Nawaz Sharif [Source: Publicity photo]In early May 1999, the Pakistani army, at the instigation of Gen. Pervez Musharraf, seizes a strategic height called Kargil in the Indian province of Kashmir. This creates a grave crisis between Pakistan in India. By early July, the CIA picks up intelligence that Pakistan is preparing to launch nuclear missiles against India if necessary. Pakistani Prime Minister Nawaz Sharif comes to the US on July 4 to meet with President Clinton about this. Clinton is livid and yells at Sharif for breaking promises, not only about Kashmir but also about failing to help with bin Laden. According to notes taken at the meeting, Clinton says he had “asked repeatedly for Pakistani help to bring Osama bin Laden to justice… [Sharif] promised often to do so but had done nothing. Instead, the ISI worked with bin Laden and the Taliban to foment terrorists.” Clinton threatens to release a statement calling worldwide attention to Pakistan’s support for terrorists. He adds, “You’ve put me in the middle today, set the US up to fail, and I won’t let it happen. Pakistani is messing with nuclear war.” Sharif backs down and immediately withdraws his troops from Kargil, ending the crisis. But as a result, Sharif becomes deeply unpopular in Pakistan. A few months later he will be ousted in a coup by Musharraf (see October 12, 1999), the general who started the crisis in the first place. [Coll, 2004, pp. 476-478]
In 2008, the website Intelwire.com will obtain a declassified FBI document from this date. The content is heavily redacted, including the title, but the full title appears to be, “Summary of information obtained from the United Arab Emirates with regard to Manila Air fugitive Khalid Shaikh Mohammed.” The document appears to detail a briefing by United Arab Emirates (UAE) officials from the General Department of State Security to FBI officials visiting the UAE. It mentions that Khalid Shaikh Mohammed (KSM) “who was reported to be in _____ during mid-1998, is still currently living in Sharjah, UAE, with his family.” The report also mentions that “in July 1998, authorities from ______ based on information probably obtained from Qatar, located KSM living and working in ____. After questioning him about his activities with the [Muslim Brotherhood], he was deported to Bahrain.” [Federal Bureau of Investigation, 7/8/1999 ] The 9/11 Commission will later mention this document a single time, and reveal that one of the redacted sections discusses KSM’s links to the Abu Sayyaf militant group in the Philippines. [9/11 Commission, 7/24/2004, pp. 488] Sharjah is a major hub of al-Qaeda activity at this time (see Mid-1996-October 2001), and one of the 9/11 hijackers, Fayez Ahmed Banihammad, is from the emirate of Sharjah (see 1980s and 1990s). 9/11 plot facilitator Mustafa Ahmed al-Hawsawi will be based in Sharjah in the months before the 9/11 attacks, and some of the 9/11 hijackers will pass through there and visit him (see Early-Late June, 2001). It is not known what action US intelligence takes in response to this briefing.
The FBI is told that three arrested Islamist militants working for Osama bin Laden are about to be released from prison in the UK. But the FBI works quickly and prevents their release. Khalid al-Fawwaz, Ibrahim Eidarous, and Adel Abdel Bary had been arrested in London on September 23, 1998, not long after the US embassy bombings in Africa (see 10:35-10:39 a.m., August 7, 1998). Al-Fawwaz is an al-Qaeda operative while Eidarous and Bary are Islamic Jihad operatives, but all three of them ran the Advice and Reformation Committee (ARC), a bin Laden front in London (see September 23, 1998-July 12, 1999). The three of them had been arrested for a role in the embassy bombings, but in July 1999, a British judge says there is not enough evidence to keep them imprisoned. FBI agents Ali Soufan, Dan Coleman, Jack Cloonan, and US attorneys Patrick Fitzgerald and Ken Karas work quickly and put together a request to have the three men extradited to the US to stand trial there. (The US already had requested al-Fawwaz’s extradition shortly after his arrest in September (see September 23, 1998-July 12, 1999).) As a result, the three men are rearrested on July 12, 1999, apparently without ever being released, and a long battle to extradite them begins. [New York Times, 7/13/1999; Soufan, 2011, pp. 97-104]

[Cox News Service, 8/2/2002] Abbas points to the WTC and says, “Those towers are coming down.” This ISI agent later makes two other references to an attack on the WTC. [Cox News Service, 8/2/2002; WPBF 25 (West Palm Beach), 8/5/2002; Palm Beach Post, 10/17/2002] Abbas also says, “Americans [are] the enemy,” and, “We would have no problem with blowing up this entire restaurant because it is full of Americans.” [NBC, 3/18/2003] The meeting is secretly recorded and parts will be shown on television in 2003. Based on the recent lawsuit by the National Organization for Women (see April 20, 1998), District Judge David Coar issues a nationwide injunction against the anti-abortion advocates who lost the case. Coar’s injunction forbids the defendants from hindering the right of women to obtain reproductive health services at clinics and the right of the clinics to provide those services. One of the defendants, Joseph Scheidler, will appeal the ruling on several grounds, including the First Amendment right of free speech. [National Organization for Women, 9/2002]
President Clinton signs the National Missile Defense Act of 1999 (NMDA), which states in its entirety, “It is the policy of the United States to deploy as soon as is technologically possible an effective National Missile Defense system capable of defending the territory of the United States against limited ballistic missile attack (whether accidental, unauthorized, or deliberate).” The NMDA mandates that the US will deploy some sort of missile defense system (see March 23, 1983 and January 29, 1991), but Clinton will refuse to order the system’s deployment in 2000, in part because it has failed its tests and in part because to deploy the system would require the US to withdraw from the 1972 Anti-Ballistic Missile Treaty (see May 26, 1972), a move Clinton is unwilling to make. Clinton will acknowledge that the US makes its own national security decision, but will add, “We can never afford to overlook the fact that the actions and reactions of others in this increasingly interdependent world do bear on our security.” [US Senate, 7/22/1999; White House, 7/22/1999; Scoblic, 2008, pp. 173-174]
The Federal Emergency Management Agency (FEMA) issues a circular that provides guidance for government agencies to develop plans for continuity of government operations in the event of an emergency, including a terrorist attack. The circular, FPC 65, goes out to the heads of federal departments and agencies, senior policy officials, and emergency planners. It confirms FEMA’s coordinating role in the nation’s Continuity of Government (COG) program, and contains criteria for agencies to develop their continuity plans. It states that an agency’s continuity of operations (COOP) capability “Must be maintained at a high level of readiness”; “Must be capable of implementation both with and without warning”; “Must be operational no later than 12 hours after activation”; “Must maintain sustained operations for up to 30 days”; and “Should take maximum advantage of existing agency field infrastructures.” [Federal Emergency Management Agency, 7/26/1999; US Congress. House. Committee on Government Reform, 4/22/2004] Presidential Decision Directive 67 (PDD-67), issued in October 1998 (see October 21, 1998), required agencies to prepare plans to allow the government to continue functioning in the event of a major terrorist attack on the US, and had placed FEMA in charge of the COG program. [Knight Ridder, 11/17/1999; Washington Post, 6/4/2006] The COG plan detailed in that directive will be activated for the first time on the morning of 9/11 (see (Between 9:45 a.m. and 9:56 a.m.) September 11, 2001). A researcher for a 1997 documentary about the Branch Davidian debacle near Waco, Texas (see April 19, 1993), questions the government’s claim that the FBI did not use incendiary devices when it launched its assault on the Davidian compound. The assault triggered a fire that swept through the compound and killed nearly 80 Davidians, including their leader, David Koresh. Officials have since denied any use of incendiary or pyrotechnic devices during the assault, and investigations have concluded that the Davidians themselves set the fires that consumed them (see August 4, 1995). Researcher Michael McNulty, who is preparing a new documentary on the final assault, says state and federal officials are refusing to allow public access to over 12 tons of evidence from the Davidian site stored in Waco. McNulty says that according to evidence logs compiled by the Texas Rangers, at least six items listed as silencers or suppressors are actually “flash-bang” devices used by law enforcement officials to stun suspects. McNulty says the devices can start fires in small, enclosed spaces. The evidence logs show that the devices were found in areas of the compound in which the fires began, McNulty says. “It’s our belief that these pieces of ordnance could and probably did have an impact on the fire on April 19th,” he says. Justice Department spokesman Myron Marlin calls the allegations “nonsense” and says they ignore evidence that the fire was set in several places at the same time. “We know of no evidence that any incendiary device or flash-bang device was fired into the compound on April 19,” Marlin says. The chairman of the Texas Department of Public Safety, James Francis, says he has asked a federal judge to take control of the evidence and allow experts to examine it. [Associated Press, 7/29/1999] Francis will succeed in having the evidence opened and reexamined (see August 10, 1999 and After). Shortly thereafter, the Justice Department will admit that such devices were indeed used during the assault, but will claim that they had nothing to do with starting the fires (see August 25, 1999 and After). Examination will show that at least one of the spent shells was from an illumination flare fired into the compound during the early days of the assault (see September 9, 1999).
Attorney General Janet Reno says she knows of no evidence that would prove the FBI was responsible for the fires that killed nearly 80 Branch Davidians in a 1993 assault on the group’s Waco compound (see April 19, 1993). Reno is responding to questions raised by a Texas state commissioner and a documentary filmmaker that center on the possible use of incendiary devices by the FBI during the final assault on the Davidian compound (see July 29, 1999). “I have gone over everything and I know of no such evidence,” she says, and echoes Justice Department assertions that the Davidians themselves started the fires that destroyed their compound and killed most of their fellow group members. “Our practice has been… to review all reports, to consider all allegations. And to date, I have found no basis for concluding that the FBI was in any way responsible,” Reno says. A Justice Department spokesperson has called the allegations “nonsense.” [Excite, 7/29/1999] Shortly thereafter, the Justice Department will admit that such devices were indeed used during the assault, but will claim that they had nothing to do with starting the fires (see August 25, 1999 and After).
Paul Wolfowitz, who served as undersecretary of defense for policy in the George H. W. Bush administration, first learns of the case of Richard Barlow, according to a statement made later by Wolfowitz. Barlow was an analyst of Pakistan’s nuclear weapons program who was fired for attempting to tell Congress the truth about what the US knew about the program. Wolfowitz will say he learns of the case around this time when he is asked to supply an affidavit to Barlow’s lawyers, who are involved in a civil action. According to a statement made by Wolfowitz in February 2001 during a hearing to confirm him as deputy secretary of defense, the reason Wolfowitz did not know of the case before was that most of the events concerning Barlow’s termination occurred before he became undersecretary of defense for policy. Wolfowitz joined the Defense Department at some time in mid-to-late 1989 (see March 20, 1989 and After) after leaving his position as US ambassador to Indonesia that May (see May 1989). The Barlow situation came to a head that August (see August 4, 1989). [Levy and Scott-Clark, 2007, pp. 300, 518] The case of Barlow is fairly well known at this time and has been the subject of several media reports, one of the most prominent being a 1993 New Yorker piece by Seymour Hersh. [New Yorker, 3/29/1993]
The NSA intercepts more calls involving an al-Qaeda communications hub in Sana’a, Yemen (see Early 1999 and Summer 1999). The names of Khaled, who turns out to be 9/11 hijacker Khalid Almihdhar, and others are mentioned in the calls. However, the NSA reportedly does not think the intelligence gleaned from the calls is important and does not disseminate it. [US Congress, 7/24/2003, pp. 156 ] However, the FBI regarded the hub as a key element in al-Qaeda’s communications network and after 9/11 a senior US counterterrorism official will say, “The NSA was well aware of how hot the number was… and how it was a logistical hub for al-Qaeda.” Several plots are stopped based on information obtained from listening to calls to and from the hub (see Late 1998-Early 2002). The FAA’s Office of Civil Aviation Security Intelligence sends an internal memo summarizing the al-Qaeda hijacking threat. After reciting information available on the topic, a few principal scenarios are presented. One of them is a “suicide hijacking operation.” The 9/11 Commission will comment on this and another memo the previous year, “In 1998 and 1999, the FAA intelligence unit produced reports about the hijacking threat posed by bin Ladin and al-Qaeda, including the possibility that the terrorist group might try to hijack a commercial jet and slam it into a US landmark.” However, FAA analysts consider this an option of last resort, because “it does not offer an opportunity for dialogue to achieve the key goal of obtaining [Sheikh Omar Abdul-Rahman] and other key captive extremists.” [9/11 Commission, 7/24/2004, pp. 345, 561; 9/11 Commission, 8/26/2004, pp. 53]

The church is at the center of a lengthy investigation into a massive “Patriot movement” fraud scheme; federal authorities have already indicted several church principals. [Southern Poverty Law Center, 6/2001] Five leaders of the GMIC will later be convicted of multiple charges and sentenced to lengthy prison terms. The GMIC scheme, which prosecutors call an enormous “Ponzi scheme,” garnered some $500 million from 18,000 Christian investors who believed the GMIC assurances that God would double their money. In late 2001, Gerald Payne, the leader of the scam, will be sentenced to 27 years for his conviction on 19 counts of fraud, conspiracy, money-laundering, and related charges. His wife, Betty Payne, will receive 12 years and seven months. (Judge James Whittemore will give her a lengthier sentence than he had first planned after she announces in court that the trial violates her and her husband’s constitutional rights, and because they were led by the Holy Spirit, she and her husband broke no laws.) Patrick Henry Talbert, who taught church-sponsored antigovernment legal seminars and claimed to be a “sovereign citizen” not subject to US law (see Fall 2010), will get nearly 20 years tacked onto the 10-year term he is serving on unrelated state charges. Eudon “Don” Hall, a flamboyant evangelist for GMIC’s “Faith Promises” program, will be given almost 20 years. David Whitfield, the financial and computer manager for GMIC, will attempt to deny involvement and knowledge of the scam, but will be proven a liar by testimony from an IRS agent that shows he knows where more than $1 million of the stolen funds is hidden in Mexico. Whittemore will sentence Whitfield to 19 years, warning him that if a Mexican cache is found and connected to him, he could face additional charges. Two other GMIC defendants, Andrew Krishak and James Chambers, will plead guilty and cooperate with authorities, receiving significantly lesser sentences. Pat Robertson. [Source: Fox News]US televangelist Pat Robertson advocates the assassination of foreign leaders by the US. On his 700 Club broadcast, Robertson says: “I know it sounds somewhat Machiavellian and evil, to think that you could send a squad in to take out somebody like Osama bin Laden, or to take out the head of North Korea.… But isn’t it better to do something like that, to take out [Serbian leader Slobodan] Milosevic, to take out [Iraq’s] Saddam Hussein, rather than to spend billions of dollars on a war that harms innocent civilians and destroys the infrastructure of a country?” [Christianity Today, 8/2005; The Age, 8/25/2005]
Buford Furrow. [Source: Eye on Hate (.com)]Buford O’Neal Furrow, a security guard and member of the white supremacist Aryan Nations organization (see Early 1970s), attacks a day care center at the North Valley Jewish Community Center in Los Angeles. Apparently to avoid capture, Furrow leaves his van behind and hijacks a car to drive to the center. Upon entering, he opens fire with an Uzi submachine gun, wounding three children, a counselor, and a receptionist. Investigators will determine that Furrow fires 70 shots. Furrow flees the scene and shortly thereafter encounters letter carrier Joseph Ileto, a Filipini-American. Furrow approaches Ileto and asks him if he can post a letter for him. As Ileto reaches for the piece of mail, Furrow pulls a Glock 9mm pistol and shoots him twice. Ileto attempts to get away, but Furrow pumps seven more bullets into his back. Ileto dies at the scene. Furrow will surrender the next day in Las Vegas, where he has fled the manhunt by state and local officials. He later tells investigators that the shootings are a “wake-up call” to Jews and white supremacist groups, and that he considered Ileto a good target because he was non-white and worked for the government. Police find a book in Furrow’s van extolling the virtues of the “Christian Identity” movement (see 1960s and After). Some will speculate that Furrow was acting as a “Phineas Priest” (see [1990), Christian Identity members who believe God has called them to carry out violent attacks. The book details how to become a “Phineas Priest,” and gives examples of successful actions, including the murder of radio show host Alan Berg (see June 18, 1984 and After). To avoid the death penalty, Furrow will plead guilty and be sentenced to two life sentences without parole, plus 110 years in prison and $690,294 in restitution. The judge will tell him, “Your actions were a reminder that bigotry is alive.” Referring to the support the center victims receive after the shootings, the judge concludes, “If you’ve sent a message, it is that even the most violent crimes can strengthen a community.” [CNN, 1/24/2001; Eye on Hate, 2003; Seattle Post-Intelligencer, 2010] Investigators will later learn that Furrow may be mentally unstable, and that he was frequently in short-term state psychiatric facilities, where he often expressed his desire to maim and kill. To questions that Furrow should have been involuntarily committed before the community center shootings, psychiatry professor Renee Binder will say: “What does society do with these people? Most people would say that being a racist with violent fantasies is not against the law. Racism is not something that is designated as an illness that can be treated by mental health professionals.” And Seattle official Ron Sims says: “The problem I have is that people are trying to build a case that this killing was done because the man was insane. What he did was cowardly, repulsive, and a very irrational act. But mental illness was not the cause. Hatred was. This guy came out of a culture of hatred.” [New York Times, 8/14/1999]
James B. Francis Jr., the head of the Texas Department of Public Safety and a fundraiser for the presidential campaign of Governor George W. Bush, convinces federal judge Walter Smith to order that government vaults containing 12 tons of evidence from the Branch Davidian compound near Waco be opened, and the contents reexamined. The Davidian compound was destroyed six years ago as the culmination of a 51-day standoff between the residents and the FBI (see April 19, 1993). Smith orders the reopening of the vaults after inquiries from an independent filmmaker, Michael McNulty (see July 29, 1999), and a lawyer, David Hardy, who has long challenged the government’s account of events. There are three kinds of evidence to be examined, Francis has said: “One is shells, shell casings, physical things. The second type of evidence is video and still photographs. The third type are interviews done there on the spot at the time.” Smith’s order reads in part: “First and foremost, the parties to civil litigation pending in this court have the right to seek access (see April 1995). Second, the events that took place between Feb. 28 and April 19, 1993, and thereafter, have resulted in sometimes intense interest from the national media and the members of the public. There may come a time when persons other than the current civil litigants would be allowed access to the materials.” [Associated Press, 8/10/1999; Associated Press, 9/10/1999; Associated Press, 9/17/1999] One document that will prove to be extremely significant is the 49th and final page of a December 1993 lab report that has long ago been made available to lawmakers and attorneys. The 49th page had been removed. It states that FBI investigators who examined the scene at Waco found a “fired US military 40mm shell casing which originally contained a CS gas round,” and two “expended 40mm tear gas projectiles.” (The Justice Department will later claim that the prosecution and defense lawyers in the civil trial received the 49th page as well.) [Associated Press, 9/11/1999] The Texas Rangers review the contents, and find a spent military tear-gas canister, which forces the FBI and the Justice Department to admit that their agents fired incendiary gas canisters into the compound during the final assault (see August 25, 1999 and After). The government has previously denied firing any weapons into the compound that might have caused the conflagration that consumed the building and killed almost all of the residents. As a result of the investigation, the federal government names a special prosecutor to investigate whether there was a government cover-up (see September 7-8, 1999 and July 21, 2000), and Attorney General Janet Reno (see July 29, 1999) has to weather calls from Republican lawmakers to resign. Later, Francis denies reopening the case for political reasons. His decision “unleashed a series of forces that were apparently a lot bigger than what I recognized,” he will say. “I never dreamed that it would turn into something like this.” He will claim that he is “doing everything in my power to not politicize this” controversy. Governor Bush himself refrains from commenting on the issue, though his chief of staff helped bring McNulty and Hardy to Francis’s attention. Hardy will say of Francis, “I don’t think there’s any question that he is the shining light of this entire inquiry.” Hardy used his friends in the Texas gun lobby to contact former Texas Senator Jerry Patterson; Patterson contacted Bush’s chief of staff Clay Johnson, who in turn referred him to Francis. “I think what happened to Jim Francis is he initially wanted to be very low-key and then as more and more revelations began to surface, he became angry and disgusted, as all of us are,” Patterson will say. “This was not a role that he sought.” As for his own role, Francis will say: “It’s important that the facts come out, whatever those are. I’m not a hero, but I have done the right thing.” [Excite, 7/28/1999; Excite, 7/29/1999; Associated Press, 8/10/1999; Associated Press, 9/10/1999; Associated Press, 9/17/1999] In July, the Justice Department called Francis’s allegations of mismanagement and possible cover-ups “nonsense.” [Excite, 7/28/1999; Excite, 7/29/1999]

This same group meets at this time in a West Palm Beach, Florida, warehouse, and it is shown Stinger missiles as part of a sting operation. [South Florida Sun-Sentinel, 3/20/2003] US intelligence soon discovers connections between two in the group, Rajaa Gulum Abbas and Mohammed Malik, Islamic militant groups in Kashmir (where the ISI assists them in fighting against India), and the Taliban. Mohamed Malik suggests in this meeting that the Stingers will be used in Kashmir or Afghanistan. His colleague Diaa Mohsen also says Abbas has direct connections to “dignitaries” and bin Laden. Abbas also wants heavy water for a “dirty bomb” or other material to make a nuclear weapon. He says he will bring a Pakistani nuclear scientist to the US to inspect the material. [MSNBC, 8/2/2002; NBC, 3/18/2003] According to Dick Stoltz, a federal undercover agent posing as a black market arms dealer, one of the Pakistanis at the warehouse claims he is working for A.Q. Khan. A Pakistani nuclear scientist, Khan is considered the father of Pakistan’s nuclear weapons program and also the head of an illegal network exporting nuclear technology to rogue nations. [MSNBC, 1/14/2005] Government informant Randy Glass passes these warnings on before 9/11, but he claims, “The complaints were ordered sanitized by the highest levels of government.” [WPBF 25 (West Palm Beach), 8/5/2002] In June 2002, the US secretly indicts Abbas, but apparently they aren’t trying very hard to find him: In August 2002, MSNBC is easily able to contact Abbas in Pakistan and speak to him by telephone. [MSNBC, 8/2/2002]
The Space and Missile Systems Center announces that Lockheed Martin and Hughes Space & Communications Company have each been awarded a contract in connection with the development of the Advanced Extremely High Frequency (AEHF) program. The two contracts are worth a total of $22 million. [US Air Force, 8/24/1999] According to a 2004 description of the program, Advanced Extremely High Frequency system is “a joint service satellite communications system that provides near-worldwide, secure, survivable, and jam-resistant communications for high-priority military ground, sea, and air assets.” The system will consist of three satellites, costing approximately $477 million each, that will be capable of “servicing up to 4,000 networks and 6,000 terminals” 24 hours a day. The first satellite is set to be launched in 2007. [US Air Force, 4/2004] The military will soon develop another system, Transformational Communications Satellite (TSAT), which promises to be much faster. AEHF will serve to provide a “smooth transition” from the military’s current system to TSAT. [US Congress, 2/25/2004 ]

[Source: Law Enforcement Equipment Distribution]According to newly presented documents, the FBI used two or three pyrotechnic tear gas canisters during the raid on the Branch Davidian compound near Waco, Texas (see April 19, 1993). The documents contradict earlier FBI and Justice Department claims that law enforcement officials did nothing that could have contributed to the fire that killed over 80 sect members. Former senior FBI official Danny Coulson begins the revelations by admitting to the Dallas Morning News that the FBI had indeed used pyrotechnic grenades, though he says the grenades did not start the fires that consumed the building. Texas Department of Public Safety Commission Chairman James Francis says the Texas Rangers have “overwhelming evidence” supporting Coulson’s statement. “There are written reports by Rangers, there is photographic evidence, there is physical evidence, all three of which are problematic,” Francis says. Coulson, the founder of the FBI’s Hostage Rescue Team and a former assistant deputy director, says that two M651 CS tear gas grenades were fired into the building, but they were fired hours before the blazes erupted. Attorney General Janet Reno, who tells reporters she knew nothing of the grenade usage and is “very, very frustrated” at the knowledge, appoints former Senator John C. Danforth (R-MO) as the head of an investigatory commission (see September 7-8, 1999); Danforth will find that, regardless of the use of the pyrotechnic gas canisters, law enforcement officials were not responsible for the fire, and neither the FBI nor the Justice Department tried to cover up any actions (see July 21, 2000). [PBS Frontline, 10/1995; Dallas Morning News, 8/25/1999; Salon, 9/9/1999] The military M651 canisters, which burn for about 30 seconds to heat and release the solidified tear gas inside, were fired from a Bradley fighting vehicle at a bunker near the main building (see September 3, 1999). After the assault, a Texas Ranger found a spent 40mm gas canister shell lying on the ground and asked a nearby FBI agent, “What’s this?” The agent promised to find out, but never returned with an answer; the shell went into evidence containers (see August 10, 1999 and After). Two weeks after the FBI acknowledges the use of incendiary gas canisters at the Waco assault, Reno testifies on the matter to the House Judiciary Committee. She says that, based on the briefings she had been given (see April 17-18, 1993), “It was my understanding that the tear gas produced no risk of fire.… That fire was set by David Koresh and the people in that building.” After her testimony, Senate Majority Leader Trent Lott (R-MS) calls on Reno to resign. [Newsweek, 9/6/1999; Associated Press, 9/10/1999] FBI agent Byron Sage, the chief negotiator during the Davidian standoff, will say in 2003 that the incendiary gas canisters could not have set the fires. “This is the critical point, the M651 rounds were never directed towards the wooden structure,” he will say. “They were used in an area yards away from the building. Also, they were used earlier in the day. The fire didn’t start until four hours later. They had absolutely nothing to do with that fire.” Sage will say that the canisters were fired only at a construction pit near the compound where other gas-discharging devices had been smothered in mud. The pit was targeted because some Davidian gunfire during the ATF raid had come from that area, he will say. [Waco Tribune-Herald, 3/16/2003] Charles Cutshaw, an editor of Jane’s Defense Information and an expert on this kind of weapon, says these military tear gas cartridges are not intended to start fires. He says he knows of no studies or reports on how often such cartridges may have caused fires. [Washington Post, 9/4/1999] Shortly after the admission, federal prosecutor Bill Johnston, one of the lawyers for the government in the wrongful-death lawsuit filed by surviving Davidians (see April 1995), informs Reno that government lawyers had known for years about the use of pyrotechnic tear-gas rounds (see August 30, 1999). Johnston will be removed from the lawsuit and replaced by US Attorney Michael Bradford. [Fort Worth Star-Telegram, 7/21/2000] He will also plead guilty to concealing evidence from investigators concerning the canisters (see November 9, 2000).

The FBI launches an internal inquiry into why it took six years to admit that agents may have fired potentially flammable tear gas canisters on the final day of the 1993 standoff with the Branch Davidian cult near Waco, Texas (see August 25, 1999 and After). Attorney General Janet Reno and FBI Director Louis Freeh order 40 FBI agents led by an FBI inspector to re-interview everyone who was at the Waco scene. James Francis, the chairman of the Texas Department of Public Safety who pressed for evidence to be reexamined (see August 10, 1999 and After), says federal officials must explain why Delta Force members were at the scene of the final assault (see August 28, 1999). “Everyone involved knows they were there. If there is an issue, it was what was their role at the time,” Francis says. “Some of the evidence that I have reviewed and been made aware of is very problematical as to the role of Delta Force at the siege.” A Defense Department document shows that a Special Forces unit was at the assault; the US military is prohibited from involvement in domestic police work without a presidential order. FBI spokesman James Collingwood says the bureau continues to insist that it did nothing to start the fires that consumed the Davidian compound and killed almost 80 Davidians (see April 19, 1993). “Freeh is deeply concerned that prior Congressional testimony and public statements [about the use of flammable devices] may prove to be inaccurate, a possibility we sincerely would regret.… [A]ll available indications are that those [pyrotechnic gas] rounds were not directed at the main, wooden compound. The rounds did not land near the wooden compound, and they were discharged several hours before the fire started.” Dan Burton (R-IN), chairman of the House Government Reform Committee, says: “I am deeply concerned by these inconsistencies.… I intend for the committee to get to the bottom of this.” Senator Charles Grassley (R-IA) says that the new evidence indicated “further erosion of the FBI’s credibility.” Privately, Justice Department officials are said to be furious that Reno was allowed to maintain for years that no such incendiary rounds were used during the assault, when some FBI officials presumably knew otherwise. [Associated Press, 8/26/1999] Reno has publicly said she is “very, very upset” at the sequence of events, and Collingwood describes Freeh as “incredulous.” [Newsweek, 9/6/1999]
The media learns that members of the US Army’s elite Delta Force were involved in a March 1993 meeting to discuss the management of the Branch Davidian siege near Waco, Texas (see 5:00 A.M. - 9:30 A.M. February 28, 1993 and April 19, 1993). Former CIA officer Gene Cullen, who was a senior officer in the CIA’s Office of Security, says that he attended that meeting, which took place at CIA headquarters. Federal law prohibits military involvement in law enforcement matters and precludes CIA operations on domestic soil. The Delta Force members were “mostly observers,” Cullen recalls, but he says that they offered to lend more overt assistance if any more federal agents were killed. “Their biggest fear was that more agents would be killed,” says Cullen. Participants at the meeting also discussed the use of “sleeping gas” which could be used to peacefully end the siege. Cullen tells reporters: “My charter at the agency was facilities personnel and operations worldwide. So we called this meeting [at CIA] during the Waco crisis… to see how the [FBI’s Hostage Rescue Team] would respond if it was one of our buildings in this country, and if it were overseas, how Delta would respond. So we’re all sitting around the room talking about scenarios. The FBI gave us a briefing on what had transpired. The Delta guys didn’t say much. They were playing second fiddle to the FBI.” Pentagon officials deny any military involvement in the Waco siege. [Salon, 8/28/1999] In late October, Army officials will confirm they were asked to assist in the BATF assault that precipitated the crisis (see 5:00 A.M. - 9:30 A.M. February 28, 1993), and say they questioned the legality of military involvement, which would require a presidential order to allow their involvement in domestic law enforcement matters. A Pentagon official says no consideration was ever given to making a request of President Clinton to allow Army involvement in the situation. Pentagon officials will also admit that three Delta Force members were present at the April assault that destroyed the Davidians and killed almost all of the members, but say that they participated only as observers. They also admit that Delta Force officers did meet with Reno to discuss strategies of forcing the Davidians out of their compound. [Associated Press, 10/31/1999]
Assistant US Attorney William Johnston writes a letter to Attorney General Janet Reno, stating that he believes Justice Department officials may have withheld information from her about the FBI’s use of incendiary tear-gas canisters during the assault on the Branch Davidian compound (see April 17-18, 1993 and August 25, 1999 and After). “I have formed the belief that facts may have been kept from you—and quite possibly are being kept from you even now, by components of the department,” he writes. Johnston is the Justice Department’s assistant US attorney in Waco, Texas. [New York Times, 9/14/1999] As recently as a month ago, Reno told reporters that she knew nothing of the use of incendiary devices during the assault (see July 29, 1999). Over a year later, Johnston will plead guilty to concealing such evidence himself (see November 9, 2000).
Gen. Pete Schoomaker. [Source: US Defense Department]A data mining program called Able Danger was set up by US Special Operations Command (SOCOM) in late 1998. It had been collecting data mostly on Bosnia and China (see Late December 1998). But at this time, it begins collecting data on al-Qaeda. [Government Security News, 9/2005] At least some of the data is collected on behalf of Maj. Gen. Geoffrey Lambert, the J3 at US Special Operations Command. [US Congress. Senate. Committee on Judiciary, 9/21/2005] Eleven intelligence employees are directly involved in Able Danger’s work. Six are with SOCOM’s Able Danger unit. Four more, including Dr. Eileen Preisser and Maj. Eric Kleinsmith, are with the US Army’s Land Information Warfare Activity (LIWA), which joins the effort in December 1999. LIWA had been conducing data mining already on a wide variety of topics, including international drug cartels, corruption in Russia and Serbia, terrorist linkages in the Far East, and the proliferation of sensitive military technology to China (see April 2000). Senate. Committee on Judiciary, 9/21/2005] Lt. Col. Anthony Shaffer, running a military unit called Stratus Ivy in the Defense Intelligence Agency (DIA), will also take part in the effort. According to Shaffer, Stratus Ivy is tasked “to take on ‘out of the box’ ideas, and develop them into real intelligence operations.” So the goal is to use the information gathered by Able Danger to conduct real operations against al-Qaeda targets. [US Congress, 2/15/2006 ] Using computers, the unit collects huge amounts of data in a technique called “data mining.” They get information from such sources as al-Qaeda Internet chat rooms, news accounts, web sites, and financial records. Using sophisticated software, they compare this with government records such as visa applications by foreign tourists, to find any correlations and depict these visually. Nick Berg. [Source: Associated Press]Nick Berg is an American who will become known for being beheaded on video in Iraq in 2004 (see March 24-May 11, 2004). It will later come out that he had a curious connection to Zacarias Moussaoui. In the autumn of 1999, Berg is a university student in Norman, Oklahoma, where Moussaoui will attend flight school in early 2001. According to Berg’s father, one day Nick Berg is riding a bus to his classes and he meets Moussaoui on the bus. Moussaoui asks him for his password so he can use Berg’s laptop to check the Internet. Berg gives him his password. FBI investigators later will discover Moussaoui’s use of this password, and will interview Berg about it in 2002. Berg will be cleared of any criminal connection with Moussaoui. Jayna Davis, a former NBC reporter known for her controversial investigation of the 1995 Oklahoma City bombing, calls the explanation as to why Moussaoui had Berg’s password “totally nonsensical.” She will note the low odds of anyone being able to log onto the Internet on a bus in 1999 and will say, “You’re sitting on a bus. It’s a five- to ten-minute ride. How in the world would a stranger sitting next to you say, ‘Hey, can I borrow your laptop computer because I want to log on to your e-mail?’” She also notes that the FBI insists Berg gave his password to an acquaintance of Moussaoui, while Berg’s family insists it was Moussaoui himself on the bus. [NewsMax, 5/18/2004; CBS News, 5/21/2004] The London Times will note that this acquaintance “is believed to have been Hussein al-Attas,” Moussaoui’s roommate when he will be arrested in Minnesota in August 2001. The Times will note that Berg’s “past links to an al-Qaeda terrorist have raised questions in some quarters as to whether he might even have been working for the intelligence services.” [London Times, 5/23/2004]
Former ambassador Joseph Wilson, who has spent much of his political career representing the US in West Africa, visits Niger at the behest of the CIA to investigate what a Senate investigation (see July 9, 2004) will later call “uranium-related matters.” Wilson is chosen in part because his wife, covert CIA official Valerie Plame Wilson, suggested that since he was going to Niger on business in the near future, he “might be willing to use his contacts in the region” to obtain information. The CIA is interested in a meeting between Niger’s former prime minister, Ibrahim Mayaki, and a delegation from Iraq to discuss “expanding commercial relations” between the two nations. Wilson will later say that the subject of uranium never comes up in a meeting he has with Mayaki (see May 2, 2004). However, CIA analysts will interpret Wilson’s information to mean that Mayaki “interpreted ‘expanding commercial relations’ to mean that the [Iraqi] delegation wanted to discuss uranium yellowcake sales.” The CIA will believe that Wilson’s report bolsters its own suspicions that Iraq is attempting to buy yellowcake uranium from Niger. An intelligence officer will later report that Mayaki indicated that the Iraqis had expressed an interest in buying uranium from Niger. [FactCheck (.org), 7/26/2004; FactCheck (.org), 7/22/2005]
Graham Fuller, former Deputy Director of the CIA’s National Council on Intelligence, advocates using Muslim forces to further US interests in Central Asia. He states, “The policy of guiding the evolution of Islam and of helping them against our adversaries worked marvelously well in Afghanistan against [the Russians]. The same doctrines can still be used to destabilize what remains of Russian power, and especially to counter the Chinese influence in Central Asia.”
Later in 1999, investigative journalist Richard Labeviere suggests that Fuller is revealing actual US foreign policy in Central Asia and comments, “the convergence of strategic and economic interests between the American government and Sunni Islam is doing just fine….” [Labeviere, 1999, pp. 5-6]
According to USA Today, “In the two years before the Sept. 11 attacks, the North American Aerospace Defense Command conduct[s] exercises simulating what the White House [later] says was unimaginable at the time: hijacked airliners used as weapons to crash into targets and cause mass casualties.” One of the imagined targets is the World Trade Center. According to NORAD, these scenarios are regional drills, rather than regularly scheduled continent-wide exercises. They utilize “[n]umerous types of civilian and military aircraft” as mock hijacked aircraft, and test “track detection and identification; scramble and interception; hijack procedures; internal and external agency coordination; and operational security and communications security procedures.” The main difference between these drills and the 9/11 attacks is that the planes in the drills are coming from another country, rather than from within the US. Before 9/11, NORAD reportedly conducts four major exercises at headquarters level per year. Most of them are said to include a hijack scenario (see Before September 11, 2001). ’The Sociology and Psychology of Terrorism.’ [Source: Federal Research Division, Library of Congress]A report prepared for US intelligence titled the “Sociology and Psychology of Terrorism: Who Becomes a Terrorist and Why” is completed. It states: “Al-Qaeda’s expected retaliation for the US cruise missile attack… could take several forms of terrorist attack in the nation’s capital. Al-Qaeda could detonate a Chechen-type building-buster bomb at a federal building. Suicide bomber(s) belonging to al-Qaeda’s Martyrdom Battalion could crash-land an aircraft packed with high explosives (C-4 and Semtex) into the Pentagon, the headquarters of the Central Intelligence Agency (CIA), or the White House. Whatever form an attack may take, bin Laden will most likely retaliate in a spectacular way.” [Associated Press, 4/18/2002] The report discusses the 1993 World Trade Center bombing and includes a picture of the WTC towers. [Hudson, 1999, pp. 4 ; Los Angeles Times, 5/17/2002] It was prepared by the Federal Research Division, an arm of the Library of Congress, for the National Intelligence Council, which advises the president and US intelligence on emerging threats. Its author is Rex A. Hudson. [Associated Press, 4/18/2002; Hudson, 2005] The Bush administration will later claim to have never heard of this report until May 2002, despite the fact that it had been publicly posted on the Internet since 1999, and “widely shared within the government,” according to the New York Times. [CNN, 5/18/2002; New York Times, 5/18/2002]
BJ’s Wholesale Club, a store in Hollywood, Florida, later tells the FBI that 9/11 hijacker Mohamed Atta may have held a BJ’s membership card since at least this time (“more than two years” before 9/11). Several cashiers at the store vaguely remember seeing Atta there. [Miami Herald, 9/18/2001] According to the official story, Atta does not arrive in the US until June 3, 2000 (see June 3, 2000). [Miami Herald, 9/22/2001]
Agents from Oklahoma City FBI office visit the Airman Flight School in Norman, Oklahoma to investigate Ihab Ali Nawawi, who has been identified as bin Laden’s former personal pilot in a recent trial. The agents learned that Nawawi received his commercial pilot’s license at the school 1993, then traveled to another school in Oklahoma City to qualify for a rating to fly small business aircraft. He is later named as an unindicted coconspirator in the 1998 US Embassy bombing in Kenya. The trial witness who gave this information, Essam al Ridi, also attended flight school in the US, then bought a plane and flew it to Afghanistan for bin Laden to use (see Early 1993). [Boston Globe, 9/18/2001; CNN, 10/16/2001; Washington Post, 5/19/2002; US Congress, 10/17/2002] When Nawawi was arrested in May 1999, he was working as a taxi driver in Orlando, Florida (see May 18, 1999). Investigators discover recent ties between him and high-ranking al-Qaeda leaders, and suspect he was a “sleeper” agent. [St. Petersburg Times, 10/28/2001] However, the FBI agent visiting the school is not given most background details about him. [US Congress, 7/24/2003] It is not known if these investigators are aware of a terrorist flight school warning given by the Oklahoma City FBI office in 1998. Hijackers Mohamed Atta and Marwan Alshehhi later visit the Airman school in July 2000 but ultimately will decide to train in Florida instead. [Boston Globe, 9/18/2001] Al-Qaeda agent Zacarias Moussaoui will take flight lessons at Airman in February 2001 (see February 23-June 2001). One of the FBI agents sent to visit the school at this time visits it again in August 2001 asking about Moussaoui, but he will fail to make a connection between the two visits (see August 23, 2001).
A major training exercise based around the scenario of a bioterrorist attack involving anthrax is scheduled to take place in New York this month, but is canceled due to an outbreak of West Nile virus in the city. [Koblentz, 9/2001, pp. 36 ; Levitt, 2013, pp. 5, 14-15] The US Department of Defense has, since 1997, been responsible for administering the Domestic Preparedness Program, which provides weapons of mass destruction (WMD) preparedness training for 120 American cities. The program includes an annual federal, state, and local exercise, which is intended to improve the integration and interaction of federal, state, and local assets in response to a threat or incident involving WMDs. This year’s exercise is scheduled to take place this month in New York. [US Congress. Senate, 4/20/1999; William S. Cohen, 2000, pp. 81 ] The large-scale live-action exercise, called “CitySafe,” is set to take place outdoors in a neighborhood in the Bronx and involve a simulated biological terrorist attack. Volunteers are going to act as victims who have been afflicted by airborne anthrax spores. The exercise, which would be federally funded, is going to cost $1 million, according to author Alexandra Levitt. It is set to involve a high level of participation by the US Army. It has even been rumored that President Clinton may attend. The exercise is “two weeks away” on August 28, according to Levitt. This would mean it is scheduled to take place around September 11. However, it is canceled by Jerome Hauer, the director of the mayor’s Office of Emergency Management, due to an outbreak of West Nile virus. [Koblentz, 4/2001, pp. 6-7 ; Levitt, 2013, pp. 5-6, 13, 15] The outbreak, which began in August this year, will result in 62 cases of acute encephalitis in the New York area, with seven people dying. [Psychiatric Times, 8/2003; New York Times, 9/16/2015] CitySafe is postponed indefinitely and apparently never held. [Koblentz, 9/2001, pp. 36 ]
The FBI releases a videotape taken during the first minutes of the April 1993 assault on the Branch Davidian compound near Waco, Texas (see April 19, 1993), which contains audio of Richard Rogers, the assistant special agent in charge of the FBI’s Hostage Rescue Team (see March 23, 1993), giving permission for agents to fire military tear gas at a bunker several hundred yards away from the main Davidian compound. Those military gas canisters contained incendiary devices to help disperse the gas. The Justice Department recently admitted, after six years of denials, that the FBI did use incendiary devices during the attack, though both agencies continue to insist that their actions did not lead to the fires that consumed the compound and killed almost 80 Davidians (see August 25, 1999 and After). Rogers gave permission to fire the incendiary canisters at 7:48 a.m., almost two hours after the assault commenced. The videotape was taken by an FBI surveillance aircraft using infrared radar during the first hours of the assault. [Reuters, 9/4/1999; Washington Post, 9/4/1999] The next day, the FBI will release another tape with audio describing the effects of one such gas canister on the bunker (see September 3, 1999).
The FBI releases a newly discovered videotape that shows FBI agents using incendiary, or pyrotechnic, tear-gas canisters during the April 1993 assault on the Branch Davidian compound near Waco, Texas (see April 19, 1993). The audio portion of the videotape, taken by an FBI surveillance aircraft using infrared radar during the first hours of the assault, shows that agents were unable to breach the concrete wall of a bunker near to the main compound with the gas canister; the tape has an agent saying: “Yeah, the military gas did not penetrate that, uh, bunker where the bus was. It bounced off.” Another agent then suggested moving to a different position where a gas canister could be fired into the bunker through a doorway. The day before, the FBI released an earlier portion of the same videotape that shows the head of the FBI’s Hostage Rescue Team (HRT) giving permission for agents to use the incendiary gas canisters on the bunker (see September 2, 1999). The canister bounced off the bunker wall at 8:08 a.m.; the tape runs through 8:24 a.m., when an agent asked that it be shut off. The videotape is more evidence that, contrary to six years of denials from the FBI and the Justice Department, the FBI did use two and perhaps three incendiary devices during the final assault (see August 25, 1999 and After). Four hours after the events of the videotape, the compound erupted in flames that killed almost 80 Davidians; both the Justice Department and the FBI insist that the Davidians, not the FBI, caused the fires that consumed the compound. Attorney General Janet Reno describes herself as “very troubled” over the new evidence. “Over the past two weeks, I, along with many Americans, have been troubled, very troubled, over what has transpired,” she says during a press converence. Reno says her orders to assault the compound (see April 17-18, 1993) were very specific in banning the use of incendiary devices on any portion of the compound. Reno says she will appoint an outsider to head an independent investigation to “get to the truth” of what happened during that assault (see September 7-8, 1999). Reno says she has asked why it took so long for the FBI to inform the Justice Department about the tapes: “I questioned that. I think this is a matter the outside investigator should look at.” [Reuters, 9/4/1999; Washington Post, 9/4/1999]
James Francis, the head of the Texas Department of Public Safety, announces that Texas Rangers have discovered an expended military illumination flare fired by FBI personnel during the assault on the Branch Davidian compound near Waco, Texas (see April 19, 1993). Francis ordered the 12 tons of evidence removed by the Rangers to be reexamined in light of allegations that the FBI might have helped start the fires that consumed the Davidian compound and killed almost 80 people inside (see August 10, 1999 and After and August 25, 1999 and After). Evidence logs indicate that more of the flares were recovered in the weeks after the compound was destroyed. “These flares are potentially a very important issue, inasmuch as the government had enormous spotlights trained on the compound throughout the standoff,” Francis says. “They didn’t need these flares to light the compound. One or more was fired. For what purpose or reason would these rounds be used? I can’t tell you whether they were [shot by] the military or FBI, but certainly, they were fired by government officials.” Francis is referring to allegations that military personnel took part in the assault (see August 28, 1999). FBI spokesman John Collingwood says that he cannot rule out the use of illumination flares during the assault itself: “Several times during the standoff they had people sneaking in or out of the compound at night. Whether they ever used them then, I don’t know. But I can say categorically, we did not use illumination rounds on the 19th.” Rangers continue to comb through the evidence, stored at a warehouse in Waco. Illumination rounds similar to the ones used during the 51-day siege were used by FBI agents during the gun battle with right-wing extremist Robert Jay Mathews (see December 8, 1984). The house Mathews was using as a hideout caught fire during the battle and Mathews died in the flames. [Dallas Morning News, 9/8/1999] Days later, the FBI will assert that the flares were definitely used during the early days of the siege, in an attempt to prevent an intruder from entering the compound (see September 9, 1999).

[Source: Huffington Post]Attorney General Janet Reno names former Senator John Danforth (R-MO) as a special counsel to investigate the events of the April 1993 tragedy outside of Waco, Texas (see April 19, 1993), and specifically to determine whether actions by the FBI led to the fire that destroyed the Branch Davidian compound and killed almost 80 Davidians. Reno opens the investigation after learning that the FBI concealed evidence of the use of incendiary gas cartridges during the assault on the Davidian compound, actions that some believe may have started some of the fires (see August 10, 1999 and After, August 25, 1999 and After, and August 26, 1999). Danforth is a former US attorney general and an Episcopal priest. According to an Associated Press report, “both admirers and detractors have noted his emphasis on morals as well as his stubborn independence.” Former Senator Thomas Eagleton (D-MO), who served in the Senate with Danforth for 10 years, says: “He calls them like he sees them. Members of the Senate or House will have full faith in his finding.” [Associated Press, 9/7/1999; Associated Press, 9/9/1999; Fort Worth Star-Telegram, 7/21/2000] Republicans in Congress have called on Reno to resign, while Democrats defend her tenure and say her actions during and after the Waco assault have been “commendable.” House Judiciary Chairman Henry Hyde (R-IL) says that he will hold off on attempting to launch a five-member commission to probe the Waco debacle. He will allow the Danforth investigation to proceed unimpeded, unless he feels the Justice Department is not cooperating with the probe. “Should events prove otherwise, we will reconsider this decision,” Hyde says. [Associated Press, 9/9/1999] Danforth’s investigation will clear the FBI and the federal government of any wrongdoing (see July 21, 2000).
Investigators say that a spent illumination flare found in evidence stored after the Branch Davidian tragedy (see April 19, 1993 and September 7, 1999) may have been one of two such devices fired by FBI agents to stop an intruder from entering the sect’s compound during the early days of the standoff (see 5:00 A.M. - 9:30 A.M. February 28, 1993). At least two such flares were fired during the 51-day standoff, which ended in flames that killed almost 80 Davidians. Some believe the FBI started the fires, either deliberately or accidentally, that consumed the compound. FBI spokesman John Collingwood says, “From talking to people in our Hostage Rescue Team, at one time, when your floodlight illumination was not active, they shot two parachute illumination rounds because of concern about people trying to sneak into the compound.” Rangers discovered the spent remains of one of the devices, a star parachute flare, when they recently searched a Waco storage facility for missing pyrotechnic tear-gas grenades (see August 10, 1999 and After). Currently, the government is enacting an investigation to determine if the FBI fired flammable devices into the compound, and why it took six years to acknowledge the use of military tear-gas canisters (see September 7-8, 1999). One of the few survivors of the April 1993 conflagration that killed over 70 members of the Branch Davidian sect near Waco, Texas (see April 19, 1993), writes of the events of that day and their aftermath. David Thibodeau was in the Mt. Carmel compound when the FBI tanks and armored vehicles began crashing through the walls. He recalls walls collapsing, CS gas billowing in, and a cacophony of noise assaulting his ears, from exploding rockets (ferret rounds containing CS gas) and tank-tread squeals to the shrieks of terrified children. The idea of trying to leave the building, he writes, “seemed insane; with tanks smashing through your walls and rockets smashing through the windows, our very human reaction was not to walk out but to find a safe corner and pray.” He and his fellow Davidians found the FBI’s reassurances, delivered over loudspeakers, of “This is not an assault!” confusing, conjoined as they were with tanks smashing down walls and gas being sprayed all over the building.
No Compulsion to Stay - Thibobeau insists that Davidian leader David Koresh had no intentions of ending the siege with a mass suicide; Koresh allowed those who wanted to leave the compound, even during the siege itself. “But many of us stayed, too, not because we had to, but because we wanted to,” Thibodeau explains. “The FBI and [B]ATF (see 5:00 A.M. - 9:30 A.M. February 28, 1993) had been confrontational from the start, they had lied to us and they continued lying up through the siege.”
FBI, Not Davidians, Set Fires? - He accuses the BATF of “fabricating” the charges that led that agency to raid the compound in February, writing that false allegations of drug use prompted the raid (the raid was actually prompted by charges of illegal firearms possession and child abuse—see November 1992 - January 1993 and May 26, 1993). He notes that a CIA agent has alleged that Delta Force commandos took part in the siege (see August 28, 1999), and says that FBI audiotapes prove federal agents, not the Davidians, caused the fire that destroyed the compound, largely through the use of incendiary devices (see Late September - October 1993, August 4, 1995, and August 25, 1999 and After). Thibodeau says that other videotapes show FBI agents firing into the compound during the final assault, and BATF agents firing into the compound from helicopters during the February raid. He writes: “The FBI has not come close to revealing the full government complicity in the Waco massacre. In the years since the fire, I’ve tried desperately to find out what really happened. What I’ve discovered is disturbing.” Thibodeau finds the allegations of child abuse particularly disturbing. He says while children were spanked for disciplinary purposes, “the strict rule was they could never be paddled in anger,” and “wild allegations” that children were scheduled to be sacrificed on Yom Kippur came from a single disgruntled former resident, Marc Breault, and were not true.
Intentions to Peacefully End Siege - Thibodeau writes that Koresh intended to settle the siege peacefully, by allowing himself to be taken into custody. He intended to stay long enough to finish his treatise on the “Seven Seals” of Biblical prophecy (see April 14-15, 1993). “The FBI thought the Seven Seals issue was just a ploy, and dismissed it,” Thibodeau writes. “But it was legitimate, and in the ashes of Mount Carmel they found that Koresh had completed the first two commentaries and was hard at work on the third when the tanks rolled in.”
'No Affinity with the Right' - Thibodeau writes of the heavy irony in the fact that many right-wing separatists and supremacists such as Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995) have embraced the Davidians as part of their movement. “[W]e had no affinity with the right,” he notes, and says, “One irony of the Waco disaster is that right-wing extremists and racists look to Mount Carmel as a beacon; if they realized that so many of us were black, Asian, and Latino, and that we despised their hateful politics and anger, they would probably feel bitterly betrayed.” While not all of the Davidians “leaned to the left,” he writes, “we also had a ‘live and let live’ attitude that had allowed the community to co-exist with its Texas neighbors for all those decades. We certainly weren’t as isolated as people seem to think.” [Salon, 9/9/1999]
Former Senator John Danforth (R-MO), the newly empaneled special counsel who will head a government investigation of the FBI’s actions that led up to the 1993 debacle at the Branch Davidian compound near Waco (see April 19, 1993 and September 7-8, 1999), says his investigation will answer “the dark questions” still pending six years later. “Was there a cover-up? Did the government kill people? How did the fire start? And was there shooting?” Danforth asks, ticking off the issues he hopes to resolve. “Those are questions that go to the basic integrity of government, not judgment calls.” Danforth says the investigation will focus primarily on the events of April 19, 1993, the final day in a 51-day standoff between the FBI and the Davidians, including allegations that FBI agents fired at the compound during that final assault and military personnel took part in the assault (see August 28, 1999). As a “special counsel,” Danforth can impanel a grand jury and seek federal charges. “I come into this with a totally open mind,” Danforth says, with Attorney General Janet Reno standing at his side. “I come into this with the notion that the chips should fall where they may. And that’s going to happen.” Congressional Republicans praise Danforth’s appointment, while President Clinton calls him honorable and intelligent, and says, “Based on what I know of him, it [Danforth’s selection] was a good move by the attorney general.” Reno says she will turn over future decisions on Danforth’s investigation to her deputy, Eric Holder, in the interests of impartiality. Danforth says he will use private-sector investigators rather than FBI agents to do the actual investigating. US Attorney Edward Dowd of St. Louis, a Democrat, will resign his position to join Danforth as his chief assistant. [Knight Ridder, 9/10/1999; Associated Press, 9/10/1999]
Richard Schwein, the former special agent in charge of the El Paso division of the FBI who was involved in the Branch Davidian siege of 1993 (see 5:00 A.M. - 9:30 A.M. February 28, 1993 and April 19, 1993), says the bureau was worried about more than just the possibility that the Davidians might torch their own compound. Schwein recalls that the FBI and the Bureau of Alcohol, Tobacco and Firearms (BATF) contacted former Davidians around the world (see Around 4:00 p.m. February 28, 1993). He says, “We were trying to find out as much as we could—what this was all about.” Schwein says the FBI feared an armed assault from the Davidians. “There was a concern they would burst out of the building shooting,” he says. “I know at one point, they intended to come out wired with explosives and set them off to kill FBI agents. We had a lot of concerns. We tried to plan for every eventuality.” [Daytona Beach Sunday News-Journal, 9/12/1999]
Representative Henry Waxman (D-CA) discloses that internal FBI documents that show information about the FBI’s use of incendiary tear-gas canisters during the 1993 Branch Davidian siege near Waco, Texas (see April 19, 1993), have been available in Justice Department files for years and were given to Congress no later than 1995. The FBI was embarrassed by recent revelations that its agents fired such canisters near the Davidian compound during the assault (see August 25, 1999 and After), though the bureau and the Justice Department both deny that the canisters had anything to do with the fires that consumed the compound and killed almost 80 Davidians. Two weeks ago, the Justice Department sent US Marshals to the FBI’s headquarters in Washington to seize infrared videotapes that contain references to the tear-gas rounds, but did not reveal that it contained FBI records in its own files regarding the use of those rounds. Attorney General Janet Reno ordered the seizure, saying she was angered by the revelations after spending six years denying the FBI ever used such incendiary devices. Reno says she did not see the internal FBI documents until two weeks ago. From the documents that have been made public, there is no indication that FBI officials explained to Reno or other Justice Department officials the potential dangers surrounding the use of such canisters (see April 17-18, 1993). A senior Justice Department official says the documents will likely be scrutinized by investigators with the Danforth inquiry (see September 7-8, 1999). Waxman, the ranking minority member of the House Oversight Committee, says he released the documents because the committee chairman, Dan Burton (R-IN), has said Reno failed to tell Congress about the incendiary canisters. Burton accused Reno of failing to inform Congress about the canisters after learning that an incomplete copy of a FBI lab report was sent to his committee in 1995 (see August 10, 1999 and After). Tennessee and North Carolina white separatist and “common law” ideologue Peter Stern is charged with conspiring to defraud tax authorities with fake checks from the Montana Freemen (see 1993-1994). Stern, who owes more than $96,000 in back taxes, is one of hundreds of “common law” proponents facing similar charges around the nation. Stern’s first attorney, Gerald Aurillo, forces a mistrial in the first court proceeding when he breaks down into a hysterical sobbing fit in the courtroom; Stern fires Aurillo and represents himself. A jury in Asheville, North Carolina, convicts Stern after only three hours of deliberations of fraud and attempting to pay off debts and back taxes with “Freemen” checks. Stern is also convicted of conspiracy, obstructing the Internal Revenue Service, and threatening to kidnap two federal judges, after he threatened the judges with letters informing them they would be “arrested” by “marshals” of his Franklin, Tennessee-based common-law “court” if they didn’t free another activist who was in prison. Stern faces 40 years or more in sentencing. Stern’s defense is that he thought the Freemen checks were legitimate financial instruments and that he had no intent to defraud anyone. Well-known attorney John Zwerling will handle Stern’s appeal, saying that he believes Stern was found “guilty by association” because of his connection with the Freemen. The Texas Rangers release a report to Congress that says they found spent cartridges from two different makes of sniper rifles carried by FBI agents during the final assault on the Branch Davidian compound near Waco, Texas (see April 19, 1993). The cartridges indicate that FBI agents may have fired shots at the compound during the final assault on the Davidian compound, an assertion the FBI has long denied. Officials of the Bureau of Alcohol, Tobacco and Firearms (BATF) say that the cartridges may have come from shots their agents fired during the initial BATF raid on the compound (see 5:00 A.M. - 9:30 A.M. February 28, 1993). Federal law enforcement officials say the cartridges were collected by FBI agents after they arrived in Waco (see March 1, 1993). [New York Times, 9/14/1999]
The first phase of the US Commission on National Security/21st Century, co-chaired by former Senators Gary Hart (D-CO) and Warren Rudman (R-NH), is issued. It concludes: “America will be attacked by terrorists using weapons of mass destruction and Americans will lose their lives on American soil, possibly in large numbers.” [US Commission on National Security, 9/15/1999]
Special counsel John Danforth, heading the government’s probe into the 1993 Branch Davidian tragedy (see April 19, 1993 and September 7-8, 1999), asks the judge presiding over a civil lawsuit filed by some of the Davidian survivors (see April 1995) for a delay in the suit’s proceedings. In a filing for Judge Walter Smith, Danforth explains that the government inquiry seeks to depose witnesses who will also testify in the civil suit, and wants to interview those witnesses before they testify for the lawsuit, saying: “It is my firm belief that our inquiry will benefit by interviewing witnesses prior to their preparation for testimony in a civil trial. Because a civil trial inherently involves advocacy, testimony tends to be very well-rehearsed and coordinated with the testimony of other witnesses.” Danforth wants to find out if the FBI deliberately covered up its use of incendiary gas grenades during the April 19, 1993 siege (see August 25, 1999 and After), and whether agents fired shots during the assault on the Davidian compound. One of the plaintiffs’ attorneys has volunteered to postpone taking depositions from Attorney General Janet Reno and two key FBI agents for two weeks, but is reluctant to delay the depositions for 30 days; another lawyer intends to resist the request completely. Carmel property near Waco, Texas, for a new Branch Davidian church. The Davidian compound that stood there before was burned to the ground six years ago during a standoff with FBI agents (see April 19, 1993); only about 12 Davidians remain in the area. The project is led by radio talk show host Alex Jones, who says the Davidians were victims of “a government cover-up of its violation of the First Amendment.” Jones, whose radio show features radical conspiracy theories and a variety of right-wing and gun advocates as guests, says of the church raising: “This is a statement. This is about saying the witch hunt of 1993 is over.” The party of workers includes the parents of Davidian leader David Koresh, who died during the standoff. Koresh’s stepfather Roy Haldeman says of the project, “I feel good about it.” He lived at the compound during 1992 and the early months of 1993. Jones says he and others have been talking about building a structure on the site for three years. “All of it, it’s all about public opinion,” he says. “We know that now is the perfect time, that’s why we’re doing it.… This is a monument to the First Amendment. You think about speech and the press, but it is also religion and the expression thereof.” During an interview with an Associated Press reporter, he wears a pin reading, “You burn it, we build it.” Jones has contributed $1,000 to the project, and says it will be complete in two or three months. The ownership of the Mt. Carmel property is in dispute. At least four parties claim it: Clive Doyle and a group of Davidians who lived at the compound; Douglas Mitchell, who claims to be the divinely appointed leader of the Branch Davidian Seventh-day Adventist Association; Amo Bishop Roden (see May 15, 1995), who has said that she was married “by contract” to the late George Roden, the former Branch Davidian leader (see November 3, 1987 and After); and Thomas Drake, Roden’s old bodyguard. Doyle says his group has maintained the grounds, erected a memorial to the Davidians slain in the standoff, and paid the taxes on it. He says he has been leading a small number of congregants in Bible studies in the Waco area and intends to lead services at the new church. One volunteer working on the church is Mike Robbins of Austin, a customer relations manager at a car dealership. He says he is not associated with the Davidians, but has constitutional concerns about what happened at the compound: “I came out here to support the First Amendment rights and the rights of every citizen,” he says. “There is a lack of tolerance in this country and I’m here to fight that.” [Associated Press, 9/19/1999; Dallas Morning News, 1/20/2000; Waco Tribune Herald, 5/3/2000] In November 1999, Jones is fired from his job as a host on Dallas’s KJFK-FM after refusing to stop broadcasting interviews with surviving Davidians, and for refusing to stop discussing his theories about government conspiracies surrounding the April 1993 debacle. Jones moves to a public-access cable TV channel and over the Internet. [Dallas Morning News, 1/20/2000] The target date for the completion of the project is pushed back to April 19, 2000, the seven-year anniversary of the conflagration at the former compound. About $40,000 has been raised for the project, volunteers say, but $50,000 more is needed. Doyle and his mother, Edna, live on the property in a mobile home. A good number of the volunteers helping build the church are anti-government activists who share theories about the government’s secret plan to destroy the Davidians, many of which are aired and discussed on the air by Jones, who regularly features survivors of the 1993 debacle on his cable show. The Michigan Militia has donated $500, and vendors sell T-shirts emblazoned with machine guns and slogans such as “Death to the New World Order.” Construction work is only done on Sundays, in deference to the Davidians’ Saturday Sabbath. [Howard News Service, 12/22/1999; Dallas Morning News, 1/20/2000] The church will be dedicated for services on April 19, 2000. The construction costs will come to at least $92,000. Some of the surviving Davidians do not want to worship at the new church, but prefer to meet in private homes. [Howard News Service, 12/22/1999; Associated Press, 4/19/2000] At the dedication service, former Attorney General Ramsey Clark says: “This is an occasion for joy, because from the ashes has risen the church. The world must never forget what the United States government did here.” Clark is one of several lawyers representing the surviving Davidians in a wrongful-death lawsuit against the US government (see April 1995). Five Michigan Militia members, dressed in combat fatigues and berets, will present sect members with a commemorative plaque from their group for the new building. George W. Bush at The Citadel. [Source: CNN]In a landmark campaign speech delivered to the cadets of The Citadel, a South Carolina military college, presidential candidate George W. Bush warns of new threats, including terrorism and missile proliferation, and calls for sweeping military reforms. [CNN, 9/23/1999; New York Times, 9/24/1999] Says Bush: “We see the contagious spread of missile technology and weapons of mass destruction.… Add to this [missile threat] the threat of biological, chemical, and nuclear terrorism—barbarism emboldened by technology. These weapons can be delivered, not just by ballistic missiles, but by everything from airplanes to cruise missiles, from shipping containers to suitcases.… Our first line of defense is a simple message: Every group or nation must know, if they sponsor such attacks, our response will be devastating.… And there is more to be done preparing here at home. I will put a high priority on detecting and responding to terrorism on our soil.” Bush also calls for military change in terms reminiscent of the “revolution in military affairs” (RMA) movement. RMA advocates say that future wars will require a more mobile, agile, and technologically advanced military (see October 29, 2001). “This opportunity [to project America’s influence] is created by a revolution in the technology of war. Power is increasingly defined, not by mass or size, but by mobility and swiftness. Influence is measured in information, safety is gained in stealth, and force is projected on the long arc of precision-guided weapons. This revolution perfectly matches the strengths of our country—the skill of our people and the superiority of our technology. The best way to keep the peace is to redefine war on our terms.” [Citadel, 9/23/1999] Bush’s speech is praised by the neoconservative think tank, the Project for the New American Century, which says: “[T]he passages on innovation, or the revolution in military affairs, provided the most thoroughly developed ideas in the speech.… Bush lends impetus to the stalled effort to transform the US military to meet future challenges.” [Project for the New American Centry, 9/24/2004] General Richard Myers, the current vice chairman of the Joint Chiefs of Staff, will later recall, “Reading a newspaper account of The Citadel speech, I saw that Bush had done his homework and was passionate about making our military more relevant in the 21st century.” [Myers, 2009, pp. 119] On December 11, 2001, Bush will return to The Citadel as the president of a nation at war and say: “In September 1999, I said here at The Citadel that America was entering a period of consequences that would be defined by the threat of terror and that we faced a challenge of military transformation. That threat has now revealed itself, and that challenge is now the military and moral necessity of our time.” [The Citadel, 12/11/2001]

Anthony Shaffer to talk to a representative of CIA Director George Tenet and attempt to convince him that the new Able Danger program is not competing with the CIA. Shaffer later recalls the CIA representative replying, “I clearly understand the difference. I clearly understand. We’re going after the leadership. You guys are going after the body. But, it doesn’t matter. The bottom line is, CIA will never give you the best information from ‘Alex Base’ [the CIA’s covert action element targeting bin Laden] or anywhere else. CIA will never provide that to you because if you were successful in your effort to target al-Qaeda, you will steal our thunder. Therefore, we will not support this.” Shaffer claims that for the duration of Able Danger’s existence, “To my knowledge, and my other colleagues’ knowledge, there was no information ever released to us because CIA chose not to participate in Able Danger.” [Government Security News, 9/2005]
The CIA readies an operation to capture or kill bin Laden, secretly training and equipping approximately 60 commandos from the Pakistani ISI. Pakistan supposedly agrees to this plan in return for the lifting of economic sanctions and more economic aid. [Washington Post, 10/3/2001] Pakistan proposed the plan in December 1998 (see December 2, 1998). US officials were said to be “deeply cynical” of the plan, knowing that Pakistani intelligence was allied with bin Laden (see Autumn 1998). They figured that if Pakistan really wanted bin Laden captured or killed, they could just tell the US when and where he would be, but Pakistan never revealed this kind of information. But the US went ahead with the plan anyway, figuring it held little risk and could help develop intelligence ties with Pakistan. [Coll, 2004, pp. 442-444] After months of training, the commando team is almost ready to go by this month. However, the plan is aborted because on October 12, General Musharraf takes control of Pakistan in a coup (see October 12, 1999). Prime Minister Nawaz Sharif ties to use the commando team to protect himself during the coup, but the team dissolves rather than fight on what they judge to be the losing side. Musharraf refuses to reform the team or continue any such operation against bin Laden despite the promise of substantial rewards. [Washington Post, 10/3/2001; Coll, 2004, pp. 442-444, 478-480] Some US officials later say the CIA was tricked, that the ISI just feigned to cooperate as a stalling tactic, and never intended to get bin Laden. [New York Times, 10/29/2001]
James Ujaama, a follower of militant London imam Abu Hamza al-Masri, contacts Abu Hamza from the US and offers the use of a ranch in the remote town of Bly, Oregon, as a militant training camp. Ujaama found out about the ranch through a friend, Sami Osman, who lives there with a group of radical Muslims. Abu Hamza is having problems in Britain due to tight firearms laws and the collapse of a scheme he had to send his recruits to Yemen for weapons training (see (June 1998)). Ujaama faxes Abu Hamza, saying that the ranch could be used to establish a training camp and that he and his associates are stockpiling weapons and ammunition. In addition, the ranch looks “just like Afghanistan” and Oregon is a good place for the camp because it is a “pro-militia and firearms state.” Finally, the ranch is good because, if Abu Hamza comes there, the unbelievers will not be able to remove him “without a serious armed fight.” Two leading associates of Abu Hamza will soon arrive to check the ranch out (see November 1999-Early 2000). Calls between Abu Hamza and the US are noted by the authorities around this time, although it is unclear if this fax is intercepted (see November-December 1999). Osman is under surveillance by the FBI until he moves to the ranch, but the FBI will lose him due to his relocation and only find him again after he is mentioned in a report by an Oregon policeman in the middle of December. [Source: French Ministry of Foreign Affairs]Worried about intercepts showing a growing likelihood of al-Qaeda attacks around the millennium, the CIA steps up ties with Ahmed Shah Massoud, leader of the Northern Alliance fighting the Taliban. The CIA sends a team of agents, led by bin Laden unit chief Richard Blee, to Massoud’s headquarters in a remote part of northern Afghanistan, seeking his help to capture or kill Osama bin Laden. The CIA team and Massoud meet twice, and Blee tells him, “We have a common enemy.” Massoud complains that the US is too focused on bin Laden, and is not interested in the root problems of Taliban, Saudi, and Pakistani support for terrorism that is propping him up. He agrees to help nonetheless, and the CIA gives him more aid in return. However, the US is officially neutral in the Afghan civil war and the agents are prohibited from giving any aid that would “fundamentally alter the Afghan battlefield.” The CIA team will later be reported to admire Massoud greatly. They see him as “a Che Guevara figure, a great actor on history’s stage,” and “a poet, a military genius, a religious man, and a leader of enormous courage who defied death and accepted its inevitability.” Author Steve Coll will write: “The CIA team had gone into the Panjshir [Valley, where Massoud’s headquarters is located] as unabashed admirers of Massoud. Now their convictions deepened even as they recognized that the agency’s new partnership with the Northern Alliance would be awkward, limited, and perhaps unlikely to succeed.” Perhaps because of this, the team members agree with Massoud’s criticism of US policy and agree to lobby for a policy change in his favor in Washington. [Coll, 2004, pp. 469-472; Washington Post, 2/23/2004] DIA agent Julie Sirrs, newly retired, is at Massoud’s headquarters at the same time as the CIA team (see October 1998). She gathers valuable intelligence from captured al-Qaeda soldiers while the CIA agents stay in their guesthouse. She will publish much of what she learns on this trip and other trips in the summer of 2001. [Washington Post, 2/28/2004]
Richard Van Hazel and Troy Coe are arrested in Rochester Hills, Michigan, and charged with the attempted kidnapping and murder of an accountant who gave testimony in an Arizona case involving a chiropractor charged with income tax evasion. Van Hazel is a tax protester and white supremacist who was convicted in 1987 for mailing death threats to IRS agents and an African-American judge. He will later be sentenced to life in prison. [Anti-Defamation League, 2011]
An expert retained by a House committee looking into the events of the FBI assault that led to the destruction of the Branch Davidian compound near Waco, Texas (see April 19, 1993), says that the FBI fired gunshots during the assault. The FBI has said it fired no shots during the assault. The expert says that his examination of videotape taken during the final assault shows FBI agents did indeed fire shots into the compound. The expert’s testimony is taken up by the plaintiffs in a $675 million civil suit against the government (see April 1995), who will propose recreating aspects of the siege’s final hours. [Fort Worth Star-Telegram, 7/21/2000] Experts for the civil suit will come to a different conclusion, saying that the videotape shows sunlight reflecting off debris and not muzzle flashes (see May 10, 2000).
A CIA officer whose first name is “Albert” drafts a series of incorrect cables about a plan by Islamist militants to carry out attacks in Jordan around the millennium (see December 15-31, 1999). One cable alleges that the group of terrorists, some of whom are al-Qaeda operatives, is backed by Iran. Ali Soufan, an FBI agent working against the plotters in Jordan, sends a series of parallel cables back to Washington, and his and Albert’s superiors notice the discrepancies. An investigation into who is correct ensues, and Soufan is proved right. In all, 12 cables drafted by Albert have to be withdrawn. Soufan will say that Albert’s problem was that he had a “tendency to jump to conclusions without facts.” The link to Iran was because some of the plotters had trained in the Bekaa Valley in Lebanon, an area controlled by Hezbollah, which is backed by Iran. [New Yorker, 7/10/2006 ; Soufan, 2011, pp. 138-139] After 9/11, Albert will be involved in the rendition of Ibn al-Shaykh al-Libi to Egypt, where he falsely confesses to a link between al-Qaeda and Iraq (see January 2002 and After).

[Source: Sandy DeMille]Members of the New York Joint Terrorism Task Force (JTTF) tell a best-selling author that they believe the next terrorist attack in the United States will involve suicide pilots deliberately flying planes into the World Trade Center. [Demille, 2010, pp. xii; Connecticut Post, 8/3/2010] The New York JTTF has exclusive jurisdiction over local terrorism investigations. [City Journal, 10/2001] It has over 140 members, including personnel from the FBI, the New York City Police Department, the Port Authority Police Department, the Secret Service, and the CIA. The task force is “on the forefront of the war against terrorism,” according to the FBI Law Enforcement Bulletin. [FBI Law Enforcement Bulletin, 3/1/1999; Washington Post, 10/23/2002] Thriller writer Nelson DeMille interviews some of its members while carrying out research for his novel The Lion’s Game, which he writes in 1999 and is published in January 2000. Author Told that 'Suicide Pilots' Will Fly Learjets into the WTC - DeMille will later recall that while he is at 26 Federal Plaza, where the New York JTTF is located, “Just in passing we were talking about the 1993 attack on the World Trade Center” (see February 26, 1993). DeMille wonders if there will be another terrorist attack in the United States. He asks the JTTF personnel: “What do you think the next attack would be? Will there be another attack?” They reply: “Yeah. It’s gonna be the World Trade Center again. They missed it.” [Sirius XM Book Radio, 6/16/2010] (Presumably, when the JTTF personnel say, “They missed it,” they mean that the terrorists failed to cause the WTC to collapse when they bombed it in 1993.) DeMille then asks, “What’s gonna happen?” The JTTF personnel say the next attack will involve “two or three or four Learjets, private jets full of aviation fuel and explosives, flying into the towers.” [WOR, 6/14/2010] The planes, they say, will be “flown into the North and South Towers of the Trade Center” by “suicide pilots.” [Demille, 2010, pp. xii; Connecticut Post, 8/3/2010] The suicide pilots will be “guys who know how to fly and not [how] to land” a plane. Terrorists Will Want to Cause 'Maximum Death' - DeMille asks the JTTF personnel why they think the terrorists will specifically target the WTC again. He says: “Why not any other iconic landmark? Why not the Empire State Building?” They tell him it is because the terrorists will be “looking for maximum death.” [WOR, 6/14/2010] This discussion, according to DeMille, takes place “almost two years before the actual events of September 11, 2001.” [Demille, 2010, pp. xii]
JTTF Knows about Arabs Learning to Fly in the US - DeMille will tell the New York Times that the members of the New York JTTF “were all obsessed with the 1993 attack on the World Trade Center, and they were convinced we’d be attacked again.” [New York Times, 11/9/2006] He will say that JTTF personnel “knew” the target of the next terrorist attack in the US would be the WTC. “They were pretty, pretty definite about that,” he will add. [WOR, 6/14/2010] They also “knew that Arabs were training in the United States to fly small planes,” according to DeMille. [Newsweek, 1/23/2002]
JTTF Has 'Foreknowledge' or 'Forethought' of 9/11 - DeMille will write that because of what he is told by the JTTF personnel: “[W]hen the events of the morning of September 11, 2001, unfolded, I was not taken completely unaware. And neither were the people who had spent years investigating terrorist threats to this country.” [Demille, 2010, pp. xii] He will note that the JTTF personnel he talks to are “close to right” about the nature of the next attack in the US. He will say, “They knew the target and they knew the method” the terrorists would use. [Sirius XM Book Radio, 6/16/2010] DeMille will also say that when he sees the attacks on the WTC on September 11, he finds it “just chilling to think that [members of the JTTF] had some, if not foreknowledge, at least some forethought of this.” [77WABC, 5/22/2010] Radio host Glenn Beck will comment that what the JTTF personnel tell DeMille shows that the US government “knew specifically” what the 9/11 attacks would involve. [Source: Center for Regulatory Effectiveness]Special counsel John Danforth, heading the government’s probe into the 1993 Branch Davidian tragedy (see April 19, 1993 and September 7-8, 1999), names a group of US postal inspectors to investigate claims that the FBI tried to cover up its use of incendiary devices during the final assault on the Davidian compound. Preferring not to use FBI agents to investigate allegations against the bureau, Danforth said from the outset that he would use investigators from outside the Justice Department. “My basic thought is, the FBI should not be investigating the FBI,” Danforth said. Reporters laughed when someone suggested—facetiously—that US Postal Service “cops” could conduct the investigation. Now Danforth is bringing aboard some 80 postal inspectors to look into the allegations. The use of postal inspectors may indicate Justice Department officials could be targeted by the probe. Postal Inspection Service spokesman Robert Bethel acknowledges the choice of postal inspectors may seem odd to Americans unfamiliar with the agency. “A lot of people don’t know what a postal inspector is,” he says. “If they hear of postal inspectors, they think, is that someone who inspects post offices?” Postal inspectors have been investigating federal crimes involving the mails since 1772, and often investigate crimes such as extortion, child pornography, and on occasion murder, if they involve Postal Service employees. “We’ve always been called the ‘silent service,’ because we go about our business and don’t seek publicity,” Bethel says. The specific inspectors have not yet been chosen. In 1996, postal inspectors helped FBI investigators look into the events of the 1992 Ruby Ridge standoff (see August 31, 1992) and found evidence that an FBI official had obstructed justice. The VIGOR study’s safety panel has its first meeting. VIGOR, or the Vioxx Gastrointestinal Outcomes Research study, was designed to determine whether Vioxx causes fewer stomach problems than other painkillers on the market (see January 1999). Results as of October 1, 1999 suggest that patients taking Vioxx experience fewer ulcers and less gastrointestinal bleeding than those taking naproxen. [National Public Radio, 6/8/2006]
Copies of FBI infrared surveillance tapes taken during the first hours of the FBI assault against the Branch Davidian compound near Waco, Texas (see April 19, 1993), clearly show repeated bursts of rhythmic flashes from agents’ positions and from the compound; two experts hired by the surviving Davidians say the flashes must be gunfire. A third expert retained by the House Government Reform Committee, Carlos Ghigliotti, an expert in thermal imaging and videotape analysis, says he, too, believes the flashes to be gunfire. “The gunfire from the ground is there, without a doubt,” he says. FBI officials have long maintained that no agent fired a shot during either the 51-day standoff or during the final assault. Michael Caddell, the lead lawyer for the Davidians in their lawsuit against the government (see April 1995), says he has shown the tapes and the expert analysis to John Danforth, the former senator who is leading a government investigation into the FBI’s actions during the siege and the assault (see September 7-8, 1999). Caddell says his two experts are former Defense Department surveillance analysts. One of Caddell’s two experts also says the FBI’s infrared videotapes that have been released to the public, Congress, and the courts may have been altered. “There’s so much editing on this tape, it’s ridiculous,” says Steve Cain, an audio and video analysis expert who has worked with the Secret Service and the Internal Revenue Service. Cain says his analysis is preliminary because he has not been granted access to the original tapes. But, he says, the tapes appear to have been erased. There are significant erasures during the 80-minute period before the compound began burning. Cain says: “It’s just like the 18-minute gap on the Watergate tape. That was erased six times by Rose Mary Woods (see November 21, 1973). That’s why we’re trying to get to the originals.” Cain also says that he believes images were inserted into the videotapes, perhaps from different video cameras. Caddell says, “I think at this point, it’s clear that the whole investigation, and particularly the fire investigation, was garbage in-garbage out.” The videotapes were used in a 1993 Treasury Department review of the siege (see Late September - October 1993) and as evidence in a 1994 criminal trial against some of the surviving Davidians (see January-February 1994), both of which concluded that the Davidians themselves set the fires that consumed the compound. A former Army colonel tells a Dallas reporter that the FBI overheard Branch Davidian leader David Koresh ordering the fires that consumed the Davidian compound and killed almost 80 of Koresh’s followers (see April 19, 1993). For years, many have accused the FBI of causing the fires that culminated the April 19, 1993 assault on the Davidian compound. Now, Colonel Rodney Rawlings, a former military adviser, says that he was in the FBI monitoring room outside the compound on the day of the assault, and he and several FBI agents overheard Koresh give the orders to fire the compound. The FBI had surveillance “bugs” in several places inside the compound, but FBI and Justice Department officials, including Attorney General Janet Reno, have said that they did not know if Koresh ordered the fires. In recent weeks, the FBI has come under heavy criticism for having to admit that its agents fired incendiary tear gas rounds at a bunker near the compound during the assault (see August 25, 1999 and After). Rawlings tells the Dallas Morning News that as the Army’s senior liaison to the FBI’s Hostage Rescue Team (HRT), he was in the monitoring room during the assault. He says: “You could hear everything from the very beginning, as it was happening. Anyone who says you couldn’t at the time is being less than truthful.” Rawlings says the FBI surveillance bugs picked up Koresh’s orders to set the fires. Shortly afterwards, he says, the bugs picked up the sound of gunfire. The bugs then recorded Koresh declaring that God did not want him to die, and Koresh’s chief lieutenant, Steve Schneider, saying that Koresh “wasn’t going to get out of this.” Both Koresh and Schneider were later found dead in a room of the compound, both dead of gunshot wounds. FBI officials have previously testified that transmissions from the eavesdropping devices were too garbled to allow agents to hear discussions about spreading fuel and setting fires. Rawlings says that the FBI’s denials bother him “to no end. They’ve had the opportunity to say, ‘We knew.’ We’ve not gotten a straightforward answer.” [Reuters, 10/8/1999]
The US deports Hani El-Sayegh, a Saudi National who is a suspect in the 1996 Khobar Towers bombing (see June 25, 1996), back to Saudi Arabia. [Grey, 2007, pp. 247] The deportation is approved by a US judge. [Washington Post, 10/29/2000]
History - In 1996, el-Sayegh, who had been living in Iran, moved to Kuwait. He later went to Canada, where he cut a deal with American officials that called for him to plead guilty in an unrelated plot against Americans in Saudi Arabia that was never carried out. In 1997, Canada expelled el-Sayegh for suspected terrorist activity. Attorney General Janet Reno allowed him into the United States solely for prosecution under the pact. But after arriving, he said he had not understood the accord, knew nothing about the Khobar attack, and was out of Saudi Arabia when the bombing occurred. Despite this, the Saudis suspected him of being present at the bombing and his brother was held in connection with it, and allegedly tortured in a Saudi jail. [New York Times, 10/12/1999]
Agreement - The deportation follows an agreement between FBI Director Louis Freeh and Prince Naif, Saudi Arabia’s interior minister. Under the agreement, el-Sayagh is returned to Saudi Arabia, and, according to officials familiar with the arrangement, FBI agents will be allowed to watch his interrogation through a one-way mirror and submit questions to his Saudi inquisitors. Washington Post journalist David Vine will comment, “Such practices are sharply at odds with Freeh’s oft-stated message about the FBI’s need to respect human dignity and the tenets of democracy while fighting crime.” Although FBI officials will say a year later they have not seen any indication that el-Sayegh has been tortured, Vine will add, “But agents say privately that when entering a foreign culture to do police work they do not have control over how prisoners are treated and must tread lightly.” [Washington Post, 10/29/2000]
Khobar Towers Attack Could Have Been Prosecuted in US - The Khobar Towers attacks may have been in Saudi Arabia, but were against US nationals, so suspects can be prosecuted in the US. Tony Karon of Time magazine will express surprise at the deportation: “Run that one by again: The United States doesn’t want to try a man suspected of a bomb attack that killed Americans—and they’re sending him home?!” However, the Justice Department apparently thinks there is not enough evidence to try him in the US, and, according to Time correspondent William Dowell, “Clearly, there’s a lower standard of proof in Saudi courts,” so, “It may be easier for Washington if the Saudis handle the trial—and the execution, which would likely follow.”
Possible Geopolitical Motive - According to Karon, an alternative explanation is that geopolitics may be behind the decision: “Sending el-Sayegh… back to Saudi Arabia could solve another touchy problem for Washington.” This is because President Clinton said the US would retaliate against any government that was involved in the attacks, and an Iranian hand is suspected in the bombing. However, according to Time Middle East bureau chief Scott Macleod: “the attack occurred before the election of President Khatami, who has clearly demonstrated a commitment to end state terrorism and normalize Iran’s relations with the rest of the world. Given Washington’s desire to strengthen his reformist government against its hard-line opponents, the US would be unlikely to take military action against Iran unless there were fresh acts of terrorism.” [Time, 10/5/1999]
In a party-line 48-51-1 vote, the US Senate decides not to ratify the Comprehensive Test Ban Treaty (CTBT) that President Bill Clinton signed in 1996 (see September 24, 1996). The vote marks the first time in US history that the Senate has rejected an arms control treaty. The treaty, which needed a two-thirds vote for ratification, would have extended the current international ban on above-ground tests to underground testing as well, resulting in a total ban on all nuclear explosions. [CNN, 10/13/1999]
The Senate, led by Republican opponents such as Jesse Helms (R-NC), votes not to ratify the UN’s Comprehensive Test Ban Treaty banning the testing of nuclear weapons (see September 10, 1996). This is the first time in 80 years that the Senate has refused to ratify a security-related treaty. Helms and other Senate Republicans do not wish to give up the US’s ability to test nuclear weapons if desired, nor do they want to impede the continued development of the “Star Wars” / “Brilliant Pebbles” missile defense system (see March 23, 1983 and January 29, 1991). [Federation of American Scientists, 12/18/2007; Scoblic, 2008, pp. 169] The Times of India notes that many of the opposing senators fear “that abandoning forever the right to conduct explosive nuclear tests will undermine the hegemonic position of the US. The world is virtually unipolar today and they would like to keep it that way.” But, the Times goes on to observe: “The irony is that President Bill Clinton wants the CTBT for precisely the same reason. For all his administration’s propaganda about disarmament, the CTBT is intended to lock in to place the technological lead the US has over other nuclear weapon states in terms of weapon designs and delivery systems.” [Times of India, 10/16/1999] The head of the International Atomic Energy Agency, Mohamed ElBaradei, will later say, “The Senate vote against the ban on nuclear tests was a devastating blow to our efforts to gain acceptance of more intrusive inspections of nuclear facilities around the world.” [Scoblic, 2008, pp. 277]
The FBI releases its report on what it calls “Project Megiddo,” an examination of what it calls “the potential for extremist criminal activity in the United States by individuals or domestic groups who attach special significance to the year 2000.” The report is released to law enforcement agencies throughout the country, but not to the public. A statement accompanying the report reads in part: “The threat posed by extremists as a result of perceived events associated with the year 2000 (Y2K) is very real. The volatile mix of apocalyptic religious and [New World Order] conspiracy theories (see February 4, 1999) may produce violent acts aimed at precipitating the end of the world as prophesied in the Bible.” The report is based on nine months of intelligence and data collection by the domestic terrorism unit of the FBI. Soon after its release, the Center for Studies on New Religions (CESNUR) will obtain a copy and release it on the Internet. The report’s executive summary notes that “Megiddo,” a hill in northern Israel, is the site of a number of Biblical-era battles, and the Hebrew word “armageddon” derives from a Hebrew phrase meaning “hill of Megiddo.” The Bible’s depiction of “Armageddon” is, the report states, “the assembly point in the apocalyptic setting of God’s final and conclusive battle against evil. The name ‘Megiddo’ is an apt title for a project that analyzes those who believe the year 2000 will usher in the end of the world and who are willing to perpetrate acts of violence to bring that end about.” While much of the media-fueled debate about the upcoming “end of the millennium” focuses on technological issues, such as the anticipated widespread disabling of computer networks and the like, the FBI report focuses more specifically on the religious connotations of the time as viewed by far-right “Christian Identity” (see 1960s and After) and related white supremacist, separatist, and militia organizations. The report, the summary states, “is intended to analyze the potential for extremist criminal activity in the United States by individuals or domestic extremist groups who profess an apocalyptic view of the millennium or attach special significance to the year 2000.” It is difficult to say what groups may pose a threat as 1999 comes to a close, the report states, as it is difficult to anticipate which groups will follow through on their rhetoric and which will not. Moreover, the report notes, many domestic extremist groups are not traditionally structured in a hierarchical fashion; the possibility of “lone wolf” strikes by individuals operating outside a militia or extremist group may in some cases outweigh the likelihood of violent assaults carried out by such groups. The report notes that the worst domestic terrorist event in US history, the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), was carried out by two “lone wolves,” Timothy McVeigh and Terry Nichols. The report finds few indications of what it calls “specific threats to domestic security,” but focuses more on suspicious activities by a variety of militia groups who are arming themselves, stockpiling food, raising money through illegal means, and other actions which may serve as a warning of future violence. Problems caused by “Y2K glitches” such as power outages and computer failures may be interpreted by some extremist groups as the first actions of a government assault on the citizenry, the FBI warns, and may precipitate violent responses. [Ontario Consultants on Religious Tolerance, 10/1999; Federal Bureau of Investigation, 10/20/1999; Washington Post, 10/31/1999] The right-wing news blog WorldNetDaily will accuse the FBI of issuing the report to “set up” militia groups as patsies for the government’s own terrorist activities (see December 9, 1999).
9/11 hijacker Mohamed Atta enters a lottery for permanent resident status in the US. The application is submitted over the Internet to the National Visa Service, a company that, for a $50 fee, helps individuals enter green card lotteries for permanent resident status in the US. Atta submits another lottery application in November, but both applications are unsuccessful. [US District Court for the Eastern District of Virginia, Alexandria Division, 7/31/2006, pp. 19-20 ] This may indicate that Atta is already involved in the 9/11 plot in some way prior to December 1999, when the 9/11 Commission suggests he joins the plot (see Late November-Early December 1999). He appears to have traveled to Afghanistan (see Late 1997-Early 1998) and has discussed studying in the US with his parents (see October 1999). In addition, he and fellow Hamburg cell member Marwan Alshehhi may have already started taking flying lessons (see April 1999 and October 1999).

It is believed the accident is due to a loss of cabin pressure at high altitude, which would have caused all on board to go unconscious from lack of oxygen. [ABC News, 10/25/1999; Washington Post, 10/26/1999; National Transportation Safety Board, 11/28/2000] After air traffic controllers lost contact with the plane, it was tracked by the Federal Aviation Administration (FAA), assisted by several Air Force and Air National Guard fighters and an AWACS radar control plane, up until when it crashed. It was also tracked on radar screens inside the National Military Command Center in the Pentagon. [CNN, 10/26/1999] The Learjet had departed Orlando, Florida at 9:19 a.m., bound for Texas. The FAA says controllers lost contact with it at 9:44 a.m. [Washington Post, 10/26/1999] , but according to a later report by the National Transportation Safety Board (NTSB) the plane first failed to respond to air traffic control at 9:33 a.m., after which the controller repeatedly tried to make contact for the next 4 1/2 minutes, without success. [National Transportation Safety Board, 11/28/2000] NORAD’s Southeast Air Defense Sector was notified of the emergency at 9:55 a.m. [9/11 Commission, 7/24/2004, pp. 459] At 10:08 a.m., two F-16 fighters from Tyndall Air Force Base, Florida that were on a routine training mission had been asked by the FAA to intercept the Learjet, but never reached it. At about 10:52 a.m., a fighter from Eglin Air Force Base, Florida, was directed to within 9 miles of it, and at around 11:00 a.m. began a visual inspection of the plane. It accompanied the Learjet from 11:09 to 11:44 a.m. At 11:59 a.m., according to early accounts, four Air National Guard fighters and a refueling tanker from Tulsa, Oklahoma were told to chase the Learjet, but got no closer than 100 miles from it. However, the NTSB later claims that two Tulsa fighters were with it between 12:25 and 12:39 p.m., and were able to visually inspect it. At 12:54 p.m., two Air National Guard fighters from Fargo, North Dakota intercepted the Learjet. Soon after 1:14 p.m., it crashed in swampland, after spiraling to the ground. [Washington Post, 10/26/1999; Associated Press, 10/27/1999; National Transportation Safety Board, 11/28/2000] During its flight, the FAA had routed air traffic around the Learjet, and made sure no other planes flew beneath it, due to the danger of it crashing. [Associated Press, 10/26/1999] There is some discussion as to what could have been done had the plane been on a collision course with a populated area, with CNN reporting, “[O]nly the president has the authority to order a civilian aircraft shot down.” Pentagon spokesman Ken Bacon says the military has no written instructions for shooting down manned civilian planes. According to a 1997 military instruction, the shooting down of unmanned objects such as missiles requires prior approval from the secretary of defense. [US Department of Defense, 7/31/1997 ; CNN, 10/26/1999] A Pentagon spokesman says the fighters that monitored the Learjet had no missiles, but two other fighters on “strip alert” at Fargo had been armed but didn’t take off. [CNN, 10/26/1999] The 9/11 Commission will later compare NORAD’s response to this incident with its response to Flight 11 on 9/11, and claim: “There is no significant difference in NORAD’s reaction to the two incidents.” [9/11 Commission, 7/24/2004, pp. 459]
The Washington Post refers to hijackers Nawaf Alhazmi and Khalid Almihdhar when it later reports, “In November 1999, two Saudi Arabian men moved into a ground-floor apartment at the Parkwood Apartments, a town house complex near a busy commercial strip in San Diego.” [Washington Post, 9/30/2001] Alhazmi’s name is on the apartment lease beginning in November 1999. [Washington Post, 10/2001] The Los Angeles Times similarly notes, “A man by [the name Alhazmi] moved to the Parkwood Apartments in San Diego in 1999, according to manager Holly Ratchford.” [Los Angeles Times, 9/15/2001] Some reports even have them visiting the US as early as 1996. [Wall Street Journal, 9/17/2001; Las Vegas Review-Journal, 10/26/2001] However, FBI Director Mueller has stated the two hijackers did not arrive in the US until the middle of January 2000, after attending an important al-Qaeda summit in Malaysia (see January 5-8, 2000). While some news reports mention that the hijackers first arrive in late 1999 [Los Angeles Times, 9/1/2002; Los Angeles Times, 11/24/2002] , over time, mentions of the lease beginning in 1999 will slowly fade from media accounts.
The June 9, 1999 Military Technical Agreement between the International Security Force (KFOR), Yugoslavia, and Serbia, ending NATO’s bombing campaign, creates a ground safety zone (GSZ), which is closed to the Yugoslav army and heavy weapons, and is five kilometers wide along the Serbia-Kosova border. The majorities in the nearby Serbian counties of Presheva, Bujanovic, and Medvegja are Albanian historically, though Albanians will not be the majority in Medvegja a few years later. The Liberation Army of Presheva, Medvegja, and Bujanovic, known by its Albanian acronym, the UCPMB (Ushtria Clirimtare e Presheves, Medvegjes dhe Bujanovcit), organizes to join the region with Kosova and uses the GSZ as a refuge. British journalist John Phillips will later suggest that the UCPMB was a provocation to help Slobodan Milosevic regain power or provoke a coup by the Yugoslav military. Others say that the UCPMB was created by the CIA or US State Department to destabilize Yugoslavia prior to the overthrow of Milosevic on October 6, 1999, but it is now out of control. According to a paper presented to the Conflict Studies Research Center at Sandhurst, England, the guerrillas show signs of American training: their method of marching, what they sing on the march, and their tactics—tactics that did not develop over the three years fighting in Bosnia-Herzegovina. Albanian scholar Paulin Kola will later quote an unnamed UCPMB officer who says, “If [the US military] ask us to fire three rounds tomorrow, that’s what we do.” The UCPMB also says it can get in touch with NATO. The guerillas are strong and publish their newspaper in US-occupied Gjilan, Kosova. At one point US forces will lose track of an alleged Albanian CIA operative originally arrested by the British and charged with bombing a bus. Nonetheless, Kola will say the UCPMB acts out of local Albanians’ historical desire to be included in Kosova and fear of Yugoslav vengeance. The UCPMB will emerge officially in January 2000. Around 10,000 people attend the “Center for Preparedness Expo” in Denver to prepare for the imminent “Y2K” collapse of society warned of by many white separatists and “Patriot” movement members (see October 20, 1999 and February 4, 1999). The expo has traveled the country, including a stop in Philadelphia in June. Promoter Dan Chittock says the show offers “practical information for the uncertain times we live in,” but Mark Potok of the Southern Poverty Law Center says the expo features what he calls “a queer mix of people interested in organic farming and political extremism.” Visitors can buy anything from radiation detectors, tents, and survival rations to guides on avoiding income taxes and making their own license plates to avoid paying licensing fees for their vehicles. Lectures are offered with such titles as “Trapping Techniques for Self-Reliance and Survival,” “Don’t Get Caught With Your Pantry Down,” and “Save Your Life, Be Your Own Doctor.” Three seminars are about life under martial law. Previous expos have featured speakers such as militia leader Bo Gritz, who has spoken about coming plagues, imminent food shortages, and how President Clinton has sold out America. Stephen O’Leary, a University of Southern California professor who studies beliefs about the millennium, says that the expos have become recruitment centers for anti-government, survivalist militia groups who often hold racist and anti-Semitic views. “It’s not just about preparing for an emergency or disaster,” he says. “What they’re selling is a whole world view—a program for the apocalypse.” Potok, who has attended previous expos, says “it’s not unusual to see booths for the John Birch Society (see March 10, 1961 and December 2011) and the Montana Militia next to a granola salesman.” The radical right, Potok says, is using fears of the upcoming millennium—“Y2K”—to fuel hysteria about what they say is the imminent declaration of martial law by the federal government and the eradication of constitutional liberties. Chittock calls such concerns “nonsense.” Barry Morrison of the Anti-Defamation League says of the expos: “What we’re concerned about is that some people take the position that the government is not to be trusted. Some of these exhibitors… portray people like Jews in an unfavorable light and as having undue control over their lives.” Morrison says anti-Semitic tracts espousing “Christian Identity” ideology (see 1960s and After) have appeared at previous expos. He also says Gritz’s Liberty Lobby is “the most influential anti-Semitic propaganda organization in America today.” He adds: “I’m not saying everyone [at the expos] is an extremist or subscribes to those views, but this is a vehicle that attracts that element. [Source: Seattle Times]Haroon Rashid Aswat and Oussama Kassir, assistants to leading London-based radical cleric Abu Hamza al-Masri, arrive in the US to assess the suitability of a proposed terrorist training camp. Upon arrival, they meet up with James Ujaama, another associate of Abu Hamza who proposed the camp (see October 1999) and its owner Sami Osman. Aswat is considered a close aide to Abu Hamza, who himself is an informer for the British (see Early 1997), and will later be described as the mastermind of the 7/7 London bombings.
Unsuitable Facility - However, Aswat and Kassir are unhappy with what they find, especially as Ujaama does not have a key to unlock the gate to the ranch when they arrive. In addition, the ranch lacks food, running water, toilet facilities, and barracks, and only has a simple trailer on it. They stay at the ranch for about two months and conduct weapons training for around 15 militants present. According to a witness, Kassir brags that he is a “hit man” for Abu Hamza and Osama bin Laden and has had jihad training in Afghanistan, Kashmir, and Lebanon. Jihadi videos are shown and a computer disc with details of how to improvise poisons is displayed. In addition, a scheme for poisoning a water supply is discussed, as are armed robberies, building an underground bunker to conceal weapons, and firebombing vehicles.
FBI Investigation - However, on December 13 Osman’s car is stopped due to a faulty brake light and the police officer notices that two men, who turn out to be Aswat and Kassir, are acting strangely in the car. For example, Aswat clutches a briefcase closely to his chest as the police officer questions him. The FBI previously had Osman under surveillance, but has lost him. A database check performed by the officer alerts the FBI and an agent is immediately dispatched to Bly. He shows a surveillance photo of Aswat and Kassir to the officer, who identifies them as the other two men in the car. More FBI agents arrive to investigate the ranch, but, before they can raid it, Aswat and Kassir leave for Seattle. There, Aswat allegedly boasts of being bin Laden’s “hit man,” just as Kassir has done.
Advised to Abandon Ranch - Aswat and Kassir eventually return to Britain and advise Abu Hamza against putting any further effort into the ranch. Kassir will be arrested in the Czech Republic and extradited in 2007 to stand trial. Hussein al-Zawahiri, brother of al-Qaeda second in command Ayman al-Zawahiri, is rendered to Egypt. Hussein, an engineer, is captured in Malaysia, although, according to author Stephen Grey, he has “no known involvement with terrorism,” other than his familial link. Nevertheless, the CIA takes him back to Egypt, where he is interrogated for six months. He will be released in 2000, but, according to Grey, “Years later he remained effectively under house arrest, banned from any contact with anyone but his family.” [Grey, 2007, pp. 129, 247]
British authorities notice that leading London-based radical cleric Abu Hamza al-Masri is making a number of calls to the same number in the small town of Bly in Oregon, USA. Abu Hamza is an informer for British intelligence (see Early 1997), but they are monitoring him anyway. The Oregon number is for a mountain ranch where Abu Hamza intends to establish a terrorist training camp (see October 1999 and November 1999-Early 2000). The calls, made from Abu Hamza’s office in Finsbury Park mosque, lead the British to contact the local sheriff’s department to ask for information about the ranch. The department flies over it and sends a detective to take photographs, but nothing of significance is discovered. [O'Neill and McGrory, 2006, pp. 188-189]
The Justice Department, on behalf of the Environmental Protection Agency, files lawsuits against 32 power plants in 10 mid-west and southeast states for failing to install state-of-the-art pollution controls—as required by the New Source Review (NSR) section of the Clean Air Act—when companies made major modifications to their coal-fired plants. The suits say that the companies’ violations of NSR has resulted in illegal emissions of tens of millions of tons of sulfur dioxide, nitrogen oxides, and particulate matter into the air. [US Department of Justice, 11/3/1999] Some of these companies have been releasing these illegal emissions for 20 years or more. [New York Times Magazine, 4/4/2004] Six months after coming to office, the Bush administration will put all of these investigations on hold, causing some companies to abandon settlements or pull out of their negotiations with the Justice Department (see June 22, 2001).
Rep. Curt Weldon later claims that while he never learns about Able Danger prior to 9/11, he does become aware of the Land Information Warfare Activity’s (LIWA) similar data mining efforts in 1999 and is very impressed. He says that on this day, he is part of a meeting with the deputy directors of the FBI and the CIA and others. Using LIWA as a model, Weldon proposes a national collaborative center that would use open source data as well as classified information from 33 government agencies “to basically assess emerging transnational terrorists threats. The CIA, two years before 9/11, said, we don’t need that. We’ve put language in three successive defense bills, in spite of that, calling for a national collaborative capability. Prior to 9/11, we didn’t have that capability, and we were hit.” [US Congress, 2/15/2006]
The energy and utility industries lobby Congress to attach a rider to a pending appropriations bill that would deny the Environmental Protection Agency and Justice Department funding to pursue litigation (see November 3, 1999) against a group of mid-western and southern utility companies for violations of the New Source Review (NSR) section of the Clean Air Act. In letters to Congress, the groups insist that failing to pass the rider “could have severe implications for [electric] supply reliability in the near future.… [U]nits covered by the enforcement action could potentially be shut down.” Environmental groups counter that passing the rider would make enforcement of NSR impossible. Congress does not pass the rider. [Washington Post, 11/15/1999]
Congress approves legislation which repeals the Glass-Steagall Act of 1933, greatly reducing regulation of Wall Street and clearing the way for the cross-ownership of banks, securities firms and insurers. The measure is approved in the Senate by a vote of 90 to 8 and in the House by 362 to 57. President Bill Clinton will sign the Gramm-Leach-Bliley Act into law on November 12th, 1999. [Library of Congress, 3/27/2009] The New York Times reports that passage of the bill elicits optimism that the measure will enhance American competitiveness and ensure American dominance in the global financial marketplace, as well as concerns that deregulation will lead to a future financial meltdown. The Times further notes that experts predict the new law will result in a wave of large financial mergers.
Optimism over Passage of the Measure - Treasury Secretary Lawrence H. Summers praises the legislation, declaring that the law “will better enable American companies to compete in the new economy.” Among others praising passage of the measure:
Senator Phil Gramm (R-TX), sponsor of the bill, says: “We have a new century coming, and we have an opportunity to dominate that century the same way we dominated this century. Glass-Steagall, in the midst of the Great Depression, came at a time when the thinking was that the government was the answer. In this era of economic prosperity, we have decided that freedom is the answer.”
Rep Jim Leach (R-IA) remarks: “This is a historic day. The landscape for delivery of financial services will now surely shift.”
Senator Charles E. Schumer (D-NY) says, “There are many reasons for this bill, but first and foremost is to ensure that US financial firms remain competitive.”
Senator Bob Kerrey (D-NE) says, “The concerns that we will have a meltdown like 1929 are dramatically overblown.”
Warnings over Implications of the Measure - The measure provokes warnings from a handful of dissenters that “the deregulation of Wall Street would someday wreak havoc on the nation’s financial system,” according to the Times. Among the dissenters are:
Senator Byron L. Dorgan (D-ND), who says: “I think we will look back in 10 years’ time and say we should not have done this but we did because we forgot the lessons of the past, and that that which is true in the 1930’s is true in 2010;”
Representative Maxine Waters (D-CA), who remarks that the bill is “mean-spirited in the way it had tried to undermine the Community Reinvestment Act;”
Senator Paul Wellstone (D-MN), who says: “Glass-Steagall was intended to protect our financial system by insulating commercial banking from other forms of risk. It was one of several stabilizers designed to keep a similar tragedy from recurring. Now Congress is about to repeal that economic stabilizer without putting any comparable safeguard in its place.” [New York Times, 11/5/1999]

The special counsel’s office investigating the Branch Davidian tragedy (see April 19, 1993) asks for court-supervised tests to determine if flashes recorded by FBI infrared cameras during the final assault on the Davidian compound were made by gunshots fired by FBI agents (see October 7, 1999). The FBI has always insisted that its agents fired no shots during the assault. The Justice Department has refused similar requests from lawyers representing surviving Davidians in a lawsuit against the government (see April 1995). Justice Department officials say that such testing would be without critical data that the government has chosen to withhold under the rubric of national security. However, deputy special counsel Edward L. Dowd believes otherwise. In a letter to Judge Walter Smith, presiding over the civil suit, Dowd writes: “Both the trust of the public and the truth-seeking process are not best served by the course of events as they are unfolding. We propose therefore that the court supervise a neutral FLIR [forward-looking infrared] re-creation.” The Justice Department is facing growing criticism over what some perceive as its lack of cooperation in providing documents and other evidence relating to the Davidian siege and final assault. Even some FBI officials have privately complained that the department’s handling of the matter has further damaged the bureau’s credibility. Experts hired by lawyers in the suit have determined that the flashes captured by FBI cameras may well have been gunfire. Michael Caddell, lead lawyer for the Davidians in the civil suit, says that the special counsel’s request “forces the issue.” Caddell adds: “The procedure that’s been proposed is clearly designed to protect any legitimate security concerns by the FBI and the Department of Justice. They’ve taken away the one legitimate reason that they could have for refusing. Any refusal now is because they already know what the answer is going to be. I think that would be the most damning admission of liability they could possibly make. It’s clear now that the office of special counsel, the courts, and the plaintiffs are all interested in getting to the truth of what happened on April 19. The question that’s lingering out there is, is the government interested in getting at the truth?” FBI officials have offered to secretly conduct an examination of the FLIR videotapes for the special counsel’s investigation. [Source: Mark Garten / United Nations]The North American Aerospace Defense Command (NORAD) practices a scenario in which five terrorists take over a transcontinental aircraft with the intention of crashing it into the United Nations headquarters building in New York. The simulation takes place during a command post exercise conducted by the Continental United States NORAD Region, called Falcon Indian. NORAD’s three air defense sectors in the continental US, including the Northeast Air Defense Sector based in Rome, New York, take part in this exercise. General Richard Myers, currently the commander in chief of NORAD, will reveal the details of the scenario during an August 2004 hearing of the Senate Armed Services Committee. According to Myers, the scenario is based around a China Air aircraft flying from Los Angeles to JFK International Airport in New York, which is “hijacked east of Colorado Springs by five terrorists.” If the plane is not intercepted by the US military, the terrorists intend “to crash into [the] United Nations building.” [North American Aerospace Defense Command, 8/25/1989; US Congress. Senate. Committee on Armed Services, 8/17/2004; Arkin, 2005, pp. 362] The UN headquarters building is a 39-story high-rise, located a few miles from the World Trade Center. [New York Daily News, 12/2/1999; Evening Standard, 9/11/2002] In response to the simulated crisis, exercise participants have to follow hijack checklists, exercise command and control, coordinate with external agencies, and carry out a handover of responsibilities between NORAD sectors. [US Congress. Senate. Committee on Armed Services, 8/17/2004] Like in this scenario, the teams of hijackers that take over three of the four aircraft targeted in the 9/11 attacks will comprise of five terrorists. And all four of the aircraft targeted on 9/11 will be making transcontinental flights, like the plane hijacked in this scenario, although they will be flying from the east coast to the west rather than from the west to the east. [New York Times, 9/12/2001; CNN, 9/20/2001; 9/11 Commission, 7/24/2004, pp. 4, 11] A subsequent Falcon Indian exercise in June 2000 will include scenarios in which hijackers plan to crash aircraft into the White House and the Statue of Liberty (see June 5, 2000). The North Tower of the WTC suffers a fire on its 104th floor. This is the 15th and last of what the National Institute of Standards and Technology later describes as “significant fires,” which occurred in the Twin Towers from 1975 onwards, and prior to 9/11. These fires each activate up to three sprinklers but are confined to just one floor. [Kuligowski, Evans, and Peacock, 9/2005, pp. 7-11] Additionally, on February 14, 1975 a major fire occurred, the result of arson, which began on the 11th floor of the North Tower during the middle of the night. Spreading through floor openings in the utility closets, it caused damage from the 10th to 19th floors, though this was generally confined to the utility closets. However, on the 11th floor about 9,000 square feet was damaged. This was about 21 percent of the floor’s total area (43,200 square feet) and took weeks to repair. Some parts of the steel trusses (floor supports) buckled due to the heat. 132 firefighters were called to the tower in response, and because the fire was so hot, many got their necks and ears burned. Fire Department Captain Harold Kull described the three-hour effort to extinguish it as “like fighting a blowtorch.” [WTC Environmental Assessment Working Group, 9/2002, pp. 10 ; New York Times, 5/8/2003; Glanz and Lipton, 2004, pp. 213, 214, 324; Kuligowski, Evans, and Peacock, 9/2005, pp. 1] An article in Fire Engineering magazine will later summarize, “[A]lmost all large buildings will be the location for a major fire in their useful life. No major high-rise building has ever collapsed from fire. The WTC was the location for such a fire in 1975; however, the building survived with minor damage and was repaired and returned to service.” [Fire Engineering, 10/2002] Building 7 of the WTC, which completely collapses late in the afternoon on 9/11, has also suffered a ‘significant’ fire in 1988, occurring on its third floor, with multiple sprinklers being activated. [Kuligowski, Evans, and Peacock, 9/2005, pp. 12]
US District Judge Walter Smith overrides Justice Department objections and orders independent field testing to help determine whether government agents fired at the Branch Davidian compound in the last hours of a 1993 siege (see April 19, 1993 and November 5, 1999). In a three-page ruling, Smith writes that he has been “persuaded” by arguments from Branch Davidian lawyers and the office of special counsel John Danforth that the tests are needed to resolve whether flashes of light recorded by FBI infrared cameras were caused by government gunfire. FBI officials have consistently denied allegations that any of their agents fired gunshots during the final assault. Flashes recorded by an airborne FBI infrared camera just before the compound began burning are inexplicable electronic “anomalies,” the FBI claims. Michael Caddell, the lead lawyer for the Davidians in their civil suit against the government (see April 1995), says: “It again demonstrates that Judge Smith wants to get at the truth. If they [the FBI] really believe that’s not gunfire on that video, then the government’s lawyers should embrace this test with open arms.” [Dallas Morning News, 11/16/1999] The special counsel’s office also requests the actual guns carried by FBI agents during the assault. Examination of the weapons may help determine if agents fired during the six-hour assault. [Associated Press, 11/16/1999] FBI officials have secretly offered to conduct private tests for Danforth’s investigators, though Justice Department lawyers have rejected a proposal from Caddell and the Branch Davidian lawyers for a joint public test. These actions, along with a warning from Justice Department lawyers that they intended to use national security exemptions to withhold data needed to ensure accurate public tests, impelled Danforth’s office to ask for the public tests. Smith rules, “The court is persuaded that one FLIR [infrared] test should be conducted, with participation and observation by the parties and the OSC [office of special counsel].” [Dallas Morning News, 11/16/1999]
At the VIGOR safety panel’s second meeting (see also January 1999 and October 3 or 4, 1999), panel members discuss concerns over the “excess deaths and cardiovascular adverse experiences” observed among patients taking Vioxx. [US Food and Drug Administration, 2/1/2001, pp. 5 ] As of November 1, 1999, 79 patients out of the 4,000 taking the drug have experienced serious heart problems or have died, compared with 41 patients taking naproxen. Minutes of the meeting note that “while the trends are disconcerting, the numbers of events are small.” [National Public Radio, 6/8/2006]
The Seattle Post-Intelligencer reports that at least 192 deaths and 375 incidents of fatal lung disease in Libby, Montana were caused by exposure to tremolite asbestos from a nearby vermiculite mine. The mine was operated by the company W.R. Grace Co. for 30 years until it was sold in 1990 to Kootenai Development Co. [Seattle Post-Intelligencer, 11/18/1999]
Three days after the Seattle Post-Intelligencer reported on asbestos contamination of homes in Libby, Montana (see November 18, 1999), the EPA dispatches an emergency response team to conduct tests to determine the level of asbestos contamination. For decades, local, state and federal agencies had ignored the known hazards at the Libby mine. [Seattle Post-Intelligencer, 2/2/2000; Seattle Post-Intelligencer, 9/15/2000] Twenty-three of the 73 outdoor air samples the EPA team will take at various locations in Libby are found to contain elevated levels of tremolite—a type of asbestos that is extremely carcinogenic due to its needle-like and sharply pointed fibers which easily penetrate the lining of the lungs. [Seattle Post-Intelligencer, 2/2/2000] Random air sampling inside the homes of Libby residents reveals that 11 to 23 percent of the selected homes have detectable levels of asbestos. The average level of asbestos inside Libby homes is found to be 0.0024 fibers per milliliter (f/mL), which exceeds many times the EPA cancer risk level of 0.000004 f/mL. [Jenkins, 7/4/2003 ]
Prince Turki al-Faisal, Saudi intelligence minister until shortly before 9/11 (see August 31, 2001), will later claim that around this time its external intelligence agency tells the CIA that hijackers Nawaf Alhazmi and Khalid Almihdhar have been put on a Saudi terror watch list. The Saudis have been tracking the two men, as well as Nawaf’s brother Salem, for some time (see March 21, 1999, April 4, 1999, April 6, 1999, and After Early April 1999). Saeed Badeeb, Turki’s chief analyst, and Nawaf Obaid, a security consultant to the Saudi government, support Turki’s account though Turki himself will later back away from it after becoming Saudi ambassador to the US (see August 21, 2005). In 2003, Prince Turki will say, “What we told [the CIA] was these people were on our watch list from previous activities of al-Qaeda, in both the  embassy bombings and attempts to smuggle arms into the kingdom in 1997,” (see 1997 and October 4, 2001). However, the CIA strongly denies any such warning, although it begins following Almihdhar and Alhazmi around this time (see January 2-5, 2000 and January 5-8, 2000). NSA servers used to collect and sift data. [Source: FrancesFarmersRevenge.com]The National Security Agency (see 1952) begins building a massive data-mining system, code-named “Trailblazer,” that is intended to sift through reams of digital communications intercepts and find nuggets of information relevant to national security. The program’s task is huge—to sort through the 2 million bits of data the NSA collects every hour—and one made even more complex by the relatively new types of wireless, Internet, cell phone, and instant messaging communications now becoming ever more commonplace. Trailblazer is strongly embraced by General Michael Hayden, who became the NSA’s director in March 1999. Hayden recognizes from the outset that the NSA is years behind the technological curve, and casts Trailblazer as the future of the agency’s intelligence gathering and sorting. In November 1999, Hayden makes Trailblazer the centerpiece of his “100 Days of Change,” his plan to transform the agency into a leaner, more efficient organization, fast-tracking the program to vault it ahead of other initiatives. “It was going to structure us to handle the digital revolution,” a former intelligence official will recall. But from the outset the program has problems: a meeting between NSA and other government officials in December 1999 is unpromising, and, according to one government oversight official, the program “kicked off with not a real great definition of what it was trying to achieve.” Program managers fail to define standard data formats to allow for the proper sorting of information. After six years, $1.2 billion in expenditures, and endless man-hours of work, the utterly failed program will be recognized as the “biggest boondoggle… in the intelligence community” (see January 2006). [Baltimore Sun, 1/29/2006]
Because of concerns that al-Qaeda will launch attacks during the millennium celebrations (see Early December 1999, December 15-31, 1999 and December 14, 1999), the Justice Department and the Foreign Intelligence Surveillance Court alter the set of procedures known as the “wall,” which governs the sharing of intelligence inside the FBI and between the FBI and prosecutors. As a result of these changes, it becomes easier for the FBI to obtain wiretap warrants from the court, so the court itself becomes the wall with the authority to determine what information can be released to prosecutors. [Foreign Intelligence Surveillance Court, 5/17/2002; US Department of Justice, 11/2004, pp. 32, 149, 194 ] Nonetheless, US attorney Patrick Fitzgerald, working with the I-49 squad on al-Qaeda cases at the time, will later complain about the lack of information prosecutors receive around the millennium, “Criminal prosecutors received information only in part and with lag time so as not to breach the ‘wall’. The persons who determined what could be shared with the prosecutors were on the other side of the ‘wall,’ making their best guess as to what would be helpful. This was no way to defend our country from imminent attack.” [US Congress, 10/21/2003] Fellow attorney Andrew McCarthy will say this change was not that unusual, and that the “wall” “could be raised or lowered based on Justice’s perception of the threat environment at any given time.” [National Review, 4/13/2004]
Beginning in late 1999, the US military begins a secret program to weaponize anthrax. The program, called Biotechnology Activity Characterization by Unconventional Signatures, or Project BACUS, is run by the Defense Department. Scientists build a laboratory in a remote part of the Nevada desert where nuclear bombs used to be tested underground. The scientists in the program have skills typical of those commonly found in the pharmaceutical or pesticide industries and use equipment that can be easily bought at stores or through catalogs, in order to find out if weaponized anthrax can be created without special skills or equipment. Within weeks, they are able to produce large amounts of two germs closely related to anthrax. More batches are produced in 2000 to test for changes in the seasons. The scientists supposedly do not mill or coat the germs in order not to break an international biological weapons treaty. But in fact, some experts and journalists will later say the germs were milled. [Scripps Howard News Service, 10/30/2001]
In the winter of 1999, a covert four-man CIA and NSA team arrives in the part of Afghanistan controlled by the Northern Alliance. They set up a listening post within range of al-Qaeda’s tactical radios. The Northern Alliance is shown how to run it, and then the team leaves. [Washington Post, 12/19/2001; Miniter, 2003, pp. 197-198] In March 2000, CIA agent Gary Berntsen leads a small CIA team into Northern Alliance territory (see March 2000). While there, they improve the existing listening post and set up a new one closer to Taliban-controlled territory. [Berntsen and Pezzullo, 2005, pp. 57-61] The US makes little use of the intelligence gained from these intercepts, leading Northern Alliance leader Ahmed Shah Massoud to conclude that the US is “not serious” about getting bin Laden. [Miniter, 2003, pp. 197-198]
The new Able Danger team begins collecting data on al-Qaeda. The aim is to gain intelligence that will allow Special Operations forces to conduct strikes against al-Qaeda around the world. Erik Kleinsmith will later claim that he is visited by Special Operations officials and he gives them a demonstration of what the data mining techniques they’ve developed can do. He claims that within 90 minutes, his analysts finds evidence that al-Qaeda has a “worldwide footprint” including “a surprising presence in the US. That’s when we started losing sleep.” [National Journal, 12/3/2005] Using computers, the unit collects huge amounts of data in a technique called “data mining.” They get information from such sources as al-Qaeda Internet chat rooms, news accounts, web sites, and financial records. Using sophisticated software, they compare this with government records such as visa applications by foreign tourists, to find any correlations and depict these visually. [Bergen Record, 8/14/2005; Government Security News, 9/2005] The data harvest is far too huge to be useful, so the analysts try to pare it down by looking at links between known terrorists and finding who they associate with. By the spring of 2000, they are able to isolate about 20 people whom Special Operations wants further analysis. The Able Danger team creates massive charts, measuring up to 20 feet in length and covered in small type, to show all the links between suspects that have been discovered. The Clinton administration issues more instructions to the CIA governing operations against Osama bin Laden, but these instructions do not include wording allowing the CIA to assassinate him. Following the 1998 embassy bombings, Clinton allowed the CIA to mount an operation aimed at killing bin Laden with one group of assets (see December 24, 1998), but not another (see February 1999). These new instructions, drafted by administration lawyers, do not cover the ground of the two previous sets of instructions, but deal with “a wider set of contingencies,” and they authorize the use of force only within the context of a capture operation, not an assassination attempt. The CIA is therefore allowed to try to kill bin Laden only using one specific group of assets—tribal leaders tracking bin Laden in Afghanistan, still based on the earlier instructions. But the CIA does not test “the limits of available legal authority,” apparently because the CIA’s bin Laden unit is not told of the kill authorization (see December 26, 1998 and After) and due to confusion (see February 1999). [Source: Interpol]The CIA begins “persistent” efforts to recruit German businessman Mamoun Darkazanli as an informant. Darkazanli knows 9/11 hijacker Mohamed Atta and the other members of the Hamburg al-Qaeda cell. US and German intelligence had previously opened investigations into Darkazanli in September 1998. Agents occasionally followed him, but Darkazanli obviously noticed the tail on him at least once. More costly and time-consuming electronic surveillance is not done however, and by the end of 1999, the investigation has produced little of value. German law does not allow foreign governments to have informants in Germany. So this month, Thomas Volz appears at the headquarters of the Hamburg state domestic intelligence agency, the LfV, responsible for tracking terrorists and domestic extremists. [Chicago Tribune, 11/17/2002; Stern, 8/13/2003] Volz’s business card identifies him as “consul of the United States of America” at the US consulate general in Hamburg, but he actually is an undercover CIA agent. [Der Spiegel (Hamburg), 12/12/2005] Volz tells them the CIA believes Darkazanli has knowledge of an unspecified terrorist plot and encourages that he be “turned” against his al-Qaeda comrades. A source later recalls he says, “Darkazanli knows a lot.” Efforts to recruit him will continue in the spring next year. The CIA has not admitted this interest in Darkazanli. [Chicago Tribune, 11/17/2002; Stern, 8/13/2003]
Following a government-wide review of intelligence operations, a major reorganization of the FBI is approved by the Clinton administration. The Bureau’s National Security Division is split into two new divisions, the counterterrorism division and the counterintelligence division. The change is the outcome of an interagency review of US counterintelligence involving the FBI, the CIA, and the Department of Defense. The new counterterrorism division will focus on preventing attacks rather than merely investigating them after the fact. Soon upon taking office, Dale Watson, the new division’s head, will order all field offices to become more engaged in counterterrorism by recruiting informants, hiring more Arabic translators, and establishing a joint terrorism task force with local police departments modeled after the unit created in New York in the 1980s. However, a 2001 evaluation report of these efforts will find them insufficient (see Summer 2001). [New York Times, 6/26/1999; BBC News, 11/12/1999; New York Times, 12/30/2001]
The FBI’s New York field office, which specializes in international terrorism and houses the I-49 squad that focuses on Osama bin Laden (see January 1996), receives information from the NSA about a wiretap on the phone of 9/11 hijacker Khalid Almihdhar. The information concerns travel by Almihdhar, fellow alleged hijacker Nawaf Alhazmi, and other operatives to an al-Qaeda summit in Kuala Lumpur, Malaysia (see December 29, 1999, Shortly Before December 29, 1999, and January 5-8, 2000), but the office, like the rest of the FBI, is not told Almihdhar has a US visa (see 9:30 a.m. - 4:00 p.m. January 5, 2000). However, the New York office apparently does not realize it has this information and when investigators become aware of its importance in June 2001 they will conduct a running argument with FBI headquarters and the CIA over whether they can receive it again (see June 11, 2001). Ahmed Ressam. [Source: Public domain]The CIA learns from the Jordanian government about an al-Qaeda millennium bombing plot in that country (see November 30, 1999). Further, the CIA concludes more attacks are likely soon, including some inside the US (see December 8, 1999). Counterterrorism “tsar” Richard Clarke is told of this, and he implements a plan to neutralize the threat. [Clarke, 2004, pp. 205, 211] The plan, approved by President Clinton, focuses on harassing and disrupting al-Qaeda members throughout the world. The FBI is put on heightened alert, counterterrorism teams are dispatched overseas, a formal ultimatum is given to the Taliban to keep al-Qaeda under control, and friendly intelligence agencies are asked to help. There are Cabinet-level meetings nearly every day dealing with terrorism [Washington Post, 4/2/2000; Associated Press, 6/28/2002] All US embassies, military bases, police departments, and other agencies are given a warning to be on the lookout for signs of an al-Qaeda millennium attack. One alert border agent responds by arresting terrorist Ahmed Ressam (see December 14, 1999), which leads to the unraveling of several bombing plots (see December 15-31, 1999). No terror attacks occur. However, Clarke claims the FBI generally remains unhelpful. For example, around this time the FBI says there are no websites in the US soliciting volunteers for training in Afghanistan or money for terrorist front groups. Clarke has a private citizen check to see if this is true, and within days, he is given a long list of such websites. The FBI and Justice Department apparently fail to do anything with the information. [Newsweek, 3/31/2004]
A RAND Corporation study finds that an attack on American chemical facilities (see April 1999) would be one of the simplest and most effective methods for potential terrorists to inflict harm on large numbers of people. Congress directs the Justice Department to conduct a study on the vulnerability of chemical plants to criminal and terrorist attacks, but the department, citing funding shortfalls, fails to complete the report. [Roberts, 2008, pp. 93]
An anti-terrorist training session for the millennium celebration is held at the World Trade Center in New York. There are fears around this time that Osama bin Laden may want to launch attacks on the millennium, including within the US (see December 8, 1999). Representatives of 40 law enforcement and military agencies attend the meeting, which is chaired by counterterrorism “tsar” Richard Clarke. During two hours of brainstorming, no one envisages terrorists flying passenger planes into skyscrapers. New York City Deputy Mayor Rudy Washington is at the session, and will utilize what he learns on 9/11, so as to develop an emergency strategy in response to the attacks (see After 9:59 a.m. September 11, 2001). [New York Daily News, 5/20/2004]
In his first Republican presidential candidate debate in New Hampshire, George W. Bush tells the audience that, if elected, he will overthrow Saddam Hussein. “No one envisioned him still standing” this long after the 1991 Gulf War, Bush says. “It’s time to finish the task. And if I found that in any way, shape, or form that he was developing weapons of mass destruction, I’d take them out. I’m surprised he’s still there. I think a lot of other people are as well.” In addition, he would not lift the US sanctions on Iraq or attempt to negotiate with Hussein. A few newspapers and Sunday talk shows pick up on Bush’s belligerence, and the ones who do are often quite critical. The Boston Globe’s David Nyhan writes in response, “It remains to be seen if that offhand declaration of war was just Texas talk, a sort of locker room braggadocio, or whether it was Bush’s first big clinker.” Bush backs off his statement the next day, blaming his Texas drawl for causing the so-called misunderstanding. “My intent was the weapons,” he says, not Hussein. Republican insiders know better (see Spring 2000). [Federal Document Clearing House, 12/2/1999; George Washington University, 12/2/1999; Boston Globe, 12/3/1999; Unger, 2007, pp. 174-175]
Governor of New Jersey Christine Todd Whitman announces that her state has joined the federal government’s lawsuits (see November 3, 1999) against several mid-west and southeast utility companies for allegedly releasing tens of millions of illegal emissions in violation of the New Source Review section of the Clean Air Act. Governor Whitman says: “We’ve done much here in New Jersey to ensure that our residents can breathe clean air. All of our efforts are fruitless, however, if New Jerseyans must breathe the dirty air coming into our state from mid-west coal-burning power plants. This legal action will require that these power plants clean up their emissions and stop polluting our air.” [New Jersey, 12/3/1999; Reuters, 12/6/1999]
A presentation by the CIA’s Counterterrorist Center to the National Security Council’s Small Group emphasizes the importance of rendition operations in the CIA’s fight against al-Qaeda. The briefing says: “We will continue with disruptions of operations and renditions… but with an increased emphasis on recruiting sources; at this time, we have no penetrations inside [Osama bin Laden]‘s leadership.” [US Congress, 7/24/2003, pp. 388 ] The Small Group was formed by National Security Adviser Sandy Berger and includes members of Clinton’s cabinet cleared to know about the most sensitive counterterrorism issues. [9/11 Commission, 7/24/2004, pp. 120]

[Source: Publicity photo]Princess Haifa bint Faisal, the wife of Prince Bandar, the Saudi ambassador to the US, begins sending monthly cashier’s checks of between $2,000 and $3,500 (accounts differ) to Majeda Dweikat, the Jordanian wife of Osama Basnan, a Saudi living in San Diego. Accounts also differ over when the checks are first sent (between November 1999 and about March 2000; a Saudi government representative will state December 4, 1999). [Fox News, 11/23/2002] Basnan’s wife signs many of the checks over to her friend Manal Bajadr, the wife of Omar al-Bayoumi. The payments are made through Riggs Bank, a bank which appears to have turned a blind eye to Saudi embassy transaction and also has longstanding ties to covert CIA operations (see July 2003). [Newsweek, 11/22/2002; Newsweek, 11/24/2002; Guardian, 11/25/2002; Washington Times, 11/26/2002]
Did the Money Go to the Hijackers? - Some will later suggest that the money from the wife of the Saudi ambassador passes through the al-Bayoumi and Basnan families as intermediaries and ends up in the hands of future 9/11 hijackers Nawaf Alhazmi and Khalid Almihdhar. The payments from Princess Haifa continue until May 2002 and may total $51,000, or as much as $73,000. [Newsweek, 11/22/2002; MSNBC, 11/27/2002] While living in the San Diego area, al-Bayoumi and Basnan are heavily involved in helping with the relocation of, and offering financial support to, Saudi immigrants in the community. [Los Angeles Times, 11/24/2002] In late 2002, al-Bayoumi will claim he does not pass any money along to the hijackers. [Washington Times, 12/4/2002]
Basnan and Al-Bayoumi Are Close Friends - Basnan will variously claim to know al-Bayoumi, not to know him at all, or to know him only vaguely. [ABC News, 11/25/2002; Arab News, 11/26/2002; ABC News, 11/26/2002; MSNBC, 11/27/2002] However, early reports will say Basnan and his wife are “very good friends” of al-Bayoumi and his wife. Both couples live at the Parkwood Apartments at the same time as the two hijackers; prior to that, the couples lived together in a different apartment complex. In addition, the two wives will be arrested together in April 2001 for shoplifting. [San Diego Union-Tribune, 10/22/2002] According to an FBI agent who investigates Basnan after 9/11, Basnan and al-Bayoumi are close friends. For instance, phone call records will show that there are about 700 calls from various phone numbers between Basnan and al-Bayoumi in a one year period. The agent will add that even if one discounted some of the calls given that their wives are friends, the calls between the cell phones are most likely between Basnan and al-Bayoumi.
