President Harry S. Truman signs Executive Order 10193, establishing the Office of Defense Mobilization (ODM) within the Executive Office of the President. The ODM is granted a wide range of emergency powers in order to mobilize civilians, industries and government agencies to defend the country during a crisis. As part of a broad “mobilization” effort, President Truman calls for increasing the number of total armed forces, increasing defense spending, and expanding the economy to increase war production. President Truman declares a national emergency and delegates many of his war powers to the head of the ODM. According to the New York Times, “President Truman proclaimed a state of emergency this morning and delegated many of his own war powers to Charles E. Wilson, the new mobilization director.” Citing the threat of “Communist imperialism,” President Truman “signed the proclamation of emergency, which unleashed scores of additional executive powers, and issued an executive order granting virtually blanket authority to Mr. Wilson to carry out all aspects of war production and economic control he deemed necessary.” According to the order, the mobilization director “shall on behalf of the president direct, control, and coordinate all mobilization activities of the executive branch of the government, including but not limited to production, procurement, manpower, stabilization, and transport activities.” [Executive Order 10193, 12/16/1950; New York Times, 12/16/1950, pp. 1; New York Times, 12/16/1950, pp. 1]
President Dwight D. Eisenhower gives the following warning during his farewell speech: “In the councils of government, we must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex. The potential for the disastrous rise of misplaced power exists and will persist. We must never let the weight of this combination endanger our liberties or democratic processes. Only an alert and knowledgeable citizenry can compel the proper meshing of the huge industrial and military machinery of defense with our peaceful methods and goals, so that security and liberty may prosper together.” [Carter, 2004, pp. 47]
Henry ‘Scoop’ Jackson. [Source: US Congress]The recently formed neoconservatives, bound together by magazine publisher Irving Kristol (see 1965), react with horror to the ascendancy of the “McGovern liberals” in the Democratic Party, and turn to conservative senator Henry “Scoop” Jackson (D-WA) for leadership. Jackson calls himself a “muscular Democrat”; others call him “the Senator from Boeing” for his strong support of the US defense industry. Jackson merges a strong support of labor and civil rights groups with a harsh Cold War opposition to the Soviet Union. Jackson assembles a staff of bright, young, ideologically homogeneous staffers who will later become some of the most influential and powerful neoconservatives of their generation, including Richard Perle, Douglas Feith, Elliott Abrams, Abram Shulsky, and Paul Wolfowitz. Jackson’s office—“the bunker,” to staffers—becomes a home for disaffected, ambitious young conservative ideologues with a missionary zeal for change. Jackson presides over the cadre in an almost fatherly fashion.
History of Two Dictators - Many of Jackson’s neoconservative disciples came of age either fighting two foreign dictators—Stalin and/or Hitler—or growing up with family members who fought against them. [Unger, 2007, pp. 35-41] Wolfowitz’s father’s family perished in the Holocaust; he will later say that what happened to European Jews during World War II “shaped a lot of my views.” [New York Times, 4/22/2002] Feith will tell the New Yorker in 2005, “[My] family got wiped out by Hitler, and… all this stuff about working things out—well, talking to Hitler to resolve the problem didn’t make any sense.” Most neoconservatives like Feith and Wolfowitz tend to look to military solutions as a first, not a last, resort. To them, compromise means appeasement, just as Britain’s Neville Chamberlain tried to appease Hitler. Stefan Halper, a White House and State Department official in the Nixon, Ford, and Reagan administrations, will say of the neoconservatives, “It is use force first and diplomacy down the line.”
Former Trotskyites - On the other hand, many neoconservatives come to the movement from the hardline, socialist left, often from organizations that supported Bolshevik revolutionary Leon Trotsky (see Late 1930s - 1950s). Trotskyites accused Stalin of betraying the purity of the Communist vision as declaimed by Karl Marx and Vladimir Lenin. “I can see psychologically why it would not be difficult for them to become [conservative] hard-liners,” says Harvard Sovietologist Richard Pipes, himself a hardliner whose son, Daniel Pipes, will become an influential neoconservative. “It was in reaction to the betrayal.” Many neoconservatives like Stephen Schwartz, a writer for the Weekly Standard, still consider themselves to be loyal disciples of Trotsky. Richard Perle is a Trotskyite socialist when he joins Jackson’s staff, and will always practice what author Craig Unger calls “an insistent, uncompromising, hard-line Bolshevik style” of policy and politics. Like Trotsky, Unger writes, the neoconservatives pride themselves on being skilled bureaucratic infighters, and on trusting no one except a small cadre of like-minded believers. Disagreement is betrayal, and political struggles are always a matter of life and death. [Unger, 2007, pp. 35-41]

Dr. Marvin Goldberger. [Source: Teises Institutas]One consequence of the Pentagon Papers’ publication (see March 1971) is a heavy social and academic backlash against scientists on the Jason Project. The “Jasons,” as they are sometimes called, are mostly physicists and other “hard” scientists from various universities who have worked as ad hoc consultants to the Pentagon since the Soviets launched their Sputnik satellite in October 1958. Though most of the Jasons are strongly opposed to the Vietnam War, and the Pentagon documents tell of the Jasons’ ideas for “a real alternative to further escalation of the ineffective air war against North Vietnam,” the public focuses on the Jasons’ association with the government’s war effort. After the Papers’ publication, Mildred Goldberger, wife of scientist Marvin Goldberger, recalls that the Jasons’ “name was mud.” Jack Ruina, the head of the Pentagon’s Advanced Research Project Agency (ARPA), which often worked with some of the Jasons, says that the Jasons became “the devil” in many eyes. Some of the scientists are publicly labeled “war criminals” and “baby killers,” some have their offices burgled and their homes vandalized, and many face serious questions about their motives and commitment to pure, objective science. Some of the scientists repudiate the Jasons’ work on behalf of the war effort; longtime member Goldberger tells one group of demonstrators, “Jason made a terrible mistake. They should have told [former Defense Secretary Robert] McNamara to go to hell and not have become involved at all.” Others refuse to discuss Vietnam and their work with the Jason Project in their seminars and classes; one, Murray Gell-Mann, is forcibly removed from a Paris university lecture hall after refusing to defend his work with the Jasons to his audience. Physicist Charles Towne accuses the universities of curtailing the Jasons’ freedom of speech. Some of the scientists are falsely accused of helping produce plastic fragmentation bombs and laser-guided shells; some of them are compared to the Nazi scientists who developed nerve gas for use in the concentration camps. A November 1974 article in the Bulletin of the Atomic Scientists will sum up the debate: “The scientists became, to some extent, prisoners of the group they joined…. At what point should they have quit?” The decisions they faced were, the article will assert, “delicate and difficult.” [Finkbeiner, 2006, pp. 102-113]
The Los Angeles Times prints the first story on the apparently failed Project Jennifer, the CIA’s 1974 attempt to raise a sunken Soviet submarine (see June 20-August 14, 1974). [Federation of American Scientists, 9/14/2006] The New York Times’s Seymour Hersh had learned of the secret project in mid-1974, and had prepared a story for publication while it was still underway, but the CIA persuaded the newspaper not to publish the story. After the Los Angeles Times prints its piece, the New York Times publishes the Hersh story, with a lengthy explanation of the agreement not to publish the story almost a year before. Richard Perle, a former Senate aide (see Late 1969) and consultant with the Abington Corporation defense consultancy firm, has recently become an assistant secretary of defense. Two of his first clients with Abington were Israeli arms dealers Shlomo Zabludowicz, and his son Chaim Zabludowicz (see March 1980), who now want to sell the US weapons produced by Soltam Ltd, an Israeli company that makes mortars, artillery, ammunition, and other civilian and military products. Shlomo Zabludowicz is the founder of Soltam and its principal shareholder. Soltam agrees to pay Abington $10,000 a month for a period of one year. In return, Perle writes a letter to the secretary of the Army recommending the evaluation and purchase of 155 mm. shells manufactured by Soltam. [New York Times, 4/17/1983; CounterPunch, 2/28/2004] Perle will say in a later interview with the New York Times that the amount was paid to him for services he provided Soltam during the previous year, and not for services rendered while working in the Pentagon. In January 1982, he will also receive a portion of a $90,000 fee that Soltam pays to Abington (see January 1982) The payments made to Perle and Abington are both funneled though Tamares, a small London-based subsidiary of Salgad, another company founded by Shlomo Zabludowicze and based in Liechtenstein. A US State Department report concludes that Iraq continues to support groups on the State Department’s terrorist list. [Jentleson, 1994, pp. 52]
The US sells forty F-16 fighter jets to Pakistan. One of the contractual preconditions of the sale is that Pakistan does not configure them to drop a nuclear bomb. However, US analyst Richard Barlow will conclude that in fact all of them are configured to carry nuclear weapons. [Guardian, 10/13/2007]
Systems Evaluations Incorporated, a company recently founded by Fred Westerman, a newly retired 20-year Army intelligence veteran, is contracted by the Army Corps of Engineers to help set up secret storage facilities in five states for the ultra-secretive Continuity of Government program. The Federal Emergency Management Agency (FEMA) and the clandestine National Program Office (see (1982 -1991)) will operate the facilities and oversee their construction. Within a year, Westerman will begin to report to government officials instances of waste, fraud, and abuse within the program (see 1986-1987). His job will be threatened in November 1987 (see November 1987) and his contract will be canceled in December of that year (see December 1987). Westerman will file a lawsuit against the government alleging FEMA burglarized Systems Evaluations’ offices in late 1987 (see Late 1987) and that the government launched a surveillance campaign against him (see November 1988). The lawsuit will be frozen when the Justice Department opens an investigation of Westerman (see November 1988) and the suit will later be sealed after an in-depth report highlighting Westerman’s case is published by a major magazine (see August 8, 1989). Westerman will lose another contract, along with his security clearances, in 1990 (see 1990), and by November 1991, he will be unemployable, several hundred thousand dollars in debt, and unable to gain any restitution from the government (see November 1991). President Reagan, Secretary of State George Shultz, Defense Secretary Caspar Weinberger, outgoing National Security Adviser Robert McFarlane, and McFarlane’s replacement, John Poindexter, all meet at the White House to discuss the government’s arms sales to Iran. Later statements by the participants conflict on key details. Some will say that a consensus is reached to end arms sales to Iran, but Deputy CIA Director John McMahon will recall that no such consensus is reached. [New York Times, 11/19/1987]
Outgoing National Security Adviser Robert McFarlane and National Security Council staffer Oliver North fly to London to meet with Manucher Ghorbanifar, an Iranian arms merchant. Also present at the meeting are David Kimche, of Israel’s Foreign Ministry, and Israeli arms dealer Yaacov Nimrodi. McFarlane tells Ghorbanifar that the US wants to end arms sales to Iran, though the US wants to continue pursuing diplomatic relations. [New York Times, 11/19/1987] The US will in actuality continue selling arms to Iran (see January 7, 1986 and January 17, 1986).
Fred Westerman, a retired Army intelligence veteran who now heads a government contracted security firm, reports several instances of waste, fraud, and abuse within the highly secretive Continuity of Government (COG) program, which is supposed to ensure the survival of the federal government during disaster situations. Westerman’s company, Systems Evaluations Incorporated, was hired by the Army Corps of Engineers in 1985 to set up secret COG storage facilities around the country for the Federal Emergency Management Agency (FEMA) and the clandestine National Program Office (see 1985). Within a year, however, Westerman becomes disturbed by problems he notices within the secret COG program. He alerts officials that engine parts are falling off emergency vehicles at several secret sites. He reports that security systems and alarms at secure government facilities are faulty. He says doors and locks at the secret locations are weak and flimsy. He says his workers have been exposed to toxic chemicals from leaking containers at multiple government installations. Westerman reports that at one location water has seeped onto high-voltage electrical lines. He also becomes concerned about payments being made to companies for inadequate work. Westerman is repeatedly pressured by superiors not to complain about the problems, but nonetheless brings his complaints to the FBI, the Justice Department, and the inspector general’s office within FEMA. Westerman’s job will be threatened after he refuses to hand over corporate documents to a competitor (see November 1987). FEMA officials will allegedly burglarize Westerman’s office in search of the documents in late 1987 (see Late 1987). System Evaluation’s contract with the government will be canceled in December 1987 (see December 1987) and Westerman will later file a lawsuit against the government seeking reimbursement (see November 1988). The lawsuit will be frozen when the Justice Department opens an investigation of Westerman (see November 1988) and the suit will later be sealed after an in-depth report highlighting Westerman’s case is published by a major magazine (see August 8, 1989). Lieutenant Colonel Oliver North, the National Security Council staffer who facilitates the secret Iran arms deals, helps divert $12 million in money from those arms sales to the Nicaraguan Contras. The deal is documented in a memorandum located in North’s desk by investigators for Attorney General Edwin Meese (see November 21-25, 1986). Meese will inform President Reagan and top White House officials of the memo, but many of the cabinet members and top officials he will inform already know of the transaction. [United States Court of Appeals for the District of Columbia Circuit, 8/4/1993] National Security Adviser John Poindexter, the recipient of the memo, will later testify that President Reagan never saw the memo. Reagan will deny knowing anything about the diversion of arms profits to the Contras until November 1986 (see November 10, 1986 and After and November 13, 1986). [New York Times, 11/19/1987]
Longtime US Army intelligence officer Tom Golden, who is currently acting as a watchdog within the ultra-secretive Continuity of Government (COG) program (see January 1984), notifies the Army Inspector General’s Office of several instances of waste, fraud, and abuse within the highly classified COG project. Golden additionally speaks in confidence about his findings to the chief of the inspector general’s intelligence oversight division, Colonel Ned Bacheldor. Golden tells the Inspector General’s Office that contracts are being awarded based on personal relationships among military officials and company employees. He says government personnel have rotating careers at contracted companies and some are being hired at excessive rates for limited work. Golden says the multi-billion dollar communication system at the heart of the COG program does not function properly and is costing exorbitant amounts of money to fix, and alleges the problems are being covered up by military officials (see Late 1985 and December 1990). Golden reports a high-ranking officer within the COG program, Brigadier General Eugene Renzi, who was awarded a multimillion-dollar no-bid contract to the BETAC Corporation, which employed the general’s son. US News and World Report describes BETAC as a “consulting firm composed of former intelligence and communications specialists from the Pentagon.” Golden also notes the BETAC contract included $400-a-day consultant jobs for several COG officials, including one of Renzi’s aides. As a result of Golden’s report, two contracts will be found to be illegal and will be subsequently canceled. Renzi will also be reprimanded. The Army assures Golden his name will remain confidential, but his status as a whistleblower will be leaked weeks later by Bacheldor, who will soon leave the Inspector General’s Office to join the COG program. Golden will soon become the target of a retaliatory smear campaign led by members of the secret project, including Renzi and Bacheldor (see After July 1987). Westerman will later allege that FEMA security operations specialist Robert Lorenz and Army Corps of Engineers officer Gerald Boggs order him to hand over corporate documents, communications, records, invoices, and checkbooks to Brogan Associates president Arthur Hutchins. [US Department of Defense, 11/24/2005] Cheney is the second choice; Bush’s first consideration, former Texas senator John Tower, lost key Senate support when details of his licentious lifestyle and possible alcoholism became known. Cheney was the choice of, among others, Vice President Dan Quayle and National Security Adviser Brent Scowcroft, who both feel that Bush needs someone in the position fast, and the best way to have someone move through the confirmation process is to have someone from Congress. Although Cheney never served in the military, and managed to dodge service during the Vietnam War with five student deferments, he has no skeletons in his closet like Tower’s, and he has the support of Congressional hawks. His confirmation hearings are little more than a formality.
Cheney Leaves the House, Gingrich Steps In - Cheney’s House colleague, Republican Mickey Edwards, later reflects, “The whole world we live in would be totally different if Dick Cheney had not been plucked from the House to take the place of John Tower.” Cheney was “in line to become the [GOP’s] leader in the House and ultimately the majority leader and speaker,” Edwards will say. “If that [had] happened, the whole Gingrich era wouldn’t have happened.” Edwards is referring to Newt Gingrich (R-GA), the future speaker of the House who, in authors Lou Dubose and Jake Bernstein’s own reflections, “ushered in fifteen years of rancorous, polarized politics.” While Cheney is as partisan as Gingrich, he is not the kind of confrontational, scorched-earth politician Gingrich is. According to Edwards, no one can envision Cheney moving down the same road as Gingrich will.
Successful Tenure - As the Pentagon’s civilian chief, many will reflect on Cheney’s tenure as perhaps his finest hour as a public servant. “I saw him for four years as [defense secretary]. He was one of the best executives the Department of Defense had ever seen,” later says Larry Wilkerson, who will serve in the Bush-Cheney administration as chief of staff to Secretary of State Colin Powell. “He made decisions. Contrast that with the other one I saw [Clinton Secretary of Defense Lester Aspin], who couldn’t make a decision if it slapped him in the face.” Cheney will preside over a gradual reduction in forces stationed abroad—a reduction skillfully managed by the Chairman of the Joint Chiefs of Staff, Colin Powell.
Bringing Aboard the Neoconservatives - Cheney asks one of Tower’s putative hires, Paul Wolfowitz, to stay; Wolfowitz, with fellow Pentagon neoconservatives Lewis “Scooter” Libby and Zalmay Khalilzad, will draft the Pentagon’s 1992 Defense Planning Guide (DPG) (see February 18, 1992), a harshly neoconservative proposal that envisions the US as the world’s strongman, dominating every other country and locking down the Middle East oil reserves for its own use. Though the DPG is denounced by President Bush, Cheney supports it wholeheartedly, even issuing it under his own name. “He took ownership in it,” Khalilzad recalls. Cheney also brings in his aide from the Iran-Contra hearings, David Addington (see Mid-March through Early April, 1987), another neoconservative who shares Cheney’s view of almost unlimited executive power at the expense of the judicial and legislative branches. Joseph Cirincione. [Source: Takoma / Silver Spring Voice]Joseph Cirincione, an expert on proliferation issues and national security, is detailed by Congress to find out just how well the Patriot missile performed in combat during the Gulf War. George H.W. Bush told a group of Raytheon employees, who helped manufacture the Patriot missile system, that the system had performed admirably during the war: “Forty-two [Iraqi] SCUD [missiles] engaged, 41 intercepted.” (Some sources later cite Bush as claiming that the figures were 43 of 45.) Television viewers around the globe were familiar with video footage of Patriot batteries blazing away at the sky during the middle of the night; such images became icons of the technological success of the war. However, Cirincione finds a very different story for the Patriot. His investigations of Defense Department records shows that the Patriot actually only brought down two to four SCUDs in 44 intercept attempts, or about a 10 percent success rate. The video footage rerun so often by American news broadcasters was of Patriots exploding in midflight. Nevertheless, Congressional funding for the Patriot and other missile defense systems rose dramatically after the war.
Pentagon Experts Knew System Faulty - Experts in the Pentagon admitted to Cirincione that they knew the Patriot system didn’t work as early as 1991, when it was deployed to Iraq. Cirincione tells a reporter, “Everybody thought that missile defense could work” after the erroneous reports of the Patriot’s success. “So it gave the whole program, theater and strategic missile defense, a new lease on life, and cost us billions of dollars more in research and programs that still haven’t proved to be viable.… The power of that television image, the power of that myth of the Patriot success, proved to be very powerful indeed. Studies and scientific inquiries alone can’t overcome the popular misperception.”
Army Incensed with Findings - The Army is incensed by Cirincione’s findings, he will recall in 2004. “The Army insisted that they knew they had some problems with the Patriot, but it didn’t serve any purpose to make these public. We would just be aiding the enemy. And that they would take care of it in the course of normal product improvement.” Why did the Army so adamantly oppose Cirincione’s findings? “The Patriot is a multi-billion dollar system. There’s a lotta money involved. There’s a lotta careers involved.” Cirincione will say that the Army continued to claim that the Patriot was a success even after he presented them with his findings until 2001, when it finally admitted the Patriot’s poor performance. Retired 20-year Army intelligence veteran, classified security expert, and whistleblower Fred Westerman is hundreds of thousands of dollars in debt and unable to find work in the field he knows best. Beginning in 1985, Westerman headed a security firm that worked on the highly classified Continuity of Government program, which is designed to keep the government functioning in times of disaster (see 1985). The program is predominantly run by the clandestine National Program Office (see (1982 -1991)) and the Federal Emergency Management Agency (FEMA—see April 1, 1979-Present). Westerman reported several instances of waste, fraud, and abuse within the classified program to the FBI, the Army, and the inspector general’s office within FEMA (see 1986-1987). Westerman’s contract with the government was subsequently canceled (see December 1987) and the Justice Department launched an investigation of Westerman and his company when he attempted to file a lawsuit against the government (see November 1988 and November 1988). For the past three years, Westerman has been living in what CNN describes as an “intelligence twilight zone… unable to clear his name, unable to resolve his legal cases… caught in an unwinnable struggle with the powerful secret National Program Office.” Westerman has lost his security clearances, government contracts, and reputation (see 1990). “What assets I did have, have either been sold off or have been mortgaged to the hilt,” he tells CNN. “I am in financial disrepair. I am unemployable in the profession that I know best.” David Mann, a security consultant who served with Westerman, tells CNN: “I think what is happening to him particularly is that the federal attorneys and whoever is driving them to do their job are attempting to ruin the man through legal means.… It is a type of modern McCarthyism if you will.” [CNN Special Assignment, 11/17/1991]
Blackwater logo. [Source: Blackwater]In June 1997, three months after having been discharged from active duty, ex-Navy Seal Erik Prince incorporates the Blackwater Training Center. He purchases more than 4000 acres in Currituck County, North Carolina, for $756,000, and nearly one thousand acres in Camden County for $616,000. The new compound is built near the Great Dismal Swamp. The stated idea behind Blackwater was “to fulfill the anticipated demand for government outsourcing of firearms and related security training.” In May 1998, Blackwater opens for business. It is suggested that the early years of Blackwater are slow going, but the volume of secret contracts makes that difficult to verify. [Scahill, 3/1/2007]
In early February 1999, US intelligence gains good information that Osama bin Laden is bird hunting with members of the United Arab Emirates (UAE) royal family in an uninhabited region of Afghanistan (see February 11, 1999). A later book by Daniel Benjamin and Stephen Simon, both officials in the Clinton administration, will note, “At the moment the Tomahawks [US missiles] were being readied, the United States was in the final stages of negotiations to sell eighty Block 60 F-16s, America’s most sophisticated export fighter jets,” to the UAE government. “America’s relationship with the [UAE] was the best it had in the [Persian] Gulf, and the [Clinton] administration had devotedly cultivated Sheikh Zayed bin Sultan Al Nahyan, the UAE’s president and the leader of the country’s royal clans.” [Benjamin and Simon, 2002, pp. 281] The F-16 fighter deal is worth about $8 billion. Counterterrorism “tsar” Richard Clarke is particularly close to the UAE royal family, having negotiated arms deals and US military basing agreements with them for several years. He has a hand in negotiating the F-16 deal in 1998. In fact, just days before the US learned of bin Laden’s presence in the hunting camp, Clarke was in the UAE working on the fighter deal. [Coll, 2004, pp. 486; 9/11 Commission, 7/24/2004, pp. 128] Journalist Steve Coll will later say: “If the United States bombed the camp and killed a few princes, it could potentially put [business deals like that] in jeopardy—even if bin Laden were killed at the same time. Hardly anyone in the Persian Gulf saw bin Laden as a threat serious enough to warrant the deaths of their own royalty.” Clarke is one who votes not to strike the camp, and others within the US government will speculate that his UAE ties had a role in his decision. [Coll, 2004, pp. 447-450] Michael Scheuer, head of the CIA’s bin Laden unit at the time, will later comment: “Why did President Clinton fail to attack? Because making money was more important than protecting Americans.” [Scheuer, 2008] The missile strike does not take place and the fighter deal is successfully completed. Some US officials, including Scheuer, will be very irate and vocally complain later this month (see Shortly After February 11, 1999).
Frank Sesno. [Source: Communications Institute]Radio news host Amy Goodman interviews CNN vice president Frank Sesno, and asks about CNN’s practice of putting retired generals on CNN without balancing its coverage with peace activists. Sesno tells Goodman that he believes it is perfectly appropriate to have retired military officers as paid analysts to comment on foreign affairs and military issues, “as long as we identify them as what they are, as long as we believe in our editorial judgment that their judgment is straight and honest—and we judge that—and it’s not a series of talking points, yes, I think it’s appropriate.” He adds, “I think it would become inappropriate if they were our only source of information or our only source of analysis or our only source of whatever the opinion is that we’re assessing, if there were no opposing viewpoints, if you will.” Goodman asks, “If you support the practice of putting ex-military men, generals, on the payroll to share their opinion during a time of war, would you also support putting peace activists on the payroll to give a different opinion in times of war, to be sitting there with the military generals, talking about why they feel that war is not appropriate?” Senso replies: “We bring the generals in because of their expertise in a particular area. We call them analysts. We don’t bring them in as advocates. In fact, we actually talk to them about that. They are not there as advocates.” So “why not put peace activists on the payroll?” Goodman asks. Sesno retorts, “We do,” and Goodman asks, “Who?” Sesno backs off: “On payroll? No, we don’t put peace activists—we don’t—we do not choose to put a lot of people on the payroll. And we will put people on the payroll whom we choose and whom we feel is necessary to put on the payroll.” Sesno cannot recall the last peace activist that he interviewed. Given all of this, Goodman asks how, aside from “screaming in the streets and getting a picture taken,” does an antiwar voice get heard on CNN? Sesno retorts: “Well, that’s up to you. But, you know, there are a lot of ways people have of registering their opinions: through op-eds, through phone-in shows, through protest, if that’s what people are doing.” [Democracy Now!, 4/22/2008]
Texas governor and Republican presidential candidate George W. Bush says, “We ought to have a commander in chief who understands how to earn the respect of the military, by setting a clear mission, which is to win and fight war, and therefore deter war.” [Carter, 2004, pp. 47]
Eason Jordan. [Source: Eason Jordan]The US Army’s 4th PSYOPS (Psychological Operations) Group conducts a military symposium in Arlington, Virginia; during the symposium, the unit commander, Colonel Christopher St. John, calls for “greater cooperation between the armed forces and [the nation’s] media giants.” St. John discusses at some length how Army psyops personnel have worked for CNN (see April 22, 1999) and helped that news provider produce news stories. Dutch reporter Abe De Vries finds the information through a February 17 article in an official French intelligence newsletter. Virtually no mainstream American news outlets besides the San Jose Mercury News report the story. In March, CNN senior executive Eason Jordan admits that five “interns” from an Army psyops unit functioned as “observers” in three different units of the network beginning on June 7, 1999, for several weeks at a stretch. He says: “I think they came one at a time, and they worked in three parts of the company: in our radio—and I should be clear, not work, they did not work. They did not function as journalists. They were not paid. But they were in our radio department, our satellites area and our Southeast bureau.… [T]hey should not have been here, they’re not here anymore, and they will not be here ever again.” [Democracy Now!, 3/24/2000]
During an interview about CNN allowing Army psyops personnel to serve as interns inside the network (see March 24, 2000), reporter Amy Goodman asks CNN executive Eason Jordan about the network’s practice of using retired military generals and other high-ranking officers to serve as military analysts in times of war, without balancing the generals’ perspective with commentary from peace activists and antiwar leaders. Jordan says he is not aware of any such policy at CNN; however: “In wartime, we want people who understand how wars are orchestrated. We want experts who can address those issues. And if we have not put enough peace activists on the air, that’s not because we have some policy against that.” Jordan denies that the military analysts are there to discuss policy, but merely to explicate technical issues for the audience. Liberal columnist and editor Alexander Cockburn asks a hypothetical question: if indeed the Army, for example, had mounted “an incredibly successful military penetration of CNN,” and that everything Jordan is saying is complete disinformation: “[H]ow would you disprove that? Because, after all, everything that you see on CNN would buttress that conclusion. CNN was an ardent advocate of the war [in Kosovo, and] did not give a balanced point of view. They fueled at all points the Pentagon, State Department, White House approach to the war. I think you could demonstrate that far beyond the confines of your program, and it’s been done by a number of people. I’m just saying that if you looked at it objectively from afar, actually what you could see is evidence of an enormously successful PSYOPS operation. So, in a way, the burden is far more on CNN to disprove what you could conclude was a successful operation.… CNN, as an outlet, both in Iraq and now, is, to my view of thinking, devotes about 95 percent of its time in times of war to putting the US government point of view.” Jordan calls Cockburn’s hypothesizing “ridiculous.” [Democracy Now!, 3/24/2000]

[Source: CNN]After the San Jose Mercury News reports on a February symposium where the commander of an Army psyops (psychological operations) unit discussed how Army psyops personnel have worked closely with the US news network CNN (see Early February, 2000), journalist Amy Goodman discusses the issue with three guests: Dutch journalist Abe De Vries, who first broke the story; liberal columnist Alexander Cockburn, who wrote about it in the Mercury News and in his own publication, Counterpunch; and CNN senior executive Eason Jordan. De Vries says he originally read of the symposium in a newsletter published by a French intelligence organization, and confirmed it with Army spokespersons. Cockburn says that after he wrote about it in his publication, he was contacted by an “indignant” Jordan, who called the story “a terrible slur on the good name of CNN and on the quality of its news gathering.” Cockburn says that he, too, confirmed that Army psyops personnel—“interns,” Jordan told Cockburn—worked for several weeks at CNN, but the network “maintains stoutly, of course, that these interns, you know, they just were there making coffee or looking around, and they had no role in actually making news.” Goodman asks Jordan about the story, and he insists that the Army personnel were nothing more than unpaid interns who “functioned as observers” and were “always under CNN supervision. They did not decide what we would report, how we would report it, when we would report something.…[T]hey had no role whatsoever in our Kosovo coverage and, in fact, had no role whatsoever in any of our coverage.” Jordan says that allowing them into CNN was a mistake that the network will not repeat. Jordan says that the psyops personnel merely wanted “to see how CNN functioned, as a lot of people from around the world do. We have observers here from all over the world.” He insists that no one in his division—news gathering—knew about the psyops personnel serving as interns until the program was well underway, and that once they found out about it, they brought it to a halt “within a matter of days.” Cockburn points out that from De Vries’s reporting, the Army was “obviously pleased” by their ability to insert personnel inside one of the nation’s largest news organizations. Cockburn says that it isn’t a matter of the Army personnel conducting some sort of “spy novel” operation inside CNN, but a matter of building relationships: “[T]he question is really, you know, the way these things work. If people come to an office, and they make friends at the office, then the next time they want to know something, they know someone they can call up. A relationship is a much more subtle thing than someone suddenly running in and writing [CNN correspondent Christiane] Amanpour’s copy for her.” Jordan says the entire idea of the US military influencing news coverage is “nonsense” (see April 20, 2008 and Early 2002 and Beyond). Goodman counters with a quote from an Army psyops training manual: “Capture their minds, and their hearts and souls will follow.… Psychological operations, or PSYOP, are planned operations to convey selected information and indicators to audiences to influence their emotions, motives, objective reasoning and ultimately the behavior of organizations, groups and individuals. Used in all aspects of war, it’s a weapon whose effectiveness is limited only by the ingenuity of the commander using it. A proven winner in combat and peacetime, PSYOP is one of the oldest weapons in the arsenal of man. It’s an important force, protector, combat multiplier and a non-lethal weapons system.” [Democracy Now!, 3/24/2000]
During a National Press Club Newsmakers luncheon, outgoing Defense Secretary William Cohen says: “Well, Saddam Hussein’s forces are in a state where he cannot pose a threat to his neighbors at this point. We have been successful, through the sanctions regime, to really shut off most of the revenue that will be going to build his—rebuild his military.” [US Department of Defense, 1/10/2001; Jordan Times, 2002]
Defense Secretary Donald Rumsfeld begins his vaunted transformation of the functions of the Defense Department by issuing the first in the “Anchor Chain” series of “snowflakes,” or unsigned memos from Rumsfeld. The memos are written by Rumsfeld and annotated and edited by, among others, Rumsfeld’s personal assistant Stephen Cambone, and Deputy Defense Secretary Paul Wolfowitz. The first memo is a sprawling, overarching combination of mission statement, fix-it lists, and complaints, reflective both of Rumsfeld’s sincere ambitions to cut through the bloated and unresponsive military bureaucracy, and his more personal desire to run the US military from his office. Rumsfeld fells that congressional oversight cripples the ability of the military to spend what it needs to on getting buildings built and weapons systems constructed. He complains that talented officers skip from one assignment to another every two years or so, too fast to “learn from their own mistakes.” He complains that the military “mindlessly use[s] the failed Soviet model: centralized government systems for housing, commissaries, healthcare and education, rather than using the private sector competitive models that are the envy of the world.” This apparently is the origin of the “privitization” of the military’s logistical systems that will come to fruition with Halliburton, Bechtel, and other private corporations providing everything from meals to housing for military personnel both in Iraq and in the US. Forgetting, or ignoring, the fact that the Defense Department has repeatedly demonstrated that it will squander billions if left to its own devices, he complains that Congressional oversight so hampers the department’s functions that the Defense Department “no longer has the authority to conduct the business of the Department. The maze of constraints on the Department force it to operate in a manner that is so slow, so ponderous, and so inefficient that whatever it ultimately does will inevitably be a decade or so late.” Without transforming the relationship between the Defense Department and Congress, he writes, “the transformation of our armed forces is not possible.”[O]ur job, therefore, is to work together to sharpen the sword that the next president will wield. Victoria “Torie” Clarke joins the Defense Department. She is a public relations specialist who served as press secretary for President George H. W. Bush’s 1992 re-election campaign, worked closely with Senator John McCain (R-AZ), and was an Assistant US Trade Representative during the first Bush’s presidency. In the private sector, she was president of Bozell Eskew Advertising, Vice President of the National Cable Telecommunications Association, and the Washington director for the PR firm of Hill & Knowlton, the firm so heavily involved in promoting and selling the 1991 Gulf War (see January 16, 1991 and After). She brings strong ideas to her new position about achieving what she calls “information dominance” in both the domestic and foreign “markets” (see February 2003). She directs what John Stauber, the executive director of the Center for Media and Democracy, calls the “twin towers of propaganda” for the Pentagon: “embedding news media with the troops, and embedding military propagandists into the TV media” (see April 20, 2008 and Early 2002 and Beyond). In New York City, the United States—the world’s largest exporter of arms—informs delegates at the UN Conference on the Illicit Trade in Small Arms and Light Weapons that it opposes any effort to create broad worldwide controls on the sale of small arms. The US opposes the pact because, its government officials say, it would infringe on its citizens’ Second Amendment right to bear arms. “We do not support measures that would constrain legal trade and legal manufacturing of small arms and light weapons,” John Bolton, US undersecretary of state for arms control and international security affairs, tells the international body. “The vast majority of arms transfers in the world are routine and not problematic. Each member state of the United Nations has the right to manufacture and export arms for purposes of national defense.” But UN Deputy Secretary-General Louise Frechette notes that small arms have been the preferred weapons in 46 of 49 major conflicts since 1990, which have resulted in some 4 million deaths, 80 percent of which were women and children. The hundreds of diplomats, gun-control activists, and representatives attending the meeting hope to formulate a plan, that although not legally binding, will lead to the development of national systems to regulate arms brokers and exports. Many also support a plan that would require small arms manufacturers to mark the weapons they produce so their movements can be traced. The provisions are later removed from the proposal, leaving it virtually without effect. Bolton will celebrate the defeat of the program, saying, “From little acorns, bad treaties grow.” [US Department of State, 7/9/2001; CNN, 7/10/2001; Scoblic, 2008, pp. 187]
Security is extremely poor at USAMRIID, the Fort Detrick, Maryland, laboratory linked to the 2001 anthrax attacks, as well as other bio-weapons facilities, in the years prior to the anthrax attacks. The security flaws are documented in two reports that will be completed in 2002. One report will be produced by Sandia National Laboratories, which focused on USAMRIID, and the other by the US Army Inspector General’s office, which examined security at Fort Detrick, as well as other locations, including Battelle Memorial Institute. The existence of these reports will first be disclosed in a joint news report by McClatchy Newspapers, ProPublica, and PBS’s Frontline. According to the McClatchy/ProPublica/PBS article, the reports “describe a haphazard system in which personnel lists included dozens of former employees, where new hires were allowed to work with deadly germs before background checks were done, and where stocks of anthrax and other pathogens weren’t adequately controlled.” Additionally, “The existing security procedures… were so lax they would have allowed any researcher, aide, or temporary worker to walk out of the Army bio-weapons lab at Fort Detrick, Md., with a few drops of anthrax.” The FBI will later claim to have identified, and eliminated as suspects, 419 people at Fort Detrick and other locations who either had access to the lab where Bruce Ivins worked, or who had received samples from anthrax flask RMR-1029. The FBI and Justice Department will claim that RMR-1029 was the source of the anthrax used in the attacks, and that Ivins was the sole perpetrator of the attacks (see August 6, 2008). Both of these claims will be called into question (see August 1-10, 2008, August 3-18, 2008, August 5, 2008, August 9, 2008, April 22, 2010, and February 15, 2011). [Propublica, 10/24/2011]
The Justice Department’s John Yoo and Robert Delahunty issue a memo to White House counsel Alberto Gonzales claiming President Bush has sweeping powers in wartime that essentially void large portions of the Constitution. The memo, which says that Bush can order military operations inside the US (see October 23, 2001), also says that Bush can suspend First Amendment freedoms: “First Amendment speech and press rights may also be subordinated to the overriding need to wage war successfully.” It adds that “the current campaign against terrorism may require even broader exercises of federal power domestically.” [American Civil Liberties Union [PDF], 1/28/2009 ; New York Times, 3/2/2009]
John Yoo, a deputy assistant attorney general in the Justice Department’s Office of Legal Counsel, and OLC special counsel Robert Delahunty issue a joint memo to White House counsel Alberto Gonzales. The memo claims that President Bush has sweeping extraconstitutional powers to order military strikes inside the US if he says the strikes are against suspected terrorist targets. In the days following the 9/11 attacks, Gonzales asked if Bush could legally order the military to combat potential terrorist activity within the US. The memo is first revealed to exist seven years later (see April 2, 2008) after future OLC head Steven Bradbury acknowledges its existence to the American Civil Liberties Union; it will be released two months after the Bush administration leaves the White House (see March 2, 2009). Granting Extraordinary, Extraconstitutional Authority to Order Military Actions inside US - Yoo and Delahunty’s memo goes far past the stationing of troops to keep watch at airports and around sensitive locations. Instead, the memo says that Bush can order the military to conduct “raids on terrorist cells” inside the US, and even to seize property. “The law has recognized that force (including deadly force) may be legitimately used in self-defense,” they write. In 2009, Reuters will write, “The US military could have kicked in doors to raid a suspected terrorist cell in the United States without a warrant” under the findings of the OLC memo. “We do not think that a military commander carrying out a raid on a terrorist cell would be required to demonstrate probable cause or to obtain a warrant,” Yoo and Delahunty write. [US Department of Justice, 10/23/2001 ; New York Times, 3/2/2009; Reuters, 3/2/2009] The memo reasons that since 9/11, US soil can be legally construed as being a battlefield, and Congress has no power to restrict the president’s authority to confront enemy tactics on a battlefield. [Savage, 2007, pp. 131]
No Constitutional or Other Legal Protections - “[H]owever well suited the warrant and probable cause requirements may be as applied to criminal investigations or to other law enforcement activities, they are unsuited to the demands of wartime and the military necessity to successfully prosecute a war against an enemy. [Rather,] the Fourth Amendment does not apply to domestic military operations designed to deter and prevent foreign terrorist attacks.” Any objections based on the Fourth Amendment’s ban on unreasonable search and seizures would be invalid since whatever possible infringement on privacy would be trumped by the need to protect the nation from injury by deadly force. The president is “free from the constraints of the Fourth Amendment.” The Posse Comitatus Act, which bars the military from operating inside the US for law enforcement purposes, is also moot, the memo says, because the troops would be acting in a national security function, not as law enforcement. [US Department of Justice, 10/23/2001 ; American Civil Liberties Union [PDF], 1/28/2009 ; New York Times, 3/2/2009; Reuters, 3/2/2009; Ars Technica, 3/2/2009] There are virtually no restrictions on the president’s ability to use the military because, Yoo and Delahunty write, the nation is in a “state of armed conflict.” The scale of violence, they argue, is unprecedented and “legal and constitutional rules” governing law enforcement, even Constitutional restrictions, no longer apply. The US military can be used for “targeting and destroying” hijacked airplanes, they write, or “attacking civilian targets, such as apartment buildings, offices, or ships where suspected terrorists were thought to be.” The memo says, “Military action might encompass making arrests, seizing documents or other property, searching persons or places or keeping them under surveillance, intercepting electronic or wireless communications, setting up roadblocks, interviewing witnesses, or searching for suspects.” [Newsweek, 3/2/2009] Yoo writes that the Justice Department’s criminal division “concurs in our conclusion” that federal criminal laws do not apply to the military during wartime. The criminal division is headed by Michael Chertoff, who will become head of the Department of Homeland Security. [Washington Post, 4/4/2008]
Sweeping Away Constitutional Rights - Civil litigator Glenn Greenwald will later note that the memo gives legal authorization for President Bush to deploy the US military within US borders, to turn it against foreign nationals and US citizens alike, and to render the Constitution’s limits on power irrelevant and non-functional. Greenwald will write, “It was nothing less than an explicit decree that, when it comes to presidential power, the Bill of Rights was suspended, even on US soil and as applied to US citizens.”
Justifying Military Surveillance - Greenwald will note that the memo also justifies the administration’s program of military surveillance against US citizens: “[I]t wasn’t only a decree that existed in theory; this secret proclamation that the Fourth Amendment was inapplicable to what the document calls ‘domestic military operations’ was, among other things, the basis on which Bush ordered the NSA, an arm of the US military, to turn inwards and begin spying—in secret and with no oversight—on the electronic communications (telephone calls and emails) of US citizens on US soil” (see December 15, 2005 and Spring 2004). “If this isn’t the unadorned face of warped authoritarian extremism,” Greenwald will ask, “what is?” [Salon, 3/3/2009] If the president decides to use the military’s spy agency to collect “battlefield intelligence” on US soil, no law enacted by Congress can regulate how he goes about collecting that information, including requiring him to get judicial warrants under the Foreign Intelligence Surveillance Act (FISA). In 2007, Yoo will say in an interview: “I think there’s a law greater than FISA, which is the Constitution, and part of the Constitution is the president’s commander in chief power. Congress can’t take away the president’s powers in running war.” [Savage, 2007, pp. 131; PBS Frontline, 5/15/2007] Cheney and Addington will push the NSA to monitor all calls and e-mails, including those beginning and ending on US soil, but the NSA will balk. Domestic eavesdropping without warrants “could be done and should be done,” Cheney and Addington argue, but the NSA’s lawyers are fearful of the legal repercussions that might follow once their illegal eavesdropping is exposed, with or without the Justice Department’s authorization. The NSA and the White House eventually reach a compromise where the agency will monitor communications going in and out of the US, but will continue to seek warrants for purely domestic communications (see Spring 2001, After September 11, 2001, and October 2001). Military Use Considered - In 2009, a former Bush administration lawyer will tell a reporter that the memo “gave rise to the Justice Department discussing with the Defense Department whether the military could be used to arrest people and detain people inside the United States. That was considered but rejected on at least one occasion.” The lawyer will not give any indication of when this will happen, or to whom. Under the proposal, the suspects would be held by the military as “enemy combatants.” The proposal will be opposed by the Justice Department’s criminal division and other government lawyers and will ultimately be rejected; instead, the suspects will be arrested under criminal statutes. Kellogg Brown & Root, a subsidiary of Halliburton, wins a 10-year no-bid contract to provide the Pentagon with support services in Iraq—everything from fighting oil-well fires to building military bases to feeding and housing soldiers. Vice President Dick Cheney is the former CEO of Halliburton. When he was defense secretary under George H. W. Bush, Cheney had pushed to outsource many of the military’s logistical and support functions to private contractors, part of what Vanity Fair will later term “a broader effort to transfer government functions of all kinds to the private sector.” [Vanity Fair, 2/2009]
Pentagon ‘Nuclear Posture Review.’ [Source: Federation of American Scientists]White House guidance and the Defense Department’s 2001 “Nuclear Posture Review” (NPR) together lead to the creation of a new set of nuclear strike options—OPLAN 8044 Revision 03—against nations that may plan to acquire weapons of mass destruction. These strike options are secretly presented to certain members of Congress. The new nuclear strike options will not be revealed until November 2007, when the Federation of American Scientists receives a partially declassified document from the US Strategic Command (STRATCOM) that details the strike plans. The planning for the new strike options began shortly after the 9/11 attacks, and the US Strategic Command created scenarios for attacking countries such as Russia, China, Iran, Iraq, Syria, Libya, and North Korea; the plan will take effect on March 1, 2003, just weeks before the US invasion of Iraq. Until the documents become publicly available in 2007, Bush administration and Pentagon officials will insist that not only has the US not changed its nuclear policy, it has actually decreased the role of nuclear weapons in its strategic planning (see March 10, 2002, March 9, 2002, and October 9, 2007). Those disavowals will be proven false. Instead, according to the STRATCOM document, one of the first options delineated in the NPR is the use of these newly created nuclear strike options. The significance of the NPR’s new options is in the fact that before now, such scenarios have not been included in the national strategic plans, and “on-the-shelf” plans for nuclear bombing and missile strikes against “rogue” states have not been available. Although the details of the strikes remain classified, it is evident that the planning for these strikes goes far deeper than simple retaliation, but includes, in the words of scientist Hans Kristensen: “actual nuclear warfighting intended to annihilate a wide range of facilities in order to deprive the states the ability to launch and fight with WMD. The new plan formally broadened strategic nuclear targeting from two adversaries (Russia and China) to a total of seven.” [Defense, 1/8/2002 ; Federation of American Scientists, 11/5/2007]

[Source: Department of Defense]While detailed plans for the upcoming invasion of Iraq are well underway, the administration realizes that the American people are not strongly behind such an invasion. They aren’t convinced that Saddam Hussein was responsible for the 9/11 attacks, and unsure about Iraq having weapons of mass destruction. White House and Pentagon officials decide that using retired military officers as “independent military analysts” in the national media can help change hearts and minds (see April 20, 2008). Assistant secretary of defense for public affairs Victoria “Torie” Clarke, a former public relations executive, intends to achieve what she calls “information dominance.” The news culture is saturated by “spin” and combating viewpoints; Clarke argues that opinions are most swayed by voices seen as authoritative and completely independent. Clarke has already put together a system within the Pentagon to recruit what she calls “key influentials,” powerful and influential people from all areas who, with the proper coaching, can generate support for Defense Secretary Donald Rumsfeld’s agenda. After 9/11, when each of the news networks rushed to land its own platoon of retired military officers to provide commentary and analysis, Clarke saw an opportunity: such military analysts are the ultimate “key influentials,” having tremendous authority and credibility with average Americans. They often get more airtime than network reporters, Clarke notes. More importantly, they are not just explaining military minutiae, but telling viewers how to interpret events. Best of all, while they are in the news media, they are not creatures of the media. Reporter David Barstow will write in 2008, “They were military men, many of them ideologically in sync with the administration’s neoconservative brain trust, many of them important players in a military industry anticipating large budget increases to pay for an Iraq war.” And even those without such ties tended to support the military and the government. Retired Army general and ABC analyst William Nash will say: “It is very hard for me to criticize the United States Army. It is my life.”
'Writing the Op-Ed' for the War - As a result, according to Clarke’s aide Don Meyer, Clarke decides to make the military analysts the main focus of the public relations push to build a case for invading Iraq. They, not journalists, will “be our primary vehicle to get information out,” Meyer recalls. The military analysts are not handled by the Pentagon’s regular press office, but are lavished with attention and “perks” in a separate office run by another aide to Clarke, Brent Krueger. According to Krueger, the military analysts will, in effect, be “writing the op-ed” for the war.
Working in Tandem with the White House - The Bush administration works closely with Clarke’s team from the outset. White House officials request lists of potential recruits for the team, and suggests names for the lists. Clarke’s team writes summaries of each potential analyst, describing their backgrounds, business and political affiliations, and their opinions on the war. Rumsfeld has the final say on who is on the team: “Rumsfeld ultimately cleared off on all invitees,” Krueger will say. Ultimately, the Pentagon recruits over 75 retired officers, though some only participate briefly or sporadically.
Saturation Coverage on Cable - The largest contingent of analysts is affiliated with Fox News, followed by NBC and CNN, the networks with 24-hour cable news coverage. Many analysts work for ABC and CBS as well. Many also appear on radio news and talk broadcasts, publish op-ed articles in newspapers, and are quoted in press reports, magazine articles, and in Web sites and blogs. Barstow, a New York Times reporter, will note that “[a]t least nine of them have written op-ed articles for The Times.”
Representing the Defense Industry - Many of the analysts have close ties with defense contractors and/or lobbying firms involved in helping contractors win military contracts from the Pentagon:
Retired Army general James Marks, who begins working as an analyst for CNN in 2004 (until his firing three years later—see July 2007) is a senior executive with McNeil Technologies, and helps that firm land military and intelligence contracts from the government.
Thomas McInerney, a retired Air Force general and Fox News analyst, sits on the boards of several military contractors.
CBS military analyst Jeffrey McCausland is a lobbyist for Buchanan Ingersoll & Rooney, a major lobbying firm where he is director of a national security team that represents several military contractors. His team proclaims on the firm’s Web site, “We offer clients access to key decision makers.”
Shortly after signing with CBS, retired Air Force general Joseph Ralston became vice chairman of the Cohen Group, a consulting firm headed by former Defense Secretary William Cohen (also an analyst for CNN). The Cohen Group says of itself on its Web site, “The Cohen Group knows that getting to ‘yes’ in the aerospace and defense market—whether in the United States or abroad—requires that companies have a thorough, up-to-date understanding of the thinking of government decision makers.”
Ideological Ties - Many military analysts have political and ideological ties to the Bush administration and its supporters. These include:
Two of NBC’s most familiar analysts, retired generals Barry McCaffrey and Wayne Downing, are on the advisory board of the Committee for the Liberation of Iraq, an advocacy group created with White House encouragement in 2002 to push for the overthrow of Saddam Hussein. [New York Times, 4/20/2008] Additionally, McCaffrey is chief of BR McCaffrey Associates, which “provides strategic, analytic, and advocacy consulting services to businesses, non-profits, governments, and international organizations.” [Washington Post, 4/21/2008] Other members include senators John McCain (R-AZ) and Joseph Lieberman (D-CT), and prominent neoconservatives Richard Perle and William Kristol. [Truthout (.org), 4/28/2008] Both McCaffrey and Downing head their own consulting firms and are board members of major defense contractors.
Retired Army general Paul Vallely, a Fox News analyst from 2001 through 2007, shares with the Bush national security team the belief that the reason the US lost in Vietnam was due to negative media coverage, and the commitment to prevent that happening with the Iraq war. In 1980, Vallely co-wrote a paper accusing the US press of failing to defend the nation from what he called “enemy” propaganda—negative media coverage—during the Vietnam War. “We lost the war—not because we were outfought, but because we were out Psyoped,” he wrote. Vallely advocated something he called “MindWar,” an all-out propaganda campaign by the government to convince US citizens of the need to support a future war effort. Vallely’s “MindWar” would use network TV and radio to “strengthen our national will to victory.” [New York Times, 4/20/2008]
Ironically, Clarke herself will eventually leave the Pentagon and become a commentator for ABC News. [Democracy Now!, 4/22/2008]
Seducing the Analysts - Analysts describe a “powerfully seductive environment,” in Barstow’s words, created for them in the Pentagon: the uniformed escorts to Rumsfeld’s private conference room, lavish lunches served on the best government china, embossed name cards, “blizzard[s] of PowerPoints, the solicitations of advice and counsel, the appeals to duty and country, the warm thank you notes from the secretary himself.” Former NBC analyst Kenneth Allard, who has taught information warfare at the National Defense University, says: “[Y]ou have no idea. You’re back. They listen to you. They listen to what you say on TV.” Allard calls the entire process “psyops on steroids,” using flattery and proximity to gain the desired influence and effect. “It’s not like it’s, ‘We’ll pay you $500 to get our story out,’” Allard says. “It’s more subtle.”
Keeping Pentagon Connections Hidden - In return, the analysts are instructed not to quote their briefers directly or to mention their contacts with the Pentagon. The idea is always to present a facade of independent thought. One example is the analysts’ almost perfect recitation of Pentagon talking points during a fall and winter 2002 PR campaign (see Fall and Winter 2002). [New York Times, 4/20/2008]

Siding with the Pentagon and Justice Department against the State Department, President Bush declares the Geneva Conventions invalid with regard to conflicts with al-Qaeda and the Taliban. Secretary of State Colin Powell urges Bush to reconsider, saying that while Geneva does not apply to al-Qaeda terrorists, making such a decision for the Taliban—the putative government of Afghanistan—is a different matter. Such a decision could put US troops at risk. Both Defense Secretary Donald Rumsfeld and Joint Chiefs chairman General Richard B. Myers support Powell’s position. Yet another voice carries more weight with Bush: John Yoo, a deputy in the Justice Department’s Office of Legal Counsel (OLC—see October 23, 2001). Yoo says that Afghanistan is a “failed state” without a functional government, and Taliban fighters are not members of an army as such, but members of a “militant, terrorist-like group” (see January 9, 2002). White House counsel Alberto Gonzales agrees with Yoo in a January 25 memo, calling Yoo’s opinion “definitive.” The Gonzales memo concludes that the “new kind of war” Bush wants to fight should not be equated with Geneva’s “quaint” privileges granted to prisoners of war, or the “strict limitations” they impose on interrogations (see January 25, 2002). Military lawyers dispute the idea that Geneva limits interrogations to recitals of name, rank, and serial number, but their objections are ignored. For an OLC lawyer to override the judgment of senior Cabinet officials is unprecedented. OLC lawyers usually render opinions on questions that have already been deliberated by the legal staffs of the agencies involved. But, perhaps because OLC lawyers like Yoo give Bush the legal opinions he wants, Bush grants that agency the first and last say in matters such as these. “OLC was definitely running the show legally, and John Yoo in particular,” a former Pentagon lawyer will recall. “Even though he was quite young, he exercised disproportionate authority because of his personality and his strong opinions.” Yoo is also very close to senior officials in the office of the vice president and in the Pentagon’s legal office. Undermining, Cutting out Top Advisers - Cheney deliberately cuts out the president’s national security counsel, John Bellinger, because, as the Washington Post will later report, Cheney’s top adviser, David Addington, holds Bellinger in “open contempt” and does not trust him to adequately push for expanded presidential authority (see January 18-25, 2002). Cheney and his office will also move to exclude Secretary of State Colin Powell from the decision-making process, and, when the media learns of the decision, will manage to shift some of the blame onto Powell (see January 25, 2002). [Source: Castle Air Museum.]Defense Secretary Donald Rumsfeld has so far hired “32 appointees to top policymaking positions who were former executives, paid consultants, or major shareholders of top defense contractors,” according to author William Hartung, writing for the Los Angeles Times. Hartung says Rumsfeld came into office determined to hire a “core group of corporate executives to run the Pentagon in what one commentator describe[s] as ‘Department of Defense Inc.’” Rumsfeld placed executives in charge of three of the military’s five branches—Northrop Grumman’s James Roche for the Air Force, General Dynamics’s Gordon England for the Navy, and Enron’s Thomas White for the Army. Since their ascension to power, the military has been accused by such critics as Senator John McCain (R-AZ) of stunning levels of “war profiteering.” Hartung writes that the Pentagon is suffering from a severe case of “ethical rot” under Rumsfeld, and says that the Pentagon is experiencing “decreased accountability and a level of cronyism… more reminiscent of Indonesia under Suharto than anything Washington has seen in recent memory.” [Los Angeles Times, 12/10/2003; Carter, 2004, pp. 72]
The Department of Defense announces the assignment of Maj. Gen. Geoffrey D. Miller as commander of the Guantanamo prison. [US Department of Defense, 9/20/2002] He will assume his position in November.
White House Press Secretary Ari Fleischer says during a press briefing: “I will say this is something that the president has said publicly, that Iraq did, in fact, seek to buy these tubes for the purpose of producing, not as Iraq now claims conventional forces, but for the purpose of trying to produce nuclear weapons. And so it’s, on the one hand, mildly encouraging that Iraq would now admit to what it’s been doing. But on the other hand, a lie is still a lie, because these—they sought to produce these for the purpose of production of nuclear weapons, not conventional.” He also states that the evidence of WMD is that Saddam Hussein will claim there are no WMD and that proves there are WMD because Hussein is a liar. “Saddam Hussein does not exactly have a track record of telling the world the truth. So he, on December 8th, has to indicate whether or not he has weapons. Let’s see what he says. If he declares he has none, then we will know that Saddam Hussein is once again misleading the world.” When asked how he knows Iraq has WMD, Fleischer says, “We have intelligence information about what Saddam Hussein possesses… It’s no secret. We’ve said many times—you’ve heard the President say repeatedly that he has chemical and biological weapons, and he has missiles that can reach an access of 150 kilometers, all three of which are violations of his sworn commitments to the United Nations.” [White House, 12/2/2002]
The United States exports arms to 25 countries this year. Of these, 18 are involved in ongoing conflicts, including Angola, Chad, Ethiopia, Colombia, Pakistan, the Philippines, and Israel. Sales to these countries total almost $1 billion, with most it—$845.6 million—going to Israel. More than half of the top 25 recipients are currently designated “undemocratic” by the US State Department’s Human Rights Report. Those countries—including Saudi Arabia, Egypt, Kuwait, the United Arab Emirates, and Uzbekistan—account for more than $2.7 billion in US sales. When countries with a poor human rights records or serious patterns of abuse are also added to the list, 20 of the top 25 US arms recipients, or 80 percent, are either undemocratic regimes or governments with a poor human rights record. After the US invades Iraq (see March 19, 2003), the US Department of Defense begins drastically curbing its oversight of private contractors providing logistical support to US troops, while at the same time ramping up its outsourcing of critical troop support jobs. The prime beneficiary of the Defense Department’s decisions is former Halliburton subsidiary KBR. While Army contracts will quadruple from $23.3 billion in 1992 to $100.6 billion in 2006, the Army halves its number of contract supervisors, from 10,000 in 1990 to 5,500 in 2007. As a result, fraud runs rampant (see October 2006 and Beyond). Subcontractor Christopher Cahill, whose company has spent a decade working under the LOGCAP logistics program, will say: “I think we downsized past the point of general competency. The point of a standing army is to have them equipped.” Cahill will serve 30 months in prison for fraud. A KBR spokeswoman will say, “Ethics and integrity are core values for KBR.”
Monitoring - Military auditors claim they closely monitor the various layers of KBR subcontractors who actually perform most of the LOGCAP work, but prosecutors will show that US-based auditors can manage reviews that are limited at best over the plethora of deals constantly being brokered between KBR and a host of multinational subcontractors. One of KBR’s Houston office buildings houses a 25-member team from the Defense Contract Audit Agency; in 2007 they will admit that they cannot perform any oversight because they have “no communications” with any “personnel on the ground” in Iraq or Kuwait.
Consequences - Without oversight, many KBR officials begin openly displaying and bragging about the Rolex watches, leather jackets, prostitutes, and other “perks” provided to them by Middle Eastern businessmen. “[T]he KBR guys weren’t shy about bragging about the fact that they were being treated to all that stuff,” according to Paul Morrell, whose firm the Event Source ran several mess halls as a KBR subcontractor. In return, subcontractors become indispensable to the logistical functioning of the Army, and throw their weight around. Former KBR subcontract manager Harry DeWolf will say that when subcontracts came up for renegotiation, the firms would say: “‘Fine, we’re going to pull out all of our people and equipment.’ They really had KBR and the government over the barrel.” [Chicago Tribune, 2/20/2008; Chicago Tribune, 2/21/2008]
UNMOVIC inspectors say they have yet to uncover evidence indicating that Iraq has resumed its production of weapons of mass destruction. After providing the UN Security Council with a summary of the inspectors’ findings, Hans Blix tells reporters in New York, “We have now been there for some two months and been covering the country in ever wider sweeps and we haven’t found any smoking guns.” [Guardian, 1/10/2003] But Ari Fleischer, the White House press secretary, insists that the absence of evidence is of little concern, asserting, “The problem with guns that are hidden is you can’t see their smoke. We know for a fact that there are weapons there.” [Guardian, 1/10/2003] When asked how he knows this, Fleischer quotes from the UN weapons inspectors’ report and notes, “So while they’ve [UN Inspectors] said that there’s no smoking gun, they said the absence of it is not assured. And that’s the heart of the problem. The heart of the problem is Iraq is very good at hiding things.” [White House, 1/9/2003] John Negroponte, the US ambassador to the UN, accuses Iraq of “legalistic” cooperation, claiming that it needs to act proactively. He also says, “There is still no evidence that Iraq has fundamentally changed its approach from one of deceit to a genuine attempt to be forthcoming.” [Guardian, 1/10/2003] Colin Powell also seems undaunted by Blix’s remarks. “The lack of a smoking gun does not mean that there’s not one there,” he says, “If the international community sees that Saddam Hussein is not cooperating in a way that would not allow you to determine the truth of the matter, then he is in violation of the UN resolution  (see November 8, 2002)…You don’t really have to have a smoking gun.” [News24, 1/10/2003] Sir Jeremy Greenstock, the British ambassador to the UN, echoes views from Washington, asserting that the “passive cooperation of Iraq has been good in terms of access and other procedural issues,” and adds, “But proactive cooperation has not been forthcoming—the kind of cooperation needed to clear up the remaining questions in the inspectors’ minds.” [Guardian, 1/10/2003]
Victoria “Torie” Clark, the head of public relations for the Defense Department (see May 2001), develops the idea of embedding reporters with troops during the US invasion of Iraq. In a memo for the National Security Council, Clarke, with the approval of Defense Secretary Donald Rumsfeld, argues that allowing journalists to report from the battlefields and front lines will give Americans the chance to get the story, both “good or bad—before others seed the media with disinformation and distortions, as they most certainly will continue to do. Our people in the field need to tell our story. Only commanders can ensure the media get to the story alongside the troops. We must organize for and facilitate access of national and international media to our forces, including those forces engaged in ground operations.” [US Department of Defense, 2/2003 ; Bill Berkowitz, 5/10/2008]
In a radio address to the US nation, President Bush reiterates the two main reasons for military action against Iraq, named the certain existence of WMD and al-Qaeda training camps in Iraq. He says, “We have sources that tell us that Saddam Hussein recently authorized Iraqi field commanders to use chemical weapons—the very weapons the dictator tells us he does not have.… We also know that Iraq is harboring a terrorist network headed by a senior al-Qaeda terrorist planner. This network runs a poison and explosive training camp in northeast Iraq, and many of its leaders are known to be in Baghdad.” [President Bush, 8/2/2003]
The UN High Commissioner for human rights in Bosnia, Madeleine Rees, demands that colleagues involved in the sex trade in Bosnia, including some UN officials, international peacekeepers, and police, be stripped of their immunity and prosecuted. She accuses Jacques Paul Klein, the former head of the UN mission in Bosnia, of not taking UN complicity in the country’s increasing sex trade seriously enough. There has been a recent upsurge in the trafficking of women in Bosnia, with reports documenting women as young as 12 years old being kidnapped from their homes in eastern Europe and being forced into prostitution by organized criminal gangs. The demand for young women in Bosnia began in the mid-1990s with the arrival of tens of thousands of male UN personnel. Some UN personnel and international aid workers have been linked to prostitution rings in the area. Rees says private contractors such as DynCorp are major contributors to the problem. She goes on to explain how foreign nationals enjoy immunity from punishment, and how no one is prosecuted if a brothel is raided and UN police are found inside. Jan Oskar Solnes, a spokesman for the European Union Police Mission in Bosnia and Herzegovina, responding to Rees comments, says: “It’s correct we have diplomatic immunity, but I imagine any incident [of sexual misconduct] would be a personal rather than professional matter.” Kirsten Haupt, a spokeswoman for the United Nations Liaison Office (UNLO) in Bosnia, says, “All cases have been thoroughly investigated. We have sent a number of officers home. There is absolutely no toleration of a ‘boys will be boys’ attitude here.” Also, an unnamed spokesman for DynCorp says, “We do not make it a practice to comment on opinions… However, we are familiar with previous public statements Ms. Rees has made about involuntary servitude and DynCorp continues to share her concerns for women held against their will in Bosnia, just as we condemn all human rights abuses anywhere in the world.” [Scotsman, 2/9/2003]
Neoconservative and Defense Policy Board (DPB) member Richard Perle calls journalist Seymour Hersh a “terrorist” to a CNN audience. Hersh has published an article speculating that Perle’s investments in firms providing homeland security services put him in the position of profiting off of an invasion of Iraq, and subject to conflict of interest charges (see March 17, 2003). Perle retorts that Hersh is “the closest thing American journalism has to a terrorist.” Host Wolf Blitzer twice asks Perle why he calls Hersh a terrorist, giving Perle the chance to call Hersh “widely irresponsible” and say, “[T]he suggestion that my views are somehow related for the potential for investments in homeland defense is complete nonsense.” Perle continues, “[Hersh] sets out to do damage and he will do it by whatever innuendo, whatever distortion he can…” Blitzer concludes the interview by saying: “All right. We’re going to leave it right there.” [CNN, 3/9/2003; Unger, 2007, pp. 256] Later in the month, Perle will resign from the DPB over his conflicts of interest as detailed by Hersh (see March 27, 2003).
An outraged Richard Perle, the neoconservative chairman of the Pentagon’s Defense Policy Board (DPB), says he is suing journalist Seymour Hersh over an article Hersh wrote that implied Perle is using his position as a Pentagon adviser to profit from a US invasion of Iraq (see March 17, 2003).
Filing Planned for Britain - Interestingly, Perle plans to sue Hersh in British courts, not US courts, because the burden of proof on plaintiffs is far less in Britain than America. “I intend to launch legal action in the United Kingdom. I’m talking to Queen’s Counsel right now,” Perle says. Perle says of Hersh’s article, “It’s all lies, from beginning to end.”
Perle Defended - Stephen Bryen, a former deputy undersecretary of defense, defends Perle, saying: “It’s pretty outrageous for a leftwing columnist to make accusations like this with no factual basis. Most of the many hours he works each day are pro bono to help the administration with its policy on Iraq. He should get a medal of honor.”
Editor Defends Hersh - David Remnick, the editor of the New Yorker, the publisher of Hersh’s article, says his magazine stands by the story. “It went through serious reporting, with four members of the board talking to Sy [Hersh], and rigorous factchecking, legal-checking, and all the rest.” Remnick takes issue with Perle’s recent characterization of Hersh as a “terrorist” (see March 9, 2003), saying, “I would have thought after all this many years, Mr. Perle would be a bit more refined than that.” [New York Sun, 3/12/2003]
Journalists Defend Hersh - Many journalists defend Hersh, with one, Slate’s Jack Shafer, calling Perle a “grandstanding pantywaist,” “double-dar[ing]” him to sue Hersh, and accusing Perle of “venue-shopping” by planning to file the lawsuit in Britain. “As a public figure and government official,” Shafer explains, “Perle would be laughed out of court in the United States. If he got a settlement in the UK, he could raid the substantial British assets of the New Yorker’s parent company, Conde Nast.” [Slate, 3/13/2003]
Perle Resigns, Does Not File Lawsuit - Later in the month, Perle will resign from the DPB over his conflicts of interest (see March 27, 2003). A year later, after much blustering in the media and promises of “dossiers” and “revelations” about Hersh, Perle will decide not to sue Hersh after all, saying he cannot meet the burden of proof that a court would impose. [New York Sun, 3/12/2004] Months later, the dossiers and information Perle promised to release about Hersh remain unrevealed. [Slate, 6/17/2004]
Investigative reporter Seymour Hersh publishes a scathing portrayal of Defense Policy Board (DPB) chairman Richard Perle, who Hersh alleges is using his position in the Pentagon to profiteer on the upcoming Iraq war. Hersh does not accuse Perle of breaking any laws, but he does show that Perle is guilty of conflicts of interests. The article, which is released days before its official March 17 publication date, prompts outrage from Perle and his neoconservative defenders, with Perle saying any questions of his potential conflicts of interest would be “malicious,” calling Hersh a “terrorist” (see March 9, 2003), and threatening to sue Hersh, a lawsuit that is never filed (see March 12, 2003). Later in the month, Perle will resign from the DPB over his conflicts of interest as detailed by Hersh (see March 27, 2003).
Dealings with Corrupt Saudis in Violation of Federal Conduct Guidelines - Hersh provides readers with details of Perle’s business dealings with the notoriously corrupt Saudi businessman and arms dealer Adnan Khashoggi (perhaps most famous in the US for his involvement in Iran-Contra—see July 3, 1985) and his activities as a managing partner of the venture capital firm Trireme Partners LP. Trireme is involved in investments that will make large profits if the US actually invades Iraq. Perle, as chairman of the DPB, is subject to the Federal Code of Conduct that bars officials such as himself from participating in an official capacity in any matter in which he has a financial interest. A former government attorney who helped write the code says, “One of the general rules is that you don’t take advantage of your federal position to help yourself financially in any way.” The point is to “protect government processes from actual or apparent conflicts.”
'Off the Ethical Charts' - One DPB member says that he and his fellows had no idea about Perle’s involvement with either Trireme or Khashoggi, and exclaims: “Oh, get out of here. He’s the chairman!… Seems to me this is at the edge of or off the ethical charts. I think it would stink to high heaven.” The DPB member is equally disturbed that fellow board member Gerald Hillman, Perle’s partner in Trireme, was recently added to the board at Perle’s request. Hillman has virtually no senior policy or military experience in government before joining the board. Larry Noble, the executive director of the Washington-based Center for Responsive Politics, says of Perle’s Trireme involvement: “It’s not illegal, but it presents an appearance of a conflict. It’s enough to raise questions about the advice he’s giving to the Pentagon and why people in business are dealing with him.… The question is whether he’s trading off his advisory-committee relationship.”
Lining up Investors, Overthrowing Saddam - According to Khashoggi, Perle met with him in January 2003 to solicit his assistance in lining up wealthy Saudi investors for Trireme. “I was the intermediary,” Khashoggi says. Together with Saudi businessman Harb Zuhair, Perle hoped to put together a consortium of investors that would sink $100 million into his firm. “It was normal for us to see Perle,” Khashoggi says. “We in the Middle East are accustomed to politicians who use their offices for whatever business they want.” But Khashoggi says Perle wanted more than just money—he wanted to use his position in both Trireme and the DPB to, in Perle’s words, “get rid of Saddam” Hussein. Perle admits to meeting with Khashoggi and Zuhair, but says that money never came up in conversation, and as for Hussein, Perle says he was at the meeting to facilitate a surrender bargain between Hussein and the US.
Khashoggi Amused - Khashoggi is amused by Perle’s denials. “If there is no war, why is there a need for security? If there is a war, of course, billions of dollars will have to be spent.… You Americans blind yourself with your high integrity and your democratic morality against peddling influence, but they were peddling influence.” Hillman sent Zuhair several documents proposing a possible surrender, but Zuhair found them “absurd,” and Khashoggi describes them as silly. (Hillman says he drafted the peace proposals with the assistance of his daughter, a college student.) Perle denies any involvement in the proposals. When the proposals found their way into the Arabic press, Perle, not Hillman, was named as the author.
Blackmailing the Saudis? - Prince Bandar bin Sultan, the influential Saudi ambassador to the US and a close friend of the Bush family, says he was told that the meeting between Perle and the Saudi businessmen was purely business, but he does not believe the disclaimers. He says of Perle, who publicly is a vociferous critic of Saudi Arabia (see July 10, 2002): “There is a split personality to Perle. Here he is, on the one hand, trying to make a hundred-million-dollar deal, and, on the other hand, there were elements of the appearance of blackmail—‘If we get in business, he’ll back off on Saudi Arabia’—as I have been informed by participants in the meeting.” Iraq was never a serious topic of discussion, Bandar says: “There has to be deniability, and a cover story—a possible peace initiative in Iraq—is needed. I believe the Iraqi events are irrelevant. A business meeting took place.” [New Yorker, 3/17/2003]
Tornado fighter plane similar to the one shot down by a US Patriot battery. [Source: Army-Technology (.com)]The Patriot missile defense system, so famous from iconic video footage shot during the 1991 Gulf War (see Mid-1991), destroys a British Tornado jet fighter in mid-flight, killing both of its crew members. The Tornado is in friendly airspace, is alone, and had already completed its mission and released its weapons, when the Patriot mistakes the Tornado for an enemy missile and destroys it. US military spokesmen explain the incident as due to a “computer glitch.” Originally built to shoot down aircraft, its manufacturer, Raytheon, modified it just before the 1991 Gulf War to shoot down tactical ballistic missiles. When the Army deployed Patriot batteries in Iraq, the crews quickly realized there were problems with the system. The Tornado is just the first of an array of problems manifested by the Patriot. The Tornado’s mission should have gone smoothly, according to retired Air Vice Marshal Tony Mason, who will advise an upcoming British Parliamentary inquiry into the shoot down. “They had fulfilled their mission and they were returning without weapons back to base.”
US Officials Misleading British? - Mason does not believe the Army’s “computer glitch” story. “If the system is confusing missiles with planes, that is just not just a minor glitch. The two are so different, that it’s difficult really to imagine a system could do that.” One of the biggest problems with the Patriot system is that it is completely automated: it tracks airborne objects, identifies them, decides whether or not to fire, and, if its operator does not override the machine in a very few seconds, fires. Reporter Robert Riggs, embedded with a Patriot battery, will recall, “This was like a bad science fiction movie in which the computer starts creating false targets. And you have the operators of the system wondering is this a figment of a computer’s imagination or is this real. They were seeing what were called spurious targets that were identified as incoming tactical ballistic missiles. Sometimes, they didn’t exist at all in time and space. Other times, they were identifying friendly US aircraft as incoming TBMs.” A US Army report will find that “various Patriot locations throughout the theater” routinely identify “spurious TBMs”—tactical ballistic missiles that didn’t exist. Most of the time, the Patriot computers correct the mistake on their own. Sometimes, they do not. Riggs will recall, “We were in one of the command posts. And I walked in and all the operators and officers are focused intently on their screens. And so you know something’s going on here. And suddenly the door flies open, and a Raytheon tech representative runs in and says, ‘Don’t shoot! Don’t shoot!’ Well, that got our attention real quick.”
Systematic Problems - Two days later, a US F-16 destroys a Patriot battery that mistakenly targeted it (see March 25, 2003). Eight days after that, a US Navy pilot dies when Patriot missile fire destroys his plane (see April 2, 2003). Reporters find that the Patriot has had systematic problems in identifying friendly and hostile targets since 1991 (see June 27, 2003). [Carter, 2004, pp. 52; CBS News, 6/27/2004]
Bernard Trainor. [Source: PBS]The New York Times examines the influence of retired military officers in influencing public opinion on the invasion of Iraq. Reporter John Cushman, Jr writes that “a whole constellation of retired one-, two-, three- and four-star generals—including many who led the recent wars in Afghanistan, Kosovo, and the Persian Gulf—can be seen night and day across the television firmament, navigation aids for viewers lost in a narrative that can be foggier than war itself.” All of the news broadcasters, including cable news outlets CNN, MSNBC, and Fox News, and the commercial networks’ news shows on ABC, CBS, and NBC rely on retired military officers to explain to their viewers what is happening in Iraq. Cushman acknowledges the “deep perspective” that the retired officers bring to the war coverage, particularly those who led the same units now on the ground, or at least “commanded, trained, or shared barracks and beers with the current commanders.” Retired Marine General Gregory Newbold recently told an ABC News audience, “If things haven’t gone exactly according to script, they’ve gone according to plan.” Newbold helped draw up the plans for the invasion as director of operations for the Joint Chiefs of Staff.
Questions Raised - How much do the military analysts actually know? Cushman asks, and are they giving out more information than they should? Many of the analysts receive what Cushman calls “occasional briefings from the Pentagon” (he is apparently unaware of the Pentagon’s propaganda operation involving these selfsame analysts—see April 20, 2008 and Early 2002 and Beyond), and garner much of their information from public sources and from their friends and former colleagues in the military. Cushman goes on to observe that almost all of the analysts have “evident sympathies with the current commanders”; between those sympathies and their “immersion in [military] doctrines,” their objectivity is in doubt—or as Cushman delicately phrases it, their experience and bias “sometimes seem to immunize them to the self-imposed skepticism of the news organizations that now employ them.” After conducting “a detailed review of their recent remarks,” Cushman says that it is a rarity when an analyst criticizes the conduct of the war. “Instead, they tend gravely to point out the timeless risks of combat.” One sharp exception is from retired Army General Wesley Clark, the former supreme commander of NATO, who recently questioned whether the military had committed enough troops on the ground. More typical is recent remarks by retired Army General Wayne Downing, a commander in the 1991 Gulf War. Downing lavished praise on the invasion’s supreme commander, General Tommy Franks. Cushman notes that Downing “rattl[ed] off the story of his old comrade’s career as if by rote.”
Technical Details Vs. Analysis - The retired officers do “reasonably well” in explaining what Cushman calls “the nuts and bolts of an operation, the technical details of weapons, the decisions facing American and British commanders.” Their speculations about what the Iraqis might be doing and thinking are more problematic. One analyst, retired Marine General Bernard Trainor, almost seemed to invite chemical or biological retaliation from the Iraqis when he told an MSNBC audience: “If he moves, we kill him; if he stays put, we kill him. And regardless of what they’re told to do over the network, whatever is left of the command and control, unless it comes down to using chemical weapons, then the rest of it is just ancillary. If this is going to be the communication of red telephone, if you will, to tell people to launch chemical weapons—and we’re reaching that point in the operation—if they’re going to use their stuff, they’d better start thinking about it, because pretty soon we’re in downtown Baghdad.” Clark, considered the most polished and urbane of the analysts, takes a different tack, and notes repeatedly that the analysts are careful not to give away details of current operations and thus endanger American troops. All of the analysts, Cushman writes, “emphasize the gravity of what the military is up to in Iraq.” As Clark told an audience, “It’s not entertainment.” [New York Times, 3/25/2003]

Defense Secretary Donald Rumsfeld, pleased with the propaganda effort of his assistant Victoria Clarke and her use of retired military officers as media analysts to boost the administration’s case for war with Iraq (see Early 2002 and Beyond), sends a memo to Clarke suggesting that the Pentagon continue the propaganda effort after the war has run its course. He writes, “Let’s think about having some of the folks who did such a good job as talking heads in after this thing is over.” As the occupation lasts through the summer and the first signs of the insurgency emerge, the Pentagon quickly counters with its military analysts to reassure the American populace that everything is going well in Iraq (see Summer 2003). Fox News analyst Robert Scales, Jr. [Source: New York Times]Washington Post columnist Colman McCarthy notes that there are at least a dozen retired military officers giving supposedly independent opinion and commentary on the Iraq war to the various news networks. McCarthy writes: “Defense Secretary Donald Rumsfeld and the chairman of the Joint Chiefs of Staff have been unhappy with the criticism of their war effort by former military men appearing on television. So am I, but for a different reason. The top people at the Pentagon are wondering why these ex-military talkers can’t follow the company line on how well the war has been fought. I’m wondering why these spokesmen for militarism are on TV in the first place.” McCarthy lists twelve: Lieutenant General Bernard Trainor, Major General Robert Scales, Lieutenant General Gregory Newbold, Major General Donald Shepperd, General Barry McCaffrey, Major General Paul Vallely, Lieutenant General Don Edwards, Lieutenant General Thomas McInerney, Colonel Tony Koren, Lieutenant Colonel Rick Francona, Major Jack Stradley, and Captain Chris Lohman. He asks rhetorically, “Did I miss anyone?” [Washington Post, 4/19/2003] In 2008, after the story of the massive and systematic Pentagon propaganda operation using at least 75 retired military officers to promote the war (see April 20, 2008 and Early 2002 and Beyond) becomes public knowledge, Editor & Publisher’s Greg Mitchell answers the question, “[H]e sure did.” [Editor & Publisher, 4/20/2008]
Deploring the Military's Domination of the Airwaves - McCarthy continues: “That the news divisions of NBC, ABC, CBS, CNN, and Fox sanctioned this domination by military types was a further assault on what the public deserves: independent, balanced and impartial journalism. The tube turned into a parade ground for military men… saluting the ethic that war is rational, that bombing and shooting are the way to win peace, and that their uniformed pals in Iraq were there to free people, not slaughter them. Perspective vanished, as if caught in a sandstorm of hype and war-whooping. If the US military embedded journalists to report the war from Iraq, journalists back in network studios embedded militarists to explain it. Either way, it was one-version news.” McCarthy asks why no dissenters are allowed on the airwaves to counter the military point of view, a question answered by a CNN news executive (see April 20, 2003). McCarthy answers his own question: “In wartime, presumably, the message to peace activists is shut up or shut down.”
Viewers Unaware of Analysts' Business Connections - Presciently, considering the wide range of business connections exploited by the analysts and documented in the 2008 expose, McCarthy notes: “Viewers are not told of possible conflicts of interest—that this general or that one is on the payroll of this or that military contractor. Nor are they given information on whether the retired generals are paid for their appearances.”
Militaristic Newsmen - It is not just the retired officers who provide a militarist perspective, McCarthy observes, but the reporters and anchormen themselves. With examples of ABC’s Ted Koppel and NBC’s Brian Williams donning helmets before the cameras, or Fox’s Geraldo Rivera proclaiming in Afghanistan that “[W]e have liberated this country” (and his cameraman shouting, “Hallelujah!”), “the media are tethered to the military,” McCarthy writes. “They become beholden, which leads not to Pentagon censorship, as in 1991 (see October 10, 1990), but a worse kind: self-censorship” (see September 10, 2003).
For Us or Against Us - McCarthy concludes: “George W. Bush lectured the world that you’re either with us or against us. America’s networks got the message: They’re with. They could have said that they’re neither with nor against, because no side has all the truth or all the lies and no side all the good or evil. But a declaration such as that would have required boldness and independence of mind, two traits not much linked to America’s television news.” [Washington Post, 4/19/2003]

CNN chief news executive Eason Jordan reveals on the air that he had secured the Defense Department’s approval of which “independent military analysts” (see April 20, 2008 and Early 2002 and Beyond) to give commentary on the invasion of Iraq. In 2000, Jordan vehemently denied that the Pentagon had any influence on the network’s choice of military analysts (see March 24, 2000). Jordan says: “I went to the Pentagon myself several times before the war started and met with important people there and said, for instance—‘At CNN, here are the generals we’re thinking of retaining to advise us on the air and off about the war’—and we got a big thumbs-up on all of them. That was important.” [CommonDreams (.org), 8/16/2007]
Barry McCaffrey. [Source: NBC]The Nation examines the use of so-called “military analysts” by the broadcast news media, retired generals and high-ranking officers brought on camera to share their knowledge and expertise regarding the invasion of Iraq. The report finds that, like Defense Secretary Donald Rumsfeld and many other administration officials and supporters, the retired military analysts have consistently taken a pro-military, pro-administration slant that has led many of them to make consistently wrong judgments and analyzes. It will be five years before the New York Times exposes the Pentagon propaganda operation in which many of these analysts take part (see April 20, 2008 and Early 2002 and Beyond).
Ideological and Financial Interests in Promoting the War - While many of them indeed have what one analyst, retired Lieutenant General Barry McCaffrey, calls “a lifetime of experience and objectivity,” many of them also have what the report terms as “ideological or financial stakes in the war. Many hold paid advisory board and executive positions at defense companies and serve as advisers for groups that promoted an invasion of Iraq.” As a result, the report says, these analysts’ objectivity must be questioned. McCaffrey and his colleague, retired Colonel Wayne Downing, both NBC analysts, are both on the advisory board of the Committee for the Liberation of Iraq, a lobbying group formed to bolster public support for the invasion. Its mission is to “engage in educational advocacy efforts to mobilize US and international support for policies aimed at ending the aggression of Saddam Hussein,” and it deliberately reaches out to influence reporting in both the US and European media. Downing has also served as an unpaid adviser to Ahmed Chalabi’s Iraqi National Congress, a prime source of the fraudulent propaganda and disinformation that provided a rationale for the war (see June 1992 and (1994)). NBC viewers are unaware of McCaffrey’s and Downing’s connections to these pro-war organizations.
McCaffrey and IDT - Neither are they aware of McCaffrey’s seat on the board of four defense firms—Mitretek, Veritas Capital, Raytheon Aerospace, and Integrated Defense Technologies (IDT)—all which have multimillion-dollar defense contracts. IDT is of particular interest, as stock analysts believe that its currently floundering financial state could be remedied by hefty government contracts. McCaffrey has been an outspoken critic of Rumsfeld and his war policies, but his primary objection is his repeated statement that “armor and artillery don’t count” enough in the offensive. He recently told an MSNBC audience, “Thank God for the Abrams tank and… the Bradley fighting vehicle,” and added that the “war isn’t over until we’ve got a tank sitting on top of Saddam’s bunker.” In March 2003, IDT received over $14 million in contracts relating to Abrams and Bradley machinery parts and support hardware.
Downing and Metal Storm - Downing is a board member of Metal Storm Ltd, a ballistics-technology company with both US and Australian defense contracts. According to its executive director, Metal Storm’s technologies will “provide some significant advantage” in the type of urban warfare being fought in Iraq.
Fox News and wvc3 - Fox News analysts Lieutenant Colonel William Cowan and Major Robert Bevelacqua are CEO and vice president, respectively, of the wvc3group, a defense consulting firm that serves as a liaison between arms companies and the US government. The firm recently signed a contract to promote military aviation equipment produced by a New Zealand firm. The firm promotes itself by advising potential customers of its inside contacts with the US military and the Defense Department. A message on its Web site, augmented by a sound file of loud gunfire, reads, “We use our credibility to promote your technology.” Another Fox analyst, Major General Paul Vallely, represents several information-technology firms. Vallely is most valuable, says Fox bureau chief Kim Hume, as a commentator on psychological operations.
Little Concern at the Networks - The networks are relatively uninterested in any potential conflicts of interest or possible promotions of ideological or financial agendas. Elena Nachmanoff, vice president of talent development at NBC News, dismisses any such concerns: “We are employing them for their military expertise, not their political views.” She says that the analysts play influential roles behind the cameras at NBC, helping producers decide on what to report and how to report it. But, she says, defense contracts are “not our interest.” Hume says that Fox “expect[s] the analysts to keep their other interests out of their commentary, or we stop using them.” Hume admits that Fox has never severed its connection with any analyst, though it is aware of Cowan’s, Bevelacqua’s, and Vallely’s ties to their respective defense firms. Interestingly, Vallely, the expert on so-called “psyops” warfare, developed a concept he called “MindWar,” a psychological propaganda strategy that uses, in his words, “electronic media—television and radio” in the “deliberate, aggressive convincing of all participants in a war that we will win that war.” Nation reporters Daniel Benaim, Priyanka Motaparthy, and Vishesh Kumar muse, “With the televised version of Operation Iraqi Freedom, we may be watching his theory at work—and at a tidy profit, too.” [Nation, 4/21/2003]

Andrew Sullivan. [Source: BBC]Right-wing journalist Andrew Sullivan attacks the BBC’s John Kampfner over Kampfner’s recent piece on the Jessica Lynch media coverage (see May 15, 2003). Without refuting the details of the story, Sullivan calls the BBC report a “smear” and writes: “I remember the reporter, John Kampfner, from my Oxford days. He was a unreconstructed far-lefty. Assistant Secretary of Defense for Public Affairs Victoria Clarke lambasts Los Angeles Times columnist Robert Scheer for his reportage on the Jessica Lynch story (see April 3, 2003 and May 30, 2003). Scheer is frankly disbelieving of the sensational reporting surrounding Lynch’s capture and rescue, especially in light of recent reports that indicate the Pentagon’s version of events is anything but accurate (see May 4, 2003). In a letter to the Times, Clarke calls Scheer’s recent work a “tirade” and adds: “Scheer’s claims are outrageous, patently false and unsupported by the facts.… Official spokespeople in Qatar and in Washington, as well as the footage released, reflected the events accurately. To suggest otherwise is an insult and does a grave disservice to the brave men and women involved.” [Nation, 5/30/2007] It is later shown that Clarke, who heads the Pentagon’s military analyst (see Early 2002 and Beyond) and journalist embed (see February 2003) programs, is entirely wrong about her claims as to the accuracy of the Pentagon’s depiction of events (see June 17, 2003).
As the first signs of the insurgency in Iraq begin emerging, and journalists begin reporting on the increasing violence in that supposedly liberated country, the Pentagon quickly counters with propaganda from its proven cadre of “military analysts”—returned military officers who proved during the run-up to war that they could present the Pentagon’s message about the invasion and occupation in an independent, authoritative, and effective manner (see April 20, 2008 and Early 2002 and Beyond). An internal Pentagon memo encourages its public relations officials to “re-energize surrogates and message-force multipliers,” beginning with its military analysts. The PR staff, led by Assistant Secretary of Defense for Public Affairs Victoria Clark, suggests taking a group of analysts on a tour of Iraq timed to coincide with President Bush’s upcoming request for $87 billion in emergency war financing. KBR procurement managers Stephen Seamans and Jeff Mazon, who have between them already executed logistics subcontracts for the US military in Iraq worth $321 million, put together yet another deal for their business crony Shabbir Khan, of the Saudi conglomerate Tamimi Global Co (see October 2005, October 2002, and April 2003). However, this deal puts US soldiers at risk. According to KBR’s enormous LOGCAP contract with the Army, KBR is required to medically screen the thousands of kitchen workers subcontractors such as Tamimi import from poor villages in countries like Nepal, Pakistan, India, and Bangladesh. Instead of performing the required medical screenings, Khan gives falsified files on 550 Tamimi kitchen workers to the US Defense Department. KBR retests those 550 workers at a Kuwait City clinic and finds that 172 test positive for exposure to the hepatitis A virus. Khan tries to suppress the test results, telling the clinic that Tamimi would do no more business with his clinic if it informs KBR about the results. Further retests show that none of the 172 have contagious hepatitis A, and Khan’s attorneys will claim during a subsequent investigation (see October 2006 and Beyond) that no soldiers caught any diseases from any of Tamimi’s workers. Other firms besides Tamimi show similar problems, causing KBR to begin vaccinating the employees for a variety of diseases at the job sites. [Chicago Tribune, 2/20/2008; Chicago Tribune, 2/21/2008]
Victoria “Torie” Clarke, the Pentagon’s former public relations secretary who developed the Pentagon’s Iraq propaganda operation (see May 2001), joins CNN as a political and policy analyst. Her propaganda operation relied on retired military officers to serve as network analysts, promoting the administration’s Iraq policies and touting the occupation as a success. [New York Times, 9/23/2003] Several months later, Clarke will also join Comcast Communications, the nation’s largest cable television corporation, as its senior adviser for communications and government affairs. Fox analyst Paul Vallely. [Source: The Intelligence Summit]The Pentagon sends a group of retired military generals and other high-ranking officers—part of its team of “independent military analysts” (see April 20, 2008 and Early 2002 and Beyond) on a carefully arranged tour of Iraq (see Summer 2003). The idea is to have the analysts counter the negative images being reported from Iraq about the upsurge in violence from the burgeoning insurgency. The Pentagon also wants the analysts to present a positive spin on Iraq in time to bolster President Bush’s request to Congress for $87 billion in emergency war financing. The group includes four analysts from Fox News, the Pentagon’s go-to media outlet for promulgating its propaganda and spin, one analyst from CNN and ABC, and several prominent members of research groups whose opinion articles appear regularly in the editorial pages of the largest US newspapers. The Pentagon promises that the analysts will be given a look at “the real situation on the ground in Iraq.”
Two Very Different Views of Reality - While the situation is rapidly deteriorating for the US—the American administrator, L. Paul Bremer, later writes that the US only has “about half the number of soldiers we needed here,” and has told Bush, “We’re up against a growing and sophisticated threat” at a dinner party that takes place on September 24, while the analysts are in Iraq (see September 24, 2003)—the story promoted by the analysts is starkly different. Their official presentation as constructed on a minute-by-minute basis by Pentagon officials includes a tour of a model school, visits to a few refurbished government buildings, a center for women’s rights, a mass grave from the early 1990s, and a tour of Babylon’s gardens. Mostly the analysts attend briefings, where one Pentagon official after another provide them with a very different picture of Iraq. In the briefings, Iraq is portrayed as crackling with political and economic energy. Iraqi security forces are improving by the day. No more US troops are needed to combat the small number of isolated, desperate groups of thugs and petty criminals that are spearheading the ineffective insurgency, which is perpetually on the verge of being eliminated. “We’re winning,” a briefing document proclaims. ABC analyst William Nash, a retired general, later calls the briefings “artificial,” and calls the tour “the George Romney memorial trip to Iraq,” a reference to former Republican governor George Romney’s famous claim that US officials had “brainwashed” him into supporting the Vietnam War during a tour there in 1965. Yet Nash, like the other analysts, will provide the talking points the Pentagon desires to his network’s viewers. Pentagon officials worry, for a time, about whether the analysts will reveal the troubling information they learn even on such a well-groomed and micromanaged junket, including the Army’s use of packing poorly armored Humvees with sandbags and Kevlar blankets, and the almost laughably poor performance of the Iraqi security forces. One Fox analyst, retired Army general Paul Vallely, later says, “I saw immediately in 2003 that things were going south.” But the Pentagon has no need to worry about Vallely or any of the other analysts. “You can’t believe the progress,” Vallely tells Fox News host Alan Colmes upon his return. Vallely predicts that the insurgency would be “down to a few numbers” within months. William Cowan, a retired Marine colonel, tells Fox host Greta Van Susteren, “We could not be more excited, more pleased.” Few speak about armor shortages or poor performances by Iraqi security forces. And all agree with retired general Carlton Shepperd’s conclusion on CNN: “I am so much against adding more troops.”
'Home Run' - The Iraq tour is viewed as what reporter David Barstow will call “a masterpiece in the management of perceptions.” Not only does it successfully promote the administration’s views on Iraq, but it helps fuel complaints that “mainstream” journalists are ignoring what administration officials and war supporters call “the good news” in Iraq. “We’re hitting a home run on this trip,” a senior Pentagon official says in an e-mail to the chairman and vice chairman of the Joint Chiefs of Staff, Richard Myers and Peter Pace. The Pentagon quickly begins planning for future trips, not just to Iraq but to Afghanistan and Guantanamo Bay (see June 24-25, 2005) as well. These trips, and the orchestrated blitz of public relations events that follow, are strongly supported by the White House.
Countering 'Increasingly Negative View' of Occupation - Pentagon spokesman Lawrence Di Rita will later explain that a “conscious decision” was made to use the analysts to counteract what Di Rita calls “the increasingly negative view of the war” coming from journalists in Iraq. The analysts generally have “a more supportive view” of the administration and the war; and the combination of their military expertise and their tremendous visibility make them ideal for battling what Di Rita and other Pentagon and administration see as unfairly negative coverage. On issues such as troop morale, detainee interrogations, inadequate equipment, and poorly trained Iraqi forces, Di Rita will say the analysts “were more likely to be seen as credible spokesmen.”
Business Opportunities - Many of the analysts are not only in Iraq to take part in the Pentagon’s propaganda efforts, but to find out about business opportunities for the firms they represent. They meet with civilian and military leaders in Iraq and Kuwait, including many who will make decisions about how the $87 billion will be spent. The analysts gather inside information about the most pressing needs of the US military, including the acute shortage of “up-armored” Humvees, the billions needed to build new military bases, the dire shortage of translators, and the sprawling and expensive plans to train Iraqi security forces. Analysts Cowan and Sherwood are two of the analysts who have much to gain from this aspect of their tour. Cowan is the CEO of a new military firm, the wvc3 Group. Sherwood is the executive vice president of the firm. The company is seeking contracts worth tens of millions of dollars to supply body armor and counterintelligence services in Iraq. The company has a written agreement to use its influence and connections to help Iraqi tribal leaders in Al-Anbar province win reconstruction contracts from the Americans. “Those sheiks wanted access to the CPA,” Cowen later recalls, referring to the Coalition Provisional Authority. And he is determined to provide that access. “I tried to push hard with some of Bremer’s people to engage these people of Al-Anbar,” he recalls. Fox military analyst Charles Nash, a retired Navy captain, works as a consultant for small companies who want to land fat defense contracts. As a military analyst, he is able to forge ties with senior military leaders, many of whom he had never met before. It is like being “embedded” with the Pentagon leadership, he will recall. He will say, “You start to recognize what’s most important to them…. There’s nothing like seeing stuff firsthand.” An aide to the Pentagon’s chief of public relations, Brent Krueger, will recall that he and other Pentagon officials are well aware of their analysts’ use of their access as a business advantage. Krueger will say, “Of course we realized that. We weren’t naïve about that…. They have taken lobbying and the search for contracts to a far higher level. This has been highly honed.” (Di Rita will deny ever thinking that analysts might use their access to their business advantage, and will say that it is the analysts’ responsibility to comply with ethical standards. “We assume they know where the lines are,” he will say.) The Pentagon’s Defense Contract Audit Agency sends a draft audit report to Halliburton subsidiary Kellogg, Brown, & Root (KBR) claiming that the firm overcharged the US military as much as $61 million for fuel deliveries into Iraq. The report says that KBR charged an average of $2.64 per gallon, more than twice the price others were paying. The DCAA also says the company has been slow to provide cost estimates for its projects in Iraq. KBR has given the US government estimates for only 12 orders. As of this date, 69 are overdue. NATO adopts an official policy document mandating “zero-tolerance” for the trafficking in human beings by NATO forces and staff. The document is a result of discussions that began at NATO in the fall of 2003. The document says that NATO will increase cooperation among countries in order to combat the problem of human trafficking. Specific strategies outlined in the document include reviewing current legislation of member countries, encouraging member countries to approve the UN Convention Against Organized Crime, providing support to local authorities in their efforts to combat trafficking in human beings, imposing penalties on contractors who engage in human trafficking, and evaluating the implementation of the efforts of those involved. The head of the International Advisory and Monitoring Board, Jean-Pierre Halbwachs, says the Bush administration is withholding information regarding the more than $1 billion in contracts awarded to Halliburton and other companies in Iraq. This information is believed by UN-sanctioned auditors to confirm that these contracts were won without competitive bidding. The White House has rejected requests for this information since March, and will not produce a list of other companies that have obtained such contracts. [The Moscow Times, 7/19/2004] The IAMB, a multi-agency organization in place to oversee the Coalition Provisional Authority’s disbursements from the Development Fund for Iraq, later discovers that over a hundred contracts involving billions of dollars were in need of investigation and possible criminal prosecution. They also discover that $8.8 billion that passed through the new Iraqi government ministries under CPA control is unaccounted for, while an additional $3.4 billion appropriated by Congress for development eventually became earmarked to fund “security.” The IAMB, once established, was forced to spend months finding auditors acceptable to US authorities. These auditors, appointed in April 2004, are then stonewalled. It is believed that the Bush administration wished to stall until the end of June 2004, at which time the CPA would no longer be extant and Paul Bremer, the pro consul and head of the CPA, would not be answerable to the press. The auditors’ report reveals that the CPA hadn’t kept accounts of the hundreds of millions of dollars of cash in its vault, had awarded contracts worth billions of dollars to American firms without tender, and had no idea what was happening to the money from the Development Fund for Iraq (DFI), which was being spent by the interim Iraqi government ministries. [Source: Mother Jones]General David Petraeus, the commander of US military forces in Iraq, writes an op-ed for the Washington Post entitled “Battling for Iraq.” Petraeus praises the Iraqi security forces for standing up and taking much of the burden of securing the country from the US troops on the ground, writing: “Iraqi security elements are being rebuilt from the ground up. The institutions that oversee them are being reestablished from the top down. And Iraqi leaders are stepping forward, leading their country and their security forces courageously in the face of an enemy that has shown a willingness to do anything to disrupt the establishment of the new Iraq.” There has been significant “progress” made, he writes, and there is “reason for optimism.” He concludes: “With strong Iraqi leaders out front and with continued coalition—and now NATO—support, this trend will continue. It will not be easy, but few worthwhile things are.” [Washington Post, 9/26/2004] Perhaps coincidentally, the op-ed appears in time for the Bush re-election campaign to make much of it. Columnist Tom Engelhardt will note in 2008 that the op-ed is “just the sort of thing a president trying to outrun a bunch of Iraqi insurgents to the November 4 finish line might like to see in print in his hometown paper.” Perhaps just as coincidentally, Petraeus will soon be awarded his third star. A group of 28 US companies, including Boeing; Cisco Systems; Factiva, a joint venture of Dow Jones and Reuters; General Dynamics; Hewlett-Packard; Honeywell; I.B.M.; Lockheed Martin; Microsoft; Northrop Grumman; Oracle; Raytheon; and Sun Microsystems announce the formation of the Network Centric Operations Industry Consortium (NCOIC). [Business Wire, 9/28/2004; NCOIC, 3/24/2005] The consortium’s vision is: “Industry working together with our customers to provide a Network Centric environment where all classes of information systems interoperate by integrating existing and emerging open standards into a common evolving global framework that employs a common set of principles and processes.” [NCOIC, 3/24/2005] The NCOIC’s work will help the military achieve its goal (see July 27, 2001) (see April 7, 2004) to create a “network-centric environment” comprised of integrated network systems that will allow data to be transferred at very high speeds to all levels of the military. Ben Carter, an employee for Halliburton subsidiary Kellogg, Brown, & Root (KBR), serves as the foreman of the water purification unit at Camp Ar Ramadi, a US military base also known as “Junction City.” At the base, both potable and non-potable water is supplied for different purposes. Non-potable water, despite not being used for drinking, is expected to meet certain safety standards so that US troops can use it for bathing, showering, shaving, laundry, and cleaning. After another KBR employee discovers larvae swimming in a toilet bowl, Carter does a test and discovers that there is no chlorine present in the non-potable water. When he tests the non-potable water tank, he is shocked to find out that “the water in the tank tested negative for chlorine; that the access lid of the tank was not in place, let alone secure, and the air vents to the tank were turned upward and left unscreened; leaving the water supply vulnerable to contamination from dust, insects, rodents or even enemy attack.” He reports his findings and urges the military to chlorinate their water tanks. But he is told by the KBR site commander that the water is not his concern. Carter is frequently hindered by higher-ups in his attempts to make sure that the water is properly purified and eventually leaves Iraq in frustration. The memo reports on Merritt’s conclusions and proposals in the aftermath of a Pentagon-sponsored trip to Iraq by a number of military analysts. The trip is part of the Pentagon’s propaganda operation, which uses retired military officers to go on broadcast news shows and promote the administration’s Iraq policies (see April 20, 2008 and Early 2002 and Beyond). The memo is in several sections:
'Background' - “One of the most interesting things coming from this trip to Iraq with the media analysts has been learning how their jobs have been undergoing a metamorphosis. There are several reasons behind the morph… with an all voluntary military, no one in the media has current military background. Additionally we have been doing a good job of keeping these guys informed so they have ready answers when the networks come calling.”
'Current Issues' - “The key issue here is that more and more, media analysts are having a greater impact on the television media network coverage of military issues. They have now become the go to guys not only for breaking stories, but they influence the views on issues. They also have a huge amount of influence on what stories the network decides to cover proactively with regard to the military…”
'Recommendation' - “1.) I recommend we develop a core group from within our media analyst list of those that we can count on to carry our water. They become part of a ‘hot list’ of those that we immediately make calls to or put on an email distro [distribution] list before we contact or respond to media on hot issues. We can also do more proactive engagement with this list and give them tips on what stories to focus on and give them heads up on issues as they are developing. By providing them with key and valuable information, they become the key go to guys for the networks and it begins to weed out the less reliably friendly analysts by the networks themselves…
3.) Media ops and outreach can work on a plan to maximize use of the analysts and figure out a system by which we keep our most reliably friendly analysts plugged in on everything from crisis response to future plans. This trusted core group will be more than willing to work closely with us because we are their bread and butter and the more they know, the more valuable they are to the networks…
5.) As evidenced by this analyst trip to Iraq, the synergy of outreach shops and media ops working together on these types of projects is enormous and effective. Will continue to exam [sic] ways to improve processes.”
Response from Di Rita - Di Rita is impressed. He replies, “This is a thoughtful note… I think it makes a lot of sense to do as you suggest and I guess I thought we were already doing a lot of this in terms of quick contact, etc… We ought to be doing this, though, and we should not make the list too small…” In 2008, Salon commentator Glenn Greenwald will sum up the plan: “So the Pentagon would maintain a team of ‘military analysts’ who reliably ‘carry their water—yet who were presented as independent analysts by the television and cable networks. By feeding only those pro-government sources key information and giving them access—even before responding to the press—only those handpicked analysts would be valuable to the networks, and that, in turn, would ensure that only pro-government sources were heard from. Meanwhile, the ‘less reliably friendly’ ones—frozen out by the Pentagon—would be ‘weeded out’ by the networks (see May 10-11, 2007). The pro-government military analysts would do what they were told because the Pentagon was ‘their bread and butter.’ These Pentagon-controlled analysts were used by the networks not only to comment on military matters—and to do so almost always unchallenged—but also even to shape and mold the networks’ coverage choices.” [Salon, 5/10/2008]

[Source: Montgomery College]Chris Matthews, the host of MSNBC’s Hardball, asks three of the Pentagon’s most reliable “military analysts” (see April 20, 2008 and Early 2002 and Beyond)—retired generals Montgomery Meigs, Wayne Downing, and Kenneth Allard—on his show to pillory a recent New Yorker article by Seymour Hersh that reveals Pentagon plans for an attack on Iran (see (Early January 2005)). Matthews calls the three “Hardball’s war council.” After the broadcast, Allard writes an e-mail to Pentagon public relations official Larry Di Rita, in which he says, “As you may have seen on MSNBC, I attributed a lot of what [Hersh] said to disgruntled CIA employees who simply should be taken out and shot.” [Salon, 5/10/2008]
Roger Noriega, US Assistant Secretary of State for the Western Hemisphere, says the US is concerned that an arms trade deal struck between Venezuela and Russia could destabilize the region. Venezuela has agreed to purchase about 40 Russian military helicopters and 100,000 rifles. CNN reports that Noriega told its Spanish-language service “that Washington [is] worried the arms may end up with groups such as Columbia’s Marxist FARC rebels.” [Reuters, 2/8/2005; Al Jazeera, 2/13/2005] Observers interpret this latest move by the Hugo Chavez government as another step in a strategy apparently aimed at decreasing Venezuela’s dependence on the US economy by strengthening ties with states such as China, Russia and Iran. [Al Jazeera, 2/13/2005] Venezuela’s Vice President Jose Vincente Rangel defends the weapons trade deal with Russia. Rangel says that the deal is of no relevance to the US and that the deal is “a concern only for the Venezuelan people and the nation’s institutions.” [Reuters, 2/8/2005]
In an e-mail to a variety of Pentagon officials, an unnamed lieutenant colonel exults that the Pentagon’s Iraq propaganda operation using military analysts to promote the administration’s war policies is producing a “big payback.” He then writes, “There are about 50 retired military analysts that are part of this group… these are the folks that end up on FOX, CNN, etc. interpreting military happenings. These calls are conducted frequently and offer HUGE payback… these end up being the people who carry the mail on talk shows.” [Salon, 5/10/2008]
Blackwater Worldwide, one of several Blackwater brand companies, deploys CS nerve gas on a crowded Green Zone checkpoint from both a helicopter and an armored vehicle. Army Captain Kincy Clark documents and reports the incident. Former Army lawyers will state that use of such riot control agents requires the approval of the military’s most senior commanders. Blackwater initially had a contract to provide security for American officials in Iraq with the Coalition Provisional Authority, an agreement which did not address the use of CS gas. When the contracts for Blackwater, DynCorp, and Triple Canopy are renewed after the incident, these contracts will forbid the use of CS gas. Commanders in the field will state that they fear the incident being used for propaganda by insurgents, who will say the US was using chemical weapons. [New York Times, 1/10/2008]
Human rights advocacy group Amnesty International reports that both the US and Britain are betraying the cause of human rights in their “war on terror.” Amnesty’s general secretary, Irene Khan, accuses both governments of condoning torture and twisting their interpretations of the law to justify and excuse torture. She says: “A new agenda is in the making, with the language of freedom and justice being used to pursue policies of fear and insecurity. This includes cynical attempts to redefine and sanitize torture.” The US’s most well-known detention facility, Guantanamo Bay, is “the gulag of our time,” she says. “The US administration attempted to dilute the absolute ban on torture through new policies and quasi-management speak such as ‘environmental manipulation,’ ‘stress positions,’ and ‘sensory manipulation,’” she says. And when these two countries justify torture, other countries follow suit. “When the most powerful country in the world thumbs its nose at the rule of law and human rights, it grants a license to others to commit abuse with impunity. From Israel to Uzbekistan, Egypt to Nepal, governments have openly defied human rights and international humanitarian law in the name of national security and ‘counter-terrorism.’” [Guardian, 5/26/2005]
The Army suppresses an unclassified report by the RAND Corporation, a federally financed think tank that often does research for the military. The report, entitled “Rebuilding Iraq,” was compiled over 18 months; RAND submitted a classified and an unclassified version, hoping that the dissemination of the second version would spark public debate. However, senior Army officials are disturbed by the report’s broad criticisms of the White House, the Defense Department, and other government agencies, and the Army refuses to allow its publication. A Pentagon official says that the biggest reason for the suppression of the report is the fear of a potential conflict with Defense Secretary Donald Rumsfeld. The unclassified version of the report will be leaked to the New York Times in February 2008. That version finds problems with almost every organization and agency that played a part in planning for the Iraq invasion.
Bush, Rice Let Interdepartmental Squabbles Fester - The report faults President Bush, and by implication his former National Security Adviser Condoleezza Rice, for failing to resolve differences between rival agencies, particularly between the departments of Defense and State. “Throughout the planning process, tensions between the Defense Department and the State Department were never mediated by the president or his staff,” the report finds.
Defense Department Unqualified to Lead Reconstruction Effort - The report is also critical of the Defense Department’s being chosen to lead postwar reconstruction, citing that department’s “lack of capacity for civilian reconstruction planning and execution.” The Bush administration erred in assuming that reconstruction costs would be minimal, and in refusing to countenance differing views, the report says. Complementing that problem was the failure “to develop a single national plan that integrated humanitarian assistance, reconstruction, governance, infrastructure development and postwar security.” As a result, the report finds, “the US government did not provide strategic policy guidance for postwar Iraq until shortly before major combat operations commenced.”
State's Own Planning 'Uneven' and Not 'Actionable' - It questions the “Future of Iraq” study (see April 2002-March 2003), crediting it with identifying important issues, but calling it of “uneven quality” and saying it “did not constitute an actionable plan.”
Franks, Rumsfeld Exacerbated Problems - General Tommy Franks, who oversaw the entire military operation in Iraq, suffered from a “fundamental misunderstanding” of what the military needed to do to secure postwar Iraq, the study finds. Franks and his boss, Rumsfeld, exacerbated the situation by refusing to send adequate numbers or types of troops into Iraq after the fall of Baghdad.
Strengthened Resistance to US Occupation - The poor planning, lack of organization, and interdepartmental dissension together worked to strengthen the Iraqi insurgency. As Iraqi civilians continued to suffer from lack of security and essential services, resentment increased against the “negative effects of the US security presence,” and the US failed to seal Iraq’s borders, foreign and domestic support for the insurgents began to grow.
RAND Study Went Too Far Afield, Says Army - In 2008, after the Times receives the unclassified version of the report, Army spokesman Timothy Muchmore explains that the Army rejected the report because it went much farther than it should in examining issues pertinent to the Army. “After carefully reviewing the findings and recommendations of the thorough RAND assessment, the Army determined that the analysts had in some cases taken a broader perspective on the early planning and operational phases of Operation Iraqi Freedom than desired or chartered by the Army,” Muchmore will say. “Some of the RAND findings and recommendations were determined to be outside the purview of the Army and therefore of limited value in informing Army policies, programs and priorities.”
Recommendations - The Army needs to rethink its planning towards future wars, the report finds. Most importantly, it needs to consider the postwar needs of a region as much as it considers the strategy and tactics needed to win a war. [New York Times, 2/11/2008]

Jed Babbin. [Source: The Intelligence Summit]Three days before a group of military analysts are taken to Guantanamo by the Pentagon for an orchestrated “tour” (see June 24-25, 2005), one planning e-mail from Pentagon official Dallas Lawrence gives weight to the belief that the tour was arranged to prepare the analysts to deliver scripted talking points before the cameras (see April 20, 2008 and Early 2002 and Beyond). Lawrence notes the importance of scheduling the Guantanamo trip to ensure that an analyst for the American Spectator, Jed Babbin, can participate: “He is hosting a number of radio shows this summer. I would have to think he would have every member of Congress on to talk about their trip together—a definite plus for us looking to expand the echo chamber.” Babbin will respond with a Spectator article lambasting Democratic critics of Guantanamo, and will be given an invitation to appear on Bill O’Reilly’s Fox News talk show. Pentagon public relations official Lawrence Di Rita is quite pleased by Babbin’s work, and in an e-mail to other Pentagon officials, says: “We really should try to help [Babbin]. CNN analyst Donald Shepperd. [Source: New York Times]With criticism of the Guantanamo Bay detention facility reaching new heights, new allegations of abuse from UN human rights experts, Amnesty International receiving plenty of media exposure for calling the facility “the gulag of our times” (see May 25, 2005), and many calling for the facility’s immediate closure, the Pentagon counters by launching the latest in its propaganda counteroffensive designed to offset and blunt such criticism (see April 20, 2008). The Pentagon and White House’s communications experts place a select group of around ten retired military officers, all who regularly appear on network and cable news broadcasts as “independent military analysts,” on a jet usually used by Vice President Dick Cheney, and fly them to Cuba for a carefully orchestrated tour of the facility. [New York Times, 4/20/2008]
A Four-Hour Tour - During the three-hour flight from Andrews Air Force Base to Cuba, the analysts are given several briefings by various Pentagon officials. After landing, but before being taken to the detention facility, they are given another 90-minute briefing. The analysts spend 50 minutes lunching with some of the soldiers on base, then begin their tour. They spend less than 90 minutes viewing the main part of the Guantanamo facility, Camp Delta; in that time, they watch an interrogation, look at an unoccupied cellblock, and visit the camp hospital. They spend ten minutes at Camp V and 35 minutes at Camp X-Ray. After less than four hours in Guantanamo’s detention facilities, they depart for Washington, DC. [Salon, 5/9/2008] This is the first of six such excursions, all designed to prepare the analysts for defending the administration’s point of view and counter the perception that Guantanamo is a haven for abusive treatment of prisoners. During the flight to the facility, during the tour, and during the return flight, Pentagon officials hammer home the message they want the analysts to spread: how much money has been spent on improving the facility, how much abuse the guards have endured, and the extensive rights and privileges granted to the detainees.
Producing Results - The analysts provide the desired results. All ten immediately appear on television and radio broadcasts, denouncing Amnesty International, challenging calls to close the facility, and assuring listeners that the detainees are being treated humanely. Donald Shepperd, a retired Air Force general, tells CNN just hours after returning from Guantanamo, “The impressions that you’re getting from the media and from the various pronouncements being made by people who have not been here in my opinion are totally false.” The next morning, retired Army General Montgomery Meigs appears on NBC’s flagship morning show, Today, and says: “There’s been over $100 million of new construction [at Guantanamo]. The place is very professionally run.” Transcripts of the analysts’ appearances are quickly circulated among senior White House and Pentagon officials, and cited as evidence that the Bush administration is winning the battle for public opinion. [Source: CNN]Within hours of returning from a Pentagon-sponsored “fact-finding” trip to the Guantanamo detention facility (see June 24-25, 2005), CNN military analyst Don Shepperd, as planned (see June 25, 2005), extolls the virtues of the Pentagon’s handling of detainees on a lineup of CNN news broadcasts. As per his most recent briefing, he does not mention the case of Mohammed al-Khatani (see August 8, 2002-January 15, 2003), who has suffered extensive brutality at the hands of his captors. Instead, his “analyses” are so uniformly laudatory that, as commentator Glenn Greenwald will observe, they are “exactly what it would have been had [Defense Secretary Donald] Rumsfeld himself written the script.” After returning from his half-day visit, he participates in a live telephone interview with CNN anchor Betty Nguyen. He opens with the observation: “I tell you, every American should have a chance to see what our group saw today. The impressions that you’re getting from the media and from the various pronouncements being made by people who have not been here, in my opinion, are totally false. What we’re seeing is a modern prison system of dedicated people, interrogators and analysts that know what they are doing. And people being very, very well-treated. We’ve had a chance to tour the facility, to talk to the guards, to talk to the interrogators and analysts. We’ve had a chance to eat what the prisoners eat. We’ve seen people being interrogated. And it’s nothing like the impression that we’re getting from the media. People need to see this, Betty.… I have been in prisons and I have been in jails in the United States, and this is by far the most professionally-run and dedicated force I’ve ever seen in any correctional institution anywhere.” Shepperd watched an interrogation, and he describes it thusly: “[T]hey’re basically asking questions. They just ask the same questions over a long period of time. They get information about the person’s family, where they’re from, other people they knew. All the type of things that you would want in any kind of criminal investigation. And these were all very cordial, very professional. There was laughing in two of them that we…” Nguyen interrupts to ask, “Laughing in an interrogation?” and Shepperd replies: “In the two of them that we watched. Yes, indeed. It’s not—it’s not like the impression that you and I have of what goes on in an interrogation, where you bend people’s arms and mistreat people. They’re trying to establish a firm professional relationship where they have respect for each other and can talk to each other. And yes, there were laughing and humor going on in a couple of these things. And I’m talking about a remark made where someone will smirk or laugh or chuckle.” In another CNN interview three days later, Shepperd reiterates and expands upon his initial remarks, and says of the detainees: “[W]e have really gotten a lot of information to prevent attacks in this country and in other countries with the information they’re getting from these people. And it’s still valuable.” CNN does not tell its viewers that Shepperd is president of The Shepperd Group, a defense lobbying and consulting firm. [CNN, 6/24/2005; Salon, 5/9/2008]
Retired Air Force General Donald Shepperd, a CNN news analyst, returns from a “fact-finding” trip to Guantanamo Bay (see June 24-25, 2005) prepared to provide Pentagon talking points to CNN audiences. Shepperd is remarkably candid about his willingness to serve as a Pentagon propagandist, writing in a “trip report” he files with his handlers, “Did we drink the ‘Government Kool-Aid?’—of course, and that was the purpose of the trip.” He acknowledges that “a one day visit does not an expert make” (Shepperd and his fellow analysts spent less than four hours touring the entire facility, all in the company of Pentagon officials), and notes that “the government was obviously going to put its best foot forward to get out its message.” He adds that “former military visitors are more likely to agree with government views than a more appropriately skeptical press.” Shepperd also sends an e-mail to Pentagon officials praising the trip and asking them to “let me know if I can help you.” He signs the e-mail, “Don Shepperd (CNN military analyst).” Shepperd’s e-mail is forwarded to Larry Di Rita, a top public relations aide to Secretary of Defense Donald Rumsfeld. Di Rita’s reply shows just how much control the Pentagon wields over the analysts. Di Rita replies, “OK, but let’s get him briefed on al-Khatani so he doesn’t go too far on that one.” Di Rita is referring to detainee Mohammed al-Khatani (see August 8, 2002-January 15, 2003), who had been subjected to particularly brutal treatment. Shepperd will, as planned, praise the Guantanamo detainee program on CNN in the days and hours following his visit to the facility (see June 24-25, 2005). [Salon, 5/9/2008] He will say in May 2008: “Our message to them as analysts was, ‘Look, you got to get the importance of this war out to the American people.’ The important message is, this is a forward strategy, it is better to fight the war in Iraq than it is a war on American soil.” [PBS, 5/1/2008]

Retired General Montgomery Meigs and retired Colonel Jack Jacobs (who will be praised in 2008 by NBC’s Brian Williams for his independence—see April 29, 2008) take part in a session that is documented in an internal Pentagon e-mail. Suggestions in the Jacobs/Meigs session include providing information and photographs to all network presidents; not scheduling prime-time press conferences for Defense Secretary Donald Rumsfeld; only make Rumsfeld available to the press after priming reporters with information and photos, and ensuring that press questioning take place in places in which Rumsfeld is comfortable; and providing an “exclusive” report or analysis to the Washington Post. Both Meigs and Jacobs are routinely touted as “independent analysts” by MSNBC; both are shown to be quite reliable in providing Pentagon talking points by the Pentagon’s tracking system (see 2005 and Beyond). [Source: The Intelligence Summit]“Independent military analyst” Gordon Cucullu, a former Green Beret, is an enthusiastic participant in the Pentagon’s Iraq propaganda operation (see April 20, 2008 and Early 2002 and Beyond). Cucullu has just returned from a half-day tour of the Guantanamo detention facility (see June 24-25, 2005), and is prepared to give the Pentagon’s approved message to the media.
Talking Points Covered in Fox Appearance - In an e-mail to Pentagon official Dallas Lawrence, he alerts the department to a new article he has written for conservative Website FrontPage, and notes that he has appeared on an early-morning broadcast on Fox News and delivered the appropriate talking points: “I did a Fox & Friends hit at 0620 this morning. Good emphasis on 1) no torture, 2) detainees abuse guards, and 3) continuing source of vital intel.” [Salon, 5/9/2008]
Op-Ed: Pampered Detainees Regularly Abuse Guards - In the op-ed for FrontPage, entitled “What I Saw at Gitmo,” he writes that the US is being “extraordinarily lenient—far too lenient” on the detainees there. There is certainly abuse going on at Guantanamo, Cucullu writes—abuse of soldiers by the detainees. Based on his three-hour tour of the facility, which included viewing one “interrogation” and touring an unoccupied cellblock, Cucullu says that the detainees “fight their captors at every opportunity” and spew death threats against the soldiers, their families, and Americans in general. The soldiers are regularly splattered with “feces, urine, semen, and spit.” One detainee reportedly told another, “One day I will enjoy sucking American blood, although their blood is bitter, undrinkable.” US soldiers, whom Cucullu says uniformly treat the detainees with courtesy and restraint (see August 8, 2002-January 15, 2003), are constantly attacked by detainees who wield crudely made knives, or try to “gouge eyes and tear mouths [or] grab and break limbs as the guards pass them food.” In return, the detainees are given huge meals of “well-prepared food,” meals which typically overflow from two styrofoam containers. Many detainees insist on “special meal orders,” and throw fits if their meals are not made to order. The level of health care they are granted, Cucullu says, would suit even the most hypochondriac American. Cucullu writes that the detainees are lavished with ice cream treats, granted extended recreational periods, live in “plush environs,” and provided with a full array of religious paraphernalia. “They are not abused, hanged, tortured, beheaded, raped, mutilated, or in any way treated the way that they once treated their own captives—or now treat their guards.” The commander, Brigadier General Jay Hood, tells Cucullu that such pampered treatment provides better results than harsher measures. “Establishing rapport” is more effective than coercion, Hood says, and, in Cucullu’s words, Hood “refers skeptics to the massive amount of usable intelligence information [the detainees] produce even three years into the program.” In conclusion, Cucullu writes, the reader is “right to worry about inhumane treatment” at Guantanamo, but on behalf of the soldiers, not the detainees. The Pentagon, tracking every bit of media coverage provided by the “independent military analysts” who are part of its Iraq propaganda program (see April 20, 2008 and Early 2002 and Beyond), is particularly pleased with the results of its half-day tour of Guantanamo for selected analysts (see June 24-25, 2005). Its tracking (see 2005 and Beyond) finds that Lieutenant Colonel Gordon Cucullu (see June 27, 2005) receives the most coverage during the almost two weeks after the tour, followed by Major General Donald Shepperd (see June 24-27, 2005). In all, the analysts made 37 media appearances. They emphasized the following talking points:

William Cowan. [Source: The Intelligence Summit]Fourteen Marines die in Iraq. Hours after their deaths, William Cowan, a retired Marine colonel and Fox News analyst (see April 20, 2008 and Early 2002 and Beyond) who has grown increasingly uncomfortable with what he will later call the Pentagon’s “twisted version of reality” being pushed on analysts in briefings, telephones the Pentagon to advise officials that his upcoming comments on Fox “may not all be friendly.” He is then given a private briefing, quickly arranged by Defense Secretary Donald Rumsfeld’s senior aides. But Cowan then tells Fox host Bill O’Reilly that it has been “a bad week” in Iraq, that many military officials he has talked to were “expressing a lot of dismay and disappointment at the way things are going,” and the US is “not on a good glide path right now” in Iraq. The repercussions are almost immediate. According to Cowan, he is “precipitously fired from the analysts group” for this appearance. The Pentagon “simply didn’t like the fact that I wasn’t carrying their water.” Cowan later recalls: “Suddenly, boom, I never got another telephone call, I never got another e-mail from them.… I was just booted off the group. I was fired.” Cowan will say that he and other analysts were given special access only “as long as they thought I was serving their purposes.… I drink nobody’s Kool-Aid.” The next day, the other analysts take part in a conference call with General James Conway, the director of operations for the Joint Chiefs of Staff, where he urges them not to let the Marines’ deaths erode support for the war. Conway is blunt, saying directly that the US citizenry is the main target of Pentagon propaganda. “The strategic target remains our population,” he tells them. “We can lose people day in and day out, but they’re never going to beat our military. What they can and will do if they can is strip away our support. And you guys can help us not let that happen.” An analyst chimes in, “General, I just made that point on the air.” Conway says, “Let’s work it together, guys.” [New York Times, 4/20/2008; Washington Post, 4/21/2008]
Bunnatine H. Greenhouse, who earlier criticized the US Army Corps of Engineers’ sole-source contract with Halliburton at a public hearing (see June 27, 2005), is demoted from her position as Principal Assistant Responsible for Contracting (PARC). Greenhouse, who was known for her steadfast adherence to regulations enforcing fair competition, received high performance ratings at the beginning of her tenure, which began in 1997. But after she began objecting to the contracts being awarded to Halliburton subsidiary Kellogg, Brown, & Root (KBR), her reviews became negative. The United States signs more than $21 billion in arms sales agreements with foreign countries—twice as much as the previous year. Between September 2001 and and September 2005, annual foreign military sales was typically between $10 billion and $13 billion. The 100 percent increase in sales in attributed to several factors, including the Bush administration’s practice of rewarding loyal allies and client-states with arms; the increased purchasing power of Middle Eastern countries flush with oil revenue; and the decision to drop bans against selling weapons to countries like India, Pakistan, Indonesia, Tajikistan, Serbia and Montenegro, Armenia, and Azerbaijan. In 2005 Pakistan placed a $5 billion order for Lockheed Martin’s advanced F-16 jets. Next year’s arms sales is expected to be high also. Lt. Gen. Jeffrey B. Kohler, director of the Defense Security Cooperation Agency, tells the New York Times, “We’ve got a good start on 2007.” India is hoping to purchase as many as 126 new fighter jets, while Saudi Arabia has plans to spend $5.8 billion on US weapons for its National Guard and an additional $3 billion for Black Hawk helicopters, Abrams and Bradley armored land vehicles, new radio systems, and other weapons. Christopher E. Kubasik, chief financial officer of Lockheed, tells the Times its foreign buyers are “valued customers,” adding that the company plans “to continue to grow in that area.” [New York Times, 11/1/2006]
The Chicago Tribune publishes a multi-part series titled, “Pipeline to Peril,” summarizing its investigation of the human trafficking network that is supplying US military bases and private contractors in Iraq with cheap labor. The articles detail how Halliburton subsidiaries such as KBR are making use of over 200 illicit international human trafficking brokers for supplying cheap labor for the Iraq war effort, mainly from impoverished Asians. The brokers are often deceitful in their recruiting practices. For instance, they are reported to have promised jobs in luxury hotels in Jordan for the potential workers. The workers are required to pay hefty broker fees up front, and once trapped at halfway points in Jordan by those initial fees, they are informed that that they will be working in Iraq and their passports are confiscated. The article gives an example of twelve Nepalese workers who were kidnapped by Iraqi insurgents at gunpoint and later killed while traveling in an unprotected caravan across Iraq. Joseph Galloway. [Source: National Public Radio]Veteran war correspondent Joseph Galloway, a stern critic of the Iraq policies of the administration and the Pentagon, journeys to the Pentagon for what he believes to be a one-on-one lunch with Defense Secretary Donald Rumsfeld. The reporter is surprised to find that Rumsfeld has invited four colleagues along to assist him with Galloway: Peter Pace, the chairman of the Joint Chiefs of Staff; Richard Cody, the vice chief of staff of the Army; the director of the Joint Staff, Walter Sharp; and the Assistant Secretary of Defense for Public Affairs, Larry Di Rita. The highlights of the lunch discussion, which is marked by a series of digressions and tangential conversations, are as follows:
Rumsfeld tells Galloway, “I’m not hearing anything like the things you are writing about.” Galloway responds that he often found that people in positions of such power and influence rarely receive the unvarnished truth. Rumsfeld retorts: “Oh, I know that but I talk to lots of soldiers all the time. Why, I have given over 600 town hall meetings and anyone can ask me anything.”
Rumsfeld then shifts gears to visit one of Galloway’s favorite topics: the question of whether the US Army is broken. Far from being in poor shape, Rumsfeld asserts, the Army is “light years better than it was four years ago.” Galloway counters that Rumsfeld’s strategies are nonsensical if they result in Army and Marine soldiers being sent in endless forays down the same highways to die by roadside bombs. The US is playing to the insurgency’s strong suit, Galloway argues. Rumsfeld agrees, and says he has instructed the US commander in Iraq, General George Casey, to shift the focus from patrolling to “standing up” the Iraqi defense forces. He has told Iraq’s leaders that the US is losing the stomach for the ever-growing casualty count, “and they understand that and agree with it.” Galloway parries Rumsfeld’s talk with a question about the Army sending bill collectors after wounded soldiers who lost limbs in a bombing, or were “overpaid” for combat duty and benefits. Rumsfeld blames the Pentagon’s computer system, and says the problem is being addressed.
Rumsfeld agrees with one of Galloway’s columns that lambasted the Pentagon for doing enemy body counts. “We are NOT going to do body counts,” Rumsfeld asserts. Galloway retorts that the Pentagon is indeed doing body counts and releasing them, and has been doing so for a year. If you don’t want to do body counts, Galloway says, then stop doing them.
Throughout the conversation, Rumsfeld jots down notes on what he considers to be valid points or criticisms. Galloway writes: “Others at the table winced. They had visions of a fresh shower of the secretary’s famous ‘snowflakes,’ memos demanding answers or action or both.” Before Galloway leaves, Rumsfeld shows him some memorabilia and tells him, “I want you to know that I love soldiers and I care about soldiers. All of us here do.” Galloway replies that concern for the troops and their welfare and safety are his only purpose, “and I intend to keep kicking your butt regularly to make sure you stay focused on that goal.” As Galloway writes, “He grinned and said: ‘That’s all right. [Source: Larry Downing / Reuters]Representative John Murtha (D-PA), one of the most conservative and hawkish Democrats in the House of Representatives and a longtime supporter of the military, stuns opponents and fellow Democrats alike by calling for the immediate withdrawal of US troops from Iraq. Fighting back tears, Murtha, a former US Marine and a decorated Vietnam veteran, says the troops in Iraq suffer from poor equipment and low morale. Moreover, the troops’ presence there now serves as an impediment to Iraqi progress towards stability and self-governance. The war is “a flawed policy wrapped in illusion,” he says, and adds, “Our troops have become the primary target of the insurgency.” Islamic insurgents “are united against US forces, and we have become a catalyst for violence.… I resent the fact, on Veterans Day, [Bush] criticized Democrats for criticizing them. This is a flawed policy wrapped in illusion. The American public knows it. And lashing out at critics doesn’t help a bit. You’ve got to change the policy.… It’s time to bring [the soldiers] home.” Murtha submits a bill to compel the withdrawal of troops as soon as feasible (see November 17, 2005). Congressional Republicans counter with accusations of cowardice (see November 18-21, 2005) and even siding with terrorists over their country. Speaker of the House Dennis Hastert (R-IL) says: “Murtha and Democratic leaders have adopted a policy of cut and run. They would prefer that the United States surrender to the terrorists who would harm innocent Americans.”
Democratic Leaders Cautious - Democratic leaders such as House Minority Leader Nancy Pelosi (D-CA) and campaign chairman Rahm Emanuel (D-IL) react cautiously to Murtha’s call for withdrawal. Pelosi has privately said that she will call for a complete withdrawal of troops in 2006, but does not yet join Murtha in his call for withdrawal, merely saying that he deserves to have “his day.” Emanuel is even more cautious, saying, “Jack Murtha went out and spoke for Jack Murtha.” As for Iraq policy, Emanuel says, “At the right time, we will have a position.”
Mishandling of Intelligence - Murtha joins with other Democrats in accusing the administration of deliberately misrepresenting intelligence about Iraq’s WMD and its connections to al-Qaeda. Vice President Cheney has called such accusations “dishonest and reprehensible.” President Bush responds: “I expect there to be criticism. But when Democrats say that I deliberately misled the Congress and the people, that’s irresponsible. They looked at the same intelligence I did, and they voted—many of them voted—to support the decision I made.… So I agree with the vice president.” Asked about the comments, Murtha retorts, “I like guys who got five deferments and [have] never been there and send people to war, and then don’t like to hear suggestions about what needs to be done.” Cheney received five deferments during the Vietnam War which allowed him to sit out the war; Bush was a Texas Air National Guardsman who did not leave the country during that war. Other Democrats say that they were themselves misled about the intelligence on Iraq’s WMD.
Angry Rhetoric from Both Sides - The White House issues a statement in response to Murtha’s call for a pullout, declaring that Murtha is “endorsing the policy positions of [liberal filmmaker] Michael Moore and the extreme liberal wing of the Democratic Party.” Senator Edward Kennedy (D-MA) responds that Bush and Cheney “have begun a new campaign of distortion and manipulation. Because of the polls showing that Americans have lost trust in the president and believe he manipulated intelligence before the war, the president and vice president have abandoned any pretense of leading this country and have gone back on the campaign trail.” They could not find weapons of mass destruction, Kennedy says, and “they can’t find the truth, either.” Kennedy’s Senate colleague Ted Stevens (R-AK) responds by accusing Kennedy and other Democrats of attempting to “undermine the people standing abroad by repeatedly calling [Bush] a liar.” House Republican Geoff Davis says Murtha’s statements are “shameful.” House Armed Services Committee Chairman Duncan Hunter (R-CA) says that if the US does not prevail in Iraq, it will invite another 9/11-type attack: “Four years have expired without a second attack on our homeland because we’ve aggressively projected America’s fighting forces in the theaters in Afghanistan and Iraq.” Senate Minority Leader Harry Reid (D-NV) counters that the White House has “shamelessly decided to play politics” over Iraq. “We need a commander in chief, not a campaigner in chief,” Reid says. “We need leadership from the White House, not more whitewashing of the very serious issues confronting us in Iraq.” [Washington Post, 11/18/2005; New York Times, 11/18/2005; New York Sun, 11/18/2005]

KBR subcontractor Stephen Seamans and his business crony, Shabbir Khan of the Saudi Arabian conglomerate Tamimi Global Co, are arrested as part of the ongoing investigation into war profiteering by KBR and its subcontractors (see October 2006 and Beyond). Khan is convicted of lying to federal agents about the kickbacks he provided Seamans (see February 20, 2008, October 2005, October 2002, April 2003, and June 2003), and will serve 51 months in prison. Seamans pleads guilty to charges stemming from the same business deals, and serves a year and a day in prison. Seamans, an Air Force veteran, once taught ethics to junior KBR employees. In December, during his sentencing hearing, he says he is sorry for taking the bribes, “It is not the way that Americans do business.” [Chicago Tribune, 2/20/2008; Chicago Tribune, 2/21/2008]
After several of Defense Secretary Donald Rumsfeld’s former generals go public with devastating critiques of Rumsfeld’s strategies and planning in Iraq in what comes to be nicknamed the “Generals’ Revolt,” Rumsfeld determines to use the Pentagon’s “military analysts” (see April 20, 2008 and Early 2002 and Beyond) to counter the storm of negative publicity. He has his aides summon a clutch of analysts for a briefing with him (see April 18, 2006); his office reminds one aide that “the boss” wants the meeting fast “for impact on the current story.” Pentagon officials help two Fox analysts, former generals Thomas McInerney and Paul Vallely, write an op-ed for the Wall Street Journal entitled “In Defense of Donald Rumsfeld.” Vallely sends an e-mail to the Pentagon, “Starting to write it now,” and soon thereafter adds, “Any input for the article will be much appreciated.” Rumsfeld’s office quickly forwards Vallely a list of talking points and specifics. Shortly thereafter, a Pentagon official reports, “Vallely is going to use the numbers.” But on April 16, the New York Times, which has learned of the plan, publishes a front-page story about it, sending Pentagon officials into damage-control mode. They describe the session with McInerney and Vallely as “routine,” and issue internal directives to keep communications with analysts “very formal.” One official warns subordinates, “This is very, very sensitive now.” [New York Times, 4/20/2008; Washington Post, 4/21/2008]
