In Delhi, the India government hosts the first-ever round-table of Asian oil ministers from the Persian Gulf, China and Southeast Asia. Iranian Oil Minister Bijan Namdar Zanghaneh recommends creating an Asian Bank for Energy Development to finance energy projects in Asia, such as the long-proposed Iran-Pakistan-India gas pipeline project (see 1993).
