With the approval of President Harry S. Truman, the US government constructs a massive 200,000-square-foot underground facility along the Maryland-Pennsylvania border, about seven miles north of Camp David and about 65 miles north of Washington, DC. Site-R at Raven Rock, officially known as the Alternate Joint Communications Center, is one of 96 bunkers being assembled around the nation’s capital in preparation for a potential nuclear conflict with the Soviet Union (see 1950-1962). Site-R is designed to serve as a complete backup to the Pentagon in times of war and is complete with state-of-the-art technology, alternate command posts, war rooms, and living spaces for top officials. The subterranean fortress resembles a small city, with all the basic necessities for sustaining a population in the thousands for months at a time. The site is equipped with its own self-generating power supply, offices, medical clinic, fire department, mail service center, dining halls, and dormitories. The facility is said to have its own a chapel, two fishing lakes, a barbershop, a drug store, and even a bowling alley. There are also rumors that an underground tunnel connects Site-R to Camp David less than 10 miles to the south. Decades later, Vice President Dick Cheney and other high-ranking officials will relocate to Site-R in the aftermath of the terrorist attacks of September 11, 2001 (see (11:00 a.m.) September 11, 2001 and September 12, 2001-2002). Dick Cheney.Dick Cheney. [Source: Boston Globe]Dick Cheney, a long-term college student who avoided the Vietnam War by securing five student deferments [Washington Post, 1/17/2006] and now a Congressional aide, is hired by Donald Rumsfeld, who had been a congressman but resigned to run the Office of Economic Opportunity (OEO). Cheney is a young staff assistant to Representative Bill Steiger (R-WI), who took Cheney under his wing and taught him what he knew of the ins and outs of Washington bureaucracy. There are two versions of how Cheney comes to Rumsfeld’s attention. Rumsfeld sends a letter to Steiger asking for advice on how to run the OEO. The official story has Cheney spying the letter and writing a ten-page policy memo on how to run a federal agency, a memo that so impresses Steiger that he recommends Cheney to Rumsfeld’s attention. Authors Lou Dubose and Jake Bernstein will write, “A more plausible version has Steiger (who died in 1978) assigning Cheney the task of collecting information on the OEO for Rumsfeld.” Either way, Rumsfeld is so taken with the memo that he hires Cheney on the spot. Rumsfeld, who is also an assistant to President Nixon, takes Cheney with him to morning and afternoon meetings in the White House. Cheney later says these meetings taught him “what [a president] has to do in the course of a day.” [Dubose and Bernstein, 2006, pp. 24-25]

A group of conservative strategic thinkers and policymakers attends a dinner party in Santa Monica, California. It is at this dinner party that the notorious “Team B” intelligence analysis team will be formed (see Early 1976). The cohost of the gathering is Albert Wohlstetter (see 1965), the eminent neoconservative academic and policy analyst. The next day, the guests join fellow conservative ideologues at a Beverly Hills conference called “Arms Competition and Strategic Doctrine.” Wohlstetter uses selectively declassified intelligence data to accuse the Pentagon of systematically underestimating Soviet military might. Wohlstetter will soon publish his arguments in the Wall Street Journal, Foreign Policy magazine, and Strategic Review. In July, respected Cold War figure Paul Nitze will use Wohlstetter’s assertions in testimony before the House Armed Services Committee to accuse Secretary of State Henry Kissinger and the CIA of dangerously underestimating both the Soviet Union’s military strength and its intentions. Some old-line Cold Warriors—many of whom find themselves in sympathy with the upstart neoconservatives—begin attacking both the CIA’s intelligence reporting and the US-Soviet policy of detente. Author Craig Unger will write, “This was the beginning of a thirty-year fight against the national security apparatus in which the [neoconservatives] mastered the art of manipulating intelligence in order to implement hard-line, militaristic policies.” [Unger, 2007, pp. 48-49]

Alexander Haig, President Nixon’s chief of staff, is briefly staying on at the White House to ease the transition into the new, hastily assembled Ford staff. Haig, knowing that President Ford will not consider retaining him in the position, believes that Donald Rumsfeld, the US ambassador to NATO, might be the person Ford needs to head his staff (see August 9, 1974). (Nixon held Rumsfeld in grudging admiration, referring to him as a “ruthless little b_stard,” but had sent him to Europe and NATO headquarters because he did not like Rumsfeld’s obvious ambition.) Although Ford is not sold on having a chief of staff at all, Haig believes Ford needs someone with Rumsfeld’s “strong personality and fine administrat[ive skills]” to help him establish himself. Secretary of State Henry Kissinger, whom Ford is retaining, sees Rumsfeld as, in Kissinger’s words, an exemplar of a “special Washington phenomenon: the skilled full-time politician bureaucrat in whom ambition, ability, and substance fuse seamlessly.” Ford has a good relationship with Rumsfeld, who in the 1960s led an insurgency among House Republicans to replace Minority Leader Charles Halleck with Ford. He views Rumsfeld as something of a maverick, and wants someone not beholden to the entrenched Nixon loyalists remaining in the White House as well as someone with a good relationship with Congressional Republicans. Rumsfeld fits the bill. Rumsfeld, a former Navy pilot, will later write that Ford “had to provide sufficient change to make the transition from what many perceived to be an illegitimate White House and administration to a legitimate administration. It was a bit like climbing into an airplane, at 30,000 feet, going 500 miles an hour, and having to change part of the crew.” [Werth, 2006, pp. 60-61; Unger, 2007, pp. 49-52] (Rumsfeld will, in turn, ask his own former assistant, Dick Cheney, to once again join him as his assistant in the Ford White House—see 1969). Ford’s longtime aide and speech writer Robert Hartmann will be equally blunt in his own recollections: “The Nixon-to-Ford transition was superbly planned. It was not a failure. President Ford names outgoing chief of staff Alexander Haig to be supreme allied commander in Europe, provoking an outcry in Congress and unprecedented demands that Haig be confirmed for the post by the Senate Armed Services Committee. Senator William Proxmire (D-WI) says, “I’d like to put him under oath to learn his role in the Nixon pardon” (see September 8, 1974). Haig will not be compelled to testify before the committee, but he weathers another scare, this one from inside the White House. Haig is told by former Nixon White House lawyer Fred Buzhardt, who now works for Ford, that the group preparing Ford for his upcoming House testimony on the pardon (see Mid-October 1974) has “prepared sworn testimony for the president that could very well result in your indictment,” as Haig will later write. Haig storms to the White House, reads the testimony, and demands an immediate audience with Ford. White House staffers refuse him. Haig then threatens to announce his knowledge of “a secret effort by Ford people to hurry Nixon out of the presidency behind Ford’s back.” Haig gets the meeting. He learns that Ford has not read the testimony, and decides that Buzhardt’s threat is hollow. [Werth, 2006, pp. 335-336]

[Source: Gaylinkcontent (.com)]President Ford asks Donald Rumsfeld to replace the outgoing Alexander Haig at the White House (see September 16-Late September, 1974). Rumsfeld has long been Haig’s choice to replace him (see August 14, 1974). Ford does not want to give Rumsfeld the official title of “chief of staff,” and instead wants Rumsfeld as “staff coordinator.” The difference is academic. Ford wants the aggressive, bureaucratically savvy Rumsfeld to help him regain control over a White House that is, in the words of author Barry Werth, “riven with disunity, disorganization, and bad blood.” Rumsfeld agrees, and names former Wyoming Congressman Dick Cheney as his deputy (who makes himself valuable by initially doing the lowest forms of bureaucratic scutwork). Rumsfeld and Cheney will eventually wield almost Nixonian power in Ford’s White House, successfully blocking the “in-house liberal,” Vice President Rockefeller, from exerting any real influence, and hobbling Henry Kissinger’s almost-limitless influence.
Blocking of Rockefeller and Kissinger for Ideological and Political Reasons - Rumsfeld begins his in-house assault in classic fashion: trying to cause tension between Kissinger and White House officials by snitching on Kissinger to any White House official who will listen. Kissinger eventually tells Ford: “Don’t listen to [Rumsfeld], Mr. President. He’s running for president in 1980.” Rumsfeld and Cheney do their best to open the White House to hardline defense hawks and the even more hardline neoconservatives led by Senator Henry “Scoop” Jackson (D-WA) and Jackson’s aide, Richard Perle. (Though Rumsfeld and Cheney are not considered neoconservatives in a strict sense, their aims are almost identical—see June 4-5, 1974). Kissinger’s efforts to win a negotiated peace between Israel and Palestine in the Middle East are held in contempt by Rumsfeld, Cheney, and the neoconservatives; using Ford’s press secretary Ron Nessen as a conduit, Rumsfeld and Cheney leak information about the negotiations to the press, helping to cripple the entire peace process. Rumsfeld and Cheney have larger personal plans as well: they want to secure the White House for Rumsfeld, perhaps as early as 1976, but certainly by 1980. One of their methods of winning support is to undercut Kissinger as much as possible; they believe they can win support among the GOP’s right wing by thwarting Kissinger’s “realpolitik” foreign policy stratagems.
Rumsfeld as 'Wizard of Oz' - According to the chief of Ford’s Economic Policy Board, William Seidman, Rumsfeld’s bureaucratic machinations remind him of the Wizard of Oz: “He thought he was invisible behind the curtain as he worked the levers, but in reality everyone could see what he was doing.” Rumsfeld and Cheney will make their most open grasp for power in orchestrating the “Halloween Massacre” (see November 4, 1975 and After). Bad Blood and Confirmation Difficulties - Rockefeller has trouble even before taking office. Branded as a liberal by many in the Republican Party, and winning as many enemies as friends with his outsized ego and gladhanding demeanor, Rockefeller garnered swift and obdurate resistance particularly from the right wing both outside the White House (see August 24, 1974) and in (see September 21, 1974 and After). During the Senate’s confirmation hearings, many Democrats and some Republicans relished forcing Rockefeller, one of the wealthiest men in the country, to open his finances to public scrutiny. Even President Ford privately expresses his astonishment. “Can you imagine?” he asked during the hearings. “Nelson lost $30 million in one year and it didn’t make any difference.” When it was revealed that Rockefeller had given huge personal contributions to lawmakers and government officials—including Secretary of State Henry Kissinger—in the form of “loans” that never needed repaying, the Senate hearings became even more inquisitorial. The hearings dragged on for months until Ford personally intervened, telling House and Senate leaders that it was “in the national interest that you confirm Rockefeller, and I’m asking you to move as soon as possible.” [US Senate, 7/7/2007]
Cheney Wanted Reagan - Deputy Chief of Staff Dick Cheney, far more conservative than either Ford or Rockefeller, opposes Rockefeller’s influence from the start, and works with his boss, Chief of Staff Donald Rumsfeld, to minimize Rockefeller’s influence. In 1986, Cheney will say that Ford “should have thought of Ronald Reagan as vice president in the summer of 1974, if you are talking strictly in political terms.” [Dubose and Bernstein, 2006, pp. 38]
Domestic Squabbles - Both Ford and Rockefeller want the new vice president to be what Ford calls “a full partner” in his administration, particularly on domestic issues. Ford appoints him to chair the Domestic Council, but behind the scenes, Rockefeller’s implacable enemy, Rumsfeld, who sees Rockefeller as a “New Deal” economic liberal, blocks his influence at every term, both from personal and ideological dislike and from a desire to keep power in the White House to himself and his small, close-knit aides. (Cheney, ever attentive to indirect manipulations, inflames Rumsfeld’s dislike of Rockefeller even further by suggesting to his nakedly ambitious boss that if Rockefeller was too successful in implementing domestic policy, he would be perceived as “the man responsible for drafting the agenda of 1976,” thus limiting Rumsfeld’s chances of being named vice president in Ford’s re-election campaign (see November 4, 1975 and After). When Rockefeller tries to implement Ford’s suggested policy that domestic policymakers report to Ford through Rockefeller, Rumsfeld interferes. When Rockefeller names one of his trusted assistants, James Cannon, to head the Domestic Council, Rumsfeld slashes the Council’s budget almost to zero. When Rockefeller proposes a $100 billion Energy Independence Authority, with the aim to reduce and perhaps even end the nation’s dependency on foreign energy sources, Rumsfeld joins Ford’s economic and environmental advisers to block its creation. When Rockefeller proposes an idea for the president to Rumsfeld, Rumsfeld hands it off to Cheney, who ensures that it dies a quiet, untraceable bureaucratic death.
Rockefeller Neutralized - Cheney later recalls that Rockefeller “came to a point where he was absolutely convinced that Don Rumsfeld and myself were out to scuttle whatever new initiatives he could come up with.” Rumsfeld and other Ford staffers ensure that Rockefeller is not involved in key policy meetings; when Ford proposes large cuts in federal taxes and spending, Rockefeller complains, “This is the most important move the president has made, and I wasn’t even consulted.” Asked what he is allowed to do as vice president, Rockefeller answers: “I go to funerals. I go to earthquakes.” He says, only half sardonically, that redesigning the vice-presidential seal is “the most important thing I’ve done.” [Dubose and Bernstein, 2006, pp. 38-39; US Senate, 7/7/2007]
Following in Rockefeller's Footsteps - Ironically, when Cheney becomes vice president in 2001, he uses what Rockefeller intended to do as a model for his own, extremely powerful vice presidency. James Cannon, who came into the Ford administration with Rockefeller, will marvel in 2006, “Cheney is now doing what he and Rumsfeld blocked Rockefeller from doing—influencing policy.” [Dubose and Bernstein, 2006, pp. 39-40]

Investigative journalist Seymour Hersh publishes an explosive story in the New York Times, revealing that US submarines are tapping into Soviet communications cables inside the USSR’s three-mile territorial limit. Hersh notes that his inside sources gave him the information in hopes that it would modify administration policy: they believe that using submarines in this manner violates the spirit of detente and is more risky than using satellites to garner similar information. The reaction inside both the Pentagon and the White House is predictably agitated. Chief of Staff Donald Rumsfeld, traveling in Europe with President Ford, delegates his deputy Dick Cheney to formulate the administration’s response. Cheney goes farther than most administration officials would have predicted. He calls a meeting with Attorney General Edward Levi and White House counsel Philip Buchan to discuss options. Cheney’s first thought is to either engineer a burglary of Hersh’s home to find classified documents, or to obtain search warrants and have Hersh’s home legally ransacked. He also considers having a grand jury indict Hersh and the Times over their publication of classified information. “Will we get hit with violating the 1st amendment to the constitution[?]” Cheney writes in his notes of the discussion. Levi manages to rein in Cheney; since the leak and the story do not endanger the spying operations, the White House ultimately decides to let the matter drop rather than draw further attention to it. Interestingly, Cheney has other strings to his bow; he writes in his notes: “Can we take advantage of [the leak] to bolster our position on the Church committee investigation (see April, 1976)? To point out the need for limits on the scope of the investigation?” [Dubose and Bernstein, 2006, pp. 34-35]

President Ford fires a number of Nixon holdovers and replaces them with “my guys… my own team,” both to show his independence and to prepare for a bruising 1976 primary battle with Ronald Reagan. The wholesale firings and reshufflings are dubbed the “Halloween Massacre.” Donald Rumsfeld becomes secretary of defense, replacing James Schlesinger (see November 4, 1975). George H. W. Bush replaces William Colby as director of the CIA. Henry Kissinger remains secretary of state, but his position as national security adviser is given to Brent Scowcroft. Dick Cheney, Rumsfeld’s deputy chief of staff, moves up to become the youngest chief of staff in White House history. Perhaps the most controversial decision is to replace Nelson Rockefeller as Ford’s vice-presidential candidate for the 1976 elections. Ford’s shake-up is widely viewed as his cave-in to Republican Party hardliners. He flounders in his defense of his new staffers: for example, when Senator Barry Goldwater (R-AZ) asks him why he thinks Rumsfeld is qualified to run the Pentagon, Ford replies, “He was a pilot in the Korean War.” The ultimate winner in the shake-up is Rumsfeld, who instigated the moves from behind the scenes and gains the most from them. Rumsfeld quickly wins a reputation in Washington as a political opportunist, gunning for the vice presidency in 1976 and willing to do whatever is necessary to get it. Rockefeller tells Ford: “Rumsfeld wants to be president of the United States. He has given George Bush the deep six by putting him in the CIA, he has gotten me out.… He was third on your [vice-presidential] list (see August 16-17, 1974) and now he has gotten rid of two of us.… You are not going to be able to put him on the [ticket] because he is defense secretary, but he is not going to want anybody who can possibly be elected with you on that ticket.… I have to say I have a serious question about his loyalty to you.” Later, Ford will write of his sharp regret in pushing Rockefeller off the ticket: “I was angry at myself for showing cowardice in not saying to the ultraconservatives: It’s going to be Ford and Rockefeller, whatever the consequences.” [Werth, 2006, pp. 340-341] “It was the biggest political mistake of my life,” Ford later says. “And it was one of the few cowardly things I did in my life.” [US Senate, 7/7/2007]

Ford Presidential Library / Public domain]Newly ensconsced Defense Secretary Donald Rumsfeld, after making a series of speeches attacking Secretary of State Henry Kissinger’s policy of detente with the Soviet Union, waits until Kissinger is away visiting his Soviet counterparts in Moscow to persuade President Ford to shelve the second round of the Strategic Arms Limitation Talks (SALT II), the ongoing series of negotiations between the US and USSR to limit nuclear arms. “Rumsfeld won that very intense, intense political battle,” recalls Melvin Goodman, the head of the CIA’s Office of Soviet Affairs at the time. The move serves several purposes: to undercut Kissinger, Rumsfeld’s rival (see September 21, 1974 and After); to push Rumsfeld’s own Cold War, hawkish agenda (see June 4-5, 1974); and to set up a move to get Rumsfeld and a coterie of neoconservatives, including Paul Wolfowitz, in a position to either influence or counteract the CIA. The idea is to, in essence, hijack the US’s national security apparatus and find intelligence that will support their much harsher, antagonistic view of US-Soviet relations—and to push their belief that the US can fight and win a nuclear war. The Federal Emergency Management Agency (FEMA), known best as a relief agency for victims of natural disasters, is secretly dedicated to the highly classified Continuity of Government (COG) program, which is meant to ensure the survival of the federal government in times of national emergency. Upon its establishment, FEMA absorbs the Defense Civil Preparedness Agency (DCPA) and the Federal Preparedness Agency (FPA), which were previously responsible for the top-secret plans (see April 1, 1979). During the 1980s and into the early 1990s, FEMA’s budget and workforce are overwhelming geared towards the COG program (see 1982-1991 and February 1993). FEMA remains in charge of overseeing the government’s continuity plans up to present day. According to FEMA’s website, the agency’s Office of National Continuity Programs (NCP) is currently the “Lead Agent for the Federal Executive Branch on matters concerning continuity of national operations under the gravest of conditions.” [fema.gov, 6/4/2009]

The National Program Office (NPO), which is responsible for the highly classified Continuity of Government program, establishes a secret line of presidential succession for certain “narrowly defined” emergency situations. According to the traditional legal line of succession, should the president of the United States be killed or incapacitated, he is to be replaced by the vice president, followed by the Speaker of the House of Representatives, then by the President Pro Tempore of the Senate, then each cabinet member from the Secretary of State down. The alternative succession plan developed by the NPO, known officially as the Presidential Successor Support System, or “PS cubed,” would suspend these traditional rules and allow a small group of officials to appoint a new government. A source with knowledge of the plan says it would “suspend that natural succession and these individuals would have the right to appoint, virtually appoint, a new government.” The program, according to author James Mann, calls for “setting aside the legal rules of presidential succession in some circumstances, in favor of a secret procedure for putting in place a new ‘president’ and his staff.” The idea is to “concentrate on speed, to preserve ‘continuity of government,’ and to avoid cumbersome procedures; the speaker of the House, the president pro tempore of the Senate, and the rest of Congress would play a greatly diminished role.” The alternative succession plan allows the presidency, the vice presidency, and each cabinet position to be filled by individuals from both inside and outside the active government. In 1991, CNN will list the names of several people that may assume power should the plan be put into action, including Dick Cheney, Howard Baker, Richard Helms, Jeane Kirkpatrick, James Schlesinger, Edwin Meese, Dick Thornburgh, and Tip O’Neill. Some participants say the alternative succession plan is absolutely necessary to ensure the survival of the federal government, but others argue the secrecy of the program undermines its credibility. “If no one knows in advance what the line of succession is meant to be,” says a constitutional scholar from Duke University, “then almost by hypothesis no one will have any reason to believe that those who claim to be exercising that authority in fact possess it.” [CNN Special Assignment, 11/17/1991; Atlantic Monthly, 3/2004]

Incoming presidential chief of staff James Baker asks a former chief of staff, Dick Cheney (see November 4, 1975 and After), for advice on handling the job. Baker takes four pages of handwritten notes covering his conversation with Cheney. Most of the notes cover mundane topics such as personnel and managing the president’s schedule. But Cheney offers at least one piece of policy advice. According to Baker’s notes: “Pres. seriously weakened in recent yrs. Restore power & auth [authority] to Exec Branch—Need strong ldr’ship. Get rid of War Powers Act—restore independent rights.” Baker notes Cheney’s emphasis of this last idea by marking it with two double lines and six asterisks, and a note in the margin, “Central theme we ought to push.” [Savage, 2007, pp. 43]

Ford Library] (click image to enlarge)Throughout the 1980s, Dick Cheney and Donald Rumsfeld are key players in one of the most highly classified programs of the Reagan administration. Presently, Cheney is working as a Republican congressman, while Rumsfeld is head of the pharmaceutical company G. D. Searle. At least once per year, they both leave their day jobs for periods of three or four days. They head to Andrews Air Force Base, near Washington, DC, and along with 40 to 60 federal officials and one member of the Reagan Cabinet are taken to a remote location within the US, such as an underground bunker. While they are gone, none of their work colleagues, or even their wives, knows where they are. They are participating in detailed planning exercises for keeping government running during and after a nuclear war with the Soviet Union.
Unconstitutional 'Continuity of Government' - This highly secret “Continuity of Government” (COG) program is known as Project 908. The idea is that if the US were under a nuclear attack, three teams would be sent from Washington to separate locations around the US to prepare to take leadership of the country. If somehow one team was located and hit with a nuclear weapon, the second or third team could take its place. Each of the three teams includes representatives from the State Department, Defense Department, CIA, and various domestic-policy agencies. The program is run by a new government agency called the National Program Office. Based in the Washington area, it has a budget of hundreds of million dollars a year, which grows to $1 billion per year by the end of Reagan’s first term in office. Within the National Security Council, the “action officer” involved in the COG program is Oliver North, who is a key figure in the mid-1980s Iran-Contra scandal. Reagan’s Vice President, George H. W. Bush, also supervises some of the program’s efforts. As well as Cheney and Rumsfeld, other known figures involved in the COG exercises include Kenneth Duberstein, who serves for a time as President Reagan’s chief of staff, and future CIA Director James Woolsey. Another regular participant is Richard Clarke, who on 9/11 will be the White House chief of counterterrorism (see (1984-2004)). The program, though, is extraconstitutional, as it establishes a process for designating a new US president that is nowhere authorized in the US Constitution or federal law. After George H. W. Bush is elected president in 1988 and the effective end of the Soviet Union in 1989, the exercises continue. They will go on after Bill Clinton is elected president, but will then be based around the threat posed by terrorists, rather than the Soviet Union (see 1992-2000). According to journalist James Mann, the participation of Rumsfeld and Cheney in these exercises demonstrates a broader truth about them: “Over three decades, from the Ford administration onward, even when they were out of the executive branch of government, they were never too far away; they stayed in touch with its defense, military, and intelligence officials and were regularly called upon by those officials. No Role for Congress - According to one participant, “One of the awkward questions we faced was whether to reconstitute Congress after a nuclear attack. It was decided that no, it would be easier to operate without them.” Thus the decision is made to abandon the Constitutional framework of the nation’s government if this plan is ever activated. Reactivated after 9/11 - The plan they rehearse for in the COG exercises will be activated, supposedly for the first time, in the hours during and after the 9/11 attacks (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). The program includes a special plane called the National Emergency Airborne Command Post (NEACP). This is a modified Boeing 747, based at Andrews Air Force Base, near Washington, DC that has its own conference room and special communications gear. Nicknamed the “Doomsday” plane, it could act as an airborne command post from where a president could run the country during a nuclear war. One of the COG exercises run by the Reagan administration involves a team of officials actually staying aloft in the NEACP for three days straight. The team cruises across the US, and up and down the coasts, periodically being refueled in mid-air. [Schwartz, 1998; Mann, 2004, pp. 144] Dick Cheney and Donald Rumsfeld participate in the COG exercises, though whether they are aboard the NEACP in this particular one is unknown. Also on 9/11, three Doomsday planes (then known as “National Airborne Operations Center” planes) will be in the air, due to an exercise taking place that morning called Global Guardian (see Before 9:00 a.m. September 11, 2001). Richard Clarke, who will be the counterterrorism “tsar” on 9/11, regularly participates in a series of highly secret “Continuity of Government” (COG) exercises. [Washington Post, 4/7/2004] Throughout the 1980s, the COG exercises rehearse how to keep the federal government running during and after a nuclear war with the Soviet Union (see 1981-1992). After the fall of the Soviet Union, the exercises continue, but based instead around a possible terrorist attack on the United States (see 1992-2000). [Atlantic Monthly, 3/2004] In 2004, Clarke will reveal that he has participated regularly in these exercises over the previous 20 years. He recalls that he had “gone off into caves in mountains in remote locations and spent days on end in miserable conditions, pretending that the rest of the world had blown up, and going through the questions, going through the drill.” He adds: “Everyone there play acts that it’s really happened. You can’t go outside because of the radioactivity. You can’t use the phones because they’re not connected to anything.” He also describes the COG plan requiring coded communications, saying: “There’s an elaborate system for the people in this network, first of all, to verify each other’s identity. That person on the other end has a certain password and information that they have to pass for us to believe that they’re who they say they are.” [Washington Post, 4/7/2004; ABC News, 4/25/2004] Clarke was a senior analyst at the State Department since 1979, and rises to prominence during the Reagan administration when he becomes deputy assistant secretary of state for intelligence. President Ronald Reagan signs a directive that contributes to the modern era of “continuity planning,” which will ensure the maintenance of a functioning government in the event of a catastrophic attack on Washington, DC. This Continuity of Government (COG) plan will be activated for the first time on 9/11, in response to the terrorist attacks that day (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). [Washington Post, 3/1/2002; ABC News, 4/25/2004] National Security Decision Directive 188 (NSDD 188), “Government Coordination for National Security Emergency Preparedness,” states that it is the policy of the United States to have capabilities at all levels of government to respond to a range of national security emergencies, “from major natural calamities to hostile attacks on the nation.” The US policy “includes an emergency mobilization preparedness program which provides an effective capability to meet defense and essential civilian needs during those emergencies.” The National Security Council (NSC) is assigned as the “principal forum” where the national security emergency preparedness policy will be considered, and the Federal Emergency Management Agency (FEMA) is to “assist in the implementation of this policy through a coordinating role with the other federal agencies.” NSDD 188 also assigns responsibility for continuity planning to an interagency panel that includes the Office of Management and Budget, and the Defense, Treasury, and Justice Departments. President Ronald Reagan signs a directive that details the US government’s plan for dealing with national emergencies, including a nuclear attack against the country. Executive Order 12656, “Assignment of Emergency Preparedness Responsibilities,” sets out the specific responsibilities of federal departments and agencies in national security emergencies. [US President, 11/18/1988] It deals with the nation’s Continuity of Government (COG) plan, which would ensure the federal government continued to function should such an emergency occur. [Washington Post, 3/1/2002; Atlantic Monthly, 3/2004] The order states, “The policy of the United States is to have sufficient capabilities at all levels of government to meet essential defense and civilian needs during any national security emergency.” It defines a “national security emergency” as “any occurrence, including natural disaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States.” The order directs the head of every federal department and agency to “ensure the continuity of essential functions” during such an emergency by, among other things, “providing for succession to office and emergency delegation of authority.” According to Executive Order 12656, the National Security Council is “the principal forum for consideration of national security emergency preparedness policy,” and the director of the Federal Emergency Management Agency (FEMA) is to “assist in the implementation of national security emergency preparedness policy by coordinating with the other federal departments and agencies and with State and local governments.” [US President, 11/18/1988] The COG plan this directive deals with will be activated for the first time on 9/11, in response to the terrorist attacks that day (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). Representative Dick Cheney (R-WY) publishes an essay for the neoconservative American Enterprise Institute (AEI), apparently written either by his Iran-Contra commission colleague Michael Malbin or by Cheney and Malbin together, but printed under Cheney’s name. The essay is titled “Congressional Overreaching in Foreign Policy,” and covers what he terms “congressional aggrandizement” of presidential powers.
Congress Has No Place in Determining, Implementing US Foreign Policy - Cheney’s essay bluntly states his belief that Congress has no business interfering in the president’s power to determine and implement the nation’s foreign policy; in general, the essay indicates Cheney’s disdain for the legislative branch of which he has been a member. He writes, in part: “Broadly speaking, the Congress was intended to be a collective, deliberative body. When working at its best, it would slow down decisions, improve their substantive content, subject them to compromise, and help build a consensus behind general rules before they were to be applied to the citizenry. The presidency, in contrast, was designed as a one-person office to ensure that it would be ready for action. Its major characteristics… were to be ‘decision, activity, secrecy, and dispatch.‘… [T]he legislative branch is ill equipped to handle many of the foreign policy tasks it has been taking upon itself lately.” He writes that while Congress may take upon itself powers to launch military actions or respond to an attack, it is by nature so slow and deliberative, and its members so focused on getting reelected, that it cannot adequately wield those powers: “[T]he real world effect often turns out… not to be a transfer of power from the president to Congress, but a denial of power to the government as a whole.” The only power Congress should have in involving itself in foreign policy, Cheney argues, is whether or not to fund presidential initiatives. “[T]he nation should not be paralyzed by Congress’s indecision,” he writes. Cheney Selected as Secretary of Defense - Shortly after the essay is published, President George H.W. Bush names Cheney as his secretary of defense. Cheney was scheduled to give a talk based on the essay at AEI, but cancels it and goes to Washington to begin preparing for confirmation hearings in the Senate. Reporter Charlie Savage will note that the essay may have caused Cheney some difficulties in his confirmation hearings had it had a larger audience. [Savage, 2007, pp. 61]
Former White House Counsel: Cheney's Proposals Unconstitutional, Unwise - In 2007, former Nixon White House counsel John Dean will write of the essay: “Cheney seems to be oblivious to the fact that the type of government he advocates is not, in fact, the government our Constitution provides.… His argument also assumes that a more agile, energetic, and fast-acting chief executive is the better system, but history does not support that contention. Presidential leadership has consistently shown itself less wise and less prudent than the slower but more deliberative nature of the system that we have. It was Congress that forced presidents out of no-win wars like Vietnam. The reason the nation’s Founders empowered Congress was because they wisely realized that a president—like heads of governments throughout history—was prone to fighting wars for his own glory, without seeming able to easily bring those wars to an end.” [Dean, 2007, pp. 88-89]

Wilson, determined not to let Hussein get the better of him in front of the Iraqi photographers present at the meeting, refuses to do anything that could be construed as bowing to Hussein (an effect Hussein is known to strive to create with his “guests”) and is careful not to laugh for fear a picture could be taken out of context by Iraqi propagandists. As Wilson will later recall, “It dawned on me that the last thing in the world that I wanted to be beamed around the world was a picture of me yukking it up with Saddam Hussein.” Hussein proposes a solution to the Iraq-Kuwait conflict, involving the US giving its blessing to Iraq’s annexation of Kuwait (see August 2-4, 1990) and in return promising to provide cheap oil to the US from Iraqi and Kuwaiti oil fields. He also promises not to strike against Saudi Arabia unless that country allows itself to be used as a launching pad for a strike against Iraq. If the US reacts militarily to the invasion, Hussein says, then the US will be responsible for the “spilling of the blood of ten thousand soldiers in the Arabian desert.” Wilson will later write, “There it was then, the carrot of cheap oil coupled with the stick of dead American soldiers.” Wilson, in turn, presses for Hussein to allow foreign citizens in general, and American citizens in particular, to leave Iraq immediately (see August 4, 1990). Hussein asks if such a request indicates that the US is planning to launch its own military response; Wilson responds that he knows nothing of any such plans, but that he intends “to be here so long as there is a role for diplomats to play in resolving this situation peacefully.” The meeting adjourns with nothing being agreed upon; Wilson has no power to negotiate on behalf of the US, Wilson does not trust Hussein to keep any such bargains, and most importantly, the US has not shown any indication of any willingness to allow Hussein to stay in Kuwait. Two thousand Americans still remain trapped in Kuwait City, where Iraqis are, Wilson will write, “terrorizing the population.” [Wilson, 2004, pp. 126]

President George H. W. Bush signs a covert “lethal finding” authorizing the CIA to spend a hundred million dollars to “create the conditions for removal of Saddam Hussein from power.” [New Yorker, 6/7/2004] The CIA forms the Iraqi Opposition Group within its Directorate of Operations to implement this policy. [Ritter, 2005, pp. 128] Awash in cash, the agency hires the Rendon Group to influence global political opinion on matters related to Iraq. According to Francis Brooke, an employee of the company who’s paid $22,000 per month, the Rendon Group’s contract with the CIA provides it with a ten percent “management fee” on top of whatever money it spends. “We tried to burn through $40 million a year,” Brooke will tell the New Yorker. “It was a very nice job.” The work involves planting false stories in the foreign press. The company begins supplying British journalists with misinformation which then shows up in the London press. In some cases, these stories are later picked up by the American press, in violation of laws prohibiting domestic propaganda. “It was amazing how well it worked. It was like magic,” Brooke later recalls. Another one of the company’s tasks is to help the CIA create a viable and unified opposition movement against Saddam Hussein (see June 1992). This brings the Rendon Group and Francis Brooke into contact with Iraqi exile Ahmed Chalabi (see After May 1991). The CIA will soon help Chalabi and Rendon create the Iraqi National Congress (INC) to further the goal of toppling Hussein. [New Yorker, 6/7/2004] Author and intelligence expert James Bamford will later say, “Chalabi was a creature of American propaganda to a large degree. It was an American company, the Rendon Group, that—working secretly with the CIA—basically created his organization, the Iraqi National Congress. And put Chalabi in charge basically.… From the very beginning Chalabi was paid a lot of money from the US taxpayers. The CIA paid him originally about 350,000 dollars a month, to Chalabi and his organization.” [PBS, 4/25/2007]

Despite the fall of the Berlin Wall and the collapse of the Soviet Union, the COG exercises continue into the 1990s, being budgeted still at over $200 million per year.
Exercises Prepare for Terrorist Attacks - Now, terrorists replace the Soviet Union as the imagined threat in the exercises. The terrorism envisaged is almost always state-sponsored, with the imagined terrorists acting on behalf of a government. According to journalist James Mann, the COG exercises are abandoned fairly early in the Clinton era, as the scenario is considered farfetched and outdated. However another journalist, Andrew Cockburn, suggests they continue for longer.
Exercise Participants Are Republican Hawks - Cockburn adds that, while the “shadow government” created in the exercises had previously been drawn from across the political spectrum, now the players are almost exclusively Republican hawks. A former Pentagon official with direct knowledge of the program will later say: “It was one way for these people to stay in touch. They’d meet, do the exercise, but also sit around and castigate the Clinton administration in the most extreme way. You could say this was a secret government-in-waiting. The Clinton administration was extraordinarily inattentive, [they had] no idea what was going on.” [Atlantic Monthly, 3/2004; Cockburn, 2007, pp. 88]
Richard Clarke Participates - A regular participant in these COG exercises is Richard Clarke, who on 9/11 will be the White House chief of counterterrorism (see (1984-2004)). June 1992: Iraqi National Congress Formed

The Kurdistan Democratic Party (KDP), headed by Masud Barzani, and the Patriotic Union of Kurdistan (PUK), headed by Jalal Talabani, meet in Vienna along with nearly 200 delegates from dozens of Iraqi opposition groups to form an umbrella organization for Iraqi dissident groups. [Federation of American Scientists, 8/8/1998; New Yorker, 6/7/2004] The event is organized by the Rendon Group, which has been contracted by the CIA to organize the wide spectrum of Iraqi dissidents into a unified movement against Saddam Hussein. Rendon names the group the “Iraqi National Congress” (INC). The CIA pays the Rendon Group $326,000 per month for the work, funneled to the company and the INC through various front organizations. David Addington, a personal aide to Defense Secretary Dick Cheney, is forced to take part in Senate confirmation hearings for his appointment as chief counsel for the Defense Department. Addington, a Cheney protege and a fierce advocate for the ever-widening power of the executive branch, has gained a reputation for effective, if arrogant, conflicts with the Pentagon’s uniformed leadership and for tightly controlling what information enters and leaves Cheney’s office. Colonel Lawrence Wilkerson, an aide to Joint Chiefs chairman General Colin Powell, will later characterize Addington as an intense bureaucratic infighter bent on concentrating power in Cheney’s office. “Addington was a nut,” Wilkerson will recall. “That was how everybody summed it up. A brilliant nut perhaps, but a nut nevertheless.” The Senate hearing becomes a platform for Democratic senators to attack Cheney’s anti-Congressional policies (see Early 1991 and March 1992). In his turn, Addington calmly denies that he or Cheney have ever exhibited any intention to defy Congress on any issue. “How many ways are there around evading the will of Congress?” storms Senator Carl Levin (D-MI). “How many different legal theories do you have?” Addington answers, “I do not have any, Senator.” Addington is only confirmed after promising that the Pentagon will restore the independence of military lawyers (see March 1992) and begin funding the V-22 Osprey (see Early 1991). The Clinton administration reorganizes the Federal Emergency Management Agency (FEMA), shifting resources away from secret projects and into disaster relief programs. During the previous two administrations, FEMA’s resources were overwhelmingly geared towards the highly classified Continuity of Government program, meant to keep the government functioning in times of extreme national emergency (see April 1, 1979-Present). The changes to the disaster agency are prompted by strong criticism of FEMA’s response to Hurricane Andrew (see August-September 1992). The secret COG programs are scaled back, but not totally discontinued. The newly appointed director of FEMA, James Lee Witt, eliminates FEMA’s secretive National Preparedness Directorate and shifts its responsibilities to other sections of the disaster agency. FEMA’s budget shows a dramatic drop in funding for secret projects, from about $100 million in 1993 to only $7.5 million in 1994. “What [Director Witt has] done is put FEMA in an all-hazards approach and put it aboveboard,” says FEMA spokesperson Morrie Goodman. “There are, of course,” Goodman adds, “certain areas that can’t be discussed or even acknowledged. That’s just the nature of the beast.” Indeed, uncertainties remain regarding the true extent of FEMA’s reformation. As Mother Jones magazine notes, the reduced classified budget “reflects only a fragment of FEMA’s investment in doomsday preparations, given that many former projects have been redesignated as ‘dual-use’ responses for both natural disasters and national security emergencies.” According to Mother Jones, “much of the doomsday bureaucracy remains intact, parts of the fifth floor are still restricted, and there has been no concerted effort to declassify the underground command posts.” Government officials will claim in 1994 that the COG program is coming to a total end (see April 18, 1994), but FEMA will continue to pursue its secret agenda for years to come (see April 1, 1979-Present). FEMA employees planning for natural disasters are outnumbered more than three-to-one by those working for the agency’s National Preparedness Directorate, which is responsible for overseeing preparations for nuclear war. Since its creation, FEMA has been secretly dedicated to the highly classified Continuity of Government (COG) program, meant to keep the government functioning in times of national emergency (see April 1, 1979-Present and 1982-1991). Cox News Service finds: “Only 20 members of Congress—those with adequate security clearance—know that rather than concentrating on natural disasters such as last year’s Hurricane Andrew, the Federal Emergency Management Agency has been gearing up for Armageddon. Iraqi exile Ahmed Chalabi (see 1992-1996) approaches the Clinton administration with a plan to overthrow Saddam Hussein. Defense Intelligence Agency agent Patrick Lang will later recall that the plan, dubbed “End Game,” starts with a revolt by Iraq’s Kurdish and Shi’a insurgents that will, theoretically, trigger an insurrection by Iraqi military commanders. The military will replace Hussein with a regime friendly to both Israel and the US. Clinton officials give the plan tentative approval, though as Lang will later write: “The plan was based on a belief that Iraq was ripe for revolt and that there were no units in the armed forces that would fight to preserve Saddam’s government. Since the same units had fought to keep Saddam in power during the Kurdish and Shi’a revolts of a few years before, it is difficult to see why the sponsors of End Game would have thought that.” Meanwhile, Saddam Hussein learns of the plan and prepares his own response. When Chalabi puts the plan into action, the Iraqi military, instead of revolting against Hussein, kills over 100 INC-backed insurgents (see March 1995). Government officials say the highly classified “doomsday” project, also known as the Continuity of Government (COG) program, is being shut down. The secretive program was first designed during the cold war to keep the government functioning in the event of a nuclear conflict with the Soviet Union. “The nuclear tensions of that era having subsided, the project has less than six months to live,” the New York Times reports, citing Pentagon officials. [New York Times, 4/18/1994] Despite the claims, the classified plans will not be discontinued. The Clinton administration will actually update the protocols and place a new emphasis on weapons of mass destruction and counterterrorism (see June 21, 1995, October 21, 1998 and Early 1998). The COG program will be officially activated for the first time during the 9/11 attacks and later extended indefinitely (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). Ahmed Chalabi creates a militia army of about 1,000 fighters in Kurdish-controlled northern Iraq and bribes tribal leaders in the city of Mosul to support a planned rebellion against Saddam Hussein (see November 1993). He is also hosting members of Iranian intelligence who promise that when the operation is launched, Iran will simultaneously hit Iraq from the south. But the CIA learns that Baathist officials have caught wind of the plot and the CIA instructs agent Robert Baer to tell Chalabi that “any decision to proceed will be on your own.” Chalabi, who has no military experience, decides to go through with the plot anyway. But the operation quickly flounders when over 100 INC fighters are killed by Iraqi forces, many more of Chalabi’s fighters desert, the bribed Iraqi tribal leaders stay home, and the Iranians do nothing. The CIA is furious that it funded the operation, which becomes known within the agency as the “Bay of Goats.” [CounterPunch, 5/20/2004; New Yorker, 6/7/2004; Unger, 2007, pp. 126] CENTCOM commander General Anthony Zinni has similar feelings. “It got me pretty angry,” he recalls. “They were saying if you put a thousand troops on the ground, Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate information. Their scheme was ridiculous.” Zinni had warned Congress that Chalabi’s invasion plan was “pie in the sky, a fairy tale,” but was ignored. [Unger, 2007, pp. 160-161]

After the failed coup attempt in Iraq (see March 1995), Ahmed Chalabi comes to Washington to lobby the US government to pursue a policy of regime change. Chalabi sets up shop in a million-dollar brick row house in Georgetown, owned by Levantine Holdings, a Chalabi family corporation based in Luxembourg. The house will serve as both the Iraqi National Congress’ Washington headquarters and as Chalabi’s home. Francis Brooke, Chalabi’s aide, and Brooke’s family will live in the house for free. [Washington Post, 11/24/2003; New Yorker, 6/7/2004] Brooke is reportedly a devout Christian who, the New Yorker reports, “has brought an evangelical ardor to the cause of defeating Saddam.” Brooke tells the magazine: “I do have a religious motivation for doing what I do. I see Iraq as our neighbor. And the Bible says, when your neighbor is in a ditch, God means for you to help him.” [New Yorker, 6/7/2004] Brooke believes that Saddam Hussein is of such an evil nature, that even the most extreme measures would be justified to remove him. Charles Glass of Harper’s will report that Brooke “says he would support the elimination of Saddam, even if every single Iraqi were killed in the process. He means it. ‘I’m coming from a place different from you…. I believe in good and evil. That man is absolute evil and must be destroyed.’… He says he believes in Jesus and in resurrection and in eternity. If all the Iraqis die, he says, they will live in eternity. But the ‘human Satan’ must go, no matter what.” [CounterPunch, 5/20/2004] As part of their lobbying strategy, Chalabi and Brookes examine the successes of various American Jewish lobby groups. “We knew we had to create a domestic constituency with some electoral clout, so we decided to use the AIPAC [American Israel Political Action Committee] model,” Brooke later the New Yorker. The Committee for Peace and Security in the Gulf (CPSG), a bipartisan group made up largely of foreign policy specialists, sends an “Open Letter to the President” calling for President Clinton to use the US military to help Iraqi opposition groups overthrow Saddam Hussein and replace him with a US-friendly government. US law forbids such an operation. The group is led by, among others, former Representative Stephen Solarz (D-NY) and prominent Bush adviser Richard Perle, a former assistant secretary of defense.
Largely Neoconservative in Makeup - Many of its co-signers will become the core of the Bush administration’s neoconservative-driven national security apparatus. These co-signers include Elliott Abrams, Richard Armitage, John Bolton, Stephen Bryen, Douglas Feith, Frank Gaffney, Fred Ikle, Robert Kagan, Zalmay Khalilzad, William Kristol, Michael Ledeen, Bernard Lewis, Peter Rodman, Donald Rumsfeld, Gary Schmitt, Max Singer, Casper Weinberger, Paul Wolfowitz, David Wurmser, and Dov Zakheim. [CNN, 2/20/1998; Middle East Policy Council, 6/2004] The CPSG is closely affiliated with both the neoconservative Project for the New American Century (PNAC—see June 3, 1997 and January 26, 1998) and the neoconservative American Enterprise Institute (AEI), both of which boast Perle as a powerful and influential member. Jim Lobe of the Project Against the Present Danger later learns that the CPSG is funded in large part by a sizable grant from the right-wing Bradley Foundation, a key funding source for both the PNAC and the AEI. According to Counterpunch’s Kurt Nimmo, the plan for overthrowing Iraq later adopted by the Bush administration, and currently advocated by the CPSG, will be echoed in the PNAC’s September 2000 document, “Rebuilding America’s Defenses” (see September 2000). Advocates Supporting Iraq-Based Insurgency - The letter reads in part: “Despite his defeat in the Gulf War, continuing sanctions, and the determined effort of UN inspectors to root out and destroy his weapons of mass destruction, Saddam Hussein has been able to develop biological and chemical munitions.… This poses a danger to our friends, our allies, and to our nation.… In view of Saddam Hussein’s refusal to grant UN inspectors the right to conduct unfettered inspections of those sites where he is suspected of storing his still significant arsenal of chemical and biological munitions and his apparent determination never to relinquish his weapons of mass destruction, we call upon President Clinton to adopt and implement a plan of action designed to finally and fully resolve this utterly unacceptable threat to our most vital national interests.” The plan is almost identical to the “End Game” scenario proposed in 1993 (see November 1993) and carried out, without success, in 1995 (see March 1995). It is also virtually identical to the “Downing Plan,” released later in 1998 (see Late 1998). In 2004, then-Defense Intelligence Agency official Patrick Lang will observe, “The letter was remarkable in that it adopted some of the very formulations that would later be used by Vice President [Dick] Cheney and other current administration officials to justify the preventive war in Iraq that commenced on March 20, 2003” (see March 19, 2003). The CPSG advocates:
bullet US support for Ahmed Chalabi’s Iraqi National Congress (INC—see 1992-1996) as the provisional government to replace Hussein’s dictatorship;
bullet Funding the INC with seized Iraqi assets, designating areas in the north and south as INC-controlled zones, and lifting sanctions in those areas;
bullet Providing any ground assault by INC forces (see October 31, 1998) with a “systematic air campaign” by US forces;
bullet Prepositioning US ground force equipment “so that, as a last resort, we have the capacity to protect and assist the anti-Saddam forces in the northern and southern parts of Iraq”;
bullet Bringing Hussein before an international tribunal on war crimes charges.
Carrying out these actions, Solarz says, would completely eliminate the threat of weapons of mass destruction that he claims Iraq owns. [Abrams et al., 2/19/1998; CNN, 2/20/1998; Middle East Policy Council, 6/2004]

Richard Clarke, the chair of the White House’s Counterterrorism Security Group, updates the US Continuity of Government (COG) program. National Security Adviser Sandy Berger has become aware that terrorism and domestic preparedness are now major issues. He suggests the idea of a “national coordinator” for counterterrorism, and that this post should be codified by a new Presidential Decision Directive (PDD). Clarke therefore drafts three new directives. The third, tentatively titled “PDD-Z,” updates the COG program. [Clarke, 2004, pp. 166-167] This program, which dates back to the cold war, was originally designed to ensure the US government would continue to function in the event of a nuclear war with the Soviet Union. [Atlantic Monthly, 3/2004] Clarke will later say it “had been allowed to fall apart when the threat of a Soviet nuclear attack had gone away.” [Clarke, 2004, pp. 167] He will explain: “We thought that individual buildings in Washington, and indeed perhaps all of Washington, could still come under attack, only it might not be from the former Soviet Union.… It might be with a terrorist walking a weapon into our city.” [CBS, 9/11/2001] Therefore, “If terrorists could attack Washington, particularly with weapons of mass destruction, we needed to have a robust system of command and control, with plans to devolve authority and capabilities to officials outside Washington.” [Clarke, 2004, pp. 167] President Clinton will sign “PDD-Z” on October 21, 1998, as PDD-67, “Enduring Constitutional Government and Continuity of Government Operations” (see October 21, 1998). The two other directives drafted by Clarke will become PDD-62 (see May 22, 1998) and PDD-63. [Clarke, 2004, pp. 170; Washington Post, 6/4/2006] By February 1999, according to the New York Times, Clarke will have written at least four classified presidential directives on terrorism, which “expand the government’s counterterrorism cadres into the $11 billion-a-year enterprise he now coordinates.” [New York Times, 2/1/1999] Clarke is a regular participant in secret COG exercises (see (1984-2004)), and will activate the COG plan for the first time on the day of 9/11 (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001).

President Clinton creates the new post of National Coordinator for Security, Infrastructure, Protection, and Counterterrorism. He names Richard Clarke for the job, and due to the length of the title, Clarke soon becomes known as the counterterrorism “tsar.” [New York Times, 5/23/1998; Washington Post, 4/2/2000] This position is outlined in a new presidential directive on counterterrorism, Presidential Decision Directive 62 (PDD-62), which also outlines goals of fighting terrorism and attempts to strengthen interagency coordination of counterterrorism efforts. [9/11 Commission, 3/24/2004] Clarke, who had been working on terrorism issues since the start of the Clinton administration, has more symbolic than actual power in the new position. For instance, he only has a staff of 12, compared to a staff of hundreds for the drug “tsar,” and by law he is not allowed to order law enforcement agents, soldiers, or spies to do anything. He does not have any control over budgets. But he is allowed to sit on Cabinet level meetings that involve terrorism. [Clarke, 2004, pp. 170; 9/11 Commission, 7/24/2004, pp. 101] Clarke has a long record of prior government service, beginning in 1973 as a nuclear weapons analyst in the Office of the Secretary of Defense. [CBS News, 3/30/2004] He came to prominence in the Reagan administration as the deputy assistant secretary of state for intelligence from 1985 to 1989. Having left the State Department in 1992, he has spent the past six years on the National Security Council staff. [Washington Post, 3/13/2003; BBC, 3/22/2004; Associated Press, 3/27/2004] After 9/11 Clarke will become well known for his criticisms of the George W. Bush administration (see March 21, 2004 and March 24, 2004), but some who know him consider him to be politically conservative. [Boston Globe, 3/29/2004] According to the Washington Post, many within the Clinton administration view Clarke as a hawk. [Washington Post, 3/23/2004] Robert Gelbard, who worked with him at the State Department in the early 1990s, says he is “no liberal. He is very hawkish.” [US News and World Report, 4/5/2004] Vince Cannistraro, a former CIA official who worked with Clarke in the 1980s, says, “You can’t accuse him of being passive or too liberal on foreign policy.” [Washington Post, 3/23/2004] At the time of the 2000 election he will be a registered Republican, and he votes that year for John McCain in the Republican presidential primary. UN weapons inspector Scott Ritter attempts to leak a confidential United Nations Special Commission (UNSCOM) report on Iraq’s production of VX nerve agent to the American press (see June 10, 1998). The attempt spirals into an effort by Ahmed Chalabi and the Iraqi National Congress (INC—see 1992-1996) to recruit Ritter’s help in crafting a plan for Chalabi’s INC, with American assistance, to overthrow Iraq’s Saddam Hussein and place Chalabi in control. Ritter becomes aware of a report from a US military laboratory that proves in 1991 Iraq had manufactured VX nerve agent and deployed it in missile warheads. The Iraqis have admitted to attempting to produce the deadly toxin, but have long insisted that they were never successful in producing weaponized VX. Although there is no reason to believe that Iraq retains active VX from its former chemical weapons program, UNSCOM officials are furious about having been lied to for years by the Iraqis. UNSCOM chief Richard Butler, involved in delicate negotiations with the Iraqi government on developing a “road map” for addressing numerous outstanding issues between Iraq and the UN, decides to keep the report under wraps. UNSCOM officials are even more outraged at Butler’s decision; many believe that Butler is acquiescing to Clinton administration officials who want to avoid a confrontation with Iraq and the UN. When Ritter offers to leak the document in Washington in such a way that would not be traced to the UNSCOM officials who have seen the report, they quickly slip him a copy of the report, and Ritter prepares to fly to Washington.
First Meeting with Chalabi - Ritter is already scheduled to meet with CIA officials about other intelligence support programs. He calls Randy Scheunemann, the national security adviser for Senator Trent Lott (R-MS), the Senate Majority Leader, and sets up a meeting to, as Ritter will later write, “discuss some new developments” regarding the Iraqis. Scheunemann agrees, and asks if Ritter would be willing to meet with Chalabi at Chalabi’s Georgetown townhouse. Ritter is nonplussed at the request, but decides that since he had already discussed Iraqi weapons of mass destruction with Chalabi in a meeting authorized by Butler (see January 27, 1998), this Georgetown meeting could be construed as a legitimate followup. Ritter agrees. Upon arriving at Washington’s National Airport, he is met by Chalabi’s driver, who takes him to Georgetown. Chalabi presents Ritter with what Ritter will later recall as “an ambitious program, including briefings to senators and their staffs.” The meeting lasts well into the night, and Ritter agrees to stay overnight in a guest room.
Leaking the Report - The next day, Ritter meets with the CIA and then with Scheunemann. Ritter gives Scheunemann the UNSCOM report and explains its significance. “If it could find its way into the press in a way that removed any UNSCOM fingerprints, this would be ideal,” he tells Scheunemann. “That way the data remains uncompromised, and yet politically Butler and the White House can’t ignore it.” Scheunemann says with a smile, “I think we can manage that.”
'The Chalabi Factor' - Scheunemann then takes Ritter to meet Lott, who seems more interested in Ritter’s interactions with Chalabi than in the report. “I hope you take some time to talk with him, and some other interesting people I think you will be meeting with” Lott tells Ritter. “Exchange ideas. See if you can help him in any way. We’re all on the same side here, and we have to start finding ways to break down some barriers others have constructed between us.” Ritter returns to Chalabi’s home, where he meets with Francis Brooke, Chalabi’s principal American adviser, and Max Singer, a conservative foreign policy expert who specializes in what Ritter will term “political warfare.” Scheunemann has asked Singer to write a paper called “The Chalabi Factor” that touts Chalabi as the man to lead a revolution that would result in the ouster of Hussein. Chalabi asked Singer to share the paper with Ritter. Singer has sketched out a scenario that envisions Chalabi and INC fighters capturing the southern oil fields around Basra, giving the INC a political and military foothold inside Iraq, and then rallying disenchanted Shi’ites and Kurds into supporting his insurgency. Ritter later recalls: “I was somewhat taken aback by the content of the Singer paper. I was on dangerous political ground here, a UN weapons inspector charged with the disarmament of Iraq, suddenly dabbling in the world of regime change. Far from advising me on issues of intelligence regarding Iraqi WMD, Ahmed Chalabi had turned the tables and had me advising him on how to overthrow Saddam Hussein.” The three are soon joined by Chalabi and Stephen Rademaker, the lawyer for the House Foreign Affairs Committee and, as Ritter later describes him, an unabashed member of the far right and a Chalabi supporter. The conversation does not center on arms control, as Ritter had originally planned to discuss, but regime change. The others are uninterested in Ritter’s suggestion that pressure be brought to bear on the Hussein regime over the VX discovery. “[W]e all know Saddam is cheating, and that his days are numbered,” Rademaker says. “What we don’t have is a plan on what we are going to do once Saddam is out of office. Mr. Chalabi represents our best hopes in that regard, which is why we’re delighted that you and he are meeting like this.”
Handling the Ba'athists - Ritter tells the others that the Shi’ites and Kurds cannot be treated as “homogeneous movement[s],” but as loose, fractious amalgamations of disparate elements. He then asks: “The key to me is what is missing here: any discussion of the Ba’ath Party or the Sunni tribes. The Ba’ath Party is the only vehicle that exists in Iraq today that unites Sunnis, Shi’a and Kurds alike. It makes modern Iraq function. How do you plan on dealing with the Ba’ath Party in a post-Saddam environment? And what is your plan for winning over the Sunni tribes? How will you bring the tribes that represent the foundation of Saddam’s political support into the fold with your Kurdish and Shi’a supporters?” As Ritter later writes: “Steve Rademaker and Francis Brooke stared blankly. Chalabi was grinning ear to ear. ‘We have a plan. First, we will do away completely with the Baath Party. Those minor members who were forced to join out of survival, of course, they will be allowed to retain their jobs. But anyone who profited from Baathist rule will be punished. As for the Sunni tribes, we are already in contact with their representatives. We feel that the best way to negotiate with them, however, is to make them realize that there is no future with Saddam. Once they realize that, they will come over to our side.’ Chalabi’s ‘plan’ struck me as simplistic at best, and entirely unrealistic.”
The Downing Plan - In answer to Ritter’s questions about defeating the Iraqi military—the large Iraqi Army, the well-trained Republican Guard and other security forces—Chalabi shows Ritter a document, “The Military Plan.” Chalabi says: “This was written for me by Gen. Wayne Downing. I believe you know him from Operation Desert Storm.” Downing had been a Special Forces commander during the 1991 Gulf War; Ritter had worked with Downing’s unit in preventing Iraqi missile launches at Israel (see January 17, 1991). Downing has crafted a plan (see Late 1998) that calls for the US to train and arm several thousand INC fighters who would operate out of bases in western Iraq, out of Hussein’s control. They would fight from light vehicles armed with anti-tank missile launchers, and would rely on support from local tribes in the area, particularly the al-Duleimi in and around Ramadi and Anbar. Ritter is dubious, knowing that the al-Duleimi have provided many of Hussein’s best soldiers. Chalabi is unworried about their support, and tells Ritter, “My people have already had discussions with the tribal leaders of the al-Duleimi, who are ready to join us once we get situated on the ground.” Ritter then objects to Downing’s inclusion of US military advisers and US warplanes, both directly supporting and perhaps even fighting alongside the INC troops. “We don’t operate like that,” Ritter objects. “If we have forces on the ground, then we’ll need to have a base, with a base support element, and base security, and a quick-reaction force in case some of our boys get in trouble. The US presence would have to be much greater than what you’re saying here.” Chalabi merely smiles. “That may be so,” he says, “but we don’t have to highlight it at this time.” Ritter later observes: “The ‘Downing Plan’ was a nice bit of trickery, plotting what was ostensibly an Iraqi opposition military force with minor US military involvement, but masking what was in reality a much larger US military effort with a minor role played by Chalabi’s INC ‘army.’” Ritter is now thoroughly alarmed.
'My Friend Ahmed' - The small group is joined by Danielle Pletka, Rademaker’s wife and a staunchly conservative staffer on the Senate Foreign Relations Committee, and former CIA director James Woolsey. Over dinner, the group moves from discussing the military plans for overthrowing Hussein to a broader discussion of Chalabi’s political future. Woolsey, a vocal supporter of Chalabi, has no patience with the CIA’s objections to earlier actions by Chalabi and the INC (see January 1996). “This [criticism] is all bunk,” Woolsey says. “Chalabi is an Iraqi patriot and visionary who intimidates many lesser thinkers in Langley. My friend Ahmed is a risk taker who understands the reality of Iraq, unlike the desk-bound analysts and risk-averse operators at the CIA. Chalabi scares these people, so they have created false accusations in order to denigrate him and ultimately destroy him.” Pletka agrees: “We cannot allow this to happen. Ahmed Chalabi has many friends in Congress, and it is our goal to make sure Ahmed Chalabi gets the support he needs to not only survive as a viable opposition figure to Saddam Hussein but more importantly to prevail in Iraq.” Ritter is increasingly uncomfortable with what he will later call “a political strategy session.” It is clear, Ritter will write, “that Chalabi was being groomed for another run at power” (see March 1995).
Recruitment - According to Ritter, Chalabi suggests that Ritter would be very helpful to his organization, and Chalabi could be helpful to Ritter in return. “I have many friends here in Washington,” Chalabi says over breakfast. “With what you know about Saddam Hussein’s weapons of mass destruction, you can be of invaluable assistance to our cause. The VX story is but the tip of the iceberg.” Ritter will describe himself as “taken aback,” since he never told Chalabi about the VX lab report. Ritter replies: “Well, I am just a simple weapons inspector. In any event, it wouldn’t go over well back at the UN to have an UNSCOM inspector plotting regime change down in Washington, DC.” Then, locking eyes with Chalabi, Ritter says: “This is why you must be very discreet about the VX lab report. It simply won’t do for you to have your fingerprints on this information.” Chalabi smilingly replies: “I understand completely. As for your status as a weapons inspector, you must understand that those days are nearly gone. The inspection process has run its course. You need to think about what you are going to be doing in the future. I would like you to work for me.” Ritter objects, noting that an American citizen can’t be involved in plots to overthrow heads of foreign nations. Chalabi corrects Ritter: “You wouldn’t be working for me, but for the US Senate. My friends would create an advisory position for you, and you would in turn advise me. It wouldn’t pay much upfront. But don’t worry. One day I will be the president of Iraq, and will be in control of Iraq’s oil. When that day comes, I will not forget those who helped me in my time of need. Let’s just say that my friends will be given certain oil concessions that will make them very wealthy.”
Meeting with the Senator - Chalabi’s butler drives Ritter to meet with Pletka at the Capitol Building; the two go to the office of Senator Sam Brownback (R-KS), who is fully aware of the VX lab report. Brownback is angry that the Clinton administration is reluctant to fully assist the UNSCOM inspectors. “This will not stand,” he tells Ritter. “Believe me when I say you and your colleagues have friends here in the US Senate who will make sure America honors its commitments and obligations, especially when it comes to disarming a cruel tyrant such as Saddam Hussein.” Afterwards, Ritter and Pletka are joined by Rademaker in the Senate cafeteria, who says he has the ear of several influential Congressmen. “We’ve got their attention,” Rademaker says, “and I think you’ll find that serious pressure will be brought on the Clinton administration to better support your work.” Pletka and Ritter then meet Lott and Scheunemann again; Scheunemann once again asks Ritter for his future collaboration. Lott reassures Ritter that there would be no legal or ethical conflicts: “Well, maybe we can find a way to bring you down here working for us. That might be the most useful thing to do.” Leaving the Senate building, Ritter muses that “Chalabi’s schemes seemed to have some substance behind them.”
Long-Term Ramifications - Butler will drastically revise his report to the UN Security Council, and the news of a “major breakthrough” in disarmament work with the Iraqis is shelved. The Clinton administration will issue statesments publicly supporting the UNSCOM inspectors, undercutting behind-the-scenes attempts by National Security Adviser Sandy Berger and Secretary of State Madeleine Albright to have the US pull back from blanket support of the inspections. Conservative Republicans will rally around the cause of Iraqi duplicity; Scheunemann will use the VX report to drum up support for the Iraqi Liberation Act, which will pass several months after Ritter’s dinner with Chalabi (see October 31, 1998). And Chalabi and the INC will become the leading candidates for replacing Hussein. Reflecting on Chalabi’s prominence in the Post report, Ritter will write, “After watching the Republicans build up Chalabi, I should have known that they could not have passed up this opportunity to interject his name into the limelight.”
Iraqis Truthful about VX - Later evidence and inspection findings show that the Iraqi scientists had been truthful: they had never succeeded in stabilizing VX, and had never filled any warheads with the nerve toxin. The lab results are later shown to be severely flawed. Ritter will write, “In the end, I was wrong to have pushed so hard to have the lab results made public.” [New Yorker, 6/7/2004; TruthDig, 3/17/2008]

US Might Still Occupy Hostile Iraq Eight Years Later - “Trying to eliminate Saddam… would have incurred incalculable human and political costs,” they write. “We would have been forced to occupy Baghdad and, in effect, rule Iraq… there was no viable ‘exit strategy’ we could see, violating another of our principles. Furthermore, we had been consciously trying to set a pattern for handling aggression in the post-Cold War world. Going in and occupying Iraq, thus unilaterally exceeding the United Nations’ mandate, would have destroyed the precedent of international response to aggression that we hoped to establish. Had we gone the invasion route, the United States could conceivably still be an occupying power in a bitterly hostile land.” [Wilson, 2004, pp. 314-315]
Younger Bush Disagrees with Assessments - Bush’s son, Texas Governor George W. Bush, preparing for his own presidential run (see April-May 1999), explicitly disagrees with the book’s assessments of US actions during and after the 1991 Gulf War. According to Mickey Herskowitz, the writer working on Bush’s campaign biography, “He thought of himself as a superior, more modern politican than his father and [the elder Bush’s close adviser and friend] Jim Baker. He told me, ‘[My father] could have done anything [during the Gulf War]. He could have invaded Switzerland. If I had that political capital, I would have taken Iraq.” [Unger, 2007, pp. 169]

President Clinton issues Presidential Decision Directive 67 (PDD-67), which updates the US Continuity of Government (COG) program in line with the emerging threat posed by terrorists. [Clarke, 2004, pp. 166-167 and 170; Washington Post, 6/4/2006] PDD-67, “Enduring Constitutional Government and Continuity of Government Operations,” requires agencies to plan for governmental continuity if the US is hit by a major terrorist attack. [Knight Ridder, 11/17/1999; Federation of American Scientists, 12/12/2000] The directive is classified and there is no White House fact sheet summarizing its contents. President Clinton signs the Iraq Liberation Act of 1998 (ILA) into law. The act, which passed with overwhelming support from Democrats and Republicans in both the House and Senate, was written by Trent Lott (R-MS) and other Republicans with significant input from Ahmed Chalabi and his aide, Francis Brooke. [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004] (Former Defense Intelligence Agency official Patrick Lang will later write that one of the driving goals behind the ILA is to revive the failed 1995 coup plans against Saddam Hussein, called “End Game”—see November 1993.) [Middle East Policy Council, 6/2004] The act makes it “the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime.” To that end, the act requires that the president designate one or more Iraqi opposition groups to receive up to $97 million in US military equipment and nonlethal training. The act authorizes another $43 million for humanitarian, broadcasting, and information-collection activities. Chalabi Receives Millions from State Department - Chalabi’s Iraqi National Congress receives $17.3 million from the State Department to carry out what it calls the “collection and dissemination of information” about Saddam Hussein’s atrocities to the public. It will continue to receive hundreds of thousands per month from the Defense Department as well. [Mother Jones, 4/2006] However, the Clinton administration itself has little use for Chalabi. One administration official will say, “He represents four or five guys in London who wear nice suits and have a fax machine.” [Unger, 2007, pp. 160]
Zinni Warns of Legislation Presaging Military Action - While few in Washington see the ILA as presaging military action against Iraq, one who does is Marine Corps General Anthony Zinni, the commander of CENTCOM. As the bill works its way through Congress, Zinni tells some of his senior staff members that the bill is far more serious than most believe. It is much more than a sop for the pro-war crowd, Zinni believes, but in reality a first step towards an invasion of Iraq. In 2004, former ambassador Joseph Wilson will write, “He was, of course, right, but few were listening.” [Wilson, 2004, pp. 290]

A number of neoconservatives, led by retired General Wayne Downing (see 1990-1991) and retired CIA officer Duane “Dewey” Clarridge (see December 25, 1992), use the recently passed Iraqi Liberation Act (ILA—see October 31, 1998) to revive the failed “End Game” coup plans against Saddam Hussein (see November 1993 and March 1995). Both Downing and Clarridge are “military consultants” to Ahmed Chalabi’s Iraqi National Congress, who attempted to carry out the coup in 1995 with dismal results. Downing and Clarridge produce an updated version of the INC’s “End Game” scenario, calling it “The Downing Plan.” The Downing scenario varies very little from the original plan. Their plan stipulates that a “crack force” of 5,000 INC fighters, backed up by a detachment of US Special Forces soldiers, could bring down the Iraqi Army. Clarridge later tells reporters: “The idea from the beginning was to encourage defections of Iraqi units. You need to create a nucleus, something for people to defect to. If they could take Basra, it would be all over.” Former Defense Intelligence Agency official Patrick Lang will later write, “It is difficult to understand how a retired four-star Army general [Downing] could believe this to be true.” General Anthony Zinni, commander of CENTCOM, which has operational control of US combat forces in the Middle East, is provided with a copy of Chalabi’s military plan to overthrow Saddam Hussein. “It got me pretty angry,” he later recalls. He warns Congress that Chalabi’s plan is a “pie in the sky, a fairy tale,” and predicts that executing such a poorly envisioned assault would result in a “Bay of Goats.” Chalabi’s INC is nothing more than “some silk-suited, Rolex-wearing guys in London;” neither the INC nor any of the other 91 or so Iraqi opposition groups have anywhere near “the viability to overthrow Saddam.” He tells the New Yorker: “They were saying if you put a thousand troops on the ground Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate intelligence. The Federal Emergency Management Agency (FEMA) issues a circular that provides guidance for government agencies to develop plans for continuity of government operations in the event of an emergency, including a terrorist attack. The circular, FPC 65, goes out to the heads of federal departments and agencies, senior policy officials, and emergency planners. It confirms FEMA’s coordinating role in the nation’s Continuity of Government (COG) program, and contains criteria for agencies to develop their continuity plans. It states that an agency’s continuity of operations (COOP) capability “Must be maintained at a high level of readiness”; “Must be capable of implementation both with and without warning”; “Must be operational no later than 12 hours after activation”; “Must maintain sustained operations for up to 30 days”; and “Should take maximum advantage of existing agency field infrastructures.” [Federal Emergency Management Agency, 7/26/1999; US Congress. President-elect George W. Bush meets with Donald Rumsfeld in Washington, and offers him the position of secretary of defense. Insiders are amazed that Bush would even consider Rumsfeld, the chief of staff for former President Ford (see September 21, 1974 and After), after Rumsfeld’s open contempt and enmity towards the elder Bush, the “Team B” onslaught against the elder Bush’s CIA (see Late November 1976 and Late November, 1976), and his attempts to keep Bush off the presidential tickets in 1976 and 1980 (see Before November 4, 1975). “Real bitterness there,” a close friend of the Bush family later says. “Makes you wonder what was going through Bush 43’s head when he made [Rumsfeld] secretary of defense.” The Bush family’s great friend and fixer, James Baker, even tries to dissuade Bush from choosing Rumsfeld, telling him, “All I’m going to say is, you know what he did to your daddy.” But Bush chooses Rumsfeld anyway. Not only does Rumsfeld have a long and fruitful relationship with Vice President Cheney (see 1969), but Rumsfeld, described as always an ingratiating courtier by author Craig Unger, plays on Bush’s insecurity about his lack of experience and his desire to be an effective commander in chief. [Source: World Bank]With Donald Rumsfeld in as Defense Secretary (see December 28, 2000), Vice President Cheney is moving closer to getting a team in place that will allow him to fulfill his dream of the “unitary executive”—the gathering of power into the executive branch at the expense of the legislative and judicial branches. One key piece to Cheney’s plan is to place neoconservative academic Paul Wolfowitz as the head of the CIA. However, Wolfowitz’s personal life is proving troublesome for Cheney’s plans. Wolfowitz’s marriage is crumbling. His wife of over 30 years, Clare, is threatening to go public with her husband’s infidelities. Wolfowitz is having one affair with a staffer at the School of International Studies, and is openly romancing another woman, Shaha Ali Riza, a secular Muslim neoconservative with close ties to Iraqi oppositions groups, including Ahmed Chalabi’s Iraqi National Congress. Smitten with the idea of a secular Muslim and a secular Jew forming a romantc liaison, Wolfowitz frequently escorts Riza, and not his wife, to neoconservative social events. Many insiders joke about Wolfowitz’s “neoconcubine.” His dalliances, particularly with a Muslim foreign national, raise questions about his ability to obtain the necessary national security clearance he will need to head the CIA. Cheney does not intend to allow questions of security clearances or wronged and vengeful wives to stop him from placing Wolfowitz at the head of the agency, but this time he does not succeed. After Clare Wolfowitz writes a letter to President-elect Bush detailing her husband’s sexual infidelities and possible security vulnerabilities, Wolfowitz is quietly dropped from consideration for the post. Current CIA Director George Tenet, after reassuring Bush that he can work with the new regime, is allowed to keep his position. Author Craig Unger later writes, “If Cheney and the neocons were to have control over the national security apparatus, it would not come from the CIA.” [Unger, 2007, pp. 187-189]

There are discussions among future members of the Bush administration, including Bush himself, about making the removal of Saddam Hussein a top priority once they are in office. After the invasion of Iraq in March 2003, counterterrorism “tsar” Richard Clarke will say that the Bush team had been planning regime change in Iraq since before coming to office, with newly named Defense Secretary Donald Rumsfeld (see December 28, 2000) and his deputy Paul Wolfowitz (see January 11, 2001) taking the lead. “Since the beginning of the administration, indeed well before, they had been pressing for a war with Iraq,” he will write in his book Against All Enemies. “My friends in the Pentagon had been telling me that the word was we would be invading Iraq sometime in 2002.” [Clarke, 2004, pp. 7-9; Unger, 2007, pp. 192] During an appearance on Good Morning America on March 22, 2004, he will say, “[T]hey had been planning to do something about Iraq from before the time they came into office.” [Good Morning America, 3/22/2004] Evidence of pre-inaugural discussions on regime change in Iraq comes from other sources as well. Imam Sayed Hassan al-Qazwini, who heads the Islamic Center of America in Detroit, will tell the New York Times in early 2004 that he spoke with Bush about removing Saddam Hussein six or seven times, both before and after the 2000 elections. [New York Times, 1/12/2004] In 2007, author Craig Unger will write: “In certain respects, their actions were a replay of the 1976 Team B experiment (see Early 1976 and November 1976), with one very important difference. This time it wasn’t just a bunch of feverish ideologues presenting a theoretical challenge to the CIA. This time Team B controlled the entire executive branch of the United States.” [Unger, 2007, pp. 192]

According to reporter and author Charlie Savage, the White House staff quickly coalesces into two camps: “Bush People[,] mostly personal friends of the new president who shared his inexperience in Washington,” which includes President Bush’s top legal counsels, Alberto Gonzales and Harriet Miers, both corporate lawyers in Texas before joining Bush in Washington. The second group is “Cheney People—allies from [Vice-President Dick] Cheney’s earlier stints in the federal government (see May 25, 1975, November 18, 1980, 1981-1992, 1989, and June 1996) who were deeply versed in Washington-level issues, a familiarity that would allow their views to dominate internal meetings. These included [Defense Secretary Donald] Rumsfeld and other cabinet secretaries, key deputies throughout the administration, and David Addington, Cheney’s longtime aide who would become a chief architect of the administration’s legal strategy in the war on terrorism” (see July 1, 1992 and (After 10:00 a.m.) September 11, 2001). Savage will observe, “Given the stark contrast in experience between Cheney and Bush, it was immediately clear to observers of all political stripes that Cheney would possess far more power than had any prior vice president.”
'Unprecedented' Influence - Cheney will certainly have “unprecedented” influence, according to neoconservative publisher William Kristol, who himself had served as former Vice President Dan Quayle’s chief of staff. “The question to ask about Cheney,” Kristol will write, is “will he be happy to be a very trusted executor of Bush’s policies—a confidant and counselor who suggests personnel and perhaps works on legislative strategy, but who really doesn’t try to change Bush’s mind about anything? Or will he actually, substantively try to shape administration policy in a few areas, in a way that it wouldn’t otherwise be going?”
Expanding the Power of the Presidency - Cheney will quickly answer that question, Savage will write, by attempting to “expand the power of the presidency.” Savage will continue: “He wanted to reduce the authority of Congress and the courts and to expand the ability of the commander in chief and his top advisers to govern with maximum flexibility and minimum oversight. He hoped to enlarge a zone of secrecy around the executive branch, to reduce the power of Congress to restrict presidential action, to undermine limits imposed by international treaties, to nominate judges who favored a stronger presidency, and to impose greater White House control over the permanent workings of government. And Cheney’s vision of expanded executive power was not limited to his and Bush’s own tenure in office. Rather, Cheney wanted to permanently alter the constitutional balance of American government, establishing powers that future presidents would be able to wield as well.” [Savage, 2007, pp. 7-9] Larry Wilkerson, the chief of staff for Secretary of State Colin Powell, will say after leaving the administration: “We used to say about both [Defense Secretary Donald Rumsfeld’s office] and the vice president’s office that they were going to win nine out of 10 battles, because they were ruthless, because they have a strategy, because they never, never deviate from that strategy. They make a decision, and they make it in secret, and they make it in a different way than the rest of the bureaucracy makes it, and then suddenly, foist it on the government—and the rest of the government is all confused.” [Unger, 2007, pp. 299]
Signing Statements to Reshape Legislation, Expand Presidential Power - To that end, Cheney ensures that all legislation is routed through his office for review before it reaches Bush’s desk. Addington goes through every bill for any new provisions that conceivably might infringe on the president’s power as Addington interprets it, and drafts signing statements for Bush to sign. In 2006, White House counsel Bradford Berenson will reflect: “Signing statements unite two of Addington’s passions. One is executive power. And the other is the inner alleyways of bureaucratic combat. It’s a way to advance executive power through those inner alleyways.… So he’s a vigorous advocate of signing statements and including important objections in signing statements. Most lawyers in the White House regard the bill review process as a tedious but necessary bureaucratic aspect of the job. Addington regarded it with relish. He would dive into a 200-page bill like it was a four-course meal.” It will not be long before White House and Justice Department lawyers begin vetting legislation themselves, with Addington’s views in mind. “You didn’t want to miss something,” says a then-lawyer in the White House. [Source: Reuters / Win McNamee]The final report of the US Commission on National Security/21st Century, co-chaired by former Senators Gary Hart (D-CO) and Warren Rudman (R-NH), is issued. The bipartisan panel was put together in 1998 by then-President Bill Clinton and then-House Speaker Newt Gingrich. Hart and Rudman personally brief National Security Adviser Condoleezza Rice, Defense Secretary Donald Rumsfeld, and Secretary of State Colin Powell on their findings. The report has 50 recommendations on how to combat terrorism in the US, but all of them are ignored by the Bush administration.
Shelved by White House - According to Hart, Congress will begin to take the commission’s suggestions seriously in March and April, and legislation is introduced to implement some of the recommendations. Then, “Frankly, the White House shut it down.… The president said, ‘Please wait, we’re going to turn this over to the vice president‘… and so Congress moved on to other things, like tax cuts and the issue of the day.” The White House will announce in May that it will have Vice President Dick Cheney study the potential problem of domestic terrorism, despite the fact that this commission had just studied the issue for 2 1/2 years. Interestingly, both this commission and the Bush administration were already assuming a new cabinet level National Homeland Security Agency would be enacted eventually, even as the public remained unaware of the term and the concept. Cannot Get Meeting with Bush - At the meeting with Rice, Rudman says he wants to see President Bush, and is planning to deliver a “blunt and very direct” warning to him that he needs to deal early in his presidency with the question of domestic terror threats. Rice initially agrees to pass on Rudman’s request for a meeting with Bush, but nothing happens. Rudman will contact Rice’s office several times, but still no meeting is arranged. Rudman will later say he is “disappointed” by this, adding, “There’s no question in my mind that somebody at the White House dropped the ball on this.” [Shenon, 2008, pp. 56-57]
Ignored by 9/11 Commission - Hart will be incredulous that neither he nor any of the other members of this commission are ever asked to testify before the 9/11 Commission. [Salon, 4/6/2004] The 9/11 Commission will later make many of the same recommendations as this commission. However, it will barely mention the Hart/Rudman Commission in its final report, except to note that Congress appointed it and failed to follow through on implementing its recommendations. [Source: CNN]In a brief statement, President Bush announces that Vice President Dick Cheney will oversee a “coordinated national effort” aimed at integrating the government’s plans for responding to the use of a chemical, biological, radiological, or nuclear weapon within the United States. Bush declares, “Should our efforts to reduce the threat to our country from weapons of mass destruction be less than fully successful, prudence dictates that the United States be fully prepared to deal effectively with the consequences of such a weapon being used here on our soil.” Bush says a new agency within the Federal Emergency Management Agency (FEMA), known as the Office of National Preparedness, will be “responsible for implementing the results of those parts of the national effort overseen by Vice President Cheney that deal with consequence management.” The Office of National Preparedness appears to be a reincarnation of FEMA’s old National Preparedness Directorate (NPD), which was disbanded by the Clinton administration in 1993 (see January 1993-October 1994). During the 1980s and early 1990s, the NPD secretly spent billions of dollars preparing for nuclear war and other national emergencies as part of the highly classified Continuity of Government (COG) program (see February 1993, 1982-1991, and April 1, 1979-Present). [Cox News Service, 2/22/1993] Under the Bush administration, the Office of National Preparedness (ONP) will apparently take over where the National Preparedness Directorate left off. According to Bush, the ONP “will coordinate all Federal programs dealing with weapons of mass destruction consequence management within the Departments of Defense, Health and Human Services, Justice, and Energy, the Environmental Protection Agency, and other federal agencies.” Cheney, who played a central role in the COG program during the Reagan administration (see 1981-1992 and 1980s), informs CNN, “[O]ne of our biggest threats as a nation” could be “domestic terrorism, but it may also be a terrorist organization overseas or even another state using weapons of mass destruction against the US.… [W]e need to look at this whole area, oftentimes referred to as homeland defense.” According to FEMA, the ONP will be up and running as early as the summer of 2001. President Bush says he “will periodically chair a meeting of the National Security Council to review these efforts.” [CNN, 5/8/2001; White House, 5/8/2001; New York Times, 7/8/2002] Cheney is meant to head a group that will draft a national terrorism response plan by October 1. [Chicago Sun-Times, 5/5/2001; Insight on the News, 6/18/2001] But, according to Barton Gellman of the Washington Post, “Neither Cheney’s review nor Bush’s took place.” [Washington Post, 1/20/2002] Former Senator Gary Hart (D-CO) later implies that Bush assigned this specific role to Cheney in order to prevent Congress from enacting counterterrorism legislation proposed by a bipartisan commission he had co-chaired in January (see January 31, 2001). [Salon, 4/2/2004; Salon, 4/6/2004] In July, two senators will send draft counterterrorism legislation to Cheney’s office, but a day before 9/11, they are told it might be another six months before he gets to it (see September 10, 2001). Newly hired Defense Department public relations chief Victoria Clarke (see May 2001) begins a series of regular meetings with a number of Washington’s top private PR specialists and lobbyists. The group is tasked with developing a marketing plan for the upcoming war in Iraq. It is remarkably successful in securing press cooperation to spread its message (see August 13, 2003 and After May 31, 2001).
Bipartisan Makeup - Reporter Jeffrey St. Clair will later write, “The group was filled with heavy-hitters and was strikingly bipartisan in composition.” The group, later informally dubbed “the Rumsfeld Group,” is made up of, among others, PR executives John Rendon and Sheila Tate, Republican political consultant Rich Galen, and Democratic operative Tommy Boggs (brother of NPR’s Cokie Roberts and a PR consultant for the Saudi royal family; St. Clair believes Boggs may have had a hand in the decision to redact 20+ pages concerning the Saudis from Congress’s report on the intelligence failures leading to the 9/11 attacks—see April 2003 and August 1-3, 2003). The direct involvement, if any, of Defense Secretary Donald Rumsfeld is unclear.
Rendon's Involvement - John Rendon, the head of the Rendon Group, is a noteworthy veteran of the 1990-91 PR efforts to market the Gulf War (see August 11, 1990), has worked for both Democratic and Republican politicians and lobbying groups, and was instrumental in creating Ahmed Chalabi’s Iraqi National Congress (see May 1991). Rendon, already under contract with the Pentagon to help market the US bombing of Afghanistan, is one of the key players in marketing the upcoming Iraq invasion. Though Rendon refuses to discuss his work for the Pentagon, St. Clair believes he will be partially or completely responsible for some of the invasion’s signature events, including the toppling of the statue of Hussein in Firdos Square by US troops and Chalabi associates (see April 9, 2003), and video-friendly Iraqi crowds waving American flags as US Army vehicles roll by. Rendon explains his role like this: “I am not a national security strategist or a military tactician. I am a politician, and a person who uses communication to meet public policy or corporate policy objectives. In fact, I am an information warrior and a perception manager.” The Pentagon defines “perception management” as “actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning.” St. Clair adds, “In other words, lying about the intentions of the US government.” One of the biggest instances of Pentagon “perception management” is the Office of Strategic Influence (see Shortly after September 11, 2001), also developed by Rendon. Conference Ends Early Due to Attacks - The NEMA conference is originally scheduled to run until September 12. Timing of Attacks Inconvenient - In May this year, President Bush put FEMA in charge of responding to any terrorist attacks in the United States, charging it with creating an Office of National Preparedness to coordinate the government’s response to such attacks (see May 8, 2001). [White House, 5/8/2001; Los Angeles Times, 5/9/2001] Following the attacks on September 11, FEMA spokesman Mark Wolfson will note the inconvenience of these attacks occurring at the same time as the NEMA conference. [Source: Elise Moore / FEMA]Bruce Baughman, director of the planning and readiness division of the Federal Emergency Management Agency (FEMA), takes charge at FEMA headquarters in Washington, DC, because more senior FEMA officials, including the agency’s director, are away from the capital. FEMA Director Joseph Allbaugh and Lacy Suiter, FEMA’s assistant director of readiness, response, and recovery, are in Big Sky, Montana, attending the annual conference of the National Emergency Management Association (see September 8-11, 2001 and After 8:46 a.m. September 11, 2001). Baughman, who led FEMA’s response to the Oklahoma City bombing in April 1995 (see 8:35 a.m. - 9:02 a.m. April 19, 1995), therefore has to take charge of FEMA’s response to today’s terrorist attacks. In this capacity, he is responsible for activating FEMA’s emergency operations center, dispatching disaster medical personnel to the scenes of the attacks, and establishing emergency communications for New York. After the Twin Towers come down (see 9:59 a.m. September 11, 2001 and 10:28 a.m. September 11, 2001), he calls up the first FEMA urban search and rescue teams, which specialize in rescuing people from collapsed structures. FEMA Will Help Local Agencies Respond to the Attacks - In May, Bush put FEMA in charge of responding to terrorist attacks in the United States (see May 8, 2001). [White House, 5/8/2001; Los Angeles Times, 5/9/2001] The agency therefore plays a key role in the government’s response to today’s attacks. The emergency response team at its headquarters is activated today, along with all 10 of its regional operations centers. It also activates its federal response plan, which, it states, “brings together 28 federal agencies and the American Red Cross to assist local and state governments in response to national emergencies and disasters.” It deploys eight urban search and rescue teams to New York to search for victims in the debris from the collapsed World Trade Center buildings, and four urban search and rescue teams to the Pentagon to assist the response there. These teams consist mainly of local emergency services personnel, and are trained and equipped to handle structural collapses. At least the director of the exercise, Admiral Richard Mies, commander in chief of Stratcom, is at Offutt this morning. Because of Global Guardian, bombers, missile crews, and submarines around America are all being directed from Stratcom’s command center, a steel and concrete reinforced bunker below Offutt. 'Doomsday' Planes Airborne for Exercise - Because of Global Guardian, three special military command aircraft with sophisticated communications equipment, based at Offutt, are up in the air this morning (see (9:27 a.m.) September 11, 2001, Shortly After 9:37 a.m. September 11, 2001, and (9:45 a.m.) September 11, 2001). These E-4B National Airborne Operations Center planes—nicknamed “Doomsday” planes during the Cold War—are intended to control nuclear forces from the air in times of crisis. They are capable of acting as alternative command posts for top government officials from where they can direct US forces, execute war orders, and coordinate the actions of civil authorities in times of national emergency. The federal advisory committee, whose chairman is retired Lieutenant General Brent Scowcroft, is aboard one of these Doomsday planes, being brought to Offutt to observe the exercise (see (Shortly After 9:03 a.m.) September 11, 2001). Global Guardian will reportedly be put on pause at 9:11 a.m. (see 9:11 a.m. September 11, 2001), but not formally terminated until 10:44 a.m. (see (10:44 a.m.) September 11, 2001), and the battle staff at Offutt will switch to “real-world mode” once the attacks are apparent. However, even after Global Guardian is called off, the three E-4Bs will remain airborne. Also this morning, a small group of business leaders are at Offutt because of a charity fundraiser event due to take place later in the day, hosted by the multi-billionaire Warren Buffett (see (8:45 a.m.-9:03 a.m.) September 11, 2001). Deputy Secretary of Defense Paul Wolfowitz is initially evacuated from the Pentagon after it is attacked but he subsequently returns to the building and joins other senior officials in the National Military Command Center (NMCC). Wolfowitz saw the second crash at the World Trade Center on the television in his office at the Pentagon, but did nothing in response to it and instead continued with a routine meeting (see (9:03 a.m.) September 11, 2001).
Wolfowitz Thought the Pentagon Attack Was an Earthquake - He was still in his office when the Pentagon was attacked, at 9:37 a.m. (see 9:37 a.m. September 11, 2001). Although his office is on the opposite side of the building to where the attack occurred, he felt the building shake from the impact. He also heard the crash. “I think I heard it, a dull, thud-like noise,” he will later recall. And yet, despite being aware of the crashes at the WTC, he initially thought the shaking was caused by an earthquake, rather than another attack. “I didn’t put the two things together in my mind,” he will comment. He therefore initially did nothing in response. “It was clear something had happened, but it still wasn’t clear that there was anything to do,” he will say.
Wolfowitz Is Evacuated from the Pentagon - Wolfowitz only reacts to the incident when he hears someone saying a bomb has gone off on the other side of the Pentagon and the building needs to be evacuated. By now, alarm bells are sounding and people are streaming out of the building. A Marine sergeant who works outside Secretary of Defense Donald Rumsfeld’s office is anxious to get Wolfowitz away from the Pentagon. The deputy secretary of defense is therefore evacuated from the building and then gathers with others on the parade ground in front of it. After spending about 10 minutes there, he receives the instruction to return to the Pentagon, apparently from someone in Rumsfeld’s office. Wolfowitz Goes to the Command Center - After returning to the Pentagon, Wolfowitz possibly goes to the Executive Support Center on the building’s third floor. Victoria Clarke, the assistant secretary of defense for public affairs, will recall seeing him there sometime after the Pentagon is hit. [Historical Office, Office of the Secretary of Defense, 7/2/2002 pdf file] Wolfowitz will say only that he goes to the NMCC after returning to the Pentagon. The time he arrives there is unstated. Other senior officials with him in the NMCC include Rumsfeld and General Richard Myers, vice chairman of the Joint Chiefs of Staff. In the NMCC, Wolfowitz participates in a secure video conference. At some point after the White House is ordered to evacuate and while Air Force One is preparing to take off in Florida, counterterrorism “tsar” Richard Clarke activates the Continuity of Government (COG) plan. The coordinator for Continuity of Government has joined Clarke in the White House Situation Room. Clarke asks, “How do I activate COG?” Recalling this conversation, he will later comment, “In the exercises we had done, the person playing the president had always given that order.” But the coordinator replies, “You tell me to do it.” Soon after, Clarke instructs him, “Go.” [Clarke, 2004, pp. 8]
First Time COG Plan Activated - The Continuity of Government plan, which dates back to the Reagan administration, had originally prepared to set up a new leadership for the US in the event of a nuclear war. This is apparently the first time it has ever been put into effect. Clarke will recall, “Every federal agency was ordered… to activate an alternative command post, an alternative headquarters outside of Washington, DC, and to staff it as soon as possible.” Cabinet officers are dispatched around the country, and people in Congress are taken to alternative locations.
Clarke Regularly Particiated in COG Exercises - Since the 1980s, Clarke has in fact been a regular participant in secret COG exercises that rehearsed this plan (see (1984-2004)). [Washington Post, 4/7/2004; ABC News, 4/25/2004] Vice President Dick Cheney and Secretary of Defense Donald Rumsfeld also participated (see 1981-1992). [Atlantic Monthly, 3/2004] Kenneth Duberstein, formerly President Reagan’s White House chief of staff, who took part in the exercises as well, will recall: “I said to myself, as we proceeded through the day [of 9/11], ‘It’s working.’ All those days of patriotic duty were coming back and they were working.” According to ABC News, “If executive branch leaders and large numbers of congressmen had been killed in an attack on the United States, the plan could have gone further, officials suggest, perhaps even with non-elected leaders of the United States taking control and declaring martial law.” [ABC News, 4/25/2004] According to a White House timeline of the events of 9/11, it is in fact Cheney that “orders implementation of Continuity of Government and Continuity of Operations procedures,” at 9:55 a.m., although, according to the Washington Post, Cheney only “officially implemented the emergency Continuity of Government orders,” rather than activating the plan. [Source: US Department of Commerce]Authorities fail to evacuate Secretary of Commerce Don Evans from his office at the Commerce Department in Washington, DC, in line with “Continuity of Government” (COG) plans and so Evans eventually decides to go home of his own accord. [Arkin, 2013, pp. 173-174] The COG plan was apparently activated by White House counterterrorism chief Richard Clarke shortly after 9:45 a.m. (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). [Clarke, 2004, pp. 8] Whereas, earlier in the day, “executive agents and protective details all across the government had been operating in precautionary mode,” military expert and author William Arkin will later describe, “now everything was official, mandatory, and automatic.” And yet no one comes to move Evans to an alternate location, even though he is 10th in line for the presidency. The commerce secretary therefore stays in his office all morning, waiting for someone to contact him and tell him what to do. [Arkin, 2013, pp. 173-174; NBC News, 9/11/2016] Furthermore, while other government departments are evacuated, no one takes the initiative to evacuate the Commerce Department, where 5,000 people work (see Before 9:37 a.m. September 11, 2001). [Draper, 2007, pp. 143] Apparently, “those in charge had completely forgotten about [Evans] and his department,” Arkin will comment. Eventually, Evans arranges for an aide to drive him to his home in McLean, Virginia, where he spends the rest of the day watching television. Arkin will criticize authorities for their failure to move Evans to an alternate location, writing, “After almost 50 years of preparations and practice, after constructing an elaborate and foolproof edifice, the executive agents had overlooked a major branch of the executive office, or were too busy—or had their own plans.” [Arkin, 2013, pp. 174; NBC News, 9/11/2016]

Reports of Plane Approaching the Capitol - The evacuation appears to be in response to reports of a plane heading toward the Capitol. [Associated Press, 9/11/2001; CNN, 8/17/2002; Bamford, 2004, pp. 80-81] According to CNN congressional correspondent Dana Bash, “the Capitol Police were hearing, in their radio, that there was a plane—another plane in the air, likely headed for the Capitol.” [CNN, 9/11/2006] When a Capitol Police officer instructs Senate Majority Leader Tom Daschle (D-SD) to leave the building, he says: “We have word that an airplane is heading this way and could hit the building anytime. You need to evacuate.”
'Nothing Orderly' about Evacuation - However, there are problems with the evacuation. According to Daschle, “The fire alarm system, which was working in the nearby Senate office buildings, was never activated in the Capitol, so there were people who weren’t aware that an evacuation was taking place.” Also, some individuals are reluctant to leave. [Daschle and D'Orso, 2003, pp. 109-110] Rep. Bob Stump (R-AZ) will recall: “They tried to throw me out three times, but they didn’t succeed. I figured I was safer in the building than out on the street.” [Associated Press, 9/11/2001] Daschle will recall that there is “nothing orderly” about the evacuation. Outside the building “No one knew what to do or where to go. People congregated on the grass and in the parking lot. Senators and staff were mixed in with tourists, all staring up at the sky, wondering what might be headed our way.” [Daschle and D'Orso, 2003, pp. 110] CNN will report, “[S]ome of the most high ranking officials in the United States government were just kind of scattered around this area without a gathering point.” [CNN, 9/11/2006]
Sergeant at Arms Concerned over Poor Security - Al Lenhardt, the Senate’s sergeant at arms, will later say how alarmed he was “to see members of Congress and their staffs mixed in with visitors and passersby wandering in the open around the Capitol grounds. One of the tactics that terrorists have been known to employ is to create a diversion to move their intended target to the area where the actual attack will take place. Al imagined a bomb or gunfire erupting right there on the lawn outside the Capitol.” [Daschle and D'Orso, 2003, pp. 111] Eventually, many of the members of Congress go to the Capitol Police headquarters, which then serves as their command center for the day (see (9:55 a.m. and After) September 11, 2001 and (10:00 a.m.-6:30 p.m.) September 11, 2001). Speaker of the House Dennis Hastert (R-IL), who is third in line for the presidency, is evacuated from the US Capitol building and flown to a secret underground bunker in Virginia, where he remains until late in the afternoon. [ABC News, 9/11/2001; ABC News, 9/15/2002] Around 9:48, the Capitol building had begun evacuating (see 9:48 a.m. September 11, 2001). At that time, Hastert was on the House floor. Two members of his security detail now enter the chamber and tell him, “We’re going to evacuate the Capitol, and you’re going to a secure location.” They take him out of the building and drive him hurriedly to Andrews Air Force Base, ten miles southeast of Washington. After he arrives there, Hastert is finally able to communicate with Vice President Dick Cheney, who is at the White House. (Hastert had been trying to contact Cheney earlier on, but without success (see (9:04 a.m.-9:45 a.m.) September 11, 2001.) Cheney tells Hastert: “There’s a real danger. I want you to go to a secure location.” [Hastert, 2004, pp. 8-9] Hastert gets on a helicopter and is flown to the secret underground bunker at Mount Weather in Bluemont, Virginia, 48 miles outside Washington—about 20 minutes journey by air. After the US Capitol building in Washington is evacuated (see 9:48 a.m. September 11, 2001), many members of Congress go to the nearby Capitol Police headquarters for safety, but others head elsewhere and some go home. [Daschle and D'Orso, 2003, pp. 111-112] Although the Capitol began evacuating around 9:48, no one has instructions on where to go. “Rank-and-file lawmakers didn’t have guidance from their leaders or from Capitol Police.” [Washington Post, 1/27/2002] Many of them therefore remain in the vicinity of the Capitol building. [New York Times, 9/12/2001] Senate Majority Leader Tom Daschle (D-SD) is quickly driven away by his security detail after being evacuated from the Capitol. However, according to Daschle, the contingency plan for emergencies “directed us to convene at the Hart Senate Building, right next to the Capitol. But that was considered unsafe in this situation.” Therefore, “Some members of Congress who lived in the area decided to simply go home.” Others convene at the 116 Club, a restaurant on Capitol Hill. “The remaining senators were finally directed to the Capitol Police headquarters a block and a half away, where it was decided members of Congress would be safest. That became Congress’s central command center for the rest of the day” (see (10:00 a.m.-6:30 p.m.) September 11, 2001). However, while Daschle and some others are taken there early on (Daschle will recall being at the headquarters when the first World Trade Center tower collapses at 9:59), many others do not go there until later. [Daschle and D'Orso, 2003, pp. 111-112] Deputy Chief James Rohan of the Capitol Police keeps hearing complaints from his officers nearby the Capitol building, saying: “I’ve got all these congressmen wandering around here. What do you want me to do with them?” According to CNN, “the police assumed that those who weren’t in the [Congressional] leadership… would go home, but of course they didn’t.” Therefore, they are eventually brought to the Capitol Police headquarters as well. Several hundred members of Congress go to the headquarters during the day. Members of Congress who are assembled at the headquarters of the Capitol Police in Washington, DC receive regular briefings from police officers, but these reveal little more than what is being reported in the news. [Washington Post, 9/12/2001] After being evacuated from the Capitol building, many members of Congress go to the Capitol Police headquarters, located a block and a half away (see (9:55 a.m. and After) September 11, 2001). [Daschle and D'Orso, 2003, pp. 110-112] Throughout the day, several hundred of them go there, though some Congressional leaders are moved to a secure bunker outside Washington around late morning or early afternoon (see (Between Late Morning and Early Afternoon) September 11, 2001). [Washington Post, 1/27/2002; CNN, 9/11/2002] According to Senate Majority Leader Tom Daschle (D-SD), the police headquarters becomes “Congress’s central command center for the rest of the day.” [Daschle and D'Orso, 2003, pp. 112] But, CNN will report, “In a place where power means knowing things, nobody knew very much.” Deputy Chief James Rohan of the Capitol Police later describes, “There was somebody [at the headquarters] had brought out a little four inch black and white TV with just an antenna stick on it, plugged it in, and they were getting all their information from the networks from this tiny little TV.” [CNN, 9/11/2002] The Senate and House members at the headquarters receive hourly briefings from Capitol Police officers. But, according to the Washington Post, “lawmakers privately described the sessions as ‘rudimentary,’ offering few details beyond published reports.” [Washington Post, 9/12/2001] According to Daschle, who is among those moved to the secure bunker outside Washington, members of Congress who remain at the police headquarters spend the day “crammed into several conference rooms and offices, working the telephones and watching the TV monitors for developing news,” though he gives no specific details of what they do. [Daschle and D'Orso, 2003, pp. 112] Late in the afternoon, about 50 of them speak by phone with the Congressional leaders at the secure bunker (see (5:00 p.m.) September 11, 2001), and during the evening, many of them will join the leaders on the steps of the Capitol building for a press conference (see 7:24 p.m. September 11, 2001).

[Source: David Bohrer / White House]According to an in-depth examination by the Washington Post, within hours of the 9/11 attacks, Vice President Dick Cheney begins working to secure additional powers for the White House. Cheney had plans in place to begin acquiring these powers for the executive branch before the attacks, but had not begun to execute them.
Gathering the Team - David Addington, Cheney’s general counsel and legal adviser, had been walking home after having to leave the now-evacuated Eisenhower Executive Office Building. He receives a message from the White House telling him to turn around, because the vice president needs him. After Addington joins Cheney in the Presidential Emergency Operations Center (PEOC) below the East Wing of the White House, the pair reportedly begin “contemplating the founding question of the legal revolution to come: What extraordinary powers will the president need for his response?” Later in the day, Addington connects by secure video with Timothy Flanigan, the deputy White House counsel, who is in the White House Situation Room. John Yoo, the deputy chief of the Office of Legal Counsel, is also patched in from the Justice Department’s command center. White House counsel Alberto Gonzales joins them later. This forms the core legal team that Cheney will oversee after the terrorist attacks. Associate White House counsel Bradford Berenson will later recall: “Addington, Flanigan and Gonzales were really a triumvirate. [Yoo] was a supporting player.” Addington dominates the group. Gonzales is there primarily because of his relationship with President Bush. He is not, Yoo will later recall, “a law-of-war expert and [doesn’t] have very developed views.” Along with these allies, Cheney will provide what the Washington Post calls “the rationale and political muscle to drive far-reaching legal changes through the White House, the Justice Department, and the Pentagon,” which will free the president to fight the war on terror, “as he saw fit.”
Drafting the AUMF - The team begins drafting the document that will become the Authorization to Use Military Force (AUMF—see October 10, 2002) passed by Congress for the assault on Afghanistan. In the words of the group, the president is authorized “to use all necessary and appropriate force against those nations, organizations, or persons he determines planned, authorized, committed, or aided the terrorist attacks that occurred on September 11, 2001, or harbored such organizations or persons, in order to prevent any future acts of international terrorism against the United States.”
Extraordinarily Broad Language - The language is extraordinarily broad; Yoo will later explain that they chose such sweeping language because “this war was so different, you can’t predict what might come up.” The AUMF draft is the first of numerous attempts to secure broad powers for the presidency, most justified by the 9/11 attacks. The Washington Post will later report, “In fact, the triumvirate knew very well what would come next: the interception—without a warrant—of communications to and from the United States” (see September 25, 2001). Defense Secretary Donald Rumsfeld refuses to leave the Pentagon, despite the smoke leaking into the National Military Command Center (NMCC) where he is currently working, the danger of a second attack on the Pentagon, and a White House request to begin implementing Continuity of Government (COG) measures. [Goldberg et al., 2007, pp. 132] After being out of touch with his colleagues at the Pentagon since the time of the attack there (see (9:38 a.m.-10:00 a.m.) September 11, 2001 and 9:39 a.m. September 11, 2001), Rumsfeld finally entered the NMCC at around 10:30 a.m. (see (10:30 a.m.) September 11, 2001). [9/11 Commission, 7/24/2004, pp. 43-44; Cockburn, 2007, pp. 2-6] It is now noticed that smoke is seeping into the center. With people beginning to cough, aides suggest Rumsfeld should leave the building, but he is uninterested in their advice. Even when they warn that the smoke might be toxic, he still ignores them. Rumsfeld’s deputy, Paul Wolfowitz, tells him he should leave the Pentagon. But Rumsfeld instead orders Wolfowitz to leave the NMCC and fly to Site R, the alternate command center outside Washington (see (11:00 a.m.) September 11, 2001). According to journalist and author Steve Vogel, this is “contrary to the established Continuity of Government plan, which called for the secretary of defense to relocate to the alternate command center.… The secretary figured the 45 minutes to an hour it would take to evacuate to Site R would leave him out of touch for too long.” Rumsfeld will later explain: “That’s life. But instead Rumsfeld orders Wolfowitz to leave and fly to Site R, the alternate command center, which is located inside Raven Rock Mountain, about six miles north of Camp David, on the Pennsylvania-Maryland border. [Goldberg et al., 2007, pp. 132] Site R was designed as a duplicate of the NMCC, and if the NMCC were ever destroyed in an attack or needs to be evacuated, it would serve as the Pentagon’s primary command center. [Creed and Newman, 2008, pp. 174] It has “more than 700,000 square feet of floor space, sophisticated computer and communications equipment, and room for more than 3,000 people.” [Bulletin of the Atomic Scientists, 11/2001] Others who will relocate to Site R on this day include Army Secretary Thomas White and personnel from the office of the vice chairman of the Joint Chiefs of Staff, though White will return to the Pentagon later on (see (11:00 a.m.) September 11, 2001). [State Government News, 10/2001 pdf file; CNN, 10/4/2001; 119th Fighter Wing, 10/25/2001] Allbaugh was one of hundreds of emergency management officials from around the US attending the annual conference of the National Emergency Management Association (NEMA) in Big Sky, Montana, which began on September 8 and was originally scheduled to continue until September 12 (see September 8-11, 2001). He was the keynote speaker at the conference, and in his speech the previous day, September 10, talked about his focus on improving capabilities and preparing for disaster. Allbaugh Sees Second Attack on TV - Allbaugh will later recall that on this morning, he “turned on CNN” and “actually saw the second plane hit the tower.” He will comment, “I thought it was a movie clip,” but then “reality started sinking in.” When he learned that the plane was the second to have hit the World Trade Center, he knew “immediately it was terrorism.” [CNN, 10/4/2001] Allbaugh went into the meeting he was due to attend and announced: “You all will have to excuse me. I have more pressing matters.” [Associated Press, 9/8/2002] He was then one of the first to leave the NEMA conference. [New York Times, 9/12/2001]
Conflicting Accounts of Flight - Allbaugh is subsequently flown back to Washington, although there are conflicting accounts of his journey. Allbaugh will later recall that after leaving the conference, he moved on to the city of Bozeman, Montana, and then “waited a couple of hours for a plane.” Finally, he will say, a KC-135 military tanker plane flies him back to the capital. [CNN, 10/4/2001] According to another account, Major Rick Gibney, a pilot with the 119th Fighter Wing of the North Dakota Air National Guard, was originally tasked with flying Allbaugh home in his F-16 fighter jet, but, instead, an Air Force C-17 cargo plane is diverted to transport the FEMA director back to Washington. [119th Fighter Wing, 10/25/2001] But the Gainesville Sun will report that Allbaugh initially headed out from the conference with Craig Fugate, the director of Florida’s Division of Emergency Management. Fugate rented a car to drive back to Florida and Allbaugh joined him as a passenger. Allbaugh was then dropped off in Missouri, from where he is flown back to Washington. Allbaugh Joins President and Others at the White House - Allbaugh will recall that his flight to Washington takes four and a half hours. After arriving back in the capital, he heads directly to the White House, where he spends the evening with the president, vice president, and many others. [CNN, 10/4/2001] It is unclear when exactly Allbaugh arrives in Washington, though he will be at the White House by 7:15 p.m., when he gives a press briefing. [White House, 9/11/2001]
Allbaugh in Charge of Responding to Domestic Terrorist Attacks - In May this year, President Bush put Allbaugh, as FEMA director, in charge of “consequence management” in response to any terrorist attacks in the United States. Allbaugh was charged with creating an Office of National Preparedness to coordinate the government’s response to any such attack (see May 8, 2001). [White House, 5/8/2001; Los Angeles Times, 5/9/2001] FEMA plays an important part in the government’s response to the attacks in New York and Washington on this day. It puts its “federal response plan” into effect, which involves coordinating with 28 other federal agencies and the American Red Cross; it dispatches eight urban search and rescue teams to New York to search for victims in the rubble of the WTC; and it has four urban search and rescue teams sifting through the remains of the crash at the Pentagon. Raven Rock Mountain, the location of ‘Site R.’Raven Rock Mountain, the location of ‘Site R.’ [Source: Unknown]After arriving at the alternate military command center outside Washington, Deputy Secretary of Defense Paul Wolfowitz reports that the computer and communications systems there are hardly functioning. Secretary of Defense Donald Rumsfeld ordered Wolfowitz to leave the Pentagon and relocate to the alternate command center—“Site R”—earlier on, and Wolfowitz was transported there by helicopter (see (11:00 a.m.) September 11, 2001). [Goldberg et al., 2007, pp. 132; Vogel, 2007, pp. 441] Site R is located inside Raven Rock Mountain, about six miles north of Camp David, on the Pennsylvania-Maryland border. [Bulletin of the Atomic Scientists, 11/2001] According to authors Patrick Creed and Rick Newman, it “was designed as a duplicate of the NMCC” (the National Military Command Center, inside the Pentagon). “If an attack took out the NMCC, or it needed to be evacuated for any reason, Site R would become the Pentagon’s primary command center.” Since joining the Joint Chiefs of Staff in 1998 as its director of operations, Vice Admiral Scott Fry had “instituted regular drills and other measures to make sure Site R could rapidly get up to speed in an emergency, without glitches that might be fatal in a war setting.” [Creed and Newman, 2008, pp. 174] Yet when he calls the Pentagon from this alternate command center, Wolfowitz reports that “the computer and communication systems there functioned poorly or not at all.” He is, however, able to participate in video teleconference calls. [Goldberg et al., 2007, pp. 132] These problems are not reported as causing any significant hindrance in the emergency response to the attacks. But Creed and Newman will comment: “The authority to order major military action rested jointly with the senior civilian leaders at both the White House and the Defense Department. Only they, together, could order troops to move, or missiles to fly. If the NMCC went down before Site R was up and running, the communications link required to utilize the nation’s military might be severed, for the first time since the system was put in place in 1947.” [Creed and Newman, 2008, pp. 174-175]

President Given Thumbs-up by Airmen - Lieutenant General Thomas Keck, the commander of the 8th Air Force, has been at Bush’s side for most of his time at Barksdale, and accompanies the president as he is being driven across the base to Air Force One. The president passes a row of B-52 bombers and is given a thumbs-up by the planes’ crew members. Keck explains to Bush that this means the troops “are trained, they’re ready, and they’ll do whatever you want them to.” Military police salute and other Air Force crew members cheer the president as he passes them. Fighter Escort Rejoins Air Force One - Air Force One is being guarded by soldiers with their guns drawn when Bush reaches it, and a pack of military dogs is patrolling the tarmac. [Sammon, 2002, pp. 117-118] After the plane takes off, two F-16 fighter jets pull up alongside it to provide an escort. Destination Chosen Due to 'Continuity of Government' Plan - Bush’s destination, Offutt Air Force Base, is home to the US Strategic Command (Stratcom), which controls the nation’s nuclear weapons. [Associated Press, 9/11/2001; Woodward, 2002, pp. 19] Bush will later say the decision to head there was based on Offutt’s “secure housing space and reliable communications.” [Bush, 2010, pp. 133] The base’s secure teleconferencing equipment will allow the president to conduct a meeting of his National Security Council later in the afternoon (see (3:15 p.m.) September 11, 2001). [Sammon, 2002, pp. 119; Woodward, 2002, pp. 19, 26] According to the 9/11 Commission Report, Offutt has been chosen as the president’s next destination “because of its elaborate command and control facilities, and because it could accommodate overnight lodging for 50 persons. Initially deployed “on the fly,” executive directives on Continuity of Government in the face of a crisis that date back to the Reagan administration are put into effect. Approximately 100 midlevel officials are moved to underground bunkers and stay there 24 hours a day. Presumably among them are a number of FAA managers, members of a designated group of “shadow” managers, who slip away from their usual activities around midday. Officials rotate in and out of the shadow government on a 90-day cycle. While the measure is initially intended only as a temporary precaution, due to further assessment of the risk of terrorism, the White House will decide to make it a permanent feature of “the new reality.” A senior official tells CNN that major factors are the concern that al-Qaeda could have gained access to a crude nuclear device, and the “threat of some form of catastrophic event.” However, this same official will admit that the US has no confirmation, and “no solid evidence,” that al-Qaeda has such a nuclear device, and says that the consensus among top US officials is that the likelihood of this is “quite low.” When the existence of the shadow government is later revealed, some controversy will arise because it includes no Democrats. Cheney Controls Information - In the middle of the afternoon, the vice president makes a conference call from the White House to a number of groups, including these Congressional leaders. As Senate Minority Leader Trent Lott (R-MS) will recall, Cheney “told us what he knew: that it was a terrorist attack; that it was carried out by al-Qaeda and directed by Osama bin Laden; that thousands were dead in New York, and hundreds more at the Pentagon. Though some concerns still existed, the immediate danger had abated.” [Lott, 2005, pp. 221] Cheney also says the president has been moving around since the time of the attacks, and is now at Offutt Air Force Base in Nebraska. [Daschle and D'Orso, 2003, pp. 115-116]
'We Control the Helicopters' - When the leaders say they want to leave the bunker and return to Washington, Cheney refuses. According to the Washington Post, his reason is that there are still terrorist threats and there is no way to guarantee their security. Senator Don Nickles (R-OK) complains, “We’re a separate branch of government—why do we need the approval of the White House?” Cheney replies, “Don, we control the helicopters.” [Washington Post, 1/27/2002]
Cheney Initially Does Not Allow Congressional Leaders to Return - Cheney then initiates three or four private conversations, one of which is with Trent Lott. Lott says: “I want to go back to the Capitol. That’s where we belong.” But again Cheney replies, “No.” However, later in the afternoon, the Congressional leaders decide to return to Washington, and permission is arranged for this (see (Between 5:00 p.m. and 6:00 p.m.) September 11, 2001). [Hastert, 2004, pp. 10; Lott, 2005, pp. 221-222] It is unclear exactly when Cheney holds this conference call. If it takes place while Bush is at Offutt, as Cheney indicates, this would place it between 2:50 p.m. and around 4:30 p.m. But from around 3:15 until 4:00, Cheney participates in the president’s video conference call with his principal advisers (see (3:15 p.m.) September 11, 2001), so it is unclear if Cheney talks to the Congressional leaders before or after this. [ABC News, 9/15/2002] According to Senate Majority Leader Tom Daschle (D-SD), who is among this group: “We all felt anxious and frustrated, feeling responsible as Congressional leaders to both communicate and take action, but unable to do either. We talked among ourselves of our concern for our loved ones back in Washington and our need to be with them as soon as possible.” In particular, Senate Minority Leader Trent Lott (R-MS) begins “pressing the people around him—his own security detail and the facility’s personnel—about his strong desire to get back to Washington.” [Daschle and D'Orso, 2003, pp. 115] However, during a teleconference, Vice President Cheney told the leaders they could not leave Mount Weather (see (Between 2:50 p.m. and 4:30 p.m.) September 11, 2001). [Washington Post, 1/27/2002] Lott will recall that, in spite of this, he makes the decision to go back to Washington and arranges for this to happen: “I’d finally had enough. I told my ground security to leave for the Capitol, and now—‘because I’m not spending the night here.’ I had this decision radioed back to the vice president’s people, and the others pulling the strings. They finally relented and arranged to have us ferried back to the Capitol by helicopter.” [Lott, 2005, pp. 222] But House Speaker Dennis Hastert (R-IL) will say he in fact is responsible for making this decision, and that he then tells his colleagues: “Hey, it’s up to us. We need to stand together, go back to Washington and show people that we are standing together.” The leaders are flown back to Washington at around 6:00 p.m. [Daschle and D'Orso, 2003, pp. 116; Hastert, 2004, pp. 10]

Lewis “Scooter” Libby and David Addington. They all head out onto the White House’s South Lawn and get onto Marine Two, the vice president’s helicopter, being joined on it by a military aide, a communications expert, three Secret Service agents, and Cheney’s doctor. They take off, in violation of long-standing protocol, according to which only the president takes off from the South Lawn. Only a few of the most senior White House officials are informed of their destination. About 30 minutes later they arrive at Camp David, the presidential retreat in the Catoctin Mountains, about 70 miles from the White House. Again going against tradition, Cheney and his family settle into the cabin usually reserved for the president, Aspen Lodge. Liz Cheney, the vice president’s eldest daughter, and her young family, joins them there. This is the first of many nights that Cheney spends in “secure, undisclosed locations” in the aftermath of the 9/11 attacks (see September 12, 2001-2002). In the months following 9/11, Vice President Dick Cheney spends large portions of his time in what are referred to as “secure and undisclosed” locations. [CNN, 3/1/2002] He is accompanied to these locations by those considered his “essential staff.” This includes his chief of staff, I. Lewis “Scooter” Libby, and Libby’s assistant, Jennifer Mayfield; Cheney’s personal secretary, Debbie Heiden; his personal aide, Brian McCormack; one of his military aides; and either his counsel, David Addington, or his staff secretary, Neil Patel.
Staff Ordered to Maintain Secrecy - Cheney’s personnel are ordered not to mention the vice president’s name or title on the phone; his schedule is to go out only over secure fax or classified e-mail; and all members of his staff must always keep a packed bag ready at the office. According to journalist and author Stephen Hayes, the “secure undisclosed location” the vice president goes to is usually Camp David, the presidential retreat in Maryland, although there are other locations. [Hayes, 2007, pp. 349]
Maintaining the 'Continuity of Government' - Cheney explains to PBS the reasoning behind his going to these locations: “[W]ith the possibility that the White House or the Capitol or other facilities here [in Washington] could be targeted in a terrorist attack… it’s not a good practice for the president and I to spend a lot of time together.… [I]t’s important from the standpoint of our responsibility to maintain the continuity of government to always see to it that nobody—no adversary or enemy would have the capacity of, in effect, decapitating the federal government by taking out the president and the vice president and other senior management, senior leadership.” [PBS, 10/12/2001] Yet, despite the supposed danger, he still goes ahead with a pre-planned pheasant-hunting trip in early November (see (November 4-5, 2001)). Cheney’s time at the “secure and undisclosed” locations is part of “shadow government” procedures that are implemented following the 9/11 attacks (see (2:00 p.m.) September 11, 2001). [CNN, 3/1/2002] In interviews, he never mentions that he had similarly gone away to undisclosed locations on a regular basis throughout the 1980s, during a series of Continuity of Government exercises (see 1981-1992). Realizing he has little real influence in the White House, he goes public with his measured objections to a US invasion of Iraq by publishing an editorial in the Washington Post entitled “Build a Coalition.” Scowcroft reflects on the decision not to invade Baghdad in the 1991 Gulf War (see September 1998), and writes that if the US had then overthrown Saddam Hussein, “Our Arab allies… would have deserted us, creating an atmosphere of hostility to the United States [that] might have well spawned scores of Osama bin Ladens. [We] already hear voices declaring that the United States is too focused on a multilateral approach. The United States knows what needs to be done, these voices say, and we should just go ahead and do it. Coalition partners just tie our hands, and they all will exact a price for their support. Those are the same siren songs of delusion and defeat that we heard in 1990. We can no more succeed in our present campaign by acting unilaterally than we could have in 1990.” If the “war on terror” is to succeed, he writes, it will have to be “even more dependent on coalition-building than was the Gulf War.” Scowcroft finally understands, author Craig Unger will observe, that the neoconservatives are using 9/11 as an excuse to invade Iraq. “He knew they were going to try to manipulate the president into thinking there was unfinished business” in Iraq, an administration official will recall in 2007. “For [Scowcroft] to say something publicly was a watershed. In the months following 9/11, Vice President Dick Cheney is frequently moved away to undisclosed locations, supposedly for security reasons (see September 12, 2001-2002). He will tell CBS News, “[W]e feel it’s important, especially when the threat level goes up, to keep the president or myself separated.” He suggests there is a risk that terrorists could “take out the entire leadership of our government.” [CBS News, 11/14/2001] Yet, in spite of this supposed threat, Cheney goes ahead with a pheasant-hunting trip at the Paul Nelson Farm in South Dakota. He goes to this private retreat each year with friends, and on this occasion is joined by his daughter Mary. The trip had been planned before January this year, and the party has the entire facility to itself. [Associated Press, 11/5/2001; Washington Post, 11/19/2001; Hayes, 2007, pp. 363] CBS News’s Gloria Borger later questions Cheney about this trip, saying, “The American people are on a terror alert. You’re at an undisclosed location. Then the other week we learned that you went on a hunting trip. Zaab Sethna of the Iraqi National Congress (INC) arranges for Iraqi defector Adnan Ihsan Saeed al-Haideri to be interviewed by Judith Miller of the New York Times. Miller, who has known Chalabi for about eight years (see May 1, 2003), immediately flies out to Bangkok for the interview. Her story is published on December 20, just three days after Haideri told his story to a CIA agent who subjected him to a polygraph and determined Haideri’s story was a complete fabrication (see December 17, 2001). Miller’s front-page article, titled “An Iraqi defector tells of work on at least 20 hidden weapons sites,” reports: “An Iraqi defector who described himself as a civil engineer, said he personally worked on renovations of secret facilities for biological, chemical and nuclear weapons in underground wells, private villas and under the Saddam Hussein Hospital in Baghdad as recently as a year ago.” If verified, Miller notes, “his allegations would provide ammunition to officials within the Bush administration who have been arguing that Mr. Hussein should be driven from power partly because of his unwillingness to stop making weapons of mass destruction, despite his pledges to do so.” Sethna also contacts freelance journalist Paul Moran. Moran is a former employee of the INC and has been employed for years by the Rendon Group, a firm specializing in “perception management” and which helped develop the INC (see May 1991). Moran’s on-camera interview with Haideri is broadcast worldwide by the Australian Broadcasting Corp. And there were others, like the idea that Saddam Hussein would put a biological weapons facility under his residence. I mean, would you put a biological weapons lab under your living room? I don’t think so.” Landay’s partner Warren Strobel will add, “The first rule of being an intelligence agent, or a journalist, and they’re really not that different, is you’re skeptical of defectors, because they have a reason to exaggerate. They want to increase their value to you. They probably want something from you. Doesn’t mean they’re lying, but you should be—journalists are supposed to be skeptical, right? Senior Bush administration officials say President Bush has decided to oust Iraqi despot Saddam Hussein from power. “This is not an argument about whether to get rid of Saddam Hussein,” one official says. “That debate is over. This is… how you do it.”
CIA, Pentagon Making Plans for Regime Change - Bush has ordered the CIA, the Pentagon, and other agencies to come up with a plan combining military, diplomatic, and covert actions to force Hussein from power. A military strike is not yet imminent, but Bush has decided that Hussein and his putative weapons of mass destruction are such a threat to US security that he must be removed from power, even if US allies do not help. The CIA has already presented Bush with a plan to destabilize Hussein’s regime, incorporating covert action campaigns, sabotage, information warfare, and stepped-up bombing runs throughout the northern and southern “no-fly” zones. Bush is reportedly enthusiastic about the plan, and the CIA has begun assigning officers to the task. Reporters Warren P. Strobel and John Walcott write: “The president’s decision has launched the United States on a course that will have major ramifications for the US military, the Middle East’s future political alignment, international oil flows, and Bush’s own war on terrorism.”
Some Allies Dubious - Allies such as Russia have already expressed grave doubts about the wisdom of such a series of actions, and military experts warn that any campaign in Iraq would be long, bloody, and difficult to bring to a satisfactory conclusion. Nevertheless, one foreign leader who recently met with Bush came away “with the feeling that a decision has been made to strike Iraq, and the ‘how’ and ‘when’ are still fluid,” according to a diplomat.
Cheney to Inform Middle Eastern Leaders of US Intentions - Vice President Cheney will soon depart for a visit to 11 Middle East nations; while the public explanation is that he wants to listen to those nations’ views on the US’s Iraq policy, in reality, Cheney will inform them that the US will overthrow the Hussein regime. One senior official says: “He’s not going to beg for support. He’s going to inform them that the president’s decision has been made and will be carried out, and if they want some input into how and when it’s carried out, now’s the time for them to speak up.” At least one Middle Eastern ally, Egypt, has reservations about such a plan. Egyptian Ambassador Nabil Fahmy said last week that Bush should keep the US focus on fighting international terrorism, where he has broad international backing. “If you mix two issues together, you will lose this focus,” he said.
Debate over Role of Chalabi, INC - There is still sharp debate within the administration over the role that Ahmed Chalabi’s Iraqi National Congress will play in the overthrow and subsequent realignment. Many neoconservatives, particularly in the offices of Vice President Cheney and Defense Secretary Donald Rumsfeld, tout Chalabi as the next leader of Iraq, but others are not sanguine about Chalabi and his organization, with CIA officials warning that the INC is riven by internal debate and undoubtedly riddled with spies from Iraq and Iran. Secretary of Defense Donald Rumsfeld announces the closure of the Office of Strategic Influence (see Shortly after September 11, 2001), after news of the Pentagon propaganda initiative causes a public stir (see February 19, 2002). “The office has clearly been so damaged that it is pretty clear to me that it could not function effectively,” he tells reporters. “So it is being closed down.” Asked if he instructed Rumsfeld to close the office, President Bush says: “I didn’t even need to tell him this. He knows how I feel about this.” [New York Times, 2/27/2002] Nine months later, Rumsfeld says that after the OSI was closed, “I went down that next day and said fine, if you want to savage this thing fine I’ll give you the corpse. Retired Lieutenant General Brent Scowcroft leads a presidential panel which proposes that control of the National Security Agency, the National Reconnaissance Office, and the National Imagery and Mapping Agency be transferred from the Department of Defense to the head of the CIA, the director of central intelligence (DCI). The plan is favored by the Congressional 9/11 joint inquiry but opposed by Defense Secretary Donald Rumsfeld and Vice President Dick Cheney. For years experts have argued that the US intelligence community’s 13 disparate agencies—“85 percent of whose assets reside in the Defense Department”—should be consolidated under the head of the CIA. [US News and World Report, 8/12/2002; Washington Post, 8/19/2004]
Intelligence Community Still Focused on Cold War Needs, Scowcroft Finds - Scowcroft, the head of the Foreign Intelligence Advisory Board and a close friend and confidant of former President George H. W. Bush, actually revises a report he began before the 9/11 attacks. The report concludes that the US intelligence apparatus had been designed to meet the needs of the Cold War era and should now be overhauled. The 9/11 attacks are evidence of this, Scowcroft believes. The attacks came from rogue Islamist terrorists, not a superpower like China or the old USSR.
Opposition from Rumsfeld, Cheney - But, as Ron Suskind will write in his 2006 book The One Percent Doctrine, Rumsfeld is “strongly opposed” to Scowcroft’s idea, presumably because, by transferring control of the NSA from the Pentagon to the CIA, it would take power away from him. Scowcroft approaches Cheney with the dilemma. Scowcroft is well aware of Cheney and Rumsfeld’s long political partnership, and gives Cheney an easy out. If his proposals are overly “disruptive,” Scowcroft says, “I’ll just fold my tent and go away. I don’t want to… but I’ll be guided by you.” Cheney now has a choice. Knowing this is a battle Scowcroft will not win, he can either call Scowcroft off now and defuse a potential political conflict within the administration, or, in author Craig Unger’s words, he can “send Scowcroft off on a fool’s errand, pitting Bush 41’s close friend, as Suskind noted, against Bush 43’s cabinet secretary [Rumsfeld], who just happened to be Bush 41’s lifelong nemesis (see September 21, 1974 and After). Cheney chose the latter.” Cheney tells Scowcroft to “go ahead, submit the report to the president.” He knows President Bush will listen to Cheney and Rumsfeld’s advice and ignore the report. Former ambassador Joseph Wilson participates in the annual conference of the American Turkish Council. One of the keynote speakers is Richard Perle, the neoconservative head of the Defense Policy Board and the chief author of the 1996 position paper “A Clean Break,” which argued for the forcible redrawing of the political map of the Middle East (see July 8, 1996). In 1996, Perle had called for the overthrow of the Iraqi government. At the conference, Perle makes the same call. Wilson will later recall being deeply troubled by Perle’s “fire and brimstone” speech. The next afternoon, when Wilson is scheduled to speak, he voices his concerns over Perle’s position. Although he had journeyed to Niger to learn the truth or falsity about the Iraq-Niger uranium claims (see February 21, 2002-March 4, 2002), he has not spoken publicly about Iraq in over a decade. He does so because he urgently feels that Perle’s views need to be countered. “No decision is more important than that to send a nation’s sons and daughters to a foreign land in order to kill and perhaps die for their country,” he will write. “As a democracy, we are all participants in that decision. Not to speak out would amount to complicity in whatever decision was taken.” Wilson tells the assemblage that “if we were prepared to entertain the possibility that in coming year Iraq might be reduced to a chemical, biological, and nuclear wasteland, then we should march in lockstep to the martial music played by Perle; if not, we should think about alternatives to war.” His partner at the podium, former Turkish military commander Cevik Bir, is, Wilson will recall, “even more strident than me in his opposition to military action.” The audience, “largely American and Turkish businessmen, [largely] agreed with us,” Wilson will recall. For his part, Perle has long since departed the conference. Wilson will later write: “As I discovered while debating the issue, the prowar advocates were little inclined to listen to the views of others. Secretary of Defense Donald Rumsfeld sends his special assistant, Stephen A. Cambone, to the Armed Services Committee to deliver and explain a request that Congress create a new top-level Pentagon position—the undersecretary of defense for intelligence. The proposal is quietly slipped into the fiscal 2003 defense authorization bill as an amendment and approved by the Senate on August 1, by the Conference Committee on November 12 and signed by the president on December 2 (see December 2, 2002). The move is seen by some as an attempt to preempt the Scowcroft Plan (see March 2002). [US News and World Report, 8/12/2002; Washington Post, 8/19/2004; USA Today, 10/24/2004] US News and World Report calls it a “bureaucratic coup” that “accomplishes many Pentagon goals in one fell swoop” and notes that “members of Congress aren’t even aware it is happening, let alone what it means.” [US News and World Report, 8/12/2002] Intelligence expert James Bamford warns about the implications of creating this new post in an October 24 op-ed piece: “Creating a powerful new intelligence czar under Defense Secretary Donald Rumsfeld could shift [the] delicate balance [between CIA and the Defense Department] away from the more independent-minded Tenet and increase the chances that intelligence estimates might be ‘cooked’ in favor of the Pentagon…. [I]f the Pentagon runs the spy world, the public and Congress will be reduced to a modern-day Diogenes, forever searching for that one honest report.” [USA Today, 10/24/2004] In 1998, then-Deputy Defense Secretary John J. White House chief of staff Andrew Card forms the White House Iraq Group, or WHIG, which aims to “educate the public” about the alleged threat from Iraq. WHIG is formed concurrently with the Office of Special Plans (see September 2002). A senior official involved with the group will later describe it as “an internal working group, like many formed for priority issues, to make sure each part of the White House was fulfilling its responsibilities.” [Washington Post, 8/10/2003] According to White House deputy press secretary Scott McClellan, the WHIG is “set up in the summer of 2002 to coordinate the marketing of the [Iraq] war,” and will continue “as a strategic communications group after the invasion had toppled Saddam [Hussein]‘s regime.” McClellan, who will become a full-fledged member of the WHIG after rising to the position of senior press secretary, will write: “Some critics have suggested that sinister plans were discussed at the WHIG meetings to deliberately mislead the public. Not so. There were plenty of discussions about how to set the agenda and influence the narrative, but there was no conspiracy to intentionally deceive. Instead, there were straightforward discussions of communications strategies and messaging grounded in the familiar tactics of the permanent campaign.” [McClellan, 2008, pp. 142] Author Craig Unger will sum up the WHIG’s purpose up more bluntly: “to sell the war.” Members of the group include White House political advisers Karl Rove, Karen Hughes, Mary Matalin, James R. Wilkinson, and Nicholas E. Calio, and policy advisers led by National Security Adviser Condoleezza Rice, her deputy Stephen Hadley, and Vice President Dick Cheney’s chief of staff, Lewis “Scooter” Libby. They meet weekly in the White House Situation Room. A “strategic communications” task force under the WHIG is charged with planning speeches and writing position papers. Marketing Fear, Idea of Invasion as Reasonable - After Labor Day 2002—and after suitable test marketing—the group launches a full-fledged media marketing campaign. The images and storyline are simple and visceral: imminent biological or chemical attack, threats of nuclear holocaust, Saddam Hussein as a psychopathic dictator who can only be stopped by American military force. A key element of the narrative is forged documents “proving” Iraq sought uranium from Niger (see Between Late 2000 and September 11, 2001, October 15, 2001, October 18, 2001, November 20, 2001, February 5, 2002, March 1, 2002, Late April or Early May 2002-June 2002, and Late June 2002). One of the main objectives is to swing the dialogue ever farther to the right, creating the assumption in the public mind that war with Iraq is a thoughtful, moderate, well-reasoned position, and delegitimizing any opposition. To that end, Cheney stakes out the “moderate” position, with statements like “many of us are convinced that Saddam will acquire nuclear weapons fairly soon” (see August 26, 2002), and neoconservatives such as Michael Ledeen pushing the extremes ever rightward with calls to invade not only Iraq, but Iran, Syria, and Saudi Arabia (see September 20, 2001, August 6, 2002, and September 4, 2002). The real push is delayed until the second week of September. As Card reminds the group, “From a marketing point of view, you don’t introduce new products in August” (see September 6, 2002). The first anniversary of the 9/11 attacks is a perfect opportunity to launch the new campaign (see September 8, 2002). [Unger, 2007, pp. 250-251] Wilkinson, the group’s communications director, is tasked with preparing one of the group’s first public releases, a white paper that will describe the “grave and gathering danger” of Iraq’s “reconstituted” nuclear weapons program. Wilkinson will claim that Iraq “sought uranium oxide, an essential ingredient in the enrichment process, from Africa.” [CounterPunch, 11/9/2005]
'Push[ing] the Envelope' - According to an intelligence source interviewed by the New York Daily News in October 2005, the group, on “a number of occasions,” will attempt “to push the envelope on things.… The [CIA] would say, ‘We just don’t have the intelligence to substantiate that.’” [New York Daily News, 10/19/2005] In 2003, three unnamed officials will tell a Washington Post reporter that the group “wanted gripping images and stories not available in the hedged and austere language of intelligence,” what author and reporter Charlie Savage will call “a stark display of the political benefits that come with the power to control information.” [Savage, 2007, pp. 357] In 2008, McClellan will write of “the heightened rhetoric on Iraq, including unequivocal statements that made things sound more certain than was known.” [McClellan, 2008, pp. 137]
Using Friendly Media Outlets - An important part of the WHIG strategy is to feed their messages to friendly journalists, such as New York Times reporter Judith Miller. James Bamford, in his book A Pretext for War, will write: “First OSP [Office of Special Plans] supplies false or exaggerated intelligence; then members of the WHIG leak it to friendly reporters, complete with prepackaged vivid imagery; finally, when the story breaks, senior officials point to it as proof and parrot the unnamed quotes they or their colleagues previously supplied.” [Bamford, 2004, pp. 325]

Scowcroft, with the blessing of his friend and patron George H. W. Bush, is in the midst of a one-man media blitz, having already appeared on Fox News and the BBC to argue his position (see September 1998). The administration’s other high-profile centrists, Secretary of State Colin Powell and National Security Adviser Condoleezza Rice, have refused to publicly disagree with the administration’s push for war. He says: “It’s a matter of setting your priorities. There’s no question that Saddam is a problem. He has already launched two wars and spent all the resources he can working on his military. But the president has announced that terrorism is our number one focus. Saddam [Hussein] is a problem, but he’s not a problem because of terrorism. On August 4, 2002, retired Lt. Gen. Brent Scowcroft said that if the US invades Iraq: “I think we could have an explosion in the Middle East. On August 6, prominent neoconservative author and sometime intelligence agent Michael Ledeen, who is an informal White House adviser and a sometimes-vituperative advocate for the US invasion of Iraq, mocks Scowcroft. Writing in his weekly column for the National Review, Ledeen says: “It’s always reassuring to hear Brent Scowcroft attack one’s cherished convictions; it makes one cherish them all the more.… One can only hope that we turn the region into a cauldron, and faster, please. If ever there were a region that richly deserved being cauldronized, it is the Middle East today. If we wage the war effectively, we will bring down the terror regimes in Iraq, Iran, and Syria, and either bring down the Saudi monarchy or force it to abandon its global assembly line to indoctrinate young terrorists. That’s our mission in the war against terror.” [National Review, 8/6/2002; Unger, 2007, pp. 231] Author Craig Unger will later comment: “‘Faster, please,’ became [Ledeen’s] mantra, repeated incessantly in his National Review columns. Former ambassador Joseph Wilson, having broken his decade-long silence on Middle Eastern affairs just months before (see May 2002), pens an op-ed for the San Jose Mercury News titled “How Saddam Thinks.” Wilson warns of a “bloody American invasion and long occupation of Iraq” if President Bush follows up on his threats of “regime change,” with the United Nations failing to derail the US push for war with forceful weapons inspections.
Crucial Lessons of Desert Shield/Desert Storm - “Both the US and UN approaches are dangerously flawed,” he warns. “They ignore crucial lessons we learned in the Persian Gulf War about how Saddam thinks.” If Bush does go to war, Wilson writes, “Saddam [Hussein] will use every weapon in his arsenal to defend himself,” which may well include chemical and biological weapons. “But,” he continues, “history also shows that the less-confrontational approach favored by some on the Security Council—France and Russia—isn’t likely to work, either. Saddam has, after all, repeatedly flouted UN resolutions and ignored its demands to let weapons inspectors back into the country for almost four years.” Wilson recalls listening to Hussein gloat over the prospect of slaughtering American soldiers during Desert Shield (see August 6, 1990), and the difficulties Wilson and his fellow diplomats encountered in persuading Hussein to release hundreds of foreign hostages intended for use as “human shields” (see August 8, 1990).
Hussein a 'Malignant Narcissist' - Wilson writes that “[w]e learned firsthand… what the CIA psychiatrists have said for years: Saddam is an egomaniacal sociopath whose penchant for high-risk gambles is exceeded only by a propensity for miscalculation. Those psychiatrists, who study the characters of world leaders, believe that he suffers from what is popularly called ‘malignant narcissism,’ a sense of self-worth that drives him to act in ways that others would deem irrational, such as invading neighboring countries. But the trait also makes him highly sensitive to direct confrontation and embarrassment, even as he is contemptuous of compromise.”
Confrontation without War - Wilson found that a confrontational, “in your face” approach worked the best in getting the desired results from Hussein (see August 8-9, 1990). Wilson recommends revisiting the techniques that worked during the 1991 Gulf War, incorporating “[a]n aggressive UN-sanctioned campaign to disarm Iraq—bolstered by a militarily supported inspection process—would combine the best of the US and UN approaches, a robust disarmament policy with the international legitimacy the United States seeks.” Wilson continues: “Our message to Saddam can be simple: ‘You are going to lose your weapons of mass destruction capability either through the inspections or through a sustained cruise-missile assault on the 700 suspicious sites the United Nations has already identified. If you rebuild them, we will attack again. And if you use weapons of mass destruction or attack another country in the region, we will destroy you and your regime.’ The decision to live or die then becomes his to make. The ultimate lesson of the Gulf War may be that when offered the choice, Saddam will sacrifice almost everything before sacrificing his own life or grip on power.” [Mercury News (San Jose), 10/13/2002]
Response - Foreign Intelligence Advisory Board chief Brent Scowcroft (see October 16, 2001 and March 2002) asks Wilson if he can “take [the editorial] over to the White House.” Scowcroft says that White House officials need to hear the views of someone who actually has experience with Iraq and with Hussein. Days later, Wilson receives a note from former President George H. W. Bush indicating that he agrees wholeheartedly with Wilson’s position. Brent Scowcroft, still a member of the Foreign Intelligence Advisory Board even though he is virtually frozen out of any administration dialogue concerning Iraq (see October 16, 2001 and March 2002), tells the National Journal: “During the campaign, [President Bush] made some strong statements about putting more stock in [coalitions]. Clearly, that hasn’t happened.” Ultimately, Scowcroft says: “such a ‘go it alone’ doctrine is fundamentally, fatally flawed.… [I]t’s already given us an image of arrogance and unilateralism, and we’re paying a very high price for that image. If we get to the point where everyone secretly hopes the United States gets a black eye because we’re so obnoxious, then we’ll be totally hamstrung in the war on terror. Neoconservative Kenneth Adelman, a former director of the US Arms Control and Disarmament Agency who predicted that the defeat and subsequent occupation of Iraq would be a “cakewalk” (see February 13, 2002), writes in a Washington Post op-ed that it is time for the supporters of the war to celebrate. One aspect of that celebration should be to deride the war’s critics: “Administration critics should feel shock over their bellyaching about the wayward war plan. All of us feel awe over the professionalism and power of the US military. Now we know.” Adelman is quick to pick who he feels is a particularly juicy target: “Taking first prize among the many frightful forecasters was the respected former national security adviser, Brent Scowcroft” (see March 8, 2003). Vice President Cheney is so pleased with Adelman’s column that he invites Adelman to a small celebratory dinner party. The only other guests are Cheney’s chief of staff, Lewis “Scooter” Libby, and Deputy Defense Secretary Paul Wolfowitz. When Adelman arrives, he is so overcome with joy that he bursts into tears and hugs Cheney. They reminisce briefly about the 1991 Gulf War until Adelman interrupts: “Hold it! Hold it! Let’s talk about this Gulf War. It’s so wonderful to celebrate.… Paul and Scooter, you give advice inside and the president listens. Dick, your advice is the most important, the Cadillac.” The war is just fabulous, Adelman gushes. “So I just want to make a toast without getting too cheesy. Former ambassador Joseph Wilson pens his second op-ed for the San Jose Mercury News, titled “Seeking Honesty in US Policy.” Wilson writes that the Bush administration is dragging the country “down a rabbit hole,” a reference to Alice in Wonderland, “all the while trying to convince the American people that life in newly liberated Iraq is not as distorted as it seems.” He accuses President Bush and his top officials of attempting to “misrepresent reality—and rewrite history—to mask its mistakes” in Iraq. If the US wants to fight terrorism, as Bush claims, it needs to go elsewhere, Wilson asserts.
'Dangerous, Self-Fulfilling Prophecy' - But, Wilson writes, “[b]y trying to justify the current fight in Iraq as a fight against terrorism, the administration has done two frightening things. It has tried to divert attention from Osama bin Laden.… And the policy advanced by the speech is a major step toward creating a dangerous, self-fulfilling prophecy and reflects a fundamental misunderstanding of the facts on the ground.”
Powerful Insurgency, Growing Terrorist Presence - Wilson notes that the US is fighting an ever-growing insurgency in Iraq, largely composed of “an angry but not yet defeated Sunni Muslim population who, although a minority in Iraq, had been in power for a century.” He notes that the US is “beginning to face terrorists there, but it is our own doing. Our attack on Iraq—and our bungling of the peace—led to the guerrilla insurgency that is drawing jihadists from around the Muslim world. The ‘shock and awe’ campaign so vividly shown on our television screens (see March 19, 2003) has galvanized historic Arab envy, jealousy, and resentment of the United States into white-hot hatred of America.”
Redefining Rationale for War - Instead of correcting its mistakes and pursuing terrorists where they actually congregate, Wilson says, “the administration is trying to redefine why we went to Iraq, because we have accomplished so little of what we set out to do—and severely underestimated the commitment it would take to deal with the aftermath of war.” No longer does the administration make its claims that Iraq had WMD that pose a threat to the Middle East or even the US itself. Now it claims that we invaded Iraq because it had WMD programs (see July 9, 2003). Wilson writes, “In other words, we’re now supposed to believe that we went to war not because Saddam’s arsenal of weapons of mass destruction threatened us, but because he had scientists on his payroll.” The cost in American lives and tax dollars has been staggering and continues to rise virtually unchecked. Large sections of Iraq are in chaos.
Imposed Democracy, Security for Israel - “The truth is, the administration has never leveled with the American people on the war with Iraq,” Wilson writes. Powerful members of the administration wanted war no matter what, Wilson writes, because it was always their intention to overthrow Saddam Hussein and impose democracy on Iraq as a first step towards democratizing the entire Middle East. And at worst, some believed that even if the experiment in imposed democracy failed, Israel would be more secure because it would be surrounded by small, less powerful Arab states too busy bickering with one another to form a solid bloc in opposition to it.
Playing It Straight - Wilson concludes: “[B]efore we can hope to win back international trust or start down a truly new path in Iraq, the administration has to start playing it straight, with the American people and with the world. Recent administration statements, including the president’s speech, suggest that it still prefers to live in a fantasy world.” [Mercury News (San Jose), 9/14/2003]

According to CounterPunch, the Italian Parliament releases a report on the forged Iraq-Niger uranium documents (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). The report names four people as the most likely forgers: neoconservative Michael Ledeen (see April 3, 2005), former CIA agent Duane Clarridge (see Late 1998), Iraqi National Congress (INC) head Ahmed Chalabi (see 1992-1996 and February 2002), and Chalabi’s close friend and colleague Francis Brooke, who belongs to the Rendon Group, a public relations group formed by the Pentagon in part to promote Chalabi and the INC (see May 1991 and Mid-December 2003). The report suggests the forgeries may have been planeed at a December 2001 meeting in Rome (see December 9, 2001) that involved Ledeen, head of the Italian intelligence service SISMI Nicolo Pollari (see September 9, 2002), and accused spy Larry Franklin (see December 9, 2001). [CounterPunch, 11/1/2005; CounterPunch, 11/9/2005] When the report is publicized in November 2005, Italian government officials will deny the existence of any such report, a denial bolstered by media reports. Journalist Laura Rozen will write that no such report was ever produced, nor was a parliamentary investigation into the Niger forgeries held by the Italian parliament at the time. “There is no parliamentary report,” a spokeswoman for Enzo Bianco, a member of Italy’s parliament, will say. Nor is there an unpublished report, the spokeswoman will say. Rozen will write that Bianco’s spokeswoman “does not just appear to be engaged in a cover up of a secret report. No one in Italy seriously investigating the Niger forgeries has heard of such a report.” The Italian newspaper La Repubblica will also report that no such parliamentary report was ever written. Former CIA officer Vincent Cannistraro, who will say he knew of rumors about such a report at one time, will also say that no such report exists. “There is no published report,” he will tell Rozen. “If there is a report, we might expect it would have some analysis and conclusions. There is no report, at least not a published report.… I think this stuff is just getting circulated.” [Laura Rozen, 11/3/2005]

New York Post editorial writer Deborah Orin echoes charges made by previous columnists in the Wall Street Journal that special counsel Patrick Fitzgerald is conducting a partisan political prosecution of former White House official Lewis Libby (see October 29, 2005 and October 31, 2005), and repeats charges by former Reagan Justice Department official Victoria Toensing that the CIA is behind the exposure of Valerie Plame Wilson’s covert identity (see November 3, 2005). Orin repeats previously made assertions that the CIA allowed Plame Wilson’s exposure by allowing her to send her husband, former ambassador Joseph Wilson, to Niger (see February 13, 2002, February 19, 2002, July 22, 2003, October 17, 2003, and July 20, 2005), failed to have Wilson sign “the usual confidentiality agreement,” and failed to require him to write a written report (see March 4-5, 2002, (March 6, 2002), and March 8, 2002). Orin accuses Wilson of only voicing his public criticism of the Bush administration’s Iraq invasion after he “joined” the presidential campaign of John Kerry (D-MA) in May 2003, even though he began publicly criticizing the administration a year earlier (see May 2002, October 13, 2002, November 2002, December 9, 2002, January 28-29, 2003, February 13, 2003, February 28, 2003, March 3, 2003, March 5, 2003, and March 8, 2003), and the White House began its retaliatory attack against his criticisms in March 2003 (see March 9, 2003 and After). Orin also repeats Toensing’s sourceless assertion that Wilson’s New York Times op-ed about his findings in Niger (see July 6, 2003) “sharply conflicted with what he’d told the CIA.” It was the CIA’s actions, not the White House’s, that led to Plame Wilson’s exposure, Orin avers (see June 13, 2003, June 23, 2003, July 7, 2003, 8:30 a.m. July 8, 2003, July 8, 2003, 11:00 a.m. July 11, 2003, 8:00 a.m. July 11, 2003, Late Afternoon, July 12, 2003, 1:26 p.m. July 12, 2003, and July 12, 2003). Orin quotes Toensing, who said: “It [the Plame Wilson exposure] was a planned CIA covert action against the White House. It was too clever by half.” The reason, Orin says, was to divert attention from its intelligence failures surrounding the US failure to find WMD in Iraq: “Having Wilson go public was very useful to the CIA, especially the division where his wife worked—because it served to shift blame for failed ‘slam dunk’ intelligence claims away from the agency. To say that Bush ‘twisted’ intelligence was to presume—falsely—that the CIA had gotten it right.” The White House was merely defending itself from the CIA’s propaganda onslaught, Orin writes, adding that since Plame Wilson was not a covert agent (see Fall 1992 - 1996), the agency was “dishonest” in claiming that its intelligence operations had been damaged by her exposure (see Before September 16, 2003, October 3, 2003, October 11, 2003, October 22-24, 2003, October 23-24, 2003, October 29, 2005, and February 13, 2006). Author and Vanity Fair reporter Craig Unger interviews Michael Ledeen regarding the false claims that Iraq attempted to purchase massive amounts of uranium from Niger (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, December 2001, February 5, 2002, February 12, 2002, October 9, 2002, October 15, 2002, January 2003, February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). Ledeen, a prominent neoconservative who holds the Freedom Chair at the American Enterprise Institute, is well known to have extensive ties to the Italian intelligence community and for his relationship with discredited Iranian arms merchant Manucher Ghorbanifar (see 1981 and December 9, 2001). Ledeen denies any involvement in promulgating the fraudulent uranium allegations. “I’m tired of being described as someone who likes fascism and is a warmonger,” he says. (Ledeen has written books and articles praising Italy’s Benito Mussolini, and wrote numerous articles in the run-up to the Iraq invasion calling for the US to forcibly overthrow numerous Middle Eastern governments along with Iraq’s—see September 20, 2001, December 7, 2001, and August 6, 2002.) “I think it’s obvious I have no clout in the administration. I haven’t had a role. I don’t have a role.” He barely knows White House political adviser Karl Rove, he says, and has “no professional relationship with any agency of the federal government during the Bush administration. That includes the Pentagon.” The facts contradict Ledeen’s assertions. Since before Bush’s inauguration, Rove has invited Ledeen to funnel ideas to the White House (see After November 2000). Former Pentagon analyst Karen Kwiatkowski says Ledeen “was in and out of [the Pentagon] all the time.” Ledeen is very close to David Wurmser, who held key posts in the Pentagon and State Department before becoming the chief Middle East adviser for Vice President Dick Cheney. Ledeen also has close ties to National Security Adviser Stephen Hadley. Of course, none of this proves or disproves his connections, if any, to the Iraq-Niger fabrications. [Unger, 2007, pp. 231]

An examination by Boston Globe reporter Charlie Savage finds that to date, Bush has claimed the authority to disobey over 750 laws enacted since he took office (see January 20, 2001 and After, After September 11, 2001, January 27, 2002, November 5, 2002, March 12, 2004 and After, November 6, 2003, December 2004, December 17, 2004, Dec. 23, 2004, January 17, 2005, August 8, 2005, October 18, 2005, December 30, 2005, and January 23, 2006). He claims that as president, he has the power to override any statute passed by Congress when it conflicts with his interpretation of the Constitution. While the Constitution assigns Congress the power to write the laws and the president the duty “to take care that the laws be faithfully executed,” Bush asserts that he has no mandate to “execute” a law he believes is unconstitutional. Administration spokespersons have repeatedly said that Bush “will faithfully execute the law in a manner that is consistent with the Constitution,” but it is Bush who decides what is and is not constitutional. Many legal scholars disagree with Bush’s position, and accuse him of attempting to usurp Congressional power for himself.
Philip Cooper - Law professor Phillip Cooper says over the Bush administration’s tenure, it has relentlessly worked to concentrate ever more governmental power into the White House. “There is no question that this administration has been involved in a very carefully thought-out, systematic process of expanding presidential power at the expense of the other branches of government,” Cooper says. “This is really big, very expansive, and very significant.”
Christopher Kelley - Political science professor Christopher Kelley notes that Bush uses signing statements to abrogate Congressional powers in a manner inconsistent with Constitutional mandates. “He agrees to a compromise with members of Congress, and all of them are there for a public bill-signing ceremony, but then he takes back those compromises—and more often than not, without the Congress or the press or the public knowing what has happened,” Kelley says.
David Golove - Law professor David Golove says Bush has besmirched “the whole idea that there is a rule of law” because no one can be certain of which laws Bush thinks are valid and which he thinks he can ignore. “Where you have a president who is willing to declare vast quantities of the legislation that is passed during his term unconstitutional, it implies that he also thinks a very significant amount of the other laws that were already on the books before he became president are also unconstitutional,” Golove says. To the extent that Bush is interpreting the Constitution in defiance of Supreme Court rulings, Golove notes, he threatens to “overturn the existing structures of constitutional law.” When a president ignores the Court and is not restrained by a Congress that enables his usurpations, Golove says, the Constitution can be made to simply “disappear.” Golove adds, “Bush has essentially said that ‘We’re the executive branch and we’re going to carry this law out as we please, and if Congress wants to impeach us, go ahead and try it.’”
Jack Beerman - Law professor Jack Beermann says: “The president is daring Congress to act against his positions, and they’re not taking action because they don’t want to appear to be too critical of the president, given that their own fortunes are tied to his because they are all Republicans. Oversight gets much reduced in a situation where the president and Congress are controlled by the same party.”
Steven Calabresi - Former Justice Department official Steven Calabresi, who came up with the idea of using signing statements to counter Congressional powers during the Reagan administration (see August 23, 1985 - December 1985), now says, “I think what the administration has done in issuing no vetoes and scores of signing statements (see September 2007) is not the right way to approach this.”
Bruce Fein - Former Reagan Justice Department official Bruce Fein says: “This is an attempt by the president to have the final word on his own constitutional powers, which eliminates the checks and balances that keep the country a democracy. There is no way for an independent judiciary to check his assertions of power, and Congress isn’t doing it, either. [Source: CBC]Lee Hamilton, the former co-chair of the 9/11 Commission, gives a wide-ranging interview to the CBC about Without Precedent, a book he recently co-authored about his time on the 9/11 Commission (see August 15, 2006). In the interview he discusses the various “conspiracy theories” surrounding the events of 9/11. The interviewer, Evan Solomon, mentions to him a recent Zogby poll (see May 17, 2006) that found that 42% of Americans agreed that “the US government, and its 9/11 Commission, concealed or refused to investigate critical evidence that contradicts the official explanation of September 11th.” Hamilton calls this lack of trust in the Commission’s report “dispiriting,” but attacks the “conspiracy theory people,” saying, “when they make an assertion they do it often on very flimsy evidence.” He addresses some of the various “conspiracy theories” that have been put forward about 9/11:
bullet In order to contradict the allegation that the Twin Towers were brought down deliberately with pre-planted explosives, Hamilton says the WTC collapsed (see 8:57 a.m. September 11, 2001) because “the super-heated jet fuel melted the steel super-structure of these buildings and caused their collapse.” He adds, “There’s a powerful lot of evidence to sustain that point of view, including the pictures of the airplanes flying into the building.”
bullet With regard to the collapse of WTC Building 7 (see (5:20 p.m.) September 11, 2001), which some people claim was also caused by explosives, he argues, “[W]e believe that it was the aftershocks of these two huge buildings in the very near vicinity collapsing. And in the Building 7 case, we think that it was a case of flames setting off a fuel container, which started the fire in Building 7, and that was our theory on Building 7.” However, the interviewer points out that the 9/11 Commission’s final report does not actually mention the collapse of Building 7, and Hamilton says he does not recall whether the Commission made a specific decision to leave it out.
bullet In reply to a question about why the debris of Building 7 were moved quickly from the scene without a thorough investigation, even though nobody died in Building 7 and there was no need for rescue operations there, Hamilton responds, “You can’t answer every question when you conduct an investigation.”
bullet When asked whether Saeed Sheikh sent Mohamed Atta $100,000 for the 9/11 plot (see Early August 2001 and Summer 2001 and before), Hamilton replies, “I don’t know anything about it.” When the interviewer presses him about whether the Commission investigated a possible Pakistani Secret Service (ISI) connection to the attacks, Hamilton replies, “They may have; I do not recall us writing anything about it in the report. We may have but I don’t recall it.”
bullet Asked about Secretary of Transportation Norman Mineta’s claim that Vice President Dick Cheney was in the presidential bunker beneath the White House at 9:20 a.m. on 9/11 (see (Between 9:20 a.m. and 9:27 a.m.) September 11, 2001), almost 40 minutes earlier than the Commission claimed he had arrived there, Hamilton replies, “I do not recall.” When pressed, he expands, “Well, we think that Vice President Cheney entered the bunker shortly before 10 o’clock. And there is a gap of several minutes there, where we do not really know what the Vice President really did. There is the famous phone call between the President and the Vice President. We could find no documentary evidence of that phone call.”
bullet When the interviewer points out that Richard Clarke’s account conflicts with the Commission’s over what time authorization was received from Dick Cheney to shoot down Flight 93 (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001 and (Between 10:00 a.m. and 10:15 a.m.) September 11, 2001), Hamilton retorts, “Look, you’ve obviously gone through the report with a fine-toothed comb, you’re raising a lot of questions—I can do the same thing.”
The interviewer also asks Hamilton whether he has any unanswered questions of his own about 9/11. Hamilton’s response is: “I could never figure out why these 19 fellas did what they did. We looked into their backgrounds. In one or two cases, they were apparently happy, well-adjusted, not particularly religious - in one case quite well-to-do, had a girlfriend. We just couldn’t figure out why he did it. I still don’t know.” [Canadian Broadcasting Corporation, 8/21/2006]
