Moran writes an informal memo for use by other interrogators. Moran is a legendary figure among Marines, renowned for his ability to coax information from the most reluctant or resistant Japanese captive, even during the height of battle, and often using his knowledge of, and respect for, Japanese culture to his advantage. His memo will remain relatively unknown outside the Marine Corps until the summer of 2003, when it will be included in the archives of the Marine Corps Interrogator Translator Teams Association. The memo, titled “Suggestions for Japanese Interpreters Based on Work in the Field,” is remarkable for its insistence that treating prisoners with humanity and respect works far better than “harsh” interrogation methods. Author Ulrich Straus, an expert on Japanese POWs held in US captivity during World War II, will later write that Moran “was a particularly effective interrogator because he treated each prisoner as another human rather than as the enemy.” In 2005, after the Abu Ghraib scandals become media fodder, military historian Stephen Budiansky will write: “Six months before the abuses at Abu Ghraib prison broke into public view, a small and fairly obscure private association of United States Marine Corps members posted on its Web site a document on how to get enemy POWs to talk. The document described a situation very similar to the one the United States faces in the insurgencies in Iraq and Afghanistan: a fanatical and implacable enemy, intense pressure to achieve quick results, a brutal war in which the old rules no longer seem to apply.… Moran, the report’s author, noted that despite the complexities and difficulties of dealing with an enemy from such a hostile and alien culture, some American interrogators consistently managed to extract useful information from prisoners. The successful interrogators all had one thing in common in the way they approached their subjects. They were nice to them. Moran was writing in 1943, and he was describing his own, already legendary methods of interrogating Japanese prisoners of war. More than a half century later his report remains something of a cult classic for military interrogators.” [David R. Moran, 2005]
Human-to-Human Attitude - Moran writes that the best interrogators (whom he says should consider themselves “interviewers”) become “wooers” of their captives, coaxing information rather than attempting to force confessions. Most important, Moran writes, is the interrogator’s attitude towards his prisoner. “Many people, I suppose, would on first thought think ‘attitude’ had nothing to do with it; that all one needs is a knowledge of the language, then shoot out questions, and expect and demand a reply,” he writes. “Of course that is a very unthinking and naive point of view.” Just as important, Moran writes, is a sympathy and understanding of the captive’s culture. A superior or demeaning attitude breeds nothing but antagonism and resistance.
Speaking the Language of the Captive - Almost as important, Moran notes, is the interrogator’s ability to speak directly to the captive in his own language, without the need for translators. An interrogator should speak the language fluently and idiomatically, or, when that is not possible, to at least have some command over common phrases. “After all, the first and most important victory for the interviewer to try to achieve is to get into the mind and into the heart of the person being interviewed,” he writes.
Hidden System - Fellow feelings and warm sympathy towards the captive are necessary, but not the entire package. While the captive, or an outside observer, might believe that the interrogator is merely indulging in friendly chit-chat, the interrogator must have an agenda and a plan in place at all times. “[I]n the workings of your mind you must be a model of system,” Moran says. “You must know exactly what information you want, and come back to it repeatedly. Don’t let your warm human interest, your genuine interest in the prisoner, cause you to be sidetracked by him! You should be hard-boiled but not half-baked. Deep human sympathy can go with a business-like, systematic, and ruthlessly persistent approach.”
Short-Circuiting Patriotic Defensiveness - To emphasize that your side, your nation, or your culture is superior—in essence, the “conquerors” of the captive’s military or his nation—is counterproductive, Moran writes. “To emphasize that we are enemies, to emphasize that he is in the presence of his conqueror, etc., puts him psychologically in the position of being on the defensive, and that because he is talking to a most-patient enemy and conqueror he has no right and desire to tell anything,” he writes.
Breaking Recalcitrant Prisoners - Sometimes even the best interrogators come up against recalcitrant prisoners who flatly refuse, for patriotic reasons or what Moran calls “conscientious scruples,” to give any information. In these cases, Moran writes, harsh or physical techniques of intelligence extraction are counterproductive. Instead, he writes, with his Japanese captives he is often able to shame the prisoner into cooperating. Reminding the captive that he has been treated humanely, has been treated with kindness and courtesy, implies a quid pro quo—not the threat of having this treatment withdrawn if cooperation is not forthcoming, but a matter of the captive returning the interrogator’s courtesy with information. In the aftermath of World War II, Japanese officer Yukio Asano is charged by a US war crimes tribunal for torturing a US civilian. Asano had used the technique of “waterboarding” on the prisoner (see 1800 and After). The civilian was strapped to a stretcher with his feet in the air and head towards the floor, and water was poured over his face, causing him to gasp for air until he agreed to talk. Asano is convicted and sentenced to 15 years of hard labor. Other Japanese officers and soldiers are also tried and convicted of war crimes that include waterboarding US prisoners. “All of these trials elicited compelling descriptions of water torture from its victims, and resulted in severe punishment for its perpetrators,” reporter Evan Wallach will later write. In 2006, Senator Edward Kennedy (D-MA), discussing allegations of US waterboarding of terror suspects, will say in regards to the Asano case, “We punished people with 15 years of hard labor when waterboarding was used against Americans in World War II.” [Washington Post, 10/5/2006; National Public Radio, 11/3/2007]
Japanese soldier Chinsaku Yuki is tried by the US for war crimes involving, among other offenses, waterboarding Filipino civilians. One of his victims is lawyer Ramon Navarro. During the trial, Navarro recalls being waterboarded by Yuki. “When Yuki could not get anything out of me, he wanted the interpreter to place me down below,” he tells the court. “And I was told by Yuki to take off all my clothes, so what I did was to take off my clothes as ordered. I was ordered to lay on a bench and Yuki tied my feet, hands, and neck to that bench, lying with my face upward. After I was tied to the bench, Yuki placed some cloth on my face. And then with water from the faucet, they poured on me until I became unconscious. He repeated that four or five times.” Asked if he could breathe, Navarro says: “No, I could not, and so I, for a time, lost consciousness. I found my consciousness came back again and found Yuki was sitting on my stomach. And then I vomited the water from my stomach, and the consciousness came back again for me. [The water came f]rom my mouth and all openings of my face… and then Yuki would repeat the same treatment and the same procedure to me until I became unconscious again.” Navarro recalls he was tortured like this “four or five times.” He says he lied to Yuki to end the torment: “When I was not able to endure his punishment which I received, I told a lie to Yuki.… I could not really show anything to Yuki, because I was really lying just to stop the torture.” He describes the waterboarding as “[n]ot so painful, but one becomes unconscious—like drowning in the water.… Drowning. You could hardly breathe.” Yuki is sentenced to life in prison for a variety of war crimes, including his torture of Navarro. [National Public Radio, 11/3/2007]
The New York Times breaks the story of secret negotiations with Japan for the return of Okinawa to Japanese control. The story, by Times reporter Hedrick Smith, reveals details from a secret National Security Council memo that includes plans to announce the turnover as well as the plans to remove all US nuclear weapons from Okinawa. National Security Adviser Henry Kissinger orders the FBI to wiretap Smith’s telephone. [Reeves, 2001, pp. 86]
The US Foreign Intelligence Advisory Board recommended in 1970 that “economic intelligence be considered a function of national security” equal to that of other intelligence. In 1977, the NSA, CIA, and Department of Commerce forms a joint “Office of Intelligence Liaison” (later renamed the “Office of Executive Support”) specifically authorized to handle “foreign intelligence” of interest to the Commerce Department, much of it provided by the NSA. The other countries using Echelon, the NSA’s satellite surveillance program, which include Britain, Canada, Australia, and New Zealand, all operate similar programs. President Bill Clinton will extend this operation in 1993. In 1993, the European company Panavia will be specifically targeted over aircraft sales to the Middle East. In 1994, US companies will be given NSA and CIA intelligence intercepts that help them win contracts in Indonesia. Other information that will be provided by US intelligence to US and allied corporations include information about the emission standards for Japanese automobiles, 1995 trade negotiations over the US importing of Japanese luxury cars, France’s participation in the GATT trade negotiations of 1993, and the 1997 Asian-Pacific Economic Conference. The A. Q. Khan network that is attempting to build a nuclear weapon for Pakistan conducts procurement operations in Japan. The existence of the Japanese activities will be revealed in a letter from Khan to a correspondent, the Canada-based scientist A. A. Khan, dated June 13, 1978 and later obtained by Canadian authorities. Although a substantial amount of information is available about some of Khan’s operations in other countries, little is known about what he purchases in Japan. [Levy and Scott-Clark, 2007, pp. 53]
The United Nations passes Resolution 678. The resolution gives Iraq until January 15, 1991 to withdraw entirely from Kuwait (see July 25, 1990) and restore its national sovereignty. The US uses UN authority to build a “coalition” of nations to support its upcoming “Desert Storm” operation designed to repel Iraqi forces from Kuwait (see January 16, 1991 and After). 34 countries contribute personnel: Afghanistan, Argentina, Australia, Bahrain, Bangladesh, Belgium, Canada, Denmark, Egypt, France, Greece, Italy, Kuwait, Morocco, The Netherlands, New Zealand, Niger, Norway, Oman, Pakistan, Philippines, Portugal, Qatar, Republic of Korea, Saudi Arabia, Senegal, Sierra Leone, Singapore, Spain, Syria, the United Arab Emirates, the United Kingdom and the United States. West Germany and Japan do not contribute forces, but they do contribute $6.6 billion and $10 billion, respectively, to the cause. While some countries join out of a sincere belief that Iraq must not be allowed to dominate the region and control Middle Eastern oil reserves (see August 7, 1990), others are more reluctant, believing that the affair is an internal matter best resolved by other Arab countries, and some fear increased US influence in Kuwait and the region. Some of these nations are persuaded by Iraq’s belligerence towards other Arab nations as well as by US offers of economic aid and/or debt forgiveness. Paul Wolfowitz. [Source: Boston Globe]A draft of the Defense Department’s new post-Cold War strategy, the Defense Planning Guidance (DPG), causes a split among senior department officials and is criticized by the White House. The draft, prepared by defense officials Zalmay Khalilzad and Lewis “Scooter” Libby under the supervision of Undersecretary of Defense Paul Wolfowitz, says that the US must become the world’s single superpower and must take aggressive action to prevent competing nations—even allies such as Germany and Japan—from challenging US economic and military supremacy. [New York Times, 5/23/1992; Rupert and Solomon, 2005, pp. 122; Scoblic, 2008, pp. 165] The views in the document will become known informally as the “Wolfowitz Doctrine.” Neoconservative Ben Wattenberg will say that its core thesis is “to guard against the emergence of hostile regional superpowers, for example, Iraq or China.” He will add: “America is No. 1. We stand for something decent and important. That’s good for us and good for the world. That’s the way we want to keep it.” [AntiWar (.com), 8/24/2001] The document hails what it calls the “less visible” victory at the end of the Cold War, which it defines as “the integration of Germany and Japan into a US-led system of collective security and the creation of a democratic ‘zone of peace.’” It also asserts the importance of US nuclear weapons: “Our nuclear forces also provide an important deterrent hedge against the possibility of a revitalized or unforeseen global threat, while at the same time helping to deter third party use of weapons of mass destruction through the threat of retaliation.” [New York Times, 3/8/1992] The document states, “We must maintain the mechanism for deterring potential competitors from even aspiring to a larger regional or global role.” [New York Times, 3/8/1992] In 2007, author Craig Unger will write that deterring “potential competitors” from aspiring to a larger role means “punishing them before they can act.” [Unger, 2007, pp. 116]
US Not Interested in Long-Term Alliances - The document, which says the US cannot act as the world’s policeman, sees alliances among European nations such as Germany and France (see May 22, 1992) as a potential threat to US supremacy, and says that any future military alliances will be “ad hoc” affairs that will not last “beyond the crisis being confronted, and in many cases carrying only general agreement over the objectives to be accomplished.… [T]he sense that the world order is ultimately backed by the US will be an important stabilizing factor.” [New York Times, 5/23/1992] Conspicuously absent is any reference to the United Nations, what is most important is “the sense that the world order is ultimately backed by the US… the United States should be postured to act independently when collective action cannot be orchestrated” or in a crisis that demands quick response. [New York Times, 3/8/1992] Unger will write of Wolfowitz’s “ad hoc assemblies:” “Translation: in the future, the United States, if it liked, would go it alone.” [Unger, 2007, pp. 116]
Preventing the Rise of Any Global Power - “[W]e endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to generate global power. These regions include Western Europe, East Asia, the territory of the former Soviet Union and Southwest Asia.” The document advocates “a unilateral US defense guarantee” to Eastern Europe, “preferably in cooperation with other NATO states,” and foresees use of American military power to preempt or punish use of nuclear, biological or chemical weapons, “even in conflicts that otherwise do not directly engage US interests.” [Washington Post, 3/11/1992]
Containing Post-Soviet Threats - The document says that the US’s primary goal is “to prevent the re-emergence of a new rival, either on the territory of the former Soviet Union or elsewhere, that poses a threat on the order of that posed formerly by the Soviet Union.” It adds, “This is a dominant consideration underlying the new regional defense strategy and requires that we endeavor to prevent any hostile power from dominating a region whose resources would, under consolidated control, be sufficient to general global power.” In the Middle East and Southwest Asia, “our overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil.” The document also asserts that the US will act to restrain what it calls India’s “hegemonic aspirations” in South Asia [New York Times, 5/23/1992] , and warns of potential conflicts, perhaps requiring military intervention, arising in Cuba and China. “The US may be faced with the question of whether to take military steps to prevent the development or use of weapons of mass destruction,” it states, and notes that these steps may include pre-empting an impending attack with nuclear, chemical or biological weapons, “or punishing the attackers or threatening punishment of aggressors through a variety of means,” including attacks on the plants that manufacture such weapons. It advocates the construction of a new missile defense system to counter future threats from nuclear-armed nations. [New York Times, 3/8/1992]
Reflective of Cheney, Wolfowitz's Views - Senior Pentagon officials say that while the draft has not yet been approved by either Dick Cheney or Wolfowitz, both played substantial roles in its creation and endorse its views. “This is not the piano player in the whorehouse,” one official says.
Democrats Condemn Policy Proposal - Senator Robert Byrd (D-WV), an advocate of a reduction in military spending, calls the document “myopic, shallow and disappointing,” adding: “The basic thrust of the document seems to be this: We love being the sole remaining superpower in the world.” Senator Joseph Biden (D-DE) attacks what he sees as the document’s emphasis on unilateral military action, and ridicules it as “literally a Pax Americana.” Pentagon officials will dispute characterizations that the policy flatly rejects any idea of multilateral military alliances. One defense official says, “What is just dead wrong is this notion of a sole superpower dominating the rest of the world.” [New York Times, 3/8/1992; Washington Post, 3/11/1992]
Abandoned, Later Resurrected - Wolfowitz’s draft will be heavily revised and much of its language dropped in a later revision (see May 22, 1992) after being leaked to the media (see March 8, 1992). Cheney and Wolfowitz’s proposals will receive much more favorable treatment from the administration of George W. Bush (see August 21, 2001).

Dick Cheney and Colin Powell. [Source: Representational Pictures]The Defense Department issues a revised draft of its post-Cold War strategy, a “Defense Planning Guidance” (DPG) for the fiscal years 1994-1996, which abandons confrontational language from an earlier draft. The earlier draft said the US, as the world’s lone superpower, should prevent any other nation from challenging its dominance in Western Europe and East Asia (see February 18, 1992), and caused a public uproar when leaked to the press (see March 8, 1992). The revision is authorized by Defense Secretary Dick Cheney and Joint Chiefs chairman General Colin Powell, and written by the original version’s co-author, Lewis “Scooter” Libby. The revision focuses on building alliances and using collective, internationalist military actions coordinated by the United Nations as “key feature[s]” of US strategy, elements not found in the earlier draft.
Less Focus on Allies as Potential Threats - Many Pentagon officials were critical of the earlier draft’s assertion that the US should work to contain German and Japanese aspirations for regional leadership. The new draft does not see the ascension of foreign allies as a threat, though it does advocate the US retaining a leadership role in strategic deterrence and leading regional alliances; together, the two policies will deter hostile and non-democratic nations from seeking to dominate individual regions.
More Focus on Economic Stability and Security Cooperation - The draft is the first document of its kind to note that while a strong defense is important, it is also important to level off military spending and increase economic and security cooperation for greater world stability. The new proposal emphasizes the importance of increased international military cooperation, and emphasizes cooperation with Russia, Ukraine, and other nations of the former Soviet Union in order to provide “security at lower costs with lower risks for all.” It retains the right of the US to act unilaterally if necessary. Support for Israel and Taiwan are considered key to US interests in the Middle East and East Asia, and a continued heavy US military presence in Europe will continue. The DPG continues to advocate a “base force” military of 1.6 million uniformed troops, and rejects Congressional calls for a greater “peace dividend” funded by deeper military cuts. The entire document is not made public, and parts of it are classified. [New York Times, 5/23/1992]
'Sleight of Hand' - In 2008, author J. Peter Scoblic will write that Libby engaged in what he calls “a bit of rhetorical sleight of hand, making the document’s language more diplomatic while actually strengthening its substance, further emphasizing the role that military dominance would play in dissuading potential rivals.” According to Scoblic, “Those who read it closely would discover that Libby had emphasized American freedom of action, proposing that the United States act preemptively to shape ‘the future security environment’ and do so unilaterally if ‘international reaction proves sluggish or inadequate.” Cheney is so happy with the document that he asks for it to be released under his name, and tells the co-author of the original document, Zalmay Khalilzad, “You’ve discovered a new rationale for our role in the world.” [Scoblic, 2008, pp. 165-166]
North Korea launches a Taepodong-1 (TD-1) ballistic missile eastward over Japan. The second stage of the missile splashes down in Pacific waters well past Japan. Though the missile was intended to launch a satellite into Earth orbit (a task in which it failed, though the North Koreans will claim otherwise), the test flight also proves that North Korea could strike Japan and other regional neighbors with nuclear missiles if it so desires. It could also reach Hawaii and the outskirts of Alaska with a small payload, though nothing large enough to be a nuclear device. The test alarms the US, and catches the US intelligence community somewhat unawares, though US intelligence had earlier predicted that North Korea would be able to deploy some sort of ICBM. The TD-1 is a significant development over its earlier single-stage Scud C and Nodong single-stage missiles. Another area of concern is North Korea’s stated willingness to sell its missile and nuclear technology to other countries; any missile improvements it successfully develops are likely to spread to other weapons programs. [Scoblic, 2008, pp. 173; Wisconsin Project on Nuclear Arms Control, 1/12/2008] According to authors Adrian Levy and Catherine Scott-Clark, the missile’s basic design is similar to the Hatf range produced by Pakistan, which itself was based on the Chinese M-11 missile. The US Defense Intelligence Agency (DIA) therefore thinks this is further evidence of military co-operation between Pakistan and North Korea. [Levy and Scott-Clark, 2007, pp. 277, 515]

[Source: US Navy]The USS Greeneville, a fast-attack Los Angeles-class submarine, collides with the Japanese fishing training boat Ehime Maru, in the Pacific Ocean south of O’ahu, Hawai’i, sinking the vessel. Nine aboard the Ehime Maru are killed in the collision, including four high school students. [Honolulu Advertiser, 2/9/2001] The accident has political ramifications far beyond its immediate tragedy. The prime minister of Japan, Yoshiro Mori, will be forced to resign in part due to his callous response to the news. Already-fragile military relations between the US and Japan suffer further damage. And the accident is the first major foreign policy challenge for the new Bush administration. [Time, 4/15/2001] The next day Admiral Thomas Fargo, commander of the US Pacific Fleet, formally apologizes to the Japanese government and to the families of those killed in the collision. Fargo admits that the fault lay completely with the submarine, and says that the sub was surfacing after what is called an “emergency main ballast blow” when its stern collided with the fishing vessel. 16 civilians were on board, but initially the Navy fails to identify them, saying only that business leaders, lawmakers, and other notable civilians are routinely allowed on board naval vessels as part of the Navy’s community relations program. A Navy spokesman claims that the Greeneville’s mission is to support rescue operations. [Honolulu Advertiser, 2/10/2001] Secretary of State Colin Powell apologizes to the Japanese foreign minister the day afterwards; while National Security Adviser Condoleezza Rice informs President Bush about the incident shortly after it happened, Bush chooses to let the State and Defense Departments handle the apologies and other official responses. [Gannett News Service, 2/11/2001] The Navy and the National Transportation Safety Board will investigate the collision, as will interested journalists, who will find that the Greeneville was on a mission to give what amounts to a pleasure cruise to a number of influential Republican corporate donors, mostly from the Texas oil and gas industries. Investigations find that some of those civilians were actually manning the controls of the submarine when it hit the Japanese vessel. (See February 14-April, 2001.)

[Source: Honolulu Advertiser] (click image to enlarge)The Navy and the National Transportation Safety Board open investigations of the February 9 collision between the USS Greeneville, a fast-attack submarine, and a Japanese fishing vessel, the Ehime Maru, in which nine Japanese crew members were killed. Three days later, the Navy reveals that two civilians were at the steering controls of the submarine when it surfaced and struck the vessel (see February 9, 2001). [Associated Press, 2/14/2001] The Navy continues to refuse to release the names of the civilians on board, saying that all 16 wished to remain anonymous to protect their privacy. A spokesman for the Pacific Fleet says that the civilians were “corporate leaders—business leaders invited aboard to observe some of the training going on, see the hard-charging men in the sub force working as a team, defending their country and making sacrifices.” Later, press sources reveal that the two civilians at the controls were each at the helm and at the ballast controls, the two positions directly involved in the submarine’s sudden ascent. The Navy says it cannot confirm that the two civilians may or may not have caused the submarine to strike the fishing vessel or interfered with the submarine’s normal ascent, but claim that the civilians were under “close supervision.” [Honolulu Advertiser, 2/14/2001; Honolulu Advertiser, 2/14/2005] Investigators are puzzled when the Navy tells them that no sonar or video recordings of the incident exist. [Associated Press, 2/14/2001] A spokesman for the Japanese Foreign Ministry informs the US Pacific Fleet that “[i]f this was true, then the Japanese government will have to take this very seriously.” A former nuclear sub commander says that the civilians could not have affected the submarine’s course: “They’re not really doing anything,” he says of civilians aboard the submarine. “It’s like sitting him on a desk with a cup of coffee. It’s like he’s a passenger on a Greyhound bus watching the scenery fly by.” The first mate of the Ehime Maru crew disagrees: “A civilian wouldn’t know what to do” at the controls, he says. “I don’t know if the emergency surfacing was a drill or what, but it’s absolutely unforgivable if a civilian was operating it.” [Honolulu Advertiser, 2/14/2001] Five days after the accident, it will be revealed that the 16 civilians aboard were there at the invitation of retired Admiral Richard Macke, a former commander of US forces in the Western Hemisphere who was forced to retire in 1998 for making inappropriate comments about the rape of a young Okinawan girl. [Honolulu Advertiser, 2/14/2001] As the days go by, the identities of the civilians on board begin to be known. Several are involved with the USS Missouri restoration fund, to which Macke is connected. Houston oil executives John Hall and Todd Thoman were also on board; Hall identifies himself as one of the two civilians at the controls. [Honolulu Advertiser, 2/14/2001] “I was to the left in the control room, and I was asked by the captain if I would like the opportunity to pull the levers that start the procedure that’s called the blowdown,” Hall will tell the press. “I said, ‘Sure, I’d love to do that.’” He says that a crew member was “right next to me, elbow to elbow. I mean, what’s important to know here is you don’t do anything on this vessel without someone either showing you how to do it, telling you how to do it, or escorting you around.” Thoman tells reporters that the crew executed two complete periscope sweeps of the ocean surface before surfacing. As the submarine surged upward, Hall remembers, “there was a very loud noise and the entire submarine shuddered.” The same day that Hall and Thoman speak, the Navy confirms that the Greenville was 3,000 miles out of the designated submarine test and trial area; previously it had maintained that the sub was well within the 56-mile area. [Associated Press, 2/15/2001] As the investigation progresses, it becomes clear that at least one sailor was distracted by the civilians aboard, to the point where he was unable to completely plot the locations of surface vessels. It is also discovered that the submarine detected the Ehime Maru by sonar an hour before the collision. A former sub commander says, “If the guy was distracted, he should have spoken up and said these guys are bothering me and I can’t do my work.” However, he says, the sailor could have been intimidated by the presence of so many powerful civilians as well as the chief of staff for the US Pacific Fleet’s submarine force, Captain Bob Brandhuber, who was escorting the civilians. Another formerl naval commander says, “He should have yelled at the top of his lungs: Stop, shut up.” Still, the fact that the sub lost track of the fishing vessel is “inexcusable,” the former commander says. “The sensitivity of the sonar once you have it, you don’t lose it.…It was making noise the entire time. They should never have lost it, no matter the target angle of the ship, they could still hear it.” [Honolulu Advertiser, 2/22/2001] Commander Scott Waddle, the captain of the Greeneville, initially defends the presence of the civilians on board his sub, but in April 2001 says he has changed his mind: “Having them in the control room at least interfered with our concentration.” He also confirms that the only reason the Greeneville put to sea on February 9 was that Macke intended to treat his distinguished visitors to a submarine ride. “The program was set up by the Navy to win favor for the submarine service from Congressmen and other opinion leaders,” Time magazine reports, “and the Greeneville had made several such trips for visitors under Waddle’s command. Not only did the visitors crowd the control room, but because Waddle spent so much time with them over lunch, the ship also fell behind schedule, giving Waddle added impetus to move quickly through the series of maneuvers he had designed to impress them.” [Time, 4/15/2001] A month later, a Greeneville sailor will testify that the sub had been violating standard procedures for nearly four years by routinely using unqualified sonar technicians to track surface vessels. [Honolulu Advertiser, 3/17/2001] In late March, the editor of a journal published by the US Naval Institute in Annapolis will accuse the Navy of “stonewalling” the investigation, and says that the entire incident is a “public relations fiasco.” [Gannett News Service, 3/27/2001] Waddle will be allowed to retire instead of facing court martial, though he will be found guilty of dereliction of duty and held responsible for the accident. [Stars and Stripes, 10/22/2005] “I didn’t cause the accident. I gave the orders that resulted in the accident,” he will say in April 2001. “And I take full responsibility. I would give my life if it meant one of those nine lives lost could be brought back.” [Time, 4/15/2001] Only well after the incident is under investigation does further investigation find that many of the 16 civilians on board the submarine are highly placed members of the oil and energy industries, and many well connected to the Republican Party and the Bush family.

And the honorary chairman of the USS Missouri Restoration Fund, the sponsor of the entire contingent of civilians, is former president and Texas oil billionaire George H.W. Bush. It is also discovered during the investigation that the Greeneville would not have sailed that day if not for the contingent of what the Navy terms “distinguished visitors” who wanted to take a ride on a submarine. Vice-Admiral John Nathman, who will head the Navy’s board of inquiry, will say of the Greeneville’s voyage, “In my view this doesn’t fit the criteria. It doesn’t come close.…I would never get a carrier underway to support a DV (distinguished-visitor) embark. We’re going to disagree on that.” [CNN, 3/16/2001; Honolulu Star-Bulletin, 3/17/2001] An e-mail sent to the Navy’s public relations office says that the Greenville was slated to play host to “/10 or 12 high-rolling CEOs” finishing a golf tournament. Nathman will call it “Disneyland on a submarine.” [Honolulu Star-Bulletin, 3/17/2001; Associated Press, 3/22/2001] Reflecting on the accident two months later, Time Magazine will write, “The sinking of the Ehime Maru resonated around the world. It was the first major foreign policy challenge for the newly installed Bush Administration. In Japan it contributed to the fall from power of Prime Minister Yoshiro Mori, who shocked public opinion by continuing a golf game even after he heard of the accident. The Pentagon fretted about damage to the already fragile military alliance with Japan. The Japanese families of the nine dead were left in shock and grief.” [Time, 4/15/2001]

Nicky Hager. [Source: Rotorua District Council]New Zealand journalist Nicky Hager appears before a European Parliament investigative committee to testify about the US’s satellite surveillance program, Echelon (see July 11, 2001). Hager has discovered information about Echelon’s use by the New Zealand equivalent of the NSA, the Government Communication Security Bureau (GCSB). In researching Echelon’s use by the USA, Canada, Britain, Australia, and New Zealand, Hager learned of the extent of the system’s “capability to monitor the whole of governments, regional and international organizations, non-government organizations, companies and individuals throughout Europe.” Although Hager warns the committee not to focus exclusively on Echelon’s use for corporate benefits, he gives several examples of such uses in the South Pacific, including monitoring “deals to do with Japan… collecting intelligence on meat sales, which is very important for New Zealand… intelligence to do with oil prices… [and] a particularly large Japanese development project in the South Pacific where there was potential for New Zealand companies to win contracts. In other words, there were both macro-level and micro-level economic intelligence being collected.” Corporate executives routinely received such information, Hager testifies, and tells about “the fantastic amount of intelligence that was arriving, for example, monitoring international trade meetings.… From my sources, they said that whenever there was a GATT meeting or another major international meeting, there were hundreds of reports of the monitoring of the different delegations which were arriving in New Zealand and being shared between [British]/USA partners, and I have absolutely no doubt about that, because I have talked to people who saw it coming from the NSA.” [European Parliament, 4/24/2001]
National Security Adviser Condoleezza Rice tries to gather together the principals of the National Security Council (NSC), but is unable to get in touch with key officials. Rice realized the US was under terrorist attack during a staff meeting, when her assistant informed her of the second plane striking the World Trade Center (see (9:04 a.m.) September 11, 2001). She had then headed to the White House Situation Room’s operations center. [Newsweek, 12/30/2001; Bumiller, 2007, pp. xii] Here she intends to assemble the principals of the NSC for a crisis meeting. [O, the Oprah Magazine, 2/1/2002] Along with the national security adviser, the principal members of the NSC are the president, the vice president, the secretary of state, the secretary of the treasury, and the secretary of defense; additionally, the CIA director and the chairman of the Joint Chiefs of Staff are statutory advisers to the NSC. [US President, 2/13/2001; Felix, 2002, pp. 226] However, Rice remembers that Secretary of State Colin Powell is currently away in Peru (see (8:30 a.m.) September 11, 2001). [MSNBC, 9/11/2002] Treasury Secretary Paul O’Neill is away in Japan. [US Department of the Treasury, 11/29/2001; US Department of the Treasury, 1/23/2002] And Chairman of the Joint Chiefs of Staff Henry Shelton is on his way to Europe for a NATO meeting there. [CNN, 10/1/2001] Rice tries calling Defense Secretary Donald Rumsfeld, who is in his office at the Pentagon (see (Shortly After 9:03 a.m.) September 11, 2001), but cannot reach him. [Tenet, 2007, pp. 161-162] ) Also around this time, in the Secure Video Conferencing Center just off the main floor of the Situation Room, counterterrorism “tsar” Richard Clarke is trying to convene a video teleconference with other top officials (see (9:10 a.m.) September 11, 2001). The Bush administration opens brief, futile negotiations with North Korea over its nuclear program (see October 4, 2002 and January 10, 2003 and After). Chief negotiator Jim Kelly goes to Beijing to prepare for multilateral talks with North Korea, Japan, China, and South Korea. However, Kelly is crippled by specific instructions on how to deal with the North Koreans. He is not even allowed to speak with the North Korean delegates unless the other countries’ delegates are also present. During the negotiations, North Korea’s deputy foreign minister Li Gun, an experienced negotiator, says that his country now has nuclear weapons—calling them a “deterrent”—and says the weapons will not be given up unless the US drops its “hostile attitude” (see March 2003-May 2003) towards the regime. Stripping away the rhetoric, the North Koreans are offering to disarm if the US will sign a non-aggression pact. Kelly returns to Washington and announces a “bold, new proposal” from the North Koreans. But President Bush dismisses the proposal, expressing his feelings in his words to a reporter: “They’re back to the old blackmail game.” Foreign affairs journalist Fred Kaplan will later write, “This was the Bush-Cheney-Rumsfeld line: As long as the North Koreans were pursuing nuclear weapons, even to sit down with them would be ‘appeasement,’ succumbing to ‘blackmail,’ and ‘rewarding bad behavior.’” [Washington Monthly, 5/2004] Bush administration officials refuse to discuss any specifics until North Korea agrees to scrap its nuclear program. They also refuse to talk directly with the North Korean officials, instead insisting that the Chinese delegation pass along their demands. Not surprisingly, the North Koreans walk out of the meeting. [Scoblic, 2008, pp. 240-241]
The US takes part in another round of multilateral negotiations over North Korea’s nuclear weapons program (see April 2003). The US has failed to destabilize the North Korean government, and the North Koreans have been unsuccessful in luring the US into bilateral talks. Instead, both sides agree to “six-way” talks that include Japan, China, Russia, and South Korea.
Heavy Restrictions on US Negotiators - US chief negotiator Jim Kelly is finally permitted to meet one-on-one with his North Korean counterpart Li Gun—for only 20 minutes, and only in the presence of the other delegates. This time, Kelly is allowed to chat briefly with Li in a corner. Kelly is also forbidden from making any offers or even suggesting the possibility of direct negotiations. Kelly’s fellow negotiator, Charles Pritchard, will later recall that Kelly was told to start the chat with Li by saying: “This is not a negotiating session. This is not an official meeting.” Foreign affairs journalist Fred Kaplan will later write: “For the previous year-and-a-half, the State Department had favored a diplomatic solution to the Korea crisis while the Pentagon and key players in the [National Security Council] opposed it. The August meeting in Beijing was Bush’s idea of a compromise—a middle path that constituted no path at all. He let Kelly talk, but didn’t let him say anything meaningful; he went to the table but put nothing on it.” But even this level of negotiation is too much for some administration hawks. During the meetings in Beijing, Undersecretary of State John Bolton gives a speech in Washington where he calls North Korea “a hellish nightmare” and Kim Jong Il “a tyrannical dictator.” Kaplan will observe, “True enough, but not the sort of invective that senior officials generally issue on the eve of a diplomatic session.” An exasperated Pritchard resigns in protest from the administration. He will later say: “My position was the State Department’s envoy for North Korean negotiations, yet we were prohibited from having negotiations. I asked myself, ‘What am I doing in government?’” Pritchard had also learned that White House and Pentagon officials did not want him involved in the talks, dismissing him as “the Clinton guy.” (Pritchard had helped successfully negotiate earlier agreements with the North Koreans during the Clinton administration.) [Washington Monthly, 5/2004] A Chinese diplomat says, “The American policy towards DRPK [North Korea]—this is the main problem we are facing.” [Scoblic, 2008, pp. 241]
Cheney Source of Restrictions - According to Larry Wilkerson, chief of staff to Secretary of State Colin Powell, the restrictions on Kelly come directly from Vice President Cheney. “A script would be drafted for Jim, what he could say and what he could not say, with points elucidated in the margins,” Wilkerson will later explain. The process involves President Bush, Cheney, Powell, Defense Secretary Donald Rumsfeld, National Security Adviser Condoleezza Rice, and the chairman of the Joint Chiefs of Staff, General Richard Myers. On at least two occasions, Cheney rewrites the script for Kelly without consulting with the other principals, even Bush. According to Wilkerson, Cheney “put handcuffs on our negotiator, so he could say little more than ‘welcome and good-bye.’” In the words of authors Lou Dubose and Jake Bernstein, Cheney’s “negotiating position was that there would be no negotiations.” [Dubose and Bernstein, 2006, pp. 185-186]

Under pressure from the United States and European countries, the 35-member governing board of the International Atomic Energy Agency (IAEA) passes a strongly worded resolution requiring Iran to comply with a number of demands related to its nuclear program by October 31. The action is spurred in part by a recent discovery of traces of highly enriched, weapons-grade uranium at an Iranian nuclear facility. The resolution—sponsored by Australia, Canada, and Japan—states that Iran must suspend all uranium enrichment activities, submit a full declaration of all imported material for its uranium enrichment program, and grant IAEA inspectors unfettered access to all its facilities. Iran must also “promptly and unconditionally” agree to an additional protocol that would give IAEA inspections more access than currently required by the Nuclear Non-Proliferation Treaty (NPT). [International Atomic Energy Agency. Board of Governors., 9/12/2003 ; Associated Press, 9/13/2003; China Daily, 9/13/2003; Daily Telegraph, 9/13/2004] The US, which has long argued that Iran has a secret nuclear weapons program, said in a statement before the resolution was passed that it believed “the facts already established by the agency about Iran’s nuclear program would fully justify an immediate finding of non-compliance by Iran with its safeguards obligations.” A finding of non-compliance would bring the issue before the UN Security Council, which could then levy sanctions on Iran. The other members of the board disagreed with the US position, instead arguing in favor of giving Iran “a last chance.” [US Department of State, 9/12/2003; Associated Press, 9/13/2003] After the passing of the resolution, the Iranian delegation storms out in protest. Iran’s ambassador to the United Nations in Vienna, Ali Akbar Salehi, issues a veiled threat that Iran might withdraw from the NPT. “We will have no choice but to have a deep review of our existing level and extent of engagement with the agency vis-a-vis this resolution,” he says. He also states, “It is no secret that the current US administration… entertains the idea of invasion of yet another territory as they aim to re-engineer and reshape the entire Middle East region.” [Associated Press, 9/13/2003] In Washington, a US official tells Reuters, “This time we hope there’s not going to be a way to escape because this resolution is really tightening the noose on them.” If Iran is declared in non-compliance, the official adds, “Iran will forfeit its right to share nuclear technology for peaceful purposes” and Russia will not be able to provide nuclear fuel for Iran’s Bushehr nuclear plant. Vice President Dick Cheney travels to Asia to talk with US allies about dealing with North Korea’s nuclear program. Cheney reiterates the same position the US has had for years: the allies must join together in isolating North Korea and force “regime change” in that nation. The allies Cheney visits—South Korea, Japan, and China—have no interest in such a policy. They fear the possible consequences, be they a sudden onslaught of refugees, a power vacuum, or retaliatory strikes by Kim Jong Il in his last chaotic days in control of North Korea. Instead, China has opened up its own negotiations with North Korea, trying on its own to defuse the issue and calm Kim down. Meanwhile, North Korea says it has successfully solved all of the technical problems standing in the way of it producing nuclear weapons. No one knows precisely what, if any, nuclear weapons North Korea has, or what it is capable of producing (see January 10-22, 2004). [Washington Monthly, 5/2004]
The Senate passes Senate Concurrent Resolution 81 (S.Con.Res.81) calling on Iran to immediately and permanently halt all efforts to acquire nuclear fuel cycle capabilities, in particular uranium enrichment activities. It is not voted on by the House. A concurrent resolution requires approval by both chambers of Congress. [US Congress. Senate, 11/20/2003] The proposed resolution, introduced by Senators Jon Kyl (R-Az) and Dianne Feinstein (D-Ca) the year before [Office of Senator Dianne Feinstein, 10/15/2003] , reminds Iran of its obligation under the Nuclear Non-Proliferation Treaty (NPT) never to develop or acquire nuclear weapons, lists several areas of concern, and urges the European Union to take a tougher stance against the country. It also calls for Japan to halt development of Iran’s Azadegan oil field, and France and Malaysia to withdraw their agreements with Iran to develop Iran’s Liquefied Natural Gas (LNG) fields. Additionally, it orders the suspension of all investment and investment-related activities that support Iran’s energy industry. [US Congress. Senate, 11/20/2003]
India’s Ministry of External Affairs, known as South Block, produces a report on the potential legal implications of going ahead with the long-proposed $4.3 billion Iran-Pakistan-India gas-pipeline project (see 1993). The report warns that India could get slapped with sanctions by the US under the Iran and Libya Sanctions Act of 1996. South Block says activities that lead to annual investments of over $40 million and directly increase Iran’s ability to develop its oil and gas resources may trigger sanctions from the US. But South Block also notes in its report that Turkey, Britain, the Netherlands, and Japan all invested in Iran’s hydrocarbon sector after the Act went into force and did not attract sanctions. The European Union and Canada have both challenged the law and Iran has called the law “inadmissible intervention in its internal and external affairs.” [US Congress, 8/5/1996; Indian Express, 5/21/2005]
The 2005 NPT Review Conference, held once every five years to review and extend the implementation of the Nuclear Nonproliferation Treaty (see July 1, 1968), is an unusually contentious affair, and the US is at the center of the imbroglio. After the 2000 NPT Review Conference (see Late May, 2000), the US, under George W. Bush, refused to join in calls to implement the Comprehensive Test Ban Treaty (CTBT—see September 10, 1996). The US’s recalcitrance is, if anything, magnified five years later. Many representatives of the NPT signatories focus their ire upon the US, even though two signatories, Iran and North Korea, are, in author J. Peter Scoblic’s words, “violating either the spirit or the letter of the treaty” in developing their own nuclear weapons. Other nations send their foreign ministers to the conference, and in turn the US could have been expected to send Secretary of State Condoleezza Rice. (In 1995 and 2000, the US had sent, respectively, Vice President Al Gore and Secretary of State Madeleine Albright to represent the US.) Instead, the US sends State Department functionary Stephen Rademaker. Not only is Rademaker’s lesser rank a studied insult to the conference, Rademaker himself is an ardent conservative and a protege of arms control opponent John Bolton. Rademaker enters the conference prepared to use the forum to browbeat Iran and North Korea; instead, he finds himself defending the US’s intransigence regarding the CTBT. The New Agenda Coalition, made up of Brazil, Egypt, Ireland, Mexico, South Africa, Sweden, and New Zealand—all allies of the US—focuses on “the troubling development that some nuclear-weapon states are researching or even planning to develop new or significantly modify existing warheads,” a Bush administration priority (see May 1, 2001 and December 13, 2001). “These actions have the potential to create the conditions for a new nuclear arms race.” Even Japan, usually a solid US ally, says that all nuclear-armed states should take “further steps toward nuclear disarmament.” Canada, the closest of US allies both in policy and geography, is more blunt, with its representative saying, “If governments simply ignore or discard commitments whenever they prove inconvenient, we will never build an edifice of international cooperation and confidence in the security realm.” And outside the conference, former British Foreign Minister Robin Cook lambasts the US in an op-ed entitled “America’s Broken Unclear Promises Endanger Us All,” blasting the Bush administration for its belief that “obligations under the nonproliferation treaty are mandatory for other nations and voluntary for the US.” For his part, Rademaker says just before the conference, “We are not approaching this review conference from the cynical perspective of, we are going to toss a few crumbs to the rest of the world, and, by doing that, try to buy goodwill or bribe countries into agreeing to the agenda that we think they should focus on rather than some other agenda.” In 2008, Scoblic will interpret Rademaker’s statement: “In other words, the administration was not going to engage in diplomacy even if it would encourage other states to see things our way—which only meant that it was quite certain they never would.” [United Nations, 5/2005; Scoblic, 2008, pp. 277-280]
A study conducted for the US Defense Threat Reduction Agency finds that close American allies want the Bush administration to understand that “a greater US readiness to engage on nuclear disarmament issues would pay off in increased support from other third parties in pursuing US nonproliferation issues.” Many US allies, such as Canada, Japan, Mexico, South Africa, and others, are deeply unhappy with the US’s recent refusal to follow the restrictions of the Nuclear Nonproliferation Treaty (see Late May 2005). A similar study for Sandia National Laboratories, a US nuclear research facility, finds that while other nations are not any more likely to develop their own nuclear programs because of the US’s nuclear posture, the US has lost tremendous credibility in pursuing nonproliferation efforts among other states because of its perceived hypocrisy. [Source: NHK]Japaneses MP Yukihisa Fujita takes the floor of the Japanese Diet for a half-hour question and answer session with several ministers, including Prime Minister Yasuo Fukuda, during which he questions the official version of 9/11. Fujita is a member of the House of Councilors (Senate) for the Democratic Party, the main opposition party. Showing enlarged photographs of the Pentagon, he asks if Flight 77 really hit the building. He also discusses evidence of explosions at the WTC. In their answers, ministers stand by the official story. The exchange is televised live on the Japanese station NHK. There are initially no reactions in the Japanese or international press, but the controversy is later the subject of an unusually sympathetic article in the English-language Japan Times. China’s economic growth slumps to 6.8 percent in the fourth quarter of 2008, down from 9 percent in the third quarter. The decline is due to the global financial crisis, but is close to market expectations of 7 percent. The National Bureau of Statistics comments, “The international financial crisis is deepening and spreading with continuing negative impacts on the domestic economy.” This means that China’s annual economic growth is only 9 percent, the lowest level for seven years. In the previous five years annual growth had been over 10 percent, making China the third-largest economy in the world. Following the release of the figures in early 2009, many economists, especially those at Western banks, believe China will expand by no more than 5-6 percent in 2009, which would be the weakest performance since 1990. “We expect growth of 6.0 percent for 2009 as a whole, with risks still skewed to the downside,” Royal Bank of Canada says in a commentary. Others agree the economy will remain weak in the first half but think Beijing will hit its target of 8 percent growth for all of 2009 as November’s 4 trillion yuan ($585 billion) stimulus package and much easier monetary policy kick in. “The government has realized the fact that the economy is declining and regards the 8 percent target as a political task. Therefore, I think we can achieve the goal,” says Jin Yanshi, chief economist at Sinolink Securities in Shanghai. [Reuters, 1/22/2009]
According to a report published in February 2009 by the Japanese government, Japan’s economy—the world’s second largest—suffers the biggest monthly drop since records began more than half a century ago, with January marking the fourth successive month that factory output has fallen. Officials conclude that the country is in its worst recession in decades. The figures are published days after government reports that exports plunged nearly 46 percent in comparison to a year ago, reportedly suffering from a fall in foreign product demand. A preliminary report by the Ministry of Economy, Trade, and Industry predicts that output will further fall to 8.3 percent in February, but increase in March by 2.8 percent. The report concludes that a 17.3 percent production drop in transport equipment, including cars and trucks, had the largest negative impact on the overall output decline, and that electronic parts and devices was down 21.8 percent from December, followed next by general machinery and steel, with all 16 industrial areas cutting their output. According to the Japan Automobile Manufacturers’ Association, the country’s car production plunges a record 41 percent in January and vehicle productions decrease by nearly 50 percent to 576,539 vehicles produced in January 2009 compared with 976,975 in January 2008. “Fearful of losing their jobs in the global turndown, consumers no longer want to buy Japanese electronic gadgets and cars,” says Roland Buerk of BBC Tokyo. “The Japanese are shopping less and average household spending fell 5.9 percent in January compared with the same month a year ago.” Jobs are also being slashed, with unemployment rising by more than 200,000 in January 2009. “Japan was once seen as relatively immune to the global crisis because its banks were not as exposed to bad loans as those in the US and Europe,” Buerk will say. “Their reliance on foreign markets to drive its economy out of a long slump in the 1990s has left it painfully exposed.” “The recession is having an increasing impact on the real economy,” Finance Minister Kaoru Yosano will say. The US spends more than any other nation in the world on health care, but ranks only 50th among 224 nations in life expectancy, according to the 2009 CIA World Factbook. Experts say that this fact could raise serious questions in the debate over health care reform. Americans have an average life span of 78.1 years; the populations of 49 other nations live longer, on average. Japan is first in life expectancy, at 83 years; Australia, Iceland, Italy, San Marino, Switzerland, Andorra, Canada, and France round out the top 10 countries. Other countries, such as Sweden, Norway, Denmark, Singapore, Greece, Spain, and Portugal also do better than the US in life expectancy. The bottom 10 nations are, in reverse order, Sierra Leone, Afghanistan, Zimbabwe, Lesotho, Zambia, Chad, Uganda, Swaziland, Mozambique, and Guinea-Bissau, with life spans ranging from averages of 41 to 48 years. Some experts note that the US is the only developed nation to have a virtually completely privatized health care system. “What we are able to find in the industrialized world is that life expectancy will be influenced in a beneficial manner to the extent that health care expenditure is publicly financed,” says public health professor Harvey Brenner. “The higher the government expenditure on health care, the lower will be the mortality rate.” A study from the University of Chicago shows that a single-payer system—government-run health care—may be associated with higher life expectancy. The governments of such nations as Norway, Sweden, Denmark, Australia, and Canada have government-run health care, and their citizens have some of the longest life spans in the world. The author of the study, Bianca Frogner, writes: “Inevitably the conversation about reforming our health care system focuses on the question of what are we getting for our money and how are others doing with their health care dollars. Life expectancy, along with mortality and morbidity rates, are fairly straightforward numbers to rely on.” Other comparisons show that Scandinavian and other European countries have lower birth mortality numbers than the US, though babies born with abnormally low birth weights tend to fare better in the US system than in the Scandinavian systems. The jobless rate in Britain climbs to its highest level since 1995, according to the Office of National Statistics in London. The number of people out of work hits 2.47 million, while unemployment claims rise to 1.61 million for the month of July. Data recently released by the statistics office indicate that unemployment through July rose to 7.9 percent, the most since 1996, compared to the European Union’s latest figure of 9.5 percent, 9.7 percent in the US, and 5.7 percent in Japan. Bank of England Governor Mervyn King says that even after the economy stops shrinking, households will continue feeling the recession’s pain, since “unemployment is either going to continue rising or remain high.” As much as £175 billion ($288 billion) is being printed to aid economic growth and avoid deflation. “If anything, the UK economy is only just emerging from recession, and this is a lagging indicator,” says economist Philip Shaw of London’s Investec Securities. “We’re looking at unemployment peaking towards the middle of next year. Things are likely to improve at a slow rate, but it’s likely to remain uncomfortable for a long time.” Employment minister Jim Knight tells BBC News: “Unemployment still remains a real problem for families up and down the country. We’ve got to keep the support going and not be tempted to celebrate the recovery.” In speaking on the recovery, Prime Minister Gordon Brown—up for re-election in 2010—says the economic rebound “is still fragile” and stimulus programs that boost the economy should be maintained. “There are no signs of recovery here,” Trades Union Congress General Secretary Brendan Barber says. “It might look rosier in city dealing rooms but, out in the real world, unemployment is the number one issue.” [Bloomberg, 9/16/2009]
Group of 8 (G-8) leaders from across the globe release a statement from their meeting in L’Aquila, Italy, saying that economic recovery from the worst recession since World War II is too frail for them to consider repealing efforts to infuse money into the economy. US President Barack Obama, British Prime Minister Gordon Brown, European Commission President Jose Barroso, German Chancellor Angela Merkel, Canadian Prime Minister Stephen Harper, French President Nicolas Sarkozy, Japanese Prime Minister Taro Aso, Italian Prime Minister Silvio Berlusconi, and Russian President Dmitriy Medvedev assembled for the annual gathering where Obama pressed to maintain an open door for additional stimulus actions. A new drop in stocks generated global concern that, to date, the $2 trillion already sunk into economies had not provided the economic bump that would bring consumers and businesses back to life. “The G-8 needed to sound a second wakeup call for the world economy,” Brown told reporters after the gathering’s opening sessions. “There are warning signals about the world economy that we cannot ignore.” A G-8 statement embraces options ranging from a second US stimulus package—advocated by some lawmakers and economists—to an emphasis by Germany on shifting the focus to deficit reduction.
What Next? - Disagreements over what to do next, as well as calls from developing nations to do more to counteract the slump, emphasize that the Group of 8 has little if any room to maneuver, since the largest borrowing binge in 60 years has, so far, failed to stop rising unemployment and has left investors doubting the potency of the recovery. Even as G-8 leaders held their first meeting, the Morgan Stanley Capital International (MSCI) World Index of stocks continued a five-day slide, and the 23-nation index had dropped 8 percent since its three-month rally that ended on June 2. The International Monetary Fund (IMF) upgraded its 2010 growth forecast, saying the rebound would be “sluggish,” and urged governments to stay the course with economic stimuli. The IMF also said that emerging countries such as China would lead the way, with an expansion of 4.7 percent in 2010, up from their April prediction of 4 percent. “It’s a very volatile situation,” said European Commission President Barroso in a Bloomberg Television interview from L’Aquila. “We are not yet out of the crisis, but it seems now that the free fall is over.”
Exit Strategems Discussion - “Exit strategies will vary from country to country depending on domestic economic conditions and public finances,” the leaders conclude, but deputy US National Security Adviser Mike Froman tells reporters, “There is still uncertainty and risk in the system.” Froman says that although exit strategies should be drawn up, it’s not “time to put them into place.” The IMF forecasts that, in 2014, the debt of advanced economies will explode to at least 114 percent of US gross domestic product because of bank bailouts and recession-battling measures. German Chancellor Merkel, campaigning for re-election in September and the leading opponent of additional stimulus, warned against burgeoning budget deficits, which the IMF has predicted will rise to an average of 6 percent of the EU’s 2009 gross domestic product, from 2.3 percent in 2008. At last month’s European Union summit, Merkel pushed through a statement that called for “a reliable and credible exit strategy,” and insisted, “We have to get back on course with a sustainable budget, but with the emphasis on when the crisis is over.” [G8 Summit 2009, 7/2/2009; Bloomberg, 7/9/2009]

Assistant Secretary of State Kurt Campbell, top US diplomat for East Asia, says the Obama administration believes that policy continuity is critical in preserving ties with Japan’s new government, which desires more equitable relations with the US. According to Campbell, both countries have agreed to close and replace Okinawa’s Kadena Air Base, the hub of airpower in the Pacific. The two countries have agreed to relocate Kadena on the overpopulated southern Japanese island of Okinawa, but Okinawa citizens would like the base completely removed from their homeland. The removal of Kadena Air Base is also supported by government members of brand new Japanese Prime Minister Yukio Hatoyama. Hatoyama’s Democratic Party has expressed a desire to review US military presence in Japan, although the prime minister has carefully emphasized that the US, Japan’s major military ally and trading partner, shall remain the keystone of Japan’s foreign policy. Just recently, Campbell returned from Tokyo where he met with the new government. “The Obama administration will be very clear about how important it is to respect each other as equals, although we support a strong and independent Japanese foreign policy. As an alliance partner and a strong friend of Japan, at this early stage, we cannot be in a position to dictate,” he said, adding that, “In private, we will, however, underscore areas where we think continuity in policy is important.” The new Japanese government also would like to end its country’s Indian Ocean naval refueling operation in support of US and coalition forces in Afghanistan, although the US says it would like Japan to continue cooperating. The tasks before the forthcoming Group of 20 (G-20) summit to be hosted by President Barack Obama in Pittsburgh, Pennsylvania, are rolled out in the media. The number one agenda item for global leaders will be restraining financial institutions’ compensation and forcing them to clean their balance sheets to avert a duplicate of the near-meltdown of global financial systems. They will also attempt to find new methods for controlling over-the-counter derivatives markets, which are said to have augmented the global crash. The leaders are also scheduled to “increase oversight of hedge funds, credit rating agencies, and debt securitization.” Most leaders agree that it is essential to find a resolution for the huge financial imbalances in trade, savings, and consumption, all of which played a role in the global financial crisis, and ultimately may leave global economies vulnerable to future financial shocks. Christine Lagarde, the French Finance Minister, says that signs of economic recovery should not act as an excuse to avoid economic reforms. Officials of France and Germany are recommending stringent financial sector regulations, which incorporate limits on executive pay. The mandate of the G-20 is to “promote open and constructive discussion between industrial and emerging-market countries on key issues related to global economic stability.” The G-20 is comprised of finance ministers and central bank governors from 19 countries: Argentina, Australia, Brazil, Canada, China, France, Germany, India, Indonesia, Italy, Japan, Mexico, Russia, Saudi Arabia, South Africa, South Korea, Turkey, the United Kingdom, the United States, and the European Union, which is represented by the rotating council presidency and the European Central Bank. In his first speech to the General Assembly at United Nations headquarters, President Obama says all nations bear responsibility for addressing the global problems of nuclear proliferation, war, climate change, and economic crises. “We must build new coalitions that bridge old divides,” Obama says. “All nations have rights and responsibilities—that’s the bargain that makes [the UN] work.” Obama acknowledges that high expectations accompanying his presidency are “not about me,” adding that when he took office at the beginning of the year: “Many around the world had come to view America with skepticism and mistrust. No world order which elevates one nation above others can succeed in tackling the world’s problems. Those who used to chastise America for acting alone in the world cannot now stand by and wait for America to solve the world’s problems alone.” Obama devotes a considerable portion of his speech to discussing the challenges inherent in finding a peaceful solution to settlements in the Middle East. He calls for the resumption of Israel-Palestine negotiations “without preconditions,” and also uses his speech to indicate that the US has returned to the global arena as a team player.
Warm but Restrained Reception - Although warmly received, applause appears slightly restrained, perhaps an indication that expectations for the Obama presidency are becoming more realistic, given the global problems with which most nations now struggle. UN Secretary General Ban Ki-moon opens the 64th Session’s proceedings by saying, “Now is the time to put ‘united’ back into the United Nations.”
Followed by Libyan Leader - Libya’s President Mu’ammar al-Qadhafi follows Obama and speaks for over an hour, vehemently criticizing the UN’s power structure as uneven, archaic, and unjust. From a copy of the preamble to the UN Charter, al-Qadhafi reads: “It says nations are equal whether they are small or big—are we equal in the permanent seats? No, we are not equal. Do we have the rights of the veto? All nations should have an equal footing. For those who have a permanent seat, this is political feudalism. It shouldn’t be called the Security Council; it should be called the Terror Council.” Despite reigning in Libya for over 40 years, this is al-Qadhafi’s first UN General Assembly speech.
