The first “Zippe-type” gas centrifuge, named after one of its main developers, German scientist Gernot Zippe, is produced. The centrifuge uses duralumin rotors. Opposition from US and Britain is immediate, with the CIA moving to destabilize the Mosaddeq regime and the British imposing an economic embargo on Iran. [Source: Wikipedia]Iranian President Mohammad Mosaddeq moves to nationalize the Anglo-Iranian Oil Company in order to ensure that more oil profits remain in Iran. His efforts to democratize Iran had already earned him being named Time Magazine’s Man of the Year for 1951. After he nationalizes it, Mosaddeq realizes that Britain may want to overthrow his government, so he closes the British Embassy and sends all British civilians, including its intelligence operatives, out of the country. Britain finds itself with no way to stage the coup it desires, so it approaches the American intelligence community for help. Their first approach results in abject failure when Harry Truman throws the British representatives out of his office, stating that "We don’t overthrow governments; the United States has never done this before, and we’re not going to start now." After Eisenhower is elected in November 1952, the British have a much more receptive audience, and plans for overthrowing Mosaddeq are produced. The British intelligence operative who presents the idea to the Eisenhower administration later will write in his memoirs, "If I ask the Americans to overthrow Mosaddeq in order to rescue a British oil company, they are not going to respond. This is not an argument that’s going to cut much mustard in Washington. I’ve got to have a different argument.…I’m going to tell the Americans that Mosaddeq is leading Iran towards Communism." This argument wins over the Eisenhower administration, who promptly decides to organize a coup in Iran (see August 19, 1953). [Stephen Kinzer, 7/29/2003]

Late 1979: MEK Expelled from Iran

The Mujahedeen-e Khalq (MEK) is expelled from Iran and takes refuge in Iraq. In exile, the group develops an overseas support structure and creates the National Liberation Army (NLA), which acquires tanks, armored vehicles, and heavy artillery. The group will receive support from Saddam Hussein until he is toppled by a US invasion in 2003 (see March 19, 2003). [US Department of State, 4/30/2003]

[Source: Reza / Corbis]Nabih Berri takes over the Amal Militia, a Shi’a Lebanese paramilitary organization, and tries to build it up as a power base for himself. Although not a fundamentalist Muslim, Berri allies himself with the new regime in Iran and Hezbollah, a fundamentalist Lebanese Shi’a party backed by Iran. Berri also manages to convince Syrian authorities that he will represent their interests in Lebanon and comes to a similar arrangement with the Ba’ath party in Iraq. This is a difficult balance for Berri to keep, as journalists Joe and Susan Trento will later point out, “If he displeased the Iranian mullahs who controlled the supply of money to Hezbollah in Lebanon, he would lose his grip on power.” Former intelligence officer Michael Pilgrim will comment, “Berri was targeted for CIA recruitment and so were members of his militia… I think it’s safe to say we financed his early trips to Iran.” He also commences relationships with the Drug Enforcement Agency and Defense Intelligence Agency. Unsurprisingly, some of the consequences of this are bad for the US, and the Trentos will comment: “The relationship would end in a series of deadly disasters for members of our armed services and the CIA. According to US intelligence officials who served in Lebanon at the time, Berri kept the peace with [Iran] and the Shi’a by allowing them to attack Westerners in his Amal-controlled territory. To prove his loyalty to the Shi’a and keep the alliance that was essential to his power base, he failed to pass on intelligence to the United States.” Based on interviews with former intelligence officers and associates of Berri, the Trentos will conclude that he facilitated attacks on the US by Hezbollah by allowing their operatives to pass Amal checkpoints without warning the US, for example before attacks on the US embassy and Marine barracks in 1983 in which hundreds die (see April 18-October 23, 1983). President Reagan agrees “in principle” to send a small number of Marines to Lebanon as a peacekeeping force to keep a modicum of order in the ongoing civil war. The Marines will arrive in Lebanon on August 25, and will find themselves in the middle of bloody factional fighting between several Lebanese groups as well as Israeli invasion forces. [PBS, 2000] In October 1983, 241 Marines will die when a suicide bomber attacks their barracks (see April 18-October 23, 1983).

[Source: US Marine Corps.]In June 1982, Israel invaded Lebanon and US Marines were sent to Lebanon as a peacekeeping force in September 1982. On April 18, 1983, the US embassy in Beirut, Lebanon, is bombed by a suicide truck attack, killing 63 people. On October 23, 1983, a Marine barracks in Beirut is bombed by another suicide truck attack, killing 241 Marines. In February 1984, the US military will depart Lebanon. The radical militant group Islamic Jihad will take credit for both attacks (note that this is not the group led by Ayman al-Zawahiri). The group is believed to be linked to Hezbollah. Prior to this year, attacks of this type were rare. But the perceived success of these attacks in getting the US to leave Lebanon will usher in a new era of suicide attacks around the world. The next two years in particular will see a wave of such attacks in the Middle East, many of them committed by the radical militant group Hezbollah. [US Congress, 7/24/2003; US Congress, 7/24/2003 pdf file] The Beirut bombings will also inspire Osama bin Laden to believe that the US can be defeated by suicide attacks. For instance, he will say in a 1998 interview: “We have seen in the last decade the decline of the American government and the weakness of the American soldier who is ready to wage Cold Wars and unprepared to fight long wars. This was proven in Beirut when the Marines fled after two explosions.” [ABC News, 5/28/1998] In 1994, he will hold a meeting with a top Hezbollah leader (see Shortly After February 1994) and arrange for some of his operatives to be trained in the truck bombing techniques that were used in Beirut. Peter Goldmark.Peter Goldmark. [Source: Environmental Defense Fund]Peter Goldmark, the executive director of the New York Port Authority, is concerned that, in light of terrorist attacks occurring around the world (see April 18-October 23, 1983), Port Authority facilities, including the World Trade Center, could become terrorist targets. [Associated Press, 9/28/2005; New York Times, 10/27/2005] He therefore creates a unit called the Office of Special Planning (OSP) to evaluate the vulnerabilities of all Port Authority facilities and present recommendations to minimize the risks of attack. The OSP is staffed by Port Authority police and civilian workers, and is headed by Edward O’Sullivan, who has experience in counterterrorism from earlier careers in the Navy and Marine Corps. In carrying out its work, the OSP will consult with such US agencies as the FBI, CIA, Secret Service, NSA, and Defense Department. It will also consult with security officials from other countries that have gained expertise in combating terrorism, such as England, France, Italy, and Israel. [Glanz and Lipton, 2004, pp. 226; New York County Supreme Court, 1/20/2004] According to Peter Caram, head of the Port Authority’s Terrorist Intelligence Unit, the OSP will develop “an expertise unmatched in the United States.” [Caram, 2001, pp. 12] In 1985 it will issue a report called “Counter-Terrorism Perspectives: The World Trade Center” (see November 1985). Fawaz Younis, a Lebanese militant associated with the Amal militia, a Shiite organization that is influential in Lebanon at this time, is arrested in international waters near Cyprus on September 14, 1987, during a joint FBI-CIA operation. However, US authorities fail to ask him about activities in Lebanon, such as the murders of CIA officers, kidnappings of US citizens who will later be part of an arms-for-hostages deal with Iran (see Late May, 1986), and an attack on the US Marine barracks in Beirut, where over 200 people were killed (see April 18-October 23, 1983). Authors Joe and Susan Trento will write, “The key to all these unasked questions may be that those in charge did not want to know the answers.” For example, Younis is not asked about cooperation between the Amal group, which had a covert relationship with the CIA, and Hezbollah in the bombings. One possible reason for this is that Amal head Nabih Berri has “full knowledge of the arms-for-hostages deal,” an aspect of the Iran-Contra scandal. After Younis is released in 2005, the Trentos will interview him and he will say that Amal was co-responsible for the attacks: “Nothing happened in areas we controlled without Amal’s cooperation.” He will also say that Berri ordered some of the hijackings and that he cannot understand “why the United States allowed him to get away with it.” In addition, he will comment, “Privately, people in our government will say we cannot act [against Islamic militancy] in Lebanon because Nabih Berri is a valuable US intelligence asset,” and, “That lack of action is seen by the Hezbollah as evidence of America’s lack of seriousness and resolve in the war on terror.” Regarding 9/11, he will say, “I have no doubt that our experience in breaking through airport security, developing sources and help among airport staff, was information that Hezbollah passed on to al-Qaeda.” [Trento and Trento, 2006, pp. 213, 215-7]

Ahmed Chalabi, the charismatic, MIT-educated head of Jordan’s Petra Bank, flees to London before charges can be filed against him in regards to the collapse of his bank (see August 2, 1989 and April 9, 1992). Unworried about the Jordanian charges, Chalabi, whose formerly wealthy family fled Iraq in 1958, establishes a loose grouping of Iraqi exiles called the Iraqi National Congress, with the aim of overthrowing Iraqi dictator Saddam Hussein. Chalabi has already forged ties with some US neoconservatives like Albert Wohlstetter and Richard Perle. Now he begins cultivating ties with other influential neoconservatives such as Paul Wolfowitz, James Woolsey, Douglas Feith, and Perle’s protege, David Wurmser. Chalabi makes the rounds of the symposia and conferences, and wins new allies in pro-Israeli think tanks such as the Jewish Institute for National Security Affairs (JINSA) and the Washington Institute for Near East Policy (WINEP). Chalabi’s appeal to the neoconservatives is directly linked to his support for Israel as a regional power. The new Iraq he will build, he promises, will have strong relations with Israel. He even declares his intention to rebuild the oil pipeline from Kirkuk to Haifa, which has been inoperative since the 1940s. The neoconservatives ignore his close ties with the Iranian Shi’ite theocracy, as well as the Petra Bank’s funding of the Lebanese Shi’ite militia Amal. Instead, the neoconservatives view Chalabi as a potential savior of the Middle East. Patrick Clawson of WINEP says, “He could be Iraq’s national leader.” [Unger, 2007, pp. 123-125]

[Source: US Air Force]The US launches a massive air assault against Iraq in retaliation for that country’s invasion of Kuwait (see August 2, 1990). The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” [US Navy, 9/17/1997]
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” [US Navy, 9/17/1997; NationMaster, 12/23/2007] Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. [NationMaster, 12/23/2007]
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” [NationMaster, 12/23/2007]
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” [Wilson, 2004, pp. 141]

The former Deputy Chief of Mission to the US Embassy in Baghdad, Joseph Wilson, reflecting on the ramifications and consequences of the Gulf War as it comes to an end (see February 28, 1991), will later write: “The war… established the blueprint for the post-Cold War New World Order. For the first time since the Korean War, the world had engaged in a conflict sanctioned by international law. In the aftermath of the fall of the Berlin Wall, America’s foreign policy establishment understood that the next generation’s war would not be of the World War II variety, with huge mobilizations of national assets and a fight for survival among the major powers; it would instead consist of small, bloody conflicts that would best be dealt with by a coalition of the willing operating under the mandate of the United Nations. Our challenge would be to ensure that the United States did not become the world’s policeman, a costly and enervating task, but rather used our power to mobilize coalitions and share costs and responsibilities. In my mind, Desert Shield and Storm were case studies of how to manage both the diplomacy and the military aspects of an international crisis. We were successful in obtaining international financing to cover most of the costs of the war, we were successful in putting together a coalition force with troops from more than twenty nations, and we were successful in obtaining an international legal mandate to conduct the war. It was, in every way, an international effort driven by American political will and diplomatic leadership.” Wilson agrees with President Bush and others that the US had been right not to drive into Baghdad and depose Saddam Hussein (see February 1991-1992, August 1992, and September 1998). The US-led coalition had no international mandate to perform such a drastic action, Wilson will note. To go farther than the agreed-upon mandate would alienate allies and erode trust, especially among Arab nations fearful that the US would overthrow their governments and seize their oilfields, or those of their neighbors. Wilson will observe, “The credibility that we later enjoyed—which permitted us to make subsequent progress on Middle East peace at the Madrid Conference in October 1991, and through the Oslo process (see September 13, 1993)… was directly related to our having honored our promises and not exceeded the mandate from the international community.” [Wilson, 2004, pp. 178-179]

[Source: Iraqi National Congress]Over a period of four years, the CIA’s Iraq Operation Group provides the Iraqi National Congress (INC) with $100 million, which the organization uses to set up training camps and propaganda operations in Northern Iraq. [Christian Science Monitor, 6/15/2004; Ritter, 2005, pp. 128] During this time span, INC leader Ahmed Chalabi allegedly misuses a lot of the funds. “There was a lot of hanky-panky with the accounting: triple billing, things that weren’t mentioned, things inflated.… It was a nightmare,” a US intelligence official who works with Chalabi will say in 2004. [Newsweek, 4/5/2004] Chalabi refuses to share the organization’s books with other members of the INC, and even with the US government itself. According to a former CIA officer, “[T]hey argued that it would breach the secrecy of the operation.” One night, government investigators break into the INC’s offices to do an audit. They find that although the books are in order, many of the group’s expenditures are wasteful. [New Yorker, 6/7/2004] Chalabi spends much of his time in Kurdish-controlled northern Iraq. Robert Baer, a CIA officer who is also working in Iraq, later recalls: “He was like the American Ambassador to Iraq. He could get to the White House and the CIA. He would move around Iraq with five or six Land Cruisers.” Hundreds of thousands of dollars flow “to this shadowy operator—in cars, salaries—and it was just a Potemkin village. He was reporting no intel; it was total trash. The INC’s intelligence was so bad, we weren’t even sending it in.” Chalabi tries to portray Saddam Hussein’s regime as “a leaking warehouse of gas, and all we had to do was light a match,” Baer says. Chalabi, at certain points, claims to know about Iraqi troop movements and palace plans. But “there was no detail, no sourcing—you couldn’t see it on a satellite.” [New Yorker, 6/7/2004] In her 2007 book Fair Game, former CIA analyst Valerie Plame Wilson, an expert on Iraq’s WMD programs, describes Chalabi as “Machiavellian,” and blames him for sending “dozens of tantalizing but ultimately false leads into the CIA net.” [Wilson, 2007, pp. 106-107]

The outgoing President Bush pardons six former Reagan officials for any crimes they may have committed as part of their involvement in the Iran-Contra affair. One of the six, former Defense Secretary Caspar Weinberger, was slated to go on trial in January 1993 on charges that he lied to Congress about his knowledge of arms sales to Iran and funding from other countries for the Nicaraguan Contras (see July 24, 1992). Weinberger’s case was expected to reveal details of then-Vice President Bush’s involvement in the affair. Bush has refused to turn over a 1986 campaign diary he kept that may contain evidence of his involvement. Special prosecutor Lawrence Walsh says of the pardons, “[T]he Iran-Contra cover-up, which has continued for more than six years, has now been completed.” The pardons “undermine… the principle that no man is above the law. It demonstrates that powerful people with powerful allies can commit serious crimes in high office—deliberately abusing the public trust without consequence.” Walsh says that he believes Bush may have pardoned Weinberger to conceal his own complicity and possibly criminal actions in Iran-Contra. Bush also pardons former National Security Adviser Robert McFarlane and former Assistant Secretary of State Elliott Abrams, both of whom have already pled guilty to misdemeanor charges of withholding information from Congress. Bush also pardons Clair George, the former head of the CIA’s clandestine services, convicted earlier in December of two felony charges of perjury and misleading Congress. Finally, he pardons two other CIA officials, Duane Clarridge, who is awaiting trial, and Alan Fiers, who pled guilty to withholding information from Congress, and who testified against George. For his part, Bush says he is merely trying to “put bitterness behind us” in pardoning the six, many of whom he said have already paid a heavy price for their involvement. Senator George Mitchell (D-ME) is sharply critical of the pardons, saying, “If members of the executive branch lie to the Congress, obstruct justice and otherwise break the law, how can policy differences be fairly and legally resolved in a democracy?” [New York Times, 12/25/1992]

Iraqi exile Ahmed Chalabi (see 1992-1996) approaches the Clinton administration with a plan to overthrow Saddam Hussein. Defense Intelligence Agency agent Patrick Lang will later recall that the plan, dubbed “End Game,” starts with a revolt by Iraq’s Kurdish and Shi’a insurgents that will, theoretically, trigger an insurrection by Iraqi military commanders. The military will replace Hussein with a regime friendly to both Israel and the US. Clinton officials give the plan tentative approval, though as Lang will later write: “The plan was based on a belief that Iraq was ripe for revolt and that there were no units in the armed forces that would fight to preserve Saddam’s government. Since the same units had fought to keep Saddam in power during the Kurdish and Shi’a revolts of a few years before, it is difficult to see why the sponsors of End Game would have thought that.” Meanwhile, Saddam Hussein learns of the plan and prepares his own response. When Chalabi puts the plan into action, the Iraqi military, instead of revolting against Hussein, kills over 100 INC-backed insurgents (see March 1995). After the debacle, neither the CIA nor the White House will have anything more than superficial contact with Chalabi until 2001. [Middle East Policy Council, 6/2004; Unger, 2007, pp. 126]

After founding the Iraqi National Congress (INC), Ahmed Chalabi approaches the CIA for help in overthrowing Saddam Hussein. The agency, hoping Chalabi can provide useful intelligence, gives the organization millions of dollars to set up a “forgery shop” inside an abandoned schoolhouse in the Kurdish town of Salahuddin. The INC promptly sets about creating phony mockups of Iraqi newspapers filled with stories of Hussein’s abuses. “It was something like a spy novel,” CIA agent Robert Baer will later recall. “It was a room where people were scanning Iraqi intelligence documents into computers, and doing disinformation. There was a whole wing of it that he did forgeries in.… He was forging back then, in order to bring down Saddam.” Carla Bonini, an Italian reporter, will later recall: “When I visited [Chalabi] in London, he told me, ‘You can have anything you want.’ It was like a shopping mall for intelligence.” Bonini quickly learns that Chalabi’s information, although often sensational, is virtually useless. None of it can be independently confirmed, and most of it turns out to be fabrications. One of the documents fabricated by the INC is a copy of a purported letter to Chalabi from President Clinton’s National Security Council. The letter requests Chalabi’s help in a plot to assassinate Saddam Hussein. Baer believes Chalabi’s intent is to trick the Iranians into believing that the Americans will kill Hussein, thus inspiring them into joining a plot against the dictator. According to Francis Brooke, a Rendon Group employee working with the INC, Chalabi did not create the forged letter. “That would be illegal,” he says. [New Yorker, 6/7/2004; Unger, 2007, pp. 125]

Imad Mugniyah. [Source: FBI]In February 1994, double agent Ali Mohamed goes to Sudan and trains Osama bin Laden’s bodyguards (see February 4-5, 1994 and Shortly Afterwards). While there, Mohamed arranges security for a meeting between bin Laden and Imad Mugniyah, the security chief for the Lebanese militant group Hezbollah who is said to have directed the 1983 bombing of the US Marine barracks in Beirut, Lebanon (see April 18-October 23, 1983). Bin Laden and Mugniyah are said to discuss upcoming operations. Mugniyah is believed to be involved in the hijacking of an Air India jet in 1999 where passengers will be exchanged for three militants in Indian prisons, including Saeed Sheikh, who will be the paymaster for 9/11 (see December 24-31, 1999). Mohamed will later claim in court that Hezbollah subsequently provided explosives training for al-Qaeda and Islamic Jihad. [Los Angeles Times, 10/21/2000; Raleigh News and Observer, 10/21/2001; Chicago Tribune, 12/11/2001; LA Weekly, 5/24/2002] A number of al-Qaeda operatives train with Hezbollah in Lebanon after this meeting (see Mid-1990s). Dan Benjamin and Steve Simon, director and senior director of the National Security Council’s counterterrorism team, will later write that “The meeting between the two preeminent terrorists of the era reportedly did take place, and there was an agreement to cooperate. But there the record ends; there is little evidence that a long-term bond between the Sunni and Shiite groups was ever formed.” [Benjamin and Simon, 2005, pp. 128] Mohamed will return to the US after an FBI agent phones him and asks to speak to him about an upcoming trial (see December 9, 1994).

[Source: French channel 3]An Air France Airbus A300 carrying 227 passengers and crew is hijacked in Algiers, Algeria by four Algerians wearing security guard uniforms. They are members of a militant group linked to al-Qaeda. They land in Marseille, France, and demand a very large amount of jet fuel. During a prolonged standoff, the hijackers kill two passengers and release 63 others. They are heavily armed with 20 sticks of dynamite, assault rifles, hand grenades, and pistols. French authorities later determine their aim is to crash the plane into the Eiffel Tower in Paris, but French Special Forces storm the plane before it can depart from Marseille. [Time, 1/2/1995; New York Times, 10/3/2001] Time magazine details the Eiffel Tower suicide plan in a cover story. A week later, Philippine investigators breaking up the Bojinka plot in Manila find a copy of the Time story in bomber Ramzi Yousef’s possessions. Author Peter Lance notes that Yousef had close ties to Algerian Islamic militants and may have been connected to or inspired by the plot. [Time, 1/2/1995; Lance, 2003, pp. 258] Even though this is the third attempt in 1994 to crash an airplane into a building, the New York Times will note after 9/11 that “aviation security officials never extrapolated any sort of pattern from those incidents.” [New York Times, 10/3/2001] Some doubts about who was ultimately behind the hijacking will surface later when allegations emerge that the GIA is infiltrated by Algerian intelligence. There is even evidence the top leader of the GIA at this time is a government mole (see October 27, 1994-July 16, 1996). As journalist Jonathan Randal later relates, the aircraft was originally held at the Algiers airport “in security circumstances so suspect the French government criticized what it felt was the Algerian authorities’ ambiguous behavior. Only stern French insistence finally extracted [Algerian government] authorization to let the aircraft take off.” [Randal, 2005, pp. 171]

[Source: CNN]In 2006, a bipartisan Senate report will conclude that only one meeting between representatives of al-Qaeda and Saddam Hussein’s Iraq government took place prior to the Iraq war in 2003. “Debriefings and captured regime documents show that the Intelligence Community accurately assessed that Iraqi intelligence officer Farouq Hijazi met with bin Laden in 1995 in Sudan. Debriefings of Hijazi indicate that, prior to the meeting, Saddam directed Hijazi to “only listen” and not negotiate or promise anything to bin Laden. At the meeting, bin Laden requested an office in Iraq, military training for his followers, Chinese sea mines, and the broadcast of speeches from an anti-Saudi cleric,” Sheikh Salman al-Awdah. Hussein immediately rejected most of the requests, but considered broadcasting the speeches. However, it is unknown if he actually did. Hijazi files a negative report to his superiors, telling them that bin Laden was hostile and insisted on the Islamicization of Iraq, which is not in line with Hussein’s secular rule. Soon after filing the report, Hijazi is told by his superiors that he should not try to meet bin Laden again. [US Senate and Intelligence Committee, 9/8/2006, pp. 71-73 pdf file] Beginning in 1999, a number of news stories will allege a meeting between Hijazi and bin Laden, but will incorrectly claim the meeting took place in 1998 (see Late December 1998). The Boston Globe will later report, “[I]ntelligence agencies tracked contacts between Iraqi agents and al-Qaeda agents in the ‘90s in Sudan and Afghanistan, where bin Laden is believed to have met with Farouk Hijazi, head of Iraqi intelligence. But current and former intelligence specialists caution that such meetings occur just as often between enemies as friends. Spies frequently make contact with rogue groups to size up their intentions, gauge their strength, or try to infiltrate their ranks, they said.” [Boston Globe, 8/3/2003] Hijazi, head of the Iraqi Intelligence Service for a time, will be taken into custody by US forces in April 2003 and will make a deal to reactivate his intelligence network to benefit the US occupation. [New Yorker, 12/8/2003]

[Source: Peter Lance]Responding to an apartment fire, Philippine investigators uncover an al-Qaeda plot to assassinate the Pope that is scheduled to take place when he visits the Philippines one week later. While investigating that scheme, they also uncover Operation Bojinka, planned by the same people: 1993 WTC bomber Ramzi Yousef and 9/11 mastermind Khalid Shaikh Mohammed (KSM). [Independent, 6/6/2002; Los Angeles Times, 6/24/2002; Los Angeles Times, 9/1/2002] Many initial reports after 9/11 will claim the fire was accidental and the police discovery of it was a lucky break, but in 2002 the Los Angeles Times will report that the police started the fire on purpose as an excuse to look around the apartment. In the course of investigating the fire, one of the main plotters, Abdul Hakim Murad, is arrested. [Los Angeles Times, 9/1/2002] The plot has two main components. On January 12, Pope John Paul II is scheduled to visit Manila and stay for five days. A series of bombs along his parade route would be detonated by remote control, killing thousands, including the Pope. Yousef’s apartment is only 500 feet from the residence where the Pope will be staying. [Reeve, 1999, pp. 78; Lance, 2006, pp. 138] Then, starting January 21, a series of bombs would be placed on airplanes. [Insight, 5/27/2002] Five men, Yousef, Wali Khan Amin Shah, Abdul Hakim Murad, Abd al-Karim Yousef (a.k.a., Adel Anon, Yousef’s twin brother), and Khalid Al-Shaikh (thought to be an alias for KSM) would depart to different Asian cities and place a timed bomb on board during the first leg of passenger planes traveling to Los Angeles, San Francisco, Honolulu, and New York. They would then transfer to another flight and place a second bomb on board that flight. In all, 11 to 12 planes would blow up in a two day period over the Pacific. If successful, some 4,000 people would have been killed. [Agence France-Presse, 12/8/2001; Insight, 5/27/2002; Contemporary Southeast Asia, 12/1/2002] According to another account, some of the bombs would be timed to go off weeks or even months later. Presumably worldwide air travel could be interrupted for months. [Lance, 2003, pp. 260-61] A second wave of attacks involving crashing airplanes into buildings in the US would go forward later, once the pilots are trained for it (see February-Early May 1995).

Ahmed Chalabi creates a militia army of about 1,000 fighters in Kurdish-controlled northern Iraq and bribes tribal leaders in the city of Mosul to support a planned rebellion against Saddam Hussein (see November 1993). He is also hosting members of Iranian intelligence who promise that when the operation is launched, Iran will simultaneously hit Iraq from the south. But the CIA learns that Baathist officials have caught wind of the plot and the CIA instructs agent Robert Baer to tell Chalabi that “any decision to proceed will be on your own.” Chalabi, who has no military experience, decides to go through with the plot anyway. But the operation quickly flounders when over 100 INC fighters are killed by Iraqi forces, many more of Chalabi’s fighters desert, the bribed Iraqi tribal leaders stay home, and the Iranians do nothing. The CIA is furious that it funded the operation, which becomes known within the agency as the “Bay of Goats.” [CounterPunch, 5/20/2004; New Yorker, 6/7/2004; Unger, 2007, pp. 126] CENTCOM commander General Anthony Zinni has similar feelings. “It got me pretty angry,” he recalls. “They were saying if you put a thousand troops on the ground, Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate information. Their scheme was ridiculous.” Zinni had warned Congress that Chalabi’s invasion plan was “pie in the sky, a fairy tale,” but was ignored. [Unger, 2007, pp. 160-161]

[Source: ABC News]The CIA gains intelligence that could lead to the capture of Imad Mugniyah, one of the world’s most wanted people, but the Saudi government refuses to help. Mugniyah is a leader of the Hezbollah militant group and is wanted for a role in bombings that killed US soldiers in Lebanon (see April 18-October 23, 1983). He also allegedly met Osama bin Laden in 1994 (see Shortly After February 1994). In 2008, counterterrorism “tsar” Richard Clarke will claim that in 1996, the CIA learns that Mugniyah has boarded a commercial airplane in Khartoum, Sudan, that is due to stop in Riyadh, Saudi Arabia. US officials appeal to Saudi officials to arrest him when he arrives, but the Saudis refuse. Clarke will claim: “We raised the level of appeals all the way through Bill Clinton who was on the phone at three in the morning appealing to [Saudi Crown Prince Abdullah] to grab him. Instead, the Saudis refused to let the plane land and it continued on to Damascus.” Mugniyah will remain free until 2008, when he will be assassinated. [ABC News, 2/13/2008]

[CNN, 6/26/1996] Saudi officials will later interrogate the suspects, declare them guilty, and execute them—without letting the FBI talk to them. [PBS Frontline, 2001; Irish Times, 11/19/2001] Saudis will blame Hezbollah, the Iranian-influenced group, but US investigators will still believe Osama bin Laden was involved. [Seattle Times, 10/29/2001] US intelligence will be listening when al-Qaeda’s number two leader Ayman al-Zawahiri calls bin Laden two days after the bombing to congratulate him on the operation (see June 27, 1996). The New York Times will report that Mamoun Darkazanli, a suspected al-Qaeda financier with extensive ties to the al-Qaeda Hamburg cell, is involved in the attack. [New York Times, 9/25/2001; New York Times, 9/29/2001] Bin Laden will admit to instigating the attacks in a 1998 interview. [Miami Herald, 9/24/2001] Ironically, the bin Laden family’s construction company will be awarded the contract to rebuild the installation. [New Yorker, 11/5/2001] In 1997, Canada will catch one of the Khobar Towers attackers and extradite him to the US. However, in 1999, he will be shipped back to Saudi Arabia before he can reveal what he knows about al-Qaeda and the Saudis. One anonymous insider will call it “President Clinton’s parting kiss to the Saudis.” [Palast, 2002, pp. 102] In June 2001, a US grand jury will indict 13 Saudis for the bombing. According to the indictment, Iran and Hezbollah were also involved in the attack. [US Congress, 7/24/2003]

In the wake of the Khobar Towers bombing in Saudi Arabia (see June 25, 1996), the Saudi government continues to stonewall about their knowledge of radical militants in the country. Official inquiries about bin Laden go unanswered and the Saudis give no help to a US probe about the bombing. But often the US does not even ask the Saudis questions for fear of upsetting the Saudi government. Former US officials will later claim that even after the bombing, the CIA instructed officials at its Saudi station not to collect information on Islamic extremists in Saudi Arabia. [US News and World Report, 12/15/2003] It is not known how long this policy will continue, but there is evidence it continues until 9/11. In August 2001, former CIA agent Robert Baer will attempt to give the CIA a list of hundreds of al-Qaeda operatives in Saudi Arabia and Yemen, but the CIA will show no interest in it (see August 2001). Fifteen of the nineteen 9/11 hijackers will reportedly come from Saudi Arabia.

In 1999, a retired CIA official will claim that two days after the Khobar Towers bombing in Saudi Arabia (see June 25, 1996), bin Laden is congratulated by colleagues about the bombing. Both Ayman al-Zawahiri, head of Islamic Jihad and al-Qaeda’s number two leader, and Ashra Hadi, head of the Palestinian Islamic Jihad, are monitored by the NSA as they call bin Laden. This helps confirm that bin Laden was being monitored while using his first satellite phone (see Early 1990s). It will be widely reported that he was monitored after he started using his second satellite phone later in 1996 (see November 1996-Late August 1998). Bin Laden does not exactly publicly take credit for the bombing, but later in the year he will say, “When I got the news about these blasts, I was very happy. This was a noble act. This was a great honor but, unfortunately, I did not conduct these explosions personally.” [Reeve, 1999, pp. 187; New Yorker, 9/9/2002]

[Source: Public domain]The Institute for Advanced Strategic and Political Studies, an Israeli think tank, publishes a paper titled “A Clean Break: A New Strategy for Securing the Realm.” [Washington Times, 10/7/2002; Chicago Sun-Times, 3/6/2003] The paper, whose lead author is neoconservative Richard Perle, is meant to advise the new, right-wing Israeli Prime Minister Benjamin Netanyahu. Other authors include:
bullet influential neoconservative academic and former Bush adviser Richard Perle, primarily responsible for the content of the paper;
bullet Meyrav Wurmser, the future director of the neoconservative Hudson Institute’s Center for Middle East Policy;
bullet her husband David Wurmser, the future chief adviser for Middle East policy for future vice-president Dick Cheney;
bullet neoconservative Douglas Feith, who will be the prime architect of the Iraq war;
bullet and a number of lesser-known neoconservatives, including James Colbert, Charles Fairbanks, Jr., Jeffrey T. Bergner, Jonathan Torop, and Robert Loewenberg.
Rebuilding Zionism by Abandoning Past Policies - It advocates making a complete break with past policies by adopting a strategy “based on an entirely new intellectual foundation, one that restores strategic initiative and provides the nation the room to engage every possible energy on rebuilding Zionism.…” [Guardian, 9/3/2002]
Aggressive, Militant Israeli Policy towards Arab Neighbors - Much along the lines of an earlier paper by Israeli Oded Yinon (see February 1982), the document urges the Israelis to aggressively seek the downfall of their Arab neighbors—especially Syria and Iraq—by exploiting the inherent tensions within and among the Arab States. The first step is to be the removal of Saddam Hussein in Iraq. A war with Iraq will destabilize the entire Middle East, allowing governments in Syria, Iran, Lebanon, and other countries to be replaced. “Israel will not only contain its foes; it will transcend them,” the paper says. [Perle, 7/8/1996; Guardian, 9/3/2002; Carnegie Endowment for International Peace, 3/19/2003] Iraq is first on the list of nations to be transformed. Saddam Hussein must be overthrown, the authors say. But Iraq has long served as a counterweight to the Shi’ite theocracy of Iran; with the two at loggerheads, neither could pose as serious a threat to Israel as it could if not opposed by the other. To counter this, Perle and his co-authors propose restoring the Hashemites (an ancient Arab dynasty; King Faisal I of Iraq was a Hashemite) to power. Instead of the largely Shi’ite Iraqis aligning themselves with their fellow Shi’a in Iran after Hussein’s overthrow, the Hashemite government would align itself with the pro-Western Jordan, long a Hashemite regime. Unfortunately, the authors propose no plan to actually make such an extraordinary regime succession happen, nor do they seem concerned with some Iraqi Shi’ites’ alignment with Islamist terrorists or with many Shi’ites’ close ties to Iran. [Unger, 2007, pp. 145-148]
Abandoning Oslo Accords, Militant Palestinian Policy - Other suggestions for Israel include abandoning the Oslo Accords, developing a foreign policy based on a traditional balance of power strategy, reserving its right to invade the West Bank and Gaza Strip as part of a strategy of “self-defense,” abandoning any notion of “land for peace,” reestablishing a policy of preemptive strikes, forging closer ties to the US while taking steps towards self-reliance, and seeking an alternative to Yasser Arafat as leader of the PLO. [Perle, 7/8/1996]
'Seeds of a New Vision' - All these questions need not be answered right away, according to co-author Meyrav Wurmser. The document is “the beginning of thought,” she says, “… the seeds of a new vision.”
Similar to American Christian Right's Vision - According to author Craig Unger, the ideology of “ACB” is, in essence, a secularized version of the theology of the American Christian Right. Christian Zionists insist that Jews were ordained by God to reclaim the Biblican land of Judea and Samaria in the West Bank; the paper asserts that claim as well. The paper echoes Christian fundamentalists by demanding “the unconditional acceptance of Arabs of our rights, especially in their territorial dimension.” Perle and his fellow neoconservatives want to push the boundaries even further: the Bible can be interpreted to countenance Jewish dominion over all or parts of Egypt, Syria, Lebanon, Jordan, Iraq, and even Saudi Arabia. Thusly, the authors claim that Israel and the US, by waging war against Iraq, Syria, and Lebanon, would reshape the “strategic environment” in the Middle East and greatly expand Israel’s influence in the region.
Influence in Upcoming Bush Administration - Perle will later become chairman of President Bush’s influential Defense Policy Board and will be instrumental is moving Bush’s US policy toward war with Iraq after the 9/11 attacks, as will Feith and the Wurmsers. [Unger, 2007, pp. 145-148]

Abdel-Bari Atwan, editor in chief of the British-based pan-Arab daily al-Quds al-Arabi, travels to Afghanistan to interview Osama bin Laden in the mountains of Tora Bora.
Atwan's Journey to Afghanistan - The interview is arranged by Khalid al-Fawwaz, bin Laden’s representative in Europe. Atwan travels secretly to Peshawar, Pakistan, where he meets a representative of bin Laden. Then, dressed as an Afghan, he crosses the border with a series of guides and travels to Jalalabad in eastern Afghanistan, where he meets al-Qaeda manager Mohammed Atef. Atwan is then taken up into the mountains, to the Eagle’s Nest base, where he meets bin Laden. Atwan first meets him “sitting cross-legged on a carpet, a Kalashnikov in his lap,” and they chat informally and then have dinner. Atwan spends two days in bin Laden’s company, and is surprised that such a rich Saudi is staying in such a humble cave, measuring six meters by four, and eating such poor food.
Bin Laden Speaks to Atwan - Bin Laden makes a number of comments during the two days, saying he has no fear of death, he still controls significant sums of money, the US military presence in Saudi Arabia is wrong, and the Sudanese government treated him badly over his recent expulsion and their non-repayment of funds he invested in Sudan (see May 18, 1996). He also talks of his time in Sudan and Somalia, as well as attempts on his life and bribes offered to him to tow the line by Saudi intelligence services. In addition, he claims responsibility for the “Black Hawk Down” incident (see October 3-4, 1993) and the Khobar Towers bombing (see June 25, 1996), and says other operations are in preparation. Atwan also notes that one part of the Eagle’s Nest has computers and Internet access, although this is not common in 1996.
No Signs of Bin Laden's Poor Health - Before the trip, Atwan had heard that bin Laden suffered from some mild form of diabetes. However, he will later comment: “I didn’t notice him taking any medication or showing any signs of ill health at all. We walked for more than two hours in the snow-covered mountains, and he seemed fit and well.” Therefore, Atwan will describe later accounts that say bin Laden requires kidney dialysis as “fanciful.” [Atwan, 2006, pp. 15-37, 61-62]

(see 1980 and After) founded in Britain in 1992, steps up the vandalism and violence of its parent organization. It consciously models itself after the Animal Liberation Front (ALF—see 1976) in having little to no hierarchical organization, and consists of what it calls “autonomous groups of people” who are “anonymous not only to the public but also to one another.” The ELF writes that it exists to “inflict economic damage on those profiting from the destruction and exploitation of the natural environment,” and “to reveal and educate the public on the atrocities committed against the earth and all species that populate it.” In a promotional video, “Igniting the Revolution,” ELF says it now knows “that to be successful in the struggle to protect the Earth, more extreme tactics must be utilized. Thus the Earth Liberation Front was born.” It first garners major US public attention in 1997, when ELF activists burn down a Bureau of Land Management (BLM) horse corral in Oregon (see 1997). Instead, they are positioning themselves for the future. “This was a key moment,” one State Department official will recall. “The neocons were maneuvering to put this issue in play and box Clinton in. The Committee for Peace and Security in the Gulf (CPSG), a bipartisan group made up largely of foreign policy specialists, sends an “Open Letter to the President” calling for President Clinton to use the US military to help Iraqi opposition groups overthrow Saddam Hussein and replace him with a US-friendly government. US law forbids such an operation. The group is led by, among others, former Representative Stephen Solarz (D-NY) and prominent Bush adviser Richard Perle, a former assistant secretary of defense.
Largely Neoconservative in Makeup - Many of its co-signers will become the core of the Bush administration’s neoconservative-driven national security apparatus. These co-signers include Elliott Abrams, Richard Armitage, John Bolton, Stephen Bryen, Douglas Feith, Frank Gaffney, Fred Ikle, Robert Kagan, Zalmay Khalilzad, William Kristol, Michael Ledeen, Bernard Lewis, Peter Rodman, Donald Rumsfeld, Gary Schmitt, Max Singer, Casper Weinberger, Paul Wolfowitz, David Wurmser, and Dov Zakheim. [CNN, 2/20/1998; Middle East Policy Council, 6/2004] The CPSG is closely affiliated with both the neoconservative Project for the New American Century (PNAC—see June 3, 1997 and January 26, 1998) and the neoconservative American Enterprise Institute (AEI), both of which boast Perle as a powerful and influential member. Jim Lobe of the Project Against the Present Danger later learns that the CPSG is funded in large part by a sizable grant from the right-wing Bradley Foundation, a key funding source for both the PNAC and the AEI. According to Counterpunch’s Kurt Nimmo, the plan for overthrowing Iraq later adopted by the Bush administration, and currently advocated by the CPSG, will be echoed in the PNAC’s September 2000 document, “Rebuilding America’s Defenses” (see September 2000). Advocates Supporting Iraq-Based Insurgency - The letter reads in part: “Despite his defeat in the Gulf War, continuing sanctions, and the determined effort of UN inspectors to root out and destroy his weapons of mass destruction, Saddam Hussein has been able to develop biological and chemical munitions.… This poses a danger to our friends, our allies, and to our nation.… In view of Saddam Hussein’s refusal to grant UN inspectors the right to conduct unfettered inspections of those sites where he is suspected of storing his still significant arsenal of chemical and biological munitions and his apparent determination never to relinquish his weapons of mass destruction, we call upon President Clinton to adopt and implement a plan of action designed to finally and fully resolve this utterly unacceptable threat to our most vital national interests.” The plan is almost identical to the “End Game” scenario proposed in 1993 (see November 1993) and carried out, without success, in 1995 (see March 1995). It is also virtually identical to the “Downing Plan,” released later in 1998 (see Late 1998). In 2004, then-Defense Intelligence Agency official Patrick Lang will observe, “The letter was remarkable in that it adopted some of the very formulations that would later be used by Vice President [Dick] Cheney and other current administration officials to justify the preventive war in Iraq that commenced on March 20, 2003” (see March 19, 2003). The CPSG advocates:
bullet US support for Ahmed Chalabi’s Iraqi National Congress (INC—see 1992-1996) as the provisional government to replace Hussein’s dictatorship;
bullet Funding the INC with seized Iraqi assets, designating areas in the north and south as INC-controlled zones, and lifting sanctions in those areas;
bullet Providing any ground assault by INC forces (see October 31, 1998) with a “systematic air campaign” by US forces;
bullet Prepositioning US ground force equipment “so that, as a last resort, we have the capacity to protect and assist the anti-Saddam forces in the northern and southern parts of Iraq”;
bullet Bringing Hussein before an international tribunal on war crimes charges.
Carrying out these actions, Solarz says, would completely eliminate the threat of weapons of mass destruction that he claims Iraq owns. [Abrams et al., 2/19/1998; CNN, 2/20/1998; Middle East Policy Council, 6/2004]

In 2006, a bipartisan Senate report will conclude that al-Qaeda leader Mahfouz Walad Al-Walid (a.k.a. Abu Hafs the Mauritanian) travels to Iraq this year in an attempt to meet with Saddam Hussein. This is according to debriefings and documentation found after the 2003 Iraq war. But Hussein refuses to meet him and directs that he should leave Iraq because he could cause a problem for the country. Different documents suggest Al-Walid travels in March or June, or makes two trips. He will make a similar attempt to meet with Hussein in 2002, and will be similarly rebuffed (see 2002). The Senate report will conclude that, despite many alleged meetings, these two attempted meetings by Al-Walid and an actual meeting between bin Laden and an Iraqi agent in 1995 (see Early 1995) were the only attempted contacts between the Iraqi government and al-Qaeda before the Iraq war. UN weapons inspector Scott Ritter attempts to leak a confidential United Nations Special Commission (UNSCOM) report on Iraq’s production of VX nerve agent to the American press (see June 10, 1998). The attempt spirals into an effort by Ahmed Chalabi and the Iraqi National Congress (INC—see 1992-1996) to recruit Ritter’s help in crafting a plan for Chalabi’s INC, with American assistance, to overthrow Iraq’s Saddam Hussein and place Chalabi in control. Ritter becomes aware of a report from a US military laboratory that proves in 1991 Iraq had manufactured VX nerve agent and deployed it in missile warheads. The Iraqis have admitted to attempting to produce the deadly toxin, but have long insisted that they were never successful in producing weaponized VX. Although there is no reason to believe that Iraq retains active VX from its former chemical weapons program, UNSCOM officials are furious about having been lied to for years by the Iraqis. UNSCOM chief Richard Butler, involved in delicate negotiations with the Iraqi government on developing a “road map” for addressing numerous outstanding issues between Iraq and the UN, decides to keep the report under wraps. UNSCOM officials are even more outraged at Butler’s decision; many believe that Butler is acquiescing to Clinton administration officials who want to avoid a confrontation with Iraq and the UN. When Ritter offers to leak the document in Washington in such a way that would not be traced to the UNSCOM officials who have seen the report, they quickly slip him a copy of the report, and Ritter prepares to fly to Washington.
First Meeting with Chalabi - Ritter is already scheduled to meet with CIA officials about other intelligence support programs. He calls Randy Scheunemann, the national security adviser for Senator Trent Lott (R-MS), the Senate Majority Leader, and sets up a meeting to, as Ritter will later write, “discuss some new developments” regarding the Iraqis. Scheunemann agrees, and asks if Ritter would be willing to meet with Chalabi at Chalabi’s Georgetown townhouse. Ritter is nonplussed at the request, but decides that since he had already discussed Iraqi weapons of mass destruction with Chalabi in a meeting authorized by Butler (see January 27, 1998), this Georgetown meeting could be construed as a legitimate followup. Ritter agrees. Upon arriving at Washington’s National Airport, he is met by Chalabi’s driver, who takes him to Georgetown. Chalabi presents Ritter with what Ritter will later recall as “an ambitious program, including briefings to senators and their staffs.” The meeting lasts well into the night, and Ritter agrees to stay overnight in a guest room.
Leaking the Report - The next day, Ritter meets with the CIA and then with Scheunemann. Ritter gives Scheunemann the UNSCOM report and explains its significance. “If it could find its way into the press in a way that removed any UNSCOM fingerprints, this would be ideal,” he tells Scheunemann. “That way the data remains uncompromised, and yet politically Butler and the White House can’t ignore it.” Scheunemann says with a smile, “I think we can manage that.”
'The Chalabi Factor' - Scheunemann then takes Ritter to meet Lott, who seems more interested in Ritter’s interactions with Chalabi than in the report. “I hope you take some time to talk with him, and some other interesting people I think you will be meeting with” Lott tells Ritter. “Exchange ideas. See if you can help him in any way. We’re all on the same side here, and we have to start finding ways to break down some barriers others have constructed between us.” Ritter returns to Chalabi’s home, where he meets with Francis Brooke, Chalabi’s principal American adviser, and Max Singer, a conservative foreign policy expert who specializes in what Ritter will term “political warfare.” Scheunemann has asked Singer to write a paper called “The Chalabi Factor” that touts Chalabi as the man to lead a revolution that would result in the ouster of Hussein. Chalabi asked Singer to share the paper with Ritter. Singer has sketched out a scenario that envisions Chalabi and INC fighters capturing the southern oil fields around Basra, giving the INC a political and military foothold inside Iraq, and then rallying disenchanted Shi’ites and Kurds into supporting his insurgency. Ritter later recalls: “I was somewhat taken aback by the content of the Singer paper. I was on dangerous political ground here, a UN weapons inspector charged with the disarmament of Iraq, suddenly dabbling in the world of regime change. Far from advising me on issues of intelligence regarding Iraqi WMD, Ahmed Chalabi had turned the tables and had me advising him on how to overthrow Saddam Hussein.” The three are soon joined by Chalabi and Stephen Rademaker, the lawyer for the House Foreign Affairs Committee and, as Ritter later describes him, an unabashed member of the far right and a Chalabi supporter. The conversation does not center on arms control, as Ritter had originally planned to discuss, but regime change. The others are uninterested in Ritter’s suggestion that pressure be brought to bear on the Hussein regime over the VX discovery. “[W]e all know Saddam is cheating, and that his days are numbered,” Rademaker says. “What we don’t have is a plan on what we are going to do once Saddam is out of office. Mr. Chalabi represents our best hopes in that regard, which is why we’re delighted that you and he are meeting like this.”
Handling the Ba'athists - Ritter tells the others that the Shi’ites and Kurds cannot be treated as “homogeneous movement[s],” but as loose, fractious amalgamations of disparate elements. He then asks: “The key to me is what is missing here: any discussion of the Ba’ath Party or the Sunni tribes. The Ba’ath Party is the only vehicle that exists in Iraq today that unites Sunnis, Shi’a and Kurds alike. It makes modern Iraq function. How do you plan on dealing with the Ba’ath Party in a post-Saddam environment? And what is your plan for winning over the Sunni tribes? How will you bring the tribes that represent the foundation of Saddam’s political support into the fold with your Kurdish and Shi’a supporters?” As Ritter later writes: “Steve Rademaker and Francis Brooke stared blankly. Chalabi was grinning ear to ear. ‘We have a plan. First, we will do away completely with the Baath Party. Those minor members who were forced to join out of survival, of course, they will be allowed to retain their jobs. But anyone who profited from Baathist rule will be punished. As for the Sunni tribes, we are already in contact with their representatives. We feel that the best way to negotiate with them, however, is to make them realize that there is no future with Saddam. Once they realize that, they will come over to our side.’ Chalabi’s ‘plan’ struck me as simplistic at best, and entirely unrealistic.”
The Downing Plan - In answer to Ritter’s questions about defeating the Iraqi military—the large Iraqi Army, the well-trained Republican Guard and other security forces—Chalabi shows Ritter a document, “The Military Plan.” Chalabi says: “This was written for me by Gen. Wayne Downing. I believe you know him from Operation Desert Storm.” Downing had been a Special Forces commander during the 1991 Gulf War; Ritter had worked with Downing’s unit in preventing Iraqi missile launches at Israel (see January 17, 1991). Downing has crafted a plan (see Late 1998) that calls for the US to train and arm several thousand INC fighters who would operate out of bases in western Iraq, out of Hussein’s control. They would fight from light vehicles armed with anti-tank missile launchers, and would rely on support from local tribes in the area, particularly the al-Duleimi in and around Ramadi and Anbar. Ritter is dubious, knowing that the al-Duleimi have provided many of Hussein’s best soldiers. Chalabi is unworried about their support, and tells Ritter, “My people have already had discussions with the tribal leaders of the al-Duleimi, who are ready to join us once we get situated on the ground.” Ritter then objects to Downing’s inclusion of US military advisers and US warplanes, both directly supporting and perhaps even fighting alongside the INC troops. “We don’t operate like that,” Ritter objects. “If we have forces on the ground, then we’ll need to have a base, with a base support element, and base security, and a quick-reaction force in case some of our boys get in trouble. The US presence would have to be much greater than what you’re saying here.” Chalabi merely smiles. “That may be so,” he says, “but we don’t have to highlight it at this time.” Ritter later observes: “The ‘Downing Plan’ was a nice bit of trickery, plotting what was ostensibly an Iraqi opposition military force with minor US military involvement, but masking what was in reality a much larger US military effort with a minor role played by Chalabi’s INC ‘army.’” Ritter is now thoroughly alarmed.
'My Friend Ahmed' - The small group is joined by Danielle Pletka, Rademaker’s wife and a staunchly conservative staffer on the Senate Foreign Relations Committee, and former CIA director James Woolsey. Over dinner, the group moves from discussing the military plans for overthrowing Hussein to a broader discussion of Chalabi’s political future. Woolsey, a vocal supporter of Chalabi, has no patience with the CIA’s objections to earlier actions by Chalabi and the INC (see January 1996). “This [criticism] is all bunk,” Woolsey says. “Chalabi is an Iraqi patriot and visionary who intimidates many lesser thinkers in Langley. My friend Ahmed is a risk taker who understands the reality of Iraq, unlike the desk-bound analysts and risk-averse operators at the CIA. Chalabi scares these people, so they have created false accusations in order to denigrate him and ultimately destroy him.” Pletka agrees: “We cannot allow this to happen. Ahmed Chalabi has many friends in Congress, and it is our goal to make sure Ahmed Chalabi gets the support he needs to not only survive as a viable opposition figure to Saddam Hussein but more importantly to prevail in Iraq.” Ritter is increasingly uncomfortable with what he will later call “a political strategy session.” It is clear, Ritter will write, “that Chalabi was being groomed for another run at power” (see March 1995).
Recruitment - According to Ritter, Chalabi suggests that Ritter would be very helpful to his organization, and Chalabi could be helpful to Ritter in return. “I have many friends here in Washington,” Chalabi says over breakfast. “With what you know about Saddam Hussein’s weapons of mass destruction, you can be of invaluable assistance to our cause. The VX story is but the tip of the iceberg.” Ritter will describe himself as “taken aback,” since he never told Chalabi about the VX lab report. Ritter replies: “Well, I am just a simple weapons inspector. In any event, it wouldn’t go over well back at the UN to have an UNSCOM inspector plotting regime change down in Washington, DC.” Then, locking eyes with Chalabi, Ritter says: “This is why you must be very discreet about the VX lab report. It simply won’t do for you to have your fingerprints on this information.” Chalabi smilingly replies: “I understand completely. As for your status as a weapons inspector, you must understand that those days are nearly gone. The inspection process has run its course. You need to think about what you are going to be doing in the future. I would like you to work for me.” Ritter objects, noting that an American citizen can’t be involved in plots to overthrow heads of foreign nations. Chalabi corrects Ritter: “You wouldn’t be working for me, but for the US Senate. My friends would create an advisory position for you, and you would in turn advise me. It wouldn’t pay much upfront. But don’t worry. One day I will be the president of Iraq, and will be in control of Iraq’s oil. When that day comes, I will not forget those who helped me in my time of need. Let’s just say that my friends will be given certain oil concessions that will make them very wealthy.”
Meeting with the Senator - Chalabi’s butler drives Ritter to meet with Pletka at the Capitol Building; the two go to the office of Senator Sam Brownback (R-KS), who is fully aware of the VX lab report. Brownback is angry that the Clinton administration is reluctant to fully assist the UNSCOM inspectors. “This will not stand,” he tells Ritter. “Believe me when I say you and your colleagues have friends here in the US Senate who will make sure America honors its commitments and obligations, especially when it comes to disarming a cruel tyrant such as Saddam Hussein.” Afterwards, Ritter and Pletka are joined by Rademaker in the Senate cafeteria, who says he has the ear of several influential Congressmen. “We’ve got their attention,” Rademaker says, “and I think you’ll find that serious pressure will be brought on the Clinton administration to better support your work.” Pletka and Ritter then meet Lott and Scheunemann again; Scheunemann once again asks Ritter for his future collaboration. Lott reassures Ritter that there would be no legal or ethical conflicts: “Well, maybe we can find a way to bring you down here working for us. That might be the most useful thing to do.” Leaving the Senate building, Ritter muses that “Chalabi’s schemes seemed to have some substance behind them.”
Long-Term Ramifications - Butler will drastically revise his report to the UN Security Council, and the news of a “major breakthrough” in disarmament work with the Iraqis is shelved. The Clinton administration will issue statesments publicly supporting the UNSCOM inspectors, undercutting behind-the-scenes attempts by National Security Adviser Sandy Berger and Secretary of State Madeleine Albright to have the US pull back from blanket support of the inspections. Conservative Republicans will rally around the cause of Iraqi duplicity; Scheunemann will use the VX report to drum up support for the Iraqi Liberation Act, which will pass several months after Ritter’s dinner with Chalabi (see October 31, 1998). And Chalabi and the INC will become the leading candidates for replacing Hussein. Reflecting on Chalabi’s prominence in the Post report, Ritter will write, “After watching the Republicans build up Chalabi, I should have known that they could not have passed up this opportunity to interject his name into the limelight.”
Iraqis Truthful about VX - Later evidence and inspection findings show that the Iraqi scientists had been truthful: they had never succeeded in stabilizing VX, and had never filled any warheads with the nerve toxin. The lab results are later shown to be severely flawed. Ritter will write, “In the end, I was wrong to have pushed so hard to have the lab results made public.” [New Yorker, 6/7/2004; TruthDig, 3/17/2008]

Congressional conservatives receive a second “alternative assessment” of the nuclear threat facing the US that is far more to their liking than previous assessments (see December 23, 1996). A second “Team B” panel (see November 1976), the Commission to Assess the Ballistic Missile Threat to the United States, led by former Defense Secretary Donald Rumsfeld and made up of neoconservatives such as Paul Wolfowitz and Stephen Cambone, finds that, contrary to earlier findings, the US faces a growing threat from rogue nations such as Iran, Iraq, and North Korea, who can, the panel finds, inflict “major destruction on the US within about five years of a decision.” This threat is “broader, more mature, and evolving more rapidly” than previously believed. The Rumsfeld report also implies that either Iran or North Korea, or perhaps both, have already made the decision to strike the US with nuclear weapons. Although Pakistan has recently tested nuclear weapons (see May 28, 1998), it is not on the list. Unfortunately for the integrity and believability of the report, its methodology is flawed in the same manner as the previous “Team B” reports (see November 1976); according to author J. Peter Scoblic, the report “assume[s] the worst about potential US enemies without actual evidence to support those assumptions.” Defense analyst John Pike is also displeased with the methodology of the report. Pike will later write: “Rather than basing policy on intelligence estimates of what will probably happen politically and economically and what the bad guys really want, it’s basing policy on that which is not physically impossible. This is really an extraordinary epistemological conceit, which is applied to no other realm of national policy, and if manifest in a single human being would be diagnosed as paranoia.” [Guardian, 10/13/2007; Scoblic, 2008, pp. 172-173] Iran, Iraq, and North Korea will be dubbed the “Axis of Evil” by George W. Bush in his 2002 State of the Union speech (see January 29, 2002).

US Might Still Occupy Hostile Iraq Eight Years Later - “Trying to eliminate Saddam… would have incurred incalculable human and political costs,” they write. “We would have been forced to occupy Baghdad and, in effect, rule Iraq… there was no viable ‘exit strategy’ we could see, violating another of our principles. Furthermore, we had been consciously trying to set a pattern for handling aggression in the post-Cold War world. Going in and occupying Iraq, thus unilaterally exceeding the United Nations’ mandate, would have destroyed the precedent of international response to aggression that we hoped to establish. Had we gone the invasion route, the United States could conceivably still be an occupying power in a bitterly hostile land.” [Wilson, 2004, pp. 314-315]
Younger Bush Disagrees with Assessments - Bush’s son, Texas Governor George W. Bush, preparing for his own presidential run (see April-May 1999), explicitly disagrees with the book’s assessments of US actions during and after the 1991 Gulf War. According to Mickey Herskowitz, the writer working on Bush’s campaign biography, “He thought of himself as a superior, more modern politican than his father and [the elder Bush’s close adviser and friend] Jim Baker. He told me, ‘[My father] could have done anything [during the Gulf War]. He could have invaded Switzerland. If I had that political capital, I would have taken Iraq.” [Unger, 2007, pp. 169]

President Clinton signs the Iraq Liberation Act of 1998 (ILA) into law. The act, which passed with overwhelming support from Democrats and Republicans in both the House and Senate, was written by Trent Lott (R-MS) and other Republicans with significant input from Ahmed Chalabi and his aide, Francis Brooke. [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004] (Former Defense Intelligence Agency official Patrick Lang will later write that one of the driving goals behind the ILA is to revive the failed 1995 coup plans against Saddam Hussein, called “End Game”—see November 1993.) [Middle East Policy Council, 6/2004] The act makes it “the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime.” To that end, the act requires that the president designate one or more Iraqi opposition groups to receive up to $97 million in US military equipment and nonlethal training. The act authorizes another $43 million for humanitarian, broadcasting, and information-collection activities. Chalabi Receives Millions from State Department - Chalabi’s Iraqi National Congress receives $17.3 million from the State Department to carry out what it calls the “collection and dissemination of information” about Saddam Hussein’s atrocities to the public. It will continue to receive hundreds of thousands per month from the Defense Department as well. [Mother Jones, 4/2006] However, the Clinton administration itself has little use for Chalabi. One administration official will say, “He represents four or five guys in London who wear nice suits and have a fax machine.” [Unger, 2007, pp. 160]
Zinni Warns of Legislation Presaging Military Action - While few in Washington see the ILA as presaging military action against Iraq, one who does is Marine Corps General Anthony Zinni, the commander of CENTCOM. As the bill works its way through Congress, Zinni tells some of his senior staff members that the bill is far more serious than most believe. It is much more than a sop for the pro-war crowd, Zinni believes, but in reality a first step towards an invasion of Iraq. In 2004, former ambassador Joseph Wilson will write, “He was, of course, right, but few were listening.” [Wilson, 2004, pp. 290]

A number of neoconservatives, led by retired General Wayne Downing (see 1990-1991) and retired CIA officer Duane “Dewey” Clarridge (see December 25, 1992), use the recently passed Iraqi Liberation Act (ILA—see October 31, 1998) to revive the failed “End Game” coup plans against Saddam Hussein (see November 1993 and March 1995). Both Downing and Clarridge are “military consultants” to Ahmed Chalabi’s Iraqi National Congress, who attempted to carry out the coup in 1995 with dismal results. Downing and Clarridge produce an updated version of the INC’s “End Game” scenario, calling it “The Downing Plan.” The Downing scenario varies very little from the original plan. Their plan stipulates that a “crack force” of 5,000 INC fighters, backed up by a detachment of US Special Forces soldiers, could bring down the Iraqi Army. Clarridge later tells reporters: “The idea from the beginning was to encourage defections of Iraqi units. You need to create a nucleus, something for people to defect to. If they could take Basra, it would be all over.” Former Defense Intelligence Agency official Patrick Lang will later write, “It is difficult to understand how a retired four-star Army general [Downing] could believe this to be true.” General Anthony Zinni, commander of CENTCOM, which has operational control of US combat forces in the Middle East, is provided with a copy of Chalabi’s military plan to overthrow Saddam Hussein. “It got me pretty angry,” he later recalls. He warns Congress that Chalabi’s plan is a “pie in the sky, a fairy tale,” and predicts that executing such a poorly envisioned assault would result in a “Bay of Goats.” Chalabi’s INC is nothing more than “some silk-suited, Rolex-wearing guys in London;” neither the INC nor any of the other 91 or so Iraqi opposition groups have anywhere near “the viability to overthrow Saddam.” He tells the New Yorker: “They were saying if you put a thousand troops on the ground Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate intelligence. Yellowcake.Yellowcake. [Source: CBC]Pakistani nuclear scientist A. Q. Khan takes a trip to West Africa. Ostensibly, he is going to oversee the construction of the Hendrina Khan Hotel in Timbuktu, Mali, which he bought the year before and is named after his wife, but it is believed that is just a cover for nuclear-related business. He spends several days in Khartoum, Sudan, where he is spotted touring the al-Shifa factory, bombed by the US the year before in response to al-Qaeda bombings in Africa (see August 20, 1998). In 2006, intelligence sources in India and Israel will claim that Khan actually partly owns the factory. Khan then travels to N’Djamena, the capital of Chad, Timbuktu in Mali, and Niamey, the capital of Niger. Niger has considerable uranium deposits and had been a major supplier of yellowcake uranium to Pakistan in the 1970s. Khan returns to Sudan, where he meets with the Sudanese president, and then returns to Pakistan. He is accompanied by his top nuclear aides and a number of Pakistani generals, and all expenses on the trip are paid for by the Pakistani government.
CIA Investigates Khan Trip - CIA undercover agent Valerie Plame Wilson learns about the trip, and the CIA is so concerned that it launches an investigation, especially to find out if Khan could be buying yellowcake from Niger. Plame Wilson’s husband Joseph Wilson, a former National Security Council official and US ambassador to the nearby country of Gabon who has close ties to important politicians in Niger, and who who has just set up a private consulting firm with a focus on advising clients who want to do business in Africa, is approached by officials from the CIA’s National Resources Division (NR) to visit Niger. The agency asks Wilson, who already has a business trip planned to West Africa, to find out what he can about Khan’s trip.
Illicit Uranium Sales Highly Unlikely - Wilson concludes that illicit uranium sales are very unlikely since the French government tightly controls Niger’s uranium mines and uranium sales. However, Khan’s trip does raise concern that he could be working with Osama bin Laden, because of his interest in the al-Shifa factory in Sudan, and because of intelligence that the hotel he owns in Timbuktu was paid for by bin Laden as part of a cooperative deal between them. The CIA writes and distributes a report on the trip. (In 2004, the Senate Intelligence Committee will erroneously conclude that the CIA did not distribute the Wilson-Niger report—see July 9, 2004.) Wilson will keep this trip secret, even refusing to mention it in his 2004 memoir The Politics of Truth, presumably because he signed a confidentiality agreement with the CIA. In 2002, he will return to Niger to investigate if Saddam Hussein could be buying uranium in Niger (see February 21, 2002-March 4, 2002). That will lead to the eventual outing of his wife Plame Wilson’s status as a CIA agent. [Levy and Scott-Clark, 2007, pp. 283-285, 516; Wilson, 2007, pp. 358-360]

As the presidential campaign of Texas Governor George W. Bush takes shape, many in the media assume that a Bush presidency would be much like the father’s: moderate and centrist with a pronounced but not extreme rightward tilt. Bush will be “on the 47-yard line in one direction,” says former Clinton counsel Lanny Davis, while Democratic contender Al Gore is “on the 47-yard line in the other.” But while the media continues to pursue that story, the hardliners and neoconservatives surrounding Bush (see December 1998 - Fall 1999) are working quietly to push their favored candidate much farther to the right, especially in foreign affairs, than anyone suspects. Two of the Bush campaign’s most prominent advisers, Richard Perle and Paul Wolfowitz, are making regular and secret visits to the governor’s mansion. “They were brought in and out under very tight security,” a source in the governor’s office will later recall. “They snuck in and snuck out. They didn’t hold press conferences. [Bush political adviser Karl] Rove didn’t want people to know what they were doing or what they were saying.” [Unger, 2007, pp. 165-168]
Bush is Willing to be Educated - Perle, like many other neoconservatives, is pleased that the younger Bush may well not be a repeat of the moderate policy stances of the father. “The first time I met [George W. Bush]… two things became clear,” Perle will recall in 2004. “One, he didn’t know very much. The other was that he had the confidence to ask questions that revealed he didn’t know very much.” [Slate, 5/7/2004] Perle will continue: “Most people are reluctant to say when they don’t know something—a word or a term they haven’t heard before. Not him.” A State Department source will put it more bluntly: “His ignorance of the world cannot be overstated.”
Rice a 'Fellow Traveler' with Neoconservatives - One of Bush’s most diligent tutors is Condoleezza Rice, a former Bush administration official. Former National Security Adviser Brent Scowcroft, who had mentored Rice, wrongly expects her to tutor Bush in his own “realist” world view, but Rice is far more aligned with the neoconservatives than Scowcroft realizes (see April-May 1999). “She was certainly a fellow traveler,” the State Department source will say. “She came at it more with a high-level academic approach while the other guys were operational. [Her role] was a surprise to Scowcroft. She had been a protege and the idea that she was going along with them was very frustrating to him.” The absence of retired General Colin Powell, one of the elder Bush’s most trusted and influential moderates, is no accident (see April-May 1999). “That’s a critical fact,” the State Department source will observe. “The very peculiar personal relationship between Rice and Bush solidified during those tutorials, and Wolfowitz established himself as the intellectual face of the neocons and the whole PNAC crew” (see June 3, 1997).
Wolfowitz: Redrawing the Map of the Middle East - Wolfowitz teaches Bush that the Israeli-Palestinian conflict is only incidental to the larger issues engulfing the Middle East (see March 8, 1992). The State Department source will recall: “Wolfowitz had gotten to Bush, and this is where Bush thought he would be seen as a great genius. Wolfowitz convinced him that the solution to the Israeli-Palestinian conflict was to leap over this constant conflict and to remake the context in which the conflict was taking place; that democracies don’t fight each other. [He convinced Bush] that the fundamental problem was the absence of democracy in the Middle East, and therefore we needed to promote democracy in the Middle East, and out of that there would be a solution to the Israeli-Palestinian conflict.” The US must, Wolfowitz says, exert its moral and military might to eliminate the brutal dictators in the region and replace them with Western-style democratic leaders. Wolfowitz believes “[t]he road to peace in Jerusalem,” as author Craig Unger will write, “run[s] through Baghdad, Damascus, even Tehran.” It is unclear if Bush grasps the full implications of the theories of Wolfowitz and Rice. Certainly the idea of this “reverse domino theory,” as Unger will call it, is far different from anything previously espoused in US foreign affairs—a permanent “neo-war,” Unger will write, “colossal wars that would sweep through the entire Middle East and affect the world.” [Unger, 2007, pp. 165-168]

A 2005 US indictment will reveal that two employees for a pro-Israeli lobbying group had somehow obtained classified US information about al-Qaeda and was passing it on to Israeli officials. The two employees are Steven Rosen and Keith Weissman; both work for AIPAC (American Israel Public Affairs Committee) until 2004. On April 13, 1999, Rosen gives Rafi Barak, the former deputy chief of mission at the Israeli embassy in Washington, what he calls a codeword-protected “extremely sensitive piece of intelligence” about terrorist activities in Central Asia. On June 11, 1999, Weissman tells Barak about a classified FBI report on the 1996 Khobar Towers bombing, which has been blamed on al-Qaeda and/or Iran (see June 25, 1996). In retrospect, FBI officials will determine that some, but not all, of this classified information comes from Larry Franklin, a Defense Department analyst on Iran known to be in favor of a tougher US policy regarding Iran (see 2000-2001). It is not known how or why US surveillance of Rosen and Weissman began. Connection to Earlier Investigation? - However, there may be a connection to an earlier investigation. In 1997 and 1998, the FBI monitored Naor Gilon, an official at the Israeli embassy in Washington, as part of an investigation into whether a US intelligence official was illegally giving US spy plane film and other secret material to the Mossad. [Los Angeles Times, 9/3/2004]
Accusations Spark Further Investigation - The US will later accuse Rosen and Weissman of passing classified information given to them by Franklin to Gilon. In any case, the investigation will continue and grow. National Public Radio will later note that from 1999 to 2004, “Franklin, Rosen, and Weissman had regular discussions about the Middle East and about al-Qaeda with a variety of contacts,” sometimes illegally sharing highly classified information. Franklin will plead guilty to sharing classified information in 2005 (see October 5, 2005) while Rosen and Weissman are expected to be tried in 2007 or thereafter. [National Public Radio, 8/4/2005]

Former President George H. W. Bush, a former director of the CIA, speaks at the dedication ceremony of the new intelligence center bearing his name. In the course of his speech, Bush says: “We need more human intelligence. That means we need more protection for the methods we use to gather intelligence and more protection for our sources, particularly our human sources, people that are risking their lives for their country.… I have nothing but contempt and anger for those who betray the trust by exposing the name of our sources. Former ambassador Joseph Wilson, who has spent much of his political career representing the US in West Africa, visits Niger at the behest of the CIA to investigate what a Senate investigation (see July 9, 2004) will later call “uranium-related matters.” Wilson is chosen in part because his wife, covert CIA official Valerie Plame Wilson, suggested that since he was going to Niger on business in the near future, he “might be willing to use his contacts in the region” to obtain information. The CIA is interested in a meeting between Niger’s former prime minister, Ibrahim Mayaki, and a delegation from Iraq to discuss “expanding commercial relations” between the two nations. Wilson will later say that the subject of uranium never comes up in a meeting he has with Mayaki (see May 2, 2004). However, CIA analysts will interpret Wilson’s information to mean that Mayaki “interpreted ‘expanding commercial relations’ to mean that the [Iraqi] delegation wanted to discuss uranium yellowcake sales.” The CIA will believe that Wilson’s report bolsters its own suspicions that Iraq is attempting to buy yellowcake uranium from Niger. The US deports Hani El-Sayegh, a Saudi National who is a suspect in the 1996 Khobar Towers bombing (see June 25, 1996), back to Saudi Arabia. [Grey, 2007, pp. 247] The deportation is approved by a US judge. [Washington Post, 10/29/2000]
History - In 1996, el-Sayegh, who had been living in Iran, moved to Kuwait. He later went to Canada, where he cut a deal with American officials that called for him to plead guilty in an unrelated plot against Americans in Saudi Arabia that was never carried out. In 1997, Canada expelled el-Sayegh for suspected terrorist activity. Attorney General Janet Reno allowed him into the United States solely for prosecution under the pact. But after arriving, he said he had not understood the accord, knew nothing about the Khobar attack, and was out of Saudi Arabia when the bombing occurred. Despite this, the Saudis suspected him of being present at the bombing and his brother was held in connection with it, and allegedly tortured in a Saudi jail. [New York Times, 10/12/1999]
Agreement - The deportation follows an agreement between FBI Director Louis Freeh and Prince Naif, Saudi Arabia’s interior minister. Under the agreement, el-Sayagh is returned to Saudi Arabia, and, according to officials familiar with the arrangement, FBI agents will be allowed to watch his interrogation through a one-way mirror and submit questions to his Saudi inquisitors. Washington Post journalist David Vine will comment, “Such practices are sharply at odds with Freeh’s oft-stated message about the FBI’s need to respect human dignity and the tenets of democracy while fighting crime.” Although FBI officials will say a year later they have not seen any indication that el-Sayegh has been tortured, Vine will add, “But agents say privately that when entering a foreign culture to do police work they do not have control over how prisoners are treated and must tread lightly.” [Washington Post, 10/29/2000]
Khobar Towers Attack Could Have Been Prosecuted in US - The Khobar Towers attacks may have been in Saudi Arabia, but were against US nationals, so suspects can be prosecuted in the US. Tony Karon of Time magazine will express surprise at the deportation: “Run that one by again: The United States doesn’t want to try a man suspected of a bomb attack that killed Americans—and they’re sending him home?!” However, the Justice Department apparently thinks there is not enough evidence to try him in the US, and, according to Time correspondent William Dowell, “Clearly, there’s a lower standard of proof in Saudi courts,” so, “It may be easier for Washington if the Saudis handle the trial—and the execution, which would likely follow.”
Possible Geopolitical Motive - According to Karon, an alternative explanation is that geopolitics may be behind the decision: “Sending el-Sayegh… back to Saudi Arabia could solve another touchy problem for Washington.” This is because President Clinton said the US would retaliate against any government that was involved in the attacks, and an Iranian hand is suspected in the bombing. However, according to Time Middle East bureau chief Scott Macleod: “the attack occurred before the election of President Khatami, who has clearly demonstrated a commitment to end state terrorism and normalize Iran’s relations with the rest of the world. Given Washington’s desire to strengthen his reformist government against its hard-line opponents, the US would be unlikely to take military action against Iran unless there were fresh acts of terrorism.” [Time, 10/5/1999]

In his first Republican presidential candidate debate in New Hampshire, George W. Bush tells the audience that, if elected, he will overthrow Saddam Hussein. “No one envisioned him still standing” this long after the 1991 Gulf War, Bush says. “It’s time to finish the task. And if I found that in any way, shape, or form that he was developing weapons of mass destruction, I’d take them out. I’m surprised he’s still there. I think a lot of other people are as well.” In addition, he would not lift the US sanctions on Iraq or attempt to negotiate with Hussein. A few newspapers and Sunday talk shows pick up on Bush’s belligerence, and the ones who do are often quite critical. The Boston Globe’s David Nyhan writes in response, “It remains to be seen if that offhand declaration of war was just Texas talk, a sort of locker room braggadocio, or whether it was Bush’s first big clinker.” Bush backs off his statement the next day, blaming his Texas drawl for causing the so-called misunderstanding. “My intent was the weapons,” he says, not Hussein. [Guardian, 3/20/2003; Devlin, 2008, pp. 150; Pourret, Naim, and Marcot, 2008, pp. 253] Work on it began in response to the bombings of the Khobar Towers in Saudi Arabia in June 1996 (see June 25, 1996), and the US embassies in Kenya and Tanzania in August 1998 (see 10:35-10:39 a.m., August 7, 1998). [Digital Sandbox, Inc., 2000 pdf file; Jha and Keele, 2012, pp. 40 pdf file] Site Profiler is designed to provide site commanders with tools to assess terrorism risks, so they can develop appropriate countermeasures. It works by combining different data sources so as to draw inferences about the risk of terrorism. At some unspecified time in 2000, its developers hold sessions for expert review of the software. In these sessions, various experts suggest hypothetical threat scenarios. These scenarios are analyzed and the results are then presented to the experts. Due to time constraints, the initial evaluation focuses on scenarios the experts consider exceptional. One scenario that is evaluated involves a terrorist attack on the Pentagon using a mortar shot from the Potomac River. This scenario, the software’s developers will later write, is “intended to represent an exceptional case to stretch the limits of the model, rather than as a realistic scenario that might reasonably be expected to occur.” All the same, the results of the evaluation indicate “that the Pentagon [is] vulnerable to terrorist attack.” “In other words,” popular science writer Keith Devlin will comment, “the Pentagon was a prime terrorist target.” Devlin will write: “As we learned to our horror just a few months later, the Pentagon was one of the sites hit in the September 11 attack on the United States. Unfortunately, though understandably, neither the military command nor the US government had taken seriously Site Profiler’s prediction that the Pentagon was in danger from a terrorist attack.” Site Profiler will be delivered to all US military installations around the world in May 2001. Stephen Hadley, a neoconservative foreign affairs analyst who will become the future President Bush’s national security adviser (see November 2, 2004), briefs a group of prominent Republicans on the national security and foreign policy agenda of Bush. Hadley tells the assembled policymakers that Bush’s “number-one foreign policy agenda” will be removing Iraq’s Saddam Hussein from power. Hadley also says Bush will spend little or no time trying to resolve the Israeli-Palestinian crisis. According to Virginia Military Institute professor Clifford Kiracofe, who speaks to many of the policymakers after the meeting, many of them are shocked at the briefing. Bush allegedly tells Osama Siblani, publisher of an Arab American newspaper, that if he becomes president he will remove Saddam Hussein from power. “He told me that he was going to take him out,” Siblani says in a radio interview on Democracy Now! almost five years later. Siblani will also recall that Bush “wanted to go to Iraq to search for weapons of mass destruction, and he considered the regime an imminent and gathering threat against the United States.” As Siblani will later note, as a presidential candidate Bush has no access to classified intelligence on Iraqi weapons programs. Plans to Overthrow Iraqi Government - The report calls itself a “blueprint for maintaining global US preeminence, precluding the rise of a great power rival, and shaping the international security order in line with American principles and interests.” The plan shows that the Bush team intends to take military control of Persian Gulf oil whether or not Saddam Hussein was in power and should retain control of the region even if there is no threat. It says: “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.” The report calls for the control of space through a new “US Space Forces,” the political control of the internet, the subversion of any growth in political power of even close allies, and advocates “regime change” in China, North Korea, Libya, Syria, Iran and other countries. Bush Will Claim a 'Humble' Foreign Policy Stance - One month later during a presidential debate with Al Gore, Bush will assert that he wants a “humble” foreign policy in the Middle East and says he is against toppling Saddam Hussein in Iraq because it smacks of “nation building” (see October 11, 2000). Around the same time, Cheney will similarly defend Bush’s position of maintaining President Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” [Washington Post, 1/12/2002] Author Craig Unger will later comment, “Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” [Salon, 3/15/2004] A British member of Parliament will later say of the PNAC report, “This is a blueprint for US world domination—a new world order of their making. These are the thought processes of fantasist Americans who want to control the world.” [Sunday Herald (Glasgow), 9/7/2002] Both PNAC and its strategy plan for Bush are almost virtually ignored by the media until a few weeks before the start of the Iraq war (see February-March 20, 2003).

During the first presidential debate between George W. Bush (R-TX) and Al Gore (D-TN), Bush accuses Gore of advocating a policy of aggressive foreign interventionism, a policy Gore does not support, but which Bush does (see December 2, 1999 and Spring 2000). “The vice president and I have a disagreement about the use of troops,” Bush says. “He believes in nation-building. I would be very careful about using our troops as nation builders” (see March 19, 2003). (Apparently, Bush is conflating the idea of foreign interventionism with the concept of nation building, two somewhat different concepts.) [Unger, 2007, pp. 175-176] Bush will reiterate the claim in the next presidential debate (see October 11, 2000).

A set of documents is forged implicating Iraq in an attempt to purchase 500 tons of uranium oxide, also known as “yellowcake,” from Niger. [Agence France-Presse, 7/19/2003; Reuters, 7/19/2003; New Yorker, 10/27/2003; Talking Points Memo, 10/31/2003; La Repubblica (Rome), 10/24/2005] It is possible that official stamps and letterhead stolen from the Niger embassy in Rome (see January 2, 2001) are used to fabricate the documents, though a subsequent police investigation suggests that the break-in may have been staged to provide a cover story for the origins of the documents. [Isikoff and Corn, 2006, pp. 88] Material gleaned from real Italian intelligence (SISMI) documents dating back to the 1980s concerning Iraq’s yellowcake purchases from Niger during that period are also incorporated into the set of forged documents. [La Repubblica (Rome), 10/24/2005; San Francisco Chronicle, 10/30/2005] But it is unclear who exactly is responsible for the forgeries. In August 2004, the Financial Times will report that according to Rocco Martino, the Italian information peddler who later tries to sell the documents, the documents are fabricated by SISMI, which passes them on to Martino through embassy employee Laura Montini, a paid SISMI asset. [Financial Times, 8/2/2004] In October 2005, the Italian newspaper La Repubblica will suggest the forgery is done by Montini and fellow embassy employee Zakaria Yaou Maiga under the guidance of Martino and Antonio Nucera, the deputy chief of the SISMI center in Viale Pasteur in Rome. [La Repubblica (Rome), 10/24/2005] In 2006, an official investigation will add support to this account, concluding that Montini and Maiga, motivated by money, were indeed the forgers of the documents. [Sunday Times (London), 4/9/2006] SISMI director Nicolo Pollari will later acknowledge that Martino had worked as a SISMI agent in the past, but deny any SISMI involvement in the Iraq-Niger affair. “[Nucera] offered [Martino] the use of an intelligence asset [Montini]—no big deal, you understand—one who was still on the books but inactive—to give a hand to Martino,” Pollari will explain. Author Craig Unger will observe that the issue is, if Pollari is to be believed, just one friend helping another friend by loaning him an intelligence asset to help disseminate forged documents. Martino has a different explanation: “SISMI wanted me to pass on the documents, but they didn’t want anyone to know they had been involved.” The information is quite contradictory. The Italian newspaper La Repubblica will call Martino “a failed carabiniere and dishonest spy,” and a “double-dealer” who “plays every side of the fence.” But Unger will later note that assets like him are valuable precisely because they lack credibility. “If there were a deep-cover unit of SISMI, it would make sense to hire someone like Rocco,” says former DIA analyst Patrick Lang. “His flakiness gives SISMI plausible deniability. That’s standard tradecraft for the agencies.” Until Martino stops talking to journalists in 2005, he will insist he believed the documents were authentic (see Summer 2004). “I sell information, I admit,” he will tell a London reporter. “But I only sell good information.” [Unger, 2007, pp. 236]

The US intelligence community—most notably the intelligence gatherers working in the Pentagon offices under Douglas Feith (see September 2002) —bases several of its intelligence assessments concerning Iraq on information offered by the Iraqi National Congress (INC) and by Iraqi defectors provided by the INC, despite warnings from the State Department and some CIA analysts that the lobbying group cannot be trusted. [New Yorker, 5/12/2003; Salon, 7/16/2003; Guardian, 7/17/2003; Inter Press Service, 8/7/2003; Independent, 9/30/2003; Mother Jones, 1/2004 Sources: Greg Thielmann, Unnamed administration official] The INC’s primary intelligence organization is its Information Collection Program (ICP), which conducts about 20 percent of all US intelligence’s verbal debriefings of Iraqi prisoners, insurgents, and defectors. [Bamford, 2004, pp. 336-337] Some of the INC’s intelligence on Iraq is reportedly funneled directly to the office of Vice President Dick Cheney by Francis Brooke, the DC lobbyist for the group. The Bush White House holds its first National Security Council meeting. The focus is on Iraq and the Israeli-Palestinian conflict. [Bamford, 2004, pp. 261] This meeting sets the tone for how President Bush intends to handle foreign affairs. Counterterrorism chief Richard Clarke wants to focus on the threat from al-Qaeda and Islamist terrorism, especially in light of the recent attack on the USS Cole (see October 12, 2000). But Bush isn’t interested in terrorism. [Unger, 2007, pp. 201]
Israeli-Palestinian Conflict to be 'Tilted Back Towards Israel' - Instead, Bush channels his neoconservative advisers, particularly incoming Deputy Defense Secretary Paul Wolfowitz (see February 18, 1992 and April-May 1999), in taking a new approach to Middle East affairs, particularly the Israeli-Palestinian conflict. Referring to President Clinton’s efforts to make peace between the Israelis and the Palestinians, Bush declares: “Clinton overreached, and it all fell apart. That’s why we’re in trouble. If the two sides don’t want peace, there’s no way we can force them. I don’t see much we can do over there at this point. I think it’s time to pull out of the situation.… We’re going to correct the imbalance of the previous administration on the Mideast conflict. We’re going to tilt it back towards Israel.” His view is that the Israeli government, currently headed by Ariel Sharon, should be left alone to deal as it sees fit with the Palestinians. “I’m not going to go by past reputations when it comes to Sharon. I’m going to take him at face value. We’ll work on a relationship based on how things go.” Justifying his position, he recalls a recent trip he took to Israel with the Republican Jewish Coalition. “We flew over the Palestinian camps. Looked real bad down there.… I don’t see much we can do over there at this point.” Secretary of State Colin Powell, surprised by Bush’s intended policy towards the 50-year old Israeli-Palestinian conflict, objects. According to Secretary of the Treasury Paul O’Neil, Powell “stresse[s] that a pullback by the United States would unleash Sharon and the Israeli army.” When Powell warns the president that the “consequences of that [policy] could be dire, especially for the Palestinians,” Bush shrugs. “Sometimes a show of strength by one side can really clarify things,” he suggests. [Bamford, 2004, pp. 265-266; Middle East Policy Council, 6/2004] In this and subsequent meetings, Bush’s National Security Adviser, Condoleezza Rice, “parrot[s]… the neocon line,” in author Craig Unger’s words, by discussing Iraq. “Iraq might be the key to reshaping the entire region,” she says, clearly alluding to regime change and overthrow in that nation (see March 8, 1992, Autumn 1992, July 8, 1996, Late Summer 1996, Late Summer 1996, 1997-1998, January 26, 1998, February 19, 1998, September 2000, Late December 2000 and Early January 2001, and Shortly after January 20, 2001). [Unger, 2007, pp. 201]
Possible WMD Sites in Iraq Spark Bush to Order Plans for Ground Assaults - The meeting then moves on to the subject of Iraq. Rice begins noting “that Iraq might be the key to reshaping the entire region.” She turns the meeting over to CIA Director George Tenet who summarizes current intelligence on Iraq. He mentions a factory that “might” be producing “either chemical or biological materials for weapons manufacture.” The evidence he provides is a picture of the factory with some truck activity, a water tower, and railroad tracks going into a building. He admits that there is “no confirming intelligence” on just what is going on at these sites. Bush orders Defense Secretary Donald Rumsfeld and Joint Chiefs of Staff Chairman General Hugh Shelton to begin preparing options for the use of US ground forces in Iraq’s northern and southern no-fly zones in support of a native-based insurgency against the Hussein regime. [Bamford, 2004, pp. 267; Middle East Policy Council, 6/2004] Author Ron Suskind later sums up the discussion: “Meeting adjourned. Ten days in, and it was about Iraq. Rumsfeld had said little, Cheney nothing at all, though both men clearly had long entertained the idea of overthrowing Saddam.” Defense Intelligence Agency official Patrick Lang later writes: “If this was a decision meeting, it was strange. It ended in a presidential order to prepare contingency plans for war in Iraq.” [Middle East Policy Council, 6/2004]
Regime Change Intended from the Outset - US Secretary of the Treasury Paul O’Neill, later recalls: “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go.… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed.” O’Neill will say officials never questioned the logic behind this policy. No one ever asked, “Why Saddam?” and “Why now?” Instead, the issue that needed to be resolved was how this could be accomplished. “It was all about finding a way to do it,” O’Neill will explain. “That was the tone of it. The president saying ‘Go find me a way to do this.’” [CBS News, 1/10/2004; New York Times, 1/12/2004; Guardian, 1/12/2004; Vanity Fair, 5/2004, pp. 234] Another official who attends the meeting will later say that the tone of the meeting implied a policy much more aggressive than that of the previous administration. “The president told his Pentagon officials to explore the military options, including use of ground forces,” the official will tell ABC News. “That went beyond the Clinton administration’s halfhearted attempts to overthrow Hussein without force.” [ABC News, 1/13/2004] Unger later writes, “These were the policies that even the Israeli right had not dared to implement.” One senior administration official says after the meeting, “The Likudniks are really in charge now.” [Unger, 2007, pp. 201]
Funding the Iraqi National Congress - The council does more than just discuss Iraq. It makes a decision to allow the Iraqi National Congress (INC), an Iraqi opposition group, to use $4 million to fund efforts inside Iraq to compile information relating to Baghdad’s war crimes, military operations, and other internal developments. The money had been authorized by Congress in late 2004. The US has not directly funded Iraqi opposition activities inside Iraq itself since 1996. [Guardian, 2/3/2005]
White House Downplays Significance - After Paul O’Neill first provides his account of this meeting in 2004, the White House will attempt to downplay its significance. “The stated policy of my administration toward Saddam Hussein was very clear,” Bush will tell reporters during a visit to Mexico In January 2004. “Like the previous administration, we were for regime change.… And in the initial stages of the administration, as you might remember, we were dealing with desert badger or fly-overs and fly-betweens and looks, and so we were fashioning policy along those lines.” [New York Times, 1/12/2004]

Several of the assessments are distributed only to high-level policy makers, including President Bush, and are not sent to other intelligence agencies for peer review. According to a Senate Select Committee on Intelligence investigation, all the assessments rely on the same evidence and they all fail to note that the opinions of leading centrifuge experts at the Energy Department conflict with the CIA’s view. US officials in the Department of Energy (DOE) respond to an intelligence report released the previous day (see April 10, 2001) which contended that the aluminum tubes sought by Iraq (see July 2001) are destined for use as centrifuge rotors in a uranium enrichment program. The Energy Department argues that the tubes are too narrow, too heavy, and too long to be used in a gas centrifuge. Furthermore, “the tubes’ specifications suggest a centrifuge design quite different from any Iraq is known to have.” The officials also note that there is no evidence that Iraq is seeking to acquire other materials that would be needed to construct a centrifuge. And if the Iraqis intend to use the tubes for uranium enrichment, the officials ask, why are they making no effort to conceal their interest in acquiring the tubes? “[T]he manner in which the procurement is being handled (multiple procurement agents, quotes obtained from multiple suppliers in diverse locations, and price haggling) seems to better match our expectations for a conventional Iraqi military buy than a major purchase for a clandestine weapons-of-mass destruction program,” the report notes. [US Congress, 7/7/2004; New York Times, 10/3/2004] The DOE therefore concludes that “while the gas centrifuge application cannot be ruled out, we assess that the procurement activity more likely supports a different application, such as conventional ordnance production.” The agency considers it more plausible that the tubes are meant to serve as rocket casings. Notwithstanding, the DOE concedes that it has “not identified an Iraq-specific, military, or other noncentrifuge application that precisely matches the tube specifications.” [US Congress, 7/7/2004] The DOE will identify a possible specific conventional military application for the tubes the following month (see May 9, 2001).

The Energy Department reports that the 7075-T6 aluminum tubes being sought by Iraq from China (see July 2001) have the same specifications as tubes previously used by Iraq to produce conventional rocket motor casings. The report also notes that Iraq had 160,000 tubes on hand in 1989 and only 66,737 in 1996 (see 1996). The findings are published in the department’s classified Daily Intelligence Highlight, which is posted on an intranet network accessible by members of the intelligence community and the White House. According to the trade publication PR Week, the ad hoc government public relations organization dubbed “The Rumsfeld Group” (see Late May 2001) is quite successful at sending what the publication calls “messaging advice” to the Pentagon.
Marketing a Link between Iraq, Islamist Radicals - The group tells Pentagon PR chief Victoria Clarke and Defense Secretary Donald Rumsfeld that to get the American public’s support for the war on terror, and particularly the invasion of Iraq, they need to fix in the public mind a link between terror and nation-states, not just fluid and ad hoc groups such as al-Qaeda. Reporter Jeffrey St. Clair will write, “In other words, there needed to be a fixed target for the military campaigns, some distant place to drop cruise missiles and cluster bombs.” The Rumsfeld Group comes up with the idea of labeling Iraq and certain other nations “rogue states,” an idea already extant in Rumsfeld’s mind, and the genesis of the so-called “axis of evil” (see January 29, 2002 and After January 29, 2002).
Veterans of the Gulf War - The government allocates tens of millions of dollars, most of which is handed out to private public relations and media firms hired to spread the Bush administration’s message that Iraq’s Saddam Hussein must be taken out before he can use his arsenal of nuclear, chemical, and biological weapons on US targets. Many of the PR and media executives are old friends of senior Bush officials, and many had worked on selling the 1991 Gulf War to the public (see October 10, 1990).
Media Complicity Ensures Success - St. Clair will later note that while the PR efforts are, largely, failures with US allies, they are far more successful with the American population (see August 13, 2003). He will write: “A population traumatized by terror threats and shattered economy became easy prey for the saturation bombing of the Bush message that Iraq was a terrorist state linked to al-Qaeda that was only minutes away from launching attacks on America with weapons of mass destruction. Americans were the victims of an elaborate con job, pelted with a daily barrage of threat inflation, distortions, deceptions, and lies. Not about tactics or strategy or war plans. But about justifications for war. The lies were aimed not at confusing Saddam’s regime, but the American people.” St. Clair places as much blame on the “gullible [and] complicit press corps,” so easily managed by Clarke (see February 2003). “During the Vietnam war, TV images of maimed GIs and napalmed villages suburbanized opposition to the war and helped hasten the US withdrawal,” St. Clair writes. “The Bush gang meant to turn the Vietnam phenomenon on its head by using TV as a force to propel the US into a war that no one really wanted. What the Pentagon sought was a new kind of living room war, where instead of photos of mangled soldiers and dead Iraqi kids, they could control the images Americans viewed and to a large extent the content of the stories. By embedding reporters inside selected divisions, Clarke believed the Pentagon could count on the reporters to build relationships with the troops and to feel dependent on them for their own safety. It worked, naturally.” St. Clair notes the instance of one reporter on national television calling the US Army “our protectors,” and NBC’s David Bloom’s on-air admission that he is willing to do “anything and everything they can ask of us.” [CounterPunch, 8/13/2003]

Administrator Considers the Possibility of a Plane Hitting the Pentagon - David O. “Doc” Cooke, the Pentagon’s director of administration and management, will similarly say that the event of a plane being deliberately crashed into the Pentagon is seen as a possibility before 9/11. An Explosion outside the Pentagon Is Seen as the Biggest Threat - However, Lee Evey, manager of the Pentagon Renovation Program from November 1997, will say that an attack involving an explosion outside the building is considered the biggest danger to the Pentagon. In the months leading up to the war with Iraq, Bush administration officials manipulate the intelligence provided to them by analysts in order to drum up support for the invasion. Some analysts complain that they are under pressure to write assessments that support the administration’s case for invading Iraq. On March 7, 2002, Knight Ridder reports that various military officials, intelligence employees, and diplomats in the Bush administration have charged “that the administration squelches dissenting views and that intelligence analysts are under intense pressure to produce reports supporting the White House’s argument that Hussein poses such an immediate threat to the United States that preemptive military action is necessary.” [Knight Ridder, 10/7/2002]

Just hours after the terrorist attacks on Washington and New York, neoconservative writer and former CIA asset Michael Ledeen writes an op-ed at the National Review’s website attacking the more moderate “realists” in the Bush administration. Ledeen urges someone in the White House to remind President Bush that “we are still living with the consequences of Desert Storm [referencing the decision not to overthrow Saddam Hussein in 1991—see February 1991-1992 and September 1998] when his father and his father’s advisers—most notably Colin Powell and Brent Scowcroft—advised against finishing the job and liberating Iraq.” Ledeen is clearly implying that Iraq is responsible for the attacks, and that Bush should “correct” his father’s mistake by invading Iraq. President Bush asks Mike Morell, his CIA briefer, who is responsible for today’s attacks on the US and Morell says he is sure al-Qaeda is to blame. About 15 minutes after Air Force One left Barksdale Air Force Base (see 1:37 p.m. September 11, 2001), White House chief of staff Andrew Card enters the staff section of the plane, where Morell is seated, and tells Morell that the president wants to see him. Morell goes to Bush’s office, where he then sits alone with the president and Card.
CIA Briefer Says He'd Bet Al-Qaeda Was behind the Attacks - Bush wants to know who Morell thinks is responsible for today’s attacks. “Michael, who did this?” he asks. Morell explains that he doesn’t have any intelligence indicating who is to blame, so he will simply provide his personal opinion. “I said that there were two countries capable of carrying out an attack like this, Iran and Iraq, but I believed both would have everything to lose and nothing to gain from the attack,” he will later recall. The culprit was almost certainly a non-state actor, he says, adding that he has no doubt that the trail of evidence will lead to the doorstep of Osama bin Laden and al-Qaeda. “I’d bet my children’s future on that,” he says.
Briefer Is Unsure How Long It Will Take to Determine Who Is Responsible - “When will we know?” Bush asks. Morell replies, “I can’t say for sure,” and then goes over some recent terrorist attacks and says how long it took the CIA to determine, with any certainty, who was responsible. He says that in the case of the 1998 bombings of the US embassies in Kenya and Tanzania (see 10:35-10:39 a.m., August 7, 1998), it took a couple of days; with the bombing of the USS Cole in Yemen in 2000 (see October 12, 2000), it took a couple of months; but with the 1996 bombing of the Khobar Towers in Saudi Arabia (see June 25, 1996), it had taken over a year. He says the CIA may know soon who is to blame for today’s attacks, but then again it might take some time. Bush says nothing in response once Morell has finished giving his views on who is responsible for today’s attacks and the men sit in silence for a while. Finally, Morell asks, “Is there anything else, Mr. President?” and Bush replies, “No, Michael, thank you.” Morell then returns to his seat in the staff section of the plane. According to the notes, although Rumsfeld has already been given information indicating the 9/11 attacks were done by al-Qaeda (see 12:05 p.m. September 11, 2001) and he has been given no evidence so far indicating any Iraqi involvement, he is more interested in blaming the attacks on Iraq. According to his aide’s notes, Rumsfeld wants the “best info fast. Judge whether good enough hit S.H. [Saddam Hussein] at same time. Not only UBL [Osama bin Laden].… Need to move swiftly.… Go massive. Sweep it all up. Modeled after "Team B" - The four to five -person unit, a “B Team” commissioned by Secretary of Defense Donald Rumsfeld and modeled after the “Team B” analysis exercise of 1976 (see November 1976), is designed to study the policy implications of connections between terrorist organizations. CTEG uses powerful computers and software to scan and sort already-analyzed documents and reports from the CIA, the Defense Intelligence Agency, the National Security Agency, and other agencies in an effort to consider possible interpretations and angles of analysis that these agencies may have missed due to deeply ingrained biases. Middle East specialist Harold Rhode recruits David Wurmser to head the project. Wurmser, the director of Middle East studies for the American Enterprise Institute, is a known advocate of regime change in Iraq, having expressed his views in a 1997 op-ed piece published in the Wall Street Journal (see November 12, 1997) and having participated in the drafting of the 1996 policy paper for Israeli prime minister Benjamin Netanyahu, A Clean Break: A New Strategy for Securing the Realm (see July 8, 1996). F. Michael Maloof, a former aide to Richard Perle, is also invited to take part in the effort, which becomes known internally as the “Wurmser-Maloof” project. Neither Wurmser nor Maloof are intelligence professionals [Washington Times, 1/14/2002; New York Times, 10/24/2002; Mother Jones, 1/2004; Los Angeles Times, 2/8/2004; Reuters, 2/19/2004; Quarterly Journal of Speech, 5/2006 pdf file] , but both are close friends of Feith’s.
Countering the CIA - Since the days of Team B, neoconservatives have insisted the CIA has done nothing but underestimate and downplay the threats facing the US. “They have a record over 30 years of being wrong,” says Defense Policy Board member Richard Perle, who adds that the CIA refuses to even allow for the possibility of a connection between Iraq and al-Qaeda—one of the topics that most interests Wurmser and Maloof. [Unger, 2007, pp. 226-227]
Finding Facts to Fit Premises - Maloof and Wurmser set up shop in a small room on the third floor of the Pentagon, where they set about developing a “matrix” that charts connections between terrorist organizations and their support infrastructures, including support systems within nations themselves. Both men have security clearances, so they are able to draw data from both raw and finished intelligence products available through the Pentagon’s classified computer system. More highly classified intelligence is secured by Maloof from his previous office. He will later recall, “We scoured what we could get up to the secret level, but we kept getting blocked when we tried to get more sensitive materials. I would go back to my office, do a pull and bring it in.… We discovered tons of raw intelligence. We were stunned that we couldn’t find any mention of it in the CIA’s finished reports.” Each week, Wurmser and Maloof report their findings to Stephen Cambone, a fellow member of the Project for the New American Century (PNAC—see January 26, 1998) neoconservative and Feith’s chief aide. George Packer will later describe their process, writing, “Wurmser and Maloof were working deductively, not inductively: The premise was true; facts would be found to confirm it.” CTEG’s activities cause tension within the intelligence community. Critics claim that its members manipulate and distort intelligence, “cherry-picking” bits of information that support their preconceived conclusions. Although the State Department’s own intelligence outfit, the Bureau of Intelligence and Research (INR), is supposed to have access to all intelligence materials circulating through the government, INR chief Greg Thielmann later says, “I didn’t know about its [CTEG’s] existence. They were cherry-picking intelligence and packaging it for [Vice President] Cheney and [Defense Secretary] Donald Rumsfeld to take to the president. That’s the kind of rogue operation that peer review is intended to prevent.” A defense official later adds, “There is a complete breakdown in the relationship between the Defense Department and the intelligence community, to include its own Defense Intelligence Agency. Wolfowitz and company disbelieve any analysis that doesn’t support their own preconceived conclusions. The CIA is enemy territory, as far are they’re concerned.” Wurmser and Maloof’s “matrix” leads them to conclude that Hamas, Hezbollah, Islamic Jihad, and other groups with conflicting ideologies and objectives are allowing these differences to fall to the wayside as they discover their shared hatred of the US. The group’s research also leads them to believe that al-Qaeda has a presence in such places as Latin American. For weeks, the unit will attempt to uncover evidence tying Saddam Hussein to the 9/11 attacks, a theory advocated by both Feith and Wolfowitz. Denial - Defending the project, Paul Wolfowitz will tell the New York Times that the team’s purpose is to circumvent the problem “in intelligence work, that people who are pursuing a certain hypothesis will see certain facts that others won’t, and not see other facts that others will.” He insists that the special Pentagon unit is “not making independent intelligence assessments.” [New York Times, 10/24/2002] The rest of the US intelligence community is not impressed with CTEG’s work. “I don’t have any problem with [the Pentagon] bringing in a couple of people to take another look at the intelligence and challenge the assessment,” former DIA analyst Patrick Lang will later say. “But the problem is that they brought in people who were not intelligence professionals, people were brought in because they thought like them. They knew what answers they were going to get.” [Unger, 2007, pp. 226-227]
Dismissing CIA's Findings that Iraq, al-Qaeda are Not Linked - One example is an early CTEG critique of a CIA report, Iraq and al-Qaeda: Interpreting a Murky Relationship. CTEG notes that the CIA included data indicating links between Iraq and al-Qaeda, and then blast the agency for “attempt[ing] to discredit, dismiss, or downgrade much of this reporting, resulting in inconsistent conclusions in many instances.” In CTEG’s view, policy makers should overlook any equivocations and discrepancies and dismiss the CIA’s guarded conclusions: “[T]he CIA report ought to be read for content only—and CIA’s interpretation ought to be ignored.” Their decision is powered by Wolfowitz, who has instructed them to ignore the intelligence community’s view that al-Qaeda and Iraq were doubtful allies. They also embrace the theory that 9/11 hijacker Mohammad Atta met with an Iraqi official in Prague, a theory discredited by intelligence professionals (see December 2001 and Late July 2002). Author Gordon R. Mitchell refers to the original Team B in calling the critique “1976 redux, with the same players deploying competitive intelligence analysis to sweep away policy obstacles presented by inconvenient CIA threat assessments.” In 1976, the Team B members were outsiders; now they are, Mitchell will write, “firmly entrenched in the corridors of power. Control over the levers of White House bureaucracy enabled Rumsfeld and Wolfowitz to embed a Team B entity within the administration itself. The stage was set for a new kind of Team B intelligence exercise—a stealth coup staged by one arm of the government against the other.” [Quarterly Journal of Speech, 5/2006 pdf file; Agence France-Presse, 2/9/2007]
Stovepiping Information Directly to White House - The group is later accused of stovepiping intelligence directly to the White House. Lang later tells the Washington Times: “That unit had meetings with senior White House officials without the CIA or the Senate being aware of them. That is not legal. There has to be oversight.” According to Lang and another US intelligence official, the two men go to the White House several times to brief officials, bypassing CIA analysts whose analyses they disagreed with. They allegedly brief White House staffers Stephen Hadley, the deputy national security adviser, and Lewis “Scooter” Libby, chief of staff for Vice President Richard Cheney, according to congressional staffers. [Washington Times, 7/29/2004] In October 2004, Senator Carl Levin (D-MI) will conclude, “[T]he differences between the judgments of the IC [intelligence community] and the DOD [Department of Defense] policy office [CTEG] might have been addressed by a discussion between the IC and DOD of underlying assumptions and the credibility and reliability of sources of raw intelligence reports. However, the IC never had the opportunity to defend its analysis, nor point out problems with DOD’s ‘alternative’ view of the Iraq-al-Qaeda relationship when it was presented to the policymakers at the White House.” Levin will add, “Unbeknownst to the IC, policymakers were getting information that was inconsistent with, and thus undermined, the professional judgments of the IC experts. The changes included information that was dubious, misrepresented, or of unknown import.” [Quarterly Journal of Speech, 5/2006 pdf file]
Passing Intelligence to INC - According to unnamed Pentagon and US intelligence officials, the group is also accused of providing sensitive CIA and Pentagon intercepts to the US-funded Iraqi National Congress, which then pass them on to the government of Iran. [Washington Times, 7/29/2004] “I knew Chalabi from years earlier,” Maloof later recalls, “so I basically asked for help in giving us direction as to where to look for information in our own system in order to be able to get a clear picture of what we were doing. [Chalabi and his Iraqi National Congress] were quite helpful.” [Unger, 2007, pp. 226-227]
CTEG Evolves into OSP - By August 2002, CTEG will be absorbed into a much more expansive “alternative intelligence” group, the Office of Special Plans (OSP—see September 2002). Wurmser will later be relocated to the State Department where he will be the senior adviser to Undersecretary Of State for Arms Control John Bolton.(see September 2002). The CIA intelligence liaison in Prague is told by the Czech intelligence agency (BIS) that one of its informants in the local Prague Arab community believes the Hamburg “student” he had seen meeting with Iraqi diplomat Ahmed Khalil Ibrahim Samir al-Ani on April 8, 2001 in a restaurant outside of Prague was 9/11 plotter Mohamed Atta. (see April 8, 2001) Czech intelligence treats the claim skeptically because it comes only after Atta’s picture has been broadcast on television and after the Czech press reported that records showed Atta had traveled to Prague. FBI agents go to the Czech Republic and are given full access to Czech intelligence material. This information leads hawks to come up with the so-called “Prague Connection” theory, which holds that 9/11 plotter Mohamed Atta flew to Prague on April 8, met with al-Ani to discuss the planning and financing of the 9/11 attacks, and returned to the US on either April 9 or 10. On September 15, 2001, President Bush says of bin Laden: “If he thinks he can hide and run from the United States and our allies, he will be sorely mistaken.” [Los Angeles Times, 9/16/2001] Two days later, he says, “I want justice. And there’s an old poster out West, I recall, that says, ‘Wanted: Dead or Alive.’” [ABC News, 9/17/2001] On December 28, 2001, even as the US was declaring victory in Afghanistan, Bush says, “Our objective is more than bin Laden.” [Associated Press, 8/21/2002] Bush’s January 2002 State of the Union speech describes Iraq as part of an “axis of evil” and fails to mention bin Laden at all. On March 8, 2002, Bush still vows: “We’re going to find him.” [Washington Post, 10/1/2002] Yet, only a few days later on March 13, Bush says, “He’s a person who’s now been marginalized.… I just don’t spend that much time on him.… I truly am not that concerned about him.” Instead, Bush is “deeply concerned about Iraq.” [US President, 3/18/2002] The rhetoric shift is complete when Joint Chiefs of Staff Chairman Richard Myers states on April 6, “The goal has never been to get bin Laden.” [Evans, Novak, Hunt & Shields, 4/6/2002] In October 2002, the Washington Post notes that since March 2002, Bush has avoided mentioning bin Laden’s name, even when asked about him directly. Bush sometimes uses questions about bin Laden to talk about Saddam Hussein instead. In late 2001, nearly two-thirds of Americans say the war on terrorism could not be called a success without bin Laden’s death or capture. That number falls to 44 percent in a March 2002 poll, and the question has since been dropped. Shortly after the 9/11 attacks, Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Deputy Defense Secretary Paul Wolfowitz create a secretive, ad hoc intelligence bureau within the Pentagon that they mockingly dub “The Cabal.” This small but influential group of neoconservatives is tasked with driving US foreign policy and intelligence reporting towards the goal of promoting the invasion of Iraq. To this end, the group—which later is folded into the slightly more official Office of Special Plans (OSP) (see 2002-2003)—gathers and interprets raw intelligence data for itself, refusing the participation of the experts in the CIA and DIA, and reporting, massaging, manipulating, and sometimes falsifying that information to suit their ends. [New Yorker, 5/12/2003] In October 2005, Larry Wilkerson, Secretary of State Colin Powell’s chief of staff, will say of the Cabal and the OSP (see October 2005), “What I saw was a cabal between the vice president of the United States, Richard Cheney, and the secretary of defense, Donald Rumsfeld, on critical issues that made decisions that the bureaucracy did not know were being made. On September 12, 2001, President Bush spoke to counterterrorism “tsar” Richard Clarke and told him to look into possible Iraqi links to the 9/11 attacks (see September 12, 2001). Clarke works with CIA and FBI experts to make a report on the issue. [Vanity Fair, 5/2004, pp. 238] On September 18, Clarke sends a memo to National Security Adviser Condoleezza Rice entitled, “Survey of Intelligence Information on Any Iraq Involvement in the September 11 Attacks.” It passes along a few foreign intelligence reports, including a report just coming out of the Czech Republic alleging that hijacker Mohamed Atta met an Iraqi agent in Prague in April 2001. But it concludes there is no compelling case that Iraq had planned the 9/11 attacks. It further points out that allegations of any ties between al-Qaeda and the Iraqi government are weak, especially since bin Laden resents the secular nature of Saddam Hussein’s government. [9/11 Commission, 7/24/2004, pp. 335, 559] Clarke will later claim that the first draft of his memo was returned by National Security Adviser Rice or her deputy Stephen Hadley because it did not find any link between Iraq and al-Qaeda. He says, “It got bounced and sent back, saying ‘Wrong answer…. Do it again.’” Rice and Hadley will later deny that they asked to have the memo redone for this reason. In a briefing with CIA Director George Tenet, President Bush tells Tenet, “I want to know about links between Saddam [Hussein] and al-Qaeda. The Vice President knows some things that might be helpful.” He then turns to Cheney, who is participating in the meeting through a secure video link. Unusual for a vice president, Cheney’s office has nearly a dozen national security staffers. Cheney tells Tenet that one of them has picked up a report that hijacker Mohamed Atta met with an Iraqi agent in Prague. This had already been reported in the press the day before (see September 18, 2001), but apparently Cheney has information about it that the CIA does not. Tenet promises to get to the bottom of it right away. [Suskind, 2006, pp. 22-23] Two days later, Tenet will tell Bush that the report “just doesn’t add up” (see September 21, 2001).

Neoconservative author, ad hoc White House foreign policy adviser, and one-time intelligence asset Michael Ledeen, one of the loudest voices for US military expansionism throughout the Middle East (see February 19, 1998 and October 29, 2001), writes that the US must use Iraq as the first battle of a much larger war.
Must Expand Mission to Destroy Governments, Not Merely Terror Organizations - In his book The War Against the Terror Masters: Why It Happened. Where We Are Now. How We’ll Win, Ledeen writes that the US must destroy the governments of the nations that he claims sponsor Islamist terrorism. “First and foremost, we must bring down the terror regimes, beginning with the Big Three: Iran, Iraq, and Syria,” Ledeen writes. “And then we have to come to grips with Saudi Arabia.… Once the tyrants in Iran, Iraq, Syria, and Saudi Arabia have been brought down, we will remain engaged.… We have to ensure the fulfillment of the democratic revolution.… Stability is an unworthy American mission, and a misleading concept to boot. We do not want stability in Iran, Iraq, Syria, Lebanon, and even Saudi Arabia; we want things to change. The real issue is not whether, but how to destabilize.”
US a Force for 'Creative Destruction' - The US’s current mission of battling Islamist terror is “unworthy” of such a militarily powerful nation, Ledeen asserts, and defines its true “historic mission:” “Creative destruction is our middle name, both within our society and abroad. We tear down the old order every day, from business to science, literature, art, architecture, and cinema to politics and the law. Our enemies have always hated this whirlwind of energy and creativity which menaces their traditions (whatever they may be) and shames them for their inability to keep pace.… [W]e must destroy them to advance our historic mission.” The US must be “imperious, ruthless, and relentless,” he continues, until there has been “total surrender” by the Muslim world. “We must keep our fangs bared, we must remind them daily that we Americans are in a rage, and we will not rest until we have avenged our deed, we will not be sated until we have had the blood of every miserable little tyrant in the Middle East, until every leader of every cell of the terror network is dead or locked securely away, and every last drooling anti-Semitic and anti-American mullah, imam, sheikh, and ayatollah is either singing the praises of the United States of America, or pumping gasoline for a dime a gallon on an American military base near the Arctic Circle.”

During President Bush’s presidential daily briefing (PDB), Bush is informed that the US intelligence community has found no evidence linking Saddam Hussein’s regime in Iraq to the 9/11 attacks, nor any evidence of links between Hussein and al-Qaeda. The briefing has been prepared at the request of Bush, who is said to be eager to learn of any possible connection between Iraq and al-Qaeda. Yet during the briefing, he is told that the few believable reports of contact between the two were in fact attempts by Hussein to monitor the group, which he considered a threat to his secular regime. Analysts believe that at one point Hussein considered infiltrating al-Qaeda with Iraqi nationals or Iraqi intelligence operatives, so as to learn more about its inner workings. A former US administration official later will state, “What the president was told on September 21 was consistent with everything he has been told since—that the evidence [linking Iraq to 9/11] was just not there.” The existence of the September 21 PDB will not be disclosed to the Senate Intelligence Committee until the summer of 2004, while the committee will be investigating whether the Bush administration misrepresented intelligence information in the period leading up to the March 2003 invasion of Iraq. As of the end of 2005, the Bush administration will still refuse to turn over the briefing, even on a classified basis, and will say nothing more about it other than the fact that it exists. However, Tenet says: “Our Prague office is skeptical about the report. It just doesn’t add up.” He points out that credit card and phone records place Atta in Virginia during the time in question. On September 24, 2001, the US freezes the accounts of 27 individuals and organizations, alleging that they had channeled money to al-Qaeda (see September 24, 2001). Included in the list is the Mamoun Darkazanli Import Export Company, which may have been used to funnel money to the hijackers (see June 2000-August 2001). US officials say Darkazanli took part in the 1996 Khobar Towers bombing in Saudi Arabia (see June 25, 1996). Darkazanli attended Said Bahaji’s wedding in 1999 (see October 9, 1999). [New York Times, 9/29/2001] On October 2, 2001, Darkazanli’s other accounts are also frozen. The US and German governments suspect Darkazanli of providing financial and logistical support to the Hamburg al-Qaeda cell. [Agence France-Presse, 10/28/2001] Shortly thereafter, Spanish police listening in to Barakat Yarkas’ telephone hear Yarkas warn the leader of a Syrian extremist organization that Darkazanli has caught the “flu” going around. Italy’s military intelligence service (SISMI) provides Jeff Castelli, the CIA station chief in Rome, with papers documenting an alleged uranium deal between Iraq and Niger. Castelli, who is not permitted to duplicate the papers, writes a summary of them and sends the report to Langley. [New Yorker, 10/27/2003; Knight Ridder, 11/4/2005; La Repubblica (Rome), 11/11/2005]
The allegations - The report includes four allegations:
bullet The report states that Iraq first communicated its interest in purchasing uranium from Niger at least as early as 1999. [US Congress, 7/7/2004] As blogger ERiposte will conclude through his analysis at TheLeftCoaster.Org [ERiposte, 10/31/2005] , none of the documents that are later provided to the US as the basis for this allegation include actual proof of uranium negotiations in 1999. Two of the source documents for this allegation do mention a 1999 visit by Wissam Al-Zahawi to Niger; however, no evidence has ever surfaced suggesting that there were any discussions about uranium during that visit (see February 1999). The first document (possibly authentic) is a letter, dated February 1, 1999, from the Niger embassy in Rome to Adamou Chekou, the Minister of Foreign Affairs in Niger, announcing Zahawie’s trip. It does not mention uranium. (Note that the SISMI report does not mention Al-Zahawi’s trip, it only states that uranium negotiations between the two countries began by at least 1999.) The second document is a letter dated July 30, 1999 from the Niger Ministry of Foreign Affairs to his ambassador in Rome requesting that he contact Zahawie, concerning an agreement signed June 28, 2000 to sell uranium to Iraq. The letter is an obvious forgery because it refers to an event that it describes as taking place 11 months later. [Unknown, n.d.; La Repubblica (Rome), 7/16/2003]
bullet The SISMI report states that in “late 2000,” the State Court of Niger approved an agreement with Iraq whereby Niger would sell Iraq a large quantity of uranium. This allegation appears to be based on a forged document titled “Annex 1,” which was possibly an annex to the alleged uranium agreement. It is evident that this document was forged because it says that the state court “met in the chamber of the council in the palace… on Wednesday, July 7, 2000.” But July 7, 2000 was, in fact, a Friday, not a Wednesday. One of SISMI’s reports to the US, possibly this one, actually reproduces this error. [Unknown, n.d.; La Repubblica (Rome), 7/16/2003; ERiposte, 10/31/2005]
bullet According to the report, Nigerien President Mamadou Tandja approved the agreement and communicated this decision to Iraqi President Saddam Hussein. The source for this is apparently a forged letter from the president of Niger to Saddam Hussein, in which the president refers to his authority under the country’s obsolete 1966 constitution. At the time the letter was presumed to have been written, the constitution in effect would have been that of December 26, 1992, which was subsequently revised by national referendum on May 12, 1996 and again by referendum on July 18, 1999. bullet The report also alleges that in October 2000, Nigerien Minister of Foreign Affairs Nassirou Sabo informed one of his ambassadors in Europe that Niger had agreed to provide several tons of uranium to Iraq. [Unknown, n.d.; La Repubblica (Rome), 7/16/2003] This is seemingly based on a forged letter that accompanied the alleged uranium sales agreement. The letter, dated October 10, 2000, is stamped as being received in Rome on September 28, 2000—nearly two weeks before the letter was presumably written. Furthermore, there is a problem with the signature. Unlike what is reported in the SISMI papers provided to the CIA, the actual letter is signed by Allele Elhadj Habibou, who left office in 1989. This indicates that someone must have corrected this information, replacing the name of Allele Elhadj Habibou with that of Nassirou Sabo (the minister in October 2000), before the letter was included in this report. Distribution within US Intelligence Community - After receiving the report from its Rome station, the CIA distributes it to other US intelligence agencies. According to a later Senate investigation, the “CIA, Defense Intelligence Agency (DIA), and Department of Energy (DOE) analysts considered the reporting to be ‘possible’ while the Department of State’s Bureau of Intelligence and Research (INR) regarded the report as ‘highly suspect,’ primarily because INR analysts did not believe that Niger would be likely to engage in such a transaction and did not believe Niger would be able to transfer uranium to Iraq because a French consortium maintained control of the Nigerien uranium industry.” [US Congress, 7/7/2004] Sources later interviewed by New Yorker’s Seymour Hersh portray US intelligence analysts’ assessment of the report in slightly harsher terms, saying that they “dismissed [it] as amateurish and unsubstantiated.” [New Yorker, 10/27/2003] “I can fully believe that SISMI would put out a piece of intelligence like that,” a CIA consultant later tells Hersh, “but why anybody would put credibility in it is beyond me.” [New Yorker, 5/17/2004, pp. 227] Langley asks for further clarification from Rome and receives a response three days later (see October 18, 2001). Repeated Dissemination - The documents and reports based on the documents are sent to the CIA at least three separate times. They are also sent to the White House, the US embassy in Rome, British and French intelligence, and Italian journalist Elisabetta Burba of the news magazine Panorama. Each recipient in turn shares the documents, or their contents, with others, creating what author Craig Unger later calls “an echo chamber that gives the illusion that several independent sources had corroborated an Iraq-Niger uranium deal.” [Unger, 2007, pp. 237]

Brent Scowcroft, the head of the Foreign Intelligence Advisory Board and a close adviser and friend of former President George H. W. Bush, is becoming increasingly marginalized in the current administration. Realizing he has little real influence in the White House, he goes public with his measured objections to a US invasion of Iraq by publishing an editorial in the Washington Post entitled “Build a Coalition.” Scowcroft reflects on the decision not to invade Baghdad in the 1991 Gulf War (see September 1998), and writes that if the US had then overthrown Saddam Hussein, “Our Arab allies… would have deserted us, creating an atmosphere of hostility to the United States [that] might have well spawned scores of Osama bin Ladens. [We] already hear voices declaring that the United States is too focused on a multilateral approach. The United States knows what needs to be done, these voices say, and we should just go ahead and do it. Coalition partners just tie our hands, and they all will exact a price for their support. Those are the same siren songs of delusion and defeat that we heard in 1990. We can no more succeed in our present campaign by acting unilaterally than we could have in 1990.” If the “war on terror” is to succeed, he writes, it will have to be “even more dependent on coalition-building than was the Gulf War.” Scowcroft finally understands, author Craig Unger will observe, that the neoconservatives are using 9/11 as an excuse to invade Iraq. “He knew they were going to try to manipulate the president into thinking there was unfinished business” in Iraq, an administration official will recall in 2007. “For [Scowcroft] to say something publicly was a watershed. Vice President Cheney chairs a National Security Council meeting because President Bush is overseas. According to journalist Bob Woodward, who later interviews many participants in the meeting, the topic of the recent anthrax attacks is discussed (see October 5-November 21, 2001). CIA Director George Tenet suggests that al-Qaeda is behind the attacks. He also adds, “I think there’s a state sponsor involved. It’s too well thought out, the powder’s too well refined. It might be Iraq, it might be Russia, it might be a renegade scientist,” perhaps from Iraq or Russia. Vice President Cheney’s chief of staff I. Lewis Libby also suggests the anthrax attacks were state sponsored. “We’ve got to be careful on what we say. If we say it’s al-Qaeda, a state sponsor may feel safe and then hit us thinking they will have a bye because we’ll blame it on al-Qaeda.” Tenet replies, “I’m not going to talk about a state sponsor.” Vice President Cheney comments, “It’s good that we don’t, because we’re not ready to do anything about it.” [Woodward, 2002, pp. 244] No strong evidence will emerge tying the attacks to al-Qaeda or any state sponsor. The anthrax attacks still remain completely unsolved.

Nicolo Pollari, chief of Italy’s military intelligence service (SISMI—see (After October 18, 2001) and September 9, 2002), responds to the CIA’s request for clarification on the alleged uranium deal between Iraq and Niger (see October 15, 2001). Pollari’s page and a half letter explains that “the information comes form a creditable source, La Signora [Laura Montini],” who has in the past “given SISMI the cryptographic codes and memorandum ledgers from the Niger Embassy.” [La Repubblica (Rome), 11/11/2005] Some time around this same date, according to La Repubblica, Pollari discusses the issue with Italy’s Minister of Defense, Antonio Martino (no relation to Rocco Martino, the document peddler—see March 2000, Late June 2002, Afternoon October 7, 2002, and Summer 2004). Martino tells Pollari to expect a visit from “an old friend of Italy,” Martino’s longtime friend and colleague Michael Ledeen (see (After October 18, 2001) and April 3, 2005). Ledeen will later deny that any such meeting with Pollari ever happened. Pollari will deny any involvement with the Iraq-Niger affair. [Unger, 2007, pp. 235-236]

A London Times article by Daniel McGrory claims that not only did Mohamed Atta meet with an Iraqi agent in Prague, but that “a special FBI team” is studying “a report from Prague that anthrax spores were given to Atta” during the meeting. Furthermore, “Saddam’s agents were spotted at various times this year with Atta in Germany, Spain, Italy and the Czech Republic,” and that Atta met with the agent in Prague at least four times. Additionally, an Iraqi intelligence agent in Rome was seen with Atta in Prague and Hamburg and then disappeared shortly before the 9/11 attacks. The article also alleges numerous meetings between Iraqi agents and Osama bin Laden, as well as a meeting between al-Qaeda second-in command Ayman Zawahiri and Iraqi Vice-President Taha Yasin Ramadan. Furthermore, al-Qaeda operatives were supposedly given advanced weapons training in Iraq supervised by Saddam Hussein’s son Uday Hussein. The article mentions no sources at all for these stunning allegations, except to refer to some other recent articles in a couple of cases. However, the article does mention former CIA Director James Woolsey, and it seems probable that Woolsey is a force behind the article, since he is in London at the time attempting to find evidence supporting the Prague meeting and Iraqi involvement in the anthrax attacks (see Mid-September-October 2001). [London Times, 10/27/2001] This article represents the height of the propaganda effort attempting to link al-Qaeda and the Iraqi government together. Many of the allegations in the article are never mentioned in any other newspaper article, and all of them will eventually be debunked.

According to a September 2002 USA Today article, the decision to invade Iraq is made at this time. Significantly, the decision is made independent of normal policy-making procedures—a National Intelligence Estimate (NIE) on Iraq was not requested, members of Congress were not consulted, and the concerns of senior military officers and intelligence analysts were ignored. Explaining why the White House did not request a NIE on Iraq, an unnamed US intelligence official explains it didn’t want to detail the uncertainties regarding the threat Iraq allegedly poses to the US. A senior administration official says the White House did not believe an NIE would be helpful. However in September 2002, an NIE will finally be requested as a result of pressure from Congress. The classified version of the document will include many qualified and nuanced statements, but the shorter, unclassified version, which is given to Congress, will not include these uncertainties (see October 1, 2002). [Source: PBS]An Iraqi defector identifying himself as Jamal al-Ghurairy, a former lieutenant general in Saddam Hussein’s intelligence corps, the Mukhabarat, tells two US reporters that he has witnessed foreign Islamic militants training to hijack airplanes at an alleged Iraqi terrorist training camp at Salman Pak, near Baghdad. Al-Ghurairy also claims to know of a secret compound at Salman Pak where Iraqi scientists, led by a German, are producing biological weapons. Al-Ghurairy is lying both about his experiences and even his identity, though the reporters, New York Times war correspondent Chris Hedges and PBS’s Christopher Buchanan, do not know this. The meeting between al-Ghurairy and the reporters, which takes place on November 6, 2001, in a luxury suite in a Beirut hotel, was arranged by Ahmed Chalabi’s Iraqi National Congress (INC). Buchanan later recalls knowing little about al-Ghurairy, except that “[h]is life might be in danger. I didn’t know much else.” Hedges recalls the former general’s “fierce” appearance and “military bearing.… He looked the part.” Al-Ghurairy is accompanied by several other people, including the INC’s political liaison, Nabeel Musawi. “They were slick and well organized,” Buchanan recalls. Hedges confirms al-Ghurairy’s credibility with the US embassy in Turkey, where he is told that CIA and FBI agents had recently debriefed him. The interview is excerpted for an upcoming PBS Frontline episode, along with another interview with an INC-provided defector, former Iraqi sergeant Sabah Khodada, who echoes al-Ghurairy’s tale. While the excerpt of al-Ghurairy’s interview is relatively short, the interview itself takes over an hour. Al-Ghurairy does not allow his face to be shown on camera.
Times Reports Defectors' Tale - Two days later, on November 8, Hedges publishes a story about al-Ghurairy in the New York Times Times. The Frontline episode airs that same evening. [New York Times, 11/8/2001; Mother Jones, 4/2006] Hedges does not identify al-Ghurairy by name, but reports that he, Khodada, and a third unnamed Iraqi sergeant claim to have “worked for several years at a secret Iraqi government camp that had trained Islamic terrorists in rotations of five or six months since 1995. They said the training at the camp, south of Baghdad, was aimed at carrying out attacks against neighboring countries and possibly Europe and the United States.” Whether the militants being trained are linked to al-Qaeda or Osama bin Laden, the defectors cannot be sure, nor do they know of any specific attacks carried out by the militants. Hedges writes that the interviews were “set up by an Iraqi group that seeks the overthrow of… Hussein.” He quotes al-Ghurairy as saying, “There is a lot we do not know. We were forbidden to speak about our activities among each other, even off duty. But over the years, you see and hear things. These Islamic radicals were a scruffy lot. They needed a lot of training, especially physical training. But from speaking with them, it was clear they came from a variety of countries, including Saudi Arabia, Yemen, Algeria, Egypt, and Morocco. We were training these people to attack installations important to the United States. The Gulf War never ended for Saddam Hussein. He is at war with the United States. We were repeatedly told this.” He uses Khodada’s statements as support for al-Ghurairy’s, identifies Khodada by name, and says that Khodada “immigrated to Texas” in May 2001 “after working as an instructor for eight years at Salman Pak…” He quotes the sergeant as saying, “We could see them train around the fuselage. We could see them practice taking over the plane.” Al-Ghurairy adds that the militants were trained to take over a plane without using weapons. Hedges reports that Richard Sperzel, the former chief of the UN biological weapons inspection teams in Iraq, says that the Iraqis always claimed Salman Pak was an anti-terror training camp for Iraqi special forces. However, Sperzel says, “[M]any of us had our own private suspicions. We had nothing specific as evidence.” The US officials who debriefed al-Ghurairy, Hedges reports, do not believe that the Salman Pak training has any links to the 9/11 hijackings. Hedges asks about one of the militants, a clean-shaven Egyptian. “No, he was not Mohamed Atta.” Atta led the 9/11 hijackers. Hedges notes that stories such as this one will likely prompt “an intense debate in Washington over whether to extend the war against Osama bin Laden and the Taliban government of Afghanistan to include Iraq.” [New York Times, 11/8/2001; Columbia Journalism Review, 7/1/2004]
Heavy Press Coverage - The US media immediately reacts, with op-eds running in major newspapers throughout the country and cable-news pundits bringing the story to their audiences. National security adviser Condoleezza Rice says of the story, “I think it surprises no one that Saddam Hussein is engaged in all kinds of activities that are destabilizing.” The White House will use al-Ghurairy’s claims in its background paper, “Decade of Deception and Defiance,” prepared for President’s Bush September 12, 2002 speech to the UN General Assembly (see September 12, 2002). Though the tale lacks specifics, it helps bolster the White House’s attempts to link Saddam Hussein to the 9/11 hijackers, and helps promote Iraq as a legitimate target in the administration’s war on terror. (Five years later, the reporters involved in the story admit they were duped—see April 2006.)
Complete Fiction - The story, as it turns out, is, in the later words of Mother Jones reporter Jack Fairweather, “an elaborate scam.” Not only did US agents in Turkey dismiss the purported lieutenant general’s claims out of hand—a fact they did not pass on to Hedges—but the man who speaks with Hedges and Buchanan is not even Jamal al-Ghurairy. The man they interviewed is actually a former Iraqi sergeant living in Turkey under the pseudonym Abu Zainab. (His real name is later ascertained to be Abu Zeinab al-Qurairy, and is a former Iraqi general and senior officer in the Mukhabarat.) The real al-Ghurairy has never left Iraq. In 2006, he will be interviewed by Fairweather, and will confirm that he was not the man interviewed in 2001 (see October 2005). [Columbia Journalism Review, 7/1/2004; Mother Jones, 4/2006] Hedges and Buchanan were not the first reporters to be approached for the story. The INC’s Francis Brooke tried to interest Newsweek’s Michael Isikoff in interviewing Khodada to discuss Salman Pak. Isikoff will recall in 2004 that “he didn’t know what to make of the whole thing or have any way to evaluate the story so I didn’t write about it.” [Columbia Journalism Review, 7/1/2004]
"The Perfect Hoax" - The interview was set up by Chalabi, the leader of the INC, and former CBS producer Lowell Bergman. Bergman had interviewed Khodada previously, but was unable to journey to Beirut, so he and Chalabi briefed Hedges in London before sending him to meet with the defector. Chalabi and Bergman have a long relationship; Chalabi has been a source for Bergman since 1991. The CIA withdrew funding from the group in 1996 (see January 1996) due to its poor intelligence and attempts at deception. For years, the INC combed the large Iraqi exile communities in Damascus and Amman for those who would trade information—real or fabricated—in return for the INC’s assistance in obtaining asylum to the West. Helping run that network was Mohammed al-Zubaidi, who after 9/11 began actively coaching defectors, according to an ex-INC official involved in the INC’s media operations (see December 17, 2001 and July 9, 2004). The ex-INC official, Adnan Ihsan Saeed al-Haideri, did everything from help defectors brush up and polish their stories, to concocting scripts that defectors with little or no knowledge could recite: “They learned the words, and then we handed them over to the American agencies and journalists.” After 9/11, the INC wanted to come up with a big story that would fix the public perception of Saddam Hussein’s involvement in the 9/11 attacks. Al-Zubaidi was given the task. He came up with al-Ghurairy. He chose Zainab for his knowledge of the Iraqi military, brought him to Beirut, paid him, and began prepping him. In the process, al-Zainab made himself known to American and Turkish intelligence officials as al-Ghurairy. “It was the perfect hoax,” al-Haideri will recall in 2006. “The man was a born liar and knew enough about the military to get by, whilst Saddam’s regime could hardly produce the real Ghurairy without revealing at least some of the truth of the story.” Al-Haideri will say that the reality of the Salman Pak story was much as the Iraqis claimed—Iraqi special forces were trained in hostage and hijack scenarios. Al-Zubaidi, who in 2004 will admit to his propaganda activities, calls Al-Zainab “an opportunist, cheap and manipulative. He has poetic interests and has a vivid imagination in making up stories.” [Mother Jones, 4/2006]
Stories Strain Credulity - Knight Ridder reporter Jonathan Landay later says of al-Qurairy, “As you track their stories, they become ever more fantastic, and they’re the same people who are telling these stories, until you get to the most fantastic tales of all, which appeared in Vanity Fair magazine.” Perhaps al-Qurairy’s most fabulous story is that of a training exercise to blow up a full-size mockup of a US destroyer in a lake in central Iraq. Landay adds, “Or, jumping into pits of fouled water and having to kill a dog with your bare teeth. I mean, and this was coming from people, who are appearing in all of these stories, and sometimes their rank would change.… And, you’re saying, ‘Wait a minute. There’s something wrong here, because in this story he was a major, but in this story the guy’s a colonel. And, in this story this was his function, but now he says in this story he was doing something else.’” Landay’s bureau chief, John Walcott, says of al-Qurairy, “What he did was reasonably clever but fairly obvious, which is he gave the same stuff to some reporters that, for one reason or another, he felt would simply report it. And then he gave the same stuff to people in the Vice President’s office [Dick Cheney] and in the Secretary of Defense’s office [Donald Rumsfeld]. And so, if the reporter called the Department of Defense or the Vice President’s office to check, they would’ve said, ‘Oh, I think that’s… you can go with that. We have that, too.’ So, you create the appearance, or Chalabi created the appearance, that there were two sources, and that the information had been independently confirmed, when, in fact, there was only one source. And it hadn’t been confirmed by anybody.” Landay adds, “[L]et’s not forget how close these people were to this administration, which raises the question, was there coordination? I can’t tell you that there was, but it sure looked like it.” [PBS, 4/25/2007]
No Evidence Found - On April 6, 2003, US forces will overrun the Salman Pak facility. They will find nothing to indicate that the base was ever used to train terrorists (see April 6, 2003).

PBS’s Frontline broadcasts an October 2001 interview with Bush foreign policy adviser Brent Scowcroft as part of its Gunning for Saddam episode. Scowcroft recently cemented his status as an outsider in the administration with an op-ed calling for the US to focus on building a coalition of allies before considering invading Iraq (see October 16, 2001). Scowcroft says that a unilateral move to invade Iraq and “deal with Saddam Hussein” will destroy the coalition of nations that still exists ten years after the 1991 Gulf War “virtually instantly.” Suspicion that the US is manipulating information to prove its rationale for war with Iraq is paramount throughout the Middle East and even among the US’s closest allies in Europe. Part of the responsibility for that perception, Scowcroft notes, comes from Iraq: “Saddam has managed to get the view out that the Iraqi people are suffering because of the [UN-mandated economic] sanctions. In fact, they’re suffering because Saddam Hussein doesn’t use the income from the oil he sells to provide for his people. But that’s the fact. So if we turn on Iraq now, it will look like we’re just using September 11 as an excuse to go after our favorite enemy.… So we need to sort of reestablish the kind of confidence that the United States enjoyed a decade ago around the time of the Gulf War. And to do that, we need to prosecute the Afghan/Osama bin Laden part of this whole thing in a way which will demonstrate that we know what we’re doing, that we do it carefully, not wildly and so on.”
Focusing on Terrorist Threat, Not Iraq, a Necessity - Scowcroft calls Hussein and Iraq “a separate problem” from al-Qaeda and global Islamist terrorism. “It is not at all clear that he is a part of a global terrorist network, which is what we’re focusing on.… Saddam Hussein and Osama bin Laden have one thing in common, and that is they both hate the United States. Otherwise, they have very little in common. As a matter of fact, my guess is, if it weren’t for the United States, Osama bin Laden would turn on Saddam Hussein.” Scowcroft says that even if the US manages to render al-Qaeda impotent, Iraq might not be the next problem on the list. “It’s a problem which right now should be differentiated from the Osama bin Laden problem.… Hezbollah, for example, is a global terrorist network, which has attacked the United States and US interests before. How about that?… We need to be skillful about this. We need to use scalpels, not sledgehammers.” He continues: “Nobody has said what ‘going after Saddam’ really means. What does it mean? Five hundred thousand troops again, based in a Saudi Arabia that would not accept them now? What does ‘going after Saddam’ mean?”
INC Not a Viable Replacement for Hussein - Ahmed Chalabi’s Iraqi National Congress (INC) may or may not be a “viable alternative to Saddam,” Scowcroft says, but it is “certainly not a viable means to” overthrow Hussein. “It is weak, disparate, riven with disputes—probably unattractive to almost anyone inside or out.” [PBS Frontline, 11/8/2001; PBS Frontline, 11/8/2001]

Richard Perle, chairman of the Defense Policy Board, says in a speech delivered at the Foreign Policy Research Institute’s annual dinner that Saddam Hussein “is busily at work on a nuclear weapon” and that “it’s simply a matter of time before he acquires nuclear weapons.” His assertion is based on information that was provided to him personally by Iraqi defector Khidir Hamza. According to Perle, Hamza said that after the Israeli strikes against Iraq’s Osirak reactor in 1981 (see June 7, 1981), Iraq built some 400 uranium enrichment facilities all over the country in order to protect its nuclear program from future attacks. “Some look like farmhouses, some of them look like classrooms, some of them look like warehouses. You’ll never find them. They don’t turn out much but every day they turn out a little bit of nuclear materials.” [Foreign Policy Research Institute, 11/14/2001]

Senior State Department official and former CIA analyst Flynt Leverett proposes a new, pragmatic approach to the war on terror. He believes that Middle Eastern terrorism is more tactical than religious: for example, since Syria wants to reclaim the Golan Heights and lacks the military ability to wrest that territory from Israel, it relies on “asymmetrical methods,” including terror attacks, to work for its aims. If one accepts this viewpoint, Leverett argues, one accepts that nations like Syria are not locked in fanatical mindsets, and can be negotiated with. Leverett, with the support of senior State Department official Richard Haass, advises his boss, Secretary of State Colin Powell, to draw up a “road map” to peace for the problem nations of the region—if a nation expels its terrorist groups and stops trying to develop weapons of mass destruction, the US will remove that nation from its list of terror sponsors and open a new era of cooperation with that nation. Powell takes the idea to a “Deputies Meeting” at the White House. The meeting includes Deputy Secretary of State Richard Armitage, Deputy Secretary of Defense Paul Wolfowitz, the deputy director of the CIA, a representative from Vice President Dick Cheney’s office, and Deputy National Security Adviser Stephen Hadley. The neoconservatives—Hadley, Wolfowitz, Cheney’s representative—hate the idea, calling it a reward for bad behavior. Sponsors of terrorism should stop because it is the moral thing to do, they say, and until that happens, the US will not encourage their actions. After leaving the meeting, Hadley writes up a memo that comes to be known as “Hadley’s Rules.” They are simple: if a nation such as Iran or Syria offers assistance on a specific item or issue, the US will take it, but will give nothing and promise nothing in return, and the US will not attempt to build on that offer. Leverett believes Hadley’s memo is preposterous, sacrificing a chance at real progress for striking poses of moral purity. Shortly thereafter, National Security Adviser Condoleezza Rice offers him a position as senior director of Mideast affairs at the National Security Council; Leverett takes the job with the understanding that the Bush administration must begin real negotiations with Israel and Palestine. Manucher Ghorbanifar.Manucher Ghorbanifar. [Source: Ted Thai / Getty Images]The Bush administration sends two defense officials, Harold Rhode and Larry Franklin, to meet with Iranians in Rome in response to an Iranian government offer to provide information relevant to the war on terrorism. The offer had been backchanneled by the Iranians to the White House through Manucher Ghorbanifar, an Iranian arms trader and a central person in the Iran-Contra affair, who contacted another Iran-Contra figure, Michael Ledeen of the American Enterprise Institute. Ledeen passed the information on to his friends in the Defense Department who then relayed the offer to Deputy National Security Adviser Stephen Hadley. Hadley, who expressed no reservations about the proposed meeting, informed CIA Director George Tenet and Deputy Secretary of State Richard L. Armitage. According to officials interviewed by the New York Times, the United States Embassy in Rome was not notified of the planned meeting as required by standard interagency procedures. Neither the US embassy nor the CIA station chief in Rome learns of the three-day meeting until after it happens (see December 12, 2001). When they do catch wind of the meeting, they notify CIA and State Department headquarters in Washington which complain to the administration about how the meetings were arranged. [Newsday, 8/9/2003; Washington Post, 8/9/2003; New York Times, 12/7/2003] In addition to Ghorbanifar, Ledeen, Franklin, and Rhode, the meeting is attended by Nicolo Pollari, head of SISMI, and Antonio Martino, Italy’s minister of defense. Destabilizing the Iraqi Government - According to the Boston Globe, either at this meeting, a similar one in June (see June 2002), or both, Ledeen and Ghorbanifar discuss ways to destabilize the Iranian government, possibly using the Mujahedeen-e Khalq (MEK), a US-designated terrorist group, as a US proxy. [Boston Globe, 8/31/2004] The meetings are suspected of being an attempt by what investigative reporters Joshua Micah Marshall, Laura Rozen, and Paul Gastris will later call “a rogue faction at the Pentagon… trying to work outside normal US foreign policy channels to advance a ‘regime-change’ agenda.” The fact that MEK members attend the meetings adds weight to the claim. Italian Intelligence on Iraq-Niger Allegations - Additionally, according to an unnamed SISMI source, Pollari speaks with Ledeen about intelligence his agency has collected (see October 15, 2001) suggesting that Iraq made a deal with Niger to purchase several tons of uranium. SISMI already sent a report to Washington on the matter in mid-October (see October 15, 2001). Reportedly, Pollari has also approached CIA Station Chief Jeff Castelli about the report, but Castelli has since indicated he is not interested in the information. [La Repubblica (Rome), 10/25/2005]

Zaab Sethna of the Iraqi National Congress (INC) arranges for Iraqi defector Adnan Ihsan Saeed al-Haideri to be interviewed by Judith Miller of the New York Times. Miller, who has known Chalabi for about eight years (see May 1, 2003), immediately flies out to Bangkok for the interview. Her story is published on December 20, just three days after Haideri told his story to a CIA agent who subjected him to a polygraph and determined Haideri’s story was a complete fabrication (see December 17, 2001). Miller’s front-page article, titled “An Iraqi defector tells of work on at least 20 hidden weapons sites,” reports: “An Iraqi defector who described himself as a civil engineer, said he personally worked on renovations of secret facilities for biological, chemical and nuclear weapons in underground wells, private villas and under the Saddam Hussein Hospital in Baghdad as recently as a year ago.” If verified, Miller notes, “his allegations would provide ammunition to officials within the Bush administration who have been arguing that Mr. Hussein should be driven from power partly because of his unwillingness to stop making weapons of mass destruction, despite his pledges to do so.” Sethna also contacts freelance journalist Paul Moran. Moran is a former employee of the INC and has been employed for years by the Rendon Group, a firm specializing in “perception management” and which helped develop the INC (see May 1991). Moran’s on-camera interview with Haideri is broadcast worldwide by the Australian Broadcasting Corp. [New York Times, 12/20/2001; SBS Dateline, 7/23/2003; New York Review of Books, 2/26/2004; Rolling Stone, 11/17/2005] Reporter Jonathan Landay will later say that he and others were skeptical from the outset: “There were some red flags that the New York Times story threw out immediately, which caught our eye, immediately. The first was the idea that a Kurd—the enemy of Saddam—had been allowed into his most top secret military facilities. I don’t think so. That was, for me, the biggest red flag. And there were others, like the idea that Saddam Hussein would put a biological weapons facility under his residence. I mean, would you put a biological weapons lab under your living room? I don’t think so.” Landay’s partner Warren Strobel will add, “The first rule of being an intelligence agent, or a journalist, and they’re really not that different, is you’re skeptical of defectors, because they have a reason to exaggerate. They want to increase their value to you. They probably want something from you. Doesn’t mean they’re lying, but you should be—journalists are supposed to be skeptical, right? And I’m afraid the New York Times reporter in that case and a lot of other reporters were just not skeptical of what these defectors were saying. Nor was the administration…” [PBS, 4/25/2007]

Former ambassador Joseph Wilson has numerous conversations with Brent Scowcroft, the former national security adviser to the first President Bush (see September 1998), and the head of the Foreign Intelligence Advisory Board, about what Wilson sees as the worrisome drive to war with Iraq in the aftermath of the 9/11 attacks. Wilson is particularly worried about the neoconservatives in the current Bush administration and their call for the implementation of the Iraq Liberation Act (see October 31, 1998) by declaring war against Iraq. Scowcroft is dismissive of the administration neoconservatives, calling them “right-wing nuts” and assuring Wilson, “They will not win the policy.” Wilson is not so sure, telling Scowcroft that, as he will write in 2004, “[w]e were committing our future… to a band of fanatics whose approach was the opposite of that pursued by the first President Bush, or articulated by candidate George W. Bush (see October 3, 2000 and October 11, 2000)…” Wilson believes, wrongly that Scowcroft’s “sage counsel [is] being listened to in the White House” (see October 16, 2001). After more than two months and more than 350 inspections, the UN teams have failed to find the arsenal of banned weapons the US and Britain claim Iraq has. Nor are there any signs of programs to build such weapons. The London Observer reports that International Atomic Energy Agency (IAEA) inspectors are convinced Iraq does not have a reconstituted nuclear weapons program. “IAEA officials and intelligence sources admit it is extremely unlikely that Iraq has nuclear weapons squirreled away,” The Observer reports, explaining that “… the IAEA [had] revealed that analysis of samples taken by UN nuclear inspectors in Iraq… showed no evidence of prohibited nuclear activity.” [Observer, 1/26/2003; Los Angeles Times, 1/26/2003; Washington Post, 12/27/2003]

President Bush’s State of the Union speech describes an “axis of evil” consisting of Iraq, Iran, and North Korea. Osama bin Laden is not mentioned in the speech. [US President, 2/4/2002] Bush says: “States like these and their terrorist allies, constitute an axis of evil, arming to threaten the peace of the world. By seeking weapons of mass destruction, these regimes pose a grave and growing danger. They could provide these arms to terrorists, giving them the means to match their hatred. They could attack our allies or attempt to blackmail the United States. In any of these cases, the price of indifference would be catastrophic.” Bush goes on to suggest for the first time that the US might be prepared to launch pre-emptive wars by saying, “The United States of America will not permit the world’s most dangerous regimes to threaten us with the world’s most destructive weapons.” [Vanity Fair, 5/2004] When Bush advisor Richard Perle was asked one month before 9/11 about new challenges the US faced, he replied by naming these exact three countries (see August 6, 2001). Michael Gerson, head of the White House speechwriting team at the time, will later claim that, as Newsweek will later put it, “Bush was already making plans to topple Saddam Hussein, but he wasn’t ready to say so.” Iran and North Korea are inserted into the speech in order to avoid focusing solely on Iraq. The speech is followed by a new public focus on Iraq and a downplaying of bin Laden (see September 15, 2001-April 6, 2002). Prior to the speech, the Iranian government had been very helpful in the US fight against the Taliban, since the Taliban and Iran were enemies. [Newsweek, 2/12/2007] At the time, al-Qaeda operatives had been streaming into Iran from Afghanistan following the defeat of the Taliban. Iran has been turning over hundreds of suspects to US allies and providing US intelligence with the names, photographs, and fingerprints of those it is holding. [Washington Post, 2/10/2007] Newsweek will later say that it is “beyond doubt” the Iranian government was “critical… to stabilizing [Afghanistan] after the fall of Kabul.” But all this cooperation comes to an end after the speech. Iranian Deputy Foreign Minister Mohammad Hossein Adeli will later say that “Those [inside the Iranian government] who were in favor of a rapprochement with the United States were marginalized. The speech somehow exonerated those who had always doubted America’s intentions.” [Newsweek, 2/12/2007] In August 2003, reporter Jeffrey St. Clair will write that “the Axis of Evil [is not] an ‘axis’ at all, since two of the states, Iran and Iraq, hate… each other, and neither [have] anything at all to do with the third, North Korea.” [CounterPunch, 8/13/2003]

When asked why he included Iran in the “axis of evil” (see January 29, 2002), President Bush answers: “It is very important for the American president at this point in history to speak very clearly about the evils the world faces.… I believe the United States is the beacon for freedom in the world. [Source: Jerusalem Post]Israeli officials tell Bush officials shortly after the president’s “axis of evil” speech (see January 29, 2002) that of the three countries on the list—Iran, Iraq, and North Korea—Iraq is a distant third as far as posing any threat to its neighbors. But Bush officials have a plan. According to former Mossad director of intelligence Uzi Arad, who served as Benjamin Netanyahu’s foreign policy advisor, those officials respond, “Let’s do first things first. Once we do Iraq, we’ll have a military presence in Iraq, which would enable us to handle the Iranians from closer quarters, would give us more leverage.” (Netanyahu, in the years following his term as Israel’s prime minister, will become an outspoken advocate for military strikes against Iran—see November 17, 2006). Flynt Leverett.Flynt Leverett. [Source: Publicity photo]In the wake of the 9/11 attacks, Iran is supportive of US efforts to defeat the Taliban, since the Taliban and Iran have opposed each other. In 2006, Flynt Leverett, the senior director for Middle East affairs on the National Security Council in 2002 and 2003, will recall this cooperation between Iran and the US in a heavily censored New York Times editorial. Gulbuddin Hekmatyar, a notorious Afghan warlord with close ties to bin Laden (see 1984), had been living in Iran since the Taliban came to power in the 1990s. Leverett claims that in December 2001 Iran agrees to prevent Hekmatyar from returning to Afghanistan to help lead resistance to US-allied forces there, as long as the Bush administration does not criticize Iran for harboring terrorists. “But, in his January 2002 State of the Union address, President Bush did just that in labeling Iran part of the ‘axis of evil’ (see January 29, 2002). Unsurprisingly, Mr. Hekmatyar managed to leave Iran in short order after the speech.” [New York Times, 12/22/2006] Hekmatyar apparently returns to Afghanistan around February 2002. He will go on to become one of the main leaders of the armed resistance to the US-supported Afghan government. Iranian cooperation with the US over Afghanistan will continue in a more limited manner, with Iran deporting hundreds of suspected al-Qaeda and Taliban operatives who had fled Afghanistan, while apparently keeping others.
