Entifadh Qanbar, a lobbyist for the Iraqi National Congress (INC), sends a memo to the staff of the Senate Appropriations Committee, in which he provides information about a State Department-funded intelligence program, known as the “information-collection program,” run by the INC (see September 2004-September 2006). Qanbar, who says he is the overall manager of the group, states in the memo that under the program, “defectors, reports and raw intelligence are cultivated and analyzed,” and “the results are reported through the INC newspaper (Al Mutamar), the Arabic and Western media and to appropriate governmental, nongovernmental and international agencies.” Information is also passed on to William Luti, who will later run the Office of Special Plans (see September 2002), and John Hannah, a senior national-security aide on Cheney’s staff, who Qunbar describes as the “principal point of contact.” [Newsweek, 12/15/2003; New York Times, 2/12/2004 Sources: Memo] The memo provides a description of some of the people involved in the group and their activities. It says that the analytical group includes five analysts with a background in Iraq’s military, Iraq’s intelligence services and human rights. One person, a consultant, monitors the Iraqi government’s alleged efforts to develop banned weapons. The five analysts process information and write reports, which are sent to Al Mutamar, the INC’s newspaper, as well as the US government and many mainstream news organizations. Qanbar says that the information-collection program issued 30 reports between August 2001 and June 2002, which were sent to Al Mutamar. (Al Mutamar is only available inside Iraq on the Internet; the effectiveness of other government-funded projects to disseminate propaganda inside Iraq could not be proven, and may not have ever existed.) According to the memo, the group published 28 private reports in collaboration with the INC’s headquarters in London. The memo reveals that between October 2001 and May 2002, information provided by the INC was cited in 108 articles published by a variety of English-language news publications, including the New York Times, the Washington Post, Time, Newsweek, the New Yorker, CNN, Fox News, and several others. [New York Times, 2/12/2004; New Yorker, 6/7/2004; Columbia Journalism Review, 7/1/2004] New York Daily News reporter Helen Kennedy will say in 2004, “The INC’s agenda was to get us into a war.” Kennedy’s name appears on Qanbar’s list. “The really damaging stories all came from those guys, not the CIA. They did a really sophisticated job of getting it out there.” Bob Drogin of the Los Angeles Times will say, “I think something that hasn’t gotten a lot of attention is how [the INC] used the British press to plant a lot of this stuff, some of it pretty outlandish.” British journalist Jamie Dettmer points the finger the other way. “I’ve been utterly appalled by the lack of skepticism about this entire Iraq project and the war on terrorism” in the press. When Dettmer learns that his name is on the list, he shouts, “Complete bollocks!” Other journalists on the list will refuse to admit that they were duped by the INC, even though some of their stories contain extensive interviews and dramatic claims from INC sources that were later disproven. Qanbar will say, “We did not provide information. We provided defectors. We take no position on them. It’s up to you reporters to decide if they are credible or not.” [Columbia Journalism Review, 7/1/2004]

Michael Ledeen contacts Mel Sembler, the US ambassador to Italy, and informs him that he will be traveling to Rome again (see December 9, 2001) to continue “his work” with the Iranians. Sembler passes this on to Washington, and National Security Adviser Stephen Hadley sends word to Ledeen reminding him that he is not to deal with the Iranians. [Washington Monthly, 9/2004]

A memo written by an intelligence analyst working under Pentagon policy chief Douglas Feith asserts that while “some analysts have argued” that Osama bin Laden will not cooperate with secular Arab groups like Iraq, “reporting indicates otherwise.” A subsequent investigation by the Pentagon’s Office of Inspector General (see February 9, 2007) will criticize the memo, titled “Iraq and al-Qaeda: Making the Case,” saying that it constituted an “alternative intelligence assessment” and therefore should have been developed in accordance with intelligence agency guidelines for publishing alternative views. [US Department of Defense, 2/9/2007 pdf file; New York Times, 2/9/2007] Nevertheless, Bush administration officials such as Defense Secretary Donald Rumsfeld, CIA Director George Tenet, DIA Director Thomas Wilson, Deputy National Security Adviser Stephen Hadley, and the chief of staff for Vice President Cheney, Lewis “Scooter” Libby, embrace the memo. Cheney’s office is particularly enamoured of the report; journalists Franklin Foer and Spencer Ackerman later report a White House official as saying of Cheney and his staffers, “They so believed that the CIA were wrong, they were like, ‘We want to show these f_ckers that they are wrong.” The memo is based on an earlier briefing by Feith entitled “Assessing the Relationship between Iraq and al-Qaeda,” which accused the CIA of using overly rigorous standards to analyze information that might show links between Iraq and the terrorist organization. Feith’s briefing uses almost no evidence to claim a “mature, symbiotic” relationship between the two, alleging “more than a decade of numerous contacts” between al-Qaeda and the Hussein government, and asserting “possible Iraqi coordination with al-Qaeda specifically related to 9/11.” [Scoblic, 2008, pp. 220-222] An updated version of the “Making the Case” briefing will be presented to the White House in September 2002 (see September 16, 2002).

The 145-member Organization for the Prohibition of Chemical Weapons (OPCW) chooses Argentinean Rogelio Pfirter, 53, to replace Jose M. Bustani, the Brazilian diplomat who was outed from his position as director-general of the organization on April 22 (see 2003) under pressure from the US. The Bush administration had levied numerous charges against Bustani, chief among them that he was meddling in the United Nations’ efforts to persuade Baghdad to admit international weapons inspectors. Pfirter, a lawyer and Argentina’s former undersecretary for foreign policy, says he will not interfere in the ordeal. While all nations should join, he says in an interview with the New York Times, “we should be very aware that there are United Nations resolutions in effect” and that new members to the OCPW should not be sought “at the expense” of pledges to other international organizations. At the request of Under Secretary of Defense for Policy Douglas Feith, Pentagon officials visit CIA Director George Tenet at Langley headquarters to voice their objections to the final draft of a CIA assessment on Iraq’s supposed links to militant Islamic groups. The officials dispute the report’s conclusion that intelligence suggesting an alleged April 2001 Prague meeting between Mohamed Atta and Iraqi diplomat Ahmed Khalil Ibrahim Samir al-Ani (see 1999) is not credible. As a result of Pentagon officials’ objections, the CIA’s assessment is postponed until September 18. Tenet will later say he “didn’t think much of” the briefing. After the State Department decides it will no longer provide the Iraqi National Congress (INC) with monthly payments, funding for the INC’s “information collection” program and other covert operations is picked up by the Defense Intelligence Agency (DIA) which begins providing Chalabi’s group with a monthly stipend of $340,000. Under the DIA’s rules, the INC is forbidden from publicly releasing any info about its intelligence program without written permission from the Pentagon. Under the State Department, the INC had been feeding stories to the media. The Defense Department tasks the INC with collecting intelligence on Iraq’s alleged ties to al-Qaeda, its presumed arsenal of WMD, and the whereabouts of Michael Scott Speicher, a US Navy pilot missing since being shot down during the first gulf war. Not withstanding its divorce with the INC, the State Department will continue supporting other INC initiatives, providing it with $8 million for its newspaper, anti-Hussein television broadcasts into Iraq, and regional offices and humanitarian relief programs. Two influential neoconservatives, Defense Intelligence Agency [DIA] reservist and Penn State political science professor Chris Carney and Undersecretary of Defense for Policy Douglas Feith, give two presentations on Iraq’s alleged ties to al-Qaeda to the CIA at the agency’s Langley headquarters. CIA analysts are not impressed, having seen much of the information before and having already determined that it was not credible. Some of the information will nevertheless be included in speeches by Bush and in testimony by Tenet to Congress. The information is also put into a classified memo to the Senate Intelligence Committee by Feith, which is later leaked to the Weekly Standard, a neoconservative magazine (see November 14, 2003). The Counter Terrorism Evaluation Group, once known as the “Wurmser-Maloof” project, is disbanded. The Pentagon leadership created the group shortly after the September 11 attacks (see Shortly After September 11, 2001). Its mission had been to research links between Iraq and Islamic militancy. As the administration’s push to convince Americans that the Iraq war is necessary is reaching its height, the Pentagon sends its military analysts out to the television networks and the press (see April 20, 2008 and Early 2002 and Beyond) with talking points portraying Iraq as an imminent threat. The analysts are to emphasize that Iraq has chemical and biological weapons that it can and will use, that it is developing nuclear weapons, and that it is sure to provide these weapons to al-Qaeda. A military invasion, the talking points state, is not only a necessity, but will be a relatively quick, relatively bloodless, and relatively inexpensive “war of liberation.” Pentagon public relations chief Victoria Clarke and her staff are thrilled at how well the analysts incorporate Pentagon talking points into their own presentations. Clarke’s aide Brent Krueger recalls: “You could see that they were messaging. You could see they were taking verbatim what the secretary was saying or what the technical specialists were saying. And they were saying it over and over and over.” Some days, “We were able to click on every single station and every one of our folks were up there delivering our message. You’d look at them and say, ‘This is working.’” [New York Times, 4/20/2008]

In Athens, a number of Iraqi security officials get snagged in an arms bust arranged by the CIA. The CIA made it appear as though the Iraqis were buying guns for terrorists. The operation was part of an effort by the CIA’s Iraq Operations Group to exacerbate the tension between the US and Saddam Hussein in the lead-up to war with Iraq. [Isikoff and Corn, 2006, pp. 161]

Jeff Cohen.Jeff Cohen. [Source: Jeff Cohen]Jeff Cohen, the founder of the media watchdog organization Fairness and Accuracy in Reporting (FAIR) and a former producer for MSNBC talk show host Phil Donahue, loses almost all of his airtime on the network as the Iraq invasion approaches. Cohen, once a frequent guest on MSNBC’s various opinion and commentary shows, will reflect in his 2006 book Cable News Confidential that he argued passionately against invading Iraq, using “every possible argument that might sway mainstream viewers—no real threat, cost, instability.” However, as the run-up to war progresses, he is no longer allowed on the air. He will write: “There was no room for me after MSNBC launched ‘Countdown: Iraq’—a daily one-hour show that seemed more keen on glamorizing a potential war than scrutinizing or debating it. ‘Countdown: Iraq’ featured retired colonels and generals, sometimes resembling boys with war toys as they used props, maps and glitzy graphics to spin invasion scenarios. They reminded me of pumped-up ex-football players doing pre-game analysis and diagramming plays. It was excruciating to be sidelined at MSNBC, watching so many non-debates in which myth and misinformation were served up unchallenged.” In 2008, Cohen will write: “It was bad enough to be silenced. Much worse to see that these ex-generals—many working for military corporations—were never in debates, nor asked a tough question by an anchor.” Cohen’s recollections will be bolstered by a 2008 New York Times investigation that documents a systematic, well-organized media manipulation program by the Pentagon that successfully sells the war to the media and the American public by using so-called “independent military analysts” (see April 20, 2008 and Early 2002 and Beyond). While the Times article focuses primarily on the analysts and their Pentagon handlers, Cohen says that an equal portion of blame belongs to the media outlets themselves. “The biggest villain here is not Rumsfeld nor the Pentagon,” Cohen writes. “It’s the TV networks. In the land of the First Amendment, it was their choice to shut down debate and journalism. No government agency forced MSNBC to repeatedly feature the hawkish generals unopposed. Or fire Phil Donahue. Or smear weapons expert Scott Ritter. Or blacklist former attorney general Ramsey Clark. It was top NBC/MSNBC execs, not the Feds, who imposed a quota system on the Donahue staff requiring two pro-war guests if we booked one anti-war advocate—affirmative action for hawks.… [T]he major TV networks… were not hoodwinked by a Pentagon propaganda scheme. They were willingly complicit, and have been for decades.” [Truthout (.org), 4/28/2008]

After CIA Director George Tenet learns of the formation of the Office of Special Plans (OSP—see September 2002), he fails to challenge its existence and mission even though the OSP is working to actively undermine the other US intelligence agencies. In 2007, author Craig Unger will write, “The existence of the OSP effectively meant that [Vice President Dick] Cheney, [Secretary of Defense Donald] Rumsfeld, and the [Bush administration] neocons had declared war on the CIA by creating a bureaucratic operation whose sole purpose was to circumvent and subvert the nation’s statutorily authorized intelligence apparatus.” Tenet, who Unger describes as “ever anxious to ingratiate himself with the White House,” does nothing to block the OSP’s inroads and depredations. According to the then-director of the State Department’s Bureau of Intelligence and Research (INR), Greg Thielmann, “That’s totally unacceptable for a CIA director.” Unger will note that while Tenet is following his orders to “do everything in his power to make sure the CIA gets the goods on Saddam [Hussein]… in effect, by remaining silent about the OSP, Tenet was betraying his own men at the CIA—and the Agency’s mission.” [Unger, 2007, pp. 245]

[Source: PBS]Tyler Drumheller, the head of CIA spying in Europe, calls the German Intelligence (BND) station chief at the German embassy in Washington hoping to obtain permission to interview Curveball. Over lunch at a restaurant in Georgetown, the two discuss the case and the German officer tells Drumheller that Curveball is “crazy” [Los Angeles Times, 11/20/2005] and that the BND questions “whether Curveball [is] actually telling the truth.” [Washington Post, 5/21/2005]
Germans Confirm Curveball a Likely Fabricator - Author Craig Unger will write: “Curveball was a proprietory source of the BND, which passed its information from him to the Pentagon’s Defense HUMINT Service. In other words, even though the United States had no direct access to Curveball, [CIA Director George] Tenet was so anxious to please the White House (see September 2002) that he had given the Senate the explosive, but unsubstantiated revelation (see September 24, 2002). But now, with the crucial Senate vote over the war imminent (see October 10, 2002), Tenet had to make sure Curveball was for real. Not long after the meeting with the Senate Intelligence Committee, Tenet asked [top CIA official] Tyler Drumheller to get direct access to Curveball.” [Unger, 2007, pp. 247] In 2009, German Foreign Minister Joschka Fischer will recall: “I was astonished that the Americans used Curveball, really astonished. This was our stuff. But they presented it not in the way we knew it. They presented it as a fact, and not as the way an intelligence assessment is—could be, but could also be a big lie. We don’t know.” [Vanity Fair, 2/2009] The Germans respond that Curveball is “probably a fabricator.” They also inform Drumheller that the BND will not give in to CIA requests to gain access to Curveball.
Violent Opposition to Characterization among CIA Officials - After the meeting, Drumheller and several aides get into bitter arguments with CIA analysts working on the Curveball case. “The fact is, there was a lot of yelling and screaming about this guy,” James Pavitt, chief of clandestine services, will later tell the Los Angeles Times. “My people were saying, ‘We think he’s a stinker.’” But CIA analysts remain supportive of Curveball’s account. In one meeting, the chief CIA analyst argues that material she found on the Internet corroborates Curveball’s account, to which the operations group chief for Germany retorts, “That’s where he got it too.” [Los Angeles Times, 11/20/2005] Drumheller will later recall his astonishment at the violence of the reaction among CIA officials. “People were cursing,” he will recall. “These guys were absolutely, violently committed to it [relying on Curveball as a primary source of intelligence].” Drumheller is unaware that a draft National Intelligence Estimate on Iraq (see October 1, 2002) has already been written, and that it relies heavily on Curveball’s intelligence. When Drumheller tells Deputy CIA Director John McLaughlin that Curveball may be a fabricator, McLaughlin replies, “Man, I really hope not, because this is really the only substantive part of the NIE.” Drumheller now realizes what has escaped him before—Curveball is the only source the US has for its explosive claims about Iraq’s bioweapons labs, claims being used to justify a war. He tells his group chief that he had assumed the CIA had other sources to validate Curveball’s data. “No,” she says. “This is why they’re fighting so ferociously to validate this source.” [Unger, 2007, pp. 247-248]
Politicization of Intelligence - Paul Pillar, the CIA’s former national intelligence officer for the Near East and South Asia, will later tell a PBS reporter: “Politicization, real politicization, rarely [takes the form of] blatant, crude arm twisting.… It’s always more subtle.… Intelligence assessments that conform with what is known to be the policy [have] an easier time making it through.” [Unger, 2007, pp. 249]

Feith and Deputy Secretary of Defense Paul Wolfowitz, both staunch neoconservatives, rename the Northern Gulf Affairs Office on the Pentagon’s fourth floor (in the seventh corridor of D Ring) the “Office of Special Plans” (OSP) and increase its four-person staff to sixteen. [Knight Ridder, 8/16/2002; Los Angeles Times, 11/24/2002; New Yorker, 5/12/2003; Inter Press Service, 8/7/2003; Tom Paine (.com), 8/27/2003; American Conservative, 12/1/2003; Mother Jones, 1/2004] William Luti, a former navy officer and ex-aide to Vice President Cheney, is put in charge of the day-to-day operations [Guardian, 7/17/2003; Mother Jones, 1/2004] , apparently at the behest of Cheney. Luti was, according to former Defense Intelligence Agency official Patrick Lang, a member of Cheney’s “shadow National Security Council.” [Middle East Policy Council, 6/2004]
Transforming NESA - Luti worked for the Near East and South Asian Affairs desk (NESA) at the Pentagon since mid-2001. Lang later describes NESA as having been “a Pentagon backwater, responsible primarily for arranging bilateral meetings with military counterparts” from various nations. Before the Afghanistan war, NESA worked closely with the Defense Intelligence Agency’s Defense Intelligence Officer (DIO) for the Near East, South Asia, and Counterterrorism. During Luti’s first months at NESA, the DIO was Bruce Hardcastle. The Pentagon dismantled the entire DIO system, partly because of friction between Luti and Hardcastle (see Early 2002). Lang will write, “The roots of the friction between Hardcastle and Luti were straightforward: Hardcastle brought with him the combined wisdom of the professional military intelligence community. The community had serious doubts about the lethality of the threat from Saddam Hussein, the terrorism links and the status of the Iraqi WMD programs. Luti could not accept this. He knew what he wanted: to bring down Saddam Hussein. Hardcastle could not accept the very idea of allowing a desired outcome to shape the results of analysis.” Luti transforms NESA into what Lang will call “a ‘de facto’ arm of the vice president’s office,” and in the process shuts Hardcastle out of NESA (and later OSP) intelligence briefings. Luti does not report to either Feith or Donald Rumsfeld, as his chain of command delineates, but to Cheney’s chief of staff, Lewis “Scooter” Libby. OSP staffer Karen Kwiatkowski later recalls being “shocked” to learn that Luti reports to Libby and not to his putative Pentagon superiors. She will say, “In one of the first staff meetings that I attended there, Bill Luti said, ‘Well, did you get that thing over to Scooter? Scooter wants this, and somebody’s got to get it over to him, and get that up to him right away.’ After the meeting, I asked one of my co-workers, who’d been there longer, ‘Who is this Scooter?’ I was told, ‘That’s Scooter Libby over at the OVP (Office of the Vice President). He’s the Vice President’s chief of staff.’ Later I came to understand that Cheney had put Luti there.” Under Luti, NESA becomes a virtual adjunct to the OSP. Strong Neoconservative Influence - The Office of Special Plans is staffed with a tight group of like-minded neoconservative ideologues, who are known advocates of regime change in Iraq. Notably, the staffers have little background in intelligence or Iraqi history and culture. [Salon, 7/16/2003; Inter Press Service, 8/7/2003; American Conservative, 12/1/2003; Mother Jones, 1/2004] Some of the people associated with this office were earlier involved with the Counter Terrorism Evaluation Group, also known as the “Wurmser-Maloof” project (see Shortly After September 11, 2001). They hire “scores of temporary ‘consultants‘… including like-minded lawyers, congressional staffers, and policy wonks from the numerous right-wing think-tanks in the US capital.” Neoconservative ideologues, like Richard Perle, Michael Ledeen, and Newt Gingrich, are afforded direct input into the Office of Special Plans. [Guardian, 7/17/2003; Mother Jones, 1/2004; Vanity Fair, 7/2006, pp. 150] Kwiatkowski later says she saw Ledeen going “in and out of there (OSP) all the time.” [Vanity Fair, 7/2006, pp. 150]
Planning for Post-Saddam Iraq - The official business of Special Plans is to help plan for post-Saddam Iraq. The office’s staff members presumably “develop defense policies aimed at building an international coalition, prepare the secretary of defense and his top deputies for interagency meetings, coordinate troop-deployment orders, craft policies for dealing with prisoners of war and illegal combatants, postwar assistance and reconstruction policy planning, postwar governance, Iraqi oil infrastructure policy, postwar Iraqi property disputes, war crimes and atrocities, war-plan review and, in their spare time, prepare congressional testimony for their principals.” [Insight, 12/2/2003]
Covert Source of 'Alternative' Intelligence - But according to numerous well-placed sources, the office becomes a source for many of the administration’s prewar allegations against Iraq. It is accused of exaggerating, politicizing, and misrepresenting intelligence, which is “stovepiped” to top administration officials who use the intelligence in their policy decisions on Iraq. 'Top Secret' - There are very few news reports in the American mainstream media that report on the office. In fact, the office is reportedly Top Secret. [Bamford, 2004, pp. 308] “We were instructed at a staff meeting that this office was not to be discussed or explained,” Kwiatkowski will later say, “and if people in the Joint Staff, among others, asked, we were to offer no comment.” [American Conservative, 12/1/2003]
Part of a 'Separate Government,' Powell Feels - Colin Powell is said to have felt that Cheney and the neoconservatives in this “Gestapo” office had established what was essentially a separate government. [Washington Post, 4/17/2004] Powell’s former chief of staff, Larry Wilkerson, is even more blunt. “When I say ‘secret cabal,’ I mean ‘secret cabal,’ he says of the White House officials behind the OSP. He compares Cheney, Rumsfeld, and the neoconservatives to the Jacobins, the radical zealots who plunged 18th-century France into the Reign of Terror. “I see them as messianic advocates of American power from one end of the globe, much as the Jacobins in France were messianic advocates of the French Revolution. I don’t care whether utopians are Vladimir Lenin on a sealed train to Moscow or Paul Wolfowitz. You’re never going to bring utopia, and you’re going to hurt a lot of people in the process.” [Unger, 2007, pp. 299-300] Among the claims critics find most troubling about the office are:
Heavy Reliance on Intelligence from Exiles and Defectors - The office relies heavily on accounts from Iraqi exiles and defectors associated with Ahmed Chalabi’s Iraqi National Congress (INC), long considered suspect by other US intelligence agencies. [New Yorker, 5/12/2003; Salon, 7/16/2003; Guardian, 7/17/2003; Inter Press Service, 8/7/2003; Independent, 9/30/2003; Mother Jones, 1/2004] One defector in particular, code-named “Curveball,” provides as much as 98 percent of the intelligence on Iraq’s alleged arsenal of biological weapons. [CNN, 7/11/2004] Much of the information provided by the INC’s sources consists of “misleading and often faked intelligence reports,” which often flow to Special Plans and NESA directly, “sometimes through Defense Intelligence Agency debriefings of Iraqi defectors via the Defense Human Intelligence Service and sometimes through the INC’s own US-funded Intelligence Collection Program, which was overseen by the Pentagon.” [Mother Jones, 1/2004] According to Kwiatkowski, the movement of intelligence from the INC to the Office of Special Plans is facilitated by a Colonel Bruner, a former military aide to Gingrich. [Newsweek, 12/15/2003; Mother Jones, 1/2004; Salon, 3/10/2004] Bruner “was Chalabi’s handler,” Kwiatkowski will tell Mother Jones. “He would arrange meetings with Chalabi and Chalabi’s folks.” [Mother Jones, 1/2004] Kwiatkowski also finds that OSP personnel, along with DIA and CIA officials, are taking part in the debriefing of INC informants. She will recall confronting one DIA officer, John Trigilio, about the practice: “I argued with [Tregilio] after the president’s Cincinnati speech (see October 5, 2002 and October 6, 2002). I told him that the president had made a number of statements that were just not supported by the intelligence. He said that the president’s statements are supported by intelligence, and he would finally say, ‘We have sources that you don’t have.’ I took it to mean the sources that Chalabi was bringing in for debriefing… Trigilio told me he participated in a number of debriefs, conducted in hotels downtown, or wherever, of people that Chalabi brought in. These debriefs had Trigilio from OSP, but also CIA and DIA participated… If [the information] sounded good, it would go straight to the OVP or elsewhere. I don’t put it out of possibility that the information would go straight to the media because of the (media’s) close relationship with some of the neoconservatives. So this information would make it straight out into the knowledge base without waiting for intelligence [analysts] to come by with their qualifications and reservations.” [Middle East Policy Council, 6/2004]
Cherry-Picked Intelligence - The Office of Special Plans purposefully ignores intelligence that undermines the case for war while exaggerating any leads that support it. “It wasn’t intelligence—it was propaganda,” Kwiatkowski will later explain. “They’d take a little bit of intelligence, cherry-pick it, make it sound much more exciting, usually by taking it out of context, often by juxtaposition of two pieces of information that don’t belong together.” [New York Times, 10/24/2002; New Yorker, 5/12/2003; Salon, 7/16/2003; Guardian, 7/17/2003; Inter Press Service, 8/7/2003; Independent, 9/30/2003; Mother Jones, 1/2004] “At the OSP, what they were doing was looking at all the intelligence they could find on WMD. That was the focal point, picking bits and pieces that were the most inflammatory, removing any context that might have been provided in the original intelligence report, that would have caused you to have some pause in believing it or reflected doubts that the intelligence community had, so if the intelligence community had doubts, those would be left out… They would take items that had occurred many years ago, and put them in the present tense, make it seem like they occurred not many years ago… But they would not talk about the dates; they would say things like, ‘He has continued since that time’ and ‘He could do it tomorrow,’ which of course, wasn’t true… The other thing they would do would be to take unrelated events that were reported in totally unrelated ways and make connections that the intelligence community had not made. This was primarily in discussing Iraq’s activities and how they might be related to al-Qaeda or other terrorist groups that might be against us, or against Israel… These kinds of links would be made. They would be made casually, and they would be made in a calculated way to form an image that is definitely not the image that anyone reading the original reports would have. The summaries that we would see from Intelligence did not match the kinds of things that OSP was putting out. So that is what I call propaganda development. It goes beyond the manipulation of intelligence to propaganda development.” [Middle East Policy Council, 6/2004]
No Intelligence Oversight - The OSP bypasses established oversight procedures by sending its intelligence assessments directly to the White House and National Security Council without having them first vetted by a review process involving other US intelligence agencies. [New Yorker, 5/12/2003; Salon, 7/16/2003; Guardian, 7/17/2003; Mother Jones, 1/2004] The people at Special Plans are so successful at bypassing conventional procedures, in part, because their neoconservative colleagues hold key positions in several other agencies and offices. Their contacts in other agencies include: John Bolton, undersecretary of state for arms control and international security; Bolton’s adviser, David Wurmser, a former research fellow on the Middle East at the American Enterprise Institute, who was just recently working in a secret Pentagon planning unit at Douglas Feith’s office (see Shortly After September 11, 2001); Elizabeth Cheney, deputy assistant secretary of state for Near East Affairs; Stephen Hadley, the deputy national security adviser; Elliott Abrams, the National Security Council’s top Middle East aide; and Richard Perle, Newt Gingrich, James Woolsey and Kenneth Adelman of the Defense Policy Board. The office provides very little information about its work to other US intelligence offices. [Salon, 7/16/2003; Guardian, 7/17/2003; Inter Press Service, 8/7/2003]
'Stealth Organization' - Greg Thielmann, the former director of the Strategic, Proliferation and Military Affairs Office at the State Department’s Intelligence Bureau, later says of the OSP: “It was a stealth organization. They didn’t play in the intelligence community proceedings that our office participated in. When the intelligence community met as a community, there was no OSP represented in these sessions. Because, if they had done that, they would have had to subject their views to peer review. Why do that when you can send stuff right in to the vice president?” [Middle East Policy Council, 6/2004; Unger, 2007, pp. 299] Lang will say in January 2004 that what happened was fundamentally different from anything that had happened under previous presidents. Cheney’s staff and allies “behaved as though they had seized control of the government in a ‘silent coup,’” The result, according to Lang, is “a highly corrupted system of intelligence and policymaking, one twisted to serve specific group goals, ends, and beliefs held to the point of religious faith.” [Unger, 2007, pp. 301]
Pressuring Intelligence Analysts - Retired Marine Lieutenant Colonel Dale Davis, who headed the International Programs Department at the Virginia Military Institute until March 2004, and an expert on Middle East affairs, later says he believes intelligence analysts at the CIA and other agencies were pressured indirectly. Davis will say, “By creating the OSP [Office of Special Plans], Cheney was able to say, ‘Hey, look at what we’re getting out of OSP. How come you guys aren’t doing as well? What is your response to what this alternative analysis that we’re receiving from the Pentagon says?’ That’s how you do it. You pressure people indirectly.” Vincent Cannistraro, a former senior counterterrorism official with the CIA, will agree: “Over a long period of time, there was a subtle process of pressure and intimidation until people started giving them what was wanted… When the Senate Intelligence Committee interviewed, under oath, over 100 analysts, not one of them said, ‘I changed my assessment because of pressure.‘… The environment was conditioned in such a way that the analyst subtly leaned toward the conceits of the policymakers… The intelligence community was vulnerable to the aggressiveness of neoconservative policymakers, particularly at the Pentagon and at the VP’s office. As one analyst said to me, ‘You can’t fight something with nothing, and those people had something. Whether it was right or wrong, fraudulent or specious, it almost didn’t make any difference, because the policymakers believed it already, and if you didn’t have hard countervailing evidence to persuade them, then you were at a loss.’” [Middle East Policy Council, 6/2004]
Strong Pro-Israel, Anti-Arab Biases - Lastly, the people involved in Special Plans openly exhibit strong pro-Israel and anti-Arab bias. The problem, note critics, is that the analysis of intelligence is supposed to be apolitical and untainted by ideological viewpoints. [American Conservative, 12/1/2003] According to a CIA intelligence official and four members of the Senate’s Intelligence Committee, Special Plans is the group responsible for the claim Bush will make in his 2003 State of the Union address that Iraq had attempted to procure uranium from an African country (see 9:01 pm January 28, 2003). Personal Grudges against Intelligence Community - The OSP reflects the personal grudges and ill will of many in the Office of the Vice President against the intelligence community, in part because of the CIA’s refusal to give much weight to the claims of Chalabi and the INC. “This had been a fight for such a long period of time, where people were so dug in,” a friend of one of Vice President Cheney’s senior staffers will later reflect. A colleague of the senior staff later says, “They so believed that the CIA were wrong, they were like, ‘We want to show these f_ckers that they are wrong.’” [New Republic, 11/20/2003]
Propaganda - Kwiatkowski will later recall that the OSP generated a large amount of what she terms propaganda, in the form of “talking points” used in briefings and in press conferences. “With the talking points, many of the propagandistic bullets that were given to use in papers for our superiors to inform them—internal propaganda—many of those same phrases and assumptions and tones, I saw in Vice President Cheney’s speeches and the president’s speeches,” she will say. “So I got the impression that those talking points were not just for us, but were the core of an overall agenda for a disciplined product, beyond the Pentagon. Over at the vice president’s office and the [neoconservative news magazine] Weekly Standard, the media, and the neoconservative talking heads and that kind of thing, all on the same sheet of music.” Kwiatkowski identifies Abram Shulsky, a neoconservative academic and recent Pentagon hire, as the source of many of these talking points. Denials, Counter-Accusations after Public Learns of OSP - After the existence of the Office of Special Plans is revealed to the public, the Pentagon will deny that it served as a direct conduit to the White House for misleading intelligence, instead claiming that its activities had been limited to postwar plans for Iraq. [New Yorker, 5/12/2003] And a December 2003 opinion piece published in Insight magazine will call the allegations surrounding the Office of Special Plans the work of conspiracy theorists. The CIA’s Anabasis operatives begin training in the Nevada Desert at the Energy Department’s nuclear test site. About 80 Iraqis take part in the training. They name their squad Scorpions 77 Alpha after a special forces unit Saddam had disbanded. A second team comprised of about 15 Arab fighters, mostly Egyptians and Lebanese, also train at the site. Vice President Cheney and his staff have become increasingly reliant on intelligence from Ahmed Chalabi and the Iraqi National Congress (INC—see Early 2003). Cheney’s senior aide John Hannah, the liaison between Cheney and the INC, has become increasingly invested in the exile group. “He relied on Ahmed Chalabi for insights and advice,” a Bush administration official will later recall. Cheney has himself become an increasingly vocal Chalabi advocate. At a meeting of President Bush’s National Security Council, the State Department and Pentagon officials argue over whether to increase funding to the INC. Cheney, a former NSC staffer will recall, “weighed in, in a really big way. He said, ‘We’re getting ready to go to war, and we’re nickel-and-diming the INC at a time when they’re providing us with unique intelligence on Iraqi WMD.’” The fact that no one else, particularly the CIA, could confirm anything the INC was providing was merely proof that the CIA was recklessly disregarding INC intelligence. The administration official will say that before long, “there was something of a willingness to give [INC- provided intelligence] greater weight” than that offered by the intelligence community. In return, Cheney’s aides tried to inject their intelligence into the CIA’s own conduits. One CIA analyst will recall that both Cheney and his chief of staff, Lewis Libby, “come out there loaded with crap from OSP [the Office of Special Plans—see September 2002], reams of information from Chalabi’s people” on both terrorism and WMD. One of the main channels into the CIA for Cheney and his staff is Alan Foley, the director of the CIA’s Nonproliferation Center. Cheney’s office inundates Foley with questions about Iraq’s nuclear weapons program, particularly about Iraq’s supposed attempts to purchase uranium from Niger (see Between Late 2000 and September 11, 2001, October 15, 2001, October 18, 2001, November 20, 2001, February 5, 2002, March 1, 2002, Late April or Early May 2002-June 2002, and Late June 2002). At first, Foley attempts to push back by “stressing the implausibility of it,” a colleague of Foley’s will recall. But as Cheney and his aides keep pressing, Foley begins to give in. “He was bullied and intimidated,” one of his friends will recall. The pressure on Foley and other analysts is both relentless and hostile. One retired CIA analyst close to current analysts will recall: “It was done along the lines of: ‘What’s wrong with you bunch of assh_les? You don’t know what’s going on, you’re horribly biased, you’re a bunch of pinkos.’” A current analyst later explains, “It gets to the point where you just don’t want to fight it anymore.” [New Republic, 11/20/2003]

Two days before the CIA is to issue an assessment (see August 2002) on Iraq’s supposed links to militant Islamic groups, Defense Department officials working in the Office of Special Plans (OSP) deliver a briefing in the White House to several top officials, including I. Lewis Libby, Vice President Dick Cheney’s chief of staff, and Deputy National Security Adviser Stephen Hadley. The briefing is entitled “Assessing the Relationship between Iraq and al-Qaeda,” and is an updated version of a briefing presented in July 2002 (see July 25, 2002). The OSP, working under Undersecretary of Defense for Policy Douglas J. Feith, is aggressively promoting any evidence it can find to support a decision to invade Iraq (see September 2002).
bullet The briefing claims that the relationship between Iraq and al-Qaeda is “mature” and “symbiotic,” and marked by shared interests.
bullet It lists cooperation in 10 categories, or “multiple areas of cooperation,” including training, financing, and logistics. [Savage, 2007, pp. 292; New York Times, 4/6/2007; Washington Post, 4/6/2007]
bullet An alleged 2001 meeting in Prague between an Iraqi spy and 9/11 hijacker Mohamed Atta is listed as one of eight “Known Iraq-Al-Qaeda Contacts.” It claims that there is a “known contact” between Atta and the Iraqi intelligence agency, a claim already rejected by the CIA. bullet The briefing claims that “Fragmentary reporting points to possible Iraqi involvement not only in 9/11 but also in previous al-Qaeda attacks.” [Washington Post, 4/6/2007]
bullet It includes a slide criticizing the rest of the US intelligence community, which says there are “fundamental problems” with CIA intelligence gathering methods. It claims other intelligence agencies assume “that secularists and Islamists will not cooperate, even when they have common interests,” and there is a “consistent underestimation of importance that would be attached by Iraq and al-Qaeda to hiding a relationship.” [Daily Telegraph, 7/11/2004; Newsweek, 7/19/2004; Savage, 2007, pp. 293; Washington Post, 4/6/2007]
Around the same time, the briefing is also presented with slight variations to Defense Secretary Donald Rumsfeld and CIA Director George Tenet. The slide criticizing other intelligence agencies is excluded when a version of the briefing is given to Tenet. A later report by the Defense Department’s Office of Inspector General will conclude the briefing was entirely incorrect and deliberately ignored intelligence by the CIA, DIA, and other intelligence agencies that contradicted its conclusions (see February 9, 2007). [Washington Post, 4/6/2007] The CIA has already found the majority of the information in the presentation either completely false or largely unsupported by reliable evidence. [Savage, 2007, pp. 293]
Unusual Briefing - This briefing, delivered at the same time the White House is pressing Congress to authorize the upcoming war with Iraq (see October 11, 2002), is, in the words of author and reporter Charlie Savage, “highly unusual.” Usually, high-level administration officials making national security decisions rely on information vetted by top-flight analysts at the CIA, in order to ensure the information is as accurate and politically neutral as possible. No CIA analyst has ever found a meaningful link between Hussein and al-Qaeda; the few reports of such claims were seen as highly dubious. But Cheney and his supporters consider the CIA slow, pedantic, and incompetent, and believe Feith’s OSP can provide better—or at least more amenable—intelligence. Savage will write: “In Feith’s shop and elsewhere in the executive branch, neoconservative political appointees stitched together raw intelligence reports, often of dubious credibility, without any vetting or analysis by professional intelligence specialists. The officials cherry-picked the files for reports that supported the notion that Iraq had an active [WMD] program and that it was working hand-in-hand with al-Qaeda, ‘stovepiping’ such reports to top decision makers (and leaking them to the press) while discounting any skepticism mounted by the professionals.” [Savage, 2007, pp. 292]
Dismantling Intelligence Filtering System in Favor of Politically Controlled Intelligence Provisions - What the presentation accomplishes, according to former CIA intelligence analyst Kenneth Pollock, is to support a conclusion already drawn—the need to get rid of Saddam Hussein—by using slanted, altered, and sometimes entirely fabricated “intelligence.” The White House proceeded to “dismantle the existing filtering process that for 50 years had been preventing the policymakers from getting bad information.” Savage goes one step farther. He will write that the presentation is part of a larger White House strategy to alter the balance of power between the presidency and a key element of the bureaucracy. By setting up a politically controlled alternative intelligence filtering system, he will write, “the administration succeeded in diminishing the power of the CIA’s information bureaucracy to check the White House’s desired course of action.” [Savage, 2007, pp. 294]

Deputy National Security Adviser Stephen J. Hadley convenes a meeting in the White House Situation Room to discuss Iraq with Colin Powell, George Tenet, and Donald Rumsfeld. The White House wants to be sure they are all on the same page when they testify before Congress next week. When a CIA officer notes that the alleged ties between Iraq and al-Qaeda are not supported by current intelligence, Douglas Feith cuts in insisting that Mohamed Atta had met an Iraqi agent in Prague, and that the director of Iraqi intelligence had met with Osama bin Laden in 1996. Both theories have been dismissed by the intelligence community. After a few minutes, Hadley cuts him off and tells him to sit down. [Isikoff and Corn, 2006, pp. 113-114]

The CIA flies the leader of Iraq’s Sufi movement (Sufism is a mystic tradition of Islam) to Washington to discuss his possible involvement in the Anabasis project. One night at Marrakesh, a popular Moroccan restaurant, the Sufi asks Luis and John Maguire, the two CIA operatives who are heading the project, if the US is certain that it will remove Saddam Hussein. “You’re not just going to come to Iraq, poke Saddam in the eye, and leave, are you?” Maguire assures him that the US is serious this time. The CIA agrees to pay him $1 million a month in exchange for information from high-level Iraqi officials. Soon after the agreement, CIA officers in Kurdish-controlled northern Iraq begin receiving high-quality intelligence from Iraqi insiders, including information on the movements of Saddam Hussein. The sources include Iraqi military officials who are more loyal to the Sufi leader than to Hussein. [Isikoff and Corn, 2006, pp. 157]

Ahmed Chalabi, leader of the London-based Iraqi National Congress (INC), meets with the executives of “three US oil multinationals to negotiate the carve-up of Iraq’s massive oil reserves post-Saddam.” Also in attendance are “leading oilmen, exiled Iraqis, and lawyers.” The meeting, titled “Invading Iraq: dangers and opportunities for the energy sector,” meets “behind the closed doors of the Royal Institute of International Affairs” in London. Several weeks after the meeting one delegate will tell The Guardian that the whole day could have been summarized with, “Who gets the oil?” The meeting is confirmed by INC spokesman Zaab Sethna. The Iraqi Operations Group, headed by Luis (his full name has not been disclosed) and John Maguire, orders the CIA station chief in Annan Jordan to conduct a sabotage operation against a fleet of cars used by Iraqi officials in Jordan. They want the CIA in Annan to pour contaminants into the fuel tanks of the vehicles so as to destroy their the engines. But the station chief refuses, telling agency headquarters in a cable that he won’t participate in “juvenile college pranks.” Maguire is livid with anger. “We have a directive from the president of the United States to do this,” Maquire says. “So shut the f_ck up and do this! We’re not interested in your grousing as to whether or not this is a wise move or not. The president has made a decision!” The operation never takes place. [Isikoff and Corn, 2006, pp. 160-161]

The New York Times publishes an article by Eric Schmitt and Thom Shanker exposing the Pentagon’s Office of Special Plans (see September 2002). The office had already been described in a Knight Ridder Newspapers article published on August 16, 2002. But Knight Ridder is not as well read, and the New York Times publishes its article on the front page. [Knight Ridder, 8/16/2002; New York Times, 10/24/2002] The article states that Defense Secretary Donald “Rumsfeld and his senior advisers have assigned a small intelligence unit to search for information on Iraq’s hostile intentions or links to terrorists that the nation’s spy agencies may have overlooked.” It notes that “the view among even some senior intelligence analysts at the Central Intelligence Agency is that Mr. Hussein is contained and is unlikely to unleash weapons of mass destruction unless he is attacked.” [New York Times, 10/24/2002] But there is little follow-up reporting by major media outlets. In 2004, the New York Review of Books will discuss this article and comment: “As such reports show, [the Office of Special Plans] was widely known before the war. CIA station chiefs from all over the Middle East meet at the United States Embassy in London for a secret conference. Deputy Director for Operations James Pavitt has called the meeting because certain people in the CIA are disappointed with a lack of action in the field on Iraq-related tasks. John Maquire of the Iraqi Operations Group has repeatedly criticized field operatives for being too timid (see, e.g., (October 2002)). [Isikoff and Corn, 2006, pp. 161] “After several worldwide cables from IOG [Iraqi Operations Group], the Near East front office, and the DDO’s office, we found little movement in the field on the Iraq issue.… This lack of movement on the Iraq target triggered the call by the ADDO [the assistant deputy director of operations] for the London meeting,” an official from the CIA’s Iraqi Operations Group (IOG) later tells author James Risen. The problem is that many CIA officers, especially those in the Near East division, simply do not support the administration’s plan to invade Iraq. So one of the meeting’s objectives is to get everyone on board. The IOG official explains: “We kept saying that the president has decided we are going to war, and if you don’t like it, quit.” During the meeting, the officials say that the agency is interested in developing a plan for sabotage that will undermine the Iraqi regime. The chief of the IOG describes a plan to prevent the shipment of goods to Saddam Hussein and his family with the hope that it might cause Hussein to become paranoid and distrustful of those around him. One young station chief suggests sinking a ferry that imports these goods into Iraq from neighboring Arab countries. An IOG official present at the meeting will later tell Risen that this plan is dismissed because the vessel also transports passengers. But two station chiefs tell Risen that they left the meeting with the impression that IOG officials were open to the plan. Risen also reports in his book that another plan for sabotage was to equip “low-level Iraqi agents with special spring-loaded darts that they could use to destroy the windshields of cars owned by members of the Iraqi regime. Large supplies of the darts were later delivered to forward CIA stations, but nothing was ever done with them.” [Risen, 2006, pp. 183-184]

[Source: CBS News]Doubts as to the veracity and reliability of the information provided about Iraq’s secret bioweapons program by the Iraqi defector known as “Curveball” are growing among German intelligence analysts (see February 2001), and among some CIA analysts and officials as well, who are receiving summations of Curveball’s assertions from their German counterparts. Central group chief Margaret Henoch is one of those who questions Curveball’s reliability. Henoch later recalls in a CBS report revealing Curveball’s true identity (see November 4, 2007), “I said, ‘You know, I don’t know who this guy is. There’s no proof that he is who he is. There’s no proof that any of this ever happened. And, from my perspective, I just don’t think we should trust this.’” When the top CIA analyst working with Curveball’s information tries to prove his identity by showing Henoch a picture of a man in a hazmat (hazardous materials) suit, she recalls responding, “‘How do you know that was him if he’s completely covered? ‘Cause it could be me.’ And, as God as my witness, she looked at me like a pig looking at a wristwatch. And I thought it was over. And, when I went back, I sort of said to my boss, ‘Well, I’m such a genius.’” Henoch is mistaken in believing that Curveball’s reliability had been holed. She later recalls, “[I]t was whack-a-mole. Tenet is scheduled to meet with President Bush in three days to discuss the case for invading Iraq. Tenet wants to cement his case by allowing the Iraqi defector known as “Curveball” to appear on television and tell his story; failing that, Tenet wants the Germans to allow an American expert to debrief Curveball (later revealed as a fabricator named Rafid Ahmed Alwan—see November 4, 2007) and then himself appear on television with his findings. Two days later, Hanning rejects Tenet’s requests. Hanning calls Curveball’s information “plausible and believable,” but adds that “attempts to verify the information have been unsuccessful.” Therefore, all of Curveball’s reports “must be considered unconfirmed.” However, Hanning would allow Curveball’s information to be used, if Tenet still desired to use that unconfirmed information, if the source is protected. In November 2007, Tenet denies ever seeing Hanning’s letter. The CIA’s former European division chief, Tyler Drumheller, believes Tenet is lying. “He needs to talk to his special assistants if he didn’t see it. And the fact is, he had very good special assistants. I’m sure they showed it to him. And I’m sure it was just, it wasn’t what they wanted to see,” Drumheller says. [CBS News, 11/4/2007]

The Oil and Energy Working Group, one of 17 such groups working under the US State Department’s “Future of Iraq” project (see April 2002-March 2003), meets to discuss plans for the oil industry in a post-Saddam Hussein Iraq. The only known member of the 15-member group is Ibrahim Bahr al-Ulum, who will become Iraq’s oil minister after the invasion. Other people likely involved include Ahmed Chalabi of the Iraqi National Congress, Sharif Ali Bin al Hussein of the Iraqi National Congress; recently defected personnel from Iraq’s Ministry of Petroleum; the former Iraqi head of military intelligence; Sheikh Yamani, the former Oil Minister of Saudi Arabia; and unnamed representatives from the US Energy Department. The responsibilities of this working group include: (1) developing plans for restoring the petroleum sector in order to increase oil exports to partially pay for a possible US military occupation government. Under a typical PSA, oil ownership remains with the state, while exploration and production are contracted to the private companies under highly favorable terms. John Bolton tells the Associated Press that Jose Bustani, the former director-general of the Organization for the Prohibition of Chemical Weapons (OPCW) who was forced from his position under pressure from Washington (see 2003), had no authority to involve the OPCW in the 2002-2003 conflict over Iraq’s alleged arsenal of illicit weapons. Iraq was “completely irrelevant” to Bustani’s responsibilities, he insists. But in an interview with the Associated Press in the spring of 2005, Ralph Earle and Avis Bohlen, both of whom worked under Bolton in the State Department’s arms-control bureau, will say the opposite. They tell the Associated Press that the enlisting of new treaty members was part of the OPCW chief’s job. But they also claim that Bustani should have consulted with Washington beforehand. The New York Times reports that an internal DIA study has found that “dissidents invented or exaggerated their credentials as people with direct knowledge of the Iraqi government and its suspected unconventional weapons program.” [New York Times, 9/29/2003; Independent, 9/30/2003] The study also reveals that more than $1 million was paid to Chalabi’s group for information about Saddam Hussein’s alleged banned weapons programs. [New York Times, 9/29/2003; Independent, 9/30/2003] Unnamed officials interviewed by the Times say the defectors were considered by the Defense Intelligence Agency to be dubious sources from the start. It is believed that the dissidents’ motivation for talking has been money and their opposition to Saddam Hussein. But the Times’ sources “would not speculate on whether the defectors had knowingly provided false information and, if so, what their motivation might have been.” [New York Times, 9/29/2003; Independent, 9/30/2003] Similarly, Mark Garlasco of the DIA will tell PBS Frontline in 2006, that the “INC was constantly shoving crap at us. They were providing information that they thought we wanted to hear. Former Green Beret Robert Bevelacqua, a Fox News military analyst and a part of the Pentagon’s propaganda operation to promote the Iraq war (see April 20, 2008 and Early 2002 and Beyond), is, along with other analysts, briefed about Iraq’s purported stockpiles of weapons of mass destruction. When he asks his briefer about “smoking gun” proof, the briefer admits, “We don’t have any hard evidence.” Bevelacqua and the other analysts are alarmed by the concession. Another analyst, retired Army lieutenant colonel Robert Maginnis, who works in the Pentagon for a military contractor, is at the same briefing. Maginnis later confirms Bevelacqua’s recollection, saying that he felt “very disappointed” and that he and the other analysts were being “manipulated” to believe in weapons that were not proven to exist. Yet Bevelacqua, Maginnis, and other analysts are firm in their on-air insistence that these weapons do indeed exist. Bevelacqua has started a new defense contracting business, the wvc3 Group, and hopes to win lucrative government contracts. “There’s no way I was going to go down that road and get completely torn apart,” he will later say. “You’re talking about fighting a huge machine.” [New York Times, 4/20/2008]

The CIA’s Iraq Operations Group flies the Anabasis team from their Nevada training site to Jordan to wait for a green light from the White House. If the signal is given, the team—comprised of more than 100 members—will be flown to an isolated Iraqi military base near the Saudi border where they will announce a coup on the radio and call on other military units to join them. Then, when Hussein flies his troops south to quell the insurrection, the US Air Force will shoot them down for violating the no-fly zone. The confrontation will then be used as a pretext for full-scale war (see also Late November 2001 or December 2001). But the operation will be opposed by General Franks, and the Anabasis team will never receive the signal (see After January 2003). [Isikoff and Corn, 2006, pp. 166]

President George W. Bush meets with Iraqi exiles. According to a former senior White House official, after the meeting, Bush decides that the exiles will not be put in power in post-Saddam Iraq. “The future of this country… is not going to be charted by people who sat out the sonofabitch (Saddam) in London or Cambridge, Massachusetts,” Bush is said to have stated. This effectively kills the Pentagon’s plan to create an Iraqi-government-in-exile which was to include the Ahmed Chalabi, the president of the Iraqi National Congress (INC). Officials in the Bush administration debate whether or not they will seek a second UN resolution prior to invading Iraq. The debate centers on the issue of whether or not France and “other reluctant allies” will give in to US demands. The New York Times reports on January 17 that officials plan “to confront France, Germany and other skeptics of military action against Iraq by demanding that they agree publicly that Iraq had defied the United Nations Security Council.” Some officials believe that these nations can eventually be won over using a variety of incentives, including promises of contracts in post-Saddam Iraq. Other officials, however, believe that France will never submit to the US request, and are of the opinion that the US should “not bother to seek a second resolution condemning Iraq and authorizing the use of force.” [New York Times, 1/23/2003] Though the existence of this debate is a matter of the public record by mid-January, what is not known at this time is that some of those involved are probably obtaining their information from a “dirty-tricks” surveillance campaign that the intelligence services of the US, Britain, and possibly Australian, are conducting on the UN delegates of other UN Security Council members states (see January 31, 2003).

Two Pentagon offices—the Special Operations and Low-Intensity Conflict Office and the Office of Special Plans—prepare a white paper and slide presentation recommending the creation of a “Rapid Reaction Media Team” (RRMT) that would maintain control over major Iraqi media organizations while still projecting an Iraqi “face.” The first phase of the one-to-two-year “strategic information campaign” would last six months and cost $51 million. The paper states that the “RRMT concept focuses on USG-UK [“USG” stands for US government] pre-and post hostilities efforts to develop programming, train talent, and rapidly deploy a team of US/UK media experts with a team of ‘hand selected’ Iraqi media experts to communicate immediately with the Iraqi public opinion upon liberation of Iraq.” The “hand-picked” Iraqi experts would help “select and train the Iraqi broadcasters and publishers (‘the face’) for the USG/coalition sponsored information effort,” the paper explains. Media stories produced by this campaign would be based on US-approved information and would focus on topics like “the De-Baathification program”; “recent history telling (e.g., ‘Uncle Saddam,’ History Channel’s ‘Saddam’s Bomb-Maker,’ ‘Killing Fields,’ etc.)”; US government-approved “Democracy Series”; “Environmental (Marshlands re-hydration)”; “Mine Awareness”; “Re-starting the Oil”; “Justice and rule of law topics”; “War Criminals/Truth Commission”; “prisoners and atrocity interviews”; “Saddam’s palaces and opulence,” and “WMD (weapons of mass destruction) disarmament.” For its “Entertainment and News Magazine programming,” the plan says the media should do stories on “Hollywood,” “Arab country donations,” and “Sports.” According to the paper, “having professional US-trained Iraqi media teams immediately in place to portray a new Iraq (by Iraqis for Iraqis) with hopes for a prosperous, democratic future, will have a profound psychological and political impact on the Iraqi people.” It is not clear whether or not this particular plan is implemented. However, after the invasion of Iraq, the Pentagon will contract a firm called the Lincoln Group to plant stories in the Iraqi media (see September 2004-September 2006) and will purchase an Iraqi newspaper and take control of an Iraqi radio station, using them to disseminate pro-American messages to the Iraqi public. Cheney’s chief of staff, I. Lewis Libby, presents the latest draft of a paper that is meant to serve as a rebuttal to Iraq’s December 7 declaration (see February 5, 2003) to Condoleezza Rice, Stephen Hadley, Paul Wolfowitz, Karl Rove, Richard Armitage, Michael Gerson, and Karen Hughes. The paper, written with the help of John Hannah, is supposed to serve as the basis for the speech Secretary of State Colin Powell will deliver to the UN Security Council on February 5 (see February 5, 2003). In his presentation, Libby says that intercepts and human intelligence reports indicate that Saddam Hussein has been attempting to conceal items. He doesn’t know what items are being hidden by the Iraqis, but he says it must be weapons of mass destruction. He also claims that Iraq has extensive ties to al-Qaeda, and cites the alleged meeting between Mohamed Atta and an Iraqi Intelligence agent (see April 8, 2001) as one example. While Armitage is disappointed with Libby’s presentation, Wolfowitz and Rove seem impressed. Karen Hughes warns Libby not to stretch the facts. Former ambassador Joseph Wilson, who went to Niger almost a year ago to determine the truth or falsehood of the story that Iraq attempted to secure 500 tons of uranium from Niger (see February 21, 2002-March 4, 2002), and his wife, CIA case officer and WMD specialist Valerie Plame Wilson, both watch President Bush’s State of the Union address (see 9:01 pm January 28, 2003). According to Plame Wilson’s 2007 book Fair Game, Wilson watches from a Canadian television studio, brought there to comment on the address immediately afterwards. His wife watches from their Washington, DC, home. Plame Wilson will recall being dumbstruck at Bush’s “16 words” claim that British intelligence had found a clandestine attempt by Iraq to purchase uranium from an African nation. She will write: “What? Had I heard him correctly? Hadn’t Joe’s report on his trip to Niger nearly a year ago (see March 4-5, 2002 and March 5, 2002), distributed throughout the intelligence community, including presumably the vice president’s office, proved the emptiness of these charges?” When Wilson returns home, he and his wife, according to Plame Wilson’s recollection, “briefly discussed what we thought the president’s claim could have meant. It seemed so odd.” The next day, Wilson asks a friend at the State Department about the claim, and notes that Bush’s assertion is not borne out by the facts. If Bush had indeed referred to Niger in the speech, then his report, along with those of the US Ambassador to Niger and General Carlton Fulford (see February 24, 2002), “had all been wrong. Or had the president misspoken? In that case, the record needed to be corrected.” Wilson’s friend replies that Bush may have been speaking of one of the other African countries that produce uranium—Gabon, South Africa, or Namibia. Wilson accepts the explanation for the time being. As a side note, Plame Wilson adds at this point in her book, “Several years later, the assistant secretary of state for African affairs told Joe, ‘You don’t think that if we had seen the State of the Union address before it was delivered, that we would have allowed that phrase to remain in it, do you?” [New York Times, 7/6/2003; Wilson, 2004, pp. 313-314; Wilson, 2007, pp. 125-126]

He will be interrupted some 70 times by thunderous applause from the assembled lawmakers in the House chambers. One of his biggest applause lines is his statement about the US’s war on “international terrorism:” “The war goes on, and we are winning.” [Unger, 2007, pp. 269-270]
African Uranium - He says: “The British government has learned that Saddam Hussein recently sought significant quantities of uranium from Africa. Saddam Hussein has not credibly explained these activities.… He clearly has much to hide.” [US President, 2/3/2003; White House, 4/18/2003; Independent, 6/5/2003] The British allegation cited by Bush concerns a SISMI (Italy’s military intelligence) report (see Mid-October 2001) based on a set of forged documents. Aluminum Tubes - Bush alleges that a shipment of aluminum tubes imported by Iraq was intended to be used in the country’s alleged nuclear weapons program. “Our intelligence sources tell us that he has attempted to purchase high-strength aluminum tubes suitable for nuclear weapons production. Saddam Hussein has not credibly explained these activities. He clearly has much to hide.” [US President, 2/3/2003]
Biological Agents - Bush lists a parade of agents: “anthrax, botulinum toxin, Ebola, and plague,” many of which Iraq has never been accused of possessing, and warns against “outlaw regimes that seek and possess nuclear, chemical, and builogical weapons… blackmail, terror, and mass murder.” He then moves from the general to the specific, accusing Iraq of having enough material “to produce over 25,000 liters of anthrax—enough doses to kill several million people… more than 38,000 liters of botulinum toxin—enough to subject millions of people to death by respiratory failure… as much as 500 tons of sarin, mustard and VX nerve agent.” [US President, 2/3/2003; Unger, 2007, pp. 270-271]
False Testimony from Iraqi Scientists - Bush alleges: “Iraqi intelligence officers are posing as the scientists inspectors are supposed to interview. Real scientists have been coached by Iraqi officials on what to say.” [US President, 2/3/2003] But Hans Blix, the chief UNMOVIC weapons inspector, tells the New York Times in an interview that he knows of no evidence supporting this claim. [New York Times, 1/31/2003]
Defector Allegations - Bush, citing intelligence provided by “three Iraqi defectors,” says, “We know that Iraq, in the late 1990s, had several mobile weapons labs… designed to produce germ warfare agents and can be moved from place to a place to evade inspectors.” One of the defectors referred to by Bush is ‘Curveball,’ whom the CIA station chief in Germany warned was not reliable the day before (see January 27, 2003). German intelligence officials watching Bush’s speech are “shocked.” One official later recalls: “Mein Gott! We had always told them it was not proven.… It was not hard intelligence.” [Los Angeles Times, 11/20/2005] Another source for the claim was Mohammad Harith, whom the Defense Intelligence Agency had labeled a “fabricator” the previous May (see May 2002).
Torture, Murder, and 9/11 - Bush accuses Iraqi dictator Saddam Hussein of routinely torturing his own people, using such techniques as “electric shock, burning with hot irons, dripping acid on the skin, mutilation with electric drills, cutting out tongues, and rape.” He then connects Hussein, the torturer, murderer, and terrorist supporter, to the 9/11 attacks, saying: “[I]magine those 19 hijackers with other weapons and other plans—this time armed by Saddam Hussein. It would take one vial, one canister, one crate slipped into this country to bring a day of horror like none we have ever known.” He invites “all free nations” to join him in ensuring no such attack ever happens, but notes that “the course of this nation does not depend on the decisions of others.” After another long burst of applause, Bush continues, “Whatever action is required, whatever action is necessary, I will defend the freedom and security of the American people.” [Unger, 2007, pp. 270-271]
'Direct Personal Threat' - Bush states what former ambassador Joseph Wilson later writes can only be interpreted by Hussein “as a direct personal threat,” saying: “Tonight I have a message for the brave and oppressed people of Iraq: Your enemy is not surrounding your country, your enemy is ruling your country. And the day he and his regime are removed from power will be the day of your liberation.” Wilson will later write: “Not simply promising the disarmament of Iraq as he had in his recent speeches, the president now stated outright his intention to rout Saddam from power, and to kill or capture him. It was an unwise thing to say. It made whatever strategy we adopted for Iraq that much more dangerous because it so blatantly telegraphed our next move and our ultimate goal.” [US President, 2/3/2003; Wilson, 2004, pp. 315]
Defending America - To America’s soldiers, he says: “Many of you are assembling in or near the Middle East, and some crucial hours lay ahead. In these hours, the success of our cause will depend on you. Your training has prepared you. Your honor will guide you. You believe in America, and America believes in you.” In 2007, Unger will write: “A few years earlier, Bush had confided that he thought to be a great president meant being a great commander in chief. Now George W. Bush was leading his nation into war.” [Unger, 2007, pp. 270-271]

Tyler Drumheller, head of CIA spying in Europe, reviews a classified draft of the speech Secretary of State Colin Powell will be delivering to the UN Security Council on February 5. He is surprised to see the allegation that according to an unnamed “chemical engineer,” Iraq has mobile biological weapons factories. Drumheller recognizes the description of the source as that of Curveball, an Iraqi defector living in Germany who is suspected of being a fabricator. Only a few days before, CIA’s Berlin station chief warned CIA headquarters that Curveball’s statements could not be verified (see January 27, 2003). Drumheller takes his pen and crosses out the entire paragraph referring to Curveball, and then calls CIA Deputy Director John E. McLaughlin who meets with him immediately. McLaughlin, concerned, admits that Curveball is the CIA’s “only tangible source” for the story. “This is the heart of the case,” he says to the surprise of Drumheller. [Risen, 2006; Washington Post, 6/25/2006] Drumheller recalls, “And John said, ‘Oh my, I hope not. You know this is all we have,’ and I said, ‘This can’t be all we have.’ I said, ‘There must be another, there must be something else.’ And he said, ‘No, this is really the only tangible thing we have.’” [ABC News, 3/13/2007] According to Drumheller, McLaughlin says he will take care of the issue. McLaughlin later says he does not recall the meeting, but the final report of the Silberman-Robb commission cites e-mails and interviews with other CIA officials who back Drumheller’s account. [Risen, 2006; Washington Post, 6/25/2006] Despite the warning, the claim remains in Powell’s speech (see February 5, 2003).

US Secretary of State Colin Powell reluctantly accepts the task of making the administration’s case for war to the United Nations Security Council. He assigns his close friend and chief of staff Larry Wilkerson to go to the CIA and put together a team to craft a presentation. Though Powell has long harbored deep misgivings about the war, in public he has consistently and staunchly promoted the war, even when it came to repeating claims he knew to be false (see January 23, 2008). Powell also gives Wilkerson a 48-page report from the White House on Iraq’s alleged arsenal of banned weapons. The report is meant to serve as the basis for Powell’s upcoming speech to the UN (see February 5, 2003). Powell, skeptical of the report’s data, instructs Wilkerson to have it looked over by the CIA. The dossier was written primarily by two senior aides to Vice President Cheney, John Hannah and I. Lewis Libby (see January 25, 2003). [Bamford, 2004, pp. 368; Vanity Fair, 5/2004, pp. 281; Unger, 2007, pp. 275] The analysts at CIA will quickly determine that the documents are based on unreliable sources (see January 30-February 4, 2003). Speculation is already rampant throughout the State Department and among well-informed observers as to why Powell became such a reliable spokesman for the administration’s war plans. A State Department official will echo the opinion of others in saying that Powell is “completely aware of the machinations going on,” but wants to avoid any sort of public dispute among top White House officials—and Powell wants to keep relations with Vice President Dick Cheney on an even keel. Author Craig Unger will later note, “Regardless of what he really believed, Powell ultimately accommodated the White House to such an extent that he became the most articulate spokesman for the war effort” (see January 26, 2003). Colin Powell’s chief of staff, Larry Wilkerson, meets with other administration officials and aides at the CIA’s Langley headquarters in a conference room down the hall from George Tenet’s office to review two White House reports on Iraq’s alleged illegal activities. The team includes George Tenet, John McLaughlin, William Tobey and Robert Joseph from the National Security Council, and John Hannah from Vice President Cheney’s office. (Tenet had intended to leave for a Middle East junket, but Powell stopped him from going, insisting on his input and participation.) The two dossiers are meant to serve as the basis for Powell’s upcoming speech at the UN (see February 5, 2003). One of the reports—a 48-page dossier that had been provided to Powell’s office a few days earlier (see January 29, 2003)—deals with Iraq’s supposed arsenal of weapons of mass destruction while the other, a slightly more recent report totaling some 45 pages, addresses the issue of Iraq’s history of human rights violations and its alleged ties to Islamic militant groups. Shortly after Wilkerson begins reviewing the 48-page report on Iraq’s alleged WMD, it becomes apparent that the material is not well sourced. Dossiers Contain Large Amounts of White House Misinformation - Wilkerson has been given three dossiers: about 90 pages of material on Iraq’s WMD, on its sponsorship of terrorism, and on its violation of human rights. Wilkerson is not well informed about the variety of machinations surrounding the WMD issue, but it doesn’t take him long to realize there is a problem. The CIA has an array of analysts with decades of experience studying Iraq’s weapons programs, rigorous peer review procedures to prevent unreliable intelligence from making it into the final assessments, and a large budget devoted to Middle East intelligence. But the CIA had not produced Wilkerson’s dossiers. They had been prepared by Libby, Cheney’s chief of staff. Wilkerson is taken aback by such a breach of procedure, especially on such a critically important matter of state. Former NSC counterterrorism chief Richard Clarke later says, “It’s very strange for the Vice President’s senior adviser to be… saying to the Secretary of State, ‘This is what you should be saying.’” As Wilkerson goes through the material, he realizes, in Unger’s words, “just how aggressively Cheney and his men have stacked the deck.” Wilkerson first reads the 48-page WMD dossier, and is not impressed. “It was anything but an intelligence document,” he later says. “It was, as some people characterized it later, sort of a Chinese menu from which you could pick and choose.”
Cherry-Picked Intel - Wilkerson will continue, “When we had a question, which was virtually every line, John Hannah from the vice president’s office would consult a huge clipboard he had.” Hannah, a former official of the pro-Israel Washington Institute for Near East Policy, had coauthored the dossier with Libby. He had also worked closely with Libby in the White House Iraq Group (see August 2002). Hannah cites the source of each questionable datum Wilkerson asks about, and Wilkerson and his team set about tracking down the original sources of each item. They spend hours poring over satellite photos, intercepts of Iraqi military communications, and various foreign intelligence reports. Wilkerson and his team find that in almost every instance, the original sources do not support the conclusions drawn in the dossier. “Once we read the entirety of those documents,” he will recall, “we’d find that the context was not quite what the cherry-picked item imparted.” Wilkerson believes that much of the dossier’s intelligence comes from Ahmed Chalabi and the Iraqi National Congress (see 1992-1996), a belief given credence by the fact that Hannah had served as the chief liaison between the INC and Cheney’s office. As Wilkerson will later recall, “It was clear the thing was put together by cherry-picking everything from the New York Times to the DIA.” Reporters Michael Isikoff and David Corn will later write that “a Defense Intelligence Agency report was not being used properly, a CIA report was not being cited in a fair way, a referenced New York Times article was quoting a DIA report out of context,” and will confirm that much of the material had come from the Iraqi National Congress. Incomprehensible 'Genealogy' - According to Wilkerson, Feith’s office had strung together an incomprehensible “genealogy.” “It was like the Bible,” Wilkerson later recalls. “It was the Old Testament. It was ‘Joe met Bob met Frank met Bill met Ted met Jane in Khartoum and therefore we assume that Bob knew Ralph.’ It was incredible.” [Isikoff and Corn, 2006, pp. 180-181]
Link to Office of Special Plans? - Powell’s staff is also “convinced that much of it had been funneled directly to Cheney by a tiny separate intelligence unit set up by Defense Secretary Donald Rumsfeld” (see Summer 2002 and September 2002), Vanity Fair magazine later reports. [Vanity Fair, 5/2004, pp. 230]
Cheney's Aides Attempt to Reinsert Deleted Material - Soon Wilkerson’s team faces the same difficulties with the dossier on Iraq’s connections to Islamist terrorism that it faced with the White House-prepared dossier on Iraq’s WMD (see January 30-February 4, 2003). Tenet has tried manfully to give the administration what it so desperately wants—proof of Iraq’s connections to the 9/11 attacks. The CIA’s unit on Osama bin Laden had gone through 75,000 pages of documents and found no evidence of any such connections. Vice President Cheney and his staffers have always insisted that such a connection does indeed exist. Their strongest claim to that effect is the supposed meeting between 9/11 hijacker Mohamed Atta and an Iraqi intelligence agent in April 2000 (see September 14, 2001). This claim has long been discredited (see September 18, 2001), but Cheney’s people keep attempting to bring it back into play (see February 1, 2003-February 4, 2003). Information about Australian Software Erroneous - One item in the White House’s original draft alleged that Iraq had obtained software from an Australian company that would provide Iraqis with sensitive information about US topography. The argument was that Iraqis, using that knowledge, could one day attack the US with biological or chemical weapons deployed from unmanned aerial vehicles (UAVs). But when Powell’s intelligence team investigated the issue, it became “clear that the information was not ironclad” (see October 1, 2002). [US News and World Report, 6/9/2003]
'Idiocy' - “We were so appalled at what had arrived from the White House,” one official later says. [Vanity Fair, 5/2004, pp. 230] As another senior official (likely Wilkerson) will later recall, “We went through that for about six hours—item by item, page by page and about halfway through the day I realized this is idiocy, we cannot possibly do this, because it was all bullsh_t—it was unsourced, a lot of it was just out of the newspapers, it was—and I look back in retrospect—it was a [Undersecretary of Defense for Policy Douglas] Feith product, it was a Scooter Libby product, it was a Vice President’s office product. It was a product of collusion between that group. And it had no way of standing up, anywhere, I mean it was nuts.” [Bamford, 2004, pp. 368-9]
Starting from Scratch - After several hours, Wilkerson and Tenet are both so fed up that they decide to scrap the WMD dossier entirely. “Let’s go back to the NIE,” Tenet suggests, referring to the recently released National Intelligence Estimate on Iraq (see October 1, 2002). Wilkerson is not aware of how badly the NIE had been, in author Craig Unger’s words, “tampered with,” but Powell should have known, as his own intelligence bureau in the State Department had disputed key elements of the NIE. Colin Powell’s chief of staff, Larry Wilkerson, tasked with the duty of preparing Powell’s upcoming UN presentation (see January 29, 2003), meets with his hastily assembled team: Lynne Davidson, Powell’s chief speechwriter; Carl Ford, the head of the State Department’s Bureau of Intelligence and Research (INR); and Barry Lowenkron, principal deputy director of policy planning at State. They also consult with a UN staffer on the logistics of making such a presentation to the Security Council. Later that day, Wilkerson drives to the CIA building in Langley, where he meets with CIA Director George Tenet and Tenet’s deputy, John McLaughlin. Wilkerson examines information provided for Powell’s speech by the White House, and quickly determines that it is unreliable to the point of uselessness (see January 30-February 4, 2003). He decides that his team will assemble its own information. [Unger, 2007, pp. 276]
INR Analysts Not Invited to Presentation Planning Sessions - Over the next few days, Wilkerson and his team works almost around the clock putting together Powell’s upcoming presentation. In addition to Wilkerson’s staff, McLaughlin and National Security Adviser Condoleezza Rice are frequent participants. Others who take part include Rice’s deputy, Stephen Hadley; National Security Council officer Robert Joseph, who had ensured mention of the Iraq-Niger claim in President Bush’s recent State of the Union address (see January 26 or 27, 2003); another NSC official, Will Tobey; two of Vice President Cheney’s senior aides, John Hannah and Lewis “Scooter” Libby; and Lawrence Gershwin, one of the CIA’s top advisers on technical intelligence. Aside from Ford, there are no representatives from the State Department’s own intelligence analysts of the Bureau of Intelligence and Research (INR). They had refused to give in to White House pressure to “cook” the intelligence on Iraq (see November 14, 2001, January 31, 2002, March 1, 2002, and December 23, 2002). Their absence, author Craig Unger will later write, is “another striking indication that Powell had capitulated and was trying to avoid a showdown with the White House.… [T]he hard-nosed analysts at INR, who had not bowed to White House pressure, would be a political liability for Powell.” [US News and World Report, 6/9/2003; Bamford, 2004, pp. 370-1; Vanity Fair, 5/2004, pp. 230; Unger, 2007, pp. 276-278]
Inspirational Film - Early in the process, Wilkerson and his colleagues watch an archived film of then-UN ambassador Adlai Stevenson’s historic 1962 speech before the UN Security Council. Stevenson’s ringing denunciation of the Soviet Union, and his dramatic use of irrefutable evidence that showed Soviet missiles in Cuba, inspires the team to seek what Wilkerson calls “a similar confluence of evidence and rhetoric.” They want Powell to have his own “Stevenson moment” before the UN. [Unger, 2007, pp. 276-278]
Roadblocks - Throughout the process, Wilkerson’s team is deviled by the insistence of White House representatives, most notably those from Cheney’s office, on the insertion of information and claims that Wilkerson and his team know are unreliable (see January 30-February 4, 2003). In 2007, Wilkerson will recall, “They presented it in a very dynamic, dramatic, ‘we know this is accurate,’ way.” Curveball’s assertion that he is a firsthand witness is very important, Wilkerson will say. “This was a man who had actually been in the belly of the beast. He had been in the lab. He had been there when an accident occurred. He’d seen people killed. And the implication was, strong implication, that they weren’t killed because of the accident in the explosion, they were killed because they were contaminated. Yes, the source was very credible. As it was presented by the CIA.” Wilkerson later says that both he and Powell accept the claims because they depend on the intelligence community for good information: “And you depend on the director of central intelligence to assimilate all the intelligence community’s input and give it to you.” Wilkerson feels the section on mobile bioweapons is the strongest part of the presentation, as does Powell. China, too, is likely a target of the mission. The espionage campaign is “designed to help smooth the way for a second UN resolution authorizing war in Iraq.” [Observer, 2/8/2004 Sources: Unnamed sources close to the intelligence services] The operation is likely known to the director-general of GCHQ, David Pepper, and Jack Straw, the Foreign Secretary, “who has overall responsibility for GCHQ.” [Observer, 2/8/2004] The operation reportedly causes “significant disquiet in the intelligence community on both sides of the Atlantic.” [Observer, 2/8/2004]

Frank Koza, chief of staff in the “Regional Targets” section of the National Security Agency, issues a secret memo to senior NSA officials that orders staff to conduct aggressive, covert surveillance against several United Nations Security Council members. This surveillance, which has the potential to wreak havoc on US relations with its fellow nations, is reportedly ordered by George W. Bush and his national security adviser, Condoleezza Rice. Koza, whose section spies on countries considered strategically important to US interests, is trying to compile information on certain Security Council members in order to help the United States to win an upcoming UN resolution vote on whether to support military action against Iraq (see February 24, 2003.
Targeted Nations Include 'Middle Six' - The targeted members are the delegations from Angola, Cameroon, Chile, Mexico, Guinea, and Pakistan, who together make up the so-called “Middle Six.” These six nations are officially “on the fence,” and their votes are being aggressively courted by both the pro-war faction, led by the US and Britain, and the anti-war faction, led by France, Russia and China (see Mid-February 2003-March 2003. [Observer, 3/2/2003] Bulgaria is another nation targeted, and that operation will apparently be successful, because within days Bulgaria joined the US in supporting the Iraq war resolution. Mexico, another fence-straddler, is not targeted, but that may be because, in journalist Martin Bright’s words, “the Americans had other means of twisting the arms of the Mexicans.” (Bright is one of the authors of the original news report.) The surveillance program will backfire with at least one country, Chile, who has its own history of being victimized by US “dirty tricks” and CIA-led coups. Chile is almost certain to oppose the US resolution. [Australian Broadcasting Corporation, 3/6/2003] It is also likely, some experts believe, that China is an ultimate target of the spy operation, since the junior translater who will leak the Koza memo in February, Katharine Gun, is fluent in Mandarin Chinese and is unlikely to have seen the memo unless she would have been involved in translating it into that language. Operation Ruined US Chances of Winning Vote - Later assessment shows that many experts believe the spying operation scuttled any chance the US had of winning the UN vote, as well as the last-ditch attempt by the UN to find a compromise that would avert a US-British invasion of Iraq. Chile 'Surprised' to be Targeted - Chile’s ambassador to Britain, Mariano Fernandez, will say after learning of the NSA surveillance, “We cannot understand why the United States was spying on Chile. We were very surprised. Relations have been good with America since the time of George Bush, Sr.” [Observer, 3/9/2003]
Mexico Suspected Spying - Mexico’s UN representative, Adolfo Aguilar Zinser, will tell the Observer a year later that he and other UN delegates believed at the time that they were being spied upon by the US during their meetings. “The surprising thing was the very rapid flow of information to the US quarters,” he will recall. “It was very obvious to the countries involved in the discussion on Iraq that we were being observed and that our communications were probably being tapped. The information was being gathered to benefit the United States.” [Observer, 2/15/2004]
Memo Comes Before Powell's UN Presentation - The memo comes just five days before Colin Powell’s extraordinary presentation to the UN to build a case for war against Iraq (see [complete_timeline_of_the_2003_invasion_of_iraq_442]]), and is evidence of the US’s plans to do everything possible to influence the UN to vote to authorize war with that nation. The memo says the eavesdropping push “will probably peak” after Powell’s speech. [Baltimore Sun, 3/4/2003]
NSA Wants Details of Voting Plans, More - The NSA wants information about how these countries’ delegations “will vote on any second resolution on Iraq, but also ‘policies’, ‘negotiating positions’, ‘alliances’ and ‘dependencies’—the whole gamut of information that could give US policymakers an edge in obtaining results favorable to US goals or to head off surprises.” [Observer, 3/2/2003] Bright will tell other reporters on March 9, “It’s quite clear what they were going for was not only the voting patterns and the voting plans and the negotiations with other interested parties such as the French or the Chinese, it wasn’t just the bare bones, it was also the office telephone communications and email communications and also what are described as ‘domestic coms’, which is the home telephones of people working within the UN. This can only mean that they were looking for personal information. That is, information which could be used against those delagates. It’s even clear from the memo that this was an aggressive operation. It wasn’t simply a neutral surveillance operation.” According to Bright’s sources, the orders for the program came “from a level at least as high as Condoleezza Rice, who is the President’s National Security Adviser.” [Australian Broadcasting Corporation, 3/6/2003]
'Surge' of Covert Intelligence Gathering - Koza advises his fellow NSA officials that the agency is “mounting a surge” aimed at gaining covert information that will help the US in its negotiations. This information will be used for the US’s so-called Quick Response Capability (QRC), “against” the six delegations. In the memo, Koza writes that the staff should also monitor “existing non-UN Security Council Member UN-related and domestic comms [office and home telephones] for anything useful related to Security Council deliberations,” suggesting that not only are the delegates to be monitored in their UN offices, but at their homes as well. Koza’s memo is copied to senior officials at an unnamed foreign intelligence agency (later revealed to be Britain). Koza addresses those officials: “We’d appreciate your support in getting the word to your analysts who might have similar more indirect access to valuable information from accesses in your product lines [intelligence sources].…I suspect that you’ll be hearing more along these lines in formal channels.” The surveillance is part of a comprehensive attempt by the US to influence other nations to vote to authorize a war against Iraq; these US attempts include proffers of economic and military aid, and threats that existing aid packages will be withdrawn. A European intelligence source says, The Americans are being very purposeful about this.” [National Security Agency, 1/31/2003; Observer, 3/2/2003; Observer, 2/8/2004]
US Media Ignores Operation - While the European and other regional media have produced intensive coverage of the news of the NSA’s wiretapping of the UN, the American media virtually ignores the story until 2004, when Gun’s court case is scheduled to commence (see February 26, 2004). Bright, in an interview with an Australian news outlet, says on March 6 that “[i]t’s as well not to get too paranoid about these things and too conspiratorial,” he was scheduled for interviews by three major US television news outlets, NBC, Fox News, and CNN, who all “appeared very excited about the story to the extent of sending cars to my house to get me into the studio, and at the last minute, were told by their American desks to drop the story. I think they’ve got some questions to answer too.” [Australian Broadcasting Corporation, 3/6/2003] Most US print media outlets fail to cover the story, either. The New York Times, the self-described newspaper of record for the US, do not cover the story whatsoever. The Times’s deputy foreign editor, Alison Smale, says on March 5, “Well, it’s not that we haven’t been interested, [but] we could get no confirmation or comment” on the memo from US officials. “We would normally expect to do our own intelligence reporting.” The Washington Post publishes a single story about the operation, focusing on the idea that surveillance at the UN is business as usual. The Los Angeles Times fixes on claims by unnamed “former top intelligence officials” believe Koza’s memo is a forgery. (When the memo is proven to be authentic, both the Post and the Los Angeles Times refuse to print anything further on the story.) Author Norman Solomon writes, “In contrast to the courage of the lone woman who leaked the NSA memo—and in contrast to the journalistic vigor of the Observer team that exposed it—the most powerful US news outlets gave the revelation the media equivalent of a yawn. Top officials of the Bush administration, no doubt relieved at the lack of US media concern about the NSA’s illicit spying, must have been very encouraged.” [ZNet, 12/28/2005]

[Source: BBC]Katharine Gun, a 29-year old translator for British intelligence’s Government Communications Headquarters (GCHQ), leaks the National Security Agency memo documenting the NSA’s electronic and physical surveillance of numerous UN delegates to the Security Council (see January 31, 2003). Gun will be arrested on March 8 and charged with violating the Official Secrets Act (see March 9, 2003). Gun leaks the memo, [BBC, 9/15/2004] written by the NSA’s Frank Koza and sent to several US allies via its ECHELON global surveillance system, to Britain’s Observer, which spends weeks verifying the document’s veracity before running the story on March 2. Former NSA intelligence officer Wayne Madsen, now of the Electronic Privacy Information Center, says the leak illustrates the deep unhappiness among several US allies’ intelligence agencies over US and British attempts to allege ties between Iraq and al-Qaeda. “My feeling is that this was an authorized leak,” Madsen says. “I’ve been hearing for months of people in the US and British intelligence community who are deeply concerned about their governments ‘cooking’ intelligence to link Iraq to al-Qaeda.’ While surveillance of delegates and other officials at the UN is a violation of the Vienna Convention on Diplomatic Relations, [Observer, 3/9/2003] intelligence experts acknowledge that the US and other nations routinely conduct at least some sort of surveillance on UN members. “One would have to have the innocence of an unborn child to believe that espionage doesn’t go on every day at the United Nations,” says one such expert, Loch Johnson. “From a purist point of view, it’s unfortunate in a way, because after all, we’re the host nation for the United Nations. But the reality is, Europeans and everyone else engages in espionage in New York City, much of it focused on the United Nations.” Experts say what is unprecedented is the leak itself, especially in its timeliness and detail. Her revelation of a classified document urging British intelligence to help the US bug the phones of all the members of the UN security council to manipulate their votes on the war may have been critical in denying the invasion a false cloak of legitimacy.…She did what she could, in time for it to make a difference, as indeed others should have done, and still can. I have no doubt that there are thousands of pages of documents in safes in London and Washington right now—the Pentagon Papers of Iraq—whose unauthorized revelation would drastically alter the public discourse on whether we should continue sending our children to die in Iraq.…Exposing governmental lies carries a heavy personal risk, even in our democracies. The US and British conduct a spy operation targeting UN Secretary-General Kofi Annan and other top UN officials. But news of this will not surface until February 2004. “[T]he UK… was… spying on Kofi Annan’s office and getting reports from him about what was going on,” former British cabinet member Claire Short will tell BBC Radio 4’s Today. On February 1, Secretary of State Colin Powell begins rehearsing for his February 5 presentation to the UN Security Council (see February 5, 2003). Powell is assisted by members of his staff, including his chief of staff, Larry Wilkerson, and Deputy Secretary of State Richard Armitage (see January 30-February 4, 2003). Discredited Items Keep Reappearing - One item that keeps reoccurring is the discredited claim that 9/11 hijacker Mohamed Atta met with Iraqi officials in Prague (see September 14, 2001 and September 18, 2001). Cheney’s people keep attempting to insert it into the presentation. It takes Powell’s personal intervention to have the claim removed from the presentation. “He was trying to get rid of everything that didn’t have a credible intelligence community-based source,” Wilkerson will later recall. But even after Powell’s decision, Cheney loyalist Stephen Hadley, the deputy national security adviser, tries to have it reinserted. “They were just relentless,” Wilkerson will recall. “You would take it out and they would stick it back in. That was their favorite bureaucratic technique—ruthless relentlessness.” An official (probably Wilkerson) later adds: “We cut it and somehow it got back in. And the secretary said, ‘I thought I cut this?’ And Steve Hadley looked around and said, ‘My fault, Mr. Secretary, I put it back in.’ ‘Well, cut it, permanently!’ yelled Powell. It was all cartoon. The specious connection between al-Qaeda and Saddam Hussein, much of which I subsequently found came probably from the INC and from their sources, defectors and so forth, [regarding the] training in Iraq for terrorists.… No question in my mind that some of the sources that we were using were probably Israeli intelligence. That was one thing that was rarely revealed to us—if it was a foreign source.” Powell becomes so angry at the machinations that he throws the dossier into the air and snaps: “This is bullsh_t. I’m not doing this.” But he continues working on the presentation. [US News and World Report, 6/9/2003; Bamford, 2004, pp. 370-1; Vanity Fair, 5/2004, pp. 230; Unger, 2007, pp. 278-279] The same official will add that every time Powell balks at using a particular item, he is “fought by the vice president’s office in the person of Scooter Libby, by the National Security Adviser [Condoleezza Rice] herself, by her deputy [Stephen Hadley], and sometimes by the intelligence people—George [Tenet] and [Deputy CIA Director] John [McLaughlin].” [Bamford, 2004, pp. 370]
Mobile Bioweapons Claim Survives Editing Process - One of the allegations Powell rehearses is the claim that Iraq has developed mobile biological weapons laboratories, a claim based on sources that US intelligence knows are of questionable reliability (see Late January, 2003 and February 4, 2003). Referring to one of the sources, an Iraqi major, Powell later tells the Los Angeles Times, “What really made me not pleased was they had put out a burn [fabricator] notice on this guy, and people who were even present at my briefings knew it.” Nor does anyone inform Powell that another source, an Iraqi defector known as Curveball, is also a suspected fabricator (see January 27, 2003). [Los Angeles Times, 11/20/2005] In fact, the CIA issued an official “burn notice” formally retracting more than 100 intelligence reports based on Curveball’s information. [ABC News, 3/13/2007]
Powell 'Angry, Disappointed' in Poor Sourcing of Claim - In March 2007, Powell will claim he is “angry and disappointed” that he was never told the CIA had doubts about the reliability of the source. “I spent four days at CIA headquarters, and they told me they had this nailed.” But former CIA chief of European operations Tyler Drumheller will later claim in a book that he tried and failed to keep the Curveball information out of the Powell speech (see February 4-5, 2003). “People died because of this,” he will say. “All off this one little guy who all he wanted to do was stay in Germany.” Drumheller will say he personally redacted all references to Curveball material in an advance draft of the Powell speech. “We said, ‘This is from Curveball. Don’t use this.’” But Powell later says neither he nor his chief of staff, Larry Wilkerson, were ever told of any doubts about Curveball. “In fact, it was the exact opposite,” Wilkerson will assert. “Never from anyone did we even hear the word ‘Curveball,’ let alone any expression of doubt in what Secretary Powell was presenting with regard to the biological labs.” [ABC News, 3/13/2007]

CIA Deputy Director John McLaughlin’s executive assistant sends a memo to Tyler Drumheller requesting that he look into the whereabouts of Curveball. McLaughlin wants to be certain that Curveball won’t pop up after Colin Powell’s UN speech (see February 5, 2003) and say something to the press that would contradict the information presented by Powell. “[W]e want to take every precaution against unwelcome surprises that might emerge concerning the intel case; clearly, public statements by this emigre, press accounts of his reporting or credibility, or even direct press access to him would cause a number of potential concerns,” the memo states. [Isikoff and Corn, 2006, pp. 183] Drumheller is astonished to learn that Powell’s presentation will include a claim that Iraq’s mobile bioweapons labs can create enough toxins “in a single month to kill thousands upon thousands of people.” Drumheller recognizes the claim as originating with the Iraqi defector Curveball (see November 1999). Drumheller meets with McLaughlin, who promises an immediate investigation. What McLaughlin does or does not do is unclear, but Powell never hears about Drumheller’s objections. UN weapons inspector David Kay will later note, “[A]ll the fine-grained stuff that might have caused [Powell] not to use it, he wasn’t given an opportunity to hear firsthand.” (McLaughlin will later deny that Drumheller ever warned him about the Curveball intelligence: “If someone had made these doubts clear to me, I would not have permitted the reporting to be used in Secretary Powell’s speech.”) [Unger, 2007, pp. 281, 283]

In a memo to Secretary of State Colin Powell, the State Department’s Bureau of Intelligence and Research (INR) warns him against making certain claims in his presentation to the UN Security Council about the aluminum tubes Iraq attempted to import in July 2001 (see July 2001). The CIA had been arguing that the tubes were made to meet specifications that far exceeded that for comparable rockets used by the US. But INR’s memo explains that the claim is untrue. “In fact, the most comparable US system is a tactical rocket—the US Mark 66 air-launched 70-millimeter rocket—that uses the same, high-grade (7075-T6) aluminum, and that has specifications with similar tolerances.” Powell will nonetheless include the tubes allegation in his speech to the UN (see February 5, 2003). The Independent reports on February 3 that according to security sources in London, Colin Powell will attempt to link Iraq to al-Qaeda in his February 5 presentation to the UN. But the sources say that intelligence analysts in both Washington and London do not believe such links exist. [Independent, 2/3/2003 Sources: Unnamed British intelligence sources] This is followed by a report the next day in the London Telegraph, reporting that the Bush administration’s insistence of a link between al-Zarqawi, Ansar al-Islam, and Saddam Hussein “has infuriated many within the United States intelligence community.” The report cites one unnamed US intelligence source who says, “The intelligence is practically non-existent,” and explains that the claim is largely based on information provided by Kurdish groups, which are enemies of Ansar al-Islam. “It is impossible to support the bald conclusions being made by the White House and the Pentagon given the poor quantity and quality of the intelligence available. On the evening of Secretary of State Colin Powell’s presentation to the UN Security Council (see February 5, 2003), Powell’s chief of staff Larry Wilkerson (see January 30-February 4, 2003) conducts a dress rehearsal on the top floor of the US Mission to the United Nations. He rearranges the furniture to look like the seating arrangements in the UN Security Council. This is Wilkerson’s last change to get the presentation right and weed out everything that cannot be verified. One item that worries him is an intercept of a conversation between two members of Iraq’s elite Republican Guards. Wilkerson will later say, “They were very classy, rat-tat-tat-tat, hitting you fast, like all the TV crap Americans are used to these says, nine-second sound bites.” But Wilkerson is not sure they say what the CIA and the White House claim they say. “You have this guy at a chemical factory saying, ‘Get rid of it.’ Suppose he’s actually trying to get rid of [the WMD]… [But] all the intercepts could have been interpreted two or three or even more ways. Believe me, I looked at it fifty times.” Wilkerson is doubly worried about the claims that Iraq has mobile bioweapons labs (see February 3, 2003). In a dramatic sequence, Powell will present sketches of the mobile labs based on descriptions from an undisclosed source. Wilkerson is not sold: “Powell and I were both suspicious because these weren’t pictures of the mobile labs,” he will later recall. Wilkerson asks CIA Director George Tenet and Tenet’s deputy John McLaughlin about the sourcing, and both officials agree that the sourcing is “exceptionally strong” (see February 4, 2003). McLaughlin fails to tell Wilkerson about CIA official Tyler Drumheller’s concerns (see Late January, 2003). Wilkerson will recall, “I sat in the room, looking into George Tenet’s eyes, as did the secretary of state, and heard with all the firmness only George could give… I mean eyeball-to-eyeball contact between two of the most powerful men in the administration, Colin Powell and George Tenet, and George Tenet assuring Colin Powell that the information he was presenting to the UN was ironclad.” At the end of the rehearsal, Powell asks Tenet, “Do you stand by this?” “Absolutely, Mr. Secretary,” Tenet replies. “Good,” says Powell, “because you are going to be in camera beside me at the UN Security Council tomorrow.” [Unger, 2007, pp. 282-283]

Senator Joseph Biden (D-DE) calls Colin Powell and tells him he is hopeful that his upcoming presentation to the UN Security Council will improve the prospect of getting a second UN resolution. Another resolution might force Saddam to capitulate, Biden suggests, or at the very least give an invasion legitimacy. Biden also advises Powell, “Don’t speak to anything you don’t know about.” Powell responds, “Someday when we’re both out of office, we’ll have a cup of coffee and I’ll tell you why.” Biden later says he believe Powell’s comment meant that he wasn’t confident in the information he was going to present. Les, the CIA doctor who met Curveball (see May 2000), warns the deputy chief of the CIA’s Joint Task Force in an email that one of the allegations Powell is planning to make in his February 5 presentation to the UN is based on intelligence from a single informant of dubious reliability. The doctor—who is the only member of US intelligence to have met the source—says it isn’t even certain if the informant, known as “Curveball,” is “who he said he was.” He adds, “These issues, in my opinion, warrant further inquiry before we use the information as the backbone of one of four major findings of the existence of a continuing Iraqi BW program!” The CIA official quickly responds: “Let’s keep in mind the fact that this war’s going to happen regardless of what Curveball said or didn’t say,” he wrote. “The Powers That Be probably aren’t terribly interested in whether Curveball knows what he’s talking about.” [US Congress, 7/7/2004, pp. 58; Newsweek, 7/19/2004; Isikoff and Corn, 2006, pp. 183]

Around midnight, CIA Director George Tenet calls CIA official Tyler Drumheller at home and asks for the phone number of Richard Dearlove, the British intelligence chief. Tenet wants to get Dearlove’s approval to use British intelligence in Secretary of State Colin Powell’s speech to the UN (see February 5, 2003). Drumheller takes the opportunity to remind Tenet that the source for the alleged mobile labs, Curveball, is not reliable. “Hey, boss, you’re not going to use that stuff in the speech… ? There are real problems with that,” Drumheller asks. Tenet, distracted and tired, tells him not to worry. CIA terrorism specialist Phil Mudd visits Colin Powell’s hotel suite at the Waldorf-Astoria Hotel in New York City to review the terrorism section of the speech Powell will make to the UN the next morning. Mudd looks over the changes, including a deleted section on connections between Iraq and al-Qaeda. After Mudd reads the section, he says, “Looks fine.” After leaving the hotel, he will inform CIA Director George Tenet that Powell’s team had trimmed the section on Iraq’s alleged ties to militant Islamic groups. At 2:30 a.m., Secretary of State Colin Powell’s chief of staff, Larry Wilkerson, gets a call from one of CIA Director George Tenet’s aides (see 2:30 a.m. February 5, 2003). Vice President Dick Cheney’s staff is insisting that the widely discredited claim (see October 21, 2002) that Mohamed Atta had met in Prague with an Iraqi intelligence officer in April 2001 (see April 8, 2001) be reinstated into Powell’s forthcoming speech to the UN Security Council. The pressure continues throughout the night. Just before 9 a.m., when Powell begins his speech, Wilkerson’s phone rings again and again. Caller ID shows it is Cheney’s chief of staff, Lewis “Scooter” Libby, presumably to try one more time to argue for the inclusion of the material. Senior CIA official and WMD specialist Valerie Plame Wilson watches Secretary of State Colin Powell’s address to the United Nations (see February 5, 2003). In her memoir Fair Game (partially redacted by the CIA), she will later write: “I assumed Powell’s presentation would be, in a sense, a Kabuki-like performance, in which the secretary of state’s sterling reputation would persuade the world of the righteousness of a decision the administration had already made. Still, I had enormous respect for [Powell]—I had heard him speak in the Agency’s bubble-shaped auditorium and had been quite impressed with his eloquence and natural charisma.” Plame Wilson and several other analysts watch Powell’s presentation on a television in their CIA office complex. Plame Wilson calls Powell’s presentation a “bravura performance… but I knew key parts of it were wrong.” She finds “shocking” his claims about Iraq’s mobile bioweapons labs. She knows that information comes from an Iraqi defector code-named “Curveball,” who has already been discredited by CIA analysts. Plame Wilson will recall: “When the program ended and we all drifted back to our desks, I was deeply upset, my head was spinning. I was experiencing what I can only call cognitive dissonance: ‘a psychological phenomenon which refers to the discomfort felt at a discrepancy between what you already know or believe, and new information or interpretation.’ I had been tracking Iraqi WMD efforts carefully for some time [REDACTED] and the facts I knew simply did not match up with what Powell had just presented.” Powell had presented as direct and verified fact a body of arguments that had been seriously questioned and heavily caveated by CIA and other intelligence agencies’ analysts. His presentation was, Plame Wilson will observe, “at a minimum much too optimistic and almost glib. It seemed he had only used the most sensational and tantalizing bits as evidence, without any of those appropriate caveats or cautions.” Plame Wilson will later write that for the rest of the day, she attempts to come to grips with Powell’s presentation. She realizes that others above her have access to information of which she is unaware. “The idea that my government, which I had served loyally for years, might be exaggerating a case for war was impossible to comprehend. The case officer at the German intelligence agency BND who supervises the Iraqi defector “Curveball” (see September 2002 and January 27, 2003) is aghast at Secretary of State Colin Powell’s UN presentation (see February 5, 2003), particularly Powell’s reliance on data supplied by Curveball as if it were verified fact. “Mein Gott!” he will later exclaim. “We had always told them it was not proven.… It was not hard intelligence.” [Unger, 2007, pp. 287]

Colin Powell’s speech to the UN Security Council (see February 5, 2003) has a far more powerful effect on the American populace than it does among others. [Unger, 2007, pp. 286-288]
Did Not Convince Skeptical Governments - The presentation does little to change minds on the Security Council. France, Russia, and China remain opposed to the idea of a new resolution that would pave the way for the US to invade Iraq. These countries say that Powell’s speech demonstrates that inspections are working and must be allowed to continue. “Immediately after Powell spoke, the foreign ministers of France, Russia and China—all of which hold veto power—rejected the need for imminent military action and instead said the solution was more inspections,” reports the Washington Post. But governments who have been supportive of the United States’ stance remain firmly behind Washington. [Washington Post, 2/6/2003; Washington Post, 2/7/2003]
European Press Skeptical - The European press’s response to Powell’s evidence is also mixed. The Times of London, a relatively conservative daily newspaper, describes Powell’s presentation as a “few smudgy satellite photographs, a teaspoon of talcum powder, some Lego-style drawings of sinister trucks and trains, a picture of an American U2 spy plane, several mugshots of Arabic men, and a script that required a suspension of mistrust by the world’s doves.” [London Times, 2/6/2003]
American Media Strongly Positive - The US media’s reaction to Powell’s presentation is immediate and overwhelmingly positive. Over 100 press outlets compare his speech to Adlai Stevenson’s 1962 denunciation of the USSR during the Cuban Missile Crisis (see January 30-February 4, 2003). One poll shows that 90 percent of Americans now believe Iraq has an active WMD program that poses a dire threat to the nation. Another shows 67 percent of Americans believe that the US is justified in going to war with Iraq because of that nation’s illicit WMD. The San Francisco Chronicle calls the speech “impressive in its breadth and eloquence.” The Denver Post compares Powell to “Marshal Dillon facing down a gunslinger in Dodge City,” and adds that he showed the world “not just one ‘smoking gun’ but a battery of them.” Perhaps the most telling reaction is among the media’s liberals. The Washington Post’s Mary McGrory says Powell won her over. Richard Cohen, a moderate Post colleague, writes that Powell’s evidence is “absolutely bone-chilling in its detail… [and] had to prove to anyone that Iraq not only hadn’t accounted for its weapons of mass destruction but without a doubt still retains them. Only a fool, or possibly a Frenchman, could conclude otherwise.” And the New York Times writes three separate stories praising Powell as “powerful,” “sober,” “factual,” and “nearly encyclopedic.” Columnist William Safire says Powell’s presentation has “half a dozen smoking guns” and makes an “irrefutable and undeniable” case. Safire’s colleague at the Times, Michael Gordon, concludes, “It will be difficult for skeptics to argue that Washington’s case against Iraq is based on groundless suspicions and not intelligence information.” [Unger, 2007, pp. 286-288] In the days after the speech, the Washington Post opinion pages are filled with praises for Powell and the presentation. [New York Review of Books, 2/26/2004] One Post editorial proclaims that after the presentation, it is “hard to imagine how anyone could doubt that Iraq possesses weapons of mass destruction.” [Washington Post, 2/6/2004]
Powell 'Trusted' - Former ambassador Joseph Wilson will write in 2004: “[I]t was Powell’s credibility that finally put public opinion over the top. Over and over again, I was told, ‘Colin Powell wouldn’t lie to us.‘… Powell’s support for invading Iraq with a pseudo-coalition was essential, and he deserves at least as much of the responsibility for the subsequent situation that we find ourselves in as anybody else in the administration, because, more than anybody else, it was his credibility and standing among the American people that tipped the scales.” [Wilson, 2004, pp. 317-318] In 2007, CBS anchor Dan Rather gives a simple reason why Powell’s presentation is so strongly accepted by so many. “Colin Powell was trusted. Is trusted, I’d put it—in a sense. He, unlike many of the people who made the decisions to go to war, Colin Powell has seen war. He knows what a green jungle hell Vietnam was. He knows what the battlefield looks like. And when Colin Powell says to you, ‘I, Colin Powell, am putting my personal stamp on this information. It’s my name, my face, and I’m putting it out there,’ that did make a difference.… I was impressed. And who wouldn’t be?” [PBS, 4/25/2007]

CIA Director George Tenet calls Secretary of State Colin Powell’s hotel room at the Waldorf-Astoria hotel in New York City. Powell’s chief of staff, Larry Wilkerson, picks up the phone. [Source: CBS News]US Secretary of State Colin Powell presents the Bush administration’s case against Saddam to the UN Security Council, in advance of an expected vote on a second resolution that the US and Britain hope will provide the justification to use military force against Iraq. [US Department of State, 2/5/2003] At the insistence of Powell, CIA Director George Tenet is seated directly behind him to the right. “It was theater, a device to signal to the world that Powell was relying on the CIA to make his case that Iraq had weapons of mass destruction,” Vanity Fair magazine will later explain. [Bamford, 2004, pp. 371-2; Vanity Fair, 5/2004, pp. 232] In his speech before the Council, Powell makes the case that Iraq is in further material breach of past UN resolutions, specifically the most recent one, UN Resolution 1441 (see November 8, 2002). Sources cited in Powell’s presentation include defectors, informants, communication intercepts, procurement records, photographs, and detainees. [US Department of State, 2/5/2003] Most of the allegations made by Powell are later demonstrated to be false. “The defectors and other sources went unidentified,” the Associated Press will later report. “The audiotapes were uncorroborated, as were the photo interpretations. No other supporting documents were presented. Little was independently verifiable.” [Associated Press, 8/9/2003]
Iraq's December 7 Declaration Was Inaccurate - Powell contends that Iraq’s December 7 declaration was not complete. According to UN Resolution 1441 the document was supposed to be a “currently accurate, full and complete declaration of all aspects” of its programs to develop weapons of mass destruction. But Saddam has not done this, says Powell, who explains that Iraq has yet to provide sufficient evidence that it destroyed its previously declared stock of 8,500 liters of anthrax, as it claimed in the declaration. Furthermore, notes the secretary of state, UNSCOM inspectors had previously estimated that Iraq possessed the raw materials to produce as much as 25,000 liters of the virus. Iraq Has Ties to Al-Qaeda - Powell repeats earlier claims that Saddam Hussein’s government has ties to al-Qaeda. Powell focuses on the cases of the militant Islamic group Ansar-al-Islam and Abu Musab Zarqawi, a Jordanian-born Palestinian, who had received medical treatment in Baghdad during the summer of 2002 (see December 2001-Mid-2002). [US Department of State, 2/5/2003] However, just days before Powell’s speech, US and British intelligence officials—speaking on condition of anonymity—told the press that the administration’s allegations of Iraqi-al-Qaeda ties were based on information provided by Kurdish groups, who, as enemies of Ansar-al-Islam, should not be considered reliable. Furthermore, these sources unequivocally stated that intelligence analysts on both sides of the Atlantic remained unconvinced of the purported links between Iraq and al-Qaeda (see February 3-4, 2003). [Independent, 2/3/2003; Daily Telegraph, 2/4/2003] Powell also claims that Iraq provided “chemical or biological weapons training for two al-Qaeda associates beginning in December 2000.” The claim is based on a September 2002 CIA document which had warned that its sources were of “varying reliability” and that the claim was not substantiated (see September 2002). The report’s main source, Ibn al-Shaykh al-Libi, an al-Qaeda operative who offered the information to CIA interrogators while in custody, later recounts the claim (see February 14, 2004). [CNN, 9/26/2002; New York Times, 7/31/2004; Newsweek, 7/5/2005] Larry Wilkerson, Powell’s chief of staff, will later say that neither he nor Powell ever received “any dissent with respect to those lines… indeed the entire section that now we know came from [al-Libi].” [Newsweek, 11/10/2005] Senior US officials will admit to the New York Times and Washington Post after the presentation that the administration was not claiming that Saddam Hussein is “exercising operational control” of al-Qaeda. Iraq Has Missiles Capable of Flying Up to 1,200 Kilometers - Describing a photo of the al-Rafah weapons site, Powell says: “As part of this effort, another little piece of evidence, Iraq has built an engine test stand that is larger than anything it has ever had. Notice the dramatic difference in size between the test stand on the left, the old one, and the new one on the right. Note the large exhaust vent. This is where the flame from the engine comes out. The exhaust vent on the right test stand is five times longer than the one on the left. The one of the left is used for short-range missiles. The one on the right is clearly intended for long-range missiles that can fly 1,200 kilometers. This photograph was taken in April of 2002. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” [US Department of State, 2/5/2003; New York Times, 2/5/2003] But according to the Associated Press, “… UN missile experts have reported inspecting al-Rafah at least five times since inspections resumed Nov. 27, have studied the specifications of the new test stand, regularly monitor tests at the installation, and thus far have reported no concerns.” [Associated Press, 2/7/2003] Similarly, Reuters quotes Ali Jassem, an Iraqi official, who explains that the large stand referred to in Powell’s speech is not yet in operation and that its larger size is due to the fact that it will be testing engines horizontally. [Reuters, 2/7/2003; Guardian, 2/15/2003] Several days later, Blix will report to the UN that “so far, the test stand has not been associated with a proscribed activity.” [Guardian, 2/15/2003]
Iraqis Attempted to Hide Evidence from Inspectors - Powell shows the UN Security Council satellite shots depicting what he claims are chemical weapons bunkers and convoys of Iraqi cargo trucks preparing to transport ballistic missile components from a weapons site just two days before the arrival of inspectors. “We saw this kind of housecleaning at close to 30 sites,” Powell explains. “We must ask ourselves: Why would Iraq suddenly move equipment of this nature before inspections if they were anxious to demonstrate what they had or did not have?” [US Department of State, 2/5/2003] But the photos are interpreted differently by others. An unnamed UN official and German UN Inspector Peter Franck both say the trucks in the photos are actually fire engines. [Mercury News (San Jose), 3/18/2003; Agence France-Presse, 6/6/2003]
'Literally Removed the Crust of the Earth' - Another series of photos—taken during the spring and summer of 2002—show that Iraqis have removed a layer of topsoil from the al-Musayyib chemical complex. This piece of evidence, combined with information provided by an unnamed source, leads Powell to draw the following conclusion: “The Iraqis literally removed the crust of the earth from large portions of this site in order to conceal chemical weapons evidence that would be there from years of chemical weapons activity.” [US Department of State, 2/5/2003; Washington Post, 2/6/2003] Showing another series of pictures—one taken on November 10 (before inspections) and one taken on December 22—Powell says that a guard station and decontamination truck were removed prior to the arrival of inspectors. Powell does not explain how he knows that the truck in the photograph was a decontamination truck. [US Department of State, 2/5/2003; Washington Post, 2/6/2003; Washington Post, 2/6/2003] AP reporter Charles Hanley says that some of Powell’s claims that Iraq is hiding evidence are “ridiculous.” Powell says of a missile site, “This photograph was taken in April of 2002. Since then, the test stand has been finished and a roof has been put over it so it will be harder for satellites to see what’s going on underneath the test stand.” Hanley later says, “What he neglected to mention was that the inspectors were underneath, watching what was going on.” [PBS, 4/25/2007]
Communication Intercepts Demonstrate Iraqi Attempts to Conceal Information from Inspectors - Powell plays recordings of three conversations intercepted by US intelligence—one on November 26, another on January 30, and a third, a “few weeks” before. The conversations suggest that the Iraqis were attempting to hide evidence from inspectors. [New York Times, 2/5/2003; US Department of State, 2/5/2003; London Times, 2/6/2003; Sydney Morning Herald, 2/7/2003] Senior administration officials concede to the Washington Post that it was not known “what military items were discussed in the intercepts.” [Washington Post, 2/13/2003] Some critics argue that the intercepts were presented out of context and open to interpretation. [Sydney Morning Herald, 2/7/2003; Sydney Morning Herald, 2/9/2003] Others note that the conversations were translated from Arabic by US translators and were not analyzed or verified by an independent specialist. [Newsday, 2/6/2003]
Biological Weapons Factories - Colin Powell says that US intelligence has “firsthand descriptions” that Iraq has 18 mobile biological weapons factories mounted on trucks and railroad cars. Information about the mobile weapons labs are based on the testimonies of four sources—a defected Iraqi chemical engineer who claims to have supervised one of these facilities, an Iraqi civil engineer (see December 20, 2001), a source in “a position to know,” and a defected Iraqi major (see February 11, 2002). Powell says that the mobile units are capable of producing enough dry biological agent in a single month to kill several thousand people. He shows computer-generated diagrams and pictures based on the sources’ descriptions of the facilities. Powell says that according to the chemical engineer, during the late 1990s, Iraq’s biological weapons scientists would often begin the production of pathogens on Thursday nights and complete the process on Fridays in order to evade UNSCOM inspectors whom Iraq believed would not conduct inspections on the Muslim holy day. [New York Times, 2/5/2003; US Department of State, 2/5/2003; Washington Post, 2/6/2003; Reuters, 2/11/2003] Powell tells the delegates, “The source was an eyewitness, an Iraqi chemical engineer, who supervised one of these facilities. He actually was present during biological agent production runs. He was also at the site when an accident occurred in 1998. Twelve technicians died from exposure to biological agents.” He displays models of the mobile trucks drawn from the source’s statements. [CBS News, 11/4/2007] Responding to the allegation, Iraqi officials will concede that they do in fact have mobile labs, but insist that they are not used for the development of weapons. According to the Iraqis, the mobile labs are used for food analysis for disease outbreaks, mobile field hospitals, a military field bakery, food and medicine refrigeration trucks, a mobile military morgue and mobile ice making trucks. [Guardian, 2/5/2003; ABC News, 5/21/2003] Iraq’s explanation is consistent with earlier assessments of the UN weapons inspectors. Before Powell’s presentation, Hans Blix had dismissed suggestions that the Iraqis were using mobile biological weapons labs, reporting that inspections of two alleged mobile labs had turned up nothing. “Two food-testing trucks have been inspected and nothing has been found,” Blix said. And Ewen Buchanan, spokesman for the UN Monitoring, Verification and Inspection Commission, said, “The outline and characteristics of these trucks that we inspected were all consistent with the declared purposes.” [Guardian, 2/5/2003; ABC News, 5/21/2003]
'Curveball' Primary Source of Claims - Powell’s case is further damaged when it is later learned that one of the sources Powell cited, the Iraqi major, had been earlier judged unreliable by intelligence agents at the Defense Intelligence Agency (see February 11, 2002). In May 2002, the analysts had issued a “fabricator notice” on the informant, noting that he had been “coached by [the] Iraqi National Congress” (INC) (see May 2002). But the main source for the claim had been an Iraqi defector known as “Curveball,” who was initially believed to be the brother of a top aide to Ahmed Chalabi. The source claimed to be a chemical engineer who had helped design and build the mobile labs. His information was passed to Washington through Germany’s intelligence service, the Bundesnachrichtendienst (BND), which had been introduced to the source by the INC. In passing along the information, the BND noted that there were “various problems with the source.” And only one member of the US intelligence community had actually met with the person—an unnamed Pentagon analyst who determined the man was an alcoholic and of dubious reliability. Yet both the DIA and the CIA validated the information. [Veteran Intelligence Professionals for Sanity, 8/22/2003; Los Angeles Times, 3/28/2004; Knight Ridder, 4/4/2004; Newsweek, 4/19/2004; Newsweek, 7/19/2004] Powell says that the US has three other intelligence sources besides Curveball for the mobile bioweapons labs. Powell will be infuriated to learn that none of those three sources ever corroborated Curveball’s story, and sometimes their information contradicted each other. One of the three had failed a polygraph test and was determined to have lied to his debriefers. Another had already been declared a fabricator by US intelligence community, and had been proven to have mined his information off the Internet. [Buzzflash (.com), 11/27/2007] In November 2007, Curveball is identified as Rafid Ahmed Alwan. Serious questions about Curveball’s veracity had already been raised by the time of Powell’s UN presentation. He will later be completely discredited (see November 4, 2007).
Further Problems with Mobile Lab Claims - In addition to the inspectors’ assessments and the dubious nature of the sources Powell cited, there are numerous other problems with the mobile factories claim. Raymond Zilinskas, a microbiologist and former UN weapons inspector, argues that significant amounts of pathogens such as anthrax, could not be produced in the short span of time suggested in Powell’s speech. “You normally would require 36 to 48 hours just to do the fermentation…. The short processing time seems suspicious to me.” He also says: “The only reason you would have mobile labs is to avoid inspectors, because everything about them is difficult. We know it is possible to build them—the United States developed mobile production plants, including one designed for an airplane—but it’s a big hassle. That’s why this strikes me as a bit far-fetched.” [Washington Post, 2/6/2003] After Powell’s speech, Blix will say in his March 7 report to the UN that his inspectors found no evidence of mobile weapons labs (see March 7, 2003). [CNN, 3/7/2003; Agence France-Presse, 3/7/2003; CNN, 3/7/2003] Reporter Bob Drogin, author of Curveball: Spies, Lies and the Con Man Who Caused a War, says in 2007, “[B]y the time Colin Powell goes to the UN to make the case for war, he shows the world artists’ conjectures based on analysts’ interpretations and extrapolations of Arabic-to-German-to-English translations of summary debriefing reports of interviews with a manic-depressive defector whom the Americans had never met. [CIA director George] Tenet told Powell that Curveball’s information was ironclad and unassailable. It was a travesty.” [Alternet, 10/22/2007]
'Four Tons' of VX Toxin - Powell also claims that Iraq has “four tons” of VX nerve toxin. “A single drop of VX on the skin will kill in minutes,” he says. “Four tons.” Hanley later notes, “He didn’t point out that most of that had already been destroyed. And, on point after point he failed to point out that these facilities about which he was raising such alarm were under repeated inspections good, expert people with very good equipment, and who were leaving behind cameras and other monitoring equipment to keep us a continuing eye on it.” [PBS, 4/25/2007]
Iraq is Developing Unmanned Drones Capable of Delivering Weapons of Mass Destruction - Powell asserts that Iraq has flight-tested an unmanned drone capable of flying up to 310 miles and is working on a liquid-fueled ballistic missile with a range of 745 miles. He plays a video of an Iraqi F-1 Mirage jet dispersing “simulated anthrax.” [US Department of State, 2/5/2003; New York Times, 2/5/2003; Washington Post, 2/6/2003] But the Associated Press will later report that the video was made prior to the 1991 Gulf War. Apparently, three of the four spray tanks shown in the film had been destroyed during the 1991 military intervention. [Associated Press, 8/9/2003]
Imported Aluminum Tubes were Meant for Centrifuge - Powell argues that the aluminum tubes which Iraq had attempted to import in July 2001 (see July 2001) were meant to be used in a nuclear weapons program and not for artillery rockets as experts from the US Energy Department, the INR, and the IAEA have been arguing (see February 3, 2003) (see January 11, 2003) (see August 17, 2001) (see January 27, 2003). To support the administration’s case, he cites unusually precise specifications and high tolerances for heat and stress. “It strikes me as quite odd that these tubes are manufactured to a tolerance that far exceeds US requirements for comparable rockets,” he says. “Maybe Iraqis just manufacture their conventional weapons to a higher standard than we do, but I don’t think so.” Powell also suggests that because the tubes were “anodized,” it was unlikely that they had been designed for conventional use. [US Department of State, 2/5/2003; Washington Post, 2/5/2003; Washington Post, 3/8/2003] Powell does not mention that numerous US nuclear scientists have dismissed this claim (see August 17, 2001) (see September 23, 2002) (see December 2002). [Albright, 10/9/2003] Powell also fails to say that Iraq has rockets identical to the Italian Medusa 81 mm rockets, which are of the same dimensions and made of the same alloy as the 3,000 tubes that were intercepted in July 2001 (see After January 22, 2003). [Washington Post, 8/10/2003] This had been reported just two weeks earlier by the Washington Post. [Washington Post, 1/24/2003] Moreover, just two days before, Powell was explicitly warned by the US State Department’s Bureau of Intelligence and Research not to cite the aluminum tubes as evidence that Iraq is pursuing nuclear weapons (see February 3, 2003). Iraq Attempted to Acquire Magnets for Use in a Gas Centrifuge Program - Powell says: “We… have intelligence from multiple sources that Iraq is attempting to acquire magnets and high-speed balancing machines. Both items can be used in a gas centrifuge program to enrich uranium. In 1999 and 2000, Iraqi officials negotiated with firms in Romania, India, Russia and Slovenia for the purchase of a magnet production plant. Iraq wanted the plant to produce magnets weighing 20 to 30 grams. That’s the same weight as the magnets used in Iraq’s gas centrifuge program before the Gulf War.” [US Department of State, 2/5/2003; New York Times, 2/6/2003] Investigation by the UN’s International Atomic Energy Agency [IAEA] will demonstrate that the magnets have a dual use. IAEA Director Mohamed ElBaradei said a little more than a week before, on January 27, in his report to the Security Council: “Iraq presented detailed information on a project to construct a facility to produce magnets for the Iraqi missile program, as well as for industrial applications, and that Iraq had prepared a solicitation of offers, but that the project had been delayed due to ‘financial credit arrangements.’ Preliminary investigations indicate that the specifications contained in the offer solicitation are consistent with those required for the declared intended uses. However, the IAEA will continue to investigate the matter….” (see January 27, 2003) [Annan, 1/27/2003 pdf file] On March 7, ElBaradei will provide an additional update: “The IAEA has verified that previously acquired magnets have been used for missile guidance systems, industrial machinery, electricity meters and field telephones. Through visits to research and production sites, reviews of engineering drawings and analyses of sample magnets, IAEA experts familiar with the use of such magnets in centrifuge enrichment have verified that none of the magnets that Iraq has declared could be used directly for a centrifuge magnetic bearing.” (see March 7, 2003) [CNN, 3/7/2003]
Iraq Attempted to Purchase Machines to Balance Centrifuge Rotors - Powell states: “Intercepted communications from mid-2000 through last summer show that Iraq front companies sought to buy machines that can be used to balance gas centrifuge rotors. One of these companies also had been involved in a failed effort in 2001 to smuggle aluminum tubes into Iraq.” [US Department of State, 2/5/2003; New York Times, 2/6/2003]
Powell Cites Documents Removed from Home of Iraqi Scientist Faleh Hassan - Powell cites the documents that had been found on January 16, 2003 by inspectors with the help of US intelligence at the Baghdad home of Faleh Hassan, a nuclear scientist. Powell asserts that the papers are a “dramatic confirmation” that Saddam Hussein is concealing evidence and not cooperating with the inspections. The 3,000 documents contained information relating to the laser enrichment of uranium (see January 16, 2003). [Daily Telegraph, 1/18/2003; Associated Press, 1/18/2003; BBC, 1/19/2003; US Department of State, 2/5/2003] A little more than a week later, in the inspectors’ February 14 update to the UN Security Council (see February 14, 2003), ElBaradei will say, “While the documents have provided some additional details about Iraq’s laser enrichment development efforts, they refer to activities or sites already known to the IAEA and appear to be the personal files of the scientist in whose home they were found. Nothing contained in the documents alters the conclusions previously drawn by the IAEA concerning the extent of Iraq’s laser enrichment program.” [Guardian, 2/15/2003; BBC, 2/17/2003; Associated Press, 8/9/2003]
Iraq is Hiding Missiles in the Desert - Powell says that according to unidentified sources, the Iraqis have hidden rocket launchers and warheads containing biological weapons in the western desert. He further contends that these caches of weapons are hidden in palm groves and moved to different locations on a weekly basis. [US Department of State, 2/5/2003] It will later be suggested that this claim was “lifted whole from an Iraqi general’s written account of hiding missiles in the 1991 war.” [Associated Press, 8/9/2003]
Iraq Has Scud Missiles - Powell also says that according to unnamed “intelligence sources,” Iraq has a few dozen Scud-type missiles. [Associated Press, 8/9/2003]
Iraq Has Weapons of Mass Destruction - Secretary of State Colin Powell states unequivocally: “We… have satellite photos that indicate that banned materials have recently been moved from a number of Iraqi weapons of mass destruction facilities. There can be no doubt that Saddam Hussein has biological weapons and the capability to rapidly produce more, many more.” Elsewhere in his speech he says: “We know that Saddam Hussein is determined to keep his weapons of mass destruction, is determined to make more.” [US Department of State, 2/5/2003; CNN, 2/5/2003]
Governments, Media Reaction Mixed - Powell’s speech will fail to convince many skeptical governments, nor will it impress many in the European media. But it will have a tremendous impact in the US media (see February 5, 2003 and After).

Secretary of State Colin Powell’s chief of staff, Larry Wilkerson, sits behind Powell during the UN presentation (see February 5, 2003). As Powell begins, Wilkerson eyes the Iraqi delegation. “I knew they didn’t know squat, Saddam Hussein wouldn’t have told those guys anything,” Wilkerson will later recall. “But I’m sitting there watching them. Are they going to say, ‘Oh, God, they’ve got us!’?” Wilkerson and his team have thrown out the entire Cheney-provided dossier on WMD (see January 29, 2003 and January 30-February 4, 2003). They have thrown out three-quarters of the dossier on Iraq’s connections with Islamist terrorism. What’s left will give Powell about 80 minutes of material. The audio and video displays Powell uses to show his evidence and reinforce his speech are slick and dramatic, with fast cuts and professional editing shown on big-screen monitors. Wilkerson feels that what is left is relatively strong, but worries that there is not all that much there. “Because we had cut it so severely,” he will later recall, “I felt that the presentation was fairly solid. But my biggest concern was the efficacy of the presentation. We had thrown out so much crap—rightfully so. But now the presentation wasn’t very effective.… I felt like I’d failed.” But, author Craig Unger will note, Wilkerson is forgetting the tremendous presence, charisma, and stature of Colin Powell. For Powell to come before the UN and lend his gravitas and moral authority to the Bush administration’s case for war gives that case tremendous credence it had heretofore lacked (see Early February, 2003). Reflecting on this, Wilkerson will say: “There’s no question in my mind that Vice President Cheney knew that. That’s why he had Powell do it.” [Unger, 2007, pp. 284-285]

[Source: CBS News]The day after Colin Powell gives his presentation to the UN alleging proof of Iraq’s WMDs (see February 5, 2003, UN inspectors visit Djerf al Nadaf, the site the Iraqi defector Curveball claims was used to create secret bioweapons. Previously, satellite photos have shown that while the site looks much as Curveball described, there was one discrepancy: the area that Curveball said was used by trucks to enter and exit a warehouse to receive and deliver biological toxins was blocked by a wall (see February 2001). US intelligence analysts were disturbed by the existence of the wall, though some hypothesized the wall was a fake. The UN inspectors find a solid, very real wall in place. There was no way trucks could have gotten in and out of the warehouse. Jim Corcoran, whose job is to relay intelligence to the UN inspectors, will recall in 2007, “When the inspectors examined the facility, they found that this was an impossibility.” Curveball had insisted that hidden doors at the other end of the warehouse allowed the trucks to enter and exit, but no such doors exist. Corcoran recalls, “Again, there was a wall there, no doors. And outside there was a stone fence that would have made it impossible for this to have occurred.” Tests for traces of biological agents in the warehouse come up empty (see February 8, 2003 and June 2003-Late 2003). Though the inspectors’ discoveries cast serious doubt on Powell’s allegations, few outside of the intelligence community hear about the discoveries for a long time. [CBS News, 11/4/2007]

Former ambassador Joseph Wilson, writing in his 2004 memoir The Politics of Truth, reflects on Secretary of State Colin Powell’s UN speech (see February 5, 2003), comparing his impressions of Powell’s presentation with those of former CIA official Patrick Lang, a specialist in the area of Middle East terrorism and WMD.
Powell's Speech Lacking in Specifics - He and Lang agree that Powell’s speech, for all of its convincing props and graphics, lacked specifics; Powell had relied on inference and hyperbole to make an unconvincing case for Iraqi WMD. “Artists’ renderings of trucks are not evidence,” Wilson will later write. “Satellite photos of buildings are not evidence. Cryptic recordings of conversations are not evidence.”
Proof that 1441 is Working - Wilson heard something that Lang did not—evidence “that UN Security Council Resolution 1441 (see November 8, 2002) was working.” Wilson will write: “After all, he and the president both made clear that the scientists responsible for doing the research and development of Iraq’s WMD had either been secreted in neighboring countries, or else threatened with death if they cooperated with the inspectors. In either case, they were clearly not able to work on their programs. Others involved in the programs, we were told, were busy cleaning up suspected sites. If they were spending all their time cleaning, then they were not filling artillery shells with prohibited chemicals. UN inspectors had recently returned to Iraq and were roaming through Saddam [Hussein]‘s factories and palaces at will, Powell told us. We were watching everything Saddam’s people did—flash to a satellite photo. We were listening to everything they said—cut to the audio recording of a conversation between two soldiers. The bottom line for people in the disarmament business is that disruption indicates a significant measure of success, and we were without doubt disrupting Saddam’s programs. Thus, I concluded from Powell’s speech that since 1441 was indeed working, there was no need to immediately undertake an extraordinarily high-risk, low-reward war.”
Powell Repudiated Own Military Doctrine - The speech convinces Wilson, reluctantly, that Powell is no longer “the one person standing in the way of the true believers and keeping them from completely taking over the government.” Instead, Wilson now believes that Powell is “simply the kinder, gentler face of an extremist administration.” Wilson will continue: “Powell utterly repudiated the carefully thought-out doctrine of force that has borne his own name since Desert Storm and failed the troops he had been privileged to lead for so many years. The Powell doctrine defined how and when to wield the blunt instrument of war; it laid out what conditions should be met prior to launching military action. It stated that military action should be used only as a last resort, and only if a clear risk to national security exists; that the force should be overwhelming and disproportionate to that of the adversary; that it should be used only if the general public stands in strong support of the campaign; and that an exit strategy has to have been devised.” None of these conditions will be met by the Bush administration before invading Iraq. Wilson concludes, “Essentially, Powell took his lofty 82 percent national approval rating (see Early February, 2003) and threw it behind the neoconservative juggernaut.” [Wilson, 2004, pp. 315-317]

Some time after Colin Powell’s presentation to the UN making the case for war with Iraq (see February 5, 2003), Powell’s chief of staff Larry Wilkerson, who headed the team that prepared the presentation (see January 29, 2003 and January 30-February 4, 2003), will criticize it in blunt terms: “My participation in that presentation at the UN constituted the lowest point in my professional life. I participated in a hoax on the American people, the international community, and the UN Security Council.” Greg Thielmann, who left the State Department’s intelligence bureau, the INR, in September 2002, will also observe: “Powell wanted to sell a rotten fish. He had decided there was no way to avoid war. His job was to go to war with as much legitimacy as we could scrape up.” [Unger, 2007, pp. 287-288]

[Source: CBS News]Three days after Colin Powell’s speech to the UN Security Council (see February 5, 2003), Team Bravo, a UN inspection team led by US biological weapons experts, conducts the first inspection of Curveball’s former work site, Djerf al Nadaf. According to Curveball, Djerf al Nadaf was the site of a 1998 accident involving bio-warfare material. The visit lasts 3 1/2 hours. Samples taken from the facility are tested for trace amounts of biological agents, but test results are negative. During the visit, the inspectors also note that the walls surrounding the facility would have made it impossible for trucks to enter and leave the building in the way described by Curveball. Diplomats from six UN Security Council member-states secretly meet one night to write an alternative resolution to the US-British-Spanish draft (see February 24, 2003). The compromise resolution would give UN weapons inspectors additional time to complete their work. But the next morning, a US diplomat contacts the Mexicans and tells them not to proceed with the alternative draft. Former Mexican Ambassador to the UN Aguilar Zinser will tell the Associated Press almost a year later: “Only the people in that room knew what that document said. Early the next morning, I received a call from a US diplomat saying the United States found that text totally unacceptable.” [Associated Press, 2/12/2004; Observer, 2/15/2004 Sources: Adolfo Aguilar Zinser] “When they [the US] found out, they said, ‘You should know that we don’t like the idea and we don’t like you to promote it.’” Zinser will also tell The Observer. The Observer breaks the Koza memo (see January 31, 2003) story. Neither the US State Department nor the White House denies the authenticity of the leaked memo. White House Press Secretary Ari Fleischer tells reporters, “As a matter of long-standing policy, the administration never comments on anything involving any people involved in intelligence.” And Patrick Weadon, speaking for the NSA, says, “At this point, we’re not issuing a statement.” [Sydney Morning Herald, 3/4/2003; Washington Post, 3/4/2003; Baltimore Sun, 3/4/2003] The intended victims of the operation are deeply angered by the memo. President Ricardo Lagos demands an immediate explanation from the US and Chile’s ambassador to Britain Mariano Fernandez explains to The Observer, “We cannot understand why the United States was spying on Chile. We were very surprised. Relations have been good with America since the time of George Bush Senior.” [Observer, 3/9/2003] Martin Bright, one of the reporters who helped break the story, later tells the Australian Broadcasting Corporation that the exposed operation has “caused an enormous diplomatic rift between the Chileans and the Americans and the UK.” He says he believes that the leaked memo is partially responsible for Chile’s increasingly defiant stance at the UN. The UN quickly begins a top-level investigation of the spy operation. [Australian Broadcasting Corporation, 3/6/2003; Observer, 3/9/2003] The Observer notes that the leaked memo could make it more difficult for the US to obtain UN authorization to wage war on Iraq. [Observer, 3/2/2003] The US media networks largely ignore the story. Though NBC, CNN, and Fox News Channel all arrange for interviews with Martin Bright soon after the story is broken, all three quickly cancel. In an interview with the Australian Broadcasting Corporation, Bright explains, “It happened with NBC, Fox TV and CNN, who appeared very excited about the story to the extent of sending cars to my house to get me into the studio, and at the last minute, were told by their American desks to drop the story.” [Salon, 3/3/2003; Australian Broadcasting Corporation, 3/6/2003]

President Bush holds a press conference—only his eighth since taking office—in which he conflates Iraq and Saddam Hussein with the 9/11 attacks and the global war on terror at least 12 times. For instance, he says: “Iraq is a part of the war on terror. It’s a country that trains terrorists; it’s a country that could arm terrorists. Saddam Hussein and his weapons are a direct threat to this country.” Perhaps his most alarming statement is, “September the 11th should say to the American people that we’re now a battlefield.” [White House, 3/6/2003; Salon, 5/4/2006; PBS, 4/25/2007] Bush insists that he has not yet decided to take military action against Iraq (see March 6, 2003). [Salon, 5/4/2006]
Scripted and Orchestrated - Oddly, none of the 94 assembled journalists challenge Bush’s conflations, no one asks about Osama bin Laden, and no one asks follow-up questions to elicit information past the sound bites Bush delivers. There is a reason for that. In 2007, PBS’s Bill Moyers will report that “the White House press corps will ask no hard questions… about those claims,” because the entire press conference is scripted. “Sure enough, the president’s staff has given him a list of reporters to call on,” Moyers will report. Press Secretary Ari Fleischer later admits to giving Bush the list, which omits reporters from such media outlets as Time, Newsweek, USA Today, and the Washington Post. After calling on CNN reporter John King, Bush says, “This is a scripted—” and then breaks into laughter. King, like his colleagues, continues as if nothing untoward is happening. Author and media commentator Eric Boehlert will later say: “[Bush] sort of giggled and laughed. And, the reporters sort of laughed. And, I don’t know if it was out of embarrassment for him or embarrassment for them because they still continued to play along after his question was done. They all shot up their hands and pretended they had a chance of being called on.” Several questions later, Bush pretends to choose from the available reporters, saying: “Let’s see here… Elizabeth… Gregory… April.… Did you have a question or did I call upon you cold?” The reporter asks, “How is your faith guiding you?” Bush responds: “My faith sustains me because I pray daily. I pray for guidance.” Boehlert will later say: “I think it just crystallized what was wrong with the press coverage during the run up to the war. I think they felt like the war was gonna happen and the best thing for them to do was to get out of the way.” [White House, 3/6/2003; Salon, 5/4/2006; PBS, 4/25/2007]
Defending the Press's Complicity - New York Times reporter Elisabeth Bumiller, a participant in the conference, will later defends the press corps’ “timid behavior,” in Boehlert’s characterization, by saying: “I think we were very deferential because… it’s live, it’s very intense, it’s frightening to stand up there. Think about it, you’re standing up on prime-time live TV asking the president of the United States a question when the country’s about to go to war. There was a very serious, somber tone that evening, and no one wanted to get into an argument with the president at this very serious time.” [Salon, 5/4/2006]
Compliant Media Coverage - The broadcast news media, transmitting the live feed of the conference, could not have been more accommodating, author and media critic Frank Rich will later note. “CNN flashed the White House’s chosen messages in repetitive rotation on the bottom of the screen while the event was still going on—‘People of good will are hoping for peace’ and ‘My job is to protect America.’” After the conference, Fox News commentator Greta van Susteren tells her audience, “What I liked tonight was that in prime time [Bush] said to the American people, my job is to protect the American people.” [Rich, 2006, pp. 70]
Follow-Up Coverage Equally Stage-Managed - Boehlert notes that the post-conference coverage is equally one-sided. On MSNBC’s flagship news commentary show, Hardball, host Chris Matthews spends an hour discussing the conference and the upcoming invasion. Matthews invites six guests on. Five are advocates of the war, and one, given a few moments for “balance,” questions some of the assumptions behind the rationale for war. The five pro-war guests include an “independent military analyst,” retired General Montgomery Meigs, who is one of around 75 retired military officers later exposed as participants in a Pentagon propaganda operation designed to promote the war (see April 20, 2008 and Early 2002 and Beyond). The United Nations launches an investigation into the electronic and physical surveillance of a number of its Security Council delegates by the National Security Agency (see January 31, 2003). The NSA operation, revealed the week before, was apparently leaked to Britain’s Observer by Katharine Gun, who works at Britain’s Government Communications Headquarters (GCHQ) and has been arrested on suspicion of breaking Britain’s Official Secrets Act (see February 2003). The NSA also solicited the assistance of an intelligence agency of an unnamed “friendly foreign government”; it is believed to be Britain. The leak is touted as “more timely and potentially more important than the Pentagon Papers” by celebrated whistleblower Daniel Ellsberg. The leak of the NSA surveillance program has caused deep embarrassment for the Bush administration, which is working to recruit supporters for a second UN resolution authorizing military force against Iraq (see February 24, 2003). The authorization for the NSA operation is believed to have come from National Security Adviser Rice, but US intelligence experts say that such a decision would have had to involve Defense Secretary Donald Rumsfeld, CIA Director George Tenet, and NSA Director Michael Hayden. President Bush, by necessity, would have been informed of the proposed operation at one of his daily intelligence briefings. While such surveillance of foreign diplomats at the UN is legal under the US’s Foreign Intelligence Surveillance Act (FISA), it violates the Vienna Convention on Diplomatic Relations. According to international law expert Dr. John Quigley, the Vienna Convention stipulates: “The receiving state shall permit and protect free communication on the part of the mission for all official purposes…. The official correspondence of the mission shall be inviolable.” [Observer, 3/9/2003]

Bernard Trainor.Bernard Trainor. [Source: PBS]The New York Times examines the influence of retired military officers in influencing public opinion on the invasion of Iraq. Reporter John Cushman, Jr writes that “a whole constellation of retired one-, two-, three- and four-star generals—including many who led the recent wars in Afghanistan, Kosovo, and the Persian Gulf—can be seen night and day across the television firmament, navigation aids for viewers lost in a narrative that can be foggier than war itself.” All of the news broadcasters, including cable news outlets CNN, MSNBC, and Fox News, and the commercial networks’ news shows on ABC, CBS, and NBC rely on retired military officers to explain to their viewers what is happening in Iraq. Cushman acknowledges the “deep perspective” that the retired officers bring to the war coverage, particularly those who led the same units now on the ground, or at least “commanded, trained, or shared barracks and beers with the current commanders.” Retired Marine General Gregory Newbold recently told an ABC News audience, “If things haven’t gone exactly according to script, they’ve gone according to plan.” Newbold helped draw up the plans for the invasion as director of operations for the Joint Chiefs of Staff.
Questions Raised - How much do the military analysts actually know? Cushman asks, and are they giving out more information than they should? Many of the analysts receive what Cushman calls “occasional briefings from the Pentagon” (he is apparently unaware of the Pentagon’s propaganda operation involving these selfsame analysts—see April 20, 2008 and Early 2002 and Beyond), and garner much of their information from public sources and from their friends and former colleagues in the military. Cushman goes on to observe that almost all of the analysts have “evident sympathies with the current commanders”; between those sympathies and their “immersion in [military] doctrines,” their objectivity is in doubt—or as Cushman delicately phrases it, their experience and bias “sometimes seem to immunize them to the self-imposed skepticism of the news organizations that now employ them.” After conducting “a detailed review of their recent remarks,” Cushman says that it is a rarity when an analyst criticizes the conduct of the war. “Instead, they tend gravely to point out the timeless risks of combat.” One sharp exception is from retired Army General Wesley Clark, the former supreme commander of NATO, who recently questioned whether the military had committed enough troops on the ground. More typical is recent remarks by retired Army General Wayne Downing, a commander in the 1991 Gulf War. Downing lavished praise on the invasion’s supreme commander, General Tommy Franks. Cushman notes that Downing “rattl[ed] off the story of his old comrade’s career as if by rote.”
Technical Details Vs. Analysis - The retired officers do “reasonably well” in explaining what Cushman calls “the nuts and bolts of an operation, the technical details of weapons, the decisions facing American and British commanders.” Their speculations about what the Iraqis might be doing and thinking are more problematic. One analyst, retired Marine General Bernard Trainor, almost seemed to invite chemical or biological retaliation from the Iraqis when he told an MSNBC audience: “If he moves, we kill him; if he stays put, we kill him. And regardless of what they’re told to do over the network, whatever is left of the command and control, unless it comes down to using chemical weapons, then the rest of it is just ancillary. If this is going to be the communication of red telephone, if you will, to tell people to launch chemical weapons—and we’re reaching that point in the operation—if they’re going to use their stuff, they’d better start thinking about it, because pretty soon we’re in downtown Baghdad.” Clark, considered the most polished and urbane of the analysts, takes a different tack, and notes repeatedly that the analysts are careful not to give away details of current operations and thus endanger American troops. All of the analysts, Cushman writes, “emphasize the gravity of what the military is up to in Iraq.” As Clark told an audience, “It’s not entertainment.” [New York Times, 3/25/2003]

Ahmed Chalabi, head of the Iraqi National Congress, tells NBC’s Tim Russert: “After (Gen. Jay Garner) finishes his job of restoring basic services, the interim Iraqi authority will be established. And that interim authority will be an authority of Iraqis, chosen by Iraqis. And it will be able to function as an authority in the country immediately after Gen. In an email to New York Times Baghdad bureau chief John Burns, reporter Judith Miller defends a story she filed on Ahmed Chalabi, which had scooped a major story being written by another Times reporter. In her email she reveals that Chalabi was the source of most of her reporting on Iraq’s alleged arsenal of WMD. She writes: “I’ve been covering Chalabi for about 10 years, and have done most of the stories about him for our paper, including the long takeout we recently did on him. He has provided most of the front page exclusives on WMD to our paper.” [Washington Post, 5/26/2003] Miller has long relied on Chalabi as a primary source for information about Iraq. She has also proven more than willing—“eager,” in author Craig Unger’s words—to pass along information and disinformation alike from Chalabi and the White House about Iraq and its supposed WMD program. In the upcoming issue of Vanity Fair, Deputy Secretary of Defense Paul Wolfowitz admits that the Bush administration chose the issue of Iraqi WMD as its primary justification for war, not because it was necessarily a legitimate concern, but because it was, in the words of reporter David Usbourne, “politically convenient.” Wolfowitz also acknowledges that another justification played a strong part in the decision to invade: the prospect of the US being able to withdraw all of its forces from Saudi Arabia (see August 7, 1990) once Saddam Hussein’s regime was overthrown. “Just lifting that burden from the Saudis is itself going to the door” towards making progress elsewhere in achieving Middle East peace, says Wolfowitz. The presence of US forces in Saudi Arabia has been one of the main grievances of al-Qaeda and other Islamist groups. The most controversial statement by Wolfowitz is his acknowledgement that, “For bureaucratic reasons we settled on one issue, weapons of mass destruction, because it was the one reason everyone could agree on.” Usbourne writes, “The comments suggest that, even for the US administration, the logic that was presented for going to war may have been an empty shell.” He notes that finding a rationale for attacking Iraq that was “acceptable to everyone” may refer to Secretary of State Colin Powell, the most prominent Cabinet member to vocally, if privately, oppose the invasion. Powell relied on the WMD issue in his February presentation to the UN Security Council (see February 5, 2003), which many consider to be a key element in the administration’s effort to convince the American citizenry that the invasion was necessary and justified. Democrats: WMD Scare 'Hyped' by Administration - Many Congressional Democrats echo the sentiments of Senator Joseph Biden (D-DE), who says of the administration’s push for war: “I do think that we hyped nuclear, we hyped al-Qaeda, we hyped the ability to disperse and use these weapons. I think that tends to be done by all presidents when they are trying to accomplish a goal that they want to get broad national support for.… I think a lot of the hype here is a serious, serious, serious mistake and it hurts our credibility.” [Washington Times, 5/30/2003]
British Official: Clear That Rationale for War Was False - Former British Foreign Secretary Robin Cook, who quit as leader of the House of Commons to protest the war, says he never believed Iraq had the WMD claimed by US and British government officials. “The war was sold on the basis of what was described as a pre-emptive strike, ‘Hit Saddam before he hits us,’” he says. “It is now quite clear that Saddam did not have anything with which to hit us in the first place.” Former Danish Foreign Minister Niels Helveg Petersen says he is shocked by Wolfowitz’s claim. “It leaves the world with one question: What should we believe?” he says. Wolfowitz Claims Misquoting - After the initial reports of the interview and the resulting storm of controversy and recriminations, Wolfowitz and his defenders will claim that Vanity Fair reporter Sam Tanenhaus misquoted his words and took his statements out of context (see June 1-9, 2003).
Press Official: Selection of WMD as Primary Focus a 'Marketing Choice' - In 2008, current deputy press secretary Scott McClellan will write, “So the decision to downplay the democratic vision as a motive for war was basically a marketing choice.” Reflecting on this choice, he will add: “Every president wants to achieve greatness but few do. As I have heard [President] Bush say, only a wartime president is likely to achieve greatness, in part because the epochal upheavals of war provide the opportunity for transformative change of the kind Bush hoped to achieve. In Iraq, Bush saw his opportunity to create a legacy of greatness. Intoxicated by the influence and power of America, Bush believed that a successful transformation of Iraq could be the linchpin for realizing his dream of a free Middle East. But there was a problem here, which has become obvious to me only in retrospect—a disconnect between the president’s most heartfelt objective in going to war and the publicly stated rationale for that war. Bush and his advisers knew that the American people would almost certainly not support a war launched primarily for the ambitious purpose of transforming the Middle East.” [McClellan, 2008, pp. 131-133]

British Prime Minister Tony Blair’s now-infamous claim that Iraq could launch weapons of mass destruction “within 45 minutes” is based on information gathered from a single, anonymous Iraqi defector of dubious reliability, British Armed Forces Minister Adam Ingram admits. According to Ingram, the defector was supplied by Ahmed Chalabi’s Iraqi National Congress. The INC defector told American intelligence agents that if Saddam Hussein gave the order, WMDs, presumably contained in missiles, could be on their way to their targets in 45 minutes. The Americans shared that intelligence with their British counterparts, but British intelligence officials considered the story to be unreliable and uncorroborated. According to The Independent, “[h]ow it came to be included as the most dramatic element in the government’s ‘intelligence dossier’ last September, making the case for war (see September 24, 2002), is now the subject of a furious row in Whitehall and abroad.” The 45-minute claim was not part of the original draft of the September 2002 dossier (see September 28, 2002), and government officials deny that the claim was added at the behest of politicians who wanted the dossier “sexed up.” Faced with thunderous denunciations from his own Labour Party and his Conservative opponents for apparently deceiving the nation about Iraqi WMD, Blair says that he has further intelligence, gleaned from former Iraqi scientists, that proves Iraq had an arsenal of WMD. He will present that intelligence in due course, he says. An intelligence source says: “The ‘45-minute’ remark was part of the American intelligence input into the dossier. It was being treated cautiously by the British, but it was alighted on by the politicos and blown out of proportion.” [Independent, 6/1/2003] Further verification of the hearsay nature of the claim comes in August, when a previously unreleased document shows that the claim came from an anonymous Iraqi source (see August 16, 2003).

[Source: CBS News]Curveball, the Iraqi defector (see November 4, 2007) whose claims that Saddam Hussein has mobile bioweapons became an integral part of Secretary of State Colin Powell’s presentation to the UN (see February 5, 2003) “proving” the existence of Iraqi WMDs, continues to disintegrate as a reliable intelligence source. His fundamental claims of being a senior Iraqi chemical engineer working on the secret bioweapons project falls apart as both German intelligence analysts and the CIA gather more information on him. Veteran CIA bio-weapons analyst publicly identified only as “Jerry,” who before the war had championed Curveball’s claim that Iraq had mobile biological weapons laboratories, leads a unit of the Iraq Survey Group to Baghdad to investigate Curveball’s background. His team locates Curveball’s personnel file in an Iraqi government storeroom and learns that the Iraqi defector’s allegations consisted of a string of lies. Curveball came in last in his engineering class, not first, as he had told his debriefers (see 1994 and January 2000-September 2001). Nor was he a project chief or site manager, as he had claimed. Rather he was just a low-level trainee engineer. Dr. Basil al-Sa’ati, whom Curveball cited as his supervisor at the Djerf al Nadaf seed purification plant (Curveball claimed that the plant was a secret bioweapons production facility), confirmed that Curveball did indeed work for him at the plant, where al-Sa’ati was the head of production design. But Curveball only worked there a few months, while the facility was being built, and was fired in 1995, the very year that he presumably began working on the alleged program to convert trucks into biological weapons laboratories. The following years were not auspicious for Curveball: he was jailed for a sex crime, briefly drove a taxi in Baghdad, and worked for Iraq’s Babel television production company until he was charged with stealing equipment (the charges were dropped when he agreed to reimburse the company for his theft.) He even sold “homemade cosmetics,” according to his friend Dr. Hillal al Dulaimi. Curveball claimed to have witnessed a biological accident that killed 12 people at Djerf al Nadaf in 1998, but he wasn’t even in Iraq by that time. He had left the country, traveled around the Middle East, and wound up in Morocco. No trace exists of Curveball between that time and when he defected to Germany in 1999. Curveball’s former bosses at the engineering center tell CIA officers that they got duped, falling for “water cooler gossip” and “corridor conversations.” “The Iraqis were all laughing,” a member of the Iraq Survey Group will later recall. “They were saying, ‘This guy? You’ve got to be kidding.’” The team even interviews Curveball’s childhood friends who also corroborate what others have said about him. They say he was a “great liar,” a “con artist,” and “a real operator.” Everyone’s description of Curveball is the same: “People kept saying what a rat Curveball was.” Jerry and another CIA analyst, having heard enough, end the investigation and return to Washington. According to David Kay, by this time Jerry is close to having a nervous breakdown. “They had been true believers in Curveball,” Kay says. “They absolutely believed in him. They knew every detail in his file. But it was total hokum. There was no truth in it. They said they had to go home to explain how all this was all so wrong.” But the CIA doesn’t want to hear it. Jerry is accused of “making waves” and then transferred out of the weapons center. According to Michael Scheuer, another dissident CIA analyst, “Jerry had become kind of a nonperson. There was a tremendous amount of pressure on him not to say anything. Just to sit there and shut up.” [Los Angeles Times, 11/20/2005; CBS News, 11/4/2007]

But after reviewing the CIA’s reports he realizes that the agency’s evidence is not too solid. He is disappointed to see that the mobile biological weapons trailer allegation was based on just one source—and an iffy one at that, Curveball (see Late January, 2003)—and that the US intelligence community had sided with CIA WINPAC over the Energy Department’s nuclear scientists in the aluminum tubes debate (see October 1, 2002). The United Nations’ highest administrative tribunal condemns the removal (see April 21-22, 2002) of Jose Bustani from his post as director-general of the Organization for the Prohibition of Chemical Weapons (OPCW) calling the dismissal “unlawful” and an “unacceptable violation” of principles protecting international civil servants. It adds that people in positions such as Bustani’s should not be made “vulnerable to pressures and to political change.” Additionally, the three-member UN tribunal says the Bush administration’s allegations were “extremely vague.” The tribunal awards Bustani his unpaid salary plus an additional 50,000 euros, or $61,500, in damages, which the former OPCW chief says he will donate to an OPCW technical aid fund for poorer countries. Michael Massing, the author of a probing New York Review of Books article on the poor quality of US reporting on Iraq prior to the Iraq war, will say that in the autumn of 2003, “I ran into a senior editor at the [New York] Times and asked him” why journalists were so uncritical about information from defectors like Ahmed Chalabi. “Well, he said, some reporters at the paper had relied heavily on Chalabi as a source and so were not going to write too critically about him.” Massing comments, “The editor did not name names, but he did not have to,” and notes that New York Times reporter Judith Miller has been heavily criticized for publishing stories based on information from defectors that later proved completely false. The administration’s plan to overthrow Saddam Hussein, give off governance of Iraq to Ahmed Chalabi and other exiles, and withdraw gracefully from the country without further expenditures, has come to a crashing end, writes reporter and author George Packer. According to a senior administration official interviewed by Packer: “There was a desire by some in the vice president’s office and the Pentagon to cut and run from Iraq and leave it up to Chalabi to run it. The idea was to put our guy in there and he was going to be so compliant that he’d recognize Israel and all the problems in the Middle East would be solved. He would be our man in Baghdad. Everything would be hunky-dory.… It isn’t pragmatism, it isn’t Realpolitik, it isn’t conservatism, it isn’t liberalism. It’s theology.” [New Yorker, 11/24/2003]

The single source for the controversial claim that Iraq could launch a strike with its weapons of mass destruction within 45 minutes (see September 28, 2002 and March 12, 2007) is identified as “Lieutenant Colonel al-Dabbagh,” an Iraqi who has allegedly spied on Saddam Hussein’s government for British and US intelligence for over seven years. Al-Dabbagh, who does not allow his first name to be used or his photograph taken, is interviewed in Baghdad by journalist and author Con Coughlin. Al-Dabbagh, identified as an adviser to the Iraqi Governing Council, is later revealed to be an Iraqi defector who was brought to US and British attention by Ahmed Chalabi’s Iraqi National Congress. Coughlin is apparently unaware of this. He portrays al-Dabbagh as a heroic risk-taker, “not a man who is easily frightened,” he writes. “[D]eath threats from Saddam’s loyalists” do not deter him from “revealing details of the former Iraqi dictator’s deployment of weapons of mass destruction”; his determination “remain[s] undiminished.”
WMD Remain Hidden - These selfsame loyalists are the reason why US forces cannot find the weapons of mass destruction, al-Dabbagh tells Coughlin. “Saddam’s people are doing this all the time,” he says. “That is why it is so difficult to find the weapons of mass destruction. I am sure the weapons are hidden in Iraq just like I see you now. I am concerned that the chemical and biological weapons are there.” Al-Dabbagh says he is proud to risk his life in divulging Hussein’s secrets: “If Saddam’s people kill me for saying this, I do not mind. I have done my duty to my country and we have got rid of Saddam. And if the British government wants me to come to London to tell the truth about Saddam’s secret weapons program, I am ready to help in any way I can.”
Claim '200 Percent Accurate' - The 45-minute claim is “200 percent accurate!” al-Dabbagh exclaims. “And forget 45 minutes. We could have fired them within half an hour.” Is he the original source of the intelligence? Coughlin asks. Al-Dabbagh replies, “I am the one responsible for providing this information.” A member of the Iraqi Governing Council, General A. J. M. Muhie, al-Dabbagh’s supposed brother-in-law, confirms that al-Dabbagh is the sole source of the claim: “We only had one source for this information and that was Dabbagh,” says the general. Fellow council member Iyad Allawi says he was the one who funnelled al-Dabbagh’s reports to Western intelligence agencies. Muhie is the one who set up the meeting between Coughlin and al-Dabbagh.
Plans to Use WMD against US Invading Forces - Al-Dabbagh tells a detailed story of how the weapons were to be deployed against the American invaders, saying that he and other officers were ordered to use specially designated four-wheel drive Isuzus and only to deploy them if Iraqi forces were in danger of being overrun. Al-Dabbagh and others were then to drive the Isuzus towards American troop emplacements and fire the weapons, presumably chemical and biological weapons tipping hand-held rockets. But the weapons were never deployed, al-Dabbagh claims, because the majority of Iraqi soldiers refused to fight against the Americans. “The West should thank God that the Iraqi army decided not to fight,” he says. “If the army had fought for Saddam, and used these weapons, there would have been terrible consequences.” Whatever became of those fearsome weapons, al-Dabbagh does not know. He believes they were hidden away by Hussein’s Fedayeen loyalists. The weapons will be found, al-Dabbagh predicts, when Hussein is caught or killed: “Only when Saddam is captured will these people talk openly about these weapons. Then they will reveal where they are.” [Sunday Telegraph, 12/7/2003]
Claims Proven False - Weeks after Coughlin’s interview, al-Dabbagh’s claims will be proven entirely false, and both al-Dabbagh and Allawi will deny any responsibility for their claims (see January 27, 2004).

The existence of a June 2002 memo—revealing that intelligence from the Iraqi National Congress (INC) was being sent directly to the offices of Vice President Dick Cheney and William Luti—is reported in Newsweek magazine, which also reports that Francis Brooke, a DC lobbyist for the INC, admits having supplied Cheney’s office with information pertaining to Iraq’s alleged arsenal of weapons of mass destruction and Saddam’s supposed ties to militant Islamic groups.
