Jean Charles de Menezes [Source: The Independent]Brazilian Jean Charles de Menezes, 27, is shot seven times in the head and once in the shoulder at Stockwell Tube station, south London. Police had mistaken him for a suicide bomber. Stockwell passenger Mark Whitby describes the scene: “One of them was carrying a black handgun - it looked like an automatic - they pushed him to the floor, bundled on top of him and unloaded five shots into him.” [BBC, 7/22/2005] Initial reports indicate that de Menezes was challenged and refused to obey an order to stop. Metropolitan Police Commissioner Sir Ian Blair says the shooting is “directly linked” to the ongoing London bombs inquiry and manhunt spurred by the previous day’s attempted terror attacks (see July 21, 2005). Other early reports say that de Menezes was wearing a heavy coat despite the fact that it was a very warm day, had vaulted the barrier, and attempted to run onto a Tube train. Later reports contradict all of these claims. In addition, police claim that there is an absence of CCTV footage of the pursuit and shooting. The Independent Police Complaints Commission investigation following the shooting is able to establish a probable timeline of events. A police surveillance team was assigned to monitor the Tulse Hill area where de Menezes lived, as evidence linked it to the July 21 attacks. Upon exiting the building on the day of the shooting, de Menezes was identified as a possible suicide bomber by the surveillance unit and followed to the Tube station. The police were under strict orders not to allow any potential bombers on to a train and so a quick decision was made to perform an armed “hard stop.” The unarmed surveillance officers subsequently had to call in an armed response team. By the time the armed unit arrived, de Menezes, wearing a light denim jacket, had paid for his Tube travel and was walking down towards the train. Eyewitnesses described men leaping the barriers and rushing down the stairs towards the same area. Other witnesses put other possible plainclothes officers on the train, searching for the suspect. Once de Menezes had been spotted, the officers, out of radio contact with their superiors on the surface, made their decision quickly. New training had advised officers that it was crucial not to allow a suspect any time to detonate a device and that shots to the chest could cause a bomb to explode. This training instructed officers to wear plain clothes, not identify themselves until the last possible moment, and to aim for the head. The officers in the Tube station chased de Menezes on to the train, pinned him down and shot him. [Guardian, 8/14/2005] Prime Minister Tony Blair says he is “desperately sorry” about the shooting and expresses Britain’s “sorrow and deep sympathy” to the de Menezes family. He also says the police must be supported in doing their job. London Mayor Ken Livingstone says, “Consider the choice that faced police officers at Stockwell last Friday - and be glad you did not have to take it.” The de Menezes family retain legal counsel and consider suing Scotland Yard. [BBC, 7/25/2005] On November 1, 2007, prosecutors accuse the Metropolitan Police Service of “shocking and catastrophic error” during a trial at London’s Old Bailey Central Criminal Court. They say that police had criminally endangered the public, first by allowing a man they believed was a bomber to board an underground train, then by shooting him at point blank range. A jury convicts the police of a single charge of breaching health and safety rules which require it to protect the public. Judge Richard Henriques says “No explanation has been forthcoming other than a breakdown in communication. It’s been clear from the evidence that the surveillance team never positively identified Mr. De Menezes as a suspect.” The force is fined £175,000 and ordered to pay legal costs of £385,000. No individual officers are punished over the shooting, the Crown Prosecution Service having decided last year there was insufficient evidence to charge any individual with crimes. Police Chief Sir Ian Blair faces calls to resign, including from the opposition Conservative and Liberal Democrat parties. He is however supported by Prime Minister Gordon Brown. Interior Minister Jacqui Smith says “The Commissioner and the Metropolitan Police remain in the forefront of the fight against crime and terrorism. They have my full confidence and our thanks and support in the difficult job that they do.” Blair says the conviction does not represent “systemic failures” in the police force and that he will not quit over events “of a single day in extraordinary circumstances.” The de Menezes family’s representatives say they are pleased at the conviction but call for an open inquest at which they could present evidence, and for manslaughter charges to be brought against individual officers. [Reuters, 11/1/2007] A week later, renewed calls for Blair’s resignation come from the Independent Police Complaints Commission, who find he was responsible for “avoidable difficulty” following the killing of de Menezes. The report reveals that prosecutors considered and rejected murder charges against the two officers who fired the fatal shots, as well as charges of gross negligence against Assistant Metropolitan Police Commissioner Cressida Dick, who was in charge of the operation. IPCC chairman Nick Hardwick says “Very serious mistakes were made that could and should have been avoided. But we have to take the utmost care before singling out any individual for blame.” The report highlights a series of failings, including poor communication between officers and Blair’s initial attempts to block inquiries into the shooting. The Taliban’s former chief spokesman, Mullah Mohammad Is’haq Nizami, reveals that talks are being held between Afghan President Hamid Karzai’s government and key lieutenants of former Taliban leader Mullah Omar. Mullah Nizami says that he has been relaying messages for months from Kabul to Mullah Omar’s aides in the Quetta Shura, the Taliban’s ruling council based in Pakistan. The Quetta Shura is thought to be responsible for orchestrating attacks across the border in Kandahar and Helmand provinces, Afghanistan. The disclosure contradicts British Prime Minister Gordon Brown’s carefully worded statement to Parliament a day earlier insisting that no negotiations would be held with Taliban leaders. “We are not negotiating with the leadership, but we want to support President Karzai in his efforts at reconciliation. If he is successful in bringing across those members of the insurgency who then declare that they will give up fighting and support democracy and be part of the system, then these are efforts at reconciliation that are important to the future of the whole country,” Brown states during a session of prime minister’s questions. Mullah Nizami, who also ran the regime’s radio station Voice of Sharia until 2001, says that the negotiations aim to isolate Mullah Omar by wooing his lieutenants in the Quetta Shura. “Karzai is trying to get the 18 people in the Quetta Shura. If he succeeds it will be a defeat for Mullah Omar. The Taliban and the government are tired of fighting and they want to negotiate,” he says. Nizami fled to Pakistan in 2001 when the Taliban regime collapsed, but returned to Kabul under an ongoing reconciliation programme in an effort to open talks. Mullah Nazimi further explains that the Taliban want to take part in the Afghan government, want sharia law instituted, and want the withdrawal of international forces. The Belfast Telegraph reports that talks will continue “under the table” until the two sides can agree on something warranting a public announcement. The Independent reports that the British government was prepared to admit that the talks between the Afghan government and the Taliban had taken place and that dialogue should be opened with Taliban leaders, but Gordon Brown changed his mind just before prime minister’s questions on December 12, denying any negotiations with Taliban leadership. Brown’s denial is further contradicted by a report that British MI6 agents had engaged in secret talks with the Taliban and other Afghan insurgent leaders in Helmand Province earlier this summer (see Summer 2007). Since Britain has withdrawn its troops from the Iraqi city of Basra, attacks against British and Iraqi forces have dropped by 90%, according to the commander of British forces in southern Iraq. Major General Graham Binns says that the reason for the drop is simple: the presence of British forces in downtown Basra was the single largest instigator of violence. “We thought, ‘If 90 percent of the violence is directed at us, what would happen if we stepped back?’” Binns says. Britain’s 5,000 troops pulled out of their barracks—in a palace built for the use of former dictator Saddam Hussein—in early September, and instead set up a garrison at an airport on the edge of the city. Since the pullback, Binns says, there has been a “remarkable and dramatic drop in attacks.… The motivation for attacking us was gone, because we’re no longer patrolling the streets.” Last spring, British forces waged relentless and bloody battles with Shi’ite militias through the streets of central Basra. British forces have now left the in-town patrols to Iraqi forces, who, Binns says, can now handle the remaining problems in the city. By the middle of December, British troops will return control of Basra province back to Iraqi officials, formally ending Britain’s combat role in the area. Binns says, “We’ve been in that de facto role since we moved out of the palace… but we hope the transfer will symbolize the end of a period many in Basra city perceived as occupation.” Binns says he and other British military officials were surprised that the expected spike in what is termed “intra-militia violence” after the pullback never occurred. Binns says the Mahdi Army, the Shi’ite militia led by cleric Moqtada al-Sadr, is “all powerful” in Basra. The rival Badr Brigade, tied to Iraq’s largest Shi’ite party, the Supreme Islamic Iraqi Council, will not openly challenge the Mahdis in the city. Britain’s troop levels have steadily declined from a high of 46,000 in March 2003 to about 5,000 now. [Associated Press, 12/15/2007]
British Prime Minister Gordon Brown confirms that talks are taking place to secure a private sale of ailing mortgage bank Northern Rock. However, he also says he has not ruled out the possibility of nationalizing the bank. [BBC, 8/5/2008]
British Chancellor Alistair Darling rejects two bids to keep troubled lender Northern Rock in private hands and says the bank will be nationalized. Darling says that both bids would require a “very significant implicit subsidy” from the taxpayer, so the bank is to be placed into a “temporary period of public ownership.” Ron Sandler, a banking executive sounded out by the government in advance (see January 12, 2008), is placed in charge of the now state-owned bank. [Daily Telegraph, 2/26/2008; BBC, 8/5/2008] Shares in Northern Rock are suspended from trading the next day. Darling says the nationalized bank will operate “at arm’s length” from the government. Prime Minister Gordon Brown says the decision to nationalize is “the right move at the right time” and is one which “protects savers” and is in “the best interests of taxpayers.” Conservative Party shadow chancellor George Osborne tells MPs that Darling “is a dead man walking” and Conservative leader David Cameron demands Darling be fired over his handling of the nationalization. Sandler says it will take years for the bank to pay back its loans from the taxpayer, but declines to comment on potential job losses. [BBC, 8/5/2008]
Following the seizure of two Icelandic banks by that country’s government (see October 7, 2008), the British government invokes anti-terrorism legislation to seize Icelandic assets in Britain. Iceland’s Prime Minister Geir Haarde criticizes Britain, saying he is upset and shocked that it has used “hostile” anti-terrorism legislation to freeze Icelandic banks’ assets. However, British Prime Minister Gordon Brown condemns Iceland’s handling of the collapse of its banks and its failure to guarantee British savers’ deposits. He says Iceland’s policies are “effectively illegal” and “completely unacceptable.” Iceland will later threaten legal action against Britain. [BBC, 2/2/2009]
Afghan President Hamid Karzai reportedly briefs British Prime Minister Gordon Brown on talks his government has been holding with Taliban representatives on ways to work together to end the conflict in Afghanistan. The Independent discloses that Karzai’s government has also been holding secret talks with Gulbuddin Hekmatyar through members of his family, which is consistent with news published early the following year (see February 2009). Karzai is visiting London after meetings in New York with King Abdullah of Saudi Arabia and Pakistani President Asif Ali Zardari, figures who have also been involved in the ongoing Afghan government-Taliban insurgent dialogue. In September, the Saudi King sponsored talks between the Afghan government and emissaries of the Taliban and other insurgent groups, including representatives of Hekmatyar, at a series of confidential meetings held in Saudi Arabia and Pakistan (see Between September 24 and 27, 2008). The British government continues to publicly deny any involvement in negotiations or direct contact with the Taliban and other insurgents while encouraging the Afghan government to reach out to moderate elements of the insurgency and the Taliban. Two British High Court judges rule against releasing documents describing the torture and abuse of Guantanamo detainee Binyam Mohamed (see May-September, 2001). The judges cite threats from the US government as shaping their decision, saying that the US had threatened to withhold intelligence cooperation from Britain if the information on Mohamed’s treatment were made public.
Confession through Torture, Detainee Alleges - Mohamed is a British resident who was arrested in Pakistan in 2002 (see September 2001 - April 9, 2002). He was initially charged with planning a “dirty bomb” attack in the US (see November 4, 2005); those charges were later dropped (see October-December 2008), but he has allegedly confessed to being an al-Qaeda operative and remains in detention without charges. Mohamed says that the confession was tortured out of him during his detention in secret prisons in Pakistan (see April 10-May, 2002 and May 17 - July 21, 2002), Morocco (see July 21, 2002 -- January 2004), and Afghanistan (see January-September 2004), and later in Guantanamo. During his incarcerations at these various prisons, he says he was beaten, deprived of sleep, and had his genitals cut with a scalpel. Mohamed’s attorneys argue that he has committed no crime and is a victim of torture and rendition by US officials, with British cooperation (see February 24, 2009). Judges, Lawmakers 'Dismayed' at US Threats - In their decision, Judges John Thomas and David Lloyd Jones write, “We did not consider that a democracy governed by the rule of law would expect a court in another democracy to suppress a summary of the evidence… relevant to allegations of torture and cruel, inhumane, or degrading treatment, politically embarrassing though it might be.” [Washington Post, 2/5/2009] They are dismayed that “there would be made a threat of the gravity of the kind made by the United States government, that it would reconsider its intelligence-sharing relationship” with Britain, one of its closest allies, if the British government made the summary public. [Los Angeles Times, 2/5/2009] They warn that a US withdrawal from intelligence-sharing could “inflict on the citizens of the United Kingdom a very considerable increase in the dangers they face at a time when a serious terrorist threat” remains. Conservative member of parliament David Davis tells the House of Commons, “The government is going to have to do some pretty careful explaining about what’s going on.” It is absolutely inappropriate for the US to have “threatened” the British government, Davis says: “The ruling implies that torture has taken place in the Mohamed case, that British agencies may have been complicit, and further, that the United States government has threatened our High Court that if it releases this information the US government will withdraw its intelligence cooperation with the United Kingdom.… Frankly, it is none of their business what our courts do.”
Lawyer Objects - Clive Stafford Smith, Mohamed’s attorney, says that by not disclosing the evidence, Britain is guilty of “capitulation to blackmail.… The judges used the word ‘threat’ eight times. That’s a criminal offense right there. That’s called blackmail. Only the Mafia have done that sort of stuff.” Smith continues: “It is hardly Britain’s finest hour. As the judges say, it is up to President Obama to put his money where his mouth is. He must repudiate his predecessor’s reprehensible policy.”
Prime Minister Knows Nothing of Threats - Officials in Prime Minister Gordon Brown’s office say they know nothing of any threats from Obama officials. “We have not engaged with the new administration on the detail of this case,” says a Brown spokesman. But British Foreign Secretary David Miliband notes: “Matters regarded as secret by one government should be treated as secret by others. For it to be called into question would pose a serious and real risk to continuing close intelligence-sharing with any government.” Miliband notes that the British government has made “strenuous efforts” to have Mohamed released (see August 2007). ACLU Asks for Clarification - The American Civil Liberties Union (ACLU) has sent a letter to Secretary of State Hillary Clinton, asking that she clarify the Obama administration’s position on the Mohamed case and to reject what it described as the Bush administration’s policy of using false claims of national security to avoid judicial review of controversial programs. According to ACLU head Anthony Romero, “The latest revelation is completely at odds with President Obama’s executive orders that ban torture and end rendition, as well as his promise to restore the rule of law.” State Department spokesman Robert Wood refuses to comment on the judges’ statement, saying, “It’s the first I’ve heard of it.” [Washington Post, 2/5/2009; Los Angeles Times, 2/5/2009]

European Union Leaders hold an emergency summit in Brussels, saying they are determined to avoid protectionist moves in response to the economic crisis that might cause a rift between nations in the East and West. The summit comes on the heels of French President Nicolas Sarkozy’s pledge to help his nation’s car industry, if jobs were safeguarded in France. Sarkozy’s pledge raised fears that national protectionism could scuttle hopes of a Eurozone recovery. Speaking after their meeting, European Commission President Jose Manuel Barroso says, “There was consensus on the need to avoid any unilateral protectionist measures.” German Chancellor Angela Merkel says that the newest EU member states that are former communist countries were not all in the same situation. Czech Republic Prime Minister Mirek Topolanek, the current EU president who also chairs the talks, condemns Sarkozy’s comments, saying: “We need a Europe without barriers but also a just and fair Europe. I think that it was perfectly clear that the European Union isn’t going to leave anybody in the lurch.” British Prime Minister Gordon Brown adds: “Today was the start of a European consensus on all these major issues that are facing the world community, including ‘no’ to protectionism. Bold global action, a global grand bargain, is not now just necessary, but it is vitally urgent.” President Sarkozy denies accusations of protectionism levied at his €6 billion (approximately $8 billion) bail-out plan to keep French carmakers manufacturing in France, but says that if the US defended its own industries, perhaps Europe should do the same. There is no announcement of a new EU aid package for the badly-hit economies of Central and Eastern Europe. The summit comes a week after the same EU leaders met to discuss reforming the EU’s financial system. Brown says the G20 talks next month represent an opportunity to agree on a new deal. “Only by working together will we deliver the EU and international recovery we need,” he says. This week, Brown will become the first European leader to hold talks with President Obama, who is also expected to visit Prague in April. [BBC, 3/1/2009]
The jobless rate in Britain climbs to its highest level since 1995, according to the Office of National Statistics in London. The number of people out of work hits 2.47 million, while unemployment claims rise to 1.61 million for the month of July. Data recently released by the statistics office indicate that unemployment through July rose to 7.9 percent, the most since 1996, compared to the European Union’s latest figure of 9.5 percent, 9.7 percent in the US, and 5.7 percent in Japan. Bank of England Governor Mervyn King says that even after the economy stops shrinking, households will continue feeling the recession’s pain, since “unemployment is either going to continue rising or remain high.” As much as £175 billion ($288 billion) is being printed to aid economic growth and avoid deflation. “If anything, the UK economy is only just emerging from recession, and this is a lagging indicator,” says economist Philip Shaw of London’s Investec Securities. “We’re looking at unemployment peaking towards the middle of next year. Things are likely to improve at a slow rate, but it’s likely to remain uncomfortable for a long time.” Employment minister Jim Knight tells BBC News: “Unemployment still remains a real problem for families up and down the country. We’ve got to keep the support going and not be tempted to celebrate the recovery.” In speaking on the recovery, Prime Minister Gordon Brown—up for re-election in 2010—says the economic rebound “is still fragile” and stimulus programs that boost the economy should be maintained. “There are no signs of recovery here,” Trades Union Congress General Secretary Brendan Barber says. “It might look rosier in city dealing rooms but, out in the real world, unemployment is the number one issue.” [Bloomberg, 9/16/2009]
Group of 8 (G-8) leaders from across the globe release a statement from their meeting in L’Aquila, Italy, saying that economic recovery from the worst recession since World War II is too frail for them to consider repealing efforts to infuse money into the economy. US President Barack Obama, British Prime Minister Gordon Brown, European Commission President Jose Barroso, German Chancellor Angela Merkel, Canadian Prime Minister Stephen Harper, French President Nicolas Sarkozy, Japanese Prime Minister Taro Aso, Italian Prime Minister Silvio Berlusconi, and Russian President Dmitriy Medvedev assembled for the annual gathering where Obama pressed to maintain an open door for additional stimulus actions. A new drop in stocks generated global concern that, to date, the $2 trillion already sunk into economies had not provided the economic bump that would bring consumers and businesses back to life. “The G-8 needed to sound a second wakeup call for the world economy,” Brown told reporters after the gathering’s opening sessions. “There are warning signals about the world economy that we cannot ignore.” A G-8 statement embraces options ranging from a second US stimulus package—advocated by some lawmakers and economists—to an emphasis by Germany on shifting the focus to deficit reduction.
What Next? - Disagreements over what to do next, as well as calls from developing nations to do more to counteract the slump, emphasize that the Group of 8 has little if any room to maneuver, since the largest borrowing binge in 60 years has, so far, failed to stop rising unemployment and has left investors doubting the potency of the recovery. Even as G-8 leaders held their first meeting, the Morgan Stanley Capital International (MSCI) World Index of stocks continued a five-day slide, and the 23-nation index had dropped 8 percent since its three-month rally that ended on June 2. The International Monetary Fund (IMF) upgraded its 2010 growth forecast, saying the rebound would be “sluggish,” and urged governments to stay the course with economic stimuli. The IMF also said that emerging countries such as China would lead the way, with an expansion of 4.7 percent in 2010, up from their April prediction of 4 percent. “It’s a very volatile situation,” said European Commission President Barroso in a Bloomberg Television interview from L’Aquila. “We are not yet out of the crisis, but it seems now that the free fall is over.”
Exit Strategems Discussion - “Exit strategies will vary from country to country depending on domestic economic conditions and public finances,” the leaders conclude, but deputy US National Security Adviser Mike Froman tells reporters, “There is still uncertainty and risk in the system.” Froman says that although exit strategies should be drawn up, it’s not “time to put them into place.” The IMF forecasts that, in 2014, the debt of advanced economies will explode to at least 114 percent of US gross domestic product because of bank bailouts and recession-battling measures. German Chancellor Merkel, campaigning for re-election in September and the leading opponent of additional stimulus, warned against burgeoning budget deficits, which the IMF has predicted will rise to an average of 6 percent of the EU’s 2009 gross domestic product, from 2.3 percent in 2008. At last month’s European Union summit, Merkel pushed through a statement that called for “a reliable and credible exit strategy,” and insisted, “We have to get back on course with a sustainable budget, but with the emphasis on when the crisis is over.” [G8 Summit 2009, 7/2/2009; Bloomberg, 7/9/2009]

With President Obama serving as chairman, the United Nations Security Council collectively approves Resolution 1887 to decrease withdrawals from the Nuclear Nonproliferation Treaty. The measure also decreases the opportunity for civilians to divert nuclear resources for the development of sophisticated weaponry. Although they are not specifically mentioned, it is believed that the resolution is to ensure compliance by countries such as North Korea and Iran, each of which has either banned inspectors or rigorously restricted their access. “The resolution is not about singling out nations,” Obama says. “We must demonstrate that international law is not an empty promise, and that treaties will be enforced.” Officials of the Obama administration say that the resolution will not become binding unless and until the Security Council takes steps to subject nuclear exports to supplementary restrictions. Britain’s Prime Minister Gordon Brown, as well as France’s President Nicolas Sarkozy, say that current sanctions against Iran and North Korea are inadequate, and ask the council for “far tougher sanctions” against Iran. Sarkozy says, “What I believe is that if we have the courage to affirm and impose sanctions on those who violate resolutions of the Security Council, we will be lending credibility to our commitment to a world with fewer nuclear weapons and ultimately with no nuclear weapons.”
"A World without Nuclear Weapons" - During his opening speech, Obama describes his vision of “a world without nuclear weapons,” as reflected in the text of Resolution 1887. He says the resolution “revitalized” the Security Council’s commitment to a world without nuclear weapons, while reaffirming nuclear proliferation as a threat to global peace and security. “We harbor no illusions about the difficulty of attaining such a world,” Obama notes, “but there will also be days like today that push us forward—days that tell a different story.”
Rare Security Council Session - Today’s session is unusual in that it is only the fifth time the Security Council has held a summit-level meeting since the founding of the United Nations in 1945. Obama, as chairman, makes history as the first US president to head a UN Security Council session.
US and Russia Meet - The day before, Obama met with Russia’s President Dmitri Medvedev for the first time since he announced that former President George W. Bush’s Eastern Europe missile defense program would be replaced by a system that Moscow sees as less menacing. Although Obama administration officials publicly deny that the missile defense replacement decision was a result of quid pro quo, for the first time, Medvedev indicates that his country would be agreeable to repeated American requests for drastically tougher Iran sanctions, should the October nuclear talks scheduled with Iran fail. “I told His Excellency Mr. President that we believe we need to help Iran to take a right decision,” Medvedev says. “Sanctions rarely lead to productive results, but in some cases, sanctions are inevitable.”
