[Source: US Army]US General Tommy Franks tours Central Asia in an attempt to build military aid relationships with nations there, but finds no takers. Russia’s power in the region appears to be on the upswing instead. Russian Defense Minister Igor Sergeyev writes, “The actions of Islamic extremists in Central Asia give Russia the chance to strengthen its position in the region.” However, shortly after 9/11, Russia and China agree to allow the US to establish temporary US military bases in Central Asia to prosecute the Afghanistan war. The bases become permanent, and the Guardian will write in early 2002, “Both countries increasingly have good reasons to regret their accommodating stand. Having pushed, cajoled, and bribed its way into their Central Asian backyard, the US clearly has no intention of leaving any time soon.”
The US considers mounting an operation to snatch Osama bin Laden from Afghanistan and discusses this with Pakistan, but this operation apparently will not be attempted before 9/11. Pakistan is asked to support the operation, which is to be conducted by US special forces inside Afghanistan, and the matter is discussed by US general Tommy Franks and Pakistani president Pervez Musharraf in January 2001. However, the Pakistani government advises the US that such an operation would be counterproductive and would further inflame religious sentiment in the region. [United Press International, 8/17/2001] The plan apparently will be foiled when details about it are leaked to a Pakistani newspaper in August 2001 (see August 17, 2001).
US General Tommy Franks, later to head the US occupation of Afghanistan, visits the capital of Tajikistan. He says the Bush administration considers Tajikistan “a strategically significant country” and offers military aid. This follows a visit by a Department of Defense official earlier in the year. The Guardian later asserts that by this time, “US Rangers were also training special troops in Kyrgyzstan. There were unconfirmed reports that Tajik and Uzbek special troops were training in Alaska and Montana.”
Army General Tommy Franks raises concerns that al-Qaeda will attack Western facilities in the Middle East using planes loaded with explosives. [Franks, 2004, pp. 235-236; Globe and Mail, 10/9/2004] As commander in chief of the US Central Command (CENTCOM), Franks is in charge of US military operations in an area covering 25 nations in North Africa, Central Asia, and the Middle East. [CNN, 10/24/2001; ABC News, 1/7/2006] “Through the spring of 2001 and into the summer, protecting our deployed troops from terrorists remained an ever-present concern,” he will later write. During the summer, CENTCOM intelligence officers work with the CIA and the Defense Intelligence Agency, “collecting and analyzing persistent but unspecific indications of planned terrorist activity in the Middle East.” On several occasions, Franks increases CENTCOM’s force protection posture—the “Threatcon”—“but never as a result of a specific threat” (see June 21, 2001). “Something was brewing, but the best minds at the CIA and the National Security Agency could not pin down the threats with any degree of certainty,” he will comment. “Where would we see a terrorist act… and when?” As he reads “the increasingly alarming reports of potential attacks on Western facilities in the region,” it occurs to Franks that al-Qaeda might carry out suicide attacks using aircraft. “Al-Qaeda had used cars, trucks, and boats as suicide bombs,” he will write. “What about small planes loaded with high explosives?” He sends a note—first to the US embassy in Riyadh, Saudi Arabia, and then to the other US embassies within CENTCOM’s area of responsibility—in which he asks the ambassadors to pass on his concerns to their hosts. He tells them, “We should work to tune the host nations in the region in to this type of threat.” [Franks, 2004, pp. 235-236]
Army General Tommy Franks, commander in chief of the US Central Command (CENTCOM), warns that the United States must prepare for an “asymmetric” attack resembling the Japanese attack on Pearl Harbor, Hawaii, in 1941 that led America to enter World War II. In a speech to the Operations Security Professionals Society, Franks says, “The asymmetric threat is serious and deserves our focused thought and preparation.” (“Asymmetric warfare threats,” according to the Washington Times, “include efforts by weaker powers to defeat stronger ones using attacks that can include weapons of mass destruction, the use of computer-based information warfare, and terrorism.”) Franks continues, “The point is to avoid another Pearl Harbor-like event by recognizing the threat and preparing to meet this growing challenge.” He says the US military will address how to deal with asymmetric threats in its ongoing defense transformation efforts. [Washington Times, 6/22/2001] The 9/11 attacks, which occur less than three months after Franks issues this warning, will be described as an example of “asymmetric” warfare, like what Franks is referring to. After 9/11, he will become “one of three men running the Bush administration’s military campaign against Osama bin Laden and his al-Qaeda organization,” ABC News will report. A US plan to snatch Osama bin Laden inside Afghanistan (see January 19, 2001) is revealed in the Pakistan press, after the US asks Pakistan for assistance with the plot. An article that runs in the Pakistan newspaper The News also says that the US and Pakistan have discussed a sting operation in Afghanistan using US special forces, but that Pakistan has advised Washington against it. After a UN resolution tightening sanctions against the Taliban, General Tommy Franks, commander-in-chief of US Central Command, discussed the plan with his Pakistani counterparts and Pakistani President Pervez Musharraf during a visit to Islamabad in January 2001 (see January 19, 2001). [United Press International, 8/17/2001] There is some suggestion that the operation is attempted, but only partially successful, after 9/11 (see (September 26, 2001)).

Franks gives a presentation to the CENTCOM intelligence staff at the command’s headquarters in Tampa, Florida, about what he thinks the major threats facing the US in the Middle East and Central Asia are. When he finishes, a young sergeant asks him, “General, what keeps you awake at night?” According to Computerworld magazine, Franks replies, “The thought of one tower of the World Trade Center collapsing into the other tower, killing thousands of people.” But in his memoir, published in 2004, Franks will write that he answers, “A terrorist attack against the World Trade Center in New York—that’s what keeps me awake at night.” Franks, according to his own recollections, then elaborates, saying, “If international terrorists were to strike a major blow against America, I fear the specter of the nation’s military operating as combatants within our borders for the first time since the 1860s.” Therefore, he continues, “the thing that keeps me awake at night… is the possible use of our armed forces against American citizens.” Military personnel, he says, are “not police officers, sheriffs, or the FBI,” and so if they “were ever required to act in that capacity during a major emergency like an attack on the World Trade Center, the effect on America could be devastating.” He concludes by saying, “Martial law would not sit well in a free and open society.” [Computerworld, 10/21/2003; Franks, 2004, pp. 236-237] As CENTCOM commander, Franks is in charge of US military operations in an area covering 25 nations in North Africa, Central Asia, and the Middle East. Shortly after the 9/11 attacks, Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Deputy Defense Secretary Paul Wolfowitz create a secretive, ad hoc intelligence bureau within the Pentagon that they mockingly dub
“The Cabal.” This small but influential group of neoconservatives is tasked with driving US foreign policy and intelligence reporting towards the goal of promoting the invasion of Iraq. To this end, the group—which later is folded into the slightly more official Office of Special Plans (OSP) (see 2002-2003)—gathers and interprets raw intelligence data for itself, refusing the participation of the experts in the CIA and DIA, and reporting, massaging, manipulating, and sometimes falsifying that information to suit their ends. [New Yorker, 5/12/2003] In October 2005, Larry Wilkerson, Secretary of State Colin Powell’s chief of staff, will say of the Cabal and the OSP (see October 2005), “What I saw was a cabal between the vice president of the United States, Richard Cheney, and the secretary of defense, Donald Rumsfeld, on critical issues that made decisions that the bureaucracy did not know were being made. Now it is paying the consequences of making those decisions in secret, but far more telling to me is America is paying the consequences.” [Financial Times, 10/20/2005]

On October 8, 2001, Gen. Tommy Franks, Central Command commander in chief, says of the war in Afghanistan, “We have not said that Osama bin Laden is a target of this effort. What we are about is the destruction of the al-Qaeda network, as well as the… Taliban that provide harbor to bin Laden and al-Qaeda.” [USA Today, 10/8/2001] Later in the month, Defense Secretary Donald Rumsfeld makes similar comments, “My attitude is that if [bin Laden] were gone tomorrow, the same problem would exist. He’s got a whole bunch of lieutenants who have been trained and they’ve got bank accounts all over some 50 or 60 countries. Would you want to stop him? Sure. Do we want to stop the rest of his lieutenants? You bet. But I don’t get up in the morning and say that is the end; the goal and the endpoint of this thing. I think that would be a big mistake.” [USA Today, 10/24/2001] One military expert will later note, “There appears to be a real disconnect between what the US military was engaged in trying to do during the battle for Tora Bora - which was to destroy al-Qaeda and the Taliban - and the earlier rhetoric of President Bush, which had focused on getting bin Laden.” [Christian Science Monitor, 3/4/2002] Joint Chiefs of Staff Chairman Richard Myers will make a similar comment in April 2002 (see April 4, 2002). The Washington Post reports in late 2004 that, shortly after Richard Myers officially becomes Joint Chiefs of Staff Chairman on October 1, 2001, he raises doubts about the military plan to topple the Taliban in Afghanistan. General Tommy Franks, the chief of US Central Command, plans a single thrust towards the capital, Kabul, from the north. Myers urges Franks to open a southern front. A brigade of the Army’s 10th Mountain Division in Uzbekistan and two Marine Expeditionary Forces in the Arabian Sea are prepared and in position for the role. However, Franks does not position a blocking force to meet any retreating forces. The Washington Post reports, “Some Bush administration officials now acknowledge privately they consider that a costly mistake.” Franks later claims that it would have taken too much time to put a force into position and would have antagonized the country’s Pashtun majority. Most of al-Qaeda and the Taliban’s leaders are eventually able to escape the country. “A high-ranking war planner [later] likened the result to throwing a rock at a nest of bees, then trying to chase them down, one by one, with a net.”

In mid-November 2001, the Washington Post will report that senior Air Force officials are upset they have missed opportunities to hit top al-Qaeda and Taliban leaders since the start of the bombing of Afghanistan. According to these officials, the Air Force believes it has the leaders in its crosshairs as many as ten times, but they are unable to receive a timely clearance to fire. Cumbersome approval procedures, a concern not to kill civilians, and a power play between the Defense Department and the CIA contribute to the delays. One anonymous Air Force official later says, “We knew we had some of the big boys. The process is so slow that by the time we got the clearances, and everybody had put in their 2 cents, we called it off.” The main problem is that commanders in the region have to ask for permission from General Tommy Franks, based in Central Command headquarters in Tampa, Florida, or even Defense Secretary Rumsfeld and other higher-ups. Air Force generals complain to Franks about the delay problem, but never receive a response. For example, at one point in October, a Taliban military convoy is moving north to reinforce front line positions. Targeters consider it an easy mark of clear military value. But permission from Central Command is denied on the suspicion that the target is so obvious that “it might be a trick.” In another example, a target is positively identified by real-time imagery from a Predator drone, but Central Command overrides the decision to strike, saying they want a second source of data. An anonymous official calls this request for independent verification of Predator imagery “kind of ridiculous.” [Washington Post, 11/18/2001] The London Times paraphrase officials who claim that, “Attempts to limit collateral damage [serve] merely to prolong the war, and force the Pentagon to insert commandos on the ground to hunt down the same targets.” [London Times, 11/19/2001] By the end of the war, only one top al-Qaeda leader, Mohammed Atef, is killed in a bombing raid (see November 15, 2001), and no top Taliban leaders are killed.
On the first night of the Afghan war, an unmanned Predator drone identifies a convoy of vehicles fleeing Kabul. Mullah Omar, head of the Taliban, is determined to be inside this convoy. The CIA is in control of the Predator attack drone and wants to use it to kill Omar, but they have to ask for permission from military commanders who are based in Florida. General Tommy Franks decides not to fire any missiles or launch an air strike against the building in which Omar takes shelter. Eventually fighters attack and destroy the building, but by then Omar and his associates have moved on. One anonymous senior official later says of this failure to kill Omar, “It’s not a f_ckup, it’s an outrage.” According to one senior military officer, “political correctness” and/or slow bureaucratic procedures are to blame. [New Yorker, 10/16/2001] It is later revealed that this is part of a pattern of delays that will hinder many attacks on al-Qaeda and Taliban leaders (see Early October-Mid-November, 2001).

In the first, more than a hundred Army Rangers parachute into a supposedly Taliban-controlled airbase near Kandahar. But in fact, the airbase had already been cleared by other forces, and the raid apparently is staged for propaganda purposes. Footage of the raid is shown that evening on US television. In the other raid, a combination of Rangers and Delta Force attack a house outside Kandahar occasionally used by Taliban leader Mullah Omar. This raid is publicly pronounced a success, but privately the military deems it a near-disaster. Twelve US soldiers are wounded in an ambush as they leave the compound, and neither Mullah Omar nor any significant intelligence is found at the house. Prior to these raids, top military leaders were already reluctant to use special forces for fear of casualties, but after the raids, the military is said to be even more reluctant. [New Yorker, 11/5/2001] Author James Risen will later note that Gen. Tommy Franks was “under intense pressure from [Defense Secretary] Rumsfeld to limit the number of US troops being deployed to the country.” [Risen, 2006, pp. 185] Only around three-dozen US special forces will take part in the pivotal battle for Tora Bora (see December 5-17, 2001). Counterterrorism “tsar” Richard Clarke will later blame the failure to capture bin Laden during the war to “the abject fear of American casualties. It’s something that cuts across both [the Clinton and Bush] administrations.” [PBS Frontline, 6/20/2006]
Gary Bernsten. [Source: CNN]Veteran CIA agent Gary Berntsen leads a CIA undercover team, codenamed Jawbreaker, to capture or kill bin Laden in Afghanistan (see September 26, 2001). In a 2005 book, also called Jawbreaker, Berntsen will describe how his team monitored multiple intelligence reports tracking bin Laden on a path through Jalalabad to Tora Bora (see November 13, 2001). He will claim that at the start of December 2001, one of his Arabic-speaking CIA agents finds a radio on a dead al-Qaeda fighter during a battle in the Tora Bora region. This agent hears bin Laden repeatedly attempt to rally his troops. On the same radio, that agent and another CIA agent who speaks Arabic hear bin Laden apologizing to his troops for getting them trapped and killed by US aerial bombing. Based on this information, Berntsen makes a formal request for 800 US troops to be deployed along the Pakistani border to prevent bin Laden’s escape. The request is not granted. Berntsen’s lawyer later claims, “Gary coordinated most of the boots on the ground. We knew where bin Laden was within a very circumscribed area. It was full of caves and tunnels but we could have bombed them or searched them one by one. The Pentagon failed to deploy sufficient troops to seal them off.” Although the area is heavily bombed, bin Laden is able to escape (see Mid-December 2001). [Berntsen and Pezzullo, 2005, pp. 43-64; London Times, 8/14/2005; MSNBC, 12/29/2005; Financial Times, 1/3/2006] A Knight Ridder investigative report will later conclude, “While more than 1,200 US Marines [sit] at an abandoned air base in the desert 80 miles away, Franks and other commanders [rely] on three Afghan warlords and a small number of American, British, and Australian special forces to stop al-Qaeda and Taliban fighters from escaping across the mountains into Pakistan.” Military and intelligence officials warn Franks that the two main Afghan commanders cannot be trusted. This turns out to be correct, as the warlords accept bribes from al-Qaeda leaders to let them escape. [Knight Ridder, 10/30/2004] In 2005, Berntsen will call himself a supporter of Bush and will say he approves of how CIA Director Porter Goss is running the CIA, but he will nonetheless sue the CIA for what he claims is excessive censorship of his book. George W. Bush and Donald Rumsfeld speak in private. Bush asks the Defense Secretary what kind of plan the Pentagon has for invading Iraq. “What have you got in terms of plans for Iraq? What is the status of the war plan? I want you to get on it. I want you to keep it secret,” Bush says. When Rumsfeld says its current plan is outdated, Bush instructs him to devise a new one. “Let’s get started on this,” Bush says. “And get Tommy Franks looking at what it would take to protect America by removing Saddam Hussein if we have to.” Bush requests that discussion about Iraq remain low-key. “I knew what would happen if people thought we were developing a potential war plan for Iraq,” Bush later explains to journalist Bob Woodward. Bush does not share the details of his conversation with Condoleezza Rice, only telling her that Rumsfeld will be working on Iraq. This will make up nearly the entire US force actually on the ground in the country during the war to remove the Taliban from power. Over the previous week, CIA Deputy Counter Terrorism Center Director Hank Crumpton had been in contact with Gen. Tommy Franks and other military leaders at CENTCOM, arguing that “the back door was open” in Tora Bora and the troops should go there instead. But Franks responded that the momentum of the CIA’s effort to corner bin Laden could be lost waiting for the troops to arrive. [Suskind, 2006, pp. 58] The marines will end up being largely unused in the Kandahar region while bin Laden will escape from Tora Bora. In 2005, Gary Berntsen, who was in charge of an on-the-ground CIA team trying to find bin Laden, will claim that Franks “was either badly misinformed by his own people or blinded by the fog of war. I’d made it clear in my reports that our Afghan allies were hardly anxious to get at al-Qaeda in Tora Bora.” [Financial Times, 1/3/2006] The Afghan allies the US relies on to find bin Laden will actually help him escape (see Mid-November 2001-Mid-December 2001).
At the request of President Bush (see November 21, 2001), Defense Secretary Donald Rumsfeld telephones Gen. Tommy Franks with instructions to work on war plans for Iraq. “General Franks, the president wants us to look at options for Iraq,” the general will later recall being told. In his memoirs, Franks will write: “‘Son of a bitch,’ I thought. ‘No rest for the weary.’” Franks will brief Bush on the progress of his work a month later (see December 28, 2001). [Franks, 2004; Salon, 5/19/2005 Sources: Thomas Franks] Over the next few months, Bush will ask for and receive increasingly detailed briefings from Franks about the forces that would be needed if the US were to move against Iraq. The need to prepare for an invasion of Iraq, according to insiders interviewed by the Atlantic Monthly, hinders the US effort against bin Laden and the Taliban. [Atlantic Monthly, 10/2004]
US General Tommy Franks tells Defense Secretary Donald Rumsfeld that US planes patrolling the Iraq “no-fly” zones should begin “spurts of activity followed by periods of inactivity.” “We want the Iraqis to become accustomed to military expansion, and then apparent contraction,” he later recalls telling the secretary. “As Phase I is completed, we could flow steadily for the next sixty days, while continuing spikes of activity to lend credence to our deception. [Source: US Military]The Atlantic Monthly will later report, “By the beginning of 2002, US and Northern Alliance forces had beaten the Taliban but lost bin Laden. At that point the United States faced a consequential choice: to bear down even harder in Afghanistan, or to shift the emphasis in the global war on terror somewhere else.… Implicitly at the beginning of 2002, and as a matter of formal policy by the end, it placed all other considerations second to regime change in Iraq.” [Atlantic Monthly, 10/2004] In February, 2002, Gen. Tommy Franks allegedly tells Sen. Bob Graham (D-FL), “Senator, we have stopped fighting the war on terror in Afghanistan. We are moving military and intelligence personnel and resources out of Afghanistan to get ready for a future war in Iraq” (see February 19, 2002). [Council on Foreign Relations, 3/26/2004] This shift from Afghanistan to Iraq involves a change of focus and attention (see Early 2002). Additionally, while the total number of US troops (less than 10,000) in Afghanistan does not go down, there is a considerable shift of specialized personnel and equipment many months before the war in Iraq will begin:
On February 15, 2002, President Bush directs the CIA to conduct operations in Iraq (see Early 2002). In mid-March, the CIA tells the White House that it is cutting back operations in Afghanistan (see Spring 2002).
Most of Task Force 5, a top-secret elite CIA and military special forces group, is called home from Afghanistan to prepare for operations in Iraq (see Early 2002).
In March 2002, Fifth Group Special Forces, an elite group whose members speak Arabic, Pashtun, and Dari, that is apparently different from Task Force 5, is sent from Afghanistan to Iraq (see March 2002).
The US Air Force’s only two specially-equipped spy planes that had successfully intercepted the radio transmissions and cell phone calls of al-Qaeda’s leaders are pulled from Afghanistan to conduct surveillance over Iraq. NSA satellites are “boreholed,” (or redirected) from Afghanistan to Iraq as well
(see May 2002).
Almost all Predator drones are withdrawn from Afghanistan and apparently moved to the Persian Gulf region for missions over Iraq (see April 2002).
More personnel will shift to Iraq in late 2002 and early 2003 (see Late 2002-Early 2003). In 2007, retired US Gen. James L. Jones, a former NATO supreme commander, will say that Iraq caused the US to “take its eye off the ball” in Afghanistan. [New York Times, 8/12/2007]

General Tommy Franks allegedly tells Sen. Bob Graham (D-FL), who is on a visit to US Central Command: “Senator, we have stopped fighting the war on terror in Afghanistan. We are moving military and intelligence personnel and resources out of Afghanistan to get ready for a future war in Iraq.” [Council on Foreign Relations, 3/26/2004] (In his memoirs, Graham quotes Franks as saying that “military and intelligence personnel are being re-deployed to prepare for an action in Iraq.”) [Graham and Nussbaum, 2004, pp. 125; Knight Ridder, 6/18/2005] Franks will deny making the comment. [Knight Ridder, 6/18/2005] The New Yorker magazine will also report on a redeployment of resources to Iraq at this time (see Early March 2002). [New Yorker, 10/27/2003] In 2009, Graham will tell a Vanity Fair reporter: “In February of ‘02, I had a visit at Central Command, in Tampa, and the purpose was to get a briefing on the status of the war in Afghanistan. At the end of the briefing, the commanding officer, Tommy Franks, asked me to go into his office for a private meeting, and he told me that we were no longer fighting a war in Afghanistan and, among other things, that some of the key personnel, particularly some Special Operations units and some equipment, specifically the Predator unmanned drone, were being withdrawn in order to get ready for a war in Iraq. That was my first indication that war in Iraq was as serious a possibility as it was, and that it was in competition with Afghanistan for materiel. We didn’t have the resources to do both successfully and simultaneously.” [Vanity Fair, 2/2009]
US troops investigate two dead bodies on March 17, 2002, as Operation Anaconda comes to a close. [Source: Joe Raedle/ Reuters]The US launches Operation Anaconda, a major offensive in Shah-i-Kot valley, near the town of Gardez, Afghanistan. About 2,000 US and allied soldiers attack a Taliban and al-Qaeda stronghold in the valley. The goal is to surround and cut off the Taliban and al-Qaeda from being able to retreat into Pakistan. Officially, the operation is hailed as an easy victory. For instance, Gen. Tommy Franks calls the operation “an unqualified and absolute success.” [Radio Free Europe, 3/20/2002] A Pentagon spokesperson calls the operation “a great success,” and says that of the hundreds or even thousands of enemy fighters trapped in the valley,“less than 100 escaped.” [New York Times, 3/14/2002] Up to 800 Taliban and al-Qaeda fighters are reported killed. [New York Times, 3/14/2002]
Unexpected Resistance - However, other accounts paint a different picture. The operation runs into unexpected resistance from the start, and eight US soldiers and a small number of allied Afghan fighters are killed in the first few days. The London Times later notes, “what was to have been a two-day operation stretched to 12.” Australian special forces troops who took part later say the operation was botched. “They blamed much of the problem on inadequate US air power, poor intelligence, and faulty technology.” [Radio Free Europe, 3/20/2002; London Times, 6/18/2002]
Militants Able to Escape - It appears that, as in Tora Bora, Afghan warlord armies supervised by a small number of US special forces, were given the key task of cutting off escape routes. At least one of the warlords involved had tricked the US military earlier in the war. “Although [Afghan] commanders insisted from the start of the campaign that the slopes were surrounded, [one Afghan commander] admitted that there had been at least one escape route” left open. The Guardian notes that “US troops spent weeks planning the attack on Shah-i-Kot, training and arming Afghan soldiers to prevent a repeat of the battle at Tora Bora,” but nonetheless, “nearly all the Taliban and al-Qaeda fighters appeared to have fled the area.” [Washington Post, 3/4/2002; Guardian, 3/15/2002] Most flee across the border into Pakistan (see December 2001-Spring 2002). The New York Times even reported that “some participants… said the Taliban had more or less come and gone as they pleased, visiting villagers in nearby towns.” [New York Times, 3/14/2002] One captured Taliban soldier who fought in the battle later claims that bin Laden made a brief personal appearance to rally his troops. [Newsweek, 8/11/2002] Only about 20 prisoners are captured and fewer than 20 bodies are found. [New York Times, 3/14/2002; New York Times, 3/18/2002] After retreating, the Taliban and al-Qaeda will change strategies and no longer attempt to congregate in Afghanistan in large numbers.
When asked at a news conference in Tampa about what kind of military force would be needed to invade Iraq, Gen. Tommy Franks answers, “That’s a great question and one for which I don’t have an answer, because my boss has not yet asked me to put together a plan to do that.” Two years later, Franks will be on the record saying Rumsfeld instructed him to draw war plans up in November 2001 (see November 27, 2001).

Military planners in the US’s Central Command (CENTCOM) finalize their plans for invading Iraq. “[T]he end state for this operation is regime change [with] an acceptable provisional/permanent government in place,” the plans read. However, the plans do not tell how the goal of an acceptable, permanent government will be achieved. They do not even address what US troops should do once they reach Baghdad. Public policy professor Alasdair Roberts will later write that there are what he will call two main reasons for “CENTCOM’s neglect.” One, “occupation and reconstruction [are] not a core function for the military” (see May 14, 2004). The military has no real component for performing such tasks, and most military commanders have little interest in the subject, Roberts will write. Two, other government agencies, most notably the State Department, have responsibility for this subject. CENTCOM commander General Tommy Franks tells subordinates that once Saddam Hussein is overthrown, the State Department will take the lead in directing the occupation and reconstruction. General Tommy Franks, commander of US troops in Central Asia, says, “It does not surprise me that someone would say, ‘Oh gosh, the military is going to be in Afghanistan for a long, long time.’ Sure we will be.” He likens the situation to South Korea, where the US has stationed troops for over 50 years. A few days earlier, Joint Chiefs of Staff Chairman Richard Myers said the war on terrorism “could last years and years.”

During a National Security Meeting at the White House, National Security Adviser Condoleezza Rice suggests ending the attacks on Iraq’s “no-fly” zones. But Gen. Tommy Franks disagrees. In his autobiography, American Soldier, he says he told Rice he wanted to continue the bombing in order to make Iraq’s defenses “as weak as possible.” In his book, Franks uses the term “spikes of activity” to refer to the increase in bombing raids. [London Times, 6/19/2005]
Dismayed at the lack of post-invasion planning in the Defense Department (see August 2002), the Joint Chiefs of Staff advance their own proposal for a military command to govern Iraq after the overthrow of Saddam Hussein. Defense Secretary Donald Rumsfeld insists on a split between military and civilian functions; he places Undersecretary for Policy Douglas Feith in charge of planning for the civilian administration. Feith, whom CENTCOM commander Tommy Franks calls “the dumbest f_cking guy on the planet,” is an academic with no experience at administration on such a level, and will be roundly excoriated for his incompetence in handling the assignment. Author and public administration professor Alasdair Roberts will later write that beyond Feith’s lack of competence is a bureaucratic failure: the Pentagon “was simply reaching beyond its abilities.” A RAND report will later find the Defense Department “lacked experience, expertise, funding authority, local knowledge, and established contacts with other potential civilian organizations” to do the task it had set for itself. Roberts will write that the Pentagon will substitute improvisation for meticulous planning (see January 2003). [Roberts, 2008, pp. 126, 134]
White House and Pentagon officials publicly disclose that the Department of Defense has finished a highly detailed plan for attacking Iraq that was delivered to President Bush’s desk in early September by Gen. Tommy R. Franks. White House Press Secretary Ari Fleischer says, “The president has options now, and he has not made any decisions.” The New York Times interviews senior officials who explain that the plan includes specific details, including the “number of ground troops, combat aircraft and aircraft carrier battle groups that would be needed,” and the “detailed sequencing for the use of air, land, naval and Special Operations forces to attack thousands of Iraqi targets, from air-defense sites to command-and-control headquarters to fielded forces.” Officials also tell the Times that any attack would begin “with a lengthy air campaign led by B-2 bombers armed with 2,000-pound satellite-guided bombs to knock out Iraqi command and control headquarters and air defenses.” The principal goal of the air attacks, they say, “would be to sever most communications from Baghdad and isolate Saddam Hussein from his commanders in the rest of the country.” [New York Times, 9/21/2002] The disclosure of this information notably comes only a few days after Iraq has offered to unconditionally admit weapons inspectors (see September 16, 2002).
The New York Times publishes a highly detailed set of military options the Pentagon has recently given President Bush for attacking Iraq (see September 20, 2002). General Tommy Franks gave Bush the document just before a US speech at the UN calling for military action against Saddam Hussein. The attack would begin with a lengthy air campaign by B-2 bombers using satellite-guided bombs to knock out Iraqi command centers and air defenses, to isolate Hussein from field commanders. Ground forces would stage out of Kuwait. “The President has options now, and he has not made any decisions,” states White House Press Secretary Ari Fleischer. [New York Times, 9/21/2002] These plans assume that only 5,000 troops would remain in Iraq by December 2006, a date only 45 months from the proposed invasion date - D-Day. The plans discussed goals and strategies for the invasion: “POTUS/SECDEF [President of US/Secretary of Defense] directed effort; limited to a very small group… Integrate / consider all elements of national power… [State Department] will promote creation of a broad-based, credible provisional government - prior to D-day… Iraqi regime has WMD capability.” [National Security Archive, 2/14/2007] The release of the military plans causes no widespread outrage or official US investigation, suggesting the White House approved the leak.

Unprecedented Access - Woodward, who made his reputation uncovering the Watergate conspiracy from 30 years before (see June 15, 1974), is no longer an unknown young reporter working to find sources that will confide in him. Now he is an established Washington insider. For this book, Woodward was granted “unprecedented access” to Bush administration officials, including notes from National Security Council meetings and two long interviews with President Bush himself, far more access than even that granted to the 9/11 Commission and Congressional inquiries into other events of interest. Former Republican House Speaker Newt Gingrich will find this level of access inexplicable, saying that “it makes no sense for an administration that has jealously guarded its executive privilege to allow a reporter the access it denies to members of Congress.”
Hagiographic Account - The Observer’s Peter Preston calls Woodward’s book a “more-or-less instant study of the White House after 9/11,” and writes that while Woodward could have created “a classic of investigative journalism,” instead he gave us a compendium of “painful, obsessively useless detail” that generally paints the picture the White House wants painted. If Woodward’s book is to be believed, Preston writes, the Colin Powell moderates and the Dick Cheney hawks “had their snappy moments, but they’re OK-ish now.” CIA Director George Tenet “is a far-sighted man” who not only immediately divined that Osama bin Laden was behind the attacks, but while the towers were still burning, wondered if the attacks had anything to do with “that guy taking pilot training,” Zacarias Moussaoui. Iraq war planner General Tommy Franks usually feels “finer than the hair on a frog’s back.” Former President Clinton’s “weak-willed men used to ‘pound the desert’ ineffectually, while his brilliant successors like to hit something, if at all possible.” And President Bush “is bright and talented and eloquent and decisive,” who runs National Security Council meetings himself and knows all he needs to know about the state of the world (Woodward quotes Bush as saying, “I’m not a textbook player—I’m a gut player”). Both Preston and author Frank Rich accuse Woodward of “burnishing” Bush’s image at the expense of the truth. A few potentially embarrassing tidbits manage to poke their way through what both Preston and Rich call the “hagiography,” mostly relating to senior administration officials’ lack of knowledge about Afghan tribal politics and the lack of evidence tying Saddam Hussein to the 9/11 attacks. But all told, the book seems to tell a clear story: where Clinton was indecisive, Bush is forthright; where Clinton muddled around with bin Laden and Middle East terrorism, Bush is taking the war straight into the heart of the Islamist redoubt. [Observer, 12/1/2002; Rich, 2006, pp. 66-67] The book gives such a favorable impression of Bush and his administration that the Republican National Committee will recommend it on its Web site. Selective Reporting - The administration officials who talked to Woodward are painted in largely glowing terms, while those who did not (including Attorney General John Ashcroft and Homeland Security head Tom Ridge) are, in Preston’s words, “written out of the script.” Potentially embarrassing incidents such as the administration’s complete failure to find the source of the anthrax mailings of 2001 (see September 17-18, 2001 and October 5-November 21, 2001) and the ineffective roundup of thousands of Middle Eastern “terror suspects” after 9/11 (see Late November, 2001) are ignored entirely. The pivotal Afghan battle of Tora Bora, where bin Laden was allowed to escape US clutches (see Mid-November 2001-Mid-December 2001), gets two paragraphs. [Observer, 12/1/2002; Rich, 2006, pp. 66-67] Guardian reviewer Peter Symon notes that Woodward even fails to ask the most “obvious questions” about the 9/11 attacks, instead accepting the administration’s accounts of events and its responses as absolute and unquestionable. [Guardian, 1/29/2003] Rich notes that Woodward grants Bush and his officials tremendous individual credence, taking their word on one issue after another without question: for example, when Bush calls investigative journalist Seymour Hersh “a liar,” Woodward takes Bush’s word without giving Hersh a chance to respond. More generally, Woodward never asks the obvious follow-up questions. Bush explains why the US didn’t attack Afghanistan and Iraq simultaneously after the 9/11 attacks: “If we tried to do too many things… militarily, then… the lack of focus would have been a huge risk.” Rich notes, “The follow-up question that was not to be found in Bush at War was simple enough: If it was a huge risk to split our focus between Saddam and al-Qaeda then, why wasn’t it now?” Preston concludes: “Maybe the Woodward of three decades ago would have given [the Bush administration more intense scrutiny]. No longer. Today’s Woodward, eight bestsellers later, skates breathlessly from interview to interview and notepad to notepad without ever, seemingly, stopping to think, ‘Why am I being told all this? What does it mean?’ It isn’t investigation, just cross-referenced compilation.” [Observer, 12/1/2002; Rich, 2006, pp. 66-67]

Jay Garner. [Source: US Army]The Office of Reconstruction and Humanitarian Assistance (ORHA) is created by the Pentagon to direct the post-war administration of Iraq, and signed into existence by President Bush. Its head, retired Army General Jay Garner, ostensibly reports to Undersecretary of Defense Douglas Feith (see Fall 2002), but Garner will later say that once he is in Iraq proper, General Tommy Franks of the US Central Command (CENTCOM) “will be my boss.” ORHA is later renamed the Coalition Provisional Authority (CPA). David Kay, a senior fellow at the Potomac Institute for Policy Studies and a former UN weapons inspector, had initially been selected to head the office, but he declined the invitation. Associates of Kay tell the New York Times that Kay felt the new agency seemed relatively uninterested in the task of promoting democracy. [New York Times, 2/23/2003; New York Times, 4/2/2003; Roberts, 2008, pp. 126, 134] Garner is considered an excellent selection, having led the relief effort for the Kurds of northern Iraq after the 1991 Gulf War. But he faces an uphill battle, as ORHA’s functionality is plagued from the outset by a severe lack of time, uncertain funding, and incessant interdepartmental strife, particularly between the State and Defense Departments. Most ORHA workers will not have reported for duty by the time the invasion begins. And attempts to recruit experts from other agencies will be blocked by Feith and Defense Secretary Donald Rumsfeld, who impose strict ideological and bureaucratic restrictions on Garner’s selections for his staff. Execution of the Anabasis project (see Late November 2001 or December 2001) is blocked by General Tommy Franks. Journalists Michael Isikoff and David Corn write in their book Hubris that Franks “didn’t want a sideshow interfering with his carefully designed invasion plans.” Instead the Anabasis team, which has been waiting in Jordan (see January 2003), will help US forces cut roads and establish ties with local mullahs when the invasion begins. On the second day of a US invasion of Iraq, the US military conducts an airstrike against the training camp in Northern Iraq controlled by Abu Musab al-Zarqawi. The camp is territory controlled by Kurdish rebels and it is believed that a chemical weapons lab is there. Prior to the start of the war, the US drew up three separate plans to attack the camp with air strikes, but each time the plans were rejected by the White House. [MSNBC, 3/2/2004] More than 40 cruise missiles hit the camp near the town of Khurmal, destroying what Gen. Tommy Franks calls a “massive terrorist facility.” But Saddam Hussein had been given an ultimatum before the start of the war, which meant the timing of the start of the war had been announced several days in advance. Not surprisingly, by the time the camp is hit, al-Zarqawi and many of his followers had already left it. One of al-Zarqawi’s top lieutenants, Abdul Hadi Daghlas, a.k.a. Abu Taisir, is killed. Al-Zarqawi will release an audio message several months later lamenting his death. [Wall Street Journal, 2/10/2004] Former National Security Council member Roger Cressey will later claim, “Here’s a case where they waited, they waited too long and now we’re suffering as a result inside Iraq.” [MSNBC, 3/2/2004]
Gen. Tommy Franks says during a news conference in Qatar: “There is no doubt that the regime of Saddam Hussein possesses weapons of mass destruction. As this operation continues, those weapons will be identified, found, along with the people who have produced them and who guard them.” [Washington Post, 3/23/2003] The four-star general says he gets information about Iraq’s weapons of mass destruction every day, noting he has “no doubt” that Iraq possesses them. He states some of this information is good intelligence while other is speculation. Franks also says he knows that more than two dozen Iraqi SCUD missile launchers are unaccounted for since the end of the last Gulf War. [American forces Press Services News Article, 3/22/2003]
Bernard Trainor. [Source: PBS]The New York Times examines the influence of retired military officers in influencing public opinion on the invasion of Iraq. Reporter John Cushman, Jr writes that “a whole constellation of retired one-, two-, three- and four-star generals—including many who led the recent wars in Afghanistan, Kosovo, and the Persian Gulf—can be seen night and day across the television firmament, navigation aids for viewers lost in a narrative that can be foggier than war itself.” All of the news broadcasters, including cable news outlets CNN, MSNBC, and Fox News, and the commercial networks’ news shows on ABC, CBS, and NBC rely on retired military officers to explain to their viewers what is happening in Iraq. Cushman acknowledges the “deep perspective” that the retired officers bring to the war coverage, particularly those who led the same units now on the ground, or at least “commanded, trained, or shared barracks and beers with the current commanders.” Retired Marine General Gregory Newbold recently told an ABC News audience, “If things haven’t gone exactly according to script, they’ve gone according to plan.” Newbold helped draw up the plans for the invasion as director of operations for the Joint Chiefs of Staff.
Questions Raised - How much do the military analysts actually know? Cushman asks, and are they giving out more information than they should? Many of the analysts receive what Cushman calls “occasional briefings from the Pentagon” (he is apparently unaware of the Pentagon’s propaganda operation involving these selfsame analysts—see April 20, 2008 and Early 2002 and Beyond), and garner much of their information from public sources and from their friends and former colleagues in the military. Cushman goes on to observe that almost all of the analysts have “evident sympathies with the current commanders”; between those sympathies and their “immersion in [military] doctrines,” their objectivity is in doubt—or as Cushman delicately phrases it, their experience and bias “sometimes seem to immunize them to the self-imposed skepticism of the news organizations that now employ them.” After conducting “a detailed review of their recent remarks,” Cushman says that it is a rarity when an analyst criticizes the conduct of the war. “Instead, they tend gravely to point out the timeless risks of combat.” One sharp exception is from retired Army General Wesley Clark, the former supreme commander of NATO, who recently questioned whether the military had committed enough troops on the ground. More typical is recent remarks by retired Army General Wayne Downing, a commander in the 1991 Gulf War. Downing lavished praise on the invasion’s supreme commander, General Tommy Franks. Cushman notes that Downing “rattl[ed] off the story of his old comrade’s career as if by rote.”
Technical Details Vs. Analysis - The retired officers do “reasonably well” in explaining what Cushman calls “the nuts and bolts of an operation, the technical details of weapons, the decisions facing American and British commanders.” Their speculations about what the Iraqis might be doing and thinking are more problematic. One analyst, retired Marine General Bernard Trainor, almost seemed to invite chemical or biological retaliation from the Iraqis when he told an MSNBC audience: “If he moves, we kill him; if he stays put, we kill him. And regardless of what they’re told to do over the network, whatever is left of the command and control, unless it comes down to using chemical weapons, then the rest of it is just ancillary. If this is going to be the communication of red telephone, if you will, to tell people to launch chemical weapons—and we’re reaching that point in the operation—if they’re going to use their stuff, they’d better start thinking about it, because pretty soon we’re in downtown Baghdad.” Clark, considered the most polished and urbane of the analysts, takes a different tack, and notes repeatedly that the analysts are careful not to give away details of current operations and thus endanger American troops. All of the analysts, Cushman writes, “emphasize the gravity of what the military is up to in Iraq.” As Clark told an audience, “It’s not entertainment.” [New York Times, 3/25/2003]

General Tommy Franks, appearing on Fox News Sunday, says: “I think what we are so proud of is governments which permit their populace to be involved in a process that provides them freedom, provides them liberty. And I think what we will see in the months and years ahead in Iraq will provide a bit of a model for how that can be done.… because… it will be the Iraqi people who decide how to do that, and they will do it on their terms.” [Fox News Sunday, 4/13/2003]
US military Central Command (CENTCOM) commander General Tommy Franks issues an order formally recognizing the creation of the Coalition Provisional Authority (CPA - see January 2003), an ad hoc, improvised organization to be headed by former diplomat and business executive L. Paul Bremer. A 2006 report by the Special Inspector General for Iraq Reconstruction will call the CPA the “de facto government of Iraq.” But for all its power, its legal status will remain unclear throughout its existence. A 2005 Congressional report will note: “Whether the CPA was a federal agency was unclear. Competing explanations for how it was established contribute to the uncertainty.… Some executive branch documents supported the notion that it was created by the president, possibly as a result of a National Security Presidential Directive. This document, if it exists, has not been made available.” Whether the legal ambiguity is deliberate is unclear, but it will be exploited. The Defense Department will not allow federal auditors to investigate CPA spending because, the department says, it is not a federal agency. Contractors are warned that if the CPA breaks contracts, they might not have recourse in federal courts. Employees who suspect contractor fraud are told they cannot pursue any possible criminal actions under American law. [Roberts, 2008, pp. 127]
President Bush visits US CENTCOM headquarters in Doha, Qatar. One of the pressing issues on his mind is the continued failure to find weapons of mass destruction in Iraq. As Time magazine later recounts the visit, Bush, meeting with the various generals in charge of the US forces, “skip[s] quickly past the niceties” and begins asking about WMD. No one answers. “Are you in charge of finding WMD?” he asks L. Paul Bremer, the newly installed head of the US civilian-led government (see May 1, 2003). Bremer says no, and a clearly exasperated Bush asks the same question of General Tommy Franks, head of CENTCOM. Franks also denies responsibility. Finally, someone names the Washington official in charge of finding WMD: Defense Department aide Stephen Cambone. “Who?” Bush asks. [Rich, 2006, pp. 96]
General Tommy Franks, the commander of US forces in Iraq, says he would favor replacing America’s democracy with a military-run government in the event of another 9/11-level terrorist attack. “It would begin to unravel the fabric of our Constitution,” he says, “and under those circumstances I would be open to the idea that the Constitution could be scrapped in favor of a military form of government.” [Hunt, 9/1/2009, pp. 13]
The Mexican government sends a series of diplomatic letters to British Foreign Minister Jack Straw asking the minister if the Government Communications Headquarters (GCHQ) had spied on UN Security Council member states prior to the US-British invasion of Iraq. [Reuters, 2/14/2004; Observer, 2/15/2004] To date, no response has been received. Nor has the British Foreign Office responded to inquiries from the press.
Former Defense Intelligence Agency analyst Patrick Lang writes that, in his opinion, a “small group of people who think they are the ‘bearers’ of a uniquely correct view of the world… sought to dominate the foreign policy of the United States in the Bush 43 administration, and succeeded in doing so through a practice of excluding all who disagreed with them. Those they could not drive from government they bullied and undermined until they, too, had drunk from the vat.” (Lang correlates the phrase “drunk from the vat” with the common metaphor of “drinking the Kool-Aid,” a particularly nasty turn of phrase sourced from the 1978 Jonestown massacre in Guyana. The phrase now means, Lang explains, “that the person in question has given up personal integrity and has succumbed to the prevailing group-think that typifies policymaking today.”) The result is the war in Iraq, Lang argues, with steadily rising body counts and no clear end in sight.
'Walking Dead' Waiting for Retirement - Lang notes that senior military officers have said that the war’s senior strategist, General Tommy Franks, “had drunk the Kool-Aid,” and many intelligence officers have told Lang that “they too drank the Kool-Aid and as a result consider themselves to be among the ‘walking dead,’ waiting only for retirement and praying for an early release that will allow them to go away and try to forget their dishonor and the damage they have done to the intelligence services and therefore to the republic.” Lang writes that the US intelligence community has been deeply corrupted, bent on serving “specific group goals, ends, and beliefs held to the point of religious faith” and no longer fulfilling its core mission of “describing reality. The policy staffs and politicals in the government have the task of creating a new reality, more to their taste.… Without objective facts, decisions are based on subjective drivel. Wars result from such drivel. We are in the midst of one at present.”
Shutting out Regional Experts - There is little place in Bush administration policy discussions for real experts on the Middle East, Lang writes: “The Pentagon civilian bureaucracy of the Bush administration, dominated by an inner circle of think-tankers, lawyers, and former Senate staffers, virtually hung out a sign, ‘Arabic Speakers Need Not Apply.’ They effectively purged the process of Americans who might have inadvertently developed sympathies for the people of the region. Instead of including such veterans in the planning process, the Bush team opted for amateurs brought in from outside the executive branch who tended to share the views of many of President Bush’s earliest foreign policy advisors and mentors. Because of this hiring bias, the American people got a Middle East planning process dominated by ‘insider’ discourse among longtime colleagues and old friends who ate, drank, talked, worked, and planned only with each other. Most of these people already shared attitudes and concepts of how the Middle East should be handled. Their continued association only reinforced their common beliefs.” The Bush administration does not countenance dissent or open exchange and discussion of opposing beliefs. The Bush policymakers behave, Lang writes, as if they have seized power in a ‘silent coup,’ treating outsiders as political enemies and refusing to hear anything except discussion of their own narrow, mutually shared beliefs.
Using INC Information - Beginning in January 2001, the Bush administration began relying heavily on dubious intelligence provided by Ahmed Chalabi and his Iraqi National Congress (INC—see January 30, 2001). The INC began receiving State Department funds in what some White House officials called the “Information Collection Program.” While the US intelligence community had little use for Chalabi, considering him an unreliable fabricator (see 1992-1996), he had close ties with many in the administration, particularly in the office of the vice president and in the senior civilian leadership of the Pentagon (see 1960s, 1985, and 1990-1991). Lang writes that while the INC excelled in providing Iraqi defectors with lurid, usually false tales, “what the program really did was to provide a steady stream of raw information useful in challenging the collective wisdom of the intelligence community where the ‘War with Iraq’ enthusiasts disagreed with the intelligence agencies.” The office of the vice president created what Lang calls “its own intelligence office, buried in the recesses of the Pentagon, to ‘stovepipe’ raw data to the White House, to make the case for war on the basis of the testimony of self-interested emigres and exiles” (see August 2002). From working as the DIA’s senior officer for the Middle East during the 1991 Gulf War and after, Lang knows from personal experience that many neoconservative White House officials believe, as does Vice President Cheney, that it was a mistake for the US to have refrained from occupying Baghdad and toppling Saddam Hussein in 1991 (see August 1992). Lang calls some of these officials “deeply embittered” and ready to rectify what they perceive as a grave error. [Middle East Policy Council, 6/2004]
In the 2004 presidential campaign, Democratic challenger Sen. John Kerry accuses the Bush administration of allowing bin Laden to escape Afghanistan in late 2001 by not sending enough US troops to contain him when he was trapped in the Tora Bora region. The New York Times publishes an op-ed by Gen. Tommy Franks, the former head of US Central Command. Franks writes, “On more than one occasion, Senator Kerry has referred to the fight at Tora Bora in Afghanistan during late 2001 as a missed opportunity for America. He claims that our forces had Osama bin Laden cornered and allowed him to escape. How did it happen? According to Mr. Kerry, we ‘outsourced’ the job to Afghan warlords. As commander of the allied forces in the Middle East, I was responsible for the operation at Tora Bora, and I can tell you that the senator’s understanding of events doesn’t square with reality.… We don’t know to this day whether Mr. bin Laden was at Tora Bora in December 2001. Some intelligence sources said he was; others indicated he was in Pakistan at the time; still others suggested he was in Kashmir. Tora Bora was teeming with Taliban and al-Qaeda operatives, many of whom were killed or captured, but Mr. bin Laden was never within our grasp.” Franks is a vocal supporter of Bush’s reelection. [New York Times, 10/19/2004] Shortly after Franks’ comments, four Knight Ridder reporters who had been at Tora Bora during the battle revisit the issue. They discover that “Franks and other top officials ignored warnings from their own and allied military and intelligence officers that the combination of precision bombing, special operations forces, and Afghan forces that had driven the Taliban from northern Afghanistan might not work in the heartland of the country’s dominant Pashtun tribe.” [Knight Ridder, 10/30/2004] Author Peter Bergen asserts, “There is plenty of evidence that bin Laden was at Tora Bora, and no evidence indicating that he was anywhere else at the time.” Bergen cites after-action US intelligence reports and interviews with US counterterrorism officials that express confidence bin Laden was at Tora Bora. He notes that bin Laden discussed his presence at the Tora Bora battle in a audio message released in 2003. [PeterBergen (.com), 10/28/2004] In 2005, Gary Berntsen, who was in charge of an on-the-ground CIA team trying to find bin Laden (see September 26, 2001), will claim that he gave Franks definitive evidence that bin Laden was trapped in Tora Bora (see Late October-Early December 2001). [Financial Times, 1/3/2006] In 2006, former counterterrorism “tsar” Richard Clarke will comment, “Yes, we know [bin Laden] absolutely was there.… And yes, he did escape. And Gen. Franks and the president can deny it until the cows come home, but they made a mistake. They did let him go away.” [PBS Frontline, 6/20/2006] In late 2006, it will be reported that the CIA possesses a video showing bin Laden walking out of Afghanistan at the end of the Tora Bora battle. It has not been reported if the CIA was aware of this video in 2004 or not (see Mid-December 2001).

President Bush awards Tenet the Medal of Freedom. [Source: Associated Press]President Bush gives the Presidential Medal of Freedom to former CIA Director George Tenet, former Iraq war leader General Tommy Franks, and former Iraq functionary Paul Bremer. The Medal of Freedom is the highest honor the president can bestow. Bush comments, “This honor goes to three men who have played pivotal roles in great events and whose efforts have made our country more secure and advanced the cause of human liberty.” [Associated Press, 12/14/2001; Washington Post, 12/14/2004] However, the awards will come in for some criticism, as Tenet, CIA director on 9/11, wrongly believed Iraq had weapons of mass destruction
(see December 21, 2002), Bremer disbanded the Iraqi army (see May 23, 2003), and Franks, responsible for the invasions of Afghanistan and Iraq, failed to assign enough troops to the hunt for Osama bin Laden, thereby enabling him to escape (see Late October-Early December 2001). [Washington Post, 12/14/2001] John McLaughlin, Tenet’s deputy director, will later say that Tenet “wishes he could give that damn medal back.” [New York Times, 10/2/2006] White House press secretary Scott McClellan will later write that this “well-intentioned gesture designed to create positive impressions of the war seemed to backfire.” Instead of holding these three accountable for their role in the deepening Iraq crisis, Bush hails them as heroes. McClellan will observe: “Wasn’t this supposed to be an administration that prided itself on results and believed in responsibility and accountability? If so, why the rush to hand out medals to people who had helped organize what was now looking like a badly botched, ill-conceived war?” [McClellan, 2008, pp. 250-251] David Wade, a spokesman for Senator John Kerry (D-MA), says, “My hunch is that George Bush wasn’t using the same standard when honoring Tenet and Bremer that was applied to previous honorees.” Previous recipients include human rights advocate Mother Teresa, civil rights icon Rosa Parks, and Pope John Paul II. Senator Carl Levin (D-MI) says he “would have reached a different conclusion” on Tenet. “I don’t think [he] served the president or the nation well.” [Associated Press, 12/14/2001] Reporter Steve Coll will later comment: “I presume that for President Bush, it was a signal that he wasn’t making Tenet a scapegoat. It would be the natural thing to do, right? You’ve seen this episode of ‘I, Claudius.’ You know, you put the knife in one side and the medal on the other side, and that’s politics.” And author James Bamford will say: “Tenet [retired], and kept his mouth shut about all the things that went on, about what kind of influence [Vice President Dick] Cheney might have had. They still have a CIA, but all the power is now with his team over at the Pentagon. They’re gathering more power every day in terms of intelligence. So largely, Cheney won.” [PBS Frontline, 6/20/2006] Author and media critic Frank Rich will later write: “The three medals were given to the men who had lost Osama bin Laden (General Tommy Franks), botched the Iraq occupation (Paul Bremer), and called prewar intelligence on Saddam’s WMDs a ‘slam dunk’ (George Tenet). That the bestowing of an exalted reward for high achievement on such incompetents incited little laughter was a measure of how much the administration, buoyed by reelection, still maintained control of its embattled but not yet dismantled triumphalist wartime narrative.” [Rich, 2006, pp. 158]

The Army suppresses an unclassified report by the RAND Corporation, a federally financed think tank that often does research for the military. The report, entitled “Rebuilding Iraq,” was compiled over 18 months; RAND submitted a classified and an unclassified version, hoping that the dissemination of the second version would spark public debate. However, senior Army officials are disturbed by the report’s broad criticisms of the White House, the Defense Department, and other government agencies, and the Army refuses to allow its publication. A Pentagon official says that the biggest reason for the suppression of the report is the fear of a potential conflict with Defense Secretary Donald Rumsfeld. The unclassified version of the report will be leaked to the New York Times in February 2008. That version finds problems with almost every organization and agency that played a part in planning for the Iraq invasion.
Bush, Rice Let Interdepartmental Squabbles Fester - The report faults President Bush, and by implication his former National Security Adviser Condoleezza Rice, for failing to resolve differences between rival agencies, particularly between the departments of Defense and State. “Throughout the planning process, tensions between the Defense Department and the State Department were never mediated by the president or his staff,” the report finds.
Defense Department Unqualified to Lead Reconstruction Effort - The report is also critical of the Defense Department’s being chosen to lead postwar reconstruction, citing that department’s “lack of capacity for civilian reconstruction planning and execution.” The Bush administration erred in assuming that reconstruction costs would be minimal, and in refusing to countenance differing views, the report says. Complementing that problem was the failure “to develop a single national plan that integrated humanitarian assistance, reconstruction, governance, infrastructure development and postwar security.” As a result, the report finds, “the US government did not provide strategic policy guidance for postwar Iraq until shortly before major combat operations commenced.”
State's Own Planning 'Uneven' and Not 'Actionable' - It questions the “Future of Iraq” study (see April 2002-March 2003), crediting it with identifying important issues, but calling it of “uneven quality” and saying it “did not constitute an actionable plan.”
Franks, Rumsfeld Exacerbated Problems - General Tommy Franks, who oversaw the entire military operation in Iraq, suffered from a “fundamental misunderstanding” of what the military needed to do to secure postwar Iraq, the study finds. Franks and his boss, Rumsfeld, exacerbated the situation by refusing to send adequate numbers or types of troops into Iraq after the fall of Baghdad.
Strengthened Resistance to US Occupation - The poor planning, lack of organization, and interdepartmental dissension together worked to strengthen the Iraqi insurgency. As Iraqi civilians continued to suffer from lack of security and essential services, resentment increased against the “negative effects of the US security presence,” and the US failed to seal Iraq’s borders, foreign and domestic support for the insurgents began to grow.
RAND Study Went Too Far Afield, Says Army - In 2008, after the Times receives the unclassified version of the report, Army spokesman Timothy Muchmore explains that the Army rejected the report because it went much farther than it should in examining issues pertinent to the Army. “After carefully reviewing the findings and recommendations of the thorough RAND assessment, the Army determined that the analysts had in some cases taken a broader perspective on the early planning and operational phases of Operation Iraqi Freedom than desired or chartered by the Army,” Muchmore will say. “Some of the RAND findings and recommendations were determined to be outside the purview of the Army and therefore of limited value in informing Army policies, programs and priorities.”
Recommendations - The Army needs to rethink its planning towards future wars, the report finds. Most importantly, it needs to consider the postwar needs of a region as much as it considers the strategy and tactics needed to win a war. [New York Times, 2/11/2008]

CNN’s Wolf Blitzer interviews one of its military analysts, retired Army General James “Spider” Marks. Blitzer asks Marks if Defense Secretary Donald Rumsfeld ever rejected “recommendations from military commanders for more troops.” Marks replies: “Sure. Oh, absolutely. I mean, that’s been documented if you read General [Tommy] Franks’s book [American Soldier], and the current book, Cobra II [by Michael Gordon and another military analyst, Bernard Trainor], indicates very, very clearly, and in fact, that is in fact what happened. We requested the 1st Cavalry Division. That was denied. At a very critical point in the war, I might say. The metric that was established then was success against the Republican Guard and Saddam [Hussein]‘s forces when clearly the desired end state was what’s going to happen after the forces have been dealt with, and what do you do when you’ve got this military presence in Iraq. Clearly, the presence of more combat forces on the ground would have been needed.” [CNN, 4/16/2006] Later, during a Pentagon briefing of a gathering of military analysts, Rumsfeld will claim that he never denied any such troop increases, but that commanders such as Marks refused to accept additional troops (see Late December, 2006).
In his book The Greatest Story Ever Sold, author and New York Times media critic Frank Rich writes that President Bush never entered Iraq with any idea of “nation-building.” Bush “never talked about building a democracy in Iraq” during the planning and marketing of the invasion, Rich writes. “The reason he didn’t talk about it was not that he was consciously trying to keep a hidden, hard-to-sell motive secret. The record shows that, for once, Bush’s private convictions actually did match his public stance. Neither he nor the administration had any intention of doing any nation-building. The war plan was an easy exercise in regime change, a swift surgical procedure, after which the Iraqis would be left to build their own democracy by spontaneous civic combustion, like Eastern Europeans after the fall of the Soviet Union. The Americans would hang around in small numbers, perhaps, to protect the oil ministry—the only institution they did protect after routing Saddam. Every single administration action of the time confirms that nation-building was not in the cards. That’s why General Jay Garner was picked as the top American official after the fall of Baghdad (see January 2003): The White House wanted a short-term military emissary rather than a full-dress occupation administrator because the job description required only that he manage a quick turnaround of power to the Iraqis and an immediate exit for American troops. That’s why [Defense Secretary Donald] Rumsfeld and the war cabinet bought a Tommy Franks plan to draw down those troops from 130,000 to 30,000 by the fall of 2003. It’s also why the only serious prewar plan for rebuilding Iraq, the State Department’s ‘Future of Iraq’ project, was shelved by the White House (see April 2002-March 2003). General Anthony Zinni’s ‘Desert Crossing’ plan for Iraq occupation, which he bequeathed to Franks, his successor, was also shunted aside (see April-July 1999). Any such bothersome little details were entrusted instead to the Defense Department’s Douglas Feith, whose only (non) qualification was that he had been a loyal provider of cherry-picked Iraq intelligence to [Vice President Dick] Cheney and [Cheney’s then-chief of staff Lewis ‘Scooter’] Libby before the war.… Had nation-building been in the White House’s plan, surely someone would have bothered to investigate what nation was being rebuilt.” Even after Garner’s replacement by Coalition Provisional Authority chief Paul Bremer (see May 11, 2003), nation-building wasn’t on the agenda. The two heads of “private-sector development” in Iraq were, in Rich’s words, “a former Bush campaign finance chair in Connecticut and a venture capitalist who just happened to be [then-press secretary] Ari Fleischer’s brother.” The CPA was staffed by “twentysomethings with no foreign service experience or knowledge of Arabic simply because they had posted their resumes at the Heritage Foundation (see June 25, 2004).… The ‘nation-building’ that America finally did undertake was an improvised initiative, heavier on PR than on achievement, to justify the mission retroactively. Only then did the war’s diehard defenders disingenuously grandfather it in as a noble calling contemplated by the Bush White House from the start.” [Rich, 2006, pp. 213-214]

Rear Admiral Frank Thorp, who falsely told reporters that captured Private Jessica Lynch “fired her weapon” at her captors “until she had no more ammunition” in initial military press briefings (see April 3, 2003), discusses his misleading statements with staffers of the House Oversight Committee, which is investigating the possibility that the US military used the Lynch story as propaganda (see April 24, 2007). Thorp, who was later promoted and became the chief public relations officer for then-Joint Chief Chairman Richard Myers, writes: “As I recall, this was a short interview and media desperately wanted me to confirm the story that was running in the States.… I never said that I had seen any intel or even intimated the same.… I may have said I am familiar with ‘the reports’ meaning the press reports, but as you can see I did not confirm them.… We did have reports of a battle and that a firefight had occurred.… That is what I stated.” Thorp says he does not recall ever seeing any classified battlefield intelligence reports concerning Lynch, and says he does not now remember if his remarks were based on such reports. When asked if he knew at the time that Lynch had, in fact, not gotten off a shot at her attackers, Thorp replies, “I would absolutely never, ever, ever, ever say anything that I knew to not be true.” At the time of the Lynch rescue, the chief public affairs official for CENTCOM briefings was Jim Wilkinson, the director of strategic communications for CENTCOM commander, General Tommy Franks. Wilkinson tells the committee that he was not a source for the media reporting concerning Lynch, and that he didn’t know any details of her capture and rescue: “I still, to this day, don’t know if those details are right or wrong. I just don’t know. I don’t remember seeing any operational report.” Thorp and Wilkinson claim not to know who provided such misleading information to reporters. And neither can explain why initial reports were relatively accurate (see March 23, 2003) but subsequent reports were so suddenly, and so luridly, inaccurate. [Editor & Publisher, 7/14/2008]
William Arkin. [Source: New York Times]Washington Post columnist William Arkin writes that from 1999 until late 2007, he was a military analyst for NBC News, “one of the few non-generals in that role.” Arkin writes that he worked with several generals retained by NBC and MSNBC, “and found them mostly to be valuable.” Arkin writes that “[t]he problem is not necessarily that the networks employ former officers as analysts, or that the Pentagon reaches out to them. The larger problem is the role these general play, not just on TV but in American society. In our modern era, not-so-old soldiers neither die nor fade away—they become board members and corporate icons and consultants, on TV and elsewhere, and even among this group of generally straight-shooters, there is a strong reluctance to say anything that would jeopardize their consulting gigs or positions on corporate boards.”
McCaffrey a Consistent Voice of Criticism - Retired general Barry McCaffrey (see April 21, 2003) stands out in Arkin’s recollection as one of the most consistent critics of the Pentagon, “and to this day he is among the most visible of the paid military analysts on television.” Arkin recalls McCaffrey as well-informed and sincere, but writes that “much of his analysis of Iraq in 2003 was handicapped by a myopic view of ground forces and the Army, and by a dislike of then-Secretary of Defense Donald Rumsfeld that was obvious and outspoken. (To be fair to McCaffrey, few former or active duty generals read the war or its aftermath correctly.)”
Analysts 'Invaluable' during Hostilities - In 2003, the reporters and camera crews embedded in the particular military units “gave an almost-live view of a war at the tactical level.” The generals were on the air to make sense of the ground-level tactical information, and translate it into a more general understanding of events and strategies. “The generals would use their knowledge and plumb their contacts to get a sense of what the divisions and corps and the coalition formations were doing at a higher level.” Arkin writes that, considering the obfuscation and deliberate deception routinely practiced by Rumsfeld and US commander General Tommy Franks, “the generals were invaluable. When they made the effort, they could go places and to sources that the rest of us couldn’t. That the Pentagon was ‘using’ them to convey a line is worrisome for the public interest but not particularly surprising.”
Pushing the Pentagon's Viewpoint - Arkin continues: “On the war itself—on the actions of the US military in March and April of 2003—there was an official line that was being pushed by the Pentagon and the White House. I’m not convinced that the generals (at least those who were serving at NBC) were trumpeting an official line that was being fed to them, but neither am I convinced that their ‘experience’ or professional expertise enabled them to analyze the war any better than non-generals or the correspondents in Washington or out in the field.” McCaffrey stands out in Arkin’s mind as one analyst who “publicly lambasted the war plan—during a time of war! In the grand scheme of things, though, I’m not sure that McCaffrey was right—and I’m not sure that having more troops then, given our assumptions about what would happen in postwar Iraq and our ignorance of the country and its dynamics, would have made much of a difference. In other words, we still could have won the battle and lost the war.”
Diminished Value as Occupation Continued - Once “major” fighting was over and other issues besides battlefield outcomes dominated the news—the disastrous occupation, the developing insurgency, the torture of prisoners—“the value of the American generals as news commentators diminished significantly,” Arkin writes. “They were no longer helping us to understand battles. They were becoming enmeshed in bigger political and public policy and partisan battles, and as ‘experts’ on the military, they should have known better not to step too far outside their lane. The networks should also have known this, and indeed they did learn eventually, as there are certainly far fewer generals on the payroll today than there were at the height of the ‘fighting.’”
A Broader Perspective - Arkin concludes: “It’s now clear that in the run-up to the war, during the war in 2003 and in its aftermath, we would have all benefited from hearing more from experts on Iraq and the Middle East, from historians, from anti-war advocates. Retired generals play a role, an important one. But for the networks, they played too big of a role—just as the ‘military’ solutions in Iraq play too big of a role, just as the military solutions in the war against terrorism swamp every other approach.” [Washington Post, 4/22/2008]
