The CIA’s Associate Deputy Director for Intelligence [ADDI] receives draft seven of Bush’s upcoming speech in Cincinnati and sees that the speech writers have failed to remove the passage on Iraq’s alleged attempt to purchase uranium from Niger, as the CIA had advised the day before (see October 5, 2002). He contacts Director of Central Intelligence George Tenet and tells him that the “president should not be a fact witness on this issue” because the agency’s analysts consider the reporting “weak” and say it is based solely on one source. Tenet then personally calls White House officials, including Deputy National Security Adviser Stephen Hadley, with the CIA’s concerns. The allegation is finally removed from the speech. Later in the day, to press its point even further, the CIA faxes another memo, summarizing its position on the Africa-uranium claim. The memo states: “[M]ore on why we recommend removing the sentence about procuring uranium oxide from Africa: Three points (1) The evidence is weak. One of the two mines cited by the source as the location of the uranium oxide is flooded. The other mine cited by the source is under the control of the French authorities. (2) The procurement is not particularly significant to Iraq’s nuclear ambitions because the Iraqis already have a large stock of uranium oxide in their inventory. And (3) we have shared points one and two with Congress, telling them that the Africa story is overblown and telling them this is one of the two issues where we differed with the British.” [Washington Post, 7/13/2003; Washington Post, 7/23/2003; US Congress, 7/7/2004] The memo’s recipients include National Security Adviser Condoleezza Rice and her deputy, Stephen Hadley. British Attorney-General Lord Goldsmith and Solicitor-General Harriet Harman warn British Prime Minister Tony Blair that a preemptive war against Iraq, without UN backing, would violate international law and could potentially result in Britain being hauled before the International Criminal Court. [Financial Times, 10/7/2002]

National Security Adviser Condoleezza Rice invites White House communications aide Adam Levine into the White House Situation Room to look over hundreds of highly classified intelligence photos that supposedly constitute evidence that Saddam Hussein has weapons of mass destruction. Levine is supposed to select a few choice photos to release with Bush’s speech in Cincinnati (see October 7, 2002) to strengthen the administration’s case. One of the pictures that catches Levine’s eye is a photo of a UAV. But when he looks closely, he sees that there is a Czech flag on it. One of Rice’s aides explains that the UAV was on display at a German air show. The administration believes it is like the ones Saddam has. Levine also sees a series of before-and-after shots of weapons sites visited by UN inspectors. But the photographs are from 1998. As Levine continues his search for the perfect photo, he realizes that none of them really constitute evidence of anything. “I remember having this sinking feeling,” he later recalls. “Oh my God, I hope this isn’t all we have. We’ve got to have better stuff than this.” [Isikoff and Corn, 2006, pp. 145]

In a televised speech in Cincinnati (see October 7, 2002), President Bush says: “Some have argued that confronting the threat from Iraq could detract from the war against terror. To the contrary, confronting the threat posed by Iraq is crucial to winning the war on terror.” [US President, 10/14/2002]

In response to a letter from Senator Bob Graham of the Senate Intelligence Committee (see October 4, 2002), the CIA agrees to declassify three passages from the National Intelligence Estimate on Iraq (see October 1, 2002) that said Saddam Hussein is unlikely to use chemical or biological weapons unless he is attacked. The CIA also agrees to release a portion of the October 2 exchange between Graham and Deputy CIA Director John McLaughlin, in which McLaughlin stated that the probability that Saddam would initiate and attack was low (see October 2, 2002). Finally, in response to Graham’s request for additional information on alleged links between Iraq and al-Qaeda, the CIA says its “understanding of the relationship… is evolving and is based on sources of varying reliability. Some of the information… received comes from detainees, including some of high rank.” [Central Intelligence Agency, 10/7/2002; CBC News, 11/1/2002]

Knight Ridder publishes a story written by Warren Strobel, Jonathan Landay, and John Walcott entitled, “Some in Bush Administration Have Misgivings about Iraq Policy.” They are among the very few mainstream journalists willing to report something besides administration talking points on Iraq (see After October 4, 2002 and September 6, 2002). The story states: “While President Bush marshals Congressional and international support for invading Iraq, a growing number of military officers, intelligence professionals, and diplomats in his own government privately have deep misgivings about the administration’s double-time march toward war. These officials charge that administration hawks have exaggerated evidence of the threat that Iraqi leader Saddam Hussein poses—including distorting his links to the al-Qaeda terrorist network-have overstated the amount of international support for attacking Iraq, and have downplayed the potential repercussions of a new war in the Middle East. They charge that the administration squelches dissenting views and that intelligence analysts are under intense pressure to produce reports supporting the White House’s argument that Saddam poses such an immediate threat to the United States that pre-emptive military action is necessary.” They also confirm rumors of pressure on CIA analysts from the White House to produce intelligence analyses that conform to their desires, quoting an official as saying, “Analysts at the working level in the intelligence community are feeling very strong pressure from the Pentagon to cook the intelligence books” (see 2002-Early 2003). Strobel and his fellows add: “A dozen other officials echoed his views in interviews with Knight Ridder. No one who was interviewed disagreed.… [Vice President] Cheney, [Defense Secretary] Rumsfeld, and others are ignoring intelligence reports and analysis they don’t like, the officials say. ‘There is group-think among the leadership,’ said one Pentagon official.” But Knight Ridder, a relatively small news corporation with no outlets in either New York City or Washington, has little impact on the national debate. The story is roundly ignored. [Knight Ridder, 10/7/2002; Unger, 2007, pp. 263-264; Roberts, 2008, pp. 151] Within days, the Washington Post, Los Angeles Times, Associated Press, Wall Street Journal, USA Today, and the Guardian of London all publish articles raising questions about the Bush administration’s allegations. [Source: CIA]In a televised speech, President Bush presents the administration’s case that Saddam Hussein’s regime is a threat to the security of the nation and insists that regime change would improve lifes for Iraqis. “Some worry that a change of leadership in Iraq could create instability and make the situation worse. The situation could hardly get worse, for world security and for the people of Iraq. The lives of Iraqi citizens would improve dramatically if Saddam Hussein were no longer in power, just as the lives of Afghanistan’s citizens improved after the Taliban.” The speech is widely criticized for including false and exaggerated statements.
Iraq has attempted to purchase equipment used to enrich uranium for nuclear weapons - Bush claims that a shipment of 3,000 aluminum tubes to Iraq, which were intercepted in Jordan by US authorities in July of 2001 (see July 2001), had been destined for use in a uranium enrichment program. But by this time numerous experts and government scientists have already warned the administration against making this allegation. [US President, 10/14/2002] Three weeks before Bush’s speech, The Washington Post ran a story on the aluminum tubes. The article summarized a study by the Institute for Science and International Security (ISIS), disputing the administration’s claim that the tubes were to be used for gas centrifuges. The report was authored by the institute’s president and founder, David Albright, a respected nuclear physicist, who had investigated Iraq’s nuclear weapons program after the First Gulf War as a member of the International Atomic Energy Agency’s inspection team and who has spoken before Congress on numerous occasions. In his study, he concluded that Iraq’s attempts to import the tubes “are not evidence that Iraq is in possession of, or close to possessing, nuclear weapons” and “do not provide evidence that Iraq has an operating centrifuge plant or when such a plant could be operational.” [Washington Post, 9/19/2002; Guardian, 10/9/2002; San Francisco Chronicle, 10/12/2002; Albright, 10/9/2003] Soon after the speech, Albright tells The Guardian newspaper that there is still no evidence to substantiate that interpretation. As one unnamed specialist at the US Department of Energy explains to the newspaper, “I would just say there is not much support for that [nuclear] theory around here.” [Guardian, 10/9/2002] The Washington Post article also reported that government experts on nuclear technology who disagreed with the White House view had told Albright that the administration expected them to remain silent. [Washington Post, 9/19/2002; Independent, 9/22/2002] Houston G. Wood III, a retired Oak Ridge physicist considered to be “among the most eminent living experts” on gas centrifuges reviewed the tube question in August 2001 (see 1950s) and concluded at that time that it was very unlikely that the tubes had been imported to be used for centrifuges in a uranium enrichment program. He later tells The Washington Post in mid-2003 that “it would have been extremely difficult to make these tubes into centrifuges,” adding that it stretched “the imagination to come up with a way.” He also says that other centrifuge experts whom he knew shared his assessment of the tubes. [Washington Post, 8/10/2003] In addition to the several outside experts who criticized the tubes allegation, analysts within the US intelligence community also doubted the claim. Less than a week before Bush’s speech, the Energy Department and the State Department’s intelligence branch, the INR, had appended a statement to a National Intelligence Estimate on Iraq disputing the theory (see October 1, 2002). Saddam Hussein ordered his nuclear program to continue in 1998 - Bush says that US intelligence has information that Saddam Hussein ordered his nuclear program to continue after inspectors left in 1998. “Before being barred from Iraq in 1998, the International Atomic Energy Agency dismantled extensive nuclear weapons-related facilities, including three uranium enrichment sites,” Bush charges. “That same year, information from a high-ranking Iraqi nuclear engineer who had defected revealed that despite his public promises, Saddam Hussein had ordered his nuclear program to continue.” [San Francisco Chronicle, 10/12/2002; US President, 10/14/2002] But Bush’s “high-ranking” source turns out to be Khidir Hamza, who is considered by many to be an unreliable source. Albright, who was president of the Institute for Science and International Security where Hamza worked as an analyst from 1997 to 1999, says that after Hamza defected, “he went off the edge [and] started saying irresponsible things.” [San Francisco Chronicle, 10/12/2002] And General Hussein Kamel, Saddam Hussein’s son-in-law who was in charge of the dictator’s former weapons program but who defected in 1995, told UNSCOM and IAEA inspectors, as well as US and British intelligence, that Khidir Hamza was “a professional liar.” Kamel explained, “He worked with us, but he was useless and always looking for promotions. He consulted with me but could not deliver anything…. He was even interrogated by a team before he left and was allowed to go.” [United Nations Special Commission, 4/16/1998; New Yorker, 5/12/2003]
Iraq is developing drones that could deploy chemical and biological weapons - The President claims that Iraq is developing drones, or unmanned aerial vehicles (UAVs), which “could be used to disperse chemical or biological weapons across broad areas.” He goes so far as to say, “We’re concerned that Iraq is exploring ways of using these UAVs for missions targeting the United States.” [Guardian, 10/9/2002; US President, 10/14/2002] But this claim comes shortly after US intelligence agencies completed a National Intelligence Estimate on Iraq, in which Air Force intelligence had disputed the drone allegation (see October 1, 2002). Bush’s drone allegation is quickly derided by experts and other sources. The Guardian of London reports two days later that according to US military experts, “Iraq had been converting eastern European trainer jets, known as L-29s, into drones, but… that with a maximum range of a few hundred miles they were no threat to targets in the US.” [Guardian, 10/9/2002] And the San Francisco Chronicle will cite experts who say that “slow-moving unmanned aerial vehicles would likely be shot down as soon as they crossed Iraq’s borders” because “Iraqi airspace is closely monitored by US and British planes and radar systems.” The report will also note, “It’s also unclear how the vehicles would reach the US mainland—the nearest point is Maine, almost 5, 500 miles away—without being intercepted.” [San Francisco Chronicle, 10/12/2002] Anthony Cordesman, a security analyst at the Center for Strategic and International Studies, will say he believes the drone allegation is unrealistic. In an interview with the San Francisco Chronicle, he says, “As a guesstimate, Iraq’s present holdings of delivery systems and chemical and biological weapons seem most likely to be so limited in technology and operational lethality that they do not constrain US freedom of action or do much to intimidate Iraq’s neighbors.” [San Francisco Chronicle, 10/12/2002] These criticisms of Bush’s claim are validated after the US invasion of Iraq. Two US government scientists involved in the post-invasion hunt for weapons of mass destruction will tell the Associated Press in August 2003 that they inspected the drones and concluded that they were never a threat to the US. “We just looked at the UAVs and said, ‘There’s nothing here. There’s no room to put anything in here,’” one of the scientists will say. “The US scientists, weapons experts who spoke on condition of anonymity, reached their conclusions after studying the small aircraft and interviewing Iraqi missile experts, system designers and Gen. Ibrahim Hussein Ismail, the Iraqi head of the military facility where the UAVs were designed,” the Associated Press will explain in its report. [Associated Press, 8/24/2003]
Saddam Hussein could give terrorists weapons of mass destruction - Bush asserts, “Iraq could decide on any given day to provide a biological or chemical weapon to a terrorist group or individual terrorists.” [US President, 10/14/2002] But not only have numerous experts and inside sources disputed this theory (see July 2002-March 19, 2003), US intelligence’s National Intelligence Estimate on Iraq—completed just one week before—concluded that this is an unlikely scenario (see October 1, 2002). “Baghdad, for now, appears to be drawing a line short of conducting terrorist attacks with conventional or CBW against the United States,” the document clearly stated. “Should Saddam conclude that a US-led attack could no longer be deterred he probably would become much less constrained in adopting terrorist actions.” [San Francisco Chronicle, 10/12/2002]
Iraq rebuilding facilities associated with production of biological and chemical weapons - Bush claims that surveillance photos indicate that Iraq “is rebuilding facilities that it had used to produce chemical and biological weapons.” [US President, 10/14/2002] On the following day, photos are published on the White House website showing that Iraq had repaired three sites damaged by US bombs—the Al Furat Manufacturing Facility, the Nassr Engineering Establishment Manufacturing Facility, and Fallujah II. [US President, 10/14/2002] But no evidence is provided by the White House demonstrating that these sites have resumed activities related to the production of weapons of mass destruction. Iraqi authorities will give reporters a tour of the facilities on October 10 (see October 10, 2002).
Iraq has trained al-Qaeda members in bomb-making and poisons and deadly gases - Bush alleges that Iraq has trained al-Qaeda operatives “in bomb-making and poisons and deadly gases.” [US President, 10/14/2002] The claim is based on a September 2002 CIA document which had warned that its sources were of “varying reliability” and that the claim had not yet been substantiated (see September 2002). The report’s main source, Ibn al-Shaykh al-Libi, an al-Qaeda operative who offered the information to CIA interrogators while in custody, later recants the claim (see February 14, 2004). A Defense Intelligence Agency report in February 2002 (see February 2002) had also expressed doubt in the claim, going so far as to suggest that al-Libi was “intentionally misleading [his] debriefers.” [CNN, 9/26/2002; New York Times, 7/31/2004; Newsweek, 7/5/2005; New York Times, 11/6/2005] And earlier in the month, US intelligence services had concluded in their National Intelligence Estimate on Iraq that this allegation could not be confirmed. [CNN, 9/26/2002; Newsday, 10/10/2002; San Francisco Chronicle, 10/12/2002; Washington Post, 6/22/2003]
A very senior al-Qaeda leader received medical treatment in Baghdad - Bush claims: “Some al-Qaeda leaders who fled Afghanistan went to Iraq. These include one very senior al-Qaeda leader who received medical treatment in Baghdad this year, and who has been associated with planning for chemical and biological attacks.” The allegation refers to Abu Musab al-Zarqawi, a Jordanian-born Palestinian who is the founder of al-Tawhid, an organization whose aim is to kill Jews and install an Islamic regime in Jordan. It was first leaked to the press by an anonymous US official several days before Bush’s speech (see October 2, 2002). The allegation is partly based on intercepted telephone calls in which al-Zarqawi was overheard calling friends or relatives (see December 2001-Mid-2002). But on the same day as Bush’s speech, Knight Ridder Newspapers reports that according to US intelligence officials, “The intercepts provide no evidence that the suspected terrorist was working with the Iraqi regime or that he was working on a terrorist operation while he was in Iraq.” [Knight Ridder, 10/7/2002; US President, 10/14/2002] Al-Zarqawi will link with al-Qaeda, but only in 2004, after the start of the war in Iraq (see October 17, 2004).

CIA Director George Tenet sends a letter to Senator Bob Graham (D-FL), the chairman of the Senate Intelligence Committee. In the letter, Tenet acknowledges declassifying some “material available to further the Senate’s forthcoming open debate on a joint resolution concerning Iraq” (see October 7, 2002). Tenet says that the declassified information supports the following contentions:
bullet “Our understanding of the relationship between Iraq and al-Qaeda is evolving and is based on sources of varying reliability. Some of the information we have received comes from detainees, including some of high rank.”
bullet “We have solid reporting of senior level contacts between Iraq and al-Qaeda going back a decade.”
bullet “Credible information indicates that Iraq and al-Qaeda have discussed safe haven and reciprocal nonaggression.”
bullet “Since Operation Enduring Freedom (see October 7, 2001), we have solid evidence of the presence in Iraq of al-Qaeda members, including some that have been in Baghdad.”
bullet “We have credible reporting that al-Qaeda leaders sought contacts in Iraq who could help them acquire WMD capabilities. The reporting also stated that Iraq has provided training to al-Qaeda members in the areas of poisons and gases and making conventional bombs.”
bullet “Iraq’s increasing support to extremist Palestinians coupled with growing indications of a relationship with al-Qaeda, suggest that Baghdad’s links to terrorists will increase, even absent US military action.” [Senate Intelligence Committee, 10/7/2002; New York Times, 10/9/2002]
In 2007, former CIA analyst Valerie Plame Wilson will write that in the weeks and months preceding the invasion of Iraq, “Congress, just like the general public, was being bombarded with dreadful scenarios of what would happen if the perceived imminent threat from Iraq was not stopped in its tracks.” Plame Wilson will note that little strong evidence exists in CIA analyses to support Tenet’s contentions. [Wilson, 2007, pp. 121]

Chief UN inspector Hans Blix and Mohamed ElBaradei, the director general of the UN International Atomic Energy Agency, send a letter to the Iraqi government, which lists conclusions they had drawn from the October 1 meeting with Iraqi arms officials (see October 1, 2002). The letter asks that Iraqi officials respond with a letter confirming these conclusions. But the inspectors’ letter actually includes additional conditions not discussed during the October 1 meeting, such as the right of inspectors to conduct interviews and choose “the mode and location” for them as well as the right for UN member states to fly U-2 spy planes over Iraq. [Reuters, 10/12/2002]
Iraqi Response 'Another Example of Evasion' - Iraqi officials respond to the request on October 11 with a letter signed by Amir Hammudi al-Saadi, an adviser to Saddam Hussein. The letter agrees only to the conditions that were agreed upon during the October 1 meeting. [New York Times, 10/12/2002; Reuters, 10/12/2002; New York Times, 10/12/2002] The Bush administration seizes on the Iraqi response, calling it another example of evasion. “We are not surprised that once again the Iraqis want to delay and deceive.… We’ve had 16 resolutions and 11 years of playing this game, and it’s time the Security Council takes action,” says Richard Grenell, spokesman for US Ambassador John Negroponte. [New York Times, 10/12/2002]
Threat from White House - When Blix and ElBaradei discuss the issue with Vice President Cheney, he will threaten to ‘discredit’ them if they do not support the US position (see October 11, 2002).

Vice President Cheney’s man in the State Department, Undersecretary of State John Bolton, takes steps to ensure that only the “right” intelligence analysts will be allowed to attend meetings on Iraq, after the embarrassment of having the CIA refuse to allow President Bush to accuse Iraq of attempting to buy uranium from Niger (see October 5, 2002 and October 6, 2002). Bolton bars Greg Thielmann, the director of the State Department’s INR (its in-house intelligence bureau), from attending any more meetings on any related subject. Thielmann had questioned the forged Niger documents (see Between Late 2000 and September 11, 2001, Late September 2001-Early October 2001, October 15, 2001, February 5, 2002, and February 12, 2002). “Bolton seemed to be troubled because INR was not telling them what he wanted to hear,” Thielmann will later recall. “I was intercepted at the door of his office and told, ‘The undersecretary doesn’t need you to attend this meeting anymore. The undersecretary wants to keep this in the family.’” [Unger, 2007, pp. 263]

Senior Bush neoconservatives, angry at the US intelligence community’s refusal to allow the Iraq-Niger uranium deal allegations into President Bush’s Cincinnati speech (see October 5, 2002 and October 6, 2002), begin purging “troublesome” intelligence analysts. One such victim is Bruce Hardcastle (see Early 2002), the DIA’s intelligence officer for the Middle East, South Asia, and Counterterrorism. Hardcastle has challenged Bush officials, telling them “that the way they were handling evidence was wrong.” In retaliation, not only does Hardcastle lose his job, but his position is eliminated entirely. DIA analyst Patrick Lang will later recall: “They wanted just liaison officers who were junior. They didn’t want a senior intelligence officer who argued with them.” Lang will recall Hardcastle saying, “I couldn’t deal with these people.” Lang continues: “They are such ideologues that they know what the outcome should be.… They start with an almost psuedo-religious faith. They wanted the intelligence agencies to produce material to show a threat, particularly an imminent threat. Then they worked back to prove their case. It was the opposite of what the process should have been like, that the evidence should prove the case.” [Unger, 2007, pp. 262-263]

As a group of Democratic and Republican members of Congress are discussing the proposed bill to authorize the use of force against Iraq (see October 2, 2002), President Bush walks in and says: “Look, I want your vote. I’m not going to debate it with you.” When a senator attempts to ask him a question, Bush snaps back, “Look, I’m not going to debate it with you.” [Time, 9/6/2004; New York Times Magazine, 10/17/2004]

Italian Panorama journalist Elisabetta Burba goes to the US Embassy in Rome and gives US officials copies of the Niger documents (see March 2000) that she had obtained two days before (see Afternoon October 7, 2002). [Agence France-Presse, 7/19/2003; Agence France-Presse, 7/19/2003; Washington Post, 7/20/2003; Associated Press, 7/20/2003; Agence France-Presse, 9/19/2003; New Yorker, 10/27/2003] (As Eriposte’s analysis at TheLeftCoaster.Org notes, reporting as of March 2006 suggests that the forged Iraq-Niger accord on the alleged uranium deal, a copy of which was reportedly included in a February 2002 SISMI report (see February 5, 2002) to the CIA, is not part of the collection of documents Burba gives to the CIA. [ERiposte, 3/6/2006] ) The documents are faxed to the State Department on October 15 (see October 15, 2002)and its intelligence unit quickly concludes that the papers are probably fakes. [Washington Post, 7/20/2003; Isikoff and Corn, 2006, pp. 148] Before Burba’s arrival at the embassy, CIA station chief Jeff Castelli, who has an office in the embassy, was told about the documents. But he was not interested. “This is bullshit we don’t have time to waste on,” Tyler Drumheller, the agency’s head of spying in Europe, later recalls him saying. He nonetheless is given a copy of the documents, but quickly forgets about them. According to Drumheller, Castelli is “not the most organized guy in the world. And his view was ‘This is the least important thing that’s coming across my desk now.’ He just made a mistake.” [Isikoff and Corn, 2006, pp. 148; CBS News, 4/23/2006] Several newspapers cite sources (mostly unnamed, so it’s possible they are all relying on the same sources) that appear to support Drumheller’s account. [New York Times, 3/23/2003; Washington Post, 7/20/2003; New Yorker, 10/27/2003] For example, an unnamed senior Central Intelligence Agency official will tell Knut Royce of Newsday in July of 2003 that the CIA “had serious questions about [the claims] from day one.” The agency “had accounts [see October 15, 2001, February 5, 2002, and March 25, 2002] of them [the letters] and that was close enough. We didn’t take it that seriously to begin with.… We didn’t put a lot of stock in these reports from Niger. We didn’t rush around to get the actual documents.” [Newsday, 7/11/2003 Sources: Unnamed Senior CIA official]

Democratic party leaders hold special briefings on Iraq for House Democrats. The message they give to lawmakers is that Saddam Hussein can only be dealt with militarily. Richard Holbrooke, former UN ambassador under Clinton, says he believes that Saddam Hussein is the most dangerous man in the world. Similarly, Kenneth Pollack, a former CIA analyst who served on Clinton’s National Security Council, says that Hussein could have a nuclear bomb within a few years and that containment is no longer an option. And echoing the claims of hawks like Paul Wolfowitz, Dennis Ross, Clinton’s top Middle East negotiator, says that Iraqis will greet Americans as liberators if Hussein is removed. Former Secretary of State Madeleine Albright also agrees with the policy of regime change, saying that Hussein is developing nuclear weapons and cannot be deterred. Iraqi Minister Abdul Tawab Mullah Hawaish, who is in charge of Iraq’s weapons programs, invites reporters and members of the Bush administration to visit two of the alleged WMD sites, Furat and Nasser al-Azim. Bush had referred to the sites in his October 7 speech (see October 7, 2002). “The American administration are invited to inspect these sites,” Hawaish says, “As I am responsible for the Iraqi weapons programs, I confirm here that we have no weapons of mass destruction and we have no intention to produce them…. I am saying here and now that we do not have weapons of mass destruction and we do not have programs to develop them.” [BBC, 10/10/2002; Reuters, 10/10/2002] But the White House rejects the offer. Press Secretary Ari Fleischer says, “This matter is not up to Iraq…. It is… up to the United Nations to decide.” [White House, 10/10/2002] Reporters, however, accept the offer and tour the Nasser State Establishment, a facility that Iraq claims produces goods for civilian use as well as components for conventional weapons. [Reuters, 10/10/2002]

The House votes to give President Bush sweeping authorization to use military force against Iraq, on an overwhelming 296-133 vote. One hundred and twenty-six Democrats vote against the bill even though House Minority Leader Richard Gephardt (D-MO) co-authored it. House Majority Leader Dick Armey (R-TX) issues a veiled warning to the president to use his newly granted powers judiciously: “Mr. President, we are about to give you a great trust.” After the bill passes the House, Bush says, “The days of Iraq acting as an outlaw state are coming to an end… [t]he gathering threat of Iraq must be confronted fully and finally.” One of the opponents of the House bill, John Spratt (D-SC), says that without an international diplomatic approach, “this will be the United States versus Iraq and in some quarters the US versus the Arab and the Muslim world.” Commenting on the passing of the resolution, the Washington Post reports: “Yesterday’s debate often lacked the passion and unpredictability of the 1991 affair, when members sat late into the night listening attentively to a war of words. By contrast, the House chamber was largely empty most of yesterday: the arguments familiar, the outcome certain, the conclusion anticlimactic.” [White House, 10/2/2002; PBS, 10/10/2002; Washington Post, 10/11/2002] Bush calls on the Senate to pass the bill (see October 11, 2002) so it can be signed into law as soon as possible (see October 16, 2002). The Senate overwhelmingly approves the resolution the next day. [PBS, 10/10/2002; US Senate, 10/11/2002] The AUMF contains a caveat in the authorization that conditions Congress’s authorization of military force on a formal determination by Bush that Iraq poses a threat to the US that cannot be contained diplomatically, and that any military action against Iraq must be consistent with the war against those who attacked the US on 9/11 (see March 18, 2003). The US media virtually ignores this condition, and therefore the Bush administration does not feel particularly bound by it. Congress asks for the formal declaration either before launching an attack or within 48 hours of the attack, and insists that the declaration contain solid evidence of the impossibility of further diplomacy, and of Iraq’s connection to the 9/11 terrorists. In a speech during the Middle East Institute’s annual conference, retired Marine General Anthony Zinni presents an extensive argument against the Bush administration’s plans for invading Iraq. He makes several salient points. [Zinni, 10/10/2002]

Elisabetta Burba travels to Niger to investigate the documents (see March 2000) she received a few day earlier (see Afternoon October 7, 2002). In Niger, she quickly becomes convinced that the documents are not authentic. Seymour Hersh will later report: “She visited mines and the ports that any exports would pass through, spoke to European businessmen and officials informed about Niger’s uranium industry, and found no trace of a sale. She also learned that the transport company and the bank mentioned in the papers were too small and too ill-equipped to handle such a transaction.” With all evidence indicating that the papers are bogus, Burba abandons the story. US senators vote 77 to 23 in favor of SJ Res. 46 (see October 2, 2002) authorizing the president to use military force against Iraq, despite significant opposition from their constituencies. [US Congress, 10/2/2002; Washington Post, 10/11/2002] Democratic senators Carl Levin (D-MI), Richard Durbin (D-IL), Barbara Boxer (D-CA), Robert Byrd (D-WV), and Mark Dayton (D-MN) attempt to come up with an alternative, SJ Res. 45, but discussion on it is postponed indefinitely by a 75 to 25 vote. Many Opponents Believe Iraq a Threat - Even some of the most ardent opponents of the war believe the allegations about Iraq’s WMD: Senator Russ Feingold (D-WI) says, “I believe that Iraq presents a genuine threat, especially in the form of weapons of mass destruction: chemical, biological, and potentially nuclear weapons.” [Unger, 2007, pp. 266]
Senators Lack Key Information for Informed Vote - Virtually none of the senators, for or against the use of force, bothered to read the National Intelligence Estimate on Iraq to help them ascertain the reality behind the administration’s insistence on the necessity for military action (see October 1, 2002). Almost all of them relied instead on briefings from administration officials. They were not told of the doubts about the Niger documents (see October 9, 2002), or the doubts surrounding the intelligence source dubbed “Curveball” (see Mid- and Late 2001). Nor are they aware that the CIA has “turned” Iraqi Foreign Minister Naji Sabri, who says that Iraq has long since terminated its WMD programs (see Late September 2002). [Unger, 2007, pp. 265]
Senate Leadership 'Caved in,' Former Ambassador Says - Former ambassador Joseph Wilson will write in 2004 that while a number of Senate Democrats opposed giving Bush a “blank check” to use military force as he sees fit, the efforts fail because “the Democratic leadership essentially caved in. The combination of threats of defeat at the polls with presidential promises that the congressional resolution would provide him the ammunition he needed to negotiate a strong UN resolution on disarmament proved to be too much for careerist politicians.” [Wilson, 2004, pp. 328]
Former Senator Says Electoral Politics Were Key to Vote - In 2009, Senator Bob Graham (D-FL), the chairman of the Senate Intelligence Committee, will reflect: “Unlike the first George Bush, who had purposefully put off the vote on the Persian Gulf War until after the elections of 1990—we voted in January of 1991 (see January 9-13, 1991)—here they put the vote in October of 2002, three weeks before a congressional election. I think there were people who were up for election who didn’t want, within a few days of meeting the voters, to be at such stark opposition with the president.” [Vanity Fair, 2/2009]

At a White House press conference, Press Secretary Ari Fleischer is asked, “Ari, back to the postwar plans for Iraq, you’ve disputed our use of the word ‘occupation.’ I don’t understand why. Are American and/or other forces not going to be occupying Iraqi territory? And are not at least some of the Iraqis going to be objecting to it?” Fleischer responds: “… I dispute that notion, because I have made the case about Afghanistan. I don’t think anybody views the United States as an occupying power in Afghanistan. The presence of the United States military is the presence of the military. Obviously, we have military in other places around the world. Are we an occupying power? I just disagree with that comparison, especially the comparison to Japan. The Japanese, of course, fought the United States for a four-year sustained period in World War II. The country actively fought the United States. As we saw in 1991 in Iraq, the Iraqi military actively surrendered to the American military at first chance. Now, that’s not to predict what the ultimate outcome could be if we go to war, because there nobody is saying a war will not have difficulties and there will not be casualties. My point is, the likelihood is much more like Afghanistan, where the people who live right now under a brutal dictator will view America as liberators, not conquerors.” [White House, 10/11/2002]

Chief UN weapons inspector Hans Blix and Mohamed ElBaradei, the director general of the UN International Atomic Energy Agency, meet with White House officials to discuss the status of the UN inspections of alleged Iraqi WMD stockpiles (see October 8 and 11, 2002). The White House opposes further inspections, while the UN and IAEA feel further inspections could be valuable even in light of Iraqi duplicity. Blix will later recall that he and ElBaradei were surprised that they met first with Vice President Cheney before meeting with President Bush. Blix assumes that the meeting with Cheney is “sort of a courtesy call.” Instead, Cheney lays out the US position in stark terms. As Blix will later recall: “Much of it was a fairly neutral discussion, but at one point [Cheney] suddenly said that you must realize that we will not hesitate to discredit you in favor of disarmament. It was a little cryptic. That was how I remembered it, and I think that’s also how Mohamed [ElBaradei] remembered it. I was a little perplexed, because it was a total threat, after all, to talk about the discrediting of us. Later, when I reflected on it, I think what he wanted to say was that if you guys don’t come to the right conclusion, then we will take care of the disarmament.” [Vanity Fair, 2/2009]

Former ambassador Joseph Wilson, having broken his decade-long silence on Middle Eastern affairs just months before (see May 2002), pens an op-ed for the San Jose Mercury News titled “How Saddam Thinks.” Wilson warns of a “bloody American invasion and long occupation of Iraq” if President Bush follows up on his threats of “regime change,” with the United Nations failing to derail the US push for war with forceful weapons inspections.
Crucial Lessons of Desert Shield/Desert Storm - “Both the US and UN approaches are dangerously flawed,” he warns. “They ignore crucial lessons we learned in the Persian Gulf War about how Saddam thinks.” If Bush does go to war, Wilson writes, “Saddam [Hussein] will use every weapon in his arsenal to defend himself,” which may well include chemical and biological weapons. “But,” he continues, “history also shows that the less-confrontational approach favored by some on the Security Council—France and Russia—isn’t likely to work, either. Saddam has, after all, repeatedly flouted UN resolutions and ignored its demands to let weapons inspectors back into the country for almost four years.” Wilson recalls listening to Hussein gloat over the prospect of slaughtering American soldiers during Desert Shield (see August 6, 1990), and the difficulties Wilson and his fellow diplomats encountered in persuading Hussein to release hundreds of foreign hostages intended for use as “human shields” (see August 8, 1990).
Hussein a 'Malignant Narcissist' - Wilson writes that “[w]e learned firsthand… what the CIA psychiatrists have said for years: Saddam is an egomaniacal sociopath whose penchant for high-risk gambles is exceeded only by a propensity for miscalculation. Those psychiatrists, who study the characters of world leaders, believe that he suffers from what is popularly called ‘malignant narcissism,’ a sense of self-worth that drives him to act in ways that others would deem irrational, such as invading neighboring countries. But the trait also makes him highly sensitive to direct confrontation and embarrassment, even as he is contemptuous of compromise.”
Confrontation without War - Wilson found that a confrontational, “in your face” approach worked the best in getting the desired results from Hussein (see August 8-9, 1990). Wilson recommends revisiting the techniques that worked during the 1991 Gulf War, incorporating “[a]n aggressive UN-sanctioned campaign to disarm Iraq—bolstered by a militarily supported inspection process—would combine the best of the US and UN approaches, a robust disarmament policy with the international legitimacy the United States seeks.” Wilson continues: “Our message to Saddam can be simple: ‘You are going to lose your weapons of mass destruction capability either through the inspections or through a sustained cruise-missile assault on the 700 suspicious sites the United Nations has already identified. If you rebuild them, we will attack again. And if you use weapons of mass destruction or attack another country in the region, we will destroy you and your regime.’ The decision to live or die then becomes his to make. The ultimate lesson of the Gulf War may be that when offered the choice, Saddam will sacrifice almost everything before sacrificing his own life or grip on power.” [Mercury News (San Jose), 10/13/2002]
Response - Foreign Intelligence Advisory Board chief Brent Scowcroft (see October 16, 2001 and March 2002) asks Wilson if he can “take [the editorial] over to the White House.” Scowcroft says that White House officials need to hear the views of someone who actually has experience with Iraq and with Hussein. Days later, Wilson receives a note from former President George H. W. Bush indicating that he agrees wholeheartedly with Wilson’s position. The op-ed will also garner invitations from a variety of television news shows for Wilson to appear as a commentator. [Wilson, 2004, pp. 295-297]

Hans Blix announces that he will wait for a decision on the proposed new UN resolution that is being pushed by the US and Britain. The New York Times reports, “The chief of the United Nations weapons inspectors appealed to Iraq today to agree to arrangements for new inspections but said his weapons teams would only return to Iraq after the Security Council adopts a resolution giving them a new mandate.” [New York Times, 10/16/2002]

The US embassy in Rome faxes the Niger documents to the State Department’s Bureau of Nonproliferation, which then passes a copy of the documents to the Bureau of Intelligence and Research (INR). [US Congress, 7/7/2004, pp. 58] Simon Dodge, an INR nuclear analyst, receives a copy, and after a brief review of the documents immediately suspects that they are bogus. One particularly strange document that is included in the Niger papers describes a secret meeting that allegedly took place on June 14, 2002 at the home of the Iraqi ambassador in Rome. According to the document, the meeting was attended by military officials from Iraq, Iran, Sudan, Libya, and Pakistan. The purpose of the meeting was to form a coalition of Islamic nations against the West. They would seek “Global Support” which would include backing from the “Islamic patriots accused of belonging to criminal organizations.” Dodge finds the scenario depicted in the document “completely implausible.” He notices that the document bears the same official seal that is stamped on the Niger documents. He concludes that the documents are probably all fakes, and he sends an email to other analysts in the intelligence community explaining this conclusion. [US Congress, 7/7/2004, pp. 58; Isikoff and Corn, 2006, pp. 162; CBS News, 4/23/2006] According to one unnamed CIA official, “Everybody knew at every step of the way that they were false—until they got to the Pentagon, where they were believed.” [New Yorker, 10/27/2003]

An unnamed intelligence analyst visits Secretary of State Colin Powell’s chief of staff, Larry Wilkerson, and discusses the alleged Iraq-Niger uranium deal with him. The analyst says that it would have been very difficult to transport the large quantities of uranium specified in the documents across the barely paved roads of Niger to a port city without being noticed. According to Wilkerson, by the time they finish talking about the documents, they are “laughing their _sses off.” [Isikoff and Corn, 2006, pp. 163]

Wayne White, the deputy director of the State Department’s Bureau of Intelligence and Research, receives a copy of the Niger documents. Within about fifteen minutes, White, who once served in Niger, suspects that the documents may not be authentic. President Bush signs the congressional resolution (see October 2, 2002 and October 11, 2002) authorizing him to use military force against Iraq. He continues to maintain that he wants to avoid war if at all possible (see (March 2002)). “I have not ordered the use of force,” he says. “I hope the use of force will not become necessary,” he says shortly before signing the document. “Hopefully this can be done peacefully. Hopefully we can do this without any military action.” He says he has “carefully weighed the human cost of every option before us” and that he will only send troops “as a last resort.” [US President, 10/21/2002; Unger, 2007, pp. 267]

Opposition in the UN Security Council against the US-British-proposed draft resolution remains strong in spite of heavy pressure from the US. The US and Britain announce that they will act without UN approval if the UN fails to pass a resolution authorizing the use of force. British Foreign Minister Jack Straw warns that the US and Britain will take military action against Iraq with or without UN approval. He says, “We reserve the right to act within international law in respect of the use of force which may or may not be covered by a new resolution. It is entirely appropriate for America, as for us, to reserve their position if the United Nations does not meet its responsibilities.” [BBC, 10/18/2002; BBC, 10/18/2002]

While in Prague to attend to a Trilateral Commission meeting, Richard Perle is told “in person… that the BIS now doubts that any such meeting between Atta and al-Ani in fact took place.” And an unnamed source with ties to the BIS tells UPI: “Quite simply, we think the source for this story may have invented the meeting that he reported. We can find no corroborative evidence for the meeting and the source has real credibility problems.” [United Press International, 10/20/2002]

Iraq releases a statement saying that the weapons inspectors’ failure to show up in Iraq on October 19 was “a breach of the agreement reached between Iraq and the United Nations secretary general on September 16 (see September 16, 2002).” [Associated Press, 10/20/2002]

Two articles by reporter James Risen on the “Prague Connection” are published in the New York Times. One article reveals that early in 2002 (see Early 2002, probably May or later), Czech President Vaclav Havel had informed Washington that there was no evidence to substantiate claims that 9/11 plotter Mohamed Atta had met with Iraqi diplomat Ahmad Khalil Ibrahim Samir al-Ani in Prague in April 2001 (see April 8, 2001). The article also reveals that analysts in the Czech intelligence service had been furious with the Prime Minister for stovepiping unsubstantiated reports straight to Washington, before they had had the opportunity to investigate further. [New York Times, 10/21/2002] Risen’s other article explains how rivalry within the BIS and problematic relations with Britain’s MI6 had resulted in reporters receiving misinformation from sources with grievances and conflicting agendas. [New York Times, 10/21/2002] His two articles seemingly put to rest the “Prague Connection” theory, though a November 2003 article in Slate by Edward Jay Epstein will note that many questions remain unanswered. US Ambassador to the UN John Negroponte provides the five permanent members of the UN Security Council with a revision of the UN draft resolution on disarming Iraq. [Associated Press, 10/21/2002; Daily Telegraph, 10/22/2002] The Bush administration makes it clear that it expects the UN Security Council to vote on this draft of the resolution soon and signals that US officials are losing their patience with other member states. State Department Spokesman Richard Boucher, states, “We’re also making clear it is time to wrap this up.” [Associated Press, 10/21/2002] Similarly, Ari Fleischer tells reporters the following day, “It’s coming down to the end. The United Nations does not have forever.” [White House, 10/22/2002] The same day, Bush will say in a Pennsylvania speech: “The United Nations can’t make its mind up. If Saddam won’t disarm, we will lead a coalition to disarm him for the sake of peace…. Concurrent with the New York Times’s revelation of the existence of the Office of Special Plans (OSP—see October 24, 2002), Defense Secretary Donald Rumsfeld announces the existence of a similar operation, the Counter-Terrorism Evaluation Group (CTEG—see Shortly After September 11, 2001). CTEG has been absorbed into the OSP by this point. The Washington Post will call CTEG “a small team of defense officials outside regular intelligence channels to focus on unearthing details about Iraqi ties with al-Qaeda and other terrorist networks.” The unveiling of CTEG coincides with Rumsfeld’s move to take over the financing and management of an outside project, the “Information Collection Project,” sponsored by the Iraqi National Congress and one of CTEG’s primary sources of information. Before now, the State Department had financed and overseen the INC project, and had grown increasingly reluctant to maintain what Defense Intelligence Agency official Patrick Lang later calls an “off the reservation” intelligence operation (see September 15, 2001). Rumsfeld tells reporters, “Any suggestion that [CTEG is] an intelligence-gathering activity or an intelligence unit of some sort, I think would be a misunderstanding of it.” Rumsfeld’s assertion is contradicted by former CIA case officer, enthusiastic neoconservative, and CTEG consultant Reuel Marc Gerecht, who describes the intelligence-gathering mission of CTEG: “The Pentagon is setting up the capability to assess information on Iraq in areas that in the past might have been the realm of the agency (CIA). They don’t think the product they receive from the agency is always what it should be.” [Middle East Policy Council, 6/2004]

The New York Times publishes an article by Eric Schmitt and Thom Shanker exposing the Pentagon’s Office of Special Plans (see September 2002). The office had already been described in a Knight Ridder Newspapers article published on August 16, 2002. But Knight Ridder is not as well read, and the New York Times publishes its article on the front page. [Knight Ridder, 8/16/2002; New York Times, 10/24/2002] The article states that Defense Secretary Donald “Rumsfeld and his senior advisers have assigned a small intelligence unit to search for information on Iraq’s hostile intentions or links to terrorists that the nation’s spy agencies may have overlooked.” It notes that “the view among even some senior intelligence analysts at the Central Intelligence Agency is that Mr. Hussein is contained and is unlikely to unleash weapons of mass destruction unless he is attacked.” [New York Times, 10/24/2002] But there is little follow-up reporting by major media outlets. In 2004, the New York Review of Books will discuss this article and comment: “As such reports show, [the Office of Special Plans] was widely known before the war. With many analysts prepared to discuss the competing claims over the intelligence on Iraq, the press was in a good position to educate the public on the administration’s justifications for war. Yet for the most part, it never did so.” [New York Review of Books, 2/26/2004]

Russia offers an alternative draft resolution to the US-British version, which drops Washington’s toughest inspection terms and threat of “consequences” if Iraq refuses to comply. Russia’s deputy UN ambassador, Gennadi M. Gatilov, criticizes the US-favored resolution, calling it “anti-Iraqi and aimed at possible military action against Iraq in case of any omissions or misunderstandings.” [Washington Post, 10/26/2002]

France circulates an alternative draft resolution to the US-British version that drops the assertion that Iraq is “in material breach” of Resolution 687 and changes the order of some paragraphs to provide a different emphasis. French Foreign Minister Dominique de Villepin tells reporters: “There is still work to be done, progress to be made and we have said so to our American friends for weeks…. If there is no breakthrough, we shall obviously officially submit our own document.” [Washington Post, 10/26/2002]

President Bush attends a summit conference in Mexico and fails to secure a pledge of support from Mexican President Vicente Fox for the US-British draft resolution. President Vicente Fox says, “What we need to accomplish is a resolution that is satisfactory to all the parties there in the United Nations. We are listening and talking and we want to search for and do everything possible for a strong resolution.” [London Times, 10/28/2002] Mexican officials reportedly make “it clear that Mexico is siding with France in the debate at the United Nations.” Mexico’s foreign minister, Jorge G. Casteneda, says, “What we want is a resolution that is approved by all 15 or 14 members of the Security Council. We think that’s more important for the United States’ cause.” [New York Times, 10/28/2002]

The Washington Post reports in a front-page story, “A significant number of scientists and biological warfare experts are expressing skepticism about the FBI’s view that a single disgruntled American scientist prepared the spores and mailed the deadly anthrax letters that killed five people last year.” More than a dozen experts suggest investigators should “reexamine the possibility of state-sponsored terrorism, or try to determine whether weaponized spores may have been stolen by the attacker from an existing, but secret, biodefense program or perhaps given to the attacker by an accomplice.” These experts suggest that making the type of anthrax used could take a team of experts and millions of dollars. The article focuses on the possibility that Iraq could be to blame, and mentions that unnamed senior Bush administration officials believe Iraq was behind the attacks (see October 28, 2002). However, even though the Post claims “a consensus has emerged in recent months among experts,” only one expert, Richard Spertzel, is named who supports the Iraq theory. Spertzel was the chief biological inspector for the UN Special Commission from 1994 to 1998. He says: “In my opinion, there are maybe four or five people in the whole country who might be able to make this stuff, and I’m one of them. And even with a good lab and staff to help run it, it might take me a year to come up with a product as good.” [Washington Post, 10/28/2002] Although the article doesn’t mention it, the other scientists Spertzel say could make the anthrax are renowned bioterrorism expert William Patrick and several unnamed scientists at Dugway Proving Ground, the US Army’s bioweapons laboratory in Utah, that Patrick trained in anthrax production in 1998. [Vanity Fair, 9/15/2003] This renewed focus on an Iraq-anthrax link coincides with the US push to go to war with Iraq, and will fade after the Iraq war starts.

[Source: Public domain]US diplomat Laurence Foley, a senior administrator of the US Agency for International Development (USAID), is shot and killed in front of his house in Amman, Jordan. It will later be claimed that his two killers were working for Islamist militant Abu Musab al-Zarqawi. According to Jordanian court documents, in the summer of 2002 al-Zarqawi began training a small group of fighters in Syria to attack Western and Jewish targets in Jordan. Foley was their first target. The two killers met with al-Zarqawi in Syria and got money for the operation. [Washington Post, 6/8/2006] Al-Zarqawi’s alleged role in this murder will be widely reported in December 2002 and used as further justification for a US invasion of Iraq, since US officials are (incorrectly) arguing at the time that al-Zarqawi is linked to both al-Qaeda and the Iraqi government. For instance, one CNN story about the arrest of Foley’s two killers is titled, “Arrests May Link Al-Qaeda, Iraq.” [CNN, 12/14/2002; CNN, 12/14/2002]

A Washington Post front page article about the 2001 anthrax attacks (see October 5-November 21, 2001) states, “Bush administration officials have acknowledged that the anthrax attacks were an important motivator in the US decision to confront Iraq, and several senior administration officials say today that they still strongly suspect a foreign source—perhaps Iraq—even though no one has publicly said so.” The rest of the article focuses on the theory that the attacks were so sophisticated that a state such as Iraq was likely responsible (see October 28, 2002). [Washington Post, 10/28/2002] The Bush administration initially suggested there could be a link between the anthrax attacks and Iraq (see October 14, 2001 and October 17, 2001), but in November 2001 the FBI began focusing on the theory that a loner American was the sole culprit (see November 10, 2001).

When asked about claims that Iraq has ties to al-Qaeda, British Foreign Minister Jack Straw responds: “It could well be the case that there were links, active links, between al-Qaeda and the Iraqi regime before Sept. 11. What I’m asked is if I’ve seen any evidence of that. And the answer is: I haven’t.” [Los Angeles Times, 11/4/2002]

White House Press Secretary Ari Fleischer denies that the US intends to control Iraq’s oil reserves. He claims, “The only interest the United States has in the region is furthering the cause of peace and stability… not his country’s ability to generate oil.” Asked if the US would take over Iraq’s oil fields in the event of a US invasion of Iraq, Fleischer explains, “No. The purpose of any plan the United States has is to make certain that Saddam Hussein complies with all UN resolutions.” Asked if the US would administer Iraq’s oil fields after an invasion he said, “I think that it’s impossible for anybody to speculate about anything and everything that could possibly happen under any military scenario. Former Central Command (CENTCOM) commander General Anthony Zinni, a critic of the push for war with Iraq (see October 10, 2002), says that he “bristle[s] against ideas of small forces” in any possible invasion of Iraq, directly contradicting Defense Secretary Donald Rumsfeld’s constant exhortation to “do it smaller.” The US will need to maintain order in Iraq during a lengthy and fractious period of transition to self-rule, Zinni warns, and to do that properly will require a large number of troops. [Roberts, 2008, pp. 141] Zinni publicly spoke out against the invasion earlier in the month (see October 10, 2002).

[Source: Simon and Schuster]According to a senior former CIA official interviewed by journalist James Risen, frustrated CIA staffers go to President Bush and inform him that the President’s Daily Briefs delivered by George Tenet had left out reports raising questions about the agency’s intelligence on Iraq’s alleged arsenal of WMD. Risen says in his book State of War that this suggests “that the President’s Daily Brief [never] reflected the level of skepticism about the quality of the intelligence that was widespread within the CIA.” [Risen, 2006, pp. 183-184]

The US Department of Energy’s Energy Information Administration (EIA) forecasts that in 2025, 51 percent of world oil production will come from OPEC. And two-thirds of OPEC’s production will be coming from the Persian Gulf. According to EIA, OPEC production now accounts for 38 percent of global oil production. [New York Times, 12/26/2002]

CIA station chiefs from all over the Middle East meet at the United States Embassy in London for a secret conference. Deputy Director for Operations James Pavitt has called the meeting because certain people in the CIA are disappointed with a lack of action in the field on Iraq-related tasks. John Maquire of the Iraqi Operations Group has repeatedly criticized field operatives for being too timid (see, e.g., (October 2002)). [Isikoff and Corn, 2006, pp. 161] “After several worldwide cables from IOG [Iraqi Operations Group], the Near East front office, and the DDO’s office, we found little movement in the field on the Iraq issue.… This lack of movement on the Iraq target triggered the call by the ADDO [the assistant deputy director of operations] for the London meeting,” an official from the CIA’s Iraqi Operations Group (IOG) later tells author James Risen. The problem is that many CIA officers, especially those in the Near East division, simply do not support the administration’s plan to invade Iraq. So one of the meeting’s objectives is to get everyone on board. The IOG official explains: “We kept saying that the president has decided we are going to war, and if you don’t like it, quit.” During the meeting, the officials say that the agency is interested in developing a plan for sabotage that will undermine the Iraqi regime. The chief of the IOG describes a plan to prevent the shipment of goods to Saddam Hussein and his family with the hope that it might cause Hussein to become paranoid and distrustful of those around him. One young station chief suggests sinking a ferry that imports these goods into Iraq from neighboring Arab countries. An IOG official present at the meeting will later tell Risen that this plan is dismissed because the vessel also transports passengers. But two station chiefs tell Risen that they left the meeting with the impression that IOG officials were open to the plan. Risen also reports in his book that another plan for sabotage was to equip “low-level Iraqi agents with special spring-loaded darts that they could use to destroy the windshields of cars owned by members of the Iraqi regime. Large supplies of the darts were later delivered to forward CIA stations, but nothing was ever done with them.” [Risen, 2006, pp. 183-184]

Former US diplomat Joseph Wilson warns in an interview with Knight Ridder that a post-Saddam occupation could turn into “a very, very nasty affair.” He explains: “There will be vengeful killings against the Sunnis, against the Tikritites [Hussein’s clan], against the Ba’aths. There will be Shi’ia grabs in the south and probably Baghdad. There will be Kurdish grabs for power…. And in the middle of that will be an American occupation force…. This war is not going to be over when we get to Baghdad. In fact, the war will have just essentially begun.” [Chicago Tribune, 11/4/2002]

US intelligence concludes that Islamist militant leader Abu Musab al-Zarqawi is planning to use ricin in attacks on civilians in Europe. Several months earlier, the US had determined the location of his main training camp and chemical weapons lab, located in a part of northern Iraq controlled by Kurdish rebels, and decided against attacking it with cruise missiles (see June 2002). [MSNBC, 3/2/2004] By this time, al-Zarqawi is known to have masterminded the assassination of a senior American diplomat in Jordan the month before. Al-Zarqawi had his group had fled the camp several months before, but new intelligence indicates that he has reoccupied it. At the time, he is using a satellite telephone, and intercepts of his communications show that he is frequently calling from within the camp. [Wall Street Journal, 10/25/2004] In light of the new intelligence, the US military draws up a second attack plan on the camp, but the White House again decides against it. Former National Security Council member Roger Cressey will later claim, “People were more obsessed with developing the coalition to overthrow Saddam than to execute the president’s policy of preemption against terrorists.” [MSNBC, 3/2/2004]

The Bush administration and the United Nations disagree over how intrusive the inspections should be. The US wants the inspectors to be as aggressive as possible by visiting sensitive sites and demanding interviews with Iraqi scientists without the presence of minders. Hans Blix, on the other hand, advocates a more measured approach to achieving disarmament. He says that inspection team recruits should be “firm” with their Iraqi counterparts but never “angry and aggressive.” One of his aides tells The Washington Post in late November 2002: “We’re not going to do in-your-face inspections. He [Blix] wants effective inspections. It’s not our job to provoke, harm or humiliate.” The inspectors argue that it makes no sense—nor is logistically feasible—to begin the inspections process with intrusive inspections of Iraq’s most sensitive sites. One UN official explains to The Washington Post, “If you only have 11 people, you cannot go to a big new site, but you can go check on a known monitoring site.” The Independent reports that inspectors “believe it would not only be counterproductive, but could damage the prospect of ascertaining whether President Saddam does indeed possess an arsenal of weapons of mass destruction.” [Washington Post, 11/17/2002] In December, Washington calls for an increase in the UN inspectors’ staff so that the UN’s two agencies can conduct multiple simultaneous inspections each day. On December 4, White House Press Secretary Ari Fleischer says, “We want to make certain that they [the inspections] are aggressive enough to be able to ascertain the facts in the face of an adversary who in the past did everything in his power to hide the facts.” [BBC, 12/4/2002]

The Bush administration disagrees with the United Nations and other member states over what precisely should qualify as a “material breach” of UN Resolution 1441 (see November 8, 2002). The UN and other nations believe that only serious violations should count. The US, however, takes the position that any violation, no matter how small, should be considered a material breach and thus sufficient cause for using military force against Iraq. The difference in opinion is acknowledged by UN Secretary-General Kofi Annan, who says, “The US does seem… to have a lower threshold than others may have” to justify the use of military force. He also says, “I think the discussion in the council made it clear we should be looking for something serious and meaningful, and not for excuses to do something.” President Bush, reflecting the stance of his hawkish advisors, says the Security Council should have “zero tolerance,” implying that even minor infractions could be considered a “material breach.” [Washington Post, 11/17/2002 Sources: US and UN officials] Colin Powell and Vice President Cheney contend that the delay of, or omissions and inaccuracies in, Iraq’s early December declaration would constitute a breach. Iraq is warned to this effect. [Evening News With Dan Rather, 11/21/2002; Observer, 12/8/2002] During a dinner meeting on November 18, Hans Blix reminds a close aide to Saddam Hussein that a failure to meet the deadline would be considered by the United States to be a “material breach.” [Independent, 11/20/2002]

The Bush administration disagrees with UN inspectors and the governments of other Security Council member states on how much time inspectors will need to complete their work. The Bush administration, eager to begin its planned invasion of Iraq before the end of March, opposes suggestions by inspectors that the process will require a year or more. Military planners are concerned that beginning an invasion after March could cause some of the heaviest fighting to occur during Iraq’s blistering hot summer. The Washington Times reports: “US military planners are facing the prospect that weapons inspections in Iraq will drag on for months, pushing the Pentagon’s timetable for action from the ideal weather of February to the blistering days of midsummer…. War designers see February as the best time to fight and have considered troop deployments around that date. A February campaign would capitalize on optimum weather in the desert region. A February date also would allow three months for the administration to complete a final war plan, line up support from allies, and deploy and alert the necessary combat units.” [Washington Times, 11/29/2002]

Bush administration officials claim that the conclusion that needs to be drawn from reports by the UN weapons inspectors is whether or not Iraq is cooperating. [New York Times, 1/19/2003; International Herald Tribune, 1/20/2003; International Herald Tribune, 1/20/2003]

The Bush administration fails to cooperate with the UN inspection regime in Iraq. Inspectors complain that Washington is refusing to provide them with the intelligence they need to do their work. What intelligence they do offer the inspectors, is usually of extremely poor quality. Administration officials deny they are refusing to provide the inspectors with needed intelligence. CBS reports on January 18, 2003: “UN arms inspectors are privately complaining about the quality of US intelligence and accusing the United States of sending them on wild-goose chases…. The inspectors have become so frustrated trying to chase down unspecific or ambiguous US leads that they’ve begun to express that anger privately in no uncertain terms…. UN sources have told CBS News that American tips have lead to one dead end after another.” And whatever intelligence has been provided, reports CBS, has turned out to be “circumstantial, outdated or just plain wrong.” [CBS News, 2/20/2003]

Elliot Abrams, a well-known neoconservative and former Iran-Contra figure, leads one of a dozen Bush administration working groups charged with drafting post-invasion plans. Involved in his group are adamant neoconservatives Joe Collins, a deputy assistant secretary at the Pentagon, and Robin Cleveland, a former aide to Republican Sen. Mitch McConnell of Kentucky. His working group is supposed to draft plans for rapid humanitarian planning. But critics in the State Department complain that it involves itself in the issue of post-Saddam politics and economic reconstruction. Abrams’ group is backed by Paul Wolfowitz and the vice president’s office. An ally of Secretary of State Colin Powell tells Insight magazine, “This is a case of stealthy micromanagement by the Wolfowitz hawks—they use what bureaucratic vehicles are available to make their imprint on policy.” Additionally the group is very secretive. It refuses “to brief not only top State Department officials but also aides of Gen. Tommy Franks, the commanding officer of the US Central Command [CENTCOM], about what it is doing.” Instead it stovepipes its work to its contacts in the White House. Sources in the State Department and CIA believe that one of the group’s apparent aims is reducing the influence of the State Department, CIA and the United Nations in post-Saddam Iraq. These critics also question “why a convicted felon [Abrams], pardoned or not, is being allowed to help shape policy.” Within the Pentagon, there is also resentment of Abrams’ group. An unnamed Pentagon source says General Tommy Franks is being “left out of the loop.” A Defense official says, “CENTCOM is for the most part unaware of what Abrams is doing, but friction is developing and the military end of the equation feels that they are being mislead.” [Insight, 11/26/2002; Insight, 12/28/2002]

The International Herald Tribune publishes an op-ed piece written by Youssef M. Ibrahim, a senior fellow at the Council on Foreign Relations. In it, Ibrahim warns: “Al-Qaeda, according to the CIA and the Pentagon, is reconstituting itself. In fact every Middle East and Muslim affairs expert is saying that Al-Qaeda’s ranks will be fattened by new recruits right now and will have more of them when the United States attacks Iraq.” [International Herald Tribune, 11/1/2002]

The Bush administration announces that Ireland and Mauritius will vote in favor of the revised version of the US-British draft resolution, thus giving the US and Britain the required majority to pass their resolution. “We’re done,” announces one US official. “We are confident that we have a majority, and we are looking to end the diplomatic process next week.” France and Russia, meanwhile stand by their criticisms of the resolution. [Baltimore Sun, 11/2/2002]

The Pentagon issues “stop-loss” orders for the National Guard. The order prevents Guardsmen whose volunteer commissions expire from leaving the Guard. Once deployed in Iraq or Afghanistan, Guardsmen will be compelled to remain for the duration of their units’ deployment. They can also be redeployed for up to 90 days after returning home from a tour of duty. [USA Today, 1/5/2004; Wilson, 2007, pp. 120]

The US Navy looks for merchant ships to carry huge amounts of armor and ammunition to the Persian Gulf, in preparation for the upcoming invasion of Iraq. [Unger, 2007, pp. 267]

US and British warplanes drop 33.6 tons of ordnance on targets in Iraq “no-fly” zones. [Statesman, 5/30/2005]

Republicans win control of Congress in the midterm elections. For the first time in modern history, the GOP controls all three branches of federal government, with a Republican president, Republican majorities in the House and Senate, and a Republican/conservative majority on the Supreme Court. For the next two years, the Bush administration will enjoy near-complete cooperation from Congress in prosecuting and funding the war in Iraq. [Unger, 2007, pp. 267]

Confident of UN support for its resolution (see November 1, 2002), the Bush administration presents the UN Security Council with a third draft for an even tougher UN resolution aimed at “disarming” Saddam Hussein’s regime. In one section the word “or” is replaced with “and,” and in another the phrase “restore international peace and security” is changed to “secure international peace and security.” France will agree to the new draft on November 7 and the resolution will be passed by the council unanimously on November 8 (see November 8, 2002) with only slight modifications. [CNN, 11/8/2002]

A reporter asks President Bush if he thinks a war against Iraq might be a bad idea given widespread concerns that it could “generate a tremendous amount of anger and hatred at the United States… [thus] creating many new terrorists who would want to kill Americans.” Bush responds that the US should not avoid taking action out of fear that it might “irritate somebody [who] would create a danger to Americans.” He also adds that no decision has been made with regard to using force against Iraq. “Hopefully, we can do this peacefully,” he says. “And if the world were to collectively come together to do so, and to put pressure on Saddam Hussein and convince him to disarm, there’s a chance he may decide to do that. And war is not my first choice… it’s my last choice. But nevertheless, it is… an option in order to make the world a more peaceful place.” [US President, 11/11/2002]

The UN Security Council unanimously votes 15-0 in favor of UN Resolution 1441, which stipulates that Iraq is required to readmit UN weapons inspectors under tougher terms than required by previous UN resolutions. The resolution does not give the US authority to use force against Iraq. [United Nations, 11/8/2002] The resolution makes it very clear that only the UN Security Council has the right to take punitive action against Iraq in the event of noncompliance. [Common Dreams, 11/14/2002] After the resolution is passed, top Bush administration officials make public statements threatening to use military force against Iraq if Saddam’s regime does not comply with the resolution. The Iraqi parliament votes unanimously to reject UN Resolution 1441 (see November 8, 2002). But since the parliament has no real authority, the final decision is left to Saddam Hussein, who has another three days to respond to the UN. [BBC, 11/12/2002; New York Times, 11/12/2002]

Bush reiterates the White Houses’ interpretation of UN Resolution 1441: “I have told the United Nations we’ll be glad to consult with them, but the resolution does not prevent us from doing what needs to be done, which is to hold Saddam Hussein into account. Iraqi Ambassador to the UN Mohammed Al-Douri delivers a 9-page letter from Baghdad to UN Secretary-General Kofi Annan’s office agreeing to comply with UN Resolution 1441 (see November 8, 2002)—without conditions. According to the ambassador, “The letter says that Iraq accepts the resolution, and accepts the return of inspectors. There are no conditions, no reservations. We explained in the letter the whole Iraqi position saying that Iraq… has not and will not have any mass destruction weapons, so we are not worried about the inspectors when they will be back.” [Associated Press, 11/13/2002; London Times, 11/14/2002]

Secretary of Defense Donald Rumsfeld says that if there is to be a war with Iraq, it will be short and relatively painless: “The idea that it’s going to be a long, long, long battle of some kind, I think is belied by the fact of what happened in 1990 (see August 7, 1990). Five days or five weeks or five months, but it certainly isn’t going to last any longer than that. It won’t be a World War III.”
Invasion about Iraqi WMDs, Not Oil - Rumsfeld refuses to say directly what the US will do if Iraq uses chemical or biological weapons on US invasion forces: “The United States government, the president and others, are communicating with people in Iraq, in the military, very forcefully that they ought not to use those weapons. Anyone in any way connected with weapons of mass destruction and their use will be held accountable, and people who helped avoid that would be advantaged.” If UN weapons inspectors find no weapons of mass destruction, Rumsfeld says that would prove only that “the inspections process had been successfully defeated by the Iraqis.” The upcoming invasion is entirely about WMD, he insists: “It has nothing to do with oil, literally nothing to do with oil. Iraq and 9/11 - Rumsfeld then directly conflates the upcoming invasion with September 11. Interviewer Steve Kroft asks how he would explain the invasion to a family whose son or daughter is in the military and about to be placed in harm’s way. Rumsfeld replies: “What would I say to you? Well, I would look you in the eye and I would say, go back before September 11th and ask yourself this question, was the attack that took place on September 11th an imminent threat the month before, or two months before, or three months before, or six months before? When did the attack on September 11th become an imminent threat? When was it sufficiently dangerous to our country that had we known about it that we could have stepped up and stopped it and saved 3,000 lives? Now, transport yourself forward a year, two years, or a week, or a month, and if Saddam Hussein were to take his weapons of mass destruction and transfer them, either use them himself, or transfer them to the al-Qaeda, and somehow the al-Qaeda were to engage in an attack on the United States, or an attack on US forces overseas, with a weapon of mass destruction you’re not talking about 300, or 3,000 people potentially being killed, but 30,000, or 100,000 of human beings. So the question is, when is it such an immediate threat that you must do something, is a tough question. But if you think about it, it’s the nexus, the connection, the relationship between terrorist states and weapons of mass destruction with terrorist networks that has changed our lives, and changed the security environment in the world.… Our task, your task as a mother, and as a citizen, as a voter, and my task, is to try to connect the dots before something happens, not afterwards. People say, well where’s the smoking gun? Well, we don’t want to see a smoking gun from a weapon of mass destruction.” [US Department of Defense, 11/14/2002]

US and British warplanes attack a radar installation in southern Iraq near Al Najaf about 85 miles southeast of Baghdad at around 2:50 EST after Iraqi air defenses fired on “coalition” aircraft that were patrolling the southern “no-fly” zone. This is the first such incident to have occurred after the passing of UN resolution 1441 (see November 8, 2002). The US- and British- imposed “no-fly” zones have never been recognized by the UN and the two countries’ jurisdiction over the zones has no legal basis. Iraq has consistently regarded this “patrolling” as a violation of its airspace and as a threat to its security. US and British warplanes have attacked Iraqi targets more than forty times during the 2002. After the attacks, the Bush administration claims that Iraq’s action was a violation of UN Resolution 1441. Conservative radio talk show host Rush Limbaugh excoriates Senate Majority Leader Tom Daschle (D-SD), accusing him of attempting to “destroy this country” by questioning the Bush administration’s rationale for war with Iraq (see September 25, 2002 and September 26, 2002). Limbaugh directly impugns Daschle’s patriotism, accusing him of being a traitor and comparing him to “Hanoi Jane” Fonda and World War II’s Japanese propaganda maven, Tokyo Rose. “What more do you want to do to destroy this country than what you’ve already done?” Limbaugh shouts. “It is unconscionable what this man has done! This stuff gets broadcast around the world, Senator. What do you want your nickname to be? Hanoi Tom? Tokyo Tom?… You sit there and pontificate on the fact that we’re not winning the war on terrorism when you and your party have done nothing but try to sabotage it.” One of Limbaugh’s callers accuses Daschle and the Democrats of giving “aid and comfort to the enemy”—a legal definition of treason—and says of Daschle, “He’s not interested in the safety of this country.” [Jamieson and Cappella, 2008, pp. 156-157]

In an interview with the Philadelphia Inquirer, Deputy Secretary of Defense Paul Wolfowitz suggests, “If you’re looking for a historical analogy [to the upcoming US occupation of Iraq], it’s probably closer to post-liberation France [after World War II].” [Philadelphia Inquirer, 11/17/2002]

Hans Blix says he cannot guarantee that there will be no spies on his UN weapons inspections team. “People have asked me, ‘Can you be absolutely sure we will have no spies in any of the member states?’ and I said, ‘No, I don’t think either the KGB or the CIA can give that absolute assurance.’” He adds that if he discovers any spies, he will dismiss them from the team. [Reuters, 11/16/2002; BBC, 11/16/2002] The concern stems from the fact that the previous inspection regime, UNSCOM, had been infiltrated by US and British spies. While much of the intelligence obtained was used to increase the effectiveness of the inspections, some of it was used to serve other interests. For example, some of the intelligence was “used to help identify and target Hussein’s suspected hide-outs when US and British bombers launched the Desert Fox airstrikes in December 1998.” And some intelligence was even sent to Israel. A team of 26 UN inspectors arrive in Baghdad. On the tarmac of Saddam Hussein International Airport, UNMOVIC Weapons Inspection Chief Hans Blix tells reporters, “We have come here for one single reason and that is because the world wants to have assurances that there are no weapons of mass destruction in Iraq. The situation is tense at the moment, but there is a new opportunity and we are here to provide inspection which is credible… We hope we can all take that opportunity together…. There is a new opportunity and we hope that opportunity will be well-utilized so that we can get out of sanctions. And in the long term, we will have a zone free of weapons of mass destruction in the Middle East.” Hans Blix and Director of the International Atomic Energy Agency Mohamed ElBaradei then head to Baghdad where they meet with Iraqi Gen. Amir al-Saadi and Hussam Mohammed Amin, the head of the Iraqi National Monitoring Directorate. [CNN, 11/19/2002; Guardian, 11/29/2002]

US and British warplanes attack sites northeast of Mosul after Iraqi defense forces fire anti-aircraft artillery at coalition aircraft patrolling the so-called “no-fly” zones. In a separate incident, warplanes attack two Iraqi air defense communications facilities and one air defense radar site in southern Iraq in Wassit and Dhi Oar after “Iraqi air defenses fired multiple surface-to-air missiles and anti-aircraft artillery at coalition aircraft.” [New York Times, 11/19/2002; Scotsman, 11/19/2002; Reuters, 11/19/2002; Associated Press, 11/20/2002] According to Iraqi authorities, four Iraqi civilians were wounded as a result of the attacks in southern Iraq. [Associated Press, 11/20/2002] White House spokesperson Scott McClellan says in a press briefing, “The United States believes that firing upon our aircraft in the no-fly zone, or British aircraft, is a violation—it is a material breach.” [White House, 11/18/2002; New York Times, 11/19/2002] And Defense Secretary Donald Rumsfeld, who is in Chile, says: “I do find it unacceptable that Iraq fires. It is for the president of the United States and the UN Security Council to make judgments about their view of Iraq’s behavior over a period of time.” [Daily Telegraph, 11/19/2002; New York Times, 11/19/2002; CNN, 11/23/2002] This is the second time the US has bombed Iraq since the passing of UN resolution 1441 (see November 8, 2002). The US will conduct at least 22 more aerial attacks on Iraq before the March 19, 2003 invasion. [Colorado Campaign for Middle East Peace, 1/11/2006] UN officials disagree with Washington’s assessment. Secretary-General Kofi Annan states, “Let me say that I don’t think that the council will say this is in contravention of the resolution of the Security Council.” [Reuters, 11/19/2002] Responding to Annan’s remarks, Rumsfeld argues, “I don’t know that he (Annan) necessarily reflects the UN, the center of gravity of the Security Council, on any particular issue at any particular time…. Whenever resolutions are passed, they tend to be compromises, and there tend to be calculated ambiguities written into them to gain votes. So it does not come as a surprise to me…. The United Nations sat there for years with 16 resolutions being violated. So, just as we’ve seen a pattern of behavior on the part of Saddam Hussein, we’ve seen a pattern of behavior on the part of the United Nations.” [US Department of Defense, 11/19/2002; CNN, 11/19/2002] No comments supporting the US position are made by the British. [Daily Telegraph, 11/19/2002]

Richard Perle, a member of the Defense Policy Board, attends a meeting on global security with members of the British Parliament. At one point he argues that the weapons inspection team might be unable to find Saddam’s arsenal of banned weapons because they are so well hidden. According to the London Mirror, he then states that the US would “attack Iraq even if UN inspectors fail to find weapons.” [Mirror, 11/21/2002] Peter Kilfoyle, a former defense minister and Labour backbencher, tells the Mirror: “America is duping the world into believing it supports these inspections. President Bush intends to go to war even if inspectors find nothing. This make a mockery of the whole process and exposes America’s real determination to bomb Iraq.” [Mirror, 11/21/2002]

Senate Majority Leader Tom Daschle (D-SD) responds to conservative radio host Rush Limbaugh’s accusations that Daschle and Congressional Democrats are guilty of treason by not supporting the Bush administration’s push for war with Iraq (see November 15, 2002). Daschle calls Limbaugh “and all of the Rush Limbaugh wannabees” of having “a shrill edge,” and says of his listeners: “They want to act because they get emotionally invested. And so, you know, the threats to us in public life go up dramatically (see October 5-November 21, 2001), and on our families and on us in a way that’s very disconcerting. You know, we see it in foreign countries. And we think, well my God, how can this religious fundamentalism become so violent? Well, it’s the same shrill rhetoric. It’s that same shrill power that motivates. They—you know, they—that somebody says something, and then it becomes a little more shrill the next time, and then more shrill the next time.” Some media observers, such as the Washington Post’s Howard Kurtz, later say that such responses from their political targets merely elevate figures such as Limbaugh in their listeners’ eyes. [Jamieson and Cappella, 2008, pp. 157]

On the eve of a two-day NATO summit in Prague, Czech Republic, President Bush addresses the UN mandate for Iraq to declare its arsenal of unconventional weapons (see November 8, 2002): “Saddam Hussein has been given a very short time to declare completely and truthfully his arsenal of terror. Should he again deny that this arsenal exists, he will have entered his final stage with a lie. And deception this time will not be tolerated. Delay and defiance will invite the severest of consequences. America’s goal, the world’s goal, is more than the return of inspectors to Iraq. Our goal is to secure the peace through the comprehensive and verified disarmament of Iraq’s weapons of mass destruction. Voluntary or by force, that goal will be achieved.” [New York Times, 11/21/2002; US President, 11/25/2002] Bush is echoing and reiterating calls from conservatives and neoconservatives both inside and outside the White House to label Hussein a liar no matter what he declares (see November 20, 2002 and December 2, 2002). They go farther than Bush in demanding that the US invade Iraq as soon as the December 8 deadline for declaring his weapons expires (see December 7, 2002). Former ambassador Joseph Wilson will write: “If the neoconservatives had been angry before the UN deal—and they were—they were truly furious afterward. The ink on the resolution was barely dry before they launched attacks on [Secretary of State] Colin Powell for having led the president down the wrong path, one in which he was placing his faith in what they said was a feckless international community.” [Wilson, 2004, pp. 301]

A NATO summit is convened in Prague to welcome the Eastern European states of Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia, who will become members of the alliance in 2004. These seven countries, along with Albania, Croatia and Macedonia, release a statement [New York Times, 11/22/2002] , which says, “NATO allies stand united in their commitment to take effective action to assist and support the efforts of the UN to ensure full and immediate compliance by Iraq, without conditions or restrictions, with UN [Resolution] 1441 (see November 8, 2002).” [Daily Telegraph, 11/22/2002] The statement also says, “[W]e are prepared to contribute to an international coalition to enforce its provisions and the disarmament of Iraq.” [New York Times, 11/22/2002] Bruce Jackson, a former US Defense Department official who heads the Committee for the Liberation of Iraq, helps draft the statement. France also releases a statement, which is a bit less confrontational. [Agence France-Presse, 11/20/2002] A French official explains to the London Telegraph that the Eastern states’ statement was “his [Bush’s] own interpretation [of UN Resolution 1441] and we do not share it. On December 8, we will take note of what Iraq says it has… and we will see if its behavior is consistent with its statement.” Germany remains opposed to the use of military force. [Daily Telegraph, 11/22/2002] German Foreign Minister Joschka Fischer tells reporters, “We are against military action. We don’t support military action. We want the possibility not to become the reality.” [New York Times, 11/22/2002] On the night of November 21, in an interview with Dan Rather of CBS News, Secretary of State Colin Powell also makes the US position clear. He says, “If the [December 8] declaration is patently false and everybody can see it. If he does not let the inspectors do their job, then the president is fully ready to take the necessary step, which is military force.” [Evening News With Dan Rather, 11/21/2002] Secretary of Defense Donald Rumsfeld is also in town for the summit. Before he leaves Prague to meet with Slovak Prime Minister Mikulas Dzurinda in Slovakia, he says he will not believe Iraq if its declaration claims Iraq has no weapons of mass destruction. [Associated Press, 11/22/2002]

According to a later investigation by the Senate Select Intelligence Committee, the French Ministry of Foreign Affairs Director for Nonproliferation informs US State Department officials that France is in possession of intelligence suggesting that Iraq made an unsuccessful attempt to purchase uranium from Niger. [US Congress, 7/7/2004] The US reportedly learns that this assessment (see March 4, 2003) is based on the forged documents. However, according to French intelligence official Alain Chouet, by this time, French intelligence has already dismissed the intelligence and communicated this to Langley (see Late April or Early May 2002-June 2002).

British Foreign Minister Jack Straw says that another UN resolution will be needed before taking military action against Iraq. Straw tells the BBC, “The most likely course of action, if military action is required—which it is not at the moment—is that we go to the Security Council, which is where there would be discussion. Our preference has always been for a further resolution for the Security Council, and that would then be put to the House of Commons for further endorsement, just as this original 1441 resolution (see November 8, 2002) is being put before the House for endorsement on Monday [November 25].” [BBC, 11/22/2002]

Iraqi Foreign Minister Naji Sabri complains in a letter to Secretary-General Kofi Annan that the US intends to use UN Resolution 1441 (see November 8, 2002) as a pretext to use military force against Iraq. In the letter, he analyzes several paragraphs in the UN resolution, demonstrating how they are based on assumptions and how the US plans to use some of the key provisions as a pretext for invading Iraq. Iraq informs the United Nations Security Council that it might not be able to provide the UN with a complete declaration of its past and present civilian and military chemical, biological and nuclear programs as required by UN Resolution 1441 (see November 8, 2002) by the December 8 deadline. Hans Blix is sympathetic and the Russian UN ambassador suggests that the deadline should be extended. Iraqi officials also indicate they are not sure what exactly they are expected to include. According to the Washington Post, “Iraqi officials told Blix that they were uncertain whether the Security Council’s terms required that they declare every single item produced in its commercial chemical industry, citing plastic slippers as an example.” Hans Blix indicates that he is also unsure. John D. Negroponte, the US ambassador to the United Nations, argues that no extension should be granted. [Washington Post, 11/23/2002]

Unprecedented Access - Woodward, who made his reputation uncovering the Watergate conspiracy from 30 years before (see June 15, 1974), is no longer an unknown young reporter working to find sources that will confide in him. Now he is an established Washington insider. For this book, Woodward was granted “unprecedented access” to Bush administration officials, including notes from National Security Council meetings and two long interviews with President Bush himself, far more access than even that granted to the 9/11 Commission and Congressional inquiries into other events of interest. Former Republican House Speaker Newt Gingrich will find this level of access inexplicable, saying that “it makes no sense for an administration that has jealously guarded its executive privilege to allow a reporter the access it denies to members of Congress.”
Hagiographic Account - The Observer’s Peter Preston calls Woodward’s book a “more-or-less instant study of the White House after 9/11,” and writes that while Woodward could have created “a classic of investigative journalism,” instead he gave us a compendium of “painful, obsessively useless detail” that generally paints the picture the White House wants painted. If Woodward’s book is to be believed, Preston writes, the Colin Powell moderates and the Dick Cheney hawks “had their snappy moments, but they’re OK-ish now.” CIA Director George Tenet “is a far-sighted man” who not only immediately divined that Osama bin Laden was behind the attacks, but while the towers were still burning, wondered if the attacks had anything to do with “that guy taking pilot training,” Zacarias Moussaoui. Iraq war planner General Tommy Franks usually feels “finer than the hair on a frog’s back.” Former President Clinton’s “weak-willed men used to ‘pound the desert’ ineffectually, while his brilliant successors like to hit something, if at all possible.” And President Bush “is bright and talented and eloquent and decisive,” who runs National Security Council meetings himself and knows all he needs to know about the state of the world (Woodward quotes Bush as saying, “I’m not a textbook player—I’m a gut player”). Both Preston and author Frank Rich accuse Woodward of “burnishing” Bush’s image at the expense of the truth. A few potentially embarrassing tidbits manage to poke their way through what both Preston and Rich call the “hagiography,” mostly relating to senior administration officials’ lack of knowledge about Afghan tribal politics and the lack of evidence tying Saddam Hussein to the 9/11 attacks. But all told, the book seems to tell a clear story: where Clinton was indecisive, Bush is forthright; where Clinton muddled around with bin Laden and Middle East terrorism, Bush is taking the war straight into the heart of the Islamist redoubt. [Observer, 12/1/2002; Rich, 2006, pp. 66-67] The book gives such a favorable impression of Bush and his administration that the Republican National Committee will recommend it on its Web site. Selective Reporting - The administration officials who talked to Woodward are painted in largely glowing terms, while those who did not (including Attorney General John Ashcroft and Homeland Security head Tom Ridge) are, in Preston’s words, “written out of the script.” Potentially embarrassing incidents such as the administration’s complete failure to find the source of the anthrax mailings of 2001 (see September 17-18, 2001 and October 5-November 21, 2001) and the ineffective roundup of thousands of Middle Eastern “terror suspects” after 9/11 (see Late November, 2001) are ignored entirely. The pivotal Afghan battle of Tora Bora, where bin Laden was allowed to escape US clutches (see Mid-November 2001-Mid-December 2001), gets two paragraphs. [Observer, 12/1/2002; Rich, 2006, pp. 66-67] Guardian reviewer Peter Symon notes that Woodward even fails to ask the most “obvious questions” about the 9/11 attacks, instead accepting the administration’s accounts of events and its responses as absolute and unquestionable. [Guardian, 1/29/2003] Rich notes that Woodward grants Bush and his officials tremendous individual credence, taking their word on one issue after another without question: for example, when Bush calls investigative journalist Seymour Hersh “a liar,” Woodward takes Bush’s word without giving Hersh a chance to respond. More generally, Woodward never asks the obvious follow-up questions. Bush explains why the US didn’t attack Afghanistan and Iraq simultaneously after the 9/11 attacks: “If we tried to do too many things… militarily, then… the lack of focus would have been a huge risk.” Rich notes, “The follow-up question that was not to be found in Bush at War was simple enough: If it was a huge risk to split our focus between Saddam and al-Qaeda then, why wasn’t it now?” Preston concludes: “Maybe the Woodward of three decades ago would have given [the Bush administration more intense scrutiny]. No longer. Today’s Woodward, eight bestsellers later, skates breathlessly from interview to interview and notepad to notepad without ever, seemingly, stopping to think, ‘Why am I being told all this? What does it mean?’ It isn’t investigation, just cross-referenced compilation.” [Observer, 12/1/2002; Rich, 2006, pp. 66-67]

Eighteen international arms monitors, including 12 inspectors from the UN Monitoring, Verification and Inspection Commission and 8 from the International Atomic Energy Agency in Vienna, arrive in Baghdad with their cargo of high-tech sensors, computers and other gear. Make-up of Inspection Team - The complete roster of UN inspectors expected to participate in the inspections includes some 300 chemists, biologists, missile and ordnance experts and other specialists of UNMOVIC, as well as a few dozen engineers and physicists from the IAEA. Hans Blix of UNMOVIC will head the effort to search for chemical and biological weapons and Jacques Baute of the UN’s International Atomic Energy Agency will lead the team seeking to determine if Iraq has reconstituted its nuclear weapons program. [Associated Press, 11/25/2002]
Purpose of Inspections - The stated purpose of the inspections, according to the UN resolution, is to bring “to full and verified completion the disarmament process established by resolution 687 (1991) and subsequent resolutions of the Council.” [United Nations, 11/9/2002] However, since the passing of the resolution the Bush administration has maintained that the purpose of inspections is much broader. For instance, US Secretary of State Donald Rumsfeld will claim in January that inspectors are not to act as “discoverers” trying to locate things. Rather the purpose of the inspections, according to Rumsfeld, is to determine whether Iraq is cooperating. [BBC, 1/22/2003]
Methods - The inspectors will “revisit the previously monitored sites to check if the equipment installed [by the previous weapons inspectors] is still functional,” explains a UN spokesperson. “It will take some time to do that work. We can’t rule out other activities, but it’s quite likely we will start with that.” Inspectors also says that they will not immediately conduct “intrusive” inspections into Iraq’s more sensitive areas. As an aide to Hans Blix explains to The Washington Post, “We’re not going to do in-your-face inspections. He [Blix] wants effective inspections. It’s not our job to provoke, harm or humiliate.” The inspections teams will also investigate new sites that the US and Britain allege are involved in the development of weapons of mass destruction. Inspectors will have the option to interview Iraqi scientists without the presence of Iraqi officials. The interviews may be conducted outside of Iraq. [Washington Post, 11/23/2002]

After several CIA reports downplay intelligence provided to Washington by Israeli intelligence officials, Deputy Secretary of Defense Paul Wolfowitz and other neoconservatives working in the Pentagon begin meeting personally with Israeli officials to hear their intelligence. The CIA’s reports had found that conclusions made by Israeli intelligence were often skewed by its biases against the Arab world. [Risen, 2006, pp. 183-184]

[Source: Kroll, Inc.]Robert Grenier, head of the CIA station in Islamabad, Pakistan, and then promoted to head of the Iraq Issues Group, will later say that in late 2002 to early 2003, “the best experienced, most qualified people who we had been using in Afghanistan shifted over to Iraq.” The CIA’s most skilled counterterrorism specialists and Middle East and paramilitary operatives move to Iraq and are replaced in Afghanistan by younger agents. Grenier will say, “I think we could have done a lot more on the Afghan side if we had more experienced folks.” A former senior official of the Pentagon’s Central Command involved with both wars later says that as war with Iraq draws closer, more special operative units like Delta Force and Navy Seals Team Six shift to Iraq from Afghanistan. “If we were not in Iraq… we’d have the ‘black’ Special Forces you most need to conduct precision operations. We’d have more CIA. We’re simply in a world of limited resources, and those resources are in Iraq. Anyone who tells you differently is blowing smoke.” [New York Times, 8/12/2007] Other special forces and CIA were moved from Afghanistan to Iraq in early 2002 (see Early 2002).

Former ambassador Joseph Wilson debates former Reagan defense official and neoconservative Frank Gaffney on a cable news program over the question of the upcoming Iraq invasion. Wilson takes a certain perverse pleasure in using what he has called the typical neoconservative debate tactics (see June 2002) against Gaffney; as he later recalls: “I let Frank have the first word and listened to him carefully. The host of the show asked me what I thought of Frank had said, and I answered, ‘Hogwash,’ then started my rebuttal. Predictably, Frank interrupted, or tried to. I told him he would have his chance after I had said my piece, and kept speaking over him until he shut up. I then filibustered till the end of the segment. As we went to commercial, I looked down at the screen to see Gaffney red-faced and sputtering. I thought to myself that here was somebody who was never likely to be a friend.” [Wilson, 2004, pp. 308]

Elliott Abrams drafts a proposal, in which he argues that the United States should take de facto control of Iraqi oil fields. The proposal is not well-received by moderates in the Bush administration who question the legality of the proposal, and who argue “that only a puppet Iraqi government would acquiesce to US supervision of the oil fields and that one so slavish to US interests risks becoming untenable with Iraqis,” reports Insight Magazine. Such a move would also lend credence to suspicions that the invasion is motivated by oil interests, the critics add. [Insight, 12/28/2002] A similar recommendation was made in a paper published by the Heritage Foundation in late September (see September 25, 2002).

[Source: CBS News]Doubts as to the veracity and reliability of the information provided about Iraq’s secret bioweapons program by the Iraqi defector known as “Curveball” are growing among German intelligence analysts (see February 2001), and among some CIA analysts and officials as well, who are receiving summations of Curveball’s assertions from their German counterparts. Central group chief Margaret Henoch is one of those who questions Curveball’s reliability. Henoch later recalls in a CBS report revealing Curveball’s true identity (see November 4, 2007), “I said, ‘You know, I don’t know who this guy is. There’s no proof that he is who he is. There’s no proof that any of this ever happened. And, from my perspective, I just don’t think we should trust this.’” When the top CIA analyst working with Curveball’s information tries to prove his identity by showing Henoch a picture of a man in a hazmat (hazardous materials) suit, she recalls responding, “‘How do you know that was him if he’s completely covered? ‘Cause it could be me.’ And, as God as my witness, she looked at me like a pig looking at a wristwatch. And I thought it was over. And, when I went back, I sort of said to my boss, ‘Well, I’m such a genius.’” Henoch is mistaken in believing that Curveball’s reliability had been holed. She later recalls, “[I]t was whack-a-mole. I mean, he just popped right back up.” Her superiors want Curveball to be credible, and are prepared to overlook the inconsistencies and unverifiable claims he is making. [CBS News, 11/4/2007]

Experts from a number of US national laboratories inform the US Department of Energy that Iraq is producing rockets identical to the Italian-made Medusa 81 rockets, which are made from aluminum tubes of the same dimensions and the same alloy as the tubes that were intercepted in Jordan in July 2001 (see July 2001).
