After the failure of the US federal government under the Articles of Confederation, the men working to shape the new American government—later termed the “Founders”—determine that the new government must have a president with power equal to that of Congress and the Supreme Court. The federal government itself has far more power under the new Constitution than it had under the Articles, but many Founders worry that the government will have, or take upon itself, the power to constrain or even destroy individual rights and freedoms. The government, therefore, will have strict limitations on its functions, and will be divided into three co-equal branches. Debate over whether the new government should have a single president or an executive council rages, but eventually the Founders decide that a single president could best act decisively in times of crisis. However, Congress has the strength to curtail presidential power via legislation and oversight. One of the Founders’ most crucial decisions is to give Congress, not the president, the power to declare war and commit military troops to battle. Congress must also authorize any military actions that fall short of actual war, the creation and maintenance of armies, and exercise control over how the president can call on the armed forces in emergencies. Finally, the Founders, all too aware that until the English Revolution of 1688, the King of England could use his “prerogative powers” to dispense with a law that he felt unnecessary, move to ensure that the US president cannot use a similar usurpation of power to override Congressional legislation, writing in the Constitution that the president must “take care that the laws be faithfully executed.” In 2007, reporter Charlie Savage, drawing on James Madison’s Federalist Papers, will write: “Knowing that it was inevitable that from time to time foolish, corrupt, or shortsighted individuals would win positions of responsibility in the government, the Founders came up with a system that would limit anyone’s ability to become a tyrant or to otherwise wreck the country. And over the next century and a half, the system worked as the Founders had designed it to work.” [Savage, 2007, pp. 14-16]

James Madison, one of the founders of the American system of constitutional government (see 1787), writes of the importance of Congress, not the president, retaining the power to send the nation to war. “Those who are to conduct a war cannot, in the nature of things, be proper or safe judges,” he writes, “whether a war ought to be commenced, continued, or concluded. They are barred from the latter functions by a great principle in free government, analagous to that which separates the sword from the purse, or the power from executing from the power of enacting laws.” [Savage, 2007, pp. 19]

President Roosevelt signs the US declaration of war with Japan.President Roosevelt signs the US declaration of war with Japan. [Source: Franklin D. Roosevelt Presidential Library and Museum]President Roosevelt, recognizing that Congress has the Constitutional authority to declare war (see 1787 and 1793), asks the legislature for a declaration of war against Japan in retaliation for the Japanese air attack against US naval forces at Pearl Harbor. Roosevelt calls the date of the Pearl Harbor attack, December 7, 1941, “a day which will live in infamy.” He says, “I ask that the Congress declare that since the unprovoked and dastardly attack by Japan on Sunday, December 7, 1941, a state of war has existed between the United States and the Japanese Empire.” With a single exception—Representative Jeannette Rankin (R-MT)—every member of the House and Senate votes to authorize war against Japan. President Harry Truman, without the approval of Congress, sends US troops to fight in the Korean War. Unlike his predecessor (see December 8, 1941), Truman asserts that he has the inherent right to do so as the commander in chief (see 1787 and 1793). Truman bases his decision in part on a UN Security Council resolution passed three days before—at the US’s behest—approving military aid to South Korea, which was invaded by North Korean troops on June 25. In 2007, reporter and author Charlie Savage will write: “But the permission of foreign states was irrelevant to the domestic legal issue of who got to decide whether the United States would go to war. No president had ever before launched anything on the scale of the Korean War without prior permission from Congress, as the Constitution requires.” Savage will explain why Congress allows Truman to usurp its prerogatives: “[M]embers of Congress, eager to appear tough against Communism and to support a war effort, did nothing to block Truman.” [Savage, 2007, pp. 19; Truman Library, 3/2008]

The New York Times publishes the first of the so-called “Pentagon Papers,” the Defense Department’s secret history of the Vietnam War during the Kennedy and Johnson administrations (see January 15, 1969 and March 1971). The Washington Post will begin publishing the papers days later. [Reeves, 2001, pp. 330; Moran, 2007] The first story is entitled “Vietnam Archive: Pentagon Study Traces Three Decades of Growing US Involvement,” and is labeled the first of a series. [Moran, 2007] The opening paragraph, by reporter Neil Sheehan, reads, “A massive study of how the United States went to war in Indochina, conducted by the Pentagon three years ago, demonstrates that four administrations [Eisenhower, Kennedy, Johnson, and Nixon] progressively developed a sense of commitment to a non-Communist Vietnam, a readiness to fight the North to protect the South, and an ultimate frustration with this effort—to a much greater extent than their public statements acknowledged at the time.” [Reeves, 2001, pp. 330]
Nixon Believes Publication May Discredit Predecessors, Not Him - President Nixon, who is not mentioned in the papers, at first is not overly worried about the papers being made public, and feels they may actually do him more good than harm. [Werth, 2006, pp. 84-87] In a tape-recorded conversation the same day as the first story is published, Nixon tells National Security Adviser Henry Kissinger that in some ways, the story helps him politically, serving to remind the voting public that the Vietnam War is more the product of his predecessors’ errors than his own. Nixon says that the publication just proves how important it is for his administration to “clean house” of disloyal members who might take part in such a “treasonable” act. [Moran, 2007] “This is really tough on Kennedy, [Robert] McNamara [Kennedy’s secretary of defense], and Johnson,” he says. “Make sure we call them the Kennedy-Johnson papers. But we need… to keep out of it.” [Reeves, 2001, pp. 331]
Kissinger Argues that Leak is a Threat to Nixon's Administration - However, Kissinger is furious, yelling to his staff: “This will destroy American credibility forever. We might as well just tell it all to the Soviets and get it over with.” Kissinger convinces Nixon to try to stop the Times from publishing the documents by in part appealing to his masculinity—Nixon would not want to appear as a “weakling” to his foreign adversaries, Kissinger argues. Kissinger himself fears that his former association with Ellsberg will damage his own standing in the White House. Kissinger says he knows that Ellsberg is a womanizer and a “known drug user” who “shot at peasants in Vietnam,” and that information can be used to damage Ellsberg’s credibility (see Late June-July 1971). [Reeves, 2001, pp. 334; Werth, 2006, pp. 84-87] One of the arguments Kissinger successfully uses to stoke Nixon’s ire is that the papers were leaked by one or more “radical left-wing[ers]” to damage the administration’s credibility. Nixon calls the leak a “conspiracy” against him and his administration. [Moran, 2007] Nixon soon attempts to stop further publications with a lawsuit against the Times (see June 15, 1971). The Post will also become involved in the lawsuit. [Herda, 1994] Nixon initially believes former Kissinger aide Leslie Gelb, now of the Brookings Institute, is responsible for leaking the documents. Although Nixon does not know this, he is quite wrong. Gelb has always worried that the documents would cause tremendous controversy if ever made public. Only 15 copies exist: five in Secretary of Defense Melvin Laird’s safe; copies under lock and key at the Kennedy and Johnson presidential libraries; several copies in the hands of former Johnson administration officials, including McNamara and his successor, Clark Clifford; and two at the RAND Corporation. Nixon widens his speculation over the leak, telling his chief of staff H. R. Haldeman that someone on Kissinger’s staff may have leaked the documents, or maybe some unknown group of “f_cking Jews.” Regardless of who it is, Nixon says, “Somebody’s got to go to jail for that.” It is Kissinger who quickly figures that Ellsberg was the leaker. At the behest of President Nixon (see June 15, 1971), the Justice Department files a motion with the US District Court in New York requesting a temporary restraining order and an injunction against the New York Times to prevent further publication of articles stemming from the “Pentagon Papers” (see June 13, 1971). The landmark case of New York Times Company v. United States begins. The government’s argument is based on the assertion that the publication of the documents jeopardizes national security, makes it more difficult to prosecute the Vietnam War, and endangers US intelligence assets. The Times will base its defense on the principles embodied in the First Amendment, as well as the argument that just because the government claims that some materials are legitimately classified as top secret, this does not mean they have to be kept out of the public eye; the Times will argue that the government does not want to keep the papers secret to protect national security, but instead to protect itself from embarrassment and possible criminal charges. The court grants the temporary restraining order request, forcing the Times to temporarily stop publishing excerpts from the documents. [Herda, 1994; Moran, 2007]

A federal court, issuing a ruling in the case of New York Times Company v. United States (see June 15, 1971), refuses to order the Times to turn over its copy of the Pentagon Papers for government inspection, saying that it will not authorize a government fishing expedition into the files of any newspaper. [Herda, 1994] The court’s decision is overruled the next day, but by this point it is, for all intents and purposes, too late. The Washington Post prints its second installment and releases the article to the 341 newspapers that subscribe to its national news service. Within hours, newspapers across the country are publishing the Post excerpts. Daniel Ellsberg, who originally leaked the documents to the Times (see March 1971), is secretly traveling around the country, making the documents available to other news outlets. (Ellsberg is so successful at staying hidden that he is interviewed by CBS news anchor Walter Cronkite for a June 23 news special without the FBI being able to find him. Ellsberg will eventually surrender himself to the police (see June 28, 1971).) [Reeves, 2001, pp. 335-336]

June 18, 1971: Pentagon Papers Hearings Begin

Hearings over the legality of publication of the “Pentagon Papers” (see June 15, 1971) begin in federal court. Although the main newspaper publishing the Papers is the New York Times, the legality of the publication of an article derived from the Papers in another newspaper, the Washington Post, is also challenged in the hearings. The Justice Department will file charges against the Post similar to those already filed against the New York Times. [Herda, 1994]

Opening arguments in the Pentagon Papers case of New York Times Company v. United States (see June 15, 1971 and June 24, 1971) begin in the Supreme Court. The government argues that the publication of articles based on the documents constitutes a “grave and immediate danger” to US interests, and that the “integrity of the institution of the presidency” must be protected. For the Times, the arguments are that, first, since it took days for the government to respond to the publication of the first articles, the documents must not be that sensitive; lower courts could not find a single sensitive document among the documents; the government had no right imposing restraints on a newspaper’s First Amendment rights to publish in this situation; and that many times in recent history the Times and other news outlets had published “leaked” information, often information that was deliberately leaked by government sources. [Source: Foundation for Rational Economics and Education]A number of newsletters released by Representative Ron Paul (R-TX), a self-described libertarian and strict Constitutionalist, contain what many believe to be racially objectionable remarks and claims. Paul’s monthly newsletters are published under a variety of names, including “Ron Paul’s Freedom Report,” “Ron Paul Political Report,” and “The Ron Paul Survival Report.” The newsletters are published by several organizations, including Paul’s non-profit group the Foundation for Rational Economics and Education, and a group called Ron Paul & Associates. For a time, Ron Paul & Associates also publishes “The Ron Paul Investment Letter.” In 1996, a challenger for Paul’s House seat, Charles “Lefty” Morris (D-TX) makes public some of the racially inflammatory content in Paul’s newsletters. The newsletters will be publicly exposed in a 2008 article in the New Republic (see January 8-15, 2008). The content, culled from years of newsletters, includes such claims and observations as:
bullet From a 1992 newsletter: “[O]pinion polls consistently show only about 5 percent of blacks have sensible political opinions, i.e. support the free market, individual liberty, and the end of welfare and affirmative action.” Politically “sensible” blacks are outnumbered “as decent people.” The same report claims that 85 percent of all black men in the District of Columbia have been arrested, and continues: “Given the inefficiencies of what DC laughingly calls the ‘criminal justice system,’ I think we can safely assume that 95 percent of the black males in that city are semi-criminal or entirely criminal.… [W]e are constantly told that it is evil to be afraid of black men, [but] it is hardly irrational. Black men commit murders, rapes, robberies, muggings, and burglaries all out of proportion to their numbers.”
bullet The same 1992 edition has Paul claiming that the government should lower the age at which accused juvenile criminals can be prosecuted as adults. “We don’t think a child of 13 should be held responsible as a man of 23,” the newsletter states. “That’s true for most people, but black males age 13 who have been raised on the streets and who have joined criminal gangs are as big, strong, tough, scary, and culpable as any adult and should be treated as such.” The newsletter also asserts that sophisticated crimes such as “complex embezzling” are conducted exclusively by non-blacks: “What else do we need to know about the political establishment than that it refuses to discuss the crimes that terrify Americans on grounds that doing so is racist? Why isn’t that true of complex embezzling, which is 100 percent white and Asian?”
bullet Another 1992 newsletter states, “[I]f you have ever been robbed by a black teen-aged male, you know how unbelievably fleet-footed they can be.”
bullet An undated newsletter excerpt states that US Representative Barbara Jordan (D-TX), who is African-American, is “the archetypical half-educated victimologist” whose “race and sex protect her from criticism.”
bullet The newsletters often use disparaging nicknames and descriptions for lawmakers. Jordan is called “Barbara Morondon.” Congressional Delegate Eleanor Holmes Norton is a “black pinko.” Donna Shalala, the head of the Department of Health and Human Services during the Clinton administration, is a “short lesbian.” Ron Brown, the head of the Department of Commerce during the Clinton administration, is a “racial victimologist.” Roberta Achtenberg, the first openly gay public official confirmed by the US Senate, is a “far-left, normal-hating lesbian activist.”
bullet Newsletter items through the early 1990s attack Dr. Martin Luther King Jr., renaming him “X-Rated Martin Luther King” and labeling him a “world-class philanderer who beat up his paramours,” “seduced underage girls and boys,” and “made a pass at” fellow civil rights leader Ralph Abernathy. One newsletter ridicules black activists who wanted to rename New York City after King, suggesting that “Welfaria,” “Zooville,” “Rapetown,” “Dirtburg,” and “Lazyopolis” were better alternatives. The same year, King is described as “a comsymp [Communist sympathizer], if not an actual party member, and the man who replaced the evil of forced segregation with the evil of forced integration.” One 1990 excerpt says of the King holiday: “I voted against this outrage time and again as a congressman. What an infamy that Ronald Reagan approved it! We can thank him for our annual Hate Whitey Day!”
bullet An undated excerpt from a newsletter entry titled “Needlin’” says: “‘Needlin’,’ a new form of racial terrorism, has struck New York City streets on the tony Upper West Side. At least 39 white women have been stuck with used hypodermic needles—perhaps infected with AIDS—by gangs of black girls between the ages of 12 and 14. The New York Times didn’t find this fit to print for weeks and weeks, until its candidate David Dinkins [New York City’s first African-American mayor] was safely elected. Even then the story was very low key, with race mentioned many paragraphs into it. Who can doubt that if this situation were reversed, if white girls had done this to black women, we would have been subjected to months-long nationwide propaganda campaign on the evils of white America? The double standard strikes again.” The excerpt is presumably published sometime after 1989, when Dinkins is elected mayor of New York City. In 2011, NewsOne reporter Casey Gane-McCalla will write, “I could find no evidence of this ‘epidemic’ and the article seems to have no point other than to make white people scared of black people.”
bullet A December 1989 “special issue” of the Investment Letter addresses what it calls “racial terrorism,” and tells readers what to expect from the 1990s: “Racial Violence Will Fill Our Cities” because “mostly black welfare recipients will feel justified in stealing from mostly white ‘haves.’” In February 1990, another newsletter warns of “The Coming Race War.” In November 1990, an item advises readers: “If you live in a major city, and can leave, do so. If not, but you can have a rural retreat, for investment and refuge, buy it.” In June 1991, an entry on racial disturbances in Washington, DC’s Adams Morgan neighborhood is titled, “Animals Take Over the DC Zoo,” calling the disturbances “the first skirmish in the race war of the 1990s.”
bullet In June 1992, the Ron Paul Political Report publishes a “special issue” that explains the Los Angeles riots, claiming, “Order was only restored in LA when it came time for the blacks to pick up their welfare checks three days after rioting began.” The looting, the newsletter writes, is a natural byproduct of government indulging the black community with “‘civil rights,’ quotas, mandated hiring preferences, set-asides for government contracts, gerrymandered voting districts, black bureaucracies, black mayors, black curricula in schools, black TV shows, black TV anchors, hate crime laws, and public humiliation for anyone who dares question the black agenda.” It also denounces “the media” for believing that “America’s number one need is an unlimited white checking account for underclass blacks.” The newsletter praises Asian merchants in Los Angeles for having the fortitude to resist political correctness and fight back. Koreans, the newsletter writes, are “the only people to act like real Americans” during the riots, “mainly because they have not yet been assimilated into our rotten liberal culture, which admonishes whites faced by raging blacks to lie back and think of England.” Another newsletter entry from around the same time strikes some of the same chords in writing about riots in Chicago after the NBA’s Chicago Bulls win the championship: “[B]lacks poured into the streets in celebration. How to celebrate? How else? They broke the windows of stores to loot, even breaking through protective steel shutters with crowbars to steal everything in sight.” The entry goes on to claim that black rioters burned down buildings all along Chicago’s “Magnificent Mile,” destroyed two taxicabs, “shot or otherwise injured 95 police officers,” killed five people including a liquor-store owner, and injured over 100 others. “Police arrested more than 1,000 blacks,” the newsletter claims. In 2011, Gane-McCalla will write that the newsletter entry falsely accuses blacks of perpetuating all of the violence, when in reality, the violence was perpetuated by people of all ethnicities. One thousand people—not 1,000 blacks—were arrested. And, he will write, “two officers suffered minor gunshot wounds and that 95 were injured in total, but the way Paul phrased it, it would seem most of the 95 officers injured were shot.”
bullet An undated newsletter entry says that “black talk radio” features “racial hatred [that] makes a KKK rally look tame. The blacks talk about their own racial superiority, how the whites have a conspiracy to wipe them out, and how they are going to take over the country and wipe them out. They only differ over whether they should use King’s non-violent approach (i.e. state violence) or use private violence.”
bullet An undated newsletter entry discusses “the newest threat to your life and limb, and your family—carjacking,” blaming it on blacks who follow “the hip-hop thing to do among the urban youth who play unsuspecting whites like pianos.” The entry advises potential carjacking victims to shoot carjackers, then “leave the scene immediately [and] dispos[e] of the wiped-off gun as soon as possible.” The entry concludes: “I frankly don’t know what to make of such advice, but even in my little town of Lake Jackson, Texas, I’ve urged everyone in my family to know how to use a gun in self-defense. According to author and militia/white supremacist expert David Neiwert, much of Paul’s information about black crime comes from Jared Taylor, the leader of the American Renaissance movement (see January 23, 2005). Taylor, Neiwert will write, cloaks his racism in “pseudo-academic” terminology that is published both in a magazine, American Renaissance, and later in a book, The Color of Crime, both of which make what Neiwert calls “unsupportable claims about blacks.” [David Neiwert, 6/8/2007]
Conspiracies, Right-Wing Militias, and Bigotry - The newsletters often contain speculations and assertions regarding a number of what reporter James Kirchick will call “shopworn conspiracies.” Paul, as reflected in his newsletter, distrusts the “industrial-banking-political elite” and does not recognize the federally regulated monetary system and its use of paper currency. The newsletters often refer to to the Bilderberg Group, the Trilateral Commission, and the Council on Foreign Relations. In 1978, a newsletter blames David Rockefeller, the Trilateral Commission, and “fascist-oriented, international banking and business interests” for the Panama Canal Treaty, which it calls “one of the saddest events in the history of the United States.” A 1988 newsletter cites a doctor who believes that AIDS was created in a World Health Organization laboratory in Fort Detrick, Maryland. In addition, Ron Paul & Associates sells a video about the Branch Davidian tragedy outside Waco (see April 19, 1993) produced by “patriotic Indiana lawyer Linda Thompson” (see April 3, 1993 and September 19, 1994), as a newsletter calls her, who insists that Waco was a conspiracy to kill ATF agents who had previously worked for President Clinton as bodyguards. Kirchick will note that outside of the newsletters, Paul is a frequent guest on radio shows hosted by Alex Jones, whom Kirchick will call “perhaps the most famous conspiracy theorist in America.”
Connections to Neo-Confederate Institute - Kirchick goes on to note Paul’s deep ties with the Ludwig von Mises Institute, a libertarian think tank in Alabama founded by Paul’s former chief of staff, Lew Rockwell; Paul has taught seminars at the institute, serves as a “distinguished counselor,” and has published books through the institute. The von Mises Institute has a long history of support for white-supremacist neo-Confederate groups, including the League of the South, led by Confederate apologist Thomas Woods (see October 14, 2010). Paul will endorse books by Woods and other neo-Confederates. Paul seems to agree with members of the von Mises institute in their view that the Civil War was the beginning of a horrific federal tyranny that ran roughshod over states’ rights. Paul, in his newsletters and speeches, has frequently espoused the idea of states’ secession as protest against the federal government.
Lamenting the South African Revolution - In March 1994, a newsletter warns of a “South African Holocaust,” presumably against white South Africans, once President Nelson Mandela takes office. Previous newsletters call the transition from a whites-only government to a majority-African government a “destruction of civilization” that is “the most tragic [to] ever occur on that continent, at least below the Sahara.”
Praise for Ku Klux Klan Leader's Political Aspirations - In 1990, a newsletter item praises Louisiana’s David Duke, the former Imperial Wizard of the Ku Klux Klan, for coming in a strong second in that state’s Republican Senate primary. “Duke lost the election,” the newsletter says, “but he scared the blazes out of the Establishment.” In 1991, a newsletter asks, “Is David Duke’s new prominence, despite his losing the gubernatorial election, good for anti-big government forces?” The conclusion is that “our priority should be to take the anti-government, anti-tax, anti-crime, anti-welfare loafers, anti-race privilege, anti-foreign meddling message of Duke, and enclose it in a more consistent package of freedom.” Duke will in return give support to Paul’s 2008 presidential candidacy.
Attacking Gays, AIDS Research - Paul’s newsletters often praise Paul’s “old colleague,” Representative William Dannemeyer (R-CA), a noted anti-gay activist who often advocates forcibly quarantining people suffering from AIDS. Paul’s newsletters praise Dannemeyer for “speak[ing] out fearlessly despite the organized power of the gay lobby.” In 1990, one newsletter mentions a reporter from a gay magazine “who certainly had an axe to grind, and that’s not easy with a limp wrist.” In an item titled, “The Pink House?” the newsletter complains about President George H.W. Bush’s decision to sign a hate crimes bill and invite “the heads of homosexual lobbying groups to the White House for the ceremony,” adding, “I miss the closet.” The same article states, “Homosexuals, not to speak of the rest of society, were far better off when social pressure forced them to hide their activities.” If homosexuals are ever allowed to openly serve in the military, another newsletter item concludes, they, “if admitted, should be put in a special category and not allowed in close physical contact with heterosexuals.” One newsletter calls AIDS “a politically protected disease thanks to payola and the influence of the homosexual lobby,” and alternates between praising anti-gay rhetoric and accusing gays of using the disease to further their own political agenda. One item tells readers not to get blood transfusions because gays are trying to “poison the blood supply.” Another cites a far-right Christian publication that advocates not allowing “the AIDS patient” to eat in restaurants, and echoes the false claim that “AIDS can be transmitted by saliva.” The newsletters often advertise a book, Surviving the AIDS Plague, which makes a number of false claims about casual transmission and defends “parents who worry about sending their healthy kids to school with AIDS victims.”
Blasting Israel - Kirchick will note that the newsletters are relentless in their attacks on Israel. A 1987 issue of the Investment Letter calls Israel “an aggressive, national socialist state.” A 1990 newsletter cites the “tens of thousands of well-placed friends of Israel in all countries who are willing to wok [sic] for the Mossad in their area of expertise.” Of the 1993 World Trade Center bombing (see February 26, 1993), a newsletter said, “Whether it was a setup by the Israeli Mossad, as a Jewish friend of mine suspects, or was truly a retaliation by the Islamic fundamentalists, matters little.” Another newsletter column criticizing lobbyists says, “By far the most powerful lobby in Washington of the bad sort is the Israeli government” and that the goal of the “Zionist movement” is to stifle criticism.
Violent Anti-Government Rhetoric - In January 1995, three months before the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), a newsletter lists “Ten Militia Commandments,” describing “the 1,500 local militias now training to defend liberty” as “one of the most encouraging developments in America.” It warns militia members that they are “possibly under BATF [Bureau of Alcohol, Tobacco and Firearms] or other totalitarian federal surveillance” and prints bits of advice from the Sons of Liberty, an anti-government militia based in Alabama—among them, “You can’t kill a Hydra by cutting off its head,” “Keep the group size down,” “Keep quiet and you’re harder to find,” “Leave no clues,” “Avoid the phone as much as possible,” and “Don’t fire unless fired upon, but if they mean to have a war, let it begin here.”
Slandering Clinton - Newsletters printed during President Clinton’s terms in office claim that Clinton uses cocaine and has fathered illegitimate children. Repeating the rumor that Clinton is a longtime cocaine user, in 1994 Paul writes that the speculation “would explain certain mysteries” about the president’s scratchy voice and insomnia. “None of this is conclusive, of course, but it sure is interesting,” he states.
Distance from Newsletter - In 2008, Paul campaign spokesman Jesse Benton will attempt to distance Paul from the newsletters, saying that while Paul wrote some of their content, he often did not, and in many instances never saw the content. Benton will say that the frequent insults and vitriol directed at King are particularly surprising, because, Benton will say, “Ron thinks Martin Luther King is a hero.” In 1996, Paul claims ownership of the content, but says that Morris took the newsletter quotes “out of context” (see May 22 - October 11, 1996). In 2001, Paul will claim that he did not write any of the passages, and will claim having no knowledge of them whatsoever (see October 1, 2001). Most of the newsletters’ articles and columns contain no byline, and the Internet archives of the newsletters begin in 1999. In 2008, Kirchick will find many of the older newsletters on file at the University of Kansas and the Wisconsin Historical Society. Kirchick will note the lack of bylines, and the general use of the first person in the material, “implying that Paul was the author.” Kirchick will conclude: “[W]hoever actually wrote them, the newsletters I saw all had one thing in common: They were published under a banner containing Paul’s name, and the articles (except for one special edition of a newsletter that contained the byline of another writer) seem designed to create the impression that they were written by him—and reflected his views. What they reveal are decades worth of obsession with conspiracies, sympathy for the right-wing militia movement, and deeply held bigotry against blacks, Jews, and gays.” Paul, Kirchick writes, is “a member in good standing of some of the oldest and ugliest traditions in American politics.” Kirchick will conclude: “Paul’s campaign wants to depict its candidate as a naive, absentee overseer, with minimal knowledge of what his underlings were doing on his behalf. This portrayal might be more believable if extremist views had cropped up in the newsletters only sporadically—or if the newsletters had just been published for a short time. But it is difficult to imagine how Paul could allow material consistently saturated in racism, homophobia, anti-Semitism, and conspiracy-mongering to be printed under his name for so long if he did not share these views. In that respect, whether or not Paul personally wrote the most offensive passages is almost beside the point. If he disagreed with what was being written under his name, you would think that at some point—over the course of decades—he would have done something about it.” [New Republic, 1/8/2008; NewsOne, 5/6/2011] In 2008, Paul will deny writing virtually any of his newsletters’ various content (see January 8-15, 2008 and January 16, 2008).

Iraq procures “yellowcake” uranium from Portugal, Niger, and Brazil. Since neither Niger nor Brazil are members of the Non-Proliferation Treaty, they are not required to submit the transaction to the International Atomic Energy Agency (IAEA). Portugal, a signatory to the treaty, informs the IAEA of the transfers. Iraq also notifies the IAEA of the transfer in August 1981 and again in July 1982. The total amount of yellowcake uranium secured by Iraq is 563,290 kilograms. The IAEA verifies the amount transferred to Iraq; including the loss of about 40 kilograms from a drum damaged during Iraq’s salvaging and concealment attempts in 1991. Like other uranium transferred to Iraq (see 1979 and 1982), this uranium is verified and accounted for by International Atomic Energy Association (IAEA) inspectors, and is kept at “Location C,” a storage complex near the Tuwaitha nuclear research facility in central Iraq. Later inspections show that Iraq has not been fully honest about its uranium purchases; it is not until July 1991 that Iraq declares the full amount of uranium it has received. Furthermore, later inspections will show that “considerable” amounts of uranium cannot be accounted for. By July 1994, IAEA inspectors will verify the complete amounts and dispositions of Iraq’s yellowcake. [International Atomic Energy Agency, 1997]

Detective Sergeant Peter Caram, the head of the New York Port Authority’s Terrorist Intelligence Unit, has been directed by the assistant superintendent of the Port Authority Police Department to compile a report on the vulnerability of the WTC to a terrorist attack. Having previously worked at the WTC Command, Caram has exclusive knowledge of some of the center’s security weaknesses. On this day he issues his four-page report, titled “Terrorist Threat and Targeting Assessment: World Trade Center.” It looks at the reasoning behind why the WTC might be singled out for attack, and identifies three areas of particular vulnerability: the perimeter of the WTC complex, the truck dock entrance, and the subgrade area (the lower floors below ground level). Caram specifically mentions that terrorists could use a car bomb in the subgrade area—a situation similar to what occurs in the 1993 bombing (see February 26, 1993). [Caram, 2001, pp. 5, 84-85; New York County Supreme Court, 1/20/2004] This is the first of several reports during the 1980s, identifying the WTC as a potential terrorist target.

The US State Department briefs Donald Rumsfeld, who is preparing to make another visit to Baghdad (see March 26, 1984). In a memo to Rumsfeld, Secretary of State George Shultz laments that relations with Iraq have soured because of the State Department’s March 5 condemnation (see March 5, 1984) of Iraq’s use of chemical weapons and expresses considerable concern over the future of the Aqaba pipeline project [to be built by Bechtel (see December 2, 1983)] which the US is pushing. Shultz writes: “Two event have worsened the atmosphere in Baghdad since your last stop there in December: (1) Iraq has only partly repulsed the initial thrust of a massive Iranian invasion, losing the strategically significant Majnun Island oil fields and accepting heavy casualties; (2) Bilateral relations were sharply set back by our March 5 condemnation of Iraq for CW [chemical weapons] use, despite our repeated warnings that this issue would emerge [as a public issue] sooner or later. Given its wartime preoccupations and its distress at our CW statement, the Iraqi leadership probably will have little interest in discussing Lebanon, the Arab-Israeli conflict, or other matters except as they may impinge on Iraq’s increasingly desperate struggle for survival. If Saddam or Tariq Aziz receives you against consider, and to reject, a pending application from Westinghouse to participate in a $160 million portion of a $1 billion Hyundai thermal power plant project in Iraq, this decision will only confirm Iraqi perceptions that ExIm [Export-Import Bank] financing for the Aqaba pipeline is out of the question. Eagleburger tried to put this perception to a rest, however, emphasizing to Kittani the administration’s firm support for the line (see March 15, 1984). The door is not yet closed to ExIm or other USG [US government] financial assistance to this project….” At the very end of the cable, it is noted that “Iraq officials have professed to be at a loss to explain our actions as measured against our stated objectives. Valerie Plame, the 22-year old daughter of a military family that followed its Air Force father around the globe during her childhood, joins the CIA. She is one of only 250 or so recruits accepted in the elite Career Trainee Program, a relatively new program installed by CIA Director William Casey and future director Robert Gates. These recruits receive intensive training in everything from academics, government and political structures, and paramilitary operations. Plame is one of the first women accepted in the program. She acquits herself very well in training, winning the respect of her fellow recruits. Classmate Larry Johnson, who will himself go on to a long career in the agency, will later recall of the young woman he knows only as “Val P.”: “She didn’t try to pretend to be something that she was not. She didn’t shoot her mouth off. Looking back, for her age, how so damn young she was, she was remarkably mature, and very serious. It was clear she wanted to be taken seriously.” Only three recruits from the “survivors” of the original class of 250 will go on to work as NOCs—nonofficial covered officers. [Source: Associated Press]By the mid-1980s, Osama bin Laden and his mentor Abdullah Azzam jointly founded a charity front based in Pakistan which is called Maktab al-Khidamat (MAK) (which means “services office”) and is also known as Al-Kifah (which means “struggle”) (see 1984). Branches start to open in the US; the first one apparently opens in Tucson, Arizona, where al-Qaeda has a sleeper cell (see 1986). But around 1986, Khaled Abu el-Dahab, the right hand man of double agent Ali Mohamed, informally founds the branch in Brooklyn, New York, and it soon becomes the most important US branch. [New York Times, 10/22/1998; Burr and Collins, 2006, pp. 269-270] On December 29, 1987, three men, Mustafa Shalabi, Fawaz Damra, and Ali Shinawy, formally file papers incorporating Al-Kifah, which is called the Al-Kifah Refugee Center. At first, it is located inside the Al Farouq mosque, which is led by Damra. But eventually it will get it own office space next to the mosque. Shalabi, a naturalized citizen from Egypt, runs the office with two assistants: Mahmud Abouhalima, who will later be convicted for a role in bombing the World Trade Center in 1993 (see February 26, 1993), and El Sayyid Nosair, who will assassinate a Jewish leader in New York in 1990 (see November 5, 1990). [New York Times, 4/11/1993; Newsweek, 10/1/2001; Cleveland Plain Dealer, 11/4/2001] Jamal al-Fadl, a founding member of al-Qaeda and future FBI informant (see June 1996-April 1997), also works at the Al-Kifah Refugee Center in its early days. [Miller, Stone, and Mitchell, 2002, pp. 155] The Brooklyn office recruits Arab immigrants and Arab-Americans to go fight in Afghanistan, even after the Soviets withdraw in early 1989. As many as 200 are sent there from the office. Before they go, the office arranges training in the use of rifles, assault weapons, and handguns, and then helps them with visas, plane tickets, and contacts. They are generally sent to the MAK/Al-Kifah office in Peshawar, Pakistan, and then connected to either the radical Afghan faction led by Abdul Rasul Sayyaf or the equally radical one led by Gulbuddin Hekmatyar. [New York Times, 4/11/1993] The CIA has some murky connection to Al-Kifah that has yet to be fully explained. Newsweek will later say the Brooklyn office “doubled as a recruiting post for the CIA seeking to steer fresh troops to the mujaheddin” fighting in Afghanistan. At the same time, the Brooklyn office is where “veterans of [the Afghan war arrived] in the United States—many with passports arranged by the CIA.” [Newsweek, 10/1/2001] Robert I. Friedman, writing for New York magazine, will comment that the Brooklyn office was a refuge for ex- and future mujaheddin, “But the highlight for the center’s regulars were the inspirational jihad lecture series, featuring CIA-sponsored speakers.… One week on Atlantic Avenue, it might be a CIA-trained Afghan rebel traveling on a CIA-issued visa; the next, it might be a clean-cut Arabic-speaking Green Beret, who would lecture about the importance of being part of the mujaheddin, or ‘warriors of the Lord.’ The more popular lectures were held upstairs in the roomier Al-Farouq Mosque; such was the case in 1990 when Sheikh [Omar] Abdul-Rahman, traveling on a CIA-supported visa, came to town.” One frequent instructor is double agent Ali Mohamed, who is in the US Special Forces at the time (see 1987-1989). Bin Laden’s mentor Azzam frequently visits and lectures in the area. In 1988, he tells “a rapt crowd of several hundred in Jersey City, ‘Blood and martyrdom are the only way to create a Muslim society.… However, humanity won’t allow us to achieve this objective, because all humanity is the enemy of every Muslim.’” [New York Magazine, 3/17/1995] Ayman Al-Zawahiri, future Al-Qaeda second in command, makes a recruiting trip to the office in 1989 (see Spring 1993). [New Yorker, 9/9/2002] The Brooklyn office also raises a considerable amount of money for MAK/Al-Kifah back in Pakistan. The Independent will later call the office “a place of pivotal importance to Operation Cyclone, the American effort to support the mujaheddin. The Al-Kifah [Refugee Center was] raising funds and, crucially, providing recruits for the struggle, with active American assistance.” [Independent, 11/1/1998] Abdul-Rahman, better known as the “Blind Sheikh,” is closely linked to bin Laden. In 1990, he moves to New York on another CIA-supported visa (see July 1990) and soon dominates the Al-Kifah Refugee Center. Shalabi has a falling out with him over how to spend the money they raise and he is killed in mysterious circumstances in early 1991, completing Abdul-Rahman’s take over. Now, both the Brooklyn and Pakistan ends of the Al-Kifah/MAK network are firmly controlled by bin Laden and his close associates. In 1998, the US government will say that al-Qaeda’s “connection to the United States evolved from the Al-Kifah Refugee Center.” Yet there is no sign that the CIA stops its relationship with the Brooklyn office before it closes down shortly after the 1993 WTC bombing. [Source: Bettmann / Corbis]During a morning intelligence briefing, President Ronald Reagan signs the authorization for the US to allow Israel to sell Iran 4,000 US-made antitank missiles (see January 7, 1986). As they have consistently done before, Defense Secretary Caspar Weinberger and Secretary of State George Shultz register their opposition to the arms deals with Iran. National Security Adviser John Poindexter notes in a February 1986 e-mail that Vice President George Bush supports the arms-for-hostages deals with Iran, writing that the “President and VP are solid in taking the position that we have to try.” The reasons the various administration officials have for agreeing to sell arms to Iran are complex. Reagan is motivated by his belief that supporting Iran thwarts Soviet plans for Middle East domination (see May 1985), and by his own personal sorrow over the plight of the hostages. Others have more overtly political motives primarily fueled by the upcoming midterm elections. If, as in 1980, the American hostages currently held by Islamist radicals can be freed before the elections, the Republicans would likely reap the political benefits. Iranian-born arms merchant Albert Hakim, who is involved in the arms deals, will later tell Congress’s Iran-Contra committee, “We had to meet a deadline in releasing hostages, because the elections were coming up.” Even National Security Council aide Oliver North, one of the chief facilitators of the deals with Iran, will admit to the committee, “There are political concerns.” The US insists that before it deliver any of the antitank missiles, all of the hostages must be released. Iran refuses, and a deadlock ensues that will last for months. [New Yorker, 11/2/1992]

Casey is a hardline conservative, nominally at odds with the more traditional, moneyed conservatism of Bush, but Casey has learned to trust Bush’s abilities. “Casey knew there was nobody in government who could keep a secret better,” a former CIA official will observe. “He knew that Bush was someone who could keep his confidence and be trusted. Bush had the same capacity as Casey to receive a briefing and give no hint that he was in the know.” Casey wants Bush to run a secret errand to Saddam Hussein, the Iraqi dictator, as part of a scheme Casey has concocted to force the hand of Iran (see July 23, 1986). Specifically, Casey wants Bush to have Hussein step up his bombing of Iranian territory. Bush is already going to the Middle East to, as Bush told reporters, “advance the peace process.” Casey’s idea is to force Iran’s hand by having Hussein escalate his air strikes into the heart of that nation; in return, Iran would have to turn to the US for missiles and other air defense weapons. That would give the US leverage in negotiating with Iran for the release of the US hostages it holds. Two Reagan administration officials later say that Casey is also playing two rival policy factions within the administration (see January 14, 1984). Bush complies with Casey’s request; in doing so, Bush, as reporters Murray Waas and Craig Unger will write in 1992, puts himself “directly in the center of action—in a role at the very point where a series of covert initiatives with Iraq and Iran converge[s].” [New Yorker, 11/2/1992; Affidavit. [Source: BBC]Negotiations between Iran and the US for more arms sales hit another snag, with the Iranians merely releasing some American hostages and kidnapping more (see September 19, 1986). CIA Director William Casey decides to reprise the earlier strategy of exhorting Iraq to escalate its air strikes against Iran, thus forcing Iran to turn to the US for more military aid (see July 23, 1986). Casey secretly meets with two high-level Iraqi officials, Foreign Minister Tariq Aziz and Iraq’s ambassador to the US, Nizaar Hamdoon, to urge that the Iraqis once again intensify their bombing runs deep into Iranian territory. The Iraqis comply. But the Iranians’ return to the bargaining table is complicated by the October 5 shooting down of a CIA transport plane in Nicaragua, and the capture by the Sandinistas of the lone survivor, a cargo hauler named Eugene Hasenfus, who tells his captors of the US involvement with the Nicaraguan Contras (see October 5, 1986). Soon after, the Iranians release a single American hostage, but the Hasenfus revelation is followed by that of the Iran-US arms-for-hostages deals by a Lebanese newspaper, Al Shiraa (see November 3, 1986), and similar reports by US news organizations. With the public now aware of these embarrassing and potentially criminal acts by the Reagan administration, support for Iran within the administration collapses, most of the pro-Iranian officials leave government service, and the pro-Iraqi wing of the executive branch, led by Defense Secretary Caspar Weinberger and Secretary of State George Shultz, wins out. The closing months of the Reagan administration will feature a marked tilt towards Iraq in the war between Iraq and Iran. The Reagan administration will, in coming months, provide Iraq with a remarkable amount of military and economic aid, including technology to develop long-range ballistic missiles, chemical weapons, and even nuclear weapons. [New Yorker, 11/2/1992] Interestingly, one of the terrorist groups holding American hostages, the Islamic Jihad Organization (a group closely affiliated with Hezbollah and not the group led by Ayman al-Zawahiri), who released American captive David Jacobson in early November, urged the US to “proceed with current approaches that could lead, if continued, to a solution of the hostages issue.” Reagan officials publicly deny that anyone in the US government has made any “approaches” to Iran or anyone else. As a side note, the release of Jacobson also shows the efforts of Terry Waite, the Archbishop of Canterbury and a former hostage himself, to facilitate the release of the hostages in a different light. Waite’s untiring efforts have obviously been sincere, but never as effective as publicly portrayed. Instead, both the US and Iran have used Waite’s efforts as cover for their secret negotiations. One Israeli official calls Waite’s efforts the “cellophane wrapping” around the hostage releases. He says: “You cannot deliver a gift package unwrapped. That is why there will be no more hostage releases until he returns to the region.” (Waite has temporarily suspended his attempts to free the hostages, complaining about being used as a pawn in international power games.) In 1991, the House Committee on Government Operations will report that 40 percent of the equipment at the Saad 16 research center had come from the US. Neoconservative academics and authors Laurie Mylroie and Daniel Pipes write an article for the New Republic entitled “Back Iraq: Time for a US Tilt in the Mideast.” Mylroie and Pipes argue that the US must publicly embrace Saddam Hussein’s secular dictatorship as a bulwark against the Islamic fundamentalism of Iran. Backing Iraq “could lay the basis for a fruitful relationship” that would benefit US and Israeli interests, they write. They believe Washington should move to a closer relationship with Hussein because Iraq holds a more moderate view of Israel and the US than other countries in the Middle East. “The American weapons that Iraq could make good use of include remotely scatterable and anti-personnel mines and counterartillery radar.” Mylroie and Pipes argue not just for weapons sales to Iraq, but for the US to share intelligence with that nation: “The United States might also consider upgrading intelligence it is supplying Baghdad.” Mylroie and Pipes are apparently uninterested in the stories of Hussein’s use of chemical weapons against both Iranians and his own citizens (see March 5, 1984, March 1988, and August 25, 1988). After the 9/11 attacks, Mylroie will change her opinion and join the call for Hussein’s overthrow, blaming him for a raft of terror attacks going back to the 1993 World Trade Center bombing (see 1990, October 2000, and September 12, 2001). According to several accounts, Iraq uses US-supplied Bell helicopters to deploy chemical weapons during its campaign to recapture lost territories in its war with Iran. One of the towns that is within the conflict zone is the Kurdish village of Halabja, with a population of about 70,000. Between 3,200 and 5,000 Halabja civilians are reportedly killed by poison gas (see August 25, 1988). Other accounts, however, suggest that Iranian gas is responsible for the attack on Halabja, a version that is promoted by the Reagan administration in order to divert the blame away from Iraq. August 20, 1988: Iran-Iraq War Ends

The Iran-Iraq war ends in stalemate after both sides reluctantly accept a UN-brokered peace agreement. The border between the two countries does not change. The war cost at least 1.5 million lives. The major arms supplier for Iraq was the Soviet Union, while France was the biggest supplier to Iran. The US covertly sold arms to both sides during the war, though towards the end of the conflict, the US, after its clandestine arms-for-hostage deals with Iran were exposed in the international press (see November 3, 1986), tilted towards Iraq (see Early October-November, 1986). The Iranian and Iraqi regimes will set about slaughtering their own dissidents after the war—the Iraqis primarily focusing on separatist Kurds and Iran-sympathetic Shi’ites, and the Iranians focusing on its leftist dissident population. [Source: PersianEye / Corbis]Days after the end of the Iran-Iraq War (see August 20, 1988), Saddam Hussein begins the first of a series of poison-gas attacks on Kurdish villages inside Iraq. A September 1988 report by the Senate Foreign Relations Committee states: “Those who were very close to the bombs died instantly. Those who did not die instantly found it difficult to breathe and began to vomit. The gas stung the eyes, skin, and lungs of the villagers exposed to it. Many suffered temporary blindness… . Those who could not run from the growing smell, mostly the very old and the very young, died.” While the gas attacks are continuing, Deputy Secretary of State John Whitehead circulates a highly classified memo among senior State Department officials recommending that the US cultivate even closer ties with Iraq, whom it supported over Iran in the last few years of the war (see Early October-November, 1986). Whitehead offers a Cold War rationale: “[Soviet] clout and influence is on a steady rise as the Gulf Arabs gain self-confidence and Soviet diplomacy gains in sophistication. The Soviets have strong cards to play: their border with Iran and their arms-supply relationship with Iraq. They will continue to be major players and we should engage them as fully as possible.” Whitehead adds, “It should be remembered… that we have weathered Irangate” (see January 17, 1986). Veteran diplomat Joseph Wilson arrives in Baghdad to assume the post of Deputy Chief of Mission (DCM) under US Ambassador April Glaspie. Wilson has extensive experience throughout sub-Saharan and Central Africa, as well as brief stints on the staffs of Senator Al Gore (D-TN) and Representative Tom Foley (D-WA). Wilson will later write that he and his colleagues share the belief that Iraq is ruled by “a shockingly brutal regime… an ugly totalitarian dictatorship” and its leader, Saddam Hussein, a “sociopath.” For the next three years, Wilson and his colleagues will send harsh reports of Hussein’s systematic violations of the human rights of his subjects to Washington.
Walking a Fine Line between Isolation and Appeasement - Still, most of the embassy staff, including Wilson and Glaspie, are not advocates of totally isolating Hussein with extreme economic and diplomatic sanctions. Wilson will write, “Isolating a regime often results in isolating ourselves, and we then lose any leverage we might have to influence outcomes. On the other hand, when dictators are treated like any other leaders, it’s often interpreted by them as a free pass to continue in their autocratic ways, while critics label it as appeasement.… The merits of ideologically driven diplomacy versus a more pragmatic approach have been a recurring theme of foreign policy debates throughout the history of international relations and America’s own domestic policies.”
'Tread Lightly' - Wilson will note that “Iraq’s Arab neighbors unanimously urged us to tread lightly. They argued that after almost a decade of a grinding war with Iran, Saddam had learned his lesson and that his natural radicalism would now be tempered by the harsh experience.… [I]t was better to tie him to relationships that would be hard for him to jettison than to leave him free to make trouble with no encumbrances. Engaging with him at least kept him in our sights.” Iraq had behaved monstrously during its war with Iran, and had offended the world with its chemical attacks on its own citizens (see August 25, 1988) and its Iranian enemies (see October 1988). But it had emerged from the war as a powerful regional player both militarily and economically. The Bush administration is torn between trying to moderate Hussein’s behavior and treating him as an incorrigible, irredeemable enemy of civilization. And Washington wants Iraq as a balancing force against Iran, which is awash in virulently anti-American sentiment (a sentiment returned in full by many American lawmakers and government officials). No other country in the Gulf region will tolerate the presence of US forces as a counterbalance to Iran. So, as Wilson will write, “All of Iraq’s neighbors continued to argue for a softer approach; and since they clearly had at least as much at stake as we did, the Bush administration was willing to follow their lead.” [Wilson, 2004, pp. 78-79, 451]

The radicals are secretly monitored as they shoot AK-47 assault rifles, semiautomatic handguns, and revolvers for four successive weekends. The use of weapons such as AK-47’s is illegal in the US, but this shooting range is known to be unusually permissive. Ali Mohamed is apparently not at the range but has been training the five men there: El Sayyid Nosair, Mahmud Abouhalima, Mohammed Salameh, Nidal Ayyad, and Clement Rodney Hampton-El. Nosair will assassinate Rabbi Meir Kahane one year later (see November 5, 1990) and the others, except Hampton-El, will be convicted of the 1993 World Trade Center bombing (see February 26, 1993), while Hampton-El will be convicted for a role in the “Landmarks” bombing plot (see June 24, 1993). Some FBI agents have been assigned to watch some Middle Eastern men who are frequenting the Al-Kifah Refugee Center in Brooklyn. Each weekend, Mohamed’s trainees drive from Al-Kifah to the shooting range and a small FBI surveillance team follows them. The FBI has been given a tip that some Palestinians at Al-Kifah are planning violence targeting Atlantic City casinos. By August, the casino plot will have failed to materialize and the surveillance, including that at the shooting range, will have come to an end. Ahmed Chalabi, the charismatic, MIT-educated head of Jordan’s Petra Bank, flees to London before charges can be filed against him in regards to the collapse of his bank (see August 2, 1989 and April 9, 1992). Unworried about the Jordanian charges, Chalabi, whose formerly wealthy family fled Iraq in 1958, establishes a loose grouping of Iraqi exiles called the Iraqi National Congress, with the aim of overthrowing Iraqi dictator Saddam Hussein. Chalabi has already forged ties with some US neoconservatives like Albert Wohlstetter and Richard Perle. Now he begins cultivating ties with other influential neoconservatives such as Paul Wolfowitz, James Woolsey, Douglas Feith, and Perle’s protege, David Wurmser. Chalabi makes the rounds of the symposia and conferences, and wins new allies in pro-Israeli think tanks such as the Jewish Institute for National Security Affairs (JINSA) and the Washington Institute for Near East Policy (WINEP). Chalabi’s appeal to the neoconservatives is directly linked to his support for Israel as a regional power. The new Iraq he will build, he promises, will have strong relations with Israel. He even declares his intention to rebuild the oil pipeline from Kirkuk to Haifa, which has been inoperative since the 1940s. The neoconservatives ignore his close ties with the Iranian Shi’ite theocracy, as well as the Petra Bank’s funding of the Lebanese Shi’ite militia Amal. Instead, the neoconservatives view Chalabi as a potential savior of the Middle East. Patrick Clawson of WINEP says, “He could be Iraq’s national leader.” [Unger, 2007, pp. 123-125]

Baker is ignoring the CIA’s warnings that Iraq is using some of this technology to develop a nuclear weapon. Saddam Hussein, emboldened by President Bush’s continued support for his regime even as he develops chemical, biological, and nuclear weapons (see September 1989) and is gassing his own citizens (see August 25, 1988), boasts that he now has chemical weapons and will “burn half of Israel.” Additionally, Iraqi forces on manuevers in the southern part of the country are being told that they are training to attack Israel. Nevertheless, the White House blocks efforts by the Commerce Department to stop the flow of US technology to Iraq, even technology that is being used to develop weapons of mass destruction (see 1990 and July 18, 1990-August 1, 1990). One White House official explains, “The president does not want to single out Iraq.” US diplomat Joseph Wilson, the deputy chief of mission in Baghdad (see September 5, 1988 and After), will later write: “While we were concerned about the tensions in Iraq’s relations with Kuwait (see May 28-30, 1990 and July 17, 1990), we did not suspect that the southern military exercises were, in fact, a first signal of Iraq’s intention to invade that country. The delegation is led by Robert Dole (R-KS) and includes Frank Murkowski (R-AK), Jim McClure (R-ID), Alan Simpson (R-WY), and Howard Metzenbaum (D-OH). The senators are joined by US Ambassador to Iraq April Glaspie, her deputy Joseph Wilson, and various embassy staffers. Dole delivers the message from Bush: Iraq must abandon its chemical and biological weapons programs and stockpiles, and, in return, the US will continue working to improve relations between the two countries (see July 27, 1990 and July 25, 1990). In response, Hussein says he is not trying to destabilize the region and work against US interests. As part of his statement, he says: “I didn’t really say I was going to set fire to half of Israel (see April 1990). What I said was that if Israel attacks me, then I will set fire to half of Israel.” Hussein insists he will only take action against Israel if his country is attacked first, but such a response will be swift and overwhelming, with his new WMD playing a central role. He also protests against what he calls US and British efforts to contain Iraq by scaling back economic and commercial programs, and what he calls a Western smear campaign against him and his government. When the other senators are given a chance to speak to Hussein, Wilson is struck by Metzenbaum’s response. “Mr. President, I can tell you are a honorable man,” Metzenbaum says. Wilson later writes, “I remember thinking to myself that whatever beneficial impact the president’s message and Dole’s statement may have had on Saddam, it had all just been negated by this obsequious boot-licking.” Simpson joins Metzenbaum in stroking Hussein, bending forward so low from his chair that he looks as if he is on bended knee and telling the dictator: “Mr. President, I can see that what you have here isn’t really a policy problem; what you have is a public relations problem. You’ve got a problem with the haughty and pampered press. I know all about that, because I’ve got problems with the press back home. What you need is you need a good public relations person.” Wilson will write: “Saddam no doubt took from the meeting not the admonition to stop developing weapons of mass destruction and threatening his neighbors, but rather support for his own misguided belief that he was an honorable man who didn’t really have policy problems at all, just clumsy relations. After all, one of Israel’s champions had told him so, and another American leader had knelt before him to reassure him that he had no problems with the American government.” [Wilson, 2004, pp. 95]

In repeated statements, Iraqi dictator Saddam Hussein says that overproduction of oil by Kuwait and the United Arab Emirates (UAE) is “economic warfare” against Iraq. [PBS Frontline, 1/9/1996] Iraq is not merely issuing blustery allegations with no basis in fact. Iraq is virtually bankrupt and deeply in debt to both Saudi Arabia and Kuwait, which funded Iraq during the Iran-Iraq war, as well as other nations such as the US and Japan. Hussein has spent billions rebuilding his military and distributing massive amounts of consumer goods to the populace in an attempt to persuade them that Iraq won the war against Iran and is now able to spend its “war dividends.” In 1999, Kuwait defied the quotas laid down by the Organization of Petroleum Exporting Countries (OPEC) and increased its oil production by 40%. The subsequent sharp drop in oil prices drove Iraq’s economy towards catastrophe. The situation is further aggravated by Iraqi suspicions that Kuwait is deliberately “slant-drilling” oil from Iraq’s Rumaylah oil field (see July 15-17, 1990). Hussein needs a massive infusion of revenue to maintain his large standing army and the fiction of economic growth, and he looks to Kuwait as the source of that revenue. Land issues also play a part: Iraq wants to swap some territory along the border for control of two Kuwaiti-held islands across from its port at Umm Qasr, but Kuwait is unwilling to make the trade. US diplomat Joseph Wilson, the deputy chief of mission in Baghdad, describes the Iraqi outlook on Kuwait as a nation “small, rich, and despised.” All in all, the US diplomatic entourage in Baghdad is alarmed at Iraq’s preparations for war. When Saddam Hussein begins massing his troops on the Kuwaiti border (see July 25, 1990), the US intelligence community believes in consensus that Hussein is mostly bluffing. He wants to gain leverage in the ongoing OPEC talks, the community believes, and at most will seize a Kuwaiti oil field just across the border. The intelligence consensus ignores the fact that Hussein is moving his elite Republican Guard units, the core of his forces and what reporters Franklin Foer and Spencer Ackerman will call “the very guarantors of his rule,” from Baghdad to the southern desert. Even after invading Kuwait (see August 2, 1990), a National Intelligence Estimate released towards the end of the year concludes that Hussein will withdraw from Kuwait rather than risk a conflict with the US (see Late December 1990). Defense Secretary Dick Cheney becomes increasingly angry and frustrated at the US intelligence community. An intelligence analyst will recall being “whisked into a room, there’s Dick Cheney, he’s right in front of you, he starts firing questions at you, half an hour later and thirty questions later, I’m whisked out of the room, and I’m like, ‘What the hell just happened?’” DIA analyst Patrick Lang, that agency’s foremost Middle East expert and one of the few to predict the Iraqi invasion of Kuwait, will recall: “He would ask you factual questions like, ‘OK, about this thing you said. Do I understand you correctly that such-and-such is true? And are you sure about this, and how do you know that?’ And I regard that as a legitimate question.… He wasn’t hostile or nasty about it; he just wanted to know how you knew. Iraqi dictator Saddam Hussein excoriates those Arab leaders whom he believes are collaborating with the US and Israel to obstruct Arab development. He accuses several unnamed Arab heads of state of being bought off with fancy houses and vehicles, and failing to stand up to Western attempts to stymie Arab ambitions. The real thrust of his criticisms is oil-based. He says that overproduction of oil and the resultant low oil prices are “a poisoned dagger” in Iraq’s back, delivered by the United Arab Emirates and Kuwait (see May 28-30, 1990). Hussein intends to use his influence with the Organization of Petroleum Exporting Countries (OPEC) to drive the price of oil from $14 to $25 and thus raise a large amount of cash to help pay off his country’s staggering debts to Japan, the US, and several European countries. During a meeting with US Ambassador to Iraq April Glaspie (see July 25, 1990), Iraq dictator Saddam Hussein interrupts the meeting to take a phone call from Egyptian President Hosni Mubarak. Mubarak has worked tirelessly to mediate the burgeoning dispute between Iraq and Kuwait. After the phone call, Hussein tells Glaspie that he has just told Mubarak the same thing he told her—that he will not invade Kuwait so long as there is an active negotiating process taking place. The US later learns that Hussein asked Mubarak not to share that piece of information with Kuwait in order to keep his “bluff” alive. Mubarak apparently honors the request, because Iraq’s subsequent invasion (see August 2, 1990) is a complete surprise to Kuwait. Mubarak is reportedly infuriated at Hussein’s apparent betrayal of his trust. [Wilson, 2004, pp. 98] In 2003, Glaspie’s then-deputy, Joseph Wilson, will tell an interviewer that Hussein “lied to [Glaspie]. He lied to President Mubarak that he was going to allow the negotiating process to go forward.” [PBS, 2/28/2003] In 2004, Wilson will write: “I believe that he met with Glaspie for the express purpose of deceiving us about his intentions, as he did with… Mubarak at the same time. US Ambassador to Iraq April Glaspie delivers a letter written by President Bush to Saddam Hussein. The letter reads in part: “I was pleased to learn of the agreement between Iraq and Kuwait to begin negotiations in Jeddah [Saudi Arabia] to find a peaceful solution to the current tensions between you (see August 1, 1990). The United States and Iraq both have a strong interest in preserving the peace and stability of the Middle East. For this reason, we believe that differences are best resolved by peaceful means and not by threats involving military force or conflict. I also welcome your statement that Iraq desires friendship rather than confrontation with the United States. Let me reassure you, as my ambassador (see July 25, 1990), Senator Dole (see April 12, 1990), and others have done, that my administration continues to desire better relations with Iraq. We will also continue to support our friends in the region with whom we have had long-standing ties. We see no necessary inconsistency between these two objectives. As you know, we still have certain fundamental concerns about certain Iraqi policies and activities, and we will continue to raise these concerns with you in a spirit of friendship and candor.… Both our governments must maintain open channels of communication to avoid misunderstandings and in order to build a more durable foundation for improving our relations.”
Positive Tone - According to the later recollections of Glaspie’s deputy, Joseph Wilson, the Iraqi leadership is “startled by the positive tone of the letter.” The letter is overtly conciliatory towards Iraq and its aggression towards Kuwait (see July 22, 1990 and August 2, 1990), and, as then-Undersecretary of Foreign Affairs Nizar Hamdun will recall, leaves “the impression that the American desire for good relations with Iraq might override its concerns about Iraqi aggression.” Hamdun believes that the letter “had sent the wrong signal to Saddam by not explicitly warning him against taking any harsh military action, and not threatening harsh retaliation if he did.” Hamdun believes that Hussein “concluded from the positive tone of the letter that the US would not react militarily and that he could survive the political criticism resulting from the aggressive action toward Kuwait.”
Letter Influences Saddam's Thinking - Wilson will conclude, “This letter, much more than any other United States statement (see July 25, 1990), appears to have influenced Saddam’s thinking.” Ultimately, Wilson will note, the US’s influence with Hussein is limited at best, and his perceived reasons to annex Kuwait (see May 28-30, 1990 and July 17, 1990) will override any fears of US disapproval. In response, the US suspends National Security Directive 26 (see October 2-6, 1989), which established closer ties with Baghdad and mandated $1 billion in agricultural loan guarantees to Iraq. [Los Angeles Times, 2/23/1992] The secretary of defense, Dick Cheney, begins pressing President Bush to go to war with Iraq without securing Congressional approval. His rationale is two-fold: he doesn’t need Congressional authority, and he might not get it if he asks. Cheney moves the Pentagon onto a full war footing, even going so far as to create what author and former White House counsel John Dean calls “his own concocted high-risk plans of battle, which he tried but failed to sell at the White House.” Bush will juggle Cheney’s view with that of House Speaker Tom Foley, who will give the president a document signed by 81 Democratic members who insist that if Bush wants to go to war, he needs the authorization of Congress. Dean will write that Cheney’s arguments “are based on bogus legal and historical arguments that have been made before, but no one has pushed them longer or harder than he has.” [Dean, 2007, pp. 89-91] Bush decides not to follow Cheney’s advice. In 2007, author and reporter Charlie Savage will observe: “By urging Bush to ignore the War Powers Resolution on the eve of the first major overseas ground war since Congress enacted the law, Cheney was attempting to set a powerful precedent. Had Bush taken his advice and survived the political fallout, the Gulf War would have restored [former President] Truman’s claim that as president he had ‘inherent’ powers to send American troops to the Korean War on his own” (see June 30, 1950). Over 100 Americans are trapped in the US Embassy in Kuwait City. Perhaps 2,000 Americans are hiding from Iraqi soldiers throughout the capital city, and at least 115 are already in Iraqi custody, essentially being held as hostages. Iraqi forces bring a number of Americans, mostly oilfield workers, to Baghdad, where they are put up at local hotels. The Iraqis do not allow the “freed” Americans to leave the hotels or meet with US Embassy officials. It is clear that though the Iraqis call them “guests,” they are hostages. Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Baghdad, learns to his dismay that his superiors in the US are similarly reluctant to consider the Americans as hostages, arguing that if US officials begin calling them hostages, then the Iraqis will treat them as such. Perhaps Iraq is holding the Americans only until their control of Kuwait is complete, and will release them. But, except for the release of a single American girl (see Early August, 1990), the Iraqis release no hostages. Embassy personnel succeed in rounding up around 100 Americans, mostly workers for the Bechtel Corporation, and housing them in the confines of the Embassy building. [Wilson, 2004, pp. 117-118, 126]

Secretary of Defense Dick Cheney, accompanied by senior aide Paul Wolfowitz and US CENTCOM commander-in-chief General Norman Schwarzkopf, visits Saudi Arabia just four days after Iraq invades Kuwait (see August 2, 1990). [School of International and Public Affairs of Columbia University, 8/3/2000; Dubose and Bernstein, 2006, pp. 100] Cheney secures permission from King Fahd for US forces to use Saudi territory as a staging ground for an attack on Iraq. Cheney is polite, but forceful; the US will not accept any limits on the number of troops stationed in Saudi Arabia, and will not accept a fixed date of withdrawal (though they will withdraw if Fahd so requests). Cheney uses classified satellite intelligence to convince Fahd of Hussein’s belligerent intentions against not just Kuwait, but against Saudi Arabia as well. Fahd is convinced, saying that if there is a war between the US and Iraq, Saddam Hussein will “not get up again.” Fahd’s acceptance of Cheney’s proposal goes against the advice of Crown Prince Abdullah. [School of International and Public Affairs of Columbia University, 8/3/2000; Dubose and Bernstein, 2006, pp. 100-101] With Prince Bandar bin Sultan translating, Cheney tells Abdullah, “After the danger is over, our forces will go home.” Abdullah says under his breath, “I would hope so.” Bandar does not translate this. Both the US and Saudis fear that Iraq will occupy Saudi Arabia’s Hama oil field near the countries’ mutual border, one of its largest. Between its own oil fields and those of Kuwait and Saudi Arabia which Iraq could feasibly control, Iraq would control the majority of the world’s oil reserves. Iraq would have difficulty in successfully occupying the Hama oil field, because of the large amount of inhospitable desert terrain it would have to cross to reach the field, and because of the likelihood of intense air strikes from the US-equipped Saudi Air Force. President Bush says the operation is “wholly defensive” in nature, a claim quickly abandoned. The US deploys two carrier groups and two battleship groups to the Persian Gulf, and deploys numerous Air Force units. Eventually, half a million American troops will join the other US forces. The New York Times prints a long article based on a highly classified memo written about US diplomat Joseph Wilson’s meeting with Saddam Hussein two days before (see August 6, 1990). Neither Wilson nor anyone else at the US Embassy in Baghdad leaked the memo, Wilson will aver; he believes the memo was leaked by a senior government official in Washington. The Iraqis are understandably furious at the public revelation of the events of the Hussein-Wilson meeting. When the Iraqis demand to see the US response to Hussein’s proposals as advanced in the meeting, Wilson is instructed by a senior State Department official to tell the Iraqis to “turn on CNN” for the American reply. CNN is broadcasting footage of American C-5 transport planes filled with military equipment bound for Saudi Arabia; the US is beginning its deployment of troops to the region in response to the Iraqi invasion of Kuwait (see August 7, 1990). Nine days after Iraq invades Kuwait (see August 2, 1990), the public relations firm Hill & Knowlton creates a front organization, “Citizens for a Free Kuwait,” almost entirely funded by Kuwaiti money. Hill & Knowlton’s point man with the Kuwaitis is Craig Fuller, a close friend and political adviser to President Bush (see July 23, 1986). Veteran PR reporter Jack O’Dwyer will later write, “Hill & Knowlton… has assumed a role in world affairs unprecedented for a PR firm.” [Christian Science Monitor, 9/6/2002; Public Relations Watch, 6/3/2007] Citizens for a Free Kuwait is one of about twenty PR and lobbying groups formed by the Kuwaiti government. Other American PR firms representing these groups include the Rendon Group and Neill & Co. Citizens for a Free Kuwait will spread a false story of Kuwaiti babies being killed in their incubators by Iraqi troops, a story that will help inflame US public opinion and win the Bush administration the authority to launch an assault against Iraq (see October 10, 1990). Another public relations and lobbying effort includes a 154-page book detailing supposed Iraqi atrocities, entitled The Rape of Kuwait, that is distributed to various media outlets and later featured on television talk shows and in the pages of the Wall Street Journal. The Kuwaiti embassy also buys 200,000 copies of the book for distribution to American troops. Hill & Knowlton will produce dozens of “video news releases” that are offered as “news stories” to television news broadcasters throughout America; the VNRs are shown on hundreds of US television news broadcasts, usually as straight news reports without being identified as the product of a public relations firm. Shortly after the Iraqi invasion of Kuwait (see August 2, 1990), US ambassador to Iraq April Glaspie is confronted with transcripts of her July meeting with Saddam Hussein, where she told Hussein that the US had “no position” on Iraq’s dispute with Kuwait, a statement that Hussein apparently took as tacit US permission to invade its neighbor (see July 25, 1990). A British reporter asks Glaspie, “You encouraged this aggression—his invasion. What were you thinking?” Glaspie replies, “Obviously, I didn’t think, and nobody else did, that the Iraqis were going to take all of Kuwait,” to which the astounded journalist asks, “You thought he was just going to take some of it? But how could you? Saddam told you that, if negotiations failed, he would give up his Iran [Shatt al Arab] goal for the ‘whole of Iraq, in the shape we wish it to be.’ You know that includes Kuwait, which the Iraqis have always viewed as an historic part of their country!” When Glaspie refuses to answer, the journalist continues, “America green-lighted the invasion. At a minimum, you admit signalling Saddam that some aggression was okay—that the US would not oppose a grab of the al-Rumalya oil field, the disputed border strip and the Gulf Islands—territories claimed by Iraq?” Again, Glaspie refuses to respond, and is driven away in a limousine before she can refuse to answer further questions. [New York Times, 9/19/1990] Speculation has always been rampant about why Bush, who formerly considered Hussein a staunch ally against Iran and Islamist influences in the Middle East, suddenly turned on his former ally. Author and investigative producer Barry Lando has a partial reason. Lando will write in 2007, “One of the reasons was [British prime minister] Margaret Thatcher, who had a talking to him. She told him he had to act like a man and react. But it was also the fear that Saddam would take over Kuwait, and then have a much stronger position in the world oil market. That really scared George Bush…. At that point, he totally turned around. They began calling the man who had been almost a de facto ally a few months earlier, a man worse than Hitler. As tensions escalate between the US and Iraq, Iraqi officials circulate a note to all the embassies in Baghdad, directing them to register all of the civilians in their care with the authorities. Failure to comply can result in execution, the note implies. Such registration can only be done in person at Iraqi governmental offices; Deputy Chief of Mission Joseph Wilson, the ranking US diplomat in Baghdad, knows that bringing American citizens in for registration may well result in those Americans being taken hostage. He is housing some 60 Americans at the ambassador’s residence for their protection. He will later write: “It was clearly a way for the Iraqis to replenish their stock of hostages. The choice, theoretically, was either to turn over Americans or to defy the note and risk execution.” Instead of making the choice, Wilson uses the order to publicly defy the Iraqis. He schedules a press conference and has a Marine make him a hangman’s noose. Wearing the noose, he tells reporters that if Saddam Hussein “wants to execute me for keeping Americans from being taken hostage, I will bring my own f_cking rope.” The press conference, like all of the embassy press conferences, is off the record, but journalists release the story anyway. A garbled, erroneous version from a French news outlet has the Iraqis planning to hang Wilson by sundown. Iraqi Foreign Minister Tariq Aziz, angered and embarrassed by the press coverage, attempts to dress down Wilson that evening, but Wilson refuses to back down. Instead, the Iraqis withdraw the request. Soon after, President Bush sends Wilson a cable lauding his courage and his outspokeness (see November 29, 1990). McVeigh’s ambition is to become a Green Beret. [PBS Frontline, 1/22/1996] However, his training is interrupted before it begins, as his unit is called up to go to Kuwait as part of Operation Desert Shield, later Desert Storm (see January 16, 1991 and After). McVeigh’s unit will leave from Fort Riley, Kansas, to a staging area in Germany, and then on to Saudi Arabia and Kuwait. Before he leaves, McVeigh pays a brief visit to his hometown of Pendleton, New York (see 1987-1988), where he worries a close friend, his “surrogate mother” Lynn Drzyzga, by telling her, “I’m coming back [from Kuwait] in a body bag.” She will later recall that watching McVeigh walk away “was just like my own son was leaving at that moment.” [Serrano, 1998, pp. 32-33]

[Source: Web Fairy (.com)]An unconfirmed report of Iraqi soldiers entering a Kuwaiti hospital during the Iraqi invasion of Kuwait (see August 2, 1990) and removing newborns from their incubators causes a sensation in the US media. The rumor, which later turns out to be false, is seized upon by senior executives of the PR firm Hill & Knowlton, which has a $11.9 million contract from the Kuwaiti royal family to win support for a US-led intervention against Iraq—the largest foreign-funded campaign ever mounted to shape US public opinion. (Under the Foreign Agents Registration Act, the firm should have been held accountable for its marketing campaign, but the Justice Department fails to intervene.) The firm also has close ties to the Bush administration, and will assist in marketing the war to the US citizenry. [Christian Science Monitor, 9/6/2002; Independent, 10/19/2003; Public Relations Watch, 6/3/2007] Hill & Knowlton uses a front group, “Citizens for a Free Kuwait” (see August 11, 1990), to plant the stories in the news media.
Congressional Hearings - Hearings on the story, and other tales of Iraqi atrocities, are convened by the Congressional Human Rights Caucus, chaired by Representatives Tom Lantos (D-CA) and John Porter (R-IL). Reporters John Stauber and Sheldon Rampton will later characterize the caucus as little more than an H&K-funded sham; Lantos and Porter are also co-chairs of the Congressional Human Rights Foundation, a legally separate entity that occupied free office space in Hill & Knowlton’s Washington, DC offices. The star of the hearings is a slender, 15-year old Kuwaiti girl called “Nayirah.” According to the Caucus, her true identity is being concealed to prevent Iraqi reprisals against her or her family. Sobbing throughout her testimony, “Nayirah” describes what she says she witnessed in a hospital in Kuwait City; her written testimony is provided to reporters and Congressmen in a media kit prepared by Citizens for a Free Kuwait. “I volunteered at the al-Addan hospital,” she tells the assemblage. “While I was there, I saw the Iraqi soldiers come into the hospital with guns, and go into the room where… babies were in incubators. They took the babies out of the incubators, took the incubators, and left the babies on the cold floor to die.” [Christian Science Monitor, 9/6/2002; Los Angeles Times, 1/5/2003; Public Relations Watch, 6/3/2007] The hearings, and particularly “Nayirah’s” emotional tale, inflame American public opinion against the Iraqis (see October 10, 1990 and After) and help drum up support for a US invasion of Iraq (see January 9-13, 1991).
Outright Lies - Neither Lantos, Porter, nor H&K officials tell Congress that the entire testimony is a lie. “Nayirah” is the daughter of Saud Nasir al-Sabah, the Kuwaiti ambassador to the US. Neither do they reveal that “Nayirah’s” testimony was coached by H&K vice president Lauri Fitz-Pegado. Seven other “witnesses” testify to the same atrocities before the United Nations; the seven use false names and identities. The US even presents a video made by Hill & Knowlton to the Security Council. No journalist investigates the claims. As author Susan Trento will write: “The diplomats, the congressmen, and the senators wanted something to support their positions. The media wanted visual, interesting stories.” It is not until after the war that human rights investigators look into the charges. No other witnesses can be located to confirm “Nayirah’s” story. Dr. Mohammed Matar, director of Kuwait’s primary care system, and his wife, Dr. Fayeza Youssef, who runs the obstretrics unit at the maternity hospital, says that at the time of the so-called atrocities, few if any babies were in incubator units—and Kuwait only possesses a few such units anyway. “I think it was just something for propaganda,” Dr. Matar will say. It is doubtful that “Nayirah” was even in the country at the time, as the Kuwaiti aristocracy had fled the country weeks before the Iraqi invasion. Amnesty International, which had supported the story, will issue a retraction. Porter will claim that he had no knowledge that the sobbing little girl was a well-rehearsed fabricator, much less an ambassador’s daughter. Canadian Broadcasting Corporation reporters will ask al-Sabah for permission to question his daughter about her testimony; he will angrily refuse. “Naiyrah” herself will later admit that she had never been in the hospital herself, but had learned of the supposed baby murders from a friend. In a subsequent interview about media manipulation during the war, Fitz-Pegado will say: “Come on.… Who gives a sh_t whether there were six babies or two? The United Nations passes Resolution 678. The resolution gives Iraq until January 15, 1991 to withdraw entirely from Kuwait (see July 25, 1990) and restore its national sovereignty. The US uses UN authority to build a “coalition” of nations to support its upcoming “Desert Storm” operation designed to repel Iraqi forces from Kuwait (see January 16, 1991 and After). 34 countries contribute personnel: Afghanistan, Argentina, Australia, Bahrain, Bangladesh, Belgium, Canada, Denmark, Egypt, France, Greece, Italy, Kuwait, Morocco, The Netherlands, New Zealand, Niger, Norway, Oman, Pakistan, Philippines, Portugal, Qatar, Republic of Korea, Saudi Arabia, Senegal, Sierra Leone, Singapore, Spain, Syria, the United Arab Emirates, the United Kingdom and the United States. West Germany and Japan do not contribute forces, but they do contribute $6.6 billion and $10 billion, respectively, to the cause. While some countries join out of a sincere belief that Iraq must not be allowed to dominate the region and control Middle Eastern oil reserves (see August 7, 1990), others are more reluctant, believing that the affair is an internal matter best resolved by other Arab countries, and some fear increased US influence in Kuwait and the region. Some of these nations are persuaded by Iraq’s belligerence towards other Arab nations as well as by US offers of economic aid and/or debt forgiveness. Defense Secretary Dick Cheney testifies to the Senate on the upcoming invasion of Iraq (see August 2, 1990). Senator Ted Kennedy (D-MA) asks Cheney bluntly, “Now, barring an act of provocation, do you agree that the president must obtain the approval of Congress in advance before the United States attacks Iraq?” Cheney replies that he “does not believe the president requires any additional authorization from the Congress before committing US forces to achieve our objectives in the Gulf.” Cheney cites “more than two hundred” earlier instances where presidents have committed US forces into conflicts, “and on only five of those occasions was their a prior declaration of war. And so I am not one who would argue… that the president’s hands are tied, or that he is unable, given his constitutional responsibilities as commander in chief, to carry out his responsibilities.” Author John Dean will note in 2007, “Cheney had announced to Congress, in essence, that he did not need their authority to go to war.” Kennedy says of Cheney’s statement after the hearings, “We’ve not seen such arrogance in a president since Watergate.” [Dean, 2007, pp. 90]

[Source: Viceland (.com)]Sergeant Timothy McVeigh (see March 24, 1988 - Late 1990) gives three months of military service in the Persian Gulf War as a gunner on a Bradley Fighting Vehicle before returning home; during his time there, he paints the name “Bad Company” on the side of the vehicle. “He was a good soldier,” Sergeant James Ives, who serves with McVeigh, will later recall. “If he was given a mission and a target, it’s gone.” [New York Times, 4/23/1995; Serrano, 1998, pp. 34; Douglas O. Linder, 2001; CNN, 2001] McVeigh earns a Bronze Star and the Army Commendation Medal while overseas, along with a number of citations and ribbons. [Serrano, 1998, pp. 25-26] Staff Sergeant Albert Warnement, the commander of McVeigh’s Bradley Fighting Vehicle in Kuwait, later recalls: “He was against the National Command Authority’s decision to go to war. McVeigh did not think the United States had any business or interest in Kuwait, but… he knew it was his duty to go where he was told, and he went.” [Stickney, 1996, pp. 110]
Experiences in Kuwait, Iraq - Fellow soldier Todd Regier later recalls that McVeigh was “definitely excited about going to Desert Storm. He was a perfect gunner. He was the best gunner we had.” McVeigh is part of a Bradley crew which spends its first few weeks sitting idly in the Saudi Arabian desert while American aircraft attack Iraqi defenses (see January 16, 1991 and After). Sergeant Anthony Thigpen later recalls that while the other soldiers play cards, write letters, and chat to relieve their boredom, McVeigh spends his time cleaning his weapons. The 2nd Battalion of the 16th Infantry Regiment, McVeigh’s unit, is one of those that makes the initial drive into Kuwait when the invasion begins (see February 23, 1991 and After). McVeigh’s unit sees less intense action than some, and fellow soldier Roger L. Barnett will later recall that McVeigh shows little interest in shooting unarmed and defenseless Iraqis. At one point, McVeigh shoots an Iraqi soldier from some 2,000 yards away in the head, using the Bradley’s 25mm cannon. McVeigh wins a medal for the shot. He later recalls of the shooting: “His head just disappeared.… I saw everything above the shoulders disappear, like in a red mist.” He becomes angry when he learns that many Iraqis do not want to fight, and are equipped with inferior gear. According to an aunt, McVeigh is deeply disturbed about the fighting in Iraq. “When he came back, he seemed broken,” she later tells a reporter. “When we talked about it, he said it was terrible there. He was on the front line and had seen death and caused death. After the first [killing], it got easy.” While posted in Kuwait, McVeigh writes to a friend in the US that he hates Saddam Hussein: “Chickensh_t b_stard. Because of him, I killed a man who didn’t want to fight us, but was forced to.” However, a fellow soldier, Kerry Kling, later recalls McVeigh being proud of the shot that killed the Iraqi. Sergeant Royal L. Witcher, McVeigh’s assistant gunner on the Bradley, later recalls the soldiers’ dismay at their experiences with Iraqi soldiers. “I think it kind of shocked most of us,” he will say. “We had thought that they were our enemies, and then for us to encounter something like that with a mass of people giving up.” After the offensive, McVeigh’s unit is assigned to guard duty, and spends the remainder of the war relatively inactive. [New York Times, 5/4/1995; Stickney, 1996, pp. 113; Serrano, 1998, pp. 36-38; CNN, 12/17/2007] McVeigh will later recall being angry at the situation in Kuwait. In a letter to a reporter, he will write: “We were falsely hyped up [about the enemy]. And we get there and find out that they are normal like you and me. They hype you up to take those people out. They told us we were to defend Kuwait where the people had been raped and slaughtered (see October 10, 1990). War woke me up. War will open your eyes.” Of the Iraqi soldiers, he will write, “I felt the army brainwashed us to hate them.” [Serrano, 1998, pp. 36-37]
Withdraws from Special Forces Training - After returning to the US, McVeigh begins 21 days of Special Services training at Camp McCall, west of Fort Bragg, North Carolina (see October 1990). He is thrilled to be joining Special Forces, and is confident that he will pass the grueling physical and psychological assessments. However, he leaves the training at Camp McCall during the second day. He later tells people he withdraws because of a leg injury. Some military officials will say that preliminary psychological screening shows him to be unfit for Special Forces, leading some reporters to conclude that McVeigh was kicked out of training, but those conclusions are inaccurate: McVeigh’s screenings are not processed until long after he leaves, and his withdrawal is entirely voluntary. McVeigh later says that he begins training with a friend, Specialist Mitchell Whitmire (one source spells his name “Whitmyers,” apparently in error), days after returning from overseas duty. He will say that he is in poor physical condition, mentally and physically exhausted from his time in combat, and unready for the physical demands of Green Beret training. He does not accept an offer extended to him and other combat veterans to take some time off and try again at a later date. Instead, after two arduous days of physical workouts, McVeigh and Whitmire leave the training program before McVeigh’s assessments can be graded and reviewed. On his Statement of Voluntary Withdrawal, McVeigh writes, “I am not physically ready, and the rucksack march hurt more than it should.” Ives will recall McVeigh as being “extremely disappointed.” Thigpen later recalls: “Everybody knew he was highly upset. We never knew the reason why he didn’t make it. We figured, you don’t make it, you don’t make it. But he was definitely angry. He was upset, very upset.” Fellow soldier James Fox later tells a reporter that McVeigh’s withdrawal from Special Forces training was a defining moment for him, saying, “Whether he withdrew or was kicked out, it still was a failure and very easily he could externalize blame.” McVeigh then takes a 30-day leave to visit his sister Jennifer in Florida, and to spend some time in upstate New York, where he grew up (see 1987-1988). [New York Times, 4/23/1995; New York Times, 5/4/1995; New York Times, 7/5/1995; Stickney, 1996, pp. 115-119; PBS Frontline, 1/22/1996; Serrano, 1998, pp. 41-42] Author Brandon M. Stickney later writes, “It was revealed in confidence to [me] that answers McVeigh gave on the psychological tests were apparently a bit off-center, not the answers of a man capable of long-term assignments with the exclusive and tight Special Forces.” Stickney will also write that McVeigh may be suffering from “Gulf War Syndrome,” a mysterious series of maladies apparently caused by exposure to toxic chemicals. [Stickney, 1996, pp. 117-118] In 1993, McVeigh will write a letter to his sister Jennifer giving a very different explanation of his reason for withdrawing from Special Forces tryouts (see October 20, 1993). After he returns from active duty, he begins displaying increasingly eccentric behavior (see March 1991 and After). McVeigh will go on to bomb a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).

Faced with a lawsuit from 53 members of Congress demanding that he seek Congressional authorization before invading Iraq (see December 1990 and January 16, 1991 and After), President Bush asks Congress for such an authorization. His carefully worded request does not directly acknowledge the constitutional requirement that Congress authorize any military involvement by the US. After three days of what the New York Times calls “solemn, often eloquent debate,” both chambers of Congress approve the war resolution. [PBS Frontline, 1/9/1996; Dean, 2007, pp. 90-91] That authority is granted in part because of propaganda efforts mounted by Pentagon and Kuwaiti officials (see October 10, 1990). Even with such powerful persuasive tactics, the vote in the US Senate is 52-47 and 250-183 in the US House of Representatives, the closest such vote since the War of 1812. [NationMaster, 12/23/2007]
House Reminds Bush that Congress Retains Power to Declare War - The House passes another resolution, 302-131, informing the White House that Congress has the exclusive authority under the Constitution to declare war. Of this second resolution, author and former Nixon White House counsel John Dean will write in 2007, “The breakdown of the vote is telling: 260 Democrats and 41 Republicans along with one independent voted to support the wording and clear intention of Article I of the Constitution; 126 Republicans and 5 Democrats, all hard-right conservatives (including Tom DeLay, R-TX, and two would-be presidents of the United States, Newt Gingrich, R-GA and Duncan Hunter, R-CA) voted against the resolution.” [Dean, 2007, pp. 90-91]
Gore Persuaded to Support War by Wilson - One of the few Democratic senators to vote for the war is Al Gore (D-TN). Gore takes time from the floor deliberations to speak with the ranking US diplomat in Iraq, Joseph Wilson, who once served as Gore’s aide (see September 5, 1988 and After). Gore grills Wilson for twenty minutes on the efficacy of US sanctions against Iraq (see August 6, 1990) and the necessity of US intervention to free Kuwait before returning to the Senate to vote for the authorization. Wilson later writes of his outrage that Gore’s fellow senator, Alan Simpson (R-WY), would accuse Gore during the 2000 election of being what Simpson will call “Prime Time Al” for the timing of his speech in favor of the war authorization. Wilson recalls Simpson as the senator who had been “practically on bended knee before Saddam in April 1990, reassuring the Iraqi dictator that he had a press problem and not a policy problem” (see April 12, 1990). Wilson will continue, “It was an outrage that a decade later he had the nerve to be critical of the one senator who had really taken the time to listen to an analysis from the field and factor that into his decision on what most senators agreed was one of the most momentous votes of their careers.” [Wilson, 2004, pp. 163-164]

Wilson is the last American to leave Iraq before the invasion. He later calls it “probably the most difficult thing I have ever had to do.” He particularly worries about the loyal and hardworking Iraqis who, until today, worked for the embassy. The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” [US Navy, 9/17/1997]
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” [US Navy, 9/17/1997; NationMaster, 12/23/2007] Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. [NationMaster, 12/23/2007]
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” [NationMaster, 12/23/2007]
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” [Wilson, 2004, pp. 141]

Grant’s similar strategy in the 1863 Battle of Vicksburg. General Norman Schwarzkopf, the US’s chief strategist, uses a small contingent of Marines to keep this larger Iraqi force busy while 250,000 troops land behind the dug-in Iraqi forces; one contingent sweeps north to attack forces around Basra, and the rest surprise the Iraqis along the border by attacking from the north. Al-Qaeda bomber Ramzi Yousef plans the 1993 World Trade Center bombing (see February 26, 1993) at an Abu Sayyaf base in the Philippines. Yousef will admit this during his trial for the bombing after his 1995 arrest. He says he plotted there with “Afghans”—other veterans of the war in Afghanistan during the 1980s. [Labeviere, 1999, pp. 220-221] It isn’t known when he did this exactly, but reports place him in the Philippines with the Abu Sayyaf for much of early 1992 (see December 1991-May 1992) before his trip to the US in September 1992 (see September 1, 1992), so it most likely took place then. It will later come to light that the Abu Sayyaf militant group is deeply penetrated by the Philippine government at this time, as even the second in command of the group is an undercover operative (see 1991-Early February 1995). It is not known if the Philippine government gave the US any warning about Yousef’s activities.

Many experts consider President Bush’s decision not to invade Baghdad and overthrow Saddam Hussein (see January 16, 1991 and After) as wise and prudent, avoiding putting the US in the position of becoming a hostile occupying force and, thusly, avoiding the alienation of allies around the world as well as upholding the UN mandate overseeing the conflict. However, many of the neoconservatives in Defense Secretary Dick Cheney’s office have different views. Paul Wolfowitz, Lewis “Scooter” Libby, and Zalmay Khalilzad are among those who view the “failure” to overthrow Hussein as what author Craig Unger will call “a disastrous lost opportunity.” Unger will reflect, “Interestingly, in what critics later termed ‘Chickenhawk Groupthink,’ the moderate, pragmatic, somewhat dovish policies implemented by men with genuinely stellar [military] records—George H. W. Bush, Brent Scowcroft, and Colin Powell—were under fire by men who had managed to avoid military service—Cheney, Wolfowitz, Libby, and Khalilzad.” (Secretary of State James Baker tells Powell to watch out for the “kooks” working for Cheney.) In some ways, the criticism and counterproposals from Cheney and his followers amounts to another “Team B” experience similar to that of 16 years before (see Early 1976, November 1976 and November 1976). Wolfowitz, with Libby and Khalilzad, will soon write their own set of recommendations, the Defense Planning Guide (DPG) (see February 18, 1992) memo, sometimes called the “Wolfowitz doctrine.” [Unger, 2007, pp. 115-117]

[Source: National Geographic]According to Pakistani investigators, Ramzi Yousef spends most of this time at the Beit Ashuhada guesthouse (translated as House of Martyrs) in Peshawar, Pakistan, which is funded by Osama bin Laden. Pakistani investigators reveal this bin Laden-Yousef connection to US intelligence in March 1995. The CIA will publicly reveal this in 1996. [Central Intelligence Agency, 1996 pdf file; Tenet, 2007, pp. 100] While living there, Yousef receives help and financing from two unnamed senior al-Qaeda representatives. [Reeve, 1999, pp. 47] Yousef will be arrested at another nearby bin Laden safe house in February 1995 (see February 7, 1995) with bin Laden’s address found in his pocket. [London Times, 10/18/1997] During these years, Yousef takes long trips to the US in preparation of the WTC bombing (see February 26, 1993) and the Philippines, where several plots are developed (see January 6, 1995). He also uses an al-Qaeda influenced mosque in Milan, Italy, as a logistical base (see 1995-1997).

On April 24, 1992, Houston pizza deliveryman Ahmad Ajaj and San Antonio cabdriver Ibrahim Ahmad Suleiman fly together from Texas to Pakistan. Suleiman is a Texas contact of the Al-Kifah Refugee Center, the Brooklyn-based Islamist militant organization linked to both the CIA and al-Qaeda (see 1986-1993). Suleiman had begun raising funds for the Afghan war in Texas in the late 1980s, and acquaintances said he traveled to Pakistan several times, carrying a briefcase full of cash to fund the mujaheddin fighting in Afghanistan. When they arrive in Pakistan, they stay at a hostel in Peshawar, near the Afghanistan border, known as the Abdullah Azzam House. Named after Osama bin Laden’s mentor Abdullah Azzam, this hostel is owned by Al-Kifah and also houses its Pakistan headquarters. Ajaj and Suleiman stay there off and on over the next several months. Al-Qaeda bomber Ramzi Yousef also sometimes stays there during the same months. Ajaj also allegedly receives explosives training at an Afghanistan training camp with Yousef. His letter of introduction to the camp is signed by an Azzam House official. On September 1, 1992, Ajaj and Yousef arrive together in New York City on a flight from Pakistan. Ajaj is carrying some bomb manuals; investigators will later find the fingerprints of Ajaj, Yousef, and Suleiman on them. Both men are carrying identification cards that give the PO box number in Tucson, Arizona, that matches an al-Kifah branch there. Ajaj is briefly detained at the airport, but Yousef is allowed to go. [Dallas Morning News, 6/8/1997] He gets into a taxi and tells the taxi driver to drive him to the building that houses the al-Qaeda headquarters in Brooklyn as well as the closely associated Al Farooq mosque, led at the time by the “Blind Shiekh,” Sheikh Omar Abdul-Rahman. [Lance, 2003] Ajaj and Yousef will later be sentenced to life in prison for their roles in the 1993 WTC bombing (see February 26, 1993). Suleiman will only be sentenced to 10 months in prison for lying to a grand jury about his travels with Ajaj. [New York Times, 11/25/1998] A CIA internal report will conclude the agency is “partly culpable” for the WTC bombing, mainly due to its support for Al-Kifah (see January 24, 1994).

Defense Secretary Dick Cheney gives a speech to the Discovery Institute in Seattle defending the Bush administration’s decision not to enter Baghdad or overthrow Iraqi dictator Saddam Hussein during the 1991 Gulf War (see January 16, 1991 and After). Cheney says that because of Hussein’s “shrinking power base” in Iraq, the fact that he does not control the northern or southern portions of his country, his all-but-destroyed national economy, and the UN sanctions, “his days are numbered” as Iraq’s dictator, so there was no need to overthrow him. “I would guess if we had gone in there, I would still have forces in Baghdad today. We’d be running the country. We would not have been able to get everybody out and bring everybody home.… All of a sudden you’ve got a battle you’re fighting in a major built-up city, a lot of civilians are around, significant limitations on our ability to use our most effective technologies and techniques.… Once we had rounded him up and gotten rid of his government, then the question is what do you put in its place? You know, you then have accepted the responsibility for governing Iraq.… And the final point that I think needs to be made is this question of casualties. I don’t think you could have done all of that without significant additional US casualties. And while everybody was tremendously impressed with the low cost of the conflict, for the 146 Americans who were killed in action and for their families, it wasn’t a cheap war. And the question in my mind is how many additional American casualties is Saddam worth? And the answer is not that damned many. So, I think we got it right, both when we decided to expel him from Kuwait, but also when the president made the decision that we’d achieved our objectives and we were not going to go get bogged down in the problems of trying to take over and govern Iraq.” [Seattle Post-Intelligencer, 9/29/2004; Seattle Post-Intelligencer, 9/29/2004; Dubose and Bernstein, 2006, pp. 171-172] While Cheney publicly supports Bush’s decision not to go into Baghdad, privately he had urged Bush to invade the capital and overthrow Hussein (see February 1991-1992). According to Victor Gold, a former Bush speechwriter and coauthor of a novel with Cheney’s wife Lynne, Cheney’s private stance was far more aggressive than his public pronouncements. In the aftermath of the US invasion of Iraq, UN inspectors uncover evidence of an Iraqi nuclear weapons program far more advanced than the US intelligence community had predicted. Disgusted by this and other intelligence failures (see Mid-1990 and Late December 1990), Defense Secretary Dick Cheney and his cadre of neoconservatives and hardliners in the Pentagon (see Late March 1989 and After) come to consider the intelligence community, and particularly the CIA, as, in the words of reporters Franklin Foer and Spencer Ackerman, “not only inept but lazy, unimaginative, and arrogant—‘a high priesthood’ in their derisive terminology.” [New Republic, 11/20/2003]

Beginning in November 1992, Egyptian intelligence repeatedly warns US intelligence that Sheikh Abdul-Rahman’s principal mosques in the US, the Al Salaam and Al Farouq mosques in Brooklyn, are “hotbeds of terrorist activity,” and that Abdul-Rahman is plotting a new round of terrorist attacks in Egypt. The Al-Kifah Refugee Center charity front is based inside the Al Farouq mosque (see 1986-1993). One Egyptian official later says, “There were many, many contacts between Cairo and Washington.” On November 12, 1992, members of the Al-Gama’a al-Islamiyya militant group led by Abdul-Rahman machine-guns a bus-load of Western tourists in Egypt, injuring five Germans. [Village Voice, 3/30/1993] Between February 6 and 11, 1993, some FBI agents travel to Cairo, Egypt, to discuss Egyptian concerns with officials there. The Egyptians are said to warn about certain terrorist cells in the US connected to Abdul-Rahman but do not specifically warn about the WTC bombing. [New York Times, 4/6/1993] Perhaps as a result of these concerns, on February 13, the FBI obtains a FISA warrant and begins tapping Abdul-Rahman’s phone calls. [Lance, 2003, pp. 103] Shortly after the WTC bombing two weeks later (see February 26, 1993), Egyptian President Hosni Mubarak will say that the bombing could have been prevented if Egypt’s warnings had been heeded. Abouhalima will later be convicted for a role in the 1993 WTC bombing, as will his brother (see February 26, 1993) while the others mentioned will be convicted for roles in the related “Landmarks” plot (see June 24, 1993). [USA v. Omar Ahmad Ali Abdel-Rahman et al, 7/13/1995, pp. 9] Yahya is the chief instructor, as he is an ex-US Marine who served two tours in Vietnam and teaches at a martial arts academy. Siddig Ali will later say of Yahya, “[H]e’s decorated and has a lot of medals… [and he was] a great trainer…” The training even includes mock nighttime assaults on a nearby electric power substation. [Kohlmann, 2004, pp. 73] An FBI informant named Garrett Wilson helps lead the FBI to the camp, and the FBI monitors it for two days, January 16 and 17, but the monitoring team is mysteriously pulled away before the end of the second day (see January 16-17, 1993). In a wiretapped conversation with an FBI informant (most likely Wilson), Siddig Ali says regarding the camp, “Our goal is that these people get extensive and very, very, very good training, so that we can get started at anyplace where jihad (holy war) is needed… And after they receive their training, they go to Bosnia… And whoever survives, I mean, could come and [instruct] somewhere else, or Egypt, or any other place, etc…” [Kohlmann, 2004, pp. 73] Hampton-El makes trips to Europe to pick up money from the Third World Relief Agency (TWRA) charity front to fund the camp (see Late 1992-Early 1993). TWRA is funneling huge amounts of weapons into Bosnia in violation of a UN embargo but with the tacit approval of the US (see Mid-1991-1996).

The explosion is caused by the detonation of a truck bomb in the underground parking garage. An FBI explosives expert will later state, “If they had found the exact architectural Achilles’ heel or if the bomb had been a little bit bigger, not much more, 500 pounds more, I think it would have brought her down.” Ramzi Yousef, who has close ties to Osama bin Laden, organizes the attempt. [Village Voice, 3/30/1993; US Congress, 2/24/1998] The New York Times will report on Emad Salem, an undercover agent who will be the key government witness in the trial against Yousef. Salem will testify that the FBI knew about the attack beforehand and told him it would thwart the attack by substituting a harmless powder for the explosives. However, an FBI supervisor called off this plan and the bombing was not stopped. [New York Times, 10/28/1993] Other suspects were ineptly investigated before the bombing as early as 1990. Several of the bombers were trained by the CIA to fight in the Afghan war and the CIA will conclude, in internal documents, that it was “partly culpable” for this bombing (see January 24, 1994). [Independent, 11/1/1998] 9/11 mastermind Khalid Shaikh Mohammed is an uncle of Yousef and also has a role in the bombing (see March 20, 1993). [Independent, 6/6/2002; Los Angeles Times, 9/1/2002] One of the bombers even leaves a message, which will be found by investigators, stating, “Next time, it will be very precise.” [Associated Press, 9/30/2001]

[Source: Public domain]Rick Rescorla, a security chief for a company at the World Trade Center, and his friend Dan Hill conduct an analysis of the security measures at the WTC and conclude that terrorists will likely attack the Twin Towers again, probably by crashing a plane into them. Rescorla, who has served in the US Army and worked for British military intelligence, is now the director of security at brokerage firm Dean Witter. His office is on the 44th floor of the WTC’s South Tower. [Washington Post, 10/28/2001; Stewart, 2002, pp. 193-194; New Yorker, 2/11/2002] After the WTC is bombed in February 1993 (see February 26, 1993), Rescorla calls Hill to New York to be his security consultant and assess the situation. [Stewart, 2002, pp. 191; Steve Humphries, 9/11/2005] Hill is a former Army Ranger and has had training in counterterrorism. [New Yorker, 2/11/2002; St. Augustine Record, 8/14/2011]
Anti-American Hostility Found at Mosques - Hill and Rescorla suspect that the WTC bombing was committed by Muslims. Rescorla suggests that Hill, who is himself a Muslim and speaks Arabic, try to gather some intelligence. Hill therefore lets his beard grow and visits several mosques in New Jersey. He gets into conversations with people at the mosques, expressing pro-Islamic opinions and taking an anti-American line. According to journalist and author James B. Stewart: “[A]t every other location, Hill was struck by the intense anti-American hostility he encountered. Though these were not his own views, he barely had to mention that he thought American policy toward Israel and the Middle East was misguided, or that Jews wielded too much political power, to unleash a torrent of anti-American, anti-Semitic rhetoric. Many applauded the bombing of the World Trade Center, lamenting that it hadn’t done more damage.” Referring to his experiences at the mosques, Hill tells Rescorla, “We’ve got a problem.” He also believes that, as the symbolic “tower of the Jews,” the WTC is likely to remain a target for terrorists. Rescorla Thinks Terrorists Will Use a Different Method of Attack - Rescorla thinks that since terrorists failed to bring the Twin Towers down with a truck bomb, they may in future try a different method of attack, such as using a small, portable nuclear weapon or flying a plane into the building. He phones his friend Fred McBee and asks him to examine the possibility of an air attack on the WTC. By using a flight simulator on his computer, McBee concludes that such an attack seems “very viable” (see Shortly After February 26, 1993). [Stewart, 2002, pp. 193; Steve Humphries, 9/11/2005]
Report Warns of Another Attack on the WTC - Hill and Rescorla write a report incorporating their findings and analysis. The report warns that the WTC will likely remain a target for anti-American militants. It notes that Muslim terrorists are showing increasing tactical and technological awareness, and that the numerous young Muslims living in the United States constitute a potential “enemy within.” Rescorla states that terrorists will not rest until they have succeeded in bringing down the Twin Towers.
Hill and Rescorla Suggest Terrorists Flying a Plane into the WTC - Rescorla and Hill also lay out what they think the next terrorist attack could look like. According to Stewart, it would involve “an air attack on the Twin Towers, probably a cargo plane traveling from the Middle East or Europe to Kennedy or Newark Airport, loaded with explosives, chemical or biological weapons, or even a small nuclear weapon. Besides New York, other cities might be targeted, such as Washington or Philadelphia. Perhaps terrorists would attack all three.” Rescorla and Hill’s report concludes that Rescorla’s company, Dean Witter, should leave the WTC and move to somewhere safer in New Jersey. However, Dean Witter’s lease does not expire until 2006, and so the company will remain at the WTC. But Rescorla will start conducting regular evacuation drills for all its employees in the South Tower. [Stewart, 2002, pp. 193-194; New Yorker, 2/11/2002] Rescorla will be in his office at the WTC on 9/11. He will personally escort his company’s employees out of the South Tower, but die himself when the tower collapses. [Washington Post, 10/28/2001; BBC, 2/10/2003]

US agents uncover photographs showing Khalid Shaikh Mohammed (KSM) has ties with the Pakistani ISI. Several weeks after the World Trade Center bombing (see February 26, 1993), US agents come to Pakistan to search for Ramzi Yousef for his part in that bombing. Searching the house of Zahid Shaikh Mohammed, Yousef’s uncle, they find photographs of Zahid and KSM, who is also one of Yousef’s uncles, with close associates of Pakistani Prime Minister Nawaz Sharif. [Financial Times, 2/15/2003] According to another account, the pictures actually show Zahid with Sharif, and also with Muhammad Zia ul-Haq, president of Pakistan until his death in 1988. [Jacquard, 2002, pp. 66] Pictures of Osama bin Laden are also found. US agents are unable to catch Yousef because Pakistani agents tip him off prior to the US raids. Yousef is able to live a semi-public life (for instance, he attends weddings), despite worldwide publicity naming him as a major terrorist. The Financial Times will later note that Yousef, KSM, and their allies “must have felt confident that their ties to senior Pakistani Islamists, whose power had been cemented within the country’s intelligence service [the ISI], would prove invaluable.” [Financial Times, 2/15/2003] Several months later, Yousef and KSM unsuccessfully attempt to assassinate Benazir Bhutto, who is prime minister of Pakistan twice in the 1990s (see July 1993). She is an opponent of Sharif and the ISI. [Slate, 9/21/2001; Guardian, 3/3/2003] The Los Angeles Times will later report that KSM “spent most of the 1990s in Pakistan. Pakistani leadership through the 1990s sympathized with Osama bin Laden’s fundamentalist rhetoric. This sympathy allowed [him] to operate as he pleased in Pakistan.” [Los Angeles Times, 6/24/2002]

Four days after the 1993 WTC bombing (see February 26, 1993), a letter is received by the New York Times that takes credit for the bombings. The letter is written on behalf of Ramzi Yousef’s “Fifth Battalion Liberation Army” and is signed by an Arabic-sounding alias. “If our demands are not met, all of our functional groups in the army will continue to execute our missions against military and civilian targets in and out of the United States. For your information, our army has more than [a] hundred and fifty suicidal soldiers ready to go ahead.” It also promises attacks on “nuclear targets.” It lists a series of demands, including an end to diplomatic relations with Israel and an end to interfering “with any of the Middle East countries interior affairs.” On March 10, 1993, WTC bomber Nidal Ayyad will be arrested and a copy of the letter will be found on his computer along with a second letter listing further threats (see Shortly After March 10, 1993). [New York Times, 3/28/1993; Reeve, 1999, pp. 61] US officials downplay the threats in the letter. One top investigator says: “There’s no reason to believe that threat is real. We can try to prepare for everything, but we can’t lock up the city.” [New York Times, 3/29/1993]

On March 10, Nidal Ayyad is arrested for a role in the February 1993 World Trade Center bombing (see February 26, 1993). Investigators soon discover a letter threatening future attacks in a computer file that was deleted but recovered. It makes reference to an earlier letter sent by Ayyad to the New York Times taking credit for the bombing (see March 2, 1993), and says: “We are the Liberation Army Fifth Battalion again. Unfortunately, our calculations were not very accurate this time. However, we promise you that next time it will be very precise and WTC will continue to be one our targets in the US unless our demands are met.” The letter is signed by the same long Arabic alias used in Ayyad’s previous letter. Mohammmed Salameh.Mohammmed Salameh. [Source: Sygma / Corbis]An internal FBI report finds that Khalid Shaikh Mohammed (KSM) played a role in the bombing of the World Trade Center. According to the report, KSM wired $660 from Qatar to a bank account of Mohammed Salameh, one of the key bombers, on November 3, 1992. This is apparently the first time KSM has come to the attention of US law enforcement. Transaction records show the money was sent from “Khaled Shaykh” in Doha, Qatar, which is where KSM is living openly and without an alias at the time (see 1992-1995). [US Congress, 7/24/2003] KSM also frequently talked to his nephew Ramzi Yousef on the phone about the bombing and sent him a passport to escape the country, but apparently these details are not discovered until much later. [9/11 Commission, 7/24/2004, pp. 147, 488]

New York State Senator Roy Goodman (R-Manhattan) presides over the hearings. His committee questions 26 witnesses in what journalists Wayne Barrett and Dan Collins will later call “a no-holds-barred probe of the City [of New York] and of the Port Authority.” [Newsday, 11/12/2001; Barrett and Collins, 2006, pp. 86]
Bombing Was a 'Dire Warning' - During the hearings, Goodman calls the WTC “an extremely inviting target” for terrorists, and says the recent bombing (see February 26, 1993) was a “tragic wake-up call” and “a dire warning of the future disasters which could occur with far greater loss of life if we fail to prepare” for terrorism “here at home.” [Albany Times Union, 10/2/2001; Barrett and Collins, 2006, pp. 86-87] He also refers to a number of Port Authority consultant and internal security reports, which predicted the kind of bombing that occurred at the WTC (see January 17, 1984, July 1985, November 1985, and (Mid-1986)), and criticizes Port Authority officials who appear for failing to follow the recommendations of these reports.
Detective Says He Fears a 'Further Disaster' - One Port Authority employee who appears, Detective Sergeant Peter Caram, warns about the continuing threat to the WTC. Caram is the only Port Authority employee with a top security clearance and who is assigned to the New York Joint Terrorism Task Force. He says he fears a “further disaster somewhere down the line” and, referring to the WTC, implores the Port Authority to “harden our target.” James Fox, the assistant director in charge of the FBI’s New York office, similarly warns, “We would be well advised to prepare for the worst and hope for [the] best.” And New York City Police Commissioner Raymond Kelly says New York should remain at “a heightened state of awareness and readiness for the foreseeable future.” [Barrett and Collins, 2006, pp. 87]
Official Recommends Practicing for a Plane Hitting the WTC - On the final day of the hearings, Guy Tozzoli, the director of the Port Authority’s World Trade Department, recalls a drill held in 1982, which simulated a plane crashing into the WTC (see November 7, 1982), and recommends that New York’s emergency response agencies train again for an aircraft hitting the Twin Towers (see (March 29, 1993)). [Newsday, 11/12/2001]
Report Based on Hearings Is 'Largely Ignored' - The exact dates of the hearings are unclear. The hearings begin on March 22, according to Barrett and Collins. [Barrett and Collins, 2006, pp. 86] And according to Newsday, March 29 is the third and final day of the hearings. [Newsday, 11/12/2001] Goodman will issue a 34-page report in August this year based on the hearings. The report, titled “The World Trade Center Bombing: A Tragic Wake-Up Call,” will describe the WTC as “a singular potential terrorist target.” It will call for a special task force and for increased security in the parking facilities under public skyscrapers. But Goodman will say, shortly after 9/11, that his report’s recommendations “were largely ignored as time dulled the sensitivity of the public to terrorist threats.” [Albany Times Union, 10/2/2001; Newsday, 11/12/2001; Barrett and Collins, 2006, pp. 88]

Aafia Siddiqui.Aafia Siddiqui. [Source: Public domain]The Al-Kifah Refugee Center is bin Laden’s largest fundraising group in the US and has offices in many cities (see 1986-1993 and 1985-1989). Counterterrorism expert Steven Emerson will later call it “al-Qaeda’s operational headquarters in the United States.” [Emerson, 2006, pp. 436] In late March 1993, Newsweek will report that “virtually every principal figure implicated in the World Trade Center bombing” that took place the month before (see February 26, 1993) has a connection to the Al-Kifah branch in Brooklyn, New York. [Newsweek, 3/29/1993] The Brooklyn branch quietly shuts itself down. But other branches stay open (see Shortly After February 26, 1993-1994) and the Boston branch appears to take over for the Brooklyn branch. In April 1993, it reincorporates under the new name Care International (which is not connected with a large US charity based in Atlanta with the same name). Emerson will later comment, “The continuity between the two organizations was obvious to anyone who scratched the surface.” For instance, Care takes over the publication of Al-Kifah’s pro-jihad newsletter, Al Hussam. [Emerson, 2006, pp. 437] It also shares the same website and street address as the Al-Kifah Boston branch it took over. [Wall Street Journal, 11/21/2001] By the time of the WTC bombing, Al-Kifah is doing most of its fund raising for the mujaheddin fighting in Bosnia. For instance, one month after the bombing, a member of Al-Kifah/Care in Boston named Aafia Siddiqui sends Muslims newsgroups an e-mail pledge form asking for support for Bosnian widows and orphans. Siddiqui, a university student in Boston for most of the 1990s, is well known to Boston’s Muslim community as a dedicated Islamic activist. One imam will later recall, “She attended many conferences. Whenever there was an event, she would come.” But it appears Siddiqui is also a prominent al-Qaeda operative, working as a “fixer” for Khalid Shaikh Mohammed. Despite considerable suspicious evidence against her discovered shortly after 9/11, she will disappear in Pakistan in 2003 (see Late September 2001-March 2003). [Vanity Fair, 3/2005] Two long-time Care employees are also be long-time employees of Ptech, a Boston-based computer firm formed in 1994 that will be raided in 2002 by the FBI for suspected radical militant ties. One of them writes many articles advocating Islamic jihad (see 1994). Emerson and his Investigative Project on Terrorism research team begins researching Care International in 1993, targeting it and several employees for suspected radical militant ties. The team discovers some checks made out to Care have notations on the back such as, “For jihad only.” [Telegram and Gazette, 9/11/2006] Presumably Emerson’s team shares what they learn with US intelligence, as his research on other matters lead to US government investigations around the same time (see for instance October 1994-2001). Al-Kifah branches in the US are connected to the charity Maktab al-Khidamat (MAK) overseas, which is also sometimes called Al-Kifah. In 1996, a secret CIA report will assert that the main MAK office in Pakistan funds at least nine militant training camps in Afghanistan and has ties to bin Laden and other militant groups and leaders. Furthermore, it connects this office to the Al-Kifah office in Brooklyn and the 1993 WTC bomber Ramzi Yousef (see January 1996). But the FBI takes no action against any of the remaining Al-Kifah branches in the US before 9/11. The US will officially declare Al-Kifah and/or Maktab al-Khidamat a terrorist financier shortly after 9/11, but by then all the US branches have closed or changed their names (see September 24, 2001). One day after the declaration, a Boston Globe article will make the connection between Care and Al-Kifah, pointing out that Care and the old Al-Kifah branch in Boston share the exact same address. [Boston Globe, 9/26/2001] But the FBI will wait until 2003 before raiding the Care offices and shutting it down. The FBI will later state that Care raised about $1.7 million from 1993 to 2003. [Telegram and Gazette, 9/11/2006] Al-Kifah has had a murky connection with the CIA, at least in its early days. Shortly after 9/11, Newsweek will comment that Al-Kifah’s Brooklyn office “doubled as a recruiting post for the CIA seeking to steer fresh troops to the mujahedin.” [Newsweek, 10/1/2001]

[Source: Jeffrey Markowitz / Corbis]The FBI places Ramzi Yousef on its “Ten Most Wanted” list, after determining his prominent role in the 1993 World Trade Center bombing (see February 26, 1993). An international manhunt ensues. The FBI works with a State Department program that publicly offers generous rewards and a new identity for informants giving information about wanted terrorists. A $2 million reward is announced for information on Yousef and a large publicity campaign about the reward is launched, with a focus on Pakistan, India, Malaysia, and the Philippines. Huge numbers of matchboxes are distributed with Yousef’s photograph and reward information on them. In early 1995, one of Yousef’s associates will learn of the program and turn Yousef in for the reward money (see February 3-7, 1995). The matchbox program will be used for other wanted suspects, such as Abdul Rahman Yasin and Mir Kansi. However, Yousef’s uncle Khalid Shaikh Mohammed (KSM) will never be placed on the most wanted list before 9/11, and while there eventually will be a $2 million reward for him, no similar massive manhunt or large publicity campaign will take place for him, even after he is identified as a mastermind in the WTC bombing, Bojinka plot, African embassy bombings, and many other attacks. In the wake of the 1993 WTC bombing (see February 26, 1993), Emad Salem is rehired as an FBI informant. Because Salem has the confidence of the group around the “Blind Sheikh” Omar Abdul-Rahman connected to the bombing, the FBI is so desperate to hire him back that they pay him over $1 million to return. It takes time for Salem to fully regain confidences, but on April 23, 1993, Siddig Siddig Ali approaches Salem and asks him to participate in a series of bombings that he is planning. Siddig Ali explains that he wants to simultaneously bomb four landmarks in New York City: the Lincoln and Holland tunnel, the United Nations headquarters, and the New York FBI office. This will later be known as the “Landmarks” plot. Siddig Ali later tells Salem that he has friends in the Sudanese Embassy who had approved the plan and are willing to help with diplomatic license plates and credentials. Wearing a wire, over the next weeks Salem meets and records others participating in the plot. Many of them, including Siddig Ali, attended a training camp the FBI briefly monitored back in January 1993 (see January 16-17, 1993). [Miller, Stone, and Mitchell, 2002, pp. 113-114] The FBI will expand its surveillance of the plotters and roll up the plot a couple of months later (see June 24, 1993). The US will later eject two Sudanese diplomats, Siraj Yousif and Ahmed Yousif Mohamed, for suspicions of involvement in the plot. Both are said to be intelligence agents posing as diplomats. Later in 1993, the US also places Sudan on a list of terrorist countries. [New York Times, 8/18/1993; New York Times, 4/11/1996]

The “Blind Sheikh,” Sheikh Omar Abdul-Rahman, is arrested in Brooklyn after a long stand off. The “Landmarks” plot was rolled up on June 24, 1993, and many of Abdul-Rahman’s close associates were arrested on that day (see June 24, 1993). But Abdul-Rahman moved to the Abu Bakr mosque and stayed there. His presence in a mosque and the many supporters that gathered to surround it makes his arrest difficult. But after long negotiations, on July 3, 1993, he is arrested on immigration charges and taken to prison. [New York Times, 7/3/1993] He will later be charged with a role in the “Landmarks” plot and eventually sentenced to life in prison. [New York Times, 1/18/1996]

Sheikh Muhammad Al-Hanooti.Sheikh Muhammad Al-Hanooti. [Source: Muslim World League Canada]The FBI secretly records top Hamas leaders meeting in a Philadelphia hotel. Five Hamas leaders meet with three leaders of the Texas-based Holy Land Foundation charity (see 1989), including CEO Shukri Abu Baker and chairman Ghassan Elashi. A peace accord between Israel and the Palestinian Liberation Organization (PLO) had just been made, and this group meets to decide how to best oppose that. It is decided that “most or almost all of the funds collected [by Holy Land] in the future should be directed to enhance [Hamas] and to weaken the self-rule government” of Palestinian and PLO leader Yasser Arafat. According to an FBI memo released in late 2001 that summarizes the surveillance, “In the United States, they could raise funds, propagate their political goals, affect public opinion and influence decision-making of the US government.” The FBI also learns from the meeting that Hamas leader Mousa Abu Marzouk gave Holy Land large sums of cash to get the charity started. Holy Land will eventually grow to become the largest Muslim charity in the US. In a January 1995 public conference also monitored by the FBI, Holy Land CEO Abu Baker will be introduced to the audience as a Hamas senior vice president. One Hamas military leader there will tell the crowd, “I’m going to speak the truth to you. It’s simple. Finish off the Israelis! Kill them all! Exterminate them! No peace ever!” [New York Times, 12/6/2001; Emerson, 2002, pp. 89-90; CBS News, 12/18/2002] Investigators conclude at the time that some of Holy Land’s “key decision makers [are] Hamas members, the foundation [is] the primary US fundraising organ for Hamas, and most of its expenditures [go] to build support for Hamas and its goal of destroying Israel.” [Dallas Morning News, 12/5/2001] Sheikh Muhammad Al-Hanooti is one of the attendees for Hamas. In 1995, he will be listed as an unindicted coconspirator in the 1993 World Trade Center bombing (see February 26, 1993). In the early 1990s, he is the imam at a Jersey City, New Jersey, mosque where at least one of the WTC bombers regularly prays and where al-Qaeda leader Sheikh Omar Abdul-Rahman often delivers incendiary speeches. An FBI report claims Al-Hanooti raised more than $6 million for Hamas in 1993 alone, funneling much of it through the Holy Land Foundation. As of the end of 2005, Al-Hanooti will still be an imam in the US and will continue to deny all charges against him. [Albany Times-Union, 6/30/2002] Chicago FBI agents Robert Wright and John Vincent try and fail to get a criminal prosecution against the attendees of this meeting. Instead, the attendees will not be charged with criminal activity connected to this meeting until 2002 and 2004 (see December 18, 2002-April 2005). Vincent will comment in 2002 that the arrests made that year could have been made in 1993 instead. One of the Hamas attendees of the meeting, Abdelhaleem Ashqar, will be not arrested until 2004 (see August 20, 2004), and other attendees like Ismail Selim Elbarasse have never been arrested. Elbarasse, a college roommate of Hamas leader Mousa Abu Marzouk, will be detained in 2004 on the accusation of working with Marzouk to raise hundreds of thousands of dollars for Hamas, but not charged. [Federal News Service, 6/2/2003; Baltimore Sun, 8/26/2004] Oliver “Buck” Revell, head of the Dallas FBI office at the time, will say after 9/11 that the US government should have shut down Holy Land as soon as it determined it was sending money to Hamas (even though raising money for Hamas is not a criminal act in the US until 1995 (see January 1995)).
