Richard Perle, a young neoconservative just hired for the staff of Senator Henry “Scoop” Jackson (D-WA—see Early 1970s), is given a classified CIA report on alleged past Soviet treaty violations by CIA analyst David Sullivan. Apparently Sullivan leaks the report to pressure the US government to take a harder stance on the Soviet Union. Sullivan quits before an incensed CIA Director Stansfield Turner can fire him. Turner urges Jackson to fire Perle, but Jackson not only refuses, he also hires Sullivan for his staff. Sullivan and Perle establish an informal right-wing network called “the Madison Group” after their usual meeting place, the Madison Hotel Coffee Shop. [CounterPunch, 2/28/2004]

Dr. Stephen Bryen, a neoconservative staff member of the Senate Foreign Relations Committee, is accused of espionage against the US. An affidavit written by Deputy Assistant Attorney General Robert Keuch recommends a grand jury convene to hear evidence that Bryen had offered classified information to an Israeli Embassy official, Zvi Rafiah, the Mossad station chief in Washington (see March 1978). Bryen made the offer in the presence of the director of the American Israel Public Affairs Committee (AIPAC). Bryen refused to take an FBI lie detector test, but the AIPAC director agreed, and passed the test. One of Bryen’s Senate committee colleagues also tells FBI investigators that she later saw Bryen offering a pile of documents to Rafiah from an open safe in Bryen’s Senate office. Bryen’s fingerprints were found on classified documents which he denied ever handling—the same documents he allegedly offered to Rafiah. The investigation is derailed when the Senate Foreign Relations Committee refuses to grant the FBI access to files key to the probe. Bryen will resign his position with the committee at the insistence of Philip Heymann, the assistant attorney general in charge of the Justice Department’s criminal division, and under strong pressure from senators Clifford Case (R-NJ), who is Bryen’s boss, and Henry “Scoop” Jackson (D-WA). Heymann happens to be a close personal friend and associate of Bryen’s attorney. Soon after his resignation, Bryen will take a post as the executive director of the Jewish Institute for National Security Affairs (JINSA). In 1981, neoconservative Richard Perle, an assistant secretary of defense and then-aide to Jackson, will secure Bryen top-secret security clearance. Bryen will become Perle’s deputy, and will continue to provide Israel with classified information and materials (see May 1988 and After). Richard Perle, a former Senate aide (see Late 1969) and consultant with the Abington Corporation defense consultancy firm, has recently become an assistant secretary of defense. Two of his first clients with Abington were Israeli arms dealers Shlomo Zabludowicz, and his son Chaim Zabludowicz (see March 1980), who now want to sell the US weapons produced by Soltam Ltd, an Israeli company that makes mortars, artillery, ammunition, and other civilian and military products. Shlomo Zabludowicz is the founder of Soltam and its principal shareholder. Soltam agrees to pay Abington $10,000 a month for a period of one year. In return, Perle writes a letter to the secretary of the Army recommending the evaluation and purchase of 155 mm. shells manufactured by Soltam. [New York Times, 4/17/1983; CounterPunch, 2/28/2004] Perle will say in a later interview with the New York Times that the amount was paid to him for services he provided Soltam during the previous year, and not for services rendered while working in the Pentagon. In January 1982, he will also receive a portion of a $90,000 fee that Soltam pays to Abington (see January 1982) The payments made to Perle and Abington are both funneled though Tamares, a small London-based subsidiary of Salgad, another company founded by Shlomo Zabludowicze and based in Liechtenstein. Douglas Feith, a neoconservative (see Early 1970s) serving as a Middle East analyst for the National Security Council, is fired after becoming the focus of an FBI inquiry into his giving classified NSC information to an Israeli embassy official in Washington. [CounterPunch, 2/28/2004] (Feith has always been a hardline advocate for Israel; his father, Dalck Feith, was a hardline Republican who, in his youth, was active in the militant Zionist youth movement Betar, the predecessor of Israel’s Likud Party. Both Feith and his father will be honored by the hard-right, Likud-aligned Zionist Organization of America.) [Inter Press Service, 11/7/2003] In 1992, Feith will write of his belief that the US and Israel should freely share technology; author Stephen Green will write regarding Feith’s leak of classified information to Israel that “what [Feith] had neglected to say… was that he thought that individuals could decide on their own whether the sharing of classified information was ‘technical cooperation,’ an unauthorized disclosure, or a violation of US Code 794c, the ‘Espionage Act.’” Feith is almost immediately rehired by fellow neoconservative Richard Perle to serve as Perle’s “special counsel” (see Mid-1982); Feith will work for Perle until 1986, when he forms what Green will call “a small but influential law firm… based in Israel.” [CounterPunch, 2/28/2004]

Neoconservative academic Michael Ledeen is brought into the Defense Department as a consultant on terrorism, via the auspices of Assistant Secretary of Defense Richard Perle, a fellow neoconservative. Ledeen’s supervisor, Noel Koch, is troubled by Ledeen’s frequent visits to his office to read classified documents. When Koch and Ledeen journey to Italy on Pentagon business, Koch learns that Ledeen is considered an “agent of influence” for a foreign government: Israel. After returning from Italy, Ledeen asks Koch to help him obtain two highly classified CIA reports which he says are being held by the FBI. Ledeen gives Koch the reports’ “alpha numeric designators”—numbers as highly classified as the reports themselves. Koch is at a loss to understand how Ledeen obtained such information. Koch tells his executive assistant to stop allowing Ledeen to access the classified materials in his office. In return, Ledeen stops coming to work. [CounterPunch, 2/28/2004] Shortly thereafter, Ledeen will begin “consulting work” for the National Security Council (see Late 1984).

Goldwater-Nichols, as it is sometimes called, sparks the largest reorganization of the US military since the National Security Act of 1947. Operational authority is centralized through the chairman of the Joint Chiefs of Staff, as opposed to the actual service chiefs themselves. The chairman is designated as the primary military adviser to the president, the National Security Council (NSC), and the secretary of defense. The legislation also reorganizes the military command structure into several “commands”:

[Source: US Navy]The US and Britain launch a joint series of over 250 air strikes against Iraqi military targets, in a campaign dubbed “Operation Desert Fox.” The air strikes are designed to, in the mission statement released by the US Navy, “degrade Saddam Hussein’s ability to make and to use weapons of mass destruction,” to “diminish Saddam Hussein’s ability to wage war against his neighbors,” and to “demonstrate to Saddam Hussein the consequences of violating international obligations.” The air strikes are carried out by US Navy and Marine Corps aircraft from the USS Enterprise, from US and British military bases in the region. The strikes feature, among other weaponry, over 400 Tomahawk cruise missiles launched from naval vessels and US Air Force B-52s. Defense officials say that many of the strikes focus on destroying or damaging targets in southern Iraq, including surface-to-air missile sites, airfields, and command-and-control sites, all with the aim of giving US pilots a “safer corridor” to reach targets in the north. Failure to Comply with UN Inspections - President Bill Clinton explains that the military operation was in response to Iraq’s refusal to comply with UN weapons inspections (see December 16, 1998). “The international community gave Saddam one last chance to resume cooperation with the weapons inspectors,” Clinton says. “Saddam’s deception has defeated their effectiveness. Instead of the inspectors disarming Saddam, the Iraqi dictator has disarmed the inspectors.… Saddam has failed to seize the chance. So we had to act and act now.” Clinton continues, “Saddam Hussein must not be allowed to threaten his neighbors or the world with nuclear arms, poison gas, or biological weapons.” He has used them before, Clinton adds, and “left unchecked, Saddam Hussein will use these terrible weapons again.” [American Forces Press Service, 12/17/1998] US Secretary of Defense William Cohen says that the attacks “degraded Saddam Hussein’s ability to deliver chemical and biological weapons,” and defends the US’s right to act unilaterally against Iraq if it is in “our national interest.” British Prime Minister Tony Blair agrees with Clinton’s assessment. “He is a serial breaker of promises,” Blair says. Real Aim to Destabilize Hussein? - In January 1999, reporter William Arkin, a defense specialist, will write that he believes the strikes were designed to do far more than punish Iraq for not complying with UN inspections. The extremely specific target listings—down to specific buildings—and the nature of the targets chosen will lead Arkin to believe that Desert Fox was designed to cripple Iraq’s ability to wage war. Only 13 of the 100 or so sites were identified as chemical or biological weapons production or research facilities, Arkin will write. Additionally, Arkin will comment that the US-British strikes were not just to “degrade” Iraq’s military capabilities, but to destabilize the Hussein regime. [Washington Post, 1/17/1999]
Accusations of Political Distraction - Many of Clinton’s political opponents, including Republican lawmakers and conservative commentators and radio hosts, accuse Clinton, both during and after the strikes, of attempting to use a military operation to distract the nation from his admission of a sexual liaison with intern Monica Lewinsky. Destroys Remainder of Iraq's WMD Stockpiles - In 2004, US weapons inspector David Kay will say that Desert Fox and other 1998 air strikes destroyed the remaining stockpiles of chemical and biological weapons left over from the Gulf War (see January 23, 2004).

[Source: National Security Archives]The US Central Command, or CENTCOM (see October 1, 1986), conducts a series of war games called “Desert Crossing” centered on the scenario of Saddam Hussein being ousted as Iraq’s dictator. CENTCOM commander General Anthony Zinni will later say of the scenario, “I thought we ought to look at political reconstruction, economic reconstruction, security reconstruction, humanitarian need, services, and infrastructure development.” The game concludes that unless measures are taken, “fragmentation and chaos” will ensue after his overthrow. The after-action report finds that regime change may cause instability throughout the Middle East by giving impetus to “rival forces bidding for power” which, in turn, could cause societal “fragmentation along religious and/or ethnic lines” and antagonize “aggressive neighbors.” Securing borders and civil order may not be enough to restabilize Iraq, the report speculates, if the new government is perceived as either weak, subservient to outside governments, or out of touch with other Middle Eastern governments. The report finds that an exit strategy would be complicated by differing ideas for how a post-Saddam Iraq should be. Any US-supported transitional government will find it difficult to restrain various factions from pursuing their own tribal and sectarian vendettas against one another, the report finds. The game is quickly forgotten; years later, when the Bush administration will begin planning for its invasion of Iraq, the retired Zinni will recommend that his successors “dust off Desert Crossing,” and they will respond: “What’s that? A 2005 US indictment will reveal that two employees for a pro-Israeli lobbying group had somehow obtained classified US information about al-Qaeda and was passing it on to Israeli officials. The two employees are Steven Rosen and Keith Weissman; both work for AIPAC (American Israel Public Affairs Committee) until 2004. On April 13, 1999, Rosen gives Rafi Barak, the former deputy chief of mission at the Israeli embassy in Washington, what he calls a codeword-protected “extremely sensitive piece of intelligence” about terrorist activities in Central Asia. On June 11, 1999, Weissman tells Barak about a classified FBI report on the 1996 Khobar Towers bombing, which has been blamed on al-Qaeda and/or Iran (see June 25, 1996). In retrospect, FBI officials will determine that some, but not all, of this classified information comes from Larry Franklin, a Defense Department analyst on Iran known to be in favor of a tougher US policy regarding Iran (see 2000-2001). It is not known how or why US surveillance of Rosen and Weissman began. Connection to Earlier Investigation? - However, there may be a connection to an earlier investigation. In 1997 and 1998, the FBI monitored Naor Gilon, an official at the Israeli embassy in Washington, as part of an investigation into whether a US intelligence official was illegally giving US spy plane film and other secret material to the Mossad. [Los Angeles Times, 9/3/2004]
Accusations Spark Further Investigation - The US will later accuse Rosen and Weissman of passing classified information given to them by Franklin to Gilon. In any case, the investigation will continue and grow. National Public Radio will later note that from 1999 to 2004, “Franklin, Rosen, and Weissman had regular discussions about the Middle East and about al-Qaeda with a variety of contacts,” sometimes illegally sharing highly classified information. Franklin will plead guilty to sharing classified information in 2005 (see October 5, 2005) while Rosen and Weissman are expected to be tried in 2007 or thereafter. [National Public Radio, 8/4/2005]

The Bush team moves into Washington. Neoconservative Zalmay Khalilzad heads the Pentagon transition team, and he ensures that plenty of his friends and colleagues move into the civilian offices of the Defense Department. Four of the most influential advocates for the US overthrow of Iraq’s Saddam Hussein—Elliott Abrams, Douglas Feith, Richard Perle, and Abram Shulsky—are waiting to learn where they will serve in the department. But Vice President Cheney is still concerned with ensuring the placement of his own colleagues and cronies who will help him build what many will call the “imperial presidency.” Secretary of State Colin Powell, Cheney’s ideological rival, is working to install his friend and colleague Richard Armitage as deputy secretary of defense. For Cheney, Armitage would be a calamity—although Armitage is sufficiently hardline and in line with conservative foreign policy aims, he is far too centrist for Cheney and the neoconservatives. The neoconservative magazine the Weekly Standard alerts the faithful to the potential problem with an article entitled “The Long Arm of Colin Powell: Will the Next Secretary of State Also Run the Pentagon?” Powell does not get his wish; Armitage eventually becomes deputy secretary of state. Abrams will join the National Security Council; Khalilzad, Feith, and Shulksy will join the Defense Department; and Perle will head the Defense Policy Board, an independent group that advises the Pentagon. Sometime this year, the FBI discovers a new and “massive” Israeli spying operation inside the US. In 2004, UPI will report that, according to a former senior US government official, the FBI learned of a spy operation in the East Coast of the US, including New York and New Jersey. The FBI begins intensive surveillance on certain Israeli diplomats and other suspects. As part of this surveillance, in 2003 the FBI will be videotaping Naor Gilon, chief of political affairs at the Israeli Embassy in Washington, when they will discover Gilon is meeting with Larry Franklin, Defense Department analyst. In 2005, Franklin will plead guilty to passing classified secrets to Israeli officials (see October 5, 2005). It appears that the surveillance of some Israeli diplomatic officials in the US actually began by April 1999 (see April 13, 1999-2004), though details remain murky. [United Press International, 12/9/2004] It is not known if this discovered spy operation is connected to or the same as the Israeli art student and moving van spy rings, which appears to have been discovered in 2001 (see March 23, 2001 and June 2001), or something completely different. It is also not clear if the discovery came from an investigation of media leaks begun two days before 9/11 (see September 9, 2001), or if it predated that and the 9/11 attacks.

Army General Tommy Franks raises concerns that al-Qaeda will attack Western facilities in the Middle East using planes loaded with explosives. [Franks, 2004, pp. 235-236; Globe and Mail, 10/9/2004] As commander in chief of the US Central Command (CENTCOM), Franks is in charge of US military operations in an area covering 25 nations in North Africa, Central Asia, and the Middle East. [CNN, 10/24/2001; ABC News, 1/7/2006] “Through the spring of 2001 and into the summer, protecting our deployed troops from terrorists remained an ever-present concern,” he will later write. During the summer, CENTCOM intelligence officers work with the CIA and the Defense Intelligence Agency, “collecting and analyzing persistent but unspecific indications of planned terrorist activity in the Middle East.” On several occasions, Franks increases CENTCOM’s force protection posture—the “Threatcon”—“but never as a result of a specific threat” (see June 21, 2001). “Something was brewing, but the best minds at the CIA and the National Security Agency could not pin down the threats with any degree of certainty,” he will comment. “Where would we see a terrorist act… and when?” As he reads “the increasingly alarming reports of potential attacks on Western facilities in the region,” it occurs to Franks that al-Qaeda might carry out suicide attacks using aircraft. “Al-Qaeda had used cars, trucks, and boats as suicide bombs,” he will write. “What about small planes loaded with high explosives?” He sends a note—first to the US embassy in Riyadh, Saudi Arabia, and then to the other US embassies within CENTCOM’s area of responsibility—in which he asks the ambassadors to pass on his concerns to their hosts. He tells them, “We should work to tune the host nations in the region in to this type of threat.” [Franks, 2004, pp. 235-236]

Army General Tommy Franks, commander in chief of the US Central Command (CENTCOM), warns that the United States must prepare for an “asymmetric” attack resembling the Japanese attack on Pearl Harbor, Hawaii, in 1941 that led America to enter World War II. In a speech to the Operations Security Professionals Society, Franks says, “The asymmetric threat is serious and deserves our focused thought and preparation.” (“Asymmetric warfare threats,” according to the Washington Times, “include efforts by weaker powers to defeat stronger ones using attacks that can include weapons of mass destruction, the use of computer-based information warfare, and terrorism.”) Franks continues, “The point is to avoid another Pearl Harbor-like event by recognizing the threat and preparing to meet this growing challenge.” He says the US military will address how to deal with asymmetric threats in its ongoing defense transformation efforts. [Washington Times, 6/22/2001] The 9/11 attacks, which occur less than three months after Franks issues this warning, will be described as an example of “asymmetric” warfare, like what Franks is referring to. [Source: Jason Robertson / US Air Force]Army General Tommy Franks, commander in chief of the US Central Command (CENTCOM), says his biggest fear is that terrorists will attack the World Trade Center. Franks gives a presentation to the CENTCOM intelligence staff at the command’s headquarters in Tampa, Florida, about what he thinks the major threats facing the US in the Middle East and Central Asia are. When he finishes, a young sergeant asks him, “General, what keeps you awake at night?” According to Computerworld magazine, Franks replies, “The thought of one tower of the World Trade Center collapsing into the other tower, killing thousands of people.” But in his memoir, published in 2004, Franks will write that he answers, “A terrorist attack against the World Trade Center in New York—that’s what keeps me awake at night.” Franks, according to his own recollections, then elaborates, saying, “If international terrorists were to strike a major blow against America, I fear the specter of the nation’s military operating as combatants within our borders for the first time since the 1860s.” Therefore, he continues, “the thing that keeps me awake at night… is the possible use of our armed forces against American citizens.” Military personnel, he says, are “not police officers, sheriffs, or the FBI,” and so if they “were ever required to act in that capacity during a major emergency like an attack on the World Trade Center, the effect on America could be devastating.” He concludes by saying, “Martial law would not sit well in a free and open society.” [Computerworld, 10/21/2003; Franks, 2004, pp. 236-237] As CENTCOM commander, Franks is in charge of US military operations in an area covering 25 nations in North Africa, Central Asia, and the Middle East. Modeled after "Team B" - The four to five -person unit, a “B Team” commissioned by Secretary of Defense Donald Rumsfeld and modeled after the “Team B” analysis exercise of 1976 (see November 1976), is designed to study the policy implications of connections between terrorist organizations. CTEG uses powerful computers and software to scan and sort already-analyzed documents and reports from the CIA, the Defense Intelligence Agency, the National Security Agency, and other agencies in an effort to consider possible interpretations and angles of analysis that these agencies may have missed due to deeply ingrained biases. Middle East specialist Harold Rhode recruits David Wurmser to head the project. Wurmser, the director of Middle East studies for the American Enterprise Institute, is a known advocate of regime change in Iraq, having expressed his views in a 1997 op-ed piece published in the Wall Street Journal (see November 12, 1997) and having participated in the drafting of the 1996 policy paper for Israeli prime minister Benjamin Netanyahu, A Clean Break: A New Strategy for Securing the Realm (see July 8, 1996). F. Michael Maloof, a former aide to Richard Perle, is also invited to take part in the effort, which becomes known internally as the “Wurmser-Maloof” project. Countering the CIA - Since the days of Team B, neoconservatives have insisted the CIA has done nothing but underestimate and downplay the threats facing the US. “They have a record over 30 years of being wrong,” says Defense Policy Board member Richard Perle, who adds that the CIA refuses to even allow for the possibility of a connection between Iraq and al-Qaeda—one of the topics that most interests Wurmser and Maloof. [Unger, 2007, pp. 226-227]
Finding Facts to Fit Premises - Maloof and Wurmser set up shop in a small room on the third floor of the Pentagon, where they set about developing a “matrix” that charts connections between terrorist organizations and their support infrastructures, including support systems within nations themselves. Both men have security clearances, so they are able to draw data from both raw and finished intelligence products available through the Pentagon’s classified computer system. More highly classified intelligence is secured by Maloof from his previous office. He will later recall, “We scoured what we could get up to the secret level, but we kept getting blocked when we tried to get more sensitive materials. I would go back to my office, do a pull and bring it in.… We discovered tons of raw intelligence. We were stunned that we couldn’t find any mention of it in the CIA’s finished reports.” Each week, Wurmser and Maloof report their findings to Stephen Cambone, a fellow member of the Project for the New American Century (PNAC—see January 26, 1998) neoconservative and Feith’s chief aide. George Packer will later describe their process, writing, “Wurmser and Maloof were working deductively, not inductively: The premise was true; facts would be found to confirm it.” CTEG’s activities cause tension within the intelligence community. Critics claim that its members manipulate and distort intelligence, “cherry-picking” bits of information that support their preconceived conclusions. Although the State Department’s own intelligence outfit, the Bureau of Intelligence and Research (INR), is supposed to have access to all intelligence materials circulating through the government, INR chief Greg Thielmann later says, “I didn’t know about its [CTEG’s] existence. They were cherry-picking intelligence and packaging it for [Vice President] Cheney and [Defense Secretary] Donald Rumsfeld to take to the president. That’s the kind of rogue operation that peer review is intended to prevent.” A defense official later adds, “There is a complete breakdown in the relationship between the Defense Department and the intelligence community, to include its own Defense Intelligence Agency. Wolfowitz and company disbelieve any analysis that doesn’t support their own preconceived conclusions. The CIA is enemy territory, as far are they’re concerned.” Wurmser and Maloof’s “matrix” leads them to conclude that Hamas, Hezbollah, Islamic Jihad, and other groups with conflicting ideologies and objectives are allowing these differences to fall to the wayside as they discover their shared hatred of the US. The group’s research also leads them to believe that al-Qaeda has a presence in such places as Latin American. For weeks, the unit will attempt to uncover evidence tying Saddam Hussein to the 9/11 attacks, a theory advocated by both Feith and Wolfowitz. Denial - Defending the project, Paul Wolfowitz will tell the New York Times that the team’s purpose is to circumvent the problem “in intelligence work, that people who are pursuing a certain hypothesis will see certain facts that others won’t, and not see other facts that others will.” He insists that the special Pentagon unit is “not making independent intelligence assessments.” [New York Times, 10/24/2002] The rest of the US intelligence community is not impressed with CTEG’s work. “I don’t have any problem with [the Pentagon] bringing in a couple of people to take another look at the intelligence and challenge the assessment,” former DIA analyst Patrick Lang will later say. “But the problem is that they brought in people who were not intelligence professionals, people were brought in because they thought like them. They knew what answers they were going to get.” [Unger, 2007, pp. 226-227]
Dismissing CIA's Findings that Iraq, al-Qaeda are Not Linked - One example is an early CTEG critique of a CIA report, Iraq and al-Qaeda: Interpreting a Murky Relationship. CTEG notes that the CIA included data indicating links between Iraq and al-Qaeda, and then blast the agency for “attempt[ing] to discredit, dismiss, or downgrade much of this reporting, resulting in inconsistent conclusions in many instances.” In CTEG’s view, policy makers should overlook any equivocations and discrepancies and dismiss the CIA’s guarded conclusions: “[T]he CIA report ought to be read for content only—and CIA’s interpretation ought to be ignored.” Their decision is powered by Wolfowitz, who has instructed them to ignore the intelligence community’s view that al-Qaeda and Iraq were doubtful allies. They also embrace the theory that 9/11 hijacker Mohammad Atta met with an Iraqi official in Prague, a theory discredited by intelligence professionals (see December 2001 and Late July 2002). Author Gordon R. Mitchell refers to the original Team B in calling the critique “1976 redux, with the same players deploying competitive intelligence analysis to sweep away policy obstacles presented by inconvenient CIA threat assessments.” In 1976, the Team B members were outsiders; now they are, Mitchell will write, “firmly entrenched in the corridors of power. Control over the levers of White House bureaucracy enabled Rumsfeld and Wolfowitz to embed a Team B entity within the administration itself. The stage was set for a new kind of Team B intelligence exercise—a stealth coup staged by one arm of the government against the other.” [Quarterly Journal of Speech, 5/2006 pdf file; Agence France-Presse, 2/9/2007]
Stovepiping Information Directly to White House - The group is later accused of stovepiping intelligence directly to the White House. Lang later tells the Washington Times: “That unit had meetings with senior White House officials without the CIA or the Senate being aware of them. That is not legal. There has to be oversight.” According to Lang and another US intelligence official, the two men go to the White House several times to brief officials, bypassing CIA analysts whose analyses they disagreed with. They allegedly brief White House staffers Stephen Hadley, the deputy national security adviser, and Lewis “Scooter” Libby, chief of staff for Vice President Richard Cheney, according to congressional staffers. [Washington Times, 7/29/2004] In October 2004, Senator Carl Levin (D-MI) will conclude, “[T]he differences between the judgments of the IC [intelligence community] and the DOD [Department of Defense] policy office [CTEG] might have been addressed by a discussion between the IC and DOD of underlying assumptions and the credibility and reliability of sources of raw intelligence reports. However, the IC never had the opportunity to defend its analysis, nor point out problems with DOD’s ‘alternative’ view of the Iraq-al-Qaeda relationship when it was presented to the policymakers at the White House.” Levin will add, “Unbeknownst to the IC, policymakers were getting information that was inconsistent with, and thus undermined, the professional judgments of the IC experts. Passing Intelligence to INC - According to unnamed Pentagon and US intelligence officials, the group is also accused of providing sensitive CIA and Pentagon intercepts to the US-funded Iraqi National Congress, which then pass them on to the government of Iran. [Washington Times, 7/29/2004] “I knew Chalabi from years earlier,” Maloof later recalls, “so I basically asked for help in giving us direction as to where to look for information in our own system in order to be able to get a clear picture of what we were doing. [Chalabi and his Iraqi National Congress] were quite helpful.” [Unger, 2007, pp. 226-227]
CTEG Evolves into OSP - By August 2002, CTEG will be absorbed into a much more expansive “alternative intelligence” group, the Office of Special Plans (OSP—see September 2002). Wurmser will later be relocated to the State Department where he will be the senior adviser to Undersecretary Of State for Arms Control John Bolton.(see September 2002). Douglas Feith suggests in a draft memo [Washington Post, 8/7/2004] that the US should consider “hitting terrorists outside the Middle East in the initial offensive, perhaps deliberately selecting a non-al-Qaeda target like Iraq.” Other regions he proposes attacking include South America and Southeast Asia. He reasons that an initial attack against such targets would “surprise… the terrorists” and catch them off guard. [9/11 Commission, 7/24/2004, pp. 277, 533; Newsweek, 8/8/2004] According to Newsweek, the content of Feith’s memo derives from the work of the Counter Terrorism Evaluation Group (see Shortly After September 11, 2001), a project headed by Michael Maloof and David Wurmser. The group suggested that an attack on the remote Triborder region, where Paraguay, Argentina, and Brazil meet and where Iranian-backed Hezbollah is said to have a presence, would have a ripple effect among international Islamic militant groups. [Newsweek, 8/8/2004] Feith later says his memo merely expands upon ideas put forth by Defense Secretary Donald Rumsfeld in a memo (see September 19, 2001) the secretary wrote the day before to Gen. Henry Shelton, chairman of the Joint Chiefs of Staff. At that point the United States faced a consequential choice: to bear down even harder in Afghanistan, or to shift the emphasis in the global war on terror somewhere else.… Implicitly at the beginning of 2002, and as a matter of formal policy by the end, it placed all other considerations second to regime change in Iraq.” [Atlantic Monthly, 10/2004] In February, 2002, Gen. bullet In March 2002, Fifth Group Special Forces, an elite group whose members speak Arabic, Pashtun, and Dari, that is apparently different from Task Force 5, is sent from Afghanistan to Iraq (see March 2002).
bullet The US Air Force’s only two specially-equipped spy planes that had successfully intercepted the radio transmissions and cell phone calls of al-Qaeda’s leaders are pulled from Afghanistan to conduct surveillance over Iraq. NSA satellites are “boreholed,” (or redirected) from Afghanistan to Iraq as well (see May 2002).

Senate Majority Leader Tom Daschle (D-SD) says he is “gravely concerned” to learn that President Bush “received a warning in August about the threat of hijackers,” referring to a CBS News report revealing that Bush had been warned about a possible hijacking over a month before the 9/11 attacks (see August 6, 2001). Daschle calls on the White House to provide the classified briefing to Congressional investigators. House Minority Leader Richard Gephardt (D-MO) says, using the language of Watergate investigators, “I think what we have to do now is find out what the president, what the White House knew about the events leading up to 9/11, when they knew it, and, most importantly, what was done about it at the time.” White House deputy press secretary Scott McClellan will later write that, as objectionable as the White House finds these statements, “the Democrat who most aroused the ire of the White House and Republicans was New York’s Democratic senator, Hillary Clinton.” Clinton takes the floor of the Senate and says, “We learn today something we might have learned at least eight months ago: that President Bush had been informed last year, before September 11, of a possible al-Qaeda plot to hijack a US airliner.” She displays a New York Post headline that reads, “BUSH KNEW” (see May 15, 2002) and “9/11 BOMBSHELL.” “The president knew what?” Clinton asks. McClellan will write that he and his White House colleagues are “incensed” at Clinton’s rhetoric: “To us, such grandstanding appeared to be a return to the ugly partisan warfare that had come to define Washington and its culture during the 1990s. Politics as war, the innuendo of scandal, and the egregious implication that the president had deliberately neglected the country’s safety—it was all in service of the November election results. All the familiar elements were there. The story and the partisan accusations that followed provided great controversy for the media to cover.” (In this passage, McClellan fails to note that White House political guru Karl Rove had, months before, advised Bush and Republican candidates to use the war to attack Democrats in the November 2002 elections—see January 2002). McClellan will complain that Clinton “had not even bothered to call [the White House] to find out more about the facts behind the headlines before delivering her speech,” and will note: “To us, the disingenuous way the leaders rushed to create a damning story line about the president and his administration crossed a line. Republicans objected vehemently and aggressively in a counteroffensive led by the White House,” with Vice President Dick Cheney calling the Democrats’ questions “incendiary” (see May 16, 2002) and Bush declaring, “Had we any inkling, whatsoever, that terrorists were about to attack our country, we would have moved heaven and earth to protect America.” Bush adds: “And I’m confident that President Clinton would have done the same thing (see September 7, 2003). Any president would have.” McClellan will call Bush’s statement “a gesture toward the rapidly vanishing spirit of bipartisanship.” He will write that Democrats did not, by themselves, break the bipartisanship that had supposedly reigned before CBS broke the news of the August 6 briefing: “Democrats were responding in part to perceived efforts by Republicans seeking political advantage from the president’s aggressive efforts to wage war against Islamist terrorists,” and will note that in 1998, Republicans accused President Clinton of “wagging the dog”—launching military strikes against Iraq to distract the nation from the Monica Lewinsky scandal (see December 16-19, 1998). Military planners in the US’s Central Command (CENTCOM) finalize their plans for invading Iraq. “[T]he end state for this operation is regime change [with] an acceptable provisional/permanent government in place,” the plans read. However, the plans do not tell how the goal of an acceptable, permanent government will be achieved. They do not even address what US troops should do once they reach Baghdad. Public policy professor Alasdair Roberts will later write that there are what he will call two main reasons for “CENTCOM’s neglect.” One, “occupation and reconstruction [are] not a core function for the military” (see May 14, 2004). The military has no real component for performing such tasks, and most military commanders have little interest in the subject, Roberts will write. Two, other government agencies, most notably the State Department, have responsibility for this subject. CENTCOM commander General Tommy Franks tells subordinates that once Saddam Hussein is overthrown, the State Department will take the lead in directing the occupation and reconstruction. Dismayed at the lack of post-invasion planning in the Defense Department (see August 2002), the Joint Chiefs of Staff advance their own proposal for a military command to govern Iraq after the overthrow of Saddam Hussein. Defense Secretary Donald Rumsfeld insists on a split between military and civilian functions; he places Undersecretary for Policy Douglas Feith in charge of planning for the civilian administration. Feith, whom CENTCOM commander Tommy Franks calls “the dumbest f_cking guy on the planet,” is an academic with no experience at administration on such a level, and will be roundly excoriated for his incompetence in handling the assignment. Author and public administration professor Alasdair Roberts will later write that beyond Feith’s lack of competence is a bureaucratic failure: the Pentagon “was simply reaching beyond its abilities.” A RAND report will later find the Defense Department “lacked experience, expertise, funding authority, local knowledge, and established contacts with other potential civilian organizations” to do the task it had set for itself. Grenier will say, “I think we could have done a lot more on the Afghan side if we had more experienced folks.” A former senior official of the Pentagon’s Central Command involved with both wars later says that as war with Iraq draws closer, more special operative units like Delta Force and Navy SEALs Team Six shift to Iraq from Afghanistan. “If we were not in Iraq… we’d have the ‘black’ Special Forces you most need to conduct precision operations. We’d have more CIA. We’re simply in a world of limited resources, and those resources are in Iraq. [Source: US Army]The Office of Reconstruction and Humanitarian Assistance (ORHA) is created by the Pentagon to direct the post-war administration of Iraq, and signed into existence by President Bush. Its head, retired Army General Jay Garner, ostensibly reports to Undersecretary of Defense Douglas Feith (see Fall 2002), but Garner will later say that once he is in Iraq proper, General Tommy Franks of the US Central Command (CENTCOM) “will be my boss.” ORHA is later renamed the Coalition Provisional Authority (CPA). David Kay, a senior fellow at the Potomac Institute for Policy Studies and a former UN weapons inspector, had initially been selected to head the office, but he declined the invitation. Associates of Kay tell the New York Times that Kay felt the new agency seemed relatively uninterested in the task of promoting democracy. [New York Times, 2/23/2003; New York Times, 4/2/2003; Roberts, 2008, pp. 126, 134] Garner is considered an excellent selection, having led the relief effort for the Kurds of northern Iraq after the 1991 Gulf War. But he faces an uphill battle, as ORHA’s functionality is plagued from the outset by a severe lack of time, uncertain funding, and incessant interdepartmental strife, particularly between the State and Defense Departments. Most ORHA workers will not have reported for duty by the time the invasion begins. And attempts to recruit experts from other agencies will be blocked by Feith and Defense Secretary Donald Rumsfeld, who impose strict ideological and bureaucratic restrictions on Garner’s selections for his staff. Appearing before the House Budget Committee, Deputy Defense Secretary Paul Wolfowitz publicly contradicts General Eric Shinseki, the Army chief of staff, for saying that it will take “several hundred thousand soldiers” to successfully occupy Iraq (see February 25, 2003).
Greeted as Liberators - Wolfowitz says: “We can’t be sure that the Iraqi people will welcome us as liberators, although based on what Iraqi-Americans told me in Detroit a week ago, many of them—most of them with families in Iraq—I am reasonably certain that they will greet us as liberators, and that will help us to keep requirements down. In short, we don’t know what the requirement will be, but we can say with reasonable confidence that the notion of hundreds of thousands of American troops is way off the mark.” Wolfowitz says there’s no “record in Iraq of ethnic militias fighting one another.” [CNN, 2/28/2003; Isikoff and Corn, 2006, pp. 194] He restates the opinions of the top civilians at the Pentagon that it will take somewhere around 100,000 troops to secure postwar Iraq. Wolfowitz’s statement is echoed by Defense Secretary Donald Rumsfeld, who says, “The idea that it would take several hundred thousand US forces I think is far off the mark.” Neither Rumsfeld nor Wolfowitz mention Shinseki by name, but the connection is clear. A spokesman for Shinseki, Colonel Joe Curtin, says that Shinseki stands by his judgment. “He was asked a question and he responded with his best military judgment,” says Curtin. [New York Times, 2/28/2003] Shinseki will retire shortly after the contretemps with Rumsfeld and Wolfowitz (see June 13, 2003).
Iraqi Reconstruction Chief's Opinion - Reflecting on Shinseki’s public humilation, Iraqi reconstruction chief Jay Garner (see January 2003) will say, “When Shinseki said, Hey, it’s going to take 300,000 or 400,000 soldiers, they crucified him. They called me up the day after that, Wolfowitz and Rumsfeld. They called me the next day and they said, Did you see what Shinseki said? And I said yes. And they said, Well, that can’t be possible. And I said, Well, let me give you the only piece of empirical data I have. In 1991 [during the Gulf War], I owned 5 percent of the real estate in Iraq, and I had 22,000 trigger pullers. And on any day I never had enough. So you can take 5 percent—you can take 22,000 and multiply that by 20. Hey, here’s probably the ballpark, and I didn’t have Baghdad. It was a vacuum in security that became irremediable, at least until the surge of 2007. And to that extent, four years were not only wasted but allowed to take on the most terrible cost because of that lack of planning, lack of resources put in on the ground. As the initial media exuberance over the “shock and awe” assault on Iraq (see March 19-20, 2003) begins to fade, questions begin to mount about the plans for rebuilding Iraq after the invasion and inevitable toppling of the Saddam Hussein regime. Bush administration officials had assumed that military operations would end in 30 days, according to White House briefings. Some senior administration officials admit to the New York Times that that assumption now seems “overly optimistic.” As reported by David Sanger, those officials “say that the American military will likely need to retain tight control over the country for longer than they anticipated.” But administration officials insist that they remain committed to giving over control of the country to the newly liberated Iraqis very soon. “The Iraqi people will administer Iraq,” says White House press secretary Ari Fleischer, adding that President Bush is as committed to that goal now as he was before the war began. However, some military officials now admit that the Iraqi resistance is far stiffer than had been anticipated, and the reception of American occupiers by the Iraqi people has been far less welcoming than US planners foresaw. The White House says that initial plans for an “Iraqi Interim Authority” as the genesis of a new Iraqi government have been put on hold until Baghdad can be secured and the remnants of the Hussein regime can be eliminated. Similarly, plans to turn over power to local Iraqi governance have also been delayed indefinitely, until cities like Basra can be purged of guerrilla resistance. “There were many of us who hoped to be creating a new government even before Iraq was fully under coalition control,” says one senior official. The White House intended to demonstrate quickly that “this is a liberation, not an occupation.” Now, “[t]hat may not be possible for some weeks.” To make matters more difficult, turf wars between the State Department and the Pentagon are inhibiting efforts to implement post-invasion plans, with Defense Department officials such as Douglas Feith blocking the hiring of outside experts for General Jay Garner’s reconstruction team (see January 2003). State officials say that Feith and other Pentagon ideologues want to place “like-minded former officials who have strong views about what a new Iraq should look like” in those slots, a charge which the Pentagon denies. US military Central Command (CENTCOM) commander General Tommy Franks issues an order formally recognizing the creation of the Coalition Provisional Authority (CPA - see January 2003), an ad hoc, improvised organization to be headed by former diplomat and business executive L. Paul Bremer. A 2006 report by the Special Inspector General for Iraq Reconstruction will call the CPA the “de facto government of Iraq.” But for all its power, its legal status will remain unclear throughout its existence. A 2005 Congressional report will note: “Whether the CPA was a federal agency was unclear. Competing explanations for how it was established contribute to the uncertainty.… Some executive branch documents supported the notion that it was created by the president, possibly as a result of a National Security Presidential Directive. This document, if it exists, has not been made available.” Whether the legal ambiguity is deliberate is unclear, but it will be exploited. The Defense Department will not allow federal auditors to investigate CPA spending because, the department says, it is not a federal agency. Contractors are warned that if the CPA breaks contracts, they might not have recourse in federal courts. Employees who suspect contractor fraud are told they cannot pursue any possible criminal actions under American law. [Roberts, 2008, pp. 127]

Retired General Jay Garner and his Office of Reconstruction and Humanitarian Assistance staff arrive in Baghdad. They set up camp in a former presidential palace in the Qasr Al Fao compound that will serve as the temporary headquarters of ORHA (soon to be renamed the “Coalition Provisional Authority”). [Washington Post, 4/22/2003] Created by the Pentagon in January (see January 2003), ORHA has spent the last several weeks at a Hilton resort in Kuwait going over plans for administering post-invasion Iraq. Garner’s staff includes a mix of Pentagon and State Department personnel, including former and current US ambassadors, USAID bureaucrats, State Department officials, and British officials. Garner’s team is also comprised of a cadre of Paul Wolfowitz protégés referred to as the “true believers” or “Wolfie’s” people, whom the New York Times reports are “thought to be particularly fervent about trying to remake Iraq as a beacon of democracy and a country with a tilt toward Israel.” The Times also notes: “Few of these people are Iraqi experts. But some have come armed with books and articles on the history of Iraq. The chapters on the mistakes of British rule are well underlined.” [New York Times, 4/2/2003] Not only have Garner and his agency already lost critical time in getting underway, the Bush administration has no intention of allowing Garner to be part of ORHA’s reconstruction project. Both Defense Secretary Donald Rumsfeld and the State Department, in a rare instance of agreement, want Garner replaced: the State Department wants a civilian to head the agency, while Rumsfeld not only wants to replace Garner with a more politically influential head (see May 11, 2003), he wants to fold ORHA into another organization being created “on the fly,” the aforementioned Coalition Provisional Authority. Three days after arriving in Baghdad, Garner is informed of the changes. The news quickly leaks to the press, resulting in Garner losing what little influence he had with Washington’s civilians and causing uncertainty about upcoming reconstruction efforts. May 23, 2003: Paul Bremer Dissolves Iraqi Army

Paul Bremer, head of the Office of the Coalition Provisional Authority in Iraq, issues Order 2 formally dissolving the Iraqi Army and other vestiges of the old Ba’athist state. [CNN, 5/23/2003; Coalition Provisional Authority, 5/23/2003] The order, drafted by Douglas Feith’s office in the Pentagon and approved by the White House, triggers mass protests among the estimated 300,000 to 500,000 former Iraqi soldiers who are left without a job and who are given only a small, one-time, $20 emergency payment. [New York Times, 5/24/2003; Agence France Presse, 5/26/2003; Isikoff and Corn, 2006, pp. 225] Together with the de-Ba’athification program, the disbanding of the Iraqi Army leads to some 500,000 people losing their source of income. Criticism - The action will be highly criticized as a major blunder of the war. The decision was made by Walter Slocombe, a security adviser to Bremer, who proclaims that “We don’t pay armies we defeated.” A colonel on Jay Garner’s staff (see January 2003) will later say: “My Iraqi friends tell me that this decision was what really spurred the nationalists to join the infant insurgency. We had advertised ourselves as liberators and turned on these people without so much as a second thought.” [Atlantic Monthly, 12/2005]
Garner's Reaction - Garner himself will later speak on the subject, telling a Vanity Fair reporter: “My plan was to not disband the Iraqi Army but to keep the majority of it and use them. And the reason for that is we needed them, because, number one, there were never enough people there for security. [A US military commander told him the US Army was guarding a lot of places it had not planned to guard.] So we said, OK, we’ll bring the Army back. Our plan was to bring back about 250,000 of them. And I briefed [Defense Secretary] Rumsfeld. He agreed. [Deputy Defense Secretary] Wolfowitz agreed. [National Security Adviser] Condoleezza Rice agreed. [CIA Director] George [Tenet] agreed. Briefed the president on it. He agreed. Everybody agreed. So when that decision [to disband] was made, I was stunned.”
Iraqi Colonel's Reaction - US and UN weapons inspector Charles Duelfer will later say of the decision: “One Iraqi colonel told me, ‘You know, our planning before the war was that we assumed that you guys couldn’t take casualties, and that was obviously wrong.’ I looked at him and said, ‘What makes you think that was wrong?’ He goes, ‘Well, if you didn’t want to take casualties, you would have never made that decision about the Army.’” [Vanity Fair, 2/2009]

Over a period of months, Piro uses a combination of friendliness, warmth, and verbal provocations to tease a wealth of information from Hussein. At no time does Piro or other FBI interrogators use “aggressive” or “harsh” interrogation methods against Hussein. Piro works closely with a team of FBI and CIA analysts to pore over Hussein’s responses. He will later recall his sessions with Hussein for CBS News interviewer Scott Pelley.
'Mr. Saddam' - Piro begins calling the dictator “Mr. Saddam,” as a sign of respect; by the end of their time, they are on a first-name basis with one another. Hussein never finds out that Piro is “just” an FBI agent; he believes that Piro is far more influential than he actually is, and is directly briefing President Bush on their conversations. “He didn’t know I worked for the FBI, he didn’t know I was a field agent,” Piro will recall. Had he found out, “I think initially he would have been angry. He would feel that I was way beneath him, and would not respond well to the interrogation. Or even to me.… I think he thought, and actually on a couple of occasions talked around the issue that I was directly answering to the president.” Piro will recall setting several strategies of deception into motion, including his barking orders at the guards to send them into a panic to obey his instructions. “[I]t was all part of our strategy,” Piro will explain.
Controlling the Dictator - Piro will say that he gained physical control of the setting—a small, windowless room with chairs and a table—merely by placing himself between Hussein and the door. “I purposely put his back against the wall,” Piro will recall. “And then mine against the door, psychologically to tell him that his back was against the wall in the interview room. And that I stood between him and the door, psychologically. Between him whether it’s to go back to his cell, freedom, whatever he was projecting to be outside of that door. I was kind of that psychological barrier between him and the door.” Piro will add, “I basically said that I was gonna be responsible for every aspect of his life, and that if he needed anything I was gonna be the person that he needed to talk to.” Piro controls Hussein’s food and cleaning materials—Piro will describe Hussein as a “clean freak” who uses large numbers of baby wipes to disinfect his cell and his food. Piro allows Hussein pen and paper to write what Piro will describe as inordinate amounts of “terrible” poetry. “We had the guards remove their watches,” Piro will recall. “And the only person that was wearing a watch was me. And it was very evident to him, ‘cause I was wearing the largest wristwatch you could imagine. And it was just the act of him asking for the time—was critical in our plan.” Pelley says, “So you controlled time itself,” and Piro answers, “Yes.”
No Coercive Interrogation Methods - Piro will say that no coercive interrogations, such as sleep deprivation, excessive heat or cold, bombardment with loud music, or waterboarding are ever used. “It’s against FBI policy, first,” Piro will explain. “And wouldn’t have really benefited us with someone like Saddam.… I think Saddam clearly had demonstrated over his legacy that he would not respond to threats, to any type of fear-based approach.” The best methods for use with Hussein are, according to Piro, time and patience.
Using Emotions to Create Vulnerability - Piro uses their time to build a relationship with Hussein based on dependency, trust, and emotion. He alternates between treating Hussein with courtesy and kindness, and provoking him with pictures and video images designed to anger and embarrass the former dictator. He uses pictures of the toppling of Hussein’s statues and news videos documenting his overthrow. “I wanted him to get angry. I wanted him to see those videos and to get angry,” Piro will say. “You want to take him through those various emotions. Happy, angry, sad. When you have someone going through those emotions they’re not able to really control themselves. And they’re more vulnerable during the interview.”
Insult Drove Kuwait Invasion - Piro learns that one of the driving forces behind Hussein’s invasion of Kuwait in 1990 (see August 2, 1990) was personal insult. “What really triggered it for him, according to Saddam, was he had sent his foreign minister to Kuwait to meet with the Emir Al Sabah, the former leader of Kuwait, to try to resolve some of the… issues” between Kuwait and Iraq, Piro will recall. “And the Emir told the foreign minister of Iraq that he would not stop doing what he was doing until he turned every Iraqi woman into a $10 prostitute. And that really sealed it for him, to invade Kuwait. He wanted to punish, he told me, Emir Al Sabah, for saying that.” The 1991 US invasion of Iraq (see January 16, 1991 and After) soured Hussein on then-President George H. W. Bush, a feeling that Hussein transferred to the son. “He didn’t like President [George W.] Bush,” Piro will say. “He would have liked meeting President Reagan. He thought he was a great leader. Honorable man. He liked President Clinton. But he did not like President Bush, the first or the current.”
Small Things, Big Impact - Piro will recall the outsized impact relatively small incidents have on Hussein. One night the FBI flies Hussein to a hospital. He is manacled and blindfolded. Piro will remember: “And once I saw how beautiful Baghdad was in the middle of the night, so I took advantage of it. I allowed him to look out and the lights were on. There was traffic. And it looked like any other major metropolitan city around the world. And for him to see that. And as I mentioned, you know, big Baghdad is moving forward without you. I mean, little things like that didn’t require a lot of suggestion on our part. It made its point.” Piro even uses Hussein’s birthday, a former national holiday, to drive home his point. “In 2004, no one celebrated his birthday on April 28th. So the only one that really knew and cared was us. I’d brought him some cookies, and we, the FBI, celebrated his birthday for him.” Piro gives Hussein packets of flower seeds and allows him to plant his own small garden, which he must tend with his hands because the FBI will not allow him to use tools. Piro will recall that their strolls in Hussein’s tiny garden are often the site of large revelations.
Avoiding Capture - Hussein tells Piro that US forces simply missed him during the first days of the invasion, the “shock and awe” assault. “He said that he was at one of the locations. He said it in a kind of a bragging fashion, that he was there, but that we missed him,” Piro later says. “He told me he changed the way he traveled. He got rid of his normal vehicles. He got rid of the protective detail he traveled with. Really just to change his signature so he would be much harder to identify.” And Hussein denies ever using body doubles or decoys, as US intelligence had long asserted.
WMD - Five months into the sessions, Hussein finally opens up to Piro regarding the subject of Iraq’s WMD programs. Using indirection, Piro begins to tease information out of Hussein. “He told me that most of the WMD had been destroyed by the UN inspectors in the ‘90s. And those that hadn’t been destroyed by the inspectors were unilaterally destroyed by Iraq,” Piro will recall. So why, Pelley will ask, did Hussein “put your nation at risk, why put your own life at risk to maintain this charade?” Piro will respond: “It was very important for him to project that because that was what kept him, in his mind, in power. That capability kept the Iranians away. It kept them from reinvading Iraq.” It is apparent, Piro says, that Hussein did not believe he could survive without the perception that he had WMD. But Piro confirms that Hussein always intended to restart his WMD program someday. “The folks that he needed to reconstitute his program are still there,” Piro will observe. “He wanted to pursue all of WMD. So he wanted to reconstitute his entire WMD program.”
Did Not Believe US Would Invade - From there, Hussein begins to explain why he let the US continue to believe he had such weapons even as troops began massing on his borders. He didn’t believe the US would actually invade, he says. As Piro will recall: “[H]e told me he initially miscalculated President Bush. And President Bush’s intentions. He thought the United States would retaliate with the same type of attack as we did in 1998 under Operation Desert Fox (see December 16-19, 1998). Which was a four-day aerial attack. So you expected that initially.” Hussein says that Iraq would have survived a relatively limited aerial bombardment. “He survived that once,” Piro will recall. “And then he was willing to accept that type of attack. That type of damage.” But he never believed the US would invade until almost the moment of the initial assault.
'The Secret War' - Hussein knew his military could not win in any confrontation with the US. Instead, as Piro will recall: “What he had asked of his military leaders and senior government officials was to give him two weeks. And at that point it would go into what he called the secret war.… Going from a conventional to an unconventional war.” Pelley will remark, “So the insurgency was part of his plan from the very beginning,” to which Piro will say, “Well, he would like to take credit for the insurgency.”
Iraq and al-Qaeda - Hussein confirms that his regime had no dealings with al-Qaeda, as many Bush officials have long believed. Hussein considered Osama bin Laden “a fanatic,” according to Piro. “You can’t really trust fanatics,” Hussein tells the interrogator. And he had no interest in any alliance with al-Qaeda. “He didn’t wanna be seen with bin Laden,” Piro will recall. “And didn’t want to associate with bin Laden.” Hussein viewed bin Laden as a threat to him and his regime.
Independent Confirmation and Praise for Piro's Efforts - Hussein’s claims are later verified by independent interrogations with other high-ranking Hussein regime officials. Piro’s boss, FBI Assistant Director Joe Persichini, will say that Piro’s interrogation is a high mark of the bureau’s recent efforts. “The FBI will be celebrating its 100th anniversary this year and I would have to say that the interview with Saddam Hussein is one of the top accomplishments of our agency in the last 100 years,” Persichini will say, and gives credit to Piro’s language skills. Only about 50 of the 10,000 FBI agents speak Arabic, he will note. Piro will credit his FBI and CIA colleagues for their work in analyzing Hussein’s statements, and their extensive knowledge of Hussein and his regime. “The more you know about your subject, the better of an interview… that you’re gonna conduct,” he will say. “You’ll be able to recognize inconsistencies, deception, things like that. Plus it really establishes your credibility within the interview.”
No Regrets - One thing Hussein never shows during his long interviews, Piro later recalls, is remorse. “No remorse,” Piro will say. “No regret.” [CBS News, 1/27/2008]

David Kay quits his job as head of the Iraq Survey Group. [Los Angeles Times, 11/20/2005] He is being replaced by former senior UN weapons inspector Charles Duelfer, who recently said that the chances of Iraq being found to possess chemical or biological weapons is “close to nil.” Kay gives no reason for his resignation, but sources in Washington say he is resigning for both personal reasons and because of his disillusionment with the weapons search. Kay says he does not believe Iraq possesses any major stockpiles of chemical or biological weapons, and he does not believe it has had any such weapons since the 1991 Gulf War. “I don’t think they existed,” he says. “What everyone was talking about is stockpiles produced after the end of the last Gulf War and I don’t think there was a large-scale production program in the 90s. I think we have found probably 85 percent of what we’re going to find.” [BBC, 1/24/2004] He adds: “I think they gradually reduced stockpiles throughout the 1990s. Somewhere in the mid-1990s, the large chemical overhang of existing stockpiles was eliminated.” [New York Times, 1/25/2009] In 2005, Kay will say: “My view was that the best evidence that I had seen was Iraq indeed had weapons of mass destruction. It turns out we were all wrong, and that is most disturbing. If the intelligence community had said there were no weapons there, would the policymakers have decided for other reasons, regime change, human rights, whatever, to go to war? All you can say is we’ll never know, because in fact the system said, apparently, it’s a slam dunk, there are weapons there.” [CNN, 8/18/2005]
Misled by Internal Duplicity of Iraqi Scientists, Failure of Fundamental Intelligence Gathering and Analysis - Kay says that the CIA and other US intelligence agencies were misled by duplicitous Iraqi scientists, who, in the words of New York Times reporter James Risen, “had presented ambitious but fanciful weapons programs to [Saddam] Hussein and had then used the money for other purposes,” and by the agencies’ failure to realize that Iraq had essentially abandoned its WMD programs after the 1991 war; what remained of the Gulf War-era WMD stockpiles was destroyed by US and British air strikes in 1998 (see December 16-19, 1998). According to Kay, Iraqi scientists realized they could go directly to Hussein and present fantastic plans for weapons programs, and receive approval and large amounts of money. Whatever was left of an effective weapons capability was quickly turned into corrupt money-raising schemes by scientists skilled in the arts of lying and surviving in Hussein’s autocratic police state. “The whole thing shifted from directed programs to a corrupted process,” Kay says. “The regime was no longer in control; it was like a death spiral. Saddam was self-directing projects that were not vetted by anyone else. The scientists were able to fake programs.” Kay adds that in his view the errors committed by the intelligence agencies were so grave that he recommends those agencies revamp their intelligence collection and analysis efforts. Analysts have come to him, he says, “almost in tears, saying they felt so badly that we weren’t finding what they had thought we were going to find—I have had analysts apologizing for reaching the conclusions that they did.” The biggest problem US agencies had, Kay says, was their near-total lack of human intelligence sources in Iraq since the UN weapons inspectors were withdrawn in 1998. 'Rudimentary' Nuclear Weapons Program - Iraq did try to restart its moribund nuclear weapons program in 2000 and 2001, Kay says, but that plan never got beyond the earliest stages. He calls it “rudimentary at best,” and says it would have taken years to get underway. “There was a restart of the nuclear program,” he notes. “But the surprising thing is that if you compare it to what we now know about Iran and Libya, the Iraqi program was never as advanced.”
No Evidence of Attempt to Purchase Nigerien Uranium - Kay says that his team found no evidence that Iraq ever tried to obtain enriched uranium from Niger, as has frequently been alleged (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). “We found nothing on Niger,” he says. Democrats: Proof that Administration 'Exaggerated ... Threat' - Senator John Rockefeller (D-WV), the ranking member of the Senate Intelligence Committee, says of Kay’s resignation: “It increasingly appears that our intelligence was wrong about Iraq’s weapons, and the administration compounded that mistake by exaggerating the nuclear threat and Iraq’s ties to al-Qaeda. As a result, the United States is paying a very heavy price.” Rockefeller’s counterpart in the House of Representatives, Jane Harman (D-CA), says Kay’s comments indicate a massive intelligence failure and cannot be ignored. Asked to Delay Resignation until after State of Union Address - In 2005, Kay will reveal that he was asked by CIA Director George Tenet to hold off on his resignation. According to Kay, Tenet told him: “If you resign now, it will appear that we don’t know what we’re doing. That the wheels are coming off.” Kay will say, “I was asked to not go public with my resignation until after the president’s State of the Union address which—this is Washington and in general—I’ve been around long enough so I know in January you don’t try to get bad news out before the president gives his State of the Union address.” Kay does not say exactly when Tenet asked him to delay his resignation. In a talk given at UCLA’s Center for International Relations, retired General Anthony Zinni, the former commander of the US military’s Central Command (CENTCOM - see April 17, 2003 and After and January 2003), discusses his early planning for the overthrow of Iraq’s Saddam Hussein and the inevitable chaos that would ensue, in plans called “Desert Crossing” (see April-July 1999). Zinni began working on the plans shortly after 1998’s “Desert Fox” bombing campaign (see December 16-19, 1998).
Plans to Overthrow, No Plans to Reconstruct - He recalls: “[I]t struck me then that we had a plan to defeat Saddam’s army, but we didn’t have a plan to rebuild Iraq. And so I asked the different agencies of government to come together to talk about reconstruction planning for Iraq.… I thought we ought to look at political reconstruction, economic reconstruction, security reconstruction, humanitarian need, services, and infrastructure development. We met in Washington, DC. We called the plan, and we gamed it out in the scenario, Desert Crossing.”
Many of Subsequent Problems Envisioned - Zinni says that he and his team envisioned many of the problems encountered after the March 2003 invasion and subsequent toppling of the Iraqi government: “The first meeting surfaced all the problems that have exactly happened now. This was 1999. And when I took it back and looked at it, I said, we need a plan. Not all of this is a military responsibility. I went back to State Department, to the Office of Foreign Disaster Assistance, Department of Commerce, and others and said, all right, how about you guys taking part of the plan. We need a plan in addition to the war plan for the reconstruction. Not interested. Would not look at it.” Zinni, he recalls, decided to have the plans created himself, “because I was convinced nobody in Washington was going to plan for it, and we, the military, would get stuck with it.”
Zinni Plans Ignored by Bush Planners - Before the invasion, he recalls, he recommended that the military planners go back and look at his plans: “When it looked like we were going in [to Iraq], I called back down to CENTCOM and said, ‘You need to dust off Desert Crossing.’ They said, ‘What’s that? Never heard of it.’ So in a matter of just a few years it was gone. The corporate memory. And in addition I was told, ‘We’ve been told not to do any of the planning. It would all be done in the Pentagon.’” Zinni’s original plans called for a civilian occupation authority with offices in all 18 Iraqi provinces; the current Coalition Provisional Authority only has one set of offices, in Baghdad’s Green Zone. And Zinni’s plans called for around 400,000 troops, instead of the 160,000 Defense Secretary Donald Rumsfeld approved. [John Prados, 11/4/2006]

[Source: CBS News]Retired Marine General Anthony Zinni was the chief of the US Central Command until 2000, and, until just before the invasion of Iraq, the Bush administration’s special envoy to the Middle East. Now he has become an outspoken critic of the administration’s war efforts in Iraq. Zinni gives an interview to CBS’s 60 Minutes, in part to promote his new biography, Battle Ready, co-authored by famed war novelist Tom Clancy.
'Dereliction of Duty' among Senior Pentagon Officials - Zinni says that senior officials at the Pentagon, from Defense Secretary Donald Rumsfeld on down, are guilty of what he calls dereliction of duty, and he believes it is time for “heads to roll.” Zinni tells correspondent Steve Kroft: “There has been poor strategic thinking in this. There has been poor operational planning and execution on the ground. And to think that we are going to ‘stay the course,’ the course is headed over Niagara Falls. I think it’s time to change course a little bit, or at least hold somebody responsible for putting you on this course. Because it’s been a failure.” In his book, Zinni writes: “In the lead up to the Iraq war and its later conduct, I saw at a minimum, true dereliction, negligence, and irresponsibility, at worse, lying, incompetence, and corruption.… I think there was dereliction in insufficient forces being put on the ground and fully understanding the military dimensions of the plan. I think there was dereliction in lack of planning.”
'The Wrong War at the Wrong Time' - Zinni calls Iraq “the wrong war at the wrong time,” and with the wrong strategy. Before the invasion, Zinni told Congress (see October 31, 2002): “This is, in my view, the worst time to take this on. And I don’t feel it needs to be done now.” The generals never wanted this war, Zinni says, but the civilians in the Pentagon and the White House did. “I can’t speak for all generals, certainly,” he says. “But I know we felt that this situation was contained (see Summer 2002-2003). Saddam was effectively contained.… And I think most of the generals felt, let’s deal with this one at a time. Let’s deal with this threat from terrorism, from al-Qaeda.”
Much Larger Force Required - Zinni was heavily involved in planning for any invasion of Iraq, going back to at least 1999 (see April-July 1999). Zinni always envisioned any such invasion as being implemented with enough ground forces to get the job done quickly and cleanly. Rumsfeld had different ideas—the invasion could be carried off with fewer troops and more high-tech weaponry. Zinni wanted around 300,000 troops: “We were much in line with General Shinseki’s view. We were talking about, you know, 300,000, in that neighborhood.” Would a larger force have made a difference? Kroft asks. Zinni replies, “I think it’s critical in the aftermath, if you’re gonna go to resolve a conflict through the use of force, and then to rebuild the country.” Rumsfeld should have anticipated the level and ferocity of violence that erupted in the aftermath of the toppling of the Hussein government, but, Zinni says, he did not, and worse, he ignored or belittled those such as Shinseki and a number of foreign allies who warned him of the possible consequences. Instead, Zinni notes, Rumsfeld relied on, among other sources, fabricated intelligence from Ahmed Chalabi and his Iraqi National Congress (see September 19-20, 2001).
'Seat of the Pants Operation' - The entire reconstruction effort was, in Zinni’s mind, a seat-of-the-pants affair. “As best I could see, I saw a pickup team, very small, insufficient in the Pentagon with no detailed plans that walked onto the battlefield after the major fighting stopped and tried to work it out in the huddle,” he says, “in effect to create a seat-of-the-pants operation on reconstructing a country.” Coalition Provisional Authority head L. Paul Bremer is “a great American who’s serving his country, I think, with all the kind of sacrifice and spirit you could expect. But he has made mistake after mistake after mistake.” Bremer’s mistakes include “Disbanding the army (see May 23, 2003). De-Baathifying (see May 16, 2003), down to a level where we removed people that were competent and didn’t have blood on their hands that you needed in the aftermath of reconstruction—alienating certain elements of that society.” Zinni reserves most of the blame for the Pentagon: “I blame the civilian leadership of the Pentagon directly.”
Heads Should Roll, Beginning with Rumsfeld's - Zinni continues: “But regardless of whose responsibility I think it is, somebody has screwed up. And at this level and at this stage, it should be evident to everybody that they’ve screwed up. And whose heads are rolling on this? That’s what bothers me most.” The first one to go, Zinni says, is Rumsfeld: “Well, it starts with at the top. If you’re the secretary of defense and you’re responsible for that.”
Neoconservatives at Fault - Next up are Rumsfeld’s advisers, whom Kroft identifies as the cadre of neoconservatives “who saw the invasion of Iraq as a way to stabilize American interests in the region and strengthen the position of Israel.” Zinni says: “Certainly those in your ranks that foisted this strategy on us that is flawed. Certainly they ought to be gone and replaced.” Kroft identifies that group as including Deputy Defense Secretary Paul Wolfowitz; Undersecretary of Defense Douglas Feith; former Defense Policy Board member Richard Perle; National Security Council member Elliott Abrams; and Vice President Cheney’s chief of staff, Lewis “Scooter” Libby. Zinni calls them political ideologues who have hijacked US policy in Iraq: “I think it’s the worst-kept secret in Washington. That everybody—everybody I talk to in Washington has known and fully knows what their agenda was and what they were trying to do.” Like so many others who criticized them, Zinni recalls, he was targeted for personal counterattacks. After publishing one article, he says: “I was called anti-Semitic. I mean, you know, unbelievable that that’s the kind of personal attacks that are run when you criticize a strategy and those who propose it.”
Fundamental Conceptual Flaws - Zinni says the neoconservatives believed they could remake the Middle East through the use of American military might, beginning with Iraq. Instead, the US is viewed in the region as “the modern crusaders, as the modern colonial power in this part of the world.”
Changing Course - Zinni has a number of recommendations. He advises President Bush and his senior officials to reach out much more strongly to the United Nations, and to US allies, and secure the UN’s backing. Do these other countries “want a say in political reconstruction? Do they want a piece of the pie economically? If that’s the cost, fine. What they’re gonna pay for up front is boots on the ground and involvement in sharing the burden.” Many more troops are needed on the ground, and not just American troops, he says, enough to seal off the borders, protect the road networks.
Exit Strategy - Zinni says that planning for an exit is necessary because it is inevitable that the US will want to withdraw, and that time will come sooner rather than later. “There is a limit,” he says. “I think it’s important to understand what the limit is. Now do I think we are there yet?”
Speaking Out - He is speaking out, he says, because it is his duty to do so: “It is part of your duty. Look, there is one statement that bothers me more than anything else. And that’s the idea that when the troops are in combat, everybody has to shut up. Imagine if we put troops in combat with a faulty rifle, and that rifle was malfunctioning, and troops were dying as a result. I can’t think anyone would allow that to happen, that would not speak up. Well, what’s the difference between a faulty plan and strategy that’s getting just as many troops killed?” [CBS News, 5/21/2004]

The Coalition Provisional Authority (CPA - see April 17, 2003 and After and January 2003) notes in an internal report that while it lacks an accurate personnel count, it “believe[s] it had a total of 1,196 workers” in Baghdad, about half the authorized number. The Pentagon made up the shortfall by turning to the White House Liaison Office to recruit workers. The Liaison Office normally vets political appointees, and is staffed by right-wing ideologues with little practical experience outside Washington. As a result, the Liaison Office has sent hundreds of recruits to Baghdad who, in the phrasing of the CPA Inspector General, have “inconsistent skill sets.” Author and public policy professor Alasdair Roberts later notes that what the recruits lack in experience, ability, and qualifications, they make up in dogmatic adherence to right-wing ideology. One telling example is the group of CPA workers who manage the multi-billion dollar budget for the Iraqi government. Few, if any, have ever been to the Middle East, nor do any of them speak any of the region’s languages. None have any experience handling budgets of any real size. They are a group of recent college graduates, all in their twenties, who had submitted resumes for unrelated, lower-level jobs through the conservative Heritage Foundation. Roberts later writes, “The inexperience and partisanship of many CPA workers encouraged them to seize the moment and pursue reforms that were unneeded or impractical,” implementing what Roberts calls a “radical reconstruction of Iraqi society” based on neoconservative and fundamentalist dogma, with no understanding of, or concern for, Iraqi society. Many of the proposed reforms are later shelved as unworkable and dangerously provocative; one plan, to privatize Iraq’s state-run enterprises, is set aside for fear that it would lead to “popular unrest.” Most of the staff spend little time in Iraq before returning home; one CPA adviser calls them “90-day wonders getting their tickets punched that said, ‘I’ve been in Baghdad.’” [Roberts, 2008, pp. 127-128]

[Source: PBS]The Senate Intelligence Committee releases the 511-page Senate Report on Iraqi WMD intelligence, formally titled the “Report of the Select Committee on Intelligence on the US Intelligence Community’s Prewar Intelligence Assessments on Iraq.” [US Congress, 7/7/2004; CNN, 7/9/2004] All nine Republicans and eight Democrats signed off on the report without dissent, which, as reporter Murray Waas will write, is “a rarity for any such report in Washington, especially during an election year.” [National Journal, 10/27/2005]
Report Redacted by White House - About 20 percent of the report was redacted by the White House before its release, over the objections of both Republicans and Democrats on the committee. Some of the redactions include caveats and warnings about the reliability of key CIA informants, one code-named “Red River” and another code-named “Curveball” (see Mid- and Late 2001). The source called “Red River” failed polygraph tests given to him by CIA officers to assess his reliability, but portions of the report detailing these and other caveats were redacted at the behest of Bush administration officials. Widespread Failures of US Intelligence - The report identifies multiple, widespread failures by the US intelligence community in its gathering and analysis of intelligence about Iraq WMD, which led to gross misunderstandings and misrepresentations about Iraq’s WMD programs to the American public by government officials. Committee chairman Pat Roberts (R-KS), who has previously attempted to shift blame for the intelligence misrepresentations away from the Bush administration and onto the CIA (see July 11, 2003 and After), says that intelligence used to support the invasion of Iraq was based on assessments that were “unreasonable and largely unsupported by the available intelligence.” He continues: “Before the war, the US intelligence community told the president as well as the Congress and the public that Saddam Hussein had stockpiles of chemical and biological weapons and if left unchecked would probably have a nuclear weapon during this decade. Today we know these assessments were wrong.” Senator John D. Rockefeller (D-WV), the ranking Democrat on the 18-member panel that created the report, says “bad information” was used to bolster the case for war. “We in Congress would not have authorized that war with 75 votes if we knew what we know now,” he says (see October 10, 2002). “Leading up to September 11, our government didn’t connect the dots. In Iraq, we are even more culpable because the dots themselves never existed.” Numerous assertions in an October 2002 National Intelligence Estimate (NIE—see October 1, 2002) were “overstated” or “not supported by the raw intelligence reporting,” including:
bullet Claims that Iraq was rebuilding its nuclear weapons program;
bullet Claims that Iraq had large stockpiles of chemical and biological weapons;
bullet Claims that Iraq was developing an unmanned aerial vehicle that could be used to deliver chemical and/or biological weapons payloads onto distant targets;
bullet The so-called “layering effect,” where “assessments were based on previous judgments, without considering the uncertainties of those judgments” (Roberts calls it an “assumption train”);
bullet The failure to explain adequately the uncertainties in the October 2002 NIE to White House officials and Congressional lawmakers;
bullet Reliance on claims by “Curveball,” noting that the use of those claims “demonstrated serious lapses in handling such an important source”;
bullet Use of “overstated, misleading, or incorrect” information in helping then-Secretary of State Colin Powell present the administration’s case to the United Nations in February 2003 (see February 5, 2003); and
bullet The failure of the CIA to share significant intelligence with other agencies. [CNN, 7/9/2004; Cybercast News Service, 7/9/2004; New York Times, 7/9/2004]
“One fact is now clear,” Roberts says. “Before the war, the US intelligence community told the president as well as the Congress and the public that Saddam Hussein had stockpiles of chemical and biological weapons, and if left unchecked, would probably have a nuclear weapon during this decade. Well, today we know these assessments were wrong.” [Cybercast News Service, 7/9/2004; New York Times, 7/9/2004] Rockefeller says the intelligence community failed to “accurately or adequately explain the uncertainties behind the judgments in the October 2002 National Intelligence Estimate to policymakers.” The community’s “intelligence failures” will haunt America’s national security “for generations to come,” he says. “Our credibility is diminished. Our standing in the world has never been lower,” he says. “We have fostered a deep hatred of Americans in the Muslim world, and that will grow. As a direct consequence, our nation is more vulnerable today than ever before.” [CNN, 7/9/2004; New York Times, 7/9/2004]
'Group Think' and 'Corporate Culture' - Roberts says the report finds that the “flawed” information used to send the nation to war was the result of “what we call a collective group think, which led analysts and collectors and managers to presume that Iraq had active and growing WMD programs.” He says this “group think caused the community to interpret ambiguous evidence, such as the procurement of dual-use technology, as conclusive evidence of the existence of WMD programs.” Roberts blames “group think” and a “broken corporate culture and poor management,” which “cannot be solved by simply adding funding and also personnel.” [CNN, 7/9/2004; New York Times, 7/9/2004]
Lack of Human Intelligence in Iraq - Perhaps the most troubling finding, Roberts says, is the intelligence community’s near-total lack of human intelligence in Iraq. “Most alarmingly, after 1998 and the exit of the UN inspectors, the CIA had no human intelligence sources inside Iraq who were collecting against the WMD target,” he says. [CNN, 7/9/2004; New York Times, 7/9/2004]
No Connection between Iraq, al-Qaeda - Rockefeller says that the administration’s claims of an alliance between Iraq’s Saddam Hussein and al-Qaeda had no basis in fact: “[N]o evidence existed of Iraq’s complicity or assistance in al-Qaeda’s terrorist attacks, including 9/11.” The report says that intelligence claims of connections between Iraq and some terrorist activities were accurate, though the contacts between al-Qaeda and Iraq from the 1990s “did not add up to an established formal relationship.” [CNN, 7/9/2004; New York Times, 7/9/2004]
Divided Opinion on Pressure from Bush Administration - Republicans and Democrats on the committee differ as to whether they believe the CIA and other intelligence agencies groomed or distorted their findings as a result of political pressure from the White House. “The committee found no evidence that the intelligence community’s mischaracterization or exaggeration of intelligence on Iraq’s weapons of mass destruction capabilities was the result of politics or pressure,” Roberts says. However, Rockefeller notes that the report fails to explain fully the pressures on the intelligence community “when the most senior officials in the Bush administration had already forcefully and repeatedly stated their conclusions publicly. It was clear to all of us in this room who were watching that—and to many others—that they had made up their mind that they were going to go to war.” The analysts were subjected to a “cascade of ominous statements,” Rockefeller says, that may have pushed them to slant their analyses in the direction the White House indicated it wanted. The report finds that Vice President Dick Cheney and others who repeatedly visited intelligence agencies (see 2002-Early 2003) pressured intelligence analysts or officials to present particular findings or change their views. However, the report notes repeated instances of analysts exaggerating what they knew, and leaving out, glossing over, or omitting dissenting views. According to the report, the intelligence community released a misleading public version of the October 2002 NIE (see October 4, 2002) that eliminated caveats and dissenting opinions, thus misrepresenting “their judgments to the public which did not have access to the classified National Intelligence Estimate containing the more carefully worded assessments.” [CNN, 7/9/2004; New York Times, 7/9/2004; Cybercast News Service, 7/9/2004] In an interview the evening after the report’s release, Rockefeller is asked if the report documents “a failure of a system or is this a failure of a bunch of individuals who just did their jobs poorly?” Rockefeller responds: “This is a failure of a system.… It is not fair to simply dump all of this on the Central Intelligence Agency. The Central Intelligence Agency does not make the decision, and [former Director] George Tenet does not make the decision to go to war. That decision is made at the other end of Pennsylvania Avenue.… So we went to war under false pretenses, and I think that is a very serious subject for Americans to think about for our future.” Asked “if the president had known then what he knows now, he would have still taken us to war?” Rockefeller answers: “I can’t answer that question. I just ask—the question I ask is, why isn’t he, and maybe he is, why isn’t he as angry about his decision, so to speak his vote on this, as I am about mine?” [PBS, 7/9/2004]
Supporting the Claim of Iraq's Attempt to Purchase Nigerien Uranium - The report states flatly that senior CIA case officer Valerie Plame Wilson made the decision to send her husband, former ambassador Joseph Wilson, to Niger to investigate false claims that Iraq had attempted to purchase uranium from that nation (see February 21, 2002-March 4, 2002). The CIA has demonstrated that Plame Wilson did not make that decision (see February 19, 2002). However, as well as claiming that Plame Wilson sent Wilson to Niger, it claims that Wilson’s report, far from disproving the assertion of an attempt by Iraq to purchase uranium, actually bolstered that assertion. The report states that the question of Iraq’s attempt to buy Nigerien uranium remains “open.” It also says Wilson lied to the Washington Post in June 2004 by claiming that the documents used to support the claim were forgeries (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). “Committee staff asked how the former ambassador could have come to the conclusion that the ‘dates were wrong and the names were wrong’ when he had never seen the CIA reports and had no knowledge of what names and dates were in the reports,” the report states. Wilson told committee members he may have been confused and may have “misspoken” to some reporters (see May 2, 2004). The committee did not examine the documents themselves. [Washington Post, 7/10/2009] The committee made similar claims a year before (see June 11, 2003 and July 11, 2003 and After). Progressive reporter and columnist Joshua Micah Marshall disputes the report’s claim that Wilson’s trip to Niger actually helped prove the assertion that Iraq tried to buy Nigerien uranium. The intelligence reports making the assertion are “fruits of the same poison tree” that produced so many other false and misleading claims, Marshall writes, and were based on the assumption that the forged documents were genuine. [Joshua Micah Marshall, 7/10/2004] In 2007, Plame Wilson will write, “What was missing from the [committee] report was just as telling as the distortions it contained. The ‘Additional Views’ section… had concluded” that she was responsible for sending Wilson to Niger. Yet that was contradicted by a senior CIA official over a year before. Plame Wilson will call the “Additional Views” section “a political smear if there ever was one,” crammed with “distortions and outright lies. Yet it continues to be cited today by Joe’s critics as proof of his lack of credibility.” The Wilsons learn months later that committee Democrats decided not to fight against the attacks on Wilson’s integrity; according to one of the senior Democratic senators on the panel, there was simply too much “incoming” from the Republicans for them to fight every issue. There were “far too many serious substantial disputes” that needed solving, and the Democrats chose to allow the attacks on Wilson to proceed without comment. [Wilson, 2007, pp. 187-190]
Portion of the Report Delayed - Roberts and other Republican majority committee members were successful in blocking Democrats’ attempts to complete the second portion of the report, which delineates the Bush administration’s use of the intelligence findings. That report will not be released until after the November 2004 presidential election. Rockefeller says he feels “genuine frustration… that virtually everything that has to do with the administration” has been “relegated to phase two” and will be discussed at another time. The second part of the committee’s investigation will focus on the “interaction or the pressure or the shaping of intelligence” by the Bush administration, Rockefeller says. “It was clear to all of us that the Bush administration had made up its mind to go to war,” he says, and he believes that such a “predetermination” influenced the intelligence community. Representative Jane Harman (D-CA), the ranking member of the House Intelligence Committee, says she hopes a similar House investigation would address some of those issues. However, she notes, she has been stymied by House Republicans in even launching that investigation. “There has not been the cooperation that there apparently has been on the Senate side,” she says. She has just now managed to wangle a meeting with House Intelligence Committee chairman Porter Goss (R-FL), who is being touted as the next director of the CIA (see September 24, 2004). Harman says, “I would hope we could address [the issues] factually and on a bipartisan basis, but at the moment I don’t have a lot of confidence in it.” [CNN, 7/9/2004; Cybercast News Service, 7/9/2004] Roberts’s spokeswoman Sarah Little later says that the committee has not yet decided whether the second portion of the report will be fully classified, declassified, or even if it will hold hearings. [National Journal, 10/27/2005]
Cheney, Roberts Colluded in Interfering with Report - Over a year later, the media will find that Roberts allowed Cheney and members of his staff to interfere with the committee’s investigation and dramatically limit its scope (see October 27, 2005). Rockefeller will say that he made three separate requests for White House documents during the committee’s investigation, but never received the documents he asked for. “The fact is,” Rockefeller will say, “that throughout the Iraq investigation any line of questioning that brought us too close to the White House was thwarted.” Rockefeller’s spokesperson, Wendy Morigi, will say that Rockefeller will “sadly come to the conclusion that the Intelligence Committee is not capable of doing the job of investigating the fundamental question as to whether the administration has misused intelligence to go to war.” [National Journal, 10/30/2005] Plame Wilson will write: “In the coming months, many reliable sources told us that before the report was issued, there was considerable collusion between the vice president’s office and… Roberts on how to craft the report and its content. So much for checks and balances and the separation of powers.” [Wilson, 2007, pp. 192]

Outgoing Undersecretary of Defense Douglas Feith, one of the key architects of the Iraq occupation, is bemused by the fact that, despite his predictions and those of his neoconservative colleagues, Iraq is teetering on the edge of all-out civil war. He has come under fire from both political enemies and former supporters, with Senator Carl Levin (D-MI) accusing him of deceiving both the White House and Congress, and fellow neoconservative William Kristol accusing him of “being an agent of” disgraced Defense Secretary Donald Rumsfeld (see November 6-December 18, 2006). Feith defends the invasion of Iraq, calling it “an operation to prevent the next, as it were, 9/11,” and noting that the failure to find WMD is essentially irrelevant to the justification for the war. “There’s a certain revisionism in people looking back and identifying the main intelligence error [the assumption of stockpiles] and then saying that our entire policy was built on that error.” Feith is apparently ignoring the fact that the administration’s arguments for invading Iraq—including many of his own assertions—were built almost entirely on the “error” of the Iraqi WMD threat (see July 30, 2001, Summer 2001, September 11, 2001-March 17, 2003, Shortly After September 11, 2001, September 14, 2001, September 19-20, 2001, September 20, 2001, October 14, 2001, November 14, 2001, 2002, 2002-March 2003, February 2002, Summer 2002, August 26, 2002, September 3, 2002, September 4, 2002, September 8, 2002, September 8, 2002, September 10, 2002, September 12, 2002, Late September 2002, September 19, 2002, September 24, 2002, September 24, 2002, September 28, 2002, October 7, 2002, December 3, 2002, December 12, 2002, January 9, 2003, February 3, 2003, February 5, 2003, February 8, 2003, March 22, 2003, and March 23, 2003, among others).
Cultural Understanding Did Not Lead to Success - Feith says he is not sure why what he describes as his deep understanding of Iraqi culture did not lead to accurate predictions of the welcome the US would receive from the Iraqi people (see November 18-19, 2001, 2002-2003, September 9, 2002, and October 11, 2002). “There’s a paradox I’ve never been able to work out,” he says. “It helps to be deeply knowledgeable about an area—to know the people, to know the language, to know the history, the culture, the literature. But it is not a guarantee that you will have the right strategy or policy as a matter of statecraft for dealing with that area. You see, the great experts in certain areas sometimes get it fundamentally wrong.” Who got it right? President Bush, he says. “[E]xpertise is a very good thing, but it is not the same thing as sound judgment regarding strategy and policy. George W. Bush has more insight, because of his knowledge of human beings and his sense of history, about the motive force, the craving for freedom and participation in self-rule, than do many of the language experts and history experts and culture experts.”
'Flowers in Their Minds' - When a reporter notes that Iraqis had not, as promised, greeted American soldiers with flowers, Feith responds that they were still too intimidated by their fear of the overthrown Hussein regime to physically express their gratitude. “But,” he says, “they had flowers in their minds.” [New Yorker, 5/9/2005; Scoblic, 2008, pp. 228-229]

Defense Department analyst Larry Franklin pleads guilty to passing government secrets to two employees of a pro-Israel lobbying group and to an Israeli government official, a violation of the Espionage Act. He is later sentenced to 12 and a half years in prison. [Washington Post, 10/6/2005; Washington Post, 1/21/2006; Savage, 2007, pp. 173] Franklin, an Iran specialist, gave details of US policy towards Iran to Steven Rosen and Keith Weissman, two members of AIPAC (American Israel Public Affairs Committee) which the Washington Post calls “one of Washington’s most influential lobbying organizations.” He also admits to giving classified information directly to Naor Gilon, chief of political affairs at the Israeli Embassy in Washington. Gilon returned to Israel, but Rosen and Weissman have been charged in what prosecutors claim was a conspiracy to obtain and illegally pass classified US information to foreign officials and news reporters. Franklin reportedly has been cooperating with investigators in return for a relatively lenient sentence. [Washington Post, 10/6/2005; Washington Post, 1/21/2006] It appears that Franklin was caught by accident in 2003 as part of a larger FBI investigation into Israeli spying that began in 2001 (see September 9, 2001). Investigators had been monitoring Gilon and were reportedly “floored” to watch Franklin sit down and eat lunch with him. [United Press International, 12/9/2004]

The second part of the Senate Intelligence Committee’s investigation into the mismanagement of intelligence before the Iraq invasion (see July 9, 2004) is being held up by the Pentagon’s internal investigation of former Defense Department official Douglas Feith, one of the department’s primary architects of the war plans (see Late December 2000 and Early January 2001, Shortly After September 11, 2001, September 20, 2001, Fall 2002, and May 9, 2005). The committee is waiting on a report from the Pentagon inspector general on Feith’s alleged role in manipulating pre-war intelligence to support a case for war. Feith is also being investigated by the FBI for his role in an Israeli spy case. One aspect of the committee’s investigation is likely to focus on the efforts by Defense Secretary Donald Rumsfeld to procure top-level security clearances for Feith after he was fired from the National Security Council in 1982 over allegations of espionage (see March 1982). Feith is one of a large number of pro-war conservatives to shuttle in and out of the Pentagon despite being involved in intelligence-related scandals (see Late 1969, October 1970, 1978, April 1979, March 1981, 1983, April 13, 1999-2004, 2001, and October 5, 2005), many of whom were provided security clearances by Rumsfeld. The committee’s report is being delayed because both Feith and the Defense Department refuse to provide documents and witnesses to the committee. The committee is investigating whether Feith and other current and former Defense Department officials broke the 1947 National Security Act by refusing to keep the committee “fully and currently informed of all intelligence activities” and refusing to “furnish the Congressional intelligence committees any information or material concerning intelligence activities, other than covert actions, which is within their custody or control, and which is requested by either of the Congressional intelligence committees in order to carry out its authorized responsibilities.” Senate sources say committee chairman Pat Roberts (R-KS) is not pressuring the Pentagon to cooperate, but instead is deferring to the Pentagon’s Inspector General, in essence allowing the Pentagon to investigate itself. [Raw Story, 1/30/2006] The report will be issued in June 2008, with few of the above issues addressed (see June 5, 2008).

In his book The Greatest Story Ever Sold, author and New York Times media critic Frank Rich writes that President Bush never entered Iraq with any idea of “nation-building.” Bush “never talked about building a democracy in Iraq” during the planning and marketing of the invasion, Rich writes. “The reason he didn’t talk about it was not that he was consciously trying to keep a hidden, hard-to-sell motive secret. The record shows that, for once, Bush’s private convictions actually did match his public stance. Neither he nor the administration had any intention of doing any nation-building. The war plan was an easy exercise in regime change, a swift surgical procedure, after which the Iraqis would be left to build their own democracy by spontaneous civic combustion, like Eastern Europeans after the fall of the Soviet Union. The Americans would hang around in small numbers, perhaps, to protect the oil ministry—the only institution they did protect after routing Saddam. Every single administration action of the time confirms that nation-building was not in the cards. That’s why General Jay Garner was picked as the top American official after the fall of Baghdad (see January 2003): The White House wanted a short-term military emissary rather than a full-dress occupation administrator because the job description required only that he manage a quick turnaround of power to the Iraqis and an immediate exit for American troops. That’s why [Defense Secretary Donald] Rumsfeld and the war cabinet bought a Tommy Franks plan to draw down those troops from 130,000 to 30,000 by the fall of 2003. It’s also why the only serious prewar plan for rebuilding Iraq, the State Department’s ‘Future of Iraq’ project, was shelved by the White House (see April 2002-March 2003). General Anthony Zinni’s ‘Desert Crossing’ plan for Iraq occupation, which he bequeathed to Franks, his successor, was also shunted aside (see April-July 1999). Any such bothersome little details were entrusted instead to the Defense Department’s Douglas Feith, whose only (non) qualification was that he had been a loyal provider of cherry-picked Iraq intelligence to [Vice President Dick] Cheney and [Cheney’s then-chief of staff Lewis ‘Scooter’] Libby before the war.… Had nation-building been in the White House’s plan, surely someone would have bothered to investigate what nation was being rebuilt.” Even after Garner’s replacement by Coalition Provisional Authority chief Paul Bremer (see May 11, 2003), nation-building wasn’t on the agenda. The two heads of “private-sector development” in Iraq were, in Rich’s words, “a former Bush campaign finance chair in Connecticut and a venture capitalist who just happened to be [then-press secretary] Ari Fleischer’s brother.” The CPA was staffed by “twentysomethings with no foreign service experience or knowledge of Arabic simply because they had posted their resumes at the Heritage Foundation (see June 25, 2004).… The ‘nation-building’ that America finally did undertake was an improvised initiative, heavier on PR than on achievement, to justify the mission retroactively. Only then did the war’s diehard defenders disingenuously grandfather it in as a noble calling contemplated by the Bush White House from the start.” [Rich, 2006, pp. 213-214]

The Senate Intelligence Committee releases its long-awaited “Phase II” report on the Bush administration’s use of intelligence in convincing the country that it was necessary to invade Iraq. According to the report, none of the claims made by the administration—particularly that Iraq had WMD and that its government had working ties with Islamist terror organizations such as al-Qaeda—were based in any intelligence reporting. The committee released “Phase I” of its report in July 2004, covering the quality of intelligence used in making the case for war; the second phase was promised “soon afterwards” by the then-Republican leadership of the committee, but nothing was done until after Democrats took over the committee in November 2006. The report is the product of what the Associated Press calls “nasty partisan fight[ing]” among Republicans and Democrats, and largely fails to reveal much information that has not earlier been reported elsewhere. [Associated Press, 6/5/2008] The report is bipartisan in that two Republican committee members, Olympia Snowe (R-ME) and Chuck Hagel (R-NE), joined the committee’s Democrats to sign the report. [Hill, 6/5/2008]
False Linkages between Iraq, Al-Qaeda - Time magazine notes that the report “doesn’t break any new ground,” but tries “to make the case that President Bush and his advisers deliberately disregarded conflicting intel and misled Americans on the severity of the Iraqi threat.” Committee chairman John D. Rockefeller (D-WV) says: “It is my belief that the Bush administration was fixated on Iraq, and used the 9/11 attacks by al-Qaeda as justification for overthrowing Saddam Hussein. To accomplish this, top administration officials made repeated statements that falsely linked Iraq and al-Qaeda as a single threat.” [Time, 6/6/2008]
Examination of Five Speeches - The report looks at the statements of current and former Bush administration officials such as President Bush, Vice President Cheney, Secretary of State Colin Powell, and Defense Secretary Donald Rumsfeld, between October 2002 and the actual invasion of Iraq in March 2003 (see January 23, 2008), largely focusing on five speeches:
bullet Cheney’s speech to the Veterans of Foreign Wars National Convention (see August 26, 2002);
bullet Bush’s statement to the UN General Assembly (see September 12, 2002);
bullet Bush’s speech in Cincinnati (see October 7, 2002);
bullet Bush’s State of the Union speech (see 9:01 pm January 28, 2003);
bullet and Powell’s presentation to the United Nations Security Council (see February 5, 2003).
The report contrasts these speeches and statements to intelligence reports that have since then been released. The report only assesses the veracity of public comments made by Bush officials, and does not delve into any possible behind-the-scenes machinations by those officials or their surrogates. Some of the report’s conclusions:
bullet “Statements which indicated that [Saddam] Hussein was prepared to give WMDs to terrorists were inconsistent with existing intelligence at the time, as were statements that suggested a partnership between the two.”
bullet “Claims that airstrikes on their own would not be sufficient to destroy purported chemical and biological weapons in Iraq were unsubstantiated.”
bullet “Most statements that supported the theory that Hussein had access to or the capacity to build chemical, biological, or even nuclear weapons did not take into account the disagreements between intelligence agencies as to the credibility of the WMD allegations.”
'Statements beyond What the Intelligence Supported' - Rockefeller says the administration concealed information that contradicted their arguments that an invasion was necessary. “We might have avoided this catastrophe,” he says. The report finds that while many of the administration’s claims were supported by at least some intelligence findings, the administration routinely refused to mention dissents or uncertainties expressed by intelligence analysts about the information being presented. The committee’s five Republicans assail the report as little more than election-year partisanship, and accuse Democrats of using the report to cover for their own members, including Rockefeller and Carl Levin (D-MI), who supported the administration’s push for war at the time. [Senate Intelligence Committee, 6/5/2008 pdf file; Associated Press, 6/5/2008; Time, 6/6/2008] Rockefeller answers the Republican charges by saying, “[T]here is a fundamental difference between relying on incorrect intelligence and deliberately painting a picture to the American people that you know is not fully accurate.” Committee member Dianne Feinstein (D-CA) writes in a note attached to the report: “Even though the intelligence before the war supported inaccurate statements, this administration distorted the intelligence in order to build its case to go to war. The executive branch released only those findings that supported the argument, did not relay uncertainties, and at times made statements beyond what the intelligence supported.” [Huffington Post, 6/5/2008]
