Iraqi Ambassador to the UN Mohammed Al-Douri delivers a 9-page letter from Baghdad to UN Secretary-General Kofi Annan’s office agreeing to comply with UN Resolution 1441 (see November 8, 2002)—without conditions. According to the ambassador, “The letter says that Iraq accepts the resolution, and accepts the return of inspectors. There are no conditions, no reservations.
