Neoconservative Richard Perle, a new addition to President Bush’s Defense Policy Board, advocates “removing Saddam [Hussein]” on CNN. [Unger, 2007, pp. 206]
Mohamed Atta and Marwan Alshehhi make a brief trip to Virginia Beach, where they cash a check for $4,000 and rent a mailbox. Newsweek will later report that federal investigators believe Mohamed Atta visits Norfolk, Virginia, site of a huge US Navy base, at this time, stating, “The Feds believe that Atta was scoping out an aircraft carrier as a target.” However, the 9/11 Commission will comment, “We have found no explanation for these travels.” [Newsweek, 9/24/2001; Newsweek, 10/29/2001; 9/11 Commission, 6/16/2004, pp. 7; 9/11 Commission, 7/24/2004, pp. 229, 523; US District Court for the Eastern District of Virginia, Alexandria Division, 7/31/2006 ] Atta and Alshehhi will return to Virginia Beach a few weeks later (see April 3-4, 2001 and around). The address of a Virginia post office box used by the future hijackers will be found in a raid on an al-Qaeda safe house in Pakistan in 2002, but details beyond this are unknown (see May 16, 2002). A joint US-British air force strike team bombs 20 radar and command centers inside Iraq, enforcing the UN no-fly zones in the largest air strikes within Iraq in two years. While the White House is informed of the strikes by a general from the Joint Chiefs of Staff (JCS), Defense Secretary Donald Rumsfeld is livid because he feels he hasn’t been given enough information about the strikes quickly enough. Rumsfeld’s information comes to him, by established law and protocol, through the chairman of the Joint Chiefs of Staff, General Henry Shelton; thus it could be hours before Rumsfeld learns of such events. Saying, “I’m the secretary of defense. I’m in the chain of command,” Rumsfeld decides to upend the entire system and ensure that he, not Shelton, will be informed first about any such operations. Rumsfeld presses Shelton for information about the reporting of the air strikes: who had selected those targets and why, who had briefed, who had been briefed, and most importantly, why wasn’t Rumsfeld consulted? CNN had reported air strikes in Baghdad, though the actual bases struck were not in the city itself; it looked for a moment if the US had just declared unilateral war on Iraq. Rumsfeld feels misled and ignored. He is the one in the chain of command, he insists, he is the one reporting to the president, so he should be informed first. Shelton replies that he has to know what’s going on, to know what details to press for and what questions to ask, in order to properly inform the Secretary of Defense, who can then properly inform the president. Rumsfeld insists on being informed before Shelton, and demands a top-to-bottom review of the procedures involving the National Military Command Center (NMCC) and detailed timelines of each incident where Shelton was informed before Rumsfeld. Some reports later suggest that around this time 9/11 hijacker Mohamed Atta has an American girlfriend called Amanda Keller (see (February-April 2001)). According to Tony and Vonnie LaConca, a couple that meet Keller and her boyfriend (who they know only as “Mohamed”), the pair and another woman go on a short trip to Key West, Florida. Tony LaConca later recalls, “They were gone for three days. They didn’t sleep—it was a continuous party.” The three indulge in drugs and alcohol, all paid for by “Mohamed,” even though he does not have a job. After returning from the trip, on February 25 “Mohamed” has to bail Keller out of South County Jail, after police take her in because of an outstanding warrant over a “worthless check charge.” [Charlotte Sun, 9/14/2001; Charlotte Sun, 9/11/2003] The Sarasota Herald-Tribune claims that Keller’s companion is not Mohamed Atta, but another man of Middle Eastern descent named Mohammed. [Sarasota Herald-Tribune, 9/23/2001] In 2002, Keller will say that her boyfriend was indeed Mohamed Atta, but in 2006 she retracts this claim. [Sarasota Herald-Tribune, 9/10/2006] Interestingly, other witnesses later describe Atta as frequently drinking alcohol, smoking, and possibly doing drugs (see (Mid-July - December 2000)).
While Zacarias Moussaoui is living in Norman, Oklahoma, and getting flight training there, he makes a phone call to Germany that is monitored by German intelligence. The call is to Ramzi bin al-Shibh, who is intimately involved in the 9/11 plot and has been a roommate of hijackers Mohamed Atta and Marwan Alshehhi. [New York Times, 9/29/2001] Bin al-Shibh stayed in London for a week in early December 2000 and met with Moussaoui there (see October 2000-February 2001). Phone records further indicate that there was at least one phone call between Moussaoui and the landlord of the Hamburg apartment where Mohamed Atta and other 9/11 hijackers lived. But the timing of the call has not been revealed, nor is it known if that call was monitored as well or not. [Independent, 12/11/2001]
After entering the US, Zacarias Moussaoui engages in activities that appear to mirror those of the 9/11 hijackers. Both Moussaoui and the hijackers do the following:
Take flight training (see February 23-June 2001 and July 6-December 19, 2000);
Physically import large amounts of cash (see October 2000-February 2001 and January 15, 2000-August 2001);
Purchase knives with short blades that can be carried onto airliners (see August 16, 2001 and July 8-August 30, 2001);
Take fitness training (see August 16, 2001 and May 6-September 6, 2001);
Obtain several identification documents (see April 12-September 7, 2001 and August 1-2, 2001); and
Purchase flight deck videos from the same shop (see November 5, 2000-June 20, 2001).
In addition, Moussaoui is supported by some of the same al-Qaeda operatives as the 9/11 hijackers: Ramzi bin al-Shibh (see July 29, 2001-August 3, 2001 and June 13-September 25, 2000) and Yazid Sufaat (see September-October 2000 and January 5-8, 2000). At Moussaoui’s trial, the prosecution will cite these parallel activities in its argument that Moussaoui was connected to 9/11, rather than some follow-up plot. There is also one reported meeting between Moussaoui and two of the lead hijackers before 9/11 (see August 1, 2001), but this will not be mentioned at the trial (see March 6-May 4, 2006). Airman Flight School. [Source: FBI]Al-Qaeda operative Zacarias Moussaoui flies to the US. Three days later, he starts flight training at the Airman Flight School in Norman, Oklahoma. (Other Islamic extremists had previously trained at the same flight school or other schools in the area (see September 1999)). He trains there until May, but does not do well and drops out before getting a pilot’s license. His visa expires on May 22, but he does not attempt to renew it or get another one. He stays in Norman, arranging to change flight schools, and frequently exercising in a gym. [MSNBC, 12/11/2001; US Congress, 10/17/2002] According to US investigators, would-be hijacker Ramzi Bin al-Shibh later says he meets Moussaoui in Karachi, Pakistan, in June 2001 (see June 2001). [Washington Post, 11/20/2002]
Secretary of State Colin Powell travels to Cairo and meets with his counterpart Amre Moussa. Following up on his statements from the day before (see February 23, 2001), Powell says sanctions against the Iraqi government: “[F]rankly they have worked. [Saddam Hussein] has not developed any significant capability with respect to weapons of mass destruction. He is unable to project conventional power against his neighbors. So in effect, our policies have strengthened the security of the neighbors of Iraq….” Powell adds, “[H]e threatens not the United States.” [US Department of State, 2/24/2003; Mirror, 9/22/2003; Associated Press, 9/25/2003] Some nineteen months later, when Powell is asked to explain why his assessment of Iraq had so drastically changed over such a short span of time, Powell will say, “… I did not say he (Iraqi President Saddam Hussein) didn’t have weapons of mass destruction…. He was a threat then. The extent of his holdings were yet to be determined. It was early in the administration and the fact of the matter is it was long before 9/11 (the date of the 2001 attacks on the United States)…. A lot changed between February 2001 (and the invasion), but I don’t find anything inconsistent between what I said then and what I’ve said all along.” [US Department of State, 9/25/2003; Associated Press, 9/25/2003; Washington Post, 9/26/2003]

M. Berger will later comment: “The discovery may best be taken with the proverbial grain of salt, and a large one at that. The phone number is publicly available and connects to a Blackwater training center in North Carolina. Moussaoui was researching physical and combat training options while he was in the United States. The simplest and most innocent explanation is quite possibly the correct one. Nevertheless, a glimpse of the controversial company’s contact information nestled among Moussaoui’s handwritten notes inspires the jaw to drop in a not-entirely unreasonable manner.” [Intelwire(.com), 8/1/2006]
9/11 hijacker Ziad Jarrah arrives in the US for the fifth time and is admitted at Newark as a business visitor, receiving a six-month stay. This is unusual, as inspectors usually give business visitors one to three months, depending on the port of entry, and six months only when the visitor can document the purpose of the stay, which Jarrah apparently does not do. Jarrah actually should not be admitted at all because he is out of status—he breached immigration rules by taking a flight training course despite entering the US as a tourist—but this is apparently not noticed (see June 27-28, 2000). [9/11 Commission, 8/21/2004, pp. 20 ]
After returning to the US for the fifth time, 9/11 hijacker Ziad Jarrah flies immediately to Jacksonville, Florida, where he stays at the Ramada Inn for a week. He had previously visited Jacksonville (see January 22-26, 2001), as had Mohamed Atta and Marwan Alshehhi (see (October 2000)). While in Jacksonville, he frequents Wacko’s strip club. A worker there will later say that the FBI comes to the club after 9/11 to ask questions and show pictures “of the 9/11 terrorists,” and a dancer recognizes Jarrah from a photo line-up. The information about the hotel stay will be discovered by First Coast News in summer 2004 and they will offer to share it with the FBI. The local office will originally agree to meet the reporters, but then cancel at the last minute, saying that the cancellation had been ordered by their superiors at the Justice Department due to a possible impact on the Zacarias Moussaoui trial. First Coast News will comment, “Questions still remain as to what Jarrah was doing in Jacksonville.” [First Coast News, 8/24/2004; US District Court for the Eastern District of Virginia, Alexandria Division, 7/31/2006, pp. 5, 22 ] Jarrah’s whereabouts after he leaves Jacksonville are unknown for a week and a half, but he shows up in Decatur, Georgia, on March 15. There he stays at a hotel previously used by Atta and Alshehhi for two weeks using the name variant Ziad Samir. [Federal Bureau of Investigation, 10/2001, pp. 128 ]
Paul Bremer, who will be appointed the US administrator of Iraq in 2003, says in a speech that the Bush administration is “paying no attention” to terrorism. Bremer says, “What they will do is stagger along until there’s a major incident and then suddenly say, ‘Oh my God, shouldn’t we be organized to deal with this?’” He speaks shortly after chairing the National Commission on Terrorism, a bipartisan body formed during the Clinton administration. [Associated Press, 4/29/2004; CBS News, 4/30/2004; Associated Press, 5/3/2004]

[Source: publicity photo via Business Week]Qwest CEO Joe Nacchio meets with NSA officials in Fort Meade, Maryland, to discuss two topics of mutual interest: a $100 million infrastructure upgrade that Qwest, one of the US’s largest telecommunications firms, can perform for the agency, and another topic that remains classified. (The meeting will be revealed in heavily redacted court documents released six years later—see October 12, 2007). Observers believe the discussion is about the NSA’s warrantless wiretapping program of US citizens, which the government will conceal for years (see December 15, 2005), and which the Bush administration will insist did not come about until after the 9/11 attacks (see December 17, 2005). Nacchio meets with NSA officials to discuss the agency’s “Groundbreaker” project (see February 2001), which the NSA will later claim is merely a modernization and upgrade of its technological infrastructure. A June 2006 lawsuit against AT&T over that firm’s cooperation with the NSA alleges that “Groundbreaker” is part of a secret domestic surveillance operation. According to the court documents, Nacchio and the NSA are unable to agree on an unrevealed topic of discussion; after that disagreement, the NSA will withdraw its “Groundbreaker” contract from consideration for Qwest. Nacchio, according to the documents, believes that the unrevealed topic of discussion involves illegal and inappropriate actions. He asks the agency officials whether “a warrant or other legal process had been secured.” The NSA officials, according to the documents, have a “disinclination on the part of the authorities to use any legal process,” leading Nacchio to conclude that “the requests violated the privacy requirements of the Telecommunications Act.” When Nacchio refuses to cooperate with the NSA, the agency withdraws its offer of the “Groundbreaker” contract. [Raw Story, 10/12/2007; Marketwatch, 10/13/2007] James F.X. Payne, the former chief of Qwest’s government business unit, will later tell investigators, “There was a feeling also that the NSA acted as agents for other government agencies.” [National Journal, 11/2/2007] In 2007, the New York Times will reveal that Qwest refuses to give the NSA access to its most localized communications switches, carrying largely domestic phone calls. The arrangement would have permitted neighborhood-by-neighborhood surveillance of phone traffic without a court order. [New York Times, 12/16/2007] The NSA has more success with other companies—and has enjoyed a long and fruitful relationship with Qwest as well (see February 2001).
Neoconservative and incoming Deputy Defense Secretary Paul Wolfowitz, testifying before the Senate in his nomination hearings, tells the assembled senators that he supports overthrowing the Iraqi government. [Unger, 2007, pp. 206] Wolfowitz also criticizes the policy of turning a blind eye to Pakistan’s nuclear weapons program pursued by the Carter, Reagan, and, initially, first Bush administration. “I specifically sensed that people thought we could somehow construct a policy on a house of cards that the Congress wouldn’t know what the Pakistanis were doing,” he says. [Levy and Scott-Clark, 2007, pp. 300, 518]
Larisa E. Dobriansky is appointed deputy assistant secretary for national energy policy at the Department of Energy. Her job will be to manage the department’s Office of Climate Change Policy. Prior to the appointment, she was an employee of Akin Gump, where she lobbied for ExxonMobil on climate change issues. [Mother Jones, 5/2005]
The National Security Agency (NSA) engages in apparently illegal surveillance of US citizens beginning shortly after the inauguration of George W. Bush as president. This will not be revealed to the public until media reports in January 2006, a month after the press revealed that the NSA had engaged in similar illegal wiretaps and surveillance of American citizens after the 9/11 attacks, using those attacks as justification for the surveillance (see December 15, 2005). The former NSA and counterterrorism officials who reveal the pre-9/11 spying will claim that the wiretaps, e-mail monitoring, and Internet surveillance were all “inadvertent,” as NSA computers “unintentionally” intercepted US citizens’ international phone calls and e-mails when the computers flagged keywords. NSA protocol demands that such “inadvertent” surveillance end as soon as NSA analysts realize they are spying on those citizens, and the names of the monitored citizens are supposed to be deleted from the NSA databases. Instead, the NSA is instructed to continue monitoring some citizens that are characterized as “of interest” to White House officials. Those officials include President Bush, Vice President Cheney, and Defense Secretary Donald Rumsfeld, say the former NSA and counterterrorism officials. In December 2000, the NSA told the incoming Bush administration that some US citizens are being inadvertently targeted for surveillance, but the names of the citizens are deleted because the law expressly prohibits the NSA from spying on US citizens, US corporations, or even permanent US residents (see December 2000). However, once Bush takes office in January 2001, that practice undergoes a radical change. In the first few months of the administration, President Bush assigns Vice President Cheney to make himself more of a presence at the various US intelligence agencies, particularly the CIA, NSA, and DIA. Cheney, along with other officials at the State and Defense Departments, begins making repeated requests to the NSA to reveal the identities of those Americans which had previously been deleted, so that administration officials can more fully understand the context and scope of the intelligence. Such requests are technically legal. But Cheney goes well beyond the law when he requests, as he frequently does, that the NSA continue monitoring specific Americans already caught up in the NSA’s wiretaps and electronic surveillance. A former White House counterterrorism official will later claim that Cheney advised Bush of what he was learning from the NSA. “What’s really disturbing is that some of those people the vice president was curious about were people who worked at the White House or the State Department,” says another former counterterrorism official. “There was a real feeling of paranoia that permeated from the vice president’s office and I don’t think it had anything to do with the threat of terrorism. I can’t say what was contained in those taps that piqued his interest. I just don’t know.” [Truthout (.org), 1/17/2006]

[Source: FBI]In the wake of the foiled al-Qaeda plot to blow up hotels in Jordan during the millennium celebrations, Jordan gives tips to the US that launch a Customs investigation into one of the plotters, Raed Hijazi, and his US connections. “Customs agents for months traced money flowing from several Boston banks to banks overseas, where officials believe the funds were intended for bin Laden’s network.” In September and October 2000, Jordanian officials gave US investigators evidence of financial transactions connecting Raed Hijazi, Nabil al-Marabh, and future 9/11 hijacker Hamza Alghamdi (see September 2000; October 2000). By spring 2001, Custom agents further connect al-Marabh and Hijazi to financial deals with future 9/11 hijackers Ahmed Alghamdi and Satam Al Suqami. The Washington Post will later note, “These various connections not only suggest that investigators are probing ties between bin Laden and the hijackers, but also that federal authorities knew about some of those associations long before the bombings.” [Washington Post, 9/21/2001] It appears that the money flowed from al-Marabh to Alghamdi and Al Suqami. [Cox News Service, 10/16/2001; ABC News 7 (Chicago), 1/31/2002] While accounts of these connections to Alghamdi and Al Suqami will be widely reported in the media in the months after 9/11, a Customs Service spokesman will say he can neither confirm nor deny the existence of the inquiry. [New York Times, 9/18/2001] It appears that the two hijackers are not put on any kind of watch list and are not stopped when they arrive in the US on April 23, 2001, and May 2, 2001, respectively (see April 23-June 29, 2001). British newspapers will note that Alghamdi was one of several hijackers who should have been “instantly ‘red-flagged’ by British intelligence” but in fact is not when he passes through Britain sometime in early 2001 (see January-June 2001). The 9/11 Commission Final Report will fail to mention the Customs investigation and will give no hint that these hijackers’ names were known in the US before 9/11.
Attorney General John Ashcroft. [Source: US Department of Justice]Attorney General John Ashcroft talks with FBI Director Louis Freeh before an annual meeting of special agents. Ashcroft lays out his priorities, which according to one participant is “basically violent crime and drugs.” Freeh bluntly replies that those are not his priorities and he talks about counterterrorism. “Ashcroft does not want to hear about it,” says one witness. [Newsweek, 5/27/2002]
CIA Director George Tenet testifies before Congress, saying, “I consider it likely that over the next year or so there will be an attempted terrorist attack against US interests.” He also says, “We will generally not have specific time and place warning of terrorist attacks.” [Tenet, 2007, pp. 145] Apparently this is in private Congressional session because a search of the Lexis Nexus article database turns up no media mentions of these quotes until they are mentioned in Tenet’s 2007 book.
During a White House meeting, Bush administration officials discuss new proposals on how to undermine Saddam Hussein. At one point during the meeting, Deputy National Security Adviser Stephen Hadley tells Deputy CIA Director John McLaughlin that the CIA needs to stop bad-mouthing Iraqi exile Ahmed Chalabi so the Bush administration can work with Chalabi to overthrow the Iraqi government. McLaughlin reportedly makes it clear to Hadley that the agency will not undermine White House efforts to work with Chalabi. Hadley’s pressure on the CIA produces the intended results. Though the CIA will never work directly with Chalabi, the CIA will nonetheless allow the Pentagon to disseminate intelligence reports to other US intelligence agencies based on information from Iraqi defectors supplied by Chalabi’s organization, the Iraqi National Congress. One CIA official later tells author James Risen that the White House message to drop its objections to Chalabi was sent to the CIA “a thousand times, in a thousand different ways.” [Risen, 2006, pp. 183-184]
According to his later testimony, Mustafa Abu Jdai, a 28-year-old Jordanian of Palestinian descent living in Tyler, Texas, answers a job offer posted in a Dallas mosque. He then meets with three Arabic-speaking men who offer to pay him to take flying lessons in Texas, Florida, or Oklahoma. He declines the offer. On September 13, 2001, two days after the 9/11 attacks, Jdai will call the FBI to relate his story. From FBI pictures, he recognizes hijacker Marwan Alshehhi. However, the FBI takes him into custody for overstaying his visa. The FBI says he invented his story and failed a polygraph. Although he is married to an American woman, he will be detained for several months and deported. [Time, 10/28/2001; Washington Post, 11/4/2001; Watch, 8/2002, pp. 16 ]
John McLaughlin. [Source: CIA]According to a later account by CIA Director George Tenet, Deputy CIA Director John McLaughlin expresses frustration at the lack of action about Osama bin Laden during a meeting of deputy cabinet officials. McLaughlin reportedly says, “I think we should deliver an ultimatum to the Taliban. They either hand bin Laden over or we rain hell on them.” According to Tenet, “An odd silence followed. No one seemed to like the idea. Richard Armitage, the deputy secretary of state, called John after the meeting and offered a friendly word of advice: ‘You are going to get your suspenders snapped if you keep making policy recommendations. That is not your role.’” [Tenet, 2007, pp. 145]
After being convicted for his part in al-Qaeda’s failed millennium attacks (see December 14, 1999), Ahmed Ressam tells US authorities that London-based radical cleric Abu Hamza al-Masri is an important figure in al-Qaeda. Ressam says that he heard many stories about Abu Hamza when he was in Afghanistan and that Abu Hamza has the power to refer recruits to other senior al-Qaeda figures. [O'Neill and McGrory, 2006, pp. 28] Abu Hamza already has a relationship with British security services (see Early 1997).

[Source: National Geographic]9/11 hijacker Ziad Jarrah is said to obtain a commercial pilot’s license around this time by flight school owner Arne Kruithof, although neither the FBI nor any other official body will confirm this. Jarrah obtained a private pilot’s license from Florida Flight Training Center (FFTC) (see (June 28-December 2000)) in 2000 and then spent a few hours on Boeing simulators later in 2000 (see December 15, 2000-January 8, 2001). FFTC owner Kruithof will later say that he was told Jarrah obtained a commercial license: “He was supposed to come back and finish his commercial pilot license, but he did not. Later, I found out that he did it somewhere else.” However, there is no mention of where he may have obtained such additional training. [Fouda and Fielding, 2003, pp. 133]
According to an associate of the 9/11 hijackers, Ramzi bin al-Shibh, and flight school owner Rudi Dekkers, the hijackers have more training on large jets than the FBI will disclose. The FBI will say that the four hijacker pilots never fly real large jets before 9/11 and have a total of approximately 17 sessions on large aircraft simulators, mostly on older models:
Both Mohamed Atta and Marwan Alshehhi each take two sessions lasting 90 minutes on a Boeing 727 simulator and one session on a simulator for a Boeing 767, the type of aircraft they fly on 9/11 (see December 29-31, 2000);
Ziad Jarrah, who flies a Boeing 757 on 9/11, has five sessions on 727s and 737s (see December 15, 2000-January 8, 2001);
Hani Hanjour, who flies a Boeing 757 on 9/11, practices for a total of 21 hours on a Boeing 737-200 simulator (see February 8-March 12, 2001).
When he learns what the FBI believes is the extent of the hijackers’ training, bin al-Shibh will complain in a fax sent to a reporter after 9/11: “How do aviation experts evaluate the skill with which the aircraft were flown, especially the Pentagon attack—accurate and professional as it was? Is it credible that the executers had never before flown a Boeing? Is it credible they only had some lessons on small twin-engine aircrafts and some lessons on simulators?” Referring to the period in early 2001 after the pilots spend a few hours practicing on simulators, bin al-Shibh will say, “What they needed was more flying hours, more training on simulators of large commercial planes such as Boeing 747s and Boeing 767s, as well as studying security precautions in all airports.” However, apparently bin al-Shibh does not mention exactly when or where such additional training took place, if in fact it did. [Fouda and Fielding, 2003, pp. 24-6, 38, 134] Interviewed two days after 9/11, Dekkers, at whose flight school Mohamed Atta and Marwan Alshehhi initially trained (see July 6-December 19, 2000), will comment, “After the training they had here they went to another flight school in Pompano Beach and they had jet training there, simulator or big planes, but there is where they conducted the training to do what they had to do.” Dekkers will say that he has heard this “from several directions.” However, the Pompano Beach school is not named. [Dekkers, 9/13/2001]
Selig Harrison. [Source: Publicity photo]Selig Harrison, a long-time regional expert working at the Woodrow Wilson International Centre for Scholars, says, “the CIA still has close links with the ISI.” Harrison is said to have “extensive contact with the CIA and political leaders in South Asia.” He also claims that the US worked with Pakistan to create the Taliban. [Times of India, 3/7/2001] Similarly, in 2000, Ahmed Rashid, longtime regional correspondent for the Financial Times and the Daily Telegraph, called the US “Pakistan’s closest ally, with deep links to [Pakistan’s] military and the ISI.” Rashid agrees with Harrison that the US had a role in the creation of the Taliban. A new Merck training manual instructs company sales representives on how to use reprints of medical journal articles in their sales pitches to doctors. The company has divided the reprints into two categories, “approved” and “background.” The “approved” category includes articles that “provide solid evidence as to why [doctors] should prescribe Merck products for their appropriate patients.” Only these articles can be used or cited by Merck sales people. Background articles, on the other hand, cannot be used or even referenced. Doing so would be “a clear violation of Company Policy,” the document says. If a physician has any questions about studies not in the “approved” category, the sales representive should refer the individual to Merck’s medical services department. During a briefing on another classified program called Dorkawk Galley, Able Danger is again brought up. This briefing, given by Lt. Col. Anthony Shaffer, is attended by Vice Adm. Thomas Wilson, director of the Defense Intelligence Agency; Richard Schiffrin, an attorney at DOD; and Stephen Cambone, Special Assistant to the Secretary and Deputy Secretary of Defense. [Government Security News, 9/2005; Office of Congressman Curt Weldon, 9/17/2005 Sources: Curt Weldon] In mid-September 2005, Weldon will say, “I knew that the Clinton administration clearly knew about this.” Referring to this meeting and another meeting with the Joint Chiefs of Staff (see Early 2001), he will add, “Now I know of at least two briefings in the Bush administration.” He calls these two briefings “very troubling.” He wants to know what became of the information presented in these briefings, suggesting it shouldn’t have been destroyed as part of the other Able Danger data purges. Defense Policy Board chairman and prominent neoconservative Richard Perle tells the Senate Foreign Relations Committee, “Does Saddam [Hussein] now have weapons of mass destruction? Sure he does. We know he has chemical weapons. We know he has biological weapons.…How far he’s gone on the nuclear-weapons side I don’t think we really know. My guess is it’s further than we think. It’s always further than we think, because we limit ourselves, as we think about this, to what we’re able to prove and demonstrate…. And, unless you believe that we’ve uncovered everything, you have to assume there is more than we’re able to report.” Perle fails to offer any evidence of his claims to the senators, and fails to provide evidence from UN inspectors that shows virtually all of Iraq’s WMD stockpiles and programs have long since been destroyed. The Italian government gives the US information about possible attacks based on apartment wiretaps in the Italian city of Milan. [Fox News, 5/17/2002] Presumably, the information includes a discussion between two al-Qaeda agents talking about a “very, very secret” plan to forge documents “for the brothers who are going to the United States” (see January 24, 2001). The warning may also mention a wiretap the previous August involving one of the same people, who discussed a massive strike against the enemies of Islam involving aircraft (see August 12, 2000) and another of his monitored conversations in which he discusses travel by al-Qaeda operatives to the US (see February 2001).
Retired US soldiers give weapons training to members of the Iraqi National Congress (INC), the Iraqi opposition group led by Ahmed Chalabi. The five-day training session takes place in College Station, Texas, and is said to only be the first round of training. The INC has a contract with the Guidry Group, a consulting firm comprised of ex-secret service agents, to learn diplomatic security. Previously, the US backed training for the INC, but limited it only to “non-lethal” activities such as public relations, emergency medical care, and war crimes investigations. But with the Bush administration newly in power, approval has been given to let the INC learn how to use 12-gauge shotguns, pistols, Kalishnikov rifles, and other fire-arms. Retired Gen. Wayne Downing says, “This is significant because this is the first lethal training. It is designed to protect, so the significance is that this is the first time they are being trained to do anything on this level.” Downing, who has been advising the INC for three years, calls the training “a drop in the bucket.” He adds, “This is not the training they will need to put together a liberation army. There you would need individual training, basic training, weapons training, involving anti tank weapons, machine guns, rockets and that sort of thing.” The Washington Post will later call Downing the INC’s “mentor and biggest cheerleader.” [United Press International, 2/12/2001; Washington Post, 11/20/2001]

[Source: Foreign Intelligence Surveillance Court]The Justice Department’s Office of Intelligence Policy and Review (OIPR) discovers that an application for a warrant under the Foreign Intelligence Surveillance Act (FISA) is misleading. The application is for surveillance of the Palestinian militant group Hamas and the supporting affidavit was signed by FBI agent Michael Resnick. The Justice Department’s Office of Professional Responsibility (OPR) is already investigating dozens of similar errors in FISA warrants for surveillance of al-Qaeda targets in the US (see Summer 2000-September 11, 2001). The application is misleading because its does not accurately describe the “wall” procedures being followed by several FBI field offices. Wall procedures regulate the passage of information from FBI intelligence agents to FBI criminal agents and local US attorneys’ offices. The misleading description is also found in another 14 warrant applications for surveillance of Hamas. The impact of the misleading statements in the Hamas investigations has not been disclosed, but in the al-Qaeda cases the wall was breached because criminal agents had unrestricted access to intelligence information (see Summer-October 2000). Royce Lamberth, Presiding Judge on the FISA Court, writes to Attorney General John Ashcroft saying it will no longer accept any applications where the supporting affidavit is signed by Resnick and asking for an immediate inquiry. [Foreign Intelligence Surveillance Court, 3/9/2001 ; New York Times, 9/19/2001; New York Times, 5/27/2002; Washington Post, 8/23/2002; Arab News, 3/3/2004; US Department of Justice, 11/2004, pp. 39 ] The Justice Department’s investigation into the misleading applications finds that “none of [them]… were the result of professional misconduct or poor judgement,” but that “a majority of the errors were the result of systemic flaws.” [US Department of Justice, 11/2004, pp. 40 ] Following the discovery of the errors in the FISA applications, surveillance of al-Qaeda and Hamas targets in the US is curtailed (see April 2001). Resnick remains with the bureau and will become head of the Joint Terrorism Task Force in North Carolina and then chief of the Terrorist Identities Group at the FBI’s National Counter Terrorism Center. Ben Sliney, a former air traffic controller and FAA manager who has been working as a lawyer in the private sector for many years, is offered the position of national operations manager at the FAA’s Command Center in Herndon, Virginia. The offer is made by Jack Kies, the FAA’s manager of tactical operations. Sliney agrees to return to the FAA but asks to work first as a traffic management specialist at the Command Center, to learn the learn the operational details of the center from the ground up. After six months, Kies will again approach Sliney and offer him the job of national operations manager, and Sliney will accept it. His first day in the post will in fact be September 11. An intelligence source claims that a group of al-Qaeda operatives is planning to conduct an unspecified attack inside the US in April. One of the operatives allegedly resides in the US. There are also reports of planned attacks in California and New York State for the same month, though whether this is reference to the same plot is unclear. [US Congress, 7/24/2003 ]
Counterterrorism “tsar” Richard Clarke later says that sometime between March and May, Bush administration officials discussed creating a casus belli for war with Iraq. In a 2007 interview with radio show host Jon Elliot, Clarke says: “Prior to 9/11 a number of people in the White House were saying to me you know this—this administration, particularly Cheney, but also Bush [and] people like Wolfowitz in the Pentagon, are really intent on going to war with Iraq. And this was the whispered conversations in the National Security Council staff.… Early, early on in the administration people I knew and trusted in the administration were saying to me, ‘You know. They’re really going to do it. They are going to go to war with Iraq.’ And I was flabbergasted. Why would you want to do that of all the things in the world that one could choose to do?… And how are we going to do it? How are we going to cause that provocation? And there was some discussion of ‘Well maybe [we’ll] keep flying aircraft over Iraq and maybe one day one of them will be shot down.’… And some of the talk I was hearing—in the March, April, May timeframe—‘Maybe we’ll do something that is so provocative and do it in such a way that our aircraft will be shot down.’ And then we’ll have an excuse to go to war with Iraq.” [Jon Elliot Show, 1/11/2007 Sources: Richard A. In it, Tapper observes that the proof of the resiliency of American democracy comes in the fact that George W. Bush ascended to the presidency in a peaceful manner. The events in Florida that determined the Bush “victory,” from the initial dispute over who won the popular vote (see Early Morning, November 8, 2000 and Mid-Morning, November 8, 2000) to the Supreme Court’s decision to award the presidency to Bush (see 9:54 p.m. December 12, 2000), “brought out the ugliest side of every party in American politics,” Tapper writes. “Democrats were capricious, whiny, wimpy, and astoundingly incompetent. Republicans were cruel, presumptuous, indifferent, and disingenuous. Both were hypocritical—appallingly so at times. Both sides lied. Over and over and over. Far too many members of the media were sloppy, lazy, and out of touch. Hired-gun lawyers pursued their task of victory, not justice. The American electoral system was proven to be full of giant holes.” Democratic candidate Al Gore, Tapper writes, came across as “cold,” “ruthless,” duplicitous, and astonishingly out of touch with the electorate. Republican candidate Bush “was a brilliant schmoozer and deft liar” with the “intellectual inquisitiveness of your average fern,” betraying his fundamental ignorance about American government again and again during the campaign. “Both candidates were wanting,” Tapper writes. Of the actual results, Tapper observes: “We will never know who would have won Florida had all the ballots been hand-counted by their respective canvassing boards. Adding to the confusion were thousands of trashed or miscast ballots—including Palm Beach County’s infamous “butterfly ballot” (see November 9, 2000). We will never know who, therefore, truly was the choice of the most Floridians and who, therefore, really earned the state’s critical electoral votes and therefore the presidency.” [Tapper, 3/2001]

[Source: Viewimages.com]In March 2001, the ISI learns that one of bin Laden’s operatives, who is working on a sensitive al-Qaeda job in Afghanistan, has been providing information to the CIA at the US consulate in Peshawar, Pakistan. The operative, whose CIA codename is “Max,” becomes worried that the ISI will disclose to al-Qaeda his dealings with the CIA. The next month, ABC News reporters Chris Isham and John Miller meet with Max and help him defect to the US and talk to the FBI. Max tells the reporters that in 1999 and 2000 he was trained as part of a small group by Saif al-Adel, one of al-Qaeda’s top leaders. Asked by Isham and Miller whether al-Qaeda is planning any operations targeting the US, he describes a plan to hijack an airplane carrying a US senator or ambassador and then use the dignitary to bargain for the release of the “Blind Sheikh,” Sheikh Omar Abdul-Rahman. US intelligence learned of the same basic plot idea in 1998 (see 1998). Max does defect and will be extensively debriefed by the FBI. [Miller, Stone, and Mitchell, 2002, pp. 282] In May 2001, a Senior Executive Intelligence Brief (SEIB) will be sent to top White House officials warning that “terrorist groups [are] cooperating on [a] US hostage plot”(see May 23, 2001). It is not known for how long Max was talking to the CIA or what he told them before he was exposed, but his account contradicts assertions that US intelligence did not have any well placed informants in al-Qaeda in Afghanistan. An Afghan named “Ahmed” defects around the same time and there are similarities between his case and that of Max, but it is unknown if they are in fact the same person or not (see April 2001).
Rahmatullah Hashimi. [Source: PBS]Taliban envoy Rahmatullah Hashimi meets with reporters, middle-ranking State Department bureaucrats, and private Afghanistan experts in Washington. He carries a gift carpet and a letter from Afghan leader Mullah Omar for President Bush. He discusses turning bin Laden over, but the US wants to be handed bin Laden and the Taliban want to turn him over to some third country. A CIA official later says, “We never heard what they were trying to say. We had no common language. Ours was, ‘Give up bin Laden.’ They were saying, ‘Do something to help us give him up.’… I have no doubts they wanted to get rid of him. He was a pain in the neck.” Others claim the Taliban were never sincere. About 20 more meetings on giving up bin Laden take place up until 9/11, all fruitless. [Washington Post, 10/29/2001] Allegedly, Hashimi also proposes that the Taliban would hold bin Laden in one location long enough for the US to locate and kill him. However, this offer is refused. This report, however, comes from Laila Helms, daughter of former CIA director Richard Helms. While it’s interesting that this information came out before 9/11, one must be skeptical, since Helms’ job was public relations for the Taliban. [Village Voice, 6/6/2001] Hashimi will mention to a reporter in June 2001 that he was in the US for a total of six weeks. [United Press International, 6/14/2001] According to one article at the time, Hashimi meets with “several senior officials from the State Department, CIA and National Security Council but also from the non-governmental organization Council on Foreign Relations.” Secretary of State Colin Powell is reportedly irate at the meetings because he had not been informed that high level officials would be meeting with Hashimi in the US. He blames CIA Director George Tenet “having laid on a red carpet for [Mullah] Omar’s adviser.” [Intelligence Newsletter, 4/19/2001] Hashimi reportedly directly meets with Tenet. Two Middle Eastern men believed to be 9/11 hijackers Mohamed Atta and Marwan Alshehhi land a small plane at Martin Campbell Air Field, near the small town of Copperhill, Tennessee. Danny Whitener, a salvage-car dealer, is tending his plane at the time. The pilot, who calls himself “Mo,” speaks to Whitener for about 15 minutes, aggressively questioning him about a nearby chemical plant and what chemicals are kept there, about a nearby dam, and about two nearby nuclear power plants. According to Whitener, the pilot, who after 9/11 he is convinced was Mohamed Atta, tells him their plane is rented, and that they have flown from Lawrenceville, Georgia, which is about 60 miles south of Copperhill. This would concur with reports of Atta and Alshehhi twice renting a Piper Warrior plane from a Lawrenceville flight school around this time (see (January 25-Early March, 2001)). However, Whitener says their plane on this occasion is a Cessna, which has a very different design to a Warrior. About a month later, according to the airport’s manager John Rutkosky, a man resembling Atta again arrives, this time in an expensive-looking sports car, and inquires about buying a plane. [Source: Colin Braley / Reuters]In March and August 2001, 9/11 hijacker Mohamed Atta visits a small airport in South Florida and asks detailed questions about how to start and fly a crop-duster plane. People there easily recall him because he was so persistent. After explaining his abilities, Atta is told he is not skilled enough to fly a crop-duster. [Miami Herald, 9/24/2001] Employees at South Florida Crop Care in Belle Glade, Florida, later tell the FBI that Atta was among the men who in groups of two or three visited the crop dusting firm nearly every weekend for six or eight weeks before the attacks. Employee James Lester says, “I recognized him because he stayed on my feet all the time. I just about had to push him away from me.” [Associated Press, 9/15/2001] Yet, according to US investigators, Atta and the other hijackers gave up on the crop-duster idea back around May 2000.
Richard Humphreys, a self-proclaimed prophet from Oregon who is described in media reports as “delusional,” is arrested in Watertown, South Dakota, for making a joke about a “burning bush.” Humphreys, who sometimes calls himself “Israel Humphreys,” gets into a barroom discussion with a truck driver; the bartender overhears the conversation and alerts the police, telling them that Humphreys discussed a “burning Bush” and the possibility of someone pouring flammable liquid on President Bush and lighting it. Bush is slated to visit Sioux Falls, South Dakota, the day after Humphreys’s barroom conversation. Humphreys is charged with threatening to kill or harm the president. During his trial, Humphreys will explain: “I said God might speak to the world through a ‘burning Bush.’ I had said that before and I thought it was funny. It was prophetizing.” The court will learn that Humphreys had made similar statements in Internet chat rooms, including the following: “If you hear that a man runs up and throws gasoline and a match to Bush you will know that God did speak through the burning Bush.” He has also sent similar statements to the Bush White House via fax machines, and during the Clinton administration expressed the desire that President Clinton and his wife Hillary Clinton would commit suicide. Humphreys will be convicted and sentenced to 37 months in prison. He will appeal his conviction, saying his comment is a prophecy protected under his right to free speech. His appeal is denied, but the appellate court will find that he suffers from a bipolar disorder and order that he serve his sentence in a federal medical center. “Hopefully, medication over a significant period of years will result in his being able to live outside the prison confines, free of delusions and the type of behavior he exhibited here,” the court will rule. [Source: Fox News]After living together in Phoenix since December 2000, 9/11 hijackers Hani Hanjour and Nawaf Alhazmi move to Falls Church, Virginia, where imam Anwar al-Awlaki preaches. [Washington Post, 9/10/2002; 9/11 Commission, 1/26/2004] They live only a few blocks from where two nephews of Osama bin Laden with ties to terrorism go to work (see February-September 11, 1996 and June 1, 2004). They continue to live there off and on until around August. They begin attending the Dar al Hijrah mosque. [Washington Post, 9/10/2002] When they and hijacker Khalid Almihdhar lived in San Diego in early 2000, they attended a mosque there led by al-Awlaki. This imam moved to Falls Church in January 2001, and now the hijackers attend his sermons at the Dar al Hijrah mosque. Some later suspect that al-Awlaki is part of the 9/11 plot because of their similar moves, and other reasons:
The FBI says al-Awlaki had closed door meetings with hijackers Nawaf Alhazmi and Khalid Almihdhar in 2000 while all three of them were living in San Diego (see February-August 2000). [US Congress, 7/24/2003 ]
Police later find the phone number of al-Awlaki’s mosque when they search “would-be twentieth hijacker” Ramzi bin al-Shibh’s apartment in Germany. [US Congress, 7/24/2003 ]
The FBI was investigating al-Awlaki for ties to Islamic militant groups in early 2000 (see June 1999-March 2000).
A neighbor of al-Awlaki later claims that, in the first week of August 2001, al-Awlaki knocked on his door and told him he is leaving for Kuwait: “He came over before he left and told me that something very big was going to happen, and that he had to be out of the country when it happened” (see Early August 2001). [Newsweek, 7/28/2003]
US officials will allow al-Awlaki to leave the US twice in 2002, but by 2008 they will conclude that he is linked to al-Qaeda attacks (see Early September 2006-December 2007 and February 27, 2008).

Mary McCarthy. [Source: Associated Press]CIA Director George Tenet will claim in his 2007 book that he attempts to get new covert action authorities to fight bin Laden at this time. He says he wants to move from a defensive to offensive posture, but needs policy backing at a higher level to do it. He meets with Deputy National Security Adviser Stephen Hadley and gives him a list of expanded authorities the CIA is seeking to go after bin Laden. The authorities would permit the CIA or its partners to kill bin Laden without trying to capture him first. Tenet claims that he tells Hadley, “I’m giving you this draft now, but first, you guys need to figure out what your policy is.” The next day, Mary McCarthy, a CIA officer serving as National Security Council (NSC) senior director, calls Tenet’s chief of staff and asks the CIA to take the draft back. She says something to the effect, “If you formally transmit these to the NSC, the clock will be ticking (to take action), and we don’t want the clock to tick just now.” Tenet withdraws the draft. [Tenet, 2007, pp. 143-144] A deputy cabinet level meeting in July 2001 discusses the idea, but no action results (see July 13, 2001). The authorities will be granted a few days after 9/11. Engelhardt and Fred Palmer, the CEO and vice president of Peabody Energy, meet with Andrew Lundquist, the director of Vice President Cheney’s energy task force (the National Energy Policy Development Group—see May 16, 2001). Also at the meeting are Energy Secretary Spencer Abraham and Bush economic adviser Lawrence Lindsey. Peabody, the world’s largest coal company, is preparing a stock offering. The task force’s coal policy recommendations will directly impact the stock market’s response to Peabody’s IPO. The task force releases its recommendations (see May 16, 2001) less than a week before Peabody releases its stock offering on May 21. In part because the energy policy strongly emphasizes the use of coal, Peabody raises $420 million by going public—$60 million more than stock analysts predicted. Authors Lou Dubose and Jake Bernstein will write, “The task force was, in effect, flogging a stock offering.” [Dubose and Bernstein, 2006, pp. 17-18]
President George Bush, following the lead of Vice President Dick Cheney, prepares to renege on his campaign promise to cap carbon dioxide emissions (see September 29, 2000, March 8, 2001, and March 13, 2001). The promise is later described by authors Lou Dubose and Jake Bernstein as “the environmental centerpiece of [his] presidential campaign.” Christine Todd Whitman, the head of the Environmental Protection Agency, later says on CNN, “George Bush was very clear during the course of the campaign that he believed in a multipollutant strategy, and that includes CO2.” Initially, Bush stood by his pledge even as House Republicans Tom DeLay (R-TX) and Joe Barton (R-TX) attacked it as being bad for business. But on March 1, Cheney receives a personal note from energy lobbyist and veteran Republican operative Haley Barbour, headed “Regarding Cheney Energy Policy & Co.” The note reads in part: “A moment of truth is arriving in the form of a decision whether this administration’s policy will be to regulate and/or tax CO2 as a pollutant.… Demurring on the issue of whether the CO2 idea is eco-extremism, we must ask, do environmental initiatives, which would greatly exacerbate the energy problems, trump good energy policy, which the country has lacked for eight years?” Cheney moves quickly to respond to Barbour’s concerns. [Source: Justin Lane / European Press Photo Agency]Susan Lindauer, an American woman with possible, if mysterious, ties to US intelligence, warns her brother John and a friend of hers named Parke Godfrey to stay away from New York because terrorist attacks are likely to take place soon. John Lindauer, a music producer in Los Angeles, and Godfrey, a professor of computer science at a Canadian university, will later confirm having received the warnings. The source of Susan Lindauer’s fear is unclear. [New York Times Magazine, 8/29/2004] Lindauer is a journalist and press aide with a somewhat erratic career, according to later press accounts. After brief stints at various newspapers and magazines, she has been working on and off in Washington as a public relations aide for members of Congress. In the early 1990s, she joined an informal discussion group of Congressional aides and intelligence professionals who liked to discuss international politics at a Chinese restaurant on Capitol Hill. A member of the group named Paul A. Hoven, a retired military man who served as a helicopter pilot in Vietnam, soon introduced her to Dr. Richard C. Fuisz. Fuisz, an unusual, globe-trotting physician-businessman, recruited her, according to Lindauer, to serve as an unofficial back-channel go-between with Libya and Iraq. Dr. Fuize, a psychiatrist by training, was identified by a British newspaper as a top CIA officer in Syria during the 1980s. Fuize, Lindauer will claim, was her CIA handler. Lindauer, who proclaims herself a peace activist, will later say that her only interest in her intelligence work was to facilitate peaceful diplomacy between the United States and Iraq and Libya. After the 9/11 attacks, she will maintain her Iraqi contacts and even travel to Baghdad. In 2003, shortly before the the US invasion of Iraq, Lindauer will write to Andrew Card, the White House chief of staff, who happens to be a distant relative of hers, to inform him of diplomatic overtures that Iraqi diplomats in New York have asked her to convey. Card will turn over the letter to the FBI, which will lead to Lindauer’s arrest in March, 2004, for being an unregistered agent for Iraq. [New York Times, 3/12/2004; New York Times, 3/12/2004; Washington Post, 3/12/2004; New York Times Magazine, 8/29/2004] But after several years of a convoluted legal process, prosecutors will withdraw all charges against her in January 2009, after court-appointed experts repeatedly find her to be suffering from paranoia and delusions of grandeur, and therefore unfit for trial. Senior Bush administration officials begin to meet once a month to discuss Pakistan’s nuclear program. The officials are CIA Director George Tenet, his deputy John McLaughlin, Secretary of State Colin Powell, his deputy Richard Armitage, Deputy National Security Adviser Stephen Hadley, counterterrorism “tsar” Richard Clarke, and Robert Joseph, the National Security Council non-proliferation director. The participants at the meetings discuss what Pakistan is doing, including the fact that North Korea is a client of Pakistan, Pakistan is still doing nuclear business with Iran, it has offered to sell nuclear weapons to Iraq, and there are rumors of a deal between it and Libya. The meetings are arranged by Tenet and, according to Assistant Secretary of State for Non-Proliferation Robert Einhorn: “A very small number of people got involved. Any names added to the list had to be sanctioned personally by Tenet.” The group receives intelligence about Khan’s network derived from tracking flights and meetings, as well as intercepting letters and phone calls. “The CIA guys would grudgingly come over to share anything new with us policy types,” Einhorn will say. “State was always making the case to roll up the network now, to stop it doing more damage. The CIA would make a plausible case to keep watching, let the network run so eventually we could pick it up by the roots, not just lop off the tentacles. We’d debate and always decide to continue following. The policy people were nervous about leaving it too long.” Some of Einhorn’s colleagues accuse the CIA of being “addicted” to collecting information, although senior CIA analysts think they have a better understanding of the issues and should be allowed to decide. Einhorn will add that he goes to Armitage for get support for rolling up the network, but Armitage simply refers him to Joseph and nothing is done before Einhorn leaves the administration in September 2001. Authors Adrian Levy and Catherine Scott-Clark will comment: “The Bush administration was not interested in acting on Pakistan, or had no idea of how to act. They were far more interested in eliminating Pakistan’s clients: Iran, Iraq, Libya, and North Korea.” [Levy and Scott-Clark, 2007, pp. 303-304]

President Bush, after having trouble making a telephone call, instructs Joseph Hagin, the White House deputy chief of staff for operations, to fix the problem and ensure that he is able to make calls at any time, but the issue will not have resolved by September 11, when Bush experiences significant communication problems. While he is being driven through Washington, DC, in his limousine, Bush tries to make a phone call but is unable to get a signal and hears only static. When he arrives at the White House, he calls Hagin over to discuss the problem. [National Journal, 4/11/2011] Hagin is a little known but influential member of the White House staff who, according to Politico, “manages everything around the president and the presidency except politics and policy.” [Politico, 7/3/2008; Washington Post, 7/4/2008] Bush tells him the president should be able to call anyone at any time. “He essentially said to me, ‘We need to fix this and fix it quickly,’” Hagin will later recall. Bush adds, “What would we do if something really serious happened and this didn’t work?” [National Journal, 4/11/2011] Presumably as part of Hagin’s effort to resolve the problem, in the spring of 2001, the White House commissions the Department of Defense to study a communications upgrade. [ABC News, 12/20/2006] However, Hagin’s task will not have been completed by September 11. On that day, Bush and other senior government officials will experience serious communication problems (see (After 8:55 a.m.) September 11, 2001; (9:04 a.m.-9:45 a.m.) September 11, 2001; and (9:34 a.m.-9:43 a.m.) September 11, 2001). [National Journal, 4/11/2011] But the 9/11 attacks, according to the Associated Press, “spurred on the effort to modernize White House communications.” Hagin subsequently “took the White House’s cell phone technology digital, upgraded the systems in the president’s cars, and moved staffers to the BlackBerry wireless communicator, while not freeing them from carrying pagers as well.” [Associated Press, 8/22/2003] According to Thomas Kean, the chairman of the 9/11 Commission, “[T]he fix to the presidential communications was one of the first things that was done after 9/11.” [9/11 Commission, 6/17/2004]
Dan Hill, a former Army Ranger who has devised a plan to kill Osama bin Laden, is told by the FBI that his request for US military assistance, which he needs for his plan to go ahead, has been rejected. [Stewart, 2002, pp. 245] Hill and his friend Said Nader Zori have assembled a group of former mujahedeen fighters who are ready to go into Afghanistan to attack and kill bin Laden. The two men met with Ellen Glasser, an agent at the FBI office in Jacksonville, Florida, in the late spring of 2000 to discuss the plan and request military support, and Glasser said she would refer the proposal to FBI headquarters in Washington, DC (see (Between May and June 2000)). [Stewart, 2002, pp. 230-231] Since then, Hill has been pushing the FBI’s Jacksonville office for a response to his request, but felt he was getting nowhere. Meanwhile, Nader Zori has been told by his sources in Afghanistan that something big is going to happen, probably during the holy month of Ramadan. [Stewart, 2002, pp. 244-245] (Ramadan this year will begin on November 16 and end on December 16. [New York Times, 12/13/2001; New York Times, 12/17/2001] ) Now, about a year after his meeting with Glasser, Hill receives a phone call from the FBI agent, informing him that his plan has been rejected. “Nothing can be done,” she says. Hill is upset and tells Glasser that bin Laden “is not screwing around.” He tells her about a report he wrote with his friend Rick Rescorla, which warned of the terrorist threat the US faced. [Stewart, 2002, pp. 245] Rescorla is the vice president for security at the Wall Street investment firm Morgan Stanley Dean Witter and works at the World Trade Center. [Washington Post, 10/28/2001; National Review, 9/20/2002] In their report, written after the 1993 WTC bombing, Hill and Rescorla warned that terrorists could carry out an attack that involved crashing a cargo plane into the Twin Towers (see Shortly After February 26, 1993). [Stewart, 2002, pp. 193-194] Hill tells Glasser that an attack involving terrorists deliberately crashing an aircraft is “going to strike New York, Philadelphia, or Washington, DC. Or maybe all three.” He says the attack is likely to take place around Ramadan and so his plan to kill bin Laden needs to be put into action right away. But Glasser apologizes and again says, “Nothing can be done.” Hill subsequently phones Rescorla and tells him that his plan will have to be called off. Rescorla tells Hill he is unsurprised at the FBI’s response. “The FBI is a bunch of incompetent duds,” he says. “And don’t bother going to the CIA. It’s just as bad.” [Stewart, 2002, pp. 245]
The Daily Californian, the newspaper for the University of California at Berkeley, runs a full-page ad from conservative pundit David Horowitz calling the idea of “reparations” for the African-American descendants of slaves “racist.” Horowitz, a UC-Berkeley graduate, had attempted to persuade a number of college newspapers to run the ad on February 28, the last day of Black History Month. The ad, entitled “Ten Reasons Why Reparations for Slavery is a Bad Idea—and Racist, Too,” says that reparations to African-Americans “have already been paid,” and asks, “What about the debt blacks owe to America?” The ad claims that blacks are themselves responsible for slavery and should accept this “fact.” The day after publishing the ad, the Daily Californian, responding to a harsh public outcry, apologizes for running the advertisement and writes that it allowed itself to “become an inadvertent vehicle for bigotry.” The UC-Davis newspaper also runs the ad, and also issues an apology. Many other California and Ivy League universities also receive the ad, but refuse to run it. [Daily Californian, 3/2/2001; Media Matters, 12/1/2004] Robert Chrisman, editor in chief of the journal Black Scholar, and Ernest Allen Jr., a professor of African-American studies at the University of Massachusetts-Amherst, respond to Horowitz’s ad in an essay published by the university’s African-American Studies department. They write in part: “While Horowitz’s article pretends to address the issues of reparations, it is not about reparations at all. It is, rather, a well-heeled, coordinated attack on black Americans, which is calculated to elicit division and strife.… As one examines the text of Horowitz’s article, it becomes apparent that it is not a reasoned essay addressed to the topic of reparations: it is, rather, a racist polemic against African-Americans and Africans that is neither responsible nor informed, relying heavily upon sophistry and a Hitlerian ‘Big Lie’ technique.” [University of Massachusetts-Amherst, 3/1/2001] Horowitz publishes the ad on his Web publication Front Page Magazine, but will later delete it. It will be chronicled in a 2004 article by progressive media watchdog organization Media Matters. [Media Matters, 12/1/2004]

Salem Alhazmi, Majed Moqed, Abdulaziz Alomari, Khalid Almihdhar, and probably Ahmed Alghamdi are all seen living there as well during the summer. [9/11 Commission, 7/24/2004, pp. 230] Other reports have Hanjour and Nawaf Alhazmi living periodically in Falls Church, Virginia, over nearly the exact same time period, from March through August 2001 (see March 2001 and After). Following a conference on the terrorist threat to the US arranged by counterterrorism “tsar” Richard Clarke (see (March 2001)), President Bush receives a classified assessment concerning the threat. It states that Pakistan is one of the countries that represents the “highest risk” of enabling black-market sales of nuclear weapons. However, no significant action is taken based on the analysis. According to authors Adrian Levy and Catherine Scott-Clark, Clarke apparently feels “isolated,” as if only he really understands what Pakistan is doing in terms of nuclear proliferation and where it might lead. [Levy and Scott-Clark, 2007, pp. 305]
An advertisement for ‘The Lone Gunmen.’ [Source: Fox]The pilot episode of a short-lived Fox television program involves a scenario chillingly similar to the 9/11 attacks that occur six months later. In the episode of The Lone Gunmen, which is a spin-off of the popular show The X-Files, a small, radical faction within the US government takes over a large passenger jet plane from the ground, using remote control, and then tries to crash it into the World Trade Center. Their intention is to blame the attack on foreign terrorists and therefore revive the arms race. Their plot is thwarted at the last moment, with the pilots regaining control of the plane and steering it upwards over the Twin Towers. [Knight Ridder, 9/14/2001; Jack Myers Report, 6/20/2002 ] In the program, the plane is destined for Boston, where two of the hijacked aircraft will in fact take off from on September 11. [Fox Television, 3/4/2001; Boston Globe, 9/12/2001] One of its stars, Bruce Harwood, will later call the storyline a “strange awful coincidence,” and add, “[W]ho knows if it was the source of inspiration for September 11.” [Mirror, 11/26/2002] Ratings are good for the show, with 13 million people watching it. [TV Guide, 3/9/2001] Yet despite the similarity to the actual attacks on the WTC, there will be very little commentary about this after September 11. Media commentator Jack Myers will observe, “This seems to be collective amnesia of the highest order.” [Jack Myers Report, 6/20/2002 ] A best selling 1994 novel by Tom Clancy had similarly included a large passenger jet used as a weapon, being deliberately crashed into the US Capitol building (see August 17, 1994). The names of the various officials, executives, lobbyists, and representatives who meet with the task force will not be released until 2007 (see July 18, 2007). [Washington Post, 7/18/2007]
Deputy National Security Adviser Steve Hadley chairs an informal meeting of some counterparts from other agencies to discuss al-Qaeda. They begin a broad review of the government’s approach to al-Qaeda and Afghanistan. According to the New York Times, the approach is “two-pronged and included a crisis warning effort to deal with immediate threats and longer-range planning by senior officials to put into place a comprehensive strategy to eradicate al-Qaeda.” Counterterrorism “tsar” Richard Clarke again pushes for immediate decisions on assisting Ahmed Shah Massoud and his Northern Alliance in Afghanistan. Hadley suggests dealing with this as part of the broad review. Clarke supports a larger program, but he warns that delay risks the Alliance’s defeat. Clarke also advocates using the armed Predator drone. However, despite an increasing number of alarming warnings following this meeting, there is little follow-up. “By June, a draft of a presidential directive authorizing an ambitious covert action plan is circulating through the upper echelons of the administration, but there seem[s] little urgency about putting the plan into effect.” [New York Times, 3/24/2004; 9/11 Commission, 3/24/2004; 9/11 Commission, 3/24/2004; New York Times, 4/4/2004]
The Russian Permanent Mission at the United Nations secretly submits “an unprecedentedly detailed report” to the UN Security Council about bin Laden, his whereabouts, details of his al-Qaeda network, Afghan drug running, and Taliban connections to Pakistan and the ISI. The report provides “a listing of all bin Laden’s bases, his government contacts and foreign advisers,” and enough information to potentially locate and kill him. It is said to contain an “astonishing degree of information.” The US fails to use the information in any noticable manner. Alex Standish, the editor of the highly respected Jane’s Intelligence Review, concludes that the attacks of 9/11 were less of an American intelligence failure than the result of “a political decision not to act against bin Laden.” [Jane's Intelligence Review, 10/5/2001; Times of India, 10/8/2001] In May 2002, Jane’s will further comment,“it is becoming clear that this was only the most high profile of a number of attempts by the Russians to alert the US and other members of the Security Council to the extent of the inter-dependence between the Taliban, al-Qaeda, and the ISI. According to [our] Russian sources, there was a regular flow of information from Moscow to the US dating back to the last years of the Clinton presidency. It seems apparent, however, that although this intelligence was being received by the CIA and other US agencies, there was a distinct lack of enthusiasm within political - as opposed to military - circles for the launch of pre-emptive strikes against either the Taliban or al-Qaeda. However, given the detailed intelligence being provided by the Russians - and the fact that bin Laden was making very clear threats to launch further strikes against US targets - it seems bizarre, to say the least, that no high-level political decision was taken to focus US intelligence efforts on al-Qaeda and its international network…” [Jane's Intelligence Digest, 5/28/2002]
Kim Jong Il and Kim Dae Jung. [Source: Encyclopedia Brittanica]President Bush meets with South Korean president Kim Dae Jung (known in the administration as KDJ), and pointedly snubs Kim in an official press conference, announcing that he has no intention of following the Clinton policy of engaging North Korea in any sort of dialogue regarding North Korea’s nuclear buildup. Kim has attempted to implement a “sunshine” policy of open negotiations with the North, including economic trade and nuclear talks, but his efforts are predicated on US support. Secretary of State Colin Powell advocates working with Kim to further implement negotiations with North Korea, but loses out (see March 7, 2001) to pressure from Vice President Dick Cheney, Defense Secretary Donald Rumsfeld, and Rumsfeld’s deputy, Paul Wolfowitz, who believe Clinton had been doing little more than appeasing a tyrant in negotiating with North Korea’s Kim Jong Il. Bush misstates the facts in the conference, saying that “we’re not certain as to whether or not they’re keeping all terms of all agreements,” when there has only been a single agreement between the US and North Korea, the 1994 agreement to freeze North Korea’s plutonium processing (see October 21, 1994). Treasury Secretary Paul O’Neill believes that the gaffe is due to Bush’s lack of understanding of the complex situation between the US, North Korea, and the US’s allies in Southeast Asia, and Bush’s failure to “do his homework” before Kim’s arrival in Washington. O’Neill attempts to salvage the situation by lauding South Korea’s superb literacy rate among its citizens, earning a look of surprise from Bush. O’Neill privately mulls over the decision-making process in the White House, with Bush damaging ten years of “delicately stitched US policy towards North Korea” in just a few minutes. [Suskind, 2004, pp. 114-115] In 2004, foreign affairs reporter Fred Kaplan will offer an explanation of Bush’s behavior. To negotiate with an “evil regime” such as North Korea’s is, in Bush’s view, “to recognize that regime, legitimize it, and—if the negotiations led to a treaty or a trade—prolong it.” Bush has already told one reporter that he “loathed” Kim Jong Il. He distrusts anyone such as KDJ who has any intention of accomodating or even negotiating with such a regime. Additionally, Bush views the South Korean leader—a democratic activist who had spent years in prison for his beliefs—with what Kaplan calls “startling contempt.” Charles “Jack” Pritchard, who had been director of the National Security Council’s Asia desk under Clinton and is now the State Department’s special North Korean envoy under Bush, will later recall, “Bush’s attitude toward KDJ was, ‘Who is this naive, old guy?’” Bush and his advisers, particularly Rumsfeld and Cheney, hope not only to isolate North Korea, but to undermine Kim Dae Jung’s regime in hopes to shake his administration and drive South Koreans to elect a conservative in the next elections. While President Bush is meeting with South Korean President Kim Dae Jung (see March 7, 2001), Secretary of State Colin Powell meets with reporters for an unusual public self-abasement. Powell admits that he misspoke the day before when he said that the US would resume negotiations between itself and North Korea (see October 2000 and Mid-January 2001). “There was some suggestion that imminent negotiations are about to begin,” Powell says. “I got a little too far forward on my skis.” [Scoblic, 2008, pp. 237]
A White House team drafts a memo to John Bridgeland, President Bush’s domestic policy adviser, arguing that Bush should renege on his campaign promise to impose limits on power plant emissions of carbon dioxide. The memo cites a December 2000 Energy Department analysis which said that implementing CO2 restrictions would undermine the economy. The memo suggests that Bush acknowledge rising global temperatures, but state that “any specific policy proposals or approaches aimed at addressing global warming must await further scientific inquiry.” Not a single person on the team is a scientist. The recommendation ignores a March 7 memo written by climate experts at the Environmental Protection Agency urging the president to keep his pledge. In their memo, the EPA scientists said the Energy Department analysis was flawed. It noted that the study “was based on assumptions that do not apply” and “inflates the costs of achieving carbon dioxide reductions.” The White House team that recommends breaking the campaign pledge is made up of Cesar Conda, an adviser to Vice President Dick Cheney; Andrew Lundquist, the White House energy policy director, who later becomes an energy lobbyist; Kyle E. McSlarrow, deputy secretary of energy and former chairman of Dan Quayle’s 2000 presidential campaign; Robert C. McNally Jr., an energy and economic analyst who later becomes an investment banker; Karen Knutson, a deputy on energy policy and former Republican Senate aide; and Marcus Peacock, an analyst on science and energy issues with the Office of Management and Budget. In December 2000, the US and Russia cosponsored a United Nations Security Council resolution requiring member states to “freeze without delay” the funds of those on a list of designated terrorists. The resolution passed, and the UN and European Union (EU) release the list on this day. It contains the names of five alleged al-Qaeda leaders, including bin Laden’s security coordinator, brother-in-law, and financial handler. Yet strangely, the US itself does not freeze the assets of these five leaders, and will only so one month after 9/11 (see October 12, 2001). [United Nations, 3/8/2001; Los Angeles Times, 10/15/2001] The Guardian will report after 9/11, “Members of Congress want to know why treasury officials charged with disrupting the finances of terrorists did not follow” the UN and EU. [Guardian, 10/13/2001]
An angry and embarrassed Christine Todd Whitman, the director of the Environmental Protection Agency (EPA), storms into a breakfast meeting with Treasury Secretary Paul O’Neill, waving a letter signed by four Republican senators—Chuck Hagel (R-NE), Larry Craig (R-ID), Jesse Helms (R-NC), and Pat Roberts (R-KS). The letter says that President Bush will soon withdraw the US from the Kyoto Accords (see March 27, 2001), even though Whitman has been telling the press Bush is committed to a “multipollutant” strategy of reducing CO2 and other emissions. Worse, Bush is going to renege on his promise to reduce C02 emissions (see September 29, 2000). O’Neill, who is until now unaware of the backchannel discussions about the administration’s environmental policy, is suspicious of the tone and language of the letter, which was faxed from Hagel’s office two days before. It sounds, he later writes, as if it came “right out of Dick Cheney’s mouth” (see March 1, 2001). O’Neill will later learn that Hagel and Cheney had been working for days to reverse Bush’s course on carbon dioxide caps, and in the process undermine Whitman (see March 8, 2001 and March 13, 2001). Reflecting in 2009 on the Bush administration’s withdrawal from negotiations with North Korea (see March 7, 2001), Germany’s then-Foreign Minister and Vice Chancellor Joschka Fischer will draw a stark parallel between the Bush administration’s approach towards foreign affairs and the methodologies used by the Clinton administration: “During the Kosovo war we had developed a format which was, I think, one of the cheapest models for policy coordinating in the interests of the US. [Secretary of State] Madeleine Albright was in the driver’s seat, and the four European foreign ministers discussed with her on a daily basis how the war develops and so on. This was UK, France, Italy, and Germany, together with the US, on the phone. We continued after the war, not every day, but this was the format, to discuss problems and understand the positions. And suddenly it stopped. We had very, very few—I don’t know, two or three times. Only for a very short period when Colin [Powell] came in, and then it stopped, because the new administration was not interested any longer in a multilateral coordination.” Canada’s then-Foreign Minister Bill Graham will add his own reflections about the Bush administration’s foreign policy as implemented by Defense Secretary Donald Rumsfeld: “[H]e was terribly determined to have his way; there was no question about that.… Mr. Rumsfeld was not about listening and being cooperative. Mr. Rumsfeld was about getting the way of the United States, and don’t get in my way or my juggernaut will run over you.” [Vanity Fair, 2/2009]
Conservative radio talk show host Glenn Beck tells his listeners that he would like to beat Democratic Representative Charles Rangel (D-NY) to death with a shovel. Apparently the segment is intended to be comedic; it is backed with loud heavy metal music and at the beginning Beck pretends to be screaming irrationally into the microphone. “I’ve been sitting here for the last few minutes trying to come up with a list of people I want to kill with a shovel,” he says. “People I’d like to whack over the head with a shovel.… How many people have I said, ‘Let’s kill with a shovel,’ huh? How many people have I said, ‘Let’s line ‘em up and shoot ‘em in the head!’ I think quite a few.” Beck says it seems to him like only “extremists” who say outrageous and controversial things “can get any face time on television,” and goes on to list liberals such as Rangel and civil rights leader Jesse Jackson. “There’s where we start. Charles Rangel.” He goes on to play a previously prepared voiceover by a narrator, saying, “And now, ‘People we’d like to beat to death with a shovel.’” Beck says, “Charlie Rangel.” After a moment, a “clanging” sound effect plays, and Beck continues: “See, I feel better already. There is a time for everything, for every season there is a purpose. And let me tell you baby, today, the season is, clubbing people over the head with shovels.” [Media Matters, 3/9/2001]
Neoconservative journalist Lawrence Kaplan argues that the US must withdraw from the 1972 Anti-Ballistic Missile Treaty (see May 26, 1972) and immediately begin development of a new missile defense system (see March 23, 1983 and January 29, 1991). “[M]issile defense is about preserving America’s ability to wield power abroad,” Kaplan writes. “It’s not about defense. It’s about offense. And that’s exactly why we need it.” [Scoblic, 2008, pp. 176]
In a letter to Sen. Chuck Hagel (R-Neb), President Bush says that his administration will not support a mandatory reduction in carbon dioxide emissions from power plants. In doing so, Bush is backing away from his campaign promise to impose emissions caps for “four main pollutants: sulfur dioxide, nitrogen oxide, mercury and carbon dioxide.” In his letter, Bush says that carbon dioxide is not classified as a pollutant under the Clean Air Act (in fact, it is [US Law Title 42 Chapter 85, Sections 7403(g)] ) and that a recent Department of Energy review had found a mandatory reduction in greenhouse gas emissions “would lead to an even more dramatic shift from coal to natural gas for electric power generation and significantly higher electricity prices compared to scenarios in which only sulfur dioxide and nitrogen oxides were reduced.… This is important new information that warrants a reevaluation, especially at a time of rising energy prices and a serious energy shortage.” [CNN, 3/14/2001; Philadelphia Inquirer, 3/14/2001; US President, 3/19/2001 ]
Disturbed by President Bush’s impending reversal of his pledge to cap carbon dioxide emissions (see September 29, 2000), Environmental Protection Agency head Christine Todd Whitman meets with Bush to attempt to change his mind. But Bush cuts her off: “Christine, I’ve already made my decision.” He says he has written a letter to Senator Chuck Hagel (R-NE—see March 13, 2001). Notably, as Whitman is leaving the Oval Office, she sees Vice President Cheney pick up the letter to Hagel from a secretary (see March 8, 2001). That same day, Cheney meets with Hagel and then addresses the Senate Republican Conference, announcing to that body that the administration no longer supports carbon dioxide caps. Treasury Secretary Paul O’Neill later calls Cheney’s actions “a clean kill,” reminiscent of the bureaucratic manipulations Cheney had become so good at during the Nixon and Ford administrations. Authors Lou Dubose and Jake Bernstein sum up Cheney’s modus operandi: “No fingerprints. No accountability. Cheney collaborated with four senators who were working against White House policy, then persuaded the president to join them.” [Dubose and Bernstein, 2006, pp. 20]
Secretary of Defense Donald Rumsfeld sends members of the Joint Chiefs of Staff a copy of the foreword to a book, which discusses the US government failures that led to the Japanese attack on Pearl Harbor, Hawaii, in 1941. Rumsfeld sends a memo to the chairman, vice chairman, and the other members of the Joint Chiefs of Staff, in which he refers to a discussion about intelligence that was held on the previous day. He attaches to it a copy of the foreword to Roberta Wohlstetter’s 1962 book, Pearl Harbor: Warning and Decision, written by the Harvard economist Thomas Schelling. He writes in the memo, “I think you will find [Schelling’s foreword] worth reading.” [Donald Rumsfeld, 3/14/2001 ; New York Times, 3/27/2014] In the foreword, Schelling wrote that in order to prepare for the next crisis, the US military needs to avoid thinking that the most familiar threat is also the most likely one. [Associated Press, 5/24/2001] Rumsfeld will write in his 2011 memoir that he considers Schelling’s message to be, “We needed to prepare for the likelihood that we would be attacked by an unanticipated foe in ways that we may not imagine.” [Rumsfeld, 2011, pp. xv] Rumsfeld “routinely handed out or recommended” Wohlstetter’s book about the attack on Pearl Harbor in the eight months before 9/11 and “particularly recommended the foreword, written by Thomas Schelling,” according to journalist and author Bob Woodward. [Woodward, 2002, pp. 22] He will give copies of Schelling’s foreword to members of the House Armed Services Committee when he meets with them on May 23 (see May 23-24, 2001). During a meeting with President Bush, Saudi Prince Bandar expresses concern about the US’s continuing patrolling of the “no-fly zone” in Iraq. The prince complains that it is “costing us militarily, financially, but much more importantly politically,” and adds that “it is not hurting Saddam Hussein.” Bush seems to agree. “If there is any military action, then it has to be decisive. That can finalize the issue,” Bush says. “The Iraqi opposition is useless and not effective.” [Risen, 2006, pp. 183-184]
Majed Moqed. [Source: FBI]9/11 hijackers Ahmed Alghamdi, Majed Moqed, Hani Hanjour, and Nawaf Alhazmi stay for four days in the Fairfield Motor Inn, Fairfield, Connecticut. They meet with Eyad Alrababah, a Jordanian living in Bridgeport, who has been charged with providing false identification to at least 50 illegal aliens. This meeting takes place about six weeks before the FBI says Moqed and Alghamdi enter the US. [Associated Press, 3/6/2002; US Congress, 9/26/2002] Alrababah also helps Alhamzi and Hanjour rent an apartment in Virginia (see Early April-Early May, 2001).
New Mexico’s state legislature passes Senate Bill 204, which revokes the state’s lifetime ban on convicted felons exercising the right to vote. Before the passage of the bill, a New Mexico citizen convicted of a felony could never vote again. Under the new law, ex-felons who have completed their sentences, as well as offenders who have completed probation or parole, are automatically allowed to register to vote. No application process is enacted. This law reinstates the rights of some 50,000 New Mexico citizens to vote. [New Mexico Legislature, 2001 ; ProCon, 10/19/2010]
US Attorney Alejandro N. Mayorkas, who serves the Southern District of California, announces he is stepping down as of April 20. Mayorkas is one of the small number of US Attorneys allowed to keep his position for any length of time after President Bush took office in January (see January 2001). Mayorkas, a Democrat, was appointed during the Clinton administration. He says he is responsible for President Clinton issuing the controversial pardon of convicted cocaine dealer Carlos Vignali Jr.; Mayorkas says he asked the White House to consider the pardon because of his compassion for Vignali’s family. Mayorkas has been US Attorney for something over two years, and supervises the largest US Attorney’s office in the nation. He emphasized the prosecution of hate crimes, environmental crimes, and consumer fraud during his tenure, and won plaudits for his successful prosecution of spree killer Buford Furrow, a white supremacist who killed a Filipino-American and shot four people at a Jewish community center (see August 10, 1999). The Justice Department says there is an extra issue with naming Mayorkas’s replacement. Traditionally, the home-state senators make a list of potential nominees for the president to choose from, but both senators from California are Democrats, as is the governor. Congressional Republicans may be asked to come up with a list. Attorney General John Ashcroft will name an interim prosecutor, or prosecutors, to serve in Mayorkas’s stead for up to 120 days. If no one is confirmed in that time, the US District Court has the authority to name a replacement. [Los Angeles Times, 3/16/2001] Former judge Carol Lam will be named as Mayorkas’s replacement (see November 8, 2002). Mayorkas will eventually become the head of the United States Citizenship and Immigration Services (USCIS). [United States Citizenship and Immigration Services, 8/24/2012]
Joseph Kelliher, a top political appointee on Vice President Cheney’s energy task force (see January 29, 2001) e-mails natural gas executive Dana Contratto with the following question: “If you were King or Il Duce, what would you include in a national [energy] policy, especially with respect to natural gas issues?” The e-mail is never intended to become public knowledge. Kelliher will later become President Bush’s appointee to head the Federal Energy Regulatory Commission (FERC). [Savage, 2007, pp. 86]
Margaret E. Curran announces that she will remain as US Attorney for Rhode Island for the foreseeable future. She is one of a very small number of US Attorneys retained by the Bush administration after President Bush took office in January 2001 (see January 2001). Curran was recommended for retention by Senator Lincoln Chafee (R-RI). Curran says she is looking forward to “continuing in all of the pending investigations and prosecutions” under way by her office. Chafee called Curran a prosecutor of tremendous “integrity, intelligence, balanced judgment, and outstanding legal skills,” and noted that a large corruption case in Providence, “Operation Plunder Dome,” is still ongoing and needs Curran to continue steering it. Almost all of the 93 US Attorneys appointed by the Clinton administration have been informed that they should resign by June 30. [Providence Journal, 3/19/2001]
Defense Secretary Donald Rumsfeld begins his vaunted transformation of the functions of the Defense Department by issuing the first in the “Anchor Chain” series of “snowflakes,” or unsigned memos from Rumsfeld. The memos are written by Rumsfeld and annotated and edited by, among others, Rumsfeld’s personal assistant Stephen Cambone, and Deputy Defense Secretary Paul Wolfowitz. The first memo is a sprawling, overarching combination of mission statement, fix-it lists, and complaints, reflective both of Rumsfeld’s sincere ambitions to cut through the bloated and unresponsive military bureaucracy, and his more personal desire to run the US military from his office. Rumsfeld fells that congressional oversight cripples the ability of the military to spend what it needs to on getting buildings built and weapons systems constructed. He complains that talented officers skip from one assignment to another every two years or so, too fast to “learn from their own mistakes.” He complains that the military “mindlessly use[s] the failed Soviet model: centralized government systems for housing, commissaries, healthcare and education, rather than using the private sector competitive models that are the envy of the world.” This apparently is the origin of the “privitization” of the military’s logistical systems that will come to fruition with Halliburton, Bechtel, and other private corporations providing everything from meals to housing for military personnel both in Iraq and in the US. Forgetting, or ignoring, the fact that the Defense Department has repeatedly demonstrated that it will squander billions if left to its own devices, he complains that Congressional oversight so hampers the department’s functions that the Defense Department “no longer has the authority to conduct the business of the Department. The maze of constraints on the Department force it to operate in a manner that is so slow, so ponderous, and so inefficient that whatever it ultimately does will inevitably be a decade or so late.” Without transforming the relationship between the Defense Department and Congress, he writes, “the transformation of our armed forces is not possible.”[O]ur job, therefore, is to work together to sharpen the sword that the next president will wield. [Source: Libertarian Republican (.com)]Former investigative reporter Jayna Davis, who once worked for KFOR-TV in Oklahoma City, tells Fox News’s Bill O’Reilly she has amassed evidence that she says proves Osama bin Laden was behind the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995). Former Army soldier Timothy McVeigh is awaiting execution for carrying out the bombing (see June 2, 1997 and June 11-13, 1997). Davis says that she attempted to give her evidence, comprised of court records, 24 witness statements, and reports from law enforcement, intelligence, and terror experts, to the FBI, which she says refused to accept the material. Davis says the FBI is involved in an elaborate conspiracy to conceal the existence of a Middle Eastern terror cell that carried out the bombing; law enforcement authorities have long dismissed the idea (see 10:00 a.m. April 19, 1995 and After) that the bombing was carried out by anyone other than McVeigh and his accomplice Terry Nichols (see December 23, 1997 and June 4, 1998). According to Davis’s version of events, a Middle Eastern terror cell was operating only blocks away from the Murrah Federal Building, the site of the bombing, and an Iraqi national who formerly served in Saddam Hussein’s Republican Guard was in contact with McVeigh on the day of the bombing. It was the Iraqi, not McVeigh, she says, who drove the Ryder truck containing the bomb to the federal building; he fled in a brown Chevrolet pickup truck. Davis says in the minutes after the bombing, an all-points bulletin was issued for the Iraqi, but it was inexplicably withdrawn shortly thereafter. Davis says the conspiracy consists of McVeigh, Nichols, and at least seven Middle Eastern men, with bin Laden masterminding the operation. “The evidence we have gathered definitely implicates McVeigh and Nichols,” she says. “I want to make that very clear. They were in it up to their eyeballs.” Of the FBI’s refusal to consider her evidence, she tells O’Reilly: “I was flabbergasted. I am unable to imagine any reason they would not accept it.” [WorldNetDaily, 3/21/2001]

The BP representatives are part of a group of officials from some 20 different oil and drilling companies and organizations to meet with Cheney’s task force in March and April. The other organizations include the National Mining Association, the Interstate Natural Gas Association of America, and the American Petroleum Institute. The names of the various officials, executives, lobbyists, and representatives who meet with the task force will not be released until 2007 (see July 18, 2007). In November 2005, BP America CEO Ross Pillari will testify in a Senate hearing that he does not know about any such meetings (see November 16, 2005). Senators John Breaux (R-LA) and James Inhofe (R-OK) send a letter to Vice President Dick Cheney asking him, in his capacity as chairman of the National Energy Policy Development Group, to order the suspension of the Environmental Protection Agency’s enforcement of the New Source Review (NSR) section of the Clean Air Act. The senators say utility companies are confused about NSR rules and that the EPA should clarify how it interprets new source reviews. They also asks Cheney to suspend current litigation efforts against several utility companies that were initiated under the Clinton administration (see November 3, 1999). The senators claim that the suits are undermining energy production. [Inhofe, 3/23/2001; Reuters, 3/30/2001]
9/11 hijacker Nawaf Alhazmi purchases a World aeronautical chart covering the northeastern United States from a store in Phoenix, Arizona. In addition, he purchases a National Geographic road atlas, a Unique Media map of the US, and a Unique Media map of New York City. He also purchases flight deck videos around this time (see November 5, 2000-June 20, 2001). [US District Court for the Eastern District of Virginia, Alexandria Division, 7/31/2006, pp. 31 ] Alhazmi is living with hijacker Hani Hanjour, who is in pilot training (see January-February 2001 and February 8-March 12, 2001). Alhazmi also says he is learning to be a pilot at this time (see (December 2000-January 2001)).
The US government is considering reopening Pennsylvania Avenue in front of the White House, which had been closed because of security concerns. But counterterrorism “tsar” Richard Clarke warns National Security Adviser Rice that terrorists could easily drive a truck bomb, which he calls their “weapon of choice,” right into the White House. While discussing this, Clarke tells Rice that he thinks there are terrorist cells within the US, including al-Qaeda cells. [9/11 Commission, 7/24/2004, pp. 255]

[Source: Fox News]The Office of National Drug Control Policy issues a National Security Alert describing “apparent attempts by Israeli nationals to learn about government personnel and office layouts.” This later becomes known through a leaked DEA document called “Suspicious Activities Involving Israeli Art Students at DEA Facilities.” A crackdown ensues and by June, around 120 Israelis are apprehended. More are apprehended later. [Drug Enforcement Agency, 6/2001]
Stephen Jones, who represented convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997), says in an op-ed for the Daily Oklahoman he is willing to testify under oath that McVeigh did not act alone in the bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995). During McVeigh’s trial, Jones insisted that there was evidence of a larger conspiracy, perhaps involving domestic far-right militia groups and perhaps Islamist radicals. Jones says he is willing to testify on behalf of Terry Nichols, McVeigh’s accomplice (see December 23, 1997 and June 4, 1998), who is facing 160 counts of murder in an Oklahoma state court (see September 5, 2001). Jones refuses to say whether either McVeigh or Nichols were actually involved in the conspiracy, stating: “At this point, it’s not appropriate for me to name names or to go into detail in the media. There are pending proceedings.” However, he tells a reporter for The Oklahoman, “If McVeigh is saying he acted alone, that is inconsistent with what he told me.” Any such claim of sole responsibility, Jones says, would be inconsistent with his understanding of the case “and certainly contrary to many statements Tim McVeigh made to me while I was his attorney.” Such a claim, he says, “would be nothing more than an effort to obstruct justice in pending judicial proceedings.… If I remain silent, my silence could be taken… as condoning what he has said and I can’t do that.” Jones says his possible testimony would not violate attorney-client privilege, as he no longer represents McVeigh; moreover, Jones says, McVeigh gave up attorney-client privilege when he attacked Jones in a lawsuit last year (see August 14-27, 1997). EPA administrator Christie Todd Whitman tells reporters that the Bush administration has “no interest in implementing” the Kyoto Protocol. [BBC, 3/28/2001; Associated Press, 3/28/2001; Environmental News Network, 3/28/2001; CBS News, 3/28/2001; CNN, 3/29/2001] The treaty would require 39 industrialized nations to cut emissions of six greenhouse gases—carbon dioxide (CO2), methane, nitrous oxide, hydrofluorocarbons, perfluorocarbons and sulphur hexafluoride—to an average of 5.2 percent below 1990 levels by the period 2008-2012. The US would be required to reduce its emissions by about 7 percent. The protocol will not go into effect until it has been ratified by countries that were responsible for at least 55 percent of the world’s carbon emissions in 1990. [BBC, 3/29/2001; BBC, 9/29/2001] The United States is the world’s largest polluter and therefore its refusal to support the treaty represents a significant setback. In 1990, the US was responsible for 36.1 percent of greenhouse emissions. [BBC, 6/4/2004] The Bush administration complains that the treaty would harm US economic interests and that it unfairly puts too much of the burden on industrialized nations while not seeking to limit pollution from developing nations. Some commentators react swiftly and angrily to the US’s abrupt withdrawal from the Kyoto Protocols (see March 27, 2001). “China can’t accept any attempt to violate the principles of the convention and eliminate the protocol,” says a spokesman for the Chinese Foreign Ministry. “It is totally groundless to refuse the ratification of the Kyoto Protocol on the excuse that developing countries such as China have not shouldered their responsibility.” British journalist Charles Secrett shows how responsible the US is for the environmental depredations Kyoto attempts to repair: “The US, with 5 percent of the world’s population, emits almost a quarter of the world’s carbon dioxide, the main climate-changing gas. It promised to cut emissions by 7 percent over 1990 levels by 2012 at the latest, but its emissions in fact rose by more than 10 percent between 1990 and 2000. Bush’s campaign for the US presidency was backed by major oil giants, including Exxon, which also led the campaign in the US against the Kyoto treaty.” Fellow British journalist Ed Vulliamy adds: “The story behind the singular determination of Bush to fly in the face of world opinion, the sentiments of most Americans, and even many in his own government reveals adherence to ideological rigor and a payment of debts to the business interests that helped him to the White House—above all, oil and coal. Oil runs through every sinew and vein of the Bush administration; rarely, if ever, has a Western government been so intimately entwined with a single industry.” [Carter, 2004, pp. 270-271]
Esquire Magazine publishes a number of letters written by convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) to Phil Bacharach, a former reporter for the Oklahoma Gazette. Most of the material in the letters is trivial, with McVeigh joking about his favorite television shows and complaining about conditions in his cell, but at least one letter touches on his anger about the children who died in the Branch Davidian debacle (see April 19, 1993 and April 19, 1993 and After). Nowhere in the letters does he discuss the bombing that killed 168 people, including 19 children. Bacharach, who now works as press secretary for Governor Frank Keating (R-OK), corresponded with McVeigh for two years before joining Keating’s staff, when the letter exchanges were terminated. Bacharach says that anyone looking for answers regarding the bombing will not find them in the letters. “It is beyond me to reconcile the Timothy McVeigh who murdered 168 people with the writer of these letters,” he writes. “True, this correspondence offers only a small window through which to look. I do know one thing: In the written word, at least, he has not a whisper of conscience.” The letters were written while McVeigh was incarcerated at a “supermax” penitentiary in Florence, Colorado; he now awaits execution in a federal prison in Indiana. According to the letters, McVeigh is fond of The Simpsons, King of the Hill, and Star Trek, and was not happy when he was moved from the cell he kept spotlessly clean to a cell “brutally thrashed by a pig inmate,” a leader of the Latin Kings street gang. He mocks Oklahoma County District Attorney Bob Macy, who had promised to try McVeigh on 160 state counts of murder, calling him “Bozo” and “a punk.” He calls the FBI “wizards at propaganda” who manipulated the facts of the Branch Davidian tragedy. A letter from November 26, 1996 sheds some light on McVeigh’s feelings about the Davidian tragedy, and may help explain his rationale for the bombing. In that letter, he wrote: “The public never saw the Davidians’ home video of their cute babies, adorable children, loving mothers, or protective fathers. Nor did they see pictures of the charred remains of children’s bodies. Therefore, they didn’t care when these families died a slow, tortuous death at the hands of the FBI.” Bacharach says it was an unwritten rule between them that they not discuss the bombing. Bacharach says in the letter exchange, he hoped to understand “what made a person who didn’t seem like evil-incarnate commit that evil act.” That never happened, he writes. “It is this fact—that he was not dead behind the eyes, a sheer lunatic—that troubles me the most. He didn’t have the right to be normal, glib, and pleasant, I thought. He owed the dead of Oklahoma City the decency of at least showing his evil.” [Associated Press, 3/27/2001]
Mary Schneider, a veteran Immigration and Naturalization Service (INS) employee in Orlando, Florida, writes to Attorney General John Ashcroft to warn that a ring of corrupt INS officers is taking bribes from illegal Moroccan and Egyptian immigrants. She is concerned some of these illegal aliens let into the country could have ties to terrorist organizations, and calls for an investigation. Schneider started complaining to her supervisors in 1998 and claims she was retaliated against by management. In May 1999, she wrote to the FBI’s anti-terrorism joint task force in New York to warn of the possible terrorist ties of some of the illegal immigrants allowed into the country by her office. She says some of them could be linked to Ihab Ali Nawawi, an Orlando taxi driver arrested in 1999 for his ties to Osama bin Laden (see May 18, 1999). It is not known what actions, if any, were taken as a result of her warnings. [New Times Broward-Palm Beach, 11/8/2001]
FBI agent Danny Defenbaugh, the lead investigator in the 1995 Oklahoma City bombing case (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and After 9:02 a.m., April 19, 1995), tells a CNN reporter that convicted bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) was planning subsequent attacks to follow the first bombing. He also says that there was no way McVeigh could not have known that his target, the Murrah Federal Building, had children inside. “There were other federal buildings that were mentioned,” Defenbaugh says, referring to potential targets in Dallas and Omaha. The FBI, after finding some of the storage units McVeigh and his co-conspirator Terry Nichols (see December 23, 1997 and June 4, 1998) used to store explosives, conducted an intensive search for other stores of explosives. “We sent out within two weeks of that letters to every storage facility in the United States,” he says, but notes that nothing turned up. “It was, and still is, probably the largest, most labor-intensive investigation ever conducted by the FBI.” As for the children being in the building, Defenbaugh says, “No matter what and how you go by that building, if you look at the building, you’re going to see all the little cut-out hands, all the little apples and flowers showing that there’s a kindergarten there—that there are children in that building.” Defenbaugh says the most frequent question he hears is whether others were involved in the conspiracy, usually referring to the now-infamous “John Doe No. 2” (see April 20, 1995, April 21, 1995, April 29, 1995, and June 14, 1995). Defenbaugh says that security camera footage from a McDonald’s (see 3:00 - 5:00 p.m. April 17, 1995) indicates that McVeigh carried out the bombing by himself. “There was no one else who came in [to the restaurant] with him, who was involved with him, who sat with him, who talked with him, who left with him, no indication whatsoever that there was anyone else,” he says. Defenbaugh notes that McVeigh is a pariah, even to anti-government militia groups, saying: “He’s not a martyr. He’s a cold-blooded killer.” [CNN, 3/28/2001]
The Christian Defense Coalition (CDC) urges the Bush administration to show “restraint” in its handling of the arrest of accused murderer James Kopp, whose anti-abortion beliefs triggered his shooting of Dr. Barnett Slepian (see March 29, 2001). The CDC says that the “vast majority of the pro-life community” condemns violence against abortion doctors such as Slepian, and urges Attorney General John Ashcroft and the Department of Justice “not to use this episode to harass and intimidate the pro-life movement as the Clinton administration did” (see May 1994 and January 1996), and makes the same request of pro-choice organizations. The CDC also urges the general public to remember that Kopp is “innocent until proven guilty.” [Christian Defense Coalition, 3/29/2001]
French authorities arrest anti-abortion advocate James Kopp, who is wanted for the 1998 murder of Dr. Barnett Slepian (see October 23, 1998). The FBI and other law enforcement agencies have been hunting for Kopp since the murder, and tracked him through a Brooklyn couple, Dennis Malvasi and his wife Loretta Marra, who are arrested for conspiring to aid and abet Slepian’s murder. (Malvasi has been convicted of bombing an abortion clinic; Marra and Kopp have been arrested together at a number of anti-abortion protests.) Shortly after Slepian’s murder, the FBI found Kopp’s sniper rifle buried behind Slepian’s home; investigators also found Kopp’s automobile in a suburb of Slepian’s home town of Amherst. Currently Kopp is being held in Rennes, where he is refusing to answer questions; French authorities have not yet decided whether to extradite him, as French law precludes extradition of anyone who may face the death penalty. In March, the FBI learned that Kopp was living in Ireland under a series of false identities and surviving by doing menial labor. In mid-March, Kopp fled Ireland on a ferry that took him to Brittany, a rural French province. It is there that he is arrested, in the medieval Breton town of Dinan. Kopp is also wanted for three non-fatal shooting ambushes of doctors in Canada and in Rochester, New York. [Guardian, 4/1/2001; National Abortion Federation, 2010]
Help from Irish Anti-Abortion Groups - Irish pro-life groups deny helping Kopp, but an FBI spokesman says, “He did not leave the US without assistance, and he did not remain a fugitive without assistance.” Later evidence will show that Kopp was assisted by American and Irish anti-abortion advocates in Ireland, many of whom are affiliated with the right-wing breakaway Catholic sect headed by excommunicated Archbishop Marcel Lefebvre. In 2001, The Nation will observe, “In the last half-decade US antiabortion campaigners have moved on Ireland in a big way, introducing a militancy previously unknown there.” [Nation, 4/23/2001; National Abortion Federation, 2010]
Pro-Choice Spokesman: Kopp Part of a Larger Conspiracy - National Abortion Federation head Vicki Saporta says in a statement: “The arrest of James Kopp could potentially be the greatest advance in the effort to end violence against abortion providers in this country and in Canada. Law enforcement officials are now uncovering what we have been asserting for years: the existence of an organized network of anti-choice extremists who assist terrorists in carrying out acts of violence against abortion providers.… The Army of God (see 1982) has in large part been responsible for the reign of terror against abortion providers in the last decade. This is the best opportunity we’ve had to finally identify, expose, and prosecute those individuals who are part of this extreme network.… We have been collecting statistics on violence against abortion providers for more than 20 years, and we know that there are individuals who provide money, safe houses, and other support to those who have committed acts of terrorism against abortion providers. These terrorists do not work alone, and we now have an important opportunity to reduce the violence and harassment that abortion providers in this country face on a daily basis.… Now is the time to uncover the ring of extremists who are part of the Army of God and reduce the violence against abortion providers once and for all.” [National Abortion Federation, 3/30/2001]
Confession and Conviction - Kopp will be extradited over a year later (see June 5, 2002 and After). He will confess to the murder shortly afterward (see November 21, 2002) and will be pronounced guilty in 2003 (see March 17-18, 2003).
The people who died in the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995), even the children and babies, were merely “collateral damage,” according to Timothy McVeigh, who is awaiting execution for his role in the bombing (see June 2, 1997 and June 11-13, 1997). McVeigh admitted to his participation in the bombing to two Buffalo News reporters, Lou Michel and Dan Herbeck, who wrote the book American Terrorist: Timothy McVeigh and the Oklahoma City Bombing. The book is due to be published within days. “I understand what they felt in Oklahoma City,” McVeigh told the authors. “I have no sympathy for them.” The authors quote McVeigh as saying: “I recognized beforehand that someone might be bringing their kid to work. However, if I had known there was an entire day care center, it might have given me pause to switch targets. That’s a large amount of collateral damage.” CNN reported that according to Danny Defenbaugh, the FBI’s lead investigator in the case, there was no doubt that McVeigh knew there would be children among his victims (see March 28, 2001). In an ABC News interview, the authors say that McVeigh “never expressed one ounce of remorse” for his victims in their interviews with him, though they witnessed him become emotional over his remembrance of killing a gopher. According to the authors, McVeigh regrets only that the deaths of the children detracted from his message about the Ruby Ridge (see August 31, 1992 and August 21-31, 1992) and Waco (see August 31, 1992 and August 21-31, 1992) debacles. McVeigh told the authors, using a reference to the song “Dirty for Dirty” by Bad Company: “What the US government did at Waco and Ruby Ridge was dirty. I gave dirty back to them at Oklahoma City.” The authors note that McVeigh said the triggering event for him was the government’s ban on some types of assault weapons (see September 13, 1994): when that happened, McVeigh told them, “I snapped.” Dr. John Smith, a psychiatrist who evaluated McVeigh, asked McVeigh why he continued with the bombing even though he knew children were in the building. “[H]e said, ‘One, the date was too important to put off,’” Smith says, noting that the date of the bombing, April 19, was the two-year anniversary of the Branch Davidian debacle, “and he went into a tirade about all the children killed at Waco.” According to Michel and Herbeck, McVeigh told them he alone planned the bombing, and when his accomplice Terry Nichols (see December 23, 1997 and June 4, 1998) began to show reluctance in continuing (see March 1995 and March 31 - April 12, 1995), he forced him to keep working with him by threatening his family (legal sources dispute that claim, noting that Nichols never raised the idea of coercion in his defense). McVeigh denied that anyone else took part in the bombing, quoting a line from the movie A Few Good Men: “You can’t handle the truth.” McVeigh continued, “Because the truth is, I blew up the Murrah Building, and isn’t it kind of scary that one man could wreak this kind of hell?” He also told the authors that he was disappointed the building did not come down entirely, saying: “Damn, I didn’t knock the building down. I didn’t take it down.” McVeigh told the authors he knew he would get caught and even anticipated execution as a form of “state-assisted suicide.” Yet he worried initially about snipers as he was being charged. “He was ready to die but not at that moment—he wanted to make sure that his full message got out first,” Herbeck says. National Public Radio airs a profile of the documentary, featuring an interview with the film’s producers, Marc Levin, Daphne Pinkerson, and Daniel Voll. According to Voll, the film focuses on three members of the “Army of God”: young recruit Jonathan O’Toole, who says he was looking for the most “radical” and “terroristic” anti-abortion group he could find; Neal Horsley, who runs an anti-abortion Web site; and long-haul trucker Bob Lokey, who recruits new members.
'Violent Fringe' of Anti-Abortion Opposition - Voll describes the three as part of the “violent fringe” of anti-abortion opposition: “These are the guys on the ground who are—whatever the words that politicians and other leaders of these cultural wars can put out there, these are the men who hear them and feel emboldened by them, who feel encouraged by each other, and they are every day praying for God’s will in their life.” Another unidentified man says: “Anybody who raises a weapon up against these people who are slaughtering these babies, before God and the entire world, right now I say you are doing God’s own work. And may the power of God be with you as you aim that rifle. You’re squeezing that trigger for Almighty God.” In the documentary, an unidentified anti-abortion activist says: “There are people in this world right now who are looking for directions on what do we do. Well, we end abortion on demand by the most direct means available to us. So stop the abortion with a bullet, if that’s what it takes. Stop it with a bomb, if that’ s what it takes. You stop abortion on demand. Don’t let it go any farther.” O’Toole says that the “next step is to arm ourselves in a militia, a real militia that has the power to resist the federal government.” Pinkerson says that O’Toole, who was 19 when he joined the Army of God, found Horsley on the Internet through Horsley’s Web site, “The Nuremberg Files,” which lists doctors who perform abortions (see January 1997). O’Toole became Horsley’s assistant, and through him met Lokey, who runs a Web site called “Save the Babies.” In the film, O’Toole, whom the producers speculate may eventually become an assassin of abortion providers, says that because of America’s legalization of abortion, the country has become like “Nazi Germany. It’s like you’ve got concentration camps around you.” Levin notes that filmed conversations between Horsley and Lokey show that many in the movement feel threatened by the concept of women’s equality, and blame men’s failure to exert “dominion” over women as part of the reason why the US legalized abortion. Opposition to Homosexuality - Horsley draws a connection between the organization’s opposition to abortion and the American citizenry’s supposed opposition to homosexuality, saying: “If the American people woke up, and realized that they had to choose between legalized abortion, legalized homosexuality, and legalized all the rest of the desecration or civil war which would cause the rivers to run red with blood—hey, you know we will see legalized abortion go like that! We’ll see legalized homosexuality go like that! Because the American people are not willing to die for homosexuals.”
Bringing Bomb-Making Materials to Washington - The film also shows Lokey bragging to convicted clinic bomber Michael Bray (see September 1994) that he has just trucked 45,000 pounds of ammonium nitrate, a substance that can be used to make “fertilizer bombs” similar to the one that destroyed an Oklahoma City federal building (see 8:35 a.m. - 9:02 a.m. April 19, 1995), into Washington, DC.
Anti-Abortion Opposition Part of an 'Apocalyptic' Death Struggle - Author and reporter Frederick Clarkson writes: “At once shocking, compelling, and beautifully made, the film is essentially the national television debut for the aboveground spokesmen and spokeswomen of the Army of God.… Horsley and others are quite clear in their public statements and their writings that the attacks on clinics and the murders of doctors are but warning shots in what they envision as an epochal, even an apocalyptic struggle at hand. Either Americans conform to their view of God’s laws, or there will be a blood bath, they say. And there is no evidence that they are anything but dead serious.” [Womens eNews, 3/30/2001]

The CIA issues repeated warnings that al-Qaeda leader Abu Zubaida may be planning an attack for the near future. One report cites a source indicating an attack on Israel, Saudi Arabia, or India. At this time, the CIA believes Zubaida was a major figure in the Millennium plots (see May 30, 2001). Counterterrorism “tsar” Richard Clarke relays these reports to National Security Adviser Rice. The fighter crashes, killing the pilot; the EP-3 makes an emergency landing at a Chinese air base on China’s Hainan Island, a landing described as illegal by Chinese officials. 24 American crewmen—including three women and eight code-breakers—are taken into custody by the Chinese. The incident is the Bush administration’s first real foreign-policy crisis. [CNN, 4/2001; BBC, 4/5/2001] The precise location of the US plane is in dispute, with US officials saying that the plane was in international airspace when the collision occurred, and Chinese officials saying that the aircraft was over Chinese airspace. [PBS Frontline, 10/18/2001] Some military experts say that the crash is likely the fault of the Chinese pilot, who may have been engaging in what they call a pattern of “deliberate confrontation over the South China Sea, sending its fighter jets to harass American surveillance planes in international airspace.” [Capitalism Magazine, 4/9/2001] Navy Admiral Dennis Blair, commander of the US Pacific Command, supports the experts’ opinion on the Chinese pilots’ behavior towards US aircraft, telling the press, “I must tell you though that the intercepts by Chinese fighters over the past couple months have become more aggressive to the point we felt they were endangering the safety of Chinese and American aircraft. And we launched a protest at the working level. This is not a big deal, but we went to the Chinese and said, ‘Your aircraft are not intercepting in a professional manner. There is a safety issue here.’ So, this was a pattern of what we considered to be increasingly unsafe behavior.” Aviation expert Jim Eckes concurs: “Aviation protocol demands that the quicker plane take steps to avoid the larger, slower aircraft, which in this case was the EP-3 belonging to the US.” [CNN, 4/2/2001] Senator Richard Lugar (R-IN) says that the Chinese pilot who died in the collision, Wang Wei, was known to have challenged US surveillance planes before, but this time Wei—who apparently died when he ejected from his aircraft and was pulled into the EP-3’s propellers—“exceeded his grasp.” The Chinese have a different story: “the immediate cause of the collision was the violation of flight rules by the US plane which made a sudden and big movement to veer towards the Chinese plane,” according to a Defense Ministry spokesman. “The US plane’s nose and left wing rammed the tail of one of the Chinese planes causing it to lose control and plunge into the sea.” Analysts from Jane’s Defense say that two Chinese F8 fighter planes “hemmed in” the larger, slower EP-3 in an attempt to make it change course, and thereby caused the collision; one source reports that one of the Chinese fighters was actually flying directly underneath the EP-3. [BBC, 4/5/2001] The aggressive and dangerous behavior of the Chinese pilots is later confirmed by the account of the collision by the pilot of the EP-3, Lieutenant Shane Osborn, who says, “He was harassing us.…The third time he hit us, is that an accident? I don’t know. Do I think he meant to hit us? No. I don’t think he meant to have his plane cut in two and go under the ocean. But his actions were definitely threatening my crew in a very serious manner and we all saw what happened.” [PBS Frontline, 10/18/2001] Almost immediately after the EP-3 lands, Chinese troops board the plane, ignoring a Pentagon warning to stay off the plane; on April 2, US ambassador to China Joseph Prueher confirms this, saying, “There is little doubt they have been over the airplane.” The EP-3 is filled with highly classified surveillance equipment. The US initially blames China for the crash; the Chinese say the opposite. President Bush’s demands that the plane and crew be returned immediately are ignored [CNN, 4/2001; Reuters, 4/4/2001] on April 2, Prueher says, “To date, we have been granted no access to either the crew or the aircraft,” and calls the lack of access “inexplicable and unacceptable.” [CNN, 4/2/2001] On April 11, the Chinese will return the US crew to American custody, but will retain the plane until July 2001 (see April 11, 2001).
The Bush administration conducts what it calls a policy review of US relations with North Korea (see October 2000, Mid-January 2001, and March 7, 2001). The review is led by neoconservative Robert Joseph, the National Security Council’s nonproliferation director and a harsh opponent of any negotiations with North Korea. The session concludes with an impossible hybrid of new policies: a “resolve” to continue negotiations along with a set of non-negotiable demands for North Korea that Joseph and other Bush officials know that nation will refuse to accept. One example is the demand that North Korea adopt “a less threatening conventional military posture,” even though US commanders in South Korea describe the military balance between North and South as stable. The new policy also demands “improved implementation” of the 1994 Agreed Framework accord (see October 21, 1994), in essence a list of further concessions from North Korea without any concessions in return. Another demand is for “100 percent verification” of any missile deal, a practical impossibility. The policy also seems to imply that the US will no longer honor the Framework’s agreement that the US will not military threaten North Korea. President Bush does promise unspecified “reward[s]” if the North Koreans agree to his demands, but, unsurprisingly, the demands are roundly rejected. [Scoblic, 2008, pp. 237]
Randy Weaver, the white separatist who was at the heart of the 1992 Ruby Ridge standoff with the FBI (see August 31, 1992), says the reasons given by convicted Oklahoma City bomber Timothy McVeigh (see June 2, 1997 and June 11-13, 1997) for the bombing ring hollow. A book titled American Terrorist, based on prison interviews given by McVeigh to two reporters, claims that McVeigh targeted a federal building in retaliation for the Ruby Ridge (see August 21-31, 1992) and Branch Davidian (see April 19, 1993 and April 19, 1993 and After) tragedies (see March 29, 2001). Weaver is not buying it. “McVeigh took the law into his own hands,” he tells a reporter. “He had justified it in his own mind. I don’t agree with him at all. He has more anger in him than I do, and I don’t know how that could be.” Weaver’s wife and son died by FBI gunfire during the siege. A federal marshal was also killed in the standoff.
