Bush presidential campaign appears, running on televisions around the country between September 21 and October 4, 1988. Called “Weekend Pass,” it depicts convicted murderer William “Willie” Horton, who was granted 10 separate furloughs from prison, and used the time from his last furlough to kidnap and rape a young woman. The advertisement and subsequent media barrage falsely accuses Democratic presidential candidate Michael Dukakis, the governor of Massachusetts, of creating the “furlough program” that led to Horton’s release, and paints Dukakis as “soft on crime.” It will come to be known as one of the most overly racist political advertisements in the history of modern US presidential politics.
Ad Content - The ad begins by comparing the positions of the two candidates on crime. It notes that Bush supports the death penalty for convicted murderers, whereas Dukakis does not. The ad’s voiceover narrator then states, “Dukakis not only opposes the death penalty, he allowed first-degree murderers to have weekend passes from prison,” with the accompanying text “Opposes Death Penalty, Allowed Murderers to Have Weekend Passes” superimposed on a photograph of Dukakis. The narrator then says, “One was Willie Horton, who murdered a boy in a robbery, stabbing him 19 times,” accompanied by a mug shot of Horton. The voiceover continues: “Despite a life sentence, Horton received 10 weekend passes from prison. Horton fled, kidnapped a young couple, stabbing the man and repeatedly raping his girlfriend.” At this point, the ad shows another picture of Horton being arrested while the accompanying text reads, “Kidnapping, Stabbing, Raping.” The ad’s narration concludes: “Weekend prison passes. 'Soft on Crime' - The ad is a reflection of the measures the Bush campaign is willing to undertake to defeat the apparently strong Dukakis candidacy. Dukakis is a popular Democratic governor and widely credited with what pundits call the “Massachusetts Miracle,” reversing the downward economic spiral in his state without resorting to hefty tax increases. At the time of the ad, Dukakis enjoys a 17-point lead over Bush in the polls. Bush campaign strategists, led by campaign manager Lee Atwater, have learned from focus groups that conservative Democratic voters, which some call “Reagan Democrats,” are not solid in their support of Dukakis, and are swayed by reports that he vetoed legislation requiring teachers to say the Pledge of Allegiance at the beginning of the school day. They also react negatively when they learn that during Dukakis’s tenure as governor, Horton had been furloughed and subsequently raped a white woman. Atwater and the Bush campaign decide that Dukakis can successfully be attacked as a “liberal” who is “not patriotic” and is “soft on crime.” Atwater, who has a strong record of appealing to racism in key voting groups (see 1981), tells Republican Party officials, “By the time this election is over, Willie Horton will be a household name.” Although Dukakis had vetoed a bill mandating the death penalty for first-degree murder in Massachusetts, he did not institute the furlough program; that was signed into law by Republican governor Francis Sargent in 1972. The ads and the accompanying media blitz successfully avoid telling voters that Sargent, not Dukakis, instituted the furlough program. [Regardie's Magazine, 10/1/1990; Inside Politics (.org), 1999]
Running the Horton Ad - The ad is sponsored by an ostensibly “independent” political organization, the conservative National Security Political Action Committee (NSPAC), headed by former Chairman of the Joint Chief of Staff Thomas Moorer. NSPAC’s daughter organization “Americans for Bush” actually put together the ad, created by marketer Larry McCarthy in close conjunction with Atwater and other Bush campaign aides; Atwater determined months before that the Horton ad should not come directly from the Bush campaign, but from an “independent” group supporting Bush, thus giving the Bush campaign the opportunity to distance itself from the ad, and even criticize it, should voters react negatively towards its message (see June-September 1988). The first version of the ad does not use the menacing mug shot of Horton, which McCarthy later says depicts “every suburban mother’s greatest fear.” McCarthy and Atwater feared that the networks would refuse to run the ad if it appeared controversial. However, the network censors do not object, so McCarthy quickly substitutes a second version of the ad featuring the mug shot. When Democrats and progressive critics of the Bush campaign complain that Bush is running a racist ad, Bush media adviser Roger Ailes says that neither he nor the campaign have any control over what outside groups like “Americans for Bush” put on the airwaves. InsidePolitics will later write, “This gave the Bush camp plausible deniability that helped its candidate avoid public condemnation for racist campaigning.”
Accompanying Newspaper Reports, Bush Campaign Ads - The ad airs for the first time on September 21. On September 22, newspapers around the nation begin publishing articles telling the story of Angie and Clifford Barnes, victimized by Horton while on furlouogh. On October 5, the Bush campaign releases a “sister” television ad, called “Revolving Door.” Scripted by Ailes, the commercial does not mention Horton nor does it show the now-infamous mug shot, but emphasizes the contention that Dukakis is “soft on crime” and has what it calls a “lenient” furlough policy for violent convicts. The central image of the ad is a stream of African-American inmates moving slowly in and out of a revolving gate. The voiceover says that Dukakis had vetoed the death penalty and given furloughs to “first-degree murderers not eligible for parole. While out, many committed other crimes like kidnapping and rape.” At the same time, Clifford Barnes and the sister of the youth murdered by Horton embark on a nationwide speaking tour funded by a pro-Bush independent group known as the Committee for the Presidency. Barnes also appears on a number of television talk shows, including those hosted by Oprah Winfrey and Geraldo Rivera. Barnes and the victim’s sister also appear in two “victim” ads, where Barnes says: “Mike Dukakis and Willie Horton changed our lives forever.… We are worried people don’t know enough about Mike Dukakis.” In 1999, InsidePolitics will write that the media gives the “Revolving Door” ad a “courteous reception,” and focuses more on the two ads’ impact on the election, and the Dukakis campaign’s lack of response, instead of discussing the issues of race and crime as portrayed by the ads. It is not until October 24, less than two weeks before the election, that anyone in the mainstream media airs footage of critics questioning whether the ads are racially inflammatory, but these appearances are few and far between, and are always balanced with appearances by Bush supporters praising the campaign’s media strategy. Denials - Bush and his vice presidential candidate Dan Quayle will deny that the ads are racist, and will accuse Democrats of trying to use racism to stir up controversy (see October 1988).
Failure to Respond - The Dukakis campaign will make what many political observers later characterize as a major political blunder: it refuses to answer the ads or dispute their content until almost the last days of the campaign, hoping that viewers would instead conclude that the ads are unfair without the Dukakis campaign’s involvement. The ads will be hugely successful in securing the election for Bush (see September-November 1988). [Museum of the Moving Image, 2008]

The “Willie Horton” ad campaign, a pair of ads launched by an “independent” organization on behalf of the Bush re-election campaign and by the Bush campaign itself (see June-September 1988 and September 21 - October 4, 1988), is considered an immediate success by veteran political observers, in spite of what many call its overtly racist appeal. Because the first ad, “Weekend Pass,” was the product of an ostensibly independent organization, the Bush campaign is able to keep a distance between itself and the ad. In the last weeks of the campaign, some polls show that voters blame President Bush and Democrat Michael Dukakis almost equally for the negative tone of the campaign. While the ads only ran a relatively small number of times, news networks run the ads repeatedly, often adding their own analysis while the images of the ads run in the background. According to InsidePolitics, only once does any journalist challenge the “deceptive information from Bush’s crime ads.… By amplifying Bush’s claims, news reporters gave the ads even greater legitimacy than otherwise would have appeared. News accounts quoted election experts who noted that Bush’s tactics were effective and that Dukakis’ failure to respond was disastrous. Because these assessments appeared in the high credibility framework of news broadcasts, they came across as more believable than had they been aired only as paid advertisements.” The “Weekend Pass” and “Revolving Door” ads have a palpable effect on the electorate, energizing voters who cite “law and order” as one of their major concerns for the nation, and driving many of them towards voting for Bush. Less discussed but equally powerful is the racial effect of the ads. Polls show that many white voters feel fearful because of the ads, and feel that Bush, not Dukakis, will make them safer from crime. InsidePolitics notes that the Bush campaign “had picked the perfect racial crime, that of a black felon raping a white woman.” Later research will show that many viewers saw the Horton case as more about race than crime; many subjects exposed to news broadcasts about the Horton case responded in racial terms, with studies finding that the ads “mobilized whites’ racial prejudice, not their worries about crime.” InsidePolitics will write: “Viewers became much more likely to feel negatively about blacks in general after having heard the details of the case. It was an attack strategy that worked well on several different levels for Republicans.” [Inside Politics (.org), 1999; University of Virginia, Introduction to American Politics, 11/18/2009] After the election, a New York Times voter poll will rate the “Revolving Door” ad as the single most influential ad of the campaign. The ad was particularly effective among white women, many of whom said that after watching it during the campaign, they began to view Bush as “stronger on crime” and as the candidate who would keep them “safer.” In 1999, InsidePolitics will write that voters often conflated the two ads, and it is unclear from poll responses whether they differentiated between the independently produced ad and the Bush campaign ad. InsidePolitics also notes the powerful impact of the Horton ad’s clear reference to rape. Dukakis’s campaign manager Susan Estrich will say: “The symbolism was very powerful… you can’t find a stronger metaphor, intended or not, for racial hatred in this country than a black man raping a white woman.… I talked to people afterward.… Women said they couldn’t help it, but it scared the living daylights out of them.” [Inside Politics (.org), 1999]

[Source: Publicity photo]State Department Special Envoy Ed McWilliams, stationed in Islamabad, sends a widely distributed cable to Washington warning that continued support for the Islamist militants will have disastrous consequences. This leads to a long and bitter debate between those who agree with McWilliams, and those, including CIA Station Chief Milton Bearden, who believe that the manipulation of the Islamists has been a huge success that can and should be continued and replicated elsewhere. In response to the warning, the embassy investigates McWilliams, searching for weaknesses such as alcoholism and homosexuality. [Coll, 2004, pp. 184] Additionally, the CIA “raises serious questions about his handling of classified materials.” [Coll, 2004, pp. 176-204]
The US Senate Foreign Relations Committee confirms reports that between 1984 and 1988 “Iraq repeatedly and effectively used poison gas on Iran.” [US Congress, 10/1988]
The “Willie Horton” (a.k.a. “Weekend Pass”) campaign ad, produced by an “independent” political organization on behalf of the Bush re-election campaign (see June-September 1988 and September 21 - October 4, 1988), and the Bush campaign’s accompanying ad, “Revolving Door,” draw accusations from the Democratic challenger, Michael Dukakis, that they are racist in their appeals. President Bush denies the accusations that race has anything to do with the ads, or even that racism exists. He calls the Dukakis accusations “some desperation kind of move,” and says: “There isn’t any racism. It’s absolutely ridiculous.” Dukakis is leveling these accusations, Bush says, because he “is weak on crime and defense and that’s the inescapable truth.” Bush accuses Dukakis of lying about his record, and accuses the Democrat of both racist and sexist behavior, though he gives no details or evidence. Bush’s vice-presidential candidate, Dan Quayle, agrees, and accuses the Dukakis campaign of behaving in a racist manner, saying: “It’s totally absurd and ridiculous. I think it shows just how desperate they really are, to start fanning the flames of racism in this country.” Civil rights leader Jesse Jackson has accused the Bush campaign of trying to incite racial fears through the Horton ad, and Dukakis’s vice-presidential candidate, Lloyd Bentsen, says there seems to be “a racial element” in the Bush campaign’s strategy. In contrast to Bush’s denials, Bush media adviser Roger Ailes jokes with reporters about the ads, saying that the campaign’s only question about the Horton ad was whether to portray Horton “with a knife in his hand or without it,” and accuses Dukakis’s campaign of spreading racism about Hispanics in its own ads. Bush states that he is “fully behind” both the “Weekend Pass” and “Revolving Door” ads. [New York Times, 10/25/1988]
US Representative Lester Aspin (D-WI), chairman of the House Armed Services Committee, sends a letter to Army Secretary John Marsh criticizing the Army Inspector General’s Office for failing to keep the identity of a key whistleblower confidential and for botching an investigation into corruption within the highly secretive Continuity of Government (COG) program (see Summer 1987). The House Armed Services Committee is currently investigating the case of Army intelligence officer Tom Golden, who was retaliated against after revealing to Army investigators several instances of waste, fraud, and abuse within the COG unit stationed at Fort Hauchuca, Arizona (see July 1987 and After July 1987). Aspin expresses “concern about the objectivity and competence of the investigation,” noting that “confidentiality was breached almost immediately by the head of the inspector general inspection team,” referring to Colonel Ned Bacheldor, formally the chief of the inspector general’s intelligence oversight division, who spoke with Golden personally and later leaked his identity to the very officers Golden had implicated. Bacheldor left the inspector general’s office midway through the investigation of Golden’s case to join the COG unit at Fort Hauchuca. Aspin’s committee will conclude that Golden is the victim of a retaliatory smear campign led in part by Bacheldor. The Army Inspector General’s Office has reached a similar conclusion (see Summer 1987), as will the Justice Department (see January-November 1990), but the effort to discredit Golden will continue (see August 1990). Retired 20-year Army intelligence veteran Fred Westerman, who now heads the security firm Systems Evaluations Incorporated (see 1985) and whose government contract was canceled after he reported abuses inside the highly secretive Continuity of Government program (see December 1987 and 1986-1987), is alerted that his recently filed lawsuit against the government (see November 1988) is being frozen because the Justice Department has opened a criminal investigation into his company for allegedly trying to defraud the government. The suit, now frozen, will later be sealed (see August 8, 1989). Westerman will eventually lose another contract, along with his security clearances (see 1990). He will end up living in debt and unable to gain any restitution from the government (see November 1991). Retired 20-year Army intelligence veteran Fred Westerman, who now heads the security firm Systems Evaluations Incorporated (see 1985) and last year reported abuses inside the highly secretive Continuity of Government (COG) program (see 1986-1987), files a lawsuit in the US Court of Claims against the Army, the Federal Emergency Management Agency (FEMA), two other unidentified federal agencies, and a private company believed to be Brogan Associates Incorporated. A government contract maintained by Systems Associates was canceled last year after Westerman reported irregularities inside the clandestine COG program (see December 1987 and November 1987). The suit states that government officials targeted Westerman for surveillance and wiretaps shortly after he reported abuses inside the COG program. The lawsuit also alleges that FEMA burglarized his corporate offices (see Late 1987) and officials from the Army, FEMA, and Brogan Associates came to Systems Evaluations demanding corporate files shortly prior to the break-in (see November 1987). The lawsuit also alleges Westerman’s company is still owed half a million dollars in expenses. The suit will be frozen due to an investigation of Westerman’s business (see November 1988) and sealed by a US district judge shortly after an in-depth story on the COG program referring to Westerman’s case is published in a major magazine (see August 8, 1989). In 1990, Westerman will lose another contract, along with his security clearances (see 1990). By November 1991, he will be unemployable, several hundred thousand dollars in debt, and unable to gain any restitution from the government (see November 1991). The Dartmouth Review, a conservative weekly student newspaper funded by off-campus right-wing sources (see 1980), marks the 50th anniversary of Kristallnacht, a Nazi rampage through the Jewish communities of Germany in 1938, by depicting Dartmouth College president James Freedman as Adolf Hitler on its front cover. Freedman is Jewish. The article accuses him of searching for a “final solution” to the problem of conservatives at Dartmouth, a specific reference to the Holocaust. Many Dartmouth students and faculty members accuse the Review of overt anti-Semitism (see October 1982 and October 4, 1990). The Review will later apologize, not to Freedman, but to those who might have been offended. [Boston Globe, 10/5/1990; Dartmouth Free Press, 9/20/2006]
President Ronald Reagan signs a directive that details the US government’s plan for dealing with national emergencies, including a nuclear attack against the country. Executive Order 12656, “Assignment of Emergency Preparedness Responsibilities,” sets out the specific responsibilities of federal departments and agencies in national security emergencies. [US President, 11/18/1988] It deals with the nation’s Continuity of Government (COG) plan, which would ensure the federal government continued to function should such an emergency occur. [Washington Post, 3/1/2002; Atlantic Monthly, 3/2004] The order states, “The policy of the United States is to have sufficient capabilities at all levels of government to meet essential defense and civilian needs during any national security emergency.” It defines a “national security emergency” as “any occurrence, including natural disaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States.” The order directs the head of every federal department and agency to “ensure the continuity of essential functions” during such an emergency by, among other things, “providing for succession to office and emergency delegation of authority.” According to Executive Order 12656, the National Security Council is “the principal forum for consideration of national security emergency preparedness policy,” and the director of the Federal Emergency Management Agency (FEMA) is to “assist in the implementation of national security emergency preparedness policy by coordinating with the other federal departments and agencies and with State and local governments.” [US President, 11/18/1988] The COG plan this directive deals with will be activated for the first time on 9/11, in response to the terrorist attacks that day (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). [Washington Post, 3/1/2002; ABC News, 4/25/2004] Author Peter Dale Scott will later comment that, by applying the COG plan to “any national security emergency,” Executive Order 12656 means that the attacks of 9/11 will meet the requirements for the plan to be put into action. [Scott, 2007, pp. 185-186] In fact, a presidential directive in 1998 will update the COG plan specifically to deal with the threat posed by terrorists (see Early 1998 and October 21, 1998). President Ronald Reagan signs Executive Order 12656, assigning a wide range of emergency responsibilities to a number of executive departments. The order calls for establishing emergency procedures that go far beyond the nation’s standard disaster relief plans. It offers a rare glimpse of the government’s plans for maintaining “continuity of government” in times of extreme national emergency. The order declares the national security of the country to be “dependent upon our ability to assure continuity of government, at every level, in any national security emergency situation,” which is defined as “any occurrence, including natural disaster, military attack, technological emergency, or other emergency, that seriously degrades or seriously threatens the national security of the United States.” The order instructs department leaders to establish various protocols for crisis situations, including rules for delegating authorities to emergency officials, establishing emergency operating facilities, protecting and allocating the nation’s essential resources, and managing terrorist attacks and civil disturbances. The plans are to be coordinated and managed by the National Security Council and the Federal Emergency Management Agency (FEMA). The presidential order suggests certain laws may have to be altered or expanded to carry out the plans. Although it encourages federal agencies to base the emergency protocols on “existing authorities, organizations, resources, and systems,” it also calls on government leaders to identify “areas where additional legal authorities may be needed to assist management and, consistent with applicable executive orders, take appropriate measures toward acquiring those authorities.” According to the executive order, the plans “will be designed and developed to provide maximum flexibility to the president.” Executive Order 12656 gives specific instructions to numerous federal departments:
The Department of Justice is ordered to coordinate emergency “domestic law enforcement activities” and plan for situations “beyond the capabilities of state and local agencies.” The Justice Department is to establish plans for responding to “civil disturbances” and “terrorism incidents” within the US that “may result in a national security emergency or that occur during such an emergency.” The attorney general is to establish emergency “plans and procedures for the custody and protection of prisoners and the use of Federal penal and correctional institutions and resources.” The Department of Justice is also instructed to develop “national security emergency plans for regulation of immigration, regulation of nationals of enemy countries, and plans to implement laws for the control of persons entering or leaving the United States.” The attorney general is additionally instructed to assist the “heads of federal departments and agencies, state and local governments, and the private sector in the development of plans to physically protect essential resources and facilities.”
The Department of Defense, acting through the Army, is to develop “overall plans for the management, control, and allocation of all usable waters from all sources within the jurisdiction of the United States.” The secretary of defense is to arrange, “through agreements with the heads of other federal departments and agencies, for the transfer of certain federal resources to the jurisdiction and/or operational control of the Department of Defense in national security emergencies.” The secretary of defense is also instructed to work with industry, government, and the private sector, to ensure “reliable capabilities for the rapid increase of defense production.”
The Department of Commerce is ordered to develop “control systems for priorities, allocation, production, and distribution of materials and other resources that will be available to support both national defense and essential civilian programs.” The secretary of commerce is instructed to cooperate with the secretary of defense to “perform industry analyses to assess capabilities of the commercial industrial base to support the national defense, and develop policy alternatives to improve the international competitiveness of specific domestic industries and their abilities to meet defense program needs.” The Commerce Department is also instructed to develop plans to “regulate and control exports and imports in national security emergencies.”
The Department of Agriculture is ordered to create plans to “provide for the continuation of agricultural production, food processing, storage, and distribution through the wholesale level in national security emergencies, and to provide for the domestic distribution of seed, feed, fertilizer, and farm equipment to agricultural producers.” The secretary of agriculture is also instructed to “assist the secretary of defense in formulating and carrying out plans for stockpiling strategic and critical agricultural materials.”
The Department of Labor is ordered to develop plans to “ensure effective use of civilian workforce resources during national security emergencies.” The Labor Department is to support “planning by the secretary of defense and the private sector for the provision of human resources to critical defense industries.” The Selective Service System is ordered to develop plans to “provide by induction, as authorized by law, personnel that would be required by the armed forces during national security emergencies.” The agency is also vaguely instructed to establish plans for “implementing an alternative service program.”
The Transportation Department is to create emergency plans to manage and control “civil transportation resources and systems, including privately owned automobiles, urban mass transit, intermodal transportation systems, the National Railroad Passenger Corporation, and the St. Lawrence Seaway Development Corporation.” The Transportation Department is also to establish plans for a “smooth transition” of the Coast Guard to the Navy during a national security emergency. The Transportation Department is additionally instructed to establish plans for “emergency management and control of the National Airspace System, including provision of war risk insurance and for transfer of the Federal Aviation Administration, in the event of war, to the Department of Defense.”
The Department of the Treasury is ordered to develop plans to “maintain stable economic conditions and a market economy during national security emergencies.” The Treasury Department is to provide for the “preservation of, and facilitate emergency operations of, public and private financial institution systems, and provide for their restoration during or after national security emergencies.”
The Department of Energy is to identify “energy facilities essential to the mobilization, deployment, and sustainment of resources to support the national security and national welfare, and develop energy supply and demand strategies to ensure continued provision of minimum essential services in national security emergencies.”
The Department of Health and Human Services is instructed to develop programs to “reduce or eliminate adverse health and mental health effects produced by hazardous agents (biological, chemical, or radiological), and, in coordination with appropriate federal agencies, develop programs to minimize property and environmental damage associated with national security emergencies.” The health secretary is also to assist state and local governments in the “provision of emergency human services, including lodging, feeding, clothing, registration and inquiry, social services, family reunification, and mortuary services and interment.” [US President, 11/18/1988]

Dow Chemical sells $1.5 million of pesticides to Iraq. An Export-Import Bank official says in a memorandum that he can find “no reason” to prevent the sale. Pesticide components can be used to make chemical weapons. [Washington Post, 12/30/2002]
James Nichols, a Michigan farmer, anti-government white separatist, and the brother of Terry Nichols (see March 24, 1988 - Late 1990), formulates a plan to use a “megabomb” to destroy an Oklahoma City federal building; an unnamed FBI informant will later tell the FBI that James Nichols specifically indicates the Murrah Federal Building. Nichols, who says he is upset over the US’s “role” in the terrorist bombing of Pan Am Flight 103, shares the plan with the informant, who will swear to the information in 1995, after James’s brother Terry Nichols is arrested for helping destroy the Murrah Building (see 8:35 a.m. - 9:02 a.m. April 19, 1995). “[James] Nichols… made a specific reference to a federal building in Oklahoma City and began looking through the toolshed and workbench for a newspaper clipping depicting the Oklahoma City building,” the informant will say, according to an FBI affidavit. Nichols is unable to find the newspaper clipping, the informant will say, and instead draws a diagram remarkably similar to the Murrah Building. Nichols “later located a newspaper article containing a reference to the Federal Building in Oklahoma City and showed it” to the informer, the affidavit says. The informer is a regular visitor to the Nichols farm. [New York Times, 6/13/1995; Nicole Nichols, 2003] James Nichols routinely stamps US currency with red ink in a protest against the government, and calls his neighbors “sheeple” for obeying authority “like livestock.” A neighbor, Dan Stomber, will recall Nichols criticizing him and others for using drivers’ licences and Social Security cards, and for voting and paying taxes. “He said we were all puppets and sheeple,” Stomber will tell a reporter. “That was the first time I ever heard that word.” Stomber will not recall Nichols discussing any plans to bomb any federal buildings. [New York Times, 4/24/1995] After the Oklahoma City bombing, a friend of Nichols, an Indiana seed dealer named Dave Shafer, will tell authorities that Nichols showed him a diagram of a building remarkably similar to the Murrah Building, still under construction at the time, and said that building would be an excellent target. Shafer will say that he thought Nichols was joking. [Serrano, 1998, pp. 110] It is possible that Shafer and the unnamed FBI informant are the same person. Five years ago, a group of white supremacists had conceived of a plan to destroy the Murrah Building (see 1983).

[Source: nndb(.com)]Following the bombing of Pan Am flight 103 over Lockerbie, Scotland, the CIA is apparently worried that an investigation of the attack, which may have been conducted or assisted by Iran or one of its surrogates, will uncover dealings between the US and Iran. Journalists Joe and Susan Trento will comment: “To avoid criticism that the United States was doing business with terrorists should the secret negotiations with Iran [Iran-Contra, etc.] be exposed, the CIA participated in a bizarre campaign to divert blame for terrorist acts from Iran and Iran’s surrogate, Hezbollah, to Libya. If there was a comprehensive investigation into the Pan Am 103 tragedy, everything might be exposed. The major behind-the-scenes player in all this activity was the former number two man in covert operations at the CIA, Theodore G. Shackley.” [Trento and Trento, 2006, pp. 67]
Holy Land Foundation logo. [Source: Holy Land Foundation]The Holy Land Foundation charity is established in the US, two years after Hamas was founded in the Middle East. From the very beginning, there are signs that Holy Land is supports illegal violent acts committed by Hamas. For instance, In 1990, Haitham Maghawri will apply for asylum in the US. He will tell the INS that he had been arrested several times in Lebanon, once for placing a car bomb. He will be denied asylum, but will gain permanent residence by marrying a US citizen. He then will become executive director of Holy Land. Additionally, government documents, corporate records, and Arabic-language articles show clear connections between Hamas, Holy Land, and a closely related group, the Islamic Association for Palestine (IAP). For instance, in the late 1980s, Mousa Abu Marzouk, a known political leader of Hamas living in the US, is the chairman of IAP’s advisory committee and donates hundreds of thousands of dollars to the IAP. The IAP publicly recommends Muslims should donate money to Holy Land to support Hamas in the Palestinian intifada (uprising) against Israel. According to international law, violent acts against Israeli military targets are not illegal, but such acts against civilian targets are, and Hamas freely acknowledges that it does both. As a result, financial support in the US for Hamas is controversial and often done in secret. Hamas will not be officially declared a terrorist group until 1995, and after this all US financing support for Hamas will be done in secret (see January 1995). The US learns that the Iraqi research center, Saad 16, is involved in the development of chemical and nuclear weapons. Three years earlier it had been discovered that the facility was developing ballistic missiles (see November 1986). The Commerce Department will continue to ship advanced technology products to the center. [US Congress, 7/2/1991]
In the controversial film The Maltese Double Cross—Lockerbie by Allan Francovich, DEA agent Steve Donahue says that in 1989 a man named Mustafa Jafar provides him with information about a possible attack on the World Trade Center. After describing information that Jafar had given him about a possible drugs shipment being carried on Pan Am 103, which was downed over Lockerbie, Donahue says: “In the course of many calls and in direct contact with the FBI and a number of other people, the State Department, and every normal channel and authority, it became quite clear that [Jafar] had significant information, and in fact had predictive information, in terms of the attacks on the World Trade Center, which was one of several attacks which he said were staged, were going to be staged, at that time. This was well in advance of those attacks.” The World Trade Center will be bombed in 1993 (see February 26, 1993). Francovich’s film about Lockerbie is controversial because it blames Iran, Syria, Hezbollah, and their contacts with the US for the bombing, rather than Libya. [Allan Francovich, 1994]
Ramzi Yousef. [Source: Associated Press]Al-Qaeda bomber Ramzi Yousef is said to be recruited by the CIA, though details are not known. Author Richard Labeviere reported without elaboration in a 1999 book, “A classified FBI file indicates that [Yousef] was recruited by the local branch of the CIA.” [Labeviere, 1999, pp. 220-221] In 1995, Newsday will report, “FBI officials also are considering a probe of whether the CIA had any relationship with Yousef, who fought with the CIA-financed mujaheddin in Afghanistan in the 1980s.” [Newsday, 4/16/1995] But there appears to be no further reporting on whether such a probe was conducted. Yousef is believed to have masterminded a series of bombings in the early 1990s, including the 1993 World Trade Center bombing and the planned Bojinka attack, before being captured in 1995 (see February 7, 1995). If Yousef was recruited by the CIA, it may have been in the late 1980s when the CIA recruited and trained thousands of people around the world to fight in Afghanistan (see 1986-1992). In the late 1980s, Yousef was studying engineering at a Wales college, but he’d also joined the Muslim Brotherhood while there. During a break from school in 1988, he went to one of bin Laden’s training camps in Afghanistan and spent several months honing his bomb-making skills. [Miller, Stone, and Mitchell, 2002, pp. 78]
Representative Dick Cheney (R-WY) publishes an essay for the neoconservative American Enterprise Institute (AEI), apparently written either by his Iran-Contra commission colleague Michael Malbin or by Cheney and Malbin together, but printed under Cheney’s name. The essay is titled “Congressional Overreaching in Foreign Policy,” and covers what he terms “congressional aggrandizement” of presidential powers.
Congress Has No Place in Determining, Implementing US Foreign Policy - Cheney’s essay bluntly states his belief that Congress has no business interfering in the president’s power to determine and implement the nation’s foreign policy; in general, the essay indicates Cheney’s disdain for the legislative branch of which he has been a member. He writes, in part: “Broadly speaking, the Congress was intended to be a collective, deliberative body. When working at its best, it would slow down decisions, improve their substantive content, subject them to compromise, and help build a consensus behind general rules before they were to be applied to the citizenry. The presidency, in contrast, was designed as a one-person office to ensure that it would be ready for action. Its major characteristics… were to be ‘decision, activity, secrecy, and dispatch.‘… [T]he legislative branch is ill equipped to handle many of the foreign policy tasks it has been taking upon itself lately.” He writes that while Congress may take upon itself powers to launch military actions or respond to an attack, it is by nature so slow and deliberative, and its members so focused on getting reelected, that it cannot adequately wield those powers: “[T]he real world effect often turns out… not to be a transfer of power from the president to Congress, but a denial of power to the government as a whole.” The only power Congress should have in involving itself in foreign policy, Cheney argues, is whether or not to fund presidential initiatives. “[T]he nation should not be paralyzed by Congress’s indecision,” he writes. Cheney Selected as Secretary of Defense - Shortly after the essay is published, President George H.W. Bush names Cheney as his secretary of defense. Cheney was scheduled to give a talk based on the essay at AEI, but cancels it and goes to Washington to begin preparing for confirmation hearings in the Senate. Reporter Charlie Savage will note that the essay may have caused Cheney some difficulties in his confirmation hearings had it had a larger audience. [Savage, 2007, pp. 61]
Former White House Counsel: Cheney's Proposals Unconstitutional, Unwise - In 2007, former Nixon White House counsel John Dean will write of the essay: “Cheney seems to be oblivious to the fact that the type of government he advocates is not, in fact, the government our Constitution provides.… His argument also assumes that a more agile, energetic, and fast-acting chief executive is the better system, but history does not support that contention. Presidential leadership has consistently shown itself less wise and less prudent than the slower but more deliberative nature of the system that we have. It was Congress that forced presidents out of no-win wars like Vietnam. The reason the nation’s Founders empowered Congress was because they wisely realized that a president—like heads of governments throughout history—was prone to fighting wars for his own glory, without seeming able to easily bring those wars to an end.” [Dean, 2007, pp. 88-89]
President George H. W. Bush places Vice President Dan Quayle in charge of the “Council on Competitiveness,” whose job is to review proposed agency regulations that arrive at the White House (see January 1985). Quayle’s council bottles up rules that industry opposes, and sometimes blocks them entirely by claiming that they post an excessive burden on businesses. [Savage, 2007, pp. 305]
Khalil Deek. [Source: Ali Jarekji / Reuters]In 2007, the New Yorker magazine will note, “American intelligence officials had been investigating [Khalil] Deek and [Abu] Zubaida’s activities since at least the late eighties,” but it will not explain why. Deek is a Palestinian and naturalized US citizen living in California for most of the 1990s who will later reportedly mastermind several al-Qaeda bomb plots. [New Yorker, 1/22/2007] Abu Zubaida, the nom de guerre of Saudi-born Palestinian Zayn al-Abidin Muhammed Hussein (also spelled Zein al-Abideen Muhammad Hassan) [Washington Post, 4/22/2009] , joins the Palestinian uprising in 1987, when he is only sixteen years old. He then goes to Afghanistan, presumably joins with bin Laden, and fights there before the war ends in 1989. [Suskind, 2006, pp. 95] Between 1988 and 1996, Deek is apparently involved with the Islamic Association for Palestine (IAP), a US-based charity which the US government will later call a “front group” for the Palestinian militant group Hamas. The IAP is closely tied to the Holy Land Foundation, established near Dallas, Texas, in 1989 (see 1989), and it appears the foundation was investigated from very early on. Deek is living in Dallas that year. [Orange County Weekly, 5/31/2001] Palestinian militant activity through organizations like the IAP may explain why these two are investigated at this time, and/or the two may have engaged in other activities. Counterterrorism expert Rita Katz will later claim that the Jordanian government “knew about Deek since the early 1990s. They had a lot of interest in him. They really considered him a major terrorist figure.” [Orange County Weekly, 6/17/2004] Deek and Zubaida will later work together on a number of operations, for instance using the honey trade to ship drugs and weapons (see May 2000), and masterminding a millennium bomb plot in Jordan. [New Yorker, 1/22/2007]
Gordon Oehler, the US national intelligence officer for weapons of mass destruction, begins to track missile deals between Pakistan and China. Pakistan needs missiles from China to use as a delivery mechanism for nuclear warheads it is producing at home. Oehler begins this work shortly after being appointed to the position. He had previously worked in the Office of the Secretary of Defense, as the superior of Richard Barlow, another US intelligence official interested in Pakistan’s nuclear weapons program (see January 1989 and After). [Levy and Scott-Clark, 2007, pp. 257] Oehler’s activities will lead to sanctions against China two years later (see June 1991).
Two Democratic organizations in Ohio file a complaint with the Federal Election Commission (FEC) in the matter of the now-infamous “Willie Horton” ads used to great effect by the Bush re-election campaign (see June-September 1988 and September 21 - October 4, 1988). The complaint alleges that the ostensibly independent political organization that created and financed the first ad, the National Security Political Action Committee (NSPAC), violated the law on independent expenditures (see May 1990 and After). The complaint uncovers numerous connections between NSPAC and the Bush campaign. However, the FEC refuses to charge the Bush campaign with campaign finance violations. [Inside Politics (.org), 1999]
The Church of the Creator (COTC—see 1973) loses its tax-exempt privilege (see 1982-1983). A review by Macon County tax officials concludes that the church’s North Carolina property does not qualify for religious tax exemptions. [Southern Poverty Law Center, 9/1999]

[Source: Robert Maass / Corbis]In the late 1980s, Osama bin Laden and his mentor Abdullah Azzam are running a charity front called Maktab al-Khidamat (MAK)/Al-Kifah in Peshawar, Pakistan, and it has an important branch in Brooklyn, New York, called the Al-Kifah Refugee Center that is sending money and recruits to fight in Afghanistan. The CIA apparently helps the Al-Kifah Brooklyn office send up to 200 people from the US to fight in Afghanistan (see 1986-1993). Many of them are US citizens. Zalmay Khalilzad, a State Department Afghan specialist who will go on to become a prominent neoconservative, will later deny knowing of any Arab-Americans fighting with the mujaheddin. But one anonymous Congressional aide will recall occasional mentions of Al-Kifah Refugee Center or its head Mustafa Shalabi by some of the most radical mujaheddin. He will say: “Among that cabal, the extreme militant fringes, Shalabi was known.… [T]hey were asking to talk to him so he could organize some particular assistance.” The Neutrality Act prevents US citizens from fighting against countries not at war with the US, but the New York Times will note, “Yet there is no sign that a criminal investigation ever took place even though federal agents had come across broad hints about the center’s activities when they investigated the [Meir] Kahane assassination [in 1990] (see November 5, 1990) and the slaying of Mr. Shalabi [in 1991]” (see (February 28, 1991)). Kahane’s assassin, El Sayyid Nosair, was one of Shalabi’s assistants. [New York Times, 4/11/1993] Apparently the CIA’s ties to the Al-Kifah Refugee Center prevent other US agencies from investigating it, even after the 1993 World Trade Center bombing, when all of the bombers are found to have been tied to the center. While Al-Kifah closes itself down shortly after the WTC bombing, it immediately reopens in Boston under a different name and continues to publish the same newsletter and post from the same website (see April 1993-Mid-2003). Robert I. Friedman, writing for New York magazine, will comment, “[W]hen the fanatical fervor [the CIA] whipped up leads to unintended consequences—the assassination of a Jewish militant leader in Manhattan, the bombing of the World Trade Center, a terror conspiracy to blow up the Holland and Lincoln Tunnels and other Manhattan landmarks—[the CIA tried] to discourage local law enforcement agencies and the FBI from looking into the matter too deeply.” After Nosair assassinates Kahane, the FBI tells District Attorney Robert Morgenthau that Nosair was a lone gunman, not part of a broader conspiracy. However, the FBI had truckloads of evidence connecting to Al-Kifah strongly suggesting otherwise that it does not closely investigate. The FBI also blocks him from tying Sheikh Omar Abdul-Rahman to the WTC bombing (see After February 26, 1993). Morgenthau will later speculate the CIA may have encouraged the FBI not to pursue any other leads. “The FBI lied to me,” he will say. “They’re supposed to untangle terrorist connections, but they can’t be trusted to do the job.” [New York Magazine, 3/17/1995] Counterterrorism expert Steven Emerson will call Al-Kifah “al-Qaeda’s operational headquarters in the United States.” [Emerson, 2006, pp. 436] In 1994, a secret internal CIA report will conclude that the agency is “partially culpable” for the WTC bombing because of its support for radicals connected to Al-Kifah. One CIA source will say, “By giving these people the funding that we did, a situation was created in which it could be safely argued that we bombed the World Trade Center” (see January 24, 1994). But even after 1994 there is little evidence that the links from Al-Kifah were carefully explored by any US government agency. For instance, the government will not freeze Al-Kifah’s funds until shortly after 9/11, long after it ceased to exist (see September 24, 2001).
Rep. Henry Gonzalez (D-TX) states that in spite of the CIA and the Bush administration’s knowledge that Iraq’s Ministry of Industry and Military Industrialization (MIMI) was “involved in Iraq’s clandestine nuclear, chemical, and biological weapons programs and missile programs… the Bush administration [approved] dozens of export licenses that [allowed] United States and foreign firms to ship sophisticated US dual-use equipment to MIMI-controlled weapons factories.” [US Congress, 8/10/1992]
Nabil al-Marabh. [Source: Associated Press]Nabil al-Marabh moves to Boston in 1989 and apparently lives there as a taxi driver for several years. [New York Times, 9/18/2001; Boston Herald, 9/19/2001] In a 2003 interview, al-Marabh will claim that he had a conflict with a fellow Boston taxi driver who falsely accused him of planning to bomb a car. He will say he spoke with FBI agents who concluded the allegations were false. But from this time on, the FBI repeatedly tried to recruit him to become an informant. He will claim he refused the offer (see Late August 2000). [Knight Ridder, 5/23/2003] In a 2002 statement, he will claim that he traveled to Pakistan in 1992 at the behest of a roommate who “both worked for the FBI and fought in Afghanistan.” (Interestingly, when al-Marabh will be briefly detained in Canada in the summer of 2001, fellow prisoners will claim that he repeatedly says he is in contact with the FBI because they find him “special”(see June 27, 2001-July 11, 2001).) Al-Marabh stays at the House of Martyrs, a guest house notoriously connected to bin Laden. He says he meets al-Qaeda operative Raed Hijazi there (though it seems likely they already met in Afghanistan in the late 1980s (see Late 1980s).) The two of them will later be roommates in Boston in the late 1990s (see June 1995-Early 1999). Curiously, one newspaper account will claim that Hijazi became an FBI informant around the time he was al-Marabh’s roommate (see Early 1997-Late 1998). [Washington Post, 9/4/2002] Al-Marabh and Hijazi go to a training camp in Afghanistan and receive training in rifles, machine guns, and rocket-propelled grenades. [Washington Post, 9/4/2002; Chicago Sun-Times, 9/5/2002; Associated Press, 6/3/2004] Al-Marabh later claims that he spends the next year or two in Pakistan working for the Muslim World League, an Islamic charity some have suspected of funding radical militants. He also later acknowledges distributing as much as $200,000 a month to various training camps in Afghanistan at this time, but claims it is for charitable causes. He says he decides to return to the US in the wake of a Pakistani crackdown on Arabs following the World Trade Center bombing in 1993. CIA contractor Billy Waugh trains various al-Qaeda operatives around the globe, possibly for more than a decade. In his 2004 autobiography he will write, “I worked right there with these al-Qaeda operatives and heard these arguments [about the badness of US policy] firsthand many times, especially during an assignment in Yemen.” This training must take place between 1989, when he is hired by the CIA, and 2001, when he begins his last assignment for the agency in Afghanistan. The reference to Yemen may indicate that Waugh worked there during the 1994 civil war, when the US supported the religiously-oriented North Yemen against the breakaway south (see May 21-July 7, 1994). The descriptions of the extremists’ arguments and attitudes contained in his autobiography indicate that Waugh, who conducted surveillance against Osama bin laden in Sudan in the early 1990s (see February 1991- July 1992), has intimate knowledge of the extremists. For example, he will write, “I have spoken to some of those terrorists [from al-Qaeda and related organizations], and they consider terror attacks against the general public their only outlet to hurt and destroy the infidels who have wrongfully ousted them from their homes so many years in the past.” [Waugh and Keown, 2004, pp. 173, 303, 308]

[Source: Mercy International USA]The 1999 book Dollars for Terror will allege that in 1989, Mercy International, a “subsidiary of the Muslim Brotherhood, was able to establish its headquarters in the United States, in the state of Michigan, with the assistance of the CIA. The Agency provided significant logistical and financial support to this ‘humanitarian’ organization, enabling it to act clandestinely in the various Balkan conflicts as well as within the Muslim communities of several Russian republics.” [Labeviere, 1999, pp. 364] Mercy International will later be tied to al-Qaeda in a number of ways. For instance, in the mid-1990s its Pakistan branch will be headed by Zahid Shaikh Mohammed, brother of 9/11 mastermind Khalid Shaikh Mohammed (see 1988-Spring 1995). [Los Angeles Times, 9/1/2002] Its Kenya branch will be tied to the 1998 US embassy bombing there. Its Philippine branch is tied to Mohammed Jamal Khalifa, bin Laden’s brother-in-law. [Burr and Collins, 2006, pp. 128, 188-189] Branches of this charity in different countries have slightly different names such as Mercy International-USA and Mercy International Relief Agency, and it has been claimed that the US branch has no connection with the terrorism-related branches. However, a 2003 article will draw links between the US branch and other branches. [National Review, 9/4/2003]
The US government sends 25 high-powered sniper rifles to a group of fighters in Afghanistan that includes bin Laden. The armor-piercing weapons have range-finding equipment and night-vision scopes. In an early 2001 US court trial, Essam al Ridi, a pilot for bin Laden in the early 1990s (see Early 1993), will recall that he helped ship the weapons to Abdullah Azzam, bin Laden’s mentor. Azzam and bin Laden are close to each other at this time, and al Ridi will later testify he sometimes saw the two of them together. The president of the US company that made the rifles will later state that the rifles “were picked up by US government trucks, shipped to US government bases, and shipped to those Afghan freedom fighters.” The rifles are considered ideal for assassination. [Associated Press, 10/16/2001] The order, worth about $150,000 at the time, is a significant one for the manufacturer, accounting for 15-25% of its annual turnover on the guns. Their export would usually require an end user certificate from the US Department of State, but the circumstances of the sale are unknown, as al Ridi is not asked how he manages to purchase such a large number of rifles. [New York Times, 10/7/2001; Sunday Tribune, 10/15/2001] The CIA will deny being involved in the transfer. [Central Intelligence Agency, 3/7/2002] However, al Ridi will say that the CIA was aware that bin Laden ended up with some of the guns. [New York Times, 6/3/2002] This shipment is especially significant because there was a protracted debate within the Reagan administration about sending sniper rifles to Afghanistan due to worries that it could violate a US law against assassinations and put US officials in legal jeopardy. In the end, the US gave less than 100 of such rifles without night-vision scopes to the government of Pakistan to pass on to mujaheddin, but the ones sent to Azzam had night-vision scopes. The timing is also significant since the Soviet Union agreed to withdraw its troops from Afghanistan in 1988 and complete the pull out in February 1989, around when these rifles are sent. The rifles given to Pakistan appear to have arrived before 1987. [Washington Post, 7/20/1992]
Richard Barlow, an analyst previously forced out of the State Department and CIA for coming to the politically unacceptable conclusion that Pakistan has a nuclear weapons program (see 1981-1982 and August 1987-1988), is hired by the Office of the Secretary of Defense at the Pentagon to become its first weapons of mass destruction intelligence analyst. Shortly after arriving, Barlow again builds up “a stack of evidence” about Pakistan’s WMD program, including intelligence that the Pakistan army was experimenting with a delivery system for its nuclear bomb, using US-provided technology. Barlow concludes, “Our side was at it again.” [Guardian, 10/13/2007] In the summer of 1989, Barlow is involved in investigating four criminal cases involving senior officers of the Pakistani Army who had attempted to make illegal purchases in the US or abroad of American-made nuclear-related materials, including highly enriched uranium. One of the cases involves evidence showing that Pakistan is attempting to obtain dual-use items for its nuclear program by claiming that the materials are to be used for its F-16 fleet. The National Organization for Women (NOW) expands its lawsuit against anti-abortion advocates (see June 1986), adding charges of extortion and violation of federal racketeering laws. NOW brings charges under the Racketeering Influenced and Corrupt Organizations (RICO) Act, a law originally designed to address organized crime. [National Organization for Women, 9/2002]
One of George H. W. Bush’s first foreign policy initiatives as president is to increase military and economic aid to Iraq. While a full explanation of this policy decision has never been provided, senior Bush officials will say in 1992 that the reason is, in part, to win back some of the trust between the US and Saddam Hussein that was lost over the US’s arms sales to Iran during the Iran-Iraq War (see January 17, 1986). One official will say, “We had to work doubly hard to recoup the stature we lost with Saddam.” Bush continues his aid to Iraq in the face of several governmental departments’ reports that Iraq is embarking on a massive military buildup, including developing chemical, biological, and nuclear weapons, is guilty of massive human rights violations against Iraqis, and is beginning to allow terrorists to operate from within the country (see March 1989). Erwin Griswold. [Source: US Department of Justice]Former Solicitor General Erwin Griswold, who represented the United States before the Supreme Court in the landmark Pentagon Papers case in 1971 (see March 1971 and June 30, 1971), now writes that he saw nothing in those documents that threatened national security. In 1971, without ever actually reading the documents, Griswold argued that their publication constituted a “grave and immediate danger to the security of the United States.” Griswold writes in a Washington Post op-ed that he relied on the judgment of “three high officials, one each from the Defense Department, the State Department and the National Security Agency” to explain to him why the documents posed such a threat. (In 2006, then-White House counsel John Dean will write that Griswold “did not insist on knowing what was actually contained in the Pentagon Papers, and he never found out, even as he insisted on the importance of their continued secrecy.”) In 1971, Griswold told the Court: “I haven’t the slightest doubt myself that the material which has already been published and the publication of the other materials affects American lives and is a thoroughly serious matter. I think to say that it can only be enjoined if there will be a war tomorrow morning, when there is a war now going on, is much too narrow.” Griswold now writes: “I have never seen any trace of a threat to the national security from the publication [of the documents]. Indeed, I have never seen it even suggested that there was such an actual threat.… It quickly becomes apparent to any person who has considerable experience with classified material that there is massive overclassification and that the principal concern of the classifiers is not with national security, but rather with governmental embarrassment of one sort or another.” [Washington Post, 2/15/1989; FindLaw, 6/16/2006; Siegel, 2008, pp. 200]
Although the Soviets withdraw from Afghanistan in February 1989 (see February 15, 1989), the CIA continues to support the mujaheddin because the Soviet-allied Communist government stays in power in Kabul. Apparently, the CIA and the Saudi government continue to fund the mujaheddin at least until December 1990, although it could be longer because the Communist government remains in power in Kabul until 1992. The “Blind Sheikh,” Sheikh Omar Abdul-Rahman, reportedly has been working with the CIA in the 1980s to help unite the mujaheddin factions fighting each other (see Late 1980s). The Village Voice will later report that according to a “very high-ranking Egyptian official,” Abdul-Rahman continues to work with the CIA after moving to Brooklyn in July 1990 (see July 1990). He “work[s] closely with the CIA, helping to channel a steady flow of money, men, and guns to mujaheddin bases in Afghanistan and Pakistan.” But despite working with the CIA, Abdul-Rahman still considers the US the “Great Satan” and does not try to hide this. In one radio broadcast, he says that “Americans are descendants of apes and pigs who have been feeding from the dining tables of the Zionists, Communism, and colonialism.” Matti Steinberg, an expert on Islamic fundamentalism, says that Abdul-Rahman’s “long-term goal is to weaken US society and to show Arab rulers that the US is not an invulnerable superpower.” The Egyptian official will later complain, “We begged America not to coddle the sheikh.” [Village Voice, 3/30/1993]
Iraq continues to meddle in the affairs of Lebanon as a method of seeking revenge against Syria for refusing to support Iraq in its war with Iran. Syria is in the process of seizing control of Lebanon and imposing military force to quell the fighting between the warring Lebanese factions, and Iraq has tried numerous times to interfere with Syria’s activities in Lebanon. Iraq earns the ire of the US when it tries to ship surface-to-surface missiles into Beirut through the Jordanian port of Aqaba. Such missiles deployed in an urban environment such as Beirut would drastically increase the level of violence throughout Lebanon. The US ambassador to Iraq, April Glaspie, meets with Iraqi officials daily in the US’s attempt to dissuade the Iraqis from arming Lebanese Prime Minister Michel Aoun and his Maronite Christian faction, in Aoun’s losing struggle against Syria. Glaspie points out that Aoun is a friend of Israel, and by arming Aoun, Iraq is placing itself in a tacit alliance with Israel. Joseph Wilson, Glaspie’s deputy, will later write, “For the Iraqis, of course, it had nothing to do with Israel, or Aoun’s position in Lebanon; it had everything to do with giving Syrian President Hafiz al-Assad a bloody nose and using Beirut as the cudgel with which to bash him. For the Iraqis, the road from Baghdad to Damascus went through Beirut.” [Wilson, 2004, pp. 88-89]

State Department officials warn Secretary of State James Baker that Iraq is building chemical and biological weapons, and they detail a compendium of horrendous human rights violations carried out by the regime of Saddam Hussein against his own citizens (see August 25, 1988). [New Yorker, 11/2/1992]
Authorities are aware of, and concerned about, the possibility of a suicide attack using a hijacked plane, according to a paper on the threat of terrorism against commercial aviation by Brian Michael Jenkins of the RAND Corporation. “The nightmare of governments is that suicidal terrorists will hijack a commercial airliner and, by killing or replacing its crew, crash into a city or some vital facility,” the paper says. “It has been threatened in at least one case: In 1977, an airliner believed to have been hijacked, crashed, killing all on board. And in 1987, a homicidal, suicidal ex-employee boarded a commercial airliner where he shot his former boss and brought about the crash of the airliner, killing all 44 on board. Fear of such incidents is offered as a powerful argument for immobilizing hijacked aircraft on the ground at the first opportunity and also, some argue, for armoring the flight deck.” The paper asks: “What are we likely to see in the future? Perhaps fewer but deadlier and more sophisticated terrorist hijackings.” [Jenkins, 3/1989, pp. 10-11] The 1987 incident refers to Pacific Southwest Airlines Flight 1771, which is believed to have been hijacked on its way from Los Angeles to San Francisco by a disgruntled former employee. [Time, 12/21/1987] Jenkins will repeat his warning of terrorists possibly using a plane as a weapon in a threat assessment for the New York Port Authority in 1993 (see After February 26, 1993). Secretary of State James Baker tells President Bush that Israel has to negotiate with the Palestinian Liberation Organization (PLO) to end the Israeli-Palestinian conflict. Two weeks later, Baker urges Israel to withdraw its troops from the Palestinian territories it occupies in the West Bank and the Gaza Strip. Israel must, he says, “lay aside, once and for all, the unrealistic vision of the greater Israel.” Israeli Prime Minister Yitzhak Shamir, the right-wing leader of the Likud Party, is furious (see April 6, 1989). [Unger, 2007, pp. 113]
Deputy Secretary of State Designate Lawrence Eagleburger is called to testify in a Senate Foreign Relations Committee hearing on the Yugoslav situation. He tells the senators that Serbian communist leader Slobodan Milosevic’s actions are “very harmful,” creating “the worst [conditions] with regard to the national question since the end of the war,” and says that ethnic Albanians are the victims and the US should speak out. He also says Yugoslavia is “used to reacting adversely to any outside intereference.” [Kola, 2003, pp. 184]

[US Department of Defense, 11/24/2005] Cheney is the second choice; Bush’s first consideration, former Texas senator John Tower, lost key Senate support when details of his licentious lifestyle and possible alcoholism became known. Cheney was the choice of, among others, Vice President Dan Quayle and National Security Adviser Brent Scowcroft, who both feel that Bush needs someone in the position fast, and the best way to have someone move through the confirmation process is to have someone from Congress. Although Cheney never served in the military, and managed to dodge service during the Vietnam War with five student deferments, he has no skeletons in his closet like Tower’s, and he has the support of Congressional hawks. His confirmation hearings are little more than a formality.
Cheney Leaves the House, Gingrich Steps In - Cheney’s House colleague, Republican Mickey Edwards, later reflects, “The whole world we live in would be totally different if Dick Cheney had not been plucked from the House to take the place of John Tower.” Cheney was “in line to become the [GOP’s] leader in the House and ultimately the majority leader and speaker,” Edwards will say. “If that [had] happened, the whole Gingrich era wouldn’t have happened.” Edwards is referring to Newt Gingrich (R-GA), the future speaker of the House who, in authors Lou Dubose and Jake Bernstein’s own reflections, “ushered in fifteen years of rancorous, polarized politics.” While Cheney is as partisan as Gingrich, he is not the kind of confrontational, scorched-earth politician Gingrich is. According to Edwards, no one can envision Cheney moving down the same road as Gingrich will.
Successful Tenure - As the Pentagon’s civilian chief, many will reflect on Cheney’s tenure as perhaps his finest hour as a public servant. “I saw him for four years as [defense secretary]. He was one of the best executives the Department of Defense had ever seen,” later says Larry Wilkerson, who will serve in the Bush-Cheney administration as chief of staff to Secretary of State Colin Powell. “He made decisions. Contrast that with the other one I saw [Clinton Secretary of Defense Lester Aspin], who couldn’t make a decision if it slapped him in the face.” Cheney will preside over a gradual reduction in forces stationed abroad—a reduction skillfully managed by the Chairman of the Joint Chiefs of Staff, Colin Powell.
Bringing Aboard the Neoconservatives - Cheney asks one of Tower’s putative hires, Paul Wolfowitz, to stay; Wolfowitz, with fellow Pentagon neoconservatives Lewis “Scooter” Libby and Zalmay Khalilzad, will draft the Pentagon’s 1992 Defense Planning Guide (DPG) (see February 18, 1992), a harshly neoconservative proposal that envisions the US as the world’s strongman, dominating every other country and locking down the Middle East oil reserves for its own use. Though the DPG is denounced by President Bush, Cheney supports it wholeheartedly, even issuing it under his own name. “He took ownership in it,” Khalilzad recalls. Cheney also brings in his aide from the Iran-Contra hearings, David Addington (see Mid-March through Early April, 1987), another neoconservative who shares Cheney’s view of almost unlimited executive power at the expense of the judicial and legislative branches. Kosovo’s Assembly, in a highly irregular vote on March 23, approves the new Serbian constitution, already approved by the Assembly of the Republic of Serbia on February 3. The Kosovo vote does not meet the three-fourths majority necessary for amendments and is not held with a quorum, people from Belgrade and security personnel vote, and the votes are not actually counted. Assembly members are threatened if they vote no. The vote occurs under “a state of exception,” with disorder in the province and mobilization of the military.
Kosovo's Position under the New Serbian Constitution - Under the new Serbian constitution, the province is again called Kosovo and Metohija, and the autonomous provinces are defined as “a form of territorial autonomy,” regulated by the Serbian constitution. The 1968, 1971, and 1974 constitutional changes opposed by Serbs are nullified and Kosovo is in about the same position as it was under the 1945 and 1963 Yugoslav constitutions. The province loses its Executive Council and Assembly, and autonomy in police, courts, finance, and planning. Kosovo can pass statutes with the approval of Serbia’s Assembly.
Kosovar Demonstrations - Following the vote, hundreds of thousands protest, saying, “Long live the 1974 Constitution!” and “Tito-Party!” resulting in the declaration of martial law. Twenty-four civilians and two police are killed, but Paulin Kola will later put the number at over 100 killed and hundreds injured, while Miranda Vickers will say 28 are killed. Kola will refer to The Times’s March 31 issue, saying 12 police are critically injured and 112 less seriously injured on March 23; Radio Ljubljana says 140 Albanians are killed and 370 wounded through April; Albanian academic Rexhep Qosja will say in 1995 that 37 are killed, hundreds injured, and 245 intellectuals and 13 leaders arrested; The Times of June 2 says 900 are arrested, and on April 22 the Union of Kossovars writes to UN Secretary General Javier Peres de Cuellar, saying over 1,000 were killed and thousands hurt. More than 1,000 are tried in Ferizaj, according to a 1998 book by Noel Malcolm. Kosovo is again placed under a state of emergency. Workers who do not work are fired or arrested.
Slovenian Reaction - About 450,000 Slovenians sign a petition supporting their government’s views and opposing the crackdown in Kosovo.
Serbian Reaction - Hearing of the Slovenian petition, over 100,000 demonstrate the following day around Serbia, Vojvodina, Skopje, and Titograd.
Albania's Reaction - Albania’s relations with Yugoslavia had been deepening in the late 1980s, but Albania reacts more strongly to the March events. Foto Cami condemns Yugoslavia’s “erroneous policies” on the ethnic Albanians and says it will damage regional cooperation. Protests follow throughout Albania. Yugoslavia blames Albania for the violence in Kosovo. Ramiz Alia, now general secretary of the PLA, will say at a Political Bureau session in August 1990 that Western governments told Kosovar Albanians that to solve the problems in Kosovo, Albania had to change its government.
Soviet Reaction - Soviet media support the Serbs and refer to violence by Albanian nationalists, while saying that the majority in Kosovo and Vojvodina support the new Serbian constitution.
Western European Reactions - The UK says nothing. Although Yugoslavia’s Foreign Minister, Budimir Loncar, meets with British Prime Minister Margaret Thatcher in April, the contents of their talks are unknown to the public. Three years in the future a high-ranking official in Germany will regret this inaction.
American Reaction to the Turmoil in Kosovo - On March 9, three US senators proposed Senate Concurrent Resolution 20—Relating to the Conditions of Ethnic Albanians in Yugoslavia, which was passed prior to March 23. US policy supports Kosova’s position under the 1974 Constitution and the resolution asked President George H. W. Bush to reiterate this to the Yugoslav leadership. Secretary of State James Baker receives a memo from the State Department informing him that Iraq is aggressively developing chemical and biological weapons, as well as new missiles. In spite of this disturbing intelligence, the memo also instructs Baker to express the administration’s “interest in broadening US-Iraqi ties” to Iraqi Undersecretary Kizam Hamdoon. When Dick Cheney becomes defense secretary (see March 20, 1989 and After), he brings into the Pentagon a core group of young, ideological staffers with largely academic (not military) backgrounds. Many of these staffers are neoconservatives who once congregated around Senator Henry “Scoop” Jackson (see Early 1970s). Cheney places them in the Pentagon’s policy directorate, under the supervision of Undersecretary of Defense Paul Wolfowitz, himself one of Jackson’s cadre. While most administrations leave the policy directorate to perform mundane tasks, Wolfowitz and his team have no interest in such. “They focused on geostrategic issues,” one of his Pentagon aides will recall. “They considered themselves conceptual.” Wolfowitz and his team are more than willing to reevaluate the most fundamental precepts of US foreign policy in their own terms, and in Cheney they have what reporters Franklin Foer and Spencer Ackerman call “a like-minded patron.” In 1991, Wolfowitz will describe his relationship to Cheney: “Intellectually, we’re very much on similar wavelengths.”
A Different View of the Soviet Union - Cheney pairs with Wolfowitz and his neoconservatives to battle one issue in particular: the US’s dealings with the Soviet Union. Premier Mikhail Gorbachev has been in office for four years, and has built a strong reputation for himself in the West as a charismatic reformer. But Cheney, Wolfowitz, and the others see something far darker. Cheney opposes any dealings with the Soviets except on the most adversarial level (see 1983), and publicly discusses his skepticism of perestroika, Gorbachev’s restructing of the Soviet economy away from a communist paradigm. In April, Cheney tells a CNN news anchor that Gorbachev will “ultimately fail” and a leader “far more hostile” to the West will follow in his footsteps. Some of President Bush’s more “realistic” aides, including James Baker, Brent Scowcroft, and Condoleezza Rice, as well as Bush himself, have cast their lot with Gorbachev and reform; they have no use for Cheney’s public advocacy of using the USSR’s period of transitional turmoil to dismember the nation once and for all.
Cheney's Alternative Policy - Cheney turns to the neoconservatives under Wolfowitz for an alternative strategy. They meet on Saturday mornings in the Pentagon’s E ring, where they have one maverick Sovietologist after another propound his or her views. Almost all of these Sovietologists echo Cheney and Wolfowitz’s view—the USSR is on the brink of collapse, and the US should do what it can to hasten the process and destroy its enemy for good. They assert that what the Soviet Union needs is not a reformer guiding the country back into a papered-over totalitarianism, to emerge (with the US’s help) stronger and more dangerous than before. Instead, Cheney and his cadre advocate enforced regime change in the Soviet Union. Supporting the rebellious Ukraine will undermine the legitimacy of the central Soviet government, and supporting Boris Yeltsin, the president of the Russian Republic, will strike at the heart of the Gorbachev regime. Bush and his core advisers worry about instability, but Cheney says that the destruction of the Soviet Union is worth a little short-term disruption.
Failure - Bush will not adopt the position of his defense secretary, and will continue supporting Gorbachev through the Soviet Union’s painful transition and eventual dissolution. After Cheney goes public one time too many about his feelings about Gorbachev, Baker tells Scowcroft to “[d]ump on Dick” with all deliberate speed. During the final days of the Soviet Union, Cheney will find himself alone against Bush’s senior advisers and Cabinet members in their policy discussions. [New Republic, 11/20/2003]

The Office of Professional Responsibility (OPR), an oversight unit at the Justice Department, issues a report on the Inslaw affair over the department’s alleged theft of enhanced PROMIS software. The report finds that allegations of bias made by Inslaw and seconded by a bankruptcy court (see September 28, 1987) against departmental officials are unsupported. Inslaw had questioned the performance of former Attorney General Edwin Meese, former Deputy Attorney General Lowell Jensen, former Deputy Attorney General Arnold Burns, and others. The OPR says that the court’s findings on misconduct by department officials are “clearly erroneous.” In addition, the report says: “There is no credible evidence that the department took or stole Inslaw’s enhanced PROMIS by trickery, fraud, and deceit. Additionally, we have found no credible evidence that there existed in the department a plot to move to convert Inslaw’s Chapter 11 bankruptcy to one under Chapter 7 of the bankruptcy code.” The House Judiciary Committee will be extremely critical of this investigation, commenting, “During its investigation OPR chose to ignore the court’s findings and conclusions that there was bias against Inslaw at the department.” In addition, the committee will say that the OPR looked at the bias allegations in isolation and “incredibly” did not examine the merits of the contract dispute, meaning its conclusions on the taking of PROMIS and the type of bankruptcy were “gratuitous,” especially as Burns had told it the department agreed Inslaw owned the enhancements it made to PROMIS (see August 11, 1982). The committee will also point out that the OPR’s deputy counsel, Richard M. Rogers, said he was recused from the investigation because of his association with Burns, although he was present when Meese provided a sworn statement. In this context, the committee will highlight problems found by the Government Accountability Office with OPR around this time (see February 7, 1992). [US Congress, 9/10/1992]
Richard Butler, the head of the white separatist and neo-Nazi organization Aryan Nations (see Early 1970s), commemorates the 100th birthday of Adolf Hitler by inviting white racists and separatists to the Hayden Falls, Idaho, compound of the organization for a celebration. The gathering, which features music by white power skinhead rock bands, is designed to reach out to younger whites. [Southern Poverty Law Center, 2010]
Norma McCorvey, better known as “Jane Roe” in the landmark Supreme Court case Roe v. Wade that made abortions legal throughout the US (see January 22, 1973), has her house and car damaged by shotgun fire early in the morning. McCorvey, a pro-choice activist, goes into hiding. Neither pro-choice nor anti-abortion groups take credit for the shooting, but spokespersons from both sides of the debate say the shooting is symbolic of a dangerously intensifying battle over abortion rights. McCorvey publicly acknowledged her identity as the Roe plaintiff last year. [Associated Press, 4/6/1989]
Israeli Prime Minister Yitzhak Shamir tells an audience at the neoconservative American Enterprise Institute that he would refuse to comply with the Bush administration’s request to withdraw its troops from the Palestinian territories it occupies in the West Bank and the Gaza Strip. Trading land for peace—i.e. returning the Palestinian lands Israel conquered in the 1967 Six-Day War in return for political recognition and a promise of peace—“is a deception,” Shamir says. “If we leave, there will almost certainly be war.” [Unger, 2007, pp. 113]
The US Environmental Protection Agency (EPA) issues its Interim Asbestos NESHAP Enforcement Guidance on “Friable Asbestos,” which clarifies the definition and acceptable use of “asbestos-containing” materials. The National Emission Standards for Hazardous Air Pollutants (NESHAP), issued in 1973, defined “asbestos-containing materials,” or ACMs, as products that contain more than 1 percent asbestos by weight. Citing the original document, the guidance explains that NESHAP’s purpose was to “ban the use of materials which contain significant quantities of asbestos, but to allow the use of materials which would (1) contain trace amounts of asbestos that occur in numerous natural substances, and (2) include very small quantities of asbestos (less than 1 percent) added to enhance the material’s effectiveness.” However, the guidance stresses, the “EPA NESHAP definition of 1 percent by weight was not established to be a health-based standard.” [Stewart, 4/18/1989 ]
Members of Egyptian militant group Al-Gama’a al-Islamiyya, whose spiritual head is the ‘Blind Sheikh,’ Sheikh Omar Abdul-Rahman, hold a series of secret meetings with US officials at the American embassy in Cairo. The meetings are initiated by Al-Gama’a al-Islamiyya, which wants to co-operate with the US, because it thinks the US is co-operating with and supporting the Muslim Brotherhood in Egypt. At the meetings, representatives of the group tell the US:
Al-Gama’a al-Islamiyya has between 150,000 and 200,000 members;
One of the representatives at the meetings sat on Al-Gama’a al-Islamiyya’s shura, or leadership council, between 1981 and 1988. The 11 members of the group’s shura are named at the meetings, as is its operational commander;
Al-Gama’a al-Islamiyya thinks highly of Saudi Arabian King Fahd, but believes he should take a stronger line against Iran. However, Abdul-Rahman met an Iranian delegation in Pakistan in autumn 1988;
The group will not attack US diplomats;
Abdul-Rahman travels to the US yearly, and also travels to Britain;
The group is not as secret and violent as represented by the Egyptian government and has undergone a “change in thinking,” becoming concerned about its radical and violent image.
Embassy officials are skeptical about some of the claims, as the group’s representatives reveal more than the officials think is prudent. One year after the meetings, Abdul-Rahman will be issued a US visa by a CIA officer and move to the US (see July 1990). [US Embassy in Cairo, 4/25/1989 ; US Embassy in Cairo, 5/3/1989 ]
US Ambassador to Indonesia Paul Wolfowitz leaves his position after a three-year tenure. At a farewell speech in the Indonesian capital of Jakarta, Wolfowitz says, “If greater openness is a key to economic success, I believe there is increasingly a need for openness in the political sphere as well.” The Washington Post will comment that this remark is “in line with the US envoy’s quiet pursuit of political and economic reforms in Indonesia,” but “stunned some members of [Indonesian President] Suharto’s inner circle,” as it “could have landed domestic critics in prison.” [Washington Post, 3/28/2005]
Lieutenant Colonel Oliver North, a key figure in the Iran-Contra scandal (see February 1989), is convicted of three counts of falsifying and destroying documents (see November 21-25, 1986 and March 16, 1988), of obstructing a Congressional investigation, and of illegally receiving a gift of a security fence around his home. He is acquitted of nine other counts. Though facing up to ten years in prison and a $750,000 fine, North receives an extremely lenient sentence: three years’ suspended, two years’ probation, community service, and a $150,000 fine. He also has his Marine service pension suspended. During the trial, North admits he lied repeatedly to Congress during his testimony (see July 7-10, 1987), but says that his superiors, including National Security Adviser John Poindexter, ordered him to lie under oath. North contends that he was made a scapegoat for the Reagan administration. “I knew it wasn’t right not to tell the truth about these things,” he says, “but I didn’t think it was unlawful.” US District Court Judge Gerhard Gesell calls North a “low-ranking subordinate who was carrying out the instructions of a few cynical superiors,” and says to North: “I believe you still lack understanding of how the public service has been tarnished. Jail would only harden your misconceptions.” North, who had been staunch in justifying his actions in the Iran-Contra hearings, now expresses remorse over his crimes, saying, “I recognize that I made many mistakes that resulted in my conviction of serious crimes… and I grieve every day.” North, who is a popular speaker with conservative organizations, can pay off his fine with six speaking engagements. Nevertheless, he says he will appeal his conviction. [BBC, 7/5/1989; New York Times, 9/17/1991] North’s conviction will indeed be overturned by an appeals court (see September 17, 1991).
Richard Blee, a CIA officer who will later go on to head the agency’s Osama bin Laden unit before 9/11 (see June 1999), serves in Niger. The State Department’s May 1989, September 1989, January 1990, September 1990, and January 1991 publications “Key Officers of Foreign Service Posts” will list him as the political officer at the US embassy in Niamey. [US Department of State, 5/1989, pp. 35; US Department of State, 9/1989, pp. 35; US Department of State, 1/1990, pp. 35; US Department of State, 9/1990, pp. 32; US Department of State, 1/1991, pp. 62] However, given his CIA affiliation, Blee is presumably attached to the CIA station there.
Elliot Richardson, an attorney acting for the software company Inslaw, writes to Attorney General Richard Thornburgh about the dispute with the Justice Department over the department’s alleged misappropriation of enhanced PROMIS software. Richardson complains about a review of the case by the Public Integrity Section (PIS), an oversight component at the department, which came down against Inslaw’s claims (see February 29, 1988). He says that there is a conflict of interest because the department is defending itself against a civil action by Inslaw while at the same time investigating itself over the allegations that form the basis of the action. If the internal investigation found wrongdoing by the department, this would destroy the department’s case in court. His view is that the department has given priority to defending itself against the civil action, not the criminal investigation of its own wrongdoing. Richardson adds that no one from the PIS has contacted him, Inslaw counsel Charles Work, some of the witnesses in the case, or Inslaw’s owners. Despite this, the owners provided the PIS with the names of 30 people who had information relevant to the investigation in December 1988. Therefore, Richardson concludes that the only solution is for the department to appoint an independent counsel. [US Congress, 9/10/1992]
Ali Mohamed, a spy for bin Laden working in the US military, trains Islamic radicals in the New York area. Mohamed is on active duty at Fort Bragg, North Carolina, at the time, but he regularly comes to Brooklyn on the weekends to train radicals at the Al-Kifah Refugee Center, a charity connected to both bin Laden and the CIA. Lawyer Roger Savis will later say, “He came quite often and became a real presence in that [Al-Kifah] office, which later metastasized into al-Qaeda.… He would bring with him a satchel full of military manuals and documents. It was Ali Mohamed who taught the men how to engage in guerrilla war. He would give courses in how to make bombs, how to use guns, how to make Molotov cocktails.” Mohamed’s gun training exercises take place at five different shooting ranges. One series of shooting range sessions in July 1989 is monitored by the FBI (Mohamed apparently is not at those particular sessions in person) (see July 1989). Mohamed’s trainees include most of the future bombers of the World Trade Center in 1993. [Lance, 2006, pp. 47-49]
President George Bush and Secretary of State James Baker decide that the US will cut off foreign aid to Pakistan because of its nuclear weapons program. Pakistan was a major recipient of foreign aid during the Soviet Afghan war, when the US channeled support to the mujaheddin through it, but Soviet forces began withdrawing from Afghanistan in February (see February 15, 1989). It is decided that aid will be provided for 1989, but not for 1990 (see October 1990). [New Yorker, 3/29/1993]
The US briefs Pakistan Prime Minister Benazir Bhutto on Pakistan’s nuclear program, and says it has decided to cut off aid to Pakistan in 1990, because US law does not permit aid to nuclear proliferators (see August 1985 and June 1989). However, current President George Bush and his predecessor Ronald Reagan falsely certified that Pakistan did not have nuclear weapons during the Soviet-Afghan war (see August 1985-October 1990 and 1987-1989). The initial briefing is provided by CIA Director William Webster and contains new information for Bhutto, who receives only limited information about her own country’s nuclear program (see After November 16, 1988). To dramatize the extent of American knowledge, Webster arranges for Bhutto to be shown a mockup of a Pakistani nuclear bomb. Mark Siegel, an associate of Bhutto, will later say she experienced feelings of disbelief: “The briefing was more detailed” than any information she had received from her own military and “showed that the military was doing it behind her back.” The next day, President George Bush tells her that in order to continue to receive US aid, she must assure the White House that her government will not take the final step of producing nuclear-bomb cores. Bush says he will still allow the sale of sixty more F-16 planes needed by to Pakistan, even though Pakistan has fitted such planes with nuclear weapons in the recent past, despite promising not to do so (see 1983-7). Despite this, the sale will not go through. [New Yorker, 3/29/1993]
Pakistan is disappointed when Prime Minister Benazir Bhutto is told during a visit to Washington that the US will cut off foreign aid to her nation, because of its nuclear weapons program (see June 1989). This new US policy comes about shortly after the withdrawal of the Soviet military from neighboring Afghanistan (see February 15, 1989). A US official will later say: “The Paks understood us better than we understood ourselves… They knew that once the Soviets were whipped in Afghanistan we wouldn’t need them anymore. Would we unilaterally defend Pakistan? Never. Our relationship with Pakistan was to counter the Soviet-Indian relationship. The Pakistanis knew that time was limited. And that’s why they went balls out on the nuclear program.” [New Yorker, 3/29/1993]
The Defense Intelligence Agency (DIA) sends a top-secret report to 38 high-level Bush administration officials warning that it has discovered a secret military-procurement network for Iraq that is obtaining weapons from a number of nations, including the US. [New Yorker, 11/2/1992]
According to CIA Director William Webster, the US considers mounting a rendition operation against the bombers of Pan Am Flight 103. The plane was blown up over Lockerbie, Scotland, causing 270 fatalities in December 1988. Nearly a year later, Webster tells the Washington Post that the administration hopes to locate, seize, and bring to the US for trial the terrorists responsible for the bombing. However, it is not known who committed the bombing at this point. Discussion of the US response to the bombing leads the Justice Department to issue a memo formally authorizing the technique of rendition (see June 1988). [Washington Post, 11/4/1989] As of fall 2008, the full list of operatives involved in the bombing is not known and there are no public records of any of the known alleged bombers being rendered to the US.

[Source: BBC]Pakistan Prime Minister Benazir Bhutto tells a joint session of the US Congress: “[W]e do not possess nor do we intend to make a nuclear device. That is our policy.” The statement receives “thunderous cheers” from members of both houses. However, Bhutto has been aware of Pakistan’s nuclear program for some time (see After November 16, 1988) and recently received a detailed briefing on it from the CIA (see June 1989). Congress reauthorizes the 1965 Voting Rights Act (VRA—see August 6, 1965, 1970, and 1975) for 25 years, until 2014. It also overturns via legislation the Supreme Court’s decision to force voters to prove discriminatory intent before receiving redress (see April 22, 1980). President Reagan signs the bill into law. The reauthorization also adds protections for blind, disabled, and illiterate voters. Reagan calls the right to vote a “crown jewel” of American liberties. [American Civil Liberties Union, 2012]
Richard Barlow, a WMD analyst at the Pentagon, is commissioned to write an intelligence assessment for Defense Secretary Dick Cheney about Pakistan’s nuclear program. The report is apparently “stark,” indicating that the program is ongoing and Pakistan has configured US-made fighters to drop nuclear bombs, despite promising not to do so. Barlow also says that Pakistan is still trying to procure components and will start selling its technology to other nations (note: it is already doing so—see 1987). Barlow’s analysis is supported by a separate Defense Intelligence Agency study, which reaches the same conclusion. Barlow will later say, “Officials at the [Office of the Secretary of Defense] kept pressurizing me to change my conclusions.” When he refuses to do so, however, files start to go missing from his office and a secretary tells him a senior official has been intercepting his papers. In July, one of the Pentagon’s top salesmen criticizes him for trying to scupper a forthcoming deal to sell another 60 F-16s to Pakistan (see August-September 1989). Barlow refuses to change the report, but after he is fired he finds that it has been rewritten to say that continued US aid to Pakistan will ensure the country stops its WMD program. The group is secretly monitored as they shoot AK-47 assault rifles, semiautomatic handguns, and revolvers for four successive weekends. The use of weapons such as AK-47’s are illegal in the US, but this shooting range is known to be unusually permissive. Ali Mohamed is apparently not at the range but has been training the five men there: El Sayyid Nosair, Mahmud Abouhalima, Mohammed Salameh, Nidal Ayyad, and Clement Rodney Hampton-El. Nosair will assassinate Rabbi Meir Kahane one year later (see November 5, 1990), and the others except for Hampton-El will be convicted of the 1993 World Trade Center bombing (see February 26, 1993), while Hampton-El will be convicted for a role in the “Landmarks” bombing plot (see June 24, 1993). Some FBI agents have been assigned to watch some Middle Eastern men who are frequenting the Al-Kifah Refugee Center in Brooklyn. Each weekend, Mohamed’s trainees drive from Al-Kifah to the shooting range, and a small FBI surveillance team follows them. The FBI has been given a tip that some Palestinians at Al-Kifah are planning violence targeting Atlantic City casinos. By August, the casino plot fails to materialize, and the surveillance, including that at the shooting range, comes to an end. Author Peter Lance will later say that why the FBI failed to follow up the shooting sessions is a “great unanswered question.” [Lance, 2003, pp. 29-33; New York Times, 10/5/2003]
The US Supreme Court, ruling in the case of Webster v. Reproductive Health Services, gives states significant rights to regulate or constrain the availability of abortions. The ruling splits the Court in a 5-4 vote. The case allows states to restrict the use of public money, medical personnel, or facilities in performing abortions. It upholds a Missouri law that restricts the use of state funds, facilities, and employees in performing, counseling, or assisting with abortions. It adds restrictions to rights previously thought upheld and granted by the Court’s 1973 Roe v. Wade decision (see January 22, 1973). The Missouri law holds that “the life of each human being begins at conception” and “unborn children have protectable interests in life, health, and well-being,” assumptions specifically not granted under federal laws and court decisions. The opinion is written by Chief Justice William Rehnquist, and joined by Justices Byron “Whizzer” White and Anthony Kennedy. Justice Sandra Day O’Connor and Antonin Scalia form the majority vote with concurrent opinions; in his opinion, Scalia lambasts the other justices for not overturning Roe in its entirety. Justice Harry Blackmun joins Justices William Brennan, Thurgood Marshall, and John Paul Stevens in dissenting from the majority verdict. Blackmun writes that the decision can be interpreted to overturn Roe entirely, and writes, “I fear for the future… a chill wind blows.” [Oyez, 1989; Webster v. The newly appointed general counsels of each executive branch receive a memo from William Barr, the new head of the Justice Department’s Office of Legal Counsel (OLC). The memo, entitled “Common Legislative Encroachments on Executive Branch Authority,” details the top 10 ways in which, in Barr’s view, Congress tries to interfere with executive branch powers. The list includes:
“4. Micromanagement of the Executive Branch”;
“5. Attempts to Gain Access to Sensitive Executive Branch Information”;
“9. Attempts to Restrict the President’s Foreign Affairs Powers.”
The memo unequivocally endorses the “unitary executive theory” of the presidency (see April 30, 1986), despite that theory’s complete rejection by the Supreme Court (see June 1988). Barr also reiterates the belief that the Constitution requires the executive branch to “speak with one voice”—the president’s—and tells the general counsels to watch for any legislation that would protect executive branch officials from being fired at will by the president, one of the powers that Barr and other unitary executive proponents believe has been illegally taken by Congress. “Only by consistently and forcefully resisting such congressional incursions can executive branch prerogatives be preserved,” Barr writes. Reflecting on Barr’s arguments, law professor Neil Kinkopf, who will later serve in the OLC under President Clinton, will later write: “Never before had the Office of Legal Counsel… publicly articulated a policy of resisting Congress. The Barr memo did so with belligerence, staking out an expansive view of presidential power while asserting positions that contradicted recent Supreme Court precedent. Rather than fade away as ill-conceived and legally dubious, however, the memo’s ideas persisted and evolved within the Republican Party and conservative legal circles like the Federalist Society.” [Savage, 2007, pp. 57-59]

The US previously sold forty F-16s to Pakistan and Pentagon analyst Richard Barlow believes they were adapted to carry nuclear weapons, in conflict with a promise made by the Pakistanis (see 1983-7). Despite this, shortly before the sale goes through, the Pentagon falsely claims to Congress, “None of the F-16s Pakistan already owns or is about to purchase is configured for nuclear delivery.” Deputy Assistant Secretary of Defense Arthur Hughes also tells Congress that the nuclear wiring has been removed from the planes and that to equip them to deliver nuclear bombs, “it first would be necessary to replace the entire wiring package of the aircraft.”
Testimony Known to Be False - However, this is contradicted by Pentagon analysis and the US intelligence community is well aware that the Pakistani air force has already practiced delivery of nuclear weapons by F-16s. [New Yorker, 3/29/1993; Guardian, 10/13/2007] Barlow will later say the US intelligence community was certain Pakistan had nuclear weapons (see 1987): “The evidence was unbelievable. I can’t go into it—but on a scale of 1 to 10, in terms of intelligence evidence, it was a 10 or 11. It doesn’t get any better than that.” Regarding the F-16 fighters, he will add: “All the top experts had looked at this question in detail for years, and it was a cold hard engineering question. There was no question about it—the jets could easily be made nuke-capable, and we knew that Pakistan had done just that.” [Raw Story, 4/30/2007] Barlow therefore urges that the testimony be corrected, but he is fired from his position two days later (see August 4, 1989). The US should not agree to the sale, as it has passed a law saying it will not sell such equipment to countries that obtain nuclear weapons, but President Reagan has repeatedly and falsely certified that Pakistan does not have a nuclear device, so the contract is signed. However, the deal will collapse the next year when President Bush fails to certify that Pakistan does not have a nuclear weapon (see October 1990). [New Yorker, 3/29/1993; Guardian, 10/13/2007]
Motivation Said to Be Profit - Given that the Soviet-Afghan War is over and there is therefore no need to be friendly with Pakistan to ensure it supports the anti-Soviet jihad in Afghanistan, Barlow believes that Hughes is lying not to support US national interests, but simply for the profits to be made by the planes’ manufacturer. “They sold out the world for an F-16 sale,” Barlow will comment. Ahmed Chalabi, the charismatic, MIT-educated head of Jordan’s Petra Bank, flees to London before charges can be filed against him in regards to the collapse of his bank (see August 2, 1989 and April 9, 1992). Unworried about the Jordanian charges, Chalabi, whose formerly wealthy family fled Iraq in 1958, establishes a loose grouping of Iraqi exiles called the Iraqi National Congress, with the aim of overthrowing Iraqi dictator Saddam Hussein. Chalabi has already forged ties with some US neoconservatives like Albert Wohlstetter and Richard Perle. Now he begins cultivating ties with other influential neoconservatives such as Paul Wolfowitz, James Woolsey, Douglas Feith, and Perle’s protege, David Wurmser. Chalabi makes the rounds of the symposia and conferences, and wins new allies in pro-Israeli think tanks such as the Jewish Institute for National Security Affairs (JINSA) and the Washington Institute for Near East Policy (WINEP). Chalabi’s appeal to the neoconservatives is directly linked to his support for Israel as a regional power. The new Iraq he will build, he promises, will have strong relations with Israel. He even declares his intention to rebuild the oil pipeline from Kirkuk to Haifa, which has been inoperative since the 1940s. The neoconservatives ignore his close ties with the Iranian Shi’ite theocracy, as well as the Petra Bank’s funding of the Lebanese Shi’ite militia Amal. Instead, the neoconservatives view Chalabi as a potential savior of the Middle East. Patrick Clawson of WINEP says, “He could be Iraq’s national leader.” [Unger, 2007, pp. 123-125]

Richard Barlow, an analyst who has repeatedly insisted that Pakistan has a nuclear weapons program (see July 1987 or Shortly After and Mid-1989), is fired from his position at the Pentagon. Barlow will later say, “They told me they had received credible information that I was a security risk.” When he asks why he is thought to be a security risk, “They said they could not tell me as the information was classified,” but “senior Defense Department officials” are said to have “plenty of evidence.” His superiors think he might leak information about Pakistan’s nuclear program to congressmen in favor of the non-proliferation of nuclear weapons. He spends the next eighteen months in the Pentagon personnel pool, under surveillance by security officers. Apparently, I. Lewis “Scooter” Libby and two officials who work for Undersecretary of Defense for Policy Paul Wolfowitz are involved in the sacking. It is also rumored that Barlow is a Soviet spy. Barlow’s conclusions about Pakistan’s nuclear program are unpopular with some, because if the US admitted the nuclear program existed, this would lead to a break between the US and Pakistan and endanger US aid to the anti-Soviet mujaheddin and US arms sales (see August 1985-October 1990 and August-September 1989). After he is fired, rumors are started saying that Barlow is a tax evader, alcoholic, adulterer, and in psychiatric care. As his marriage guidance counseling is alleged to be cover for the psychiatric care, the Pentagon insists that investigators be allowed to interview his marriage guidance counselor. Due to this and other problems, his wife leaves him and files for divorce. [New Yorker, 3/29/1993; Guardian, 10/13/2007] Barlow will later be exonerated by various investigations (see May 1990 and Before September 1993).
US District Judge Norma Johnson seals a lawsuit filed in the US Court of Claims by retired 20-year Army intelligence veteran and whistleblower Fred Westerman (see November 1988), who currently heads Systems Evaluations Incorporated (see 1985) and whose government contract was canceled after he reported abuses inside the highly secretive Continuity of Government program (see December 1987 and 1986-1987). Johnson issues a gag order on Westerman, forbidding him from discussing his case with members of Congress. The order comes a day after US News and World Report published an in-depth article on the COG program that highlighted Westerman’s case. Westerman’s lawsuit has been frozen since the Justice Department opened an investigation of his company (see November 1988). In 1990, Westerman will lose another contract, along with his security clearances (see 1990). By November 1991, he will be unemployable, several hundred thousand dollars in debt, and unable to gain any restitution from the government (see November 1991). African-American writer Anthony Walton writes for the New York Times Magazine his thoughts on the overtly racist “Willie Horton” ad campaign launched the year before by the Bush re-election campaign (see June-September 1988 and September 21 - October 4, 1988). Walton writes: “George Bush and his henchmen could not have invented Willie Horton. Horton, with his coal-black skin; huge, unkempt Afro, and a glare that would have given Bull Connor or Lester Maddox [infamous white supremacists who abused African-Americans in the 1950s and ‘60s] serious pause, had committed a brutal murder in 1974 and been sentenced to life in prison. Then, granted a weekend furlough from prison, had viciously raped a white woman in front of her fiance, who was also attacked. Willie Horton was the perfect symbol of what happened to innocent whites when liberals (read Democrats) were on the watch, at least in the gospel according to post-Goldwater Republicans. Horton himself, in just a fuzzy mug shot, gave even the stoutest, most open, liberal heart a shiver. Even me. I thought of all the late nights I had ridden in terror on the F and A trains, while living in New York City. I thought Willie Horton must be what the wolf packs I had often heard about, but never seen, must look like. I said to myself, ‘Something has got to be done about these n_ggers.’” Walton recounts several instances where he himself has been the victim of racism, and notes that in many eyes, he and Horton are interchangeable: “If Willie Horton would become just a little middle-class, he would look like me.… [I]n retrospect, I can see that racism has always been with me, even when I was shielded by love or money, or when I chose not to see it. But I saw it in the face of Willie Horton, and I can’t ignore it, because it is my face.” [New York Times Magazine, 8/20/1989]
Valerie Plame, a young CIA case officer (see Fall 1985), begins her first tour of foreign duty in Athens, Greece. She will remain there for three years, functioning out of the US Embassy under diplomatic cover as, primarily, a recruiter of foreign nationals to serve as CIA assets. Athens is a beautiful but dangerous assignment, with the radical leftist group known as “November 17” having killed a number of US officials over the past years, including CIA station chief Richard Welch in 1975. Plame’s station chief, Doug Smith, will remember her as an ambitious agent who worked hard: “It’s rare that someone on a first tour does a really wonderful job. She did well.” Her deputy station chief, who only allows himself to be identified as “Jim,” will add that he has “a very high opinion of Valerie” and the caliber of her work. President George H. W. Bush nominates his former foreign policy adviser, Donald Gregg, to become the US Ambassador to South Korea. Gregg is one of the architects of the Contra funding and supply program (see March 17, 1983). Gregg faces some difficulty in his Senate confirmation hearings stemming from his linchpin role in Iran-Contra, with Senator Alan Cranston (R-WY) telling him: “You told the Iran-Contra committee that you and Bush never discussed the Contras, had no expertise on the issue, no responsibility for it, and the details of Watergate-sized scandal involving NSC staff and the Edwin Wilson gang [a group of ‘rogue’ CIA agents operating in apparent conjunction with Bush] was not vice presidential. Your testimony on that point is demonstrably false. There are at least six memos from Don Gregg to George Bush regarding detailed Contra issues.” But Cranston is the only member of the committee to vote against Gregg’s confirmation. The Defense Department discovers that an Iraqi front company in Cleveland is funneling US technology to Iraq’s nuclear-weapons program. However, the Bush administration allows the company to continue its operations, even after Iraq invades Kuwait in 1990 (see November 8, 1990). At the same time, a top-secret CIA assessment informs Secretary of State James Baker that Iraq has a nuclear weapons program, and is using “covert techniques” to obtain the technology needed to build a nuclear bomb. The report identifies some of the specific dual-use technology that Iraq’s procurement network is trying to obtain around the world for its nuclear-weapons program, including oscilloscopes, high-speed cameras, and centrifuges. [Source: U.S. National Oceanic and Atmospheric Administration,]The Federal Emergency Management Agency (FEMA) is strongly criticized for not providing adequate relief to the victims of Hurricane Hugo, a Category 5 storm that hit near Charleston, South Carolina. The storm causes billions of dollars in damage, displaces tens of thousands, and leaves hundreds of thousands jobless and without power. After the storm passes, FEMA is slow to take action. The first FEMA relief office opens a full week after the storm hits. Once the agency moves in, red tape, minimal resources, and poor management bog down the relief efforts. Senator Ernest Hollings (D-SC) bluntly describes FEMA’s hierarchy as a “bunch of bureaucratic jackasses” that should just “get the hell out of the way.” Charleston Mayor Joseph P. Riley Jr. criticizes FEMA for not bringing enough people or resources to his city. The relief system established by FEMA, he says, “is not designed to cope immediately and urgently with a major disaster.” Robert Hoffman, the mayor of St. Stephen in Berkeley County, says: “I really had more faith in our government.… We’re in serious trouble if FEMA is going to be the [lead] organization in the event of a nuclear war.” Unbeknownst to most of the public and government, the majority of the disaster agency is preoccupied with developing plans for a nuclear doomsday as part of the highly classified Continuity of Government program (see April 1, 1979-Present). In a military journal, William S. Lind, a defense intellectual, and several officers warn that the US must transform its military to fight a new kind of war they call “fourth-generation warfare” or “4GW.” Unlike previous types of warfare relying on massive firepower and centralized command structures, 4GW will resemble terrorism and guerrilla warfare and could emerge from non-Western areas like the Islamic world. They write: “The fourth generation battlefield is likely to include the whole of the enemy’s society. Such dispersion, coupled with what seems likely to be increased importance for actions by very small groups of combatants, will require even the lowest level to operate flexibly on the basis of the commander’s intent. Second is decreasing dependence on centralized logistics. Dispersion, coupled with increased value placed on tempo, will require a high degree of ability to live off the land and the enemy. Third is more emphasis on maneuver. Mass, of men or fire power, will no longer be an overwhelming factor. In fact, mass may become a disadvantage as it will be easy to target. Small, highly maneuverable, agile forces will tend to dominate.
Fourth is a goal of collapsing the enemy internally rather than physically destroying him. Targets will include such things as the population’s support for the war and the enemy’s culture. Correct identification of enemy strategic centers of gravity will be highly important. In broad terms, fourth-generation warfare seems likely to be widely dispersed and largely undefined; the distinction between war and peace will be blurred to the vanishing point.… A fourth generation may emerge from non-Western cultural traditions, such as Islamic or Asiatic traditions. The fact that some non-Western areas, such as the Islamic world, are not strong in technology may lead them to develop a fourth generation through ideas rather than technology.” [Marine Corps Gazette, 10/1989] After 9/11, this article and others developing similar ideas on the need for a smaller, more agile military, will be called remarkably prescient. New York Times columnist Bill Keller will comment: “The fourth-generation threat sounds, when you read this text today, uncannily like al-Qaeda. The authors suggested the threat would emerge from a non-Western culture like Islam, that it might be stateless, that, lacking modern means, its warriors would infiltrate our society and use our own technology against us, that they would regard our whole civilization as a battlefield. Fourth-generation warriors would ‘use a free society’s freedom and openness, its greatest strengths, against it.’” [CounterPunch, 9/29/2001; Hindu, 10/9/2001; Atlantic Monthly, 12/2001; New York Times Magazine, 3/10/2002] This article and others with a similar orientation will be praised in an article by “Abu ‘Ubeid Al-Qurashi,” reportedly the pseudonym of an Osama bin Laden aide and al-Qaeda theorist. He will say: “In 1989, some American military experts predicted a fundamental change in the future form of warfare.… [F]ourth-generation wars have already occurred and […] the superiority of the theoretically weaker party has already been proven; in many instances, nation-states have been defeated by stateless nations.… The time has come for the Islamic movements facing a general crusader offensive to internalize the rules of fourth-generation warfare.” [MEMRI Special Dispatch, 2/10/2002; Insight on the News, 12/24/2002; American Conservative, 4/7/2003]
President Bush signs National Security Directive (NSD) 26, which asserts: “Access to Persian Gulf oil and the security of key friendly states in the area are vital to US national security. The United States remains committed to defend its vital interests in the region, if necessary and appropriate through the use of US military force, against the Soviet Union or any other regional power with interests inimical to our own. The United States also remains committed to support the individual and collective self-defense of friendly countries in the area to enable them to play a more active role in their own defense and thereby reduce the necessity for unilateral US military intervention.”
Policy on Iraq, Iran - NSD 26 is intended to promote the US’s outreach to Iraq as a counterweight to the “inimical” Gulf nation of Iran. The directive states, “Normal relations between the US and Iraq would serve our longer-term interests and promote stability in both the Gulf and the Middle East. The United States government should propose economic and political incentives for Iraq to moderate its behavior and to increase our influence with Iraq.” The directive also warns that Iraq would face “economic and political sanctions” if it continued to pursue biological and chemical weapons, and “[a]ny breach by Iraq of IAEA safeguards in its nuclear program will result in a similar response.”
Human Rights - The directive advocates making “[h]uman rights considerations” an “important element in our policy towards Iraq,” and states that Iraq should be steered away from “its meddling in external affairs, such as in Lebanon, and be encouraged to play a constructive role in negotiating a settlement with Iran and cooperating in the Middle East peace process.” The directive takes a much harder line on Iran, noting that before it can expect normalized relations with the US, it must “cease its support for international terrorism… help obtain the release of all American hostages… hal[t] its subversive activities…,” seek peaceful co-existence with Iraq, and “improv[e] its human rights practices.” [National Security Directive 26, 10/2/1989 ; Wilson, 2004, pp. 81-82]

Notwithstanding, President Bush, ignoring warnings from his own departments about the alarming buildup of the Iraqi military and Iraq’s continued development of weapons of mass destruction (see June 1989 and September 1989), signs the secret National Security Directive 26 establishing closer ties to the Baghdad regime and providing $1 billion in agricultural loan guarantees to that government. These funds allow Iraq to continue its development of weapons of mass destruction. Four days later, Secretary of State James Baker meets with Iraqi Foreign Minister Tariq Aziz and promises that the US will not curb restrictions on high-technology exports to Iraq. Baker is ignoring the CIA’s warnings that Iraq is using some of this technology to develop a nuclear weapon. The State Department’s minutes of the Baker-Aziz meeting reads in part, “[T]he Secretary admitted that the US does have concerns about proliferation, but they are worldwide concerns.” [US President, 10/2/1989; Los Angeles Times, 2/23/1992; New Yorker, 11/2/1992; Wall Street Journal, 7/10/2002]

[New York Times, 12/1/1998; Raleigh News and Observer, 10/21/2001] A US citizen by this time, he will spend much of his time after his discharge in Santa Clara, California, where his wife still resides. He will try but fail to get a job as an FBI interpreter, will work as a security guard, and will run a computer consulting firm out of his home. [San Francisco Chronicle, 9/21/2001]
The US State Department refuses to tighten export licenses for Iraq, even though officials know that Iraq is diverting dual-use technology and equipment for its nuclear-weapons program (see September 1989). [New Yorker, 11/2/1992]
CIA Director William Webster meets with Kuwait’s head of security, Brigadier Fahd Ahmed al-Fahd. Iraq will claim after its invasion and occupation of Kuwait (see August 2, 1990) that it had located a Kuwaiti memorandum summarizing their conversation, a memo both the CIA and Kuwaiti government officials will claim is a forgery, though both sides will admit the meeting actually took place. Iraq will accuse the CIA and Kuwait of collaborating to destabilize Iraq’s economy and government (see Late August, 1990). The memo reads in part: “We agreed with the American side that it was important to take advantage of the deteriorating economic situation in Iraq in order to put pressure on that country’s government to delineate our common border. The Central Intelligence Agency gave us its view of appropriate means of pressure, saying that broad cooperation should be initiated between us on condition that such activities be coordinated at a high level.” [NationMaster, 12/23/2007]

West and East Germans come together as the Berlin Wall is torn down. [Source: FreedomAgenda (.com)]The Berlin Wall, the fortified network of guarded walls and fences that separates East and West Berlin, is officially breached. East Germany’s communist government gives reluctant permission for gates along the Wall to be opened after hundreds of protesters in the East, and thousands in the West, converged on crossing points and demanded that the Wall be opened. When the gates open, hundred of East Berliners surge through to be welcomed by their Western fellows; shortly thereafter, crowds of people clamber atop the Wall and begin tearing it apart, chunk by chunk. The 28-mile Wall has stood since 1961, and has served as a symbol of the so-called “Iron Curtain” forcibly separating the communist East from the democratic West. The Wall became symbolically breached days before when a new and more liberal regime in Hungary opened its border and allowed its citizens to flee into West Germany. Czechoslovakia followed suit shortly thereafter. West German Chancellor Helmut Kohl calls the decision to open the Wall “historic.” [BBC, 11/9/1989; Chronik Der Mauer, 2/9/2008]
Symbolic End to Cold War - Many reporters and historians will mark the “Fall of the Wall” as the date, symbolic or real, when the Cold War between the US and the Soviet Union officially ended. [US News and World Report, 11/13/2008]
American conservatives, recently contemptuous of former President Ronald Reagan (see 1988), use the fall of the Berlin Wall (see November 9, 1989 and After) to resurrect the image of Reagan as the victorious Cold Warrior who triumphed over world communism.
Historical Revisionism - In doing so, they drastically revise history. In the revised version of events, Reagan was a staunch, never-wavering, ideologically hardline conservative who saw the Cold War as an ultimate battle between good (Western democracy) and evil (Soviet communism). As author J. Peter Scoblic will describe the revision, it was Reagan’s implacable resolve and conservative principles—and the policies that emanated from those principles—that “forced the Soviet Union to implode.” Conservatives point to the so-called “Reagan Doctrine” of backing anti-Soviet insurgencies (see May 5, 1985) and to National Security Decision Directive 75, accepting nuclear war as a viable policy option (see January 17, 1983), as evidence of their assertions. But to achieve this revision, they must leave out, among other elements, Reagan’s long-stated goal of nuclear disarmament (see April 1981 and After, March-April 1982, November 20, 1983, and Late November 1983), and his five-year history of working with the Soviet Union to reduce nuclear arms between the two nations (see December 1983 and After, November 16-19, 1985, January 1986, October 11-12, 1986, and December 7-8, 1987).
USSR Caused Its Own Demise - And, Scoblic will note, such revisionism does not account for the fact that it was the USSR which collapsed of its own weight, and not the US which overwhelmed the Soviets with an onslaught of democracy. The Soviet economy had been in dire straits since the late 1960s, and there had been huge shortages of food staples such as grain by the 1980s. Soviet military spending remained, in Scoblic’s words, “enormous, devouring 15 percent to 20 percent of [the USSR’s gross national product] throughout the Cold War (meaning that it imposed three times the economic burden of the US defense budget, on an economy that was one-sixth the size).” Reagan did dramatically increase US military spending during his eight years in office (see Early 1981 and After), and ushered new and potentially devastating military programs into existence (see 1981 and March 23, 1983). Conservatives will assert that Reagan’s military spending drove the USSR into implicit surrender, sending them back to the arms negotiation table with a newfound willingness to negotiate the drawdown of the two nations’ nuclear arsenals (see Early 1985). Scoblic will characterize the conservatives’ arguments: “Whereas [former President] Carter was left playing defense, the Gipper [Reagan] took the ball the final 10 yards against the Reds, spending them into the ground and leading the United States into the end zone.” Scoblic calls this a “superficially… plausible argument,” but notes that Carter, not Reagan, began the tremendous military spending increase (see Late 1979-1980), and more importantly, the USSR made no effort to match Reagan’s defense spending. “Its defense budget remained essentially static during the 1980s,” he will write. “In short, the Soviet Union suffered no economic distress as a result of the Reagan buildup.” Scoblic will also note that conservatives had long insisted that the USSR could actually outspend the US militarily (see November 1976), and never predicted that increasing US military spending could drive the Soviet Union into bankruptcy. [Scoblic, 2008, pp. 145-149]
The US District Court for the District of Columbia upholds a bankruptcy court ruling in favor of Inslaw. The ruling concerned the dispute over the PROMIS software between Inslaw and the Justice Department, which was found to have violated bankruptcy protection provisions (see September 28, 1987 and February 2, 1988), but had appealed (see Between February 2, 1988 and November 22, 1989). Judge William Bryant finds that the department knew an enhanced version of PROMIS was Inslaw’s central asset, that ownership of the software was critical to the company’s reorganization in Chapter 11 bankruptcy, and that the department’s unilateral claim of ownership and its installation of the enhanced version in offices around the United States violated automatic stay bankruptcy provisions in multiple ways. In addition, Bryant agrees with the bankruptcy court’s conclusion that the department never had any rights to the enhanced version and that “the government acted willfully and fraudulently to obtain property that it was not entitled to under the contract.” In addition, when Inslaw suggested mechanisms to determine whether the private enhancements had been made, the government rejected them, and “when asked to provide an alternative methodology that would be acceptable, the government declined.” The department could have used established procedures to get relief from the automatic stay provisions, but simply chose not to do so. Bryant, who also finds that the department tried to convert Inslaw’s bankruptcy to Chapter 7 liquidation, adds, “What is strikingly apparent from the testimony and depositions of key witnesses and many documents is that Inslaw performed its contract in a hostile environment that extended from the higher echelons of the Justice Department to the officials who had the day-to-day responsibility for supervising its work.” Finally, Bryant finds that, as the case was grounded in bankruptcy law, the bankruptcy court was an appropriate forum to hear the dispute and it did not have to be submitted to the Department of Transportation Board of Contract Appeals, an arena for contract disputes. Although most of the damages awarded are upheld, as Bryant finds the bankruptcy court assessed damages based on the evidence it obtained, he reduces compensatory damages by $655,200.88. For 16 available health indicators, the US ranks on average 12th out of 13 industrial countries. Ranking first is Japan followed by Sweden, Canada, France, Australia, Spain, Finland, the Netherlands, the United Kingdom, Denmark, Belgium, the United States, and Germany. For three of the indicators, the US ranks dead last: low-birth-weight percentages, overall neonatal and infant mortality, and years of potential life lost. Life expectancy in the US appears to improve with age. While the country ranks 11th and 12th for female and male one-year-olds, respectively, it ranks a high 3rd for life expectancy among 80-year-olds of both sexes. [Starfield, 1998; Starfield, 2000 ]
Ali Mohamed, an al-Qaeda operative recently discharged from the US army (see November 1989), becomes an informant for the FBI. He applies to be an translator at FBI offices in Charlotte, North Carolina, and San Francisco, and is turned down. However, the San Francisco office hires him to be an informant to help expose a local document forging conspiracy that possibly involves members of Hamas. [Miller, Stone, and Mitchell, 2002, pp. 144] Mohamed will continue to have connections with the FBI for much of the rest of the 1990s while also running an al-Qaeda cell in California.
At some point in 1990, the FBI seizes a handwritten list of contacts from a top official of the Al-Kifah Refugee Center in Brooklyn. Al-Kifah is a charity front with links to both al-Qaeda and the CIA (see 1986-1993). Little is known about the list, such as when exactly it was seized and why, what was done with it, or whose names are on it, except that a Texas imam named Moataz Al-Hallak is on the list (mention of the list comes from an article about Al-Hallak). The FBI also seizes a different computerized list of Al-Kifah contacts at some point. [Dallas Morning News, 2/19/1999] It will later be alleged that the CIA repeatedly blocked the FBI’s investigations into Al-Kifah (see Late 1980s and After).
In response to a US company’s concern that their product might be used by Iraq to develop nuclear weapons and ballistic missiles, the US Department of Commerce asks Iraq’s government to provide a written guarantee that the company’s product will be used for civilian purposes only. The Commerce Department tells the company that a license and review is unnecessary, and that there is no reason why the product in question should not be exported to Iraq. [Jentleson, 1994, pp. 110]
Conservative defense analyst Frank Gaffney calls for a second round of “Team B” competitive intelligence exercises (see November 1976), writing, “[N]ow is the time for a new Team B and a clear-eyed assessment of the abiding Soviet (and other) challenges that dictate a continued, robust US defense posture.” [Quarterly Journal of Speech, 5/2006 ]

The book is designed to hit bookstores concurrent with the escalating tensions in the Persian Gulf (see April 1990 and August 2, 1990). It also reflects Mylroie’s beliefs that Hussein is responsible for virtually all Islamist terrorism (see October 2000 and July 9, 2003), and advocates the US overthrow of Hussein.
