The Justice Department advises in a set of legal memorandums that if “government officials… are contemplating procedures that may put them in violation of American statutes that prohibit torture, degrading treatment or the Geneva Conventions, they will not be responsible if it can be argued that the detainees are formally in the custody of another country.” That is because, according to one official, “It would be the responsibility of the other country.” The memos seem to suggest that top government officials may be concerned that they are in violation of international laws. One administration figure involved in discussions about the memos tells the New York Times in May 2004: “The criminal statutes only apply to American officials. The question is how involved are the American officials.” [New York Times, 5/13/2004]
An unnamed intelligence source tells reporter Thomas Ricks of the Washington Post, Defense Secretary Donald “Rumsfeld is in a death fight with [CIA Director George Tenet] to get control” of intelligence programs. Undersecretary of Defense for Intelligence Stephen Cambone has reportedly created a single office overseeing the organization, planning, and execution of military intelligence missions. Cambone also oversees assets, including one program called “Gray Fox.” This is said to be a secret intelligence organization that specializes in large-scale “deep penetration” missions overseas. It is said to specialize in tapping communications and laying the groundwork for overt military operations. The Post reports that Rumsfeld appears to be winning the turf battle. Greg Ford. [Source: Salon]At an Iraqi police station in Samarra, a town north of Baghdad, Sgt. Greg Ford witnesses soldiers repeatedly abuse detainees during interrogations. Ford, a soldier from the California National Guard, is part of a four-member team of the 223rd Military Intelligence Battalion. He sees his three fellow team members threaten prisoners with guns, stick lit cigarettes in their ears, and strangle them until they collapse. At one point he witnesses his team leader point a pistol at a detainee’s head. On another occasion, he sees one of the soldiers stand on the back of the neck of a handcuffed detainee and pull his arms until they pop out of their sockets. Sgt. Ford later recalls trying to prevent the abuse. “I had to intervene because they couldn’t keep their hands off of them. You weren’t supposed to stand on their neck or put lit cigarettes in their ears. Twice I had to pull burning cigarettes out of detainees’ ears.” In June, according to Ford, he reports the incidents to his commanding officers, but they dismiss his complaints. “Immediately, within the same conversation, the command said, ‘Nope, you’re delusional, you’re crazy, it never happened.’ They gave me 30 seconds to withdraw my request for an investigation.” But, he adds, “I stood my ground.” He is then ordered to see combat stress counselors, who send him out of Iraq. The Commander of the 223rd Military Intelligence Battalion, Lt. Col. Drew Ryan, later says, “All the allegations were found to be untrue, totally unfounded and in a number of cases completely fabricated.” [Associated Press, 6/9/2004] However, a report obtained by the New York Times details allegations of prisoner abuse in Samarra in the spring of 2003 that resemble the account by Sgt. Ford. The report says military personnel “forced into asphyxiations numerous detainees in an attempt to obtain information” over a period of 10 weeks. It concerned an official US army overview of the deaths and alleged abuse of prisoners in Iraq and Afghanistan. [Guardian, 5/26/2004]
Captured suspected “insurgents” and other militants are brought to the ultra-secret Battlefield Interrogation Facilities (BIF) in Baghdad run by Delta Force. NBC will report that “it is the scene of the most egregious violations of the Geneva Conventions in all of Iraq’s prisons.” BIF is described as a “place where the normal rules of interrogation don’t apply.” Prisoners “are kept in tiny dark cells. And in the BIF’s six interrogation rooms, Delta Force soldiers routinely drug prisoners, hold a prisoner under water until he thinks he’s drowning, or smother them almost to suffocation.” Pentagon officials will deny that prisoners held at the facility are subjected to illegal interrogation tactics. The US establishes a loose network of prisons and detention centers in Iraq where Iraqi prisoners of war are held and interrogated. Iraqis detained by Coalition Forces are usually first brought to facilities at US military compounds where they are subjected to initial and secondary interrogations, ranging from a period of one week for initial interrogations up to one month for secondary interrogations. During this period, the detainees are not permitted to contact relatives or seek legal counsel. The prisoners are then sent to one of ten major Coalition prison facilities, at which point their names and information are supposed to be entered into the Coalition’s central database. The major facilities include:

[Source: Reuters / Corbis]New York Times reporter Judith Miller is embedded with Mobile Exploitation Team Alpha (MET Alpha), a US Army unit charged with trying to find weapons of mass destruction (WMD) in Iraq. Miller had written a number of front-page Times stories before the war, strongly suggesting Iraq was pursuing WMD programs; all those stories will later be proven incorrect (see November 6-8, 2001, September 8, 2002, April 20, 2003, September 18, 2002, and July 25, 2003). Miller plays what the press will later call a “highly unusual role” with the unit. One US official will later claim that she turns the unit into a “rogue operation.” [Washington Post, 6/25/2003]
Accepting Military Restrictions - Miller accepted an unusual set of restrictions from the military in order to embed with MET Alpha. Most embedded journalists agreed not to report on forthcoming military tactics and to conceal sensitive information about troop movements and positions. Miller, on the other hand, agreed to allow the military to censor her work, and agreed not to publish items until they were approved by military officials. MET Alpha public affairs officer Eugene Pomeroy, who works closely with her, will later recall the agreement, saying that Miller helped negotiate the terms, and will recall the agreement being so sensitive that Defense Secretary Donal Rumsfeld signed off on it. According to the agreement, Pomeroy will recall: “Any articles going out had to be, well, censored. The mission contained some highly classified elements and people, what we dubbed the ‘Secret Squirrels,’ and their ‘sources and methods’ had to be protected and a war was about to start.” Miller’s copy is censored by a colonel, presumably MET Alpha commander Colonel Richard McPhee, who, according to Pomeroy, often reads her work in his sleeping bag, clutching a small flashlight between his teeth. Sometimes, while traveling with the unit, Miller wears a military uniform. [New York Magazine, 5/21/2005]
Threats and Connections - Miller, who has the reputation of being a “diva,” is friends with powerful neoconservatives such as Rumsfeld, his deputy, Paul Wolfowitz, Undersecretary of Defense for Policy Douglas Feith, Pentagon adviser Richard Perle, and other figures in the Pentagon and the Bush administration. One military officer will later claim Miller sometimes “intimidated” Army soldiers by mentioning her relationship to Rumsfeld or Feith, saying, “Essentially, she threatened them,” to get the unit to do her bidding. Another officer says Miller “was always issuing threats of either going to the New York Times or to the secretary of defense. There was nothing veiled about that threat.” This officer adds that MET Alpha “was allowed to bend the rules.” [Washington Post, 6/25/2003; New York Magazine, 5/21/2005] In 2005, reporter Franklin Foer will write: “While Miller might not have intended to march in lockstep with these hawks, she was caught up in an almost irresistible cycle. Because she kept printing the neocon party line, the neocons kept coming to her with huge stories and great quotes, constantly expanding her access.” [New York Magazine, 5/21/2005]
Miller Influences Where the Unit Will Go - On April 21, MET Alpha is ordered to withdraw to the southern Iraqi town of Talil, but Miller objects in a handwritten note to two public affairs officers. Her note says: “I see no reason for me to waste time (or MET Alpha, for that matter) in Talil.… Request permission to stay on here with colleagues at the Palestine Hotel till MET Alpha returns or order to return is rescinded. I intend to write about this decision in the [New York] Times to send a successful team back home just as progress on WMD is being made.” Miller challenges the plan to go to Talil, and takes her concerns to Major General David Petraeus, commander of the 101st Airborne. Petraeus does not have direct authority over McPhee, the commander of the 75th Exploitation Task Force, which contains the MET Alpha unit. But McPhee rescinds the withdrawal order after Petraeus advises him to do so. [Washington Post, 6/25/2003; New York Magazine, 5/21/2005]
Redirecting the Unit's Mission - Miller is also friends with Iraqi National Congress (INC) leader Ahmed Chalabi, who gave her leads for many later-debunked stories. More than half a dozen military officers will later claim that Miller acts as a go-between between Chalabi and the unit. On one occasion in April she takes some unit leaders to Chalabi’s headquarters, where the unit takes custody of Jamal Mustafa Sultan Tikriti, Saddam Hussein’s son-in-law, number 40 on the US’s most wanted list. She also sits in on his debriefing. None of the members of the unit have any experience in interrogation. Several US military officials will say they are upset that completely untrained officers led the debriefing of Tikriti. One Chalabi aide will explain why they turned Tikriti over to the MET Alpha unit instead of using the ANC’s usual contacts with the US miliary, saying, “We told Judy because we thought it was a good story.” When Miller later writes a story about Tikriti’s capture, she will claim that the handover was pure coincidence, as leaders of the unit “happened to be meeting” with Chalabi to “discuss nonproliferation issues.” One official will later complain that the unit became the “Judith Miller team” when she effectively redirected it from finding WMDs to holding and interrogating high-ranking prisoners. A military officer will later say: “This was totally out of their lane, getting involved with human intelligence.… [Miller] came in with a plan. She was leading them.… She ended up almost hijacking the mission.” A senior staff officer of the 75th Exploitation Task Force will similarly complain, “It’s impossible to exaggerate the impact she had on the mission of this unit, and not for the better.” [Washington Post, 6/25/2003]
Guarding Her Access - Pomeroy and another witness will recall Miller jealously guarding her access from other reporters. In one instance, when Washington Post reporter Barton Gellman travels with the unit for a day, Miller orders the unit’s troops not to speak to him. According to Pomeroy, “She told people that she had clearance to be there and Bart didn’t.” [New York Magazine, 5/21/2005]
Miller Has Unit Investigate Dubious Tips from Chalabi - In other cases, the unit apparently follows leads given to Miller by Chalabi or his aides. For instance, it discovers Iraqi intelligence documents and maps related to Israel, and Miller writes a story about this. Chalabi aide Zaab Sethna will later say: “We thought this was a great story for the New York Times.… That came from us.” While embedded with the unit, Miller writes stories for the Times strongly suggesting the unit has discovered WMDs. For instance, one of her headlines is “US Analysts Link Iraq Labs to Germ Arms,” and another is “US Experts Find Radioactive Material in Iraq.” But like her pre-war stories about WMDs in Iraq, these stories also will be completely discredited. It is unclear how long Miller hijacks the MET Alpha unit for, but the Washington Post will publish an expose about these connections in late June 2003. [Washington Post, 6/25/2003] In late 2003, Miller will say that her reliance on Chalabi’s information is “exaggerated.” [New York Review of Books, 2/26/2004] In 2005, Foer will call Miller one of “Chalabi’s credulous allies” along with a number of Bush administration officials. The Times will not acknowledge the breadth of Chalabi’s influence on the reports it published by Miller until May 2005, but will refuse to connect Chalabi and Miller. Foer will note that although Miller had more access to MET Alpha than any other reporter, “she was the only major reporter on the WMD beat to miss the story so completely.” [New York Magazine, 5/21/2005]
A Mouthpiece for the Administration? - In 2004, Miller tells columnist and media expert Michael Massing that as an investigative reporter in the intelligence area, “my job isn’t to assess the government’s information and be an independent intelligence analyst myself. My job is to tell readers of the New York Times what the government thought about Iraq’s arsenal.” Massing will write, “Many journalists would disagree with this; instead, they would consider offering an independent evaluation of official claims one of their chief responsibilities.” [New York Review of Books, 2/26/2004]
Admission of Error - In late 2005, Miller will admit that her reporting on Iraqi WMD issues was almost “entirely wrong” (see October 16, 2005).

Activists for the animal rights organization Stop Huntingdon Animal Cruelty (SHAC—see 1998 and 2002 and After) begin pressuring the biotechnology firm Chiron. Like other firms targeted by SHAC, Chiron does business with British research firm Huntingdon Life Sciences (HLS), long accused of abusing and torturing animals in its research practices. The pressure begins with SHAC activists protesting at the homes of Chiron employees. On June 11, 2003, the organization posts an anonymous message on its Web site, allegedly from a Chiron employee, telling SHAC members “how to bypass security at a Chiron office” and giving the names and Social Security numbers of Chiron staff. The message says to Chiron, “Send a fax to SHAC saying you will never use HLS again, and you can avoid paying for lawyers, security, and broken windows.” In August, activists calling themselves “Animal Liberation Brigade” and “Revolutionary Cells” claim responsibility for setting off two pipe bombs at the Chiron office in Emeryville, California. The bombs cause relatively minor damage, but a message on a SHAC Web site asks, “You might be able to protect your buildings, but can you protect the homes of every employee?” [Anti-Defamation League, 2005]
The US sends hundreds of economic advisers to Iraq to serve in the new government’s ministries. The advisers reportedly have a decisive say on most matters. [Inter Press Service, 12/24/2004]
Abdallah Khudhran al-Shamran, a Saudi Arabian national, is arrested and detained with six others of different nationalities in al-Rutba by US and allied Iraqi forces as he is traveling from Syria to Baghdad. The captives are relieved of their possessions and blindfolded. Their hands are bound behind their backs and they are forced to walk for three hours to an unknown location. Shamran is accused of being a terrorist and subjected to various means of torture, including beatings, electric shocks, “being suspended from his legs and having his penis tied,” and “sleep deprivation through constant loud music.” Four days after arriving at this site, he is again blindfolded and then moved to a camp hospital in Um Qasr for three days, where he is treated, interrogated, and released. But without his passport and money, he is forced to sleep on the streets until he finally decides to seek help from a British soldier eight days later. He is then detained a second time, taken to a military field hospital with two other detainees, and again interrogated and tortured. He later explains to two Amnesty International investigators: “He stuck the pen he was holding into my right shoulder. The scar is still fresh and visible…. They tied my hands behind my back and put me exposed in the sun from noon to early evening. Then they transferred me to a container and locked me in. The next morning they put me in the sun until about 10 a.m.” He is subsequently sent to a hospital where he receives treatment and is finally permitted to speak with representatives of the International Committee of the Red Cross to help him recover his passport. He is then interrogated by a British officer who accuses him of being a member of Saddam Hussein’s Fedayeen and threatens to execute him. Iraq’s only internationally sanctioned storage site for nuclear material, known as Location C, is not secured by the invading US force. The site is comprised of three warehouses containing 2,500 barrels of uranium and 150 radioactive isotopes. According to a report by the Baltimore Sun, the Iraqi mobs are “swirling” around the site. Location C is left unguarded until the arrival of Marine combat engineers on April 9. They are sent to the site only after a State Department counterterrorism task force warns Central Command of the potential danger. During the lead-up to war, the Bush administration had expressed concern that Iraq might provide al-Qaeda with uranium to construct a “dirty bomb.” [Baltimore Sun, 4/11/2003]
Deputy Secretary of Defense Paul Wolfowitz says that the Bush administration intends for Iraq to become a democracy. “The goal is an Iraq that stands on its own feet and that governs itself in freedom and in unity and with respect for the rights of all its citizens,” he says. “We’d like to get to that goal as quickly as possible.” [60 Minutes II, 4/1/2003]
The US Department of Transportation’s National Highway Traffic Safety Administration (NHTSA) raises the fuel economy standard to a 22.2-mpg fleet average—an increase of only 1.5 miles per gallon—to take effect over the next three years. [US Department of Transportation, 4/1/2003] But loopholes in the regulations will result in a mere overall net increase of .3 miles per gallon. Though the administration cites the new standard as evidence of its commitment to improving air quality, critics note the negligible effect the increase will have and say that it represents only what the automobile industry was intending to do anyway. The auto industry has long complained that increasing fuel economy standards is too expensive and would negatively affect vehicle safety—assertions disputed by the National Academies of Science. According to the Pentagon, the rescue is a classic Special Forces raid, with US commandos in Black Hawk helicopters blasting their way through Iraqi resistance in and out of the medical compound. [Baltimore Sun, 11/11/2003] The Associated Press’s initial report is quite guarded, saying only that Lynch had been rescued. An Army spokesman “did not know whether Lynch had been wounded or when she might return to the United States.” [Project for Excellence in Journalism, 6/23/2003]
'Shooting Going In ... Shooting Going Out' - Subsequent accounts are far more detailed (see April 3, 2003). Military officials say that the rescue was mounted after securing intelligence from CIA operatives. A Special Forces unit of Navy SEALs, Army Rangers, and Air Force combat controllers “touched down in blacked-out conditions,” according to the Washington Post. Cover is provided by an AC-130 gunship circling overhead; a reconnaissance aircraft films the events of the rescue. One military official briefed on the operation says: “There was shooting going in, there was some shooting going out. It was not intensive. There was no shooting in the building, but it was hairy, because no one knew what to expect. When they got inside, I don’t think there was any resistance. It was fairly abandoned.” [Washington Post, 4/3/2003] CENTCOM spokesman General Vincent Brooks says he is not yet sure who Lynch’s captors were, but notes: “Clearly the regime had done this. It was regime forces that had been in there. Indications are they were paramilitaries, but we don’t know exactly who. They’d apparently moved most of them out before we arrived to get in, although, as I mentioned, there were buildings outside of the Saddam Hospital, where we received fire—or the assault force received fire—during the night.” [New York Times, 4/2/2003]
'Prototype Torture Chamber' - According to a military official, the Special Forces soldiers find what he calls a “prototype” Iraqi torture chamber in the hospital’s basement, equipped with batteries and metal prods. US Marines are patrolling Nasiriyah to engage whatever Iraqi forces may still be in the area. [Washington Post, 4/3/2003]
Secretive Intelligence Sources - CENTCOM officials refuse to discuss the intelligence that led them to Lynch and the 11 bodies. One official says, “We may need to use those intelligence sources and collection methods again.” [New York Times, 4/2/2003]
Pentagon's Story Almost Entirely Fictitious - Reporters are given a detailed briefing about the rescue, as well as copies of a video of the rescue shot by the soldiers as they performed the mission (see April 1, 2003). Subsequent interviews with Iraqi hospital staffers and nearby residents show that almost every aspect of the Pentagon’s story is fabrication (see May 4, 2003, May 23, 2003, May 25, 2003, and June 17, 2003).

[Source: Reuters / Corbis]Brigadier General Vincent Brooks, at US CENTCOM headquarters in Qatar, shows reporters a video clip of the rescue of Private Jessica Lynch (see April 1, 2003), filmed with night-vision lenses. The clip shows Lynch on a stretcher and being rushed to a helicopter. Brooks says that before the raid, the hospital was apparently doubling as a military command post for Iraqi forces. [Washington Post, 4/3/2003] “We were successful in that operation last night and did retrieve Pfc. Jessica Lynch, bringing her away from that location of danger, clearing the building of some of the military activity that was in there.” Brooks says. “There was not a fire-fight inside the building I will tell you, but there were fire-fights outside of the building getting in and getting out. There were no coalition casualties as a result of this and in the destruction that occurred inside of the building, particularly in the basement area where the operations centers had been, we found ammunition, mortars, maps, a terrain model, and other things that make it very clear that it was being used as a military command post. The nature of the operation was a coalition special operation that involved Army Rangers, Air Force pilots and combat controllers, US Marines and Navy Seals. It was a classical joint operation done by some of our nation’s finest warriors, who are dedicated to never leaving a comrade behind.” [Editor & Publisher, 7/14/2008]
Reporters Given Video - Within hours, reporters are given a slickly produced five-minute edited version of the video of Lynch’s rescue, edited by a Defense Department production crew. Author and media critic Frank Rich later calls it “an action-packed montage of the guns-blazing Special Operations raid to rescue Lynch, bathed in the iridescent green glow of night-vision photography.” The video vies with a still photo of a barely conscious Lynch lying on a stretcher, with an American flag on her chest, for the most-broadcast image of the day. [Rich, 2006, pp. 80-82] (In a tragic corollary to the video of Lynch’s rescue, the father of James Kiehl, a fellow soldier killed in the March 23 assault, was unable to find his son in the video footage. He will eventually find a shot of his son, dead and laid out behind the hospital, in a picture on the Al Jazeera Web site. Some Reporters Dubious - CNN’s veteran war correspondent, Tom Mintier, later says, “I was a bit upset that [the Pentagon] spent so much time giving us all the minute-by-minute, this happened, that happened, she said this, we said that… and on a day when you have forces going into Baghdad, it wasn’t part of the briefing. Seems like there is an effort to manage the news in an unmanageable situation. They tried it in the first Gulf War, this time it was supposed to be different.” [Rich, 2006, pp. 80-82]
Pentagon's Story Almost Entirely Fictitious - Subsequent interviews with Iraqi hospital staffers and nearby residents show that almost every aspect of the Pentagon’s story is fabrication (see May 4, 2003, May 23, 2003, May 25, 2003, and June 17, 2003).
Jay Hallen, a 24-year old Yale graduate, is bored with his job at a real-estate firm. He is fascinated with the Middle East, and has taken some Arabic classes and read some history books about the region. He contacts Reuben Jeffrey, an adviser to CPA head L. Paul Bremer whom Hallen had met in 2002 when trying to land a job at the White House, and asks if there is a job for him in Baghdad.
'I Don't Have a Finance Background' - Three weeks later, Hallen is in Baghdad, and meets with Thomas Foley, the CPA official in charge of privatizing Iraq’s state-owned enterprises. Foley, a former classmate of President Bush and a major Republican donor, says he is putting Hallen in charge of Baghdad’s stock exchange. Hallen is shocked. “Are you sure?” Hallen asks. “I don’t have a finance background.” No problem, Foley responds. He will be the project manager; his subordinates will do the actual work. Before the invasion, Baghdad’s stock exchange was primitive by American standards; author Rajiv Chandrasekaran will describe it as loud, boisterous, and, despite all appearances, quite functional. After the invasion it was looted to the bare walls and ignored by the first wave of US economic reconstruction specialists. But Iraqi brokers and businessmen want it reopened, so the CPA acquiesces.
Revamping the Exchange - Hallen launches an ambitious, if almost entirely ignorant, plan to modernize and upgrade the stock exchange to make it the most technologically sophisticated exchange in the Arab world. He also wants to implement a new securities law that would make the exchange independent of the Finance Ministry. The Iraqi brokers and businessmen who clamored for the exchange to reopen are horrified at Hallen’s plans. “People are broke and bewildered,” broker Talib Tabatabai—a graduate of Florida State’s business department—tells Hallen. “Why do you want to create enemies? Let us open the way we were.” Tabatabai, like other brokers, believes Hallen’s plan is ludicrously grandiose. “It was something so fancy, so great, that it couldn’t be accomplished,” he will later recall. But Hallen is unmoved.
Hallen's View - “Their laws and regulations were completely out of step with the modern world,” Hallen will later say. “There was just no transparency in anything. It was more of a place for Saddam and his friends to buy up private companies that they otherwise didn’t have a stake in.” To just reopen the exchange the way it was, Hallen will insist, “would have been irresponsible and short-sighted.” Hallen recruits a team of American volunteers, most with no more experience or knowledge of finance than he has, to rewrite the securities laws, train the brokers, and purchase the necessary computers. By the spring of 2004, CPA head Bremer approves the new laws and appoints nine Iraqis hand-picked by Hallen to become the exchange’s board of governors.
No CPA Role - The new exchange board names Tabatabai as its chairman. The new laws have no place for a CPA adviser as a decision-maker; immediately a conflict between Hallen and the board arises. Hallen wants to wait several more months for the new computer system to arrive and be installed; unwilling to wait, Tabatabai and the board members buy dozens of dry-erase boards for the exchange floor, and two days after Hallen’s tour ends, the exchange is open for business. Without CPA oversight, the exchange quickly begins functioning more or less as it did before the invasion. When asked what would have happened had Hallen not been assigned to reopen the exchange, Tabatabai will answer: “We would have opened months earlier. He had grand ideas, but those ideas did not materialize.… Those CPA people reminded me of Lawrence of Arabia.” [Washington Post, 9/17/2006]
James Haveman, a 60-year old social worker and the director of a faith-based international relief organization, is recommended by the former Republican governor of Michigan, John Engler, to run Iraq’s health care system. Haveman earned Engler’s approval by running a large Christian adoption agency in Michigan that pushed pregnant women not to have abortions. Engler recommends Haveman to Paul Wolfowitz, the deputy secretary of defense; Haveman is soon dispatched to Baghdad to oversee the rebuilding of Iraq’s health-care system.
Replacing the Expert with the 'Loyalist' - Wolfowitz orders the immediate firing of Dr. Frederick Burkle, who worked the issue during the invasion. Unlike Haveman, Burkle has extensive experience in such areas: he has multiple degrees in public health, taught disaster-response issues at Johns Hopkins University, and is currently a deputy assistant administrator for the US Agency for International Development (USAID), who sent him to Baghdad in the days after the invasion. Burkle has extensive experience working in postwar climates such as Kosovo, Somalia, and Iraq after the 1991 Persian Gulf War. A USAID colleague will call him the “single most talented and experienced post-conflict health specialist working for the United States government.” However, Burkle lacks the Republican political connections. A USAID official tells Burkle that the White House wants a “loyalist” in the job, and Haveman fits the bill.
Anti-Smoking Campaigns, Fee-Based Care - Haveman’s tenure is marked by voluble recitations of how well the reconstruction is going: he tells anyone who will listen about how many Iraqi hospitals have reopened and about the pay raises Iraqi doctors have received. He refuses to discuss how decrepit most Iraqi hospitals still are, or the fact that many of Iraq’s best doctors are fleeing the country. Haveman mounts an aggressive anti-smoking campaign (and appoints a closet smoker to head it), ignoring comments that Iraqis have far bigger dangers in their lives than tobacco and recommendations that CPA funds might better be spent trying to combat fatal maladies running rampant through Iraqi populations. Haveman, a conservative ideologue, is offended by the idea that health care in Iraq is free. He institutes a fee-based health care system instead. Most importantly, he allocates almost all of the Health Ministry’s share of US reconstruction funds—some $793 million—to renovating Iraqi maternity hospitals and building community medical clinics. He later explains that his goal is “to shift the mind-set of the Iraqis that you don’t get health care unless you go to a hospital.” Unfortunately, his decision means that no funds are available to reconstruct emergency rooms and operating theaters in Iraqi hospitals, which are being overrun with injuries from insurgent attacks.
Privatizing the Drug Supply Distribution Process - Haveman opposes the idea of state-based drug and medical supply distribution on ideological grounds. Instead, he decides to privatize the dysfunctional government firm that imports and distributes drugs and medical supplies to Iraqi hospitals. When he served as Michigan’s director of community health, he dramatically cut the amount of money Michigan spent on prescription drugs for poor citizens by limiting the medications doctors could prescribe to Medicaid patients. He instituted a short list of cheaper drugs that poor patients were limited to using. Haveman decides that the same approach will work in Iraq. Currently, Iraq has around 4,500 drugs on its formulary, and Haveman decides the list is much too long. Any private firm who wants to bid on the job of supplying drugs and medical supplies will not want to deal with such a long list. Haveman also wants to restrict the firm to buying American-made drugs and supplies—no more medicines from Iran, Syria, or Russia. The Pentagon sends Haveman three formulary experts to help him implement his plan, including Lieutenant Commander Theodore Briski, a Navy pharmacist. Haveman’s order, as Briski later recalls, is “Build us a formulary in two weeks and then go home.” Two days into his position, Briski decides that Haveman’s plan is untenable. The existing formulary works well enough, he believes. Haveman wants to redesign “the entire Iraqi pharmaceutical procurement and delivery system, and that was a complete change of scope—on a grand scale.” Most importantly, Briski recalls, Haveman and his advisers “really didn’t know what they were doing.” Others agree, including many on Haveman’s team. Rewriting the formulary is a major distraction, they argue, as is privatizing the pharmaceutical distribution process. Haveman ignores the immediate needs of the populace for his grandiose, ill-considered plans.
No Progress - When Haveman leaves Iraq, the hospitals are as decrepit and dysfunctional as they were when he arrived. Baghdad’s largest medical facility, Yarmouk Hospital, lacks basic equipment to monitor blood pressure and heart rate. Operating rooms lack essential surgical tools and sterilizers. Pharmacy shelves are bare. The Health Ministry estimates that of the 900 drugs it deems essential, hospitals lack 40 percent of them. Of the 32 medicines used in combating chronic diseases, 26 are unavailable. Health Minister Aladin Alwan asks the United Nations for help, asks neighboring nations for emergency donations, and throws out Haveman’s idea for a new formulary. “We didn’t need a new formulary,” he later says. “We needed drugs. But the Americans did not understand that.” [Washington Post, 9/17/2006]

Author Rajiv Chandrasekaran, holding a copy of his 2006 book, ‘Imperial Life in the Emerald City.’ [Source: Daylife (.com)]Americans who want to work for the Coalition Provisional Authority (CPA) in the so-called “Green Zone,” the fenced-off area of Baghdad also called “Little America” and the hub of US governmental and corporate activities, are routed through Jim O’Beirne, a political functionary in the Pentagon whose wife is prominent conservative columnist Kate O’Beirne.
Focus on Ideology, Not Experience or Expertise - O’Beirne is less interested in an applicant’s expertise in Middle Eastern affairs or in post-conflict resolution than he is in an applicant’s loyalty to the Bush administration. Some of the questions asked by his staff to applicants: Did you vote for George W. Bush in 2000? Do you support the way the president is fighting the war on terror? According to author Rajiv Chandrasekaran, two applicants were even grilled about their views on abortion and Roe v. Wade (see January 22, 1973). While such questions about political beliefs are technically illegal, O’Beirne uses an obscure provision in federal law to hire most staffers as “temporary political appointees,” thus allowing him and his staff to skirt employment regulations that prohibit such questioning. The few Democrats who are hired are Foreign Service employees or active-duty soldiers, and thus protected from being questioned about their politics.
Unskilled Applicants - The applicants chosen by O’Beirne and his staff often lack the most fundamental skills and experience. The applicant chosen to reopen Baghdad’s stock exchange is a 24-year old with no experience in finance, but who had submitted an impressively loyalist White House job application (see April 2003 and After). The person brought in to revamp Iraq’s health care system is chosen for his work with a faith-based relief agency (see April 2003 and After). The man chosen to retool Iraq’s police forces is a “hero of 9/11” who completely ignores his main task in favor of taking part in midnight raids on supposed criminal hangouts in and around Baghdad (see May 2003 - July 2003). And the manager of Iraq’s $13 billion budget is the daughter of a prominent neoconservative commentator who has no accounting experience, but graduated from a favored evangelical university for home-schooled children.
Selection Process - O’Beirne seeks resumes from the offices of Republican congressmen, conservative think tanks, and Republican activists. He thoroughly weeds out resumes from anyone he deems ideologically suspect, even if those applicants speak Arabic or Farsi, or possess useful postwar rebuilding experience. Frederick Smith, currently the deputy director of the CPA, will later recall O’Beirne pointing to one young man’s resume and pronouncing him “an ideal candidate.” The applicant’s only real qualification is his job working for the Republican Party in Florida during the 2000 presidential recount.
Comment by Employee - A CPA employee writes a friend about the recruitment process: “I watched resumes of immensely talented individuals who had sought out CPA to help the country thrown in the trash because their adherence to ‘the president’s vision for Iraq’ (a frequently heard phrase at CPA) was ‘uncertain.’ I saw senior civil servants from agencies like Treasury, Energy… and Commerce denied advisory positions in Baghdad that were instead handed to prominent RNC (Republican National Committee) contributors.”
Result: Little Reconstruction, Billions Wasted or Disappeared - In 2006, Chandrasekaran will write: “The decision to send the loyal and the willing instead of the best and the brightest is now regarded by many people involved in the 3 1/2-year effort to stabilize and rebuild Iraq as one of the Bush administration’s gravest errors. Many of those selected because of their political fidelity spent their time trying to impose a conservative agenda on the postwar occupation, which sidetracked more important reconstruction efforts and squandered goodwill among the Iraqi people, according to many people who participated in the reconstruction effort.” Smith will later say: “We didn’t tap—and it should have started from the White House on down—just didn’t tap the right people to do this job. It was a tough, tough job. Instead we got people who went out there because of their political leanings.” The conservative ideologues in the CPA will squander much of the $18 billion in US taxpayer dollars allocated for reconstruction, some on pet projects that suit their conservative agenda but do nothing for Iraqi society, and some never to be traced at all. “Many of the basic tasks Americans struggle to accomplish today in Iraq—training the army, vetting the police, increasing electricity generation—could have been performed far more effectively in 2003 by the CPA,” Chandrasekaran will write.
Projects - Instead of helping rebuild Iraq—and perhaps heading off the incipient insurgency—CPA ideologues will spend billions on, among other things, rewriting Iraqi tax law to incorporate the so-called “flat tax,” selling off billions of dollars’ worth of government assets, terminating food ration distribution, and other programs.
Life in Green Zone - Most spend almost all of their time “cloistered” in the Green Zone, never interacting with real Iraqi society, where they create what Chandrasekaran later calls “a campaign war room” environment. “Bush-Cheney 2004” stickers, T-shirts, and office desk furnishings are prominently displayed. “I’m not here for the Iraqis,” one staffer tells a reporter. “I’m here for George Bush.” Gordon Robison, then an employee in the Strategic Communications office, will later recall opening a package from his mother containing a book by liberal economist Paul Krugman. The reaction among his colleagues is striking. “It was like I had just unwrapped a radioactive brick,” he will recall. [Washington Post, 9/17/2006]
In a letter to Human Rights Watch, Pentagon legal counsel William J. Haynes writes that “if the war on terrorists of global reach requires transfers of detained enemy combatants to other countries for continued detention on our behalf, US government instructions are to seek and obtain appropriate assurances that such enemy combatants are not tortured.” [Amnesty International, 8/19/2003] However, in December 2002, referring to objections raised about the use of unlawful interrogation methods by Egypt, one Bush government official was quoted in the Washington Post saying, “You can be sure that we are not spending a lot of time on that now.” [Washington Post, 12/26/2002]
The most cooperative detainees at Guantanamo are moved to Camp 4, a “medium-security” facility, where they are allowed to wear white uniforms, instead of the standard prison orange and enjoy more benefits. Cells in Camp 4 contain 10 prisoners each and the total camp has a capacity of about 160. [New York Times, 6/21/2004] Up to nine hours a day, according to military officials, detainees can spend outside their cells, playing soccer and watching “family oriented” films in their own language. In mid-June, according to these officers, half a dozen Camp 4 detainees are allowed to go to the beach. “Camp 4 is the place they aspire to get to,” Col. Nelson J. Cannon says. [Neil A. Lewis, 11/30/2004]
Secretary of State Colin Powell says, “I can assure you that we all want to end [the Iraq war] as soon as possible, so we can get on with the task of allowing the Iraqi people to form a new government.” [US Department of State, 4/2/2003]
Ten days after a Patriot anti-missile battery destroys a British fighter plane (see March 23-April 2, 2003), and eight days after a US pilot is forced to destroy another Patriot battery that targeted his plane (see March 25, 2003), US Navy pilot Lieutenant Nathan White, flying his 14th mission of the war, is killed by Patriot missile fire. White is returning to his aircraft carrier, the USS Kitty Hawk, after a completed mission. [CBS News, 6/27/2004]
9/11 Commission Executive Director Philip Zelikow prevents two investigators, Mike Jacobson and Dana Leseman, from viewing a key document they need for their work. Jacobson and Leseman are working on the ‘Saudi Connection’ section of the commission’s investigation, researching leads that there may have been a link between two of the 9/11 hijackers, Khalid Almihdhar and Nawaf Alhazmi, and elements of the government of Saudi Arabia. Zelikow is also involved in another, related dispute with Leseman at this time (see April 2003).
28 Pages - The classified document in question is part of the 9/11 Congressional Inquiry, 28 pages that were redacted in the final report and concerned possible Saudi government support for two of the 9/11 hijackers (see August 1-3, 2003). The 28 pages were actually written by Jacobson and are obviously relevant to his and Leseman’s work at the 9/11 Commission, but Jacobson cannot remember every detail of what he wrote.
Stalled - Leseman therefore asks Zelikow to get her a copy, but Zelikow fails to do so for weeks, instead concluding a deal with the Justice Department that bans even 9/11 commissioners from some access to the Congressional Inquiry’s files (see Before April 24, 2003). Leseman confronts Zelikow, demanding: “Philip, how are we supposed to do our work if you won’t provide us with basic research material?” Zelikow apparently does not answer, but storms away. [Shenon, 2008, pp. 110-112]
Leseman Later Fired - Leseman later obtains the document through a channel other than Zelikow, and will be fired for this (see (April 2003)).
Army Private Jessica Lynch, rescued from an Iraqi hospital by US Special Operations forces (see April 1, 2003), arrives at a US military hospital in Landestul, Germany. Military officials describe her as in “stable” condition, with multiple broken limbs and multiple gunshot and stab wounds. Pentagon spokeswoman Victoria Clarke tells reporters that Lynch is “in good spirits and being treated for injuries.” Another military officer tells reporters that she is conscious and was able to communicate with her rescuers, but “she was pretty messed up.” Lynch has spoken with her parents by telephone, who describe her as in good spirits, but hungry and in pain. [Washington Post, 4/3/2003] The New York Times reports that Lynch suffered from gunshot wounds: “Details of what happened to Private Lynch were scarce. An Army official said Tuesday night that Private Lynch had been shot multiple times. The official said that it had not been determined whether she was shot during the rescue attempt or before it.” The Associated Press reports, “Officials who spoke on condition of anonymity said she was suffering from broken legs, a broken arm, and at least one gunshot wound.” [Project for Excellence in Journalism, 6/23/2003] It is later determined that Lynch was not, in fact, shot (see April 15, 2003).
The House and Senate Appropriations Committees both vote to take control of Iraq’s reconstruction away from the Pentagon and give it to the State Department. Both committees vote to give the State Department and other agencies authority over the $2.5 billion in post-invasion aid sought for the Pentagon by the Bush administration. “The secretary of state is the appropriate manager of foreign assistance,” says House committee member James Kolbe (R-AZ). “Bottom line: reconstruction is a civilian role.” [New York Times, 4/2/2003]
As the initial media exuberance over the “shock and awe” assault on Iraq (see March 19-20, 2003) begins to fade, questions begin to mount about the plans for rebuilding Iraq after the invasion and inevitable toppling of the Saddam Hussein regime. Bush administration officials had assumed that military operations would end in 30 days, according to White House briefings. Some senior administration officials admit to the New York Times that that assumption now seems “overly optimistic.” As reported by David Sanger, those officials “say that the American military will likely need to retain tight control over the country for longer than they anticipated.” But administration officials insist that they remain committed to giving over control of the country to the newly liberated Iraqis very soon. “The Iraqi people will administer Iraq,” says White House press secretary Ari Fleischer, adding that President Bush is as committed to that goal now as he was before the war began. However, some military officials now admit that the Iraqi resistance is far stiffer than had been anticipated, and the reception of American occupiers by the Iraqi people has been far less welcoming than US planners foresaw. The White House says that initial plans for an “Iraqi Interim Authority” as the genesis of a new Iraqi government have been put on hold until Baghdad can be secured and the remnants of the Hussein regime can be eliminated. Similarly, plans to turn over power to local Iraqi governance have also been delayed indefinitely, until cities like Basra can be purged of guerrilla resistance. “There were many of us who hoped to be creating a new government even before Iraq was fully under coalition control,” says one senior official. The White House intended to demonstrate quickly that “this is a liberation, not an occupation.” Now, “[t]hat may not be possible for some weeks.” To make matters more difficult, turf wars between the State Department and the Pentagon are inhibiting efforts to implement post-invasion plans, with Defense Department officials such as Douglas Feith blocking the hiring of outside experts for General Jay Garner’s reconstruction team (see January 2003). State officials say that Feith and other Pentagon ideologues want to place “like-minded former officials who have strong views about what a new Iraq should look like” in those slots, a charge which the Pentagon denies. [Source: Reuters / Corbis]The Washington Post prints a story purporting to detail the trials and tribulations of Private Jessica Lynch, captured in a recent ambush by Iraqi fighters (see March 23, 2003). The Post headline: “She Was Fighting to the Death.” According to the story, Lynch fought valiantly to defend her injured and killed comrades, herself killing several of her attackers and suffering repeated gunshot and stab wounds. [Washington Post, 4/3/2003; Baltimore Sun, 11/11/2003]
'Talk about Spunk!' - According to the tale, provided to Post reporters by unnamed US officials, Lynch continued firing until she ran out of ammunition, and even after suffering “multiple gunshot wounds.” An official says: “She was fighting to the death. She did not want to be taken alive.” One military official, senior military spokesman Captain Frank Thorp, tells reporters from the Military Times that Lynch “waged quite a battle prior to her capture. We do have very strong indications that Jessica Lynch was not captured very easily. Reports are that she fired her [M-16 rifle] until she had no more ammunition.” (This is not true, but Thorp will later deny that any deliberate deception occurred—see April 2007 and March 18, 2008.) Senator Pat Roberts (R-KS) is fulsome with his praise of Lynch after being briefed by Pentagon officials: “Talk about spunk! She just persevered. It takes that and a tremendous faith that your country is going to come and get you.” Initial reports indicated that she had been stabbed to death at the scene, but those reports were incorrect. Officials warn that “the precise sequence of events is still being determined, and that further information will emerge as Lynch is debriefed.” Pentagon officials say they have heard “rumors” of Lynch’s heroism, but as yet have no confirmation from either Lynch or other survivors. Eleven bodies were found at the hospital during her rescue; at least some of those bodies are believed to be those of US servicemen. Seven soldiers from Lynch’s 507th Ordnance Maintenance Company are still listed as missing in action; five others were captured after the attack. Iraqi broadcasts have shown video footage of the five, along with pictures of at least four US soldiers killed during the attack. Because of debriefing and counseling, it may be some time before Lynch is reunited with her family in West Virginia. [Washington Post, 4/3/2003; US News and World Report, 3/18/2008; Editor & Publisher, 7/14/2008] Other media stories add to the Post’s account. The New York Daily News reports: “Jessica was being tortured. That was the urgent word from an Iraqi man who alerted American troops where to find Pfc. Jessica Lynch—and her injuries seem to bear out the allegation.… Her broken bones are a telltale sign of torture, said Amy Waters Yarsinske, a former Navy intelligence officer and an expert on POW and MIA treatment. ‘It’s awfully hard to break both legs and an arm in a truck accident,’ Yarsinske said.” The Daily News is almost certainly referring to Mohammed Odeh al-Rehaief, the Iraqi who told US forces about Lynch being at an Iraqi hospital (see June 17, 2003). The Los Angeles Times reports Lynch was “flown to a US military hospital at Ramstein Air Base in Germany, where she was reported to be in stable condition, recovering from injuries said to include broken legs, a broken arm and at least one gunshot wound.” [Project for Excellence in Journalism, 6/23/2003]
Discrepancies in Story - An Iraqi pharmacist who was at the hospital during Lynch’s captivity says as far as he knew, Lynch only suffered leg wounds. He recalls her crying about wanting to go home. “She said every time, about wanting to go home,” the pharmacist recalls. “She knew that the American Army and the British were on the other side of the [Euphrates] river in Nasiriyah city.… She said, ‘Maybe this minute the American Army [will] come and get me.’” [Washington Post, 4/3/2003]
Story Almost Pure Fiction - According to subsequent investigations by reporters, the Pentagon tale as reported by the Post is almost pure fiction (see May 4, 2003 and June 17, 2003). Author and media critic Frank Rich will later write that at this point in the narrative, “Jessica Lynch herself, unable to speak, was reduced to a mere pawn, an innocent bystander in the production of her own big-budget action-packed biopic.” [Rich, 2006, pp. 82]
9/11 Commission Executive Director Philip Zelikow fires one of the commission’s investigators, Dana Leseman, with whom he has had a number of conflicts (see April 2003). Leseman and a colleague were researching a possible link between two of the 9/11 hijackers, Khalid Almihdhar and Nawaf Alhazmi, and elements of the government of Saudi Arabia.
Blocked - The firing stems from a dispute over the handling of classified information. Leseman asked Zelikow to provide her with a document she needed for her work, 28 redacted pages from the 9/11 Congressional Inquiry report she had helped research herself, but Zelikow had failed to do so for some time (see April 2003 and August 1-3, 2003). Leseman then obtained a copy of the report through a channel other than Zelikow, which is a breach of the commission’s rules on handling classified information. Some colleagues will later say that this is just a minor infraction of the rules, as the document is relevant to Leseman’s work, she has the security clearance to see it, and she keeps it in a safe in the commission’s offices. However, she does not actually have authorisation to have the document at this point.
'Zero-Tolerance Policy' - Zelikow will later say she violated the commission’s “zero-tolerance policy on the handling of classified information,” and that she “committed a set of very serious violations in the handling of the most highly classified information.” Zelikow is supported by the commission’s lawyer Daniel Marcus, as they are both worried that a scandal about the mishandling of classified information could seriously damage the commission’s ability to obtain more classified information, and will be used as a stick to beat the commission by its opponents.
Fired, Kept Secret - Zelikow is informed that Leseman has the document by a staffer on one of the commission’s other teams who has also had a conflict with Leseman, and fires her “only hours” after learning this. Luckily for the commission and Leseman, no word of the firing reaches the investigation’s critics in Congress. Author Philip Shenon will comment, “The fact that the news did not leak was proof of how tightly Zelikow was able to control the flow of information on the commission.”
'Do Not Cross Me' - Shenon will add: “To Leseman’s friends, it seemed that Zelikow had accomplished all of his goals with her departure. He had gotten rid of the one staff member who had emerged early on as his nemesis; he had managed to eject her without attracting the attention of the press corps or the White House. And he had found a way to send a message to the staff: ‘Do not cross me’.” [Shenon, 2008, pp. 110-113] Zelikow will later be investigated for mishandling classified information himself, but will apparently be exonerated (see Summer 2004).
The CIA sends the Senate Intelligence Committee a background paper titled “Purported Iraqi Attempt to Get Uranium from Niger.” The paper sums up the CIA’s knowledge of the supposed Iraq-Niger uranium deal to date. [Central Intelligence Agency, 4/3/2003 ]
In a report, the Pentagon working group (see January 15, 2003) recommends the adoption of 35 interrogation techniques. Twenty-six of them are recommended for use in interrogations of all unlawful combatants held outside the US. The remaining nine are considered “exceptional” and recommended for use only on unlawful combatants suspected of holding “critical intelligence.” The advice is clearly not for the public eye. “Should information regarding the use of more aggressive interrogation techniques than have been used traditionally by US forces become public,” the panel warns in its report, “it is likely to be exaggerated or distorted in the US and international media accounts, and may produce an adverse effect on support for the war on terrorism.” [MSNBC, 6/23/2004]
National Security Adviser Condoleezza Rice tells reporters, “We will leave Iraq completely in the hands of Iraqis as quickly as possible.” [White House, 4/4/2003]
Colonel David Rubenstein, a spokesman for the US military’s Landstuhl Regional Medical Center in Landstuhl, Germany, confirms that Army Private Jessica Lynch was neither shot nor stabbed as previously reported (see April 3, 2003). Rubenstein says, “While the mechanism of injury is still unclear at this point, the most recent evaluations by our staff do not suggest that any of her wounds were caused by either gunshots or stabbing injuries.” According to Rubenstein, Lynch’s injuries include fractures to her right arm, both legs, right foot and ankle, and lumbar spine. She also has a head laceration. She has already undergone several surgeries and is scheduled for more. She will “require extensive rehabilitative services” even after the surgeries. Rubenstein says he cannot tell if Lynch’s injuries were sustained during the ambush or while she was in Iraqi custody. Doctors have not discussed the care she received while in an Iraqi hospital (see May 4, 2003). [CNN, 4/4/2003] Around the same time as Rubenstein’s press conference, Lynch’s father, Greg Lynch, confirms that his daughter suffered no gunshot wounds. [Baltimore Sun, 11/11/2003] “We have heard and seen reports that she had multiple gunshot wounds and a knife stabbing,” he says, but “[t]he doctor has not seen any of this.” Contradicting Lynch’s father’s statement, an Associated Press story reports: “Dan Little, a cousin who held a news conference Friday night in West Virginia, said he had talked with her doctors and they had determined she had been shot. He said they found two entry and exit wounds ‘consistent with low-velocity, small-caliber rounds.’ They also found shrapnel, Little said.” Little’s statement would continue to fuel the story of Lynch’s gunshot wounds. The New York Times presents both sides of the tale, writing: “Pfc. Jessica Lynch shifted overnight from victim to teenage Rambo: all the cable news shows ran with a report from the Washington Post that the 19-year-old POW had been shot and stabbed yet still kept firing at enemy soldiers (see April 3, 2003).… Later yesterday, her father said she had not been shot or stabbed.” Numerous media reports also cite “an Iraqi lawyer named Mohammed” who helped the US rescue team secure Lynch. The lawyer, Mohammed Odeh al-Rehaief, tells of Lynch being interrogated and slapped by a black-clad Fedayeen (see June 17, 2003). [Project for Excellence in Journalism, 6/23/2003]
The Associated Press reports that questions remain about how Army Private Jessica Lynch was injured (see March 23, 2003 and April 1, 2003). While US military doctors are reporting that Lynch did not suffer from gunshot wounds as originally reported (see April 4, 2003), the Associated Press report reads in part: “Lynch’s family in West Virginia said doctors had determined she’d been shot. They found two entry and exit wounds ‘consistent with low-velocity, small-caliber rounds,’ said her mother, Deadra Lynch.” [Project for Excellence in Journalism, 6/23/2003]
Appearing on NBC’s Meet the Press, Deputy Secretary of Defense Paul Wolfowitz says, “We come as an army of liberation, and we want to see the Iraqis running their own affairs as soon as they can.” [Meet the Press, 4/6/2003]

The facility has been identified by several Iraqi National Congress defectors as a training facility for foreign terrorists, possibly aligned with al-Qaeda (see November 6-8, 2001). [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] The day of the raid, Brigadier General Vincent Brooks attempts to give the impression that US forces have found evidence that the camp was used to train terrorists, telling reporters that the camp was hit “in response to information that had been gained by coalition forces from some foreign fighters that we encountered from other country, not Iraq, and we believe that this camp had been used to train these foreign fighters in terror tactics…. The nature of the work being done by some of those people that we captured, their inferences to the type of training that they received, all of these things give us the impression that there was terrorist training that was conducted at Salman Pak.” Brooks says that tanks, armored personnel carriers, buildings used for “command and control and… morale and welfare” were destroyed. “All of that when you roll it together, the reports, where they’re from, why they might be here tell us there’s a linkage between this regime and terrorism and that’s something that we want to break…. There’s no indications of specific organizations that I’m aware of inside of that. We may still find it as with all operations that we conduct into a place, we look for more information after the operation is complete. We’ll pull documents out of it and see what the documents say, if there’s any links or indications. We’ll look and see if there’s any persons that are recovered that may not be Iraqi.” [CNN, 4/6/2003] However, US forces find no evidence whatsoever of any terrorists training activities at the camp. The story had a sensational effect in the media, and helped feed the public impression that the regime of Saddam Hussein was connected in some way with the 9/11 terrorists, but others, from Iraqi spokespersons to former US intelligence officials, asserted before the March 2003 invation that the Salman Pak facility was built, not for training terrorists, but for training Iraqi special forces to combat passenger jet hijackers. The facility formerly housed an old fuselage, generally identified as being from a Boeing 707, used in the training, and has been used in counter-terrorism training since the mid-1980s. A former CIA station chief says the agency assisted the Iraqis in their training: “We were helping our allies everywhere we had a liaison.” The former station chief adds that it is unlikely that the Iraqis, or anyone else, would train for terrorist strikes in an open facility easily spotted by satellite surveillance and human observers. “That’s Hollywood rinky-dink stuff,” he says. “They train in basements. You don’t need a real airplane to practice hijacking. The 9/11 terrorists went to gyms. But to take one back you have to practice on the real thing.” The US forces comb through Salman Pak, and find nothing to indicate that the facility was used for anything except counter-terrorism training. [New Yorker, 5/12/2003; Knight Ridder, 11/2/2005] In 2004, a senior US official will say of the claims about Salman Pak as a terrorist training facility, “We certainly have found nothing to substantiate that.” [Knight Ridder, 3/15/2004] In 2006, the Senate Intelligence Committee will report similar findings (see ISeptember 8, 2006). The CIA doubted reports of Salman Pak being used as a terrorist training camp as early as 2003 (see January 2003). And former UN weapons inspector Scott Ritter was debunking those stories in 2002 (see August 2002).
Newsweek cover featuring Jessica Lynch. [Source: Newsweek]The American US edition of Newsweek released this day features a cover story about US Army Private Jessica Lynch, recently rescued from captivity by US forces (see April 1, 2003). While the story mentions her doctors’ statements that she was not shot (see April 4, 2003), it focuses on the accounts of some of her family members (including members in West Virginia who have not seen Lynch). The Newsweek story repeats a cousin’s claim of gunshot wounds from “low-velocity small arms,” and goes on to say, “The unpleasant implication was that she might have been shot after she’d been captured, rather than wounded in combat.” The account also questions her treatment at the Iraqi hospital, alleging the possibility of mistreatment and quotes her father as saying “she survived for part of her time in the hospital on nothing but orange juice and crackers.” [Newsweek, 4/14/2003; Project for Excellence in Journalism, 6/23/2003] An unnamed senior administration official says, “The possibility of mistreatment has been very much on the mind of President Bush.” Author and media critic Frank Rich later writes that the Newsweek story is an illustration of the saying, “When the legend becomes fact, print the legend.” [Rich, 2006, pp. 81-82]
While Saddam Hussein is usually well out of harm’s way from US and coalition forces, hiding at various safe houses in Baghdad while American forces fruitlessly attack possible retreats and hiding places he might currently occupy (see March 20, 2003), he does experience one unsettlingly close call. The CIA receives information that Hussein is in a safe house near a restaurant in Baghdad’s Mansour district; a B-1 bomber drops four 2,000-pound bombs on and around the restaurant. The blast kills 18 civilians, according to Human Rights Watch, but, the Joint Forces Command later notes, “Saddam was not in the targeted area at the time of the attack.” However, early this morning, he is in a safe house less than two miles from the route taken by US troops on their second “Thunder Run” into Baghdad. Hussein will hide for two days, then he and his aides force their way into a private Baghdad residence, where they are able to elude capture by US troops searching the neighborhood. He then flees to Ramadi with his two sons and his personal secretary on April 10. He will eventually go to ground near the town of Hit, where he is eventually captured in the so-called “spider hole” (see December 14, 2003). [New York Times, 3/12/2006]
Senator Rick Santorum (R-PA) makes a controversial statement concerning gay rights. He makes the statements in an interview with an Associated Press reporter on April 7; the interview will be published on April 20. Santorum, a fervent anti-gay activist, explains his opposition to gay rights, saying: “I have no problem with homosexuality. I have a problem with homosexual acts. As I would with acts of other, what I would consider to be, acts outside of traditional heterosexual relationships. And that includes a variety of different acts, not just homosexual. I have nothing, absolutely nothing against anyone who’s homosexual. If that’s their orientation, then I accept that. And I have no problem with someone who has other orientations. The question is, do you act upon those orientations? So it’s not the person, it’s the person’s actions. And you have to separate the person from their actions.” Asked if the law should ban homosexual acts, Santorum responds by criticizing a recent Supreme Court decision striking down a Texas anti-sodomy statute, saying: “We have laws in states, like the one at the Supreme Court right now, that has sodomy laws and they were there for a purpose. Because, again, I would argue, they undermine the basic tenets of our society and the family. And if the Supreme Court says that you have the right to consensual sex within your home, then you have the right to bigamy, you have the right to polygamy, you have the right to incest, you have the right to adultery. You have the right to anything. Does that undermine the fabric of our society? I would argue yes, it does. It all comes from, I would argue, this right to privacy that doesn’t exist in my opinion in the United States Constitution, this right that was created, it was created in Griswold—Griswold was the contraceptive case—and abortion. [Santorum is referring to Griswold v. Connecticut, wherein the US Supreme Court threw out a Connecticut ban on contraception.] And now we’re just extending it out. And the further you extend it out, the more you—this freedom actually intervenes and affects the family. You say, ‘Well, it’s my individual freedom.’ Yes, but it destroys the basic unit of our society because it condones behavior that’s antithetical to strong healthy families. Whether it’s polygamy, whether it’s adultery, where it’s sodomy, all of those things, are antithetical to a healthy, stable, traditional family. Every society in the history of man has upheld the institution of marriage as a bond between a man and a woman. Why? Because society is based on one thing: that society is based on the future of the society. And that’s what? Children. Monogamous relationships. In every society, the definition of marriage has not ever to my knowledge included homosexuality. That’s not to pick on homosexuality. It’s not, you know, man on child, man on dog, or whatever the case may be. It is one thing.” The unidentified reporter interrupts Santorum by saying, “I’m sorry, I didn’t think I was going to talk about ‘man on dog’ with a United States senator, it’s sort of freaking me out.” Santorum defends his juxtaposition by saying: “And that’s sort of where we are in today’s world, unfortunately. The idea is that the state doesn’t have rights to limit individuals’ wants and passions. I disagree with that. I think we absolutely have rights because there are consequences to letting people live out whatever wants or passions they desire. And we’re seeing it in our society.” Santorum says that if elected president, he would let “the democratic process” decide on a state level whether to limit or remove the constitutional right to privacy. “If New York doesn’t want sodomy laws, if the people of New York want abortion, fine. I mean, I wouldn’t agree with it, but that’s their right. But I don’t agree with the Supreme Court coming in,” he says. [Associated Press, 4/23/2003; CNN, 4/23/2003] Santorum’s remarks will draw heavy criticism. The Associated Press reporter who interviews Santorum is later identified as Lara Jakes Jordan; the AP often does not identify reporters with a byline (see April 23, 2003 and After).
In an article about Representative Ileana Ros-Lehtinen’s support for the Mujahedeen-e Khalq [MEK] (see April 2003), The Hill quotes Iran experts who dispute the notion that MEK’s history of terrorism and collusion with Saddam Hussein is insignificant, as Ros-Lehtinen has argued. “I know about support on Capitol Hill for this group, and I think it’s atrocious,” Dan Brumberg of the Carnegie Endowment for International Peace tells The Hill. “I think it’s due to total ignorance and political manipulation.…There’s not much debate [about the MEK] in the academic circles of those who know Iran and Iraq.” Similarly, Elahe Hicks of Human Rights Watch notes that “many, many Iranians resent” the MEK. “Because this group is so extremely resented inside Iran, the Iranian government actually benefits from having an opposition group like this.” And James Phillips of the Heritage Foundation says: “When they sided with Iraq against Iran in the [1980-88] war, that was the kiss of death for their political future. Even Iranians who might have sympathized with them were enraged that they became the junior partner of their longstanding rival.” He adds that even though “Some of their representatives are very articulate,… they are a terrorist group” and they have “a longstanding alliance with Saddam Hussein, and they have gone after some of the Kurds at the behest of Saddam Hussein.” [Hill, 4/8/2003]
The Baghdad Museum is evacuated and locked by its curators, who anticipate Baghdad being overrun by American troops within the next few hours. The last three on the grounds are the director, Dr. Jaber Khalil; the director of the State Board of Antiquities, Donny George; and the curator in charge of the museum’s collections, Dr. Nawala al-Mutawalli. They are forced to flee the grounds because Iraqi militiamen have sought cover around the museum, and they fear a firefight. The entire area is under US control by April 9; by April 10, the Army has left the area without posting guards. George pleads for the Army to return to prevent looting, but is ignored. Much of the looting that ravages the museum’s collection takes place on April 12 (see April 13, 2003). The international outcry against the looting is so fierce that the Army will begin posting guards on April 16. [United Press International, 6/23/2003]
Baghdad falls to US-led troops, symbolized by the toppling of Saddam Hussein’s giant statue on the central square (see April 9, 2003). Iraq’s ambassador at the UN, Mohammed al-Douri, concedes: “The game is over.” [CNN, 4/9/2003]
Praising a judicial ruling against efforts to obtain information about his Energy Task Force, Vice President Dick Cheney says, “I think it restored some of the legitimate authority of the executive branch, the president and the vice president, to be able to conduct their business.” [Congress Daily, 6/29/2007]

To mark the occasion, a statue of the former dictator in downtown Baghdad’s Firdos Square is pulled down, seemingly by a group of average Iraqi citizens and US soldiers. [Associated Press, 4/9/2003] The celebration is later revealed by the Los Angeles Times to be a psychological operation managed by US forces and not Iraqi citizens. [Los Angeles Times, 7/3/2004] The entire event is a carefully staged photo op. The tightly cropped pictures sent out by the Pentagon, and subsequently broadcast and published around the world, show what appears to be a large crowd of celebrating Iraqis. However, aerial photos show that the square is nearly empty except for a small knot of people gathered in front of the statue. The square itself is surrounded by US tanks. And there is some question as to the authenticity of the celebrating Iraqis. Al-Jazeera producer Samir Khader later says that the Americans “brought with them some people—supposedly Iraqis cheering. These people were not Iraqis. I lived in Iraq, I was born there, I was raised there. I can recognize an Iraqi accent.” [Unger, 2007, pp. 302] Fox News anchors assure viewers that images of the toppling statue are sure to persuade the Arab world to see America as a liberator. Correspondent Simon Marks, reporting from Amman, Jordan, reports that “the Arab street” is angry, and it will take careful diplomacy to convince the majority of Arabs that this is not “an American war of occupation.” In response, Fox anchor David Asman, a former Wall Street Journal editorial writer, says, “There’s a certain ridiculousness to that point of view!” [New Yorker, 5/26/2003]
The toppling of the Firdos Square statue (see April 9, 2003) is presented as an iconic moment in history by many US media outlets. Defense Secretary Donald Rumsfeld cues the news analysts by saying of the “spontaneously” celebrating Iraqis, “Watching them, one cannot help but think of the fall of the Berlin Wall and the collapse of the Iron Curtain.” NBC analyst Tim Russert says shortly afterwards, “Not since the fall of the Berlin Wall have I seen anything quite like this.” CNN’s Bill Hemmer says, “You think about seminal moments in a nation’s history… indelible moments like the fall of the Berlin Wall, and that’s what we’re seeing right now.” David Asman of Fox News tells viewers, “My goose bumps have never been higher than they are right now.” Fox anchor Brit Hume says, “This transcends anything I’ve ever seen.” [Rich, 2006, pp. 83] Al-Jazeera news producer Samir Khader will later say: “The Americans played the media element intelligently.… It was a show. It was a media show.” Al-Jazeera producer Deema Khatib will agree. Referring to various elements shown on American news broadcasts, he will say: “I bet you they brought in those teenage guys who broke the statue, they brought them in with them, because if you notice, they are all sort of the same age, no women, and they all went in and it was the same people on the square. You couldn’t see more people gathering from the houses around. No one came down to the street to see what was happening, because people were scared. And those people who came in, how come one of them had the flag of Iraq before 1991 in his pocket? Has he been waiting there for 10 years with the flag on that square? I don’t think so. But this is not something the US media will talk about.” [Rich, 2006, pp. 84] Most US news outlets dramatically cut back on their war reporting after the fall of the statue (see April 9, 2003).

While the iconic Firdos Square photo op dominates US news broadcasts (see April 9, 2003), the fighting throughout Baghdad and elsewhere in Iraq goes almost unreported. CNN’s Paula Zahn makes a passing reference to “total anarchy” in Baghdad; CNN reporter Martin Savidge and CBS reporter Byron Pitts give brief oral reports on the fighting, but no film is shown to American viewers. The Journal of Broadcasting and Electronic Media will later note: “Despite the fact that fighting continued literally blocks from Firdos Square, apparently no camera crews were dispatched to capture those images. According to CNN and FNC [Fox News Channel], in other words, the war ended with the collapse of the statue of Saddam Hussein in Firdos Square.” After that, the Journal will conclude, “the battlefield itself disappeared”; author and media critic Frank Rich will note that war coverage dropped “precipitously on every network, broadcast and cable alike.” War footage will drop 76 percent on Fox and 73 percent on CNN. Countless age-old treasures are lost when museums are looted (see April 13, 2003). [Associated Press, 4/10/2003; CBC News, 4/11/2003] US officers at Central Command in Qatar tell CBC news it is up to Iraq’s own civil authorities to stop the looting. “At no point do we really see becoming a police force,” says Brigadier General Vincent Brooks. “What we see is taking actions that are necessary to create stability.” [CBC News, 4/12/2003; Washington Post, 8/18/2005] The Coalition Provisional Authority later estimates the cost of the looting at around $12 billion. According to reporter George Packer, the looting canceled out the “projected revenues of Iraq for the first year after the war. The gutted buildings, the lost equipment, the destroyed records, the damaged infrastructure, would continue to haunt almost every aspect of the reconstruction.” [Unger, 2007, pp. 302]
Sabah Asaad, managing director of a refrigerator factory outside Baghdad, later tells journalist Naomi Klein that when he goes to a nearby US Army base begging the soldiers to help stop the looters who are destroying the factory, they refuse. “I asked one of the officers to send two soldiers and a vehicle to help me kick out the looters. I was crying. The officer said, ‘Sorry, we can’t do anything, we need an order from President Bush.’” [Harper's, 9/24/2004]
Deputy Secretary of Defense Paul Wolfowitz tells the Senate Armed Services Committee: “We want to see a situation where power and responsibility is transferred as quickly as possible to the Iraqis themselves, with as much international assistance as possible… We have no desire to occupy Iraq…” [US Department of Defense, 4/10/2003]
White House Press Secretary Ari Fleischer says, “… make no mistake—as I said earlier—we have high confidence that [the Iraqis] have weapons of mass destruction. That is what this war was about and it is about. And we have high confidence it will be found.” [White House, 4/10/2003]

[Source: Yuri Gripas / Reuters / Corbis]Mohammed Odeh al-Rehaief, the Iraqi lawyer who provided intelligence leading to the rescue of Army Private Jessica Lynch (see June 17, 2003), arrives in the US with his wife and daughter. Al-Rehaief is granted political asylum under the “humanitarian parole” program, which is usually used to expedite entry into the US for medical emergencies. A spokesman for the Bureau of Citizenship and Immigration Services says, “Quite honestly, it was the fastest way to get him and his family to safety in the United States.” Al-Rehaief is provided a job with the Livingston Group, a Washington lobbying firm headed by former US representative Bob Livingston (R-PA). He is also given a $500,000 book contract by HarperCollins, which as reporter Robert Scheer notes, is “a company owned by Rupert Murdoch, whose Fox network did much to hype Lynch’s story, as it did the rest of the war.” [Washington Post, 5/2/2003; Los Angeles Times, 5/20/2003]
While television news anchors and analysts continue to follow the lead of Defense Secretary Donald Rumsfeld in comparing the toppling of the Firdos Square statue to the fall of the Berlin Wall (see April 9, 2003 and April 9, 2003), press reporters and editorial writers begin to express some skepticism. An unphotogenic photo of the statue being covered by an American flag prompts the New York Times’s Alessandra Stanley to note that this was a “powerful reminder that, unlike the Soviet empire, Iraq’s regime did not implode from within.” Noting that an American tank had been required to eventually push the statue over, Stanley adds, “In 1989, East Germans did not need American help to break down their wall.” The Washington Post’s Tom Shales observes that “of all the statues of Saddam Hussein scattered throughout the city, the crowds had conveniently picked one located across from the hotel where most of the media were headquartered. This was either splendid luck or brilliant planning on the part of the [US] military.” [Rich, 2006, pp. 83] Two days later, the Toronto Star will report, “Never mind how that video was tightly framed, showing a chanting crowd, when wider shots would have revealed a very different picture: a very large, mostly empty square surrounded by US tanks.” [Toronto Star, 4/12/2003]
Neoconservative Kenneth Adelman, a former director of the US Arms Control and Disarmament Agency who predicted that the defeat and subsequent occupation of Iraq would be a “cakewalk” (see February 13, 2002), writes in a Washington Post op-ed that it is time for the supporters of the war to celebrate. One aspect of that celebration should be to deride the war’s critics: “Administration critics should feel shock over their bellyaching about the wayward war plan. All of us feel awe over the professionalism and power of the US military. Now we know.” Adelman is quick to pick who he feels is a particularly juicy target: “Taking first prize among the many frightful forecasters was the respected former national security adviser, Brent Scowcroft” (see March 8, 2003). Vice President Cheney is so pleased with Adelman’s column that he invites Adelman to a small celebratory dinner party. The only other guests are Cheney’s chief of staff, Lewis “Scooter” Libby, and Deputy Defense Secretary Paul Wolfowitz. When Adelman arrives, he is so overcome with joy that he bursts into tears and hugs Cheney. They reminisce briefly about the 1991 Gulf War until Adelman interrupts: “Hold it! Hold it! Let’s talk about this Gulf War. It’s so wonderful to celebrate.… Paul and Scooter, you give advice inside and the president listens. Dick, your advice is the most important, the Cadillac.” The war is just fabulous, Adelman gushes. “So I just want to make a toast without getting too cheesy. To the president of the United States.” [Washington Post, 4/10/2003; Unger, 2007, pp. 303]
White House press secretary Ari Fleischer is asked if the administration feels “some awkwardness” over the fact that no weapons of mass destruction have yet been found in Iraq. Fleischer responds: “No. We know Saddam Hussein is there, but we haven’t found him yet, either. The fact of the matter is we are still in a war, and not everything about the war is yet known. But make no mistake—as I said earlier—we have high confidence that they have weapons of mass destruction. That is what this war was about and it is about. And we have high confidence it will be found.” [White House, 4/10/2003]
In 2007, CIA Director George Tenet will write in a book, “Once US forces reached Baghdad (see April 9, 2003), they discovered—stacked where they could easily find them—purported Iraqi intelligence service documents that showed much tighter links between Saddam [Hussein] and [Abu Musab] al-Zarqawi, and Saddam and al-Qaeda.” CIA analysts work with the Secret Service to check the paper and ink, plus to verify the details mentioned in the documents. But “time and again” the documents turn out to be forgeries. “It was obvious that someone was trying to mislead us. But these raw, unevaluated documents that painted a more nefarious picture of Iraq and al-Qaeda continued to show up in the hands of senior [Bush] administration officials without having gone through normal intelligence channels.” [Tenet, 2007, pp. 356] For instance, one forged document found in December 2003 and reported on by the press will purport that 9/11 hijacker Mohamed Atta went to Iraq to be trained by Iraqi intelligence agents (see December 14, 2003). The Department of Interior informs Congress that it has decided to settle a lawsuit filed years ago by the state of Utah over the Bureau of Land Management’s policy of rejecting drilling and mining projects in areas under review for wilderness protection. The decision withdraws protected status for 3 million acres of land in Utah. Without designation as a Wilderness Area, portions of the Red Rock Canyons in southern Utah could be open to logging, oil and gas drilling, mineral extraction, road-building and other development. A federal appeals court had previously ruled against the state on all but one count and consequently the lawsuit’s status had been moribund since 1998. [USA Today, 4/11/2003] But in March, Utah made an amendment to its complaint, thus reopening the case and providing the Bush administration with an opportunity to make a “settlement.” Environmental groups say the settlement is the outcome of a deal made between Interior Secretary Gale Norton and Utah Governor Mike Leavitt behind closed-doors. Some in the press, overtly admiring of Deputy Secretary of Defense Paul Wolfowitz as the “architect” of the Iraq invasion, have given him an interesting nickname. During a press conference in Washington, Wolfowitz is asked: “And on a lighter note, sir, some people are calling you Wolfowitz of Arabia. How would you respond to that?” After the laughter subsides, and answers to more serious questions are given, Wolfowitz says, “Oh, and on your last question, I think it’s amusing but not very accurate.” [US Department of Defense, 4/11/2003] Apparently the sobriquet was first given to Wolfowitz by the New York Times, which published an article with that title in recent days. [National Public Radio, 5/3/2003]
Defense Secretary Donald Rumsfeld, pleased with the propaganda effort of his assistant Victoria Clarke and her use of retired military officers as media analysts to boost the administration’s case for war with Iraq (see Early 2002 and Beyond), sends a memo to Clarke suggesting that the Pentagon continue the propaganda effort after the war has run its course. He writes, “Let’s think about having some of the folks who did such a good job as talking heads in after this thing is over.” As the occupation lasts through the summer and the first signs of the insurgency emerge, the Pentagon quickly counters with its military analysts to reassure the American populace that everything is going well in Iraq (see Summer 2003). Secretary of Defense Donald Rumsfeld says on NBC’s Meet the Press: “The task is to create an environment that is sufficiently permissive that the Iraqi people can fashion a new government. And what they will do is come together in one way or another and select an interim authority of some kind. Then that group will propose a constitution and a more permanent authority of some kind. And over some period of months, the Iraqis will have their government selected by Iraqi people.” [MSNBC, 4/13/2003]
Ahmed Chalabi, head of the Iraqi National Congress, tells NBC’s Tim Russert: “After (Gen. Jay Garner) finishes his job of restoring basic services, the interim Iraqi authority will be established. And that interim authority will be an authority of Iraqis, chosen by Iraqis. And it will be able to function as an authority in the country immediately after Gen. Garner’s job is finished, which should be only a few weeks.” [MSNBC, 4/13/2003]
General Tommy Franks, appearing on Fox News Sunday, says: “I think what we are so proud of is governments which permit their populace to be involved in a process that provides them freedom, provides them liberty. And I think what we will see in the months and years ahead in Iraq will provide a bit of a model for how that can be done.… because… it will be the Iraqi people who decide how to do that, and they will do it on their terms.” [Fox News Sunday, 4/13/2003]

[Source: Getty Images / Salon]The New York Times reports that in the four days of looting in Baghdad and other Iraqi cities (see April 9, 2003 and After April 9, 2003), the National Museum of Iraq has been almost completely pillaged. Over 170,000 artifacts have been stolen or destroyed from the museum, which once boasted an irreplaceable collection of artifacts from Mesopotamia dating back as far as 7,000 years. The Times reports that archaeologists and specialists once regarded the museum as “perhaps the richest of all such institutions in the Middle East.” Only today have museum curators and government officials been able to start cataloguing the losses, as the waves of looting have begun to ebb, and fires set in dozens of government buildings begun to burn themselves out. While some treasures may have been stored in safes and vaults, the 28 galleries of the museum, and the museum’s main storage vaults, have been “completely ransacked,” the Times reports. What could not be taken was vandalized; 26 huge statues were methodically decapitated. Museum officials are enraged that US troops refused to protect the building (with one exception, a single intervention on April 10 that lasted about half an hour). The museum’s corridors are littered with smashed ceramics and burned-out torches of rags soaked in gasoline. “All gone, all gone,” one curator says. “All gone in two days.” Iraqi archaeologist Raid Abdul Ridhar Muhammed describes a crowd of thousands of looters armed with rifles, pickaxes, knives, clubs, and hunks of metal torn from automobiles. He watched as they stormed in and out of the complex, carrying precious antiquities away in wheelbarrows and handcarts. Deputy curator Mohsen Hassan watched helplessly as men with sledgehammers smashed glass display cases to get at the valuables inside. Some of the looters were from the impoverished districts of Baghdad, Hassan recalls, but many were middle class citizens who seemed to know just what they were looking for. “Did some of them know the value of what they took?” Hassan says. “Absolutely, they did. They knew what the most valued pieces in our collection were.” Muhammed blames the Americans for not securing the museum, as do many other Iraqis. “A country’s identity, its value and civilization resides in its history,” he says. “If a country’s civilization is looted, as ours has been here, its history ends. Please tell this to President Bush. Please remind him that he promised to liberate the Iraqi people, but that this is not a liberation, this is a humiliation.” [New York Times, 4/13/2003; St. Petersburg Times, 2/6/2005] Later investigations prove that many of the antiquities thought looted were actually hidden away by museum curators (see June 13, 2003).
The Department of Interior’s Bureau of Land Management (BLM) streamlines its permitting requirements for oil and gas drilling on public lands undermining the integrity of the environmental impact review and public input process. The changes were initiated by BLM Director Kathleen Clarke who instructed the agency’s staff to use new methods for reviewing applications, such as grouping applications together in bundles and performing environmental impact assessments for entire oil or gas fields instead of for individual wells. On CNN’s Larry King Live, CBS news anchor Dan Rather says: “Look, I’m an American. I never tried to kid anybody that I’m some internationalist or something. And when my country is at war, I want my country to win, whatever the definition of ‘win’ may be. Now, I can’t and don’t argue that that is coverage without a prejudice. About that I am prejudiced.” [Fairness and Accuracy in Reporting, 5/2003] On September 17, 2001, Rather said he would “line up” with the president (see September 17-22, 2001). In May 2002, he said that fear of being seen as unpatriotic was affecting news coverage (see May 17, 2002). In 2007, Rather will admit to not staying objective after 9/11 (see April 25, 2007).
The Bureau of Land Management (BLM) announces that it plans to ease environmental protections for wildlife habitat in the Alaskan Western Arctic Reserve. The Bush administration is looking into opening the Western Arctic Reserve for oil and gas drilling, specifically a 600,000 acre area around and including the state’s largest arctic lake, Teshekpuk Lake. [Petroleum News, 4/20/2003; Bureau of Land Management-Alaska, 4/15/2004; Reuters, 4/17/2004] Peter Ditton, BLM’s associate state director for Alaska, stresses that the area is important for oil resources and also as a development base. A ConocoPhillips (Alaska)-Anadarko Petroleum partnership has its sights on the area which includes the “Barrow Arch East Plays,” estimated to have some 2 billion barrels of technically recoverable oil. [Petroleum News, 4/20/2003] Oil and gas drilling would threaten the habitat of musk oxen, spotted seals, arctic peregrine falcons and beluga whales, among other species. For the first time, a major American news organization runs an article on Army Private Jessica Lynch that questions the initial versions of her capture and rescue (see April 1, 2003), though it places the story towards the very back of its main section, on page A17. The Washington Post’s lede compares the US military’s version to “a Hollywood script” with “Hollywood dazzle” and “little need for real action.” The story is based on interviews with Iraqi doctors who treated Lynch. One, Haitham Gizzy, says of the US military: “They made a big show. It was just a drama. A big, dramatic show.” Gizzy and others at the hospital say that Iraqi soldiers and guerrilla fighters had fled the hospital the night before the US launched its rescue attempt. According to Mokhdad Abd Hassan, a hospital staffer, most of the fighters in the area, and the entire Ba’ath Party leadership, including the governor of the province, came to the hospital earlier that day, changed into civilian clothes, and fled. “They brought their civilian wear with them,” Hassan says. Pointing to green army uniforms still piled on the lawn, he says: “You can see their military suits. They all ran away, the same day.” Gizzy adds: “It was all the leadership. Even the governor and the director general of the Ba’ath Party.… They left walking, barefoot, in civilian wear.… [I]t look like an organized manner” of retreat. When the US rescue team arrived, Gizzy says: “there were no soldiers at our hospital, just the medical staff. There were just us doctors.” Like US doctors currently treating Lynch (see April 4, 2003), Gizzy says Lynch was neither shot nor stabbed, as initial accounts stated (see April 3, 2003). “It was a road traffic accident” that caused her wounds, Gizzy says. “There was not a drop of blood.… There were no bullets or shrapnel or anything like that.” At the hospital, he says, “She was given special care, more than the Iraqi patients.” [Washington Post, 4/15/2003] Subsequent media accounts will begin backing off of the claims of multiple gunshot wounds. [Project for Excellence in Journalism, 6/23/2003] Post ombudsman Michael Getler, who will write highly critical analyses of the newspaper’s coverage of the Lynch story (see May 25, 2003 and June 29, 2003), later notes that while the Post deserves recognition that it was one of the first media outlets to interview the Iraqi doctors and tell their side of the story, the newspaper chose to print this story “way back in the paper.” Since it “was based on Iraqi sources” and buried so deep in the paper, “it didn’t get the attention that it otherwise might have gotten.” He adds, “I think in general, the press was quite slow to try and go back on this story which seemed fishy, almost from the start.” [Democracy Now!, 7/23/2003]
Two weeks after the White House flatly rejected a comprehensive diplomatic offer from Iran (see May 4, 2003), Secretary of State Colin Powell approaches State Department official Hillary Mann, who wrote the original memo recommending that the Iranian proffer be considered. Powell tells Mann: “It was a very good memo. I couldn’t sell it at the White House.” [Esquire, 10/18/2007]
Undersecretary for Political Affairs Marc Grossman says in an interview with Free Iraqi Television: “Soon Iraqis will be able to give us guidance about how to move forward and create an Iraqi interim authority. And that authority will begin to allow Iraqis to have sovereignty over their country and in a way that Iraqis will choose; they will create an Iraqi Government.” [Free Iraqi Television, 4/16/2003]
Defense Secretary Donald Rumsfeld signs a memo on interrogation methods approving 24 of the 35 techniques recommended by the Pentagon working group (see April 4, 2003) earlier in the month. The new set of guidelines, to be applied to prisoners at Guantanamo and Afghanistan, is a somewhat softer version of the initial interrogation policy that Rumsfeld approved in December 2002 (see December 2, 2002). [Roth and Malinowski, 5/3/2004; Washington Post, 5/11/2004; Age (Melbourne), 5/13/2004; Washington Post, 5/13/2004; Los Angeles Times, 5/22/2004; Newsweek, 5/24/2004; Wall Street Journal, 6/7/2004; MSNBC, 6/23/2004; Truthout (.org), 6/28/2004] Several of the techniques listed are ones that the US military trains Special Forces to prepare for in the event that they are captured by enemy forces (see December 2001 and July 2002). [New York Times, 5/13/2004]
Two Classes of Methods - The list is divided into two classes: tactics that are authorized for use on all prisoners and special “enhanced measures” that require the approval of Lieutenant General Ricardo Sanchez. The latter category of methods includes tactics that “could cause temporary physical or mental pain,” like “sensory deprivation,” “stress positions,” “dietary manipulation,” forced changes in sleep patterns, and isolated confinement. [Washington Post, 5/11/2004; Washington Post, 5/13/2004] Other techniques include “change of scenery down,” “dietary manipulation,” “environmental manipulation,” and “false flag.” The first 18 tactics listed all appear in the 1992 US Army Field Manual (FM) 34-52, with the exception of the so-called “Mutt-and-Jeff” approach, which is taken from an obsolete 1987 military field manual (1987 FM 34-52). [USA Today, 6/22/2004] The approved tactics can be used in conjunction with one another, essentially allowing interrogators to “pile on” one harsh technique after another. Categories such as “Fear Up Harsh” and “Pride and Ego Down” remain undefined, allowing interrogators to interpret them as they see fit. And Rumsfeld writes that any other tactic not already approved can be used if he gives permission. Author and reporter Charlie Savage will later write, “In other words, there were no binding laws and treaties anymore—the only limit was the judgment and goodwill of executive branch officials. ” [Savage, 2007, pp. 181] The use of forced nudity as a tactic is not included in the list. The working group rejected it because its members felt it might be considered inhumane treatment under international law. [Associated Press, 6/23/2004]
Result of Discussions among Pentagon Officials - The memo, marked for declassification in 2013 [Truthout (.org), 6/28/2004] , is the outcome, according to Deputy General Counsel Daniel Dell’Orto, of discussions between Rumsfeld, William J. Haynes, Douglas Feith, Paul Wolfowitz, and General Richard Myers. [Washington File, 6/23/2004] One US official explains: “There are very specific guidelines that are thoroughly vetted. Everyone is on board. It’s legal.” However in May 2004, it will be learned that there was in fact opposition to the new guidelines. Pentagon lawyers from the Army Judge Advocate General’s office had objected (see May 2003 and October 2003) and many officials quietly expressed concerns that they might have to answer for the policy at a later date (see (April 2003)). During this period, the Coalition Provisional Authority purchases concrete blast walls from foreign companies for as much as $1,000 a piece. There are seventeen state-owned cement companies in Iraq that could have produced the walls for around $100 each. None of these businesses are contracted by the CPA to build the walls, or participate in any other projects. Minister of Industry Mohamad Tofiq later says the US refused to work with Iraq’s cement companies because “no one believes in the public sector.” However, Tofiq notes, there were several offers from US companies to purchase the state-owned firms during this period. According to journalist Naomi Klein, the CPA’s refusal to work with the cement companies supports the theory that the CPA was engaged in “a deliberate strategy to neglect the state firms so that they can be sold more cheaply—a practice known as ‘starve then sell.’” [Harper's, 9/24/2004]

(ICRC) witness a shooting incident resulting in the death of one prisoner and the wounding of another. [International Committee of the Red Cross, 2/2004]
After it becomes apparent that there are no weapons of mass destruction in Iraq that could have posed a serious threat to the United States or Britain, people close to the administration begin to acknowledge, through direct and indirect statements, that there were other reasons for invading Iraq, which were not disclosed to the public before the invasion. For example, ABC News reports on April 25, 2003, that “officials… privately acknowledge the White House had another reason for war—a global show of American power and democracy.” According to one official interviewed by ABC, the weapons of mass destruction argument was used for the sole purpose of obtaining legal justification for war from the United Nations and securing support from the American public. The primary reason for the invasion, according to the officials, was that it was believed that the Middle East would produce more terrorists if the US did nothing. Their theory was that “young Arabs, angry about their lives and without hope, would always [be] looking for someone to hate—and that someone would always be Israel and the United States.” According to these ideologues, only regime change and the imposition of a Western-styled, pro-Israeli and pro-US government would provide a solution. White House envoy to Iraq Zalmay Khalilzad writes in an op-ed piece published in the Wall Street Journal: “The coalition supports the formation, as soon as possible, of the Iraqi Interim Authority—a transitional administration, run by Iraqis, until a government is established by the people of Iraq through elections. The Interim Authority should be broad-based and fully representative.” [Wall Street Journal, 4/17/2003]
The US Agency for International Development (AID) announces that it has contracted California-based engineering firm Bechtel Corp to repair and rebuild Iraq’s infrastructure. The contract is worth $34.6 million initially, and up to $680 million over 18 months. Specifically, Bechtel will assess and repair power generation facilities, electrical grids, municipal water and sewage systems, and airport facilities. The company will also dredge, repair, and upgrade the Umm Qasr seaport. Additional projects may include rebuilding hospitals, schools, ministry buildings, major irrigation structures, and the country’s transportation infrastructure. [US Agency for International Development, 4/17/2003] Some experts believe that Bechtel’s contract could ultimately be worth as much as $20 billion. [New York Times, 5/21/2003] The bidding process draws criticism from various congressional Democrats and British companies who say that the process was overly secretive and limited. Only a small number of US-based construction companies were allowed to take part in the bidding. [New York Times, 4/18/2003] The company’s connections to the US government also brings about allegations of cronyism.
Bechtel’s CEO, Riley P. Bechtel, currently serves on the President’s Export Council, which advises the White House on how to create markets for American companies abroad. [New York Times, 4/18/2003]
The company’s senior vice president, Jack Sheehan, is a member of a Pentagon advisory group called the Defense Policy Board, whose members are directly approved by the Defense Secretary. [Guardian, 4/18/2003]
One of its board members is George Shultz, who served as secretary of state under the Reagan administration and who currently leads the advisory board of a pro-war group called the Committee for the Liberation of Iraq. [San Francisco Chronicle, 4/18/2003; Guardian, 4/18/2003]
Daniel Chao, a Bechtel senior vice president, serves on the advisory board of the US Export-Import Bank. [CorpWatch, 4/24/2003]
US military Central Command (CENTCOM) commander General Tommy Franks issues an order formally recognizing the creation of the Coalition Provisional Authority (CPA - see January 2003), an ad hoc, improvised organization to be headed by former diplomat and business executive L. Paul Bremer. A 2006 report by the Special Inspector General for Iraq Reconstruction will call the CPA the “de facto government of Iraq.” But for all its power, its legal status will remain unclear throughout its existence. A 2005 Congressional report will note: “Whether the CPA was a federal agency was unclear. Competing explanations for how it was established contribute to the uncertainty.… Some executive branch documents supported the notion that it was created by the president, possibly as a result of a National Security Presidential Directive. This document, if it exists, has not been made available.” Whether the legal ambiguity is deliberate is unclear, but it will be exploited. The Defense Department will not allow federal auditors to investigate CPA spending because, the department says, it is not a federal agency. Contractors are warned that if the CPA breaks contracts, they might not have recourse in federal courts. Employees who suspect contractor fraud are told they cannot pursue any possible criminal actions under American law. [Roberts, 2008, pp. 127]
The Pentagon rejects Amnesty International’s request to visit the US military base at Bagram, Afghanistan. The Defense Department declares that “access to detainees is provided to the International Committee of the Red Cross, and on a case-by-case basis to selected government officials.” In a letter, Marshall Billingslea, principal deputy to the assistant secretary of defense, writes that “in this war, as in every war, captured enemy combatants have no right to counsel or access to courts for the purpose of challenging their detention.” [Amnesty International, 8/19/2003]
US troops with the 101st Airborne Division use tools to cut through wire seals on nine explosives-storage bunkers at the Al Qaqaa military facility. The seals were put there by the International Atomic Energy Agency (IAEA) before the invasion, to seal bunkers containing hundreds of tons of conventional high explosives that could be used in the detonation of nuclear weapons. The Airborne soldiers search the bunkers for chemical and biological weapons. After finding no such weapons, the soldiers depart, leaving the bunkers unsealed. A Minnesota television station will broadcast a video of the incident in November 2004. The bunkers will be looted by Iraqis almost immediately thereafter (see Late April-Early May, 2003); by October 2004, the IAEA will report that around 380 tons of high explosives are missing from the facility (see October 10, 2004 and October 25, 2004). Fox News analyst Robert Scales, Jr. [Source: New York Times]Washington Post columnist Colman McCarthy notes that there are at least a dozen retired military officers giving supposedly independent opinion and commentary on the Iraq war to the various news networks. McCarthy writes: “Defense Secretary Donald Rumsfeld and the chairman of the Joint Chiefs of Staff have been unhappy with the criticism of their war effort by former military men appearing on television. So am I, but for a different reason. The top people at the Pentagon are wondering why these ex-military talkers can’t follow the company line on how well the war has been fought. I’m wondering why these spokesmen for militarism are on TV in the first place.” McCarthy lists twelve: Lieutenant General Bernard Trainor, Major General Robert Scales, Lieutenant General Gregory Newbold, Major General Donald Shepperd, General Barry McCaffrey, Major General Paul Vallely, Lieutenant General Don Edwards, Lieutenant General Thomas McInerney, Colonel Tony Koren, Lieutenant Colonel Rick Francona, Major Jack Stradley, and Captain Chris Lohman. He asks rhetorically, “Did I miss anyone?” [Washington Post, 4/19/2003] In 2008, after the story of the massive and systematic Pentagon propaganda operation using at least 75 retired military officers to promote the war (see April 20, 2008 and Early 2002 and Beyond) becomes public knowledge, Editor & Publisher’s Greg Mitchell answers the question, “[H]e sure did.” [Editor & Publisher, 4/20/2008]
Deploring the Military's Domination of the Airwaves - McCarthy continues: “That the news divisions of NBC, ABC, CBS, CNN, and Fox sanctioned this domination by military types was a further assault on what the public deserves: independent, balanced and impartial journalism. The tube turned into a parade ground for military men… saluting the ethic that war is rational, that bombing and shooting are the way to win peace, and that their uniformed pals in Iraq were there to free people, not slaughter them. Perspective vanished, as if caught in a sandstorm of hype and war-whooping. If the US military embedded journalists to report the war from Iraq, journalists back in network studios embedded militarists to explain it. Either way, it was one-version news.” McCarthy asks why no dissenters are allowed on the airwaves to counter the military point of view, a question answered by a CNN news executive (see April 20, 2003). McCarthy answers his own question: “In wartime, presumably, the message to peace activists is shut up or shut down.”
Viewers Unaware of Analysts' Business Connections - Presciently, considering the wide range of business connections exploited by the analysts and documented in the 2008 expose, McCarthy notes: “Viewers are not told of possible conflicts of interest—that this general or that one is on the payroll of this or that military contractor. Nor are they given information on whether the retired generals are paid for their appearances.”
Militaristic Newsmen - It is not just the retired officers who provide a militarist perspective, McCarthy observes, but the reporters and anchormen themselves. With examples of ABC’s Ted Koppel and NBC’s Brian Williams donning helmets before the cameras, or Fox’s Geraldo Rivera proclaiming in Afghanistan that “[W]e have liberated this country” (and his cameraman shouting, “Hallelujah!”), “the media are tethered to the military,” McCarthy writes. “They become beholden, which leads not to Pentagon censorship, as in 1991 (see October 10, 1990), but a worse kind: self-censorship” (see September 10, 2003).
For Us or Against Us - McCarthy concludes: “George W. Bush lectured the world that you’re either with us or against us. America’s networks got the message: They’re with. They could have said that they’re neither with nor against, because no side has all the truth or all the lies and no side all the good or evil. But a declaration such as that would have required boldness and independence of mind, two traits not much linked to America’s television news.” [Washington Post, 4/19/2003]

CNN chief news executive Eason Jordan reveals on the air that he had secured the Defense Department’s approval of which “independent military analysts” (see April 20, 2008 and Early 2002 and Beyond) to give commentary on the invasion of Iraq. In 2000, Jordan vehemently denied that the Pentagon had any influence on the network’s choice of military analysts (see March 24, 2000). Jordan says: “I went to the Pentagon myself several times before the war started and met with important people there and said, for instance—‘At CNN, here are the generals we’re thinking of retaining to advise us on the air and off about the war’—and we got a big thumbs-up on all of them. [Source: PBS]New York Times reporter Judith Miller, embedded with the Army’s 101st Airborne Division south of Baghdad, writes that Iraq destroyed large stockpiles of chemical and biological weapons in the days before the March 2003 invasion.
Single Unidentified 'Scientist' as Source - Miller’s source is identified as an Iraqi scientist who claims to have worked in Iraq’s chemical weapons program for over a decade; this scientist is said to have told an American military team hunting for unconventional weapons in Iraq, the Mobile Exploitation Team Alpha, or MET Alpha (see April-May 2003), of the stockpiles. According to MET Alpha, the scientist has taken the team to a supply of material he buried in his backyard—“precursors for a toxic agent”—as evidence of Iraq’s illicit weapons programs. The scientist also claims that Iraq sent unconventional weapons and technology to Syria, and has been cooperating with al-Qaeda. In the last years of the Hussein regime, Miller reports the scientist as claiming, Iraq “focused its efforts… on research and development projects that are virtually impervious to detection by international inspectors, and even American forces on the ground combing through Iraq’s giant weapons plants.” MET Alpha refuses to identify the scientist, saying to do so would imperil his safety, and does not take Miller to see the scientist’s buried supply of materials. According to Miller, the team describes the scientist’s assertions and his cache of materials as “the most important discovery to date in the hunt for illegal weapons.” Moreover, Miller writes that the discovery “supports the Bush administration’s charges that Iraq continued to develop those weapons and lied to the United Nations about it. Finding and destroying illegal weapons was a major justification for the war.”
Military Controlled, Vetted Report - Miller admits to not interviewing the scientist, not being permitted to write about the scientist for three days, and having her report vetted by military officials before submitting it for publication. She says that portions of her report detailing the chemicals located by the MET Alpha team were deleted, again for fear that such reporting might place the scientist in jeopardy. Neither Pentagon officials in Washington nor CENTCOM officials in Qatar will verify that the scientist is actually working with American forces. Miller’s only contact with the scientist is viewing him “from a distance at the sites where he said that material from the arms program was buried,” where he wore a baseball cap and pointed at spots in the sand where he claimed chemical weapons materials were buried.
'Incalculable Value' - Miller quotes the commander of the 101st Airborne, Major General David Petraeus, as calling the potential of MET Alpha’s work “enormous.” Petraeus adds: “What they’ve discovered could prove to be of incalculable value. Though much work must still be done to validate the information MET Alpha has uncovered, if it proves out it will clearly be one of the major discoveries of this operation, and it may be the major discovery.” [New York Times, 4/21/2003] The day after her report is published, Miller will tell a PBS interviewer: “I think they found something more than a smoking gun.… What they’ve found is… a silver bullet in the form of a person, an Iraqi individual, a scientist, as we’ve called him, who really worked on the programs, who knows them firsthand, and who has led MET Alpha people to some pretty startling conclusions.” Asked if the report will confirm “the insistence coming from the US government that after the war, various Iraqi tongues would loosen, and there might be people who would be willing to help,” Miller responds: “Yes, it clearly does.… That’s what the Bush administration has finally done. They have changed the political environment, and they’ve enabled people like the scientists that MET Alpha has found to come forth.” [American Journalism Review, 8/2003; Huffington Post, 1/30/2007]
Report Almost Entirely Wrong - Miller’s reporting will be proven to be almost entirely wrong. Neither Miller nor MET Alpha will ever produce any tangible evidence of the scientist’s claims, including the so-called “evidence” he claims he buried in his backyard. And, Miller will later admit, the “scientist” was actually a former Iraqi military intelligence officer with no connection to Iraq’s WMD programs (see July 25, 2003). [Slate, 7/25/2003] Other reporters, such as the Washington Post’s Barton Gellman and the Associated Press’s Dafna Linzer, report that teams such as MET Alpha have found nothing of use. Linzer will soon report that nothing the Iraqi scientist claims can be verified. And Miller will admit that much of the information she has published in the Times has come from Iraqi National Congress head Ahmed Chalabi (see May 1, 2003), a known fabricator (see 1992-1996, (1994), November 6-8, 2001, Summer 2002, Early 2003, and July 9, 2004). Miller will continue to insist that her reporting is accurate. [American Journalism Review, 8/2003]
Barry McCaffrey. [Source: NBC]The Nation examines the use of so-called “military analysts” by the broadcast news media, retired generals and high-ranking officers brought on camera to share their knowledge and expertise regarding the invasion of Iraq. The report finds that, like Defense Secretary Donald Rumsfeld and many other administration officials and supporters, the retired military analysts have consistently taken a pro-military, pro-administration slant that has led many of them to make consistently wrong judgments and analyzes. It will be five years before the New York Times exposes the Pentagon propaganda operation in which many of these analysts take part (see April 20, 2008 and Early 2002 and Beyond).
Ideological and Financial Interests in Promoting the War - While many of them indeed have what one analyst, retired Lieutenant General Barry McCaffrey, calls “a lifetime of experience and objectivity,” many of them also have what the report terms as “ideological or financial stakes in the war. Many hold paid advisory board and executive positions at defense companies and serve as advisers for groups that promoted an invasion of Iraq.” As a result, the report says, these analysts’ objectivity must be questioned. McCaffrey and his colleague, retired Colonel Wayne Downing, both NBC analysts, are both on the advisory board of the Committee for the Liberation of Iraq, a lobbying group formed to bolster public support for the invasion. Its mission is to “engage in educational advocacy efforts to mobilize US and international support for policies aimed at ending the aggression of Saddam Hussein,” and it deliberately reaches out to influence reporting in both the US and European media. Downing has also served as an unpaid adviser to Ahmed Chalabi’s Iraqi National Congress, a prime source of the fraudulent propaganda and disinformation that provided a rationale for the war (see June 1992 and (1994)). NBC viewers are unaware of McCaffrey’s and Downing’s connections to these pro-war organizations.
McCaffrey and IDT - Neither are they aware of McCaffrey’s seat on the board of four defense firms—Mitretek, Veritas Capital, Raytheon Aerospace, and Integrated Defense Technologies (IDT)—all which have multimillion-dollar defense contracts. IDT is of particular interest, as stock analysts believe that its currently floundering financial state could be remedied by hefty government contracts. McCaffrey has been an outspoken critic of Rumsfeld and his war policies, but his primary objection is his repeated statement that “armor and artillery don’t count” enough in the offensive. He recently told an MSNBC audience, “Thank God for the Abrams tank and… the Bradley fighting vehicle,” and added that the “war isn’t over until we’ve got a tank sitting on top of Saddam’s bunker.” In March 2003, IDT received over $14 million in contracts relating to Abrams and Bradley machinery parts and support hardware.
Downing and Metal Storm - Downing is a board member of Metal Storm Ltd, a ballistics-technology company with both US and Australian defense contracts. According to its executive director, Metal Storm’s technologies will “provide some significant advantage” in the type of urban warfare being fought in Iraq.
Fox News and wvc3 - Fox News analysts Lieutenant Colonel William Cowan and Major Robert Bevelacqua are CEO and vice president, respectively, of the wvc3group, a defense consulting firm that serves as a liaison between arms companies and the US government. The firm recently signed a contract to promote military aviation equipment produced by a New Zealand firm. The firm promotes itself by advising potential customers of its inside contacts with the US military and the Defense Department. A message on its Web site, augmented by a sound file of loud gunfire, reads, “We use our credibility to promote your technology.” Another Fox analyst, Major General Paul Vallely, represents several information-technology firms. Vallely is most valuable, says Fox bureau chief Kim Hume, as a commentator on psychological operations.
Little Concern at the Networks - The networks are relatively uninterested in any potential conflicts of interest or possible promotions of ideological or financial agendas. Elena Nachmanoff, vice president of talent development at NBC News, dismisses any such concerns: “We are employing them for their military expertise, not their political views.” She says that the analysts play influential roles behind the cameras at NBC, helping producers decide on what to report and how to report it. But, she says, defense contracts are “not our interest.” Hume says that Fox “expect[s] the analysts to keep their other interests out of their commentary, or we stop using them.” Hume admits that Fox has never severed its connection with any analyst, though it is aware of Cowan’s, Bevelacqua’s, and Vallely’s ties to their respective defense firms. Interestingly, Vallely, the expert on so-called “psyops” warfare, developed a concept he called “MindWar,” a psychological propaganda strategy that uses, in his words, “electronic media—television and radio” in the “deliberate, aggressive convincing of all participants in a war that we will win that war.” Nation reporters Daniel Benaim, Priyanka Motaparthy, and Vishesh Kumar muse, “With the televised version of Operation Iraqi Freedom, we may be watching his theory at work—and at a tidy profit, too.” [Nation, 4/21/2003]

Lt. Gen. Jay Garner, director of the Pentagon’s Office of Reconstruction and Humanitarian Assistance, tells reporters: “The new ruler of Iraq is going to be an Iraqi. I don’t rule anything.” [American Forces Press Service, 4/24/2003]
Retired General Jay Garner and his Office of Reconstruction and Humanitarian Assistance staff arrive in Baghdad. They set up camp in a former presidential palace in the Qasr Al Fao compound that will serve as the temporary headquarters of ORHA (soon to be renamed the “Coalition Provisional Authority”). [Washington Post, 4/22/2003] Created by the Pentagon in January (see January 2003), ORHA has spent the last several weeks at a Hilton resort in Kuwait going over plans for administering post-invasion Iraq. Garner’s staff includes a mix of Pentagon and State Department personnel, including former and current US ambassadors, USAID bureaucrats, State Department officials, and British officials. Garner’s team is also comprised of a cadre of Paul Wolfowitz protégés referred to as the “true believers” or “Wolfie’s” people, whom the New York Times reports are “thought to be particularly fervent about trying to remake Iraq as a beacon of democracy and a country with a tilt toward Israel.” The Times also notes: “Few of these people are Iraqi experts. But some have come armed with books and articles on the history of Iraq. The chapters on the mistakes of British rule are well underlined.” [New York Times, 4/2/2003] Not only have Garner and his agency already lost critical time in getting underway, the Bush administration has no intention of allowing Garner to be part of ORHA’s reconstruction project. Both Defense Secretary Donald Rumsfeld and the State Department, in a rare instance of agreement, want Garner replaced: the State Department wants a civilian to head the agency, while Rumsfeld not only wants to replace Garner with a more politically influential head (see May 11, 2003), he wants to fold ORHA into another organization being created “on the fly,” the aforementioned Coalition Provisional Authority. Three days after arriving in Baghdad, Garner is informed of the changes. The news quickly leaks to the press, resulting in Garner losing what little influence he had with Washington’s civilians and causing uncertainty about upcoming reconstruction efforts. BBC reporter Martin Asser describes the event: “It had been only lightly looted, vandalism mainly, and the MPs—reservists led by a colonel from Florida—were there to secure the location ‘as a possible center for operations’.” [BBC, 8/4/2004]
The US Department of Energy announces that the United States has reconstituted its nuclear weapons program. It is again capable of producing nuclear weapons for the first time in 14 years and is manufacturing plutonium parts for the stockpile of nuclear weapons. It will also begin plans for a new factory that could produce components for hundreds of weapons a year. The factory would be ready for production by 2018. [Los Angeles Times, 3/24/2003]
Mullah Dadullah Akhund. [Source: Associated Press]Afghan President Hamid Karzai travels to Islamabad, Pakistan, and meets with Pakistan President Pervez Musharraf. Karzai hands Musharraf a list of Taliban leaders living in Quetta, Pakistan, and urges Musharraf to have them arrested. The list includes the names of senior Taliban leaders Mullah Omar, Mullah Dadullah Akhund, and Mullah Akhter Mohammed Usmani. All are believed to be in Quetta. The list is leaked to the press. The Pakistani government denounces Karzai and denies any Taliban leaders are in Pakistan. The US government declines to back the list, even though the US embassy in Kabul had helped make it. Journalist Ahmed Rashid will later explain: “The Americans were already deeply involved in Iraq and wanted no distractions such as a cat fight between the presidents of Afghanistan and Pakistan. [The US] was unwilling to push the Pakistanis, and the Afghans were angry that the Americans had allowed Karzai’s credibility to suffer.” [Rashid, 2008, pp. 246]
White House CEQ Chairman James Connaughton writes an email requesting that he be kept abreast of all changes made to the EPA’s forthcoming “Draft Report on the Environment.” The White House opposes much of the language in the section on climate change and its efforts to make changes to that section will eventually cause the EPA to remove the section entirely (see June 23, 2003). [US Congress, 1/30/2007 ]
Attorney General John Ashcroft states that US authorities have “noticed an increase in third country nations (Pakistanis, Palestinians, etc.) using Haiti as a staging point for attempted migration to the United States. This increases the national security interest in curing use of this migration route.” Commenting on the remarks, State Department spokesman Stuart Patt says, “We all are scratching our heads. We are asking each other, ‘Where did they get that?’” No evidence is ever offered by Ashcroft or anyone else in the Justice Department to support the accusation. Miami Immigration attorney Ira Kurzban, who will later represent Jean-Bertrand Aristide after his removal, says the statements are “part of a concerted plan involving the destruction of the Haitian people by creating the chaotic economic conditions in Haiti while forcing people to go back there.” Kurzban adds: “There is no basis of fact for the attorney general’s claims. No information of this nature has been presented to the Haitian government. It’s a false claim. It’s used to perpetuate a discriminatory policy against Haitians.” [Miami Herald, 4/25/2003]
Tim Roemer. [Source: US Congress]9/11 Commission Executive Director Philip Zelikow strikes a deal with the Justice Department to cut the 9/11 Commission’s access to files compiled by the 9/11 Congressional Inquiry (see July 24, 2003) until the White House is able to review them. However, he keeps the agreement secret from the commissioners and, when Commissioner Tim Roemer, who had actually sat on the Congressional Inquiry and already seen the material, goes to Capitol Hill to read the files on April 24, he is turned away. Roemer is furious and asks: “Why is our executive director making secret deals with the Justice Department and the White House? He is supposed to be working for us.” [Associated Press, 4/26/2003; Shenon, 2008, pp. 90] He adds, “No entity, individual, or organization should sift through or filter our access to material.” [Associated Press, 4/30/2003] Author Philip Shenon will comment, “Roemer believed, correctly, that it was a sign of much larger struggles to come with Zelikow.” [Shenon, 2008, pp. 90]
Patrick Guerreiro, the head of the Log Cabin Republicans, whose organization objects to Rick Santorum’s rhetoric about homosexuals. [Source: Americans for Truth about Homosexuality (.com)]Recent remarks by Senator Rick Santorum (R-PA) alleging that granting rights to homosexuals would also grant Americans the right to commit incest, child rape, and bestiality (see April 7, 2003) draw heavy criticism from both pro-gay organizations and political opponents. Winnie Stachelberg of the gay advocacy organization Human Rights Campaign says: “Senator Santorum’s remarks are deeply hurtful and play on deep-seated fears that fly in the face of scientific evidence, common sense, and basic decency. Clearly, there is no compassion in his conservatism.” Stachelberg asks Republican Congressional leaders to repudiate Santorum’s remarks. The Democratic Senatorial Campaign Committee (DSCC) calls on Santorum to resign as chairman of the Republican Senate Caucus, the number three position in the GOP leadership; Santorum does not do so. The DSCC’s Brad Woodhouse says, “Senator Santorum’s remarks are divisive, hurtful, and reckless and are completely out of bounds for someone who is supposed to be a leader in the United States Senate.” Senate Minority Leader Tom Daschle (D-SD) says Santorum’s position is “out of step with our country’s respect for tolerance.” Senator John Kerry (D-MA), a Democratic presidential contender, criticizes the White House for not speaking out against Santorum’s statements, saying, “The White House speaks the rhetoric of compassionate conservatism, but they’re silent while their chief lieutenants make divisive and hurtful comments that have no place in our politics.” Democratic presidential contender Howard Dean (D-VT) joins in calls for Santorum to step down from the RSC post, saying: “Gay-bashing is not a legitimate public policy discussion; it is immoral. Rick Santorum’s failure to recognize that attacking people because of who they are is morally wrong makes him unfit for a leadership position in the United States Senate. Today, I call on Rick Santorum to resign from his post as Republican Conference chairman.” Patrick Guerriero of the Republican pro-gay group, the Log Cabin Republicans, says that Santorum should either apologize or step down from his post as RSC chair: “If you ask most Americans if they compare gay and lesbian Americans to polygamists and folks who are involved in incest and the other categories he used, I think there are very few folks in the mainstream who would articulate those views.” Santorum’s remarks make it difficult to characterize the GOP as inclusive, Guerriero adds. [CNN, 4/23/2003; CNN, 4/23/2003] Guerriero later tells a gay advocacy newspaper: “Log Cabin Republicans are entering a new chapter. We’re no longer thrilled simply about getting a meeting at the White House. We’re organized enough to demand full equality. I’ve heard that vibration since I’ve been in Washington—that people in the party are taking us for granted. To earn respect, we have to start demanding it.… One of the most disappointing things about this episode is that we’ve spent a lot of time with the senator trying to find common ground. This is how he repays us? There is a sad history of Republican leaders choosing to go down this path, and he should’ve known better.” Another, less prominent Republican pro-gay organization, the Republican Unity Coalition, denounces Santorum’s views but stands by his right to hold them. [The Advocate, 6/10/2003] Some Republican senators join in criticizing Santorum. Susan Collins (R-ME) says Santorum’s choice of words is “regrettable” and his legal analysis “wrong.” Olympia Snowe (R-ME) says, “Discrimination and bigotry have no place in our society, and I believe Senator Santorum’s remarks undermine Republican principles of inclusion and opportunity.” Lincoln Chafee (R-RI) says: “I thought his choice of comparisons was unfortunate and the premise that the right of privacy does not exist—just plain wrong. Senator Santorum’s views are not held by this Republican and many others in our party.” Gordon Smith (R-OR) says that “America and the Republican Party” no longer equate “sexual orientation with sexual criminality. While Rick Santorum intended to reiterate the language of an old Supreme Court decision, he did so in a way that was hurtful to the gay and lesbian community.” And John McCain (R-AZ) says: “I think that he may have been inartful in the way that he described it. I believe that—coming from a person who has made several serious gaffes in my career—that the best thing to do is to apologize if you’ve offended anyone. Because I’m sure that Rick did not intend to offend anyone. Apologize if you did and move on.” [Salon, 4/26/2003] The only openly gay member of the House of Representatives, Barney Frank (D-MA), says of Santorum: “The only surprise is he’s being honest about it. This kind of gay bashing is perfectly acceptable in the Republican Party.” Kim Gandy, president of the National Organization for Women (NOW), calls Santorum’s remarks “stunning” and adds: “Rick Santorum is afflicted with the same condition as Trent Lott—a small mind but a big mouth. [Gandy is referring to Lott’s forcible removal from his position as Senate majority leader in 2002 after making pro-segregation remarks.] He has refused to apologize and Republican leaders have either supported or ignored Santorum’s rants blaming societal ills on feminists, liberals, and particularly gays and lesbians. Far from being a compassionate conservative, Santorum’s lengthy and specific comments expose him as abusive, intolerant, and downright paranoid—a poor combination for a top Senate leader.” [People's World, 5/7/2003]
Santorum: AP Story 'Misleading' - Santorum says the Associated Press story reporting his remarks was “misleading,” and says he was speaking strictly about a recent Supreme Court case striking down a Texas anti-sodomy law. “I am a firm believer that all are equal under the Constitution,” he says. “My comments should not be construed in any way as a statement on individual lifestyles.” When questioned by a gay Pennsylvanian about his remarks, he says his words were “taken out of context.” (The questioner says to Santorum: “You attacked me for who I am.… How could you compare my sexuality and what I do in the privacy of my home to bigamy or incest?” Santorum denies being intolerant of homosexuality, but repeats his stance that if states were not allowed to regulate homosexual activity in private homes, “you leave open the door for a variety of other sexual activities to occur within the home and not be regulated.”) However, CNN reports that, according to unedited excerpts of the audiotaped interview, “Santorum spoke at length about homosexuality and he made clear he did not approve of ‘acts outside of traditional heterosexual relationships.’ In the April 7 interview, Santorum describes homosexual acts as a threat to society and the family. ‘I have no problem with homosexuality,’ Santorum said, according to the AP. ‘I have a problem with homosexual acts.’” [CNN, 4/23/2003; CNN, 4/23/2003] In an interview on Fox News, Santorum says: “I do not need to give an apology based on what I said and what I’m saying now—I think this is a legitimate public policy discussion. These are not, you know, ridiculous, you know, comments. These are very much a very important point.… I was not equating one to the other. There is no moral equivalency there. What I was saying was that if you say there is an absolute right to privacy for consenting adults within the home to do whatever they want, [then] this has far-reaching ramifications, which has a very serious impact on the American family, and that is what I was talking about.… I am very disappointed that the article was written in the way it was and it has been construed the way it has. I don’t believe it was put in the context of which the discussion was made, which was rather a far-reaching discussion on the right to privacy.” [Salon, 4/26/2003; Fox News, 4/28/2003]
Bush Defends Santorum - After three days of remaining silent, President Bush issues a brief statement defending Santorum’s remarks, calling Santorum “an inclusive man.” In response, the Democratic National Committee (DNC) issues the following statement from chairman Terry McAuliffe: “President Bush is awfully selective in which American values he chooses to comment on. Rick Santorum disparaged and demeaned a whole segment of Americans and for that President Bush praises him. Three young women in the music business expressed their views and it warrants presidential action. I would suggest that rather than scold the Dixie Chicks (see March 10, 2003 and After), President Bush would best serve America by taking Rick Santorum to the woodshed.” [People's World, 5/7/2003; The Advocate, 6/10/2003]
Other Support - Some senators come to Santorum’s defense. Senate Majority Leader Bill Frist (R-TN) says in a statement, “Rick is a consistent voice for inclusion and compassion in the Republican Party and in the Senate, and to suggest otherwise is just politics.” Senator Charles Grassley (R-IA) blames the media for the controversy, saying: “He’s not a person who wants to put down anybody. He’s not a mean-spirited person. Regardless of the words he used, he wouldn’t try to hurt anybody.… We have 51 Republicans [in the Senate] and I don’t think anyone’s a spokesman for the Republican Party. We have a double standard. It seems that the press, when a conservative Republican says something, they jump on it, but they never jump on things Democrats say. So he’s partly going to be a victim of that double standard.” Santorum’s Pennsylvania colleague, Senator Arlen Specter (R-PA), says, “I have known Rick Santorum for the better part of two decades, and I can say with certainty he is not a bigot.” Asked if Santorum’s comments will hurt his re-election prospects, Specter says: “It depends on how it plays out. Washington is a town filled with cannibals. The cannibals devoured Trent Lott without cause. If the cannibals are after you, you are in deep trouble. It depends on whether the cannibals are hungry. My guess is that it will blow over.” Senator Jim Bunning (R-KY) says, “Rick Santorum has done a great job, and is solid as a rock, and he’s not going anywhere.” A number of Republican senators, including Jim Kolbe (R-AZ), the only openly gay Republican in Congress, refuse to comment when asked. [Salon, 4/26/2003] Gary Bauer, a powerful activist of the Christian Right who ran a longshot campaign for the Republican presidential nomination in 2000, says that “while some elites may be upset by [Santorum’s] comments, they’re pretty much in the mainstream of where most of the country is.” [The Advocate, 6/10/2003] The conservative advocacy group Concerned Women for America says Santorum was “exactly right” in his statements and blames what it calls the “gay thought police” for the controversy. Genevieve Wood of the Family Research Council agrees, saying, “I think the Republican Party would do well to follow Senator Santorum if they want to see pro-family voters show up on Election Day.” [CNN, 4/23/2003] Joseph Farah, the publisher of the conservative online news blog WorldNetDaily (WND), says that Santorum was the victim of a “setup” by the Associated Press, and Lara Jakes Jordan, the reporter who wrote the story should be fired. Santorum’s remarks “were dead-on target and undermine the entire homosexual political agenda,” Farah writes. “Santorum articulated far better and more courageously than any elected official how striking down laws against sodomy will lead inevitably to striking down laws against incest, bigamy, and polygamy. You just can’t say consenting adults have an absolute right to do what they want sexually without opening that Pandora’s box.” He accuses the AP of launching what he calls a “hatchet job” against Santorum, designed to take down “a young, good-looking, articulate conservative in the Senate’s Republican leadership.” The AP reporter who interviewed Santorum, Lara Jakes Jordan, is, he says, “a political activist disguised as a reporter.” Farah notes that Jordan is married to Democratic operative Jim Jordan, who works for the Kerry campaign, and in the past Jordan has criticized the AP for not granting benefits to gay domestic partners. Thusly, Farah concludes: “It seems Mrs. Jordan’s ideological fervor is not reserved only for her private life and her corporate politicking. Lt. Gen. Jay Garner, director of the Pentagon’s Office of Reconstruction and Humanitarian Assistance, says during a discussion with about 60 selected Iraqi technocrats and academics: “I think you’ll begin to see the governmental process start next week, by the end of next week. It will have Iraqi faces on it. It will be governed by the Iraqis.” [Washington Post, 4/24/2003; BBC, 4/24/2003]
Defense Secretary Donald Rumsfeld tells the Associated Press, “If you’re suggesting, how would we feel about an Iranian-type government with a few clerics running everything in the country, the answer is: That isn’t going to happen.” [Associated Press, 4/25/2003; Guardian, 4/25/2003]
Federal judge Joan Lefkow levies a $1,000/day fine against the World Church of the Creator (WCOTC—see May 1996 and After) for failing to comply with a ruling in a trademark infringement lawsuit. The WCOTC was ordered to stop using the name “Church of the Creator” as a result of losing the lawsuit months earlier (see November 2002), and WCOTC leader Matthew Hale is charged with soliciting Lefkow’s murder (see January 9, 2003). The WCOTC now calls itself the “Creativity Movement,” but continues to use the earlier name. Lefkow finds the group in contempt of court and orders its Web sites to be shut down until all trademarked terms are removed from them. An Australian Creativity adherent writes on a Creativity Web forum: “This is blatant discrimination! It has all the hallmarks of being a K_ke conspiracy to weasel that extra five cents out of the White Man, while telling him that he is doing this for the good of the White Race!” Another message on the forum says: “I’ll laugh if I ever get fined $1,000.00. I spit in the eye of the Jew vermin.” The Web site is shut down shortly after the messages are posted. Its hosts explain on another site: “You can thank the jews [sic] for making us waste our time and taking our money. We would mention the people who forced us to redo this site, but they would probably bring us to court because we mentioned their name without their permission.” Other anti-Semitic and white supremacist organizations are allowing the WCOTC to broadcast its messages and sell its wares on their sites. [Anti-Defamation League, 5/1/2003] In October 2003, Lefkow will fine the WCOTC $200,000 for ignoring her April ruling. It is not clear how the group will pay the fine, or even if it can. About a dozen US soldiers witness looters stealing high explosives from the Al Qaqaa ammunition site in northern Babil Province over a span of several days. The Al Qaqaa facility is where hundreds of tons of some of Iraq’s most powerful conventional explosives have been stored since 1991 (see May 2003); at least nine of its bunkers were unsealed by US troops days before (see April 18, 2003). In October 2004 the International Atomic Energy Agency will inform the US that around 380 tons of high explosives from Qaqaa are missing (see October 10, 2004 and October 25, 2004). The US soldiers, Army reservists and National Guardsmen, will say in November 2004 that they are unable to prevent the looting because they are drastically outnumbered. Some of the soldiers call their commanders to request help in securing the site, but receive no reply. The soldiers later describe watching Iraqis heave explosives from unsecured bunkers into Toyota pickup trucks. They try, with little success, to deter the looters; one noncommissioned officer will recall: “We were running from one side of the compound to the other side, trying to kick people out.… On our last day there, there were at least 100 vehicles waiting at the site for us to leave so looters could come in and take munitions.” Another officer will recall: “It was complete chaos. It was looting like [Los Angeles] during the Rodney King riots.” The soldiers who recall the events for the Los Angeles Times ask not to be identified, fearing reprisals from the Pentagon. When US search teams visit the facility on May 8, they find it “had been looted and stripped and vandalized.” No IAEA-monitored materials are found. No US forces were specifically delegated to guard the Al Qaqaa facility, codenamed “Objective Elm” by US strategists. Marine units are later delegated to guard the facility; one senior Marine officer will say in November 2004: “That site was just abandoned by the 101st Airborne, and there was never a physical handoff by the 101st to the Marines. They just left. We knew these sites were being looted, but there was nothing we could do about it.… There was no plan to prevent these weapons from being used against us a year later.” [Los Angeles Times, 11/4/2004]
As part of a story about media errors and exaggerations in Iraq, the St Louis Post-Dispatch cites fundamental problems in earlier coverage of the Jessica Lynch story (see April 1, 2003, April 3, 2003, and April 15, 2003). The story reads in part: “Key elements in the story appear to have been wrong. Lynch’s father and her Army doctor have both said there is no evidence that she was shot or stabbed. There is as yet no substantiation of any torture. Doctors at the hospital say that when the rescue team swooped in the building was undefended; militia forces had fled the day before.” [Project for Excellence in Journalism, 6/23/2003]
The Mexican government, after weeks of negotiation with protesting farmers (see January 30, 2003), signs the National Rural Accord (also known as the National Agreement for the Countryside and the Development of Rural Society). The accord announces that the government will make “sweeping changes to rural infrastructure and state farm policy to modernize Mexico’s outdated agricultural system.” As part of the agreement, Mexico will also ask the US and Canada to allow for protection of Mexico’s rural economy, and review the possibility of implementing mechanisms against dumping and unfair competition. President Bush, in discussion on the future of Iraq at the Performing Arts Center in Dearborn, Michigan, says: “As freedom takes hold in Iraq, the Iraqi people will choose their own leaders and their own government. America has no intention of imposing our form of government or our culture. Yet, we will ensure that all Iraqis have a voice in the new government.” [US President, 5/5/2003]
London Times reporter Richard Lloyd Perry, who has covered the Jessica Lynch story from the outset (see April 1, 2003 and June 17, 2003), explains why he believes the Pentagon seized upon inaccurate and false reports of Lynch’s actions during and after her convoy was ambushed and she was captured (see April 3, 2003). In a radio interview, Perry says that the fabricated story about Lynch “came at a stage in the war when [the US military was] a bit short of good news to put out. And I remember at the time that clearly a lot of thought and preparation had gone into this—this presentation. You know the story was told from the point of view of the rescuing forces. There was very little mention made of any—any of the Iraqis in the hospital or both on the Iraqi side. And it was portrayed as a—a very dangerous mission carried out to save this, you know, this young rather attractive young woman. And it was clearly a PR coup at the time. But [Lynch’s rescue] wasn’t like that. As far as I can remember, no one at the time really questioned the Pentagon account that had been put out. And because there was fighting still going on, it was difficult at that point to get to the other side. But it struck me as interesting and significant that these doctors had their own story to tell” (see April 15, 2003). [Democracy Now!, 7/23/2003]
Defense Secretary Donald Rumsfeld lauds “the humanity” of US weapons pinpointing non-civilian targets in Iraq. ABC News anchor Peter Jennings, reporting Rumsfeld’s statement, observes, “No offense to the secretary, but at this moment we simply do not know if that is the case.” The New York Post calls Jennings’s comment “America-bashing, pessimism, and anti-war agitation.” [US Department of Defense, 4/28/2003; Rich, 2006, pp. 79]
EPA staffers write in a confidential memo that due to White House tinkering (see April 2003) with the agency’s forthcoming “Draft Report on the Environment” (see June 23, 2003) the report “no longer accurately represents scientific consensus on climate change.” [New York Times, 6/19/2003]
Twenty-five al-Qaeda operatives are captured in Karachi, Pakistan, including two key 9/11 figures. The captured include Tawfiq bin Attash, better known by his nickname Khallad. He is considered one of the masterminds of the USS Cole bombing (see October 12, 2000) and attended a Malaysia summit where the 9/11 plot was discussed (see January 5-8, 2000). Also captured is Ali Abdul Aziz Ali, one of 9/11 mastermind Khalid Shaikh Mohammed’s nephews. He made travel arrangements for and wired money to many of the 9/11 hijackers. One investigator will later say, “He was turning up everywhere we looked—like a chameleon.” [New York Times, 5/1/2003; Los Angeles Times, 5/21/2006] Both Aziz Ali and bin Attash will be sent to secret CIA prisons and remain there until 2006, when they will be transfered to the Guantanamo Bay prison (see September 2-3, 2006). Bin Attash will be extensively tortured while in US custody in Afghanistan (see April 29 - Mid-May, 2003). The identities and fates of the others captured with them are unknown.
