Late 1980s: Ramzi Yousef Recruited by CIA?

Author Richard Labeviere reported without elaboration in a 1999 book, “A classified FBI file indicates that [Yousef] was recruited by the local branch of the CIA.” [Labeviere, 1999, pp. 220-221] In 1995, Newsday will report, “FBI officials also are considering a probe of whether the CIA had any relationship with Yousef, who fought with the CIA-financed mujaheddin in Afghanistan in the 1980s.” [Newsday, 4/16/1995] But there appears to be no further reporting on whether such a probe was conducted. Yousef is believed to have masterminded a series of bombings in the early 1990s, including the 1993 World Trade Center bombing and the planned Bojinka attack, before being captured in 1995 (see February 7, 1995). If Yousef was recruited by the CIA, it may have been in the late 1980s when the CIA recruited and trained thousands of people around the world to fight in Afghanistan (see 1986-1992). In the late 1980s, Yousef was studying engineering at a Wales college, but he’d also joined the Muslim Brotherhood while there. During a break from school in 1988, he went to one of bin Laden’s training camps in Afghanistan and spent several months honing his bomb-making skills. [Miller, Stone, and Mitchell, 2002, pp. 78]
