Context of '(Shortly Before 7:35 a.m.) September 11, 2001: Flight 77 Hijacker Hanjour Checks in at Dulles Airport'

All the alleged 9/11 hijackers reportedly check in at the airports from where they board Flights 11, 175, 77, and 93. [9/11 Commission, 7/24/2004, pp. 1-4; 9/11 Commission, 8/26/2004, pp. 27, 89, 93] Since 1998, the FAA has required air carriers to implement a program called the Computer Assisted Passenger Prescreening System (CAPPS). This identifies those passengers who might be a security risk, based upon suspicious behavior such as buying one-way tickets or paying with cash. CAPPS also randomly assigns some passengers to receive additional security scrutiny. If a particular passenger has been designated as a “selectee,” this information is transmitted to the airport’s check-in counter, where a code is printed on their boarding pass. At the airport’s security checkpoints, selectees are subjected to additional security measures. Supposedly, the thinking behind this is that someone smuggling a bomb onto a plane won’t get onto that same flight. According to the 9/11 Commission, nine of the 19 hijackers are flagged by the CAPPS system before boarding Flights 11, 175, 77, and 93. Khalid Almihdhar and Majed Moqed, two of the men who will allegedly hijack Flight 77, check in at the American Airlines ticket counter at Washington’s Dulles International Airport. [9/11 Commission, 7/24/2004, pp. 2-3; 9/11 Commission, 8/26/2004, pp. 27] They are recorded by one of the airport’s security cameras approaching the ticket counter, with Moqed pulling a large, dark, roller-type suitcase and Almihdhar pulling a smaller, dark, roller-type suitcase. [Federal Bureau of Investigation, 9/19/2001] They are checked in by a female ticketing agent for American Airlines whose name is unstated. The ticketing agent will later recall Moqed giving her a small, old, leather suitcase to check in. Almihdhar, meanwhile, has a carry-on bag with him, she will say in one interview with the FBI. However, a week later she will tell the FBI he had no bags with him.
One Hijacker Seems Unable to Understand the Agent's Questions - Almihdhar and Moqed appear to be in a very good mood and are polite as they are checked in. They provide Virginia identification. One of them seems to be in charge and answers all of the ticketing agent’s questions. He hesitates, though, before responding to the question, “Has anyone given you anything to carry on the flight?” The other man appears unable to understand the security questions he is asked. [9/11 Commission, 8/26/2004, pp. 27] Almihdhar is pulling along his suitcase but Moqed does not have his suitcase with him at this point. Hijackers Are Flagged by a Computerized Prescreening System - Almihdhar and Moqed are both flagged by CAPPS (the Computer Assisted Passenger Prescreening System) when they check in. [9/11 Commission, 7/24/2004, pp. 3] CAPPS is an FAA-approved automated system administered by commercial airlines that aims to identify passengers whose profile suggests they may pose more than a minimal risk to aircraft. Passengers selected by CAPPS have their baggage screened for explosives or held off the plane until they have boarded. [9/11 Commission, 7/24/2004, pp. 84; Trento and Trento, 2006, pp. 12] Almihdar’s name was recently added to a terrorism watch list (see August 23, 2001). Hijackers Set Off the Metal Detector Alarms - After entering the checkpoint, Almihdhar and Moqed place their carry-on bags on the X-ray machine belt and then pass through the first walk-through metal detector. Both men set off the alarm. They are therefore directed to go through a second metal detector. Almihdhar passes through this without any problems but Moqed again sets off the alarm. This leads to him being screened by a security officer with a handheld metal detector wand. No problems are found and so he is allowed to proceed on his way. None of the men’s carry-on bags are inspected by checkpoint personnel. As Moqed is leaving the checkpoint area, he appears to intentionally look down at the floor as he passes a security camera, thereby preventing the camera from capturing a close-up of his face. The other three Flight 77 hijackers will go through the west checkpoint 17 or 18 minutes later (see (Shortly Before 7:35 a.m.) September 11, 2001 and 7:36 a.m. September 11, 2001). Screeners Will Recall No Suspicious Activity - Immediately after today’s terrorist attacks, the FAA’s Washington Civil Aviation Security Field Office will investigate the security screening at Dulles Airport. It will interview 43 of the 44 screeners who were on duty today, and these employees will all report having encountered no suspicious activity and nothing out of the ordinary this morning. [9/11 Commission, 7/24/2004, pp. 3; 9/11 Commission, 8/26/2004, pp. 93] However, lawyer Ron Motley, whose firm will represent some families of victims of today’s attacks, will later criticize the screeners at Dulles Airport, commenting, “Even after setting off these alarms, the airlines and security screeners failed to examine the hijackers’ baggage, as required by federal regulations and industry-mandated standards, or discover the weapons [the hijackers] would use in their attack.” [Associated Press, 7/22/2004]

They “come running in the front door, looking around, and didn’t know which way to go,” Vaughn Allex, an employee at the ticket counter, will later describe. Trainee Checks in the Hijackers - Nawaf and Salem Alhazmi are checked in by Inga Hill, a trainee who is overseen by Allex. One of the brothers has a carry-on bag, she will say. Hijackers Have Difficulty Answering Questions - Nawaf and Salem Alhazmi show passports for their photo identification but are unable to recall the country from which these were issued. They also have trouble answering the security questions that all passengers must answer. Allex therefore has to get involved and take over the task of questioning them, Hill will recall. [Federal Bureau of Investigation, 9/12/2001] However, Allex will say he takes on the task of checking them in from the outset because they are running late. [CNN, 9/8/2012] Nawaf Alhazmi is the only one of the brothers who speaks during the check-in, but his English is poor. Salem Alhazmi, meanwhile, acts “very anxious or excited,” according to Allex. Hijackers Are Selected for Extra Scrutiny - Allex selects the two brothers for extra security scrutiny. He does this because he finds them suspicious, and one of them—probably Salem Alhazmi, according to the 9/11 Commission—has no photo identification and cannot understand English. However, the only consequence of the extra scrutiny will be that their bags are held off Flight 77 until it is confirmed that they have boarded it.
Employee Is Suspicious and Follows the Hijackers - After being checked in, Nawaf and Salem Alhazmi proceed to a security screening checkpoint (see 7:36 a.m. September 11, 2001). [9/11 Commission, 7/24/2004, pp. 3; 9/11 Commission, 8/26/2004, pp. 27-28; USA Today, 9/12/2016] They no longer have their suitcases with them when they leave the ticket counter. He stops himself, though, as he is concerned that his suspicion may be racially motivated. Hani Hanjour, one of the men who will allegedly hijack Flight 77, checks in at the American Airlines ticket counter at Washington’s Dulles International Airport. He is therefore hand-wanded by a member of staff and has his carry-on bag swiped by an explosive trace detector. These checks apparently find no problems and so he is allowed to proceed on his way. A hundred-and-twenty-four people working in the building are killed, and a further victim will die in hospital several days later. Hijackers Hani Hanjour, Khalid Almihdhar, Majed Moqed, Nawaf Alhazmi, and Salem Alhazmi presumably are killed instantly. (Typically, they are not included in the death counts.) The impact and the resulting explosion heavily damage the building’s three outer rings. The path of destruction cuts through Army accounting offices on the outer E Ring, the Navy Command Center on the D Ring, and the Defense Intelligence Agency’s comptroller’s office on the C Ring. [Source: Steve Wragg]Investigators at Washington’s Dulles International Airport sternly refuse to let Steve Wragg, a manager, get involved with interviews of his employees, even just to help as a translator for workers with limited English-speaking skills. [Trento and Trento, 2006, pp. 128-129] Flight 77 took off from Dulles Airport at 8:20 a.m. (see (8:20 a.m.) September 11, 2001) and crashed into the Pentagon at 9:37 a.m. (see 9:37 a.m. September 11, 2001). [9/11 Commission, 7/24/2004, pp. 8, 10] Wragg works as the district manager in charge of the airport for Argenbright Security, which handles the passenger security checkpoints, baggage, and other services there for American Airlines and United Airlines. [Atlanta Business Chronicle, 10/12/2001; Trento and Trento, 2006, pp. 125] Having just returned from a trip to Boston, he was away from work when the crashes at the World Trade Center took place. [Brighton Argus, 9/26/2001] But after learning of the attacks, he headed to Dulles Airport to check on Ed Nelson, a security manager who works for him, and the airport’s screeners. He arrived at around 11:00 a.m. and found the place in chaos, filled with people dressed in suits who were wearing earpieces and carrying guns. He found Nelson and the two men headed to the airport’s security checkpoints where they saw personnel standing around, being interviewed by men in suits with clipboards.
Manager Is Told that the Investigation Is None of His Business - Wragg now heads to his office, where screeners are being questioned by investigators, and sees people who belong to numerous agencies, including the FBI, the CIA, airport police, the Department of Transportation, and the Immigration and Naturalization Service. However, he is unable to find anyone who can tell him who is in charge, what is going on, or who he is meant to talk to. Instead, an agent orders him to get out. “Anybody I spoke to said, ‘We need you to stay out of this, we’re taking over, this is none of your business right now,’” he will later recall.
Manager's Offer of Help with Translation Is Rejected - Wragg calls Argenbright Security’s headquarters, and is told to “secure the records” and “make sure no one touches anything.” He explains to his bosses what the situation is like at the airport and asks what they want him to do. He is instructed to try and get involved if investigators are speaking to Argenbright employees. He then attempts to do this but the investigators refuse to let him participate. “You’re not going to be a part of this,” they tell him. Wragg thinks the investigators will need him to help translate, since many of his company’s employees are immigrants with limited English-speaking skills. Some of them are saying yes to investigators when they don’t know the answer to a question, just to pacify their interrogators, and some of the investigators are getting frustrated at the situation. Wragg wants to assist. “I’m not here for any other reason but to help,” he tells the investigators, but they still order him to “get out.” [Trento and Trento, 2006, pp. 128-129]

Agents Say They Are 'Looking for Collusion' - At some point this afternoon, CIA and FBI agents who have come to the airport to look into the hijacking of Flight 77 ask the two men to help identify the screeners who were working at a security checkpoint at the airport when the hijackers passed through it. The agents apparently believe that some of the screeners may be complicit in this morning’s attacks. “We want you to identify the screeners and quite frankly we’re looking for collusion here,” they say. They show Wragg and Cox video on which the alleged hijackers can be seen passing through the checkpoint (see 7:18 a.m. September 11, 2001, 7:35 a.m. September 11, 2001, and 7:36 a.m. September 11, 2001). (It is unclear whether Wragg and Cox are shown footage of all the hijackers going through the checkpoint or just some of them.)
Agents Seem Desperate to Find Incriminating Evidence - Wragg gets the impression that the federal agents are desperate to find something incriminating on the video. As one of the hijackers is shown walking through a metal detector, an agent asks, “Is he looking at your agent there?” Presumably referring to hijacker Nawaf Alhazmi, an FBI agent asks: “Can you zoom in on that guy’s back pocket? Zoom in. Is that a box cutter? Zoom in on that.” Wragg just laughs at this, which strikes him as “absolutely just a stupid comment.” “You could not identify what it was” in the pocket and the screener “had done everything perfectly,” he will remark. A screener is shown randomly selecting Alhazmi to have his carry-on luggage traced with the explosive detection system. “It was perfect procedure,” Wragg will opine. The fact that the hijacker was chosen for this procedure at random “just shows that we were doing everything we were supposed to,” he will add.
Agents Copy All the Files with Details of the Screeners - The federal agents want details of all the screeners who were working at Dulles Airport this morning and so they go to Argenbright Security’s office at the airport and copy all of the files with information about them. “Anything we had on them was copied, and we copied and copied and copied,” Wragg will recall. He will add that the agents “came back on more than one occasion and asked for the same copies they had already taken earlier.” However, Wragg notices nothing incriminating in the evidence he reviews with the federal agents. He sees no evidence “that any of the hijackers had gone through security at Dulles with any weapon, legal or illegal,” according to investigative journalists Joseph Trento and Susan Trento. One is a “Kingdom of Saudi Arabia Student Identity Card” with Majed Moqed’s name on it. Forensic examination will later indicate that the card may have been fraudulent. [9/11 Commission, 8/21/2004, pp. 27, 42 pdf file; US District Court for the Eastern District of Virginia, Alexandria Division, 7/31/2006] The 9/11 Commission will say that Salem Alhazmi’s USA ID is also found, although this will not be mentioned at the trial of Zacarias Moussaoui, where an otherwise exhaustive list of the hijackers’ ID found at the crash sites is submitted. Based on report from the Secret Service, the 9/11 Commission will say these two documents appear genuine. However, they may actually be fakes (see (July-August 2001)). The 9/11 Commission attempts to make a list of all identity documents obtained by the hijackers, but its account, contained mostly in its Terrorist Travel Monograph, may be incomplete:
bullet The Commission says several of the hijackers obtained USA ID cards in the summer of 2001 (see (July-August 2001)), although at least one, and possibly more of the cards is fake, and this is not mentioned by the Commission. According to it, Khalid Almihdhar, Nawaf Alhazmi, and Abdulaziz Alomari obtained their cards on July 10. However, the Commission gives conflicting dates for Salem Alhazmi, Majed Moqed, and Ahmed Alghamdi. For example, in one place it says Alghamdi got his card in July and in another it says he got it in August. At least one card, that of Khalid Almihdhar, is fake and ID forger Mohamed el-Atriss will be arrested after 9/11 and sentenced to jail for forging IDs for the hijackers (see (July-August 2001) and November 2002-June 2003). The Commission further says that the Alhazmi brothers’ cards were “found in the rubble at the Pentagon,” citing a US Secret Service report. Although an image of a damaged USA ID card belonging to Nawaf Alhazmi will be produced as evidence at the trial of Zacarias Moussaoui, according to the 9/11 Commission Salem Alhazmi was unable to produce any photo ID when checking in for his flight on 9/11 (see 7:36 a.m. September 11, 2001), so it is unclear how his card came to be at the Pentagon. In addition, in the Commission’s Terrorist Travel Monograph, the mention of Salem Alhazmi’s card in the list of hijackers’ ID will be followed by a reference to an endnote. bullet FBI Director Robert Mueller will later say that the six hijackers who obtained USA ID cards plus Mohamed Atta obtained unspecified identification cards in Paterson, New Jersey (see July 2001). However, it is unclear whether this statement refers to the USA ID cards, or a different set of ID cards not mentioned by the 9/11 Commission;
bullet The Commission will say that Satam Al Suqami did not obtain any ID document in the US, which is why he had to take his passport on his final flight. The passport was found shortly after the plane he was traveling on hit the WTC (see After 8:46 a.m. September 11, 2001). [9/11 Commission, 8/21/2004, pp. 27-29, 31-32, 34-44 pdf file] However, Florida media reported a man named Satam Al Suqami obtained a Florida ID card on July 3, 2001, around the same time as several other hijackers obtained similar cards; [St. Petersburg Times, 9/16/2001]
bullet Ahmed Alhaznawi had a Florida’s driver’s license and two duplicates. Although the Commission mentions the original license and second duplicate, it does not mention the first one, issued on July 24, 2004. [Source: FBI]An FBI timeline of the 9/11 hijackers’ activities compiled in late 2001 and released this month indicates that considerable video footage of the hijackers has yet to be released. Most of the footage appears to come from surveillance video discovered after the 9/11 attacks. So far, the only known footage made public has been two video stills of Hani Hanjour and Majed Moqed using an ATM machine, one still each of Waleed Alshehri and Satam Al Suqami, several stills of Mohamed Atta and Abdulaziz Alomari in Portland the night before 9/11 (see September 10, 2001), and a few more stills and footage of several hijackers in airports on the morning of 9/11 (see (Between 5:45 a.m. and 5:53 a.m.) September 11, 2001 and 7:18 a.m. September 11, 2001). But the FBI’s timeline reveals video footage that has never even been publicly hinted at:
bullet Mohamed Atta used an ATM in Palm Beach, Florida, on July 19, 2001.
bullet Salem Alhazmi and Ahmed Alghamdi used an ATM in Alexandria, Virginia, on August 2.
bullet Hanjour and Mojed used a Kinko’s for half an hour in College Park, Maryland, on August 10.
bullet Moqed and Nawaf Alhazmi shopped at an Exxon gas station in Joppa, Maryland, on August 28.
bullet Waleed and Wail Alshehri wandered around a Target store in Fort Lauderdale, Florida, on September 4.
bullet Atta and Abdulaziz Alomari were in a Florida bank lobby on September 4, and the audio of Atta calling Saudi Arabia was even recorded in the process.
bullet Fayez Ahmed Banihammad used an ATM on September 7 in Deerfield Beach, Florida.
bullet Salem Alhazmi was at the Falls Church DMV on September 7. Low quality surveillance video at the Milner Hotel in Boston showed Marwan Alshehhi and possibly Mohand Alshehri on multiple occasions in the days just before 9/11.
bullet Ziad Jarrah and possibly Saeed Alghamdi were videotaped using a Kinko’s for about an hour near Newark on September 10. [Federal Bureau of Investigation, 10/2001 pdf file]
bullet Additionally, an FBI document will later be made public that indicates there is footage of Saeed Alghamdi entering the Marriott Hotel at the Newark International Airport on September 8, carrying a black roll along bag (he will not have any checked luggage on 9/11).
bullet This same document indicates Ziad Jarrah is also seen on videotape shortly after midnight on September 8 at the same Marriott Hotel, making credit card and cash payments for two hotel rooms. He is accompanied by two young men, who most likely are Saeed Alghamdi and Ahmed Alnami. [Investigative Services Division, FBI Headquarters, 4/19/2002]
