[Source: Saeed Khan / Getty Images]The US begins circulating matchboxes in Pakistan with a picture of bin Laden and an announcement of a large reward for information leading to his capture. The reward promises confidentiality but also only lists the reward money as $500,000 instead of the $5 million announced by Washington. Additionally, 100 rupee notes, worth about $2, are being circulated with a message stamped on them announcing the reward. There is no matchbox campaign for other known al-Qaeda leaders. (Gannon 2/16/2000) The reward program is notable for its late start and low profile, especially when compared to a similar matchbox reward program for Ramzi Yousef starting in 1993 (see April 2, 1993). That program was announced about a month after Yousef was determined to be a major suspect, and it eventually helped with his capture (see February 3-7, 1995). The bin Laden campaign will come to an end by early 2004 (see January 2004).

The New York Times reports that “In recent months, American officials have circulated within the government a list of more than 30 groups that they are examining for links to terrorism, at least two of which are based in the United States.” The only groups specifically mentioned as being on the list are: (Miller 2/19/2000)
bullet The Islamic African Relief Agency (IARA), a charity said to be tied to the government of Sudan, which the US officially lists as a terrorism sponsor. The State Department’s USAID program gave the IARA two grants in 1998 worth $4.2 million for work in Mali, then later cancelled the grants (see November 1996-Late December 1999).
bullet The Holy Land Foundation, based in Richardson, Texas.
bullet The Global Relief Foundation, also based in Richardson, Texas.
bullet Human Concern International, a Canadian-based group shut down by Canada in 1997.
The US government is said to be stepping up investigations into such charities, and talking to countries in the Persian Gulf about their support of specific charities. “But officials said Washington had been reluctant to interfere in a domain safeguarded by constitutional guarantees of free association and separation of church and state. In addition, officials said, they lacked evidence that could be used in public court proceedings.” (Miller 2/19/2000) Later in 2000, the State Department will ask its USAID program not to give aid to Holy Land any more. It will cite the payments the charity gives to the families of suicide bombers. (Miller 8/25/2000) But aside from this one minor step, the US will take no actions against any of the four named charities until after 9/11. Three of the charities will be shut down shortly after 9/11 (see December 4, 2001; October 12, 2001), while in 2004 the IARA will be shut down for providing “direct financial support” to al-Qaeda. (Miller 8/25/2000)

9/11 hijacker Mohamed Atta returns to Germany from Pakistan using the same monitored route as he traveled on the outward journey (see Late November-Early December 1999). He flies from Karachi to Istanbul, Turkey, where he changes planes for Hamburg. Turkish intelligence discovered that militants use this route to travel between Europe and training camps in Afghanistan in the mid-1990s and alerted Germany to it at that time, causing Germany to launch an investigation into one of Atta’s associates (see 1996). However, it is not known whether the intelligence agencies register Atta’s travel at this time. (Laabs 8/13/2003) Fellow alleged 9/11 hijacker Ziad Jarrah appears to be noticed on his way back to Germany from Afghanistan (see January 30, 2000) and another member of the cell, Ramzi bin al-Shibh, may be monitored in Kuala Lumpur, Malaysia, at this time (see January 5-8, 2000).

The CIA station in Bangkok, Thailand, replies to a request from the CIA station in Kuala Lumpur, Malaysia, for information about future 9/11 hijackers Khalid Almihdhar and Nawaf Alhazmi and al-Qaeda leader Khallad bin Attash by saying that there will be a delay with the response due to difficulties obtaining the information. (US Department of Justice 11/2004, pp. 247-8 pdf file) The relevant information that should be passed to Kuala Lumpur station concerns the departure of Alhazmi and Almihdhar to the US (see January 15, 2000 and January 15, 2000). Kuala Lumpur station coordinated surveillance of the three men in Malaysia in early January (see January 5-8, 2000). When the trio flew to Bangkok, the surveillance was passed on to Bangkok station (see January 8, 2000). According to the 9/11 Commission: “Presumably the departure information was obtained back in January, on the days that these individuals made their departures. Because the names were watchlisted by the Thai authorities we cannot yet explain the delay in reporting the news.” It is therefore unclear why the CIA’s Bangkok station says it is having difficulty obtaining information it already apparently has in its possession. (9/11 Commission 7/24/2004, pp. 181, 502) The information will be reported about a week later, but will be incomplete, as Bangkok station will only report that Alhazmi has flown to the US, failing to name his companion as Almihdhar (see March 5, 2000).

Memos withheld from Congressional investigators (see August 4, 1995) by the FBI show that the FBI was riven by dissension during the Branch Davidian siege, which culminated in a fiery conflagration that killed scores of sect members (see April 19, 1993). The memos are released by the Dallas Morning News. Many senior FBI officials were pressing to use tear gas to bring the siege to a close, some as early as three weeks after its start. According to a March 23, 1993 memo (see March 23, 1993) written by then-Deputy Assistant Director Danny Coulson, the FBI’s top expert on tactics, the Hostage Rescue Team leader, Richard Rogers, was pressuring FBI officials to terminate the siege by using gas as part of an assault. Coulson disagreed with Rogers’s recommendations. Coulson is the former agent who recently revealed that the FBI had used pyrotechnic grenades during the final assault (see August 25, 1999 and After). Some House members are angry about the withheld memo, and note that they have consistently been denied documents even after subpoenas were issued. “We’ve had a subpoena out there for all relevant documents—all documents—since September 7, 1999,” says Mark Corallo, the spokesman for the House Government Reform Committee. “Is the Department of Justice withholding only embarrassing documents from us? It makes you wonder.” Other FBI documents released by the Dallas Morning News show that Attorney General Janet Reno gave her approval to use tear gas on the compound (see April 17-18, 1993). Italian information peddler Rocco Martino agrees to pay Laura Montini, an employee at the Niger embassy in Rome, the sum of £350 per month in exchange for any documents that might shed light on rumours that “rogue states” are trying to acquire uranium from Niger (see Between 1999 and 2000). Martino wants to sell the documents to the French who are investigating the rumours. France is concerned about the security of a French consortium that controls Niger’s only two uranium mines. Martino has reportedly been on French intelligence’s payroll since 1999 (see June or July 1999). Martino learned of Montini through his friend Antonio Nucera, deputy chief of the SISMI center in Viale Pasteur in Rome (see Early 2000). Up until this point, Montini, age 60, has been working as an informant for Italian intelligence. She goes by the name “La Signora.” (Rufford 8/1/2004; Huband 8/2/2004; Bonini and d'Avanzo 10/24/2005; Marshall 11/10/2005; Smith 4/9/2006; Unger 7/2006, pp. 150) One of the first documents she gives to Martino is one relating to Wissam al-Zahawie’s 1999 visit to Niger (see February 1999). Martino reportedly passes the document on to the French. (Smith 4/9/2006) Over the next several months, La Signora reportedly provides Martino with numerous documents—a “codebook,” a dossier including a mixture of fake and genuine documents, and then finally, a purported agreement between Niger and Iraq on the sale of 500 tons of uranium oxide, also known as “yellowcake.” (Marshall 11/10/2005)

After being prompted by CIA colleagues in Kuala Lumpur, Malaysia, to provide information about what happened to future 9/11 hijackers Nawaf Alhazmi and Khalid Almihdhar and al-Qaeda leader Khallad bin Attash after they flew from Malaysia to Thailand on January 8, 2000 (see January 8, 2000 and (February 25, 2000)), the CIA station in Bangkok, Thailand, sends out a cable saying that Alhazmi arrived in the US from Thailand with an apparently unnamed companion on January 15 (see January 15, 2000). This information was received from Thai intelligence, which watchlisted Almihdhar and Alhazmi after being asked to do so by the CIA (see January 13, 2000 and January 15, 2000). Companion - The companion to whom the cable refers is presumably Almihdhar. According to later testimony of a senior FBI official, the CIA learns the companion is Almihdhar at this time: “In March 2000, the CIA received information concerning the entry of Almihdhar and Alhazmi into the United States.” (US Congress 9/20/2002) The CIA disputes this, however. (US Congress 7/24/2003, pp. 157 pdf file) If the companion the cable refers to is Almihdhar, then it is unclear why he would not be named, as the NSA has been intercepting his calls for at least a year (see Early 1999), he was under CIA surveillance earlier in January (see January 5-8, 2000), he is known to have a US visa (see January 2-5, 2000), he is associated with Alhazmi (see January 8-9, 2000), and this cable is prompted by another cable specifically asking where Almihdhar is (see February 11, 2000).
Missed Opportunity - Later, CIA officials, including CIA Director George Tenet and Counterterrorist Center Director Cofer Black, will admit that this was one of the missed opportunities to watchlist the hijackers. Black will say: “I think that month we watchlisted about 150 people. [The watchlisting] should have been done. It wasn’t.” Almihdhar and Alhazmi will not be added to the US watchlist until August 2001 (see August 23, 2001). (New York Times 10/17/2002; US Congress 7/24/2003, pp. 157 pdf file)
Unclear Who Reads Cable - Although Tenet will tell the 9/11 Congressional Inquiry that nobody at CIA headquarters reads this cable at this time (see October 17, 2002), the CIA’s inspector general will conclude that “numerous” officers access this cable and others about Almihdhar. (US District Court for the Eastern District of Virginia, Alexandria District 3/28/2006 pdf file) These officers are not named, but Tom Wilshire, the CIA’s deputy unit chief in charge of monitoring the two men at this time, will access it in May 2001 at the same time as he accesses other cables about Almihdhar from early 2000 (see May 15, 2001). The 9/11 Commission will say that the cables are “reexamined” at this time, suggesting that Wilshire may have read them before. (9/11 Commission 7/24/2004, pp. 267, 537) Wilshire certainly did access at least two of the cables in January 2000, indicating he may read the cable about the arrival of Alhazmi and the unnamed companion in the US in March 2000. FBI Not Informed - The knowledge that Alhazmi has entered the US will be disseminated throughout the CIA, but not to the FBI or other US intelligence agencies (see March 6, 2000 and After). When asked about the failure by the 9/11 Congressional Inquiry, Wilshire will be unable to explain it, saying: “It’s very difficult to understand what happened with that cable when it came in. I do not know exactly why it was missed. It would appear that it was missed completely.” (US Congress 9/20/2002)

Two former FBI negotiators who were heavily involved in the bureau’s siege of the Branch Davidian compound in Waco, Texas (see March 1, 1993), testify that the aggressive and hostile methods used by the FBI during the siege and final assault (see April 19, 1993) destroyed any chances of successfully negotiating a peaceful surrender from the Davidians, and resulted in the needless deaths of many Davidians who might have otherwise left the compound before the final, fatal assault. The agents give depositions for an upcoming civil suit filed by the surviving Davidians against the government (see April 1995). Retired FBI agent Frederick Lanceley testifies: “I think we could’ve gotten more people out if there were better decisions. I don’t think we would have gotten everybody out. But I think we would’ve gotten more people out.” (Hancock 3/6/2000)

[Source: CBS News]CBS News airs a February 22, 2000 interview with convicted Oklahoma City bomber Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and June 2, 1997), awaiting execution in an Indiana federal prison (see July 13, 1999). McVeigh was interviewed by CBS reporter Ed Bradley for a 60 Minutes segment. McVeigh set only one condition for the interview: that Bradley not ask him whether he bombed the Murrah Federal Building. CBS does not air the entire interview, but runs selected excerpts interspersed with comments from others, including family members of the bombing victims. McVeigh spoke about his political ideology, his service in the Gulf War (see January - March 1991 and After), and what he considers to be his unfair criminal trial (see August 14-27, 1997). He expressed no remorse over the dead of Oklahoma City, and blamed the US government for teaching, through what he says is its aggressive foreign policy and application of the death penalty, the lesson that “violence is an acceptable option.” McVeigh described himself as returning from the Gulf War angry and bitter, saying: “I went over there hyped up, just like everyone else. What I experienced, though, was an entirely different ballgame. And being face-to-face close with these people in personal contact, you realize they’re just people like you.” Jim Denny, who had two children injured in the bombing, said he did not understand McVeigh’s Gulf War comparison: “We went over there to save a country and save innocent lives. When he compared that to what happened in Oklahoma City, I didn’t see the comparison. He came across as ‘the government uses force, so it’s OK for its citizens to use force.’ We don’t believe in using force.” McVeigh told Bradley that he “thought it was terrible that there were children in the building,” which provoked an angry reaction from Jannie Coverdale, who lost two grandchildren in the blast. “Timothy McVeigh is full of it,” she said. “He said it was terrible about the children. He had been to the Day Care Center. He had talked to the director of the Day Care Center. He knew those children were there.” McVeigh explained that the use of violence against the government could be justified by the fact that the government itself uses violence to carry out its aims. “If government is the teacher, violence would be an acceptable option,” he said. “What did we do to Sudan? What did we do to Afghanistan? Belgrade? What are we doing with the death penalty? It appears they use violence as an option all the time.” He said that the ubiquitous pictures of himself in an orange jumpsuit, leg irons, and handcuffs that made the rounds of the media two days after his arrest (see April 21, 1995) were “the beginning of a propaganda campaign.” Jurors, however, denied that pretrial publicity influenced their judgment. Juror John Candelaria told Bradley, “He’s the Oklahoma City bomber, and there is no doubt about it in my mind.” McVeigh refused to express any regrets or a wish that his life could have gone in a different direction, telling Bradley: “I think anybody in life says, ‘I wish I could have gone back and done this differently, done that differently.’ There are moments, but not one that stands out.” He admitted to forging something of a friendship with one of his former cellblock colleagues in the Colorado supermax prison he formerly occupied, Theodore “Ted” Kaczynski, the Unabomber. McVeigh said that while Kaczynski is “far left” while he is “far right” politically, “I found that, in a way that I didn’t realize, that we were much alike in that all we ever wanted or all we wanted out of life was the freedom to live our own lives however we chose to.” (Douglas O. Linder 2001; CBS News 5/11/2001; Douglas O. Linder 2006; CBS News 4/20/2009)

Six postal inspectors and two Army soldiers, all dressed in a variety of FBI-standard assault garb, reenact key scenarios from the 1993 FBI assault on the Branch Davidian compound near Waco, Texas (see April 19, 1993). The purpose is to recreate “flashes” observed in 1993 infrared videotapes made by FBI observers during the assault, and determine if they were indeed gunfire from FBI agents, as some have alleged (see November 15, 1999). The exercise is done at the behest of District Judge Walter Smith, who ordered it as part of the proceedings of a civil suit by surviving Davidians against the federal government (see April 1995); additionally, the scenario is part of the evidentiary gathering by federal special counsel John Danforth, investigating the role of the FBI in the burning of the Davidian compound (see September 7-8, 1999). FBI officials who view the infrared tapes say they bear out their long-held assertions that none of their agents fired their guns during the April 19 assault on the Davidian compound. Michael Caddell, the lead lawyer for the Davidians in the lawsuit, says he believes the simulations will prove that the FBI shot at the compound, which is what his own experts reviewing the videos have said. US Attorney Michael Bradford, one of the government’s lead lawyers in the case, disagrees. “What we’re trying to do here… is get this issue hopefully put to rest so that the American public will not continue to hear what we consider a baseless allegation without foundation that the FBI was out in the back of that compound shooting that day,” he says. “It didn’t happen.” (Yardley 3/20/2000; Duggan 3/20/2000)
Public Precluded from Seeing Videotapes - The exercise takes place at Fort Hood, Texas, under Danforth’s supervision. Initially, the infrared videos of the exercises were to be released to the public, but Smith seals the videos from public view. And, siding with Danforth against the Davidian lawyers, Smith denies motions by several news media organizations to witness the test. The New York Times writes, “The lack of public access has created the possibility that both sides in the case would offer conflicting opinions without any public review of the videos.” An independent analysis of the videos conducted by the private British company that conducts the simulations may be released to the public after they are turned over to the court some time in April. (New York Times 2/17/2000; Yardley 3/20/2000)
Simulations Carried Out to Determine Whether Videotaped 'Flashes' Might Be Gunfire - Danforth, Smith, and a group of about 20 observers watch the simulations, including representatives from the Department of Justice, the FBI, the Texas Rangers, and private lawyers representing the plaintiffs. In the simulations, the eight participants fire different weapons from prone and kneeling positions. They then slowly advance to a prescribed firing line, where they fire a series of single shots followed by short bursts and then long bursts of automatic gunfire. They repeat the exercise four times, as an FBI “Nightstalker” surveillance aircraft and a British Navy helicopter take turns filming from different angles. Additionally, an armored vehicle is driven beside a field littered with debris like twisted aluminum, broken glass, and pools of water, to see if light flashes from the debris could have caused similar flashes on the infrared video that could be mistaken for gunfire. Bradford has said that no matter how the videos are interpreted, they cannot be taken as proof that agents fired guns during the assault. “If there’s a flash in the testing, you can’t just conclude that means there was gunfire on April 19th,” Bradford said. “To me, that would mean the opposite. It would indicate it’s not a gun flash because you can’t see a person there. There’s more to be analyzed than just the flashes.” The private British firm, Vector Data Systems, was chosen in part because it owns FLIR, or “forward-looking infrared,” video cameras similar to those used by the FBI in 1993; the bureau has since abandoned those video cameras for more current technology. (New York Times 2/17/2000; Yardley 3/20/2000)
Davidian Lawyer: No Broad Conspiracy by FBI, Justice Department to Conceal Truth - Caddell disagrees with some Davidian supporters in discounting the broader conspiracy theories they advocate. “I know that may disappoint some people,” he says. “But this is not a big conspiracy, it’s a small conspiracy. There were a handful of people on April 19 who took matters into their own hands and disobeyed the orders of the attorney general and the FBI leadership. Those people have to be held accountable.” Of the Danforth investigators, Caddell says: “I think they’ll issue an honest report, a fair report. And I think it will be critical in many respects.” (England 2/18/2000; Duggan 3/20/2000)

In an interview, President Clinton says he “gave in” to the Justice Department’s arguments to go forward with the April 1993 FBI assault on the Branch Davidian compound near Waco, Texas. The resulting fiery conflagration took the lives of almost 80 Davidians and touched off a never-ending storm of controversy, accusations, and alternative theories (see April 19, 1993). The transcript of the interview will not be released until July 2000. When the transcript is released, Attorney General Janet Reno will say both she and Clinton required assurances about the operation’s necessity. “I think we both had to be convinced, if you will,” Reno will say. Reno signed off on the final orders for the assault (see April 17-18, 1993). Clinton says: “I gave in to the people in the Justice Department who were pleading to go in early, and I felt personally responsible for what had happened, and I still do. I made a terrible mistake.” Reno will say that she and Clinton discussed the imminent assault and the answers she had received from senior FBI officials. “My recollection was that we had a very difficult situation, that there were many issues,” she will say. “I went over those issues with him. He wanted to make sure my questions had been answered.” (Mittelstadt 7/28/2000) In November 2000, Reno will tell a group of schoolchildren in New York City, “[I]n a way, I’ll never know what the right thing to do was” in ending the standoff, but people have to “live with [their] judgments.… I’ve tried to do what is right.” Reno will make her statement in response to a direct question by a young girl. (Mangan 11/21/2000)

Mohammed al-Zawahiri, brother of al-Qaeda second-in-command Ayman al-Zawahiri, is arrested at Dubai airport in the United Arab Emirates (UAE). While much less known than his brother, Mohammed quietly served an important role as Ayman’s deputy in Islamic Jihad, and as the group’s military commander (see 1993). He apparently disagreed with the increasing unification between Islamic Jihad and al-Qaeda, and quit in 1998 over that issue. (Jacquard 2002, pp. 108) He is arrested in the UAE and then flown to Egypt as a part of the CIA’s rendition program (see Summer 1995). A senior former CIA officer will later confirm US involvement in the operation. (Grey 2007, pp. 246, 299) Mohammed had been sentenced to death in absentia in Egypt the year before. (Wright 9/9/2002) But his execution is not carried out, and he is said to reveal what he knows about Islamic Jihad. In 2007 it will be reported that his sentence is likely to be lessened in return for agreeing to renounce violence. (Jacquard 2002, pp. 108; Associated Press 4/20/2007) Note: there is a dispute about when he was arrested. Some sources indicate it was in the spring of 1999. (Grey 2007, pp. 246; Associated Press 4/20/2007) Others indicate it was a year later. (Jacquard 2002, pp. 108; Wright 9/9/2002)

[Source: Associated Press]On the fifth anniversary of the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), dedication ceremonies are held at the Oklahoma City National Memorial, built on the site of the bombed-out Murrah Federal Building. The memorial is on three acres of land, and contains a reflecting pool and 168 chairs—149 larger chairs representing the adults killed in the blast and 19 for the children who died in the bombing. (Douglas O. Linder 2001; Indianapolis Star 2003)

Judge Walter Smith, presiding over the $675 million civil suit brought by survivors and family members of the Davidian siege near Waco, Texas (see April 1995), announces that a court expert has determined that neither the FBI nor the Davidians fired weapons during the final day of the siege (see April 19, 1993). The expert’s preliminary study of infrared videotapes finds no firearm muzzle flashes from either federal agents or sect members (see March 20, 2000). (Fort Worth Star-Telegram 7/21/2000)

A Justice Department report into the handling of the Wen Ho Lee investigation attacks the “wall” procedures. The “wall” regulates the passage of some information from FBI intelligence investigations to criminal FBI agents and prosecutors, to ensure such information can legitimately be used in court (see Early 1980s). After the procedures were formalized (see July 19, 1995), they were criticized in a 1999 Justice Department report (see July 1999). The Wen Ho Lee report finds that additional requirements imposed by the Office of Intelligence Policy and Review (OIPR) at the Justice Department (see (Late 1995-1997)) that hamper consultations between agents on intelligence investigations and attorneys at the Justice Department’s Criminal Division are actually in contravention of the procedures specified in the original 1995 memo. The report states, “It is clear from interviews… that, in any investigation where [the Foreign Intelligence Surveillance Act (FISA)] is employed or even remotely hoped for (and FISA coverage is always hoped for), the Criminal Division is considered radioactive by both the FBI and the OIPR.” It also says that the FBI’s deputy director has told agents that contacting prosecutors without the OIPR’s permission is a “career stopper.” Another report, published in July 2001, finds that some improvements have been made in this area, but recommends further steps. [Source: Public domain]The parents of a US teenager killed in a West Bank attack sue Mohammad Salah, Mousa Abu Marzouk, the Holy Land Foundation, Quranic Literacy Institute, and Islamic Association for Palestine (IAP) for $600 million. Stanley and Joyce Boim claim these people and entities were a “a network of front organizations” in the US that funded the attack that killed their 17-year-old David Boim. Their son was gunned down in 1996 while waiting at a bus stop; the attack was blamed on Hamas. Suing suspected terrorists for damages is allowed under a 1992 law, but it had never been done before. The suit claims that the Hamas finance network paid for the vehicle, machine guns, and ammunition used to kill Boim. The case is based on the investigative work of FBI agent Robert Wright and his Vulgar Betrayal investigation. Salah’s house and bank accounts were seized as part of the investigation. (Schweid 5/14/2000; Associated Press 6/6/2002) The Holy Land Foundation is defended in the suit by Akin, Gump, Strauss, Hauer & Feld, a Washington law firm said to have influence with the Bush family. For instance, one firm partner is James Langdon, one of the future President Bush’s close Texas friends. (Mulvihill, Wells, and Meyers 12/11/2001) On December 9, 2004, it will be announced that the elder Boims have won the suit. All of the above-mentioned people and entities will be found guilty and ordered to pay the Boims a total of $156 million. There is little chance the Boims will ever see all of that large sum, especially since the organizations will be shut down and have their assets frozen in the years since the suit began. Joyce Boim will say, “I finally have justice for David. He’s up there, smiling down.” (Associated Press 12/9/2004)

Bush allegedly tells Osama Siblani, publisher of an Arab American newspaper, that if he becomes president he will remove Saddam Hussein from power. “He told me that he was going to take him out,” Siblani says in a radio interview on Democracy Now! almost five years later. Siblani will also recall that Bush “wanted to go to Iraq to search for weapons of mass destruction, and he considered the regime an imminent and gathering threat against the United States.” As Siblani will later note, as a presidential candidate Bush has no access to classified intelligence on Iraqi weapons programs. (Democracy Now! 3/11/2005)

[Source: US Defense Department] (click image to enlarge)The US Defense Department publishes its new long-term blueprint for the future, entitled “Joint Vision 2020.” As a Defense Department press release points out, “‘Full-spectrum dominance’ is the key term” in the plan. “Full-spectrum dominance means the ability of US forces, operating alone or with allies, to defeat any adversary and control any situation across the range of military operations.” (Garamone 6/2/2000) The term comes from US Space Command’s “Vision for 2020” in 1998, which spoke of “dominating the space dimension of military operations to protect US interests and investment.” Author Peter Dale Scott will later note this represents an important shift from a policy of containing or rolling back the Soviet Union to “full-spectrum dominance of the globe” in order to achieve “global economic integration on American terms, [including] the opening of foreign markets to US investment.” (Scott 2007, pp. 19-20) Scott will also note that the similarity between this blueprint and a report published by the Project for the New American Century (PNAC) think tank several months later “was not coincidental,” since it was built on a 1992 draft report written by some of the same people involved in the PNAC report, such as Paul Wolfowitz and I. Lewis Libby. The PNAC report calls itself a “blueprint” for the “creation of a ‘global Pax Americana’” (see September 2000). (Scott 2007, pp. 24)

A Pakistani businessman called Mohammed Atta (spelt with three ‘m’s) arrives in Prague aboard a Lufthansa flight from Saudi Arabia via Frankfurt. As he does not have a Czech visa, he is sent back, although he remains in the transit area at Prague Ruzyne airport for six hours. Unfortunately, he spends most of his time at the airport out of range of the security cameras. In the confusion immediately after 9/11, Czech counterintelligence will believe he may be the real lead hijacker Mohamed Atta (spelled with two ‘m’s)—he paid cash for his ticket and names are often spelled wrong—and that he had a meeting that could not wait, although this theory is eventually discounted. The real Mohamed Atta has a Czech visa, but it will not come into effect until the next day. Atta arrives in Prague on June 2 (see June 2-3, 2000). The Justice Department’s Office of Intelligence Policy and Review (OIPR), which helps obtain warrants under the Foreign Intelligence Surveillance Act (FISA), discovers errors in several al-Qaeda related FISA applications under a counterterrorist program called “Catcher’s Mitt.” The OIPR verbally notifies the FISA Court of the errors, which are mostly in affidavits submitted by supervisory special agents at field offices. Then, in September and October 2000, the OIPR submits two pleadings to the court regarding approximately 75-100 applications with errors starting in July 1997. Many of the errors concern misleading statements about the nature of collaboration between criminal and intelligence agents. Most of these applications stated that the FBI New York field office, where the I-49 squad focusing on al-Qaeda was based (see January 1996 and Late 1998-Early 2002), had separate teams of agents handling criminal and intelligence investigations. But in actual fact the I-49 agents intermingled with criminal agents working on intelligence cases and intelligence agents working on criminal cases. Therefore, contrary to what the FISA Court has been told, agents working on a criminal investigation have had unrestricted access to information from a parallel intelligence investigation—a violation of the so-called “wall,” the set of bureaucratic procedures designed to separate criminal and intelligence investigations (see July 19, 1995). (Hirsh and Isikoff 5/27/2002; Isikoff and Thomas 3/29/2004; US Department of Justice 11/2004, pp. 36-37 pdf file) The information about al-Qaeda in these cases is also shared with assistant US attorneys without FISA permission being sought or granted first. Other errors include the FBI director wrongly asserting that the target of a FISA application was not under criminal investigation, omissions of material facts about a prior relationship between the FBI and a target, and an interview of a target by an assistant US attorney. (Foreign Intelligence Surveillance Court 5/17/2002) This leads the FISA Court to impose new requirements regarding the “wall” (see October 2000). Similar problems will be found in FISA applications for surveillance of Hamas operatives (see March 2001).

9/11 hijacker Mohamed Atta arrives in the early morning in Prague, Czech Republic, by bus from Cologne, Germany. He plays on slot machines at the Happy Day Casino, then disappears. It will never be discovered where he sleeps in Prague. He takes the midday flight to New York the next day (see June 3, 2000). (Kenety 9/3/2004) After 9/11, this trip will fuel the controversy over whether Atta meets an Iraqi agent in Prague in 2001 (see April 8, 2001 and September 18, 2001-April 2007). It is not entirely clear why Atta chooses to fly to the US from the Czech Republic, although 9/11 mastermind Khalid Shaikh Mohammed will be reported to have lived in Prague in the late 1990s (see Mid-1996-September 11, 2001).

The Supreme Court unanimously overturns the lengthy prison sentences given to five Branch Davidians for using machine guns during a February 1993 shootout with federal agents (see 5:00 A.M. - 9:30 A.M. February 28, 1993 and January-February 1994). Writing for the Court, Justice Stephen Breyer says a Texas federal judge should not have used a federal firearm law to increase the convicted Davidians’ sentences, but instead let the jury make that decision. The ruling sends the case back to the judge for a new sentencing. (Reuters 6/5/2000) A judge will reduce the 40-year sentences to 15 years. (Associated Press 4/19/2006)

Testimony begins in the civil suit filed by the survivors of the Branch Davidian conflagration outside Waco, Texas (see April 19, 1993), and the family members of those killed in the fire. The plaintiffs claim the government is responsible for the wrongful death of some 80 Davidians (see April 1995). The lead attorney for the plaintiffs, Michael Caddell, shows pictures of 15 children who died in the fire, and tells the jury that each of the children “never owned a gun. Never broke the law. Never hurt anyone.” For his part, US Attorney Michael Bradford, heading the government defense team, calls the Mt. Carmel compound of the Davidians an “armed encampment,” and says the Davidians ambushed agents of the Bureau of Alcohol, Tobacco and Firearms (BATF, sometimes abbreviated ATF) when those agents presented search and arrest warrants to the residents (see 5:00 A.M. - 9:30 A.M. February 28, 1993 and March 1, 1993). Bradford tells the jury that Davidian leader David Koresh is responsible for the fire, not the FBI agents who assaulted the compound with tear gas and assault vehicles (see Late September - October 1993, August 2, 1996, and July 21, 2000). “The responsibility for those tragic events should not be placed upon the shoulders of the brave men and women of the ATF and the FBI,” Bradford says. “The responsibility for what happened at Mount Carmel is on David Koresh and the Branch Davidians. They caused this dangerous situation to occur, and they brought it to a tragic end.” The first to testify are three survivors of the conflagration, marking the first time any survivors have testified in the five-year legal proceedings. The survivors say that government reports of the Davidians being “armed to the teeth” are wrong, and depict the community as a happy, peaceful group. “There were people from all over the world: different personalities, different families, different interests, different likes and dislikes. We were all there for one purpose, and that was the Bible studies,” says Rita Riddle, who lost her brother Jimmy Riddle in the final fire. “David [Koresh] was my teacher.” Jaunessa Wendel, one of the children who left the compound before the fire, says: “It was our home. It was like an apartment building, a community center.” She testifies about bullets smashing through a window during the initial BATF raid, coming perilously close to striking her three younger siblings. “There was glass in my brother’s crib,” she recalls. Wendel’s mother, Jaydean Wendel, died in the shootout. Her father, Mark Wendel, died in the final fire. The three say they never learned to use guns from Koresh and other Davidians, disputing government testimony to the contrary, but admit that Koresh took other men’s wives as his own and fathered many of the community’s children (see February 27 - March 3, 1993). The government lawyers note that Wendel and another adult survivor previously told authorities that, contrary to their testimony today, they saw Riddle carrying or shooting a gun during the BATF raid, a contention that Riddle denies. Wendel says she lied during that testimony for fear that her family “might be split up” by the authorities if she did not tell them what she believed they wanted to hear. Government lawyers repeat earlier testimony from Wendel saying that she saw her mother fire on BATF agents. “You just made all that up?” Bradford asks. (Hancock 6/6/2000)

When 9/11 hijacker Khalid Almihdhar leaves the US in June (see June 10, 2000), he flies to Frankfurt, Germany, and then to Oman in the Middle East. (US Congress 7/24/2003, pp. 135 pdf file) From there he returns to his family’s home in Sana’a, Yemen. (9/11 Commission 7/24/2004, pp. 237) His wife and children live at an al-Qaeda communications hub that is run by his father in law, Ahmed al-Hada. The hub is being monitored by the NSA and CIA. Phone calls to and from the hub, including ones made by Almihdhar and other hijackers, are intercepted, rooms in the building are bugged, and spy satellites record visitors (see Late August 1998, Late 1998-Early 2002, and Early 2000-Summer 2001). Based on information gained from monitoring this house, the CIA and local intelligence services mounted a major operation against Almihdhar, other hijackers, and several more al-Qaeda operatives in December 1999 and January 2000, when they were followed around the Middle East and South Asia and monitored during an al-Qaeda summit in Malaysia (see December 29, 1999, January 2-5, 2000, and January 5-8, 2000). So presumably US intelligence should have been aware of this visit to the hub and who Almihdhar was, but what exactly was known and who may have known it has not been made public. He will return to the hub in February 2001 and stay an unknown length of time (see February 2001).

Media investigations show that the February 1993 raid on the Branch Davidian compound near Waco, Texas, that resulted in the deaths of four BATF (Bureau of Alcohol, Tobacco and Firearms) agents and six Davidians (see 5:00 A.M. - 9:30 A.M. February 28, 1993) lost the element of surprise when a local sheriff’s department official tipped off the Davidians. The BATF has blamed television cameraman Jim Peeler of Waco’s KWTX-TV for alerting a local mailman, David Jones, to the upcoming raid. Jones, a relative of Davidian leader David Koresh, alerted Koresh to the imminent raid. However, Peeler was told of the raid by Cal Luedke, a longtime member of the McLennan County Sheriff’s Office. Luedke was part of the BATF’s raid preparation and support team. Luedke denies the allegation, but a KWTX cameraman who filmed part of the raid, Dan Mulloney, says station officials learned of Luedke’s role from local reporter Tommy Witherspoon, who learned of the incident from Luedke himself. “Tommy told me it was Cal. No doubt about it,” Mulloney says. “I knew if Tommy said something was true, it was. I could trust him 100 percent. And he told me that Cal had told him the raid had been moved up to Sunday.” Witherspoon denies telling Mulloney the identity of his source, and says Mulloney learned of Luedke’s involvement from another source, whom Mulloney identifies as his girlfriend, who worked for the Waco ambulance company that was on alert the morning of the raid. State and federal authorities, including the BATF and the Texas Rangers, have confirmed Luedke’s involvement in alerting the Davidians, and say that Luedke has admitted to tipping off the Davidians to the raid. However, when asked by reporters in March about the story, he denied any involvement. He has also denied his involvement in a deposition given on behalf of a lawsuit filed by a group of current and former BATF agents against KWTX, a local newspaper, and the ambulance company, which charged that the three were responsible for tipping off the Davidians. The case was settled out of court. Peeler and Mulloney say their reputations have been irreparably damaged by years of accusations that they were partly responsible for the 10 deaths at the Davidian compound. (Bryce, Ellis, and Moore 6/23/2000)

A CIA informant reveals that a militant group based in Sidon, Lebanon that is affiliated with bin Laden is planning to attack a US naval ship somewhere in the Eastern Mediterranean, probably off the coast of Lebanon. (Miniter 2003, pp. 215) This is a probable reference to Asbat al-Ansar, the only group that fits such a profile. (US Department of State 5/21/2002) The CIA and Defense Department discount the threat, pointing out the US is not deploying ships near Lebanon. However, counterterrorism “tsar” Richard Clarke will later say he was alarmed by the warning because it showed increased ambitions for al-Qaeda in going after hardened military targets. (Miniter 2003, pp. 215) Al-Qaeda will successfully bomb the USS Cole several months later in Yemen (see October 12, 2000).

An advisory jury of five panelists in Waco, Texas, rules that law enforcement agents did not start the gun battle that began the Waco standoff between law enforcement officials and the Branch Davidians (see April 19, 1993), and decides that the federal government owes nothing to the Davidians who survived the conflagration. The panel takes just over an hour to decide that the government has no liability in the BATF raid (see 5:00 A.M. - 9:30 A.M. February 28, 1993), standoff, FBI assault, and culminating fire. The presiding judge, Walter Smith, will issue a final verdict next month after an expert testifies as to the possibility that the FBI fired into the compound during the siege, actions the FBI and Justice Department have long denied (see June 12, 2000). The civil suit had asked for $675 million in damages for the government’s allegedly causing the “wrongful deaths” of the Davidians. Waco music shop owner Bill Buzze says he and his fellow residents are ready for the publicity and the notoriety surrounding the Davidians to come to an end. “We really want it all to just go away,” he says. “It’s gone on too long, cost too much money, and hurt too many people.” Buzze’s employee Inez Bederka is not sure that people will forget so quickly. “I think it will always be on Waco, the stigma,” she says. “People are still putting Waco down real hard these days. The outside world just won’t treat you fair after a thing like that.… [I]t’s a shame that something bad like that had to happen before people heard about Waco.” Buzze says that many people have an unwarranted fascination and even fear of Waco and the surrounding area. “The Chamber of Commerce has a tough job now,” Buzze says. “They have to reassure people that we’re not going to shoot them if they come down to visit.” Chamber of Commerce president Jack Stewart is quick to point out that the Branch Davidians did not live in Waco proper, but in Elk, a small township on the outskirts of Waco. (Milloy 7/18/2000; Southern Poverty Law Center 6/2001)

According to a post-9/11 confession obtained from 9/11 mastermind Khalid Shaikh Mohammed (KSM), al-Qaeda operative Khallad bin Attash persuades hijacker Khalid Almihdhar to return to Afghanistan to meet with KSM. At the meeting, Almihdhar complains about life in the US but says he is confident he will be able to obtain another visa, as he left the US before his first one expired. He also tells Mohammed about the problems he and Nawaf Alhazmi have had enrolling in language schools and says they believe they were monitored when they flew from Bangkok to the US in January 2000 (see January 15, 2000) (it is not clear who may have monitored them). Supposedly, KSM is angry that Almihdhar left the US without permission and wishes to exclude Almihdhar from the mission, but bin Laden himself intervenes and keeps Almihdhar involved. (9/11 Commission 7/24/2004, pp. 237, 269; US District Court for the Eastern District of Virginia 7/31/2006, pp. 20-21 pdf file) Doubts have been raised about the reliability of KSM’s confession, as it was obtained using torture (see June 16, 2004). According to author Ron Suskind, at one point interrogators even threaten to hurt KSM’s children, a seven-year-old boy and a nine-year-old girl, unless he provides more information. (Suskind 2006, pp. 230)

An investigative commission headed by former Senator John C. Danforth (R-MO) finds no wrongdoing on the parts of the FBI, the Bureau of Alcohol, Tobacco and Firearms (BATF), or the Justice Department in their actions during the Waco standoff between law enforcement officials and the Branch Davidians (see 5:00 A.M. - 9:30 A.M. February 28, 1993 and April 19, 1993). Attorney General Janet Reno appointed the commission after documents surfaced in 1999 that indicated an FBI agent fired pyrotechnic gas canisters near the Branch Davidian compound during the raid, possibily contributing to the fire that destroyed the compound and killed many sect members (see August 25, 1999 and After). Danforth’s investigation also finds that, despite the documents, no government agency or individual contributed to any alleged cover-up, and emphatically clears Reno of any responsibility for the calamity. Danforth does find that a single FBI agent fired three flammable gas canisters into a concrete pit some 75 feet from the compound itself, as previously acknowledged. His report concludes that the FBI most likely mishandled that information, though the possibility exists of some sort of deliberate cover-up or falsification of evidence. Danforth’s report also notes that he had encountered “substantial resistance” to his probe from Justice Department officials, in some cases resulting in a “tug of war” over requested evidence that required intervention by Reno’s top deputy. (PBS Frontline 10/1995; Mittelstadt 7/28/2000) Asked whether she feels vindicated by the report, Reno says: “One doesn’t think in terms of exoneration when you look at something like that. That was a terrible tragedy. And what I have always said was we have got to look to the future to see what we can do, what we can learn about human behavior to avoid tragedies like that.” The final report sums up 10 months of investigation, interviews, and evidence assessment; the investigation cost $12 million. (Mittelstadt 7/28/2000)

9/11 hijacker associate Ramzi bin al-Shibh spends four weeks in Yemen. The exact timing of his visit is unknown, except that he arrives in August 2000 and leaves in September. (Abuza 12/24/2002; US Department of Defense 12/8/2006)
Planning Cole Bombing? - While in Yemen, it seems probable bin al-Shibh is involved in preparations for the USS Cole bombing. There are reports that he takes part in the bombing, and he flies back to Yemen to be there in time for the bombing in early October (see October 10-21, 2000).
Does He Visit Monitored Yemen Hub? - While there, it is also possible that he visits the highly monitored al-Qaeda Yemen communications hub, which is in Sana’a. It will not be confirmed or denied that he visits the hub at this time. However, bin al-Shibh is Yemeni, and he is a cousin of future 9/11 hijacker Khalid Almihdhar’s wife, and she lives at the house where the hub is located. (Finn 6/12/2002; Finn 9/11/2002) (Note that he also has other family in Sana’a, as this is where he grew up, so it seems probable he would spend at least some of his visit in Sana’a.) (McDermott 2005, pp. 41) Furthermore, at some point before the Cole bombing, bin al-Shibh meets with al-Qaeda operatives Abd al-Rahim al-Nashiri and Ahmed al-Hada in Yemen. It is not known where the meeting takes place, but al-Hada runs the Yemen hub (and he is also related to bin al-Shibh) (see Before October 12, 2000). Also, al-Qaeda operatives use the hub to “put everything together” for the Cole bombing, and bin al-Shibh is probably involved in preparations for the bombing at this time. The bombers also call the hub as part of their preparations (see Mid-August 1998-October 2000).
Could Bin Al-Shibh Be Tracked? - If bin al-Shibh does visit (or even just call) the Yemen hub at this time, and/or during his later visit right at the time of the Cole bombing, he would be monitored by US intelligence. The US not only listens in on the hub’s phone, but it monitors the house through bugs planted inside and through spy satellites to monitor people leaving and entering it (see Early 2000-Summer 2001). Although it is uncertain, US intelligence may already be aware of bin al-Shibh through his attendance at an al-Qaeda summit in Malaysia in early 2000 (see January 5-8, 2000).

According to PBS, an Egyptian informant warns US intelligence that al-Qaeda will attack an American warship. (PBS 10/3/2002) The FBI also notices increased telephone activity by al-Qaeda in Yemen around the same time (see August-Early October 2000). The USS Cole is attacked in the autumn of this year (see October 12, 2000).

Plans to Overthrow Iraqi Government - The report calls itself a “blueprint for maintaining global US preeminence, precluding the rise of a great power rival, and shaping the international security order in line with American principles and interests.” The plan shows that the Bush team intends to take military control of Persian Gulf oil whether or not Saddam Hussein was in power and should retain control of the region even if there is no threat. It says: “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.” The report calls for the control of space through a new “US Space Forces,” the political control of the internet, the subversion of any growth in political power of even close allies, and advocates “regime change” in China, North Korea, Libya, Syria, Iran and other countries. It also mentions that “advanced forms of biological warfare that can ‘target’ specific genotypes may transform biological warfare from the realm of terror to a politically useful tool” (see February 7, 2003). Bush Will Claim a 'Humble' Foreign Policy Stance - One month later during a presidential debate with Al Gore, Bush will assert that he wants a “humble” foreign policy in the Middle East and says he is against toppling Saddam Hussein in Iraq because it smacks of “nation building” (see October 11, 2000). Around the same time, Cheney will similarly defend Bush’s position of maintaining President Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” (Masters 1/12/2002) Author Craig Unger will later comment, “Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” (Unger 3/15/2004) A British member of Parliament will later say of the PNAC report, “This is a blueprint for US world domination—a new world order of their making. These are the thought processes of fantasist Americans who want to control the world.” (Mackay 9/7/2002) Both PNAC and its strategy plan for Bush are almost virtually ignored by the media until a few weeks before the start of the Iraq war (see February-March 20, 2003).

A videotape message featuring bin Laden calling for more attacks on the US is aired on Al Jazeera. The video ends with al-Qaeda leader Ayman al-Zawahiri saying, “Enough of words, it is time to take action against this iniquitous and faithless force [the United States], which has spread troops through Egypt, Yemen and Saudi Arabia.” (CNN 10/20/2000; Gertz 8/26/2002) Further, bin Laden is wearing a distinctive, curved Yemeni dagger. Lawrence Wright will later mention in the book The Looming Tower that this was a “teasing clue” similar to other clues he had left before other attacks. (Wright 2006, pp. 318) DIA analyst Kie Fallis later recalls, “Every time he put out one of these videotapes, it was a signal that action was coming.” He claims that after hearing of the video, he “knew then it would be within a month or two.” But nonetheless, his suggestion to put out a general attack warning will go unheeded (see May 2000-Late September 2000). An al-Qaeda attack on the USS Cole follows less than a month later (see October 12, 2000). (Gertz 8/26/2002)

Lieutenant Colonel Anthony Shaffer will later claim that Captain Scott Phillpott, leader of the Able Danger program, briefs General Peter Schoomaker, head of Special Operations Command (SOCOM), that Able Danger has uncovered information of increased al-Qaeda “activity” in Aden harbor, Yemen. Shaffer, plus two other officials familiar with Able Danger later tell the New York Post that this warning was gleaned through a search of bin Laden’s business ties. Shaffer later recalls, “Yemen was elevated by Able Danger to be one of the top three hot spots for al-Qaeda in the entire world.” This warning, plus another possibly connected warning from Defense Intelligence Agency (DIA) analyst Kie Fallis (see May 2000-Late September 2000), go unheeded and no official warning is issued. The USS Cole is attacked by al-Qaeda terrorists in Aden harbor in October 2000 (see October 12, 2000). Shaffer later claims that Phillpott tells the 9/11 Commission about this warning in 2004 to show that Able Danger could have had a significant impact, but the Commission’s findings fail to mention the warning, or in fact anything else about Able Danger (see July 12, 2004). (Lathem 9/17/2005; Shaffer 9/20/2005) Representative Curt Weldon (R-PA) will similarly tell Fox News: “[T]wo weeks before the attack on the Cole, in fact, two days before the attack on the Cole, [Able Danger] saw an increase of activity that led them to say to the senior leadership in the Pentagon at that time, in the Clinton administration, there’s something going to happen in Yemen and we better be on high alert, but it was discounted. That story has yet to be told to the American people.” (Fox News 10/8/2005)

The book <i>Study of Revenge.</i>The book Study of Revenge. [Source: Public domain]Laurie Mylroie, a researcher who held faculty positions at Harvard and the US Naval War College, publishes the book Study of Revenge: Saddam Hussein’s Unfinished War Against America. She argues that the Iraqi government was behind the 1993 WTC bombing. The book is published by the American Enterprise Institute (AEI), a prominent neoconservative think tank, and her book has strong support from many important neoconservatives.
Lauded by Neoconservatives - Richard Perle calls the book “splendid and wholly convincing,” while Paul Wolfowitz calls it a “provocative and disturbing book.” Former CIA Director James Woolsey says, “Anyone who wishes to continue to deal with Saddam [Hussein] by ignoring his role in international terrorism…and by giving only office furniture to the Iraqi resistance now has the staggering task of trying to refute this superb work.” In her acknowledgements, she thanks John Bolton, I. Lewis Libby, and Wolfowitz for their support and help in writing the book. All of them will go on to take prominent positions in the Bush administration.
Mylroie's Theories Discredited - But war correspondent and terrorism expert Peter Bergen will later comment, “Mylroie became enamored of her theory that Saddam was the mastermind of a vast anti-US terrorist conspiracy in the face of virtually all evidence and expert opinion to the contrary. In what amounts to the discovery of a unified field theory of terrorism, Mylroie believes that Saddam was not only behind the ‘93 Trade Center attack, but also every anti-American terrorist incident of the past decade…” Bergen will continue, “[B]y the mid-‘90s, the Joint Terrorism Task Force in New York, the FBI, the US Attorney’s office in the Southern District of New York, the CIA, the NSC, and the State Department had all found no evidence implicating the Iraqi government in the first Trade Center attack.” Bergen will comment that normally a book like this would not have mattered, except that the neoconservatives “believed her theories, bringing her on as a consultant at the Pentagon, and they seem to continue to entertain her eccentric belief that Saddam is the fount of the entire shadow war against America.” (Bergen 12/2003; Unger 2007, pp. 216)
No Credible Evidence of Iraqi Involvement in WTC Bombing - The book will be used as a lodestar of neoconservative thought when terrorists launch the 9/11 attacks, when neoconservatives inside and outside the Bush administration will pin the blame for the attacks on Iraq (see September 13, 2001). (Unger 2007, pp. 216) In 2004, the 9/11 Commission will conclude, “We have found no credible evidence to support theories of Iraqi government involvement in the 1993 WTC bombing.” (9/11 Commission 7/24/2004, pp. 559)

Before the bombing of the USS Cole in Aden, Yemen, Ramzi bin al-Shibh makes two trips to Yemen’s capital, Sana’a, and will later be said to play a role in the attack. Although bin al-Shibh is never named as a certain participant in the operation, he flies from Frankfurt, Germany, to Dubai, United Arab Emirates (UAE), on October 10, 2000. The next day, he flies from Dubai to Sana’a, putting him there one day before the bombing (see October 12, 2000). He flies from Sana’a to Dubai on October 21, and where he goes from there is not certain. (Lichtblau and Williams 10/24/2001; Khan 8/11/2002 pdf file; Abuza 12/24/2002; McDermott 2005, pp. 209) Bin al-Shibh was also in Yemen for about four weeks up until a month before the bombing (see August-September 2000). Note also that the CIA is working with the Dubai airport to track all suspected militants passing through it, although it is not known if bin al-Shibh is suspected at this time (see 1999). He apparently attended an al-Qaeda summit with the other commanders of the ship-bombing operation in 2000 (see January 5-8, 2000) and some media reports indicate an application for a US visa he makes after the attack is rejected due to concerns about his involvement in the bombing. For example, the Los Angeles Times, based on conversations with law enforcement officials, will report that bin al-Shibh is “linked to the terrorist attack in Yemen on the US Navy destroyer Cole.” (Lichtblau and Williams 10/21/2001) Newsweek, the BBC, and Al Jazeera journalist Yosri Fouda will also report similar statements by law enforcement officials (see May 17, 2000-May 2001). (Thomas 11/26/2001; BBC 9/14/2002; TBS Journal 10/2002) One of the 9/11 hijackers, Khalid Almihdhar, may also be involved in the bombing (see Around October 12, 2000).

Republican presidential candidate George W. Bush describes a Middle East foreign policy he would implement that is very different from the policy described in the papers that his advisers have drawn up. On this day, Bush takes part in the second presidential debate with Democratic candidate Al Gore. The topic is foreign policy. Questioned when it would be appropriate to use American military force, especially with regard to the Middle East, Bush responds, “Our nation stands alone right now in the world in terms of power. And that’s why we’ve got to be humble and yet project strength in a way that promotes freedom… If we’re an arrogant nation, they’ll view us that way, but if we’re a humble nation, they’ll respect us.” Bush dismisses toppling Saddam Hussein in Iraq because it smacks of what he calls “nation-building.” He criticizes the Clinton administration for not maintaining the multilateral anti-Iraq coalition Bush Sr. had built in the Gulf War. Author Craig Unger will later comment, “To the tens of millions of voters who had their eyes trained on their televisions, Bush had put forth a moderate foreign policy with regard to the Middle East that was not substantively different from the policy proposed by Al Gore, or, for that matter, from Bill Clinton’s. Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” (Unger 3/15/2004) Just one month before, the Project for a New American Century released a position paper that went completely unnoticed by the media at the time (see September 2000). Many future Bush administration officials, including Vice President Cheney, Defense Secretary Rumsfeld, and Deputy Defense Secretary Paul Wolfowitz are involved with the paper. It articulates a bold new policy to establish a more forceful US military presence in the Middle East. Regarding Iraq, it states, “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.” (Unger 3/15/2004) From Bush’s first cabinet meeting in January 2001, the focus will be on getting rid of Hussein. Secretary of Treasury Paul O’Neill will later recall, “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed” (see January 30, 2001). Cheney similarly misstates his true foreign policy intentions. In an NBC interview during the 2000 presidential campaign, Cheney defends Bush’s position of maintaining Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” (Masters 1/12/2002)

[Source: Department of Defense]The USS Cole is bombed in the Aden, Yemen harbor by two al-Qaeda militants, Hassan al-Khamri and Ibrahim al-Thawar (a.k.a. Nibras). Seventeen US soldiers are killed and 30 are wounded. The CIA will later conclude that with just slightly more skilled execution, the attack would have killed 300 and sunk the ship. (ABC News 10/13/2000; Coll 2004, pp. 532; 9/11 Commission 7/24/2004, pp. 191) The Islamic Army of Aden (IAA) immediately takes credit for the attack. This is a Yemen-based Muslim militant group widely believed to have close ties to al-Qaeda (see 1996-1997 and After). (Whitaker 10/14/2000) The IAA statement is released by its spokesman, Abu Hamza al-Masri (see Early 1997, (June 1998), and December 28, 1998 and After). Abu Hamza says that the attack was timed to mark the anniversary of the execution of the IAA’s former commander (see October 17, 1999). (O'Neill and McGrory 2006, pp. 184) The prime minister of Yemen at the time of the bombing will say shortly after 9/11, “The Islamic Army was part of al-Qaeda.” (Whitaker 10/13/2001) The US soon learns the names of some al-Qaeda operatives involved in the attack, including Khalid Shaikh Mohammed, Tawfiq bin Attash and Fahad al-Quso (see Early December 2000), and Abd al-Rahim al-Nashiri (see November-December 2000). 9/11 hijackers Ramzi bin al-Shibh (see October 10-21, 2000) and Khalid Almihdhar (see Around October 12, 2000) may also have been involved. This is a repeat of a previously attempted attack, against the USS The Sullivans, which failed and was apparently undetected (see January 3, 2000). (McDermott, Meyer, and McDonnell 12/22/2002) The 9/11 Commission will later say the Cole bombing “was a full-fledged al-Qaeda operation, supervised directly by bin Laden. He chose the target and location of the attack, selected the suicide operatives, and provided the money needed to purchase explosives and equipment.” (9/11 Commission 7/24/2004, pp. 190)

Hours after the USS Cole bombing in Yemen (see October 12, 2000), President Clinton says regarding the bombing: “If, as it now appears, this was an act of terrorism, it was a despicable and cowardly act. We will find out who was responsible and hold them accountable.” (ABC News 10/12/2000) But the US will not quickly retaliate against al-Qaeda, as it did with missile strikes after the 1998 US embassy bombings in East Africa (see August 20, 1998), despite convincing evidence that al-Qaeda was behind the Cole bombing (see Shortly After October 12, 2000, November 2000 or After, and November 7, 2000).

Author Lawrence Wright will later write about the FBI’s investigation of the USS Cole bombing in Yemen (see October 12, 2000): “The FBI was convinced that the [Cole] bombers had been tipped off about the arrival of the Cole, and they wanted to expand the investigation to include a member of the president’s own family and a colonel in [the Yemeni equivalent of the FBI]. There was scant interest on the part of the Yemen authorities in pursuing such leads.” Wright will also point out: “Yemen was a particularly difficult place to start a terrorist investigation, as it was filled with active al-Qaeda cells and with sympathizers at very high levels of government. On television, Yemeni politicians called for jihad against America. Just getting permission from the Yemeni government to go to the crime scene—the wounded warship in the Aden harbor—required lengthy negotiations with hostile officials.” Cooperation from the Yemen government is erratic at best. For instance, the Yemenis eventually show the FBI a videotape taken by a harborside security camera, but it appears the moment of the explosion has been edited out. (Wright 2006, pp. 325; Wright 7/10/2006 pdf file) Later, when the FBI is finally allowed to interview Fahad al-Quso, who the FBI believes is one of the main Cole plotters, a Yemeni colonel enters the room and kisses Quso on both cheeks. This is a recognized signal to everyone that al-Quso is protected. (Wright 2006, pp. 330) Between Yemeni obstructions, infighting between US officials (see October 14-Late November, 2000), and security concerns hindering movement, there will never be the same kind of investigation and trial as there was with the 1998 embassy bombings (see 10:35-10:39 a.m., August 7, 1998 and February-July 2001).

Pat Patterson.Pat Patterson. [Source: Publicity photo]Los Angeles FBI agent Pat Patterson is sent to Yemen to assist in the investigation of the USS Cole bombing (see October 14-Late November, 2000). While there, he spends several evenings with John O’Neill, the special agent in charge of the FBI’s national security division in New York, who is leading the investigation. O’Neill is the FBI’s top expert on al-Qaeda and Osama bin Laden. The two men speculate about what bin Laden’s next target might be, and end up considering the World Trade Center. Patterson will later recall: “I thought it was unlikely they would hit a target a second time, but John was convinced of it. He said, ‘No, they definitely want to bring that building down.’ He just had that sense and was insistent about it.” (Kolker 12/17/2001; Weiss 2003, pp. 291-292 and 321) After leaving the FBI, O’Neill will actually start work as director of security for the World Trade Center shortly before 9/11 (see August 23, 2001).

Fahad al-Quso, a Yemeni and known associate of Osama bin Laden, turns himself in to the Yemeni government after some of his relatives are questioned in the wake of the USS Cole bombing (see October 12, 2000). (Wright 7/10/2006 pdf file) He admits that he and one of the two Cole suicide bombers went to Bangkok, Thailand, and gave several thousand dollars to a man known as Khallad, who is identified as one of the masterminds of the Cole bombing. He says the money is to buy a new artificial leg for the one-legged Khallad. The transcript of the interrogation is given to the FBI a month later. FBI agent Ali Soufan sees the transcript and remembers a source he recruited in Afghanistan who spoke of a one-legged man named Khallad who is close to bin Laden. Khallad is his nickname; his real name is Tawfiq bin Attash. A mug shot of bin Attash is sent to this source, who makes a positive identification. Soufan wonders why money was being sent away from the Cole plotters and away from Yemen prior to a major planned attack and speculates that it may mean another al-Qaeda operation is being planned elsewhere. Soufan asks the CIA for information about Khallad and this other attack, which turns out to be 9/11, but the CIA withholds the information (see Late November 2000). Al-Quso will later reveal more to the FBI, leading to more missed opportunities (see Early December 2000). (Wright 2006, pp. 328-329)

In an op-ed piece published by the Washington Times, David Wurmser of the American Enterprise Institute calls on the US and Israel to “broaden” the conflict in the Middle East. The US, he says, needs “to strike fatally, not merely disarm, the centers of radicalism in the region—the regimes of Damascus, Baghdad, Tripoli, Tehran, and Gaza” —in order to “reestablish the recognition that fighting with either the United States or Israel is suicidal.” This is necessary, according to Wurmser, because the policies of the US and Israel during the last decade have strengthened Arab radicalism in the Middle East. Wurmser complains that the two countries have mistakenly identified the Israeli-Palestinian conflict and their own behavior as the primary causes of anti-Israeli and anti-American violence instead of focusing on what he claims are the real sources of resentment among Arab leaders—Israeli and American values. “Few anti-American outbursts or Arab-Israeli confrontations initially have much to do with Israel’s or America’s behavior; they have more to do with what these two countries are: free societies,” Wurmser writes. “These upheavals originate in the conditions of Arab politics, specifically in the requirements of tyrannies to seek external conflict to sustain internal repression.… A regime built on opposition to freedom will view free nations, such as the United States and Israel, as mortal threats.” The US and Israeli failure to grasp this reality, along with the Clinton administration’s reluctance to remove Saddam from power, according to Wurmser, has only empowered Arab radicalism. The answer, he argues, is to forcefully reassert US and Israeli power. (Wurmser 11/1/2000)

Former federal prosecutor William “Bill” Johnston is indicted for obstructing the investigation of special counsel John Danforth, who led a government probe into the Branch Davidian debacle near Waco, Texas (see April 19, 1993, September 7-8, 1999, and July 21, 2000). Johnston, a former US attorney in Waco, is accused of concealing information about the FBI’s use of pyrotechnic CS gas rounds during the final assault on the Davidian compound (see August 25, 1999 and After). Danforth, a former Republican senator, says he preferred to release the investigation report without prosecuting anyone, but says the charges against Johnston are too severe to ignore. “I couldn’t just shrug it off,” Danforth says. Johnston is accused of hiding his notes about the use of incendiary tear gas rounds from the Justice Department and Congress. He is also accused of later lying about the notes to Danforth’s investigators and to the grand jury. Johnston has admitted to hiding his notes, but also helped bring the information about the incendiary gas rounds to the public. “My actions were foolish, regrettable, and wrong, but they were not criminal,” Johnston says. “I can’t confess to concealing the pyrotechnics when I was the government employee most responsible for disclosing them. And I can’t take full blame when there is so much blame to be spread around.” Danforth’s report found no evidence of a widespread government conspiracy to cover up the use of the pyrotechnic gas rounds, but asserted that members of the Justice Department’s prosecution team had failed to give information about the rounds to Davidian defense lawyers during a criminal trial in 1994 (see January-February 1994). The report also criticized two FBI evidence technicians, Richard Crum and James Cadigan, who checked the crime scene for failing to keep notes and giving evasive statements on their findings. Johnston says he hid his notes to protect himself from “enemies” in the Justice Department. “Certain people leaked a memo to the news media making it appear—falsely—that I attended a 1993 meeting at which the term ‘pyrotechnic’ was used,” Johnston says. “In any event, when I uncovered the notes, only days after the memo was leaked, I panicked, because I had just been ordered to place all my trial material in the hands of the people behind the smear campaign. I should have turned those notes over anyway and suffered the consequences, but I didn’t.” Danforth says that two other prosecutors on the trial, Ray Jahns and LeRoy Jahns, knew about the pyrotechnic gas rounds but did not disclose their knowledge. However, Danforth says there is not enough “tangible” evidence against the two to file charges. “There is a difference between what I believe and conclude and what I can prove beyond a reasonable doubt,” he says. (Ganey 11/9/2000) Johnston will accept a plea-bargain deal that gives him two years’ probation and 200 hours of community service in return for an admission of guilt. He will tell the court: “Whatever my reason [for withholding his notes], it was wrong. It will never be right to withhold something in fear or panic or whatever reason.” (Stange 6/7/2001) In August 1999, Johnston wrote to Attorney General Janet Reno that he believes unnamed Justice Department officials were concealing evidence from her (see August 30, 1999).

[Source: Rewards for Justice]Based on information from interviews of suspects detained during the USS Cole bombings (see Late October-Late November 2000), the FBI finds that one of the lead bombers was Khallad bin Attash, an operative also involved in the 1998 East African embassy bombings (see 10:35-10:39 a.m., August 7, 1998). The detained men, Jamal al-Badawi and Fahad al-Quso, say that they recently traveled to Afghanistan and met bin Attash there. Al-Badawi also says bin Attash helped purchase a boat used in the Cole bombing. The head of the FBI’s investigation, Ali Soufan, is startled by this news, as an informer has already provided information on bin Attash, describing him as one of bin Laden’s top lieutenants. Although the FBI wants to interview the two detained men to obtain more information, the Yemeni authorities refuse at this point, saying they have both sworn on the Koran they were not involved in the attack, so they must be innocent. Limited access to al-Quso will be granted to the FBI later, but the Yemeni authorities will indicate to him that he is still under their protection (see Early December 2000). The US puts out an international arrest warrant for Khalid Shaikh Mohammed (KSM). The warrant seeks KSM in connection with the 1995 Bojinka plot (see January 6, 1995). (Hall 3/13/2003) It is not clear why the US waited so long to issue this warrant, considering that the US connected him to a major terrorist act back in 1993 (see March 20, 1993), learned he was a major figure in the Bojinka plot in 1995 (see After February 7, 1995-January 1996), secretly indicted him in January 1996, and placed a $2 million reward on his head in January 1998 (see January 8, 1998).

Based on information obtained during the investigation of the USS Cole bombing (see Late October-Late November 2000), the FBI asks the CIA for information about al-Qaeda leader Khallad bin Attash and a possible al-Qaeda meeting in Southeast Asia in early 2000, but the CIA withholds the information. The request is sent by FBI Director Louis Freeh on behalf of agent Ali Soufan, who is working on the Cole investigation. Soufan began to suspect such a meeting may have taken place when he learned that two of the operatives involved in the bombing had taken money out of Yemen to give to bin Attash in Thailand before the attack (see January 13, 2000), making him think the money may have been intended for a bigger plot. The CIA is highly aware of the January 2000 al-Qaeda summit in Malaysia (see January 5-8, 2000), which was considered so important that CIA Director George Tenet and other CIA leaders were repeatedly briefed about it (see January 6-9, 2000). The CIA has photos of bin Attash and al-Quso attending the meeting (see January 5-8, 2000 and Shortly After), which took place only a few days before al-Quso’s meeting with bin Attash in Thailand. Yet the CIA does not respond to Soufan’s clearly stated request. Author Lawrence Wright will later comment, “The fact that the CIA withheld information about the mastermind of the Cole bombing and the meeting in Malaysia, when directly asked by the FBI, amount[s] to obstruction of justice in the death of seventeen American sailors [who were killed in the Cole bombing].” Although he was not told one of the 9/11 hijackers had a US visa, Freeh was briefed on the Malaysia summit when it took place (see January 6, 2000), but apparently he does not tell Soufan what he knows, and Soufan remains unaware that any kind of al-Qaeda meeting in Southeast Asia even occurred. A set of documents is forged implicating Iraq in an attempt to purchase 500 tons of uranium oxide, also known as “yellowcake,” from Niger. (Agence France-Presse 7/19/2003; Reuters 7/19/2003; Hersh 10/27/2003; Talking Points Memo 10/31/2003; Bonini and d'Avanzo 10/24/2005) It is possible that official stamps and letterhead stolen from the Niger embassy in Rome (see January 2, 2001) are used to fabricate the documents, though a subsequent police investigation suggests that the break-in may have been staged to provide a cover story for the origins of the documents. (Isikoff and Corn 2006, pp. 88) Material gleaned from real Italian intelligence (SISMI) documents dating back to the 1980s concerning Iraq’s yellowcake purchases from Niger during that period are also incorporated into the set of forged documents. (Bonini and d'Avanzo 10/24/2005; Collier 10/30/2005) But it is unclear who exactly is responsible for the forgeries. In August 2004, the Financial Times will report that according to Rocco Martino, the Italian information peddler who later tries to sell the documents, the documents are fabricated by SISMI, which passes them on to Martino through embassy employee Laura Montini, a paid SISMI asset. (Huband 8/2/2004) In October 2005, the Italian newspaper La Repubblica will suggest the forgery is done by Montini and fellow embassy employee Zakaria Yaou Maiga under the guidance of Martino and Antonio Nucera, the deputy chief of the SISMI center in Viale Pasteur in Rome. (Bonini and d'Avanzo 10/24/2005) In 2006, an official investigation will add support to this account, concluding that Montini and Maiga, motivated by money, were indeed the forgers of the documents. (Smith 4/9/2006) SISMI director Nicolo Pollari will later acknowledge that Martino had worked as a SISMI agent in the past, but deny any SISMI involvement in the Iraq-Niger affair. “[Nucera] offered [Martino] the use of an intelligence asset [Montini]—no big deal, you understand—one who was still on the books but inactive—to give a hand to Martino,” Pollari will explain. Author Craig Unger will observe that the issue is, if Pollari is to be believed, just one friend helping another friend by loaning him an intelligence asset to help disseminate forged documents. Martino has a different explanation: “SISMI wanted me to pass on the documents, but they didn’t want anyone to know they had been involved.” The information is quite contradictory. The Italian newspaper La Repubblica will call Martino “a failed carabiniere and dishonest spy,” and a “double-dealer” who “plays every side of the fence.” But Unger will later note that assets like him are valuable precisely because they lack credibility. “If there were a deep-cover unit of SISMI, it would make sense to hire someone like Rocco,” says former DIA analyst Patrick Lang. “His flakiness gives SISMI plausible deniability. That’s standard tradecraft for the agencies.” Until Martino stops talking to journalists in 2005, he will insist he believed the documents were authentic (see Summer 2004). “I sell information, I admit,” he will tell a London reporter. “But I only sell good information.” (Unger 2007, pp. 236)

Convicted Oklahoma City bomber Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and June 2, 1997) gives up on his appeals and asks to be executed. In an affidavit, McVeigh writes: “I believe I am fully competent to make this decision. If the court thinks that a psychological evaluation is necessary to make certain I am competent, I will submit to such an evaluation. I will not justify or explain my decision to any psychologist, but will answer questions related to my competency.” He acknowledges that he makes his request against the advice of his attorneys, and asks that Judge Richard P. Matsch set an execution date within 120 days. McVeigh’s lawyer Nathan Chambers says that McVeigh has been considering this decision for some time now. “This is not a snap decision,” Chambers says. “The judge is going to want to make a determination that Mr. McVeigh’s decision is a decision he made voluntarily and knowingly.” McVeigh gives no further explanation, though some believe he intends to become a martyr for the far-right “patriot” movement. Eight days later, Matsch grants McVeigh’s request. (Cart 12/13/2000; The Oklahoman 4/2009; Mayhem (.net) 4/2009)

The CIA station in Islamabad, Pakistan, writes a cable noting that further connections have been made between 9/11 hijacker Khalid Almihdhar and al-Qaeda. This CIA station is already aware that Almihdhar attended an al-Qaeda summit in Malaysia in January 2000 (see January 5-8, 2000). Due to these additional connections, the CIA believes that there may be a connection between Almihdhar and the USS Cole bombers and that Almihdhar may have met Fahad al-Quso and Khallad bin Attash, two of the operatives involved in the bombing, in Southeast Asia in January 2000 (see January 13, 2000 and Early December 2000). The station realizes this is important because bin Attash is linked to Osama bin Laden, but also speculates that bin Attash and Almihdhar may be the same person. The reason given for this speculation is that both bin Attash and Almihdhar are in Bangkok, Thailand, at the same time, in the second week of January 2000 (see Mid-Late December 2000). [Source: SBS Dateline]Al-Qaeda affiliate Jemaah Islamiyah (JI) sets off two series of bombs, first in Indonesia, then in the Philippines. The Christmas Eve attacks in Indonesia comprise a series of 38 bombings in 11 cities and are directed against churches. Nineteen people are killed and over a hundred injured. (LaMoshi 10/8/2004) The attacks in the Philippines kill 22 and injure 120 in the country’s capital, Manila. The operation, involving attacks on a train, a bus, an abandoned petrol station, an airport car park, and a park, is apparently carried out by Indonesian JI operative Fathur Rohman Al-Ghozi. (BBC 2/27/2002) Many militants are arrested after the attacks. The investigation leads to JI and al-Qaeda leader Hambali, a veteran Islamic fighter who was involved in the Bojinka plot (see January 6, 1995), is tied to 9/11 mastermind Khalid Shaikh Mohammed (see June 1994), and attended an al-Qaeda Malaysia summit in 2000, which was monitored by Malaysia intelligence and the CIA (see January 5-8, 2000). Although Hambali, an Indonesian, has lived in Malaysia since the mid-1990s, the authorities cannot find him and say that he has fled to Saudi Arabia (see January 2001 and after). (Jakarta Post 2/7/2001) JI’s spiritual leader, Abu Bakar Bashir, is also arrested, but then released. (CNN 2/26/2004) Hambali will finally be captured in August 2003 in Thailand (see August 12, 2003). In February 2001, evidence will come out suggesting links between some of the bombers and the Indonesian military (see February 20, 2001).

President-elect George W. Bush meets with Donald Rumsfeld in Washington, and offers him the position of secretary of defense. Insiders are amazed that Bush would even consider Rumsfeld, the chief of staff for former President Ford (see September 21, 1974 and After), after Rumsfeld’s open contempt and enmity towards the elder Bush, the “Team B” onslaught against the elder Bush’s CIA (see Late November 1976 and Late November, 1976), and his attempts to keep Bush off the presidential tickets in 1976 and 1980 (see Before November 4, 1975). “Real bitterness there,” a close friend of the Bush family later says. “Makes you wonder what was going through Bush 43’s head when he made [Rumsfeld] secretary of defense.” The Bush family’s great friend and fixer, James Baker, even tries to dissuade Bush from choosing Rumsfeld, telling him, “All I’m going to say is, you know what he did to your daddy.” But Bush chooses Rumsfeld anyway. Not only does Rumsfeld have a long and fruitful relationship with Vice President Cheney (see 1969), but Rumsfeld, described as always an ingratiating courtier by author Craig Unger, plays on Bush’s insecurity about his lack of experience and his desire to be an effective commander in chief. Rumsfeld is also a key element of Cheney’s long-term plan to unify power in the executive branch (see 1981-1992), to the detriment of Congress and the judiciary. (Unger 2007, pp. 186-187)

The Bush team moves into Washington. Neoconservative Zalmay Khalilzad heads the Pentagon transition team, and he ensures that plenty of his friends and colleagues move into the civilian offices of the Defense Department. Four of the most influential advocates for the US overthrow of Iraq’s Saddam Hussein—Elliott Abrams, Douglas Feith, Richard Perle, and Abram Shulsky—are waiting to learn where they will serve in the department. But Vice President Cheney is still concerned with ensuring the placement of his own colleagues and cronies who will help him build what many will call the “imperial presidency.” Secretary of State Colin Powell, Cheney’s ideological rival, is working to install his friend and colleague Richard Armitage as deputy secretary of defense. For Cheney, Armitage would be a calamity—although Armitage is sufficiently hardline and in line with conservative foreign policy aims, he is far too centrist for Cheney and the neoconservatives. The neoconservative magazine the Weekly Standard alerts the faithful to the potential problem with an article entitled “The Long Arm of Colin Powell: Will the Next Secretary of State Also Run the Pentagon?” Powell does not get his wish; Armitage eventually becomes deputy secretary of state. Abrams will join the National Security Council; Khalilzad, Feith, and Shulksy will join the Defense Department; and Perle will head the Defense Policy Board, an independent group that advises the Pentagon. The US intelligence community—most notably the intelligence gatherers working in the Pentagon offices under Douglas Feith (see September 2002) —bases several of its intelligence assessments concerning Iraq on information offered by the Iraqi National Congress (INC) and by Iraqi defectors provided by the INC, despite warnings from the State Department and some CIA analysts that the lobbying group cannot be trusted. (Hersh 5/12/2003; Boehlert 7/16/2003; Borger 7/17/2003; Lobe 8/7/2003; Buncombe 9/30/2003; Dreyfuss and Vest 1/2004 Sources: Greg Thielmann, Unnamed administration official) The INC’s primary intelligence organization is its Information Collection Program (ICP), which conducts about 20 percent of all US intelligence’s verbal debriefings of Iraqi prisoners, insurgents, and defectors. (Bamford 2004, pp. 336-337) Some of the INC’s intelligence on Iraq is reportedly funneled directly to the office of Vice President Dick Cheney by Francis Brooke, the DC lobbyist for the group. (Hosenball and Isikoff 12/15/2003 Sources: Memo, Francis Brooke) Brooke will later acknowedge that the information provided by the INC was driven by an agenda. “I told them [the INC], as their campaign manager, ‘Go get me a terrorist and some WMD, because that’s what the Bush administration is interested in.’” (Burrough et al. 5/2004, pp. 230) Brooke had previously worked for the Rendon Group, “a shadowy CIA-connected public-relations firm.” (Dreyfuss and Vest 1/2004)

An official of the Embassy of Niger in Rome returns to the embassy to find that it has been burglarized some time over the Christmas and New Year’s holidays. The embassy offices are located in a large apartment and office building near the Piazza Mazzinni. Little of value seems to be missing: a wristwatch, some perfume, bureaucratic documents, embassy stationery, and some official stamps bearing the seal of the Republic of Niger. The documents and materials stolen from the embassy will be used to create forged documents alleging a secret plan for Iraq to buy uranium from Niger (see Between Late 2000 and September 11, 2001, October 15, 2001, October 18, 2001, November 20, 2001, February 5, 2002, March 1, 2002, Late April or Early May 2002-June 2002, and Late June 2002). (Unger 7/2006, pp. 150; Unger 2007, pp. 189-190) It appears that the people involved in the break-in also searched through and took some of the embassy’s documents and files. (Isikoff and Thomas 7/28/2003; Bonini and d'Avanzo 10/24/2005) The first comprehensive report on the burglary will come from a 2005 series of reports in Italy’s La Repubblica news daily. The series is based on interviews with SISMI director Nicolo Pollari, former SISMI agent and document peddler Rocco Martino (see March 2000, Late June 2002, Afternoon October 7, 2002, and Summer 2004), and others. Martino will deny participating in the burglary himself, and will claim he only became involved after SISMI had its agent in the embassy, Laura Montini, deliver to him documents secured from the embassy. “I was told that a woman in the Niger embassy in Rome had a gift for me” (see Early 2000), he will later recall. “I met her and she gave me documents.” (Rufford 8/1/2004; Unger 2007, pp. 207) Italian police will later suspect that the break-in was staged to provide an explanation for how a collection of mostly forged documents (which play an important role in the lead-up to the 2003 invasion of Iraq) came into being. (Isikoff and Corn 2006, pp. 88)

Yemeni authorities receive photographs of operatives who attended al-Qaeda’s Malaysia summit. The exact number of photographs they receive is not known, but they include three photos, of 9/11 hijackers Khalid Almihdhar, Nawaf Alhazmi, and a man who looks like one of their associates, Fahad al-Quso, that are later shown to the FBI (see June 11, 2001). It is unclear who provides the photos to the Yemenis, but the CIA has them and is interested in the bombing of the USS Cole in Yemen (see October 12, 2000), so presumably they come from the CIA. The photos are highly relevant to the FBI, as they connect extremists known to be involved in the Cole attack to Almihdhar and Alhazmi, but even though the FBI is in charge of the Cole investigation, the CIA continues to withhold the information from the FBI for months (see January 5, 2001 and After, February 1, 2001, Late May, 2001 and August 30, 2001). The Yemenis’ response to the photographs is unknown. (US Department of Justice 11/2004, pp. 293 pdf file) The CIA is aware by June 2001 that Almihdhar is the son-in-law of Ahmed al-Hada, a Yemeni extremist who runs a communications hub for Osama bin Laden (see Late August 1998), but it is not known whether they obtain this information now or at some other time. (Wright 2006, pp. 343)

[Source: FBI]A CIA officer in Islamabad, Pakistan, known only as “Chris” shows a source known as “Omar,” who provides information on al-Qaeda, photographs of future 9/11 hijackers Khalid Almihdhar and Nawaf Alhazmi taken at the al-Qaeda Malaysia summit (see January 5-8, 2000). (9/11 Commission 7/24/2004, pp. 537; US Department of Justice 11/2004, pp. 268-271 pdf file) Omar has previously identified a photo of al-Qaeda leader Khallad bin Attash (see November 22-December 16, 2000) and Chris has been told that bin Attash and Almihdhar might be the same person (see Mid-Late December 2000). Omar says that the photo of Alhazmi, who the CIA apparently does not recognize at this time, actually shows bin Attash. As Omar cannot identify Almihdhar, but says he can identify bin Attash, this indicates Almihdhar and bin Attash are not the same person. The identification causes the CIA to believe that bin Attash attended al-Qaeda’s Malaysia summit. Although this belief is based on a mistaken identification, it is actually correct, as bin Attash was present at the summit—the CIA has photos of bin Attash there, but fails to show them to Omar. This identification is important because bin Attash is a known bin Laden operative connected to the USS Cole attack and East African embassy bombings. The CIA also knows that Almihdhar and Alhazmi were at the summit, so this could connect them to the Cole attack. (US Department of Justice 11/2004, pp. 268-271 pdf file) An FBI official named Michael Dorris is also at the meeting. (US Department of Justice 11/2004, pp. 272 pdf file; Soufan 2011) However, Dorris does not learn of the identification of bin Attash by “Omar.” (US Department of Justice 11/2004, pp. 270-274 pdf file)

Donald Rumsfeld publishes a report as chairperson of the Rumsfeld Commission that makes proposals for the US Space Command. Rumsfeld is in the process of becoming defense secretary for the incoming Bush administration. His commission’s report says with respect to attacks in space: “The question is whether the US will be wise enough to act responsibly and soon enough to reduce US space vulnerabilities. Or whether, as in the past, a disabling attack against the country and its people—a ‘Space Pearl Harbor’—will be the only event able to galvanize the nation and cause the US government to act.” Author Peter Dale Scott will later note the similarity between this language and that of a Project for the New American Century (PNAC) think tank report published several months before, signed by Rumsfeld and others, that warned of impediments to overhauling the US military “absent some catastrophic and catalyzing event—like a new Pearl Harbor” (see September 2000). Scott will comment that such quotes indicate that the US oil industry and military had achieved a quiet consensus by this time that “America would need full-spectrum dominance to guarantee access to oil and other resources in the rest of the world. This program would require massive expenditures, perhaps as much as a trillion dollars, and this could not be expected from Congress—except in response to an attack as massive and frightening as Pearl Harbor.” (Scott 2007, pp. 24)

Although neoconservative Paul Wolfowitz has lost his chance of becoming director of the CIA due to his sexual entanglements with foreign nationals (see Late December 2000), he has not been entirely dismissed from consideration for high positions, and has the support of Vice President Cheney. President Bush, who has insisted that his administration’s officials comply with the highest moral standards, never learns about Wolfowitz’s infidelities. (A letter that Wolfowitz’s wife wrote to Bush about her husband’s affairs was intercepted by Cheney’s chief of staff, Lewis Libby. Wolfowitz himself unleashed a group of lawyers on his wife and forced her to sign a non-disclosure agreement to keep quiet about his affairs.) Incoming Defense Secretary Donald Rumsfeld chooses Wolfowitz to be his deputy, blocking incoming Secretary of State Colin Powell’s choice for the position, Richard Armitage, from taking the office (see Late December 2000 and Early January 2001). The Washington Post calls Wolfowitz’s selection “another victory for… Cheney over… Powell.” Rumsfeld knows about Wolfowitz’s sexual liaisons, as do most White House officials, and chooses to remain silent. “Rumsfeld told Wolfowitz to keep it zipped,” a State Department source later says. “He didn’t want any problems. He was basically to run the show and Wolfowitz could come on those terms.” (Unger 2007, pp. 191-192)

There are discussions among future members of the Bush administration, including Bush himself, about making the removal of Saddam Hussein a top priority once they are in office. After the invasion of Iraq in March 2003, counterterrorism “tsar” Richard Clarke will say that the Bush team had been planning regime change in Iraq since before coming to office, with newly named Defense Secretary Donald Rumsfeld (see December 28, 2000) and his deputy Paul Wolfowitz (see January 11, 2001) taking the lead. “Since the beginning of the administration, indeed well before, they had been pressing for a war with Iraq,” he will write in his book Against All Enemies. “My friends in the Pentagon had been telling me that the word was we would be invading Iraq sometime in 2002.” (Clarke 2004, pp. 7-9; Unger 2007, pp. 192) During an appearance on Good Morning America on March 22, 2004, he will say, “[T]hey had been planning to do something about Iraq from before the time they came into office.” (Clarke 3/22/2004) Evidence of pre-inaugural discussions on regime change in Iraq comes from other sources as well. Imam Sayed Hassan al-Qazwini, who heads the Islamic Center of America in Detroit, will tell the New York Times in early 2004 that he spoke with Bush about removing Saddam Hussein six or seven times, both before and after the 2000 elections. (Stevenson 1/12/2004) In 2007, author Craig Unger will write: “In certain respects, their actions were a replay of the 1976 Team B experiment (see Early 1976 and November 1976), with one very important difference. This time it wasn’t just a bunch of feverish ideologues presenting a theoretical challenge to the CIA. This time Team B controlled the entire executive branch of the United States.” (Unger 2007, pp. 192)

According to reporter and author Charlie Savage, the White House staff quickly coalesces into two camps: “Bush People[,] mostly personal friends of the new president who shared his inexperience in Washington,” which includes President Bush’s top legal counsels, Alberto Gonzales and Harriet Miers, both corporate lawyers in Texas before joining Bush in Washington. The second group is “Cheney People—allies from [Vice-President Dick] Cheney’s earlier stints in the federal government (see May 25, 1975, November 18, 1980, 1981-1992, 1989, and June 1996) who were deeply versed in Washington-level issues, a familiarity that would allow their views to dominate internal meetings. These included [Defense Secretary Donald] Rumsfeld and other cabinet secretaries, key deputies throughout the administration, and David Addington, Cheney’s longtime aide who would become a chief architect of the administration’s legal strategy in the war on terrorism” (see July 1, 1992 and (After 10:00 a.m.) September 11, 2001). Savage will observe, “Given the stark contrast in experience between Cheney and Bush, it was immediately clear to observers of all political stripes that Cheney would possess far more power than had any prior vice president.”
'Unprecedented' Influence - Cheney will certainly have “unprecedented” influence, according to neoconservative publisher William Kristol, who himself had served as former Vice President Dan Quayle’s chief of staff. “The question to ask about Cheney,” Kristol will write, is “will he be happy to be a very trusted executor of Bush’s policies—a confidant and counselor who suggests personnel and perhaps works on legislative strategy, but who really doesn’t try to change Bush’s mind about anything? Or will he actually, substantively try to shape administration policy in a few areas, in a way that it wouldn’t otherwise be going?”
Expanding the Power of the Presidency - Cheney will quickly answer that question, Savage will write, by attempting to “expand the power of the presidency.” Savage will continue: “He wanted to reduce the authority of Congress and the courts and to expand the ability of the commander in chief and his top advisers to govern with maximum flexibility and minimum oversight. He hoped to enlarge a zone of secrecy around the executive branch, to reduce the power of Congress to restrict presidential action, to undermine limits imposed by international treaties, to nominate judges who favored a stronger presidency, and to impose greater White House control over the permanent workings of government. And Cheney’s vision of expanded executive power was not limited to his and Bush’s own tenure in office. Rather, Cheney wanted to permanently alter the constitutional balance of American government, establishing powers that future presidents would be able to wield as well.” (Savage 2007, pp. 7-9) Larry Wilkerson, the chief of staff for Secretary of State Colin Powell, will say after leaving the administration: “We used to say about both [Defense Secretary Donald Rumsfeld’s office] and the vice president’s office that they were going to win nine out of 10 battles, because they were ruthless, because they have a strategy, because they never, never deviate from that strategy. They make a decision, and they make it in secret, and they make it in a different way than the rest of the bureaucracy makes it, and then suddenly, foist it on the government—and the rest of the government is all confused.” (Unger 2007, pp. 299)
Signing Statements to Reshape Legislation, Expand Presidential Power - To that end, Cheney ensures that all legislation is routed through his office for review before it reaches Bush’s desk. Addington goes through every bill for any new provisions that conceivably might infringe on the president’s power as Addington interprets it, and drafts signing statements for Bush to sign. In 2006, White House counsel Bradford Berenson will reflect: “Signing statements unite two of Addington’s passions. One is executive power. And the other is the inner alleyways of bureaucratic combat. It’s a way to advance executive power through those inner alleyways.… So he’s a vigorous advocate of signing statements and including important objections in signing statements. Most lawyers in the White House regard the bill review process as a tedious but necessary bureaucratic aspect of the job. Addington regarded it with relish. He would dive into a 200-page bill like it was a four-course meal.” It will not be long before White House and Justice Department lawyers begin vetting legislation themselves, with Addington’s views in mind. “You didn’t want to miss something,” says a then-lawyer in the White House. (Savage 2007, pp. 236)

Shortly after George W. Bush is inaugurated, “[k]ey personnel, long-time civilian professionals” at the Pentagon’s Near East South Asia (NESA) desk are moved or replaced with people from neoconservative think tanks. (Kwiatkowski 12/1/2003; Dreyfuss and Vest 1/2004) Joe McMillan, the Office Director, is moved to a new location outside of the Pentagon, which according to Karen Kwiatkowski, who works at the NESA desk, is odd because “the whole reason for the Office Director being a permanent civilian (occasionally military) professional is to help bring the new appointee up to speed, ensure office continuity, and act as a resource relating to regional histories and policies.” (Kwiatkowski 12/1/2003; Dreyfuss and Vest 1/2004; Kwiatkowski 3/10/2004) Larry Hanauer, who has long been at the Israel-Syria-Lebanon desk and who is known to be “even-handed with Israel,” is replaced by David Schenker of the Washington Institute. (Kwiatkowski 12/1/2003; Dreyfuss and Vest 1/2004) Other veteran NESA employees who are banished include James Russell, who has served as the country director for Saudi Arabia, Kuwait and the United Arab Emirates, and Marybeth McDevitt, the country director for Egypt. (Dreyfuss and Vest 1/2004)

An orchestrated push in the media begins to make the case for the need to invade Iraq. The San Diego Union-Tribune reprints a Weekly Standard article by William Kristol and Robert Kagan that tells readers (after comparing President Bush favorably to Ronald Reagan, Dwight D. Eisenhower, and Harry Truman, and lauding Bush’s “steely determination”) that US military action “could well be necessary to bring Saddam down.” They write: “At some point, Bush could well find himself confronted by an Iraq armed with weapons of mass destruction. During these past few years, it was relatively easy for congressional Republicans to call for arming and funding the Iraqi opposition. That remains a good idea. But the more sober of Bush’s advisers, like Robert Zoellick and Paul Wolfowitz (see February 18, 1992 and February 27, 2001), have recognized that this alone will not do the trick. Some use of American military force, both from the air and on the ground, could well be necessary to bring Saddam down, no matter how wonderfully the Iraqi opposition performs. Whether he chooses it or not, Bush may quickly be faced with the same decision his father had to make in 1990. He has in his cabinet at least one person who counseled inaction the last time [referring to Secretary of State Colin Powell]. If the crisis comes, Bush, like his father, will not be able to rely only on the judgment of the men and women around him: He will have to act from his own instincts and his own courage.” (Kagan and Kristol 1/22/2001; Unger 2007, pp. 206) In the coming weeks, an onslaught of print and television op-eds and commentaries, some from Bush administration officials, will advocate the overthrow of Hussein (see February 27, 2001, February 16, 2001, April 9, 2001, and July 30, 2001).

A CIA officer in Islamabad, Pakistan, asks Alec Station, the CIA’s bin Laden unit, to “touch base” with FBI agents investigating the bombing of the USS Cole who are preparing to come to Islamabad to interview a joint FBI/CIA source about the identification of one of the Cole bombers, but the suggested briefing is either never given or lacks a crucial detail. Alec Station is aware that the source, referred to later as “Omar,” has identified al-Qaeda leader Khallad bin Attash as being present at al-Qaeda’s Malaysia summit (see January 4, 2001) and that the FBI agents are going to Islamabad specifically to document another identification of bin Attash by Omar (see November 22-December 16, 2000). The cable from the officer in Islamabad, known only as “Chris,” even notes that Omar is “currently of very high interest to our [FBI] colleagues,” but Alec Station fails to notify the Cole investigators that bin Attash attended the summit in Malaysia. This is important because it connects bin Attash to future 9/11 hijackers Khalid Almihdhar and Nawaf Alhazmi, who also attended the summit (see January 5-8, 2000). (US Department of Justice 11/2004, pp. 275-8 pdf file) Chris will meet the FBI agents in Pakistan, but will also fail to mention the identification of bin Attash at the Malaysia summit to them (see February 1, 2001).

Following a series of bombings in Indonesia and the Philippines at the end of the previous year (see December 24-30, 2000), Southeast Asian authorities begin to investigate the Islamic militant group Jemaah Islamiyah (JI) with more urgency (see January 2001 and after). One of the prime suspects in the bombings is Hambali, a JI leader, and his name appears in the media. Initially, Hambali is thought to have fled to Saudi Arabia. (New Straits Times 1/25/2001; New Straits Times 1/27/2001; Jakarta Post 2/7/2001; Jakarta Post 2/9/2001) The Malaysian government finds more information out about him in the spring and puts out an all points bulletin for him (see April-May 2001). The FBI had previously connected Hambali to the Bojinka plot (see May 23, 1999) of Ramzi Yousef and Khalid Shaikh Mohammed, and Hambali attended the Malaysia summit in January 2000 at which al-Qaeda apparently planned various attacks, including 9/11. The summit was monitored by Malaysian intelligence, which recognized Hambali as an attendee (see Shortly After January 8, 2000) and a report on the summit was passed on to the CIA (see January 5-8, 2000). However, the publicity Hambali receives at this point apparently does not lead to a re-examination of the Malaysia summit.

The Washington Post reports that the US has confirmed the link between al-Qaeda and the October 2000 USS Cole bombing (see October 12, 2000). (Vise and Eggen 1/27/2001) This conclusion is stated without hedge in a February 9 briefing for Vice President Cheney. (Gellman 1/20/2002) In the wake of that bombing, Bush stated on the campaign trail, “I hope that we can gather enough intelligence to figure out who did the act and take the necessary action.… There must be a consequence.” (Gellman 1/20/2002) Deputy Defense Secretary Paul Wolfowitz later complains that by the time the new administration is in place, the Cole bombing was “stale.” Defense Secretary Rumsfeld concurs, stating that too much time had passed to respond. (9/11 Commission 3/24/2004) The new Bush administration fails to resume the covert deployment of cruise missile submarines and gunships on six-hour alert near Afghanistan’s borders that had begun under President Clinton. The standby force gave Clinton the option of an immediate strike against targets in Afghanistan harboring al-Qaeda’s top leadership. This failure makes a possible assassination of bin Laden much more difficult. (Gellman 1/20/2002)

The Bush White House holds its first National Security Council meeting. The focus is on Iraq and the Israeli-Palestinian conflict. (Bamford 2004, pp. 261) This meeting sets the tone for how President Bush intends to handle foreign affairs. Counterterrorism chief Richard Clarke wants to focus on the threat from al-Qaeda and Islamist terrorism, especially in light of the recent attack on the USS Cole (see October 12, 2000). But Bush isn’t interested in terrorism. (Unger 2007, pp. 201)
Israeli-Palestinian Conflict to be 'Tilted Back Towards Israel' - Instead, Bush channels his neoconservative advisers, particularly incoming Deputy Defense Secretary Paul Wolfowitz (see February 18, 1992 and April-May 1999), in taking a new approach to Middle East affairs, particularly the Israeli-Palestinian conflict. Referring to President Clinton’s efforts to make peace between the Israelis and the Palestinians, Bush declares: “Clinton overreached, and it all fell apart. That’s why we’re in trouble. If the two sides don’t want peace, there’s no way we can force them. I don’t see much we can do over there at this point. I think it’s time to pull out of the situation.… We’re going to correct the imbalance of the previous administration on the Mideast conflict. We’re going to tilt it back towards Israel.” His view is that the Israeli government, currently headed by Ariel Sharon, should be left alone to deal as it sees fit with the Palestinians. “I’m not going to go by past reputations when it comes to Sharon. I’m going to take him at face value. We’ll work on a relationship based on how things go.” Justifying his position, he recalls a recent trip he took to Israel with the Republican Jewish Coalition. “We flew over the Palestinian camps. Looked real bad down there.… I don’t see much we can do over there at this point.” Secretary of State Colin Powell, surprised by Bush’s intended policy towards the 50-year old Israeli-Palestinian conflict, objects. According to Secretary of the Treasury Paul O’Neil, Powell “stresse[s] that a pullback by the United States would unleash Sharon and the Israeli army.” When Powell warns the president that the “consequences of that [policy] could be dire, especially for the Palestinians,” Bush shrugs. “Sometimes a show of strength by one side can really clarify things,” he suggests. (Bamford 2004, pp. 265-266; Lang 6/2004) In this and subsequent meetings, Bush’s National Security Adviser, Condoleezza Rice, “parrot[s]… the neocon line,” in author Craig Unger’s words, by discussing Iraq. “Iraq might be the key to reshaping the entire region,” she says, clearly alluding to regime change and overthrow in that nation (see March 8, 1992, Autumn 1992, July 8, 1996, Late Summer 1996, Late Summer 1996, 1997-1998, January 26, 1998, February 19, 1998, September 2000, Late December 2000 and Early January 2001, and Shortly after January 20, 2001). (Unger 2007, pp. 201)
Possible WMD Sites in Iraq Spark Bush to Order Plans for Ground Assaults - The meeting then moves on to the subject of Iraq. Rice begins noting “that Iraq might be the key to reshaping the entire region.” She turns the meeting over to CIA Director George Tenet who summarizes current intelligence on Iraq. He mentions a factory that “might” be producing “either chemical or biological materials for weapons manufacture.” The evidence he provides is a picture of the factory with some truck activity, a water tower, and railroad tracks going into a building. He admits that there is “no confirming intelligence” on just what is going on at these sites. Bush orders Defense Secretary Donald Rumsfeld and Joint Chiefs of Staff Chairman General Hugh Shelton to begin preparing options for the use of US ground forces in Iraq’s northern and southern no-fly zones in support of a native-based insurgency against the Hussein regime. (Bamford 2004, pp. 267; Lang 6/2004) Author Ron Suskind later sums up the discussion: “Meeting adjourned. Ten days in, and it was about Iraq. Rumsfeld had said little, Cheney nothing at all, though both men clearly had long entertained the idea of overthrowing Saddam.” Defense Intelligence Agency official Patrick Lang later writes: “If this was a decision meeting, it was strange. It ended in a presidential order to prepare contingency plans for war in Iraq.” (Lang 6/2004)
Regime Change Intended from the Outset - US Secretary of the Treasury Paul O’Neill, later recalls: “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go.… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed.” O’Neill will say officials never questioned the logic behind this policy. No one ever asked, “Why Saddam?” and “Why now?” Instead, the issue that needed to be resolved was how this could be accomplished. “It was all about finding a way to do it,” O’Neill will explain. “That was the tone of it. The president saying ‘Go find me a way to do this.’” (CBS News 1/10/2004; Stevenson 1/12/2004; Borger 1/12/2004; Burrough et al. 5/2004, pp. 234) Another official who attends the meeting will later say that the tone of the meeting implied a policy much more aggressive than that of the previous administration. “The president told his Pentagon officials to explore the military options, including use of ground forces,” the official will tell ABC News. “That went beyond the Clinton administration’s halfhearted attempts to overthrow Hussein without force.” (Cochran 1/13/2004) Unger later writes, “These were the policies that even the Israeli right had not dared to implement.” One senior administration official says after the meeting, “The Likudniks are really in charge now.” (Unger 2007, pp. 201)
Funding the Iraqi National Congress - The council does more than just discuss Iraq. It makes a decision to allow the Iraqi National Congress (INC), an Iraqi opposition group, to use $4 million to fund efforts inside Iraq to compile information relating to Baghdad’s war crimes, military operations, and other internal developments. The money had been authorized by Congress in late 2004. The US has not directly funded Iraqi opposition activities inside Iraq itself since 1996. (Kettle 2/3/2005)
White House Downplays Significance - After Paul O’Neill first provides his account of this meeting in 2004, the White House will attempt to downplay its significance. “The stated policy of my administration toward Saddam Hussein was very clear,” Bush will tell reporters during a visit to Mexico In January 2004. “Like the previous administration, we were for regime change.… And in the initial stages of the administration, as you might remember, we were dealing with desert badger or fly-overs and fly-betweens and looks, and so we were fashioning policy along those lines.” (Stevenson 1/12/2004)

[Source: Reuters / Win McNamee]The final report of the US Commission on National Security/21st Century, co-chaired by former Senators Gary Hart (D-CO) and Warren Rudman (R-NH), is issued. The bipartisan panel was put together in 1998 by then-President Bill Clinton and then-House Speaker Newt Gingrich. Hart and Rudman personally brief National Security Adviser Condoleezza Rice, Defense Secretary Donald Rumsfeld, and Secretary of State Colin Powell on their findings. The report has 50 recommendations on how to combat terrorism in the US, but all of them are ignored by the Bush administration.
Shelved by White House - According to Hart, Congress will begin to take the commission’s suggestions seriously in March and April, and legislation is introduced to implement some of the recommendations. Then, “Frankly, the White House shut it down.… The president said, ‘Please wait, we’re going to turn this over to the vice president‘… and so Congress moved on to other things, like tax cuts and the issue of the day.” The White House will announce in May that it will have Vice President Dick Cheney study the potential problem of domestic terrorism, despite the fact that this commission had just studied the issue for 2 1/2 years. Interestingly, both this commission and the Bush administration were already assuming a new cabinet level National Homeland Security Agency would be enacted eventually, even as the public remained unaware of the term and the concept. (Tapper 9/12/2001; Talbot 4/2/2004)
Cannot Get Meeting with Bush - At the meeting with Rice, Rudman says he wants to see President Bush, and is planning to deliver a “blunt and very direct” warning to him that he needs to deal early in his presidency with the question of domestic terror threats. Rice initially agrees to pass on Rudman’s request for a meeting with Bush, but nothing happens. Rudman will contact Rice’s office several times, but still no meeting is arranged. Rudman will later say he is “disappointed” by this, adding, “There’s no question in my mind that somebody at the White House dropped the ball on this.” (Shenon 2008, pp. 56-57)
Ignored by 9/11 Commission - Hart will be incredulous that neither he nor any of the other members of this commission are ever asked to testify before the 9/11 Commission. (Hart 4/6/2004) The 9/11 Commission will later make many of the same recommendations as this commission. However, it will barely mention the Hart/Rudman Commission in its final report, except to note that Congress appointed it and failed to follow through on implementing its recommendations. (9/11 Commission 7/24/2004, pp. 107, 479)

Former CIA director James Woolsey visits Britain to look for evidence tying Saddam Hussein to the 1993 bombing of the World Trade Center. He is looking to support the theory (see Late July or Early August 2001) that Ramzi Yousef, the mastermind behind the 1993 WTC bombing, was actually an Iraqi agent who had assumed the identity of a Pakistani student named Abdul Basit. This theory was proposed in a 2000 book praised by Woolsey (see October 2000). He will also make a visit for the same purpose in the weeks after 9/11 (see Late September 2001). On at least one of the trips, Woolsey visits the Swansea Institute, where Basit studied, to see if Basit’s fingerprints match those of Yousef, who is now serving a life sentence in a Colorado prison. Matching fingerprints would discredit the theory. According to Knight Ridder, “Several of those with knowledge of the trips said they failed to produce any new evidence that Iraq was behind the attacks.” (Strobel 10/11/2001) But despite a lack of evidence, politicians in Washington interested in the theory will manage to reopen the files into Yousef around August 2001 anyway (see Late July or Early August 2001). An article by Woolsey pushing the theory about Yousef will be published just two days after 9/11 (see September 13, 2001).

He says, “We do not have any direct evidence that Iraq has used the period since [Operation] Desert Fox to reconstitute its WMD programs, although given its past behavior, this type of activity must be regarded as likely.… We assess that since the suspension of [UN] inspections in December of 1998, Baghdad has had the capability to reinitiate both its [chemical and biological weapons] programs… without an inspection monitoring program, however, it is more difficult to determine if Iraq has done so.” He continues, “Moreover, the automated video monitoring systems installed by the UN at known and suspect WMD facilities in Iraq are still not operating. Having lost this on-the-ground access, it is more difficult for the UN or the US to accurately assess the current state of Iraq’s WMD programs.” Rumsfeld also discusses al-Qaeda, calling it "the most immediate and serious threat" to US interests (see February 7, 2001). Neoconservative Richard Perle, a new addition to President Bush’s Defense Policy Board, advocates “removing Saddam [Hussein]” on CNN. (Unger 2007, pp. 206)

At a joint press conference with German Foreign Minister Joschka Fischer, Colin Powell says that Iraq has been successfully contained. “What we and other allies have been doing in the region, have succeeded in containing Saddam Hussein and his ambitions. His forces are about one-third their original size. They don’t really possess the capability to attack their neighbors the way they did ten years ago.… Containment has been a successful policy.” (US Department of State 2/20/2001)

After entering the US, Zacarias Moussaoui engages in activities that appear to mirror those of the 9/11 hijackers. Both Moussaoui and the hijackers do the following:
bullet Take flight training (see February 23-June 2001 and July 6-December 19, 2000);
bullet Physically import large amounts of cash (see October 2000-February 2001 and January 15, 2000-August 2001);
bullet Purchase knives with short blades that can be carried onto airliners (see August 16, 2001 and July 8-August 30, 2001);
bullet Take fitness training (see August 16, 2001 and May 6-September 6, 2001);
bullet Obtain several identification documents (see April 12-September 7, 2001 and August 1-2, 2001); and
bullet Purchase flight deck videos from the same shop (see November 5, 2000-June 20, 2001).
In addition, Moussaoui is supported by some of the same al-Qaeda operatives as the 9/11 hijackers: Ramzi bin al-Shibh (see July 29, 2001-August 3, 2001 and June 13-September 25, 2000) and Yazid Sufaat (see September-October 2000 and January 5-8, 2000). At Moussaoui’s trial, the prosecution will cite these parallel activities in its argument that Moussaoui was connected to 9/11, rather than some follow-up plot. There is also one reported meeting between Moussaoui and two of the lead hijackers before 9/11 (see August 1, 2001), but this will not be mentioned at the trial (see March 6-May 4, 2006). Neoconservative and incoming Deputy Defense Secretary Paul Wolfowitz, testifying before the Senate in his nomination hearings, tells the assembled senators that he supports overthrowing the Iraqi government. (Unger 2007, pp. 206) Wolfowitz also criticizes the policy of turning a blind eye to Pakistan’s nuclear weapons program pursued by the Carter, Reagan, and, initially, first Bush administration. “I specifically sensed that people thought we could somehow construct a policy on a house of cards that the Congress wouldn’t know what the Pakistanis were doing,” he says. (Levy and Scott-Clark 2007, pp. 300, 518)

Dan Hill, a former Army Ranger who has devised a plan to kill Osama bin Laden, is told by the FBI that his request for US military assistance, which he needs for his plan to go ahead, has been rejected. (Stewart 2002, pp. 245) Hill and his friend Said Nader Zori have assembled a group of former mujahedeen fighters who are ready to go into Afghanistan to attack and kill bin Laden. The two men met with Ellen Glasser, an agent at the FBI office in Jacksonville, Florida, in the late spring of 2000 to discuss the plan and request military support, and Glasser said she would refer the proposal to FBI headquarters in Washington, DC (see (Between May and June 2000)). (Stewart 2002, pp. 230-231) Since then, Hill has been pushing the FBI’s Jacksonville office for a response to his request, but felt he was getting nowhere. Meanwhile, Nader Zori has been told by his sources in Afghanistan that something big is going to happen, probably during the holy month of Ramadan. (Stewart 2002, pp. 244-245) (Ramadan this year will begin on November 16 and end on December 16. (New York Times 12/13/2001; Bohlen 12/17/2001) ) Now, about a year after his meeting with Glasser, Hill receives a phone call from the FBI agent, informing him that his plan has been rejected. “Nothing can be done,” she says. Hill is upset and tells Glasser that bin Laden “is not screwing around.” He tells her about a report he wrote with his friend Rick Rescorla, which warned of the terrorist threat the US faced. (Stewart 2002, pp. 245) Rescorla is the vice president for security at the Wall Street investment firm Morgan Stanley Dean Witter and works at the World Trade Center. (Grunwald 10/28/2001; Gertz 9/20/2002) In their report, written after the 1993 WTC bombing, Hill and Rescorla warned that terrorists could carry out an attack that involved crashing a cargo plane into the Twin Towers (see Shortly After February 26, 1993). (Stewart 2002, pp. 193-194) Hill tells Glasser that an attack involving terrorists deliberately crashing an aircraft is “going to strike New York, Philadelphia, or Washington, DC. Or maybe all three.” He says the attack is likely to take place around Ramadan and so his plan to kill bin Laden needs to be put into action right away. But Glasser apologizes and again says, “Nothing can be done.” Hill subsequently phones Rescorla and tells him that his plan will have to be called off. Rescorla tells Hill he is unsurprised at the FBI’s response. “The FBI is a bunch of incompetent duds,” he says. “And don’t bother going to the CIA. It’s just as bad.” (Stewart 2002, pp. 245)

Neoconservative journalist Lawrence Kaplan argues that the US must withdraw from the 1972 Anti-Ballistic Missile Treaty (see May 26, 1972) and immediately begin development of a new missile defense system (see March 23, 1983 and January 29, 1991). “[M]issile defense is about preserving America’s ability to wield power abroad,” Kaplan writes. “It’s not about defense. It’s about offense. And that’s exactly why we need it.” (Scoblic 2008, pp. 176)

[Source: Libertarian Republican (.com)]Former investigative reporter Jayna Davis, who once worked for KFOR-TV in Oklahoma City, tells Fox News’s Bill O’Reilly she has amassed evidence that she says proves Osama bin Laden was behind the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995). Former Army soldier Timothy McVeigh is awaiting execution for carrying out the bombing (see June 2, 1997 and June 11-13, 1997). Davis says that she attempted to give her evidence, comprised of court records, 24 witness statements, and reports from law enforcement, intelligence, and terror experts, to the FBI, which she says refused to accept the material. Davis says the FBI is involved in an elaborate conspiracy to conceal the existence of a Middle Eastern terror cell that carried out the bombing; law enforcement authorities have long dismissed the idea (see 10:00 a.m. April 19, 1995 and After) that the bombing was carried out by anyone other than McVeigh and his accomplice Terry Nichols (see December 23, 1997 and June 4, 1998). According to Davis’s version of events, a Middle Eastern terror cell was operating only blocks away from the Murrah Federal Building, the site of the bombing, and an Iraqi national who formerly served in Saddam Hussein’s Republican Guard was in contact with McVeigh on the day of the bombing. It was the Iraqi, not McVeigh, she says, who drove the Ryder truck containing the bomb to the federal building; he fled in a brown Chevrolet pickup truck. Davis says in the minutes after the bombing, an all-points bulletin was issued for the Iraqi, but it was inexplicably withdrawn shortly thereafter. Davis says the conspiracy consists of McVeigh, Nichols, and at least seven Middle Eastern men, with bin Laden masterminding the operation. “The evidence we have gathered definitely implicates McVeigh and Nichols,” she says. “I want to make that very clear. They were in it up to their eyeballs.” Of the FBI’s refusal to consider her evidence, she tells O’Reilly: “I was flabbergasted. I am unable to imagine any reason they would not accept it.” (WorldNetDaily 3/21/2001)

Stephen Jones, who represented convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997), says in an op-ed for the Daily Oklahoman he is willing to testify under oath that McVeigh did not act alone in the bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995). During McVeigh’s trial, Jones insisted that there was evidence of a larger conspiracy, perhaps involving domestic far-right militia groups and perhaps Islamist radicals. Jones says he is willing to testify on behalf of Terry Nichols, McVeigh’s accomplice (see December 23, 1997 and June 4, 1998), who is facing 160 counts of murder in an Oklahoma state court (see September 5, 2001). Jones refuses to say whether either McVeigh or Nichols were actually involved in the conspiracy, stating: “At this point, it’s not appropriate for me to name names or to go into detail in the media. There are pending proceedings.” However, he tells a reporter for The Oklahoman, “If McVeigh is saying he acted alone, that is inconsistent with what he told me.” Any such claim of sole responsibility, Jones says, would be inconsistent with his understanding of the case “and certainly contrary to many statements Tim McVeigh made to me while I was his attorney.” Such a claim, he says, “would be nothing more than an effort to obstruct justice in pending judicial proceedings.… If I remain silent, my silence could be taken… as condoning what he has said and I can’t do that.” Jones says his possible testimony would not violate attorney-client privilege, as he no longer represents McVeigh; moreover, Jones says, McVeigh gave up attorney-client privilege when he attacked Jones in a lawsuit last year (see August 14-27, 1997). Esquire Magazine publishes a number of letters written by convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) to Phil Bacharach, a former reporter for the Oklahoma Gazette. Most of the material in the letters is trivial, with McVeigh joking about his favorite television shows and complaining about conditions in his cell, but at least one letter touches on his anger about the children who died in the Branch Davidian debacle (see April 19, 1993 and April 19, 1993 and After). Nowhere in the letters does he discuss the bombing that killed 168 people, including 19 children. Bacharach, who now works as press secretary for Governor Frank Keating (R-OK), corresponded with McVeigh for two years before joining Keating’s staff, when the letter exchanges were terminated. Bacharach says that anyone looking for answers regarding the bombing will not find them in the letters. “It is beyond me to reconcile the Timothy McVeigh who murdered 168 people with the writer of these letters,” he writes. “True, this correspondence offers only a small window through which to look. I do know one thing: In the written word, at least, he has not a whisper of conscience.” The letters were written while McVeigh was incarcerated at a “supermax” penitentiary in Florence, Colorado; he now awaits execution in a federal prison in Indiana. According to the letters, McVeigh is fond of The Simpsons, King of the Hill, and Star Trek, and was not happy when he was moved from the cell he kept spotlessly clean to a cell “brutally thrashed by a pig inmate,” a leader of the Latin Kings street gang. He mocks Oklahoma County District Attorney Bob Macy, who had promised to try McVeigh on 160 state counts of murder, calling him “Bozo” and “a punk.” He calls the FBI “wizards at propaganda” who manipulated the facts of the Branch Davidian tragedy. A letter from November 26, 1996 sheds some light on McVeigh’s feelings about the Davidian tragedy, and may help explain his rationale for the bombing. In that letter, he wrote: “The public never saw the Davidians’ home video of their cute babies, adorable children, loving mothers, or protective fathers. Nor did they see pictures of the charred remains of children’s bodies. Therefore, they didn’t care when these families died a slow, tortuous death at the hands of the FBI.” Bacharach says it was an unwritten rule between them that they not discuss the bombing. Bacharach says in the letter exchange, he hoped to understand “what made a person who didn’t seem like evil-incarnate commit that evil act.” That never happened, he writes. “It is this fact—that he was not dead behind the eyes, a sheer lunatic—that troubles me the most. He didn’t have the right to be normal, glib, and pleasant, I thought. He owed the dead of Oklahoma City the decency of at least showing his evil.” (Brown 3/27/2001)

FBI agent Danny Defenbaugh, the lead investigator in the 1995 Oklahoma City bombing case (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and After 9:02 a.m., April 19, 1995), tells a CNN reporter that convicted bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) was planning subsequent attacks to follow the first bombing. He also says that there was no way McVeigh could not have known that his target, the Murrah Federal Building, had children inside. “There were other federal buildings that were mentioned,” Defenbaugh says, referring to potential targets in Dallas and Omaha. The FBI, after finding some of the storage units McVeigh and his co-conspirator Terry Nichols (see December 23, 1997 and June 4, 1998) used to store explosives, conducted an intensive search for other stores of explosives. “We sent out within two weeks of that letters to every storage facility in the United States,” he says, but notes that nothing turned up. “It was, and still is, probably the largest, most labor-intensive investigation ever conducted by the FBI.” As for the children being in the building, Defenbaugh says, “No matter what and how you go by that building, if you look at the building, you’re going to see all the little cut-out hands, all the little apples and flowers showing that there’s a kindergarten there—that there are children in that building.” Defenbaugh says the most frequent question he hears is whether others were involved in the conspiracy, usually referring to the now-infamous “John Doe No. 2” (see April 20, 1995, April 21, 1995, April 29, 1995, and June 14, 1995). Defenbaugh says that security camera footage from a McDonald’s (see 3:00 - 5:00 p.m. April 17, 1995) indicates that McVeigh carried out the bombing by himself. “There was no one else who came in [to the restaurant] with him, who was involved with him, who sat with him, who talked with him, who left with him, no indication whatsoever that there was anyone else,” he says. Defenbaugh notes that McVeigh is a pariah, even to anti-government militia groups, saying: “He’s not a martyr. He’s a cold-blooded killer.” (CNN 3/28/2001)

The people who died in the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), even the children and babies, were merely “collateral damage,” according to Timothy McVeigh, who is awaiting execution for his role in the bombing (see June 2, 1997 and June 11-13, 1997). McVeigh admitted to his participation in the bombing to two Buffalo News reporters, Lou Michel and Dan Herbeck, who wrote the book American Terrorist: Timothy McVeigh and the Oklahoma City Bombing. The book is due to be published within days. “I understand what they felt in Oklahoma City,” McVeigh told the authors. “I have no sympathy for them.” The authors quote McVeigh as saying: “I recognized beforehand that someone might be bringing their kid to work. However, if I had known there was an entire day care center, it might have given me pause to switch targets. That’s a large amount of collateral damage.” CNN reported that according to Danny Defenbaugh, the FBI’s lead investigator in the case, there was no doubt that McVeigh knew there would be children among his victims (see March 28, 2001). In an ABC News interview, the authors say that McVeigh “never expressed one ounce of remorse” for his victims in their interviews with him, though they witnessed him become emotional over his remembrance of killing a gopher. According to the authors, McVeigh regrets only that the deaths of the children detracted from his message about the Ruby Ridge (see August 31, 1992 and August 21-31, 1992) and Waco (see August 31, 1992 and August 21-31, 1992) debacles. McVeigh told the authors, using a reference to the song “Dirty for Dirty” by Bad Company: “What the US government did at Waco and Ruby Ridge was dirty. I gave dirty back to them at Oklahoma City.” The authors note that McVeigh said the triggering event for him was the government’s ban on some types of assault weapons (see September 13, 1994): when that happened, McVeigh told them, “I snapped.” Dr. John Smith, a psychiatrist who evaluated McVeigh, asked McVeigh why he continued with the bombing even though he knew children were in the building. “[H]e said, ‘One, the date was too important to put off,’” Smith says, noting that the date of the bombing, April 19, was the two-year anniversary of the Branch Davidian debacle, “and he went into a tirade about all the children killed at Waco.” According to Michel and Herbeck, McVeigh told them he alone planned the bombing, and when his accomplice Terry Nichols (see December 23, 1997 and June 4, 1998) began to show reluctance in continuing (see March 1995 and March 31 - April 12, 1995), he forced him to keep working with him by threatening his family (legal sources dispute that claim, noting that Nichols never raised the idea of coercion in his defense). McVeigh denied that anyone else took part in the bombing, quoting a line from the movie A Few Good Men: “You can’t handle the truth.” McVeigh continued, “Because the truth is, I blew up the Murrah Building, and isn’t it kind of scary that one man could wreak this kind of hell?” He also told the authors that he was disappointed the building did not come down entirely, saying: “Damn, I didn’t knock the building down. I didn’t take it down.” McVeigh told the authors he knew he would get caught and even anticipated execution as a form of “state-assisted suicide.” Yet he worried initially about snipers as he was being charged. “He was ready to die but not at that moment—he wanted to make sure that his full message got out first,” Herbeck says. National Public Radio airs a profile of the documentary, featuring an interview with the film’s producers, Marc Levin, Daphne Pinkerson, and Daniel Voll. According to Voll, the film focuses on three members of the “Army of God”: young recruit Jonathan O’Toole, who says he was looking for the most “radical” and “terroristic” anti-abortion group he could find; Neal Horsley, who runs an anti-abortion Web site; and long-haul trucker Bob Lokey, who recruits new members.
'Violent Fringe' of Anti-Abortion Opposition - Voll describes the three as part of the “violent fringe” of anti-abortion opposition: “These are the guys on the ground who are—whatever the words that politicians and other leaders of these cultural wars can put out there, these are the men who hear them and feel emboldened by them, who feel encouraged by each other, and they are every day praying for God’s will in their life.” Another unidentified man says: “Anybody who raises a weapon up against these people who are slaughtering these babies, before God and the entire world, right now I say you are doing God’s own work. And may the power of God be with you as you aim that rifle. You’re squeezing that trigger for Almighty God.” In the documentary, an unidentified anti-abortion activist says: “There are people in this world right now who are looking for directions on what do we do. Well, we end abortion on demand by the most direct means available to us. So stop the abortion with a bullet, if that’s what it takes. Stop it with a bomb, if that’ s what it takes. You stop abortion on demand. Don’t let it go any farther.” O’Toole says that the “next step is to arm ourselves in a militia, a real militia that has the power to resist the federal government.” Pinkerson says that O’Toole, who was 19 when he joined the Army of God, found Horsley on the Internet through Horsley’s Web site, “The Nuremberg Files,” which lists doctors who perform abortions (see January 1997). O’Toole became Horsley’s assistant, and through him met Lokey, who runs a Web site called “Save the Babies.” In the film, O’Toole, whom the producers speculate may eventually become an assassin of abortion providers, says that because of America’s legalization of abortion, the country has become like “Nazi Germany. It’s like you’ve got concentration camps around you.” Levin notes that filmed conversations between Horsley and Lokey show that many in the movement feel threatened by the concept of women’s equality, and blame men’s failure to exert “dominion” over women as part of the reason why the US legalized abortion. Opposition to Homosexuality - Horsley draws a connection between the organization’s opposition to abortion and the American citizenry’s supposed opposition to homosexuality, saying: “If the American people woke up, and realized that they had to choose between legalized abortion, legalized homosexuality, and legalized all the rest of the desecration or civil war which would cause the rivers to run red with blood—hey, you know we will see legalized abortion go like that! We’ll see legalized homosexuality go like that! Because the American people are not willing to die for homosexuals.”
Bringing Bomb-Making Materials to Washington - The film also shows Lokey bragging to convicted clinic bomber Michael Bray (see September 1994) that he has just trucked 45,000 pounds of ammonium nitrate, a substance that can be used to make “fertilizer bombs” similar to the one that destroyed an Oklahoma City federal building (see 8:35 a.m. - 9:02 a.m. April 19, 1995), into Washington, DC.
Anti-Abortion Opposition Part of an 'Apocalyptic' Death Struggle - Author and reporter Frederick Clarkson writes: “At once shocking, compelling, and beautifully made, the film is essentially the national television debut for the aboveground spokesmen and spokeswomen of the Army of God.… Horsley and others are quite clear in their public statements and their writings that the attacks on clinics and the murders of doctors are but warning shots in what they envision as an epochal, even an apocalyptic struggle at hand. Either Americans conform to their view of God’s laws, or there will be a blood bath, they say. And there is no evidence that they are anything but dead serious.” (Clarkson 3/30/2001)

Randy Weaver, the white separatist who was at the heart of the 1992 Ruby Ridge standoff with the FBI (see August 31, 1992), says the reasons given by convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) for the bombing ring hollow. A book titled American Terrorist, based on prison interviews given by McVeigh to two reporters, claims that McVeigh targeted a federal building in retaliation for the Ruby Ridge (see August 21-31, 1992) and Branch Davidian (see April 19, 1993 and April 19, 1993 and After) tragedies (see March 29, 2001). Weaver is not buying it. “McVeigh took the law into his own hands,” he tells a reporter. “He had justified it in his own mind. I don’t agree with him at all. He has more anger in him than I do, and I don’t know how that could be.” Weaver’s wife and son died by FBI gunfire during the siege. A federal marshal was also killed in the standoff. (Associated Press 3/31/2001)

[Source: CIA]The CIA writes at least 15 reports (only seven of which have been identified; see, e.g., June 20, 2001, June 30, 2001, September 2004-September 2006, November 24, 2001, December 15, 2001, June 14, 2001, April 10, 2001) about Iraq’s interest in purchasing 7075-T6 aluminum tubes. Several of the assessments are distributed only to high-level policy makers, including President Bush, and are not sent to other intelligence agencies for peer review. According to a Senate Select Committee on Intelligence investigation, all the assessments rely on the same evidence and they all fail to note that the opinions of leading centrifuge experts at the Energy Department conflict with the CIA’s view. Anti-government groups believe that convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) was a brainwashed “patsy” who undermined them, and is not a martyr to their cause, according to experts who monitor the groups. McVeigh is awaiting execution at an Indiana prison. Mark Pitcavage, who tracks right-wing hate groups for the Anti-Defamation League, says: “They view Timothy McVeigh as a patsy, as a sort of Lee Harvey Oswald type. Why hasn’t he come clean? Because he’s been brainwashed, [the groups believe,] and the government wants to execute him before he can wake up.” The Oswald comparison refers to the belief that some have that Oswald was an innocent man framed for the killing of President John F. Kennedy. Some anti-government extremists say that McVeigh was programmed by government agents to cause dissension among anti-government groups, and to give the government an excuse to crack down on the groups. Even so, some experts warn, some anti-government and militia groups will choose April 19, the date of the bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), as a day to recognize and to possibly carry out further violence. Political scientist Evan McKenzie says, “Every April 19, everyone should hold their breath.” (Stern 4/5/2001)

In an attempt to get his message across, he addresses the European Parliament: “If President Bush doesn’t help us, these terrorists will damage the US and Europe very soon.” (Islam 4/7/2001; Elliott 8/12/2002) A classified US intelligence document states, “Massoud’s intelligence staff is aware that the attack against the US will be on a scale larger than the 1998 embassy bombings, which killed over two hundred people and injured thousands (see 10:35-10:39 a.m., August 7, 1998).” (Defense Intelligence Agency 11/21/2001 pdf file) Massoud also meets privately with some CIA officials while in Europe (see Early April 2001). He tells them that his guerrilla war against the Taliban is faltering and unless the US gives a significant amount of aid, the Taliban will conquer all of Afghanistan. No more aid is forthcoming. An informant for the BIS, the Czech intelligence agency, reportedly sees Iraqi diplomat Ahmed Khalil Ibrahim Samir al-Ani meeting in a restaurant outside Prague with an Arab man in his 20s. This draws concern from the intelligence community because the informant suggests the person is “a visiting ‘student’ from Hamburg—and… potentially dangerous.” (Safire 11/19/2003 Sources: Jan Kavan) The young man is never positively identified or seen again. Fearing that al-Ani may have been attempting to recruit the young man for a mission to blow-up Radio Free Europe headquarters, the diplomat is told to leave the country on April 18. (Tyler and Tagliabue 10/27/2001; Walker 10/20/2002; Safire 11/19/2003 Sources: Unnamed US officials, Jan Kavan) Information about the incident is passed on to US intelligence. After the 9/11 attacks and after it is reported on the news that Atta had likely visited Prague, the BIS informant will say the young man at the restaurant was Atta. (see September 14, 2001) This information leads hawks to come up with the so-called “Prague Connection” theory, which will hold that 9/11 plotter Mohomed Atta flew to Prague on April 8, met with al-Ani to discuss the planning and financing of the 9/11 attacks, and returned to the US on either April 9 or 10. In a column exploring the idea of US-led regime change in Iraq and advocating the support of Iraqi opposition groups to overthrow Saddam Hussein, Washington Post columnist Jim Hoagland calls Iraqi opposition leader Ahmed Chalabi (see 1992-1996) “a dedicated advocate of democracy” in Iraq. (Hoagland lauds Chalabi’s advanced college degrees, his success as a Jordanian banker (see August 2, 1989), and what he calls Chalabi’s exposure of the CIA’s “gross failures” in Iraq (see (1994)). Hoagland decries “15 years of failed US policy toward Saddam,” and writes that Chalabi is a fine choice to lead Iraq in the place of Hussein. “Mr. Chalabi is a dedicated advocate of democracy who does fight against enormous military odds and deep religious and social divisions in the Arab world,” he writes. Lambasting those in the CIA and State Department who are determined to prove that Chalabi is a fraud (see January 1996), Hoagland writes, “A policy review dedicated to trashing him and other exiles is a shameful and self-defeating way to begin anew on Iraq. It is a phony way to argue that nothing can or should be done to oust the predatory psychopath who holds Iraq hostage.” (Hoagland 4/9/2001; Unger 2007, pp. 206)

US officials in the Department of Energy (DOE) respond to an intelligence report released the previous day (see April 10, 2001) which contended that the aluminum tubes sought by Iraq (see July 2001) are destined for use as centrifuge rotors in a uranium enrichment program. The Energy Department argues that the tubes are too narrow, too heavy, and too long to be used in a gas centrifuge. Furthermore, “the tubes’ specifications suggest a centrifuge design quite different from any Iraq is known to have.” The officials also note that there is no evidence that Iraq is seeking to acquire other materials that would be needed to construct a centrifuge. And if the Iraqis intend to use the tubes for uranium enrichment, the officials ask, why are they making no effort to conceal their interest in acquiring the tubes? “[T]he manner in which the procurement is being handled (multiple procurement agents, quotes obtained from multiple suppliers in diverse locations, and price haggling) seems to better match our expectations for a conventional Iraqi military buy than a major purchase for a clandestine weapons-of-mass destruction program,” the report notes. (US Congress 7/7/2004; Barstow, Broad, and Gerth 10/3/2004) The DOE therefore concludes that “while the gas centrifuge application cannot be ruled out, we assess that the procurement activity more likely supports a different application, such as conventional ordnance production.” The agency considers it more plausible that the tubes are meant to serve as rocket casings. Notwithstanding, the DOE concedes that it has “not identified an Iraq-specific, military, or other noncentrifuge application that precisely matches the tube specifications.” (US Congress 7/7/2004) The DOE will identify a possible specific conventional military application for the tubes the following month (see May 9, 2001).

Convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997), whose execution is rapidly approaching (see January 16, 2001), politely declines a request by the animal rights group PETA (People for the Ethical Treatment of Animals) that he make his last meal a vegetarian one. In a handwritten letter responding to PETA’s request, McVeigh writes that he sympathizes with the group’s cause, but will not make that request. PETA issued the request through the prison warden, stating that McVeigh’s last meal should have no meat because “Mr. McVeigh should not be allowed to take even one more life.” The warden refused, and PETA sent the request directly to McVeigh. “Truth is, I understand your cause—I’ve seen slaughter houses myself—but I still believe in reasonable taking and eating of game (as an outdoorsman and hunter),” he writes. “My one main problem with the ‘veg’ movement is this (besides the fact I’m a libertarian): Where do you draw the line and what standard is used to define that line?” McVeigh questions whether “grubs/worms/etc.” suffer. He also argues that “plants are alive, too. They react to stimuli (including pain); have circulatory systems, etc.… To me, the answer is as the Indians believed: respect for the life you take to sustain yourself, but come to terms with your place in the ‘food chain.’” He congratulates the organization on the media attention it has garnered as a result of the request, writing: “You should have seen the local editorial response to your letter. You gotta remember, this is meat-eatin’ farm country; still, good job getting the attention to your cause (like protesting dead rats on [the popular television reality show] ‘Survivor’).” McVeigh closes by saying he cannot “sustain a prolonged intellectual debate on the subject, as my time is short” but suggests the organization should contact his friend Ted Kaczynski (see April 3, 1996), an inmate of the Florence, Colorado, “supermax” prison that until recently housed McVeigh, whom McVeigh says would be more likely to take up the vegetarian issue. Hynek Kmonicek, the Czech Republic’s deputy foreign minister, informs the Iraqi charge d’affaires in Prague that Iraqi diplomat Ahmed al-Ani must leave the Czech Republic within 24 hours because his “presence [is] not in the security interests of the Czech Republic” and because his activities are “incompatible with his diplomatic status.” (Penketh 10/25/2001; Tyler and Tagliabue 10/27/2001; Hedges and Mcneil 12/16/2001; Safire 11/19/2003) Kmonicek will later deny that the dismissal is related to the meeting that allegedly took place on April 8 (see April 8, 2001). A Newsweek report in April 2002 will suggest the dismissal is related to video surveillance footage showing al-Ani photographing the Radio Free Europe building on several occasions. (Isikoff 4/28/2002) But a November 2003 report in Slate will say that the dismissal is indeed related to the alleged meeting, explaining that Czech intelligence had become nervous after learning of the meeting. (Safire 11/19/2003) The real cause for his dismissal is never officially disclosed.

Convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) says that he bombed the Murrah Federal Building (see 8:35 a.m. - 9:02 a.m. April 19, 1995) after considering a plan to assassinate Attorney General Janet Reno. McVeigh’s statement comes in a written response he gives to questions submitted by Fox News reporter Rita Cosby. McVeigh calls the bombing both a retaliatory strike and a pre-emptive one against an “increasingly militaristic and violent federal government.” Last month, McVeigh’s admission of his role in the bombing was made public by two reporters, in which he called the deaths of children in the blast “collateral damage” (see March 29, 2001). McVeigh provides the answers to the Fox reporters’ questions to make sure his motives for setting the bomb are clear. “I explain this not for publicity,” he writes. “I explain so that the record is clear as to my thinking and motivations in bombing a government installation.” He notes again that the date of April 19 was chosen to reflect the date of the Branch Davidian debacle (see April 19, 1993 and April 19, 1993 and After), calling the government’s assault on the Davidian compound the equivalent of the Chinese government’s “deploying tanks against its own citizens.” McVeigh says he waited two years for the government to correct its “abuse of power,” and became angry when “they actually gave awards and bonus pay to those agents involved, and conversely, jailed the survivors of the Waco inferno after the jury wanted them set free” (see January-February 1994). McVeigh says he observed what he calls “multiple and ever-more aggressive raids across the country” by the government that constituted what he calls an unacceptable pattern of behavior. He says violent action against the government became an option for him only after protest marches, letter-writing campaigns, and media awareness “failed to correct the abuse.” His first thought was “a campaign of assassination,” including Reno, Judge Walter Smith, who handled the Branch Davidian trial, and Lon Horiuchi, the FBI agent who shot to death the wife of white separatist Randy Weaver during the Ruby Ridge siege (see August 31, 1992 and August 21-31, 1992). Assassinating Reno, McVeigh says, would “mak[e] her accept ‘full responsibility’ in deed, not just word,” for the Davidian disaster. But, he says, federal agents are merely soldiers, and he decided to strike against them at what he calls one of their command centers. The bombing, he says, was “morally and strategically equivalent to the US hitting a government building in Serbia, Iraq, or other nations,” and therefore was acceptable for that reason. “I decided to send a message to a government that was becoming increasingly hostile, by bombing a government building and the government employees within that building who represent that government,” he writes. “Based on the observations of the policies of my own government, I viewed this action as an acceptable option.” Asked about calling the children slain in the blast “collateral damage,” McVeigh writes: “Collateral Damage? As an American news junkie; a military man; and a Gulf War Veteran, where do they think I learned that (It sure as hell wasn’t Osami [sic] Bin Laden!)” (Fox News 4/26/2001; Gullo 4/27/2001; Saulny 4/27/2001; Fox News 4/27/2001)

President Bush gives a speech at the National Defense University outlining what he calls a “new strategic framework” for the nation’s strategic defense policy. “This afternoon, I want us to think back some 30 years to a far different time in a far different world,” he tells his listeners. “The United States and the Soviet Union were locked in a hostile rivalry.… Our deep differences were expressed in a dangerous military confrontation that resulted in thousands of nuclear weapons pointed at each other on hair-trigger alert. Security of both the United States and the Soviet Union was based on a grim premise: that neither side would fire nuclear weapons at each other, because doing so would mean the end of both nations.” Bush is referring to the concept of “mutual assured destruction,” or MAD, which has driven the policies of the US and the former Soviet Union since the 1950s. “We even went so far as to codify this relationship in a 1972 ABM [Anti-Ballistic Missile] Treaty (see May 26, 1972), based on the doctrine that our very survival would best be insured by leaving both sides completely open and vulnerable to nuclear attack,” he says.
A Different Threat - Times have now changed: “Today, the sun comes up on a vastly different world.… Today’s Russia is not yesterday’s Soviet Union.… Yet, this is still a dangerous world, a less certain, a less predictable one. More nations have nuclear weapons and still more have nuclear aspirations. Many have chemical and biological weapons. Some already have developed… ballistic missile technology.… And a number of these countries are spreading these technologies around the world. Most troubling of all, the list of these countries includes some of the world’s least-responsible states. Unlike the Cold War, today’s most urgent threat stems not from thousands of ballistic missiles in the Soviet hands, but from a small number of missiles in the hands of these states, states for whom terror and blackmail are a way of life.” Bush cites the example of Iraq’s Saddam Hussein, who, he says, could have forced a very different outcome to the 1991 Gulf War (see January 16, 1991 and After) had he “been able to blackmail with nuclear weapons.” Hussein is an exemplar of today’s hate-driven dictators, Bush asserts: “Like Saddam Hussein, some of today’s tyrants are gripped by an implacable hatred of the United States of America. They hate our friends, they hate our values, they hate democracy and freedom and individual liberty. Many care little for the lives of their own people. In such a world, Cold War deterrence is no longer enough.”
ABM Treaty Now a Hindrance to US Security - “To maintain peace, to protect our own citizens and our own allies and friends, we must seek security based on more than the grim premise that we can destroy those who seek to destroy us,” Bush says. “Today’s world requires a new policy, a broad strategy of active non-proliferation, counter proliferation and defenses.… We need new concepts of deterrence that rely on both offensive and defensive forces. Deterrence can no longer be based solely on the threat of nuclear retaliation.… We need a new framework that allows us to build missile defenses to counter the different threats of today’s world. To do so, we must move beyond the constraints of the 30-year-old ABM Treaty. This treaty does not recognize the present, or point us to the future. It enshrines the past. No treaty that prevents us from addressing today’s threats, that prohibits us from pursuing promising technology to defend ourselves, our friends and our allies is in our interests or in the interests of world peace.… We can, and will, change the size, the composition, the character of our nuclear forces in a way that reflects the reality that the Cold War is over.” Bush is heralding his intention of withdrawing from the 1972 ABM Treaty (see December 13, 2001). Bush says of the treaty: “We should leave behind the constraints of an ABM Treaty that perpetuates a relationship based on distrust and mutual vulnerability. This Treaty ignores the fundamental breakthroughs in technology during the last 30 years. It prohibits us from exploring all options for defending against the threats that face us, our allies and other countries. That’s why we should work together to replace this Treaty with a new framework that reflects a clear and clean break from the past, and especially from the adversarial legacy of the Cold War.” (Bush 5/1/2001; CNN 5/1/2001; Scoblic 2008, pp. 171-172)
An Old Response to a New Threat - Author J. Peter Scoblic later calls Bush’s rationale “disingenuous.” He explains: “Conservatives had wanted to field missile defenses ever since the Soviet Union had developed ICBMs.… But somewhat paradoxically, following the collapse of the Soviet Union—and with it the likelihood of of a missile attack—conservative calls for missile defense increased” (see September 27, 1994). (Scoblic 2008, pp. 171-172) Joseph Cirincione of the Carnegie Endowment for International Peace calls Bush’s proposal “tragically mistaken.” (PBS 5/1/2001) Senator John Kerry (D-MA), an outspoken opponent of Bush’s foreign policies, says: “This is essentially a satisfy-your-base, political announcement. It serves no other purpose.” (Sanger 5/1/2001)

Congressional Democrats are highly critical of President Bush’s proposal to abandon the 1972 Anti-Ballistic Missile Treaty and instead implement a “new strategic framework” for the US’s defense against nuclear weapons (see May 1, 2001). Senate Majority Leader Tom Daschle (D-SD) says: “Many in the administration… argue that deploying an ineffective defense can still be an effective system simply because it would cause uncertainty in the minds of our adversaries. That position is based on the flawed assumption that a president would be willing to gamble our nation’s security on a bluff, and that no adversary would be willing or able to call such a bluff. Instead of increasing our security, pursuing a strategy that cannot achieve its goal could leave our nation less secure and our world less stable.” Senator Joseph Biden (D-DE), an acknowledged expert on US defense capabilities, says, “To abandon the ABM with the hope to get that [missile defense] capacity somewhere down the line would damage the security interests of the United States.” Senator John Kerry (D-MA) notes: “If you can’t shoot down 100 percent of them [nuclear missiles], you haven’t gotten rid of mutually assured destruction. And if you can, you set off an arms race to develop a capacity that can’t be touched by a missile defense system.” Perhaps most disparaging is a comment by Representative Neil Abercrombie (D-HI) who says that the new missile defense systems under consideration are “more appropriate to [film studio] Dreamworks and [film director] Steven Spielberg than to actual implementation.” (Nuclear Age Peace Foundation 5/2/2001)

An investigative report commissioned by Charles Key (R-OK), a former Oklahoma legislator with ties to regional militia organizations, will conclude that the government’s investigation into the 1995 Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995) was riddled with omissions and errors. Key informs WorldNetDaily (WND), a conservative news Web site, of the upcoming report’s conclusions. Key helped convene a grand jury investigation in 1998 to look into questions surrounding the bombing; when the jury found no evidence of a larger conspiracy, as Key had hoped it would (see December 30, 1998), he denounced the jury’s findings and created the Oklahoma Bombing Investigation Committee, an independent body that conducted the investigation and wrote the report. Key says he hopes the report will help Americans finally “get to the truth” behind the bombing conspiracy. “The purpose of our report is to document the truth,” Key tells WND. “We, as so many others do, believe that facts regarding other perpetrators, prior knowledge, and the number of explosive devices used to damage the Murrah Building has been concealed.” Key says the committee found “substantial evidence” proving that federal law enforcement officials and court officials knew of the attack well beforehand, but either ignored those warnings or deliberately allowed the attack to go forward. One of those warnings came from a government informant, Carole Howe, whose credibility was questioned by her handlers at the Bureau of Alcohol, Tobacco and Firearms (BATF—see August 1994 - March 1995). Other warnings came from two informants affiliated with organizations in foreign countries, Key says. Four government agencies, including the BATF and the US Marshals, received a notification “to be on the alert for possible attacks against individuals, federal institutions, or the public at large.” Key also says that Federal Judge Wayne Alley, who originally handled the case against convicted bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997), told a reporter that the day of the bombing he had been warned to be on the alert for a possible bombing. Key also says he has statements from five witnesses who claim that no BATF agents were in the building at the time of the attack (this is false; a BATF agent documented his experiences in trying to escape from the building; see 9:02 a.m. and After, April 19, 1995). Other witnesses have told Key that they saw bomb squad vehicles in downtown Oklahoma City before the bomb went off. Key says “over 70 witnesses” saw McVeigh “and one or more John Does” in the days before, and on the day of, the bombing. After the bombing, Key says, around 40 witnesses identified the now-infamous “John Doe No. 2” (see April 20, 1995, April 21, 1995, April 29, 1995, and June 14, 1995) as a man of Middle Eastern descent (see 10:00 a.m. April 19, 1995 and After). Federal authorities ignored those witnesses, Key claims. Key also says that several witnesses in the building told of a “second bomb” going off before (not after) McVeigh’s truck bomb exploded. (Claims that a second bomb went off after the truck bomb detonated have been disputed—see After 9:02 a.m. April 19, 1995 and 9:22 a.m. April 19, 1995). Some of the witnesses say that the first, smaller detonation drove them to hide under their desks just before the larger bomb detonated, thus giving them the chance to save themselves. Key says the committee obtained seismological evidence from what he calls an expert source that, he says, “supports the fact that there were multiple explosions” that morning. But, as was the case with other witnesses, the expert “was not allowed to testify at the federal trials,” the report says. And, Key says, witnesses claim to have actually seen a number of bombs in the building that morning, reports that caused rescue personnel to evacuate the building while people were still trapped inside (see 10:00 a.m. and After, April 19, 1995 and 10:28 a.m. April 19, 1995). The report questions the size of McVeigh’s bomb, which was estimated at a number of different sizes but was eventually concluded by government experts to be somewhere around 4,800 pounds; the report says that estimate is incorrect. The damage suffered by the Murrah Building could not have been caused by a bomb of that size, according to “experts” quoted by the report. Key also says that the government deliberately prevented evidence of others’ involvement in the bombing to be used in McVeigh’s and Nichols’s trials, and says that indictments against the two named those persons (this is false—see August 10, 1995). Key says allegations by Jayna Davis that Osama bin Laden masterminded the bomb conspiracy (see March 20, 2001) support the report’s contentions. The report contains other allegations, including possible involvement by federal law enforcement and court officials, FBI officials refusing to allow Federal Emergency Management Agency (FEMA) personnel to investigate the building, FBI officials refusing to run fingerprint checks of over 1,000 prints obtained in the investigation, what the report calls “blatant bias” exhibited towards “anyone asking questions or probing into facts,” and of breaking “[v]irtually all of the rules governing grand juries.” Key’s committee concludes that the Clinton administration “had prior knowledge of the bombing,” and that “McVeigh and Nichols did not act alone.” Key tells WND: “The final report represents years of extensive investigation and countless interviews. It contains information never reported before in any forum.” (Dougherty 5/4/2001)
