“This is not Afghanistan… When we approach the question of Iraq, we realize here is a country which has a resource. And it’s obvious, it’s oil. And it can bring in and does bring in a certain amount of revenue each year…$10, $15, even $18 billion… this is not a broke country.” [US Congress, 9/30/2003]
National Security Council officials, led by NSC Director Robert McFarlane, Deputy Director John Poindexter, and senior NSC official Oliver North, develop a two-part strategy to topple the regime of Libyan dictator Mu’ammar al-Qadhafi. The plan is dubbed “Operation Flower,” with its two components called “Operation Tulip” and “Operation Rose,” respectively. Operation Tulip would be a covert CIA strategy using Libyan exiles to move into Tripoli and overthrow al-Qadhafi in a coup d’etat. Operation Rose proposes a joint US-Egyptian military campaign against the Libyan government. Defense Secretary Caspar Weinberger considers the entire idea “ludicrous,” as do his deputy Richard Armitage and the Joint Chiefs of Staff. However, CIA Director William Casey orders his deputy, Robert Gates, to study the idea. When the CIA produces Gates’s report favoring the idea, the Pentagon develops a military plan deliberately designed to scuttle the idea. The proposed US-Egyptian deployment, the Pentagon strategy says, would require six divisions and 90,000 US troops. Gates says the strategy looks “a lot like the [World War II] invasion of Normandy.” He registers his opposition to such a huge operation, warning that many American citizens as well as US allies would oppose any such overt military campaign. State Department officials concur with Gates’s analysis, and the US ambassador to Egypt, Nick Veliotes, says he believes Egyptian President Hosni Mubarak would want nothing to do with the idea, in part because Mubarak has little confidence in the US military’s willingness to fight for an extended period of time, and so it would leave Egyptian forces to fight alone. Although Poindexter and other NSC officials continue to push the plan, even proposing it to an unimpressed Mubarak, no one else in the Reagan administration supports it, and it is never implemented. National Security Council (NSC) officer Oliver North has become far more outspoken among government officials about his illegal funding of the Nicaraguan Contras (see May 16, 1986). During a meeting of his Restricted Interagency Group (RIG—see Late 1985 and After), CIA official Alan Fiers, a member of the group, is discomfited at North’s straightforward listing of the many activities that he is causing to be conducted on behalf of the Contras, everything from supplying aircraft to paying salaries. Fiers is even less sanguine about North’s frank revelations about using illegally solicited private funding for the Contras (see May 16, 1986). North goes down the list, asking if each activity should be continued or terminated, and, according to Fiers, making it very clear that he can cause his Contra support program (which he now calls PRODEM, or “Project Democracy”) to respond as he directs. North also begins arranging, through Assistant Secretary of State Elliott Abrams, for $2 million in stopgap funding for the project. North will confirm the $2 million in an e-mail to NSC Director John Poindexter. North will conduct similar meetings in August and September 1986, at least one of which will include Assistant Defense Secretary Richard Armitage (see July 22, 1987) and other Defense Department officials (see November 13, 1990). Elliott Abrams: November 1986 8/4/1993) It is not until Fiers testifies in 1991 about North’s behaviors that verification of North’s discussion of such specifics about Contra activities and funding will be made public (see July 17, 1991).
A meeting of Oliver North’s Restricted Interagency Group (RIG—see Late 1985 and After) takes place in the office of Assistant Defense Secretary Richard Armitage. As in previous RIG meetings, North details the specific activities of the Contras, and asks for approval for each activity (see July 1986 and After). But in this meeting, North makes an extraordinary proposal. Panamanian dictator Manuel Noriega has offered to conduct sabotage inside Nicaragua on behalf of the Contras for $1 million in cash. According to later testimony from RIG member Alan Fiers, a senior CIA official (see July 17, 1991), it is clear that the $1 million will not come from duly appropriated US funds, but from North’s so-called “Project Democracy,” which collects private funds from US citizens and other governments to fund the Contras. The sabotage would be conducted by mercenaries. Assistant Secretary of State Elliott Abrams meets with two aides to Secretary of State George Shultz, M. Charles Hill and Nicholas Platt, to discuss the Noriega proposal. Hill’s notes of the meeting read in part: “Noriega offers to do some sabotage (electric pylons) that we training contras to do but which they can’t do for 18 mos. Wd [would] get us on the map fast—by Oct. . Do it via mercenaries who may not know who employers are. Brits. Wd do it for cash (not from USG [US government]). Wants our go-ahead. Ollie will meet him w/approval of Pdx. [John Poindexter, the head of the National Security Council].” Ultimately, the idea is rejected. Assistant Secretary of Defense Richard Armitage, who has attended some of Oliver North’s Restricted Interagency Group (RIG) meetings (see Late 1985 and After and July 1986 and After), testifies before the Joint House-Senate Committee investigating Iran-Contra (see May 5, 1987). Armitage is asked about RIG meetings in which North recited a list of his activities in coordinating the Contras, discussed the private funding of the Contras, and demanded item-by-item approval from group members: “[D]o you recall, regardless of what dates, regardless of where it was, regardless of whether it had exactly the players he said—because he could have gotten all that wrong—do you recall any meeting at which he did anything close to what his testimony suggests?” Armitage replies, “I do not.” (Final Report of the Independent Counsel for Iran/Contra Matters: Chapter 25: United States v. Dr. Stephen Bryen, a neoconservative serving in the Defense Department who dodged espionage charges a decade before (see March 1978 and April 1979), helps Israel obtain secret US weapons information. Israel is in the final stages of building its “Arrow” anti-ballistic missile. It does not have “klystrons,” small microwave amplifiers needed for the missile’s target acquisition system to function. Klystrons are among the most secret of American weapons research products. Bryen is the director of the Pentagon’s Defense Technology Security Administration (DTSA), which itself is contained within the Pentagon’s Office of International Security Policy, headed by fellow neoconservative Richard Perle. Bryen attempts to secure the authority to allow four klystrons to be exported to Israel via Varian Associates, a private defense manufacturing firm, without consulting with tech transfer officials from the Army, the Air Force, or other agencies. Navy tech transfer official Richard Levine refuses the request, and holds a meeting with officials from the above agencies. All the officials agree that the transfer should not be approved. Bryen responds by suggesting that he go back to the Israelis to ask why they needed the klystrons. After the Israelis provide what one Defense Department official later calls “a little bullsh_t answer,” Bryen tells the participants that he had received an acceptable response. Varien is granted a license, he says, and the klystrons will be sent to Israel. The license is withdrawn after Assistant Secretary of Defense for International Security Affairs, Richard Armitage, objects to Bryen’s maneuvering. Two senior Defense Department officials later say that the attempt to provide Israel with classified weapons materials is “standard operating procedure” for Bryen, who has often ignored Defense and State Department refusals to provide sensitive information and materials to Israel. Later in the year, Bryen will leave the government and work as a consultant for a number of defense technology firms. (Green 2/28/2004)
An independent panel issues its report on recently released National Intelligence Estimate NIE 59-19, “Emerging Missile Threats to North America During the Next 15 Years.” The panel, chaired by former CIA Director Robert Gates, was commissioned by Congressional conservatives as a “Team B” (see November 1976) to challenge and disprove the NIE’s finding that no rogue state such as North Korea or Iraq would be able to develop a nuclear-tipped ballistic missile capable of striking the continental US or Canada until at least 2011. Gates’s panel includes former ambassador Richard Armitage; nuclear scientist Sidney Drell; former State Department and National Security Council official Arnold Kanter; Brookings Institution fellow Janne Nolan; former Defense Department official and RAND Corporation president Henry Rowen; and Major General Jasper Welch, a retired Air Force flag officer and former National Security Council staffer. The panel’s findings enrage those conservatives who pushed for its creation; the panel not only agrees with the NIE’s conclusions about the capabilities of those rogue nations, but finds that the Congressional conservatives’ allegations that the NIE had been “politicized” and written to satisfy Clinton administration positions have no basis in fact. “The panel found no evidence of politicization,” it reports, and adds: “There was no breach of the integrity of the intelligence process. Beyond this, the panel believes that unsubstantiated allegations challenging the integrity of intelligence community analysts by those who simply disagree with their conclusions, including members of Congress, are irresponsible. Intelligence forecasts do not represent ‘revealed truth,’ and it should be possible to disagree with them without attacking the character and integrity of those who prepared them—or the integrity of the intelligence process itself.” (Central Intelligence Agency 12/23/1996; Scoblic 2008, pp. 172) Congressional conservatives will demand, and receive, another study of the NIE that will provide them with conclusions more to their liking (see July 1998).
The Project for the New American Century (PNAC), an influential neoconservative think tank, publishes a letter to President Clinton urging war against Iraq and the removal of Saddam Hussein because he is a “hazard” to “a significant portion of the world’s supply of oil.” In a foretaste of what eventually happens, the letter calls for the US to go to war alone, attacks the United Nations, and says the US should not be “crippled by a misguided insistence on unanimity in the UN Security Council.” The letter is signed by many who will later lead the 2003 Iraq war. 10 of the 18 signatories later join the Bush Administration, including Defense Secretary Donald Rumsfeld, Assistant Defense Secretary Paul Wolfowitz, Deputy Secretaries of State Richard Armitage and Robert Zoellick, Undersecretaries of State John Bolton and Paula Dobriansky, presidential adviser for the Middle East Elliott Abrams, Defense Policy Board chairman Richard Perle, and George W. Bush’s special Iraq envoy Zalmay Khalilzad. Other signatories include William Bennett, Jeffrey Bergner, Francis Fukuyama, Robert Kagan, William Kristol, Peter Rodman, William Schneider, Vin Weber, and James Woolsey. (Project for the New American Century 1/26/1998; Mackay 3/16/2003; Unger 2007, pp. 158) Clinton does heavily bomb Iraq in late 1998, but the bombing doesn’t last long and its long term effect is the break off of United Nations weapons inspections. (Weisman 3/23/2003) The PNAC neoconservatives do not seriously expect Clinton to attack Iraq in any meaningful sense, author Craig Unger will observe in 2007. Instead, they are positioning themselves for the future. “This was a key moment,” one State Department official will recall. “The neocons were maneuvering to put this issue in play and box Clinton in. Now, they could draw a dichotomy. They could argue to their next candidate, ‘Clinton was weak. You must be strong.’” (Unger 2007, pp. 158)
The Committee for Peace and Security in the Gulf (CPSG), a bipartisan group made up largely of foreign policy specialists, sends an “Open Letter to the President” calling for President Clinton to use the US military to help Iraqi opposition groups overthrow Saddam Hussein and replace him with a US-friendly government. US law forbids such an operation. The group is led by, among others, former Representative Stephen Solarz (D-NY) and prominent Bush adviser Richard Perle, a former assistant secretary of defense.
Largely Neoconservative in Makeup - Many of its co-signers will become the core of the Bush administration’s neoconservative-driven national security apparatus. These co-signers include Elliott Abrams, Richard Armitage, John Bolton, Stephen Bryen, Douglas Feith, Frank Gaffney, Fred Ikle, Robert Kagan, Zalmay Khalilzad, William Kristol, Michael Ledeen, Bernard Lewis, Peter Rodman, Donald Rumsfeld, Gary Schmitt, Max Singer, Casper Weinberger, Paul Wolfowitz, David Wurmser, and Dov Zakheim. (CNN 2/20/1998; Lang 6/2004) The CPSG is closely affiliated with both the neoconservative Project for the New American Century (PNAC—see June 3, 1997 and January 26, 1998) and the neoconservative American Enterprise Institute (AEI), both of which boast Perle as a powerful and influential member. Jim Lobe of the Project Against the Present Danger later learns that the CPSG is funded in large part by a sizable grant from the right-wing Bradley Foundation, a key funding source for both the PNAC and the AEI. According to Counterpunch’s Kurt Nimmo, the plan for overthrowing Iraq later adopted by the Bush administration, and currently advocated by the CPSG, will be echoed in the PNAC’s September 2000 document, “Rebuilding America’s Defenses” (see September 2000). Advocates Supporting Iraq-Based Insurgency - The letter reads in part: “Despite his defeat in the Gulf War, continuing sanctions, and the determined effort of UN inspectors to root out and destroy his weapons of mass destruction, Saddam Hussein has been able to develop biological and chemical munitions.… This poses a danger to our friends, our allies, and to our nation.… In view of Saddam Hussein’s refusal to grant UN inspectors the right to conduct unfettered inspections of those sites where he is suspected of storing his still significant arsenal of chemical and biological munitions and his apparent determination never to relinquish his weapons of mass destruction, we call upon President Clinton to adopt and implement a plan of action designed to finally and fully resolve this utterly unacceptable threat to our most vital national interests.” The plan is almost identical to the “End Game” scenario proposed in 1993 (see November 1993) and carried out, without success, in 1995 (see March 1995). It is also virtually identical to the “Downing Plan,” released later in 1998 (see Late 1998). In 2004, then-Defense Intelligence Agency official Patrick Lang will observe, “The letter was remarkable in that it adopted some of the very formulations that would later be used by Vice President [Dick] Cheney and other current administration officials to justify the preventive war in Iraq that commenced on March 20, 2003” (see March 19, 2003). The CPSG advocates:
US support for Ahmed Chalabi’s Iraqi National Congress (INC—see 1992-1996) as the provisional government to replace Hussein’s dictatorship;
Funding the INC with seized Iraqi assets, designating areas in the north and south as INC-controlled zones, and lifting sanctions in those areas;
Providing any ground assault by INC forces (see October 31, 1998) with a “systematic air campaign” by US forces;
Prepositioning US ground force equipment “so that, as a last resort, we have the capacity to protect and assist the anti-Saddam forces in the northern and southern parts of Iraq”;
Bringing Hussein before an international tribunal on war crimes charges.
Carrying out these actions, Solarz says, would completely eliminate the threat of weapons of mass destruction that he claims Iraq owns. (Abrams et al. 2/19/1998; CNN 2/20/1998; Lang 6/2004)
The Project for a New American Century publishes an open letter to President Clinton urging him put an end to diplomatic efforts attempting to resolve the situation in the Balkans. Instead, they argue, he should take “decisive action” against the Serbs. The US must “distance itself from Milosevic and actively support in every way possible his replacement by a democratic government committed to ending ethnic violence,” the group writes. (Century 9/11/1998)
Texas governor and possible presidential candidate George W. Bush’s “Iron Triangle” of (four, not three) political advisers—Karen Hughes, Karl Rove, Donald Evans, and Joe Allbaugh—are preparing for Bush’s entry into the 2000 presidential campaign. His biggest liability is foreign affairs: despite his conversations with Saudi Prince Bandar (see Fall 1997) and former security adviser Condoleezza Rice (see August 1998), he is still a blank slate (see Early 1998). “Is he comfortable with foreign policy? I should say not,” observes George H. W. Bush’s former national security adviser, Brent Scowcroft, who is not involved in teaching the younger Bush about geopolitics. Bush’s son’s only real experience, Scowcroft notes, “was being around when his father was in his many different jobs.” Rice is less acerbic in her judgment, saying: “I think his basic instincts about foreign policy and what need[…] to be done [are] there: rebuilding military strength, the importance of free trade, the big countries with uncertain futures. Our job [is] to help him fill in the details.” Bush himself acknowledges his lack of foreign policy expertise, saying: “Nobody needs to tell me what to believe. But I do need somebody to tell me where Kosovo is.” Rice and former Defense Secretary Dick Cheney assemble a team of eight experienced foreign policy advisers to give the younger Bush what author Craig Unger calls “a crash course about the rest of the world.” They whimsically call themselves the “Vulcans,” (Carter 2004, pp. 269; Dubose and Bernstein 2006, pp. 117; Unger 2007, pp. 161-163) which, as future Bush administration press secretary Scott McClellan will later write, “was based on the imposing statue of Vulcan, the Roman god of fire and metalworking, that is a landmark in Rice’s hometown of Birmingham, Alabama.” (McClellan 2008, pp. 85) The eight are:
Richard Armitage, a hardliner and Project for a New American Century (PNAC) member (see January 26, 1998) who served in a number of capacities in the first Bush presidency;
Robert Blackwill, a hardliner and former Bush presidential assistant for European and Soviet Affairs;
Stephen Hadley, a neoconservative and former assistant secretary of defense;
Richard Perle, a leading neoconservative and another former assistant secretary of defense;
Condoleezza Rice, a protege of Scowcroft, former oil company executive, and former security adviser to Bush’s father;
Donald Rumsfeld, another former defense secretary;
Paul Wolfowitz, a close associate of Perle and a prominent neoconservative academic, brought in to the circle by Cheney;
Dov Zakheim, a hardline former assistant secretary of defense and a PNAC member;
Robert Zoellick, an aide to former Secretary of State James Baker and a PNAC member.
McClellan will later note, “Rice’s and Bush’s views on foreign policy… were one and the same.” (McClellan 2008, pp. 85) Their first tutorial session in Austin, Texas is also attended by Cheney and former Secretary of State George Schulz. Even though three solid neoconservatives are helping Bush learn about foreign policy, many neoconservatives see the preponderance of his father’s circle of realpolitik foreign advisers surrounding the son and are dismayed. Prominent neoconservatives such as William Kristol, Jeane Kirkpatrick, and James Woolsey will back Bush’s primary Republican opponent, Senator John McCain (R-AZ). (Carter 2004, pp. 269; Dubose and Bernstein 2006, pp. 117; Unger 2007, pp. 161-163) Ivo Daalder and James Lindsay, both former National Security Council members, write in the book America Unbound: The Bush Revolution in Foreign Policy, that under the tutelage of the Vulcans, Bush adopts a “hegemonist” view of the world that believes the US’s primacy in the world is paramount to securing US interests. As former White House counsel John Dean writes in 2003, this viewpoint asserts, “[S]ince we have unrivalled powers, we can have it our way, and kick ass when we don’t get it.” (Dean 11/7/2003; Carter 2004, pp. 269)
Newly named Secretary of State Colin Powell (see December 16, 2000) is dazzling at the Crawford, Texas, press conference used by President Bush to announce Powell’s selection. In fact, Powell may be too dazzling for his own good. As Powell talks about the state of the world, “Bush’s admiring expression gradually turned to one of sour irritation,” author Craig Unger will later observe. Powell’s close friend and colleague Richard Armitage, soon to become Powell’s deputy, warns Powell after his acceptance speech of the dangers of upstaging Bush. “It’s about domination,” Armitage warns. “Be careful in appearances with the president.” (Unger 2007, pp. 184)
The Bush team moves into Washington. Neoconservative Zalmay Khalilzad heads the Pentagon transition team, and he ensures that plenty of his friends and colleagues move into the civilian offices of the Defense Department. Four of the most influential advocates for the US overthrow of Iraq’s Saddam Hussein—Elliott Abrams, Douglas Feith, Richard Perle, and Abram Shulsky—are waiting to learn where they will serve in the department. But Vice President Cheney is still concerned with ensuring the placement of his own colleagues and cronies who will help him build what many will call the “imperial presidency.” Secretary of State Colin Powell, Cheney’s ideological rival, is working to install his friend and colleague Richard Armitage as deputy secretary of defense. For Cheney, Armitage would be a calamity—although Armitage is sufficiently hardline and in line with conservative foreign policy aims, he is far too centrist for Cheney and the neoconservatives. The neoconservative magazine the Weekly Standard alerts the faithful to the potential problem with an article entitled “The Long Arm of Colin Powell: Will the Next Secretary of State Also Run the Pentagon?” Powell does not get his wish; Armitage eventually becomes deputy secretary of state. Abrams will join the National Security Council; Khalilzad, Feith, and Shulksy will join the Defense Department; and Perle will head the Defense Policy Board, an independent group that advises the Pentagon. (Rees 12/25/2000 ; Unger 2007, pp. 115, 191-192, 204, 249)
According to a later account by CIA Director George Tenet, Deputy CIA Director John McLaughlin expresses frustration at the lack of action about Osama bin Laden during a meeting of deputy cabinet officials. McLaughlin reportedly says, “I think we should deliver an ultimatum to the Taliban. They either hand bin Laden over or we rain hell on them.” According to Tenet, “An odd silence followed. No one seemed to like the idea. Richard Armitage, the deputy secretary of state, called John after the meeting and offered a friendly word of advice: ‘You are going to get your suspenders snapped if you keep making policy recommendations. That is not your role.’” (Tenet 2007, pp. 145)
Senior Bush administration officials begin to meet once a month to discuss Pakistan’s nuclear program. The officials are CIA Director George Tenet, his deputy John McLaughlin, Secretary of State Colin Powell, his deputy Richard Armitage, Deputy National Security Adviser Stephen Hadley, counterterrorism “tsar” Richard Clarke, and Robert Joseph, the National Security Council non-proliferation director. The participants at the meetings discuss what Pakistan is doing, including the fact that North Korea is a client of Pakistan, Pakistan is still doing nuclear business with Iran, it has offered to sell nuclear weapons to Iraq, and there are rumors of a deal between it and Libya. The meetings are arranged by Tenet and, according to Assistant Secretary of State for Non-Proliferation Robert Einhorn: “A very small number of people got involved. Any names added to the list had to be sanctioned personally by Tenet.” The group receives intelligence about Khan’s network derived from tracking flights and meetings, as well as intercepting letters and phone calls. “The CIA guys would grudgingly come over to share anything new with us policy types,” Einhorn will say. “State was always making the case to roll up the network now, to stop it doing more damage. The CIA would make a plausible case to keep watching, let the network run so eventually we could pick it up by the roots, not just lop off the tentacles. We’d debate and always decide to continue following. The policy people were nervous about leaving it too long.” Some of Einhorn’s colleagues accuse the CIA of being “addicted” to collecting information, although senior CIA analysts think they have a better understanding of the issues and should be allowed to decide. Einhorn will add that he goes to Armitage for get support for rolling up the network, but Armitage simply refers him to Joseph and nothing is done before Einhorn leaves the administration in September 2001. Authors Adrian Levy and Catherine Scott-Clark will comment: “The Bush administration was not interested in acting on Pakistan, or had no idea of how to act. They were far more interested in eliminating Pakistan’s clients: Iran, Iraq, Libya, and North Korea.” (Levy and Scott-Clark 2007, pp. 303-304)
The Bush administration finally has its first Deputy Secretary-level meeting on terrorism. (Elliott 8/12/2002) According to counterterrorism “tsar” Richard Clarke, he advocates that the Northern Alliance needs to be supported in the war against the Taliban, and the Predator drone flights need to resume over Afghanistan so bin Laden can be targeted. (Clarke 2004, pp. 231) Deputy Defense Secretary Paul Wolfowitz says the focus on al-Qaeda is wrong. He states, “I just don’t understand why we are beginning by talking about this one man bin Laden,” and “Who cares about a little terrorist in Afghanistan?” Wolfowitz insists the focus should be Iraqi-sponsored terrorism instead. He claims the 1993 attack on the WTC must have been done with help from Iraq, and rejects the CIA’s assertion that there has been no Iraqi-sponsored terrorism against the US since 1993 (see April 30, 2001). (A spokesperson for Wolfowitz later calls Clarke’s account a “fabrication.”) (Clarke 2004, pp. 30, 231; Isikoff and Thomas 3/22/2004) Wolfowitz repeats these sentiments immediately after 9/11 and tries to argue that the US should attack Iraq. Deputy Secretary of State Richard Armitage agrees with Clarke that al-Qaeda is an important threat. Deputy National Security Adviser Steve Hadley, chairing the meeting, brokers a compromise between Wolfowitz and the others. The group agrees to hold additional meetings focusing on al-Qaeda first (in June and July), but then later look at other terrorism, including any Iraqi terrorism. (Clarke 2004, pp. 30, 231-32) Vice President Cheney’s Chief of Staff I. Lewis “Scooter” Libby and Deputy CIA Director John McLaughlin also attend the hour-long meeting. (Elliott 8/12/2002)
Deputy Secretary of State Richard Armitage, a former covert operative and Navy Seal, travels to India on a publicized tour while CIA Director Tenet makes a quiet visit to Pakistan to meet with President Pervez Musharraf. Armitage has long and deep Pakistani intelligence connections (as well as a role in the Iran-Contra affair). While in Pakistan, Tenet, in what was described as “an unusually long meeting,” also secretly meets with his Pakistani counterpart, ISI Director Lt. Gen. Mahmood Ahmed. (Raman 5/22/2001) According to a senior ISI officer in 2006, Tenet urges Mahmood to trade information on Osama bin Laden. However, Mahmood does not cooperate. (Levy and Scott-Clark 2007, pp. 309, 520)
Deputy Secretary of State Richard Armitage later will claim that at this time, CIA Director “Tenet [is] around town literally pounding on desks saying, something is happening, this is an unprecedented level of threat information. He didn’t know where it was going to happen, but he knew that it was coming.” (US Congress 7/24/2003 )
Since the Bush administration came into office in January 2001, it has been slow to develop an approach on how to deal with Pakistan. In February 2001, President Bush and Pakistani President Pervez Musharraf exchanged formal letters, but to little impact. The Bush administration is working on a regional policy review, but will not complete it before 9/11 (see January-September 10, 2001). The first substantial diplomatic contact between the US and Pakistan takes place in June 2001, when Pakistani Foreign Minister Abdul Sattar and ISI Maj. Gen. Faiz Jilani visit Washington, Canada, and Britain. Jilani is accompanying Sattar because it is well known that the ISI controls Pakistan’s relations with the Taliban. Sattar and Jilani meet with National Security Adviser Condoleezza Rice in early June. Another Pakistani diplomat who attends the meeting will later recall: “She told us that the Taliban were dead in the water and we should drop them. It was a very rough meeting.” But Rice does not give any specific threats or incentives, presumably because the Bush administration has yet to make much progress with its policy review. Despite the harsh words, the Bush administration actually is more conciliatory than the Clinton administration had been. Later in June, Deputy Secretary of State Richard Armitage says in an interview: “I don’t want to see Pakistan only through the lens or the prism of Osama bin Laden. We want to look at Pakistan and see what Pakistan thinks about Pakistan’s future.” Bush writes another letter to Musharraf in August, but it simply repeats previous warnings (see August 4, 2001). Pakistani journalist Ahmed Rashid, author of the 2000 book Taliban, will later comment: “There was now even less incentive for Musharraf to change his policies toward the Taliban and there was no extraordinary US pressure to go after al-Qaeda. Dealing with Bush was going to be much easier than dealing with Clinton. Whereas Clinton resisted the wool being pulled over his eyes, the Bush administration simply closed their eyes themselves.” (Rashid 2008, pp. 56-58)
US Deputy Secretary of State Richard Armitage says that US concerns about nuclear proliferation are “centered on people who were employed by the Pakistani nuclear agency and who have retired.” This is a clear reference to A. Q. Khan, who retired as head of Khan Research Laboratories, Pakistan’s main nuclear weapons facility, two months ago. (Levy and Scott-Clark 2007, pp. 308-309)
Around this time, according to his own account, counterterrorism “tsar” Richard Clarke reaches the Secure Video Conferencing Center just off the main floor of the Situation Room in the West Wing of the White House. From there, he directs the response to the 9/11 attacks and stays in contact with other top officials through video links. Clarke claims that on video he can see Defense Secretary Donald Rumsfeld, CIA Director George Tenet, FBI Director Robert Mueller, FAA Administrator Jane Garvey, Deputy Attorney General Larry Thompson (filling in for the traveling Attorney General John Ashcroft), Deputy Secretary of State Richard Armitage (filling in for the traveling Secretary of State Colin Powell), and Vice Chairman of the Joint Chiefs of Staff Richard Myers (filling in for the traveling Chairman Henry Shelton). National Security Adviser Condoleezza Rice is with Clarke, but she lets him run the crisis response, deferring to his longer experience on terrorism matters. Clarke is also told by an aide, “We’re on the line with NORAD, on an air threat conference call.” (Clarke 2004, pp. 2-4; Australian 3/27/2004) According to the 9/11 Commission, logs indicate that Clarke’s video teleconference only begins at 9:25 a.m. (see 9:25 a.m. September 11, 2001), which is later than Clarke suggests, and CIA and FAA representatives only join it at 9:40 a.m. (9/11 Commission 7/24/2004, pp. 36 and 462) Other accounts claim that, rather than being involved in Clarke’s teleconference at this time, Donald Rumsfeld is still in his office waiting for his intelligence briefing (see (Shortly After 9:03 a.m.) September 11, 2001), and Richard Myers is in a meeting on Capitol Hill (see (Shortly After 9:03 a.m.) September 11, 2001). (Armed Forces Radio And Television Service 10/17/2001; Clarke 2006, pp. 218-219) The 9/11 Commission claims that, “While important,” Clarke’s conference has “no immediate effect on the emergency defense efforts.” (9/11 Commission 6/17/2004) Yet, as the Washington Post puts it, “everyone seems to agree” Clarke is the chief crisis manager on 9/11. (Achenbach 3/28/2004) Even Clarke’s later opponent, National Security Adviser Rice, calls him 9/11’s “crisis management guy.” (Waterman 4/9/2004) The conference is where the government’s emergency defense efforts are concentrated.
There are numerous false reports of additional terror attacks. Before 10:00 a.m., some hear reports on television of a fire at the State Department. At 10:20 a.m., and apparently again at 10:33 a.m., it is publicly reported this was caused by a car bomb. (Ottawa Citizen 9/11/2001; Langley 12/16/2001; Miller 8/26/2002) At 10:23 a.m., the Associated Press reports, “A car bomb explodes outside the State Department, senior law enforcement officials say.” (Miller 8/26/2002) Counterterrorism “tsar” Richard Clarke hears these reports at this time and asks Deputy Secretary of State Richard Armitage in the State Department to see if the building he’s in has been hit. Armitage goes outside the building, finds out there’s no bomb, and calls his colleagues to inform them that the reports are false. Reports of a fire on the Capitol Mall also appear and are quickly found to be false. (ABC News 9/15/2002; Clarke 2004, pp. 8-9) There are numerous other false reports over the next hour, including explosions at the Capitol building and USA Today headquarters. (Miller 8/26/2002) For instance, CNN reports an explosion on Capitol Hill at 10:12 a.m. CNN then announces this is untrue 12 minutes later. (Ottawa Citizen 9/11/2001)
At the instruction of National Security Adviser Condoleezza Rice, Deputy Secretary of State Richard Armitage sends a cable out around the world saying the US government is still functioning. (Rice 9/8/2006) Having recently arrived at the Presidential Emergency Operations Center (PEOC) below the White House (see (Shortly Before 9:59 a.m.) September 11, 2001), the first thing that occurs to Rice, she will later say, is that it is important to get a cable out to all diplomatic posts around the world, to say the United States government has “not been decapitated by this attack.… I thought to myself, we need to let everybody know that we’re still up and running.” (Rice 9/11/2002) She therefore tells her deputy, Stephen Hadley, to call Armitage at the State Department, and urge him to send a cable to all overseas posts with this message. (Rice 8/1/2002 ; Bumiller 2007, pp. xvi)
Secretary of State Colin Powell learned of the attacks on the US while away in Peru, Lima (see (9:30 a.m.-12:30 p.m.) September 11, 2001). During his seven-hour flight back to Washington, he is frustrated at being unable to communicate with other senior government leaders. In a March 2002 speech at the State Department, Powell will recall, “I never felt more useless in my life than on the morning of the 11th of September. Phones [were] gone because of what happened here and what happened to the [communications] system here in Washington. They couldn’t get a phone line through. I was able to get some radio communications—two radio spots on the way back—but for most of that seven-hour period, I could not tell what was going on here in my capital, and I’m the secretary of state!” (Barrett 2002, pp. 4-5 ; Verton 2003, pp. 149-150) Powell is able to talk by radio with Deputy Secretary of State Richard Armitage. But, according to journalist Bob Woodward, any “real talk” between them “was hopeless.” (Woodward 2002, pp. 10) Yet, in a 7:40 p.m. press briefing, State Department Deputy Spokesman Philip Reeker will claim that Powell “has been kept in the loop and informed all day.” (US Department of State 9/11/2001)
At Offutt Air Force Base in Nebraska, President Bush convenes the first meeting of the National Security Council since the attacks occurred. (Woodward 2002, pp. 26) He begins the video conference call from a bunker beneath the base. He and Chief of Staff Andrew Card visually communicate directly with Vice President Cheney, National Security Adviser Rice, Defense Secretary Rumsfeld, Deputy Secretary of State Richard Armitage, CIA Director Tenet, Transportation Secretary Norman Mineta, counterterrorism “tsar” Richard Clarke, and others. (Langley 12/16/2001; ABC News 9/11/2002; Sammon 10/8/2002) According to Clarke, Bush begins the meeting by saying, “I’m coming back to the White House as soon as the plane is fueled. No discussion.” But according to Condoleezza Rice, he begins with the words, “We’re at war.” Clarke leads a quick review of what has already occurred, and issues that need to be quickly addressed. Bush asks CIA Director Tenet who he thinks is responsible for the day’s attacks. Tenet later recalls, “I told him the same thing I had told the vice president several hours earlier: al-Qaeda. The whole operation looked, smelled, and tasted like bin Laden.” Tenet tells Bush that passenger manifests show that three known al-Qaeda operatives had been on Flight 77. According to Tenet, when he tells the president in particular about Nawaf Alhazmi and Khalid Almihdhar (two of the alleged Flight 77 hijackers), Bush gives Mike Morell, his CIA briefer, “one of those ‘I thought I was supposed to be the first to know’ looks.” (Other evidence indicates the third al-Qaeda operative whose name is on the passenger manifest would be Salem Alhazmi (see 9:53 p.m. September 11, 2001).) Tenet tells the meeting that al-Qaeda is “the only terrorist organization capable of such spectacular, well-coordinated attacks,” and that “Intelligence monitoring had overheard a number of known bin Laden operatives congratulating each other after the attacks. Information collected days earlier but only now being translated indicated that various known operatives around the world anticipated a big event. None specified the day, time, place or method of attack.” Richard Clarke later corroborates that Tenet had at this time told the president he was certain that al-Qaeda was to blame. Yet only six weeks later, in an October 24, 2001 interview, Rice will claim differently. She will say, “In the first video conference, the assumption that everybody kind of shared was that it was global terrorists.… I don’t believe anybody said this is likely al-Qaeda. I don’t think so.” Tenet also relays a warning the CIA has received from French intelligence, saying another group of terrorists is within US borders and is preparing a second wave of attacks. Defense Secretary Rumsfeld briefs on the status of US forces, and states that about 120 fighters are now above US cities. (Woodward 2002, pp. 26-27; Clarke 2004, pp. 21-22; 9/11 Commission 7/24/2004, pp. 326 and 554; Tenet 2007, pp. 169) The meeting reportedly ends around 4:00-4:15 p.m. (Langley 12/16/2001; Sammon 10/8/2002)
After President Bush leaves his video conference, other top leaders continue to discuss what steps to take. Counterterrorism “tsar” Richard Clarke asks what to do about al-Qaeda, assuming they are behind the attacks. Deputy Secretary of State Richard Armitage states, “Look, we told the Taliban in no uncertain terms that if this happened, it’s their ass. No difference between the Taliban and al-Qaeda now. They both go down.” Regarding Pakistan, the Taliban’s patrons, Armitage says, “Tell them to get out of the way. We have to eliminate the sanctuary.” (Clarke 2004, pp. 22-23)
ISI Director Lt. Gen. Mahmood Ahmed, extending his Washington visit because of the 9/11 attacks, meets with US officials and negotiates Pakistan’s cooperation with the US against al-Qaeda. On the morning of September 12, 2001, Deputy Secretary of State Richard Armitage summons Mahmood and Pakistani ambassador to the US Maleeha Lodhi to his office. He allegedly offers Mahmood the choice: “Help us and breathe in the 21st century along with the international community or be prepared to live in the Stone Age.” (Deutsche Presse-Agentur (Hamburg) 9/12/2001; Japan Economic Newswire 9/17/2001; Rind 11/9/2001; Rashid 2008, pp. 27) Pakistan’s President Pervez Musharraf will write in a 2006 book (see September 25, 2006) that Armitage actually threatens to bomb Pakistan “back to the Stone Age.” However, Armitage will deny using this wording and say he did not threaten military force. (Bloc 9/22/2006) Armitage says he will soon have a list of specific demands for Pakistan (see September 13-15, 2001). Mahmood makes an unequivocal commitment that Pakistan will stand by the US. (Rashid 2008, pp. 27) However, this commitment apparently is not sincere, because Mahmood returns to Pakistan several days later and tries to convince Pakistani President Pervez Musharraf to support the Taliban instead of the US in the upcoming Afghanistan conflict (see September 15, 2001).
US Secretary of State Colin Powell and his deputy, Richard Armitage, discuss a list of demands to be put to Pakistan the next day. The demands are to be issued as a result of 9/11, perceived Pakistani assistance to radical Islamists, and the need for Pakistan’s help with any campaign against al-Qaeda and the Taliban in Afghanistan. According to authors Adrian Levy and Catherine Scott-Clark, although the US is opposed to the nuclear proliferation operations headed by Pakistani scientist A. Q. Khan, Powell and Armitage “back […] off from pursuing the nuclear question, reasoning that the priority was to get [Pakistani leader Pervez] Musharraf’s commitment to fighting terrorism.” The demands are put to Mahmood Ahmed, director of Pakistan’s ISI intelligence agency, the next day (see September 13-15, 2001). (Levy and Scott-Clark 2007, pp. 305)

On September 12, 2001, Deputy Secretary of State Richard Armitage meets with Mahmood and allegedly demands that Pakistan completely support the US or “or be prepared to live in the Stone Age” (see September 12, 2001). (Deutsche Presse-Agentur (Hamburg) 9/12/2001; Japan Economic Newswire 9/17/2001; Rind 11/9/2001) On September 13, Armitage and Secretary of State Powell present Mahmood seven demands as a non-negotiable ultimatum. The demands are that Pakistan:
Gives the US blanket overflight and landing rights for all US aircraft.
Gives the US access to airports, naval bases, and borders for operations against al-Qaeda.
Provides immediate intelligence sharing and cooperation.
Cuts all shipments of fuel to the Taliban and stops Pakistani fighters from joining them.
Publicly condemns the 9/11 attacks.
Ends support for the Taliban and breaks diplomatic relations with them.
Stops al-Qaeda operations on the Pakistan-Afghanistan border, intercepts arms shipments through Pakistan, and ends all logistical support for al-Qaeda.
Pakistan supposedly agrees to all seven. (Balz, Woodward, and Himmelman 1/29/2002; Rashid 2008, pp. 28) Mahmood also has meetings with Senator Joseph Biden (D-DE), Chairman of the Senate Foreign Relations Committee, and Secretary of State Powell, regarding Pakistan’s position. (Perlez 9/13/2001; Redden 9/13/2001; Associated Press 9/13/2001; Davies 9/16/2001) On September 13, the airport in Islamabad, the capital of Pakistan, is shut down for the day. A government official will later say the airport was closed because of threats made against Pakistan’s “strategic assets,” but will not elaborate. The next day, Pakistan declares “unstinting” support for the US, and the airport is reopened. It will later be suggested that Israel and India threatened to attack Pakistan and take control of its nuclear weapons if Pakistan did not side with the US. (Rind 11/9/2001) It will later be reported that Mahmood’s presence in Washington was a lucky blessing; one Western diplomat saying it “must have helped in a crisis situation when the US was clearly very, very angry.” (Bokhari 9/18/2001) By September 15, Mahmood is back in Pakistan, and he takes part in a meeting with Pakistani President Pervez Musharraf and other Pakistani leaders, discussing the US ultimatum. That evening, Musharraf announces that it completely agrees to the terms (see September 15, 2001). However, Pakistan soon begins backtracking on much of the agreement. For instance, just four days after agreeing to the ultimatum, Musharraf fails to condemn the 9/11 attacks or the Taliban or al-Qaeda in an important televised speech, even though he explicitly agreed to do so as part of the agreement (see September 19, 2001). The Pakistani ISI also continues to supply the Taliban with fuel, weapons, and even military advisers, until at least November 2001 (see Late September-November 2001). Pakistani Foreign Minister Abdul Sattar will later describe Pakistan’s policy: “We agreed that we would unequivocally accept all US demands, but then we would express out private reservations to the US and we would not necessarily agree with all the details.” (Rashid 2008, pp. 28)
The publicly funded Voice of America (VOA), which broadcasts its radio signal throughout much of Europe and the Middle East, pulls a 12-minute interview with Taliban leader Mullah Omar after Deputy Secretary of State Richard Armitage and senior National Security Council officials object to the broadcast. (Guardian 9/26/2001) The VOA has been attempting to exert some editorial independence ever since it was removed from State Department oversight in 1999 and placed under the oversight of a board of governors. (Guardian 9/25/2001)
'Voice of America is Not ... the Voice of the Taliban' - The VOA’s plan was to run excerpts from the interview as part of a four-minute segment on Afghan reactions to a speech by President Bush. Instead, many in the White House and elsewhere object, arguing that running such a broadcast merely gives a voice to terrorists. State Department spokesman Richard Boucher tells reporters, “We told members of the board of broadcast governors that we didn’t think it was appropriate for the Voice of America to be broadcasting the voice of the Taliban into Afghanistan and we didn’t think it was consistent with their charter.” (Guardian 9/25/2001; National Public Radio 7/23/2004) “… Its charter says that they should explain US government policy and present responsible discussion about it. We don’t consider Mullah Omar to be responsible discussion.” Unless Omar is prepared to announce the turnover of Osama bin Laden, currently under the protection of the Taliban, such an interview would provide “no news or anything newsworthy,” Boucher says. “Carrying the interview would be confusing to the millions of listeners to what is essentially a US government broadcast, paid for by the US government.” (CNN 9/25/2001) Another State Department official says, “Voice of America is not the Voice of Mullah Omar and not the Voice of the Taliban.” One VOA staffer retorts, “If this is an indication of the gag order they’re going to impose on us, we can’t do our jobs.” (Guardian 9/25/2001; National Public Radio 7/23/2004)
'We Tell the Whole Story' - VOA’s deputy director for external affairs, Joe O’Connell, says in response, “We were never going to give him an open mike.” A member of VOA’s Board of Governors, Norman Pattiz, chairman of radio conglomerate Westwood One, tells CNN that the decision not to air the broadcast was made by VOA staffers and not by the governors. (CNN 9/25/2001; York 4/21/2003) (The New York Times reports that Pattiz indicated staffers had discussed the interview but had not decided whether to suppress it.) Pattiz goes on to say: “I happen to believe that any legitimate news organization in the world would do that interview. And if the United States is going to be a proponent of a free press, it has to walk the walk.” (Barringer 9/26/2001) “A lot of people in the United States are angry and think the Voice of America is not serving their country the way we should,” says VOA spokeswoman Tara King. “They are getting the wrong impression, but we feel we are providing reliable news. The people in Afghanistan are tuning into us because they trust us, and we tell the whole story.” (Reporters' Committee for a Free Press 9/28/2001)
Mass Resignations Threatened - In a letter to the board, over 100 VOA journalists describe themselves as “deeply distressed to learn of the suppression” of Mullah Omar’s interview. “These comments were legitimate news,” the letter states. “We believe the integrity of the VOA is at stake. This censorship sets a most unfortunate precedent and damages our credibility with our worldwide audience.” (CNN 9/25/2001; Committee to Protect Journalists 9/27/2001) Andre DeNesnera, the VOA news director, writes in an e-mail to staff: “The State Department’s decision is a totally unacceptable assault on our editorial independence, a frontal attack on our credibility. This certainly was a dark, dark day for those of us who have—for years—fought to uphold journalist ethics, balance, accuracy and fairness.” (Committee to Protect Journalists 9/27/2001) The VOA staff threatens a public mass resignation and eventually runs a drastically edited version of the interview—“like 22 seconds” of tape, then-director Myrna Whitworth will later recall. After VOA runs the edited interview, a government spokesperson warns that the station’s “defiance” would be looked into. Whitworth will be relieved of her duties shortly thereafter and replaced, she will recall, “by a gentleman who had strong ties to the National Security Council.” When she leaves, she leaves a memo telling reporters “not to fall under the spell of self-censorship.” She exhorts journalists to “[c]ontinue to interview, anyone, anywhere.” (Guardian 9/25/2001; Hurst 9/8/2002; National Public Radio 7/23/2004)
The Voice of America radio station (VOA) prints a transcript of the recently censored interview it did with Taliban leader Mullah Omar. It also airs a short excerpt from the interview. VOA did not air it on its slated broadcast date of September 21 due to objections from the US’s Deputy Secretary of State, Richard Armitage, and senior officials on the National Security Council (see September 21-26, 2001). Omar tells the interviewer that his organization is sheltering Osama bin Laden because the issue is not bin Laden, but “Islam’s prestige [and] Afghanistan’s tradition.… If we did, it means we are not Muslims… that Islam is finished.” He says that he sees the US’s war on terrorism as two conflicting promises: “One is the promise of God, the other is that of Bush. The promise of God is that my land is vast. If you start a journey on God’s path, you can reside anywhere on this earth and will be protected.… The promise of Bush is that there is no place on earth where you can hide that I cannot find you. We will see which one of these two promises is fulfilled.… We are confident that no one can harm us if God is with us.” When asked what he means in his repeated statements that “America has taken the Islamic world hostage,” Omar replies: “America controls the governments of the Islamic countries. The people ask to follow Islam, but the governments do not listen because they are in the grip of the United States. If someone follows the path of Islam, the government arrests him, tortures him or kills him. This is the doing of America. If it stops supporting those governments and lets the people deal with them, then such things won’t happen. America has created the evil that is attacking it. The evil will not disappear even if I die and Osama dies and others die. The US should step back and review its policy. It should stop trying to impose its empire on the rest of the world, especially on Islamic countries.” (Guardian 9/26/2001; Committee to Protect Journalists 9/27/2001)
Around this time intense political pressure is put on US officials holding five Israeli men arrested for suspicious behavior at the time of the 9/11 attacks (see 3:56 p.m. September 11, 2001). According to the Israeli newspaper Ha’aretz, Deputy Secretary of State Richard Armitage and two unidentified “prominent New York congressmen” lobby heavily for their release. According to a source at ABC News, well-known criminal lawyer Alan Dershowitz also becomes involved as a negotiator to help get the men released. (Dershowitz will later refuse to comment on the matter.) (Ketcham 2/7/2007) ABC News will later report that was “high-level negotiations between Israeli and US government officials” over the five men, resulting in a settlement. (ABC News 6/21/2002) Apparently the political pressure will succeed because the men will be released a few weeks later (see November 20, 2001]).
Senior State Department official and former CIA analyst Flynt Leverett proposes a new, pragmatic approach to the war on terror. He believes that Middle Eastern terrorism is more tactical than religious: for example, since Syria wants to reclaim the Golan Heights and lacks the military ability to wrest that territory from Israel, it relies on “asymmetrical methods,” including terror attacks, to work for its aims. If one accepts this viewpoint, Leverett argues, one accepts that nations like Syria are not locked in fanatical mindsets, and can be negotiated with. Leverett, with the support of senior State Department official Richard Haass, advises his boss, Secretary of State Colin Powell, to draw up a “road map” to peace for the problem nations of the region—if a nation expels its terrorist groups and stops trying to develop weapons of mass destruction, the US will remove that nation from its list of terror sponsors and open a new era of cooperation with that nation. Powell takes the idea to a “Deputies Meeting” at the White House. The meeting includes Deputy Secretary of State Richard Armitage, Deputy Secretary of Defense Paul Wolfowitz, the deputy director of the CIA, a representative from Vice President Dick Cheney’s office, and Deputy National Security Adviser Stephen Hadley. The neoconservatives—Hadley, Wolfowitz, Cheney’s representative—hate the idea, calling it a reward for bad behavior. Sponsors of terrorism should stop because it is the moral thing to do, they say, and until that happens, the US will not encourage their actions. After leaving the meeting, Hadley writes up a memo that comes to be known as “Hadley’s Rules.” They are simple: if a nation such as Iran or Syria offers assistance on a specific item or issue, the US will take it, but will give nothing and promise nothing in return, and the US will not attempt to build on that offer. Leverett believes Hadley’s memo is preposterous, sacrificing a chance at real progress for striking poses of moral purity. Shortly thereafter, National Security Adviser Condoleezza Rice offers him a position as senior director of Mideast affairs at the National Security Council; Leverett takes the job with the understanding that the Bush administration must begin real negotiations with Israel and Palestine. According to a later report by the Senate Intelligence Committee, Pentagon officials conceal potentially life-saving intelligence gleaned from Iranian agents. The report will find that in 2001, the officials, Larry Franklin and Harold Rhode, fail to pass along information gained from Iranian agents to US intelligence agencies, including reports that Iran has sent “hit squads” to Afghanistan to kill Americans. The findings will be based on information from highly unreliable sources: Iranian arms merchant Manucher Ghorbanifar and former Pentagon official Michael Ledeen, both of whom have often provided false or questionable information gathered from questionable sources (see April 3, 2005). In a series of meetings authorized by then-Deputy National Security Adviser Stephen Hadley (see December 9, 2001, December 12, 2001, June 2002, July 2002, and June 2003), two Pentagon officials, including one who reported to then-Undersecretary of Defense for Policy Douglas Feith (see September 2002), meet with Ghorbanifar, Ledeen, and other Iranians. Hadley does not fully brief CIA Director George Tenet and Deputy Secretary of State Richard Armitage about the meetings. The head of the DIA is briefed on the meeting but is not authorized to keep a written summary of it or to discuss it on the orders of then-Deputy Defense Secretary Paul Wolfowitz. For his part, Ledeen will say he twice briefed the US ambassador to Italy about the meetings. “Any time the CIA wanted to find out what was going on all they had to do was ask,” he will say. Though the report will admit that the sources of the intelligence are unreliable, it will still criticize the Pentagon for failing to allow what it calls “potentially useful and actionable intelligence” to be shared with intelligence agencies. (Hess 6/5/2008; Senate Intelligence Committee 6/5/2008 )
The US had been frustrated in their efforts to cross the Pakistan border to search for al-Qaeda figures (see Early 2002 and After). However, the CIA is now permitted to establish a number of covert bases inside Pakistan to help in the hunt for bin Laden. But the ISI and Pakistani military place strict limits on the mobility of CIA officers in Pakistan. They have to travel in the tribal border regions where bin Laden is believed to reside with Pakistani security escorts, “making it virtually impossible for the Americans to conduct effective intelligence-gathering operations among the local tribes on Pakistan’s northwest frontier.” In 2006, author James Risen will claim this arrangement begins in late 2003. (Risen 2006, pp. 181) But in a 2008 New York Times article that quotes high-ranking US figures, it seems the arrangement begins at some point in 2002 and ends in early 2003. According to this article, a small number of US special forces are allowed to accompany the Pakistani army on raids. But the arrangement does not work. Having to move with army greatly limits what the special forces and do and where it can go. Pakistani officials publicly deny that Americans are there, but locals see the Americans and protest, causing an increasingly awkward situation for Pakistan. Deputy Secretary of Defense Richard Armitage will later say he supported the Bush administration’s decision to cancel the arrangement. “We were pushing [the Pakistani government] almost to the breaking point.” (Mazetti and Rohde 6/30/2008)
In the first half of September 2002, a secret report compiled by the CIA, State Department, FBI, NSA, and other US agencies lists six likely bomb targets in Indonesia, including two Bali nightclubs (the Sahid Bali Seaside Resort and the Hard Rock Hotel) that are just a short distance away from the two nightclubs that will ultimately be attacked one month later (see October 12, 2002). The CIA passes the report to its stations in Southeast Asia, alerting them to an imminent attack. The information is at least partially based on the interrogation of al-Qaeda operative Mohammed Mansour Jabarah, who revealed that al-Qaeda is planning an attack on nightclubs and restaurants in Southeast Asia, particularly in Bali (see August 21, 2002). (Borger and Aglionby 10/17/2002; Caldwell 6/26/2003) On September 26, 2002, the US embassy in Indonesia issues a public warning that states, “Americans and Westerners should avoid large gatherings, and locations known to cater primarily to a Western clientele such as certain bars, restaurants and tourist areas.” However, the US State Department does not issue any travel warning for Indonesia, and other governments such as Australia do not issue any warnings. There also is no evidence that the owners of Bali nightclubs are given any warnings. (Kingston 10/10/2003) A US intelligence source will later tell the Guardian, “The State Department didn’t act on [the early September warning] and it’s become a bubbling scandal.” The Guardian will say shortly after the October 2002 Bali bombings that the warning has “fueled a growing row” in the US, Britain, and Australia “over whether Indonesia could have acted sooner against Islamist militants or whether tourists could have been given more warning of the dangers of traveling to resorts like Bali.” (Borger and Aglionby 10/17/2002) The Sydney Morning Herald will conclude in 2003 that it is now “impossible for anyone to believe that Mohammed Mansour Jabarah’s interrogation did not result in the US learning of JI’s plan for a terrorist attack in Bali.” Deputy Secretary of State Richard Armitage will later call Jabarah’s warning “stunningly explicit and specific.” (Kingston 10/10/2003)
Bush and his advisors respond to statements made the previous day by Russian, French, Chinese, and German ministers expressing satisfaction with the weapons inspection process (see January 19, 2003). Bush says: “He’s not disarming. As a matter of fact, it appears to be a rerun of a bad movie. He is delaying, he is deceiving, he is asking for time. He’s playing hide-and-seek with inspectors.… It’s clear to me now that he is not disarming. And, surely, our friends have learned lessons from the past. Surely we have learned how this man deceives and delays.… This business about more time—how much time do we need to see clearly that he’s not disarming? As I said, this looks like a rerun of a bad movie and I’m not interested in watching it.” (US President 1/27/2003) US Deputy Secretary of State Richard Armitage also disputes the notion that Saddam is cooperating with inspectors. “Our other options are just about exhausted at this point,” he asserts “This regime has very little time left to undo the legacy of 12 years. There is no sign, there is not one sign that the regime has any intent to comply fully.” (DeYoung 1/22/2003)
Cheney’s chief of staff, I. Lewis Libby, presents the latest draft of a paper that is meant to serve as a rebuttal to Iraq’s December 7 declaration (see February 5, 2003) to Condoleezza Rice, Stephen Hadley, Paul Wolfowitz, Karl Rove, Richard Armitage, Michael Gerson, and Karen Hughes. The paper, written with the help of John Hannah, is supposed to serve as the basis for the speech Secretary of State Colin Powell will deliver to the UN Security Council on February 5 (see February 5, 2003). In his presentation, Libby says that intercepts and human intelligence reports indicate that Saddam Hussein has been attempting to conceal items. He doesn’t know what items are being hidden by the Iraqis, but he says it must be weapons of mass destruction. He also claims that Iraq has extensive ties to al-Qaeda, and cites the alleged meeting between Mohamed Atta and an Iraqi Intelligence agent (see April 8, 2001) as one example. While Armitage is disappointed with Libby’s presentation, Wolfowitz and Rove seem impressed. Karen Hughes warns Libby not to stretch the facts. (Bamford 2004, pp. 368; Isikoff and Corn 2006, pp. 175)
On February 1, Secretary of State Colin Powell begins rehearsing for his February 5 presentation to the UN Security Council (see February 5, 2003). Powell is assisted by members of his staff, including his chief of staff, Larry Wilkerson, and Deputy Secretary of State Richard Armitage (see January 30-February 4, 2003). (Auster, Mazzetti, and Pound 6/9/2003; Bamford 2004, pp. 368-9; Hylton 4/29/2004)
Discredited Items Keep Reappearing - One item that keeps reoccurring is the discredited claim that 9/11 hijacker Mohamed Atta met with Iraqi officials in Prague (see September 14, 2001 and September 18, 2001). Cheney’s people keep attempting to insert it into the presentation. It takes Powell’s personal intervention to have the claim removed from the presentation. “He was trying to get rid of everything that didn’t have a credible intelligence community-based source,” Wilkerson will later recall. But even after Powell’s decision, Cheney loyalist Stephen Hadley, the deputy national security adviser, tries to have it reinserted. “They were just relentless,” Wilkerson will recall. “You would take it out and they would stick it back in. That was their favorite bureaucratic technique—ruthless relentlessness.” An official (probably Wilkerson) later adds: “We cut it and somehow it got back in. And the secretary said, ‘I thought I cut this?’ And Steve Hadley looked around and said, ‘My fault, Mr. Secretary, I put it back in.’ ‘Well, cut it, permanently!’ yelled Powell. It was all cartoon. The specious connection between al-Qaeda and Saddam Hussein, much of which I subsequently found came probably from the INC and from their sources, defectors and so forth, [regarding the] training in Iraq for terrorists.… No question in my mind that some of the sources that we were using were probably Israeli intelligence. That was one thing that was rarely revealed to us—if it was a foreign source.” Powell becomes so angry at the machinations that he throws the dossier into the air and snaps: “This is bullsh_t. I’m not doing this.” But he continues working on the presentation. (Auster, Mazzetti, and Pound 6/9/2003; Bamford 2004, pp. 370-1; Burrough et al. 5/2004, pp. 230; Unger 2007, pp. 278-279) The same official will add that every time Powell balks at using a particular item, he is “fought by the vice president’s office in the person of Scooter Libby, by the National Security Adviser [Condoleezza Rice] herself, by her deputy [Stephen Hadley], and sometimes by the intelligence people—George [Tenet] and [Deputy CIA Director] John [McLaughlin].” (Bamford 2004, pp. 370)
Mobile Bioweapons Claim Survives Editing Process - One of the allegations Powell rehearses is the claim that Iraq has developed mobile biological weapons laboratories, a claim based on sources that US intelligence knows are of questionable reliability (see Late January, 2003 and February 4, 2003). Referring to one of the sources, an Iraqi major, Powell later tells the Los Angeles Times, “What really made me not pleased was they had put out a burn [fabricator] notice on this guy, and people who were even present at my briefings knew it.” Nor does anyone inform Powell that another source, an Iraqi defector known as Curveball, is also a suspected fabricator (see January 27, 2003). (Drogin and Goetz 11/20/2005) In fact, the CIA issued an official “burn notice” formally retracting more than 100 intelligence reports based on Curveball’s information. (Ross and Schwartz 3/13/2007)
Powell 'Angry, Disappointed' in Poor Sourcing of Claim - In March 2007, Powell will claim he is “angry and disappointed” that he was never told the CIA had doubts about the reliability of the source. “I spent four days at CIA headquarters, and they told me they had this nailed.” But former CIA chief of European operations Tyler Drumheller will later claim in a book that he tried and failed to keep the Curveball information out of the Powell speech (see February 4-5, 2003). “People died because of this,” he will say. “All off this one little guy who all he wanted to do was stay in Germany.” Drumheller will say he personally redacted all references to Curveball material in an advance draft of the Powell speech. “We said, ‘This is from Curveball. Don’t use this.’” But Powell later says neither he nor his chief of staff, Larry Wilkerson, were ever told of any doubts about Curveball. “In fact, it was the exact opposite,” Wilkerson will assert. “Never from anyone did we even hear the word ‘Curveball,’ let alone any expression of doubt in what Secretary Powell was presenting with regard to the biological labs.” (Ross and Schwartz 3/13/2007)
Deputy Secretary of State Richard Armitage tells Congress that the Bush administration will engage in diplomatic negotiations with North Korea over its nuclear ambitions (see Mid-January 2003). “Of course we’re going to have direct talks with the North Koreans,” he says, the only question is when and how. President Bush repudiates Armitage’s statement, reportedly becoming so furious that he bans his staff from discussing the entire subject of bilateral talks in public. The administration’s policy continues to be a direct refusal to talk to North Korea. Its explanation: the Clinton administration had negotiated the Agreed Framework with the North Koreans (see October 21, 1994), and that agreement had failed. The Framework had actually been negotiated through the efforts of South Korea and Japan along with the US, and for almost nine years has succeeded in stopping North Korea’s plutonium weapons program from developing, the entire point of the agreement (see December 12, 2002). However, a North Korean uranium bomb project is progressing (see June 2002). In 2008, author J. Peter Scoblic will write: “[T]he administration’s disinclination to engage in bilateral talks seemed more morally than tactically motivated. Conservatives within the administration had realized that, while they could not stop any and all talks with the North, they could prevent bilateral talks and, just as important, they could restrict the latitude given to American negotiators—again, much as [neoconservative defense official Richard] Perle had done during the Reagan administration (see September 1981 through November 1983 and October 11-12, 1986)—so that little or no progress would be made.” (Scoblic 2008, pp. 240)
Deputy Secretary of State Richard Armitage tells the House Committee on Appropriations during a hearing on a supplemental war regulation: “This is not Afghanistan… When we approach the question of Iraq, we realize here is a country which has a resource. And it’s obvious, it’s oil. And it can bring in and does bring in a certain amount of revenue each year… $10, $15, even $18 billion… this is not a broke country.” (US Congress 9/30/2003)
In the wake of the US-led conquest of Iraq, the government of Iran worries that they will be targeted for US invasion next. Sadegh Kharrazi, Iran’s ambassador to France and the nephew of Foreign Minister Kamal Kharrazi, drafts a bold proposal to negotiate with the US on all the outstanding conflicts between them. (Porter 5/21/2006) Diplomats refer to the proposal as “the grand bargain.” The US sends neoconservative Zalmay Khalilzad, a senior National Security Council official, to talk with Iran’s UN ambassador, Javad Zarif. (Unger 3/2007) The proposal was reviewed and approved by Iran’s top leaders Supreme Leader Ayatollah Ali Khamenei, President Mohammad Khatami, and Foreign Minister Kamal Kharrazi. Tim Guldimann, the Swiss ambassador to Iran, is used as an intermediary since the US and Iran do not have formal diplomatic relations. (Kessler 2/14/2007)
According to the language of the proposal, it offers “decisive action against any terrorists (above all, al-Qaeda) in Iranian territory” and “full cooperation and exchange of all relevant information.” In return, Iran wants “pursuit of anti-Iranian terrorists, above all [the Mujahedeen-e Khalq (MEK)],” a dissident Iranian group which the US officially lists as a terrorist organization.
Iran also offers to accept much tighter controls by the International Atomic Energy Agency (IAEA) in exchange for “full access to peaceful nuclear technology.” It proposes “full transparency for security [assurance] that there are no Iranian endeavors to develop or possess WMD” and “full cooperation with IAEA based on Iranian adoption of all relevant instruments (93+2 and all further IAEA protocols).” That is a references to IAEA protocols that would guarantee the IAEA access to any declared or undeclared facility on short notice.
The proposal also offers a dramatic change in Iranian policy towards Israel. Iran would accept an Arab league declaration approving a land-for-peace principle and a comprehensive peace with Israel in return for Israel’s withdrawal to 1967 lines, a softening of Iran’s usual policy.
The proposal further offers to stop any Iranian support of Palestinian opposition groups such as Hamas and proposes to convert Hezbollah into “a mere political organization within Lebanon.” It further offers “coordination of Iranian influence for activity supporting political stabilization and the establishment of democratic institutions and a nonreligious government” in Iraq.
In return, Iran wants a democratic government in Iran, which would mean its Shiite allies would come to power since the Shiites make up a majority of the Iraqi population. The proposal wants the US to remove Iran from its “axis of evil” and list of terrorism sponsors. (Porter 5/21/2006)
US Rejects Offer - The US flatly rejects the idea. “We’re not interested in any grand bargain,” says Undersecretary of State for Arms Control and International Security John Bolton. (Unger 3/2007) The American Prospect will later comment that “Iran’s historic proposal for a broad diplomatic agreement should have prompted high-level discussions over the details of an American response.” State Department counterterrorism expert Flynt Leverett will later call it a “respectable effort” to start negotiations with the US. But within days, the US rejects the proposal without even holding an interagency meeting to discuss its possible merits. Guldimann, the Swiss intermediary, is reprimanded for having passed the proposal to the US. (Porter 5/21/2006) Larry Wilkerson, Secretary of State Colin Powell’s chief of staff, will later say that it was a significant proposal for beginning “meaningful talks” between the US and Iran but that it “was a non-starter so long as [Dick] Cheney was Vice President and the principal influence on Bush.” (Hirsh 2/8/2007) He will also say that the State Department supported the offer, “[b]ut as soon as it got to the Vice President’s office, the old mantra of ‘We don’t talk to evil‘… reasserted itself” and Cheney’s office turned the offer down. (BBC 1/18/2007) Deputy Secretary of State Richard Armitage will later claim that, “We couldn’t determine what was the Iranians’ and what was the Swiss ambassador’s,” and says that he though the Iranians “were trying to put too much on the table.” National Security Adviser Condoleezza Rice will say of the proposal, “Perhaps somebody saw something of the like” but “I just don’t remember ever seeing any such thing.” (Hirsh 2/8/2007) Colin Powell will later say that President Bush simply didn’t want to negotiate with an Iranian government that he believed should not be in power. “My position… was that we ought to find ways to restart talks with Iran… But there was a reluctance on the part of the president to do that.” He also says, “You can’t negotiate when you tell the other side, ‘Give us what a negotiation would produce before the negotiations start.’” (Hirsh and Bahari 2/12/2007) Days later, Iran will propose a more limited exchange of al-Qaeda prisoners for MEK prisoners, but the US will reject that too (see Mid-May 2003). Author Craig Unger will later write, “The grand bargain was dead. Flush with a false sense of victory, Bush, Cheney, and [Defense Secretary Donald] Rumsfeld felt no need to negotiate with the enormous oil-rich country that shared a border with the country America had just invaded.” (Unger 2007, pp. 308-309)
Proposal Echoed Four Years Later - In 2007, the BBC will note, “Observers say the Iranian offer as outlined nearly four years ago corresponds pretty closely to what Washington is demanding from Tehran now.” (BBC 1/18/2007)
Deputy Secretary of State Richard Armitage asks officers in the State Department’s Bureau of Intelligence and Research (INR) for more information regarding the Joseph Wilson mission to Niger (see February 21, 2002-March 4, 2002 and July 6, 2003). Armitage is sent a copy of the INR memo on Wilson (see June 10, 2003). (Leopold 11/24/2005; Corn 8/27/2006) The next day, Armitage tells Washington Post reporter Bob Woodward that Wilson’s wife, Valerie Plame Wilson, is a CIA official who sent her husband on the Niger trip (see June 13, 2003).
After the morning publication of a Washington Post article by reporter Walter Pincus questioning the validity of the Iraq WMD claims (see June 12, 2003), members of the National Security Council, along with White House and State Department staffers, discuss the story. Among the information exchanged is the knowledge that the wife of former ambassador Joseph Wilson, whose trip to Niger helped spark the Post article’s questions about Iraqi WMD (see February 21, 2002-March 4, 2002), is a CIA official. “After Pincus,” a former intelligence later officer says, “there was general discussion with the National Security Council and the White House and State Department and others” about Wilson’s trip and its origins. According to a report by Time magazine, neither Secretary of State Colin Powell nor his deputy, Richard Armitage, speak to anyone at the White House about Wilson’s trip or Plame Wilson’s identity until after July 6, but this claim, sourced by someone “familiar with the [Wilson] memo” (see March 8, 2002), is false; Armitage will inform Post reporter Bob Woodward about Plame Wilson’s identity the day after the Pincus article (see June 13, 2003). Deputy CIA Director John McLaughlin will later say that the White House asks about the Wilson trip around this time, but cannot remember when that information was requested (see May 29, 2003, June 2003, June 9, 2003, June 9, 2003, 4:30 p.m. June 10, 2003, 5:25 p.m. June 10, 2003, 12:00 p.m. June 11, 2003, and 5:27 p.m. June 11, 2003). McLaughlin will say that “we looked into it and found the facts of it, and passed it on.” (Novak 7/31/2005)
Washington Post reporter Bob Woodward meets with Deputy Secretary of State Richard Armitage, who informs him that Valerie Plame Wilson is a CIA officer working on the issue of WMD in the Middle East. Plame Wilson is the wife of Joseph Wilson, who was sent to Niger to determine the truth behind the Iraq-Niger uranium claims (see February 21, 2002-March 4, 2002 and July 6, 2003). (Woodward 11/16/2005; Shenon 8/23/2006; MSNBC 2/21/2007) Armitage has just received the information from State Department intelligence officers, who forwarded him a memo marked “Secret” that included information about Wilson’s trip, his findings, and the fact that his wife is a CIA agent (see June 10, 2003). Revealing Plame Wilson's Identity - Woodward asks Armitage why the CIA would send Wilson to Niger. “It was Joe Wilson who was sent by the agency,” Woodward says, according to an audiotape Woodward plays for the court during the Lewis Libby trial (see February 12, 2007). “I mean, that’s just—” Armitage answers, “His wife works in the agency.” The two then have the following exchange:
Woodward: “Why doesn’t that come out? Why does—”
Armitage: “Everyone knows it.” (It is unclear who or what Armitage is referring to. Columnist Byron York will later write that Armitage is referring to Wilson being the anonymous foreign ambassador criticizing Bush in the press.)
Woodward: “That have to be a big secret? Everyone knows.”
Armitage: “Yeah. And I know [expletive deleted] Joe Wilson’s been calling everybody. He’s pissed off because he was designated as a low-level guy, went out to look at it. So, he’s all pissed off.”
Woodward: “But why would they send him?”
Armitage: “Because his wife’s a [expletive deleted] analyst at the agency.”
Woodward: “It’s still weird.”
Armitage: “It’s perfect. This is what she does—she is a WMD analyst out there.”
Woodward: “Oh, she is.”
Woodward: “Oh, I see.”
Armitage: “[Expletive deleted] look at it.”
Woodward: “Oh, I see. I didn’t [expletive deleted].”
Armitage: “Yeah, see?”
Woodward: “Oh, she’s the chief WMD?” (asking if Plame Wilson is the head of the Iraqi WMD bureau within the agency—see April 2001 and After).
Armitage: “No, she isn’t the chief, no.”
Woodward: “But high enough up that she can say, ‘Oh yeah, hubby will go?” (see February 19, 2002, July 22, 2003, October 17, 2003, and July 20, 2005).
Armitage: “Yeah, he knows Africa.”
Woodward: “Was she out there with him?”
Woodward: “When he was an ambassador?”
Armitage: “Not to my knowledge. I don’t know. I don’t know if she was out there or not. But his wife is in the agency and is a WMD analyst. How about that [expletive deleted]?” (New York Sun 6/13/2003; Apuzzo 2/12/2007; York 2/13/2007)
Woodward Does Not Report Plame Wilson's Identity - Woodward does not report this information. But Armitage’s divulgence may be the first time an administration official outs Plame Wilson, an undercover CIA agent, to a journalist. Woodward will later call the disclosure “casual and offhand,” and say the disclosure “did not appear to me to be either classified or sensitive.” He will note that “an analyst in the CIA is not normally an undercover position.” Woodward tells fellow Post reporter Walter Pincus that Plame Wilson is a CIA agent, but Pincus will say he does not recall the conversation. Woodward will note that on June 20, he will interview a “second administration official” with a notation to ask about “Joe Wilson’s wife,” but according to the recording of their conversation, the subject never comes up. Woodward enjoys extraordinary access to the White House for preparation of his second book on the Bush administration, Plan of Attack. (Woodward 11/16/2005; Shenon 8/23/2006; Unger 2007, pp. 310; MSNBC 2/21/2007)
Syndicated columnist Robert Novak, a well-established Washington conservative, lands an interview with Deputy Secretary of State Richard Armitage. Novak has been trying for some time to schedule an interview with Armitage without success, but Armitage calls him virtually out of nowhere and offers an interview. They agree to meet soon after the 4th of July holiday. It is at this meeting that Armitage will tell Novak that administration critic Joseph Wilson’s wife is a covert CIA agent (see July 8, 2003), just as he has previously told Washington Post reporter Bob Woodward (see June 13, 2003). (Unger 2007, pp. 310)
The State Department sends a memo (see June 10, 2003) to Secretary of State Colin Powell as he is traveling with President Bush and other senior White House officials to Africa. Powell is seen during the flight walking around Air Force One with the memo in his hand. The memo concerns the trip by former ambassador Joseph Wilson to Niger, where he learned that allegations of Iraq attempts to purchase Nigerien uranium were false (see February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003), and reveals his wife as a covert CIA agent. (Stevenson 7/16/2005; Rich 2006, pp. 180) The paragraph identifying Valerie Plame Wilson as a CIA official is marked “S-NF,” signfying its information is classified “Secret, Noforn.” Noforn is a code word indicating that the information is not to be shared with foreign nationals. (Pincus and VandeHei 7/21/2005; Isikoff 8/1/2005) When Wilson’s op-ed debunking the uranium claim and lambasting the administration for using it as a justification for war appears in the New York Times (see July 6, 2003), Powell’s deputy, Richard Armitage, calls Carl Ford, the head of the State Department’s internal intelligence unit, the Bureau of Intelligence and Research (INR) at Ford’s home. Armitage asks Ford to send a copy of the Grossman memo to Powell, who is preparing to leave for Africa with Bush. Ford sends a copy of the memo to the White House for transmission to Powell. The memo relies on notes by an analyst who was involved in a February 19, 2002 meeting to discuss whether to send someone to Africa to investigate the uranium claims, and if so, who (see February 19, 2002). The notes do not identify either Wilson or his wife by name, and erroneously state that the meeting was “apparently convened by” the wife of a former ambassador “who had the idea to dispatch” her husband to Niger because of his contacts in the region. Wilson is a former ambassador to Gabon. Plame Wilson has said that she suggested her husband for the trip, introduced him at the meeting, and left after about three minutes (see February 13, 2002). The memo identifies Wilson’s wife as Valerie Wilson; when conservative columnist Robert Novak outs her as a CIA agent (see July 14, 2003), he identifies her by her maiden name, Valerie Plame. The memo will later become a matter of intense interest to investigators attempting to learn how Plame Wilson’s identity was leaked to the press (see (July 15, 2005)). Syndicated columnist Robert Novak discusses former ambassador Joseph Wilson’s journey to Niger (see February 21, 2002-March 4, 2002) with Deputy Secretary of State Richard Armitage (see Late June 2003). Novak asks Armitage, “Why in the world did [the CIA] send Joe Wilson on this?” and Armitage answers by revealing what he has learned from a State Department intelligence memo (see June 10, 2003) that Wilson’s wife, Valerie Plame Wilson, is a CIA agent who works with the issue of weapons of mass destruction. “I don’t know,” Armitage says, “but his wife works out there.” Armitage also tells Novak that Plame Wilson “suggested” her husband for the Niger trip. (Fox News 9/8/2006; Wilson 2007, pp. 256; Marcy Wheeler 2/12/2007) Novak has already learned of Plame Wilson’s CIA status from White House press secretary Ari Fleischer (see July 7, 2003). Either later this day, or sometime during the next day, Novak also learns of Plame Wilson’s CIA status from White House political adviser Karl Rove (see July 8 or 9, 2003). Novak will publicly reveal Plame Wilson’s CIA status in his next column, apparently as part of an effort to discredit her husband (see July 6, 2003 and July 14, 2003). Bill Harlow, a CIA spokesman, has a conversation with conservative columnist Robert Novak regarding Novak’s plans to reveal the CIA status of Valerie Plame Wilson in a forthcoming column (see July 14, 2003). Novak has learned of Plame Wilson’s identity from Deputy Secretary of State Richard Armitage (see July 8, 2003), and has already spoken to White House political strategist Karl Rove (see July 8 or 9, 2003). Harlow will testify about his conversation with Rove to the grand jury investigating the Plame Wilson leak in 2004. In speaking with Novak, Harlow warns as strongly as he can without revealing classified information (i.e. Plame Wilson’s covert status) that Plame Wilson did not authorize her husband’s mission to Niger (see February 21, 2002-March 4, 2002) and Novak should not reveal her name or CIA identity. After their conversation ends, Harlow checks with other CIA officials, and confirms that Plame Wilson is an undercover operative. He then calls Novak back and reiterates that her name should not be used (see Before July 14, 2003). Harlow does not tell Novak that Plame Wilson is an undercover operative, because that information is classified. Novak will ignore Harlow’s warnings and reveal Plame Wilson’s name in his July 14 column. In an October 2003 column, he will minimize Harlow’s warnings, writing that an unidentified CIA official (Harlow) “asked me not to use her name, saying she probably never again will be given a foreign assignment but that exposure of her name might cause ‘difficulties’ if she travels abroad. He never suggested to me that [she] or anybody else would be endangered. If he had, I would not have used her name” (see October 1, 2003). (Pincus and VandeHei 7/27/2005)
Two White House officials call at least six Washington journalists to tell them that former ambassador Joseph Wilson’s wife is a CIA agent. Wilson wrote an op-ed criticizing the administration’s Iraq policies and claiming that the allegations of Iraq’s attempts to buy uranium from Niger are unsubstantiated (see July 6, 2003). In return, administration officials are attempting to discredit Wilson by alleging that his wife, undercover CIA operative Valerie Plame Wilson, sent him on the journey (see July 17, 2003). Plame Wilson will be outed as a CIA agent by conservative columnist Robert Novak (see July 14, 2003), who received the tip from two administration officials, Deputy Secretary of State Richard Armitage (see Late June 2003) and Deputy Chief of Staff Karl Rove (see July 8, 2003 and 11:00 a.m. July 11, 2003). (Allen and Priest 9/28/2003) One of those journalists is the Washington Post’s Walter Pincus (see June 12, 2003), who later testifies that he learns of Plame Wilson’s identity from White House press secretary Ari Fleischer (see (July 11, 2003)) on July 12. Pincus will testify that, during a conversation about the Iraq-Niger WMD claim, Fleischer “swerved off and said, in effect, don’t you know his wife works at CIA, is an analyst on WMD, and she arranged the trip, that’s why people weren’t paying attention to it.” (Marcy Wheeler 2/12/2007)
Outing 'Clearly ... For Revenge' - On September 27, a senior administration official will confirm that two officials, whom he/she does not name, called Novak and other journalists. “Clearly, it was meant purely and simply for revenge,” the senior official says. A reporter will tell Joseph Wilson that, according to either Armitage or Rove, “The real issue is Wilson and his wife.” Other sources will say that one of the leakers describe Plame Wilson as “fair game” (see July 21, 2003). When the administration official is asked why he/she is discussing the leakers, the response is that the leaks are “wrong and a huge miscalculation, because they were irrelevant and did nothing to diminish Wilson’s credibility” (see September 28, 2003). Wilson will state publicly that he believes Rove broke his wife’s cover (see August 21, 2003). (Allen and Priest 9/28/2003)
Wilson: Journalists Fear Reprisals - Wilson later writes: “A reporter told me that one of the six newspeople who had received the leak stated flatly that the pressure he had come under from the administration in the past several months to remain silent made him fear that if he did his job and reported on the leak story, he would ‘end up in Guantanamo’—a dark metaphor for the career isolation he would suffer at the hands of the administration. Another confided that she had heard from reporters that ‘with kids in private school and a mortgage on the house,’ they were unwilling to cross the administration.… What does it say for the health of our democracy—or our media—when fear of the administration’s reaction preempts the search for truth?” (Wilson 2004, pp. 440)
Conservative columnist Robert Novak, after being told by Deputy Secretary of State Richard Armitage and White House political guru Karl Rove that Valerie Plame Wilson is a CIA officer (see July 8, 2003), writes a syndicated op-ed column that publicly names her as a CIA officer. The column is an attempt to defend the administration from charges that it deliberately cited forged documents as “evidence” that Iraq had tried to purchase uranium from Niger (see July 6, 2003). It is also an attempt to discredit Joseph Wilson, Plame Wilson’s husband, who had gone to Niger at the behest of the CIA to find out whether the Iraq-Niger story was true (see 11:00 a.m. July 11, 2003). Novak characterizes Wilson’s findings—that an Iraqi deal for Nigerien uranium was highly unlikely—as “less than definitive,” and writes that neither CIA Director George Tenet nor President Bush were aware of Wilson’s report before the president’s 2003 State of the Union address where he stated that Iraq had indeed tried to purchase uranium from Niger (see 9:01 pm January 28, 2003). Novak writes: “Wilson never worked for the CIA, but his wife, Valerie Plame, is an agency operative on weapons of mass destruction. Two senior administration officials [Armitage and Rove, though Novak does not name them] told me that Wilson’s wife suggested sending him to Niger to investigate the Italian report. The CIA says its counterproliferation officials selected Wilson and asked his wife to contact him. ‘I will not answer any question about my wife,’ Wilson told me.” Wilson’s July 6 op-ed challenging the administration’s claims (see July 6, 2003) “ignite[d] the firestorm,” Novak writes. (Novak 7/14/2003; Unger 2007, pp. 312-313) Novak also uses the intelligence term “agency operative,” identifying her as a covert agent and indicating that he is aware of her covert status. Later, though, Novak will claim that he came up with the identifying phrase independently, and did not know of her covert status. (Waas 7/19/2005)
Asked Not to Print Plame Wilson's Name - Novak will later acknowledge being asked by a CIA official not to print Plame Wilson’s name “for security reasons.” Intelligence officials will say they thought Novak understood there were larger reasons than Plame Wilson’s personal security not to publish her name. Novak will say that he did not consider the request strong enough to follow (see September 27, 2003 and October 1, 2003). (Allen and Priest 9/28/2003) He will later reveal the CIA official as being agency spokesman Bill Harlow, who asked him not to reveal Plame’s identity because while “she probably never again will be given a foreign assignment… exposure of her agency identity might cause ‘difficulties’ if she travels abroad.” In 2008, current White House press secretary Scott McClellan will write: “This struck Novak as an inadequate reason to withhold relevant information from the public. Novak defended his actions by asserting that Harlow had not suggested that Plame or anybody else would be endangered, and that he learned Plame’s name (though not her undercover identity) from her husband’s entry in the well-known reference book Who’s Who in America.” (McClellan 2008, pp. 173-174) McClellan will note, “Whether war, smear job, or PR offensive gone haywire, the CIA took the leak of Plame’s name very seriously.” (McClellan 2008, pp. 174)
Plame Wilson Stricken - According to Wilson’s book The Politics of Truth, his wife’s first reaction is disbelief at Novak’s casual destruction of her CIA career. “Twenty years of loyal service down the drain, and for what?” she asks. She then makes a checklist to begin assessing and controlling the damage done to her work. She is even more appalled after totalling up the damage. Not only are the lives of herself and her family now endangered, but so are those of the people with whom she has worked for 20 years (see July 14, 2003). (Dean 5/12/2004) In 2005, Joseph Wilson will tell a reporter: “[Y]ou can assume that even if 150 people read the Novak article when it appeared, 148 of them would have been the heads of intelligence sections at embassies here in Washington and by noon that day they would have faxing her name or telexing her name back to their home offices and running checks on her: whether she had ever been in the country, who she may have been in contact with, etc.” (Alexandrovna 7/13/2005)
Intimidation of Other Whistle-Blowers? - In 2007, author Craig Unger will write: “The implication from the administration was that the CIA’s selection of Wilson was somehow twisted because his wife was at the CIA. But, more importantly, the administration had put out a message to any and all potential whistle-blowers: if you dare speak out, we will strike back. To that end, the cover of Valerie Plame Wilson, a CIA operative specializing in WMD, had been blown by a White House that was supposedly orchestrating a worldwide war against terror.” (Unger 2007, pp. 312-313)
Outing about Iraq, Not Niger, Author Says - In 2006, author and media critic Frank Rich will write: “The leak case was about Iraq, not Niger. The political stakes were high only because the scandal was about the unmasking of an ill-conceived war, not the unmasking of a CIA operative who posed for Vanity Fair. The real victims were the American people, not the Wilsons. The real culprits—the big enchilada, in John Ehrlichman’s Nixon White House lingo—were not the leakers but those who provoked a war in Iraq for their own motives and in so doing diverted finite resources, human and otherwise, from the fight against those who did attack America on 9/11, and had since regrouped to deadly effect.… Without Iraq, there never would have been a smear campaign against an obscure diplomat or the bungled cover-up [that followed]. While the Bush White House’s dirty tricks, like [former President] Nixon’s, were prompted in part by a ruthless desire to crush the political competition at any cost, this administration had upped the ante by playing dirty tricks with war.” (Rich 2006, pp. 184)
Elevating Profile of Controversy - In 2008, McClellan will write, “By revealing Plame’s status, Novak inadvertently elevated the Niger controversy into a full-blown scandal.” (McClellan 2008, pp. 173)
The Justice Department authorizes the FBI to open a criminal investigation into leaks of CIA agent Valerie Plame Wilson’s covert identity by sources within the Bush administration (see July 14, 2003, July 30, 2003, and September 16, 2003). (MSNBC 2/21/2007; Washington Post 7/3/2007) The investigation is headed by the Justice Department’s counterespionage chief, John Dion. (Ward 1/2004)
Questions of Impartiality - Dion is a veteran career prosecutor who has headed the counterespionage section since 2002. He will rely on a team of a half-dozen investigators, many of whom have extensive experience in investigating leaks. However, some administration critics are skeptical of Dion’s ability to run an impartial investigation: he will report to the Justice Department’s Robert McCallum, who is an old friend and Yale classmate of President Bush. Both Bush and McCallum were members of the secret Skull & Bones Society at Yale. Others believe the investigation will be non-partisan. “I believe that the career lawyers in Justice—the people who preceded [Attorney General] John Ashcroft and who will be there after he leaves—will do a nonpolitical investigation, an honest investigation,” says legal ethics specialist Stephen Gillers. “Ashcroft’s sole job is to stay out of it.” (Associated Press 10/2/2003; Schmitt and Chen 10/2/2003)
CIA Director Filed Request - The request for an investigation (see September 16, 2003) was filed by CIA Director George Tenet; a CIA official says Tenet “doesn’t like leaks.” White House press secretary Scott McClellan says he knows of no leaks about Wilson’s wife: “That is not the way this White House operates, and no one would be authorized to do such a thing. I don’t have any information beyond an anonymous source in a media report to suggest there is anything to this. If someone has information of this nature, then he or she should report it to the Department of Justice.” McClellan calls Joseph Wilson’s charges that deputy White House chief of staff Karl Rove leaked his wife’s name (see August 21, 2003) “a ridiculous suggestion” that is “simply not true.” A White House official says that two administration sources (later revealed to be Rove and Deputy Secretary of State Richard Armitage—see June 13, 2003, July 8, 2003, and 11:00 a.m. July 11, 2003) leaked Plame Wilson’s name to six separate journalists (see Before July 14, 2003). The White House is notoriously intolerant of leaks, and pursues real and supposed leakers with vigor. Wilson says that if the White House did indeed leak his wife’s name, then the leak was part of what he calls “a deliberate attempt on the part of the White House to intimidate others and make them think twice about coming forward.” (Allen and Priest 9/28/2003)
White House, Democrats Respond - National Security Adviser Condoleezza Rice says that the White House is willing to have the Justice Department investigate the charges. “I know nothing of any such White House effort to reveal any of this, and it certainly would not be the way that the president would expect his White House to operate,” she tells Fox News. “My understanding is that in matters like this, a question like this is referred to the Justice Department for appropriate action and that’s what is going to be done.” However, some Democrats want more. Senator Charles Schumer (D-NY) says the Justice Department should appoint a special counsel to investigate the charges, since the department has an inherent conflict of interest: “I don’t see how it would be possible for the Justice Department to investigate whether a top administration official broke the law and endangered the life of this agent (see July 21, 2003). Even if the department were to do a thorough and comprehensive investigation, the appearance of a conflict could well mar its conclusions.… Leaking the name of a CIA agent is tantamount to putting a gun to that agent’s head. It compromises her safety and the safety of her loved ones, not to mention those in her network of intelligence assets. On top of that, it poses a serious threat to the national security of this nation.” Representative Richard Gephardt (D-MO) says the White House should find out who is responsible for the leak, and Congress should investigate the matter as well. (Allen and Priest 9/28/2003; Fox News 9/29/2003)
FBI Will Acknowledge Investigation - The FBI officially acknowledges the investigation on September 30 (see September 30, 2003), and informs the White House of the investigation. (New York Times 2006)
Syndicated columnist Robert Novak, who publicly outed former ambassador Joseph Wilson’s wife Valerie Plame Wilson as a CIA officer in one of his columns three months earlier (see July 14, 2003), writes that he is now forced to revisit that column since “repercussions” from it “have reached the front pages of major newspapers and led off network news broadcasts.” Today’s column, he writes, is to clarify his actions and those of the Bush White House, which have been “distorted” in media reports. Novak says he “did not receive a planned leak” (see Late June 2003, July 8-10, 2003, and July 8, 2003). He asserts that “the CIA never warned me that the disclosure of Wilson’s wife working at the agency would endanger her or anybody else” (see Before July 14, 2003 and September 27, 2003). And, Plame Wilson’s identity “was not much of a secret” (see Before July 14, 2003).
Husband the Real Issue, Novak Claims - Novak attempts to turn the issue around and make Joseph Wilson and the Democrats the focus of the controversy: “Wilson, after telling me in July that he would say nothing about his wife, has made investigation of the leak his life’s work—aided by the relentless Sen. Charles Schumer of New York. These efforts cannot be separated from the massive political assault on President Bush.” Novak points out that Wilson, whom he falsely describes as a former “high-ranking official in President Bill Clinton’s National Security Council,” is now “a vocal opponent of President Bush’s policies in Iraq after contributing to Al Gore in the last election cycle and John Kerry in this one.” (Novak fails to note that Wilson gave campaign contributions to both Republicans and Democrats—see September 30, 2003). Why, Novak asks, was such a “partisan Democrat” given the assignment to investigate the Iraq-Niger uranium claims (see July 6, 2003)?
Again Asserts Wife Sent Wilson to Niger - Novak says that according to “a senior administration official,” Wilson was sent to Niger “by the CIA’s counterproliferation section at the suggestion of one of its employees, his wife. It was an offhand revelation from this official [later revealed as Deputy Secretary of State Richard Armitage—see Late June 2003 and July 8, 2003], who is no partisan gunslinger.” Novak called a second official, later confirmed as White House political adviser Karl Rove (see July 8, 2003), who said, “Oh, you know about it.” Novak calls reports that White House officials “failed to plant this story with six reporters and finally found me as a willing pawn is simply untrue.” He acknowledges being asked not to reveal Plame Wilson’s identity by the CIA official “designated to talk to me,” but denies being told that others might be harmed or intelligence networks might be damaged by the revelation. As for Plame Wilson’s identity being “no big secret,” he asserts, falsely, that Republican activist Clifford May knew of her identity before his column appeared, and, according to May, her CIA status was “common knowledge” (see July 12, 2004). Novak also notes that “Valerie Plame” is listed as Joseph Wilson’s wife in her husband’s “Who’s Who in America” entry, though he fails to note that the entry does not identify her as a CIA employee. He goes on to say that the CIA did not describe her as an “operative,” but a mere “employee” who is “covered”—working under the auspices of another agency. He writes, again falsely, that Plame Wilson “has been an analyst, not in covert operations” (see Fall 1992 - 1996 and April 2001 and After). Finally, Novak writes that the Justice Department investigation was not, in fact, requested by CIA Director George Tenet (see September 26, 2003). The request for an investigation was routine, he claims, one of around one such request a week. (Novak 10/1/2003)
Washington lobbyist Kenneth Duberstein, a friend of Deputy Secretary of State Richard Armitage, calls columnist Robert Novak to say Armitage fears he might have “inadvertently” leaked to him the identity of CIA official Valerie Plame Wilson (see July 8, 2003 and October 1, 2003). (Authors Michael Isikoff and David Corn, in their 2006 book Hubris, will speculate that Duberstein arranged the July 2003 meeting between Novak and Armitage.) Duberstein says that Armitage is considering resigning over his action, and asks Novak if Armitage was his source. Novak declines to confirm Armitage’s status to Duberstein. Novak will later write: “I did not reply because I was sure that Armitage knew he was the source. I believed he contacted me Oct. 1 because of news the weekend of Sept. 27-28 that the Justice Department was investigating the leak” (see September 26, 2003). Deputy Secretary of State Richard Armitage, re-reading the July 14, 2003 column by conservative columnist Robert Novak that outed covert CIA officer Valerie Plame Wilson (see July 14, 2003) and Novak’s current column about the leak October 1, 2003), realizes that he was one of Novak’s sources (see July 8, 2003). In Armitage’s words, Novak wrote that he learned of Plame Wilson’s identity from “a non-partisan gun slinger.” Armitage calls his boss, Secretary of State Colin Powell, and says, “I’m sure that was me.” He tells the FBI investigators probing the leak of Plame Wilson’s identity of his role in outing the agent. “I told them that I was the inadvertent leak,” Armitage will admit in 2006. But he does not hire a lawyer. He will explain, “First of all, I felt so terrible about what I’d done that I felt I deserved whatever was coming to me. And secondarily, I didn’t need an attorney to tell me to tell the truth. I was already doing that. I was not intentionally outing anybody.” (CBS News 9/7/2006) Within hours, William Howard Taft IV, the State Department’s legal adviser, notifies a senior Justice Department official that Armitage has information relevant to the Plame Wilson investigation (see September 26, 2003). Armitage will discuss the matter with FBI investigators the next day (see October 2, 2003). (Isikoff 9/4/2006)
Al-Qaeda leader Ahmed Said Khadr is killed in a shootout with the Pakistani army. The police received reports that senior members of al-Qaeda were hiding in South Waziristan, part of Pakistan’s tribal region near Afghanistan. The army attacks their safe house. After several hours of shooting, eight people in the safe house are killed and 18 are taken prisoner. One of the killed is later identified as Khadr. He is a long time Canadian citizen who ran a Canadian charity front called Human Concern International. After his death, a sympathetic jihadist group will refer to him as a “founding member” of al-Qaeda. (Bell 10/14/2003; Canadian Broadcasting Corporation 4/20/2006) In fact, thousands of al-Qaeda-linked militants have been hiding out in South Waziristan since early 2002, with the assistance of some in the Pakistani government (see Late 2002-Late 2003). The attack comes as Pakistan is under increasing international pressure to do something about the al-Qaeda safe haven, and takes place just days before Deputy Secretary of State Richard Armitage is due to visit Pakistan. Pakistani journalist Ahmed Rashid will later comment, “Buying time by carrying out an attack just before the visit of a senior US official became a pattern for [Pakistan].” (Rashid 2008, pp. 270)
Deputy Secretary of State Richard Armitage, having told State Department officials that he was one of the sources for Robert Novak’s July 2003 outing of CIA official Valerie Plame Wilson (see October 1, 2003), is questioned by FBI agents investigating the leak of Plame Wilson’s identity. Armitage admits to passing along classified information to columnist Robert Novak that identified Plame Wilson as a CIA official working on WMD issues (see June 10, 2003). According to a 2006 Newsweek article, the three State Department officials who know of Armitage’s involvement—Secretary of State Colin Powell, State Department counsel William Howard Taft IV, and Armitage himself—do not take the story public, and Armitage’s role remains secret. (Isikoff 9/4/2006)
In the wake of the report by US inspector David Kay that Iraq has no weapons of mass destruction (see December 2003), Secretary of State Colin Powell’s mood becomes more and more glum (see February 5, 2003). His chief of staff, Lawrence Wilkerson, will later recall: “Well, [Powell] got a telephone call each time a pillar fell. It was either John [McLaughlin, deputy CIA director], calling Rich [Armitage, Powell’s deputy], and Rich telling him, or it was [CIA Director] George [Tenet] or John calling the secretary. And I remember this vividly because he would walk through my door, and his face would grow more morose each time, and he’d say, ‘Another pillar just fell.’ I said, ‘Which one this time?’ And, of course, the last one was the mobile biological labs (see Mid-March 2004). Finally, when that call came, the secretary came through the door and said, ‘The last pillar has just collapsed. The mobile biological labs don’t exist.’ Turned around and went back into his office.” (Murphy and Purdum 2/2009)
Special counsel Patrick Fitzgerald informs conservative columnist Robert Novak, the author of the column that exposed the CIA identity of Valerie Plame Wilson (see July 14, 2003), that he intends to bring waivers of journalistic confidentiality (see January 2-5, 2004) from Novak’s sources for the column, Deputy Secretary of State Richard Armitage (see July 8 or 9, 2003) and White House political strategist Karl Rove (see July 8, 2003), to a meeting with Novak. Novak will later write, “In other words, the special prosecutor knew the names of my sources.” (Novak 7/12/2006) Novak will speak three times to Fitzgerald’s investigators (see January 14, 2004, February 5, 2004, and September 14, 2004).
Columnist Robert Novak, who outed Valerie Plame Wilson’s covert CIA status in a column in July 2003 (see July 14, 2003), is questioned by Patrick Fitzgerald, the special prosecutor investigating the Plame Wilson leak (see December 30, 2003). Novak has already discussed some of his knowledge of Plame Wilson’s covert CIA status with FBI investigators (see October 7, 2003). As with the FBI session, the Fitzgerald interview takes place at the law offices of Swidler Berlin, the firm representing Novak. Fitzgerald comes to the interview with waivers (see January 2-5, 2004) from Novak’s sources (see January 12, 2004) for his column outing Plame Wilson—White House political strategist Karl Rove and Deputy Secretary of State Richard Armitage (see July 8, 2003), as well as a waiver from CIA official Bill Harlow, who asked Novak not to divulge Plame Wilson’s identity when Novak called him with the information from his other sources that Plame Wilson was a CIA official (see Before July 14, 2003). Novak is uncomfortable in accepting that Fitzgerald’s waivers make it ethically acceptable for him to disclose the three men as his sources, but his lawyer, James Hamilton, says he will almost certainly lose a court challenge as to their propriety. Novak will later write, “I answered questions using the names of Rove, Harlow, and my primary source,” which at the time of his writing had not yet been revealed as Armitage. (Novak 7/12/2006) Novak will be questioned again several weeks later (see February 5, 2004).
CIA Director George Tenet informs National Security Adviser Condoleezza Rice that the agency has been holding an innocent German named Khalid el-Masri at a black site for several months (see January 23 - March 2004). Rice’s demeanor during the meeting will be described as “very flat, as always,” and after hearing the story she says slowly, “Okay.” Tenet then explains the plan to conduct a “reverse rendition,” releasing el-Masri with a large amount of cash, but with no explanation to anyone, including the German government. Rice disagrees with the plan. “Your plan won’t work. We have to tell the Germans. We can’t put the president in the position of telling a lie to our allies,” she says. Deputy Secretary of State Richard Armitage is also consulted about the matter, and agrees with Rice’s assessment. (Mayer 2008, pp. 286)
Columnist Robert Novak, who publicly outed CIA official Valerie Plame Wilson over a year ago (see July 14, 2003), testifies for a third time to FBI agents conducting an investigation into the Plame Wilson identity leak. Novak has already testified to the FBI concerning his sources for the information on Plame Wilson’s CIA status (see October 7, 2003 and February 5, 2004). According to an affidavit subsequently filed by special counsel Patrick Fitzgerald, Novak is testifying to clarify and add information to his earlier testimony regarding his conversations about Plame Wilson with Deputy Secretary of State Richard Armitage (see October 1, 2003). Deputy Secretary of State Richard Armitage testifies for a second time before the grand jury investigating the Plame Wilson identity leak. Armitage has testified to the grand jury before, but information on that testimony will be redacted from publicly available court documents. Armitage was interviewed by FBI agents almost a year before today’s grand jury appearance (see October 1, 2003 and October 2, 2003). In today’s appearance, Armitage denies discussing Valerie Plame Wilson with any reporter other than columnist Robert Novak (see July 14, 2003 and September 14, 2004). (US District Court for the District of Columbia 9/27/2004 ) Armitage is lying; he informed Washington Post reporter Bob Woodward of Plame Wilson’s identity in June 2003 (see June 13, 2003).
By early 2005, Secretary of State Colin Powell, Deputy Secretary of State Richard Armitage, and CIA Director George Tenet have all resigned, leaving the Bush administration without any senior officials who have a close relationship with Pakistani President Pervez Musharraf. Previously, these three officials had been pressing Musharraf to take stronger action against the al-Qaeda and Taliban safe haven in Pakistan’s tribal region. With them gone, President Bush is the one who is supposed to raise the issue in regular phone calls to Musharraf. But in June 2008, two former US officials will say that the conversations backfire. Instead of demanding more action from Musharraf, Bush repeatedly thanks him for his contributions to the war on terrorism, actually reducing the pressure on him. One former official who saw transcripts of the conversations says, “He never pounded his fist on the table and said, ‘Pervez, you have to do this.’” The Bush administration will deny it failed to sufficiently pressure Musharraf. Bloomberg News reports that Lewis Libby, Vice President Dick Cheney’s chief of staff, testified that he first learned of CIA official Valerie Plame Wilson’s identity from NBC bureau chief Tim Russert. Libby will make this claim a staple of his defense in his upcoming perjury trial (see January 16-23, 2007). He is referring to a conversation he had with Russert in July 2003 (see July 10 or 11, 2003). He testified to the claim when he was interviewed by special counsel Patrick Fitzgerald as part of the Plame Wilson identity leak investigation (see October 14, 2003 and November 26, 2003). Russert has told FBI investigators that he did not tell Libby of Plame Wilson’s identity (see November 24, 2003 and August 7, 2004). Similarly, White House political strategist Karl Rove has testified that he learned of Plame Wilson’s identity from columnist Robert Novak (see September 29, 2003, October 8, 2003, and October 15, 2004). Novak has told investigators that he learned of Plame Wilson’s identity from Rove, CIA spokesman Bill Harlow, and Deputy Secretary of State Richard Armitage (see October 7, 2003, February 5, 2004, and September 14, 2004). Fitzgerald has determined that both Libby and Rove may have deliberately lied to the FBI and to his investigations in making their claims (see October and November 2003). According to Rove’s attorney Robert Luskin, Rove told Fitzgerald’s grand jury that “he had not heard her name before he heard it from Bob Novak.” Senator Charles Schumer (D-NY) says that the White House should suspend Libby and Rove’s security clearances (see July 13, 2005), and that President Bush should fire anyone involved in the leak, presumably meaning Libby and Rove. After White House official Lewis Libby is indicted (see October 28, 2005), Washington Post editor and reporter Bob Woodward “realizes” that he was a recipient of the information that Valerie Plame Wilson was a CIA official (see June 13, 2003). Woodward has been scathing in his criticism of the Plame Wilson identity leak investigation, and staunch in his support of the journalists who outed Plame Wilson in their reporting (see December 1, 2004, July 7, 2005, July 11, 2005, July 17, 2005, July 31, 2005, October 27, 2005, and October 28, 2005). According to Woodward’s own recollections, he was asked by Post executive editor Leonard Downie Jr. to help report on the status of the investigation into the leak. Woodward will say that upon listening to special counsel Patrick Fitzgerald tell reporters that Libby was the first White House official to reveal Plame Wilson’s name to a reporter (see June 23, 2003), he realizes that Fitzgerald is misinformed. Instead, Woodward had received that information from another Bush administration source 10 days before Libby. (Woodward’s source was then-Deputy Secretary of State Richard Armitage, a fact that Woodward does not disclose to the media, and is not publicly revealed for nearly six months—see March 14, 2006). Woodward quickly telephones his source (Armitage), and will tell another reporter: “I said it was clear to me that the source had told me [about Wilson’s wife] in mid-June, and this person could check his or her records and see that it was mid-June. My source said he or she had no alternative but to go to the prosecutor. I said, ‘If you do, am I released?’” Woodward is referring to the confidentiality agreement between the two. The source agrees, but only for purposes of discussing it with Fitzgerald, not for publication. Woodward later says he tried twice, once in 2004 and once earlier in 2005, to persuade Armitage to remove the confidentiality restriction, but Armitage refused to budge. Woodward informs Fitzgerald of his contact with Armitage, as does Armitage. While Armitage has spoken to the FBI about his role in leaking Plame Wilson’s identity (see October 2, 2003), and to the grand jury investigating the leak (in which he failed to divulge his contact with Woodward—see September 22, 2004), Woodward has not spoken to Fitzgerald until now, though his name appears on numerous White House telephone and visitors’ logs during the critical period of June and July 2003. Woodward will say he is surprised not to have been contacted by Fitzgerald, and, in contrast to his earlier criticisms of Fitzgerald, will call him “incredibly sensitive to what we do. He didn’t infringe on my other reporting, which frankly surprised me. He said, ‘This is what I need, I don’t need any more.’” (Novak 11/18/2005; Smith 8/29/2006) Woodward will soon give a deposition to Fitzgerald, and will write about his role in the leak for the Post (see November 14, 2005).
Bob Woodward, a reporter and managing editor for the Washington Post, is interviewed by the office of special counsel Patrick Fitzgerald. Woodward has agreed to testify about being given the identity of covert CIA official Valerie Plame Wilson by former Deputy Secretary of State Richard Armitage (see After October 28, 2005). Armitage, whom Woodward has not yet publicly identified, revealed Plame Wilson’s identity to Woodward in June 2003 (see June 13, 2003). Washington Post reporter Bob Woodward testifies under oath in a sworn deposition to special counsel Patrick Fitzgerald concerning his knowledge of the identity of outed CIA agent Valerie Plame Wilson (see December 30, 2003), and how he came upon that knowledge. Woodward testifies that he spoke “with three current or former Bush administration officials” in regards to his book Plan of Attack. He testifies for two hours under an agreement that he will only discuss matters specifically relevant to Fitzgerald’s investigation, and with written statements from each of the three administration officials waiving confidentiality “on the issues being investigated by Fitzgerald.” Woodward’s name came to Fitzgerald’s attention after one of the three officials, former Deputy Secretary of State Richard Armitage, told Fitzgerald that he had revealed Plame Wilson’s identity to Woodward (see June 13, 2003 and After October 28, 2005). In his story for the Post about his testimony, Woodward does not reveal Armitage’s identity, but it is soon disclosed by other sources (see March 14, 2006). Woodward spoke with a second administration official, whose identity he also does not disclose, and with Vice President Dick Cheney’s chief of staff, Lewis “Scooter” Libby, but says he did not discuss Plame Wilson with either Libby or the other official (see June 23, 2003). He testifies that he did not discuss Plame Wilson with any other government officials (see June 20, 2003) before Robert Novak publicly outed her on July 14 (see July 14, 2003). Woodward notes, “It was the first time in 35 years as a reporter that I have been asked to provide information to a grand jury.” (Woodward 11/16/2005; VandeHei and Leonnig 11/16/2005; Washington Post 7/3/2007) Investigative reporters for the progressive news Web site Raw Story identify National Security Adviser Stephen Hadley as Woodward’s source for Plame Wilson’s identity, a claim echoed by the Times of London. Hadley refuses to answer questions on the topic. (Alexandrovna and Leopold 11/16/2005; Smith and Baxter 11/20/2005) In 2006, the National Security Council will refuse to directly deny Hadley’s involvement, and will request that Raw Story attribute denials to the White House and not to itself.) Woodward Told Second Reporter about Plame Wilson - Woodward testifies that he told another reporter about Plame Wilson: “I told Walter Pincus, a reporter at the Post, without naming my source, that I understood Wilson’s wife worked at the CIA as a WMD analyst.” Pincus says he has no memory of Woodward telling him anything about Plame Wilson, and says he would certainly have remembered such a conversation, especially since he was writing about Plame Wilson’s husband, war critic Joseph Wilson, at the time (see June 3, 2003, June 11, 2003, June 12, 2003, and (July 11, 2003)). “Are you kidding?” Pincus says. “I certainly would have remembered that.” Pincus believes Woodward is confused about the timing and the nature of their conversations; he remembers Woodward making a vague allusion to Plame Wilson in October 2003. That month, Pincus had written a story explaining how an administration source had contacted him about Wilson. Pincus recalls Woodward telling him that he was not the only person who had been contacted.
Libby Lawyer: Woodward's Testimony Undermines Case against Client - Lewis Libby’s lawyer, William Jeffress, says Woodward’s testimony undermines the case Fitzgerald is building against his client (see October 28, 2005). “If what Woodward says is so, will Mr. Fitzgerald now say he was wrong to say on TV that Scooter Libby was the first official to give this information to a reporter?” Jeffress says. “The second question I would have is: Why did Mr. Fitzgerald indict Mr. Libby before fully investigating what other reporters knew about Wilson’s wife?” (VandeHei and Leonnig 11/16/2005)
Plame Wilson 'Deeply Disappointed' in Woodward - In 2007, Plame Wilson will write, “I was deeply disappointed that [Woodward] had chosen to react as a journalist first and a responsible citizen only when his source ‘outed’ him to the special prosecutor.” (Wilson 2007, pp. 238)
Washington Post reporter Bob Woodward acknowledges testifying in the Plame Wilson investigation (see November 14, 2005), and apologizes to the Post for failing to tell editors and publishers that a senior Bush administration official told him over two years ago that Valerie Plame Wilson was a CIA officer (see June 13, 2003). Woodward is a reporter and assistant managing editor at the Post. While speculation has been rife over which reporters knew of Plame Wilson’s identity, and which administration officials are responsible for blowing her covert status, Woodward has never admitted to being a recipient of the leaked information, and has repeatedly attacked the investigation (see December 1, 2004, July 7, 2005, July 11, 2005, July 17, 2005, July 31, 2005, and October 27, 2005). Woodward explains that he did not reveal his own involvement in the case—that Deputy Secretary of State Richard Armitage informed him of Plame Wilson’s CIA status—because he feared being subpoenaed by special prosecutor Patrick Fitzgerald. Woodward says he was trying to protect his sources. “That’s job number one in a case like this,” he says. “I hunkered down. I’m in the habit of keeping secrets. I didn’t want anything out there that was going to get me subpoenaed.” Woodward told his editors about his knowledge of the case shortly after former White House aide Lewis “Scooter” Libby was indicted for perjury and obstruction of justice (see October 28, 2005). Woodward 'Should Have Come Forward' - Executive editor Leonard Downie Jr. says Woodward “made a mistake.… [H]e still should have come forward, which he now admits. We should have had that conversation.… I’m concerned that people will get a mis-impression about Bob’s value to the newspaper and our readers because of this one instance in which he should have told us sooner.” Downie adds: “After Libby was indicted, [Woodward] noticed how his conversation with the source preceded the timing in the indictment. He’s been working on reporting around that subject ever since the indictment.”
Questions of Objectivity, Honesty - Woodward’s silence about his own involvement while repeatedly denigrating the investigation causes many to question his objectivity. “It just looks really bad,” says Eric Boehlert, an author and media critic. “It looks like what people have been saying about Bob Woodward for the past five years, that he’s become a stenographer for the Bush White House” (see November 25, 2002). Journalism professor Jay Rosen says flatly, “Bob Woodward has gone wholly into access journalism.” And Robert Zelnick, chair of Boston University’s journalism department, says: “It was incumbent upon a journalist, even one of Woodward’s stature, to inform his editors.… Bob is justifiably an icon of our profession—he has earned that many times over—but in this case his judgment was erroneous.” Rem Rieder, the editor of American Journalism Review, says Woodward’s disclosure is “stunning… [it] seems awfully reminiscent of what we criticized Judith Miller for.” Miller, a reporter for the New York Times, was accused by Times executive editor Bill Keller of misleading the paper by not informing her editors that she had discussed Plame Wilson’s identity with Libby (see October 16, 2005). Rieder calls Woodward “disingenuous” for his criticism of the investigation (see July 7, 2005, July 11, 2005, July 17, 2005, and October 27, 2005) without revealing his own knowledge of the affair. Columnist and reporter Josh Marshall notes, “By becoming a partisan in the context of the leak case without revealing that he was at the center of it, really a party to it, he wasn’t being honest with his audience.” Woodward claims he only realized his conversation with Armitage might be of some significance after Libby was described in the indictment as the first Bush official to reveal Plame Wilson’s name to reporters. Armitage told Woodward of Plame Wilson’s identity weeks before Libby told Miller. Unlike Libby, Armitage did not release Woodward from his promise to protect his identity (see September 15, 2005). Woodward Denies Quid Pro Quo - Some time later, a colleague will ask Woodward if he were trading information with Armitage on a friendly, perhaps less-than-professional basis. “Was this a case of being in a relationship where you traded information with a friend?” Woodward will respond sharply: “It’s not trading information. It is a subterranean narrative. What do you have? What do you know? If you start making this a criminal act, people will not speak to you.” (Brenner 4/2006)
Neoconservative John Podhoretz adds his voice to the recent demands from conservatives for special counsel Patrick Fitzgerald to drop his prosecution of former White House official Lewis Libby (see November 10, 2005, November 17, 2005, November 17, 2005, and November 17, 2005). Podhoretz calls Fitzgerald’s investigation an “inquisition,” and, like many of his fellow commentators, points to the recent revelation that reporter Bob Woodward received leaked information about Valerie Plame Wilson’s CIA status before Libby leaked it to a different reporter (see November 14, 2005). In his indictment of Libby (see October 28, 2005), Fitzgerald said that Libby was “the first official to disclose this information outside the government to a reporter” when he told former New York Times reporter Judith Miller about Plame Wilson (see June 23, 2003, 8:30 a.m. July 8, 2003, and Late Afternoon, July 12, 2003). Fitzgerald did not know then that another, as-yet-unnamed government official (later revealed to be former Deputy Secretary of State Richard Armitage—see June 13, 2003) had “outed” Plame Wilson before Libby. Therefore, Podhoretz concludes, there is no evidence that Libby knowingly lied to the FBI (see October 14, 2003 and November 26, 2003) and to Fitzgerald’s grand jury (see March 5, 2004 and March 24, 2004) in denying his leaks of Plame Wilson’s identity. “How can it be fair to convict Libby when even the prosecutor himself can’t get the story straight?” Podhoretz asks. US District Judge Reggie Walton, presiding over the perjury and obstruction of justice trial of former White House aide Lewis “Scooter” Libby, rules that Libby is not entitled to know the identity of an anonymous administration official who revealed information about undercover CIA agent Valerie Plame Wilson to journalists. Walton rules that special counsel Patrick Fitzgerald can keep the other government official’s identity secret because that person has not been charged with a crime and has a right to privacy. (US District Court for the District of Columbia 2/24/2006 ; Associated Press 2/27/2006; Washington Post 7/3/2007) It later becomes evident that Walton is protecting the identity of former Deputy Secretary of State Richard Armitage (see June 13, 2003, July 8, 2003, and March 14, 2006). In related filings, Libby’s lawyers continue to press for the release of classified documents, citing them as necessary for Libby’s “memory defense” (see January 31, 2006). Former Washington Post executive editor Ben Bradlee tells Vanity Fair that he thinks it is likely that former Deputy Secretary of State Richard Armitage is the person who revealed CIA operative Valerie Plame Wilson’s identity to Post reporter Bob Woodward (see November 14, 2005). The magazine quotes Bradlee, now the Post’s vice president at large, as saying, “That Armitage is the likely source is a fair assumption.” Bradlee denies making the statement in a Post article, saying: “I don’t think I said it.… I know who his source is, and I don’t want to get into it.… I have not told a soul who it is.” Bradlee says he did not learn the name of the source from Woodward, and Woodward says he never informed Bradlee of his source’s identity: “He is not in the management loop on this. Maybe he was alerted from somebody else, if he in fact did learn” the source’s name. Vanity Fair says the reporter who wrote the article featuring the Bradlee quote, Marie Brenner, is traveling in India and is unavailable for comment. (VandeHei 3/14/2006; Washington Post 7/3/2007) Bradlee tells a New York Times reporter that Armitage’s identification as Woodward’s source is “an inference that could be drawn.” He tells the Times reporter, “Woodward is not my source for any knowledge I have about the case.” (Johnston 3/14/2006)

Intends to argue that Libby had no motive to lie to either the FBI (see October 14, 2003 and November 26, 2003) or the grand jury (see March 5, 2004 and March 24, 2004); and

Criminal defense attorney Jeralyn Merritt believes Libby’s team may be preparing to lay blame for the Plame Wilson leak on Grossman. She writes that, in her view, “Libby’s lawyers are publicly laying out how they intend to impeach him: by claiming he is not to be believed because (either or both) his true loyalty is to Richard Armitage rather than to the truth, or he is a self-aggrandizing government employee who thinks of himself a true patriot whose duty it is to save the integrity of the State Department.” (Jeralyn Merritt 4/4/2006) Libby’s lawyers indicate that they will challenge Plame Wilson’s significance as a covert CIA official (see Fall 1992 - 1996, April 2001 and After, Before September 16, 2003, October 3, 2003, October 11, 2003, October 22-24, 2003, October 23-24, 2003, and February 13, 2006). “The prosecution has an interest in continuing to overstate the significance of Ms. Wilson’s affiliation with the CIA,” the court filing states. They also intend to attempt to blame Armitage, Grossman, Grenier, McLaughlin, Schmall, and/or other officials outside the White House proper as the real sources for the Plame Wilson identity leak. Lewis Libby’s lawyers file a supplemental brief extending and reiterating their arguments in favor of compelling the CIA, the White House, and other government agencies to submit a vast array of classified documents for Libby’s defense (see December 14, 2005, January 9, 2006, January 23, 2006, January 31, 2006, (February 16, 2006), February 21, 2006, February 24, 2006, February 27, 2006, March 1, 2006, March 2-7, 2006, March 10, 2006, March 17, 2006, and April 5, 2006). The defense indicates it intends to call as witnesses the following government officials: former CIA spokesman Bill Harlow, former Deputy Secretary of State Richard Armitage, former Secretary of State Colin Powell, National Security Adviser Stephen Hadley, White House deputy chief of staff Karl Rove, former ambassador Joseph Wilson, and former CIA official Valerie Plame Wilson. To fairly prepare for their testimonies, the defense argues, it must be supplied with all pertinent documents, classified or not, relating to their involvement in the leak of Plame Wilson’s identity, Plame Wilson’s covert status, the White House’s efforts to bolster its arguments for the Iraq invasion, and the White House’s attempts to discredit Wilson as a believable critic of its policies. Progressive media watchdog organization Media Matters writes that Robert Novak, the conservative columnist who outed Valerie Plame Wilson as a CIA agent (see July 14, 2003), has, in writing about his interactions with the federal agents investigating the leak (see July 12, 2006), “repeated a number of false and contradictory statements regarding the investigation and the manner in which he learned of Plame [Wilson]‘s identity.” Novak did reveal White House political strategist Karl Rove as one of his sources, but did not reveal his “primary source,” then-Deputy Secretary of State Richard Armitage (see July 8, 2003). Contradicts Earlier Statements - Novak does not reveal Armitage’s name, but he does discuss something of the Armitage disclosure, saying that Armitage’s revelation was “inadvertent.” Though this coincides with other Novak discussions, where he has called Armitage’s discussion of Plame Wilson “offhand” (see September 29, 2003 and October 1, 2003), it contradicts information he gave to two Newsday reporters in the days following his column’s publication: at that time, he told the reporters that he “was given” the Plame Wilson information and his sources—Rove and Armitage—considered the information “significant” (see July 21, 2003).
Misrepresents Plame Wilson's Involvement in Husband's Mission - Novak also repeats the falsehood that Plame Wilson “helped initiate” her husband, Joseph Wilson’s, 2002 trip to Niger (see February 19, 2002, July 22, 2003, and October 17, 2003), a falsehood he claims has been “confirmed” by a 2004 Senate Intelligence Committee report (see July 9, 2004). And two years previously, Novak admitted that the committee failed to reach a conclusion on Plame Wilson’s involvement in the Niger mission (see July 15, 2004). (Media Matters 7/12/2006)
Story Substantially Different from Rove's - Wheeler points out that Novak’s version of events is substantially different from the events Rove has laid out. According to Novak, Rove already knew Plame Wilson’s name; Rove says he neither knew the name nor divulged it to Novak. Novak says Rove called him, but Rove says Novak placed the call. According to Rove, when Novak asked about Joseph Wilson’s wife being a CIA official, he replied, “Oh, you’ve heard that too,” but Novak suggests Rove said something more. Novak also contradicts his earlier reporting, where he implied he confirmed (not learned) Plame Wilson’s identity from Who’s Who in America (see October 1, 2003). Moreover, Novak told reporters in 2003 that White House officials gave him the information on Plame Wilson, “I didn’t dig it out” (see July 21, 2003), implying that he was called by Rove and perhaps other White House officials as well. In his October 1, 2003 article, he wrote that he called Rove (whom he identified then as “another official”). (Marcy Wheeler 7/13/2006) On Fox News, Novak says that the original reporting that he “was given” the information on Plame Wilson was “a misstatement.” He goes on: “That was an interview I did on the telephone with Newsday shortly after it appeared. Some of the things that they said that quoted me that are not in quotes are paraphrases, and they’re incorrect, such as the whole idea that they [the White House] planted this story with me. I never told that to the Newsday reporters.” (Christy Hardin Smith 7/13/2006)
Contradicts CIA Official's Account of Interview - Media Matters also notes that Novak’s account of his discussion of Plame Wilson’s identity with then-CIA spokesman Bill Harlow is substantially different from Harlow’s account (see (July 11, 2003). Harlow has said, both in interviews and in grand jury testimony, that he warned Novak not to divulge Plame Wilson’s name or CIA status in the strongest terms he could without himself divulging classified information. Conservative columnist Robert Novak, who outed Valerie Plame Wilson’s covert CIA status in a column three years earlier (see July 14, 2003), says that he can now write about his testimony before the grand jury investigating the leak. In his current column, he reveals that White House political strategist Karl Rove was one of his sources, as was CIA spokesman Bill Harlow. Novak writes that special prosecutor Patrick Fitzgerald has informed his attorneys that the “investigation of the CIA leak case concerning matters directly relating to me has been concluded. That frees me to reveal my role in the federal inquiry that, at the request of Fitzgerald, I have kept secret.” Novak writes: “I have cooperated in the investigation while trying to protect journalistic privileges under the First Amendment and shield sources who have not revealed themselves. I have been subpoenaed by and testified to a federal grand jury. Published reports that I took the Fifth Amendment, made a plea bargain with the prosecutors, or was a prosecutorial target were all untrue.” Novak says that Fitzgerald knew, “independent of me,” that his sources for his column outing Plame Wilson were Rove and then-Deputy Secretary of State Richard Armitage (see July 8, 2003), whom Novak does not identify in his column. “That Fitzgerald did not indict any of these sources may indicate his conclusion that none of them violated the Intelligence Identities Protection Act,” Novak writes. Novak also identifies a third source, Harlow (see (July 11, 2003) and Before July 14, 2003). Novak writes that he reveals Rove as a source “because his attorney has divulged the substance of our conversation, though in a form different from my recollection.” Harlow, Novak writes, “has publicly disclosed his version of our conversation, which also differs from my recollection.” He does not name Armitage because Armitage “has not come forward to identify himself,” though he does note that Armitage considered his disclosure of Plame Wilson’s CIA identity “inadvertent.” After learning of Plame Wilson’s identity from Armitage, Novak writes, “I sought out the second administration official [Rove] and the CIA spokesman [Harlow] for confirmation. I learned Valerie Plame [Wilson]‘s name from Joe Wilson’s entry in Who’s Who in America. I considered his wife’s role in initiating Wilson’s mission, later confirmed by the Senate Intelligence Committee, to be a previously undisclosed part of an important news story. I reported it on that basis.” (CNN 7/11/2006; Novak 7/12/2006; Johnston 7/12/2006) Novak also says of Armitage: “The primary source was not a political operative.… I don’t believe it was part of a plan to discredit anybody.” Novak denies cooperating with a White House strategy to discredit former ambassador Joseph Wilson, a prominent critic of the Bush administration’s Iraq policies (see June 2003, October 1, 2003, and April 5, 2006). (Kurtz 7/11/2006) Novak testified that when he asked about Plame Wilson’s CIA status, Rove replied, “Oh, you know that, too?” In Rove’s recollection, he responded, “I’ve heard that, too.” Rove’s spokesman, Mark Corallo, says that Rove did not even know Plame Wilson’s name at the time he spoke with Novak, that the columnist called Rove, not the other way around, and that Rove simply replied he had heard the same information that Novak passed along to him regarding Plame Wilson. However, “There was not much of a difference” between the recollections of Rove and Novak, Corallo says. Harlow’s difference with Novak’s portrayal of their conversation is more substantial than the differences between Novak’s and Rove’s recollections. Harlow has said that he warned Novak not to reveal Plame Wilson’s name or CIA status, but Novak has written, “I certainly wouldn’t have used her name if anyone [i.e. Harlow] had indicated she might be in danger.” (Kurtz 7/11/2006; Yost 7/12/2006) A former intelligence official tells CNN that when Harlow first spoke to Novak about Plame Wilson, he was not aware of her status as a covert employee, and that he tried to talk Novak out of publishing her name when he did find out, making it clear the disclosure could be damaging. (CNN 7/11/2006) Progressive media watchdog organization Media Matters writes that Novak’s column is filled with “false and contradictory statements” (see July 12, 2006).
Valerie Plame Wilson, the former CIA agent whose undercover status was blown by a White House leak of her identity (see July 14, 2003), sues Vice President Dick Cheney, White House aide Karl Rove, and former White House aide Lewis “Scooter” Libby. Plame Wilson accuses them and other White House officials of conspiring to destroy her career as a CIA operative as well as conspiring to besmirch the reputation and integrity of her husband, former ambassador Joseph Wilson, who is also part of the lawsuit. The suit does not specify monetary damages to be assessed. (Associated Press 7/13/2006; Lewis 7/14/2006; Washington Post 7/3/2007) The Wilsons will later add former Deputy Secretary of State Richard Armitage (see June 13, 2003 and July 8, 2003) to the suit. (Associated Press 5/17/2007)
Alleges Constitutional, Civil Rights Violations - The lawsuit claims that Cheney, Rove, Libby, and 10 yet-to-be-named government officials—named “John Does 1-10” in the lawsuit—violated the Wilsons’ First Amendment rights to free speech, their Fifth Amendment rights to equal protection under the law, and their right to privacy and property. The suit alleges that the defendants conspired to deprive the Wilsons of their civil rights, as well as charging the defendants with neglecting to prevent civil rights violations, public disclosure of private facts, and civil conspiracy. (The “John Doe” defendants will be included when the Wilsons learn who else was involved.) The Wilsons file their lawsuit one day before the statute of limitations would have expired on any such lawsuit. In 2007, Plame Wilson will write that her husband had talked of such a lawsuit since her outing in 2003, but she had consistently avoided the idea. “I got angry, defensive, and emotional,” she will recall. “I didn’t want to talk about it; the leak was still too raw for me and I wasn’t ready yet to think rationally through what such an action would mean.” But when Plame Wilson began to come to terms with the ramifications of the leak to her personal and professional life, she “began to tally up the costs of the campaign to smear Joe and to out me carelessly: the near destruction of Joe’s reputation and his consulting business, the end of my career, the wholesale invasion of our privacy, threats to our physical security, the chronic level of stress that had adversely affected our health in myriad ways, and two small children wondering why their parents were fighting again. A lawsuit couldn’t completely remedy the situation, but to me, it began to look more appealing.” (US District Court for the District of Columbia 7/13/2006 ; Lewis 7/14/2006; Wilson 2007, pp. 252-254)
Trying to Accomplish Three Things in Lawsuit - In discussing the idea, the Wilsons decided that the lawsuit could possibly accomplish three things:
Finding the truth behind what Plame Wilson calls “the erroneous 16 words about the uranium from Niger” and how they made it into President Bush’s 2003 State of the Union speech (see Mid-January 2003 and 9:01 pm January 28, 2003);
Holding “government officials accountable for actions that might be illegal or unconstitutional”; and
Serving “as a deterrent to future public servants who might think they are above the law.” (US District Court for the District of Columbia 7/13/2006 ; Wilson 2007, pp. 252-254)
Rove: Allegations 'without Merit' - Rove spokesman Mark Corallo says, “Without even having had a chance to review the complaint, it is clear that the allegations are absolutely and utterly without merit.” (Associated Press 7/13/2006) Rove’s lawyer Robert Luskin gives a similar statement to the press: “The allegations are without merit. We may comment further when we have an opportunity to review the complaint.” (Lewis 7/14/2006)
'Exposing Administration Wrongdoing' - With the continuing attempts from the White House and conservative elements in the media to downplay and/or rewrite the history of the leak (see July 13, 2006), Plame Wilson will write, “Our civil suit seemed to be the only means by which we could expose the administration’s wrongdoing.” (Wilson 2007, pp. 252-254)
Problems with Lawsuit - The lawsuit will face difficulties in bringing the law to bear against Cheney and Rove. The basis for suing federal officials is a 1982 Supreme Court case that says federal officials may be sued for violating someone’s constitutional rights if a reasonable person would believe they had violated “clearly established law.” The Libby investigation has not yet produced solid evidence that there was a deliberate, illegal effort to leak Plame Wilson’s identity. The press reveals that then-Deputy Secretary of State Richard Armitage met with Washington Post author Bob Woodward in June 2003 at the same time Woodward has admitted to learning from a confidential administration source that Valerie Plame Wilson was a CIA agent (see June 13, 2003). The information comes from Armitage’s 2003 appointment calendars, made available to the Associated Press through a Freedom of Information Act request. The revelation makes it likely that Armitage was the first Bush administration official to reveal that Plame Wilson was a CIA agent. Woodward admitted almost a year ago that a “current or former” administration official divulged Plame Wilson’s CIA identity to him (see November 14, 2005). Neither Woodward nor Armitage will comment on the allegations. At the same time, Newsweek reporter Michael Isikoff publishes the story in his magazine. (Apuzzo and Solomon 8/22/2006; Shenon 8/23/2006; Isikoff 9/4/2006) Lewis Libby’s defense lawyer, William Jeffress, says of the report: “I would hope that the facts on that would come out. We have asked for information as to Woodward’s source in discovery, but that has been denied.” Melanie Sloan, a lawyer representing Valerie Plame Wilson and her husband Joseph Wilson in their lawsuit against Libby, Vice President Dick Cheney, and White House official Karl Rove (see July 13, 2006), says “it sure sounds like” Armitage was the first to reveal Plame Wilson’s CIA status to a member of the press. However, Sloan adds, if Armitage revealed Plame Wilson’s identity to columnist Robert Novak (see July 8, 2003), who outed Plame Wilson (see July 14, 2003), then far from indicating Libby’s or Rove’s innocence in exposing Plame Wilson’s identity, it merely widens the conspiracy. “Then I think maybe Armitage was in on it,” Sloan says. “The question is just what was Armitage’s role?” (Apuzzo and Solomon 8/22/2006) The Washington Post soon receives confirmation of Armitage’s role in the leak from a former State Department colleague. (Smith 8/29/2006) Many members of the press learn about Armitage from an upcoming book, Hubris, by Michael Isikoff and David Corn. According to the book, Woodward dismissed Armitage’s outing of Plame Wilson as “gossip.” Armitage also revealed Plame Wilson’s name to columnist Robert Novak (see July 8, 2003). (Wilson 2007, pp. 256) Partly as publicity for the book, Isikoff prints two “teaser” articles in Newsweek revealing Armitage as the source. One article is dated September 4, but appears on the Internet in late August. The articles also reveal that Armitage leaked Plame Wilson’s identity to both Woodward and Novak. (Isikoff 8/27/2006; Isikoff 9/4/2006)
Conservative pundits and columnists launch a new barrage of attacks and accusations against former ambassador Joseph Wilson (see July 6, 2003) and his wife, outed CIA agent Valerie Plame Wilson (see July 14, 2003). The pundits use the recent revelation that former Deputy Secretary of State Richard Armitage was apparently the first administration official to leak Plame Wilson’s name to the press (see August 22, 2006 and September 7, 2006). They claim that the new information proves that there was never a conspiracy to “out” Plame Wilson (see June 23, 2003, July 7, 2003, 8:30 a.m. July 8, 2003, July 8, 2003, 11:00 a.m. July 11, 2003, Late Afternoon, July 12, 2003, and Before July 14, 2003), but that her status as a covert CIA agent was revealed merely as a result of harmless gossip from Armitage, who is not considered a major part of the neoconservative axis of power within the White House. (Washington Post 9/1/2006)
Blaming Armitage and the State Department - The Wall Street Journal blames Armitage for allowing the Plame Wilson identity leak investigation to go on while he remained mute, allowing “political opportunism and internal score-settling” to drive the investigation when it never should have taken off. “The White House, in short, was not engaged in any campaign to ‘out’ Ms. Plame [Wilson],” the editorial states. Since the prosecution of Lewis Libby for perjury and obstruction during the investigation is not likely to be dropped, the editorial concludes, President Bush should end it by pardoning Libby. (Wall Street Journal 8/30/2006) The New York Sun also chastizes Armitage for standing silent “while the president’s critics sullied the good names of Messrs. Cheney, Libby, and Rove.” (Clyne 7/19/2004; New York Sun 8/30/2006) A similar position is advocated by neoconservative John Podhoretz, writing for the New York Post, who also says that the Armitage revelation should result in special counsel Patrick Fitzgerald dropping all charges against Libby. (Podhoretz 8/29/2006) Neoconservative Frank Gaffney, writing for the online political publication TownHall, accuses both Armitage and former Secretary of State Colin Powell, as well as other senior State Department officials, of being “disloyalists” who “wage[d] war” against the Bush administration “from behind enemy lines”—from his position in the State Department, essentially functioning as a saboteur for unnamed liberal interests, and to win ground the State Department lost in conflicts with the White House. Gaffney goes further, accusing other State Department officials of intentionally sabotaging US nuclear negotiation efforts with North Korea (see September 19-20, 2005 and July 15, 2006). He accuses Armitage of “destructive and disloyal behavior” and “appeasement” towards North Korea and other US opponents. (Gaffney 9/5/2006) San Francisco Chronicle writer Debra Saunders calls the entire affair nothing more than “gossip,” and notes that an admission by White House deputy chief of staff Karl Rove that he confirmed Plame Wilson’s identity (see July 10, 2005 and October 14, 2005) is virtually meaningless. The only “abuse of power” that has come to light during the investigation, Saunders opines, is the investigation itself. (Saunders 9/6/2006)
Libby 'Exonerated' by Armitage Admission - The New Hampshire Union Leader calls the investigation a “non-issue” promulgated by “conspiracy nuts” now proven wrong by the Armitage admission. (New Hampshire Union Leader 8/30/2006) Syndicated columnist Linda Chavez says the “exculpatory” Armitage revelation exonerates Libby, and calls his prosecution “malicious” and unwarranted. (Chavez 8/30/2006)
Wilson, 'Leftists' to Blame - Slate’s Christopher Hitchens goes further, attacking the “Joseph Wilson fantasy” that Iraq had not attempted to buy uranium from Niger (see March 4-5, 2002, (March 6, 2002) and March 8, 2002), calling the idea that the White House deliberately attempted to smear Wilson’s character a “paranoid fantasy” (see June 2003, June 3, 2003, June 11, 2003, June 12, 2003, June 19 or 20, 2003, July 6, 2003, July 6-10, 2003, July 7, 2003 or Shortly After, 8:45 a.m. July 7, 2003, 9:22 a.m. July 7, 2003, July 7-8, 2003, July 11, 2003, (July 11, 2003), July 12, 2003, July 12, 2003, July 18, 2003, October 1, 2003, April 5, 2006, and April 9, 2006), and concluding that the entire Plame Wilson imbroglio was the result of a “venom[ous] interdepartmental rivalry” between Armitage’s State Department and the White House, blown entirely out of proportion by liberal critics of the Bush administration. (Hitchens 8/29/2006) A National Review editorial blames the New York Times editorial board and “shrieking” “leftist adversaries” of the Bush administration for the investigation, and, like Chavez and others, calls for the immediate end of the Libby prosecution. (National Review 8/30/2006) The Weekly Standard’s Fred Barnes compiles a “rogues list” of “the Plamegate Hall of Shame,” including Armitage, his former boss Colin Powell, Patrick Fitzgerald, the Justice Department, Joseph Wilson, and the media. “So instead of Cheney or Rove or Libby,” Barnes writes, “the perennial targets of media wrath, the Plamegate Hall of Shame consists of favorites of the Washington elite and the mainstream press.” And like the others, Barnes calls on Fitzgerald to immediately terminate his investigation as well as his prosecution of Libby. (Barnes 9/2/2006) And the Washington Times’s editor in chief Wesley Pruden rounds off the attacks, rather ghoulishly predicting that the next time Plame Wilson will be mentioned in the press is when “a nice obituary in the Washington and New York newspapers and a few lines of a telegraph dispatch on a page with the truss ads in Topeka” is printed. He calls Plame Wilson, who headed the CIA’s Joint Task Force on Iraq (see April 2001 and After), “the queen of the clipping scissors and pastepots at the CIA” (see September 29, 2003), and calls the leak investigation a “fraud.” (Pruden 9/5/2006)
Picked Up by Mainstream Media - Many in the mainstream media echo the new line of attack, with the Washington Post’s editorial board joining the other editorials and columnists in demanding that the Libby prosecution be immediately terminated. Echoing a Wall Street Journal guest editorial from almost a year before (see November 3, 2005), the Post editorial claims that because Plame Wilson’s husband, former ambassador Joseph Wilson, went public with his knowledge of the Bush administration’s false claims that Iraq had attempted to purchase uranium from Niger (see July 6, 2003), he is ultimately responsible for outing his wife. The Post writes: “Mr. Wilson chose to go public with an explosive charge, claiming—falsely, as it turned out—that he had debunked reports of Iraqi uranium-shopping in Niger and that his report had circulated to senior administration officials. He ought to have expected that both those officials and journalists such as Mr. Novak would ask why a retired ambassador would have been sent on such a mission and that the answer would point to his wife. He diverted responsibility from himself and his false charges by claiming that President Bush’s closest aides had engaged in an illegal conspiracy. It’s unfortunate that so many people took him seriously.” The allegation that Wilson had “falsely… debunked reports of Iraqi uranium-shopping in Niger” is itself false, as Wilson’s report further proved that no such deals ever took place (see March 4-5, 2002, (March 6, 2002) and March 8, 2002). (Washington Post 9/1/2006) The New York Times’s conservative columnist, David Brooks, joins in the attacks, calling the exposure of Plame Wilson a “piffle” (see Before September 16, 2003, October 3, 2003, October 11, 2003, October 22-24, 2003, October 23-24, 2003, October 29, 2005, and February 13, 2006) blown out of proportion by a group of Congressional Democrats and the 2004 presidential campaign of John Kerry. Like the others, he blames Armitage for “keep[ing] quiet while your comrades are being put through the ringer [sic].” (Brooks 8/31/2006) Days later, the Post’s David Broder writes that Karl Rove, one of the White House officials who outed Plame (see July 8, 2003 and 11:00 a.m. July 11, 2003), had been treated badly by reporters and pundits, and deserved a round of apologies. (Broder 9/7/2006)
'Marvel of Wingnut Logic' - Author Jane Hamsher, writing for the progressive blog FireDogLake, hammers the Post editorial and its presumed author, op-ed editor Fred Hiatt, writing with some apparent outrage: “[T]o argue that somehow this [Armitage] leak—which played no part in the concerted administration effort to bully, intimidate, and punish Joe Wilson—should somehow excuse Scooter Libby and Karl Rove’s subsequent actions is a true marvel of wingnut logic. Incredibly it is somehow okay to rob the liquor store, shoot the owner, rape the cashier, and spatter the walls with blood because someone else was caught shoplifting there the week before. It is the Sistine Chapel of bad faith editorials.” (Jane Hamsher 9/1/2006)
Comparisons to Soviet Propaganda - Plame Wilson herself is “furious” at reading the Post editorial and other, similar writings. In her 2007 book Fair Game, she will write, “I suddenly understood what it must have felt like to live in the Soviet Union and have only the state propaganda entity, Pravda, as the source of news about the world.” Plame Wilson calls the allegations that her husband is responsible for outing her “flatly untrue,” and shows the writers’ “ignorance about how our clandestine service functions.” She notes that the FBI had known of the Armitage leak since October 2003, and that since “the FBI didn’t shut down the investigation” this indicated “they had good reason to believe that Libby and Rove were lying to them.” (Wilson 2007, pp. 257-260)
A legal associate of former Deputy Secretary of State Richard Armitage says that Armitage has admitted to being one of the government officials who told columnist Robert Novak that Valerie Plame Wilson was a CIA official (see July 8, 2003 and July 14, 2003). According to the lawyer, Armitage has confirmed being Novak’s “primary,” or original, source for the information. Armitage’s role as one of the government leakers of Plame Wilson’s identity has recently come to light in the press (see August 22, 2006), though earlier press reports have focused on Armitage’s leak to Washington Post reporter Bob Woodward (see June 13, 2003). The New York Post editorial board writes that, in light of recent revelations that former Secretary of State Richard Armitage leaked the name of Valerie Plame Wilson to reporters Bob Woodward and Robert Novak (see August 22, 2006, Late August-Early September, 2006, and Late August-Early September, 2006), the only remaining question is “how to do right by the principal victim of the farce—former vice presidential aide I. Lewis ‘Scooter’ Libby?” The Armitage revelation “completely unravels the notion that there was a broad institutional conspiracy” to expose the CIA identity of Plame Wilson, the Post states, and for three years Libby and the Bush administration have been victimized by “loony-left conspiracy-mongering.” The Post blames Armitage and his then-boss, former Secretary of State Colin Powell, for standing by while the outcry against the Plame Wilson leak developed. Even though “Libby shouldn’t have lied to investigators, as he is alleged to have done,” the Post says “the investigation should never have been launched in the first place. It was the product of wild charges from an embittered, partisan former official [Joseph Wilson—see July 6, 2003], combined with bad faith and lack of candor from the top two men at State.” The Post concludes with a call for President Bush to pardon Libby and “let the country put this sorry episode behind it.” (New York Post 9/2/2006) A day later, the Boston Herald editorial board issues an almost identical call for a presidential pardon for Libby, and excoriates Armitage and Powell for their roles in the affair. (Boston Herald 9/3/2006) Two days after the Herald publishes its editorial, the Los Angeles Times publishes an editorial which does not directly advocate a pardon for Libby, but calls the Plame Wilson identity leak investigation and the trial a “dark comedy of errors” that should have been ended “long ago.” (Los Angeles Times 9/5/2006)
Washington Times reporter Rowan Scarborough writes an extensive analysis of the Plame Wilson identity leak investigation, calling it an attempt by liberals to bring down a Republican president just as the Nixon-era Watergate scandal did (see October 18, 1972 and June 27, 1973), and accuses “leftists” throughout Congress and the media of orchestrating a smear campaign against former White House official Lewis Libby. Special counsel Patrick Fitzgerald is little more than a tool of those “leftists,” he writes. Scarborough, who is not identified as the author by the Times but is identified on the reprint of the article on the Libby Legal Defense Fund Web site, reviews and echoes many of the same criticisms others on the right have already stated, that since Libby was not the first administration official to leak Valerie Plame Wilson’s identity to a reporter, he must be innocent of the charges against him (see Late August-Early September, 2006). “[T]he ‘scandal’ is played out,” Scarborough writes, and the hopes of liberals to see the destruction of the Bush administration are “shattered.” Scarborough says that Libby (see June 23, 2003, 8:30 a.m. July 8, 2003, 2:24 p.m. July 12, 2003, and Late Afternoon, July 12, 2003) and former Deputy Secretary of State Richard Armitage (see June 13, 2003 and July 8, 2003) revealed Plame Wilson’s identity for no other reason than to set the record straight about Plame Wilson sending her husband, Joseph Wilson, to Niger to investigate claims that Iraq had tried to purchase uranium from that country (see February 19, 2002, July 22, 2003, October 17, 2003, and July 20, 2005). Armitage and Libby were concerned, Scarborough writes, that Wilson went to Niger at the behest of Vice President Dick Cheney (see (February 13, 2002)), when in actuality, Scarborough states, Wilson went to Niger, and subsequently printed an influential op-ed in the New York Times (see July 6, 2003), “to chastise the president for citing a British intelligence report in his January 2003 State of the Union address about a possible Niger-Iraq connection” (see Mid-January 2003 and 9:01 pm January 28, 2003). Scarborough claims falsely that neither the White House nor CIA Director George Tenet knew of Wilson’s trip to Niger (see March 8, 2002); he cites false information promulgated by Republican members of the Senate Intelligence Committee in that body’s report on prewar intelligence and Iraqi WMD (see July 9, 2004), and contradictory statements by conservative columnist Robert Novak (see July 14, 2003, July 21, 2003, September 29, 2003, October 1, 2003, December 14, 2005, July 12, 2006, and July 12, 2006), who outed Plame Wilson in his column (see July 14, 2003). Like many of his colleagues, Scarborough blames Wilson for the exposure of his wife’s CIA identity. (Scarborough 9/5/2006; Scarborough 9/5/2006)
David Corn, a Nation editor and co-author of the book Hubris with Newsweek reporter Michael Isikoff, reveals the nature of Valerie Plame Wilson’s status and duties as a CIA agent in his column. Isikoff and Corn have revealed similar information in their book; both accounts are based on interviews with confidential CIA sources. To answer the question of whether columnist Robert Novak broke the law when he “outed” Plame Wilson as a covert CIA official (see July 14, 2003) depends on whether Plame Wilson was, indeed, an undercover agent. Novak has called her “an analyst, not in covert operations” (see October 1, 2003). Conservative columnist Jonah Goldberg has called her a “desk jockey” whose CIA status was common knowledge within Washington (see September 30, 2003). A Republican congressman called her a “glorified secretary” (see September 29, 2003). White House officials have suggested that her employment was no real secret. But according to the research done by Isikoff and Corn, none of that is true. Corn writes: “Valerie Wilson was no analyst or paper-pusher. She was an operations officer working on a top priority of the Bush administration. [Richard] Armitage, [Karl] Rove, and [Lewis] Libby had revealed information about a CIA officer who had searched for proof of the president’s case. In doing so, they harmed her career and put at risk operations she had worked on and foreign agents and sources she had handled” (see July 21, 2003, September 27, 2003, October 22-24, 2003, and October 23-24, 2003)). The book also demonstrates that Plame Wilson did not send her husband, Joseph Wilson, on the now-famous trip to Niger as many Bush administration supporters have claimed (see February 21, 2002-March 4, 2002, February 19, 2002, and July 22, 2003). Isikoff and Corn have verified Plame Wilson’s status as a NOC, or “non-official cover” officer, the highest and most clandestine of the CIA’s field agents (see Fall 1992 - 1996). Her job as a NOC was to recruit agents and informants for the CIA in foreign countries. After her return to Washington, she joined the counterproliferation division’s Iraq desk (see 1997), and eventually headed the operations unit of the CIA’s Joint Task Force on Iraq (JTFI), the agency’s unit in learning about Iraq’s WMD programs (see 2002 and April 2001 and After)—which, Corn writes, was first launched months before the 9/11 attacks. Plame Wilson not only worked on JTFI duties in Washington, but in the Middle East, including a trip to Jordan to determine whether aluminum tubes purchased by Iraq were for conventional missiles or for nuclear centrifuges. When Novak blew her cover, she was preparing to change her clandestine status from NOC to official cover, with plans to eventually return to secret operations. As Corn observes, Novak and the White House officials who leaked the information of her CIA status to him (see September 28, 2003) destroyed her chances of continuing her career, jeopardized the foreign agents and sources she had worked with (see October 3, 2003), and hindered the nation’s ability to determine the truth behind the claims of Iraqi WMD. Former Scripps Howard editor Dan Thomasson, writing for the Cincinnati Post, writes that the Plame Wilson identity leak investigation is the most “bizarre, silly, overblown, and wasteful affair” he has seen in his 43 years of Washington reporting. The exposure of Valerie Plame Wilson broke no laws and did no damage to national security or US intelligence-gathering efforts, Thomasson writes (see Before September 16, 2003, October 3, 2003, October 11, 2003, October 22-24, 2003, October 23-24, 2003, October 29, 2005, and February 13, 2006). Once the FBI learned the source of the Plame Wilson leak, whom Thomasson asserts was no one besides former Deputy Secretary of State Richard Armitage (see October 2, 2003), the investigation should have been terminated, even before the appointment of a special counsel to continue it (see December 30, 2003). Thomasson believes that the CIA pushed for the continuance of the investigation “as a diversion from the mounting furor over its own inadequacies in counterintelligence, ranging from the 9/11 terrorist attacks to its assessment of Iraq’s nuclear and biochemical capabilities.” Thomasson concludes that the investigation, and the upcoming Libby trial, are “far worse in [their] potential results and future implications than the original leak ever was.” (Thomasson 9/6/2006)
Former Deputy Secretary of State Richard Armitage admits telling Washington Post reporter Bob Woodward (see June 13, 2003) and columnist Robert Novak (see July 8, 2003) that Valerie Plame Wilson was a CIA official, and says it was a “terrible” mistake to have done so. “Oh, I feel terrible,” he says. “Every day, I think I let down the president. I let down the secretary of state. I let down my department, my family, and I also let down Mr. and Mrs. Wilson.… I value my ability to keep state secrets. This was bad, and I really felt badly about this.” Asked if he owes the Wilsons an apology, Armitage says, “I think I’ve just done it.” He explains his conversation with Novak: “At the end of a wide-ranging interview he asked me, ‘Why did the CIA send Ambassador Wilson [Joseph Wilson, Plame Wilson’s husband] to Africa?’ I said I didn’t know, but that she worked out at the agency.” Armitage calls it “just an offhand question,” and adds, “I didn’t put any big import on it and I just answered and it was the last question we had.” He claims that the State Department intelligence memo that listed Plame Wilson as a CIA agent was only partially classified, and excuses his revelation by saying, “I had never seen a covered agent’s name in any memo in, I think, 28 years of government,” so he had no idea that Plame Wilson was a covert agent. He believes he referred to her as either “Mrs. Wilson” or “Wilson’s wife,” and adds: “I didn’t know the woman’s name was Plame. I didn’t know she was an operative.” Armitage claims he realized he was Novak’s source several months after Plame Wilson’s outing, and immediately informed the FBI (see October 1, 2003). He says he has not publicly discussed his role in the Plame Wilson affair until now because special prosecutor Patrick Fitzgerald asked him to remain silent: “[T]he special counsel, once he was appointed, asked me not to discuss this and I honored his request.” Fitzgerald has now released him from his pledge. Armitage has testified three times before Fitzgerald’s grand jury, the last time in December 2005, without being subpoenaed. “I was a cooperating witness from the beginning,” he says. Progressive columnist Joe Conason questions the ability of many mainstream reporters and government observers to understand the underlying reality behind the Plame Wilson identity leak. He writes that “[t]he latest developments in the case… proved once more that the simplest analysis of facts is beyond the grasp of many of America’s most celebrated journalists.” The recently published book Hubris, by Michael Isikoff and David Corn, reveals that the then-Deputy Secretary of State, Richard Armitage, was apparently the first White House official to reveal the CIA status of Valerie Plame Wilson to a reporter (see June 13, 2003 and July 8, 2003). Unlike two other White House leakers, Karl Rove (see July 8, 2003 and 11:00 a.m. July 11, 2003) and Lewis Libby (see June 23, 2003, 8:30 a.m. July 8, 2003, and Late Afternoon, July 12, 2003), Armitage was not sold on the idea of the Iraq invasion. Because of these facts, Conason writes, many journalists and observers have decided that Rove and Libby are both “guiltless” of any criminal or underhanded conduct, “that there was no White House effort to expose Ms. Wilson, and that the entire leak investigation was a partisan witch hunt and perhaps an abuse of discretion by the special counsel, Patrick Fitzgerald (see February 6, 2007). The same pundits now proclaim that Mr. Armitage’s minor role somehow proves the White House didn’t seek to punish Valerie Wilson and her husband, former ambassador Joe Wilson, for his decision to publicly debunk the presidential misuse of dubious intelligence from Niger concerning Iraq’s alleged attempts to purchase yellowcake uranium.” Conason writes that to draw such conclusions is simple-minded. “It’s a simple concept—two people or more can commit a similar act for entirely different reasons—but evidently it has flummoxed the great minds of contemporary journalism.” Armitage let Plame Wilson’s identity slip in what was apparently a gossip session. Rove and Libby, on the other hand, “sought to undermine Joe Wilson’s credibility—and perhaps to victimize him and his wife—by planting information about Valerie Wilson with two reporters.” Fitzgerald understands the difference in motivation between Armitage and Rove/Libby, Conason writes, but many journalists seem not to understand that difference. “It is a simple matter,” Conason concludes, “and yet still too challenging for the national press to understand.” (Conason 9/10/2006)
Conservative columnist Robert Novak, who outed CIA official Valerie Plame Wilson three years ago (see July 14, 2003) after receiving the information about her from, among other sources, then-Deputy Secretary of State Richard Armitage (see July 8, 2003), writes of the Armitage leak. Novak writes that he feels free to discuss it publicly now that Armitage has publicly admitted to being one of Novak’s sources (see September 7, 2006).
Accusation of Misrepresentation - Novak says Armitage misrepresented the nature of their conversation, and wants “to set the record straight based on firsthand knowledge.” Armitage was not passing along information that he “thought” might be the case, Novak writes. “Rather, he identified to me the CIA division where Mrs. Wilson worked [counterproliferation], and said flatly that she recommended the mission to Niger by her husband, former Amb[assador] Joseph Wilson. Second, Armitage did not slip me this information as idle chitchat, as he now suggests. He made clear he considered it especially suited for my column.”
Armitage Leak Discredits 'Left-Wing Fantasy' of White House Smear Campaign - Novak then says that Armitage’s identity as one of the Plame Wilson leakers discredits the “left-wing fantasy of a well-crafted White House conspiracy to destroy Joe and Valerie Wilson” (see June 2003, June 3, 2003, June 11, 2003, June 12, 2003, June 19 or 20, 2003, July 6, 2003, July 6-10, 2003, July 7, 2003 or Shortly After, 8:45 a.m. July 7, 2003, 9:22 a.m. July 7, 2003, July 7-8, 2003, July 11, 2003, (July 11, 2003), July 12, 2003, July 12, 2003, July 18, 2003, October 1, 2003, and April 5, 2006). Armitage was a long-time skeptic of the Iraq invasion, as was Wilson, and Novak himself writes that he “long had opposed military intervention in Iraq.” After his July 2003 column, “[z]ealous foes of George W. Bush transformed me improbably into the president’s lapdog.… The news that [Armitage] and not Karl Rove was the leaker was devastating news for the Left.” Novak is apparently not admitting that Rove was a primary source for the Plame Wilson column (see July 8, 2003, July 8 or 9, 2003, and 11:00 a.m. July 11, 2003). Novak also writes that he finds it difficult to believe Armitage’s claim that he only realized he was Novak’s source for the leak after reading Novak’s October 1, 2003 column (see October 1, 2003). He calls Armitage’s disclosure “tardy” and “tainted,” since in Novak’s view, Armitage’s silence “enabled partisan Democrats in Congress to falsely accuse Rove of being my primary source.” (Novak 9/14/2006)
Author: Novak Changed Story for Fourth Time - Progressive author and blogger Marcy Wheeler accuses Novak of “changing his story for the fourth time” (see July 12, 2006) in his recounting of the Armitage episode. In his original column (based in part on Armitage’s confirmation—see July 8, 2003 and July 14, 2003), Novak called Valerie Plame Wilson “an agency operative on weapons of mass destruction,” and credited that information to an unnamed CIA source (later revealed to be CIA spokesman Bill Harlow—see (July 11, 2003) and Before July 14, 2003). In an October 2003 column (see October 1, 2003), Novak named “a senior administration official”—Armitage—as his source for Plame Wilson’s status as an employee of the CIA’s counterproliferation division, which works on WMD (see April 2001 and After). During a subsequent interview with Fox News anchor Brit Hume, Novak again changed Armitage’s description of Plame Wilson’s duties at the CIA. Novak has also changed his story on whether Armitage’s leak was deliberate or merely “chitchat,” as Armitage has claimed. Novak told Newsday reporters that he “didn’t dig out” information on Plame Wilson, “it was given to me.… They thought it was significant, they gave me the name and I used it.” In his October 2003 column, he revised his story, saying he “did not receive a planned leak” and called Armitage’s information “an offhand revelation.” In this current column, he reverts to claiming that Armitage deliberately leaked the information. After former State Department official Richard Armitage admits to revealing former CIA agent Valerie Plame Wilson’s identity to the press (see August 22, 2006 and September 7, 2006), Plame Wilson and her husband, former ambassador Joseph Wilson, add Armitage’s name to their lawsuit alleging that White House officials conspired to reveal her identity and besmirch her husband’s integrity and good name (see July 13, 2006). Victoria Toensing, a former Justice Department official under the Reagan administration, reiterates and expands on claims made by her fellow conservatives (see Late August-Early September, 2006, September 2-5, 2006, September 5, 2006, September 5, 2006, September 6, 2006, and September 7, 2006) that the admission by former Deputy Secretary of State Richard Armitage of his leaking of CIA official Valerie Plame Wilson’s identity to a reporter (see June 13, 2003 and July 8, 2003) exonerates accused perjurer Lewis Libby (see June 23, 2003, 8:30 a.m. July 8, 2003, 2:24 p.m. July 12, 2003, and Late Afternoon, July 12, 2003). “Mr. Armitage is responsible for one of the most factually distorted investigations in history,” Toensing writes. Toensing again asserts, as she has in the past, that Plame Wilson was not a covert official (see November 2-9, 2005 and November 3, 2005), though Plame Wilson’s covert status has been affirmed many times (see Fall 1992 - 1996, Late 1990s-2001 and Possibly After, April 22, 1999, (July 11, 2003), Before July 14, 2003, July 22, 2003, July 30, 2003, September 30, 2003, October 11, 2003, October 22-24, 2003, January 9, 2006, February 13, 2006, and September 6, 2006). She also echoes previous claims that Plame Wilson’s husband, Joseph Wilson (see July 6, 2003), is responsible for exposing his wife’s covert identity. (Toensing 9/15/2006)
NBC producer Joel Seidman interviews two former prosecutors, and asks them to assess the impact of the recent revelation that Richard Armitage, not Lewis Libby, was the first government official to leak Valerie Plame Wilson’s CIA status on Libby’s upcoming trial (see September 7, 2006). Seidman opens his article by claiming that special counsel Patrick Fitzgerald may face an “uphill battle” in getting a conviction in light of the Armitage revelation, writing, “The possible testimony of the State Department’s former number two official [Armitage], and that of the first journalist to print the name Valerie Plame Wilson [columnist Robert Novak], could potentially sway a jury that there is reasonable doubt to the perjury charges against Libby.” Seidman goes on to call the news of Armitage’s leak a “bombshell announcement,” and a piece of information that Fitzgerald “chose to keep… secret.” Further, Seidman notes that because Armitage and Novak are in some disagreement about the chain of events surrounding Armitage’s leak to Novak (see July 8, 2003) and September 13, 2006), this discontinuity “could enable Libby to argue that he, Libby, wasn’t the only one confused in this case” (see January 31, 2006). It is unclear whether Armitage will testify at Libby’s trial. Seidman interviews two former prosecutors: Solomon Weisenberg, who worked with special prosecutor Kenneth Starr during the Whitewater investigation, and Larry Barcella. Weisenberg says Libby’s lawyers can take “full advantage of the emotional value of Armitage’s admission,” and that while Armitage is not part of the case against Libby, the lawyers could argue that Fitzgerald conducted a sloppy investigation, and has witnesses who contradict one another. However, Barcella says that because the charges facing Libby are about his lying under oath (see October 28, 2005), Armitage’s leaks are irrelevant. (Seidman 9/20/2006) Former prosecutor Christy Hardin Smith, writing for the progressive blog FireDogLake, says Seidman is echoing “GOP-pushed media logic,” which she analogizes to the argument that “someone who steals three of your hubcaps, strips your car down of all the valuable parts, take[s] the license plate, and steals your registration should not be charged for all of those crimes because someone else took the first hubcap a little earlier in the day. Um… yeah. Try again. You lie repeatedly to a federal investigator, you pay the penalty, and no amount of after-the-fact *ss-covering obfuscation gets around the fact that Libby lied, repeatedly. If he didn’t need to do so because he and those around him did nothing wrong, then why did he lie on multiple occasions? And why did a federal grand jury find it troubling enough to indict him on five felony counts for doing so?” (Christy Hardin Smith 9/20/2006)
President Pervez Musharraf of Pakistan publishes his autobiography, In the Line of Fire, generating a number of controversies:
He speculates that Omar Saeed Sheikh, who was involved in the kidnapping and murder of Daniel Pearl (see January 23, 2002) and is said to have wired money to the 9/11 hijackers (see Early August 2001), may have been recruited by MI6 in the 1990s (see Before April 1993). The Independent will also comment, “he does not mention that British-born Omar Saeed Sheikh, who planned the Pearl abduction, had surrendered a week before his arrest was announced to a general with intelligence links who was Musharraf’s friend. What happened during that week?” (Tripathi 11/21/2006)
Musharraf writes, “Those who habitually accuse us of not doing enough in the war on terror should simply ask the CIA how much prize money it has paid to the Government of Pakistan.” (Press Trust of India 9/28/2006) However, US law forbids rewards being paid to a government. The US Justice Department says: “We didn’t know about this. It should not happen. These bounty payments are for private individuals who help to trace terrorists on the FBI’s most-wanted list, not foreign governments.” (McGrory 9/26/2006) Musharraf then backtracks and claims the Government of Pakistan has not received any money from the US for capturing people. (Press Trust of India 9/28/2006)
He also claims that State Department Official Richard Armitage threatened that if Pakistan did not co-operate with the “war on terror,” the US would bomb it “back into the stone age” (see September 13-15, 2001).
The book does not receive good reviews. For example, the Independent calls it “self-serving and self-indulgent” and concludes that “Readers who want to understand contemporary Pakistan deserve a more honest book.” (Tripathi 11/21/2006) In a review with the sub-heading “Most of Gen. Pervez Musharraf’s new book cannot be believed,” the Wall Street Journal writes, “The book is not so much an autobiography as a highly selective auto-hagiography, by turns self-congratulatory, narcissistic, and mendacious.” (Varadarajan 10/19/2006)
Columnist Robert Novak, a recipient of several White House leaks regarding covert CIA official Valerie Plame Wilson (see July 7, 2003, July 8 or 9, 2003, (July 11, 2003), and Before July 14, 2003) and the author of the column exposing Plame Wilson (see July 14, 2003), publishes a column in the conservative Weekly Standard attacking the authors of Hubris, a book that identified former Deputy Secretary of State Richard Armitage as the original leaker of Plame Wilson’s identity (see June 13, 2003, July 8, 2003, September 6, 2006, and September 7, 2006).
Attacks Co-Author of Book - Novak focuses primarily on “stereotypical leftist activist” co-author David Corn, whom he accuses of engendering the entire Plame Wilson identity leak investigation with a column questioning the propriety of Novak’s exposure of a covert CIA official (see July 16, 2003), and writes that Corn and other “enemies of George W. Bush” used the investigation to try to “bring down a president” (Bush). Now, Novak writes, Corn is in the ironic position of having co-authored a book “that has had the effect of killing the story.” (Novak credits co-author Michael Isikoff, not Corn, with discovering the Armitage leak.) To regain traction, Novak writes, “Corn has been frantic… to depict an alternate course in which [White House official Karl] Rove, [former White House official Lewis] Libby, and Vice President Cheney attempted, by design and independently, to do what Armitage purportedly accomplished accidentally.” Armitage’s leak was a gossipy “slip-up” that occurred simultaneously with what Corn and Isikoff called “a concerted White House effort to undermine a critic of the war,” former ambassador Joseph Wilson. Novak says the “conspiracy theory” of a White House effort to denigrate and smear Wilson is specious (see June 2003, June 3, 2003, June 11, 2003, June 12, 2003, June 19 or 20, 2003, July 6, 2003, July 6-10, 2003, July 7, 2003 or Shortly After, 8:45 a.m. July 7, 2003, 9:22 a.m. July 7, 2003, July 7-8, 2003, July 11, 2003, (July 11, 2003), July 12, 2003, July 12, 2003, July 18, 2003, October 1, 2003, April 5, 2006, and April 9, 2006), and calls the book’s detailed recounting of the misdeeds of the White House surrounding the Wilson smear and the Plame Wilson exposure “tiresome.” Novak dismisses Hubris as little more than “an unmitigated apologia for the Wilsons.”
Justifies Own Cooperation with Prosecution - He goes on to justify his repeated (and unreported) testimonies before the Patrick Fitzgerald grand jury (see October 7, 2003, February 5, 2004, and September 14, 2004), saying since Fitzgerald already knew who his sources for the Plame Wilson leak were (Libby, Armitage, and CIA official Bill Harlow), “there was no use in not testifying about them,” and he “feared facing the same legal juggernaut that sent Judith Miller of the New York Times to jail” (see July 6, 2005).
Claims Plame Wilson Not Covert - Novak says that no one—Armitage, Libby, Rove, nor himself—could be prosecuted for outing Plame Wilson because she “was not a covert operative under the terms of the law” (see Fall 1992 - 1996, Late 1990s-2001 and Possibly After, April 22, 1999, (July 11, 2003), Before July 14, 2003, July 22, 2003, July 30, 2003, September 30, 2003, October 11, 2003, October 22-24, 2003, January 9, 2006, February 13, 2006, and September 6, 2006).
Exposes White House Source - Novak concludes the article by identifying former White House press aide Adam Levine (see February 6, 2004 and October 26, 2005) as the source for the “1x2x6” articles published by the Washington Post (see September 28, 2003 and October 12, 2003). (Novak 9/23/2006)
Lewis Libby’s defense team files three motions with the US District Court in Washington, asking Judge Reggie Walton to preclude evidence pertaining to the following:
that Libby improperly disclosed classified materials from the 2002 National Intelligence Estimate (NIE—see October 1, 2002) to reporters (see June 23, 2003, 8:30 a.m. July 8, 2003, and Late Afternoon, July 12, 2003);
reporters’ opposition to testifying on First Amendment grounds, and reporter Judith Miller’s incarceration (see September 30, 2005 and October 12, 2005); and
outed CIA agent Valerie Plame Wilson’s employment status with the agency, and any actual or potential damage her exposure as a covert agent might have caused (see Before September 16, 2003, October 3, 2003, October 11, 2003, October 22-24, 2003, October 23-24, 2003, October 29, 2005, and February 13, 2006). Special counsel Patrick Fitzgerald files his own motion to preclude the defense from making much of the fact that other Bush administration officials also accused of leaking Plame Wilson’s identity to the press were not charged with crimes (see June 13, 2003, July 7, 2003, July 8, 2003, July 8, 2003, July 8 or 9, 2003, 11:00 a.m. July 11, 2003,8:00 a.m. July 11, 2003, 1:26 p.m. July 12, 2003, and July 15, 2005). “The fact that no other person was charged with a crime relating to the disclosure of classified information says absolutely nothing about whether defendant Libby is guilty of the charged crimes,” Fitzgerald writes. “It is improper for the jury to consider, or for counsel to suggest, that the decisions by the government not to charge additional crimes or defendants are grounds that could support an acquittal on the crimes charged in the indictment.” (US District Court for the District of Columbia 10/30/2006 ) Fitzgerald is referring to, among others, former Deputy Secretary of State Richard Armitage, who was recently identified as the first administration official to leak Plame Wilson’s identity to a reporter (see September 7, 2006). (Seidman 10/30/2006) Author and blogger Marcy Wheeler observes that, in her opinion, Libby is trying to keep the trial jury from deliberating on the administration’s “partial declassification” of the 2002 NIE, does not want jurors to know that reporter Judith Miller felt Libby did not want her to testify against him (see September 15, 2005 and August 2005), and wants to keep the jury unaware that Plame Wilson was a covert CIA agent. The Lewis Libby defense team argues in a court filing that there was no such thing as an orchestrated plot to expose Valerie Plame Wilson as a CIA official, and writes that Libby, a former White House official who told at least two reporters that Plame Wilson was a CIA official (see June 23, 2003, 8:30 a.m. July 8, 2003, 2:24 p.m. July 12, 2003, and Late Afternoon, July 12, 2003), had no reason to lie during the investigation of the leak (see October 14, 2003, November 26, 2003, March 5, 2004, and March 24, 2004). Libby’s lawyers want to present a wide-ranging defense concerning Libby’s duties and actions at the White House, while special counsel Patrick Fitzgerald, the US Attorney prosecuting the case, wants to stay narrowly focused on evidence that Libby lied under oath to the FBI and to a grand jury. “It is doubtful that anyone committed an ‘underlying crime’ here,” Libby’s lawyers write. “The government’s investigation began as an effort to discover which government officials had ‘leaked’ Ms. Wilson’s affiliation with the CIA to Mr. Novak” (see July 14, 2003). The Libby lawyers base their argument on the fact that former State Department official Richard Armitage leaked Plame Wilson’s identity to a reporter before Libby did (see June 13, 2003). “Members of the jury will have heard for years that Mr. Libby leaked classified information about Valerie Wilson’s affiliation with the CIA, due to inaccurate reports in the press,” the defense attorneys write. “Indeed, the government has contributed to the likely misimpressions that potential jurors will have about this case.” In previous filings, Fitzgerald has argued that the upcoming trial should not be a forum to debate the leak itself or question why Libby was charged and others were not. Both the prosecution and defense teams in the Lewis Libby trial file status reports with the court. Libby’s lawyers say that two reporters it intends to subpoena may resist testifying; the lawyers do not name the reporters. Special counsel Patrick Fitzgerald says that none of the prosecution’s witnesses, including White House officials, will claim privilege to avoid testifying. However, Fitzgerald writes: “The government is not aware of any government witness who is intending to assert a blanket privilege, and the government does not otherwise anticipate any of its witnesses moving to quash or limit trial subpoenas. The government also does not intend to examine any witnesses on any topic for which we expect an assertion of privilege.” His statement acknowledges the possibility that government witnesses may assert privilege on specific topics of inquiry. Libby requests a tape of a conversation between former Deputy Secretary of State Richard Armitage and Washington Post reporter Bob Woodward, presumably a recording referring to Armitage’s revelation to Woodward that Valerie Plame Wilson was a CIA officer (see June 13, 2003). And Fitzgerald indicates he will drop his appeals of the court’s rulings on classified documents. Investigative reporter Robert Parry, writing for the progressive Web news outlet ConsortiumNews, notes that former Deputy Secretary of State Richard Armitage may be far more intimately involved with the 2003 White House attempt to besmirch the credibility of former ambassador Joseph Wilson than has been previously noted (see June 2003, June 3, 2003, June 11, 2003, June 12, 2003, June 19 or 20, 2003, July 6, 2003, July 6-10, 2003, July 7, 2003 or Shortly After, 8:45 a.m. July 7, 2003, 9:22 a.m. July 7, 2003, July 7-8, 2003, July 11, 2003, (July 11, 2003), July 12, 2003, July 12, 2003, July 18, 2003, October 1, 2003, April 5, 2006, and April 9, 2006). Armitage was the first administration official to expose former CIA agent Valerie Plame Wilson’s CIA status to a reporter (see June 13, 2003), and later leaked it again (see July 8, 2003), that time to columnist Robert Novak, who exposed Plame Wilson in a July 2003 column (see July 14, 2003). Parry writes that conventional media wisdom paints Armitage as an outsider, not a member of the White House inner circle, and a skeptic about the Iraq war; therefore, the media argues, Armitage’s leaks of Plame Wilson’s identity were “inadvertent” and merely coincidental to the White House efforts to claim that former ambassador Joseph Wilson was sent to Africa (see February 21, 2002-March 4, 2002) for partisan reasons by his wife. Parry notes that, as recently as September 2006, the Washington Post joined with conservative supporters of the Bush administration to claim that the White House did not intentionally “orchestrate” the leak of Plame Wilson’s identity (see Late August-Early September, 2006), and that Armitage had no connection with whatever efforts went on inside the White House to leak her identity. However, Parry notes, the mainstream media has consistently ignored the deep connections between Armitage and White House political savant Karl Rove, who many believe did orchestrate the Plame Wilson leak. According to Parry, “a well-placed conservative source… [a]n early supporter of George W. Bush who knew both Armitage and Rove… told me that Armitage and Rove were much closer than many Washington insiders knew.” Armitage and Rove became friends during the first weeks of the Bush administration’s first term, and they cooperated with one another to pass backchannel information between the White House and State Department. The source tells Parry that it is plausible to surmise that Armitage leaked Plame Wilson’s identity to two separate reporters, not by accident, but in collusion with Rove’s strategy to besmirch Wilson by exposing his wife’s CIA identity. Novak printed his column outing Plame Wilson using two primary sources—Armitage and Rove (see July 8, 2003 and July 8 or 9, 2003). The source says that Novak’s initial claim of being given Plame Wilson’s identity (see July 21, 2003) suggests, in Parry’s words, “Armitage and Rove were collaborating on the anti-Wilson operation, not simply operating on parallel tracks without knowing what the other was doing.” The source finds the media’s assumption that Armitage “inadvertently” let Plame Wilson’s identity slip out, almost as gossip, amusing, and inaccurate. “Armitage isn’t a gossip, but he is a leaker,” the source says. “There’s a difference.” (Parry 1/17/2007)

Informed Libby of Plame Wilson's CIA Identity - Grossman, formerly the undersecretary of state for political affairs, testifies that the information about Plame Wilson was given to Libby “in about 30 seconds of conversation.” He says he spoke to Libby several times a week. He testifies that when Libby asked him about Joseph Wilson’s 2002 Niger trip (see May 29, 2003), he knew nothing about it, which he found somewhat embarrassing. “I should have known,” he says. He testifies that his immediate supervisor, Deputy Secretary of State Richard Armitage, knew nothing of the Wilson trip either. Grossman says he asked Carl Ford of the State Department’s in-house intelligence agency, the Bureau of Intelligence and Research (INR), and State’s head of African affairs, Walter Kansteiner, for information on the Wilson trip. Both Ford and Kansteiner knew of the trip, Grossman testifies, and both told him that Wilson had reported to the CIA on the trip (see March 4-5, 2002, (March 6, 2002) and March 8, 2002). Grossman says he asked Armitage if it was permissible for him to ask Wilson directly about the trip, and receiving permission, did so. According to Grossman, Wilson told him about the Niger trip, and said he thought the trip had been at the request of the Office of the Vice President (see (February 13, 2002)). It was after his conversation with Wilson that Grossman spoke to Libby about the trip, and informed him that Wilson’s wife was a CIA employee. Grossman testifies that he prepared a memo for Libby after his return from a trip to Spain and North Africa (see June 10, 2003), using information provided by Ford. According to Grossman, it was Ford who alleged Plame Wilson orchestrated her husband’s trip to Niger (see February 19, 2002, July 22, 2003, October 17, 2003, and July 20, 2005), but Grossman is not aware of the inaccuracy of Ford’s information. Grossman says he felt it somewhat inappropriate that Plame Wilson would have put her husband up for the trip. He informed Libby of Plame Wilson’s supposed role in her husband’s trip to Niger the day after putting together the memo on the trip (see 12:00 p.m. June 11, 2003). Grossman tells the court: “I think I said that there was one other thing that he [Libby] needed to know—that Joe Wilson’s wife worked at the agency. Meaning the CIA. I phrased it that way because he was senior to me, it was my responsibility to make sure he had the whole context.” According to Grossman, Libby denied that his office had anything to do with sending Wilson to Niger. (Marcy Wheeler 1/23/2007; Willing 1/24/2007) Grossman also recalls speaking on the phone with Wilson on June 9, 2003, and recalls Wilson being angered by comments from then-National Security Adviser Condoleezza Rice on a recent edition of Meet the Press (see June 8, 2003). “He was furious.… He was really mad,” Grossman recalls. Grossman testifies that Wilson said he might publicly correct Rice’s characterization of the Iraq-Niger uranium affair (see June 9, 2003-July 6, 2003). He says that Armitage characterized his leak to Novak as “one of the dumbest things” he had ever done. Defense Attacks Grossman - The second day of testimony begins with the Libby defense team cross-examining Grossman. Defense lawyer Theodore Wells attacks Grossman’s credibility, accusing him of being a “crony” of Armitage and implying that, because he talked to Armitage the night before he testified to the FBI, his credibility is questionable. (Marcy Wheeler 1/24/2007; Leonnig and Goldstein 1/25/2007) Wells elicits an admission from Grossman that he did not show Libby the INR memo, and notes that Grossman cannot produce documents to prove he spoke with either Ford or Kansteiner; the State Department routinely destroys emails after archiving them for 90 days, Grossman says. (Marcy Wheeler 1/24/2007) Wells also attempts to portray Grossman as self-contradictory, eliciting an admission that Grossman told the FBI that he and Libby had talked on the phone (see October 17, 2003 and February 24, 2004), but now says he and Libby spoke face-to-face. “You accept the fact that you told the FBI something different on February 24, 2004, than you told this jury?” Wells asks, to which Grossman replies, “Yes, sir.” Wells also focuses on Grossman’s contact with Armitage, who spoke to him a day before he testified to the FBI about his leaking of Plame Wilson’s identity (see October 2, 2003). “He—Richard Armitage—told the FBI that he… disclosed Mrs. Wilson’s work status at the CIA to Robert Novak?” Wells asks. Conservative columnist Robert Novak, who publicly outed covert CIA official Valerie Plame Wilson (see July 14, 2003), testifies in the Lewis Libby perjury and obstruction trial. He is questioned by lead defense attorney Theodore Wells. Like his colleague Bob Woodward (see February 12, 2007), Novak testifies that he learned of Plame Wilson’s CIA status from former State Department official Richard Armitage (see July 8, 2003). He tells the court that both Armitage and White House official Karl Rove have given him permission to disclose their identities as his sources, and to discuss the content of their conversations. Novak says his conversation with Armitage was understood to be entirely on background, and he did not take notes or record the conversation. “I assumed I could write what he said, but I wouldn’t be able to identify him,” he says. Novak testifies, “I had no help and no confirmation from Mr. Libby” concerning Plame Wilson (see July 14, 2003), and notes that he had already decided to write about former ambassador Joseph Wilson’s trip to Niger when he spoke to Armitage (see February 21, 2002-March 4, 2002). The defense in the Lewis Libby trial presents as its second witness Washington Post reporter and managing editor Bob Woodward. Under questioning by attorney William Jeffress, Woodward testifies that he learned of Valerie Plame Wilson’s CIA status from former State Department official Richard Armitage (see June 13, 2003). After winning a ruling by Judge Reggie Walton over objections from the prosecution, the defense plays an audio tape of Woodward’s discussion with Armitage, where Armitage revealed Plame Wilson’s identity to him and told him, incorrectly, that Plame Wilson was an “analyst” for the agency (see Fall 1992 - 1996, Late 1990s-2001 and Possibly After, April 22, 1999, (July 11, 2003), Before July 14, 2003, July 22, 2003, July 30, 2003, September 30, 2003, October 11, 2003, October 22-24, 2003, January 9, 2006, February 13, 2006, September 6, 2006, and March 16, 2007). Woodward notes that the only reason he is testifying about his discussion with Armitage is because Armitage “requested” that he do so, and adds that Libby, too, has given him permission to discuss their conversations. He goes on to note that he did not write about Plame Wilson for the Post or for his book. Woodward adds that while he interviewed Libby many times for his book Plan of Attack, he believes Libby never discussed Plame Wilson with him (see June 23, 2003 and June 27, 2003). “There’s no doubt that Libby didn’t say anything,” Woodward says. Former State Department Intelligence Bureau (INR) chief Carl Ford testifies for the defense in the Lewis Libby perjury and obstruction trial. Ford’s INR was one of the first governmental agencies to warn that the claims of Iraqi WMDs were not backed by solid evidence (see June 2, 2003), and Ford is the official who sent a memo indirectly identifying Valerie Plame Wilson as a CIA agent to then-Deputy Secretary of State Richard Armitage (see July 7, 2003). The defense does little with Ford besides confirming the details of the memo, which primarily concerned Plame Wilson’s husband Joseph Wilson’s trip to Niger (see June 10, 2003 and July 20, 2005). Based on Monday’s parade of reporters testifying that they were not told of Valerie Plame Wilson’s CIA identity by former White House official Lewis Libby (see February 12, 2007, February 12, 2007, February 12, 2007, February 12, 2007, and February 12, 2007), National Review columnist Byron York asks the same question Libby’s lawyers are asking during the trial: if Libby leaked Plame Wilson’s identity to reporters Judith Miller and Matt Cooper (see June 23, 2003, 8:30 a.m. July 8, 2003, 2:24 p.m. July 12, 2003, and Late Afternoon, July 12, 2003), why didn’t he leak it to the other reporters who testified? York writes: “Each was covering events in Washington during that intense period in mid-2003 when the Bush administration came under attack from former ambassador Joseph Wilson over its case for war in Iraq. Each interviewed Libby, then Vice President Dick Cheney’s chief of staff. And each heard nothing from Libby about Valerie Plame Wilson.… Did Cheney, who is portrayed in some scenarios as the mastermind of the leak, tell Libby to disclose Mrs. Wilson’s identity to Matt Cooper and not to Bob Woodward? To Judith Miller and not to Robert Novak?” These are the questions York says the defense hopes the jury will ask. York notes that Washington Post reporter Walter Pincus directly contradicted former White House press secretary Ari Fleischer’s claim that he did not tell Pincus of Plame Wilson’s identity, an exchange York says heavily damages Fleischer’s credibility. The defense contends that Libby may have learned of Plame Wilson’s CIA identity from other, unnamed reporters; Libby, the defense says, later “misremembered” his source as being NBC’s Tim Russert (see July 10 or 11, 2003 and February 7-8, 2007), who has contradicted Libby’s claim that he learned of Plame Wilson’s CIA identity from him. York says that the most telling moments came during the testimony of Post reporter Bob Woodward, who played an audiotape of his conversation with then-Deputy Secretary of State Richard Armitage, who told him of Plame Wilson’s identity well before Libby exposed the CIA official to the press (see June 13, 2003). Armitage’s statement that “everyone knows it” refers, York writes, to Joseph Wilson being the anonymous former ambassador criticizing the Bush administration in the press, but York notes that some in the jury might take the reference to mean that “everyone knows” of Plame Wilson’s CIA status. “In any event, none of it had anything to do with Libby, except that Libby was not the one leaking,” York concludes.
