Dick Cheney, a long-term college student who avoided the Vietnam War by securing five student deferments (Dionne 1/17/2006) and now a Congressional aide, is hired by Donald Rumsfeld, who had been a congressman but resigned to run the Office of Economic Opportunity (OEO). Cheney is a young staff assistant to Representative Bill Steiger (R-WI), who took Cheney under his wing and taught him what he knew of the ins and outs of Washington bureaucracy. There are two versions of how Cheney comes to Rumsfeld’s attention. Rumsfeld sends a letter to Steiger asking for advice on how to run the OEO. The official story has Cheney spying the letter and writing a ten-page policy memo on how to run a federal agency, a memo that so impresses Steiger that he recommends Cheney to Rumsfeld’s attention. Authors Lou Dubose and Jake Bernstein will write, “A more plausible version has Steiger (who died in 1978) assigning Cheney the task of collecting information on the OEO for Rumsfeld.” Either way, Rumsfeld is so taken with the memo that he hires Cheney on the spot. Rumsfeld, who is also an assistant to President Nixon, takes Cheney with him to morning and afternoon meetings in the White House. Cheney later says these meetings taught him “what [a president] has to do in the course of a day.” (Dubose and Bernstein 2006, pp. 24-25)
President Nixon has an Oval Office meeting with a number of White House aides, including chief of staff H. R. Haldeman, Murray Chotiner, and Donald Rumsfeld. Part of the meeting concerns the dissemination of secret campaign funds to a variety of campaigns with candidates considered friendly to the Nixon administration (see December 1, 1969). (Reeves 2001, pp. 245)
President Richard Nixon`s chief of staff Alexander Haig pays an urgent call on Vice President Gerald Ford to discuss the terms under which Nixon will resign (see August 8, 1974). Haig gives Ford a handwritten list of what White House counsel Fred Buzhardt, the author of the list, calls “permutations for the option of resignation.” The idea is for Nixon to agree to resign in return for Ford’s agreement to pardon Nixon for any crimes Nixon may have committed while president. Ford listens to Haig but does not agree to any terms. The next day, after learning of the meeting, Ford’s own counsel, Robert Hartmann, is outraged that Ford did not just throw Haig out of his office. With fellow counsel John Marsh, Hartmann demands that Ford call Haig and state unequivocally, for the record, and in front of witnesses that Ford has made no such agreements. Haig considers Hartmann essentially incompetent, and Hartmann views Haig as a power-hungry “assh_le.” The subsequent tensions between Haig, one of the Nixon holdovers in Ford’s presidency, and Ford’s staff will shape future events in the Ford administration. In part to counteract Haig’s influence, Ford will name former NATO ambassador and Nixon aide Donald Rumsfeld as the head of his transition team. Rumsfeld will in turn name former Wyoming congressman and current investment executive Dick Cheney as his deputy; Cheney has lectured his clients that Watergate was never a criminal conspiracy, but merely a power struggle between the White House and Congress. (Werth 2006, pp. 20)
Vice President Gerald Ford prepares to take over the presidency from the resigning Richard Nixon (see August 8, 1974). Ford’s transition team suggests that, in line with Ford’s own views, Ford not appoint a chief of staff at this time. “However,” says the team’s memo, “there should be someone who could rapidly and efficiently organize the new staff organization, but who will not be perceived or eager to be chief of staff.” Ford writes “Rumsfeld” in the margin of the memo. Donald Rumsfeld is a former Navy pilot and Nixon aide. Rumsfeld has been the US ambassador to NATO and, thusly, was out of Washington and untainted by Watergate. Rumsfeld harbors presidential ambitions of his own and has little use for a staff position, even such a powerful position as a president’s chief of staff. (Werth 2006, pp. 7-8) Rumsfeld believes that Ford’s first task is to establish a “legitimate government” as far from the taint of Watergate as possible—a difficult task considering Ford is retaining Secretary of State Henry Kissinger and the rest of the Nixon cabinet, Haig, and virtually the entire White House staff, although plans are for Haig and most of the White House staff to gracefully exit in a month. (Werth 2006, pp. 21) Shortly after noon, Ford takes the oath of office for the presidency, becoming the first president in US history to enter the White House as an appointed, rather than an elected, official. Ford tells the nation: “My fellow Americans, our long national nightmare is over.… I assume the presidency under extraordinary circumstances.… This is an hour of history that troubles our minds and hurts our hearts.” (Glass 8/9/2007)
Alexander Haig, President Nixon’s chief of staff, is briefly staying on at the White House to ease the transition into the new, hastily assembled Ford staff. Haig, knowing that President Ford will not consider retaining him in the position, believes that Donald Rumsfeld, the US ambassador to NATO, might be the person Ford needs to head his staff (see August 9, 1974). (Nixon held Rumsfeld in grudging admiration, referring to him as a “ruthless little b_stard,” but had sent him to Europe and NATO headquarters because he did not like Rumsfeld’s obvious ambition.) Although Ford is not sold on having a chief of staff at all, Haig believes Ford needs someone with Rumsfeld’s “strong personality and fine administrat[ive skills]” to help him establish himself. Secretary of State Henry Kissinger, whom Ford is retaining, sees Rumsfeld as, in Kissinger’s words, an exemplar of a “special Washington phenomenon: the skilled full-time politician bureaucrat in whom ambition, ability, and substance fuse seamlessly.” Ford has a good relationship with Rumsfeld, who in the 1960s led an insurgency among House Republicans to replace Minority Leader Charles Halleck with Ford. He views Rumsfeld as something of a maverick, and wants someone not beholden to the entrenched Nixon loyalists remaining in the White House as well as someone with a good relationship with Congressional Republicans. Rumsfeld fits the bill. Rumsfeld, a former Navy pilot, will later write that Ford “had to provide sufficient change to make the transition from what many perceived to be an illegitimate White House and administration to a legitimate administration. It was a bit like climbing into an airplane, at 30,000 feet, going 500 miles an hour, and having to change part of the crew.” (Werth 2006, pp. 60-61; Unger 2007, pp. 49-52) (Rumsfeld will, in turn, ask his own former assistant, Dick Cheney, to once again join him as his assistant in the Ford White House—see 1969). Ford’s longtime aide and speech writer Robert Hartmann will be equally blunt in his own recollections: “The Nixon-to-Ford transition was superbly planned. It was not a failure. It just never happened.” (Dubose and Bernstein 2006, pp. 26)
The choice of a vice president for Gerald Ford quickly narrows to two: former New York governor Nelson Rockefeller and Republican National Committee chairman George H.W. Bush. Ford’s political adviser Melvin Laird believes Rockefeller is the only Republican who can deliver enough political punch to help Ford win the 1976 presidential election. Others tried to tout outgoing California governor Ronald Reagan as a viable vice presidential choice, but few of Ford’s staff and advisers believe that Reagan is a good choice for the slot. Senator Barry Goldwater (R-AZ) refuses consideration, saying that he is too old, but when asked who he would recommend, names Bush. Bush and his supporters mount a strong internal campaign for the job. One such supporter, Nebraska Republican operative Richard Herman, says that Bush’s best qualification is that he is “the only one with no opposition. He may not be the first choice in all cases, but he’s no lower than second with anyone.” Rockefeller is much more ambivalent about his possible selection; he has presidential ambitions of his own, but at age 66 knows that if he ever intends to run for the White House, his time is at hand. Spending four years as Ford’s vice president does not appeal to Rockefeller. And GOP conservatives, spearheaded by Senator Jesse Helms (R-NC) loathe and vilify Rockefeller at every opportunity. (Werth 2006, pp. 61-63) However, Ford’s chief of staff, Donald Rumsfeld, is working behind the scenes to promote Rockefeller’s nomination over Bush’s with the RNC. Rumsfeld has no more use for Rockefeller than do the Helms supporters, but he feels he will have a better shot at the 1980 presidential nomination with Rockefeller as vice president than he will with Bush. (Unger 2007, pp. 52)
Republican political adviser and corporate lobbyist Bryce Harlow recommends former New York governor Nelson Rockefeller over former ambassador and current Republican National Committee chairman George H.W. Bush to serve as vice president (see August 20, 1974). Bush may be a better choice for party harmony, Harlow says, but that choice would be considered indecisive and overly partisan. On the other hand, Rockefeller, a liberal Republican, would be considered a “bold” choice and “would be hailed by the media normally most hostile to Republicans.” Rockefeller’s selection would also “encourage estranged groups to return to the Party and would signal that the new president will not be captive of any political faction.”
Watergate Allegations against Rockefeller - Rockefeller’s naming as vice president, strongly supported by President Ford, is briefly held up by unfounded allegations that Rockefeller hired thugs to disrupt the 1972 Democratic National Convention, and that the papers to prove the allegations were stolen from the offices of convicted Watergate burglar E. Howard Hunt. The charges are leveled by an elderly anti-Communist activist named Hamilton Long. The story leaks to the press, and Ford, taking no chances, orders the FBI to investigate Rockefeller, Bush, and senior staff aide Donald Rumsfeld for possible selection as the vice president. Long’s allegations prove baseless when Watergate investigators locate the safety deposit boxes in which Long says the documents are stored, and find the boxes empty.
Ford Offers VP - After learning that Rockefeller is free of any Watergate taint, Ford privately asks him to accept the vice presidency. Rockefeller will have strong influence on the Ford administration’s domestic and economic policies, Ford promises, and, additionally, Rockefeller will be Ford’s vice presidential choice in the 1976 presidential elections. The last obstacle is the press, which is all but convinced that the White House is involved in another Watergate cover-up, this time with Ford at the helm. A White House source tells reporters that the so-called “Rockefeller Papers” are nothing more than a hoax concocted by “right-wing extremists who decided it would be useful to blacken the name of Governor Rockefeller.” The explanations by press secretary Jerald terHorst, himself a former reporter, and terHorst’s acceptance of the blame for giving confusing and somewhat misleading information about the Rockefeller allegations, somewhat mollifies the press. White House counsel Robert Hartmann recalls the Long incident and its handling as an example of the inexperience of the Ford staff and of Ford himself. “[W]e were all babes in the White House,” he later writes. “We had done the right thing and truthfully told what we had done, but it was unfair to Rockefeller to give presidential credence to Long’s hearsay. And of course, the press castigated us for that the next day.” (Werth 2006, pp. 93-105)
Unaware that President Ford has already asked Nelson Rockefeller to be his vice president (see August 16-17, 1974), the media continues to speculate on who Ford will choose for the position. Newsweek reports that George H.W. Bush “has slipped badly because of alleged irregularities in the financing of his 1970 Senate race.” White House sources tell the magazine, “there was potential embarrassment in reports that the Nixon White House had funneled about $100,000 from a secret fund known as the ‘Townhouse Operation’” into Bush’s losing Texas Senate campaign, which itself failed to report about $40,000 of the money. The news rocks Bush, who is waiting for Ford’s phone call while vacationing at the family compound in Kennebunkport, Maine. (It is unclear who leaked the Bush information or why. Bush always believes it was Ford’s political adviser Melvin Laird; future Ford biographer James Cannon is equally sure it was Ford’s senior aide Donald Rumsfeld, a dark horse candidate for the position.) The “Townhouse Operation” is an early Nixon administration campaign machination (see Early 1970). Watergate special prosecutor Leon Jaworski is investigating the fund; the nomination of Bush over Rockefeller would almost certainly lead Jaworski to discover that up to 18 other GOP Senate candidates received money from the same slush fund. Jaworski will manage to keep Bush’s name out of his final report, but even had Ford not already chosen Rockefeller as his vice president, the Watergate taint is lethal to Bush’s chance at the position. (Werth 2006, pp. 114-116)
President Ford asks Donald Rumsfeld to replace the outgoing Alexander Haig at the White House (see September 16-Late September, 1974). Rumsfeld has long been Haig’s choice to replace him (see August 14, 1974). Ford does not want to give Rumsfeld the official title of “chief of staff,” and instead wants Rumsfeld as “staff coordinator.” The difference is academic. Ford wants the aggressive, bureaucratically savvy Rumsfeld to help him regain control over a White House that is, in the words of author Barry Werth, “riven with disunity, disorganization, and bad blood.” Rumsfeld agrees, and names former Wyoming Congressman Dick Cheney as his deputy (who makes himself valuable by initially doing the lowest forms of bureaucratic scutwork). Rumsfeld and Cheney will eventually wield almost Nixonian power in Ford’s White House, successfully blocking the “in-house liberal,” Vice President Rockefeller, from exerting any real influence, and hobbling Henry Kissinger’s almost-limitless influence.
Blocking of Rockefeller and Kissinger for Ideological and Political Reasons - Rumsfeld begins his in-house assault in classic fashion: trying to cause tension between Kissinger and White House officials by snitching on Kissinger to any White House official who will listen. Kissinger eventually tells Ford: “Don’t listen to [Rumsfeld], Mr. President. He’s running for president in 1980.” Rumsfeld and Cheney do their best to open the White House to hardline defense hawks and the even more hardline neoconservatives led by Senator Henry “Scoop” Jackson (D-WA) and Jackson’s aide, Richard Perle. (Though Rumsfeld and Cheney are not considered neoconservatives in a strict sense, their aims are almost identical—see June 4-5, 1974). Kissinger’s efforts to win a negotiated peace between Israel and Palestine in the Middle East are held in contempt by Rumsfeld, Cheney, and the neoconservatives; using Ford’s press secretary Ron Nessen as a conduit, Rumsfeld and Cheney leak information about the negotiations to the press, helping to cripple the entire peace process. Rumsfeld and Cheney have larger personal plans as well: they want to secure the White House for Rumsfeld, perhaps as early as 1976, but certainly by 1980. One of their methods of winning support is to undercut Kissinger as much as possible; they believe they can win support among the GOP’s right wing by thwarting Kissinger’s “realpolitik” foreign policy stratagems.
Rumsfeld as 'Wizard of Oz' - According to the chief of Ford’s Economic Policy Board, William Seidman, Rumsfeld’s bureaucratic machinations remind him of the Wizard of Oz: “He thought he was invisible behind the curtain as he worked the levers, but in reality everyone could see what he was doing.” Rumsfeld and Cheney will make their most open grasp for power in orchestrating the “Halloween Massacre” (see November 4, 1975 and After). (Werth 2006, pp. 336-337; Unger 2007, pp. 49-52)
The Freedom of Information Act (FOIA), passed in 1966, is significantly strengthened by a series of amendments (see January 1974 - September 1974) which become law over President Ford’s veto. Ford initially wanted to sign the bill as soon as it came to his desk from Congress, but was persuaded to veto it by Chief of Staff Donald Rumsfeld, Defense Secretary Dick Cheney, and the head of the Justice Department’s Office of Legal Counsel, Antonin Scalia. Rumsfeld and Cheney argued that the bill would promote leaks to the media from within the administration, and Scalia wrote a brief judging that the bill was unconstitutional. But Congress, weary of opposition after almost 11 years of investigations, reports, and hearings (and out of patience with executive foot-dragging after the Watergate investigations), is ready to pass the bill. The House of Representatives votes overwhelmingly to override Ford’s veto by a 371-31 vote. The Senate votes to override the veto 65-27. As a result, government attempts to hinder FOIA requests—subjecting requesters to unusual delays, charging requesters exorbitant prices for copying and searching, subjecting requesters to bureaucratic run-arounds, mixing confidential and exempt materials with non-exempt materials and using that juxtaposition to refuse to release materials, and forcing requesters to file costly lawsuits to force compliance—will be markedly constrained. Bad Blood and Confirmation Difficulties - Rockefeller has trouble even before taking office. Branded as a liberal by many in the Republican Party, and winning as many enemies as friends with his outsized ego and gladhanding demeanor, Rockefeller garnered swift and obdurate resistance particularly from the right wing both outside the White House (see August 24, 1974) and in (see September 21, 1974 and After). During the Senate’s confirmation hearings, many Democrats and some Republicans relished forcing Rockefeller, one of the wealthiest men in the country, to open his finances to public scrutiny. Even President Ford privately expresses his astonishment. “Can you imagine?” he asked during the hearings. “Nelson lost $30 million in one year and it didn’t make any difference.” When it was revealed that Rockefeller had given huge personal contributions to lawmakers and government officials—including Secretary of State Henry Kissinger—in the form of “loans” that never needed repaying, the Senate hearings became even more inquisitorial. The hearings dragged on for months until Ford personally intervened, telling House and Senate leaders that it was “in the national interest that you confirm Rockefeller, and I’m asking you to move as soon as possible.” (US Senate 7/7/2007)
Cheney Wanted Reagan - Deputy Chief of Staff Dick Cheney, far more conservative than either Ford or Rockefeller, opposes Rockefeller’s influence from the start, and works with his boss, Chief of Staff Donald Rumsfeld, to minimize Rockefeller’s influence. In 1986, Cheney will say that Ford “should have thought of Ronald Reagan as vice president in the summer of 1974, if you are talking strictly in political terms.” (Dubose and Bernstein 2006, pp. 38)
Domestic Squabbles - Both Ford and Rockefeller want the new vice president to be what Ford calls “a full partner” in his administration, particularly on domestic issues. Ford appoints him to chair the Domestic Council, but behind the scenes, Rockefeller’s implacable enemy, Rumsfeld, who sees Rockefeller as a “New Deal” economic liberal, blocks his influence at every term, both from personal and ideological dislike and from a desire to keep power in the White House to himself and his small, close-knit aides. (Cheney, ever attentive to indirect manipulations, inflames Rumsfeld’s dislike of Rockefeller even further by suggesting to his nakedly ambitious boss that if Rockefeller was too successful in implementing domestic policy, he would be perceived as “the man responsible for drafting the agenda of 1976,” thus limiting Rumsfeld’s chances of being named vice president in Ford’s re-election campaign (see November 4, 1975 and After). When Rockefeller tries to implement Ford’s suggested policy that domestic policymakers report to Ford through Rockefeller, Rumsfeld interferes. When Rockefeller names one of his trusted assistants, James Cannon, to head the Domestic Council, Rumsfeld slashes the Council’s budget almost to zero. When Rockefeller proposes a $100 billion Energy Independence Authority, with the aim to reduce and perhaps even end the nation’s dependency on foreign energy sources, Rumsfeld joins Ford’s economic and environmental advisers to block its creation. When Rockefeller proposes an idea for the president to Rumsfeld, Rumsfeld hands it off to Cheney, who ensures that it dies a quiet, untraceable bureaucratic death.
Rockefeller Neutralized - Cheney later recalls that Rockefeller “came to a point where he was absolutely convinced that Don Rumsfeld and myself were out to scuttle whatever new initiatives he could come up with.” Rumsfeld and other Ford staffers ensure that Rockefeller is not involved in key policy meetings; when Ford proposes large cuts in federal taxes and spending, Rockefeller complains, “This is the most important move the president has made, and I wasn’t even consulted.” Asked what he is allowed to do as vice president, Rockefeller answers: “I go to funerals. I go to earthquakes.” He says, only half sardonically, that redesigning the vice-presidential seal is “the most important thing I’ve done.” (Dubose and Bernstein 2006, pp. 38-39; US Senate 7/7/2007)
Following in Rockefeller's Footsteps - Ironically, when Cheney becomes vice president in 2001, he uses what Rockefeller intended to do as a model for his own, extremely powerful vice presidency. James Cannon, who came into the Ford administration with Rockefeller, will marvel in 2006, “Cheney is now doing what he and Rumsfeld blocked Rockefeller from doing—influencing policy.” (Dubose and Bernstein 2006, pp. 39-40)
Staffers from the Church Committee (see April, 1976), slated with investigating illegal surveillance operations conducted by the US intelligence community, approach the NSA for information about Operation Shamrock (see 1945-1975). The NSA ostensibly closes Shamrock down the very same day the committee staffers ask about the program. Though the Church Committee focuses on a relatively narrow review of international cables, the Pike Committee in the House (see January 29, 1976) is much more far-ranging. The Pike Committee tries and fails to subpoena AT&T, which along with Western Union collaborated with the government in allowing the NSA to monitor international communications to and from the US. The government protects AT&T by declaring it “an agent of the United States acting under contract with the Executive Branch.” A corollary House subcommittee investigation led by Bella Abzug (D-NY)—who believes that Operation Shamrock continues under a different name—leads to further pressure on Congress to pass a legislative remedy. The Ford administration’s counterattack is given considerable assistance by a young lawyer at the Justice Department named Antonin Scalia. The head of the Office of Legal Counsel, Scalia’s arguments in favor of continued warrantless surveillance and the unrestricted rights and powers of the executive branch—opposed by, among others, Scalia’s boss, Attorney General Edward Levi—do not win out this time; Ford’s successor, Jimmy Carter, ultimately signs into law the Foreign Intelligence Surveillance Act (see 1978). But Scalia’s incisive arguments win the attention of powerful Ford officials, particularly Chief of Staff Donald Rumsfeld and Rumsfeld’s assistant, Dick Cheney. (Dubose and Bernstein 2006, pp. 36-37) Scalia will become a Supreme Court Justice in 1986 (see September 26, 1986).
Investigative journalist Seymour Hersh publishes an explosive story in the New York Times, revealing that US submarines are tapping into Soviet communications cables inside the USSR’s three-mile territorial limit. Hersh notes that his inside sources gave him the information in hopes that it would modify administration policy: they believe that using submarines in this manner violates the spirit of detente and is more risky than using satellites to garner similar information. The reaction inside both the Pentagon and the White House is predictably agitated. Chief of Staff Donald Rumsfeld, traveling in Europe with President Ford, delegates his deputy Dick Cheney to formulate the administration’s response. Cheney goes farther than most administration officials would have predicted. He calls a meeting with Attorney General Edward Levi and White House counsel Philip Buchan to discuss options. Cheney’s first thought is to either engineer a burglary of Hersh’s home to find classified documents, or to obtain search warrants and have Hersh’s home legally ransacked. He also considers having a grand jury indict Hersh and the Times over their publication of classified information. “Will we get hit with violating the 1st amendment to the constitution[?]” Cheney writes in his notes of the discussion. Levi manages to rein in Cheney; since the leak and the story do not endanger the spying operations, the White House ultimately decides to let the matter drop rather than draw further attention to it. Interestingly, Cheney has other strings to his bow; he writes in his notes: “Can we take advantage of [the leak] to bolster our position on the Church committee investigation (see April, 1976)? To point out the need for limits on the scope of the investigation?” (Dubose and Bernstein 2006, pp. 34-35)
Secretary of Defense James Schlesinger, an avowed opponent of arms control negotiations with the Soviet Union (see Early 1974, June 20, 1974 and After, and November 23, 1974), is fired as part of President Ford’s so-called “Halloween Massacre” (see November 4, 1975 and After). The outgoing Schlesinger complains that the Ford administration is “soft” on negotiating with the Soviets, and warns that the entire idea of detente—a gradual thawing of relations between the two superpowers—is inherently a bad idea. Schlesinger becomes something of a cause celebre on the right, with Governor Ronald Reagan (see Early and Mid-1976) claiming that Schlesinger’s dismissal is because Ford is afraid to admit “the truth about our military status”—in other words, afraid to admit Reagan’s contention that the USSR has significant numerical advantages in the countries’ respective nuclear arsenals. Ford replaces Schlesinger with the head of the Office of Economic Opportunity, Donald Rumsfeld. Rumsfeld was an advocate of leaving Vietnam, but, if anything, is even a more determined advocate for US nuclear superiority and an opponent of any arms agreements with the USSR. (Scoblic 2008, pp. 78-79) Within weeks of taking over the Pentagon, Rumsfeld begins his own efforts to undermine the SALT II arms talks (see December 1975 and After and Early 1976).
In preparation for the upcoming “Halloween Massacre” (see November 4, 1975 and After), Chief of Staff Donald Rumsfeld, who has what he thinks are secret ambitions for the presidency (see September 21, 1974 and After), convinces President Ford to name George H. W. Bush as CIA director because of that position’s political liabilities. When Bush accepts the position, Rumsfeld says this will “sink the son of a b_tch for good.” During his Senate confirmation hearings, Bush will publicly be asked to promise that he won’t be Ford’s running mate in 1976. “Bush thought that was a total violation of his Constitutional rights,” Pete Seeley, who will become Bush’s press secretary in 1981, will recall. “He was not happy. But he was always a team player and he did as he was asked.” Bush always believes Rumsfeld planted this question. Bush will never forgive Rumsfeld for trying to sabotage his political aspirations. (Unger 2007, pp. 52-53)
President Ford fires a number of Nixon holdovers and replaces them with “my guys… my own team,” both to show his independence and to prepare for a bruising 1976 primary battle with Ronald Reagan. The wholesale firings and reshufflings are dubbed the “Halloween Massacre.” Donald Rumsfeld becomes secretary of defense, replacing James Schlesinger (see November 4, 1975). George H. W. Bush replaces William Colby as director of the CIA. Henry Kissinger remains secretary of state, but his position as national security adviser is given to Brent Scowcroft. Dick Cheney, Rumsfeld’s deputy chief of staff, moves up to become the youngest chief of staff in White House history. Perhaps the most controversial decision is to replace Nelson Rockefeller as Ford’s vice-presidential candidate for the 1976 elections. Ford’s shake-up is widely viewed as his cave-in to Republican Party hardliners. He flounders in his defense of his new staffers: for example, when Senator Barry Goldwater (R-AZ) asks him why he thinks Rumsfeld is qualified to run the Pentagon, Ford replies, “He was a pilot in the Korean War.” The ultimate winner in the shake-up is Rumsfeld, who instigated the moves from behind the scenes and gains the most from them. Rumsfeld quickly wins a reputation in Washington as a political opportunist, gunning for the vice presidency in 1976 and willing to do whatever is necessary to get it. Rockefeller tells Ford: “Rumsfeld wants to be president of the United States. He has given George Bush the deep six by putting him in the CIA, he has gotten me out.… He was third on your [vice-presidential] list (see August 16-17, 1974) and now he has gotten rid of two of us.… You are not going to be able to put him on the [ticket] because he is defense secretary, but he is not going to want anybody who can possibly be elected with you on that ticket.… I have to say I have a serious question about his loyalty to you.” Later, Ford will write of his sharp regret in pushing Rockefeller off the ticket: “I was angry at myself for showing cowardice in not saying to the ultraconservatives: It’s going to be Ford and Rockefeller, whatever the consequences.” (Werth 2006, pp. 340-341) “It was the biggest political mistake of my life,” Ford later says. “And it was one of the few cowardly things I did in my life.” (US Senate 7/7/2007)
Newly appointed Defense Secretary Donald Rumsfeld begins working to undermine the US-Soviet arms negotiation talks almost immediately. He scuttles an informal trip by Secretary of State Henry Kissinger to Moscow; when Kissinger does reach an accord with his Soviet counterparts, Rumsfeld derails it by letting it be known that the Pentagon would not agree to the deal. President Ford later recalls, “The attitude in the Defense Department made it impossible to proceed in the environment of 1976.” (Scoblic 2008, pp. 80-81)
Defense Secretary Donald Rumsfeld and White House Chief of Staff Dick Cheney unsuccessfully lobby for the construction of a nuclear reprocessing plant in Iran. The two men devised the scheme because, they say, Iran needs a nuclear power program to meet its future energy needs. This is despite the fact that Iran has considerable oil and gas reserves. The deal would be lucrative for US corporations like Westinghouse and General Electric, which would make $6.4 billion from the project. During negotiations over Pakistan’s nuclear weapons program, Secretary of State Henry Kissinger offers Pakistan access to this facility for reprocessing of its nuclear fuel. In return, Pakistan would not build its own reprocessing plant, which the US suspects will be used for a nuclear weapons program. However, Pakistani Prime Minister Zulfikar Ali Bhutto rejects the deal, and the plant is not built in Iran anyway. (Levy and Scott-Clark 2007, pp. 46)
Newly ensconsced Defense Secretary Donald Rumsfeld, after making a series of speeches attacking Secretary of State Henry Kissinger’s policy of detente with the Soviet Union, waits until Kissinger is away visiting his Soviet counterparts in Moscow to persuade President Ford to shelve the second round of the Strategic Arms Limitation Talks (SALT II), the ongoing series of negotiations between the US and USSR to limit nuclear arms. “Rumsfeld won that very intense, intense political battle,” recalls Melvin Goodman, the head of the CIA’s Office of Soviet Affairs at the time. The move serves several purposes: to undercut Kissinger, Rumsfeld’s rival (see September 21, 1974 and After); to push Rumsfeld’s own Cold War, hawkish agenda (see June 4-5, 1974); and to set up a move to get Rumsfeld and a coterie of neoconservatives, including Paul Wolfowitz, in a position to either influence or counteract the CIA. The idea is to, in essence, hijack the US’s national security apparatus and find intelligence that will support their much harsher, antagonistic view of US-Soviet relations—and to push their belief that the US can fight and win a nuclear war. (Unger 2007, pp. 53)
The neoconservatives of the “Team B” intelligence analysis team (see Early 1976) are unconcerned with the heavy criticism being leveled at their findings about the Soviet threat (see November 1976). Richard Pipes, the head of Team B, says that just because their facts are all wrong, their conclusions from those erroneous “facts” are still correct. Those errors are “just details,” he says. “The important thing was reading the Soviet mindset,” he asserts. “We were saying they don’t want war, but if they do have war, they will resort immediately to nuclear weapons.” Regardless of the errors, Defense Secretary Donald Rumsfeld will hail the findings (see Late November 1976). (Unger 2007, pp. 57)
Gerald Ford loses the presidency to Democratic challenger Jimmy Carter, an obscure Georgia governor who contrasts himself to the Nixon and Ford administrations by promising “never to tell a lie to the American people.” The Republican Party’s widening rift between its moderate and conservative wings dooms Ford’s chances at being elected to the office he has held by appointment for over two years (see August 9, 1974). (Werth 2006, pp. 342) Ford’s de facto campaign chairman, Chief of Staff Dick Cheney, contributes heavily to Ford’s loss. Unready for the stresses and demands of a presidential campaign, Cheney nevertheless wrested control from Ford’s ostensible chairman, Bo Calloway, and promptly alienated campaign workers and staffers. Press secretary Ron Nessen will later write, “Some reporters privately started calling him the Grand Teuton, a complex pun referring to his mountainous home state of Wyoming and the Germanic style of his predecessor in the Nixon administration, H. R. Haldeman.” Cheney tried throughout the campaign to move Ford farther to the right than the president was willing to go; even with his attempts, Ford’s primary challenge from Governor Ronald Reagan (R-CA) did much to peel away the right-wing Republican base, while Cheney did little to reassure the liberal and moderate Republicans whom many feel are Ford’s natural base. Cheney succeeded in persuading Ford to adopt a convention platform much farther to the right than Ford, and his supporters, wanted; in particular, the Reaganesque “Morality in Foreign Policy Plank,” which stated, “we shall go forward as a united people to forge a lasting peace in the world based upon our deep belief in the rights of man, the rule of law, and guidance by the hand of God,” alienated many more secular Republicans, who were not comfortable with the aggressive Christianity and implied imperialism contained in the statement. (Ultimately, it took the intervention of James Baker, a veteran Republican “fixer” and close friend of the Bush family, to head off disaster at the nominating convention.) Ford aide James Cannon will say that Cheney “was in over his head.” Had Cheney’s former boss Donald Rumsfeld stayed as chief of staff instead of moving to the Pentagon (see November 4, 1975 and After), Cannon believes Ford would have won a second term. (Dubose and Bernstein 2006, pp. 40)
Defense Secretary Donald Rumsfeld wholeheartedly embraces the “Team B” intelligence analysis of the Soviet nuclear and military threat (see Early 1976), regardless of the fact that the team’s reports are riddled with errors (see November 1976 and November 1976). “No doubt exists about the capabilities of the Soviet armed forces,” he proclaims after reading the team’s final report. “The Soviet Union has been busy. They’ve been busy in terms of their level of effort; they’ve been busy in terms of the actual weapons they’re producing; they’ve been busy in terms of expanding production rates; they’ve been busy in terms of expanding their industrial capacity to produce additional weapons at additional rates.” (Unger 2007, pp. 57)
Although the entire “Team B” intelligence analysis experiment (see Early 1976, November 1976, and November 1976) is supposed to be classified and secret, the team’s neoconservatives launch what author Craig Unger will call “a massive campaign to inflame fears of the red menace in both the general population and throughout the [foreign] policy community—thanks to strategically placed leaks to the Boston Globe and later to the New York Times.” Times reporter David Binder later says that Team B leader Richard Pipes is “jubilant” over “pok[ing] holes at the [CIA]‘s analysis” of the Soviet threat. Team B member John Vogt calls the exercise “an opportunity to even up some scores with the CIA.” (Unger 2007, pp. 57) Team member George Keegan tells reporters, “I am unaware of a single important category in which the Soviets have not established a significant lead over the United States… [This] grave imbalance in favor of Soviet military capability had developed out of a failure over the last 15 years to adjust American strategic thinking to Soviet strategic thinking, and out of the failure of the leadership of the American intelligence community to ‘perceive the reality’ of the Soviet military buildup.” Keegan’s colleague William van Cleave agrees, saying that “overall strategic superiority exists today for the Soviet Union,” and adds, “I think it’s getting to the point that, if we can make a trade with the Soviet Union of defense establishments, I’d be heartily in favor of it.” (Scoblic 2008, pp. 95)
Used to Escalate Defense Spending - The experiment is far more than a dry, intellectual exercise or a chance for academics to score points against the CIA. Melvin Goodman, who heads the CIA’s Office of Soviet Affairs, will observe in 2004: “[Defense Secretary Donald] Rumsfeld won that very intense, intense political battle that was waged in Washington in 1975 and 1976. Now, as part of that battle, Rumsfeld and others, people such as Paul Wolfowitz, wanted to get into the CIA. And their mission was to create a much more severe view of the Soviet Union, Soviet intentions, Soviet views about fighting and winning a nuclear war.” Even though Wolfowitz’s and Rumsfeld’s assertions of powerful new Soviet WMD programs are completely wrong, they use the charges to successfully push for huge escalations in military spending, a process that continues through the Ford and Reagan administrations (see 1976) (Hartmann 12/7/2004; BBC 1/14/2005) , and resurface in the two Bush administrations. “Finally,” Unger will write, “a band of Cold Warriors and neocon ideologues had successfully insinuated themselves in the nation’s multibillion-dollar intelligence apparatus and had managed to politicize intelligence in an effort to implement new foreign policy.” (Unger 2007, pp. 57-58)
Kicking Over the Chessboard - Former senior CIA official Richard Lehman later says that Team B members “were leaking all over the place… putting together this inflammatory document.” Author and university professor Gordon R. Mitchell will write that B’s practice of “strategically leaking incendiary bits of intelligence to journalists, before final judgments were reached in the competitive intelligence exercise,” was another method for Team B members to promulgate their arguments without actually proving any of their points. Instead of participating in the debate, they abandoned the strictures of the exercise and leaked their unsubstantiated findings to the press to “win” the argument. (Mitchell 5/2006 )
'One Long Air Raid Siren' - In 2002, defense policy reporter Fred Kaplan will sardonically label Team B the “Rumsfeld Intelligence Agency,” and write: “It was sold as an ‘exercise’ in intelligence analysis, an interesting competition—Team A (the CIA) and Team B (the critics). Yet once allowed the institutional footing, the Team B players presented their conclusions—and leaked them to friendly reporters—as the truth,” a truth, Team B alleges, the pro-detente Ford administration intends to conceal. Kaplan will continue, “The Team B report read like one long air-raid siren: The Soviets were spending practically all their GNP on the military; they were perfecting charged particle beams that could knock our warheads out of the sky; their express policy and practical goal was to fight and win a nuclear war.” Team B is flatly wrong across the board, but it still has a powerful impact on the foreign policy of the Ford administration, and gives the neoconservatives and hardliners who oppose arms control and detente a rallying point. Author Barry Werth will observe that Rumsfeld and his ideological and bureaucratic ally, White House chief of staff Dick Cheney “drove the SALT II negotiations into the sand at the Pentagon and the White House.” Ford’s primary opponent, Ronald Reagan, and the neocons’ public spokesman, Senator Henry Jackson, pillory Ford for being soft on Communism and the Soviet Union. Ford stops talking about detente with the Soviets, and breaks off discussions with the Soviets over limiting nuclear weapons. Through Team B, Rumsfeld and the neocons succeed in stalling the incipient thaw in US-Soviet relations and in weakening Ford as a presidential candidate. (Werth 2006, pp. 341)
US President Jimmy Carter and Soviet Premier Leonid Brezhnev sign the SALT II (Strategic Arms Limitation Talks) agreement in Vienna, after years of fitful negotiations. The basic outline of the accords is not much different from the agreement reached between Brezhnev and President Ford five years earlier (see November 23, 1974).
Conservative Opposition - The Senate must ratify the treaty before it becomes binding; Republicans and conservative Democrats alike oppose the treaty. Neoconservative Senator Henry “Scoop” Jackson (D-WA—see Early 1970s) compares Carter to former British Prime Minister Neville Chamberlain (who allowed the Nazis to occupy part of Czechoslovakia in 1938) in accusing Carter of “appeasement in its purest form” towards the Soviet Union. Members of the Committee on the Present Danger (CPD—see 1976) appear before the Senate 17 times to argue against ratification. Former Defense Secretary Donald Rumsfeld testifies against it, calling instead for a $44 billion increase in defense spending and once again evoking the specter of Nazi Germany: “Our nation’s situation is much more dangerous today than it has been at any time since Neville Chamberlain left Munich, setting the stage for World War II.” The American Security Council launches “Peace Through Strength Week” (see November 12, 1979). And Governor Ronald Reagan (R-CA), embarking on his presidential campaign, warns the nation that the Soviets could just “take us with a phone call,” forcing us to obey an ultimatum: “Look at the difference in our relative strengths. Now, here’s what we want.… Surrender or die.”
Familiar Arguments - In 2008, author J. Peter Scoblic will write that the arguments advanced against the SALT II treaty are the same as advanced so many times before (see August 15, 1974), including during the infamous “Team B” exercise (see November 1976). The Soviet Union believes it can win a nuclear war, opponents insist, and a treaty such as the one signed by Carter and Brezhnev merely plays into the Soviets’ hands. Once the US loses its significant advantage in nuclear payloads, the likelihood increases that the USSR incinerates American missile silos and dares the US to respond—the US might get off a volley of its remaining missiles, but the Soviets will then launch a second strike that will destroy America’s cities. And that US strike will have limited impact because of what critics call the Soviets’ extensive, sophisticated civil defense program. The US will have no other choice than to, in Scoblic’s words, “meekly submit to Soviet will.” SALT II plays into what the CPD calls the Soviet goal of not waging a nuclear war, but winning “political predominance without having to fight.” Scoblic will note, “An argument that had started on the fringes of the far Right was now being made with total seriousness by a strong cross-section of foreign policy experts, backed by significant public support.” Scoblic then calls the arguments “fatuous… grounded in zero-sum thinking.” The facts do not support the arguments. It is inconceivable, he will observe, that the US would absorb a devastating first strike without immediately launching its own overwhelming counterstrike. And for the critics to accept the tales of “extensive” Soviet civil defense programs, Scoblic argues, is for them to be “remarkably credulous of Soviet propaganda.” No matter what the Soviets did first, the US could kill upwards of 75 million Soviet citizens with its single strike, a circumstance the USSR was unlikely to risk. And, Scoblic will note, subsequent studies later prove the conservatives’ arguments completely groundless (see 1994).
Senate Fails to Ratify - By late 1979, the arguments advanced by Congressional conservatives, combined with other events (such as the “discovery” of a clutch of Soviet troops in Cuba) derails the chance of SALT II being ratified in the Senate. When the Soviet Union invades Afghanistan (see December 8, 1979), Carter withdraws the treaty from further consideration. Scoblic will note that by this point in his presidency, Carter has abandoned any pretense of attempting to reduce nuclear armaments (see Mid-January, 1977); in fact, “[h]is nuclear policies increasingly resembled those of Team B, the Committee on the Present Danger, and groups like the Emergency Coalition Against Unilateral Disarmament” (see Early 1977 and Late 1979-1980). Carter notes that such a treaty as the SALT II accord is the single most important goal of US foreign policy: “Especially now, in a time of great tension, observing the mutual constraints imposed by the terms of these treaties, [SALT I and II] will be in the best interest of both countries and will help to preserve world peace.… That effort to control nuclear weapons will not be abandoned.” (Scoblic 2008, pp. 105-109, 117)
Throughout the 1980s, Dick Cheney and Donald Rumsfeld are key players in one of the most highly classified programs of the Reagan administration. Presently, Cheney is working as a Republican congressman, while Rumsfeld is head of the pharmaceutical company G. D. Searle. At least once per year, they both leave their day jobs for periods of three or four days. They head to Andrews Air Force Base, near Washington, DC, and along with 40 to 60 federal officials and one member of the Reagan Cabinet are taken to a remote location within the US, such as an underground bunker. While they are gone, none of their work colleagues, or even their wives, knows where they are. They are participating in detailed planning exercises for keeping government running during and after a nuclear war with the Soviet Union.
Unconstitutional 'Continuity of Government' - This highly secret “Continuity of Government” (COG) program is known as Project 908. The idea is that if the US were under a nuclear attack, three teams would be sent from Washington to separate locations around the US to prepare to take leadership of the country. If somehow one team was located and hit with a nuclear weapon, the second or third team could take its place. Each of the three teams includes representatives from the State Department, Defense Department, CIA, and various domestic-policy agencies. The program is run by a new government agency called the National Program Office. Based in the Washington area, it has a budget of hundreds of million dollars a year, which grows to $1 billion per year by the end of Reagan’s first term in office. Within the National Security Council, the “action officer” involved in the COG program is Oliver North, who is a key figure in the mid-1980s Iran-Contra scandal. Reagan’s Vice President, George H. W. Bush, also supervises some of the program’s efforts. As well as Cheney and Rumsfeld, other known figures involved in the COG exercises include Kenneth Duberstein, who serves for a time as President Reagan’s chief of staff, and future CIA Director James Woolsey. Another regular participant is Richard Clarke, who on 9/11 will be the White House chief of counterterrorism (see (1984-2004)). The program, though, is extraconstitutional, as it establishes a process for designating a new US president that is nowhere authorized in the US Constitution or federal law. After George H. W. Bush is elected president in 1988 and the effective end of the Soviet Union in 1989, the exercises continue. They will go on after Bill Clinton is elected president, but will then be based around the threat posed by terrorists, rather than the Soviet Union (see 1992-2000). According to journalist James Mann, the participation of Rumsfeld and Cheney in these exercises demonstrates a broader truth about them: “Over three decades, from the Ford administration onward, even when they were out of the executive branch of government, they were never too far away; they stayed in touch with its defense, military, and intelligence officials and were regularly called upon by those officials. Cheney and Rumsfeld were, in a sense, a part of the permanent, though hidden, national security apparatus of the United States.” (Mann 2004, pp. 138-145; Mann 3/2004; Kurtz 4/7/2004; Cockburn 2007, pp. 85)
No Role for Congress - According to one participant, “One of the awkward questions we faced was whether to reconstitute Congress after a nuclear attack. It was decided that no, it would be easier to operate without them.” Thus the decision is made to abandon the Constitutional framework of the nation’s government if this plan is ever activated. (Dubose and Bernstein 2006, pp. 198)
Reactivated after 9/11 - The plan they rehearse for in the COG exercises will be activated, supposedly for the first time, in the hours during and after the 9/11 attacks (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). (Gellman and Schmidt 3/1/2002) Mann subsequently comments, “The program is of particular interest today because it helps to explain the thinking and behavior of the second Bush Administration in the hours, days, and months after the terrorist attacks on September 11, 2001.” (Mann 3/2004)
President Ronald Reagan, reversing his campaign opposition to the MX mobile nuclear weapons platform (see June 1979), now enthusiastically supports the program, which he dubs, without apparent irony, the “Peacekeeper.” He first proposes housing them in superhardened Minuteman missile silos, which is roundly derided as ridiculous given that the entire raison d’etre of the MX is its mobile capacity. Reagan then appoints a commission, chaired by former National Security Adviser Brent Scowcroft and having former Secretary of Defense Donald Rumsfeld as one of its members, to study ways of making the program work. The commission finally recommends that 100 MX missiles be deployed in Minuteman silos in Wyoming, as well as smaller, single-warhead MX missiles, dubbed “Midgetmen,” to complement the main missile program. Speaker of the House Tip O’Neill (D-MA) opposes the program. Iconoclastic Republican John Perry Barlow, a Wyoming rancher and sometime-lyricist for the Grateful Dead, lobbies Washington lawmakers against the MX. He sees it as a huge step away from “mutually assured destruction” (MAD) and towards a first-strike policy, which would, in Barlow’s eyes, be potentially catastrophic. He finds Rep. Dick Cheney (R-WY), who strongly supports the program, a worthy adversary. “I must have lobbied more than one hundred members of Congress on this, and Dick was the only one who knew more about it than I did,” Barlow will later recall. Washington Post columnist Mary McGrory accompanies Barlow to one meeting with Cheney. After listening to the intense debate, McGrory tells Barlow, “I think your guy Cheney is the most dangerous person I’ve ever seen up here.” Barlow will recall: “I felt we were really arguing about the fate of the world.… Cheney believes the world is an inherently dangerous place, and he sees the rest of the world as… populated by four-year old kids with automatic weapons.” Congress will eventually give Reagan only fifty of the MXs, but in part to placate him, Cheney, and their allies, authorizes the start of what will become a multi-billion dollar weapons platform, the Strategic Defense Initiative (SDI), later dubbed “Star Wars.” (Dubose and Bernstein 2006, pp. 51-53)
During the 1980s, top-secret exercises are regularly held, testing a program called Continuity of Government (COG) that would keep the federal government functioning during and after a nuclear war (see 1981-1992). The program includes a special plane called the National Emergency Airborne Command Post (NEACP). This is a modified Boeing 747, based at Andrews Air Force Base, near Washington, DC that has its own conference room and special communications gear. Nicknamed the “Doomsday” plane, it could act as an airborne command post from where a president could run the country during a nuclear war. One of the COG exercises run by the Reagan administration involves a team of officials actually staying aloft in the NEACP for three days straight. The team cruises across the US, and up and down the coasts, periodically being refueled in mid-air. (Schwartz 1998; Mann 2004, pp. 144) Dick Cheney and Donald Rumsfeld participate in the COG exercises, though whether they are aboard the NEACP in this particular one is unknown. (Mann 3/2004) The plan that is being rehearsed for in the exercises will be activated in response to the 9/11 attacks (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). Also on 9/11, three Doomsday planes (then known as “National Airborne Operations Center” planes) will be in the air, due to an exercise taking place that morning called Global Guardian (see Before 9:00 a.m. September 11, 2001). President Reagan dispatches US envoy to the Middle East, Donald Rumsfeld, to convey the administration’s intention to “resume [US] diplomatic relations with Iraq” (see December 20, 1983). (American Gulf War Veterans Association 9/10/2001; Gonsalves 9/24/2002)
US Special Envoy Donald Rumsfeld—formerly the Secretary of Defense and now the CEO of the pharmaceutical company, GD Searle and Co.—personally meets with Saddam Hussein for 90 minutes in an attempt to reestablish diplomatic relations with Iraq. Rumsfeld also discusses US interest in the construction of the Iraq-Jordan Aqaba oil pipeline [to be built by Bechtel (see December 2, 1983)]. (US Department of State 12/10/1983 ; Iraqi television 12/20/1983; US Department of State 12/21/1983 ; Windrem 8/18/2002; Dickey and Thomas 9/23/2002; Dobbs 12/30/2002; arsenal 12/31/2002; Vallette 3/24/2003; Herbert 4/14/2003) Rumsfeld does not raise the issue of Iraq’s use of chemical weapons with Saddam. (US Department of State 12/21/1983 ) Rumsfeld also delivers a letter to Hussein from Reagan administration officials declaring that for Iraq to be defeated by Iran (see September 1980) would be “contrary to United States interests.” Rumsfeld’s visit represents one side of the somewhat double-edged US foreign policy in the region: the US has allowed Israel to sell US-made arms to Iran for use against Iraq (see 1981). By this time, the US has already started clandestinely providing arms to Iraq as well (see October 1983). (Waas and Unger 11/2/1992) After his meeting with the Iraqi president, Rumsfeld meets with Iraqi Foreign Minister Tariq Aziz. They agree that “the US and Iraq… [share] many common interests.” Rumsfeld briefly mentions US concerns about Iraq’s chemical weapons, explaining that US “efforts to assist [Iraq]… [are] inhibited by certain things that made it difficult for us….” (US Department of State 12/21/1983 ) On September 19, 2002, almost two decades later, Rumsfeld will be questioned in Congress about this visit (see September 19, 2002). The US State Department briefs Donald Rumsfeld, who is preparing to make another visit to Baghdad (see March 26, 1984). In a memo to Rumsfeld, Secretary of State George Shultz laments that relations with Iraq have soured because of the State Department’s March 5 condemnation (see March 5, 1984) of Iraq’s use of chemical weapons and expresses considerable concern over the future of the Aqaba pipeline project [to be built by Bechtel (see December 2, 1983)] which the US is pushing. Shultz writes: “Two event have worsened the atmosphere in Baghdad since your last stop there in December: (1) Iraq has only partly repulsed the initial thrust of a massive Iranian invasion, losing the strategically significant Majnun Island oil fields and accepting heavy casualties; (2) Bilateral relations were sharply set back by our March 5 condemnation of Iraq for CW [chemical weapons] use, despite our repeated warnings that this issue would emerge [as a public issue] sooner or later. Given its wartime preoccupations and its distress at our CW statement, the Iraqi leadership probably will have little interest in discussing Lebanon, the Arab-Israeli conflict, or other matters except as they may impinge on Iraq’s increasingly desperate struggle for survival. If Saddam or Tariq Aziz receives you against consider, and to reject, a pending application from Westinghouse to participate in a $160 million portion of a $1 billion Hyundai thermal power plant project in Iraq, this decision will only confirm Iraqi perceptions that ExIm [Export-Import Bank] financing for the Aqaba pipeline is out of the question. Eagleburger tried to put this perception to a rest, however, emphasizing to Kittani the administration’s firm support for the line (see March 15, 1984). The door is not yet closed to ExIm or other USG [US government] financial assistance to this project….” At the very end of the cable, it is noted that “Iraq officials have professed to be at a loss to explain our actions as measured against our stated objectives. As with our CW statement, their temptation is to give up rational analysis and retreat to the line that US policies are basically anti-Arab and hostage to the desires of Israel.” (US Department of State 3/24/1984 ; Vallette 3/24/2003)
Donald Rumsfeld travels to Baghdad to meet with Iraqi foreign minister Tariq Aziz. While in Iraq, Rumsfeld discusses the proposed Iraq-Jordan Aqaba pipeline [to be built by Bechtel (see December 2, 1983)], relays an Israeli offer to help Iraq in its war against Iran, and expresses the Reagan administration’s hope that Iraq will obtain Export-Import Bank credits. (Affidavit. United States v. Carlos Cardoen, et al. [Charge that Teledyne Wah Chang Albany illegally provided a proscribed substance, zirconium, to Cardoen Industries and to Iraq] 1/31/1995 ; American Gulf War Veterans Association 9/10/2001; Scahill 8/2/2002; Vallette 3/24/2003)
Defense Secretary Dick Cheney takes a leading role in drawing up the plans for the US invasion of Iraq (see December 1990). He is appalled by what he calls the “lack of creativity” of the initial plans, drawn up by a number of senior generals. Cheney and Joint Chiefs Chairman Colin Powell spend days poring over the plans, with Cheney pressuring both Powell and the generals to make wide-ranging changes. But the generals respect Cheney’s input. “He wasn’t a micromanager like McNamara,” one general later recalls, referring to former Defense Secretary Robert McNamara, who planned much of the US’s Vietnam strategies. “And he wasn’t arrogant like [former Defense Secretary Donald] Rumsfeld. He wanted this one done right.”
Overwhelming Force - Cheney joins Powell in advocating the “enhanced option,” adding 100,000 more troops to the initial invasion force to bring troop strength up to nearly half a million US forces slated to go into Iraq. Powell and Cheney have no intention of being undermanned by Iraq’s large ground forces. And Cheney wants to slough off the remnants of what many call the “Vietnam syndrome.” He wants a resounding victory. “The military is finished in this society if we screw this up,” he tells Saudi Arabia’s Prince Bandar (see August 5, 1990 and After). While Powell and Cheney see eye-to-eye on most invasion-related issues, they do disagree on one fundamental issue: the possible use of the Army’s tactical nuclear arsenal (see Mid-August, 1990). (Nuclear weapons will not be used in the Iraq invasion.)
Limited Role of Congress? - Cheney sees no reason for Congress to have anything more than a peripheral role in the entire affair (see December 1990). Authors Lou Dubose and Jake Bernstein later write: “Despite the fact that going to war with Iraq would be a larger undertaking than the D-Day invasion of Normandy, Cheney argued that the president did not need the consent of Congress. He seemed more understanding of King Fahd’s polling of the royal family and calling Arab leaders (see August 5, 1990 and After) than he was of [President] Bush’s willingness to go to Congress for consent” (see January 9-13, 1991). (Dubose and Bernstein 2006, pp. 101-102)
During the 1980s, Dick Cheney and Donald Rumsfeld were regular participants in top-secret exercises, designed to test a program called Continuity of Government (COG) that would keep the federal government functioning during and after a nuclear war with the Soviet Union (see 1981-1992). Despite the fall of the Berlin Wall and the collapse of the Soviet Union, the COG exercises continue into the 1990s, being budgeted still at over $200 million per year.
Exercises Prepare for Terrorist Attacks - Now, terrorists replace the Soviet Union as the imagined threat in the exercises. The terrorism envisaged is almost always state-sponsored, with the imagined terrorists acting on behalf of a government. According to journalist James Mann, the COG exercises are abandoned fairly early in the Clinton era, as the scenario is considered farfetched and outdated. However another journalist, Andrew Cockburn, suggests they continue for longer.
Exercise Participants Are Republican Hawks - Cockburn adds that, while the “shadow government” created in the exercises had previously been drawn from across the political spectrum, now the players are almost exclusively Republican hawks. A former Pentagon official with direct knowledge of the program will later say: “It was one way for these people to stay in touch. They’d meet, do the exercise, but also sit around and castigate the Clinton administration in the most extreme way. You could say this was a secret government-in-waiting. The Clinton administration was extraordinarily inattentive, [they had] no idea what was going on.” (Mann 3/2004; Cockburn 2007, pp. 88)
Richard Clarke Participates - A regular participant in these COG exercises is Richard Clarke, who on 9/11 will be the White House chief of counterterrorism (see (1984-2004)). (Kurtz 4/7/2004; ABC News 4/25/2004) Although he will later come to prominence for his criticisms of the administration of President George W. Bush, some who have known him will say they consider Clarke to be hawkish and conservative (see May 22, 1998). (Abel 3/29/2004; Kaplan 4/5/2004) The Continuity of Government plan will be activated, supposedly for the first time, in the hours during and after the 9/11 attacks (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). The Project for the New American Century (PNAC), an influential neoconservative think tank, publishes a letter to President Clinton urging war against Iraq and the removal of Saddam Hussein because he is a “hazard” to “a significant portion of the world’s supply of oil.” In a foretaste of what eventually happens, the letter calls for the US to go to war alone, attacks the United Nations, and says the US should not be “crippled by a misguided insistence on unanimity in the UN Security Council.” The letter is signed by many who will later lead the 2003 Iraq war. 10 of the 18 signatories later join the Bush Administration, including Defense Secretary Donald Rumsfeld, Assistant Defense Secretary Paul Wolfowitz, Deputy Secretaries of State Richard Armitage and Robert Zoellick, Undersecretaries of State John Bolton and Paula Dobriansky, presidential adviser for the Middle East Elliott Abrams, Defense Policy Board chairman Richard Perle, and George W. Bush’s special Iraq envoy Zalmay Khalilzad. Other signatories include William Bennett, Jeffrey Bergner, Francis Fukuyama, Robert Kagan, William Kristol, Peter Rodman, William Schneider, Vin Weber, and James Woolsey. (Project for the New American Century 1/26/1998; Mackay 3/16/2003; Unger 2007, pp. 158) Clinton does heavily bomb Iraq in late 1998, but the bombing doesn’t last long and its long term effect is the break off of United Nations weapons inspections. (Weisman 3/23/2003) The PNAC neoconservatives do not seriously expect Clinton to attack Iraq in any meaningful sense, author Craig Unger will observe in 2007. Instead, they are positioning themselves for the future. “This was a key moment,” one State Department official will recall. “The neocons were maneuvering to put this issue in play and box Clinton in. Now, they could draw a dichotomy. They could argue to their next candidate, ‘Clinton was weak. You must be strong.’” (Unger 2007, pp. 158)
The Committee for Peace and Security in the Gulf (CPSG), a bipartisan group made up largely of foreign policy specialists, sends an “Open Letter to the President” calling for President Clinton to use the US military to help Iraqi opposition groups overthrow Saddam Hussein and replace him with a US-friendly government. US law forbids such an operation. The group is led by, among others, former Representative Stephen Solarz (D-NY) and prominent Bush adviser Richard Perle, a former assistant secretary of defense.
Largely Neoconservative in Makeup - Many of its co-signers will become the core of the Bush administration’s neoconservative-driven national security apparatus. These co-signers include Elliott Abrams, Richard Armitage, John Bolton, Stephen Bryen, Douglas Feith, Frank Gaffney, Fred Ikle, Robert Kagan, Zalmay Khalilzad, William Kristol, Michael Ledeen, Bernard Lewis, Peter Rodman, Donald Rumsfeld, Gary Schmitt, Max Singer, Casper Weinberger, Paul Wolfowitz, David Wurmser, and Dov Zakheim. (CNN 2/20/1998; Lang 6/2004) The CPSG is closely affiliated with both the neoconservative Project for the New American Century (PNAC—see June 3, 1997 and January 26, 1998) and the neoconservative American Enterprise Institute (AEI), both of which boast Perle as a powerful and influential member. Jim Lobe of the Project Against the Present Danger later learns that the CPSG is funded in large part by a sizable grant from the right-wing Bradley Foundation, a key funding source for both the PNAC and the AEI. According to Counterpunch’s Kurt Nimmo, the plan for overthrowing Iraq later adopted by the Bush administration, and currently advocated by the CPSG, will be echoed in the PNAC’s September 2000 document, “Rebuilding America’s Defenses” (see September 2000). (Nimmo 11/19/2002)
Advocates Supporting Iraq-Based Insurgency - The letter reads in part: “Despite his defeat in the Gulf War, continuing sanctions, and the determined effort of UN inspectors to root out and destroy his weapons of mass destruction, Saddam Hussein has been able to develop biological and chemical munitions.… This poses a danger to our friends, our allies, and to our nation.… In view of Saddam Hussein’s refusal to grant UN inspectors the right to conduct unfettered inspections of those sites where he is suspected of storing his still significant arsenal of chemical and biological munitions and his apparent determination never to relinquish his weapons of mass destruction, we call upon President Clinton to adopt and implement a plan of action designed to finally and fully resolve this utterly unacceptable threat to our most vital national interests.” The plan is almost identical to the “End Game” scenario proposed in 1993 (see November 1993) and carried out, without success, in 1995 (see March 1995). It is also virtually identical to the “Downing Plan,” released later in 1998 (see Late 1998). In 2004, then-Defense Intelligence Agency official Patrick Lang will observe, “The letter was remarkable in that it adopted some of the very formulations that would later be used by Vice President [Dick] Cheney and other current administration officials to justify the preventive war in Iraq that commenced on March 20, 2003” (see March 19, 2003). The CPSG advocates:
US support for Ahmed Chalabi’s Iraqi National Congress (INC—see 1992-1996) as the provisional government to replace Hussein’s dictatorship;
Funding the INC with seized Iraqi assets, designating areas in the north and south as INC-controlled zones, and lifting sanctions in those areas;
Providing any ground assault by INC forces (see October 31, 1998) with a “systematic air campaign” by US forces;
Prepositioning US ground force equipment “so that, as a last resort, we have the capacity to protect and assist the anti-Saddam forces in the northern and southern parts of Iraq”;
Bringing Hussein before an international tribunal on war crimes charges.
Carrying out these actions, Solarz says, would completely eliminate the threat of weapons of mass destruction that he claims Iraq owns. (Abrams et al. 2/19/1998; CNN 2/20/1998; Lang 6/2004)
The “Team B” intelligence analysis exercise of 1975, which so disastrously overestimated the Soviet threat (see November 1976), returns in the form of the “Rumsfeld Commission,” which issues its report this month. Conservative commentators and former participants have called for a second “Team B”-style competitive intelligence analysis ever since the fall of the Berlin Wall (see 1990, 1994, and 1996). The “Commission to Assess the Ballistic Missile Threat to the United States” (see July 15, 1998), led by former Defense Secretary Donald Rumsfeld, is packed with conservative and neoconservative hardliners much as the original Team B cadre was; it includes some former Team B members such as former Pentagon official Paul Wolfowitz. Like the original Team B, the Rumsfeld Commission challenges CIA estimates of foreign military threats; like the original Team B, the Rumsfeld Commission wildly overestimates the impending threat from countries such as Iran and North Korea, both of which it judges will be capable of striking the US with nuclear weapons in five years or perhaps less. The original Team B findings impelled thirty years of full-bore military spending by the US to counter a Soviet threat that was fading, not growing; the Rumsfeld Commission’s equally alarmist findings impels a new push for spending on the so-called “Star Wars” ballistic missile defense system (see March 23, 1983). Conservative activist Phyllis Schlafly will observe that the Rumsfeld Commission’s report “provided Congress with enough talking points to win the argument [on missile defense] both in the strategic arena and in the 20-second soundbite television debates.” Former State Department intelligence analyst Greg Thielmann will later observe, “time has proven Rumsfeld’s predictions dead wrong.” Author and professor Gordon R. Mitchell will write that the second “Team B” exercise shows “that by 1998, Rumsfeld and Wolfowitz had honed the art of intelligence manipulation through use of competitive intelligence analysis. Retrospective assessments revealing serious flaws in the Team B work products came long after political officials had already converted the alarmist reports into political support for favored military policies.” (Mitchell 5/2006 )
Congressional conservatives receive a second “alternative assessment” of the nuclear threat facing the US that is far more to their liking than previous assessments (see December 23, 1996). A second “Team B” panel (see November 1976), the Commission to Assess the Ballistic Missile Threat to the United States, led by former Defense Secretary Donald Rumsfeld and made up of neoconservatives such as Paul Wolfowitz and Stephen Cambone, finds that, contrary to earlier findings, the US faces a growing threat from rogue nations such as Iran, Iraq, and North Korea, who can, the panel finds, inflict “major destruction on the US within about five years of a decision.” This threat is “broader, more mature, and evolving more rapidly” than previously believed. The Rumsfeld report also implies that either Iran or North Korea, or perhaps both, have already made the decision to strike the US with nuclear weapons. Although Pakistan has recently tested nuclear weapons (see May 28, 1998), it is not on the list. Unfortunately for the integrity and believability of the report, its methodology is flawed in the same manner as the previous “Team B” reports (see November 1976); according to author J. Peter Scoblic, the report “assume[s] the worst about potential US enemies without actual evidence to support those assumptions.” Defense analyst John Pike is also displeased with the methodology of the report. Pike will later write: “Rather than basing policy on intelligence estimates of what will probably happen politically and economically and what the bad guys really want, it’s basing policy on that which is not physically impossible. This is really an extraordinary epistemological conceit, which is applied to no other realm of national policy, and if manifest in a single human being would be diagnosed as paranoia.” (Levy and Scott-Clark 10/13/2007; Scoblic 2008, pp. 172-173) Iran, Iraq, and North Korea will be dubbed the “Axis of Evil” by George W. Bush in his 2002 State of the Union speech (see January 29, 2002).
Texas governor and possible presidential candidate George W. Bush’s “Iron Triangle” of (four, not three) political advisers—Karen Hughes, Karl Rove, Donald Evans, and Joe Allbaugh—are preparing for Bush’s entry into the 2000 presidential campaign. His biggest liability is foreign affairs: despite his conversations with Saudi Prince Bandar (see Fall 1997) and former security adviser Condoleezza Rice (see August 1998), he is still a blank slate (see Early 1998). “Is he comfortable with foreign policy? I should say not,” observes George H. W. Bush’s former national security adviser, Brent Scowcroft, who is not involved in teaching the younger Bush about geopolitics. Bush’s son’s only real experience, Scowcroft notes, “was being around when his father was in his many different jobs.” Rice is less acerbic in her judgment, saying: “I think his basic instincts about foreign policy and what need[…] to be done [are] there: rebuilding military strength, the importance of free trade, the big countries with uncertain futures. Our job [is] to help him fill in the details.” Bush himself acknowledges his lack of foreign policy expertise, saying: “Nobody needs to tell me what to believe. But I do need somebody to tell me where Kosovo is.” Rice and former Defense Secretary Dick Cheney assemble a team of eight experienced foreign policy advisers to give the younger Bush what author Craig Unger calls “a crash course about the rest of the world.” They whimsically call themselves the “Vulcans,” (Carter 2004, pp. 269; Dubose and Bernstein 2006, pp. 117; Unger 2007, pp. 161-163) which, as future Bush administration press secretary Scott McClellan will later write, “was based on the imposing statue of Vulcan, the Roman god of fire and metalworking, that is a landmark in Rice’s hometown of Birmingham, Alabama.” (McClellan 2008, pp. 85) The eight are:
Richard Armitage, a hardliner and Project for a New American Century (PNAC) member (see January 26, 1998) who served in a number of capacities in the first Bush presidency;
Robert Blackwill, a hardliner and former Bush presidential assistant for European and Soviet Affairs;
Stephen Hadley, a neoconservative and former assistant secretary of defense;
Richard Perle, a leading neoconservative and another former assistant secretary of defense;
Condoleezza Rice, a protege of Scowcroft, former oil company executive, and former security adviser to Bush’s father;
Donald Rumsfeld, another former defense secretary;
Paul Wolfowitz, a close associate of Perle and a prominent neoconservative academic, brought in to the circle by Cheney;
Dov Zakheim, a hardline former assistant secretary of defense and a PNAC member;
Robert Zoellick, an aide to former Secretary of State James Baker and a PNAC member.
McClellan will later note, “Rice’s and Bush’s views on foreign policy… were one and the same.” (McClellan 2008, pp. 85) Their first tutorial session in Austin, Texas is also attended by Cheney and former Secretary of State George Schulz. Even though three solid neoconservatives are helping Bush learn about foreign policy, many neoconservatives see the preponderance of his father’s circle of realpolitik foreign advisers surrounding the son and are dismayed. Prominent neoconservatives such as William Kristol, Jeane Kirkpatrick, and James Woolsey will back Bush’s primary Republican opponent, Senator John McCain (R-AZ). (Carter 2004, pp. 269; Dubose and Bernstein 2006, pp. 117; Unger 2007, pp. 161-163) Ivo Daalder and James Lindsay, both former National Security Council members, write in the book America Unbound: The Bush Revolution in Foreign Policy, that under the tutelage of the Vulcans, Bush adopts a “hegemonist” view of the world that believes the US’s primacy in the world is paramount to securing US interests. As former White House counsel John Dean writes in 2003, this viewpoint asserts, “[S]ince we have unrivalled powers, we can have it our way, and kick ass when we don’t get it.” (Dean 11/7/2003; Carter 2004, pp. 269)
The neoconservative think tank Project for the New American Century writes a “blueprint” for the “creation of a ‘global Pax Americana’” (see June 3, 1997). The document, titled Rebuilding America’s Defenses: Strategies, Forces and Resources for a New Century, was written for the George W. Bush team even before the 2000 presidential election. It was written for future Vice President Cheney, future Defense Secretary Rumsfeld, future Deputy Defense Secretary Paul Wolfowitz, Florida Governor and Bush’s brother Jeb Bush, and Cheney’s future chief of staff Lewis Libby. (Project for the New American Century 9/2000, pp. iv and 51 )
Plans to Overthrow Iraqi Government - The report calls itself a “blueprint for maintaining global US preeminence, precluding the rise of a great power rival, and shaping the international security order in line with American principles and interests.” The plan shows that the Bush team intends to take military control of Persian Gulf oil whether or not Saddam Hussein was in power and should retain control of the region even if there is no threat. It says: “The United States has for decades sought to play a more permanent role in Gulf regional security. While the unresolved conflict with Iraq provides the immediate justification, the need for a substantial American force presence in the Gulf transcends the issue of the regime of Saddam Hussein.” The report calls for the control of space through a new “US Space Forces,” the political control of the internet, the subversion of any growth in political power of even close allies, and advocates “regime change” in China, North Korea, Libya, Syria, Iran and other countries. It also mentions that “advanced forms of biological warfare that can ‘target’ specific genotypes may transform biological warfare from the realm of terror to a politically useful tool” (see February 7, 2003). 'US Space Forces,' Control of Internet, Subversion of Allies - PNAC calls for the control of space through a new “US Space Forces,” the political control of the Internet, and the subversion of any growth in political power of even close allies, and advocates “regime change” in China, North Korea, Libya, Syria, Iran, and other countries.
Bioweapons Targeting Specific Genotypes 'Useful' - It also mentions that “advanced forms of biological warfare that can ‘target” specific genotypes may transform biological warfare from the realm of terror to a politically useful tool.”
'A New Pearl Harbor' - However, PNAC complains that thes changes are likely to take a long time, “absent some catastrophic and catalyzing event—like a new Pearl Harbor.” (Johnson 1/12/2003)
Bush Will Claim a 'Humble' Foreign Policy Stance - One month later during a presidential debate with Al Gore, Bush will assert that he wants a “humble” foreign policy in the Middle East and says he is against toppling Saddam Hussein in Iraq because it smacks of “nation building” (see October 11, 2000). Around the same time, Cheney will similarly defend Bush’s position of maintaining President Clinton’s policy not to attack Iraq, asserting that the US should not act as though “we were an imperialist power, willy-nilly moving into capitals in that part of the world, taking down governments.” (Masters 1/12/2002) Author Craig Unger will later comment, “Only a few people who had read the papers put forth by the Project for a New American Century might have guessed a far more radical policy had been developed.” (Unger 3/15/2004) A British member of Parliament will later say of the PNAC report, “This is a blueprint for US world domination—a new world order of their making. These are the thought processes of fantasist Americans who want to control the world.” (Mackay 9/7/2002) Both PNAC and its strategy plan for Bush are almost virtually ignored by the media until a few weeks before the start of the Iraq war (see February-March 20, 2003).
At some point in December 2000 or early 2001, Donald Rumsfeld tells President Elect George W. Bush that the US’ capacity to deter potential aggressors has lessened because the US has not reacted strongly to attacks in the recent past. He tells Bush that, should any attack occur, he will ask him to retaliate forcefully. According to Rumsfeld’s account of this conversation in a January 2002 interview with the Washington Post, Bush promises to do so. Rumsfeld will recall: “I remember talking to him on that subject and expressed my concern that over a period of time in the United States the deterrent had been weakened because we had on a number of occasions seemed to the rest of the world to have been attacked or hit or somebody killed and the immediate reaction was a reflexive pull-back.… I remember talking to the president about that and he agreed strongly with it.… [H]aving been involved as Middle East envoy, and having seen terrorism and how it worked… I left no doubt in his mind but that at that moment where something happened that I would be coming to him to lean forward, not back, and that I wanted him to know that, and he said, just unambiguously, that that is what he would be doing. We had a very clear common understanding.” (Rumsfeld 1/9/2002)
President-elect George W. Bush meets with Donald Rumsfeld in Washington, and offers him the position of secretary of defense. Insiders are amazed that Bush would even consider Rumsfeld, the chief of staff for former President Ford (see September 21, 1974 and After), after Rumsfeld’s open contempt and enmity towards the elder Bush, the “Team B” onslaught against the elder Bush’s CIA (see Late November 1976 and Late November, 1976), and his attempts to keep Bush off the presidential tickets in 1976 and 1980 (see Before November 4, 1975). “Real bitterness there,” a close friend of the Bush family later says. “Makes you wonder what was going through Bush 43’s head when he made [Rumsfeld] secretary of defense.” The Bush family’s great friend and fixer, James Baker, even tries to dissuade Bush from choosing Rumsfeld, telling him, “All I’m going to say is, you know what he did to your daddy.” But Bush chooses Rumsfeld anyway. Not only does Rumsfeld have a long and fruitful relationship with Vice President Cheney (see 1969), but Rumsfeld, described as always an ingratiating courtier by author Craig Unger, plays on Bush’s insecurity about his lack of experience and his desire to be an effective commander in chief. Rumsfeld is also a key element of Cheney’s long-term plan to unify power in the executive branch (see 1981-1992), to the detriment of Congress and the judiciary. (Unger 2007, pp. 186-187)
With Donald Rumsfeld in as Defense Secretary (see December 28, 2000), Vice President Cheney is moving closer to getting a team in place that will allow him to fulfill his dream of the “unitary executive”—the gathering of power into the executive branch at the expense of the legislative and judicial branches. One key piece to Cheney’s plan is to place neoconservative academic Paul Wolfowitz as the head of the CIA. However, Wolfowitz’s personal life is proving troublesome for Cheney’s plans. Wolfowitz’s marriage is crumbling. His wife of over 30 years, Clare, is threatening to go public with her husband’s infidelities. Wolfowitz is having one affair with a staffer at the School of International Studies, and is openly romancing another woman, Shaha Ali Riza, a secular Muslim neoconservative with close ties to Iraqi oppositions groups, including Ahmed Chalabi’s Iraqi National Congress. Smitten with the idea of a secular Muslim and a secular Jew forming a romantc liaison, Wolfowitz frequently escorts Riza, and not his wife, to neoconservative social events. Many insiders joke about Wolfowitz’s “neoconcubine.” His dalliances, particularly with a Muslim foreign national, raise questions about his ability to obtain the necessary national security clearance he will need to head the CIA. Cheney does not intend to allow questions of security clearances or wronged and vengeful wives to stop him from placing Wolfowitz at the head of the agency, but this time he does not succeed. After Clare Wolfowitz writes a letter to President-elect Bush detailing her husband’s sexual infidelities and possible security vulnerabilities, Wolfowitz is quietly dropped from consideration for the post. Current CIA Director George Tenet, after reassuring Bush that he can work with the new regime, is allowed to keep his position. Author Craig Unger later writes, “If Cheney and the neocons were to have control over the national security apparatus, it would not come from the CIA.” (Unger 2007, pp. 187-189)
The heads of the US military, the Joint Chiefs of Staff, have become frustrated by the lack of CIA disinformation operations to create dissent among the Taliban, and at the very end of the Clinton administration, they begin to develop a Taliban disinformation project of their own, which is to go into effect in 2001. When they are briefed, the Defense Department’s new leaders kill the project. According to Joint Chiefs of Staff Chairman Henry Shelton, “[Defense Secretary] Rumsfeld and Deputy [Defense] Secretary Paul Wolfowitz were against the Joint Staff having the lead on this.” They consider this a distraction from their core military missions. As far as Rumsfeld is concerned, “This terrorism thing was out there, but it didn’t happen today, so maybe it belongs lower on the list… so it gets defused over a long period of time.” (Benjamin 3/30/2004)
Donald Rumsfeld publishes a report as chairperson of the Rumsfeld Commission that makes proposals for the US Space Command. Rumsfeld is in the process of becoming defense secretary for the incoming Bush administration. His commission’s report says with respect to attacks in space: “The question is whether the US will be wise enough to act responsibly and soon enough to reduce US space vulnerabilities. Or whether, as in the past, a disabling attack against the country and its people—a ‘Space Pearl Harbor’—will be the only event able to galvanize the nation and cause the US government to act.” Author Peter Dale Scott will later note the similarity between this language and that of a Project for the New American Century (PNAC) think tank report published several months before, signed by Rumsfeld and others, that warned of impediments to overhauling the US military “absent some catastrophic and catalyzing event—like a new Pearl Harbor” (see September 2000). Scott will comment that such quotes indicate that the US oil industry and military had achieved a quiet consensus by this time that “America would need full-spectrum dominance to guarantee access to oil and other resources in the rest of the world. This program would require massive expenditures, perhaps as much as a trillion dollars, and this could not be expected from Congress—except in response to an attack as massive and frightening as Pearl Harbor.” (Scott 2007, pp. 24)
A bipartisan commission chaired by former Senator Howard Baker (R-TN) and former Carter administration counsel Lloyd Cutler reports on the state of nuclear nonproliferation programs in Russia and its former Soviet client states. The report is bleak: it finds that Russia alone is in danger of becoming a “virtual ‘Home Depot’” of nuclear weapons and technology for terrorists seeking nuclear WMD. Russia has the equivalent of 80,000 nuclear weapons, mostly in fragments and in different locations, but all befitting the definition of “loose nukes.” “Imagine if such material were successfully stolen and sold to a terrorist like Osama bin Laden,” the report warns. Baker and Cutler recommend that the US triple its annual expenditure on its program to secure the weapons, from $1 billion to $3 billion. The threat of terrorists acquiring Russian nuclear technology is “the most urgent unmet national security threat to the United States today.” For various reasons, the report stirs little interest among the members of the incoming Bush administration. Many of the relevant programs, collectively known as cooperative threat reduction efforts, are run through the Pentagon, and Defense Secretary Donald Rumsfeld has no interest in them. Author J. Peter Scoblic will later point out that the very idea of “cooperative threat reduction” is at odds with the conservative “us-versus-them” ideology. “Paying our former enemy to secure its own weapons so that we will not be threated by them does not constitute a clear, military, zero-sum situation,” Scoblic will write. Indeed, some conservatives, led by House Representative Duncan Hunter (R-CA), mount an effort to scrap the programs entirely, arguing that they undermine US national security—by funding Russian efforts to secure and destroy so-called “loose nukes,” Hunter and his followers warn, the US is allowing Russia to spend more on its own weapons programs. The Bush administration will respond to the Baker-Cutler report by slashing funding for the cooperative threat reduction programs almost in half, and tripling funding for research into missile defense programs. Scoblic will write, “Rather than focusing on making it harder for terrorists to acquire nuclear weapons, the administration was devoting its resources to building defenses against what an intelligence community assessment had determined would be the least likely means by which a nuclear attack would be carried out against the United States.” After the 9/11 attacks, the Bush administration will request $20 billion in emergency funding for homeland security; as Scoblic will write, “[n]ot a dollar of it was allotted to security upgrades for loose Russian nuclear material, even though the danger had certainly been brought to the president’s attention.” The administration will continue to oppose funding increases for the programs in the future. (Secretary of Energy Advisory Board, Department of Energy 1/10/2001 ; Scoblic 2008, pp. 205-206)
At his confirmation hearing before the Senate Armed Services Committee, Secretary of Defense-designate Donald Rumsfeld warns of the danger of a surprise attack like Pearl Harbor happening again. He testifies, “We all know that history is filled with instances where people were surprised. There were plenty of signals, plenty of warnings, plenty of cautions. But they weren’t taken aboard. They didn’t register. They weren’t sufficient to cause a person to act on those.” He continues, “We know that the thing that tends to register on people is fear, and we know that that tends to happen after there’s a Pearl Harbor, tends to happen after there’s a crisis. And that’s too late for us. We’ve got to be smarter than that. We’ve got to be wiser than that. We have to be more forward-looking.” As ABC News later comments, “eight months to the day after his warning of a surprise attack, Rumsfeld’s fears became reality with the Sept. 11, 2001 terrorist attacks.” (Ferullo 1/11/2001; Scarborough 2004, pp. 165-166; ABC News 3/25/2004) Rumsfeld will again refer to the danger of military surprises four months later, during meetings with the House and Senate Armed Services Committees (see May 23-24, 2001).
The Commission to Assess United States National Security Space Management and Organization, chaired by Donald Rumsfeld, issues its report to Congress warning that the US military’s satellites are vulnerable to attack. The military has some 600 satellites that it depends on for photo reconnaissance, targeting, communications, weather forecasting, early warning and intelligence gathering. An attack on these satellites, or on those belonging to US businesses, would be disastrous for the US economy and military, the report says. The report argues that the US must establish a military presence in space to protect its assets from a “Space Pearl Harbor” and asserts that warfare in space is a “virtual certainty.” To counter this vulnerability, the commission recommends that the US develop “superior space capabilities,” including the ability to “negate the hostile use of space against US interests.” It must project power “in, from and through space,” the report says. The president should “have the option to deploy weapons in space to deter threats to and, if necessary, defend against attacks on US interests.” (Moore 4/2001; Broder 4/27/2001; Koring 5/9/2001; US Congress 11/11/2001; Agence France-Presse 1/29/2004)
Although neoconservative Paul Wolfowitz has lost his chance of becoming director of the CIA due to his sexual entanglements with foreign nationals (see Late December 2000), he has not been entirely dismissed from consideration for high positions, and has the support of Vice President Cheney. President Bush, who has insisted that his administration’s officials comply with the highest moral standards, never learns about Wolfowitz’s infidelities. (A letter that Wolfowitz’s wife wrote to Bush about her husband’s affairs was intercepted by Cheney’s chief of staff, Lewis Libby. Wolfowitz himself unleashed a group of lawyers on his wife and forced her to sign a non-disclosure agreement to keep quiet about his affairs.) Incoming Defense Secretary Donald Rumsfeld chooses Wolfowitz to be his deputy, blocking incoming Secretary of State Colin Powell’s choice for the position, Richard Armitage, from taking the office (see Late December 2000 and Early January 2001). The Washington Post calls Wolfowitz’s selection “another victory for… Cheney over… Powell.” Rumsfeld knows about Wolfowitz’s sexual liaisons, as do most White House officials, and chooses to remain silent. “Rumsfeld told Wolfowitz to keep it zipped,” a State Department source later says. “He didn’t want any problems. He was basically to run the show and Wolfowitz could come on those terms.” (Unger 2007, pp. 191-192)
According to reporter and author Charlie Savage, the White House staff quickly coalesces into two camps: “Bush People[,] mostly personal friends of the new president who shared his inexperience in Washington,” which includes President Bush’s top legal counsels, Alberto Gonzales and Harriet Miers, both corporate lawyers in Texas before joining Bush in Washington. The second group is “Cheney People—allies from [Vice-President Dick] Cheney’s earlier stints in the federal government (see May 25, 1975, November 18, 1980, 1981-1992, 1989, and June 1996) who were deeply versed in Washington-level issues, a familiarity that would allow their views to dominate internal meetings. These included [Defense Secretary Donald] Rumsfeld and other cabinet secretaries, key deputies throughout the administration, and David Addington, Cheney’s longtime aide who would become a chief architect of the administration’s legal strategy in the war on terrorism” (see July 1, 1992 and (After 10:00 a.m.) September 11, 2001). Savage will observe, “Given the stark contrast in experience between Cheney and Bush, it was immediately clear to observers of all political stripes that Cheney would possess far more power than had any prior vice president.”
'Unprecedented' Influence - Cheney will certainly have “unprecedented” influence, according to neoconservative publisher William Kristol, who himself had served as former Vice President Dan Quayle’s chief of staff. “The question to ask about Cheney,” Kristol will write, is “will he be happy to be a very trusted executor of Bush’s policies—a confidant and counselor who suggests personnel and perhaps works on legislative strategy, but who really doesn’t try to change Bush’s mind about anything? Or will he actually, substantively try to shape administration policy in a few areas, in a way that it wouldn’t otherwise be going?”
Expanding the Power of the Presidency - Cheney will quickly answer that question, Savage will write, by attempting to “expand the power of the presidency.” Savage will continue: “He wanted to reduce the authority of Congress and the courts and to expand the ability of the commander in chief and his top advisers to govern with maximum flexibility and minimum oversight. He hoped to enlarge a zone of secrecy around the executive branch, to reduce the power of Congress to restrict presidential action, to undermine limits imposed by international treaties, to nominate judges who favored a stronger presidency, and to impose greater White House control over the permanent workings of government. And Cheney’s vision of expanded executive power was not limited to his and Bush’s own tenure in office. Rather, Cheney wanted to permanently alter the constitutional balance of American government, establishing powers that future presidents would be able to wield as well.” (Savage 2007, pp. 7-9) Larry Wilkerson, the chief of staff for Secretary of State Colin Powell, will say after leaving the administration: “We used to say about both [Defense Secretary Donald Rumsfeld’s office] and the vice president’s office that they were going to win nine out of 10 battles, because they were ruthless, because they have a strategy, because they never, never deviate from that strategy. They make a decision, and they make it in secret, and they make it in a different way than the rest of the bureaucracy makes it, and then suddenly, foist it on the government—and the rest of the government is all confused.” (Unger 2007, pp. 299)
Signing Statements to Reshape Legislation, Expand Presidential Power - To that end, Cheney ensures that all legislation is routed through his office for review before it reaches Bush’s desk. Addington goes through every bill for any new provisions that conceivably might infringe on the president’s power as Addington interprets it, and drafts signing statements for Bush to sign. In 2006, White House counsel Bradford Berenson will reflect: “Signing statements unite two of Addington’s passions. One is executive power. And the other is the inner alleyways of bureaucratic combat. It’s a way to advance executive power through those inner alleyways.… So he’s a vigorous advocate of signing statements and including important objections in signing statements. Most lawyers in the White House regard the bill review process as a tedious but necessary bureaucratic aspect of the job. Addington regarded it with relish. He would dive into a 200-page bill like it was a four-course meal.” It will not be long before White House and Justice Department lawyers begin vetting legislation themselves, with Addington’s views in mind. “You didn’t want to miss something,” says a then-lawyer in the White House. (Savage 2007, pp. 236)
While still campaigning to become president, George W. Bush frequently argued the US should build an anti-ballistic missile shield (see October 12, 2000). After Bush is made president, the development of such a shield and getting out of the Anti-Ballistic Missile (ABM) Treaty the US has signed that would prevent such a shield, becomes the top US security priority (see May 26, 1972 and December 13, 2001). Senior officials and cabinet members make it their top agenda item in meetings with European allies, Russia, and China. Five Cabinet-level officials, including Condoleezza Rice, travel to Moscow to persuade Russia to abandon the ABM Treaty. Undersecretary of Defense Douglas Feith is there on September 10 to make the same case. (Cirincione 9/5/2004)
Ballistic Missiles 'Today's Most Urgent Threat' - In a major speech given on May 1, 2001, Bush calls the possible possession of missiles by rogue states “today’s most urgent threat.” (New York Times 5/2/2001) In a June 2001 meeting with European heads of state, Bush names missile defense as his top defense priority and terrorism is not mentioned at all (see June 13, 2001). It will later be reported that Rice was scheduled to give a major speech on 9/11, in which, according to the Washington Post, she planned “to promote missile defense as the cornerstone of a new national security strategy, and [made] no mention of al-Qaeda, Osama bin Laden, or Islamic extremist groups.” However, the speech will be cancelled due to the 9/11 attacks (see September 11, 2001). Criticism and Controversy - Bush’s missile shield stance is highly controversial. For instance, in July 2001 a Guardian article is titled, “US Defies Global Fury Over Missile Shield.” (New York Times 5/2/2001) Domestic critics suggest the missile shield could start a new arms race and cost over $500 billion. (Ferraro 5/3/2001)
Diverting Attention from Terrorism - Some argue that Bush’s missile focus is diverting attention from terrorism. For instance, Sen. Carl Levin (D-MI) tells Defense Secretary Donald Rumsfeld at a June 2001 hearing that the US is spending too much money on missile defense and not “putting enough emphasis on countering the most likely threats to our national security… like terrorist attacks.” (Cirincione 9/5/2004) On September 5, 2001, New York Times columnist Maureen Dowd writes: “And why can George W. Bush think of nothing but a missile shield? Our president is caught in the grip of an obsession worthy of literature” and notes that “sophisticated antimissile interceptors can’t stop primitive, wobbly missiles from rogue nations, much less germ warfare from terrorists.” (Dowd 9/5/2001) On September 10, 2001, Sen. Joseph Biden (D-DE) warns that if the US spends billions on missile defense, “we will have diverted all that money to address the least likely threat, while the real threats come into this country in the hold of ship, or the belly of a plane.” In 2004, a San Francisco Chronicle editorial will suggest that if the Bush administration had focused less on the missile shield and had “devoted more attention, more focus and more resources to the terrorist threat, the events of Sept. 11 might have been prevented.” (Cirincione 9/5/2004)
The Washington Post reports that the US has confirmed the link between al-Qaeda and the October 2000 USS Cole bombing (see October 12, 2000). (Vise and Eggen 1/27/2001) This conclusion is stated without hedge in a February 9 briefing for Vice President Cheney. (Gellman 1/20/2002) In the wake of that bombing, Bush stated on the campaign trail, “I hope that we can gather enough intelligence to figure out who did the act and take the necessary action.… There must be a consequence.” (Gellman 1/20/2002) Deputy Defense Secretary Paul Wolfowitz later complains that by the time the new administration is in place, the Cole bombing was “stale.” Defense Secretary Rumsfeld concurs, stating that too much time had passed to respond. (9/11 Commission 3/24/2004) The new Bush administration fails to resume the covert deployment of cruise missile submarines and gunships on six-hour alert near Afghanistan’s borders that had begun under President Clinton. The standby force gave Clinton the option of an immediate strike against targets in Afghanistan harboring al-Qaeda’s top leadership. This failure makes a possible assassination of bin Laden much more difficult. (Gellman 1/20/2002)
The Bush White House holds its first National Security Council meeting. The focus is on Iraq and the Israeli-Palestinian conflict. (Bamford 2004, pp. 261) This meeting sets the tone for how President Bush intends to handle foreign affairs. Counterterrorism chief Richard Clarke wants to focus on the threat from al-Qaeda and Islamist terrorism, especially in light of the recent attack on the USS Cole (see October 12, 2000). But Bush isn’t interested in terrorism. (Unger 2007, pp. 201)
Israeli-Palestinian Conflict to be 'Tilted Back Towards Israel' - Instead, Bush channels his neoconservative advisers, particularly incoming Deputy Defense Secretary Paul Wolfowitz (see February 18, 1992 and April-May 1999), in taking a new approach to Middle East affairs, particularly the Israeli-Palestinian conflict. Referring to President Clinton’s efforts to make peace between the Israelis and the Palestinians, Bush declares: “Clinton overreached, and it all fell apart. That’s why we’re in trouble. If the two sides don’t want peace, there’s no way we can force them. I don’t see much we can do over there at this point. I think it’s time to pull out of the situation.… We’re going to correct the imbalance of the previous administration on the Mideast conflict. We’re going to tilt it back towards Israel.” His view is that the Israeli government, currently headed by Ariel Sharon, should be left alone to deal as it sees fit with the Palestinians. “I’m not going to go by past reputations when it comes to Sharon. I’m going to take him at face value. We’ll work on a relationship based on how things go.” Justifying his position, he recalls a recent trip he took to Israel with the Republican Jewish Coalition. “We flew over the Palestinian camps. Looked real bad down there.… I don’t see much we can do over there at this point.” Secretary of State Colin Powell, surprised by Bush’s intended policy towards the 50-year old Israeli-Palestinian conflict, objects. According to Secretary of the Treasury Paul O’Neil, Powell “stresse[s] that a pullback by the United States would unleash Sharon and the Israeli army.” When Powell warns the president that the “consequences of that [policy] could be dire, especially for the Palestinians,” Bush shrugs. “Sometimes a show of strength by one side can really clarify things,” he suggests. (Bamford 2004, pp. 265-266; Lang 6/2004) In this and subsequent meetings, Bush’s National Security Adviser, Condoleezza Rice, “parrot[s]… the neocon line,” in author Craig Unger’s words, by discussing Iraq. “Iraq might be the key to reshaping the entire region,” she says, clearly alluding to regime change and overthrow in that nation (see March 8, 1992, Autumn 1992, July 8, 1996, Late Summer 1996, Late Summer 1996, 1997-1998, January 26, 1998, February 19, 1998, September 2000, Late December 2000 and Early January 2001, and Shortly after January 20, 2001). Possible WMD Sites in Iraq Spark Bush to Order Plans for Ground Assaults - The meeting then moves on to the subject of Iraq. Rice begins noting “that Iraq might be the key to reshaping the entire region.” She turns the meeting over to CIA Director George Tenet who summarizes current intelligence on Iraq. He mentions a factory that “might” be producing “either chemical or biological materials for weapons manufacture.” The evidence he provides is a picture of the factory with some truck activity, a water tower, and railroad tracks going into a building. He admits that there is “no confirming intelligence” on just what is going on at these sites. Bush orders Defense Secretary Donald Rumsfeld and Joint Chiefs of Staff Chairman General Hugh Shelton to begin preparing options for the use of US ground forces in Iraq’s northern and southern no-fly zones in support of a native-based insurgency against the Hussein regime. (Bamford 2004, pp. 267; Lang 6/2004) Author Ron Suskind later sums up the discussion: “Meeting adjourned. Ten days in, and it was about Iraq. Rumsfeld had said little, Cheney nothing at all, though both men clearly had long entertained the idea of overthrowing Saddam.” Defense Intelligence Agency official Patrick Lang later writes: “If this was a decision meeting, it was strange. It ended in a presidential order to prepare contingency plans for war in Iraq.” (Lang 6/2004)
Regime Change Intended from the Outset - US Secretary of the Treasury Paul O’Neill, later recalls: “From the very beginning, there was a conviction, that Saddam Hussein was a bad person and that he needed to go.… From the very first instance, it was about Iraq. It was about what we can do to change this regime. Day one, these things were laid and sealed.” O’Neill will say officials never questioned the logic behind this policy. No one ever asked, “Why Saddam?” and “Why now?” Instead, the issue that needed to be resolved was how this could be accomplished. “It was all about finding a way to do it,” O’Neill will explain. “That was the tone of it. The president saying ‘Go find me a way to do this.’” (CBS News 1/10/2004; Stevenson 1/12/2004; Borger 1/12/2004; Burrough et al. 5/2004, pp. 234) Another official who attends the meeting will later say that the tone of the meeting implied a policy much more aggressive than that of the previous administration. “The president told his Pentagon officials to explore the military options, including use of ground forces,” the official will tell ABC News. “That went beyond the Clinton administration’s halfhearted attempts to overthrow Hussein without force.” (Cochran 1/13/2004) Unger later writes, “These were the policies that even the Israeli right had not dared to implement.” One senior administration official says after the meeting, “The Likudniks are really in charge now.” (Unger 2007, pp. 201)
Funding the Iraqi National Congress - The council does more than just discuss Iraq. It makes a decision to allow the Iraqi National Congress (INC), an Iraqi opposition group, to use $4 million to fund efforts inside Iraq to compile information relating to Baghdad’s war crimes, military operations, and other internal developments. The money had been authorized by Congress in late 2004. The US has not directly funded Iraqi opposition activities inside Iraq itself since 1996. (Kettle 2/3/2005)
White House Downplays Significance - After Paul O’Neill first provides his account of this meeting in 2004, the White House will attempt to downplay its significance. “The stated policy of my administration toward Saddam Hussein was very clear,” Bush will tell reporters during a visit to Mexico In January 2004. “Like the previous administration, we were for regime change.… And in the initial stages of the administration, as you might remember, we were dealing with desert badger or fly-overs and fly-betweens and looks, and so we were fashioning policy along those lines.” (Stevenson 1/12/2004)
The final report of the US Commission on National Security/21st Century, co-chaired by former Senators Gary Hart (D-CO) and Warren Rudman (R-NH), is issued. The bipartisan panel was put together in 1998 by then-President Bill Clinton and then-House Speaker Newt Gingrich. Hart and Rudman personally brief National Security Adviser Condoleezza Rice, Defense Secretary Donald Rumsfeld, and Secretary of State Colin Powell on their findings. The report has 50 recommendations on how to combat terrorism in the US, but all of them are ignored by the Bush administration.
Shelved by White House - According to Hart, Congress will begin to take the commission’s suggestions seriously in March and April, and legislation is introduced to implement some of the recommendations. Then, “Frankly, the White House shut it down.… The president said, ‘Please wait, we’re going to turn this over to the vice president‘… and so Congress moved on to other things, like tax cuts and the issue of the day.” The White House will announce in May that it will have Vice President Dick Cheney study the potential problem of domestic terrorism, despite the fact that this commission had just studied the issue for 2 1/2 years. Interestingly, both this commission and the Bush administration were already assuming a new cabinet level National Homeland Security Agency would be enacted eventually, even as the public remained unaware of the term and the concept. Cannot Get Meeting with Bush - At the meeting with Rice, Rudman says he wants to see President Bush, and is planning to deliver a “blunt and very direct” warning to him that he needs to deal early in his presidency with the question of domestic terror threats. Rice initially agrees to pass on Rudman’s request for a meeting with Bush, but nothing happens. Rudman will contact Rice’s office several times, but still no meeting is arranged. Rudman will later say he is “disappointed” by this, adding, “There’s no question in my mind that somebody at the White House dropped the ball on this.” (Shenon 2008, pp. 56-57)
Ignored by 9/11 Commission - Hart will be incredulous that neither he nor any of the other members of this commission are ever asked to testify before the 9/11 Commission. (Hart 4/6/2004) The 9/11 Commission will later make many of the same recommendations as this commission. However, it will barely mention the Hart/Rudman Commission in its final report, except to note that Congress appointed it and failed to follow through on implementing its recommendations. The Bush White House holds its second National Security Council meeting. Like the first meeting (see January 30, 2001), the issue of regime change in Iraq is a central topic. (CBS News 1/10/2004; Stevenson 1/12/2004) Officials discuss a memo titled “Plan for post-Saddam Iraq,” which talks about troop requirements, establishing war crimes tribunals, and divvying up Iraq’s oil wealth. ( [Sources: Paul O’Neill) Defense Secretary Donald Rumsfeld interrupts Colin Powell’s discussion of UN-based sanctions against Iraq, saying, “Sanctions are fine. But what we really want to discuss is going after Saddam.” He continues, “Imagine what the region would look like without Saddam and with a regime that’s aligned with US interests. It would change everything in the region and beyond it. It would demonstrate what US policy is all about.” (Suskind 2004, pp. 85-86 Sources: Paul O’Neill) According to Treasury Secretary Paul O’Neill, Rumsfeld talks at the meeting “in general terms about post-Saddam Iraq, dealing with the Kurds in the north, the oil fields, the reconstruction of the country’s economy, and the ‘freeing of the Iraqi people.’” (Stevenson 1/12/2004 Sources: Paul O’Neill) Other people, in addition to O’Neill, Bush, and Rumsfeld, who are likely in attendance include Vice President Dick Cheney, Secretary of State Colin Powell, National Security Adviser Condoleezza Rice, Director of Central Intelligence George Tenet and the Chairman of the Joint Chiefs of Staff General Richard B. Secretary of Defense Donald Rumsfeld says in an interview, "Iraq is probably not a nuclear threat at the present time." (Leopold 6/27/2003)
A joint US-British air force strike team bombs 20 radar and command centers inside Iraq, enforcing the UN no-fly zones in the largest air strikes within Iraq in two years. While the White House is informed of the strikes by a general from the Joint Chiefs of Staff (JCS), Defense Secretary Donald Rumsfeld is livid because he feels he hasn’t been given enough information about the strikes quickly enough. Rumsfeld’s information comes to him, by established law and protocol, through the chairman of the Joint Chiefs of Staff, General Henry Shelton; thus it could be hours before Rumsfeld learns of such events. Saying, “I’m the secretary of defense. I’m in the chain of command,” Rumsfeld decides to upend the entire system and ensure that he, not Shelton, will be informed first about any such operations. Rumsfeld presses Shelton for information about the reporting of the air strikes: who had selected those targets and why, who had briefed, who had been briefed, and most importantly, why wasn’t Rumsfeld consulted? CNN had reported air strikes in Baghdad, though the actual bases struck were not in the city itself; it looked for a moment if the US had just declared unilateral war on Iraq. Rumsfeld feels misled and ignored. He is the one in the chain of command, he insists, he is the one reporting to the president, so he should be informed first. Shelton replies that he has to know what’s going on, to know what details to press for and what questions to ask, in order to properly inform the Secretary of Defense, who can then properly inform the president. Rumsfeld insists on being informed before Shelton, and demands a top-to-bottom review of the procedures involving the National Military Command Center (NMCC) and detailed timelines of each incident where Shelton was informed before Rumsfeld. The National Security Agency (NSA) engages in apparently illegal surveillance of US citizens beginning shortly after the inauguration of George W. Bush as president. This will not be revealed to the public until media reports in January 2006, a month after the press revealed that the NSA had engaged in similar illegal wiretaps and surveillance of American citizens after the 9/11 attacks, using those attacks as justification for the surveillance (see December 15, 2005). The former NSA and counterterrorism officials who reveal the pre-9/11 spying will claim that the wiretaps, e-mail monitoring, and Internet surveillance were all “inadvertent,” as NSA computers “unintentionally” intercepted US citizens’ international phone calls and e-mails when the computers flagged keywords. NSA protocol demands that such “inadvertent” surveillance end as soon as NSA analysts realize they are spying on those citizens, and the names of the monitored citizens are supposed to be deleted from the NSA databases. Instead, the NSA is instructed to continue monitoring some citizens that are characterized as “of interest” to White House officials. Those officials include President Bush, Vice President Cheney, and Defense Secretary Donald Rumsfeld, say the former NSA and counterterrorism officials. In December 2000, the NSA told the incoming Bush administration that some US citizens are being inadvertently targeted for surveillance, but the names of the citizens are deleted because the law expressly prohibits the NSA from spying on US citizens, US corporations, or even permanent US residents (see December 2000). However, once Bush takes office in January 2001, that practice undergoes a radical change. In the first few months of the administration, President Bush assigns Vice President Cheney to make himself more of a presence at the various US intelligence agencies, particularly the CIA, NSA, and DIA. Cheney, along with other officials at the State and Defense Departments, begins making repeated requests to the NSA to reveal the identities of those Americans which had previously been deleted, so that administration officials can more fully understand the context and scope of the intelligence. Such requests are technically legal. But Cheney goes well beyond the law when he requests, as he frequently does, that the NSA continue monitoring specific Americans already caught up in the NSA’s wiretaps and electronic surveillance. A former White House counterterrorism official will later claim that Cheney advised Bush of what he was learning from the NSA. “What’s really disturbing is that some of those people the vice president was curious about were people who worked at the White House or the State Department,” says another former counterterrorism official. “There was a real feeling of paranoia that permeated from the vice president’s office and I don’t think it had anything to do with the threat of terrorism. I can’t say what was contained in those taps that piqued his interest. I just don’t know.” (Leopold 1/17/2006)
President Bush meets with South Korean president Kim Dae Jung (known in the administration as KDJ), and pointedly snubs Kim in an official press conference, announcing that he has no intention of following the Clinton policy of engaging North Korea in any sort of dialogue regarding North Korea’s nuclear buildup. Kim has attempted to implement a “sunshine” policy of open negotiations with the North, including economic trade and nuclear talks, but his efforts are predicated on US support. Secretary of State Colin Powell advocates working with Kim to further implement negotiations with North Korea, but loses out (see March 7, 2001) to pressure from Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Rumsfeld’s deputy, Paul Wolfowitz, who believe Clinton had been doing little more than appeasing a tyrant in negotiating with North Korea’s Kim Jong Il. Bush misstates the facts in the conference, saying that “we’re not certain as to whether or not they’re keeping all terms of all agreements,” when there has only been a single agreement between the US and North Korea, the 1994 agreement to freeze North Korea’s plutonium processing (see October 21, 1994). Treasury Secretary Paul O’Neill believes that the gaffe is due to Bush’s lack of understanding of the complex situation between the US, North Korea, and the US’s allies in Southeast Asia, and Bush’s failure to “do his homework” before Kim’s arrival in Washington. O’Neill attempts to salvage the situation by lauding South Korea’s superb literacy rate among its citizens, earning a look of surprise from Bush. O’Neill privately mulls over the decision-making process in the White House, with Bush damaging ten years of “delicately stitched US policy towards North Korea” in just a few minutes. (Suskind 2004, pp. 114-115) In 2004, foreign affairs reporter Fred Kaplan will offer an explanation of Bush’s behavior. To negotiate with an “evil regime” such as North Korea’s is, in Bush’s view, “to recognize that regime, legitimize it, and—if the negotiations led to a treaty or a trade—prolong it.” Bush has already told one reporter that he “loathed” Kim Jong Il. He distrusts anyone such as KDJ who has any intention of accomodating or even negotiating with such a regime. Additionally, Bush views the South Korean leader—a democratic activist who had spent years in prison for his beliefs—with what Kaplan calls “startling contempt.” Charles “Jack” Pritchard, who had been director of the National Security Council’s Asia desk under Clinton and is now the State Department’s special North Korean envoy under Bush, will later recall, “Bush’s attitude toward KDJ was, ‘Who is this naive, old guy?’” Bush and his advisers, particularly Rumsfeld and Cheney, hope not only to isolate North Korea, but to undermine Kim Dae Jung’s regime in hopes to shake his administration and drive South Koreans to elect a conservative in the next elections. Reflecting in 2009 on the Bush administration’s withdrawal from negotiations with North Korea (see March 7, 2001), Germany’s then-Foreign Minister and Vice Chancellor Joschka Fischer will draw a stark parallel between the Bush administration’s approach towards foreign affairs and the methodologies used by the Clinton administration: “During the Kosovo war we had developed a format which was, I think, one of the cheapest models for policy coordinating in the interests of the US. [Secretary of State] Madeleine Albright was in the driver’s seat, and the four European foreign ministers discussed with her on a daily basis how the war develops and so on. This was UK, France, Italy, and Germany, together with the US, on the phone. We continued after the war, not every day, but this was the format, to discuss problems and understand the positions. And suddenly it stopped. We had very, very few—I don’t know, two or three times. Only for a very short period when Colin [Powell] came in, and then it stopped, because the new administration was not interested any longer in a multilateral coordination.” Canada’s then-Foreign Minister Bill Graham will add his own reflections about the Bush administration’s foreign policy as implemented by Defense Secretary Donald Rumsfeld: “[H]e was terribly determined to have his way; there was no question about that.… Mr. Rumsfeld was not about listening and being cooperative. Mr. Rumsfeld was about getting the way of the United States, and don’t get in my way or my juggernaut will run over you.” (Murphy and Purdum 2/2009)
Secretary of Defense Donald Rumsfeld sends members of the Joint Chiefs of Staff a copy of the foreword to a book, which discusses the US government failures that led to the Japanese attack on Pearl Harbor, Hawaii, in 1941. Rumsfeld sends a memo to the chairman, vice chairman, and the other members of the Joint Chiefs of Staff, in which he refers to a discussion about intelligence that was held on the previous day. He attaches to it a copy of the foreword to Roberta Wohlstetter’s 1962 book, Pearl Harbor: Warning and Decision, written by the Harvard economist Thomas Schelling. He writes in the memo, “I think you will find [Schelling’s foreword] worth reading.” (Donald Rumsfeld 3/14/2001 ; Morris 3/27/2014) In the foreword, Schelling wrote that in order to prepare for the next crisis, the US military needs to avoid thinking that the most familiar threat is also the most likely one. (Burns 5/24/2001) Rumsfeld will write in his 2011 memoir that he considers Schelling’s message to be, “We needed to prepare for the likelihood that we would be attacked by an unanticipated foe in ways that we may not imagine.” (Rumsfeld 2011, pp. xv) Rumsfeld “routinely handed out or recommended” Wohlstetter’s book about the attack on Pearl Harbor in the eight months before 9/11 and “particularly recommended the foreword, written by Thomas Schelling,” according to journalist and author Bob Woodward. (Woodward 2002, pp. 22) He will give copies of Schelling’s foreword to members of the House Armed Services Committee when he meets with them on May 23 (see May 23-24, 2001). Defense Secretary Donald Rumsfeld begins his vaunted transformation of the functions of the Defense Department by issuing the first in the “Anchor Chain” series of “snowflakes,” or unsigned memos from Rumsfeld. The memos are written by Rumsfeld and annotated and edited by, among others, Rumsfeld’s personal assistant Stephen Cambone, and Deputy Defense Secretary Paul Wolfowitz. The first memo is a sprawling, overarching combination of mission statement, fix-it lists, and complaints, reflective both of Rumsfeld’s sincere ambitions to cut through the bloated and unresponsive military bureaucracy, and his more personal desire to run the US military from his office. Rumsfeld fells that congressional oversight cripples the ability of the military to spend what it needs to on getting buildings built and weapons systems constructed. He complains that talented officers skip from one assignment to another every two years or so, too fast to “learn from their own mistakes.” He complains that the military “mindlessly use[s] the failed Soviet model: centralized government systems for housing, commissaries, healthcare and education, rather than using the private sector competitive models that are the envy of the world.” This apparently is the origin of the “privitization” of the military’s logistical systems that will come to fruition with Halliburton, Bechtel, and other private corporations providing everything from meals to housing for military personnel both in Iraq and in the US. Forgetting, or ignoring, the fact that the Defense Department has repeatedly demonstrated that it will squander billions if left to its own devices, he complains that Congressional oversight so hampers the department’s functions that the Defense Department “no longer has the authority to conduct the business of the Department. The maze of constraints on the Department force it to operate in a manner that is so slow, so ponderous, and so inefficient that whatever it ultimately does will inevitably be a decade or so late.” Without transforming the relationship between the Defense Department and Congress, he writes, “the transformation of our armed forces is not possible.”[O]ur job, therefore, is to work together to sharpen the sword that the next president will wield. (Woodward 2006, pp. 26-27)
President Bush misstates US foreign policy when he says that the US will do “whatever it took to help Taiwan defend herself” in the event of attack by China. Since the Reagan administration, the US government has conducted what it calls a “One-China” policy, agreeing with the Chinese position that Taiwan is a breakaway province of China yet attempting to walk a fine line between the two contentious nations through tacit recognition of the island nation, and regular arms and economic aid packages. Taiwan insists it is a separate nation, while China regards Taiwan as a renegade province that is part of China proper. The US also announces a major arms sales package for Taiwan. The Chinese continue to detain a US surveillance plane downed in a midair collision with a Chinese fighter jet (see March 31, 2001), another source of strain between the US and China. Publicly, White House officials such as press secretary Ari Fleischer say that Bush’s comments about defending Taiwan from Chinese attack are consistent with US policy, but privately, officials scramble to mollify outraged Chinese government officials. (United Press International 4/26/2001; Knowlton 4/30/2001) Later in the day, Bush hedges his earlier comments, saying that his statement does not reflect a change in official US policies towards China and Taiwan. “Our nation will help Taiwan defend itself,” Bush says “At the same time, we support the one-China policy, and we expect the dispute to be resolved peacefully.” Bush says any declaration of Taiwanese independence “is not part of the one-China policy.” A senior administration official explains that Bush’s comments are merely an attempt to “try to get the words straight…to reaffirm existing US policy.… No change was intended” and Bush simply “didn’t present the whole thought.” (CNN 4/25/2001) Bush’s comment reflects the position of administration neoconservatives such as Defense Secretary Donald Rumsfeld and Deputy Defense Secretary Paul Wolfowitz, who want the US to recognize Taiwan as an independent nation and pledge to defend Taiwan against Chinese aggression. At the same time, the United States has also said it has commitments to Taiwan under the Taiwan Relations Act, and it has been implicit but never stated the United States would help Taiwan defend itself. Bush said repeatedly during the 2000 presidential campaign that he intended to redefine the US’s position towards Taiwan. (Wallace 4/25/2001)
During a meeting with the House Armed Services Committee, Secretary of Defense Donald Rumsfeld says that the inevitability of surprise is a guiding principle of the Bush administration’s national security strategy. To emphasize his point about the need to prepare for the unexpected, he gives panel members copies of the foreword to Roberta Wohlstetter’s 1962 book, Pearl Harbor: Warning and Decision. This foreword, written by Thomas Schelling, argues that in order to prepare for the next crisis, the US military needs to avoid thinking that the most familiar threat is also the most likely one. Rumsfeld says that, in line with this reasoning, a key element of the administration’s strategy will be preparing for the unexpected. (US Department of Defense 5/23/2001; Burns 5/24/2001) The following day, he has a similar closed-door meeting with the Senate Armed Services Committee. He hands out to senators a four-page paper dealing with the inevitability of strategic surprise, and summarizing various defense surprises and incorrect predictions made during the 20th century. The paper states that the Department of Defense should “give some thought to the flexibility of a capability-based strategy, as opposed to simply a threat-based strategy.” What this means, according to the Washington Post, is that the “US military needs to move away from a Cold War structure designed to counter one large, clear threat—from the Soviet Union—and to develop capabilities to respond to everything from ballistic missiles to terrorist attacks.” (NPR 5/25/2001; Ricks 5/25/2001) Rumsfeld had previously warned of the danger of a surprise attack, like Pearl Harbor, during his confirmation hearing in January (see January 11, 2001). Journalist Bob Woodward will later report that one of the main themes Rumsfeld referred to in the eight months prior to 9/11 was surprise, and he had “routinely handed out or recommended” Wohlstetter’s book on Pearl Harbor. (Woodward 2002, pp. 22-23) Yet when, in July, he receives a CIA briefing about the imminent danger of an al-Qaeda attack on an American target, Rumsfeld reportedly responds with “vehement dismissal,” and criticizes the CIA for its “gullibility” (see July 11-17, 2001). (Cockburn 2007, pp. 9)
Newly hired Defense Department public relations chief Victoria Clarke (see May 2001) begins a series of regular meetings with a number of Washington’s top private PR specialists and lobbyists. The group is tasked with developing a marketing plan for the upcoming war in Iraq. It is remarkably successful in securing press cooperation to spread its message (see August 13, 2003 and After May 31, 2001).
Bipartisan Makeup - Reporter Jeffrey St. Clair will later write, “The group was filled with heavy-hitters and was strikingly bipartisan in composition.” The group, later informally dubbed “the Rumsfeld Group,” is made up of, among others, PR executives John Rendon and Sheila Tate, Republican political consultant Rich Galen, and Democratic operative Tommy Boggs (brother of NPR’s Cokie Roberts and a PR consultant for the Saudi royal family; St. Clair believes Boggs may have had a hand in the decision to redact 20+ pages concerning the Saudis from Congress’s report on the intelligence failures leading to the 9/11 attacks—see April 2003 and August 1-3, 2003). The direct involvement, if any, of Defense Secretary Donald Rumsfeld is unclear.
Rendon's Involvement - John Rendon, the head of the Rendon Group, is a noteworthy veteran of the 1990-91 PR efforts to market the Gulf War (see August 11, 1990), has worked for both Democratic and Republican politicians and lobbying groups, and was instrumental in creating Ahmed Chalabi’s Iraqi National Congress (see May 1991). Rendon, already under contract with the Pentagon to help market the US bombing of Afghanistan, is one of the key players in marketing the upcoming Iraq invasion. Though Rendon refuses to discuss his work for the Pentagon, St. Clair believes he will be partially or completely responsible for some of the invasion’s signature events, including the toppling of the statue of Hussein in Firdos Square by US troops and Chalabi associates (see April 9, 2003), and video-friendly Iraqi crowds waving American flags as US Army vehicles roll by. Rendon explains his role like this: “I am not a national security strategist or a military tactician. I am a politician, and a person who uses communication to meet public policy or corporate policy objectives. In fact, I am an information warrior and a perception manager.” The Pentagon defines “perception management” as “actions to convey and/or deny selected information and indicators to foreign audiences to influence their emotions, motives, and objective reasoning.” St. Clair adds, “In other words, lying about the intentions of the US government.” One of the biggest instances of Pentagon “perception management” is the Office of Strategic Influence (see Shortly after September 11, 2001), also developed by Rendon. During this period, apparently, there are only 14 fighter planes on active alert to defend the continental United States (and six more defending Canada and Alaska). (Kelly 12/5/2003) However, in the months before 9/11, rather than increase the number, the Pentagon is planning to reduce the number still further. Just after 9/11, the Los Angeles Times will report, “While defense officials say a decision had not yet been made, a reduction in air defenses had been gaining currency in recent months among task forces assigned by [Defense Secretary Donald] Rumsfeld to put together recommendations for a reassessment of the military.” By comparison, in the Cold War atmosphere of the 1950s, the US had thousands of fighters on alert throughout the US. (Schrader and Richter 9/15/2001) In fact, there will be high level military discussions as late as September 8, 2001, where the option of eliminating the bases altogether is considered (see September 7-8, 2001). As late as 1998, there were 175 fighters on alert status. (Kelly 12/5/2003) Also during this time, FAA officials try to dispense with “primary” radars altogether, so that if a plane were to turn its transponder off, no radar could see it. NORAD rejects the proposal (Scott 6/3/2002)
According to a 2006 book by journalist Bob Woodward, in the months before 9/11, CIA Director Tenet believes that Defense Secretary Rumsfeld is impeding the effort to develop a coherent strategy to capture or kill bin Laden. Rumsfeld questions al-Qaeda communications intercepts by the NSA and other other intelligence. (Sanger 9/29/2006) Woodward writes in his book, “Could all this be a grand deception? Rumsfeld had asked. Perhaps it was a plan to measure US reactions and defenses. Tenet had the NSA review all the intercepts, and the agency concluded they were of genuine al-Qaeda communications.” As a result of these doubts, on June 30, 2001, a Senior Executive Intelligence Brief (SEIB) sent to top White House officials contains an article entitled, “Bin Laden Threats Are Real” (see June 30, 2001). (Woodward 2006, pp. 50) However, apparently this does not quell the doubts. For instance, in mid-July 2001, Tenet is told that Deputy Defense Secretary and close Rumsfeld ally Paul Wolfowitz still doubts the surge of warnings and suggests that bin Laden may merely be trying to study US reactions to an attack threat (see Mid-July 2001).
Deputy National Security Adviser Steve Hadley circulates a draft presidential directive on policy toward al-Qaeda. Counterterrorism “tsar” Richard Clarke and his staff regard the new approach as essentially the same as the proposal that they developed in December 2000 and presented to the Bush administration in January 2001 (see December 20, 2000 and January 25, 2001). The draft has the goal of eliminating al-Qaeda as a threat over a multi-year period, and calls for funding through 2006. It has a section calling for the development of contingency military plans against al-Qaeda and the Taliban. Hadley contacts Deputy Defense Secretary Paul Wolfowitz to tell him these contingency plans will be needed soon. However, no such plans are developed before 9/11. Defense Secretary Rumsfeld and others later admit that the contingency plans available immediately after 9/11 are unsatisfactory. (9/11 Commission 3/24/2004; 9/11 Commission 3/24/2004) The draft is now discussed in three more deputy-level meetings.
According to the trade publication PR Week, the ad hoc government public relations organization dubbed “The Rumsfeld Group” (see Late May 2001) is quite successful at sending what the publication calls “messaging advice” to the Pentagon.
Marketing a Link between Iraq, Islamist Radicals - The group tells Pentagon PR chief Victoria Clarke and Defense Secretary Donald Rumsfeld that to get the American public’s support for the war on terror, and particularly the invasion of Iraq, they need to fix in the public mind a link between terror and nation-states, not just fluid and ad hoc groups such as al-Qaeda. Reporter Jeffrey St. Clair will write, “In other words, there needed to be a fixed target for the military campaigns, some distant place to drop cruise missiles and cluster bombs.” The Rumsfeld Group comes up with the idea of labeling Iraq and certain other nations “rogue states,” an idea already extant in Rumsfeld’s mind, and the genesis of the so-called “axis of evil” (see January 29, 2002 and After January 29, 2002).
Veterans of the Gulf War - The government allocates tens of millions of dollars, most of which is handed out to private public relations and media firms hired to spread the Bush administration’s message that Iraq’s Saddam Hussein must be taken out before he can use his arsenal of nuclear, chemical, and biological weapons on US targets. Many of the PR and media executives are old friends of senior Bush officials, and many had worked on selling the 1991 Gulf War to the public (see October 10, 1990).
Media Complicity Ensures Success - St. Clair will later note that while the PR efforts are, largely, failures with US allies, they are far more successful with the American population (see August 13, 2003). He will write: “A population traumatized by terror threats and shattered economy became easy prey for the saturation bombing of the Bush message that Iraq was a terrorist state linked to al-Qaeda that was only minutes away from launching attacks on America with weapons of mass destruction. Americans were the victims of an elaborate con job, pelted with a daily barrage of threat inflation, distortions, deceptions, and lies. Not about tactics or strategy or war plans. But about justifications for war. The lies were aimed not at confusing Saddam’s regime, but the American people.” St. Clair places as much blame on the “gullible [and] complicit press corps,” so easily managed by Clarke (see February 2003). “During the Vietnam war, TV images of maimed GIs and napalmed villages suburbanized opposition to the war and helped hasten the US withdrawal,” St. Clair writes. “The Bush gang meant to turn the Vietnam phenomenon on its head by using TV as a force to propel the US into a war that no one really wanted. What the Pentagon sought was a new kind of living room war, where instead of photos of mangled soldiers and dead Iraqi kids, they could control the images Americans viewed and to a large extent the content of the stories. By embedding reporters inside selected divisions, Clarke believed the Pentagon could count on the reporters to build relationships with the troops and to feel dependent on them for their own safety. It worked, naturally.” St. Clair notes the instance of one reporter on national television calling the US Army “our protectors,” and NBC’s David Bloom’s on-air admission that he is willing to do “anything and everything they can ask of us.” (Clair 8/13/2003)
A military instruction is issued by the chairman of the Joint Chiefs of Staff, outlining the procedure for dealing with hijackings within the United States. The instruction, titled “Aircraft Piracy (Hijacking) and Destruction of Derelict Airborne Objects,” states that “the administrator, Federal Aviation Administration (FAA), has exclusive responsibility to direct law enforcement activity related to actual or attempted aircraft piracy (hijacking) in the ‘special aircraft jurisdiction’ of the United States. When requested by the administrator, Department of Defense will provide assistance to these law enforcement efforts.” It adds that the National Military Command Center (NMCC) within the Pentagon “is the focal point within Department of Defense for providing assistance. In the event of a hijacking, the NMCC will be notified by the most expeditious means by the FAA. The NMCC will, with the exception of immediate responses as authorized by reference d, forward requests for DOD assistance to the secretary of defense for approval.” (US Department of Defense 6/1/2001 ) Some will later assume that this requirement for defense secretary approval was new with this instruction. (Sheehy 6/20/2004) But it has in fact been a requirement since 1997, when the previous instruction was issued, if not earlier. (US Department of Defense 7/31/1997 ) Although the defense secretary has this responsibility, the 9/11 Commission will conclude that, on the day of 9/11, the “secretary of defense did not enter the chain of command until the morning’s key events were over.” (9/11 Commission 7/24/2004, pp. 15 ) Secretary of Defense Donald Rumsfeld will later claim that, up to 9/11, terrorism and domestic hijackings were “a law enforcement issue.” (9/11 Commission 3/23/2004; PBS 3/25/2004; US Department of Defense 6/14/2005)
At a joint press conference in Genoa, Italy, US President George W. Bush and Russian President Vladimir Putin discuss the necessity of maintaining the 1972 Anti-Ballistic Missile Treaty (see May 26, 1972), a treaty from which Bush and many American conservatives wish to withdraw (see May 1, 2001 and June 2001). Putin says, “As far as the ABM Treaty and the issues of offensive arms, I’ve already said we’ve come to the conclusion that [the] two of these issues have to be discussed as a set… one and the other are very closely tied.” Bush, who agrees with his administration’s conservatives, counters that the two nations do not need such treaties because they have “a new relationship based on trust.” Putin responds: “The world is far from having international relations that are built solely on trust, unfortunately. That’s why it is so important today to rely on the existing foundation of treaties and agreements in the arms control and disarmament areas.” Bush’s Secretary of Defense, Donald Rumsfeld, dismisses the idea that the Russians could distrust the US as “silly.” (Scoblic 2008, pp. 175)
This is one of only two dates that Bush’s national security leadership discusses terrorism. (The other discussion occurs on September 4.) Apparently, the topic is only mentioned in passing and is not the focus of the meeting. This group, made up of the national security adviser, CIA director, defense secretary, secretary of state, Joint Chiefs of staff chairman and others, met around 100 times before 9/11 to discuss a variety of topics, but apparently rarely terrorism. The White House “aggressively defended the level of attention [to terrorism], given only scattered hints of al-Qaeda activity.” This lack of discussion stands in sharp contrast to the Clinton administration and public comments by the Bush administration. (Elliott 8/12/2002) Bush said in February 2001, “I will put a high priority on detecting and responding to terrorism on our soil.” A few months earlier, Tenet told Congress, “The threat from terrorism is real, it is immediate, and it is evolving” (see February 7, 2001). (Bridis 6/28/2002)
CIA Director George Tenet finds the briefing that counterterrorism chief Cofer Black gave him earlier in the day (see July 10, 2001) so alarming that he calls National Security Adviser Condoleezza Rice from his car as he heads to the White House and says he needs to see her right away, even though he has regular weekly meetings with her. (Woodward 10/1/2006) Tenet and Black let a third CIA official, Richard Blee, who is responsible for Alec Station, the CIA’s bin Laden unit, brief Rice on the latest intelligence. Deputy National Security Adviser Stephen Hadley and counterterrorism “tsar” Richard Clarke are also present. (Landay, Strobel, and Walcott 10/2/2006)
'Significant Attack' - Blee starts by saying, “There will be a significant terrorist attack in the coming weeks or months!” He argues that it is impossible to pick the specific day, saying Osama bin Laden “will attack when he believes the attack will be successful.” He mentions a range of threat information including:
A warning related to Chechen leader Ibn Khattab (see (July 9, 2001)) and seven pieces of intelligence the CIA recently received indicating there would soon be a terrorist attack (see July 9-10, 2001);
A mid-June statement by bin Laden to trainees that there would be an attack in the near future (see Mid-June 2001);
Information that talks about moving toward decisive acts;
Late-June information saying a “big event” was forthcoming;
Two separate bits of information collected “a few days before the meeting” in which people predicted a “stunning turn of events” in the weeks ahead. This may be a reference to intercepts of calls in Yemen, possibly involving the father-in-law of 9/11 hijacker Khalid Almihdhar (see June 30-July 1, 2001).
Multiple, Simultaneous Attacks in US Possible - Blee says that the attacks will be “spectacular,” they will be designed to inflict mass casualties against US facilities and interests, there may be multiple, simultaneous attacks, and they may be in the US itself. He outlines the CIA’s efforts to disrupt al-Qaeda by spreading incorrect word that the attack plans have been compromised, in the hope that this will cause a delay in the attack. But he says this is not enough and that the CIA should go on the attack. Blee also discounts the possibility of disinformation, as bin Laden’s threats are known to the public in the Middle East and there will be a loss of face, funds, and popularity if they are not carried out. Blee urges that the US take a “proactive approach” by using the Northern Alliance. (Tenet 2007, pp. 151-4) Author Bob Woodward will later write: “Black emphasize[s] that this amount[s] to a strategic warning, meaning the problem [is] so serious that it require[s] an overall plan and strategy. Second, this [is] a major foreign policy problem that need[s] to be addressed immediately. They need […] to take action that moment—covert, military, whatever—to thwart bin Laden. The United States ha[s] human and technical sources, and all the intelligence [is] consistent.” (Woodward 2006, pp. 80; Woodward 10/1/2006) Richard Clarke expresses his agreement with the CIA about the threat’s seriousness, and Black says, “This country needs to go on a war footing now.”
Rice's Response - There are conflicting accounts about the CIA’s reading of Rice’s response. According to Woodward: “Tenet and Black [feel] they [are] not getting through to Rice. She [is] polite, but they [feel] the brush-off.” They leave the meeting frustrated, seeing little prospect for immediate action. Tenet and Black will both later recall the meeting as the starkest warning they gave the White House on al-Qaeda before 9/11 and one that could have potentially stopped the 9/11 attacks if Rice had acted on it (see July 10, 2001) and conveyed their urgency to President Bush. (Tenet is briefing Bush on a daily basis at this time, but he will later say that Rice has a much better rapport with the president.) Black will say, “The only thing we didn’t do was pull the trigger to the gun we were holding to her head.” (Woodward 2006, pp. 80; Woodward 10/1/2006) Rice says that Bush will align his policy with the new realities and grant new authorities. Writing in 2007, Tenet will say that this response is “just the outcome I had expected and hoped for,” and recall that as they leave the meeting, Blee and Black congratulate each other on having got the administration’s attention. Nevertheless, Rice does not take the requested action until after 9/11. (Tenet 2007, pp. 153-4)
Rice Concerned about Genoa - Clarke will recall in 2006 that Rice focuses on the possible threat to Bush at an upcoming summit meeting in Genoa, Italy (see June 13, 2001 and July 20-22, 2001). Rice and Bush have already been briefed about the Genoa warning by this time (see July 5, 2001). Rice also promises to quickly schedule a high-level White House meeting on al-Qaeda. However, that meeting does not take place until September 4, 2001 (see September 4, 2001). (Landay, Strobel, and Walcott 10/2/2006) Rice also directs that Defense Secretary Donald Rumsfeld and Attorney General John Ashcroft be given the same briefing, and they receive it a short time later (see July 11-17, 2001).
Meeting Not Mentioned in 9/11 Commission Report - The meeting will not be mentioned in the 9/11 Commission Report (see August 4, 2002), and there will be controversy when it is fully revealed in 2006 (see September 29, 2006, September 30-October 3, 2006, and October 1-2, 2006).
Defense Secretary Rumsfeld and Attorney General Ashcroft receive the same CIA briefing about a likely imminent, multiple, and simultaneous al-Qaeda strike that was given to the White House on July 10, 2001 (see July 10, 2001). In 2006, the State Department will reveal the two were briefed within a week of the White House briefing, at the request of National Security Adviser Rice. One official who helped prepare the briefing later describes it as a “ten on a scale of one to ten” that “connected the dots” to present a stark warning that al-Qaeda is ready to launch a new attack. A Pentagon spokesman says he has no information “about what may or may not have been briefed” to Rumsfeld, and Rumsfeld does not answer questions about it. Ashcroft says he was not given any briefing and calls it “disappointing” that he was not briefed. After it is confirmed that Ashcroft was briefed, apparently on July 17, Ashcroft will still claim not to remember the briefing, and will say he only recalls another CIA briefing earlier in the month (see July 5, 2001). Journalist Andrew Cockburn later reports that, “according to several intelligence sources,” Rumsfeld’s reaction to the briefing at the time “was one of vehement dismissal, complete with cutting observations about the CIA falling victim to ‘vast doses of al-Qaeda disinformation’ and ‘mortal doses of gullibility.’” McClatchy Newspapers will comment that these briefings raise “new questions about what the Bush administration did in response, and about why so many officials have claimed they never received or don’t remember the warning.” (Landay, Strobel, and Walcott 10/2/2006; Cockburn 2007, pp. 9) On July 26, 2001, it will be reported that Ashcroft has stopped flying on commercial airlines within the US (see July 26, 2001).
Secretary of Defense Donald Rumsfeld writes a note, in which he expresses his fear of the US experiencing a “modern-day version” of Japan’s surprise attack on Pearl Harbor, Hawaii, in 1941. Rumsfeld dictates the note to himself, which he intends to offer when he is next testifying before Congress. In the note, he states: “In some future hearing, I am going to say that I do not want to be sitting before this panel in a modern-day version of a Pearl Harbor post-mortem as to who didn’t do what, when, where, and why. None of us would want to have to be back here going through that agony.” (Donald Rumsfeld 7/23/2001 ; Rumsfeld 2011, pp. 334) The 9/11 attacks, which take place less than two months after Rumsfeld writes this note, will be frequently compared to the attack on Pearl Harbor. (James 9/12/2001; Nakao and Ness 9/14/2001) Rumsfeld warned of the danger of a surprise attack like the one at Pearl Harbor happening again during his confirmation hearing before the Senate Armed Services Committee in January this year (see January 11, 2001). (US Congress. Senate 1/11/2001)
President Bush’s cabinet-rank advisers discuss terrorism for the second of only two times before 9/11. (Gellman 5/17/2002) National Security Adviser Rice chairs the meeting; neither President Bush nor Vice President Cheney attends. Counterterrorism “tsar” Richard Clarke later says that in this meeting, he and CIA Director Tenet speak passionately about the al-Qaeda threat. No one disagrees that the threat is serious. Secretary of State Powell outlines a plan to put pressure on Pakistan to stop supporting al-Qaeda. Defense Secretary Rumsfeld appears to be more interested in Iraq. The only debate is over whether to fly the armed Predator drone over Afghanistan to attack al-Qaeda (see September 4, 2001). (Clarke 2004, pp. 237-38) Clarke’s earlier plans to “roll back” al-Qaeda first submitted on January 25, 2001 (see January 25, 2001) have been discussed and honed in many meetings and are now presented as a formal National Security Presidential Directive. The directive is “apparently” approved, though the process of turning it into official policy is still not done. (9/11 Commission 3/24/2004) There is later disagreement over just how different the directive presented is from Clarke’s earlier plans. For instance, some claim the directive aims not just to “roll back” al-Qaeda, but also to “eliminate” it altogether. (Elliott 8/12/2002) However, Clarke notes that even though he wanted to use the word “eliminate,” the approved directive merely aims to “significantly erode” al-Qaeda. The word “eliminate” is only added after 9/11. (Eggen and Pincus 3/25/2004) Clarke will later say that the plan adopted “on Sept. 4 is basically… what I proposed on Jan. 25. And so the time in between was wasted.” (Clarke 4/8/2004) The Washington Post will similarly note that the directive approved on this day “did not differ substantially from Clinton’s policy.” (Milbank and Eggen 3/27/2004) Time magazine later comments, “The fight against terrorism was one of the casualties of the transition, as Washington spent eight months going over and over a document whose outline had long been clear.” (Elliott 8/12/2002) The primary change from Clarke’s original draft is that the approved plan calls for more direct financial and logistical support to the Northern Alliance and other anti-Taliban groups. The plan also calls for drafting plans for possible US military involvement, “but those differences were largely theoretical; administration officials told the [9/11 Commission’s] investigators that the plan’s overall timeline was at least three years, and it did not include firm deadlines, military plans, or significant funding at the time of the September 11, 2001, attacks.” (Milbank and Eggen 3/27/2004; Holland 4/2/2004)
Senator Carl Levin (D-MI), chairman of the Armed Services Committee, seeks to transfer $600 million to counterterrorism from the missile defense program to fill budgetary gaps. However, Defense Secretary Donald Rumsfeld sends a letter on this day saying he would urge Bush to veto the measure. Levin nonetheless pushes the measure through the next day on a party-line vote. It’s unclear if a veto would have followed. (Gellman 1/20/2002; Elliott 8/12/2002; Johnston and Schmitt 4/4/2004)
Defense Secretary Donald Rumsfeld blasts the Pentagon bureaucracy. In a speech to kick off the Pentagon’s “Acquisition and Logistics Excellence Week,” Rumsfeld tells his audience: “The topic today is an adversary that poses a threat, a serious threat, to the security of the United States of America. This adversary is one of the world’s last bastions of central planning.… With brutal consistency, it stifles free thought and crushes new ideas. It disrupts the defense of the United States and places the lives of men and women in uniform at risk.… The adversary [is] Pentagon bureaucracy. Not the people, but the processes.… In this building, despite the era of scarce resources taxed by mounting threats, money disappears into duplicate duties and bloated bureaucracy—not because of greed, but gridlock. Innovation is stifled—not by ill intent, but by institutional inertia.” (Rumsfeld 9/10/2001; Roberts 2008, pp. 140) He also announces that the US military is missing over $2 trillion (see September 10, 2001).
In a public speech to the Department of Defense, Defense Secretary Donald Rumsfeld announces that the Department of Defense “cannot track $2.3 trillion in transactions.” CBS later calculates that 25 percent of the yearly defense budget is unaccounted for, and quotes a long-time defense budget analyst: “[Their] numbers are pie in the sky. The books are cooked routinely year after year.” Coverage of this rather shocking story is nearly nonexistent given the events of the next day. (Rumsfeld 9/10/2001; CBS News 1/29/2002) In April 2002 it will be revealed that $1.1 trillion of the missing money comes from the 2000 fiscal year. Auditors won’t even quantify how much money is missing from fiscal year 2001, causing “some [to] fear it’s worse” than 2000. The Department of the Army will state that it won’t publish a stand-alone financial statement for 2001 because of “the loss of financial-management personnel sustained during the Sept. 11 terrorist attack.” (O'Meara 4/29/2002) This $1.1 trillion plus unknown additional amounts continues to remain unaccounted for, and auditors say it may take eight years of reorganization before a proper accounting can be done. (O'Meara 8/21/2003)
Time magazine publishes an article calling Secretary of State Colin Powell the “odd man out” in the administration, adding that his centrist politics make him “chum in the water for the sharks in Dubya’s sea,” particularly Vice President Dick Cheney and Defense Secretary Donald Rumsfeld. One top diplomat, asked to provide an adjective for the phrase, “Colin Powell is a ‘blank’ secretary of state,” replies, “Yes, he is.” A senior administration official says, “I’ve been struck by how not struck I am by him.” Time states, “Powell’s megastar wattage looks curiously dimmed, as if someone has turned his light way down.” When Deputy Defense Secretary Paul Wolfowitz is asked why he took the number two spot in the Pentagon, he replies with one word, “Powell” (see January 11, 2001). (Wolfowitz will later deny making the remark.) Author Craig Unger will write that Wolfowitz’s terse reply “gave the game away. He was there to neutralize Powell, to implement the hard-line neocon[servative] vision.” Time concludes, “Enthusiasm is building inside the administration to take down [Iraq’s] Saddam [Hussein] once and for all,” a policy to which Powell is opposed. (McGeary 9/10/2001; McGeary 9/10/2001; Unger 2007, pp. 213)
The position of Deputy Secretary for Special Operations and Low-Intensity Conflict, the Defense Department post traditionally dealing the most with counterterrorism, still has not been filled since being vacated in January 2001 when Bush became president. Aides to Defense Secretary Rumsfeld later tell the 9/11 Commission that “the new [Defense Department] team was focused on other issues” and not counterterrorism. (Isikoff and Hosenball 3/24/2004)
Secretary of Defense Donald Rumsfeld hosts a breakfast meeting in his private dining room at the Pentagon. (Burns 9/12/2001; Rumsfeld 12/5/2001; 9/11 Commission 3/23/2004) The meeting, which is attended by several members of Congress, is intended to discuss the Department of Defense’s Quadrennial Defense Review. As well as the secretary of defense, others in attendance include Rumsfeld’s senior military assistant, Navy Vice Admiral Edmund Giambastiani Jr.; Deputy Defense Secretary Paul Wolfowitz; Pete Geren, a special assistant to Rumsfeld; and Representatives John Mica (R-FL), Mark Steven Kirk (R-IL), Mac Thornberry (R-TX), Roger Wicker (R-MS), Robin Hayes (R-NC), Doug Bereuter (R-NE), John Hostettler (R-IN), Kay Granger (R-TX), John Shimkus (R-IL), Randy “Duke” Cunningham (R-CA), and Christopher Cox (R-CA). (Powell Moore 9/10/2001 ; Mahlburg 9/14/2001; Hasson 3/31/2003; Wolfowitz 5/9/2003; Powell Moore 9/19/2003 ; Rumsfeld 9/10/2004; Miles 9/8/2006) Secretary of the Army Thomas White, who is at the meeting, appears to say it is also attended by numerous key military figures, later telling PBS: “Don Rumsfeld had a breakfast, and virtually every one of the senior officials of the Department of Defense—service chiefs, secretary, deputy, everybody, chairman of the Joint Chiefs of Staff. And as that breakfast was breaking up, the first plane had hit the World Trade tower.” (White 10/26/2004; PBS 10/26/2004) By “chairman of the Joint Chiefs of Staff,” White presumably means Richard Myers, who is the acting chairman on this day, in place of Henry Shelton who is out of the country (see 7:15 a.m. September 11, 2001). (Garamone 9/8/2006) During the course of the meeting Rumsfeld predicts that some kind of “shocking” world event will occur in the near future (see (Before 8:46 a.m.) September 11, 2001). Most accounts suggest the meeting is adjourned soon after the time the first World Trade Center tower is hit, presumably around 8:50 a.m., though one report says it ends at about 9:00 a.m. Just prior to the meeting ending, Rumsfeld is handed a note informing him of the crash (see Shortly After 8:46 a.m. September 11, 2001). Giambastiani also sees this note. Whether the other people in attendance are notified of the crash at this time is unknown. (Rumsfeld 12/5/2001; Rumsfeld 8/12/2002; PBS 10/26/2004; Miles 9/8/2006) White will later recall, “We all went on with the day’s business,” after leaving the meeting. White heads off to give a speech at the nearby Army Navy Country Club. (White 10/26/2004) Rumsfeld, Wolfowitz, and Giambastiani return to their offices. (Wolfowitz 5/9/2003; Miles 9/8/2006) The members of Congress leave the building. (Rumsfeld 1/9/2002) If Myers is at the meeting, as White appears to say, he must head promptly to Capitol Hill, as he enters another meeting in the offices of Senator Max Cleland (D-GA) before the time when the second WTC tower is hit (see Shortly Before 9:00 a.m. September 11, 2001). Defense Secretary Donald Rumsfeld, Deputy Defense Secretary Paul Wolfowitz, Representatives Christopher Cox (R-CA) and John Mica (R-FL), and numerous others are meeting in Rumsfeld’s private Pentagon dining room, discussing missile defense (see (8:00 a.m.-8:50 a.m.) September 11, 2001). Rumsfeld later recalls, “I had said at an eight o’clock breakfast that sometime in the next two, four, six, eight, ten, twelve months there would be an event that would occur in the world that would be sufficiently shocking that it would remind people again how important it is to have a strong healthy Defense Department that contributes to—that underpins peace and stability in our world.” (Rumsfeld 12/5/2001) Wolfowitz recalls, “And we commented to them that based on what Rumsfeld and I had both seen and worked on the Ballistic Missile Threat Commission, that we were probably in for some nasty surprises over the next ten years.” (Wolfowitz 5/9/2003) According to Mica, “the subject of the conversation Donald Rumsfeld was interested in was, the military had been downsized during the ‘90s since the fall of the Berlin Wall. And what we were going to do about [the] situation if we had another—the word [Rumsfeld] used was ‘incident.‘… And he was trying to make certain that we were prepared for something that we might not expect.” (US Congress. House. Oversight and Government Reform Committee 8/1/2007) There are confused accounts that Rumsfeld says, “I’ve been around the block a few times. There will be another event,” just before the Pentagon is hit by Flight 77 (see (Before 9:37 a.m.) September 11, 2001), but such comments may have been made around this time instead. Shortly afterwards, someone walks in with a note informing Rumsfeld that a plane has just hit the WTC (see Shortly After 8:46 a.m. September 11, 2001). (Rumsfeld 12/5/2001; 9/11 Commission 3/23/2004) Mica later comments, “[L]ittle did we know that within a few minutes of the end of our conversation and actually at the end of our breakfast, that our world would change and that incident that we talked about would be happening.” (Rumsfeld 9/10/2004)
Larry Di Rita, a special assistant to Defense Secretary Donald Rumsfeld, has sent a note to Rumsfeld to inform him of the first plane hitting the World Trade Center. Although some initial reports suggest the WTC may have been hit by just a small plane, according to Victoria Clarke, the assistant secretary of defense for public affairs, “Even in the accidental crash scenario, the military might be involved in some way. Rumsfeld needed to know.” Rumsfeld, who is currently hosting a breakfast meeting with several members of Congress (see (8:00 a.m.-8:50 a.m.) September 11, 2001), later acknowledges having received this note. Yet apparently he does nothing in response. He recalls, “Everyone assumed it was an accident, the way it was described.” He says only that “we adjourned the meeting, and I went in to get my CIA briefing.” (Rumsfeld 12/5/2001; 9/11 Commission 3/23/2004; Clarke 2006, pp. 217-218; Vogel 2007, pp. 428)
A fighter pilot flying from Otis Air Base toward New York City later notes that it wouldn’t have mattered if he caught up with Flight 175, because only President Bush could order a shootdown, and Bush is at a public event at the time. (Dennehy 8/21/2002) “Only the president has the authority to order a civilian aircraft shot down,” according to a 1999 CNN report. (McIntyre 10/26/1999) In fact, by 9/11, Defense Secretary Rumsfeld also has the authority to order a shootdown, but he is not responding to the crisis at this time. (Sheehy 6/20/2004) Furthermore, NORAD Commander Larry Arnold later states that on 9/11, “I have the authority in case of an emergency to declare a target hostile and shoot it down under an emergency condition.” (Filson 2003, pp. 75)
Secretary of Defense Donald Rumsfeld goes ahead with his daily intelligence briefing in his office at the Pentagon, even though Denny Watson, his CIA briefer, urges him to cancel it and respond to the terrorist attacks. (Rumsfeld 2011, pp. 335; Priess 2016, pp. 244) Rumsfeld has just been in a meeting in his private dining room that was attended by several members of Congress (see (8:00 a.m.-8:50 a.m.) September 11, 2001). During it, he was informed that a plane had crashed into the World Trade Center (see Shortly After 8:46 a.m. September 11, 2001). (Burns 9/12/2001; Rumsfeld 12/5/2001; 9/11 Commission 3/23/2004) He assumed the crash was an accident. (Vogel 2007, pp. 428; Rumsfeld 2011, pp. 335)
Rumsfeld Went to His Office for His Intelligence Briefing - After the meeting ended, apparently around 9:00 a.m., he returned to his office to receive his intelligence briefing. (Giambastiani 7/18/2002 ; 9/11 Commission 7/24/2004, pp. 37) Rumsfeld receives an intelligence briefing from Watson each morning, similar to the intelligence briefing provided to the president each day. The briefings usually last at least half an hour. (Rumsfeld 2011, pp. 335; Priess 2016, pp. 243) The briefing today is scheduled to run from 9:00 a.m. to 9:30 a.m. (Rumsfeld 8/12/2002)
CIA Briefer Learned of the Crashes from TV - Watson, meanwhile, recently arrived at the Pentagon and learned about the crashes at the WTC. After she entered the building, she noticed people staring at a television, which showed the North Tower burning after being hit by a plane. She then went to the anteroom of Rumsfeld’s office, where she saw the second hijacked plane crashing into the WTC live on television (see 9:03 a.m. September 11, 2001). She immediately called the operations center at CIA headquarters to see if she could find out more about what was happening. She was told only that there were 50 planes still airborne that were unaccounted for.
Rumsfeld Refuses to Cancel the Briefing - Rumsfeld then calls Watson into his office. Assuming the briefing will be suspended due to what has happened in New York, the CIA analyst hasn’t even opened her briefcase to pull out her copy of the President’s Daily Brief (PDB). “Sir, you just need to cancel this,” she says to Rumsfeld as she enters the office. “You’ve got more important things to do,” she adds. Rumsfeld, however, wants to go ahead with the briefing. “No, no, we’re going to do this,” he says. Watson then sits down and tells Rumsfeld what she learned from the CIA’s operations center, but the secretary of defense simply nods his head and starts flipping through the PDB. (Priess 2016, pp. 244) The PDB apparently contains no remarkable information today. “As we reviewed the threat reports from around the world, September 11 seemed to be no more or less different than any other day,” Rumsfeld will later comment. (Rumsfeld 2011, pp. 336)
Rumsfeld Will Be Receiving the Briefing When the Pentagon Is Hit - Vice Admiral Edmund Giambastiani Jr., Rumsfeld’s senior military assistant, will come into the office around this time and tell the secretary of defense about the second crash at the WTC (see (Shortly After 9:03 a.m.) September 11, 2001). (Giambastiani 7/18/2002 ; Rumsfeld 8/12/2002) Two of Rumsfeld’s aides will also come to the office and, like Watson, try, unsuccessfully, to persuade Rumsfeld to cancel his schedule so he can respond to the attacks (see a904rumsfeldrefuses). (Clarke 2006, pp. 218-219; Priess 2016, pp. 244) Rumsfeld will be in his office with Watson, still receiving his intelligence briefing, at 9:37 a.m., when the Pentagon is attacked (see 9:37 a.m. September 11, 2001). (Goldberg et al. 2007, pp. 130; Vogel 2007, pp. 438-439)
Secretary of Defense Donald Rumsfeld is told that a second plane has crashed into the World Trade Center by Vice Admiral Edmund Giambastiani Jr., his senior military assistant, but continues with a routine intelligence briefing. (Giambastiani 7/18/2002 ; 9/11 Commission 7/24/2004, pp. 37; Goldberg et al. 2007, pp. 130) Rumsfeld learned about the first crash at the WTC during a meeting in his private dining room at the Pentagon, but he assumed it was an accident (see Shortly After 8:46 a.m. September 11, 2001). (Vogel 2007, pp. 428; Rumsfeld 2011, pp. 334-335) After the meeting ended he returned to his office to receive his daily intelligence briefing. (9/11 Commission 7/24/2004, pp. 37) Giambastiani was at the meeting in Rumsfeld’s private dining room and similarly returned to his office when it ended—apparently around 9:00 a.m.—to continue with his regular work. The television in his office was on and so he saw the second hijacked plane crashing into the WTC live, at 9:03 a.m. (see 9:03 a.m. September 11, 2001). He apparently realized right away that the incident was a terrorist attack. “Then there was absolutely no doubt in anybody’s mind that it was not a random event or an accident,” he will later comment, adding, “There was absolutely no doubt in my mind.” He goes to tell Rumsfeld what has happened. “I went in and informed the secretary [of defense],” he will say. (Giambastiani 7/18/2002 ) “Someone came in and said that another plane had hit a different tower of the World Trade Center,” Rumsfeld will recall. (Rumsfeld 8/12/2002) The two men apparently now realize the seriousness of the crisis. “When the second plane hit the World Trade Center, it became clear that it was more than an accident,” Rumsfeld will comment. (CBS 9/8/2002) “We knew there was a problem here,” Giambastiani will say. (Giambastiani 7/18/2002 ) However, Rumsfeld continues with his intelligence briefing. “[H]e resumed the briefing while awaiting more information,” the 9/11 Commission Report will state. He will still be in his office receiving the briefing at 9:37 a.m., when the Pentagon is attacked (see 9:37 a.m. September 11, 2001). (9/11 Commission 7/24/2004, pp. 37; Vogel 2007, pp. 438-439)
Victoria Clarke, the assistant secretary of defense for public affairs, and Larry Di Rita, a special assistant to the secretary of defense, try to persuade Secretary of Defense Donald Rumsfeld to cancel his schedule so he can respond to the terrorist attacks, but Rumsfeld refuses to do so and continues with a routine intelligence briefing. (Clarke 2006, pp. 218-219; Priess 2016, pp. 244) Rumsfeld is in his office at the Pentagon with Denny Watson, a CIA analyst, who is giving him his daily intelligence briefing. He is aware of the two crashes at the World Trade Center (see Shortly After 8:46 a.m. September 11, 2001 and (Shortly After 9:03 a.m.) September 11, 2001). Aides Go to Talk with Rumsfeld about His Response to the Crisis - Clarke and Di Rita, meanwhile, learned of the attacks on the WTC from seeing the coverage of them on television. After the second crash, Clarke headed to Di Rita’s office, which is down the hallway from Rumsfeld’s office. There, she and Di Rita discussed “what had to be done right away in terms of the secretary [of defense],” Clarke will later recall. The two aides then headed together to see Rumsfeld, to talk with him about “the kinds of things he needed to do in response to this [crisis].”
Aides Tell Rumsfeld What They Know about the Attacks - After they enter Rumsfeld’s office, Clarke and Di Rita tell the secretary of defense what is happening and what they know about the attacks. They say the Executive Support Center (ESC) “is going to start getting spun up.” (Rita 6/27/2002 ; Clarke 7/2/2002 ; Clarke 2006, pp. 216-219) The ESC is a secure communications hub with a video teleconference facility, located on the third floor of the Pentagon. (Rita 6/27/2002 ; Vogel 2007, pp. 440) It is “the place where the building’s top leadership goes to coordinate military operations during national emergencies,” according to Clarke.
Rumsfeld Refuses to Change His Schedule - Clarke and Di Rita also advise Rumsfeld to cancel his appointments for the rest of the day. “Sir, I think your entire schedule is going to be different today,” Di Rita says. But Rumsfeld refuses to do so. “No! If I cancel my day, the terrorists have won,” he says. Undeterred, the two aides pull out a copy of Rumsfeld’s agenda for the day and go through it point by point, explaining to the secretary of defense why each item could be canceled. However, Rumsfeld’s response is to look at the television on the desk and watch the coverage of the attacks on the WTC. (Clarke 2006, pp. 219; Priess 2016, pp. 244) Rumsfeld “wanted to make a few phone calls” at this time, Clarke will tell one interviewer. (Clarke 9/15/2001)
Aides Go to the Support Center to Respond to the Attacks - Rumsfeld tells the two aides to go to the ESC and wait for him there. Clarke and Di Rita therefore leave the office and head to the ESC (see Shortly After 9:03 a.m. September 11, 2001). They will be in the ESC at 9:37 a.m., when the Pentagon is attacked (see 9:37 a.m. September 11, 2001). (Clarke 7/2/2002 ; Clarke 2006, pp. 219-220) Rumsfeld, meanwhile, continues skimming through the copy of the President’s Daily Brief that Watson brought him. (Priess 2016, pp. 244) He will still be in his office receiving his intelligence briefing when the Pentagon is attacked (see 9:37 a.m. September 11, 2001). (Goldberg et al. 2007, pp. 130; Vogel 2007, pp. 438-439)
National Security Adviser Condoleezza Rice tries to gather together the principals of the National Security Council (NSC), but is unable to get in touch with key officials. Rice realized the US was under terrorist attack during a staff meeting, when her assistant informed her of the second plane striking the World Trade Center (see (9:04 a.m.) September 11, 2001). She had then headed to the White House Situation Room’s operations center. (Thomas 12/30/2001; Bumiller 2007, pp. xii) Here she intends to assemble the principals of the NSC for a crisis meeting. (O, the Oprah Magazine 2/1/2002) Along with the national security adviser, the principal members of the NSC are the president, the vice president, the secretary of state, the secretary of the treasury, and the secretary of defense; additionally, the CIA director and the chairman of the Joint Chiefs of Staff are statutory advisers to the NSC. (US President 2/13/2001; Felix 2002, pp. 226) However, Rice remembers that Secretary of State Colin Powell is currently away in Peru (see (8:30 a.m.) September 11, 2001). (Rice 9/11/2002) Treasury Secretary Paul O’Neill is away in Japan. (US Department of the Treasury 11/29/2001; US Department of the Treasury 1/23/2002) And Chairman of the Joint Chiefs of Staff Henry Shelton is on his way to Europe for a NATO meeting there. (CNN 10/1/2001) Rice tries calling Defense Secretary Donald Rumsfeld, who is in his office at the Pentagon (see (Shortly After 9:03 a.m.) September 11, 2001), but cannot reach him. (Rice 7/12/2002; Clarke 2006, pp. 218-219; Cockburn 2007, pp. 1) She is also unable to get a call through to CIA Director George Tenet. (Bumiller 2007, pp. xii) (Tenet will later claim that, around this time, he is having trouble using his secure phone while being driven out to CIA headquarters (see (8:55 a.m.-9:15 a.m.) September 11, 2001). (Tenet 2007, pp. 161-162) ) Also around this time, in the Secure Video Conferencing Center just off the main floor of the Situation Room, counterterrorism “tsar” Richard Clarke is trying to convene a video teleconference with other top officials (see (9:10 a.m.) September 11, 2001). (Bumiller 2007, pp. xii)
Around this time, according to his own account, counterterrorism “tsar” Richard Clarke reaches the Secure Video Conferencing Center just off the main floor of the Situation Room in the West Wing of the White House. From there, he directs the response to the 9/11 attacks and stays in contact with other top officials through video links. Clarke claims that on video he can see Defense Secretary Donald Rumsfeld, CIA Director George Tenet, FBI Director Robert Mueller, FAA Administrator Jane Garvey, Deputy Attorney General Larry Thompson (filling in for the traveling Attorney General John Ashcroft), Deputy Secretary of State Richard Armitage (filling in for the traveling Secretary of State Colin Powell), and Vice Chairman of the Joint Chiefs of Staff Richard Myers (filling in for the traveling Chairman Henry Shelton). National Security Adviser Condoleezza Rice is with Clarke, but she lets him run the crisis response, deferring to his longer experience on terrorism matters. Clarke is also told by an aide, “We’re on the line with NORAD, on an air threat conference call.” (Clarke 2004, pp. 2-4; Australian 3/27/2004) According to the 9/11 Commission, logs indicate that Clarke’s video teleconference only begins at 9:25 a.m. (see 9:25 a.m. September 11, 2001), which is later than Clarke suggests, and CIA and FAA representatives only join it at 9:40 a.m. (9/11 Commission 7/24/2004, pp. 36 and 462) Other accounts claim that, rather than being involved in Clarke’s teleconference at this time, Donald Rumsfeld is still in his office waiting for his intelligence briefing (see (Shortly After 9:03 a.m.) September 11, 2001), and Richard Myers is in a meeting on Capitol Hill (see (Shortly After 9:03 a.m.) September 11, 2001). (Armed Forces Radio And Television Service 10/17/2001; Clarke 2006, pp. 218-219) The 9/11 Commission claims that, “While important,” Clarke’s conference has “no immediate effect on the emergency defense efforts.” (9/11 Commission 6/17/2004) Yet, as the Washington Post puts it, “everyone seems to agree” Clarke is the chief crisis manager on 9/11. (Achenbach 3/28/2004) Even Clarke’s later opponent, National Security Adviser Rice, calls him 9/11’s “crisis management guy.” (Waterman 4/9/2004) The conference is where the government’s emergency defense efforts are concentrated.
FAA Administrator Jane Garvey notifies the video conference chaired by counterterrorism “tsar” Richard Clarke that all aircraft have been ordered to land at the nearest field and reads a list of potential hijacks including Delta 1989 and United 93. (Clarke 2004, pp. 5) Although, according to Clarke’s account, both General Richard Myers and Secretary of Defense Donald Rumsfeld are present at the conference at this point, the 9/11 Commission will later claim that the military was not notified about the hijacking of United 93 until over half an hour later (see 10:03 a.m. September 11, 2001).
Before the Pentagon is hit, no steps are taken to alert or evacuate the building’s 20,000 employees. Even Defense Secretary Donald Rumsfeld and his top aides are reportedly unaware of a rogue plane heading toward Washington prior to the attack there. (Rumsfeld 9/16/2001; Adcock, Donovan, and Gordon 9/23/2001; Vogel 2007, pp. 429) Pentagon spokesman Glenn Flood will later try to explain why the Pentagon is not evacuated at this time, saying: “To call for a general evacuation, at that point, it would have been just guessing. We evacuate when we know something is a real threat to us.” He says that an evacuation could have put employees at risk by moving them outside the protection provided by the building’s walls. Another Pentagon spokesman, Air Force Lt. Col. Vic Warzinski, will add, “The Pentagon was simply not aware that this aircraft was coming our way.” (Adcock, Donovan, and Gordon 9/23/2001) Yet, as early as 9:21, the FAA warned the military of a hijacked aircraft heading toward Washington (see 9:21 a.m. September 11, 2001 and (9:24 a.m.) September 11, 2001). The National Military Command Center (NMCC), located inside the Pentagon, was aware of this hijacked aircraft by 9:30, according to the 9/11 Commission (see 9:29 a.m.-9:34 a.m. September 11, 2001). (9/11 Commission 7/24/2004, pp. 26 and 37; Vogel 2007, pp. 429) The New York Times will in fact report that, since shortly before 9:00 a.m., “military officials in [the NMCC] were urgently talking to law enforcement and air traffic control officials about what to do.” (Wald 9/15/2001) The order to evacuate will only go out over the Pentagon’s public address system shortly after the building is hit. (Goldberg et al. 2007, pp. 137-138) The Defense Protective Service, which guards the Pentagon, does not order that the building’s threat level be raised until the time when it is hit (see 9:37 a.m. September 11, 2001). (Goldberg et al. 2007, pp. 151-152)
Representative Christopher Cox (R-CA) will later claim he is still meeting with Defense Secretary Donald Rumsfeld at this time. They are still discussing missile defense, apparently completely oblivious of the approaching Flight 77. Watching television coverage from New York City, Rumsfeld says to Cox: “Believe me, this isn’t over yet. There’s going to be another attack, and it could be us.” According to the Daily Telegraph, Flight 77 hits the building “moments later.” (Langley 12/16/2001) In another telling, Cox will claim that Rumsfeld says: “If we remain vulnerable to missile attack, a terrorist group or rogue state that demonstrates the capacity to strike the US or its allies from long range could have the power to hold our entire country hostage to nuclear or other blackmail. And let me tell you, I’ve been around the block a few times. There will be another event.” Rumsfeld repeats this sentence for emphasis. According to Cox, “Within minutes of that utterance, Rumsfeld’s words proved tragically prophetic.” Cox also claims, “I escaped just minutes before the building was hit.” (Office of Representative Christopher Cox 9/11/2001) However, Rumsfeld will claim that this meeting with Cox ended before the second World Trade Center crash, which occurred at 9:03 a.m. Cox himself will say that after being told of that crash, “[Rumsfeld] sped off, as did I.” Cox will say he immediately headed to his car, making it impossible for him to still be in the Pentagon “just minutes before” it is hit. (Theimer 9/11/2001) Another account will put Rumsfeld’s “I’ve been around the block a few times. There will be another event” comment two minutes before the first WTC crash at 8:46 a.m., when Rumsfeld reportedly made other predictive comments. (Woodward 9/16/2001)
When Flight 77 hits the Pentagon, it misses the parts of the building known to house the military’s most senior leaders. Journalist and author Steve Vogel later says, “The hijackers had not hit the River or Mall sides” of the building, “where the senior military leadership had been concentrated since 1942.” At the time of the attack, Secretary of Defense Donald Rumsfeld is “sitting in the same third-floor office above the River entrance as every secretary of defense since Louis Johnson in 1949, a location that had been a matter of public record all that time. The joint chiefs and all the service secretaries were arrayed in various prime E-Ring offices on the River and Mall sides.” Furthermore, “All the command centers save the Navy’s were on the River or Mall sides; the National Military Command Center could have been decimated as the Navy Command Center was, a disaster that could have effectively shut down the Pentagon as the first American war of the twenty-first century began.” Instead, the area hit comprises Army accounting offices, the Navy Command Center, and the Defense Intelligence Agency’s comptroller’s office. (Vogel 2007, pp. 431 and 449-450) Due to recent renovation work, many offices in that section of the Pentagon are currently empty. (Government Executive 9/11/2001)
According to most accounts, at the time the Pentagon is hit, Defense Secretary Donald Rumsfeld is in his office on the third floor of the Pentagon’s outer E Ring, receiving his daily intelligence briefing. (van Natta and Alvarez 9/12/2001; Woodward 2002, pp. 24; 9/11 Commission 3/23/2004; Clarke 2006, pp. 221; Cockburn 2007, pp. 1; Goldberg et al. 2007, pp. 130; Vogel 2007, pp. 438-439) As he later recalls, “the building shook and the tables jumped.” (Goldberg et al. 2007, pp. 130) Although he has been informed of the two aircraft hitting the World Trade Center (see Shortly After 8:46 a.m. September 11, 2001 and (Shortly After 9:03 a.m.) September 11, 2001), he supposedly does not initially suspect a plane has hit the Pentagon, thinking instead that a bomb has gone off. (Rumsfeld 9/16/2001; Rumsfeld 9/30/2001; Rumsfeld 1/9/2002) In his nearby office, Rumsfeld’s senior military assistant Vice Admiral Edmund Giambastiani Jr. also hears the explosion, and walks through his doorway toward Rumsfeld’s office. As the two meet, Rumsfeld asks Giambastiani, “What the hell’s happening?” (Miles 9/8/2006; Goldberg et al. 2007, pp. 130) Rumsfeld then looks out his window but, he later recalls, sees “nothing here.” (Rumsfeld 10/12/2001; Rumsfeld 1/9/2002) He goes into the hallway and, accompanied by his security guards, hurries toward the crash site (see 9:38 a.m. September 11, 2001). (Goldberg et al. 2007, pp. 130) However, counterterrorism “tsar” Richard Clarke will later contradict these accounts. Clarke indicates that Rumsfeld has been participating in the video teleconference conducted from the White House Situation Room since shortly after the second WTC crash (see (9:10 a.m.) September 11, 2001). He claims that Rumsfeld is still involved in this conference at the time the Pentagon is hit, and he tells his deputy, “I can still see Rumsfeld on the screen, so the whole building didn’t get hit.” (Clarke 2004, pp. 2-3 and 7-8) If Clarke’s account were correct, this would presumably mean Rumsfeld is in the Pentagon’s Executive Support Center (ESC), which has secure video facilities, rather than in his office. (Scarborough 2/23/2004) But according to other accounts, Rumsfeld does not go to the ESC until around 10:15 a.m., after he returns from the crash site (see (10:00 a.m.-10:30 a.m.) September 11, 2001). (Clarke 2006, pp. 221; Cockburn 2007, pp. 1-5)
Emergency responders and others at the Pentagon experience serious problems with communications following the attack there. These difficulties last for several hours. (US Department of Health and Human Services 7/2002, pp. 12-13 ; Goldberg et al. 2007, pp. 114) According to a federally funded report on the emergency response to the Pentagon attack, communications systems had been busy “even before American Airlines Flight 77 crashed into the Pentagon.” But when the crash occurs, “all area communications [seem] simultaneously overwhelmed.” (US Department of Health and Human Services 7/2002, pp. A34 ) The Defense Department’s book about the Pentagon attack later describes, “Almost immediately radio traffic gridlocked, land lines were unavailable, and cellular telephone networks became so overloaded that for a time Pentagon officials and employees as well as some emergency responders could not call outside.” (Goldberg et al. 2007, pp. 114) This leads to significant problems: “Firefighters calling the [Arlington County Emergency Communications Center] couldn’t get through. Relatives of Pentagon workers found cellular and land lines jammed.” (US Department of Health and Human Services 7/2002, pp. A34 ) The DiLorenzo Tricare Health Clinic at the Pentagon and the Rader Clinic at nearby Fort Myer are unable to establish reliable communications. Reportedly, “Hospitals and clinics could not be informed about the flow of casualties, and perhaps more damaging, communication between the fire and rescue and the emergency medical elements on-site was severely impaired.” (Goldberg et al. 2007, pp. 114) Officer Aubrey Davis of the Pentagon police heads to the crash site with Defense Secretary Donald Rumsfeld immediately after the Pentagon is hit. He receives frantic pleas over his radio, regarding Rumsfeld’s whereabouts. But, as Davis later recalls, “the system was overloaded, everyone on the frequency was talking, everything jumbled, so I couldn’t get through and they went on asking” (see (9:38 a.m.-10:00 a.m.) September 11, 2001). (Cockburn 2007, pp. 1-2) Cellular and landline telephone communications remain “virtually unreliable or inaccessible during the first few hours of the response.” But later on, in the afternoon, Verizon technicians and Secret Service technical staff install portable cellular towers at the Pentagon, and this significantly increases cell phone access. (US Department of Health and Human Services 7/2002, pp. C36 ) Communications problems are experienced not just around the Pentagon but also in the broader Washington area, with some senior government officials being affected (see (After 8:55 a.m.) September 11, 2001). (Verton 2003, pp. 149)
From the White House Situation Room, counterterrorism “tsar” Richard Clarke gives the instruction for fighter jets to establish patrols over all major US cities. Clarke has been talking with the FAA over the White House video conference, and his deputy, Roger Cressey, has just announced that a plane hit the Pentagon. According to his own recollection, Clarke responds: “I can still see [Defense Secretary Donald] Rumsfeld on the screen [for the Pentagon], so the whole building didn’t get hit. No emotion in here. We are going to stay focused.” He orders Cressey: “Find out where the fighter planes are. I want combat air patrol over every major city in this country. Now.” (Clarke 2004, pp. 7-8; Australian 3/27/2004) A combat air patrol (CAP) is an aircraft patrol over a particular area, with the purpose of intercepting and destroying any hostile aircraft before they reach their targets. (US Department of Defense 4/12/2001) It is unclear how long it takes for CAPs to be formed over all major cities, as Clarke requests. At 9:49, NORAD Commander Ralph Eberhart will direct all the US’s air sovereignty aircraft to battle stations (see 9:49 a.m. September 11, 2001), but bases have reportedly been calling into NORAD and asking for permission to send up fighters since after the second WTC crash (see (After 9:03 a.m.) September 11, 2001). (Scott 6/3/2002; 9/11 Commission 6/17/2004) At around 11:00 a.m. Eberhart will implement a plan called SCATANA, which clears the skies and gives the military control over US airspace (see (11:00 a.m.) September 11, 2001). Secretary of Defense Donald Rumsfeld heads for the crash site immediately after the Pentagon is hit. At the time of the attack, Rumsfeld is in his office proceeding with his regularly scheduled CIA briefing, despite being aware of the two attacks on the World Trade Center earlier on. Waiting outside his door is Officer Aubrey Davis of the Pentagon police, who is assigned to the defense secretary’s personal bodyguard and has come of his own initiative to move Rumsfeld to a better-protected location. According to Davis, there is “an incredibly loud ‘boom,’” as the Pentagon is struck. Just 15 or 20 seconds later, Rumsfeld walks out of his door looking composed, having already put on the jacket he normally discards when in his office. Davis informs him there is a report of an airplane hitting a section of the Pentagon known as the Mall. Rumsfeld sets off without saying anything or informing any of his command staff where he is going, and heads swiftly toward the Mall. Davis accompanies him, as does Rumsfeld’s other security guard Gilbert Oldach, his communications officer, and the deputy director of security for the secretary’s office. Finding no sign of damage at the Mall, Davis tells Rumsfeld, “[N]ow we’re hearing it’s by the heliport,” which is along the next side of the building. Despite Davis’s protests that he should head back, Rumsfeld continues onward, and they go outside near where the crash occurred. (Cockburn 2007, pp. 1-2; Goldberg et al. 2007, pp. 130; Democracy Now! 3/7/2007) The Pentagon was hit on the opposite site of the huge building to Rumsfeld’s office. (Aldinger 9/11/2001) Assistant Secretary of Defense for Public Affairs Victoria Clarke will say that Rumsfeld is “one of the first people” to arrive at the crash scene. (Clarke 9/15/2001) He spends a brief time there (see Between 9:38 a.m. and 10:00 a.m. September 11, 2001), before returning to the building by about 10:00 a.m., according to his own account (see (10:00 a.m.-10:30 a.m.) September 11, 2001). (9/11 Commission 3/23/2004) Rumsfeld will later justify his actions following the attack, saying, “I was going, which seemed to me perfectly logically, towards the scene of the accident to see what could be done and what had happened.” (Rumsfeld 8/12/2002) As journalist Andrew Cockburn will point out, though, “[T]he country was under attack and yet the secretary of defense disappears for 20 minutes.” (C-SPAN 2/25/2007) John Jester, the chief of the Defense Protective Service, which guards the Pentagon, will criticize Rumsfeld for heading to the crash scene at this time. He will say: “One of my officers tried to stop him and he just brushed him off. I told [Rumsfeld’s] staff that he should not have done that. He is in the national command authority; he should not have gone to the scene.” (Jester 10/19/2001 ) The numerous reports of Rumsfeld going outside to the crash scene are apparently contradicted by counterterrorism “tsar” Richard Clarke. In his 2004 book Against All Enemies, Clarke will give the impression that Rumsfeld never leaves a video conference for very long after the Pentagon is hit, except to move from one secure teleconferencing studio to another elsewhere in the Pentagon. (Clarke 2004, pp. 7-9) However, video footage confirms that Rumsfeld does indeed go to the crash site. (CNN 8/17/2002)
Deputy Secretary of Defense Paul Wolfowitz is initially evacuated from the Pentagon after it is attacked but he subsequently returns to the building and joins other senior officials in the National Military Command Center (NMCC). Wolfowitz saw the second crash at the World Trade Center on the television in his office at the Pentagon, but did nothing in response to it and instead continued with a routine meeting (see (9:03 a.m.) September 11, 2001).
Wolfowitz Thought the Pentagon Attack Was an Earthquake - He was still in his office when the Pentagon was attacked, at 9:37 a.m. (see 9:37 a.m. September 11, 2001). Although his office is on the opposite side of the building to where the attack occurred, he felt the building shake from the impact. He also heard the crash. “I think I heard it, a dull, thud-like noise,” he will later recall. And yet, despite being aware of the crashes at the WTC, he initially thought the shaking was caused by an earthquake, rather than another attack. “I didn’t put the two things together in my mind,” he will comment. He therefore initially did nothing in response. “It was clear something had happened, but it still wasn’t clear that there was anything to do,” he will say.
Wolfowitz Is Evacuated from the Pentagon - Wolfowitz only reacts to the incident when he hears someone saying a bomb has gone off on the other side of the Pentagon and the building needs to be evacuated. By now, alarm bells are sounding and people are streaming out of the building. A Marine sergeant who works outside Secretary of Defense Donald Rumsfeld’s office is anxious to get Wolfowitz away from the Pentagon. The deputy secretary of defense is therefore evacuated from the building and then gathers with others on the parade ground in front of it. After spending about 10 minutes there, he receives the instruction to return to the Pentagon, apparently from someone in Rumsfeld’s office. He therefore gets into his car, is driven to an entrance, and walks into the building. (Wolfowitz 4/19/2002 ; Wolfowitz 4/22/2002; Wolfowitz 5/9/2003)
Wolfowitz Goes to the Command Center - After returning to the Pentagon, Wolfowitz possibly goes to the Executive Support Center on the building’s third floor. Victoria Clarke, the assistant secretary of defense for public affairs, will recall seeing him there sometime after the Pentagon is hit. (Clarke 7/2/2002 ) Wolfowitz will say only that he goes to the NMCC after returning to the Pentagon. The time he arrives there is unstated. Other senior officials with him in the NMCC include Rumsfeld and General Richard Myers, vice chairman of the Joint Chiefs of Staff. In the NMCC, Wolfowitz participates in a secure video conference. (Wolfowitz 4/19/2002 ; Wolfowitz 4/22/2002; Wolfowitz 5/9/2003) After spending some time there, he will be flown to Raven Rock, the alternate command center outside Washington, DC (see (11:00 a.m.) September 11, 2001). Immediately after the Pentagon was hit, Defense Secretary Donald Rumsfeld left his office and headed to the crash scene (see 9:38 a.m. September 11, 2001). For the 20 minutes or so that he is gone, others are desperately trying to contact him. Among those seeking Rumsfeld are Stephen Cambone, his closest aide, who is currently in the Pentagon’s Executive Support Center (see Shortly After 9:03 a.m. September 11, 2001), and also the National Military Command Center (see 9:39 a.m. September 11, 2001). Officer Aubrey Davis of the Pentagon police, who is accompanying Rumsfeld, is receiving frantic calls over his radio saying, “Where’s the secretary? Where’s the secretary?” Davis is unable to answer these requests. He later recalls, “I kept saying, ‘We’ve got him,’ but the system was overloaded, everyone on the frequency was talking, everything jumbled, so I couldn’t get through and they went on asking.” A senior White House official, who is in its Situation Room trying to coordinate a response to the attacks, will later angrily condemn Rumsfeld for having been out of touch during such a critical period. He says, “What was Rumsfeld doing on 9/11? He deserted his post. He disappeared. The country was under attack. Where was the guy who controls America’s defense? Out of touch! How long does it take for something bad to happen? No one knew what was happening. What if this had been the opening shot of a coordinated attack by a hostile power? Outrageous, to abandon your responsibilities and go off and do what you don’t need to be doing, grandstanding.” (Cockburn 2007, pp. 2-4; C-SPAN 2/25/2007)
