Iraq submits its declaration of military and civilian chemical, biological and nuclear capabilities to the UN one day early. It consists of 12 CD-ROMs and 43 spiral-bound volumes containing a total of 11,807 pages. General Hussam Amin, the officer in charge of Iraq’s National Monitoring Directorate, tells reporters a few hours before the declaration is formally submitted: “We declared that Iraq is empty of weapons of mass destruction. I reiterate Iraq has no weapons of mass destruction. This declaration has some activities that are dual-use.” Lt. Gen. Amer al-Saadi, a senior adviser to Iraqi President Saddam Hussein, says the next day that Iraq’s pre-1991 nuclear program may have been close to developing a nuclear bomb, but denies that Baghdad continued the program. Meanwhile, the Bush administration remains furious over the Security Council’s previous day ruling that no member state—including the US—will be permitted access to the report until after “sensitive information about weapons manufacture had been removed.” White House officials say they were “blind-sided” by the decision. The vast majority of the more than 900 people the federal government acknowledges detaining after the 9/11 attacks have been deported, released or convicted of minor crimes unrelated to terrorism. The Justice Department announces that of the 765 people detained on immigration charges after 9/11, only six are still in US custody (see November 5, 2001; July 3, 2002). Almost 500 of them were released to their home countries; the remainder are still in the US. 134 others were arrested on criminal charges and 99 were convicted. Another group of more than 300 were taken into custody by state and local law enforcement and so statistics are unknown about them. Additionally, more were arrested on material witness warrants, but the government won’t say how many. The Washington Post has determined there are at least 44 in this category (see November 24, 2002). [Washington Post, 12/12/2002; Associated Press, 12/12/2002] Newsweek reports that of the “more than 800 people” rounded up since 9/11, “only 10 have been linked in any way to the hijackings” and “probably will turn out to be innocent.” [Newsweek, 10/29/2001] The names of all those secretly arrested still have not been released (see August 2, 2002). None in any of the categories have been charged with any terrorist acts.

[Source: Publicity photo via Washington Post]On December 12, 2002, the Washington Post publishes a front-page story by reporter Barton Gellman entitled “US Suspects Al-Qaeda Got Nerve Agent From Iraqis.” It states: “The Bush administration has received a credible report that Islamic extremists affiliated with al-Qaeda took possession of a chemical weapon in Iraq last month or late in October, according to two officials with firsthand knowledge of the report and its source. They said government analysts suspect that the transaction involved the nerve agent VX and that a courier managed to smuggle it overland through Turkey.” [Washington Post, 12/12/2002] The story proves so controversial that the Post’s ombudsman Michael Getler writes a column about in on December 22. Getler notes that, “[B]eginning with the second paragraph, which started out, ‘If the report proves true…’ the story contains an extraordinary array of flashing yellow lights.” He asks, “[W]hat, after all, is the use of this story that practically begs you not to put much credence in it? Why was it so prominently displayed, and why not wait until there was more certainty about the intelligence?” However, he says the Post stands by publishing the story. [Washington Post, 12/12/2002] Slate will comment in 2004, “[T]he Gellman scoop withered on the vine.… nobody advanced or refuted the story—not even Gellman.” Gellman will later admit that he should have run a follow-up story, if only to point out that no confirming evidence had come out. Dr. August Hanning.Dr. August Hanning. [Source: Der Spiegel]CIA Director George Tenet makes an urgent request to the chief of German intelligence, Dr. August Hanning. Tenet is scheduled to meet with President Bush in three days to discuss the case for invading Iraq. Tenet wants to cement his case by allowing the Iraqi defector known as “Curveball” to appear on television and tell his story; failing that, Tenet wants the Germans to allow an American expert to debrief Curveball (later revealed as a fabricator named Rafid Ahmed Alwan—see November 4, 2007) and then himself appear on television with his findings. Two days later, Hanning rejects Tenet’s requests. Hanning calls Curveball’s information “plausible and believable,” but adds that “attempts to verify the information have been unsuccessful.” Therefore, all of Curveball’s reports “must be considered unconfirmed.” However, Hanning would allow Curveball’s information to be used, if Tenet still desired to use that unconfirmed information, if the source is protected. In November 2007, Tenet denies ever seeing Hanning’s letter. The CIA’s former European division chief, Tyler Drumheller, believes Tenet is lying. “He needs to talk to his special assistants if he didn’t see it. And the fact is, he had very good special assistants. I’m sure they showed it to him. And I’m sure it was just, it wasn’t what they wanted to see,” Drumheller says. [CBS News, 11/4/2007]

Secretary of State Colin Powell and US ambassador to the UN John Negroponte say that the Bush administration considers Iraq to be in “material breach” of UN Resolution 1441 (see November 8, 2002), citing deliberate omissions and falsehoods in Iraq’s 12,000 page December 7 declaration (see December 7, 2002). United Nations Secretary-General Kofi Annan says in an interview with Israel’s Army Radio that Saddam’s government is cooperating with UN weapons inspectors and that he sees no reason for the use of force against Iraq. “Iraq is cooperating and they [inspectors] are able to do their work in an unimpeded manner and therefore I don’t see an argument for a military action now,” the secretary-general says. “They may give an interim report before the [January] 27 [deadline] and I really do not see any basis for an action until then, particularly as they are able to carry out their work in an unimpeded manner.” [Reuters, 12/31/2001; BBC, 12/31/2001; Independent, 1/1/2003] The Independent of London call his remarks “a blunt warning to Britain and the United States that they will need clear evidence of clandestine weapons programs in Iraq to win support from other nations for any military campaign against Saddam Hussein this winter.” [Independent, 1/1/2003]

The CIA issues an updated version of its September 2002 classified internal report (see September 2002) which stated that according to “sources of varying reliability,” Iraq had provided “training in poisons and gases” to al-Qaeda operatives. The allegation in that report was based on information provided by a captured Libyan national by the name of Ibn al-Shaykh al-Libi. In this new updated version of the report, the CIA adds that “the detainee [al-Libi] was not in a position to know if any training had taken place.” It is not known whether this report is seen by White House officials. [Newsweek, 11/10/2005] Intelligence provided by al-Libi about Iraq will also be included in Secretary of State Colin Powell’s speech to the UN one month later (see February 5, 2003).

UNMOVIC inspectors say they have yet to uncover evidence indicating that Iraq has resumed its production of weapons of mass destruction. After providing the UN Security Council with a summary of the inspectors’ findings, Hans Blix tells reporters in New York, “We have now been there for some two months and been covering the country in ever wider sweeps and we haven’t found any smoking guns.” [Guardian, 1/10/2003] But Ari Fleischer, the White House press secretary, insists that the absence of evidence is of little concern, asserting, “The problem with guns that are hidden is you can’t see their smoke. We know for a fact that there are weapons there.” [Guardian, 1/10/2003] When asked how he knows this, Fleischer quotes from the UN weapons inspectors’ report and notes, “So while they’ve [UN Inspectors] said that there’s no smoking gun, they said the absence of it is not assured. And that’s the heart of the problem. The heart of the problem is Iraq is very good at hiding things.” [White House, 1/9/2003] John Negroponte, the US ambassador to the UN, accuses Iraq of “legalistic” cooperation, claiming that it needs to act proactively. He also says, “There is still no evidence that Iraq has fundamentally changed its approach from one of deceit to a genuine attempt to be forthcoming.” [Guardian, 1/10/2003] Colin Powell also seems undaunted by Blix’s remarks. “The lack of a smoking gun does not mean that there’s not one there,” he says, “If the international community sees that Saddam Hussein is not cooperating in a way that would not allow you to determine the truth of the matter, then he is in violation of the UN resolution [1441] (see November 8, 2002)…You don’t really have to have a smoking gun.” [News24, 1/10/2003] Sir Jeremy Greenstock, the British ambassador to the UN, echoes views from Washington, asserting that the “passive cooperation of Iraq has been good in terms of access and other procedural issues,” and adds, “But proactive cooperation has not been forthcoming—the kind of cooperation needed to clear up the remaining questions in the inspectors’ minds.” [Guardian, 1/10/2003]

On January 9, 2003, the International Atomic Energy Agency (IAEA) publishes preliminary results of the UN’s renewed weapons inspections in Iraq, and finds no evidence at all that Iraq has resumed its nuclear weapons program. It also finds no evidence that Iraq has used aluminum tubes to generate nuclear material (see January 9, 2003). In 2004, the New York Review of Books will comment: “Given the importance the [Bush] administration had attached to this matter, this would have seemed news of the utmost significance. Yet it was largely ignored. The [New York] Times, which had so prominently displayed its initial story about the aluminum tubes, buried its main article about [it] on page A10.” At the time, the Bush administration is arguing that the UN inspections are meaningless (see January 9, 2003). IAEA spokesperson Mark Gwozdecky will later say: “Nobody wanted to challenge the president. Nobody wanted to believe inspections had anything of value to bring to the table. Mohamed ElBaradei, director-general of the UN’s International Atomic Energy Agency (IAEA), tells reporters during a press conference: “I think it’s difficult for Iraq to hide a complete nuclear-weapons program. They might be hiding some computer studies or R. and D. on one single centrifuge. These are not enough to make weapons. There were reports from different member states that Iraq was importing aluminum tubes for enrichment, that they were importing uranium from Africa. Simon Dodge, an Iraq nuclear analyst from the State Department’s Bureau of Intelligence and Research (INR), writes in an email to other intelligence community analysts that the “uranium purchase agreement probably is a hoax.” He adds that the document (see October 15, 2002) suggesting that Iraq, Iran, Sudan, Libya, and Pakistan had met to discuss forming an anti-West coalition was “clearly a forgery.” [US Congress, 7/7/2004; Isikoff and Corn, 2006, pp. 164] A July 2003 memo from the INR’s Carl Ford will note that on the same day as Dodge’s email, the bureau “expressed concerns to the CIA that the documents pertaining to the Iraq-Niger deal were forgeries.” [Carl W. A disagreement arises among UN Security Council members over the weapons inspections schedule. UN Resolution 1441 (see November 8, 2002) specifies that after 60 days, the inspectors must report to the Council on the progress of inspections. But the resolution provides no instructions for how the inspections are to proceed after this date. The resolution also fails to explain what is to happen if no weapons of mass destruction are found. Hans Blix believes that after the 60 day report—due January 27—his team should revert to the terms contained within 1999 UN Resolution 1284. According to the provisions of this agreement, an additional report would be due in late March, which would contain a list of disarmament requirements that Iraq would have to satisfy prior to the lifting of sanctions. [United Nations, 12/17/1999; Sydney Morning Herald, 1/16/2003; Reuters, 1/16/2003; Washington Post, 1/16/2003; New York Times, 1/16/2003] “The 1999 resolution spells out steps, which, in theory, could lead to a suspension of sanctions as early as July,” reports Reuters. [Reuters, 1/16/2003] Bush administration officials strongly disagree with Hans Blix’s approach, fearing that it would subvert US plans to provoke a military confrontation with Iraq. The Washington Post reports, “[Blix’s] plan risks undermining the administration’s strategy to ratchet up the pressure for a decision on whether to go to war later this month and it raises the prospect that Security Council members, including some US allies, would use it as an excuse to put off a decision until March, at the earliest.” Other countries—including France, Britain, Russia, France, China and Syria—see no problem with the timetable being advocated by Hans Blix. “The Council’s resolutions shouldn’t be flouted, they should be respected,” says Fayssal Mekdad, Syria’s deputy UN ambassador. National Security Adviser Condoleezza Rice flies to New York City to meet with Hans Blix. She attempts to discourage him from his plans to revert to the provisions of UN Resolution 1284 after his January 27 report to the UN Security Council—the last update required by UN Resolution 1441 (see November 8, 2002). She also attempts to persuade him to press ahead with plans to aggressively interview Iraqi scientists. Conducting its first raid of a private home, that of Faleh Hassan, a specialist in laser equipment who was once associated with Iraq’s nuclear program, UN inspectors discover 3,000 documents containing information that some initial reports say is related to Iraq’s former nuclear weapons program. [Daily Telegraph, 1/18/2003; Associated Press, 1/18/2003; BBC, 1/19/2003; Observer, 1/20/2003; International Atomic Energy Agency, 1/27/2003; New York Times, 1/28/2003] Mohamed ElBaradei, director-general of the International Atomic Energy Agency (IAEA), is bothered by the discovery, saying, “We haven’t received these original documents before and that’s precisely the point we have been emphasizing, Iraq should be pro-active. We shouldn’t have to find these on our own. Why should these documents be in a private home? Why are they not giving them to us?” [New York Times, 1/20/2003; Agence France-Presse, 1/20/2003] But Hassan denies that the documents are related to Iraq’s former nuclear weapons program. He later explains to reporters: “The inspectors put their hands on personal documents which have nothing to do with the former [nuclear] program. We did research on laser isotopic separation, and in 1988 we reached the conclusion that this technology was very difficult given our infrastructure, so the decision was taken to abandon that approach.” He adds that he is ready to go through the documents with ElBaradei, “page by page, line by line and even word by word to prove that everything they found is in alignment with what we declared in 1991.” [Associated Press, 1/18/2003; BBC, 1/19/2003] After the discovery of the documents, Hassan accompanies inspectors to a field where they inspect what appears to be a man-made mound. The field is part of a farm Hassan sold in 1996. While at the farm, a female American inspector offers to arrange a trip outside of Iraq for him and his wife, so his wife can undergo treatment for kidney stones, diabetes and high blood pressure. The Iraqi scientist is angered by the offer and later refers to the woman’s tactics as “mafia-like behavior.” Recalling the incident he will also tell reporters, “We would rather live as beggars in our country than live as kings abroad,” also saying, “Never, never will I leave my country.” [Associated Press, 1/18/2003; BBC, 1/18/2003; Observer, 1/20/2003] Hassan then goes with inspectors to a hotel in Baghdad where he spends most of the night arguing over whether he will be permitted to keep copies of the documents. [Observer, 1/20/2003] Three weeks later in the inspectors’ February 14 update to the UN Security Council (see February 14, 2003), ElBaradei will say: “While the documents have provided some additional details about Iraq’s laser enrichment development efforts, they refer to activities or sites already known to the IAEA and appear to be the personal files of the scientist in whose home they were found. Nothing contained in the documents alters the conclusions previously drawn by the IAEA concerning the extent of Iraq’s laser enrichment program.” [Guardian, 2/15/2003; BBC, 2/17/2003]

Citing inspectors’ discovery of 12 empty “warheads” (see January 16, 2003) and documents related to a failed nuclear program’s attempt at laser enrichment of uranium (see Afternoon October 7, 2002), critics of the Bush administration’s planned invasion argue that the inspections are working and that they should continue under the terms of 1999 UN Resolution 1284. They contend that if Iraq still possesses illegal weapons that it can be peacefully and effectively disarmed by the inspections process, thus making the argument for war moot. But the Bush administration argues instead that the inspection process has demonstrated that Saddam Hussein is not willing to disarm. This debate occurs as weapons inspectors are preparing their January 27 (see January 27, 2003) update on inspections, as required by UN Resolution 1441 (see November 8, 2002). Washington is hoping that the report will demonstrate that Iraq is not cooperating, so that they can use it to justify using military force against Iraq. [Source: Slate]The Wall Street Journal’s editorial page editor emeritus, Robert Bartley, acknowledges that Fox News’s slogan, “We report, you decide,” is a “pretense.” Bartley, a staunch conservative, writes: “Even more importantly, the amazing success of Roger Ailes at Fox News (see October 7, 1996) has provided a meaningful alternative to the Left-establishment slant of the major networks.… His news is no more tilted to the right than theirs has been on the left, and there’s no reason for him to drop his ‘we report, you decide’ pretense until they drop theirs” (see October 13, 2009). [Jamieson and Cappella, 2008, pp. 49] In May 2003, ABC News president David Westin will say: “I like ‘We report. You decide.’ It’s a wonderful slogan. Too often, I don’t think that’s what’s going on at Fox. Too often, they step over the line and try and help people decide what is right and wrong.” Fox News pundit and host Bill O’Reilly will agree. Asked whether a more accurate tag line for Fox might be “We report. We decide,” he will reply, “Well, you’re probably right.” Todd Gitlin of the Columbia Journalism School will add: “I find it hard to believe many Fox viewers believe Bill O’Reilly is a ‘no-spin zone,’ or ‘We report. You decide.’ It’s a joke. In Washington it reinforces the impression of ‘we happy few who are members of the club.’ It emboldens the right wing to feel justified and confident they can promote their policies.” [New Yorker, 5/26/2003]

Sometime after Joe Turner’s presentation to IAEA scientists, US analysts collect and photograph tubes in Iraq that are “virtually identical” to the Medusa tubes made in Italy. The tubes even have a stamped logo of the rocket’s Italian manufacturer and the words, “81mm rocket.” This is reported by the Washington Post on January 24: “The quantity and specifications of the tubes—narrow, silver cylinders measuring 81 millimeters in diameter and about a meter in length—made them ill-suited to enrich uranium without extensive modification, the experts said. But they are a perfect fit for a well-documented 81mm conventional rocket program in place for two decades. Iraq imported the same aluminum tubes for rockets in the 1980s. Hadley and other White House officials a memo saying Iraq attempted to obtain uranium from Africa. The memo, intended to help Colin Powell prepare for his presentation before the UN Security Council, provides no new evidence to support the allegation. Rather it cites the National Intelligence Estimate written last September (see October 1, 2002), even though the Africa-uranium allegation was personally disavowed by CIA Director George Tenet on October 6 (see October 6, 2002). Cheney’s chief of staff, I. Lewis Libby, presents the latest draft of a paper that is meant to serve as a rebuttal to Iraq’s December 7 declaration (see February 5, 2003) to Condoleezza Rice, Stephen Hadley, Paul Wolfowitz, Karl Rove, Richard Armitage, Michael Gerson, and Karen Hughes. The paper, written with the help of John Hannah, is supposed to serve as the basis for the speech Secretary of State Colin Powell will deliver to the UN Security Council on February 5 (see February 5, 2003). In his presentation, Libby says that intercepts and human intelligence reports indicate that Saddam Hussein has been attempting to conceal items. He doesn’t know what items are being hidden by the Iraqis, but he says it must be weapons of mass destruction. He also claims that Iraq has extensive ties to al-Qaeda, and cites the alleged meeting between Mohamed Atta and an Iraqi Intelligence agent (see April 8, 2001) as one example. While Armitage is disappointed with Libby’s presentation, Wolfowitz and Rove seem impressed. Karen Hughes warns Libby not to stretch the facts. [Source: Ali Haider / EPA / Corbis]On January 26, 2003, Newsweek reports that in 2002, Islamist militant leader Abu Musab al-Zarqawi “supposedly went to Baghdad, where doctors amputated his leg (injured in Afghan fighting) and replaced it with a prosthesis.” Newsweek also claims that al-Zarqawi “is supposed to be one of al-Qaeda’s top experts on chemical and biological weapons” and that he also met with “Hezbollah militants” and “Iranian secret agents.” This new account builds on previous reports claiming that al-Zarqawi was in Baghdad for some unspecified medical treatment (see October 2, 2002). The article does note, “Not surprisingly, reports putting al-Zarqawi in Iraq piqued the interest of Pentagon hard-liners eager to find evidence to support their suspicion that Saddam [Hussein] and bin Laden are allied and may have plotted 9/11 together. But neither the CIA nor Britain’s legendary MI6 put much stock in al-Zarqawi’s alleged Iraqi visits, stressing such reports are ‘unconfirmed.’” [Newsweek, 1/26/2003] Despite these caveats, it soon will be widely reported that al-Zarqawi had a leg amputated in Baghdad, with at least the tacit knowledge of the Iraqi government. For instance, several days later, USA Today reports, “To those who operate with and against the shadowy al-Zarqawi, including the Kurds of northern Iraq, he is called ‘the man with the limp.’ That is a reference to a poorly fitting artificial limb that replaced a leg amputated in Baghdad last August.” [USA Today, 2/5/2003] And Secretary of State Colin Powell will claim in his February 5, 2003 presentation to the United Nations that al-Zarqawi went to Baghdad in May 2002 for medical treatment and stayed two months (see February 5, 2003). But in October 2004, Knight Ridder will report, based on a new CIA report (see October 4, 2004), “Al-Zarqawi originally was reported to have had a leg amputated, a claim that officials now acknowledge was incorrect.” [Knight Ridder, 10/4/2004] In early 2006, al-Zarqawi will be seen walking in a videotape, clearly in possession of both his legs. And when he is killed later that year, x-rays of his dead body will show a fracture of his right lower leg, but apparently that was caused by the blast that killed him. UNMOVIC Chief Weapons Inspector Hans Blix and IAEA Chief Weapons Inspector Mohamed ElBaradei present their long anticipated reports on the progress of weapons inspections to the UN Security Council. Blix’s assessment is notably more critical than the IAEA report by Mohamed ElBaradei. Blix tells the UN Security Council that while the Iraqi government has passively cooperated with the weapons inspectors, it could do more. “Unlike South Africa, which decided on its own to eliminate its nuclear weapons and welcomed inspection as a means of creating confidence in its disarmament, Iraq appears not to have come to a genuine acceptance—not even today—of the disarmament, which was demanded of it and which it needs to carry out to win the confidence of the world and to live in peace.” Additionally, Blix reports that it is still too early to determine whether or not Iraq has or is developing weapons of mass destruction, noting that Iraq has still not answered several questions concerning unaccounted for weapons. Former ambassador Joseph Wilson, who went to Niger almost a year ago to determine the truth or falsehood of the story that Iraq attempted to secure 500 tons of uranium from Niger (see February 21, 2002-March 4, 2002), and his wife, CIA case officer and WMD specialist Valerie Plame Wilson, both watch President Bush’s State of the Union address (see 9:01 pm January 28, 2003). According to Plame Wilson’s 2007 book Fair Game, Wilson watches from a Canadian television studio, brought there to comment on the address immediately afterwards. His wife watches from their Washington, DC, home. Plame Wilson will recall being dumbstruck at Bush’s “16 words” claim that British intelligence had found a clandestine attempt by Iraq to purchase uranium from an African nation. She will write: “What? Had I heard him correctly? Hadn’t Joe’s report on his trip to Niger nearly a year ago (see March 4-5, 2002 and March 5, 2002), distributed throughout the intelligence community, including presumably the vice president’s office, proved the emptiness of these charges?” When Wilson returns home, he and his wife, according to Plame Wilson’s recollection, “briefly discussed what we thought the president’s claim could have meant. It seemed so odd.” The next day, Wilson asks a friend at the State Department about the claim, and notes that Bush’s assertion is not borne out by the facts. If Bush had indeed referred to Niger in the speech, then his report, along with those of the US Ambassador to Niger and General Carlton Fulford (see February 24, 2002), “had all been wrong. Or had the president misspoken? In that case, the record needed to be corrected.” Wilson’s friend replies that Bush may have been speaking of one of the other African countries that produce uranium—Gabon, South Africa, or Namibia. Wilson accepts the explanation for the time being. As a side note, Plame Wilson adds at this point in her book, “Several years later, the assistant secretary of state for African affairs told Joe, ‘You don’t think that if we had seen the State of the Union address before it was delivered, that we would have allowed that phrase to remain in it, do you?” [New York Times, 7/6/2003; Wilson, 2004, pp. 313-314; Wilson, 2007, pp. 125-126]

He will be interrupted some 70 times by thunderous applause from the assembled lawmakers in the House chambers. One of his biggest applause lines is his statement about the US’s war on “international terrorism:” “The war goes on, and we are winning.” [Unger, 2007, pp. 269-270]
African Uranium - He says: “The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa. Saddam Hussein has not credibly explained these activities.… He clearly has much to hide.” [US President, 2/3/2003; White House, 4/18/2003; Independent, 6/5/2003] The British allegation cited by Bush concerns a SISMI (Italy’s military intelligence) report (see Mid-October 2001) based on a set of forged documents. Months after the speech, with evidence mounting that the statement was completely false, the administration will retract this claim (see 3:09 p.m. July 11, 2003).
Aluminum Tubes - Bush alleges that a shipment of aluminum tubes imported by Iraq was intended to be used in the country’s alleged nuclear weapons program. “Our intelligence sources tell us that he has attempted to purchase high-strength aluminum tubes suitable for nuclear weapons production. Saddam Hussein has not credibly explained these activities. He clearly has much to hide.” [US President, 2/3/2003]
Biological Agents - Bush lists a parade of agents: “anthrax, botulinum toxin, Ebola, and plague,” many of which Iraq has never been accused of possessing, and warns against “outlaw regimes that seek and possess nuclear, chemical, and builogical weapons… blackmail, terror, and mass murder.” He then moves from the general to the specific, accusing Iraq of having enough material “to produce over 25,000 liters of anthrax—enough doses to kill several million people… more than 38,000 liters of botulinum toxin—enough to subject millions of people to death by respiratory failure… as much as 500 tons of sarin, mustard and VX nerve agent.” [US President, 2/3/2003; Unger, 2007, pp. 270-271]
False Testimony from Iraqi Scientists - Bush alleges: “Iraqi intelligence officers are posing as the scientists inspectors are supposed to interview. Real scientists have been coached by Iraqi officials on what to say.” [US President, 2/3/2003] But Hans Blix, the chief UNMOVIC weapons inspector, tells the New York Times in an interview that he knows of no evidence supporting this claim. [New York Times, 1/31/2003]
Defector Allegations - Bush, citing intelligence provided by “three Iraqi defectors,” says, “We know that Iraq, in the late 1990s, had several mobile weapons labs… designed to produce germ warfare agents and can be moved from place to a place to evade inspectors.” One of the defectors referred to by Bush is ‘Curveball,’ whom the CIA station chief in Germany warned was not reliable the day before (see January 27, 2003). German intelligence officials watching Bush’s speech are “shocked.” One official later recalls: “Mein Gott! We had always told them it was not proven.… It was not hard intelligence.” [Los Angeles Times, 11/20/2005] Another source for the claim was Mohammad Harith, whom the Defense Intelligence Agency had labeled a “fabricator” the previous May (see May 2002).
Torture, Murder, and 9/11 - Bush accuses Iraqi dictator Saddam Hussein of routinely torturing his own people, using such techniques as “electric shock, burning with hot irons, dripping acid on the skin, mutilation with electric drills, cutting out tongues, and rape.” He then connects Hussein, the torturer, murderer, and terrorist supporter, to the 9/11 attacks, saying: “[I]magine those 19 hijackers with other weapons and other plans—this time armed by Saddam Hussein. It would take one vial, one canister, one crate slipped into this country to bring a day of horror like none we have ever known.” He invites “all free nations” to join him in ensuring no such attack ever happens, but notes that “the course of this nation does not depend on the decisions of others.” After another long burst of applause, Bush continues, “Whatever action is required, whatever action is necessary, I will defend the freedom and security of the American people.” [Unger, 2007, pp. 270-271]
'Direct Personal Threat' - Bush states what former ambassador Joseph Wilson later writes can only be interpreted by Hussein “as a direct personal threat,” saying: “Tonight I have a message for the brave and oppressed people of Iraq: Your enemy is not surrounding your country, your enemy is ruling your country. And the day he and his regime are removed from power will be the day of your liberation.” Wilson will later write: “Not simply promising the disarmament of Iraq as he had in his recent speeches, the president now stated outright his intention to rout Saddam from power, and to kill or capture him. It was an unwise thing to say. It made whatever strategy we adopted for Iraq that much more dangerous because it so blatantly telegraphed our next move and our ultimate goal.” [US President, 2/3/2003; Wilson, 2004, pp. 315]
Defending America - To America’s soldiers, he says: “Many of you are assembling in or near the Middle East, and some crucial hours lay ahead. In these hours, the success of our cause will depend on you. Your training has prepared you. Your honor will guide you. You believe in America, and America believes in you.” In 2007, Unger will write: “A few years earlier, Bush had confided that he thought to be a great president meant being a great commander in chief. French officials are shocked by the claims Bush made in his state of the union speech (see 9:01 pm January 28, 2003) concerning Iraqi attempts to obtain uranium from Africa. One government official will later recall in an interview with the Los Angeles Times that French experts considered Bush’s claim, which he attributed to the British, as “totally crazy because, in our view, there was no backup for this.” Notwithstanding, the French launch another investigation (see Late April or Early May 2002-June 2002) and again, find no evidence supporting the US and British claim. US Secretary of State Colin Powell reluctantly accepts the task of making the administration’s case for war to the United Nations Security Council. He assigns his close friend and chief of staff Larry Wilkerson to go to the CIA and put together a team to craft a presentation. Though Powell has long harbored deep misgivings about the war, in public he has consistently and staunchly promoted the war, even when it came to repeating claims he knew to be false (see January 23, 2008). Powell also gives Wilkerson a 48-page report from the White House on Iraq’s alleged arsenal of banned weapons. The report is meant to serve as the basis for Powell’s upcoming speech to the UN (see February 5, 2003). Powell, skeptical of the report’s data, instructs Wilkerson to have it looked over by the CIA. The dossier was written primarily by two senior aides to Vice President Cheney, John Hannah and I. Lewis Libby (see January 25, 2003). [Bamford, 2004, pp. 368; Vanity Fair, 5/2004, pp. 281; Unger, 2007, pp. 275] The analysts at CIA will quickly determine that the documents are based on unreliable sources (see January 30-February 4, 2003). Speculation is already rampant throughout the State Department and among well-informed observers as to why Powell became such a reliable spokesman for the administration’s war plans. A State Department official will echo the opinion of others in saying that Powell is “completely aware of the machinations going on,” but wants to avoid any sort of public dispute among top White House officials—and Powell wants to keep relations with Vice President Dick Cheney on an even keel. Author Craig Unger will later note, “Regardless of what he really believed, Powell ultimately accommodated the White House to such an extent that he became the most articulate spokesman for the war effort” (see January 26, 2003). Colin Powell’s chief of staff, Larry Wilkerson, meets with other administration officials and aides at the CIA’s Langley headquarters in a conference room down the hall from George Tenet’s office to review two White House reports on Iraq’s alleged illegal activities. The team includes George Tenet, John McLaughlin, William Tobey and Robert Joseph from the National Security Council, and John Hannah from Vice President Cheney’s office. (Tenet had intended to leave for a Middle East junket, but Powell stopped him from going, insisting on his input and participation.) The two dossiers are meant to serve as the basis for Powell’s upcoming speech at the UN (see February 5, 2003). One of the reports—a 48-page dossier that had been provided to Powell’s office a few days earlier (see January 29, 2003)—deals with Iraq’s supposed arsenal of weapons of mass destruction while the other, a slightly more recent report totaling some 45 pages, addresses the issue of Iraq’s history of human rights violations and its alleged ties to Islamic militant groups. Shortly after Wilkerson begins reviewing the 48-page report on Iraq’s alleged WMD, it becomes apparent that the material is not well sourced. Dossiers Contain Large Amounts of White House Misinformation - Wilkerson has been given three dossiers: about 90 pages of material on Iraq’s WMD, on its sponsorship of terrorism, and on its violation of human rights. Wilkerson is not well informed about the variety of machinations surrounding the WMD issue, but it doesn’t take him long to realize there is a problem. The CIA has an array of analysts with decades of experience studying Iraq’s weapons programs, rigorous peer review procedures to prevent unreliable intelligence from making it into the final assessments, and a large budget devoted to Middle East intelligence. But the CIA had not produced Wilkerson’s dossiers. They had been prepared by Libby, Cheney’s chief of staff. Wilkerson is taken aback by such a breach of procedure, especially on such a critically important matter of state. Former NSC counterterrorism chief Richard Clarke later says, “It’s very strange for the Vice President’s senior adviser to be… saying to the Secretary of State, ‘This is what you should be saying.’” As Wilkerson goes through the material, he realizes, in Unger’s words, “just how aggressively Cheney and his men have stacked the deck.” Wilkerson first reads the 48-page WMD dossier, and is not impressed. “It was anything but an intelligence document,” he later says. “It was, as some people characterized it later, sort of a Chinese menu from which you could pick and choose.”
Cherry-Picked Intel - Wilkerson will continue, “When we had a question, which was virtually every line, John Hannah from the vice president’s office would consult a huge clipboard he had.” Hannah, a former official of the pro-Israel Washington Institute for Near East Policy, had coauthored the dossier with Libby. He had also worked closely with Libby in the White House Iraq Group (see August 2002). Hannah cites the source of each questionable datum Wilkerson asks about, and Wilkerson and his team set about tracking down the original sources of each item. They spend hours poring over satellite photos, intercepts of Iraqi military communications, and various foreign intelligence reports. Wilkerson and his team find that in almost every instance, the original sources do not support the conclusions drawn in the dossier. “Once we read the entirety of those documents,” he will recall, “we’d find that the context was not quite what the cherry-picked item imparted.” Wilkerson believes that much of the dossier’s intelligence comes from Ahmed Chalabi and the Iraqi National Congress (see 1992-1996), a belief given credence by the fact that Hannah had served as the chief liaison between the INC and Cheney’s office. As Wilkerson will later recall, “It was clear the thing was put together by cherry-picking everything from the New York Times to the DIA.” Reporters Michael Isikoff and David Corn will later write that “a Defense Intelligence Agency report was not being used properly, a CIA report was not being cited in a fair way, a referenced New York Times article was quoting a DIA report out of context,” and will confirm that much of the material had come from the Iraqi National Congress. Incomprehensible 'Genealogy' - According to Wilkerson, Feith’s office had strung together an incomprehensible “genealogy.” “It was like the Bible,” Wilkerson later recalls. “It was the Old Testament. It was ‘Joe met Bob met Frank met Bill met Ted met Jane in Khartoum and therefore we assume that Bob knew Ralph.’ It was incredible.” [Isikoff and Corn, 2006, pp. 180-181]

Cheney's Aides Attempt to Reinsert Deleted Material - Soon Wilkerson’s team faces the same difficulties with the dossier on Iraq’s connections to Islamist terrorism that it faced with the White House-prepared dossier on Iraq’s WMD (see January 30-February 4, 2003). Tenet has tried manfully to give the administration what it so desperately wants—proof of Iraq’s connections to the 9/11 attacks. The CIA’s unit on Osama bin Laden had gone through 75,000 pages of documents and found no evidence of any such connections. Vice President Cheney and his staffers have always insisted that such a connection does indeed exist. Their strongest claim to that effect is the supposed meeting between 9/11 hijacker Mohamed Atta and an Iraqi intelligence agent in April 2000 (see September 14, 2001). This claim has long been discredited (see September 18, 2001), but Cheney’s people keep attempting to bring it back into play (see February 1, 2003-February 4, 2003). Information about Australian Software Erroneous - One item in the White House’s original draft alleged that Iraq had obtained software from an Australian company that would provide Iraqis with sensitive information about US topography. The argument was that Iraqis, using that knowledge, could one day attack the US with biological or chemical weapons deployed from unmanned aerial vehicles (UAVs). But when Powell’s intelligence team investigated the issue, it became “clear that the information was not ironclad” (see October 1, 2002). [US News and World Report, 6/9/2003]
'Idiocy' - “We were so appalled at what had arrived from the White House,” one official later says. [Vanity Fair, 5/2004, pp. 230] As another senior official (likely Wilkerson) will later recall, “We went through that for about six hours—item by item, page by page and about halfway through the day I realized this is idiocy, we cannot possibly do this, because it was all bullsh_t—it was unsourced, a lot of it was just out of the newspapers, it was—and I look back in retrospect—it was a [Undersecretary of Defense for Policy Douglas] Feith product, it was a Scooter Libby product, it was a Vice President’s office product. It was a product of collusion between that group. And it had no way of standing up, anywhere, I mean it was nuts.” [Bamford, 2004, pp. 368-9]
Starting from Scratch - After several hours, Wilkerson and Tenet are both so fed up that they decide to scrap the WMD dossier entirely. “Let’s go back to the NIE,” Tenet suggests, referring to the recently released National Intelligence Estimate on Iraq (see October 1, 2002). Wilkerson is not aware of how badly the NIE had been, in author Craig Unger’s words, “tampered with,” but Powell should have known, as his own intelligence bureau in the State Department had disputed key elements of the NIE. CIA Director George Tenet and his experts regale Wilkerson with the information about mobile bioweapons labs provided by the Iraqi defector Curveball (see November 1999). In 2007, Wilkerson will recall, “They presented it in a very dynamic, dramatic, ‘we know this is accurate,’ way.” Curveball’s assertion that he is a firsthand witness is very important, Wilkerson will say. “This was a man who had actually been in the belly of the beast. He had been in the lab. He had been there when an accident occurred. He’d seen people killed. And the implication was, strong implication, that they weren’t killed because of the accident in the explosion, they were killed because they were contaminated. Yes, the source was very credible. As it was presented by the CIA.” Wilkerson later says that both he and Powell accept the claims because they depend on the intelligence community for good information: “And you depend on the director of central intelligence to assimilate all the intelligence community’s input and give it to you.” Wilkerson feels the section on mobile bioweapons is the strongest part of the presentation, as does Powell. On February 1, Secretary of State Colin Powell begins rehearsing for his February 5 presentation to the UN Security Council (see February 5, 2003). Powell is assisted by members of his staff, including his chief of staff, Larry Wilkerson, and Deputy Secretary of State Richard Armitage (see January 30-February 4, 2003). Discredited Items Keep Reappearing - One item that keeps reoccurring is the discredited claim that 9/11 hijacker Mohamed Atta met with Iraqi officials in Prague (see September 14, 2001 and September 18, 2001). Cheney’s people keep attempting to insert it into the presentation. It takes Powell’s personal intervention to have the claim removed from the presentation. “He was trying to get rid of everything that didn’t have a credible intelligence community-based source,” Wilkerson will later recall. But even after Powell’s decision, Cheney loyalist Stephen Hadley, the deputy national security adviser, tries to have it reinserted. “They were just relentless,” Wilkerson will recall. “You would take it out and they would stick it back in. That was their favorite bureaucratic technique—ruthless relentlessness.” An official (probably Wilkerson) later adds: “We cut it and somehow it got back in. And the secretary said, ‘I thought I cut this?’ And Steve Hadley looked around and said, ‘My fault, Mr. Secretary, I put it back in.’ ‘Well, cut it, permanently!’ yelled Powell. It was all cartoon. The specious connection between al-Qaeda and Saddam Hussein, much of which I subsequently found came probably from the INC and from their sources, defectors and so forth, [regarding the] training in Iraq for terrorists.… No question in my mind that some of the sources that we were using were probably Israeli intelligence. That was one thing that was rarely revealed to us—if it was a foreign source.” Powell becomes so angry at the machinations that he throws the dossier into the air and snaps: “This is bullsh_t. I’m not doing this.” But he continues working on the presentation. [US News and World Report, 6/9/2003; Bamford, 2004, pp. 370-1; Vanity Fair, 5/2004, pp. 230; Unger, 2007, pp. 278-279] The same official will add that every time Powell balks at using a particular item, he is “fought by the vice president’s office in the person of Scooter Libby, by the National Security Adviser [Condoleezza Rice] herself, by her deputy [Stephen Hadley], and sometimes by the intelligence people—George [Tenet] and [Deputy CIA Director] John [McLaughlin].” [Bamford, 2004, pp. 370]
Mobile Bioweapons Claim Survives Editing Process - One of the allegations Powell rehearses is the claim that Iraq has developed mobile biological weapons laboratories, a claim based on sources that US intelligence knows are of questionable reliability (see Late January, 2003 and February 4, 2003). Referring to one of the sources, an Iraqi major, Powell later tells the Los Angeles Times, “What really made me not pleased was they had put out a burn [fabricator] notice on this guy, and people who were even present at my briefings knew it.” Nor does anyone inform Powell that another source, an Iraqi defector known as Curveball, is also a suspected fabricator (see January 27, 2003). [Los Angeles Times, 11/20/2005] In fact, the CIA issued an official “burn notice” formally retracting more than 100 intelligence reports based on Curveball’s information. [ABC News, 3/13/2007]
Powell 'Angry, Disappointed' in Poor Sourcing of Claim - In March 2007, Powell will claim he is “angry and disappointed” that he was never told the CIA had doubts about the reliability of the source. “I spent four days at CIA headquarters, and they told me they had this nailed.” But former CIA chief of European operations Tyler Drumheller will later claim in a book that he tried and failed to keep the Curveball information out of the Powell speech (see February 4-5, 2003). “People died because of this,” he will say. “All off this one little guy who all he wanted to do was stay in Germany.” Drumheller will say he personally redacted all references to Curveball material in an advance draft of the Powell speech. “We said, ‘This is from Curveball. Don’t use this.’” But Powell later says neither he nor his chief of staff, Larry Wilkerson, were ever told of any doubts about Curveball. “In fact, it was the exact opposite,” Wilkerson will assert. “Never from anyone did we even hear the word ‘Curveball,’ let alone any expression of doubt in what Secretary Powell was presenting with regard to the biological labs.” [ABC News, 3/13/2007]

The British government releases a dossier titled “Iraq: Its Infrastructure of Concealment, Deception, and Intimidation.” The government says the dossier is based on high-level intelligence and diplomatic sources and was produced with the approval of Prime Minister Tony Blair; it also wins praise from US Secretary of State Colin Powell (see February 7, 2003). Unfortunately, the dossier is almost wholly plagiarized from a September 2002 article by university student Ibrahim al-Marashi. [Middle East Review of International Affairs, 2/23/2003] Al-Marashi was doing postgraduate work at Oxford University when he wrote it. [International Policy Fellowships, 10/1/2006] The article is entitled “Iraq’s Security and Intelligence Network: A Guide and Analysis,” and was published in the Middle East Review of International Affairs Journal (MERIA). [Middle East Review of International Affairs, 2/23/2003] The British dossier plagiarizes two other articles as well, both from Jane’s Intelligence Review (see February 8, 2003), some of which were published as far back as 1997. MERIA is based in Israel, which even moderate Arabs say makes it a suspect source, and all the more reason why the origin of the information should have been cited. [Guardian, 2/7/2003] MERIA, an Internet-based magazine with about 10,000 subscribers, is edited by Jerusalem Post columnist Barry Rubin. [Jerusalem Post, 2/8/2003] Rubin will responds dryly: “We are pleased that the high quality of MERIA Journal’s articles has made them so valuable to our readers.… As noted on the masthead of each issue and all our publications, however, we do appreciate being given credit.” [Middle East Review of International Affairs, 2/23/2003] Al-Marashi, currently working at California’s Center for Nonproliferation Studies, describes himself as an opponent of Saddam Hussein’s regime: “As an Iraqi, I support regime change in Iraq,” he says. Article Used Information from 1991 - He examined Iraq’s secret police and other, similar forces in detail, using captured Iraqi documents from the 1991 Gulf War and updating that information to be more timely. [Middle East Review of International Affairs, 9/2002] The dossier contains entire sections from al-Marashi’s article quoted almost verbatim, including typographical errors contained in the original. When asked about the plagiarism, al-Marashi says he was not approached by the British government for permission to use his work. “It was a shock to me,” he says. Chris Aaron, editor of Jane’s Intelligence Review, says he had not been asked for permission to use material from his article in the dossier. The dossier uses the three articles to detail methods used by the Iraqi government to block and misdirect UN weapons inspectors’ attempts to locate weapons stockpiles in Iraq. The dossier claims that while the UN only has 108 weapons inspectors inside Iraq, the Iraqi government has 20,000 intelligence officers “engaged in disrupting their inspections and concealing weapons of mass destruction.” The dossier claims that every hotel room and telephone used by the weapons inspectors is bugged, and that WMD-related documents are being concealed in Iraqi hospitals, mosques, and homes. Powell will cite the dossier as part of his presentation to the UN detailing evidence of Iraqi weapons programs (see February 5, 2003). [Associated Press, 2/6/2003; BBC, 2/7/2003] When the media exposes the origins of the dossier, Blair officials will concede that they should have been more honest about the source material (see February 6, 2003).
British 'Inflated' Some Numbers, Used More Extreme Language - Al-Marashi, who learns of the plagiarism from a colleague, Glen Rangwala (see February 5, 2003), says the dossier is accurate despite “a few minor cosmetic changes.” He adds: “The only inaccuracies in the [British] document were that they maybe inflated some of the numbers of these intelligence agencies. The primary documents I used for this article are a collection of two sets of documents, one taken from Kurdish rebels in the north of Iraq—around four million documents—as well as 300,000 documents left by Iraqi security services in Kuwait.” [BBC, 2/7/2003] Al-Marashi and Rangwala both note that the dossier uses more extreme language. “Being an academic paper, I tried to soften the language” al-Marashi says. “For example, in one of my documents, I said that [the Iraqi intelligence agency known as the Mukhabarat] support[s] organizations in what Iraq considers hostile regimes, whereas the [British] document refers to it as ‘supporting terrorist organizations in hostile regimes.’” [Guardian, 2/7/2003; New York Times, 2/8/2003]
Third Attempt to Pass Off Old Information as New Evidence - This is the third time in recent months that Downing Street has tried to pass off old, suspect information as damning evidence against Iraq. In September, it released a 50-page dossier, “Iraq’s Weapons of Mass Destruction: The Assessment of the British Government,” that used years-old information from the Foreign Office and British intelligence to make its case (see September 24, 2002); UN inspectors and British journalists visited some of the “facilities of concern” and found nothing (see September 24, 2002). In December, Downing Street released a 23-page report, “Saddam Hussein: Crimes and Human Rights Abuses,” that was heavily criticized by human rights groups, members of Parliament, and others for reusing old information. When that dossier was released, the Foreign Office put forward an Iraqi exile who had been jailed by Hussein for 11 years. The exile displayed handcuffs he said had been placed on him while in captivity. Afterwards, the exile admitted that the handcuffs were actually British in origin. [Guardian, 2/7/2003]
Dossier Product of Heated Debate - The Observer writes of the current “dodgy dossier” that discussions between Blair’s head of strategic communications, Alastair Campbell, foreign policy adviser David Manning, senior intelligence officials, and the new head of British homeland security, David Omand, resulted in a decision to “repeat a wheeze from last autumn: publishing a dossier of ‘intelligence-based evidence,’” this time focusing on Iraq’s history of deceiving weapons inspectors. The dossier had to be released before chief UN inspector Hans Blix could make his scheduled report in mid-February. The previous dossier, about Iraq’s dismal human rights record, had led to what The Observer calls “several stand-up rows between Omand and Campbell, with the former accusing the latter of sprinkling too much ‘magic dust’ over the facts to spice it up for public consumption.” That dossier left “the more sensationalist elements” in the forward, but for this dossier, “there was no time for such niceties. Led by Campbell, a team from the Coalition Information Center—the group set up by Campbell and his American counterpart during the war on the Taliban—began collecting published information that touched on useful themes.” Al-Marashi’s work became the central piece for the cut-and-pasted dossier, which The Observer says was compiled so sloppily that, in using the al-Marashi report and one of the Jane’s articles, two different organizations were confused with one another. CIA Director George Tenet and Deputy Director John McLaughlin assure Colin Powell that the statements he will be making in his February 5 speech (see February 5, 2003) to the UN are backed by solid intelligence. Powell is apparently concerned that the allegations about mobile biological weapons laboratories have little evidence behind them. “Powell and I were both suspicious because there were no pictures of the mobile labs,” Powell’s deputy, Larry Wilkerson, will later recall in an interview with the Washington Post. But the two CIA officials claim that evidence for the mobile units is based on multiple sources whose accounts have been independently corroborated. “This is it, Mr. Secretary. Around midnight, CIA Director George Tenet calls CIA official Tyler Drumheller at home and asks for the phone number of Richard Dearlove, the British intelligence chief. Tenet wants to get Dearlove’s approval to use British intelligence in Secretary of State Colin Powell’s speech to the UN (see February 5, 2003). Drumheller takes the opportunity to remind Tenet that the source for the alleged mobile labs, Curveball, is not reliable. “Hey, boss, you’re not going to use that stuff in the speech… ? There are real problems with that,” Drumheller asks. Tenet, distracted and tired, tells him not to worry. [Isikoff and Corn, 2006, pp. 184; Washington Post, 6/25/2006] Tenet will later deny having such a conversation with Drumheller, writing: “I remember no such midnight call or warning.… Drumheller had dozens of opportunities before and after the Powell speech to raise the alarm with me [about Curveball], yet he failed to do so.” [Unger, 2007, pp. 283]

Glen Rangwala, a lecturer in politics at Cambridge University, realizes that a just-released dossier on Iraqi WMDs released by the British government is almost wholly plagiarized from the work of his colleague, graduate student Ibrahim al-Marashi. Rangwala alerts al-Marashi to the dossier in an e-mail after being sent a copy of the online version by researchers in Sweden. A Cambridge undergraduate student forwards a copy of Rangwala’s e-mail to journalists. “I found it quite startling when I realized that I’d read most of it before,” Rangwala later tells the press. “Apart from passing this off as the work of its intelligence services, it indicates that [Britain] really does not have any independent sources of information on Iraq’s internal policies. It just draws upon publicly available data.” [Guardian, 2/7/2003; Observer, 2/9/2003] In his e-mail, posted on the discussion board of the organization Campaign Against Sanctions on Iraq, Rangwala cites numerous identical passages in the dossier and in al-Marashi’s article. [Glen Rangwala, 2/5/2003] Rangwala notes that in the article al-Marashi acknowledged using 12-year old data, but “the British government, when it transplants that information into its own dossier, does not make that acknowledgment.” Al-Marashi says that when he learned his material had formed the basis for the dossier: “[I was] flattered at first, then surprised that they didn’t cite me… It was a case of cut and paste. They even left in my mistakes.” [Jerusalem Post, 2/8/2003] Al-Marashi also comments, “I’ll be more skeptical of any British intelligence I read in future.” [London Times, 2/7/2003]

[US Department of State, 2/5/2003] At the insistence of Powell, CIA Director George Tenet is seated directly behind him to the right. “It was theater, a device to signal to the world that Powell was relying on the CIA to make his case that Iraq had weapons of mass destruction,” Vanity Fair magazine will later explain. [Bamford, 2004, pp. 371-2; Vanity Fair, 5/2004, pp. 232] In his speech before the Council, Powell makes the case that Iraq is in further material breach of past UN resolutions, specifically the most recent one, UN Resolution 1441 (see November 8, 2002). Sources cited in Powell’s presentation include defectors, informants, communication intercepts, procurement records, photographs, and detainees. [US Department of State, 2/5/2003] Most of the allegations made by Powell are later demonstrated to be false. “The defectors and other sources went unidentified,” the Associated Press will later report. “The audiotapes were uncorroborated, as were the photo interpretations. No other supporting documents were presented. Little was independently verifiable.” [Associated Press, 8/9/2003]
Iraq's December 7 Declaration Was Inaccurate - Powell contends that Iraq’s December 7 declaration was not complete. According to UN Resolution 1441 the document was supposed to be a “currently accurate, full and complete declaration of all aspects” of its programs to develop weapons of mass destruction. But Saddam has not done this, says Powell, who explains that Iraq has yet to provide sufficient evidence that it destroyed its previously declared stock of 8,500 liters of anthrax, as it claimed in the declaration. Furthermore, notes the secretary of state, UNSCOM inspectors had previously estimated that Iraq possessed the raw materials to produce as much as 25,000 liters of the virus. Iraq Has Ties to Al-Qaeda - Powell repeats earlier claims that Saddam Hussein’s government has ties to al-Qaeda. Powell focuses on the cases of the militant Islamic group Ansar-al-Islam and Abu Musab Zarqawi, a Jordanian-born Palestinian, who had received medical treatment in Baghdad during the summer of 2002 (see December 2001-Mid-2002). [US Department of State, 2/5/2003] However, just days before Powell’s speech, US and British intelligence officials—speaking on condition of anonymity—told the press that the administration’s allegations of Iraqi-al-Qaeda ties were based on information provided by Kurdish groups, who, as enemies of Ansar-al-Islam, should not be considered reliable. Furthermore, these sources unequivocally stated that intelligence analysts on both sides of the Atlantic remained unconvinced of the purported links between Iraq and al-Qaeda (see February 3-4, 2003). [Independent, 2/3/2003; Daily Telegraph, 2/4/2003] Powell also claims that Iraq provided “chemical or biological weapons training for two al-Qaeda associates beginning in December 2000.” The claim is based on a September 2002 CIA document which had warned that its sources were of “varying reliability” and that the claim was not substantiated (see September 2002). The report’s main source, Ibn al-Shaykh al-Libi, an al-Qaeda operative who offered the information to CIA interrogators while in custody, later recounts the claim (see February 14, 2004). [CNN, 9/26/2002; New York Times, 7/31/2004; Newsweek, 7/5/2005] Larry Wilkerson, Powell’s chief of staff, will later say that neither he nor Powell ever received “any dissent with respect to those lines… indeed the entire section that now we know came from [al-Libi].” [Newsweek, 11/10/2005] Senior US officials will admit to the New York Times and Washington Post after the presentation that the administration was not claiming that Saddam Hussein is “exercising operational control” of al-Qaeda. Iraq Has Missiles Capable of Flying Up to 1,200 Kilometers - Describing a photo of the al-Rafah weapons site, Powell says: “As part of this effort, another little piece of evidence, Iraq has built an engine test stand that is larger than anything it has ever had. Notice the dramatic difference in size between the test stand on the left, the old one, and the new one on the right. Note the large exhaust vent. This is where the flame from the engine comes out. The exhaust vent on the right test stand is five times longer than the one on the left. The one of the left is used for short-range missiles. The one on the right is clearly intended for long-range missiles that can fly 1,200 kilometers. This photograph was taken in April of 2002. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” [US Department of State, 2/5/2003; New York Times, 2/5/2003] But according to the Associated Press, “… UN missile experts have reported inspecting al-Rafah at least five times since inspections resumed Nov. 27, have studied the specifications of the new test stand, regularly monitor tests at the installation, and thus far have reported no concerns.” [Associated Press, 2/7/2003] Similarly, Reuters quotes Ali Jassem, an Iraqi official, who explains that the large stand referred to in Powell’s speech is not yet in operation and that its larger size is due to the fact that it will be testing engines horizontally. [Reuters, 2/7/2003; Guardian, 2/15/2003] Several days later, Blix will report to the UN that “so far, the test stand has not been associated with a proscribed activity.” [Guardian, 2/15/2003]
Iraqis Attempted to Hide Evidence from Inspectors - Powell shows the UN Security Council satellite shots depicting what he claims are chemical weapons bunkers and convoys of Iraqi cargo trucks preparing to transport ballistic missile components from a weapons site just two days before the arrival of inspectors. “We saw this kind of housecleaning at close to 30 sites,” Powell explains. “We must ask ourselves: Why would Iraq suddenly move equipment of this nature before inspections if they were anxious to demonstrate what they had or did not have?” [US Department of State, 2/5/2003] But the photos are interpreted differently by others. An unnamed UN official and German UN Inspector Peter Franck both say the trucks in the photos are actually fire engines. [Mercury News (San Jose), 3/18/2003; Agence France-Presse, 6/6/2003]
'Literally Removed the Crust of the Earth' - Another series of photos—taken during the spring and summer of 2002—show that Iraqis have removed a layer of topsoil from the al-Musayyib chemical complex. This piece of evidence, combined with information provided by an unnamed source, leads Powell to draw the following conclusion: “The Iraqis literally removed the crust of the earth from large portions of this site in order to conceal chemical weapons evidence that would be there from years of chemical weapons activity.” [US Department of State, 2/5/2003; Washington Post, 2/6/2003] Showing another series of pictures—one taken on November 10 (before inspections) and one taken on December 22—Powell says that a guard station and decontamination truck were removed prior to the arrival of inspectors. Powell does not explain how he knows that the truck in the photograph was a decontamination truck. [US Department of State, 2/5/2003; Washington Post, 2/6/2003; Washington Post, 2/6/2003] AP reporter Charles Hanley says that some of Powell’s claims that Iraq is hiding evidence are “ridiculous.” Powell says of a missile site, “This photograph was taken in April of 2002. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” Hanley later says, “What he neglected to mention was that the inspectors were underneath, watching what was going on.” [PBS, 4/25/2007]
Communication Intercepts Demonstrate Iraqi Attempts to Conceal Information from Inspectors - Powell plays recordings of three conversations intercepted by US intelligence—one on November 26, another on January 30, and a third, a “few weeks” before. The conversations suggest that the Iraqis were attempting to hide evidence from inspectors. [New York Times, 2/5/2003; US Department of State, 2/5/2003; London Times, 2/6/2003; Sydney Morning Herald, 2/7/2003] Senior administration officials concede to the Washington Post that it was not known “what military items were discussed in the intercepts.” [Washington Post, 2/13/2003] Some critics argue that the intercepts were presented out of context and open to interpretation. [Sydney Morning Herald, 2/7/2003; Sydney Morning Herald, 2/9/2003] Others note that the conversations were translated from Arabic by US translators and were not analyzed or verified by an independent specialist. [Newsday, 2/6/2003]
Biological Weapons Factories - Colin Powell says that US intelligence has “firsthand descriptions” that Iraq has 18 mobile biological weapons factories mounted on trucks and railroad cars. Information about the mobile weapons labs are based on the testimonies of four sources—a defected Iraqi chemical engineer who claims to have supervised one of these facilities, an Iraqi civil engineer (see December 20, 2001), a source in “a position to know,” and a defected Iraqi major (see February 11, 2002). Powell says that the mobile units are capable of producing enough dry biological agent in a single month to kill several thousand people. He shows computer-generated diagrams and pictures based on the sources’ descriptions of the facilities. Powell says that according to the chemical engineer, during the late 1990s, Iraq’s biological weapons scientists would often begin the production of pathogens on Thursday nights and complete the process on Fridays in order to evade UNSCOM inspectors whom Iraq believed would not conduct inspections on the Muslim holy day. [New York Times, 2/5/2003; US Department of State, 2/5/2003; Washington Post, 2/6/2003; Reuters, 2/11/2003] Powell tells the delegates, “The source was an eyewitness, an Iraqi chemical engineer, who supervised one of these facilities. He actually was present during biological agent production runs. He was also at the site when an accident occurred in 1998. Twelve technicians died from exposure to biological agents.” He displays models of the mobile trucks drawn from the source’s statements. [CBS News, 11/4/2007] Responding to the allegation, Iraqi officials will concede that they do in fact have mobile labs, but insist that they are not used for the development of weapons. According to the Iraqis, the mobile labs are used for food analysis for disease outbreaks, mobile field hospitals, a military field bakery, food and medicine refrigeration trucks, a mobile military morgue and mobile ice making trucks. [Guardian, 2/5/2003; ABC News, 5/21/2003] Iraq’s explanation is consistent with earlier assessments of the UN weapons inspectors. Before Powell’s presentation, Hans Blix had dismissed suggestions that the Iraqis were using mobile biological weapons labs, reporting that inspections of two alleged mobile labs had turned up nothing. “Two food-testing trucks have been inspected and nothing has been found,” Blix said. And Ewen Buchanan, spokesman for the UN Monitoring, Verification and Inspection Commission, said, “The outline and characteristics of these trucks that we inspected were all consistent with the declared purposes.” [Guardian, 2/5/2003; ABC News, 5/21/2003]
'Curveball' Primary Source of Claims - Powell’s case is further damaged when it is later learned that one of the sources Powell cited, the Iraqi major, had been earlier judged unreliable by intelligence agents at the Defense Intelligence Agency (see February 11, 2002). In May 2002, the analysts had issued a “fabricator notice” on the informant, noting that he had been “coached by [the] Iraqi National Congress” (INC) (see May 2002). But the main source for the claim had been an Iraqi defector known as “Curveball,” who was initially believed to be the brother of a top aide to Ahmed Chalabi. The source claimed to be a chemical engineer who had helped design and build the mobile labs. His information was passed to Washington through Germany’s intelligence service, the Bundesnachrichtendienst (BND), which had been introduced to the source by the INC. In passing along the information, the BND noted that there were “various problems with the source.” And only one member of the US intelligence community had actually met with the person—an unnamed Pentagon analyst who determined the man was an alcoholic and of dubious reliability. Yet both the DIA and the CIA validated the information. [Veteran Intelligence Professionals for Sanity, 8/22/2003; Los Angeles Times, 3/28/2004; Knight Ridder, 4/4/2004; Newsweek, 4/19/2004; Newsweek, 7/19/2004] Powell says that the US has three other intelligence sources besides Curveball for the mobile bioweapons labs. Powell will be infuriated to learn that none of those three sources ever corroborated Curveball’s story, and sometimes their information contradicted each other. One of the three had failed a polygraph test and was determined to have lied to his debriefers. Another had already been declared a fabricator by US intelligence community, and had been proven to have mined his information off the Internet. [Buzzflash (.com), 11/27/2007] In November 2007, Curveball is identified as Rafid Ahmed Alwan. Serious questions about Curveball’s veracity had already been raised by the time of Powell’s UN presentation. He will later be completely discredited (see November 4, 2007).
Further Problems with Mobile Lab Claims - In addition to the inspectors’ assessments and the dubious nature of the sources Powell cited, there are numerous other problems with the mobile factories claim. Raymond Zilinskas, a microbiologist and former UN weapons inspector, argues that significant amounts of pathogens such as anthrax, could not be produced in the short span of time suggested in Powell’s speech. “You normally would require 36 to 48 hours just to do the fermentation…. The short processing time seems suspicious to me.” He also says: “The only reason you would have mobile labs is to avoid inspectors, because everything about them is difficult. We know it is possible to build them—the United States developed mobile production plants, including one designed for an airplane—but it’s a big hassle. That’s why this strikes me as a bit far-fetched.” [Washington Post, 2/6/2003] After Powell’s speech, Blix will say in his March 7 report to the UN that his inspectors found no evidence of mobile weapons labs (see March 7, 2003). [CNN, 3/7/2003; Agence France-Presse, 3/7/2003; CNN, 3/7/2003] Reporter Bob Drogin, author of Curveball: Spies, Lies and the Con Man Who Caused a War, says in 2007, “[B]y the time Colin Powell goes to the UN to make the case for war, he shows the world artists’ conjectures based on analysts’ interpretations and extrapolations of Arabic-to-German-to-English translations of summary debriefing reports of interviews with a manic-depressive defector whom the Americans had never met. [CIA director George] Tenet told Powell that Curveball’s information was ironclad and unassailable. It was a travesty.” [Alternet, 10/22/2007]
'Four Tons' of VX Toxin - Powell also claims that Iraq has “four tons” of VX nerve toxin. “A single drop of VX on the skin will kill in minutes,” he says. “Four tons.” Hanley later notes, “He didn’t point out that most of that had already been destroyed. And, on point after point he failed to point out that these facilities about which he was raising such alarm were under repeated inspections good, expert people with very good equipment, and who were leaving behind cameras and other monitoring equipment to keep us a continuing eye on it.” [PBS, 4/25/2007]
Iraq is Developing Unmanned Drones Capable of Delivering Weapons of Mass Destruction - Powell asserts that Iraq has flight-tested an unmanned drone capable of flying up to 310 miles and is working on a liquid-fueled ballistic missile with a range of 745 miles. He plays a video of an Iraqi F-1 Mirage jet dispersing “simulated anthrax.” [US Department of State, 2/5/2003; New York Times, 2/5/2003; Washington Post, 2/6/2003] But the Associated Press will later report that the video was made prior to the 1991 Gulf War. Apparently, three of the four spray tanks shown in the film had been destroyed during the 1991 military intervention. [Associated Press, 8/9/2003]
Imported Aluminum Tubes were Meant for Centrifuge - Powell argues that the aluminum tubes which Iraq had attempted to import in July 2001 (see July 2001) were meant to be used in a nuclear weapons program and not for artillery rockets as experts from the US Energy Department, the INR, and the IAEA have been arguing (see February 3, 2003) (see January 11, 2003) (see August 17, 2001) (see January 27, 2003). To support the administration’s case, he cites unusually precise specifications and high tolerances for heat and stress. “It strikes me as quite odd that these tubes are manufactured to a tolerance that far exceeds US requirements for comparable rockets,” he says. “Maybe Iraqis just manufacture their conventional weapons to a higher standard than we do, but I don’t think so.” Powell also suggests that because the tubes were “anodized,” it was unlikely that they had been designed for conventional use. [US Department of State, 2/5/2003; Washington Post, 2/5/2003; Washington Post, 3/8/2003] Powell does not mention that numerous US nuclear scientists have dismissed this claim (see August 17, 2001) (see September 23, 2002) (see December 2002). [Albright, 10/9/2003] Powell also fails to say that Iraq has rockets identical to the Italian Medusa 81 mm rockets, which are of the same dimensions and made of the same alloy as the 3,000 tubes that were intercepted in July 2001 (see After January 22, 2003). [Washington Post, 8/10/2003] This had been reported just two weeks earlier by the Washington Post. [Washington Post, 1/24/2003] Moreover, just two days before, Powell was explicitly warned by the US State Department’s Bureau of Intelligence and Research not to cite the aluminum tubes as evidence that Iraq is pursuing nuclear weapons (see February 3, 2003). [Financial Times, 7/29/2003]
Iraq Attempted to Acquire Magnets for Use in a Gas Centrifuge Program - Powell says: “We… have intelligence from multiple sources that Iraq is attempting to acquire magnets and high-speed balancing machines. Both items can be used in a gas centrifuge program to enrich uranium. In 1999 and 2000, Iraqi officials negotiated with firms in Romania, India, Russia and Slovenia for the purchase of a magnet production plant. Iraq wanted the plant to produce magnets weighing 20 to 30 grams. That’s the same weight as the magnets used in Iraq’s gas centrifuge program before the Gulf War.” [US Department of State, 2/5/2003; New York Times, 2/6/2003] Investigation by the UN’s International Atomic Energy Agency [IAEA] will demonstrate that the magnets have a dual use. IAEA Director Mohamed ElBaradei said a little more than a week before, on January 27, in his report to the Security Council: “Iraq presented detailed information on a project to construct a facility to produce magnets for the Iraqi missile program, as well as for industrial applications, and that Iraq had prepared a solicitation of offers, but that the project had been delayed due to ‘financial credit arrangements.’ Preliminary investigations indicate that the specifications contained in the offer solicitation are consistent with those required for the declared intended uses. However, the IAEA will continue to investigate the matter….” (see January 27, 2003) [Annan, 1/27/2003 pdf file] On March 7, ElBaradei will provide an additional update: “The IAEA has verified that previously acquired magnets have been used for missile guidance systems, industrial machinery, electricity meters and field telephones. Through visits to research and production sites, reviews of engineering drawings and analyses of sample magnets, IAEA experts familiar with the use of such magnets in centrifuge enrichment have verified that none of the magnets that Iraq has declared could be used directly for a centrifuge magnetic bearing.” (see March 7, 2003) [CNN, 3/7/2003]
Iraq Attempted to Purchase Machines to Balance Centrifuge Rotors - Powell states: “Intercepted communications from mid-2000 through last summer show that Iraq front companies sought to buy machines that can be used to balance gas centrifuge rotors. One of these companies also had been involved in a failed effort in 2001 to smuggle aluminum tubes into Iraq.” [US Department of State, 2/5/2003; New York Times, 2/6/2003]
Powell Cites Documents Removed from Home of Iraqi Scientist Faleh Hassan - Powell cites the documents that had been found on January 16, 2003 by inspectors with the help of US intelligence at the Baghdad home of Faleh Hassan, a nuclear scientist. Powell asserts that the papers are a “dramatic confirmation” that Saddam Hussein is concealing evidence and not cooperating with the inspections. The 3,000 documents contained information relating to the laser enrichment of uranium (see January 16, 2003). [Daily Telegraph, 1/18/2003; Associated Press, 1/18/2003; BBC, 1/19/2003; US Department of State, 2/5/2003] A little more than a week later, in the inspectors’ February 14 update to the UN Security Council (see February 14, 2003), ElBaradei will say, “While the documents have provided some additional details about Iraq’s laser enrichment development efforts, they refer to activities or sites already known to the IAEA and appear to be the personal files of the scientist in whose home they were found. Nothing contained in the documents alters the conclusions previously drawn by the IAEA concerning the extent of Iraq’s laser enrichment program.” [Guardian, 2/15/2003; BBC, 2/17/2003; Associated Press, 8/9/2003]
Iraq is Hiding Missiles in the Desert - Powell says that according to unidentified sources, the Iraqis have hidden rocket launchers and warheads containing biological weapons in the western desert. He further contends that these caches of weapons are hidden in palm groves and moved to different locations on a weekly basis. [US Department of State, 2/5/2003] It will later be suggested that this claim was “lifted whole from an Iraqi general’s written account of hiding missiles in the 1991 war.” [Associated Press, 8/9/2003]
Iraq Has Scud Missiles - Powell also says that according to unnamed “intelligence sources,” Iraq has a few dozen Scud-type missiles. [Associated Press, 8/9/2003]
Iraq Has Weapons of Mass Destruction - Secretary of State Colin Powell states unequivocally: “We… have satellite photos that indicate that banned materials have recently been moved from a number of Iraqi weapons of mass destruction facilities. There can be no doubt that Saddam Hussein has biological weapons and the capability to rapidly produce more, many more.” Elsewhere in his speech he says: “We know that Saddam Hussein is determined to keep his weapons of mass destruction, is determined to make more.” [US Department of State, 2/5/2003; CNN, 2/5/2003]
Governments, Media Reaction Mixed - Powell’s speech will fail to convince many skeptical governments, nor will it impress many in the European media. But it will have a tremendous impact in the US media (see February 5, 2003 and After).

The British media learns that a dossier entitled “Iraq: Its Infrastructure of Concealment, Deception, and Intimidation” that was released by the British government to bolster its case for Iraqi WMD is plagiarized from publicly available magazine articles (see February 3, 2003). Prime Minister Tony Blair’s office initially stands by the report, which becomes colloquially known as the “Dodgy Dossier” (a term apparently coined in an editorial by The Observer—see February 8, 2003), saying the dossier had been “put together by a range of government officials.” It also says, “We consider the text as published accurate.” However, Blair officials will eventually admit that the government should have credited the article. [Associated Press, 2/6/2003; BBC, 2/7/2003] A Channel 4 news report notes: “None of the sources are acknowledged, leading the reader to believe that the information is a result of direct investigative work, rather than simply copied from pre-existing internet sources.… Apart from the obvious criticism that the British government has plagiarized texts without acknowledgment, passing them off as the work of its intelligence services, there are two further serious problems. Firstly, it indicates that [Britain] at least really does not have any independent sources of information on Iraq’s internal politics—they just draw upon publicly available data. Thus any further claims to information based on ‘intelligence data’ must be treated with even more skepticism. Secondly, the information presented as being an accurate statement of the current state of Iraq’s security organizations may not be anything of the sort. [Ibrahim Al-]Marashi—the real and unwitting author of much of the document—has as his primary source the documents captured in 1991 for the Iraq Research and Documentation Project. His own focus is the activities of Iraq’s intelligence agencies in Kuwait, Aug 90-Jan 91—this is the subject of his thesis. As a result, the information presented as relevant to how Iraqi agencies are currently engaged with UNMOVIC is 12 years old.” [Channel 4 News (London), 2/6/2003]

The so-called “Dodgy Dossier,” a report on Iraqi attempts to deceive UN weapons inspectors recently released by the British government (see February 3, 2003), is discovered to be, in the words of The Guardian, a “journalistic cut-and-paste job” compiled largely from public sources, written by four junior officials in Alastair Campbell’s communications office, and published with “only cursory approval from intelligence or even Foreign Office sources.” [Guardian, 2/7/2003; London Times, 2/8/2003] A “well-placed source” tells The Guardian that the dossier is the work of Downing Street and the Coalition Information Center, the organization set up after 9/11 to push the US-British case for the war on terrorism. The source calls a key section of the dossier riddled with “silly errors.” The report was apparently not vetted by British intelligence. [Guardian, 2/7/2003] A spokesman for British Prime Minister Tony Blair says that neither he nor nor Alastair Campbell, one of his advisers, had actually seen the report before it was released, instead saying that it had been “seen by the relevant people.” Campbell’s aides told communications staffers that they wanted a report that drew together evidence “proving” Iraq was obstructing UN officials in finding Iraqi WMD; they did not want a more even-handed report acknowledging that UN weapons inspectors were nowhere near to finding a so-called “smoking gun” proving Iraq possesses such weapons. Former defense minister Peter Kilfoyle says: “It just adds to the general impression that what we have been treated to is a farrago of half-truths, assertions and over-the-top spin. I am afraid this is typical of the way in which the whole question of a potential war on Iraq is being treated.” [London Times, 2/8/2003] Responding to criticisms of the report as being propaganda, a Downing Street source says, “What we are absolutely determined is that this will not stop us sharing information with the public as and when we think we can.” [Observer, 2/9/2003]

In a radio address to the US nation, President Bush reiterates the two main reasons for military action against Iraq, named the certain existence of WMD and al-Qaeda training camps in Iraq. He says, “We have sources that tell us that Saddam Hussein recently authorized Iraqi field commanders to use chemical weapons—the very weapons the dictator tells us he does not have.… We also know that Iraq is harboring a terrorist network headed by a senior al-Qaeda terrorist planner. This network runs a poison and explosive training camp in northeast Iraq, and many of its leaders are known to be in Baghdad.” [President Bush, 8/2/2003]

Journalist Jason Burke writes in the Observer about recent interviews he has conducted with prisoners held by Kurdish rebels in northern Iraq. One prisoner, Mohammed Mansour Shahab, claims to have been an Iraqi government agent who repeatedly met with Osama bin Laden over a several year period. The New Yorker published an article in March 2002 largely based on Shahab’s allegations and concluded, “the Kurds may have evidence of [Saddam Hussein’s] ties to Osama bin Laden’s terrorist network.” But Burke is able to find a number of inconsistencies and falsehoods in Shahab’s account, and after he points them out, Shahab does not deny that he was lying. Burke suggests that Shahab, like other prisoners being held by the Kurds, was lying in hopes of getting his prison sentence reduced since his Kurdish captors are looking to promote propaganda against their enemy, the Hussein government. Burke also interviews a number of prisoners belonging to the Ansar al-Islam militant group that is allegedly linked to Abu Musab al-Zarqawi. He does not see evidence of any link between that group and Hussein’s government and concludes, “Saddam may well have infiltrated the Ansar al-Islam with a view to monitoring the developments of the group (indeed it would be odd if he had not) but that appears to be about as far as his involvement with the group, and incidentally with al-Qaeda, goes.” [Observer, 2/9/2003]

A Labour Party lawmaker storms out of the House of Commons after saying the Blair administration lied about a recent dossier it released that purported to show Iraq’s deceiving UN weapons inspectors about its presumed cache of WMD (see February 3, 2003). Tam Dalyell, the longest-serving member in the Commons and a member of Tony Blair’s Labour Party, thunders, “To plagiarize an out of date Ph.D. thesis and to present it as an official report of the latest British intelligence information, surely it reveals a lack of awareness of the disastrous consequences of such a deception.” Dalyell calls for an emergency debate on the issue. “This is not a trivial leak. It is a document on which is the basis of whether or not this country goes to war and whether or not young servicemen and servicewomen are to put their own lives at risk and indeed thousands, tens of thousands of innocent civilians.” [Associated Press, 2/10/2003]

Secretary of State Colin Powell obtains an advance transcript of a new audio tape thought to be from Osama bin Laden before it is broadcast on Al Jazeera, but misrepresents the contents to a US Senate panel, implying it shows a partnership between al-Qaeda and Iraq. [CNN, 2/12/2003] Following Powell’s initial claim the tape exists, Al Jazeera says that it has no such tape and dismisses Powell’s statement as a rumor. [Associated Press, 2/12/2003] However, later in the day Al Jazeera says that it does have the tape. [Reuters, 2/12/2003] It is unclear how Powell obtains the advance copy, and Counterpunch even jokes, “Maybe the CIA gave Powell the tape before they delivered it to Al Jazeera?” [CounterPunch, 2/13/2003] In his testimony to the Senate Budget Committee Powell says, “[Bin Laden] speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq.” [CNN, 2/12/2003] Powell’s spokesperson, Richard Boucher, says that the recording proves “that bin Laden and Saddam Hussein seem to find common ground.” [Reuters, 2/11/2003; New York Times, 2/12/2003; Washington Post, 11/12/2003] However, although bin Laden tells his supporters in Iraq they may fight alongside the Saddam Hussein, if the country is invaded by the US (see November 12, 2002), he does not express any direct support for the current regime in Iraq, which he describes as “pagan.” [CNN, 2/12/2003] A senior editor for Al Jazeera says the tape offers no evidence of ties between al-Qaeda and Saddam Hussein. “When you hear it, it doesn’t prove any relation between bin Laden or al-Qaeda group and the Iraqi regime,” he argues. [ABC News, 2/12/2003] Several news reports also challenge Powell and Boucher’s interpretation. Reaction - After the two reports, most UN Security Council members say they believe inspections are working and that the use of military force is unnecessary. Dominique de Villepin, the French foreign minister, says: “There is an alternative to war: disarming Iraq through inspections. [War] would be so fraught with risk for the people, the region and international stability that it should be envisaged only as a last resort.… We must give priority to disarmament by peaceful means.” His comments are followed by a huge applause. “French Foreign Minister Dominique de Villepin’s impassioned speech seeking more time for inspections elicited rare applause from diplomats in the chamber,” reports the Associated Press. By contrast, the more hawkish remarks of US Secretary of State Colin Powell—who was said to have appeared “annoyed” during parts of Blix’s report—“did not receive any applause.” Powell, in his response to the report, had stated: “We cannot wait for one of these terrible weapons to turn up in our cities…. Newsweek reports: “In recent weeks a small group of CIA analysts have been meeting as part of a ‘predictive analysis project’ to divine if and when Saddam might strike the United States with a weapon of mass destruction. The theory is that Saddam might slip one of his chem-bio or radiological weapons to al-Qaeda or some other terrorist group to create a massive diversion, a crisis in the American homeland that could stall an attack on Iraq.” The CIA has no hard evidence supporting this idea, but the CIA has calculated the odds, and in a report obtained by Newsweek, these analysts predict “that under the stipulated scenario there is a 59 percent probability that an attack on the US homeland involving WMD would occur before March 31, 2003, a 35 percent probability an attack would occur at a later date, and a 6 percent probability an attack would never occur.” But Newsweek will comment that “it is important to remember that the odds are determined by averaging a bunch of guesses, informed perhaps, but from experts whose careers can only be ruined by underestimating the threat.” [Newsweek, 2/17/2003] No such attack occurs.

An ad hoc expert panel created by the sixth conference of the Biodiversity Convention convenes in Montreal to consider the impact that genetic use restriction technology (GURT), also known as terminator technology, would have on small farmers, indigenous peoples, and local communities. The expert panel hears from 11 groups including the US, Canada, two individual farmers, an indigenous rights group, four civil society organizations, the International Seed Federation, and the International Union for the Protection of New Varieties of Plants (UPOV). [Collins and Krueger, n.d. pdf file; ETC Group, 4/17/2003; Convention on Biological Diversity, 9/29/2003 pdf file] The paper presented by UPOV, completed in January (see January 10, 2003), is not well-received by the US or industry representatives. Though the UPOV is generally an ardent supporter of intellectual rights protections, its analysis argues that GURT technology could threaten the interests of small farmers. The paper is so unwelcome, in fact, that the US and the International Seed Federation will succeed in pressuring the UPOV to revise it (see March 13, 2003-April 11, 2003), eliminating all references to GURT from the body of the paper. Prepared by Monsanto’s Roger Krueger and Harry Collins of Delta & Pine Land (D&PL), the International Seed Federation’s analysis takes the position that GURT technology would be advantageous for small farmers. Their paper argues that GURT would benefit small farmers and indigenous peoples by providing them with more options. “The International Seed Federation (ISF) believes that GURTs have the potential to benefit farmers and others in all size, economic and geographical areas… In reality, the potential effects of the GURTs may be beneficial to small farmers… ,” the paper asserts. “It is the strong belief and position of the ISF that GURTs would potentially provide more choice, to the farmers, rather than less choice.” Kruefer and Collins also say the technology could be used to prevent the contamination of non-transgenic plants with genetically modified genes and thus could be “quite positive for the environment and biodiversity.” [Collins and Krueger, n.d. pdf file; ETC Group, 4/17/2003; Convention on Biological Diversity, 9/29/2003 pdf file] The expert panel’s final report will list 35 “potential negative impacts” of GURT on small farmers and local communities and only nine “potential positive impacts.” It will recommend, among other things, “that parties and other governments consider the development of regulatory frameworks not to approve GURTs for field-testing and commercial use.” [Convention on Biological Diversity, 9/29/2003 pdf file]

The transcript is prepared by Spain’s ambassador to the UN, Javier Ruperez, from a secret US transcript of the meeting. According to English translations of Ruperez’s Spanish transcript, Bush says the US will invade Iraq whether there is “a United Nations Security Council resolution or not.… My patience has ended. Bush Threatens Economic Retaliation If Other Countries Do not Support Invasion - Aznar pleads for patience from Bush, and says that a UN resolution is vital. Aznar notes that public opinion in Spain is heavily against the war. Bush retorts that should certain countries not support the war in the UN, they could face retaliation from the US: “Countries like Mexico, Chile, Angola, and Cameroon should know that what’s at stake is the security of the United States.” Bush mentions negative votes could endanger a free trade agreement with Chile and financial support for Angola. 'Chinese Water Torture' - Bush says that Hussein is playing endless games with his “pretenses” towards disarmament. “This is like Chinese water torture,” he says. “We have to put an end to it.… Saddam Hussein will not change and will continue playing.” He says that the US has a package of humanitarian aid already in the works, and has prepared for a post-Hussein Iraq. It is possible, Bush says, that Iraq will be reorganized into a federation, presumably of semi-autonomous ethnic enclaves for the Shi’a, Sunnis, and Kurds. To Aznar’s statement that he is working closely with France’s Jacques Chirac to get a resolution passed in the UN, Bush replies: “Chirac knows perfectly well the reality. His intelligence services have explained. The Arab countries are sending Chirac a clear message: Saddam Hussein must go. No Exile for Hussein; Bush 'At Peace' With Himself - Bush says that suggestions from Egyptian leaders in touch with Hussein that the Iraqi leader could go into exile with $1 million and documents about Iraq’s weapons programs are not being considered. Hussein is “a thief, a terrorist and a war criminal,” he says. After Hussein is overthrown, the US will prosecute him in the International Criminal Court, Bush says. Bush is well aware of the “destruction and death” that the war will bring, he avers, and he is the one who will have to console “the mothers and the widows” of the dead. The danger posed by Saddam Hussein and his weapons cannot be ignored or wished away. The danger must be confronted. We hope that the Iraqi regime will meet the demands of the United Nations and disarm, fully and peacefully. If it does not, we are prepared to disarm Iraq by force. Either way, this danger will be removed.” Bush states flatly that “[t]he safety of the American people depends on ending this direct and growing threat.”
Securing the Freedom of the World - Moreover, he asserts, “[a]cting against the danger will also contribute greatly to the long-term safety and stability of our world.… A liberated Iraq can show the power of freedom to transform that vital region, by bringing hope and progress into the lives of millions. America’s interests in security, and America’s belief in liberty, both lead in the same direction: to a free and peaceful Iraq.” America will ensure that Iraq’s oil resources will be used to “benefit… the owners—the Iraqi people.” Bush evokes World War II when he says: “After defeating enemies, we did not leave behind occupying armies, we left constitutions and parliaments. We established an atmosphere of safety, in which responsible, reform-minded local leaders could build lasting institutions of freedom.” And a democratic Iraq would have a positive influence on its neighbors, Bush says: “A new regime in Iraq would serve as a dramatic and inspiring example of freedom for other nations in the region.”
Resolution of Israeli-Palestinian Dispute - The overthrow of Saddam Hussein “could also begin a new stage for Middle Eastern peace, and set in motion progress towards a truly democratic Palestinian state,” Bush states. “Without this outside support for terrorism, Palestinians who are working for reform and long for democracy will be in a better position to choose new leaders. True leaders who strive for peace; true leaders who faithfully serve the people. A Palestinian state must be a reformed and peaceful state that abandons forever the use of terror.” If this comes to pass, Israel must recognize that state “and to work as quickly as possible toward a final status agreement. As progress is made toward peace, settlement activity in the occupied territories must end. And the Arab states will be expected to meet their responsibilities to oppose terrorism, to support the emergence of a peaceful and democratic Palestine, and state clearly they will live in peace with Israel.”
The Road Map for Peace - The occupation of Iraq, and the subsequent creation of a democratic Palestinian state, are the first steps in Bush’s “road map for peace,” he says. “We are setting out the necessary conditions for progress toward the goal of two states, Israel and Palestine, living side by side in peace and security. It is the commitment of our government—and my personal commitment—to implement the road map and to reach that goal. Old patterns of conflict in the Middle East can be broken, if all concerned will let go of bitterness, hatred, and violence, and get on with the serious work of economic development, and political reform, and reconciliation. America will seize every opportunity in pursuit of peace. And the end of the present regime in Iraq would create such an opportunity.”
Internationalism at Work - “In confronting Iraq, the United States is also showing our commitment to effective international institutions,” Bush says. “We are a permanent member of the United Nations Security Council. We helped to create the Security Council. We believe in the Security Council—so much that we want its words to have meaning.… A threat to all must be answered by all. High-minded pronouncements against proliferation mean little unless the strongest nations are willing to stand behind them—and use force if necessary. After all, the United Nations was created, as Winston Churchill said, to ‘make sure that the force of right will, in the ultimate issue, be protected by the right of force.’” Bush calls for the passage of the second UN Security Council resolution supporting a military strike against Iraq (see February 24, 2003), and notes that if the resolution does not pass, “the United Nations will be severely weakened as a source of stability and order. Greeted as Liberators - Wolfowitz says: “We can’t be sure that the Iraqi people will welcome us as liberators, although based on what Iraqi-Americans told me in Detroit a week ago, many of them—most of them with families in Iraq—I am reasonably certain that they will greet us as liberators, and that will help us to keep requirements down. In short, we don’t know what the requirement will be, but we can say with reasonable confidence that the notion of hundreds of thousands of American troops is way off the mark.” Wolfowitz says there’s no “record in Iraq of ethnic militias fighting one another.” [CNN, 2/28/2003; Isikoff and Corn, 2006, pp. 194] He restates the opinions of the top civilians at the Pentagon that it will take somewhere around 100,000 troops to secure postwar Iraq. Wolfowitz’s statement is echoed by Defense Secretary Donald Rumsfeld, who says, “The idea that it would take several hundred thousand US forces I think is far off the mark.” Neither Rumsfeld nor Wolfowitz mention Shinseki by name, but the connection is clear. A spokesman for Shinseki, Colonel Joe Curtin, says that Shinseki stands by his judgment. “He was asked a question and he responded with his best military judgment,” says Curtin. [New York Times, 2/28/2003] Shinseki will retire shortly after the contretemps with Rumsfeld and Wolfowitz (see June 13, 2003).
Iraqi Reconstruction Chief's Opinion - Reflecting on Shinseki’s public humilation, Iraqi reconstruction chief Jay Garner (see January 2003) will say, “When Shinseki said, Hey, it’s going to take 300,000 or 400,000 soldiers, they crucified him. They called me up the day after that, Wolfowitz and Rumsfeld. They called me the next day and they said, Did you see what Shinseki said? And I said yes. And they said, Well, that can’t be possible. And I said, Well, let me give you the only piece of empirical data I have. In 1991 [during the Gulf War], I owned 5 percent of the real estate in Iraq, and I had 22,000 trigger pullers. And on any day I never had enough. So you can take 5 percent—you can take 22,000 and multiply that by 20. Hey, here’s probably the ballpark, and I didn’t have Baghdad. On PBS’s NOW with Bill Moyers, former ambassador Joseph Wilson explains why he does not believe the administration’s impending war with Iraq is necessary or warranted. Wilson, as he has said before (see February 13, 2003), is for aggressive, coercive inspections and what he calls “muscular disarmament.” But, Wilson says, President Bush does not want a disarmed Saddam Hussein: “I think he wants a dead Hussein. I don’t think there’s any doubt about it.” Bush is giving Iraq no incentives to disarm because he is not interested in disarmament, he wants nothing less than to overthrow Hussein. “I think war is inevitable,” he says. “Essentially, the speech that the president gave at the American Enterprise Institute (see February 26, 2003) was so much on the overthrow of the regime and the liberation of the Iraqi people that I suspect that Saddam understands that this is not about disarmament.”
'Shock and Awe' - Moyers asks Wilson about the US tactic of “shock and awe” that he has heard is being considered for the opening strikes of the US invasion (see March 19, 2003). Wilson says: “From what I understand about shock and awe, it will be a several day air assault in which they will drop as much ordinance in four or five days as they did during the 39-day bombing campaign of the Gulf War.… Missiles, bombs, precision bombs. I believe the president and our military officials, when they say they will do everything to minimize casualties to the civilian population. But it was difficult to imagine dropping that much ordinance on a population of four million people without having a lot of casualties that are unanticipated. A lot of civilian casualties.” Wilson is pessimistic that even such a massive opening assault might, as Moyers asks, touch off a rebellion against Hussein or a mass retreat and exodus of Hussein’s ground forces. While “you might well have a bloody uprising in Baghdad in which pits essentially the Iraqi population against the Republican Guard in Saddam’s palace, I think far more likely, is that most Baghdadis will just simply go into hiding and try and avoid getting hit by this American ordinance and/or getting killed by the Republican Guard.”
Redrawing the Map of the Middle East - Wilson believes that one of the biggest reasons why Bush is invading Iraq instead of working to disarm the Iraqi regime is because Bush is committed to what he calls “re-growing the political map of the Middle East.” He explains: “[T]hat basically means trying to install regimes in the Middle East that are far more friendly to the United States—there are those in the administration that call them democracies. Somehow it’s hard for me to imagine that a democratic system will emerge out of the ashes of Iraq in the near term. And when and if it does, it’s hard for me to believe that it will be more pro-American and more pro-Israeli than what you’ve got now.” Wilson says that Bush is implementing plans drawn up in the 1990s by neoconservatives such as Richard Perle (see July 8, 1996), which provide “the underpinning of the—of the philosophical argument that calls for basically radically changing the political dynamics in the Middle East and… to favor American national security interests and Israeli national security interests which are tied.”
Recipe for Anti-American Demagoguery - Such a grand agenda will be far more difficult to implement than Perle, Bush, and others believe, Wilson says. “I’ve done democracy in Africa for 25 years,” he says. “And I can tell you that doing democracy in the most benign environments is really tough sledding. And the place like Iraq where politics is a blood sport and where you have these clan, tribal, ethnic and confessional cleavages, coming up with a democratic system that is pluralistic, functioning and, as we like to say about democracies, is not inclined to make war on other democracies, is going to be extraordinarily difficult.” Wilson provides the following scenario: “Assuming that you get the civic institutions and a thriving political culture in the first few iterations of presidential elections, you’re going to have Candidate A who is likely going to be a demagogue. And Candidate B who is likely going to be a populist. That’s what emerges from political discourse. Candidate A, Candidate B, the demagogue and the populist, are going to want to win elections of the presidency. And the way to win election is enflame the passions of your population. The easy way for a demagogue or a populist in the Middle East to enflame the passion of the population is to define himself or herself by their enemies. And the great enemy in the Middle East is Israel and its supplier, the United States. So it’s hard to believe, for me, that a thriving democracy certainly in the immediate and near-term and medium-term future is going to yield a successful presidential candidate who is going to be pro-Israel or pro-America.”
Losing Focus on al-Qaeda - Wilson believes that the US has lost its focus on pursuing Osama bin Laden and al-Qaeda. “The game has shifted to Iraq for reasons that are confused to everybody,” he says. “We have been sold a war on disarmament or terrorism or the nexus between terrorism and weapons of mass destruction or liberation. Any one of the four. And now with the president’s speeches, you clearly have the idea that we’re going to go in and take this preemptive action to overthrow a regime, occupy its country for the purposes, the explicit purposes of fostering the blossoming of democracy in a part of the world where we really have very little ground, truth or experience. And, certainly, I hope along with everybody that the president in his assessment is correct. And that I am so wrong that I’m never invited to another foreign policy debate again.… Because if I am right, this could be a real disaster.” [PBS, 2/28/2003; Wilson, 2004, pp. 320-321]

ABC’s Nightline hosts a “town meeting” panel discussion with a number of experts and pundits on the subject of the impending invasion of Iraq. The proponents of the war include Senator John McCain (R-AZ), former CIA Director James Woolsey, and Richard Land of the Southern Baptist Convention. Arguing against the war are the former deputy chief of mission to Iraq, Joseph Wilson; Senator Carl Levin (D-MI); and the Reverend Susan Thistlewaite of the Chicago Theological Seminary. The advocates of the war had prepared for the discussion, even holding a mock debate the night before with Randy Schoeneman of the Iraqi Liberation Front. The anti-war panelists did not discuss their remarks until minutes before the broadcast. “[W]e were disadvantaged by our comparative lack of preparation,” Wilson will later recall in his 2004 book The Politics of Truth. He remembers the panel discussion as “unpleasant,” not the least because, during his remarks about achieving disarmament without occupation (see February 13, 2003 and February 28, 2003), McCain interrupts him and accuses him of “appeasement.” Wilson will later write: “I take great offense at having my patriotism questioned by anyone. John McCain’s service to his country is unimpeachable but that does not give him a monopoly on loyalty, nor is it equatable with wisdom on national security issues.” Woolsey piles on, accusing Wilson of racism when Wilson notes that implementing democracy in Iraq would be “a stiff challenge.” Wilson will write that the accusation, which he will term “an outrageously provocative insult,” angers many of the African-American audience members, including “several members of the House of Representatives who had known me from my White House days managing African Affairs” for the State Department. Wilson will note, “The remark went over with a thud and was subsequently dropped from the standard set of neoconservative talking points spouted against me.” At the end of the debate, host Ted Koppel tells the threesome in favor of war, “You have made some important points, gentlemen, but you have not made your case that war with Iraq now is necessary.” Wilson calls it “a pyrrhic victory,” in part because “the one person whom we would have liked most to influence by our arguments—George W. Bush—was probably already asleep. But then, as he later told Brit Hume of Fox, he gets his information straight from his advisers rather than from newspapers and broadcast outlets.” [Wilson, 2004, pp. 321-323]

President Bush holds a press conference—only his eighth since taking office—in which he conflates Iraq and Saddam Hussein with the 9/11 attacks and the global war on terror at least 12 times. For instance, he says: “Iraq is a part of the war on terror. It’s a country that trains terrorists; it’s a country that could arm terrorists. Saddam Hussein and his weapons are a direct threat to this country.” Perhaps his most alarming statement is, “September the 11th should say to the American people that we’re now a battlefield.” [White House, 3/6/2003; Salon, 5/4/2006; PBS, 4/25/2007] Bush insists that he has not yet decided to take military action against Iraq (see March 6, 2003). Scripted and Orchestrated - Oddly, none of the 94 assembled journalists challenge Bush’s conflations, no one asks about Osama bin Laden, and no one asks follow-up questions to elicit information past the sound bites Bush delivers. There is a reason for that. In 2007, PBS’s Bill Moyers will report that “the White House press corps will ask no hard questions… about those claims,” because the entire press conference is scripted. “Sure enough, the president’s staff has given him a list of reporters to call on,” Moyers will report. Press Secretary Ari Fleischer later admits to giving Bush the list, which omits reporters from such media outlets as Time, Newsweek, USA Today, and the Washington Post. After calling on CNN reporter John King, Bush says, “This is a scripted—” and then breaks into laughter. King, like his colleagues, continues as if nothing untoward is happening. Author and media commentator Eric Boehlert will later say: “[Bush] sort of giggled and laughed. And, the reporters sort of laughed. And, I don’t know if it was out of embarrassment for him or embarrassment for them because they still continued to play along after his question was done. They all shot up their hands and pretended they had a chance of being called on.” Several questions later, Bush pretends to choose from the available reporters, saying: “Let’s see here… Elizabeth… Gregory… April.… Did you have a question or did I call upon you cold?” The reporter asks, “How is your faith guiding you?” Bush responds: “My faith sustains me because I pray daily. I pray for guidance.” Boehlert will later say: “I think it just crystallized what was wrong with the press coverage during the run up to the war. Defending the Press's Complicity - New York Times reporter Elisabeth Bumiller, a participant in the conference, will later defends the press corps’ “timid behavior,” in Boehlert’s characterization, by saying: “I think we were very deferential because… it’s live, it’s very intense, it’s frightening to stand up there. Think about it, you’re standing up on prime-time live TV asking the president of the United States a question when the country’s about to go to war. There was a very serious, somber tone that evening, and no one wanted to get into an argument with the president at this very serious time.” [Salon, 5/4/2006]
Compliant Media Coverage - The broadcast news media, transmitting the live feed of the conference, could not have been more accommodating, author and media critic Frank Rich will later note. “CNN flashed the White House’s chosen messages in repetitive rotation on the bottom of the screen while the event was still going on—‘People of good will are hoping for peace’ and ‘My job is to protect America.’” After the conference, Fox News commentator Greta van Susteren tells her audience, “What I liked tonight was that in prime time [Bush] said to the American people, my job is to protect the American people.” [Rich, 2006, pp. 70]
Follow-Up Coverage Equally Stage-Managed - Boehlert notes that the post-conference coverage is equally one-sided. On MSNBC’s flagship news commentary show, Hardball, host Chris Matthews spends an hour discussing the conference and the upcoming invasion. Matthews invites six guests on. Five are advocates of the war, and one, given a few moments for “balance,” questions some of the assumptions behind the rationale for war. The five pro-war guests include an “independent military analyst,” retired General Montgomery Meigs, who is one of around 75 retired military officers later exposed as participants in a Pentagon propaganda operation designed to promote the war (see April 20, 2008 and Early 2002 and Beyond). Inspections 'Fruitful,' Say French, Russians - Both sides claim that the reports give further support to each of their respective stances on the issue of Iraqi disarmament. French Foreign Minister Dominique de Villepin tells the Council that the reports “testify to the progress” of the inspections. He states that France will not support another resolution because “we cannot accept any ultimatum, any automatic use of force.” Russian Foreign Minister Igor Ivanov says that the reports demonstrate that inspections have been “fruitful.”
Inspections Not Working, US Claims - The Bush administration does not alter its position, despite statements by the two inspectors that Iraq is cooperating with inspections and complying with demands to disarm. Colin Powell, responding to the inspectors’ reports, reiterates the administration’s position that the inspections are not working and that Saddam is not cooperating. “We must not walk away,” Powell says. “We must not find ourselves here this coming November with the pressure removed and with Iraq once again marching down the merry path to weapons of mass destruction, threatening the region, threatening the world.” He claims that Iraq’s behavior is a “a catalog still of noncooperation” and repeats the administration’s allegation that the “Iraq regime continues to possess and conceal some of the most lethal weapons ever devised.” Back at the White House, Ari Fleischer tells reporters, “As the president has said, if the United Nations will not disarm Saddam Hussein, it will be another international organization, a coalition of the willing that will be made up of numerous nations that will disarm Saddam Hussein.” [CNN, 3/6/2003; CNN, 3/7/2003; Independent, 3/7/2003; US Department of State, 3/7/2003 pdf file]
Bush: Missile Destruction 'Meaningless' - Bush himself will call the destruction of Iraqi missiles “meaningless” and nothing more than an Iraqi “campaign of destruction,” shocking UNMOVIC inspectors: “We didn’t know what to make of [his words],” one inspector says afterwards. Former State Department official Patrick Lang will write: “In the final weeks of the countdown to war, the administration’s actions resembled nothing so much as some of the madder scenes from Alice in Wonderland. The fact that the documents the administration had used to ‘prove’ that Iraq was working on nuclear weapons were forged only led to greater insistence that Iraq was a danger. The absence of discovery of WMD by the UN inspectors was only further evidence that the Iraqis were the greatest deceivers in history and that they had succeeded in concealing their location. The destruction of the Al Samoud missiles was just more evidence of a ‘grand deception.’” [Middle East Policy Council, 6/2004]
Uranium Allegations 'Outrageous,' Says Former Ambassador - The Washington Post and Los Angeles Times do give the story front-page coverage, and on CNN, former ambassador Joseph Wilson (see July 6, 2003) calls the uranium allegation “outrageous,” adding that the claim “taints the whole rest of the case that the government is trying to build against Iraq.” The US government is “simply stupid” for not finding out the truth sooner: “a couple of phone calls” could have proven that such a deal between Iraq and Niger could not have happened: “All this stuff is open,” Wilson says. “It’s a restricted market of buyers and sellers.” [Rich, 2006, pp. 71]
IAEA Report 'Widely Ignored' - Author and media critic Frank Rich will later note, “With America’s March 17 deadline for war (see March 17, 2003 and March 17, 2003) dominating the news, ElBaradei’s pronoucements were widely ignored. The news of the forged uranium documents did not make any of the three network evening newscasts and did not appear in the following day’s New York Times. The CIA intelligence report on former ambassador Joseph Wilson’s trip to Niger to find the reality of the allegation that Iraq had tried to buy uranium from that country (see February 21, 2002-March 4, 2002) is disseminated within the government. In addition, some time around this date Vice President Dick Cheney asks his CIA briefer “for an update on the Niger uranium issue,” according to subsequent reports by the Senate Intelligence Committee. A day after former ambassador Joseph Wilson appears on CNN questioning the validity of the administration’s claims about the Iraq-Niger uranium purchase (see March 8, 2003), Vice President Dick Cheney and Deputy National Security Adviser Stephen Hadley begin a campaign to discredit him. The information comes from senior sources within the State Department, the CIA, and the National Security Council (NSC), all with direct knowledge of the campaign, and from Wilson himself. The sources will say that they and other officials are directed to unearth or “invent” embarrassing information on Wilson that could be used against him in public. Aides in the Office of the Vice President and others, including the sources, prepare a “workup” on Wilson, including memos and classified material on him for Cheney and the NSC. Officials meet regularly in Cheney’s office to discuss the progress of the campaign with Cheney, Hadley, and other officials.
Visit to CIA Headquarters - According to an official in the CIA’s Counterproliferation Division (CPD), Cheney and Hadley visit the CIA the day after Wilson’s interview on CNN. Cheney’s original target for discrediting was not Wilson, but David Albright, the former UN weapons inspector who has also challenged the credibility of the Iraq-Niger claims and the rationale for invading Iraq (see March 8, 2003). Cheney asked several CIA officials to find “dirt” on Albright for use in discrediting him in the media. At the outset, the CIA official will say: “Vice President Cheney was more concerned with Mr. Albright. The international community had been saying that inspectors should have more time, that the US should not set a deadline. The vice president felt Mr. Albright’s remarks would fuel the debate.” The CIA will eventually send a “binder” to Cheney’s office containing information about Albright; it is not clear to what, if any, use that information is put.
Cheney 'Enraged' - But Wilson’s appearance on CNN and his public ridicule of the Iraq-Niger uranium claim enraged Cheney, who saw Wilson’s comments as a personal attack against him. Hadley also took an interest in Wilson’s remarks because he personally allowed the Iraq-Niger claim to remain in Bush’s State of the Union address (see 9:01 pm January 28, 2003) even after being informed that the documents the claim was based upon were forgeries. Both Cheney and Hadley view Wilson as a possible impediment to the public’s acceptance of the impending Iraq invasion. Cheney chairs a meeting in his office the day after Wilson’s appearance on CNN, attended by, among others, Hadley, White House political guru Karl Rove, Cheney’s chief of staff Lewis “Scooter” Libby, Cheney’s deputy national security adviser John Hannah, and several officials from the CIA and State Department, including the officials who will later discuss the matter with the press. “The way I remember it,” says the CIA official, “is that the vice president was obsessed with Wilson. He called him an ‘_sshole,’ a son-of-a-b_tch. He took his comments very personally. He wanted us to do everything in our power to destroy his reputation and he wanted to be kept up to date about the progress.” Hadley says he will write an editorial about the Iraqi threat that should offset Wilson’s remarks; the State Department will redistribute a February 16, 2003 editorial by Hadley that appeared in the Chicago Tribune to newspaper editors around the country. Cheney will appear on NBC’s Meet the Press to refute the challenges to the Iraq-Niger claims (see March 16, 2003). [Truthout (.org), 2/9/2006] In 2004, Wilson will write: “I learned that a meeting right around the time of this particular CNN appearance (see March 8, 2003) led to the decision to produce a ‘workup’ on me for the Office of the Vice President. It was not made clear to me whether Dick Cheney himself attended this meeting, although I was told that senior members of his staff and quite possibly other senior Republicans, including former Speaker of the House Newt Gingrich, were present and that Gingrich actively participated in a strategy session, the objective of which was to figure out how to discredit me.” [Wilson, 2004, pp. 326-327]
False Allegations of 'Womanizing,' Drug Use - Within days, officials in the CIA, NSC, and State Department pass on information to Cheney and Libby that purportedly shows Wilson is a “womanizer” who had occassionally used drugs in his youth; the sources later say that the allegations are entirely false. The sources will say that they are unsure the material was ever used to discredit Wilson, since after the war began on March 19, the media lost interest in Wilson’s warnings. [Truthout (.org), 2/9/2006] Wilson later writes that the meeting about him does “not include discussion of how the president and his senior staff might address the indisputable, if inconvenient, fact that the allegation I had made was true. In other words, from the very beginning, the strategy of the White House was to confront the issue as a ‘Wilson’ problem rather than as an issue of the lie that was in the State of the Union address.… The immediate effect of the workup, I am told by a member of the press, citing White House sources, was a long harangue against the two of us within the White House walls. Over a period of several months, Libby evidently seized opportunities to rail openly against me as an ‘assh_le playboy’ who went on a boondoggle ‘arranged by his CIA wife’—and was a Democratic Gore supporter to boot.” [Wilson, 2004, pp. 441-442]
New Interest in Wilson - Cheney’s interest in Wilson will be renewed in May 2003 (see May 2003), when Wilson informs New York Times columnist Nicholas Kristof that he was the special envoy who had gone to Niger in February 2002 to investigate the uranium claims (see February 21, 2002-March 4, 2002).

An outraged Richard Perle, the neoconservative chairman of the Pentagon’s Defense Policy Board (DPB), says he is suing journalist Seymour Hersh over an article Hersh wrote that implied Perle is using his position as a Pentagon adviser to profit from a US invasion of Iraq (see March 17, 2003).
Filing Planned for Britain - Interestingly, Perle plans to sue Hersh in British courts, not US courts, because the burden of proof on plaintiffs is far less in Britain than America. “I intend to launch legal action in the United Kingdom. I’m talking to Queen’s Counsel right now,” Perle says. Perle says of Hersh’s article, “It’s all lies, from beginning to end.”
Perle Defended - Stephen Bryen, a former deputy undersecretary of defense, defends Perle, saying: “It’s pretty outrageous for a leftwing columnist to make accusations like this with no factual basis. Most of the many hours he works each day are pro bono to help the administration with its policy on Iraq. He should get a medal of honor.”
Editor Defends Hersh - David Remnick, the editor of the New Yorker, the publisher of Hersh’s article, says his magazine stands by the story. “It went through serious reporting, with four members of the board talking to Sy [Hersh], and rigorous factchecking, legal-checking, and all the rest.” Remnick takes issue with Perle’s recent characterization of Hersh as a “terrorist” (see March 9, 2003), saying, “I would have thought after all this many years, Mr. Perle would be a bit more refined than that.” [New York Sun, 3/12/2003]
Journalists Defend Hersh - Many journalists defend Hersh, with one, Slate’s Jack Shafer, calling Perle a “grandstanding pantywaist,” “double-dar[ing]” him to sue Hersh, and accusing Perle of “venue-shopping” by planning to file the lawsuit in Britain. “As a public figure and government official,” Shafer explains, “Perle would be laughed out of court in the United States. If he got a settlement in the UK, he could raid the substantial British assets of the New Yorker’s parent company, Conde Nast.” [Slate, 3/13/2003]
Perle Resigns, Does Not File Lawsuit - Later in the month, Perle will resign from the DPB over his conflicts of interest (see March 27, 2003). A year later, after much blustering in the media and promises of “dossiers” and “revelations” about Hersh, Perle will decide not to sue Hersh after all, saying he cannot meet the burden of proof that a court would impose. On March 13, Lois Boland, administrator for external affairs at the United States Patent and Trademark Office (USPTO), sends a letter to UPOV Vice-Secretary General Rolf Jordens asking him to withdraw UPOV’s analysis on genetic use restriction technology (GURT) (see January 10, 2003). The analysis, presented in February to an expert panel convened by the Biodiversity Convention (see February 19, 2003-February 21, 2003), argued that GURT would not serve the interests of farmers or the public. In her letter, Boland complains that the UPOV Council did not allow the US to see the analysis before it was presented. “Even more troubling,” she adds, “the document submitted to the CBD is not a neutral presentation of facts and prevailing opinions; instead, it represents a one-sided negative view of GURTs.” In light of these concerns, she asks that the memo be discussed at the next scheduled meeting of UPOV’s Administrative and Legal Committee on April 10, 2003. Under pressure from the US, the UPOV agrees to say that it is not a “competent body to provide advice to CBD on GURTs.” A new version of the memo is posted on the UPOV’s website the next day with the following explanation: “This document supersedes the memorandum prepared by the Office of the Union on the genetic use restriction technologies (GURTs) and sent to the CBD, dated January 10, 2003.” The new version deletes all references to GURT from the body of the document. Senator John D. Rockefeller (D-WV), the ranking Democrat on the Senate Intelligence Committee, writes a letter to FBI Director Robert Mueller. Rockefeller asks for an FBI investigation of the forged Iraq-Niger documents (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), because “the fabrication of these documents may be part of a larger deception campaign aimed at manipulating public opinion and foreign policy regarding Iraq.” An FBI inquiry, Rockefeller writes, “should, at a minimum, help to allay any concerns” that the Bush administration itself created the documents to build support for the war. Committee chairman Pat Roberts (R-KS) refuses to sign the letter [Washington Post, 3/22/2003; Unger, 2007, pp. 292] , saying he believes it would be inappropriate for the FBI to launch such an inquiry. Page A17 - But thanks to pressure from his colleague Bob Woodward, the Post runs his story on March 16, but only on page A17. The article reads, “US intelligence agencies have been unable to give Congress or the Pentagon specific information about the amounts of banned weapons or where they are hidden….” It notes that senior US officials “repeatedly have failed to mention the considerable amount of documented weapons destruction that took place in Iraq between 1991 and 1998.” [New York Review of Books, 2/26/2004] Washington Post Executive Editor Leonard Downie Jr. will later say, “In retrospect, that probably should have been on Page 1 instead of A17, even though it wasn’t a definitive story and had to rely on unnamed sources. Follow-up - Two days later, the Post publishes another critical story by Pincus, this one co-written with Dana Milbank. It reads, “As the Bush administration prepares to attack Iraq this week, it is doing so on the basis of a number of allegations against Iraqi President Saddam Hussein that have been challenged—and in some cases disproved—by the United Nations, European governments and even US intelligence reports.” However, this story only appears on page A13. Third Story Held Until After Start of War - Around the same time, Post journalists Dana Priest and Karen DeYoung turn in a story that says CIA officials “communicated significant doubts to the administration” about evidence tying Iraq to attempted uranium purchases for nuclear weapons. But the story is held until March 22, three days after the Iraq war begins. [Washington Post, 8/12/2004]
Post's Editors Did Not Want to "Make a Difference" - Pincus will later comment, “The front pages of The New York Times, The Washington Post, and the Los Angeles Times are very important in shaping what other people think. Investigative reporter Seymour Hersh publishes a scathing portrayal of Defense Policy Board (DPB) chairman Richard Perle, who Hersh alleges is using his position in the Pentagon to profiteer on the upcoming Iraq war. Hersh does not accuse Perle of breaking any laws, but he does show that Perle is guilty of conflicts of interests. The article, which is released days before its official March 17 publication date, prompts outrage from Perle and his neoconservative defenders, with Perle saying any questions of his potential conflicts of interest would be “malicious,” calling Hersh a “terrorist” (see March 9, 2003), and threatening to sue Hersh, a lawsuit that is never filed (see March 12, 2003). Later in the month, Perle will resign from the DPB over his conflicts of interest as detailed by Hersh (see March 27, 2003).
Dealings with Corrupt Saudis in Violation of Federal Conduct Guidelines - Hersh provides readers with details of Perle’s business dealings with the notoriously corrupt Saudi businessman and arms dealer Adnan Khashoggi (perhaps most famous in the US for his involvement in Iran-Contra—see July 3, 1985) and his activities as a managing partner of the venture capital firm Trireme Partners LP. Trireme is involved in investments that will make large profits if the US actually invades Iraq. Perle, as chairman of the DPB, is subject to the Federal Code of Conduct that bars officials such as himself from participating in an official capacity in any matter in which he has a financial interest. A former government attorney who helped write the code says, “One of the general rules is that you don’t take advantage of your federal position to help yourself financially in any way.” The point is to “protect government processes from actual or apparent conflicts.”
'Off the Ethical Charts' - One DPB member says that he and his fellows had no idea about Perle’s involvement with either Trireme or Khashoggi, and exclaims: “Oh, get out of here. He’s the chairman!… Seems to me this is at the edge of or off the ethical charts. I think it would stink to high heaven.” The DPB member is equally disturbed that fellow board member Gerald Hillman, Perle’s partner in Trireme, was recently added to the board at Perle’s request. Hillman has virtually no senior policy or military experience in government before joining the board. Larry Noble, the executive director of the Washington-based Center for Responsive Politics, says of Perle’s Trireme involvement: “It’s not illegal, but it presents an appearance of a conflict. It’s enough to raise questions about the advice he’s giving to the Pentagon and why people in business are dealing with him.… The question is whether he’s trading off his advisory-committee relationship.”
Lining up Investors, Overthrowing Saddam - According to Khashoggi, Perle met with him in January 2003 to solicit his assistance in lining up wealthy Saudi investors for Trireme. “I was the intermediary,” Khashoggi says. Together with Saudi businessman Harb Zuhair, Perle hoped to put together a consortium of investors that would sink $100 million into his firm. “It was normal for us to see Perle,” Khashoggi says. “We in the Middle East are accustomed to politicians who use their offices for whatever business they want.” But Khashoggi says Perle wanted more than just money—he wanted to use his position in both Trireme and the DPB to, in Perle’s words, “get rid of Saddam” Hussein. Perle admits to meeting with Khashoggi and Zuhair, but says that money never came up in conversation, and as for Hussein, Perle says he was at the meeting to facilitate a surrender bargain between Hussein and the US.
Khashoggi Amused - Khashoggi is amused by Perle’s denials. “If there is no war, why is there a need for security? If there is a war, of course, billions of dollars will have to be spent.… You Americans blind yourself with your high integrity and your democratic morality against peddling influence, but they were peddling influence.” Hillman sent Zuhair several documents proposing a possible surrender, but Zuhair found them “absurd,” and Khashoggi describes them as silly. (Hillman says he drafted the peace proposals with the assistance of his daughter, a college student.) Perle denies any involvement in the proposals. When the proposals found their way into the Arabic press, Perle, not Hillman, was named as the author.
Blackmailing the Saudis? - Prince Bandar bin Sultan, the influential Saudi ambassador to the US and a close friend of the Bush family, says he was told that the meeting between Perle and the Saudi businessmen was purely business, but he does not believe the disclaimers. He says of Perle, who publicly is a vociferous critic of Saudi Arabia (see July 10, 2002): “There is a split personality to Perle. Here he is, on the one hand, trying to make a hundred-million-dollar deal, and, on the other hand, there were elements of the appearance of blackmail—‘If we get in business, he’ll back off on Saudi Arabia’—as I have been informed by participants in the meeting.” Iraq was never a serious topic of discussion, Bandar says: “There has to be deniability, and a cover story—a possible peace initiative in Iraq—is needed. I believe the Iraqi events are irrelevant. A business meeting took place.” [New Yorker, 3/17/2003]

President George Bush sends a “formal determination” on Iraq’s alleged weapons of mass destruction to Congress in the form of a letter to Speaker Dennis Hastert (R-IL) and Senate President Robert Byrd (D-WV). Congress had required, in its October 2002 authorization of military force (see October 10, 2002), that Bush affirm that diplomatic efforts to resolve the Iraq WMD crisis were no longer possible, and that Iraq had tangible ties to the 9/11 attackers or similar terrorists. The letter provides neither. Instead, it merely reiterates the language of the statute itself, using that language as the determination. The determination says that Congress itself had found evidence of Iraq’s diplomatic intransigence and of Iraq’s connections to the 9/11 terrorists, when Congress has found neither. Former Nixon White House counsel John Dean will comment: “Bush, like a dog chasing his tail who gets ahold of it, relied on information the White House provided Congress for its draft resolution; then he turned around and claimed that this information (his information) came from Congress. From this bit of sophistry, he next stated that these congressional findings were the basis of his ‘determination.’” The only additional information Bush provides is a citation from Colin Powell’s presentation to the United Nations (see February 5, 2003), where Powell noted the supposed existence of a terrorist training camp in the Salman Pak military facility (see April 6, 2003), a training camp that does not exist. Bush also cites “public reports” indicating that Iraq is harboring al-Qaeda terrorist Abu Musab al-Zarqawi (see October 2, 2002), and that Iraq has “provided training in document forgery and explosives to [al-Qaeda].” Bush provides no evidence of his claims. Dean writes that the law has stringent requirements for such “presidential determinations,” mandating solid evidence, legal citations, and so forth, but Bush’s “determination” contains none of this. “If there is a precedent for Bush’s slick trick to involve America in a bloody commitment, where the Congress requires as a condition for action that the president make a determination, and the president in turn relies on a whereas clause… and a dubious public report… I am not aware of it and could not find anything even close.” [Dean, 2004, pp. 148-152]

US broadcast and cable news outlets begin covering the first US strikes against Iraqi targets (see March 19, 2003 and March 19-20, 2003), but, as author and media critic Frank Rich will later note, their coverage often lacks accuracy. News broadcasts report “a decapitation strike” (see March 20, 2003) that lead US viewers to believe for hours that Saddam Hussein has been killed. CNN’s title card for its strike coverage reads, “Zero Hour for Iraq Arrives”; during its initial coverage, CNN features New York Times reporter Judith Miller, who credits “a slew of information from defectors” and other “intelligence sources”—those who had provided the foundation for Secretary of State Colin Powell’s “impressive speech to the United Nations” (see February 5, 2003)—with the imminent discovery and destruction of Iraq’s WMD stockpiles. “One person in Washington told me that the list could total more than 1,400 of those sites,” Miller says. Pentagon PR chief Victoria Clarke, who had created both the Pentagon’s “embed program” of reporters going into battle with selected military units (see February 2003) and the “military analysts” program of sending carefully selected retired flag officers to the press and television news programs to give the administration’s views of the war (see Early 2002 and Beyond), has overseen the construction of a briefing room for press conferences from US CENTCOM headquarters in Qatar: the $200,000 facility was designed by a production designer who had worked for, among others, Disney, MGM, and illusionist David Blaine. Clarke and the Pentagon marketing officials succeed in having their term to describe the initial assault, “shock and awe,” promulgated throughout the broadcast and cable coverage. (Fox and MSNBC will soon oblige the Pentagon by changing the name of their Iraqi coverage programming to the official administration name for the invasion, “Operation Iraqi Freedom.”) During the assault, as Rich will later write, “the pyrotechnics of Shock and Awe looked like a distant fireworks display, or perhaps the cool computer graphics of a Matrix-inspired video game, rather than the bombing of a large city. None of Baghdad’s nearly six million people were visible.” Pentagon spokesman Kenneth Bacon later says, “If you had hired actors [instead of the network news anchors], you could not have gotten better coverage.” [Rich, 2006, pp. 73-75]

US forces fire more than 40 Tomahawk missiles at the Dora Farms compound on the Tigris River, where intelligence intercepts have indicated that Saddam Hussein may be holed up in an underground bunker. The Tomahawks are accompanied by “bunker-buster” bombs from F-117 Stealth fighters. The strike is an attempt to “decapitate” Iraq’s military and government by killing the dictator in the first hours of the assault (see March 19, 2003). The missile barrage destroys all of the building in the compound except the main palace. Hussein is at a safe house in Baghdad, watching the international television coverage of the strike and drafting a message to the Iraqi people. Hussein will remain in Baghdad for weeks, moving from safe house to safe house; though American forces will strike at numerous targets in Baghdad, none will come close to Hussein’s locations. President Bush signs Executive Order 13292 into effect. Innocuously titled “Further Amendment to Executive Order 12958,” and virtually ignored by the press, the order gives the vice president the power to unilaterally classify and declassify intelligence, a power heretofore reserved exclusively for the president. The order is an unprecedented expansion of the power of the vice president. Author Craig Unger will explain: “Since Cheney had scores of loyalists throughout the Pentagon, the State Department, and the National Security Council who reported to him, in operational terms, he was the man in charge of foreign policy. If Cheney wanted to keep something secret, he could classify it. If he wanted to leak information, or disinformation, to the New York Times or Washington Post, he could declassify it.” Moreover, Unger will write, the order grants “a measure of legitimacy to Cheney’s previous machinations with the national security apparatus, and in doing so it consolidate[s] the totality of his victories.” Combine the order with the disabled peer review procedures in the intelligence community, the banning of dissenting voices from critical policy deliberations and intelligence briefings, and the subversion of the National Intelligence Estimate on Iraq (see October 1, 2002), and the nation has, Unger will write, an effective vice presidential coup over the nation’s intelligence apparatus. Embroiled in controversy over multiple conflicts of interests, Richard Perle resigns his position as chairman of the Defense Advisory Panel (DAP). [CNN, 3/28/2003] His resignation is the result of criticism of his mix of business activities as an investor, consultant, lobbyist, and political advocacy as an adviser to Secretary of Defense Donald Rumsfeld. In the weeks prior to his resignation, the New Yorker revealed that Perle’s venture capital firm, Trireme Partners LP, solicited funds from Saudi financiers, despite Perle’s vociferous criticisms of the Saudi government (see March 17, 2003). (Perle had notably invited a RAND Corp. analyst to give the DAP a briefing advocating the overthrow of the Saudi regime.) The Los Angeles Times reports that, ironically, the man in charge of security for the nation where the US bases its headquarters for the Iraq war is a supporter of al-Qaeda. Sheik Abdullah bin Khalid al-Thani is the Interior Minister of Qatar. US Central Command and thousands of US troops are stationed in that country. In 1996, al-Thani was Religious Minister and he apparently let 9/11 mastermind Khalid Shaikh Mohammed (KSM) live on his farm (see January-May 1996). Mohammed was tipped off that the US was after him. Some US officials believe al-Thani was the one who helped KSM escape, just as he had assisted other al-Qaeda leaders on other occasions. [Los Angeles Times, 3/28/2003] Another royal family member has sheltered al-Qaeda leaders and given over $1 million to al-Qaeda. KSM was even sheltered by Qatari royalty for two weeks after 9/11 (see Late 2001). [New York Times, 2/6/2003] Ahmad Hikmat Shakir, who has ties to the 1993 World Trade Center bombing (see February 26, 1993), the Bojinka plot (see January 6, 1995), and also attended the January 2000 al-Qaeda summit in Malaysia (see January 5-8, 2000), was sheltered by al-Thani’s religious ministry in 2000. [Newsweek, 9/30/2002] Former counterterrorism “tsar” Richard Clarke says al-Thani “had great sympathy for Osama bin Laden, great sympathy for terrorist groups, was using his personal money and ministry money to transfer to al-Qaeda front groups that were allegedly charities.” However, the US has not attempted to apprehend al-Thani or take any other action against him. According to multiple sources, the Defense Department’s head of intelligence, Stephen Cambone, dispatches a quasi-military team to Iraq in the weeks after the invasion. Cambone’s “off-the-books” team, consisting of four or five men, operates under the auspices of Defense Department official Douglas Feith and the Office of Special Plans (OSP—see September 2002). The team is tasked to secure the following, in order of priority: downed Navy pilot Scott Speicher, Iraq’s WMD stockpiles, and Saddam Hussein. The sources, who speak to reporter Larisa Alexandrovna in 2006 on the condition of anonymity, include three US intelligence sources and a person with close ties to the United Nations Security Council. Speicher, classified as “killed in action” (KIA) after being shot down in 1991 during Operation Desert Storm, was touted by Iraqi National Congress leader Ahmed Chalabi (see 1992-1996, November 6-8, 2001, December 20, 2001, and February 2002) as alive and held as a prisoner of war as part of Chalabi’s push for the US invasion of Iraq. Chalabi also told Bush administration officials of enormous stockpiles of chemical and biological WMD throughout Iraq (see Summer 2002, Fall 2002, and Early 2003). Cambone’s team operates outside the auspices of other officially sanctioned groups such as Task Force 20 and other units operating in Iraq before the invasion itself, though the team may be comprised of TF20 personnel. The team is not tasked with actually finding and destroying any WMD stockpiles so much as it is ordered to find such a stockpile and thereby solve what the UN Security Council source calls the administration’s “political WMD” problem. “They come in the summer of 2003, bringing in Iraqis, interviewing them,” the UN source later says. “Then they start talking about WMD and they say to [these Iraqi intelligence officers] that ‘Our president is in trouble. He went to war saying there are WMD and there are no WMD. What can we do? Can you help us?’” [Raw Story, 1/5/2006]

Miller had written a number of front-page Times stories before the war, strongly suggesting Iraq was pursuing WMD programs; all those stories will later be proven incorrect (see November 6-8, 2001, September 8, 2002, April 20, 2003, September 18, 2002, and July 25, 2003). Miller plays what the press will later call a “highly unusual role” with the unit. One US official will later claim that she turns the unit into a “rogue operation.” [Washington Post, 6/25/2003]
Accepting Military Restrictions - Miller accepted an unusual set of restrictions from the military in order to embed with MET Alpha. Most embedded journalists agreed not to report on forthcoming military tactics and to conceal sensitive information about troop movements and positions. Miller, on the other hand, agreed to allow the military to censor her work, and agreed not to publish items until they were approved by military officials. MET Alpha public affairs officer Eugene Pomeroy, who works closely with her, will later recall the agreement, saying that Miller helped negotiate the terms, and will recall the agreement being so sensitive that Defense Secretary Donal Rumsfeld signed off on it. According to the agreement, Pomeroy will recall: “Any articles going out had to be, well, censored. The mission contained some highly classified elements and people, what we dubbed the ‘Secret Squirrels,’ and their ‘sources and methods’ had to be protected and a war was about to start.” Miller’s copy is censored by a colonel, presumably MET Alpha commander Colonel Richard McPhee, who, according to Pomeroy, often reads her work in his sleeping bag, clutching a small flashlight between his teeth. Sometimes, while traveling with the unit, Miller wears a military uniform. [New York Magazine, 5/21/2005]
Threats and Connections - Miller, who has the reputation of being a “diva,” is friends with powerful neoconservatives such as Rumsfeld, his deputy, Paul Wolfowitz, Undersecretary of Defense for Policy Douglas Feith, Pentagon adviser Richard Perle, and other figures in the Pentagon and the Bush administration. One military officer will later claim Miller sometimes “intimidated” Army soldiers by mentioning her relationship to Rumsfeld or Feith, saying, “Essentially, she threatened them,” to get the unit to do her bidding. Another officer says Miller “was always issuing threats of either going to the New York Times or to the secretary of defense. There was nothing veiled about that threat.” This officer adds that MET Alpha “was allowed to bend the rules.” [Washington Post, 6/25/2003; New York Magazine, 5/21/2005] In 2005, reporter Franklin Foer will write: “While Miller might not have intended to march in lockstep with these hawks, she was caught up in an almost irresistible cycle. Because she kept printing the neocon party line, the neocons kept coming to her with huge stories and great quotes, constantly expanding her access.” [New York Magazine, 5/21/2005]
Miller Influences Where the Unit Will Go - On April 21, MET Alpha is ordered to withdraw to the southern Iraqi town of Talil, but Miller objects in a handwritten note to two public affairs officers. Her note says: “I see no reason for me to waste time (or MET Alpha, for that matter) in Talil.… Request permission to stay on here with colleagues at the Palestine Hotel till MET Alpha returns or order to return is rescinded. I intend to write about this decision in the [New York] Times to send a successful team back home just as progress on WMD is being made.” Miller challenges the plan to go to Talil, and takes her concerns to Major General David Petraeus, commander of the 101st Airborne. Petraeus does not have direct authority over McPhee, the commander of the 75th Exploitation Task Force, which contains the MET Alpha unit. But McPhee rescinds the withdrawal order after Petraeus advises him to do so. [Washington Post, 6/25/2003; New York Magazine, 5/21/2005]
Redirecting the Unit's Mission - Miller is also friends with Iraqi National Congress (INC) leader Ahmed Chalabi, who gave her leads for many later-debunked stories. More than half a dozen military officers will later claim that Miller acts as a go-between between Chalabi and the unit. On one occasion in April she takes some unit leaders to Chalabi’s headquarters, where the unit takes custody of Jamal Mustafa Sultan Tikriti, Saddam Hussein’s son-in-law, number 40 on the US’s most wanted list. She also sits in on his debriefing. None of the members of the unit have any experience in interrogation. Several US military officials will say they are upset that completely untrained officers led the debriefing of Tikriti. One Chalabi aide will explain why they turned Tikriti over to the MET Alpha unit instead of using the ANC’s usual contacts with the US miliary, saying, “We told Judy because we thought it was a good story.” When Miller later writes a story about Tikriti’s capture, she will claim that the handover was pure coincidence, as leaders of the unit “happened to be meeting” with Chalabi to “discuss nonproliferation issues.” One official will later complain that the unit became the “Judith Miller team” when she effectively redirected it from finding WMDs to holding and interrogating high-ranking prisoners. A military officer will later say: “This was totally out of their lane, getting involved with human intelligence.… [Miller] came in with a plan. She was leading them.… She ended up almost hijacking the mission.” A senior staff officer of the 75th Exploitation Task Force will similarly complain, “It’s impossible to exaggerate the impact she had on the mission of this unit, and not for the better.” [Washington Post, 6/25/2003]
Guarding Her Access - Pomeroy and another witness will recall Miller jealously guarding her access from other reporters. In one instance, when Washington Post reporter Barton Gellman travels with the unit for a day, Miller orders the unit’s troops not to speak to him. According to Pomeroy, “She told people that she had clearance to be there and Bart didn’t.” [New York Magazine, 5/21/2005]
Miller Has Unit Investigate Dubious Tips from Chalabi - In other cases, the unit apparently follows leads given to Miller by Chalabi or his aides. For instance, it discovers Iraqi intelligence documents and maps related to Israel, and Miller writes a story about this. Chalabi aide Zaab Sethna will later say: “We thought this was a great story for the New York Times.… That came from us.” While embedded with the unit, Miller writes stories for the Times strongly suggesting the unit has discovered WMDs. For instance, one of her headlines is “US Analysts Link Iraq Labs to Germ Arms,” and another is “US Experts Find Radioactive Material in Iraq.” But like her pre-war stories about WMDs in Iraq, these stories also will be completely discredited. It is unclear how long Miller hijacks the MET Alpha unit for, but the Washington Post will publish an expose about these connections in late June 2003. [Washington Post, 6/25/2003] In late 2003, Miller will say that her reliance on Chalabi’s information is “exaggerated.” [New York Review of Books, 2/26/2004] In 2005, Foer will call Miller one of “Chalabi’s credulous allies” along with a number of Bush administration officials. The Times will not acknowledge the breadth of Chalabi’s influence on the reports it published by Miller until May 2005, but will refuse to connect Chalabi and Miller. Foer will note that although Miller had more access to MET Alpha than any other reporter, “she was the only major reporter on the WMD beat to miss the story so completely.” [New York Magazine, 5/21/2005]
A Mouthpiece for the Administration? - In 2004, Miller tells columnist and media expert Michael Massing that as an investigative reporter in the intelligence area, “my job isn’t to assess the government’s information and be an independent intelligence analyst myself. My job is to tell readers of the New York Times what the government thought about Iraq’s arsenal.” Massing will write, “Many journalists would disagree with this; instead, they would consider offering an independent evaluation of official claims one of their chief responsibilities.” [New York Review of Books, 2/26/2004]
Admission of Error - In late 2005, Miller will admit that her reporting on Iraqi WMD issues was almost “entirely wrong” (see October 16, 2005).

As the initial media exuberance over the “shock and awe” assault on Iraq (see March 19-20, 2003) begins to fade, questions begin to mount about the plans for rebuilding Iraq after the invasion and inevitable toppling of the Saddam Hussein regime. Bush administration officials had assumed that military operations would end in 30 days, according to White House briefings. Some senior administration officials admit to the New York Times that that assumption now seems “overly optimistic.” As reported by David Sanger, those officials “say that the American military will likely need to retain tight control over the country for longer than they anticipated.” But administration officials insist that they remain committed to giving over control of the country to the newly liberated Iraqis very soon. “The Iraqi people will administer Iraq,” says White House press secretary Ari Fleischer, adding that President Bush is as committed to that goal now as he was before the war began. However, some military officials now admit that the Iraqi resistance is far stiffer than had been anticipated, and the reception of American occupiers by the Iraqi people has been far less welcoming than US planners foresaw. The White House says that initial plans for an “Iraqi Interim Authority” as the genesis of a new Iraqi government have been put on hold until Baghdad can be secured and the remnants of the Hussein regime can be eliminated. Similarly, plans to turn over power to local Iraqi governance have also been delayed indefinitely, until cities like Basra can be purged of guerrilla resistance. “There were many of us who hoped to be creating a new government even before Iraq was fully under coalition control,” says one senior official. The White House intended to demonstrate quickly that “this is a liberation, not an occupation.” Now, “[t]hat may not be possible for some weeks.” To make matters more difficult, turf wars between the State Department and the Pentagon are inhibiting efforts to implement post-invasion plans, with Defense Department officials such as Douglas Feith blocking the hiring of outside experts for General Jay Garner’s reconstruction team (see January 2003). State officials say that Feith and other Pentagon ideologues want to place “like-minded former officials who have strong views about what a new Iraq should look like” in those slots, a charge which the Pentagon denies. [Source: Public domain]Former CIA Director James Woolsey says the US is engaged in a world war, and that it could continue for years: “As we move toward a new Middle East, over the years and, I think, over the decades to come… we will make a lot of people very nervous.” He calls it World War IV (World War III being the Cold War according to neoconservatives like himself ), and says it will be fought against the religious rulers of Iran, the “fascists” of Iraq and Syria, and Islamic extremists like al-Qaeda. He singles out the leaders of Egypt and Saudi Arabia, saying, “We want you nervous.” This echoes the rhetoric of the PNAC, of which Woolsey is a supporter, and the singling out of Egypt and Saudi Arabia echoes the rhetoric of the Defense Policy Board, of which he is a member. In July 2002 (see July 10, 2002), a presentation to that board concluded, “Grand strategy for the Middle East: Iraq is the tactical pivot. Saudi Arabia the strategic pivot. The National Intelligence Council issues a Sense of the Community Memorandum (SOCM) expressing doubt that Iraq attempted to purchase uranium from Niger. “We judge it highly unlikely that Niamey has sold uranium yellowcake to Baghdad in recent years. The IC agrees with the IAEA assessment that key documents purported showing a recent Iraq-Niger sales accord are a fabrication. We judge that other reports from 2002—one alleging warehousing of yellowcake for shipment to Iraq, a second alleging a 1999 visit by an Iraqi delegation to Niamey—do not constitute credible evidence of a recent or impending sale.” The SOCM report notes also that “the current government of Niger [redacted in source] probably would report such an approach by the Iraqis, especially because a sale would violate UN resolution 687.” [US Congress, 7/7/2004, pp. 71]

The facility has been identified by several Iraqi National Congress defectors as a training facility for foreign terrorists, possibly aligned with al-Qaeda (see November 6-8, 2001). [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] The day of the raid, Brigadier General Vincent Brooks attempts to give the impression that US forces have found evidence that the camp was used to train terrorists, telling reporters that the camp was hit “in response to information that had been gained by coalition forces from some foreign fighters that we encountered from other country, not Iraq, and we believe that this camp had been used to train these foreign fighters in terror tactics…. The nature of the work being done by some of those people that we captured, their inferences to the type of training that they received, all of these things give us the impression that there was terrorist training that was conducted at Salman Pak.” Brooks says that tanks, armored personnel carriers, buildings used for “command and control and… morale and welfare” were destroyed. “All of that when you roll it together, the reports, where they’re from, why they might be here tell us there’s a linkage between this regime and terrorism and that’s something that we want to break…. There’s no indications of specific organizations that I’m aware of inside of that. We may still find it as with all operations that we conduct into a place, we look for more information after the operation is complete. We’ll pull documents out of it and see what the documents say, if there’s any links or indications. We’ll look and see if there’s any persons that are recovered that may not be Iraqi.” [CNN, 4/6/2003] However, US forces find no evidence whatsoever of any terrorists training activities at the camp. The story had a sensational effect in the media, and helped feed the public impression that the regime of Saddam Hussein was connected in some way with the 9/11 terrorists, but others, from Iraqi spokespersons to former US intelligence officials, asserted before the March 2003 invation that the Salman Pak facility was built, not for training terrorists, but for training Iraqi special forces to combat passenger jet hijackers. The facility formerly housed an old fuselage, generally identified as being from a Boeing 707, used in the training, and has been used in counter-terrorism training since the mid-1980s. A former CIA station chief says the agency assisted the Iraqis in their training: “We were helping our allies everywhere we had a liaison.” The former station chief adds that it is unlikely that the Iraqis, or anyone else, would train for terrorist strikes in an open facility easily spotted by satellite surveillance and human observers. “That’s Hollywood rinky-dink stuff,” he says. “They train in basements. You don’t need a real airplane to practice hijacking. The 9/11 terrorists went to gyms. But to take one back you have to practice on the real thing.” The US forces comb through Salman Pak, and find nothing to indicate that the facility was used for anything except counter-terrorism training. [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] In 2004, a senior US official will say of the claims about Salman Pak as a terrorist training facility, “We certainly have found nothing to substantiate that.” [Knight Ridder, 3/15/2004] In 2006, the Senate Intelligence Committee will report similar findings (see ISeptember 8, 2006). The CIA doubted reports of Salman Pak being used as a terrorist training camp as early as 2003 (see January 2003). And former UN weapons inspector Scott Ritter was debunking those stories in 2002 (see August 2002).

While Saddam Hussein is usually well out of harm’s way from US and coalition forces, hiding at various safe houses in Baghdad while American forces fruitlessly attack possible retreats and hiding places he might currently occupy (see March 20, 2003), he does experience one unsettlingly close call. The CIA receives information that Hussein is in a safe house near a restaurant in Baghdad’s Mansour district; a B-1 bomber drops four 2,000-pound bombs on and around the restaurant. The blast kills 18 civilians, according to Human Rights Watch, but, the Joint Forces Command later notes, “Saddam was not in the targeted area at the time of the attack.” However, early this morning, he is in a safe house less than two miles from the route taken by US troops on their second “Thunder Run” into Baghdad. Hussein will hide for two days, then he and his aides force their way into a private Baghdad residence, where they are able to elude capture by US troops searching the neighborhood. He then flees to Ramadi with his two sons and his personal secretary on April 10. He will eventually go to ground near the town of Hit, where he is eventually captured in the so-called “spider hole” (see December 14, 2003). [New York Times, 3/12/2006]

To mark the occasion, a statue of the former dictator in downtown Baghdad’s Firdos Square is pulled down, seemingly by a group of average Iraqi citizens and US soldiers. [Associated Press, 4/9/2003] The celebration is later revealed by the Los Angeles Times to be a psychological operation managed by US forces and not Iraqi citizens. [Los Angeles Times, 7/3/2004] The entire event is a carefully staged photo op. The tightly cropped pictures sent out by the Pentagon, and subsequently broadcast and published around the world, show what appears to be a large crowd of celebrating Iraqis. However, aerial photos show that the square is nearly empty except for a small knot of people gathered in front of the statue. The square itself is surrounded by US tanks. And there is some question as to the authenticity of the celebrating Iraqis. Al-Jazeera producer Samir Khader later says that the Americans “brought with them some people—supposedly Iraqis cheering. These people were not Iraqis. I lived in Iraq, I was born there, I was raised there. I can recognize an Iraqi accent.” [Unger, 2007, pp. 302] Fox News anchors assure viewers that images of the toppling statue are sure to persuade the Arab world to see America as a liberator. Correspondent Simon Marks, reporting from Amman, Jordan, reports that “the Arab street” is angry, and it will take careful diplomacy to convince the majority of Arabs that this is not “an American war of occupation.” In response, Fox anchor David Asman, a former Wall Street Journal editorial writer, says, “There’s a certain ridiculousness to that point of view!” [New Yorker, 5/26/2003]

In 2007, CIA Director George Tenet will write in a book, “Once US forces reached Baghdad (see April 9, 2003), they discovered—stacked where they could easily find them—purported Iraqi intelligence service documents that showed much tighter links between Saddam [Hussein] and [Abu Musab] al-Zarqawi, and Saddam and al-Qaeda.” CIA analysts work with the Secret Service to check the paper and ink, plus to verify the details mentioned in the documents. But “time and again” the documents turn out to be forgeries. “It was obvious that someone was trying to mislead us. But these raw, unevaluated documents that painted a more nefarious picture of Iraq and al-Qaeda continued to show up in the hands of senior [Bush] administration officials without having gone through normal intelligence channels.” [Tenet, 2007, pp. 356] For instance, one forged document found in December 2003 and reported on by the press will purport that 9/11 hijacker Mohamed Atta went to Iraq to be trained by Iraqi intelligence agents (see December 14, 2003). Tenet will not speculate who is behind the forgeries.

[Source: PBS]New York Times reporter Judith Miller, embedded with the Army’s 101st Airborne Division south of Baghdad, writes that Iraq destroyed large stockpiles of chemical and biological weapons in the days before the March 2003 invasion.
Single Unidentified 'Scientist' as Source - Miller’s source is identified as an Iraqi scientist who claims to have worked in Iraq’s chemical weapons program for over a decade; this scientist is said to have told an American military team hunting for unconventional weapons in Iraq, the Mobile Exploitation Team Alpha, or MET Alpha (see April-May 2003), of the stockpiles. According to MET Alpha, the scientist has taken the team to a supply of material he buried in his backyard—“precursors for a toxic agent”—as evidence of Iraq’s illicit weapons programs. The scientist also claims that Iraq sent unconventional weapons and technology to Syria, and has been cooperating with al-Qaeda. In the last years of the Hussein regime, Miller reports the scientist as claiming, Iraq “focused its efforts… on research and development projects that are virtually impervious to detection by international inspectors, and even American forces on the ground combing through Iraq’s giant weapons plants.” MET Alpha refuses to identify the scientist, saying to do so would imperil his safety, and does not take Miller to see the scientist’s buried supply of materials. According to Miller, the team describes the scientist’s assertions and his cache of materials as “the most important discovery to date in the hunt for illegal weapons.” Moreover, Miller writes that the discovery “supports the Bush administration’s charges that Iraq continued to develop those weapons and lied to the United Nations about it. Finding and destroying illegal weapons was a major justification for the war.”
Military Controlled, Vetted Report - Miller admits to not interviewing the scientist, not being permitted to write about the scientist for three days, and having her report vetted by military officials before submitting it for publication. She says that portions of her report detailing the chemicals located by the MET Alpha team were deleted, again for fear that such reporting might place the scientist in jeopardy. Neither Pentagon officials in Washington nor CENTCOM officials in Qatar will verify that the scientist is actually working with American forces. Miller’s only contact with the scientist is viewing him “from a distance at the sites where he said that material from the arms program was buried,” where he wore a baseball cap and pointed at spots in the sand where he claimed chemical weapons materials were buried.
'Incalculable Value' - Miller quotes the commander of the 101st Airborne, Major General David Petraeus, as calling the potential of MET Alpha’s work “enormous.” Petraeus adds: “What they’ve discovered could prove to be of incalculable value. Though much work must still be done to validate the information MET Alpha has uncovered, if it proves out it will clearly be one of the major discoveries of this operation, and it may be the major discovery.” [New York Times, 4/21/2003] The day after her report is published, Miller will tell a PBS interviewer: “I think they found something more than a smoking gun.… What they’ve found is… a silver bullet in the form of a person, an Iraqi individual, a scientist, as we’ve called him, who really worked on the programs, who knows them firsthand, and who has led MET Alpha people to some pretty startling conclusions.” Asked if the report will confirm “the insistence coming from the US government that after the war, various Iraqi tongues would loosen, and there might be people who would be willing to help,” Miller responds: “Yes, it clearly does.… That’s what the Bush administration has finally done. They have changed the political environment, and they’ve enabled people like the scientists that MET Alpha has found to come forth.” [American Journalism Review, 8/2003; Huffington Post, 1/30/2007]
Report Almost Entirely Wrong - Miller’s reporting will be proven to be almost entirely wrong. Neither Miller nor MET Alpha will ever produce any tangible evidence of the scientist’s claims, including the so-called “evidence” he claims he buried in his backyard. And, Miller will later admit, the “scientist” was actually a former Iraqi military intelligence officer with no connection to Iraq’s WMD programs (see July 25, 2003). [Slate, 7/25/2003] Other reporters, such as the Washington Post’s Barton Gellman and the Associated Press’s Dafna Linzer, report that teams such as MET Alpha have found nothing of use. Linzer will soon report that nothing the Iraqi scientist claims can be verified. And Miller will admit that much of the information she has published in the Times has come from Iraqi National Congress head Ahmed Chalabi (see May 1, 2003), a known fabricator (see 1992-1996, (1994), November 6-8, 2001, Summer 2002, Early 2003, and July 9, 2004). [Source: NBC]The Nation examines the use of so-called “military analysts” by the broadcast news media, retired generals and high-ranking officers brought on camera to share their knowledge and expertise regarding the invasion of Iraq. The report finds that, like Defense Secretary Donald Rumsfeld and many other administration officials and supporters, the retired military analysts have consistently taken a pro-military, pro-administration slant that has led many of them to make consistently wrong judgments and analyzes. It will be five years before the New York Times exposes the Pentagon propaganda operation in which many of these analysts take part (see April 20, 2008 and Early 2002 and Beyond).
Ideological and Financial Interests in Promoting the War - While many of them indeed have what one analyst, retired Lieutenant General Barry McCaffrey, calls “a lifetime of experience and objectivity,” many of them also have what the report terms as “ideological or financial stakes in the war. Many hold paid advisory board and executive positions at defense companies and serve as advisers for groups that promoted an invasion of Iraq.” As a result, the report says, these analysts’ objectivity must be questioned. McCaffrey and his colleague, retired Colonel Wayne Downing, both NBC analysts, are both on the advisory board of the Committee for the Liberation of Iraq, a lobbying group formed to bolster public support for the invasion. Its mission is to “engage in educational advocacy efforts to mobilize US and international support for policies aimed at ending the aggression of Saddam Hussein,” and it deliberately reaches out to influence reporting in both the US and European media. Downing has also served as an unpaid adviser to Ahmed Chalabi’s Iraqi National Congress, a prime source of the fraudulent propaganda and disinformation that provided a rationale for the war (see June 1992 and (1994)). NBC viewers are unaware of McCaffrey’s and Downing’s connections to these pro-war organizations.
McCaffrey and IDT - Neither are they aware of McCaffrey’s seat on the board of four defense firms—Mitretek, Veritas Capital, Raytheon Aerospace, and Integrated Defense Technologies (IDT)—all which have multimillion-dollar defense contracts. IDT is of particular interest, as stock analysts believe that its currently floundering financial state could be remedied by hefty government contracts. McCaffrey has been an outspoken critic of Rumsfeld and his war policies, but his primary objection is his repeated statement that “armor and artillery don’t count” enough in the offensive. He recently told an MSNBC audience, “Thank God for the Abrams tank and… the Bradley fighting vehicle,” and added that the “war isn’t over until we’ve got a tank sitting on top of Saddam’s bunker.” In March 2003, IDT received over $14 million in contracts relating to Abrams and Bradley machinery parts and support hardware.
Downing and Metal Storm - Downing is a board member of Metal Storm Ltd, a ballistics-technology company with both US and Australian defense contracts. According to its executive director, Metal Storm’s technologies will “provide some significant advantage” in the type of urban warfare being fought in Iraq.
Fox News and wvc3 - Fox News analysts Lieutenant Colonel William Cowan and Major Robert Bevelacqua are CEO and vice president, respectively, of the wvc3group, a defense consulting firm that serves as a liaison between arms companies and the US government. The firm recently signed a contract to promote military aviation equipment produced by a New Zealand firm. The firm promotes itself by advising potential customers of its inside contacts with the US military and the Defense Department. A message on its Web site, augmented by a sound file of loud gunfire, reads, “We use our credibility to promote your technology.” Another Fox analyst, Major General Paul Vallely, represents several information-technology firms. Vallely is most valuable, says Fox bureau chief Kim Hume, as a commentator on psychological operations.
Little Concern at the Networks - The networks are relatively uninterested in any potential conflicts of interest or possible promotions of ideological or financial agendas. Elena Nachmanoff, vice president of talent development at NBC News, dismisses any such concerns: “We are employing them for their military expertise, not their political views.” She says that the analysts play influential roles behind the cameras at NBC, helping producers decide on what to report and how to report it. But, she says, defense contracts are “not our interest.” Hume says that Fox “expect[s] the analysts to keep their other interests out of their commentary, or we stop using them.” Hume admits that Fox has never severed its connection with any analyst, though it is aware of Cowan’s, Bevelacqua’s, and Vallely’s ties to their respective defense firms. Interestingly, Vallely, the expert on so-called “psyops” warfare, developed a concept he called “MindWar,” a psychological propaganda strategy that uses, in his words, “electronic media—television and radio” in the “deliberate, aggressive convincing of all participants in a war that we will win that war.” Nation reporters Daniel Benaim, Priyanka Motaparthy, and Vishesh Kumar muse, “With the televised version of Operation Iraqi Freedom, we may be watching his theory at work—and at a tidy profit, too.” [Nation, 4/21/2003]

In an email to New York Times Baghdad bureau chief John Burns, reporter Judith Miller defends a story she filed on Ahmed Chalabi, which had scooped a major story being written by another Times reporter. In her email she reveals that Chalabi was the source of most of her reporting on Iraq’s alleged arsenal of WMD. She writes: “I’ve been covering Chalabi for about 10 years, and have done most of the stories about him for our paper, including the long takeout we recently did on him. He has provided most of the front page exclusives on WMD to our paper.” [Washington Post, 5/26/2003] Miller has long relied on Chalabi as a primary source for information about Iraq. She has also proven more than willing—“eager,” in author Craig Unger’s words—to pass along information and disinformation alike from Chalabi and the White House about Iraq and its supposed WMD program. Nicholas Kristof.Nicholas Kristof. [Source: Women's Conference]New York Times columnist Nicholas Kristof, citing unnamed sources, breaks the story of former US diplomat Joseph Wilson’s February 2002 trip to Niger (see February 21, 2002-March 4, 2002). Kristof’s source for the story is Wilson, who he recently met at a political conference in Washington that was sponsored by the Senate Democratic Policy Committee (see Early May 2003). The following morning, they met for breakfast, and Wilson recounted the details of his trip. Kristof writes in part: “I’m told by a person involved in the Niger caper that more than a year ago the vice president’s office asked for an investigation of the uranium deal, so a former US ambassador to Africa was dispatched to Niger.… In February 2002, according to someone present at the meetings, that envoy reported to the CIA and State Department that the information was unequivocally wrong, and that the documents had been forged.” [New York Times, 5/6/2003; Vanity Fair, 5/2004, pp. 282] In response to the column, Patrick Lang, the former head of the DIA’s Middle Eastern affairs bureau, tells Kristof that the office of Defense Secretary Rumsfeld had pressured the US intelligence community before the war, asking analysts “to think it over again” when they filed reports skeptical of Iraq’s WMD programs. Lang also says that any intelligence warning “that Iraqis would not necessarily line up to cheer US troops, and that the Shi’ite clergy could be a problem,” was also unwelcome at the Defense Department. [Rich, 2006, pp. 97] In 2007, author Craig Unger will write: “Now the secret was out with regard to the Niger documents. Not only had the IAEA [International Atomic Energy Agency] determined that they were forgeries (see February 17, 2003), but it was clear that the administration knew the Niger deal was phony even before Bush cited them in the State of the Union address” (see March 8, 2002 and 9:01 pm January 28, 2003). [Unger, 2007, pp. 309] Wilson expects a certain amount of criticism and opprobrium from the White House and its allies in the media over the column, but as his wife, senior CIA case officer Valerie Plame Wilson, will later write, “In retrospect, if anything, he underestimated the potential for those in the administration, and their allies, to change the subject from the lies in the president’s address to lies about us.” [Wilson, 2007, pp. 108]

Broad of the New York Times report that according to “senior administration officials” US intelligence has “concluded that two mysterious trailers found in Iraq (see April 19, 2003; May 9, 2003) were mobile units to produce germs for weapons.” However, the report also notes that investigators “have found neither biological agents nor evidence that the equipment was used to make such arms.” The report quotes one senior official who says, “The experts who have crawled over this again and again can come up with no other plausible legitimate use.” A theory offered by Iraqi scientists that the trailers were used to produce hydrogen for artillery weather balloons was considered but rejected, according to officials, who said US intelligence analysts believe the story may have been concocted in order to mislead them. May 23, 2003: Paul Bremer Dissolves Iraqi Army

Paul Bremer, head of the Office of the Coalition Provisional Authority in Iraq, issues Order 2 formally dissolving the Iraqi Army and other vestiges of the old Ba’athist state. [CNN, 5/23/2003; Coalition Provisional Authority, 5/23/2003] The order, drafted by Douglas Feith’s office in the Pentagon and approved by the White House, triggers mass protests among the estimated 300,000 to 500,000 former Iraqi soldiers who are left without a job and who are given only a small, one-time, $20 emergency payment. [New York Times, 5/24/2003; Agence France Presse, 5/26/2003; Isikoff and Corn, 2006, pp. 225] Together with the de-Ba’athification program, the disbanding of the Iraqi Army leads to some 500,000 people losing their source of income. [Los Angeles Times, 6/5/2003]
Criticism - The action will be highly criticized as a major blunder of the war. The decision was made by Walter Slocombe, a security adviser to Bremer, who proclaims that “We don’t pay armies we defeated.” A colonel on Jay Garner’s staff (see January 2003) will later say: “My Iraqi friends tell me that this decision was what really spurred the nationalists to join the infant insurgency. We had advertised ourselves as liberators and turned on these people without so much as a second thought.” [Atlantic Monthly, 12/2005]
Garner's Reaction - Garner himself will later speak on the subject, telling a Vanity Fair reporter: “My plan was to not disband the Iraqi Army but to keep the majority of it and use them. And the reason for that is we needed them, because, number one, there were never enough people there for security. [A US military commander told him the US Army was guarding a lot of places it had not planned to guard.] So we said, OK, we’ll bring the Army back. Our plan was to bring back about 250,000 of them. And I briefed [Defense Secretary] Rumsfeld. He agreed. [Deputy Defense Secretary] Wolfowitz agreed. [National Security Adviser] Condoleezza Rice agreed. [CIA Director] George [Tenet] agreed. Briefed the president on it. He agreed. Everybody agreed. So when that decision [to disband] was made, I was stunned.”
Iraqi Colonel's Reaction - US and UN weapons inspector Charles Duelfer will later say of the decision: “One Iraqi colonel told me, ‘You know, our planning before the war was that we assumed that you guys couldn’t take casualties, and that was obviously wrong.’ I looked at him and said, ‘What makes you think that was wrong?’ He goes, ‘Well, if you didn’t want to take casualties, you would have never made that decision about the Army.’” [Vanity Fair, 2/2009]

A fact-finding mission sponsored by the Pentagon’s Defense Intelligence Agency arrives in Baghdad to determine whether two trailers found in Iraq (see April 19, 2003; May 9, 2003) are meant for the production of biological weapons. The mission, known as the “Jefferson Project,” is led by a team of eight Americans and one Briton, all experts in the field of biological weapons. Each has “at least a decade of experience in one of the essential technical skills needed for bioweapons production,” according to the Washington Post. Within four hours, according to one of the team members, it becomes “clear to everyone that these [are] not biological labs.” News of the team’s assessment causes a controversy in Washington, where a CIA analyst has already authored a white paper (see May 28, 2003) calling the trailers “the strongest evidence to date that Iraq was hiding a biological warfare program.” [Washington Post, 4/12/2006]
