Chief UN weapons inspector Hans Blix’s 12th quarterly report is circulated among UN Security Council members. The report will be presented orally to the Council on March 7 (see March 7, 2003). The report does not provide any evidence to support the US and British claim that Iraq has weapons of mass destruction or that is has any programs to develop such weapons. bullet There is no evidence that Iraq tried to obtain uranium from Niger. Documents provided to the International Atomic Energy Agency by the US were determined to be forgeries. The documents were a collection of letters between an Iraqi diplomat and senior Niger officials discussing Iraq’s interest in procuring a large amount of uranium oxide (see Afternoon October 7, 2002). “Based on thorough analysis, the IAEA has concluded, with the concurrence of outside experts, that documents which formed the basis for the reports of recent uranium transactions between Iraq and Niger are in fact not authentic,” ElBaradei explains. “We have therefore concluded that these specific allegations are unfounded” (see June 12, 2003). Inspections 'Fruitful,' Say French, Russians - Both sides claim that the reports give further support to each of their respective stances on the issue of Iraqi disarmament. French Foreign Minister Dominique de Villepin tells the Council that the reports “testify to the progress” of the inspections. He states that France will not support another resolution because “we cannot accept any ultimatum, any automatic use of force.” Russian Foreign Minister Igor Ivanov says that the reports demonstrate that inspections have been “fruitful.”
Inspections Not Working, US Claims - The Bush administration does not alter its position, despite statements by the two inspectors that Iraq is cooperating with inspections and complying with demands to disarm. Colin Powell, responding to the inspectors’ reports, reiterates the administration’s position that the inspections are not working and that Saddam is not cooperating. “We must not walk away,” Powell says. “We must not find ourselves here this coming November with the pressure removed and with Iraq once again marching down the merry path to weapons of mass destruction, threatening the region, threatening the world.” He claims that Iraq’s behavior is a “a catalog still of noncooperation” and repeats the administration’s allegation that the “Iraq regime continues to possess and conceal some of the most lethal weapons ever devised.” Back at the White House, Ari Fleischer tells reporters, “As the president has said, if the United Nations will not disarm Saddam Hussein, it will be another international organization, a coalition of the willing that will be made up of numerous nations that will disarm Saddam Hussein.” [CNN, 3/6/2003; CNN, 3/7/2003; Independent, 3/7/2003; US Department of State, 3/7/2003 pdf file]
Bush: Missile Destruction 'Meaningless' - Bush himself will call the destruction of Iraqi missiles “meaningless” and nothing more than an Iraqi “campaign of destruction,” shocking UNMOVIC inspectors: “We didn’t know what to make of [his words],” one inspector says afterwards. Former State Department official Patrick Lang will write: “In the final weeks of the countdown to war, the administration’s actions resembled nothing so much as some of the madder scenes from Alice in Wonderland. The fact that the documents the administration had used to ‘prove’ that Iraq was working on nuclear weapons were forged only led to greater insistence that Iraq was a danger. The absence of discovery of WMD by the UN inspectors was only further evidence that the Iraqis were the greatest deceivers in history and that they had succeeded in concealing their location. The destruction of the Al Samoud missiles was just more evidence of a ‘grand deception.’” [Middle East Policy Council, 6/2004]
Uranium Allegations 'Outrageous,' Says Former Ambassador - The Washington Post and Los Angeles Times do give the story front-page coverage, and on CNN, former ambassador Joseph Wilson (see July 6, 2003) calls the uranium allegation “outrageous,” adding that the claim “taints the whole rest of the case that the government is trying to build against Iraq.” The US government is “simply stupid” for not finding out the truth sooner: “a couple of phone calls” could have proven that such a deal between Iraq and Niger could not have happened: “All this stuff is open,” Wilson says. “It’s a restricted market of buyers and sellers.” [Rich, 2006, pp. 71]
IAEA Report 'Widely Ignored' - Author and media critic Frank Rich will later note, “With America’s March 17 deadline for war (see March 17, 2003 and March 17, 2003) dominating the news, ElBaradei’s pronoucements were widely ignored. The news of the forged uranium documents did not make any of the three network evening newscasts and did not appear in the following day’s New York Times. (It would turn up a day later, in a four-hundred word story on page A13.)” [Rich, 2006, pp. 71]

While many in the Bush administration continue to insist that the claims of Iraq attempting to buy uranium from Niger are valid (see March 7, 2003-July 7, 2003), even in the face of a thorough debunking by the International Atomic Energy Agency (see March 7, 2003), some officials are quietly admitting that the administration was duped. “We fell for it,” says one unnamed State Department official who reviewed the documents. Meanwhile, Secretary of State Colin Powell says that the administration has “new information” suggesting that Iraq continues to try to get nuclear weapons components such as the suspicious aluminum tubes (see October 6, 2002). David Albright of the Institute for Science and International Security retorts, “Despite being presented with the falseness of this claim, the administration persists in making misleading arguments about the significance of the tubes.” [Washington Post, 3/8/2003] Former ambassador Joseph Wilson will note that the administration “had chosen to ignore three reports that had been in their files for nearly a year: mine (see March 4-5, 2002) as well as two others—one submitted by the American ambassador to Niger, Barbro Owens-Kirkpatrick (see November 20, 2001) and the other by four-star Marine Corps General Carlton Fulford (see February 24, 2002), who had also traveled there. Instead, the administration chose to give credence to forgeries so crude that even Panorama, the Italian weekly magazine that first received them, had declined to publish (see October 9, 2002). The administration had ample evidence that there was nothing to the uranium charge but went ahead and placed the inflammatory claim in the State of the Union address anyway.” [Wilson, 2004, pp. 2-3]

National Security Adviser Condoleezza Rice goes on to speculate on CBS Face the Nation that Hussein may eventually decide to “enlist” al-Qaeda to attack the United States. “Now the al-Qaeda is an organization that’s quite disbursed and—and quite widespread in its effects, but it clearly has had links to the Iraqis, not to mention Iraqi links to all kinds of other terrorists. The band consists of three singers and multi-instrumentalists, Natalie Maines, Martie Maguire, and Emily Robison, and backing musicians. During the show, Maines says to the audience: “Just so you know, we’re on the good side with y’all. We do not want this war, this violence, and we’re ashamed that the president of the United States is from Texas.” The London Guardian, in a review of the show, reports the comments on March 12. Within days, Maines and the Dixie Chicks become the targets of intense and heavy criticism from conservative commentators and Bush supporters in the United States. Country music radio stations across the nation begin dropping their songs from their playlists, even though the Chicks currently have the top song in country music airplay, “Travelin’ Man.” Radio stations set up trash cans outside their stations for listeners to publicly discard their Dixie Chicks CDs, and some radio stations hold “disc-burning” and “disc-smashing” festivals featuring bonfires and tractors. Two radio station chains, Cox and Cumulus, ban the Chicks from being played on all the stations they own. Critics on Fox News and conservative radio shows nickname the band “the Dixie Sluts,” “Saddam’s Angels,” and other monikers. Country musician Toby Keith, a conservative and frequent guest on Fox News and radio talk shows, begins using a backdrop at his concerts featuring a photo montage putting Maines together with Saddam Hussein. Maines reluctantly accepts 24-hour security from the barrage of death threats she receives. She quickly issues an apology, saying, “Whoever holds that office [the presidency] should be treated with the utmost respect,” but the apology makes little difference to many. Indeed, the band does not back away from its position: Robison will later say: “Everybody talks about how this war was over quickly and not that many people died. Tell that to the parents of people coming home in body bags.… Natalie’s comment came from frustration that we all shared—we were apparently days away from war (see March 19, 2003) and still left with a lot of questions.” Maines will later say: “The thing is, it wasn’t even a political statement. It was a joke made to get cheers and applause and to entertain, and it did. But it didn’t entertain America.” Maines will later say the controversy starts on a right-wing message board and blog called Free Republic. Music producer and comedian Simon Renshaw, a close friend of the band members, agrees with Maines, saying: “The extreme right-wing group, for their own political reasons, are attempting to manipulate the American media, and the American media is falling for it. The Free Republic is very well organized. There’s definitely a Free Republic hit list with all of the radio stations they’re trying to affect, and they are totally focused, and the girls are going to get whacked.” Documentary maker Barbara Kopple, who is making a film about the group, will later say: “[The c]ountry music [industry] put[s] sort of their musicians in a box, and they’re expected to be very conservative in their leanings, and these were three all-American girls that nobody ever expected this from. So when Natalie made her statement, it was as if she had betrayed country music. There was a massive boycott on playing any of their music. There was this group called the Free Republic that immediately got on Web sites and blogs and everything else to make sure that their music was not shown, their CDs were trampled, and for this, they even got death threats. So they had to have bomb-sniffing dogs, they had security, and nothing could stop these women from playing.” Kopple cites one example of a very specific and credible death threat issued for a July 6, 2003 concert in Dallas, but the three band members insist on playing, and the concert goes off without incident. In April 2003, Maines says: “People think this’ll scare us and shut us up and it’s gonna do the opposite. They just served themselves a huge headache.” [Guardian, 3/12/2003; Guardian, 4/25/2003; Democracy Now!, 2/15/2007] Eventually, their CD sales begin to rebound, and in 2007, they will win five Grammy awards, an accomplishment many will see as a vindication of the Dixie Chicks’s music and their right to freedom of speech, as well as something of a repudiation of the Nashville-based country music industry. Music executive Jeff Ayeroff will note that “the artist community… was very angry at what radio did, because it was not very American.” Music executive Mike Dungan, a powerful member of the country music industry, says of the awards, “I think it says that, by and large, the creative community sees what has happened to the Dixie Chicks as unfair and unjust.” [New York Times, 2/13/2007]

Senator John D. Rockefeller (D-WV), the ranking Democrat on the Senate Intelligence Committee, writes a letter to FBI Director Robert Mueller. Rockefeller asks for an FBI investigation of the forged Iraq-Niger documents (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), because “the fabrication of these documents may be part of a larger deception campaign aimed at manipulating public opinion and foreign policy regarding Iraq.” An FBI inquiry, Rockefeller writes, “should, at a minimum, help to allay any concerns” that the Bush administration itself created the documents to build support for the war. Committee chairman Pat Roberts (R-KS) refuses to sign the letter [Washington Post, 3/22/2003; Unger, 2007, pp. 292] , saying he believes it would be inappropriate for the FBI to launch such an inquiry. Page A17 - But thanks to pressure from his colleague Bob Woodward, the Post runs his story on March 16, but only on page A17. The article reads, “US intelligence agencies have been unable to give Congress or the Pentagon specific information about the amounts of banned weapons or where they are hidden….” It notes that senior US officials “repeatedly have failed to mention the considerable amount of documented weapons destruction that took place in Iraq between 1991 and 1998.” [New York Review of Books, 2/26/2004] Washington Post Executive Editor Leonard Downie Jr. will later say, “In retrospect, that probably should have been on Page 1 instead of A17, even though it wasn’t a definitive story and had to rely on unnamed sources. It was a very prescient story.” [Washington Post, 8/12/2004]
Follow-up - Two days later, the Post publishes another critical story by Pincus, this one co-written with Dana Milbank. It reads, “As the Bush administration prepares to attack Iraq this week, it is doing so on the basis of a number of allegations against Iraqi President Saddam Hussein that have been challenged—and in some cases disproved—by the United Nations, European governments and even US intelligence reports.” However, this story only appears on page A13. Third Story Held Until After Start of War - Around the same time, Post journalists Dana Priest and Karen DeYoung turn in a story that says CIA officials “communicated significant doubts to the administration” about evidence tying Iraq to attempted uranium purchases for nuclear weapons. But the story is held until March 22, three days after the Iraq war begins. [Washington Post, 8/12/2004]
Post's Editors Did Not Want to "Make a Difference" - Pincus will later comment, “The front pages of The New York Times, The Washington Post, and the Los Angeles Times are very important in shaping what other people think. They’re like writing a memo to the White House.” But the Post’s editors “went through a whole phase in which they didn’t put things on the front page that would make a difference.” [New York Review of Books, 2/26/2004] Downie will later say, “Not enough of those stories were put on the front page. In a televised address to the nation, shortly before the US officially begins its invasion of Iraq, President George W. Bush justifies the need to use military force. He asserts that the US has “pursued patient and honorable efforts to disarm the Iraqi regime without war,” but that Iraq “has uniformly defied Security Council resolutions demanding full disarmament.” He maintains that Iraq “continues to possess and conceal some of the most lethal weapons ever devised” and “has aided, trained, and harbored terrorists, including operatives of al-Qaeda.… Today, no nation can possibly claim that Iraq has disarmed.” Bush then gives Saddam Hussein an ultimatum, warning the Iraqi leader that if he and his sons do not leave Iraq within 48 hours, the US will use military force to topple his government. The choice is his, Bush says. “Should Saddam Hussein choose confrontation, the American people can know that every measure has been taken to avoid war, and every measure will be taken to win it.” He assures Iraqis that the US will liberate them and bring them democracy and warns Iraq’s military not to destroy its country’s oil wells or obey orders to deploy weapons of mass destruction. As to the issue of war crimes, Bush says: “War crimes will be prosecuted, war criminals will be punished and it will be no defense to say, ‘I was just following orders.’” [US President, 3/24/2003]

President George Bush sends a “formal determination” on Iraq’s alleged weapons of mass destruction to Congress in the form of a letter to Speaker Dennis Hastert (R-IL) and Senate President Robert Byrd (D-WV). Congress had required, in its October 2002 authorization of military force (see October 10, 2002), that Bush affirm that diplomatic efforts to resolve the Iraq WMD crisis were no longer possible, and that Iraq had tangible ties to the 9/11 attackers or similar terrorists. The letter provides neither. Instead, it merely reiterates the language of the statute itself, using that language as the determination. The determination says that Congress itself had found evidence of Iraq’s diplomatic intransigence and of Iraq’s connections to the 9/11 terrorists, when Congress has found neither. Former Nixon White House counsel John Dean will comment: “Bush, like a dog chasing his tail who gets ahold of it, relied on information the White House provided Congress for its draft resolution; then he turned around and claimed that this information (his information) came from Congress. From this bit of sophistry, he next stated that these congressional findings were the basis of his ‘determination.’” The only additional information Bush provides is a citation from Colin Powell’s presentation to the United Nations (see February 5, 2003), where Powell noted the supposed existence of a terrorist training camp in the Salman Pak military facility (see April 6, 2003), a training camp that does not exist. Bush also cites “public reports” indicating that Iraq is harboring al-Qaeda terrorist Abu Musab al-Zarqawi (see October 2, 2002), and that Iraq has “provided training in document forgery and explosives to [al-Qaeda].” Bush provides no evidence of his claims. Dean writes that the law has stringent requirements for such “presidential determinations,” mandating solid evidence, legal citations, and so forth, but Bush’s “determination” contains none of this. “If there is a precedent for Bush’s slick trick to involve America in a bloody commitment, where the Congress requires as a condition for action that the president make a determination, and the president in turn relies on a whereas clause… and a dubious public report… I am not aware of it and could not find anything even close.” [Dean, 2004, pp. 148-152]

President Bush calls British Prime Minister Tony Blair, his central ally in the US’s “coalition of the willing.” After speaking to Blair, Bush goes to the White House Situation Room, where a videoconference with his field commanders in the Persian Gulf is set up. Bush asks if they are ready to commence hostilities against Iraq; each one answers in the affirmative. Bush then says: “For the peace of the world and the benefit and freedom of the Iraqi people, I hereby give the order to execute Operation Iraqi Freedom. May God bless our troops” (see March 19, 2003). He later goes for a walk outside his office. He will recall: “I prayed as I walked around the circle. US forces fire more than 40 Tomahawk missiles at the Dora Farms compound on the Tigris River, where intelligence intercepts have indicated that Saddam Hussein may be holed up in an underground bunker. The Tomahawks are accompanied by “bunker-buster” bombs from F-117 Stealth fighters. The strike is an attempt to “decapitate” Iraq’s military and government by killing the dictator in the first hours of the assault (see March 19, 2003). The missile barrage destroys all of the building in the compound except the main palace. Unfortunately for the US military planners, Hussein is not at the compound; later intelligence learns that Hussein has not been at the Dora Farms complex since 1995. Hussein is at a safe house in Baghdad, watching the international television coverage of the strike and drafting a message to the Iraqi people. Hussein will remain in Baghdad for weeks, moving from safe house to safe house; though American forces will strike at numerous targets in Baghdad, none will come close to Hussein’s locations. The New York Times reveals that CIA analysts acknowledge being pressured to shape their intelligence reports on Iraq to conform to Bush administration policies. In particular, they were pressured to find or create evidence that Iraq had links to al-Qaeda. [New York Times, 3/23/2003] In 2004, Times editor Daniel Okrent will admit that the story was “completed several days before the invasion (see March 19, 2003) and unaccountably held for a week,” not appearing until three days after the war began, when it “was interred on Page B10.” [New York Times, 5/30/2004; Rich, 2006, pp. 192] For months, some CIA analysts have privately expressed concerns over the forcible shaping of their reports to colleagues and Congressional officials, but until now have not revealed those concerns to reporters. “A lot of analysts have been upset about the way the Iraq-al-Qaeda case has been handled,” a senior intelligence official says. The revelation that the claims of Iraq’s attempt to buy uranium from Niger were false (see March 7, 2003) sparked some analysts to come forward. One government official says, “The forgery heightened people’s feelings that they were being embarrassed by the way Iraqi intelligence has been handled.” The intelligence official says: “As we have become an integral component informing the debate for policy makers, we have been asked a lot of questions. I’m sure it does come across as a pressured environment for analysts. I think there is a sense of being overworked, a sense among analysts that they have already answered the same questions. But if you talk to analysts, they understand why people are asking, and why policy makers aren’t accepting a report at face value.” Other analysts have discussed leaving the agency over their frustration with the way intelligence is being manipulated by the Bush administration. Another government official says, “Several people have told me how distraught they have been about what has been going on.” A CIA official says no analysts have resigned in protest over the management of Iraqi intelligence. Embroiled in controversy over multiple conflicts of interests, Richard Perle resigns his position as chairman of the Defense Advisory Panel (DAP). [CNN, 3/28/2003] His resignation is the result of criticism of his mix of business activities as an investor, consultant, lobbyist, and political advocacy as an adviser to Secretary of Defense Donald Rumsfeld. In the weeks prior to his resignation, the New Yorker revealed that Perle’s venture capital firm, Trireme Partners LP, solicited funds from Saudi financiers, despite Perle’s vociferous criticisms of the Saudi government (see March 17, 2003). (Perle had notably invited a RAND Corp. analyst to give the DAP a briefing advocating the overthrow of the Saudi regime.) According to multiple sources, the Defense Department’s head of intelligence, Stephen Cambone, dispatches a quasi-military team to Iraq in the weeks after the invasion. Cambone’s “off-the-books” team, consisting of four or five men, operates under the auspices of Defense Department official Douglas Feith and the Office of Special Plans (OSP—see September 2002). The team is tasked to secure the following, in order of priority: downed Navy pilot Scott Speicher, Iraq’s WMD stockpiles, and Saddam Hussein. The sources, who speak to reporter Larisa Alexandrovna in 2006 on the condition of anonymity, include three US intelligence sources and a person with close ties to the United Nations Security Council. Speicher, classified as “killed in action” (KIA) after being shot down in 1991 during Operation Desert Storm, was touted by Iraqi National Congress leader Ahmed Chalabi (see 1992-1996, November 6-8, 2001, December 20, 2001, and February 2002) as alive and held as a prisoner of war as part of Chalabi’s push for the US invasion of Iraq. Chalabi also told Bush administration officials of enormous stockpiles of chemical and biological WMD throughout Iraq (see Summer 2002, Fall 2002, and Early 2003). Cambone’s team operates outside the auspices of other officially sanctioned groups such as Task Force 20 and other units operating in Iraq before the invasion itself, though the team may be comprised of TF20 personnel. The team is not tasked with actually finding and destroying any WMD stockpiles so much as it is ordered to find such a stockpile and thereby solve what the UN Security Council source calls the administration’s “political WMD” problem. “They come in the summer of 2003, bringing in Iraqis, interviewing them,” the UN source later says. “Then they start talking about WMD and they say to [these Iraqi intelligence officers] that ‘Our president is in trouble. He went to war saying there are WMD and there are no WMD. What can we do? Can you help us?’” [Raw Story, 1/5/2006]

Miller had written a number of front-page Times stories before the war, strongly suggesting Iraq was pursuing WMD programs; all those stories will later be proven incorrect (see November 6-8, 2001, September 8, 2002, April 20, 2003, September 18, 2002, and July 25, 2003). Miller plays what the press will later call a “highly unusual role” with the unit. One US official will later claim that she turns the unit into a “rogue operation.” [Washington Post, 6/25/2003]
Accepting Military Restrictions - Miller accepted an unusual set of restrictions from the military in order to embed with MET Alpha. Most embedded journalists agreed not to report on forthcoming military tactics and to conceal sensitive information about troop movements and positions. Miller, on the other hand, agreed to allow the military to censor her work, and agreed not to publish items until they were approved by military officials. MET Alpha public affairs officer Eugene Pomeroy, who works closely with her, will later recall the agreement, saying that Miller helped negotiate the terms, and will recall the agreement being so sensitive that Defense Secretary Donal Rumsfeld signed off on it. According to the agreement, Pomeroy will recall: “Any articles going out had to be, well, censored. The mission contained some highly classified elements and people, what we dubbed the ‘Secret Squirrels,’ and their ‘sources and methods’ had to be protected and a war was about to start.” Miller’s copy is censored by a colonel, presumably MET Alpha commander Colonel Richard McPhee, who, according to Pomeroy, often reads her work in his sleeping bag, clutching a small flashlight between his teeth. Sometimes, while traveling with the unit, Miller wears a military uniform. [New York Magazine, 5/21/2005]
Threats and Connections - Miller, who has the reputation of being a “diva,” is friends with powerful neoconservatives such as Rumsfeld, his deputy, Paul Wolfowitz, Undersecretary of Defense for Policy Douglas Feith, Pentagon adviser Richard Perle, and other figures in the Pentagon and the Bush administration. One military officer will later claim Miller sometimes “intimidated” Army soldiers by mentioning her relationship to Rumsfeld or Feith, saying, “Essentially, she threatened them,” to get the unit to do her bidding. Another officer says Miller “was always issuing threats of either going to the New York Times or to the secretary of defense. There was nothing veiled about that threat.” This officer adds that MET Alpha “was allowed to bend the rules.” [Washington Post, 6/25/2003; New York Magazine, 5/21/2005] In 2005, reporter Franklin Foer will write: “While Miller might not have intended to march in lockstep with these hawks, she was caught up in an almost irresistible cycle. Because she kept printing the neocon party line, the neocons kept coming to her with huge stories and great quotes, constantly expanding her access.” [New York Magazine, 5/21/2005]
Miller Influences Where the Unit Will Go - On April 21, MET Alpha is ordered to withdraw to the southern Iraqi town of Talil, but Miller objects in a handwritten note to two public affairs officers. Her note says: “I see no reason for me to waste time (or MET Alpha, for that matter) in Talil.… Request permission to stay on here with colleagues at the Palestine Hotel till MET Alpha returns or order to return is rescinded. I intend to write about this decision in the [New York] Times to send a successful team back home just as progress on WMD is being made.” Miller challenges the plan to go to Talil, and takes her concerns to Major General David Petraeus, commander of the 101st Airborne. Petraeus does not have direct authority over McPhee, the commander of the 75th Exploitation Task Force, which contains the MET Alpha unit. But McPhee rescinds the withdrawal order after Petraeus advises him to do so. [Washington Post, 6/25/2003; New York Magazine, 5/21/2005]
Redirecting the Unit's Mission - Miller is also friends with Iraqi National Congress (INC) leader Ahmed Chalabi, who gave her leads for many later-debunked stories. More than half a dozen military officers will later claim that Miller acts as a go-between between Chalabi and the unit. On one occasion in April she takes some unit leaders to Chalabi’s headquarters, where the unit takes custody of Jamal Mustafa Sultan Tikriti, Saddam Hussein’s son-in-law, number 40 on the US’s most wanted list. She also sits in on his debriefing. None of the members of the unit have any experience in interrogation. Several US military officials will say they are upset that completely untrained officers led the debriefing of Tikriti. One Chalabi aide will explain why they turned Tikriti over to the MET Alpha unit instead of using the ANC’s usual contacts with the US miliary, saying, “We told Judy because we thought it was a good story.” When Miller later writes a story about Tikriti’s capture, she will claim that the handover was pure coincidence, as leaders of the unit “happened to be meeting” with Chalabi to “discuss nonproliferation issues.” One official will later complain that the unit became the “Judith Miller team” when she effectively redirected it from finding WMDs to holding and interrogating high-ranking prisoners. A military officer will later say: “This was totally out of their lane, getting involved with human intelligence.… [Miller] came in with a plan. She was leading them.… She ended up almost hijacking the mission.” A senior staff officer of the 75th Exploitation Task Force will similarly complain, “It’s impossible to exaggerate the impact she had on the mission of this unit, and not for the better.” [Washington Post, 6/25/2003]
Guarding Her Access - Pomeroy and another witness will recall Miller jealously guarding her access from other reporters. In one instance, when Washington Post reporter Barton Gellman travels with the unit for a day, Miller orders the unit’s troops not to speak to him. According to Pomeroy, “She told people that she had clearance to be there and Bart didn’t.” [New York Magazine, 5/21/2005]
Miller Has Unit Investigate Dubious Tips from Chalabi - In other cases, the unit apparently follows leads given to Miller by Chalabi or his aides. For instance, it discovers Iraqi intelligence documents and maps related to Israel, and Miller writes a story about this. Chalabi aide Zaab Sethna will later say: “We thought this was a great story for the New York Times.… That came from us.” While embedded with the unit, Miller writes stories for the Times strongly suggesting the unit has discovered WMDs. For instance, one of her headlines is “US Analysts Link Iraq Labs to Germ Arms,” and another is “US Experts Find Radioactive Material in Iraq.” But like her pre-war stories about WMDs in Iraq, these stories also will be completely discredited. It is unclear how long Miller hijacks the MET Alpha unit for, but the Washington Post will publish an expose about these connections in late June 2003. [Washington Post, 6/25/2003] In late 2003, Miller will say that her reliance on Chalabi’s information is “exaggerated.” [New York Review of Books, 2/26/2004] In 2005, Foer will call Miller one of “Chalabi’s credulous allies” along with a number of Bush administration officials. The Times will not acknowledge the breadth of Chalabi’s influence on the reports it published by Miller until May 2005, but will refuse to connect Chalabi and Miller. Foer will note that although Miller had more access to MET Alpha than any other reporter, “she was the only major reporter on the WMD beat to miss the story so completely.” [New York Magazine, 5/21/2005]
A Mouthpiece for the Administration? - In 2004, Miller tells columnist and media expert Michael Massing that as an investigative reporter in the intelligence area, “my job isn’t to assess the government’s information and be an independent intelligence analyst myself. My job is to tell readers of the New York Times what the government thought about Iraq’s arsenal.” Massing will write, “Many journalists would disagree with this; instead, they would consider offering an independent evaluation of official claims one of their chief responsibilities.” [New York Review of Books, 2/26/2004]
Admission of Error - In late 2005, Miller will admit that her reporting on Iraqi WMD issues was almost “entirely wrong” (see October 16, 2005).

[Source: Public domain]Former CIA Director James Woolsey says the US is engaged in a world war, and that it could continue for years: “As we move toward a new Middle East, over the years and, I think, over the decades to come… we will make a lot of people very nervous.” He calls it World War IV (World War III being the Cold War according to neoconservatives like himself ), and says it will be fought against the religious rulers of Iran, the “fascists” of Iraq and Syria, and Islamic extremists like al-Qaeda. He singles out the leaders of Egypt and Saudi Arabia, saying, “We want you nervous.” This echoes the rhetoric of the PNAC, of which Woolsey is a supporter, and the singling out of Egypt and Saudi Arabia echoes the rhetoric of the Defense Policy Board, of which he is a member. In July 2002 (see July 10, 2002), a presentation to that board concluded, “Grand strategy for the Middle East: Iraq is the tactical pivot. Saudi Arabia the strategic pivot. The National Intelligence Council issues a Sense of the Community Memorandum (SOCM) expressing doubt that Iraq attempted to purchase uranium from Niger. “We judge it highly unlikely that Niamey has sold uranium yellowcake to Baghdad in recent years. The IC agrees with the IAEA assessment that key documents purported showing a recent Iraq-Niger sales accord are a fabrication. We judge that other reports from 2002—one alleging warehousing of yellowcake for shipment to Iraq, a second alleging a 1999 visit by an Iraqi delegation to Niamey—do not constitute credible evidence of a recent or impending sale.” The SOCM report notes also that “the current government of Niger [redacted in source] probably would report such an approach by the Iraqis, especially because a sale would violate UN resolution 687.” [US Congress, 7/7/2004, pp. 71]

The facility has been identified by several Iraqi National Congress defectors as a training facility for foreign terrorists, possibly aligned with al-Qaeda (see November 6-8, 2001). [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] The day of the raid, Brigadier General Vincent Brooks attempts to give the impression that US forces have found evidence that the camp was used to train terrorists, telling reporters that the camp was hit “in response to information that had been gained by coalition forces from some foreign fighters that we encountered from other country, not Iraq, and we believe that this camp had been used to train these foreign fighters in terror tactics…. The nature of the work being done by some of those people that we captured, their inferences to the type of training that they received, all of these things give us the impression that there was terrorist training that was conducted at Salman Pak.” Brooks says that tanks, armored personnel carriers, buildings used for “command and control and… morale and welfare” were destroyed. “All of that when you roll it together, the reports, where they’re from, why they might be here tell us there’s a linkage between this regime and terrorism and that’s something that we want to break…. There’s no indications of specific organizations that I’m aware of inside of that. We may still find it as with all operations that we conduct into a place, we look for more information after the operation is complete. We’ll pull documents out of it and see what the documents say, if there’s any links or indications. We’ll look and see if there’s any persons that are recovered that may not be Iraqi.” [CNN, 4/6/2003] However, US forces find no evidence whatsoever of any terrorists training activities at the camp. The story had a sensational effect in the media, and helped feed the public impression that the regime of Saddam Hussein was connected in some way with the 9/11 terrorists, but others, from Iraqi spokespersons to former US intelligence officials, asserted before the March 2003 invation that the Salman Pak facility was built, not for training terrorists, but for training Iraqi special forces to combat passenger jet hijackers. The facility formerly housed an old fuselage, generally identified as being from a Boeing 707, used in the training, and has been used in counter-terrorism training since the mid-1980s. A former CIA station chief says the agency assisted the Iraqis in their training: “We were helping our allies everywhere we had a liaison.” The former station chief adds that it is unlikely that the Iraqis, or anyone else, would train for terrorist strikes in an open facility easily spotted by satellite surveillance and human observers. “That’s Hollywood rinky-dink stuff,” he says. “They train in basements. You don’t need a real airplane to practice hijacking. The 9/11 terrorists went to gyms. But to take one back you have to practice on the real thing.” The US forces comb through Salman Pak, and find nothing to indicate that the facility was used for anything except counter-terrorism training. [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] In 2004, a senior US official will say of the claims about Salman Pak as a terrorist training facility, “We certainly have found nothing to substantiate that.” [Knight Ridder, 3/15/2004] In 2006, the Senate Intelligence Committee will report similar findings (see ISeptember 8, 2006). The CIA doubted reports of Salman Pak being used as a terrorist training camp as early as 2003 (see January 2003). And former UN weapons inspector Scott Ritter was debunking those stories in 2002 (see August 2002).

In 2007, CIA Director George Tenet will write in a book, “Once US forces reached Baghdad (see April 9, 2003), they discovered—stacked where they could easily find them—purported Iraqi intelligence service documents that showed much tighter links between Saddam [Hussein] and [Abu Musab] al-Zarqawi, and Saddam and al-Qaeda.” CIA analysts work with the Secret Service to check the paper and ink, plus to verify the details mentioned in the documents. But “time and again” the documents turn out to be forgeries. “It was obvious that someone was trying to mislead us. But these raw, unevaluated documents that painted a more nefarious picture of Iraq and al-Qaeda continued to show up in the hands of senior [Bush] administration officials without having gone through normal intelligence channels.” [Tenet, 2007, pp. 356] For instance, one forged document found in December 2003 and reported on by the press will purport that 9/11 hijacker Mohamed Atta went to Iraq to be trained by Iraqi intelligence agents (see December 14, 2003). Tenet will not speculate who is behind the forgeries.

Single Unidentified 'Scientist' as Source - Miller’s source is identified as an Iraqi scientist who claims to have worked in Iraq’s chemical weapons program for over a decade; this scientist is said to have told an American military team hunting for unconventional weapons in Iraq, the Mobile Exploitation Team Alpha, or MET Alpha (see April-May 2003), of the stockpiles. According to MET Alpha, the scientist has taken the team to a supply of material he buried in his backyard—“precursors for a toxic agent”—as evidence of Iraq’s illicit weapons programs. The scientist also claims that Iraq sent unconventional weapons and technology to Syria, and has been cooperating with al-Qaeda. In the last years of the Hussein regime, Miller reports the scientist as claiming, Iraq “focused its efforts… on research and development projects that are virtually impervious to detection by international inspectors, and even American forces on the ground combing through Iraq’s giant weapons plants.” MET Alpha refuses to identify the scientist, saying to do so would imperil his safety, and does not take Miller to see the scientist’s buried supply of materials. According to Miller, the team describes the scientist’s assertions and his cache of materials as “the most important discovery to date in the hunt for illegal weapons.” Moreover, Miller writes that the discovery “supports the Bush administration’s charges that Iraq continued to develop those weapons and lied to the United Nations about it. Finding and destroying illegal weapons was a major justification for the war.”
Military Controlled, Vetted Report - Miller admits to not interviewing the scientist, not being permitted to write about the scientist for three days, and having her report vetted by military officials before submitting it for publication. She says that portions of her report detailing the chemicals located by the MET Alpha team were deleted, again for fear that such reporting might place the scientist in jeopardy. Neither Pentagon officials in Washington nor CENTCOM officials in Qatar will verify that the scientist is actually working with American forces. Miller’s only contact with the scientist is viewing him “from a distance at the sites where he said that material from the arms program was buried,” where he wore a baseball cap and pointed at spots in the sand where he claimed chemical weapons materials were buried.
'Incalculable Value' - Miller quotes the commander of the 101st Airborne, Major General David Petraeus, as calling the potential of MET Alpha’s work “enormous.” Petraeus adds: “What they’ve discovered could prove to be of incalculable value. Though much work must still be done to validate the information MET Alpha has uncovered, if it proves out it will clearly be one of the major discoveries of this operation, and it may be the major discovery.” [New York Times, 4/21/2003] The day after her report is published, Miller will tell a PBS interviewer: “I think they found something more than a smoking gun.… What they’ve found is… a silver bullet in the form of a person, an Iraqi individual, a scientist, as we’ve called him, who really worked on the programs, who knows them firsthand, and who has led MET Alpha people to some pretty startling conclusions.” Asked if the report will confirm “the insistence coming from the US government that after the war, various Iraqi tongues would loosen, and there might be people who would be willing to help,” Miller responds: “Yes, it clearly does.… That’s what the Bush administration has finally done. They have changed the political environment, and they’ve enabled people like the scientists that MET Alpha has found to come forth.” [American Journalism Review, 8/2003; Huffington Post, 1/30/2007]
Report Almost Entirely Wrong - Miller’s reporting will be proven to be almost entirely wrong. Neither Miller nor MET Alpha will ever produce any tangible evidence of the scientist’s claims, including the so-called “evidence” he claims he buried in his backyard. And, Miller will later admit, the “scientist” was actually a former Iraqi military intelligence officer with no connection to Iraq’s WMD programs (see July 25, 2003). [Slate, 7/25/2003] Other reporters, such as the Washington Post’s Barton Gellman and the Associated Press’s Dafna Linzer, report that teams such as MET Alpha have found nothing of use. Linzer will soon report that nothing the Iraqi scientist claims can be verified. And Miller will admit that much of the information she has published in the Times has come from Iraqi National Congress head Ahmed Chalabi (see May 1, 2003), a known fabricator (see 1992-1996, (1994), November 6-8, 2001, Summer 2002, Early 2003, and July 9, 2004). Barry McCaffrey.Barry McCaffrey. [Source: NBC]The Nation examines the use of so-called “military analysts” by the broadcast news media, retired generals and high-ranking officers brought on camera to share their knowledge and expertise regarding the invasion of Iraq. The report finds that, like Defense Secretary Donald Rumsfeld and many other administration officials and supporters, the retired military analysts have consistently taken a pro-military, pro-administration slant that has led many of them to make consistently wrong judgments and analyzes. It will be five years before the New York Times exposes the Pentagon propaganda operation in which many of these analysts take part (see April 20, 2008 and Early 2002 and Beyond).
Ideological and Financial Interests in Promoting the War - While many of them indeed have what one analyst, retired Lieutenant General Barry McCaffrey, calls “a lifetime of experience and objectivity,” many of them also have what the report terms as “ideological or financial stakes in the war. Many hold paid advisory board and executive positions at defense companies and serve as advisers for groups that promoted an invasion of Iraq.” As a result, the report says, these analysts’ objectivity must be questioned. McCaffrey and his colleague, retired Colonel Wayne Downing, both NBC analysts, are both on the advisory board of the Committee for the Liberation of Iraq, a lobbying group formed to bolster public support for the invasion. Its mission is to “engage in educational advocacy efforts to mobilize US and international support for policies aimed at ending the aggression of Saddam Hussein,” and it deliberately reaches out to influence reporting in both the US and European media. Downing has also served as an unpaid adviser to Ahmed Chalabi’s Iraqi National Congress, a prime source of the fraudulent propaganda and disinformation that provided a rationale for the war (see June 1992 and (1994)). NBC viewers are unaware of McCaffrey’s and Downing’s connections to these pro-war organizations.
McCaffrey and IDT - Neither are they aware of McCaffrey’s seat on the board of four defense firms—Mitretek, Veritas Capital, Raytheon Aerospace, and Integrated Defense Technologies (IDT)—all which have multimillion-dollar defense contracts. IDT is of particular interest, as stock analysts believe that its currently floundering financial state could be remedied by hefty government contracts. McCaffrey has been an outspoken critic of Rumsfeld and his war policies, but his primary objection is his repeated statement that “armor and artillery don’t count” enough in the offensive. He recently told an MSNBC audience, “Thank God for the Abrams tank and… the Bradley fighting vehicle,” and added that the “war isn’t over until we’ve got a tank sitting on top of Saddam’s bunker.” In March 2003, IDT received over $14 million in contracts relating to Abrams and Bradley machinery parts and support hardware.
Downing and Metal Storm - Downing is a board member of Metal Storm Ltd, a ballistics-technology company with both US and Australian defense contracts. According to its executive director, Metal Storm’s technologies will “provide some significant advantage” in the type of urban warfare being fought in Iraq.
Fox News and wvc3 - Fox News analysts Lieutenant Colonel William Cowan and Major Robert Bevelacqua are CEO and vice president, respectively, of the wvc3group, a defense consulting firm that serves as a liaison between arms companies and the US government. The firm recently signed a contract to promote military aviation equipment produced by a New Zealand firm. The firm promotes itself by advising potential customers of its inside contacts with the US military and the Defense Department. A message on its Web site, augmented by a sound file of loud gunfire, reads, “We use our credibility to promote your technology.” Another Fox analyst, Major General Paul Vallely, represents several information-technology firms. Vallely is most valuable, says Fox bureau chief Kim Hume, as a commentator on psychological operations.
Little Concern at the Networks - The networks are relatively uninterested in any potential conflicts of interest or possible promotions of ideological or financial agendas. Elena Nachmanoff, vice president of talent development at NBC News, dismisses any such concerns: “We are employing them for their military expertise, not their political views.” She says that the analysts play influential roles behind the cameras at NBC, helping producers decide on what to report and how to report it. But, she says, defense contracts are “not our interest.” Hume says that Fox “expect[s] the analysts to keep their other interests out of their commentary, or we stop using them.” Hume admits that Fox has never severed its connection with any analyst, though it is aware of Cowan’s, Bevelacqua’s, and Vallely’s ties to their respective defense firms. Interestingly, Vallely, the expert on so-called “psyops” warfare, developed a concept he called “MindWar,” a psychological propaganda strategy that uses, in his words, “electronic media—television and radio” in the “deliberate, aggressive convincing of all participants in a war that we will win that war.” Nation reporters Daniel Benaim, Priyanka Motaparthy, and Vishesh Kumar muse, “With the televised version of Operation Iraqi Freedom, we may be watching his theory at work—and at a tidy profit, too.” [Nation, 4/21/2003]

In an email to New York Times Baghdad bureau chief John Burns, reporter Judith Miller defends a story she filed on Ahmed Chalabi, which had scooped a major story being written by another Times reporter. In her email she reveals that Chalabi was the source of most of her reporting on Iraq’s alleged arsenal of WMD. She writes: “I’ve been covering Chalabi for about 10 years, and have done most of the stories about him for our paper, including the long takeout we recently did on him. He has provided most of the front page exclusives on WMD to our paper.” [Washington Post, 5/26/2003] Miller has long relied on Chalabi as a primary source for information about Iraq. She has also proven more than willing—“eager,” in author Craig Unger’s words—to pass along information and disinformation alike from Chalabi and the White House about Iraq and its supposed WMD program. Nicholas Kristof.Nicholas Kristof. [Source: Women's Conference]New York Times columnist Nicholas Kristof, citing unnamed sources, breaks the story of former US diplomat Joseph Wilson’s February 2002 trip to Niger (see February 21, 2002-March 4, 2002). Kristof’s source for the story is Wilson, who he recently met at a political conference in Washington that was sponsored by the Senate Democratic Policy Committee (see Early May 2003). The following morning, they met for breakfast, and Wilson recounted the details of his trip. Kristof writes in part: “I’m told by a person involved in the Niger caper that more than a year ago the vice president’s office asked for an investigation of the uranium deal, so a former US ambassador to Africa was dispatched to Niger.… In February 2002, according to someone present at the meetings, that envoy reported to the CIA and State Department that the information was unequivocally wrong, and that the documents had been forged.” [New York Times, 5/6/2003; Vanity Fair, 5/2004, pp. 282] In response to the column, Patrick Lang, the former head of the DIA’s Middle Eastern affairs bureau, tells Kristof that the office of Defense Secretary Rumsfeld had pressured the US intelligence community before the war, asking analysts “to think it over again” when they filed reports skeptical of Iraq’s WMD programs. Lang also says that any intelligence warning “that Iraqis would not necessarily line up to cheer US troops, and that the Shi’ite clergy could be a problem,” was also unwelcome at the Defense Department. [Rich, 2006, pp. 97] In 2007, author Craig Unger will write: “Now the secret was out with regard to the Niger documents. Not only had the IAEA [International Atomic Energy Agency] determined that they were forgeries (see February 17, 2003), but it was clear that the administration knew the Niger deal was phony even before Bush cited them in the State of the Union address” (see March 8, 2002 and 9:01 pm January 28, 2003). [Unger, 2007, pp. 309] Wilson expects a certain amount of criticism and opprobrium from the White House and its allies in the media over the column, but as his wife, senior CIA case officer Valerie Plame Wilson, will later write, “In retrospect, if anything, he underestimated the potential for those in the administration, and their allies, to change the subject from the lies in the president’s address to lies about us.” [Wilson, 2007, pp. 108]

May 23, 2003: Paul Bremer Dissolves Iraqi Army

Paul Bremer, head of the Office of the Coalition Provisional Authority in Iraq, issues Order 2 formally dissolving the Iraqi Army and other vestiges of the old Ba’athist state. [CNN, 5/23/2003; Coalition Provisional Authority, 5/23/2003] The order, drafted by Douglas Feith’s office in the Pentagon and approved by the White House, triggers mass protests among the estimated 300,000 to 500,000 former Iraqi soldiers who are left without a job and who are given only a small, one-time, $20 emergency payment. [New York Times, 5/24/2003; Agence France Presse, 5/26/2003; Isikoff and Corn, 2006, pp. 225] Together with the de-Ba’athification program, the disbanding of the Iraqi Army leads to some 500,000 people losing their source of income. Criticism - The action will be highly criticized as a major blunder of the war. The decision was made by Walter Slocombe, a security adviser to Bremer, who proclaims that “We don’t pay armies we defeated.” A colonel on Jay Garner’s staff (see January 2003) will later say: “My Iraqi friends tell me that this decision was what really spurred the nationalists to join the infant insurgency. We had advertised ourselves as liberators and turned on these people without so much as a second thought.” [Atlantic Monthly, 12/2005]
Garner's Reaction - Garner himself will later speak on the subject, telling a Vanity Fair reporter: “My plan was to not disband the Iraqi Army but to keep the majority of it and use them. And the reason for that is we needed them, because, number one, there were never enough people there for security. [A US military commander told him the US Army was guarding a lot of places it had not planned to guard.] So we said, OK, we’ll bring the Army back. Our plan was to bring back about 250,000 of them. And I briefed [Defense Secretary] Rumsfeld. He agreed. [Deputy Defense Secretary] Wolfowitz agreed. [National Security Adviser] Condoleezza Rice agreed. [CIA Director] George [Tenet] agreed. Briefed the president on it. He agreed. Everybody agreed. So when that decision [to disband] was made, I was stunned.”
Iraqi Colonel's Reaction - US and UN weapons inspector Charles Duelfer will later say of the decision: “One Iraqi colonel told me, ‘You know, our planning before the war was that we assumed that you guys couldn’t take casualties, and that was obviously wrong.’ I looked at him and said, ‘What makes you think that was wrong?’ He goes, ‘Well, if you didn’t want to take casualties, you would have never made that decision about the Army.’” [Vanity Fair, 2/2009]

A fact-finding mission sponsored by the Pentagon’s Defense Intelligence Agency arrives in Baghdad to determine whether two trailers found in Iraq (see April 19, 2003; May 9, 2003) are meant for the production of biological weapons. The mission, known as the “Jefferson Project,” is led by a team of eight Americans and one Briton, all experts in the field of biological weapons. Each has “at least a decade of experience in one of the essential technical skills needed for bioweapons production,” according to the Washington Post. Within four hours, according to one of the team members, it becomes “clear to everyone that these [are] not biological labs.” News of the team’s assessment causes a controversy in Washington, where a CIA analyst has already authored a white paper (see May 28, 2003) calling the trailers “the strongest evidence to date that Iraq was hiding a biological warfare program.” [Washington Post, 4/12/2006]

A Pentagon-sponsored fact-finding mission (see May 25, 2003) concludes in a three-page field report that two trailers recently found in Iraq (see April 19, 2003; May 9, 2003) have nothing to do with biological weapons. The report’s authors are nine US and British civilian scientists and engineers, all of whom have “extensive experience in all the technical fields involved in making bioweapons,” according to the Washington Post. The report’s conclusions are agreed upon by all the team’s members. In spite of the report’s conclusions, the CIA and DIA will go ahead with plans to publicly release a white paper (see May 28, 2003) alleging that the trailers are mobile biological weapons factories. According to the subsequent investigation by special counsel Patrick Fitzgerald, Vice President Dick Cheney’s chief of staff, Lewis “Scooter” Libby, calls the State Department to ask about the results of former ambassador Joseph Wilson’s trip to Niger (see February 21, 2002-March 4, 2002). Libby is particularly interested in learning who the “unnamed ambassador” was, and who sent Wilson to Niger. [Raw Story, 11/2/2005; Dubose and Bernstein, 2006, pp. 216] According to the New York Times, Libby asks an undersecretary of state, presumably Marc Grossman (see 12:00 p.m. June 11, 2003), for the information. [New York Times, 2006] Grossman later testifies that Libby did indeed contact him for the information (see January 23-24, 2007). Grossman is allegedly involved in a nuclear smuggling ring (see (1997-2002) and Summer 2001), and knows Wilson’s wife, Valerie Plame Wilson, is investigating the ring (see Summer-Autumn 2001).
Libby Contacts Bolton? - However, according to a 2005 report by the news Web site Raw Story, Libby asks Undersecretary of State John Bolton for the information regarding Wilson’s mission to Niger. Bolton refers the query to Grossman, who directs the State Department’s intelligence arm, the Bureau of Intelligence and Research (INR), to prepare a report concerning Wilson and his trip (see June 10, 2003). Within days, Grossman informs Libby of Wilson’s identity. The INR memo is written as part of a work-up order orchestrated by the White House Iraq Group (WHIG—see August 2002). CIA Tells Bolton of Plame Wilson's Identity - Bolton also learns that Wilson’s wife, Valerie Plame Wilson, is a CIA official. He learns this from his chief of staff, Frederick Fleitz, who also serves as a senior CIA Weapons Intelligence, Nonproliferation, and Arms Control official. Bolton tells his aide David Wurmser, who is working concurrently in Cheney’s office. Wurmser passes the information along to another Cheney aide, John Hannah. Around June 11, Fleitz will inform Libby of Plame Wilson’s status (see (June 11, 2003)).
Bolton's Connections to CIA - According to Raw Story, Bolton has “his own connections to agents at the CIA who share… his political philosophy on Iraq.” Greg Thielmann, a former director at the State Department who was assigned to Bolton and entrusted with providing him with intelligence information, will later say of Bolton, “He surrounded himself with a hand-chosen group of loyalists, and found a way to get CIA information directly.” [Raw Story, 11/2/2005]

In the upcoming issue of Vanity Fair, Deputy Secretary of Defense Paul Wolfowitz admits that the Bush administration chose the issue of Iraqi WMD as its primary justification for war, not because it was necessarily a legitimate concern, but because it was, in the words of reporter David Usbourne, “politically convenient.” Wolfowitz also acknowledges that another justification played a strong part in the decision to invade: the prospect of the US being able to withdraw all of its forces from Saudi Arabia (see August 7, 1990) once Saddam Hussein’s regime was overthrown. “Just lifting that burden from the Saudis is itself going to the door” towards making progress elsewhere in achieving Middle East peace, says Wolfowitz. The presence of US forces in Saudi Arabia has been one of the main grievances of al-Qaeda and other Islamist groups. The most controversial statement by Wolfowitz is his acknowledgement that, “For bureaucratic reasons we settled on one issue, weapons of mass destruction, because it was the one reason everyone could agree on.” Usbourne writes, “The comments suggest that, even for the US administration, the logic that was presented for going to war may have been an empty shell.” He notes that finding a rationale for attacking Iraq that was “acceptable to everyone” may refer to Secretary of State Colin Powell, the most prominent Cabinet member to vocally, if privately, oppose the invasion. Powell relied on the WMD issue in his February presentation to the UN Security Council (see February 5, 2003), which many consider to be a key element in the administration’s effort to convince the American citizenry that the invasion was necessary and justified. Democrats: WMD Scare 'Hyped' by Administration - Many Congressional Democrats echo the sentiments of Senator Joseph Biden (D-DE), who says of the administration’s push for war: “I do think that we hyped nuclear, we hyped al-Qaeda, we hyped the ability to disperse and use these weapons. I think that tends to be done by all presidents when they are trying to accomplish a goal that they want to get broad national support for.… I think a lot of the hype here is a serious, serious, serious mistake and it hurts our credibility.” [Washington Times, 5/30/2003]
British Official: Clear That Rationale for War Was False - Former British Foreign Secretary Robin Cook, who quit as leader of the House of Commons to protest the war, says he never believed Iraq had the WMD claimed by US and British government officials. “The war was sold on the basis of what was described as a pre-emptive strike, ‘Hit Saddam before he hits us,’” he says. “It is now quite clear that Saddam did not have anything with which to hit us in the first place.” Former Danish Foreign Minister Niels Helveg Petersen says he is shocked by Wolfowitz’s claim. “It leaves the world with one question: What should we believe?” he says. Wolfowitz Claims Misquoting - After the initial reports of the interview and the resulting storm of controversy and recriminations, Wolfowitz and his defenders will claim that Vanity Fair reporter Sam Tanenhaus misquoted his words and took his statements out of context (see June 1-9, 2003).
Press Official: Selection of WMD as Primary Focus a 'Marketing Choice' - In 2008, current deputy press secretary Scott McClellan will write, “So the decision to downplay the democratic vision as a motive for war was basically a marketing choice.” Reflecting on this choice, he will add: “Every president wants to achieve greatness but few do. As I have heard [President] Bush say, only a wartime president is likely to achieve greatness, in part because the epochal upheavals of war provide the opportunity for transformative change of the kind Bush hoped to achieve. In Iraq, Bush saw his opportunity to create a legacy of greatness. Intoxicated by the influence and power of America, Bush believed that a successful transformation of Iraq could be the linchpin for realizing his dream of a free Middle East. But there was a problem here, which has become obvious to me only in retrospect—a disconnect between the president’s most heartfelt objective in going to war and the publicly stated rationale for that war. Bush and his advisers knew that the American people would almost certainly not support a war launched primarily for the ambitious purpose of transforming the Middle East.” [McClellan, 2008, pp. 131-133]

This is the third of three meetings (see December 9, 2001 and June 2002) between these figures. While no details of the discussions that took place at this meeting are available, it is likely that, like the other two, the main focus of the meeting is the manipulation of “evidence” showing Iraq has weapons of mass destruction in order to provide “proof” that the US invasion of Iraq was justified. (Franklin will later be convicted of passing classified US intelligence to Israel, and will be sentenced to 12 years in prison—see April 13, 1999-2004 and October 5, 2005). Speaking on CNBC’s Capital Report, National Security Adviser Condoleezza Rice says the trailers recently discovered in Iraq (see April 19, 2003; May 9, 2003) were designed to produce biological weapons. “But let’s remember what we’ve already found. Secretary Powell on February 5 (see February 5, 2003) talked about a mobile, biological weapons capability. That has now been found and this is a weapons laboratory trailers capable of making a lot of agent that—dry agent, dry biological agent that can kill a lot of people. So we are finding these pieces that were described… We know that these trailers look exactly like what was described to us by multiple sources as the capabilities for building or for making biological agents. We know that we have from multiple sources who told us that then and sources who have confirmed it now. Now the Iraqis were not stupid about this. They were able to conceal a lot. They’ve been able to scrub things down. According to the investigation by special counsel Patrick Fitzgerald, the CIA faxes Vice President Dick Cheney’s chief of staff, Lewis Libby, classified documents concerning Joseph Wilson’s trip to Niger (see March 4-5, 2002, (March 6, 2002) and March 8, 2002), in response to a recent op-ed by Wilson (see July 6, 2003). Although the documents do not mention Wilson by name, the words “Wilson” and “Joe Wilson,” in Libby’s handwriting, are later found written on one of them. Contained within the report is a section on the Iraq-Niger uranium claims (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), a section that author Craig Unger will call “extraordinary.” The report concludes in part, “At the time the president delivered the State of the Union address (see September 11, 2002, Late September 2002, and 9:01 pm January 28, 2003), no one in the IC [intelligence community] had asked anyone in the White House to remove the sentence from the speech” (see October 5, 2002 and October 6, 2002). But after reviewing the CIA’s reports he realizes that the agency’s evidence is not too solid. He is disappointed to see that the mobile biological weapons trailer allegation was based on just one source—and an iffy one at that, Curveball (see Late January, 2003)—and that the US intelligence community had sided with CIA WINPAC over the Energy Department’s nuclear scientists in the aluminum tubes debate (see October 1, 2002). An internal CIA memorandum addressed to CIA Director George Tenet states that the agency no longer believes allegations that Iraq attempted to purchase uranium from Niger. The highly classified memo, titled “In Response to Your Questions for Our Current Assessment and Additional Details on Iraq’s Alleged Pursuits of Uranium from Abroad,” reads in part, “[S]ince learning that the Iraq-Niger uranium deal was based on false documents earlier this spring we no longer believe that there is sufficient other reporting to conclude that Iraq pursued uranium from abroad.” Tenet asked for the assessment in part because of repeated inquiries from Vice President Dick Cheney and his chief of staff, Lewis Libby, regarding the Iraq-Niger matter and the mission by Joseph Wilson to determine the likelihood of such a purchase (see February 21, 2002-March 4, 2002 and May 29, 2003). However, neither Cheney nor Libby asked for the review. In addition, Tenet wanted the assessment because of the media attention being paid to Wilson’s trip to Niger, and his worry that Congress or the press might raise additional questions about the matter. Soon afterwards, Cheney and Libby are briefed on the memo, but both continue to question the veracity and loyalty of Wilson, and continue to insist that Iraq did, indeed, attempt to purchase Nigerien uranium. Libby is adamant that the CIA is trying to “whitewash” the “truth” behind the Iraq-Niger uranium allegations, and insists that the CIA’s WINPAC (Center for Weapons Intelligence, Nonproliferation, and Arms Control) is primarily responsible for the CIA’s “whitewashing.” He mistakenly believes that Valerie Plame Wilson, Wilson’s wife, works in WINPAC, and has already informed a reporter of his belief (see 8:30 a.m. July 8, 2003). Cheney and others in the Office of the Vice President also apparently believe that Plame Wilson works for WINPAC, though they have already been informed that she is a senior official for the CIA’s counterproliferation division (see (June 12, 2003)) and a covert agent (see 12:00 p.m. June 11, 2003). A Pentagon-sponsored fact-finding mission (see May 25, 2003) completes its final report on a three-week long investigation of the two trailers that were found in Iraq in April and May (see April 19, 2003; May 9, 2003). The team, led by American and British biological weapons experts, determined (see May 27, 2003) that the trailers were not intended to produce biological weapons, as top US and British government officials, including both President Bush and Prime Minister Tony Blair, have publicly stated. According to sources interviewed by the Washington Post, members of the team were asked to alter the conclusions of the 122-page report. “The questioners generally wanted to know the same thing: Could the report’s conclusions be softened, to leave open a possibility that the trailers might have been intended for weapons?” [Washington Post, 4/12/2006]

The New Republic prints a long analysis of the Bush administration’s misleading use of intelligence to create a false impression that Iraq posed an imminent threat to the US. The article anonymously quotes former ambassador Joseph Wilson commenting on the claim that Iraq had tried to purchase weapons-grade uranium from Niger, saying that White House officials “knew the Niger story was a flat-out lie.” The reporters, Spencer Ackerman and John Judis, identify Wilson as “a prominent diplomat, who had served as ambassador to three African countries,” sent to Niger to investigate the uranium claims (see February 21, 2002-March 4, 2002). “They knew the Niger story was a flat-out lie,” Wilson tells the reporters. “They were unpersuasive about aluminum tubes (see Between April 2001 and September 2002 and January 9, 2003) and added this to make their case more persuasive.” (Note: The date of the New Republic article is June 29, but the issue containing it is published over a week earlier.) Woodward informs Libby that he is sending an 18-page list of questions for his upcoming book, Plan of Attack, that he wants to ask Cheney. Count Hans von Sponeck, the UN’s former co-coordinator in Iraq and former UN under-secretary general, during a trip to Iraq, visits two factories near Baghdad which US surveillance equipment has identified as possible biological and chemical weapons production sites. The first plant he visits is the Al-Dora plant, which at one time had produced vaccines for foot-and-mouth disease, but which was destroyed by the UNSCOM weapons inspectors. Hans von Sponeck, who is not an expert in biological or chemical weapons, says of the Al-Dora plant: “‘There is nothing. It is in the same destroyed status. It is a totally locked up institution where there is not one sign of a resumed activity.” Von Sponeck also visits the Al-Fallouja factory, where he witnesses the production of “pesticides, insecticides and material for hygienic purpose in households, on very minor scale,” reports CNN. “Most of the buildings are destroyed,” he tells the news network. Joseph Wilson, the former US ambassador to Gabon and a former diplomatic official in the US embassy in Iraq during the Gulf War (see September 20, 1990), writes an op-ed for the New York Times entitled “What I Didn’t Find in Africa.” Wilson went to Africa over a year ago (see February 21, 2002-March 4, 2002 and July 6, 2003) to investigate claims that the Iraqi government surreptitiously attempted to buy large amounts of uranium from Niger, purportedly for use in nuclear weapons. The claims have been extensively debunked (see February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). Wilson opens the op-ed by writing: “Did the Bush administration manipulate intelligence about Saddam Hussein’s weapons programs to justify an invasion of Iraq? Based on my experience with the administration in the months leading up to the war, I have little choice but to conclude that some of the intelligence related to Iraq’s nuclear weapons program was twisted to exaggerate the Iraqi threat.” Wilson notes his extensive experience in Africa and the Middle East, and says candidly: “Those news stories about that unnamed former envoy who went to Niger? That’s me” (see May 6, 2003). He makes it very clear that he believes his findings had been “circulated to the appropriate officials within… [the] government.”
Journey to Niger - Wilson confirms that he went to Africa at the behest of the CIA, which was in turn responding to a directive from Vice President Cheney’s office. He confirms that the CIA paid his expenses during the week-long trip, and that, while overseas, “I made it abundantly clear to everyone I met that I was acting on behalf of the United States government.” About Nigerien uranium, Wilson writes: “For reasons that are understandable, the embassy staff has always kept a close eye on Niger’s uranium business. I was not surprised, then, when the ambassador [Barbro Owens-Kirkpatrick] told me that she knew about the allegations of uranium sales to Iraq—and that she felt she had already debunked them in her reports to Washington” (see November 20, 2001). Wilson met with “dozens of people: current government officials, former government officials, people associated with the country’s uranium business. It did not take long to conclude that it was highly doubtful that any such transaction had ever taken place.” Wilson notes that Nigerien uranium is handled by two mines, Somair and Cominak, “which are run by French, Spanish, Japanese, German, and Nigerian interests. If the government wanted to remove uranium from a mine, it would have to notify the consortium, which in turn is strictly monitored by the International Atomic Energy Agency. Moreover, because the two mines are closely regulated, quasi-governmental entities, selling uranium would require the approval of the minister of mines, the prime minister, and probably the president. In short, there’s simply too much oversight over too small an industry for a sale to have transpired.” Wilson told Owens-Kirkpatrick that he didn’t believe the story either, flew back to Washington, and shared his findings with CIA and State Department officials. “There was nothing secret or earth-shattering in my report,” he writes, “just as there was nothing secret about my trip.”
State of the Union Reference - Wilson believed that the entire issue was settled until September 2002, when the British government released an intelligence finding that asserted Iraq posed an immediate threat because it had attempted to purchase uranium from Africa (see September 24, 2002). Shortly thereafter, President Bush repeated the charges in his State of the Union address (see 9:01 pm January 28, 2003). Wilson was surprised by the charge, but put it aside after discussing the issue with a friend in the State Department (see January 29, 2003). Wilson now knows that Bush was indeed referring to the Niger claims, and wants to set the record straight.
Posing a Real Nuclear Threat? - Wilson is now concerned that the facts are being manipulated by the administration to paint Iraq as a looming nuclear threat, when in fact Iraq has no nuclear weapons program. “At a minimum,” he writes, “Congress, which authorized the use of military force at the president’s behest, should want to know if the assertions about Iraq were warranted.” He is quite sure that Iraq has some form of chemical and biological weapons, and in light of his own personal experience with “Mr. Hussein and his thugs in the run-up to the Persian Gulf war of 1991, I was only too aware of the dangers he posed.” But, he asks, are “these dangers the same ones the administration told us about? We have to find out. America’s foreign policy depends on the sanctity of its information.… The act of war is the last option of a democracy, taken when there is a grave threat to our national security. More than 200 American soldiers have lost their lives in Iraq already. We have a duty to ensure that their sacrifice came for the right reasons.” [New York Times, 7/6/2003]
'Playing Congress and the Public for Fools' - Former Nixon White House counsel John Dean will write in 2004 that after Wilson’s editorial appears, he checks out the evidence behind the story himself. It only takes Dean a few hours of online research using source documents that Bush officials themselves had cited, from the International Atomic Energy Agency, the Department of Energy, the CIA, and the United Nations. He will write: “I was amazed at the patently misleading use of the material Bush had presented to Congress. Did he believe no one would check? The State Department sends a memo (see June 10, 2003) to Secretary of State Colin Powell as he is traveling with President Bush and other senior White House officials to Africa. Powell is seen during the flight walking around Air Force One with the memo in his hand. The memo concerns the trip by former ambassador Joseph Wilson to Niger, where he learned that allegations of Iraq attempts to purchase Nigerien uranium were false (see February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), and reveals his wife as a covert CIA agent. [New York Times, 7/16/2005; Rich, 2006, pp. 180] The paragraph identifying Valerie Plame Wilson as a CIA official is marked “S-NF,” signfying its information is classified “Secret, Noforn.” Noforn is a code word indicating that the information is not to be shared with foreign nationals. [Washington Post, 7/21/2005; Newsweek, 8/1/2005] When Wilson’s op-ed debunking the uranium claim and lambasting the administration for using it as a justification for war appears in the New York Times (see July 6, 2003), Powell’s deputy, Richard Armitage, calls Carl Ford, the head of the State Department’s internal intelligence unit, the Bureau of Intelligence and Research (INR) at Ford’s home. Armitage asks Ford to send a copy of the Grossman memo to Powell, who is preparing to leave for Africa with Bush. Ford sends a copy of the memo to the White House for transmission to Powell. The memo relies on notes by an analyst who was involved in a February 19, 2002 meeting to discuss whether to send someone to Africa to investigate the uranium claims, and if so, who (see February 19, 2002). The notes do not identify either Wilson or his wife by name, and erroneously state that the meeting was “apparently convened by” the wife of a former ambassador “who had the idea to dispatch” her husband to Niger because of his contacts in the region. Wilson is a former ambassador to Gabon. Plame Wilson has said that she suggested her husband for the trip, introduced him at the meeting, and left after about three minutes (see February 13, 2002). The memo identifies Wilson’s wife as Valerie Wilson; when conservative columnist Robert Novak outs her as a CIA agent (see July 14, 2003), he identifies her by her maiden name, Valerie Plame. The memo will later become a matter of intense interest to investigators attempting to learn how Plame Wilson’s identity was leaked to the press (see (July 15, 2005)). Again Reveals Plame Wilson's CIA Identity - During their two-hour meeting, Libby again tells Miller, who will testify to this conversation over two years hence (see September 30, 2005), that Wilson’s wife is a CIA agent (see June 23, 2003), and this time tells Miller that she works with WINPAC, the CIA’s Weapons Intelligence, Non-Proliferation, and Arms Control bureau that deals with foreign countries’ WMD programs.
Claims that Iraq Tried to Obtain African Uranium - Libby calls Wilson’s Times op-ed (see July 14, 2003) inaccurate, and spends a considerable amount of time and energy both blasting Wilson and insisting that credible evidence of an Iraq-Niger uranium connection indeed exists. He also says that few in the CIA were ever aware of Wilson’s 2002 trip to Niger to verify the uranium claims (see February 21, 2002-March 4, 2002). Miller will write: “Although I was interested primarily in my area of expertise—chemical and biological weapons—my notes show that Mr. Libby consistently steered our conversation back to the administration’s nuclear claims. His main theme echoed that of other senior officials: that contrary to Mr. Wilson’s criticism, the administration had had ample reason to be concerned about Iraq’s nuclear capabilities based on the regime’s history of weapons development, its use of unconventional weapons, and fresh intelligence reports.” Libby gives Miller selected information from the classified National Intelligence Estimate on Iraq (NIE—see October 1, 2002) that he says backs up the administration’s claims about Iraqi WMD and the Iraq-Niger uranium claim. That information will later be proven to be false: Cheney has instructed Libby to tell Miller that the uranium claim was part of the NIE’s “key judgments,” indicating that there was consensus on the claim’s validity. That is untrue. The claim is not part of the NIE’s key judgments, but is contained deeper in the document, surrounded by caveats such as the claims “cannot [be] confirm[ed]” and the evidence supporting the claim is “inconclusive.” Libby does not inform Miller about these caveats. [New York Times, 10/16/2005; Dubose and Bernstein, 2006, pp. 216-217; Rich, 2006, pp. 183-184; Washington Post, 4/9/2006] In subsequent grand jury testimony (see March 24, 2004), Libby will admit to giving Miller a bulleted copy of the talking points from the NIE he wanted her to emphasize. He will tell prosecutor Patrick Fitzgerald that he had it typed by his assistant Jenny Mayfield. “It was less than what I had been authorized to share with her,” he will say, and describes it as about a third of a page in length. Libby Identified as 'Former Hill Staffer' and Not White House Official - Miller agrees to refer to Libby as a “former Hill staffer” instead of a “senior administration official” in any story she will write from this interview. Though technically accurate, that characterization, if it had been used, would misdirect people into believing the information came from someone with current or former connections to Congress, and not from the White House. Miller will not write a story from this interview. In later testimony before a grand jury, Libby will falsely claim that he learned of Plame Wilson’s CIA identity “from reporters.” The reverse is actually true. [New York Times, 10/16/2005; Dubose and Bernstein, 2006, pp. 216-217; Rich, 2006, pp. 183-184] Libby is also apparently aware of Wilson’s 1999 trip to Niger to find out whether Pakistani scientist A. Q. Khan had tried to procure Nigerien uranium (see Late February 1999), as Libby’s notes include the notation “Khan + Wilson?” Cheney’s chief lawyer, David Addington, has also asked Libby about Wilson’s 1999 trip. Miller Learned Plame Wilson Identity from Libby - Miller will later testify that she did not learn Plame Wilson’s identity specifically from Libby, but that testimony will be undermined by the words “Valerie Flame” (an apparent misspelling) written in her notes of this meeting. Judith Yaphe testifies before the 9/11 Commission. Yaphe, a CIA veteran who now teaches at the Pentagon’s National Defense University, is considered one of the agency’s most experienced and knowledgeable Iraq analysts. Yaphe states that while Saddam Hussein was indeed a sponsor of terrorism, it is improbable, based on what is currently known, that Hussein and Iraq had any connections to the 9/11 attacks, nor that a connection between Iraq and al-Qaeda is believable. [National Commission on Terrorist Attacks Upon the United States, 7/9/2003] Yaphe is disturbed by the commission’s apparent acceptance of the testimony of Laurie Mylroie (see July 9, 2003), whose theories about connections between Iraq and al-Qaeda have long been discredited by both intelligence analysts and outside experts. She wonders why Mylroie’s “crazed theories” were being heard at all, and why the commission would risk its credibility by giving Mylroie this kind of exposure. She even speculates that Mylroie’s testimony is some sort of setup by the commission or the staff, and hopes that her own testimony can offset Mylroie’s theories and help discredit Mylroie before the commission. [Shenon, 2008, pp. 130-134] Yaphe tells the commission, in apparent reference to Mylroie, that the use of circumstantial evidence is “troubling” and that there is a “lack of credible evidence to jump to extraordinary conclusions on Iraqi support for al-Qaeda.” She also calls Mylroie’s theories of Iraqi spies using false identities to help execute the 1993 World Trade Center bombings (see February 26, 1993) worthy of a fiction novel and completely unsupported by fact. Senator Pat Roberts (R-KS), the chairman of the Senate Intelligence Committee and a close ally of Vice President Dick Cheney, answers calls to investigate the Iraq-Niger forgeries (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). In March, Roberts refused to sign off on a request from his committee to investigate the Iraq-Niger forgeries (see March 14, 2003). In June, his committee released a report defending the White House’s use of the uranium claims (see June 11, 2003); on that same day, Roberts and fellow Republicans denounced calls to investigate pre-war intelligence (see June 11, 2003). In 2008, current White House press secretary Scott McClellan will write that Roberts’s call for an investigation plays into the administration’s attempts to pin the blame for the uranium claims directly onto the CIA, and in a larger sense to blame the CIA for all the intelligence failures preceding the invasion of Iraq. According to McLellan: “On a broader front, the White House sought to dispel the nation that the intelligence had been ‘cooked’ by showing that it had been provided and cleared by the CIA. Most observers—war critics and supporters, Democrats and Republicans—had shared the assumption that Saddam had WMD programs and likely possessed at least some chemical and biological weapons. White House political strategist Karl Rove, upon concluding a phone conversation with Time reporter Matthew Cooper in which Rove divulged the CIA status of Valerie Plame Wilson (see 11:00 a.m. July 11, 2003), e-mails Deputy National Security Adviser Stephen Hadley about the conversation. “Matt Cooper called to give me a heads-up that he’s got a welfare reform story coming,” Rove writes. “When he finished his brief heads-up he immediately launched into Niger. Isn’t this damaging? Hasn’t the president been hurt? I didn’t take the bait, but I said if I were him I wouldn’t get Time far out in front on this.” According to the Associated Press, this is the first indication that an intelligence official knew Rove talked to Cooper before Cooper’s Time article about Plame Wilson and the White House effort to discredit her husband, war critic Joseph Wilson (see July 17, 2003). Rove will testify about the e-mail to the grand jury investigating the Plame Wilson leak in 2004 (see October 15, 2004 and October 14, 2005), telling the jury that he never intended to leak Plame Wilson’s identity, but rather wanted to warn Cooper about some of the allegations Wilson was making about the White House’s use of intelligence to bolster its case for war with Iraq. Rove is aware that conservative columnist Robert Novak, whom he has already spoken to about Plame Wilson (see July 8, 2003 and July 8 or 9, 2003), is planning an article on the Wilsons (see July 14, 2003). He also knows that CIA Director George Tenet is planning to take responsibility for the false Iraq-Niger uranium claims made by President Bush and other White House officials (see July 11, 2003 and 3:09 p.m. July 11, 2003). [Associated Press, 7/15/2005; Washington Post, 12/3/2005] In 2005, investigative reporter Jason Leopold will note that Rove’s version of the conversation as he recounts it to Hadley is substantially different from the material Cooper records in his notes. Most notably, Rove fails to tell Hadley about his outing of a CIA official. Former ambassador Joseph Wilson, who recently wrote an op-ed for the New York Times revealing his failure to find any validity in the claims of a uranium deal between Iraq and Niger during a fact-finding trip to Africa (see July 6, 2003 and February 21, 2002-March 4, 2002), is pleased at CIA Director George Tenet’s admission that the Iraq-Niger uranium claim “should never have been included in the text written for the president” (see 3:09 p.m. July 11, 2003). According to his wife, senior CIA case officer Valerie Plame Wilson, “Joe felt his work was done; he had made his point.” [Wilson, 2007, pp. 140] Wilson himself will recall believing: “I honestly thought that my exposure in the matter would quickly fade, as the administration would now have to concentrate on the serious question of competence among the members of the president’s staff. I told any interested friends and all inquisitive journalists that as my charges had been satisfactorily answered, I’d have nothing more to say. I honored obligations for interviews that I had previously accepted, but I denied any others in order to allow the waters I’d roiled to still. I thought that surely the focus of the debate would shift away from me. How naive and mistaken I was on that score!” [Wilson, 2004, pp. 335]

Referring to President Bush’s 2003 State of the Union address (see Mid-January 2003 and 9:01 pm January 28, 2003), CIA Director George Tenet says in a written statement: “I am responsible for the approval process in my agency.… These 16 words should never have been included in the text written for the president.” Tenet denies that the White House is responsible for the mistake, putting the blame squarely on himself and his agency. His statement comes hours after Bush blamed the CIA for the words making it into the speech (see July 11, 2003). [CNN, 7/11/2003; Central Intelligence Agency, 7/11/2003; New York Times, 7/12/2003]
CIA Chose to Send Wilson to Niger - Tenet also confirms that it was the CIA’s choice to send former ambassador Joseph Wilson to Niger (see February 21, 2002-March 4, 2002), apparently in an effort to rebut claims that Vice President Dick Cheney ordered the mission. Tenet states: “There was fragmentary intelligence gathered in late 2001 and early 2002 on the allegations of Saddam’s efforts to obtain additional raw uranium from Africa, beyond the 550 metric tons already in Iraq. In an effort to inquire about certain reports involving Niger, CIA’s counterproliferation experts, on their own initiative, asked an individual with ties to the region [Wilson] to make a visit to see what he could learn.” Tenet says that Wilson found no evidence to believe that Iraq had attempted to purchase Nigerien uranium, though this did not settle the issue for either the CIA or the White House. [Central Intelligence Agency, 7/11/2003]
Coordinated with White House - Tenet’s admission was coordinated by White House advisers for what reporter Murray Waas will call “maximum effect.” Deputy National Security Adviser Stephen Hadley, White House political strategist Karl Rove, and Cheney’s chief of staff Lewis Libby had reviewed drafts of Tenet’s statement days in advance; Hadley and Rove had suggested changes in the draft. [National Journal, 3/30/2006] Cheney rejected an earlier draft, marking it “unacceptable” (see July 11, 2003).
White House Joins in Blaming CIA - National Security Adviser Condoleezza Rice also blames the CIA. Peppered with questions from reporters about the claim, she continues the White House attempt to pin the blame for the faulty intelligence on the CIA: “We have a higher standard for what we put in presidential speeches” than other governments or other agencies. “We don’t make the president his own fact witness. That’s why we send them out for clearance.” Had the CIA expressed doubts about the Niger claim before the State of the Union? she is asked (see January 26 or 27, 2003, March 8, 2003, March 23, 2003, April 5, 2003, Early June 2003, June 9, 2003, and June 17, 2003). “The CIA cleared the speech in its entirety,” she replies. “If the CIA, the director of central intelligence, had said, ‘Take this out of the speech,’ (see January 27, 2003) it would have been gone without question. If there were doubts about the underlying intelligence, those doubts were not communicated to the president, to the vice president or to me.… What we’ve said subsequently is, knowing what we know now, that some of the Niger documents were apparently forged, we wouldn’t have put this in the president’s speech—but that’s knowing what we know now.” Another senior White House official, defending the president and his advisers, tells ABC News: “We were very careful with what the president said. We vetted the information at the highest levels.” But another intelligence official, also interviewed by ABC, contradicts this statement. [CNN, 7/11/2003; White House, 7/11/2003; Washington Post, 7/12/2003; New York Times, 7/12/2003; Rich, 2006, pp. 99; McClellan, 2008, pp. 171-172] Tenet’s mea culpa is apparently enough for Bush; press secretary Ari Fleischer says, “The president has moved on.” [White House, 7/11/2003; Rich, 2006, pp. 99] White House press secretary Scott McClellan will later claim that at this point Rice is unaware that her National Security Council is far more responsible for the inclusion than the CIA. He will write that the news media reports “not unfairly” that Rice is blaming the CIA for the inclusion. [McClellan, 2008, pp. 171-172]
News Reports Reveal Warnings Not to Use Claim - Following Tenet’s statement, a barrage of news reports citing unnamed CIA officials reveal that the White House had in fact been explicitly warned not to include the Africa-uranium claim. These reports indicate that at the time Bush delivered his State of the Union address, it had been widely understood in US intelligence circles that the claim had little evidence supporting it. Claim 'Technically True' since British, Not US, Actually Made It - White House officials respond that the dossier issued by the British government contained the unequivocal assertion, “Iraq has… sought significant quantities of uranium from Africa” and that the officials had argued that as long as the statement was attributed to the British intelligence, it would be technically true. Similarly, ABC News reports: “A CIA official has an idea about how the Niger information got into the president’s speech. He said he is not sure the sentence was ever cleared by the agency, but said he heard speechwriters wanted it included, so they attributed it to the British.” The same version of events is told to the New York Times by a senior administration official, who claims, “The decision to mention uranium came from White House speechwriters, not from senior White House officials.” [ABC News, 6/12/2003; CBS News, 7/10/2003; New York Times, 7/14/2003; New York Times, 7/19/2003]
Decision Influenced by Office of Special Plans - But according to a CIA intelligence official and four members of the Senate Intelligence Committee who are investigating the issue, the decision to include the Africa-uranium claim was influenced by the people associated with the Pentagon’s Office of Special Plans (see September 2002). Reactions - Rice says that the White House will not declassify the October 2002 NIE on Iraq (see October 1, 2002) to allow the public to judge for itself whether the administration exaggerated the Iraq-Niger claim; McClellan will write that Rice is currently “unaware of the fact that President Bush had already agreed to ‘selective declassification’ of parts of the NIE so that Vice President Cheney, or his top aide Scooter Libby, could use them to make the administration’s case with selected reporters” (see 8:30 a.m. July 8, 2003). [McClellan, 2008, pp. 171-172] Two days later, Rice will join Bush in placing the blame for using the Iraq-Niger claim solely on the CIA (see July 13, 2003). According to Libby’s notes of the conversation, Cheney says that the CIA has told him that Wilson was sent to Niger “at our behest,” referring to the agency (see Shortly after February 13, 2002). Libby’s notes also state that Cheney told him Wilson’s “wife works in that division.” Plame Wilson is a senior official for the CIA’s Joint Task Force on Iraq (see April 2001 and After), a bureau within the agency’s counterproliferation division. White House press secretary Ari Fleischer, in Nigeria with President Bush and his entourage, hosts an early-morning press gaggle in which he discusses war critic Joseph Wilson and the Iraq-Niger uranium claims. (The gaggle takes place at 8:20 a.m. local time; Eastern Daylight Savings Time in the US is five hours behind.) In light of recent admissions that the claims of Iraqi attempts to buy uranium from Niger were false (see July 11, 2003 and 3:09 p.m. July 11, 2003), Fleischer tries to steer the press’s attention onto Wilson, saying that he “also said that in June 1999 a businessman approached him and insisted that the former official, Wilson, meet an Iraqi delegation to discuss expanding commercial relations between Iraq and Niger. The former official interpreted the overture as an attempt to discuss uranium sales. This is in Wilson’s report back to the CIA. Wilson’s own report, the very man who was on television saying Niger denies it, who never said anything about forged documents, reports himself that officials in Niger said that Iraq was seeking to contact officials in Niger about sales.” Fleischer is referring in part to a 1999 trip by Wilson to Niger to investigate earlier claims of Iraqi interest in Nigerien uranium (see Fall 1999). [White House, 7/12/2003] In the CIA debriefing for his 2002 trip to Niger to investigate the uranium claims (see February 21, 2002-March 4, 2002 and March 4-5, 2002), Wilson did not say that Iraqi officials were attempting to engage Nigerien officials in negotiations to buy uranium; in neither of his missions to Niger did any Nigeriens ask him to meet with Iraqi officials to discuss commercial ventures of any kind. Special prosecutor Patrick Fitzgerald will later subpoena the transcript of Fleischer’s press gaggle for his investigation into the Plame Wilson identity leak (see January 22, 2004). The White House continues to back away from its admission of error concerning President Bush’s claim that Iraq had attempted to buy uranium from Niger (see July 8, 2003 and July 11, 2003). Defense Secretary Donald Rumsfeld and National Security Adviser Condoleezza Rice appear on the Sunday morning talk shows to assert that the “16 words” in Bush’s January speech (see Mid-January 2003 and 9:01 pm January 28, 2003) were “technically correct” because British intelligence, not American intelligence, was the original source of the claim as worded by Bush. The British still stand by the claim, though they refuse to provide evidence. In the interviews, Rice tries to call the claim a “mistake” and simultaneously vouch for its “accuracy.” [Washington Post, 7/26/2003; Rich, 2006, pp. 100] “I believe that Saddam Hussein had weapons of mass destruction,” she says. In particular, Fox News host Tony Snow gives Rice multiple opportunities to state that Iraq had a nuclear weapons program, and that the Iraq-Niger uranium claim is probably true. She says that the related claim of the Iraqis buying aluminum tubes for nuclear centrifuges is also supported by the CIA, even though Snow acknowledges that the tubes theory has been “knocked down.” [Fox News, 7/13/2003]
Invoking the British, Blaming Tenet - On CBS’s Face the Nation, Rice again blames CIA Director George Tenet for the error (see 3:09 p.m. July 11, 2003), saying: “My only point is that, in retrospect, knowing that some of the documents underneath may have been—were, indeed, forgeries, and knowing that apparently there were concerns swirling around about this, had we known that at the time, we would not have put it in.… And had there been even a peep that the agency did not want that sentence in or that George Tenet did not want that sentence in, that the director of central intelligence did not want it in, it would have been gone.” [CBS News, 7/13/2003] On Fox News, Rice says: “[T]he statement that [Bush] made was indeed accurate. The British government did say that. Not only was the statement accurate, there were statements of this kind in the National Intelligence Estimate. And the British themselves stand by that statement to this very day, saying that they had sources other than sources that have now been called into question to back up that claim. We have no reason not to believe them.… We have every reason to believe that the British services are quite reliable.” [Fox News, 7/13/2003] On CNN, Rice calls the issue “enormously overblown.… This 16 words has been taken out of context. It’s been blown out of proportion.” She emphasizes that Bush’s claim came “from a whole host of sources.… The British, by the way, still stand by their report to this very day in its accuracy, because they tell us that they had sources that were not compromised in any way by later, in March or April, later reports that there were some forgeries.” She adds: “We’re talking about a sentence, a data point, not the president’s case about reconstitution of weapons of mass destruction, or of nuclear weapons in Iraq.… We’re talking about a single sentence, the consequence of which was not to send America to war. The consequence of which was to state in the State of the Union something that, while accurate, did not meet the standard that we use for the president.” [CNN, 7/13/2003]
Denies Involvement in Wilson Mission - Rice also denies that anyone at the White House had any involvement in sending former ambassador Joseph Wilson to Niger to investigate the uranium claims (see July 6, 2003). CNN anchor Wolf Blitzer says of the Wilson mission, “Supposedly, it came at the request of the vice president.” Rice replies: “No, this is simply not true, and this is something that’s been perpetuated that we simply have to straighten out. The vice president did not ask that Joe Wilson go to Niger. The vice president did not know. I don’t think he knew who Joe Wilson was, and he certainly didn’t know that he was going. The first that I heard of Joe Wilson mission was when I was doing a Sunday talk show and heard about it (see June 8, 2003 and June 8, 2003)… [T]he Wilson trip was not sent by anyone at a high level. It wasn’t briefed to anyone at high level. And it appears to have been inconclusive in what it found.” Rice is following the White House strategy of denying Vice President Dick Cheney’s involvement in the Wilson mission (see July 6, 2003, 8:45 a.m. July 7, 2003, 9:22 a.m. July 7, 2003, July 7-8, 2003, and July 8, 2003). [Source: MediaBistro (.com)]Conservative columnist Robert Novak, after being told by Deputy Secretary of State Richard Armitage and White House political guru Karl Rove that Valerie Plame Wilson is a CIA officer (see July 8, 2003), writes a syndicated op-ed column that publicly names her as a CIA officer. The column is an attempt to defend the administration from charges that it deliberately cited forged documents as “evidence” that Iraq had tried to purchase uranium from Niger (see July 6, 2003). It is also an attempt to discredit Joseph Wilson, Plame Wilson’s husband, who had gone to Niger at the behest of the CIA to find out whether the Iraq-Niger story was true (see 11:00 a.m. July 11, 2003). Novak characterizes Wilson’s findings—that an Iraqi deal for Nigerien uranium was highly unlikely—as “less than definitive,” and writes that neither CIA Director George Tenet nor President Bush were aware of Wilson’s report before the president’s 2003 State of the Union address where he stated that Iraq had indeed tried to purchase uranium from Niger (see 9:01 pm January 28, 2003). Novak writes: “Wilson never worked for the CIA, but his wife, Valerie Plame, is an agency operative on weapons of mass destruction. Two senior administration officials [Armitage and Rove, though Novak does not name them] told me that Wilson’s wife suggested sending him to Niger to investigate the Italian report. The CIA says its counterproliferation officials selected Wilson and asked his wife to contact him. ‘I will not answer any question about my wife,’ Wilson told me.” Wilson’s July 6 op-ed challenging the administration’s claims (see July 6, 2003) “ignite[d] the firestorm,” Novak writes. [Town Hall (.com), 7/14/2003; Unger, 2007, pp. 312-313] Novak also uses the intelligence term “agency operative,” identifying her as a covert agent and indicating that he is aware of her covert status. Later, though, Novak will claim that he came up with the identifying phrase independently, and did not know of her covert status. [American Prospect, 7/19/2005]
Asked Not to Print Plame Wilson's Name - Novak will later acknowledge being asked by a CIA official not to print Plame Wilson’s name “for security reasons.” Intelligence officials will say they thought Novak understood there were larger reasons than Plame Wilson’s personal security not to publish her name. Novak will say that he did not consider the request strong enough to follow (see September 27, 2003 and October 1, 2003). [Washington Post, 9/28/2003] He will later reveal the CIA official as being agency spokesman Bill Harlow, who asked him not to reveal Plame’s identity because while “she probably never again will be given a foreign assignment… exposure of her agency identity might cause ‘difficulties’ if she travels abroad.” In 2008, current White House press secretary Scott McClellan will write: “This struck Novak as an inadequate reason to withhold relevant information from the public. Novak defended his actions by asserting that Harlow had not suggested that Plame or anybody else would be endangered, and that he learned Plame’s name (though not her undercover identity) from her husband’s entry in the well-known reference book Who’s Who in America.” [McClellan, 2008, pp. 173-174] McClellan will note, “Whether war, smear job, or PR offensive gone haywire, the CIA took the leak of Plame’s name very seriously.” [McClellan, 2008, pp. 174]
Plame Wilson Stricken - According to Wilson’s book The Politics of Truth, his wife’s first reaction is disbelief at Novak’s casual destruction of her CIA career. “Twenty years of loyal service down the drain, and for what?” she asks. She then makes a checklist to begin assessing and controlling the damage done to her work. She is even more appalled after totalling up the damage. Not only are the lives of herself and her family now endangered, but so are those of the people with whom she has worked for 20 years (see July 14, 2003). [New York Times, 5/12/2004] In 2005, Joseph Wilson will tell a reporter: “[Y]ou can assume that even if 150 people read the Novak article when it appeared, 148 of them would have been the heads of intelligence sections at embassies here in Washington and by noon that day they would have faxing her name or telexing her name back to their home offices and running checks on her: whether she had ever been in the country, who she may have been in contact with, etc.” [Raw Story, 7/13/2005]
Intimidation of Other Whistle-Blowers? - In 2007, author Craig Unger will write: “The implication from the administration was that the CIA’s selection of Wilson was somehow twisted because his wife was at the CIA. But, more importantly, the administration had put out a message to any and all potential whistle-blowers: if you dare speak out, we will strike back. To that end, the cover of Valerie Plame Wilson, a CIA operative specializing in WMD, had been blown by a White House that was supposedly orchestrating a worldwide war against terror.” [Unger, 2007, pp. 312-313]
Outing about Iraq, Not Niger, Author Says - In 2006, author and media critic Frank Rich will write: “The leak case was about Iraq, not Niger. The political stakes were high only because the scandal was about the unmasking of an ill-conceived war, not the unmasking of a CIA operative who posed for Vanity Fair. The real victims were the American people, not the Wilsons. The real culprits—the big enchilada, in John Ehrlichman’s Nixon White House lingo—were not the leakers but those who provoked a war in Iraq for their own motives and in so doing diverted finite resources, human and otherwise, from the fight against those who did attack America on 9/11, and had since regrouped to deadly effect.… Without Iraq, there never would have been a smear campaign against an obscure diplomat or the bungled cover-up [that followed]. While the Bush White House’s dirty tricks, like [former President] Nixon’s, were prompted in part by a ruthless desire to crush the political competition at any cost, this administration had upped the ante by playing dirty tricks with war.” [Rich, 2006, pp. 184]
Elevating Profile of Controversy - In 2008, McClellan will write, “By revealing Plame’s status, Novak inadvertently elevated the Niger controversy into a full-blown scandal.” [McClellan, 2008, pp. 173]

An organization called Veteran Intelligence Professionals for Sanity (VIPS) writes an open letter to President Bush entitled “Intelligence Unglued,” where they warn that unless Bush takes immediate action, the US intelligence community “will fall apart—with grave consequences for the nation.” They say that it is clear his National Security Adviser, Condoleezza Rice, and not CIA Director George Tenet, was responsible for the now-infamous “sixteen words” in his January State of the Union address (see Mid-January 2003 and 9:01 pm January 28, 2003). “But the disingenuousness persists,” they write. “Surely Dr. Rice cannot persist in her insistence that she learned only on June 8, 2003, about former ambassador Joseph Wilson’s mission to Niger in February 2002, when he determined that the Iraq-Niger report was a con-job” (see July 6, 2003). “Rice’s denials are reminiscent of her claim in spring 2002 that there was no reporting suggesting that terrorists were planning to hijack planes and slam them into buildings (see May 16, 2002). In September, the joint Congressional committee on 9/11 came up with a dozen such reports” (see December 24, 1994 and January 6, 1995). It is not only Rice’s credibility that has suffered, they write, but Secretary of State Colin Powell’s as well, “as continued non-discoveries of weapons in Iraq heap doubt on his confident assertions to the UN” (see February 5, 2003). Ultimately, they write, it is Bush’s credibility at stake much more than that of his advisers and cabinet members. They lay the blame for the “disingenuousness” from the various members of the administration at the feet of Vice President Dick Cheney: it was Cheney’s office who sent Wilson to Niger (see (February 13, 2002)), it was Cheney who told the Veterans of Foreign Wars that Saddam Hussein was about to produce a nuclear weapon (see August 26, 2002), all with intelligence he and his staff knew to be either unreliable or outright forgeries—a “deep insult to the integrity of the intelligence process,” they write—it was Cheney and his staff who pressured CIA analysts to produce “cherry-picked” intelligence supporting their desire for war, it was Cheney and his staff who “cooked” the prewar National Intelligence Estimate on Iraq (see October 1, 2002). Bad enough that false intelligence was used to help craft Bush’s State of the Union address, they write, but that “pales in significance in comparison with how it was used to deceive Congress into voting on October 11 to authorize you to make war on Iraq” (see October 10, 2002). VIPS recommends three things for Bush to implement:
bullet Bring an immediate end to White House attempts to exculpate Cheney from what they write is his obvious guilt and ask for his resignation: “His role has been so transparent that such attempts will only erode further your own credibility. Equally pernicious, from our perspective, is the likelihood that intelligence analysts will conclude that the way to success is to acquiesce in the cooking of their judgments, since those above them will not be held accountable. We strongly recommend that you ask for Cheney’s immediate resignation.”
bullet Appoint General Brent Scowcroft, the chair of the Foreign Intelligence Advisory Board, to head “an independent investigation into the use/abuse of intelligence on Iraq.”
bullet Bring UN inspectors back into Iraq. “This would go a long way toward refurbishing your credibility. Equally important, it would help sort out the lessons learned for the intelligence community and be an invaluable help to an investigation of the kind we have suggested you direct Gen. Scowcroft to lead.” [Salon, 7/16/2003]

Time magazine, in an article by Matthew Cooper and two other reporters, asks the question, “Has the Bush administration declared war on a former ambassador who conducted a fact-finding mission to probe possible Iraqi interest in African uranium?” Its answer: “Perhaps.” The ambassador is Joseph Wilson, who flew to Africa in February 2002 to find the truth behind the charges that Iraq had secretly attempted to purchase uranium from Niger (see February 21, 2002-March 4, 2002). Wilson found no evidence to back up those claims (see March 4-5, 2002), and recently wrote a New York Times op-ed blasting the administration’s use of those claims to justify invading Iraq (see July 6, 2003).
White House Says Wilson's Report Bolstered Claims - Cooper reports that since Wilson’s op-ed was published, “administration officials have taken public and private whacks at Wilson, charging that his 2002 report, made at the behest of US intelligence, was faulty and that his mission was a scheme cooked up by mid-level operatives.” CIA Director George Tenet and White House press secretary Ari Fleischer have both criticized Wilson and disputed his conclusion, even stating that his findings in Niger actually strengthened the administration’s claims of an Iraq-Niger connection, saying that he reported a meeting with a former Nigerien government official who discussed being approached by an Iraqi official in June 1999 who wanted to expand commercial relations between the two countries. According to government officials, Wilson interpreted that overture as an attempt to discuss uranium sales. Fleischer said: “This is in Wilson’s report back to the CIA. Wilson’s own report, the very man who was on television saying Niger denies it… reports himself that officials in Niger said that Iraq was seeking to contact officials in Niger about sales” (see February 1999). Wilson disputes the characterization, saying that he never interpreted the discussion in the way the White House claims he did: “That then translates into an Iraqi effort to import a significant quantity of uranium as the president alleged? These guys really need to get serious.”
Wilson and the Forged Documents - Tenet has blasted Wilson for never discussing the forged Iraq-Niger documents (see Between Late 2000 and September 11, 2001); for his part, Wilson said that he did not discuss the documents because he never saw them. And Fleischer says that Wilson erred in taking Nigerien officials at their word: “He spent eight days in Niger and he concluded that Niger denied the allegation. Well, typically nations don’t admit to going around nuclear nonproliferation.”
Claims that Wilson Sent at Behest of Wife - Other unnamed White House officials have insinuated that Wilson was sent to Niger at the behest of his wife, Valerie Plame Wilson (see February 13, 2002, February 13, 2002, Shortly after February 13, 2002, February 20, 2002, and February 21, 2002-March 4, 2002), whom Cooper identifies as “a CIA official who monitors the proliferation of weapons of mass destruction” (see (June 12, 2003)). Cooper learned of Plame Wilson’s CIA status from White House political adviser Karl Rove (see 11:00 a.m. July 11, 2003), though he does not cite Rove as his source in his article. Cooper writes, “These officials have suggested that she was involved in her husband’s being dispatched [to] Niger” (see February 19, 2002). Wilson, according to Cooper, angrily disputes the contention that his wife sent him to Niger, saying: “That is bullsh_t. That is absolutely not the case. I met with between six and eight analysts and operators from CIA and elsewhere [before the February 2002 trip]. None of the people in that meeting did I know, and they took the decision to send me. This is a smear job.”
Wilson Sent Due to Cheney's Pressure? - A source whom Cooper identifies as “close to the matter” confirms that Wilson was sent to Niger after Vice President Dick Cheney pressured the CIA to find out about the Iraq-Niger allegations (see Shortly after February 12, 2002), though both Tenet and Cheney’s office deny doing so (see (February 13, 2002)). Cooper quotes Cheney’s chief of staff, Lewis Libby, as saying: “The vice president heard about the possibility of Iraq trying to acquire uranium from Niger in February 2002. As part of his regular intelligence briefing, the vice president asked a question about the implication of the report. During the course of a year, the vice president asked many such questions and the agency responded within a day or two saying that they had reporting suggesting the possibility of such a transaction. But the agency noted that the reporting lacked detail. The agency pointed out that Iraq already had 500 tons of uranium, portions of which came from Niger, according to the International Atomic Energy Administration (IAEA—see 1979-1982). The vice president was unaware of the trip by Ambassador Wilson and didn’t know about it until this year when it became public in the last month or so.” Other administration officials, including National Security Adviser Condoleezza Rice, claim they, too, heard nothing of Wilson’s report until recently. One of the first media-based attacks on Joseph Wilson and his wife Valerie Plame Wilson after her outing as a CIA agent (see July 14, 2003) comes from former Defense Secretary Caspar Weinberger, who writes a scathing op-ed for the Wall Street Journal. Weinberger accuses the opponents of the Iraq invasion of mounting a baseless smear campaign against the Bush administration by “using bits and pieces of non-evidence to contend that we did not have to replace the brutal regime of Saddam Hussein.” He asserts that President Bush was correct to say that Iraq had attempted to buy uranium from Niger (see 9:01 pm January 28, 2003), using the October 2002 National Intelligence Estimate (see October 1, 2002) and a review by a British investigative commission (see September 24, 2002) as support for his argument. He insists that WMD will be found in Iraq. Weinberger then writes that “the CIA committed a major blunder [by asking] a very minor former ambassador named Joseph Wilson IV to go to Niger to investigate” (see February 21, 2002-March 4, 2002). Weinberger correctly characterizes Wilson as “an outspoken opponent” of the invasion, but then falsely asserts that “Mr. Wilson’s ‘investigation’ is a classic case of a man whose mind had been made up using any opportunity to refute the justifications for our ever going to war.” He asserts that Wilson spent eight days in Niger drinking tea and hobnobbing with ambassadors and foreign service types. Weinberger continues, “Because Mr. Wilson, by his own admission, never wrote a report, we only have his self-serving op-ed article in the New York Times to go by” (see July 6, 2003). He is apparently unaware that Wilson was thoroughly debriefed on his return from Niger (see March 4-5, 2002). He writes, “If we are to rely on this kind of sloppy tea-drinking ‘investigation’ from a CIA-chosen investigator—a retired ambassador with a less than stellar record—then I would say that the CIA deserves some of the criticism it normally receives.” Weinberger concludes that the US had a choice of “either… letting [Saddam Hussein] continue his ways, such as spraying poison on his own people, and breaking every promise he made to us and to the UN; or… removing him before he used nuclear weapons on his neighbors, or on us.” [Wall Street Journal, 7/18/2003]
Wilsons: Weinberger's Credibility Lacking because of Iran-Contra Connection - In 2007, Plame Wilson will write: “That’s rich, I thought. Weinberger had been indicted on charges stemming from the Iran-Contra affair (see December 25, 1992) and likely only avoided prison time because of a presidential pardon.” [Wilson, 2007, pp. 146-147] Wilson himself will note that “Weinberger was not the most credible person to launch that particular counterattack, since, but for the grace of a pardon… he might have well had to do jail time for how poorly he had served his president, Ronald Reagan, in the Iran-Contra affair.” [Wilson, 2004, pp. 338]
Attempt to Intimidate Others - Wilson will note in 2004 that Weinberger deliberately focused on a minor detail of his report—drinking mint tea with the various people he met during his trip—and used it to “suggest… that supposedly I’d been excessively casual and dilatory in my approach to the mission.” He will add: “It seemed that the motive for the attacks on me was to discourage anyone else from coming forward who had a critical story to tell.… In essence, the message was, ‘If you pull a “Wilson” on us, we will do worse to you.’ However offensive, there was a certain logic to it. If you have something to hide, one way to keep it secret is to threaten anyone who might expose it. But it was too late to silence me; I had already said all I had to say. Presumably, though, they thought they could still silence others by attacking me.” [Wilson, 2004, pp. 338-339]

The New York Times’s Judith Miller, an outlet for information planted in the media by the Bush administration in he run-up to the Iraq war (see December 20, 2001, August 2002, September 8, 2002, and September 18, 2002), now reports the number of suspected WMD sites in Iraq as 578—a figure far lower than the 1,400 she had reported during the first hours of the war (see March 19-20, 2003). [Source: Sobel Media]Newsday reports on the outing of CIA agent Valerie Plame Wilson by a news columnist based on information leaked by two administration sources (see July 14, 2003). In an article titled “Columnist Blows CIA Agent’s Cover,” reporters Timothy Phelps and Knut Royce note that CIA officials confirm that Plame Wilson “works at the agency on weapons of mass destruction issues in an undercover capacity—at least she was undercover until last week when she was named by columnist Robert Novak.” [Newsday, 7/22/2003] It will later be determined that Royce and Phelps’s source is probably a single official, CIA spokesman Bill Harlow (see 5:25 p.m. June 10, 2003, 5:27 p.m. June 11, 2003, (July 11, 2003), and Before July 14, 2003). [United States District Court for the District of Columbia, 9/27/2004 pdf file] Shortly thereafter, other reporters learn that Plame Wilson was not only an undercover agent, but had what is known as NOC—“nonofficial cover” status (see Fall 1992 - 1996). NOC agents usually operate overseas, often using false identities and job descriptions. NOCs do not have diplomatic protection and thusly are vulnerable to capture, imprisonment, and even murder without official reprisals or even acknowledgement from the US. Vanity Fair reporter Vicky Ward will write in January 2004: “A NOC’s only real defense is his or her cover, which can take years to build. Because of this vulnerability, a NOC’s identity is considered within the CIA to be, as former CIA analyst Kenneth Pollack has put it, ‘the holiest of holies.’” [Vanity Fair, 1/2004] Plame Wilson’s husband, former ambassador Joseph Wilson, refuses to confirm his wife’s covert CIA status, but says that her outing is part of a concerted effort to attack critics of the administration’s intelligence failures (see July 21, 2003). Wilson recently revealed that the administration’s claims that Iraq sought to buy uranium from Niger were false (see July 6, 2003). Current and former CIA officials are outraged at Novak’s column, and the apparent leak from the administration. Former CIA Near East division chief Frank Anderson says, “When it gets to the point of an administration official acting to do career damage, and possibly actually endanger someone, that’s mean, that’s petty, it’s irresponsible, and it ought to be sanctioned.” A current intelligence official says that blowing Plame Wilson’s cover puts everyone she ever dealt with as an undercover CIA operative at risk. Her husband agrees: “If what the two senior administration officials said is true, they will have compromised an entire career of networks, relationships, and operations.” Furthermore, if true, “this White House has taken an asset out of the” weapons of mass destruction fight, “not to mention putting at risk any contacts she might have had where the services are hostile.” [Newsday, 7/22/2003] In 2007, Plame Wilson will reflect: “Not only was it very rare for the agency to validate that an officer was undercover, no matter what the circumstances, but no one from the agency had told me that my undercover status would be confirmed. It would have been nice to at least get a heads-up from someone at work.” [Wilson, 2007, pp. 147]

As decided the night before (see July 21, 2003), Deputy National Security Adviser Stephen Hadley and White House communications director Dan Bartlett hold a press conference in which Hadley admits to having forgotten about CIA Director George Tenet’s October warning that the Iraq-Niger claim was not solid. Hadley admits that President Bush should never have made the claim that Iraq had tried to purchase uranium from Niger; he takes responsibility for its inclusion in the president’s State of the Union address (see 9:01 pm January 28, 2003). His admission and apology follow closely on the heels of Tenet’s acceptance of responsibility for the “error” (see 3:09 p.m. July 11, 2003). Hadley admits that he received two memos from the CIA and a phone call from Tenet in October 2002 that questioned the Iraq-Niger allegations and warned that they should not be made public. The allegations were excised from Bush’s speech in Cincinnati (see October 5, 2002 and October 6, 2002). Hadley says he should have made sure those same allegations were not in Bush’s State of the Union speech: they “should have been taken out of the State of the Union.… There were a number of people who could have raised a hand” to have the passage removed from the draft of Bush’s speech. “And no one raised a hand.… The high standards the president set were not met.” (In reality, author Craig Unger will later write, the White House was reluctant to go back to Tenet because the CIA had already twice rejected the claim. Instead, White House officials had obtained clearance to use the material from a more amenable CIA subordinate—see January 26 or 27, 2003.) Hadley says he has apologized to Bush for the “error.” Bartlett says, “The process failed.” He adds that Bush retains “full confidence in his national security adviser [Condoleezza Rice], his deputy national security adviser [Hadley], and the director of central intelligence [Tenet].” Hadley says he had forgotten about the October CIA memos until they were discovered a few days ago by White House speechwriter Michael Gerson. Slate reporter Jack Shafer lambasts New York Times reporter Judith Miller’s record of error as the Times’s primary chronicler of the claims for Iraqi WMD. Miller has just written an article backing away from her previous claims (see July 20, 2003), but blaming the failure to find WMD on everything from “chaos [and] disorganization” to “flawed intelligence[,] interagency feuds,” and the wrong choice of people to head the US searches. Shafer responds: “Judith Miller finds everybody associated with the failed search theoretically culpable except Judith Miller. This rings peculiar because Miller, more than any other reporter, showcased the WMD speculations and intelligence findings by the Bush administration and the Iraqi defector/dissidents. Our WMD expectations, such as they were, grew largely out of Miller’s stories.” He notes that Miller’s reports were largely based on assertions from sources affiliated with Ahmed Chalabi’s Iraqi National Congress (INC), and writes, “If reporters who live by their sources were obliged to die by their sources… Miller would be stinking up her family tomb right now.” Shafer goes on to note that Miller’s words were always carefully selected to ensure that the sources, not Miller herself, painted a picture of Iraq teeming with WMD. “[I]f Miller got taken by her coveted sources, so did the reading public, and the Times owes its readers a review of Miller’s many credulous pieces,” Shafer writes. Since the Times has yet to provide such a review, Shafer says, he has done some of the initial work for it.
'The Renovator, Adnan Ihsan Saeed al-Haideri' - Shafer begins with an Iraqi civil engineer, Adnan Ihsan Saeed al-Haideri, who, thanks to the INC (see December 17, 2001), provided Miller with the information required for stories describing the secret renovation of facilities to store and develop chemical, biological, and nuclear weapons (see December 20, 2001). Shafer notes that al-Haideri, who now lives in the US, has boasted of his willingness to return to Iraq once Saddam Hussein is out of power; he suggests that the Times send him back to Iraq “where he can lead them on a tour of the 20 sites and 20 installations” that he claims housed WMD.
'The Pseudonymous Ahmed al-Shemri' - In September 2002, Miller and her colleague Michael Gordon wrote that Iraq was continuing to develop, produce, and store chemical agents in secret mobile and fixed weapons laboratories, many underground, in defiance of UN weapons sanctions (see September 8, 2002). The allegations, made as part of a much broader story, were based on the allegations of Ahmed al-Shemri, the admitted pseudonym of an Iraqi who claimed to have been “involved” in chemical weapons production in Iraq before his defection in 2001. “All of Iraq is one large storage facility,” al-Shemri told Miller. He also told her of the existence of large, secret labs in Mosul, those labs’ production of 5 tons of liquid VX nerve agent, and their ability to produce far more if requested. And, he told her that Iraq had created a new solid form of VX that makes decontamination difficult. Russian and North Korean scientists were assisting the Iraqis, al-Shemri asserted, and told of stockpiles of “12,500 gallons of anthrax, 2,500 gallons of gas gangrene, 1,250 gallons of aflotoxin, and 2,000 gallons of botulinum throughout the country.” Shafer suggests that al-Shemri “drop his pseudonym to make his background more transparent and lead the Times to the Mosul lab.”
Making the Case for the White House - On September 13, 2002, Miller and Gordon printed a story titled “White House Lists Iraq Steps to Build Banned Weapons” (see September 13, 2002). The story related the White House’s claims of Iraq’s attempt to purchase aluminum tubes to be used in building nuclear missiles, its development of mobile biological laboratories, its attempt to buy poison gas precursors, and the secret development of chlorine gas at Fallujah and three other locations. Also, the article noted, Iraq was constructing missiles in violation of the 1991 cease-fire agreement, was conducting prohibited missile research, and was rebuilding a destroyed facility once used to build long-range missile engines. Shafer suggests that the Times send a delegation of reporters and experts to the sites noted in the article, saying, “Maybe the Times can find evidence that supports or discredits the administration’s claim.”
'Khidir Hamza, Nuclear Mastermind' - Miller has written extensively of the claims of former Iraqi nuclear bomb expert Khidir Hamza (see July 30, 2002), who defected in 1994. Perhaps her most influential story was printed on September 18, 2002 (see September 18, 2002), where she reported Hamza’s claims that Iraq was within two to three years of mass-producing centrifuges necessary to enrich uranium. Shafer suggests that Hamza “take the Times on an Iraqi atomic tour.”
Proclaiming the Defectors' Accuracy - In October 2002, Miller wrote that al-Haideri and Hamza complained that US intelligence was not taking them seriously. She quoted Chalabi and Pentagon adviser Richard Perle’s enthusiastic support for the two defectors’ claims, along with their vociferous attacks on the CIA, and wrote: “The INC has been without question the single most important source of intelligence about Saddam Hussein.… What the agency has learned in recent months has come largely through the INC’s efforts despite indifference of the CIA.” Shafer writes: “Either the INC was wrong or the CIA was wrong. If the INC was wrong, the Times should feed Perle’s words back to him with a fork and spoon.” Miller wrote another story quoting an administration defender of the defectors in January 2003, this time Deputy Secretary of Defense Paul Wolfowitz. Shafer says “[t]he Times should review the credibility of all the Iraqis who defected to Miller. Who are the defectors? What did they tell the United States? How much of it was true? How much was blarney?”
Atropine Auto-Injectors - In November 2002, Miller wrote that, according to White House officials, Iraq had ordered “large quantities” of atropine auto-injectors (see November 12, 2002). Atropine is an antidote to sarin and VX, two lethal nerve agents. Shafer says “[t]he Times should track the atropine order to the source, if possible, to see if the request was in preparation for a chemical weapons attack.”
Russian Smallpox Allegations - In December 2002, Miller wrote that a Russian scientist may have provided a virulent strain of smallpox to Iraqi scientists (see December 3, 2002). Shafer notes that it is clear Miller does not know who the source for the allegation was, and the Times should now reinvestigate the story.
Miller's Mobile Exploitation Team Scoop - Shafer writes that Miller’s “biggest scoop” was an April 20, 2003 article titled “Illicit Arms Kept Till Eve of War, an Iraqi Scientist Is Said to Assert” (see April 20, 2003 and April-May 2003). Miller reported on an Iraqi scientist in the custody of a US Mobile Exploitation Team (MET) in search of WMD. The scientist said that Iraq destroyed large stockpiles of chemical and biological weapons just before the invasion, and he led the MET to buried precursor materials from which illegal weapons can be made. Moreover, the scientist alleged that Iraq sent its remaining stockpiles of WMD to Syria in the mid-1990s, where they remain hidden to this day. Iraq provided some of those weapons to al-Qaeda, and has focused heavily on researching new and more powerful weapons. Miller wasn’t allowed to name the precursor element the scientist had named, but wrote that it could be used to create a toxic agent banned under chemical weapons treaties. She was not allowed to speak to the scientist himself, nor could she reveal his name. And, she noted, she agreed to allow the military to review her story, and held off publishing it for three days. In return, the military allowed her to look at the scientist from a distance, as he pointed at spots in the desert where he said the precursor elements were buried. One day after the article appeared, Miller went on PBS, where she called her reporting the “silver bullet” in the WMD search. The next day, she published another article announcing a “paradigm shift” by investigators as a result of what they’d learned from the Iraqi scientist. But neither Miller nor any of the METs actually found anything concrete as a result of the scientist’s allegations. She later admitted that the “scientist” was actually a military intelligence officer, but continued to stand by his original allegations. Shafer suggests that Miller persuade the military to allow her to identify the so-called “precursor” substance, and explain the deceptive portrayal of a military intelligence officer as a scientist familiar with Iraqi WMD programs.
Impact and Consequences - Shafer says that the most important question about Miller is, “Has she grown too close to her sources to be trusted to get it right or to recant her findings when it’s proved that she got it wrong?” He continues: “Because the Times sets the news agenda for the press and the nation, Miller’s reporting had a great impact on the national debate over the wisdom of the Iraq invasion. If she was reliably wrong about Iraq’s WMD, she might have played a major role in encouraging the United States to attack a nation that posed it little threat. At the very least, Miller’s editors should review her dodgy reporting from the last 18 months, explain her astonishing credulity and lack of accountability, and parse the false from the fact in her WMD reporting. In fact, the Times’ incoming executive editor, Bill Keller, could do no better than to launch such an investigation.” [Slate, 7/25/2003]

[Source: Sangonet (.com)]The prime minister of Niger, Hama Hamadou (whose name is sometimes spelled Amadou), denies that Iraq ever attempted to buy uranium from his country (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, and March 7, 2003), and challenges British Prime Minister Tony Blair to produce the evidence that he says proves the claim. Hamadou says Niger is an ally of Britain and the US, since it sent 500 troops to fight against Saddam Hussein in the 1991 Gulf War. “Is this how Britain and America treat their allies?” he asks. “If Britain has evidence to support its claim then it has only to produce it for everybody to see. Our conscience is clear. We are innocent.” The US has admitted that its claims that Iraq attempted to buy uranium from Niger was based on forged documents (see March 8, 2003 and 3:09 p.m. July 11, 2003), but Britain continues to insist that it has intelligence from “independent sources” that proves the claim. Britain has not shared this intelligence with anyone. Hamadou denies that Iraq and Niger ever entered into any negotiations over uranium. “Officials from the two countries have never met to discuss uranium,” he says, and continues: “We were the first African country to send soldiers to fight against Saddam after the invasion of Kuwait in 1991. Would we really send material to somebody whom we had fought against and who could could destroy half the world with a nuclear bomb? It is unthinkable.” Hamadou says no one from either Britain or the US has formally accused Niger of any involvement in any uranium deals with Iraq. “Everybody knows that the claims are untrue,” he says. “We have survived famine in Niger. In a briefing to the president and other top officials, Kay says that he has found no evidence of weapons of mass destruction, and says the disputed trailers (see April 19, 2003 and May 9, 2003) were probably not mobile biological factories, as the CIA and White House had claimed (see May 28, 2003 and May 29, 2003). Present at the briefing are Dick Cheney, Donald Rumsfeld, Paul Wolfowitz, George Tenet, Condoleezza Rice, Andrew Card, and other White House aides. Kay’s briefing provokes little response from his audience. Describing the president’s reaction, Kay later says: “I’m not sure I’ve spoken to anyone at that level who seemed less inquisitive. He was interested but not pressing any questions. .. I cannot stress too much that the president was the one in the room who was the least unhappy and the least disappointed about the lack of WMDs. I came out of the Oval Office uncertain as to how to read the president. Here was an individual who was oblivious to the problems created by the failure to find WMDs. She tells PBS reporter Gwen Ifill: “What we learned later, and I did not know at the time, and certainly did not know until just before Steve Hadley went out to say what he said last week, was that the director [Tenet] had also sent over to the White House a set of clearance comments that explained why he wanted this out of the speech (see 9:01 pm January 28, 2003). I either didn’t see the memo, or I don’t remember seeing the memo.” When Ifill asks if she feels any “personal failure or responsibility” over allowing the false claim, Rice responds: “Well, I certainly feel personal responsibility for this entire episode. A former Bush administration official warns Niger’s president to keep quiet about the forged documents alleging Iraq attempted to buy enriched uranium from his country (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), according to a Sunday Telegraph report. Nigerien Prime Minister Hama Hamadou has said that Iraq never attempted to buy uranium from Niger (see July 27, 2003). According to the report, Herman Cohen, a former assistant secretary of state for Africa, visits the Nigerien capital of Niamey, and calls on President Mamadou Tandja. Senior Nigerien government officials later say that Cohen makes it clear to Tandja that he needs to stay quiet about the forgeries. “Let’s say Mr. Cohen put a friendly arm around the president to say sorry about the forged documents, but then squeezed his shoulder hard enough to convey the message, ‘Let’s hear no more about this affair from your government,’” one Nigerien official will tell a Telegraph reporter. “Basically he was telling Niger to shut up.” It was a Telegraph reporter who interviewed Hamadou earlier in the week. Bush administration officials deny attempting to “gag” Tandja or the Nigerien government. That denial is contradicted by the Nigerien official, who says there was “a clear attempt to stop any more embarrassing stories coming out of Niger” by the Americans. The official says the warning is likely to be heeded: “Mr. Cohen did not spell it out but everybody in Niger knows what the consequences of upsetting America or Britain would be. A Wall Street Journal op-ed claims that President Bush never claimed the Iraqis posed an “imminent threat” with their putative WMD programs, and that former ambassador Joseph Wilson is unfairly “moving the goalposts” by saying that the threat posed by Iraq’s WMD never passed what they call the “imminent threat test.” As far back as September 2001, after the attacks on New York and Washington, the Bush administration began claiming that Iraq posed a serious threat to the US (see September 11, 2001-March 17, 2003, Shortly After September 11, 2001, September 14, 2001, August 2002, and September 6, 2002). Bush had apparently characterized Iraq as an “imminent threat” even before becoming president (see May 17, 2000). Defense Secretary Donald Rumsfeld has used the term “imminent threat” (see September 18, 2002), as have other members of the administration, such as press secretary Ari Fleischer, communications chief Dan Bartlett, and Defense Policy Board chief Richard Perle. Vice President Dick Cheney had publicly threatened Iraq with military action as far back as December 2001 (see December 11, 2001). Bush had included Iraq as one of the now-infamous “Axis of Evil” in early 2002 (see January 29, 2002). And Bush, Cheney, and top White House officials had characterized Iraq and Saddam Hussein as a threat since March 2002 (see March 24, 2002, August 15, 2002, August 20, 2002, August 26, 2002, Fall and Winter 2002, September 7, 2002, September 8, 2002, September 8, 2002, September 12, 2002, September 13, 2002, September 18, 2002, September 19, 2002, September 24, 2002, September 26, 2002, October 1, 2002, October 1, 2002, October 3, 2002, October 7, 2002, October 7, 2002, January 10, 2003, and March 6, 2003). Trip to Niger - Wilson confirms that the CIA sent him to Niger in February 2002 to find evidence either supporting or challenging claims that Iraq tried to purchase weapons-grade uranium from that nation (see Shortly after February 13, 2002 and February 21, 2002-March 4, 2002). Wilson notes that the CIA officials who sent him to Iraq “said that the Office of the Vice President had raised questions about this report, and they’d asked them to look into it” (see (February 13, 2002)), but he personally had no contact with anyone in that office.
Reactions to Claims of Iraq-Niger Uranium Deal - Wilson recalls being bemused by President Bush’s assertion that Iraq tried to purchase uranium from an African country, but accepted the possibility that he was not referring to Niger, but another African nation that also mines and sells uranium (see January 28-29, 2003). Wilson says the issue became a concern to him when the International Atomic Energy Agency concluded that the documents used for the Iraq-Niger claims were obvious forgeries (see March 7, 2003), and the State Department admitted to being gulled by them (see March 8, 2003). He says, “Now, when the State Department spokesman said that, I was moved to say on a news program that I thought that if the US government looked into its files, it would find that it had far more information on this particular subject than the State Department spokesman was letting on” (see March 8, 2003). Wilson calls the decision to allow Bush to make the claim in his State of the Union address (see Mid-January 2003 and 9:01 pm January 28, 2003) irresponsible. “You allow the president of the United States to use information that did not even pass the threshold for an Italian news magazine [Panorama—see October 9, 2002]? You allow him to use that information in the most important speech that he makes in his tenure?”
Correcting the Record - Wilson denies that his decision to write an op-ed for the New York Times exposing the falsehood of the White House claims (see July 6, 2003) was political. Instead, he says, it was “a response to what appeared to me to be a series of misstatements on the part of senior administration officials.” Wilson notes that the White House had many opportunities to set the record straight without his intervention, but chose not to. He made pleas to the White House through his friends at the State Department and friends of senior administration officials to be honest about the claims (see January 29, 2003 and March 8, 2003). Wilson reiterates his feelings that the Iraq invasion was outside the bounds of the various United Nations resolutions constraining Iraq’s behavior, and that Iraq could have been successfully contained by continuing UN efforts to disarm the Iraqi regime. There were no provable links between Iraq and Islamist terrorism, there was no provable imminent threat to the US or the Middle East from Iraq, and allegations that Iraq had committed genocide could have been addressed through the UN’s Genocide Convention.
Blowing His Wife's CIA Identity - Wilson concludes by addressing the leak of his wife Valerie Plame Wilson’s identity as a CIA official (see June 23, 2003, July 7, 2003, 8:30 a.m. July 8, 2003, July 8, 2003, 11:00 a.m. July 11, 2003, 8:00 a.m. July 11, 2003, Late Afternoon, July 12, 2003, 1:26 p.m. July 12, 2003, July 12, 2003, and July 14, 2003), and notes that while he won’t confirm that his wife is a CIA official, to publicly expose such an official is a crime under the Intelligence Identities Protection Act (see July 16, 2003). It was an attempt to intimidate others, Wilson says: “I think it was a signal to others, that should you decide to come forward, we will do this to your family as well. It was just very sloppy.” He adds that if his wife is indeed a CIA official, “if it’s a real violation, [it will] cause a lot of pain in our national security apparatus, because at a minimum—the assertions were that she was a CIA operative working in the weapons of mass destruction programs. So if those assertions are true, what this administration has done is they’ve taken a national security asset involved in a program to which they give high priority, off the table, and to protect whose career? What political objective is so important… that you take a national security asset off—not to shut me up, but to… [shut] others up. That would be the only conclusion I could come to. If you read the story in which this assertion was made, the assertion adds absolutely nothing to the story, nothing. It is not germane, it is not relevant.” The interviewer says, “All’s fair in love and war,” and Wilson responds: “When you’re an administration that comes to office on a platform of restoring dignity and honor to the White House, and you act in such a dishonorable and undignified way, then you really do descend to that ‘all’s fair in love and war’ status. A previously unrevealed document shows that British Prime Minister Tony Blair’s claim that Iraq could strike a target with weapons of mass destruction within 45 minutes of an order to deploy was based on hearsay information. The claim had already been shown to be the product of an unreliable Iraqi defector from Ahmed Chalabi’s Iraqi National Congress (see Late May 2003), but an internal Foreign Service document released by the Hutton inquiry undercuts the original claim even further. British and US officials had stated that the 45-minute claim came from an Iraqi officer high in Saddam Hussein’s command structure; the document shows, however, that it came from an informant who passed it on to British intelligence agency MI6. The Guardian writes, “[T]he foundation for the government’s claim was… a single anonymous uncorroborated source quoting another single anonymous uncorroborated source.” Liberal Democrat Menzies Campbell says: “This is classic hearsay. It provides an even thinner justification to go to war. If this is true, neither the prime minister nor the government have been entirely forthcoming.” [Guardian, 8/16/2003]

Retired Marine General Anthony Zinni, formerly head of the US Central Command, criticizes the Bush administration’s occupation strategy for Iraq, saying that the administration has never put together a coherent strategy, never created a plan for achieving its goals, and has not allocated the resources needed to achieve those goals. “There is no strategy or mechanism for putting the pieces together,” he says, and so “we’re in danger of failing.” Speaking to several hundred Marine and Navy officers and others, Zinni, who was badly wounded in Vietnam, says: “My contemporaries, our feelings and sensitivities were forged on the battlefields of Vietnam, where we heard the garbage and the lies, and we saw the sacrifice. I ask you, is it happening again?… We can’t go on breaking our military and doing things like we’re doing now.” A focus of his criticism is the choice by Defense Secretary Donald Rumsfeld to have the Defense Department, and not the State Department, oversee postwar efforts in Iraq. “Why the hell would the Department of Defense be the organization in our government that deals with the reconstruction of Iraq?” he asks. “Doesn’t make sense.” Another area of criticism is the Bush administration’s cavalier treatment of the United Nations, particularly in failing to secure a UN resolution that several nations said was a prerequisite for their contributing to the peacekeeping force (see October 21, 2002, October 27, 2002, November 8, 2002, December 31, 2002, February 5, 2003, and March 25, 2003). “We certainly blew past the UN,” he says. “Why, I don’t know. Now we’re going back hat in hand.” Zinni is given a warm reception by his audience, some of whom buy recordings of his remarks to share with friends and fellow soldiers. [Washington Post, 9/5/2003]

The Guardian, which publishes the essay, states that Meacher claims “the war on terrorism is a smoke screen and that the US knew in advance about the September 11 attack on New York but, for strategic reasons, chose not to act on the warnings. He says the US goal is ‘world hegemony, built around securing by force command over the oil supplies’ and that this Pax Americana ‘provides a much better explanation of what actually happened before, during and after 9/11 than the global war on terrorism thesis.’ Mr. Meacher adds that the US has made ‘no serious attempt’ to catch the al-Qaeda leader, Osama bin Laden.” [Guardian, 9/6/2003] Meacher provides no personal anecdotes based on his years in Tony Blair’s cabinet, but he cites numerous mainstream media accounts to support his thesis. He emphasizes the Project for the New American Century 2000 report (see September 2000) as a “blueprint” for a mythical “global war on terrorism,” “propagated to pave the way for a wholly different agenda—the US goal of world hegemony, built around securing by force command over the oil supplies” in Afghanistan and Iraq. [Guardian, 9/6/2003] Meacher’s stand causes a controversial debate in Britain, but the story is almost completely ignored by the mainstream US media.

Confirmation that Plame Wilson Was Undercover - Johnson confirms that Plame Wilson is indeed an undercover CIA official, saying: “Let’s be very clear about what happened. This is not an alleged abuse. This is a confirmed abuse. I worked with this woman. She started training with me. She has been undercover for three decades, she is not, as Bob Novak suggested, a CIA analyst. But given that, I was a CIA analyst for four years. I was undercover. I could not divulge to my family outside of my wife that I worked for the Central Intelligence Agency until I left the agency on Sept. 30, 1989. At that point I could admit it. So the fact that she’s been undercover for three decades and that has been divulged is outrageous because she was put undercover for certain reasons. One, she works in an area where people she meets with overseas could be compromised. When you start tracing back who she met with, even people who innocently met with her, who are not involved in CIA operations, could be compromised. For these journalists to argue that this is no big deal.”
Novak Did 'a Really Dangerous and Terrible Thing' - Rosenstiel calls Novak’s assertion that the CIA didn’t warn him of any danger in leaking Plame Wilson’s name “weak,” and adds: “Bob Novak has done a really dangerous and terrible thing. If you are going to get involved in something like this where you’re bumping up against breaking the law, as a journalist you have a civil disobedience test you have to meet. What’s the public good of this story? What’s the—balanced against what’s the danger to the people involved publishing the story. The third part of the test is, is it necessary in telling the story to do this or is there another way to do it, do you need to divulge this person’s name, in other words, to convey the information you think is of the public interest? This doesn’t meet any one of those three tests. It’s not of overriding public interest. Novak may be really just an instrument of Republican revenge here. Whatever the public good is of the story is far overwhelmed by the danger to this woman and her network of operatives. And it’s gratuitous. You could have told the story without her name.” Johnson adds: “This is not about partisan politics. This is about a betrayal, a political smear of an individual with no relevance to the story. Publishing her name in that story added nothing to it. His entire intent was correctly as Ambassador Wilson noted (see August 12, 2003): to intimidate, to suggest that there was some impropriety that somehow his wife was in a decision-making position to influence his ability to go over and savage a stupid policy, an erroneous policy, and frankly, what was a false policy of suggesting that there were nuclear material in Iraq that required this war. This was about a political attack. To pretend that it’s something else and to get into this parsing of words, I tell you, it sickens me to be a Republican to see this.”
Most Reporters Thought Story 'Lousy - Asked why six reporters were told of Plame Wilson’s identity and five chose not to publish it (see September 28, 2003), Rosenstiel says that the five reporters’ decision “tells us that the majority of reporters involved thought this was a lousy story.” It was “[i]mproper to identify and actually maybe the story itself just didn’t rise to the level of being much of a story. Frankly, it’s difficult to see how this information discredits Wilson. I can see how it intimidates him but I don’t think it necessarily discredits his research into the Niger claim.” [PBS, 9/30/2003]

The published memoirs reveal—among other things—that Blair had intentionally misled the British population. Knight Ridder reporter Warren Strobel publishes an analysis of the potential damage the Plame Wilson identity leak (see Fall 1992 - 1996 and July 14, 2003) has caused to the CIA and to US national security. According to current and former CIA officials interviewed by Strobel, revealing Plame Wilson’s identity “may have damaged US national security to a much greater extent than generally realized.” Former CIA and State Department official Larry Johnson says flatly, “At the end of the day, [the harm] will be huge and some people potentially may have lost their lives.” Strobel notes that Plame Wilson’s training cost the US “millions of dollars and requires the time-consuming establishment of elaborate fictions, called ‘legends,’ including in this case the creation of a CIA front company that helped lend plausibility to her trips overseas.” Conservative columnist Robert Novak not only outed Plame Wilson, but her front company, Brewster Jennings (see October 2, 2003), a revelation that former CIA counterterrorism chief Vincent Cannistraro says puts other CIA officers at risk as well (see October 3, 2003). Plame Wilson’s career, as a specialist in Iraqi WMD, is now over, costing the agency her expertise, knowledge, and, perhaps most irreplaceably, the network of operatives and sources she has built up over the years. Former CIA agent Jim Marcinkowski, now a prosecutor in Michigan, says: “This is not just another leak. This is an unprecedented exposing of an agent’s identity.” Johnson calls himself “furious, absolutely furious” at the security breach. [Knight Ridder, 10/11/2003] According to anonymous intelligence officials, the CIA performed an “aggressive,” in-house assessment of the damage done by her exposure, and found it to have been “severe” (see Before September 16, 2003). It is unlikely that Strobel is aware of this assessment.

Kennedy calls the war “unnecessary… based on unreliable and inaccurate intelligence,” and notes that the US occupation of Iraq “has not brought an end to danger. Instead, it has brought new dangers, imposed new costs, and taken more and more American lives each week.” Iraq “was not a breeding ground for terrorism,” Kennedy asserts. “Our invasion has made it one.”
'Trumped-Up' 'Double Talk' - He accuses the administration of taking the nation to war on the basis of “trumped-up reasons” and “double-talk,” saying: “The American people were told Saddam Hussein was building nuclear weapons. He was not. We were told he had stockpiles of other weapons of mass destruction. He did not. We were told he was involved in 9/11. He was not. We were told Iraq was attracting terrorists from al-Qaeda. It was not. We were told our soldiers would be viewed as liberators. They are not. We were told Iraq could pay for its own reconstruction. It cannot. We were told the war would make America safer. It has not. Before the war, week after week after week after week, we were told lie after lie after lie after lie.”
Getting out of Iraq - But, Kennedy notes, now that the US is in Iraq, it cannot just withdraw and leave the country “to chaos or civil war [and risk it] becoming a danger to us far greater than it did before. The misguided policy of the past is no excuse for a misguided policy for the future. We need a realistic and specific plan to bring stability to Iraq, to bring genuine self-government to Iraq, to bring our soldiers home with dignity and honor.” Kennedy says he will vote against the administration’s $87 billion “emergency funding” bill for the occupation, and will continue to vote against future bills until the administration outlines a plan for withdrawing from Iraq. “A no vote is not a vote against supporting our troops,” he says. “It is a vote to send the administration back to the drawing board. It is a vote for a new policy—a policy worthy of the sacrifice our soldiers are making, a policy that restores America as a respected member of the family of nations, a policy that will make it easier, not far more difficult, to win the war against terrorism.”
'Huge' Spending Outlay - Kennedy gives examples of what the $87 billion is not being spent on:

The World's Next 'Failed Empire?' - Kennedy warns that for the US to continue to be “an occupier of other lands,” to “have to re-learn the lesson that every colonial power in history has learned,” risks making the US “the next failed empire in the world.” The Bush administration ignores the lessons of history, Kennedy says: “The most basic of those lessons is that we cannot rely primarily on military means as a solution to politically-inspired violence. In those circumstances, the tide of history rises squarely against military occupation. The British learned that lesson in Northern Ireland. The French learned it in Algeria. The Russians learned it in Afghanistan and are re-learning it every day in Chechnya. America learned it in Vietnam, and we must not re-learn it in Iraq.”
Protecting the US Military - The Bush administration is sacrificing the lives, the health, and the safety of the US soldiers in Iraq and elsewhere to its dreams of empire, Kennedy says. “Even with the best forces in the history of the world, our military cannot succeed if the mission is not achievable, if they are viewed as occupiers, and if we do not have a clearly defined and realistic strategy.… I am profoundly moved by the price they pay to serve our country, and profoundly impressed by their professionalism and commitment.… They tell me that far too many in Iraq believe we are there to take their oil, and that we will stay forever. They have no clear sense about their post-war mission. Some see it as winning the hearts and minds of the Iraqi people. Some believe it is security. Some feel it is to obtain intelligence about opposition forces and weapons caches. Others think it is to prevent sabotage of the oil pipelines and other vital infrastructure. Still others say it is to build sidewalks and soccer fields and schools and hospitals, and other local facilities. Not one of the soldiers told me their mission was to achieve Iraq’s transition to democracy.”
Supporting the Contractors at the Expense of Supporting the Iraqi People - The administration is far more interested in supporting large private contractors such as Halliburton and KBR, Kennedy says, than it is in actively helping the Iraqi people. “The administration’s policy of rushing to put large multibillion-dollar contracts in the hands of American firms ignores not only the lesson of history but also the lesson of human nature—the Iraqi people need to be the real partners in the reconstruction effort.” While private firms make enormous profits from government contracts, the most basic functions in Iraq remain unrestored. “Why not scale back the lavish resources being provided to US contractors and consultants and provide larger sums directly to the Iraqi people?” he asks.
Ignoring Iraq's History of Conflict and Dissension - The administration has flatly ignored a century of history in Iraq, Kennedy says, a century of division and dissension between warring religious, cultural, and ethnic groups. Since the British carved Iraq from the remnants of the collapsing Ottoman Empire after World War I, Kennedy says, the nation has been embroiled in conflict. “Iraq had no history of unity. In the words of one tribal chieftain, ‘History did not die; the tribes and notables who emerged in 1920 and created our modern state in 1921 are here to stay with all the others who came into being thereafter.’ Instead of learning from this painful history, we condemned ourselves to repeat it. Instead of anticipating the obviously similar and predictable divisions and demands when Saddam’s regime fell, the Bush administration believed that a few favored Iraqi exile leaders, many of them in exile for years, could return to Iraq, rally the population, and lead the new government. That was another failure. The Iraqi people rejected them from the start and resisted their domination.”
Working with the United Nations - The Bush administration seems unwilling to work with the United Nations to help bring peace and stability to Iraq, Kennedy says—in his view, a critical error. In January 2000, before becoming Bush’s national security adviser, Condoleezza Rice wrote of the importance of the UN in the US’s foreign relations. Kennedy says: “Condi Rice’s words indict the administration’s own policy now. It is essential to involve the international community as an active and equal partner in the political transition of Iraq. We need to give the UN a central role.… No one doubts that the United States should remain in charge of the military operation. But internationalizing the reconstruction is not a luxury; it is an imperative.”
Conclusion - Kennedy concludes by quoting from a book by former President George Herbert Walker Bush and his national security adviser, Brent Scowcroft, reflecting on their experiences with Iraq and the 1991 Gulf War (see September 1998). Overthrow and occupation was the wrong goal in 1991, Bush and Scowcroft wrote, and, Kennedy says, was the wrong goal in 2003. “It is time for this administration to admit that it was wrong, and turn in a new direction.… We need to actively engage the Iraqi people in governing and rebuilding their country. Our soldiers now risking their lives in Iraq deserve no less. [Source: CNN]Former CIA case officer Jim Marcinkowski, a former classmate of outed CIA case officer Valerie Plame Wilson (see Fall 1985), is outraged by the revelation of Plame Wilson’s CIA status and the allegations that the leak of her identity is not a crime (see July 14, 2003 and September 29, 2003). Another former classmate of Plame Wilson’s, former CIA agent Larry Johnson, says: “[W]hat I keep seeing in the newspaper is the spin and leak that this is no big deal. And that’s got to stop.… The problem with this is a lot of the damage that has occurred is not going to be seen. It can’t be photographed. We can’t bring the bodies out because in some cases it’s going to involve protecting sources and methods. And it’s important to keep this before the American people. This was a betrayal of national security.” Marcinkowski concurs: “This is an unprecedented act. This has never been done by the United States government before. The exposure of an undercover intelligence officer by the US government is unprecedented. It’s not the usual leak from Washington. The leak a week scenario is not at play here. This is a very, very serious event.” Plame Wilson was an NOC, or nonofficial cover officer (see Fall 1992 - 1996). “It was the most dangerous assignment you could take. It takes a special sort of person,” says Marcinkowski, who is now a prosecutor in Michigan. Former CIA official Kenneth Pollack agrees, describing an NOC’s identity as the “holiest of holies.” Many believe that the outrage among the rank and file of CIA agents and officials at Plame Wilson’s outing was so strong that CIA Director George Tenet had little choice but to recommend that the Justice Department investigate the leak (see September 16, 2003). Marcinkowski says: “In this particular case, it was so far over the line, I think myself and a lot of us were truly outraged that the government would do this.… I mean, we kept our mouths closed since 1985, when we joined.” Johnson, noting that both he and Marcinkowski are registered Republicans, says: “As a Republican, I think we need to be consistent on this. It doesn’t matter who did it, it didn’t matter which party was involved. This isn’t about partisan politics. This is about protecting national security and national security assets and in this case there has been a betrayal, not only of the CIA officers there, but really a betrayal of those of us who have kept the secrets over the years on this point.” [Guardian, 10/22/2003; CNN, 10/24/2003]

These are people who are well attuned to Israel’s objectives. The authors of the Project for the New American Century [PNAC—see September 2000] have set out for the United States to become the dominant power in the world. On NBC’s “Meet the Press”, Defense Secretary Donald Rumsfeld denies that Americans were misinformed about Iraqi nuclear arms. Rumsfeld says that no one in the administration ever claimed Iraq had tried to obtain nuclear weapons. Moderator Tim Russert asks: “But, Mr. Secretary, you acknowledge that there was an argument made by the administration that Saddam Hussein possessed chemical and biological weapons, and could have been well on his way to reconstituting his nuclear program. There doesn’t appear to be significant amounts of evidence to document that presentation that was made by the administration.” Rumsfeld says that this administration as well as preceding administrations “all agreed” that Iraq had chemical and biological weapons, “and that they had programs relating to nuclear weapons that they were reconstituting—not that they had nuclear weapons—no one said that.” The administration made numerous claims of Iraq possessing “reconstituted” nuclear weapons, including claims made by the CIA (see January 30, 2002), Vice President Dick Cheney (see September 8, 2002), and the entire intelligence community (see October 1, 2002). Russert follows up by asking if it was possible “that the inspections in fact did work, that the enforcement of the no-fly zone did work, and that Saddam in fact no longer had a weapons of mass destruction capability?” Rumsfeld replies that it is possible Saddam Hussein “took his weapons, destroyed them, or moved them to some other country.” [US Department of Defense, 11/2/2003]

[Source: Slate]On November 14, 2003, the neoconservative magazine the Weekly Standard prints a cover story by Stephen Hayes entitled “Case Closed” that attempts to revive allegations that there was a link between the Iraqi government and al-Qaeda. It claims to have new evidence of the link, based on a “top secret US government memorandum obtained by The Weekly Standard.” It quotes extensively from a classified October 27, 2003, 16-page memo written by Undersecretary of Defense for Policy Douglas Feith. [Weekly Standard, 11/14/2003] But the story is immediately discredited. The next day, the Defense Department issues a press release stating, “news reports that the Defense Department recently confirmed new information with respect to contacts between al-Qaeda and Iraq… are inaccurate.” But several conservative media outlets, including the New York Post, the Washington Times, and Fox News, run with the story anyway. Conservative New York Times columnist William Safire also endorses the story. Most of the outlets that report on the story are owned by Rupert Murdoch, who also owns the Weekly Standard. However, most other outlets either ignore the story or write articles completely dismissing it. [Slate, 11/18/2003; Editor & Publisher, 11/18/2003] For instance, on November 19, Newsweek posts an article called “Case Decidedly Not Closed.” It notes that the Feith memo “is mostly based on unverified claims that were first advanced by some top Bush administration officials more than a year ago—and were largely discounted at the time by the US intelligence community (see August 2002), according to current and former US intelligence officials.” [Newsweek, 11/19/2003] The New York Times and Washington Post also print stories largely discrediting the Weekly Standard piece. [Slate, 11/18/2003] But nonetheless, in January 2004, Vice President Cheney will cite the article and call it the “best source of information” about the supposed pre-war Iraq-al-Qaeda link (see January 9, 2004).

[Source: Peter Bergen]Author and former war correspondent Peter Bergen writes that in the run-up to the Iraq war, most Americans believed wholeheartedly that Saddam Hussein and Iraq were behind the 9/11 attacks. Bergen writes: “[T]he belief that Saddam posed an imminent threat to the United States amounted to a theological conviction within the administration, a conviction successfully sold to the American public. So it’s fair to ask: Where did this faith come from?” One source is the American Enterprise Institute (AEI), a neoconservative think tank who has placed many of its fellows in the Bush administration, including Paul Wolfowitz, Richard Perle, and John Bolton. But, Bergen notes, none of the AEI analysts and writers are experts on either Iraq or the Middle East. None have ever served in the region. And most actual Middle East experts both in and out of government don’t believe that Iraq had any connection to the 9/11 attacks. The impetus for the belief in a 9/11-Iraq connection in part comes from neoconservative academic Laurie Mylroie.
Mylroie Supplies Neoconservatives with Desired Rationale - A noted author with an impressive academic resume, Mylroie, Bergen writes, “was an apologist for Saddam’s regime, but reversed her position upon his invasion of Kuwait in 1990, and, with the zeal of the academic spurned, became rabidly anti-Saddam.” In 1993, Mylroie decided that Saddam Hussein was behind the World Trade Center bombings, and made her case in a 2000 AEI-published book, Study of Revenge: Saddam Hussein’s Unfinished War Against America (see October 2000). Mylroie’s message was evidently quite popular with AEI’s neoconservatives. In her book, Mylroie blamed every terrorist event of the decade on Hussein, from the 1993 WTC bombings (a theory Bergen calls “risible”) to the 1996 crash of TWA Flight 800 into Long Island Sound (see July 17, 1996-September 1996), the 1998 embassy bombings in Tanzania and Kenya (see 10:35-10:39 a.m., August 7, 1998), the 2000 attack on the USS Cole (see October 12, 2000), and even the 1995 Oklahoma City bombings (see 8:35 a.m. - 9:02 a.m. April 19, 1995). Bergen calls her a “crackpot,” and notes that it “would not be significant if she were merely advising say, [conservative conspiracy theorist] Lyndon LaRouche. But her neocon friends who went on to run the war in Iraq believed her theories, bringing her on as a consultant at the Pentagon, and they seem to continue to entertain her eccentric belief that Saddam is the fount of the entire shadow war against America.”
Complete Discrediting - Bergen, after detailing how Mylroie ignored conclusive evidence that both the 1993 and 9/11 attacks were planned by al-Qaeda terrorists and not Saddam Hussein, quotes former CIA counterterrorism chief Vincent Cannistraro, who says Mylroie “has an obsession with Iraq and trying to link Saddam to global terrorism.” Cannistraro is joined by author and former CIA analyst Ken Pollack; Mary Jo White, the US attorney who prosecuted the 1993 WTC bombings and 1998 embassy attacks; and Neil Herman, the FBI official who headed the 1993 WTC investigation, who all dismiss Mylroie’s theories as absolutely baseless and thoroughly disproven by the evidence.
Belief or Convenience? - Apparently such thorough debunking did not matter to the AEI neoconservatives. Bergen writes that they were “formulating an alternative vision of US foreign policy to challenge what they saw as the feckless and weak policies of the Clinton administration. Mylroie’s research and expertise on Iraq complemented the big-think strategizing of the neocons, and a symbiotic relationship developed between them.” Whether the neoconservatives actually believed Mylroie’s work, or if “her findings simply fit conveniently into their own desire to overthrow Saddam,” Bergen isn’t sure. Perle later backed off of supporting Mylroie’s theories, calling them less than convincing and downplaying her role in developing arguments for overthrowing Hussein even as he suggests she should be placed in a position of power at the CIA. It is known that after 9/11, former CIA Director James Woolsey, a prominent neoconservative, went to Britain to investigate some of Mylroie’s claims (see Mid-September-October 2001). And in September 2003, Vice President Cheney called Iraq “the geographic base of the terrorists who have had us under assault for many years, but most especially on 9/11,” an echoing of Mylroie’s own theories. Mylroie’s latest book, Bush vs. the Beltway: How the CIA and the State Department Tried to Stop the War on Terror, accuses those agencies of suppressing information about Iraq’s role in 9/11, again contradicting all known intelligence and plain common sense (see July 2003).
Zeitgeist - Bergen concludes that in part because of Mylroie’s theories and their promulgation by Bush, Cheney, and prominent neoconservatives in and out of the administration, the US has been led into a disastrous war while 70 percent of Americans believe that Hussein had a role in the 9/11 attacks. “[H]er specious theories of Iraq’s involvement in anti-American terrorism have now become part of the American zeitgeist.” Perhaps the most telling statement from Mylroie comes from a recent interview in Newsweek, where she said: “I take satisfaction that we went to war with Iraq and got rid of Saddam Hussein. The rest is details.” Bergen retorts sourly, “Now she tells us.” [Washington Monthly, 12/2003; Unger, 2007, pp. 216]

The London Daily Telegraph reports that it has obtained a copy of a memo purportedly written to Saddam Hussein by Tahir Jalil Habbush al-Tikriti, the former head of the Iraqi Intelligence Service, describing a three-day “work program” Atta participated in at Abu Nidal’s base in Baghdad. The memo, dated July 1, 2001, also includes a report about a shipment sent to Iraq by way of Libya and Syria. The Telegraph asserts that the shipment is “believed to be uranium.” Future Iraqi interim Prime Minister Ayad Allawi backs the validity of the document. [Daily Telegraph, 12/14/2003] But Newsweek quickly reports that the document is probably a fabrication, citing both the FBI’s detailed Atta timeline and a document expert who, amongst other things, distrusts an unrelated second “item” on the same document, which supports a discredited claim that Iraq sought uranium from Niger. [Newsweek, 12/17/2003] Very few media outlets pick up the Telegraph’s story. It will later be revealed that many forged documents purporting a link between Iraq and al-Qaeda were left in places for US troops to find (see Shortly After April 9, 2003).

The existence of a June 2002 memo—revealing that intelligence from the Iraqi National Congress (INC) was being sent directly to the offices of Vice President Dick Cheney and William Luti—is reported in Newsweek magazine, which also reports that Francis Brooke, a DC lobbyist for the INC, admits having supplied Cheney’s office with information pertaining to Iraq’s alleged arsenal of weapons of mass destruction and Saddam’s supposed ties to militant Islamic groups. [Newsweek, 12/15/2003 Sources: Memo, Francis Brooke] Furthermore, he acknowledges that the information provided by the INC was driven by an agenda. “I’m a smart man. I saw what they wanted, and I adapted my strategy,” he later admits. “I told them [the INC], as their campaign manager, ‘Go get me a terrorist and some WMD, because that’s what the Bush administration is interested in.’” [Vanity Fair, 5/2004, pp. 230; New Yorker, 6/7/2004] Brooke had previously worked for the Rendon Group, “a shadowy CIA-connected public-relations firm.” [Mother Jones, 1/2004] However, an unnamed Cheney aid interviewed by the same magazine flatly denies that his boss’ office had received raw intelligence on Iraq.
