Following a number of meetings in Rome and London between SISMI, Italy’s military intelligence, and the British MI6 [Bamford, 2004, pp. 303-304] , SISMI provides the British with an intelligence report on Iraq’s alleged efforts to obtain uranium from Niger. The report—delivered by freelance SISMI agent Rocco Martino to the Vauxhall Cross headquarters of Britain’s MI6 in south London—is reportedly based on the collection of mostly forged documents put together in Italy (see Between Late 2000 and September 11, 2001). MI6 will include this information in a report it sends to Washington saying only that it was obtained from a “reliable source.” Washington treats the report as an independent confirmation of the Italian report (see October 15, 2001). According to a senior intelligence official interviewed by the Associated Press in June of 2003, the CIA shares with Britain the results of Joseph Wilson’s trip to Niger (see February 21, 2002-March 4, 2002), advising British intelligence that claims that Iraq attempted to procure uranium from Niger are unsubstantiated. But another report, by the Observer the following month, contradicts this AP report. It cites a series of letters to the British Foreign Affairs Committee which show that although the US had asked Britain not to use the Africa-uranium claim, they did not provide any details about Wilson’s mission to Niger. Nicolo Pollari, chief of SISMI, Italy’s military intelligence service, meets briefly with US National Security Council officials. Mysterious 'Courtesy Call' - Pollari can presumably set the record straight on the question of whether Iraq is trying to purchase aluminum tubes for manufacturing rockets or for use in building muclear weapons (see Between April 2001 and September 2002, April 11, 2001, July 25, 2002, September 24, 2002, October 1, 2002, Between December 2002 and January 2003, January 11, 2003, and March 7, 2003)—the aluminum tubes in question are exactly the same as the Italians use in their Medusa air-to-ground missile systems (see December 2002). Apparently Iraq is trying to reproduce “obsolete” missile systems dating back to when Italy and Iraq engaged in military trade. Pollari could also discuss the documents alleging that Iraq and Niger entered into a secret uranium deal (see Between Late 2000 and September 11, 2001), a set of documents originally promulgated by SISMI and now thoroughly discredited (see February 5, 2003). But apparently Pollari discusses none of this with White House officials. Hadley, who hosts the meeting with Pollari, will refuse to say what they discuss, except to label Pollari’s visit “just a courtesy call,” and will add, “Nobody participating in that meeting or asked about that meeting has any recollection of a discussion of natural uranium, or any recollection of any documents passed.”
Meeting with Hadley, Not Tenet, Significant - Author Craig Unger will write in 2007 that the real significance of the meeting is that Pollari meets with Hadley (widely considered an ally of Vice President Dick Cheney), and not with Pollari’s counterpart, CIA Director George Tenet. Former CIA officer Philip Giraldi later says, “It is completely out of protocol for the head of a foreign intelligence service to circumvent the CIA. It is uniquely unusual.” Of the Iraq-Niger documents, Giraldi will say, “In spite of lots of people having seen the documents, and having said they were not right, they went around them.” Former CIA and State Department analyst Melvin Goodman will concur. “To me there is no benign interpretation of” the Pollari-Hadley meeting, Goodman will say. “At the highest level it was known that the documents were forgeries. Stephen Hadley knew it. Condi Rice [Hadley’s supervisor] knew it. Everyone at the highest level knew.” Neoconservative columnist, author, and former Italian intelligence asset Michael Ledeen, who has close ties with both Pollari and Hadley and may have played a part in producing the Iraq-Niger forgeries (see December 9, 2001). will deny setting up the meeting. And a former CIA official speaking on Tenet’s behalf will say that Tenet has no information to suggest that Pollari or elements of SISMI were trying to circumvent the CIA and go directly to the White House. Downplaying Significance of Meeting - The Bush administration later insists the meeting was of little importance. Frederick Jones, a National Security Council spokesman, describes the meeting as a courtesy call of 15 minutes or less. He also says, “No one present at that meeting has any recollection of yellowcake [uranium oxide] being discussed or documents being provided.” [New York Times, 10/28/2005]
Meeting Remains Secret until 2005 - This meeting is not reported until 2005, when Italy’s La Repubblica reports that a meeting—arranged through a backchannel by Gianni Castellaneta, the Italian prime minister’s diplomatic advisor—took place between Pollari and Hadley on this date. The report is refuted by Italy which insists it was actually a short meeting between Pollari and Rice. Italy says that although Hadley was present, he was really not part of the meeting. [AGI online, 10/29/2005] It is not clear from the reporting, however, if the meeting acknowledged by Italy and Washington, is in fact the same meeting reported by La Repubblica.

The first draft of the British intelligence dossier entitled “Iraq’s Weapons of Mass Destruction” (see February 5, 2003) is circulated. The principal author is John Scarlett, the chairman of the Joint Intelligence Committee (JIC), and therefore the report comes to be known as the “Scarlett dossier.” Scarlett had considerable input from intelligence officials and Downing Street officials, including communications director Alastair Campbell, who will later insist he gave nothing more than “presentational” advice and did not pressure Scarlett to “sex up” the dossier. (Campbell’s claim will be challenged when evidence is later produced that shows senior press official John Williams helped Scarlett write the dossier—see February 18, 2008.) Section 6 of the first draft states flatly that “Uranium to be used in the production of suitable fissile material has been purchased from Africa.” The context of the section makes it clear that the reference is not to uranium purchased by Iraq from Niger in 1982 and later sealed and monitored by the International Atomic Energy Agency (IAEA). It is clear that the reference is to the supposed uranium deal from 1999-2000. That deal was clearly never made, and allegations to the contrary were based upon fabricated documents. Fabricated evidence or not, the dossier states that not only was Iraq seeking uranium, but that uranium “has been purchased.” Eight pages later, the dossier claims that “there is compelling evidence that Iraq has sought the supply of significant quantities of uranium from Africa,” a significant language shift—from flat certainty to an assertion of “compelling evidence.” And in the executive summary, Scarlett writes that “recent intelligence… indicates” Iraq “has purchased large quantities of uranium ore, despite having no civil nuclear programme that would require it.” The document’s claims fluctuate from one section to the next. As with the first draft, the language of exactly how certain British intelligence is about the Iraq-Niger uranium deal (see Before September 2002) varies from section to section. One page states flatly that “[u]ranium has been sought [by Iraq] from Africa,” but another page says there is “compelling evidence that Iraq has sought the supply” of uranium. Such language shifts (similar to those in the first draft) may mean little to the lay reader, but are very significant within the intelligence community. In the first draft, principal author John Scarlett’s executive summary added to the confusion by saying that “recent evidence… indicates” Iraq has tried to purchase uranium from Africa, an even less certain phrasing. Prepared by Joint Intelligence Committee (JIC) chairman John Scarlett and known as the “Scarlett dossier,” it contains much the same vagaries of language that the previous draft versions contained (see September 10-11, 2002 and September 16, 2002).
Contradictory Claims about African Uranium - Chapter 3 tells the reader “what we know” about Iraqi WMD, including the statement that “Uranium has been sought from Africa.” Unfortunately, the first and second drafts’ language clearly indicated that British intelligence does not “know” anything about the uranium deal, but merely believes the claim to be true. Author Dennis Hans writes in 2003, “Properly interpreted, the list is evidence not of Iraq’s capabilities, actions, and intentions, but of a JIC policy of saying ‘we know’ when the JIC doesn’t know, so as to lend undeserved credibility to the claims.” The language of the final draft contradicts the claim of established fact; later in Chapter 3, the “compelling evidence” of earlier drafts has been downgraded to merely stating, “But there is intelligence that Iraq has sought the supply of significant quantities of uranium from Africa.” And in the executive summary, Scarlett writes, “As a result of the intelligence we judge” that, among other things, Iraq has “sought significant quantities of uranium from Africa, despite having no active civil nuclear power programme that could require it.” The language is similar to that of the first draft, but a statement saying “we judge” is not the same as a statement saying “we know.” Hans concludes, “In any event, the published dossier, carefully reviewed by the best and brightest of the British intelligence and the Blair administration’s communications staff, presents three different interpretations: a ‘judgment’ in the executive summary, a statement of fact in Chapter 3, and a vague ‘there is intelligence’ claim in Chapter 3. Take your pick.” Prime Minister Tony Blair uses the dossier to flatly assert that “we now know the following”: that Iraq indeed tried to purchase uranium from Africa, “though we do not know whether he has been successful” (see September 24, 2002). 'No Definitive Intelligence' on Aluminum Tube Allegations - In the section discussing Iraq’s alleged nuclear weapons program, the dossier says there “is no definitive intelligence evidence” that the shipment of aluminum tubes intercepted by the CIA was intended for use in an Iraqi nuclear program. This assessment of the tubes contradicts the majority view at the CIA. [United Kingdom, 9/24/2002]
'Echo Chamber,' 'Disinformation Campaign' - Former CIA official Milt Bearden will later say, “When you are playing a disinformation campaign, you’re like a conductor who can single out one note in the symphony and say, ‘Let the Brits have that.’” Author Craig Unger will note that by the time the “Scarlett dossier” is released, between the various US and British claims and the array of reports in the media, it seems as if the claims of Iraq trying to buy Nigerien uranium are coming from multiple sources, “when in fact there [is] merely an echo chamger of corroboration.” [Unger, 2007, pp. 259]
Claim that Iraq Can Launch WMD within 45 Minutes - Perhaps the most infamous portion of the dossier is the claim that Iraq can launch weapons of mass destruction against chosen targets within 45 minutes of the order being given. That particular claim was not in the drafts of the dossier, and was apparently inserted by Blair administration officials seeking to bolster the case for war with Iraq. The Blair government will later deny that assertion. [Associated Press, 2/18/2008] After it is revealed early the following year that the US had relied on intelligence based on forged documents, the British will insist that they have additional evidence to support their claims (see March 7, 2003-July 7, 2003). The Times of London uses the recently released intelligence “dossier” from British intelligence (see September 24, 2002) to report that Iraqi dictator Saddam Hussein has sent agents into Africa to find uranium for Iraqi nuclear weapons. The Times does not inform its readers that many British journalists were shown evidence contradicting the British intelligence claims (see September 24, 2002). It focuses on the dossier’s claim that Iraqi “agents” have secretly visited several African countries in search of uranium. Thirteen African nations produce uranium to one extent or another. A Whitehall source tells The Times that while Hussein may have attempted to find African uranium, those alleged efforts were unsuccessful. “If Iraq had succeeded in buying uranium from Africa, the dossier would have said so,” the source says. The Times reports that Iraq attempted to purchase uranium from, among other sources, the Democratic Republic of Congo, though at least part of that nation’s uranium mines are currently under the control of troops from Zimbabwe. The dossier does not specify any other countries that may have been contacted by Iraq. The Times also repeats the dossier’s claim that Iraq has biological and chemical weapons that can be launched against targets in as little as 45 minutes (see Late May 2003, August 16, 2003, December 7, 2003, January 27, 2004, and October 13, 2004), that Iraq is developing missiles with ranges of 600 miles (see January 9, 2003, January 16, 2003, February 27, 2003, March 7, 2003, and June 2004), and that Hussein may have given his son Qusay the power to order the use of those weapons. It also reports that the dossier specifically downplays suspected links between Iraq and radical Islamist groups such as al-Qaeda. Hussein has little sympathy for Islamist fundamentalists, The Times reports. [London Times, 9/25/2002]

In a congressional closed-door hearing, CIA Director George Tenet and his deputy John McLaughlin appear before the Senate Select Committee on Intelligence to discuss the National Intelligence Estimate (NIE) on Iraq that was released the day before (see October 1, 2002). When Tenet is asked whether the agency has any of its own spies on the ground in Iraq who can verify the NIE’s claims about Saddam Hussein’s alleged arsenal of illicit weapons, he replies that the agency does not. “I was stunned,” Senator Bob Graham (D-FL) later recalls. At some point during the hearing, Levin asks McLaughlin: “If [Hussein] didn’t feel threatened, did not feel threatened, is it likely that he would initiate an attack using a weapon of mass destruction?” McLaughlin responds that under those circumstances “the likelihood… would be low.” But the probability of Hussein using such weapons would increase, McLaughlin says, if the US initiates an attack. [Central Intelligence Agency, 10/7/2002; CBC News, 11/1/2002; Isikoff and Corn, 2006, pp. 138, 141] Senator Jon Kyl (R-AZ) asks McLaughlin whether he has read the British white paper (see September 24, 2002) on Iraq and whether he disagrees with any of its conclusions. McLaughlin says, “The one thing where I think they stretched a little bit beyond where we would stretch is on the points about Iraq seeking uranium from various African locations. We’ve looked at those reports and we don’t think they are very credible…” [US Congress, 7/7/2004, pp. 59] Graham and Levin ask the CIA to release a declassified version of the NIE so the public will be aware of the dissenting opinions in the document and so members of Congress can have something to refer to during their debates on the Iraq war resolution. In response to a question from Senator Fred Thompson (R-Tenn.) regarding his assessment of Britain’s recent white paper (see September 24, 2002) on Iraq, he says that the British “put more emphasis on the uranium acquisition in Africa than we would.” He added: “There is some information on attempts and, as we said, maybe not to this committee, but in the last couple of weeks, there’s a question about some of those attempts because of the control of the material in those countries. Preparing for a major speech by President Bush on Iraq (see October 7, 2002), the National Security Council has sent the sixth draft of the speech to the CIA for vetting. It includes a line saying that Iraq “has been caught attempting to purchase up to 500 metric tons of uranium oxide from Africa—an essential ingredient in the enrichment process.” It is essentially the same language turned down by the CIA for an earlier speech (see September 11, 2002). In response, the CIA’s associate deputy director for intelligence [ADDI] sends a four-page memo to Bush administration officials, including Bush’s Deputy National Security Adviser, Stephen J. Hadley, and the chief speechwriter, Michael Gerson, expressing doubt over claims that Iraq had attempted to obtain uranium from Niger. On page three of the memo, the ADDI advises removing the allegation from the draft of Bush’s upcoming speech in Cincinnati. “[R]emove the sentence because the amount is in dispute and it is debatable whether it can be acquired from the source. We told Congress that the Brits have exaggerated this issue (see September 24, 2002). Finally, the Iraqis already have 550 metric tons of uranium oxide in their inventory.” [Washington Post, 7/23/2003; Unger, 2007, pp. 261-262] Despite the warning, the White House refuses to make substantial changes. Draft seven of the speech, completed later in the day (see October 6, 2002), contains the passage, “[T]he regime has been caught attempting to purchase substantial amounts of uranium oxide from sources in Africa.” [US Congress, 7/7/2004] Hadley will later claim in July 2003 that he did not brief his boss, Condoleezza Rice, on the memo. On the eve of a two-day NATO summit in Prague, Czech Republic, President Bush addresses the UN mandate for Iraq to declare its arsenal of unconventional weapons (see November 8, 2002): “Saddam Hussein has been given a very short time to declare completely and truthfully his arsenal of terror. Should he again deny that this arsenal exists, he will have entered his final stage with a lie. And deception this time will not be tolerated. Delay and defiance will invite the severest of consequences. America’s goal, the world’s goal, is more than the return of inspectors to Iraq. Our goal is to secure the peace through the comprehensive and verified disarmament of Iraq’s weapons of mass destruction. Voluntary or by force, that goal will be achieved.” [New York Times, 11/21/2002; US President, 11/25/2002] Bush is echoing and reiterating calls from conservatives and neoconservatives both inside and outside the White House to label Hussein a liar no matter what he declares (see November 20, 2002 and December 2, 2002). They go farther than Bush in demanding that the US invade Iraq as soon as the December 8 deadline for declaring his weapons expires (see December 7, 2002). Former ambassador Joseph Wilson will write: “If the neoconservatives had been angry before the UN deal—and they were—they were truly furious afterward. The ink on the resolution was barely dry before they launched attacks on [Secretary of State] Colin Powell for having led the president down the wrong path, one in which he was placing his faith in what they said was a feckless international community.” [Wilson, 2004, pp. 301]

Iraq submits its declaration of military and civilian chemical, biological and nuclear capabilities to the UN one day early. It consists of 12 CD-ROMs and 43 spiral-bound volumes containing a total of 11,807 pages. General Hussam Amin, the officer in charge of Iraq’s National Monitoring Directorate, tells reporters a few hours before the declaration is formally submitted: “We declared that Iraq is empty of weapons of mass destruction. I reiterate Iraq has no weapons of mass destruction. This declaration has some activities that are dual-use.” Lt. Gen. Amer al-Saadi, a senior adviser to Iraqi President Saddam Hussein, says the next day that Iraq’s pre-1991 nuclear program may have been close to developing a nuclear bomb, but denies that Baghdad continued the program. Meanwhile, the Bush administration remains furious over the Security Council’s previous day ruling that no member state—including the US—will be permitted access to the report until after “sensitive information about weapons manufacture had been removed.” White House officials say they were “blind-sided” by the decision. Hans Blix completes an initial review of Iraq’s December 7 declaration (see December 7, 2002) and tells the UN Security Council that he will brief them as early as December 16. He says he plans to meet with representatives of the United States and the four other permanent members to decide what portions of the declaration need to be censored before being distributed to the other Security Council member states. Certain documents will be censored in order to prevent the details of Iraq’s nuclear, chemical and biological weapons programs from falling into the wrong hands and being used as a virtual “cookbook” to build weapons of mass destruction. “He proposed that the most sensitive information should be purged from the text by inspectors, to ensure that it did not leak. To do otherwise would breach international treaties on weapons proliferation,” reports the London Telegraph. The US will play the dominant role in deciding what parts of the declaration need to be blacked out. The Washington Post reports, “Bush administration officials indicated today that they would tell Blix before the end of the week what elements of the report should remain confidential.” Blix recommends censoring sections dealing with designs for the production of nuclear weapons, plans for converting short-range missiles into long-range rockets, and a list of foreign companies that supplied Iraq with materials for its chemical, biological and nuclear weapons. UN weapons inspectors discover a cache of 12 warheads designed to carry chemical warfare agents in the Ukhaider Ammunition Storage Area located about 80 miles [120km] south of Baghdad. News of the discovery is announced immediately. According to officials, the warheads were not included in Iraq’s December 7 declaration to the UN (see December 7, 2002). [Washington Post, 1/16/2003; Reuters, 1/17/2003; New York Times, 1/17/2003; New York Times, 1/18/2003] The warheads—meant for 122 mm rockets with a range of 11-22 miles—are in perfect condition. Though they seem to be configured for Sarin gas, they are empty and have no trace of chemical weapons. [Washington Post, 1/16/2003; Reuters, 1/17/2003; Reuters, 1/17/2003; Newsday, 1/18/2003; New York Times, 1/31/2003] Iraqi officials call their failure to include information about this cache in Iraq’s December 7 declaration an oversight and promise to check if they have any other old warheads in storage. General Hussam Mohammed Amin, head of Iraq’s weapons-monitoring directorate and the chief liaison to UN inspectors, says the warheads were imported in 1986 and therefore are too old to be of any use. “These are 122 mm rockets with an empty warhead. There are no chemical or biological agents or weapons of mass destruction,” he explains. “These rockets are expired… they were in closed wooden boxes… that we had forgotten about,” he adds. Possession of chemical warheads is not a good indication that the man has disarmed.” Fleischer disputes the notion that empty warheads do not represent a threat. “Putting chemical weapons into a chemical warhead is done at the last minute,” he notes. However officials from other countries seem to disagree. Colin Powell’s chief of staff, Larry Wilkerson, tasked with the duty of preparing Powell’s upcoming UN presentation (see January 29, 2003), meets with his hastily assembled team: Lynne Davidson, Powell’s chief speechwriter; Carl Ford, the head of the State Department’s Bureau of Intelligence and Research (INR); and Barry Lowenkron, principal deputy director of policy planning at State. They also consult with a UN staffer on the logistics of making such a presentation to the Security Council. Later that day, Wilkerson drives to the CIA building in Langley, where he meets with CIA Director George Tenet and Tenet’s deputy, John McLaughlin. Wilkerson examines information provided for Powell’s speech by the White House, and quickly determines that it is unreliable to the point of uselessness (see January 30-February 4, 2003). INR Analysts Not Invited to Presentation Planning Sessions - Over the next few days, Wilkerson and his team works almost around the clock putting together Powell’s upcoming presentation. In addition to Wilkerson’s staff, McLaughlin and National Security Adviser Condoleezza Rice are frequent participants. Others who take part include Rice’s deputy, Stephen Hadley; National Security Council officer Robert Joseph, who had ensured mention of the Iraq-Niger claim in President Bush’s recent State of the Union address (see January 26 or 27, 2003); another NSC official, Will Tobey; two of Vice President Cheney’s senior aides, John Hannah and Lewis “Scooter” Libby; and Lawrence Gershwin, one of the CIA’s top advisers on technical intelligence. Aside from Ford, there are no representatives from the State Department’s own intelligence analysts of the Bureau of Intelligence and Research (INR). They had refused to give in to White House pressure to “cook” the intelligence on Iraq (see November 14, 2001, January 31, 2002, March 1, 2002, and December 23, 2002). Their absence, author Craig Unger will later write, is “another striking indication that Powell had capitulated and was trying to avoid a showdown with the White House.… [T]he hard-nosed analysts at INR, who had not bowed to White House pressure, would be a political liability for Powell.” [US News and World Report, 6/9/2003; Bamford, 2004, pp. 370-1; Vanity Fair, 5/2004, pp. 230; Unger, 2007, pp. 276-278]
Inspirational Film - Early in the process, Wilkerson and his colleagues watch an archived film of then-UN ambassador Adlai Stevenson’s historic 1962 speech before the UN Security Council. Stevenson’s ringing denunciation of the Soviet Union, and his dramatic use of irrefutable evidence that showed Soviet missiles in Cuba, inspires the team to seek what Wilkerson calls “a similar confluence of evidence and rhetoric.” They want Powell to have his own “Stevenson moment” before the UN. The British government releases a dossier titled “Iraq: Its Infrastructure of Concealment, Deception, and Intimidation.” The government says the dossier is based on high-level intelligence and diplomatic sources and was produced with the approval of Prime Minister Tony Blair; it also wins praise from US Secretary of State Colin Powell (see February 7, 2003). Unfortunately, the dossier is almost wholly plagiarized from a September 2002 article by university student Ibrahim al-Marashi. [Middle East Review of International Affairs, 2/23/2003] Al-Marashi was doing postgraduate work at Oxford University when he wrote it. [International Policy Fellowships, 10/1/2006] The article is entitled “Iraq’s Security and Intelligence Network: A Guide and Analysis,” and was published in the Middle East Review of International Affairs Journal (MERIA). [Middle East Review of International Affairs, 2/23/2003] The British dossier plagiarizes two other articles as well, both from Jane’s Intelligence Review (see February 8, 2003), some of which were published as far back as 1997. MERIA is based in Israel, which even moderate Arabs say makes it a suspect source, and all the more reason why the origin of the information should have been cited. [Guardian, 2/7/2003] MERIA, an Internet-based magazine with about 10,000 subscribers, is edited by Jerusalem Post columnist Barry Rubin. [Jerusalem Post, 2/8/2003] Rubin will responds dryly: “We are pleased that the high quality of MERIA Journal’s articles has made them so valuable to our readers.… As noted on the masthead of each issue and all our publications, however, we do appreciate being given credit.” [Middle East Review of International Affairs, 2/23/2003] Al-Marashi, currently working at California’s Center for Nonproliferation Studies, describes himself as an opponent of Saddam Hussein’s regime: “As an Iraqi, I support regime change in Iraq,” he says. [Reuters, 2/8/2003; Associated Press, 2/7/2007]
Article Used Information from 1991 - He examined Iraq’s secret police and other, similar forces in detail, using captured Iraqi documents from the 1991 Gulf War and updating that information to be more timely. [Middle East Review of International Affairs, 9/2002] The dossier contains entire sections from al-Marashi’s article quoted almost verbatim, including typographical errors contained in the original. When asked about the plagiarism, al-Marashi says he was not approached by the British government for permission to use his work. “It was a shock to me,” he says. Chris Aaron, editor of Jane’s Intelligence Review, says he had not been asked for permission to use material from his article in the dossier. The dossier uses the three articles to detail methods used by the Iraqi government to block and misdirect UN weapons inspectors’ attempts to locate weapons stockpiles in Iraq. The dossier claims that while the UN only has 108 weapons inspectors inside Iraq, the Iraqi government has 20,000 intelligence officers “engaged in disrupting their inspections and concealing weapons of mass destruction.” The dossier claims that every hotel room and telephone used by the weapons inspectors is bugged, and that WMD-related documents are being concealed in Iraqi hospitals, mosques, and homes. Powell will cite the dossier as part of his presentation to the UN detailing evidence of Iraqi weapons programs (see February 5, 2003). [Associated Press, 2/6/2003; BBC, 2/7/2003] When the media exposes the origins of the dossier, Blair officials will concede that they should have been more honest about the source material (see February 6, 2003).
British 'Inflated' Some Numbers, Used More Extreme Language - Al-Marashi, who learns of the plagiarism from a colleague, Glen Rangwala (see February 5, 2003), says the dossier is accurate despite “a few minor cosmetic changes.” He adds: “The only inaccuracies in the [British] document were that they maybe inflated some of the numbers of these intelligence agencies. The primary documents I used for this article are a collection of two sets of documents, one taken from Kurdish rebels in the north of Iraq—around four million documents—as well as 300,000 documents left by Iraqi security services in Kuwait.” [BBC, 2/7/2003] Al-Marashi and Rangwala both note that the dossier uses more extreme language. “Being an academic paper, I tried to soften the language” al-Marashi says. “For example, in one of my documents, I said that [the Iraqi intelligence agency known as the Mukhabarat] support[s] organizations in what Iraq considers hostile regimes, whereas the [British] document refers to it as ‘supporting terrorist organizations in hostile regimes.’” [Guardian, 2/7/2003; New York Times, 2/8/2003]
Third Attempt to Pass Off Old Information as New Evidence - This is the third time in recent months that Downing Street has tried to pass off old, suspect information as damning evidence against Iraq. In September, it released a 50-page dossier, “Iraq’s Weapons of Mass Destruction: The Assessment of the British Government,” that used years-old information from the Foreign Office and British intelligence to make its case (see September 24, 2002); UN inspectors and British journalists visited some of the “facilities of concern” and found nothing (see September 24, 2002). In December, Downing Street released a 23-page report, “Saddam Hussein: Crimes and Human Rights Abuses,” that was heavily criticized by human rights groups, members of Parliament, and others for reusing old information. When that dossier was released, the Foreign Office put forward an Iraqi exile who had been jailed by Hussein for 11 years. The exile displayed handcuffs he said had been placed on him while in captivity. Afterwards, the exile admitted that the handcuffs were actually British in origin. [Guardian, 2/7/2003]
Dossier Product of Heated Debate - The Observer writes of the current “dodgy dossier” that discussions between Blair’s head of strategic communications, Alastair Campbell, foreign policy adviser David Manning, senior intelligence officials, and the new head of British homeland security, David Omand, resulted in a decision to “repeat a wheeze from last autumn: publishing a dossier of ‘intelligence-based evidence,’” this time focusing on Iraq’s history of deceiving weapons inspectors. The dossier had to be released before chief UN inspector Hans Blix could make his scheduled report in mid-February. The previous dossier, about Iraq’s dismal human rights record, had led to what The Observer calls “several stand-up rows between Omand and Campbell, with the former accusing the latter of sprinkling too much ‘magic dust’ over the facts to spice it up for public consumption.” That dossier left “the more sensationalist elements” in the forward, but for this dossier, “there was no time for such niceties. Led by Campbell, a team from the Coalition Information Center—the group set up by Campbell and his American counterpart during the war on the Taliban—began collecting published information that touched on useful themes.” Al-Marashi’s work became the central piece for the cut-and-pasted dossier, which The Observer says was compiled so sloppily that, in using the al-Marashi report and one of the Jane’s articles, two different organizations were confused with one another. The United States, Britain and Spain submit a draft to the UN Security Council for a second resolution declaring Iraq in “further material breach” of previous UN resolutions. The draft claims that the declaration Iraq submitted to the UN Security Council on December 7, 2002 (see December 7, 2002) contained “false statements and omissions” and that Iraq “has failed to comply with, and cooperate fully in the implementation of” UN Resolution 1441 (see November 8, 2002). Meanwhile France, Russia and Germany field an alternative plan aimed at achieving peaceful disarmament with more rigorous inspections over a period of five months. China expresses support for the alternative plan despite efforts by Secretary of State Colin Powell to convince its government to support the more aggressive proposal. [Fox News, 2/24/2003; United Nations, 2/24/2003] At this point, it seems that only Bulgaria will support the American-British-Spanish resolution. Eleven of the fifteen council members have indicated that they favor allowing the inspectors to continue their work. Fox News suggests that the US may be able to convince some countries—like Angola, Guinea and Cameroon—to support the resolution since “there is the possibility that supporting the resolution may reap financial benefits from the United States.” [Fox News, 2/24/2003]

Additional Evidence Initially Believed to be French Intel Reports - The London Times will later suggest that Britain’s additional evidence consisted of reports provided by the French in 1999 alleging that Iraqi diplomat Wissam al-Zahawie’s visit to Niger (see February 1999) was aimed at securing a deal to purchase uranium. [Sunday Times (London), 11/6/2005] As one British foreign official explains to the Independent: “Niger has two main exports—uranium and chickens. The Iraqi delegation did not go to Niger for chickens.” But Al-Zahawie disputes this. “My only mission was to meet the president of Niger and invite him to visit Iraq,” he tells the Independent. “The invitation and the situation in Iraq resulting from the genocidal UN sanctions were all we talked about. I had no other instructions, and certainly none concerning the purchase of uranium…. I have been cleared by everyone else, including the US and the United Nations. I am surprised to hear there are still question marks over me in Britain. I am willing to cooperate with anyone who wants to see me and find out more.” [Independent, 8/10/2003; New Yorker, 10/27/2003]
Actual Evidence Provided by Italian Reports Based on Forged Documents - Later reporting will reveal that the main source for Britain’s Africa-uranium allegation was in fact an Italian intelligence report (see Mid-October 2001) that traced back to the forged Niger documents. British Prime Minister Tony Blair’s now-infamous claim that Iraq could launch weapons of mass destruction “within 45 minutes” is based on information gathered from a single, anonymous Iraqi defector of dubious reliability, British Armed Forces Minister Adam Ingram admits. According to Ingram, the defector was supplied by Ahmed Chalabi’s Iraqi National Congress. The INC defector told American intelligence agents that if Saddam Hussein gave the order, WMDs, presumably contained in missiles, could be on their way to their targets in 45 minutes. The Americans shared that intelligence with their British counterparts, but British intelligence officials considered the story to be unreliable and uncorroborated. According to The Independent, “[h]ow it came to be included as the most dramatic element in the government’s ‘intelligence dossier’ last September, making the case for war (see September 24, 2002), is now the subject of a furious row in Whitehall and abroad.” The 45-minute claim was not part of the original draft of the September 2002 dossier (see September 28, 2002), and government officials deny that the claim was added at the behest of politicians who wanted the dossier “sexed up.” Faced with thunderous denunciations from his own Labour Party and his Conservative opponents for apparently deceiving the nation about Iraqi WMD, Blair says that he has further intelligence, gleaned from former Iraqi scientists, that proves Iraq had an arsenal of WMD. He will present that intelligence in due course, he says. An intelligence source says: “The ‘45-minute’ remark was part of the American intelligence input into the dossier. It was being treated cautiously by the British, but it was alighted on by the politicos and blown out of proportion.” [Independent, 6/1/2003] Further verification of the hearsay nature of the claim comes in August, when a previously unreleased document shows that the claim came from an anonymous Iraqi source (see August 16, 2003).

Joseph Wilson, the former US ambassador to Gabon and a former diplomatic official in the US embassy in Iraq during the Gulf War (see September 20, 1990), writes an op-ed for the New York Times entitled “What I Didn’t Find in Africa.” Wilson went to Africa over a year ago (see February 21, 2002-March 4, 2002 and July 6, 2003) to investigate claims that the Iraqi government surreptitiously attempted to buy large amounts of uranium from Niger, purportedly for use in nuclear weapons. The claims have been extensively debunked (see February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). Wilson opens the op-ed by writing: “Did the Bush administration manipulate intelligence about Saddam Hussein’s weapons programs to justify an invasion of Iraq? Based on my experience with the administration in the months leading up to the war, I have little choice but to conclude that some of the intelligence related to Iraq’s nuclear weapons program was twisted to exaggerate the Iraqi threat.” Wilson notes his extensive experience in Africa and the Middle East, and says candidly: “Those news stories about that unnamed former envoy who went to Niger? That’s me” (see May 6, 2003). He makes it very clear that he believes his findings had been “circulated to the appropriate officials within… [the] government.”
Journey to Niger - Wilson confirms that he went to Africa at the behest of the CIA, which was in turn responding to a directive from Vice President Cheney’s office. He confirms that the CIA paid his expenses during the week-long trip, and that, while overseas, “I made it abundantly clear to everyone I met that I was acting on behalf of the United States government.” About Nigerien uranium, Wilson writes: “For reasons that are understandable, the embassy staff has always kept a close eye on Niger’s uranium business. I was not surprised, then, when the ambassador [Barbro Owens-Kirkpatrick] told me that she knew about the allegations of uranium sales to Iraq—and that she felt she had already debunked them in her reports to Washington” (see November 20, 2001). Wilson met with “dozens of people: current government officials, former government officials, people associated with the country’s uranium business. It did not take long to conclude that it was highly doubtful that any such transaction had ever taken place.” Wilson notes that Nigerien uranium is handled by two mines, Somair and Cominak, “which are run by French, Spanish, Japanese, German, and Nigerian interests. If the government wanted to remove uranium from a mine, it would have to notify the consortium, which in turn is strictly monitored by the International Atomic Energy Agency. Moreover, because the two mines are closely regulated, quasi-governmental entities, selling uranium would require the approval of the minister of mines, the prime minister, and probably the president. In short, there’s simply too much oversight over too small an industry for a sale to have transpired.” Wilson told Owens-Kirkpatrick that he didn’t believe the story either, flew back to Washington, and shared his findings with CIA and State Department officials. “There was nothing secret or earth-shattering in my report,” he writes, “just as there was nothing secret about my trip.”
State of the Union Reference - Wilson believed that the entire issue was settled until September 2002, when the British government released an intelligence finding that asserted Iraq posed an immediate threat because it had attempted to purchase uranium from Africa (see September 24, 2002). Shortly thereafter, President Bush repeated the charges in his State of the Union address (see 9:01 pm January 28, 2003). Wilson was surprised by the charge, but put it aside after discussing the issue with a friend in the State Department (see January 29, 2003). Wilson now knows that Bush was indeed referring to the Niger claims, and wants to set the record straight.
Posing a Real Nuclear Threat? - Wilson is now concerned that the facts are being manipulated by the administration to paint Iraq as a looming nuclear threat, when in fact Iraq has no nuclear weapons program. “At a minimum,” he writes, “Congress, which authorized the use of military force at the president’s behest, should want to know if the assertions about Iraq were warranted.” He is quite sure that Iraq has some form of chemical and biological weapons, and in light of his own personal experience with “Mr. Hussein and his thugs in the run-up to the Persian Gulf war of 1991, I was only too aware of the dangers he posed.” But, he asks, are “these dangers the same ones the administration told us about? We have to find out. America’s foreign policy depends on the sanctity of its information.… The act of war is the last option of a democracy, taken when there is a grave threat to our national security. More than 200 American soldiers have lost their lives in Iraq already. We have a duty to ensure that their sacrifice came for the right reasons.” [New York Times, 7/6/2003]
'Playing Congress and the Public for Fools' - Former Nixon White House counsel John Dean will write in 2004 that after Wilson’s editorial appears, he checks out the evidence behind the story himself. It only takes Dean a few hours of online research using source documents that Bush officials themselves had cited, from the International Atomic Energy Agency, the Department of Energy, the CIA, and the United Nations. He will write: “I was amazed at the patently misleading use of the material Bush had presented to Congress. Did he believe no one would check? The falsification was not merely self-evident, it was feeble and disturbing. The president was playing Congress and the public for fools.” [Dean, 2004, pp. 145-146]

One of the first media-based attacks on Joseph Wilson and his wife Valerie Plame Wilson after her outing as a CIA agent (see July 14, 2003) comes from former Defense Secretary Caspar Weinberger, who writes a scathing op-ed for the Wall Street Journal. Weinberger accuses the opponents of the Iraq invasion of mounting a baseless smear campaign against the Bush administration by “using bits and pieces of non-evidence to contend that we did not have to replace the brutal regime of Saddam Hussein.” He asserts that President Bush was correct to say that Iraq had attempted to buy uranium from Niger (see 9:01 pm January 28, 2003), using the October 2002 National Intelligence Estimate (see October 1, 2002) and a review by a British investigative commission (see September 24, 2002) as support for his argument. He insists that WMD will be found in Iraq. Weinberger then writes that “the CIA committed a major blunder [by asking] a very minor former ambassador named Joseph Wilson IV to go to Niger to investigate” (see February 21, 2002-March 4, 2002). Weinberger correctly characterizes Wilson as “an outspoken opponent” of the invasion, but then falsely asserts that “Mr. Wilson’s ‘investigation’ is a classic case of a man whose mind had been made up using any opportunity to refute the justifications for our ever going to war.” He asserts that Wilson spent eight days in Niger drinking tea and hobnobbing with ambassadors and foreign service types. Weinberger continues, “Because Mr. Wilson, by his own admission, never wrote a report, we only have his self-serving op-ed article in the New York Times to go by” (see July 6, 2003). He is apparently unaware that Wilson was thoroughly debriefed on his return from Niger (see March 4-5, 2002). He writes, “If we are to rely on this kind of sloppy tea-drinking ‘investigation’ from a CIA-chosen investigator—a retired ambassador with a less than stellar record—then I would say that the CIA deserves some of the criticism it normally receives.” Weinberger concludes that the US had a choice of “either… letting [Saddam Hussein] continue his ways, such as spraying poison on his own people, and breaking every promise he made to us and to the UN; or… removing him before he used nuclear weapons on his neighbors, or on us.” [Wall Street Journal, 7/18/2003]
Wilsons: Weinberger's Credibility Lacking because of Iran-Contra Connection - In 2007, Plame Wilson will write: “That’s rich, I thought. Weinberger had been indicted on charges stemming from the Iran-Contra affair (see December 25, 1992) and likely only avoided prison time because of a presidential pardon.” [Wilson, 2007, pp. 146-147] Wilson himself will note that “Weinberger was not the most credible person to launch that particular counterattack, since, but for the grace of a pardon… he might have well had to do jail time for how poorly he had served his president, Ronald Reagan, in the Iran-Contra affair.” [Wilson, 2004, pp. 338]
Attempt to Intimidate Others - Wilson will note in 2004 that Weinberger deliberately focused on a minor detail of his report—drinking mint tea with the various people he met during his trip—and used it to “suggest… that supposedly I’d been excessively casual and dilatory in my approach to the mission.” He will add: “It seemed that the motive for the attacks on me was to discourage anyone else from coming forward who had a critical story to tell.… In essence, the message was, ‘If you pull a “Wilson” on us, we will do worse to you.’ However offensive, there was a certain logic to it. If you have something to hide, one way to keep it secret is to threaten anyone who might expose it. But it was too late to silence me; I had already said all I had to say. Presumably, though, they thought they could still silence others by attacking me.” [Wilson, 2004, pp. 338-339]

Conservative radio host Rush Limbaugh informs his listeners of a Harris poll showing a majority of those surveyed believe that Saddam Hussein had weapons of mass destruction when the war began over a year before (see March 19, 2003). British Prime Minister Tony Blair formally admits that he was wrong to have claimed that Saddam Hussein could deploy weapons of mass destruction within 45 minutes of giving the order (see September 24, 2002 and September 24, 2002). Blair’s Foreign Secretary, Jack Straw, reveals that MI6, the British intelligence agency, has formally withdrawn the claim, as well as other intelligence concerning Iraq’s ability to produce biological weapons. The claim has been heavily refuted for well over a year (see Late May 2003 and August 16, 2003). Straw refuses to say that it was a mistake to overthrow the Saddam government, saying instead that “deciding to give Saddam Hussein the benefit of the doubt would have required a huge leap of faith.… I do not accept, even with hindsight, that we were wrong to act as we did.” He notes that other governments, most notably the US government, were also convinced that Saddam had an array of WMD which could have been quickly deployed against targets in the region. Conservative MP Gary Streeter says the Blair administration owes the nation a “full apology”: “Not an apology for the intelligence but an apology for the way that the intelligence was conveyed by the government to the country.” [Age (Melbourne), 10/14/2004] Liberal Democrat Party leader Charles Kennedy accuses Blair of “avoiding answering” questions about the absence of Iraqi WMD. Liberal Democrat deputy leader Menzies Campbell says: “The withdrawal of the 45-minute claim drives a horse and cart through government credibility.… The building blocks of the government’s case for military action are crumbling before our eyes.” [Belfast Telegraph, 10/13/2004]

Outgoing Undersecretary of Defense Douglas Feith, one of the key architects of the Iraq occupation, is bemused by the fact that, despite his predictions and those of his neoconservative colleagues, Iraq is teetering on the edge of all-out civil war. He has come under fire from both political enemies and former supporters, with Senator Carl Levin (D-MI) accusing him of deceiving both the White House and Congress, and fellow neoconservative William Kristol accusing him of “being an agent of” disgraced Defense Secretary Donald Rumsfeld (see November 6-December 18, 2006). Feith defends the invasion of Iraq, calling it “an operation to prevent the next, as it were, 9/11,” and noting that the failure to find WMD is essentially irrelevant to the justification for the war. “There’s a certain revisionism in people looking back and identifying the main intelligence error [the assumption of stockpiles] and then saying that our entire policy was built on that error.” Feith is apparently ignoring the fact that the administration’s arguments for invading Iraq—including many of his own assertions—were built almost entirely on the “error” of the Iraqi WMD threat (see July 30, 2001, Summer 2001, September 11, 2001-March 17, 2003, Shortly After September 11, 2001, September 14, 2001, September 19-20, 2001, September 20, 2001, October 14, 2001, November 14, 2001, 2002, 2002-March 2003, February 2002, Summer 2002, August 26, 2002, September 3, 2002, September 4, 2002, September 8, 2002, September 8, 2002, September 10, 2002, September 12, 2002, Late September 2002, September 19, 2002, September 24, 2002, September 24, 2002, September 28, 2002, October 7, 2002, December 3, 2002, December 12, 2002, January 9, 2003, February 3, 2003, February 5, 2003, February 8, 2003, March 22, 2003, and March 23, 2003, among others).
Cultural Understanding Did Not Lead to Success - Feith says he is not sure why what he describes as his deep understanding of Iraqi culture did not lead to accurate predictions of the welcome the US would receive from the Iraqi people (see November 18-19, 2001, 2002-2003, September 9, 2002, and October 11, 2002). “There’s a paradox I’ve never been able to work out,” he says. “It helps to be deeply knowledgeable about an area—to know the people, to know the language, to know the history, the culture, the literature. But it is not a guarantee that you will have the right strategy or policy as a matter of statecraft for dealing with that area. You see, the great experts in certain areas sometimes get it fundamentally wrong.” Who got it right? President Bush, he says. “[E]xpertise is a very good thing, but it is not the same thing as sound judgment regarding strategy and policy. George W. Bush has more insight, because of his knowledge of human beings and his sense of history, about the motive force, the craving for freedom and participation in self-rule, than do many of the language experts and history experts and culture experts.”
'Flowers in Their Minds' - When a reporter notes that Iraqis had not, as promised, greeted American soldiers with flowers, Feith responds that they were still too intimidated by their fear of the overthrown Hussein regime to physically express their gratitude. “But,” he says, “they had flowers in their minds.” [New Yorker, 5/9/2005; Scoblic, 2008, pp. 228-229]

Former British prime minister Tony Blair admits that he brushed off pleas from his ministers and advisers to try to prevent President Bush from going to war with Iraq, and that he turned down an eleventh-hour offer from Bush to pull Britain out of the conflict. Blair says he was convinced that Bush was doing the right thing in invading Iraq. He also says he wished he had published the full reports from the Joint Intelligence Committee instead of the cherry-picked “September dossier” that made false accusations about Iraq’s weapons of mass destruction—a dossier that Blair says was one of the main factors in his losing the leadership of his country (see September 24, 2002). Blair, speaking as part of a BBC documentary, confirms what many people already believe: that he never used his influence as the leader of America’s strongest ally to try to force Bush away from military confrontation with Iraq. Instead, the invasion “was what I believed in, and I still do believe it.” The documentary shows that many of Blair’s closest advisers in and out of government, including foreign policy adviser David Manning, UN ambassador Jeremy Greenstock, foreign secretary Jack Straw, and even the US’s Secretary of State, Colin Powell, all had serious doubts about the rush to war. But Blair says of his position, “In my view, if it wasn’t clear that the whole nature of the way Saddam was dealing with this issue had changed, I was in favor of military action.” Blair says he and Bush affirmed their intentions to invade Iraq in September 2002, during meetings at Camp David (see September 7, 2002). Bush promised to try to get a second resolution against Iraq in the UN; in return, Blair promised to support Bush in his planned invasion should the UN resolution not pass. Blair also says that, just before the House of Commons voted to authorize Britain to use military force against Iraq (see March 18, 2003), Bush called Blair to offer him the opportunity to withdraw. Blair declined. “He was always very cognizant of the difficulty I had,” Blair recalls. “He was determined we should not end up with the regime change being in Britain and he was saying to me, ‘Look I understand this is very difficult and America can do this militarily on its own and if you want to stick out of it, stick out of it,’ and I was equally emphatic we should not do that.” [London Times, 11/17/2007]

New evidence emerges proving that, despite earlier denials, a senior press officer was closely involved in writing the British government’s September 2002 dossier that claimed Iraq had tried to purchase uranium from Niger (see September 24, 2002), a claim then known to be false. John Williams, then the director of communications at the Foreign Office, was granted access to secret intelligence as he helped prepare an early draft of the dossier (see September 10-11, 2002). Williams was a former political editor of the Sunday Mirror, a British tabloid newspaper. According to a document that until now has been suppressed by the Foreign Office, Williams was given the same access to classified information as the primary author of the dossier, then-Joint Intelligence Committee chairman John Scarlett. The Foreign Office document is only now being made available because an information tribunal reviewing pre-war intelligence ordered its release. Foreign Secretary David Miliband says the Williams document was not used as the basis for the “Scarlett dossier.” However, during the Hutton inquiry, Scarlett referred to the “considerable help” Williams had given him in writing the dossier. Additionally, Williams took part in Cabinet Office meetings on the dossier. The document refers to Iraq having missiles capable of “threatening NATO,” including Greece and Turkey, a claim repeated in the published dossier. It also states that there was “compelling evidence that Iraq has sought the supply of significant quantities of uranium from Africa.” That phrase was used in all three drafts of the dossier, though it was well known by that time that the claims of Iraqi-African uranium deals were based on forged documents. Some of Williams’s more extravagant language was not used. His draft begins: “Iraq presents a uniquely dangerous threat to the world. No other country has twice launched wars of aggression against neighbours.” Someone else wrote in the margin: “Germany? US: Cuba, Guatemala, Mexico.” William Hague, the Conservative Party’s shadow foreign secretary, says the Williams document is “further evidence that spin doctors, not intelligence analysts, were leading from the first in deciding what the British people were told about Iraq’s weapons of mass destruction.” [Guardian, 2/19/2008]
