A judge hearing the PROMIS case for the Department of Transportation Board of Contract Appeals (DOTBCA) says that findings by the Bankruptcy Court for the District of Columbia and the US District Court for the District of Columbia have left a “cloud” over the Justice Department. The two courts originally found for Inslaw (see September 28, 1987 and November 22, 1989), which is in dispute with the department over an enhanced version of the PROMIS software, but these rulings were overturned on appeal, mostly on jurisdictional grounds (see May 7, 1991). At a hearing, counsel for the department says, “I think those trials speak for themselves, and every order has been vacated.” However, the judge responds: “There is one problem. The fact that a judge or a court doesn’t have jurisdiction doesn’t mean that the court is completely ignorant. True, Mr. Bason [the bankruptcy court judge] and Mr. Bryant [the judge that heard the initial appeal] did not have jurisdiction, but they did make some very serious findings on the basis of sworn testimony. They had been truly vacated, and it may be that all the statutes to run have run and they can’t go anywhere. Those cases may be dead forever. But it has left a cloud over the respondent [the department].” The House Judiciary Committee will comment: “As the DOTBCA judge concluded, there definitely remains a cloud over the department’s handling of Inslaw’s proprietary software. Department officials should not be allowed to avoid accountability through a technicality or a jurisdiction ruling by the Appeals Court.” [US Congress, 9/10/1992]
Attorney General William Barr appoints Nicholas Bua, a retired federal judge from Chicago, as his special counsel to investigate and advise him on the Inslaw controversy. The affair has been running for nearly a decade and stems from a dispute over a contract signed by the Justice Department and Inslaw in 1982 (see March 1982). However, because Bua does not have independent status, the House Judiciary Committee will comment, “as long as the investigation of wrongdoing by former and current high level Justice officials remains under the ultimate control of the department itself, there will always be serious doubt about the objectivity and thoroughness of the inquiry.” [US Congress, 9/10/1992]
Canada’s ambassador to the US, Derek Burney, writes to the House Judiciary Committee saying that neither the Canadian Royal Mounted Police nor the Canadian Security Intelligence Service (CSIS) have the PROMIS software developed by Inslaw or derivatives thereof. The statement is in response to an October letter from the committee, which is investigating the alleged theft from Inslaw of a version of the software and its subsequent passage to Canada. According to Burney, both the Mounties and the CSIS told him that not only do they not use Inslaw’s PROMIS or any software believed to be a derivative of it, but that they do not use any case management software at all. The committee will comment: “The ambassador’s conclusory statement did not provide an offer or an opportunity for further verification of the allegations received concerning the government of Canada. Without direct access to [the Mounties], CSIS, and other Canadian officials, the committee has been effectively thwarted in its attempt to support or reject the contention that Inslaw software was transferred to the Canadian government.” [US Congress, 9/10/1992]
El Sayyid Nosair. [Source: FBI]El-Sayyid Nosair is acquitted of killing Meir Kahane (see November 5, 1990), leader of the Jewish Defense League, but convicted of firearms offenses connected with his shooting of two witnesses during his attempt to flee. The judge will declare that the acquittal verdict “defie[s] reason” and sentence Nosair to 22 years by applying maximum sentences to his convictions on the other charges. [Village Voice, 3/30/1993; Independent, 11/1/1998; Lance, 2003, pp. 65] The prosecution of Nosair was hobbled by the US government’s absolute refusal to acknowledge the possibility that the murder was anything other than the work of a “lone deranged gunman” despite information gained during the course of the investigation provided by an FBI operative that he had “very close” ties to the radical imam Sheikh Omar Abdul-Rahman. Many boxes of evidence that could have sealed Nosair’s guilt on the murder charge and also shown evidence of a larger conspiracy were not allowed as evidence. [Village Voice, 3/30/1993; Miller, Stone, and Mitchell, 2002, pp. 44-46] A portion of Nosair’s defense fund is paid for by bin Laden, but this will not be discovered until some time later. [ABC News, 8/16/2002] District Attorney Robert Morgenthau, who prosecuted the case, will later speculate the CIA may have encouraged the FBI not to pursue any other leads. Nosair worked at the Al-Kifah Refugee Center which was closely tied to covert CIA operations in Afghanistan (see Late 1980s and After). [New York Magazine, 3/17/1995]
Double agent Ali Mohamed, who became an informant for the FBI in 1990 (see 1990), apparently works as an FBI informant again, obtaining intelligence on some suspects at a San Jose, California, mosque. But he is never polygraphed, even though this is standard procedure. Retired FBI agent Joseph O’Brien will later complain, “One of the most unbelievable aspects of the Ali Mohamed story is that the Bureau could be dealing with this guy and they didn’t” polygraph him. “The first thing you do with any kind of asset or informant is you polygraph him and if the relationship continues, you make him submit to continued polygraphs down the line.” FBI agent John Zent becomes Mohamed’s handler. [Lance, 2006, pp. 95-96] Apparently Mohamed will be given a polygraph test in 1993 and will fail it (see May 1993).
Khalil Deek, a US citizen and al-Qaeda operative mostly living in California, also works in Bosnia for the Islamic Relief Agency (ISRA), also known as the Islamic African Relief Agency (IARA), during the Bosnia war. [Wall Street Journal, 11/17/2000] A secret 1996 CIA report will say, “The IARA office in Zagreb [Croatia] provides weapons to the Bosnian military, according to a clandestine source. The source claimed the office was controlled by officials of Sudan’s ruling party, the National Islamic Front.” [Central Intelligence Agency, 1/1996] The Wall Street Journal will later claim that the “US suspects [the IARA] was involved in smuggling fighters into Bosnia from among the mujaheddin.” [Wall Street Journal, 11/17/2000] Deek has a Bosnian passport. [Schindler, 2007, pp. 270] Some reports identify him as a US Army veteran. [Orange County Weekly, 6/15/2006] Deek will later reportedly serve similar roles for al-Qaeda in Pakistan, helping to smuggle weapons (see May 2000) and direct recruits to militant training camps in Afghanistan (see 1998-December 11, 1999). While in Bosnia, he will get to know other al-Qaeda operatives later connected to various bomb plots (see January 2000). Around the same time that he is working in Bosnia, he is also being monitored by the FBI running militant training camps in California, but the FBI takes no action against him or his camps (see Early 1990s).
Counterterrorism expert Rohan Gunaratna will later claim in a book that al-Qaeda planned to bomb a target inside the US this year. Operatives plan to get explosives in Italy and ship them to the US via Cuba. However, the operation is aborted. Further details, such as what the target is or who is involved, are unknown. Gunaratna is known to have sources inside US intelligence and will claim the information came from the CIA, but it is unclear when the CIA may have first learned about this alleged plot. [Gunaratna, 2003, pp. 133]

[Source: Public domain]The Al-Kifah Refugee Center in Brooklyn, New York, is al-Qaeda’s main foothold in the US and most of the 1993 WTC bombers are closely tied to it. It had been formed in the 1980s to send militants to fight in Afghanistan and also help veteran fighters settle in the US (see 1986-1993). But the Afghanistan war against the Soviets ended in early 1989 and the winning factions soon began fighting amongst themselves (see February 15, 1989). But a new cause is on the horizon as Yugoslavia starts falling apart. By 1991, the center’s parent organization in Pakistan, Maktab al-Khidamat(MAK)/Al-Kifah begins setting up al-Qaeda charity fronts in the Bosnia region (see 1991). The main regional MAK/Al-Kifah branch in Zagreb, Croatia, is also called the Al-Kifah Refugee Center like the Brooklyn branch and has very close ties with that branch (see Early 1990s). In 1992, war breaks out in Bosnia (see April 6, 1992) and the Al-Kifah Refugee Center in Brooklyn shifts its focus fully to the Bosnia cause. For instance, the Boston branch publishes “A Call for Jihad in Bosnia.” It claims that more than 100,000 Bosnians had been killed and that thousands of Muslim girls had been kidnapped and kept in Yugoslav army camps for sex. It urges readers who wish “to provide the emerging jihad movement in Bosnia with more than food and shelter” to send their donations to Al-Kifah. And just as Al-Kifah led the effort to send US-based militants to fight in Afghanistan, it appears to do the same for Bosnia. Vanity Fair will later claim, “Dozens and perhaps hundreds of US residents are reported to have joined appeals to fight the Serbs in Bosnia.” [Vanity Fair, 3/2005] The head of the Al-Kifah Refugee Center’s Zagreb branch, Kamer Eddine Kherbane, apparently is also one of the leaders of the mujaheddin fighters in Bosnia around this time (see 1990 and 1991). The CIA had ties to Al-Kifah during the Afghan war (see Late 1980s and After) and there is some circumstantial evidence of US government ties to it during the Bosnia war. In 1992, Ali Mohamed, a double agent and ex-US Special Forces officer with close ties to Al-Kifah, leads a group of US militants who are all ex-US soldiers to train and fight in Bosnia (see December 1992). Abu Ubaidah Yahya, an ex-US marine and security chief at the Brooklyn branch, will lead a second group of US militants to fight in Bosnia (see Spring 1993).
Al-Qaeda operative Khalil Deek runs military training camps in Southern California in the early 1990s. Those trained in the camps include followers of the “Blind Sheikh,” Sheikh Omar Abdul-Rahman, and some of the people involved in the 1993 “Landmarks” plot (see June 24, 1993). Deek is a member of an al-Qaeda sleeper cell based in Orange County and has reportedly been under investigation by US intelligence since the late 1980s (see Late 1980s). Rita Katz, a private counterterrorism expert who sometimes works with US officials, will learn of these camps when speaking to an FBI agent in early 2002. According to Katz, she is told that the FBI had known about the camps for “years” but had not acted because of the “wall” between criminal and intelligence investigations. The FBI agent will tell Katz that the information about the camps was “Intel information. Unusable.” [Katz, 2003, pp. 186-187] Deek also attracts attention for his suspected involvement with Al-Gama’a al-Islamiyya, the militant group led by Abdul-Rahman, because of the group’s plans “to bomb a Masonic temple in Los Angeles.” [LA Weekly, 9/15/2005] Katz will conclude that “the FBI had learned that Deek was running military training camps for al-Qaeda in California and was planning to blow up various American targets. And the agency let these people go about their business undisturbed.” [Katz, 2003, pp. 186-187] Around the same time, Deek also works in Bosnia for a charity suspected of funneling weapons and new recruits to the mujaheddin fighting there (see Early 1990s). In late 1999, Deek will be captured overseas for participation in a planned millennium bombing (see December 11, 1999). It will later be alleged that he was a mole for the Jordanian government (see Shortly After December 11, 1999).

[Source: PBS]It has not been revealed when US intelligence begins monitoring bin Laden exactly, though the CIA was tailing him in Sudan by the end of 1991 (see February 1991- July 1992). But in late 1995 the FBI is given forty thick files on bin Laden from the CIA and NSA, mostly communications intercepts (see October 1995). The sheer amount of material suggests the surveillance had been going on for several years. Dan Coleman, an FBI agent working with the CIA’s bin Laden unit, will begin examining these files and finds that many of them are transcripts from wiretapped phones tied to bin Laden’s businesses in Khartoum, Sudan, where bin Laden lives from 1991 to 1996. [Miller, Stone, and Mitchell, 2002, pp. 148-149; Wright, 2006, pp. 242-244] CIA Director George Tenet will later comment, “The then-obscure name ‘Osama bin Laden’ kept cropping up in the intelligence traffic.… [The CIA] spotted bin Laden’s tracts in the early 1990s in connection with funding other terrorist movements. They didn’t know exactly what this Saudi exile living in Sudan was up to, but they knew it was not good.” [Tenet, 2007, pp. 100] The London Times will later report that in Sudan, “bin Laden used an $80,000 satellite phone and al-Qaeda members used radios to avoid being bugged…” [London Times, 10/7/2001] Bin Laden is mistaken in his belief that satellite phones cannot be monitored; a satellite phone he buys in 1996 will be monitored as well (see November 1996-Late August 1998).
The latest edition of the US Army’s Field Manual 34-52 is published, and it includes rules governing interrogations. It unequivocally states that binding international treaties and US policy “expressly prohibit acts of violence or intimidation, including physical or mental torture, threats, insults, or exposure to inhumane treatment as a means of or aid to interrogation. Such illegal acts are not authorized and will not be condoned by the US Army.” It defines “physical torture” to include “infliction of pain through chemicals or bondage,” “forcing an individual to stand, sit or kneel in abnormal positions for prolonged periods of time,” “food deprivation,” and “any form of beating.” It notes that the “use of torture by US personnel will bring discredit upon the US and its armed forces while undermining domestic and international support for the war effort. It also may place US and allied personnel in enemy hands at a greater risk of abuse by their captors.” These regulations will still be in effect after 9/11. [CBC News, 11/16/2005]
The Barnaby Knolls housing development, another Washington, DC, suburb funded by BMI Inc. [Source: Susan Biddle/ Washington Post]BMI Inc., is a New Jersey-based Muslim investment firm. Some of the lead investors have been suspected of supporting terrorism and other types of violence in the Middle East (see 1986-October 1999). In 1992, a branch of the International Islamic Relief Organization (IIRO), a Saudi charity gives $2.1 million to BMI to invest in real estate. The money disappears from BMI’s books. By 1996, the CIA will secretly report that the IIRO supports terrorism financing in many locations around the world (see January 1996). In October 1999, BMI will go defunct after it is unable to repay this money to the IIRO branch. Additionally, the IIRO branch will give BMI over a million dollars between 1992 and 1998. BMI uses some money from the IIRO and other investors to build houses in Oxon Hill, a Washington, D.C., suburb. Many well to do Muslims invest in the housing development because BMI advertises itself as investing according to Islamic principles. Most of the small investors as well as the middle class Americans who buy the Oxon Hill houses do not realize that the profits from the property sales go to Mousa Abu Marzouk, a known leader of Hamas. Marzouk is said to make $250,000 in profits from BMI real estate deals in the early 1990s. In 2004, an Immigration and Customs Enforcement court declaration will assert that significant amounts of cash obtained from BMI by Marzouk is eventually used “in furtherance of Hamas terrorist operations.” [Wall Street Journal, 11/26/2002; Washington Post, 8/20/2003; Washington Times, 3/26/2004; Washington Post, 4/19/2004] By the end of 1992, BMI will have projected revenues in excess of $25 million based largely on their real estate investments in the US. [US Congress, 10/22/2003]
The Federal Response Plan (FRP) is developed and becomes Public Law 93-288. The FRP provides “a process and structure for the systematic, coordinated, and effective delivery of Federal assistance to address the consequences of any major disaster or emergency declared under the Robert T. Stafford Disaster Relief and Emergency Assistance Act.” The plan can be called into action by the president of the United States in times of emergency. Once invoked, the Federal Emergency Management Agency (FEMA) coordinates the efforts of any Emergency Support Functions (ESF) involved. In the event of a hazardous materials release, the EPA is charged with overseeing the federal government’s response. The Federal Response Team (FRT) and Regional Response Teams (RRTs) are charged with “carry[ing] out their duties and responsibilities as put forth in the NCP [National Oil and Hazardous Substances Pollution Contingency Plan] (see 1972) and agency implementing procedures.” [Federal Emergency Management Agency, 8/1997]
During the 1980s, Dick Cheney and Donald Rumsfeld were regular participants in top-secret exercises, designed to test a program called Continuity of Government (COG) that would keep the federal government functioning during and after a nuclear war with the Soviet Union (see 1981-1992). Despite the fall of the Berlin Wall and the collapse of the Soviet Union, the COG exercises continue into the 1990s, being budgeted still at over $200 million per year.
Exercises Prepare for Terrorist Attacks - Now, terrorists replace the Soviet Union as the imagined threat in the exercises. The terrorism envisaged is almost always state-sponsored, with the imagined terrorists acting on behalf of a government. According to journalist James Mann, the COG exercises are abandoned fairly early in the Clinton era, as the scenario is considered farfetched and outdated. However another journalist, Andrew Cockburn, suggests they continue for longer.
Exercise Participants Are Republican Hawks - Cockburn adds that, while the “shadow government” created in the exercises had previously been drawn from across the political spectrum, now the players are almost exclusively Republican hawks. A former Pentagon official with direct knowledge of the program will later say: “It was one way for these people to stay in touch. They’d meet, do the exercise, but also sit around and castigate the Clinton administration in the most extreme way. You could say this was a secret government-in-waiting. The Clinton administration was extraordinarily inattentive, [they had] no idea what was going on.” [Atlantic Monthly, 3/2004; Cockburn, 2007, pp. 88]
Richard Clarke Participates - A regular participant in these COG exercises is Richard Clarke, who on 9/11 will be the White House chief of counterterrorism (see (1984-2004)). [Washington Post, 4/7/2004; ABC News, 4/25/2004] Although he will later come to prominence for his criticisms of the administration of President George W. Bush, some who have known him will say they consider Clarke to be hawkish and conservative (see May 22, 1998). [Boston Globe, 3/29/2004; US News and World Report, 4/5/2004] The Continuity of Government plan will be activated, supposedly for the first time, in the hours during and after the 9/11 attacks (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). [Washington Post, 3/1/2002]
The CIA produces the last edition of its Redbook before 9/11. The Redbook is a manual written by the CIA for immigration officials; it helps the officials identify terrorists using telltale signs in their passports through commonalities among forged passports, travel cachets, and visas used by terrorists. The 1992 edition claims that more than “200 people carrying forged passports provided by terrorist groups have been identified before they could engage in terrorist acts.”
Types of Fraud - It focuses on five types of travel document fraud committed by terrorists: forgeries of some 35 national passports and the travel cachets of at least 45 countries; forged documents terrorists purchase from commercial vendors; stolen blank passports, which terrorists can fill in with biographical data of their choosing; information on genuine altered passports that have been photo-substituted or given an extended validity date; and genuine, unaltered passports, most likely procured with the knowledge of the issuing country or through a corrupt government official.
Reason for Discontinuance - The 9/11 Commission will say that the Redbook stops being published in 1992 due to “a lack of new exemplars,” but then add that there was plenty of “raw data” and a “rich trove of information on the travel tactics of terrorists” after this time. Citing an interview with an unnamed source, the commission will say that the CIA claimed it had no new data to analyze, as the FBI did not share what it gathered from its law enforcement investigations. However, the CIA did certainly obtain some new exemplars between 1992 and 9/11. For instance, it found some visa stamps, blank Egyptian birth certificates, and a forged passport in a June 1998 raid on extremists in Albania.
Significance of Non-Publication - The commission will also note that the information contained in the Redbook is directly relevant to al-Qaeda’s travel tactics before 9/11: “From the 1993 bombing of the World Trade Center to the disruption of the millennium plot in December 1999, information suggested that al-Qaeda continued to employ all five methods of document fraud first noted in the Redbook years earlier, along with some new methods of their own.” The commission will also highlight how important the failure to take advantage of the information contained in the Redbook will be: “In practical terms, this meant the United States denied itself the ability to disrupt terrorist operations and prevent undetected terrorist entries by disrupting operatives’ ability to travel.” Several of the 9/11 hijackers will have anomalies in their passports (see November 2, 2007). [9/11 Commission, 8/21/2004, pp. 45-46, 61, 69, 102 ] Islamist radicals linked to the WTC bombings and fighting in Bosnia will obtain a copy of the Redbook at some point in the next three years (see 1995 or Before).
Defense Intelligence Agency (DIA) agent Patrick Lang is “recruited” for “membership” in the neoconservative inner circle by neoconservative founding father Albert Wohlstetter and his wife Roberta (see 1965). They arrive, uninvited, at Lang’s home with the news that they had been asked to speak with Lang by a mutual friend (who, by 2004, is, according to Lang, a “senior personage in the Pentagon”). Lang and the Wohlstetters spend an hour and a half discussing world affairs, philosophy, and various famous and influential friends of the Wohlstetters. Roberta Wohlstetter shows Lang copies of books their friends have written. As Lang will later recall: “An unspoken question seemed to hang in the air. After a while they became impatient with my responses and left, never to return. Clearly, I had failed the test.” He will later learn that several friends of his received similar visits; a former academic colleague of Wohlstetter will tell Lang that the Wohlstetters have made similar attempts to “recruit” potential neoconservatives from university faculties. According to a 2002 review of FAA records by the Associated Press, the prohibited airspace protecting the White House is violated at least 94 times during the years from 1992 to 2002. Most violations do not lead to significant sanctions against the offending pilots, usually just a letter of warning. [CBS News, 4/4/2002]
Steve Elson. [Source: 911Report LLC]A Federal Aviation Administration (FAA) internal memo warns that small knives have been used in hijackings. The memo states, “Small knives (blade length of four inches or less), the most frequently employed weapon to hijack aircraft (in the US), were used in three incidents.” Details of the memo will later be provided to the 9/11 Commission by Steve Elson, an FAA special agent for security. According to Elson, the memo is widely distributed to agency security officials. Elson will quit the FAA 1999 in frustration over lax security. [New York Magazine, 9/24/2001; Elson, 9/4/2003; Salon, 8/3/2004; Linda Ellman, 2005; Village Voice, 2/8/2005] By 9/11 it will still be legal to bring small knives onto planes (see July 8-August 30, 2001).
David Barbarash. [Source: Anti-Defamation League]David Barbarash, an animal rights activist with the Animal Liberation Front (ALF—see 1976 and 1979-1993), is jailed for four months for releasing cats from a University of Alberta laboratory, where they were undergoing medical experiments and vivisections. [Anti-Defamation League, 2005]
Paul Wolfowitz, the neoconservative undersecretary of policy for Defense Secretary Dick Cheney, promotes the export of advanced AIM-9M air-to-air missiles to Israel. This is discovered by a lengthy investigation by the Bush administration into the export of classified weapons technology to China. The Joint Chiefs of Staff, aware that Israel has already been caught selling an earlier version of the AIM missile to China in violation of a written agreement between Israel and the US, intervenes to stop the missile sales. Wolfowitz retains his position at the Defense Department until he and most of his neoconservative colleagues are turned out of the federal government by the onset of the Clinton administration. [CounterPunch, 2/28/2004]
Lawyer and ordained minister Fred Phelps, the leader of the virulently anti-gay Westboro Baptist Church (WBC) of Topeka, Kansas (see November 27, 1955 and After), runs for the US Senate. Though he calls his opponent a “bull dike” (a missppelled accusation that his opponent is a lesbian), Phelps wins almost 31 percent of the vote in the Democratic primary. [Southern Poverty Law Center, 4/2001] Phelps ran for governor of Kansas in 1990, and won less than seven percent of the Democratic primary vote (see 1990).
Former Drug Enforcement Agency (DEA) agent Lester Coleman submits a sworn affidavit to a court hearing the dispute between Inslaw and the Justice Department about the alleged theft of PROMIS software.
PROMIS Allegedly Provided to Middle Eastern Countries - Coleman says that in spring 1988 he worked with a DEA proprietary company in Nicosia, Cyprus. He found that the DEA was using the company to sell computer software called “PROMISE” or “PROMIS” to drug abuse control agencies in Cyprus, Pakistan, Syria, Kuwait, and Turkey. Coleman claims to have seen reels of computer tapes and computer hardware being unpacked at the Nicosia Police Force Narcotics Squad. The boxes allegedly bore the name and red logo of a Canadian corporation with the words “PROMISE” or “PROMIS” and “Ltd.” According to Coleman, the DEA’s objective in aiding the implementation of this system in these countries was to enhance the United States’ ability to access sensitive drug control law enforcement and intelligence files. Coleman adds that a DEA agent was responsible for both the propriety company, Eurame Trading Company, Ltd., and its initiative to sell “PROMIS(E)” computer systems to Middle Eastern countries.
Apparent Link to Case against Michael Riconosciuto - Coleman also says he believed the agent’s reassignment in 1990 to a DEA intelligence position in Washington State prior to the arrest of Michael Riconosciuto in March 1991 on drug charges was more than coincidental. Riconosciuto has also made a number of claims about PROMIS. According to Coleman, the agent was assigned to Riconosciuto’s home state to manufacture a case against him. Coleman says this was done to prevent Riconosciuto from becoming a credible witness concerning the US government’s covert sale of PROMIS to foreign governments.
Meeting with Danny Casolaro - Coleman also says he was contacted by the reporter Danny Casolaro on August 3, 1991. Casolaro apparently told him he had leads and hard information about (1) Justice Department groups operating overseas, (2) the sale of the “PROMIS(E)” software by the US government to foreign governments, (3) the Bank of Credit and Commerce International (BCCI), and (4) the Iran-Contra scandal.
Mentioned by House Committee in Report - These charges will be mentioned in the House Judiciary Committee’s final report on the Inslaw affair, but the committee will not endorse them. [US Congress, 9/10/1992]
Later Conviction for Perjury - Coleman will later admit fabricating a claim that a secret drug sting enabled terrorists to evade airport security in the bombing of Pan Am Flight 103, which was blown up over Lockerbie, Scotland, in 1988. Pleading guilty to five counts of perjury, he will say he lied for a variety of reasons: to obtain money, to evade pending federal charges that he filed a false passport application, to enhance his status as a consultant on international security and terrorism, and to get back at the United States Drug Enforcement Administration for firing him. Michael Meiring, a suspected CIA operative connected to Philippine militant groups (see May 16, 2002), first comes to the Philippines and lives there for a year. According to a later report by the Manila Times, Meiring lives in the capital of Manila and is frequently seen with two agents of the Philippine National Bureau of Investigation (NBI). Yet at the same time he is believed to have ties with the top leaders of the Moro National Liberation Front (MNLF) and Moro Islamic Liberation Front (MILF), which, together with the Abu Sayyaf, are the main Muslim militant groups in the southern Philippines. “Meiring’s connections with rebel leaders made the military wary about him. He was under surveillance by more than one intelligence unit on more than one occasion.” One close US friend later claims that in 1992 Meiring said he had found and sold a box full of US Federal Reserve notes worth more than $500 million. It is believed that he spends millions of dollars while in the Philippines. [Manila Times, 5/29/2002] (There appear to have been frequent scams in the Philippines involving millions and even billions of dollars of fraudulent US Federal Reserve notes.) [Time, 2/26/2001] Meiring, a former citizen of South Africa, fled to the US when he became the subject of an investigation toward the end of South Africa’s apartheid regime. He then became a US citizen. Meiring is connected to a group of treasure hunters led by James Rowe, an American. Rowe connects with a group of right-wing white supremacists linked to the US neo-Nazi party. In 1993, Meiring and Rowe travel to the Philippines together. [Manila Times, 5/30/2002] Meiring will come and go between the US and the Philippines for the next ten years, claiming to be a treasure hunter. In 2002 he will be severely injured by a bomb he is trying to make and will be whisked out of the Philippines by US officials (see May 16, 2002) and December 2, 2004). Philippine officials have observed other right-wing Americans with ties to Muslim militants starting in the early 1990s (see Early 1990s and After). [Manila Times, 5/29/2002]

[Source: BIF] (click image to enlarge)In 1987, Saudi millionaire Adel Batterjee founds the Islamic Benevolence Committee, a charity front supporting the mujaheddin in Afghanistan. In 1998, bin Laden’s brother-in-law Mohammed Jamal Khalifa founds the Benevolence International Corporation export-import company in the Philippines to support militant groups there. In 1992, the two groups merge and create a new Saudi charity called the Benevolence International Foundation (BIF). BIF funds charity projects, but its 1999 mission statement says its purpose is to make “Islam supreme on this earth,” and it funds radical militants as well. In 1992, it moves its headquarters to Florida in the US. Then, in 1993, it moves its headquarters again to Chicago. Battargee is replaced as head of the organization by Enaam Arnaout, but Battargee maintains a behind the scenes role. Arnaout fought with bin Laden in Afghanistan in the 1980s and in fact in 1988 the Arab News published a picture of Arnaout and bin Laden together at a mujaheddin camp in Afghanistan. Mohammed Loay Bayazid, a US citizen and one of the founder members of al-Qaeda, is made president of BIF. BIF mostly funds regions where Islamist militants are fighting, especially Bosnia and Chechnya. [Burr and Collins, 2006, pp. 45-46] In 1993, bin Laden will privately name BIF as one of al-Qaeda’s three most important charity fronts (see 1993). The US will designate BIF a terrorism financier in 2002 (see March 2002) and will similarly designate Batterjee in 2004 (see December 21, 2004).
Fateh Kamel. [Source: Radio Canada]The Al-Kifah Refugee Center in Brooklyn has an office in Zagreb, Croatia, also called the Al-Kifah Refugee Center, and the links between the two are very close. Both are connected to Maktab al-Khidamat/Al-Kifah in Pakistan, which is an al-Qaeda charity front. Hassan Hakim, deputy director of the Zagreb office, says his office is linked only to the Brooklyn office. This is important because the Zagreb office is closely involved in assisting mujaheddin in the Bosnian war and the Brooklyn office is closely linked to the CIA, suggesting the CIA could be assisting the Bosnia mujaheddin through the relationship between Brooklyn and Zagreb offices. [Washington Post, 8/3/1993; Kohlmann, 2004, pp. 41] The Zagreb office will remain open after the Brooklyn office is closed in the wake of the 1993 WTC bombing (see February 26, 1993), as all of the bombers were connected to that office. A Washington Post journalist who visits it in August 1993 describes it as being “housed in a modern, two-story building staffed by Arabs who identified themselves as Algerians.” [Washington Post, 8/3/1993] Like the Brooklyn office, the Zagreb office appears to be staffed with many militants involved in illegal activities:
Fateh Kamel will reportedly be involved in many attacks and is considered a leader for Ahmed Ressam, who will attempt to bomb the Los Angeles airport (see December 14, 1999).
Lionel Dumont is involved in numerous al-Qaeda plots, even as far afield as Japan.
Hocine Senoussaoui is connected with Al-Gama’a al-Islamiyya and the GIA and will be arrested in France in 1996. [Kohlmann, 2004, pp. 164, 186, 189, 195]
Kamar Eddine Kherbane, head of the Zagreb office, is a known al-Qaeda operative as well as a leader of an Algerian extremist group, and allegedly will be involved in the 9/11 attacks (see September 18-20, 2001).
Hassan Hakim. A 1996 CIA report will say that he is a senior member of Algerian extremist groups and was arrested in France for weapons smuggling in July 1994.
In 1996, a CIA report will say that an Algerian national connected to the Zagreb office is “preparing for an unspecified terrorist attack in Europe…” [Central Intelligence Agency, 1/1996]
Gary Best, an American working under the cover of an apparently phony oil company named MEGA Oil, arranges for several high level US military officers and Special Forces operatives to work for the government of Azerbaijan. Azerbaijan is involved in a number of local disputes, especially with Armenia. The Americans include General Richard Secord, who was heavily involved in the Iran-Contra Affair, and General Harry “Heini” Aderholt. Aderholt advises the Azeris to file a formal request with the US for a mobile training team, even though the request would not be granted. “Then I told them to start shopping around the private sector for advisors to do the same thing.” The project ends in disaster. The top US military advisors, including Secord and Aderholt, drop out because the Azeris do not follow their advice. With the help of Gary Best and US Special Forces operatives, the Azeris import hundreds of Afghan mujaheddin as mercenaries. As in Bosnia (see 1993-1995), the mujaheddin prove to be unreliable and uncontrollable. In November of 1993 an offensive by the Azeri army, relying heavily on mercenaries, takes a terrible beating in Armenia. [Goltz, 1999, pp. 270-279, 432]

[Source: Iraqi National Congress]Over a period of four years, the CIA’s Iraq Operation Group provides the Iraqi National Congress (INC) with $100 million, which the organization uses to set up training camps and propaganda operations in Northern Iraq. [Christian Science Monitor, 6/15/2004; Ritter, 2005, pp. 128] During this time span, INC leader Ahmed Chalabi allegedly misuses a lot of the funds. “There was a lot of hanky-panky with the accounting: triple billing, things that weren’t mentioned, things inflated.… It was a nightmare,” a US intelligence official who works with Chalabi will say in 2004. [Newsweek, 4/5/2004] Chalabi refuses to share the organization’s books with other members of the INC, and even with the US government itself. According to a former CIA officer, “[T]hey argued that it would breach the secrecy of the operation.” One night, government investigators break into the INC’s offices to do an audit. They find that although the books are in order, many of the group’s expenditures are wasteful. [New Yorker, 6/7/2004] Chalabi spends much of his time in Kurdish-controlled northern Iraq. Robert Baer, a CIA officer who is also working in Iraq, later recalls: “He was like the American Ambassador to Iraq. He could get to the White House and the CIA. He would move around Iraq with five or six Land Cruisers.” Hundreds of thousands of dollars flow “to this shadowy operator—in cars, salaries—and it was just a Potemkin village. He was reporting no intel; it was total trash. The INC’s intelligence was so bad, we weren’t even sending it in.” Chalabi tries to portray Saddam Hussein’s regime as “a leaking warehouse of gas, and all we had to do was light a match,” Baer says. Chalabi, at certain points, claims to know about Iraqi troop movements and palace plans. But “there was no detail, no sourcing—you couldn’t see it on a satellite.” [New Yorker, 6/7/2004] In her 2007 book Fair Game, former CIA analyst Valerie Plame Wilson, an expert on Iraq’s WMD programs, describes Chalabi as “Machiavellian,” and blames him for sending “dozens of tantalizing but ultimately false leads into the CIA net.” [Wilson, 2007, pp. 106-107]
Statistics from the US Bureau of Alcohol, Tobacco, and Firearms cite 149 acts of arson against abortion providers, and 47 abortion clinic-related bombings between 1992 and 1998. [Ms. Magazine, 12/2002]
The “Aryan Republican Army” (ARA) commits at least 22 bank robberies across America’s Midwest. The ARA is modeled after the violent white supremacist organization The Order (see Late September 1983), which had funded itself primarily through robbing armored trucks. For a time, the group’s headquarters is in Elohim City, Oklahoma (see 1973 and After). The ARA’s leaders claim to be dedicated to the “overthrow of the US government, the extermination of American Jews, and the establishment of an Aryan Republic” on the North American continent. Members are required to read the infamous Turner Diaries (see 1978), a novel depicting the overthrow of the US government by white separatists and the genocide of minorities. The robberies in all secure between $250,000 and $500,000 for the group.
Robbery Spree - During the height of their robbery spree, ARA members target a bank about once a month, hitting banks and financial institutions in Iowa, Wisconsin, Missouri, Ohio, Nebraska, Kansas, and Kentucky. Sometimes the robbers dress like construction workers and flee in junk cars bought specifically for the escape. Sometimes they leave fake bombs and smoke grenades to delay pursuit; sometimes they speak in foreign languages to confuse authorities. In a December 1994 heist, one robber wears a Santa Claus suit, shouts “Ho, ho, ho!” to customers, and leaves a bomb tucked in a Santa hat. During a March 1995 robbery, the robbers leave a pipe bomb in an Easter basket. On one occasion the robbers leave a copy of the Declaration of Independence in the ashtray of an abandoned getaway car. Sometimes they wear caps or bandannas bearing the logos of the FBI or the Bureau of Alcohol, Tobacco, and Firearms (BATF). On another occasion the robbers buy a getaway car, a Ford Fairlane, in the name of a retired FBI agent who had worked white supremacist cases in the Northwest; on the front seat of this car they leave an article about Oklahoma City bomber Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995). When FBI agent Jim Nelson takes his speculations about the ARA public, group members send letters to several Midwestern newspapers mocking him and calling themselves the “Mid-Western Bank Bandits.”
Arrests and Convictions - By late 1995, federal and state authorities will arrest most ARA members; ARA leader Peter Kevin Langan will be convicted on multiple charges of bank robbery, and another ARA leader, Richard Guthrie, will commit suicide in prison after cooperating with authorities. Michael William Brescia and Kevin William McCarthy also cooperate with authorities in return for reduced sentences. Others convicted include Mark William Thomas and Scott Stedeford.
Promotional Video Gives Principles - In a two-hour promotional video made in January 1995 and called “The Armed Struggle Underground,” Langan, calling himself “Commander Pedro,” appears in a ski mask alongside others in fatigues brandishing weapons and fistfuls of cash. In the video, Langan says: “Our basic goal is to set up an Aryan republic.… Don’t mistake us for cultists. We, ladies and gentlemen, are your neighbors.” Langan also says the ARA supports “ethnic cleansing” similar to what the Serbians are carrying out in Kosovo. Another ARA member tells viewers that ARA intends to declare war on the American government and promises a “courthouse massacre.” In the video, ARA members state their principles: all racial minorities are subhuman, Jews are “Satan’s spawn,” whites of northern European descent are “chosen people,” and a United Nations-led “New World Order” (see September 11, 1990) threatens freedom in the United States. Oklahoma City Bomber a Member - In 2001, the FBI will state that McVeigh was an ARA member. It is possible that money “laundered” by him shortly before the bombing (see November 1994) came from an ARA bank robbery. [Nicole Nichols, 2003]

Secret diplomatic meetings between Israel and Pakistan arranged by Turkish ambassador to Washington Baki Ilkin take place in Washington, DC. Congressman Charlie Wilson, who ten years earlier had brokered arms deals between Israel and Pakistan for the Afghan War (see 1983), is involved. [Ha'aretz, 2/18/2005]
Marian Rippy. [Source: Cornell University]Salon will later call USAMRIID, the US Army’s top bioweapons laboratory at Fort Detrick, Maryland, a “disaster area” in the early 1990s. Government documents “paint a chaotic picture of a poorly managed lab.” One problem is that after the Persian Gulf War ended in early 1991, USAMRIID phases out some projects that are no longer deemed important, but certain scientists refuse to quit doing their research. As a result, some scientists would sneak in after hours and/or on weekends to secretly continue their work.
Racial Harassment - In addition, there is considerable racial harassment between some scientists. A group of about six scientists form a group called the Camel Club and focus their anger on three Arab-American scientists, especially one named Ayaad Assaad. In December 2001, one member of the Camel Club, Philip Zack, is forced to leave USAMRIID after complaints about his behavior. Zack had been researching the simian immunodeficiency virus (SIV), and he continues to sneak back into USAMRIID to secretly continue his research. Other scientists let him in, while documents go missing and specimens are deliberately mislabeled in an attempt to hide unsanctioned work.
Anthrax, Ebola Go Missing - Worst of all, it appears some dangerous chemicals are taken out of USAMRIID, including anthrax. Lt. Col. Michael Langford takes over as head of USAMRIID’s experimental pathology division in February 1992, and an investigation into the problems there quickly begins. Langford notices that some scientists are using old specimens of anthrax to cover up unauthorized experiments with newer anthrax specimens. Some of the work being done after hours involves anthrax. Langford has particular troubles with Marian Rippy, another member of the Camel Club who is married but having an affair with Zack. In January 1992, a surveillance camera records Zack being let after hours by Rippy. She leaves shortly after Langford takes over. Around this time, the lab loses track of a total of 27 specimens, including anthrax and Ebola. Some scientists believe that some of the specimens could have still been viable after disappearing. The Ames strain of anthrax later used in the 2001 anthrax attacks (see October 5-November 21, 2001) is heavily used at USAMRIID, but it is unknown if any of the anthrax that is lost is of the Ames strain. After the 1992 investigation, some problems will continue. Two scientists who leave USAMRIID in 1997 will say that controls were still so lax when they left that it would not have been difficult for an employee to smuggle out biological specimens. Connection to Patsy Mooted - Shortly before the 2001 anthrax attacks become publicly known, the FBI will receive an anonymous letter saying that Assaad could launch a biological attack on the US (see September 26, 2001 and October 3, 2001). This will motivate some to speculate Assaad was set up as a patsy, possibly by his old enemies linked to the Camel Club. Speculation will particularly focus on Zack due to his unauthorized lab work after he stopped working there. Some will suspect a religious angle, guessing from his name that Zack was Jewish and hated Assaad, a Muslim. However, Zack’s wedding announcement says he was Catholic, and Assaad is Coptic Christian (see October 3, 2001). [Associated Press, 8/13/2008]
Ben Klassen, the 74-year-old founder and leader of the Church of the Creator (COTC—see 1973 and 1982-1983), cancels the ascension to power of his one-time successor as “Pontifex Maximus” (supreme leader) of the church. Klassen announces that Rudy “Butch” Stanko (see February 1990) will no longer lead the COTC. Instead, Klassen names Baltimore pizza delivery man Charles Altvater to lead the church. Altvater is only known to the COTC membership through a single letter to the editor published in COTC’s monthly newsletter “Racial Loyalty.” Klassen soon changes his mind and names a Milwaukee “skinhead,” Mark Wilson, as his successor; Altvater will soon be arrested in Baltimore on multiple charges, including possession of explosive devices and attempted murder of a police officer. Wilson is the Milwaukee chief of COTC and a member of the “Skinhead Army of Milwaukee” (SHAM), also called the “Northern Hammerskins.” He is introduced as Klassen’s successor under the name “Brandon O’Rourke” (COTC members often use false names to avoid identification by law enforcement officials). Wilson actually assumes a leadership position for a few months before Klassen, wary of SHAM’s propensity for reckless violence, fires him and names yet another successor, Richard “Rick” McCarty (see January 1993 and After). Wilson does not go quietly, and tries unsuccessfully to mount a violent “coup” against McCarty during a meeting at a Milwaukee hotel. (The coup effort fails when three of Wilson’s cohorts are arrested on concealed weapons charges in the hotel parking lot.) [Anti-Defamation League, 7/6/1999; Southern Poverty Law Center, 9/1999]
In January 1992, Wadih El-Hage is briefly arrested and detained by police in Arlington, Texas, for a traffic violation. Police records show the driver of the car is Marwan Salama. From late 1992 until about a month before the World Trade Center bombing in February 1993 (see February 26, 1993), more than two dozen calls were placed from phones used by the bombers to an Arlington number used by Salama. Salama is never charged with any crime and continues to live in the US at least through late 1998. [Dallas Morning News, 10/28/1998] Several months later, El-Hage moves to Sudan to work as bin Laden’s personal secretary. He registers his presence there with the US consulate. [Jacquard, 2002, pp. 80] US intelligence began investigating El-Hage in 1991 for links to both a murder and an assassination in the US (see March 1991), and in the summer of 1993 one of the WTC bombers reveals his links to El-Hage (see Summer 1993). Presumably, links can be drawn between the bombers and El-Hage working for bin Laden in Sudan, but it is unknown if that link is made.
In 1992, a House of Representatives task force chaired by Lee Hamilton (D-NH) conducts a ten-month investigation into the “October Surprise”—an alleged Republican plot to delay the release of US hostages held in Iran in 1980 until after that year’s US presidential election. The investigation concludes in 1993 that there is “no credible evidence” of any such plot. But Robert Parry, a journalist writing for the Associated Press and Newsweek, gains access to the stored records of Hamilton’s task force. He finds clear evidence of a major cover up. For instance, William Casey, CIA Director in the early 1980s, was alleged to have been involved in the plot, and Hamilton’s investigators discovered a CIA created index of Casey’s papers made after Casey’s death in 1987. When investigators searched Casey’s possessions, they found all the papers mentioned in the index, except for all the ones relevant to the alleged October Surprise plot. But the disappearance of such evidence was not mentioned in Hamilton’s findings. [Scott, 2007, pp. 101] In addition, an official Russian intelligence report placing Casey in Europe in order to arrange a politically favorable outcome to the hostage crisis arrived in Washington shortly before Hamilton’s task force issued their conclusions, but this Russian information was not mentioned by the task force. [Scott, 2007, pp. 106-107] Hamilton will later be appointed co-chair of the 9/11 Commission (see December 11, 2002).
Author Terry Eastland, the editor of Forbes Media Critic and a fellow with the Ethics and Public Policy Center, publishes Energy in the Executive: The Case for the Strong Presidency. The book makes an impassioned case for the “unitary executive” theory of the presidency (see April 30, 1986). In essence, Eastland’s argument is that a strong presidency, combined with a much diluted Congress and Supreme Court, is the best way for conservatives to achieve their aims. While traditional conservatives tend to reject this theory as unacceptably authoritarian, many others on the right—neoconservatives, social conservatives, the religious right, and other groups—have embraced the concept. Author and former Nixon White House counsel John Dean will call Eastland’s arguments “weak… deeply flawed as history and constitutional law, and closer to cheerleading for presidential hubris, excessive secrecy, and monarchical-like authority than a solid justification for a strong presidency.” [Dean, 2007, pp. 100-106]
After the junta ruling Algeria suspends elections and declares martial law (see January 11, 1992), the US decides to tacitly support the junta’s actions. Islamist groups were poised to take power. Secretary of State James Baker will later explain, “We pursued a policy of excluding the radical fundamentalists in Algeria even as we recognized that this was somewhat at odds with our support of democracy.” A State Department report will later comment that the US supported the Algerian junta with “something of a wink and a nod.” Algeria will become embroiled in a civil war and the Algerian government’s crackdown on opponents will become increasingly brutal, but the US will continue to support the junta. [Dreyfuss, 2005, pp. 315-316]
The US Supreme Court denies an application for a writ of certiorari made by Inslaw, meaning that the court will not hear its case. The application had been filed the previous year (see October 9, 1991), as Inslaw wanted to overturn an adverse ruling by an appeals court in its dispute with the Justice Department over the alleged theft of enhanced PROMIS software (see May 7, 1991). Inslaw counsel Elliot Richardson writes to Justice Department special counsel Judge Nicholas Bua urging further investigation into the death of reporter Daniel Casolaro (see August 10, 1991). Richardson writes: “During the three days preceding his [Casolaro’s] death he told four friends in the course of four different telephone conversations that he was about to go to West Virginia to meet someone from whom he was confident of receiving definitive proof of what had happened to the PROMIS software and to Inslaw. There is no apparent reason why Casolaro would have lied to those four friends, nor is there any apparent reason why his friends would deliberately and concertedly misrepresent what he said to them. It is not likely, on the other hand, that Casolaro had unrealistic expectations either toward the significance of the evidence he anticipated receiving or toward the prospect that it would be delivered. He had, after all, been on the Inslaw case for one year, and he was bound to know as well as any other of the investigative reporters then pursuing it that promises of hard evidence had often been made and just as often disappointed. In the light of these facts, the key question is, with whom was Danny Casolaro expecting to meet and with whom did he meet?” [US Congress, 9/10/1992]
The US Task Force on Terrorism and Unconventional Warfare of the House Republican Research Committee concludes that by the end of 1991 there was a “98 percent certainty that Iran already had all [or virtually all] of the components required for two to three operational nuclear weapons [aerial bombs and SSM warheads] made with parts purchased in the ex-Soviet Muslim republics.” Shai Feldman, director of Tel Aviv University’s Jaffee Center for Strategic Studies, will say in 1998 that he “didn’t give these reports credibility at the time,” and that it “seemed like the kind of information that the Iranian opposition put out.” He will also recall that at the time “everybody said there was no evidence of a warhead transfer.” [Jerusalem Post, 4/9/1998]

But in an interview with a Croatian newspaper, US ambassador to Yugoslavia Warren Zimmerman says, “We are aiming for a dissolution of Yugoslavia into independent states peacefully…” [Danas, 1/21/1992]
Robert Nichols, an apparently significant player in the Inslaw affair and a contact of Daniel Casolaro, a journalist who investigated the matter, provides a telephone interview to the House Judiciary Committee. Nichols was allegedly a key contact of Casolaro’s (see Before August 10, 1991), although the reporter was found dead the previous year (see August 10, 1991). Despite providing the telephone interview, Nichols declines to make a sworn statement. [US Congress, 9/10/1992]
The death of Daniel Casolaro, a journalist who investigated the Inslaw affair and matters he believed to be related, is again ruled a suicide by local authorities in Martinsburg, West Virginia. Casolaro died there in August of the previous year (see August 10, 1991), and his death was initially ruled a suicide. However, the investigation was reopened following numerous inquiries by Casolaro’s brother and others into the suspicious circumstances surrounding the death. After expending over 1,000 man-hours investigating Casolaro’s death, the local authorities again rule it to be a suicide. [US Congress, 9/10/1992]
Russian President Boris Yeltsin proposes that the US and Russia engage in a “joint” global defense system that would supplant the US-only Strategic Defense Initiative (see March 23, 1983 and January 29, 1991). He says that Russia will continue to honor the US-Soviet Anti-Ballistic Missile Treaty (see May 26, 1972), and proposes that all existing anti-satellite (ASAT) programs be eliminated and banned. John B. Roberts II, a writer and television producer who worked in the Reagan administration from 1981-1985, is asked to develop a publicity campaign to create public support for the forthcoming foreign policy recommendations of the Carnegie Endowment’s blue-ribbon commissions to create a new post-Cold War foreign policy framework for the US.(see 1991-1997). Morton Abramowitz makes it clear to him that the commission’s recommendations need to play a prominent role in upcoming presidential elections. The commission’s final report will be released shortly before the Democratic National Convention. [American Spectator, 6/1999]

[Source: Edit International (.com)]In a number of venues, including “The Seditionist” magazine and an Illinois publication called “The War Eagle: A Voice and Forum for Revolutionary Pan-Aryanism,” white supremacist Louis Beam calls for “leaderless resistance,” or cells of fighters who report to no one. Beam writes that the idea originated in the early 1960s as part of preparations for a Communist takeover of the United States; he has adapted it to the idea of resisting what he calls the threat of “federal tyranny” and the federal government’s “ever increasing persecution and oppression.” Beam writes that the usual “pyramidal” scheme of organization, “with the mass at the bottom and the leader at the top,” is “not only useless, but extremely dangerous for the participants when it is utilized in a resistance movement against state tyranny.… In the pyramid type of organization, an infiltrator can destroy anything which is beneath his level of infiltration and often those above him as well. If the traitor has infiltrated at the top, then the entire organization from the top down is compromised and may be traduced at will.” Beam recommends the independent “cell system” of organization, and cites two examples: the Revolutionary War-era “Sons of Liberty” and the more recent use of “cells” by Communist infiltrators in the US. Beam writes that if the cell system is adopted without the top layer of leadership—leaderless “phantom cells”—this can thwart government efforts to infiltrate and monitor the groups. Every cell must have the same fundamental ideology and agenda, Beam writes, and then can be trusted to operate independently, taking actions that further the cause of the larger group without top-down direction. He concludes: “America is quickly moving into a long dark night of police state tyranny, where the rights now accepted by most as being inalienable will disappear. Let the coming night be filled with a thousand points of resistance. Like the fog which forms when conditions are right and disappears when they are not, so must the resistance to tyranny be.” Beam’s idea will be used by many in the so-called “Patriot Movement.” The “Patriot Movement” is later defined by founder John Wallace and by the Southern Poverty Law Center (SPLC) as a loose confederation of anti-government organizations, groups, and individuals who believe that the US government is illegally infringing on citizens’ liberties. The “Patriot Movement” is largely comprised of right-wing, separatist, and white supremacist organizations, groups, and individuals. Many experts consider President Bush’s decision not to invade Baghdad and overthrow Saddam Hussein (see January 16, 1991 and After) as wise and prudent, avoiding putting the US in the position of becoming a hostile occupying force and, thusly, avoiding the alienation of allies around the world as well as upholding the UN mandate overseeing the conflict. However, many of the neoconservatives in Defense Secretary Dick Cheney’s office have different views. Paul Wolfowitz, Lewis “Scooter” Libby, and Zalmay Khalilzad are among those who view the “failure” to overthrow Hussein as what author Craig Unger will call “a disastrous lost opportunity.” Unger will reflect, “Interestingly, in what critics later termed ‘Chickenhawk Groupthink,’ the moderate, pragmatic, somewhat dovish policies implemented by men with genuinely stellar [military] records—George H. W. Bush, Brent Scowcroft, and Colin Powell—were under fire by men who had managed to avoid military service—Cheney, Wolfowitz, Libby, and Khalilzad.” (Secretary of State James Baker tells Powell to watch out for the “kooks” working for Cheney.) In some ways, the criticism and counterproposals from Cheney and his followers amounts to another “Team B” experience similar to that of 16 years before (see Early 1976, November 1976 and November 1976). Wolfowitz, with Libby and Khalilzad, will soon write their own set of recommendations, the Defense Planning Guide (DPG) (see February 18, 1992) memo, sometimes called the “Wolfowitz doctrine.” [Unger, 2007, pp. 115-117]
The Government Accountability Office (GAO) releases a study of the Office of Professional Responsibility (OPR) called “Employee Misconduct: Justice Should Clearly Document Investigative Actions.” The report is drafted at the request of the House Government Information, Justice, and Agriculture Subcommittee. The GAO finds that:
OPR operates informally, does not routinely document key aspects of its investigations, and provides little background information in its case documentation;
OPR generally does not record the complete scope of and rationale behind its investigations, or of the decisions reached in the course of its investigations;
OPR’s conclusions that allegations are or are not substantiated are generally not explained;
In many instances, OPR does not pursue all available avenues of inquiry;
OPR counsel rely on an attorney’s judgment and informal consulting among attorneys within OPR as the basis for making decisions and reaching conclusions about specific investigations.
The GAO concludes that these failings expose the OPR and the department to a range of risks, such as if OPR’s informality led it to conclude an investigation prematurely, the department’s integrity could be compromised. In addition, if asked to defend an investigation against a charge that it was not aggressively pursued, OPR probably would not have sufficient documentation to do so. A review of the quality of an investigation based on the documentation would yield little information. Therefore, the GAO recommends that OPR:
Establish basic standards for conducting its investigations;
Establish case documentation standards;
Follow up more consistently on the results of misconduct investigations done by other units and what disciplinary actions, if any, are taken as a result of all misconduct investigations. [US Congress, 9/10/1992]
National Guardsman Timothy McVeigh (see January - March 1991 and After, November 1991 - Summer 1992, and June 1992) writes a letter (some sources will call it an “editorial”) that is published in the Lockport, New York, Union-Sun & Journal. His letter, published under the title “America Faces Problems,” reads in part: “What is it going to take to open up the eyes of our elected officials? AMERICA IS IN SERIOUS DECLINE. We have no proverbial tea to dump; should we instead sink a ship full of Japanese imports?… Is a civil war imminent? Do we have to shed blood to reform the current system? I hope it doesn’t come to that! But it might.” McVeigh continues: “Crime is out of control. Criminals have no fear of punishment. Prisons are overcrowded so they know they will not be imprisoned long.… Taxes are a joke. Regardless of what a political candidate ‘promises,’ they will increase. More taxes are always the answer to government mismanagement. They mess up, we suffer. Taxes are reaching cataclysmic levels, with no slowdown in sight. The ‘American Dream’ of the middle class has all but disappeared.… Politicians are further eroding the ‘American Dream’ by passing laws which are supposed to be a ‘quick fix,’ when all they are really designed for is to get the official reelected. These laws tend to ‘dilute’ a problem for a while, until the problem comes roaring back in a worsened form. (Much like a strain of bacteria will alter itself to defeat a known medication.)” McVeigh then writes: “Racism on the rise? You had better believe it… ! At a point when the world has seen communism falter as an imperfect system to manage people; democracy seems to be heading down the same road.… Maybe we have to combine ideologies to achieve the perfect utopian government.… Should only the rich be allowed to live long?” Lockport is a small town north of Buffalo, and serves McVeigh’s home town of Pendleton. McVeigh will have a second letter published in March 1992, that one mainly focusing on the joys of hunting and extolling the “clean, merciful shot” of the deer hunter. Both letters are signed “Tim” and have a preprinted address label pasted beneath the signature. McVeigh will be accused of detonating a massive fertilizer bomb in Oklahoma City; the Union-Sun & Journal managing editor, Dan Kane, will inform the FBI of McVeigh’s letters after McVeigh is taken into custody (see April 21, 1995) on suspicion of perpetrating the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), and reprint them. Kane will speculate: “I think the letter was triggered by something that happened in the service. Here’s a man who just got through seeing a lot of blood” in the Persian Gulf war. He was dissatisfied in general with the way the government was operating, and politicians in particular.” Kane will add: “There was one paragraph in particular that made my heart stop a little bit. It was the one that said, ‘shed blood…’ After Oklahoma City, I certainly look at it as a sort of eerie and prophetic statement.” [Los Angeles Times, 4/27/1995; New York Times, 4/27/1995; PBS Frontline, 1/22/1996; Serrano, 1998, pp. 53; CNN, 12/17/2007] McVeigh’s letter is in response to a previous letter he wrote to US Representative John LaFalce (D-NY), the representative of his home district, which received no response. McVeigh’s letter primarily focused on his concerns about the illegality of private citizens possessing “noxious substances” such as CS gas for protection. [Serrano, 1998, pp. 53]
In a meeting held in Lisbon by the European Community, top Bosnian Serb leader Radovan Karadzic, top Bosnian Muslim leader Alija Izetbegovic, and top Bosnian Croat leader Stepan Klujic sign an agreement to partition Bosnia into three ethnically based divisions which would form a loosely joined independent confederation. But the New York Times will later report, “A few days later, influenced by what he saw as an encouraging conversation with Warren Zimmermann, the United States ambassador, [Izetbegovic] changed his mind.” The Bosnian Muslims and Croats then quickly hold a referendum on the issue of Bosnian independence which passes by 99 percent on March 1, but the Bosnian Serbs boycott the vote. [New York Times, 10/20/2003] Then, on March 18, the same three leaders hold another meeting in Lisbon and again agree to the partition plan. But the New York Times will report a year later, “On returning to Sarajevo, Mr. Izetbegovic was encouraged by United States and European Community diplomats to choose instead a sovereign Bosnia and Herzegovina under his presidency, saying that was justified by the referendum on March 1 on independence.” [New York Times, 6/17/1993] War will break out one month later (see April 6, 1992). The final agreement at the end of the war three years later will closely resemble the agreement almost signed before it began (see December 14, 1995).
The Department of Defense updates its civil disturbance response plan, codenamed Operation Garden Plot. The program was originally established in the 1960s (see Winter 1967-1968). The Pentagon utilizes lessons learned from the recent deployment of Marines and Army infantry troops in Los Angeles (see May 1-May 6, 1992). Marines called into Los Angeles had not been trained for domestic disturbances. An Army official reportedly says the military will now “provide standard riot duty training for all combat forces that could be called into the nation’s cities.” National Guard troops will also get “refresher training on riot control as part of their regular weekend training and two weeks of active duty.” [San Antonio Express-News, 5/17/1992]
An unnamed US intelligence official tells businessman William Hamilton that there is a connection between the PROMIS database and search program and the Main Core database. Hamilton is a former NSA official who helped developed PROMIS, but is now involved in a series of disputes with the government over money he says it owes his company, Inslaw. Main Core is a database that is said to collect sensitive information, including about US persons. The specific type of connection is not certain. This is one of three times officials will tell Hamilton about the link (see 1995 and July 2001). [Salon, 7/23/2008]
Iraq receives its last shipment from the US of Pralidoxine, an antidote to nerve gas which can also be reverse engineered to create actual nerve gas. [Sunday Herald (Glasgow), 9/8/2002]
Deputy Defense Secretary Donald J. Atwood issues an administrative order placing all military attorneys under the control of White House civilian officials. The controversy started during the Gulf War, when the civilian general counsel of the Army, William J. Haynes, clashed with the Army’s top military lawyer over whose office should control legal issues arising from the war (see June 1991-March 1992). Haynes is a protege of David Addington, the personal aide to Defense Secretary Dick Cheney, believes in concentrating power in the executive branch, and pressed for the change. Cheney attempted to have Congress implement the change, but the legislative branch refused; instead, Cheney has Atwood issue the order putting all military attorneys under White House control. [Savage, 2007, pp. 62]
China signs the Nuclear Nonproliferation Treaty (see July 1, 1968). At the same time, it signs the Missile Technology Control Regime, a multinational agreement aimed at restricting missile sales. One result is that the US waives sanctions imposed on two Chinese companies the previous year for shipping a nuclear-capable missile to Pakistan (see June 1991). [Levy and Scott-Clark, 2007, pp. 257, 511] However, China will make another missile shipment to Pakistan a few weeks later (see (April 1992)).
Sergeant Timothy McVeigh, a former Army soldier, white supremacist, and survivalist (see March 24, 1988 - Late 1990 and November 1991 - Summer 1992), is notified that the Army will send him $1,058 as a signing bonus for his serving a second term. Later that month, he is informed that the government wants the bonus back, with interest. [PBS Frontline, 1/22/1996; New York Times, 7/1/1998] Later, McVeigh’s father William McVeigh will tell FBI investigators that the Army called the money an overpayment, not a bonus, and that his son was furious over the incident. Documents later gathered by the FBI show that a form letter from the Department of Defense Finance and Accounting Service is sent to McVeigh at his Pendleton, New York, home on February 15, 1993, two years after he left the Army. The letter asks for either the full $1,058 or a $50 installment within 30 days. McVeigh replies: “I have received your notice informing me of my debt owed to you, as well as your threat of referring me to the Justice Department (Big Brother).… In all honesty, I cannot even dream of repaying you the $1,000 which you say I owe. In fact, I can barely afford my monthly rent. Assets? The only thing which I own of any value is my car, a 1987 Chevrolet/Geo Spectrum. If you really want the car, go ahead and seize it.… My car is my only way to get to work; to support myself. But I guess that’s all irrelevant to you. Go ahead, take everything I own; take my dignity. Feel good as you grow fat and rich at my expense; sucking my tax dollars and property, tax dollars which justify your existence and pay your federal salary. Do you get it yet? By doing your evil job, you put me out of work.” [New York Times, 7/1/1998]
Texas law enforcement officers conduct SWAT training near the Mt. Carmel compound of the Branch Davidian sect near Waco, Texas. The Davidians are led by David Koresh (see November 3, 1987 and After), whose teachings of imminent apocalypse and the need to wage armed resistance against the forces of evil seem to be borne out by the days of gunfire and paramilitary activities near the compound. According to a later report by the Treasury Department, Koresh reacts to the SWAT training by: bringing back members from California and England to swell the Davidian ranks; purchasing large amounts of weaponry, weapons parts, and ammunition; acquiring chemicals that can be used for making explosives; and purchasing night vision scopes and sensors. These actions bring the Davidians, and Koresh, to the attention of both local and federal authorities, including the Bureau of Alcohol, Tobacco, and Firearms (BATF—see June-July 1992). [Dean M. [Source: Public domain]The Defense Planning Guidance, “a blueprint for the department’s spending priorities in the aftermath of the first Gulf War and the collapse of the Soviet Union,” is leaked to the New York Times. [New York Times, 3/8/1992; Newsday, 3/16/2003] The document will cause controversy, because it hasn’t yet been “scrubbed” to replace candid language with euphemisms. [New York Times, 3/10/1992; New York Times, 3/11/1992; Observer, 4/7/2002] The document argues that the US dominates the world as sole superpower, and to maintain that role, it “must maintain the mechanisms for deterring potential competitors from even aspiring to a larger regional or global role.” [New York Times, 3/8/1992; New York Times, 3/8/1992] As the Observer summarizes it: “America’s friends are potential enemies. They must be in a state of dependence and seek solutions to their problems in Washington.” [Observer, 4/7/2002] The document is mainly written by Paul Wolfowitz and I. Lewis “Scooter” Libby, who hold relatively low posts at this time, but become deputy defense secretary and Vice President Dick Cheney’s chief of staff, respectively, under President George W. Bush. [Newsday, 3/16/2003] The authors conspicuously avoid mention of collective security arrangements through the United Nations, instead suggesting the US “should expect future coalitions to be ad hoc assemblies, often not lasting beyond the crisis being confronted.” [New York Times, 3/8/1992] They call for “punishing” or “threatening punishment” against regional aggressors before they act. [Harper's, 10/2002] Interests to be defended preemptively include “access to vital raw materials, primarily Persian Gulf oil, proliferation of weapons of mass destruction and ballistic missiles, [and] threats to US citizens from terrorism.” The section describing US interests in the Middle East states that the “overall objective is to remain the predominant outside power in the region and preserve US and Western access to the region’s oil… deter further aggression in the region, foster regional stability, protect US nationals and property, and safeguard… access to international air and seaways.” [New York Times, 3/8/1992] Senator Lincoln Chafee (R-RI) will later say, “It is my opinion that [George W. Bush’s] plan for preemptive strikes was formed back at the end of the first Bush administration with that 1992 report.” [Newsday, 3/16/2003] In response to the controversy, the US will release an updated version of the document in May 1992, which stresses that the US will work with the United Nations and its allies. The United States recognizes the states of Croatia, Slovenia, and Bosnia. The European Union, which has already recognized Croatia and Slovenia, recognizes Bosnia. [US Department of State, 12/6/1995]
Acting on allegations of physical and sexual abuse of children at the Mt. Carmel compound outside of Waco, Texas, the Texas Department of Protective and Regulatory Services (DPRS) opens an investigation into the allegations among the Branch Davidian sect living on the property (see November 3, 1987 and After). Caseworkers go to the compound three times and interview a number of children, but close the case when no evidence of abuse is unearthed, though the children talk freely about “all the men” training with weapons (leader David Koresh tells investigative officer Joyce Sparks that the Davidians have “only a few” weapons, and most of the adults have nothing to do with them). After a February 1993 newspaper series that alleges an array of such abuse (see February 27 - March 3, 1993), and especially after the April 1993 debacle that kills 21 children among the group (see April 19, 1993), the DPRS will come under fire for possibly mishandling the case. Many will say that the agency caseworkers made a mistake in not interviewing the children outside the compound, where, away from the adult Davidians, they may have spoken more freely. Bob Boyd, director of the Waco office, will say in 2003 that none of the children said anything that would lead to a belief that they were being abused. “People are under the assumption that if we had taken the children out of there for an interview, they would have opened up to us about abuse,” he says. “The reality was it was highly unlikely. They were such a closed group, and because of their strong beliefs and devotion to [leader David] Koresh, I don’t believe we would have gotten any of them to talk to us about abuse. They were not going to open up to outsiders. Even those kids we talked to who did come out during the standoff didn’t reveal anything to us. It was only after a long time were we able to piece together some pictures of what it was like inside.” David Jewell, whose daughter Kiri will testify to being abused by Koresh since she was 10 (see July 21, 1995), will say he believes caseworkers called ahead before coming to the compound, and the Davidians were able to hide some of the abused children from the caseworkers. Boyd says no such calls were made. Sparks will allege that McLennan County Sheriff Jack Harwell told her to “back off” from investigating abuse complaints; Harwell will deny making such statements. A few weeks after China signs the Nuclear Nonproliferation Treaty and the Missile Technology Control Regime, it ships 34 nuclear-capable missiles to Pakistan. The shipment is tracked by Gordon Oehler, the US national intelligence officer for weapons of mass destruction. Analysis of spy satellite photographs even tells Oehler exactly where the missiles are in Pakistan—Sargodha Air Force Base. President Clinton is briefed on the developments, but no action against Pakistan or China is taken at this time. [Levy and Scott-Clark, 2007, pp. 257-258]
Terry Nichols, a white supremacist member of the so-called “Patriot Movement” (see March 24, 1988 - Late 1990 and February 1992), renounces his US citizenship via a “nonresident alien” declaration to the Evergreen, Michigan, Township Clerk. “[T]here is total corruption in the entire political system,” Nichols says; “the entire political system from the local government on up thru and including the President of the United States, George Bush.” He adds: “I no longer am a citizen of the corrupt political corporate state of Michigan and the United States of America.… I follow the common laws, not the Uniform Commercial Codes, Michigan Statutes, etc., that are all colorable laws.… I lawfully, squarely challenge the fraudulent usurping octopus of jurisdiction/authority that does not apply to me. It is therefore now mandatory for… the so-called IRS, for example, to prove its jurisdiction.” He calls himself “a nonresident alien, non-foreigner, stranger to the current state of the forum.” Many will later detect language similar to that used by the Posse Comitatus movement (see 1969). Nichols has already sent his bank a letter revoking his signature on a credit card application, in an attempt to avoid paying $14,000 in credit card debt (another source will say Nichols owes closer to $40,000), writing in part: “I came across some information and in researching it further I have found that your credit, money, and contracts are all based upon fraud, etc., as stated in my revocation document.” The bank wins a lawsuit to compel Nichols to pay his debt; Nichols attempts to pay the debt with a fraudulent “Certified Fractional Reserve Check,” a scheme somewhat similar to the fraudulent checks advocated by the Montana Freemen (see 1993-1994), which the bank refuses to accept. During the court proceedings, Nichols, ordinarily an unusually quiet and shy man, repeatedly defies judicial orders to, among other things, come to the front of the courtroom, and at one point tells the judge, “I’m… a layman, a natural person, a freedom of common-law citizen under threat and duress and to challenge the jurisdiction of this court.” Circuit Judge Donald A. Teeple will later recall: “He was hollering in a loud voice. I informed him that if he didn’t keep quiet, I’d send him to jail. Then he decided to come around the rail” and participate quietly in the hearing. [New York Times, 4/23/1995; New York Times, 5/28/1995; PBS Frontline, 1/22/1996; New York Times, 12/24/1997; Southern Poverty Law Center, 6/2001; Nicole Nichols, 2003; Nicole Nichols, 2003] Both Terry Nichols and his brother James (see December 22 or 23, 1988) routinely stamp their paper money with the words “Discharged Without Prejudice,” a phrase indicating they do not accept its validity. The money-stamping is popular among Posse Comitatus members (see 1969) as they claim money not backed by gold lacks credibility. They also refuse to buy license plates for their vehicles or register them. James Nichols will also renounce his citizenship sometime later [Nicole Nichols, 2003; Nicole Nichols, 2003] , telling local courthouse officials that he is “no longer one of your citizens or a resident of your de facto government.” In mid-1992, Nichols will spend several days in jail for refusing to recognize a court’s authority to make him pay child support; after those days in a cell, he will agree to the court’s mandate. [New York Times, 4/24/1995; Serrano, 1998, pp. 109] Nichols will later be convicted for his role in the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and December 23, 1997).

The Bosnian Serbs immediately declare their own separate state, but remain closely tied to Serbia. War between Bosnia and Serbia begins immediately, adding to the existing war between Croatia and Serbia. Within days, the US recognizes the states of Croatia, Slovenia, and Bosnia. The European Union, which has already recognized Croatia and Slovenia, recognizes Bosnia as well. Serbia immediately gains the upper hand and within a month Serbian forces surround most of the area around the Bosnian capital of Sarajevo. [US Department of State, 12/6/1995; Time, 12/31/1995; New York Times, 10/20/2003]
CIA paramilitary contractor Billy Waugh fights in Bosnia. Details of his actions, the other members of his team, and the actual operations are unknown, but in his 2004 autobiography Waugh will say, “I saw combat in Bosnia and Kosovo, conducting operations I cannot discuss.” [Waugh and Keown, 2004, pp. 307] This may occur during the Bosnian Civil War, at which time no US troops are officially involved in combat in Bosnia. [Nato Review, 9/2005] Alternatively, according to Time magazine, during the mid and late 1990s CIA paramilitaries hunt Bosnian Serb leaders Radovan Karadzic and Ratko Mladic, so Waugh may be part of this operation. [Time, 2/3/2003] Waugh is a covert operations legend—his career began in Vietnam and will end in Afghanistan in 2002, by which time he is in his 70s. [Waugh and Keown, 2004]
On April 24, 1992, Houston pizza deliveryman Ahmad Ajaj and San Antonio cabdriver Ibrahim Ahmad Suleiman fly together from Texas to Pakistan. Suleiman is a Texas contact of the Al-Kifah Refugee Center, the Brooklyn-based Islamist militant organization linked to both the CIA and al-Qaeda (see 1986-1993). Suleiman had begun raising funds for the Afghan war in Texas in the late 1980s, and acquaintances said he traveled to Pakistan several times, carrying a briefcase full of cash to fund the mujaheddin fighting in Afghanistan. When they arrive in Pakistan, they stay at a hostel in Peshawar, near the Afghanistan border, known as the Abdullah Azzam House. Named after Osama bin Laden’s mentor Abdullah Azzam, this hostel is owned by Al-Kifah and also houses its Pakistan headquarters. Ajaj and Suleiman stay there off and on over the next several months. Al-Qaeda bomber Ramzi Yousef also sometimes stays there during the same months. Ajaj also allegedly receives explosives training at an Afghanistan training camp with Yousef. His letter of introduction to the camp is signed by an Azzam House official. On September 1, 1992, Ajaj and Yousef arrive together in New York City on a flight from Pakistan. Ajaj is carrying some bomb manuals; investigators will later find the fingerprints of Ajaj, Yousef, and Suleiman on them. Both men are carrying identification cards that give the PO box number in Tucson, Arizona, that matches an al-Kifah branch there. Ajaj is briefly detained at the airport, but Yousef is allowed to go. [Dallas Morning News, 6/8/1997] He gets into a taxi and tells the taxi driver to drive him to the building that houses the al-Qaeda headquarters in Brooklyn as well as the closely associated Al Farooq mosque, led at the time by the “Blind Shiekh,” Sheikh Omar Abdul-Rahman. [Lance, 2003] Ajaj and Yousef will later be sentenced to life in prison for their roles in the 1993 WTC bombing (see February 26, 1993). Suleiman will only be sentenced to 10 months in prison for lying to a grand jury about his travels with Ajaj. [New York Times, 11/25/1998] A CIA internal report will conclude the agency is “partly culpable” for the WTC bombing, mainly due to its support for Al-Kifah (see January 24, 1994).
Ramzi Yousef’s passport photo. [Source: National Geographic]Ramzi Yousef gets considerable help from the Pakistani ISI. When Yousef returns to Pakistan on May 15, 1992, he uses an Iraqi passport bearing a visa issued by the Pakistani embassy in Baghdad. However, the seal on the visa is not the official one and the signature of the visa officer is faked. A senior US intelligence official will later say, “Yousef was developing high-level contacts in Pakistani intelligence through his links with bin Laden, mainly in the ISI. It’s a dirty mess. They facilitated much of his travel. Getting airport officials to turn a blind eye to his travel would have been nothing. [Reeve, 1999, pp. 136-137] Then, on August 31, 1992, Yousef and Ahmed Ajaj are able to fly from Pakistan to the US despite lacking the proper papers to leave Pakistan. US intelligence officials will later claim senior ISI officials helped Yousef enter the US. [Reeve, 1999, pp. 139] When Ramzi Yousef’s Pakistani immigration records are checked after the WTC bombing, it is discovered his embarkation card and other documents had mysterious disappeared. ISI agents had access to the room where the records were stored. The FBI later gives the Pakistani government the names of Pakistani officials they suspect were colluding with terrorists, but apparently it is never discovered for sure who helped Yousef. One US investigator will later say, “Bin Laden had friends in the ISI who had funded him during the war in Afghanistan. The same contacts were cultivated by Yousef and members of his family.” [Reeve, 1999, pp. 48-49]
At the outset of the war in Bosnia, a small three- or four-man team from the CIA and National Security Agency determine from satellite images that the Serb’s artillery guns are in vulnerable positions and can be easily “eliminated in one single day of air strikes-right at the start of the siege.” When a diplomat who is working with the team sends word of this to Assistant Secretary for European Affairs Tom Niles, the intelligence is ignored by US officials who do not want to US to get militarily involved. Two months later, officials from the Pentagon and CIA will incorrectly tell the Senate foreign relations committee that striking Serbian artillery positions would be impossible because of the dense forests and mountainous terrain. The diplomat will later take his story to the Guardian, suggesting that claims the Bosnian War was unexpected by US intelligence were without merit and that the Senate Committee was deliberately misled. The Austin, Texas, office of the Bureau of Alcohol, Tobacco, and Firearms (BATF, sometimes abbreviated to ATF) receives a call from Chief Deputy Daniel Weyenberg of the McLennan County, Texas, Sheriff’s Department. Weyerberg tells BATF agents of information he has received from a local UPS employee, who told him that he’d delivered a package to Mt. Carmel, the Branch Davidian compound outside of Waco, Texas (see November 3, 1987 and After). The UPS employee said that the package had broken open and he could see firearms, inert grenade casings, and black powder inside. Local law enforcement agencies have been investigating the possibility of the Davidians’ creating a large and possibly illegal cache of weapons for months (see March 5-9, 1992). “Racial Loyalty,” the monthly newsletter published by the racist Church of the Creator (COTC—see 1973 and 1982-1983), reprints an essay by David Lane on “the Christian Right-wing American Patriots, C.R.A.P. (since that is what they do to [sic] the future of all White children).” Lane is a member of the far-right terrorist group The Order (see Late September 1983) and is serving a 40-year racketeering sentence, as well as a 150-year term for civil rights violation in connection with the 1984 murder of radio talk show host Alan Berg (see June 18, 1984 and After). Many far-right organizations who espouse their own versions of Christianity (see 1960s and After), including the Ku Klux Klan, oppose the COTC’s rejection of Christianity. Osama Basnan. [Source: Fox News]US authorities discover a connection between Osama Basnan, who is later alleged to associate with 9/11 hijackers Khalid Almihdhar and Nawaf Alhazmi (see April 1998 and December 4, 1999), and Eritrean Islamic Jihad (EIJ). The US will connect EIJ to bin Laden in 1996 and the FBI will become aware that a high-level EIJ member sits on al-Qaeda’s Shura council. The State Department gives the FBI a box of documents recovered from an abandoned car in May 1992. The documents are in Arabic and one of them is a newsletter addressed to EIJ supporters reporting news about the EIJ council. The newsletter is marked “confidential.” In addition, the box contains letters addressed to Basnan discussing plans to import used cars into the US. The FBI opens a counterterrorism investigation on the EIJ, but finds little, closing it in December of the same year. [US Congress, 7/24/2003, pp. 176-7 ]
After two days of widespread rioting in the city of Los Angeles, Mayor Tom Bradley and Governor Pete Wilson ask the White House for military assistance to supplement the California National Guard. President George H. W. Bush deploys 2,500 soldiers of the Army’s 7th Infantry Division from Fort Ord and 1,500 Marines from Camp Pendleton. Bush also federalizes approximately 8,000 National Guard troops. All three groups are placed under the command of Major General Marvin L. Covault as part of a decades-old Pentagon program codenamed Operation Garden Plot (see Winter 1967-1968). Combat troops, equipped with M-16 rifles, flak jackets, helmets, and riot batons, are the first to enter a US city since 1972. Marines take up positions in Compton and Long Beach; Army troops are sent to patrol the streets of Watts; and National Guard soldiers are deployed throughout the area. In a television address, Bush says the military will “use whatever force is necessary to restore order.” Bush announces he is sending into Los Angeles an additional 1,000 federal law enforcement officials, “including FBI SWAT teams and riot control units of the US Marshals Service, the Border Patrol, and other agencies.” According to the Washington Post, a Marine unit is on standby at Camp Pendleton “with light armored vehicles, eight-wheeled, 14-ton armored personnel carriers armed with 25mm cannon.” The troops in Los Angeles are ordered to return fire only when fired upon. Although few conflicts arise between soldiers and rioters, members of the National Guard shoot and kill a motorist that allegedly tries to run them down. Bush’s decision to activate the military will later be criticized for being unnecessary and coming after the majority of the violence had already ended. The riots will lead the military to increase military training for Operation Garden Plot in the coming months (see Spring 1992). President Bush vetoes the Campaign Finance Reform Act of 1992, which would have provided partial public financing for Congressional candidates who voluntarily accept fundraising restrictions. The legislation would have also put restrictions on so-called “soft money” raised on behalf of presidential candidates. The bill is sponsored by Congressional Democrats, and if signed into law, would have provided public funds and other incentives for Senate and House candidates who agreed to limit election spending. Bush says in his veto message that the bill would allow “a corrupting influence of special interests” in campaign financing and give an unfair advantage to Congressional incumbents, the majority of whom are Democrats. The bill is little more than “a taxpayer-financed incumbent protection plan,” Bush says. Democrats retort that the bill would lessen, not increase, campaign finance corruption by providing public funds instead of private (largely corporate) donations, and note that Bush netted $9 million in corporate and individual donations in a single evening during a so-called “President’s Dinner” fundraising event. Democratic leaders have acknowledged that if Bush indeed vetoes the bill, they lack the numbers in the Senate to override the veto; some believe that Democrats will try to use the veto in the 1994 and perhaps 1996 election campaigns. House and Senate candidates are breaking fundraising records, raising almost 29 percent more money this cycle than in a corresponding cycle two years ago. Much of those funds come from political action committees (PACs—see 1944, February 7, 1972, and November 28, 1984). In 1989, Bush said he would like to abolish PACs entirely, and he now says, “If the Congress is serious about enacting campaign finance reform, it should pass legislation along the lines I proposed in 1989, and I would sign it immediately.” The Democratic bill would curtail the influence of PACs, but not ban them outright. [Los Angeles Times, 5/10/1992; Reuters, 5/11/1992; Campaign Finance Timeline, 1999; Connecticut Network, 2006 ] Fred Wertheimer of Common Cause, which had pressured for passage of the bill, called the legislation “the most important government reform legislation in about 20 years.” He added, “If President Bush vetoes the reform legislation, the corrupt campaign finance system in Washington will be his system, his personal responsibility.” [New York Times, 4/3/1992] In an angry editorial in the Orlando Sun-Sentinel, Tom Kelly will blast Bush and the members of both parties whom he will say “are as comfortable with the present arrangement as fat cats reclining on a plush sofa.” Kelly will write that Bush’s characterization of the bill as “incumbent protection” is insulting and inaccurate. The result of the veto, he will write, is that Bush himself becomes the incumbent most protected by the current system, and “the prospects for meaningful change in a disgraceful system by which special interests manipulate public policy with the leverage of big bucks have been set back to Square One—again.” Kelly will note that at the recent “President’s Dinner” that raised $9 million in contributions, the costs were plainly delineated: ”$1,500 per plate for dinner, $15,000 to sit with a congressman, $30,000 for a senator or Cabinet member, $92,000 for a photograph with the president, and $400,000 to share head-table chitchat with Bush himself.” Presidential spokesman Marlin Fitzwater admits that the contributors were buying “access” to the administration, access, Kelly will write, is “all too often is denied to the people who need government services most and those who have to pay the bills.” All of the $9 million raised at the dinner, and the monies raised at other such events, becomes so-called “soft money,” which Kelly will note has been labeled “sewer money” by the New York Times. While the law pretends that such monies go for voter turnout and education efforts, Kelly will write, it usually goes into buying negative television ads financed by third-party political organizations. Kelly will call Bush’s call to eliminate PACs “fraudulent,” writing, “The same power brokers could simply reorganize as ‘ideological’ lobbies and resume bribery as usual.” [Orlando Sun-Sentinel, 5/15/1992]
Germany and France announce the formation of a pan-European military force, and invite other European nations to join. The new alliance will work with NATO in individual crises when NATO’s 16 members declare an interest, but will also work independently of NATO when that organization’s interests are not involved. A new US proposal for post-Cold War foreign policy (see May 22, 1992) does not oppose such alliances, though it emphasizes the role of NATO, which is dominated by US interests and policies. [Source: Representational Pictures]The Defense Department issues a revised draft of its post-Cold War strategy, a “Defense Planning Guidance” (DPG) for the fiscal years 1994-1996, which abandons confrontational language from an earlier draft. The earlier draft said the US, as the world’s lone superpower, should prevent any other nation from challenging its dominance in Western Europe and East Asia (see February 18, 1992), and caused a public uproar when leaked to the press (see March 8, 1992). The revision is authorized by Defense Secretary Dick Cheney and Joint Chiefs chairman General Colin Powell, and written by the original version’s co-author, Lewis “Scooter” Libby. The revision focuses on building alliances and using collective, internationalist military actions coordinated by the United Nations as “key feature[s]” of US strategy, elements not found in the earlier draft.
Less Focus on Allies as Potential Threats - Many Pentagon officials were critical of the earlier draft’s assertion that the US should work to contain German and Japanese aspirations for regional leadership. The new draft does not see the ascension of foreign allies as a threat, though it does advocate the US retaining a leadership role in strategic deterrence and leading regional alliances; together, the two policies will deter hostile and non-democratic nations from seeking to dominate individual regions.
More Focus on Economic Stability and Security Cooperation - The draft is the first document of its kind to note that while a strong defense is important, it is also important to level off military spending and increase economic and security cooperation for greater world stability. The new proposal emphasizes the importance of increased international military cooperation, and emphasizes cooperation with Russia, Ukraine, and other nations of the former Soviet Union in order to provide “security at lower costs with lower risks for all.” It retains the right of the US to act unilaterally if necessary. Support for Israel and Taiwan are considered key to US interests in the Middle East and East Asia, and a continued heavy US military presence in Europe will continue. The DPG continues to advocate a “base force” military of 1.6 million uniformed troops, and rejects Congressional calls for a greater “peace dividend” funded by deeper military cuts. The entire document is not made public, and parts of it are classified. [New York Times, 5/23/1992]
'Sleight of Hand' - In 2008, author J. Peter Scoblic will write that Libby engaged in what he calls “a bit of rhetorical sleight of hand, making the document’s language more diplomatic while actually strengthening its substance, further emphasizing the role that military dominance would play in dissuading potential rivals.” According to Scoblic, “Those who read it closely would discover that Libby had emphasized American freedom of action, proposing that the United States act preemptively to shape ‘the future security environment’ and do so unilaterally if ‘international reaction proves sluggish or inadequate.” Cheney is so happy with the document that he asks for it to be released under his name, and tells the co-author of the original document, Zalmay Khalilzad, “You’ve discovered a new rationale for our role in the world.” [Scoblic, 2008, pp. 165-166]
Vice President Dan Quayle, chairman of the President’s Council on Competitiveness, and Louis Sullivan, secretary of health and human services, announce the FDA’s new policy on the regulation of genetically engineered foods. In the policy statement that is published three days later, the FDA will say it has determined that genetically modified (GM) foods are “substantially equivalent” to conventionally grown foods and therefore will not be subject to any special regulations. The agency justifies its position saying that assessments concerning the safety of food products should be based on the characteristics of the food product and not on the methods used to develop that product. [US Food and Drug Administration, 5/29/1992 ] Specifically addressing the issue of labeling for GM foods, the May 29 statement will read: “The agency is not aware of any information showing that foods derived by these new methods differ from other foods in any meaningful or uniform way, or that, as a class, foods developed by the new techniques present any different or greater safety concern than foods developed by traditional plant breeding. For this reason, the agency does not believe that the method of development of a new plant variety… would… usually be required to be disclosed in labeling for the food.” Labeling would only be required in special cases, the FDA says. For example, if a genetically engineered tomato contains a peanut protein that is a proven allergen, a label will be needed. [US Food and Drug Administration, 5/29/1992, pp. 22991 ] In their statement to the press, Sullivan says that biotechnology promises to develop new food products “that are tastier, more varied, more wholesome, and that can be produced more efficiently.” Quayle’s council played a key role in expediting the development of the policy. [Food and Drug Administration, 5/26/1992] Quayle explains that the policy will ensure the competitiveness of US firms. “The reforms we announce today will speed up and simplify the process of bringing better agricultural products, developed through biotech, to consumers, food processors, and farmers,” he says. “We will ensure that biotech products will receive the same oversight as other products, instead of being hampered by unnecessary regulation.” [New York Times, 1/25/2001]
Upon learning that the Food and Drug Administration (FDA) has decided not to require special regulation for genetically engineered foods (see May 26, 1992), FDA scientist Dr. Louis J. Pribyl blasts the decision in a memo to his colleagues. “This is the industry’s pet idea, namely that there are no unintended effects that will raise the FDA’s level of concern,” he writes. “But time and time again, there is no data to back up their contention.” Pribyl, one of 17 government scientists who have been working on a policy for genetically engineered food, knows from his own research and studies that the introduction of new genes into a plant’s cell can produce toxins. A massive underground relocation center designed to shelter Congress in the event of a nuclear war is slowly shut down after the Washington Post publicly exposes its existence. The subterranean fortress, located underneath a luxurious hotel resort known as the Greenbrier in White Sulphur Springs, West Virginia, resembles a small underground city, capable of sustaining a population of more than 1,150 people for months at a time (see 1959-1962). Although rumors of the facility have been common among the local population since the complex was first constructed in 1962, the bunker is officially revealed to the general public on May 31, 1992, after the Washington Post publishes an in-depth article documenting its existence. Within a week, Congress and the Department of Defense decide to close down the shelter. Operations at the Greenbrier are gradually scaled back and the site is officially decommissioned on July 31, 1995. [Washington Post, 5/31/1992; Associated Press, 11/6/1995]

[Source: Wikimedia]The Bureau of Alcohol, Tobacco, and Firearms (BATF, sometimes known as the ATF) opens an investigation of the Branch Davidian sect near Waco, Texas, after learning that a resident had mail-ordered a box of dummy grenades. Lieutenant Gene Barber of the McLennan County Sheriff’s Department meets with BATF agent Davy Aguilera; Barber, a recognized explosives expert, tells Aguilera that the United Parcel Service (UPS) package delivery service has delivered a number of packages containing firearms components and explosives (see May 1992) to the “Mag-Bag,” the UPS nickname for the Davidian tract, in the names of David Koresh and Mike Schroeder. Koresh is the leader of the religious community that lives on the tract (see November 3, 1987 and After), which is also known to area residents as Mt. Carmel. UPS employee Larry Gilbreath reported the suspicious deliveries to the local sheriff’s department. Gilbreath also informed Barber that the compound seems to be patrolled by armed guards. In May 1992, UPS delivered two cases of inert hand grenades and a quantity of black powder to the compound; in early June, UPS delivered 90 pounds of powdered aluminum, 30 to 40 heavy cardboard tubes, and 60 M-16/AR-15 ammunition magazines. Barber also gives Aguilera aerial photos of the compound, taken by the sheriff’s department, which depict a buried bus near the main structure and a three- to four-story tall observation tower. He tells Aguilera that neighbors have heard machine-gun fire coming from the property. Aguilera determines that in late 1992, the Davidians spent over $44,000 on parts for M-16/AR-15 machine guns, as well as a variety of other weaponry and weapons parts. Some of the parts come from an Illinois firm under investigation for selling illegal guns and gun parts. [Bureau of Alcohol, Tobacco and Firearms, 2/25/1993; Dick J. Reavis, 7/19/1995; PBS Frontline, 10/1995] Aguilera officially opens a BATF investigation on Koresh and the Davidians on June 9. Within a week, Philip Chojnacki, the special agent in charge of the Houston BATF office, classifies the case “sensitive,” thereby calling for a high degree of oversight from both Houston and BATF headquarters in Washington, DC. [House Committee on Government Reform and Oversight, 8/2/1996] In 1996, a Congressional investigation will find that the BATF investigation is “grossly incompetent” (see August 2, 1996). Former Army soldier Timothy McVeigh (see January - March 1991 and After and November 1991 - Summer 1992) makes what apparently is his first visit to Decker, Michigan, to visit his Army friend Terry Nichols (see March 24, 1988 - Late 1990). It is the first of many visits between McVeigh and Nichols. [PBS Frontline, 1/22/1996] McVeigh has quit his job as a security guard in upstate New York (see June 1992), and is beginning a life of long, solitary drives around the country, supporting himself by selling and trading guns and materiel (including ammunition, blast simulators, and even atropine, an antidote to chemical warfare) at gun shows. He tells friends that one reason he has chosen to leave his home of New York State behind is because of its “out of control” welfare and social services programs and high taxation. McVeigh does a brisk business buying and selling anti-government propaganda and manuals teaching the reader to build homemade bombs and survival techniques. [Stickney, 1996, pp. 143-144; Serrano, 1998, pp. 55-57] McVeigh and Nichols share a virulent hatred of the federal government and other right-wing views (see April 2, 1992 and After). They will soon begin a conspiracy that will culminate in the bombing of a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).
James Bath. [Source: Time Life Images]The FBI investigates connections between James Bath and George W. Bush, according to published reports. Bath is Salem bin Laden’s official representative in the US. Bath’s business partner contends that, “Documents indicate that the Saudis were using Bath and their huge financial resources to influence US policy,” since George W. Bush’s father is president. George W. Bush denies any connections to Saudi money. What becomes of this investigation is unclear, but no charges are ever filed. [Houston Chronicle, 6/4/1992]
The US Supreme Court reaffirms the Ker-Frisbie doctrine, which states that a US court will not concern itself over how a suspect came to stand before it for trial. The reaffirmation is part of a ruling on the case of Humberto Alvarez-Machain, a Mexican doctor allegedly involved in the kidnap and murder of a DEA agent who was rendered from Mexico by US agents without Mexico’s consent under the extradition treaty with the US (see April 1990). The Ker-Frisbie doctrine reaches back to the 19th century and states that US courts have jurisdiction over a criminal defendant regardless of the means by which that defendant was brought before the court, as a breach of general international law principles does not generally affect the jurisdiction of a domestic court. [US House of Representatives, 7/24/1992] However, Alvarez-Machain will be acquitted later by a lower court on the facts of the actual charges. [Grey, 2007, pp. 135]
Frank DeGeorge, inspector general for the Commerce Department, concedes that the department’s officials altered 66 export licenses for Iraq prior to turning them over to congressional investigators. The export licenses had been changed from “vehicles designed for military use” to “commercial utility cargo trucks.” [Covert Action Quarterly, 1992]
In a 5-4 vote, the US Supreme Court upholds its 1973 Roe v. Wade ruling (see January 22, 1973), and forbids states from banning abortions. However, by a 7-2 vote, the Court says states may raise new obstacles for women seeking to end their pregnancies. [CBS News, 4/19/2007]
Ben Klassen, the 74-year-old founder and leader of the Church of the Creator (COTC—see 1973 and 1982-1983), sells most of his North Carolina compound to William Pierce of the neo-Nazi National Alliance (see 1970-1974). Klassen fears that the COTC property will be seized as a result of a lawsuit filed in conjunction with a murder committed by a COTC official (see June 6, 1991 and After). Emad Salem. [Source: National Geographic]In mid-June 1992, FBI informant Emad Salem talks to El Sayyid Nosair, who is in prison for killing Zionist leader Rabbi Meir Kahane (see November 5, 1990). Nosair and an associate of his named Ali Shinawy reveal to Salem that their group (all of whom are close to Sheikh Omar Abdul-Rahman) is plotting to set off bombs at twelve “Jewish locations” in New York City, including temples and banks. A few days later, Nossair’s cousin Ibrahim El-Gabrowny introduces Salem to “Dr. Rashid,” which is an alias for Clement Rodney Hampton-El, although Salem does not know that yet. “Dr. Rashid” says he is unable to get the remote bomb detonators the group wants, but he can get already assembled pipe bombs for about $1,000 apiece, and guns. Salem and Shinawy agree to find a warehouse where they can build the bombs. Salem tells all of this to his FBI handlers Louis Napoli and John Anticev, but their boss, Carson Dunbar, insists that Salem has to wear a wire so they can record conversations in order to get the evidence to make a convincing court case against the plotters. But Salem, who is only being paid $500 a week to inform for the FBI, refuses to wear a wire, saying it is too dangerous. The FBI had been able to corroborate most of Salem’s information through their own surveillance such as the monitoring of Nosair’s calls from prison. But even though Salem is easily the FBI’s best source of information on Abdul-Rahman’s group, the FBI fires Salem in early July 1991. [Miller, Stone, and Mitchell, 2002, pp. 70-75] The FBI had a long tradition of having pure intelligence agents who did not wear wires. One FBI source will later note that the FBI could have easily gotten what they needed to make a criminal case without Salem wearing a wire. “It would just take a little more work. We’d have to take his leads and do surveillance. Follow these guys and contain the threat. This is what the FBI does.” [Lance, 2003, pp. 92] Author Peter Lance will later comment that without Salem, “Now, when it came to Nosair, the bombing plot, and Sheikh Omar Abdul-Rahman, the [FBI] was essentially flying blind.” The FBI will be unaware as the “Jewish locations” plot morphs into a plot to bomb the World Trade Center over the next several months. [Lance, 2003, pp. 92]
David Addington, a personal aide to Defense Secretary Dick Cheney, is forced to take part in Senate confirmation hearings for his appointment as chief counsel for the Defense Department. Addington, a Cheney protege and a fierce advocate for the ever-widening power of the executive branch, has gained a reputation for effective, if arrogant, conflicts with the Pentagon’s uniformed leadership and for tightly controlling what information enters and leaves Cheney’s office. Colonel Lawrence Wilkerson, an aide to Joint Chiefs chairman General Colin Powell, will later characterize Addington as an intense bureaucratic infighter bent on concentrating power in Cheney’s office. “Addington was a nut,” Wilkerson will recall. “That was how everybody summed it up. A brilliant nut perhaps, but a nut nevertheless.” The Senate hearing becomes a platform for Democratic senators to attack Cheney’s anti-Congressional policies (see Early 1991 and March 1992). In his turn, Addington calmly denies that he or Cheney have ever exhibited any intention to defy Congress on any issue. “How many ways are there around evading the will of Congress?” storms Senator Carl Levin (D-MI). “How many different legal theories do you have?” Addington answers, “I do not have any, Senator.” Addington is only confirmed after promising that the Pentagon will restore the independence of military lawyers (see March 1992) and begin funding the V-22 Osprey (see Early 1991). Reagan’s Alzheimer’s disease is by now painfully apparent; not only can he not remember facts and figures, he has trouble remembering his former Secretary of State, George Shultz. [PBS, 2000]

[Source: Riverside Press-Enterprise]Davy Aguilera of the Austin, Texas, office of the Bureau of Alcohol, Tobacco, and Firearms (BATF), as part of an ongoing BATF investigation into the weapons allegedly owned by the Branch Davidian religious sect living outside Waco, Texas (see June-July 1992), visits the shop of a local gun dealer, Henry McMahon. Aguilera is accompanied by BATF compliance officer Jimmy Ray Skinner. During the visit, Aguilera and Skinner find that weapons parts for AR-15 assault rifles are listed in McMahon’s inventory, but are not on the premises nor are they listed as sold. McMahon admits that the parts were sold to Davidian sect leader David Koresh (see November 3, 1987 and After). McMahon calls Koresh, who offers to let the BATF agents inspect the Davidian compound for possible weapons violations. The agents decline the invitation. Shortly afterwards, McMahon tells Koresh that he is suspicious that the BATF is investigating Koresh and the Davidians. The 1996 House investigation of the Davidian situation (see August 2, 1996) will express the investigators’ confusion as to why the agents do not accept Koresh’s invitation, and finds, “The agents’ decline of the Koresh offer was a serious mistake.” [House Committee on Government Reform and Oversight, 8/2/1996]
Osama bin Laden sends about $250,000 to an associate named Essam al Ridi in the US. The money is moved in more than one transfer from the Al-Shamal Islamic Bank in Sudan and is for the purchase of a plane by al Ridi for bin Laden (see Early 1993). The CIA has been monitoring bin Laden’s banking operations for some time (see 1991-1992). Al Ridi will be asked about this transfer at the US trial of al-Qaeda operatives involved in the 1998 embassy bombings, where he is a witness for the prosecution. Under cross examination, he will say that he was not concerned about such large transfers from Sudan to Texas because receiving such monies was not a problem for him in the US, although it might have been a problem for him if he was still in Egypt. [United States District Court for the Southern District of New York, 1/14/2001] Al Ridi previously purchased assassination rifles for the anti-Soviet Afghan Arabs, apparently with the CIA’s knowledge (see Early 1989).
During the Republican National Convention, Representative Newt Gingrich (R-GA) challenges the Democratic Party’s claims to embrace the values of the family. In a speech to the party faithful, Gingrich derides the Democrats’ claim that “governments don’t raise children, people do,” and says: “If they had tried to use the words ‘families raise children’ in Madison Square Garden [which hosted the Democratic National Convention days before], half their party would have rebelled and they would have had a bloody fight. So they tried to finesse it, to sound conservative without being conservative.” Gingrich gives the following example of what he calls Democratic “family values”: “Woody Allen having non-incest with a non-daughter to whom he was a non-father because they were a non-family fits the Democratic platform perfectly.” [Media Research Center, 3/12/1998; ABC News, 3/9/2007] (Gingrich is referring to film director and comedian Woody Allen’s affair with Soon-Yi Previn, the adopted daughter of his former lover Mia Farrow. Previn was of the age of consent when she and Allen began their affair, though Allen had served as Previn’s putative stepfather and many perceive the relationship as incestuous; they will eventually marry.) [Time, 8/31/1992; CNN, 12/24/1997] The Washington Post’s David Broder calls Gingrich’s charges “feeble,” and Newsday writes, “For spewing the weekend’s best non sequitur, Trash Watch nominates Newt for the Hall of Surly Surrogates.” Democratic presidential nominee Bill Clinton (D-AK) says that Gingrich’s remark is “off the wall and out of line,” and says Gingrich “has no shame.” [Media Research Center, 3/12/1998]

[Source: Greenpeace]Approximately three years after facing harsh criticism for its response to Hurricane Hugo (see September-November 1989), the Federal Emergency Management Agency (FEMA) is denounced for not providing adequate relief in the wake of Hurricane Andrew. The storm, which devastates regions of southern Florida and Louisiana, claims dozens of lives, leaves up to a quarter million people temporarily homeless, and causes more than $26 billion in damage. [National Hurricane Center, 12/10/1993; National Hurricane Center, 8/1/2005] Nearly a week after Andrew passes, local officials and citizens in the hardest hit areas are still waiting for assistance from the federal government. Days after the storm, the New York Times reports it is still “unclear just who is in charge of the Federal relief effort.” [New York Times, 8/27/1982] “Blame for the government’s delayed response to Hurricane Andrew is being placed squarely at the feet of the Federal Emergency Management Agency,” the Associated Press reports. Even after FEMA moves in, relief is delayed by a lack of resources and bureaucratic red tape. [Associated Press, 8/29/1992] In some cases, the agency brings equipment designed for a nuclear war instead of basic supplies. When the city manager of Homestead, Florida, requests 100 hand-held radios, FEMA is only able to provide high-tech mobile command vehicles (see 1982-April 1994). As Cox News Service will later report: “FEMA sent high-tech vans, capable of sending encrypted, multi-frequency radio messages to military aircraft halfway around the world.… FEMA equipment could call in an air strike but Homestead never got its hand-held radios.” Franklin, Louisiana, which is reportedly “flattened” by the storm, is similarly offered a communications vehicle instead of basic relief. “They offered a mobile communications unit and I told them that was unacceptable,” says Representative Billy Tauzin (D-LA). Senator Barbara Mikulski (D-MD) says the government’s response to the storm is “seen by many of Hurricane Andrew’s victims in Florida as a disaster itself.” Unbeknown to most of the public and government, FEMA is secretly preoccupied with preparations for a nuclear doomsday (see April 1, 1979-Present). [Source: Fox News]High-ranking al-Qaeda operative Wadih El-Hage contacts Essam al Ridi, a militant who had previously helped the anti-Soviet jihad in Afghanistan (see Early 1983-Late 1984), to discuss buying a jet plane for Osama bin Laden. El Hage is at bin Laden’s base in Sudan, and al Ridi is in Texas, where he works as a flight instructor. The two men know each other from the 1980s, when they shipped equipment from the US to the mujaheddin in Afghanistan (see 1987 or 1988). The FBI has been aware of El-Hage’s terrorist connections for some time (see March 1991), and the CIA is monitoring bin Laden in Sudan (see February 1991- July 1992). There are “quite a few” communications, in which the two men discuss the price of the aircraft, the fact that the plane is for bin Laden, and the plane’s range. El-Hage says that the plane has to be able to fly 2,000 miles, as he and bin Laden want to use it to ship Stinger missiles from Peshawar, Pakistan, to Khartoum, Sudan, and al Ridi and El-Hage discuss the technicalities of shipping the missiles. [United States District Court for the Southern District of New York, 1/14/2001] Bin Laden sends money for the plane to al Ridi in the US (see Between August 1992 and 1993), and al Ridi then buys the plane and flies it to Sudan (see Early 1993). It is unclear if these calls are monitored, although bin Laden is under surveillance by the US at this time (see Early 1990s and Early 1990s).
US Attorney General William Barr rejects the House Judiciary Committee’s request for him to appoint an independent counsel (see July 9, 1992), reasoning that the committee’s accusations are too “vague.” He informs them that the Justice Department will instead continue with its own “investigation” of Iraqgate. Defense Secretary Dick Cheney gives a speech to the Discovery Institute in Seattle defending the Bush administration’s decision not to enter Baghdad or overthrow Iraqi dictator Saddam Hussein during the 1991 Gulf War (see January 16, 1991 and After). Cheney says that because of Hussein’s “shrinking power base” in Iraq, the fact that he does not control the northern or southern portions of his country, his all-but-destroyed national economy, and the UN sanctions, “his days are numbered” as Iraq’s dictator, so there was no need to overthrow him. “I would guess if we had gone in there, I would still have forces in Baghdad today. We’d be running the country. We would not have been able to get everybody out and bring everybody home.… All of a sudden you’ve got a battle you’re fighting in a major built-up city, a lot of civilians are around, significant limitations on our ability to use our most effective technologies and techniques.… Once we had rounded him up and gotten rid of his government, then the question is what do you put in its place? You know, you then have accepted the responsibility for governing Iraq.… And the final point that I think needs to be made is this question of casualties. I don’t think you could have done all of that without significant additional US casualties. And while everybody was tremendously impressed with the low cost of the conflict, for the 146 Americans who were killed in action and for their families, it wasn’t a cheap war. And the question in my mind is how many additional American casualties is Saddam worth? And the answer is not that damned many. So, I think we got it right, both when we decided to expel him from Kuwait, but also when the president made the decision that we’d achieved our objectives and we were not going to go get bogged down in the problems of trying to take over and govern Iraq.” [Seattle Post-Intelligencer, 9/29/2004; Seattle Post-Intelligencer, 9/29/2004; Dubose and Bernstein, 2006, pp. 171-172] While Cheney publicly supports Bush’s decision not to go into Baghdad, privately he had urged Bush to invade the capital and overthrow Hussein (see February 1991-1992). According to Victor Gold, a former Bush speechwriter and coauthor of a novel with Cheney’s wife Lynne, Cheney’s private stance was far more aggressive than his public pronouncements. During the Republican National Convention, Republican National Committee (RNC) chairman Rich Bond, in speaking about Democrats, says that “we are America, they are not America.” [Hunt, 9/1/2009, pp. 21]
White supremacist Timothy McVeigh (see March 24, 1988 - Late 1990 and November 1991 - Summer 1992) closely follows the culminating events of the Ruby Ridge, Idaho, siege (see August 31, 1992). McVeigh is appalled by the government’s conduct, as is his friend Terry Nichols, with whom he is staying (see Summer 1992). [Douglas O. Linder, 2001; CNN, 12/17/2007] McVeigh has been closely following the events at Ruby Ridge since the siege began in April 1992, both in local newspapers and in publications such as the National Rifle Association’s American Hunter and the racist, separatist Spotlight, and will complain that the mainstream media gives only the government’s version of events. He will later recall this as a “defining moment” in his life. [Stickney, 1996, pp. 147-148; PBS Frontline, 1/22/1996] McVeigh will go on to bomb a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).
