[Source: Associated Press]Marine interrogator Major Sherwood F. Moran writes an informal memo for use by other interrogators. Moran is a legendary figure among Marines, renowned for his ability to coax information from the most reluctant or resistant Japanese captive, even during the height of battle, and often using his knowledge of, and respect for, Japanese culture to his advantage. His memo will remain relatively unknown outside the Marine Corps until the summer of 2003, when it will be included in the archives of the Marine Corps Interrogator Translator Teams Association. The memo, titled “Suggestions for Japanese Interpreters Based on Work in the Field,” is remarkable for its insistence that treating prisoners with humanity and respect works far better than “harsh” interrogation methods. Author Ulrich Straus, an expert on Japanese POWs held in US captivity during World War II, will later write that Moran “was a particularly effective interrogator because he treated each prisoner as another human rather than as the enemy.” In 2005, after the Abu Ghraib scandals become media fodder, military historian Stephen Budiansky will write: “Six months before the abuses at Abu Ghraib prison broke into public view, a small and fairly obscure private association of United States Marine Corps members posted on its Web site a document on how to get enemy POWs to talk. The document described a situation very similar to the one the United States faces in the insurgencies in Iraq and Afghanistan: a fanatical and implacable enemy, intense pressure to achieve quick results, a brutal war in which the old rules no longer seem to apply.… Moran, the report’s author, noted that despite the complexities and difficulties of dealing with an enemy from such a hostile and alien culture, some American interrogators consistently managed to extract useful information from prisoners. The successful interrogators all had one thing in common in the way they approached their subjects. They were nice to them. Moran was writing in 1943, and he was describing his own, already legendary methods of interrogating Japanese prisoners of war. More than a half century later his report remains something of a cult classic for military interrogators.” [David R. Moran, 2005]
Human-to-Human Attitude - Moran writes that the best interrogators (whom he says should consider themselves “interviewers”) become “wooers” of their captives, coaxing information rather than attempting to force confessions. Most important, Moran writes, is the interrogator’s attitude towards his prisoner. “Many people, I suppose, would on first thought think ‘attitude’ had nothing to do with it; that all one needs is a knowledge of the language, then shoot out questions, and expect and demand a reply,” he writes. “Of course that is a very unthinking and naive point of view.” Just as important, Moran writes, is a sympathy and understanding of the captive’s culture. A superior or demeaning attitude breeds nothing but antagonism and resistance.
Speaking the Language of the Captive - Almost as important, Moran notes, is the interrogator’s ability to speak directly to the captive in his own language, without the need for translators. An interrogator should speak the language fluently and idiomatically, or, when that is not possible, to at least have some command over common phrases. “After all, the first and most important victory for the interviewer to try to achieve is to get into the mind and into the heart of the person being interviewed,” he writes.
Hidden System - Fellow feelings and warm sympathy towards the captive are necessary, but not the entire package. While the captive, or an outside observer, might believe that the interrogator is merely indulging in friendly chit-chat, the interrogator must have an agenda and a plan in place at all times. “[I]n the workings of your mind you must be a model of system,” Moran says. “You must know exactly what information you want, and come back to it repeatedly. Don’t let your warm human interest, your genuine interest in the prisoner, cause you to be sidetracked by him! You should be hard-boiled but not half-baked. Deep human sympathy can go with a business-like, systematic, and ruthlessly persistent approach.”
Short-Circuiting Patriotic Defensiveness - To emphasize that your side, your nation, or your culture is superior—in essence, the “conquerors” of the captive’s military or his nation—is counterproductive, Moran writes. “To emphasize that we are enemies, to emphasize that he is in the presence of his conqueror, etc., puts him psychologically in the position of being on the defensive, and that because he is talking to a most-patient enemy and conqueror he has no right and desire to tell anything,” he writes.
Breaking Recalcitrant Prisoners - Sometimes even the best interrogators come up against recalcitrant prisoners who flatly refuse, for patriotic reasons or what Moran calls “conscientious scruples,” to give any information. In these cases, Moran writes, harsh or physical techniques of intelligence extraction are counterproductive. Instead, he writes, with his Japanese captives he is often able to shame the prisoner into cooperating. Reminding the captive that he has been treated humanely, has been treated with kindness and courtesy, implies a quid pro quo—not the threat of having this treatment withdrawn if cooperation is not forthcoming, but a matter of the captive returning the interrogator’s courtesy with information. [Source: Bettmann / Corbis]Albert Wohlstetter, a professor at the University of Chicago, gathers a cadre of fiery young intellectuals around him, many of whom are working and associating with the magazine publisher Irving Kristol (see 1965). Wohlstetter’s group includes Richard Perle, Zalmay Khalilzad, and Paul Wolfowitz. Wohlstetter, himself a protege of the Machiavellian academic Leo Strauss, is often considered the “intellectual godfather” of modern neoconservatism. Formerly an analyst at the RAND Corporation, Wohlstetter wielded a powerful influence on the US’s foreign policy during the heyday of the Cold War. Wohlstetter, who is believed to be one of several analysts who became a model for director Stanley Kubrick’s title character in the 1968 film Dr. Strangelove, added dramatic phrases like “fail-safe” and “second strike” capability to the US nuclear lexicon, and pushed to increase the US’s military might over what he saw as the imminent and lethal threat of Soviet nuclear strikes and the Soviet Union’s plans for global hegemony. He was such a powerful figure in his hundreds of briefings that he projected far more certainty than his facts actually supported. Though his facts and statistics were often completely wrong, he was so relentless and strident that his ideas gained more credence than they may have warranted. By 1965, he is known in some circles as a “mad genius” who is now collecting and molding young minds to follow in his footsteps. Author Craig Unger writes in 2007, “To join Team Wohlstetter, apparently, one had to embrace unquestioningly his worldviews, which eschewed old-fashioned intelligence as a basis for assessing the enemy’s intentions and military capabilities in favor of elaborate statistical models, probabilities, reasoning, systems analysis, and game theory developed at RAND.” An analyst with the Federation of Atomic Scientists will write in November 2003: “This methodology exploited to the hilt the iron law of zero margin for error.… Even a small probability of vulnerability, or a potential future vulnerability, could be presented as a virtual state of emergency.” Or as one-time Wohlstetter acolyte Jude Wanninski will later put it, “[I]f you look down the road and see a war with, say, China, twenty years off, go to war now.” Unger will observe, “It was a principle his acolytes would pursue for decades to come—with disastrous results.” [Unger, 2007, pp. 42-46]

Richard Perle, a young neoconservative just hired for the staff of Senator Henry “Scoop” Jackson (D-WA—see Early 1970s), is given a classified CIA report on alleged past Soviet treaty violations by CIA analyst David Sullivan. Apparently Sullivan leaks the report to pressure the US government to take a harder stance on the Soviet Union. Sullivan quits before an incensed CIA Director Stansfield Turner can fire him. Turner urges Jackson to fire Perle, but Jackson not only refuses, he also hires Sullivan for his staff. [Source: US Congress]The recently formed neoconservatives, bound together by magazine publisher Irving Kristol (see 1965), react with horror to the ascendancy of the “McGovern liberals” in the Democratic Party, and turn to conservative senator Henry “Scoop” Jackson (D-WA) for leadership. Jackson calls himself a “muscular Democrat”; others call him “the Senator from Boeing” for his strong support of the US defense industry. Jackson merges a strong support of labor and civil rights groups with a harsh Cold War opposition to the Soviet Union. Jackson assembles a staff of bright, young, ideologically homogeneous staffers who will later become some of the most influential and powerful neoconservatives of their generation, including Richard Perle, Douglas Feith, Elliott Abrams, Abram Shulsky, and Paul Wolfowitz. Jackson’s office—“the bunker,” to staffers—becomes a home for disaffected, ambitious young conservative ideologues with a missionary zeal for change. Jackson presides over the cadre in an almost fatherly fashion.
History of Two Dictators - Many of Jackson’s neoconservative disciples came of age either fighting two foreign dictators—Stalin and/or Hitler—or growing up with family members who fought against them. [Unger, 2007, pp. 35-41] Wolfowitz’s father’s family perished in the Holocaust; he will later say that what happened to European Jews during World War II “shaped a lot of my views.” [New York Times, 4/22/2002] Feith will tell the New Yorker in 2005, “[My] family got wiped out by Hitler, and… all this stuff about working things out—well, talking to Hitler to resolve the problem didn’t make any sense.” Most neoconservatives like Feith and Wolfowitz tend to look to military solutions as a first, not a last, resort. To them, compromise means appeasement, just as Britain’s Neville Chamberlain tried to appease Hitler. Stefan Halper, a White House and State Department official in the Nixon, Ford, and Reagan administrations, will say of the neoconservatives, “It is use force first and diplomacy down the line.”
Former Trotskyites - On the other hand, many neoconservatives come to the movement from the hardline, socialist left, often from organizations that supported Bolshevik revolutionary Leon Trotsky (see Late 1930s - 1950s). Trotskyites accused Stalin of betraying the purity of the Communist vision as declaimed by Karl Marx and Vladimir Lenin. “I can see psychologically why it would not be difficult for them to become [conservative] hard-liners,” says Harvard Sovietologist Richard Pipes, himself a hardliner whose son, Daniel Pipes, will become an influential neoconservative. “It was in reaction to the betrayal.” Many neoconservatives like Stephen Schwartz, a writer for the Weekly Standard, still consider themselves to be loyal disciples of Trotsky. Richard Perle is a Trotskyite socialist when he joins Jackson’s staff, and will always practice what author Craig Unger calls “an insistent, uncompromising, hard-line Bolshevik style” of policy and politics. Like Trotsky, Unger writes, the neoconservatives pride themselves on being skilled bureaucratic infighters, and on trusting no one except a small cadre of like-minded believers. Disagreement is betrayal, and political struggles are always a matter of life and death. [Unger, 2007, pp. 35-41]

An FBI wiretap at the Israeli Embassy in Washington picks up Richard Perle, an aide to Senator Henry “Scoop” Jackson (D-WA—see Early 1970s), discussing classified information with an Israeli official. This is the second time Perle has been involved in providing classified information to Israel (see Late 1969). This data was given to Perle by National Security Council staff member Helmut “Hal” Sonnenfeldt, who has been under investigation since 1967 for providing classified documents to the Israelis. Neoconservatives see Democratic presidential candidate George McGovern’s floundering campaign and eventual landslide defeat (see November 7, 1972) as emblematic of, in author Craig Unger’s words, everything that is wrong with the “defeatist, isolationist policies of the liberals who had captured the Democratic Party.” If the neoconservatives had had their way, their favorite senator, Henry “Scoop” Jackson (see Early 1970s), would have won the nomination. But the Vietnam War has put hawkish Cold Warriors like Jackson in disfavor in the party, and Jackson was set aside for the disastrous McGovern candidacy. The Republicans offer little interest themselves for the neoconservatives. Richard Nixon is enamored of one of their most hated nemeses, National Security Adviser Henry Kissinger, whose “realpolitik” did nothing to excite their ideological impulses. And under Nixon, the icy Cold War is slowly thawing, with summit meetings, bilateral commissions, and arms limitations agreements continually bridging the gap between the US and the neoconservatives’ implacable foe, the Soviet Union. In Nixon’s second term, the Coalition for a Democratic Majority (CDM)—populated by Democratic neoconservatives like Jackson, Irving Kristol, Norman Podhoretz, Midge Decter, Daniel Patrick Moynihan (Nixon’s domestic adviser), Jeane Kirkpatrick, Ben Wattenberg, and James Woolsey, and joined by 1968 Democratic presidential candidate Hubert Humphrey, will pressure Nixon to adopt a tough “peace through strength” policy towards the Soviet Union. Although it will take time, and the formation of countless other organizations with similar memberships and goals, this group of neoconservatives and hawkish hardliners will succeed in marginalizing Congress, demonizing their enemies, and taking over the entire foreign policy apparatus of the US government. Conservative Democratic senator Henry “Scoop” Jackson (D-WA) meets with President Ford as part of a discussion about the standoff with the Soviet Union over trade and emigration of Soviet Jews to Israel. Jackson—hawkish, defense-minded, and solidly pro-Israel—sees the standoff as an opportunity to undercut Secretary of State Henry Kissinger. Jackson is a forerunner of what in later years will be called “neoconservatism” (see 1965), an ideology mostly espoused by a group of Democratic lawmakers and intellectuals who have abandoned their support for Rooseveltian New Deal economics and multilateralist foreign policies (see Early 1970s). Jackson and his outspoken pro-Israel aide, Richard Perle, view Kissinger as far too conciliatory and willing to negotiate with the Communist bloc. Jackson and Perle see the Soviet Union, not the Israeli-Palestine conflict, as the chief threat to US interests in the Middle East and the control of that region’s oil fields. They see a strong, powerful Israel as essential to their plans for US domination of the region. Jackson resists a proposed compromise on the number of Soviet Jews the USSR will allow to emigrate to Israel—the Soviets offer 55,000 and Jackson insists on 75,000—and many in the meeting feel that Jackson is being deliberately recalcitrant. “It made mo sense to me because it was sure to be counterproductive,” Ford later writes, “but he would not bend, and the only reason is politics.” For his part, Kissinger respects Jackson’s political abilities, but to his mind, Perle is a “ruthless… little b_stard.” Kissinger knows that Republican hawks as well as the burgeoning neoconservative movement will pressure Ford to abandon Richard Nixon’s policies of moderating relations with the Soviet Union and Communist China. But, author Barry Werth writes in 2006: “what Kissinger and now Ford would chronically underestimate was the neoconservatives’ argument that the United States should not so much seek to coexist with the Soviet system as to overthrow it through direct confrontation. Or the extent to which the neoconservatives would go to exaggerate a foreign threat and stir up fear.” [Werth, 2006, pp. 77-79]

Bush becomes the head of the CIA (see November 4, 1975 and After), he decides to break with previous decisions and allow a coterie of neoconservative outsiders to pursue the allegations of Albert Wohlstetter that the CIA is seriously underestimating the threat the USSR poses to the US (see 1965), allegations pushed by hardliners on the President’s Foreign Intelligence Advisory Board.
Internal Opposition - Bush’s predecessor, William Colby, had steadfastly refused to countenance such a project, saying, “It is hard for me to envisage how an ad hoc ‘independent’ group of government and non-government analysts could prepare a more thorough, comprehensive assessment of Soviet strategic capabilities—even in two specific areas—than the intelligence community can prepare.” (Bush approves the experiment by notating on the authorization memo, “Let ‘er fly!”) The national intelligence officer in charge of the National Intelligence Estimate on the USSR, Howard Stoertz, will later recall: “Most of us were opposed to it because we saw it as an ideological, political foray, not an intelligence exercise. We knew the people who were pleading for it.” But Bush, on the advice of deputy national security adviser William Hyland, agrees to the exercise. Hyland says the CIA had been getting “too much flak for being too peacenik and detentish…. I encouraged [Bush] to undertake the experiment, largely because I thought a new director ought to be receptive to new views.” The neocon team of “analysts” becomes known as “Team B,” with “Team A” being the CIA’s own analytical team. It is unprecedented to allow outsiders to have so much access to highly classified CIA intelligence as Bush is granting the Team B neocons, so the entire project is conducted in secret. CIA analyst Melvin Goodman later says that President Ford’s chief of staff, Dick Cheney, is one of the driving forces behind Team B. The outside analysts “wanted to toughen up the agency’s estimates,” Goodman will say, but “Cheney wanted to drive [the CIA] so far to the right it would never say no to the generals.” [Dubose and Bernstein, 2006, pp. 208; Unger, 2007, pp. 53-55]
Political Pressure - Ford’s political fortunes help push forward the Team B experiment. Ford has been a strong proponent of detente with the Soviet Union, but his poll numbers are sagging and he is facing a strong presidential primary challenger in Governor Ronald Reagan (R-CA), an avowed hardliner. Reagan is making hay challenging Ford’s foreign policy, claiming that the so-called “Ford-Kissinger” policies have allowed the Soviet Union to leap ahead of the US both militarily and geopolitically. In response, Ford has lurched to the right, banning the word “detente” from speeches and statements by White House officials, and has been responsive to calls for action from the newly reforming Committee on the Present Danger (CPD—see 1976). In combination, these political concerns give Bush the justification he wants to push forward with the Team B experiment.
Three B Teams - According to Carter administration arms control official Anne Cahn, there are actually three “B” teams. One studies Soviet low-altitude air defense capabilities, one examines Soviet intercontinental ballistic missile (ICBM) accuracy, and the third, chaired by Harvard Sovietologist Richard Pipes, examines Soviet strategic policy and objectives. It is Pipes’s team that becomes publicly known as “Team B.” [Bulletin of Atomic Scientists, 4/1993]
Assembling the Team - Pipes fits in well with his small group of ideological hardliners. He believes that the USSR is determined to fight and win a nuclear war with the US, and he is bent on putting together an analysis that proves his contention. He asks Cold War icon Paul Nitze, the former Secretary of the Navy, to join the team. Richard Perle, a core member, has Pipes bring in Paul Wolfowitz, one of Wohlstetter’s most devout disciples. Wolfowitz immediately begins arguing for the need to deploy tactical nuclear weapons in Europe. The “incestuous closeness” of the members, as Cahn later calls it, ensures that the entire group is focused on the same goals as Wohlstetter and Pipes, with no dissension or counterarguments. Other key members include William von Cleave and Daniel Graham. The entire experiment, Cahn will write, “was concocted by conservative cold warriors determined to bury détente and the SALT process. Panel members were all hard-liners,” and many are members of the newly reconstituted “Committee on the Present Danger” (see 1976). The experiment is “leaked to the press in an unsuccessful attempt at an ‘October surprise’ [an attempt to damage the presidential hopes of Democrat Jimmy Carter—see Late November, 1976]. But most important, the Team B reports became the intellectual foundation of ‘the window of vulnerability’ and of the massive arms buildup that began toward the end of the Carter administration and accelerated under President Reagan.” Team B will formally debate its CIA adversaries, “Team A,” towards the end of the year (see November 1976). 'Designed to be Prejudiced' - In 2008, author J. Peter Scoblic will note, “Team B was designed to be prejudiced.” Pipes, the Soviet experts, holds a corrosive hatred of the Soviet Union, in part stemming from his personal experiences as a young Jew in Nazi-occupied Warsaw, and his belief that the Soviet system is little different from the Nazis. When asked why his team is stacked with hardline opponents of arms negotiations and diplomacy of any kind with the USSR, Pipes replies, “There is no point in another, what you might call, optimistic view.” Scoblic will write, “Team B, in short, begged the question. Its members saw the Soviet threat not as an empirical problem but as a matter of faith.” He will add, “For three months, the members of Team B pored over the CIA’s raw intelligence data—and used them to reaffirm their beliefs.” [Scoblic, 2008, pp. 93-94]

A team of young, mid-level CIA and DIA analysts, informally dubbed “Team A,” debates the neoconservative/hardline group of outside “analysts” known as “Team B” (see Early 1976) over the CIA’s estimates of Soviet military threats and intentions. The debate is a disaster for the CIA’s group. Team B uses its intellectual firepower and established reputations of members such as Richard Pipes and Paul Nitze to intimidate, overwhelm, and browbeat the younger, more inexperienced CIA analysts. “People like Nitze ate us for lunch,” recalls one member of Team A. “It was like putting Walt Whitman High versus the [NFL’s] Redskins. I watched poor GS-13s and GS-14s [middle-level analysts with modest experience and little real influence] subjected to ridicule by Pipes and Nitze. They were browbeating the poor analysts.” Howard Stoertz, the national intelligence officer who helped coordinate and guide Team A, will say in hindsight, “If I had appreciated the adversarial nature [of Team B], I would have wheeled up different guns.” Team A had prepared for a relatively congenial session of comparative analysis and lively discussion; Team B had prepared for war.
Ideology Trumps Facts - Neither Stoertz nor anyone else in the CIA appreciated how thoroughly Team B would let ideology and personalities override fact and real data. While CIA analysts are aware of how political considerations can influence the agency’s findings, the foundation of everything they do is factual—every conclusion they draw is based on whatever facts they can glean, and they are leery of extrapolating too much from a factual set. Team A is wholly unprepared for B’s assault on their reliance on facts, a line of attack the CIA analysts find incomprehensible. “In other words,” author Craig Unger will write in 2007, “facts didn’t matter.” Pipes, the leader of Team B, has argued for years that attempting to accurately assess Soviet military strength is irrelevant. Pipes says that because it is irrefutable that the USSR intends to obliterate the US, the US must immediately begin preparing for an all-out nuclear showdown, regardless of the intelligence or the diplomatic efforts of both sides. Team B is part of that preparation. [Bulletin of Atomic Scientists, 4/1993; Unger, 2007, pp. 53-57] Intelligence expert John Prados, who will examine the contesting reports, later says that while the CIA analysts believe in “an objective discoverable truth,” the Team B analysts engaged in an “exercise of reasoning from conclusions” that they justify, not in factual, but in “moral and ideological terms.” According to Prados’s analysis, Team B had no real interest in finding the truth. Instead, they employed what he calls an adversarial process similar to that used in courts of law, where two sides present their arguments and a supposedly impartial judge chooses one over the other. Team B’s intent was, in essence, to present the two opposing arguments to Washington policy makers and have them, in author J. Peter Scoblic’s words, “choose whichever truth they found most convenient.” [Scoblic, 2008, pp. 98]
Attacking the Intelligence Community - The first sentence of Team B’s report is a frontal assault on the US intelligence community. That community, the report says, had “substantially misperceived the motivations behind Soviet strategic programs, and thereby tended consistently to underestimate their intensity, scope, and implicit threat.” Team B writes that the intelligence community has failed to see—or deliberately refused to see—that the entire schema of detente and arms limitations negotiations are merely elements of the Soviet push for global domination.
Fighting and Winning a Nuclear War - Team B writes that the Soviets have already achieved measurable superiority in nuclear weaponry and other military benchmarks, and will use those advantages to cow and coerce the West into doing its bidding. The Soviets worship military power “to an extent inconceivable to the average Westerner,” the report asserts. The entire Soviet plan, the report goes on to say, hinges on its willingness to fight a nuclear war, and its absolute belief that it can win such a war. Within ten years, Team B states, “the Soviets may well expect to achieve a degree of military superiority which would permit a dramatically more aggressive pursuit of their hegemonial objectives.” [Scoblic, 2008, pp. 94-95]
Lack of Facts Merely Proof of Soviets' Success - One example that comes up during the debate is B’s assertion that the USSR has a top-secret nonacoustic antisubmarine system. While the CIA analysts struggle to point out that absolutely no evidence of this system exists, B members conclude that not only does the USSR have such a system, it has probably “deployed some operation nonacoustic systems and will deploy more in the next few years.” The absence of evidence merely proves how secretive the Soviets are, they argue. [Bulletin of Atomic Scientists, 4/1993; Unger, 2007, pp. 53-57] Anne Cahn, who will serve in the Arms Control and Disarmament Agency in the Carter administration, later says of this assertion, “They couldn’t say that the Soviets had acoustic means of picking up American submarines, because they couldn’t find it. So they said, well maybe they have a non-acoustic means of making our submarine fleet vulnerable. But there was no evidence that they had a non-acoustic system. They’re saying, ‘we can’t find evidence that they’re doing it the way that everyone thinks they’re doing it, so they must be doing it a different way. We don’t know what that different way is, but they must be doing it.‘… [The fact that the weapon doesn’t exist] doesn’t mean that it doesn’t exist. It just means that we haven’t found it yet.” Cahn will give another example: “I mean, they looked at radars out in Krasnoyarsk and said, ‘This is a laser beam weapon,’ when in fact it was nothing of the sort.… And if you go through most of Team B’s specific allegations about weapons systems, and you just examine them one by one, they were all wrong.… I don’t believe anything in Team B was really true.” [Bulletin of Atomic Scientists, 4/1993; Common Dreams (.org), 12/7/2004; BBC, 1/14/2005]
Soviet Strike Capabilities Grossly Exaggerated - Team B also hammers home warnings about how dangerous the Soviets’ Backfire bomber is. Later—too late for Team A—the Team B contentions about the Backfire’s range and refueling capability are proven to be grossly overestimated; it is later shown that the USSR has less than half the number of Backfires that B members loudly assert exist (500 in Team B’s estimation, 235 in reality). B’s assertions of how effectively the Soviets could strike at US missile silos are similarly exaggerated, and based on flawed assessment techniques long rejected by the CIA. The only hard evidence Team B produces to back their assertions is the official Soviet training manual, which claims that their air-defense system is fully integrated and functions flawlessly. The B analysts even assert, without evidence, that the Soviets have successfully tested laser and charged particle beam (CPB) weapons. [Bulletin of Atomic Scientists, 4/1993; Quarterly Journal of Speech, 5/2006 pdf file] (The facility at Semipalatansk that is supposedly testing these laser weapons for deployment is in reality a test site for nuclear-powered rocket engines.) [Scoblic, 2008, pp. 96]
Fundamental Contradiction - One befuddling conclusion of Team B concerns the Soviets’ ability to continue building new and expensive weapons. While B acknowledges “that the Soviet Union is in severe decline,” paradoxically, its members argue that the threat from the USSR is imminent and will grow ever more so because it is a wealthy country with “a large and expanding Gross National Product.”
Allegations 'Complete Fiction' - Cahn will say of Team B’s arguments, “All of it was fantasy.… [I]f you go through most of Team B’s specific allegations about weapons systems, and you just examine them one by one, they were all wrong.” The CIA lambasts Team B’s report as “complete fiction.” CIA director George H. W. Bush says that B’s approach “lends itself to manipulation for purposes other than estimative accuracy.” His successor, Admiral Stansfield Turner, will come to the same conclusion, saying, “Team B was composed of outsiders with a right-wing ideological bent. The intention was to promote competition by polarizing the teams. It failed. The CIA teams, knowing that the outsiders on B would take extreme views, tended to do the same in self-defense. When B felt frustrated over its inability to prevail, one of its members leaked much of the secret material of the proceedings to the press” (see Late November, 1976). Former CIA deputy director Ray Cline says Team B had subverted the National Intelligence Estimate on the USSR by employing “a kangaroo court of outside critics all picked from one point of view.” Secretary of State Henry Kissinger says that B’s only purpose is to subvert detente and sabotage a new arms limitation treaty between the US and the Soviet Union. Costs of Rearmament - In 1993, after reviewing the original Team B documents, Cahn will reflect on the effect of the B exercise: “For more than a third of a century, assertions of Soviet superiority created calls for the United States to ‘rearm.’ In the 1980s, the call was heeded so thoroughly that the United States embarked on a trillion-dollar defense buildup. As a result, the country neglected its schools, cities, roads and bridges, and health care system. From the world’s greatest creditor nation, the United States became the world’s greatest debtor—in order to pay for arms to counter the threat of a nation that was collapsing.” [Bulletin of Atomic Scientists, 4/1993] Former Senator Gary Hart (D-CO) will agree: “The Pro-B Team leak and public attack on the conclusions of the NIE represent but one element in a series of leaks and other statements which have been aimed as fostering a ‘worst case’ view for the public of the Soviet threat. Although the entire “Team B” intelligence analysis experiment (see Early 1976, November 1976, and November 1976) is supposed to be classified and secret, the team’s neoconservatives launch what author Craig Unger will call “a massive campaign to inflame fears of the red menace in both the general population and throughout the [foreign] policy community—thanks to strategically placed leaks to the Boston Globe and later to the New York Times.” Times reporter David Binder later says that Team B leader Richard Pipes is “jubilant” over “pok[ing] holes at the [CIA]‘s analysis” of the Soviet threat. Team B member John Vogt calls the exercise “an opportunity to even up some scores with the CIA.” [Unger, 2007, pp. 57] Team member George Keegan tells reporters, “I am unaware of a single important category in which the Soviets have not established a significant lead over the United States… [This] grave imbalance in favor of Soviet military capability had developed out of a failure over the last 15 years to adjust American strategic thinking to Soviet strategic thinking, and out of the failure of the leadership of the American intelligence community to ‘perceive the reality’ of the Soviet military buildup.” Keegan’s colleague William van Cleave agrees, saying that “overall strategic superiority exists today for the Soviet Union,” and adds, “I think it’s getting to the point that, if we can make a trade with the Soviet Union of defense establishments, I’d be heartily in favor of it.” [Scoblic, 2008, pp. 95]
Used to Escalate Defense Spending - The experiment is far more than a dry, intellectual exercise or a chance for academics to score points against the CIA. Melvin Goodman, who heads the CIA’s Office of Soviet Affairs, will observe in 2004: “[Defense Secretary Donald] Rumsfeld won that very intense, intense political battle that was waged in Washington in 1975 and 1976. Now, as part of that battle, Rumsfeld and others, people such as Paul Wolfowitz, wanted to get into the CIA. And their mission was to create a much more severe view of the Soviet Union, Soviet intentions, Soviet views about fighting and winning a nuclear war.” Even though Wolfowitz’s and Rumsfeld’s assertions of powerful new Soviet WMD programs are completely wrong, they use the charges to successfully push for huge escalations in military spending, a process that continues through the Ford and Reagan administrations (see 1976) [Common Dreams (.org), 12/7/2004; BBC, 1/14/2005] , and resurface in the two Bush administrations. “Finally,” Unger will write, “a band of Cold Warriors and neocon ideologues had successfully insinuated themselves in the nation’s multibillion-dollar intelligence apparatus and had managed to politicize intelligence in an effort to implement new foreign policy.” [Unger, 2007, pp. 57-58]
Kicking Over the Chessboard - Former senior CIA official Richard Lehman later says that Team B members “were leaking all over the place… putting together this inflammatory document.” Author and university professor Gordon R. Mitchell will write that B’s practice of “strategically leaking incendiary bits of intelligence to journalists, before final judgments were reached in the competitive intelligence exercise,” was another method for Team B members to promulgate their arguments without actually proving any of their points. Instead of participating in the debate, they abandoned the strictures of the exercise and leaked their unsubstantiated findings to the press to “win” the argument. 'One Long Air Raid Siren' - In 2002, defense policy reporter Fred Kaplan will sardonically label Team B the “Rumsfeld Intelligence Agency,” and write: “It was sold as an ‘exercise’ in intelligence analysis, an interesting competition—Team A (the CIA) and Team B (the critics). Yet once allowed the institutional footing, the Team B players presented their conclusions—and leaked them to friendly reporters—as the truth,” a truth, Team B alleges, the pro-detente Ford administration intends to conceal. Kaplan will continue, “The Team B report read like one long air-raid siren: The Soviets were spending practically all their GNP on the military; they were perfecting charged particle beams that could knock our warheads out of the sky; their express policy and practical goal was to fight and win a nuclear war.” Team B is flatly wrong across the board, but it still has a powerful impact on the foreign policy of the Ford administration, and gives the neoconservatives and hardliners who oppose arms control and detente a rallying point. Author Barry Werth will observe that Rumsfeld and his ideological and bureaucratic ally, White House chief of staff Dick Cheney “drove the SALT II negotiations into the sand at the Pentagon and the White House.” Ford’s primary opponent, Ronald Reagan, and the neocons’ public spokesman, Senator Henry Jackson, pillory Ford for being soft on Communism and the Soviet Union. Ford stops talking about detente with the Soviets, and breaks off discussions with the Soviets over limiting nuclear weapons. Through Team B, Rumsfeld and the neocons succeed in stalling the incipient thaw in US-Soviet relations and in weakening Ford as a presidential candidate. [Werth, 2006, pp. 341]

In 1977 Zbigniew Brzezinski, as President Carter’s National Security Adviser, forms the Nationalities Working Group (NWG) dedicated to the idea of weakening the Soviet Union by inflaming its ethnic tensions. The Islamic populations are regarded as prime targets. Richard Pipes, the father of Daniel Pipes, takes over the leadership of the NWG in 1981. Pipes predicts that with the right encouragement Soviet Muslims will “explode into genocidal fury” against Moscow. According to Richard Cottam, a former CIA official who advised the Carter administration at the time, after the fall of the Shah of Iran in 1978, Brzezinski favored a “de facto alliance with the forces of Islamic resurgence, and with the Republic of Iran.” [Dreyfuss, 2005, pp. 241, 251 - 256]

Dr. Stephen Bryen, a neoconservative staff member of the Senate Foreign Relations Committee, is accused of espionage against the US. An affidavit written by Deputy Assistant Attorney General Robert Keuch recommends a grand jury convene to hear evidence that Bryen had offered classified information to an Israeli Embassy official, Zvi Rafiah, the Mossad station chief in Washington (see March 1978). Bryen made the offer in the presence of the director of the American Israel Public Affairs Committee (AIPAC). Bryen refused to take an FBI lie detector test, but the AIPAC director agreed, and passed the test. One of Bryen’s Senate committee colleagues also tells FBI investigators that she later saw Bryen offering a pile of documents to Rafiah from an open safe in Bryen’s Senate office. Bryen’s fingerprints were found on classified documents which he denied ever handling—the same documents he allegedly offered to Rafiah. The investigation is derailed when the Senate Foreign Relations Committee refuses to grant the FBI access to files key to the probe. Bryen will resign his position with the committee at the insistence of Philip Heymann, the assistant attorney general in charge of the Justice Department’s criminal division, and under strong pressure from senators Clifford Case (R-NJ), who is Bryen’s boss, and Henry “Scoop” Jackson (D-WA). Heymann happens to be a close personal friend and associate of Bryen’s attorney. Soon after his resignation, Bryen will take a post as the executive director of the Jewish Institute for National Security Affairs (JINSA). In 1981, neoconservative Richard Perle, an assistant secretary of defense and then-aide to Jackson, will secure Bryen top-secret security clearance. Bryen will become Perle’s deputy, and will continue to provide Israel with classified information and materials (see May 1988 and After). Late 1979: MEK Expelled from Iran

The Mujahedeen-e Khalq (MEK) is expelled from Iran and takes refuge in Iraq. In exile, the group develops an overseas support structure and creates the National Liberation Army (NLA), which acquires tanks, armored vehicles, and heavy artillery. Sheikh Mohammed Ali Hassan al-Moayad serves as Osama bin Laden’s “spiritual adviser” during the war between the Soviet Union and the US-backed mujaheddin in Afghanistan, according to a statement made by Sheikh al-Moayad at his trial in 2004-2005. [CNN News, 8/2/2005] Al-Moayad’s trial in the United States will cause resentment in Yemen because he is a highly-esteemed cleric and member of the influential Islah party. [Associated Press, 3/10/2005] Another of bin Laden’s “mentors” at this time is Abdul Mejid al-Zindani, a dynamic mujaheddin recruiter who becomes a leader of the Islah party. Yemeni President Ali Abdallah Saleh’s half-brother and military commander Ali Mohsen al-Ahmar also recruits mujaheddin fighters for Bin Laden. In conjunction with his huge peacetime military buildup (see Early 1981 and After), President Reagan strongly opposes any sort of arms control or limitation discussions with the Soviet Union.
Rostow to ACDA - As a member of the Committee on the Present Danger (CPD—see 1976), Reagan had spoken out against the SALT II arms control treaty with the USSR (see June 18, 1979-Winter 1979), calling it “fatally flawed.” He has opposed every significant arms limitation agreement since 1963, no matter whether it was negotiated by Republican or Democratic administrations. To continue his opposition, Reagan appoints Eugene Rostow to head the Arms Control and Disarmament Agency (ACDA). Rostow, a fellow CPD member, is flatly opposed to any sort of arms control or disarmament agreement with the Soviet Union, and had led the CPD fight against the SALT II agreement. “Arms control thinking drives out sound thinking,” he told the Senate. [Scoblic, 2008, pp. 118-120] During his confirmation hearings, Rostow tells Senate questioners that the US could certainly survive a nuclear war, and gives World War II-era Japan as an example—that nation “not only survived but flourished after a nuclear attack.” When asked if the world could survive a full nuclear attack of thousands of nuclear warheads instead of the two that Japan had weathered, Rostow says that even though the casualties might be between “ten million… and one hundred million… [t]he human race is very resilient.” [Scoblic, 2008, pp. 126] Rostow’s aide at the ACDA, Colin Gray, says that “victory is possible” in a nuclear war provided the US is prepared to fight. [Scoblic, 2008, pp. 127]
Burt to State Department - Reagan names Richard Burt to head the State Department’s Bureau of Politico-Military Affairs, the State Department’s primary liaison with the Defense Department. Burt, a former New York Times reporter, is one of the few journalists synpathetic to the CPD, and recently called the SALT agreement “a favor to the Russians.” Just before joining the Reagan administration, Burt called for reductions in nuclear arms controls: “Arms control has developed the same kind of mindless momentum associated with other large-scale government pursuits. Conceptual notions of limited durability, such as the doctrine of mutual assured destruction [MAD], have gained bureaucratic constituencies and have thus been prolonged beyond their usefulness. There are strong reasons for believing that arms control is unlikely to possess much utility in the coming decade.” [Scoblic, 2008, pp. 118-120; US Department of State, 2008]
Perle to Defense Department - Perhaps the most outspoken opponent of arms control is neoconservative Richard Perle, named as assistant defense secretary for international security affairs. Perle, until recently the national security adviser to Senator Henry “Scoop” Jackson (D-WA—see Early 1970s), will quickly become, in author J. Peter Scoblic’s words, “the administration’s chief arms control obstructionist, dubbed ‘the Prince of Darkness’ by his enemies.” Perle once said: “The sense that we and the Russians could compose our differences, reduce them to treaty constraints… and then rely on compliance to produce a safer world. I don’t agree with any of that.” Now Perle is poised to act on his beliefs. [Scoblic, 2008, pp. 118-120]
Vice President Bush - Although seen as a pragmatist and not a hardline conservative (see January 1981 and After), Vice President George H. W. Bush is also optimistic about the chances of the US coming out on top after a nuclear exchange with the Soviet Union. During the 1980 campaign, he told a reporter: “You have a survivability of command and control, survivability of industrial potential, protection of a percentage of your citizens, and you have a capability that inflicts more damage on the opposition tham it inflicts on you. That’s the way you can have a winner.” [Scoblic, 2008, pp. 126-127]
Other Appointees - Perle’s immediate supervisor in Defense is Fred Ikle, who headed ACDA in 1973 and helped battle back part of the original SALT agreement. Ikle will be primarily responsible for the Pentagon’s “five-year plan” that envisions a “protracted nuclear war” as a viable option (see March 1982). Defense Secretary Caspar Weinberger considers the standoff between the US and the Soviet Union akin to the situation between Britain and Nazi Germany in 1938, with himself and his ideological confreres as Britain’s Winston Churchill and any attempt at arms control as nothing but appeasement. Energy Secretary James B. Edwards says of a hypothetical nuclear war, “I want to come out of it number one, not number two.” Pentagon official Thomas Jones tells a reporter that the US could handily survive a nuclear exchange, and fully recover within two to four years, if the populace digs plenty of holes, cover them with wooden doors, and bury the structures under three feet of dirt. “If there are enough shovels to go around, everybody’s going to make it,” he says. Reagan’s second National Security Adviser, William Clark, will, according to Reagan official and future Secretary of State George Shultz, “categorically oppos[e] US-Soviet contacts” of any kind. Some of the administration’s more pragmatic members, such as Reagan’s first Secretary of State Alexander Haig, will have limited access to Reagan and be cut off from many policy-making processes by Reagan’s more hardline senior officials and staffers. Richard Perle, a former Senate aide (see Late 1969) and consultant with the Abington Corporation defense consultancy firm, has recently become an assistant secretary of defense. Two of his first clients with Abington were Israeli arms dealers Shlomo Zabludowicz, and his son Chaim Zabludowicz (see March 1980), who now want to sell the US weapons produced by Soltam Ltd, an Israeli company that makes mortars, artillery, ammunition, and other civilian and military products. Shlomo Zabludowicz is the founder of Soltam and its principal shareholder. Soltam agrees to pay Abington $10,000 a month for a period of one year. In return, Perle writes a letter to the secretary of the Army recommending the evaluation and purchase of 155 mm. shells manufactured by Soltam. [New York Times, 4/17/1983; CounterPunch, 2/28/2004] Perle will say in a later interview with the New York Times that the amount was paid to him for services he provided Soltam during the previous year, and not for services rendered while working in the Pentagon. In January 1982, he will also receive a portion of a $90,000 fee that Soltam pays to Abington (see January 1982) The payments made to Perle and Abington are both funneled though Tamares, a small London-based subsidiary of Salgad, another company founded by Shlomo Zabludowicze and based in Liechtenstein. Reagan officials reopen the stalled Intermediate-Range Nuclear Forces (INF) arms limitation talks with the Soviet Union, against the advice of President Reagan’s more hardline officials (see January 1981 and After). The talks center on the Soviets’ SS-20 missile, designed to strike European targets. In return, then-President Carter had agreed to deploy US intermediate-range nuclear missiles—Pershing II’s and Tomahawks—in West Germany and Italy by 1983. According to author J. Peter Scoblic, the missiles have little real military value, as American ICBMs, submarine-based nuclear missiles, and long-range bombers could destroy Soviet targets with near-impunity. They do, however, have some political significance, mostly in helping tie European security to US security. Carter had agreed to open talks with the Soviets to get rid of the SS-20s entirely.
Hardliners Sabotage Talks - The more pragmatic Reagan officials succeed in reopening the talks; Reagan hardliners, thwarted in stopping the talks, set about sabotaging them in any way available. When arguments in favor of delays and “further study” finally fail, they pressure Reagan to offer an agreement they know the Soviets will refuse: the so-called “zero option,” which originates with Defense Department official Richard Perle (see Early 1981 and After). Perle says that the Soviets should remove all of the SS-20s, and in return, the US will not deploy its Pershings and Tomahawks—in essence, having the Soviets concede something for essentially nothing. State Department officials suggest a fallback position in case the Soviets reject Perle’s offering; in his turn, Perle appears before the Senate Armed Services Committee and compares anyone who opposes his zero-sum offering to Neville Chamberlain’s appeasement of Adolf Hitler in 1938.
'Walk in the Woods' - When the Soviets reject Perle’s option, Reagan hardliners argue that the government should accept no compromise. The head of the INF negotiation team, Paul Nitze—a Cold War figure who has come out against arms control (see January 1976) but is not fully trusted by the hardline ideologues because of his history as an arms negotiator—wants a compromise. In official negotiations, he sticks to the all-or-nothing position of Perle, but opens private, informal negotiations with his Soviet counterpart, Yuli Kvitsinsky. One afternoon in 1982, Nitze and Kvitsinsky go for what later becomes known as their “walk in the woods.” Sitting together on a log during an afternoon rainstorm, the two hammer out an agreement that greatly favors the US—mandating a 67 percent reduction in Soviet SS-20s and allowing the US to deploy an equal number of Tomahawks. Not only would the Soviets have to reduce their already-deployed contingent of missiles and the US be allowed to deploy missiles, because the Tomahawks carry more independent warheads than the SS-20s, the US would have a significant advantage in firepower. The deal also sets limits on SS-20 deployments in Asia, and forbids the Soviets from developing ground-launched cruise missiles. In return, the US would agree not to deploy its Pershing missiles.
Hardliners Block Agreement - Perle and his hardline allies in the Reagan administration succeed in blocking acceptance of the Nitze-Kvitsinsky agreement. As author J. Peter Scoblic later writes, “Perle’s ideological obstructionism—concisely conveyed in his disparagement of Nitze as ‘an inverterate problem-solver’—reached fantastic heights.” Perle first tried to block Reagan from even learning the details of the agreement, and lied to Reagan, asserting falsely that the Joint Chiefs of Staff opposed the agreement. Perle, in conjunction with Defense Secretary Caspar Weinberger, eventually convinces Reagan to stick to the “zero option.” Perle argues against pressure from key US allies such as Britain’s Margaret Thatcher, telling Reagan, “We can’t just do something; we’ve got to stand there—and stand firm.” In 1983, Perle tells Weinberger that it would be better for the US to deploy no missiles at all than to accept the agreement. Scoblic will write: “In other words, he argued that foregoing deployment in return for nothing was better than foregoing deployment in exchange for something. The position made no sense, but the Reagan team held firm to it, once again preventing the adoption of a viable arms control deal.” When the US deploys Pershing missiles in Europe in November 1983, the Soviets walk out of the talks. The winter issue of Kivunim, a “A Journal for Judaism and Zionism,” publishes “A Strategy for Israel in the Nineteen Eighties” by Oded Yinon. The paper, published in Hebrew, rejects the idea that Israel should carry through with the Camp David accords and seek peace. Instead, Yinon suggests that the Arab States should be destroyed from within by exploiting their internal religious and ethnic tensions: “Lebanon’s total dissolution into five provinces serves as a precedent for the entire Arab world including Egypt, Syria, Iraq, and the Arabian peninsula and is already following that track. The dissolution of Syria and Iraq later on into ethnically or religiously unique areas such as in Lebanon, is Israel’s primary target on the Eastern front in the long run, while the dissolution of the military power of those states serves as the primary short term target. Douglas Feith, a neoconservative (see Early 1970s) serving as a Middle East analyst for the National Security Council, is fired after becoming the focus of an FBI inquiry into his giving classified NSC information to an Israeli embassy official in Washington. [CounterPunch, 2/28/2004] (Feith has always been a hardline advocate for Israel; his father, Dalck Feith, was a hardline Republican who, in his youth, was active in the militant Zionist youth movement Betar, the predecessor of Israel’s Likud Party. Both Feith and his father will be honored by the hard-right, Likud-aligned Zionist Organization of America.) [Inter Press Service, 11/7/2003] In 1992, Feith will write of his belief that the US and Israel should freely share technology; author Stephen Green will write regarding Feith’s leak of classified information to Israel that “what [Feith] had neglected to say… was that he thought that individuals could decide on their own whether the sharing of classified information was ‘technical cooperation,’ an unauthorized disclosure, or a violation of US Code 794c, the ‘Espionage Act.’” Feith is almost immediately rehired by fellow neoconservative Richard Perle to serve as Perle’s “special counsel” (see Mid-1982); Feith will work for Perle until 1986, when he forms what Green will call “a small but influential law firm… based in Israel.” [CounterPunch, 2/28/2004]

President Reagan, giving a speech at his alma mater, Eureka College, renames the US-USSR SALT (Strategic Arms Limitation Talks) negotiations START (Strategic Arms Reduction Talks). The renamed negotiations reflect profound dissension within the administration for and against arms limitation talks (see January 1981 and After and Early 1981 and After). State Department official Richard Burt, formerly opposed to arms negotiations, wants to ramp up the SALT talks and seek reductions in warheads and launchers. Defense Department official Richard Perle, the neoconservative who is working to block another arms limitation with the Soviet Union (see September 1981 through November 1983), wants to focus on payloads and “throw weight.” The administration’s compromise between the two positions—START—“ma[kes] no sense whatsoever,” according to author J. Peter Scoblic.
Initial Proposal Unacceptable to Soviets - START’s initial position—reducing each side’s deployment to 850 nuclear missiles and 5,000 warheads, of which no more than 2,500 can be on ICBMs—sounds like a significant reduction on paper, but many experts on all sides of the nuclear arms issue worry that such an agreement, putting so many warheads on so few missiles, would actually encourage each side to consider a first strike in a crisis. Arms control proponent Paul Warnke says, “If the Russians accept Mr. Reagan’s proposal, he’ll be forced to reject it himself.” But because of the disparity in missile configurations between the US and the Soviets, such an agreement would require the Soviets to drastically reduce their nuclear arsenal by 60 percent, while the US would lose almost nothing; therefore, the Soviets would never agree to such a proposal. Scoblic will note that as an opening gambit this proposal might be successful, if the Americans were prepared to back down somewhat and give the Soviets something. But the US negotiators have no intention of backing down. The Soviets are keenly interested in the US agreeing to reduce the number of cruise missiles it has deployed, but Reagan signs a National Security Directive forbidding US negotiators from even discussing the idea until the Soviets made significant concessions on “throw weight,” essentially tying his negotiators’ hands.
Chief US Negotiator Insults Soviets - The negotiations are made more difficult by the US team’s chief negotiator, Edward Rowny. Rowny, a former national security adviser to hardline Senator Jesse Helms (R-NC), does not believe in diplomacy with anyone, particularly the Soviets. According to Scoblic, Rowny believes in “telling it like it is” to his Soviet counterparts, which Scoblic calls “insulting one’s negotiating opponents.” As he has no real negotiating latitude, Rowny’s diplomacy consists of little more than insults towards his Soviet counterparts. He tells them they do not understand the issues, boasts of his own Polish (i.e. anti-Russian) heritage, even stages walkouts over the seating arrangements. Rowny feels that he is opening a new era in negotiations, but in reality, the START talks are making no progress. [Scoblic, 2008, pp. 123-124]

Neoconservative academic Michael Ledeen is brought into the Defense Department as a consultant on terrorism, via the auspices of Assistant Secretary of Defense Richard Perle, a fellow neoconservative. Ledeen’s supervisor, Noel Koch, is troubled by Ledeen’s frequent visits to his office to read classified documents. When Koch and Ledeen journey to Italy on Pentagon business, Koch learns that Ledeen is considered an “agent of influence” for a foreign government: Israel. After returning from Italy, Ledeen asks Koch to help him obtain two highly classified CIA reports which he says are being held by the FBI. Ledeen gives Koch the reports’ “alpha numeric designators”—numbers as highly classified as the reports themselves. Koch is at a loss to understand how Ledeen obtained such information. Koch tells his executive assistant to stop allowing Ledeen to access the classified materials in his office. In return, Ledeen stops coming to work. [CounterPunch, 2/28/2004] Shortly thereafter, Ledeen will begin “consulting work” for the National Security Council (see Late 1984).

On April 18, 1983, the US embassy in Beirut, Lebanon, is bombed by a suicide truck attack, killing 63 people. On October 23, 1983, a Marine barracks in Beirut is bombed by another suicide truck attack, killing 241 Marines. In February 1984, the US military will depart Lebanon. The radical militant group Islamic Jihad will take credit for both attacks (note that this not the group led by Ayman al-Zawahiri). The group is believed to be linked to Hezbollah. Prior to this year, attacks of this type were rare. But the perceived success of these attacks in getting the US to leave Lebanon will usher in a new era of suicide attacks around the world. The next two years in particular will see a wave of such attacks in the Middle East, many of them committed by the radical militant group Hezbollah. [US Congress, 7/24/2003; US Congress, 7/24/2003 pdf file] The Beirut bombings will also inspire bin Laden to believe that the US can be defeated by suicide attacks. For instance, he will say in a 1998 interview, “We have seen in the last decade the decline of the American government and the weakness of the American soldier who is ready to wage Cold Wars and unprepared to fight long wars. This was proven in Beirut when the Marines fled after two explosions.” [ABC News, 5/28/1998] In 1994, bin Laden will hold a meeting with a top Hezbollah leader (see Shortly After February 1994), and arrange for some of his operatives to be trained in the truck bombing techniques that had been used in Beirut. [Source: Ronald Reagan Library]President Reagan and Soviet Premier Mikhail Gorbachev meet in Reykjavik, Iceland, for a second summit, to follow on the success of their first meeting almost a year before (see November 16-19, 1985). They base their discussion on Gorbachev’s January proposals of deep cuts in the two nations’ nuclear arsenals (see January 1986).
Elimination of All Nuclear Weapons by 1996 - Gorbachev and his negotiators begin by reiterating Gorbachev’s proposals for a 50 percent cut in all nuclear weapons, deep reductions in Soviet ICBMs, and the elimination of all European-based intermediate nuclear weapons. Reagan and his negotiators counter with a proposal for both sides to destroy half of their nuclear ballistic missiles in the next five years, and the rest to be destroyed over the next five, leaving both sides with large arsenals of cruise missiles and bomber-based weapons. Gorbachev ups the ante, proposing that all nuclear weapons be destroyed within 10 years. Reagan responds that it would be fine with him “if we eliminated all nuclear weapons,” implicitly including all tactical nuclear weapons in Europe and everywhere else. Gorbachev says, “We can do that,” and Secretary of State George Shultz says, “Let’s do it.”
Agreement Founders on SDI - The heady moment is lost when the two sides fail to reach an agreement on SDI—the Americans’ “Star Wars” missile defense system (see March 23, 1983). Gorbachev cannot accept any major reductions in nuclear weapons if the US has a viable missile defense system; Reagan is convinced that SDI would allow both sides to eliminate their nuclear weapons, and offers the SDI technology to the Soviets. Gorbachev finds Reagan’s offer naive, since there is no guarantee that future presidents would honor the deal. Reagan, in another example of his ignorance of the mechanics of the US nuclear program (see April 1981 and After), does not seem to realize that even a completely effective SDI program would not defend against Soviet cruise missiles and long-range bombers, and therefore would not end the threat of nuclear destruction for either side. Author J. Peter Scoblic will later write, “[SDI] would have convinced the Soviet Union that the United States sought a first-strike capability, since the Americans were so far ahead in cruise missile and stealth bomber technology.” Gorbachev does not ask that the US abandon SDI entirely, but simply observe the terms of the 1972 Anti-Ballistic Missile treaty (see May 26, 1972) and confine SDI research to the laboratory. Reagan refuses. Gorbachev says that if this is the US’s position, then they would have to “forget everything they discussed.” Foreign Minister Eduard Shevardnadze breaks in, saying that the two nations are “so close” to making history that “if future generations read the minutes of these meetings, and saw how close we had come but how we did not use these opportunities, they would never forgive us.” But the agreement is not to be.
Participants' Reactions - As Shultz later says, “Reykjavik was too bold for the world.” Shultz tells reporters that he is “deeply disappointed” in the results, and no longer sees “any prospect” for a third summit. Gorbachev tells reporters that Reagan’s insistence on retaining SDI had “frustrated and scuttled” the opportunity for an agreement. Gorbachev says he told Reagan that the two countries “were missing a historic chance. Never had our positions been so close together.” Reagan says as he is leaving Iceland that “though we put on the table the most far-reaching arms control proposal in history, the general secretary [Gorbachev] rejected it.” Scoblic will later write, “In the end, ironically, it was Reagan’s utopianism, hitched as it was to a missile shield, that preserved the status quo.” [Washington Post, 10/13/1986; Scoblic, 2008, pp. 140-142]
Hardline Sabotage - One element that contributes to the failure of the negotiations is the efforts to undermine the talks by hardline advisers Richard Perle and Ken Adelman, who tell Reagan that confining SDI to research facilities would destroy the program. Perle and Adelman are lying, but Reagan, not knowing any better, believes them, and insists that SDI remain in development. [Scoblic, 2008, pp. 143-144]
Going Too Far? - Reagan’s negotiators, even the most ardent proponents of nuclear reduction, are shocked that he almost agreed to give up the US’s entire nuclear arsenal—with Shultz’s encouragement. British Prime Minister Margaret Thatcher and French President Francois Mitterand are horrified at the prospect, given that NATO’s nuclear arsenal in Europe is the only real counterweight to the huge Red Army so close to the borders of Western European nations. [Scoblic, 2008, pp. 140-142]
Failure of Trust - The US-Soviet talks may well have foundered on an inability of either side to trust the other one to the extent necessary to implement the agreements. During the talks, Soviet aide Gyorgy Arbatov tells US negotiator Paul Nitze that the proposals would require “an exceptional level of trust.” Therefore, Arbatov says, “we cannot accept your position.” [National Security Archives, 3/12/2008]

The Democratic and Republican leaders of Congress’s joint Iran-Contra investigation begin meetings to discuss the logistics of the upcoming public hearings (see May 5, 1987). Speaker of the House Jim Wright (D-TX) later recalls that House committee chairman “Lee Hamilton and I bent over backwards to be fair to the Republicans.” Many of the committee Republicans are not predisposed to return the favor. Moderate Republican Warren Rudman (R-NH), the co-chairman of the Senate committee, recalls that deep divides were forming between the committee’s moderate Republicans and the more hardline Republicans led by Dick Cheney (R-WY). “The meetings were very, very intensive,” Rudman will recall. Cheney helps put together the Republican committee members’ staff, and includes a number of hardline Reagan loyalists: the Justice Department’s Bruce Fein; the former assistant general counsel to the CIA, David Addington; and others. Notably, it is during the Iran-Contra hearings where Cheney and Addington form their lasting professional association.
Artificial Deadline - The first battle is over the length of the hearings. Cheney’s hardliners want the hearings over with quickly—“like tomorrow,” one former staffer recalls. Hamilton will recall: “Did I know Dick wanted to shorten it? Yes, I knew that.” Committee Democrats, fearful of extending the proceedings into the 1988 presidential campaign and thusly being perceived as overly partisan, agree to an artificial ten-month deadline to complete the investigation and issue a final report. Authors Lou Dubose and Jake Bernstein later write that the deadline is “an invitation to the administration to stall while simultaneously burying the committee under mountains of useless information.” When, in the fall of 1987, the committee receives large amounts of new information, such as White House backup computer files, Cheney’s hardliners will succeed in insisting that the committee adhere to the deadline.
Jousting with the Special Prosecutor - The committee also has trouble co-existing with the special prosecutor’s concurrent investigation (see December 19, 1986). The special prosecutor, Lawrence Walsh, wants a long, intensive investigation culminating in a round of prosecutions. The committee worries that in light of Walsh’s investigation, key witnesses like Oliver North and John Poindexter would refuse to testify before the committee, and instead plead the Fifth Amendment. Rudman and committee counsel Arthur Liman want Walsh to quickly prosecute North for obstruction of justice based on North’s “shredding party” (see November 21-25, 1986). Rudman believes that he can get his Republican colleagues to agree to defer their investigation until after North’s trial. But Walsh declines. Rudman later says: “Walsh might have been more successful if he had followed our suggestion.… But he had this grand scheme of conspiracy.” As such, the committee has a difficult choice: abort the investigation or grant North immunity from prosecution so he can testify. Cheney and his hardliners, and even some Democrats, favor not having North testify in deference to his upcoming prosecution. “People were all over the place on that one,” Rudman will recall. Hamilton is the strongest proponent of immunity for North. “He believed that North had information no one else had,” a staffer will recall. Hamilton and the moderate Republicans are more interested in finding the details of the Iran-Contra affair rather than preparing for criminal prosecutions. The committee eventually compromises, and defers the testimony of North and Poindexter until the end of the investigation. Another committee staffer later recalls, “Hamilton was so fair-minded and balanced that in order to get agreements, he gave ground in areas where he shouldn’t have.”
North Deal 'Dooms' Investigation - Dubose and Bernstein later write, “The deal the committee struck with North’s canny lawyer, Brendan Sullivan, doomed Walsh’s investigation and the hearings.” The committee offers North “use immunity,” a guarantee that his testimony cannot be used against him in future prosecutions. The committee also agrees, unwisely, to a series of further caveats: they will not depose North prior to his testimony, his testimony will be strictly limited in duration, the committee will not recall North for further testimony, and he will not have to produce documents to be used in his testimony until just days before his appearance. [US Department of Defense, 11/24/2005] Cheney is the second choice; Bush’s first consideration, former Texas senator John Tower, lost key Senate support when details of his licentious lifestyle and possible alcoholism became known. Cheney was the choice of, among others, Vice President Dan Quayle and National Security Adviser Brent Scowcroft, who both feel that Bush needs someone in the position fast, and the best way to have someone move through the confirmation process is to have someone from Congress. Although Cheney never served in the military, and managed to dodge service during the Vietnam War with five student deferments, he has no skeletons in his closet like Tower’s, and he has the support of Congressional hawks. His confirmation hearings are little more than a formality.
Cheney Leaves the House, Gingrich Steps In - Cheney’s House colleague, Republican Mickey Edwards, later reflects, “The whole world we live in would be totally different if Dick Cheney had not been plucked from the House to take the place of John Tower.” Cheney was “in line to become the [GOP’s] leader in the House and ultimately the majority leader and speaker,” Edwards will say. “If that [had] happened, the whole Gingrich era wouldn’t have happened.” Edwards is referring to Newt Gingrich (R-GA), the future speaker of the House who, in authors Lou Dubose and Jake Bernstein’s own reflections, “ushered in fifteen years of rancorous, polarized politics.” While Cheney is as partisan as Gingrich, he is not the kind of confrontational, scorched-earth politician Gingrich is. According to Edwards, no one can envision Cheney moving down the same road as Gingrich will.
Successful Tenure - As the Pentagon’s civilian chief, many will reflect on Cheney’s tenure as perhaps his finest hour as a public servant. “I saw him for four years as [defense secretary]. He was one of the best executives the Department of Defense had ever seen,” later says Larry Wilkerson, who will serve in the Bush-Cheney administration as chief of staff to Secretary of State Colin Powell. “He made decisions. Contrast that with the other one I saw [Clinton Secretary of Defense Lester Aspin], who couldn’t make a decision if it slapped him in the face.” Cheney will preside over a gradual reduction in forces stationed abroad—a reduction skillfully managed by the Chairman of the Joint Chiefs of Staff, Colin Powell.
Bringing Aboard the Neoconservatives - Cheney asks one of Tower’s putative hires, Paul Wolfowitz, to stay; Wolfowitz, with fellow Pentagon neoconservatives Lewis “Scooter” Libby and Zalmay Khalilzad, will draft the Pentagon’s 1992 Defense Planning Guide (DPG) (see February 18, 1992), a harshly neoconservative proposal that envisions the US as the world’s strongman, dominating every other country and locking down the Middle East oil reserves for its own use. Though the DPG is denounced by President Bush, Cheney supports it wholeheartedly, even issuing it under his own name. “He took ownership in it,” Khalilzad recalls. Cheney also brings in his aide from the Iran-Contra hearings, David Addington (see Mid-March through Early April, 1987), another neoconservative who shares Cheney’s view of almost unlimited executive power at the expense of the judicial and legislative branches. When Dick Cheney becomes defense secretary (see March 20, 1989 and After), he brings into the Pentagon a core group of young, ideological staffers with largely academic (not military) backgrounds. Many of these staffers are neoconservatives who once congregated around Senator Henry “Scoop” Jackson (see Early 1970s). Cheney places them in the Pentagon’s policy directorate, under the supervision of Undersecretary of Defense Paul Wolfowitz, himself one of Jackson’s cadre. While most administrations leave the policy directorate to perform mundane tasks, Wolfowitz and his team have no interest in such. “They focused on geostrategic issues,” one of his Pentagon aides will recall. “They considered themselves conceptual.” Wolfowitz and his team are more than willing to reevaluate the most fundamental precepts of US foreign policy in their own terms, and in Cheney they have what reporters Franklin Foer and Spencer Ackerman call “a like-minded patron.” In 1991, Wolfowitz will describe his relationship to Cheney: “Intellectually, we’re very much on similar wavelengths.”
A Different View of the Soviet Union - Cheney pairs with Wolfowitz and his neoconservatives to battle one issue in particular: the US’s dealings with the Soviet Union. Premier Mikhail Gorbachev has been in office for four years, and has built a strong reputation for himself in the West as a charismatic reformer. But Cheney, Wolfowitz, and the others see something far darker. Cheney opposes any dealings with the Soviets except on the most adversarial level (see 1983), and publicly discusses his skepticism of perestroika, Gorbachev’s restructing of the Soviet economy away from a communist paradigm. In April, Cheney tells a CNN news anchor that Gorbachev will “ultimately fail” and a leader “far more hostile” to the West will follow in his footsteps. Some of President Bush’s more “realistic” aides, including James Baker, Brent Scowcroft, and Condoleezza Rice, as well as Bush himself, have cast their lot with Gorbachev and reform; they have no use for Cheney’s public advocacy of using the USSR’s period of transitional turmoil to dismember the nation once and for all.
Cheney's Alternative Policy - Cheney turns to the neoconservatives under Wolfowitz for an alternative strategy. They meet on Saturday mornings in the Pentagon’s E ring, where they have one maverick Sovietologist after another propound his or her views. Almost all of these Sovietologists echo Cheney and Wolfowitz’s view—the USSR is on the brink of collapse, and the US should do what it can to hasten the process and destroy its enemy for good. They assert that what the Soviet Union needs is not a reformer guiding the country back into a papered-over totalitarianism, to emerge (with the US’s help) stronger and more dangerous than before. Instead, Cheney and his cadre advocate enforced regime change in the Soviet Union. Supporting the rebellious Ukraine will undermine the legitimacy of the central Soviet government, and supporting Boris Yeltsin, the president of the Russian Republic, will strike at the heart of the Gorbachev regime. Bush and his core advisers worry about instability, but Cheney says that the destruction of the Soviet Union is worth a little short-term disruption.
Failure - Bush will not adopt the position of his defense secretary, and will continue supporting Gorbachev through the Soviet Union’s painful transition and eventual dissolution. After Cheney goes public one time too many about his feelings about Gorbachev, Baker tells Scowcroft to “[d]ump on Dick” with all deliberate speed. During the final days of the Soviet Union, Cheney will find himself alone against Bush’s senior advisers and Cabinet members in their policy discussions. [New Republic, 11/20/2003]

Mohammed Said Nabulsi, Jordan’s central bank governor, orders the country’s banks to deposit 30 percent of their foreign exchange holdings with the central bank. The measure is part of an effort to enforce regulations on liquidity ratios and reduce the outflow of foreign exchange from Jordan. Petra, run by Ahmed Chalabi, is the only bank among the 20 that is unable to comply with the order. At the urging of Nabulsi, King Hussein puts Petra under government supervision and orders an audit of the bank’s books. Petra’s board of directors are replaced and an investigation begins. Two weeks later, in August 1989, Chalabi flees the country—reportedly with $70 million. According to Hudson Institute’s Max Singer, Prince Hassan personally drives Chalabi to the Jordanian border, helping him escape. The investigation subsequently uncovers evidence of massive fraud. “The scale of fraud at Petra Bank was enormous,” Nabulsi will later recall. “It was like a tiny Enron.” Arthur Andersen determines that the bank’s assets are overstated by $200 million. The bank is found to have enormous bad debts (about $80 million); “unsupported foreign currency balances at counter-party banks” (about $20 million); and money purportedly owed to the bank which could not be found (about $60 million). Millions of dollars of depositors’ money had been routed to the Chalabi family empire in Switzerland, Lebanon, and London, in the form of loans that had not been repaid. The Chalabi family’s Swiss and Lebanese firms, Mebco and Socofi, are later put into liquidation. As a result of the fraud, the Jordanian government is forced to pay $200 million to depositors whose money had disappeared, and to avert a potential collapse of the country’s entire banking system. According to Zaab Sethna, a spokesman for the Iraqi National Congress, King Hussein of Jordan turned on Chalabi in coordination with Iraq because Chalabi was “using the bank to fund [Iraqi] opposition groups and learning a lot about illegal arms transfers to Saddam.” Petra Bank was also providing the CIA with information on the Jordanian-Iraqi trade. Ahmed Chalabi, the charismatic, MIT-educated head of Jordan’s Petra Bank, flees to London before charges can be filed against him in regards to the collapse of his bank (see August 2, 1989 and April 9, 1992). Unworried about the Jordanian charges, Chalabi, whose formerly wealthy family fled Iraq in 1958, establishes a loose grouping of Iraqi exiles called the Iraqi National Congress, with the aim of overthrowing Iraqi dictator Saddam Hussein. Chalabi has already forged ties with some US neoconservatives like Albert Wohlstetter and Richard Perle. Now he begins cultivating ties with other influential neoconservatives such as Paul Wolfowitz, James Woolsey, Douglas Feith, and Perle’s protege, David Wurmser. Chalabi makes the rounds of the symposia and conferences, and wins new allies in pro-Israeli think tanks such as the Jewish Institute for National Security Affairs (JINSA) and the Washington Institute for Near East Policy (WINEP). Chalabi’s appeal to the neoconservatives is directly linked to his support for Israel as a regional power. The new Iraq he will build, he promises, will have strong relations with Israel. He even declares his intention to rebuild the oil pipeline from Kirkuk to Haifa, which has been inoperative since the 1940s. The neoconservatives ignore his close ties with the Iranian Shi’ite theocracy, as well as the Petra Bank’s funding of the Lebanese Shi’ite militia Amal. Instead, the neoconservatives view Chalabi as a potential savior of the Middle East. Patrick Clawson of WINEP says, “He could be Iraq’s national leader.” [Unger, 2007, pp. 123-125]

Just six days later, Joint Chiefs of Staff Chairman Colin Powell will present a new strategy document to President George H. W. Bush, proposing that the US shift its strategic focus from countering Soviet attempts at world dominance to ensuring US world dominance. Bush will accept this plan in a public speech, with slight modifications, on August 2, 1990: the same day Iraq invades Kuwait. In early 1992 (see March 8, 1992), Powell, counter to his usual public dove persona, will tell members of Congress that the US requires “sufficient power” to “deter any challenger from ever dreaming of challenging us on the world stage.” He will say, “I want to be the bully on the block.” Powell’s early ideas of global hegemony will be formalized by others in a 1992 policy document and finally realized as policy when George W. Some of the group’s members are Madeleine Albright, Henry Cisneros, John Deutch, Richard Holbrooke, Alice Rivlin, David Gergen, Admiral William Crowe, Leon Fuerth, as well as Richard Perle and James Schlesinger, the two token conservatives who quickly resign. The commission will issue a number of policy papers recommending the increased use of military force to intervene in the domestic conflicts of other countries. Some of the commission’s members are appointed to brief Democratic presidential candidates on the commission’s reports ahead of their release. The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” [US Navy, 9/17/1997]
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” [US Navy, 9/17/1997; NationMaster, 12/23/2007] Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. [NationMaster, 12/23/2007]
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” [NationMaster, 12/23/2007]
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” [Wilson, 2004, pp. 141]

The former Deputy Chief of Mission to the US Embassy in Baghdad, Joseph Wilson, reflecting on the ramifications and consequences of the Gulf War as it comes to an end (see February 28, 1991), will later write: “The war… established the blueprint for the post-Cold War New World Order. For the first time since the Korean War, the world had engaged in a conflict sanctioned by international law. In the aftermath of the fall of the Berlin Wall, America’s foreign policy establishment understood that the next generation’s war would not be of the World War II variety, with huge mobilizations of national assets and a fight for survival among the major powers; it would instead consist of small, bloody conflicts that would best be dealt with by a coalition of the willing operating under the mandate of the United Nations. Our challenge would be to ensure that the United States did not become the world’s policeman, a costly and enervating task, but rather used our power to mobilize coalitions and share costs and responsibilities. In my mind, Desert Shield and Storm were case studies of how to manage both the diplomacy and the military aspects of an international crisis. We were successful in obtaining international financing to cover most of the costs of the war, we were successful in putting together a coalition force with troops from more than twenty nations, and we were successful in obtaining an international legal mandate to conduct the war. It was, in every way, an international effort driven by American political will and diplomatic leadership.” Wilson agrees with President Bush and others that the US had been right not to drive into Baghdad and depose Saddam Hussein (see February 1991-1992, August 1992, and September 1998). The US-led coalition had no international mandate to perform such a drastic action, Wilson will note. To go farther than the agreed-upon mandate would alienate allies and erode trust, especially among Arab nations fearful that the US would overthrow their governments and seize their oilfields, or those of their neighbors. Wilson will observe, “The credibility that we later enjoyed—which permitted us to make subsequent progress on Middle East peace at the Madrid Conference in October 1991, and through the Oslo process (see September 13, 1993)… was directly related to our having honored our promises and not exceeded the mandate from the international community.” [Wilson, 2004, pp. 178-179]

Hambali, an important future al-Qaeda leader, moves to the village of Sungai Manggis, Malaysia, about an hour north of the capital of Kuala Lumpur. Hambali is from nearby Indonesia and fought in Afghanistan with Osama bin Laden in the late 1980s. He starts off poor, working at odd jobs, but soon is frequently traveling and has many overseas visitors. Intriguingly, Hambali’s landlord will later say of Hambali’s visitors, “Some looked Arab and others white.” Hambali plays a major role in the 1995 Bojinka plot in the Philippines (see January 6, 1995), and after that plot is foiled he continues to live in his simple Sungai Manggis house. [Time, 4/1/2002; Los Angeles Times, 9/1/2002] Living near Hambali in this village are other regional Islamist militant leaders such as Abdullah Sungkar, Imam Samudra (allegedly a key figure in the 2000 Christmas bombings (see December 24-30, 2000) and the 2002 Bali bombings (see October 12, 2002)), Abu Bakar Bashir, the spiritual leader of the al-Qaeda affiliate Jemaah Islamiyah, and Abu Jibril. So many militants live in this village that it becomes known as “Terror HQ” to intelligence agencies. Sungkar and Bashir are considered the two most well-known militant leaders in Southeast Asia at the time (Sungkar dies of old age in 1999). Hambali’s house is directly across from Bashir’s and they are considered friends. [Tempo, 10/29/2002; Ressa, 2003] Interestingly, Fauzi Hasbi, an Indonesian government mole posing as a militant leader, lives next door to Bashir as well. [SBS Dateline, 10/12/2005] Despite his role in the Bojinka plot, Hambali continues to live there very openly. Beginning in March 1995, just two months after the plot was foiled, Hambali throws his first feast for several hundred guests to mark a Muslim holiday. This becomes an annual party. He also sometimes travels to Indonesia. [Time, 4/1/2002] By May 1999, if not earlier, the FBI connects Hambali to the Bojinka plot (see May 23, 1999). In January 2000, he attends a key al-Qaeda summit in nearby Kuala Lumpur. The CIA gets pictures and video footage of him at the meeting and already has pictures of him from a computer linked to the Bojinka plot (see January 5-8, 2000 and January 5, 2000). However, there is no apparent effort to apprehend him, extradite him, or even put him on a public wanted list. He continues to live in Sungai Manggis until at least late 2000. [Conboy, 2003]

[Source: Iraqi National Congress]Over a period of four years, the CIA’s Iraq Operation Group provides the Iraqi National Congress (INC) with $100 million, which the organization uses to set up training camps and propaganda operations in Northern Iraq. [Christian Science Monitor, 6/15/2004; Ritter, 2005, pp. 128] During this time span, INC leader Ahmed Chalabi allegedly misuses a lot of the funds. “There was a lot of hanky-panky with the accounting: triple billing, things that weren’t mentioned, things inflated.… It was a nightmare,” a US intelligence official who works with Chalabi will say in 2004. [Newsweek, 4/5/2004] Chalabi refuses to share the organization’s books with other members of the INC, and even with the US government itself. According to a former CIA officer, “[T]hey argued that it would breach the secrecy of the operation.” One night, government investigators break into the INC’s offices to do an audit. They find that although the books are in order, many of the group’s expenditures are wasteful. [New Yorker, 6/7/2004] Chalabi spends much of his time in Kurdish-controlled northern Iraq. Robert Baer, a CIA officer who is also working in Iraq, later recalls: “He was like the American Ambassador to Iraq. He could get to the White House and the CIA. He would move around Iraq with five or six Land Cruisers.” Hundreds of thousands of dollars flow “to this shadowy operator—in cars, salaries—and it was just a Potemkin village. He was reporting no intel; it was total trash. The INC’s intelligence was so bad, we weren’t even sending it in.” Chalabi tries to portray Saddam Hussein’s regime as “a leaking warehouse of gas, and all we had to do was light a match,” Baer says. Chalabi, at certain points, claims to know about Iraqi troop movements and palace plans. But “there was no detail, no sourcing—you couldn’t see it on a satellite.” [New Yorker, 6/7/2004] In her 2007 book Fair Game, former CIA analyst Valerie Plame Wilson, an expert on Iraq’s WMD programs, describes Chalabi as “Machiavellian,” and blames him for sending “dozens of tantalizing but ultimately false leads into the CIA net.” [Wilson, 2007, pp. 106-107]

Many experts consider President Bush’s decision not to invade Baghdad and overthrow Saddam Hussein (see January 16, 1991 and After) as wise and prudent, avoiding putting the US in the position of becoming a hostile occupying force and, thusly, avoiding the alienation of allies around the world as well as upholding the UN mandate overseeing the conflict. However, many of the neoconservatives in Defense Secretary Dick Cheney’s office have different views. Paul Wolfowitz, Lewis “Scooter” Libby, and Zalmay Khalilzad are among those who view the “failure” to overthrow Hussein as what author Craig Unger will call “a disastrous lost opportunity.” Unger will reflect, “Interestingly, in what critics later termed ‘Chickenhawk Groupthink,’ the moderate, pragmatic, somewhat dovish policies implemented by men with genuinely stellar [military] records—George H. W. Bush, Brent Scowcroft, and Colin Powell—were under fire by men who had managed to avoid military service—Cheney, Wolfowitz, Libby, and Khalilzad.” (Secretary of State James Baker tells Powell to watch out for the “kooks” working for Cheney.) In some ways, the criticism and counterproposals from Cheney and his followers amounts to another “Team B” experience similar to that of 16 years before (see Early 1976, November 1976 and November 1976). Wolfowitz, with Libby and Khalilzad, will soon write their own set of recommendations, the Defense Planning Guide (DPG) (see February 18, 1992) memo, sometimes called the “Wolfowitz doctrine.” [Unger, 2007, pp. 115-117]

[Source: Boston Globe]A draft of the Defense Department’s new post-Cold War strategy, the Defense Planning Guidance (DPG), causes a split among senior department officials and is criticized by the White House. The draft, prepared by defense officials Zalmay Khalilzad and Lewis “Scooter” Libby under the supervision of Undersecretary of Defense Paul Wolfowitz, says that the US must become the world’s single superpower and must take aggressive action to prevent competing nations—even allies such as Germany and Japan—from challenging US economic and military supremacy. [New York Times, 5/23/1992; Rupert and Solomon, 2005, pp. 122; Scoblic, 2008, pp. 165] The views in the document will become known informally as the “Wolfowitz Doctrine.” Neoconservative Ben Wattenberg will say that its core thesis is “to guard against the emergence of hostile regional superpowers, for example, Iraq or China.” He will add: “America is No. 1. We stand for something decent and important. That’s good for us and good for the world. That’s the way we want to keep it.” [AntiWar (.com), 8/24/2001] The document hails what it calls the “less visible” victory at the end of the Cold War, which it defines as “the integration of Germany and Japan into a US-led system of collective security and the creation of a democratic ‘zone of peace.’” It also asserts the importance of US nuclear weapons: “Our nuclear forces also provide an important deterrent hedge against the possibility of a revitalized or unforeseen global threat, while at the same time helping to deter third party use of weapons of mass destruction through the threat of retaliation.” [New York Times, 3/8/1992] The document states, “We must maintain the mechanism for deterring potential competitors from even aspiring to a larger regional or global role.” [New York Times, 3/8/1992] In 2007, author Craig Unger will write that deterring “potential competitors” from aspiring to a larger role means “punishing them before they can act.” [Unger, 2007, pp. 116]
US Not Interested in Long-Term Alliances - The document, which says the US cannot act as the world’s policeman, sees alliances among European nations such as Germany and France (see May 22, 1992) as a potential threat to US supremacy, and says that any future military alliances will be “ad hoc” affairs that will not last “beyond the crisis being confronted, and in many cases carrying only general agreement over the objectives to be accomplished.… [T]he sense that the world order is ultimately backed by the US will be an important stabilizing factor.” [New York Times, 5/23/1992] Conspicuously absent is any reference to the United Nations, what is most important is “the sense that the world order is ultimately backed by the US… the United States should be postured to act independently when collective action cannot be orchestrated” or in a crisis that demands quick response. [New York Times, 3/8/1992] Unger will write of Wolfowitz’s “ad hoc assemblies:” “Translation: in the future, the United States, if it liked, would go it alone.” [Unger, 2007, pp. 116]
Preventing the Rise of Any Global Power - “[W]e endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power. These regions include Western Europe, East Asia, the territory of the former Soviet Union and Southwest Asia.” The document advocates “a unilateral US defense guarantee” to Eastern Europe, “preferably in cooperation with other NATO states,” and foresees use of American military power to preempt or punish use of nuclear, biological or chemical weapons, “even in conflicts that otherwise do not directly engage US interests.” [Washington Post, 3/11/1992]
Containing Post-Soviet Threats - The document says that the US’s primary goal is “to prevent the re-emergence of a new rival, either on the territory of the former Soviet Union or elsewhere, that poses a threat on the order of that posed formerly by the Soviet Union.” It adds, “This is a dominant consideration underlying the new regional defense strategy and requires that we endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to general global power.” In the Middle East and Southwest Asia, “our overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil.” The document also asserts that the US will act to restrain what it calls India’s “hegemonic aspirations” in South Asia [New York Times, 5/23/1992] , and warns of potential conflicts, perhaps requiring military intervention, arising in Cuba and China. “The US may be faced with the question of whether to take military steps to prevent the development or use of weapons of mass destruction,” it states, and notes that these steps may include pre-empting an impending attack with nuclear, chemical or biological weapons, “or punishing the attackers or threatening punishment of aggressors through a variety of means,” including attacks on the plants that manufacture such weapons. It advocates the construction of a new missile defense system to counter future threats from nuclear-armed nations. [New York Times, 3/8/1992]
Reflective of Cheney, Wolfowitz's Views - Senior Pentagon officials say that while the draft has not yet been approved by either Dick Cheney or Wolfowitz, both played substantial roles in its creation and endorse its views. “This is not the piano player in the whorehouse,” one official says.
Democrats Condemn Policy Proposal - Senator Robert Byrd (D-WV), an advocate of a reduction in military spending, calls the document “myopic, shallow and disappointing,” adding: “The basic thrust of the document seems to be this: We love being the sole remaining superpower in the world.” Senator Joseph Biden (D-DE) attacks what he sees as the document’s emphasis on unilateral military action, and ridicules it as “literally a Pax Americana.” Pentagon officials will dispute characterizations that the policy flatly rejects any idea of multilateral military alliances. One defense official says, “What is just dead wrong is this notion of a sole superpower dominating the rest of the world.” [New York Times, 3/8/1992; Washington Post, 3/11/1992]
Abandoned, Later Resurrected - Wolfowitz’s draft will be heavily revised and much of its language dropped in a later revision (see May 22, 1992) after being leaked to the media (see March 8, 1992). Cheney and Wolfowitz’s proposals will receive much more favorable treatment from the administration of George W. Bush (see August 21, 2001).

[New York Times, 3/8/1992; Newsday, 3/16/2003] The document will cause controversy, because it hasn’t yet been “scrubbed” to replace candid language with euphemisms. [New York Times, 3/10/1992; New York Times, 3/11/1992; Observer, 4/7/2002] The document argues that the US dominates the world as sole superpower, and to maintain that role, it “must maintain the mechanisms for deterring potential competitors from even aspiring to a larger regional or global role.” [New York Times, 3/8/1992; New York Times, 3/8/1992] As the Observer summarizes it: “America’s friends are potential enemies. They must be in a state of dependence and seek solutions to their problems in Washington.” [Observer, 4/7/2002] The document is mainly written by Paul Wolfowitz and I. Lewis “Scooter” Libby, who hold relatively low posts at this time, but become deputy defense secretary and Vice President Dick Cheney’s chief of staff, respectively, under President George W. Bush. [Newsday, 3/16/2003] The authors conspicuously avoid mention of collective security arrangements through the United Nations, instead suggesting the US “should expect future coalitions to be ad hoc assemblies, often not lasting beyond the crisis being confronted.” [New York Times, 3/8/1992] They call for “punishing” or “threatening punishment” against regional aggressors before they act. [Harper's, 10/2002] Interests to be defended preemptively include “access to vital raw materials, primarily Persian Gulf oil, proliferation of weapons of mass destruction and ballistic missiles, [and] threats to US citizens from terrorism.” The section describing US interests in the Middle East states that the “overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil… deter further aggression in the region, foster regional stability, protect US nationals and property, and safeguard… access to international air and seaways.” [New York Times, 3/8/1992] Senator Lincoln Chafee (R-RI) will later say, “It is my opinion that [George W. After a two-year investigation, Ahmed Chalabi is convicted in absentia and sentenced by a Jordanian military court to 22 years of hard labor and ordered to return $230 million in embezzled funds from his crimes connected with the Petra Bank. The 223-page verdict charges Chalabi with 31 counts of embezzlement, theft, forgery, currency speculation, making false statements, and making millions of dollars in bad loans to himself, to his friends, and to his family’s other financial enterprises in Lebanon and Switzerland (see June 1992). June 1992: Iraqi National Congress Formed

The Kurdistan Democratic Party (KDP), headed by Masud Barzani, and the Patriotic Union of Kurdistan (PUK), headed by Jalal Talabani, meet in Vienna along with nearly 200 delegates from dozens of Iraqi opposition groups to form an umbrella organization for Iraqi dissident groups. [Federation of American Scientists, 8/8/1998; New Yorker, 6/7/2004] The event is organized by the Rendon Group, which has been contracted by the CIA to organize the wide spectrum of Iraqi dissidents into a unified movement against Saddam Hussein. Rendon names the group the “Iraqi National Congress” (INC). The CIA pays the Rendon Group $326,000 per month for the work, funneled to the company and the INC through various front organizations. The Carnegie Endowment for International Peace publishes “Self-Determination in the New World Order” by Morton H. Halperin (head of State Department policy planning under Madeleine Albright) and David Scheffer (Albright’s special envoy for war crimes issues). The book proposes a set of criteria for the US to use in responding to the independence and separatist movements that have arisen since the break-up of the Soviet Union. The authors argue that in certain circumstances, such as when civil unrest threatens to create a humanitarian crisis, “American interests and ideals” compel the US to assume “a more active role.” Interventions “will become increasingly unavoidable,” the authors write. Foreshadowing the unabashed unilateralist foreign policy adopted by the Bush administration after the September 11 attacks, they write that “the United States should seek to build a consensus within regional and international organizations for its position, but should not sacrifice its own judgment and principles if such a consensus fails to materialize.” [Review of International Affairs, 4/2000]

Defense Secretary Dick Cheney gives a speech to the Discovery Institute in Seattle defending the Bush administration’s decision not to enter Baghdad or overthrow Iraqi dictator Saddam Hussein during the 1991 Gulf War (see January 16, 1991 and After). Cheney says that because of Hussein’s “shrinking power base” in Iraq, the fact that he does not control the northern or southern portions of his country, his all-but-destroyed national economy, and the UN sanctions, “his days are numbered” as Iraq’s dictator, so there was no need to overthrow him. “I would guess if we had gone in there, I would still have forces in Baghdad today. We’d be running the country. We would not have been able to get everybody out and bring everybody home.… All of a sudden you’ve got a battle you’re fighting in a major built-up city, a lot of civilians are around, significant limitations on our ability to use our most effective technologies and techniques.… Once we had rounded him up and gotten rid of his government, then the question is what do you put in its place? You know, you then have accepted the responsibility for governing Iraq.… And the final point that I think needs to be made is this question of casualties. I don’t think you could have done all of that without significant additional US casualties. And while everybody was tremendously impressed with the low cost of the conflict, for the 146 Americans who were killed in action and for their families, it wasn’t a cheap war. And the question in my mind is how many additional American casualties is Saddam worth? And the answer is not that damned many. So, I think we got it right, both when we decided to expel him from Kuwait, but also when the president made the decision that we’d achieved our objectives and we were not going to go get bogged down in the problems of trying to take over and govern Iraq.” [Seattle Post-Intelligencer, 9/29/2004; Seattle Post-Intelligencer, 9/29/2004; Dubose and Bernstein, 2006, pp. 171-172] While Cheney publicly supports Bush’s decision not to go into Baghdad, privately he had urged Bush to invade the capital and overthrow Hussein (see February 1991-1992). According to Victor Gold, a former Bush speechwriter and coauthor of a novel with Cheney’s wife Lynne, Cheney’s private stance was far more aggressive than his public pronouncements. Bernard Lewis.Bernard Lewis. [Source: Princeton University]Princeton University professor Bernard Lewis publishes an article in the influential journal Foreign Affairs called “Rethinking the Middle East.” In it, he advocates a policy he calls “Lebanonization.” He says, “[A] possibility, which could even be precipitated by [Islamic] fundamentalism, is what has late been fashionable to call ‘Lebanonization.’ Most of the states of the Middle East—Egypt is an obvious exception—are of recent and artificial construction and are vulnerable to such a process. If the central power is sufficiently weakened, there is no real civil society to hold the polity together, no real sense of common identity.… Then state then disintegrates—as happened in Lebanon—into a chaos of squabbling, feuding, fighting sects, tribes, regions, and parties.” Lewis, a British Jew, is well known as a longtime supporter of the Israeli right wing. Since the 1950s, he has argued that the West and Islam have been engaged in a titanic “clash of civilizations” and that the US should take a hard line against all Arab countries. Lewis is considered a highly influential figure to the neoconservative movement, and some neoconservatives such as Richard Perle and Harold Rhode consider him a mentor. In 1996, Perle and others influenced by Lewis will write a paper for right wing Israeli leader Benjamin Netanyahu entitled “A Clean Break” that advocates the “Lebanonization” of countries like Iraq and Syria (see July 8, 1996). Lewis will remain influential after 9/11. For instance, he will have dinner with Vice President Cheney shortly before the US invasion of Iraq in 2003. Some will later suspect that Cheney and others were actually implementing Lewis’s idea by invading Iraq. Chas Freeman, former US ambassador to Saudi Arabia, will say in May 2003, just after the invasion, “The neoconservatives’ intention in Iraq was never to truly build democracy there. Their intention was to flatten it, to remove Iraq as a regional threat to Israel.” [Dreyfuss, 2005, pp. 330-337]

The outgoing President Bush pardons six former Reagan officials for any crimes they may have committed as part of their involvement in the Iran-Contra affair. One of the six, former Defense Secretary Caspar Weinberger, was slated to go on trial in January 1993 on charges that he lied to Congress about his knowledge of arms sales to Iran and funding from other countries for the Nicaraguan Contras (see July 24, 1992). Weinberger’s case was expected to reveal details of then-Vice President Bush’s involvement in the affair. Bush has refused to turn over a 1986 campaign diary he kept that may contain evidence of his involvement. Special prosecutor Lawrence Walsh says of the pardons, “[T]he Iran-Contra cover-up, which has continued for more than six years, has now been completed.” The pardons “undermine… the principle that no man is above the law. It demonstrates that powerful people with powerful allies can commit serious crimes in high office—deliberately abusing the public trust without consequence.” Walsh says that he believes Bush may have pardoned Weinberger to conceal his own complicity and possibly criminal actions in Iran-Contra. Bush also pardons former National Security Adviser Robert McFarlane and former Assistant Secretary of State Elliott Abrams, both of whom have already pled guilty to misdemeanor charges of withholding information from Congress. Bush also pardons Clair George, the former head of the CIA’s clandestine services, convicted earlier in December of two felony charges of perjury and misleading Congress. Finally, he pardons two other CIA officials, Duane Clarridge, who is awaiting trial, and Alan Fiers, who pled guilty to withholding information from Congress, and who testified against George. For his part, Bush says he is merely trying to “put bitterness behind us” in pardoning the six, many of whom he said have already paid a heavy price for their involvement. Senator George Mitchell (D-ME) is sharply critical of the pardons, saying, “If members of the executive branch lie to the Congress, obstruct justice and otherwise break the law, how can policy differences be fairly and legally resolved in a democracy?” [New York Times, 12/25/1992]

US soldiers involved in an operation in Somalia are sometimes billeted nearby, but none are killed or injured in the blasts. [Bergen, 2001, pp. 176; Scheuer, 2006, pp. 147] US intelligence will conclude in April 1993 that “[Bin Laden] almost certainly played a role” in this attack. However, there is little chance of a successful prosecution due to lack of evidence. [Bergen, 2001, pp. 176; US Congress, 7/24/2003] Other operatives involved in the bombing are reputedly “point man” Tariq Nasr al-Fadhli, a leading Afghan veteran and tribal leader who later lives on a Yemeni government stipend, and Jamal al-Nahdi, who is said to have lost a hand in the blast. [New York Times, 11/26/2000] The Yemen government sends an armored brigade to arrest al-Fadhli and he eventually surrenders, but is soon set free. Author Peter Bergen will later comment: “[T]he Yemeni government seems to have developed amnesia: al-Fadhli became a member of the president’s personally selected consultative council and his sister is married to General Ali Muhsin al-Ahmar, a member of President Saleh’s family; al-Nahdi is a businessman in Sana’a and a member of the permanent committee of Yemen’s ruling party.” [Bergen, 2001, pp. 176] The US announces it is withdrawing from Yemen shortly after the bombings (see Shortly After December 29, 1992).

As Defense Secretary Dick Cheney and his staff prepare to leave the Pentagon to be replaced by President-elect Clinton’s appointees, Cheney’s senior aide Paul Wolfowitz and his staff recycle their controversial “Defense Planning Guidance” (DPG) from the year before (see February 18, 1992 and May 22, 1992) and publish them in another proposal, the “Regional Defense Strategy” (RPS). Much of the DPG’s ideas are present in this proposal as well, including the concept of a “democratic ‘zone of peace,’” defined as “a community of democratic nations bound together in a web of political, economic and security ties.” In Wolfowitz’s view, the US government must shoulder the responsibility “to build an international environment conducive to our values.” Like the DPG, this document has the quiet but firm support of Cheney. Years later, Cheney’s closest aides will point to the DPG and the RPS as the moment when Cheney’s foreign policy views coalesce into a single overarching framework. A Cheney staffer will say, “It wasn’t an epiphany, it wasn’t a sudden eureka moment; it was an evolution, but it was one that was primed by what he had done and seen in the period during the end of the Cold War.” [New Republic, 11/20/2003]

An FBI explosives expert later states that, “If they had found the exact architectural Achilles’ heel or if the bomb had been a little bit bigger, not much more, 500 pounds more, I think it would have brought her down.” Ramzi Yousef, who has close ties to bin Laden, organizes the attempt. [Village Voice, 3/30/1993; US Congress, 2/24/1998] The New York Times later reports on Emad Salem, an undercover agent who will be the key government witness in the trial against Yousef. Salem testifies that the FBI knew about the attack beforehand and told him they would thwart it by substituting a harmless powder for the explosives. However, an FBI supervisor called off this plan, and the bombing was not stopped. [New York Times, 10/28/1993] Other suspects were ineptly investigated before the bombing as early as 1990. Several of the bombers were trained by the CIA to fight in the Afghan war, and the CIA later concludes, in internal documents, that it was “partly culpable” for this bombing (see January 24, 1994). [Independent, 11/1/1998] 9/11 mastermind Khalid Shaikh Mohammed is an uncle of Yousef and also has a role in the WTC bombing (see March 20, 1993). Iraqi exile Ahmed Chalabi (see 1992-1996) approaches the Clinton administration with a plan to overthrow Saddam Hussein. Defense Intelligence Agency agent Patrick Lang will later recall that the plan, dubbed “End Game,” starts with a revolt by Iraq’s Kurdish and Shi’a insurgents that will, theoretically, trigger an insurrection by Iraqi military commanders. The military will replace Hussein with a regime friendly to both Israel and the US. Clinton officials give the plan tentative approval, though as Lang will later write: “The plan was based on a belief that Iraq was ripe for revolt and that there were no units in the armed forces that would fight to preserve Saddam’s government. Since the same units had fought to keep Saddam in power during the Kurdish and Shi’a revolts of a few years before, it is difficult to see why the sponsors of End Game would have thought that.” Meanwhile, Saddam Hussein learns of the plan and prepares his own response. When Chalabi puts the plan into action, the Iraqi military, instead of revolting against Hussein, kills over 100 INC-backed insurgents (see March 1995). The southern part of Yemen attempts to cede from the rest of the country, but loses the ensuing war and north Yemeni forces take the south’s capital, Aden, reuniting the country. Yemen first united in 1990, but tensions between the two former independent halves of the country resulted in the civil war. As the south is regarded as communist, the north is backed by both the US and Osama bin Laden. [Guardian, 5/6/1994; CounterPunch, 5/20/2002; Wall Street Journal, 12/20/2002; Terrorism Monitor, 4/8/2004] The New York Times will say that the north Yemeni president uses “large numbers of Arab Afghans formed into Islamic terrorist units as his shock troops.” [New York Times, 11/26/2000] CIA officer Michael Scheuer will comment, “In 1993 and 1994, bin Laden sent al-Qaeda fighters from Pakistan to Afghanistan—via Sudan—to fight the Yemeni Communists in the civil war that yielded a reunified Yemen.” [Scheuer, 2006, pp. 151] According to Western intelligence, before the war Ali Mohsen al-Ahmar, a brother of north Yemen’s President Ali Abdallah Saleh, received US$ 20 million from bin Laden to help settle Arab Afghan fighters in the country. When war breaks out, as military commander he deploys these fighters in the war’s final battle for the south’s capital of Aden. Despite its socialist tendencies, the south is backed by Saudi Arabia, as it thinks a divided Yemen is less of a threat to it. [CounterPunch, 5/20/2002; Wall Street Journal, 12/20/2002; Terrorism Monitor, 4/8/2004] Veteran Middle Eastern journalist Brian Whittaker will comment, “The Saudis invested hugely in the war on behalf of the South, and the outcome is a defeat for them as much as anyone.” [Middle East International, 7/22/1994] After the war, the government will allow the radical fighters to settle in Yemen and use it as a base (see After July 1994).

A young Indonesian nicknamed Hambali forms a front company that ties al-Qaeda figures to the Bojinka plot (see January 6, 1995), an early version of the 9/11 plot. Hambali had fought in Afghanistan in the late 1980’s, repeatedly met with bin Laden there, and allied himself to bin Laden’s cause. In 1994, Hambali, living in a village north of Kuala Lumpur, Malaysia, began frequently receiving visitors. According to his landlord, “Some looked Arab and others white.” There has been no explanation who these “white” visitors may have been. Hambali had been very poor prior to this time, but he is suddenly “flush with newfound cash” brought by the visitors. In June 1994, he founds a front company called Konsonjaya with Wali Khan Amin Shah, a key Bojinka plotter, and both their names are listed on the eight-person board of directors. Shah fought with bin Laden in Afghanistan, and bin Laden will even admit knowing him and praise him in an 1998 interview (see May 28, 1998). Philippine police phone taps show that frequent calls are made from the Konsonjaya offices in Malaysia to the Philippines offices of Mohammed Jamal Khalifa, bin Laden’s brother-in-law who is also believed to be part of the Bojinka plot (see 1994). [Time, 4/1/2002] A Malaysian official will later say that Hambali spends time in the Philippines with Shah and bomber Ramzi Yousef in 1994 as they plan the Bojinka plot. [Washington Post, 2/3/2002] Mohammed Amin al-Ghafari, another Konsonjaya director, makes frequent trips from Malaysia to the Philippines while planning for the Bojinka plot is under way, and he is later believed to play a key role in financing the plot. In early 1995, after the Bojinka plot is broken up, one of the arrested Bojinka plotters will confess to Konsonjaya’s role in the plot (see February-Early May 1995) and a Philippine investigator’s flow chart of the Bojinka plotters and their connections will prominently include Konsonjaya (see Spring 1995). However, neither the Philippine nor US government appears interested in capturing Hambali, al-Ghafari, or the others involved in Konsonjaya before 9/11. [Los Angeles Times, 6/24/2002; Contemporary Southeast Asia, 12/1/2002] Hambali will continue to live openly in Malaysia, even throwing a party every year for hundreds of people (see April 1991-Late 2000). He will go on to plan other al-Qaeda attacks and will attend a key planning meeting for the 9/11 plot in 2000 (see January 5-8, 2000). [Time, 4/1/2002] Al-Ghafari will finally be deported in 2002 after years of police protection (see October 8-November 8, 2002).

The US Senate ratifies the international Convention Against Torture, originally proposed by the United Nations in 1985. The treaty bans any officials from signatory nations from inflicting “torture and other cruel, inhuman, or degrading treatment or punishment” on prisoners in order to gain information. It also establishes the UN Committee against Torture (UNCAT). The ban is absolute and cannot be waived: “No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability, or any other public emergency, may be invoked as a justification of torture.” [United Nations High Commissioner for Human Rights, 12/10/1984; Savage, 2007, pp. 155] The treaty also forbids signatory nations from sending detainees to other countries if there is a reasonable expectation that they may be tortured. [Source: Peter Lance]Responding to an apartment fire, Philippine investigators uncover an al-Qaeda plot to assassinate the Pope that is scheduled to take place when he visits the Philippines one week later. While investigating that scheme, they also uncover Operation Bojinka, planned by the same people: 1993 WTC bomber Ramzi Yousef and 9/11 mastermind Khalid Shaikh Mohammed (KSM). [Independent, 6/6/2002; Los Angeles Times, 6/24/2002; Los Angeles Times, 9/1/2002] Many initial reports after 9/11 will claim the fire was accidental and the police discovery of it was a lucky break, but in 2002 the Los Angeles Times will report that the police started the fire on purpose as an excuse to look around the apartment. In the course of investigating the fire, one of the main plotters, Abdul Hakim Murad, is arrested. [Los Angeles Times, 9/1/2002] The plot has two main components. On January 12, Pope John Paul II is scheduled to visit Manila and stay for five days. A series of bombs along his parade route would be detonated by remote control, killing thousands, including the Pope. Yousef’s apartment is only 500 feet from the residence where the Pope will be staying. [Reeve, 1999, pp. 78; Lance, 2006, pp. 138] Then, starting January 21, a series of bombs would be placed on airplanes. [Insight, 5/27/2002] Five men, Yousef, Wali Khan Amin Shah, Abdul Hakim Murad, Abd al-Karim Yousef (a.k.a., Adel Anon, Yousef’s twin brother), and Khalid Al-Shaikh (thought to be an alias for KSM) would depart to different Asian cities and place a timed bomb on board during the first leg of passenger planes traveling to Los Angeles, San Francisco, Honolulu, and New York. They would then transfer to another flight and place a second bomb on board that flight. In all, 11 to 12 planes would blow up in a two day period over the Pacific. If successful, some 4,000 people would have been killed. [Agence France-Presse, 12/8/2001; Insight, 5/27/2002; Contemporary Southeast Asia, 12/1/2002] According to another account, some of the bombs would be timed to go off weeks or even months later. Presumably worldwide air travel could be interrupted for months. [Lance, 2003, pp. 260-61] A second wave of attacks involving crashing airplanes into buildings in the US would go forward later, once the pilots are trained for it (see February-Early May 1995).

Ahmed Chalabi creates a militia army of about 1,000 fighters in Kurdish-controlled northern Iraq and bribes tribal leaders in the city of Mosul to support a planned rebellion against Saddam Hussein (see November 1993). He is also hosting members of Iranian intelligence who promise that when the operation is launched, Iran will simultaneously hit Iraq from the south. But the CIA learns that Baathist officials have caught wind of the plot and the CIA instructs agent Robert Baer to tell Chalabi that “any decision to proceed will be on your own.” Chalabi, who has no military experience, decides to go through with the plot anyway. But the operation quickly flounders when over 100 INC fighters are killed by Iraqi forces, many more of Chalabi’s fighters desert, the bribed Iraqi tribal leaders stay home, and the Iranians do nothing. The CIA is furious that it funded the operation, which becomes known within the agency as the “Bay of Goats.” [CounterPunch, 5/20/2004; New Yorker, 6/7/2004; Unger, 2007, pp. 126] CENTCOM commander General Anthony Zinni has similar feelings. “It got me pretty angry,” he recalls. “They were saying if you put a thousand troops on the ground, Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate information. Their scheme was ridiculous.” Zinni had warned Congress that Chalabi’s invasion plan was “pie in the sky, a fairy tale,” but was ignored. [Unger, 2007, pp. 160-161]

Murrah Federal Building in Oklahoma City, killing 168 people in America’s worst domestic terrorist attack. Timothy McVeigh, later convicted in the bombing, has ideological roots both in the Patriot world and among neo-Nazis like William Pierce, whose novel, The Turner Diaries (see 1978), served as a blueprint for the attack. [Washington Post, 4/20/1995; Southern Poverty Law Center, 6/2001; Clarke, 2004, pp. 127] Initially, many believe that no American set off the bomb, and suspect Islamist terrorists of actually carrying out the bombing (see 10:00 a.m. April 19, 1995 and After). Their suspicions prove groundless. Investigators will find that the bomb is constructed of some 5,000 pounds of ammonium nitrate and fuel oil, carried in 20 or so blue plastic 55-gallon barrels arranged inside a rented Ryder truck (see April 15, 1995). The bomb is detonated by a slow-burning safety fuse, most likely lit by hand. The fuse is attached to a much faster-burning detonation cord (“det cord”) which ignites the fertilizer and fuel-oil mixture. [New York Times, 4/27/1995] The Murrah Federal Building houses a number of federal agencies, including offices for the Bureau of Alcohol, Tobacco and Firearms (BATF); the Social Security Administration; the Housing and Urban Development (HUD), Veterans Affairs, and Agriculture departments; and the Secret Service. [Washington Post, 4/20/1995] It encompasses an entire city block, between 5th and 4th Streets and Harvey and Robinson Streets, and features a U-shaped, indented drive on 5th that allows for quick pickup and delivery parking. The entire building’s facade on this side is made of glass, allowing passersby to see into the offices in the building, as well as into the America’s Kids day care center on the second floor, which by this time is filling with children. It is in this driveway that McVeigh parks his truck. [Serrano, 1998, pp. 99-102]
Entering the City - McVeigh drives into Oklahoma City, entering around 8:30 a.m. from his overnight stop in Ponca City, Oklahoma; the details reported of his entrance into the city vary (see 7:00 a.m. - 8:35 a.m., April 19, 1995). At 8:55 a.m., a security camera captures the Ryder truck as it heads towards downtown Oklahoma City [Douglas O. Linder, 2006] , a sighting bolstered by three people leaving the building who later say they saw the truck parked in front of the Murrah Building around this time. At 8:57, a security camera captures an image of McVeigh’s Ryder truck being parked outside the Murrah Building in a handicapped zone. One survivor of the blast, Marine recruiter Michael Norfleet, later recalls seeing the Ryder truck parked just outside the building next to the little circle drive on 5th Street leading up to the main entrance of the building. Norfleet had parked his black Ford Ranger in front of the Ryder.
McVeigh Lights Fuses - McVeigh drives the Ryder truck west past the Murrah Building on NW Fourth Street, turns north on a one-way street, and turns right on Fifth Street. He pulls the truck over and parks near the Firestone store, next to a chain-link fence. He then lights the five-minute fuses from inside the cab (see 8:15 a.m. and After, April 18, 1995), sets the parking brake, drops the key behind the seat, opens the door, locks the truck, exits, and shuts the door behind him. A man later claims to have hit his brakes to avoid someone matching McVeigh’s description as he crossed Fifth Street around 9:00 a.m. McVeigh walks quickly toward a nearby YMCA building where he has hidden his getaway car, a battered yellow Mercury Marquis (see April 13, 1995), in the adjoining alleyway, crossing Robinson Street and crossing another street to get to the alleyway. He begins to jog as he approaches his car. He later says he remembers a woman looking at him as she is walking down the steps to enter the building; he will describe her as white, in her mid-30s, with dirty blonde hair. According to McVeigh’s own recollection, he is about 20 feet into the alley when the bomb goes off. [Stickney, 1996, pp. 184-185; PBS Frontline, 1/22/1996; Serrano, 1998, pp. 158; Douglas O. Linder, 2006; The Oklahoman, 4/2009]
Truck Explodes - At 9:02 a.m., the truck explodes, destroying most of the Murrah Building and seriously damaging many nearby buildings. Eventually, it will be determined that 168 people die in the blast, including 19 children. Over 500 are injured. The children are in the second-story day care center just above the parking space where McVeigh leaves the Ryder truck. McVeigh will later tell his biographers that he is lifted off his feet by the power of the blast.
Devastation and Death - When the bomb detonates, the day care center and the children plummet into the basement. The building, constructed with large glass windows, collapses, sending a wave of flying glass shards and debris into the building and the surrounding area. The oldest victim is 73-year-old Charles Hurlbert, who has come to the Social Security office on the first floor. Hurlbert’s wife Jean, 67, also dies in the blast. The youngest victim is four-month-old Gabeon Bruce, whose mother is also in the Social Security office. One victim, Rebecca Anderson, is a nurse who runs towards the building to render assistance. She never makes it to the building; she is struck in the head by a piece of falling debris and will die in a hospital four days after the blast. Her heart and kidneys will be transplanted into survivors of the bombing. [Denver Post, 6/3/1997; New York Times, 6/3/1997; Serrano, 1998, pp. 153-154; Oklahoma City Journal Record, 3/29/2001] Sherri Sparks, who has friends still unaccounted for in the building, tells a reporter in the hours after the blast, “Oh, I can’t stand the thought of… those innocent children, sitting there playing, thinking they’re safe, and then this happens.” The explosion leaves a 30-foot-wide, 8-foot-deep crater in the street that is covered by the wreckage of the building’s upper floors. The north face of the nine-story building collapses entirely. [Washington Post, 4/20/1995; Washington Post, 4/22/1995] Mary Heath, a psychologist who works about 20 blocks from the Murrah Building, says the blast “shook the daylights out of things—it scared us to death. We felt the windows shake before we heard the noise.” In a neighboring building, a Water Resources Board meeting is just commencing; the audiotape of the meeting captures the sound of the blast (see 9:02 a.m. and After, April 19, 1995). [Washington Post, 4/20/1995; The Oklahoman, 4/2009] Norfleet, trapped in the Marine Corps office, is thrown into a wall by the explosion. His skull is fractured, and a shard of glass punctures his right eye. Three separate arteries are pierced, and Norfleet begins bleeding heavily. Two supply sergeants in the office are far less injured; Norfleet asks one, “How bad am I hurt?” and one replies, “Sir, you look really bad.” One of the two begins giving Norfleet first aid; Norfleet later recalls: “He immediately went into combat mode and started taking care of me. He laid me on a table and he started looking for bandages to administer first aid. And while I was laying on that table, I just knew that I was losing strength and that if I stayed in the building, I would die.” Norfleet wraps a shirt around his head and face to slow the bleeding, and the two sergeants help him to the stairs, through the fallen rubble, and eventually out. Norfleet will later say that he follows “a blood trail of somebody that had gone down the steps before me” to get outside, where he is quickly put into an ambulance. He loses almost half his body’s blood supply and his right eye. He will never fly again, and will soon be discharged for medical incapacity. [Serrano, 1998, pp. 161-162] Eighteen-month-old Phillip Allen, called “P.J.” by his parents, miraculously survives the blast. The floor gives way beneath him and he plunges 18 feet to land on the stomach of an adult worker on the floor below, Calvin Johnson. Landing on Johnson’s stomach saves P.J.‘s life. Johnson is knocked unconscious by the blast and by the impact of the little boy falling on him, but when he awakes, he carries the toddler to safety. P.J.‘s grandfather calls the child “Oklahoma’s miracle kid,” and media reports use the label when retelling the story of the miraculous rescue. P.J. is one of six children in the day care center to survive the blast. [Stickney, 1996, pp. 275-277] Some people later report their belief that the Murrah Building was rocked by a second explosion just moments after the first one, the second coming from a secure area managed by the Bureau of Alcohol, Tobacco and Firearms (BATF) that illegally stored explosives. Law professor Douglas O. Linder will later write, “Both seismic evidence and witness testimony supports the ‘two blast theory.’” [Douglas O. Linder, 2006] That theory is later disputed (see After 9:02 a.m. April 19, 1995).
Explosion's Effects Felt Miles Away - Buildings near the Murrah are also damaged, seven severely, including the Journal Record newspaper building, the offices of Southwestern Bell, the Water Resources Board, an Athenian restaurant, the YMCA, a post office building, and the Regency Tower Hotel. Two Water Resources Board employees and a restaurant worker are killed in the blast. The Journal Record building loses its roof. Assistant Fire Chief Jon Hansen later recalls, “The entire block looked like something out of war-torn Bosnia.” Every building within four blocks of the Murrah suffers some effects. A United Parcel Service truck 10 miles away has its windows shattered by the blast. Cars in parking lots around the area catch fire and burn. Millions of sheets of paper, and an innumerable number of glass shards, shower down for hundreds of feet around the building. [Stickney, 1996, pp. 28-30]
Truck Axle Crushes Nearby Car - Richard Nichols (no relation to bomber Timothy McVeigh’s co-conspirator Terry Nichols), a maintenance worker standing with his wife a block and a half away from the Murrah Building, is spun around by the force of the blast. They throw open the back door of their car and begin taking their young nephew Chad Nichols out of the back seat, when Richard sees a large shaft of metal hurtling towards them. The “humongous object… spinning like a boomerang,” as Richard later describes it, hits the front of their Ford Festiva, smashing the windshield, crushing the front end, driving the rear end high into the air, and sending the entire car spinning backwards about 10 feet. Chad is not seriously injured. The metal shaft is the rear axle of the Ryder truck. Later, investigators determine that it weighs 250 pounds and was blown 575 feet from where the truck was parked. Governor Frank Keating (R-OK) points out the axle to reporters when he walks the scene a day or so later, causing some media outlets to incorrectly report that Keating “discovered” the axle. The scene will take investigators days to process for evidence. [Stickney, 1996, pp. 32; New York Times, 6/3/1997; Serrano, 1998, pp. 187-189]
First Responders Begin Arriving - Within minutes, survivors begin evacuating the building, and first responders appear on the scene (see 9:02 a.m. - 10:35 a.m. April 19, 1995).
McVeigh's Getaway - McVeigh flees the bomb site in his Mercury getaway car (see 9:02 a.m. and After, April 19, 1995), but is captured less than 90 minutes later (see 9:03 a.m. -- 10:17 a.m. April 19, 1995).

Bin Laden’s brother-in-law Mohammed Jamal Khalifa is pronounced not guilty of all charges and set free in a retrial in Jordan. Khalifa had been convicted and sentenced to death in a December 1994 Jordanian trial, but then a key witness recanted and the verdict was overturned in April 1995 (see Early April 1995). The US then deported him to Jordan to face retrial anyway (see April 26-May 3, 1995). [Agence France-Presse, 7/19/1995] He quickly returns to Saudi Arabia, where he has citizenship. Michael Scheuer, the first head of the CIA’s bin Laden unit, will later claim that that “day he flew back to Saudi Arabia, he was greeted by a limo and a high-ranking official of the government embraced him.” [Lance, 2006, pp. 164] One later article similarly claims, “Returning to Saudi Arabia, Khalifa was allegedly welcomed like a hero by Prince Sultan, Saudi’s second deputy premier.” [Philippine Daily Inquirer, 8/11/2000] Khalifa will go on to help found a militant group in Yemen that will take credit for the USS Cole bombing in 2000 (see 1996-1997 and After), while his Philippine front companies will continue to fund militant groups with few obstacles long after 9/11 (see 1995 and After).

Osama bin Laden’s brother-in-law, Mohammed Jamal Khalifa, helps fund a militant group in Yemen that will later take credit for the 2000 USS Cole bombing. The group, the Islamic Army of Aden, is apparently formed in 1996 or 1997, but is not heard from until May 1998, when it issues the first of a series of political statements. The group will kidnap 16 mainly British tourists in December 1998 and four of the tourists will be killed during a shootout with police. The remaining hostages are rescued. [Yemen Gateway, 1/1999] Evidence ties Khalifa to the 1995 Bojinka plot and other violent acts, though he has denied all allegations that he is linked to terrorist groups. Vincent Cannistraro, former head of the CIA’s Counterterrorist Center, later claims that not only did Khalifa fund the Islamic Army of Aden, but that 9/11 hijacker Khalid Almihdhar had ties to the group as well. (A San Diego friend of Almihdhar’s will later say that Almihdhar told him he was a member of the group (see Around October 12, 2000).) [Wall Street Journal, 9/19/2001] Cannistraro further notes that Khalifa went on to form the group after being deported from the US in 1995. “He should never have been allowed to leave US custody.” [San Francisco Chronicle, 10/24/2001] The group praises bin Laden and uses a training camp reportedly established by him in southern Yemen. But the group is more clearly tied to Sheikh Abu Hamza al-Masri, a handless, one-eyed Afghan war veteran living and preaching openly in London. [Washington Post, 9/23/2001]

According to counterterrorism expert Rohan Gunaratna, US intelligence monitoring al-Qaeda communications learn that al-Qaeda is canceling an attack on Western targets in Singapore. On April 18, 1996, 108 Lebanese civilians seeking refuge at a UN camp in Qana, Lebanon, are killed by mortars fired by Israeli forces. Bin Laden “was keen not to dissipate what he envisaged as widespread revulsion against Israel’s action and hence called off the strike in Southeast Asia. Al-Qaeda’s team in question was very determined to go ahead, having spent years preparing the attack, and according to the intercepts it proved difficult for Osama to convince it otherwise.” Gunaratna claims the US learned this through the NSA’s Echelon satellite network (see Before September 11, 2001) “and other technical monitoring of their communications traffic.” [Gunaratna, 2003, pp. 133-134] If true, this case supports other evidence that the US was successfully monitoring bin Laden’s communications from an early date (see Early 1990s) and that al-Qaeda’s Southeast Asia operations were penetrated years before an important al-Qaeda summit in Malaysia discussing the 9/11 plot (see January 5-8, 2000).

The New York Times will report that Mamoun Darkazanli, a suspected al-Qaeda financier with extensive ties to the al-Qaeda Hamburg cell, is involved in the attack. [Miami Herald, 9/24/2001] Ironically, the bin Laden family’s construction company will be awarded the contract to rebuild the installation. [New Yorker, 11/5/2001] In 1997, Canada will catch one of the Khobar Towers attackers and extradite him to the US. However, in 1999, he will be shipped back to Saudi Arabia before he can reveal what he knows about al-Qaeda and the Saudis. One anonymous insider will call it “President Clinton’s parting kiss to the Saudis.” [Palast, 2002, pp. 102] In June 2001, a US grand jury will indict 13 Saudis for the bombing. [Source: Public domain]The Institute for Advanced Strategic and Political Studies, an Israeli think tank, publishes a paper titled “A Clean Break: A New Strategy for Securing the Realm.” [Washington Times, 10/7/2002; Chicago Sun-Times, 3/6/2003] The paper, whose lead author is neoconservative Richard Perle, is meant to advise the new, right-wing Israeli Prime Minister Benjamin Netanyahu. Other authors include:
bullet influential neoconservative academic and former Bush adviser Richard Perle, primarily responsible for the content of the paper;
bullet Meyrav Wurmser, the future director of the neoconservative Hudson Institute’s Center for Middle East Policy;
bullet her husband David Wurmser, the future chief adviser for Middle East policy for future vice-president Dick Cheney;
bullet neoconservative Douglas Feith, who will be the prime architect of the Iraq war;
bullet and a number of lesser-known neoconservatives, including James Colbert, Charles Fairbanks, Jr., Jeffrey T. Bergner, Jonathan Torop, and Robert Loewenberg.
Rebuilding Zionism by Abandoning Past Policies - It advocates making a complete break with past policies by adopting a strategy “based on an entirely new intellectual foundation, one that restores strategic initiative and provides the nation the room to engage every possible energy on rebuilding Zionism.…” [Guardian, 9/3/2002]
Aggressive, Militant Israeli Policy towards Arab Neighbors - Much along the lines of an earlier paper by Israeli Oded Yinon (see February 1982), the document urges the Israelis to aggressively seek the downfall of their Arab neighbors—especially Syria and Iraq—by exploiting the inherent tensions within and among the Arab States. The first step is to be the removal of Saddam Hussein in Iraq. A war with Iraq will destabilize the entire Middle East, allowing governments in Syria, Iran, Lebanon, and other countries to be replaced. “Israel will not only contain its foes; it will transcend them,” the paper says. [Perle, 7/8/1996; Guardian, 9/3/2002; Carnegie Endowment for International Peace, 3/19/2003] Iraq is first on the list of nations to be transformed. Saddam Hussein must be overthrown, the authors say. But Iraq has long served as a counterweight to the Shi’ite theocracy of Iran; with the two at loggerheads, neither could pose as serious a threat to Israel as it could if not opposed by the other. To counter this, Perle and his co-authors propose restoring the Hashemites (an ancient Arab dynasty; King Faisal I of Iraq was a Hashemite) to power. Instead of the largely Shi’ite Iraqis aligning themselves with their fellow Shi’a in Iran after Hussein’s overthrow, the Hashemite government would align itself with the pro-Western Jordan, long a Hashemite regime. Unfortunately, the authors propose no plan to actually make such an extraordinary regime succession happen, nor do they seem concerned with some Iraqi Shi’ites’ alignment with Islamist terrorists or with many Shi’ites’ close ties to Iran. [Unger, 2007, pp. 145-148]
Abandoning Oslo Accords, Militant Palestinian Policy - Other suggestions for Israel include abandoning the Oslo Accords, developing a foreign policy based on a traditional balance of power strategy, reserving its right to invade the West Bank and Gaza Strip as part of a strategy of “self-defense,” abandoning any notion of “land for peace,” reestablishing a policy of preemptive strikes, forging closer ties to the US while taking steps towards self-reliance, and seeking an alternative to Yasser Arafat as leader of the PLO. 'Seeds of a New Vision' - All these questions need not be answered right away, according to co-author Meyrav Wurmser. The document is “the beginning of thought,” she says, “… the seeds of a new vision.”
Similar to American Christian Right's Vision - According to author Craig Unger, the ideology of “ACB” is, in essence, a secularized version of the theology of the American Christian Right. Christian Zionists insist that Jews were ordained by God to reclaim the Biblican land of Judea and Samaria in the West Bank; the paper asserts that claim as well. The paper echoes Christian fundamentalists by demanding “the unconditional acceptance of Arabs of our rights, especially in their territorial dimension.” Perle and his fellow neoconservatives want to push the boundaries even further: the Bible can be interpreted to countenance Jewish dominion over all or parts of Egypt, Syria, Lebanon, Jordan, Iraq, and even Saudi Arabia. Thusly, the authors claim that Israel and the US, by waging war against Iraq, Syria, and Lebanon, would reshape the “strategic environment” in the Middle East and greatly expand Israel’s influence in the region.
Influence in Upcoming Bush Administration - Perle will later become chairman of President Bush’s influential Defense Policy Board and will be instrumental is moving Bush’s US policy toward war with Iraq after the 9/11 attacks, as will Feith and the Wurmsers. [Unger, 2007, pp. 145-148]

After Israeli Prime Minister Benjamin Netanyahu’s visit to the United States (see July 8-10, 1996), US neoconservatives mount an orchestrated push for war against Iraq and an overall reshaping of the Middle East (see July 8, 1996). At first, the offensive takes place in the pages of US newspapers and magazines. William Kristol and Robert Kagan write articles for the magazines Foreign Policy and the Weekly Standard; syndicated columnists Charles Krauthammer and A. M. Rosenthal use their columns to push the idea; Zalmay Khalilzad and Paul Wolfowitz pen op-eds for the Washington Post; “Clean Break” co-author David Wurmser writes op-eds for the Wall Street Journal and publishes a book, Tyranny’s Ally, in which he proposes that the US use its military to literally redraw the map of the Middle East (see Late Summer 1996). According to Middle East expert Judith Kipper, around this time, Ahmed Chalabi makes “a deliberate decision to turn to the right,” having realized that conservatives are more likely than liberals to support his plan to use force to topple Saddam Hussein’s government. Chalabi’s aide, Francis Brooke, later explains to the New Yorker: “We thought very carefully about this, and realized there were only a couple of hundred people” in Washington capable of influencing US policy toward Iraq. He also attends social functions with Richard Perle, whom he met in 1985 (see 1985) and who is a fellow at the American Enterprise Institute, and Dick Cheney, the CEO of Halliburton. According to Brooke, “from the beginning, Cheney was in philosophical agreement with this plan. Cheney has said, ‘Very seldom in life do you get a chance to fix something that went wrong.’” Paul Wolfowitz is said to be enamored with Chalabi. According to an American friend of Chalabi, “Chalabi really charmed him. He told me they are both intellectuals. Paul is a bit of a dreamer.” [New Yorker, 6/7/2004] He also becomes friends with L. Marc Zell and Douglas Feith of the Washington-Tel Aviv law, Feith and Zell. [Salon, 5/5/2004] Chalabi tells his neoconservatives friends that if he replaces Saddam Hussein as Iraq’s leader, he would establish normal diplomatic and trade ties with Israel, eschew pan-Arab nationalism, and allow the construction of a pipeline from Mosul to the Israeli port of Haifa, Zell later tells Salon magazine. Having a pro-Israeli regime in Iraq would “take off the board” one of the only remaining major Arab threats to Israeli security, a senior administration official says in 2003. It would do this “without the need for an accommodation with either the Palestinians or the existing Arab states,” notes Salon. [Knight Ridder, 7/12/2003; Salon, 5/5/2004] But Chalabi has a different story for his Arab friends. He tells his friend, Moh’d Asad, the managing director of the Amman, Jordan-based International Investment Arabian Group, “that he just need[s] the Jews in order to get what he want[s] from Washington, and that he [will] turn on them after that.” [Salon, 5/5/2004] Chalabi also says that the Iraqis would welcome a US liberation force with open arms. Leading radical cleric Abu Hamza al-Masri, an informer for Britain’s security services (see Early 1997), begins to establish a series of training camps in Britain in order to toughen up recruits he wishes to send to fight for Islam abroad. He knows that not all the training can be performed in Britain, but thinks that British teenagers may not be able to cope with the rigors of foreign camps straightaway; the British camps are simply meant as an introduction to the training regime. His first step is to establish a group to examine the laws about firing guns on private property and consider acquiring a country retreat for his militia. Initially, Abu Hamza takes advantage of venues used by companies for team bonding exercises, but he later hires an old monastery in Kent and a farm in Scotland for the groups to use. There, recruits learn to strip down AK-47 machine guns and decommissioned grenades, as well as working with mock rocket launchers. Another site he uses is the Brecon Beacons in Wales, and he hires two ex-soldiers who claim to have been in Special Forces to train his recruits. [O'Neill and McGrory, 2006, pp. 83-84] Abu Hamza will later attempt to start a similar camp in the US (see November 1999-Early 2000).

David Wurmser, director of the Middle East program at the neoconservative American Enterprise Institute, writes an op-ed piece in the Wall Street Journal arguing that the US government should support Ahmed Chalabi’s Iraqi National Congress [INC] and work to foment “an Iraqi insurgency to depose the butcher of Baghdad.” Wurmser writes: “Washington has no choice now but to abandon the coup option and resurrect the INC. An insurgency may be able to defeat Saddam’s weak and demoralized conventional army. But one thing is clear: There is no cost-free way to depose Saddam. He is more resolute, wily and brutal than we. His strength lies in his weapons of terror; that is why he is so attached to them…. Organizing an insurgency to liberate Iraq under the INC may provoke Saddam to use these weapons on the way down. We really hurt and embarrassed the president.” The Republican leadership in Congress, he acknowledges, “didn’t care that much about the ammunition. [Source: Project for the New American Century]The Project for the New American Century (PNAC), an influential neoconservative think tank, publishes a letter to President Clinton urging war against Iraq and the removal of Saddam Hussein because he is a “hazard” to “a significant portion of the world’s supply of oil.” In a foretaste of what eventually happens, the letter calls for the US to go to war alone, attacks the United Nations, and says the US should not be “crippled by a misguided insistence on unanimity in the UN Security Council.” The letter is signed by many who will later lead the 2003 Iraq war. 10 of the 18 signatories later join the Bush Administration, including Defense Secretary Donald Rumsfeld, Assistant Defense Secretary Paul Wolfowitz, Deputy Secretaries of State Richard Armitage and Robert Zoellick, Undersecretaries of State John Bolton and Paula Dobriansky, presidential adviser for the Middle East Elliott Abrams, Defense Policy Board chairman Richard Perle, and George W. Bush’s special Iraq envoy Zalmay Khalilzad. Other signatories include William Bennett, Jeffrey Bergner, Francis Fukuyama, Robert Kagan, William Kristol, Peter Rodman, William Schneider, Vin Weber, and James Woolsey. Instead, they are positioning themselves for the future. “This was a key moment,” one State Department official will recall. “The neocons were maneuvering to put this issue in play and box Clinton in. Now, they could draw a dichotomy. They could argue to their next candidate, ‘Clinton was weak. You must be strong.’” [Unger, 2007, pp. 158]

The Committee for Peace and Security in the Gulf (CPSG), a bipartisan group made up largely of foreign policy specialists, sends an “Open Letter to the President” calling for President Clinton to use the US military to help Iraqi opposition groups overthrow Saddam Hussein and replace him with a US-friendly government. US law forbids such an operation. The group is led by, among others, former Representative Stephen Solarz (D-NY) and prominent Bush adviser Richard Perle, a former assistant secretary of defense.
Largely Neoconservative in Makeup - Many of its co-signers will become the core of the Bush administration’s neoconservative-driven national security apparatus. These co-signers include Elliott Abrams, Richard Armitage, John Bolton, Stephen Bryen, Douglas Feith, Frank Gaffney, Fred Ikle, Robert Kagan, Zalmay Khalilzad, William Kristol, Michael Ledeen, Bernard Lewis, Peter Rodman, Donald Rumsfeld, Gary Schmitt, Max Singer, Casper Weinberger, Paul Wolfowitz, David Wurmser, and Dov Zakheim. [CNN, 2/20/1998; Middle East Policy Council, 6/2004] The CPSG is closely affiliated with both the neoconservative Project for the New American Century (PNAC—see June 3, 1997 and January 26, 1998) and the neoconservative American Enterprise Institute (AEI), both of which boast Perle as a powerful and influential member. Jim Lobe of the Project Against the Present Danger later learns that the CPSG is funded in large part by a sizable grant from the right-wing Bradley Foundation, a key funding source for both the PNAC and the AEI. According to Counterpunch’s Kurt Nimmo, the plan for overthrowing Iraq later adopted by the Bush administration, and currently advocated by the CPSG, will be echoed in the PNAC’s September 2000 document, “Rebuilding America’s Defenses” (see September 2000). Advocates Supporting Iraq-Based Insurgency - The letter reads in part: “Despite his defeat in the Gulf War, continuing sanctions, and the determined effort of UN inspectors to root out and destroy his weapons of mass destruction, Saddam Hussein has been able to develop biological and chemical munitions.… This poses a danger to our friends, our allies, and to our nation.… In view of Saddam Hussein’s refusal to grant UN inspectors the right to conduct unfettered inspections of those sites where he is suspected of storing his still significant arsenal of chemical and biological munitions and his apparent determination never to relinquish his weapons of mass destruction, we call upon President Clinton to adopt and implement a plan of action designed to finally and fully resolve this utterly unacceptable threat to our most vital national interests.” The plan is almost identical to the “End Game” scenario proposed in 1993 (see November 1993) and carried out, without success, in 1995 (see March 1995). It is also virtually identical to the “Downing Plan,” released later in 1998 (see Late 1998). In 2004, then-Defense Intelligence Agency official Patrick Lang will observe, “The letter was remarkable in that it adopted some of the very formulations that would later be used by Vice President [Dick] Cheney and other current administration officials to justify the preventive war in Iraq that commenced on March 20, 2003” (see March 19, 2003). The CPSG advocates:
bullet US support for Ahmed Chalabi’s Iraqi National Congress (INC—see 1992-1996) as the provisional government to replace Hussein’s dictatorship;
bullet Funding the INC with seized Iraqi assets, designating areas in the north and south as INC-controlled zones, and lifting sanctions in those areas;
bullet Providing any ground assault by INC forces (see October 31, 1998) with a “systematic air campaign” by US forces;
bullet Prepositioning US ground force equipment “so that, as a last resort, we have the capacity to protect and assist the anti-Saddam forces in the northern and southern parts of Iraq”;
bullet Bringing Hussein before an international tribunal on war crimes charges.
Carrying out these actions, Solarz says, would completely eliminate the threat of weapons of mass destruction that he claims Iraq owns. [Abrams et al., 2/19/1998; CNN, 2/20/1998; Middle East Policy Council, 6/2004]

The Islamic Army of Aden (IAA) begins issuing what authors Sean O’Neill and Daniel McGrory will describe as “provocative political statements.” The IAA is headed by Zein al-Abidine Almihdhar, who claims to have fought in Afghanistan with Osama bin Laden, and the organization will go on to have links with al-Qaeda (see Early 2000 and October 12, 2000). The Yemeni government had previously ignored the group, but is now irked by the statements and asks the elders of Almihdhar’s tribe to muzzle him. However, this strategy does not work, so the government offers a reward for his capture, dead or alive. Despite this, the IAA will plot a series of attacks later in the year (see Before December 23, 1998). [O'Neill and McGrory, 2006, pp. 163]

When Saudi authorities foil a plot by al-Qaeda manager Abd al-Rahim al-Nashiri to smuggle missiles into the kingdom (see 1997), CIA director George Tenet becomes so concerned they are withholding information about the plot from the US that he flies to Saudi Arabia to meet Interior Minister Prince Nayef. Tenet is concerned because he believes that the four antitank missiles smuggled in from Yemen by al-Nashiri, head of al-Qaeda operations in the Arabian peninsula, may be intended for an assassination attempt on Vice President Albert Gore, who is to visit Saudi Arabia shortly. Tenet and another CIA manager are unhappy about the information being withheld and Tenet flies to Riyadh “to underscore the importance of sharing such information.” Tenet obtains “a comprehensive report on the entire Sagger missile episode” from Interior Minister Prince Nayef by making a not-so-veiled threat about negative publicity for Saudi Arabia in the US press. [Tenet, 2007, pp. 105-6] It will later be reported that the militants’ plan is apparently to use the armor-piercing missiles to attack the armored limousines of members of the Saudi royal family. [New York Times, 12/23/2002] There are no reports of the planned attack being carried out, so it appears to fail due to the confiscation of the missiles. However, al-Nashiri will later be identified as a facilitator of the East African embassy bombings (see August 22-25 1998) and will attend a summit of al-Qaeda operatives in Kuala Lumpur, Malaysia, which is monitored by local authorities and the CIA (see January 5-8, 2000).

Abu Hamza al-Masri, a leading British imam and an informer for the British security services (see Early 1997), concludes an agreement with Zein al-Abidine Almihdhar, leader of the Yemen-based Islamic Army of Aden, who he had met in Afghanistan in the early 1990s. Abu Hamza sends followers for low-key militant training in Britain (see (Mid-1997) and (1998)), but this training consists of little more than survival courses and he needs a location where firearms can be used more freely. Therefore, Almihdhar agrees to provide training in Yemen, at a cost of £1,200 (about $1,800) per group of trainees. In return, Abu Hamza agrees to act as his press spokesman, and gives him a satellite phone costing £2,000 (about $3,200). Authors Sean O’Neill and Daniel McGrory will later describe the training: “The climate was brutal, the food inedible, and most of [the British recruits] complained that they missed their computer games and creature comforts. They got to ride horses, fire off several rounds of ammunition from an automatic rifle, and were instructed how to rig explosive devices by men who had fought in Afghanistan. They were also taught what else they would need to do to kill hundreds of innocents in an attack planned for Christmas day.” [O'Neill and McGrory, 2006, pp. 157-158, 162, 164-165] A group of Abu Hamza’s supporters who travel to Yemen for militant training with Almihdhar will later be arrested by police (see December 23, 1998) and Abu Hamza and Almihdhar will talk on the satellite phone during a kidnapping organized to engineer their release (see December 28-29, 1998).

UN weapons inspector Scott Ritter attempts to leak a confidential United Nations Special Commission (UNSCOM) report on Iraq’s production of VX nerve agent to the American press (see June 10, 1998). The attempt spirals into an effort by Ahmed Chalabi and the Iraqi National Congress (INC—see 1992-1996) to recruit Ritter’s help in crafting a plan for Chalabi’s INC, with American assistance, to overthrow Iraq’s Saddam Hussein and place Chalabi in control. Ritter becomes aware of a report from a US military laboratory that proves in 1991 Iraq had manufactured VX nerve agent and deployed it in missile warheads. The Iraqis have admitted to attempting to produce the deadly toxin, but have long insisted that they were never successful in producing weaponized VX. Although there is no reason to believe that Iraq retains active VX from its former chemical weapons program, UNSCOM officials are furious about having been lied to for years by the Iraqis. UNSCOM chief Richard Butler, involved in delicate negotiations with the Iraqi government on developing a “road map” for addressing numerous outstanding issues between Iraq and the UN, decides to keep the report under wraps. UNSCOM officials are even more outraged at Butler’s decision; many believe that Butler is acquiescing to Clinton administration officials who want to avoid a confrontation with Iraq and the UN. When Ritter offers to leak the document in Washington in such a way that would not be traced to the UNSCOM officials who have seen the report, they quickly slip him a copy of the report, and Ritter prepares to fly to Washington.
First Meeting with Chalabi - Ritter is already scheduled to meet with CIA officials about other intelligence support programs. He calls Randy Scheunemann, the national security adviser for Senator Trent Lott (R-MS), the Senate Majority Leader, and sets up a meeting to, as Ritter will later write, “discuss some new developments” regarding the Iraqis. Scheunemann agrees, and asks if Ritter would be willing to meet with Chalabi at Chalabi’s Georgetown townhouse. Ritter is nonplussed at the request, but decides that since he had already discussed Iraqi weapons of mass destruction with Chalabi in a meeting authorized by Butler (see January 27, 1998), this Georgetown meeting could be construed as a legitimate followup. Ritter agrees. Upon arriving at Washington’s National Airport, he is met by Chalabi’s driver, who takes him to Georgetown. Chalabi presents Ritter with what Ritter will later recall as “an ambitious program, including briefings to senators and their staffs.” The meeting lasts well into the night, and Ritter agrees to stay overnight in a guest room.
Leaking the Report - The next day, Ritter meets with the CIA and then with Scheunemann. Ritter gives Scheunemann the UNSCOM report and explains its significance. “If it could find its way into the press in a way that removed any UNSCOM fingerprints, this would be ideal,” he tells Scheunemann. “That way the data remains uncompromised, and yet politically Butler and the White House can’t ignore it.” Scheunemann says with a smile, “I think we can manage that.”
'The Chalabi Factor' - Scheunemann then takes Ritter to meet Lott, who seems more interested in Ritter’s interactions with Chalabi than in the report. “I hope you take some time to talk with him, and some other interesting people I think you will be meeting with” Lott tells Ritter. “Exchange ideas. See if you can help him in any way. We’re all on the same side here, and we have to start finding ways to break down some barriers others have constructed between us.” Ritter returns to Chalabi’s home, where he meets with Francis Brooke, Chalabi’s principal American adviser, and Max Singer, a conservative foreign policy expert who specializes in what Ritter will term “political warfare.” Scheunemann has asked Singer to write a paper called “The Chalabi Factor” that touts Chalabi as the man to lead a revolution that would result in the ouster of Hussein. Chalabi asked Singer to share the paper with Ritter. Singer has sketched out a scenario that envisions Chalabi and INC fighters capturing the southern oil fields around Basra, giving the INC a political and military foothold inside Iraq, and then rallying disenchanted Shi’ites and Kurds into supporting his insurgency. Ritter later recalls: “I was somewhat taken aback by the content of the Singer paper. I was on dangerous political ground here, a UN weapons inspector charged with the disarmament of Iraq, suddenly dabbling in the world of regime change. Far from advising me on issues of intelligence regarding Iraqi WMD, Ahmed Chalabi had turned the tables and had me advising him on how to overthrow Saddam Hussein.” The three are soon joined by Chalabi and Stephen Rademaker, the lawyer for the House Foreign Affairs Committee and, as Ritter later describes him, an unabashed member of the far right and a Chalabi supporter. The conversation does not center on arms control, as Ritter had originally planned to discuss, but regime change. The others are uninterested in Ritter’s suggestion that pressure be brought to bear on the Hussein regime over the VX discovery. “[W]e all know Saddam is cheating, and that his days are numbered,” Rademaker says. “What we don’t have is a plan on what we are going to do once Saddam is out of office. Mr. Chalabi represents our best hopes in that regard, which is why we’re delighted that you and he are meeting like this.”
Handling the Ba'athists - Ritter tells the others that the Shi’ites and Kurds cannot be treated as “homogeneous movement[s],” but as loose, fractious amalgamations of disparate elements. He then asks: “The key to me is what is missing here: any discussion of the Ba’ath Party or the Sunni tribes. The Ba’ath Party is the only vehicle that exists in Iraq today that unites Sunnis, Shi’a and Kurds alike. It makes modern Iraq function. How do you plan on dealing with the Ba’ath Party in a post-Saddam environment? And what is your plan for winning over the Sunni tribes? How will you bring the tribes that represent the foundation of Saddam’s political support into the fold with your Kurdish and Shi’a supporters?” As Ritter later writes: “Steve Rademaker and Francis Brooke stared blankly. Chalabi was grinning ear to ear. ‘We have a plan. First, we will do away completely with the Baath Party. Those minor members who were forced to join out of survival, of course, they will be allowed to retain their jobs. But anyone who profited from Baathist rule will be punished. As for the Sunni tribes, we are already in contact with their representatives. We feel that the best way to negotiate with them, however, is to make them realize that there is no future with Saddam. Once they realize that, they will come over to our side.’ Chalabi’s ‘plan’ struck me as simplistic at best, and entirely unrealistic.”
The Downing Plan - In answer to Ritter’s questions about defeating the Iraqi military—the large Iraqi Army, the well-trained Republican Guard and other security forces—Chalabi shows Ritter a document, “The Military Plan.” Chalabi says: “This was written for me by Gen. Wayne Downing. I believe you know him from Operation Desert Storm.” Downing had been a Special Forces commander during the 1991 Gulf War; Ritter had worked with Downing’s unit in preventing Iraqi missile launches at Israel (see January 17, 1991). Downing has crafted a plan (see Late 1998) that calls for the US to train and arm several thousand INC fighters who would operate out of bases in western Iraq, out of Hussein’s control. They would fight from light vehicles armed with anti-tank missile launchers, and would rely on support from local tribes in the area, particularly the al-Duleimi in and around Ramadi and Anbar. Ritter is dubious, knowing that the al-Duleimi have provided many of Hussein’s best soldiers. Chalabi is unworried about their support, and tells Ritter, “My people have already had discussions with the tribal leaders of the al-Duleimi, who are ready to join us once we get situated on the ground.” Ritter then objects to Downing’s inclusion of US military advisers and US warplanes, both directly supporting and perhaps even fighting alongside the INC troops. “We don’t operate like that,” Ritter objects. “If we have forces on the ground, then we’ll need to have a base, with a base support element, and base security, and a quick-reaction force in case some of our boys get in trouble. The US presence would have to be much greater than what you’re saying here.” Chalabi merely smiles. “That may be so,” he says, “but we don’t have to highlight it at this time.” Ritter later observes: “The ‘Downing Plan’ was a nice bit of trickery, plotting what was ostensibly an Iraqi opposition military force with minor US military involvement, but masking what was in reality a much larger US military effort with a minor role played by Chalabi’s INC ‘army.’” Ritter is now thoroughly alarmed.
'My Friend Ahmed' - The small group is joined by Danielle Pletka, Rademaker’s wife and a staunchly conservative staffer on the Senate Foreign Relations Committee, and former CIA director James Woolsey. Over dinner, the group moves from discussing the military plans for overthrowing Hussein to a broader discussion of Chalabi’s political future. Woolsey, a vocal supporter of Chalabi, has no patience with the CIA’s objections to earlier actions by Chalabi and the INC (see January 1996). “This [criticism] is all bunk,” Woolsey says. “Chalabi is an Iraqi patriot and visionary who intimidates many lesser thinkers in Langley. My friend Ahmed is a risk taker who understands the reality of Iraq, unlike the desk-bound analysts and risk-averse operators at the CIA. Chalabi scares these people, so they have created false accusations in order to denigrate him and ultimately destroy him.” Pletka agrees: “We cannot allow this to happen. Ahmed Chalabi has many friends in Congress, and it is our goal to make sure Ahmed Chalabi gets the support he needs to not only survive as a viable opposition figure to Saddam Hussein but more importantly to prevail in Iraq.” Ritter is increasingly uncomfortable with what he will later call “a political strategy session.” It is clear, Ritter will write, “that Chalabi was being groomed for another run at power” (see March 1995).
Recruitment - According to Ritter, Chalabi suggests that Ritter would be very helpful to his organization, and Chalabi could be helpful to Ritter in return. “I have many friends here in Washington,” Chalabi says over breakfast. “With what you know about Saddam Hussein’s weapons of mass destruction, you can be of invaluable assistance to our cause. The VX story is but the tip of the iceberg.” Ritter will describe himself as “taken aback,” since he never told Chalabi about the VX lab report. Ritter replies: “Well, I am just a simple weapons inspector. In any event, it wouldn’t go over well back at the UN to have an UNSCOM inspector plotting regime change down in Washington, DC.” Then, locking eyes with Chalabi, Ritter says: “This is why you must be very discreet about the VX lab report. It simply won’t do for you to have your fingerprints on this information.” Chalabi smilingly replies: “I understand completely. As for your status as a weapons inspector, you must understand that those days are nearly gone. The inspection process has run its course. You need to think about what you are going to be doing in the future. I would like you to work for me.” Ritter objects, noting that an American citizen can’t be involved in plots to overthrow heads of foreign nations. Chalabi corrects Ritter: “You wouldn’t be working for me, but for the US Senate. My friends would create an advisory position for you, and you would in turn advise me. It wouldn’t pay much upfront. But don’t worry. One day I will be the president of Iraq, and will be in control of Iraq’s oil. When that day comes, I will not forget those who helped me in my time of need. Let’s just say that my friends will be given certain oil concessions that will make them very wealthy.”
Meeting with the Senator - Chalabi’s butler drives Ritter to meet with Pletka at the Capitol Building; the two go to the office of Senator Sam Brownback (R-KS), who is fully aware of the VX lab report. Brownback is angry that the Clinton administration is reluctant to fully assist the UNSCOM inspectors. “This will not stand,” he tells Ritter. “Believe me when I say you and your colleagues have friends here in the US Senate who will make sure America honors its commitments and obligations, especially when it comes to disarming a cruel tyrant such as Saddam Hussein.” Afterwards, Ritter and Pletka are joined by Rademaker in the Senate cafeteria, who says he has the ear of several influential Congressmen. “We’ve got their attention,” Rademaker says, “and I think you’ll find that serious pressure will be brought on the Clinton administration to better support your work.” Pletka and Ritter then meet Lott and Scheunemann again; Scheunemann once again asks Ritter for his future collaboration. Lott reassures Ritter that there would be no legal or ethical conflicts: “Well, maybe we can find a way to bring you down here working for us. That might be the most useful thing to do.” Leaving the Senate building, Ritter muses that “Chalabi’s schemes seemed to have some substance behind them.”
Long-Term Ramifications - Butler will drastically revise his report to the UN Security Council, and the news of a “major breakthrough” in disarmament work with the Iraqis is shelved. The Clinton administration will issue statesments publicly supporting the UNSCOM inspectors, undercutting behind-the-scenes attempts by National Security Adviser Sandy Berger and Secretary of State Madeleine Albright to have the US pull back from blanket support of the inspections. Conservative Republicans will rally around the cause of Iraqi duplicity; Scheunemann will use the VX report to drum up support for the Iraqi Liberation Act, which will pass several months after Ritter’s dinner with Chalabi (see October 31, 1998). And Chalabi and the INC will become the leading candidates for replacing Hussein. Reflecting on Chalabi’s prominence in the Post report, Ritter will write, “After watching the Republicans build up Chalabi, I should have known that they could not have passed up this opportunity to interject his name into the limelight.”
Iraqis Truthful about VX - Later evidence and inspection findings show that the Iraqi scientists had been truthful: they had never succeeded in stabilizing VX, and had never filled any warheads with the nerve toxin. The lab results are later shown to be severely flawed. Ritter will write, “In the end, I was wrong to have pushed so hard to have the lab results made public.” [New Yorker, 6/7/2004; TruthDig, 3/17/2008]

At 10:35, local time, a suicide car bomb attack in Nairobi, Kenya, kills 213 people, including 12 US nationals, and injures more than 4,500. Mohamed al-Owhali and someone known only as Azzam are the suicide bombers, but al-Owhali runs away at the last minute and survives. Four minutes later, a suicide car bomb attack in Dar es Salaam, Tanzania, kills 11 and injures 85. The attacks are blamed on al-Qaeda. Hamden Khalif Allah Awad is the suicide bomber there. [PBS Frontline, 2001; United States of America v. Usama Bin Laden, et al., Day 38, 5/2/2001] The Tanzania death toll is low because, remarkably, the attack takes place on a national holiday so the US embassy there is closed. [Miller, Stone, and Mitchell, 2002, pp. 195] The attack shows al-Qaeda has a capability for simultaneous attacks. The Tanzania bombing appears to have been a late addition, as one of the arrested bombers allegedly told US agents that it was added to the plot only about 10 days in advance. [United State of America v. Usama bin Laden, et al., Day 14, 3/7/2001] A third attack against the US embassy in Uganda does not take place due to a last minute delay (see August 7, 1998). [Associated Press, 9/25/1998] August 7, 1998, is the eighth anniversary of the arrival of US troops in Saudi Arabia, and some speculate that is the reason for the date of the bombings. [Gunaratna, 2003, pp. 46] In the 2002 book The Cell, reporters John Miller, Michael Stone, and Chris Miller will write, “What has become clear with time is that facets of the East Africa plot had been known beforehand to the FBI, the CIA, the State Department, and to Israeli and Kenyan intelligence services.… [N]o one can seriously argue that the horrors of August 7, 1998, couldn’t have been prevented.” They will also comment, “Inexplicable as the intelligence failure was, more baffling still was that al-Qaeda correctly presumed that a major attack could be carried out by a cell that US agents had already uncovered.” [Miller, Stone, and Mitchell, 2002, pp. 195, 206] After 9/11, it will come to light that three of the alleged hijackers, Khalid Almihdhar, Nawaf Alhazmi, and Salem Alhazmi, had some involvement in the bombings (see October 4, 2001, Late 1999, and 1993-1999) and that the US intelligence community was aware of this involvement by late 1999 (see December 15-31, 1999), if not before.

A witness questioned during the FBI’s investigation of the African embassy bombings says that al-Qaeda operative Abd al-Rahim al-Nashiri intends to attack a US vessel in Aden. The USS Cole will be bombed in Aden harbor two years later (see October 12, 2000) and al-Nashiri, who provided a fake passport for one of the embassy bombers (see August 22-25 1998), will be one of the managers of the operation (see November-December 2000). Mohamed al-Owhali is arrested and immediately begins confessing his role in the recent al-Qaeda bombing of the US embassy in Nairobi, Kenya. He reveals to the FBI what an FBI agent will later call “blue-chip” information. [CNN, 1/19/2001] He reveals to prosecutor Patrick Fitzgerald and others that when he was told by a handler in Afghanistan that he would take part in an operation in Kenya, he insisted “I want to attack inside the US” instead. But his handler tells him that the Kenya attack is important because it will keep the US distracted while the real attack is being prepared. Al-Owhali futher explains to his interrogators, “We have a plan to attack the US, but we’re not ready yet. We need to hit you outside the country in a couple of places so you won’t see what is going on inside. The big attack is coming. There’s nothing you can do to stop it.” [USA Today, 8/29/2002; Wright, 2006, pp. 278-279] Presumably, al-Owhali is also the suspect at this time who “inform[s] the FBI that an extensive network of al-Qaeda ‘sleeper agents’ currently exists in the US.” It is known that counterterrorism “tsar” Richard Clarke passes on this information to Condoleezza Rice when she begins her position as National Security Adviser in January 2001 (see January 25, 2001), but other details about this warning are not known. [9/11 Commission, 7/24/2004, pp. 260] Al-Owhali also reveals the telephone number of a key al-Qaeda communications hub in Yemen (see Late August 1998) and warns that an al-Qaeda attack is Yemen is being planned (see Mid-August 1998). Mohamed al-Owhali is arrested and immediately begins confessing to FBI investigators his role in the recent al-Qaeda bombing of the US embassy in Nairobi, Kenya (see 10:35-10:39 a.m., August 7, 1998). In addition to revealing the existence of an al-Qaeda network in the US planning an attack there (August 12-25, 1998) and also revealing the phone number of a key al-Qaeda communications hub in Yemen (see Late August 1998), it appears he also reveals al-Qaeda plans for an attack in Yemen. In October 2000, Al-Qaeda operatives bombed the USS Cole in a port in Yemen (see October 12, 2000). In January 2001, in coverage of al-Owhali’s trial for his role in the embassy bombings, a court document mentions that during his interrogation he mentioned “a possible attack in Yemen.” [CNN, 1/19/2001] However, one newspaper notes, “It could not be learned how the authorities followed up on the information or how detailed it was.” [New York Times, 1/18/2001] It will later be revealed that al-Owhali identified the two leaders of the Cole bombing as participants in the planning for the US embassy bombings. [Source: US government]The US fires 66 missiles at six al-Qaeda training camps in Afghanistan and 13 missiles at a pharmaceutical factory in Khartoum, Sudan, in retaliation for the US embassy bombings. [Washington Post, 10/3/2001] The US insists the attacks are aimed at terrorists “not supported by any state,” despite obvious evidence to the contrary. The Sudanese Al Shifa factory is hit in the middle of the night when it is unoccupied. Intelligence will later suggest that the factory had no links to bin Laden (see September 23, 1998). Between six and 30 people are killed in the Afghanistan attacks. But no important al-Qaeda figures die. [Observer, 8/23/1998; New Yorker, 1/24/2000; Wright, 2006, pp. 285] At least one of the missiles accidentally landed inside Pakistan and Pakistan may have been able to build their own cruise missile from examining the remains. There are additional reports that bin Laden was able to sell unexploded missiles to China for more than $10 million. [Wright, 2006, pp. 285] President Clinton is soon widely accused of using the missile strike to distract the US public from a personal sex scandal (see August 17-Late August 1998).

After he is arrested for the Nairobi embassy bombing (see 10:35-10:39 a.m., August 7, 1998), Mohamed al-Owhali is questioned by local Kenyan law enforcement and the FBI, and discloses important information (see August 4-25, 1998). When he is shown photographs of al-Qaeda operatives, one of the people he identifies is Abd al-Rahim al-Nashiri (a.k.a. Bilal), a cousin of another Nairobi bomber. Al-Nashiri is an al-Qaeda leader who helped al-Owhali obtain a false passport in Yemen when al-Owhali stayed at an al-Qaeda safe house in April-May 1998. It is unclear where the FBI obtained the photo of al-Nashiri, although US intelligence was previously informed of al-Nashiri’s involvement in a plot to smuggle anti-tank missiles into Saudi Arabia (see 1997). [Source: PBS NOVA]The investigation of the East Africa embassy bombings (see 10:35-10:39 a.m., August 7, 1998) led to the discovery of the phone number of an al-Qaeda communications hub in Sana’a, Yemen (see August 4-25, 1998). The hub is run by an al-Qaeda veteran named Ahmed al-Hada, who is helped by his son Samir and is related to many other al-Qaeda operatives in Yemen and elsewhere. He is also the father in law of 9/11 hijacker Khalid Almihdhar, whose wife, Hoda al-Hada, lives at the hub with their children. [Newsweek, 6/2/2002; Die Zeit (Hamburg), 10/1/2002; MSNBC, 7/21/2004; Suskind, 2006, pp. 94; Wright, 2006, pp. 277, 309, 343, 378] Several of Ahmed al-Hada’s relatives die fighting for al-Qaeda before 9/11, a fact known to US intelligence. [Los Angeles Times, 12/21/2005; Guardian, 2/15/2006] The NSA may already be aware of the phone number, as they have been intercepting Osama bin Laden’s communications for some time (see November 1996-Late August 1998) and, according to Newsweek, “some” of bin Laden’s 221 calls to Yemen are to this phone number. The NSA and CIA jointly plant bugs inside the house, tap the phones, and monitor visitors with spy satellites. [Mirror, 6/9/2002; Wright, 2006, pp. 343; New Yorker, 7/10/2006 pdf file] US intelligence also learns that the communications hub is an al-Qaeda “logistics center,” used by agents around the world to communicate with each other and plan attacks. [Newsweek, 6/2/2002] The joint effort enables the FBI to map al-Qaeda’s global organization (see Late 1998-Early 2002) and at least three of the hijackers use the number, enabling the NSA to intercept their communications and find out about an important al-Qaeda meeting in Malaysia (see December 29, 1999 and January 5-8, 2000 and Early 2000-Summer 2001). It appears al-Qaeda continues to use this phone line until Samir al-Hada dies resisting arrest in early 2002 (see February 13, 2002).

Recalling the 1991 Gulf War (see January 16, 1991 and After), Bush and Scowcroft defend their decision not to enter Baghdad and overthrow the dictatorship of Saddam Hussein, calling it the proper and pragmatic thing to do. They do admit, however, that they were certain Hussein would shortly be overthrown by an internal revolution sparked by the crushing defeat of his military. [New York Times, 9/27/1998]
US Might Still Occupy Hostile Iraq Eight Years Later - “Trying to eliminate Saddam… would have incurred incalculable human and political costs,” they write. “We would have been forced to occupy Baghdad and, in effect, rule Iraq… there was no viable ‘exit strategy’ we could see, violating another of our principles. Furthermore, we had been consciously trying to set a pattern for handling aggression in the post-Cold War world. Going in and occupying Iraq, thus unilaterally exceeding the United Nations’ mandate, would have destroyed the precedent of international response to aggression that we hoped to establish. Had we gone the invasion route, the United States could conceivably still be an occupying power in a bitterly hostile land.” [Wilson, 2004, pp. 314-315]
Younger Bush Disagrees with Assessments - Bush’s son, Texas Governor George W. Bush, preparing for his own presidential run (see April-May 1999), explicitly disagrees with the book’s assessments of US actions during and after the 1991 Gulf War. According to Mickey Herskowitz, the writer working on Bush’s campaign biography, “He thought of himself as a superior, more modern politican than his father and [the elder Bush’s close adviser and friend] Jim Baker. He told me, ‘[My father] could have done anything [during the Gulf War]. He could have invaded Switzerland. If I had that political capital, I would have taken Iraq.” [Unger, 2007, pp. 169]

Supporters of Shariah, a radical organization run by leading British imam Abu Hamza al-Masri, issue a threat of attacks in Yemen. The threat, described by authors Sean O’Neill and Daniel McGrory as a “blustering communiqué,” is published in the group’s October 1998 newsletter. In language that is “juvenile and insulting,” the US military and other “unbelievers” are warned to leave Yemen or suffer the consequences. Abu Hamza, an informer for the British security services (see Early 1997), has recently started working with the Islamic Army of Aden (IAA—see (June 1998)), a Yemen-based militant organization. The IAA will be near to implementing a massive plot in December involving close associates of Abu Hamza (see Before December 23, 1998 and December 23, 1998), but it is unclear if Abu Hamza is aware of this plot at the time the communiqué is published. Abu Hamza will follow up in the next month’s newsletter with more of the same, accusing a country he refers to as the “United Snakes of America” of plotting “a secret operation to target Muslim fundamentalists in the region.” He adds: “We see this as a powerful detonator for Muslims to explode in the faces of the Snakes of America. This will hopefully trigger a domino effect in the Peninsula. As observers have seen the more frequent explosions in the land of Yemen in the last four months, especially in the crude oil pipeline which is the blood for the American vampires.” [O'Neill and McGrory, 2006, pp. 164]

President Clinton signs the Iraq Liberation Act of 1998 (ILA) into law. The act, which passed with overwhelming support from Democrats and Republicans in both the House and Senate, was written by Trent Lott (R-MS) and other Republicans with significant input from Ahmed Chalabi and his aide, Francis Brooke. [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004] (Former Defense Intelligence Agency official Patrick Lang will later write that one of the driving goals behind the ILA is to revive the failed 1995 coup plans against Saddam Hussein, called “End Game”—see November 1993.) [Middle East Policy Council, 6/2004] The act makes it “the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime.” To that end, the act requires that the president designate one or more Iraqi opposition groups to receive up to $97 million in US military equipment and nonlethal training. The act authorizes another $43 million for humanitarian, broadcasting, and information-collection activities. To be eligible for US assistance, an organization must be “committed to democratic values, to respect for human rights, to peaceful relations with Iraq’s neighbors, to maintaining Iraq’s territorial integrity, and to fostering cooperation among democratic opponents of the Saddam Hussein regime.” [US Congress, 10/31/1998 pdf file; Washington Post, 1/25/2002; New Yorker, 6/7/2004]
Chalabi Receives Millions from State Department - Chalabi’s Iraqi National Congress receives $17.3 million from the State Department to carry out what it calls the “collection and dissemination of information” about Saddam Hussein’s atrocities to the public. It will continue to receive hundreds of thousands per month from the Defense Department as well. [Mother Jones, 4/2006] However, the Clinton administration itself has little use for Chalabi. One administration official will say, “He represents four or five guys in London who wear nice suits and have a fax machine.” [Unger, 2007, pp. 160]
Zinni Warns of Legislation Presaging Military Action - While few in Washington see the ILA as presaging military action against Iraq, one who does is Marine Corps General Anthony Zinni, the commander of CENTCOM. As the bill works its way through Congress, Zinni tells some of his senior staff members that the bill is far more serious than most believe. It is much more than a sop for the pro-war crowd, Zinni believes, but in reality a first step towards an invasion of Iraq. In 2004, former ambassador Joseph Wilson will write, “He was, of course, right, but few were listening.” [Wilson, 2004, pp. 290]

A number of neoconservatives, led by retired General Wayne Downing (see 1990-1991) and retired CIA officer Duane “Dewey” Clarridge (see December 25, 1992), use the recently passed Iraqi Liberation Act (ILA—see October 31, 1998) to revive the failed “End Game” coup plans against Saddam Hussein (see November 1993 and March 1995). Both Downing and Clarridge are “military consultants” to Ahmed Chalabi’s Iraqi National Congress, who attempted to carry out the coup in 1995 with dismal results. Downing and Clarridge produce an updated version of the INC’s “End Game” scenario, calling it “The Downing Plan.” The Downing scenario varies very little from the original plan. Their plan stipulates that a “crack force” of 5,000 INC fighters, backed up by a detachment of US Special Forces soldiers, could bring down the Iraqi Army. Clarridge later tells reporters: “The idea from the beginning was to encourage defections of Iraqi units. You need to create a nucleus, something for people to defect to. If they could take Basra, it would be all over.” Former Defense Intelligence Agency official Patrick Lang will later write, “It is difficult to understand how a retired four-star Army general [Downing] could believe this to be true.” General Anthony Zinni, commander of CENTCOM, which has operational control of US combat forces in the Middle East, is provided with a copy of Chalabi’s military plan to overthrow Saddam Hussein. “It got me pretty angry,” he later recalls. He warns Congress that Chalabi’s plan is a “pie in the sky, a fairy tale,” and predicts that executing such a poorly envisioned assault would result in a “Bay of Goats.” Chalabi’s INC is nothing more than “some silk-suited, Rolex-wearing guys in London;” neither the INC nor any of the other 91 or so Iraqi opposition groups have anywhere near “the viability to overthrow Saddam.” He tells the New Yorker: “They were saying if you put a thousand troops on the ground Saddam’s regime will collapse, they won’t fight. I said, ‘I fly over them every day, and they shoot at us. We hit them, and they shoot at us again. No way a thousand forces would end it.’ The exile group was giving them inaccurate intelligence. Their scheme was ridiculous.” Zinni earns the enmity of the neoconservative developers of the plan for his stance. [Middle East Policy Council, 6/2004; New Yorker, 6/7/2004]

The Islamic Army of Aden (IAA), a local militant group linked to al-Qaeda (see Early 2000 and October 12, 2000), plots a series of strikes against Western-related targets in Aden, Yemen. According to the Yemeni authorities, the plot encompasses:
bullet An attack on the Movenpick hotel, which is used by Western tourists and had already been bombed in 1992 (see December 29, 1992);
bullet Firing rockets into a clinic in the grounds of Aden’s only Christian church;
bullet Murdering British diplomats at the British consulate;
bullet Attacks on the Al Shadhrawan nightclub;
bullet Hitting the UN office in Aden; and
bullet Attacking a hotel used by US troops.
However, the plot, headed by IAA leader Zein al-Abidine Almihdhar, will be broken up on December 23, when six of the plotters linked to leading British imam Abu Hamza al-Masri are arrested by police in Aden (see December 23, 1998). [O'Neill and McGrory, 2006, pp. 159-160]

A group of six young men are arrested in Yemen, where they are alleged to have been planning a series of bombings. Five of the men are British. They include Mohsin Ghalain, the stepson of Abu Hamza al-Masri, a leading radical cleric in Britain and informer for the British security services (see Early 1997), and Shahid Butt, Abu Hamza’s “six-foot four-inch enforcer.” The men are members of the militant Supporters of Sharia organization run by Abu Hamza and are in Yemen to work with the Islamic Army of Aden, a local radical organization and al-Qaeda affiliate.
Arrest Merely a Coincidence - The Yemeni government will say that they are arrested purely by coincidence, after the police notice a group of them committing a minor traffic violation. When their vehicle is found and searched following a chase, a cache of weapons and explosives is found in it.
Skepticism about Yemeni Claim - However, author Mary Quin will later comment: “Several aspects of the story about how the Britons were apprehended did not ring true. Having spent a week on Yemeni roads myself, it seemed highly unlikely that a police officer would bother to pull over a vehicle at midnight for something as mundane as going the wrong way around a traffic island.… The fact that the car happened to be stashed with weapons and explosives seemed too much of a coincidence. I was also suspicious of the reported speed with which the police located the two hotels where the defendants were staying.”
Informant Tip? - Instead, Quin will speculate that the Yemeni authorities were tipped off by an informer, Hetam bin Farid, who will later go on to command the Islamic Army of Aden (see (December 30, 1998-October 31, 1999)). Authors Sean O’Neill and Daniel McGrory will also say that the timing of the arrests “suggest[s] that Yemeni intelligence services had prior warning of the bomb plot.” [Quin, 2005, pp. 103-4, 116; O'Neill and McGrory, 2006, pp. 156-157, 176, 178-179]

According to Ahmed Abdullah al-Hasani, who will later head the Yemeni navy and be Yemen’s ambassador to Syria, men from the Islamic Army of Aden (IAA) meet with Ali Mohsen al-Ahmar, half-brother of Yemen’s president Ali Abdallah Saleh. Al-Ahmar helped recruit Islamist radicals to fight in Afghanistan during the Soviet-Afghan War (see 1980-1990) and allegedly later received a payment from Osama bin Laden to help settle Afghan Arabs in Yemen (see May 21-July 7, 1994). The meeting follows the breaking up of an IAA plot to attack targets in Aden (see Before December 23, 1998 and December 23, 1998), and comes two days before the IAA takes Western hostages in an attempt to obtain the release of six recently arrested IAA operatives (see December 28-29, 1998). Al-Hasani will say, “Two days before the killings, members of the terrorist group were in al-Ahmar’s house in Sana’a,” the capital of Yemen. “They were also in telephone contact with Sana’a just before the shootings.” [Sunday Times (London), 5/8/2005] Authors Sean O’Neill and Daniel McGrory will write that during the kidnapping, IAA leader Zein al-Abidine Almihdhar “bark[s] out his demands for a prisoner swap over the telephone to a half-brother of Yemen’s President Saleh, among others.” Presumably, this half-brother is al-Ahmar. In addition, on the last day of the kidnapping Almihdhar tells a local dignitary, “We have contacts at the highest level and we are expecting a response from them at noon.” [O'Neill and McGrory, 2006, pp. 159-160] Exactly what al-Ahmar knows of the kidnapping in advance, if anything, is unclear.

Zein al-Abidine Almihdhar, leader of the al-Qaeda-affiliated Islamic Army of Aden (see Early 2000 and October 12, 2000), telephones Abu Hamza al-Masri, a London-based imam and informer for the British security services (see Early 1997). Six operatives sent by Abu Hamza to Yemen for training had become involved in a bomb plot, but were arrested four days ago (see December 23, 1998). Almihdhar makes two calls to Abu Hamza, and tells him of the capture of the operatives, who include Abu Hamza’s stepson and former bodyguard. The two men apparently come up with a plan to capture some Western tourists, and Abu Hamza purchases more airtime worth £500 (about $800) for Almihdhar’s satellite phone. After the tourists are captured the next day (see December 28-29, 1998), Almihdhar will immediately telephone Abu Hamza and, according to one of the tourists’ drivers, say, “We’ve got the goods that were ordered, 16 cartons marked Britain and America.” This is not the only telephone contact between the two men, and authors Sean O’Neill and Daniel McGrory will add, “What was apparent from the first hours of the hostage crisis was that the short-tempered [Almihdhar] needed the advice and reassurance of his spokesman in North London.” The calls are intercepted by the Government Communications Headquarters, Britain’s wiretapping agency, using a base in Cyprus. Although the communications cannot be used in court under British law, they are useful to the intelligence services in determining what is going on between Almihdhar and Abu Hamza. However, the intercepts are also shared with the FBI, which will later indicate it may use them in a US prosecution of Abu Hamza stemming from the fact that two of the kidnap victims are American nationals. [O'Neill and McGrory, 2006, pp. 156-157, 161, 180]

Radical imam and British intelligence informer Abu Hamza al-Masri (see Early 1997) defends the kidnapping of Western hostages in Yemen by the Islamic Army of Aden (IAA—see December 28-29, 1998) in the British media. The IAA is an al-Qaeda affiliate (see Early 2000 and October 12, 2000) and Abu Hamza acts as its press officer. Although it is unusual for radical Islamists to appear on television in Britain at this time, Abu Hamza does not shy away from the publicity. Authors Sean O’Neill and Daniel McGrory will even call him a “publicity junkie,” and comment on his television appearances: “[Abu Hamza] tried to defend the indefensible by appearing on television and supporting the gunmen holding innocent Western hostages in the desert. Much of what he had to say in his strangled English about ‘jihad’ and martyrdom baffled his armchair British audience, most of who at the time had never heard of al-Qaeda.… He would stab his hook at the camera lens as he issued his bloodcurdling threats against politicians who did not heed his advice. His language was provocative, his demeanour threatening, but he had achieved one ambition—people in Britain suddenly knew the name of Abu Hamza.” His appearances do not go down well with the media, and, in O’Neill and McGrory’s words, he is “vilified .. after he admitted that he was the press officer for the kidnappers from the pompously named Islamc Army of Aden and Abyan.” Abu Hamza will later admit that this is the biggest mistake he ever makes. According to O’Neill and McGrory: “He [loses] friends and credibility, and [becomes] a marked man by the security authorities in Britain. But his standing with young British extremists [is] boosted.” [O'Neill and McGrory, 2006, pp. 158-159, 172-173]

After Zein al-Abidine Almihdhar, the head of the Islamic Army of Aden, is captured in a failed hostage-taking operation (see December 28-29, 1998), one of his lieutenants, Hetam bin Farid, becomes its de-facto leader. However, bin Farid is arrested shortly after Almihdhar is executed (see October 17, 1999). At his trial, bin Farid will claim to be a police informer, although the judge will not accept this argument and will sentence him to seven years in prison. Bin Farid was involved in a plot to bomb targets in Yemen (see December 23, 1998), which was broken up by the police. Author Mary Quin, who will investigate the plot, will say that she does not believe the police’s account of the chance discovery of the plotters’ weapons, and speculate that bin Farid may have been telling the truth when he claimed to be an informer. [Quin, 2005, pp. 116, 127]
