[Source: Department of Defense]While detailed plans for the upcoming invasion of Iraq are well underway, the administration realizes that the American people are not strongly behind such an invasion. They aren’t convinced that Saddam Hussein was responsible for the 9/11 attacks, and unsure about Iraq having weapons of mass destruction. White House and Pentagon officials decide that using retired military officers as “independent military analysts” in the national media can help change hearts and minds (see April 20, 2008). Assistant secretary of defense for public affairs Victoria “Torie” Clarke, a former public relations executive, intends to achieve what she calls “information dominance.” The news culture is saturated by “spin” and combating viewpoints; Clarke argues that opinions are most swayed by voices seen as authoritative and completely independent. Clarke has already put together a system within the Pentagon to recruit what she calls “key influentials,” powerful and influential people from all areas who, with the proper coaching, can generate support for Defense Secretary Donald Rumsfeld’s agenda. After 9/11, when each of the news networks rushed to land its own platoon of retired military officers to provide commentary and analysis, Clarke saw an opportunity: such military analysts are the ultimate “key influentials,” having tremendous authority and credibility with average Americans. They often get more airtime than network reporters, Clarke notes. More importantly, they are not just explaining military minutiae, but telling viewers how to interpret events. Best of all, while they are in the news media, they are not creatures of the media. Reporter David Barstow will write in 2008, “They were military men, many of them ideologically in sync with the administration’s neoconservative brain trust, many of them important players in a military industry anticipating large budget increases to pay for an Iraq war.” And even those without such ties tended to support the military and the government. Retired Army general and ABC analyst William Nash will say: “It is very hard for me to criticize the United States Army. It is my life.”
'Writing the Op-Ed' for the War - As a result, according to Clarke’s aide Don Meyer, Clarke decides to make the military analysts the main focus of the public relations push to build a case for invading Iraq. They, not journalists, will “be our primary vehicle to get information out,” Meyer recalls. The military analysts are not handled by the Pentagon’s regular press office, but are lavished with attention and “perks” in a separate office run by another aide to Clarke, Brent Krueger. According to Krueger, the military analysts will, in effect, be “writing the op-ed” for the war.
Working in Tandem with the White House - The Bush administration works closely with Clarke’s team from the outset. White House officials request lists of potential recruits for the team, and suggests names for the lists. Clarke’s team writes summaries of each potential analyst, describing their backgrounds, business and political affiliations, and their opinions on the war. Rumsfeld has the final say on who is on the team: “Rumsfeld ultimately cleared off on all invitees,” Krueger will say. Ultimately, the Pentagon recruits over 75 retired officers, though some only participate briefly or sporadically.
Saturation Coverage on Cable - The largest contingent of analysts is affiliated with Fox News, followed by NBC and CNN, the networks with 24-hour cable news coverage. Many analysts work for ABC and CBS as well. Many also appear on radio news and talk broadcasts, publish op-ed articles in newspapers, and are quoted in press reports, magazine articles, and in Web sites and blogs. Barstow, a New York Times reporter, will note that “[a]t least nine of them have written op-ed articles for The Times.”
Representing the Defense Industry - Many of the analysts have close ties with defense contractors and/or lobbying firms involved in helping contractors win military contracts from the Pentagon:
bullet Retired Army general James Marks, who begins working as an analyst for CNN in 2004 (until his firing three years later—see July 2007) is a senior executive with McNeil Technologies, and helps that firm land military and intelligence contracts from the government.
bullet Thomas McInerney, a retired Air Force general and Fox News analyst, sits on the boards of several military contractors.
bullet CBS military analyst Jeffrey McCausland is a lobbyist for Buchanan Ingersoll & Rooney, a major lobbying firm where he is director of a national security team that represents several military contractors. His team proclaims on the firm’s Web site, “We offer clients access to key decision makers.”
bullet Shortly after signing with CBS, retired Air Force general Joseph Ralston became vice chairman of the Cohen Group, a consulting firm headed by former Defense Secretary William Cohen (also an analyst for CNN). The Cohen Group says of itself on its Web site, “The Cohen Group knows that getting to ‘yes’ in the aerospace and defense market—whether in the United States or abroad—requires that companies have a thorough, up-to-date understanding of the thinking of government decision makers.”
Ideological Ties - Many military analysts have political and ideological ties to the Bush administration and its supporters. These include:
bullet Two of NBC’s most familiar analysts, retired generals Barry McCaffrey and Wayne Downing, are on the advisory board of the Committee for the Liberation of Iraq, an advocacy group created with White House encouragement in 2002 to push for the overthrow of Saddam Hussein. [New York Times, 4/20/2008] Additionally, McCaffrey is chief of BR McCaffrey Associates, which “provides strategic, analytic, and advocacy consulting services to businesses, non-profits, governments, and international organizations.” [Washington Post, 4/21/2008] Other members include senators John McCain (R-AZ) and Joseph Lieberman (D-CT), and prominent neoconservatives Richard Perle and William Kristol. [Truthout (.org), 4/28/2008] Both McCaffrey and Downing head their own consulting firms and are board members of major defense contractors.
bullet Retired Army general Paul Vallely, a Fox News analyst from 2001 through 2007, shares with the Bush national security team the belief that the reason the US lost in Vietnam was due to negative media coverage, and the commitment to prevent that happening with the Iraq war. In 1980, Vallely co-wrote a paper accusing the US press of failing to defend the nation from what he called “enemy” propaganda—negative media coverage—during the Vietnam War. “We lost the war—not because we were outfought, but because we were out Psyoped,” he wrote. Vallely advocated something he called “MindWar,” an all-out propaganda campaign by the government to convince US citizens of the need to support a future war effort. Vallely’s “MindWar” would use network TV and radio to “strengthen our national will to victory.” [New York Times, 4/20/2008]

Seducing the Analysts - Analysts describe a “powerfully seductive environment,” in Barstow’s words, created for them in the Pentagon: the uniformed escorts to Rumsfeld’s private conference room, lavish lunches served on the best government china, embossed name cards, “blizzard[s] of PowerPoints, the solicitations of advice and counsel, the appeals to duty and country, the warm thank you notes from the secretary himself.” Former NBC analyst Kenneth Allard, who has taught information warfare at the National Defense University, says: “[Y]ou have no idea. You’re back. They listen to you. They listen to what you say on TV.” Allard calls the entire process “psyops on steroids,” using flattery and proximity to gain the desired influence and effect. “It’s not like it’s, ‘We’ll pay you $500 to get our story out,’” Allard says. “It’s more subtle.”
Keeping Pentagon Connections Hidden - In return, the analysts are instructed not to quote their briefers directly or to mention their contacts with the Pentagon. The idea is always to present a facade of independent thought. One example is the analysts’ almost perfect recitation of Pentagon talking points during a fall and winter 2002 PR campaign (see Fall and Winter 2002). [New York Times, 4/20/2008]

The memo suggests that “[b]ased on the success of our previous trips to Iraq with the Retired Military Analysts, I would like to propose another trip to Iraq and Afghanistan. Smith is referencing the Pentagon’s Iraq propaganda operation (see April 20, 2008 and Early 2002 and Beyond), which uses retired military officers as “military analysts” for the various television news channels to promote the Pentagon and White House’s Iraq policies. The same day, Pentagon official Dallas Lawrence, who is directly involved in the propaganda operation (see June 21, 2005 and June 24, 2005), replies to Barber’s memo. Lawrence advises Barber to drop the request for an Afghanistan tour because it may not happen, and by leaving it out of the proposal, “we (you) won’t find yourself having to explain why it didn’t happen after he briefed it to karl at the weekly meeting.” The reference to “karl” cannot be proven to be White House political adviser Karl Rove, but, as Salon columnist Glenn Greenwald will note in 2008, “In the documents I reviewed, I haven’t seen any other ‘Karl’ referenced who works at the [Defense Department]. These are fairly high-ranking [Defense Department] officials and there aren’t many people they’re worried about having to explain themselves to (Smith’s position as Assistant Defense Secretary was one requiring Senate confirmation and he reported to Rumsfeld). Given the significant possibility that this program was illegal (see April 28, 2008 and May 6, 2008), and given [White House Press Secretary Dana] Perino’s denial of the White House’s knowledge of it (see April 30, 2008), this question—whether the ‘karl’ being briefed on the program was Karl Rove—certainly seems to be one that should be asked.” The likelihood that Rove is indeed involved in the propaganda program is bolstered by other Defense Department e-mails from Lawrence and other officials noting that they are attempting to have both President Bush and Deputy National Security Adviser Stephen Hadley (see April 30, 2008), an idea that “was submitted to karl and company from dorrance smith last week.” Greenwald will write that due to the proposed involvement of Bush and Hadley, the “karl” of the memos must by necessity be Karl Rove. If true, Rove’s involvement means that the White House is directly involved in a highly unethical and probably illegal (see April 28, 2008) domestic propaganda operation. [Salon, 5/16/2008]

[Source: Washington Note]General John Abizaid, the commander of US forces in the Middle East, tells the Senate Armed Services Committee that sectarian violence in Iraq, especially in and around Baghdad, has grown so severe that the nation may be on the brink of civil war. “A couple of days ago, I returned from the Middle East,” he says. “I’ve rarely seen it so unsettled or so volatile. There’s an obvious struggle in the region between moderates and extremists that touches every aspect of life.” He continues, “I believe that the sectarian violence is probably as bad as I’ve seen it, in Baghdad in particular, and that if not stopped, it is possible that Iraq could move towards civil war.” The New York Times reports that “the tone of the testimony at the Armed Services Committee’s three-and-a-half-hour hearing was strikingly grimmer than the Pentagon’s previous assessments, which have sought to accentuate the positive even as officials acknowledged that Iraq’s government was struggling to assert authority and assure security amid a tide of violence.” [New York Times, 8/4/2006; Washington Post, 8/4/2006]
Harsh Criticism of Rumsfeld - Abizaid is joined by Defense Secretary Donald Rumsfeld and General Peter Pace, the chairman of the Joint Chiefs of Staff. Rumsfeld had initially refused to attend the hearing, but agreed to attend after Senate Democrats criticized his refusal. Neither Rumsfeld nor Pace contradict Abizaid’s assessments, though Rumsfeld emphasizes that the war must not be lost. Pace notes that while civil war is possible, he does not believe it is “probable,” and Abizaid says he is “optimistic that that slide [into civil war] can be prevented.” Some of the harshest criticism of Rumsfeld comes from committee member Hillary Clinton (D-NY), who tells him that he failed to send enough troops to Iraq in the 2003 invasion “to establish law and order,” he erred by disbanding the Iraqi army, he failed to plan adequately for the occupation phase, and he “underestimated the nature and strength of the insurgency, the sectarian violence, and the spread of Iranian influence.” Now, she says, “we hear a lot of happy talk and rosy scenarios, but because of the administration’s strategic blunders and, frankly, the record of incompetence in executing, you are presiding over a failed policy. Given your track record, Secretary Rumsfeld, why should we believe your assurances now?” Rumsfeld responds, “My goodness,” and then says: “First of all, it’s true, there is sectarian conflict in Iraq, and there is a loss of life. And it’s an unfortunate and tragic thing that that’s taking place. And it is true that there are people who are attempting to prevent that government from being successful. And they are the people who are blowing up buildings and killing innocent men, women and children, and taking off the heads of people on television. 'Whack-a-Mole' - Because of the continued instability in Iraq, Abizaid says, there is little possibility that US troops will be able to return home in any significant numbers before at least the end of the year. Instead, he says, more US troops will be deployed in and around Baghdad to contain the worsening violence in the capital, and warns that the US will undoubtedly suffer serious casualties in that operation. Acknowledging the necessity for US soldiers to stay in Iraq for the immediate future, Senator John McCain (R-AZ) finds the military’s practice of moving those soldiers from one violence-ridden part of Iraq to another little more than playing a game of “whack-a-mole.” McCain says, “What I worry about is we’re playing a game of whack-a-mole here,” with insurgent activity popping up in places that troops have vacated. “Now we’re going to have to move troops into Baghdad from someplace else. It’s very disturbing.” McCain will wholeheartedly endorse the idea of a “surge” of more American troops into Iraq (see January 2007 and January 10, 2007). After the Iraq Study Group (ISG) report is tossed aside by President Bush (see December 2006), his neoconservative advisers quickly locate a study more to their liking. Not surprisingly, it is from the neoconservative American Enterprise Institute. The study, written by Frederick Kagan (the brother of Robert Kagan, a signatory of the 1998 PNAC letter urging then-President Clinton to overthrow Saddam Hussein—see January 26, 1998), was commissioned in late September or early October by Kagan’s AEI boss, Danielle Pletka, the vice president of foreign and defense studies at the institute. Kagan later says that Plekta thought “it would be helpful to do a realistic evaluation of what would be required to secure Baghdad.” The study is released during a four-day planning exercise that coincides with the release of the ISG report, but Kagan says neither the timing nor the report itself has anything to do with the ISG. “This is not designed to be an anti-ISG report,” Kagan insists. “Any conspiracy theories beyond that are nonsense. There was no contact with the Bush administration. We put this together on our own. I did not have any contact with the vice president’s office prior to… well, I don’t want to say that. I have had periodic contact with the vice president’s office, but I can’t tell you the dates.” Kagan’s study, with the appealing title “Choosing Victory: A Plan for Success in Iraq,” says that 20,000 more US troops deployed throughout Baghdad will turn the tide and ensure success. The study becomes the centerpiece of Bush’s “surge” strategy (see January 2007). [Unger, 2007, pp. 342-343]

Kagan and Keane want to send seven more Army brigades and Marine regiments to Iraq.
Opposed by Joint Chiefs - The AEI plan, however, has been rebuffed by the Joint Chiefs of Staff, who do not believe that Iraqi Prime Minister Nouri al-Maliki can effectively confront the Shi’ite militias, especially those of Moqtada al-Sadr’s Mahdi Army. [Washington Post, 1/10/2007] However, al-Maliki reportedly told Bush in recent days, “I swear to God, I’m not going to let Sadr run this country.” [ABC News, 1/10/2007]
Plan Created by Neoconservatives at AEI - Kagan is a neoconservative who, in his new book Finding the Target, has scorned Bush’s military policies as “simplistic,” Secretary of Defense Donald Rumsfeld as “fatuous,” and Rumsfeld’s former deputy and architect of the Iraq invasion, Paul Wolfowitz, as “self-serving.” Along with Kagan and Keane, a number of lesser-known AEI neoconservatives contributed to the plans for the surge, including Danielle Pletka, a former aide to retired Republican senator Jesse Helms, and former Coalition Provisional Authority aide Michael Rubin. Commentator and former Clinton adviser Sidney Blumenthal calls the collection a “rump group of neocons” hanging on to influence primarily in the office of Vice President Dick Cheney, battered and demoralized by the failures of the past five years but, Blumenthal writes, “not so crushed that they cannot summon one last ragged Team B to provide a manifesto for a cornered president.” The AEI plan, entitled “Choosing Victory: A Plan for Success in Iraq,” calls for a huge escalation to fight a tide-turning battle for Baghdad which, it predicts, will lead to the dissolution of Iraq’s Shi’ite militias, deliver a crushing defeat to the Sunni insurgency, and spread security and democracy from Baghdad throughout the country. Unfortunately, it ignores the realities of limited troop availability, Blumenthal observes, and perhaps worse, dismisses any notion of diplomacy, particularly the diplomatic initiatives advanced by the Iraq Study Group. The only solution to the Iraq problem, the plan asserts, is “victory.” The plan claims, “America, a country of 300 million people with a GDP of $12 trillion, and more than 1 million soldiers and marines can regain control of Iraq, a state the size of California with a population of 25 million and a GDP under $100 billion.” [Salon, 12/20/2006]
Marketing Slogan with Inaccurate Implications - In 2008, author J. Peter Scoblic will write, “Recall that the surge strategy promoted by the American Enterprise Institute was titled ‘Choosing Victory,’ implying both that the only possible outcomes in Iraq were victory or defeat and that it was entirely within our power to decide which happened.” [Scoblic, 2008, pp. 272]

Details of ‘surge’ troop deployments .Details of ‘surge’ troop deployments . [Source: Jordan Times] (click image to enlarge)In a major policy speech regarding Iraq, President Bush announces that he will order 21,500 more US combat troops to Iraq, in a troop escalation he calls a “surge.” The bulk of the troops will be deployed in and around Baghdad. In addition, 4,000 Marines will go to the violent al-Anbar province. In announcing the escalation, he concedes a point he has resisted for over three years, that there have not been enough US troops in Iraq to adequately provide security and create conditions favorable for an Iraqi democracy to take hold. He admits that his previous strategy was based on flawed assumptions about the unstable Iraqi government. “Where mistakes have been made, the responsibility lies with me,” he says. Bush says that to consider any withdrawals of American troops would be a grave mistake, and that by increasing the number of troops in Iraq now, conditions will improve to a point at which troops can be withdrawn. “To step back now would force a collapse of the Iraqi government,” he says. “Such a scenario would result in our troops being forced to stay in Iraq even longer, and confront an enemy that is even more lethal. If we increase our support at this crucial moment, and help the Iraqis break the current cycle of violence, we can hasten the day our troops begin coming home.” Bush also commits the Iraqi government to meeting a series of “benchmarks,” tangible indicators of progress being made, that include adding a further 8,000 Iraqi troops and police officers in Baghdad, passage of long-delayed legislation to share oil revenues among Iraq’s ethnic groups, and a $10 billion jobs and reconstruction program, to be financed by the Iraqis. Bush aides insist that the new strategy is largely the conception of the Iraqi government, with only limited input from US planners. If successful, he says, the results will be a “functioning democracy” that “fights terrorists instead of harboring them.” [New York Times, 1/10/2007; ABC News, 1/10/2007; White House, 1/10/2007] While no one is sure how much the new policies will cost, Bush is expected to demand “billions” from Congress to fund his new escalation in the weeks ahead. 'New Way Forward' - The surge has a new marketing moniker, the “New Way Forward.” Some believe that the surge is more for political and public relations purposes than any real military effectiveness. “Clearly the deteriorating situation in Iraq is the overall background,” says political scientist Ole Holsti. The changes may indicate “they are looking for new bodies bringing fresh thinking…or you may have a kind of public-relations aspect,” to show Bush’s change in course is “more than just words.” [CBS News, 1/5/2007; USA Today, 1/5/2007]
Surge Already Underway - Interestingly, while Bush announces the “new” strategy of escalating the US presence in Iraq tonight, the escalation is already well underway. 90 advance troops from the Army’s 82nd Airborne are already in Baghdad, and another 800 from the same division are en route. The escalation will necessitate additional call-ups from the National Guard as well as additional reactivation of troops who have already toured Iraq and Afghanistan. Additionally, the naval group spearheaded by the aircraft carrier USS Stennis will shortly be en route to the Persian Gulf. Whether the new plan will work is anyone’s guess, say military commanders in Iraq. The escalation will take several months to implement and longer to see tangible results. One military official says, “We don’t know if this will work, but we do know the old way was failing.”
Contradicting Previous Assertions - In announcing the surge, Bush contradicts the position he has asserted since the March 2003 invasion—that military commanders were determining the direction of the war effort. Bush has repeatedly spoken of his disdain for micromanaging the war effort, and has said that he won’t second-guess his commanders. “It’s important to trust the judgment of the military when they’re making military plans,” he said in December 2006. “I’m a strict adherer to the command structure.” However, Bush balked at following the advice of many top military officials and generals, who have recommended a gradual drawdown in troop strengths, and in recent weeks replaced several top military officials who expressed doubts about the need or efficacy of new troop deployments in Iraq (see January 5, 2007). Instead, Bush believes the escalation will alleviate the drastically deteriorating security situation in Iraq. According to Pentagon officials, the Joint Chiefs of Staff, who oppose the surge, have agreed to support it only grudgingly, and only because Bush officials have promised a renewed diplomatic and political effort to go along with the escalation. Outgoing Central Command chief General John Abizaid said in November that further troop increases were not a viable answer to the Iraq situation, and in their November 30 meeting, Iraqi prime minister Nouri al-Maliki did not ask Bush for more troops, instead indicating that he wanted Iraqi troops to take a higher profile. Viewpoints differ on Bush’s interaction with his commanders up to this point—some have seen him as too passive with the generals and military advisers, allowing them almost free rein in Iraq, while others see him as asserting himself by forcing the retirements or reassignments of generals who disagree with his policies.
Rebuffing the ISG - Many observers believe the surge is a backhanded rebuff to the Iraq Study Group (see January 10, 2007).
Surge Plan Concocted at Right-Wing Think Tank - Interestingly, the surge plan itself comes largely from neoconservative planners at the American Enterprise Institute (see January 2007).
Long-Term Ramifications - The Joint Chiefs worry that a troop escalation will set up the US military for an even larger failure, without having any backup options. The Iraqis will not deliver the troops necessary for their own security efforts, they believe, and worry that US troops will end up fighting in what amounts to a political vacuum unless Bush comes up with a plan for dramatic political and economic changes to go along with the military effort. A surge could lead to increased attacks by Iraqi al-Qaeda fighters, open the troops up to more attacks by Sunni insurgents, and fuel the jihadist appeal for more foreign fighters to battle US forces in Iraq. And the escalation’s short-term conception—to last no more than six to eight months—might well play into the plans of Iraq’s armed factions by allowing them to “game out” the new strategy. The JCS also wonder just where Bush will find the troops for the surge. Frederick Kagan, one of the architects of the surge plan, and Republican presidential candidate John McCain want far more than 20,000 troops, but the Joint Chiefs say that they can muster 20,000 at best, and not all at once. Rumsfeld’s replacement, Robert Gates, played a key role in convincing the Joint Chiefs to support the escalation. The biggest selling point of the escalation is the White House’s belief that it will portray the administration as visibly and dramatically taking action in Iraq, and will help create conditions that will eventually allow for a gradual withdrawal of US troops: Bush says, “[W]e have to go up before we go down.” [Washington Post, 1/10/2007]

[Source: New York Times]The New York Times receives 8,000 pages of Pentagon e-mail messages, transcripts and records through a lawsuit. It subsequently reports on a systematic and highly orchestrated “psyops” (psychological operations) media campaign waged by the Defense Department against the US citizenry, using the American media to achieve their objectives. At the forefront of this information manipulation campaign is a small cadre of retired military officers known to millions of TV and radio news audience members as “military analysts.” These “independent” analysts appear on thousands of news and opinion broadcasts specifically to generate favorable media coverage of the Bush administration’s wartime performance. The group of officers are familiar faces to those who get their news from television and radio, billed as independent analysts whose long careers enable them to give what New York Times reporter David Barstow calls “authoritative and unfettered judgments about the most pressing issues of the post-Sept. 11 world.” However, the analysts are not nearly as independent as the Pentagon would like for Americans to believe. Barstow writes: “[T]he Bush administration has used its control over access and information in an effort to transform the analysts into a kind of media Trojan horse—an instrument intended to shape terrorism coverage from inside the major TV and radio networks.… These records reveal a symbiotic relationship where the usual dividing lines between government and journalism have been obliterated.”
Administration 'Surrogates' - The documents repeatedly refer to the analysts as “message force multipliers” or “surrogates” who can be counted on to deliver administration “themes and messages” to millions of Americans “in the form of their own opinions.” According to the records, the administration routinely uses the analysts as, in Barstow’s words, “a rapid reaction force to rebut what it viewed as critical news coverage, some of it by the networks’ own Pentagon correspondents.” When news articles revealed that US troops in Iraq were dying because of inadequate body armor (see March 2003 and After), a senior Pentagon official wrote to his colleagues, “I think our analysts—properly armed—can push back in that arena.” In 2005, Ten analysts were flown to Guantanamo to counter charges that prisoners were being treated inhumanely; the analysts quickly and enthusiastically repeated their talking points in a variety of television and radio broadcasts (see June 24-25, 2005).
Ties to Defense Industry - Most of the analysts, Barstow writes, have deep and complex “ties to military contractors vested in the very war policies they are asked to assess on air.” The analysts and the networks almost never reveal these business relationships to their viewers; sometimes even the networks are unaware of just how deep those business connections extend. Between then, the fifty or so analysts “represent more than 150 military contractors either as lobbyists, senior executives, board members or consultants. The companies include defense heavyweights, but also scores of smaller companies, all part of a vast assemblage of contractors scrambling for hundreds of billions in military business generated by the administration’s war on terror. It is a furious competition, one in which inside information and easy access to senior officials are highly prized.” Some of the analysts admit to using their special access to garner marketing, networking, and business opportunities. John Garrett, a retired Marine colonel and Fox News analyst, is also a lobbyist at Patton Boggs who helps firms win Pentagon contracts, including from Iraq. In company promotional materials, Garrett says that as a military analyst he “is privy to weekly access and briefings with the secretary of defense, chairman of the Joint Chiefs of Staff and other high level policy makers in the administration.” One client told investors that Garrett’s access and experience helps him “to know in advance—and in detail—how best to meet the needs” of the Defense Department and other agencies. Garrett calls this an inevitable overlap between his various roles, and says that in general, “That’s good for everybody.”
Exclusive Access to White House, Defense Officials - The analysts have been granted unprecedented levels of access to the White House and the Pentagon, including:
bullet hundreds of private briefings with senior military officials, including many with power over contracting and budget matters;
bullet private tours of Iraq;
bullet access to classified information;
bullet private briefings with senior White House, State Department, and Justice Department officials, including Vice President Dick Cheney, former Attorney General Alberto Gonzales, and National Security Adviser Stephen Hadley.
Conversely, analysts who do not cooperate take a risk. “You’ll lose all access,” says CBS military analyst and defense industry lobbyist Jeffrey McCausland.
Quid Pro Quo - Fox News analyst and retired Army lieutenant colenel Timur Eads, who is vice president of government relations for Blackbird Technologies, a rapidly growing military contractor, later says, “We knew we had extraordinary access.” Eads confirms that he and other analysts often held off on criticizing the administration for fear that “some four-star [general] could call up and say, ‘Kill that contract.’” Eads believes that he and the other analysts were misled about the Iraqi security forces, calling the Pentagon’s briefings about those forces’ readiness a “snow job.” But Eads said nothing about his doubts on television. His explanation: “Human nature.” Several analysts recall their own “quid pro quo” for the Pentagon in the months before the invasion (see Early 2003). And some analysts were far more aboveboard in offering quid pro quos for their media appearances. Retired Army general Robert Scales, Jr, an analyst for Fox News and National Public Radio, and whose consulting company advises several firms on weapons and tactics used in Iraq, asked for high-level Pentagon briefings in 2006. In an e-mail, he told officials: “Recall the stuff I did after my last visit. I will do the same this time.”
Repeating White House Talking Points - In return, the analysts have, almost to a man, echoed administration talking points about Iraq, Afghanistan, and Iran, even when some of them believed the information they were given was false or inflated. Some now acknowledge they did so—and continue to do so—for fear of losing their access, which in turn jeopardizes their business relationships. Some now regret their participation in the propoganda effort, and admit they were used as puppets while pretending to be independent military analysts. Bevelacqua says, “It was them saying, ‘We need to stick our hands up your back and move your mouth for you.’” Former NBC analyst Kenneth Allard, who has taught information warfare at the National Defense University, calls the campaign a sophisticated information operation aimed, not at foreign governments or hostile populaces, but against the American people. “This was a coherent, active policy,” he says (see Late 2006). The Pentagon denies using the military analysts for propaganda purposes, with spokesman Bryan Whitman saying it was “nothing other than an earnest attempt to inform the American people.” It is “a bit incredible” to think retired military officers could be “wound up” and turned into “puppets of the Defense Department,” Whitman says. And other analysts, such as McCausland, say that they never allowed their outside business interests to affect their on-air commentaries. “I’m not here representing the administration,” McCausland says. Some say they used their positions to even criticize the war in Iraq. But according to a close analysis of their performances by a private firm retained by the Pentagon to evaluate the analysts, they performed to the Pentagon’s complete satisfaction (see 2005 and Beyond).
Enthusiastic Cooperation - The analysts are paid between $500 and $1,000 per appearance by the networks, but, according to the transcripts, they often speak as if the networks and the media in general are the enemy. They often speak of themselves as operating behind enemy lines. Some offered the Pentagon advice on how to outmaneuver the networks, or, as one said to then-Defense Secretary Donald Rumsfeld, “the Chris Matthewses and the Wolf Blitzers of the world.” Some alerted Pentagon officials of planned news stories. Some sent copies of their private correspondence with network executives to the Pentagon. Many enthusiastically echoed and even added to administration talking points (see Early 2007). [New York Times, 4/20/2008] Several analysts say that based on a Pentagon briefing, they would then pitch an idea for a segment to a producer or network booker. Sometimes, the analysts claim, they even helped write the questions for the anchors to ask during a segment. [New York Times, 4/21/2008]
Consequences and Repercussions - Some of the analysts are dismayed to learn that they were described as reliable “surrogates” in Pentagon documents, and some deny that their Pentagon briefings were anything but, in the words of retired Army general and CNN analyst David Grange, “upfront information.” Others note that they sometimes disagreed with the administration on the air. Scales claims, “None of us drink the Kool-Aid.” Others deny using their access for business gain. Retired general Carlton Shepperd says that the two are “[n]ot related at all.” But not all of the analysts disagree with the perception that they are little more than water carriers for the Pentagon. Several recall being chewed out by irate defense officials minutes after their broadcasts, and one, retired Marine colonel Wiliam Cowan of Fox News, recalls being fired—by the Pentagon, not by Fox—from his analyst position after issuing a mild criticism of the Pentagon’s war strategies (see August 3-4, 2005). Representative Rosa DeLauro (D-CT) asks five different television news networks for explanations of their roles in the Pentagon propaganda operation recently revealed by the New York Times (see April 20, 2008 and Early 2002 and Beyond). DeLauro sends letters to Steve Capus, the president of NBC News; David Westin, president of ABC News; Sean McManus, president of CBS News and Sports; Roger Ailes, president of Fox News; and Jim Walton, president of CNN News Group. Her letters, which use fundamentally the same wording, conclude: “When the American people turn on their TV news, they expect coverage of the Iraq War and military issues to be using analysts without conflicts of interests. When you put analysts on the air without fully disclosing their business interests, as well as relationships with high-level officials within the government, the public trust is betrayed. Martin, urging that his agency begin an immediate investigation of the Pentagon’s recently revealed propaganda operation (see April 20, 2008 and Early 2002 and Beyond). DeLauro has already written requests for explanations to five different networks, and has received only two responses (see May 2, 2008 and April 29, 2008). DeLauro and Dingell want to know whether the operation violated the Communications Act of 1934 and/or FCC rules, particularly the sponsorship identification requirements. “While we deem the DoD’s [Defense Department’s] policy unethical and perhaps illegal,” they write, “we also question whether the analysts and the networks are potentially equally culpable pursuant to the sponsorship identification requirements in the Communications Act of 1934… and the rules of the Federal Communications Commission.… It could appear that some of these analysts were indirectly paid for fostering the Pentagon’s views on these critical issues. Our chief concern is that as a result of the analysts’ participation in this [Defense Department] program, which included the [Defense Department]‘s paying for their commercial airfare on [Defense Department]-sponsored trips to Iraq, the analysts and the networks that hired them could have run afoul of certain laws or regulations.” DeLauro and Dingell conclude: “When seemingly objective television commentators are in fact highly motivated to promote the agenda of a government agency, a gross violation of the public trust occurs. The story of the Pentagon’s propaganda operation—using military analysts in media outlets to promote the administration’s policies in Iraq (see April 20, 2008 and Early 2002 and Beyond)—is going remarkably unreported in those selfsame media outlets. Political bloggers are keeping the story alive, and Democratic congressmen are beginning to call for investigations (see April 28, 2008 and May 6, 2008)), but remarkably little about the operation has appeared either in the mainstream press or on broadcast news shows. One such lawmaker, Senator John Kerry (D-MA), says that he “decided to push this issue hard because ever since the New York Times expose appeared, the silence has been deafening.” Kerry says there needs to be a “thorough investigation” into government contracts and “whether Americans’ tax dollars were being used to cultivate talking heads to sell the administration’s Iraq policy.” But unlike the pre-Internet paradigm, this story may not be so quick to disappear. Tom Rosenstiel, the director of the Project for Excellence in Journalism, says, “We are in a time when stories can have a second life.” Political bloggers on the Internet, who keep chipping away at stories long after they have disappeared from the headlines, can give stories another chance, says Rosenstiel, citing the example of bloggers reviving the story of the US attorney firings in 2007 (see November 8, 2007). Rosenstiel says that his organization tracked the mainstream media for a week after the Times story was printed. Out of around 1,300 news stories, only two touched on the Pentagon analysts report, and both of those were on PBS’s Newshour (see April 24, 2008). Independent television analyst Andrew Tyndall says it would be too much to expect for any broadcast news outlets to engage in the story over the airwaves, as they almost never do what he calls “self-criticism stories,” but, he says, “this is really the sort of thing that all of the networks should have addressed online.” Virtually the only mainstream response from the broadcast news has been a short piece from NBC anchorman Brian Williams, who responded on his blog ten days after the Times story ran, and generally extolled the virtues of the analysts with whom he had worked (see April 29, 2008). Former CBS editorial director Dick Meyer, who oversaw CBS’s “Public Eye” blog before it was discontinued due to cutbacks, says that would have been the perfect place to examine the story. “This controversy about military analysts would have been right in our ballpark,” says Meyer, who now works for National Public Radio. “It’s irresponsible for a modern news organization to not have some kind of readers’ advocate, some kind of public editor function,” he says. During a PBS broadcast of a panel discussion about US interventions in the Middle East, host Bill Moyers observes that the hidden costs of the Iraq war are staggering. He notes that the huge number of suicides among US soldiers in Iraq as well as those who have come home is “the dirty little secret of this war.” The broken Veterans Administration, and its inability to provide decent medical care for the troops, is another, he says. Not only are these underreported in the US media, he says, even the economic costs get relatively little play, despite the fact that “The war’s costing us $5,000 a second, $12 1/2 billion to $13 billion a month,” with the costs ultimately soaring into the trillions of dollars. “[T]hat would seem to hit people in the viscera,” he says. Guest Greg Mitchell of Editor & Publisher says that the economic issues of the war are one of the biggest reasons why President Bush’s approval ratings stay below 30 percent, even as the media touts the “surge” (see January 2007 and January 10, 2007) as such a success. “[T]he reason is the people figured out long ago, long ago that the war was a mistake and that it’s incredibly costly in the human and financial and even moral terms.” [PBS, 6/6/2008]

President Obama orders 17,000 additional US troops to be deployed in Afghanistan. He says that nation must be stabilized, and the US-led offensive there has suffered from years of neglect. The move effectively doubles the number of US combat brigades in the country, though both White House and Pentagon officials have been careful not to call the increase a “surge,” as the 2007 increase in US troops in Iraq was called (see January 2007 and January 10, 2007).
Answering Request from Months Before - Obama notes that a request for more troops had been made months before, by General David McKiernan, the top US commander in Afghanistan. “This increase is necessary to stabilize a deteriorating situation in Afghanistan, which has not received the strategic attention, direction and resources it urgently requires,” Obama says. [Los Angeles Times, 2/18/2009] “The Taliban is resurgent in Afghanistan, and al-Qaeda supports the insurgency and threatens America from its safe haven along the Pakistani border.” Obama recognizes “the extraordinary strain this deployment places on our troops and military families,” but the deteriorating security situation in the region requires “urgent attention and swift action.” [Australian, 2/19/2009] Some 3,000 soldiers have already arrived in Afghanistan, where they are seeing combat near Kabul. Refocus on Afghanistan, Away from Iraq - During the presidential campaign, he repeatedly promised to refocus American efforts onto Afghanistan and away from Iraq. A full strategic review of the US’s war plans in Afghanistan is still pending (see February 4, 2009). Military officials warn that without a commensurate reduction in troops deployed in Iraq, the already-critical strain on US troops will only increase. One Pentagon official says: “All we are doing is moving demand from Iraq to Afghanistan. This sustains and, to some degree, increases the demands on soldiers.” [Los Angeles Times, 2/18/2009]
Afghans Welcome Additional Troops - Afghan Defense Ministry spokesman Mohammed Is’haq Payman calls the deployment “a positive move,” and adds: “[W]e have our own conditions. We want these troops to be deployed in areas where they could play a positive role in suppressing terrorists.” [Taipei Times, 2/19/2009] Afghan President Hamid Karzai welcomes the deployment; after discussing the move with Obama via telephone, he says that former tensions between the US and Afghanistan over the issue of US-inflicted civilian casualties (see August 22, 2008, September 7, 2008, September 16, 2008, and January 26, 2009) are finished. “The tension was over civilian casualties and uncoordinated operations by foreign troops,” he says. “From now on, no foreign troop operations will be uncoordinated with Afghan forces. [Source: White House]President Obama says that the target date for a substantial withdrawal of US troops from Iraq is August 31, 2010. “Let me say this as plainly as I can,” he tells the gathered Marines: “by August 31, 2010, our combat mission in Iraq will end.” Around 100,000 troops will be withdrawn by that date. However, major withdrawals will not begin until after December 2009, to ensure that national elections go smoothly. Obama promised that US troops would be out of Iraq 16 months after he took office in January; the new deadline extends the withdrawal by some three months. Obama tells the Marines: “I want to be very clear. We sent our troops to Iraq to do away with Saddam Hussein’s regime—and you got the job done. We kept our troops in Iraq to help establish a sovereign government—and you got the job done. And we will leave the Iraqi people with a hard-earned opportunity to live a better life—that is your achievement; that is the prospect that you have made possible.” Some 35,000 to 50,000 troops will remain in Iraq under a new mission of training, civilian protection, and counterterrorism operations. According to the latest Status of Forces (SOF) agreement between Iraq and the US, all US troops must withdraw from Iraq by December 31, 2011. White House officials say that Obama has no interest in keeping troops in Iraq after that date. The August 2010 date was decided after input from all the key principals, including Defense Secretary Robert Gates and Admiral Michael Mullen, the chairman of the Joint Chiefs of Staff. The date was chosen to best manage security risks without jeopardizing the gains of recent months. Obama has refused to set specific withdrawal schedules, preferring to give his commanders in Iraq some flexibility. Positive Response - Many Iraqi citizens and lawmakers hail the decision to pull out (see February 27, 2009). And so do many of the Marines at Camp Lejeune. Petty Officer Ryan Junkin says he has an “all around pretty good feeling. It’s good that he gave some direction.” Sergeant Aldwin Del Rosario says, “My biggest take away is that he had dates, and he plans to meet those goals and those dates.” And Lance Corporal Codell Campbell says: “Iraq got all our full attention for the past years. A lot of fellow Marines have died trying to make the country better.… Afghanistan is where the real fight is.” [Think Progress, 2/17/2009]
Republicans Credit Bush Strategy - Senator John McCain (R-AZ), Obama’s challenger in the 2008 presidential race, says he is “cautiously optimistic” that the withdrawal will work. Both McCain and former Bush national security spokesman Gordon Johndroe credit the 2007 “surge” (see January 2007 and January 10, 2007) for making the withdrawal possible. The Foreign Policy Initiative (FPI) is headed by Weekly Standard publisher William Kristol, foreign policy consultant Robert Kagan, and former Bush administration official Dan Senor. Its first activity will be to sponsor a March 31 conference (see March 31, 2009) pushing for a US “surge” in Afghanistan similar to the one Kagan helped plan for Iraq (see January 2007).
Successor to PNAC - Many see the FPI as the logical successor to Kristol and Kagan’s previous neoconservative organization, the now-defunct Project for the New American Century (PNAC—see January 26, 1998). PNAC’s membership roll included many prominent Bush administration officials, including then-Vice President Dick Cheney and the Defense Department’s top two officials, Donald Rumsfeld and Paul Wolfowitz.
Employees - Information about FPI’s creation is initially sketchy, with the organization deliberately avoiding media attention. Two of its three listed staff members, Jamie Fly and Christian Whiton, are former Bush administration officials, while the third, Rachel Hoff, last worked for the National Republican Congressional Committee.
Mission Statement; Conflict with China, Russia - FPI’s mission statement says that the “United States remains the world’s indispensable nation,” and warns that “strategic overreach is not the problem and retrenchment is not the solution” to Washington’s current financial and strategic woes. It calls for “continued engagement—diplomatic, economic, and military—in the world and rejection of policies that would lead us down the path to isolationism.” The statement lists a number of threats to US security, including “rogue states,” “failed states,” “autocracies,” and “terrorism,” but focuses primarily on the “challenges” posed by “rising and resurgent powers,” of which only China and Russia are named. Kagan has argued that the 21st century will be dominated by an apocalyptic struggle between the forces of democracy, led by the US, and the forces of autocracy, led by China and Russia. He has called for the establishment of a League of Democracies to oppose China and Russia; the FPI statement stresses the need for “robust support for America’s democratic allies.” Apparently, confrontation with China and Russia will be the centerpiece of FPI’s foreign policy stance, a similar position to that taken by the Bush administration before the 9/11 attacks.
Reactions to New Think Tank - Steven Clemons of the New America Foundation says: “This reminds me of the Project for the New American Century. Like PNAC, it will become a watering hole for those who want to see an ever-larger US military machine and who divide the world between those who side with right and might and those who are evil or who would appease evil.” Reporters Daniel Luban and Jim Lobe write, “[T]he formation of FPI may be a sign that its founders hope once again to incubate a more aggressive foreign policy during their exile from the White House, in preparation for the next time they return to political power.” [Inter Press Service, 3/25/2009]
