At a conference of their ambassadors, the six Great Powers (Austria-Hungary, France, Germany, Italy, Russia, and the United Kingdom) decide to create an independent and neutral Albanian kingdom, with no ties to the Ottomans. Under a July 29 agreement, the Great Powers nominate the prince of Albania, run the government and budget of Albania for a renewable term of 10 years, and create an Albanian gendarmerie, under Swedish Army officers. The conference also decides Albania’s borders. In addition to demanding a commercial port on the Adriatic Sea, which the conference quickly accepts, Serbia wants its border to extend from Lake Ohri, along the Black Drin River to the White Drin River, which excludes Kosova and parts of Macedonia with an Albanian population. Montenegro wants its border to be on the Mat River, or at least the Drin River, giving it parts of northern Albania. Greece wants its border to begin at the city of Vlora and include Gjirokastra and Korca in southern Albania. The Albanian government in Vlora wants Albania to unite all Albanian populated areas, including Kosova, parts of Macedonia and Montenegro, and the Greek region of Cameria. Austria and Italy support the Albanian position, but lose to Russia, which supports Serbia. Instead of giving Shkodra to Montenegro, the conference leaves it in Albania, Montenegro keeps what it was given by the Berlin Congress in the summer of 1878, and Kosova is given to Serbia. Sir Edward Grey makes a five-part proposal to settle the border with Greece. A commission is empowered to go to the area and settle the border, and recommends that Korca and Sazan, an island near Vlora, be given to Albania. The occupation forces, especially the Greeks, hamper the commission. The Florence Protocol in December 1913 gives Cameria, which Greece calls Northern Epirus, to Greece. At the other end of Albania, a commission attempts to implement an agreement from March 22, and modified April 14. Serbia continues to occupy northern Albania, leading to an Albanian backlash there in September and October. Serbia says there is a need for its occupation forces in the region, but Austria-Hungary threatens military force if Serb forces do not leave within eight days. The commission leaves the issue there because of winter and then the start of World War I the next summer. (Kola 2003, pp. 13-16)
Bulgaria enters World War I on the side of the Central Powers and invades Kosova and Macedonia, in conjunction with Austro-Hungarian forces. Serbia’s army then loses hundreds of Albanians, many of whom join the Bulgarians. Later, a small Austro-Hungarian force leads the Bulgarian-armed Albanians in an attack on a Serb force in the Ibar Valley, in southern Serbia. The Serb military is cut off from the Entente forces in Greece and retreats through Albania to the Adriatic in early October. Much of Kosova is occupied by Austria-Hungary while Bulgaria occupies Pristina, Prizren, Kacanik, Gnjilane, and Urosevac. Austria-Hungary creates an Albanian government and schools. Vaso Cubrilovic, a historian at Belgrade University and member of Belgrade’s Serbian Cultural Club, and participant in the terrorist Black Hand group in 1914, writes a memorandum, “The Expulsion of the Arnauts” (an archaic word for Albanian in Turkish), building on the Nacertanje plan. He sees Yugoslavia’s Albanians as a strategic threat, dividing Slavic areas and controlling key river routes, “which, to a large degree, determines the fate of the central Balkans.” Cubrilovic’s proposal is justified because of the risk that “a world conflict or a social revolution” in the near future could cause Yugoslavia to lose its Albanian majority areas and because, despite earlier colonization programs, Montenegro is still overpopulated for its hardscrabble farmlands. He says that, given the current world situation, “the shifting of a few hundred thousand Albanians will not lead to the outbreak of a world war.” He foresees opposition from Italy and Albania, but says Italy is preoccupied in Africa, while Zog’s government could be bought off with money. France and the UK are also potential opponents, but he says they should be told expelling Albanians will benefit them. Cubrilovic contrasts prior “Western methods” with his preferred strategy, under which occupation “confers the right to the lives and property of the subject inhabitants.” Cubrilovic believes slow transfer of deeds impeded the prior program. Paulin Kola will later describe the memorandum as “a fuller platform for the colonization of Kosova.” Cubrilovic calls for a range of measures, from enforcing “the law to the letter so as to make staying intolerable,” such as punishments for owning wandering dogs and smuggling, and “any other measures that an experienced police force can contrive,” denying professional permits, rejecting deeds, desecrating graves, and burning villages and neighborhoods, without revealing state involvement. He says clerics and influential Kosovar Albanians should be bribed or coerced to support transfer. He proposes that the new program be implemented by the Army General Staff, a new Institute of Colonization, and a multi-ministry inspectorate. These methods would lead to the deportation and migration of Albanians to Turkey and other countries. Then Montenegrins, who Cubrilovic describes as “arrogant, irascible, and merciless people” who “will drive the remaining Albanians away with their behavior,” would be settled in Kosova. Ethnic conflict would be fanned, to “be bloodily suppressed with the most effective means” by Montenegrin settlers and Chetniks. Yugoslavia’s parliament considers the memorandum on March 7, 1937. Once Turkey agrees to accept deported Yugoslav Albanians, Albanians are limited to an untenable 0.16 hectares for each member of a family, unless their ownership is proven to the satisfaction of the authorities. Two hundred thousand to 300,000 people leave Yugoslavia during this period. Officially, 19,279 Albanians emigrate to Turkey and 4,322 emigrate to Albania between 1927 and 1939, and a few go to Arab countries, while 30,000 Serbs, Croats, and Slovenes emigrate each year. Cubrilovic remains influential in Yugoslavia through World War II. (Vickers 1998, pp. 116-120; Kola 2003, pp. 21, 100-104)
In accord with the Vienna pact, Germany takes Trepca for its mines, as well as the Lab, Vucitrn, and Dezevo (Novi Pazar) districts, creating a territory called the Kosovo Department. Security forces composed of, and led by, Albanians are formed—a gendarmerie of about 1,000 and about 1,000 irregulars, called the Vulnetara. Bulgaria annexes the Gnjilane, Kacanik, and Vitin districts. Italy takes much of Kosovo and the towns of Debar, Tetovo, Gostivar, and Struga, about 11,780 square kilometers and 820,000 people. In May this area is merged with Albania, occupied by Italy on April 7, 1939. Albanian forces are raised by the Italian army, Albanian is spoken in government and education for the first time, and the Albanian flag flies in Italian Kosovo. Albanians are able to freely travel through Albanian areas. Serbs and Montenegrins are imprisoned, deported for forced labor, or killed by occupation forces. Many are deported to Pristina and Mitrovica to labor in the mines of Trepca, or to Albania for construction. According to Serbs, Albanian attacks, generally against settlers, force about 10,000 Slavic families to leave Kosovo. Collaboration and resistance groups form throughout the occupied Balkans. Italy surrenders to the Allies, but the Italian commander in Albania tells his forces to surrender to the German military. About 15,000 surrender to the Albanians, and about 1,500 are organized into the “Antonio Gramsci” Battalion of the 1st Storm Brigade of the Albanian National Liberation Army. Meanwhile, about 70,000 German soldiers invade Albania. According to the official PLA history, the Germans say they are liberating Albania from Italy and that they will protect Albanian independence in exchange for Albania joining their anti-communist war. (PLA 1971, pp. 173-174)
For most of the war, Britain ignores Albania, and does not recognize a government in exile under Ahmet Zog. Albanian communist leader Enver Hoxha will later say that Greece would have considered such a move a hostile act by the British. By 1942 at the latest, the British expected a Balkan Federation of Albania, Bulgaria, Greece, and Yugoslavia to be formed after liberation. The War Office sends a memo to an office in Bari, Italy, in 1944 admitting that Britain cannot stop the partisans from winning political power and seeking Soviet assistance, so, “We must therefore aim at strengthening our position with partisans now in order that after the war we may be able to influence the partisan government.” By this point, envoys from the Special Operations Executive division, as well as some American envoys, are with the major Albanian political groups and they are receiving British aid. The envoys to the Partisans accept the War Office’s decision, but those with other groups believe more should have been done, up to a British or American landing in the fall of 1944 as happened in Greece. British army officer Julian Amery will later write: “Firstly, it was wrong to abandon the Albanians to Hoxha’s evil regime and Stalin’s imperial designs. Secondly, [Vlora] and [Sazan Island] control the Strait of Otranto, the entrance to the Adriatic, an important naval gateway.” (Kola 2003, pp. 67-70)
The British envoys to the Partisans oppose the fighting between the Partisans and other groups, and threaten to cut off military aid to the Partisans. A circular from the Central Committee of the CPA to local groups says “the British mission is attempting to revive and reinforce the reactionary movement against the national liberation movement,” and “they should in no way be regarded as arbiters” and will be deported if they interfere in internal affairs. Rumors begin to circulate as early as September that an Allied army will land in Albania, and local communists are told to make sure any Allied force finds the National Liberation Council and Army “as the sole state power.” There are also fears of a government in exile or a government created after a landing. In response, the British and American envoys are watched and not allowed to roam at large. (PLA 1971, pp. 181 -182; Hoxha 1974, pp. 193 - 195; Kola 2003, pp. 69-70)
Velimir Stoinic, Yugoslavia’s envoy to Albania, tells provisional Yugoslav leader Josip Broz Tito that British envoy General D. E. P. Hodgson has expressed surprise that Enver Hoxha’s Albanian government is silent on Kosova, which Stoinic concludes is an attempt to raise the issue. Britain requests entry for 1,500-1,700 additional personnel of the Military Liaison to distribute aid prior to deployment of the UN Relief and Rehabilitation Administration (UNRRA), but Albania only allows 80 to enter. Albania will later refuse to allow the UNRRA to send officials to distribute $26 million of aid, and expels all UN staff as saboteurs. (PLA 1971, pp. 248; Hoxha 1975, pp. 82; Kola 2003, pp. 72)
Albania is allowed to participate in the Paris Peace Conference, regarding the post-war settlements between the Allies and Italy, Bulgaria, Romania, Hungary, and Finland, but is not a full participant, instead being classed with Austria. The Albanian government argues that it was a full member of the Allied effort, fielding 70,000 Albanian Partisans, including 6,000 women, against around 100,000 Italians and 70,000 Germans. It says Italy and Germany suffered 53,639 casualties and prisoners and lost 100 armored vehicles, 1,334 artillery pieces, 1,934 trucks, and 2,855 machine guns destroyed or taken in Albania. Out of its population of one million, Albania says 28,000 were killed, 12,600 wounded, 10,000 were political prisoners, and 35,000 were made to do forced labor. Albania says 850 out of 2,500 of its communities were destroyed by the war.
Disputed by Greece - To oppose Albania’s demands, Greece argues that Albania is at war with it. Greece also claims Gjirokastra and Korca, south of the Shkumbin River, and there is some fighting along the border. By 11 votes to seven, with two abstentions, the conference votes to discuss Greece’s territorial claims. Italian King Victor Emmanuel III blames Albania for the invasion of Greece, and Greece points to a declaration of war by the Albanian occupation government after Daut Hoxha was found murdered at the border in summer 1940.
Hoxha's Address - Enver Hoxha addresses the conference. He points to hundreds of Albanians conscripted by Italy who deserted or joined the Greeks, who then treated them as POWs. Many were later sent to Crete and joined British forces who landed there. Others joined the Albanian Partisans or were captured by Italy, court-martialed for “high treason,” and imprisoned in the Shijak concentration camp. There are other cases of attacks on Italian forces by Albanian soldiers. Hoxha also mentions attacks on Albania by Greeks, such as the over 50 homes in Konispol burned by German soldiers guided by a captain under Greek collaborationist General Napoleon Zervas on September 8, 1943. His forces also joined German forces in their winter 1943-44 Albanian offensive. They invaded and burned again in June 1944. Hoxha refutes Greek claims that Albania is treading on the rights of the Greek minority, which Albania numbers at 35,000. There are 79 schools using Greek, one secondary school, autonomous Greek local government, and Greeks in the government and military. Between 1913 and 1923, Hoxha claims there were 60,000 Albanians in Greece, 35,000 of whom were classified as Turks and deported to Turkey in exchange for Turkish Greeks. In June 1944 and March 1945 Zervas’ forces attacked Greek Albanians, and at least 20,000 fled to Albania. Hoxha will later say that what Albania terms the “monarcho-fascist” Greek government commits 683 military provocations against Albania from its founding to October 15, 1948. Hoxha claims the Greek prime minister tells a Yugoslav official at the Peace Conference that he is open to dividing Albania with Yugoslavia, but Yugoslavia refuses. Hoxha tells the conference, “We solemnly declare that within our present borders there is not one square inch of foreign soil, and we will never permit anyone to encroach upon them, for to us they are sacred.” Italy is accused of harboring Albanian and Italian war criminals, including “fascists” who assassinated an Albanian sergeant at the Allied Mediterranean High Command in Bari in March. The Italian politicians are accused of threatening Albania during recent elections. In conclusion, Hoxha asks that the Peace Conference further limit Italy’s post-war military, claims Italy committed 3,544,232,626 gold francs worth of damage in Albania, and Albania wants to be classified as an “associated power.”
US, British Opposition - These requests are opposed by the UK and US. Albania afterward considers its share of the reparations to be too low. The UK and US will later oppose Albanian participation in the Moscow conference on peace with Germany, held in March-April 1947. An American delegate will say: “We are of the opinion that, first, Albania is not a neighbor of Germany, and second, it did not take part in the war against Germany. Only some individual Albanians, perhaps, took part in this war, but apart from this there were also Albanians who fought side by side with the Germans.” (PLA 1971, pp. 258; Hoxha 1974, pp. 539-542, 593-614; Hoxha 1975, pp. 90-91, 99)
After World War II, military cooperation between Albania and Yugoslavia continues. Yugoslavia helps Albania support 42,000 military personnel in 1947. In April, the Deputy Political Director of the military’s Political Directorate, Pellumb Dishnica, writes a memorandum on the need to coordinate defense with Yugoslavia and create air force, tank, and naval units on a joint basis, because Albania is a small country. In his Memorandum on the Albanian Armed Forces in the Post-War Period, Dishnica notes that Armed Forces Chief of Staff Mehmet Shehu is against the plan, arguing that Albania could lose military independence, Albanian communist leader Enver Hoxha could lose his position as commander in chief, and the Soviet Union might cut off support. (Kola 2003, pp. 79-80)
Yugoslavia’s General Staff says Greece plans to attack Albania and therefore requests a base in the Korca region for an air force fighter division and an anti-aircraft missile division. An Albanian envoy will be sent to Belgrade regarding the request. Yugoslav communist leader Josip Broz Tito will then send a high-ranking military envoy in early 1948 to deliver a letter reiterating the request to Albanian communist leader Enver Hoxha. (Kola 2003, pp. 87)
After World War II, both the Albanians and the Yugoslavs seek military aid from the USSR. Later, Hoxha says military regulations are changed too frequently, allegedly a Yugoslav effort to weaken the Albanian military. Therefore Hoxha supports the appointment of Mehmet Shehu, who led a division during the War and is studying in the USSR, as Chief of the General Staff. Nako Spiru recommends him and Koci Xoxe and Pandi Kristo do not oppose the appointment. (Decades later, when he recounts this, Hoxha states that Shehu was part of a multiple foreign plot to assassinate him.) Soviet advisers are brought in, and Hoxha says the Yugoslavs try to cause friction between the Albanians and Soviets. At a meeting in Belgrade, Svetozar Vukmanovic-Tempo, Political Director of the Yugoslav military, tells Mehmet Shehu and Kristo Themelko, Director of the Political Directory of the Albanian military, that only Yugoslav military doctrine is relevant in the Balkans and Europe. In July Vukmanovic-Tempo and Koca Popovic, Chief of the Yugoslav General Staff, come to Albania and, according to Themelko, say that their two militaries should be unified, as the economies are being unified, and that Yugoslavia will fund the Albanian military. Shehu tells Hoxha that he did not hear these comments. Hoxha says he is “shocked” to hear this and disagrees. Hoxha says that Savo Zlatic confirms in November 1947 that the Yugoslavs do want military unification. (Hoxha 1982, pp. 427 - 435)
In a letter dated January 26, 1948, and delivered by Yugoslav General Milan Kupresanin, Tito tells Albanian leader Enver Hoxha that Greece, aided by the British and Americans, is about to invade Albania, so Yugoslavia wants to quietly station a division and supporting soldiers in the Korca region. Academic Paulin Kola will later claim that Albania proposes that the Albanian and Yugoslav soldiers should be under a unified command, as a step towards military unification. In his memoir, The Titoites, Hoxha will say that he tells Kupresanin that the request has to be discussed by the leadership and that he personally is against it. Kristo Themelko and Chief of the Albanian General Staff Beqir Balluku, who replaced Hoxha ally Mehmet Shehu, previously met with Tito and said Albania would accept the military assistance. Kupresanin comes with a team to survey the area. Hoxha replies that Albania can defend itself, the Greek government forces are wrapped up in an offensive against the Greek Democratic Army, the plan should not be hidden from the Albanian public, and that hosting the division would destabilize the region. Hoxha says to Kupresanin that “the worst thing would be if, from such a precipitate action, enemies or friends were to accuse us that Albania has been occupied by the Yugoslav troops!” and says Kupresanin briefly blanched. Xoci Xoxe is also at the meeting and supports the Yugoslav request, and says action should be taken quickly. Kupresanin is insulted when Hoxha says Yugoslavia should reinforce its own border with Greece if war is so imminent. Privately, Hoxha believes that “the urgent dispatch of Yugoslav to our territory would serve as an open blackmail to ensure that matters in the [Eighth] Plenum would go in the way that suited the Yugoslavs.” In a report to the Tirana party organization on October 4, 1948, Hoxha will say Yugoslavia was seeking to create “a phobia of imminent war” and divide Albania from the Soviets by “the stationing of a Yugoslav division in Korca and the dispatch of other divisions.” Since he cannot stop the Plenum from being held in February, he tries to stop the division from being approved, by requesting advice from the Soviets. The Soviet government subsequently says it does not expect a Greek invasion and that it agrees with Hoxha. In With Stalin, Hoxha will say that Stalin will tell him in spring 1949 that the USSR was not aware of the situation, though Yugoslavia claimed to be acting with Soviet approval.
Yugoslav Accounts - Subsequent memoirs by Yugoslav leaders Milovan Djilas, Edvard Kardelj, and Vladimir Dedjier will say that Albania was already hosting a Yugoslav air force regiment, and that Yugoslavia wanted to station two army divisions, at Albania’s request. Dedjier says that Stalin wanted Hoxha to make the request, and Jon Holliday will later outline several interpretations, based on the various possibly inaccurate accounts.
The Yugoslav Reaction - According to Hoxha’s report to the Tirana party organization, after Albania rejects the division, the Yugoslav envoy, presumably Kupresanin, calls for reorganization of the Albanian military, new roads and bridges to accommodate Yugoslav tanks, stringing new telegraph wires, and the mobilization of 10,000 soldiers and mules for transport, over two to three months. The Yugoslav also says Albania should tell the Soviets that it wants the Yugoslav division and ask why the Soviets oppose it. He asserts that Albania would only be able to defend itself for 10 days, while it would take 15 days for Yugoslav forces to reach southern Albania, and the UN would get involved, preventing Yugoslav intervention, which would be Hoxha’s fault. Albania agrees to make improvements and mobilize the soldiers and mules, on Yugoslav credits. Hoxha says the Yugoslavs are working through Kristo Themelko, who two or three times tells the Political Bureau that Albania needs to unify with Yugoslavia to carry out these measures. After March 30, Yugoslavia will reduce its involvement with Albania after a critical letter from the Central Committee of the CPSU(B) to the Central Committee of the Communist Party of Yugoslavia. Albanian Prime Minister Enver Hoxha goes on a lone trip to Romania, where he confers with Romanian leader Gheorghe Gheorghiu-Dej and Andrey Vyshinsky, the Soviet deputy foreign minister. Hoxha flies on a Soviet aircraft, crossing southern Yugoslavia without incident, though the Yugoslavs at some point began to bar Soviet aircraft. According to a later account by Hoxha, he indirectly criticizes the Soviets for not informing Albania about their disagreements with Yugoslavia earlier. Vyshinsky says that Stalin criticized Yugoslav leader Josip Broz Tito over the issue of the Yugoslav requests to station soldiers in Albania earlier in 1948. Hoxha says he does not know the details of the proposed and now scuttled Yugoslav-Bulgarian federation. (Hoxha 1982, pp. 509-511, 533-536)
In the days and weeks after the Peekskill riots (see August 27, 1949 and September 4, 1949, and After), several veterans organizations denounce the mob violence at the two events, and condemn the participation of their local chapters and members who were part of the mobs. The national commander of the American Legion, George Craig, issues a statement repudiating his organization’s involvement in the riots. “The American Legion believes in the preservation of law and order and does not countenance violence in any situation short of war,” Craig writes. “The Legion will not give its official sanction to counter-demonstrations such as those at Peekskill. It prefers to leave pro-Communist demonstrations strictly alone.” The Jewish War Veterans issues a directive prohibiting its chapters from “initiating or participating in any public demonstration which poses potential consequence of riot or public disorder.” The American Veterans Committee (AVC) calls upon the American Legion, the Veterans of Foreign Wars, and other veterans organizations “to prevent further outrages such as have occurred in Peekskill.” The AVC blames Peekskill veterans’ organizations for the “two disgraceful episodes.” (Fast 1951)
As part of Project Shipboard Hazard and Defense (SHAD), the US military sprays nerve or chemical agents “on a variety of ships and their crews to gauge how quickly the poisons can be detected and how rapidly they would disperse, as well as to test the effectiveness of protective gear and decontamination procedures….” According to documents released in 2002, there is no evidence that the servicemen had given the military consent to be part of the experiment. (Shanker and Broad 5/24/2002) The US military later claims the experiments were conducted “out of concern for [the United States’] ability to protect and defend against these potential threats.” (Aldinger 10/10/2002; US Department of Defense 10/31/2002)
While serving in the US Army, Arnold Parks agrees to take what he is told are “test” medications. Actually, the pills he ingests include sarin, VX, and LSD. Years later (see (2003)), he suffers chronic pain in his legs and arms and has a bad heart. (KFOR 4 (Oklahoma City) 4/25/2003)
The Washington Post runs a front-page photo of a US soldier supervising the waterboarding of a captured North Vietnamese soldier. The caption says the technique induced “a flooding sense of suffocation and drowning, meant to make him talk.” Because of the photo, the US Army initiates an investigation, and the soldier is court-martialed and convicted of torturing a prisoner. Dan Hill, a US Army Ranger who is undergoing officer training, comes up with a hypothetical plan by which the Soviet Union could start a nuclear war with the United States, which involves a suicide pilot crashing a military transport plane into the US Capitol building in Washington, DC.
Trainees Tasked with Imagining How to Start a World War - After his tour in Vietnam came to an end in mid-1969, Hill was chosen for the career officer training program at Fort Benning, Georgia. He is currently taking a course in nuclear weapons deployment. Toward the end of the semester, he is given the assignment of imagining he is a Soviet premier who wants to start World War III against the US. Hill and his fellow trainees are told to prepare a written plan, describing how they would initiate the war.
Plan Involves Crashing Plane into Capitol Building - Hill comes up with a plan, which he gives the code name “State of the Union.” It involves recruiting and training a suicide pilot, obtaining a C-47 transport plane, and filling it with explosives. Then, as journalist and author James B. Stewart will describe: “On the night of the State of the Union, the pilot would fly the plane straight into the Capitol building, through the rotunda, and into the House of Representatives, where the bombs on the plane would be set to explode. He’d take out the president, his cabinet, the members of the Supreme Court, the Joint Chiefs of Staff, and most senators and representatives. At that moment, the Soviet Union would unleash its nuclear missiles.” According to Hill, everyone in the US would be “watching TV, there’s no air defense around the Capitol; by the time anyone realized an aircraft was near, it would be too late.”
Commander Questions Hill about His Plan - On the Monday after Hill submits his plan, a lieutenant colonel in intelligence stops him on his way to class and says, “I’ve got some people who would like to talk to you.” Hill is taken to a room where Major General John Carley, the assistant commander of the infantry school, is waiting, along with six men in uniform and several other men who are dressed in dark suits, all of them looking serious. Carley is holding Hill’s paper and asks, “How did you come up with this?” Hill replies, “This is my area of expertise,” and explains that he has been trained in unconventional warfare, counterterrorism, the use of explosives, and demolition. He is then questioned for almost an hour about his plan. Finally, Carley says, “We’d prefer you forget you ever did this.” Hill agrees to do so and is then dismissed.
Hill Informs Friend about His Plan - Hill writes to his friend Rick Rescorla, who has also served in the Army, about the incident. In his reply, Rescorla writes: “You evil-minded b_stard! When you have these thoughts, don’t publicize them to anyone. The plan is tactically and technically proficient; it makes sense, but only to people like you and me. To the rest of the world, it looks like the workings of a deviant mind. This kind of thing terrifies people.” (Stewart 2002, pp. 152-153) Rescorla will subsequently work as the head of security for a company at the World Trade Center. (Stewart 2/11/2002) While he is in that position, he will be drawing from Hill’s plan when, after the 1993 bombing, he determines that terrorists will likely target the WTC again by crashing a cargo plane into it (see Shortly After February 26, 1993). (Stewart 2002, pp. 193-194) Hill will learn that, shortly after his meeting with Carley, enhanced air defenses were installed for Washington. He will therefore think that some good may have come from the meeting. (Stewart 2002, pp. 153)
A US cargo ship, the SS Mayaguez, is seized by the Cambodian navy in the Gulf of Siam. Secretary of State Henry Kissinger urges retaliatory action to punish the Cambodians and retake the ship, arguing that the US must let the Communist forces in Southeast Asia know that, even though the US has withdrawn from South Vietnam, the US would defend itself and its interests. President Ford agrees. Without asking or even consulting Congress, Ford, calling the capture of the Mayaguez an “act of piracy,” orders US Marines to attack Cambodian warships and storm the island of Koh Tang (sometimes spelled Kaoh Tang) where the crew of the Mayaguez is believed to be held prisoner. On May 15, some 180 Marines storm the island in a helicopter assault, with light air support. (American Merchant Marine at War 6/5/2000; Savage 2007, pp. 31-33)
Violation of Constitution, Law - Ford briefs Congressional leaders after the fact; the leaders agree that the attack is the right decision, but sharply disagree with how Ford carried out the decision. A 1971 law prohibits the use of ground forces in Cambodia, and the 1973 War Powers Resolution requires advance consultation with Congress “in every possible instance.” Speaker of the House Carl Albert (D-OK) reminds Ford, “There are charges on the floor [of the House] that you have violated the law.” And Senate Majority Whip Robert Byrd (D-WV) asks why Ford did not inform Congressional leaders before ordering the attacks, saying, “I’m for getting the ship back, but I think you should have given them a chance to urge caution.” Ford replies: “It is my constitutional responsibility to command the forces and to protect Americans.… We have a separation of powers. The president is the commander in chief so long as he is within the law. I exercised my power under the law and I complied with the law. I would never forgive myself if the Marines had been attacked.”
'Nerve and Steel' - The Mayaguez and her crew are recovered, and Ford’s decision is hailed by media outlets such as Newsweek as a “daring show of nerve and steel,” a “classic show of gunboat diplomacy,” and “a four star political and diplomatic victory.… It was swift and tough—and it worked.” (Savage 2007, pp. 31-33)
Facts Far Different from Initial Reporting - But subsequent information shows that the initial reports of the US military action were false. The government will claim that one Marine died and 13 were wounded in the invasion of the Cambodian island. In reality, 40 soldiers die—15 in the initial assault (13 Marines and two Air Force soldiers), 23 Marines in a helicopter crash, and three Marines who are inadvertently left behind, captured by the Cambodians, and executed. Forty-four Marines and six Air Force soldiers are wounded. The US expected maybe two dozen Cambodian soldiers on the island, but in actuality well over 200 heavily armed and entrenched Cambodian soldiers were in place. The crew of the Mayaguez had never been on the island; the Cambodians had taken them to the mainland. And the Cambodian government had already publicly announced it was releasing the vessel and the crew before the attack began—Ford had not yet received the message when he authorized the Marine assault. Marines had stormed the Mayaguez and found no one on board; the crew was at sea in a fishing boat when the Marines launched their attack. It is never completely clear why the ruling Khmer Rouge releases the crew so quickly; some speculate intervention by China or Israel. But the facts of the incident, and the unexpectedly large number of deaths and injuries, are submerged in a wave of patriotic fervor that sweeps the country. A Ford administration official will later admit to Newsweek that the operation had been “the sheerest sort of jingoism,” but, he will argue, it worked to perfection, “and nobody challenges success.” Overwhelmed by the outpouring of public support for Ford and the “rescue” of the Mayaguez, Congress quickly shelves its objections to Ford’s usurpation of Constitutional principles. In 2007, reporter and author Charlie Savage will write, “The Mayaguez incident revealed just how difficult it would be for Congress to rein in a president once troops were committed.” (American Merchant Marine at War 6/5/2000; Savage 2007, pp. 31-33)
Almost immediately after a military coup in El Salvador is successful, reformist heads of the military junta are forced out and reactionaries are let in. Two rightists, Colonel José Guillermo García and CIA asset Colonel Nicolás Carranza, are given the positions of minister and vice-minister of defense, respectively. (Montgomery 1995, pp. 75-76)
Some fighters opposing the Soviets in Afghanistan begin training in the US. According to journalist John Cooley, the training is done by Navy Seals and Green Beret officers who have taken draconian secrecy oaths. Key Pakistani officers are trained, as well as some senior Afghan mujaheddin. Much of the training takes place in Camp Peary, near Williamsburg, Virginia, which is said to be the CIA’s main location for training spies and assets. Other training takes place at Fort Bragg, North Carolina, Harvey Point, North Carolina, and Fort A. P. Hill, Virginia. Subjects are trained in how to detect explosives, surveillance, how to recruit new agents, how to run paramilitary operations, and more. They are taught to use many different weapons as well, including remote-controlled mines and bombs, and sophisticated timers and explosives. Cooley claims that “apparently [no] Arab or other foreign volunteers” are trained in the US. (Cooley 2002, pp. 70-72) However, in the late 1980s, US consular official Michael Springmann will notice fighters from many Middle Eastern nations are getting US visas, apparently to train in the US for the Afghan war (see September 1987-March 1989). Additionally, more training takes place in other countries. For instance, Cooley will note, “By the end of 1980, US military trainers were sent to Egypt to impart the skills of the US Special Forces to those Egyptians who would, in turn, pass on the training to the Egyptian volunteers flying to the aid of the mujaheddin in Afghanistan.” Cooley will further note, “Time and time again, these same techniques reappear among the Islamist insurgents in Upper Egypt and Algeria, since the ‘Afghani’ Arab veterans began returning there in the late 1980s and early 1990s.” (Cooley 2002, pp. 70-72) It is not known how long these training programs continue.
General Muhammad Zia ul-Haq seized power in Pakistan in a 1977 coup and declared himself president. The US stopped all economic and military aid to Pakistan as a result of the coup and Zia ruled cautiously in an attempt to win international approval. But immediately after the Russian invasion of Afghanistan (see December 8, 1979), the US allies with Zia and resumes aid. This allows Zia to use Islam to consolidate his power without worrying about the international reaction. He passes pro-Islamic legislation, introduces Islamic banking systems, and creates Islamic courts. Most importantly, he creates a new religious tax which is used to create tens of thousands of madrassas, or religious boarding schools. These schools will indoctrinate a large portion of future Islamic militants for decades to come. (Gannon 2005, pp. 138-142) Zia also promotes military officers on the basis of religious devotion. The Koran and other religious material becomes compulsory reading material in army training courses. “Radical Islamist ideology began to permeate the military and the influence of the most extreme groups crept into the army,” journalist Kathy Gannon will write in her book I is for Infidel. (Gannon 2005, pp. 138-142) The BBC will later comment that Zia’s self-declared “Islamization” policies created a “culture of jihad” within Pakistan that continues until present day. (Hardy 8/5/2002)
Protesters, now including workers, farmers, police, soldiers, and members of the League of Communists of Yugoslavia, along with the students, continue to demonstrate, and in greater numbers, demanding the release of those arrested earlier and more. Some say that Kosovo should be a Yugoslav republic, instead of an autonomous province, or join Albania. Many Serbs agree with Tihomir Vlaskalic, president of the Central Committee of the Serbian LCY, who says, “We have taken it for granted that Kosovo has its own Republic in Yugoslavia—the Socialist Republic of Serbia.” On March 26, students in Pristina attack Serbs and Monenegrins, and rob and burn houses and businesses. Students in Podujeve, Vucitern, Gjakova, Gjilan, Ferizaj, and Mitrovice join in on April 1-2. Serbia calls in the Yugoslav police and army and fighting occurs during a state of emergency, prohibition on gathering, and a curfew on April 2, throughout Kosovo. Thirty thousand soldiers and tanks are deployed, which some Albanians see as an occupation. Kosovo LCY President Mahmut Bakalli urges the military and police not to guard the radio and TV studios, because it would inflame the public. The last large demonstration is the May 18 occupation of Pristina University dormitories, which is ended by police using tear gas on May 19. The university is closed and its University Council is disbanded. High school students are expelled for demonstrating. More than 1,000 LCY members will be expelled or unilaterally removed from membership, and 11 LCY basic organizations will be disbanded during the emergency measures. Two months later martial law will end, but major towns are patrolled by security forces and covert officers of the Yugoslav Ministry of the Interior afterward.
Casualties - From March 11 to April 2, nine Albanians and a Serb policeman are killed, according to the Yugoslav government. In 1989 a Yugoslav source will say the wounded include 75 Albanians (55 of whom were wounded by gunshots), three militia with serious injuries, and 127 with less serious wounds. Kosovar Albanian sources say as many as 1,000 are killed and even more hurt. Amnesty International will later say that the Serbian LCY Central Committee was told more than 300 were killed. In 1992 the Council for the Defense of Human Rights and Freedoms, located in Pristina, will find only 13 Albanians known to have been killed.
Government Countermeasures - Around 1,400 Albanians are given prison terms of up to 15 years, 3,000 given sentences of up to three months in prison, and 6,000 are otherwise punished. During the summer break, almost 300 students are given trials as brief as a few hours, and given up to 15-year prison terms. In June, the government says 506 people were summarily fined or jailed for up to 60 days under the Code for Petty Offenses. By August 31, another 245 people are given one to 15-year prison terms by the federal authorities and 60 people are convicted in September. The education minister of Croatia and other Croatian and Slovenian authorities will say Serbia should be less draconian. Many professors will be blacklisted in the Komunist magazine. The Kosovo Committee of the LCY calls for a 10 percent smaller student body at Pristina University and dispersal of some departments elsewhere in the province. When the fall semester begins in September, Albanian history, literature, language, culture, and art courses will be censored. Translated Serbian textbooks replace uniformly banned textbooks from Albania. The number of Albanian students, and their former quota of two-thirds of the student body, will be reduced annually.
Continuing Unrest - For years after spring 1981, government offices, monuments, and Serb graves will be vandalized and subversive literature circulated in Kosovo, western Macedonia, and parts of Montenegro. Slavs will begin to leave Kosovo out of intimidation rather than for economic reasons, and refer to threats, attacks, murder, arson, and vandalism. Many settle in Smederevo, Kragujevac, Nis, Kraljevo, Svetozarevo, and Belgrade. Belgrade residents insultingly call them Vrcani, and reportedly Slavs from Kosovo are considered tainted by association with Albanians. (Vickers 1998, pp. 197 - 209, 212-213; Kola 2003, pp. 157-158, 162)
Jusuf Gervalla, founder of the Movement for the National Liberation of Kosova (MNLK), his brother Bardhosh Gervalla, and Kadri Zeka, leader of the Group of Marxist-Leninists of Kosova (GMLK), are shot to death following a meeting near Stuttgart, which some say is about finalizing an alliance between the groups. The MNLK and GMLK are the primary pro-Hoxha communist dissident groups in Kosovo province, and were discovered and hunted for by the police following the unrest in 1981. Subsequently those behind the assassination will remain unidentified; Albania will blame the Yugoslavs and the Yugoslavs will say Albania did it, to gain control and ideological dominance in the Kosovar struggle. On the other hand, Albania at this time sees Yugoslavia as a buffer against the USSR and a valuable trade partner, following the break in relations with China. Albania returns Kosovars seeking asylum to Yugoslavia. The MNLK and GMLK are not destroyed by the killings and will subsequently be involved in the Movement for an Albanian Socialist Republic in Yugoslavia, whose leader will also fall to assassination. (Vickers 1998, pp. 203-205; Kola 2003, pp. 317-318)
US Army Warrant Officer Robert Rendon, a convicted drug dealer and admitted black-marketer, is assigned to the ultra-secretive Continuity of Government (COG) program, which is designed to keep the federal government functioning in times of disaster. Rendon, who first enlisted in the Army in 1977, is hired despite telling Army officers involved with the secret program that he had been convicted of selling drugs to schoolchildren in Los Angeles in the 1970s and served about 15 months in prison. Rendon also tells Army officers that he ran a black market operation while stationed as an intelligence officer for two years in West Germany. He says he financed the black market operation with funds given to him for espionage assignments by the Army’s Intelligence and Security Command (INSCOM). Rendon says INSCOM case officers taught him how to conceal his past under questioning. He also admits to using drugs and soliciting prostitutes while serving as an Army officer. The Army promises not to expose Rendon’s past beyond the COG program and grants him one of the government’s highest security clearances. Rendon will be stationed at Fort Huachuca, Arizona, and will spearhead a campaign to discredit whistleblowers that attempt to expose corruption within the COG project, most notably Army intelligence veteran Tom Golden (see After July 1987). Rendon will serve in the secret program until 1989 and later join an Army counterespionage unit (see December 1990). (Weiner 12/16/1990)
Longtime US Army intelligence officer Tom Golden is assigned by the CIA to oversee government contracts within the highly classified Continuity of Government program, which is designed to keep the government functioning in times of disaster. Golden, who has served 20 years in the Army and has a history of tracking down misspending and malfeasance in classified programs, will now serve as chief of the operations security branch at the Information Systems Command in Fort Huachuca, Arizona. Future staff director of the House Armed Services Committee Rudy DeLeon will later say Golden has a “very clearly established track record for honesty” as a whistleblower. Golden will report several instances of waste, fraud, and abuse in July 1987 (see July 1987) and will soon after become the target of a retaliatory smear campaign (see After July 1987). Systems Evaluations Incorporated, a company recently founded by Fred Westerman, a newly retired 20-year Army intelligence veteran, is contracted by the Army Corps of Engineers to help set up secret storage facilities in five states for the ultra-secretive Continuity of Government program. The Federal Emergency Management Agency (FEMA) and the clandestine National Program Office (see (1982 -1991)) will operate the facilities and oversee their construction. Within a year, Westerman will begin to report to government officials instances of waste, fraud, and abuse within the program (see 1986-1987). His job will be threatened in November 1987 (see November 1987) and his contract will be canceled in December of that year (see December 1987). Westerman will file a lawsuit against the government alleging FEMA burglarized Systems Evaluations’ offices in late 1987 (see Late 1987) and that the government launched a surveillance campaign against him (see November 1988). The lawsuit will be frozen when the Justice Department opens an investigation of Westerman (see November 1988) and the suit will later be sealed after an in-depth report highlighting Westerman’s case is published by a major magazine (see August 8, 1989). Westerman will lose another contract, along with his security clearances, in 1990 (see 1990), and by November 1991, he will be unemployable, several hundred thousand dollars in debt, and unable to gain any restitution from the government (see November 1991). Two missiles from an Iraqi F-1 Mirage warplane strike the USS Stark, killing 37 of the sailors aboard. The frigate is a member of a US naval task force sent to the Persian Gulf to keep the Gulf open for shipping during the Iran-Iraq War. The Iraqi fighter locks weapons on the Stark three minutes before firing; the commander of the ship refuses to issue the standard “back off” warning to the Iraqi pilot. The first missile bores deep into the ship but fails to explode; the second missile explodes, incinerating the crew’s quarters, the radar room, and the combat information center. The ship burns for two days. (PBS 2000; Peniston 2006, pp. 61-63)
Diverting Blame onto Iran - The Pentagon later claims that the Stark indeed warned the fighter pilot not to approach. Iraq quickly apologizes for the attack. The US continues to patrol the Gulf, and continues its program of re-registering Kuwaiti oil tankers under the American flag in order to protect them from Iranian attacks. A diplomat says that given the scale of casualties in the incident, the American public is going to start asking “what the hell is the US doing in the Gulf?” Iran calls the attack on the Stark a “divine blessing.” US officials quickly divert blame for the attack on Iran, accepting an Iraqi explanation that the fighter pilot must have mistaken the US warship for an Iranian vessel. (Brummer and Hirst 5/19/1987)
Excusing Iraq, Punishing 'Stark' Commander - “We’ve never considered them hostile at all,” says President Reagan in regards to Iraq’s military. “They’ve never been in any way hostile.… And the villain in the piece is Iran.” Senator John Warner (R-VA), a former secretary of the Navy, denounces Iran as “a belligerent that knows no rules, no morals.” Fellow senator John Glenn (D-OH) calls Iran “the sponsor of terrorism and the hijacker of airliners.” Iraq later determines that the Stark was in its so-called “forbidden zone,” and refuses to produce the pilot for any disciplinary action. The only punishment for the attack is suffered by the captain of the Stark, Glenn Brindel, who is relieved of his command, and his executive officer, who is punished for “dereliction of duty.” (Constantino 5/3/2007)
Lawsuits Dismissed - Two wrongful death lawsuits arising from the attacks will later be dismissed due to the “state secrets” privilege (see June 13, 1991 and September 16, 1992).
The USS Vincennes, a state-of-the-art Aegis guided missile cruiser patrolling the Strait of Hormuz in an effort to keep oil tankers safe from Iranian and Iraqi depredations, detects an Iranian aircraft apparently closing in on its position. The captain and crew of the Vincennes are aware of previous attacks on US ships and Kuwaiti oil tankers by Iranian gunboats, and know of the attack a year before on the USS Stark by an Iraqi fighter (see May 17, 1987 and After). Just a half-hour before, the Vincennes itself had fired on Iranian gunboats. Captain Will Rogers III has seven minutes to decide what to do about the aircraft, which he and his radar operators believe is most likely an Iranian F-14. Although the first transmission from the Iranian aircraft identifies itself as “commair”—commercial aircraft—the radio operator forgets to reset his receiver, and subsequently receives transmissions from Iranian military aircraft which he mistakenly attributes to the incoming aircraft. When the aircraft is nine miles away, Rogers fires two SM-2 surface-to-air missiles at the aircraft. At least one missile hits the plane, which is not a military fighter, but Iran Air Flight 655, a civilian Boeing 747 carrying 290 passengers. The missile slices the airliner in half; all 290 passengers, including 66 children, die. Though the international community is outraged, the White House and the Pentagon defend the Vincennes’s action. The UN Security Council will not condemn the attack, and President Reagan volunteers to pay compensation to the families. The Navy is embarrassed that in the first real military action from one of its new Aegis cruisers, it had shot down an unarmed civilian aircraft. An investigation proves that the aircraft had been well within a commercially designated flight path, and was not descending in a threatening manner, as was initially claimed by both Vincennes personnel and Pentagon officials. No disciplinary actions against Rogers or any of his crew are ever taken. During the 1988 presidential campaign, Vice President George H. W. Bush will frequently say of the incident: “I will never apologize for the United States of America. I don’t care what the facts are.” (Boyd 11/9/1988; Constantino 5/3/2007; History (.com) 2008)
Yugoslavia’s National Assembly passes amendments allowing Serbia to change its constitution. The changes are based on an endorsement by Serbia’s Assembly of a working group report that found the 1974 Yugoslav Constitution was unconstitutional in allowing the socialist autonomous provinces of Kosovo and Vojvodina to block amendments to the Serb constitution and that the 1974 constitution was a violation of the Anti-Fascist Council of the National Liberation of Yugoslavia’s plan to form a Yugoslavia with six equal republics after World War II. Under the new constitution, Serbian laws have precedence over provincial laws; Serbia controls judicial appointments and firings; provincial economic and educational policies are coordinated with Serbia; and the provinces lose their diplomatic role, their military power, and much of their police power. The amendments to Serbia’s constitution violate the 1974 constitution, which will remain the law of the land until 1992. (Kola 2003, pp. 178, 183)
Kosovo’s Assembly, in a highly irregular vote on March 23, approves the new Serbian constitution, already approved by the Assembly of the Republic of Serbia on February 3. The Kosovo vote does not meet the three-fourths majority necessary for amendments and is not held with a quorum, people from Belgrade and security personnel vote, and the votes are not actually counted. Assembly members are threatened if they vote no. The vote occurs under “a state of exception,” with disorder in the province and mobilization of the military.
Kosovo's Position under the New Serbian Constitution - Under the new Serbian constitution, the province is again called Kosovo and Metohija, and the autonomous provinces are defined as “a form of territorial autonomy,” regulated by the Serbian constitution. The 1968, 1971, and 1974 constitutional changes opposed by Serbs are nullified and Kosovo is in about the same position as it was under the 1945 and 1963 Yugoslav constitutions. The province loses its Executive Council and Assembly, and autonomy in police, courts, finance, and planning. Kosovo can pass statutes with the approval of Serbia’s Assembly.
Kosovar Demonstrations - Following the vote, hundreds of thousands protest, saying, “Long live the 1974 Constitution!” and “Tito-Party!” resulting in the declaration of martial law. Twenty-four civilians and two police are killed, but Paulin Kola will later put the number at over 100 killed and hundreds injured, while Miranda Vickers will say 28 are killed. Kola will refer to The Times’s March 31 issue, saying 12 police are critically injured and 112 less seriously injured on March 23; Radio Ljubljana says 140 Albanians are killed and 370 wounded through April; Albanian academic Rexhep Qosja will say in 1995 that 37 are killed, hundreds injured, and 245 intellectuals and 13 leaders arrested; The Times of June 2 says 900 are arrested, and on April 22 the Union of Kossovars writes to UN Secretary General Javier Peres de Cuellar, saying over 1,000 were killed and thousands hurt. More than 1,000 are tried in Ferizaj, according to a 1998 book by Noel Malcolm. Kosovo is again placed under a state of emergency. Workers who do not work are fired or arrested.
Slovenian Reaction - About 450,000 Slovenians sign a petition supporting their government’s views and opposing the crackdown in Kosovo.
Serbian Reaction - Hearing of the Slovenian petition, over 100,000 demonstrate the following day around Serbia, Vojvodina, Skopje, and Titograd.
Albania's Reaction - Albania’s relations with Yugoslavia had been deepening in the late 1980s, but Albania reacts more strongly to the March events. Foto Cami condemns Yugoslavia’s “erroneous policies” on the ethnic Albanians and says it will damage regional cooperation. Protests follow throughout Albania. Yugoslavia blames Albania for the violence in Kosovo. Ramiz Alia, now general secretary of the PLA, will say at a Political Bureau session in August 1990 that Western governments told Kosovar Albanians that to solve the problems in Kosovo, Albania had to change its government.
Soviet Reaction - Soviet media support the Serbs and refer to violence by Albanian nationalists, while saying that the majority in Kosovo and Vojvodina support the new Serbian constitution.
Western European Reactions - The UK says nothing. Although Yugoslavia’s Foreign Minister, Budimir Loncar, meets with British Prime Minister Margaret Thatcher in April, the contents of their talks are unknown to the public. Three years in the future a high-ranking official in Germany will regret this inaction.
American Reaction to the Turmoil in Kosovo - On March 9, three US senators proposed Senate Concurrent Resolution 20—Relating to the Conditions of Ethnic Albanians in Yugoslavia, which was passed prior to March 23. US policy supports Kosova’s position under the 1974 Constitution and the resolution asked President George H. W. Bush to reiterate this to the Yugoslav leadership. The Senate Foreign Relations Committee conducted a hearing on March 15. (Vickers 1998, pp. 234-238; Kola 2003, pp. 180-184, 190)
At the end of January, ethnic Albanians demonstrate in favor of Kosovar communist party leader Rahman Morina. This follows Morina’s refusal to meet with the Free Students, a new group calling for political reforms, the suspension of political trials, and the release of political prisoners. The protesters in January are joined by workers, and tens of thousands protest for the end of the state of emergency, for civil liberties, open elections, and for the freedom of a group of arrested miners and Azem Vllasi, who has been on trial in fits and starts since October in a courthouse ringed by tanks and off limits to diplomats and observers. Demonstrators assault trains, buses, and cars before being attacked by Serbian police, leading to more demonstrations. Academic Paulin Kola will say that 27 protesters and one officer are killed, and over 100 are wounded in all, while author Miranda Vickers will say 31 demonstrators die. The Yugoslav military intervenes and a curfew is declared in late February. However, in mid-April Serbia’s ministry of the interior takes control of Kosovo’s police, and then the Yugoslav presidency ends the emergency and curfew, and releases 108 prisoners, including the miners, Vllasi, and Adem Demaci. Army Sergeant Timothy McVeigh (see March 24, 1988 - Late 1990) receives orders to attend Special Forces training classes beginning November 11, 1990. McVeigh’s ambition is to become a Green Beret. (PBS Frontline 1/22/1996) However, his training is interrupted before it begins, as his unit is called up to go to Kuwait as part of Operation Desert Shield, later Desert Storm (see January 16, 1991 and After). McVeigh’s unit will leave from Fort Riley, Kansas, to a staging area in Germany, and then on to Saudi Arabia and Kuwait. Before he leaves, McVeigh pays a brief visit to his hometown of Pendleton, New York (see 1987-1988), where he worries a close friend, his “surrogate mother” Lynn Drzyzga, by telling her, “I’m coming back [from Kuwait] in a body bag.” She will later recall that watching McVeigh walk away “was just like my own son was leaving at that moment.” (Serrano 1998, pp. 32-33)
President Bush, reeling from the Republican defeat in the midterm elections two days before, announces the deployment of 200,000 more troops around the Persian Gulf to augment the 250,000 already in place. Bush announces the deployment without consulting or advising Congress, a brush-off that angers many legislators who feel that Bush kept this from Congress in order to make sure it did not become an election issue. Bush is also weighing the advice of Defense Secretary Dick Cheney, who argues that the president does not need the authorization of Congress to wage war. (Dean 2007, pp. 90)
Army intelligence officer Robert Rendon, a convicted drug dealer and admitted black-marketer (see July 28, 1983) who led a retaliatory smear campaign against whistleblower Tom Golden (see After July 1987 and August 1990), is still working a highly sensitive counterespionage post in a unit known as the Foreign Counterintelligence Activity. As recently as August 1990, Rendon was spreading false rumors within the counterintelligence unit about veteran officer Tom Golden, who exposed corruption within the ultra-clandestine Continuity of Government program (see July 1987), of which Rendon was once a part. “It is amazing to me that the man has the position he does,” says one Army intelligence officer familiar with Rendon’s background. (Weiner 12/16/1990; Weiner 12/18/1990)
Sergeant Timothy McVeigh (see March 24, 1988 - Late 1990) gives three months of military service in the Persian Gulf War as a gunner on a Bradley Fighting Vehicle before returning home; during his time there, he paints the name “Bad Company” on the side of the vehicle. “He was a good soldier,” Sergeant James Ives, who serves with McVeigh, will later recall. “If he was given a mission and a target, it’s gone.” (McFadden 4/23/1995; Serrano 1998, pp. 34; Douglas O. Linder 2001; CNN 2001) McVeigh earns a Bronze Star and the Army Commendation Medal while overseas, along with a number of citations and ribbons. (Serrano 1998, pp. 25-26) Staff Sergeant Albert Warnement, the commander of McVeigh’s Bradley Fighting Vehicle in Kuwait, later recalls: “He was against the National Command Authority’s decision to go to war. McVeigh did not think the United States had any business or interest in Kuwait, but… he knew it was his duty to go where he was told, and he went.” (Stickney 1996, pp. 110)
Experiences in Kuwait, Iraq - Fellow soldier Todd Regier later recalls that McVeigh was “definitely excited about going to Desert Storm. He was a perfect gunner. He was the best gunner we had.” McVeigh is part of a Bradley crew which spends its first few weeks sitting idly in the Saudi Arabian desert while American aircraft attack Iraqi defenses (see January 16, 1991 and After). Sergeant Anthony Thigpen later recalls that while the other soldiers play cards, write letters, and chat to relieve their boredom, McVeigh spends his time cleaning his weapons. The 2nd Battalion of the 16th Infantry Regiment, McVeigh’s unit, is one of those that makes the initial drive into Kuwait when the invasion begins (see February 23, 1991 and After). McVeigh’s unit sees less intense action than some, and fellow soldier Roger L. Barnett will later recall that McVeigh shows little interest in shooting unarmed and defenseless Iraqis. At one point, McVeigh shoots an Iraqi soldier from some 2,000 yards away in the head, using the Bradley’s 25mm cannon. McVeigh wins a medal for the shot. He later recalls of the shooting: “His head just disappeared.… I saw everything above the shoulders disappear, like in a red mist.” He becomes angry when he learns that many Iraqis do not want to fight, and are equipped with inferior gear. According to an aunt, McVeigh is deeply disturbed about the fighting in Iraq. “When he came back, he seemed broken,” she later tells a reporter. “When we talked about it, he said it was terrible there. He was on the front line and had seen death and caused death. After the first [killing], it got easy.” While posted in Kuwait, McVeigh writes to a friend in the US that he hates Saddam Hussein: “Chickensh_t b_stard. Because of him, I killed a man who didn’t want to fight us, but was forced to.” However, a fellow soldier, Kerry Kling, later recalls McVeigh being proud of the shot that killed the Iraqi. Sergeant Royal L. Witcher, McVeigh’s assistant gunner on the Bradley, later recalls the soldiers’ dismay at their experiences with Iraqi soldiers. “I think it kind of shocked most of us,” he will say. “We had thought that they were our enemies, and then for us to encounter something like that with a mass of people giving up.” After the offensive, McVeigh’s unit is assigned to guard duty, and spends the remainder of the war relatively inactive. (McFadden 5/4/1995; Stickney 1996, pp. 113; Serrano 1998, pp. 36-38; CNN 12/17/2007) McVeigh will later recall being angry at the situation in Kuwait. In a letter to a reporter, he will write: “We were falsely hyped up [about the enemy]. And we get there and find out that they are normal like you and me. They hype you up to take those people out. They told us we were to defend Kuwait where the people had been raped and slaughtered (see October 10, 1990). War woke me up. War will open your eyes.” Of the Iraqi soldiers, he will write, “I felt the army brainwashed us to hate them.” (Serrano 1998, pp. 36-37)
Withdraws from Special Forces Training - After returning to the US, McVeigh begins 21 days of Special Services training at Camp McCall, west of Fort Bragg, North Carolina (see October 1990). He is thrilled to be joining Special Forces, and is confident that he will pass the grueling physical and psychological assessments. However, he leaves the training at Camp McCall during the second day. He later tells people he withdraws because of a leg injury. Some military officials will say that preliminary psychological screening shows him to be unfit for Special Forces, leading some reporters to conclude that McVeigh was kicked out of training, but those conclusions are inaccurate: McVeigh’s screenings are not processed until long after he leaves, and his withdrawal is entirely voluntary. McVeigh later says that he begins training with a friend, Specialist Mitchell Whitmire (one source spells his name “Whitmyers,” apparently in error), days after returning from overseas duty. He will say that he is in poor physical condition, mentally and physically exhausted from his time in combat, and unready for the physical demands of Green Beret training. He does not accept an offer extended to him and other combat veterans to take some time off and try again at a later date. Instead, after two arduous days of physical workouts, McVeigh and Whitmire leave the training program before McVeigh’s assessments can be graded and reviewed. On his Statement of Voluntary Withdrawal, McVeigh writes, “I am not physically ready, and the rucksack march hurt more than it should.” Ives will recall McVeigh as being “extremely disappointed.” Thigpen later recalls: “Everybody knew he was highly upset. We never knew the reason why he didn’t make it. We figured, you don’t make it, you don’t make it. But he was definitely angry. He was upset, very upset.” Fellow soldier James Fox later tells a reporter that McVeigh’s withdrawal from Special Forces training was a defining moment for him, saying, “Whether he withdrew or was kicked out, it still was a failure and very easily he could externalize blame.” McVeigh then takes a 30-day leave to visit his sister Jennifer in Florida, and to spend some time in upstate New York, where he grew up (see 1987-1988). (McFadden 4/23/1995; McFadden 5/4/1995; Kifner 7/5/1995; Stickney 1996, pp. 115-119; PBS Frontline 1/22/1996; Serrano 1998, pp. 41-42) Author Brandon M. Stickney later writes, “It was revealed in confidence to [me] that answers McVeigh gave on the psychological tests were apparently a bit off-center, not the answers of a man capable of long-term assignments with the exclusive and tight Special Forces.” Stickney will also write that McVeigh may be suffering from “Gulf War Syndrome,” a mysterious series of maladies apparently caused by exposure to toxic chemicals. (Stickney 1996, pp. 117-118) In 1993, McVeigh will write a letter to his sister Jennifer giving a very different explanation of his reason for withdrawing from Special Forces tryouts (see October 20, 1993). After he returns from active duty, he begins displaying increasingly eccentric behavior (see March 1991 and After). McVeigh will go on to bomb a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).

During the fighting in and around Kharfji (see January 29-30, 1991), Iraqi forces capture the first US female prisoner of war. (American Forces Press Service 8/8/2000) The POW is later identified as Army Specialist Melissa Rathbun-Nealy, a driver with the 233rd Transportation Company. She and fellow driver Specialist David Lockett became lost and stuck in the sand while driving a heavy flatbed truck near the Iraq-Kuwait border; both are captured. (People 2/18/1991) Both Rathbun-Nealy and Lockett will be released in March 1991, along with four other POWs. Interestingly, both soldiers are initially listed as “missing in action” instead of “prisoners of war”; the Defense Department will give no explanation for the decision to list them as MIA, though some believe it is to escape potential media embarrassment at having a female soldier captured by the enemy. Both Rathbun-Nealy and Lockett will report that their captivity was largely uneventful, and they were well treated. (POW Network 11/8/2007)
After over a month of aerial and naval assaults against Iraqi forces (see January 16, 1991 and After), the US-led coalition launches a massive ground assault against Iraqi forces in Kuwait. (American Forces Press Service 8/8/2000) Battalions from the 11th Marine Division lead the assault by clearing Iraqi minefields in southern Kuwait placed to impede ground forces’ progress. (Office of the Special Assistant for Gulf War Illnesses 1/20/2008) A key component of the US strategy is the so-called “left hook” maneuver, based on General Ulysses S. Grant’s similar strategy in the 1863 Battle of Vicksburg. (PBS Frontline 1/9/1996) The “left hook” is designed to sidestep a large contingent of heavily fortified Iraqi troops along the Iraq-Kuwait border, prepared to defend Kuwait City from an attack by US and coalition forces. General Norman Schwarzkopf, the US’s chief strategist, uses a small contingent of Marines to keep this larger Iraqi force busy while 250,000 troops land behind the dug-in Iraqi forces; one contingent sweeps north to attack forces around Basra, and the rest surprise the Iraqis along the border by attacking from the north. (Bard 2002, pp. 280)

Thousands of Iraqi soldiers retreating on two highways from Kuwait City, Kuwait, towards Basra, Iraq, are slaughtered by US forces on what is later called the “Highway of Death.” (PBS Frontline 1/9/1996) The so-called “Battle of Rumaylah,” or as some call it, the “Battle of the Junkyard,” is not a battle in the classic sense, as the huge losses of Iraqi soldiers and vehicles are contrasted with the loss of a single American tank, lost when an Iraqi tank explodes too close to it. Only one US soldier is injured. In the two separate but connected US assaults that make up the battle, at least 600 Iraqi tanks, armored vehicles, and trucks are destroyed or disabled; estimates of Iraqi personnel losses vary widely, but the losses are well in the thousands. Iraqi, Kuwaiti, and Palestinian civilians, including children, are caught in the heavy US assault as well as innumerable Iraqi soldiers. (Some believe the Kuwaitis and Palestinians were being taken to Baghdad to be used as hostages.) Most of the bodies are buried within hours, making it impossible to ascertain the number of dead. During the US assault, US tanks, using sophisticated thermal-imaging targeting, have little trouble sighting and destroying Iraqi tanks before the Iraqi units are even aware that they are being fired upon. (Time 3/18/1991; Hersh 5/22/2000; Newsweek 5/29/2000)
Air Strikes - Initially, a force of retreating Iraqi armored units are bombed front and rear by US aircraft during the night of February 27-28, trapping the convoy between the centers of destruction. The remaining units are targets for later air strikes. Most of the vehicles—military tanks, trucks, and armored personnel carriers, as well as civilian cars and trucks—are destroyed.
Five-Hour Air, Armor Assault - The March 2 attack on the Iraqi Republican Guard “Hammurabi” tank division is ordered by Army General Barry McCaffrey (the general who commanded the already-famous “left hook” maneuver days before—see February 23, 1991 and After), in response to what McCaffrey says is an attack on his forces with rocket-propelled grenades (RPGs). The decision surprises some in the Allied command structure in Saudi Arabia and causes unease among civilian and military leaders in Washington, who worry about the public relations ramifications of an attack that comes days after a cease-fire was implemented (see February 28, 1991). McCaffrey himself later calls the attack “one of the most astounding scenes of destruction I have ever participated in.” The “Hammurabi” division is obliterated in the assault.
Criticism from Fellow Officers - Some senior US officers are not sure that McCaffrey’s unit, the 24th Mechanized Division, was in fact attacked; many senior US officers privately assert that McCaffrey’s five-hour assault was well out of proportion. (McCaffrey, later accused of war crimes by an anonymous but well-informed accuser, will be exonerated by an Army inquiry.) McCaffrey will assert that his troops were indeed attacked—an assertion backed by other field officers on the scene—and that he ordered the retaliation because had he not, his forces would have come under heavy attack by Iraqi armored units. Besides, McCaffrey will later say, the entire war was intended to be a one-sided affair: “We didn’t go up there looking for a fair fight with these people.” The whole war, one British commander said in earlier weeks, was “rather like a grouse shoot.” (Hersh 5/22/2000; Newsweek 5/29/2000)
One critic is the commander of the Army’s 82nd Airborne Unit, Lieutenant General James Johnson, who will later say: “There was no need to be shooting at anybody. [The Iraqis] couldn’t surrender fast enough. The war was over.” Johnson, whose unit is deployed near McCaffrey’s, will add, “I saw no need to continue any further attacks.” Explaining why McCaffrey ordered the assault on his own authority, Johnson will say that McCaffrey—widely perceived as CENTCOM commander General Norman Schwarzkopf’s favorite general—“does what he wants to do.”
Lieutenant General Ronald Griffith, commanding the 1st Armored Division of VII Corps, will later say that many of the tanks destroyed in the assault were being transported on trailer trucks to Baghdad, with their cannons facing away from the US troops, and thus posing no threat. “It was just a bunch of tanks in a train, and he made it a battle,” Griffith will later say of McCaffrey. “He made it a battle when it was never one. That’s the thing that bothered me the most.”
Major James Kump, the senior intelligence officer for the Army’s 124th Military Intelligence Battalion, is monitoring what he believes to be a routine retreat before McCaffrey’s units begin attacking the Iraqi forces. Kump will later recall: “I thought, I can’t believe what I’m hearing! There’s nothing going on. These guys are retreating.” Kump receives a large amount of electronic data indicating that McCaffrey is attacking a retreating force. “I had links to several intelligence systems—more than I can talk about,” he will later say. “And I’d have known if troops were moving toward us.… I knew of no justification for the counterattack. I always felt it was a violation of the ceasefire. From an integrity standpoint, I was very troubled.”
McCaffrey’s orders will be questioned even by one of his own subordinates, Lieutenant Colonel Patrick Lamar, the 24th’s operations officer. Lamar, who is in charge of the assault command post and who relays McCaffrey’s orders to the field units, will later say: “There was no incoming. I know that for a fact.” The battle is “a giant hoax. The Iraqis were doing absolutely nothing. I told McCaffrey I was having trouble confirming the incoming.” But, Lamar will recall, nothing he says matters. McCaffrey wants to attack.
Private First Class Charles Sheehan-Miles, a gun loader in a 1st Brigade tank platoon, will later recall being sent to rescue an American unit under attack by Iraqi armored units. “We went up the road blowing the sh_t out of everything,” he will recall. “It was like going down an American highway—people were all mixed up in cars and trucks. People got out of their cars and ran away. We shot them.” Sheehan-Miles recalls shooting at least one person in civilian clothing. “My orders were to shoot if they were armed or running. The Iraqis were getting massacred.”
Specialist 4 James Manchester, a member of the Scout platoon of the 27th Battalion of the 1st Brigade, will later call the battle nothing more than “f_cking murder.”
Shortly after the attack, an interpreter for the 124th Military Intelligence Battalion interrogates a captured Iraqi tank commander who asks over and over: “Why are you killing us? All we were doing was going home. Why are you killing us?”
After the battle, military analysts will pore over the battle films recorded by the Apache attack helicopters participating in McCaffrey’s assault. One of the analysts will later tell a reporter that the footage was clear: the Iraqi tanks were in full retreat and posed no threat to American forces. “These guys were in an offroad defensive position—deployed in a perimeter,” the analyst will recall. Some of the Iraqi tanks attempted to return fire once McCaffrey began his assault: “We saw T-72s in battle lines, firing away blindly in the air. They didn’t know what was killing them, but they were gamely shooting—knowing they would die.”
Many officers on the ground will later describe actions by McCaffrey and some of his senior subordinates they believe are designed to provoke a response from the retreating Iraqis and thus provide an excuse to begin a counterattack.
Massacre Factor in Decision to End Hostilities - Reporters are not allowed in the area, so no one is there to report on, or photograph, the actual assault or its immediate aftermath. But the area is heavily photographed in the following days, and the swath of destroyed, burned-out vehicles becomes at once a symbol of US military superiority and of Iraqi defeat. It is later cited as one of the factors in President Bush’s decision to accept Iraq’s surrender and cease hostilities. The decision enables the Iraqi Army to survive the war somewhat intact, and keeps Saddam Hussein in power. Bush will later explain: “If we continued the fighting another day… would we be accused of a slaughter of Iraqis who were simply trying to escape, not fight? In addition, the coalition was agreed on driving the Iraqis from Kuwait, not on carrying the conflict into Iraq or on destroying Iraqi forces.”
Dehumanizing the Iraqis - Manchester will later tell a reporter: “I was as patriotic as they come. I was a gung-ho ass-kicking Commie-hating patriotic son of a b_tch. I hated the Arabs. We all did. I dehumanized them. Did the Iraqis commit war crimes in Kuwait? Did they retreat back into Iraq to commit war crimes against their own people? The answer is yes to both questions. But does that make March 2nd justified? There have to be limits, even in war. Otherwise, the whole system breaks down.” (Hersh 5/22/2000)
Sergeant Timothy McVeigh, a decorated Army gunner, returns from serving three months in Operation Desert Storm (see January - March 1991 and After). Disillusioned and discouraged by his experiences and his failure to succeed in Special Forces training, McVeigh returns to Fort Riley, Kansas, and begins displaying increasingly odd behavior, always carrying a weapon and talking incessantly about the constitutional right to bear arms. His friend and fellow soldier Bruce Williams later recalls that McVeigh is no longer the “Iron Mike” that he had known during training at Fort Benning. “I’d hang out and go to the parties and drink Budweiser,” Williams will recall. “Tim just stayed in his room playing Nintendo.” McVeigh rents a house off post with two fellow soldiers, Corporal John Edward Kelso and Sergeant Rick Cerney, in Herington, Kansas, some 40 miles from Fort Riley. Kelso later recalls he and Cerney trying to “josh with him” and get him to relax. “It was so easy to put him over the edge,” Kelso will recall. “He was so gullible, so vulnerable. He was so unbalanced about being tough. He was just kind of a nerd.” Sergeant Royal L. Witcher, McVeigh’s assistant gunner during active duty in Kuwait and Iraq, later recalls that McVeigh is uncomfortable sharing the house with the two, and persuades Witcher to let him move in with him instead. McVeigh moves into Witcher’s Herington home and immediately claims the larger of the two bedrooms, blocking the window with a camouflage poncho. Witcher later says he knew better than to enter McVeigh’s room. McVeigh keeps at least 10 guns in the house, Witcher will recall, saying: “They weren’t exposed, they were hidden. He had a couple in the kitchen, a couple in the living room under the couch. I think there was one in the bathroom, behind the towels. As you go up the steps there was a little ledge and he kept one in there, a .38 revolver.” McVeigh also keeps two guns in his car and a shotgun at the home of a sergeant who also lives off post. Witcher never asks why McVeigh keeps so many guns. “I don’t know if he was paranoid or what,” Witcher will recall. “Or maybe he had some friends that were after him. I don’t know.” On occasion, McVeigh sells guns to fellow soldiers. He cleans all of his weapons twice a week, and takes them to a lake to shoot every weekend. Witcher never recalls McVeigh having any dates. On a few occasions, the two have conversations. “He was a very racist person,” Witcher will recall. “He had very strong views against, like, political things, like that.” Witcher will say he does not share McVeigh’s racist views: “He pretty much knew my views and he didn’t talk too much about it around me.” McVeigh constantly complains about government intrusiveness, Witcher will recall, taking umbrage with items he reads in the newspaper on a daily basis. Witcher will remember McVeigh dropping out of the National Rifle Association (NRA) when that organization seems to be softening its stance on the banning of assault rifles. He begins spending more and more time poring over gun magazines, and spends more and more time in the pawnshops and gun dealerships in nearby Junction City. (McFadden 4/23/1995; McFadden 5/4/1995; Kifner 7/5/1995; PBS Frontline 1/22/1996; Serrano 1998, pp. 42; Douglas O. Linder 2001; CNN 2001)
Becomes Conspiracy-Minded, Involved with Extremist Groups - Ives will recall that after his failed attempt to join Special Forces, McVeigh becomes involved with extreme right-wing political groups off-post. Ives cannot identify the groups, but, he will say, “cults is what I call them.” Witcher will recall nothing of any such involvement. (McFadden 4/23/1995; McFadden 5/4/1995) Ives may be referring to a group of soldiers who begin meeting off-base to take action against gun control and government interference in their lives, a group McVeigh meets with at least once. His unit member Robin Littleton later recalls McVeigh becoming increasingly “bitter” and conspiracy-minded, reading books about the Kennedy assassination and becoming “convinced that the government was behind it all. He also started reading a lot of fiction, all of it to do with big business and the military planning on overthrowing the government. He started to rant on about the private armies that were springing up inside the federal government, and how the CIA and FBI were out of control.” At least one local girl, Catina Lawson, shows some interest in McVeigh, but his anti-Semitic rants and his professed admiration for Adolf Hitler quickly terminate her interest. (Stickney 1996, pp. 120, 125-127) Warnement later recalls corresponding with McVeigh in 1992 and 1993, after Warnement is transferred to Germany. “He sent me a lot of newsletters and stuff from those groups he was involved in,” Warnement will recall. He will say that because the literature is so extremist, he throws it away rather than being caught with it. “There were newsletters from [militia leader] Bo Gritz’s group, some other odd newsletters, some from the Patriots; then he sent that videotape ‘The Big Lie’ about Waco. He seemed quite a bit different after the war than he’d been before.” The Branch Davidian debacle (see April 19, 1993) infuriates McVeigh, Warnement will recall (see April 19, 1993 and After). McVeigh is also angered by the use of Army units for drug-enforcement duties on the US-Mexican border, the deployment of infantry during the 1992 Los Angeles riots, and UN command over US forces during fighting in Somalia. “He thought the federal government was getting too much power,” Warnement will recall. “He thought the ATF [the Bureau of Alcohol, Tobacco and Firearms] was out of control. Then, of course, when Waco happened, he really felt the ATF was out of control.… He wasn’t happy about Somalia, that if we could put the United States under basically UN command and send them to Somalia to disarm their citizens, then why couldn’t they come do the same thing in the United States?… It had a kind of logic to it, but it really didn’t take into account the flip side of things. I kind of had the feeling that he might be headed for trouble because he was never the type of person to back down.” (Kifner 7/5/1995) In February 1992, McVeigh sends Warnement a copy of The Turner Diaries, a racially inflammatory novel about a white supremacist genocide in the US (see 1978). He also includes a news article concerning a black militant politician. (PBS Frontline 1/22/1996)
Accepts Early Discharge - Like many soldiers, McVeigh is encouraged to leave as part of the military’s postwar “drawdown.” McVeigh soon takes an early discharge and leaves the Army entirely (see November 1991 - Summer 1992). Sergeant James Hardesty, who served in Kuwait with McVeigh, later says that many soldiers such as McVeigh and himself felt like “discarded baggage.” (McFadden 5/4/1995; Serrano 1998, pp. 42-43) Fellow soldier Roger L. Barnett later recalls: “He wasn’t the same McVeigh. He didn’t go at things the way he normally did. It used to be, a superior commanding soldier would tell him to do something and he’d do it 110 percent. He didn’t have the same drive. He didn’t have his heart in the military anymore.” (Kifner 7/5/1995)
Future Oklahoma City Bomber - McVeigh will go on to bomb a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).
The Defense Department announces the first troop withdrawals from Iraq and Kuwait, with the Army’s 24th Infantry Division, based at Fort Stewart, Georgia, the first to depart. (American Forces Press Service 8/8/2000)
The SDA, the ruling party of Bosnian Muslim President Alija Izetbegovic, decides in private meetings that war in Bosnia is inevitable. They begin forming their own paramilitary force called the Patriotic League, which answers to Izetbegovic and his party, not the Bosnian government as a whole. Hasan Cengic, a radical militant imam, is given control of the Patriotic League and begins arming it. The Bosnian Muslims have no armed force at all at this time while the Yugoslavian army they face is very large and well supplied. Cengic travels to many countries arranging secret arms deals to supply the new force, planned to be 30,000 soldiers strong. By the end of the year, he arranges deals with Slovenia, Lebanon, Iran, Saudi Arabia, and other countries. (Schindler 2007, pp. 70) Cengic’s efforts will be the start of an illegal arms pipeline into Bosnia of massive proportions (see Mid-1991-1996).
The virulently anti-gay Westboro Baptist Church (WBC) of Topeka, Kansas (see November 27, 1955 and After) begins what it calls its “picketing ministry,” holding controversial protests to raise awareness of the church and gain media attention. The first protest is held at Gage Park, a Topeka park that the WBC claims is a “meeting place” for homosexuals. The protests continue well into 2001. In 2012, the church will claim to have held over 40,000 protests. WBC members attend these protests bearing signs with such slogans as “God Hates Fags,” “God Hates Jews,” “Thank God for Dead Soldiers,” “Thank God for IEDs” [improvised explosive devices], and “Thank God for AIDS.” Protesters often shout vulgar and obscene epithets at mourners. The church protests many local businesses and individuals in Topeka, including picketing one restaurant every day for three years because the owner knowingly hired a lesbian employee. Jerry Berger, the owner of the restaurant, will later say that church leader Fred Phelps promises to “put you out of business” if he does not fire the employee. When Berger refuses, Phelps and the WBC hound him and the restaurant for three years until he sells the restaurant and the employee quits. Phelps and the WBC find the woman in her new job and protest her there, also. The WBC also continues to protest at the restaurant. At least one member, Shirley Phelps-Roper, often brings American flags to protests and allows her children to trample the flags during those protests, engendering even more media attention. (Southern Poverty Law Center 4/2001; Southern Poverty Law Center 4/2001; Southern Poverty Law Center 2012; Anti-Defamation League 2012) The Anti-Defamation League (ADL) will later write that it believes the group’s overriding purpose is to garner publicity for itself. “Every mention of WBC in the media is considered a victory by the group,” it will observe. (Anti-Defamation League 2012)
Timothy McVeigh, a nascent white supremacist and survivalist (see March 24, 1988 - Late 1990) who is in the process of taking “early termination” from the US Army after being denied a position in Special Forces (see January - March 1991 and After), moves back in with his father in Pendleton, New York. Initially, he joins a National Guard unit and tries unsuccessfully to join the US Marshals. He is formally discharged from the Army on December 31, 1991. His final psychological assessment from the Army shows him to be under extreme stress and experiencing a powerful sense of disillusionment with the federal government. In January 1992, he goes to work for Burns International Security Services in Buffalo after leaving the Guard (see June 1992), and quickly rises to the rank of inspector. (McFadden 5/4/1995; PBS Frontline 1/22/1996; Mickolus and Simmons 6/1997, pp. 810; Serrano 1998, pp. 48; Douglas O. Linder 2001; CNN 2001; CNN 12/17/2007) (A New York Times report later says McVeigh leaves the Army in early 1992. A book about McVeigh, One of Ours, claims that McVeigh returns to Pendleton after leaving the Army around Christmas of 1991.) (McFadden 5/4/1995; Serrano 1998, pp. 44)
Depressed, Suicidal, Detached, Enraged - Over time, McVeigh becomes increasingly depressed and reportedly considers suicide; friends and colleagues will describe him as deteriorating both mentally and physically, and, in the words of the New York Times, will describe him as “an increasingly unstable man who wavered between gloomy silences and a hair-trigger temper, who lost so much weight he seemed anorexic, and who could follow simple orders but could not handle pressure or take independent action.” Lynda Haner-Mele, a supervisor for Burns Security in Kenmore, New York, later recalls working with McVeigh at the Niagara Falls Convention Center. She remembers calling him “Timmy” and worrying about his weight loss. “He seemed almost lost, like he hadn’t really grown up yet,” she will say. She is unaware of his Army service, later recalling: “He didn’t really carry himself like he came out of the military. He didn’t stand tall with his shoulders back. He was kind of slumped over.… That guy did not have an expression 99 percent of the time. He was cold. He didn’t want to have to deal with people or pressure. Timmy was a good guard, always there prompt, clean, and neat. His only quirk was that he couldn’t deal with people. If someone didn’t cooperate with him, he would start yelling at them, become verbally aggressive. He could be set off easily. He was quiet, but it didn’t take much.”
Increasingly Radicalized - McVeigh becomes increasingly radicalized, growing more disenchanted with the idea of a federal government and distressed about the possibility of a federal crackdown on gun ownership. He talks about the government forcibly confiscating the citizenry’s guns and enslaving citizens. He writes angry letters to newspapers and his congressman on subjects such as his objection to inhumane slaughterhouses and a proposed law prohibiting the possession of “noxious substances,” and warns against an impending dictatorship if action is not soon taken (see February 11, 1992). He urges friends to read a novel, The Turner Diaries (see 1978), which tells the story of a white supremacist revolt against the US government and the extermination of minorities, and gives copies to his friends and relatives. He begins acquiring an arsenal of guns, and sets up a generator and a store of canned food and potable water in his basement so that he would be self-sufficient in case of emergency. He applies to join the Ku Klux Klan, but decides against it because, he believes, the KKK is too focused on race and not enough on gun rights. The Times will later write: “While there was no firm evidence that Mr. McVeigh belonged to any organized right-wing paramilitary or survivalist groups, there was considerable evidence that he sympathized with and espoused their beliefs. He voiced their ideas in conversations, he wrote letters expressing them, he read their literature, and attended their meetings. And he lived, worked, and traded weapons in areas where the paramilitary groups enjoy considerable support, according to numerous interviews.” In the summer of 1992, McVeigh moves to Michigan to stay with his old Army friend Terry Nichols, telling friends he is leaving to find a “free state” in which to live. McVeigh’s and Nichols’s shared hatred of the federal government continues to grow. (McFadden 5/4/1995; PBS Frontline 1/22/1996; Mickolus and Simmons 6/1997, pp. 810; Douglas O. Linder 2001; CNN 2001; Douglas O. Linder 2006; CNN 12/17/2007) Reportedly, McVeigh tells people that the Army has placed a computer chip in his buttocks to keep him under surveillance. (Green 5/8/1995) McVeigh’s fellow security guard, Carl Edward Lebron Jr., later recalls long conversations with McVeigh that center around “politics, secret societies, some religion and conspiracy theories,” UFOs, and government conspiracies to addict its citizens to illegal drugs. Lebron wonders if McVeigh himself might belong to a secret society of some sort, perhaps a Freemason sect. Lebron will recall McVeigh showing him Ku Klux Klan newsletters and gold coins, some minted in Canada. Lebron becomes worried enough about McVeigh’s apparent instability to tape-record some of their conversations, and keep notes of what McVeigh tells him. What seems to worry Lebron the most is McVeigh’s talk about stealing weapons from Army bases. In August, McVeigh quits his job at Burns, telling coworkers: “I got to get out of this place. It’s all liberals here.” Lebron bids him goodbye, saying, “Stay out of trouble,” to which McVeigh replies: “I can’t stay out of trouble. Trouble will find me.” (Serrano 1998, pp. 48-57) Law professor Douglas O. Linder will later speculate that McVeigh’s radicalization may have been triggered, and was certainly deepened, by the FBI’s raid on the Ruby Ridge compound of white supremacist Randy Weaver (see August 31, 1992 and August 21-31, 1992). (Douglas O. Linder 2006) McVeigh later tells his lawyers that during this time, he became increasingly stressed because of what he will call his “heightened sense of awareness of what the news was really saying.” He becomes increasingly obsessed with the news, raging at politicians for trying to blend politics and the military, and at the government for “strong-arming other countries and telling them what to do.” He becomes increasingly enraged by what he calls the increasing anti-gun sentiment in the US, and the “liberal mindset that all things in the world could be solved by discussion.” He learned in the military that most problems can best be solved by aggression, he will say, citing physical fights he had with fellow soldiers and angry confrontations with fellow security workers. Movements Cloudy - McVeigh’s movements are somewhat cloudy during this period. A New York Times report will say that McVeigh and Nichols may have lived together in Marion, Kansas, not Michigan, and McVeigh may have moved to Kingman, Arizona, during this time or sometime later. (McFadden 4/23/1995)
Future Oklahoma City Bomber - McVeigh will go on to bomb a federal building in Oklahoma City, with Nichols’s aid (see 8:35 a.m. - 9:02 a.m. April 19, 1995). Haner-Mele will have difficulty believing McVeigh orchestrated the bombing. “Timmy just wasn’t the type of person who could initiate action,” she will say. “He was very good if you said, ‘Tim, watch this door—don’t let anyone through.’ The Tim I knew couldn’t have masterminded something like this and carried it out himself. It would have had to have been someone who said: ‘Tim, this is what you do. You drive the truck.’” (McFadden 5/4/1995) McVeigh’s cousin Kyle Kraus, who received a copy of The Turner Diaries from McVeigh, puts the book away until after the bombing, when he will reread some of it. Horrified, he will contact the FBI; the copy will become an exhibit in McVeigh’s criminal trial (see August 10, 1995). (Serrano 1998, pp. 51)
Retired 20-year Army intelligence veteran, classified security expert, and whistleblower Fred Westerman is hundreds of thousands of dollars in debt and unable to find work in the field he knows best. Beginning in 1985, Westerman headed a security firm that worked on the highly classified Continuity of Government program, which is designed to keep the government functioning in times of disaster (see 1985). The program is predominantly run by the clandestine National Program Office (see (1982 -1991)) and the Federal Emergency Management Agency (FEMA—see April 1, 1979-Present). Westerman reported several instances of waste, fraud, and abuse within the classified program to the FBI, the Army, and the inspector general’s office within FEMA (see 1986-1987). Westerman’s contract with the government was subsequently canceled (see December 1987) and the Justice Department launched an investigation of Westerman and his company when he attempted to file a lawsuit against the government (see November 1988 and November 1988). For the past three years, Westerman has been living in what CNN describes as an “intelligence twilight zone… unable to clear his name, unable to resolve his legal cases… caught in an unwinnable struggle with the powerful secret National Program Office.” Westerman has lost his security clearances, government contracts, and reputation (see 1990). “What assets I did have, have either been sold off or have been mortgaged to the hilt,” he tells CNN. “I am in financial disrepair. I am unemployable in the profession that I know best.” David Mann, a security consultant who served with Westerman, tells CNN: “I think what is happening to him particularly is that the federal attorneys and whoever is driving them to do their job are attempting to ruin the man through legal means.… It is a type of modern McCarthyism if you will.” (CNN Special Assignment 11/17/1991)
Sergeant Timothy McVeigh, a former Army soldier, white supremacist, and survivalist (see March 24, 1988 - Late 1990 and November 1991 - Summer 1992), is notified that the Army will send him $1,058 as a signing bonus for his serving a second term. Later that month, he is informed that the government wants the bonus back, with interest. (PBS Frontline 1/22/1996; Thomas 7/1/1998) Later, McVeigh’s father William McVeigh will tell FBI investigators that the Army called the money an overpayment, not a bonus, and that his son was furious over the incident. Documents later gathered by the FBI show that a form letter from the Department of Defense Finance and Accounting Service is sent to McVeigh at his Pendleton, New York, home on February 15, 1993, two years after he left the Army. The letter asks for either the full $1,058 or a $50 installment within 30 days. McVeigh replies: “I have received your notice informing me of my debt owed to you, as well as your threat of referring me to the Justice Department (Big Brother).… In all honesty, I cannot even dream of repaying you the $1,000 which you say I owe. In fact, I can barely afford my monthly rent. Assets? The only thing which I own of any value is my car, a 1987 Chevrolet/Geo Spectrum. If you really want the car, go ahead and seize it.… My car is my only way to get to work; to support myself. But I guess that’s all irrelevant to you. Go ahead, take everything I own; take my dignity. Feel good as you grow fat and rich at my expense; sucking my tax dollars and property, tax dollars which justify your existence and pay your federal salary. Do you get it yet? By doing your evil job, you put me out of work.” (Thomas 7/1/1998)
Former Army soldier Timothy McVeigh (see January - March 1991 and After and November 1991 - Summer 1992) is discharged from the New York Army National Guard after a brief stint. He is granted a general discharge “under honorable conditions.” His reason for discharge is “incompatible occupation,” a description often applied to reservists whose employers want them to work full time. (Barron 4/27/1995) McVeigh will go on to bomb a federal building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995).
In the early 1990s, future Pakistani President Pervez Musharraf is an up-and-coming military general, who is in charge of military operations. He is a pupil of Hamid Gul, director of the ISI in the late 1980s and a long-time and open supporter of Osama bin Laden. Around 1993, he approaches Prime Minister Benazir Bhutto with a special plan to undermine Indian forces in the province of Kashmir, disputed between India and Pakistan. As Bhutto will later recall, “He told me he wanted to ‘unleash the forces of fundamentalism’ to ramp up the war” against India in Kashmir. Bhutto gives Musharraf the go-ahead, as she had lost power once before by opposing the Pakistani military and ISI, and “Second time around I did not want to rock the boat.” Musharraf approaches several Islamic organizations and commits them to supply volunteers who could be trained to fight as guerrillas in Kashmir. One group he works with is Markaz Dawa Al Irshad (MDI), founded several years before by followers of bin Laden. The MDI already has a military wing known as Lashkar-e-Toiba (LeT). Musharraf is allowed to use LeT’s fighters for his purposes in Kashmir and elsewhere. Other groups effectively created by Musharraf include Harkat ul-Ansar, later known as Harkat ul-Mujahedeen (see Early 1993). In the following months, the level of violence in Kashmir grows as the militias begin sending their fighters there. Around the same time, Musharraf sees early successes of the Taliban (see Spring-Autumn 1994), and along with Interior Minister Nasrullah Babar, begins secretly supporting them and supplying them. The two policies go hand-in-hand, because the militant groups begin training their fighters in parts of Afghanistan controlled by the Taliban. The Pakistani policy of tacitly supporting these militias and the Taliban will continue until Musharraf takes power in a coup in 1999 (see October 12, 1999), and beyond. (Levy and Scott-Clark 2007, pp. 239-243)
Miroslav Kalousek is appointed deputy minister of defense for economics in the Czech Republic. (Danda 6/9/2009; Novinky(.cz) 2010) He will be responsible for the department’s budget, restructuring the army, and administering procurement. Kalousek is appointed by the current minister of defence, Antonin Baudys, but will remain in his position long after Baudys departs, finally exiting the department in 1998. (Novinky(.cz) 2010)
The FBI and local law enforcement officials begin their planned assault on the besieged Branch Davidian compound near Waco, Texas (see 5:00 A.M. - 9:30 A.M. February 28, 1993, March 1, 1993, and April 17-18, 1993), despite indications that the Davidians inside the compound will retaliate either by firing on the gathered law enforcement officials, by torching the main residential building, or perhaps both (see April 18, 1993). (PBS Frontline 10/1995)
Warning - At 5:55 a.m., Richard Rogers, the commander of the FBI’s Hostage Rescue Team (HRT), orders two combat engineering vehicles (CEVs, unarmed modifications of Bradley fighting vehicles and the primary means for deplying CS “riot control agent” into the main building) deployed to the main building. One minute later, senior negotiator Byron Sage telephones the residence and speaks with Davidian Steve Schneider. At 5:59, Schneider comes to the phone. Sage tells him: “We are in the process of putting tear gas into the building. This is not an assault. We will not enter the building.” Schneider replies, “You are going to spray tear gas into the building?” Sage says, “In the building… no, we are not entering the building.” At the conclusion of the conversation, Schneider or another Davidian throws the telephone out of the building. (PBS Frontline 10/1995; House Committee on Government Reform and Oversight 8/2/1996; House Committee on Government Reform and Oversight 8/2/1996) Minutes later, Schneider slips out, retrieves the phone, and ducks back inside. (van Biema, Shannon, and Taylor 5/3/1993)
Combat Vehicles Begin Deploying Gas, Davidians Open Fire - At 6:02 a.m., the two CEVs begin inserting CS gas into the compound, using spray nozzles attached to booms. The booms punch holes through the exterior walls of the building. The FBI uses unarmed Bradley Fighting Vehicles to deploy “ferret rounds,” military ammunition designed to release CS after penetrating a barricade such as a wall or window. As the CEVs and the Bradleys punch holes into the buildings for the deployment of the gas, Sage makes the following statement over the loudspeakers: “We are in the process of placing tear gas into the building. This is not an assault. We are not entering the building. This is not an assault. Do not fire your weapons. If you fire, fire will be returned. Do not shoot. This is not an assault. The gas you smell is a non-lethal tear gas. This gas will temporarily render the building uninhabitable. Exit the residence now and follow instructions. You are not to have anyone in the tower. The [guard] tower is off limits. No one is to be in the tower. Anyone observed to be in the tower will be considered to be an act of aggression [sic] and will be dealt with accordingly. If you come out now, you will not be harmed. Follow all instructions. Come out with your hands up. Carry nothing. Come out of the building and walk up the driveway toward the Double-E Ranch Road. Walk toward the large Red Cross flag. Follow all instructions of the FBI agents in the Bradleys. Follow all instructions. You are under arrest. This standoff is over. We do not want to hurt anyone. Follow all instructions. This is not an assault. Do not fire any weapons. We do not want anyone hurt. Gas will continue to be delivered until everyone is out of the building.” Two minutes later, Davidians begin firing on the vehicles from the windows. The gunfire from the Davidians prompts Rogers and FBI commander Jeffrey Jamar to decide to change tactics; at 6:07 a.m., the assault forces begin deploying all of the gas at once instead of dispersing it in a controlled manner over the course of 48-72 hours as originally envisioned. (Dean M. Kelley 5/1995; PBS Frontline 10/1995; House Committee on Government Reform and Oversight 8/2/1996; House Committee on Government Reform and Oversight 8/2/1996; USMC Weapons 2002) (Jamar will later testify that before the assault even began, he was “99 percent certain” that the FBI would have to escalate its assault because the Davidians would open fire.) (House Committee on Government Reform and Oversight 8/2/1996) As a CEV demolishes the back wall of the gymnasium area of the compound, negotiators broadcast: “David, we are facilitating you leaving the compound by enlarging the door.… Leave the building now.” (England 1/30/2000) Jamar will later explain that the Bradleys do not carry military weaponry. “Of course we had all the firepower removed,” he will say in a 1995 interview. “There were no cannons or anything on them. We used them for transportation. And they’re more than a personnel carrier—they’re a track vehicle. I mean it’s mud, just thick mud there the whole time. And the agents learned how to drive ‘em. But the idea was to protect them as best we could. And we didn’t know—they talked about blowing a 50—did they have rockets? Who knows? Did they have explosives buried in various vicinities? Are they prepared to run out with Molatov cocktails? What’s in their mind?” Jamar is referring to threats made by Koresh and other Davidians to blow up FBI vehicles. As for the CEVs, they are tanks modified for construction and engineering purposes, and are often used as bulldozers. Observers watching the events live on television or later on videotape will sometimes mistake the CEVs for actual tanks, though two M1A1 Abrams tanks are actually on site and take part in the assault. House Report: Davidians Would Certainly Consider FBI's Actions an Assault - A 1996 report by a House of Representatives investigative committee (see August 2, 1996) will note that it is almost impossible for the Davidians not to consider themselves under assault, with tank-like vehicles tearing holes in the building, CS being sprayed everywhere, grenade-like projectiles crashing through windows, men in body armor swarming around the compound, and the sounds of what seems like combat all around them. “Most people would consider this to be an attack on them—an ‘assault’ in the simplest terms,” the report will find. “If they then saw other military vehicles approaching, from which projectiles were fired through the windows of their home, most people are even more likely to believe that they were under an assault. If those vehicles then began to tear down their home there would be little doubt that they were being attacked. These events are what the Davidians inside the residence experienced on April 19, yet the FBI did not consider their actions an assault.” Moreover, the FBI did not consider the close-knit, home-centered community the Davidians have long since formed. “Their religious leader led them to believe that one day a group of outsiders, non-believers, most likely in the form of government agents, would come for them,” the report will state. “Indeed, they believed that this destiny had been predicted 2,000 years before in Biblical prophecy. Given this mindset, it can hardly be disputed that the Davidians thought they were under assault at 6 a.m. on April 19.” (House Committee on Government Reform and Oversight 8/2/1996)
Monitoring from Washington - At 7:00 a.m., Attorney General Janet Reno and senior Justice Department and FBI officials go to the FBI situation room to monitor the assault. (PBS Frontline 10/1995)
Buildings Breached - At 7:30 a.m., a CEV breaches the side of one of the main buildings and injects large amounts of tear gas into the interior of the compound. At 7:58 a.m., gas is fired into the second floor of the back-right corner of the building. The FBI asks for more ferret rounds, and by 9:30 a.m., 48 more ferret rounds arrive from Houston. The assault is hampered by the FBI’s dwindling supply of ferret rounds, a CEV with mechanical difficulties, and high winds dispersing the gas. Another CEV enlarges the opening in the center-front of the building, with the idea of providing an escape route for the trapped Davidians. A third CEV breaches the rear of the building, according to a later Justice Department report, “to create openings near the gymnasium.” (PBS Frontline 10/1995)
Clinton Told Assault Progressing Well - At about 11 a.m., Reno briefs President Clinton, tells him that the assault seems to be going well, and leaves for a judicial conference in Baltimore. During this time, a CEV breaches the back side of the compound. At 11:40 a.m., the FBI fires the last of the ferret rounds into the building. At 11:45 a.m., one wall of the compound collapses. (PBS Frontline 10/1995)
Transcriptionist Escapes - Ruth Riddle, the typist and transcriptionist sent inside the compound by the FBI to help Koresh finish his “Seven Seals” manuscript (see April 18, 1993), escapes the compound before the fire. She brings out a computer disk containing the unfinished manuscript. (Dean M. Kelley 5/1995)
Davidians Set Fires throughout Compound - At 12:07 p.m., according to the Justice Department and House reports, the Davidians start “simultaneous fires at three or more different locations within the compound.” An FBI Hostage Rescue Team member reports seeing “a male starting a fire” in the front of the building. Later analyses show that the first fire begins in a second-floor bedroom, the second in the first floor dining room, and the third in the first floor chapel. Evidence also shows that the fires spread according to “accelerant trails,” such as a trail of flammable liquid being poured on the floor. Some of the Davidians’ clothing found in the rubble also shows traces of gasoline, kerosene, Coleman fuel (liquid petroleum, sometimes called “white gas”), and lighter fluid, further suggesting that the Davidians use accelerants to start and spread the fires. (PBS Frontline 10/1995; House Committee on Government Reform and Oversight 8/2/1996) Within eight minutes, the main building is engulfed in flames. One explosion, probably from a propane gas tank, is observed. Later investigation will find a propane tank with its top blown off in the debris. (House Committee on Government Reform and Oversight 8/2/1996; House Committee on Government Reform and Oversight 8/2/1996) After the compound burns to the ground, FBI agent Bob Ricks tells reporters, “David Koresh, we believe, gave the order to commit suicide and they all willingly followed.” (Verhovek 4/20/1993) Some of the Davidians who survive the conflagration later claim that the Davidians did not start the fires, but arson investigators with the Justice Department and the Texas Rangers, as well as an independent investigator, will conclude that Davidians did indeed start the fires in at least three different areas of the main building. (PBS Frontline 10/1995) A 1993 Treasury Department report (see Late September - October 1993) will produce audiotapes of Davidians inside the compound and transcripts of conversations, secured via electronic surveillance, discussing the means of setting the fires. Voices on the tapes and in the transcripts say such things as: “The fuel has to go all around to get started.” “Got to put enough fuel in there.” “So, we only light ‘em as they come in,” or as a slightly different version has it, “So, we only light ‘em as soon as they tell me.” Once the fires begin, high winds and the breaches in the walls cause the flames to almost immediately begin consuming the compound. (Dean M. Kelley 5/1995) In 1999, Colonel Rodney Rawlings, the senior military liaison to the HRT, will tell reporters that he heard Koresh give the orders to start the fires over FBI surveillance “bugs” (see October 8, 1999). Sage later describes the horror that goes through him and his fellow agents when they realize that the Davidians have torched the compound. He will recall “pleading” with the Davidians to leave the compound, and say: “I can’t express the emotions that goes through you. I had to physically turn around away from the monitor to keep my mind focused on what I was trying to broadcast to those people.” He will recall being horrified by the failure of people to flee the compound. “I fully anticipated those people would come pouring out of there,” he says. “I’d been through CS teargas on numerous occasions [in training exercises]. And I would move heaven and earth to get my kids out of that kind of an environment. And that’s frankly what we were banking on. That at least the parents would remove their children from that kind of situation.” Of Koresh, he will say: “By him intentionally lighting that place afire and consuming the lives of 78 people, including over 20 young children, was just inconceivable to me. In 25 years of law enforcement I’ve never been faced with someone that was capable of doing that.” (PBS Frontline 10/1995) Six years later, the FBI will admit to releasing two pyrotechnic grenades into the compound, but insists the grenades did not start the fires (see August 25, 1999 and After).
Plea for Release - At 12:12 p.m., Sage calls on Koresh to lead the Davidians to safety. Nine Davidians flee the compound and are arrested (PBS Frontline 10/1995) , including one woman who leaves, attempts to return to the burning building, and tries unsuccessfully to fight off a federal agent who comes to her aid. (Verhovek 4/20/1993) One of the nine runs out of the building at around 12:28 p.m., indicating that even 21 minutes after the fire, it is possible for some of the inhabitants to make their escape. However, most of the Davidians retreat to areas in the center of the building and do not attempt to get out. (House Committee on Government Reform and Oversight 8/2/1996)
'Systematic Gunfire' - At 12:25 p.m., FBI agents hear “systematic gunfire” coming from inside of the building; some agents believe that the Davidians are either killing themselves or each other. The House committee investigation later finds that FBI agents hear rapid-fire gunshots coming from the compound; while many of the gunshots are probably caused by exploding ammunition, “other sounds were methodical and evenly-spaced, indicating the deliberate firing of weapons.”
Fire Department Responds; Search for Survivors - At 12:41 p.m., fire trucks and firefighters begin attempting to put out the flames. HRT agents enter tunnels to search for survivors, particularly children. (Dean M. Kelley 5/1995; PBS Frontline 10/1995; House Committee on Government Reform and Oversight 8/2/1996) No fire trucks are at the scene when the assault begins, and it takes around 25 minutes for the first fire department vehicles to respond to emergency calls from their stations in Waco. Bob Sheehy, mayor of Waco, later says the city fire department “first got a call after the fire had already started.” Ricks explains that fire engines were not brought to the compound earlier for fear that firefighters might have been exposed to gunfire from the compound, and because FBI officials did not expect a fire. “We did not introduce fire to this compound, and it was not our intention that this compound be burned down. I can’t tell you the shock and the horror that all of us felt when we saw those flames coming out of there. It was, ‘Oh, my God, they’re killing themselves.’” (Verhovek 4/20/1993)
Death Toll - In all, 78 Branch Davidians, including over 20 children, two pregnant women, and Koresh himself, die in the fire. Nineteen of the dead are killed by close-range gunshot wounds. Almost all of the others either die from smoke inhalation, burns, or both. (PBS Frontline 10/1995; House Committee on Government Reform and Oversight 8/2/1996) The number is improperly reported in a number of media sources, and varies from 75 to 81. Even the House committee report does not cite a definitive total. (House Committee on Government Reform and Oversight 8/2/1996) Some of the FBI negotiators involved in the siege later say that they feel continued negotiations might have saved many, perhaps all, of the lives of those inside the compound. In an interview later in the year, one negotiator tells a reporter, “I’ll always, in my own mind, feel like maybe we could have gotten some more people out.” (Boyer 5/15/1995) But HRT member Barry Higginbotham, one of the snipers who observes the Davidians throughout the siege, will later state that neither he nor anyone on his team believed the Davidians would ever willingly surrender. Higginbotham will say: “We just felt that if you make them suffer a little more, deny them perhaps a little more food, lighting, power, things like that inside, that would cause more pressure on their leadership inside. And perhaps their leadership would go to Koresh and pressure him to start negotiating in good faith. It was hard to believe that Koresh was ever negotiating in good faith.” (PBS Frontline 10/1995) In the hours after the conflagration, Ricks tells reporters: “We had hoped the women would grab their children and flee. That did not occur and they bunkered down the children and allowed them to go up in flames with them.… It was truly an inferno of flames.” Ricks says that authorities receive reports, perhaps from some of the survivors, that the children had been injected with some kind of poison to ease their pain. This claim is never confirmed. (Verhovek 4/20/1993)
In the Bunker - FBI investigators combing the building after the conflagration find an enormous amount of guns and other weaponry inside. Dr. Rodney Crow, the FBI’s chief of identification services and one of the officials who examine the bodies of the Davidians, spends much of his time in the compound’s underground bunker, where many of the bodies are found. Crow later says: “There were weapons everywhere. I don’t remember moving a body that didn’t have a gun melted to it, intertwined with it, between the legs, under the arm, or in close proximity. And I’d say 18 inches to 20 inches would be close proximity.… The women were probably more immersed in the weapons than anyone else, because there was so much weaponry inside the bunker. It was like sea shells on a beach, but they were spent casings and spent bullets. If you had rubber gloves and tried to smooth it away, you’d tear your gloves away from the bullet points that are unexploded, or unspent ammunition. Then as you went through layer after layer, you came upon weapons that were totally burned. Until we got down to the floor, and it was mint condition ammunition there. Ammunition boxes not even singed.” The most powerful weapon Crow finds is a .50-caliber machine gun. Some of the bodies have gunshot wounds. Crow will say: “My theory is there was a lot of euthanasia and mercy killing. That group probably were just about as active as anywhere in the compound, mercifully putting each other out of misery in the last moments.” In total, 33 bodies are found inside the bunker; almost all the women and children found inside the compound are in the bunker. Many are found to have died from suffocation or smoke inhalation (two died from falling debris), but some died from gunshot wounds, and one woman was stabbed to death. (PBS Frontline 10/1995; PBS Frontline 10/1995) Local medical examiner Nizam Peerwani later says he does not believe the people in the bunker committed suicide, saying: “There has been a lot of speculation if this is a mass suicide or not. And—did they all go there to die? Ah, we don’t really think so. What I feel personally is that they tried to escape. A bunker was perhaps the safest area in the compound.” (PBS Frontline 10/1995) Sage will say that he knew the children were dead sometime around 12:30 p.m. He recalls terminating the negotiations at that time, “because I didn’t want the loudspeaker bank to interfere with instructions being given on the ground. At that point in time, I walked over to the site in shock, basically. And, uh, the first thing I asked is, ‘Where are the kids?’” He is told, “Nowhere.” Sage will say: “They had not come out. They had been consumed.” (PBS Frontline 10/1995)
Koresh's Fate - Koresh and Schneider are found in a small room the authorities call “the communication room.” Koresh is dead of a single gunshot wound to the forehead. Schneider is dead from a gunshot wound in the mouth. Peerwani later says: “Did David Koresh shoot himself and Schneider shoot himself? Or did Schneider shoot David Koresh and then turn around and shoot himself? Certainly both are possible. We cannot be certain as to what really transpired.” (PBS Frontline 10/1995)
No Ill Effects from Gas - Peerwani and his colleagues examine the bodies for damage caused by the CS gas used in the assault, and find none. While many of the Davidians were exposed to the gas, according to tissue and blood studies, none inhaled enough of it to cause anything more than short-term discomfort. Concurrently, Peerwani and his colleagues find no damage from the propellant used in the ferret rounds. A fire report later written by Texas-based investigators will call the tear gas operation a failure at dispersing the Davidians. (PBS Frontline 10/1995; PBS Frontline 10/1995) Medical examinations show that some of the children may well have been overcome by the gas, and rendered unable to escape, but the compound had not been gassed for an hour before the fires began, and CS has a persistence factor of only 10 minutes—in other words, the effects should have worn off by the time the fires broke out. The gas proves ineffective against the adults, because the adult Davidians are equipped with gas masks. (PBS Frontline 10/1995)
Wrongly Executed Plan - The plan as signed by Reno called on law enforcement forces to deploy tear gas into the compound at stated intervals, then have agents retreat to await evacuees before approaching again. This “passive,” “restrained” approach was to have been followed for up to 72 hours before using assault vehicles to force entry. Instead, the agents wait only 12 minutes before beginning a motorized vehicle assault. (Boyer 5/15/1995)
Taking Responsibility - One of the unlikely “heroes” of the debacle is Reno. She signed off on the attack (see April 17-18, 1993), and within hours of the attacks, she holds a televised press conference where she says: “I made the decision. I am accountable . The buck stops here” (see April 19, 1993). She repeats this statement over and over again on national television. (Boyer 5/15/1995)
Assistant Secretary of State for European and Canadian Affairs Richard Holbrooke persuades the State Department to license Military Professional Resources Inc. (MPRI), a private military contractor, to provide training to the Croatian army. (Ripley 1999, pp. 81-82, 90; Jennings 3/2/2001) According to MPRI information officer Joseph Allred, the firm exists so that “the US can have influence as part of its national strategy on other nations without employing its own army.” (Grigg 5/10/1999; Serbian National Federation 8/1999)
CBS News erroneously reports that the FBI has captured “John Doe No. 2,” the second suspect in the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and April 20, 1995). The man in question, David Iniguez, was a deserter from the US Army base in Fort Riley, Kansas, who had left the base in August 1994. Suspected bomber Timothy McVeigh once served as an Army gunner at Fort Riley (see January - March 1991 and After), and FBI investigators have speculated that McVeigh and Iniguez may have known one another. No evidence tying Iniguez to the bombing ever surfaces. He does not resemble the sketch of “John Doe No. 2,” and has no tattoo on his arm as the suspect is described as having. Still, Iniguez is taken to a court in Los Angeles after being arrested on unrelated charges, escorted into the courthouse by a half-dozen FBI agents, and taunted and jeered by a crowd of about 30 people who shout, “Coward!” and “Why did you do it?” (Johnston 4/23/1995; Kleinfeld 4/30/1995) It is possible, but not certain, that CBS bases its reporting on information from the FBI that stated it had located “John Doe No. 2” two days ago (see April 21, 1995).
The press reports that since the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995) and the arrest of former Army sergeant Timothy McVeigh (see April 21, 1995), soldiers and citizens of Fort Riley, Kansas, have suffered anger and vitriol from other people outraged by the attack. Since McVeigh and suspected co-conspirator Terry Nichols (see April 25, 1995) were both soldiers, and McVeigh was once stationed at Fort Riley, “a lot of people seem to be blaming all of us because of a couple of fools,” says Fort Riley’s Sergeant Chris Killerbrew. “That’s not right.” Killerbrew recalls being in Oklahoma City three days after the bombing, and, with his family, going into a store to cash an out-of-town check. When he told the clerk his family was from Junction City, Kansas, a town near Fort Riley populated largely by current and former soldiers and their families, and used by McVeigh to stage the bombing (see April 13, 1995, April 15, 1995, April 15, 1995, April 16-17, 1995, 5:00 a.m. April 18, 1995, 8:15 a.m. and After, April 18, 1995, and April 18, 1995), a man in the store said: “Junction City, that’s where those bombers, those baby killers are from. Why don’t you go back to where you belong?” An angry Killerbrew informed the man that he and his family were in Oklahoma because his three-year-old niece had been killed in the bombing. Many other soldiers say that the charges against McVeigh, a decorated veteran of the Gulf War (see January - March 1991 and After), have wounded their pride and shaken their morale. Fort Riley spokesman Major Ben Santos says, “What we want to tell folks around the country is that there is more to us than the current situation.” Corporal Perez Blackmon says that he and many of his fellow soldiers feel betrayed and angry that “one of our own could have done something like this.… This uniform means pride, the highest state of honor. It gets no better than this, and he disgraced it.” Nearby resident Scott Sanders says the accusations against McVeigh make “us all look bad, like this is some center to train terrorists.” Clarence Thomas of Junction City says: “I wouldn’t move anywhere else. This McVeigh guy didn’t stay and live here. He wasn’t one of us.” (Terry 4/27/1995)
Law enforcement authorities call off the search for the so-called “John Doe No. 2,” believed to be another person involved in the Oklahoma City bombing (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and April 20, 1995). Officials say the sketch identifying the man is of an innocent person. The sketch has been “enhanced” twice to further aid in identification. (Douglas O. Linder 2001; Indianapolis Star 2003) Government prosecutors say that the person believed to be depicted in the sketches is Todd David Bunting, an Army private from Fort Riley, Kansas; they say that Bunting has no connections to McVeigh or the bombing. A witness has told the FBI that he saw Bunting at Elliott’s Body Shop, a truck rental agency in Junction City, Kansas, on April 17, two days before the blast, either in the company of accused bomber Timothy McVeigh (see April 21, 1995 and April 24, 1995) or standing close to him while McVeigh rented the Ryder truck used in the bombing (see 5:00 a.m. April 18, 1995 and 8:15 a.m. and After, April 18, 1995). Authorities now believe that Bunting was at the rental shop on April 16, the day before McVeigh’s visit, or perhaps April 18, the day after. The FBI releases a statement that says in part: “That individual… resembles the sketch previously circulated as the second of two men who rented the truck on April 17 and who has been called John Doe No. 2.… [The FBI] has determined that individual who has been interviewed was not connected to the bombing.” Some investigators believe that the witness, the rental agent at the shop, became confused under pressure from investigators to recall the details of the second man he says he saw with McVeigh. (Johnston 6/14/1995; Mickolus and Simmons 6/1997, pp. 811; The Oklahoman 4/2009) Bunting will later say that it is his face depicted in the composite sketches of “John Doe No. 2.” (Thomas 12/3/1995) He closely resembles the sketch, and has a Carolina Panthers baseball cap with lightning strikes down the sides, much like the cap Doe No. 2 was said to wear. He even has a tattoo on his right arm where one witness said Doe No. 2 has a tattoo. The press learns of the Bunting identification before the FBI can hold an official press conference announcing its findings, and reporters trek to Timmonsville, South Carolina, where Bunting is attending the funeral of his mother-in-law, to interivew him; some reporters even barge into the funeral home. Bunting will later stand before cameras and reporters in a press conference held in Fort Riley, where he says he was at Elliott’s Body Shop in the company of another man, Sergeant Michael Hertig, to rent a truck and pack up his belongings to transfer to Fort Benning. He talks of the FBI’s questioning of him, and of the chill he felt when he learned he was being connected to the bombing, however tenuously. Author Richard A. Serrano will later write that after repeated humiliating press reports of false identifications of Doe No. 2 (see April 20, 1995 and May 1-2, 1995), the FBI wants the problems of Doe No. 2 to “go away… dissolve from the nation’s consciousness.” Serrano will suggest that agents deliberately found an innocent man, Bunting, who bears a strong resemblance to the sketch, and decided to use him to end the speculation. If true, the FBI’s efforts will be fruitless: the speculation will continue for years, with a Web site, “John Doe Times,” posted by an Alabama militiaman, hosting anti-government postings and criticism of the ongoing investigation. The far-right “Spotlight” newsletter will say in 1996 that federal agents had employed “dupes” to bomb the Murrah Building, and that McVeigh and Doe No. 2 were mere patsies. The newsletter will claim that Doe No. 2, a government provocateur, lives in hiding on an Indian reservation in upstate New York. Others will speculate that Doe No. 2 is white supremacist Michael Brescia (see August 1994 - March 1995, (April 1) - April 18, 1995, April 8, 1995, and 8:35 a.m. - 9:02 a.m. April 19, 1995), who bears a close resemblance to the sketch. Brescia later pleads guilty to crimes unrelated to the bombing and will deny any involvement. (Serrano 1998, pp. 265-266) Author Nicole Nichols, an expert in right-wing domestic terrorism unrelated to accused co-conspirator Terry Nichols, will later speculate that Doe No. 2 is actually Andreas Strassmeir, a gun aficianado and member of the militaristic Elohim City compound along with Brescia (see 1973 and After). Press reports later state that McVeigh denies any involvement by Strassmeir (see February 28 - March 4, 1997). Prosecutors will later reiterate that Bunting is “John Doe No. 2” and reiterate that he has no connection to the bombing (see January 29, 1997).
Newsweek publishes a column by Colonel David Hackworth, who regularly writes on military matters for the magazine. Hackworth recently visited accused Oklahoma City bomber Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995) in prison (see May 11, 1995). McVeigh and his lawyer Stephen Jones were featured in a recent issue of Newsweek as well (see June 26, 1995). Hackworth includes little of the actual words of the interview in this column, and spends most of his time giving his impression of McVeigh. He is ambivalent at best, lauding McVeigh’s military record and his ramrod-straight appearance, but speculative at best about McVeigh’s professed innocence. When he talked to McVeigh at the El Reno Federal Corrections Center, he writes, “I realized my gut feeling was right. He has what a lot of soldiers, good and bad, have: fire in the belly. When we talked about the military, a change came over him: McVeigh suddenly sat straight in his chair. The Army, he says, ‘teaches you to discover yourself. It teaches you who you are.’ I know what he means. To warriors, the military is like a religious order. It’s not a job. It’s a calling. Not too many people understand that calling or have what it takes.” Hackworth believes that after McVeigh returned from serving in Desert Storm (see March 24, 1988 - Late 1990 and January - March 1991 and After), he “slipped into what’s known among vets as a postwar hangover[. I’ve] seen countless veterans, including myself, stumble home after the high-noon excitement of the killing fields, missing their battle buddies and the unique dangers and sense of purpose. Many lose themselves forever.” He notes that McVeigh voluntarily washed himself out of Special Forces training (see January - March 1991 and After), “but seemingly accepted his defeat stoically. Did his failure drive him over the edge? Maybe, but McVeigh says no: ‘It wasn’t the straw that broke anything.’ He planned to get in shape and come back. Still, something snapped.” Hackworth writes that McVeigh left the Army because of the postwar letdown and the Army’s “drawdown” of personnel (see November 1991 - Summer 1992), and was particularly troubled by his comrades leaving the service. He quotes McVeigh as saying, “You can literally love your battle buddies more than anyone else in the world.” Hackworth adds: “When they shipped out he was devastated, wondering if he’d made a mistake by staying in the military. Losing your war buddies is like losing an arm or a leg—or a loved one. McVeigh may have been crushed by the amputation.” From there, Hackworth writes, McVeigh “couldn’t adjust to civilian life,” and notes: “I’m no shrink, but I’ve seen this failure to adapt many times before. The rules change on you. You’re used to order—having a dear objective, knowing just how to get the job done. Then you’re on your own in a different world, with no structure and little exact sense of what you’re supposed to do.” None of this excuses or even explains the crimes McVeigh is accused of committing, he writes, and concludes: “The Timothy McVeigh I talked with didn’t seem like a baby killer. He was in high combat form, fully aware that his performance in the interview was almost a matter of life and death. If he’d been in combat, he’d have a medal for his coolness under fire. He might also be the most devious con man to ever come down the pike. At times McVeigh came across as the boy next door. But you might never want to let him into your house.” (Hackworth 7/3/1995) Hackworth’s column contains much the same information he gave PBS’s Charlie Rose in a recent interview (see June 26, 1995). In a harsh critique of Hackworth’s military writing, Slate writers Charles Krohn and David Plotz will call his column on McVeigh “astonishingly sympathetic,” and will mock Hackworth’s “postwar hangover” explanation of McVeigh’s alleged bombing. (Krohn and Plotz 11/28/1996) Although the interview is dated July 3, the issue of Newsweek containing it appears on June 26.
Congress passes a military budget that includes a section requiring the Pentagon to discharge all HIV-positive soldiers, regardless of their overall health. When President Clinton signs the bill, he issues a signing statement declaring he has “concluded that this discriminatory provision is unconstitutional.” He urges Congress to repeal the statute, and says he will refuse to allow the Justice Department to defend the law in court if an HIV-positive soldier sues the government. However, Clinton’s legal team, including the Justice Department’s head of the Office of Legal Counsel, Walter Dellinger, and White House counsel Jack Quinn, tells reporters that while Clinton believes the provision is unconstitutional, he cannot refuse to enforce it because no court ruling has supported his view. Until a court intervenes, the president is bound by Congress’s decision. “When the president’s obligation to execute laws enacted by Congress is in tension with his responsibility to act in accordance to the Constitution, questions arise that really go to the very heart of the system, and the president can decline to comply with the law, in our view, only where there is a judgment that the Supreme Court has resolved the issue.” (Savage 2007, pp. 235-236)
Marwan Alshehhi, a United Arab Emirates (UAE) national, volunteered for the UAE army shortly after leaving high school (presumably in late 1995, based on his age). After going through basic training, in the spring of 1996 he is granted a college scholarship to Germany, paid for by the UAE army. Alshehhi is to learn German, then study marine engineering. The scholarship is accompanied by a monthly stipend of around $2,200. The UAE army declares him a deserter in April 2000, shortly before he quits school and moves to the US (see April 1, 2000). It is not clear why. Curiously, Alshehhi will continue to receive this stipend despite being a deserter, and even after he drops out of school in Germany and begins attending flight school in the US. The stipend comes to an end in December 2000. (9/11 Commission 8/21/2004, pp. 132 ; McDermott 2005, pp. 53-56, 196)
A courthouse in Gostivar, Macedonia is attacked, and the National Liberation Army apparently says it is responsible, marking its first public appearance. Two more Macedonian courthouses will be attacked in January 1998. For years the Macedonian government and NATO will consider the NLA part of the KLA, and Macedonia will demand that the guerrillas go back to Kosova and that NATO secure the border. It will later be revealed that, while many in the NLA are veterans of the war in Kosova, most of its leaders and soldiers are from Macedonia. Macedonia believes the NLA wants to create a Greater Albania, including western Macedonia. (Kola 2003, pp. 376-378)
Federal officials state that the circulation of a sketch identified as “John Doe No. 2” (see April 20, 1995), a man once believed to have had some connection with accused Oklahoma City bomber Timothy McVeigh (see 8:35 a.m. - 9:02 a.m. April 19, 1995 and August 10, 1995), was a mistake. The person, described as short, stocky, thick-necked, and olive-skinned, was misidentified by a witness who gave an incorrect recollection to federal investigators. Prosecutors say that while the possibility exists that others besides McVeigh and Terry Nichols were involved in the bombing, they have no physical descriptions to give to the public. Prosecutors identify the man in the “John Doe No. 2” sketch as Private Todd Bunting, an Army soldier stationed at Fort Riley, Kansas, near Junction City, Kansas, where McVeigh rented a Ryder truck used in the bombing (see April 15, 1995). Bunting entered the same Ryder rental office on April 18, a day after McVeigh entered the office. The sketch is based on the recollections of Tom Kessinger, a mechanic in the truck rental office. He and two other employees identified McVeigh from the sketch, but Kessinger’s recollection of “John Doe No. 2” as a man accompanying McVeigh was not supported by the others. McVeigh’s lawyer Stephen Jones says that because of the misidentification of Bunting, all the identifications of all the Ryder clerks must be thrown out. “I don’t think any of those identifications are now safe,” Jones says. Bunting is 5’11”, 200 pounds, muscular and stocky, with dark brown hair, a wide, square chin, and relatively dark skin. On April 18, he accompanied Sergeant Michael Hertig, another Fort Riley soldier, to pick up a truck that Hertig had reserved five days before. Prosecutors believe Kessinger, pressured by investigators, became confused in his recollections and mistakenly identified Bunting as accompanying McVeigh and not Hertig. On November 22, 1996, Kessinger positively identified Bunting as “John Doe No. 2.” He also says he is now unsure that McVeigh was with anyone when he came to rent the Ryder truck. The other Ryder clerks, Vicki Beemer and Eldon Elliott (see 3:00 - 5:00 p.m. April 17, 1995), have said that they believe McVeigh was with another man, but cannot recall what that man looks like. The US Senate votes 98-0 to bar burial and other veterans benefits for anyone found guilty of capital offenses. The measure is directed at former Army Sergeant Timothy McVeigh, recently sentenced to death for killing eight federal employees in the Oklahoma City bombing (see June 11-13, 1997), to prevent him from being buried in a military cemetery after he is executed. (Chicago Sun-Times 6/19/1997) Six days later, the House of Representatives votes to approve a similar resolution sponsored by Spencer Bachus (R-AL). Bachus says his bill was motivated not only by McVeigh, but by another crime: the 1981 slaying of an African-American teenager by Ku Klux Klan members. One of those convicted in the slaying, Henry Francis Hays, was executed and then buried in a Mobile, Alabama, military ceremony with full honors. Hays served briefly in the US Army in the early 1970s. “In a military ceremony, we said to our children and our grandchildren, ‘We’re overlooking this [crime], this is a good soldier,’” Bachus says. The Hays burial caused people to ask: “Who is entitled to a hero’s funeral? Who are our heroes?” As a decorated veteran of Desert Storm, McVeigh could have asked to be buried in Arlington National Cemetery. (Deseret News 6/24/1997; Associated Press 6/24/1997) McVeigh’s lawyer Stephen Jones calls the legislation a non-issue, saying his client has not asked to be buried in a military cemetery or to be buried with honors: “The controversy about Mr. McVeigh’s burial in a national cemetery is a classic straw man argument. Mr. McVeigh has not demonstrated any intent or desire to be buried in a national cemetery. The politicians are simply flogging this issue for votes when they should be concerned with the legitimate problems of the country. Mr. McVeigh hasn’t been formally sentenced to die yet. He has not lost his appeals, and moreover, he has not been executed yet.” (Rocky Mountain News 6/20/1997)
Author and military expert Thomas Ricks writes a detailed examination of what he calls the widening gap between members of the US military and the rest of American society. Ricks portrays a platoon of Marine recruits who, after returning home from boot camp, were largely alienated from their old lives. “They were repulsed by the physical unfitness of civilians, by the uncouth behavior they witnessed, and by what they saw as pervasive selfishness and consumerism,” he writes. “Many found themselves avoiding old friends, and some experienced difficulty even in communicating with their families.” Many recruits were offended by the overt racism and class segregation they experienced in their old neighborhoods, in sharp contrast to what Ricks calls “the relative racial harmony of Parris Island.” Several commented on how aimless and nihilistic their former friends seemed. Ricks writes that the Marines “were experiencing in a very personal way the widening gap between today’s military and civilian America.” Retired Sergeant Major James Moore tells Ricks: “It is difficult to go back into a society of ‘What’s in it for me?’ when a Marine has been taught the opposite for so long. When I look at society today, I see a group of young people without direction because of the lack of teaching of moral values at home and in school. We see that when we get them in recruit training. The recruits are smarter today—they run rings around what we were able to do, on average. Their problems are moral problems: lying, cheating, and stealing, and the very fact of being committed. We find that to get young people to dedicate themselves to a cause is difficult sometimes.” Retired Admiral Stanley Arthur adds: “Today, the armed forces are no longer representative of the people they serve. More and more, enlisted [men and women] as well as officers are beginning to feel that they are special, better than the society they serve. This is not healthy in an armed force serving a democracy.”
Voluntary Segregation - Ricks notes that after over twenty years without a draft, the US military has become a more professional and disparate societal group. Many military personnel live their lives in and among the military, taking their children to military doctors and sending them to military or base schools, living on or around military bases, socializing with other military families. Former Air Force historian Richard Kohn says, “I sense an ethos that is different. They talk about themselves as ‘we,’ separate from society. They see themselves as different, morally and culturally. It isn’t the military of the fifties and sixties, which was a large, semi-mobilized citizen military establishment, with a lot of younger officers who were there temporarily, and a base of draftees.” The closing of many military bases has contributed to what Ricks calls “the geographical and political isolation of the military…,” as has the privatization of many of the military’s logistical and supply functions. “[M]ilitary personnel today are less likely to be serving in occupations that have civilian equivalents, and are more likely to specialize in military skills that are neither transferable to the civilian sector nor well understood by civilians,” he writes.
Deepening Politicization of the Military - Ricks writes that many military personnel, especially officers, are becoming more politicized, and particularly more conservative. “Of course, military culture has always had a conservative streak,” he writes. “I suspect, however, that today’s officers are both more conservative and more politically active than their predecessors.” He continues, “The military appears to be becoming politically less representative of society, with a long-term downward trend in the number of officers willing to identify themselves as liberals. Open identification with the Republican Party is becoming the norm. And the few remaining liberals in uniform tend to be colonels and generals, perhaps because they began their careers in the draft-era military. The junior officer corps, apart from its female and minority members, appears to be overwhelmingly hard-right Republican and largely comfortable with the views of Rush Limbaugh.” He quotes Air Force Colonel Charles Dunlap as writing, “Many officers privately expressed delight that” as a result of the controversy over gays in the military, the Reserve Officers Training Corps program is producing “fewer officers from the more liberal campuses to challenge [the Air Force officers’] increasingly right-wing philosophy.” Surveys conducted of midshipmen at Annapolis and cadets at West Point support this conclusion. Retired Army Major Dana Isaacoff, a former West Point instructor, says that West Point cadets generally believe that being a Republican is becoming part of the definition of being a military officer. “Students overwhelmingly identified themselves as conservatives,” she says. And, she notes, the cadets tend to favor more radical conservatism as opposed to what Ricks calls “the compromising, solution-oriented politics of, say, Bob Dole.” Isaacoff says, “There is a tendency among the cadets to adopt the mainstream conservative attitudes and push them to extremes. The Democratic-controlled Congress was Public Enemy Number One. Number Two was the liberal media.” Studies of Marine officers at Quantico, Virginia produced similar results.
Changes in Society - American society has become more fragmented, Ricks writes, and steadily less emphasis is being put on what he calls “the classic military values of sacrifice, unity, self-discipline, and considering the interests of the group before those of the individual.” Ricks writes that while the military has largely come to grips with two of the most intractable problems American society faces—drug abuse and racism—society as a whole has not. And young military personnel display a competence and level of education that many non-military youth do not, Ricks asserts. And military personnel are increasingly better educated than their civilian counterparts: some military recruiters say that they have more trouble than ever before in finding recruits who can pass the military entrance exams.
Lack of a Focused Threat - The end of the Cold War and the loss of the Soviet Union as a hard-and-fast enemy has made many Americans wonder why the nation needs such a large standing army any longer. “For the first time in its history (with the possible exception of the two decades preceding the Spanish-American War) the US Army must justify its existence to the American people,” Ricks writes. Military budgets are continually under attack in Congress and from the White House, and many predict huge, potentially crippling funding cuts in the near future. Low-intensity, localized problems such as the fighting in Somalia, Bosnia, and Haiti do not capture the public imagination—or create fear among the citizenry—in the same way that the daily threat of nuclear annihilation and Soviet hegemony kept the support for the military high among American priorities.
Enemies Within - Ricks is troubled by the increasing use of military forces against US citizens. It wasn’t long ago that Marines descended into the streets of Los Angeles to impose order among rioters, and the Marines used similar strategies to contain the fractious populace as they used in Somalia. One Marine, Captain Guy Miner, wrote in 1992 of the initial concerns among Marine intelligence units over orders to collect intelligence on US citizens, but their concerns over legality and morality quickly evaporated once, Miner wrote, “intelligence personnel sought any way possible to support the operation with which the regiment had been tasked.” Many military officers are calling for the military to be granted wide-ranging powers to be used against civilians, including the right to detain, search, and arrest civilians, and to seize property. In 1994, influential military analyst William Lind blamed what he called “cultural radicals [and] people who hate our Judeo-Christian culture” for what he saw as the accelerating breakdown of society, and went on to discuss the predominant “agenda of moral relativism, militant secularism, and sexual and social ‘liberation.’” Ricks notes that Lind’s words are fairly standard complaints which are often echoed daily on conservative talk radio and television broadcasts. However, he writes, Lind’s words take on a new significance in light of his conclusion: “The next real war we fight is likely to be on American soil.”
Military's Impact on Civilian Society Likely to Increase - Ricks does not believe a military coup is likely at any point in the foreseeable future. While the equilibrium between civilians and the military is shifting, he writes, it is unlikely to shift that far. What is likely is a new awareness among members of the military culture of their impact and influence on civilian society, and their willingness to use that influence to shape the social and political fabric of their country. Fort Hood, Texas, preparing for the annual “Freedom Fest” Fourth of July celebration, readies itself for a large crowd of local civilians planning to spend the day enjoying fireworks, marathons, concessions, military bands, carnival rides, and community activities. However, anti-government activists Bradley Glover and Michael Dorsett are captured by FBI and Missouri state police officers in Missouri before they can turn the festival into a massacre. Glover and Dorsett have become convinced that the United Nations is housing Communist Chinese troops at the military base, in conjuction with a “New World Order” conspiracy to invade and occupy the United States (see September 11, 1990). Glover, Dorsett, and others—all “splinter” members of an organization calling itself the “Third Continental Congress” (TCC—see Summer 1996 - June 1997)—are planning a multi-pronged attack on the Army base. Soon after, five others are arrested in conjunction with the plot.
History of the Fort Hood Plot - Glover and other TCC members believe that the April 1995 bombing of the Murrah Federal Building in Oklahoma City (see 8:35 a.m. - 9:02 a.m. April 19, 1995) was a plot by federal agencies to gin up an excuse to persecute “patriot” organizations. Glover told British reporter Ambrose Evans-Pritchard shortly after the Oklahoma City bombing that “it’s only a matter of time now before the shooting war begins.” He believed that the bombing would be followed by heavy-handed anti-terrrorism legislation that would see federal agencies attempt to violently eradicate militia groups, and in turn, those groups would violently resist. “If this thing goes down,” Glover predicted in May 1995, “there’s going to be an extremely large number of US military that’s coming to our side with their weapons. They’ll turn like a dog on a cat.” He believed the militias would easily defeat the government forces—“We can whip those guys. We can take out the so-called ninja wanna-bes. We’ll beat ‘em quick”—but worries that President Clinton will turn to the Chinese forces he supposedly has housed throughout the United States: “That’s what worries us,” Glover said. “Then we’re gonna be fighting big time.” Glover became known to federal authorities after his frequent interviews with reporters after the Oklahoma City bombing, and claims to lead groups such as the Southern Kansas Regional Militia and the First Kansas Mechanized Infantry. (In his “real” life, Glover is a part-time computer consultant.) When the expected crackdown failed to materialize, Glover became a national council member of a national “umbrella” militia group called the Tri-States Militia (see October 1995 and After) and then began associating with ever-more violent anti-government extremists. Glover, Dorsett, and a small group of extremists devise an extensive plan to strike at a number of government facilities and military bases, beginning with Fort Hood.
Arrests - But federal and state authorities are well aware of their plans. At 6:15 a.m. on the morning of July 4, FBI agents arrest Glover and Dorsett in their tents in the Colorado Bend State Park. The two have an arsenal with them: two rifles, five pistols, 1600 rounds of ammunition, bulletproof vests, a smoke grenade, a homemade silencer, explosive material, a night vision scope, and other items. “Their explosives would have been more damaging to the personnel at Fort Hood than to the physical installation,” Missouri State Highway Patrol Lieutenant Richard Coffey later tells a Texas newspaper reporter. “They did not have the same philosophy as the people in Oklahoma City. They were not looking for a huge explosion to make their point.” Instead, they planned small, repeated explosions. Glover, charged only with weapons violations, posts bail and flees to Wisconsin, where he is quickly arrested again after another weapons charge is added to the original indictment. Dorsett is held on an outstanding federal passport violation. Fellow plotter Merlon “Butch” Lingfelter is later arrested in Wisconsin on July 10, while looking for Glover; he surrenders his two machine guns and two pipe bombs, but says, “I’m not trying to be a noble knight in this, but it’s time somebody somewhere does something.” Despite his defiance, Lingenfelter tells a reporter that the meetings held by Glover were merely social outings. Kevin and Terry Hobeck are arrested on July 10 in Colorado after giving two illegal automatic weapons to undercover police officers; Thomas and Kimberly Newman are arrested on July 11 in Kansas after Thomas Newman gives the same undercover officers a sack full of pipe bombs.
Suicide Mission? - One law enforcement official believes that the group may have intended to die in the planned Fort Hood attack. “I think you have to have a warped sense of reality to think you can pull of a mission like that,” Missouri State Highway Patrol Captain James Keathley later tells a Denver reporter. “It sounds like a suicide mission to me. I don’t know if they could have pulled this off.” (Mark Pitcavage 1997; Southern Poverty Law Center 6/2001)

Ali Soufan joins the FBI. Soufan is a US citizen and recently graduated from a US university, but he is a Muslim who was born and raised in Lebanon and speaks fluent Arabic, making him particularly suited to understanding Islamist militant threats. Soufan is assigned to the FBI’s New York office, which happens to be the office taking the lead in cases involving Osama bin Laden. Initially, Soufan is assigned to Mafia cases. But he has had a long-standing interest in bin Laden, and after reading in an Arabic newspaper about bin Laden’s fatwa (religious edict) against the US in February 1998 (see February 22, 1998), he will write an FBI memo explaining the fatwa’s significance. This will get him increasingly involved in counterterrorism cases, and shortly after the East African embassy bombings in August 1998 (see 10:35-10:39 a.m., August 7, 1998), he will be assigned to the FBI’s Joint Terrorism Task Force (JTTF). He will begin working with FBI bin Laden expert John O’Neill and the counterterrorism I-49 squad, which is increasingly focusing on bin Laden. (Soufan 2011, pp. 1-16)
At its operations center in Cheyenne Mountain, Colorado, the North American Aerospace Defense Command (NORAD) practices dealing with hijackings five times per month, on average, during training exercises. A NORAD document produced a month after 9/11 will state that the Cheyenne Mountain Operations Center (CMOC) “routinely conducts the Amazon Arizona series of internal exercises that include hijack scenarios.” Prior to September 11, 2001, the document continues, “CMOC averaged five hijack training events each month.” Further details of these “Amazon Arizona” exercises are unstated in the document. (North American Aerospace Defense Command 10/13/2001) But other sources provide additional information about what they might entail.
Exercises Are 'One of the Busiest Times' in Operations Center - According to a 1989 NORAD document, “Arizona” exercises are a “Cheyenne Mountain Air Force Base internal system training mission.” (North American Aerospace Defense Command 8/25/1989) And in 2004, NORAD will state that its exercises before 9/11 that include hijacking scenarios test “track detection and identification; scramble and interception; hijack procedures; internal and external agency coordination; and operational security and communications security procedures.” (Starr 4/19/2004) According to Stacey Knott, a technician at the CMOC, “One of the busiest times” in the operations center “is during exercises.… We have the battle staff and CAT [Crisis Action Team] in here; generals and admirals are running in and out.” Knott has said that exercises at the CMOC give her “an idea what things would be like if something were to go down,” and so, “[i]f something actually did happen, we’d be ready for it.” (McKenna 1/1996)
Operations Center Is 'Focal Point for Air Defense Operations' - It is unclear over what period up to 9/11 the CMOC averages five hijack training events per month. It appears to be at least going back to 1998: In 2003, Ken Merchant, NORAD’s joint exercise design manager, will tell the 9/11 Commission that his office keeps computer hard drive information about NORAD exercises “roughly” back to that year. Merchant will add that he “did not believe that his office retained other exercise information, such as after-action reviews, for exercises prior to 1998.” (9/11 Commission 11/14/2003 ) According to NORAD’s website, “the Cheyenne Mountain Operations Center provides warning of ballistic missile or air attacks against North America, assists the air sovereignty mission for the United States and Canada, and, if necessary, is the focal point for air defense operations to counter enemy bombers or cruise missiles.” (North American Aerospace Defense Command 11/27/1999) On the morning of 9/11, members of the battle staff at the CMOC will be participating in the exercise Vigilant Guardian (see (6:30 a.m.) September 11, 2001). (Tudor 3/2002; 9/11 Commission 3/1/2004 )
A military report released this year describes the “Joint Vision 2010” program, a series of “analyses, war games, studies, experiments, and exercises” which are “investigating new operational concepts, doctrines, and organizational approaches that will enable US forces to maintain full spectrum dominance of the battlespace well into the 21st century.” “The Air Force has begun a series of war games entitled Global Engagement at the Air War College, Maxwell Air Force Base, Alabama.” The same report mentions that the military is working on a “variety of new imaging and signals intelligence sensors, currently in advanced stages of development, deployed aboard the Global Hawk, DarkStar, and Predator unmanned aerial vehicles (UAVs)…” (US Department of Defense 1998) Global Hawk is a technology that enables pilotless flight and has been functioning since at least early 1997. (US Department of Defense 2/20/1997) While it may be mere coincidence, “Air Force spokesman Colonel Ken McClellan said a man named Mohamed Atta—which the FBI has identified as one of the five hijackers of American Airlines Flight 11—had once attended the International Officer’s School at Maxwell/Gunter Air Force Base in Montgomery, Ala.” But he adds that “there [was] discrepancies in the biographical data” (mainly the birth date) and that “it may just be a case of mistaken identity” (see also 1996-August 2000 and September 15-17, 2001) (Radelat 9/17/2001; Radelat and Madden 9/20/2001)
The US and NATO provide the Kosovo Liberation Army (KLA) with arms and training. (Kurop 11/1/2001)
The 1st Air Force air sovereignty team, which, as part of the North American Aerospace Defense Command (NORAD), is responsible for the air defense of the continental United States, scores an unprecedented “grand slam” in a four-day evaluation of its effectiveness in performing the air sovereignty mission. The three air defense sectors responsible for protecting the skies above the continental US—the Northeast, Southeast, and Western sectors—have their command and control skills tested in the Air Combat Command Operational Readiness Inspections (ORI). The 1st Air Force headquarters is concurrently tested in the NORAD Operational Evaluation (NOE). All are rated “outstanding,” the highest score possible on a five-tier scale. Only recently, on October 1, 1997, the Air National Guard had assumed command and control of the 1st Air Force and the Continental United States NORAD Region. Retired Col. Dan Navin, former 1st Air Force vice commander, says, “No transition can be truly complete until it is proven that the mission is being performed the right way. This ‘ORI’ proved exactly that, and validated the confidence the senior leaders of the Air Force had in the Air National Guard.” (Filson 1999, pp. vi, 114-115, 184; Arias 3/1999) The Northeast Air Defense Sector (NEADS) is responsible for an area of over 500,000 square miles of airspace, including that over New York City and Washington, DC. All the hijackings on 9/11 will occur within this area. (Filson 1999, pp. 51; 9/11 Commission 7/24/2004, pp. 17) Despite its “outstanding” rating two-and-a-half years earlier, NEADS will fail to intercept any of the four hijacked airliners.
The June 9, 1999 Military Technical Agreement between the International Security Force (KFOR), Yugoslavia, and Serbia, ending NATO’s bombing campaign, creates a ground safety zone (GSZ), which is closed to the Yugoslav army and heavy weapons, and is five kilometers wide along the Serbia-Kosova border. The majorities in the nearby Serbian counties of Presheva, Bujanovic, and Medvegja are Albanian historically, though Albanians will not be the majority in Medvegja a few years later. The Liberation Army of Presheva, Medvegja, and Bujanovic, known by its Albanian acronym, the UCPMB (Ushtria Clirimtare e Presheves, Medvegjes dhe Bujanovcit), organizes to join the region with Kosova and uses the GSZ as a refuge. British journalist John Phillips will later suggest that the UCPMB was a provocation to help Slobodan Milosevic regain power or provoke a coup by the Yugoslav military. Others say that the UCPMB was created by the CIA or US State Department to destabilize Yugoslavia prior to the overthrow of Milosevic on October 6, 1999, but it is now out of control. According to a paper presented to the Conflict Studies Research Center at Sandhurst, England, the guerrillas show signs of American training: their method of marching, what they sing on the march, and their tactics—tactics that did not develop over the three years fighting in Bosnia-Herzegovina. Albanian scholar Paulin Kola will later quote an unnamed UCPMB officer who says, “If [the US military] ask us to fire three rounds tomorrow, that’s what we do.” The UCPMB also says it can get in touch with NATO. The guerillas are strong and publish their newspaper in US-occupied Gjilan, Kosova. At one point US forces will lose track of an alleged Albanian CIA operative originally arrested by the British and charged with bombing a bus. Nonetheless, Kola will say the UCPMB acts out of local Albanians’ historical desire to be included in Kosova and fear of Yugoslav vengeance. The UCPMB will emerge officially in January 2000. (Kola 2003, pp. 372-375; Phillips 2004, pp. 1-3, 10)
9/11 hijacker Marwan Alshehhi is a soldier in the United Arab Emirates army, and is studying in Germany on a scholarship paid for by the army. However, an FBI timeline will later note that on April 1, 2000, Alshehhi is “removed from the armed forces for the crime of desertion.” (Federal Bureau of Investigation 10/2001, pp. 59 ) It is not known what the source of this information is, or why it is considered that he had deserted. Curiously, the UAE army will continue to pay for Alshehhi’s studies until the end of 2000 (see Spring 1996-December 23, 2000).
NATO, which had previously refused to enter the Ground Safety Zone to stop the UCPMB, now works with Yugoslavia to end the insurgency. NATO Secretary General George Robertson says NATO “condemns and deplores the attacks made and violence caused by a minority of extremists near the Presevo Valley, and calls on the perpetrators to cease their illegal activity forthwith.” NATO offers to patrol with Yugoslav forces, and negotiates between the Yugoslav government and Albanians in southern Serbia. Within a few months the GSZ will be removed and the UCPMB will simultaneously disperse. In all, the fighting creates 20,000 refugees. (Kola 2003, pp. 373, 375-376)
The Bush and Gore campaigns begin a weeks-long wrangle over the issue of Florida’s absentee ballots. The deadline for counting absentee ballots received from citizens overseas is November 17 (see 12:00 a.m., November 17, 2000). Rumors of large numbers of military absentee ballots, presumably favoring Bush in number, and a large number of ballots from American Jews in Israel, presumably favoring Gore, have swirled for days among the media and in both campaigns. Gore campaign lawyer Mark Herron compiles a long memo on the rules governing absentee ballots to Democratic lawyers at each of the 67 county canvassing boards; a copy of the memo is obtained by a Republican legal team, and soon Bush spokespersons are quoting from it to accuse the Gore campaign of attempting to disenfranchise Americans in uniform. The Gore campaign sends vice-presidential candidate Joe Lieberman (D-CT) onto the Sunday morning television talk shows to shore up its position, and Lieberman protests that the campaign would never do anything to disenfranchise soldiers. Lieberman says that in his opinion, the most permissive standards should be applied to the absentee ballots. Herron and other Gore lawyers are dismayed by Lieberman’s position, as these standards would admit a larger influx of absentee ballots, the majority of which they believe will go to Bush. Okaloosa County, a Panhandle county with six military bases, becomes a center of the controversy. Lawyers from both campaigns and both parties attempt to wrangle the issue among themselves and the Okaloosa elections board, often becoming pushy and confrontational. Bush lawyers insist that the rules should be, in essence, jettisoned and all absentee ballots admitted regardless of postmarks, valid numbers and addresses, etc.; Okaloosa elections supervisor Pat Hollarn, a centrist Republican, refuses. “I told them not only no but hell no,” she later recalls. A 2004 Vanity Fair article will note, “At the same time, in the more Democratic counties, Bush lawyers were arguing just as passionately that rules should be strictly adhered to and any questionable ballots put aside.” After the wrangling has settled and the ballots are counted (see 12:00 a.m., November 17, 2000), Bush wins a net gain of 123 votes. Both the Bush and Gore campaigns send veteran politicians and military veterans to argue for and against the acceptance of military absentee ballots that may not meet the criteria for acceptance under the law (see November 12, 2000, November 15-17, 2000, and November 18, 2000). For George W. Bush, Senator Bob Dole (R-KS) argues for their inclusion. President-elect George W. Bush meets with Donald Rumsfeld in Washington, and offers him the position of secretary of defense. Insiders are amazed that Bush would even consider Rumsfeld, the chief of staff for former President Ford (see September 21, 1974 and After), after Rumsfeld’s open contempt and enmity towards the elder Bush, the “Team B” onslaught against the elder Bush’s CIA (see Late November 1976 and Late November, 1976), and his attempts to keep Bush off the presidential tickets in 1976 and 1980 (see Before November 4, 1975). “Real bitterness there,” a close friend of the Bush family later says. “Makes you wonder what was going through Bush 43’s head when he made [Rumsfeld] secretary of defense.” The Bush family’s great friend and fixer, James Baker, even tries to dissuade Bush from choosing Rumsfeld, telling him, “All I’m going to say is, you know what he did to your daddy.” But Bush chooses Rumsfeld anyway. Not only does Rumsfeld have a long and fruitful relationship with Vice President Cheney (see 1969), but Rumsfeld, described as always an ingratiating courtier by author Craig Unger, plays on Bush’s insecurity about his lack of experience and his desire to be an effective commander in chief. Rumsfeld is also a key element of Cheney’s long-term plan to unify power in the executive branch (see 1981-1992), to the detriment of Congress and the judiciary. (Unger 2007, pp. 186-187)
After attacking a police station near Tetova and killing a police officer, the NLA releases a number of demands, including a constitutional amendment to declare that Macedonia is a state of both Macedonians and Albanians. Under the current constitution, Macedonia is a state of ethnic or Slavic Macedonians, and is inhabited by several minority groups, such as Albanians. The Albanian government believes 40 percent of the Macedonian population could be ethnically Albanian, while the 1981 Yugoslav census puts the figure at 19.7 percent. Macedonia’s 2002 census will say Albanians are 25.17 percent of the population. The NLA says “the uniform of the Macedonian occupiers will be targeted until the Albanian people is freed,” and also says, “We call upon the Macedonian police to go back to their families, and not waste their lives in the service of illusory Macedonian plans to dominate the Albanian majority.” (Kola 2003, pp. 298-299, 377; Phillips 2004, pp. 80)
The USS Greeneville, a fast-attack Los Angeles-class submarine, collides with the Japanese fishing training boat Ehime Maru, in the Pacific Ocean south of O’ahu, Hawai’i, sinking the vessel. Nine aboard the Ehime Maru are killed in the collision, including four high school students. (Honolulu Advertiser 2/9/2001) The accident has political ramifications far beyond its immediate tragedy. The prime minister of Japan, Yoshiro Mori, will be forced to resign in part due to his callous response to the news. Already-fragile military relations between the US and Japan suffer further damage. And the accident is the first major foreign policy challenge for the new Bush administration. (McCarthy and McCabe 4/15/2001) The next day Admiral Thomas Fargo, commander of the US Pacific Fleet, formally apologizes to the Japanese government and to the families of those killed in the collision. Fargo admits that the fault lay completely with the submarine, and says that the sub was surfacing after what is called an “emergency main ballast blow” when its stern collided with the fishing vessel. 16 civilians were on board, but initially the Navy fails to identify them, saying only that business leaders, lawmakers, and other notable civilians are routinely allowed on board naval vessels as part of the Navy’s community relations program. A Navy spokesman claims that the Greeneville’s mission is to support rescue operations. (Scott, Gordon, and Ishikawa 2/10/2001) Secretary of State Colin Powell apologizes to the Japanese foreign minister the day afterwards; while National Security Adviser Condoleezza Rice informs President Bush about the incident shortly after it happened, Bush chooses to let the State and Defense Departments handle the apologies and other official responses. (Roth 2/11/2001) The Navy and the National Transportation Safety Board will investigate the collision, as will interested journalists, who will find that the Greeneville was on a mission to give what amounts to a pleasure cruise to a number of influential Republican corporate donors, mostly from the Texas oil and gas industries. Investigations find that some of those civilians were actually manning the controls of the submarine when it hit the Japanese vessel. (See February 14-April, 2001.)
The Navy and the National Transportation Safety Board open investigations of the February 9 collision between the USS Greeneville, a fast-attack submarine, and a Japanese fishing vessel, the Ehime Maru, in which nine Japanese crew members were killed. Three days later, the Navy reveals that two civilians were at the steering controls of the submarine when it surfaced and struck the vessel (see February 9, 2001). (Burns 2/14/2001) The Navy continues to refuse to release the names of the civilians on board, saying that all 16 wished to remain anonymous to protect their privacy. A spokesman for the Pacific Fleet says that the civilians were “corporate leaders—business leaders invited aboard to observe some of the training going on, see the hard-charging men in the sub force working as a team, defending their country and making sacrifices.” Later, press sources reveal that the two civilians at the controls were each at the helm and at the ballast controls, the two positions directly involved in the submarine’s sudden ascent. The Navy says it cannot confirm that the two civilians may or may not have caused the submarine to strike the fishing vessel or interfered with the submarine’s normal ascent, but claim that the civilians were under “close supervision.” (Waite and Gordon 2/14/2001; Hiller and Gordon 2/14/2005) Investigators are puzzled when the Navy tells them that no sonar or video recordings of the incident exist. (Burns 2/14/2001) A spokesman for the Japanese Foreign Ministry informs the US Pacific Fleet that “[i]f this was true, then the Japanese government will have to take this very seriously.” A former nuclear sub commander says that the civilians could not have affected the submarine’s course: “They’re not really doing anything,” he says of civilians aboard the submarine. “It’s like sitting him on a desk with a cup of coffee. It’s like he’s a passenger on a Greyhound bus watching the scenery fly by.” The first mate of the Ehime Maru crew disagrees: “A civilian wouldn’t know what to do” at the controls, he says. “I don’t know if the emergency surfacing was a drill or what, but it’s absolutely unforgivable if a civilian was operating it.” (Apgar 2/14/2001) Five days after the accident, it will be revealed that the 16 civilians aboard were there at the invitation of retired Admiral Richard Macke, a former commander of US forces in the Western Hemisphere who was forced to retire in 1998 for making inappropriate comments about the rape of a young Okinawan girl. (Waite and Gordon 2/14/2001) As the days go by, the identities of the civilians on board begin to be known. Several are involved with the USS Missouri restoration fund, to which Macke is connected. Houston oil executives John Hall and Todd Thoman were also on board; Hall identifies himself as one of the two civilians at the controls. (Apgar 2/14/2001) “I was to the left in the control room, and I was asked by the captain if I would like the opportunity to pull the levers that start the procedure that’s called the blowdown,” Hall will tell the press. “I said, ‘Sure, I’d love to do that.’” He says that a crew member was “right next to me, elbow to elbow. I mean, what’s important to know here is you don’t do anything on this vessel without someone either showing you how to do it, telling you how to do it, or escorting you around.” Thoman tells reporters that the crew executed two complete periscope sweeps of the ocean surface before surfacing. As the submarine surged upward, Hall remembers, “there was a very loud noise and the entire submarine shuddered.” The same day that Hall and Thoman speak, the Navy confirms that the Greenville was 3,000 miles out of the designated submarine test and trial area; previously it had maintained that the sub was well within the 56-mile area. (Christensen 2/15/2001) As the investigation progresses, it becomes clear that at least one sailor was distracted by the civilians aboard, to the point where he was unable to completely plot the locations of surface vessels. It is also discovered that the submarine detected the Ehime Maru by sonar an hour before the collision. A former sub commander says, “If the guy was distracted, he should have spoken up and said these guys are bothering me and I can’t do my work.” However, he says, the sailor could have been intimidated by the presence of so many powerful civilians as well as the chief of staff for the US Pacific Fleet’s submarine force, Captain Bob Brandhuber, who was escorting the civilians. Another formerl naval commander says, “He should have yelled at the top of his lungs: Stop, shut up.” Still, the fact that the sub lost track of the fishing vessel is “inexcusable,” the former commander says. “The sensitivity of the sonar once you have it, you don’t lose it.…It was making noise the entire time. They should never have lost it, no matter the target angle of the ship, they could still hear it.” (Gordon, Nakaso, and Waite 2/22/2001) Commander Scott Waddle, the captain of the Greeneville, initially defends the presence of the civilians on board his sub, but in April 2001 says he has changed his mind: “Having them in the control room at least interfered with our concentration.” He also confirms that the only reason the Greeneville put to sea on February 9 was that Macke intended to treat his distinguished visitors to a submarine ride. “The program was set up by the Navy to win favor for the submarine service from Congressmen and other opinion leaders,” Time magazine reports, “and the Greeneville had made several such trips for visitors under Waddle’s command. Not only did the visitors crowd the control room, but because Waddle spent so much time with them over lunch, the ship also fell behind schedule, giving Waddle added impetus to move quickly through the series of maneuvers he had designed to impress them.” (McCarthy and McCabe 4/15/2001) A month later, a Greeneville sailor will testify that the sub had been violating standard procedures for nearly four years by routinely using unqualified sonar technicians to track surface vessels. (Nakaso 3/17/2001) In late March, the editor of a journal published by the US Naval Institute in Annapolis will accuse the Navy of “stonewalling” the investigation, and says that the entire incident is a “public relations fiasco.” (Omicinski 3/27/2001) Waddle will be allowed to retire instead of facing court martial, though he will be found guilty of dereliction of duty and held responsible for the accident. (Tyler and Sumida 10/22/2005) “I didn’t cause the accident. I gave the orders that resulted in the accident,” he will say in April 2001. “And I take full responsibility. I would give my life if it meant one of those nine lives lost could be brought back.” (McCarthy and McCabe 4/15/2001) Only well after the incident is under investigation does further investigation find that many of the 16 civilians on board the submarine are highly placed members of the oil and energy industries, and many well connected to the Republican Party and the Bush family.

John Hall is a well-known and well-connected Texas oilman who is a major player in a number of multimillion-dollar oil deals, many involving business cronies of the Bush family. And the honorary chairman of the USS Missouri Restoration Fund, the sponsor of the entire contingent of civilians, is former president and Texas oil billionaire George H.W. Bush. (Nakaso 2/18/2001; Baker 2/19/2001)
It is also discovered during the investigation that the Greeneville would not have sailed that day if not for the contingent of what the Navy terms “distinguished visitors” who wanted to take a ride on a submarine. Vice-Admiral John Nathman, who will head the Navy’s board of inquiry, will say of the Greeneville’s voyage, “In my view this doesn’t fit the criteria. It doesn’t come close.…I would never get a carrier underway to support a DV (distinguished-visitor) embark. We’re going to disagree on that.” (Savidge 3/16/2001; Kakesako 3/17/2001) An e-mail sent to the Navy’s public relations office says that the Greenville was slated to play host to “/10 or 12 high-rolling CEOs” finishing a golf tournament. Nathman will call it “Disneyland on a submarine.” (Kakesako 3/17/2001; Associated Press 3/22/2001) Reflecting on the accident two months later, Time Magazine will write, “The sinking of the Ehime Maru resonated around the world. It was the first major foreign policy challenge for the newly installed Bush Administration. In Japan it contributed to the fall from power of Prime Minister Yoshiro Mori, who shocked public opinion by continuing a golf game even after he heard of the accident. The Pentagon fretted about damage to the already fragile military alliance with Japan. The Japanese families of the nine dead were left in shock and grief.” (McCarthy and McCabe 4/15/2001)
Secretary of Defense Donald Rumsfeld sends members of the Joint Chiefs of Staff a copy of the foreword to a book, which discusses the US government failures that led to the Japanese attack on Pearl Harbor, Hawaii, in 1941. Rumsfeld sends a memo to the chairman, vice chairman, and the other members of the Joint Chiefs of Staff, in which he refers to a discussion about intelligence that was held on the previous day. He attaches to it a copy of the foreword to Roberta Wohlstetter’s 1962 book, Pearl Harbor: Warning and Decision, written by the Harvard economist Thomas Schelling. He writes in the memo, “I think you will find [Schelling’s foreword] worth reading.” (Donald Rumsfeld 3/14/2001 ; Morris 3/27/2014) In the foreword, Schelling wrote that in order to prepare for the next crisis, the US military needs to avoid thinking that the most familiar threat is also the most likely one. (Burns 5/24/2001) Rumsfeld will write in his 2011 memoir that he considers Schelling’s message to be, “We needed to prepare for the likelihood that we would be attacked by an unanticipated foe in ways that we may not imagine.” (Rumsfeld 2011, pp. xv) Rumsfeld “routinely handed out or recommended” Wohlstetter’s book about the attack on Pearl Harbor in the eight months before 9/11 and “particularly recommended the foreword, written by Thomas Schelling,” according to journalist and author Bob Woodward. (Woodward 2002, pp. 22) He will give copies of Schelling’s foreword to members of the House Armed Services Committee when he meets with them on May 23 (see May 23-24, 2001). Chinese and US authorities continue to mediate the dispute over the crash of a US spy plane in Chinese territory (see March 31, 2001 and April 4-5, 2001). John Warner (R-VA), the chairman of the Senate Armed Services Committee, says the two sides are working on a written agreement on what happened, which would be approved by the leaders of both countries. Bush officials have been careful to call the detained US crew members “detainees”, but Senator Henry Hyde (R-IL) denounces the detention of the crew, calling them “hostages.” (CNN 4/2001) Secretary of State Colin Powell is careful not to call the crew “hostages,” instead calling them “detainees[dq] who are being held [dq]incommunicado under circumstances which I don’t find acceptable.” (CNN 4/4/2001) The pilot of the spy plane, Lieutenant Shane Osborn, later describes the interrogation tactics of the Chinese, which include verbal abuse and sleep deprivation. (PBS Frontline 10/18/2001) Hyde is joined by outraged neoconservatives such as Robert Tracinski, who writes on April 9, “Meanwhile, [the Chinese] are ‘holding’ the airplane’s crew; ‘holding’ is the term we use to avoid calling our airmen ‘prisoners’ or ‘hostages.’” Tracinski echoes the sentiments of other neoconservatives when he accuses the US of pandering to the Chinese over the incident, and ignoring the plight of jailed Chinese dissidents. (Tracinski 4/9/2001) On April 7, some details of the written agreement are revealed, with the US expressing further regrets over the death of the pilot of the Chinese fighter jet involved in the collision, but without the formal apology demanded by China. (CNN 4/2001; Tracinski 4/9/2001)
NATO persuades the UCPMB to agree to surrender its weapons and dissolve within 10 days. Three days later, on May 24, the GSZ is scheduled to be removed, though it had been greatly reduced in area by April. Most of the guerrillas enter Kosova to surrender. (Kola 2003, pp. 376)
Personnel at NORAD’s Northeast Air Defense Sector (NEADS) are briefed about the threat posed by Osama bin Laden. Lieutenant Colonel Mark Stuart, an intelligence officer at NEADS, will tell the 9/11 Commission that NORAD’s Continental United States Region has developed an “Osama bin Laden… threat briefing,” which is the last briefing of its kind before 9/11. The increased threat level relating to bin Laden and al-Qaeda is then “briefed at NEADS,” he will say. Further details of the briefing NEADS personnel receive are unstated. (9/11 Commission 10/30/2003; 9/11 Commission 10/30/2003 ) NEADS, based in Rome, New York, is responsible for protecting the airspace in which the hijackings take place on September 11. It will therefore be responsible for coordinating the US military’s response to the hijackings. (9/11 Commission 7/24/2004, pp. 17; Bronner 8/1/2006; Shenon 2008, pp. 203)
A mass casualty exercise, involving a practice evacuation, is held at the Pentagon. General Lance Lord, the assistant vice chief of staff of the Air Force who is one of the participants in the exercise, will later recall, “[It was] purely a coincidence, the scenario for that exercise included a plane hitting the building.” Lord will also say that on 9/11, “our assembly points were fresh in our minds” thanks to this practice. (Lord 9/5/2002)
Members of the US Marine Corps’ Chemical Biological Incident Response Force (CBIRF) participate in a major training exercise with the New York Fire Department (FDNY) sometime this month. During the exercise, the FDNY’s response to the 1993 World Trade Center bombing (see February 26, 1993) is discussed, according to Colonel Thomas Hammes, commanding officer of the CBIRF. Further details of the exercise are unstated. The CBIRF was established by the Marine Corps in 1996 in order to support first responders during attacks involving chemical or biological weapons. (Lerner and Lerner 2003, pp. 176; Hammes 2004, pp. xii) It has around 370 members and is capable of deploying rapidly to anywhere in the world if there is an attack involving weapons of mass destruction or if a chemical, biological, or nuclear agent is released. (Vogel 1/8/2000; Jarvis 7/21/2000) The unit has a history with the FDNY going back to when it was founded in 1996. FDNY Deputy Chief Ray Downey in fact helped develop its original training. (Clinton 4/23/2010) It moved from Camp Lejeune, North Carolina, to the Naval Surface Warfare Center in Indian Head, Maryland, in the summer of 2000. (US Department of Defense 7/2001, pp. 125 ) The move, it was reported at the time, would “place CBIRF closer to Washington, DC, and New York City,” thereby “reducing response time to crucial national locations.” (Jarvis 7/21/2000) On September 11, the CBIRF’s immediate response force will prepare to respond to the attacks in New York and at the Pentagon, if needed. The unit will not be deployed, though, and will instead be held in reserve in case there is a weapons of mass destruction attack in the Washington area. (Hammes 2004, pp. xii-xiii)
NORAD’s Northeast Air Defense Sector (NEADS) runs a training exercise called Fertile Rice, based on the scenario of Osama bin Laden attacking a prominent target in the Washington, DC, area, using an unmanned aerial vehicle (UAV) armed with a fuel-air explosive. An information sheet for the exercise will describe the scenario. “According to reliable sources,” it will state, “operatives of Osama bin Laden will attack a highly visible US government target within the next 24-36 hours. Specifically, the terrorist will utilize an unmanned aerial vehicle, believed to be the Russian-developed Colibri, modified to be launched off a ship.” Bin Laden has acquired at least one, and perhaps two, Colibri UAVs. The plans for the Colibri may have been illegally purchased by his agents posing as Iranian Air Force representatives. The terrorists’ exact target is unknown, but “unconfirmed reports” suggest it is in the Washington area.
Drone Has Electronic Jamming Equipment - The Colibri is a propeller-driven remotely piloted vehicle that is designed to perform a wide variety of military and civilian missions. It is 4.25 meters long, has a wingspan of 5.9 meters, and its maximum speed is 155 miles per hour. The aircraft bin Laden has obtained in the scenario is reportedly fitted with sophisticated electronic jamming equipment, as well as equipment for monitoring electronic communications and radar.
Ship Carrying the Drone Left from a Port in the Middle East - The ship carrying the Colibri left a port in the Middle East about two weeks ago in the scenario and is set to rendezvous with an unspecified person off the coast of Norfolk, Virginia, on August 4. This person will provide the final targeting information that will be programmed into the Colibri. The ship is reportedly also carrying a dozen shoulder-fired surface-to-air missiles, rocket-propelled grenades, automatic weapons, and unspecified types of plastic explosives.
Drone Is Carrying a Highly Destructive Explosive - The Colibri’s “weapon payload” in the scenario is reportedly a type of fuel-air explosive. (Northeast Air Defense Sector 8/4/2001; Northeast Air Defense Sector 8/5/2001) Fuel-air explosives are highly destructive. They “disperse an aerosol cloud of fuel, which is ignited by an embedded detonator to produce an explosion,” according to the Federation of American Scientists. The “rapidly expanding wavefront” that results from the explosion “flattens all objects within close proximity of the epicenter of the aerosol fuel cloud and produces debilitating damage well beyond the flattened area.” (Federation of American Scientists 2/5/1998)
Weekly Exercise Includes Simulated Hijackings - Fertile Rice is a NEADS command post exercise (CPX). (North American Aerospace Defense Command 8/25/1989) (A CPX is defined by the Department of Defense as a type of exercise “in which the forces are simulated, involving the commander, the staff, and communications within and between headquarters.” (US Department of Defense 11/8/2011 ) ) Fertile Rice exercises are held weekly at NEADS prior to 9/11, according to Master Sergeant Joe McCain, the NEADS mission crew commander technician. They routinely involve simulated aircraft hijackings, although multiple hijack scenarios are never included. Occasionally the aircraft that is hijacked has taken off from within the United States. Sometimes the scenario takes place over land and at other times it takes place over water. These large-scale exercises include at least seven “targets,” according to McCain, although what the targets might be is unstated. (9/11 Commission 10/28/2003; 9/11 Commission 10/28/2003 ) NEADS, based in Rome, New York, is responsible for protecting the airspace in which the hijackings take place on September 11 and will therefore be responsible for coordinating the US military’s response to the hijackings. (9/11 Commission 7/24/2004, pp. 17; Bronner 8/1/2006; Shenon 2008, pp. 203)
The Macedonian government and Macedonian Albanian political leaders, along with EU envoy Francois Leotard and American envoy James Pardew, conduct talks for weeks in Ohrid and come to an agreement on August 8. The Framework Agreement is signed at a tense ceremony in Skopje on August 13. Under the agreement, Macedonia’s constitution will be changed to call it a state of “Macedonian citizens,” not the “Macedonian nation”; Albanian will become an official language where 20 percent or more of the people are speakers; limits are taken off national symbols and religion; and Albanians and other groups are given a veto over legislation about “culture, use of language, education, personal documentation, and use of symbols,” and can call for elected commissions to monitor human rights. The parties agree to reform the Macedonian police force to reflect Macedonia’s ethnic makeup by 2004 (only six percent of the force is Albanian at this time), the Law on Local Self-Government and Local Finance is amended to increase local autonomy, local boundaries are to be moved to reflect ethnic composition after an upcoming census, and the Laws on the Civil Service and Public Administration are changed so ethnic groups will have equal representation.
The Peace Deal between NATO and the NLA - NATO representative Pieter Feith and Ali Ahmeti, leader of the National Liberation Army, negotiate a separate peace settlement. On August 14 the NLA will say it supports the Framework Agreement and signs a technical agreement with NATO. NATO will disarm the NLA and the guerillas will receive amnesty. About 3,500 NATO soldiers will enter Macedonia, beginning on August 12 with the entry of British and French units.
Results of the Agreements - There are Macedonian and Albanian groups that oppose the Framework Agreement, including the Albanian National Army, a militant group about as old as the NLA, and the Real NLA. Some accuse NATO or the USA of being behind the NLA and ANA. Political changes will be made in Macedonia, but the Framework Agreement will not be implemented fully. By September 27, the NLA will dissolve. Six months of civil war kill 150 to 250 people (including 95 Macedonian police and soldiers), wound 650 or more, and displace 140,000 people. At its peak, the NLA controls about 20 percent of Macedonia. (Kola 2003, pp. 379-382; Phillips 2004, pp. 134-136, 161, 204)
Scientist Steven Hatfill, a future suspect in the October 2001 anthrax attacks (see October 5-November 21, 2001), loses his high-level Department of Defense security clearance. He had apparently misrepresented some things on his resume. He is working at a private company at this time (see 2000-2002), but no explanation is given to his employers. He is allegedly visibly angry over this. Some colleagues will later report suspicions about him to the FBI, thinking that his anger might have led him to send off the anthrax-laced letters. (Shane 7/18/2002; ABC News 8/11/2002)
President George W. Bush appoints Gen. Richard Myers, an expert in hi-tech computer and space warfare, as the new chairman of the Joint Chiefs of Staff. Observers say that Bush’s nomination of Myers, a former head of the US Space Command, reflects the Bush administration intent to develop a missile defense system and weaponize space. (Kellerhals 8/24/2001; PBS 8/24/2001; Christie 8/30/2001)
Fighter jets and personnel from the 71st Fighter Squadron, which is stationed at Langley Air Force Base in Virginia, are away in Nevada at the time of the 9/11 attacks, participating in the “Red Flag” training exercise, and only return to base about a week later. (Sizemore 9/24/2001; 1st Fighter Association 2003; Doscher 9/15/2006) Langley AFB is located 130 miles south of the Pentagon, and fighters from there are launched on 9/11 to protect Washington, DC (see (9:25 a.m.-9:30 a.m.) September 11, 2001). (Weisman 9/16/2001; 9/11 Commission 7/24/2004, pp. 27) The “host unit” at the base is the 1st Fighter Wing, which includes the 71st Fighter Squadron and two other fighter squadrons: the 27th FS and the 94th FS. (Langley Air Force Base 11/2003; GlobalSecurity (.org) 2/12/2006) The 71st FS includes about 25 pilots. Its members are participating in Red Flag in preparation for an expected deployment to Iraq this coming December. (Skiba 10/19/2001) Col. Thomas Bergeson, the commander of the 71st FS, will later recall, “We had most of our F-15s at Nellis” Air Force Base in Nevada, for the exercise. (Doscher 9/15/2006)
Red Flag - Red Flag is a realistic combat training exercise, held four times a year at Nellis Air Force Base, involving the air forces of the US and its allies. (GlobalSecurity (.org) 10/19/2002; Arkin 2005, pp. 476) Various aircraft are involved, and more than 100 pilots are participating in the current exercise. (Boyne 11/2000; Las Vegas Review-Journal 8/22/2001) The exercise began on August 11 and ends on September 7. (Wessels 7/28/2001; Las Vegas Review-Journal 8/22/2001) But the 71st FS pilots only fly their F-15s back to Langley AFB around September 17. (Sizemore 9/24/2001)
The 71st Fighter Squadron - The mission of the 71st Fighter Squadron is “to maintain a combat-ready force able to conduct air-superiority operations anywhere in the world for the United States and its allies.” (Langley Air Force Base 1/2005) Although Langley Air Force Base, where it is stationed, is one of the two “alert sites” upon which NORAD’s Northeast Air Defense Sector (NEADS) can call to get jets quickly launched, NEADS’s alert fighters at the base do not belong to the 71st FS or either of the other two fighter squadrons of the 1st Fighter Wing. Instead, the two alert jets are part of a small detachment from Fargo, North Dakota’s 119th Fighter Wing, which is located on the opposite side of the runway to the central facilities of Langley AFB. (9/11 Commission 7/24/2004, pp. 17; Spencer 2008, pp. 114) However, some F-15s belonging to the 71st FS are launched from Langley AFB on 9/11, following the attacks, to patrol the skies of the East Coast. Some of the 71st FS jets that are deployed to Nevada are the first fighters to get airborne to patrol Las Vegas and southern California in response to the attacks. Other Units Away on 9/11 - The 94th Fighter Squadron, which is also based at Langley AFB, is away on September 11 as well, for a 90-day combat deployment to Saudi Arabia to enforce the no-fly zone over southern Iraq (see September 2001). (BBC 12/29/1998; 1st Fighter Association 2003) Around this same time, members of the 121st Fighter Squadron of the District of Columbia Air National Guard (DCANG) also participate in Red Flag, and only return to their base three days before 9/11 (see Late August-September 8, 2001). Red Flag - Red Flag is a realistic combat training exercise that involves the air forces of the US and its allies. (GlobalSecurity (.org) 10/19/2002) It is managed by the Air Warfare Center through the 414th Combat Training Squadron. Most of the aircraft and personnel that are deployed for Red Flag are part of the exercise’s “Blue Forces,” which use various tactics to attack targets that are defended by an enemy “Red Force,” which electronically simulates anti-aircraft artillery, surface-to-air missiles, and electronic jamming equipment. A variety of aircraft are involved in the exercise. (Boyne 11/2000) Red Flag is held four times a year at Nellis Air Force Base in Nevada. It is usually composed of two or three two-week periods. (Arkin 2005, pp. 476) The current exercise began on August 11, and involves more than 100 pilots in total. (Wessels 7/28/2001; Las Vegas Review-Journal 8/22/2001)
Exercise May Hinder Defense of Washington on 9/11 - The timing of the Red Flag exercise may reduce the ability of the DCANG to respond to the 9/11 attacks. The 121st Fighter Squadron is stationed at Andrews Air Force Base, which is located 10 miles southeast of Washington, DC. (GlobalSecurity (.org) 8/21/2005; GlobalSecurity (.org) 1/21/2006) Most of its pilots are involved with the unit on only a part-time basis, while flying commercial jet planes in their civilian lives. (Vogel 4/8/2002) Therefore, according to author Lynn Spencer, on 9/11 most of the 121st Fighter Squadron’s pilots will be “back at their airline jobs, having just returned three days before from two weeks of the large-scale training exercise ‘Red Flag’ at Nellis Air Force Base in Las Vegas. [The squadron has] only seven pilots available.” (Spencer 2008, pp. 156) In addition, some of the pilots will need to have their flight data disks reprogrammed before they can launch. Pilot Heather Penney Garcia will reportedly be “busy reprogramming flight data disks, which still contain all the Nellis data from the Red Flag training exercise they just returned from” (see (Between 9:05 a.m. and 11:00 a.m.) September 11, 2001). (Spencer 2008, pp. 236-237) A significant number of fighter jets from Langley Air Force Base in Virginia also participate in Red Flag around this time (see (Late August-September 17, 2001)). At the time of the 9/11 attacks, the 94th Fighter Squadron, which is stationed at Langley Air Force Base in Virginia, is away on a 90-day combat deployment to Saudi Arabia for Operation Southern Watch, to enforce the no-fly zone over southern Iraq. Two days before 9/11, on September 9, the 27th Fighter Squadron, which is also stationed at Langley AFB, returns from Saudi Arabia, where it has been performing the same mission. (BBC 12/29/1998; Air Force Association 10/2/2002; 1st Fighter Association 2003) The 94th and 27th Fighter Squadrons are two of the three F-15 fighter squadrons that are part of the 1st Fighter Wing, which is the “host unit” at Langley AFB. The third of these is the 71st Fighter Squadron. Between them, the three squadrons have 54 “primary assigned” F-15C fighter jets. (Langley Air Force Base 11/2003; GlobalSecurity (.org) 2/12/2006) On September 11, most of the F-15s of the 71st FS are also away from base, for the Red Flag exercise in Nevada (see (Late August-September 17, 2001)). Langley Jets Not Part of NORAD Alert Unit - Langley Air Force Base, which is 130 miles south of the Pentagon, is one of two “alert sites” that NORAD’s Northeast Air Defense Sector (NEADS) can call upon to get jets quickly launched. However, the F-15s of the 1st Fighter Wing are not involved in this mission. Instead, that task belongs to the North Dakota Air National Guard’s 119th Fighter Wing, which has a small detachment at Langley AFB and keeps two fighter jets there ready to take off when required. (Weisman 9/16/2001; Hebert 2/2002; 9/11 Commission 7/24/2004, pp. 17; Spencer 2008, pp. 114) Despite not being part of the NORAD alert unit, aircraft from the 1st Fighter Wing are involved in the military response to the 9/11 attacks. Jets belonging to the 27th FS are airborne within two hours of the attacks, “providing protection for the National Command Authority and the rest of the nation’s civilian and military leadership.” (Air Force Association 10/2/2002) And F-15s belonging to the 71st FS are launched from Langley AFB following the attacks, to patrol the skies of the East Coast. (Langley Air Force Base 1/2005; 1st Fighter Association 3/14/2006)
Possible Effect on 9/11 Response - Whether the deployment of the 94th Fighter Squadron to Saudi Arabia diminishes Langley AFB’s ability to respond on 9/11 is unknown. However, Air Force units are cycled through deployments like Operation Southern Watch by the Aerospace Expeditionary Force (AEF) Center, which is at Langley Air Force Base. And according to NORAD Commander Larry Arnold, “Prior to Sept. 11, we’d been unsuccessful in getting the AEF Center to be responsible for relieving our air defense units when they went overseas.” (Camelo 6/2000; GlobalSecurity (.org) 12/21/2002; Filson 2003, pp. 99)
Army officers plan an exercise for the Army’s Crisis Action Team (CAT) at the Pentagon based around the scenario of a plane crashing into the World Trade Center, which they intend to run during the week following September 11. The officer who is in charge of preparing the exercise is Major General Peter Chiarelli. Chiarelli took over as the Army’s director of operations, readiness, and mobilization around early to mid-August this year. In this position, he is in charge of current operations in the Army Operations Center (AOC)—the Army’s “command and control center,” according to Chiarelli—located in the basement of the Pentagon. (Chiarelli 2/5/2002; Schwab and Jewell 9/2004; Hasenauer 8/5/2008)
New Army Director Plans to Run Crisis Team Exercise - Chiarelli will later recall how the plans for the exercise come about. He will tell an interviewer that in some of the briefings he received when learning about his new post, he was told “that the Crisis Action Team had not stood up, except for an exercise, in about 10 years in any great role.” Therefore, after beginning in the post, he “planned to do an exercise for the Crisis Action Team.” Around the same time, the Personnel Contingency Cell, which is one of the CAT’s support teams, has been directed to put together a new mass casualty standard operating procedure (SOP) for the Army.
New Operating Procedure Has Scenario of Plane Hitting WTC - About a week before 9/11, Raymond Robinson Jr., the chief of operations for the Army’s deputy chief of staff for personnel, and two other officers come to brief Chiarelli on their new SOP. Chiarelli will recall, “The real amazing thing of that SOP is that the scenario was an aircraft crashing into the World Trade Center.” Chiarelli tells the officers, “Hey, not only is this a good SOP and a good plan, but at the same time, to really make this good, what we need to do is exercise it.” Therefore, as he will later recall, “[W]e decided to integrate a scenario like that into my first CAT exercise.” The scenario of a plane crashing into the WTC would be used “to drive this exercise” that Chiarelli is planning to run. Chiarelli will not say what type of aircraft is envisaged hitting the WTC in the scenario, nor specify whether it would have been a hijacked plane or one that crashed into the WTC accidentally.
Exercise Scheduled for September 17 or September 13 - The exact date on which the CAT exercise is set to take place is unclear. Chiarelli will say he has his “folks design it for me on the 17th of September.” (Chiarelli 2/5/2002; Lofgren 2011, pp. 95-97) However, Army Center of Military History historian Stephen Lofgren will mention, while interviewing Chiarelli’s deputy, Brigadier General Clyde Vaughn, that the exercise is scheduled to take place “a couple of days” after September 11, meaning September 13. (Vaughn 2/12/2002) The exercise is presumably canceled as a result of the 9/11 attacks. The CAT, whose members are set to participate in it, will be activated on September 11 in response to the attacks on the WTC, so as to “respond to the contingency in New York if requested by state and local officials” (see (Shortly After 9:03 a.m.) September 11, 2001). The North American Aerospace Defense Command (NORAD) practices for dealing with the simulated hijackings of two commercial aircraft by terrorists, as part of its annual training exercise called Vigilant Guardian. Whether the simulated hijackings take place simultaneously or at different times of the day is unclear. (9/11 Commission 2004; Spencer 2008, pp. 3)
Terrorists Threaten to 'Rain Terror from the Skies' - One of the two exercise scenarios involves the hijacking of a Boeing 747 bound from Tokyo, Japan, to Anchorage, Alaska. According to a document later produced by the 9/11 Commission, the scenario involves the “[t]hreat of harm to [the plane’s] passengers and possibly [a] large population within [the] US or Canada.” It includes what is apparently a fictitious Asian terrorist group called “Mum Hykro,” which is threatening to “rain terror from the skies onto a major US city unless the US declares withdrawal from Asian conflict.” During the hijacking scenario, some of the plane’s passengers are killed. The plane’s course is changed to take it to Vancouver, Canada, and then to San Francisco, California. In response to the hijacking, the chairman of the Joint Chiefs of Staff and FAA headquarters direct military assistance, in the form of “covert shadowing” of the hijacked aircraft. NORAD has to liaise with the appropriate air traffic control centers. Its Alaskan region (ANR) and its Canadian region (CANR) participate in the scenario.
Group Threatens to Blow up Plane - In the other hijacking scenario, 10 members of another fictitious terrorist group, “Lin Po,” seize control of a Boeing 747 bound from Seoul, South Korea, to Anchorage. The hijackers have weapons on board that were smuggled onto the plane in small tote bags by ground crew members prior to takeoff. Gas containers were also smuggled onto the aircraft by baggage handlers before takeoff. Arming devices are attached to these containers, which can be remotely detonated. The terrorist group issues demands and threatens to blow up the plane if these are not met. The CIA and NSA caution that the group has the means and motivation to carry out a chemical and biological attack. The group kills two of the plane’s passengers and threatens to use the gas it has on board in some manner. In response to the simulated hijacking, NORAD directs fighter jets to get in a position to shoot down the hijacked airliner, and orders ANR to intercept and shadow it. In the scenario, the 747 eventually lands in Seattle, Washington. (9/11 Commission 2004)
Most NORAD Exercises Include Hijack Scenario - Vigilant Guardian is one of four major exercises that NORAD conducts each year. Most of these exercises include a hijack scenario. (Komarow and Squitieri 4/18/2004) Ken Merchant, NORAD’s joint exercise design manager, will tell the 9/11 Commission in 2003 that he cannot “remember a time in the last 33 years when NORAD has not run a hijack exercise.” (9/11 Commission 11/14/2003 ) This year’s Vigilant Guardian will include additional aircraft hijacking scenarios on September 9 and September 10 (see September 9, 2001 and September 10, 2001), and a further simulated plane hijacking is scheduled for the morning of September 11 (see (9:40 a.m.) September 11, 2001). The US Army holds a major training exercise at Fort Lesley J. McNair, a base near the Pentagon, along with numerous law enforcement and emergency response agencies, and the exercise will improve coordination between these agencies when they work together in response to the attack on the Pentagon on September 11. (National Guard Bureau 4/1/2002 ; EENET 6/5/2002 ) Fort McNair, which is two miles east of the Pentagon, is the location of the headquarters of the US Army Military District of Washington (MDW). Numerous staff elements of the command stage their operations from the base. (Global Security (.org) 1/12/2002; US Army Military District of Washington 10/22/2004) Colonel Egon Hawrylak, the deputy chief of staff for operations, plans, and security for the MDW, will later recall that on this day, “[W]e had conducted a huge tabletop exercise” at Fort McNair “with all the state, federal, and local law enforcement and emergency disaster relief agencies.” The exercise is held “in preparation for” the annual meetings of the International Monetary Fund and the World Bank, which are scheduled to take place in Washington, DC, on September 29 and September 30. Agencies that participate in the exercise include the Arlington County Fire Department (ACFD) and the FBI. Hawrylak will say that during the exercise, members of the different agencies “talked about things, so we knew each other; we knew how to coordinate and get things done together.” Hawrylak will not say what scenarios are prepared for during the exercise. He will say, however, that the exercise contributes to “the great working relationship” that the Army has with the ACFD, the FBI, and other agencies when they have to work together to respond to the attack on the Pentagon on September 11. (Reuters 9/17/2001; National Guard Bureau 4/1/2002 ; EENET 6/5/2002 ) On September 5, security at Fort McNair was increased as part of a nationwide crackdown ordered by Army leaders who are concerned about terrorism (see August 15, 2001 and September 5, 2001). Army General Tommy Franks, commander in chief of the US Central Command (CENTCOM), says his biggest fear is that terrorists will attack the World Trade Center. Franks gives a presentation to the CENTCOM intelligence staff at the command’s headquarters in Tampa, Florida, about what he thinks the major threats facing the US in the Middle East and Central Asia are. When he finishes, a young sergeant asks him, “General, what keeps you awake at night?” According to Computerworld magazine, Franks replies, “The thought of one tower of the World Trade Center collapsing into the other tower, killing thousands of people.” But in his memoir, published in 2004, Franks will write that he answers, “A terrorist attack against the World Trade Center in New York—that’s what keeps me awake at night.” Franks, according to his own recollections, then elaborates, saying, “If international terrorists were to strike a major blow against America, I fear the specter of the nation’s military operating as combatants within our borders for the first time since the 1860s.” Therefore, he continues, “the thing that keeps me awake at night… is the possible use of our armed forces against American citizens.” Military personnel, he says, are “not police officers, sheriffs, or the FBI,” and so if they “were ever required to act in that capacity during a major emergency like an attack on the World Trade Center, the effect on America could be devastating.” He concludes by saying, “Martial law would not sit well in a free and open society.” (Verton 10/21/2003; Franks 2004, pp. 236-237) As CENTCOM commander, Franks is in charge of US military operations in an area covering 25 nations in North Africa, Central Asia, and the Middle East. (CNN 10/24/2001; ABC News 1/7/2006) He will lead the invasion of Afghanistan in October 2001 and the invasion of Iraq in March 2003. (Iqbal 8/17/2004)
