In it, Kissinger argues against a unilateral preemptive strike against Iraq without first creating a new international security framework that allows for nations to conduct preemptive strikes only under specific limited conditions. Otherwise, Kissinger argues, such an action would set a dangerous precedent that other nations might attempt to use in justifying their own policies.
