In 1993, the Departments of Justice and Agriculture report to Congress that over 313 “animal release” incidents have occurred, usually involving activists breaking into university or private research facilities and releasing animals being used for research and vivisection (see 1979 and 1992). The most active group behind these releases, or “liberations” as the activists term them, is the Animal Liberation Front (ALF—see 1976). Investigators call the ALF the most significant “radical fringe” animal rights group currently operating in the US. (Anti-Defamation League 2005)
President Ronald Reagan signs Executive Order 12656, assigning a wide range of emergency responsibilities to a number of executive departments. The order calls for establishing emergency procedures that go far beyond the nation’s standard disaster relief plans. It offers a rare glimpse of the government’s plans for maintaining “continuity of government” in times of extreme national emergency. The order declares the national security of the country to be “dependent upon our ability to assure continuity of government, at every level, in any national security emergency situation,” which is defined as “any occurrence, including natural disaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States.” The order instructs department leaders to establish various protocols for crisis situations, including rules for delegating authorities to emergency officials, establishing emergency operating facilities, protecting and allocating the nation’s essential resources, and managing terrorist attacks and civil disturbances. The plans are to be coordinated and managed by the National Security Council and the Federal Emergency Management Agency (FEMA). The presidential order suggests certain laws may have to be altered or expanded to carry out the plans. Although it encourages federal agencies to base the emergency protocols on “existing authorities, organizations, resources, and systems,” it also calls on government leaders to identify “areas where additional legal authorities may be needed to assist management and, consistent with applicable executive orders, take appropriate measures toward acquiring those authorities.” According to the executive order, the plans “will be designed and developed to provide maximum flexibility to the president.” Executive Order 12656 gives specific instructions to numerous federal departments:
The Department of Justice is ordered to coordinate emergency “domestic law enforcement activities” and plan for situations “beyond the capabilities of state and local agencies.” The Justice Department is to establish plans for responding to “civil disturbances” and “terrorism incidents” within the US that “may result in a national security emergency or that occur during such an emergency.” The attorney general is to establish emergency “plans and procedures for the custody and protection of prisoners and the use of Federal penal and correctional institutions and resources.” The Department of Justice is also instructed to develop “national security emergency plans for regulation of immigration, regulation of nationals of enemy countries, and plans to implement laws for the control of persons entering or leaving the United States.” The attorney general is additionally instructed to assist the “heads of federal departments and agencies, state and local governments, and the private sector in the development of plans to physically protect essential resources and facilities.”
The Department of Defense, acting through the Army, is to develop “overall plans for the management, control, and allocation of all usable waters from all sources within the jurisdiction of the United States.” The secretary of defense is to arrange, “through agreements with the heads of other federal departments and agencies, for the transfer of certain federal resources to the jurisdiction and/or operational control of the Department of Defense in national security emergencies.” The secretary of defense is also instructed to work with industry, government, and the private sector, to ensure “reliable capabilities for the rapid increase of defense production.”
The Department of Commerce is ordered to develop “control systems for priorities, allocation, production, and distribution of materials and other resources that will be available to support both national defense and essential civilian programs.” The secretary of commerce is instructed to cooperate with the secretary of defense to “perform industry analyses to assess capabilities of the commercial industrial base to support the national defense, and develop policy alternatives to improve the international competitiveness of specific domestic industries and their abilities to meet defense program needs.” The Commerce Department is also instructed to develop plans to “regulate and control exports and imports in national security emergencies.”
The Department of Agriculture is ordered to create plans to “provide for the continuation of agricultural production, food processing, storage, and distribution through the wholesale level in national security emergencies, and to provide for the domestic distribution of seed, feed, fertilizer, and farm equipment to agricultural producers.” The secretary of agriculture is also instructed to “assist the secretary of defense in formulating and carrying out plans for stockpiling strategic and critical agricultural materials.”
The Department of Labor is ordered to develop plans to “ensure effective use of civilian workforce resources during national security emergencies.” The Labor Department is to support “planning by the secretary of defense and the private sector for the provision of human resources to critical defense industries.” The Selective Service System is ordered to develop plans to “provide by induction, as authorized by law, personnel that would be required by the armed forces during national security emergencies.” The agency is also vaguely instructed to establish plans for “implementing an alternative service program.”
The Transportation Department is to create emergency plans to manage and control “civil transportation resources and systems, including privately owned automobiles, urban mass transit, intermodal transportation systems, the National Railroad Passenger Corporation, and the St. Lawrence Seaway Development Corporation.” The Transportation Department is also to establish plans for a “smooth transition” of the Coast Guard to the Navy during a national security emergency. The Transportation Department is additionally instructed to establish plans for “emergency management and control of the National Airspace System, including provision of war risk insurance and for transfer of the Federal Aviation Administration, in the event of war, to the Department of Defense.”
The Department of the Treasury is ordered to develop plans to “maintain stable economic conditions and a market economy during national security emergencies.” The Treasury Department is to provide for the “preservation of, and facilitate emergency operations of, public and private financial institution systems, and provide for their restoration during or after national security emergencies.”
The Department of Energy is to identify “energy facilities essential to the mobilization, deployment, and sustainment of resources to support the national security and national welfare, and develop energy supply and demand strategies to ensure continued provision of minimum essential services in national security emergencies.”
The Department of Health and Human Services is instructed to develop programs to “reduce or eliminate adverse health and mental health effects produced by hazardous agents (biological, chemical, or radiological), and, in coordination with appropriate federal agencies, develop programs to minimize property and environmental damage associated with national security emergencies.” The health secretary is also to assist state and local governments in the “provision of emergency human services, including lodging, feeding, clothing, registration and inquiry, social services, family reunification, and mortuary services and interment.” (US President 11/18/1988)
Secretary of State James Baker calls Agriculture Secretary Clayton Yeutter and demands that the Agriculture Department authorize a billion dollars in new loans for Iraq, even though that department, and others, want to limit or eliminate any funding to Iraq. Baker’s demand is sparked in part by the refusal of international bankers to loan Iraq any more money (see October 2-6, 1989). (Waas and Unger 11/2/1992)
Rita Machakos, a paralegal at the Justice Department’s employment office, witnesses an employee of the US Department of Agriculture “spending an entire weekend shredding documents that described the administration’s role in obtaining $5.5 billion in US-taxpayer-guaranteed agricultural loans for Iraq from the Banca Nazionale del Lavoro” (BNL) (see 1985-1989). (Pizzo, Fricker, and Hogan 1/1993)
A truck bomb destroys the Alfred P. Murrah Federal Building in Oklahoma City, killing 168 people in America’s worst domestic terrorist attack. Timothy McVeigh, later convicted in the bombing, has ideological roots both in the Patriot world and among neo-Nazis like William Pierce, whose novel, The Turner Diaries (see 1978), served as a blueprint for the attack. (Pressley 4/20/1995; Southern Poverty Law Center 6/2001; Clarke 2004, pp. 127) Initially, many believe that no American set off the bomb, and suspect Islamist terrorists of actually carrying out the bombing (see 10:00 a.m. April 19, 1995 and After). Their suspicions prove groundless. Investigators will find that the bomb is constructed of some 5,000 pounds of ammonium nitrate and fuel oil, carried in 20 or so blue plastic 55-gallon barrels arranged inside a rented Ryder truck (see April 15, 1995). The bomb is detonated by a slow-burning safety fuse, most likely lit by hand. The fuse is attached to a much faster-burning detonation cord (“det cord”) which ignites the fertilizer and fuel-oil mixture. (Bernstein 4/27/1995) The Murrah Federal Building houses a number of federal agencies, including offices for the Bureau of Alcohol, Tobacco and Firearms (BATF); the Social Security Administration; the Housing and Urban Development (HUD), Veterans Affairs, and Agriculture departments; and the Secret Service. (Pressley 4/20/1995) It encompasses an entire city block, between 5th and 4th Streets and Harvey and Robinson Streets, and features a U-shaped, indented drive on 5th that allows for quick pickup and delivery parking. The entire building’s facade on this side is made of glass, allowing passersby to see into the offices in the building, as well as into the America’s Kids day care center on the second floor, which by this time is filling with children. It is in this driveway that McVeigh parks his truck. (Serrano 1998, pp. 99-102)
Entering the City - McVeigh drives into Oklahoma City, entering around 8:30 a.m. from his overnight stop in Ponca City, Oklahoma; the details reported of his entrance into the city vary (see 7:00 a.m. - 8:35 a.m., April 19, 1995). At 8:55 a.m., a security camera captures the Ryder truck as it heads towards downtown Oklahoma City (Douglas O. Linder 2006) , a sighting bolstered by three people leaving the building who later say they saw the truck parked in front of the Murrah Building around this time. At 8:57, a security camera captures an image of McVeigh’s Ryder truck being parked outside the Murrah Building in a handicapped zone. One survivor of the blast, Marine recruiter Michael Norfleet, later recalls seeing the Ryder truck parked just outside the building next to the little circle drive on 5th Street leading up to the main entrance of the building. Norfleet had parked his black Ford Ranger in front of the Ryder.
McVeigh Lights Fuses - McVeigh drives the Ryder truck west past the Murrah Building on NW Fourth Street, turns north on a one-way street, and turns right on Fifth Street. He pulls the truck over and parks near the Firestone store, next to a chain-link fence. He then lights the five-minute fuses from inside the cab (see 8:15 a.m. and After, April 18, 1995), sets the parking brake, drops the key behind the seat, opens the door, locks the truck, exits, and shuts the door behind him. A man later claims to have hit his brakes to avoid someone matching McVeigh’s description as he crossed Fifth Street around 9:00 a.m. McVeigh walks quickly toward a nearby YMCA building where he has hidden his getaway car, a battered yellow Mercury Marquis (see April 13, 1995), in the adjoining alleyway, crossing Robinson Street and crossing another street to get to the alleyway. He begins to jog as he approaches his car. He later says he remembers a woman looking at him as she is walking down the steps to enter the building; he will describe her as white, in her mid-30s, with dirty blonde hair. According to McVeigh’s own recollection, he is about 20 feet into the alley when the bomb goes off. (Stickney 1996, pp. 184-185; PBS Frontline 1/22/1996; Serrano 1998, pp. 158; Douglas O. Linder 2006; The Oklahoman 4/2009)
Truck Explodes - At 9:02 a.m., the truck explodes, destroying most of the Murrah Building and seriously damaging many nearby buildings. Eventually, it will be determined that 168 people die in the blast, including 19 children. Over 500 are injured. The children are in the second-story day care center just above the parking space where McVeigh leaves the Ryder truck. McVeigh will later tell his biographers that he is lifted off his feet by the power of the blast.
Devastation and Death - When the bomb detonates, the day care center and the children plummet into the basement. The building, constructed with large glass windows, collapses, sending a wave of flying glass shards and debris into the building and the surrounding area. The oldest victim is 73-year-old Charles Hurlbert, who has come to the Social Security office on the first floor. Hurlbert’s wife Jean, 67, also dies in the blast. The youngest victim is four-month-old Gabeon Bruce, whose mother is also in the Social Security office. One victim, Rebecca Anderson, is a nurse who runs towards the building to render assistance. She never makes it to the building; she is struck in the head by a piece of falling debris and will die in a hospital four days after the blast. Her heart and kidneys will be transplanted into survivors of the bombing. (Eddy et al. 6/3/1997; Thomas 6/3/1997; Serrano 1998, pp. 153-154; Oklahoma City Journal Record 3/29/2001) Sherri Sparks, who has friends still unaccounted for in the building, tells a reporter in the hours after the blast, “Oh, I can’t stand the thought of… those innocent children, sitting there playing, thinking they’re safe, and then this happens.” The explosion leaves a 30-foot-wide, 8-foot-deep crater in the street that is covered by the wreckage of the building’s upper floors. The north face of the nine-story building collapses entirely. (Pressley 4/20/1995; Walsh 4/22/1995) Mary Heath, a psychologist who works about 20 blocks from the Murrah Building, says the blast “shook the daylights out of things—it scared us to death. We felt the windows shake before we heard the noise.” In a neighboring building, a Water Resources Board meeting is just commencing; the audiotape of the meeting captures the sound of the blast (see 9:02 a.m. and After, April 19, 1995). (Pressley 4/20/1995; The Oklahoman 4/2009) Norfleet, trapped in the Marine Corps office, is thrown into a wall by the explosion. His skull is fractured, and a shard of glass punctures his right eye. Three separate arteries are pierced, and Norfleet begins bleeding heavily. Two supply sergeants in the office are far less injured; Norfleet asks one, “How bad am I hurt?” and one replies, “Sir, you look really bad.” One of the two begins giving Norfleet first aid; Norfleet later recalls: “He immediately went into combat mode and started taking care of me. He laid me on a table and he started looking for bandages to administer first aid. And while I was laying on that table, I just knew that I was losing strength and that if I stayed in the building, I would die.” Norfleet wraps a shirt around his head and face to slow the bleeding, and the two sergeants help him to the stairs, through the fallen rubble, and eventually out. Norfleet will later say that he follows “a blood trail of somebody that had gone down the steps before me” to get outside, where he is quickly put into an ambulance. He loses almost half his body’s blood supply and his right eye. He will never fly again, and will soon be discharged for medical incapacity. (Serrano 1998, pp. 161-162) Eighteen-month-old Phillip Allen, called “P.J.” by his parents, miraculously survives the blast. The floor gives way beneath him and he plunges 18 feet to land on the stomach of an adult worker on the floor below, Calvin Johnson. Landing on Johnson’s stomach saves P.J.‘s life. Johnson is knocked unconscious by the blast and by the impact of the little boy falling on him, but when he awakes, he carries the toddler to safety. P.J.‘s grandfather calls the child “Oklahoma’s miracle kid,” and media reports use the label when retelling the story of the miraculous rescue. P.J. is one of six children in the day care center to survive the blast. (Stickney 1996, pp. 275-277) Some people later report their belief that the Murrah Building was rocked by a second explosion just moments after the first one, the second coming from a secure area managed by the Bureau of Alcohol, Tobacco and Firearms (BATF) that illegally stored explosives. Law professor Douglas O. Linder will later write, “Both seismic evidence and witness testimony supports the ‘two blast theory.’” (Douglas O. Linder 2006) That theory is later disputed (see After 9:02 a.m. April 19, 1995).
Explosion's Effects Felt Miles Away - Buildings near the Murrah are also damaged, seven severely, including the Journal Record newspaper building, the offices of Southwestern Bell, the Water Resources Board, an Athenian restaurant, the YMCA, a post office building, and the Regency Tower Hotel. Two Water Resources Board employees and a restaurant worker are killed in the blast. The Journal Record building loses its roof. Assistant Fire Chief Jon Hansen later recalls, “The entire block looked like something out of war-torn Bosnia.” Every building within four blocks of the Murrah suffers some effects. A United Parcel Service truck 10 miles away has its windows shattered by the blast. Cars in parking lots around the area catch fire and burn. Millions of sheets of paper, and an innumerable number of glass shards, shower down for hundreds of feet around the building. (Stickney 1996, pp. 28-30)
Truck Axle Crushes Nearby Car - Richard Nichols (no relation to bomber Timothy McVeigh’s co-conspirator Terry Nichols), a maintenance worker standing with his wife a block and a half away from the Murrah Building, is spun around by the force of the blast. They throw open the back door of their car and begin taking their young nephew Chad Nichols out of the back seat, when Richard sees a large shaft of metal hurtling towards them. The “humongous object… spinning like a boomerang,” as Richard later describes it, hits the front of their Ford Festiva, smashing the windshield, crushing the front end, driving the rear end high into the air, and sending the entire car spinning backwards about 10 feet. Chad is not seriously injured. The metal shaft is the rear axle of the Ryder truck. Later, investigators determine that it weighs 250 pounds and was blown 575 feet from where the truck was parked. Governor Frank Keating (R-OK) points out the axle to reporters when he walks the scene a day or so later, causing some media outlets to incorrectly report that Keating “discovered” the axle. The scene will take investigators days to process for evidence. (Stickney 1996, pp. 32; Thomas 6/3/1997; Serrano 1998, pp. 187-189)
First Responders Begin Arriving - Within minutes, survivors begin evacuating the building, and first responders appear on the scene (see 9:02 a.m. - 10:35 a.m. April 19, 1995).
McVeigh's Getaway - McVeigh flees the bomb site in his Mercury getaway car (see 9:02 a.m. and After, April 19, 1995), but is captured less than 90 minutes later (see 9:03 a.m. -- 10:17 a.m. April 19, 1995).
The US Department of Agriculture (USDA) and Delta & Pine Land Company jointly obtain US patent 5,723,765 for a technology that would be used to make sterile seeds (see 1994 and after). The seeds, dubbed “terminator” seeds by critics, would grow into plants that would produce seeds that when replanted would literally kill themselves by producing a toxic protein. Delta & Pine Land has exclusive licensing rights, while the USDA would earn about 5 percent of the net sales of any commercial product using the technology. The USDA and Pine Land Co. have also applied for patents in at least 78 other countries. Delta & Pine Land says in its press release that the technology has “the prospect of opening significant worldwide seed markets to the sale of transgenic technology for crops in which seed currently is saved and used in subsequent plantings.” (USPTO Patent Database 3/3/1998; Rural Advancement Foundation International 3/30/1998; Steinbrecher and Mooney 9/1998)
Darwin Murrell of the US Department of Agriculture (USDA) emails a memo informing the department’s scientists that any research into terminator technology must now be reviewed by senior managers. The USDA jointly holds a patent on the technology with Delta & Pine Land (see March 3, 1998). This is a “sensitive issue,” Murrell says. “Imposing an extra level of review for this research will not create undue delays nor will it restrict the creative talents of our scientists, but it will help them avoid potential political and legal pitfalls.” (Edwards 10/10/1998)
The US Department of Agriculture and cotton seed producer Delta & Pine Land jointly acquire a new patent (US Patent No 5,925,808) for genetic seed sterilization, also known as terminator technology. The patent is for innovations related to its original patent for seed sterilization (see March 3, 1998) issued in March 1998. (USPTO Patent Database 7/20/1999)
The US Patent office issues its third patent (US Patent No 5,977,441) to the US Department of Agriculture and cotton seed producer Delta & Pine Land for genetic seed sterilization, commonly known as terminator technology. The patent is for innovations related to two earlier patents (see March 3, 1998) issued in March 1998 and July 1999 (see July 20, 1999). (USPTO Patent Database 11/2/1999)
9/11 hijacker Mohamed Atta reportedly has a very strange meeting with Johnelle Bryant of the US Department of Agriculture. Incidentally, this meeting takes place one month before the official story claims he arrived in the US for the first time. According to Bryant, in the meeting Atta does all of the following:
He initially refuses to speak with one who is “but a female.”
He asks her for a loan of $650,000 to buy and modify a crop-dusting plane.
He mentions that he wants to “build a chemical tank that would fit inside the aircraft and take up every available square inch of the aircraft except for where the pilot would be sitting.”
He uses his real name even as she takes notes, and makes sure she spells it correctly.
He says he has just arrived from Afghanistan.
He tells about his travel plans to Spain and Germany.
He expresses an interest in visiting New York.
He asks her about security at the WTC and other US landmarks.
He discusses al-Qaeda and its need for American membership.
He tells her bin Laden “would someday be known as the world’s greatest leader.”
He asks to buy the aerial photograph of Washington hanging on her Florida office wall, throwing increasingly large “wads of cash” at her when she refuses to sell it. (Ross 6/6/2002)
After Bryant points out one of the buildings in the Washington photograph as her former place of employment, he asks her, “How would you like it if somebody flew an airplane into your friends’ building?”
He asks her, “What would prevent [me] from going behind [your] desk and cutting [your] throat and making off with the millions of dollars” in the safe behind her.
He asks, “How would America like it if another country destroyed [Washington] and some of the monuments in it like the cities in [my] country had been destroyed?”
He gets “very agitated” when he isn’t given the money in cash on the spot.
Atta later tries to get the loan again from the same woman, this time “slightly disguised” by wearing glasses. Three other terrorists also attempt to get the same loan from Bryant, but all of them fail. Bryant turns them down because they do not meet the loan requirements, and fails to notify anyone about these strange encounters until after 9/11. Government officials not only confirm the account and say that Bryant passed a lie detector test, but also elaborate that the account is consistent with other information they have received from interrogating prisoners. Supposedly, failing to get the loan, the terrorists switched plans from using crop dusters to hijacking aircraft. Other department employees also remember the encounter, again said to take place in April 2000. The 9/11 Commission has failed to mention any aspect of Johnelle Bryant’s account. (Weiss and Blum 9/25/2001; Ross 6/6/2002; Doran 6/8/2002) Compare Atta’s meeting with FBI Director Mueller’s later testimony about the hijackers: “There were no slip-ups. Discipline never broke down. They gave no hint to those around them what they were about.” (CNN 9/28/2002)
The US Department of Agriculture (USDA) and Delta & Pine Land conclude negotiations on a licensing agreement for genetic seed sterility technology. The technology would be used to make seeds that produce sterile plants as a way for companies to prevent farmers from saving and replanting proprietary seeds. The sterile seeds have been dubbed “terminator” seeds and “suicide” seeds. Defenders of the technology say it can be used to make genetically modified plants “biosafe” since the plants would be unable to spread their genes to other plants. The USDA and Delta & Pine Land jointly hold three patents on this technology, the first being issued in March 1998. The licensing agreement, under negotiation for some time, establishes the terms and conditions under which the company can use the technology. One of the terms of the agreement is that Delta & Pine Land would not be permitted to use the technology in any heirloom varieties of garden flowers and vegetables. Critics say this is hardly a restriction considering that biotechs have never expressed any interest in heirloom plants—rather their interest is in commercial agriculture. The license also prohibits the company from making any terminator seeds available before January 1, 2003. Any seeds using the technology would also have to be tested for safety by the USDA, the agreement says. Also, the agreement requires that the USDA allocate any royalties it receives to the USDA’s technology transfer efforts. In Nebraska, USDA inspectors discover that 550,000 bushels of soybeans have been contaminated with a small amount of leaves and stalks from corn plants genetically modified to produce a pig vaccine. (Gillis 11/14/2002; Leahy 6/9/2004) The soybeans were grown in a field that had previously been planted with the experimental pharma corn. The biofirm developing the corn, ProdiGene, neglected to remove volunteer corn plants that had sprouted up alongside the soybeans. (Hudson 12/30/2004) These soybeans were then harvested and shipped to a storage facility where they were mixed with 500,000 bushels of soybeans. Upon discovering the contamination, the USDA orders the company to purchase and destroy all the contaminated soybeans. In December, the company will agree to pay a $250,000 fine, plus an estimated $2.8 million to dispose of the soybeans. (Doering 12/9/2002) This is the second incident this season involving the contamination of conventional crops with ProdiGene’s GM corn (see September 2002).
The Environmental Protection Agency (EPA) and Department of Agriculture announce a decision to approve the unrestricted sale of the pesticide atrazine. Manufacturers of the chemical will be responsible for monitoring atrazine residue levels in only a small percentage of the watersheds vulnerable to atrazine contamination and ensuring that they do not exceed the Clean Water Act’s total maximum daily load (TMDL). Other vulnerable waterways will not be monitored by the manufacturers or the EPA. For example, Syngenta—the major manufacturer of the chemical—agreed in private meetings with the EPA that it would monitor atrazine pollution in 20 of 1,172 watersheds labeled as high risk beginning in 2004. The number would double the following year. Atrazine has been linked to cancer and is potentially harmful to endangered fish, reptiles, amphibians, mussels, and aquatic plant life. (Environmental Protection Agency 10/31/2003; Natural Resources Defense Council 10/31/2003)
The US Forest Service quietly announces its decision to allow the construction of roads on 3 percent of the 9.3 million acres in the Tongass National Forest in Alaska, opening up the once protected forest to possible logging and mining. (Heilprin 12/23/2003; McClure 12/24/2003) “It allows us to maintain a stable supply of raw materials, in the form of logs, for our small, community-centered mills scattered throughout the 32 communities of southeast Alaska,” explains Dennis Neill, public affairs officer for the National Forest Service. “It’s a viable forest with vast stretches of functional ecosystem that’s going to stay that way. We’re very dedicated to keeping this forest as a functional ecosystem.” (McClure 12/24/2003) The decision was made by the Forest Service in consultation with Agriculture Department officials and the White House Office of Management and Budget after Alaska’s governor sought an exemption from the Clinton-era Roadless Rule claiming that it violates the Alaska National Interest Lands Conservation Act, the Wilderness Act, the National Environmental Policy Act and the National Forest Management Act. (Heilprin 12/23/2003) The decision ignores some 2 million public comments in favor of upholding the Roadless Rule in Tongass. Critics warn that building roads will harm salmon runs by silting up streams and blocking access to spawning grounds. Additionally it will give hunters increased access to wolves, bears and other animals in remote parts of the forest. And though the Forest Service says that logging will be confined to no more than 3 percent of the Tongass, environmental groups say that since the parcels to be logged are so spread out, the access roads could ultimately disturb four times that figure. Agriculture Secretary Ann Venemana announces the proposal of a new federal rule that would overturn the Roadless Rule introduced by Clinton in January 2001. The Roadless Rule banned the construction of roads in 58.5 million acres, or nearly one-third, of the nation’s forests. The administration claims that the motivation behind the new rule is to give states a say in the management of their lands. Under the new rule, state governors would presumably help decide whether areas in their own states should be opened to commercial activity like logging or oil and gas drilling. But for the first 18 months the rule is in effect, the US Forest Service would have the final authority on all decisions. After that, local Forest Service plans, which typically would allow road building and logging on the areas currently designated as roadless, would be reinstated. Governors opposed to any of these plans would have to petition the Agriculture Department in a complicated, two-step process. The Union of Concerned Scientists (UCS) releases a report warning that the use of genetically modified plants—especially corn and soy—to produce drugs, vaccines, and industrial chemicals poses a grave risk to the world’s food supply. The report takes a close look at the current system for producing and distributing food- and feed- grade corn and soybeans and warns that there are a number of potential entry points where plant-produced chemicals might contaminate the food supply. According to the report’s authors, the US Department of Agriculture should “halt the outdoor production of genetically engineered pharma and industrial crops immediately until a system is put in place that can produce drugs and industrial substances without putting our food system and food industry at risk.” They also recommend that the USDA fund an effort to explore safer alternatives. The report was written by scientists at Iowa Sate University, University of Central Florida, University of California at Davis, University of Illinois, and University of Minnesota, and an agricultural management expert based in Hudson, Iowa. An investigation by the New York Times reveals that the government’s use of “video news releases,” or so-called “fake news” reports provided by the government and presented to television news viewers as real news (see March 15, 2004), has been used by far more government agencies than previously reported. The Times report finds that VNRs from the State Department, the Transportation Security Administration (TSA), and the Agriculture Department are among the agencies providing VNRs to local television news broadcasters. Previous media reports focused largely on the VNRs provided by the Department of Health and Human Services to tout the Bush administration’s Medicare proposals. The Times finds that “at least 20 federal agencies, including the Defense Department and the Census Bureau, have made and distributed hundreds of television news segments in the past four years.… Many were subsequently broadcast on local stations across the country without any acknowledgement of the government’s role in their production.… [T]he [Bush] administration’s efforts to generate positive news coverage have been considerably more pervasive than previously known. At the same time, records and interviews suggest widespread complicity or negligence by television stations, given industry ethics standards that discourage the broadcast of prepackaged news segments from any outside group without revealing the source.”
VNRs Presented as Actual News - While government VNRs are generally labeled as being government productions on the film canister or video label, the VNRs themselves are designed, the Times writes, “to fit seamlessly into the typical local news broadcast. In most cases, the ‘reporters’ are careful not to state in the segment that they work for the government. Their reports generally avoid overt ideological appeals. Instead, the government’s news-making apparatus has produced a quiet drumbeat of broadcasts describing a vigilant and compassionate administration.” The VNRs often feature highly choreographed “interviews” with senior administration officials, “in which questions are scripted and answers rehearsed. Critics, though, are excluded, as are any hints of mismanagement, waste or controversy.”
Benefits to All except News Consumers - The Times explains how VNRs benefit the Bush administration, private public relations firms, networks, and local broadcasters: “Local affiliates are spared the expense of digging up original material. Public relations firms secure government contracts worth millions of dollars. The major networks, which help distribute the releases, collect fees from the government agencies that produce segments and the affiliates that show them. The administration, meanwhile, gets out an unfiltered message, delivered in the guise of traditional reporting.” News viewers, however, receive propaganda messages masquerading as real, supposedly impartial news reports.
Ducking Responsibility - Administration officials deny any responsibility for the use of VNRs as “real” news. “Talk to the television stations that ran it without attribution,” says William Pierce, a spokesman for the Department of Health and Human Services. “This is not our problem. We can’t be held responsible for their actions.” But the Government Accountability Office (GAO) has disagreed, calling the use of government-produced VNRs “covert propaganda” because news viewers do not know that the segments they are watching are government productions (see May 19, 2004). However, the Office of Management and Budget (OMB) and the Justice Department (see March 2005) have called the practice legal, and instructed executive branch agencies to merely ignore the GAO findings.
Creative Editing - The Times gives an example of how seamlessly government-produced propaganda can be transformed into seemingly real news segments. In one segment recently provided by the Agriculture Department, the agency’s narrator ends the segment by saying, “In Princess Anne, Maryland, I’m Pat O’Leary reporting for the US Department of Agriculture.” The segment is distributed by AgDay, a syndicated farm news program shown on some 160 stations; the segment is introduced as being by “AgDay’s Pat O’Leary.” The final sentence was edited to state: “In Princess Anne, Maryland, I’m Pat O’Leary reporting.” Final result: viewers are unaware that the AgDay segment is actually an Agriculture Department production. AgDay executive producer Brian Conrady defends the practice: “We can clip ‘Department of Agriculture’ at our choosing. The material we get from the [agency], if we choose to air it and how we choose to air it is our choice.” The public relations industry agrees with Conrady; many large PR firms produce VNRs both for government and corporate use, and the Public Relations Society of America gives an annual award, the Bronze Anvil, for the year’s best VNR.
Complicity by News Broadcasters - Several major television networks help distribute VNRs. Fox News has a contract with PR firm Medialink to distribute VNRs to 130 affiliates through its video feed service, Fox News Edge. CNN distributes VNRs to 750 stations in the US and Canada through its feed service, CNN Newsource. The Associated Press’s television news distributor does the same with its Global Video Wire. Fox News Edge director David Winstrom says: “We look at them and determine whether we want them to be on the feed. If I got one that said tobacco cures cancer or something like that, I would kill it.” TVA Productions, a VNR producer and distributor, says in a sales pitch to potential clients, “No TV news organization has the resources in labor, time or funds to cover every worthy story.” Almost “90 percent of TV newsrooms now rely on video news releases,” it claims. The reach can be enormous. Government-produced VNRs from the Office of National Drug Control Policy reached some 22 million households over 300 news stations. And news stations often re-record the voiceover of VNRs by their own reporters, adding to the illusion that their own reporters, and not government or PR employees, are doing the actual reporting.
Office of Broadcasting Services - The State Department’s Office of Broadcasting Services (OBS) employs around 30 editors and technicians, who before 2002 primarily distributed video from news conferences. But in early 2002, the OBS began working with close White House supervision to produce narrated feature reports promoting American policies and achievements in Afghanistan and Iraq, and supporting the Bush administration’s rationale for invading those countries. Between 2002 and now, the State Department has produced 59 such segments, which were distributed to hundreds of domestic and international television broadcasters. The State Department says that US laws prohibiting the domestic dissemination of propaganda don’t apply to the OBS. Besides, says State Department spokesman Richard Boucher: “Our goal is to put out facts and the truth. We’re not a propaganda agency.” State Department official Patricia Harrison told Congress last year that such “good news” segments are “powerful strategic tools” for influencing public opinion. The Times reports that “a review of the department’s segments reveals a body of work in sync with the political objectives set forth by the White House communications team after 9/11.” One June 2003 VNR produced by the OBS depicts US efforts to distribute food and water to the people of southern Iraq. The unidentified narrator condluded, “After living for decades in fear, they are now receiving assistance—and building trust—with their coalition liberators.” OBS produced several segments about the liberation of Afghan women; a January 2003 memo called the segments “prime example[s]” of how “White House-led efforts could facilitate strategic, proactive communications in the war on terror.” OBS typically distributes VNRs through international news organizations such as Reuters and the Associated Press, which then distribute them to major US networks, which in turn transmit them to local affiliates.
The Pentagon Channel and 'Hometown News' - In 2004, the Defense Department began providing The Pentagon Channel, formerly an in-house service, to cable and satellite operators in the US. The content is provided by Pentagon public relations specialists who produce “news reports” identical to those produced by local and national news broadcasters. And the content is free. The Pentagon Channel’s content is supplemented by the Army and Air Force Hometown News Service (HNS), a 40-man unit that produces VNRs for local broadcasters focusing on the accomplishments of “hometown” soldiers. Deputy director Larry Gilliam says of the service, “We’re the ‘good news’ people.” Their reports, tailored for specific local stations, reached 41 million households in 2004. But the service’s VNRs sometimes go beyond celebrating a hometown hero. Weeks after the Abu Ghraib scandal broke, HNS released a VNR that lauded the training of military policemen at Missouri’s Fort Leonard Wood, where many of the MPs involved in the scandal were trained. “One of the most important lessons they learn is to treat prisoners strictly but fairly,” the “reporter” in the segment says. A trainer tells the narrator that MPs are taught to “treat others as they would want to be treated.” Gilliam says the MP report had nothing to do with the Pentagon’s desire to defend itself from accusations of mistreatment and prisoner abuse. “Are you saying that the Pentagon called down and said, ‘We need some good publicity?’” Gilliam asks the Times reporter. He answers his own question, “No, not at all.” (Barstow and Stein 3/13/2005)
Congress Bans Use of Government VNRs - Two months after the Times article is published, Congress will ban the use of government VNRs for propaganda purposes (see May 2005).
Federal Judge J. Michael Seabright rules that the US Department of Agriculture violated both the Endangered Species Act and the National Environmental Policy Act when it allowed the cultivation of drug-producing GM crops in Hawaii. The court says the USDA acted in “utter disregard” of the two laws because it failed even to conduct preliminary investigations before granting approval for the growing of these crops. The Hawaii islands are home to 329 endangered and threatened species. Seabright’s ruling is the first court decision regarding plants that have been genetically modified to produce pharmaceutical drugs or industrial compounds. The case primarily concerned four permits that had been issued to Monsanto, ProdiGene, Garst Seed Company, and the Hawaii Agriculture Research Center allowing them to grow drug-producing corn and sugarcane at various locations in Kauai, Oahu, Molokai, and Maui between 2001 and 2003. The plaintiffs in the case—Center for Food Safety, Friends of the Earth, Pesticide Action Network North America, and KAHEA (the Hawaiian-Environmental Alliance)—also challenged the USDA’s practice of refusing to disclose the locations where experimental chemical-producing GM plants are being grown and what substances those plants are being developed to produce. Agriculture Secretary Mike Johanns announces that US commercial supplies of long-grain rice were inadvertently contaminated in 2005 with a genetically modified variety (LLRICE 601) developed by Bayer CropScience that has not been approved for human consumption. Johanns says the Department of Agriculture believes the “product is safe.” LLRICE 601 contains bacterial DNA that makes it resistant to a weedkiller manufactured by Aventis. Johanns also says that Bayer now has plans to seek FDA approval for LLRICE 601. (Weiss 8/19/2006) News of the contamination sends US rice futures plummeting as European grocery stores begin pulling US rice from their shelves. The European Union says it will only accept US long-grain rice that has been certified GM-free. (Weise 10/23/2006) Similarly, Japan announces that it is suspending long grain rice imports and warns that if there is another incident of GM contamination, it will reject all US imports. The nonpartisan FactCheck.org finds that recent claims by presidential candidate Newt Gingrich (R-GA) that “more people have been put on food stamps by Barack Obama than any president in American history” are wrong. In fact, far more Americans were added to the Supplemental Nutrition Assistance Program (SNAP) rolls under President George W. Bush than under Obama. Gingrich has made the claim in a number of political speeches (see November 30 - December 2, 2011 and January 5, 2012), but his reiteration of the claim during a recent Republican debate in South Carolina has drawn a great deal of media attention (see January 16, 2012). FactCheck finds: “Gingrich would have been correct to say the number now on food aid is historically high. The number stood at 46,224,722 persons as of October, the most recent month on record. And it’s also true that the number has risen sharply since Obama took office. But Gingrich goes too far to say Obama has put more on the rolls than other presidents.” Information from the US Department of Agriculture (USDA)‘s Food and Nutrition Service going back to January 2001 “show[s] that under President George W. Bush the number of recipients rose by nearly 14.7 million. Nothing before comes close to that.” Moreover, “the program has so far grown by 444,574 fewer recipients during Obama’s time in office than during Bush’s.” The trend in recent months has been for the number of food-stamp recipients to decline, another fact Gingrich fails to note. FactCheck finds that the rise in the number of Americans on food stamps—currently one out of seven—began during the second term of the Bush presidency. “In the 12 months before Obama was sworn in, 4.4 million were added to the rolls, triple the 1.4 million added in 2007,” the organization writes. “To be sure, Obama is responsible for some portion of the increase since then. The stimulus bill he signed in 2009 increased benefit levels, making the program more attractive. A family of four saw an increase of $80 per month, for example.… The stimulus also made more people eligible. Able-bodied jobless adults without dependents could get benefits for longer than three months.” Part of the reason for the higher number of recipients under Obama is the new outreach to eligible citizens by state governments, according to the USDA; many state governments have worked harder to inform eligible citizens of their right to apply for government assistance, and have reduced the amount of information that claimants must provide to receive assistance. FactCheck concludes: “We don’t argue that the program is either too large (as Gingrich does) or too small. It has certainly reached a historically high level, and may or may not grow even larger in the months to come. But the plain fact is that the growth started long before Obama took office, and participation grew more under Bush.” And it quotes the USDA’s Kevin Concannon, who recently told a Wall Street Journal reporter, “I realize Mr. Gingrich is a historian, but I’m not sure he’d get very high marks on that paper.” (Jackson 1/17/2012) CBS News notes that the White House has called Gingrich’s claims “crazy,” and finds: “While the number of people on food stamps is indeed at a record level, that’s in part because of eligibility rules being relaxed under the administration of George W. Bush. It’s also due in part to the economic downturn that began under Mr. Bush.… [T]hat percentage increase hardly makes Obama the ‘best food stamp president in American history,’ at least when you look at the question proportionally. The percent increase in beneficiaries during Mr. Bush’s presidency was higher than it has been under Mr. Obama: The number of beneficiaries went from 17.3 million in 2001 to 28.2 million in 2008—an increase of 63 percent in years that are mostly considered non-recessionary.” (Hughes 1/17/2012) US News and World Report agrees with FactCheck, finding that “SNAP participation has been on the rise since well before President Obama took office. Nearly 17.2 million people in FY 2000 participated in the program, a figure that increased by nearly 64 percent by 2008.” (Kurtzleben 1/17/2012) The Associated Press accuses Gingrich of distorting the facts and notes: “It’s gotten easier to qualify for food stamps in the past decade but that is because of measures taken before Obama became president. It’s true that the number of people on food stamps is now at a record level. That’s due mainly to the ailing economy, which Republicans blame on Obama, as well as rising food costs. The worst downturn since the Great Depression wiped out 8.7 million jobs, pushed the unemployment rate to a peak of 10 percent in October 2009, and increased poverty.” (Associated Press 1/17/2012) The nonpartisan Center on Budget and Policy Priorities has found that SNAP is a critical element in keeping poverty-stricken Americans, particularly children and the elderly, from starving during the economic recession (see January 9, 2012).
