Vice President Dick Cheney, formerly the chief of staff for President Gerald Ford (see November 4, 1975 and After), says, “Watergate and a lot of the things around Watergate and Vietnam, both during the ‘70s served, I think, to erode the authority… the president needs to be effective, especially in the national security area.” Cheney says that he and George W. Bush have restored some of “the legitimate authority of the presidency” that was taken away in the aftermath of Watergate. “I think the vice president ought to reread the Constitution,” retorts Senator Edward Kennedy (D-MA).
