[Source: Find a Grave (,com)]The government of Iran is overthrown by Iranian rebels and the CIA in a coup codenamed Operation Ajax. The coup was planned by CIA operative Kermit Roosevelt after receiving the blessings of the US and British governments. Muhammad Mosaddeq is deposed and the CIA promptly reinstates Shah Mohammad Reza Pahlavi on the throne. The Shah’s secret police, SAVAK, trained by the CIA and Israel’s Mossad, are widely perceived as being as brutal and terrifying as the Nazi Gestapo in World War II. British oil interests in Iran, partially nationalized under previous governments, are returned to British control. American oil interests are retained by 8 private oil companies, who are awarded 40% of the Iranian oil industry. US General Norman Schwarzkopf, Sr. (father of the general with the same name in the 1991 Gulf War) helps the Shah develop the fearsome SAVAK secret police. [ZNet, 12/12/2001; Global Policy Forum, 2/28/2002] Author Stephen Kinzer will say in 2003, "The result of that coup was that the Shah was placed back on his throne. He ruled for 25 years in an increasingly brutal and repressive fashion. His tyranny resulted in an explosion of revolution in 1979 the event that we call the Islamic revolution. That brought to power a group of fanatically anti-Western clerics who turned Iran into a center for anti-Americanism and, in particular, anti-American terrorism. The Islamic regime in Iran also inspired religious fanatics in many other countries, including those who went on to form the Taliban in Afghanistan and give refuge to terrorists who went on to attack the United States. The anger against the United States that flooded out of Iran following the 1979 revolution has its roots in the American role in crushing Iranian democracy in 1953. Therefore, I think it’s not an exaggeration to say that you can draw a line from the American sponsorship of the 1953 coup in Iran, through the Shah’s repressive regime, to the Islamic revolution of 1979 and the spread of militant religious fundamentalism that produced waves of anti-Western terrorism." The US, the Soviet Union, Great Britain, and 58 other countries sign the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). The NPT’s preamble refers explicitly to the goal of a comprehensive nuclear test ban, and to the “determination expressed by the parties [to the treaty] to seek to achieve the discontinuance of all test explosions of nuclear weapons for all time.” The NPT will become effective on March 5, 1970. [Federation of American Scientists, 12/18/2007] In 2008, author J. Peter Scoblic will write that the NPT “relied heavily on appeals to national interest.” Scoblic will continue: “Given that the treaty allows five states to legally possess nuclear weapons while prohibiting the other 183 from ever developing them, why did dozens of states agree to the top-tiered, discriminatory system—a system of nuclear apartheid, as India put it (see June 20, 1996)? Because it made sense for them to do so.” The NPT gives nations a chance to opt out of nuclear arms races with their neighbors, and gives them the opportunity to share in nuclear technology for peaceful purposes. Over the years, far more nations will, under the NPT, give up their nascent nuclear programs—Taiwan, Brazil, Argentina, South Korea, others—than start them in defiance of the treaty. The US and the Soviet Union sign the Anti-Ballistic Missile Systems (ABM) Treaty. It will be ratified by the US Senate in August 1972, and will go into force in October 1972. Originally, the treaty agrees that each nation can have only two ABM deployment areas, located so that those areas cannot provide a nationwide ABM defense or become the basis for developing one. In essence, the ABM Treaty prevents either nation from developing a missile defense system (see March 23, 1983), and allows each country the likelihood of destroying the other with an all-out nuclear barrage. The treaty puts in place the doctrine of MAD, or Mutual Assured Destruction, which states that because both nations can obliterate the other in a nuclear exchange, neither one will trigger such a strike. In 1976, an addendum to the treaty further limits the number of ABM deployment areas from two to one; the Soviets will deploy a rudimentary ABM system around Moscow, but the US never does, and even deactivates its single ABM site near Grand Forks, North Dakota. In 2001, US President George W. Bush will unilaterally withdraw from the treaty (see December 13, 2001 and June 14, 2002). [Federation of American Scientists, 1/15/2008]

Respected Cold War foreign policy expert Paul Nitze, formerly a proponent of arms negotiations with the Soviet Union, writes an article for Foreign Affairs magazine that breaks with his previous positions (see 1976). According to author J. Peter Scoblic, Nitze’s anti-Communist stance finally overwhelms his inclination towards negotiations. Nitze writes a powerful screed opposing the SALT II arms negotiation discussions with the USSR, writing, “[T]here is every prospect that under the terms of the SALT agreements the Soviet Union will continue to pursue a nuclear superiority that is not merely quantitative but designed to produce a theoretical war-winning capability.” Soviet policy is to consider the possibility of winning a nuclear war, Nitze writes, and for years the USSR has pursued a nuclear advantage over the US. The Vladivostok agreement (see November 23, 1974), he says, gives the USSR the capability of taking out the US’s intercontinental ballistic missiles (ICBMs) with a single first strike, leaving the US left to defend itself with only submarine-launched nuclear missiles. The US would hesitate to launch such a counterstrike, Nitze argues, because the USSR would then decimate American cities with a second strike. Therefore, Nitze writes, arms negotiations with the USSR are pointless. “Unfortunately, I believe the record shows that neither negotiations nor unilateral restraint have operated to dissuade Soviet leaders from seeking a nuclear war-winning capability—or from the view that with such a capability they could effectively use pressure tactics to get their way in crisis situations.” Similarly, he writes, the entire process of detente—the gradual easing of tensions between the two superpowers—is wrongheaded and must be abandoned. The only option the US has, Nitze argues, is to ratchet up its own warmaking capabilities, and renew its focus on a viable missile defense system. Nitze’s article galvanizes conservatives, some moderate Republicans, and the emerging bloc of neoconservatives, and stiffens their combined resolve to oppose arms negotiations with the Soviets. [Foreign Affairs, 1/1976; Scoblic, 2008, pp. 81-82] Nitze will soon join the “Team B” group of conservative and neoconservative analysts (see Early 1976 and November 1976).

Late 1979: MEK Expelled from Iran

The Mujahedeen-e Khalq (MEK) is expelled from Iran and takes refuge in Iraq. In exile, the group develops an overseas support structure and creates the National Liberation Army (NLA), which acquires tanks, armored vehicles, and heavy artillery. The group will receive support from Saddam Hussein until he is toppled by a US invasion in 2003 (see March 19, 2003). [US Department of State, 4/30/2003]

Newly elected President Ronald Reagan begins his first term with a cabinet and senior staff made up of two quite different brands of conservatives. Reagan biographer Lou Cannon, in his 1991 book President Reagan: The Role of a Lifetime, will describe an administration riven between “pragmatists” or “realists,” whom their opponents dismiss as “accomodationists” or “one-worlders,” and “conservatives” or “Reaganauts,” whom their opponents label “crazies” or “hard-liners.” Both groups staunchly oppose communism and support increased defense spending, but they diverge on the subject of negotiating with the Soviet Union. The “pragmatists” favor working to extend the idea of detente with the USSR, while the “Reaganauts” see any such negotiations as nothing but appeasement of a murderous and implacable foe (see June 18, 1979-Winter 1979). During Reagan’s first term, particularly in the first three years, the “Reaganauts” hold the upper hand in setting his administration’s foreign policy. In 2008, author J. Peter Scoblic will write, “This period marked the closest conservatives came during the Cold War to seeing their principles translated into policy.” It also marks the closest the world came to an all-out nuclear war between the two superpowers since the Cuban Missile Crisis of 1963 (see November 2-11, 1983). The “pragmatists” will have much more say in setting policy during the last five years of Reagan’s presidency, and as a result will help engineer a dramatic reduction in tensions between the US and the Soviet Union as well as a treaty eliminating an entire class of nuclear weapons (see December 7-8, 1987). By the end of Reagan’s presidency, many conservatives have gone from enthusiastically supporting his policies to considering him a traitor to their ideology (see 1988). [Scoblic, 2008, pp. 115-116]

In conjunction with his huge peacetime military buildup (see Early 1981 and After), President Reagan strongly opposes any sort of arms control or limitation discussions with the Soviet Union.
Rostow to ACDA - As a member of the Committee on the Present Danger (CPD—see 1976), Reagan had spoken out against the SALT II arms control treaty with the USSR (see June 18, 1979-Winter 1979), calling it “fatally flawed.” He has opposed every significant arms limitation agreement since 1963, no matter whether it was negotiated by Republican or Democratic administrations. To continue his opposition, Reagan appoints Eugene Rostow to head the Arms Control and Disarmament Agency (ACDA). Rostow, a fellow CPD member, is flatly opposed to any sort of arms control or disarmament agreement with the Soviet Union, and had led the CPD fight against the SALT II agreement. “Arms control thinking drives out sound thinking,” he told the Senate. [Scoblic, 2008, pp. 118-120] During his confirmation hearings, Rostow tells Senate questioners that the US could certainly survive a nuclear war, and gives World War II-era Japan as an example—that nation “not only survived but flourished after a nuclear attack.” When asked if the world could survive a full nuclear attack of thousands of nuclear warheads instead of the two that Japan had weathered, Rostow says that even though the casualties might be between “ten million… and one hundred million… [t]he human race is very resilient.” [Scoblic, 2008, pp. 126] Rostow’s aide at the ACDA, Colin Gray, says that “victory is possible” in a nuclear war provided the US is prepared to fight. [Scoblic, 2008, pp. 127]
Burt to State Department - Reagan names Richard Burt to head the State Department’s Bureau of Politico-Military Affairs, the State Department’s primary liaison with the Defense Department. Burt, a former New York Times reporter, is one of the few journalists synpathetic to the CPD, and recently called the SALT agreement “a favor to the Russians.” Just before joining the Reagan administration, Burt called for reductions in nuclear arms controls: “Arms control has developed the same kind of mindless momentum associated with other large-scale government pursuits. Conceptual notions of limited durability, such as the doctrine of mutual assured destruction [MAD], have gained bureaucratic constituencies and have thus been prolonged beyond their usefulness. There are strong reasons for believing that arms control is unlikely to possess much utility in the coming decade.” [Scoblic, 2008, pp. 118-120; US Department of State, 2008]
Perle to Defense Department - Perhaps the most outspoken opponent of arms control is neoconservative Richard Perle, named as assistant defense secretary for international security affairs. Perle, until recently the national security adviser to Senator Henry “Scoop” Jackson (D-WA—see Early 1970s), will quickly become, in author J. Peter Scoblic’s words, “the administration’s chief arms control obstructionist, dubbed ‘the Prince of Darkness’ by his enemies.” Perle once said: “The sense that we and the Russians could compose our differences, reduce them to treaty constraints… and then rely on compliance to produce a safer world. I don’t agree with any of that.” Now Perle is poised to act on his beliefs. [Scoblic, 2008, pp. 118-120]
Vice President Bush - Although seen as a pragmatist and not a hardline conservative (see January 1981 and After), Vice President George H. W. Bush is also optimistic about the chances of the US coming out on top after a nuclear exchange with the Soviet Union. During the 1980 campaign, he told a reporter: “You have a survivability of command and control, survivability of industrial potential, protection of a percentage of your citizens, and you have a capability that inflicts more damage on the opposition tham it inflicts on you. That’s the way you can have a winner.” [Scoblic, 2008, pp. 126-127]
Other Appointees - Perle’s immediate supervisor in Defense is Fred Ikle, who headed ACDA in 1973 and helped battle back part of the original SALT agreement. Ikle will be primarily responsible for the Pentagon’s “five-year plan” that envisions a “protracted nuclear war” as a viable option (see March 1982). Defense Secretary Caspar Weinberger considers the standoff between the US and the Soviet Union akin to the situation between Britain and Nazi Germany in 1938, with himself and his ideological confreres as Britain’s Winston Churchill and any attempt at arms control as nothing but appeasement. Energy Secretary James B. Edwards says of a hypothetical nuclear war, “I want to come out of it number one, not number two.” Pentagon official Thomas Jones tells a reporter that the US could handily survive a nuclear exchange, and fully recover within two to four years, if the populace digs plenty of holes, cover them with wooden doors, and bury the structures under three feet of dirt. “If there are enough shovels to go around, everybody’s going to make it,” he says. Reagan’s second National Security Adviser, William Clark, will, according to Reagan official and future Secretary of State George Shultz, “categorically oppos[e] US-Soviet contacts” of any kind. Some of the administration’s more pragmatic members, such as Reagan’s first Secretary of State Alexander Haig, will have limited access to Reagan and be cut off from many policy-making processes by Reagan’s more hardline senior officials and staffers. President Reagan, recuperating from surgery to remove an assassin’s bullet, tells bedside visitor Terence Cardinal Cooke that God spared his life so that he might “reduce the threat of nuclear war.”
Censored Letter to Brezhnev - The day after his conversation with Cooke, Reagan pens a letter to Soviet Premier Leonid Brezhnev calling for “disarmament” and a “world without nuclear weapons.” Brezhnev does not read Reagan’s words; Reagan’s aides, horrified at the letter, rewrite it and strip out all the phrases calling for a reduction in nuclear weapons before sending it to Brezhnev.
Aides Refuse to Draw up Plans for Disarmament - In the following weeks, Reagan will call nuclear weapons “horrible” and “inherently evil,” and order his aides to draw up plans for their elimination. His aides will refuse to deliver those plans; one adviser, Richard Burt (see Early 1981 and After), will exclaim: “He can’t have a world without nuclear weapons! Doesn’t he understand the realities?”
Wants to Stop Nuclear Armageddon - Reagan believes in the literal Biblical story of Armageddon—the End Times—and believes that it will come about through the use of nuclear weapons. Unlike some conservative Christians (and some of his advisers), he does not relish the prospect, and in fact believes it is his task to prevent it from happening.
Plans to Reduce Nuclear Arms Based on Prescience, Ignorance - Author J. Peter Scoblic will note it is difficult to reconcile the view of Reagan as an advocate of nuclear disarmament with the confrontational, sometimes apocalyptic rhetoric and actions by him and his administration (see Early 1981 and After, Early 1981 and After, September 1981 through November 1983, March 1982, and Spring 1982), but Scoblic will write: “Each of these efforts, however, can also be interpreted as a sincere, if misguided, product of Reagan’s hatred of nuclear weapons. Reagan believed that the Soviets would reduce their atomic arsenal only if they were faced with the prospect of an arms race.” Reagan realizes—ahead of many of his advisers—that the USSR was moving towards a calamitous economic crisis, and believes that the Soviets will choose to step back from further rounds of escalation in order to save their economy from complete collapse. He also believes, with some apparent conflict in logic, that the only way to reduce US nuclear arms is to increase the nation’s military arsenal. “Reagan emphasized time and again, that the aim of his arms build-up was to attain deep cuts in nuclear weapons,” biographer Paul Lettow will write. “[M]ost people did not listen to what he was actually saying.” Scoblic cites what he calls Reagan’s profound ignorance of nuclear strategy and tactical capabilities as another driving force behind Reagan’s vision of nuclear disarmament. He is not aware that submarines and long-range bombers carry nuclear missiles; he believes that submarine-based nuclear missiles can be called back once in flight. Both ideas are wrong. He tells foreign policy adviser Brent Scowcroft that he did not realize the primary threat from the Soviet Union was that its gigantic arsenal of ICBMs might obliterate the US’s own ICBM stockpile. When journalists ask him how the MX missile program (see 1981) that he has asserted will rectify the threat to American ICBMs, as he has asserted, he confesses that he does not know. And he honestly does not seem to understand that his administration’s confrontational, sometimes overtly belligerent actions (see May 1982 and After, June 8, 1982, March 23, 1983, and November 2-11, 1983) cause apprehension and even panic among the Soviet military and political leadership. Scoblic will write that like other hardline conservatives, “Reagan could not believe that anyone could perceive the United States as anything but righteous.”
'Subject to Manipulation' - Reagan’s desire for a reduction in nuclear arms is not matched by any depth of understanding of the nuclear weapons issues. Therefore, Scoblic will observe, “[h]e was susceptible to manipulation by advisers who shared his militant anti-communism but not his distaste for nuclear deterrence and who wanted neither arms reduction nor arms control.” When he names George Shultz as his secretary of state in mid-1982, he gains a key ally in his plans for nuclear reduction and a counterweight to arms-race advocates such as Defense Secretary Caspar Weinberger and other hardliners who have worked (and continue to work) to sabotage the administration’s arms negotiations with the Soviet Union. He gains another ally when he replaces National Security Adviser William Clark with the more pragmatic Robert McFarlane. Both Shultz and McFarlane will support Reagan’s desire to begin sincere negotiations with the USSR on reducing nuclear arms, as does his wife, Nancy Reagan, who wants her husband to be remembered by history as reducing, not increasing, the risk of nuclear war. Reagan officials reopen the stalled Intermediate-Range Nuclear Forces (INF) arms limitation talks with the Soviet Union, against the advice of President Reagan’s more hardline officials (see January 1981 and After). The talks center on the Soviets’ SS-20 missile, designed to strike European targets. In return, then-President Carter had agreed to deploy US intermediate-range nuclear missiles—Pershing II’s and Tomahawks—in West Germany and Italy by 1983. According to author J. Peter Scoblic, the missiles have little real military value, as American ICBMs, submarine-based nuclear missiles, and long-range bombers could destroy Soviet targets with near-impunity. They do, however, have some political significance, mostly in helping tie European security to US security. Carter had agreed to open talks with the Soviets to get rid of the SS-20s entirely.
Hardliners Sabotage Talks - The more pragmatic Reagan officials succeed in reopening the talks; Reagan hardliners, thwarted in stopping the talks, set about sabotaging them in any way available. When arguments in favor of delays and “further study” finally fail, they pressure Reagan to offer an agreement they know the Soviets will refuse: the so-called “zero option,” which originates with Defense Department official Richard Perle (see Early 1981 and After). Perle says that the Soviets should remove all of the SS-20s, and in return, the US will not deploy its Pershings and Tomahawks—in essence, having the Soviets concede something for essentially nothing. State Department officials suggest a fallback position in case the Soviets reject Perle’s offering; in his turn, Perle appears before the Senate Armed Services Committee and compares anyone who opposes his zero-sum offering to Neville Chamberlain’s appeasement of Adolf Hitler in 1938.
'Walk in the Woods' - When the Soviets reject Perle’s option, Reagan hardliners argue that the government should accept no compromise. The head of the INF negotiation team, Paul Nitze—a Cold War figure who has come out against arms control (see January 1976) but is not fully trusted by the hardline ideologues because of his history as an arms negotiator—wants a compromise. In official negotiations, he sticks to the all-or-nothing position of Perle, but opens private, informal negotiations with his Soviet counterpart, Yuli Kvitsinsky. One afternoon in 1982, Nitze and Kvitsinsky go for what later becomes known as their “walk in the woods.” Sitting together on a log during an afternoon rainstorm, the two hammer out an agreement that greatly favors the US—mandating a 67 percent reduction in Soviet SS-20s and allowing the US to deploy an equal number of Tomahawks. Not only would the Soviets have to reduce their already-deployed contingent of missiles and the US be allowed to deploy missiles, because the Tomahawks carry more independent warheads than the SS-20s, the US would have a significant advantage in firepower. The deal also sets limits on SS-20 deployments in Asia, and forbids the Soviets from developing ground-launched cruise missiles. In return, the US would agree not to deploy its Pershing missiles.
Hardliners Block Agreement - Perle and his hardline allies in the Reagan administration succeed in blocking acceptance of the Nitze-Kvitsinsky agreement. As author J. Peter Scoblic later writes, “Perle’s ideological obstructionism—concisely conveyed in his disparagement of Nitze as ‘an inverterate problem-solver’—reached fantastic heights.” Perle first tried to block Reagan from even learning the details of the agreement, and lied to Reagan, asserting falsely that the Joint Chiefs of Staff opposed the agreement. Perle, in conjunction with Defense Secretary Caspar Weinberger, eventually convinces Reagan to stick to the “zero option.” Perle argues against pressure from key US allies such as Britain’s Margaret Thatcher, telling Reagan, “We can’t just do something; we’ve got to stand there—and stand firm.” In 1983, Perle tells Weinberger that it would be better for the US to deploy no missiles at all than to accept the agreement. Scoblic will write: “In other words, he argued that foregoing deployment in return for nothing was better than foregoing deployment in exchange for something. The position made no sense, but the Reagan team held firm to it, once again preventing the adoption of a viable arms control deal.” When the US deploys Pershing missiles in Europe in November 1983, the Soviets walk out of the talks. President Reagan, giving a speech at his alma mater, Eureka College, renames the US-USSR SALT (Strategic Arms Limitation Talks) negotiations START (Strategic Arms Reduction Talks). The renamed negotiations reflect profound dissension within the administration for and against arms limitation talks (see January 1981 and After and Early 1981 and After). State Department official Richard Burt, formerly opposed to arms negotiations, wants to ramp up the SALT talks and seek reductions in warheads and launchers. Defense Department official Richard Perle, the neoconservative who is working to block another arms limitation with the Soviet Union (see September 1981 through November 1983), wants to focus on payloads and “throw weight.” The administration’s compromise between the two positions—START—“ma[kes] no sense whatsoever,” according to author J. Peter Scoblic.
Initial Proposal Unacceptable to Soviets - START’s initial position—reducing each side’s deployment to 850 nuclear missiles and 5,000 warheads, of which no more than 2,500 can be on ICBMs—sounds like a significant reduction on paper, but many experts on all sides of the nuclear arms issue worry that such an agreement, putting so many warheads on so few missiles, would actually encourage each side to consider a first strike in a crisis. Arms control proponent Paul Warnke says, “If the Russians accept Mr. Reagan’s proposal, he’ll be forced to reject it himself.” But because of the disparity in missile configurations between the US and the Soviets, such an agreement would require the Soviets to drastically reduce their nuclear arsenal by 60 percent, while the US would lose almost nothing; therefore, the Soviets would never agree to such a proposal. Scoblic will note that as an opening gambit this proposal might be successful, if the Americans were prepared to back down somewhat and give the Soviets something. But the US negotiators have no intention of backing down. The Soviets are keenly interested in the US agreeing to reduce the number of cruise missiles it has deployed, but Reagan signs a National Security Directive forbidding US negotiators from even discussing the idea until the Soviets made significant concessions on “throw weight,” essentially tying his negotiators’ hands.
Chief US Negotiator Insults Soviets - The negotiations are made more difficult by the US team’s chief negotiator, Edward Rowny. Rowny, a former national security adviser to hardline Senator Jesse Helms (R-NC), does not believe in diplomacy with anyone, particularly the Soviets. According to Scoblic, Rowny believes in “telling it like it is” to his Soviet counterparts, which Scoblic calls “insulting one’s negotiating opponents.” As he has no real negotiating latitude, Rowny’s diplomacy consists of little more than insults towards his Soviet counterparts. He tells them they do not understand the issues, boasts of his own Polish (i.e. anti-Russian) heritage, even stages walkouts over the seating arrangements. Rowny feels that he is opening a new era in negotiations, but in reality, the START talks are making no progress. [Scoblic, 2008, pp. 123-124]

The idea of detente between the US and the Soviet Union has been all but abandoned, and European allies of the US use the term “Cold War II” to describe the new, chilly relations between the two superpowers. French President Francois Mitterrand compares the situation to the 1962 Cuban crisis and the 1948 confrontation over Berlin. American Cold War expert George Kennen says that the confrontation has the “familiar characteristics, the unfailing characteristics, of a march toward war—that and nothing else.” While there is little confrontation between the two in a military sense, the tensions are largely manifested in the rhetoric of the two sides, with President Reagan calling the USSR an “evil empire” (see March 8, 1983) and declaring that American democracy will leave Soviet communism on “the ash-heap of history” (see June 8, 1982). In return, Soviet General Secretary Yuri Andropov calls Reagan “insane” and “a liar.” The Soviet propaganda machine releases a storm of invective against Reagan and the US in general, comparing Reagan to Adolf Hitler and America to Nazi Germany. CIA analyst Benjamin Fischer will later write, “Such hyperbole was more a consequence than a cause of tension, but it masked real fears” (see May 1981). The Soviets are particularly worried about the US’s intermediate-range ballistic missiles (IRBMs), the Pershing IIs, to be deployed throughout Europe (see September 1981 through November 1983), as well as the Americans’ new cruise missiles, the Tomahawks. Once those missiles are in place, the US, if it so desired, could destroy most of the Soviets’ own ballistic missile sites with only four to six minutes’ warning. US Hardliners 'Ecstatic' - Hardliners in and out of the Reagan administration are, in author J. Peter Scoblic’s characterization, “ecstatic, seeing SDI as the ultimate refutation of [the principle of] mutual assured destruction and therefore of the status quo, which left [the US] unable to seek victory over the Soviet Union.” The day after the speech, Senator Barry Goldwater (R-AZ) sends Reagan a one-sentence letter: “That was the best statement I have heard from any president.”
'Less Suicidal' Adjunct to First Strike - Scoblic will write that if SDI is implemented as envisioned, “[a]lthough the Soviets would still be able to inflict enough damage that a first strike by the United States would be suicidal, it would be ‘less suicidal’ to the extent that such a concept made sense, which some Reagan officials believed it did. In short, SDI was a better adjunct to a first strike than it was a standalone defense. That made it critically destabilizing, which is why missile defense had been outlawed by [earlier treaties] in the first place.” [Scoblic, 2008, pp. 129-130]

Though President Reagan has long vowed to reduce the number of nuclear weapons between the US and Soviet Union (see April 1981 and After and March-April 1982), because of a variety of factors—his recalcitrant anti-communism (see May 27, 1981, June 8, 1982, and March 8, 1983), his belief that escalating the arms race between the two countries would force the Soviets to give up their attempt to stay abreast of the Americans (see Early 1981 and After, Early 1981 and After, and Spring 1982), and his aides’ success at sabotaging the US-Soviet arms negotiations (see January 1981 and After, September 1981 through November 1983, May 1982 and After, and April 1983-December 1983)—recent events (see November 2-11, 1983 and November 20, 1983) have convinced him that he must fundamentally change the way he approaches the US’s dealings with the Soviets. He tells reporters that he will no longer refer to the USSR as “the focus of evil.” He drops what is known as “the standard threat speech” and begins speaking more frequently and openly of nuclear disarmament, to the dismay of many of his hardline advisers. In one speech, he says: “The fact that neither of us likes the other system is no reason to refuse to talk. Living in this nuclear age makes it imperative that we do talk.” Speechwriter Jack Matlock, a pragmatist recently put in charge of the National Security Council’s Soviet affairs desk, wins Reagan’s approval to insert a quote from a speech by President Kennedy: “So let us not be blind to our differences, but let us also direct attention to our common interests and to the means by which those differences can be resolved.” He stops using terms like “conflict” in favor of terms such as “misunderstandings.” The rhetoric of “good vs evil,” of “us vs them,” is set aside in favor of discussions of mutual interests and problem solving. The meeting, later known as the “fireside summit,” comes after months of Gorbachev’s reforms in the USSR—“glasnost,” or openness to government transparency; “perestroika,” a retooling of the moribund Stalinist economy; and a dogged anti-alcohol campaign, among others. Gorbachev has packed the Kremlin with officials such as new Foreign Minister Edvard Shevardnadze and chief economist Alexander Yakovlev, who back his reform campaigns. (Yakolev has even proposed democratization of the Soviet Communist Party.) Reagan and Gorbachev have exchanged several letters which have helped build relations between the two leaders. Reagan, unlike some of his hardline advisers, is excited about the summit, and has diligently prepared, even holding mock debates with National Security Council member Jack Matlock playing Gorbachev. Reagan has also quietly arranged—without the knowledge of his recalcitrant hardline advisers—for an extension of the scheduled 15-minute private meeting between himself and Gorbachev. The two actually talk for five hours. Nothing firm is agreed upon during this first meeting, but as Reagan later recalls, it marks a “fresh start” in US-Soviet relations. Gorbachev returns to the USSR promoting his and Reagan’s agreement on the need to reduce nuclear arms; Reagan presents the summit as a “victory” in which he did not back down to Soviet pressure, but instead emphasized the need for the Soviets to honor basic human rights for their citizens. Gorbachev realizes that Reagan’s abhorrence of nuclear weapons and his desire for a reduction in nuclear arms (see April 1981 and After) is personal and not shared by many of his administration’s officials, much less the US defense industry. As a result, he focuses on personal contacts and appeals to Reagan, and puts less stock in formal negotiations between the two. North Korea ratifies the Nuclear Non-Proliferation Treaty, which is aimed at stopping the spread of nuclear weapons. The treaty binds North Korea, which builds another nuclear reactor in the mid-1980s, to put stronger safeguards in place, installing cameras and allowing permanent access to International Atomic Energy Agency (IAEA) inspectors at all its facilities. However, the North Koreans will drag their feet and not meet deadlines for implementing safeguards until the early 1990s, citing the presence of US nuclear missiles in South Korea. Soviet leader Mikhail Gorbachev, following up on the successful “fireside summit” between himself and Ronald Reagan (see November 16-19, 1985), sends Reagan a letter calling for drastic reductions in US and Soviet nuclear weapons. He proposes the complete eradication of all nuclear weapons by the year 2000. He proposes cutting strategic arsenals by half, banning space-based weapons outright, and halting nuclear testing. He also proposes the complete dismantlement of all intermediate-range systems in Europe—in essence accepting the US’s “zero option” that was such a sticking point in earlier negotiations (see September 1981 through November 1983). [Scoblic, 2008, pp. 139-140] One administration hardliner, chief arms negotiator Edward Rowny (see May 1982 and After), warns Reagan that the Soviets are inherently untrustworthy and begs him “not to go soft on this.” Instead of giving Rowny what he wants, Reagan launches into what Rowny will later recall as a Martin Luther King-like speech: “I have a dream. They base their discussion on Gorbachev’s January proposals of deep cuts in the two nations’ nuclear arsenals (see January 1986).
Elimination of All Nuclear Weapons by 1996 - Gorbachev and his negotiators begin by reiterating Gorbachev’s proposals for a 50 percent cut in all nuclear weapons, deep reductions in Soviet ICBMs, and the elimination of all European-based intermediate nuclear weapons. Reagan and his negotiators counter with a proposal for both sides to destroy half of their nuclear ballistic missiles in the next five years, and the rest to be destroyed over the next five, leaving both sides with large arsenals of cruise missiles and bomber-based weapons. Gorbachev ups the ante, proposing that all nuclear weapons be destroyed within 10 years. Reagan responds that it would be fine with him “if we eliminated all nuclear weapons,” implicitly including all tactical nuclear weapons in Europe and everywhere else. Gorbachev says, “We can do that,” and Secretary of State George Shultz says, “Let’s do it.”
Agreement Founders on SDI - The heady moment is lost when the two sides fail to reach an agreement on SDI—the Americans’ “Star Wars” missile defense system (see March 23, 1983). Gorbachev cannot accept any major reductions in nuclear weapons if the US has a viable missile defense system; Reagan is convinced that SDI would allow both sides to eliminate their nuclear weapons, and offers the SDI technology to the Soviets. Gorbachev finds Reagan’s offer naive, since there is no guarantee that future presidents would honor the deal. Reagan, in another example of his ignorance of the mechanics of the US nuclear program (see April 1981 and After), does not seem to realize that even a completely effective SDI program would not defend against Soviet cruise missiles and long-range bombers, and therefore would not end the threat of nuclear destruction for either side. Author J. Peter Scoblic will later write, “[SDI] would have convinced the Soviet Union that the United States sought a first-strike capability, since the Americans were so far ahead in cruise missile and stealth bomber technology.” Gorbachev does not ask that the US abandon SDI entirely, but simply observe the terms of the 1972 Anti-Ballistic Missile treaty (see May 26, 1972) and confine SDI research to the laboratory. Reagan refuses. Gorbachev says that if this is the US’s position, then they would have to “forget everything they discussed.” Foreign Minister Eduard Shevardnadze breaks in, saying that the two nations are “so close” to making history that “if future generations read the minutes of these meetings, and saw how close we had come but how we did not use these opportunities, they would never forgive us.” But the agreement is not to be.
Participants' Reactions - As Shultz later says, “Reykjavik was too bold for the world.” Shultz tells reporters that he is “deeply disappointed” in the results, and no longer sees “any prospect” for a third summit. Gorbachev tells reporters that Reagan’s insistence on retaining SDI had “frustrated and scuttled” the opportunity for an agreement. Gorbachev says he told Reagan that the two countries “were missing a historic chance. Never had our positions been so close together.” Reagan says as he is leaving Iceland that “though we put on the table the most far-reaching arms control proposal in history, the general secretary [Gorbachev] rejected it.” Scoblic will later write, “In the end, ironically, it was Reagan’s utopianism, hitched as it was to a missile shield, that preserved the status quo.” [Washington Post, 10/13/1986; Scoblic, 2008, pp. 140-142]
Hardline Sabotage - One element that contributes to the failure of the negotiations is the efforts to undermine the talks by hardline advisers Richard Perle and Ken Adelman, who tell Reagan that confining SDI to research facilities would destroy the program. Perle and Adelman are lying, but Reagan, not knowing any better, believes them, and insists that SDI remain in development. [Scoblic, 2008, pp. 143-144]
Going Too Far? - Reagan’s negotiators, even the most ardent proponents of nuclear reduction, are shocked that he almost agreed to give up the US’s entire nuclear arsenal—with Shultz’s encouragement. British Prime Minister Margaret Thatcher and French President Francois Mitterand are horrified at the prospect, given that NATO’s nuclear arsenal in Europe is the only real counterweight to the huge Red Army so close to the borders of Western European nations. [Scoblic, 2008, pp. 140-142]
Failure of Trust - The US-Soviet talks may well have foundered on an inability of either side to trust the other one to the extent necessary to implement the agreements. During the talks, Soviet aide Gyorgy Arbatov tells US negotiator Paul Nitze that the proposals would require “an exceptional level of trust.” Therefore, Arbatov says, “we cannot accept your position.” [National Security Archives, 3/12/2008]

The two sign the Intermediate-Range Nuclear Forces (INF) Treaty, which has been stalled for years (see September 1981 through November 1983). The INF Treaty eliminates an entire class of intermediate-range nuclear ballistic missiles. It also provides for on-site verifications for each side (which agrees with Reagan’s signature quote, “Trust but verify”). And it marks the first real multi-lateral reduction of nuclear weapons, even if it is only a 5 percent reduction.
Strong Approval from American Public - Reagan’s approval ratings, weakened by public outrage over the Iran-Contra affair, rebound, and Gorbachev becomes a celebrity to many Americans (he causes a near-riot in Washington when, the day before signing the treaty, he spontaneously leaps out of his limousine and wades into the gathered crowd of well-wishers). Altogether, some 80 percent of Americans support the treaty.
Unable to Continue Longer-Range Negotiations - Reagan wants to build on the INF agreement to reopen the similarly moribund START negotiations (see May 1982 and After), but recognizes that there is not enough time left in his administration to accomplish such a long-term goal. Instead, he celebrates his status as the first American president to begin reducing nuclear arms by scheduling a visit to the Soviet Union.
Conservative Opposition - Hardline conservatives protest Gorbachev’s visit to Washington, and the signing of the treaty, in the strongest possible terms. When Reagan suggests that Gorbachev address a joint session of Congress, Congressional Republicans, led by House member Dick Cheney (R-WY—see 1983), rebel. Cheney says: “Addressing a joint meeting of Congress is a high honor, one of the highest honors we can accord anyone. Given the fact of continuing Soviet aggression in Afghanistan, Soviet repression in Eastern Europe, and Soviet actions in Africa and Central America, it is totally inappropriate to confer this honor upon Gorbachev. He is an adversary, not an ally.” Conservative Paul Weyrich of the Free Congress Committee is more blunt in his assessment of the treaty agreement: “Reagan is a weakened president, weakened in spirit as well as in clout, and not in a position to make judgments about Gorbachev at this time.” Conservative pundit William F. Buckley calls the treaty a “suicide pact.” Fellow conservative pundit George Will calls Reagan “wildly wrong” in his dealings with the Soviets. Conservatives gather to bemoan what they call “summit fever,” accusing Reagan of “appeasement” both of communists and of Congressional liberals, and protesting Reagan’s “cutting deals with the evil empire” (see March 8, 1983). They mount a letter-writing campaign, generating some 300,000 letters, and launch a newspaper ad campaign that compares Reagan to former British Prime Minister Neville Chamberlain. Senators Jesse Helms (R-NC) and Steven Symms (R-ID) try to undercut the treaty by attempting to add amendments that would make the treaty untenable; Helms will lead a filibuster against the treaty as well.
Senate Ratification and a Presidential Rebuke - All the protests from hardline opponents of the treaty come to naught. When the Senate votes to ratify the treaty, Reagan says of his conservative opposition, “I think that some of the people who are objecting the most and just refusing even to accede to the idea of ever getting an understanding, whether they realize it or not, those people, basically, down in their deepest thoughts, have accepted that war is inevitable and that there must come to be a war between the superpowers.” [Scoblic, 2008, pp. 142-145]

As the end of President Reagan’s final term approaches, conservatives and hardliners have radically changed their view of him. They originally saw him as one of their own—a crusader for good against evil, obstinately opposed to communism in general and to any sort of arms reduction agreement with the Soviet Union in specific. But recent events—Reagan’s recent moderation in rhetoric towards the Soviets (see December 1983 and After), the summits with Soviet Premier Mikhail Gorbachev (see November 16-19, 1985 and October 11-12, 1986), and the recent arms treaties with the Soviets (see Early 1985 and December 7-8, 1987) have soured them on Reagan. Hardliners had once held considerable power in the Reagan administration (see January 1981 and After and Early 1981 and After), but their influence has steadily waned, and their attempts to sabotage and undermine arms control negotiations (see April 1981 and After, September 1981 through November 1983, May 1982 and After, and April 1983-December 1983), initially quite successful, have grown less effective and more desperate (see Before November 16, 1985). Attempts by administration hardliners to get “soft” officials such as Secretary of State George Shultz fired do not succeed. Conservative pundits such as George Will and William Safire lambast Reagan, with Will accusing him of “moral disarmament” and Safire mocking Reagan’s rapport with Gorbachev: “He professed to see in Mr. Gorbachev’s eyes an end to the Soviet goal of world domination.” It will not be until after the collapse of the Soviet Union and the tearing down of the Berlin Wall (see November 9, 1989 and After) that conservatives will revise their opinion of Reagan, in the process revising much of history in the process. American conservatives, recently contemptuous of former President Ronald Reagan (see 1988), use the fall of the Berlin Wall (see November 9, 1989 and After) to resurrect the image of Reagan as the victorious Cold Warrior who triumphed over world communism.
Historical Revisionism - In doing so, they drastically revise history. In the revised version of events, Reagan was a staunch, never-wavering, ideologically hardline conservative who saw the Cold War as an ultimate battle between good (Western democracy) and evil (Soviet communism). As author J. Peter Scoblic will describe the revision, it was Reagan’s implacable resolve and conservative principles—and the policies that emanated from those principles—that “forced the Soviet Union to implode.” Conservatives point to the so-called “Reagan Doctrine” of backing anti-Soviet insurgencies (see May 5, 1985) and to National Security Decision Directive 75, accepting nuclear war as a viable policy option (see January 17, 1983), as evidence of their assertions. But to achieve this revision, they must leave out, among other elements, Reagan’s long-stated goal of nuclear disarmament (see April 1981 and After, March-April 1982, November 20, 1983, and Late November 1983), and his five-year history of working with the Soviet Union to reduce nuclear arms between the two nations (see December 1983 and After, November 16-19, 1985, January 1986, October 11-12, 1986, and December 7-8, 1987).
USSR Caused Its Own Demise - And, Scoblic will note, such revisionism does not account for the fact that it was the USSR which collapsed of its own weight, and not the US which overwhelmed the Soviets with an onslaught of democracy. The Soviet economy had been in dire straits since the late 1960s, and there had been huge shortages of food staples such as grain by the 1980s. Soviet military spending remained, in Scoblic’s words, “enormous, devouring 15 percent to 20 percent of [the USSR’s gross national product] throughout the Cold War (meaning that it imposed three times the economic burden of the US defense budget, on an economy that was one-sixth the size).” Reagan did dramatically increase US military spending during his eight years in office (see Early 1981 and After), and ushered new and potentially devastating military programs into existence (see 1981 and March 23, 1983). Conservatives will assert that Reagan’s military spending drove the USSR into implicit surrender, sending them back to the arms negotiation table with a newfound willingness to negotiate the drawdown of the two nations’ nuclear arsenals (see Early 1985). Scoblic will characterize the conservatives’ arguments: “Whereas [former President] Carter was left playing defense, the Gipper [Reagan] took the ball the final 10 yards against the Reds, spending them into the ground and leading the United States into the end zone.” Scoblic calls this a “superficially… plausible argument,” but notes that Carter, not Reagan, began the tremendous military spending increase (see Late 1979-1980), and more importantly, the USSR made no effort to match Reagan’s defense spending. “Its defense budget remained essentially static during the 1980s,” he will write. “In short, the Soviet Union suffered no economic distress as a result of the Reagan buildup.” Scoblic will also note that conservatives had long insisted that the USSR could actually outspend the US militarily (see November 1976), and never predicted that increasing US military spending could drive the Soviet Union into bankruptcy. The US imposes sanctions on two Chinese companies for their part in nuclear proliferation activities. The sanctions are the product of work by Gordon Oehler, the US national intelligence officer for weapons of mass destruction. Oehler has been tracking missile deals between China and Pakistan for two years (see 1989) and finds out about the companies’ involvement in a shipment to Pakistan of a “training M-11 ballistic missile.” [Levy and Scott-Clark, 2007, pp. 257]

[Source: Iraqi National Congress]Over a period of four years, the CIA’s Iraq Operation Group provides the Iraqi National Congress (INC) with $100 million, which the organization uses to set up training camps and propaganda operations in Northern Iraq. [Christian Science Monitor, 6/15/2004; Ritter, 2005, pp. 128] During this time span, INC leader Ahmed Chalabi allegedly misuses a lot of the funds. “There was a lot of hanky-panky with the accounting: triple billing, things that weren’t mentioned, things inflated.… It was a nightmare,” a US intelligence official who works with Chalabi will say in 2004. [Newsweek, 4/5/2004] Chalabi refuses to share the organization’s books with other members of the INC, and even with the US government itself. According to a former CIA officer, “[T]hey argued that it would breach the secrecy of the operation.” One night, government investigators break into the INC’s offices to do an audit. They find that although the books are in order, many of the group’s expenditures are wasteful. [New Yorker, 6/7/2004] Chalabi spends much of his time in Kurdish-controlled northern Iraq. Robert Baer, a CIA officer who is also working in Iraq, later recalls: “He was like the American Ambassador to Iraq. He could get to the White House and the CIA. He would move around Iraq with five or six Land Cruisers.” Hundreds of thousands of dollars flow “to this shadowy operator—in cars, salaries—and it was just a Potemkin village. He was reporting no intel; it was total trash. The INC’s intelligence was so bad, we weren’t even sending it in.” Chalabi tries to portray Saddam Hussein’s regime as “a leaking warehouse of gas, and all we had to do was light a match,” Baer says. Chalabi, at certain points, claims to know about Iraqi troop movements and palace plans. But “there was no detail, no sourcing—you couldn’t see it on a satellite.” [New Yorker, 6/7/2004] In her 2007 book Fair Game, former CIA analyst Valerie Plame Wilson, an expert on Iraq’s WMD programs, describes Chalabi as “Machiavellian,” and blames him for sending “dozens of tantalizing but ultimately false leads into the CIA net.” [Wilson, 2007, pp. 106-107]

China signs the Nuclear Nonproliferation Treaty (see July 1, 1968). At the same time, it signs the Missile Technology Control Regime, a multinational agreement aimed at restricting missile sales. One result is that the US waives sanctions imposed on two Chinese companies the previous year for shipping a nuclear-capable missile to Pakistan (see June 1991). [Levy and Scott-Clark, 2007, pp. 257, 511] However, China will make another missile shipment to Pakistan a few weeks later (see (April 1992)).

A few weeks after China signs the Nuclear Nonproliferation Treaty and the Missile Technology Control Regime, it ships 34 nuclear-capable missiles to Pakistan. The shipment is tracked by Gordon Oehler, the US national intelligence officer for weapons of mass destruction. Analysis of spy satellite photographs even tells Oehler exactly where the missiles are in Pakistan—Sargodha Air Force Base. President Clinton is briefed on the developments, but no action against Pakistan or China is taken at this time. [Levy and Scott-Clark, 2007, pp. 257-258]

The International Atomic Energy Agency (IAEA) accuses North Korea of violating the Nuclear Non-Proliferation Treaty, which the country signed eight years ago (see December 12, 1985). Inspectors believe that the North Koreans are misrepresenting their nuclear program, and building secret sites in remote mountain areas. North Korea admits that it has reprocessed some plutonium, but says it was less than 100 grams and had come from damaged spent fuel rods. The inspectors disagree, citing evidence that North Korea had reprocessed on at least three occasions, in 1989, 1990, and 1991. North Korea announces it intends to withdraw from the treaty, but the withdrawal itself is suspended while negotiations take place. A compromise solution is reached where North Korea will enable inspections of current facilities, provided investigations of its historic research activities cease. Iraqi exile Ahmed Chalabi (see 1992-1996) approaches the Clinton administration with a plan to overthrow Saddam Hussein. Defense Intelligence Agency agent Patrick Lang will later recall that the plan, dubbed “End Game,” starts with a revolt by Iraq’s Kurdish and Shi’a insurgents that will, theoretically, trigger an insurrection by Iraqi military commanders. The military will replace Hussein with a regime friendly to both Israel and the US. Clinton officials give the plan tentative approval, though as Lang will later write: “The plan was based on a belief that Iraq was ripe for revolt and that there were no units in the armed forces that would fight to preserve Saddam’s government. Since the same units had fought to keep Saddam in power during the Kurdish and Shi’a revolts of a few years before, it is difficult to see why the sponsors of End Game would have thought that.” Meanwhile, Saddam Hussein learns of the plan and prepares his own response. When Chalabi puts the plan into action, the Iraqi military, instead of revolting against Hussein, kills over 100 INC-backed insurgents (see March 1995). After the debacle, neither the CIA nor the White House will have anything more than superficial contact with Chalabi until 2001. [Middle East Policy Council, 6/2004; Unger, 2007, pp. 126]

President Clinton gives serious consideration to launching massive military strikes against North Korea’s nuclear facility at Yongbyon. The North Koreans are preparing to remove nuclear fuel rods from the internationally monitored storage site at the facility, expel the international weapons inspectors, and withdraw from the Nuclear Non-Proliferation Treaty, which they had signed in 1985 (see July 1, 1968 and December 12, 1985). Clinton asks the UN to consider economic sanctions; in response, North Korea says sanctions will trigger a war. The Pentagon presents Clinton with a plan to send 50,000 US troops to South Korea, bolstering the 37,000 already in place, as well as an array of combat jets, naval vessels, combat helicopters, ground assault vehicles, and various missile and rocket systems. Clinton orders an emplacement of 250 soldiers to a logistical headquarters to manage the influx of weaponry. (In 2005, former Clinton administration officials will confirm that Clinton was quite willing to go to war with North Korea if need be.) But Clinton also extends diplomatic offerings to North Korea. He sets up a diplomatic back-channel to that nation in the form of former President Jimmy Carter, who has an informal conference with North Korean leader Kim Il-Sung. (The press portrays the Carter visit as a private venture without Clinton’s approval; later, former Clinton officials will verify that Clinton recruited Carter to go.) Some Clinton cabinet officials, particularly those who had served in the Carter administration, warn Clinton that Carter is a “loose cannon” and may well go beyond the parameters laid down by Clinton in negotiating with Kim. Vice President Gore and other senior officials urge Clinton to send Carter, believing that there is no other way to resolve the crisis. Clinton agrees with Gore. He believes that Kim has, in the words of reporter Fred Kaplan, “painted himself into a corner and needed an escape hatch—a clear path to back away from the brink without losing face, without appearing to buckle under pressure from the US government. Carter might offer that hatch.” Both sides, Kaplan will write, are correct. Carter succeeds in getting Kim to back down, and goes much farther than his instructions allow, negotiating the outline of a treaty and announcing the terms live on CNN, notifying Clinton only minutes before the news broadcast. The US and North Korea sign a formal accord based on the outlined treaty negotiated by former President Jimmy Carter (see Spring and Summer 1994). The accord, called the Agreed Framework, primarily concerns North Korea’s nuclear program. The North Koreans agree to observe the strictures of the Nuclear Non-Proliferation Treaty (see July 1, 1968 and December 12, 1985), keep their nuclear fuel rods in storage, and allow inspectors from the International Atomic Energy Agency (IAEA) in to inspect their nuclear facility. In return, the US, along with its allies South Korea and Japan, will provide North Korea with two light-water nuclear reactors specifically for generating electricity, a large supply of fuel oil, and a promise not to attack. The Framework also specifies that once the first light-water reactor is delivered in 2003, intrusive inspections would begin. After the second reactor arrives, North Korea would ship its fuel rods out of the country—essentially ending North Korea’s ability to build nuclear weapons. The Framework also pledges both sides to “move toward full normalization of political and economic relations,” including the exchange of ambassadors and the lowering of trade barriers. North Korea will observe the treaty’s restrictions, at least initially, but the US and its allies never do; the economic barriers are not lowered, the light-water reactors are never delivered, and Congress never approves the financial outlays specified in the accord. By 1996, North Korea is secretly exchanging missile centrifuges for Pakistani nuclear technology. [Washington Monthly, 5/2004]

Ahmed Chalabi creates a militia army of about 1,000 fighters in Kurdish-controlled northern Iraq and bribes tribal leaders in the city of Mosul to support a planned rebellion against Saddam Hussein (see November 1993). He is also hosting members of Iranian intelligence who promise that when the operation is launched, Iran will simultaneously hit Iraq from the south. But the CIA learns that Baathist officials have caught wind of the plot and the CIA instructs agent Robert Baer to tell Chalabi that “any decision to proceed will be on your own.” Chalabi, who has no military experience, decides to go through with the plot anyway. But the operation quickly flounders when over 100 INC fighters are killed by Iraqi forces, many more of Chalabi’s fighters desert, the bribed Iraqi tribal leaders stay home, and the Iranians do nothing. The CIA is furious that it funded the operation, which becomes known within the agency as the “Bay of Goats.” [CounterPunch, 5/20/2004; New Yorker, 6/7/2004; Unger, 2007, pp. 126] CENTCOM commander General Anthony Zinni has similar feelings. “It got me pretty angry,” he recalls. “They were saying if you put a thousand troops on the ground, Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate information. Their scheme was ridiculous.” Zinni had warned Congress that Chalabi’s invasion plan was “pie in the sky, a fairy tale,” but was ignored. [Unger, 2007, pp. 160-161]

[Source: Public domain]The Institute for Advanced Strategic and Political Studies, an Israeli think tank, publishes a paper titled “A Clean Break: A New Strategy for Securing the Realm.” [Washington Times, 10/7/2002; Chicago Sun-Times, 3/6/2003] The paper, whose lead author is neoconservative Richard Perle, is meant to advise the new, right-wing Israeli Prime Minister Benjamin Netanyahu. Other authors include:
bullet influential neoconservative academic and former Bush adviser Richard Perle, primarily responsible for the content of the paper;
bullet Meyrav Wurmser, the future director of the neoconservative Hudson Institute’s Center for Middle East Policy;
bullet her husband David Wurmser, the future chief adviser for Middle East policy for future vice-president Dick Cheney;
bullet neoconservative Douglas Feith, who will be the prime architect of the Iraq war;
bullet and a number of lesser-known neoconservatives, including James Colbert, Charles Fairbanks, Jr., Jeffrey T. Bergner, Jonathan Torop, and Robert Loewenberg.
Rebuilding Zionism by Abandoning Past Policies - It advocates making a complete break with past policies by adopting a strategy “based on an entirely new intellectual foundation, one that restores strategic initiative and provides the nation the room to engage every possible energy on rebuilding Zionism.…” [Guardian, 9/3/2002]
Aggressive, Militant Israeli Policy towards Arab Neighbors - Much along the lines of an earlier paper by Israeli Oded Yinon (see February 1982), the document urges the Israelis to aggressively seek the downfall of their Arab neighbors—especially Syria and Iraq—by exploiting the inherent tensions within and among the Arab States. The first step is to be the removal of Saddam Hussein in Iraq. A war with Iraq will destabilize the entire Middle East, allowing governments in Syria, Iran, Lebanon, and other countries to be replaced. “Israel will not only contain its foes; it will transcend them,” the paper says. [Perle, 7/8/1996; Guardian, 9/3/2002; Carnegie Endowment for International Peace, 3/19/2003] Iraq is first on the list of nations to be transformed. Saddam Hussein must be overthrown, the authors say. But Iraq has long served as a counterweight to the Shi’ite theocracy of Iran; with the two at loggerheads, neither could pose as serious a threat to Israel as it could if not opposed by the other. To counter this, Perle and his co-authors propose restoring the Hashemites (an ancient Arab dynasty; King Faisal I of Iraq was a Hashemite) to power. Instead of the largely Shi’ite Iraqis aligning themselves with their fellow Shi’a in Iran after Hussein’s overthrow, the Hashemite government would align itself with the pro-Western Jordan, long a Hashemite regime. Unfortunately, the authors propose no plan to actually make such an extraordinary regime succession happen, nor do they seem concerned with some Iraqi Shi’ites’ alignment with Islamist terrorists or with many Shi’ites’ close ties to Iran. Abandoning Oslo Accords, Militant Palestinian Policy - Other suggestions for Israel include abandoning the Oslo Accords, developing a foreign policy based on a traditional balance of power strategy, reserving its right to invade the West Bank and Gaza Strip as part of a strategy of “self-defense,” abandoning any notion of “land for peace,” reestablishing a policy of preemptive strikes, forging closer ties to the US while taking steps towards self-reliance, and seeking an alternative to Yasser Arafat as leader of the PLO. [Perle, 7/8/1996]
'Seeds of a New Vision' - All these questions need not be answered right away, according to co-author Meyrav Wurmser. The document is “the beginning of thought,” she says, “… the seeds of a new vision.”
Similar to American Christian Right's Vision - According to author Craig Unger, the ideology of “ACB” is, in essence, a secularized version of the theology of the American Christian Right. Christian Zionists insist that Jews were ordained by God to reclaim the Biblican land of Judea and Samaria in the West Bank; the paper asserts that claim as well. The paper echoes Christian fundamentalists by demanding “the unconditional acceptance of Arabs of our rights, especially in their territorial dimension.” Perle and his fellow neoconservatives want to push the boundaries even further: the Bible can be interpreted to countenance Jewish dominion over all or parts of Egypt, Syria, Lebanon, Jordan, Iraq, and even Saudi Arabia. Thusly, the authors claim that Israel and the US, by waging war against Iraq, Syria, and Lebanon, would reshape the “strategic environment” in the Middle East and greatly expand Israel’s influence in the region.
Influence in Upcoming Bush Administration - Perle will later become chairman of President Bush’s influential Defense Policy Board and will be instrumental is moving Bush’s US policy toward war with Iraq after the 9/11 attacks, as will Feith and the Wurmsers. [Unger, 2007, pp. 145-148]

The United Nations adopts the Comprehensive Test Ban Treaty (CTBT) banning the testing of nuclear weapons. The UN General Assembly votes 158-3 to adopt the CTBT, with India (see June 20, 1996), Bhutan, and Libya voting against it, and Cuba, Lebanon, Syria, Mauritius, and Tanzania abstaining. US President Bill Clinton will be the first to sign the treaty, followed by 70 other nations, including Britain, China, France, and Russia. By November 1997, 148 nations will sign the treaty. [Nuclear Threat Initiative, 4/2003; Federation of American Scientists, 12/18/2007] In 1999, the Times of India will observe that from the US’s viewpoint, the CTBT will primarily restrict India and Pakistan from continuing to develop their nuclear arsenals (see May 11-13, 1998 and May 28, 1998), and will delay or prevent China from developing more technologically advanced “miniaturized” nuclear weapons such as the US already has. It will also “prevent the vertical proliferation and technological refinement of existing arsenals by the other four nuclear weapons states.” [Times of India, 10/16/1999] Two years later, the US Senate will refuse to ratify the treaty (see October 13, 1999).

(see 1980 and After) founded in Britain in 1992, steps up the vandalism and violence of its parent organization. It consciously models itself after the Animal Liberation Front (ALF—see 1976) in having little to no hierarchical organization, and consists of what it calls “autonomous groups of people” who are “anonymous not only to the public but also to one another.” The ELF writes that it exists to “inflict economic damage on those profiting from the destruction and exploitation of the natural environment,” and “to reveal and educate the public on the atrocities committed against the earth and all species that populate it.” In a promotional video, “Igniting the Revolution,” ELF says it now knows “that to be successful in the struggle to protect the Earth, more extreme tactics must be utilized. Thus the Earth Liberation Front was born.” It first garners major US public attention in 1997, when ELF activists burn down a Bureau of Land Management (BLM) horse corral in Oregon (see 1997). [Source: Project for the New American Century]The Project for the New American Century (PNAC), an influential neoconservative think tank, publishes a letter to President Clinton urging war against Iraq and the removal of Saddam Hussein because he is a “hazard” to “a significant portion of the world’s supply of oil.” In a foretaste of what eventually happens, the letter calls for the US to go to war alone, attacks the United Nations, and says the US should not be “crippled by a misguided insistence on unanimity in the UN Security Council.” The letter is signed by many who will later lead the 2003 Iraq war. 10 of the 18 signatories later join the Bush Administration, including Defense Secretary Donald Rumsfeld, Assistant Defense Secretary Paul Wolfowitz, Deputy Secretaries of State Richard Armitage and Robert Zoellick, Undersecretaries of State John Bolton and Paula Dobriansky, presidential adviser for the Middle East Elliott Abrams, Defense Policy Board chairman Richard Perle, and George W. Bush’s special Iraq envoy Zalmay Khalilzad. Other signatories include William Bennett, Jeffrey Bergner, Francis Fukuyama, Robert Kagan, William Kristol, Peter Rodman, William Schneider, Vin Weber, and James Woolsey. Instead, they are positioning themselves for the future. “This was a key moment,” one State Department official will recall. “The neocons were maneuvering to put this issue in play and box Clinton in. Now, they could draw a dichotomy. They could argue to their next candidate, ‘Clinton was weak. You must be strong.’” [Unger, 2007, pp. 158]

The Committee for Peace and Security in the Gulf (CPSG), a bipartisan group made up largely of foreign policy specialists, sends an “Open Letter to the President” calling for President Clinton to use the US military to help Iraqi opposition groups overthrow Saddam Hussein and replace him with a US-friendly government. US law forbids such an operation. The group is led by, among others, former Representative Stephen Solarz (D-NY) and prominent Bush adviser Richard Perle, a former assistant secretary of defense.
Largely Neoconservative in Makeup - Many of its co-signers will become the core of the Bush administration’s neoconservative-driven national security apparatus. These co-signers include Elliott Abrams, Richard Armitage, John Bolton, Stephen Bryen, Douglas Feith, Frank Gaffney, Fred Ikle, Robert Kagan, Zalmay Khalilzad, William Kristol, Michael Ledeen, Bernard Lewis, Peter Rodman, Donald Rumsfeld, Gary Schmitt, Max Singer, Casper Weinberger, Paul Wolfowitz, David Wurmser, and Dov Zakheim. [CNN, 2/20/1998; Middle East Policy Council, 6/2004] The CPSG is closely affiliated with both the neoconservative Project for the New American Century (PNAC—see June 3, 1997 and January 26, 1998) and the neoconservative American Enterprise Institute (AEI), both of which boast Perle as a powerful and influential member. Jim Lobe of the Project Against the Present Danger later learns that the CPSG is funded in large part by a sizable grant from the right-wing Bradley Foundation, a key funding source for both the PNAC and the AEI. According to Counterpunch’s Kurt Nimmo, the plan for overthrowing Iraq later adopted by the Bush administration, and currently advocated by the CPSG, will be echoed in the PNAC’s September 2000 document, “Rebuilding America’s Defenses” (see September 2000). [CounterPunch, 11/19/2002]
Advocates Supporting Iraq-Based Insurgency - The letter reads in part: “Despite his defeat in the Gulf War, continuing sanctions, and the determined effort of UN inspectors to root out and destroy his weapons of mass destruction, Saddam Hussein has been able to develop biological and chemical munitions.… This poses a danger to our friends, our allies, and to our nation.… In view of Saddam Hussein’s refusal to grant UN inspectors the right to conduct unfettered inspections of those sites where he is suspected of storing his still significant arsenal of chemical and biological munitions and his apparent determination never to relinquish his weapons of mass destruction, we call upon President Clinton to adopt and implement a plan of action designed to finally and fully resolve this utterly unacceptable threat to our most vital national interests.” The plan is almost identical to the “End Game” scenario proposed in 1993 (see November 1993) and carried out, without success, in 1995 (see March 1995). It is also virtually identical to the “Downing Plan,” released later in 1998 (see Late 1998). In 2004, then-Defense Intelligence Agency official Patrick Lang will observe, “The letter was remarkable in that it adopted some of the very formulations that would later be used by Vice President [Dick] Cheney and other current administration officials to justify the preventive war in Iraq that commenced on March 20, 2003” (see March 19, 2003). The CPSG advocates:
bullet US support for Ahmed Chalabi’s Iraqi National Congress (INC—see 1992-1996) as the provisional government to replace Hussein’s dictatorship;
bullet Funding the INC with seized Iraqi assets, designating areas in the north and south as INC-controlled zones, and lifting sanctions in those areas;
bullet Providing any ground assault by INC forces (see October 31, 1998) with a “systematic air campaign” by US forces;
bullet Prepositioning US ground force equipment “so that, as a last resort, we have the capacity to protect and assist the anti-Saddam forces in the northern and southern parts of Iraq”;
bullet Bringing Hussein before an international tribunal on war crimes charges.
Carrying out these actions, Solarz says, would completely eliminate the threat of weapons of mass destruction that he claims Iraq owns. [Abrams et al., 2/19/1998; CNN, 2/20/1998; Middle East Policy Council, 6/2004]

India, which has refused to sign the Comprehensive Test Ban Treaty (CTBT) banning nuclear testing (see September 10, 1996), shocks the world by testing five nuclear devices over the course of three days. The largest is a 42-kiloton thermonuclear device. [Federation of American Scientists, 12/18/2007] India’s rival Pakistan will conduct its own nuclear tests two weeks later (see May 28, 1998). Indian political scientist and nuclear critic Kanti Bajpai will later say: “Whatever Indians say officially, there is a status attached to the bomb. The five permanent members of the UN Security Council are all nuclear powers.” [New York Times, 5/4/2003]

North Korea launches a Taepodong-1 (TD-1) ballistic missile eastward over Japan. The second stage of the missile splashes down in Pacific waters well past Japan. Though the missile was intended to launch a satellite into Earth orbit (a task in which it failed, though the North Koreans will claim otherwise), the test flight also proves that North Korea could strike Japan and other regional neighbors with nuclear missiles if it so desires. It could also reach Hawaii and the outskirts of Alaska with a small payload, though nothing large enough to be a nuclear device. The test alarms the US, and catches the US intelligence community somewhat unawares, though US intelligence had earlier predicted that North Korea would be able to deploy some sort of ICBM. The TD-1 is a significant development over its earlier single-stage Scud C and Nodong single-stage missiles. Another area of concern is North Korea’s stated willingness to sell its missile and nuclear technology to other countries; any missile improvements it successfully develops are likely to spread to other weapons programs. [Scoblic, 2008, pp. 173; Wisconsin Project on Nuclear Arms Control, 1/12/2008] According to authors Adrian Levy and Catherine Scott-Clark, the missile’s basic design is similar to the Hatf range produced by Pakistan, which itself was based on the Chinese M-11 missile. The US Defense Intelligence Agency (DIA) therefore thinks this is further evidence of military co-operation between Pakistan and North Korea. [Levy and Scott-Clark, 2007, pp. 277, 515]

President Clinton signs the Iraq Liberation Act of 1998 (ILA) into law. The act, which passed with overwhelming support from Democrats and Republicans in both the House and Senate, was written by Trent Lott (R-MS) and other Republicans with significant input from Ahmed Chalabi and his aide, Francis Brooke. [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004] (Former Defense Intelligence Agency official Patrick Lang will later write that one of the driving goals behind the ILA is to revive the failed 1995 coup plans against Saddam Hussein, called “End Game”—see November 1993.) [Middle East Policy Council, 6/2004] The act makes it “the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime.” To that end, the act requires that the president designate one or more Iraqi opposition groups to receive up to $97 million in US military equipment and nonlethal training. The act authorizes another $43 million for humanitarian, broadcasting, and information-collection activities. To be eligible for US assistance, an organization must be “committed to democratic values, to respect for human rights, to peaceful relations with Iraq’s neighbors, to maintaining Iraq’s territorial integrity, and to fostering cooperation among democratic opponents of the Saddam Hussein regime.” [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004]
Chalabi Receives Millions from State Department - Chalabi’s Iraqi National Congress receives $17.3 million from the State Department to carry out what it calls the “collection and dissemination of information” about Saddam Hussein’s atrocities to the public. It will continue to receive hundreds of thousands per month from the Defense Department as well. [Mother Jones, 4/2006] However, the Clinton administration itself has little use for Chalabi. One administration official will say, “He represents four or five guys in London who wear nice suits and have a fax machine.” [Unger, 2007, pp. 160]
Zinni Warns of Legislation Presaging Military Action - While few in Washington see the ILA as presaging military action against Iraq, one who does is Marine Corps General Anthony Zinni, the commander of CENTCOM. As the bill works its way through Congress, Zinni tells some of his senior staff members that the bill is far more serious than most believe. It is much more than a sop for the pro-war crowd, Zinni believes, but in reality a first step towards an invasion of Iraq. In 2004, former ambassador Joseph Wilson will write, “He was, of course, right, but few were listening.” [Wilson, 2004, pp. 290]

A number of neoconservatives, led by retired General Wayne Downing (see 1990-1991) and retired CIA officer Duane “Dewey” Clarridge (see December 25, 1992), use the recently passed Iraqi Liberation Act (ILA—see October 31, 1998) to revive the failed “End Game” coup plans against Saddam Hussein (see November 1993 and March 1995). Both Downing and Clarridge are “military consultants” to Ahmed Chalabi’s Iraqi National Congress, who attempted to carry out the coup in 1995 with dismal results. Downing and Clarridge produce an updated version of the INC’s “End Game” scenario, calling it “The Downing Plan.” The Downing scenario varies very little from the original plan. Their plan stipulates that a “crack force” of 5,000 INC fighters, backed up by a detachment of US Special Forces soldiers, could bring down the Iraqi Army. Clarridge later tells reporters: “The idea from the beginning was to encourage defections of Iraqi units. You need to create a nucleus, something for people to defect to. If they could take Basra, it would be all over.” Former Defense Intelligence Agency official Patrick Lang will later write, “It is difficult to understand how a retired four-star Army general [Downing] could believe this to be true.” General Anthony Zinni, commander of CENTCOM, which has operational control of US combat forces in the Middle East, is provided with a copy of Chalabi’s military plan to overthrow Saddam Hussein. “It got me pretty angry,” he later recalls. He warns Congress that Chalabi’s plan is a “pie in the sky, a fairy tale,” and predicts that executing such a poorly envisioned assault would result in a “Bay of Goats.” Chalabi’s INC is nothing more than “some silk-suited, Rolex-wearing guys in London;” neither the INC nor any of the other 91 or so Iraqi opposition groups have anywhere near “the viability to overthrow Saddam.” He tells the New Yorker: “They were saying if you put a thousand troops on the ground Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate intelligence. In his first Republican presidential candidate debate in New Hampshire, George W. Bush tells the audience that, if elected, he will overthrow Saddam Hussein. “No one envisioned him still standing” this long after the 1991 Gulf War, Bush says. “It’s time to finish the task. And if I found that in any way, shape, or form that he was developing weapons of mass destruction, I’d take them out. I’m surprised he’s still there. I think a lot of other people are as well.” In addition, he would not lift the US sanctions on Iraq or attempt to negotiate with Hussein. A few newspapers and Sunday talk shows pick up on Bush’s belligerence, and the ones who do are often quite critical. The Boston Globe’s David Nyhan writes in response, “It remains to be seen if that offhand declaration of war was just Texas talk, a sort of locker room braggadocio, or whether it was Bush’s first big clinker.” Bush backs off his statement the next day, blaming his Texas drawl for causing the so-called misunderstanding. “My intent was the weapons,” he says, not Hussein. Craig Rosebraugh, the public spokesman for the Earth Liberation Front (ELF—see 1997), launches an official Web site for ELF along with Animal Liberation Front (ALF—see 1976) member Darren Thurston. Rosebraugh writes that the site is intended to “educate both the general public and the media on the ELF and actions that the group has taken in defense of the earth.” After the terrorist attacks of September 11, 2001, the site proclaims: “In light of the events on September 11, my country has told me that I should not cooperate with terrorists. I therefore am refusing to cooperate with members of Congress who are some of the most extreme terrorists in history.” Rosebraugh will echo these words in February 2002 when, after resigning his position when his house is raided by federal agents, he is compelled to testify before a House subcommittee. Hadley tells the assembled policymakers that Bush’s “number-one foreign policy agenda” will be removing Iraq’s Saddam Hussein from power. Hadley also says Bush will spend little or no time trying to resolve the Israeli-Palestinian crisis. According to Virginia Military Institute professor Clifford Kiracofe, who speaks to many of the policymakers after the meeting, many of them are shocked at the briefing. At the 2000 Nuclear Proliferation Treaty Review Conference, a conference held once every five years to review and extend implementation of the Nuclear Nonproliferation Treaty (see July 1, 1968), participating nations unanimously agree that the Comprehensive Test Ban Treaty (see September 10, 1996) should be brought into force as one of the so-called “13 Steps” to strengthen international nonproliferation efforts. The Bush administration will immediately reject the idea upon taking office; it will reject the entire “13 Steps” construct, calling it an idea from a bygone era and therefore irrelevant. Bush Will Claim a 'Humble' Foreign Policy Stance - One month later during a presidential debate with Al Gore, Bush will assert that he wants a “humble” foreign policy in the Middle East and says he is against toppling Saddam Hussein in Iraq because it smacks of “nation building” (see October 11, 2000). Around the same time, Cheney will similarly defend Bush’s position of maintaining President Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” [Washington Post, 1/12/2002] Author Craig Unger will later comment, “Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” [Salon, 3/15/2004] A British member of Parliament will later say of the PNAC report, “This is a blueprint for US world domination—a new world order of their making. These are the thought processes of fantasist Americans who want to control the world.” [Sunday Herald (Glasgow), 9/7/2002] Both PNAC and its strategy plan for Bush are almost virtually ignored by the media until a few weeks before the start of the Iraq war (see February-March 20, 2003).

North Korean leader Kim Jong Il invites Clinton administration officials to Pyongyang, offering to sign a treaty banning the production of long-range missiles and the export of all missiles (see October 21, 1994). Secretary of State Madeleine Albright represents the US. Clinton administration officials at the negotiations between Albright and Kim acknowledge that the North Korean is, in reporter Fred Kaplan’s words, “clearly one of the world’s battier leaders,” yet they will recall his negotiations as quite sound. Clinton’s chief negotiator Robert Einhorn will later recall, “He struck me as a very serious, rational guy who knew his issues pretty well.” Albright’s policy coordinator, Wendy Sherman, will agree. “There were 14 unresolved issues, and he sat with the secretary, answering all her questions.” Einhorn will add: “When Albright presented him with the questions, at first he looked a little puzzled, as if he hadn’t known about them. Albright offered to give him time to look them over, but he said, ‘No, no, I can do this.’ He went down the list, one by one, and gave specific explanations. For example, on the question of missile exports, ‘Yes, I mean no exports of missiles of any range.’ And ‘Yes, I mean to ban the export of missile technology, not just the missiles.’ On issues where it was clear he didn’t want to be drawn out yet, he skipped over them. He understood where he wanted to be clear and where he wasn’t going to be.” The negotiations bear no fruit; Clinton chooses to spend the final weeks of his presidency working towards a peace treaty between Israel and the Palestinians, but, as Kaplan will write, “the stage was set for diplomatic progress—and, in the meantime, the [nuclear] fuel rods remained under lock and key.” [Washington Monthly, 5/2004] Those negotiations will be abandoned by the Bush administration (see Mid-January 2001 and March 7, 2001).

During the first presidential debate between George W. A few days before President Bush assumes the presidency, several Clinton administration officials provide incoming Secretary of State Colin Powell and incoming National Security Adviser Condoleezza Rice with a briefing about the unresolved negotiations between the US and North Korea concerning North Korean missiles (see October 2000). Powell is clearly interested; Rice is just as clearly not interested. One Clinton official will later recall, “The body language was striking.” He will add: “Powell was leaning forward. Rice was very much leaning backward. Powell thought that what we had been doing formed an interesting basis for progress. He was disabused very quickly.” When Bush publicly announces his intention to abandon any negotiations with North Korea, and in the process publicly insults the leaders of both North and South Korea (see March 7, 2001), it becomes very clear that the US has changed its tone towards North Korea. Powell is another victim of public rebuke; he is forced to retract statements he has made saying the US will continue its negotiations (see March 7, 2001). [Washington Monthly, 5/2004]

The Bush White House holds its first National Security Council meeting. The focus is on Iraq and the Israeli-Palestinian conflict. [Bamford, 2004, pp. 261] This meeting sets the tone for how President Bush intends to handle foreign affairs. Counterterrorism chief Richard Clarke wants to focus on the threat from al-Qaeda and Islamist terrorism, especially in light of the recent attack on the USS Cole (see October 12, 2000). But Bush isn’t interested in terrorism. [Unger, 2007, pp. 201]
Israeli-Palestinian Conflict to be 'Tilted Back Towards Israel' - Instead, Bush channels his neoconservative advisers, particularly incoming Deputy Defense Secretary Paul Wolfowitz (see February 18, 1992 and April-May 1999), in taking a new approach to Middle East affairs, particularly the Israeli-Palestinian conflict. Referring to President Clinton’s efforts to make peace between the Israelis and the Palestinians, Bush declares: “Clinton overreached, and it all fell apart. That’s why we’re in trouble. If the two sides don’t want peace, there’s no way we can force them. I don’t see much we can do over there at this point. I think it’s time to pull out of the situation.… We’re going to correct the imbalance of the previous administration on the Mideast conflict. We’re going to tilt it back towards Israel.” His view is that the Israeli government, currently headed by Ariel Sharon, should be left alone to deal as it sees fit with the Palestinians. “I’m not going to go by past reputations when it comes to Sharon. I’m going to take him at face value. We’ll work on a relationship based on how things go.” Justifying his position, he recalls a recent trip he took to Israel with the Republican Jewish Coalition. “We flew over the Palestinian camps. Looked real bad down there.… I don’t see much we can do over there at this point.” Secretary of State Colin Powell, surprised by Bush’s intended policy towards the 50-year old Israeli-Palestinian conflict, objects. According to Secretary of the Treasury Paul O’Neil, Powell “stresse[s] that a pullback by the United States would unleash Sharon and the Israeli army.” When Powell warns the president that the “consequences of that [policy] could be dire, especially for the Palestinians,” Bush shrugs. “Sometimes a show of strength by one side can really clarify things,” he suggests. [Bamford, 2004, pp. 265-266; Middle East Policy Council, 6/2004] In this and subsequent meetings, Bush’s National Security Adviser, Condoleezza Rice, “parrot[s]… the neocon line,” in author Craig Unger’s words, by discussing Iraq. “Iraq might be the key to reshaping the entire region,” she says, clearly alluding to regime change and overthrow in that nation (see March 8, 1992, Autumn 1992, July 8, 1996, Late Summer 1996, Late Summer 1996, 1997-1998, January 26, 1998, February 19, 1998, September 2000, Late December 2000 and Early January 2001, and Shortly after January 20, 2001). Possible WMD Sites in Iraq Spark Bush to Order Plans for Ground Assaults - The meeting then moves on to the subject of Iraq. Rice begins noting “that Iraq might be the key to reshaping the entire region.” She turns the meeting over to CIA Director George Tenet who summarizes current intelligence on Iraq. He mentions a factory that “might” be producing “either chemical or biological materials for weapons manufacture.” The evidence he provides is a picture of the factory with some truck activity, a water tower, and railroad tracks going into a building. He admits that there is “no confirming intelligence” on just what is going on at these sites. Bush orders Defense Secretary Donald Rumsfeld and Joint Chiefs of Staff Chairman General Hugh Shelton to begin preparing options for the use of US ground forces in Iraq’s northern and southern no-fly zones in support of a native-based insurgency against the Hussein regime. [Bamford, 2004, pp. 267; Middle East Policy Council, 6/2004] Author Ron Suskind later sums up the discussion: “Meeting adjourned. Ten days in, and it was about Iraq. Rumsfeld had said little, Cheney nothing at all, though both men clearly had long entertained the idea of overthrowing Saddam.” Defense Intelligence Agency official Patrick Lang later writes: “If this was a decision meeting, it was strange. It ended in a presidential order to prepare contingency plans for war in Iraq.” [Middle East Policy Council, 6/2004]
Regime Change Intended from the Outset - US Secretary of the Treasury Paul O’Neill, later recalls: “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go.… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed.” O’Neill will say officials never questioned the logic behind this policy. No one ever asked, “Why Saddam?” and “Why now?” Instead, the issue that needed to be resolved was how this could be accomplished. “It was all about finding a way to do it,” O’Neill will explain. “That was the tone of it. The president saying ‘Go find me a way to do this.’” [CBS News, 1/10/2004; New York Times, 1/12/2004; Guardian, 1/12/2004; Vanity Fair, 5/2004, pp. 234] Another official who attends the meeting will later say that the tone of the meeting implied a policy much more aggressive than that of the previous administration. “The president told his Pentagon officials to explore the military options, including use of ground forces,” the official will tell ABC News. “That went beyond the Clinton administration’s halfhearted attempts to overthrow Hussein without force.” [ABC News, 1/13/2004] Unger later writes, “These were the policies that even the Israeli right had not dared to implement.” One senior administration official says after the meeting, “The Likudniks are really in charge now.” [Unger, 2007, pp. 201]
Funding the Iraqi National Congress - The council does more than just discuss Iraq. It makes a decision to allow the Iraqi National Congress (INC), an Iraqi opposition group, to use $4 million to fund efforts inside Iraq to compile information relating to Baghdad’s war crimes, military operations, and other internal developments. The money had been authorized by Congress in late 2004. The US has not directly funded Iraqi opposition activities inside Iraq itself since 1996. [Guardian, 2/3/2005]
White House Downplays Significance - After Paul O’Neill first provides his account of this meeting in 2004, the White House will attempt to downplay its significance. “The stated policy of my administration toward Saddam Hussein was very clear,” Bush will tell reporters during a visit to Mexico In January 2004. “Like the previous administration, we were for regime change.… And in the initial stages of the administration, as you might remember, we were dealing with desert badger or fly-overs and fly-betweens and looks, and so we were fashioning policy along those lines.” [New York Times, 1/12/2004]

[Source: Encyclopedia Brittanica]President Bush meets with South Korean president Kim Dae Jung (known in the administration as KDJ), and pointedly snubs Kim in an official press conference, announcing that he has no intention of following the Clinton policy of engaging North Korea in any sort of dialogue regarding North Korea’s nuclear buildup. Kim has attempted to implement a “sunshine” policy of open negotiations with the North, including economic trade and nuclear talks, but his efforts are predicated on US support. Secretary of State Colin Powell advocates working with Kim to further implement negotiations with North Korea, but loses out (see March 7, 2001) to pressure from Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Rumsfeld’s deputy, Paul Wolfowitz, who believe Clinton had been doing little more than appeasing a tyrant in negotiating with North Korea’s Kim Jong Il. Bush misstates the facts in the conference, saying that “we’re not certain as to whether or not they’re keeping all terms of all agreements,” when there has only been a single agreement between the US and North Korea, the 1994 agreement to freeze North Korea’s plutonium processing (see October 21, 1994). Treasury Secretary Paul O’Neill believes that the gaffe is due to Bush’s lack of understanding of the complex situation between the US, North Korea, and the US’s allies in Southeast Asia, and Bush’s failure to “do his homework” before Kim’s arrival in Washington. O’Neill attempts to salvage the situation by lauding South Korea’s superb literacy rate among its citizens, earning a look of surprise from Bush. O’Neill privately mulls over the decision-making process in the White House, with Bush damaging ten years of “delicately stitched US policy towards North Korea” in just a few minutes. [Suskind, 2004, pp. 114-115] In 2004, foreign affairs reporter Fred Kaplan will offer an explanation of Bush’s behavior. To negotiate with an “evil regime” such as North Korea’s is, in Bush’s view, “to recognize that regime, legitimize it, and—if the negotiations led to a treaty or a trade—prolong it.” Bush has already told one reporter that he “loathed” Kim Jong Il. He distrusts anyone such as KDJ who has any intention of accomodating or even negotiating with such a regime. Additionally, Bush views the South Korean leader—a democratic activist who had spent years in prison for his beliefs—with what Kaplan calls “startling contempt.” Charles “Jack” Pritchard, who had been director of the National Security Council’s Asia desk under Clinton and is now the State Department’s special North Korean envoy under Bush, will later recall, “Bush’s attitude toward KDJ was, ‘Who is this naive, old guy?’” Bush and his advisers, particularly Rumsfeld and Cheney, hope not only to isolate North Korea, but to undermine Kim Dae Jung’s regime in hopes to shake his administration and drive South Koreans to elect a conservative in the next elections. Reflecting in 2009 on the Bush administration’s withdrawal from negotiations with North Korea (see March 7, 2001), Germany’s then-Foreign Minister and Vice Chancellor Joschka Fischer will draw a stark parallel between the Bush administration’s approach towards foreign affairs and the methodologies used by the Clinton administration: “During the Kosovo war we had developed a format which was, I think, one of the cheapest models for policy coordinating in the interests of the US. [Secretary of State] Madeleine Albright was in the driver’s seat, and the four European foreign ministers discussed with her on a daily basis how the war develops and so on. This was UK, France, Italy, and Germany, together with the US, on the phone. We continued after the war, not every day, but this was the format, to discuss problems and understand the positions. And suddenly it stopped. We had very, very few—I don’t know, two or three times. Only for a very short period when Colin [Powell] came in, and then it stopped, because the new administration was not interested any longer in a multilateral coordination.” Canada’s then-Foreign Minister Bill Graham will add his own reflections about the Bush administration’s foreign policy as implemented by Defense Secretary Donald Rumsfeld: “[H]e was terribly determined to have his way; there was no question about that.… Mr. Rumsfeld was not about listening and being cooperative. EPA administrator Christie Todd Whitman tells reporters that the Bush administration has “no interest in implementing” the Kyoto Protocol. [BBC, 3/28/2001; Associated Press, 3/28/2001; Environmental News Network, 3/28/2001; CBS News, 3/28/2001; CNN, 3/29/2001] The treaty would require 39 industrialized nations to cut emissions of six greenhouse gases—carbon dioxide (CO2), methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride—to an average of 5.2 percent below 1990 levels by the period 2008-2012. The US would be required to reduce its emissions by about 7 percent. The protocol will not go into effect until it has been ratified by countries that were responsible for at least 55 percent of the world’s carbon emissions in 1990. [BBC, 3/29/2001; BBC, 9/29/2001] The United States is the world’s largest polluter and therefore its refusal to support the treaty represents a significant setback. In 1990, the US was responsible for 36.1 percent of greenhouse emissions. The Bush administration conducts what it calls a policy review of US relations with North Korea (see October 2000, Mid-January 2001, and March 7, 2001). The review is led by neoconservative Robert Joseph, the National Security Council’s nonproliferation director and a harsh opponent of any negotiations with North Korea. The session concludes with an impossible hybrid of new policies: a “resolve” to continue negotiations along with a set of non-negotiable demands for North Korea that Joseph and other Bush officials know that nation will refuse to accept. One example is the demand that North Korea adopt “a less threatening conventional military posture,” even though US commanders in South Korea describe the military balance between North and South as stable. The new policy also demands “improved implementation” of the 1994 Agreed Framework accord (see October 21, 1994), in essence a list of further concessions from North Korea without any concessions in return. Another demand is for “100 percent verification” of any missile deal, a practical impossibility. The policy also seems to imply that the US will no longer honor the Framework’s agreement that the US will not military threaten North Korea. President Bush does promise unspecified “reward[s]” if the North Koreans agree to his demands, but, unsurprisingly, the demands are roundly rejected. [Scoblic, 2008, pp. 237]

CIA case officer Valerie Plame Wilson (see 1997), returning to duty from maternity leave and now going by her married name, is one of two officers assigned to the Iraq desk of the counterproliferation division (CPD). Plame Wilson’s job involves extensive covert operational responsibility. She supervises and coordinates NOCs (nonofficial covered officers) in several areas of the globe, helping plan and execute operations to recruit Iraqi nationals as CIA assets, focusing on graduate students, scientists, and businessmen, hoping to find information about Iraq’s secretive quest for unconventional weapons parts and technologies. Shortly after the 9/11 attacks, Plame Wilson is made the chief of operations of the Iraq branch of CPD. That branch is renamed the “Joint Task Force on Iraq,” or JTFI. [Wilson, 2007, pp. 365-366]

President Bush gives a speech at the National Defense University outlining what he calls a “new strategic framework” for the nation’s strategic defense policy. “This afternoon, I want us to think back some 30 years to a far different time in a far different world,” he tells his listeners. “The United States and the Soviet Union were locked in a hostile rivalry.… Our deep differences were expressed in a dangerous military confrontation that resulted in thousands of nuclear weapons pointed at each other on hair-trigger alert. Security of both the United States and the Soviet Union was based on a grim premise: that neither side would fire nuclear weapons at each other, because doing so would mean the end of both nations.” Bush is referring to the concept of “mutual assured destruction,” or MAD, which has driven the policies of the US and the former Soviet Union since the 1950s. “We even went so far as to codify this relationship in a 1972 ABM [Anti-Ballistic Missile] Treaty (see May 26, 1972), based on the doctrine that our very survival would best be insured by leaving both sides completely open and vulnerable to nuclear attack,” he says.
A Different Threat - Times have now changed: “Today, the sun comes up on a vastly different world.… Today’s Russia is not yesterday’s Soviet Union.… Yet, this is still a dangerous world, a less certain, a less predictable one. More nations have nuclear weapons and still more have nuclear aspirations. Many have chemical and biological weapons. Some already have developed… ballistic missile technology.… And a number of these countries are spreading these technologies around the world. Most troubling of all, the list of these countries includes some of the world’s least-responsible states. Unlike the Cold War, today’s most urgent threat stems not from thousands of ballistic missiles in the Soviet hands, but from a small number of missiles in the hands of these states, states for whom terror and blackmail are a way of life.” Bush cites the example of Iraq’s Saddam Hussein, who, he says, could have forced a very different outcome to the 1991 Gulf War (see January 16, 1991 and After) had he “been able to blackmail with nuclear weapons.” Hussein is an exemplar of today’s hate-driven dictators, Bush asserts: “Like Saddam Hussein, some of today’s tyrants are gripped by an implacable hatred of the United States of America. They hate our friends, they hate our values, they hate democracy and freedom and individual liberty. Many care little for the lives of their own people. In such a world, Cold War deterrence is no longer enough.”
ABM Treaty Now a Hindrance to US Security - “To maintain peace, to protect our own citizens and our own allies and friends, we must seek security based on more than the grim premise that we can destroy those who seek to destroy us,” Bush says. “Today’s world requires a new policy, a broad strategy of active non-proliferation, counter proliferation and defenses.… We need new concepts of deterrence that rely on both offensive and defensive forces. Deterrence can no longer be based solely on the threat of nuclear retaliation.… We need a new framework that allows us to build missile defenses to counter the different threats of today’s world. To do so, we must move beyond the constraints of the 30-year-old ABM Treaty. This treaty does not recognize the present, or point us to the future. It enshrines the past. No treaty that prevents us from addressing today’s threats, that prohibits us from pursuing promising technology to defend ourselves, our friends and our allies is in our interests or in the interests of world peace.… We can, and will, change the size, the composition, the character of our nuclear forces in a way that reflects the reality that the Cold War is over.” Bush is heralding his intention of withdrawing from the 1972 ABM Treaty (see December 13, 2001). Bush says of the treaty: “We should leave behind the constraints of an ABM Treaty that perpetuates a relationship based on distrust and mutual vulnerability. This Treaty ignores the fundamental breakthroughs in technology during the last 30 years. It prohibits us from exploring all options for defending against the threats that face us, our allies and other countries. That’s why we should work together to replace this Treaty with a new framework that reflects a clear and clean break from the past, and especially from the adversarial legacy of the Cold War.” [White House, 5/1/2001; CNN, 5/1/2001; Scoblic, 2008, pp. 171-172]
An Old Response to a New Threat - Author J. Peter Scoblic later calls Bush’s rationale “disingenuous.” He explains: “Conservatives had wanted to field missile defenses ever since the Soviet Union had developed ICBMs.… But somewhat paradoxically, following the collapse of the Soviet Union—and with it the likelihood of of a missile attack—conservative calls for missile defense increased” (see September 27, 1994). [Scoblic, 2008, pp. 171-172] Joseph Cirincione of the Carnegie Endowment for International Peace calls Bush’s proposal “tragically mistaken.” [PBS, 5/1/2001] Senator John Kerry (D-MA), an outspoken opponent of Bush’s foreign policies, says: “This is essentially a satisfy-your-base, political announcement. In New York City, the United States—the world’s largest exporter of arms—informs delegates at the UN Conference on the Illicit Trade in Small Arms and Light Weapons that it opposes any effort to create broad worldwide controls on the sale of small arms. The US opposes the pact because, its government officials say, it would infringe on its citizens’ Second Amendment right to bear arms. “We do not support measures that would constrain legal trade and legal manufacturing of small arms and light weapons,” John Bolton, US undersecretary of state for arms control and international security affairs, tells the international body. “The vast majority of arms transfers in the world are routine and not problematic. Each member state of the United Nations has the right to manufacture and export arms for purposes of national defense.” But UN Deputy Secretary-General Louise Frechette notes that small arms have been the preferred weapons in 46 of 49 major conflicts since 1990, which have resulted in some 4 million deaths, 80 percent of which were women and children. The hundreds of diplomats, gun-control activists, and representatives attending the meeting hope to formulate a plan, that although not legally binding, will lead to the development of national systems to regulate arms brokers and exports. Many also support a plan that would require small arms manufacturers to mark the weapons they produce so their movements can be traced. The provisions are later removed from the proposal, leaving it virtually without effect. The 24th negotiating session convenes to negotiate a proposal to add an enforcement and verification protocol to the Biological and Toxin Weapons Convention (BWC). For three days, representatives from 55 member-states speak favorably of ending the negotiations and adopting the protocol. The mechanism would require member-states to annually declare their biodefense facilities and programs as well as any industrial facilities with capabilities to produce microbial cultures in quantity. Additionally, all member-states would be subject to random inspections of any plant where biological weapons could be made. Inspections would also be conducted if a facility is suspected of illegally producing bioweapons; there are allegations of bioweapons use; or in the event of a disease outbreak suspected to be the result of the activities of a bioweapons facility.
Abrupt US Withdrawal - But on July 25, US Ambassador Donald Mahley announces that the US will block any consensus on the proposed changes to the convention. “The United States has concluded that the current approach to a protocol to the Biological Weapons Convention… is not, in our view, capable of… strengthening confidence in compliance with the Biological Weapons Convention,” he says. “We will therefore be unable to support the current text, even with changes.” US opposition to the convention is based on fears that inspections of US facilities might harm the profits of US biotech companies and impede the United States’ current “biodefense” program. [US Department of State, 7/25/2001; CounterPunch, 10/25/2001; CNN, 11/1/2001; Common Dreams, 8/5/2002; Bulletin of the Atomic Scientists, 1/2003] While the protocols cannot guarantee with 100 percent accuracy that signatory nations will not violate the treaty, the participants in the negotiations are well aware of the limitations, and the impossibility of 100 percent verification. The protocols are designed to make it harder for signatories to cheat. But, as State Department official John Bolton says, that is no longer good enough for the US: “The time for ‘better than nothing’ proposals is over. It is time for us to work together to address the [biological weapons] threat.” However, instead of proposing stiffer verification proposals, the Bush administration will later propose much laxer “voluntary” standards (see November 19, 2001-December 7, 2001), and when those are rejected, will demand that further talks be postponed for four years. Bolton will later say of the treaty, “It’s dead, dead, dead, and I don’t want it coming back from the dead.” [Scoblic, 2008, pp. 186]
US 'Standing Alone' - Negotiations for the new treaty have been ongoing for seven years, and enjoyed the full support of the US under President Clinton. UN Secretary General Kofi Annan says the US is “practically standing alone in opposition to agreements that were broadly reached by just about everyone else.” After the US withdraws its support, the treaty conference will quickly be suspended. Chairman Tibor Toth will explain that delegates see no reason to continue without US participation: “In the light of the US concerns about the overall approach, it would be some sort of negotiations in a vacuum without the US being engaged. They were referring to the overwhelming role the US is playing in the industry. The US has more than one-third of the global industry and in the defense area, which is disproportionately higher than others.”
Bush Administration's 'Wholesale Assault on International Treaties' - Author and former National Security Council member Ivo Daalder says, “The [Bush] administration has, from day one, engaged in a wholesale assault on international treaties.” Daalder is referring, among other treaties, the Kyoto Protocols governing global warming that the Bush administration summarily rejected (see March 27, 2001). [Source: David Bohrer / White House]According to an in-depth examination by the Washington Post, within hours of the 9/11 attacks, Vice President Dick Cheney begins working to secure additional powers for the White House. Cheney had plans in place to begin acquiring these powers for the executive branch before the attacks, but had not begun to execute them.
Gathering the Team - David Addington, Cheney’s general counsel and legal adviser, had been walking home after having to leave the now-evacuated Eisenhower Executive Office Building. He receives a message from the White House telling him to turn around, because the vice president needs him. After Addington joins Cheney in the Presidential Emergency Operations Center (PEOC) below the East Wing of the White House, the pair reportedly begin “contemplating the founding question of the legal revolution to come: What extraordinary powers will the president need for his response?” Later in the day, Addington connects by secure video with Timothy Flanigan, the deputy White House counsel, who is in the White House Situation Room. John Yoo, the deputy chief of the Office of Legal Counsel, is also patched in from the Justice Department’s command center. White House counsel Alberto Gonzales joins them later. This forms the core legal team that Cheney will oversee after the terrorist attacks. Associate White House counsel Bradford Berenson will later recall: “Addington, Flanigan and Gonzales were really a triumvirate. [Yoo] was a supporting player.” Addington dominates the group. Gonzales is there primarily because of his relationship with President Bush. He is not, Yoo will later recall, “a law-of-war expert and [doesn’t] have very developed views.” Along with these allies, Cheney will provide what the Washington Post calls “the rationale and political muscle to drive far-reaching legal changes through the White House, the Justice Department, and the Pentagon,” which will free the president to fight the war on terror, “as he saw fit.”
Drafting the AUMF - The team begins drafting the document that will become the Authorization to Use Military Force (AUMF—see October 10, 2002) passed by Congress for the assault on Afghanistan. In the words of the group, the president is authorized “to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States.”
Extraordinarily Broad Language - The language is extraordinarily broad; Yoo will later explain that they chose such sweeping language because “this war was so different, you can’t predict what might come up.” The AUMF draft is the first of numerous attempts to secure broad powers for the presidency, most justified by the 9/11 attacks. The Washington Post will later report, “In fact, the triumvirate knew very well what would come next: the interception—without a warrant—of communications to and from the United States” (see September 25, 2001). Shortly after the 9/11 attacks, Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Deputy Defense Secretary Paul Wolfowitz create a secretive, ad hoc intelligence bureau within the Pentagon that they mockingly dub “The Cabal.” This small but influential group of neoconservatives is tasked with driving US foreign policy and intelligence reporting towards the goal of promoting the invasion of Iraq. To this end, the group—which later is folded into the slightly more official Office of Special Plans (OSP) (see 2002-2003)—gathers and interprets raw intelligence data for itself, refusing the participation of the experts in the CIA and DIA, and reporting, massaging, manipulating, and sometimes falsifying that information to suit their ends. Neoconservative author, ad hoc White House foreign policy adviser, and one-time intelligence asset Michael Ledeen, one of the loudest voices for US military expansionism throughout the Middle East (see February 19, 1998 and October 29, 2001), writes that the US must use Iraq as the first battle of a much larger war.
Must Expand Mission to Destroy Governments, Not Merely Terror Organizations - In his book The War Against the Terror Masters: Why It Happened. Where We Are Now. How We’ll Win, Ledeen writes that the US must destroy the governments of the nations that he claims sponsor Islamist terrorism. “First and foremost, we must bring down the terror regimes, beginning with the Big Three: Iran, Iraq, and Syria,” Ledeen writes. “And then we have to come to grips with Saudi Arabia.… Once the tyrants in Iran, Iraq, Syria, and Saudi Arabia have been brought down, we will remain engaged.… We have to ensure the fulfillment of the democratic revolution.… Stability is an unworthy American mission, and a misleading concept to boot. We do not want stability in Iran, Iraq, Syria, Lebanon, and even Saudi Arabia; we want things to change. The real issue is not whether, but how to destabilize.”
US a Force for 'Creative Destruction' - The US’s current mission of battling Islamist terror is “unworthy” of such a militarily powerful nation, Ledeen asserts, and defines its true “historic mission:” “Creative destruction is our middle name, both within our society and abroad. We tear down the old order every day, from business to science, literature, art, architecture, and cinema to politics and the law. Our enemies have always hated this whirlwind of energy and creativity which menaces their traditions (whatever they may be) and shames them for their inability to keep pace.… [W]e must destroy them to advance our historic mission.” The US must be “imperious, ruthless, and relentless,” he continues, until there has been “total surrender” by the Muslim world. “We must keep our fangs bared, we must remind them daily that we Americans are in a rage, and we will not rest until we have avenged our deed, we will not be sated until we have had the blood of every miserable little tyrant in the Middle East, until every leader of every cell of the terror network is dead or locked securely away, and every last drooling anti-Semitic and anti-American mullah, imam, sheikh, and ayatollah is either singing the praises of the United States of America, or pumping gasoline for a dime a gallon on an American military base near the Arctic Circle.”

Four prominent Republican officials make alarming comments about terrorism and especially the use of WMDs against the US:
bullet Attorney General John Ashcroft says on CNN: “We believe there are substantial risks of terrorism still in the United States of America. As we as a nation respond to what has happened to us, those risks may in fact go up.”
bullet White House chief of staff Andrew Card says on Fox News, “I’m not trying to be an alarmist, but we know that these terrorist organizations, like al-Qaeda, run by Osama bin Laden and others, have probably found the means to use biological or chemical warfare.”

The New York Times reports that there is no new intelligence behind these alarming comments. By contrast, Senator Joseph Biden (D-DE), chairman of the Senate Foreign Relations Committee, says it is unlikely terrorists are capable of making extremely deadly biological weapons. He says that terrorists might have access to weapons that use anthrax or smallpox, but while “There are those serious things… we can deal with them.” [New York Times, 10/1/2001] Deputy press secretary Scott McClellan will later observe: “Even the Cheney-driven White House effort to provide all Americans with the smallpox vaccine that was being pushed publicly in the latter weeks of 2002 played into the environment of fear about the Iraq WMD threat. It seems to me a little cynical to suggest that its timing was calculated, but it did not hurt the broader campaign to sell the war.” [McClellan, 2008, pp. 138]

Vice President Cheney chairs a National Security Council meeting because President Bush is overseas. According to journalist Bob Woodward, who later interviews many participants in the meeting, the topic of the recent anthrax attacks is discussed (see October 5-November 21, 2001). CIA Director George Tenet suggests that al-Qaeda is behind the attacks. He also adds, “I think there’s a state sponsor involved. It’s too well thought out, the powder’s too well refined. It might be Iraq, it might be Russia, it might be a renegade scientist,” perhaps from Iraq or Russia. Vice President Cheney’s chief of staff I. Lewis Libby also suggests the anthrax attacks were state sponsored. “We’ve got to be careful on what we say. If we say it’s al-Qaeda, a state sponsor may feel safe and then hit us thinking they will have a bye because we’ll blame it on al-Qaeda.” Tenet replies, “I’m not going to talk about a state sponsor.” Vice President Cheney comments, “It’s good that we don’t, because we’re not ready to do anything about it.” [Woodward, 2002, pp. 244] No strong evidence will emerge tying the attacks to al-Qaeda or any state sponsor. The anthrax attacks still remain completely unsolved.

[Source: PBS]An Iraqi defector identifying himself as Jamal al-Ghurairy, a former lieutenant general in Saddam Hussein’s intelligence corps, the Mukhabarat, tells two US reporters that he has witnessed foreign Islamic militants training to hijack airplanes at an alleged Iraqi terrorist training camp at Salman Pak, near Baghdad. Al-Ghurairy also claims to know of a secret compound at Salman Pak where Iraqi scientists, led by a German, are producing biological weapons. Al-Ghurairy is lying both about his experiences and even his identity, though the reporters, New York Times war correspondent Chris Hedges and PBS’s Christopher Buchanan, do not know this. The meeting between al-Ghurairy and the reporters, which takes place on November 6, 2001, in a luxury suite in a Beirut hotel, was arranged by Ahmed Chalabi’s Iraqi National Congress (INC). Buchanan later recalls knowing little about al-Ghurairy, except that “[h]is life might be in danger. I didn’t know much else.” Hedges recalls the former general’s “fierce” appearance and “military bearing.… He looked the part.” Al-Ghurairy is accompanied by several other people, including the INC’s political liaison, Nabeel Musawi. “They were slick and well organized,” Buchanan recalls. Hedges confirms al-Ghurairy’s credibility with the US embassy in Turkey, where he is told that CIA and FBI agents had recently debriefed him. The interview is excerpted for an upcoming PBS Frontline episode, along with another interview with an INC-provided defector, former Iraqi sergeant Sabah Khodada, who echoes al-Ghurairy’s tale. While the excerpt of al-Ghurairy’s interview is relatively short, the interview itself takes over an hour. Al-Ghurairy does not allow his face to be shown on camera.
Times Reports Defectors' Tale - Two days later, on November 8, Hedges publishes a story about al-Ghurairy in the New York Times Times. The Frontline episode airs that same evening. [New York Times, 11/8/2001; Mother Jones, 4/2006] Hedges does not identify al-Ghurairy by name, but reports that he, Khodada, and a third unnamed Iraqi sergeant claim to have “worked for several years at a secret Iraqi government camp that had trained Islamic terrorists in rotations of five or six months since 1995. They said the training at the camp, south of Baghdad, was aimed at carrying out attacks against neighboring countries and possibly Europe and the United States.” Whether the militants being trained are linked to al-Qaeda or Osama bin Laden, the defectors cannot be sure, nor do they know of any specific attacks carried out by the militants. Hedges writes that the interviews were “set up by an Iraqi group that seeks the overthrow of… Hussein.” He quotes al-Ghurairy as saying, “There is a lot we do not know. We were forbidden to speak about our activities among each other, even off duty. But over the years, you see and hear things. These Islamic radicals were a scruffy lot. They needed a lot of training, especially physical training. But from speaking with them, it was clear they came from a variety of countries, including Saudi Arabia, Yemen, Algeria, Egypt, and Morocco. We were training these people to attack installations important to the United States. The Gulf War never ended for Saddam Hussein. He is at war with the United States. We were repeatedly told this.” He uses Khodada’s statements as support for al-Ghurairy’s, identifies Khodada by name, and says that Khodada “immigrated to Texas” in May 2001 “after working as an instructor for eight years at Salman Pak…” He quotes the sergeant as saying, “We could see them train around the fuselage. We could see them practice taking over the plane.” Al-Ghurairy adds that the militants were trained to take over a plane without using weapons. Hedges reports that Richard Sperzel, the former chief of the UN biological weapons inspection teams in Iraq, says that the Iraqis always claimed Salman Pak was an anti-terror training camp for Iraqi special forces. However, Sperzel says, “[M]any of us had our own private suspicions. We had nothing specific as evidence.” The US officials who debriefed al-Ghurairy, Hedges reports, do not believe that the Salman Pak training has any links to the 9/11 hijackings. Hedges asks about one of the militants, a clean-shaven Egyptian. “No, he was not Mohamed Atta.” Atta led the 9/11 hijackers. Hedges notes that stories such as this one will likely prompt “an intense debate in Washington over whether to extend the war against Osama bin Laden and the Taliban government of Afghanistan to include Iraq.” [New York Times, 11/8/2001; Columbia Journalism Review, 7/1/2004]
Heavy Press Coverage - The US media immediately reacts, with op-eds running in major newspapers throughout the country and cable-news pundits bringing the story to their audiences. National security adviser Condoleezza Rice says of the story, “I think it surprises no one that Saddam Hussein is engaged in all kinds of activities that are destabilizing.” The White House will use al-Ghurairy’s claims in its background paper, “Decade of Deception and Defiance,” prepared for President’s Bush September 12, 2002 speech to the UN General Assembly (see September 12, 2002). Though the tale lacks specifics, it helps bolster the White House’s attempts to link Saddam Hussein to the 9/11 hijackers, and helps promote Iraq as a legitimate target in the administration’s war on terror. (Five years later, the reporters involved in the story admit they were duped—see April 2006.)
Complete Fiction - The story, as it turns out, is, in the later words of Mother Jones reporter Jack Fairweather, “an elaborate scam.” Not only did US agents in Turkey dismiss the purported lieutenant general’s claims out of hand—a fact they did not pass on to Hedges—but the man who speaks with Hedges and Buchanan is not even Jamal al-Ghurairy. The man they interviewed is actually a former Iraqi sergeant living in Turkey under the pseudonym Abu Zainab. (His real name is later ascertained to be Abu Zeinab al-Qurairy, and is a former Iraqi general and senior officer in the Mukhabarat.) The real al-Ghurairy has never left Iraq. In 2006, he will be interviewed by Fairweather, and will confirm that he was not the man interviewed in 2001 (see October 2005). [Columbia Journalism Review, 7/1/2004; Mother Jones, 4/2006] Hedges and Buchanan were not the first reporters to be approached for the story. The INC’s Francis Brooke tried to interest Newsweek’s Michael Isikoff in interviewing Khodada to discuss Salman Pak. Isikoff will recall in 2004 that “he didn’t know what to make of the whole thing or have any way to evaluate the story so I didn’t write about it.” [Columbia Journalism Review, 7/1/2004]
"The Perfect Hoax" - The interview was set up by Chalabi, the leader of the INC, and former CBS producer Lowell Bergman. Bergman had interviewed Khodada previously, but was unable to journey to Beirut, so he and Chalabi briefed Hedges in London before sending him to meet with the defector. Chalabi and Bergman have a long relationship; Chalabi has been a source for Bergman since 1991. The CIA withdrew funding from the group in 1996 (see January 1996) due to its poor intelligence and attempts at deception. For years, the INC combed the large Iraqi exile communities in Damascus and Amman for those who would trade information—real or fabricated—in return for the INC’s assistance in obtaining asylum to the West. Helping run that network was Mohammed al-Zubaidi, who after 9/11 began actively coaching defectors, according to an ex-INC official involved in the INC’s media operations (see December 17, 2001 and July 9, 2004). The ex-INC official, Adnan Ihsan Saeed al-Haideri, did everything from help defectors brush up and polish their stories, to concocting scripts that defectors with little or no knowledge could recite: “They learned the words, and then we handed them over to the American agencies and journalists.” After 9/11, the INC wanted to come up with a big story that would fix the public perception of Saddam Hussein’s involvement in the 9/11 attacks. Al-Zubaidi was given the task. He came up with al-Ghurairy. He chose Zainab for his knowledge of the Iraqi military, brought him to Beirut, paid him, and began prepping him. In the process, al-Zainab made himself known to American and Turkish intelligence officials as al-Ghurairy. “It was the perfect hoax,” al-Haideri will recall in 2006. “The man was a born liar and knew enough about the military to get by, whilst Saddam’s regime could hardly produce the real Ghurairy without revealing at least some of the truth of the story.” Al-Haideri will say that the reality of the Salman Pak story was much as the Iraqis claimed—Iraqi special forces were trained in hostage and hijack scenarios. Al-Zubaidi, who in 2004 will admit to his propaganda activities, calls Al-Zainab “an opportunist, cheap and manipulative. He has poetic interests and has a vivid imagination in making up stories.” [Mother Jones, 4/2006]
Stories Strain Credulity - Knight Ridder reporter Jonathan Landay later says of al-Qurairy, “As you track their stories, they become ever more fantastic, and they’re the same people who are telling these stories, until you get to the most fantastic tales of all, which appeared in Vanity Fair magazine.” Perhaps al-Qurairy’s most fabulous story is that of a training exercise to blow up a full-size mockup of a US destroyer in a lake in central Iraq. Landay adds, “Or, jumping into pits of fouled water and having to kill a dog with your bare teeth. I mean, and this was coming from people, who are appearing in all of these stories, and sometimes their rank would change.… And, you’re saying, ‘Wait a minute. There’s something wrong here, because in this story he was a major, but in this story the guy’s a colonel. And, in this story this was his function, but now he says in this story he was doing something else.’” Landay’s bureau chief, John Walcott, says of al-Qurairy, “What he did was reasonably clever but fairly obvious, which is he gave the same stuff to some reporters that, for one reason or another, he felt would simply report it. And then he gave the same stuff to people in the Vice President’s office [Dick Cheney] and in the Secretary of Defense’s office [Donald Rumsfeld]. And so, if the reporter called the Department of Defense or the Vice President’s office to check, they would’ve said, ‘Oh, I think that’s… you can go with that. We have that, too.’ So, you create the appearance, or Chalabi created the appearance, that there were two sources, and that the information had been independently confirmed, when, in fact, there was only one source. And it hadn’t been confirmed by anybody.” Landay adds, “[L]et’s not forget how close these people were to this administration, which raises the question, was there coordination? I can’t tell you that there was, but it sure looked like it.” [PBS, 4/25/2007]
No Evidence Found - On April 6, 2003, US forces will overrun the Salman Pak facility. They will find nothing to indicate that the base was ever used to train terrorists (see April 6, 2003).

Richard Perle, chairman of the Defense Policy Board, says in a speech delivered at the Foreign Policy Research Institute’s annual dinner that Saddam Hussein “is busily at work on a nuclear weapon” and that “it’s simply a matter of time before he acquires nuclear weapons.” His assertion is based on information that was provided to him personally by Iraqi defector Khidir Hamza. According to Perle, Hamza said that after the Israeli strikes against Iraq’s Osirak reactor in 1981 (see June 7, 1981), Iraq built some 400 uranium enrichment facilities all over the country in order to protect its nuclear program from future attacks. “Some look like farmhouses, some of them look like classrooms, some of them look like warehouses. You’ll never find them. They don’t turn out much but every day they turn out a little bit of nuclear materials.” [Foreign Policy Research Institute, 11/14/2001]

A second attempt at crafting and ratifying the Biological Weapons and Toxin Convention (BWC) fails after US officials disrupt the negotiations with what the journal New Scientist calls “a last-minute demand it knew other governments would reject.” The conference members hoped to complete the negotiation of an enforcement and verification protocol. The BWC would ban all biological warfare, and would provide enforcement for the ban, something the 1972 Biological Weapons Convention lacks. The US scuttled earlier talks on the new convention by abruptly pulling out of the proceedings (see July 23-25, 2001). Though US officials continue to insist that the Bush administration is in favor of a new treaty, European Union officials now believe that the US has no intention of allowing any such treaty to be ratified. EU officials question if they can continue to work with US officials on any international arms control treaties. One hundred and forty-four nations are attempting to salvage the talks, but the US’s participation is considered critical. An hour before the talks were to wrap up for the week, the US introduces a demand to strike a mandate under which treaty members have been negotiating legally binding compliance measures. Other nations have long since accepted the legally binding mandate, and, until Friday afternoon, US delegates had not voiced an objection. When US officials suddenly demand that the mandate be “terminated” in favor of a measure that would merely require signatories to follow current technological developments, it sparks an uproar among other delegates from European and Asian countries. To prevent the outright failure of the Review Conference, the chairman suspends negotiations until November 2002. Oliver Meier of the arms-control lobbying group Vertic says: “[T]here was never a question of that [measure] substituting for the negotiating mandate. If the US wanted to discuss that it could have brought it up any time during the three weeks.” The last-minute demand, says Meier, “was obviously an attempt to sabotage the conference.” Jan van Aken of the Sunshine Project, a German-American anti-bioweapons group, calls the US officials “liars” and characterizes their behavior as “insulting.” EU officials refuse to continue meeting with US officials after the sudden demand. According to a 2009 Senate Armed Services Committee report (see April 21, 2009), the Pentagon begins asking the Joint Personnel Recovery Agency (JPRA) for assistance in developing a set of procedures for “harsh interrogations”—torture—to be used against suspected terrorists captured by US soldiers and intelligence operatives. JPRA has “reverse-engineered” a training program, Survival, Evasion, Resistance, and Escape (SERE), which trains US soldiers to resist torture techniques if captured by an enemy, to produce harsh techniques to be used in interrogating suspected terrorists. [Washington Post, 4/22/2009]
Methods Already in Use - Military interrogators have already begun using the methods inflicted on them during SERE training on their prisoners, and SERE instructors—often having no training in interrogation procedures and no experience with other cultures—have been reassigned as interrogators. [Savage, 2007, pp. 216] The JPRA program will result in the personal approval of 15 “harsh” techniques by Defense Secretary Donald Rumsfeld. The policies will be adopted by US interrogators in Afghanistan, at Abu Ghraib prison in Baghdad, and at Guantanamo. [New York Times, 4/21/2009] In a June 2004 press conference, General James T. Hill, the commander of the US Southern Command (SOCOM), which oversees the Guantanamo detention facility, will say that US officials tapped the “SERE School and developed a list of techniques.” Hill will say that he was reassured by Pentagon officials that the techniques were “legally consistent with our laws.”
Methods Devised to Produce Propaganda, Not Reliable Information - Trained interrogators are, in the words of reporter Charlie Savage, “aghast at this policy.” Savage will write that unlike many Pentagon officials, Special Forces troops, and even SERE instructors, they know full well where SERE techniques originated: from the techniques used by Chinese and North Korean interrogators to torture and brutalize US soldiers during the Korean War. The Koreans and Chinese were experts at coercing American captives to “confess” to “war crimes” and other offenses; those confessions were used for propaganda purposes. “After the war,” Savage will write, the captured soldiers “all told the same story: Chinese interrogators, working with the North Koreans, had put them through a series of sustained torments” identical to those used in SERE training “until their minds had bent and they had made the false confessions.” The stories led to the concept of Chinese “brainwashing” techniques made famous by such books and films as The Manchurian Candidate. In 1963, the CIA concluded that the techniques were virtually useless at producing reliable intelligence, but worked very well in coercing victims to say whatever interrogators wanted them to say. “[U]nder sufficient pressure subjects usually yield but their ability to recall and communicate information accurately is as impaired as the will to resist.” Savage will write, “Neither SERE trainers, who run scenarios by following the instructions in basic military manuals, nor their Special Forces trainees understood that the coercive techniques used in the program were designed to make prisoners lose touch with reality so that they will falsely confess to what their captors want to hear, not for extracting accurate and reliable information.” Colonel Steve Kleinman, the former head of the Air Force’s strategic interrogation program, will later comment: “People who defend this say ‘we can make them talk.’ Yes, but what are they saying? The key is that most of the training is to try to resist the attempts to make you comply and do things such as create propaganda, to make these statements in either written or videotaped form. But to get people to comply, to do what you want them to do, even though it’s not the truth—that is a whole different dynamic than getting people to produce accurate, useful intelligence.” [Savage, 2007, pp. 216-217]

[Source: Associated Press / CNN]President Bush announces that the US is unilaterally withdrawing from the 1972 Anti-Ballistic Missile (ABM) Treaty (see May 26, 1972). The treaty, negotiated with the former Soviet Union in 1972, sets strict limitations on missile and missile defense developments by both Russia and the US. After the six-month withdrawal period is concluded in mid-2002, the US will begin developing an anti-missile defense system, an outgrowth and extension of the old “Star Wars” system (see March 23, 1983). Bush tells reporters: “Today I am giving formal notice to Russia that the United States of America is withdrawing from this almost 30-year-old treaty.… I have concluded the ABM treaty hinders our government’s ability to develop ways to protect our people from future terrorist or rogue state missile attacks.” Bush explains: “The 1972 ABM treaty was signed by the United States and the Soviet Union at a much different time, in a vastly different world. One of the signatories, the Soviet Union, no longer exists and neither does the hostility that once led both our countries to keep thousands of nuclear weapons on hair-trigger alert, pointed at each other.… Today, as the events of September 11 made all too clear, the greatest threats to both our countries come not from each other, or from other big powers in the world, but from terrorists who strike without warning or rogue states who seek weapons of mass destruction.” Defense Secretary Donald Rumsfeld calls the treaty “outdated.” [White House, 12/13/2001; CNN, 12/14/2001]
Follows Failure to Persuade Russia to Drop Treaty - The decision follows months of talks in which Bush officials attempted without success to persuade Russia to set the treaty aside and negotiate a new one more favorable to US interests. Bush says that he and Russian President Vladimir Putin “have also agreed that my decision to withdraw from the treaty will not in any way undermine our new relationship or Russian security.” Putin calls Bush’s decision a “mistake,” and says the two nations should move quickly to create a “new framework of our strategic relationship.” Putin says on Russian television that the US decision “presents no threat to the security of the Russian Federation.” He also says that the US and Russia should decrease their present stockpiles of nuclear weapons. He wants what he calls “radical, non-reversible and verifiable reductions in offensive weapons”; in turn, the Bush administration is against any sort of legally binding agreements. Putin says, “Today, when the world has been faced with new threats, one cannot allow a legal vacuum in the sphere of strategic stability.” [CNN, 12/14/2001; CNN, 12/14/2001]
'Abdication of Responsibility' - Senate Democrats (see December 13-14, 2001) and non-proliferation experts (see December 13, 2001) strongly question the decision to withdraw. Singapore’s New Straits Times writes: “History will one day judge the US decision to withdraw from the Anti-Ballistic Missile Treaty in the same way it views the US failure in 1919 to join the League of Nations—as an abdication of responsibility, a betrayal of humankind’s best hopes, an act of folly. By announcing the decision now, in the midst of a war on terrorism that commands worldwide support, the Bush administration has also displayed a cynicism that will adversely affect the mood of cooperation that has characterized international relations since September 11.” [Carter, 2004, pp. 272-273] Sweden’s foreign ministry warns of possibly “serious consequences for the future of international disarmament.” [BBC, 12/13/2001]
Seizure of Presidential Power - Regardless of the wisdom of withdrawing from the treaty, Bush’s decision has another effect that is subjected to far less public scrutiny: by unilaterally withdrawing the US from the treaty on his own authority, Bush, in the words of author Charlie Savage, “seized for the presidency the power to pull the United States out of any treaty without obtaining the consent of Congress.” Savage, writing in 2007, will note that the Constitution does not provide a clear method of withdrawing the US from an international treaty. However, he will write, judging from the fact that the US Senate must vote to ratify a treaty before it becomes binding, it can be inferred that the Founders intended for the legislature, not the executive branch, to have the power to pull out of a treaty. In Volume 70 of the Federalist Papers, Alexander Hamilton wrote that treaties are far too important to entrust to the decision of one person who will be in office for as few as four years. Hamilton wrote, “The history of human conduct does not warrant that exalted opinion of human virtue which would make it wise in a nation to commit interests of so delicate and momentous a kind, as those which concern its intercourse with the rest of the world, to the sole disposal of a magistrate created and circumstanced as would be a president of the United States.” [Savage, 2007, pp. 140]

Zaab Sethna of the Iraqi National Congress (INC) arranges for Iraqi defector Adnan Ihsan Saeed al-Haideri to be interviewed by Judith Miller of the New York Times. Miller, who has known Chalabi for about eight years (see May 1, 2003), immediately flies out to Bangkok for the interview. Her story is published on December 20, just three days after Haideri told his story to a CIA agent who subjected him to a polygraph and determined Haideri’s story was a complete fabrication (see December 17, 2001). Miller’s front-page article, titled “An Iraqi defector tells of work on at least 20 hidden weapons sites,” reports: “An Iraqi defector who described himself as a civil engineer, said he personally worked on renovations of secret facilities for biological, chemical and nuclear weapons in underground wells, private villas and under the Saddam Hussein Hospital in Baghdad as recently as a year ago.” If verified, Miller notes, “his allegations would provide ammunition to officials within the Bush administration who have been arguing that Mr. Hussein should be driven from power partly because of his unwillingness to stop making weapons of mass destruction, despite his pledges to do so.” Sethna also contacts freelance journalist Paul Moran. Moran is a former employee of the INC and has been employed for years by the Rendon Group, a firm specializing in “perception management” and which helped develop the INC (see May 1991). Moran’s on-camera interview with Haideri is broadcast worldwide by the Australian Broadcasting Corp. [New York Times, 12/20/2001; SBS Dateline, 7/23/2003; New York Review of Books, 2/26/2004; Rolling Stone, 11/17/2005] Reporter Jonathan Landay will later say that he and others were skeptical from the outset: “There were some red flags that the New York Times story threw out immediately, which caught our eye, immediately. The first was the idea that a Kurd—the enemy of Saddam—had been allowed into his most top secret military facilities. I don’t think so. That was, for me, the biggest red flag. And there were others, like the idea that Saddam Hussein would put a biological weapons facility under his residence. I mean, would you put a biological weapons lab under your living room? I don’t think so.” Landay’s partner Warren Strobel will add, “The first rule of being an intelligence agent, or a journalist, and they’re really not that different, is you’re skeptical of defectors, because they have a reason to exaggerate. They want to increase their value to you. They probably want something from you. Doesn’t mean they’re lying, but you should be—journalists are supposed to be skeptical, right? And I’m afraid the New York Times reporter in that case and a lot of other reporters were just not skeptical of what these defectors were saying. Nor was the administration…” [PBS, 4/25/2007]

Pentagon ‘Nuclear Posture Review.’Pentagon ‘Nuclear Posture Review.’ [Source: Federation of American Scientists]White House guidance and the Defense Department’s 2001 “Nuclear Posture Review” (NPR) together lead to the creation of a new set of nuclear strike options—OPLAN 8044 Revision 03—against nations that may plan to acquire weapons of mass destruction. These strike options are secretly presented to certain members of Congress. The new nuclear strike options will not be revealed until November 2007, when the Federation of American Scientists receives a partially declassified document from the US Strategic Command (STRATCOM) that details the strike plans. The planning for the new strike options began shortly after the 9/11 attacks, and the US Strategic Command created scenarios for attacking countries such as Russia, China, Iran, Iraq, Syria, Libya, and North Korea; the plan will take effect on March 1, 2003, just weeks before the US invasion of Iraq. Until the documents become publicly available in 2007, Bush administration and Pentagon officials will insist that not only has the US not changed its nuclear policy, it has actually decreased the role of nuclear weapons in its strategic planning (see March 10, 2002, March 9, 2002, and October 9, 2007). Those disavowals will be proven false. Instead, according to the STRATCOM document, one of the first options delineated in the NPR is the use of these newly created nuclear strike options. The significance of the NPR’s new options is in the fact that before now, such scenarios have not been included in the national strategic plans, and “on-the-shelf” plans for nuclear bombing and missile strikes against “rogue” states have not been available. Although the details of the strikes remain classified, it is evident that the planning for these strikes goes far deeper than simple retaliation, but includes, in the words of scientist Hans Kristensen: “actual nuclear warfighting intended to annihilate a wide range of facilities in order to deprive the states the ability to launch and fight with WMD. Former ambassador Joseph Wilson has numerous conversations with Brent Scowcroft, the former national security adviser to the first President Bush (see September 1998), and the head of the Foreign Intelligence Advisory Board, about what Wilson sees as the worrisome drive to war with Iraq in the aftermath of the 9/11 attacks. Wilson is particularly worried about the neoconservatives in the current Bush administration and their call for the implementation of the Iraq Liberation Act (see October 31, 1998) by declaring war against Iraq. Scowcroft is dismissive of the administration neoconservatives, calling them “right-wing nuts” and assuring Wilson, “They will not win the policy.” Wilson is not so sure, telling Scowcroft that, as he will write in 2004, “[w]e were committing our future… to a band of fanatics whose approach was the opposite of that pursued by the first President Bush, or articulated by candidate George W. Bush (see October 3, 2000 and October 11, 2000)…” Wilson believes, wrongly that Scowcroft’s “sage counsel [is] being listened to in the White House” (see October 16, 2001). After more than two months and more than 350 inspections, the UN teams have failed to find the arsenal of banned weapons the US and Britain claim Iraq has. Nor are there any signs of programs to build such weapons. The London Observer reports that International Atomic Energy Agency (IAEA) inspectors are convinced Iraq does not have a reconstituted nuclear weapons program. “IAEA officials and intelligence sources admit it is extremely unlikely that Iraq has nuclear weapons squirreled away,” The Observer reports, explaining that “… the IAEA [had] revealed that analysis of samples taken by UN nuclear inspectors in Iraq… showed no evidence of prohibited nuclear activity.” [Observer, 1/26/2003; Los Angeles Times, 1/26/2003; Washington Post, 12/27/2003]

President Bush’s State of the Union speech describes an “axis of evil” consisting of Iraq, Iran, and North Korea. Osama bin Laden is not mentioned in the speech. [US President, 2/4/2002] Bush says: “States like these and their terrorist allies, constitute an axis of evil, arming to threaten the peace of the world. By seeking weapons of mass destruction, these regimes pose a grave and growing danger. They could provide these arms to terrorists, giving them the means to match their hatred. They could attack our allies or attempt to blackmail the United States. In any of these cases, the price of indifference would be catastrophic.” Bush goes on to suggest for the first time that the US might be prepared to launch pre-emptive wars by saying, “The United States of America will not permit the world’s most dangerous regimes to threaten us with the world’s most destructive weapons.” [Vanity Fair, 5/2004] When Bush advisor Richard Perle was asked one month before 9/11 about new challenges the US faced, he replied by naming these exact three countries (see August 6, 2001). Michael Gerson, head of the White House speechwriting team at the time, will later claim that, as Newsweek will later put it, “Bush was already making plans to topple Saddam Hussein, but he wasn’t ready to say so.” Iran and North Korea are inserted into the speech in order to avoid focusing solely on Iraq. The speech is followed by a new public focus on Iraq and a downplaying of bin Laden (see September 15, 2001-April 6, 2002). Prior to the speech, the Iranian government had been very helpful in the US fight against the Taliban, since the Taliban and Iran were enemies. [Newsweek, 2/12/2007] At the time, al-Qaeda operatives had been streaming into Iran from Afghanistan following the defeat of the Taliban. Iran has been turning over hundreds of suspects to US allies and providing US intelligence with the names, photographs, and fingerprints of those it is holding. [Washington Post, 2/10/2007] Newsweek will later say that it is “beyond doubt” the Iranian government was “critical… to stabilizing [Afghanistan] after the fall of Kabul.” But all this cooperation comes to an end after the speech. Iranian Deputy Foreign Minister Mohammad Hossein Adeli will later say that “Those [inside the Iranian government] who were in favor of a rapprochement with the United States were marginalized. The speech somehow exonerated those who had always doubted America’s intentions.” [Newsweek, 2/12/2007] In August 2003, reporter Jeffrey St. Clair will write that “the Axis of Evil [is not] an ‘axis’ at all, since two of the states, Iran and Iraq, hate… each other, and neither [have] anything at all to do with the third, North Korea.” [CounterPunch, 8/13/2003]

[Source: ViewImages.com]Undersecretary of State Jim Kelly, slated to try to revive the US’s attempts to negotiate with North Korea over that nation’s nuclear weapons program, goes to South Korea in preparation for President Bush to visit Seoul. Kelly is fully aware that the Bush administration has gone out of its way to undermine and disrupt the Clinton-era negotiations with North Korea, and a year before had insulted then-President Kim Dae Jung over the issue (see March 7, 2001). Now South Korea has a new president, Roh Moo Hyun, a populist with the same intentions of reopening a dialogue with North Korea as his predecessor. Charles Pritchard, the Bush administration’s special North Korean envoy, accompanies Kelly on the visit, and later recalls: “The conversation in the streets of Seoul was, ‘Is there going to be a war? What will these crazy Americans do?’” When Kelly and Pritchard meet with Roh, the president tells them, “I wake up in a sweat every morning, wondering if Bush has done something unilaterally to affect the [Korean] peninsula.” Bush’s visit to South Korea does little to ease tensions or convince North Korea to consider abandoning its uranium enrichment program (see October 4, 2002). Former CIA Director James Woolsey telephones Deputy Assistant Defense Secretary Linton Wells to arrange a meeting between Defense Intelligence Agency (DIA) analysts and Mohammad Harith, an Iraqi defector being supplied by the Iraqi exile group, the Iraqi National Congress. [Knight Ridder, 7/16/2004 Sources: Classified Pentagon report] After the phone call, Wells issues an “executive referral,” requesting that the Iraqi National Congress (INC) introduce Harith to the Pentagon’s Defense Intelligence Agency (DIA). [Knight Ridder, 7/16/2004] Later in the day, two DIA officers meet with Ahmed Chalabi to arrange an interview with Harith. In an email to Knight Ridder Newspapers, Wells will later recall, “I discussed the issue of an individual with information on Iraq[i] weapons of mass destruction with intelligence community members. A few days after the State Department determines that the reported secret uranium deal between Iraq and Niger is “unlikely” (see March 1, 2002), former ambassador Joseph Wilson returns from his fact-finding trip to Niger (see February 21, 2002-March 4, 2002). Wilson tells CIA officials that he found no evidence to show that any such deal ever took place. [Unger, 2007, pp. 241] Wilson’s wife, senior CIA case officer Valerie Plame Wilson, will later write that the debriefing actually begins shortly after Wilson’s arrival in the US, with “two clean-cut CIA officers, one of whom was the reports officer who had suggested sending Joe to Niger in the first place” (see February 13, 2002), arriving at the Wilson home, “clearly eager to debrief Joe so they could immediately write up an intelligence report on his trip.” Plame Wilson deliberately absents herself from the debriefing taking place in her living room, though she joins her husband and the two CIA officers for a late dinner of takeout Chinese food, where they discuss general subjects. [Wilson, 2004, pp. 29; Wilson, 2007, pp. 112] Based on Wilson’s information, the CIA’s Directorate of Operations (DO)‘s case officer writes a draft intelligence report and sends it to the DO reports officer, who adds additional relevant information from his notes. Senior CIA case officer Valerie Plame Wilson (see April 2001 and After), whose husband, former ambassador Joseph Wilson, has recently returned from a trip to Africa to find out the facts behind the allegation that Iraq had attempted to buy uranium from Niger (see February 13, 2002), receives a copy of the final intelligence report written about her husband’s trip (see March 4-5, 2002). In her 2007 book Fair Game, Plame Wilson says she receives the report “as a simple courtesy [from] the reports officer” who had suggested Wilson journey to Niger and investigate the allegations. Plame Wilson will recall the report as being “a couple of pages long and fairly straightforward, in the typical bland style of such reports.” She reads the report, makes “no changes,” and gives it back to the reports officer. The CIA sends a one-and-a-half-page cable to the White House, the FBI, the Justice Department, the Joint Chiefs of Staff, and the Defense Intelligence Agency, with news that a CIA source sent to Niger has failed to find any evidence to back claims that Iraq sought uranium from that country (see February 21, 2002-March 4, 2002). The cable contains an initial report of the source’s findings in Niger. Caveats and Denials - The report does not name the CIA source or indicate that the person is a former ambassador. Instead it describes the source as “a contact with excellent access who does not have an established reporting record” and notes that the Nigeriens with whom he spoke “knew their remarks could reach the US government and may have intended to influence as well as inform.” A later Senate report on the US’s pre-war intelligence on Iraq will state: “The intelligence report indicated that former Nigerien Prime Minister Ibrahim Mayaki was unaware of any contracts that had been signed between Niger and any rogue states for the sale of yellowcake while he was prime minister (1997-1999) or foreign minister (1996-1997). Mayaki said that if there had been any such contract during his tenure, he would have been aware of it.” Mayaki, according to the report, also acknowledged a June 1999 visit (see June 1999) by a businessman who arranged a meeting between Mayaki and an Iraqi delegation to discuss “expanding commercial relations” between Niger and Iraq. The intelligence report says that Mayaki interpreted “expanding commercial relations” to mean that the delegation wanted to discuss purchasing uranium. The meeting did take place, but according to the report, “Mayaki let the matter drop due to UN sanctions on Iraq.” The intelligence report also says that Niger’s former Minister for Energy and Mines, Mai Manga, told Wilson that there have been no sales outside of International Atomic Energy Agency (IAEA) channels since the mid-1980s. Mai Manga is also reported to have described how the French mining consortium controls Nigerien uranium mining and keeps the uranium very tightly controlled from the time it is mined until the time it is loaded onto ships in Benin for transportation overseas. Manga said he believed it would be difficult, if not impossible, to arrange a special clandestine shipment of uranium to a country like Iraq. [US Congress, 7/7/2004]
White House: Report Left Out Details, Considered Unimportant - Bush administration officials will say in June 2003 that the report left out important details, such as the trip’s conclusions. And consequently, the Washington Post will report in June 2003, “It was not considered unusual or very important and not passed on to Condoleezza Rice, the president’s national security adviser, or other senior White House officials.” [Washington Post, 6/12/2003 pdf file; Washington Post, 6/13/2003; Knight Ridder, 6/13/2003]
CIA Source Doubts White House Claims - But the CIA source who made the journey, former ambassador Joseph Wilson, will find this explanation hard to believe. “Though I did not file a written report [he provided an oral briefing (see March 4-5, 2002)], there should be at least four documents in United States government archives confirming my mission,” he will later explain. “The documents should include the ambassador’s report of my debriefing in Niamey, a separate report written by the embassy staff, a CIA report summing up my trip, and a specific answer from the agency to the office of the vice president (this may have been delivered orally). While I have not seen any of these reports, I have spent enough time in government to know that this is standard operating procedure.” [New York Times, 7/6/2003]
Senior CIA Case Officer Backs Up Source - In 2007, Wilson’s wife, senior CIA case officer Valerie Plame Wilson, will write of the report (see March 4-5, 2002) that if standard protocol has been followed, the report is distributed to “all the government departments that have intelligence components, such as the State Department’s Bureau of Intelligence and Research (INR), the National Security Agency (NSA), the Pentagon, and the overseas military commands. All of us had every reason to believe that their finished report would indeed be sent to the vice president’s office as part of the established protocol.” According to Plame Wilson, who read the report when it was completed (see (March 6, 2002)), much of the report focuses on “Niger’s strict, private, and government controls on mining consortia to ensure that no yellowcake went missing between the uranium mines and the marketplace.” She will write in 2007 that her husband’s report “corroborated and reinforced what was already known.” Both she and her husband assume that the allegations are sufficiently disproven and will not be heard of again. Little New Information - According to intelligence analysts later interviewed by Congressional investigators, the intelligence community does not believe the trip has contributed any significant information to what is already known about the issue, aside from the details of the 1999 Iraqi delegation. Peter Ricketts, the British Foreign Office’s political director, offers advice to Foreign Secretary Jack Straw who is to provide Tony Blair with a note (see March 25, 2002) before he sets off for a planned meeting with Bush in Texas. In the memo, Ricketts recommends that Blair back the Bush policy on regime change, in a broad sense, because it would allow the British to exert some influence on the exact shape of the administration’s policy. “In the process, he can bring home to Bush some of the realities which will be less evident from Washington,” he says. “He can help Bush make good decisions by telling him things his own machine probably isn’t.” But he acknowledges that the British, in backing US plans against Iraq, may have a difficult time convincing Parliament and the British public to support the use of military force against Iraq because of scant evidence supporting Washington’s allegations against Iraq. “The truth is that what has changed is not the pace of Saddam Hussein’s WMD programs, but our tolerance of them post-11 September.” He adds that the “figures” being used in a dossier on Iraq that Downing Street is drafting needs more work in order for it to be “consistent with those of the US.” He explains: “[E]ven the best survey of Iraq’s WMD programs will not show much advance in recent years on the nuclear, missile, or chemical weapons/biological weapons fronts: the programs are extremely worrying but have not, as far as we know, been stepped up.” He also says the US has little evidence to support its other allegation. “US scrambling to establish a link between Iraq and al-Qaeda is so far frankly unconvincing,” he says. Once the North Koreans make their overtures for reopening talks, President Bush once again reverses course, abandoning the 2001 policy changes in favor of what officials call a “bold approach” that will deal with all outstanding issues, including nuclear proliferation and human rights abuses, without protracted negotiations. The opportunity to test Bush’s rhetoric never comes; North Korea will soon admit to having the capability to enrich uranium in violation of the Agreed Framework (see October 4, 2002), a development that radically alters US-North Korean relations for the worse. Dr. Sawsan Alhaddad is one of about 30 Iraqi-Americans who have agreed to participate in a CIA intelligence gathering operation (see 2002). Her brother, Saad Tawfiq, is known by the CIA to have been a key figure in Saddam Hussein’s clandestine nuclear weapons program. The CIA has asked Alhaddad to return to Iraq and ask her brother if he would be willing to defect to the US. If he does not want to leave, she is to ask him several questions about Iraq’s supposed nuclear weapons program. She goes to Iraq in early September. A few days into her visit she begins asking him questions about Iraq’s nuclear weapons program. How close is Iraq to developing nuclear weapons? What process is it using for isotope separation? And, what are the names of the scientists who are working on the program? Tawfiq is surprised the CIA appears to actually believe that Iraq has a nuclear weapons program. He tells her the program ended in 1991. As James Risen reports in his book State of War: “We don’t have the resources to make anything anymore, he told her. We don’t even have enough spare parts for our conventional military. We can’t even shoot down an airplane. We don’t have anything left. If the sanctions are ever lifted, then Saddam is certain to restart the programs. But there is nothing now.” When Sawsan returns to the US, she tells her CIA debriefers everything her brother had told her. But the agents conclude that her brother must have been lying. All of the other Iraqi-Americans who traveled to Baghdad seeking information on behalf of the CIA return with the exact same answer—Iraq has no nuclear, chemical, or biological weapons programs. A top secret CIA analysis of North Korea’s nuclear program for President George Bush states that the North Koreans are enriching uranium in “significant quantities.” It also states that this is due to assistance from Pakistan, which has sold North Korea centrifuges and data on how to build and test a uranium-fueled nuclear weapon. The CIA also says that despite assurances from Pakistan and restrictions placed on travel by scientists, including A. Q. Khan, Pakistan is still sending teams to North Korea, where they are helping with a series of cold tests using super computers and advising on how to procure equipment for nuclear programs without being detected by US satellites and global intelligence agencies. A secret CIA report that says North Korea is enriching “significant quantities” of uranium and this is happening with Pakistan’s help (see June 2002) is withheld from some officials at the State Department. The report, which was drafted for the White House, is classified top secret sensitive compartmentalized information, and is not provided to the State Department’s Arms Control and Disarmament Agency (ACDA), although it is highly significant for their work. Norm Wulf, the ACDA’s deputy assistant director, will suspect that John Bolton, the under secretary of state for arms control, is involved in the withholding. Wulf will say that before Bolton arrived at the State Department in 2001, intelligence about North Korea’s enrichment program and links to Pakistan had been piling up on his desk for three years. However, by 2002 Wulf thinks that he is not getting all the information he should. “I became less and less trustful of the evidence and the more clever people who saw it in its original form. Between the raw intelligence and me were several filters. There were hostile relations between Bolton, his staff, and the non-proliferation bureau.” Authors Adrian Levy and Catherine Scott-Clark will say that the CIA report “had to be buried” because administration officials “only wanted Congress to focus on Iraq, as this was where [they] were determined that US forces should go. All other threats, especially those greater than Iraq, would have to be concealed, defused, or downplayed.” [Levy and Scott-Clark, 2007, pp. 336-337] The CIA report will be revealed in the press in early 2003, just before the Iraq war begins. National Security Adviser Condoleezza Rice writes to US congresspeople, telling them that the Bush administration will continue to provide North Korea with shipments of heavy fuel oil and nuclear technology. These deliveries are in accordance with the Agreed Framework (see October 21, 1994). However, a few weeks previously the CIA had informed the White House that the Koreans had violated the framework by starting uranium enrichment, with Pakistani help (see June 2002). This meant that the Koreans had forfeited any entitlement to US assistance, but Rice, in the words of authors Adrian Levy and Catherine Scott-Clark, “plumped for ignorance” of the CIA report. [Source: Radio Bremen]Khidir Hamza, “who played a leading role in Iraq’s nuclear weapon program before defecting in 1994,” tells the Senate Judiciary Committee that according to German intelligence, Iraq has “more than 10 tons of uranium and one ton of slightly enriched uranium… in its possession” which would be “enough to generate the needed bomb-grade uranium for three nuclear weapons by 2005.” He says that Iraq is “using corporations in India and other countries to import the needed equipment for its program and channel it through countries like Malaysia for shipment to Iraq.” He also claims that Iraq is “gearing up to extend the range of its missiles to easily reach Israel.” The testimony is widely reported in the media. [CNN, 8/1/2002; Guardian, 8/1/2002; Daily Telegraph, 8/1/2002] Hamza, however, is considered by many to be an unreliable source. David Albright, president of the Institute for Science and International Security where Hamza worked as an analyst from 1997 to 1999, says that after Hamza defected “he went off the edge” and “started saying irresponsible things.” [San Francisco Chronicle, 10/12/2002; New York Review of Books, 2/26/2004] And General Hussein Kamel, Saddam Hussein’s son-in-law who was in charge of the dictator’s former weapons program but who defected in 1995, told UNSCOM and IAEA inspectors at the time of his defection, as well as US and British intelligence, that Hamza was not a reliable source (see August 22, 1995). Senator Chuck Hagel (R-NE) warns that any invasion and subsequent occupation of Iraq will be more difficult and prolonged than the Bush administration is acknowledging. On CBS’s Face the Nation, Hagel reminds viewers, “[W]e haven’t been in there [Iraq] for four years.” He continues: “We haven’t had any UN inspectors in there for four years. Our intelligence is limited. We have to rely on second-, third-party intelligence from other nations, as well as our own intelligence.… And this nonsense about some antiseptic air war is going to do it, that’s folly. The fact is that we’re going to go in there. We need to go in there with all the might we can to finish the job and do it right. And that’s going to require ground troops.” When asked how many ground troops, Hagel responds: “I don’t know what that is.… Some of the numbers that we heard are 250,000, 200,000. [Source: White House]In a speech to the Nashville convention of the Veterans of Foreign Wars, Vice President Dick Cheney says Saddam Hussein will “seek domination of the entire Middle East, take control of a great portion of the world’s energy supplies, directly threaten America’s friends throughout the region, and subject the United States or any other nation to nuclear blackmail.” He also states unequivocally that Iraq has weapons of mass destruction. “Simply stated, there is no doubt that Saddam Hussein now has weapons of mass destruction. There is no doubt that he is amassing them to use against our friends, against our allies, and against us.… What he wants is time, and more time to husband his resources to invest in his ongoing chemical and biological weapons program, and to gain possession of nuclear weapons.… Deliverable weapons of mass destruction in the hands of a terror network, or a murderous dictator, or the two working together constitutes as grave a threat as can be imagined,” he says. “The risks of inaction are far greater than the risk of action.… The Iraqi regime has in fact been very busy enhancing its capabilities in the field of chemical and biological agents, and they continue to pursue the nuclear program they began so many years ago.” Therefore he argues, the answer is not weapons inspections. “Against that background, a person would be right to question any suggestion that we should just get inspectors back into Iraq, and then our worries will be over. Saddam has perfected the game of shoot and retreat, and is very skilled in the art of denial and deception. A return of inspectors would provide no assurance whatsoever of his compliance with UN resolutions.” He also says: “Regime change in Iraq would bring about a number of benefits to the region. When the gravest of threats are eliminated, the freedom-loving peoples of the region will have a chance to promote the values that can bring lasting peace.” [White House, 8/26/2002]
First White House Assertion of Iraq's Nuclear Program - Cheney’s speech marks the first major statement from the White House regarding the Bush administration’s Iraq policy following a flood of criticisms from former officials. Significantly, the speech was not cleared by the CIA or the State Department. [Newsweek, 9/9/2002] Furthermore, Cheney’s comments dismissing the need for the return of inspectors, were not cleared by President Bush, according to White House chief of staff Andrew Card. [Newsweek, 9/9/2002] The speech creates a media stir because it is the first time a senior US official has asserted Iraq has nuclear capabilities with such certainty. The CIA is astonished by the claim. CIA official Jami Miscik will later recall: “He said that Saddam was building his nuclear program. Our reaction was, ‘Where is he getting that stuff from? Does he have a source of information that we don’t know about?’” CIA analysts redouble their efforts to collect and review evidence on Iraq and nuclear weapons, but analysts know very little. [Suskind, 2006, pp. 167-169] Cheney’s assertions are contradicted by a broad base of military experts. [Dean, 2004, pp. 138]
Powell 'Blindsided' by Cheney - Three days after the speech, a State Department source tells CNN that Secretary of State Colin Powell’s view clashes with that which was presented in Cheney’s speech, explaining that the secretary of state is opposed to any military action in which the US would “go it alone… as if it doesn’t give a damn” what other nations think. The source also says that Powell and “others in the State Department were ‘blindsided’ by Cheney’s ‘time is running out’ speech… and were just as surprised as everyone else.” [CNN, 8/30/2002] Author and Washington Post reporter Bob Woodward will later describe Powell as “dumbfounded.” [Roberts, 2008, pp. 145] Cheney did, however, inform President Bush he would be speaking to the VFW. He did not provide Bush a copy of his speech. Bush merely told Cheney, “Don’t get me into trouble.” [Dubose and Bernstein, 2006, pp. 175]
'Off Script' - Current deputy press secretary Scott McClellan will later observe that it was always a tactic of the Iraq campaign strategy for Cheney to “lean a little more forward in his rhetoric than the president.” However, McClellan will go on to say that Cheney did not always “stay on message,” and will blame Cheney’s “deep-seated certitude, even arrogance” that sometimes operates “to the detriment of the president.” Cheney’s assertion to the VFW that it would be pointless to send UN inspectors back to Iraq is, McClellan will reflect, “off script.” Bush wants to continue to “show that he [is] exhausting all diplomatic options” before invading Iraq. [Source: PBS]Tyler Drumheller, the head of CIA spying in Europe, calls the German Intelligence (BND) station chief at the German embassy in Washington hoping to obtain permission to interview Curveball. Over lunch at a restaurant in Georgetown, the two discuss the case and the German officer tells Drumheller that Curveball is “crazy” [Los Angeles Times, 11/20/2005] and that the BND questions “whether Curveball [is] actually telling the truth.” [Washington Post, 5/21/2005]
Germans Confirm Curveball a Likely Fabricator - Author Craig Unger will write: “Curveball was a proprietory source of the BND, which passed its information from him to the Pentagon’s Defense HUMINT Service. In other words, even though the United States had no direct access to Curveball, [CIA Director George] Tenet was so anxious to please the White House (see September 2002) that he had given the Senate the explosive, but unsubstantiated revelation (see September 24, 2002). But now, with the crucial Senate vote over the war imminent (see October 10, 2002), Tenet had to make sure Curveball was for real. Not long after the meeting with the Senate Intelligence Committee, Tenet asked [top CIA official] Tyler Drumheller to get direct access to Curveball.” [Unger, 2007, pp. 247] In 2009, German Foreign Minister Joschka Fischer will recall: “I was astonished that the Americans used Curveball, really astonished. This was our stuff. But they presented it not in the way we knew it. They presented it as a fact, and not as the way an intelligence assessment is—could be, but could also be a big lie. We don’t know.” [Vanity Fair, 2/2009] The Germans respond that Curveball is “probably a fabricator.” They also inform Drumheller that the BND will not give in to CIA requests to gain access to Curveball.
Violent Opposition to Characterization among CIA Officials - After the meeting, Drumheller and several aides get into bitter arguments with CIA analysts working on the Curveball case. “The fact is, there was a lot of yelling and screaming about this guy,” James Pavitt, chief of clandestine services, will later tell the Los Angeles Times. “My people were saying, ‘We think he’s a stinker.’” But CIA analysts remain supportive of Curveball’s account. In one meeting, the chief CIA analyst argues that material she found on the Internet corroborates Curveball’s account, to which the operations group chief for Germany retorts, “That’s where he got it too.” [Los Angeles Times, 11/20/2005] Drumheller will later recall his astonishment at the violence of the reaction among CIA officials. “People were cursing,” he will recall. “These guys were absolutely, violently committed to it [relying on Curveball as a primary source of intelligence].” Drumheller is unaware that a draft National Intelligence Estimate on Iraq (see October 1, 2002) has already been written, and that it relies heavily on Curveball’s intelligence. When Drumheller tells Deputy CIA Director John McLaughlin that Curveball may be a fabricator, McLaughlin replies, “Man, I really hope not, because this is really the only substantive part of the NIE.” Drumheller now realizes what has escaped him before—Curveball is the only source the US has for its explosive claims about Iraq’s bioweapons labs, claims being used to justify a war. He tells his group chief that he had assumed the CIA had other sources to validate Curveball’s data. “No,” she says. “This is why they’re fighting so ferociously to validate this source.” [Unger, 2007, pp. 247-248]
Politicization of Intelligence - Paul Pillar, the CIA’s former national intelligence officer for the Near East and South Asia, will later tell a PBS reporter: “Politicization, real politicization, rarely [takes the form of] blatant, crude arm twisting.… It’s always more subtle.… Intelligence assessments that conform with what is known to be the policy [have] an easier time making it through.” [Unger, 2007, pp. 249]

At a meeting of the White House Iraq Group, speechwriter Michael Gerson suggests that Bush argue in his next speech that the US should not wait until there is conclusive evidence that Iraq has acquired a nuclear weapon because the first sign of a “smoking gun” may be a “mushroom cloud.” Gerson’s suggestion is met with enthusiastic approval. The soundbite is so well liked that the phrase is leaked to the New York Times before the speech, appearing in an article on September 8 (see September 8, 2002). [Isikoff and Corn, 2006, pp. 35] Gerson, a devout evangelical Christian, was trained by former Nixon aide Charles Colson, whom Colson’s former colleague John Dean describes as “Nixon’s hatchet man and political schemer.” [Dean, 2004, pp. 62]

He cites a recent article in the New York Times by Judith Miller and Michael Gordon (see September 8, 2002) as evidence of Hussein’s nuclear ambitions. “There’s no doubt that he has chemical weapon stocks. We destroyed some after the Gulf War with the inspection regime, but there’s no doubt in our mind that he still has chemical weapon stocks and he has the capacity to produce more chemical weapons. With respect to biological weapons, we are confident that he has some stocks of those weapons, and he’s probably continuing to try to develop more. And biological weapons are very dangerous because they can be produced just about in any kind of pharmaceutical facility. With respect to nuclear weapons, we are quite confident that he continues to try to pursue the technology that would allow him to develop a nuclear weapon. Whether he could do it in one, five, six or seven, eight years is something that people can debate about, but what nobody can debate about is the fact that he still has the incentive, he still intends to develop those kinds of weapons. And as we saw in reporting just this morning, he is still trying to acquire, for example, some of the specialized aluminum tubing one needs to develop centrifuges that would give you an enrichment capability. So there’s no question that he has these weapons, but even more importantly, he is striving to do even more, to get even more.” Tony Snow, the program’s host, asks Secretary of State Colin Powell to respond to comments by former UN Chief Weapons Inspector Scott Ritter in a speech he recently made to Iraq’s parliament, in which the former weapons inspector stated: “The rhetoric of fear that is disseminated by my government and others has not to date been backed up by hard facts that substantiate any allegations that Iraq is today in possession of weapons of mass destruction or has links to terror groups responsible for attacking the United States. Void of such facts, all we have is speculation.” Powell responds: “We have facts, not speculation. Scott is certainly entitled to his opinion but I’m afraid that I would not place the security of my nation and the security of our friends in the region on that kind of an assertion by somebody who’s not in the intelligence chain any longer… If Scott is right, then why are they keeping the inspectors out? If Scott is right, why don’t they say, ‘Anytime, any place, anywhere, bring ‘em in, everybody come in—we are clean?’ The reason is they are not clean. And we have to find out what they have and what we’re going to do about it. [Source: September 11 News (.com)]The Bush administration’s public relations team decides to kick off its push for a war with Iraq, and its drive to the midterm elections, with President Bush’s speech commemorating the first anniversary of the 9/11 attacks. After much deliberation, Ellis Island in New York Harbor is chosen as the setting for Bush’s speech; the Ellis site won out over nearby Governors Island because the senior public relations officials want the Statue of Liberty as a backdrop. “We had made a decision that this would be a compelling story either place,” White House communications director Dan Bartlett will later recall. “We sent a team out to go and look and they said, ‘This is a better shot,’ and we said okay.” Leading that team is Scott Sforza, the former ABC producer who will later oversee the May 2003 “Mission Accomplished” event (see May 1, 2003 and April 30, 2008). [Rich, 2006, pp. 57-58] (Deputy press secretary Scott McClellan will later write of Sforza, “Reagan’s team had perfected this art of stagecraft, and the man in charge for Bush, deputy communications director Scott Sforza, took it to new heights.” [McClellan, 2008, pp. 82] Sforza is joined by former Fox News producer Gary Jenkins and former NBC cameraman Bob De Servi. They use three barges laden with stadium lights to illuminate the Statue of Liberty for the shoot. Former Reagan administration public relations chief Michael Deaver will later observe that the Bush team is far better at this kind of marketing presentation than the Reagan, Bush I, or Clinton public relations teams ever were. “[T]hey’ve taken it to an art form,” Deaver will say. The speech is designed to push Congress towards authorizing the war before the midterm elections (see January 19, 2002 and October 10, 2002), when, as author Frank Rich will later write, “the pressure on congressmen facing re-election to prove their war-waging machismo would be at its nastiest. Any weak sisters could expect a thrashing much like that Republicans inflicted on Democrats who had failed to vote for the ‘use of force’ resolution sought by the first President Bush after the Persian Gulf War in 1991” (see January 9-13, 1991). A senior administration official says, “In the end it will be difficult for someone to vote against it.” [Rich, 2006, pp. 57-58] In other preparatory moves for the speech, the government raises the National Threat Level from yellow to orange (see September 10, 2002), and announces the death or capture of some 2,700 al-Qaeda operatives since 9/11 (see September 10, 2002). The administration will also attempt to significantly revise its account of events on 9/11 itself (see September 11, 2002).

The zero tolerance message was a further sign of how determined the president was to topple the regime by force. Saddam was never going to come completely clean. His power was grounded in brutality and in his ability to portray the regime as stronger than it was to intimidate the populace and potential enemies like Iran. The zero tolerance policy and the new ‘last chance’ resolution gave Bush plenty of room to maneuver and plausible justifications for his policy of regime change.” [McClellan, 2008, pp. 142]

The French arrange a backchannel meeting between a friend of Iraqi Foreign Minister Naji Sabri Hadithi and the CIA’s station chief in Paris, Bill Murray. Sabri’s friend, a Lebanese journalist, tells Murray that Sabri would be willing to provide the CIA with accurate information on Iraq’s weapons of mass destruction program in exchange for $1 million. The CIA agrees to advance the journalist $200,000. [Isikoff and Corn, 2006, pp. 45; MSNBC, 3/21/2006] When CIA Director George Tenet announces the deal during a high-level meeting at the White House—attended by President Bush, Vice President Cheney, and National Security Adviser Condoleezza Rice—the news is greeted with enthusiasm. “They were enthusiastic because they said, they were excited that we had a high-level penetration of Iraqis,” Tyler Drumheller, the agency’s head of spying in Europe, later tells 60 Minutes. [CBS News, 4/23/2006] But Sabri does not tell the CIA what the White House is expecting to hear. In a New York hotel room, the Lebanese journalist says that according to Sabri Iraq does not have a significant, active biological weapons program. He does however acknowledge that Iraq has some “poison gas” left over from the first Gulf War. Regarding the country’s alleged nuclear weapons program, Sabri’s friend says the Iraqis do not have an active program because they lack the fissile material needed to develop a nuclear bomb. But he does concede that Hussein desperately wants one. [Isikoff and Corn, 2006, pp. 62-63; MSNBC, 3/21/2006] “He told us that they had no active weapons of mass destruction programs,” Drumheller, will recall. [Unger, 2007, pp. 246-247] The White House immediately loses interest in Sabri as a source after the New York meeting. Sabri, Bush says, is merely telling the US “the same old thing.” The CIA continues to corroborate material provided to the agency by Sabri. Wiretaps on Sabri’s phone conversations by French intelligence back up Sabri’s claims, but Bush could not care less. “Bush didn’t give a f_ck about the intelligence,” a CIA officer will later say. “He had his mind made up.” CIA agent Luis (whose full name has never been disclosed) and John Maguire, the chief and deputy chief of the Iraq Operations Group, also lose interest in the lead. In one confrontation between Maguire and Murray, Maguire allegedly says: “One of these days you’re going to get it. This is not about intelligence. This is about regime change.” Drumheller will agree, saying the White House is “no longer interested.… They said, ‘Well, this isn’t about intel anymore. This is about regime change.’” [MSNBC, 3/21/2006; CBS News, 4/23/2006; Unger, 2007, pp. 246-247]

The Bush administration submits to Congress a 31-page document entitled “The National Security Strategy of the United States.”
Preemptive War - The National Security Strategy (NSS) openly advocates the necessity for the US to engage in “preemptive war” against nations it believes are likely to become a threat to the US’s security. It declares: “In an age where the enemies of civilization openly and actively seek the world’s most destructive technologies, the United States cannot remain idle. The United States will, if necessary, act preemptively.” The declaration that the US will engage in preemptive war with other nations reverses decades of American military and foreign policy stances; until now, the US has held that it would only launch an attack against another nation if it had been attacked first, or if American lives were in imminent danger. President Bush had first mentioned the new policy in a speech in June 2002 (see June 1, 2002), and it echoes policies proposed by Paul Wolfowitz during the George H. W. Bush administration (see March 8, 1992). [Shenon, 2008, pp. 128]
US Must Maintain Military 'Beyond Challenge' - The National Security Strategy states that the ultimate objective of US national security policy is to “dissuade future military competition.” The US must therefore “build and maintain our defenses beyond challenge. Our forces will be strong enough to dissuade potential adversaries from pursuing a military build-up in hopes of surpassing, or equaling, the power of the United States.” [London Times, 9/21/2002]
Ignoring the International Criminal Court - The NSS also states, “We will take the actions necessary to ensure that our efforts to meet our global security commitments and protect Americans are not impaired by the potential for investigations, inquiry, or prosecution by the International Criminal Court (ICC), whose jurisdiction does not extend to Americans and which we do not accept.” [US President, 9/2002]
Declaring War on Terrorism Itself - It states: “The enemy is not a single political regime or person or religion or ideology. The enemy is terrorism—premeditated, politically motivated violence perpetrated against innocents.” Journalism professor Mark Danner will later comment in the New York Times: “Not Islamic terrorism or Middle Eastern terrorism or even terrorism directed against the United States: terrorism itself. ‘Declaring war on “terror,”’ as one military strategist later remarked to me, ‘is like declaring war on air power.’” [New York Times Magazine, 9/11/2005]
Fundamental Reversal of Containment, Deterrence Principles - Washington Post reporter Tim Reich later describes the NSS as “revers[ing] the fundamental principles that have guided successive presidents for more than 50 years: containment and deterrence.” Foreign policy professor Andrew Bacevich will write that the NSS is a “fusion of breathtaking utopianism [and] barely disguised machtpolitik.” Bacevich continues, “It reads as if it were the product not of sober, ostensibly conservative Republicans but of an unlikely collaboration between Woodrow Wilson and the elder Field Marshal von Moltke.” [American Conservative, 3/24/2003]
Written by Future Executive Director of 9/11 Commission - The document is released under George W. Bush’s signature, but was written by Philip D. Zelikow, formerly a member of the previous Bush administration’s National Security Council, and currently a history professor at the University of Virginia and a member of the Foreign Intelligence Advisory Board. Zelikow produced the document at the behest of his longtime colleague National Security Adviser Condoleezza Rice (see June 1, 2002). His authorship of the document will not be revealed until well after he is appointed executive director of the 9/11 commission (see Mid-December 2002-March 2003). Many on the Commission will consider Zelikow’s authorship of the document a prima facie conflict of interest, and fear that Zelikow’s position on the Commission will be used to further the Bush administration’s doctrine of preemptive war (see March 21, 2004).
