[Source: Larry Downing / Reuters]Representative John Murtha (D-PA), one of the most conservative and hawkish Democrats in the House of Representatives and a longtime supporter of the military, stuns opponents and fellow Democrats alike by calling for the immediate withdrawal of US troops from Iraq. Fighting back tears, Murtha, a former US Marine and a decorated Vietnam veteran, says the troops in Iraq suffer from poor equipment and low morale. Moreover, the troops’ presence there now serves as an impediment to Iraqi progress towards stability and self-governance. The war is “a flawed policy wrapped in illusion,” he says, and adds, “Our troops have become the primary target of the insurgency.” Islamic insurgents “are united against US forces, and we have become a catalyst for violence.… I resent the fact, on Veterans Day, [Bush] criticized Democrats for criticizing them. This is a flawed policy wrapped in illusion. The American public knows it. And lashing out at critics doesn’t help a bit. You’ve got to change the policy.… It’s time to bring [the soldiers] home.” Murtha submits a bill to compel the withdrawal of troops as soon as feasible (see November 17, 2005). Congressional Republicans counter with accusations of cowardice (see November 18-21, 2005) and even siding with terrorists over their country. Speaker of the House Dennis Hastert (R-IL) says: “Murtha and Democratic leaders have adopted a policy of cut and run. They would prefer that the United States surrender to the terrorists who would harm innocent Americans.”
Democratic Leaders Cautious - Democratic leaders such as House Minority Leader Nancy Pelosi (D-CA) and campaign chairman Rahm Emanuel (D-IL) react cautiously to Murtha’s call for withdrawal. Pelosi has privately said that she will call for a complete withdrawal of troops in 2006, but does not yet join Murtha in his call for withdrawal, merely saying that he deserves to have “his day.” Emanuel is even more cautious, saying, “Jack Murtha went out and spoke for Jack Murtha.” As for Iraq policy, Emanuel says, “At the right time, we will have a position.”
Mishandling of Intelligence - Murtha joins with other Democrats in accusing the administration of deliberately misrepresenting intelligence about Iraq’s WMD and its connections to al-Qaeda. Vice President Cheney has called such accusations “dishonest and reprehensible.” President Bush responds: “I expect there to be criticism. But when Democrats say that I deliberately misled the Congress and the people, that’s irresponsible. They looked at the same intelligence I did, and they voted—many of them voted—to support the decision I made.… So I agree with the vice president.” Asked about the comments, Murtha retorts, “I like guys who got five deferments and [have] never been there and send people to war, and then don’t like to hear suggestions about what needs to be done.” Cheney received five deferments during the Vietnam War which allowed him to sit out the war; Bush was a Texas Air National Guardsman who did not leave the country during that war. Other Democrats say that they were themselves misled about the intelligence on Iraq’s WMD.
Angry Rhetoric from Both Sides - The White House issues a statement in response to Murtha’s call for a pullout, declaring that Murtha is “endorsing the policy positions of [liberal filmmaker] Michael Moore and the extreme liberal wing of the Democratic Party.” Senator Edward Kennedy (D-MA) responds that Bush and Cheney “have begun a new campaign of distortion and manipulation. Because of the polls showing that Americans have lost trust in the president and believe he manipulated intelligence before the war, the president and vice president have abandoned any pretense of leading this country and have gone back on the campaign trail.” They could not find weapons of mass destruction, Kennedy says, and “they can’t find the truth, either.” Kennedy’s Senate colleague Ted Stevens (R-AK) responds by accusing Kennedy and other Democrats of attempting to “undermine the people standing abroad by repeatedly calling [Bush] a liar.” House Republican Geoff Davis says Murtha’s statements are “shameful.” House Armed Services Committee Chairman Duncan Hunter (R-CA) says that if the US does not prevail in Iraq, it will invite another 9/11-type attack: “Four years have expired without a second attack on our homeland because we’ve aggressively projected America’s fighting forces in the theaters in Afghanistan and Iraq.” Senate Minority Leader Harry Reid (D-NV) counters that the White House has “shamelessly decided to play politics” over Iraq. “We need a commander in chief, not a campaigner in chief,” Reid says. “We need leadership from the White House, not more whitewashing of the very serious issues confronting us in Iraq.” [Washington Post, 11/18/2005; New York Times, 11/18/2005; New York Sun, 11/18/2005]

'No Deal' - Rove’s lawyer Robert Luskin says that he negotiated no deals with Fitzgerald to spare his client from prosecution: “There has never, ever been any discussion of a deal in any way, shape, or form.” [Jeralyn Merritt, 6/13/2006]
'A Chapter that Has Ended' - The decision follows months of wrangling between Fitzgerald’s team and Luskin. Neither Fitzgerald nor Luskin give any details about the issues and actions behind the decision, but Luskin says, “We believe that the special counsel’s decision should put an end to the baseless speculation about Mr. Rove’s conduct.” Rove spokesman Mark Corallo says that Rove made no deals with Fitzgerald to cooperate with the investigation, and that the decision is based solely on Fitzgerald’s findings. President Bush says of the news: “It’s a chapter that has ended. Fitzgerald is a very thorough person. I think he’s conducted his investigation in a dignified way. And he’s ended his investigation.… There’s still a trial to be had. And those of us involved in the White House are going to be very mindful of not commenting on this issue.” Christopher Wolf, a lawyer for Plame Wilson and her husband, Joseph Wilson, says that the couple is considering filing a civil suit against Rove. “The day still may come when Mr. Rove and others are called to account in a court of law for their attacks on the Wilsons,” Wolf says. Rove 'Elated' - Corallo describes Rove as “elated” over the news. Legal analyst Andrew Cohen says: “Prosecutors have ethical obligations not to indict someone when they don’t think they can win at trial and I suspect that may be what happened here. For whatever reason Fitzgerald the prosecutor didn’t believe he could take a case against Rove to a jury and win it.” [CBS News, 6/13/2006]
A Variety of Responses - Democratic National Committee (DNC) chairman Howard Dean says of Rove: “He doesn’t belong in the White House. If the president valued America more than he valued his connection to Karl Rove, Karl Rove would have been fired a long time ago. So I think this is probably good news for the White House, but it’s not very good news for America.” [Associated Press, 6/13/2006] “The notion of the leak and the overall White House involvement, that ain’t over,” says Representative Rahm Emanuel (D-IL). “Obviously, we know that ‘Scooter’ Libby is not Karl Rove. But you have the vice president of the United States involved, or at least his office was involved.” Representative Henry Waxman (D-CA) says that Fitzgerald’s decision not to prosecute Rove should trigger a Congressional investigation into whether Rove mishandled classified information when he discussed Plame Wilson with reporters. Though Fitzgerald conducted a “narrow” criminal invesigation, Waxman says, Congress should examine the broader issue of whether Rove deserved to keep his high-level security clearance (see July 13, 2005). [Los Angeles Times, 6/14/2006] The Republican National Committee (RNC) circulates quotes from Democratic lawmakers attacking Rove under the headline of “Wrong Again: Prejudging Karl Rove Is Latest Example of Democrats’ Overheated Rhetoric and False Statements.” “What you had in this case was an unbelievable example of misjudgment for political purposes by leading Democrats,” says RNC chairman Ken Mehlman. He adds that the entire Rove imbroglio is just an example of how Democrats “rush to judgment.” Democratic leaders “owe [Rove] an apology,” Mehlman says. [Washington Post, 6/13/2006; Los Angeles Times, 6/14/2006] Plame Wilson and her husband, former ambassador Joseph Wilson, are deeply disappointed at the decision. In 2007, Plame Wilson will write: “It was hard to process that someone who had appeared before a grand jury five times (see April 26, 2006), and had admitted that he had spoken to Robert Novak and Matt Cooper in the week before my name was published (see July 8, 2003, July 8 or 9, 2003, and 11:00 a.m. July 11, 2003), would face no consequences for his actions.… While our faith in Fitzgerald’s skills and integrity remained unshaken, we couldn’t help but wonder, along with everyone else, what the special prosecutor had received or heard from Rove to prompt his decision.” [Wilson, 2007, pp. 250] Criminal defense lawyer Jeralyn Merritt, writing for the progressive blog TalkLeft, writes that she believes Rove has “cooperated with Fitzgerald by testifying to the grand jury five times and providing whatever information he had without a safety net. Without a 5k. Without assurances he would not be indicted. That’s a hell of a risk, but Luskin pulled it off. My hat’s off to Luskin.… I’m ready to put this to bed. Karl Rove walked. He’s one of the rare subjects of an investigation who was able to talk his way out of an indictment.” [Jeralyn Merritt, 6/13/2006] Former prosecutor and blogger Christy Hardin Smith, writing for the progressive blog FireDogLake, writes: “If Luskin is coming out and saying publicly that they got a letter from Pat Fitzgerald which says that Rove will not be charged, there are two things that I want to see and know: (1) what does the letter actually say, word for word; and (2) does it say something along the lines of ‘Please thank Karl for his cooperation in this matter.’” Smith adds: “Patrick Fitzgerald and his team are career professionals. You do not charge someone with a criminal indictment merely because they are scum. You have to have the evidence to back up any charges—not just that may indicate that something may have happened, but you must have evidence that criminal conduct occurred and that you can prove it. You charge the evidence you have, you try the case you can make, and you don’t go down a road that will ultimately be a waste of the public’s money and time once you have ascertained that the case is simply not there. It doesn’t mean that you don’t think the SOB that you can’t charge isn’t a weasel or guilty as hell, it just means that you can’t prove it. (And, fwiw [for what it’s worth], those times are the worst of your career, because you truly hate to let someone go when you know in your gut they’ve done something wrong.)” [Christy Hardin Smith, 6/13/2006]

House Democratic Caucus chairman Rahm Emanuel (D-IL) says that if Vice President Dick Cheney does not accept that his office is an “entity within the executive branch,” then taxpayers should not finance his executive expenses. Cheney has refused to comply with executive branch rules governing disclosure of classification procedures by claiming that the vice president is part of the legislative branch as well as the executive (see 2003). Cheney needs to make up his mind one way or the other, Emanuel says, and live with the consequences. Cheney spokeswoman Lea Ann McBride retorts that Emanuel “can either deal with the serious issues facing our country or create more partisan politics.” In response to a letter from Henry Waxman (D-CA), chairman of the House Oversight Committee, that charges Cheney with refusing to obey a 2003 executive order requiring that all executive offices detail the number of documents they classify or declassify (see June 21, 2007), President Bush has already said that reporting requirements do not cover either his office or Cheney’s. And McBride says that because of Bush’s decision, the question of whether the office is part of the executive or the legislative branch is irrelevant. “The executive order’s intent is to treat the vice president like the president, rather than like an agency” within the executive branch, McBride says. Many Democrats disagree. Senator Dianne Feinstein (D-CA) calls Cheney’s position “the height of arrogance,” and says Emanuel’s proposal “might not be a bad idea.” [USA Today, 6/24/2007]
After saying that if Vice President Dick Cheney does not consider himself entirely part of the executive branch, then taxpayers should not fund his executive branch office (see June 24, 2007), House Democrats led by Rahm Emanuel (D-IL) move to strip federal funding for the Office of the Vice President (OVP). Cheney has said that because the vice president is not strictly part of the executive branch, therefore he and his office are not subject to an executive order mandating disclosure of how many documents his office has classified. President Bush has said that neither his office nor Cheney’s is subject to that order. Emanuel notes that, five years ago, Cheney claimed executive privilege in refusing to release information about oil industry executives during meetings of his Energy Task Force. “Now when we want to know what he’s doing as it relates to America’s national security in the lead-up to the war in Iraq and after the fact, the vice president has declared he is a member of the legislative branch,” Emanuel says. Therefore, “we will no longer fund the executive branch of his office and he can live off the funding for the Senate presidency.” As vice president, Cheney presides over the Senate. [CBS News, 6/27/2007] The federal government, through the executive branch, pays about $4.8 million a year to fund the OVP. [Politico (.com), 6/27/2007] After Cheney’s chief of staff David Addington tacitly admits that Cheney is, after a fashion, part of the executive branch (see June 26, 2007), the Democrats drop their proposal to strip Cheney’s office of executive branch funding.
The Protect America Act (PAA—see August 5, 2007) expires today. Congress has refused to pass a reauthorization of the legislation that contains a provision to grant retroactive immunity to US telecommunications firms to protect them from lawsuits arising from their previous cooperation with government eavesdroppers (see February 5, 2006). President Bush has warned for days that by refusing to reauthorize the bill, Congress is leaving the US “more in danger of attack.” The surveillance elements of the PAA will continue in force for another year after its passage even as the PAA itself expires, so the government’s capability to use electronic surveillance against suspected terrorists and citizens alike continues unabated through August 2008.
Republican Reaction - House Minority Leader John Boehner (R-OH) warns, “This is a grave problem, and the Democrat leaders ought to be held accountable for their inaction.” Senate Minority Leader Mitch McConnell (R-KY) says, “The companies have been waiting for six months for retroactive liability” protection. “They are under pressure from their directors, pressure from their shareholders, and you’re jeopardizing the entire existence of the company by continuing to do this.”
Democratic Reaction - But House Democrats seem to be in no mood to give in to Bush’s rhetoric. Speaker of the House Nancy Pelosi (D-CA) says Bush is “misrepresenting the facts on our nation’s electronic-surveillance capabilities.” “There is no risk the program will go dark,” says Silvestre Reyes (D-TX), chairman of the House Intelligence Committee. Many Democrats accuse the administration of putting the interests of telecom firms over national security—accusations that intensify after Bush’s Director of National Intelligence, Mike McConnell, admitted that the real issue behind the reauthorization is the immunity for telecoms (see February 15-17, 2008). Senator Edward Kennedy (D-MA) says that the entire argument is “nothing more than a scare tactic designed to avoid legal and political accountability and keep Americans in the dark about the administration’s massive lawbreaking.” House member Tim Walz (D-MN) says, “Coming from a military background, I sure don’t downplay that there are threats out there, but the president’s demagoguery on this is the equivalent of the boy crying wolf.” And Rahm Emanuel (D-IL), the head of the House Democratic Caucus, says bluntly: “This is not about protecting Americans. The president just wants to protect American telephone companies.”
Previous Depiction - When the law was signed into effect August 5, 2007, it was portrayed by the White House as “a temporary, narrowly focused statute to deal with the most immediate needs of the intelligence community to protect the country.” Now it is being portrayed by Bush officials as the cornerstone of the nation’s terrorist-surveillance program. The issue is sure to resurface when Congress returns from a week-long break in late February. [Associated Press, 2/14/2008; Washington Post, 2/16/2008]
President Bush, speaking to the Israeli Knesset in Jerusalem on the 60th anniversary of Israel’s founding, accuses Senator Barack Obama (D-IL), the presumptive Democratic presidential nominee, and other Democrats of favoring “appeasement” of terrorists in the same way some Western leaders “appeased” Nazi Germany’s Adolf Hitler in the days before World War II. Bush does not name Obama or any other official specifically, but White House aides soon acknowledge Bush intended the remarks to apply to Obama. Bush tells the Knesset: “Some seem to believe we should negotiate with terrorists and radicals, as if some ingenious argument will persuade them they have been wrong all along. We have heard this foolish delusion before. As Nazi tanks crossed into Poland in 1939, an American senator declared, ‘Lord, if only I could have talked to Hitler, all of this might have been avoided.’ We have an obligation to call this what it is—the false comfort of appeasement, which has been repeatedly discredited by history.… There are good and decent people who cannot fathom the darkness in these men and try to explain their words away. This is natural. But it is deadly wrong. As witnesses to evil in the past, we carry a solemn responsibility to take these words seriously. Jews and Americans have seen the consequences of disregarding the words of leaders who espouse hatred. And that is a mistake the world must not repeat in the 21st century.” CNN calls the remarks “a not-so-subtle attempt to continue to raise doubts about Obama with Jewish Americans,” and a follow-up to similar remarks made by Senator John McCain, the presumptive Republican presidential nominee, who has charged that Obama enjoys the support of Islamic fundamentalist group Hamas. Obama called McCain’s Hamas allegation a “smear” and says of Bush’s remarks: “It is sad that President Bush would use a speech to the Knesset on the 60th anniversary of Israel’s independence to launch a false political attack. It is time to turn the page on eight years of policies that have strengthened Iran and failed to secure America or our ally Israel.… George Bush knows that I have never supported engagement with terrorists, and the president’s extraordinary politicization of foreign policy and the politics of fear do nothing to secure the American people or our stalwart ally Israel.” Obama’s campaign says Obama favors “tough, direct presidential diplomacy with Iran without preconditions, and is willing to meet with the leaders of all nations, friend and foe.” Obama has never said he favors talks with any radical group such as Hamas, which both he and the US State Department have labeled a terrorist organization. Angry Responses from Democratic Lawmakers - The response from Democratic lawmakers, Bush administration critics, and Democratic supporters is quick and angered. One of the harshest responses is from Senator Joe Biden (D-DE), the head of the Senate Foreign Relations Committee and a former presidential contender himself. Biden minces few words by saying: “This is bullsh_t, this is malarkey. This is outrageous, for the president of the United States to go to a foreign country, to sit in the Knesset… and make this kind of ridiculous statement.” Of Bush, Biden says: “He is the guy who has weakened us. He has increased the number of terrorists in the world. It is his policies that have produced this vulnerability that the US has. It’s his [own] intelligence community [that] has pointed this out, not me.” He also notes that Bush’s Defense Secretary, Robert Gates, and Secretary of State Condoleezza Rice have both suggested opening dialogues with their enemies. “If he thinks this is appeasement, is he going to come back and fire his own cabinet?” Biden asks. “Is he going to fire Condi Rice?” Biden later says he regrets the use of the profanity, but then says that Bush is engaging in “long-distance swiftboating” of Obama, referring to Bush’s 2004 campaign strategy of telling false stories about his Democratic challenger Senator John Kerry (D-MA) and Kerry’s Vietnam service. Kerry says that Bush “is still playing the disgusting and dangerous political game Karl Rove perfected, which is insulting to every American and disrespectful to our ally Israel. George Bush should be making Israel secure, not slandering Barack Obama from the Knesset.” Senate Majority Leader Harry Reid (D-NV) says: “Not surprisingly, the engineer of the worst foreign policy in our nation’s history has fired yet another reckless and reprehensible round. For the president to make this statement before the government of our closest ally as it celebrates a remarkable milestone demeans this historic moment with partisan politics.” For a brief time, the White House attempts to deny that Bush was referring to Obama, a denial that Senator Richard Durbin (D-IL) does not believe. “There is no escaping what the president is doing,” he says. “It is an attack on Senator Obama’s position that we should not be avoiding even those we disagree with when it comes to negotiations and diplomacy.” Senator Hillary Clinton (D-NY), also a Democratic presidential contender, says: “President Bush’s comparison of any Democrat to Nazi appeasers is both offensive and outrageous on the face of it, especially in light of his failures in foreign policy. This is the kind of statement that has no place in any presidential address and certainly to use an important moment like the 60th anniversary celebration of Israel to make a political point seems terribly misplaced. Unfortunately, this is what we’ve come to expect from President Bush. There is a very clear difference between Democrats and Republicans on foreign policy and that difference will be evident once we take back the White House.” House Speaker Nancy Pelosi (D-CA) says that Bush’s remarks are “beneath the dignity of the office of the president and unworthy of our representation” at the celebration of Israel’s 60th anniversary. Referring to McCain, Pelosi says, “I would hope that any serious person that aspires to lead the country, would disassociate themselves from those comments.” House Democratic Caucus Chairman Rahm Emanuel (D-IL) says: “The tradition has always been that when a US president is overseas, partisan politics stops at the water’s edge. President Bush has now taken that principle and turned it on its head: for this White House, partisan politics now begins at the water’s edge, no matter the seriousness and gravity of the occasion. Other Responses - Democratic columnist and political strategist Paul Begala writes: “George W. Bush is unworthy of the presidency. He is a disgrace to himself, our nation, and the high office he holds.” Bush “dishonor[ed] himself”, Begala continues, “by using one of the world’s most important pulpits to launch a false and vicious political attack against Barack Obama.” Begala notes that he is a staunch supporter of Israel, and writes: “It is especially appalling to supporters of Israel that Mr. Bush would stand on a hilltop in Jerusalem to invoke the Holocaust in order to make a cheap and deeply dishonest political point. I am a person of faith, so it is especially galling that a man who calls himself a brother in faith would stand in the Holy Land and violate one of the Commandments God gave to Moses: ‘Thou shalt not bear false witness against thy neighbor.‘… As an American I am ashamed that such a man represents me.” [Huffington Post, 5/15/2008] The Boston Globe publishes an editorial accusing Bush of breaking “an unwritten rule against partisan politicking on foreign shores. He also displayed confusion about his own policies—and about the cause of his calamitous foreign policy failures.” Like others, the Globe notes that Bush officials have engaged in talks with Iran, and says that by overthrowing Iraq’s Saddam Hussein, the Bush administration has done a great deal “to enable Iran.” The Globe compares Obama’s foreign policy to the “tough and prudent statecraft in the mold of Bush’s father and his secretary of state, James Baker.” The Globe concludes: “Maybe the worst thing about Bush’s Knesset attack on Obama is that it shows how oblivious Bush still is to his own failings. His unilateral military ventures, his disdain for international treaties and organizations, his refusal to negotiate with Iran when the regime in Tehran was eager to cut a deal with the United States—these mistakes produced the disasters that Obama or another successor will have to overcome.” [Boston Globe, 5/16/2008] Columnist Will Bunch of the Philadelphia Inquirer writes: “President Bush went on foreign soil today, and committed what I consider an act of political treason: Comparing the candidate of the US opposition party to appeasers of Nazi Germany—in the very nation that was carved out from the horrific calamity of the Holocaust. Bush’s bizarre and beyond-appropriate detour into American presidential politics took place in the middle of what should have been an occasion for joy.” As others observe, Bunch writes that Bush crossed a line that previous presidents have tried to avoid: criticizing members of the opposing party on foreign soil. He writes: “As a believer in free speech, I think Bush has a right to say what he wants, but as a president of the United States who swore to uphold the Constitution, his freedom also carries an awesome and solemn responsibility, and what this president said today is a serious breach of that high moral standard.… [W]hat Bush did in Israel this morning goes well beyond the accepted confines of American political debate. When the president speaks to a foreign parliament on behalf of our country, his message needs to be clear and unambiguous. Our democracy may look messy to outsiders, and we may have our disagreements with some sharp elbows thrown around, but at the end of the day we are not Republicans or Democrats or liberals or conservatives. We are Americans.” [Philadelphia Inquirer, 5/15/2008]
Republican Responses - Few Republicans speak publicly regarding Bush’s comments. One who is willing to do so is Ed Gillespie, an advisor to the White House. He attempts to deny that Bush meant the remarks to apply to Obama—a denial soon contradicted by other White House officials—then claims that Bush and the White House want to stay out of the presidential campaign. Instead, Gillespie says: “The president is stating American policy and his policy toward Iran and toward Hezbollah and toward al-Qaeda.… We are happy to allow for Senator Obama and others to express their own points of view on these things.” McCain refuses to distance himself from the remarks, and instead attacks Obama for expressing a willingness to open talks with Iran. McCain does not note that Bush administration diplomats have held three rounds of discussions with Iranian officials in the last year. [CNN, 5/16/2008]

Michael Savage, a conservative radio host, calls President Obama a “dictator” as part of a larger diatribe against the president. He calls Obama “a young, articulate rabble-rouser” who “is espousing a message that I call ‘trickle-up poverty’.… Where it ends? I know where it ends, because I’ve studied history. I know where it ends. The signal as to when this begins, when the end begins, will be when he organizes a militia directly under his own control. He will not call it a militia. It will be called, perhaps, the ‘Ecology Corps’ or the ‘Environment Corps,’ or the ‘Global Warming Corps,’ or the ‘Energy Corps.’” Savage may be referring to Obama’s efforts to revive the moribund Americorps, a volunteer organization (see November 11, 2008 and March 31, 2009). “Whatever it will be called, they will all wear uniforms. They will either be blue denim or green denim. They will have the executive power under the ‘urban czar’ to come into your home without any court order to investigate your energy use, but they will be looking for other things as well. Would you have any chance to stand up to this army of Obamaites?” Savage asks, rhetorically, if he has “gone over the edge,” and then says: “I’ve gone over the edge before, and every time I have, I’ve been right eventually. I see the handwriting on the wall. Obama is a dictator.” Savage accuses liberals of failing to understand that any dictatorship, leftist or rightist, “is not going to be good for your children.” He then shouts, “Someone has to oppose this man.” He also claims that the White House “is going after” anyone who criticizes it, and repeatedly mixes his accusations of “government” persecution with “media” persecution of White House or Obama critics. “Fundamentally,” Savage concludes, “we have a dictatorship emerging.… Now I’ll make another prediction. I predict that very soon, Obama will create a crisis along the lines of the Reichstag Fire [the 1933 attack on the Reichstag by Nazi militiamen, who later blamed the fire on Communists, and used the attack to gain control of the German government]. I don’t know what form it will take. But I believe that once the minions are seen for what they are, Rahm Emanuel [the White House chief of staff] and his gang will set off a Reichstag Fire in this country of some kind, and they will” begin arresting US citizens without warrants much as President Lincoln did during the Civil War. “I will tell you as I sit here I fear that every night as I go to sleep.” Savage offers no evidence for any of his claims. [Media Matters, 3/4/2009] Two days later, Savage calls Obama a “neo-fascist dictator in the making.” [Media Matters, 3/6/2009] Savage has called the landmark civil rights decision Brown v. Board “sickening” (see May 18, 2004), accused Obama of being educated in a radical Islamic madrassa (see January 10, 2008 and April 3, 2008) and being a potential “radical Muslim” (see February 21, 2008), called Obama’s presidential victory “the first affirmative-action election in American history” (see February 1, 2008), accused Obama of being sympathetic towards the Nazis and the Imperial Japanese of World War II (see March 13, 2008), said that homeless Americans should be put in “work camps” (see June 6, 2008), called Obama an “Afro-Leninist” (see June 6, 2008), said that welfare recipients should lose the right to vote (see October 22, 2008), accused Obama of using his grandmother’s death to conceal his “efforts” to falsify his Hawaiian birth certificate (see November 10, 2008), and accused Obama of planning to fire all the “competent white men” in government once he became president (see November 18, 2008). Other conservatives, including Fox News’s Glenn Beck, will accuse Obama of being a Nazi, or of intending to create a “Reichstag Fire” crisis to gain power (see September 29, 2009 and October 3, 2010).
President Obama presides over a deeply divided group of top advisers as he decides whether or not to release four Bush-era Justice Department memos documenting the Bush administration’s torture policies (see April 16, 2009). CIA Director Leon Panetta and his four immediate predecessors have already registered their flat disapproval of the memos’ release (see March 18, 2009 and After), as has Obama’s top counterterrorism adviser, John Brennan. On the other side are Attorney General Eric Holder, Director of National Intelligence Dennis Blair, and White House counsel Gregory Craig. Defense Secretary Robert Gates has indicated he supports the release because it is inevitable anyway—the memos are the subject of a Freedom of Information Act (FOIA) lawsuit—and because Obama is willing to promise that no CIA officers will be prosecuted for abuse. Joint Chiefs of Staff Chairman Michael Mullen sides with Gates. Obama presides over a “mini-debate” in the office of White House chief of staff Rahm Emanuel, where each side designates a spokesperson to present its views. When the debate is concluded, Obama immediately dictates a draft of his announcement of the memos’ release. During the discussion, Obama rejects the proposal that the memos’ release be delayed in anticipation of a so-called “truth commission” to investigate Bush torture policies, saying that such delay would just create further divisiveness. Craig argues persuasively that the judge overseeing the FOIA lawsuit is unlikely to grant any delays. Obama aides later say the president’s decision is in keeping with his frequent campaign promises that he would not only stop the torture and abuse of prisoners in US custody, but get to the truth behind the Bush administration’s torture policies. The Obama administration sends mixed signals on whether or not to go forward with investigations and possible prosecutions of Bush administration officials who may have advocated or authorized the illegal torture of detainees in US custody, as detailed in two recent information releases (see April 16, 2009 and April 21, 2009). President Obama’s chief of staff, Rahm Emanuel, says the White House does not favor investigations or prosecutions. But three days later, Obama contradicts Emanuel, saying he favors a Congressional investigation, and if his Attorney General, Eric Holder, believes criminal prosecutions are warranted, he would not block them. “With respect to those who formulated those legal decisions,” Obama says, “I would say that that is going to be more of a decision for the attorney general within the parameters of various laws, and I don’t want to prejudge that.” [Scotsman, 4/23/2009]
Charles Grassley (R-IA), a Republican senator considered a key element in the Obama administration’s push for bipartisan health care reform, says that the recent outpouring of anger and resistance at “town hall” forums has “fundamentally altered the nature of the debate and convinced him that lawmakers should consider drastically scaling back the scope of the effort.” Grassley says he believes the public is strongly against the Democrats’ ideas for health care reform, and considers the ideas a run-up to what he calls “a government takeover of health care.” Grassley is a member of the so-called “Gang of Six,” a group of three Republican and three conservative Democrats on the Senate Finance Committee primarily responsible for writing the committee’s reform proposal. In recent days, some Democrats have accused him of attempting to suborn any bipartisanship in the process by his advocacy of “death panels” (see August 12, 2009) and his misleading use of Senator Edward Kennedy (D-MA)‘s terminal illness (see August 5, 2009) in his arguments against reform.
Obama Should Prove Commitment to Bipartisanship by Abandoning Public Option - Grassley says that if President Obama is serious about a bipartisan approach to reform, he should abandon his support for the so-called “public option” entirely. Such a statement, he says, is “pretty important… if you’re really interested in a bipartisan bill.” Grassley also says that a reform bill would not be truly bipartisan unless it received far more than a 51-vote majority, or even a 60-vote “supermajority,” enough votes to defeat a filibuster attempt. “It’s not about getting a lot of Republicans. It’s about getting a lot of Democrats and Republicans,” he says. “We ought to be focusing on getting 80 votes.” [Washington Post, 8/20/2009] Washington Post columnist Greg Sargent contrasts Grassley’s contentious position with the more accomodating overtures from the White House. He writes: “Grassley knows the White House is under tremendous pressure to contain a revolt on the left over the public option. It’s hard to imagine any reason for demanding Obama renounce the public option right now, before there’s even a bill out of the finance committee, other than to make life politically difficult for the president. How does that compare with the White House’s treatment of Grassley? When the Senator endorsed the ‘death panel’ claim, the White House reaffirmed its commitment to working with him. Dems quietly let Grassley claim a big victory by dropping the public option from the Senate bill he’s negotiating. And when Rahm Emanuel questioned the sincerity of GOP leaders yesterday, an apparent shot at Grassley, the White House rapidly walked it back. Grassley, meanwhile, has now raised the bar yet again for what will constitute true bipartisanship on the White House’s part. Pretty telling.” [Plum Line, 8/20/2009]
Bipartisanship Not Universally Desired - Other Republicans are less interested in bipartisanship. House Minority Leader John Boehner (R-OH) blames Obama for the increasingly strident tone of the debate, and accuses Obama officials of “reject[ing] our efforts to work together.” Governor Tim Pawlenty (R-MN), considered a likely 2012 candidate for president, says flatly: “The Republicans should kill the bill. It’s a bad idea.” House Member James Clyburn (D-SC) says Democrats might do well to abandon any idea of bipartisanship and work on a bill without Republican input, especially since it is unlikely that Republicans will vote for any reform bill at all. But Max Baucus (D-MT), chairman of the Senate Finance Committee, says he remains committed to the idea of bipartisanship. [Washington Post, 8/20/2009]

The speech, at times forceful and other times attempting to reach across party lines for a bipartisan reform effort, is primarly designed to unify Democrats against a near-unified Republican opposition. Obama denounces some of the most egregious misrepresentations about the health care reform effort, including the so-called “death panel” claim (see August 7, 2009, August 15, 2009, and August 23-24, 2009), in which he calls the people who spread the tale “liars.” He warns Republicans that he will brook no more gamesmanship from them in the effort to craft a reform bill. “What we have also seen in these last months is the same partisan spectacle that only hardens the disdain many Americans have toward their own government,” he says. “Too many have used this as an opportunity to score short-term political points, even if it robs the country of our opportunity to solve a long-term challenge. And out of this blizzard of charges and counter-charges, confusion has reigned. Well, the time for bickering is over. The time for games has passed.” Democrats roundly cheer Obama’s words; Republicans generally do not. [Politico, 9/9/2009; Washington Post, 9/9/2009; Salon, 9/9/2009] The Washington Post’s Chris Cillizza later notes that the speech is stronger on rhetoric than it is on specifics. [Washington Post, 9/9/2009] Salon’s Joan Walsh, an avowed progressive, calls the speech “great” and writes: “What was most important about Obama’s address was his declaration that he won’t tolerate any more ‘lies’ or ‘bogus claims’ from the GOP. Yes, he used those terms.… My only real criticism is I wish he’d found a way to do this two months ago. Obama has never before been so lucid in explaining why reform is crucial.” [Salon, 9/9/2009]
Health Care an Economic Issue - Obama insists that reforming health care is critical to managing America’s continuing economic crisis, and key to shrinking the huge deficit. He says: “Put simply, our health care problem is our deficit problem. Nothing else even comes close.” However, as Walsh writes: “I was not crazy about his firm promise, ‘I will not sign a plan that adds one dime to our deficit.’ I’m not sure he can keep that promise, for one thing, and it’s not a pledge he makes when asking for more money for Afghanistan, or for the not terribly stimulative tax cut he included in the stimulus bill.” [Salon, 9/9/2009; Salon, 9/9/2009]
No Commitment to the Public Option - While Obama’s rhetoric is at times tough, he does not directly embrace the idea of a “public option,” the proposed government-run, non-profit alternative to private health insurance. Many Democrats, particularly those in the progressive wing of the party, are strongly in favor of such a measure. “It is only one part of my plan,” Obama says of the option. “To my progressive friends, I would remind you that for decades, the driving idea behind reform has been to end insurance company abuses and make coverage affordable for those without it. The public option is only a means to that end—and we should remain open to other ideas that accomplish our ultimate goal.” [Politico, 9/9/2009; Salon, 9/9/2009] He notes that he has no interest in punishing the health care insurance industry, saying, “I don’t want to put insurance companies out of business, I just want to hold them accountable.” [Salon, 9/9/2009]
Evoking Senator Kennedy - Near the end of the speech, Obama evokes the memory of former Senator Ted Kennedy (D-MA), who died recently of brain cancer. Kennedy characterized health care reform as the centerpiece of his political agenda, and fought for it throughout his lengthy stay in the Senate. Obama reveals that Kennedy sent the White House a letter in his last days (see May 12, 2009), asking Obama and his fellow members of Congress to keep fighting for health care reform for the betterment of all Americans. Referring to Kennedy’s message, Obama closes with the line: “We did not come here to fear the future. We came here to shape it.” [Washington Post, 9/9/2009] Walsh says of the letter, “It let Obama return to his theme that health care in this wealthy nation is a moral issue and a matter of social justice.” [Washington Post, 9/9/2009]
'You Lie!' - During the speech, when Obama says that the health care legislation being crafted by Congressional Democrats does not offer free health care to illegal immigrants, Representative Joe Wilson (R-SC) shouts, “You lie!” Many lawmakers gasp at Wilson’s outburst, but Obama merely points an admonishing finger in the direction of the shout and continues his address. (It takes some time to identify Wilson as the shouter, as he quickly sinks back into his seat among his fellow Republican House members.) The Associated Press writes, “The nastiness of August reached from the nation’s town halls” in Wilson’s outburst; Politico’s Glenn Thrush later calls Wilson’s shout “boorish,” and notes that his outburst “enraged audience members on both sides of the aisle.” Wilson’s disruptive behavior is only one of a number of displays of disagreement from Republicans during the address; many spend time during the speech texting on their Blackberries or waving copies of GOP reform proposals. After the speech, Wilson is chastised by, among others, Senator John McCain (R-AZ), and he offers an apology to Obama through the White House chief of staff, Rahm Emanuel (see September 9-10, 2009). [Politico, 9/9/2009; Associated Press, 9/9/2009] Cillizza later writes that the image of Republicans shouting at the president or showing their contempt for his message by texting during the speech gives a poor impression of them. “The more Republicans look like they are opposing the Democratic plan for partisan reasons, the more danger they are in politically,” he writes. Responses - Senator Ben Nelson (D-NE), considered a possible opponent to many reform provisions, says he came away from the speech impressed. “I think it was a bit of a game-changer,” he says. Representative Chris Van Hollen (D-MD), head of the Democratic Congressional Campaign Committee, says, “The speech galvanized support along the Democratic Caucus across the political spectrum, from the progressive caucus to the Blue Dogs, and everybody left determined to get something done this year.” Republican Senator Lindsey Graham (R-SC) has a different response, ignoring the behavior of his own party members to accuse Obama of behaving in an undignified manner. “I was incredibly disappointed in the tone of his speech,” he says. “At times, I found his tone to be overly combative and believe he behaved in a manner beneath the dignity of the office. I fear his speech tonight has made it more difficult—not less—to find common ground. He appeared to be angry at his critics and disappointed the American people were not buying the proposals he has been selling.… If the Obama administration and Congressional Democrats go down this path and push a bill on the American people they do not want, it could be the beginning of the end of the Obama presidency.” Representative Mark Kirk (R-IL), who is running for the Illinois Senate seat once occupied by Obama, says: “He talked at us. He didn’t listen to us.… It was a missed opportunity.” However, Senator Tom Coburn (R-OK), one of the Obama administration’s most consistent critics, calls the speech “good,” and says: “I’m willing to compromise to get things fixed. But I’m not willing to put the government in charge because we don’t have a good track record.” [Politico, 9/9/2009] Political scientist Morris Fiorina calls Wilson’s outburst “a new low for the contemporary era,” and adds, “Some politicians seem to be adopting radio talk show hosts and cable TV commentators as their role models.” [USA Today, 9/10/2009]

In an e-mail to reporters, he writes: “This evening, I let my emotions get the best of me when listening to the president’s remarks regarding the coverage of illegal immigrants in the health care bill. While I disagree with the president’s statement, my comments were inappropriate and regrettable. Slammed by Republicans and Democrats - Before Wilson makes his apologies, Senator John McCain (R-AZ) calls his actions “totally disrespectful,” and adds, “There is no place for it in that setting, or any other, and he should apologize for it immediately.” Vice President Joe Biden, a longtime senator, says the next morning: “I was embarrassed for the chamber and a Congress I love. It demeaned the institution.” Representative Eric Cantor (R-VA) says after the speech: “Obviously, the president of the United States is always welcome on Capitol Hill. He deserves respect and decorum. I know that Congressman Wilson has issued an apology and made his thoughts known to the White House, which was the appropriate thing to do.” Cantor spent much of the speech ostentatiously texting on his Blackberry, and later claimed to be taking notes on the proceedings. Senator Patrick Leahy (D-VT) says angrily upon leaving the House chambers: “I’ve been here for 35 years. I’ve been here for seven presidents. I’ve never heard anything like that.… It strengthens the president, because it demonstrates what he is facing. Most people have respect for the president.” Wilson’s fellow South Carolinian James Clyburn (D-SC) says the outburst is just another in a long line of political attacks by Wilson. “Joe Wilson took our state’s reputation to a new low,” he says. “I thought [Governor] Mark Sanford had taken it as low as it could go, but this is beyond the pale.” (Sanford is under fire for having a long-term affair and spending state tax monies on visiting his paramour in Argentina.) “To heckle is bad enough, but to use that one word, the one three-letter word that was not allowed to be used in my house while I was growing up, is beyond the pale.” Representative Maxine Waters (D-CA) says of Wilson’s outburst: “It was just something that nobody had ever witnessed before. We all felt embarrassed.” Senator Dick Durbin (D-IL) predicts Wilson’s outburst will have political consequences: “The person who said it will pay a price. I think the average American thinks that the president and the office deserve respect, and that was a disrespectful comment. Acceptance - The White House quickly accepts Wilson’s apology. House Speaker Nancy Pelosi agrees, saying, “It’s time for us to talk about health care, not Mr. Wilson.” [USA Today, 9/10/2009]
Resolution of Disapproval - House Majority Leader Steny Hoyer (D-MD) says the House may call for a rebuke of some sort against Wilson. “There’ll be time enough to consider whether or not we ought to make it clear that that action is unacceptable in the House of Representatives,” he says after the speech. “I’ve talked to Republican members who share that view.” [Associated Press, 9/10/2009] On September 15, the House will pass a “resolution of disapproval” against Wilson, with only six Republicans voting for the resolution. [McClatchy News, 10/4/2009] The resolution is brought in part due to Wilson’s refusal to apologize to either Obama or to the House of Representatives on the floor of the House. [USA Today, 9/10/2009]
Using Wilson's Outburst against the GOP - The Washington Post’s Greg Sargent writes that Democratic strategists will use Wilson’s outburst to portray the Republican opposition to reform “as obstinate, angry, and irrevocally hostile towards Obama and his agenda.” [Plum Line, 9/10/2009] In the weeks after the speech, the Republican Party will use Wilson’s outburst as the centerpiece of a fundraising effort around the nation. The National Republican Congressional Committee will call Wilson a “national figure” who is raising important concerns about health care reform. The House Democratic campaign organization will respond, saying of Wilson and his Republican supporters, “[T]he very liars who heckled President Obama for calling them out are raising millions of dollars off of their rude, dishonest attack.” [Fox News, 9/26/2009] Salon’s Joan Walsh asks: “How is it that Obama hasn’t faced a single heckler in his own health care town halls, but he’s not safe from the angry, uninformed mob when he speaks to Congress? The next time you see an important Republican leader claim the town-hell hecklers are just fringe elements and bad apples, remind them of Rep. Wilson.” [Salon, 9/9/2009]
Raising Millions - In the days after the speech, Wilson will send e-mails to his supporters claiming to be the target of “liberals who want to give health care to illegals” for his outburst, and asking for donations. Wilson’s campaign will claim that it raises over $1 million in donations in the first 48 hours after the speech. [CNN, 9/12/2009] By the time the September 30 deadline passes, Wilson and the challenger for his House seat, Rob Miller (D-SC), a retired Marine, will have raised over $4 million between them. Wilson will attend fundraisers as far afield as Michigan and Missouri. When Wilson boasts of being given “hundreds of invitations” to appear with Republicans in other states, Miller will retort: “He’s out there on his ‘thank you tour.’ He should be doing an apology tour. He should be apologizing to every teacher, every law enforcement official, every man, woman, and child in South Carolina for being disrespectful to the president.” [McClatchy News, 10/4/2009]

The Pharmaceutical Research and Manufacturers of America (PhRMA) acknowledges it has funded a series of television advertisements in support of legislation primarily written by Max Baucus (D-MT), chairman of the Senate Finance Committee, to reform US health care. The television ads are part of an agreement between the Obama administration, Baucus, and PhRMA in June, where the organization agreed to various givebacks and discounts designed to reduce America’s pharmaceutical spending by $80 billion over 10 years. PhRMA then set aside $150 million for advertising to support health care legislation. More progressive House Democrats such as Henry Waxman (D-CA) are pushing for stiffer drug industry givebacks than covered in the deal. PhRMA is led by Billy Tauzin, a former Republican congressman. Until recently, the organization spent some $12 million on ads by an offshoot coalition called Americans for Stable Quality Care, and aired television ads such as “Eight Ways Reform Matters to You.” PhRMA’s new ads will specifically support the Baucus bill. Many are critical of the deal, with James Love of the progressive research group Knowledge Ecology charging, “Essentially what the US got was not $80 billion, but $150 million in Obama campaign contributions.” [New York Times, 9/12/2009] Investigative reporter Matt Taibbi agrees with Love, accusing the White House of colluding with Baucus and Tauzin’s PhRMA to orchestrate a “big bribe” in exchange for the Democrats’ dropping of drug-pricing reform in the Baucus bill. Taibbi writes that in June, White House chief of staff Rahm Emanuel met with representatives from PhRMA and drug companies such as Abbott Laboratories, Merck, and Pfizer to cut their deal. Tauzer later told reporters that the White House had “blessed” a plan involving the $150 million in return for the White House’s agreement to no longer back government negotiations for bulk-rate pharmaceuticals for Medicare, and to no longer support the importation of inexpensive drugs from Canada. Taibbi writes that the White House worked with Baucus and PhRMA to undercut Waxman’s attempts to give the government the ability to negotiate lower rates for Medicare drugs. PhRMA’s ads are being aired primarily in the districts of freshmen Democrats who are expected to face tough re-election campaigns, and in the districts of conservative “Blue Dog” Democrats, who have sided with Baucus, Obama, and PhRMA to oppose the Waxman provision in favor of PhRMA’s own provision, which would ban the government from negotiating lower rates for Medicare recipients. McChrystal, and on the advice of Vice President Joe Biden and White House chief of staff Rahm Emanuel, President Obama reconsiders the military endeavor that might modify US strategy in Afghanistan. The result is a scaling back of political and economic development reforms in the strife-torn zone. During recent television news program appearances, Obama seemed to question the primary assertion that the current US approach is the proper means for achieving the US goal of hunting down al-Qaeda and its close allies.
Scaling Back Military Operations - In what White House officials call a “strategic assessment,” Obama seems to be favoring scaled-down attacks utilizing small Special Operations teams and armed Predator drones, thus averting the need for additional troops, according to US officials and experts. The renewed debate is said to have shocked some, while leaving military officials scrambling to estimate how drastic the changes could be. The shift in the White House position is said to have also come about after Obama ordered 21,000 additional US troops to help with last month’s Afghan national election, a ballot broadly seen as counterfeit. However, Obama has also questioned McChrystal’s counterinsurgency strategy, asking whether it is worth committing extra troops. Reports indicate that the administration might opt for a narrower objective that primarily focuses on disrupting al-Qaeda, the Taliban, and other extremist groups, a strategy that would require fewer than the 68,000 troops presently approved for the war. During a recent appearance on CNN, Obama asked, “Are we pursuing the right strategy?” while on NBC’s Meet the Press, he stated he would only expand the counterinsurgency endeavor if it aided the goal of defeating al-Qaeda. “I’m not interested in just being in Afghanistan for the sake of being in Afghanistan… or sending a message that America is here for the duration,” Obama said. It is unclear how many additional troops McChrystal’s counterinsurgency strategy would require, and the dissenting view advocating a more limited Afghanistan mission not only has been strengthened by Afghan election irregularities but also growing doubts about the war among Congressional Democrats as well as the US citizenry.
'Buyer's Remorse' - During a recent meeting with the Canadian prime minister, Obama signaled that a deeper administration review was in progress. “It’s important that we also do an assessment on the civilian side, the diplomatic side, the development side, that we analyze the results of the election and then make further decisions moving forward,” he said. A defense analyst and regular military adviser speaking on condition of anonymity says the Obama administration is suffering from “buyer’s remorse for this war.” [Los Angeles Times, 9/22/2009]
Senator Lindsey Graham (R-SC) explains his lack of affection for the far-right “tea party” movement that currently wields great influence in the Republican Party. The tea party organizations, he says, deride him for being willing to work with Democrats on selected issues. Some accuse him of being a closet homosexual, with at least one organization accusing him of submitting to “blackmail” by the Obama administration and doing the White House’s legislative bidding in return for Obama administration members keeping quiet about his alleged homosexuality (see April 20, 2010). Tea party organizations such as Resist.net have lambasted Graham for indulging in what it calls “his old reach-across-the-aisle tricks again,” and South Carolina gubernatorial nominee Nikki Haley (R-SC), a tea party favorite, considers Graham a traitor to the Republican Party. Graham says, “Everything I’m doing now in terms of talking about climate, talking about immigration, talking about Gitmo [the Guantanamo Bay detention facility] is completely opposite of where the tea party movement’s at.” He recalls earlier contentious meetings with tea party leaders and says that during one meeting, he challenged the leaders by asking: “What do you want to do? You take back your country—and do what with it?” The response, Graham says: “Everybody went from being kind of hostile to just dead silent.” Of the tea party movement itself, Graham has said that “[i]t will die out” because “it’s just unsustainable… they can never come up with a coherent vision for governing the country.” Now, Graham adds: “We don’t have a lot of Reagan-type leaders in our party. Remember Ronald Reagan Democrats? I want a Republican that can attract Democrats.… Ronald Reagan would have a hard time getting elected as a Republican today.” White House chief of staff Rahm Emanuel says of Graham: “He’s willing to work on more things than the others. Lindsey, to his credit, has a small-government vision that’s out of fashion with his party, which stands for no government.… He’s one of the last big voices to give that vision intellectual energy.” Graham has earned a rating of 90 (out of a possible 100) from the American Conservative Union for his conservative views and legislative votes, though the anti-tax Club for Growth calls him the “worst” Republican in the Senate. New York Times reporter Robert Draper believes that Graham has brought much of the derision from the tea party onto himself by saying good things about President Obama, including characterizing him as “a good role model” and “an American just as much as anybody else.” His worst sin, Draper writes, may be his “willingness—even eagerness—to seek common ground with Democrats.” Conservative talk show hosts such as Rush Limbaugh and Glenn Beck routinely mock and vilify Graham, while conservative bloggers routinely vow that his alleged homosexuality drives his willingness to work with Democrats. (On that subject, Graham tells Draper with a “smirk”: “Like maybe I’m having a clandestine affair with [openly gay singer] Ricky Martin. I know it’s really gonna upset a lot of gay men—I’m sure hundreds of ‘em are gonna be jumping off the Golden Gate Bridge—but I ain’t available. I ain’t gay. Sorry.”) Unlike most tea partiers, Graham wants to save Social Security instead of transforming it into a private, voucher-driven entity; prosecute terrorists under civil as well as military law; implement immigration law reform that would allow “illegal immigrants” a pathway towards citizenship; and other positions that they do not support. His admiration for slain civil rights leader Dr. Martin Luther King Jr. and the recently deceased Senate Democrat Ted Kennedy are other positions Graham holds that sets him apart from most tea party members, as does the occasional complement bestowed upon him by Emanuel or other White House members. Jonathan Martin and John F. Harris, writing for the online news outlet Politico, say that President Obama’s decision to present his “long form” birth certificate as proof of his US citizenship (see April 27, 2011) is a “decisive new turn in the centuries-long American history of political accusation and innuendo. By directly and coolly engaging a debate with his most fevered critics, Obama offered the most unmistakable validation ever to the idea that we are living in an era of public life with no referee—and no common understandings between fair and unfair, between relevant and trivial, or even between facts and fantasy.” The authors note that presidents have been pursued by “[l]urid conspiracy theories” for centuries. However, until now, those presidents have “benefited from a widespread consensus that some types of personal allegations had no place in public debate unless or until they received some imprimatur of legitimacy—from an official investigation, for instance, or from a detailed report by a major news organization.” That is no longer the case, they say (see April 27, 2011). Former White House press secretary Robert Gibbs says: “There are no more arbiters of truth. So whatever you can prove factually, somebody else can find something else and point to it with enough ferocity to get people to believe it. We’ve crossed some Rubicon into the unknown.” The writers note their difficulty in envisioning former President Clinton “coming out to the White House briefing room to present evidence showing why people who thought he helped plot the murder of aide Vincent Foster—never mind official rulings of suicide—were wrong” (see April 27, 2011), or former President George W. Bush giving a press conference denying allegations that “he knew about the Sept. 11 attacks ahead of time and chose to let them happen.” Obama’s choice to release the documentation and even to make a personal appearance to announce it are a powerful indication that the political dynamic has changed. Obama advisers explain that he made the decision to do so “because of the radical reordering of the political-media universe over the past 15 years, or so. The decline of traditional media and the rise of viral emails and partisan Web and cable TV platforms has meant the near-collapse of common facts, believed across the political spectrum.” Debunking the myth of Obama’s “foreign birth” means nothing to a large percentage of Americans who still remain unconvinced, or firmly believe the myth, the authors write. After trying to ignore it and mock it into irrelevance, they write, Obama “finally gave in and affirmed a new truth of politics in the Internet era: Nothing can be dismissed and anything that poses a political threat must be confronted directly.” White House communications director Dan Pfeiffer says: “We’re dealing with a lot of the same things Clinton and frankly Bush dealt with, but we’re dealing with them at 1,000 times the speed and with fewer referees. That is the downside of the disaggregation of the media. If you don’t want to believe what someone is telling you, you can go somewhere else. If you believe beyond a shadow of a doubt that the president is not American, you can go somewhere to find somebody to validate that.” Another Obama adviser, who remains anonymous, adds: “Clinton never had to deal with a fully formed Internet. [Conservative Web gossip Matt] Drudge’s power was born out of the revelations of 1998. A fully automated cable TV universe with the Internet is something that [Clinton] never had to deal with.” Clinton’s press secretary Joe Lockhart says: “You’ve lost the ability to starve a story to death. So what you have to do is raise the price of those who are making the charges. If Donald Trump is out there saying this, you’ve got to make him pay a price for throwing a bomb before too much collateral damage is done.… You literally can’t laugh anything off. There’s nothing neutral in politics. It’s either helping you or hurting you. You’ve got to make sure it’s helping you or you’re going to lose.” The authors note that politicians are learning to use this phenomenon to their own advantage. While Washington Republicans often bemoan the ascendancy of “fringe” pundits like Fox News’s Glenn Beck, the authors write, “they relish the way Beck and ideological confederates excite the GOP base, a contributing factor in the party’s strong performance in 2010.” The authors also point to Democrats’ willingness to allow “liberal commentators” to push for the truth behind George W. Bush’s Vietnam-era service in the National Guard. The authors claim that the Obama team “enjoys giving the stage to the GOP’s most divisive voices,” noting that Gibbs and former White House chief of staff Rahm Emanuel often called conservative talk show host Rush Limbaugh “the de facto leader of the Republican Party.” Obama, and his successors, will have to do things previous presidents have never considered, from appearing on less “serious” talk shows such as those hosted by Oprah Winfrey and David Letterman, or making appearances on networks such as the sports broadcaster ESPN. “It’s hard to see a president doing those things 10 or 20 years ago, but it’s become almost a requirement now,” Gibbs says. It is hard to know where to draw the line, Gibbs continues. “Does it become incumbent to prove everything wrong? You have to be very careful to not fall into that trap because you’ll spend all of your time and energy chasing your own tail.” Pfeiffer says most open-minded Americans will take the “long form” certificate as the evidence required to settle the issue: “There will be some segment of the population who will believe what they’re going to believe, regardless of anything else. But for the majority of the country, we have the capacity to correct the record and convince people of the truth. It’s not as easy as it used to be, but it’s possible.” Pfeiffer notes the “huge amount of time and energy” spent on dealing with the “birther” issue, time better spent, he says, on issues confronting the country. Former Bush administration political adviser Karl Rove says the Obama administration has attempted to use the “birther” controversy against Republicans: “The president himself has hoped Republicans would continue to talk about it, thereby damaging their own credibility. It was a useful diversion (see April 27, 2011). But take a look at recent polls. The problem was the view was taking hold among independents. He got worried it was about to spin out of control” (see April 27, 2011). Rove says Obama was attempting to “play rope-a-dope with Republicans,” a charge Pfeiffer denies (see April 28, 2011). “Up until a month ago, nobody really asked for the long form. It was fringe. It was a settled issue for 99 percent of the country.” Former Bush press secretary Ari Fleischer says: “It’s a terrible problem for the body politic. People like me who have been or are in the arena have an obligation to speak out against people in both parties who push untruths” (see January 25, 2001, January 25-27, 2001, and April 18, 2001). “The political discourse is much worse now, but that’s not always to the detriment of the so-called victim. In this case, President Obama came out looking better.” Lockhart agrees, saying: “Look at the rogue’s gallery of Clinton accusers. Most of them blew themselves up.” Lockhart acknowledges that for some, the issue will never be settled (see April 27, 2011, April 27, 2011, April 27, 2011, April 27, 2011, April 28, 2011, and April 29, 2011). “They’ll probably ask for the first diaper.
