Much of the billions of dollars in aid from Saudi Arabia and the CIA to the Afghan mujaheddin actually gets siphoned off by the Pakistani ISI. Melvin Goodman, a CIA analyst in the 1980s, will later say, “They were funding the wrong groups, and had little idea where the money was going or how it was being spent.” Sarkis Soghanalian, a middleman profiting from the aid, will later say, “The US did not want to get its hands dirty. So the Saudis’ money and the US money was handled by the ISI. I can tell you that more than three quarters of the money was skimmed off the top. What went to buy weapons for the Afghan fighters was peanuts.” Sognhanalian claims that most of the money went through various accounts held at the notoriously corrupt BCCI bank, then was distributed to the ISI and the A. Q. Khan nuclear network. [Trento, 2005, pp. 318] Robert Crowley, a CIA associate director from the 1960s until the 1980s, will also refer to the aid money going to Khan’s network, commenting, “Unfortunately, the Pakistanis knew exactly where their cut of the money was to go.” An early 1990s congressional investigation led by Sen. John Kerry (D-MA) will also come to the same conclusion. [Trento, 2005, pp. 314, 384]
Rep. Charlie Wilson. [Source: Sam Houston State University]Primarily due to the pressure from Rep. Charlie Wilson (D-TX), the CIA’s budget for the Afghan covert operations is tripled in a matter of a few weeks. The CIA initially resisted accepting the funds, but according to William Casey’s executive assistant Robert Gates, “Wilson just steamrolled [CIA Near East Division Chief Charles]—and the CIA for that matter.” [Crile, 2003, pp. 102] Richard Clarke, a State Department analyst who later will become counterterrorism “tsar” for Presidents Clinton and George W. Bush, will claim, “Unclassified studies show that [covert aid] grew from $35 million in 1982 to $600 million in 1987. With few exceptions, the funds bought materiel that was given to Afghan fighters by [the ISI]. CIA personnel were not authorized to enter Afghanistan, except rarely.” [Clarke, 2004, pp. 50]
The US Army presents a white paper to President Bush in which it describes Saddam Hussein’s regime in Iraq as the optimum contender “to replace the Warsaw Pact” and on that basis argues for the continuation of Cold War-level military spending. [Pilger, 1994; Clarke, 1994; Zepezauer, 2003]
Joseph Cirincione. [Source: Takoma / Silver Spring Voice]Joseph Cirincione, an expert on proliferation issues and national security, is detailed by Congress to find out just how well the Patriot missile performed in combat during the Gulf War. George H.W. Bush told a group of Raytheon employees, who helped manufacture the Patriot missile system, that the system had performed admirably during the war: “Forty-two [Iraqi] SCUD [missiles] engaged, 41 intercepted.” (Some sources later cite Bush as claiming that the figures were 43 of 45.) Television viewers around the globe were familiar with video footage of Patriot batteries blazing away at the sky during the middle of the night; such images became icons of the technological success of the war. However, Cirincione finds a very different story for the Patriot. His investigations of Defense Department records shows that the Patriot actually only brought down two to four SCUDs in 44 intercept attempts, or about a 10 percent success rate. The video footage rerun so often by American news broadcasters was of Patriots exploding in midflight. Nevertheless, Congressional funding for the Patriot and other missile defense systems rose dramatically after the war.
Pentagon Experts Knew System Faulty - Experts in the Pentagon admitted to Cirincione that they knew the Patriot system didn’t work as early as 1991, when it was deployed to Iraq. Cirincione tells a reporter, “Everybody thought that missile defense could work” after the erroneous reports of the Patriot’s success. “So it gave the whole program, theater and strategic missile defense, a new lease on life, and cost us billions of dollars more in research and programs that still haven’t proved to be viable.… The power of that television image, the power of that myth of the Patriot success, proved to be very powerful indeed. Studies and scientific inquiries alone can’t overcome the popular misperception.”
Army Incensed with Findings - The Army is incensed by Cirincione’s findings, he will recall in 2004. “The Army insisted that they knew they had some problems with the Patriot, but it didn’t serve any purpose to make these public. We would just be aiding the enemy. And that they would take care of it in the course of normal product improvement.” Why did the Army so adamantly oppose Cirincione’s findings? “The Patriot is a multi-billion dollar system. There’s a lotta money involved. There’s a lotta careers involved.” Cirincione will say that the Army continued to claim that the Patriot was a success even after he presented them with his findings until 2001, when it finally admitted the Patriot’s poor performance. Miroslav Kalousek is appointed deputy minister of defense for economics in the Czech Republic. [Novinky(.cz), 6/9/2009; Novinky(.cz), 2010] He will be responsible for the department’s budget, restructuring the army, and administering procurement. Kalousek is appointed by the current minister of defence, Antonin Baudys, but will remain in his position long after Baudys departs, finally exiting the department in 1998. [Novinky(.cz), 2010]
TWA Flight 800 crashes off the coast of Long Island, New York, killing the 230 people on board. The cause of the crash is debated for a long time afterward, and terrorism is considered a possibility. With this accident in mind, President Clinton requests, and Congress approves, over $1 billion in counterterrorism-related funding in September 1996. [Clarke, 2004, pp. 130]
Thomas Ricks. [Source: Alex Wong / Getty Images]Author and military expert Thomas Ricks writes a detailed examination of what he calls the widening gap between members of the US military and the rest of American society. Ricks portrays a platoon of Marine recruits who, after returning home from boot camp, were largely alienated from their old lives. “They were repulsed by the physical unfitness of civilians, by the uncouth behavior they witnessed, and by what they saw as pervasive selfishness and consumerism,” he writes. “Many found themselves avoiding old friends, and some experienced difficulty even in communicating with their families.” Many recruits were offended by the overt racism and class segregation they experienced in their old neighborhoods, in sharp contrast to what Ricks calls “the relative racial harmony of Parris Island.” Several commented on how aimless and nihilistic their former friends seemed. Ricks writes that the Marines “were experiencing in a very personal way the widening gap between today’s military and civilian America.” Retired Sergeant Major James Moore tells Ricks: “It is difficult to go back into a society of ‘What’s in it for me?’ when a Marine has been taught the opposite for so long. When I look at society today, I see a group of young people without direction because of the lack of teaching of moral values at home and in school. We see that when we get them in recruit training. The recruits are smarter today—they run rings around what we were able to do, on average. Their problems are moral problems: lying, cheating, and stealing, and the very fact of being committed. We find that to get young people to dedicate themselves to a cause is difficult sometimes.” Retired Admiral Stanley Arthur adds: “Today, the armed forces are no longer representative of the people they serve. More and more, enlisted [men and women] as well as officers are beginning to feel that they are special, better than the society they serve. This is not healthy in an armed force serving a democracy.”
Voluntary Segregation - Ricks notes that after over twenty years without a draft, the US military has become a more professional and disparate societal group. Many military personnel live their lives in and among the military, taking their children to military doctors and sending them to military or base schools, living on or around military bases, socializing with other military families. Former Air Force historian Richard Kohn says, “I sense an ethos that is different. They talk about themselves as ‘we,’ separate from society. They see themselves as different, morally and culturally. It isn’t the military of the fifties and sixties, which was a large, semi-mobilized citizen military establishment, with a lot of younger officers who were there temporarily, and a base of draftees.” The closing of many military bases has contributed to what Ricks calls “the geographical and political isolation of the military…,” as has the privatization of many of the military’s logistical and supply functions. “[M]ilitary personnel today are less likely to be serving in occupations that have civilian equivalents, and are more likely to specialize in military skills that are neither transferable to the civilian sector nor well understood by civilians,” he writes.
Deepening Politicization of the Military - Ricks writes that many military personnel, especially officers, are becoming more politicized, and particularly more conservative. “Of course, military culture has always had a conservative streak,” he writes. “I suspect, however, that today’s officers are both more conservative and more politically active than their predecessors.” He continues, “The military appears to be becoming politically less representative of society, with a long-term downward trend in the number of officers willing to identify themselves as liberals. Open identification with the Republican Party is becoming the norm. And the few remaining liberals in uniform tend to be colonels and generals, perhaps because they began their careers in the draft-era military. The junior officer corps, apart from its female and minority members, appears to be overwhelmingly hard-right Republican and largely comfortable with the views of Rush Limbaugh.” He quotes Air Force Colonel Charles Dunlap as writing, “Many officers privately expressed delight that” as a result of the controversy over gays in the military, the Reserve Officers Training Corps program is producing “fewer officers from the more liberal campuses to challenge [the Air Force officers’] increasingly right-wing philosophy.” Surveys conducted of midshipmen at Annapolis and cadets at West Point support this conclusion. Retired Army Major Dana Isaacoff, a former West Point instructor, says that West Point cadets generally believe that being a Republican is becoming part of the definition of being a military officer. “Students overwhelmingly identified themselves as conservatives,” she says. And, she notes, the cadets tend to favor more radical conservatism as opposed to what Ricks calls “the compromising, solution-oriented politics of, say, Bob Dole.” Isaacoff says, “There is a tendency among the cadets to adopt the mainstream conservative attitudes and push them to extremes. The Democratic-controlled Congress was Public Enemy Number One. Number Two was the liberal media.” Studies of Marine officers at Quantico, Virginia produced similar results.
Changes in Society - American society has become more fragmented, Ricks writes, and steadily less emphasis is being put on what he calls “the classic military values of sacrifice, unity, self-discipline, and considering the interests of the group before those of the individual.” Ricks writes that while the military has largely come to grips with two of the most intractable problems American society faces—drug abuse and racism—society as a whole has not. And young military personnel display a competence and level of education that many non-military youth do not, Ricks asserts. And military personnel are increasingly better educated than their civilian counterparts: some military recruiters say that they have more trouble than ever before in finding recruits who can pass the military entrance exams.
Lack of a Focused Threat - The end of the Cold War and the loss of the Soviet Union as a hard-and-fast enemy has made many Americans wonder why the nation needs such a large standing army any longer. “For the first time in its history (with the possible exception of the two decades preceding the Spanish-American War) the US Army must justify its existence to the American people,” Ricks writes. Military budgets are continually under attack in Congress and from the White House, and many predict huge, potentially crippling funding cuts in the near future. Low-intensity, localized problems such as the fighting in Somalia, Bosnia, and Haiti do not capture the public imagination—or create fear among the citizenry—in the same way that the daily threat of nuclear annihilation and Soviet hegemony kept the support for the military high among American priorities.
Enemies Within - Ricks is troubled by the increasing use of military forces against US citizens. It wasn’t long ago that Marines descended into the streets of Los Angeles to impose order among rioters, and the Marines used similar strategies to contain the fractious populace as they used in Somalia. One Marine, Captain Guy Miner, wrote in 1992 of the initial concerns among Marine intelligence units over orders to collect intelligence on US citizens, but their concerns over legality and morality quickly evaporated once, Miner wrote, “intelligence personnel sought any way possible to support the operation with which the regiment had been tasked.” Many military officers are calling for the military to be granted wide-ranging powers to be used against civilians, including the right to detain, search, and arrest civilians, and to seize property. In 1994, influential military analyst William Lind blamed what he called “cultural radicals [and] people who hate our Judeo-Christian culture” for what he saw as the accelerating breakdown of society, and went on to discuss the predominant “agenda of moral relativism, militant secularism, and sexual and social ‘liberation.’” Ricks notes that Lind’s words are fairly standard complaints which are often echoed daily on conservative talk radio and television broadcasts. However, he writes, Lind’s words take on a new significance in light of his conclusion: “The next real war we fight is likely to be on American soil.”
Military's Impact on Civilian Society Likely to Increase - Ricks does not believe a military coup is likely at any point in the foreseeable future. While the equilibrium between civilians and the military is shifting, he writes, it is unlikely to shift that far. What is likely is a new awareness among members of the military culture of their impact and influence on civilian society, and their willingness to use that influence to shape the social and political fabric of their country. Cosain Ramos (a.k.a. Abu Ali) supplies explosives for a series of bombings in Indonesia that take place just days later (see December 24-30, 2000). Ramos had worked with Mohammed Jamal Khalifa, bin Laden’s brother-in-law, and was part of Konsonjaya, a front company run by Hambali used to fund the 1995 Bojinka plot (see June 1994). For many years, US and Philippine authorities failed to track associates of Khalifa and associates connected to Konsonjaya. [Ressa, 2003, pp. 136; Gulf News, 6/10/2003] Remarkably, after Ramos is arrested in 2002, not only will he not be charged, but he will be made a janitor in Camp Crame, the Philippine government’s most secure prison. He will then help Fathur Rohman al-Ghozi escape that prison in 2003 (see July 14, 2003). Al-Ghozi was not only an al-Qaeda leader, but was also the mastermind of the 2000 Indonesia bombings along with Hambali and was the very person Ramos gave the explosives to. Philippine authorities have no explanation as to why Ramos was given access to his former accomplice. [Australian, 7/18/2003]
Defense Secretary Donald Rumsfeld blasts the Pentagon bureaucracy. In a speech to kick off the Pentagon’s “Acquisition and Logistics Excellence Week,” Rumsfeld tells his audience: “The topic today is an adversary that poses a threat, a serious threat, to the security of the United States of America. This adversary is one of the world’s last bastions of central planning.… With brutal consistency, it stifles free thought and crushes new ideas. It disrupts the defense of the United States and places the lives of men and women in uniform at risk.… The adversary [is] Pentagon bureaucracy. Not the people, but the processes.… In this building, despite the era of scarce resources taxed by mounting threats, money disappears into duplicate duties and bloated bureaucracy—not because of greed, but gridlock. Innovation is stifled—not by ill intent, but by institutional inertia.” [US Department of Defense, 9/10/2001; Roberts, 2008, pp. 140] He also announces that the US military is missing over $2 trillion (see September 10, 2001).
In a public speech to the Department of Defense, Defense Secretary Donald Rumsfeld announces that the Department of Defense “cannot track $2.3 trillion in transactions.” CBS later calculates that 25 percent of the yearly defense budget is unaccounted for, and quotes a long-time defense budget analyst: “[Their] numbers are pie in the sky. The books are cooked routinely year after year.” Coverage of this rather shocking story is nearly nonexistent given the events of the next day. [US Department of Defense, 9/10/2001; CBS News, 1/29/2002] In April 2002 it will be revealed that $1.1 trillion of the missing money comes from the 2000 fiscal year. Auditors won’t even quantify how much money is missing from fiscal year 2001, causing “some [to] fear it’s worse” than 2000. The Department of the Army will state that it won’t publish a stand-alone financial statement for 2001 because of “the loss of financial-management personnel sustained during the Sept. 11 terrorist attack.” [Insight, 4/29/2002] This $1.1 trillion plus unknown additional amounts continues to remain unaccounted for, and auditors say it may take eight years of reorganization before a proper accounting can be done. [Associated Press, 9/12/2001; Larry King Live, 12/5/2001; 9/11 Commission, 3/23/2004] The meeting, which is attended by several members of Congress, is intended to discuss the Department of Defense’s Quadrennial Defense Review. As well as the secretary of defense, others in attendance include Rumsfeld’s senior military assistant, Navy Vice Admiral Edmund Giambastiani Jr.; Deputy Defense Secretary Paul Wolfowitz; Pete Geren, a special assistant to Rumsfeld; and Representatives John Mica (R-FL), Mark Steven Kirk (R-IL), Mac Thornberry (R-TX), Roger Wicker (R-MS), Robin Hayes (R-NC), Doug Bereuter (R-NE), John Hostettler (R-IN), Kay Granger (R-TX), John Shimkus (R-IL), Randy “Duke” Cunningham (R-CA), and Christopher Cox (R-CA). And as that breakfast was breaking up, the first plane had hit the World Trade tower.” [PBS Frontline, 10/26/2004; PBS, 10/26/2004] By “chairman of the Joint Chiefs of Staff,” White presumably means Richard Myers, who is the acting chairman on this day, in place of Henry Shelton who is out of the country (see 7:15 a.m. September 11, 2001). [American Forces Press Service, 9/8/2006] During the course of the meeting Rumsfeld predicts that some kind of “shocking” world event will occur in the near future (see (Before 8:46 a.m.) September 11, 2001). Most accounts suggest the meeting is adjourned soon after the time the first World Trade Center tower is hit, presumably around 8:50 a.m., though one report says it ends at about 9:00 a.m. Just prior to the meeting ending, Rumsfeld is handed a note informing him of the crash (see Shortly After 8:46 a.m. September 11, 2001). Giambastiani also sees this note. Whether the other people in attendance are notified of the crash at this time is unknown. In 2001, the US military budget is $293 billion a year. This is more than the combined budget of the next 15 largest militaries in the world. The US budget grows steadily in the years after 9/11, rising 40 percent to $427 billion in 2006. In 2008, it rises still further to $647 billion. This is considered about the same as what all the other countries of the world combined spend on military expenditures. [Rashid, 2008, pp. l]
The 9/11 attacks result in significant extra funding for the Pentagon. Since 1993, the building has been undergoing major renovations. These were scheduled to be complete by 2014. But in October 2001 this is declared to be too long to leave major areas of the building unprotected, and Congress soon appropriates $300 million so the renovations will be finished four years sooner. Also that month, Deputy Secretary of Defense Paul Wolfowitz approves a $15 million package to protect command centers and other critical areas of the building against chemical, biological, and radiological attack. A road, Route 110, had been considered a security threat, as it ran within 40 yards of some of the most sensitive areas of the Pentagon. Previously, the possibility of moving it had been dismissed as too expensive, but now $40 million is promptly found to cover the cost of rerouting it, along with making other road-security improvements. Before 9/11, the renovation of the Pentagon was already the largest reconstruction project in the world, costing $2.1 billion. But, as the Washington Post reports in September 2003, following the attack on the Pentagon, “the renovation mushroomed and now encompasses about $5.3 billion worth of projects in and around the Pentagon.” In an e-mail on October 1, 2001, Pentagon Renovation Program manager Lee Evey writes, “Recent events have shaken up complacency and there is unprecedented willingness” among the services to do whatever Paul Wolfowitz and Secretary of Defense Donald Rumsfeld want. President Bush allegedly approves a request from the Pentagon for $700 million to help fund military preparations underway in the Gulf for war against Iraq. The charge is made by Bob Woodward in his book, Plan of Attack, released in the spring of 2004. [Woodward, 2004; CBS News, 4/18/2004] The White House and Pentagon will deny the charge claiming that Bush only approved the spending of $178.4 million out of a requested total of $750 million. According to the Pentagon, $178.4 million is spent on 21 projects in Kuwait, Qatar, and Oman. At least 11 of them are in Kuwait, which becomes the major staging ground for operations in Iraq. In that country alone, $24 million is spent constructing an ammunition storage and supply system for an Army brigade, and $15 million worth of communications equipment is installed at the Arifjan Base Camp. The military also builds a $3 million detention facility and a $6.5 million inland petroleum-distribution system. In Qatar, $36.4 million goes toward the construction of a forward headquarters facility for Central Command. [Wall Street Journal, 4/22/2004] The money for these projects is taken from a supplemental appropriation for the Afghan War without congressional approval. [CBS News, 4/18/2004]
The Defense Science Board authors a report titled “Special Operations and Joint Forces in Countering Terrorism” recommending an increase of more than $7 billion in the Pentagon’s budget. It says the war on terrorism is a “real war” and describes the enemy as “committed, resourceful and globally dispersed… with strategic reach.” The US will have to wage “a long, at times violent, and borderless war” that “requires new strategies, postures and organization,” it adds. The report includes suggestions to develop the capability to tag key terrorist figures with special chemicals so they can be tracked by laser; a proposal to create a special SWAT team charged with secretly seeking and destroying chemical, biological and nuclear weapons anywhere in the world; and a plan to establish a “red team” known as the Proactive, Preemptive Operations Group, (P2OG), which would conduct secret operations aimed at “stimulating reactions” among terrorists and states suspected of possessing weapons of mass destruction. Proactive, Preemptive Operations Group, (P2OG) - The unit would provoke terrorist cells into action, perhaps by stealing their money or tricking them with fake communications, in order to expose them. The exposed cells would then be taken care of by “quick-response” teams. The US would use the revelation of such cells as an opportunity to hold “states/sub-state actors accountable” and “signal to harboring states that their sovereignty will be at risk.” The P2OG would require at least $100 million and about 100 people, including specialists in information operations, psychological operations, computer network attack, covert activities, signal intelligence, human intelligence, special operations forces and deception operations. According to the DSB, it should be headed by the Special Operations Executive in the White House’s National Security Council. But according to sources interviewed by United Press International (UPI), people in the Defense Department want to see the group under the Pentagon’s authority. Tagging terrorists - Intelligence operatives would penetrate terrorist cells and tag leaders’ clothes with chemicals that would make them trackable by a laser. The agents would also collect DNA samples from objects and papers that are handled by the targets. Information about the terrorist’s DNA would be kept in a database. The program would cost $1.7 billion over a 5-year period beginning in 2004. [Board, 8/16/2002; United Press International, 9/26/2002]
Special SWAT team - The SWAT Team would consist of special forces soldiers whose specialty would be searching and destroying nuclear, chemical or biological weapons sites anywhere in the world. They would also be trained to offer protection to US soldiers operating nearby and be responsible for “consequence management,” like enacting quarantines. The program would cost about $500 million a year and would be headed by US Special Operations Command. To effectively detect the presence of such weapons, the DSB advocates allocating about $1 billion a year on the research and development of new sensor and “agent defeat” technologies. Expanding US Special Forces - The panel recommends increasing the size of US Special Forces by about 2 percent a year. It also proposes that more special forces operations be conducted jointly with conventional forces. Its budget should be increased by “billions,” the report also says. Panel to speculate on possible terrorist attack scenarios - A panel of roughly 24 creative, highly respected analysts would be convened to speculate on the nature of future terrorists attacks against the US. The report recommends allocating $20 million a year for the program. [Board, 8/16/2002; United Press International, 9/26/2002]
Intelligence Reserve - A $100 million-a-year reserve program would be established that would put former intelligence retirees on call to assist with intelligence tasks and to participate in counterterrorism exercises when needed. Addition of 500 people who would focus on identifying characteristics of potential adversaries - $800 million would be spent on the addition of over 500 people to existing military and intelligence agencies who would “focus on understanding effects of globalization, radicalism, cultures, religions, economics, etc., to better characterize potential adversaries.” [Board, 8/16/2002; United Press International, 9/26/2002]
Increase budget of Joint Warfare Analysis Center (JWAC) and Joint Forces Command's net assessment center - $200 million more would be allocated to the Joint Warfare Analysis Center and Joint Forces Command’s net assessment center. JWAC is a cell of about 500 planners and target analysts who work in Dahlgren, Va. [Board, 8/16/2002; United Press International, 9/26/2002]
Increase surveillance and reconnaissance budgets - The panel envisions infusing $1.6 billion per year into intelligence, surveillance and reconnaissance budgets over the next six years. Spending would be focused on tying together unmanned aerial vehicles, manned platforms, space-based sensors and databases. A portion of the funds would also be used to develop “a rich set of new ground sensor capabilities” aimed at the surveillance of small terrorist cells. Urban Training Center - A dedicated urban training range would be constructed on the West Coast emphasizing “small unit action, leadership initiative and flexibility.” Relatively low-level soldiers would also be trained on how to determine the logistics of the back-up fire they need while they are in battle. The program would need $300 million a year for the next six years. [Board, 8/16/2002; United Press International, 9/26/2002]
Database providing 3-d view of most of the cities of the world - The report recommends developing a detailed database of most of the cities in the world which would allow soldiers to view a three-dimensional display of the cities including “buildings [doors and windows included],… streets and alleys and underground passages, obstacles like power lines and key infrastructure like water and communications lines,” the UPI reports. [Board, 8/16/2002; United Press International, 9/26/2002] Critics warn that the changes proposed by the report would allow the military to engage in covert activities currently handled by the CIA. However unlike the CIA, the military would not be subject to Congressional oversight. But William Schneider Jr, the DSB chairman, downplays those concerns. “The CIA executes the plans but they use Department of Defense assets,” Schneider says, adding that his board’s recommendations do not advocate any changes to US policies banning assassinations, or requiring presidents to approve US covert operations in advance. He also insists that such changes would not preclude congressional oversight. [Asia Times, 11/5/2002]

[Source: George Lewis]Deputy Secretary of Defense Paul Wolfowitz receives a draft report by the Center for Strategic and Budgetary Assessment which, according to a source interviewed by Newsday, recommends that “the cost of the occupation, the cost for the military administration and providing for a provisional administration, all of that would come out of Iraqi oil.” The report was commissioned by Andrew Marshall, the Pentagon’s influential director of Net Assessment. [Newsday, 1/10/2003] This contradicts a report titled, Potential Costs of a War with Iraq and Its Post War Occupation, which is published by the Center two months later on February 25, 2003. It notes that “given the enormity of Iraq’s reconstruction requirements and the size of its foreign debt, if the Bush Administration’s goal is to turn Iraq into a stable, pro-US democracy, it would probably prove counterproductive to use Iraqi oil revenues to reimburse [Defense Department] for its costs.” [Kosiak, 2/5/2003]
The Bush administration’s proposed 2004 defense budget would cap raises for E-1s, E-2s and O-1s at 2 percent, which is significantly below the average raise for military personnel of 4.1 percent. [Army Times, 6/30/2003]
As Congress prepares to give the White House its requested $75 billion war supplement for Iraq, Representative Dennis Kucinich (D-OH) asks, “Why is there not a single dime for veterans’ health benefits in that $75 billion?” Kucinich also notes that the Bush administration’s cuts in veterans’ benefits will force an estimated 1.25 million veterans out of the system. Not only does the Bush administration not want to provide money for benefits, it attempts to charge veterans for health care. Congress will block the administration’s efforts to charge troops returning from Iraq a $250 fee to enroll in the VA medical plan. The administration also opposes a plan to expand health care for returning reservists and National Guard troops (the White House will drop its opposition after coming to a compromise with Congress). And the administration will implement a charge of $8 per day for each hospitalized soldier for his meals, until Congress votes to block the charge. [Carter, 2004, pp. 61-65]
In a CIA-arranged meeting at the Abu Ghraib palace, US officials meet with a former high-ranking Iraqi military officer named Faris Naima. He proposes that the US set up three military divisions in northern, central, and southern Iraq. Soldiers would be stationed in every major town to support the police. Claiming that there is a large number of possible military leaders who are not orthodox Baathists, he says the US should start at the top by forming an Iraqi Ministry of Defense and work their way down, all officers would be mandated to repudiate the Baathist Party. Naima also stresses the importance of paying the salaries of civil servants and declaring a plan for exiting the country so that Iraqis will not begin to view them as occupiers. Pentagon officials indicate that they will not ask Congress to renew a temporary increase in monthly Imminent-Danger Pay (IDP) (from $150 to $225) and Family-Separation Allowance (FSA) (from $100 to $250) to US soldiers stationed in combat zones. The temporary IDP and FSA increases, which were put into effect retroactively in April, are set to expire on September 30. In August, when a journalist asks the White House about its views on the plan not to renew the pay increases, a spokesperson refers the reporter to a June Pentagon budget report which warned that the Defense Department budget can’t sustain the higher payments. [Army Times, 6/30/2003; San Francisco Chronicle, 8/14/2003] But after the planned rollback of the benefits becomes a public controversy, the Pentagon issues a statement on August 14 saying that it intends to ensure that those serving in Iraq and Afghanistan “continue to receive this compensation at least at the current levels.” The statement says nothing about troops deployed on dangerous missions in other regions. The White House complains that certain pay-and-benefits incentives for US soldiers that Congress added to the 2004 defense budget are wasteful and unnecessary—including a proposal to double the $6,000 gratuity paid to the families of soldiers who are killed in action. [Army Times, 6/30/2003]
The Bush administration installs L. Jean Lewis as the Defense Department’s inspector general. Her office investigates fraud and audits Pentagon contracts, including the billion-dollar arrangements with companies like Halliburton and Bechtel. While the post is traditionally non-partisan, Lewis is a strongly partisan Republican. Lewis is best remembered as the driving force behind the Resolution Trust Corporation (RTC)‘s relentless investigation of then-President Bill Clinton over a parcel of land called Whitewater. FBI investigators refused to pursue Lewis’s work, calling it sloppy, biased, and incompetent. Lewis repeatedly lied under oath during the Whitewater investigation before bringing the questioning to a halt by suddenly “fainting.” Her partisanship was on display throughout her career with the RTC, having once proposed selling coffee cups and T-shirts with the slogan “Presidential B_TCH” emblazoned under a photo of Hillary Clinton out of the RTC offices, and calling President Clinton a “lying b_stard.” (Lewis claimed under oath that neither instance indicated any bias she might have towards the Clintons or towards Democrats.) She now has the prime responsibility for ensuring that billions of tax dollars are spent wisely by the government and its private contractors. Lewis says that, although her employers are well aware of her background, “I would prefer to think it was my ability and skills they were interested in.” [Newsweek, 9/14/2003; Carter, 2004, pp. 71; New York Observer, 3/18/2007]
Department of Defense officials ask Congress not to renew a temporary increase in the Family Separation Allowance (FSA) and Imminent Danger Pay (IDP) for deployed forces that had been enacted in April. Instead, Defense suggests raising the Hardship Duty Pay for troops deployed only in Iraq and Afghanistan. David Chu, the department’s top personnel official, says that the April raises were like “using a sledgehammer to hit a small nail.” The Pentagon’s intent to rollback the FSA and IDP reignites a controversy that had sprung up during the summer (see Summer 2003) when it was first revealed that the White House supported the Defense Department’s plan to save money by cutting back on the two programs. [Stars and Stripes, 10/4/2003] The final National Defense Authorization bill, which is passed by Congress in November, rejects the Pentagon’s recommendations and renews the pay increases. The Bush administration allocates $1.6 million for a feasibility study for a proposal to close 58 schools the government runs on military bases. The Defense Department runs 69 such schools, educating about 33,000 students for $363 million a year. [Carter, 2004, pp. 65]
The auditors sent to Iraq by the Department of Defense’s Inspector General are withdrawn. The auditors were in charge of investigating waste and fraud by the US military and its contractors in Iraq. The criminal investigative arm of the Inspector General also officially ends its assignment in Iraq in October of 2004. The official explanation given is that there are other agencies that conduct oversight of the Pentagon’s spending. Experts respond by saying that only the Inspector General has the capability and mandate to properly oversee the military’s handling of tax dollars. The withdrawal leaves a gap in oversight of over $140 billion in spending by the military. [Knight Ridder, 10/17/2005]
US Representative David Obey, a senior Democrat on the House Appropriations Committee, proposes to reduce President Bush’s recent tax cuts for the roughly 200,000 Americans who earn more than $1 million a year in order to help offset the $1.5 billion cut in Bush’s military construction budget. By reducing the tax break from $88,300 to $83,500 the government would be able to restore $1 billion to the budget. But the Republican majority on the construction appropriations panel immediately shoots down Obey’s proposal. [Army Times, 6/30/2003]

Suicide bombings increase four-fold to 141 and roadside bombings double (see 2004-2007). 191 US and NATO soldiers die in 2006, making it nearly as statistically dangerous to fight in Afghanistan as in Iraq. But US assistance to Afghanistan drops 38 percent from $4.3 billion in 2005 to $3.1 billion in 2006. Ronald Neumann, US ambassador to Afghanistan, argued against the cut. He also warns in a February 2006 cable to his superiors that the Taliban is planning a strong spring offensive. Afghan president Hamid Karzai and some US military officials make similar warnings. But despite such warnings, Secretary of State Condoleezza Rice will later say, “There was no doubt that people were surprised that the Taliban was able to regroup and come back in a large, well-organized force.” The US will boost aid to $9 billion in 2007 in response to the offensive. [Source: London Times]A US Inspector General’s report into reconstruction in Iraq finds that although $22 billion had been spent, water, sewage, and electricity infrastructure still operate at prewar levels. Oil production is also significantly below prewar levels. Task Force Shield, a $147 million to train Iraqi security personnel to protect key oil and electrical sites failed to meet its goals. A fraud investigation is under way to find out why. Less than half the water and electricity projects have been completed and only six of 150 planned health clinics have been completed. By contrast, the US embassy under construction in Baghdad is the only big US building project in Iraq on time and within budget. The embassy, estimated to cost $592 million, will consist of 21 large buildings instead a 102-hectare (42-acre) site, and will be bigger than the small nation of Vatican City. The London Times comments, “The question puzzles and enrages a city: how is it that the Americans cannot keep the electricity running in Baghdad for more than a couple of hours a day, yet still manage to build themselves the biggest embassy on Earth?” [London Times, 5/3/2006]
Daily Telegraph defense correspondent Thomas Harding reports that American defense officials in the operations and planning staff at the Pentagon, with the backing of the George W. Bush administration, are requesting a “prodigious quantity” of ammunition from Russia to supply the Afghan National Army. The order is reported to include more than 78 million rounds of AK47 ammunition, 100,000 rocket-propelled grenades, and 12,000 tank shells, equivalent to about 15 times the British Army’s annual requirements. The order also suggests the Afghan Army will be equipped with T62 tanks, Mi24 Hind attack helicopters, and Spandrel anti-tank missiles. Harding’s diplomatic sources believe that the US may be offering an estimated $400 million for this “decade’s worth” of ammunition, including transport costs. All of the material will come from Rosoboronexport, the sole Russian state intermediary agency for military exports. “This is a request for a price indication from the Pentagon to the Russians,” says one arms source connected to Russia. “After that comes back they will look at their budget and turn it into an order—and it will be an order of huge magnitude.” American officials are said to be pressing for rapid processing of the order so that exports may begin before the end of this year, according to the report. Harding reports that White House “insiders” fear that Afghanistan could “drift,” and consequently want to arm President Hamid Karzai’s government before the 2008 US presidential election, especially in the event of a Democrat becoming president. The Telegraph report also indicates that some British officials and arms experts are privy to the deal. One senior British officer is quote as saying: “The point of getting Afghanistan up and running is so they can take on their own operations. This deal makes sense if we are going to hand over military control to them.” Harding’s arms industry source tells him that the Pentagon wants to “stack the country up” with arms. “It’s the equivalent of buying yourself a plane to fly to Le Touquet for lunch and you get yourself a 747 jumbo instead of a light aircraft,” he remarks. The Defense Department’s Office of Inspector General completes an audit of three contracts awarded to the Lincoln Group (see September 2004-September 2006) to plant stories in the Iraqi media that were favorable of the US occupation. An unclassified summary of the investigation’s classified report states, “Psychological operations are a central part of information operations and contribute to achieving the… commander’s objectives,” which are aimed at disseminating “selected, truthful information to foreign audiences to influence their emotions… reasoning, and ultimately, the behavior of governments” and other entities. In addition to criticism that efforts to manipulate the press undermine the US’s stated aim of establishing a democracy in Iraq, critics have also contended that the program violated US law prohibiting the military from conducting covert operations. Only the CIA has a legal pass to engage in such activities. However, the inspector general’s report concludes that commanders in Iraq “complied with applicable laws and regulations in their use of a contractor to conduct psychological operations and their use of newspapers as a way to disseminate information.” The only problem identified in the report is that the Lincoln Group violated federal contracting guidelines by failing to provide “adequate documentation to verify expenditures” for the company’s first contract. The Bush administration flatly opposes an additional 0.5% pay raise for military personnel, an addition to Bush’s proposed 3% pay raise, saying that troops don’t need bigger pay raises. The House Armed Services Committee wants a 3.5% pay raise for 2008, and increases in 2009 and 2010 that are also 0.5% higher than private-sector pay raises. The raises are intended to reduce the gap between military and civilian pay that currently stands at 3.9%. Bush administration budget officials also oppose these raises. A policy statement reads, “When combined with the overall military benefit package, the president’s proposal provides a good quality of life for service members and their families. While we agree military pay must be kept competitive, the 3 percent raise, equal to the increase in the Employment Cost Index, will do that.” The Bush administration also opposes a provision that would provide a death gratuity for federal civilian employees who die in support of military operations, price controls for prescription drugs for soldiers and their families, an extra $40 per month for widows of slain soldiers, and new benefits for disabled retirees and the survivors of military retirees. [Army Times, 5/17/2007; Speaker of the House, 5/17/2007] On May 18, Representative Patrick Murphy (D-PA), an Iraq war veteran, denounces Bush’s opposition to the pay and benefit raises, saying, “But the fact is, is that those privates who are making $17,000 a year, those privates that are leaving their wives, their kids at home, many of whom have to survive on food stamps, those privates who saw what we did in the defense bill, who said that’s great, 3.5% pay increase, not even $1,000 more a year, a couple hundred dollars a year, the President of the United States said, ‘Private, thank you for your service to your country, but that’s too much of a pay increase.’” [Speaker of the House, 7/20/2007]
President Bush tells a gathering of US soldiers and their families, “It is time to rise above partisanship, stand behind our troops in the field, and give them everything they need to succeed. In February I submitted to Congress a Defense Department spending bill for the upcoming fiscal year that will provide funds to upgrade our equipment for our troops in Iraq and provides a pay raise for our military—a comprehensive spending request—that Congress has failed to act on.” [Speaker of the House, 7/20/2007] But on May 16, 2007, Bush came out strongly against an addition to his proposed pay raise (see May 16, 2007), opposing a proposed 0.5% pay raise in addition to the 3% raise he proposed for the February 2008 budget as “unnecessary.” [Army Times, 5/17/2007]
One month ahead of the official announcement of President Obama’s war strategy for Afghanistan and Pakistan (see March 27, 2009), John McCain delivers a policy speech on Afghanistan to the American Enterprise Institute (AEI), expressing confidence that ‘victory’ is possible there. Promoting the counterinsurgency strategy advanced by David Kilcullen and the approach already begun by US Ambassador Zalmay Khalilzad and retired Lieutenant General David Barno in Afghanistan, McCain calls for a continued shift from counterterrorism to a counterinsurgency strategy focused on providing security. He also invokes General David Petraeus and the counterinsurgency strategy employed in Iraq. “As it was in Iraq, security is the precondition for political and economic progress in Afghanistan,” he says. McCain states that the US must assist an Afghan surge of security forces, “backed with robust intelligence resources and a sufficient number of troops to carry it out.” He says that at a minimum, the US and allies need to more than double the current size of the Afghan army to 160,000 troops, and should consider enlarging it to 200,000 with the aid of an international trust fund to provide long-term financing. In conclusion, he warns that the days of the war in Afghanistan being perceived as “the good war” may be numbered as costs and casualties mount. [American Enterprise Institute, 2/25/2009]
The F-22 Raptor. [Source: AeroSpaceWeb (.org)]According to the Boston Globe, Defense Secretary Robert Gates is preparing to announce sweeping cuts in weapons programs over the following months. Gates, the only holdover in the Obama administration from the Bush cabinet, said before President Bush left office that the US “cannot expect to eliminate national security risks through higher defense budgets, to do everything and buy everything.” Whoever President Obama’s new defense secretary might be, he then said, would have to eliminate some costly hardware and invest in new tools for fighting insurgents. At that point, Gates did not know that he would be asked to stay on as defense secretary.
Scope of Cuts - Senior defense officials say that the impending program cuts will be the largest since the end of the Cold War, during the administrations of Ronald Reagan and George H. W. Bush. About a half-dozen programs will be canceled, including the Air Force’s F-22 fighter jet, a new Navy destroyer, Army ground combat vehicles, and other programs such as aircraft carriers and new nuclear weapons.
Gates' Role - The Globe reports: “As a former CIA director with strong Republican credentials, Gates is prepared to use his credibility to help Obama overcome the expected outcry from conservatives. And after a lifetime in the national security arena, working in eight administrations, the 65-year-old Gates is also ready to counter the defense companies and throngs of retired generals and other lobbyists who are gearing up to protect their pet projects.” Pentagon spokesman Geoff Morrell says, “He has earned a great deal of credibility over the past two years, both inside and outside the Pentagon, and now he is prepared to use it to lead the department in a new direction and bring about the changes he believes are necessary to protect the nation’s security.”
Support - James Shinn, who served under Gates as an assistant defense secretary in the Bush administration, says Gates is perhaps the only person in Washington who can make such drastic cuts happen: “He obviously has huge credibility as something of a hawk. No one can even remotely challenge Gates in terms of his well-informed and conservative approach toward threats and the weapon systems associated with threats.” Longtime Washington official Brent Scowcroft, one of Gates’ closest friends and mentors, says: “He is going to have a hard time. The resistance in the system is heavy. But that what Bob is trying to take on.”
Potential Opposition - However, any cuts will face strong opposition from defense contractors and members of Congress whose districts rely on defense monies. “There are so many people employed in the industry and they are spread across the country,” says William Cohen, a Republican who served as defense secretary in the Clinton administration. “Even though members of Congress may say, ‘It’s great that you are recommending the termination of X, Y, and Z,’ they will also say ‘that means 4,000 jobs in my state. Frankly, I can’t go along with that.’” The declining economy makes such arguments even more compelling, Cohen adds. [Boston Globe, 3/17/2009]
