The United Nations is formed. Article 51 of the charter states that a country has the “right of individual or collective self-defense if an armed attack occurs against a member of the United Nations,” but otherwise prohibits the use of force in international affairs. (United Nations 6/26/1945)
In a letter dated January 26, 1948, and delivered by Yugoslav General Milan Kupresanin, Tito tells Albanian leader Enver Hoxha that Greece, aided by the British and Americans, is about to invade Albania, so Yugoslavia wants to quietly station a division and supporting soldiers in the Korca region. Academic Paulin Kola will later claim that Albania proposes that the Albanian and Yugoslav soldiers should be under a unified command, as a step towards military unification. In his memoir, The Titoites, Hoxha will say that he tells Kupresanin that the request has to be discussed by the leadership and that he personally is against it. Kristo Themelko and Chief of the Albanian General Staff Beqir Balluku, who replaced Hoxha ally Mehmet Shehu, previously met with Tito and said Albania would accept the military assistance. Kupresanin comes with a team to survey the area. Hoxha replies that Albania can defend itself, the Greek government forces are wrapped up in an offensive against the Greek Democratic Army, the plan should not be hidden from the Albanian public, and that hosting the division would destabilize the region. Hoxha says to Kupresanin that “the worst thing would be if, from such a precipitate action, enemies or friends were to accuse us that Albania has been occupied by the Yugoslav troops!” and says Kupresanin briefly blanched. Xoci Xoxe is also at the meeting and supports the Yugoslav request, and says action should be taken quickly. Kupresanin is insulted when Hoxha says Yugoslavia should reinforce its own border with Greece if war is so imminent. Privately, Hoxha believes that “the urgent dispatch of Yugoslav to our territory would serve as an open blackmail to ensure that matters in the [Eighth] Plenum would go in the way that suited the Yugoslavs.” In a report to the Tirana party organization on October 4, 1948, Hoxha will say Yugoslavia was seeking to create “a phobia of imminent war” and divide Albania from the Soviets by “the stationing of a Yugoslav division in Korca and the dispatch of other divisions.” Since he cannot stop the Plenum from being held in February, he tries to stop the division from being approved, by requesting advice from the Soviets. The Soviet government subsequently says it does not expect a Greek invasion and that it agrees with Hoxha. In With Stalin, Hoxha will say that Stalin will tell him in spring 1949 that the USSR was not aware of the situation, though Yugoslavia claimed to be acting with Soviet approval.
Yugoslav Accounts - Subsequent memoirs by Yugoslav leaders Milovan Djilas, Edvard Kardelj, and Vladimir Dedjier will say that Albania was already hosting a Yugoslav air force regiment, and that Yugoslavia wanted to station two army divisions, at Albania’s request. Dedjier says that Stalin wanted Hoxha to make the request, and Jon Holliday will later outline several interpretations, based on the various possibly inaccurate accounts.
The Yugoslav Reaction - According to Hoxha’s report to the Tirana party organization, after Albania rejects the division, the Yugoslav envoy, presumably Kupresanin, calls for reorganization of the Albanian military, new roads and bridges to accommodate Yugoslav tanks, stringing new telegraph wires, and the mobilization of 10,000 soldiers and mules for transport, over two to three months. The Yugoslav also says Albania should tell the Soviets that it wants the Yugoslav division and ask why the Soviets oppose it. He asserts that Albania would only be able to defend itself for 10 days, while it would take 15 days for Yugoslav forces to reach southern Albania, and the UN would get involved, preventing Yugoslav intervention, which would be Hoxha’s fault. Albania agrees to make improvements and mobilize the soldiers and mules, on Yugoslav credits. Hoxha says the Yugoslavs are working through Kristo Themelko, who two or three times tells the Political Bureau that Albania needs to unify with Yugoslavia to carry out these measures. After March 30, Yugoslavia will reduce its involvement with Albania after a critical letter from the Central Committee of the CPSU(B) to the Central Committee of the Communist Party of Yugoslavia. Greek forces enter Albania before being pushed back across the border. The Albanian government views the invasion as an attempt to claim southern Albania. A few days afterward the UN special committee on the Greek civil war will excuse the action, saying that Greece cannot allow a neighbor to try to overthrow its government. Previously, the committee had accused Albania of giving the most aid to the Greek communist army of any country bordering Greece. (Kola 2003, pp. 97-98)
The John Birch Society (JBS—see March 10, 1961 and December 2011), an anti-Communist organization that embraces racist and white supremacist ideologies, distrubutes posters throughout Dallas accusing President Kennedy of committing treason against the United States. The poster distribution is timed to coincide with Kennedy’s visit to Dallas, where he is scheduled to drive through the city in a motorcade on November 22. Kennedy will be assassinated during that motorcade. The poster, designed to appear as a “Wanted” notice, enumerates the following “charges” against Kennedy:
“Betraying the Constitution (which he swore to uphold). He is turning the sovereignty of the US over to the Communist controlled United Nations. He is betraying our friends (Cuba, Katanga, Portugal) and befriending our enemies (Russia, Yugoslavia, Poland).”
“He has been WRONG on innumerable issues affecting the security of the US (United Nations, Berlin Wall, Missile Removal, Cuba, Wheat deals, Test Ban Treaty, etc.).”
“He has been lax in enforcing the Communist Registration laws.”
“He has given support and encouragement to the Communist-inspired racial riots.”
“He has illegally invaded a sovereign State with federal troops.”
“He has consistently appointed Anti-Christians to Federal office. Upholds the Supreme Court in Anti-Christian rulings. Aliens and known Communists abound in Federal offices.”
“He has been caught in fantastic LIES to the American people (including personal ones like his previous marriage and divorce).” (Spartacus Schoolnet 2008)
President Richard Nixon names George H. W. Bush, the chairman of the Republican National Committee, to be the US envoy to the United Nations. Nixon has offered Bush a staff appointment in the White House, but Bush is eager for higher office. He convinces Nixon to give him the UN appointment by telling Nixon that he can be a “strong advocate” for Nixon. Author Barry Werth recounts Bush’s argument, “[T]here was a dearth of Nixon advocacy in New York City… he could fill that need in the New York social circles.” Nixon, impressed with Bush’s argument, agrees. During the 24-year Indonesian occupation of East Timor (see December 7, 1976), the UN passes a number of resolutions condemning the invasion and occupation. However, it is unable to enforce them without the support of the US, British, Australian and Portuguese governments, which repeatedly abstain from voting on the resolutions, while some of them continue to sell arms to Indonesia. Daniel Patrick Moynihan, the US ambassador to the UN during the administration of Gerald Ford, will later admit in his memoirs: “The Department of State desired that the United Nations prove utterly ineffective in whatever measures it undertook [with regard to East Timor]. The task was given to me, and I carried it forward with no inconsiderable success.” (John Pilger 1994; Scott 1998; Terrall 5/20/2002; Zunes 9/16/2002)

According to the censured portion of Iraq’s December 7, 2002 declaration to the UN (see December 7, 2002) (see December 19, 2002), Lawrence Livermore National Laboratory and Sandia National Laboratories help train Iraqi nuclear weapons scientists and provide nonfissile material for Iraq’s nuclear weapons program. (Pimentel 1/26/2003)
Israel’s permanent representative to the UN, Yehuda Blum, tells the UN General Assembly that “there is abundant evidence indicating that [Pakistan] is producing nuclear weapons.” He adds that “at the Engineering Research Labs… Pakistan is secretly constructing a plant for the production of weapons-grade enriched uranium by centrifuges” based on a technology “stolen from the URENCO plant in the Netherlands.” He also says that Pakistan has established front companies in 14 countries to acquire components, and that Pakistan is close to building a cascade of at least 1,000 centrifuges. In addition, the Pakistanis intend to build more than 10,000 of them, “which in turn could produce about 150 kg of enriched uranium a year, sufficient for seven nuclear explosive devices every year.” Authors Adrian Levy and Catherine Scott-Clark will write that this information is “what the US had known for several years but had chosen not to share with the rest of the world.” (Levy and Scott-Clark 2007, pp. 85-86)
The “Army of God” (AOG), an underground anti-abortion extremist group, forms, according to government documents. The Army of God advocates violence towards abortion providers and clinics, and will even recommend murder and assassination of abortion providers (see Early 1980s); later it will also advocate violence against homosexuals in order to end what it calls the “homosexual agenda.” Current and future leaders and prominent members will include Don Benny Anderson (see August 1982), Michael Bray (see September 1994), James Kopp (see October 23, 1998), Neal Horsley (see January 1997), and Eric Robert Rudolph (see January 29, 1998). It is unclear how large the group is. The group advocates “whatever means are necessary” to stop abortions, which it calls “baby-killing.” According to government documents, the AOG manual “explicitly states that this is a ‘real’ army, with the stated mission of choosing violent means both to permanently end the ability of medical personnel to perform abortions and to draw media attention to their opposition to women’s right to choose to have abortions.” The AOG advocates the use of glue, acid, firebombs, and explosives against clinics and clinic personnel, and later advocates shooting abortion providers and clinic staff. A government document says, “It is explicitly stated in the manual that violence is the preferred means to the desired end, and there are references to ‘execution’ of abortion clinic staff.” The manual states that the local members of the Army of God are not told of the identities of other members, in order to make certain that “the feds will never stop us.” AOG documents will also threaten the US government and the United Nations, calling the UN an “ungodly Communist regime” supported by its “legislative-bureaucratic lackeys in Washington.” A letter apparently written by AOG leader Donald Spitz will claim of the US government and the UN: “It is you who are responsible and preside over the murder of children and issue the policy of ungodly perversion that’s destroying our people.… Death to the New World Order.” The AOG will openly declare itself a terrorist organization in responses to media articles. It will maintain that a state of undeclared war has existed in the US since the 1973 Roe v. Wade Supreme Court decision legalizing abortion (see January 22, 1973), and it carries out terrorist attacks against abortion clinics and providers in order to “defend God’s children” against state-sponsored “slaughter.” The AOG will repeatedly state that it intends to continue its violent, deadly attacks against abortion clinics and providers until all laws legalizing abortion are repealed. After 2001, the AOG will begin rhetorically attacking homosexuals as well as abortion providers (see 2002). It will also proclaim its solidarity with Muslim extremist groups over such incidents as the September 11 attacks. AOG members will publicly profess their enthusiasm for mounting chemical and biological attacks. (Extremist Groups: Information for Students 1/1/2006)

Iran presents a draft resolution to the UN which condemns Iraq’s use of chemical weapons. The US delegate to the UN is instructed to push for a “no decision” on the resolution, or if not possible, cast an abstaining vote. Iraq’s ambassador meets with the US ambassador to the UN, Jeane Kirkpatrick, and asks for “restraint” in responding to the issue of Iraq’s use of chemical weapons. (Battle 2/25/2003)
A UN investigation concludes that Iraq has been using mustard gas laced with a nerve agent on Iranian soldiers. “[C]hemical weapons in the form of aerial bombs have been used in the areas inspected in Iraq by the specialists,” the report says. (American Gulf War Veterans Association 9/10/2001; Scahill 8/2/2002; Vallette 3/24/2003)
During a meeting in Jordan, Iraqi diplomat Kizam Hamdoon and US diplomat James Placke discuss a proposed draft resolution that Iran presented to the UN Security Council (see Mid-March 1984) calling on the international body to condemn Iraq’s use of chemical weapons. Hamdoon tells Placke that Iraq would prefer a Security Council presidential statement in lieu of a resolution, adding that the statement should (1) “mention former resolutions of the war”; (2) include a “strong call for progress toward ending the war through ceasefire or negotiations”; and (3) not identify any specific country as responsible for chemical weapons use. Placke says that he will honor the request but asks that Iraq halt its purchasing of chemical weapons from US suppliers so as not to “embarrass” the US. Placke also warns that the US would be implementing licensing requirements on five chemical compounds for both Iraq and Iran. Placke says that the US does not want to be the “source of supply for anything that could contribute to the production of CW,” but adds reassuringly that the US does “not want this issue to dominate our bilateral relationship.” (US Department of State 4/6/1984 ; Vallette 3/24/2003)
The United Nations Security Council issues a presidential statement condemning the use of chemical weapons without a specific reference to Iraq, despite Iran’s insistence that the Security Council pass a binding resolution condemning Iraq’s use of chemical weapons against Iran. Interestingly, the previous day (see March 29, 1984), Iraqi diplomat Kizam Hamdoon and US diplomat James Placke had met and Hamdoon had stated Iraq’s preference that no resolution be passed and that any statement avoid referring directly to Iraq. As a State Department memo by James Placke notes, “The statement, by the way contains all three elements Hamdoon wanted.” (US Department of State 3/30/1984 ; Battle 2/25/2003)

The Iran-Iraq war ends in stalemate after both sides reluctantly accept a UN-brokered peace agreement. The border between the two countries does not change. The war cost at least 1.5 million lives. The major arms supplier for Iraq was the Soviet Union, while France was the biggest supplier to Iran. The US covertly sold arms to both sides during the war, though towards the end of the conflict, the US, after its clandestine arms-for-hostage deals with Iran were exposed in the international press (see November 3, 1986), tilted towards Iraq (see Early October-November, 1986). The Iranian and Iraqi regimes will set about slaughtering their own dissidents after the war—the Iraqis primarily focusing on separatist Kurds and Iran-sympathetic Shi’ites, and the Iranians focusing on its leftist dissident population. (Shalom 2/1990; Waas and Unger 11/2/1992; Infoplease 2007)
The United Nations passes Resolution 678. The resolution gives Iraq until January 15, 1991 to withdraw entirely from Kuwait (see July 25, 1990) and restore its national sovereignty. The US uses UN authority to build a “coalition” of nations to support its upcoming “Desert Storm” operation designed to repel Iraqi forces from Kuwait (see January 16, 1991 and After). 34 countries contribute personnel: Afghanistan, Argentina, Australia, Bahrain, Bangladesh, Belgium, Canada, Denmark, Egypt, France, Greece, Italy, Kuwait, Morocco, The Netherlands, New Zealand, Niger, Norway, Oman, Pakistan, Philippines, Portugal, Qatar, Republic of Korea, Saudi Arabia, Senegal, Sierra Leone, Singapore, Spain, Syria, the United Arab Emirates, the United Kingdom and the United States. West Germany and Japan do not contribute forces, but they do contribute $6.6 billion and $10 billion, respectively, to the cause. While some countries join out of a sincere belief that Iraq must not be allowed to dominate the region and control Middle Eastern oil reserves (see August 7, 1990), others are more reluctant, believing that the affair is an internal matter best resolved by other Arab countries, and some fear increased US influence in Kuwait and the region. Some of these nations are persuaded by Iraq’s belligerence towards other Arab nations as well as by US offers of economic aid and/or debt forgiveness. Final diplomatic efforts between the US and Iraq to stave off US military action, represented by US Secretary of State James Baker and Iraq Foreign Minister Tariq Aziz respectively, end in stalemate. The United Nations has given Iraq until January 15, 1991 to withdraw its forces from Kuwait (see November 29, 1990). Iraq has no intentions of doing so. (PBS Frontline 1/9/1996)
The US launches a massive air assault against Iraq in retaliation for that country’s invasion of Kuwait (see August 2, 1990). The air assault begins the day after a UN deadline for Iraq’s withdrawal from Kuwait expires (see November 29, 1990). F-117 Stealth bombers hit Baghdad with an array of high-tech bombs and missiles; many of the explosions are televised live, or on briefly delayed feeds, on CNN, which launches virtually 24-hour coverage of the air strikes. In the first 48 hours of the war, 2,107 combat missions drop more than 5,000 tons of bombs on Baghdad alone, nearly twice the amount that incinerated Dresden in World War II.
'Thunder and Lightning of Desert Storm' - US Army General Norman Schwarzkopf, chief of the US Central Command (CENTCOM), announces the beginning of hostilities by transmitting the following: “Soldiers, sailors, airmen and Marines of the United States Central Command, this morning at 0300, we launched Operation Desert Storm, an offensive campaign that will enforce the United Nation’s resolutions that Iraq must cease its rape and pillage of its weaker neighbor and withdraw its forces from Kuwait. My confidence in you is total. Our cause is just! Now you must be the thunder and lightning of Desert Storm. May God be with you, your loved ones at home, and our country.” (US Navy 9/17/1997)
Initial Attacks Obliterate Iraqi Navy, Much of Air Force, Many Ground Installations - The attack begins with an assault of over 100 Tomahawk land attack missiles (TLAMs) launched from US naval vessels in the Persian Gulf and Red Sea, and attack helicopter strikes on Iraqi radar installations near the Iraq-Saudi Arabian border. The assaults destroy much of Iraq’s air defense and command-and-control capabilities. The missile assault is quickly followed by fighter, bomber, and assault helicopter strikes which continue pounding at Iraqi government buildings, power stations, dams, military sites, radio and television stations, and several of Saddam Hussein’s palaces. The strikes essentially obliterate the Iraqi Navy, and drastically cripple the Iraqi Air Force. (Between 115 and 140 aircraft and crews of the Iraqi Air Force flees to Iran over the course of the war, a move that surprises US commanders, who expected the aircraft and their crews to attempt to flee to Jordan, not Iran. The Iranians will never give Iraq back its aircraft, and will not release Iraqi air crews for years to come.) A US Navy review later calls the combined Navy-Marine air campaign, conducted in concert with US Air Force strikes, “successful beyond the most optimistic expectations.” The Navy later reports that “allied air forces dropped over 88,500 tons of ordnance on the battlefield.” (US Navy 9/17/1997; NationMaster 12/23/2007) Iraqi anti-aircraft counterattacks are surprisingly effective, downing around 75 US and British aircraft in the first hours of attacks. The US media does not widely report these downings, nor does it give much attention to the dozens of pilots and air crew captured as POWs. (NationMaster 12/23/2007)
'The Mother of All Battles' - Five hours after the first attacks, Baghdad state radio broadcasts a voice identified as Saddam Hussein. Hussein tells his people that “The great duel, the mother of all battles has begun. The dawn of victory nears as this great showdown begins.” (NationMaster 12/23/2007)
US Embassy Helped Locate Targets for Air Strikes - Deputy Chief of Mission Joseph Wilson, the last American to leave Baghdad (see January 12, 1991), and his staff provided critical assistance to the US battle planners in choosing their initial targets. Over the months, Wilson and his staff developed a “hostage tracking system,” monitoring and recording the movements of the American hostages as they were transferred from site to site to be used as human shields in the event of a US strike (see August 4, 1990 and August 8, 1990). Wilson and his staff were able to identify some 55 sites that were being used around the country, presumably some of the most critical military and infrastructure sites in Iraq. Wilson gave that information to the Pentagon. He will later write, “I was gratified when several months later, on the first night of Desert Storm, long after the hostages had been released, many of those sites were ones hit by American bombs.” (Wilson 2004, pp. 141)
The former Deputy Chief of Mission to the US Embassy in Baghdad, Joseph Wilson, reflecting on the ramifications and consequences of the Gulf War as it comes to an end (see February 28, 1991), will later write: “The war… established the blueprint for the post-Cold War New World Order. For the first time since the Korean War, the world had engaged in a conflict sanctioned by international law. In the aftermath of the fall of the Berlin Wall, America’s foreign policy establishment understood that the next generation’s war would not be of the World War II variety, with huge mobilizations of national assets and a fight for survival among the major powers; it would instead consist of small, bloody conflicts that would best be dealt with by a coalition of the willing operating under the mandate of the United Nations. Our challenge would be to ensure that the United States did not become the world’s policeman, a costly and enervating task, but rather used our power to mobilize coalitions and share costs and responsibilities. In my mind, Desert Shield and Storm were case studies of how to manage both the diplomacy and the military aspects of an international crisis. We were successful in obtaining international financing to cover most of the costs of the war, we were successful in putting together a coalition force with troops from more than twenty nations, and we were successful in obtaining an international legal mandate to conduct the war. It was, in every way, an international effort driven by American political will and diplomatic leadership.” Wilson agrees with President Bush and others that the US had been right not to drive into Baghdad and depose Saddam Hussein (see February 1991-1992, August 1992, and September 1998). The US-led coalition had no international mandate to perform such a drastic action, Wilson will note. To go farther than the agreed-upon mandate would alienate allies and erode trust, especially among Arab nations fearful that the US would overthrow their governments and seize their oilfields, or those of their neighbors. Wilson will observe, “The credibility that we later enjoyed—which permitted us to make subsequent progress on Middle East peace at the Madrid Conference in October 1991, and through the Oslo process (see September 13, 1993)… was directly related to our having honored our promises and not exceeded the mandate from the international community.” (Wilson 2004, pp. 178-179)
US soldiers destroy around 40 ammunition bunkers and 45 warehouses in various locations throughout Iraq and Kuwait. In one open-air location outside the Khamisiyah Ammunition Supply Point (nicknamed “the Pit” by American soldiers), 1,250 rockets are destroyed. UN inspectors will later determine that many of those rockets had contained chemical warfare agents. (Office of the Special Assistant for Gulf War Illnesses 1/20/2008)
The UN Security Council votes to impose an arms embargo on all countries occupying the region of Yugoslavia. Macedonia, Croatia, and Slovenia have split from Yugoslavia by this time and Bosnia will in early 1992, leaving Serbia to dominate what’s left of Yugoslavia. The New York Times comments, “The resolution is in effect an effort to prevent Croatia and other successionist republics from buying arms from other countries. The Yugoslav armed forces have long had a highly developed arms industry of their own and do not need to import weapons at this time…” (New York Times 9/26/1991)
A draft of the Defense Department’s new post-Cold War strategy, the Defense Planning Guidance (DPG), causes a split among senior department officials and is criticized by the White House. The draft, prepared by defense officials Zalmay Khalilzad and Lewis “Scooter” Libby under the supervision of Undersecretary of Defense Paul Wolfowitz, says that the US must become the world’s single superpower and must take aggressive action to prevent competing nations—even allies such as Germany and Japan—from challenging US economic and military supremacy. (Tyler 5/23/1992; Rupert and Solomon 2005, pp. 122; Scoblic 2008, pp. 165) The views in the document will become known informally as the “Wolfowitz Doctrine.” Neoconservative Ben Wattenberg will say that its core thesis is “to guard against the emergence of hostile regional superpowers, for example, Iraq or China.” He will add: “America is No. 1. We stand for something decent and important. That’s good for us and good for the world. That’s the way we want to keep it.” (Utley 8/24/2001) The document hails what it calls the “less visible” victory at the end of the Cold War, which it defines as “the integration of Germany and Japan into a US-led system of collective security and the creation of a democratic ‘zone of peace.’” It also asserts the importance of US nuclear weapons: “Our nuclear forces also provide an important deterrent hedge against the possibility of a revitalized or unforeseen global threat, while at the same time helping to deter third party use of weapons of mass destruction through the threat of retaliation.” (Tyler 3/8/1992) The document states, “We must maintain the mechanism for deterring potential competitors from even aspiring to a larger regional or global role.” (Tyler 3/8/1992) In 2007, author Craig Unger will write that deterring “potential competitors” from aspiring to a larger role means “punishing them before they can act.” (Unger 2007, pp. 116)
US Not Interested in Long-Term Alliances - The document, which says the US cannot act as the world’s policeman, sees alliances among European nations such as Germany and France (see May 22, 1992) as a potential threat to US supremacy, and says that any future military alliances will be “ad hoc” affairs that will not last “beyond the crisis being confronted, and in many cases carrying only general agreement over the objectives to be accomplished.… [T]he sense that the world order is ultimately backed by the US will be an important stabilizing factor.” (Tyler 5/23/1992) Conspicuously absent is any reference to the United Nations, what is most important is “the sense that the world order is ultimately backed by the US… the United States should be postured to act independently when collective action cannot be orchestrated” or in a crisis that demands quick response. (Tyler 3/8/1992) Unger will write of Wolfowitz’s “ad hoc assemblies:” “Translation: in the future, the United States, if it liked, would go it alone.” (Unger 2007, pp. 116)
Preventing the Rise of Any Global Power - “[W]e endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power. These regions include Western Europe, East Asia, the territory of the former Soviet Union and Southwest Asia.” The document advocates “a unilateral US defense guarantee” to Eastern Europe, “preferably in cooperation with other NATO states,” and foresees use of American military power to preempt or punish use of nuclear, biological or chemical weapons, “even in conflicts that otherwise do not directly engage US interests.” (Gellman 3/11/1992)
Containing Post-Soviet Threats - The document says that the US’s primary goal is “to prevent the re-emergence of a new rival, either on the territory of the former Soviet Union or elsewhere, that poses a threat on the order of that posed formerly by the Soviet Union.” It adds, “This is a dominant consideration underlying the new regional defense strategy and requires that we endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to general global power.” In the Middle East and Southwest Asia, “our overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil.” The document also asserts that the US will act to restrain what it calls India’s “hegemonic aspirations” in South Asia (Tyler 5/23/1992) , and warns of potential conflicts, perhaps requiring military intervention, arising in Cuba and China. “The US may be faced with the question of whether to take military steps to prevent the development or use of weapons of mass destruction,” it states, and notes that these steps may include pre-empting an impending attack with nuclear, chemical or biological weapons, “or punishing the attackers or threatening punishment of aggressors through a variety of means,” including attacks on the plants that manufacture such weapons. It advocates the construction of a new missile defense system to counter future threats from nuclear-armed nations. (Tyler 3/8/1992)
Reflective of Cheney, Wolfowitz's Views - Senior Pentagon officials say that while the draft has not yet been approved by either Dick Cheney or Wolfowitz, both played substantial roles in its creation and endorse its views. “This is not the piano player in the whorehouse,” one official says.
Democrats Condemn Policy Proposal - Senator Robert Byrd (D-WV), an advocate of a reduction in military spending, calls the document “myopic, shallow and disappointing,” adding: “The basic thrust of the document seems to be this: We love being the sole remaining superpower in the world.” Senator Joseph Biden (D-DE) attacks what he sees as the document’s emphasis on unilateral military action, and ridicules it as “literally a Pax Americana.” Pentagon officials will dispute characterizations that the policy flatly rejects any idea of multilateral military alliances. One defense official says, “What is just dead wrong is this notion of a sole superpower dominating the rest of the world.” (Tyler 3/8/1992; Gellman 3/11/1992)
Abandoned, Later Resurrected - Wolfowitz’s draft will be heavily revised and much of its language dropped in a later revision (see May 22, 1992) after being leaked to the media (see March 8, 1992). Cheney and Wolfowitz’s proposals will receive much more favorable treatment from the administration of George W. Bush (see August 21, 2001).
UN forces begin arriving in Bosnia, where they make their regional headquarters in the capital of Sarajevo. The UN troops are moving into the region in an attempt to keep the peace between Croatian and Serb forces fighting in neighboring Croatia. But within a month, war will break out in Bosnia and the UN troops will find themselves involved there as well (see April 6, 1992). (Burns 3/15/1992) UN troops will soon be forced to withdraw from Bosnia, but will be able to establish a truce in Croatia. (Lewis 5/31/1992)
The UN Security Council votes to impose tough sanctions on Yugoslavia, which effectively refers to Serbia since most other Yugoslav republics have declared independence. The embargo requires all the countries of the world to cease trading in any commodity, including oil, and to freeze all of Serbia’s foreign assets. All air traffic links are suspended as well. Sales of medicine and food are exempted. The sanctions are meant to pressure Serbia to agree to a cease fire in the war in Bosnia. (Lewis 5/31/1992)
The Bosnian Serbs have the upper hand in their war with the Bosnian Muslims and Croats. A UN human rights investigator warns that the Bosnian Muslims are “virtually threatened with extermination” unless they are helped by outside forces. But a UN weapons embargo is still in place. (Risen and McManus 4/5/1996)
The UN Security Council votes to impose a naval blockade around Serbia (which does not have much effect since Serbia is a landlocked country). While debating the resolution, a number of Islamic countries argue that Bosnia should be excluded from the arms embargo that was imposed on all former Yugoslavia republics in September 1991 (see September 26, 1991). But the US successfully leads an effort to shoot down the proposal. Former US Secretary of State Cyrus Vance tells the Security Council, “It taxes credulity to suggest that lifting the arms embargo for only one party is either feasible or desirable.” (Prial 11/17/1992) Ironically, around the same time, the US begins to secretly support Bosnian Muslim efforts to violate the embargo using a charity front controlled by radical militants (see September 1992).
The Independent reports, “United Nations officials and senior Western military officers believe some of the worst recent killings in Sarajevo, including the massacre of at least 16 people in a bread queue, were carried out by the city’s mainly Muslim defenders - not Serb besiegers - as a propaganda ploy to win world sympathy and military intervention. The view has been expressed in confidential reports circulating at UN headquarters in New York, and in classified briefings to US policymakers in Washington. All suggest that Sarajevo’s defenders, mainly Muslims but including Croats and a number of Serb residents, staged several attacks on their own people in the hope of dramatizing the city’s plight in the face of insuperable Serbian odds. They emphasize, however, that these attacks, though bloody, were a tiny minority among regular city bombardments by Serbian forces.” The reports claim the following events were likely committed by the Bosnian Muslims:
The bombing of a bread line in Sarajevo on May 27, 1992.
A mortar attack on July 17, 1992, hitting a bunker where British minister Douglas Hurd was meeting with Bosnian President Alija Izetbegovic. Ten bystanders were killed or wounded.
An August 4, 1992, explosion at a cemetery while two orphans were being buried.
The August 13, 1992, death of ABC News producer David Kaplan near Sarajevo. One UN military officer says it would have been impossible the bullet that killed him was fired by a sniper from distant Serbian positions. “That shot came in horizontal to the ground. Somebody was down at ground level.”
A Ukrainian soldier killed in Sarajevo on December 3, 1992, was similarly shot by small arms fire which would imply the Bosnian Muslims.
The UN officials behind these reports claim that are not trying to exonerate the Serbs, who also have been killing many in sniper attacks, mortar rounds, and so forth. “But they expressed fears that the ‘self-inflicted’ attacks may not augur well for existing UN forces or for additional Western troops, including Britons, who have to serve there.” (Doyle 8/22/1992)
Lord David Owen, European Union peace negotiator for the Bosnian conflict, will later write in a book, “Around this time [January 1993] the UN had clear evidence that Muslim forces would from time to time shell the airport to stop the relief flights and refocus world attention on the siege of Sarajevo. As the Deputy Commander in Chief US European Command from 1992 to 1995 [Gen. Charles Boyd] describes it, “The press and some governments, including that of the United States, usually attribute all such fire to the Serbs, but no seasoned observer in Sarajevo doubts for a moment that Muslim forces have found it in their interest to shell friendly targets. In this case, the shelling usually closes the airport for a time, driving up the price of black-market goods that enter the city via routes controlled by Bosnian army commanders and government officials.” (Owen 1997, pp. 262) In September 1994, it is reported the UN believe the Muslim Bosnians again shelled their own Sarajevo airport on August 18, 1994. UN spokesman Lieutenant- Colonel Pierre Duclos says, “The result of all our investigations show the shell clearly came from [Bosnian] government lines,” he said. Another UN official says, “This was a direct and intentional targeting of the airport.” (Barber 9/6/1994)
Referring to UN headquarters in New York City, former Reagan/Bush official and prominent neoconservative John Bolton says: “The Secretariat building in New York has 38 stories. If it lost 10 stories, it wouldn’t make a bit of difference.” (Nichols 3/7/2005)
The US Senate ratifies the international Convention Against Torture, originally proposed by the United Nations in 1985. The treaty bans any officials from signatory nations from inflicting “torture and other cruel, inhuman, or degrading treatment or punishment” on prisoners in order to gain information. It also establishes the UN Committee against Torture (UNCAT). The ban is absolute and cannot be waived: “No exceptional circumstances whatsoever, whether a state of war or a threat of war, internal political instability, or any other public emergency, may be invoked as a justification of torture.” (United Nations High Commissioner for Human Rights 12/10/1984; Savage 2007, pp. 155) The treaty also forbids signatory nations from sending detainees to other countries if there is a reasonable expectation that they may be tortured. (United Nations High Commissioner for Human Rights 12/10/1984; Human Rights Web 1/25/1997)
Roughly around this time, a new airport is completed in the Muslim Bosnian town of Visoko, northwest of Sarajevo. UN soldiers frequently report seeing C-130 transport planes landing there, and they say the runway is constantly being improved to handle more aircraft. One UN soldiers later says to the British newspaper the Observer, “Why don’t you write about Visoko airport? Planes land there all the time and we think they’re American.” (Eagar 11/5/1995; Schindler 2007, pp. 184-185) Visoko is said to be the logistics center of the Bosnian army and the airport and area is run by Halid Cengic. Author and former NSA officer John Schindler will later call him head of the “fanatical and thievish Cengic clan.” He is said to make great profits on the materiel coming through the airport. He is also the father of Hasan Cengic, who is one of the key figures smuggling huge amounts of weapons into Bosnia through the Third World Relief Agency, a charity front tied to Osama bin Laden and other radical militants (see Mid-1991-1996). (Eagar 11/5/1995; Schindler 2007, pp. 195) By March 1995, General Bernard Janvier, commander of UN forces in Bosnia, reports to UN Secretary General Kofi Annan that the Visoko airport is in operation and illegal supply flights are landing there. The report notes that the airport was built by Hasan Cengic with help from Iran. Canadian peacekeepers allege that unmarked flights coming into Visoko are American. However, this UN report is not made public. (Schindler 2007, pp. 184-185) According to the Observer in November 1995, some Bosnian politicians say that the US is the “number one donor of all weapons into Bosnia” and British political sources say the Visoko airport was built with US help. Furthermore, UN officials complain that they frequently report flights into Visoko, but these flights are never cited as violations of the no-fly zone over all of Bosnia. One UN source says, “The Awacs (air warning and control systems planes) have sighted only two flights into Visoko in the last five months. There have been dozen of flights reported from the ground.” These UN officials believe that these flights in Visoko take place on days when Awacs flights are manned by all US crews instead of NATO crews. Another UN source says, “Only the US has the theater control to put certain aircraft in the air at certain times.” (Eagar 11/5/1995)
Beginning in 1995, evidence begins to appear in the media suggesting that a Saudi charity named the Muwafaq Foundation has ties to radical militants. The foundation is run by a Saudi multimillionaire named Yassin al-Qadi.
In 1995, media reports claim that Muwafaq is being used to fund mujaheddin fighters in Bosnia (see 1991-1995).
Also in 1995, Pakistani police raid the foundation’s Pakistan branch in the wake of the arrest of WTC bomber Ramzi Yousef (see February 7, 1995). The head of the branch is held for several months, and then the branch is closed down. (Jackson, Cohen, and Manor 10/29/2001)
A secret CIA report in January 1996 says that Muwafaq is has ties to the Al-Gama’a al-Islamiyya militant group and helps fund mujaheddin fighting in Bosnia and at least one training camp in Afghanistan (see January 1996).
In February 1996, bin Laden says in an interview that he supports the Muwafaq branch in Zagreb, Croatia (which is close to the fighting in neighboring Bosnia). (Pallister 10/16/2001)
A senior US official will later claim that in 1998, the National Commercial Bank, one of the largest banks in Saudi Arabia, ran an audit and determined that the Muwafaq Foundation gave $3 million to al-Qaeda. Both al-Qadi and the bank later claim that the audit never existed. Al-Qadi asserts he has no ties to any terrorist group. (Jackson, Cohen, and Manor 10/29/2001) In 2003, former counterterrorism “tsar” Richard Clarke will elaborate on this allegation, saying to a Senate committee, “Al-Qadi was the head of Muwafaq, a Saudi ‘relief organization’ that reportedly transferred at least $3 million, on behalf of Khalid bin Mahfouz, to Osama bin Laden and assisted al-Qaeda fighters in Bosnia.” (US Congress 10/22/2003) (Note that bin Mahfouz, a Saudi billionaire, denies that he ever had any sort of tie to bin Laden or al-Qaeda and has not been officially charged of such ties anywhere.) Al-Qadi will claim that he shut down Muwafaq in 1996, but it is referred to in UN and German charity documents as doing work in Sudan and Bosnia through 1998. (Pallister 10/16/2001; BBC 10/20/2001)
Shortly after 9/11, the US Treasury Department will claim that Muwafaq funded Maktab al-Khidamat (MAK)/Al-Kifah (the predecessor of al-Qaeda), al-Qaeda, Hamas, and Abu Sayyaf (a Philippines militant group with ties to al-Qaeda), and other militant Islamic groups. (Ehrenfeld 6/17/2005)
However, despite all of these alleged connections, and the fact that the US will officially label al-Qadi a terrorism financier shortly after 9/11 (see October 12, 2001), the Muwafaq Foundation has never been officially declared a terrorist supporting entity. An October 2001 New York Times article will say that the reason, “administration officials said, was the inability of United States officials to locate the charity or determine whether it is still in operation.” But the same article will also quote a news editor, who calls Muwafaq’s board of directors “the creme de la creme of Saudi society.” (Gerth and Miller 10/13/2001)
In 1996, al-Qaeda assumes control of Ariana Airlines, Afghanistan’s national airline, for use in its illegal trade network. Passenger flights become few and erratic, as planes are used to fly drugs, weapons, gold, and personnel, primarily between Afghanistan, the United Arab Emirates (UAE), and Pakistan. The Emirate of Sharjah, in the UAE, becomes a hub for al-Qaeda drug and arms smuggling. Typically, “large quantities of drugs” are flown from Kandahar, Afghanistan, to Sharjah, and large quantities of weapons are flown back to Afghanistan. (Williams 11/18/2001) About three to four flights run the route each day. Many weapons come from Victor Bout, a notorious Russian arms dealer based in Sharjah. (Pasternak and Braun 1/20/2002) Afghan taxes on opium production are paid in gold, and then the gold bullion is flown to Dubai, UAE, and laundered into cash. (Farah 2/17/2002) Taliban officials regularly provide militants with false papers identifying them as Ariana Airlines employees so they can move freely around the world. For instance, one flight on a Ariana small plane in 2000 lists 33 crew members. A former National Security Council official later claims the US is well aware at the time that al-Qaeda agents regularly fly on Ariana Airlines. (However, US intelligence will not learn of the widespread use of forged Ariana IDs until after 9/11.) The CIA learns of Bout’s connection to Ariana and the Taliban in 1998, but takes no action (see 1998). The US presses the UAE for tighter banking controls, but moves “delicately, not wanting to offend an ally in an already complicated relationship,” and little changes by 9/11. (Williams 11/18/2001; Farah and Braun 2007, pp. 139) Much of the money for the 9/11 hijackers flows though these Sharjah, UAE, channels. There also are reports suggesting that Ariana Airlines might have been used to train Islamic militants as pilots. The illegal use of Ariana Airlines helps convince the United Nations to impose sanctions against Afghanistan in 1999, but the sanctions lack teeth and do not stop the airline. A second round of sanctions finally stops foreign Ariana Airlines flights, but its charter flights and other charter services keep the illegal network running. (Williams 11/18/2001) About nine of the 9/11 hijackers work at the Kandahar airport in 2000, which is Ariana’s main hub (see Summer 2000).
Author Brandon M. Stickney, a reporter for the Lockport Union-Sun & Journal in upstate New York, catalogs a number of unproven and sometimes extremist conspiracy theories that have sprouted in the aftermath of the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995). Stickney includes his findings in his “unauthorized biography” of accused bomber Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995, July 11-13, 1995, and August 10, 1995), All-American Monster. Among the theories Stickney presents:
The bombing was carried out by the Japanese. This theory was promulgated by Michigan Militia leaders Norm Olson and Ray Southwell (see April 1994), and proved so embarrassing for the two that they resigned their posts.
Both the Oklahoma City bombing and the Branch Davidian tragedy (see April 19, 1993 and April 19, 1993 and After) were engineered by Clinton administration personnel in order to kill two former bodyguards of President Clinton who were preparing to go public with lurid tales of Clinton’s sexual transgressions. Secret Service agent Alan Wicher was killed in Oklahoma, and BATF agent Robert William was killed at Waco. Clinton attended Wicher’s funeral, and William had worked for the BATF in Little Rock while Clinton was governor of Arkansas. Idaho resident Bill Trowbridge told an Associated Press reporter after a militia meeting: “[T]hat makes four different bodyguards killed. Three in Waco, and this one. Sure did benefit Bill Clinton, didn’t it? Check that out.”
The UN participated in the bombing plot. This theory has been promoted by the John Birch Society (see March 10, 1961 and December 2011), the editors of the white-separatist magazine The Spotlight, and other organizations and groups that have warned about a partnership between the UN and the US government to impose tyranny and martial law on American citizens, as part of the imposition of what they call the “New World Order” (see September 11, 1990). Gate Keepers information service representative Pam Beesley told an AP reporter that “this is what the UN does when they go in and overthrow a country. They produce unrest in the country first.”
The bomb was an “electrodynamic gaseous fuel device” impossible for amateurs like McVeigh and his accomplice Terry Nichols to have made. Instead, it must have been made by US officials possessed of “high-level, top-secret” information. This theory came from former FBI agent Ted Gunderson, who makes regular appearances in The Spotlight. According to Gunderson, “John Doe No. 2” (see April 20, 1995, April 21, 1995, April 29, 1995, and June 14, 1995) was “vaporized by design” in the blast, and McVeigh was a “throwaway” or an “expendable asset.”
Two bombs, not one, destroyed the Murrah Federal Building. It is true that two “incidents” were recorded at 9:02 a.m. on April 19, 1995, 11.9 seconds apart, but, according to Oklahoma chief geophysicist James Lawson, the second tremor was not caused by a second bomb, but by the building collapsing (see After 9:02 a.m. April 19, 1995). Lawson told the AP he still gets calls from people demanding to know about the “second explosion.” “A lot of them are anxious to explain to me that our government committed mass murder,” he said. “They are disappointed that I’m not saying it was two blasts.”
Stickney writes that many people have told him flatly that “they know” the government caused the bombing, and writes: “No matter what I told them, or for how long I tried to tell it, they would not change their minds that the government was involved. Distrust in public officials has reached the point of delusion, where Americans create their own explanations they cannot understand. One of the people who spoke with me went so far as to say he’d obtained a photograph of the bombed-out Murrah (ordered through a late-night AM radio show) that ‘proves two bombs were set off. McVeigh was led to Oklahoma by his nose, by the government.’” A video titled Oklahoma City: What Really Happened sells well at gun shows and through militia magazines and Web sites. On the box, it poses the questions: “Was there more than one bomb?” “What happened to John Doe No. 2?” “Was there a Middle Eastern connection?” and “Did some occupants of the building have prior warning?” (Stickney 1996, pp. 265-267)
The United Nations adopts the Comprehensive Test Ban Treaty (CTBT) banning the testing of nuclear weapons. The UN General Assembly votes 158-3 to adopt the CTBT, with India (see June 20, 1996), Bhutan, and Libya voting against it, and Cuba, Lebanon, Syria, Mauritius, and Tanzania abstaining. US President Bill Clinton will be the first to sign the treaty, followed by 70 other nations, including Britain, China, France, and Russia. By November 1997, 148 nations will sign the treaty. (Nuclear Threat Initiative 4/2003; Federation of American Scientists 12/18/2007) In 1999, the Times of India will observe that from the US’s viewpoint, the CTBT will primarily restrict India and Pakistan from continuing to develop their nuclear arsenals (see May 11-13, 1998 and May 28, 1998), and will delay or prevent China from developing more technologically advanced “miniaturized” nuclear weapons such as the US already has. It will also “prevent the vertical proliferation and technological refinement of existing arsenals by the other four nuclear weapons states.” (Varadarajan 10/16/1999) Two years later, the US Senate will refuse to ratify the treaty (see October 13, 1999).
Fort Hood, Texas, preparing for the annual “Freedom Fest” Fourth of July celebration, readies itself for a large crowd of local civilians planning to spend the day enjoying fireworks, marathons, concessions, military bands, carnival rides, and community activities. However, anti-government activists Bradley Glover and Michael Dorsett are captured by FBI and Missouri state police officers in Missouri before they can turn the festival into a massacre. Glover and Dorsett have become convinced that the United Nations is housing Communist Chinese troops at the military base, in conjuction with a “New World Order” conspiracy to invade and occupy the United States (see September 11, 1990). Glover, Dorsett, and others—all “splinter” members of an organization calling itself the “Third Continental Congress” (TCC—see Summer 1996 - June 1997)—are planning a multi-pronged attack on the Army base. Soon after, five others are arrested in conjunction with the plot.
History of the Fort Hood Plot - Glover and other TCC members believe that the April 1995 bombing of the Murrah Federal Building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995) was a plot by federal agencies to gin up an excuse to persecute “patriot” organizations. Glover told British reporter Ambrose Evans-Pritchard shortly after the Oklahoma City bombing that “it’s only a matter of time now before the shooting war begins.” He believed that the bombing would be followed by heavy-handed anti-terrrorism legislation that would see federal agencies attempt to violently eradicate militia groups, and in turn, those groups would violently resist. “If this thing goes down,” Glover predicted in May 1995, “there’s going to be an extremely large number of US military that’s coming to our side with their weapons. They’ll turn like a dog on a cat.” He believed the militias would easily defeat the government forces—“We can whip those guys. We can take out the so-called ninja wanna-bes. We’ll beat ‘em quick”—but worries that President Clinton will turn to the Chinese forces he supposedly has housed throughout the United States: “That’s what worries us,” Glover said. “Then we’re gonna be fighting big time.” Glover became known to federal authorities after his frequent interviews with reporters after the Oklahoma City bombing, and claims to lead groups such as the Southern Kansas Regional Militia and the First Kansas Mechanized Infantry. (In his “real” life, Glover is a part-time computer consultant.) When the expected crackdown failed to materialize, Glover became a national council member of a national “umbrella” militia group called the Tri-States Militia (see October 1995 and After) and then began associating with ever-more violent anti-government extremists. Glover, Dorsett, and a small group of extremists devise an extensive plan to strike at a number of government facilities and military bases, beginning with Fort Hood.
Arrests - But federal and state authorities are well aware of their plans. At 6:15 a.m. on the morning of July 4, FBI agents arrest Glover and Dorsett in their tents in the Colorado Bend State Park. The two have an arsenal with them: two rifles, five pistols, 1600 rounds of ammunition, bulletproof vests, a smoke grenade, a homemade silencer, explosive material, a night vision scope, and other items. “Their explosives would have been more damaging to the personnel at Fort Hood than to the physical installation,” Missouri State Highway Patrol Lieutenant Richard Coffey later tells a Texas newspaper reporter. “They did not have the same philosophy as the people in Oklahoma City. They were not looking for a huge explosion to make their point.” Instead, they planned small, repeated explosions. Glover, charged only with weapons violations, posts bail and flees to Wisconsin, where he is quickly arrested again after another weapons charge is added to the original indictment. Dorsett is held on an outstanding federal passport violation. Fellow plotter Merlon “Butch” Lingfelter is later arrested in Wisconsin on July 10, while looking for Glover; he surrenders his two machine guns and two pipe bombs, but says, “I’m not trying to be a noble knight in this, but it’s time somebody somewhere does something.” Despite his defiance, Lingenfelter tells a reporter that the meetings held by Glover were merely social outings. Kevin and Terry Hobeck are arrested on July 10 in Colorado after giving two illegal automatic weapons to undercover police officers; Thomas and Kimberly Newman are arrested on July 11 in Kansas after Thomas Newman gives the same undercover officers a sack full of pipe bombs.
Suicide Mission? - One law enforcement official believes that the group may have intended to die in the planned Fort Hood attack. “I think you have to have a warped sense of reality to think you can pull of a mission like that,” Missouri State Highway Patrol Captain James Keathley later tells a Denver reporter. “It sounds like a suicide mission to me. I don’t know if they could have pulled this off.” (Mark Pitcavage 1997; Southern Poverty Law Center 6/2001)

Hans Blix, director-general of the International Atomic Energy Agency, writes in a letter to UN Secretary-General Kofi Annan that there is no evidence that Iraq has an active nuclear weapons program. Blix says that the agency now has a “technically coherent picture of Iraq’s clandestine nuclear program,” despite some missing evidence and gaps in knowledge. He states with certainty the following: (Director General of the International Atomic Energy Agency 10/6/1997)
“There are no indications to suggest that Iraq was successful in its attempt to produce nuclear weapons. Iraq’s explanation of its progress towards the finalization of a workable design for its nuclear weapons is considered to be consistent with the resources and time scale indicated by the available program documentation. United Nations sanctions against Afghanistan take effect. The sanctions freeze Taliban assets and impose an air embargo on Ariana Airlines in an effort to force the Taliban to hand over bin Laden. (BBC 2/6/2000) It had been widely reported that Ariana had become a transportation arm for al-Qaeda (see Mid-1996-October 2001). However, Ariana will keep its illegal trade network flying, until stricter sanctions will ground it in 2001 (see January 19, 2001).
The United Nations Drug Control Program determines that the ISI makes around $2.5 billion annually from the sale of illegal drugs. (Nooruzzaman 11/29/1999)
New United Nations sanctions against Afghanistan take effect, adding to those from November 1999 (see November 14, 1999). The sanctions limit travel by senior Taliban authorities, freeze bin Laden’s and the Taliban’s assets, and order the closure of Ariana Airlines offices abroad. The sanctions also impose an arms embargo against the Taliban, but not against Northern Alliance forces battling the Taliban. (Associated Press 12/19/2000) The arms embargo has no visible effect because the sanctions fail to stop Pakistani military assistance. (9/11 Commission 3/24/2004) The sanctions also fail to stop the illegal trade network that the Taliban is secretly running through Ariana. Two companies, Air Cess and Flying Dolphin, take over most of Ariana’s traffic. Air Cess is owned by the Russian arms dealer Victor Bout (see Mid-1996-October 2001), and Flying Dolphin is owned by the United Arab Emirates’ former ambassador to the US, who is also an associate of Bout. In late 2000, despite reports linking Flying Dolphin to arms smuggling, the United Nations will give Flying Dolphin permission to take over Ariana’s closed routes, which it does until the new sanctions take effect. Bout’s operations are still functioning and he has not been arrested. (Pasternak and Braun 1/20/2002; van Niekerk and Verloy 2/5/2002) Ariana will essentially be destroyed in the October 2001 US bombing of Afghanistan. (Williams 11/18/2001)
President Bush hosts British Prime Minister Tony Blair at Camp David. Iraq is on the agenda. Bush and Blair tell reporters that they want to restructure the sanctions on Iraq through the United Nations, using what the White House calls “smart sanctions”—sanctions that are designed to constrain the Iraqi government without harming the Iraqi citizenry. The new sanctions are primarily aimed at tightening controls on “dual-use” goods, items that can be used for both civilian and military purposes, and to keep the regime from getting illicit funds from oil smuggling. Bush says: “A change in sanctions should not in any way, shape, or form, embolden Saddam Hussein. He has got to understand that we are going to watch him carefully and, if we catch him developing weapons of mass destruction, we’ll take the appropriate action. And if we catch him threatening his neighbors we will take the appropriate action.” In 2008, former Bush press secretary Scott McClellan will write: “Saddam was viewed more as a ‘problem’ to deal with than a ‘grave and gathering danger’ in the early days. Talk centered on if he was developing WMD, not that he was developing them.” (McClellan 2008, pp. 93-94)
The Russian Permanent Mission at the United Nations secretly submits “an unprecedentedly detailed report” to the UN Security Council about bin Laden, his whereabouts, details of his al-Qaeda network, Afghan drug running, and Taliban connections to Pakistan and the ISI. The report provides “a listing of all bin Laden’s bases, his government contacts and foreign advisers,” and enough information to potentially locate and kill him. It is said to contain an “astonishing degree of information.” The US fails to use the information in any noticable manner. Alex Standish, the editor of the highly respected Jane’s Intelligence Review, concludes that the attacks of 9/11 were less of an American intelligence failure than the result of “a political decision not to act against bin Laden.” (Jane's Intelligence Review 10/5/2001; Times of India 10/8/2001) In May 2002, Jane’s will further comment,“it is becoming clear that this was only the most high profile of a number of attempts by the Russians to alert the US and other members of the Security Council to the extent of the inter-dependence between the Taliban, al-Qaeda, and the ISI. According to [our] Russian sources, there was a regular flow of information from Moscow to the US dating back to the last years of the Clinton presidency. It seems apparent, however, that although this intelligence was being received by the CIA and other US agencies, there was a distinct lack of enthusiasm within political - as opposed to military - circles for the launch of pre-emptive strikes against either the Taliban or al-Qaeda. However, given the detailed intelligence being provided by the Russians - and the fact that bin Laden was making very clear threats to launch further strikes against US targets - it seems bizarre, to say the least, that no high-level political decision was taken to focus US intelligence efforts on al-Qaeda and its international network…” (Jane's Intelligence Digest 5/28/2002)
In December 2000, the US and Russia cosponsored a United Nations Security Council resolution requiring member states to “freeze without delay” the funds of those on a list of designated terrorists. The resolution passed, and the UN and European Union (EU) release the list on this day. It contains the names of five alleged al-Qaeda leaders, including bin Laden’s security coordinator, brother-in-law, and financial handler. Yet strangely, the US itself does not freeze the assets of these five leaders, and will only so one month after 9/11 (see October 12, 2001). (United Nations 3/8/2001; Levin and Meyer 10/15/2001) The Guardian will report after 9/11, “Members of Congress want to know why treasury officials charged with disrupting the finances of terrorists did not follow” the UN and EU. (Gillan 10/13/2001)
Both Russia and France have recently presented intelligence to the United Nations Security Council documenting that Pakistan is continuing to heavily support the Taliban (see March 7, 2001), in direct violation of UN sanctions (see January 19, 2001). Up to 30 ISI trucks a day are crossing into Afghanistan (see June 13, 2001 and Summer 2001). But on August 20, 2001, Pakistani President Pervez Musharraf openly condemns the UN sanctions, saying: “The Taliban are the dominant reality in Afghanistan.… The unilateral arms embargo on the Taliban is unjustified, discriminatory, and will further escalate the war [between the Taliban and the Northern Alliance].” (Rashid 2008, pp. 60, 416)
More prominent buildings in Washington begin evacuation. The United Nations building in New York City evacuates first; many federal buildings follow later. (CNN 9/12/2001; New York Times 9/12/2001) Counterterrorism “tsar” Richard Clarke apparently began arranging these evacuations a short time before this. (Clarke 2004, pp. 14-15)
An Iranian diplomat has been maintaining secretive, “backchannel” contact with State Department official Hillary Mann for months; his efforts to reach out to the US government through Mann have increased since the 9/11 attacks (see September 11, 2001). In one meeting with the diplomat, in the Delegates’ Lounge of the United Nations, the diplomat tells Mann that Iran is ready to cooperate unconditionally with the US. Reporter John Richardson will later note that the statement has “seismic diplomatic implications.” Richardson will continue: “Unconditional talks are what the US had been demanding as a precondition to any official diplomatic contact between the US and Iran. And it would be the first chance since the Islamic revolution for any kind of rapprochement.” Mann will recall: “It was revolutionary. It could have changed the world.” Mann will say, “They specifically told me time and again that they were doing this because they understood the impact of this attack on the US, and they thought that if they helped us unconditionally, that would be the way to change the dynamic for the first time in 25 years.” When she discusses the meetings with a reporter in 2007, Mann will say, “As far as they’re concerned, the whole idea that there were talks is something I shouldn’t even be talking about.” (Richardson 10/18/2007)
The US and Britain freeze the assets of 39 additional individuals and organizations designated by the US as connected to terrorism. $24 million is seized. The British also freeze the assets of 27 other entities named by the US in late September 2001 (see September 24, 2001). The new list includes 33 individuals and six organizations. Twenty-two of the individuals appeared on the FBI’s latest “most wanted terrorists” list. Saudi multimillionaire businessman Yassin al-Qadi is named (see October 12, 2001). So is Khalid Shaikh Mohammed, who will later be identified as the mastermind of 9/11. Five of the names were al-Qaeda leaders on a United Nations list published in March 8, 2001, with a recommendation that all nations freeze their assets. Other countries froze the assets of those on that list before 9/11, but the US did not (see March 8, 2001). (Theimer 10/12/2001; Gillan 10/13/2001; Levin and Meyer 10/15/2001)
The White House repeats its warning to the UN that the US will act if the UN fails to pass a stronger resolution. Speaking in New Mexico, George Bush says: “Either the United Nations will do its duty to disarm Saddam Hussein, or Saddam Hussein will disarm himself. In either case, if they refuse to act, in the name of peace, in the name of a secure tomorrow, in the name of freedom, the United States will lead a coalition and disarm Saddam Hussein.” (US President 11/4/2002) And Ari Fleischer, the White House Press Secretary, says, “The United Nations has debated this long enough. The time has come for people to raise their hands and cast their vote.” (White House 10/28/2002)
An Iraqi defector identifying himself as Jamal al-Ghurairy, a former lieutenant general in Saddam Hussein’s intelligence corps, the Mukhabarat, tells two US reporters that he has witnessed foreign Islamic militants training to hijack airplanes at an alleged Iraqi terrorist training camp at Salman Pak, near Baghdad. Al-Ghurairy also claims to know of a secret compound at Salman Pak where Iraqi scientists, led by a German, are producing biological weapons. Al-Ghurairy is lying both about his experiences and even his identity, though the reporters, New York Times war correspondent Chris Hedges and PBS’s Christopher Buchanan, do not know this. The meeting between al-Ghurairy and the reporters, which takes place on November 6, 2001, in a luxury suite in a Beirut hotel, was arranged by Ahmed Chalabi’s Iraqi National Congress (INC). Buchanan later recalls knowing little about al-Ghurairy, except that “[h]is life might be in danger. I didn’t know much else.” Hedges recalls the former general’s “fierce” appearance and “military bearing.… He looked the part.” Al-Ghurairy is accompanied by several other people, including the INC’s political liaison, Nabeel Musawi. “They were slick and well organized,” Buchanan recalls. Hedges confirms al-Ghurairy’s credibility with the US embassy in Turkey, where he is told that CIA and FBI agents had recently debriefed him. The interview is excerpted for an upcoming PBS Frontline episode, along with another interview with an INC-provided defector, former Iraqi sergeant Sabah Khodada, who echoes al-Ghurairy’s tale. While the excerpt of al-Ghurairy’s interview is relatively short, the interview itself takes over an hour. Al-Ghurairy does not allow his face to be shown on camera.
Times Reports Defectors' Tale - Two days later, on November 8, Hedges publishes a story about al-Ghurairy in the New York Times Times. The Frontline episode airs that same evening. (Hedges 11/8/2001; Fairweather 4/2006) Hedges does not identify al-Ghurairy by name, but reports that he, Khodada, and a third unnamed Iraqi sergeant claim to have “worked for several years at a secret Iraqi government camp that had trained Islamic terrorists in rotations of five or six months since 1995. They said the training at the camp, south of Baghdad, was aimed at carrying out attacks against neighboring countries and possibly Europe and the United States.” Whether the militants being trained are linked to al-Qaeda or Osama bin Laden, the defectors cannot be sure, nor do they know of any specific attacks carried out by the militants. Hedges writes that the interviews were “set up by an Iraqi group that seeks the overthrow of… Hussein.” He quotes al-Ghurairy as saying, “There is a lot we do not know. We were forbidden to speak about our activities among each other, even off duty. But over the years, you see and hear things. These Islamic radicals were a scruffy lot. They needed a lot of training, especially physical training. But from speaking with them, it was clear they came from a variety of countries, including Saudi Arabia, Yemen, Algeria, Egypt, and Morocco. We were training these people to attack installations important to the United States. The Gulf War never ended for Saddam Hussein. He is at war with the United States. We were repeatedly told this.” He uses Khodada’s statements as support for al-Ghurairy’s, identifies Khodada by name, and says that Khodada “immigrated to Texas” in May 2001 “after working as an instructor for eight years at Salman Pak…” He quotes the sergeant as saying, “We could see them train around the fuselage. We could see them practice taking over the plane.” Al-Ghurairy adds that the militants were trained to take over a plane without using weapons. Hedges reports that Richard Sperzel, the former chief of the UN biological weapons inspection teams in Iraq, says that the Iraqis always claimed Salman Pak was an anti-terror training camp for Iraqi special forces. However, Sperzel says, “[M]any of us had our own private suspicions. We had nothing specific as evidence.” The US officials who debriefed al-Ghurairy, Hedges reports, do not believe that the Salman Pak training has any links to the 9/11 hijackings. Hedges asks about one of the militants, a clean-shaven Egyptian. “No, he was not Mohamed Atta.” Atta led the 9/11 hijackers. Hedges notes that stories such as this one will likely prompt “an intense debate in Washington over whether to extend the war against Osama bin Laden and the Taliban government of Afghanistan to include Iraq.” (Hedges 11/8/2001; McCollam 7/1/2004)
Heavy Press Coverage - The US media immediately reacts, with op-eds running in major newspapers throughout the country and cable-news pundits bringing the story to their audiences. National security adviser Condoleezza Rice says of the story, “I think it surprises no one that Saddam Hussein is engaged in all kinds of activities that are destabilizing.” The White House will use al-Ghurairy’s claims in its background paper, “Decade of Deception and Defiance,” prepared for President’s Bush September 12, 2002 speech to the UN General Assembly (see September 12, 2002). Though the tale lacks specifics, it helps bolster the White House’s attempts to link Saddam Hussein to the 9/11 hijackers, and helps promote Iraq as a legitimate target in the administration’s war on terror. (Five years later, the reporters involved in the story admit they were duped—see April 2006.)
Complete Fiction - The story, as it turns out, is, in the later words of Mother Jones reporter Jack Fairweather, “an elaborate scam.” Not only did US agents in Turkey dismiss the purported lieutenant general’s claims out of hand—a fact they did not pass on to Hedges—but the man who speaks with Hedges and Buchanan is not even Jamal al-Ghurairy. The man they interviewed is actually a former Iraqi sergeant living in Turkey under the pseudonym Abu Zainab. (His real name is later ascertained to be Abu Zeinab al-Qurairy, and is a former Iraqi general and senior officer in the Mukhabarat.) The real al-Ghurairy has never left Iraq. In 2006, he will be interviewed by Fairweather, and will confirm that he was not the man interviewed in 2001 (see October 2005). (McCollam 7/1/2004; Fairweather 4/2006) Hedges and Buchanan were not the first reporters to be approached for the story. The INC’s Francis Brooke tried to interest Newsweek’s Michael Isikoff in interviewing Khodada to discuss Salman Pak. Isikoff will recall in 2004 that “he didn’t know what to make of the whole thing or have any way to evaluate the story so I didn’t write about it.” (McCollam 7/1/2004)
"The Perfect Hoax" - The interview was set up by Chalabi, the leader of the INC, and former CBS producer Lowell Bergman. Bergman had interviewed Khodada previously, but was unable to journey to Beirut, so he and Chalabi briefed Hedges in London before sending him to meet with the defector. Chalabi and Bergman have a long relationship; Chalabi has been a source for Bergman since 1991. The CIA withdrew funding from the group in 1996 (see January 1996) due to its poor intelligence and attempts at deception. For years, the INC combed the large Iraqi exile communities in Damascus and Amman for those who would trade information—real or fabricated—in return for the INC’s assistance in obtaining asylum to the West. Helping run that network was Mohammed al-Zubaidi, who after 9/11 began actively coaching defectors, according to an ex-INC official involved in the INC’s media operations (see December 17, 2001 and July 9, 2004). The ex-INC official, Adnan Ihsan Saeed al-Haideri, did everything from help defectors brush up and polish their stories, to concocting scripts that defectors with little or no knowledge could recite: “They learned the words, and then we handed them over to the American agencies and journalists.” After 9/11, the INC wanted to come up with a big story that would fix the public perception of Saddam Hussein’s involvement in the 9/11 attacks. Al-Zubaidi was given the task. He came up with al-Ghurairy. He chose Zainab for his knowledge of the Iraqi military, brought him to Beirut, paid him, and began prepping him. In the process, al-Zainab made himself known to American and Turkish intelligence officials as al-Ghurairy. “It was the perfect hoax,” al-Haideri will recall in 2006. “The man was a born liar and knew enough about the military to get by, whilst Saddam’s regime could hardly produce the real Ghurairy without revealing at least some of the truth of the story.” Al-Haideri will say that the reality of the Salman Pak story was much as the Iraqis claimed—Iraqi special forces were trained in hostage and hijack scenarios. Al-Zubaidi, who in 2004 will admit to his propaganda activities, calls Al-Zainab “an opportunist, cheap and manipulative. He has poetic interests and has a vivid imagination in making up stories.” (Fairweather 4/2006)
Stories Strain Credulity - Knight Ridder reporter Jonathan Landay later says of al-Qurairy, “As you track their stories, they become ever more fantastic, and they’re the same people who are telling these stories, until you get to the most fantastic tales of all, which appeared in Vanity Fair magazine.” Perhaps al-Qurairy’s most fabulous story is that of a training exercise to blow up a full-size mockup of a US destroyer in a lake in central Iraq. Landay adds, “Or, jumping into pits of fouled water and having to kill a dog with your bare teeth. I mean, and this was coming from people, who are appearing in all of these stories, and sometimes their rank would change.… And, you’re saying, ‘Wait a minute. There’s something wrong here, because in this story he was a major, but in this story the guy’s a colonel. And, in this story this was his function, but now he says in this story he was doing something else.’” Landay’s bureau chief, John Walcott, says of al-Qurairy, “What he did was reasonably clever but fairly obvious, which is he gave the same stuff to some reporters that, for one reason or another, he felt would simply report it. And then he gave the same stuff to people in the Vice President’s office [Dick Cheney] and in the Secretary of Defense’s office [Donald Rumsfeld]. And so, if the reporter called the Department of Defense or the Vice President’s office to check, they would’ve said, ‘Oh, I think that’s… you can go with that. We have that, too.’ So, you create the appearance, or Chalabi created the appearance, that there were two sources, and that the information had been independently confirmed, when, in fact, there was only one source. And it hadn’t been confirmed by anybody.” Landay adds, “[L]et’s not forget how close these people were to this administration, which raises the question, was there coordination? I can’t tell you that there was, but it sure looked like it.” (Moyers 4/25/2007)
No Evidence Found - On April 6, 2003, US forces will overrun the Salman Pak facility. They will find nothing to indicate that the base was ever used to train terrorists (see April 6, 2003).
At the opening of the UN General Assembly, which is delayed by seven weeks due to the 9/11 attacks, government leaders lend nearly unanimous support to the military campaign in Afghanistan, though the operation has not received the express prior authorization from the UN Security Council that is usually necessary for the lawful use of military force for any other reason than pure self-defense. (United Nations 11/16/2001)
Two days after the opening of the UN General Assembly, and one day after the Taliban defeat, the Security Council adopts Resolution 1378. Although it stays short of endorsing the military campaign, it comes very close to actually providing retroactive authorization. The resolution applauds the goals of the US’s actions, supports its motives, and condemns the the Taliban and al-Qaeda. (United Nations 11/14/2001)
The Al Haramain Islamic Foundation was founded in 1988 as a branch of the Muslim World League charity, and just like the Muslim World League it is closely linked to the Saudi government. It develops branches in about 50 countries, including a US branch based in Oregon. It has an annual budget of $40 million to $60 million, paid by the Saudi government, and about 3,000 employees. It gives considerable aid to religious causes such as building mosques. But by the early 1990s evidence began to grow that it was funding Islamist militants in Somalia and Bosnia, and a 1996 CIA report detailed its Bosnian militant ties (see January 1996). In 1998, several links were discovered between the charity and the African embassy bombings that year (see Autumn 1997 and 10:35-10:39 a.m., August 7, 1998).
In March 2002, the US and Saudi governments jointly announce the closing of Al Haramain’s branches in Somalia and Bosnia, but Al Haramain defiantly keeps its Bosnian branch open and it is shut down again after police raids in December 2003. (Ottaway 8/19/2004; Burr and Collins 2006, pp. 38-41) In December 2002, it is reported that the Somali branch is still open as well. (Harman 12/18/2002)
In late 2002, Al Haramain is linked to the October 2002 Bali bombing and al-Qaeda operations in Southeast Asia in general (see September-October 2002).
In May 2003, Al Haramain announces the closing of its branches in Albania, Croatia, and Ethiopia, soon followed by branches in Kenya, Tanzania, Pakistan, and Indonesia. But this is because of pressure due to suspected militant links, and at least the Indonesian branch secretly changes locations and stays open. (Burr and Collins 2006, pp. 38-41)
In late 2003, Al Haramain Director-General Aqeel al-Aqeel indiscreetly mentions that Saudi Crown Prince Abdullah recently donated money to his charity. Al-Aqeel, Deputy General Mansour al-Kadi, and two other senior officials are fired from the charity by the Saudi minister of religious affairs in January 2004. Interestingly, the Saudi minister is also the chairman of Al-Haramain’s board. In 1997, US intelligence found al-Kadi’s business card in the possession of Wadih el-Hage, Osama bin Laden’s former personal secretary (see Shortly After August 21, 1997). The Environmental Protection Agency sends the United Nations a report on climate change, in which the US admits for the first time that human activity is largely to blame for recent global warming. It attributes rising global surface temperatures to the burning of fossil fuels and details the potential effects of continued warming. For example, the report notes, “A few ecosystems, such as alpine meadows in the Rocky Mountains and some barrier islands, are likely to disappear entirely in some areas. Other ecosystems, such as Southeastern forests, are likely to experience major species shifts or break up into a mosaic of grasslands, woodlands, and forests.” However the report does not recommend cutting greenhouse gas emissions. Rather it suggests adapting to a warmer climate, saying that nothing can be done about the greenhouse gases that have already been released into the atmosphere. Neither industry nor the environmental groups are pleased with the report. Industry’s opinions were conveyed in letters during the comment period in 2002. They had objected to the conclusion that greenhouse gases were contributing to global warming. On the other hand, environmentalists are bewildered by the the administration’s unwillingness to address the problem. “The Bush administration now admits that global warming will change America’s most unique wild places and wildlife forever,” says Mark Van Putten. “How can it acknowledge global warming is a disaster in the making and then refuse to help solve the problem, especially when solutions are so clear?” (Environmental Protection Agency 5/2002; Revkin 6/3/2002)
With the US having diverted much of their best troops and equipment to Iraq, the Taliban and al-Qaeda begin regrouping inside Afghanistan. In August 2002, it is reported that former Taliban head Mullah Omar has secretly returned to Afghanistan and is living in remote hideouts near Kandahar. (Harding 8/30/2002) In September, US intelligence officials say “al-Qaeda operatives who found refuge in Pakistan are starting to regroup and move back into Afghanistan… The movement back into Afghanistan is still relatively small and involves al-Qaeda members traveling in small groups, the officials say.… American officials say the world’s largest concentrations of al-Qaeda operatives are now in Afghanistan and Pakistan, and the recent influx into Afghanistan is creating new dangers.” (Risen and Filkins 9/10/2002) In December, a United Nations report claims that al-Qaeda training camps have recently been reactivated in Afghanistan, and new volunteers are making their way to the camps. While the new camps are basic, they are said to be “increasing the long-term capabilities of the al-Qaeda network.” (Associated Press 12/17/2002)
In a speech to the United Nations General Assembly, President Bush says: “Right now, Iraq is expanding and improving facilities that were used for the production of biological weapons.… Iraq has made several attempts to buy high-strength aluminum tubes used to enrich uranium for a nuclear weapon.” (PBS 9/12/2002; US President 9/16/2002; Wilkinson 6/7/2003) Bush also says that the US “will work with the UN Security Council.” (US President 9/16/2002; Burrough et al. 5/2004, pp. 285) Deputy press secretary Scott McClellan will later describe the speech somewhat differently: “The UN speech… had been an ultimatum—either the UN acts to disarm Saddam Hussein or the United States will. The zero tolerance message was a further sign of how determined the president was to topple the regime by force. Saddam was never going to come completely clean. His power was grounded in brutality and in his ability to portray the regime as stronger than it was to intimidate the populace and potential enemies like Iran. The zero tolerance policy and the new ‘last chance’ resolution gave Bush plenty of room to maneuver and plausible justifications for his policy of regime change.” (McClellan 2008, pp. 142)
Concerning the proposed Congressional resolution to authorize force against Iraq (see September 19, 2002), President Bush is asked, “Are you concerned that Democrats in Congress don’t want a vote there until after UN action?” Bush replies, “[Are] Democrats waiting for the UN to act? I can’t imagine an elected United States—elected member of the United States Senate or House of Representatives saying, I think I’m going to wait for the United Nations to make a decision. It seems like to me that if you’re representing the United States, you ought to be making a decision on what’s best for the United States. If I were running for office, I’m not sure how I’d explain to the American people—say, vote for me, and, oh, by the way, on a matter of national security, I think I’m going to wait for somebody else to act.… My answer to the Congress is, they need to debate this issue and consult with us, and get the issue done as quickly as possible. It’s in our national interests that we do so. I don’t imagine Saddam Hussein sitting around, saying, gosh, I think I’m going to wait for some resolution. He’s a threat that we must deal with as quickly as possible.” (White House 9/13/2002)
In a speech in Davenport, Iowa, President Bush reiterates his talking points against Iraq: Saddam Hussein’s harsh treatment of his citizens, its disregard and duplicity regarding United Nations resolutions, and its support for Islamist terrorism. Together, these make Iraq into “a grave and gathering danger” that must be dealt with. Bush says: “My nation will work with the UN Security Council to meet our common challenge. If Iraq’s regime defies us again, the world must move deliberately, decisively to hold Iraq to account. But the purposes of the United States should not be doubted. The Security Council resolutions will be enforced—the just demands of peace and security will be met—or action will be unavoidable. And a regime that has lost its legitimacy will also lose his power.” Scott McClellan, currently the deputy White House press secretary, will later write, “In a White House that prided itself on message discipline, Bush’s speech provided the new talking points for ‘educating the public about the threat’ (as we described our campaign to sell the war).” (McClellan 2008, pp. 119-120) In the morning press gaggle, McClellan softpedals the president’s message somewhat: “The president will continue to consult with the international community and Congress as we move forward, and he will continue to talk to the American people as we move forward on any particular course of action. That is something he is doing now, and that is something he will continue to do. But what needs to happen right now is that the UN needs to act, and they need to back up their actions with enforcement. And that’s where our focus is, and we’re pleased with the emerging consensus from the international community around the president’s call for the UN to act.” (White House 9/16/2002)
Iraqi Foreign Minister Naji Sabri reads the full text of a statement by Saddam Hussein before the UN secretariat-general. The statement condemns the Bush administration’s attempts to provoke a war with Iraq and accuses the administration of working hand in hand with the hardline Zionists in the Israeli government (Hussein 9/21/2002) “I hereby declare before you that Iraq is totally clear of all nuclear, chemical, and biological weapons,” the letter says. “Our country is ready to receive any scientific experts, accompanied by politicians you choose to represent any one of your countries, to tell us which places and scientific and industrial installations they would wish to see.” (Purdum and Bumiller 9/20/2002) Hussein also states that in pursuing its aggressive policy towards Iraq, the US is “acting on behalf of Zionism which has been killing the heroic people of Palestine, destroying their property, murdering their children,” adding that Washington intends to “control Middle East oil.” The passage draws the applause of several UN diplomats. The US and Britain present a jointly drafted UN resolution to Russia, China, and France that goes “far beyond anything previously agreed to by America’s partners on the UN Security Council.” The draft resolution seeks to authorize the use of military action against Iraq in the event that Saddam’s regime fails to comply with the new demands outlined in the draft resolution. The draft, which is not immediately made public, is reportedly three and a half single-space typed pages. (Gordon 9/28/2002; Sherwell and Coman 9/29/2002)

7 Days to Open Country for Inspections - The draft resolution proposes giving Iraq seven days “to accept the resolution and declare all of its programs of weapons of mass destruction, and a further 23 days to open up the sites concerned and provide all documents to support the declaration.” (Gordon 9/28/2002; New York Times 10/2/2002)
Inspectors Protected by US Forces - Weapons inspectors would operate out of bases inside Iraq, where they would be under the protection of UN troops. UN military forces or those of a “member state” (presumably the US or Britain), would enforce “no-fly” and “no-drive” zones along the roads on the way to and around alleged weapons sites to be visited by the inspectors. This would discourage Iraqis from removing anything before inspections. “Diplomats at the UN said there was no doubt that US troops would play a leading role in any such enforcement, allowing the Pentagon to deploy forces inside Iraq even before hostilities got under way,” reports the Guardian. Open Skies - The US-British draft resolution includes provisions that would demand that Iraq permit the free and unrestricted landing of aircraft, including unmanned spy planes. (New York Times 10/2/2002; Borger 10/3/2002)
UN Can Remove Anyone for Interrogation - The UN inspections teams would be authorized to remove anyone it wishes to a location outside out of Iraq, along with his or her family, for interrogation. The stated reason for this would be to remove the person’s fear of possible Iraqi government reprisals. (New York Times 10/2/2002; Borger 10/3/2002)
Overrides Resolution 1154 - The draft resolution would override the provisions of UN Resolution 1154, requiring inspectors to notify Iraqi authorities prior to inspecting presidential sites and to perform the inspections in the presence of Iraqi diplomats. That provision applies to eight such sites in Iraq, spanning about 11.5 square miles. (Gordon 9/28/2002; Cole 9/30/2002; New York Times 10/2/2002)
Complete Openness or 'Material Breach' Allowing for Overthrow - The document stipulates that errors in a “currently accurate, full and complete declaration of all aspects” of its programs to develop weapons of mass destruction or “failure by Iraq at any time to comply and cooperate fully” would constitute “a further material breach… that authorizes member states to use all necessary means to restore international peace and security in the area,” which the New York Times notes is “a diplomatic euphemism for American and British military action to remove Mr. Hussein from power.” As one US official explains to the Times, “If we find anything in what they give us that is not true, that is the trigger. If they delay, obstruct or lie about anything they disclosed, then this will trigger action.” (Gordon 9/28/2002; New York Times 10/2/2002) The BBC reports that Russia, China, and France suspect “that the ultimatum is really designed to be turned down, leaving the way open for military operations during the December to February period.” (Reynolds 9/30/2002)
US Nationals On Inspection Teams - The draft resolution would also allow the permanent members of the UN Security Council to place their own nationals on the inspection teams. This is significant because the current inspections team, UNMOVIC, currently does not have any US officials in high positions. The reason for this is because the last UN inspections team, UNSCOM, had been sabotaged by US spies (see December 17, 1999). (Bone 9/18/2002; BBC 10/1/2002; New York Times 10/2/2002)
Iraqis, Allies Find Resolution Unacceptable - Iraq is infuriated by the draft resolution and calls it “unacceptable.” Iraqi Vice President Taha Yassin Ramadan states, “The position on the inspectors has been decided and any new measure intended to harm Iraq is unacceptable.” French President Jacques Chirac immediately expresses his opposition to the US-proposed draft resolution and seeks to form a coalition to prevent its passing. He explains that France favors the return of weapons inspectors to Iraq absent of any ultimatums because of “the seriousness of the decisions to be taken and the consequences.” He meets with Chinese premier Zhu Rongji and calls Russian President Vladimir V. Putin. Russia is also upset with the proposed draft resolution. “In its current form, this resolution cannot be implemented by its very nature,” a source tells Reuters. Hans Blix announces that he will wait for a decision on the proposed new UN resolution that is being pushed by the US and Britain. The New York Times reports, “The chief of the United Nations weapons inspectors appealed to Iraq today to agree to arrangements for new inspections but said his weapons teams would only return to Iraq after the Security Council adopts a resolution giving them a new mandate.” (Preston 10/16/2002)
The US and Britain announce that they will act without UN approval if the UN fails to pass a resolution authorizing the use of force. British Foreign Minister Jack Straw warns that the US and Britain will take military action against Iraq with or without UN approval. He says, “We reserve the right to act within international law in respect of the use of force which may or may not be covered by a new resolution. It is entirely appropriate for America, as for us, to reserve their position if the United Nations does not meet its responsibilities.” (BBC 10/18/2002; BBC 10/18/2002)
The US and the United Nations officially declare Jemaah Islamiyah (JI) to be a terrorist organization. JI is considered to be al-Qaeda’s main affiliate in Southeast Asia. Australia, Malaysia, New Zealand, Indonesia, and other nations support the UN declaration. The Indonesian government had previously maintained that JI did not even exist, but immediately changed its position on JI after the Bali bombings earlier in the month (see October 12, 2002). However, even though the Indonesian government supports the UN declaration, it does not actually declare JI an illegal organization within Indonesia. (Perlez 10/24/2002; Lilley 10/31/2002) It will take until 2008 for an Indonesian court to officially declare JI an illegal organization (see April 21, 2008). The key breakthrough to identifying the bombers takes place on November 2, 2002. The first suspect, an alleged JI operative named Amrozi bin Nurhasyim, is arrested on November 5. (BBC 12/3/2002) Indonesia officially declares JI the prime suspect in the bombings on November 16. (Jakarta Post 1/3/2003)
Russia offers an alternative draft resolution to the US-British version, which drops Washington’s toughest inspection terms and threat of “consequences” if Iraq refuses to comply. Russia’s deputy UN ambassador, Gennadi M. Gatilov, criticizes the US-favored resolution, calling it “anti-Iraqi and aimed at possible military action against Iraq in case of any omissions or misunderstandings.” (Lynch 10/26/2002)
France circulates an alternative draft resolution to the US-British version that drops the assertion that Iraq is “in material breach” of Resolution 687 and changes the order of some paragraphs to provide a different emphasis. French Foreign Minister Dominique de Villepin tells reporters: “There is still work to be done, progress to be made and we have said so to our American friends for weeks…. If there is no breakthrough, we shall obviously officially submit our own document.” (Lynch 10/26/2002)
President Bush attends a summit conference in Mexico and fails to secure a pledge of support from Mexican President Vicente Fox for the US-British draft resolution. President Vicente Fox says, “What we need to accomplish is a resolution that is satisfactory to all the parties there in the United Nations. We are listening and talking and we want to search for and do everything possible for a strong resolution.” (Bone and Ayres 10/28/2002) Mexican officials reportedly make “it clear that Mexico is siding with France in the debate at the United Nations.” Mexico’s foreign minister, Jorge G. Casteneda, says, “What we want is a resolution that is approved by all 15 or 14 members of the Security Council. We think that’s more important for the United States’ cause.” (Weiner 10/28/2002)
The Bush administration disagrees with the United Nations and other member states over what precisely should qualify as a “material breach” of UN Resolution 1441 (see November 8, 2002). The UN and other nations believe that only serious violations should count. The US, however, takes the position that any violation, no matter how small, should be considered a material breach and thus sufficient cause for using military force against Iraq. The difference in opinion is acknowledged by UN Secretary-General Kofi Annan, who says, “The US does seem… to have a lower threshold than others may have” to justify the use of military force. He also says, “I think the discussion in the council made it clear we should be looking for something serious and meaningful, and not for excuses to do something.” President Bush, reflecting the stance of his hawkish advisors, says the Security Council should have “zero tolerance,” implying that even minor infractions could be considered a “material breach.” (Lynch 11/17/2002 Sources: US and UN officials) Colin Powell and Vice President Cheney contend that the delay of, or omissions and inaccuracies in, Iraq’s early December declaration would constitute a breach. Iraq is warned to this effect. (Powell 11/21/2002; Beaumont et al. 12/8/2002) During a dinner meeting on November 18, Hans Blix reminds a close aide to Saddam Hussein that a failure to meet the deadline would be considered by the United States to be a “material breach.” (Sengupta 11/20/2002)
The Bush administration announces that Ireland and Mauritius will vote in favor of the revised version of the US-British draft resolution, thus giving the US and Britain the required majority to pass their resolution. “We’re done,” announces one US official. “We are confident that we have a majority, and we are looking to end the diplomatic process next week.” France and Russia, meanwhile stand by their criticisms of the resolution. (Farley 11/2/2002)
US and British warplanes attack a radar installation in southern Iraq near Al Najaf about 85 miles southeast of Baghdad at around 2:50 EST after Iraqi air defenses fired on “coalition” aircraft that were patrolling the southern “no-fly” zone. This is the first such incident to have occurred after the passing of UN resolution 1441 (see November 8, 2002). The US- and British- imposed “no-fly” zones have never been recognized by the UN and the two countries’ jurisdiction over the zones has no legal basis. Iraq has consistently regarded this “patrolling” as a violation of its airspace and as a threat to its security. US and British warplanes have attacked Iraqi targets more than forty times during the 2002. After the attacks, the Bush administration claims that Iraq’s action was a violation of UN Resolution 1441. The Bush administration attempts to delay a vote for the second time in nine days on a UN resolution extending Iraq’s authority to sell oil for the next six months. John D. Negroponte, the US ambassador to the United Nations, argues that the resolution should add approximately 40 additional items to a list of items requiring UN approval prior to import. (Lynch and Allen 12/4/2002; BBC 12/4/2002)
On December 6, 2002, conservative media pundit Bill O’Reilly says about Saddam Hussein, “I can’t, in good conscience, tell the American people that I know for sure that he has smallpox or anthrax or he’s got nuclear or chemical and that he is ready to use that. I cannot say that as a journalist or an American.” O’Reilly is far more certain on February 7, 2003, when he tells his listeners, “According to the UN, he’s got anthrax, VX gas, ricin, and on and on.” On February 23, 2003, he says flatly, “This guy we know has anthrax and VX and all this stuff.” Then on March 18, 2003, just two days before the US invades Iraq, he says that he isn’t sure what kind of WMDs Saddam Hussein may possess: “Here’s the bottom line on this for every American and everybody in the world: Nobody knows for sure, all right? We don’t know what he has. We think he has 8,500 liters of anthrax. But let’s see.” (Hart 5/2003)
Iraq submits its declaration of military and civilian chemical, biological and nuclear capabilities to the UN one day early. It consists of 12 CD-ROMs and 43 spiral-bound volumes containing a total of 11,807 pages. General Hussam Amin, the officer in charge of Iraq’s National Monitoring Directorate, tells reporters a few hours before the declaration is formally submitted: “We declared that Iraq is empty of weapons of mass destruction. I reiterate Iraq has no weapons of mass destruction. This declaration has some activities that are dual-use.” Lt. Gen. Amer al-Saadi, a senior adviser to Iraqi President Saddam Hussein, says the next day that Iraq’s pre-1991 nuclear program may have been close to developing a nuclear bomb, but denies that Baghdad continued the program. Meanwhile, the Bush administration remains furious over the Security Council’s previous day ruling that no member state—including the US—will be permitted access to the report until after “sensitive information about weapons manufacture had been removed.” White House officials say they were “blind-sided” by the decision. Iraq's chemical programs - It contains “several thousand pages,” beginning with a summary of Iraq’s former chemical weapons program, specifically “research and development activities, the production of chemical agents, relations with companies and a terminated radiation bomb project.” (Associated Press 12/9/2002)
The biological declaration - This section is much shorter than the sections dealing with Iraq’s nuclear and chemical programs. It includes “information on military institutions connected with the former biological weapons program, activities at the foot-and-mouth facility and a list of supporting documents.” (Associated Press 12/9/2002)
The ballistic missile declaration - This is the shortest section of Iraq’s declaration totaling about 1,200 pages. It consists of a chronological summary of the country’s ballistic missile program. (Associated Press 12/9/2002)
Iraq's suppliers of chemical and biological agent precursors - Iraq’s declaration includes the names of 150 foreign companies, several of which are from the US, Britain, Germany and France. Germany allowed eighty companies to supply Iraq with materials that could be used in the production of weapons of mass destruction since 1975, while the US allowed 24 of its own businesses. Also included in the list are ten French businesses and several Swiss and Chinese companies. “From about 1975 onwards, these companies are shown to have supplied entire complexes, building elements, basic materials and technical know-how for Saddam Hussein’s program to develop nuclear, chemical and biological weapons of mass destruction,” the Independent explains. “They also supplied rockets and complete conventional weapons systems.” (BBC 12/10/2002; Reuters 12/10/2002; Lynch 12/11/2002; Preston 12/12/2002; Bazzi 12/13/2002; Farley and Drogin 12/15/2002; Paterso 12/18/2002)
Hans Blix completes an initial review of Iraq’s December 7 declaration (see December 7, 2002) and tells the UN Security Council that he will brief them as early as December 16. He says he plans to meet with representatives of the United States and the four other permanent members to decide what portions of the declaration need to be censored before being distributed to the other Security Council member states. Certain documents will be censored in order to prevent the details of Iraq’s nuclear, chemical and biological weapons programs from falling into the wrong hands and being used as a virtual “cookbook” to build weapons of mass destruction. “He proposed that the most sensitive information should be purged from the text by inspectors, to ensure that it did not leak. To do otherwise would breach international treaties on weapons proliferation,” reports the London Telegraph. The US will play the dominant role in deciding what parts of the declaration need to be blacked out. The Washington Post reports, “Bush administration officials indicated today that they would tell Blix before the end of the week what elements of the report should remain confidential.” Blix recommends censoring sections dealing with designs for the production of nuclear weapons, plans for converting short-range missiles into long-range rockets, and a list of foreign companies that supplied Iraq with materials for its chemical, biological and nuclear weapons. Colin Powell’s chief of staff, Larry Wilkerson, tasked with the duty of preparing Powell’s upcoming UN presentation (see January 29, 2003), meets with his hastily assembled team: Lynne Davidson, Powell’s chief speechwriter; Carl Ford, the head of the State Department’s Bureau of Intelligence and Research (INR); and Barry Lowenkron, principal deputy director of policy planning at State. They also consult with a UN staffer on the logistics of making such a presentation to the Security Council. Later that day, Wilkerson drives to the CIA building in Langley, where he meets with CIA Director George Tenet and Tenet’s deputy, John McLaughlin. Wilkerson examines information provided for Powell’s speech by the White House, and quickly determines that it is unreliable to the point of uselessness (see January 30-February 4, 2003). He decides that his team will assemble its own information. (Unger 2007, pp. 276)
INR Analysts Not Invited to Presentation Planning Sessions - Over the next few days, Wilkerson and his team works almost around the clock putting together Powell’s upcoming presentation. In addition to Wilkerson’s staff, McLaughlin and National Security Adviser Condoleezza Rice are frequent participants. Others who take part include Rice’s deputy, Stephen Hadley; National Security Council officer Robert Joseph, who had ensured mention of the Iraq-Niger claim in President Bush’s recent State of the Union address (see January 26 or 27, 2003); another NSC official, Will Tobey; two of Vice President Cheney’s senior aides, John Hannah and Lewis “Scooter” Libby; and Lawrence Gershwin, one of the CIA’s top advisers on technical intelligence. Aside from Ford, there are no representatives from the State Department’s own intelligence analysts of the Bureau of Intelligence and Research (INR). They had refused to give in to White House pressure to “cook” the intelligence on Iraq (see November 14, 2001, January 31, 2002, March 1, 2002, and December 23, 2002). Their absence, author Craig Unger will later write, is “another striking indication that Powell had capitulated and was trying to avoid a showdown with the White House.… [T]he hard-nosed analysts at INR, who had not bowed to White House pressure, would be a political liability for Powell.” (Auster, Mazzetti, and Pound 6/9/2003; Bamford 2004, pp. 370-1; Burrough et al. 5/2004, pp. 230; Unger 2007, pp. 276-278)
Inspirational Film - Early in the process, Wilkerson and his colleagues watch an archived film of then-UN ambassador Adlai Stevenson’s historic 1962 speech before the UN Security Council. Stevenson’s ringing denunciation of the Soviet Union, and his dramatic use of irrefutable evidence that showed Soviet missiles in Cuba, inspires the team to seek what Wilkerson calls “a similar confluence of evidence and rhetoric.” They want Powell to have his own “Stevenson moment” before the UN. (Unger 2007, pp. 276-278)
Roadblocks - Throughout the process, Wilkerson’s team is deviled by the insistence of White House representatives, most notably those from Cheney’s office, on the insertion of information and claims that Wilkerson and his team know are unreliable (see January 30-February 4, 2003). Secretary of State Colin Powell, preparing for his critically important presentation to the United Nations that will assert the reality of Saddam Hussein’s weapons of mass destruction (see February 5, 2003), sends his chief of staff, Larry Wilkerson, to the CIA to prepare for the presentation. CIA Director George Tenet and his experts regale Wilkerson with the information about mobile bioweapons labs provided by the Iraqi defector Curveball (see November 1999). In 2007, Wilkerson will recall, “They presented it in a very dynamic, dramatic, ‘we know this is accurate,’ way.” Curveball’s assertion that he is a firsthand witness is very important, Wilkerson will say. “This was a man who had actually been in the belly of the beast. He had been in the lab. He had been there when an accident occurred. He’d seen people killed. And the implication was, strong implication, that they weren’t killed because of the accident in the explosion, they were killed because they were contaminated. Yes, the source was very credible. As it was presented by the CIA.” Wilkerson later says that both he and Powell accept the claims because they depend on the intelligence community for good information: “And you depend on the director of central intelligence to assimilate all the intelligence community’s input and give it to you.” Wilkerson feels the section on mobile bioweapons is the strongest part of the presentation, as does Powell. Others at the CIA are not so convinced of Curveball’s truthfulness (see September 2002, January 27, 2003, and December 2002). (CBS News 11/4/2007)
Katharine Gun, a 29-year old translator for British intelligence’s Government Communications Headquarters (GCHQ), leaks the National Security Agency memo documenting the NSA’s electronic and physical surveillance of numerous UN delegates to the Security Council (see January 31, 2003). Gun will be arrested on March 8 and charged with violating the Official Secrets Act (see March 9, 2003). Gun leaks the memo, (Davies 9/15/2004) written by the NSA’s Frank Koza and sent to several US allies via its ECHELON global surveillance system, to Britain’s Observer, which spends weeks verifying the document’s veracity before running the story on March 2. Former NSA intelligence officer Wayne Madsen, now of the Electronic Privacy Information Center, says the leak illustrates the deep unhappiness among several US allies’ intelligence agencies over US and British attempts to allege ties between Iraq and al-Qaeda. “My feeling is that this was an authorized leak,” Madsen says. “I’ve been hearing for months of people in the US and British intelligence community who are deeply concerned about their governments ‘cooking’ intelligence to link Iraq to al-Qaeda.’ While surveillance of delegates and other officials at the UN is a violation of the Vienna Convention on Diplomatic Relations, (Bright, Vulliamy, and Beaumont 3/9/2003) intelligence experts acknowledge that the US and other nations routinely conduct at least some sort of surveillance on UN members. “One would have to have the innocence of an unborn child to believe that espionage doesn’t go on every day at the United Nations,” says one such expert, Loch Johnson. “From a purist point of view, it’s unfortunate in a way, because after all, we’re the host nation for the United Nations. But the reality is, Europeans and everyone else engages in espionage in New York City, much of it focused on the United Nations.” Experts say what is unprecedented is the leak itself, especially in its timeliness and detail. Vietnam-era whistleblower Daniel Ellsberg, who leaked the so-called “Pentagon Papers” to the New York Times, writes in January 2004, “I can only admire the more timely, courageous action of Katherine Gun…who risked her career and freedom to expose an illegal plan to win official and public support for an illegal war, before that war had started. Her revelation of a classified document urging British intelligence to help the US bug the phones of all the members of the UN security council to manipulate their votes on the war may have been critical in denying the invasion a false cloak of legitimacy.…She did what she could, in time for it to make a difference, as indeed others should have done, and still can. I have no doubt that there are thousands of pages of documents in safes in London and Washington right now—the Pentagon Papers of Iraq—whose unauthorized revelation would drastically alter the public discourse on whether we should continue sending our children to die in Iraq.…Exposing governmental lies carries a heavy personal risk, even in our democracies. But that risk can be worthwhile when a war’s-worth of lives is at stake.” (Ellsberg 1/27/2004)
On the evening of Secretary of State Colin Powell’s presentation to the UN Security Council (see February 5, 2003), Powell’s chief of staff Larry Wilkerson (see January 30-February 4, 2003) conducts a dress rehearsal on the top floor of the US Mission to the United Nations. He rearranges the furniture to look like the seating arrangements in the UN Security Council. This is Wilkerson’s last change to get the presentation right and weed out everything that cannot be verified. One item that worries him is an intercept of a conversation between two members of Iraq’s elite Republican Guards. Wilkerson will later say, “They were very classy, rat-tat-tat-tat, hitting you fast, like all the TV crap Americans are used to these says, nine-second sound bites.” But Wilkerson is not sure they say what the CIA and the White House claim they say. “You have this guy at a chemical factory saying, ‘Get rid of it.’ Suppose he’s actually trying to get rid of [the WMD]… [But] all the intercepts could have been interpreted two or three or even more ways. Believe me, I looked at it fifty times.” Wilkerson is doubly worried about the claims that Iraq has mobile bioweapons labs (see February 3, 2003). In a dramatic sequence, Powell will present sketches of the mobile labs based on descriptions from an undisclosed source. Wilkerson is not sold: “Powell and I were both suspicious because these weren’t pictures of the mobile labs,” he will later recall. Wilkerson asks CIA Director George Tenet and Tenet’s deputy John McLaughlin about the sourcing, and both officials agree that the sourcing is “exceptionally strong” (see February 4, 2003). McLaughlin fails to tell Wilkerson about CIA official Tyler Drumheller’s concerns (see Late January, 2003). Wilkerson will recall, “I sat in the room, looking into George Tenet’s eyes, as did the secretary of state, and heard with all the firmness only George could give… I mean eyeball-to-eyeball contact between two of the most powerful men in the administration, Colin Powell and George Tenet, and George Tenet assuring Colin Powell that the information he was presenting to the UN was ironclad.” At the end of the rehearsal, Powell asks Tenet, “Do you stand by this?” “Absolutely, Mr. Secretary,” Tenet replies. “Good,” says Powell, “because you are going to be in camera beside me at the UN Security Council tomorrow.” (Unger 2007, pp. 282-283)
The day after Colin Powell gives his presentation to the UN alleging proof of Iraq’s WMDs (see February 5, 2003, UN inspectors visit Djerf al Nadaf, the site the Iraqi defector Curveball claims was used to create secret bioweapons. Previously, satellite photos have shown that while the site looks much as Curveball described, there was one discrepancy: the area that Curveball said was used by trucks to enter and exit a warehouse to receive and deliver biological toxins was blocked by a wall (see February 2001). US intelligence analysts were disturbed by the existence of the wall, though some hypothesized the wall was a fake. The UN inspectors find a solid, very real wall in place. There was no way trucks could have gotten in and out of the warehouse. Jim Corcoran, whose job is to relay intelligence to the UN inspectors, will recall in 2007, “When the inspectors examined the facility, they found that this was an impossibility.” Curveball had insisted that hidden doors at the other end of the warehouse allowed the trucks to enter and exit, but no such doors exist. Corcoran recalls, “Again, there was a wall there, no doors. And outside there was a stone fence that would have made it impossible for this to have occurred.” Tests for traces of biological agents in the warehouse come up empty (see February 8, 2003 and June 2003-Late 2003). Though the inspectors’ discoveries cast serious doubt on Powell’s allegations, few outside of the intelligence community hear about the discoveries for a long time. (CBS News 11/4/2007)
The UN High Commissioner for human rights in Bosnia, Madeleine Rees, demands that colleagues involved in the sex trade in Bosnia, including some UN officials, international peacekeepers, and police, be stripped of their immunity and prosecuted. She accuses Jacques Paul Klein, the former head of the UN mission in Bosnia, of not taking UN complicity in the country’s increasing sex trade seriously enough. There has been a recent upsurge in the trafficking of women in Bosnia, with reports documenting women as young as 12 years old being kidnapped from their homes in eastern Europe and being forced into prostitution by organized criminal gangs. The demand for young women in Bosnia began in the mid-1990s with the arrival of tens of thousands of male UN personnel. Some UN personnel and international aid workers have been linked to prostitution rings in the area. Rees says private contractors such as DynCorp are major contributors to the problem. She goes on to explain how foreign nationals enjoy immunity from punishment, and how no one is prosecuted if a brothel is raided and UN police are found inside. Jan Oskar Solnes, a spokesman for the European Union Police Mission in Bosnia and Herzegovina, responding to Rees comments, says: “It’s correct we have diplomatic immunity, but I imagine any incident [of sexual misconduct] would be a personal rather than professional matter.” Kirsten Haupt, a spokeswoman for the United Nations Liaison Office (UNLO) in Bosnia, says, “All cases have been thoroughly investigated. We have sent a number of officers home. There is absolutely no toleration of a ‘boys will be boys’ attitude here.” Also, an unnamed spokesman for DynCorp says, “We do not make it a practice to comment on opinions… However, we are familiar with previous public statements Ms. Rees has made about involuntary servitude and DynCorp continues to share her concerns for women held against their will in Bosnia, just as we condemn all human rights abuses anywhere in the world.” (Hipkins 2/9/2003)
Asked about the possible effectiveness of a French-German plan to send UN inspectors into Iraq with the accompaniment of UN enforcement personnel, Secretary of State Colin Powell asks derisively: “What are these blue-helmeted UN forces going to do? Shoot their way into Iraqi compounds? The issue is the resolution specifically called upon Iraq to cooperate fully, tell us what happened to all of this material, tell us what you are doing now, come clean, and not for inspectors to play detectives or Inspector Clouseau running all over Iraq looking for this material.” (ABC News 2/9/2003)
President Bush gives a speech on the impending invasion of Iraq to a friendly audience at the neoconservative American Enterprise Institute. In the audience are, among others, Supreme Court Justice Clarence Thomas; the wife of Vice President Cheney, Lynne Cheney; and an assortment of cabinet officers.
Direct Accusations of WMD, Terrorist Ties - Bush accuses Saddam Hussein of “building and hiding weapons that could enable him to dominate the Middle East and intimidate the civilized world,” and promises that “we will not allow it.” He accuses Hussein of having “close ties to terrorist organizations,” and warns that he “could supply them with the terrible means to strike this country—and America will not permit it. The danger posed by Saddam Hussein and his weapons cannot be ignored or wished away. The danger must be confronted. We hope that the Iraqi regime will meet the demands of the United Nations and disarm, fully and peacefully. If it does not, we are prepared to disarm Iraq by force. Either way, this danger will be removed.” Bush states flatly that “[t]he safety of the American people depends on ending this direct and growing threat.”
Securing the Freedom of the World - Moreover, he asserts, “[a]cting against the danger will also contribute greatly to the long-term safety and stability of our world.… A liberated Iraq can show the power of freedom to transform that vital region, by bringing hope and progress into the lives of millions. America’s interests in security, and America’s belief in liberty, both lead in the same direction: to a free and peaceful Iraq.” America will ensure that Iraq’s oil resources will be used to “benefit… the owners—the Iraqi people.” Bush evokes World War II when he says: “After defeating enemies, we did not leave behind occupying armies, we left constitutions and parliaments. We established an atmosphere of safety, in which responsible, reform-minded local leaders could build lasting institutions of freedom.” And a democratic Iraq would have a positive influence on its neighbors, Bush says: “A new regime in Iraq would serve as a dramatic and inspiring example of freedom for other nations in the region.”
Resolution of Israeli-Palestinian Dispute - The overthrow of Saddam Hussein “could also begin a new stage for Middle Eastern peace, and set in motion progress towards a truly democratic Palestinian state,” Bush states. “Without this outside support for terrorism, Palestinians who are working for reform and long for democracy will be in a better position to choose new leaders. True leaders who strive for peace; true leaders who faithfully serve the people. A Palestinian state must be a reformed and peaceful state that abandons forever the use of terror.” If this comes to pass, Israel must recognize that state “and to work as quickly as possible toward a final status agreement. As progress is made toward peace, settlement activity in the occupied territories must end. And the Arab states will be expected to meet their responsibilities to oppose terrorism, to support the emergence of a peaceful and democratic Palestine, and state clearly they will live in peace with Israel.”
The Road Map for Peace - The occupation of Iraq, and the subsequent creation of a democratic Palestinian state, are the first steps in Bush’s “road map for peace,” he says. “We are setting out the necessary conditions for progress toward the goal of two states, Israel and Palestine, living side by side in peace and security. It is the commitment of our government—and my personal commitment—to implement the road map and to reach that goal. Old patterns of conflict in the Middle East can be broken, if all concerned will let go of bitterness, hatred, and violence, and get on with the serious work of economic development, and political reform, and reconciliation. America will seize every opportunity in pursuit of peace. And the end of the present regime in Iraq would create such an opportunity.”
Internationalism at Work - “In confronting Iraq, the United States is also showing our commitment to effective international institutions,” Bush says. “We are a permanent member of the United Nations Security Council. We helped to create the Security Council. We believe in the Security Council—so much that we want its words to have meaning.… A threat to all must be answered by all. High-minded pronouncements against proliferation mean little unless the strongest nations are willing to stand behind them—and use force if necessary. After all, the United Nations was created, as Winston Churchill said, to ‘make sure that the force of right will, in the ultimate issue, be protected by the right of force.’” Bush calls for the passage of the second UN Security Council resolution supporting a military strike against Iraq (see February 24, 2003), and notes that if the resolution does not pass, “the United Nations will be severely weakened as a source of stability and order. If the members rise to this moment, then the Council will fulfill its founding purpose.” (Bush 2/26/2003; CNN 2/27/2003)
'Presidential Seal of Approval' for War - Former ambassador Joseph Wilson will later observe, “With these words, the presidential seal of approval was stamped on a war to liberate an oppressed people and to redraw the political map of the Middle East.” Wilson goes on to write: “It was hard to disagree with the president that exporting democracy and freeing people from dictatorial regimes are laudable goals. But I also knew that that is not what we’ve structured the US military to do for our country. Notwithstanding administration promises of a cakewalk in Iraq, I was concerned it would be enormously difficult, costly, and time-consuming to impose democracy there at the barrel of a gun, requiring, above all, a grateful and compliant population. If we didn’t succeed, we would be forever blamed for the havoc we wrought in trying.” (Wilson 2004, pp. 319-320)
Point-by-Point Rebuttal - Author and professor of politics Stephen Zunes will write a lengthy, point-by-point rebuttal to Bush’s speech (see March 8, 2003).
One day after the UN and the International Atomic Energy Agency (IAEA) issue a report debunking the allegations that Iraq attempted to purchase uranium from Niger (see March 7, 2003), a State Department spokesman says of the forged documents at the heart of the allegation, “We fell for it” (see March 8, 2003). Former ambassador Joseph Wilson is “astounded” at the State Department’s reaction, as he will recall a year later. Wilson had himself debunked the allegations more than a year earlier (see February 21, 2002-March 4, 2002). He tells CNN national security reporter David Ensor that the State Department spokesman “had not spoken accurately.” Wilson does not tell Ensor about his own trip to Niger, nor of the other reports debunking the uranium claims (see February 24, 2002). He does not tell Ensor that “nobody in the management chain of command” at State’s African Bureau “had ever believed there was anything to the story that a spokesman was now claiming they ‘fell for.’” Wilson decides to expose the administration’s duplicity to the public. Appearing on CNN, Wilson is asked a question provided to the interviewer by Ensor, and replies that the State Department knows far more than it is telling about the Iraq-Niger claim. The government should check its files, Wilson says (see March 8, 2003). “We know a lot about the uranium business in Niger,” he says, “and for something like this to go unchallenged by US—the US government is just simply stupid. It would have taken a couple of phone calls. We have had an embassy there since the early ‘60s. All this stuff is open. It’s a restricted market of buyers and sellers. The Nigerians [sic] have always been very open with us. For this to have gotten to the IAEA is on the face of it dumb, but more to the point, it taints the whole rest of the case that the government is trying to build against Iraq.” Wilson adds that when one such piece of evidence is found to be false, “it casts doubt on every other bit of evidence.” Worse, “I think it’s safe to say that the US government should have or did know that this report was a fake before [the IAEA’s Mohamed] ElBaradei mentioned it in his report at the UN yesterday.” Wilson is openly dismissive of the State Department official who said, “We fell for it” (see March 8, 2003). He says: “That’s just not good enough. Either he’s being disingenuous, or he shouldn’t be drawing a government paycheck.” Wilson later learns that it is this CNN appearance that prompts the White House to produce a “workup” on him for the office of the vice president (see March 9, 2003 and After). (CNN 3/8/2003; Wilson 2004, pp. 325-326)
The United Nations launches an investigation into the electronic and physical surveillance of a number of its Security Council delegates by the National Security Agency (see January 31, 2003). The NSA operation, revealed the week before, was apparently leaked to Britain’s Observer by Katharine Gun, who works at Britain’s Government Communications Headquarters (GCHQ) and has been arrested on suspicion of breaking Britain’s Official Secrets Act (see February 2003). The NSA also solicited the assistance of an intelligence agency of an unnamed “friendly foreign government”; it is believed to be Britain. The leak is touted as “more timely and potentially more important than the Pentagon Papers” by celebrated whistleblower Daniel Ellsberg. The leak of the NSA surveillance program has caused deep embarrassment for the Bush administration, which is working to recruit supporters for a second UN resolution authorizing military force against Iraq (see February 24, 2003). The authorization for the NSA operation is believed to have come from National Security Adviser Rice, but US intelligence experts say that such a decision would have had to involve Defense Secretary Donald Rumsfeld, CIA Director George Tenet, and NSA Director Michael Hayden. President Bush, by necessity, would have been informed of the proposed operation at one of his daily intelligence briefings. While such surveillance of foreign diplomats at the UN is legal under the US’s Foreign Intelligence Surveillance Act (FISA), it violates the Vienna Convention on Diplomatic Relations. According to international law expert Dr. John Quigley, the Vienna Convention stipulates: “The receiving state shall permit and protect free communication on the part of the mission for all official purposes…. The official correspondence of the mission shall be inviolable.” (Bright, Vulliamy, and Beaumont 3/9/2003)
The Afghan government warns that unless the international community hands over the aid it promised, Afghanistan will slip back into its role as the world’s premier heroin producer. The country’s foreign minister warns Afghanistan could become a “narco-mafia state.” (BBC 3/17/2003) A United Nations study later in the month notes that Afghanistan is once again the world’s number one heroin producer, producing 3,750 tons in 2002. Farmers are growing more opium poppies than ever throughout the country, including areas previously free of the crop. (Shah 3/27/2003)
House of Commons leader and former Foreign Secretary Robin Cook resigns from British Prime Minister Tony Blair’s cabinet, in protest over the imminent invasion of Iraq. Cook announces his decision as the cabinet holds an emergency meeting at Downing Street. Cook says after his resignation is announced: “It is with regret I have today resigned from the cabinet. I can’t accept collective responsibility for the decision to commit Britain now to military action in Iraq without international agreement or domestic support.” Environment Secretary Margaret Beckett says she respects Cook’s decision to resign, and that everyone in the cabinet, including Blair himself, has anxieties about the upcoming invasion. However, Beckett says, “[N]one of the rest of us feel that they are enough to make us judge that the government is doing the wrong thing.” (BBC 3/17/2003)
Resignation Speech - Cook retains his seat in the House of Commons. In his resignation speech to the House, Cook says in part, “I cannot support a war without international agreement or domestic support.” France, Russia, and Germany, who are battling to give UN inspectors more time to operate inside Iraq, cannot be blamed for stirring up what Cook calls “the degree of international hostility” towards the invasion. “The reality is that Britain is being asked to embark on a war without agreement in any of the international bodies of which we are a leading partner—not NATO, not the European Union and, now, not the [UN] Security Council. To end up in such diplomatic weakness is a serious reverse.” Unlike the US, Britain cannot “afford to go it alone” in the international community. “Our interests are best protected not by unilateral action but by multilateral agreement and a world order governed by rules,” he says. “Yet tonight the international partnerships most important to us are weakened: the European Union is divided; the Security Council is in stalemate. Those are heavy casualties of a war in which a shot has yet to be fired.”
Containment Worked - For himself, Cook says: “For four years as foreign secretary I was partly responsible for the western strategy of containment [of Saddam Hussein and Iraq]. Over the past decade that strategy destroyed more weapons than in the Gulf war, dismantled Iraq’s nuclear weapons program and halted Saddam’s medium and long-range missiles programs. Iraq’s military strength is now less than half its size than at the time of the last Gulf war. Ironically, it is only because Iraq’s military forces are so weak that we can even contemplate its invasion.”
If Iraq Is a Danger, Why Would an Invasion Be So Easy? - It would be a mistake to assume that an invasion will be an easy and relatively bloodless affair: “Some advocates of conflict claim that Saddam’s forces are so weak, so demoralized and so badly equipped that the war will be over in a few days. We cannot base our military strategy on the assumption that Saddam is weak and at the same time justify pre-emptive action on the claim that he is a threat.”
No Weapons of Mass Destruction - “Iraq probably has no weapons of mass destruction in the commonly understood sense of the term,” Cook says, “namely a credible device capable of being delivered against a strategic city target. It probably still has biological toxins and battlefield chemical munitions, but it has had them since the 1980s when US companies sold Saddam anthrax agents and the then British government approved chemical and munitions factories. Why is it now so urgent that we should take military action to disarm a military capacity that has been there for 20 years, and which we helped to create? Why is it necessary to resort to war this week, while Saddam’s ambition to complete his weapons program is blocked by the presence of UN inspectors?”
Comparing Iraq to Israel - Some have said Iraq has had 12 years to comply with UN resolutions demanding disarmament, Cook notes, but goes on to say that Israel has had over 30 years to comply with UN resolutions demanding its withdrawal from Palestinian territories, and has not yet done so. “We do not express the same impatience with the persistent refusal of Israel to comply,” he says. “Britain’s positive role in the Middle East does not redress the strong sense of injustice throughout the Muslim world at what it sees as one rule for the allies of the US and another rule for the rest. Nor is our credibility helped by the appearance that our partners in Washington are less interested in disarmament than they are in regime change in Iraq. That explains why any evidence that inspections may be showing progress is greeted in Washington not with satisfaction but with consternation: it reduces the case for war.”
Different Outcome under President Gore - Cook says, “What has come to trouble me most over past weeks is the suspicion that if the hanging chads in Florida had gone the other way and [2000 US presidential candidate] Al Gore had been elected, we would not now be about to commit British troops.”
Conclusion - “The longer that I have served in this place, the greater the respect I have for the good sense and collective wisdom of the British people,” Cook says. “On Iraq, I believe that the prevailing mood of the British people is sound. They do not doubt that Saddam is a brutal dictator, but they are not persuaded that he is a clear and present danger to Britain. They want inspections to be given a chance, and they suspect that they are being pushed too quickly into conflict by a US administration with an agenda of its own. Above all, they are uneasy at Britain going out on a limb on a military adventure without a broader international coalition and against the hostility of many of our traditional allies.” Cook is troubled that the House of Commons has never voted on whether or not to commit troops to Iraq, and he calls on Parliament to “stop the commitment of troops in a war that has neither international agreement nor domestic support.” (BBC 3/18/2003)
President George Bush sends a “formal determination” on Iraq’s alleged weapons of mass destruction to Congress in the form of a letter to Speaker Dennis Hastert (R-IL) and Senate President Robert Byrd (D-WV). Congress had required, in its October 2002 authorization of military force (see October 10, 2002), that Bush affirm that diplomatic efforts to resolve the Iraq WMD crisis were no longer possible, and that Iraq had tangible ties to the 9/11 attackers or similar terrorists. The letter provides neither. Instead, it merely reiterates the language of the statute itself, using that language as the determination. The determination says that Congress itself had found evidence of Iraq’s diplomatic intransigence and of Iraq’s connections to the 9/11 terrorists, when Congress has found neither. Former Nixon White House counsel John Dean will comment: “Bush, like a dog chasing his tail who gets ahold of it, relied on information the White House provided Congress for its draft resolution; then he turned around and claimed that this information (his information) came from Congress. From this bit of sophistry, he next stated that these congressional findings were the basis of his ‘determination.’” The only additional information Bush provides is a citation from Colin Powell’s presentation to the United Nations (see February 5, 2003), where Powell noted the supposed existence of a terrorist training camp in the Salman Pak military facility (see April 6, 2003), a training camp that does not exist. Bush also cites “public reports” indicating that Iraq is harboring al-Qaeda terrorist Abu Musab al-Zarqawi (see October 2, 2002), and that Iraq has “provided training in document forgery and explosives to [al-Qaeda].” Bush provides no evidence of his claims. Dean writes that the law has stringent requirements for such “presidential determinations,” mandating solid evidence, legal citations, and so forth, but Bush’s “determination” contains none of this. “If there is a precedent for Bush’s slick trick to involve America in a bloody commitment, where the Congress requires as a condition for action that the president make a determination, and the president in turn relies on a whereas clause… and a dubious public report… I am not aware of it and could not find anything even close.” (Dean 2004, pp. 148-152)
The United States admits to using Mark 77 firebombs, an incendiary weapon that has virtually the same effect as napalm (see 1942), in Iraq. The weapon is so similar in fact that troops commonly refer to it as napalm. (Savidge 3/21/2003; Murdoch 3/22/2003) In August 2003, Marine Colonel Mark Daly will confirm that Mark 77 bombs were dropped by Marine jets around the Kuwait-Iraq border at the start of the war. A senior Pentagon official confirms that the bombs have “similar destructive characteristics” to napalm. Early reports of “napalm” being used in an attack on Iraqi troops at Safwan Hill, near the Kuwait border, by an Australian journalist were denied by US officials, who claimed that the military destroyed its last batch of napalm in April 2001. However, only the Vietnam-era Napalm-B was actually destroyed. (Graham 8/10/2003) According to Marine Colonel Randolph Alles, “The generals love napalm—it has a big psychological effect.” (Crawley 8/5/2003) A Pentagon official says: “It is like this: you’ve got an enemy that’s hard to get at. And it will save your own lives to use it.” The Mark 77 is loaded with 44 pounds of gelling compound and 63 gallons of jet fuel. The use of incendiary weapons on civilian populations is banned by Protocol III of the Convention on Certain Conventional Weapons (see October 10, 1980-December 2, 1983), which also restricts the use of these weapons against military targets that are located within a concentration of civilians. The UN’s ban, passed in 1980, has never been signed by the US. (Graham 8/10/2003)
James Haveman, a 60-year old social worker and the director of a faith-based international relief organization, is recommended by the former Republican governor of Michigan, John Engler, to run Iraq’s health care system. Haveman earned Engler’s approval by running a large Christian adoption agency in Michigan that pushed pregnant women not to have abortions. Engler recommends Haveman to Paul Wolfowitz, the deputy secretary of defense; Haveman is soon dispatched to Baghdad to oversee the rebuilding of Iraq’s health-care system.
Replacing the Expert with the 'Loyalist' - Wolfowitz orders the immediate firing of Dr. Frederick Burkle, who worked the issue during the invasion. Unlike Haveman, Burkle has extensive experience in such areas: he has multiple degrees in public health, taught disaster-response issues at Johns Hopkins University, and is currently a deputy assistant administrator for the US Agency for International Development (USAID), who sent him to Baghdad in the days after the invasion. Burkle has extensive experience working in postwar climates such as Kosovo, Somalia, and Iraq after the 1991 Persian Gulf War. A USAID colleague will call him the “single most talented and experienced post-conflict health specialist working for the United States government.” However, Burkle lacks the Republican political connections. A USAID official tells Burkle that the White House wants a “loyalist” in the job, and Haveman fits the bill.
Anti-Smoking Campaigns, Fee-Based Care - Haveman’s tenure is marked by voluble recitations of how well the reconstruction is going: he tells anyone who will listen about how many Iraqi hospitals have reopened and about the pay raises Iraqi doctors have received. He refuses to discuss how decrepit most Iraqi hospitals still are, or the fact that many of Iraq’s best doctors are fleeing the country. Haveman mounts an aggressive anti-smoking campaign (and appoints a closet smoker to head it), ignoring comments that Iraqis have far bigger dangers in their lives than tobacco and recommendations that CPA funds might better be spent trying to combat fatal maladies running rampant through Iraqi populations. Haveman, a conservative ideologue, is offended by the idea that health care in Iraq is free. He institutes a fee-based health care system instead. Most importantly, he allocates almost all of the Health Ministry’s share of US reconstruction funds—some $793 million—to renovating Iraqi maternity hospitals and building community medical clinics. He later explains that his goal is “to shift the mind-set of the Iraqis that you don’t get health care unless you go to a hospital.” Unfortunately, his decision means that no funds are available to reconstruct emergency rooms and operating theaters in Iraqi hospitals, which are being overrun with injuries from insurgent attacks.
Privatizing the Drug Supply Distribution Process - Haveman opposes the idea of state-based drug and medical supply distribution on ideological grounds. Instead, he decides to privatize the dysfunctional government firm that imports and distributes drugs and medical supplies to Iraqi hospitals. When he served as Michigan’s director of community health, he dramatically cut the amount of money Michigan spent on prescription drugs for poor citizens by limiting the medications doctors could prescribe to Medicaid patients. He instituted a short list of cheaper drugs that poor patients were limited to using. Haveman decides that the same approach will work in Iraq. Currently, Iraq has around 4,500 drugs on its formulary, and Haveman decides the list is much too long. Any private firm who wants to bid on the job of supplying drugs and medical supplies will not want to deal with such a long list. Haveman also wants to restrict the firm to buying American-made drugs and supplies—no more medicines from Iran, Syria, or Russia. The Pentagon sends Haveman three formulary experts to help him implement his plan, including Lieutenant Commander Theodore Briski, a Navy pharmacist. Haveman’s order, as Briski later recalls, is “Build us a formulary in two weeks and then go home.” Two days into his position, Briski decides that Haveman’s plan is untenable. The existing formulary works well enough, he believes. Haveman wants to redesign “the entire Iraqi pharmaceutical procurement and delivery system, and that was a complete change of scope—on a grand scale.” Most importantly, Briski recalls, Haveman and his advisers “really didn’t know what they were doing.” Others agree, including many on Haveman’s team. Rewriting the formulary is a major distraction, they argue, as is privatizing the pharmaceutical distribution process. Haveman ignores the immediate needs of the populace for his grandiose, ill-considered plans.
No Progress - When Haveman leaves Iraq, the hospitals are as decrepit and dysfunctional as they were when he arrived. Baghdad’s largest medical facility, Yarmouk Hospital, lacks basic equipment to monitor blood pressure and heart rate. Operating rooms lack essential surgical tools and sterilizers. Pharmacy shelves are bare. The Health Ministry estimates that of the 900 drugs it deems essential, hospitals lack 40 percent of them. Of the 32 medicines used in combating chronic diseases, 26 are unavailable. Health Minister Aladin Alwan asks the United Nations for help, asks neighboring nations for emergency donations, and throws out Haveman’s idea for a new formulary. “We didn’t need a new formulary,” he later says. “We needed drugs. But the Americans did not understand that.” (Chandrasekaran 9/17/2006)
The International Atomic Energy Agency (IAEA) warns US officials that the Al Qaqaa military facility must be kept under close supervision. The facility has long been a storage cache for hundreds of tons of extremely powerful explosives such as HMX and RDX since 1991, when, in the aftermath of the Gulf War, the UN locked down the facility. In 1996, the United Nations used some of the Al Qaqaa explosives to destroy a large Iraqi germ warfare facility. The IAEA repeatedly warned the US about the explosives cache before the March invasion; with the current wave of looting and depredations occurring around the country (see April 9, 2003), terrorists or other unfriendlies could, the agency says, help “themselves to the greatest explosives bonanza in history.” In October 2004, the IAEA will come to believe that looting of the explosives began in April 2003 because of “the theft and looting of the governmental installations due to lack of security.” That same month, the US media will learn that at least 380 tons of explosives from the Al Qaqaa cache have gone missing (see October 10, 2004 and October 25, 2004). Ramiro Lopes da Silva, the UN’s top humanitarian official in Iraq, criticizes the US for allowing “ideology” to guide its rebuilding efforts. He points out that the mass lay-off of Iraqi soldiers without any sort of reemployment could become a destabilizing factor and create additional anti-American sentiment. He also criticizes De-Baathification, saying that “Many bureaucrats who have important experience that would help the new government were only Ba’ath party members on paper.” (McCarthy 5/26/2003)
A team of economists and officials from the World Bank, IMF, and UN meet in Iraq to consider a new economic policy for the country. Nicholas Krafft, one of the economists with the World Bank, says that Iraq’s economy would be more accurately described as a “socialist command economy” than a “post-conflict economy.” He says “a macro-economic framework for Iraq including budget, fiscal, and monetary issues” needs to be established as part of the country’s transition to a market economy. “The issues of subsidies, prices, and state enterprises will have to be dealt with,” he adds. Kraft also says “it is important to involve Iraqis in this decision and the coalition is increasingly doing that.” (Claudet 6/10/2003)
Curveball, the Iraqi defector (see November 4, 2007) whose claims that Saddam Hussein has mobile bioweapons became an integral part of Secretary of State Colin Powell’s presentation to the UN (see February 5, 2003) “proving” the existence of Iraqi WMDs, continues to disintegrate as a reliable intelligence source. His fundamental claims of being a senior Iraqi chemical engineer working on the secret bioweapons project falls apart as both German intelligence analysts and the CIA gather more information on him. Veteran CIA bio-weapons analyst publicly identified only as “Jerry,” who before the war had championed Curveball’s claim that Iraq had mobile biological weapons laboratories, leads a unit of the Iraq Survey Group to Baghdad to investigate Curveball’s background. His team locates Curveball’s personnel file in an Iraqi government storeroom and learns that the Iraqi defector’s allegations consisted of a string of lies. Curveball came in last in his engineering class, not first, as he had told his debriefers (see 1994 and January 2000-September 2001). Nor was he a project chief or site manager, as he had claimed. Rather he was just a low-level trainee engineer. Dr. Basil al-Sa’ati, whom Curveball cited as his supervisor at the Djerf al Nadaf seed purification plant (Curveball claimed that the plant was a secret bioweapons production facility), confirmed that Curveball did indeed work for him at the plant, where al-Sa’ati was the head of production design. But Curveball only worked there a few months, while the facility was being built, and was fired in 1995, the very year that he presumably began working on the alleged program to convert trucks into biological weapons laboratories. The following years were not auspicious for Curveball: he was jailed for a sex crime, briefly drove a taxi in Baghdad, and worked for Iraq’s Babel television production company until he was charged with stealing equipment (the charges were dropped when he agreed to reimburse the company for his theft.) He even sold “homemade cosmetics,” according to his friend Dr. Hillal al Dulaimi. Curveball claimed to have witnessed a biological accident that killed 12 people at Djerf al Nadaf in 1998, but he wasn’t even in Iraq by that time. He had left the country, traveled around the Middle East, and wound up in Morocco. No trace exists of Curveball between that time and when he defected to Germany in 1999. Curveball’s former bosses at the engineering center tell CIA officers that they got duped, falling for “water cooler gossip” and “corridor conversations.” “The Iraqis were all laughing,” a member of the Iraq Survey Group will later recall. “They were saying, ‘This guy? You’ve got to be kidding.’” The team even interviews Curveball’s childhood friends who also corroborate what others have said about him. They say he was a “great liar,” a “con artist,” and “a real operator.” Everyone’s description of Curveball is the same: “People kept saying what a rat Curveball was.” Jerry and another CIA analyst, having heard enough, end the investigation and return to Washington. According to David Kay, by this time Jerry is close to having a nervous breakdown. “They had been true believers in Curveball,” Kay says. “They absolutely believed in him. They knew every detail in his file. But it was total hokum. There was no truth in it. They said they had to go home to explain how all this was all so wrong.” But the CIA doesn’t want to hear it. Jerry is accused of “making waves” and then transferred out of the weapons center. According to Michael Scheuer, another dissident CIA analyst, “Jerry had become kind of a nonperson. There was a tremendous amount of pressure on him not to say anything. Just to sit there and shut up.” (Drogin and Goetz 11/20/2005; CBS News 11/4/2007)
Joseph Wilson, the former US ambassador to Gabon and a former diplomatic official in the US embassy in Iraq during the Gulf War (see September 20, 1990), writes an op-ed for the New York Times entitled “What I Didn’t Find in Africa.” Wilson went to Africa over a year ago (see February 21, 2002-March 4, 2002 and July 6, 2003) to investigate claims that the Iraqi government surreptitiously attempted to buy large amounts of uranium from Niger, purportedly for use in nuclear weapons. The claims have been extensively debunked (see February 17, 2003, March 7, 2003, March 8, 2003, and 3:09 p.m. July 11, 2003). Wilson opens the op-ed by writing: “Did the Bush administration manipulate intelligence about Saddam Hussein’s weapons programs to justify an invasion of Iraq? Based on my experience with the administration in the months leading up to the war, I have little choice but to conclude that some of the intelligence related to Iraq’s nuclear weapons program was twisted to exaggerate the Iraqi threat.” Wilson notes his extensive experience in Africa and the Middle East, and says candidly: “Those news stories about that unnamed former envoy who went to Niger? That’s me” (see May 6, 2003). He makes it very clear that he believes his findings had been “circulated to the appropriate officials within… [the] government.”
Journey to Niger - Wilson confirms that he went to Africa at the behest of the CIA, which was in turn responding to a directive from Vice President Cheney’s office. He confirms that the CIA paid his expenses during the week-long trip, and that, while overseas, “I made it abundantly clear to everyone I met that I was acting on behalf of the United States government.” About Nigerien uranium, Wilson writes: “For reasons that are understandable, the embassy staff has always kept a close eye on Niger’s uranium business. I was not surprised, then, when the ambassador [Barbro Owens-Kirkpatrick] told me that she knew about the allegations of uranium sales to Iraq—and that she felt she had already debunked them in her reports to Washington” (see November 20, 2001). Wilson met with “dozens of people: current government officials, former government officials, people associated with the country’s uranium business. It did not take long to conclude that it was highly doubtful that any such transaction had ever taken place.” Wilson notes that Nigerien uranium is handled by two mines, Somair and Cominak, “which are run by French, Spanish, Japanese, German, and Nigerian interests. If the government wanted to remove uranium from a mine, it would have to notify the consortium, which in turn is strictly monitored by the International Atomic Energy Agency. Moreover, because the two mines are closely regulated, quasi-governmental entities, selling uranium would require the approval of the minister of mines, the prime minister, and probably the president. In short, there’s simply too much oversight over too small an industry for a sale to have transpired.” Wilson told Owens-Kirkpatrick that he didn’t believe the story either, flew back to Washington, and shared his findings with CIA and State Department officials. “There was nothing secret or earth-shattering in my report,” he writes, “just as there was nothing secret about my trip.”
State of the Union Reference - Wilson believed that the entire issue was settled until September 2002, when the British government released an intelligence finding that asserted Iraq posed an immediate threat because it had attempted to purchase uranium from Africa (see September 24, 2002). Shortly thereafter, President Bush repeated the charges in his State of the Union address (see 9:01 pm January 28, 2003). Wilson was surprised by the charge, but put it aside after discussing the issue with a friend in the State Department (see January 29, 2003). Wilson now knows that Bush was indeed referring to the Niger claims, and wants to set the record straight.
Posing a Real Nuclear Threat? - Wilson is now concerned that the facts are being manipulated by the administration to paint Iraq as a looming nuclear threat, when in fact Iraq has no nuclear weapons program. “At a minimum,” he writes, “Congress, which authorized the use of military force at the president’s behest, should want to know if the assertions about Iraq were warranted.” He is quite sure that Iraq has some form of chemical and biological weapons, and in light of his own personal experience with “Mr. Hussein and his thugs in the run-up to the Persian Gulf war of 1991, I was only too aware of the dangers he posed.” But, he asks, are “these dangers the same ones the administration told us about? We have to find out. America’s foreign policy depends on the sanctity of its information.… The act of war is the last option of a democracy, taken when there is a grave threat to our national security. More than 200 American soldiers have lost their lives in Iraq already. We have a duty to ensure that their sacrifice came for the right reasons.” (Wilson, 7/6/2003)
'Playing Congress and the Public for Fools' - Former Nixon White House counsel John Dean will write in 2004 that after Wilson’s editorial appears, he checks out the evidence behind the story himself. It only takes Dean a few hours of online research using source documents that Bush officials themselves had cited, from the International Atomic Energy Agency, the Department of Energy, the CIA, and the United Nations. He will write: “I was amazed at the patently misleading use of the material Bush had presented to Congress. Did he believe no one would check? The falsification was not merely self-evident, it was feeble and disturbing. The president was playing Congress and the public for fools.” (Dean 2004, pp. 145-146)
Retired Marine General Anthony Zinni, formerly head of the US Central Command, criticizes the Bush administration’s occupation strategy for Iraq, saying that the administration has never put together a coherent strategy, never created a plan for achieving its goals, and has not allocated the resources needed to achieve those goals. “There is no strategy or mechanism for putting the pieces together,” he says, and so “we’re in danger of failing.” Speaking to several hundred Marine and Navy officers and others, Zinni, who was badly wounded in Vietnam, says: “My contemporaries, our feelings and sensitivities were forged on the battlefields of Vietnam, where we heard the garbage and the lies, and we saw the sacrifice. I ask you, is it happening again?… We can’t go on breaking our military and doing things like we’re doing now.” A focus of his criticism is the choice by Defense Secretary Donald Rumsfeld to have the Defense Department, and not the State Department, oversee postwar efforts in Iraq. “Why the hell would the Department of Defense be the organization in our government that deals with the reconstruction of Iraq?” he asks. “Doesn’t make sense.” Another area of criticism is the Bush administration’s cavalier treatment of the United Nations, particularly in failing to secure a UN resolution that several nations said was a prerequisite for their contributing to the peacekeeping force (see October 21, 2002, October 27, 2002, November 8, 2002, December 31, 2002, February 5, 2003, and March 25, 2003). “We certainly blew past the UN,” he says. “Why, I don’t know. Now we’re going back hat in hand.” Zinni is given a warm reception by his audience, some of whom buy recordings of his remarks to share with friends and fellow soldiers. (Ricks 9/5/2003)
