The US and Britain continue to demand that weapons inspectors not return to Iraq until after a stronger resolution—one that authorizes the use of force—is agreed upon by the National Security Council. Bush threatens to lead a coalition against Iraq if the UN Security Council fails to back him. During an address in Washington to Hispanic leaders, Bush says: “My intent, of course, is for the United Nations to do its job. I think it’ll make it easier for us to keep the peace…. My intent is to put together a vast coalition of countries who understand the threat of Saddam Hussein. The military option is my last choice, not my first. It’s my last choice…. The choice is up to the United Nations to show its resolve. The choice is up to Saddam Hussein to fulfill its word—his word. And if neither of them acts, the United States, in deliberate fashion, will lead a coalition to take away the world’s worst weapons from one of the world’s worst leaders.” [Reuters, 10/3/2002; US President, 10/7/2002] But Russia, France, and China maintain their opposition to the US-British draft resolution which would pave the way for using military force against Iraq. Russian Deputy Foreign Minister Alexander Saltanov strongly disagrees that a tougher resolution is needed. And France remains insistent that any further resolutions against Iraq should be broken into two parts—one defining the terms of inspections, and a second outlining the consequences if Iraq does not comply. The CIA releases a 25-page declassified version of its October 1 National Intelligence Estimate on Iraq (see October 1, 2002) and posts it on the agency’s website for public viewing. [Washington Post, 6/22/2003; Vanity Fair, 5/2004, pp. 281] The document, titled “Iraq’s Weapons of Mass Destruction Programs,” presents a very different assessment of the threat posed by Iraq than the original document. Printed on slick glossy magazine-style paper, and full of colorful maps, graphs, tables, and photos, the document contains few of the caveats and nuances that are in the classified version. Nor does it include the dissenting opinions of the Energy Department’s in-house intelligence agency, the State Department’s Bureau of Intelligence and Research, or the Air Force’s National Air and Space Intelligence Center. When Senator Bob Graham (D-FL) reads the CIA’s white paper on Iraq, a document written for public consumption that was supposed to have been an accurate summary of the agency’s recently released NIE (see October 1, 2002), he begins “to question whether the White House [is] telling the truth—or even [has] an interest in knowing the truth,” he later says. The document includes none of the dissenting opinions or caveats that were in the NIE, and therefore makes the CIA’s evidence against Saddam Hussein appear much stronger than it actually is. When Graham calls CIA Director George Tenet to ask what happened, Tenet becomes defensive and accuses the senator of questioning his professionalism and patriotism. Graham then sends the CIA a letter requesting that the agency declassify the dissenting opinions as well as the passages that contained more nuanced and cautionary language. He also requests that the agency declassify his October 2 exchange (see October 2, 2002) with Deputy CIA Director John McLaughlin concerning the NIE. In that exchange, McLaughlin had conceded that the likelihood of Saddam Hussein launching an attack with weapons of mass destruction were “low.” [Isikoff and Corn, 2006, pp. 140-141]

Reporter Jonathan Landay will recall being surprised about the superficial evidence in the 2002 National Intelligence Estimate on Iraq (see October 1, 2002), particularly the evidence regarding the aluminum tubes that were supposedly for nuclear weapons production. Landay says: “I got my copy [of the unclassified version—see October 4, 2002], and I opened it up and I came to the part that talked about the aluminum tubes. Now, it said that the majority of analysts believed that those tubes were for the nuclear weapons program. It turns out, though, that that majority of intelligence analysts had no background in nuclear weapons.… So, here was yet another building block in this chain of building blocks that we had collected over these months about what they were saying to the public, and what the intelligence was actually telling them. And, there were differences. Some of them were nuanced. Some of them were quite large. But, it became quite apparent that they were grabbing just about anything they could to make the case for going to war in Iraq.” [PBS, 4/25/2007]

The CIA’s associate deputy director for intelligence (ADDI) receives draft seven of President Bush’s upcoming speech in Cincinnati and sees that the speechwriters have failed to remove the passage on Iraq’s alleged attempt to purchase uranium from Niger, as the CIA had advised the day before (see October 5, 2002). The revised passage reads in part, “the regime has been caught attempting to purchase a substantial amount of uranium oxide from sources in Africa.” The ADDI contacts Director of Central Intelligence George Tenet and tells him that the “president should not be a fact witness on this issue” because the agency’s analysts consider the reporting “weak” and say it is based solely on one source. Tenet then personally calls White House officials, including Deputy National Security Adviser Stephen Hadley, with the CIA’s concerns. The allegation is finally removed from the speech. Later in the day, to press its point even further, the CIA faxes another memo, summarizing its position on the Africa-uranium claim. The memo states: “[M]ore on why we recommend removing the sentence about procuring uranium oxide from Africa: Three points (1) The evidence is weak. One of the two mines cited by the source as the location of the uranium oxide is flooded. The other mine cited by the source is under the control of the French authorities. (2) The procurement is not particularly significant to Iraq’s nuclear ambitions because the Iraqis already have a large stock of uranium oxide in their inventory. And (3) we have shared points one and two with Congress, telling them that the Africa story is overblown and telling them this is one of the two issues where we differed with the British.” [Washington Post, 7/13/2003; Washington Post, 7/23/2003; US Congress, 7/7/2004; Unger, 2007, pp. 261-262] The memo’s recipients include National Security Adviser Condoleezza Rice and her deputy, Hadley. [Washington Post, 7/23/2003] Bush will not use the reference in his speech—although he does repeat the “smoking gun/mushroom cloud” trope (see September 4, 2002)—but the administration’s neoconservatives, such as Hadley, are not through with the issue. They will continue trying to insert the language into other speeches (see Mid-January 2003 and 9:01 pm January 28, 2003). Larry Wilkerson, the chief of staff for Secretary of State Colin Powell, will later say: “That was their favorite technique. Stick that baby in there 47 times and on the 47th time it would stay. I’m serious. It was interesting to watch them do this. At every level of the decision-making process you had to have your axe out, ready to chop their fingers off. CIA Director George Tenet sends a letter to Senator Bob Graham (D-FL), the chairman of the Senate Intelligence Committee. In the letter, Tenet acknowledges declassifying some “material available to further the Senate’s forthcoming open debate on a joint resolution concerning Iraq” (see October 7, 2002). Tenet says that the declassified information supports the following contentions:
bullet “Our understanding of the relationship between Iraq and al-Qaeda is evolving and is based on sources of varying reliability. Some of the information we have received comes from detainees, including some of high rank.”
bullet “We have solid reporting of senior level contacts between Iraq and al-Qaeda going back a decade.”

In 2007, former CIA analyst Valerie Plame Wilson will write that in the weeks and months preceding the invasion of Iraq, “Congress, just like the general public, was being bombarded with dreadful scenarios of what would happen if the perceived imminent threat from Iraq was not stopped in its tracks.” Plame Wilson will note that little strong evidence exists in CIA analyses to support Tenet’s contentions. Italian freelance information peddler and former SISMI agent Rocco Martino, surprised at the tremendous media coverage his documents alleging an Iraq-Niger uranium deal are receiving (see September 24, 2002,March 2000, Late June 2002, and Summer 2004), approaches Elisabetta Burba, a journalist for a Milan news magazine, Panorama. Martino and Burba have worked together in the past; she considers him to be a reliable source. Panorama is edited by Carlo Rossella, a close political ally of conservative Prime Minister Silvio Berlusconi (see October 16, 2001). Berlusconi is a close ally of the Bush administration, and is actively working with the US to promote the war with Iraq. One of Panorama’s foreign contributors is American neoconservative Michael Ledeen (see December 9, 2001). These are all considerations which may have influenced Martino’s decision to contact Burba rather than a journalist with another news outlet. 'Let's Make This War Start' - They meet at a restaurant in Rome. Martino tells Burba that he has documents proving that Iraq made a deal to purchase hundreds of tons of uranium from Niger. “Let’s make this war start,” he says. “This is a megagalactica situation.” [Isikoff and Corn, 2006, pp. 147]
The 'Italian Letter' - Perhaps the most interesting document is a letter from Nigerien President Mamadou Tandja to Iraqi dictator Saddam Hussein, giving his formal approval for a deal for Niger to sell 500 tons of uranium a year to Iraq. Washington Post reporter Peter Eisner will later write, “This was the smoking gun in the package, claiming to show the formal approval of Niger’s president to supply Iraq with a commodity that would in all likelihood only be used for a nuclear weapons program: Iraq had no nuclear power plants.” The letter is written in all capital letters, like an old telex, is dated July 27, 2000, and bears what Eisner describes as “an odd shield on the top, a shining sun surrounded by a horned animal head, a star, and a bird.” It is marked “Confidential and Urgent.” The letter reads in part, “500 tons of pure uranium per year will be delivered in two phases.” It bears a seal reading “The Office of the President of the Republic of Niger.” Written over the seal is a barely legible signature, apparently from Tandja. Cash on Corroboration - Martino hands over copies of the documents, totaling some 22 pages, mostly in French, and offers to sell Burba the originals. Skeptical but interested, Burba agrees to pay Martino 10,000 euros—about $12,500—for the documents if they can be corroborated by independent authorities. When Burba informs Rossella of the deal later in the day, he proposes sending her to Africa to investigate the claim (see October 16, 2002 and After), and insists she give copies of Martino’s documents to the US embassy. “I think the Americans are very interested in this problem of unconventional weapons,” he tells her. Italian Panorama journalist Elisabetta Burba goes to the US Embassy in Rome and gives US officials copies of the Niger uranium documents (see March 2000) that she had obtained two days before (see Afternoon October 7, 2002). [Agence France-Presse, 7/19/2003; Agence France-Presse, 7/19/2003; Washington Post, 7/20/2003; Associated Press, 7/20/2003; Agence France-Presse, 9/19/2003; New Yorker, 10/27/2003] Up till now, the embassy had only received reports of the documents. [Unger, 2007, pp. 261] It is likely that the so-called “Italian Letter,” a letter purporting to be from the president of Niger to Iraq’s Saddam Hussein confirming the Iraq-Niger uranium deal, is not in the bundle of documents Burba brings to the embassy. [ERiposte, 3/6/2006] Burba meets with the embassy’s press spokesman, Ian Kelly. Over coffee, she tells him that she has documents purporting to show that Iraq has signed a deal to buy uranium from Niger, and she needs his help to confirm their authenticity and accuracy. Kelly brings three others into the discussion—a political officer, one of his own staffers, and perhaps a US military official, as Burba will later recall—and moves the entire group into his office. The subsequent discussion is brief; Burba hands over the documents. Kelly tells her the embassy will look into the matter. The CIA station chief, Jeff Castelli, refuses to meet with Burba. [Washington Post, 4/3/2007] Castelli is told about Burba’s visit, but is not interested. As the CIA’s head of European operations, Tyler Drumheller, will later recall, Castelli says, “This is bullsh_t we don’t have time to waste on.” Castelli receives a copy of the documents but quickly forgets about them. According to Drumheller, Castelli is “not the most organized guy in the world. And his view was, ‘This is the least important thing that’s coming across my desk now.’ He just made a mistake.” [Isikoff and Corn, 2006, pp. 148; CBS News, 4/23/2006] Several newspapers cite sources (mostly unnamed, so it’s possible they are all relying on the same sources) that appear to support Drumheller’s account. [New York Times, 3/23/2003; Washington Post, 7/20/2003; New Yorker, 10/27/2003] For example, an unnamed senior CIA official will tell Knut Royce of Newsday in July of 2003 that the CIA “had serious questions about [the claims] from day one” (see July 21, 2003). The agency “had accounts (see October 15, 2001, February 5, 2002, and March 25, 2002) of them [the letters] and that was close enough. We didn’t take it that seriously to begin with.… We didn’t put a lot of stock in these reports from Niger. We didn’t rush around to get the actual documents.” [Newsday, 7/11/2003] The documents are faxed to the State Department on October 15 (see October 15, 2002), and its intelligence unit will quickly conclude that the papers are probably fakes. Concurrent with the New York Times’s revelation of the existence of the Office of Special Plans (OSP—see October 24, 2002), Defense Secretary Donald Rumsfeld announces the existence of a similar operation, the Counter-Terrorism Evaluation Group (CTEG—see Shortly After September 11, 2001). CTEG has been absorbed into the OSP by this point. The Washington Post will call CTEG “a small team of defense officials outside regular intelligence channels to focus on unearthing details about Iraqi ties with al-Qaeda and other terrorist networks.” The unveiling of CTEG coincides with Rumsfeld’s move to take over the financing and management of an outside project, the “Information Collection Project,” sponsored by the Iraqi National Congress and one of CTEG’s primary sources of information. Before now, the State Department had financed and overseen the INC project, and had grown increasingly reluctant to maintain what Defense Intelligence Agency official Patrick Lang later calls an “off the reservation” intelligence operation (see September 15, 2001). Rumsfeld tells reporters, “Any suggestion that [CTEG is] an intelligence-gathering activity or an intelligence unit of some sort, I think would be a misunderstanding of it.” Rumsfeld’s assertion is contradicted by former CIA case officer, enthusiastic neoconservative, and CTEG consultant Reuel Marc Gerecht, who describes the intelligence-gathering mission of CTEG: “The Pentagon is setting up the capability to assess information on Iraq in areas that in the past might have been the realm of the agency (CIA). The UN Security Council unanimously votes 15-0 in favor of UN Resolution 1441, which stipulates that Iraq is required to readmit UN weapons inspectors under tougher terms than required by previous UN resolutions. The resolution does not give the US authority to use force against Iraq. [United Nations, 11/8/2002] The resolution makes it very clear that only the UN Security Council has the right to take punitive action against Iraq in the event of noncompliance. [Common Dreams, 11/14/2002] After the resolution is passed, top Bush administration officials make public statements threatening to use military force against Iraq if Saddam’s regime does not comply with the resolution. George Bush, Colin Powell, John Negroponte, Andrew Card, and Ari Fleischer make statements asserting that the resolution does not prevent the US from using force.

The “patrolling,” which has never been officially sanctioned by the UN and which is not recognized by Iraq, often includes aerial attacks on Iraqi sovereign territory. Following six attacks by different radical Islamic groups in Tunisia (see April 11, 2002), Pakistan, Yemen (see October 6, 2002), Kuwait, Bali (see October 12, 2002), and Moscow, a new audio message is released by a man said by some to be Osama bin Laden, although the identity of the speaker will be disputed (see November 29, 2002). The voice on the tape outlines a principle he says he and his allies are using: reciprocity. He comments: “If it pains you to see your victims and your allies’ victims in Tunisia, Karachi, Failaka, and Oman, then remember that our children are murdered daily in Palestine and Iraq… If it pains you to see your victims in Moscow, then remember ours in Chechnya. How long will fear, killing, destruction, displacement, orphaning, and widowing be our sole destiny, while security, stability, and happiness is yours? This is injustice. Two months after the September 2002 Defense Intelligence Agency report (see September 2002)—which found there was no conclusive evidence Iraq has chemical weapons—another secret document titled, “Iraq’s Nuclear, Biological and Chemical Weapon and Missile Program: Progress, Prospects, and Potential Vulnerabilities,” is completed. It also says in very clear terms that there is no solid proof that Iraq has chemical weapons. In a speech to the Air National Guard Senior Leadership Conference in Denver, Vice President Dick Cheney calls Saddam Hussein’s government an “outlaw regime” and accuses the leader of “harboring terrorists and the instruments of terror,” asserting that his government “has had high-level contacts with al-Qaeda going back a decade and has provided training to al-Qaeda terrorists.” [White House, 12/2/2002; Washington Post, 12/3/2002] This latter comment appears to be based on a September 2002 briefing to Cheney’s staff by the Defense Department’s Office of Special Plans, which is aggressively pushing allegations of al-Qaeda-Iraq links (see September 16, 2002). President Bush receives a highly classified “President’s Summary” from the intelligence community’s National Intelligence Estimate on Iraq (see October 1, 2002), focusing on whether or not Saddam Hussein would launch an unprovoked attack on the US, either directly or in conjunction with terrorist groups. The consensus of all 16 intelligence agencies is that such an attack would be highly unlikely unless “ongoing military operations risked the imminent demise of his regime,” or if Hussein intends to “extract revenge” for such an assault. The State Department’s Bureau of Intelligence and Research (INR) goes even farther, stating that Hussein is “unlikely to conduct clandestine attacks against the US homeland even if [his] regime’s demise is imminent” as the result of a US invasion. The same conclusion is circulated in Senior Executive Intelligence Briefs for senior White House officials, their senior staff members, and Congress’s intelligence oversight committees. Bush and his senior officials, specifically including Vice President Dick Cheney, have received at least four other reports since the spring of 2002 drawing the same conclusion, that Saddam Hussein is not a likely threat to the US.
'Imminent Threat' - However, Bush, Cheney, and other government officials have continued, and will continue, to assert that Hussein was ready and willing to use chemical or biological weapons against the US, either on his own or through a terrorist group such as al-Qaeda, unless stopped by force. The argument that Hussein is an “imminent threat” is a major rationale in the administration’s case for war.
Refusal to Release - The Bush administration will refuse to release the Presidential Summary to Congressional investigators who wish to know the basis for the Bush administration’s assertions about the alleged threat from Iraq. Bush and other senior officials will insist for months that they were never told of the intelligence community’s judgment that Hussein had no intention of launching an unprovoked attack on the US. By refusing to release the summary memo, the White House may be withholding the proof that Bush and his officials deliberately misled the public on the issue. [National Journal, 3/2/2006]

The International Atomic Energy Agency (IAEA) submits a preliminary report to the UN Security Council on the results of the inspections so far. The report says: “To date, no new information of significance has emerged regarding Iraq’s past nuclear program (pre-1991) or with regard to Iraq activities during the period between 1991 and 1998…. [N]o evidence of ongoing prohibited nuclear or nuclear-related activities has been detected, although not all of the laboratory results of sample analysis are yet available.” [Reuters, 1/9/2003; International Atomic Energy Agency, 1/9/2003; New York Times, 1/10/2003; Independent, 1/10/2003; Guardian, 1/10/2003] It also states that Washington’s claim that the aluminum tubes were meant for a centrifuge is highly unlikely. In one section of the report, its authors write: “While the matter is still under investigation and further verification is foreseen, the IAEA’s analysis to date indicates that the specifications of the aluminum tubes sought by Iraq in 2001 and 2002 appear to be consistent with reverse engineering of rockets. Iraqi engineers working at the facility explained that they had been seeking more aluminum tubes at the time US authorities intercepted the July 2001 shipment (see July 2001) because their supply was low. The engineers provided additional information which supported the view that the tubes were not meant for use in a gas centrifuge. They told the inspectors that the rigid specifications for the tubes were intended to improve the rocket’s accuracy without requiring any major changes to the design. Documents reviewed by the inspectors confirmed the Iraqi engineers’ account. It was also explained that the tubes, which were stored outside, were anodized so they would not corrode. On January 9, 2003, the International Atomic Energy Agency (IAEA) publishes preliminary results of the UN’s renewed weapons inspections in Iraq, and finds no evidence at all that Iraq has resumed its nuclear weapons program. It also finds no evidence that Iraq has used aluminum tubes to generate nuclear material (see January 9, 2003). In 2004, the New York Review of Books will comment: “Given the importance the [Bush] administration had attached to this matter, this would have seemed news of the utmost significance. Yet it was largely ignored. The [New York] Times, which had so prominently displayed its initial story about the aluminum tubes, buried its main article about [it] on page A10.” At the time, the Bush administration is arguing that the UN inspections are meaningless (see January 9, 2003). IAEA spokesperson Mark Gwozdecky will later say: “Nobody wanted to challenge the president. Nobody wanted to believe inspections had anything of value to bring to the table. Sometime after Joe Turner’s presentation to IAEA scientists, US analysts collect and photograph tubes in Iraq that are “virtually identical” to the Medusa tubes made in Italy. The tubes even have a stamped logo of the rocket’s Italian manufacturer and the words, “81mm rocket.” This is reported by the Washington Post on January 24: “The quantity and specifications of the tubes—narrow, silver cylinders measuring 81 millimeters in diameter and about a meter in length—made them ill-suited to enrich uranium without extensive modification, the experts said. But they are a perfect fit for a well-documented 81mm conventional rocket program in place for two decades. Iraq imported the same aluminum tubes for rockets in the 1980s. Cheney’s chief of staff, I. Lewis Libby, presents the latest draft of a paper that is meant to serve as a rebuttal to Iraq’s December 7 declaration (see February 5, 2003) to Condoleezza Rice, Stephen Hadley, Paul Wolfowitz, Karl Rove, Richard Armitage, Michael Gerson, and Karen Hughes. The paper, written with the help of John Hannah, is supposed to serve as the basis for the speech Secretary of State Colin Powell will deliver to the UN Security Council on February 5 (see February 5, 2003). In his presentation, Libby says that intercepts and human intelligence reports indicate that Saddam Hussein has been attempting to conceal items. He doesn’t know what items are being hidden by the Iraqis, but he says it must be weapons of mass destruction. He also claims that Iraq has extensive ties to al-Qaeda, and cites the alleged meeting between Mohamed Atta and an Iraqi Intelligence agent (see April 8, 2001) as one example. [Source: Ali Haider / EPA / Corbis]On January 26, 2003, Newsweek reports that in 2002, Islamist militant leader Abu Musab al-Zarqawi “supposedly went to Baghdad, where doctors amputated his leg (injured in Afghan fighting) and replaced it with a prosthesis.” Newsweek also claims that al-Zarqawi “is supposed to be one of al-Qaeda’s top experts on chemical and biological weapons” and that he also met with “Hezbollah militants” and “Iranian secret agents.” This new account builds on previous reports claiming that al-Zarqawi was in Baghdad for some unspecified medical treatment (see October 2, 2002). The article does note, “Not surprisingly, reports putting al-Zarqawi in Iraq piqued the interest of Pentagon hard-liners eager to find evidence to support their suspicion that Saddam [Hussein] and bin Laden are allied and may have plotted 9/11 together. But neither the CIA nor Britain’s legendary MI6 put much stock in al-Zarqawi’s alleged Iraqi visits, stressing such reports are ‘unconfirmed.’” [Newsweek, 1/26/2003] Despite these caveats, it soon will be widely reported that al-Zarqawi had a leg amputated in Baghdad, with at least the tacit knowledge of the Iraqi government. For instance, several days later, USA Today reports, “To those who operate with and against the shadowy al-Zarqawi, including the Kurds of northern Iraq, he is called ‘the man with the limp.’ That is a reference to a poorly fitting artificial limb that replaced a leg amputated in Baghdad last August.” [USA Today, 2/5/2003] And Secretary of State Colin Powell will claim in his February 5, 2003 presentation to the United Nations that al-Zarqawi went to Baghdad in May 2002 for medical treatment and stayed two months (see February 5, 2003). But in October 2004, Knight Ridder will report, based on a new CIA report (see October 4, 2004), “Al-Zarqawi originally was reported to have had a leg amputated, a claim that officials now acknowledge was incorrect.” [Knight Ridder, 10/4/2004] In early 2006, al-Zarqawi will be seen walking in a videotape, clearly in possession of both his legs. And when he is killed later that year, x-rays of his dead body will show a fracture of his right lower leg, but apparently that was caused by the blast that killed him. Tyler Drumheller, head of CIA spying in Europe, reviews a classified draft of the speech Secretary of State Colin Powell will be delivering to the UN Security Council on February 5. He is surprised to see the allegation that according to an unnamed “chemical engineer,” Iraq has mobile biological weapons factories. Drumheller recognizes the description of the source as that of Curveball, an Iraqi defector living in Germany who is suspected of being a fabricator. Only a few days before, CIA’s Berlin station chief warned CIA headquarters that Curveball’s statements could not be verified (see January 27, 2003). Drumheller takes his pen and crosses out the entire paragraph referring to Curveball, and then calls CIA Deputy Director John E. McLaughlin who meets with him immediately. McLaughlin, concerned, admits that Curveball is the CIA’s “only tangible source” for the story. “This is the heart of the case,” he says to the surprise of Drumheller. [Risen, 2006; Washington Post, 6/25/2006] Drumheller recalls, “And John said, ‘Oh my, I hope not. You know this is all we have,’ and I said, ‘This can’t be all we have.’ I said, ‘There must be another, there must be something else.’ And he said, ‘No, this is really the only tangible thing we have.’” [ABC News, 3/13/2007] According to Drumheller, McLaughlin says he will take care of the issue. McLaughlin later says he does not recall the meeting, but the final report of the Silberman-Robb commission cites e-mails and interviews with other CIA officials who back Drumheller’s account. Colin Powell’s chief of staff, Larry Wilkerson, meets with other administration officials and aides at the CIA’s Langley headquarters in a conference room down the hall from George Tenet’s office to review two White House reports on Iraq’s alleged illegal activities. The team includes George Tenet, John McLaughlin, William Tobey and Robert Joseph from the National Security Council, and John Hannah from Vice President Cheney’s office. (Tenet had intended to leave for a Middle East junket, but Powell stopped him from going, insisting on his input and participation.) The two dossiers are meant to serve as the basis for Powell’s upcoming speech at the UN (see February 5, 2003). One of the reports—a 48-page dossier that had been provided to Powell’s office a few days earlier (see January 29, 2003)—deals with Iraq’s supposed arsenal of weapons of mass destruction while the other, a slightly more recent report totaling some 45 pages, addresses the issue of Iraq’s history of human rights violations and its alleged ties to Islamic militant groups. Shortly after Wilkerson begins reviewing the 48-page report on Iraq’s alleged WMD, it becomes apparent that the material is not well sourced. Dossiers Contain Large Amounts of White House Misinformation - Wilkerson has been given three dossiers: about 90 pages of material on Iraq’s WMD, on its sponsorship of terrorism, and on its violation of human rights. Wilkerson is not well informed about the variety of machinations surrounding the WMD issue, but it doesn’t take him long to realize there is a problem. The CIA has an array of analysts with decades of experience studying Iraq’s weapons programs, rigorous peer review procedures to prevent unreliable intelligence from making it into the final assessments, and a large budget devoted to Middle East intelligence. But the CIA had not produced Wilkerson’s dossiers. They had been prepared by Libby, Cheney’s chief of staff. Wilkerson is taken aback by such a breach of procedure, especially on such a critically important matter of state. Former NSC counterterrorism chief Richard Clarke later says, “It’s very strange for the Vice President’s senior adviser to be… saying to the Secretary of State, ‘This is what you should be saying.’” As Wilkerson goes through the material, he realizes, in Unger’s words, “just how aggressively Cheney and his men have stacked the deck.” Wilkerson first reads the 48-page WMD dossier, and is not impressed. “It was anything but an intelligence document,” he later says. “It was, as some people characterized it later, sort of a Chinese menu from which you could pick and choose.”
Cherry-Picked Intel - Wilkerson will continue, “When we had a question, which was virtually every line, John Hannah from the vice president’s office would consult a huge clipboard he had.” Hannah, a former official of the pro-Israel Washington Institute for Near East Policy, had coauthored the dossier with Libby. He had also worked closely with Libby in the White House Iraq Group (see August 2002). Hannah cites the source of each questionable datum Wilkerson asks about, and Wilkerson and his team set about tracking down the original sources of each item. They spend hours poring over satellite photos, intercepts of Iraqi military communications, and various foreign intelligence reports. Wilkerson and his team find that in almost every instance, the original sources do not support the conclusions drawn in the dossier. “Once we read the entirety of those documents,” he will recall, “we’d find that the context was not quite what the cherry-picked item imparted.” Wilkerson believes that much of the dossier’s intelligence comes from Ahmed Chalabi and the Iraqi National Congress (see 1992-1996), a belief given credence by the fact that Hannah had served as the chief liaison between the INC and Cheney’s office. As Wilkerson will later recall, “It was clear the thing was put together by cherry-picking everything from the New York Times to the DIA.” Reporters Michael Isikoff and David Corn will later write that “a Defense Intelligence Agency report was not being used properly, a CIA report was not being cited in a fair way, a referenced New York Times article was quoting a DIA report out of context,” and will confirm that much of the material had come from the Iraqi National Congress. Incomprehensible 'Genealogy' - According to Wilkerson, Feith’s office had strung together an incomprehensible “genealogy.” “It was like the Bible,” Wilkerson later recalls. “It was the Old Testament. It was ‘Joe met Bob met Frank met Bill met Ted met Jane in Khartoum and therefore we assume that Bob knew Ralph.’ It was incredible.” [Isikoff and Corn, 2006, pp. 180-181]
Link to Office of Special Plans? - Powell’s staff is also “convinced that much of it had been funneled directly to Cheney by a tiny separate intelligence unit set up by Defense Secretary Donald Rumsfeld” (see Summer 2002 and September 2002), Vanity Fair magazine later reports. [Vanity Fair, 5/2004, pp. 230]
Cheney's Aides Attempt to Reinsert Deleted Material - Soon Wilkerson’s team faces the same difficulties with the dossier on Iraq’s connections to Islamist terrorism that it faced with the White House-prepared dossier on Iraq’s WMD (see January 30-February 4, 2003). Tenet has tried manfully to give the administration what it so desperately wants—proof of Iraq’s connections to the 9/11 attacks. The CIA’s unit on Osama bin Laden had gone through 75,000 pages of documents and found no evidence of any such connections. Vice President Cheney and his staffers have always insisted that such a connection does indeed exist. Their strongest claim to that effect is the supposed meeting between 9/11 hijacker Mohamed Atta and an Iraqi intelligence agent in April 2000 (see September 14, 2001). This claim has long been discredited (see September 18, 2001), but Cheney’s people keep attempting to bring it back into play (see February 1, 2003-February 4, 2003). Information about Australian Software Erroneous - One item in the White House’s original draft alleged that Iraq had obtained software from an Australian company that would provide Iraqis with sensitive information about US topography. The argument was that Iraqis, using that knowledge, could one day attack the US with biological or chemical weapons deployed from unmanned aerial vehicles (UAVs). But when Powell’s intelligence team investigated the issue, it became “clear that the information was not ironclad” (see October 1, 2002). [US News and World Report, 6/9/2003]
'Idiocy' - “We were so appalled at what had arrived from the White House,” one official later says. [Vanity Fair, 5/2004, pp. 230] As another senior official (likely Wilkerson) will later recall, “We went through that for about six hours—item by item, page by page and about halfway through the day I realized this is idiocy, we cannot possibly do this, because it was all bullsh_t—it was unsourced, a lot of it was just out of the newspapers, it was—and I look back in retrospect—it was a [Undersecretary of Defense for Policy Douglas] Feith product, it was a Scooter Libby product, it was a Vice President’s office product. It was a product of collusion between that group. And it had no way of standing up, anywhere, I mean it was nuts.” [Bamford, 2004, pp. 368-9]
Starting from Scratch - After several hours, Wilkerson and Tenet are both so fed up that they decide to scrap the WMD dossier entirely. “Let’s go back to the NIE,” Tenet suggests, referring to the recently released National Intelligence Estimate on Iraq (see October 1, 2002). Wilkerson is not aware of how badly the NIE had been, in author Craig Unger’s words, “tampered with,” but Powell should have known, as his own intelligence bureau in the State Department had disputed key elements of the NIE. CIA Director George Tenet and his experts regale Wilkerson with the information about mobile bioweapons labs provided by the Iraqi defector Curveball (see November 1999). In 2007, Wilkerson will recall, “They presented it in a very dynamic, dramatic, ‘we know this is accurate,’ way.” Curveball’s assertion that he is a firsthand witness is very important, Wilkerson will say. “This was a man who had actually been in the belly of the beast. He had been in the lab. He had been there when an accident occurred. He’d seen people killed. And the implication was, strong implication, that they weren’t killed because of the accident in the explosion, they were killed because they were contaminated. Yes, the source was very credible. As it was presented by the CIA.” Wilkerson later says that both he and Powell accept the claims because they depend on the intelligence community for good information: “And you depend on the director of central intelligence to assimilate all the intelligence community’s input and give it to you.” Wilkerson feels the section on mobile bioweapons is the strongest part of the presentation, as does Powell. On February 1, Secretary of State Colin Powell begins rehearsing for his February 5 presentation to the UN Security Council (see February 5, 2003). Powell is assisted by members of his staff, including his chief of staff, Larry Wilkerson, and Deputy Secretary of State Richard Armitage (see January 30-February 4, 2003). Discredited Items Keep Reappearing - One item that keeps reoccurring is the discredited claim that 9/11 hijacker Mohamed Atta met with Iraqi officials in Prague (see September 14, 2001 and September 18, 2001). Cheney’s people keep attempting to insert it into the presentation. It takes Powell’s personal intervention to have the claim removed from the presentation. “He was trying to get rid of everything that didn’t have a credible intelligence community-based source,” Wilkerson will later recall. But even after Powell’s decision, Cheney loyalist Stephen Hadley, the deputy national security adviser, tries to have it reinserted. “They were just relentless,” Wilkerson will recall. “You would take it out and they would stick it back in. That was their favorite bureaucratic technique—ruthless relentlessness.” An official (probably Wilkerson) later adds: “We cut it and somehow it got back in. And the secretary said, ‘I thought I cut this?’ And Steve Hadley looked around and said, ‘My fault, Mr. Secretary, I put it back in.’ ‘Well, cut it, permanently!’ yelled Powell. It was all cartoon. The specious connection between al-Qaeda and Saddam Hussein, much of which I subsequently found came probably from the INC and from their sources, defectors and so forth, [regarding the] training in Iraq for terrorists.… No question in my mind that some of the sources that we were using were probably Israeli intelligence. That was one thing that was rarely revealed to us—if it was a foreign source.” Powell becomes so angry at the machinations that he throws the dossier into the air and snaps: “This is bullsh_t. I’m not doing this.” But he continues working on the presentation. [US News and World Report, 6/9/2003; Bamford, 2004, pp. 370-1; Vanity Fair, 5/2004, pp. 230; Unger, 2007, pp. 278-279] The same official will add that every time Powell balks at using a particular item, he is “fought by the vice president’s office in the person of Scooter Libby, by the National Security Adviser [Condoleezza Rice] herself, by her deputy [Stephen Hadley], and sometimes by the intelligence people—George [Tenet] and [Deputy CIA Director] John [McLaughlin].” [Bamford, 2004, pp. 370]
Mobile Bioweapons Claim Survives Editing Process - One of the allegations Powell rehearses is the claim that Iraq has developed mobile biological weapons laboratories, a claim based on sources that US intelligence knows are of questionable reliability (see Late January, 2003 and February 4, 2003). Referring to one of the sources, an Iraqi major, Powell later tells the Los Angeles Times, “What really made me not pleased was they had put out a burn [fabricator] notice on this guy, and people who were even present at my briefings knew it.” Nor does anyone inform Powell that another source, an Iraqi defector known as Curveball, is also a suspected fabricator (see January 27, 2003). [Los Angeles Times, 11/20/2005] In fact, the CIA issued an official “burn notice” formally retracting more than 100 intelligence reports based on Curveball’s information. [ABC News, 3/13/2007]
Powell 'Angry, Disappointed' in Poor Sourcing of Claim - In March 2007, Powell will claim he is “angry and disappointed” that he was never told the CIA had doubts about the reliability of the source. “I spent four days at CIA headquarters, and they told me they had this nailed.” But former CIA chief of European operations Tyler Drumheller will later claim in a book that he tried and failed to keep the Curveball information out of the Powell speech (see February 4-5, 2003). “People died because of this,” he will say. “All off this one little guy who all he wanted to do was stay in Germany.” Drumheller will say he personally redacted all references to Curveball material in an advance draft of the Powell speech. “We said, ‘This is from Curveball. Don’t use this.’” But Powell later says neither he nor his chief of staff, Larry Wilkerson, were ever told of any doubts about Curveball. “In fact, it was the exact opposite,” Wilkerson will assert. “Never from anyone did we even hear the word ‘Curveball,’ let alone any expression of doubt in what Secretary Powell was presenting with regard to the biological labs.” [ABC News, 3/13/2007]

The British government releases a dossier titled “Iraq: Its Infrastructure of Concealment, Deception, and Intimidation.” The government says the dossier is based on high-level intelligence and diplomatic sources and was produced with the approval of Prime Minister Tony Blair; it also wins praise from US Secretary of State Colin Powell (see February 7, 2003). Unfortunately, the dossier is almost wholly plagiarized from a September 2002 article by university student Ibrahim al-Marashi. [Middle East Review of International Affairs, 2/23/2003] Al-Marashi was doing postgraduate work at Oxford University when he wrote it. [International Policy Fellowships, 10/1/2006] The article is entitled “Iraq’s Security and Intelligence Network: A Guide and Analysis,” and was published in the Middle East Review of International Affairs Journal (MERIA). [Middle East Review of International Affairs, 2/23/2003] The British dossier plagiarizes two other articles as well, both from Jane’s Intelligence Review (see February 8, 2003), some of which were published as far back as 1997. MERIA is based in Israel, which even moderate Arabs say makes it a suspect source, and all the more reason why the origin of the information should have been cited. [Guardian, 2/7/2003] MERIA, an Internet-based magazine with about 10,000 subscribers, is edited by Jerusalem Post columnist Barry Rubin. [Jerusalem Post, 2/8/2003] Rubin will responds dryly: “We are pleased that the high quality of MERIA Journal’s articles has made them so valuable to our readers.… As noted on the masthead of each issue and all our publications, however, we do appreciate being given credit.” [Middle East Review of International Affairs, 2/23/2003] Al-Marashi, currently working at California’s Center for Nonproliferation Studies, describes himself as an opponent of Saddam Hussein’s regime: “As an Iraqi, I support regime change in Iraq,” he says. Article Used Information from 1991 - He examined Iraq’s secret police and other, similar forces in detail, using captured Iraqi documents from the 1991 Gulf War and updating that information to be more timely. [Middle East Review of International Affairs, 9/2002] The dossier contains entire sections from al-Marashi’s article quoted almost verbatim, including typographical errors contained in the original. When asked about the plagiarism, al-Marashi says he was not approached by the British government for permission to use his work. “It was a shock to me,” he says. Chris Aaron, editor of Jane’s Intelligence Review, says he had not been asked for permission to use material from his article in the dossier. The dossier uses the three articles to detail methods used by the Iraqi government to block and misdirect UN weapons inspectors’ attempts to locate weapons stockpiles in Iraq. The dossier claims that while the UN only has 108 weapons inspectors inside Iraq, the Iraqi government has 20,000 intelligence officers “engaged in disrupting their inspections and concealing weapons of mass destruction.” The dossier claims that every hotel room and telephone used by the weapons inspectors is bugged, and that WMD-related documents are being concealed in Iraqi hospitals, mosques, and homes. Powell will cite the dossier as part of his presentation to the UN detailing evidence of Iraqi weapons programs (see February 5, 2003). [Associated Press, 2/6/2003; BBC, 2/7/2003] When the media exposes the origins of the dossier, Blair officials will concede that they should have been more honest about the source material (see February 6, 2003).
British 'Inflated' Some Numbers, Used More Extreme Language - Al-Marashi, who learns of the plagiarism from a colleague, Glen Rangwala (see February 5, 2003), says the dossier is accurate despite “a few minor cosmetic changes.” He adds: “The only inaccuracies in the [British] document were that they maybe inflated some of the numbers of these intelligence agencies. The primary documents I used for this article are a collection of two sets of documents, one taken from Kurdish rebels in the north of Iraq—around four million documents—as well as 300,000 documents left by Iraqi security services in Kuwait.” [BBC, 2/7/2003] Al-Marashi and Rangwala both note that the dossier uses more extreme language. “Being an academic paper, I tried to soften the language” al-Marashi says. “For example, in one of my documents, I said that [the Iraqi intelligence agency known as the Mukhabarat] support[s] organizations in what Iraq considers hostile regimes, whereas the [British] document refers to it as ‘supporting terrorist organizations in hostile regimes.’” [Guardian, 2/7/2003; New York Times, 2/8/2003]
Third Attempt to Pass Off Old Information as New Evidence - This is the third time in recent months that Downing Street has tried to pass off old, suspect information as damning evidence against Iraq. In September, it released a 50-page dossier, “Iraq’s Weapons of Mass Destruction: The Assessment of the British Government,” that used years-old information from the Foreign Office and British intelligence to make its case (see September 24, 2002); UN inspectors and British journalists visited some of the “facilities of concern” and found nothing (see September 24, 2002). In December, Downing Street released a 23-page report, “Saddam Hussein: Crimes and Human Rights Abuses,” that was heavily criticized by human rights groups, members of Parliament, and others for reusing old information. When that dossier was released, the Foreign Office put forward an Iraqi exile who had been jailed by Hussein for 11 years. The exile displayed handcuffs he said had been placed on him while in captivity. Afterwards, the exile admitted that the handcuffs were actually British in origin. [Guardian, 2/7/2003]
Dossier Product of Heated Debate - The Observer writes of the current “dodgy dossier” that discussions between Blair’s head of strategic communications, Alastair Campbell, foreign policy adviser David Manning, senior intelligence officials, and the new head of British homeland security, David Omand, resulted in a decision to “repeat a wheeze from last autumn: publishing a dossier of ‘intelligence-based evidence,’” this time focusing on Iraq’s history of deceiving weapons inspectors. The dossier had to be released before chief UN inspector Hans Blix could make his scheduled report in mid-February. The previous dossier, about Iraq’s dismal human rights record, had led to what The Observer calls “several stand-up rows between Omand and Campbell, with the former accusing the latter of sprinkling too much ‘magic dust’ over the facts to spice it up for public consumption.” That dossier left “the more sensationalist elements” in the forward, but for this dossier, “there was no time for such niceties. Led by Campbell, a team from the Coalition Information Center—the group set up by Campbell and his American counterpart during the war on the Taliban—began collecting published information that touched on useful themes.” Al-Marashi’s work became the central piece for the cut-and-pasted dossier, which The Observer says was compiled so sloppily that, in using the al-Marashi report and one of the Jane’s articles, two different organizations were confused with one another. CIA Director George Tenet and Deputy Director John McLaughlin assure Colin Powell that the statements he will be making in his February 5 speech (see February 5, 2003) to the UN are backed by solid intelligence. Powell is apparently concerned that the allegations about mobile biological weapons laboratories have little evidence behind them. “Powell and I were both suspicious because there were no pictures of the mobile labs,” Powell’s deputy, Larry Wilkerson, will later recall in an interview with the Washington Post. But the two CIA officials claim that evidence for the mobile units is based on multiple sources whose accounts have been independently corroborated. “This is it, Mr. Secretary. Around midnight, CIA Director George Tenet calls CIA official Tyler Drumheller at home and asks for the phone number of Richard Dearlove, the British intelligence chief. Tenet wants to get Dearlove’s approval to use British intelligence in Secretary of State Colin Powell’s speech to the UN (see February 5, 2003). Drumheller takes the opportunity to remind Tenet that the source for the alleged mobile labs, Curveball, is not reliable. “Hey, boss, you’re not going to use that stuff in the speech… ? There are real problems with that,” Drumheller asks. Tenet, distracted and tired, tells him not to worry. [Isikoff and Corn, 2006, pp. 184; Washington Post, 6/25/2006] Tenet will later deny having such a conversation with Drumheller, writing: “I remember no such midnight call or warning.… Drumheller had dozens of opportunities before and after the Powell speech to raise the alarm with me [about Curveball], yet he failed to do so.” [Unger, 2007, pp. 283]

When asked on CNN if there is a clear connection between Saddam Hussein and al-Qaeda, National Security Adviser Rice replies: “There is no question in my mind about the al-Qaeda connection. It is a connection that has unfolded, that we’re learning more about as we are able to take the testimony of detainees, people who were high up in the al-Qaeda organization. [US Department of State, 2/5/2003] At the insistence of Powell, CIA Director George Tenet is seated directly behind him to the right. “It was theater, a device to signal to the world that Powell was relying on the CIA to make his case that Iraq had weapons of mass destruction,” Vanity Fair magazine will later explain. [Bamford, 2004, pp. 371-2; Vanity Fair, 5/2004, pp. 232] In his speech before the Council, Powell makes the case that Iraq is in further material breach of past UN resolutions, specifically the most recent one, UN Resolution 1441 (see November 8, 2002). Sources cited in Powell’s presentation include defectors, informants, communication intercepts, procurement records, photographs, and detainees. [US Department of State, 2/5/2003] Most of the allegations made by Powell are later demonstrated to be false. “The defectors and other sources went unidentified,” the Associated Press will later report. “The audiotapes were uncorroborated, as were the photo interpretations. Iraq's December 7 Declaration Was Inaccurate - Powell contends that Iraq’s December 7 declaration was not complete. According to UN Resolution 1441 the document was supposed to be a “currently accurate, full and complete declaration of all aspects” of its programs to develop weapons of mass destruction. But Saddam has not done this, says Powell, who explains that Iraq has yet to provide sufficient evidence that it destroyed its previously declared stock of 8,500 liters of anthrax, as it claimed in the declaration. Furthermore, notes the secretary of state, UNSCOM inspectors had previously estimated that Iraq possessed the raw materials to produce as much as 25,000 liters of the virus. Iraq Has Ties to Al-Qaeda - Powell repeats earlier claims that Saddam Hussein’s government has ties to al-Qaeda. Powell focuses on the cases of the militant Islamic group Ansar-al-Islam and Abu Musab Zarqawi, a Jordanian-born Palestinian, who had received medical treatment in Baghdad during the summer of 2002 (see December 2001-Mid-2002). [US Department of State, 2/5/2003] However, just days before Powell’s speech, US and British intelligence officials—speaking on condition of anonymity—told the press that the administration’s allegations of Iraqi-al-Qaeda ties were based on information provided by Kurdish groups, who, as enemies of Ansar-al-Islam, should not be considered reliable. Furthermore, these sources unequivocally stated that intelligence analysts on both sides of the Atlantic remained unconvinced of the purported links between Iraq and al-Qaeda (see February 3-4, 2003). [Independent, 2/3/2003; Daily Telegraph, 2/4/2003] Powell also claims that Iraq provided “chemical or biological weapons training for two al-Qaeda associates beginning in December 2000.” The claim is based on a September 2002 CIA document which had warned that its sources were of “varying reliability” and that the claim was not substantiated (see September 2002). The report’s main source, Ibn al-Shaykh al-Libi, an al-Qaeda operative who offered the information to CIA interrogators while in custody, later recounts the claim (see February 14, 2004). [CNN, 9/26/2002; New York Times, 7/31/2004; Newsweek, 7/5/2005] Larry Wilkerson, Powell’s chief of staff, will later say that neither he nor Powell ever received “any dissent with respect to those lines… indeed the entire section that now we know came from [al-Libi].” [Newsweek, 11/10/2005] Senior US officials will admit to the New York Times and Washington Post after the presentation that the administration was not claiming that Saddam Hussein is “exercising operational control” of al-Qaeda. Iraq Has Missiles Capable of Flying Up to 1,200 Kilometers - Describing a photo of the al-Rafah weapons site, Powell says: “As part of this effort, another little piece of evidence, Iraq has built an engine test stand that is larger than anything it has ever had. Notice the dramatic difference in size between the test stand on the left, the old one, and the new one on the right. Note the large exhaust vent. This is where the flame from the engine comes out. The exhaust vent on the right test stand is five times longer than the one on the left. The one of the left is used for short-range missiles. The one on the right is clearly intended for long-range missiles that can fly 1,200 kilometers. This photograph was taken in April of 2002. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” [US Department of State, 2/5/2003; New York Times, 2/5/2003] But according to the Associated Press, “… UN missile experts have reported inspecting al-Rafah at least five times since inspections resumed Nov. 27, have studied the specifications of the new test stand, regularly monitor tests at the installation, and thus far have reported no concerns.” [Associated Press, 2/7/2003] Similarly, Reuters quotes Ali Jassem, an Iraqi official, who explains that the large stand referred to in Powell’s speech is not yet in operation and that its larger size is due to the fact that it will be testing engines horizontally. [Reuters, 2/7/2003; Guardian, 2/15/2003] Several days later, Blix will report to the UN that “so far, the test stand has not been associated with a proscribed activity.” [Guardian, 2/15/2003]
Iraqis Attempted to Hide Evidence from Inspectors - Powell shows the UN Security Council satellite shots depicting what he claims are chemical weapons bunkers and convoys of Iraqi cargo trucks preparing to transport ballistic missile components from a weapons site just two days before the arrival of inspectors. “We saw this kind of housecleaning at close to 30 sites,” Powell explains. “We must ask ourselves: Why would Iraq suddenly move equipment of this nature before inspections if they were anxious to demonstrate what they had or did not have?” [US Department of State, 2/5/2003] But the photos are interpreted differently by others. An unnamed UN official and German UN Inspector Peter Franck both say the trucks in the photos are actually fire engines. [Mercury News (San Jose), 3/18/2003; Agence France-Presse, 6/6/2003]
'Literally Removed the Crust of the Earth' - Another series of photos—taken during the spring and summer of 2002—show that Iraqis have removed a layer of topsoil from the al-Musayyib chemical complex. This piece of evidence, combined with information provided by an unnamed source, leads Powell to draw the following conclusion: “The Iraqis literally removed the crust of the earth from large portions of this site in order to conceal chemical weapons evidence that would be there from years of chemical weapons activity.” [US Department of State, 2/5/2003; Washington Post, 2/6/2003] Showing another series of pictures—one taken on November 10 (before inspections) and one taken on December 22—Powell says that a guard station and decontamination truck were removed prior to the arrival of inspectors. Powell does not explain how he knows that the truck in the photograph was a decontamination truck. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” Hanley later says, “What he neglected to mention was that the inspectors were underneath, watching what was going on.” [PBS, 4/25/2007]
Communication Intercepts Demonstrate Iraqi Attempts to Conceal Information from Inspectors - Powell plays recordings of three conversations intercepted by US intelligence—one on November 26, another on January 30, and a third, a “few weeks” before. The conversations suggest that the Iraqis were attempting to hide evidence from inspectors. [New York Times, 2/5/2003; US Department of State, 2/5/2003; London Times, 2/6/2003; Sydney Morning Herald, 2/7/2003] Senior administration officials concede to the Washington Post that it was not known “what military items were discussed in the intercepts.” [Washington Post, 2/13/2003] Some critics argue that the intercepts were presented out of context and open to interpretation. [Sydney Morning Herald, 2/7/2003; Sydney Morning Herald, 2/9/2003] Others note that the conversations were translated from Arabic by US translators and were not analyzed or verified by an independent specialist. Biological Weapons Factories - Colin Powell says that US intelligence has “firsthand descriptions” that Iraq has 18 mobile biological weapons factories mounted on trucks and railroad cars. Information about the mobile weapons labs are based on the testimonies of four sources—a defected Iraqi chemical engineer who claims to have supervised one of these facilities, an Iraqi civil engineer (see December 20, 2001), a source in “a position to know,” and a defected Iraqi major (see February 11, 2002). Powell says that the mobile units are capable of producing enough dry biological agent in a single month to kill several thousand people. He shows computer-generated diagrams and pictures based on the sources’ descriptions of the facilities. Powell says that according to the chemical engineer, during the late 1990s, Iraq’s biological weapons scientists would often begin the production of pathogens on Thursday nights and complete the process on Fridays in order to evade UNSCOM inspectors whom Iraq believed would not conduct inspections on the Muslim holy day. [New York Times, 2/5/2003; US Department of State, 2/5/2003; Washington Post, 2/6/2003; Reuters, 2/11/2003] Powell tells the delegates, “The source was an eyewitness, an Iraqi chemical engineer, who supervised one of these facilities. He actually was present during biological agent production runs. He was also at the site when an accident occurred in 1998. Twelve technicians died from exposure to biological agents.” He displays models of the mobile trucks drawn from the source’s statements. [CBS News, 11/4/2007] Responding to the allegation, Iraqi officials will concede that they do in fact have mobile labs, but insist that they are not used for the development of weapons. According to the Iraqis, the mobile labs are used for food analysis for disease outbreaks, mobile field hospitals, a military field bakery, food and medicine refrigeration trucks, a mobile military morgue and mobile ice making trucks. [Guardian, 2/5/2003; ABC News, 5/21/2003] Iraq’s explanation is consistent with earlier assessments of the UN weapons inspectors. Before Powell’s presentation, Hans Blix had dismissed suggestions that the Iraqis were using mobile biological weapons labs, reporting that inspections of two alleged mobile labs had turned up nothing. “Two food-testing trucks have been inspected and nothing has been found,” Blix said. And Ewen Buchanan, spokesman for the UN Monitoring, Verification and Inspection Commission, said, “The outline and characteristics of these trucks that we inspected were all consistent with the declared purposes.” [Guardian, 2/5/2003; ABC News, 5/21/2003]
'Curveball' Primary Source of Claims - Powell’s case is further damaged when it is later learned that one of the sources Powell cited, the Iraqi major, had been earlier judged unreliable by intelligence agents at the Defense Intelligence Agency (see February 11, 2002). In May 2002, the analysts had issued a “fabricator notice” on the informant, noting that he had been “coached by [the] Iraqi National Congress” (INC) (see May 2002). But the main source for the claim had been an Iraqi defector known as “Curveball,” who was initially believed to be the brother of a top aide to Ahmed Chalabi. The source claimed to be a chemical engineer who had helped design and build the mobile labs. His information was passed to Washington through Germany’s intelligence service, the Bundesnachrichtendienst (BND), which had been introduced to the source by the INC. In passing along the information, the BND noted that there were “various problems with the source.” And only one member of the US intelligence community had actually met with the person—an unnamed Pentagon analyst who determined the man was an alcoholic and of dubious reliability. Yet both the DIA and the CIA validated the information. [Veteran Intelligence Professionals for Sanity, 8/22/2003; Los Angeles Times, 3/28/2004; Knight Ridder, 4/4/2004; Newsweek, 4/19/2004; Newsweek, 7/19/2004] Powell says that the US has three other intelligence sources besides Curveball for the mobile bioweapons labs. Powell will be infuriated to learn that none of those three sources ever corroborated Curveball’s story, and sometimes their information contradicted each other. One of the three had failed a polygraph test and was determined to have lied to his debriefers. Another had already been declared a fabricator by US intelligence community, and had been proven to have mined his information off the Internet. [Buzzflash (.com), 11/27/2007] In November 2007, Curveball is identified as Rafid Ahmed Alwan. Serious questions about Curveball’s veracity had already been raised by the time of Powell’s UN presentation. He will later be completely discredited (see November 4, 2007).
Further Problems with Mobile Lab Claims - In addition to the inspectors’ assessments and the dubious nature of the sources Powell cited, there are numerous other problems with the mobile factories claim. Raymond Zilinskas, a microbiologist and former UN weapons inspector, argues that significant amounts of pathogens such as anthrax, could not be produced in the short span of time suggested in Powell’s speech. “You normally would require 36 to 48 hours just to do the fermentation…. The short processing time seems suspicious to me.” He also says: “The only reason you would have mobile labs is to avoid inspectors, because everything about them is difficult. We know it is possible to build them—the United States developed mobile production plants, including one designed for an airplane—but it’s a big hassle. That’s why this strikes me as a bit far-fetched.” [Washington Post, 2/6/2003] After Powell’s speech, Blix will say in his March 7 report to the UN that his inspectors found no evidence of mobile weapons labs (see March 7, 2003). [CNN, 3/7/2003; Agence France-Presse, 3/7/2003; CNN, 3/7/2003] Reporter Bob Drogin, author of Curveball: Spies, Lies and the Con Man Who Caused a War, says in 2007, “[B]y the time Colin Powell goes to the UN to make the case for war, he shows the world artists’ conjectures based on analysts’ interpretations and extrapolations of Arabic-to-German-to-English translations of summary debriefing reports of interviews with a manic-depressive defector whom the Americans had never met. [CIA director George] Tenet told Powell that Curveball’s information was ironclad and unassailable. It was a travesty.” [Alternet, 10/22/2007]
'Four Tons' of VX Toxin - Powell also claims that Iraq has “four tons” of VX nerve toxin. “A single drop of VX on the skin will kill in minutes,” he says. “Four tons.” Hanley later notes, “He didn’t point out that most of that had already been destroyed. And, on point after point he failed to point out that these facilities about which he was raising such alarm were under repeated inspections good, expert people with very good equipment, and who were leaving behind cameras and other monitoring equipment to keep us a continuing eye on it.” [PBS, 4/25/2007]
Iraq is Developing Unmanned Drones Capable of Delivering Weapons of Mass Destruction - Powell asserts that Iraq has flight-tested an unmanned drone capable of flying up to 310 miles and is working on a liquid-fueled ballistic missile with a range of 745 miles. He plays a video of an Iraqi F-1 Mirage jet dispersing “simulated anthrax.” [US Department of State, 2/5/2003; New York Times, 2/5/2003; Washington Post, 2/6/2003] But the Associated Press will later report that the video was made prior to the 1991 Gulf War. Apparently, three of the four spray tanks shown in the film had been destroyed during the 1991 military intervention. [Associated Press, 8/9/2003]
Imported Aluminum Tubes were Meant for Centrifuge - Powell argues that the aluminum tubes which Iraq had attempted to import in July 2001 (see July 2001) were meant to be used in a nuclear weapons program and not for artillery rockets as experts from the US Energy Department, the INR, and the IAEA have been arguing (see February 3, 2003) (see January 11, 2003) (see August 17, 2001) (see January 27, 2003). To support the administration’s case, he cites unusually precise specifications and high tolerances for heat and stress. “It strikes me as quite odd that these tubes are manufactured to a tolerance that far exceeds US requirements for comparable rockets,” he says. “Maybe Iraqis just manufacture their conventional weapons to a higher standard than we do, but I don’t think so.” Powell also suggests that because the tubes were “anodized,” it was unlikely that they had been designed for conventional use. [US Department of State, 2/5/2003; Washington Post, 2/5/2003; Washington Post, 3/8/2003] Powell does not mention that numerous US nuclear scientists have dismissed this claim (see August 17, 2001) (see September 23, 2002) (see December 2002). [Albright, 10/9/2003] Powell also fails to say that Iraq has rockets identical to the Italian Medusa 81 mm rockets, which are of the same dimensions and made of the same alloy as the 3,000 tubes that were intercepted in July 2001 (see After January 22, 2003). [Washington Post, 8/10/2003] This had been reported just two weeks earlier by the Washington Post. [Washington Post, 1/24/2003] Moreover, just two days before, Powell was explicitly warned by the US State Department’s Bureau of Intelligence and Research not to cite the aluminum tubes as evidence that Iraq is pursuing nuclear weapons (see February 3, 2003). Iraq Attempted to Acquire Magnets for Use in a Gas Centrifuge Program - Powell says: “We… have intelligence from multiple sources that Iraq is attempting to acquire magnets and high-speed balancing machines. Both items can be used in a gas centrifuge program to enrich uranium. In 1999 and 2000, Iraqi officials negotiated with firms in Romania, India, Russia and Slovenia for the purchase of a magnet production plant. Iraq wanted the plant to produce magnets weighing 20 to 30 grams. That’s the same weight as the magnets used in Iraq’s gas centrifuge program before the Gulf War.” [US Department of State, 2/5/2003; New York Times, 2/6/2003] Investigation by the UN’s International Atomic Energy Agency [IAEA] will demonstrate that the magnets have a dual use. IAEA Director Mohamed ElBaradei said a little more than a week before, on January 27, in his report to the Security Council: “Iraq presented detailed information on a project to construct a facility to produce magnets for the Iraqi missile program, as well as for industrial applications, and that Iraq had prepared a solicitation of offers, but that the project had been delayed due to ‘financial credit arrangements.’ Preliminary investigations indicate that the specifications contained in the offer solicitation are consistent with those required for the declared intended uses. However, the IAEA will continue to investigate the matter….” (see January 27, 2003) [Annan, 1/27/2003 pdf file] On March 7, ElBaradei will provide an additional update: “The IAEA has verified that previously acquired magnets have been used for missile guidance systems, industrial machinery, electricity meters and field telephones. Through visits to research and production sites, reviews of engineering drawings and analyses of sample magnets, IAEA experts familiar with the use of such magnets in centrifuge enrichment have verified that none of the magnets that Iraq has declared could be used directly for a centrifuge magnetic bearing.” (see March 7, 2003) [CNN, 3/7/2003]
Iraq Attempted to Purchase Machines to Balance Centrifuge Rotors - Powell states: “Intercepted communications from mid-2000 through last summer show that Iraq front companies sought to buy machines that can be used to balance gas centrifuge rotors. One of these companies also had been involved in a failed effort in 2001 to smuggle aluminum tubes into Iraq.” [US Department of State, 2/5/2003; New York Times, 2/6/2003]
Powell Cites Documents Removed from Home of Iraqi Scientist Faleh Hassan - Powell cites the documents that had been found on January 16, 2003 by inspectors with the help of US intelligence at the Baghdad home of Faleh Hassan, a nuclear scientist. Powell asserts that the papers are a “dramatic confirmation” that Saddam Hussein is concealing evidence and not cooperating with the inspections. The 3,000 documents contained information relating to the laser enrichment of uranium (see January 16, 2003). [Daily Telegraph, 1/18/2003; Associated Press, 1/18/2003; BBC, 1/19/2003; US Department of State, 2/5/2003] A little more than a week later, in the inspectors’ February 14 update to the UN Security Council (see February 14, 2003), ElBaradei will say, “While the documents have provided some additional details about Iraq’s laser enrichment development efforts, they refer to activities or sites already known to the IAEA and appear to be the personal files of the scientist in whose home they were found. Nothing contained in the documents alters the conclusions previously drawn by the IAEA concerning the extent of Iraq’s laser enrichment program.” [Guardian, 2/15/2003; BBC, 2/17/2003; Associated Press, 8/9/2003]
Iraq is Hiding Missiles in the Desert - Powell says that according to unidentified sources, the Iraqis have hidden rocket launchers and warheads containing biological weapons in the western desert. He further contends that these caches of weapons are hidden in palm groves and moved to different locations on a weekly basis. [US Department of State, 2/5/2003] It will later be suggested that this claim was “lifted whole from an Iraqi general’s written account of hiding missiles in the 1991 war.” [Associated Press, 8/9/2003]
Iraq Has Scud Missiles - Powell also says that according to unnamed “intelligence sources,” Iraq has a few dozen Scud-type missiles. [Associated Press, 8/9/2003]
Iraq Has Weapons of Mass Destruction - Secretary of State Colin Powell states unequivocally: “We… have satellite photos that indicate that banned materials have recently been moved from a number of Iraqi weapons of mass destruction facilities. There can be no doubt that Saddam Hussein has biological weapons and the capability to rapidly produce more, many more.” Elsewhere in his speech he says: “We know that Saddam Hussein is determined to keep his weapons of mass destruction, is determined to make more.” [US Department of State, 2/5/2003; CNN, 2/5/2003]
Governments, Media Reaction Mixed - Powell’s speech will fail to convince many skeptical governments, nor will it impress many in the European media. But it will have a tremendous impact in the US media (see February 5, 2003 and After).

Firsthand witnesses have informed us that Iraq has at least seven mobile factories for the production of biological agents, equipment mounted on trucks and rails to evade discovery. Using these factories, Iraq could produce within just months hundreds of pounds of biological poisons.… Iraq has never accounted for thousands of bombs and shells capable of delivering chemical weapons. The regime is actively pursuing components for prohibited ballistic missiles. And we have sources that tell us that Saddam Hussein recently authorized Iraqi field commanders to use chemical weapons—the very weapons the dictator tells the world he does not have.” [US President, 2/10/2003]
WMD Delivery Systems - “The Iraqi regime has acquired and tested the means to deliver weapons of mass destruction. All the world has now seen the footage of an Iraqi Mirage aircraft with a fuel tank modified to spray biological agents over wide areas. Iraq has developed spray devices that could be used on unmanned aerial vehicles with ranges far beyond what is permitted by the Security Council. A UAV launched from a vessel off the American coast could reach hundreds of miles inland.” [US President, 2/10/2003]
Iraq and al-Qaeda - “One of the greatest dangers we face is that weapons of mass destruction might be passed to terrorists, who would not hesitate to use those weapons. Saddam Hussein has longstanding, direct and continuing ties to terrorist networks. Senior members of Iraqi intelligence and al-Qaeda have met at least eight times since the early 1990s. Iraq has sent bomb-making and document forgery experts to work with al-Qaeda. Iraq has also provided al-Qaeda with chemical and biological weapons training.” [US President, 2/10/2003; Newsweek, 11/10/2005]
Harboring Terrorists - “We also know that Iraq is harboring a terrorist network, headed by a senior al-Qaeda terrorist planner. The network runs a poison and explosive training center in northeast Iraq, and many of its leaders are known to be in Baghdad. The head of this network traveled to Baghdad for medical treatment and stayed for months. Nearly two dozen associates joined him there and have been operating in Baghdad for more than eight months.” [US President, 2/10/2003]
Choice of Freedom - “[W]e can give the Iraqi people their chance to live in freedom and choose their own government.… Saddam Hussein has made Iraq into a prison, a poison factory, and a torture chamber for patriots and dissidents.” [US President, 2/10/2003]

The government raises the threat level to orange. The announcement is made by Attorney General John Ashcroft, Homeland Security Secretary Ridge, and FBI Director Mueller. CIA Director George Tenet calls the threat “the most specific we have seen” since 9/11 and says al-Qaeda may use a “radiological dispersal device, as well as poisons and chemicals.” Ashcroft states that “this decision for an increased threat condition designation is based on specific intelligence received and analyzed by the full intelligence community. This information has been corroborated by multiple intelligence sources.” [CNN, 2/7/2003] Ashcroft further claims that they have “evidence that terrorists would attack American hotels and apartment buildings.” [ABC News, 2/13/2007] A detailed plan is described to authorities by a captured terror suspect. This source cited a plot involving a Virginia- or Detroit-based al-Qaeda cell that had developed a method of carrying dirty bombs encased in shoes, suitcases, or laptops through airport scanners. The informant specifies government buildings and Christian or clerical centers as possible targets. [ABC News, 2/13/2007] Three days later, Fire Administrator David Paulison advises Americans to stock up on plastic sheeting and duct tape to protect themselves against radiological or biological attack. This causes a brief buying panic. [MSNBC, 6/4/2007] Batteries of Stinger anti-aircraft missiles are set up around Washington and the capital’s skies are patrolled by F-16 fighter jets and helicopters. [BBC, 2/14/2003] The threat is debunked on February 13, when the main source is finally given an FBI polygraph and fails it. Two senior law enforcement officials in Washington and New York state that a key piece of information leading to the terror alerts was fabricated. The claim made by a captured al-Qaeda member regarding a “dirty bomb” threat to Washington, New York, or Florida had proven to be a product of his imagination. Vincent Cannistraro, former head of the CIA’s Counterterrorist Center, says the intelligence turned out “to be fabricated and therefore the reason for a lot of the alarm, particularly in Washington this week, has been dissipated after they found out that this information was not true.” But threat levels remain stuck on orange for two more weeks. [ABC News, 2/13/2007] Bush administration officials do admit that the captured terror suspect lied, but add that this suspect was not the only source taken into consideration. Ridge says that there is “no need to start sealing the doors and windows.” Bush says that the warning, although based on evidence fabricated by an alleged terrorist, is a “stark reminder of the era that we’re in, that we’re at war and the war goes on.” [BBC, 2/14/2003] The alert followed less than forty-eight hours after Colin Powell’s famous speech to the United Nations in which he falsely accused Saddam Hussein of harboring al-Qaeda and training terrorists in the use of chemical weapons (see February 5, 2003). Journalist Jason Burke writes in the Observer about recent interviews he has conducted with prisoners held by Kurdish rebels in northern Iraq. One prisoner, Mohammed Mansour Shahab, claims to have been an Iraqi government agent who repeatedly met with Osama bin Laden over a several year period. The New Yorker published an article in March 2002 largely based on Shahab’s allegations and concluded, “the Kurds may have evidence of [Saddam Hussein’s] ties to Osama bin Laden’s terrorist network.” But Burke is able to find a number of inconsistencies and falsehoods in Shahab’s account, and after he points them out, Shahab does not deny that he was lying. Burke suggests that Shahab, like other prisoners being held by the Kurds, was lying in hopes of getting his prison sentence reduced since his Kurdish captors are looking to promote propaganda against their enemy, the Hussein government. Burke also interviews a number of prisoners belonging to the Ansar al-Islam militant group that is allegedly linked to Abu Musab al-Zarqawi. He does not see evidence of any link between that group and Hussein’s government and concludes, “Saddam may well have infiltrated the Ansar al-Islam with a view to monitoring the developments of the group (indeed it would be odd if he had not) but that appears to be about as far as his involvement with the group, and incidentally with al-Qaeda, goes.” [Observer, 2/9/2003]

Secretary of State Colin Powell obtains an advance transcript of a new audio tape thought to be from Osama bin Laden before it is broadcast on Al Jazeera, but misrepresents the contents to a US Senate panel, implying it shows a partnership between al-Qaeda and Iraq. [CNN, 2/12/2003] Following Powell’s initial claim the tape exists, Al Jazeera says that it has no such tape and dismisses Powell’s statement as a rumor. [Associated Press, 2/12/2003] However, later in the day Al Jazeera says that it does have the tape. [Reuters, 2/12/2003] It is unclear how Powell obtains the advance copy, and Counterpunch even jokes, “Maybe the CIA gave Powell the tape before they delivered it to Al Jazeera?” [CounterPunch, 2/13/2003] In his testimony to the Senate Budget Committee Powell says, “[Bin Laden] speaks to the people of Iraq and talks about their struggle and how he is in partnership with Iraq.” [CNN, 2/12/2003] Powell’s spokesperson, Richard Boucher, says that the recording proves “that bin Laden and Saddam Hussein seem to find common ground.” [Reuters, 2/11/2003; New York Times, 2/12/2003; Washington Post, 11/12/2003] However, although bin Laden tells his supporters in Iraq they may fight alongside the Saddam Hussein, if the country is invaded by the US (see November 12, 2002), he does not express any direct support for the current regime in Iraq, which he describes as “pagan.” [CNN, 2/12/2003] A senior editor for Al Jazeera says the tape offers no evidence of ties between al-Qaeda and Saddam Hussein. “When you hear it, it doesn’t prove any relation between bin Laden or al-Qaeda group and the Iraqi regime,” he argues. [ABC News, 2/12/2003] Several news reports also challenge Powell and Boucher’s interpretation. For example, CNN reveals that the voice had criticized Saddam’s regime, declaring that “the socialists and the rulers [had] lost their legitimacy a long time ago, and the socialists are infidels regardless of where they are, whether in Baghdad or in Aden.” [CNN, 2/11/2003; New York Times, 11/12/2003] Similarly, a report published by Reuters notes that the voice “did not express support for Iraqi President Saddam Hussein—it said Muslims should support the Iraqi people rather than the country’s government.” [Reuters, 2/11/2003]

Swiss voice analysts at the Dalle Molle Institute for Perceptual Artificial Intelligence decline to examine a new recording issued by a man thought to be Osama bin Laden (see February 11 or 12, 2003 and February 12, 2003). The institute previously analyzed a speech made by a man thought to be bin Laden and concluded that the speaker was not actually him (see November 29, 2002). The institute says that the previous analysis was done at the request of a French TV channel and was “mainly motivated by pure scientific curiosity.” It also says that the poor quality of that recording coupled with the limited number of voice examples meant that it was unlikely the recording could ever be properly authenticated. [Swissinfo (.org), 2/12/2003] However, US officials tell CNN that “this tape was of much better quality than the previous one presumed to be from bin Laden, which Al Jazeera broadcast in November.” [CNN, 2/12/2003] The institute does not analyze any later tapes thought to be released by bin Laden.

Reaction - After the two reports, most UN Security Council members say they believe inspections are working and that the use of military force is unnecessary. Dominique de Villepin, the French foreign minister, says: “There is an alternative to war: disarming Iraq through inspections. [War] would be so fraught with risk for the people, the region and international stability that it should be envisaged only as a last resort.… We must give priority to disarmament by peaceful means.” His comments are followed by a huge applause. “French Foreign Minister Dominique de Villepin’s impassioned speech seeking more time for inspections elicited rare applause from diplomats in the chamber,” reports the Associated Press. By contrast, the more hawkish remarks of US Secretary of State Colin Powell—who was said to have appeared “annoyed” during parts of Blix’s report—“did not receive any applause.” Powell, in his response to the report, had stated: “We cannot wait for one of these terrible weapons to turn up in our cities…. More inspections—I am sorry—are not the answer…. The threat of force must remain.” After the reports, Germany, Syria, Chile, Mexico, Russia, France and Pakistan, favor continuing the inspections while Spain and Bulgaria back the US and British position. President Bush holds a press conference—only his eighth since taking office—in which he conflates Iraq and Saddam Hussein with the 9/11 attacks and the global war on terror at least 12 times. For instance, he says: “Iraq is a part of the war on terror. It’s a country that trains terrorists; it’s a country that could arm terrorists. Saddam Hussein and his weapons are a direct threat to this country.” Perhaps his most alarming statement is, “September the 11th should say to the American people that we’re now a battlefield.” [White House, 3/6/2003; Salon, 5/4/2006; PBS, 4/25/2007] Bush insists that he has not yet decided to take military action against Iraq (see March 6, 2003). Scripted and Orchestrated - Oddly, none of the 94 assembled journalists challenge Bush’s conflations, no one asks about Osama bin Laden, and no one asks follow-up questions to elicit information past the sound bites Bush delivers. There is a reason for that. In 2007, PBS’s Bill Moyers will report that “the White House press corps will ask no hard questions… about those claims,” because the entire press conference is scripted. “Sure enough, the president’s staff has given him a list of reporters to call on,” Moyers will report. Press Secretary Ari Fleischer later admits to giving Bush the list, which omits reporters from such media outlets as Time, Newsweek, USA Today, and the Washington Post. After calling on CNN reporter John King, Bush says, “This is a scripted—” and then breaks into laughter. King, like his colleagues, continues as if nothing untoward is happening. Author and media commentator Eric Boehlert will later say: “[Bush] sort of giggled and laughed. And, the reporters sort of laughed. And, I don’t know if it was out of embarrassment for him or embarrassment for them because they still continued to play along after his question was done. They all shot up their hands and pretended they had a chance of being called on.” Several questions later, Bush pretends to choose from the available reporters, saying: “Let’s see here… Elizabeth… Gregory… April.… Did you have a question or did I call upon you cold?” The reporter asks, “How is your faith guiding you?” Bush responds: “My faith sustains me because I pray daily. I pray for guidance.” Boehlert will later say: “I think it just crystallized what was wrong with the press coverage during the run up to the war. Defending the Press's Complicity - New York Times reporter Elisabeth Bumiller, a participant in the conference, will later defends the press corps’ “timid behavior,” in Boehlert’s characterization, by saying: “I think we were very deferential because… it’s live, it’s very intense, it’s frightening to stand up there. Think about it, you’re standing up on prime-time live TV asking the president of the United States a question when the country’s about to go to war. There was a very serious, somber tone that evening, and no one wanted to get into an argument with the president at this very serious time.” [Salon, 5/4/2006]
Compliant Media Coverage - The broadcast news media, transmitting the live feed of the conference, could not have been more accommodating, author and media critic Frank Rich will later note. “CNN flashed the White House’s chosen messages in repetitive rotation on the bottom of the screen while the event was still going on—‘People of good will are hoping for peace’ and ‘My job is to protect America.’” After the conference, Fox News commentator Greta van Susteren tells her audience, “What I liked tonight was that in prime time [Bush] said to the American people, my job is to protect the American people.” [Rich, 2006, pp. 70]
Follow-Up Coverage Equally Stage-Managed - Boehlert notes that the post-conference coverage is equally one-sided. On MSNBC’s flagship news commentary show, Hardball, host Chris Matthews spends an hour discussing the conference and the upcoming invasion. Matthews invites six guests on. Five are advocates of the war, and one, given a few moments for “balance,” questions some of the assumptions behind the rationale for war. The five pro-war guests include an “independent military analyst,” retired General Montgomery Meigs, who is one of around 75 retired military officers later exposed as participants in a Pentagon propaganda operation designed to promote the war (see April 20, 2008 and Early 2002 and Beyond). Inspections 'Fruitful,' Say French, Russians - Both sides claim that the reports give further support to each of their respective stances on the issue of Iraqi disarmament. French Foreign Minister Dominique de Villepin tells the Council that the reports “testify to the progress” of the inspections. He states that France will not support another resolution because “we cannot accept any ultimatum, any automatic use of force.” Russian Foreign Minister Igor Ivanov says that the reports demonstrate that inspections have been “fruitful.”
Inspections Not Working, US Claims - The Bush administration does not alter its position, despite statements by the two inspectors that Iraq is cooperating with inspections and complying with demands to disarm. Colin Powell, responding to the inspectors’ reports, reiterates the administration’s position that the inspections are not working and that Saddam is not cooperating. “We must not walk away,” Powell says. “We must not find ourselves here this coming November with the pressure removed and with Iraq once again marching down the merry path to weapons of mass destruction, threatening the region, threatening the world.” He claims that Iraq’s behavior is a “a catalog still of noncooperation” and repeats the administration’s allegation that the “Iraq regime continues to possess and conceal some of the most lethal weapons ever devised.” Back at the White House, Ari Fleischer tells reporters, “As the president has said, if the United Nations will not disarm Saddam Hussein, it will be another international organization, a coalition of the willing that will be made up of numerous nations that will disarm Saddam Hussein.” [CNN, 3/6/2003; CNN, 3/7/2003; Independent, 3/7/2003; US Department of State, 3/7/2003 pdf file]
Bush: Missile Destruction 'Meaningless' - Bush himself will call the destruction of Iraqi missiles “meaningless” and nothing more than an Iraqi “campaign of destruction,” shocking UNMOVIC inspectors: “We didn’t know what to make of [his words],” one inspector says afterwards. Former State Department official Patrick Lang will write: “In the final weeks of the countdown to war, the administration’s actions resembled nothing so much as some of the madder scenes from Alice in Wonderland. The fact that the documents the administration had used to ‘prove’ that Iraq was working on nuclear weapons were forged only led to greater insistence that Iraq was a danger. The absence of discovery of WMD by the UN inspectors was only further evidence that the Iraqis were the greatest deceivers in history and that they had succeeded in concealing their location. The destruction of the Al Samoud missiles was just more evidence of a ‘grand deception.’” [Middle East Policy Council, 6/2004]
Uranium Allegations 'Outrageous,' Says Former Ambassador - The Washington Post and Los Angeles Times do give the story front-page coverage, and on CNN, former ambassador Joseph Wilson (see July 6, 2003) calls the uranium allegation “outrageous,” adding that the claim “taints the whole rest of the case that the government is trying to build against Iraq.” The US government is “simply stupid” for not finding out the truth sooner: “a couple of phone calls” could have proven that such a deal between Iraq and Niger could not have happened: “All this stuff is open,” Wilson says. “It’s a restricted market of buyers and sellers.” [Rich, 2006, pp. 71]
IAEA Report 'Widely Ignored' - Author and media critic Frank Rich will later note, “With America’s March 17 deadline for war (see March 17, 2003 and March 17, 2003) dominating the news, ElBaradei’s pronoucements were widely ignored. The news of the forged uranium documents did not make any of the three network evening newscasts and did not appear in the following day’s New York Times. While many in the Bush administration continue to insist that the claims of Iraq attempting to buy uranium from Niger are valid (see March 7, 2003-July 7, 2003), even in the face of a thorough debunking by the International Atomic Energy Agency (see March 7, 2003), some officials are quietly admitting that the administration was duped. “We fell for it,” says one unnamed State Department official who reviewed the documents. Meanwhile, Secretary of State Colin Powell says that the administration has “new information” suggesting that Iraq continues to try to get nuclear weapons components such as the suspicious aluminum tubes (see October 6, 2002). David Albright of the Institute for Science and International Security retorts, “Despite being presented with the falseness of this claim, the administration persists in making misleading arguments about the significance of the tubes.” [Washington Post, 3/8/2003] Former ambassador Joseph Wilson will note that the administration “had chosen to ignore three reports that had been in their files for nearly a year: mine (see March 4-5, 2002) as well as two others—one submitted by the American ambassador to Niger, Barbro Owens-Kirkpatrick (see November 20, 2001) and the other by four-star Marine Corps General Carlton Fulford (see February 24, 2002), who had also traveled there. Senator John D. Rockefeller (D-WV), the ranking Democrat on the Senate Intelligence Committee, writes a letter to FBI Director Robert Mueller. Rockefeller asks for an FBI investigation of the forged Iraq-Niger documents (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), because “the fabrication of these documents may be part of a larger deception campaign aimed at manipulating public opinion and foreign policy regarding Iraq.” An FBI inquiry, Rockefeller writes, “should, at a minimum, help to allay any concerns” that the Bush administration itself created the documents to build support for the war. Committee chairman Pat Roberts (R-KS) refuses to sign the letter [Washington Post, 3/22/2003; Unger, 2007, pp. 292] , saying he believes it would be inappropriate for the FBI to launch such an inquiry. Secretary of State Colin Powell denies any role by the US government in creating the documents. [Associated Press, 3/14/2003] The FBI will not respond to Rockefeller’s request. Page A17 - But thanks to pressure from his colleague Bob Woodward, the Post runs his story on March 16, but only on page A17. The article reads, “US intelligence agencies have been unable to give Congress or the Pentagon specific information about the amounts of banned weapons or where they are hidden….” It notes that senior US officials “repeatedly have failed to mention the considerable amount of documented weapons destruction that took place in Iraq between 1991 and 1998.” [New York Review of Books, 2/26/2004] Washington Post Executive Editor Leonard Downie Jr. will later say, “In retrospect, that probably should have been on Page 1 instead of A17, even though it wasn’t a definitive story and had to rely on unnamed sources. Follow-up - Two days later, the Post publishes another critical story by Pincus, this one co-written with Dana Milbank. It reads, “As the Bush administration prepares to attack Iraq this week, it is doing so on the basis of a number of allegations against Iraqi President Saddam Hussein that have been challenged—and in some cases disproved—by the United Nations, European governments and even US intelligence reports.” However, this story only appears on page A13. Third Story Held Until After Start of War - Around the same time, Post journalists Dana Priest and Karen DeYoung turn in a story that says CIA officials “communicated significant doubts to the administration” about evidence tying Iraq to attempted uranium purchases for nuclear weapons. But the story is held until March 22, three days after the Iraq war begins. [Washington Post, 8/12/2004]
Post's Editors Did Not Want to "Make a Difference" - Pincus will later comment, “The front pages of The New York Times, The Washington Post, and the Los Angeles Times are very important in shaping what other people think. They’re like writing a memo to the White House.” But the Post’s editors “went through a whole phase in which they didn’t put things on the front page that would make a difference.” [New York Review of Books, 2/26/2004] Downie will later say, “Not enough of those stories were put on the front page. In a televised address to the nation, shortly before the US officially begins its invasion of Iraq, President George W. Bush justifies the need to use military force. He asserts that the US has “pursued patient and honorable efforts to disarm the Iraqi regime without war,” but that Iraq “has uniformly defied Security Council resolutions demanding full disarmament.” He maintains that Iraq “continues to possess and conceal some of the most lethal weapons ever devised” and “has aided, trained, and harbored terrorists, including operatives of al-Qaeda.… Today, no nation can possibly claim that Iraq has disarmed.” Bush then gives Saddam Hussein an ultimatum, warning the Iraqi leader that if he and his sons do not leave Iraq within 48 hours, the US will use military force to topple his government. The choice is his, Bush says. “Should Saddam Hussein choose confrontation, the American people can know that every measure has been taken to avoid war, and every measure will be taken to win it.” He assures Iraqis that the US will liberate them and bring them democracy and warns Iraq’s military not to destroy its country’s oil wells or obey orders to deploy weapons of mass destruction. As to the issue of war crimes, Bush says: “War crimes will be prosecuted, war criminals will be punished and it will be no defense to say, ‘I was just following orders.’” [US President, 3/24/2003]

President George Bush sends a “formal determination” on Iraq’s alleged weapons of mass destruction to Congress in the form of a letter to Speaker Dennis Hastert (R-IL) and Senate President Robert Byrd (D-WV). Congress had required, in its October 2002 authorization of military force (see October 10, 2002), that Bush affirm that diplomatic efforts to resolve the Iraq WMD crisis were no longer possible, and that Iraq had tangible ties to the 9/11 attackers or similar terrorists. The letter provides neither. Instead, it merely reiterates the language of the statute itself, using that language as the determination. The determination says that Congress itself had found evidence of Iraq’s diplomatic intransigence and of Iraq’s connections to the 9/11 terrorists, when Congress has found neither. Former Nixon White House counsel John Dean will comment: “Bush, like a dog chasing his tail who gets ahold of it, relied on information the White House provided Congress for its draft resolution; then he turned around and claimed that this information (his information) came from Congress. From this bit of sophistry, he next stated that these congressional findings were the basis of his ‘determination.’” The only additional information Bush provides is a citation from Colin Powell’s presentation to the United Nations (see February 5, 2003), where Powell noted the supposed existence of a terrorist training camp in the Salman Pak military facility (see April 6, 2003), a training camp that does not exist. Bush also cites “public reports” indicating that Iraq is harboring al-Qaeda terrorist Abu Musab al-Zarqawi (see October 2, 2002), and that Iraq has “provided training in document forgery and explosives to [al-Qaeda].” Bush provides no evidence of his claims. Dean writes that the law has stringent requirements for such “presidential determinations,” mandating solid evidence, legal citations, and so forth, but Bush’s “determination” contains none of this. “If there is a precedent for Bush’s slick trick to involve America in a bloody commitment, where the Congress requires as a condition for action that the president make a determination, and the president in turn relies on a whereas clause… and a dubious public report… I am not aware of it and could not find anything even close.” [Dean, 2004, pp. 148-152]

US broadcast and cable news outlets begin covering the first US strikes against Iraqi targets (see March 19, 2003 and March 19-20, 2003), but, as author and media critic Frank Rich will later note, their coverage often lacks accuracy. News broadcasts report “a decapitation strike” (see March 20, 2003) that lead US viewers to believe for hours that Saddam Hussein has been killed. CNN’s title card for its strike coverage reads, “Zero Hour for Iraq Arrives”; during its initial coverage, CNN features New York Times reporter Judith Miller, who credits “a slew of information from defectors” and other “intelligence sources”—those who had provided the foundation for Secretary of State Colin Powell’s “impressive speech to the United Nations” (see February 5, 2003)—with the imminent discovery and destruction of Iraq’s WMD stockpiles. “One person in Washington told me that the list could total more than 1,400 of those sites,” Miller says. Pentagon PR chief Victoria Clarke, who had created both the Pentagon’s “embed program” of reporters going into battle with selected military units (see February 2003) and the “military analysts” program of sending carefully selected retired flag officers to the press and television news programs to give the administration’s views of the war (see Early 2002 and Beyond), has overseen the construction of a briefing room for press conferences from US CENTCOM headquarters in Qatar: the $200,000 facility was designed by a production designer who had worked for, among others, Disney, MGM, and illusionist David Blaine. Clarke and the Pentagon marketing officials succeed in having their term to describe the initial assault, “shock and awe,” promulgated throughout the broadcast and cable coverage. (Fox and MSNBC will soon oblige the Pentagon by changing the name of their Iraqi coverage programming to the official administration name for the invasion, “Operation Iraqi Freedom.”) During the assault, as Rich will later write, “the pyrotechnics of Shock and Awe looked like a distant fireworks display, or perhaps the cool computer graphics of a Matrix-inspired video game, rather than the bombing of a large city. None of Baghdad’s nearly six million people were visible.” Pentagon spokesman Kenneth Bacon later says, “If you had hired actors [instead of the network news anchors], you could not have gotten better coverage.” [Rich, 2006, pp. 73-75]

The New York Times reveals that CIA analysts acknowledge being pressured to shape their intelligence reports on Iraq to conform to Bush administration policies. In particular, they were pressured to find or create evidence that Iraq had links to al-Qaeda. [New York Times, 3/23/2003] In 2004, Times editor Daniel Okrent will admit that the story was “completed several days before the invasion (see March 19, 2003) and unaccountably held for a week,” not appearing until three days after the war began, when it “was interred on Page B10.” [New York Times, 5/30/2004; Rich, 2006, pp. 192] For months, some CIA analysts have privately expressed concerns over the forcible shaping of their reports to colleagues and Congressional officials, but until now have not revealed those concerns to reporters. “A lot of analysts have been upset about the way the Iraq-al-Qaeda case has been handled,” a senior intelligence official says. The revelation that the claims of Iraq’s attempt to buy uranium from Niger were false (see March 7, 2003) sparked some analysts to come forward. One government official says, “The forgery heightened people’s feelings that they were being embarrassed by the way Iraqi intelligence has been handled.” The intelligence official says: “As we have become an integral component informing the debate for policy makers, we have been asked a lot of questions. I’m sure it does come across as a pressured environment for analysts. I think there is a sense of being overworked, a sense among analysts that they have already answered the same questions. But if you talk to analysts, they understand why people are asking, and why policy makers aren’t accepting a report at face value.” Other analysts have discussed leaving the agency over their frustration with the way intelligence is being manipulated by the Bush administration. Another government official says, “Several people have told me how distraught they have been about what has been going on.” A CIA official says no analysts have resigned in protest over the management of Iraqi intelligence. President Bush signs Executive Order 13292 into effect. Innocuously titled “Further Amendment to Executive Order 12958,” and virtually ignored by the press, the order gives the vice president the power to unilaterally classify and declassify intelligence, a power heretofore reserved exclusively for the president. The order is an unprecedented expansion of the power of the vice president. Author Craig Unger will explain: “Since Cheney had scores of loyalists throughout the Pentagon, the State Department, and the National Security Council who reported to him, in operational terms, he was the man in charge of foreign policy. If Cheney wanted to keep something secret, he could classify it. If he wanted to leak information, or disinformation, to the New York Times or Washington Post, he could declassify it.” Moreover, Unger will write, the order grants “a measure of legitimacy to Cheney’s previous machinations with the national security apparatus, and in doing so it consolidate[s] the totality of his victories.” Combine the order with the disabled peer review procedures in the intelligence community, the banning of dissenting voices from critical policy deliberations and intelligence briefings, and the subversion of the National Intelligence Estimate on Iraq (see October 1, 2002), and the nation has, Unger will write, an effective vice presidential coup over the nation’s intelligence apparatus. Cheney, Defense Secretary Rumsfeld, and the administration neoconservatives now effectively run that apparatus. [White House, 3/25/2003; Unger, 2007, pp. 298-299]

According to multiple sources, the Defense Department’s head of intelligence, Stephen Cambone, dispatches a quasi-military team to Iraq in the weeks after the invasion. Cambone’s “off-the-books” team, consisting of four or five men, operates under the auspices of Defense Department official Douglas Feith and the Office of Special Plans (OSP—see September 2002). The team is tasked to secure the following, in order of priority: downed Navy pilot Scott Speicher, Iraq’s WMD stockpiles, and Saddam Hussein. The sources, who speak to reporter Larisa Alexandrovna in 2006 on the condition of anonymity, include three US intelligence sources and a person with close ties to the United Nations Security Council. Speicher, classified as “killed in action” (KIA) after being shot down in 1991 during Operation Desert Storm, was touted by Iraqi National Congress leader Ahmed Chalabi (see 1992-1996, November 6-8, 2001, December 20, 2001, and February 2002) as alive and held as a prisoner of war as part of Chalabi’s push for the US invasion of Iraq. Chalabi also told Bush administration officials of enormous stockpiles of chemical and biological WMD throughout Iraq (see Summer 2002, Fall 2002, and Early 2003). Cambone’s team operates outside the auspices of other officially sanctioned groups such as Task Force 20 and other units operating in Iraq before the invasion itself, though the team may be comprised of TF20 personnel. The team is not tasked with actually finding and destroying any WMD stockpiles so much as it is ordered to find such a stockpile and thereby solve what the UN Security Council source calls the administration’s “political WMD” problem. “They come in the summer of 2003, bringing in Iraqis, interviewing them,” the UN source later says. “Then they start talking about WMD and they say to [these Iraqi intelligence officers] that ‘Our president is in trouble. He went to war saying there are WMD and there are no WMD. What can we do? Can you help us?’” [Raw Story, 1/5/2006]

[Source: Reuters / Corbis]New York Times reporter Judith Miller is embedded with Mobile Exploitation Team Alpha (MET Alpha), a US Army unit charged with trying to find weapons of mass destruction (WMD) in Iraq. Miller had written a number of front-page Times stories before the war, strongly suggesting Iraq was pursuing WMD programs; all those stories will later be proven incorrect (see November 6-8, 2001, September 8, 2002, April 20, 2003, September 18, 2002, and July 25, 2003). Miller plays what the press will later call a “highly unusual role” with the unit. One US official will later claim that she turns the unit into a “rogue operation.” [Washington Post, 6/25/2003]
Accepting Military Restrictions - Miller accepted an unusual set of restrictions from the military in order to embed with MET Alpha. Most embedded journalists agreed not to report on forthcoming military tactics and to conceal sensitive information about troop movements and positions. Miller, on the other hand, agreed to allow the military to censor her work, and agreed not to publish items until they were approved by military officials. MET Alpha public affairs officer Eugene Pomeroy, who works closely with her, will later recall the agreement, saying that Miller helped negotiate the terms, and will recall the agreement being so sensitive that Defense Secretary Donal Rumsfeld signed off on it. According to the agreement, Pomeroy will recall: “Any articles going out had to be, well, censored. The mission contained some highly classified elements and people, what we dubbed the ‘Secret Squirrels,’ and their ‘sources and methods’ had to be protected and a war was about to start.” Miller’s copy is censored by a colonel, presumably MET Alpha commander Colonel Richard McPhee, who, according to Pomeroy, often reads her work in his sleeping bag, clutching a small flashlight between his teeth. Sometimes, while traveling with the unit, Miller wears a military uniform. [New York Magazine, 5/21/2005]
Threats and Connections - Miller, who has the reputation of being a “diva,” is friends with powerful neoconservatives such as Rumsfeld, his deputy, Paul Wolfowitz, Undersecretary of Defense for Policy Douglas Feith, Pentagon adviser Richard Perle, and other figures in the Pentagon and the Bush administration. One military officer will later claim Miller sometimes “intimidated” Army soldiers by mentioning her relationship to Rumsfeld or Feith, saying, “Essentially, she threatened them,” to get the unit to do her bidding. Another officer says Miller “was always issuing threats of either going to the New York Times or to the secretary of defense. There was nothing veiled about that threat.” This officer adds that MET Alpha “was allowed to bend the rules.” [Washington Post, 6/25/2003; New York Magazine, 5/21/2005] In 2005, reporter Franklin Foer will write: “While Miller might not have intended to march in lockstep with these hawks, she was caught up in an almost irresistible cycle. Because she kept printing the neocon party line, the neocons kept coming to her with huge stories and great quotes, constantly expanding her access.” [New York Magazine, 5/21/2005]
Miller Influences Where the Unit Will Go - On April 21, MET Alpha is ordered to withdraw to the southern Iraqi town of Talil, but Miller objects in a handwritten note to two public affairs officers. Her note says: “I see no reason for me to waste time (or MET Alpha, for that matter) in Talil.… Request permission to stay on here with colleagues at the Palestine Hotel till MET Alpha returns or order to return is rescinded. I intend to write about this decision in the [New York] Times to send a successful team back home just as progress on WMD is being made.” Miller challenges the plan to go to Talil, and takes her concerns to Major General David Petraeus, commander of the 101st Airborne. Petraeus does not have direct authority over McPhee, the commander of the 75th Exploitation Task Force, which contains the MET Alpha unit. But McPhee rescinds the withdrawal order after Petraeus advises him to do so. [Washington Post, 6/25/2003; New York Magazine, 5/21/2005]
Redirecting the Unit's Mission - Miller is also friends with Iraqi National Congress (INC) leader Ahmed Chalabi, who gave her leads for many later-debunked stories. More than half a dozen military officers will later claim that Miller acts as a go-between between Chalabi and the unit. On one occasion in April she takes some unit leaders to Chalabi’s headquarters, where the unit takes custody of Jamal Mustafa Sultan Tikriti, Saddam Hussein’s son-in-law, number 40 on the US’s most wanted list. She also sits in on his debriefing. None of the members of the unit have any experience in interrogation. Several US military officials will say they are upset that completely untrained officers led the debriefing of Tikriti. One Chalabi aide will explain why they turned Tikriti over to the MET Alpha unit instead of using the ANC’s usual contacts with the US miliary, saying, “We told Judy because we thought it was a good story.” When Miller later writes a story about Tikriti’s capture, she will claim that the handover was pure coincidence, as leaders of the unit “happened to be meeting” with Chalabi to “discuss nonproliferation issues.” One official will later complain that the unit became the “Judith Miller team” when she effectively redirected it from finding WMDs to holding and interrogating high-ranking prisoners. A military officer will later say: “This was totally out of their lane, getting involved with human intelligence.… [Miller] came in with a plan. She was leading them.… She ended up almost hijacking the mission.” A senior staff officer of the 75th Exploitation Task Force will similarly complain, “It’s impossible to exaggerate the impact she had on the mission of this unit, and not for the better.” [Washington Post, 6/25/2003]
Guarding Her Access - Pomeroy and another witness will recall Miller jealously guarding her access from other reporters. In one instance, when Washington Post reporter Barton Gellman travels with the unit for a day, Miller orders the unit’s troops not to speak to him. According to Pomeroy, “She told people that she had clearance to be there and Bart didn’t.” [New York Magazine, 5/21/2005]
Miller Has Unit Investigate Dubious Tips from Chalabi - In other cases, the unit apparently follows leads given to Miller by Chalabi or his aides. For instance, it discovers Iraqi intelligence documents and maps related to Israel, and Miller writes a story about this. Chalabi aide Zaab Sethna will later say: “We thought this was a great story for the New York Times.… That came from us.” While embedded with the unit, Miller writes stories for the Times strongly suggesting the unit has discovered WMDs. For instance, one of her headlines is “US Analysts Link Iraq Labs to Germ Arms,” and another is “US Experts Find Radioactive Material in Iraq.” But like her pre-war stories about WMDs in Iraq, these stories also will be completely discredited. It is unclear how long Miller hijacks the MET Alpha unit for, but the Washington Post will publish an expose about these connections in late June 2003. [Washington Post, 6/25/2003] In late 2003, Miller will say that her reliance on Chalabi’s information is “exaggerated.” [New York Review of Books, 2/26/2004] In 2005, Foer will call Miller one of “Chalabi’s credulous allies” along with a number of Bush administration officials. The Times will not acknowledge the breadth of Chalabi’s influence on the reports it published by Miller until May 2005, but will refuse to connect Chalabi and Miller. Foer will note that although Miller had more access to MET Alpha than any other reporter, “she was the only major reporter on the WMD beat to miss the story so completely.” [New York Magazine, 5/21/2005]
A Mouthpiece for the Administration? - In 2004, Miller tells columnist and media expert Michael Massing that as an investigative reporter in the intelligence area, “my job isn’t to assess the government’s information and be an independent intelligence analyst myself. My job is to tell readers of the New York Times what the government thought about Iraq’s arsenal.” Massing will write, “Many journalists would disagree with this; instead, they would consider offering an independent evaluation of official claims one of their chief responsibilities.” [New York Review of Books, 2/26/2004]
Admission of Error - In late 2005, Miller will admit that her reporting on Iraqi WMD issues was almost “entirely wrong” (see October 16, 2005).

The facility has been identified by several Iraqi National Congress defectors as a training facility for foreign terrorists, possibly aligned with al-Qaeda (see November 6-8, 2001). [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] The day of the raid, Brigadier General Vincent Brooks attempts to give the impression that US forces have found evidence that the camp was used to train terrorists, telling reporters that the camp was hit “in response to information that had been gained by coalition forces from some foreign fighters that we encountered from other country, not Iraq, and we believe that this camp had been used to train these foreign fighters in terror tactics…. The nature of the work being done by some of those people that we captured, their inferences to the type of training that they received, all of these things give us the impression that there was terrorist training that was conducted at Salman Pak.” Brooks says that tanks, armored personnel carriers, buildings used for “command and control and… morale and welfare” were destroyed. “All of that when you roll it together, the reports, where they’re from, why they might be here tell us there’s a linkage between this regime and terrorism and that’s something that we want to break…. There’s no indications of specific organizations that I’m aware of inside of that. We may still find it as with all operations that we conduct into a place, we look for more information after the operation is complete. We’ll pull documents out of it and see what the documents say, if there’s any links or indications. We’ll look and see if there’s any persons that are recovered that may not be Iraqi.” [CNN, 4/6/2003] However, US forces find no evidence whatsoever of any terrorists training activities at the camp. The story had a sensational effect in the media, and helped feed the public impression that the regime of Saddam Hussein was connected in some way with the 9/11 terrorists, but others, from Iraqi spokespersons to former US intelligence officials, asserted before the March 2003 invation that the Salman Pak facility was built, not for training terrorists, but for training Iraqi special forces to combat passenger jet hijackers. The facility formerly housed an old fuselage, generally identified as being from a Boeing 707, used in the training, and has been used in counter-terrorism training since the mid-1980s. A former CIA station chief says the agency assisted the Iraqis in their training: “We were helping our allies everywhere we had a liaison.” The former station chief adds that it is unlikely that the Iraqis, or anyone else, would train for terrorist strikes in an open facility easily spotted by satellite surveillance and human observers. “That’s Hollywood rinky-dink stuff,” he says. “They train in basements. You don’t need a real airplane to practice hijacking. The 9/11 terrorists went to gyms. But to take one back you have to practice on the real thing.” The US forces comb through Salman Pak, and find nothing to indicate that the facility was used for anything except counter-terrorism training. [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] In 2004, a senior US official will say of the claims about Salman Pak as a terrorist training facility, “We certainly have found nothing to substantiate that.” [Knight Ridder, 3/15/2004] In 2006, the Senate Intelligence Committee will report similar findings (see ISeptember 8, 2006). The CIA doubted reports of Salman Pak being used as a terrorist training camp as early as 2003 (see January 2003). And former UN weapons inspector Scott Ritter was debunking those stories in 2002 (see August 2002).

In 2007, CIA Director George Tenet will write in a book, “Once US forces reached Baghdad (see April 9, 2003), they discovered—stacked where they could easily find them—purported Iraqi intelligence service documents that showed much tighter links between Saddam [Hussein] and [Abu Musab] al-Zarqawi, and Saddam and al-Qaeda.” CIA analysts work with the Secret Service to check the paper and ink, plus to verify the details mentioned in the documents. But “time and again” the documents turn out to be forgeries. “It was obvious that someone was trying to mislead us. But these raw, unevaluated documents that painted a more nefarious picture of Iraq and al-Qaeda continued to show up in the hands of senior [Bush] administration officials without having gone through normal intelligence channels.” [Tenet, 2007, pp. 356] For instance, one forged document found in December 2003 and reported on by the press will purport that 9/11 hijacker Mohamed Atta went to Iraq to be trained by Iraqi intelligence agents (see December 14, 2003). Tenet will not speculate who is behind the forgeries.

Single Unidentified 'Scientist' as Source - Miller’s source is identified as an Iraqi scientist who claims to have worked in Iraq’s chemical weapons program for over a decade; this scientist is said to have told an American military team hunting for unconventional weapons in Iraq, the Mobile Exploitation Team Alpha, or MET Alpha (see April-May 2003), of the stockpiles. According to MET Alpha, the scientist has taken the team to a supply of material he buried in his backyard—“precursors for a toxic agent”—as evidence of Iraq’s illicit weapons programs. The scientist also claims that Iraq sent unconventional weapons and technology to Syria, and has been cooperating with al-Qaeda. In the last years of the Hussein regime, Miller reports the scientist as claiming, Iraq “focused its efforts… on research and development projects that are virtually impervious to detection by international inspectors, and even American forces on the ground combing through Iraq’s giant weapons plants.” MET Alpha refuses to identify the scientist, saying to do so would imperil his safety, and does not take Miller to see the scientist’s buried supply of materials. According to Miller, the team describes the scientist’s assertions and his cache of materials as “the most important discovery to date in the hunt for illegal weapons.” Moreover, Miller writes that the discovery “supports the Bush administration’s charges that Iraq continued to develop those weapons and lied to the United Nations about it. Finding and destroying illegal weapons was a major justification for the war.”
Military Controlled, Vetted Report - Miller admits to not interviewing the scientist, not being permitted to write about the scientist for three days, and having her report vetted by military officials before submitting it for publication. She says that portions of her report detailing the chemicals located by the MET Alpha team were deleted, again for fear that such reporting might place the scientist in jeopardy. Neither Pentagon officials in Washington nor CENTCOM officials in Qatar will verify that the scientist is actually working with American forces. Miller’s only contact with the scientist is viewing him “from a distance at the sites where he said that material from the arms program was buried,” where he wore a baseball cap and pointed at spots in the sand where he claimed chemical weapons materials were buried.
'Incalculable Value' - Miller quotes the commander of the 101st Airborne, Major General David Petraeus, as calling the potential of MET Alpha’s work “enormous.” Petraeus adds: “What they’ve discovered could prove to be of incalculable value. Though much work must still be done to validate the information MET Alpha has uncovered, if it proves out it will clearly be one of the major discoveries of this operation, and it may be the major discovery.” [New York Times, 4/21/2003] The day after her report is published, Miller will tell a PBS interviewer: “I think they found something more than a smoking gun.… What they’ve found is… a silver bullet in the form of a person, an Iraqi individual, a scientist, as we’ve called him, who really worked on the programs, who knows them firsthand, and who has led MET Alpha people to some pretty startling conclusions.” Asked if the report will confirm “the insistence coming from the US government that after the war, various Iraqi tongues would loosen, and there might be people who would be willing to help,” Miller responds: “Yes, it clearly does.… That’s what the Bush administration has finally done. They have changed the political environment, and they’ve enabled people like the scientists that MET Alpha has found to come forth.” [American Journalism Review, 8/2003; Huffington Post, 1/30/2007]
Report Almost Entirely Wrong - Miller’s reporting will be proven to be almost entirely wrong. Neither Miller nor MET Alpha will ever produce any tangible evidence of the scientist’s claims, including the so-called “evidence” he claims he buried in his backyard. And, Miller will later admit, the “scientist” was actually a former Iraqi military intelligence officer with no connection to Iraq’s WMD programs (see July 25, 2003). [Slate, 7/25/2003] Other reporters, such as the Washington Post’s Barton Gellman and the Associated Press’s Dafna Linzer, report that teams such as MET Alpha have found nothing of use. Linzer will soon report that nothing the Iraqi scientist claims can be verified. And Miller will admit that much of the information she has published in the Times has come from Iraqi National Congress head Ahmed Chalabi (see May 1, 2003), a known fabricator (see 1992-1996, (1994), November 6-8, 2001, Summer 2002, Early 2003, and July 9, 2004). [Source: NBC]The Nation examines the use of so-called “military analysts” by the broadcast news media, retired generals and high-ranking officers brought on camera to share their knowledge and expertise regarding the invasion of Iraq. The report finds that, like Defense Secretary Donald Rumsfeld and many other administration officials and supporters, the retired military analysts have consistently taken a pro-military, pro-administration slant that has led many of them to make consistently wrong judgments and analyzes. It will be five years before the New York Times exposes the Pentagon propaganda operation in which many of these analysts take part (see April 20, 2008 and Early 2002 and Beyond).
Ideological and Financial Interests in Promoting the War - While many of them indeed have what one analyst, retired Lieutenant General Barry McCaffrey, calls “a lifetime of experience and objectivity,” many of them also have what the report terms as “ideological or financial stakes in the war. Many hold paid advisory board and executive positions at defense companies and serve as advisers for groups that promoted an invasion of Iraq.” As a result, the report says, these analysts’ objectivity must be questioned. McCaffrey and his colleague, retired Colonel Wayne Downing, both NBC analysts, are both on the advisory board of the Committee for the Liberation of Iraq, a lobbying group formed to bolster public support for the invasion. Its mission is to “engage in educational advocacy efforts to mobilize US and international support for policies aimed at ending the aggression of Saddam Hussein,” and it deliberately reaches out to influence reporting in both the US and European media. Downing has also served as an unpaid adviser to Ahmed Chalabi’s Iraqi National Congress, a prime source of the fraudulent propaganda and disinformation that provided a rationale for the war (see June 1992 and (1994)). NBC viewers are unaware of McCaffrey’s and Downing’s connections to these pro-war organizations.
McCaffrey and IDT - Neither are they aware of McCaffrey’s seat on the board of four defense firms—Mitretek, Veritas Capital, Raytheon Aerospace, and Integrated Defense Technologies (IDT)—all which have multimillion-dollar defense contracts. IDT is of particular interest, as stock analysts believe that its currently floundering financial state could be remedied by hefty government contracts. McCaffrey has been an outspoken critic of Rumsfeld and his war policies, but his primary objection is his repeated statement that “armor and artillery don’t count” enough in the offensive. He recently told an MSNBC audience, “Thank God for the Abrams tank and… the Bradley fighting vehicle,” and added that the “war isn’t over until we’ve got a tank sitting on top of Saddam’s bunker.” In March 2003, IDT received over $14 million in contracts relating to Abrams and Bradley machinery parts and support hardware.
Downing and Metal Storm - Downing is a board member of Metal Storm Ltd, a ballistics-technology company with both US and Australian defense contracts. According to its executive director, Metal Storm’s technologies will “provide some significant advantage” in the type of urban warfare being fought in Iraq.
Fox News and wvc3 - Fox News analysts Lieutenant Colonel William Cowan and Major Robert Bevelacqua are CEO and vice president, respectively, of the wvc3group, a defense consulting firm that serves as a liaison between arms companies and the US government. The firm recently signed a contract to promote military aviation equipment produced by a New Zealand firm. The firm promotes itself by advising potential customers of its inside contacts with the US military and the Defense Department. A message on its Web site, augmented by a sound file of loud gunfire, reads, “We use our credibility to promote your technology.” Another Fox analyst, Major General Paul Vallely, represents several information-technology firms. Vallely is most valuable, says Fox bureau chief Kim Hume, as a commentator on psychological operations.
Little Concern at the Networks - The networks are relatively uninterested in any potential conflicts of interest or possible promotions of ideological or financial agendas. Elena Nachmanoff, vice president of talent development at NBC News, dismisses any such concerns: “We are employing them for their military expertise, not their political views.” She says that the analysts play influential roles behind the cameras at NBC, helping producers decide on what to report and how to report it. But, she says, defense contracts are “not our interest.” Hume says that Fox “expect[s] the analysts to keep their other interests out of their commentary, or we stop using them.” Hume admits that Fox has never severed its connection with any analyst, though it is aware of Cowan’s, Bevelacqua’s, and Vallely’s ties to their respective defense firms. Interestingly, Vallely, the expert on so-called “psyops” warfare, developed a concept he called “MindWar,” a psychological propaganda strategy that uses, in his words, “electronic media—television and radio” in the “deliberate, aggressive convincing of all participants in a war that we will win that war.” Nation reporters Daniel Benaim, Priyanka Motaparthy, and Vishesh Kumar muse, “With the televised version of Operation Iraqi Freedom, we may be watching his theory at work—and at a tidy profit, too.” [Nation, 4/21/2003]

A fact-finding mission sponsored by the Pentagon’s Defense Intelligence Agency arrives in Baghdad to determine whether two trailers found in Iraq (see April 19, 2003; May 9, 2003) are meant for the production of biological weapons. The mission, known as the “Jefferson Project,” is led by a team of eight Americans and one Briton, all experts in the field of biological weapons. Each has “at least a decade of experience in one of the essential technical skills needed for bioweapons production,” according to the Washington Post. Within four hours, according to one of the team members, it becomes “clear to everyone that these [are] not biological labs.” News of the team’s assessment causes a controversy in Washington, where a CIA analyst has already authored a white paper (see May 28, 2003) calling the trailers “the strongest evidence to date that Iraq was hiding a biological warfare program.” [Washington Post, 4/12/2006]

In the upcoming issue of Vanity Fair, Deputy Secretary of Defense Paul Wolfowitz admits that the Bush administration chose the issue of Iraqi WMD as its primary justification for war, not because it was necessarily a legitimate concern, but because it was, in the words of reporter David Usbourne, “politically convenient.” Wolfowitz also acknowledges that another justification played a strong part in the decision to invade: the prospect of the US being able to withdraw all of its forces from Saudi Arabia (see August 7, 1990) once Saddam Hussein’s regime was overthrown. “Just lifting that burden from the Saudis is itself going to the door” towards making progress elsewhere in achieving Middle East peace, says Wolfowitz. The presence of US forces in Saudi Arabia has been one of the main grievances of al-Qaeda and other Islamist groups. The most controversial statement by Wolfowitz is his acknowledgement that, “For bureaucratic reasons we settled on one issue, weapons of mass destruction, because it was the one reason everyone could agree on.” Usbourne writes, “The comments suggest that, even for the US administration, the logic that was presented for going to war may have been an empty shell.” He notes that finding a rationale for attacking Iraq that was “acceptable to everyone” may refer to Secretary of State Colin Powell, the most prominent Cabinet member to vocally, if privately, oppose the invasion. Powell relied on the WMD issue in his February presentation to the UN Security Council (see February 5, 2003), which many consider to be a key element in the administration’s effort to convince the American citizenry that the invasion was necessary and justified. Democrats: WMD Scare 'Hyped' by Administration - Many Congressional Democrats echo the sentiments of Senator Joseph Biden (D-DE), who says of the administration’s push for war: “I do think that we hyped nuclear, we hyped al-Qaeda, we hyped the ability to disperse and use these weapons. I think that tends to be done by all presidents when they are trying to accomplish a goal that they want to get broad national support for.… I think a lot of the hype here is a serious, serious, serious mistake and it hurts our credibility.” [Washington Times, 5/30/2003]
British Official: Clear That Rationale for War Was False - Former British Foreign Secretary Robin Cook, who quit as leader of the House of Commons to protest the war, says he never believed Iraq had the WMD claimed by US and British government officials. “The war was sold on the basis of what was described as a pre-emptive strike, ‘Hit Saddam before he hits us,’” he says. “It is now quite clear that Saddam did not have anything with which to hit us in the first place.” Former Danish Foreign Minister Niels Helveg Petersen says he is shocked by Wolfowitz’s claim. “It leaves the world with one question: What should we believe?” he says. Press Official: Selection of WMD as Primary Focus a 'Marketing Choice' - In 2008, current deputy press secretary Scott McClellan will write, “So the decision to downplay the democratic vision as a motive for war was basically a marketing choice.” Reflecting on this choice, he will add: “Every president wants to achieve greatness but few do. As I have heard [President] Bush say, only a wartime president is likely to achieve greatness, in part because the epochal upheavals of war provide the opportunity for transformative change of the kind Bush hoped to achieve. In Iraq, Bush saw his opportunity to create a legacy of greatness. Intoxicated by the influence and power of America, Bush believed that a successful transformation of Iraq could be the linchpin for realizing his dream of a free Middle East. But there was a problem here, which has become obvious to me only in retrospect—a disconnect between the president’s most heartfelt objective in going to war and the publicly stated rationale for that war. Lewis Libby, the chief of staff for Vice President Dick Cheney, provides classified information to author and reporter Bob Woodward for use in his upcoming book Plan of Attack, which will document the Bush administration’s push for war with Iraq. According to his own later testimony (see March 24, 2004), Libby is authorized to disclose this information to Woodward by President Bush. The information is from the October 2002 National Intelligence Estimate, which documented the purported WMD belonging to Iraq (see October 1, 2002). In 2006, other former senior officials in the Bush administration will add that Bush told others to cooperate with Woodward as well. One official will say: “There were people on the seventh floor [of the CIA] who were told by [CIA Director George] Tenet to cooperate because the president wanted it done. There were calls to people to by [White House communications director] Dan Bartlett that the president wanted it done, if you were not cooperating. And sometimes the president himself told people that they should cooperate.” It is unclear whether any other White House official provides Woodward with classified information. He is disappointed to see that the mobile biological weapons trailer allegation was based on just one source—and an iffy one at that, Curveball (see Late January, 2003)—and that the US intelligence community had sided with CIA WINPAC over the Energy Department’s nuclear scientists in the aluminum tubes debate (see October 1, 2002). A Pentagon-sponsored fact-finding mission (see May 25, 2003) completes its final report on a three-week long investigation of the two trailers that were found in Iraq in April and May (see April 19, 2003; May 9, 2003). The team, led by American and British biological weapons experts, determined (see May 27, 2003) that the trailers were not intended to produce biological weapons, as top US and British government officials, including both President Bush and Prime Minister Tony Blair, have publicly stated. According to sources interviewed by the Washington Post, members of the team were asked to alter the conclusions of the 122-page report. “The questioners generally wanted to know the same thing: Could the report’s conclusions be softened, to leave open a possibility that the trailers might have been intended for weapons?” [Washington Post, 4/12/2006]

The New Republic prints a long analysis of the Bush administration’s misleading use of intelligence to create a false impression that Iraq posed an imminent threat to the US. The article anonymously quotes former ambassador Joseph Wilson commenting on the claim that Iraq had tried to purchase weapons-grade uranium from Niger, saying that White House officials “knew the Niger story was a flat-out lie.” The reporters, Spencer Ackerman and John Judis, identify Wilson as “a prominent diplomat, who had served as ambassador to three African countries,” sent to Niger to investigate the uranium claims (see February 21, 2002-March 4, 2002). “They knew the Niger story was a flat-out lie,” Wilson tells the reporters. “They were unpersuasive about aluminum tubes (see Between April 2001 and September 2002 and January 9, 2003) and added this to make their case more persuasive.” (Note: The date of the New Republic article is June 29, but the issue containing it is published over a week earlier.) Washington Post reporter Bob Woodward has a telephone conversation with Vice President Cheney’s chief of staff, Lewis “Scooter” Libby. Woodward informs Libby that he is sending an 18-page list of questions for his upcoming book, Plan of Attack, that he wants to ask Cheney. One question is about “yellowcake” uranium, obviously a reference to the claims that Iraq had tried to purchase uranium from Niger (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), and another is about the National Intelligence Estimate on Iraq (see October 1, 2002). Joseph Wilson, the former US ambassador to Gabon and a former diplomatic official in the US embassy in Iraq during the Gulf War (see September 20, 1990), writes an op-ed for the New York Times entitled “What I Didn’t Find in Africa.” Wilson went to Africa over a year ago (see February 21, 2002-March 4, 2002 and July 6, 2003) to investigate claims that the Iraqi government surreptitiously attempted to buy large amounts of uranium from Niger, purportedly for use in nuclear weapons. The claims have been extensively debunked (see February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). Wilson opens the op-ed by writing: “Did the Bush administration manipulate intelligence about Saddam Hussein’s weapons programs to justify an invasion of Iraq? Based on my experience with the administration in the months leading up to the war, I have little choice but to conclude that some of the intelligence related to Iraq’s nuclear weapons program was twisted to exaggerate the Iraqi threat.” Wilson notes his extensive experience in Africa and the Middle East, and says candidly: “Those news stories about that unnamed former envoy who went to Niger? That’s me” (see May 6, 2003). He makes it very clear that he believes his findings had been “circulated to the appropriate officials within… [the] government.”
Journey to Niger - Wilson confirms that he went to Africa at the behest of the CIA, which was in turn responding to a directive from Vice President Cheney’s office. He confirms that the CIA paid his expenses during the week-long trip, and that, while overseas, “I made it abundantly clear to everyone I met that I was acting on behalf of the United States government.” About Nigerien uranium, Wilson writes: “For reasons that are understandable, the embassy staff has always kept a close eye on Niger’s uranium business. I was not surprised, then, when the ambassador [Barbro Owens-Kirkpatrick] told me that she knew about the allegations of uranium sales to Iraq—and that she felt she had already debunked them in her reports to Washington” (see November 20, 2001). Wilson met with “dozens of people: current government officials, former government officials, people associated with the country’s uranium business. It did not take long to conclude that it was highly doubtful that any such transaction had ever taken place.” Wilson notes that Nigerien uranium is handled by two mines, Somair and Cominak, “which are run by French, Spanish, Japanese, German, and Nigerian interests. If the government wanted to remove uranium from a mine, it would have to notify the consortium, which in turn is strictly monitored by the International Atomic Energy Agency. Moreover, because the two mines are closely regulated, quasi-governmental entities, selling uranium would require the approval of the minister of mines, the prime minister, and probably the president. In short, there’s simply too much oversight over too small an industry for a sale to have transpired.” Wilson told Owens-Kirkpatrick that he didn’t believe the story either, flew back to Washington, and shared his findings with CIA and State Department officials. “There was nothing secret or earth-shattering in my report,” he writes, “just as there was nothing secret about my trip.”
State of the Union Reference - Wilson believed that the entire issue was settled until September 2002, when the British government released an intelligence finding that asserted Iraq posed an immediate threat because it had attempted to purchase uranium from Africa (see September 24, 2002). Shortly thereafter, President Bush repeated the charges in his State of the Union address (see 9:01 pm January 28, 2003). Wilson was surprised by the charge, but put it aside after discussing the issue with a friend in the State Department (see January 29, 2003). Wilson now knows that Bush was indeed referring to the Niger claims, and wants to set the record straight.
Posing a Real Nuclear Threat? - Wilson is now concerned that the facts are being manipulated by the administration to paint Iraq as a looming nuclear threat, when in fact Iraq has no nuclear weapons program. “At a minimum,” he writes, “Congress, which authorized the use of military force at the president’s behest, should want to know if the assertions about Iraq were warranted.” He is quite sure that Iraq has some form of chemical and biological weapons, and in light of his own personal experience with “Mr. Hussein and his thugs in the run-up to the Persian Gulf war of 1991, I was only too aware of the dangers he posed.” But, he asks, are “these dangers the same ones the administration told us about? We have to find out. America’s foreign policy depends on the sanctity of its information.… The act of war is the last option of a democracy, taken when there is a grave threat to our national security. More than 200 American soldiers have lost their lives in Iraq already. We have a duty to ensure that their sacrifice came for the right reasons.” [New York Times, 7/6/2003]
'Playing Congress and the Public for Fools' - Former Nixon White House counsel John Dean will write in 2004 that after Wilson’s editorial appears, he checks out the evidence behind the story himself. It only takes Dean a few hours of online research using source documents that Bush officials themselves had cited, from the International Atomic Energy Agency, the Department of Energy, the CIA, and the United Nations. He will write: “I was amazed at the patently misleading use of the material Bush had presented to Congress. Did he believe no one would check? The falsification was not merely self-evident, it was feeble and disturbing. The president was playing Congress and the public for fools.” [Dean, 2004, pp. 145-146]

The State Department sends a memo (see June 10, 2003) to Secretary of State Colin Powell as he is traveling with President Bush and other senior White House officials to Africa. Powell is seen during the flight walking around Air Force One with the memo in his hand. The memo concerns the trip by former ambassador Joseph Wilson to Niger, where he learned that allegations of Iraq attempts to purchase Nigerien uranium were false (see February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), and reveals his wife as a covert CIA agent. [New York Times, 7/16/2005; Rich, 2006, pp. 180] The paragraph identifying Valerie Plame Wilson as a CIA official is marked “S-NF,” signfying its information is classified “Secret, Noforn.” Noforn is a code word indicating that the information is not to be shared with foreign nationals. [Washington Post, 7/21/2005; Newsweek, 8/1/2005] When Wilson’s op-ed debunking the uranium claim and lambasting the administration for using it as a justification for war appears in the New York Times (see July 6, 2003), Powell’s deputy, Richard Armitage, calls Carl Ford, the head of the State Department’s internal intelligence unit, the Bureau of Intelligence and Research (INR) at Ford’s home. Armitage asks Ford to send a copy of the Grossman memo to Powell, who is preparing to leave for Africa with Bush. Ford sends a copy of the memo to the White House for transmission to Powell. The memo relies on notes by an analyst who was involved in a February 19, 2002 meeting to discuss whether to send someone to Africa to investigate the uranium claims, and if so, who (see February 19, 2002). The notes do not identify either Wilson or his wife by name, and erroneously state that the meeting was “apparently convened by” the wife of a former ambassador “who had the idea to dispatch” her husband to Niger because of his contacts in the region. Wilson is a former ambassador to Gabon. Plame Wilson has said that she suggested her husband for the trip, introduced him at the meeting, and left after about three minutes (see February 13, 2002). The memo identifies Wilson’s wife as Valerie Wilson; when conservative columnist Robert Novak outs her as a CIA agent (see July 14, 2003), he identifies her by her maiden name, Valerie Plame. The memo will later become a matter of intense interest to investigators attempting to learn how Plame Wilson’s identity was leaked to the press (see (July 15, 2005)). The White House, after much discussion and argument among senior advisers (see July 6-7, 2003), issues a vaguely worded admission that President Bush and his top officials erred in claiming that Iraq had attempted to buy uranium from Niger (see Mid-January 2003 and 9:01 pm January 28, 2003). A senior, unnamed White House official says that Bush should not have made the claim (see Mid-January 2003 and 9:01 pm January 28, 2003) by saying: “Knowing all that we know now, the reference to Iraq’s attempt to acquire uranium from Africa should not have been included in the State of the Union speech.… There is other reporting to suggest that Iraq tried to obtain uranium from Africa. However, the information is not detailed or specific enough for us to be certain that attempts were in fact made.” The statement is authorized by the White House. [BBC, 7/8/2003; McClellan, 2008, pp. 168-170]
Dashed Hope that Admission Might Defuse Controversy - White House deputy press secretary Scott McClellan will later write: “Although two other African countries were mentioned in the [Iraq] NIE (National Intelligence Estimate—see October 1, 2002) as possible sources of uranium for Iraq, the only detailed or specific intelligence about Iraqi attempts to acquire uranium from Africa was related to Niger, and this was clearly the primary basis for the president’s 16 words” in the State of the Union speech. Senior White House officials, with Bush’s authorization, elaborate on the concession. One official says, “We couldn’t prove it, and it might in fact be wrong.” McClellan will write: “It was the public acknowledgement that the president should have not made the uranium allegation in his State of the Union address and that the information in which it had been based was incomplete or inaccurate. At the White House, everyone hoped the acknowledgement would put the 16-words controversy to rest. The reality was the opposite.” [McClellan, 2008, pp. 168-170]
Critics: Bush 'Knowingly Misled' US Citizenry, Calls for Firings - Critics of the White House are quick to jump on the claim. “This may be the first time in recent history that a president knowingly misled the American people during the State of Union address,” says Democratic National Committee chairman Terry McAuliffe. “Either President Bush knowingly used false information in his State of the Union address or senior administration officials allowed the use of that information. This was not a mistake. It was no oversight and it was no error.” Tom Daschle (D-SD), the Senate Majority Leader, calls the admission another reason for Congress to fully investigate the use and misuse of prewar intelligence. Retired Colonel David Hunt, a Fox News analyst, says: “This is an absolute failure. This is an overstatement and it’s embarrassing and it’s very poor business for the war on terrorism, really bad news.” Hunt calls for firings over the admission: “I think there are some people that need to be fired—starting with the [CIA Director George] Tenet. This is bad. When they’re blaming him publicly, and that’s unheard of… it can’t be glossed over. The bureaucracy has got to knock this off. It can’t happen anymore.” [Fox News, 7/9/2003]
Calls for Congressional Investigation - Congressional Democrats demand, but never get, a Congressional inquiry; Senator Carl Levin questions how such a “bogus” claim could have become a key part of the case for war, and Ted Kennedy suggests the claim is a “deliberate deception.” McClellan will observe: “Whether legitimate expressions of concern or grandstanding for political gain, their efforts to raise more suspicion about the White House for political gain, their efforts to raise more suspicion about the White House were a natural part of the ongoing partisan warfare that President Bush had promised to end. Now, the way the president had chosen to sell the war to the American people and his reluctance to discuss openly and directly how that case had been made were ensuring his promise would not be kept.” [McClellan, 2008, pp. 168-170]
Blair Administration 'Furious' at Admission - In Great Britain, officials in the government of Tony Blair are “privately furious with the White House,” according to McClellan. Blair’s officials insist on standing by the claim, thus causing an embarrasing disparity between the White House and Downing Street. [McClellan, 2008, pp. 168-170]
Admission Retracted Days Later - Within days, the White House will retract the admission (see July 11, 2003).

Again Reveals Plame Wilson's CIA Identity - During their two-hour meeting, Libby again tells Miller, who will testify to this conversation over two years hence (see September 30, 2005), that Wilson’s wife is a CIA agent (see June 23, 2003), and this time tells Miller that she works with WINPAC, the CIA’s Weapons Intelligence, Non-Proliferation, and Arms Control bureau that deals with foreign countries’ WMD programs.
Claims that Iraq Tried to Obtain African Uranium - Libby calls Wilson’s Times op-ed (see July 14, 2003) inaccurate, and spends a considerable amount of time and energy both blasting Wilson and insisting that credible evidence of an Iraq-Niger uranium connection indeed exists. He also says that few in the CIA were ever aware of Wilson’s 2002 trip to Niger to verify the uranium claims (see February 21, 2002-March 4, 2002). Miller will write: “Although I was interested primarily in my area of expertise—chemical and biological weapons—my notes show that Mr. Libby consistently steered our conversation back to the administration’s nuclear claims. His main theme echoed that of other senior officials: that contrary to Mr. Wilson’s criticism, the administration had had ample reason to be concerned about Iraq’s nuclear capabilities based on the regime’s history of weapons development, its use of unconventional weapons, and fresh intelligence reports.” Libby gives Miller selected information from the classified National Intelligence Estimate on Iraq (NIE—see October 1, 2002) that he says backs up the administration’s claims about Iraqi WMD and the Iraq-Niger uranium claim. That information will later be proven to be false: Cheney has instructed Libby to tell Miller that the uranium claim was part of the NIE’s “key judgments,” indicating that there was consensus on the claim’s validity. That is untrue. The claim is not part of the NIE’s key judgments, but is contained deeper in the document, surrounded by caveats such as the claims “cannot [be] confirm[ed]” and the evidence supporting the claim is “inconclusive.” Libby does not inform Miller about these caveats. [New York Times, 10/16/2005; Dubose and Bernstein, 2006, pp. 216-217; Rich, 2006, pp. 183-184; Washington Post, 4/9/2006] In subsequent grand jury testimony (see March 24, 2004), Libby will admit to giving Miller a bulleted copy of the talking points from the NIE he wanted her to emphasize. He will tell prosecutor Patrick Fitzgerald that he had it typed by his assistant Jenny Mayfield. “It was less than what I had been authorized to share with her,” he will say, and describes it as about a third of a page in length. This document will either not be submitted into evidence in Libby’s trial (see January 16-23, 2007) or not be made publicly available. [Marcy Wheeler, 2/22/2007]
Libby Identified as 'Former Hill Staffer' and Not White House Official - Miller agrees to refer to Libby as a “former Hill staffer” instead of a “senior administration official” in any story she will write from this interview. Though technically accurate, that characterization, if it had been used, would misdirect people into believing the information came from someone with current or former connections to Congress, and not from the White House. Miller will not write a story from this interview. In later testimony before a grand jury, Libby will falsely claim that he learned of Plame Wilson’s CIA identity “from reporters.” The reverse is actually true. [New York Times, 10/16/2005; Dubose and Bernstein, 2006, pp. 216-217; Rich, 2006, pp. 183-184] Libby is also apparently aware of Wilson’s 1999 trip to Niger to find out whether Pakistani scientist A. Q. Khan had tried to procure Nigerien uranium (see Late February 1999), as Libby’s notes include the notation “Khan + Wilson?” Cheney’s chief lawyer, David Addington, has also asked Libby about Wilson’s 1999 trip. [Wilson, 2007, pp. 361-362] Libby has authorization from Cheney to leak classified information to Miller, and understands that the authorization comes directly from President Bush (see 7:35 a.m. July 8, 2003). It is unclear whether Libby has authorization from Cheney or Bush to divulge Plame Wilson’s CIA identity.
Miller Learned Plame Wilson Identity from Libby - Miller will later testify that she did not learn Plame Wilson’s identity specifically from Libby, but that testimony will be undermined by the words “Valerie Flame” (an apparent misspelling) written in her notes of this meeting. She will also testify that she pushed, without success, for her editors to approve an article about Plame Wilson’s identity. [New York Times, 10/16/2005]

Judith Yaphe testifies before the 9/11 Commission. Yaphe, a CIA veteran who now teaches at the Pentagon’s National Defense University, is considered one of the agency’s most experienced and knowledgeable Iraq analysts. Yaphe states that while Saddam Hussein was indeed a sponsor of terrorism, it is improbable, based on what is currently known, that Hussein and Iraq had any connections to the 9/11 attacks, nor that a connection between Iraq and al-Qaeda is believable. [National Commission on Terrorist Attacks Upon the United States, 7/9/2003] Yaphe is disturbed by the commission’s apparent acceptance of the testimony of Laurie Mylroie (see July 9, 2003), whose theories about connections between Iraq and al-Qaeda have long been discredited by both intelligence analysts and outside experts. She wonders why Mylroie’s “crazed theories” were being heard at all, and why the commission would risk its credibility by giving Mylroie this kind of exposure. She even speculates that Mylroie’s testimony is some sort of setup by the commission or the staff, and hopes that her own testimony can offset Mylroie’s theories and help discredit Mylroie before the commission. [Shenon, 2008, pp. 130-134] Yaphe tells the commission, in apparent reference to Mylroie, that the use of circumstantial evidence is “troubling” and that there is a “lack of credible evidence to jump to extraordinary conclusions on Iraqi support for al-Qaeda.” She also calls Mylroie’s theories of Iraqi spies using false identities to help execute the 1993 World Trade Center bombings (see February 26, 1993) worthy of a fiction novel and completely unsupported by fact. When asked about the October 2002 National Intelligence Estimate on Iraq (see October 1, 2002) and whether Bush knew of the dissenting views among US intelligence agencies regarding the now-infamous aluminum tubes supposedly being used by Iraq to produce nuclear weapons, national security adviser Condoleezza Rice says that in preparation for his February 2003 speech to the UN (see February 5, 2003), Secretary of State Colin Powell chose to “caveat,” or mention, the dissents. “The only thing that was there in the NIE was a kind of a standard INR footnote, which is kind of 59 pages away from the bulk of the NIE. That’s the only thing that’s there. And you have footnotes all the time in CIA—I mean, in NIEs. So if there was a concern about the underlying intelligence there, the president was unaware of that concern and as was I.… Now, if there were any doubts about the underlying intelligence to that NIE, those doubts were not communicated to the president, to the vice president, or to me.” Rice is incorrect. The President’s Summary from that NIE (see Early October 2002) specifically told Bush of the dissenting views, and the much lengthier NIE went into far more detail about the dissenting views. Rice, along with Vice President Cheney and other senior White House officials, received a memo months before giving them the same material, including the dissents (see January 10, 2003). (Cheney, as a matter of course, receives essentially the same intelligence information as Bush receives.) And the NIE itself contained the following caveat: “In [the State Department’s Bureau of Intelligence and Research, or INR]‘s view, Iraq’s efforts to acquire aluminum tubes is central to the argument that Baghdad is reconstituting its nuclear weapons program, but INR is not persuaded that the tubes in question are intended for use as centrifuge rotors. INR accepts the judgment of technical experts at the US Department of Energy (DOE) who have concluded that the tubes Iraq seeks to acquire are poorly suited for use in gas centrifuges to be used for uranium enrichment and finds unpersuasive the arguments advanced by others to make the case that they are intended for that purpose. INR considers it far more likely that the tubes are intended for another purpose, most likely the production of artillery rockets.” This passage, among other sections of the NIE, will be declassified on July 18, one week from Rice’s denials.
A Pattern of Deception - There are numerous examples of Bush and Cheney citing the “imminent threat” of Saddam Hussein against the US and the Middle East. Some of those include: Cheney’s assertion that Hussein “now has weapons of mass destruction [and] is amassing them to use against our friends, against our allies, and against us” (see August 26, 2002); Bush’s assertion to the UN that Iraq has WMDs and is likely to share them with terrorists (see September 12, 2002); a farrago of assertions from Bush that includes assertions about Iraq’s fleet of manned and unmanned aerial vehicles ready to disperse chemical and biological weapons, perhaps over the US, its consorting with al-Qaeda, and more (see October 7, 2002); a State of the Union address loaded with false, misleading, and incorrect allegations (see October 7, 2002); and a speech on the eve of the Iraq invasion that asserted “[t]he danger is clear” that Iraq will “kill thousands or hundreds of thousands of innocent” Americans (see March 17, 2003). Referring to President Bush’s 2003 State of the Union address (see Mid-January 2003 and 9:01 pm January 28, 2003), CIA Director George Tenet says in a written statement: “I am responsible for the approval process in my agency.… These 16 words should never have been included in the text written for the president.” Tenet denies that the White House is responsible for the mistake, putting the blame squarely on himself and his agency. CIA Chose to Send Wilson to Niger - Tenet also confirms that it was the CIA’s choice to send former ambassador Joseph Wilson to Niger (see February 21, 2002-March 4, 2002), apparently in an effort to rebut claims that Vice President Dick Cheney ordered the mission. Tenet states: “There was fragmentary intelligence gathered in late 2001 and early 2002 on the allegations of Saddam’s efforts to obtain additional raw uranium from Africa, beyond the 550 metric tons already in Iraq. In an effort to inquire about certain reports involving Niger, CIA’s counterproliferation experts, on their own initiative, asked an individual with ties to the region [Wilson] to make a visit to see what he could learn.” Tenet says that Wilson found no evidence to believe that Iraq had attempted to purchase Nigerien uranium, though this did not settle the issue for either the CIA or the White House. [Central Intelligence Agency, 7/11/2003]
Coordinated with White House - Tenet’s admission was coordinated by White House advisers for what reporter Murray Waas will call “maximum effect.” Deputy National Security Adviser Stephen Hadley, White House political strategist Karl Rove, and Cheney’s chief of staff Lewis Libby had reviewed drafts of Tenet’s statement days in advance; Hadley and Rove had suggested changes in the draft. [National Journal, 3/30/2006] Cheney rejected an earlier draft, marking it “unacceptable” (see July 11, 2003).
White House Joins in Blaming CIA - National Security Adviser Condoleezza Rice also blames the CIA. Peppered with questions from reporters about the claim, she continues the White House attempt to pin the blame for the faulty intelligence on the CIA: “We have a higher standard for what we put in presidential speeches” than other governments or other agencies. “We don’t make the president his own fact witness. That’s why we send them out for clearance.” Had the CIA expressed doubts about the Niger claim before the State of the Union? she is asked (see January 26 or 27, 2003, March 8, 2003, March 23, 2003, April 5, 2003, Early June 2003, June 9, 2003, and June 17, 2003). “The CIA cleared the speech in its entirety,” she replies. “If the CIA, the director of central intelligence, had said, ‘Take this out of the speech,’ (see January 27, 2003) it would have been gone without question. If there were doubts about the underlying intelligence, those doubts were not communicated to the president, to the vice president or to me.… What we’ve said subsequently is, knowing what we know now, that some of the Niger documents were apparently forged, we wouldn’t have put this in the president’s speech—but that’s knowing what we know now.” Another senior White House official, defending the president and his advisers, tells ABC News: “We were very careful with what the president said. We vetted the information at the highest levels.” But another intelligence official, also interviewed by ABC, contradicts this statement. [CNN, 7/11/2003; White House, 7/11/2003; Washington Post, 7/12/2003; New York Times, 7/12/2003; Rich, 2006, pp. 99; McClellan, 2008, pp. 171-172] Tenet’s mea culpa is apparently enough for Bush; press secretary Ari Fleischer says, “The president has moved on.” [White House, 7/11/2003; Rich, 2006, pp. 99] White House press secretary Scott McClellan will later claim that at this point Rice is unaware that her National Security Council is far more responsible for the inclusion than the CIA. He will write that the news media reports “not unfairly” that Rice is blaming the CIA for the inclusion. [McClellan, 2008, pp. 171-172]
News Reports Reveal Warnings Not to Use Claim - Following Tenet’s statement, a barrage of news reports citing unnamed CIA officials reveal that the White House had in fact been explicitly warned not to include the Africa-uranium claim. These reports indicate that at the time Bush delivered his State of the Union address, it had been widely understood in US intelligence circles that the claim had little evidence supporting it. [Boston Globe, 3/16/2003; New York Times, 3/23/2003; Associated Press, 6/12/2003; Knight Ridder, 6/12/2003; Associated Press, 6/12/2003; Knight Ridder, 6/13/2003; ABC News, 6/16/2003; Newsday, 7/12/2003; Washington Post, 7/20/2003] For example, CBS News reports, “CIA officials warned members of the president’s National Security Council staff the intelligence was not good enough to make the flat statement Iraq tried to buy uranium from Africa.” And a Washington Post article cites an unnamed intelligence source who says, “We consulted about the paper [September 2002 British dossier] and recommended against using that material.” [CBS News, 7/10/2003; CNN, 7/10/2003; Washington Post, 7/11/2003]
Claim 'Technically True' since British, Not US, Actually Made It - White House officials respond that the dossier issued by the British government contained the unequivocal assertion, “Iraq has… sought significant quantities of uranium from Africa” and that the officials had argued that as long as the statement was attributed to the British intelligence, it would be technically true. Similarly, ABC News reports: “A CIA official has an idea about how the Niger information got into the president’s speech. He said he is not sure the sentence was ever cleared by the agency, but said he heard speechwriters wanted it included, so they attributed it to the British.” The same version of events is told to the New York Times by a senior administration official, who claims, “The decision to mention uranium came from White House speechwriters, not from senior White House officials.” [ABC News, 6/12/2003; CBS News, 7/10/2003; New York Times, 7/14/2003; New York Times, 7/19/2003]
Decision Influenced by Office of Special Plans - But according to a CIA intelligence official and four members of the Senate Intelligence Committee who are investigating the issue, the decision to include the Africa-uranium claim was influenced by the people associated with the Pentagon’s Office of Special Plans (see September 2002). [Information Clearing House, 7/16/2003]
Reactions - Rice says that the White House will not declassify the October 2002 NIE on Iraq (see October 1, 2002) to allow the public to judge for itself whether the administration exaggerated the Iraq-Niger claim; McClellan will write that Rice is currently “unaware of the fact that President Bush had already agreed to ‘selective declassification’ of parts of the NIE so that Vice President Cheney, or his top aide Scooter Libby, could use them to make the administration’s case with selected reporters” (see 8:30 a.m. July 8, 2003). [McClellan, 2008, pp. 171-172] Two days later, Rice will join Bush in placing the blame for using the Iraq-Niger claim solely on the CIA (see July 13, 2003). McClellan will later write, “The squabbling would leave the self-protective CIA lying in wait to exact revenge against the White House.” [McClellan, 2008, pp. 172]
Former Ambassador Considers Matter Settled - Former ambassador Joseph Wilson, who recently wrote an op-ed for the New York Times revealing his failure to find any validity in the claims during his fact-finding trip to Niger (see July 6, 2003 and February 21, 2002-March 4, 2002), is pleased at Tenet’s admission. According to his wife, CIA analyst Valerie Plame Wilson, “Joe felt his work was done; he had made his point.” [Wilson, 2007, pp. 140]

An organization called Veteran Intelligence Professionals for Sanity (VIPS) writes an open letter to President Bush entitled “Intelligence Unglued,” where they warn that unless Bush takes immediate action, the US intelligence community “will fall apart—with grave consequences for the nation.” They say that it is clear his National Security Adviser, Condoleezza Rice, and not CIA Director George Tenet, was responsible for the now-infamous “sixteen words” in his January State of the Union address (see Mid-January 2003 and 9:01 pm January 28, 2003). “But the disingenuousness persists,” they write. “Surely Dr. Rice cannot persist in her insistence that she learned only on June 8, 2003, about former ambassador Joseph Wilson’s mission to Niger in February 2002, when he determined that the Iraq-Niger report was a con-job” (see July 6, 2003). “Rice’s denials are reminiscent of her claim in spring 2002 that there was no reporting suggesting that terrorists were planning to hijack planes and slam them into buildings (see May 16, 2002). In September, the joint Congressional committee on 9/11 came up with a dozen such reports” (see December 24, 1994 and January 6, 1995). It is not only Rice’s credibility that has suffered, they write, but Secretary of State Colin Powell’s as well, “as continued non-discoveries of weapons in Iraq heap doubt on his confident assertions to the UN” (see February 5, 2003). Ultimately, they write, it is Bush’s credibility at stake much more than that of his advisers and cabinet members. They lay the blame for the “disingenuousness” from the various members of the administration at the feet of Vice President Dick Cheney: it was Cheney’s office who sent Wilson to Niger (see (February 13, 2002)), it was Cheney who told the Veterans of Foreign Wars that Saddam Hussein was about to produce a nuclear weapon (see August 26, 2002), all with intelligence he and his staff knew to be either unreliable or outright forgeries—a “deep insult to the integrity of the intelligence process,” they write—it was Cheney and his staff who pressured CIA analysts to produce “cherry-picked” intelligence supporting their desire for war, it was Cheney and his staff who “cooked” the prewar National Intelligence Estimate on Iraq (see October 1, 2002). Bad enough that false intelligence was used to help craft Bush’s State of the Union address, they write, but that “pales in significance in comparison with how it was used to deceive Congress into voting on October 11 to authorize you to make war on Iraq” (see October 10, 2002). VIPS recommends three things for Bush to implement:
bullet Bring an immediate end to White House attempts to exculpate Cheney from what they write is his obvious guilt and ask for his resignation: “His role has been so transparent that such attempts will only erode further your own credibility. Equally pernicious, from our perspective, is the likelihood that intelligence analysts will conclude that the way to success is to acquiesce in the cooking of their judgments, since those above them will not be held accountable. We strongly recommend that you ask for Cheney’s immediate resignation.”
bullet Appoint General Brent Scowcroft, the chair of the Foreign Intelligence Advisory Board, to head “an independent investigation into the use/abuse of intelligence on Iraq.”
bullet Bring UN inspectors back into Iraq. “This would go a long way toward refurbishing your credibility. Equally important, it would help sort out the lessons learned for the intelligence community and be an invaluable help to an investigation of the kind we have suggested you direct Gen. Scowcroft to lead.” [Salon, 7/16/2003]

The Wall Street Journal prints an editorial based on, in its words, “[w]hat the National Intelligence Estimate [NIE—see October 1, 2002] said about Iraq’s hunt for uranium.” The Journal does not mention that the editorial is based on leaked information from the Office of the Vice President via the Defense Department (see July 14 or 15, 2003); in fact, it denies receiving the information from the White House entirely. (It is possible that the Journal editors were not aware that the leaked information originally came from Vice President Dick Cheney’s office.) The Journal says “[w]e’re reliably told” that the NIE largely supports the Iraq-Niger uranium claims recently repudiated by the Bush administration (see July 8, 2003 and July 11, 2003). According to the material leaked to the Journal, the NIE indicates that before the March 2003 invasion, Iraq was close to producing nuclear weapons, and the regime of Saddam Hussein was actively seeking yellowcake uranium, such as that produced by Niger, to shorten the time it would take to bring actual nuclear devices online. The Journal concludes that the Iraq-Niger claims were “supposedly discredited,” but are actually viable, and President Bush was “entirely accurate” in making the Iraq-Niger uranium claim in the January 2003 State of the Union address (see Mid-January 2003 and 9:01 pm January 28, 2003). In contrast, CIA Director George Tenet’s recent admission that the claim was a “mistake” was, the Journal says, “more tortured than warranted by the assertions in the NIE.” [Wall Street Journal, 7/17/2003] The day after the editorial is published, the White House releases a heavily redacted version of the NIE to the public (see July 18, 2003).

One of the first media-based attacks on Joseph Wilson and his wife Valerie Plame Wilson after her outing as a CIA agent (see July 14, 2003) comes from former Defense Secretary Caspar Weinberger, who writes a scathing op-ed for the Wall Street Journal. Weinberger accuses the opponents of the Iraq invasion of mounting a baseless smear campaign against the Bush administration by “using bits and pieces of non-evidence to contend that we did not have to replace the brutal regime of Saddam Hussein.” He asserts that President Bush was correct to say that Iraq had attempted to buy uranium from Niger (see 9:01 pm January 28, 2003), using the October 2002 National Intelligence Estimate (see October 1, 2002) and a review by a British investigative commission (see September 24, 2002) as support for his argument. He insists that WMD will be found in Iraq. Weinberger then writes that “the CIA committed a major blunder [by asking] a very minor former ambassador named Joseph Wilson IV to go to Niger to investigate” (see February 21, 2002-March 4, 2002). Weinberger correctly characterizes Wilson as “an outspoken opponent” of the invasion, but then falsely asserts that “Mr. Wilson’s ‘investigation’ is a classic case of a man whose mind had been made up using any opportunity to refute the justifications for our ever going to war.” He asserts that Wilson spent eight days in Niger drinking tea and hobnobbing with ambassadors and foreign service types. Weinberger continues, “Because Mr. Wilson, by his own admission, never wrote a report, we only have his self-serving op-ed article in the New York Times to go by” (see July 6, 2003). He is apparently unaware that Wilson was thoroughly debriefed on his return from Niger (see March 4-5, 2002). He writes, “If we are to rely on this kind of sloppy tea-drinking ‘investigation’ from a CIA-chosen investigator—a retired ambassador with a less than stellar record—then I would say that the CIA deserves some of the criticism it normally receives.” Weinberger concludes that the US had a choice of “either… letting [Saddam Hussein] continue his ways, such as spraying poison on his own people, and breaking every promise he made to us and to the UN; or… removing him before he used nuclear weapons on his neighbors, or on us.” [Wall Street Journal, 7/18/2003]
Wilsons: Weinberger's Credibility Lacking because of Iran-Contra Connection - In 2007, Plame Wilson will write: “That’s rich, I thought. Weinberger had been indicted on charges stemming from the Iran-Contra affair (see December 25, 1992) and likely only avoided prison time because of a presidential pardon.” [Wilson, 2007, pp. 146-147] Wilson himself will note that “Weinberger was not the most credible person to launch that particular counterattack, since, but for the grace of a pardon… he might have well had to do jail time for how poorly he had served his president, Ronald Reagan, in the Iran-Contra affair.” [Wilson, 2004, pp. 338]
Attempt to Intimidate Others - Wilson will note in 2004 that Weinberger deliberately focused on a minor detail of his report—drinking mint tea with the various people he met during his trip—and used it to “suggest… that supposedly I’d been excessively casual and dilatory in my approach to the mission.” He will add: “It seemed that the motive for the attacks on me was to discourage anyone else from coming forward who had a critical story to tell.… In essence, the message was, ‘If you pull a “Wilson” on us, we will do worse to you.’ However offensive, there was a certain logic to it. If you have something to hide, one way to keep it secret is to threaten anyone who might expose it. But it was too late to silence me; I had already said all I had to say. Presumably, though, they thought they could still silence others by attacking me.” [Wilson, 2004, pp. 338-339]

Days earlier, President Bush met with House Speaker Dennis Hastert (R-IL) and Senate Majority Leader Bill Frist (R-TN). Hastert said that Bush needed a stronger defense against criticism, and both men told Bush they and other Congressional leaders were ready to help. Hamadou says Niger is an ally of Britain and the US, since it sent 500 troops to fight against Saddam Hussein in the 1991 Gulf War. “Is this how Britain and America treat their allies?” he asks. “If Britain has evidence to support its claim then it has only to produce it for everybody to see. Our conscience is clear. We are innocent.” The US has admitted that its claims that Iraq attempted to buy uranium from Niger was based on forged documents (see March 8, 2003 and 3:09 p.m. July 11, 2003), but Britain continues to insist that it has intelligence from “independent sources” that proves the claim. Britain has not shared this intelligence with anyone. Hamadou denies that Iraq and Niger ever entered into any negotiations over uranium. “Officials from the two countries have never met to discuss uranium,” he says, and continues: “We were the first African country to send soldiers to fight against Saddam after the invasion of Kuwait in 1991. Would we really send material to somebody whom we had fought against and who could could destroy half the world with a nuclear bomb? It is unthinkable.” Hamadou says no one from either Britain or the US has formally accused Niger of any involvement in any uranium deals with Iraq. “Everybody knows that the claims are untrue,” he says. “We have survived famine in Niger. A former Bush administration official warns Niger’s president to keep quiet about the forged documents alleging Iraq attempted to buy enriched uranium from his country (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), according to a Sunday Telegraph report. Nigerien Prime Minister Hama Hamadou has said that Iraq never attempted to buy uranium from Niger (see July 27, 2003). According to the report, Herman Cohen, a former assistant secretary of state for Africa, visits the Nigerien capital of Niamey, and calls on President Mamadou Tandja. Senior Nigerien government officials later say that Cohen makes it clear to Tandja that he needs to stay quiet about the forgeries. “Let’s say Mr. Cohen put a friendly arm around the president to say sorry about the forged documents, but then squeezed his shoulder hard enough to convey the message, ‘Let’s hear no more about this affair from your government,’” one Nigerien official will tell a Telegraph reporter. “Basically he was telling Niger to shut up.” It was a Telegraph reporter who interviewed Hamadou earlier in the week. Bush administration officials deny attempting to “gag” Tandja or the Nigerien government. That denial is contradicted by the Nigerien official, who says there was “a clear attempt to stop any more embarrassing stories coming out of Niger” by the Americans. The official says the warning is likely to be heeded: “Mr. Cohen did not spell it out but everybody in Niger knows what the consequences of upsetting America or Britain would be. A Wall Street Journal op-ed claims that President Bush never claimed the Iraqis posed an “imminent threat” with their putative WMD programs, and that former ambassador Joseph Wilson is unfairly “moving the goalposts” by saying that the threat posed by Iraq’s WMD never passed what they call the “imminent threat test.” As far back as September 2001, after the attacks on New York and Washington, the Bush administration began claiming that Iraq posed a serious threat to the US (see September 11, 2001-March 17, 2003, Shortly After September 11, 2001, September 14, 2001, August 2002, and September 6, 2002). Bush had apparently characterized Iraq as an “imminent threat” even before becoming president (see May 17, 2000). Defense Secretary Donald Rumsfeld has used the term “imminent threat” (see September 18, 2002), as have other members of the administration, such as press secretary Ari Fleischer, communications chief Dan Bartlett, and Defense Policy Board chief Richard Perle. Vice President Dick Cheney had publicly threatened Iraq with military action as far back as December 2001 (see December 11, 2001). Bush had included Iraq as one of the now-infamous “Axis of Evil” in early 2002 (see January 29, 2002). And Bush, Cheney, and top White House officials had characterized Iraq and Saddam Hussein as a threat since March 2002 (see March 24, 2002, August 15, 2002, August 20, 2002, August 26, 2002, Fall and Winter 2002, September 7, 2002, September 8, 2002, September 8, 2002, September 12, 2002, September 13, 2002, September 18, 2002, September 19, 2002, September 24, 2002, September 26, 2002, October 1, 2002, October 1, 2002, October 3, 2002, October 7, 2002, October 7, 2002, January 10, 2003, and March 6, 2003). Wilson will later observe, “While the Journal may have been technically correct that the president had not uttered those exact words, he [and his top officials] walked right up to the phrase.” He will note that Bush’s “staff and administration allies, of course, had been less concerned about splitting hairs as they promoted the invasion.” [Wilson, 2004, pp. 367-368]

Joseph Wilson, the former US ambassador to Gabon who has played a key part in discrediting the Bush administration’s attempts to claim that Iraq tried to purchase weapons-grade uranium from Niger (see July 6, 2003)), is interviewed for the PBS Frontline episode, “Truth, Consequences, and War.” The interview will be broadcast in early October 2003.
Trip to Niger - Wilson confirms that the CIA sent him to Niger in February 2002 to find evidence either supporting or challenging claims that Iraq tried to purchase weapons-grade uranium from that nation (see Shortly after February 13, 2002 and February 21, 2002-March 4, 2002). Wilson notes that the CIA officials who sent him to Iraq “said that the Office of the Vice President had raised questions about this report, and they’d asked them to look into it” (see (February 13, 2002)), but he personally had no contact with anyone in that office.
Reactions to Claims of Iraq-Niger Uranium Deal - Wilson recalls being bemused by President Bush’s assertion that Iraq tried to purchase uranium from an African country, but accepted the possibility that he was not referring to Niger, but another African nation that also mines and sells uranium (see January 28-29, 2003). Wilson says the issue became a concern to him when the International Atomic Energy Agency concluded that the documents used for the Iraq-Niger claims were obvious forgeries (see March 7, 2003), and the State Department admitted to being gulled by them (see March 8, 2003). He says, “Now, when the State Department spokesman said that, I was moved to say on a news program that I thought that if the US government looked into its files, it would find that it had far more information on this particular subject than the State Department spokesman was letting on” (see March 8, 2003). Wilson calls the decision to allow Bush to make the claim in his State of the Union address (see Mid-January 2003 and 9:01 pm January 28, 2003) irresponsible. “You allow the president of the United States to use information that did not even pass the threshold for an Italian news magazine [Panorama—see October 9, 2002]? You allow him to use that information in the most important speech that he makes in his tenure?”
Correcting the Record - Wilson denies that his decision to write an op-ed for the New York Times exposing the falsehood of the White House claims (see July 6, 2003) was political. Instead, he says, it was “a response to what appeared to me to be a series of misstatements on the part of senior administration officials.” Wilson notes that the White House had many opportunities to set the record straight without his intervention, but chose not to. He made pleas to the White House through his friends at the State Department and friends of senior administration officials to be honest about the claims (see January 29, 2003 and March 8, 2003). Wilson reiterates his feelings that the Iraq invasion was outside the bounds of the various United Nations resolutions constraining Iraq’s behavior, and that Iraq could have been successfully contained by continuing UN efforts to disarm the Iraqi regime. There were no provable links between Iraq and Islamist terrorism, there was no provable imminent threat to the US or the Middle East from Iraq, and allegations that Iraq had committed genocide could have been addressed through the UN’s Genocide Convention.
Blowing His Wife's CIA Identity - Wilson concludes by addressing the leak of his wife Valerie Plame Wilson’s identity as a CIA official (see June 23, 2003, July 7, 2003, 8:30 a.m. July 8, 2003, July 8, 2003, 11:00 a.m. July 11, 2003, 8:00 a.m. July 11, 2003, Late Afternoon, July 12, 2003, 1:26 p.m. July 12, 2003, July 12, 2003, and July 14, 2003), and notes that while he won’t confirm that his wife is a CIA official, to publicly expose such an official is a crime under the Intelligence Identities Protection Act (see July 16, 2003). It was an attempt to intimidate others, Wilson says: “I think it was a signal to others, that should you decide to come forward, we will do this to your family as well. It was just very sloppy.” He adds that if his wife is indeed a CIA official, “if it’s a real violation, [it will] cause a lot of pain in our national security apparatus, because at a minimum—the assertions were that she was a CIA operative working in the weapons of mass destruction programs. So if those assertions are true, what this administration has done is they’ve taken a national security asset involved in a program to which they give high priority, off the table, and to protect whose career? What political objective is so important… that you take a national security asset off—not to shut me up, but to… [shut] others up. That would be the only conclusion I could come to. If you read the story in which this assertion was made, the assertion adds absolutely nothing to the story, nothing. It is not germane, it is not relevant.” The interviewer says, “All’s fair in love and war,” and Wilson responds: “When you’re an administration that comes to office on a platform of restoring dignity and honor to the White House, and you act in such a dishonorable and undignified way, then you really do descend to that ‘all’s fair in love and war’ status. I think in that case it’s important to point out how duplicitous some in the White House are.” [PBS Frontline, 10/9/2003]

Retired Marine General Anthony Zinni, formerly head of the US Central Command, criticizes the Bush administration’s occupation strategy for Iraq, saying that the administration has never put together a coherent strategy, never created a plan for achieving its goals, and has not allocated the resources needed to achieve those goals. “There is no strategy or mechanism for putting the pieces together,” he says, and so “we’re in danger of failing.” Speaking to several hundred Marine and Navy officers and others, Zinni, who was badly wounded in Vietnam, says: “My contemporaries, our feelings and sensitivities were forged on the battlefields of Vietnam, where we heard the garbage and the lies, and we saw the sacrifice. I ask you, is it happening again?… We can’t go on breaking our military and doing things like we’re doing now.” A focus of his criticism is the choice by Defense Secretary Donald Rumsfeld to have the Defense Department, and not the State Department, oversee postwar efforts in Iraq. “Why the hell would the Department of Defense be the organization in our government that deals with the reconstruction of Iraq?” he asks. “Doesn’t make sense.” Another area of criticism is the Bush administration’s cavalier treatment of the United Nations, particularly in failing to secure a UN resolution that several nations said was a prerequisite for their contributing to the peacekeeping force (see October 21, 2002, October 27, 2002, November 8, 2002, December 31, 2002, February 5, 2003, and March 25, 2003). “We certainly blew past the UN,” he says. “Why, I don’t know. Now we’re going back hat in hand.” Zinni is given a warm reception by his audience, some of whom buy recordings of his remarks to share with friends and fellow soldiers. [Washington Post, 9/5/2003]
