Profile: Roy Blunt

Roy Blunt was a participant or observer in the following events:

Jack Bartling, the legal counsel for Senator Christopher “Kit” Bond (R-MO), calls the White House Counsel’s Office (WHCO) several times to demand that the US Attorney for the Western District of Missouri, Todd Graves (see October 11, 2001), be fired. Graves’s single performance review by the Justice Department was excellent (see March 2002), and Bartling’s complaints are not performance-related. Bartling speaks to associate White House counsel Grant Dixton on numerous occasions demanding that Graves be fired. Bartling will speak to Justice Department investigators looking into the 2006 US Attorney purge (see September 29, 2008), and will say that Bond had nothing to do with his efforts to get Graves fired; instead, Bartling will characterize the problem as a “staff issue” being handled by himself and Bond’s chief of staff. Bartling will claim to have never discussed the matter with Bond, as it would have been beneath Bond’s position as “undisputed leader of the Republican congressional delegation in Missouri” to become involved in such a matter. Bartling will say that the demands for Graves’s removal are actually sparked by discord between the staffs of Bond and US Representative Sam Graves (R-MO), Todd Graves’s brother. Representative Graves’s office does “not run business” in a manner the Bond’s staff finds acceptable. Bartling will say that they asked Todd Graves to try to control his brother, but the US Attorney chose not to become involved in the dispute. Bartling will say he raises the issue of Todd Graves’s wife accepting a no-bid contract from Governor Roy Blunt (R-MO) that he says poses a potential conflict of interest for Graves (see February - April 2005). Dixton is the only person in the WHCO who will cooperate with the Justice Department investigation, and he will confirm speaking to Bartling about Graves. According to Dixton, Bartling wants to see Graves removed when Graves’s term of office expires in October 2005. Dixton will say that he cannot recall clearly, but he likely brought the matter to the attention of Kyle Sampson, the deputy chief of staff for Attorney General Alberto Gonzales (see February 15, 2005), and to deputy White House counsel William Kelley. Dixton, however, will say that he only spoke to Bartling once, and does not remember speaking to Bartling about Graves’s wife. The Justice Department investigators will determine that Bartling likely spoke to associate White House counsel Richard Klingler as well as Dixton, but Klingler will refuse to cooperate with the investigation. Reactions to President Bush’s commutation of Lewis Libby’s prison sentence (see July 2, 2007) are mixed, and split largely along partisan divides.
Democrats: Commutation 'Disgraceful,' 'Tramples' on Principle of Equal Justice - Senate Majority Leader Harry Reid (D-NV) calls the decision “disgraceful” and says history will judge Bush “harshly” for it. Senator Barack Obama (D-IL), a 2008 presidential contender, says, “This is exactly the kind of politics we must change so we can begin restoring the American people’s faith in a government that puts the country’s progress ahead of the bitter partisanship of recent years.” Senator Hillary Clinton (D-NY), another presidential candidate, says Bush’s decision shows that “cronyism and ideology trump competence and justice.” Former Senator John Edwards (D-NC), another presidential contender, says, “Only a president clinically incapable of understanding that mistakes have consequences could take the action he did today.” Senator Joe Biden (D-DE), another presidential hopeful, states, “I call for all Americans to flood the White House with phone calls tomorrow expressing their outrage over this blatant disregard for the rule of law.” Senator Charles Schumer (D-NY) says: “As Independence Day nears, we’re reminded that one of the principles our forefathers fought for was equal justice under the law. This commutation completely tramples on that principle.” House Speaker Nancy Pelosi (D-CA) says Bush has “abandoned all sense of fairness when it comes to justice.… The president’s commutation of Scooter Libby’s prison sentence does not serve justice, condones criminal conduct, and is a betrayal of trust of the American people.” House Judiciary Committee chairman John Conyers (D-MI) says that “until now, it appeared that the president merely turned a blind eye to a high ranking administration official leaking classified information. The president’s action today makes it clear that he condones such activity.”
Republicans: Commutation 'the Right Thing' but Political Damage May Be Severe - While most Republican lawmakers do not issue public comments, House Minority Whip Roy Blunt (R-MO) says: “President Bush did the right thing today in commuting the prison term for Scooter Libby. The prison sentence was overly harsh, and the punishment did not fit the crime.” Former Senator Fred Thompson, also a 2008 presidential hopeful and a long-time supporter of Libby’s (see After October 28, 2005 and March 7, 2007), says Bush should issue a full pardon for Libby, adding, “This will allow a good American who has done a lot for his country to resume his life.” Republican presidential candidate Rudy Giuliani calls the commutation a “reasonable” and “correct” decision. [Bush commutes Libby prison sentence, 7/2/2007; CNN, 7/2/2007; Washington Post, 7/3/2007] But other Republicans are not so sanguine. “The dirty little secret is that in his own way, Bush has shown as much contempt for the law as [former President Bill] Clinton did,” says Curt Smith, a speechwriter for President George H. W. Bush. An unidentified Washington Republican says, “We have now witnessed the evisceration of the Bush presidency by its own hand.” A senior Republican operative observes: “Thirty months in jail was absolutely excessive, but zero is offensive to the average American. Wilson: Libby a 'Traitor' Who 'Endangered ... Country's National Security' - Joseph Wilson, a former ambassador and vehement war critic whose wife, Valerie Plame Wilson, was exposed as a covert CIA agent by Libby, says both he and his wife are “deeply disappointed” by Bush’s decision. “The president’s actions send the message that leaking classified information for political purposes is acceptable,” Wilson says. “Mr. Libby not only endangered Valerie and our family, but also our country’s national security.” Asked if he has anything to say to Libby, Wilson says with apparent anger: “I have nothing to say to Scooter Libby. I don’t owe this administration. They owe my wife and my family an apology for having betrayed her. Scooter Libby is a traitor.”
Law Professor Calls Commutation 'Hypocritical and Appalling' - Law professor Douglas Berman says the commutation is “hypocritical and appalling from a president whose Justice Department is always fighting” attempts by judges and lawmakers to lower the punishment called for under federal sentencing guidelines. Berman says Bush’s message amounted to “My friend Scooter shouldn’t have to serve 30 months in prison because I don’t want him to.” Most polls show overwhelming public support for Libby’s jailing. Coinciding with the publication of the first article in a series in Britain’s Sunday Times covering some of her allegations (see Mid-Late 1990s, (1997-2002), 2000-2001, Summer 2000, Summer 2001 and After September 11, 2001), former FBI translator Sibel Edmonds posts a gallery of 18 photos of people and three images of question marks on her website, justacitizen.com (see August 8, 2009). The 21 images are divided into three groups, and the page is titled “State Secrets Privilege Gallery.” No other explanation of the images is given, and the photos include no names or captions. [Sibel Edmonds, 1/6/2008] Luke Ryland, a blogger who has been closely following Sibel Edmonds’s case, posts an entry on his blog titled “Sibel ‘names names’ (in pictures!),” in which he puts names to the faces, and says, “we can reasonably presume that they are the 21 guilty people in her case.” Ryland notes that the three groups correspond to the affiliations of the people in the photos: “The first group contains current and former Pentagon and State Department officials”: Richard Perle, Douglas Feith, Eric Edelman, Marc Grossman, Brent Scowcroft, and Larry Franklin. “The second group is current and former congressmen”: Ex-House Speaker Dennis Hastert (R-IL), Roy Blunt (R-MO), Dan Burton (R-IN), Tom Lantos (D-CA), ? FBI whistleblower Sibel Edmonds testifies under oath in a deposition for the Schmidt v. Krikorian case. David Krikorian, a 2010 Democratic candidate for US Representative of Ohio, had been sued by Jean Schmidt (R-OH) in response to his claim that she had accepted “blood money” from the Turkish lobby in exchange for opposing an Armenian genocide resolution. As part of his defense against Schmidt’s charge that he had libeled her, Krikorian subpoenaed Edmonds’s testimony, as she had previously spoken and written about corruption of members of Congress by the Turkish Lobby. In two unrelated lawsuits prior to this one, Edmonds had been blocked from testifying by former Attorney General John Ashcroft, under the State Secrets Act. In Schmidt v. Krikorian, however, the Department of Justice under Attorney General Eric Holder does not reinvoke the claim of “state secrets” or otherwise move to block the testimony, and does not dispatch legal counsel to raise objections during the deposition. At the deposition, Krikorian is represented by Dan Marino of Mark Geragos’ law firm, Schmidt is represented by Bruce Fein, and Edmonds has retained Stephen M. Kohn of the National Whistleblower Center. Kohn says he has “asked [Sibel Edmonds] to limit her responses only to the information that she believes to be publicly available or she has learned from sources outside of her employment.” Marino begins his examination of Edmonds by asking basic questions about her background and work with the FBI, then works through a lengthy series of questions based on public statements Edmonds had made regarding events she witnessed. Much of this information has previously been reported, but for the first time, Edmonds is swearing to it under oath. Edmonds' Experience with Her FBI Co-worker Melek Can Dickerson and Her Husband, Major Douglas Dickerson - Edmonds and her husband Matthew Edmonds had previously said former FBI colleague Melek Can Dickerson and her husband, Major Douglas Dickerson, attempted to bribe her to pass on sensitive information (see December 2, 2001), and she confirms this. Edmonds had also previously reported to Congress and the Justice Department Inspector General that Melek Can Dickerson was spying for subjects of the FBI’s investigations (see (Late October 2001)), and she confirms this as well. Turkish Entities Targeted by FBI Investigations of Influence and Espionage - When asked if the American Turkish Council was a target of FBI investigations (see Late 1990s-Early 2001, Edmonds confirms it, but when asked to identify others, she declines to specifically name any. When asked about the “Turkish Lobby”, Edmonds says there is an overt and a covert lobby. The covert lobby involves “trying to obtain very sensitive, classified, highly classified US intelligence information, weapons technology information, classified congressional records, recruiting—recruiting key US individuals with access to highly sensitive information, blackmailing, bribery.” She testifies the Turkish government is indirectly involved, and that its concerns include access to US aid and weapons, as well as preventing Congress from passing a resolution acknowledging the Turkish genocide of the Armenians. Edmonds' 'State Secrets Privilege Gallery' - Marino asks the meaning of the ‘State Secrets Privilege Gallery’ at her website, justacitizen.com (see January 6, 2008). The gallery is a collection of photos without names; Edmonds explains it features the subjects of FBI investigations Edmonds was part of during her time as an FBI translator, whose names and criminal activities were being protected by claims of State Secrets and the gag orders she had been placed under. The twenty-one photos (including three place holders with question marks) feature current and former State and Defense Dept. officials; current and former members of Congress; and lobbyists and members of think tanks. Marino then names nine of the people listed in the gallery, and asks why they’re listed. As it had been reported by others that Marc Grossman was the person involved, Edmonds discusses, in some detail, her knowledge of his involvement with a criminal network stealing and selling US nuclear secrets (see January 6, 2008 and After), as well as his disclosure to a Turkish agent that Brewster Jennings was a CIA front company investigating nuclear trafficking (see Summer-Autumn 2001). Edmonds discusses the others in more general terms; Dennis Hastert (R-IL), Dan Burton (R-IN), Stephen Solarz (D-NY), Bob Livingston (R-LA) and Tom Lantos (D-CA) are all variously accused of accepting bribes in exchange for serving the interests of foreign governments, as well as involvement in blackmail and money laundering. Lantos is also accused of “disclosing highest level protected US intelligence and weapons technology information both to Israel and to Turkey.” Edmonds indicates the question mark in the Congressional group is a bisexual woman and a current member of Congress. Turkish agents wanted her to oppose an Armenian genocide resolution, and because her husband was an influential businessman. Edmonds did not include her photo in the gallery, and declines to name her in the deposition, as she is unaware if the congresswoman had actually been blackmailed, or done anything illegal. However, in an interview published in the November 2008 American Conservative, Edmonds names her as Jan Schakowsky (D-IL). [Edmonds, 8/8/2009, pp. 42-84]
Indirect Knowledge of Illicit Israeli Influence on Congress - Asked if she is “aware of the Israeli government or Israeli organizations influencing members of Congress,” Edmonds responds, “Indirectly, based on how they work, some of the largest Israeli lobby groups with the entities such as ATC and also the Turkish diplomatic community and how they actually trained and make it possible for the Turkish lobby and these entities to do it. [T]hey had training period in ‘96 and ‘98 from individuals that were sent to them from both [AIPAC] and JINSA, both the lobbying, but also on… covering up the money track.” [Edmonds, 8/8/2009, pp. 64]
Behrooz Sarshar's Testimony regarding FBI 9/11 Foreknowledge - Marino asks Edmonds about an entry on her Wikipedia page that said, “[Edmonds] claims that the FBI received information in April 2001 from a reliable Iranian intelligence asset that Osama bin Ladin was planning attacks on four to five cities with planes. Some of the people were already in the country, and the attacks would happen in a few months.” Edmonds clarifies that she knew of this incident from FBI translator Behrooz Sarshar (see April 2001), and her role was that she, “facilitated Mr. Sharshar’s meeting with 9/11Commission and also with the Glenn Fine, Department of Justice Inspector General’s Office, and… put him in touch with the members of media.” [Edmonds, 8/8/2009, pp. 66-67]
How Blackmail Operations Are Conducted by Turkish Operatives - Sibel Edmonds explains how blackmail operations were conducted by Turkish agents. “[E]veryone was taught in [FBI] counterintelligence—that the target[,] US persons, whether they are in Congress or executive branch or whatever, first go by foreign entities to what they refer to as hooking period, and it was very common; it’s a very common way of trying to find vulnerability, and that is sexual, financial, any other kinds of greeds, and it was… being done a lot, and in some cases certain people from Pentagon would send a list of individuals with access to sensitive data, whether weapons technology or nuclear technology, and this information would include all their sexual preference, how much they owed on their homes, if they have gambling issues, and the State Department, high level State Department person would provide it to these foreign operatives, and those foreign operatives then would go and hook those Pentagon people, whether they were at RAND or some other Air Force base. And then the hooking period would take some times. Sometimes it takes months, sometimes one year. They would ask for small favor, but eventually after they reviewed the targets… then they would go blackmail and that person would give them everything, nuclear related information, weapons related information. It always worked for them. So it was not always money.” [Edmonds, 8/8/2009, pp. 72-74]
The Historical Reality and Turkish Denial of the Armenian Genocide - Edmonds acknowledges the Ottoman genocide of Armenians as historical fact. She also notes that in Turkish society acknowledgment of the genocide is not permitted, and there are active efforts to suppress and dispute information and views related to it. The Revolving Door between the US Government and the Turkish Lobby - Asked if she was aware that members of Congress have left office and become lobbyists for Turkey, Edmonds affirms her knowledge of Hastert, Solarz and Livingston having done so. She also adds, “But then there are people who work for these lobbying firms who are not the top, but they have received their share while they were working, whether they are in Pentagon. One person was Defense Intelligence Agency person, Dana Bauer, and now she works for Bob Livingston, but this individual, Ms. Bauer, did a lot of favors and illegal favors… for [the] government of Turkey and others, and then was hired by Livingston and put on a big salary to represent Turkish government. So it’s not only top tier of the lobbying firm, but then the people who work for them later and the various layers of those people.” [Edmonds, 8/8/2009, pp. 83]
Quid Pro Quo: Congress and the Turkish Lobby - Attorney Marino solicits Edmonds understanding of Congress, lobbyists and ‘quid pro quo’, with a hypothetical example he deems “particularly relevant to our case”, saying: “You have a hypothetical Congresswoman from State X. Her district has no Turkish population to speak of or Armenian population to speak of. She’s the largest recipient of Turkish PAC money in the 2008 election cycle. All right? She meets with Livingston and Rogers or Livingston Group when they’re escorting members of the Turkish parliament to a reception. She receives fact sheets from the Livingston Group talking about Turkish relations; goes to luncheons in honor of the Turkish Foreign Minister, and she opposes Armenian genocide resolution and, in fact, refuses to even recognize the genocide as a historical fact.” Edmonds responds, “Based on several that I personally know about in terms of how they conduct and how they behave, those elected officials who are serving the foreign government’s interest, I would say that’s modus operandi that you describe. It’s a classic fit of how individuals who happen to owe their position and favors to a foreign government, in this particular case Turkey, behave… and the kinds of people they associate with. That modus operandi classically matches of the individuals I know who were serving Turkish government’s and other Turkish entities’ interest.” [Edmonds, 8/8/2009, pp. 84-87]
Turkish Practices and Policies 'Inimical to American Interests' that Resulted in 'Lost Lives' - Edmonds is asked about a deposition-related declaration in which she stated that she had, “obtained evidence that the government of Turkey had engaged in practices and policies that were inimical to American interests and had, in fact, resulted in both the direct and indirect loss of American lives.” As examples, Edmonds refers to the setting up of Madrassahs in order to radicalize Muslims to be Mujahedeen and use them as proxies in conflicts and terrorism; trafficking in heroin; “illegally obtaining and selling” US military weapons and technology including nuclear secrets, as well as other top secret information, including foreign policy secrets; and the exposure of Brewster-Jennings as a CIA front company investigating nuclear trafficking (see Summer-Autumn 2001). Fethullah Gulen, US-Protected Madrassah Financier - When asked who Fethullah Gulen (spelled Fetullah Gulan in the transcript) is, Edmonds states his network controlled around $25 billion and had set up 300 Madrassahs in Central Asia. She says he fled Turkey when Turkish authorities linked him to plans to overthrow the secular Turkish government, and he was permitted to enter and remain in the US without a visa. Edmonds states he is establishing Madrassah’s in the US that are allegedly moderate but are in fact radicalizing Muslims, and that Gulen is being protected by US authorities because US entities consider his network useful for waging proxy wars over Central Asian energy resources. As an analogy, Edmonds says the “Cold War is not over”. [Edmonds, 8/8/2009, pp. 94-98] After Marino’s examination, Bruce Fein cross-examines Edmonds, then Marino re-examines and Fein cross-examines her again. The St. Louis Post-Dispatch corrects a statement made to its reporters by Roy Blunt (R-MO), the chairman of the House Republican Health Care Solutions Group. Recently, Blunt told Post-Dispatch reporters and editors that he couldn’t get hip replacement surgery in Canada or Great Britain—two havens of socialized medicine—because of his age. “I’m 59,” Blunt said. “In either Canada or Great Britain, if I broke my hip, I couldn’t get it replaced.” The Post-Dispatch checked his claim, and found: “At least 63 percent of hip replacements performed in Canada last year and two-thirds of those done in England were on patients age 65 or older. More than 1,200 in Canada were done on people older than 85.” Blunt promises to modify his rhetoric when confronted by the Post-Dispatch’s findings. “I didn’t just pull that number out of thin air,” he says. The figure came from testimony given to the House Subcommittee on Health by, Blunt notes, “some people who are supposed to be experts on Canadian health care.” He adds: “I had been given that example. I was told that 59 is the cutoff. I’m glad you pointed that out to me. I won’t use that example any more.” The Post-Dispatch writes that it takes Blunt at his word, but notes that he is “not the only Republican leader who has his facts wrong about British and Canadian health care. And some of his colleagues are a bit less contrite” (see August 5, 2009). Blunt has made other false claims, including the assertion that an uninsured American could get a hip replacement through emergency care: “If they go to the emergency room, I think they can get that done.” The Post-Dispatch corrects him, writing: “Emergency rooms don’t do hip replacements, which require both hospital care and weeks of rehabilitation. They do emergency surgery, necessary to save a life. St. Louis hospitals offer discounts to patients who are poor and uninsured. But patients often are asked to make substantial down payments before surgery; they don’t hobble through the ER door and get them done for free.” Blunt has also made untenable claims about the number of Americans without health insurance by falsely saying that nearly 12 million of the 45 million uninsured Americans are illegal immigrants, a claim disproven by research by the nonpartisan Kaiser Family Foundation, which, according to the Post-Dispatch, “puts the number of uninsured who are immigrants—both legal and illegal—at about 9 million.” Blunt later reduces the number of illegal immigrants in his claims, though the Post-Dispatch notes he still inflates his figures. [Source: Twitter / London Daily Mail]The Senate votes down the controversial “Blunt amendment” 51-48, on a nearly party-line vote. The amendment, offered by Senator Roy Blunt (R-MO) as a rider to a routine highway bill and co-sponsored by Senate Minority Leader Mitch McConnell (R-KY) and 22 other senators, would have allowed health care providers to refuse to pay for contraception and other health care procedures on religious or moral grounds. If the amendment had passed, health insurance plans and employers could refuse to provide or pay for coverage of “specific items or services” if the coverage would be “contrary to the religious beliefs or moral convictions of the sponsor, issuer, or other entity offering the plan.” Blunt and the bill’s supporters characterize the legislation as an attempt to restore religious freedoms taken away by the Obama administration’s “government health care takeover,” in Blunt’s words; opponents say the bill is an attack on women’s rights and an effort to ban contraception. Blunt said during the debate of the bill: “This amendment does not mention any procedure of any kind. The word ‘contraception’ is not in there because it’s not about a specific procedure. It’s about a faith principle that the First Amendment guarantees.” McConnell says the bill is an attempt to fight for “religious liberty,” which he and others say is under attack by the White House and Congressional Democrats. The Obama administration’s health care policy requires organizations to cover the cost of contraception, but does not require religious establishments to cover the cost. Employees of religious establishments can still obtain contraception from the health care insurance company. Mitt Romney (R-MA), a Republican presidential candidate, first stated his opposition to the bill, then quickly reversed course and said he was for it. The only Senate Republican to vote against the bill is Olympia Snowe (R-ME), widely considered a moderate Republican; three conservative Democrats vote for the bill. Senator Marco Rubio (R-FL), considered a strong candidate to run as the Republican vice-presidential nominee in the 2012 elections, says the Senate’s refusal to pass the bill is “a setback for religious freedoms in America.” Senator Charles Schumer (D-NY) calls the bill a straightforward effort to ban contraception. Senator Kirsten Gillibrand (D-NY) wrote in a recent op-ed, “Instead of coming together to fix our economy and strengthen the middle class, the Senate is considering a measure so extreme that it would allow any employer—religious or secular—to deny their employees coverage of any preventive service, including contraception, mammograms—anything the employer deems unfit to be covered.” Senator Patty Murray (D-MA) says, “The Senate will not allow women’s health care choices to be taken away from them.” Senator Barbara Mikulski (D-MD) says Republicans are attacking women’s health care as part of “a systematic war against women.” Secretary of Health and Human Services Kathleen Sebelius had asked the Senate to reject the proposal, saying, “The Obama administration believes that decisions about medical care should be made by a woman and her doctor, not a woman and her boss.” Dr. Hal C. Lawrence of the American Congress of Obstetricians and Gynecologists came out against the amendment, saying contraception “improves and saves babies’ lives, improves maternal health, and can be life-saving for women with serious medical problems.” The American Cancer Society released a statement opposing the amendment, saying it would allow employers to deny coverage of life-saving preventive services like mammograms and smoking cessation programs based on “undefined religious beliefs or moral convictions.” [New York Times, 3/1/2012; The State, 3/1/2012; The Week, 3/2/2012] After the bill is voted down, conservative talk show host Rush Limbaugh vilifies Georgetown University law student Sandra Fluke, who was not allowed to testify before a House committee meeting debating the bill [Think Progress, 2/16/2012] , calling her a “slut” and a “prostitute” for advocating the free availability of contraception (see February 29, 2012). Fluke gave her testimony before a panel of House Democrats and posted it on YouTube, where she discussed the needs of young women who use birth control and other contraceptives for medical needs such as cancer prevention. Specifically, she cites the example of a friend who needed, and was unable to obtain, birth control pills to manage polycystic ovarian syndrome. [Think Progress, 2/16/2012] Democrats and others criticized committee chairman Darrell Issa (R-CA) for only allowing men to testify before the House Oversight Committee on the topic of female contraception. It was Issa’s decision to bar Fluke from testifying before the committee. House Minority Leader Nancy Pelosi (D-CA) said at the time: “The Republican leadership of this Congress thinks it’s appropriate to have a hearing on women’s health and purposely exclude women from the panel. I may at some point be moved to explain biology to my colleagues.” Issa only allowed committee Democrats to name one witness; they named Fluke, whom Issa barred from testifying as she was “unqualified” to speak.
